i'm wondering what's the difference between the two i think they're the same from what i put them side by side they look like the same list though that's why i was just confused that seemed to be two identical lists now and i apologize because i believe my error was it's my error that one of them should have been the i i uploaded the same files meaning to upload the middle school file okay so the middle school file did not get uploaded and that's what should have been so the second one should have been middle school and the first one should have been high school or vice versa maybe you can just say you can't yeah i will send them to you thanks okay all right next discussion item um student achievement 2021 district state testing results and this is the request for information on student achievement on a monthly basis so i'll ask mr berkshire to make a presentation i'm going to try to do this really fast thank you all right good evening president second board dr wyman uh i'm here to talk uh craig can you pull up the um pdf the one on the right the board student achievement presentation thank you and i'll need you to thank you page up for me so if you can go up to the next one uh so i'm here to talk about first i'm just going to give a brief overview of our comprehensive assessment system and then present our state achievement results so go up so we've put together a comprehensive assessment system that's the other attachment in there when i come up here and talk about data these are going to be the areas that i'm going to try to focus on so today we're really going to focus on that district state end of the year summative section um thank you and so um there are some key questions in that um attached document that that really apply to the the state end of the year summative is what we're looking at showing that retained learning meets our district expectations are we covering the standards with appropriate breadth and depth how are our grade levels and content performing in regards to the standards and do we need to identify resources to provide more curricular support so that's really going to be the focus today generally when i come up you'll see we'll we'll probably talk more about those last two than those top three just because um the the first two really that's where the power of assessment is it's in the classroom it's it's when you get closer to the student but again that's also not the easiest data for me to be able to present because it's in the classroom level right um but with illuminate we do believe that we're going to be able to to provide some good data for you from that area as well so now let's move up so state assessment update um ad sent out an email recently um azm2 uh for grades three through eight um the state averaged at 74 percent tested as a district we tested 91 percent of our third through eighth grade wonderful that's a compliment to our principals out there and all the work that they did and their teachers did in encouraging kids to come in and test that we're online azela uh 94 statewide completed we were at 89 percent uh we had about 16 virtual kids mainly at the secondary level that we just couldn't get them in um to test that either the parents weren't available to drive them or they they had other jobs and that kind of thing i know one of our kids was an evit kid and they only went to ebit in person and they didn't attend school virtually and they had no way to get to school in order for us to test them and and for our purposes for this this last year we're not penalized for that are we there is no a through f accountability but they couldn't get to school um okay makes no sense we there's no they threw up accountability this year um but ade is collecting all of this data and part of that and so it will the the azm results will be publicly available so so even though there's no accountability side of it right it's going to be out there for the public to see so that's the reason why it's really key for me for for you to understand we tested 91 of our kids districts around the state 74 average there were about 10 000 students per grade that were missing for acm 2.

so you had a lot of a lot of things going on last year of course those are changes that were given to us that we followed and so for this year uh the re-entry plan uh basically the executive order 2115 states in part and it's up there on the screen too as of july 1 2021 local school boards and or the relevant government bodies of all public and private k-12 educational institutions will be responsible for implementing whatever measures and restrictions deemed necessary and prudent to address the impact and spread of coba 19 for the buildings facilities and grounds to include transportation so msd of walter county will return to pre-pandemic standard operational practices that follow school board policy and student handbook guidelines concerning the health and safety of our student staff and school community we will not require mass for the upcoming school year the goal is to have no restrictions for students and staff when school resumes in august we'll continue to monitor local state and federal guidance determine if any revisions to this plan are needed there's a little bit more verbage at the beginning of that but that's just some history that i mentioned so that is really your information that is relevant and you have the responsibility of implementing whatever measures and restrictions deemed and prove it for public clarification and no mask on bus right now yes i moved to approve the ranch plan okay we have a motion and second to approve the recommendation uh for the uh re-entry plan for 2021 2022 to get rid of mass all right we have no unfinished business and you have no board policy any public comment for any item not just agenda thank you for that policy i do have a question on teachers when you're back and evaluation is a corporation allowed and if so do they monitor teachers who really spout their political views and the kids are afraid high school kids are afraid to write a paper or discuss in class their opinions because it disagrees with the teachers is there any way that can be monitored and stopped because it's happening about both high schools it's happening how do we stop that because we've got some really intelligent kids out there that need to be able to express their opinion even if it's not the same as that teachers yeah well the first first item is that they the student if they feel that way they need to go to the teacher ask them a question if they're not satisfied with that they need to go to the administrator and then keep going to the chain so a lot of times you know when you say stopping that you have to know about that information you say you have that information if we don't have that information and it can never be addressed so they have to they have to bring it up but you have to understand from that standpoint that they're obviously afraid because not only if they voice their opinion any difference from the teacher but if they go to the administrators and complain then yeah but here again if we don't know about it then it can't be addressed i know but so i don't know how you address something that you don't know about in which particular person or people that are teachers or whatever so makes it it does make it difficult because if we don't know you can't address it so it has to be and i understand i understand what you're saying i guess i would say that teachers need to be really reminded and encouraged that their opinions are not taught in the classroom and i don't care if it's conservative or liberal or either one but you know i had one of my ex-teachers an msd teacher we were talking about it and he said well you probably knew what my political views were and i'm like i didn't have any idea the classroom is not the place for that teacher to espouse their political opinions [Music] to do what's right for not only taxes but the education of our kids and i've been being connected lately personally that i've always been focusing on the financial end of it we're doing fantastic there and you know it's just a critical theory is a marxist karl marx adult critical theory way back which basically said you have two groups of people oppressed people and oppressors you know we stand up here every morning and we pledge allegiance uh one nation under god indivisible with liberty and justice for all and i don't know how we go about it but as far as trustee being elected i we need to be more of a watchdog in this area because we have a small slice in the world that we're able to influence and i'm responsible for that small slice and we're going to teach truth in fact this is a great country there's people need to get on the airplane and go someplace if they don't believe that because this is the best place says thank you for the approval on this policy i'm assuming that's the massive policy and mitch meyer i commend you for returning to normal okay so that did change then i can hear that definitely yeah rebooting this is a man he didn't want to pause it but we got a mortgage we could save money if we just make him we just add the i.t director job any other public comments or questions items from board members kevin's already spoken up so i guess anybody else unless you have something more you want to add to that it would be hard to because you said it eloquently anybody else have any uh we're adjourned then

so when you look at our results and when you look at neighboring districts results you have to take a very skeptical eye as to who was tested uh we know anecdotally that kids that were virtual around the country were primarily your at-risk populations so english learners uh free reduced lunch kids um those groups don't generally are probably not going to be included in a lot of the numbers but the good news is our numbers are our numbers are a little bit more accurate i mean our goal is 95 because that's the federal standard um so i think guess getting to 91 is pretty impressive yes it is and please note although there is no letter grades there is 66 million dollars in results based funding that will be allocated to those schools that scored highest on there the rich schools um so even though they're not going to put a letter grade there's going to be any number districts are going to get a boatload of money this year wow coming up in 2020 in the spring of 2022 there is going to be a new assessment it's called aasa for grades three through eight and then grades nine and eleven ninth grade they'll take the act aspire and eleventh grade will take the act in the spring and then grades five eight and eleven will take azsci in 2022 you'll notice that in this presentation there is no information on science this past spring the science test was a field test so the state got all that information but they're not sharing any of it with us it was really to make sure that the items and the item types and all of that were are usable so go ahead and flip up so on this chart you'll see uh this is our so azmerit is what we've been administering for the last um five six years uh this year we went to azm2 so i actually should have taken off the azmerit but you can see how we did compared to the state average here it's not as encouraging as i'd like it to be go ahead and flip up so here actually i do have a celebration one of the nice things to see on this is in comparing our azmerit scores to the azm2 in which they are very they're pretty much the same test the only difference between azmerit and azm is the percentage of questions that were written by state representatives versus the testing company the azm has more questions written by our educators and fewer written by the testing company the other difference is azm is a 10th grade test whereas azmerit had end of course tests at the secondary level but in ela 10th grade and of course is the same thing as testing all of our 10th graders so the celebration here is if you look at our 10th grade ela we had that this is the highest we've scored since the very first year that azmerit um went out with 30 of our kids passing this year which was equivalent to 2015.

ninth grade i left in to give you some perspective but we didn't test ninth graders this year um so just to kind of give you an idea of where they were and thinking about next year go and move up so looking at cohorts um this you'll see that there is a jump in the colors and that's because we don't have testing results from last year because we didn't test last year um ninth grade there's a black box down there in 2021 again because we didn't test ninth grade so another celebration here is looking at our fifth grade our students that were in that fifth grade cohort they went from 37 passing in third grade to 42 passing in fifth grade so something positive there with our with our cohort data next slide is our math proficiency something you need to understand with math is that in easy merit eighth graders again azmerit was an end of course test so in 2015 eighth graders took that were in algebra one took both the eighth grade test and algebra one then the state changed the rules and allowed us to choose and so our eighth grade honors kids that were in algebra one from 2016 through 19 they took the algebra one end of course assessment and they weren't part of the eighth grade numbers this year our eighth graders took the eighth grade assessment so um and then tenth grade again end of course assessment so when you look at the high school numbers you had results for algebra 1 you had results for geometry and results for algebra 2.

now this year the 10th grade test was a combination of geometry and algebra standards primarily geometry but there was some algebra included in there as well and in fact they set the cut score based on the geometry results from azmerit so when you look at this i think that just remember that 8th and 10th grade are going to be a little bit different from previous years because of who is tested and who's included in the testing and something that chris pointed out to me is with our 10th graders again geometry and algebra 1 primarily are honors kids in 10th grade they're taking algebra 2 that year right so they had geometry the previous year so celebration here though you look at our fifth and sixth grade numbers we exceeded the state average so still low but we still we did better than the state average so that's a great celebration right there next slide um so again 2015 was the last time we tested all 8th graders on the 8th grade standards so when you look at that 8th grade number it's a good comparison would be 2015 to 2021 because 16 17 18 19 didn't have our honors kids included and then 10th grade you're looking at geometry passing percentage from 2015 to 19 and then our the the current year this year go ahead and move up here's our cohort data for math again remember the the jumping colors is due to the fact that we didn't have a test last year and then a zelda reassessment uh we had ell students this past year we reclassified 19 of them uh which is about a reclassification rate of about 13 percent not where we want it to be this is the first year of the new model where we are required to have students in one hour of sci targeted instruction and then one hour of integrated english instruction with a an actual english class at the high school in the middle school because of the lateness in in us being able to hire uh for those positions we actually had six fifths contracts um but amazingly enough this year is we had our highest passing percentages at both the middle school and the high school compared to previous years um ellsworth we weren't able to hire an sei teacher until mid-year and so we expect those numbers to be much better this year because we're starting the ground we were fully staffed in our sei staff and so we're excited to see what happens this year with those students so any questions um yeah now that we have this data of how we've performed in the past how can we use this to get better in the future we haven't had a chance to really sit down as a team to talk about the the data um but it will what will happen is we've got to work with our principals um one of the some of the things that we've already put in place we know that we need some additional supports related to english and math so at k8 level i've we've used title 1 and title 4 funds to purchase lexia core5 and powerup which is a evidence-based supplemental online reading instruction an instructional program i will say i had we had four students that on the move on reading law that we were required to to retain because they scored so low on the inc on the reading component of the third grade reading test three of them enrolled in summer school two of those three showed enough growth and progress to be promoted and our primary english instruction in summer school was using lexia those kids were required to be on lexie at least 30 minutes a day in summer school i had one of those students who was scoring minimally proficient on the star reading assessment who was proficient at the end of summer school so i i believe lexia is going to be have a huge impact um and hope that we can continue to fund it moving forward over future years because i think it's going to provide a strong base for our kids as they move up into the secondary level st math is what we purchased for math um anecdotally when i was meeting with their their rep at the end of the year another superintendent from another district shared that their kids have been using lexia for the last four years and they saw their third grade results 20 percentage points higher than the state average um and that's those kids have been using it since kindergarten so it's a very concept-based program it's game based kids love it and and so we're excited about putting those into place we think illuminate's also going to to provide some support again we purchased illuminate because it's easy for our teachers to use and it has multiple tools for our teachers to use and the the biggest bang for our buck that we'll get with assessment is at the classroom level closest to the learning and so if our teachers are using illuminate and they're providing students with strong feedback and good feedback i believe that will also have a huge impact on student learning moving forward good thank you any other questions thank you thank you thank you so much for preparing that okay 9.3 um let's see discussion information on the combs unified district student discipline process i'm going to go ahead and just kind of summarize uh in totality what takes place without opening up all of the different policies i put the different policies there for you so that that you're able to understand what we're doing is we're just following policy and law uh and then we will open up the discipline matrix in just a second the bottom one but but the gist of it is it's just like whatever everything else in the states you have to follow due process you have to follow due process in the sense that if an incident occurs uh the administrator has to go ahead and do an investigation uh usually there's a write-up from an individual who witnessed it could be a teacher it could be the administrator it could be uh custodian uh you go ahead and take a look to figure out what's going on you may call in one kid they may say did it investigation stops no i didn't do it johnny did it i'm calling johnny i didn't do it harry did it so pretty soon you could have three or four or five kids that you're you're taking a look at at the end of the day you figure out what occurred i know there's always some concerns from parents when their child is being disciplined that we didn't get the true story of what really happened i'll just go on my own experience is when you talk to enough people you can weed through the little nuances where they try to spin the story to make themselves look good but the truth comes out within the holistic approach from all the all the kids based on that story then you go ahead and level the discipline uh the matrix and the second that we look at gives us the range for which we would go ahead and and uh impose discipline we run all the way from a counseling session that says please don't do that again type thing all the way up to expulsion i will tell you that if we get into suspensions above 10 days which should be a long-term suspension expulsion technical definition is forever although nothing's forever anymore because there's enough appeal processes out there then it becomes much more uh driven by specific statutes as to what you need to do to do due process and when it comes to expulsion the board is responsible for expulsion we're just making a recommendation on the long-term suspension the board would make excuse me the administration would make a recommendation to me about uh long-term suspension if it's 10 days or less that suspension is at the purview of the administrator it is a decision they can make i cannot go in and unilaterally change that decision it is what it is when we go ahead and have a matrix if we could pull up that bottom one that says the discipline matrix first of all on the left side all the rules and the definitions of the rules were created by a committee probably a decade ago it was to be quite honest primarily dominated by law enforcement there was not necessarily a ton of [Music] school officials on there so you'll see some of those definitions especially for the like cheating or lying in some cases they actually took the definition straight out of webster's dictionary because they didn't know how to deal with it because that's not what they deal with on a daily basis then meanwhile when you get into some of the other ones that are lost especially if you get into the sexual content you will see a definition that's taken straight out of uh out of statute it starts to freak out a kindergarten parent when they see this definition and it talks specifically to uh what would be uh some of the sexual uh content so it has its issues but it is what all districts in the state use and so the definitional piece and where they're categorized is is consistent across the state you then get into the minimum maximum range for what the consequence could be so when you look at ours you could say my that seems like a big range you're going to go all the way from a conference to a short-term suspension or a long-term suspension well this is because this this particular matrix will look different than let's say tempe unions because tempe union is just dealing with high school kids so what a ninth grade high school kid's going to do when violating a rule and what a 12th grade high school kid's going to do is probably not really different so you're going to come up with a much tighter range we're sitting here saying with these definitions what do you do with a kindergarten kid all the way to a high school kid and what occurs in kindergarten versus a high school depending on the situation you could go ahead and have a big range you're going to really adios a kid right out of the gate when the way it occurred at the kindergarten level might not quite be the same we'll just use a little fight okay what's a fight between two little kids on the playground versus one that kids are dragging people through the classrooms and looking for people and blood flowing and a whole bit you will see on many of these there are certain things that we have to report to ade and there's certain things that we have to report to both ade and the state and the local police and that's just again dictated by that ac safe committee that came up with this and so that that process what we try to do with this matrix we have a discipline handbook that all administrators have we like to communicate between the sites the best as we can for situations so that we're being as consistent as possible um but i will tell you there's two things out there just like if all of us in here could be outside and see an accident and the police could come up and ask us what happened in the accident and there's a chance we'd all give a slightly different version of what occurred so when you ask people to look at a case or a situation and come up with what occurred and what's the consequence we all look through the lens that we have i've been in a high school district temp union where you had seven high schools and the number of suspensions were directly related to the philosophical basis of the principles that were run on the schools not good or bad it just is the way it is so we have to keep that in mind that everybody's going to look at this through a different lens the other piece that's out there and this is a gross generalization but i'll make it purposely is when you look at it at parents as a general rule they probably don't believe their kid's going to be in trouble so from the outside looking in we don't believe you are stringent enough in the application of consequences for rules and those kids the bad kids get away with too much when it's their child you are overzealous with the application of consequences for the rules and they are good kids and you probably shouldn't be giving them that much because it's just the first time they did it and it's just not fair back to the liquidated damages issue is we're looking here for consistency i've said we don't legislate good fighting and we don't legislate bad fighting if i got two little kids who can't fight through a wet paper bag with a hole in it you might end up giving a very similar consequence to two kids that are pugilists and in the golden gloves program and so you want you want to go ahead and take a look at that because it's hard from the outside to see what's going on and if your child's involved there is a perception of times for something that's going on but you may not understand the whole story best example two kids get in a fight one kid gets 10 days one kid gets a long-term suspension that's not fair why did you give one kid a long-term suspension the other kid 10 days well did you know that the kid that was a long-term suspension it was his third fight so maybe the reason they got a higher consequence has more to do with the history it's no different than going into the courts why does somebody get one consequence and someone else for the same thing gets something different because the judge is looking at a whole bunch of information and there may be mitigating circumstance for why it's different if you're on the outside looking in you do not understand that therefore you do not think it's fair when in fact it is probably fair we're just not going to be able to tell you all the nuances of what took place within that particular situation and therefore you're gonna have to trust us that's very hard if it's your child and i've had my own kids who got themselves in trouble when they were in school and i didn't necessarily agree with everything that was done uh at the school level but that's just the nature of the beast so i give you that bigger picture we could go into the nuances and the details most of the expulsions and the long-term suspensions are just related to those particular rules that are very very egregious the last thing i'll close with is there was a new law this year passed which effectively says that you cannot suspend a kid under seven years old and if you're going to suspend anyone between i'll just say kindergarten and fourth grade is the range there's any number of steps that you have to take take before you suspend them if it is involving uh drugs weapons those kind of things you can get to a suspension if it is more of a kid that is a pistol and has been in a pistol all year long and you've about had it up to here um that's not gonna necessarily be enough uh room to to remove a child from our school system or any other school system in the state that is not reflective in this documentation it is reflective in the handbook that the administrators have i anticipate that asba will give us policies for the next board meeting that will reflect those changes in law because they're working on them as we speak we just haven't got them yet but we've already put them into the into the handbook so that then we've talked with the administration about it and so now it's just a matter of moving it forward so that's kind of a summary overview more than happy to answer questions or talk about anything or the if you have a specific question of a principle any questions or comments i appreciate all the work to put that together um you know part of that was because of a question i had raised earlier um and so i appreciate all that work you put into it um i think what what what needs the like you said the the the perception from the outside coming looking in is is sometimes not accurate from parents or from the community but it is important that both our teachers in my opinion it's important that both the teachers and the principals are equipped with the tools that they need and have the support that they need in order to take the action necessary to to protect the learning environment in the classrooms and to make sure that learning can take place and that disruptions uh are not tolerated and that you know we can make sure that the learning environment stays the way it needs to be we can be compassionate we can i i'm glad that there's some flexibility in there and um it's interesting that was good information thank you for letting me know you know after years of doing very the same thing myself uh interesting that the state has put some of those restrictions in place at those grade levels but um so just you know that was a question i had asked for us to kind of review that and make sure that we were kind of clear on what what our current policies were and then from there if you know if we ever felt like we needed to look at any of those um then that would be my my my thing was just to make sure that if there's any way in which we can help support the teachers and particularly the principles more uh so that their hands are not tied and instead are able to make sure that they can do what they need to do to protect the learning environment that's all i was asking for so if those things are being are taking place then that makes me happy okay all right discussion information on administrative contracts i think this is for a bigger conversation if i know what mr mccloud was asking for but this was the starting point which is coming out of the increase in vacation days what are what are the benefits that could come to administration as we talked about the collapsing of the distance between uh salary schedules for teachers versus salary schedules for administrators but the question was asked to start the conversation relative to administrative contracts and so what i've just provided for you here is how every employee in the district is on a specific day-long number of days contract so teachers uh depending on how you want to calculate it we could go around around mulberry bush about different pieces that go into it but whether it's 184 200 days because you add in holidays they have a number of days if you're on a work calendar for nine months as a classified individual or 10 months as a classified individual 11 months as classified individual they'll have a specific calendar 200 days 210 days 215 days for administration or any 12-month employee it's simple you got 261 262-day contracts that's just related to the nuance of the calendar in terms of when your weekends fall and so you just do simple math is 52 weeks with two days on a weekend take away from the number of days in the total year that's going to give you your contract at 261 or 262.

so that's what the contract is you then on to that contract have the automatic days that people get off on 12-month contracts due to holidays and so those are established in policy so whether it's memorial day fourth of july veterans day etc those are placed in so obviously of the 261 and you're going to take out i believe it's about 14 days that could be off one it could be 11 or 13 or could be 15. you take those days out then you also have the opportunity on the vacation days so you'll take those vacation days out now on the vacation days not everybody will use their vacation days every single year so you might have someone that that has more vacation days that they take on a given year than somebody else that just becomes a personal preference or what's going on but that's where you get the days for the contract in terms of additional benefits for administrative staff the fine line i brought the additional days for vacation purposefully this year because i think the the 20 was a little low in comparison other districts but i think there's a point in time where giving vacation days for the sake of giving vacation days is ludicrous because if i can't spend the 25 days giving me 33 days doesn't do me diddly squat because i'm not gonna be able to spend them now if you're going to pay me out for those days barry's from district or district administration or board to board then it may be worthwhile to advance those if you're not going to pay me out then don't give me days i can't use because then it's it's it's really a slap in my face but so what do we have is a conversation of how we give benefits to administration in the old days you could give benefits of of insurance for your family but with obamacare that got removed so it's getting harder and harder to figure out what you can do to give an additional benefit to to an administration without just increasing the salary schedule which always gets everybody in a tizzy because why did administration get a 15 raise and everybody else got a five percent raise so it is something that we're going to have to really continue to talk about and figure it out um but just know once you get the 260-day two-day contract there's not a lot of room to move and there's not a lot of options that are out there there are a couple i can bring to you but but again know that it's it's getting more difficult uh as we squeeze down what's what's available to administration i assume that you're talking about this in your leadership at some point we we did when we talked like things that they would like yeah we did that as part of the budget and so we had an initial conversation this year that's where we came up with the additional vacation days and we'll continue to have conversations in future budgets for where we go it could be part of ccc too um again it's just a a bit of brainstorming to to what you get to uh at each time i think i think just speaking for myself totally open um to thinking outside the box so if you guys got something i i suggest you lay it out there and where i think of that we're pretty much open we we feel that uh you guys are great and we'd like to to keep you and keep you happy i agree i think um maybe one of the first steps you know talking about that and thank you for that background again that was an answer uh or to a question i had posed um i i do i think it is open i hope that we do talk about this some more i recognize that because of the way it's set up that there are those limitations but you know talk about ludicrous to me what's ludicrous is to think to ourselves when we talk about our teachers and we talk about how many days of work as the premise you know school days and how many days of work and how many days beyond school days do we want teachers to work but then go to our administrators and and just take a general calendar of the year only take off the weekends and say okay then we start with 262 days under the premise or i mean i mean the essential premise of that is okay we're going to start with as if you're going to work every single day minus weekends of the entire year and then but then we'll take a few days here and a few days there and as you kind of chip away from days but you're starting from almost a ridiculous number of days to begin with in my opinion and so that's where i think if we're gonna you know maybe look at it then perhaps know what's going i mean that's where you see those gaps right or the lack of a gap because you have administrators who have been teachers and they worked a teacher's schedule and they got teacher pay which wasn't always the best but then they move into administration they get a little more pay but the amount of responsibility the amount of headache and now all of a sudden the amount of days required that they have to work just leaps tremendously and that is not compensate or doesn't doesn't commensurate or compensate oh man i was an english teacher too anyway it's you know it's i think that's where we start to find that feeling for administrators where okay i i do have an increase in pay but i'm now required i mean according to our numbers here i mean you're talking about telling administrators or district personnel as well that you have to work 60 more days than the teachers well if that is their pay you know reflecting 60 more days of work than the teachers and that's a that's a lot you know that's a lot of days maybe one of the best things that we could do to help compensate administrators is to say or encourage people to be administrators is to say look you're going to get paid more you might have to work a little bit more than you know you're gonna have to work a little bit more than teachers and your your responsibility increases and all these things are gonna increase and your pay is going to compensate you for that but not all of a sudden you got to work you know that the only cautionary tale i would tell you with and i think bruce and cherry we've been around the longest bob um that the time frame that was available in the past and what used to be summer and what's available now there's not a problem with reducing the number of days last time i checked nobody's reduced the expectation level for what you're supposed to accomplish in the days that you're supposed to be doing the work that you're doing and so i think the problematic issue is is you can go ahead and reduce my days but if i have something i have to do then i'm probably going to have to come in on the days i'm not supposed to be in because at the end of the day if i have 66 teachers that show up for for a new teacher orientation or i have this or i have that there's not an expectation that i can say yeah well thank you but i took a couple days extra days off because i'm only going to work 235 days instead of 260 days so i think we have to have that dialogue because there's an expectation level for what we need to deliver and as it is no different than teachers we keep taking talking about you got to take someone off somebody's plate but but for all the work in the legislature it seems like they don't take off the administrative plate they add to the administrative plate with another mandated report another mandate to this another mandated that and so the problematic portion to it is and so then i work less days but the days i work are now 15 hour days instead of uh eight hour days i'm not so sure i want to do that piece either so i just caution you on that piece because because i haven't quite figured out to reduce my days but nobody reduces my workload i still got a problem on my hands that may be true but i i think i think administrators would figure out a way to get their work done if they even in fewer number of days of work a year for the same amount of pay i think they'll get it done but anyways no i think it's good that we have that discussion if if that's possible that's why i brought it up is for us to have that discussion well i like i said i assume that you guys are talking about this in leadership and at some point um hopefully your ideas will trickle up to us [Laughter] and we'll be willing to listen to anything i hope that you have the admission hopefully the administrators can be part of that discussion as well yeah right that's leadership okay yeah they're in that one good okay so future agenda items does anybody have anything for a future agenda item all right so i'm gonna make a motion to adjourn at uh 7 37 second all in favor all right motion carries for i motion carries four to zero thanks for hanging out guys make sure you don't leave until you sign the adopted budget so that we can upload that and move it forward

um of our kindergartens a lot of them have never gone to preschool because of the covid we're still fighting the covid this will be accounted for in the budget it's going to be probably our sr3 funds that we'll be able to write for that and so um based on the the grant for the esser money the fact that we've got the class sizes that are larger we're coming off of the coved year i'd like to add a kindergarten in the first grade mrs becker is going to move some things around and make that work but i'd like to have that added i know that's a last minute consent item but uh we were waiting to get the numbers in and then really we've been spending some time thinking about it so changed the mind and decided to post for it today in fact so if there's no issues with that we'd like that approved as amended with the two postings for kindergarten and first grade any questions concerns comments all right with that i'd entertain a motion to accept the consent a gender as agenda as presented uh i'll make a motion to accept the consent agenda as amended thanks scott i'll second that okay i have a motion on a second kimberly rocal please adam pempkin hi tammy hines yes andrea corey yes greg meyer yes scott little cam lisa schumacher yes tyson search yes excellent thank you on to item number six is our communication reports and presentations start with our administrator's report yeah it's um we don't we're not in session right now so we're skipping over the principal's report they will most likely be back next month as we're back in session um so we'll move on to the assistant superintendent's report so this is first it is so i don't have a lot yet for you um other than to tell you i've uh i feel like i've hit the ground running um done a lot of reviewing courtney's notes to see where kind of things were left off and kind of the vision of where things were going um did a lot of looking at the surveys that teachers filled out at the end of this year to kind of see where their feelings were and and what i could kind of start the year off with um with what they were kind of thinking i've met with all the building principles and had a conversation where they feel like their buildings are curriculum wise where strengths and weaknesses are and kind of how i can help assist and we can move together as a district i have been looking at the preliminary illinois assessment of readiness scores have come in so they're not the official ones but the preliminary ones have come in so i've been breaking those down to kind of see what they look like but also compare them to pre-covid to see how far behind how much covid really did have an impact on the students and where we need to make sure that we focus so working on those and breaking those up and then going to have some conversations with the building principles before school starts and then start having grade level teams help go through that data with me as well working with the principals to do the school improvement plans but kind of at a holding point for a second until i know mr grody is working with you all on kind of your priorities and goals and vision and i really think that the school improvement plans need to come from the district improvement plan and work its way down so that everything filters in together so waiting kind of on hold with those but that's on the forefront um obviously the curriculum maps i've gone through them to see how far courtney and those curriculum teams have gotten and where we need to go but hopefully all of those will be ready and ready for your approval sooner rather than later but it's a giant project so i'm not going to say in the next month or so but also really want to be able to get community involvement in those as well so have parents be able to see them ask questions and get some input from the community as well on those um and then otherwise i've been meeting a lot of people in the district um i keep telling people you know it's great to meet them but give me a little bit of time before you test me on your name um so but met with the certified union today and the support staff union so i got to meet a lot of them met people just being out in the buildings and moving around and then in the community i've been trying to get around and meet as many people as possible too so i had a chance to meet with the new mayor i've been to two rotary meetings so starting to meet some community members on the rotary as well and i've met with sergeant hopkins as well kind of planned some things out but kind of he's been filling me in a little bit more too about the community so all right thank you very much to our superintendent's report yeah regarding foia we had our um i guess our quarterly smart procure foia we responded to that as we always do summer projects i don't know if you've seen the middle school but it's going to get sprayed next week so that hopefully it'll never get black again it's going to stay nice and clean for us the high school parking lot looks good um they've repaired it it's doing very well the other big thing is um masks covid and updates we're we're given the local control talking with mr wagner at this point in time he firmly believes that we should be able to have masks optional we will be working with the uh health department to make sure that our numbers are where they need to be i've gotten a few phone calls from concerned parents about um that option uh just like last year whenever we made a decision you'd hear both sides of the position and so i just want to be clear there's some people that aren't happy about the fact that we're doing masks optional and i think there's a lot of people though that are happy tomorrow alyssa and i are she's going to attend her first roe meeting via zoom and all the superintendents are meeting with the health departments and we're going to discuss various things had a presentation today from barney mundorf our legal counsel and some highlights from that are that nas are indeed local decisions that we should be working with our health departments so as long as it's safe for us to do so we will continue masks optional masks are required on the bus just like they're required on planes trains ubers any mass transit it's a federal mandate so on our buses we will have to wear masks we have ordered extra masks so the bus drivers will have them for the students that come and they don't have them but uh we're hoping that won't be too big of an issue quarantines is the big one that's going to be a discussion for tomorrow that i'll learn more about it's my understanding right now that if you are vaccinated you will not need to be quarantined for close contact i also unsure what close contacts new definition is going to be as to whether or not it's now to the three foot rule or if it's the six foot rule i will say this there's discussion that if two people are wearing masks say we're in here you've got a mask on i've got a mask on you don't have a mask on you get sick i would not be quarantined because i had a mask and you had a mask i think you would be quarantined possibly if you were within close contact because you weren't wearing the mask and you don't have that layer again quarantining is probably one of the key questions we've gotten from parents and as we're working through all of the logistics of this um we're going to communicate out with the parents as soon as we can as soon as we know a lot of those details again it's going to be working with our health department on those details to make sure that what we do is safe for our area with our numbers we encourage all family members all all children that are feeling ill to stay home you know um the whole idea of that needing to be tested and everything like that is going to then be the new processes for this year's we're going to have to see what's going to happen so those protocols are going to be somewhat adjusted those are really the key high points are there any questions concerns or comments regarding any of that we will have a return to school plan it's going to currently be exactly what we had last year only amended the masks are optional it will give the superintendent control to work with the illinois department of public health to hopefully we don't have it happen but you know should it happen we'll have to say you know send out a message master now mandatory and we're gonna have to start wearing them um the delta variant is the the key thing i think a lot of people are concerned about all i can say is right now we are working on it safety and security of your children is primary and so we've been told it's safe to go without mass we're going to go without mass until it's not safe and we'll make the adjustments as necessary all right any questions live the group tonight all right on to item seven which is our items for action uh first is review discussion that consider the resolution regarding local control this was put on the agenda before we were given control advise we have local control so we're good i think we're good anybody has anything to discuss or ask her so that's government action but we get it before we ask for it perfect all right go on to item b under the subject was the approval of the milk bid so the milk bin we had prairie farms and coal submit bids prairie farms was the lowest they are a reasonable bidder recommendations that you approve the milk bid of prairie farms as presented any questions or discussion i may want to go out on a limb and approve the milk bit i'll make the motion thank you tammy i'll second it lisa motion in a second can we roll call please sandy hines yes andrea corey yes greg meyer yes lisa schumacher yes tyson search yes adam hunkin yes i like milk good all right uh c is the approval of the bread bib we had two bids for the breads uh it was the alpha and the coal the alpha was the lowest bitter and again they're a responsive bidder so we recommend that the board awards it to alpha as presented you want to talk about britain i'd like to entertain a motion to accept our bread bit as presented i'll make promotion tyson second the bread fans i'll second it thank you lisa all right roll call please kevin andrea corey yes frank meyer yes scott hi lisa schumacher yes tyson search yes yes tammy hines yes d is the approval of the food and supplies bid except open bread we had um only one bitter for food and that was coal we had two bidders for supplies which would be paper products that was coal and that was royal coal was the lowest bidder on the paper products and so what we're recommending is that you approve coal to provide us the food and supplies bid questions or discussion that i'd entertain a motion to accept the bid as recommended so move thanks i'll second that andrew motion second kimberly roll call please greg meyer yes scott middleton hi lisa schumacher yes tyson search yes adam pumpkin yes tammy hi yes andrea corey yes thank you item f is approval of our oops i'm sorry i missed one uh purple next e i'm sorry is the approval of the chemical for food service bid we had three bidders for this industrial coal and royal industrial was the cheapest they were the lowest and their response is bitter so we recommend that we give it to industrial discussion or questions i will comment i was amazed at the price variance between the three bids on the exact same item so yeah so thank you for doing the due diligence maybe like to make a motion to accept a bid from industrials i'll make the motion lisa jackson seconds roll call please scott middleton hi lisa schumacher yes tyson search yes yeah tammy hines yes andrea corey yes greg meyer yes thank you all right f is the approval of the fuel bid r m was the only company that bid for the fuel their responsive bidder they are as the only bidder the lowest bidder the recommendation is to give it to r m questions and entertain a motion to accept r m as our fuel provider i'll make the motion tell a second list of seconds roll call please lisa schumacher yes tyson surge yes adam hunken yeah tammy hines yes andrea corey yes greg meyer yes steph cookie all right oh thank you next item is the g approval for the safety hazard school safety busing area yeah this is a yearly um action item that we do long story short we get reimbursed by the state for transportation of students any student that is lives beyond 1.5 miles from the school can be reimbursed unless we approve the hazardous areas and then we can get reimbursed for those that live within 1.5 miles since we've got veterans parkway we've got route 3 we've got main street for eagle view those are our roads that we don't necessarily want children crossing if they're less than 1.5 miles so we recommend that we approve the hazardous school safety busing area so that we can transport all of our children and being reversed any questions does that entertain a motion to accept the safety hazard school bus safety busting area that's a mouthful so move thanks scott wait a second a second types of seconds roll call please tyson search yes adam henkin yes tammy hines yes andrea corey yes greg meyer yes staff middle camp hi lisa schumacher yes what's your curious h is the approval of hiring ancillary staff as needed for the 2021-2022 school year yeah and this is um our next board meeting believe it or not school will have started we will be in session um it's just around the corner with that said there's always last minute people that i need to hire and get on board and i'd like to get them able to start working prior to your approval the names will come in august for your approval but i'd like to be able to have the permission to get them started before that it's a yearly thing that i ask for so my recommendation is that you grant me the authority for ancillary staff questions did i entertain a motion to authorize mr grody to hire his ancillary staff and leave it i'll make that motion thank andrew i'll second your second vocal please adam hempkin yes yes andrea cory yes greg meyer yes scott bill cam hi lisa schumacher yes tyson search yes mr carries a the light reading we have the approval of the first reading of the board policy the press issue number 107 for the board's knowledge um adam hampton and scott middle camp are the two board members that are on the subcommittee so as you're reading through this you have questions concerns comments you can direct it to me or to either of them um and then we will be getting together sometime before the next board meeting to to answer any questions or make any recommendations that need to happen with that right now this is the first reading so administration recommends the board approves the first reading of the policies adam scott do you think they should add not not at this point again for the first reading if you want to identify this really we go through the first reading and if we have any changes we can make those changes prior to um and amend those at the second meeting any other questions or discussions i thought i'd entertain a motion to approve the first reading for report press policy 107.

birthday to trustee randall trejo asta president grant shuster is out of town so i will be giving the ass to report i am christy bettendorf member of the asta executive board and member of the asta bargaining team i teach english and film at kennedy and cba i'm also a proud graduate of kennedy k high for life i am here tonight to speak about only one important subject as we're preparing for the return of all of our students for the new school year and that is the safety of our students staff and community from the beginning of the pandemic we have been at the table working with the district to determine safety guidelines and procedures to create a safe working environment for staff and students it has been wonderful and encouraging to see so many staff members and students back on campus for summer school athletics and other enrichment opportunities the guidelines and procedures have provided many opportunities since last spring for teachers and students to be on campuses together and engage in learning asta looks forward to continued collaboration for the length of the coveted pandemic to ensure safety for all students staff and community members asta is completely in support of the state requirement for all students and employees to remain masked during this time concern for the delta variant is particularly important for schools as it has affected our younger population including unvaccinated children we have put the health and safety of our children community and employees first and there is no reason to stop that now our bargaining team and teacher input group will continue to work with the board and the cabinet to ensure the safety of our community and to ensure our students are delivered the best education possible we are looking forward to celebrating our full return to schools next month and all that we will be able to provide to our students thank you thank you christy do we have anyone from the pta well okay um i don't see anybody else with any other groups okay moving on then to public comments this is the open session items this is the opportunity for public comments to occur at the beginning of each agenda item and at this time for items not on the agenda anyone wishing to address the board of trustees should have completed a speaker request form which is available on the back table do we have any requests to speak none i don't believe something okay seeing none we'll move on to our presentations and dr freed will give us a presentation on reopening of schools all right thank you board president piercy and good evening everyone it is great to be with all of you tonight again good evening board president piercy members of our board cabinet and to our guests not only here in person but those who may be watching via our live stream tonight give me a great pleasure both dr nian and i will be presenting on our opening of schools uh coming for the 21 22 school year it will be a succinct presentation but an important one nonetheless so i look forward to sharing some of these important updates with all of you all right first of all with our opening schools i do want to start off as we transitioned back from being completely virtual this past school year we did kick off with a rigorous summer programs offering as promised at our last board meeting i want to share just a quick update in terms of what we did over the course of our summer this summer we did offer credit recovery which is what we would traditionally offer we offered an extended school year with our special ed students just you know with our special ed our students with an iep we had 548 total students take advantage of our esy 230 we're at lowers campus 148 students at savannah's campus and 170 at hope school we have 4 700 students in total take advantage of summer programs this does not count high school athletics as you know high school athletics is typically year-round that has been going on since the spring and they continued into the summer we also had enrichment activities this is something that we extended this year with the one-time funds that we received both the high schools and the junior high schools we had students come to campus just because they wanted to be on campus they want to connect with other students they want to connect with staff and they want to do things that were fun-spirited sometimes they were games and fitness oriented sometimes there were things connected to content and sometimes the courses were connected to things not connected to content but hobbies arts and crafts things of nature we also had athletics as you know we're gearing up believe it or not for our fall season of sports so a lot of our athletic teams across the high schools have been participating but we also had a unique experience this summer where we brought junior high intramurals to our junior high campus as you know typically we have a robust and rigorous intramural program throughout the year but this year at junior highs we're not able to do intramural sports with the result of the pandemic so this summer we brought intramurals back to our schools and our junior highs participated with some athletic competitions at the junior heights which was exciting we also have our summer arts academy which was thriving and as some of you i think attended last week the summer arts academy show just amazing talent in our district our teachers and our students just do tremendous work and we're excited for the great work they did this summer we also have continued with our aim program uh this matter of fact i think tomorrow is our aim summer uh celebration so that will be virtual but our robust internship and mentoring experience continued over the summer with our corporate and nonprofit partners where our students got to experience working in putting the five season into practice at a work phase work based settings so exciting to see that great work continue and last but certainly not least we also had our summer language academy take place that was virtual many of you attended i believe the summer language academy celebration that took place a couple weeks ago so a lot of great work that was taking place uh we we brought back our students it was a great transition for students and staff to be back on campus on a more regular basis now the other thing i want to mention too on this at the top you see the aohsd summer programs video we're not going to show that tonight but many of you have seen the video and it's on our website which highlights what i just spoke about the great work that was done this summer kudos to to john and our team who put that video together that really showcased the great work that was done across our campuses this summer now as a reminder our path to the reopening of our schools when we say reopening we talked about being back in person our schools were never closed we were always open and we're always doing good work but coming back to this in-person model as a reminder in the spring we continued to be virtual but as you know we had a tremendous transition to being back in person with our graduations so the first time that we really were back as a campus and it was for our seniors when we brought them back to handle city for graduations in that transition we opened the summer programs which i just spoke about where we were back in person for almost all of our programs with the exception of the aim program the summer language academy program that i mentioned that was just virtual we did have uh some of our esy programs that were in person and some that remained virtual as well this late summer which is really now and into the start of our school year we've been doing a lot of work and preparing our staff and i'm going to talk more about that in an upcoming slide but with e-cadence our learning management system that we're going to be using this fall and in ongoing we've done a lot of training with teachers across the district in prepping for the use of that that lms or learning management system and working with our students we've also continued a lot of work with instructional practices i know we held the writing institute this summer with mike switzer and a number of teachers participate in that to continue their work around writing and student-centered instruction around writing and then of course what we have coming up in the in in the next couple weeks is what i'll talk about as well this week of welcome we're gonna do some additional training with some of our newer teachers that we've hired with one-time funds and then of course to start the school year in august we want to make sure that uh part of what we do is our onboarding and in reopening of schools is that all of our staff are up to speed with current protocols guidelines also the logistics and the care opening as as you heard with christie you know when we talk about safety we also talk about emotional safety and mental safety and and we want to make sure that we really take time to nurture and reconnect with our students and our staff when we do open our schools and i'll talk more about that shortly as well but this has been the path that we have been on and we're super excited about what's to come in the coming weeks when we really prepare for the for the opening of our schools again with our kids being on campus with our staffs now as a reminder we will be back full person so we are looking at the high schools six periods of of instruction every day at the junior high seven periods of instruction every day on campus of course for those who have a zero period class they'll have seven periods of instruction potentially at the high school we're also looking at the safety protocols for our instructional return as you heard um christie better talk about the protocols we had in place a lot of those still will be in place based on the guidance we have we are following the guidance from cdph which is the california department of public health we also have the cdc guidance that we have to follow and of course the orange county healthcare agency guidance um dr ian is going to talk a little bit more about that and up in a bit about the update specifically that we're going to be following as it relates to are coming back to school and then lastly you know students wishing to be virtual one of the one of the requirements that came out of the state was a requirement to offer a virtual option for families who are not willing to come back as you know we have multiple options for our students first we have cva our cambridge virtual academy which students can apply to be a part of we also have our traditional independent studies programs that students can be a part of which is at polaris or our two satellite campuses at kennedy high school in katawa high school so we've met that requirement by offering these these options for students who wish to remain virtual in our district in their transition back to school this upcoming school year the other thing that i want to take a moment to talk about is the way that we're going to be welcoming back our staff and i think this is what's of critical importance for us as a district and i know as an edge division uh this is something that we've been putting a lot of time and energy in into building for our staff as we return oops sorry first we're calling this the care opening as in if in victor rijos who's an educational guru an author a national speaker he talks about this concept of care opening that we're not just reopening we're care opening and this really puts social emotional learning and compassion and care at the center of what we do and we recognize that many of our students and even our staff who have been out for over a year learning virtually there's going to be some trauma and some some some transition time that needs to take place when we do come back because they haven't been together in quite some time so it's really taking time to nurture and reconnect relationships rebuild school culture as you know we have a positive behavior intervention support system pbis it's re-teaching students how to behave in certain circumstances so there's a lot of good work that's going to be taking place especially those first several weeks of school to really acclimate our kids back into the school culture and our staff i know when i first came back to the office after being virtual for quite some time i noticed that i came home more tired than i normally am my throat was hurting from just talking more in person than i was when i was at home so we're gonna have to give staff and students that time to really adjust and transition back we're gonna all be out of shape so to speak for this care opening we're gonna be starting with work that we're doing with our administrators we recently had a retreat with with a smaller group of administrators through our gear up partnership uh where we took some time to do some mind work in terms of what this might look like how we as a district are going to operate moving forward our vision and what that looks like in reality and making it real for our students and our staff as we move forward next week on the 22nd and 23rd of july we're going to have what we call our leadership advance this is when we as administrators get together to do our own internal retreat in preparing for the opening of school each year what's gonna be exciting about this this um this leadership advance is gonna be the first time that we as managers as leaders have been together since march 2020 in person so just like we expect our teachers to do with our students as an ed division as a district when we work with our site administrators we're going to really be focusing on that care opening and what that looks like just to be together and to celebrate our time together we're going to be looking at the systems and structures that we want to have in place as we begin to move forward this school year also on the august second third and fourth is as i mentioned we've hired a lot of new uh teachers and counselors and social workers in this district as a result of one time funds temporarily while we have these funds well we want to onboard them properly into our district and what we're about our driver so on the second third and fourth we're doing that week of welcome for those who've been around for a while we used to have a week of welcome in our district when we used to traditionally hire lots and lots of folks to be a part of our district we're going to be bringing them back this year to properly onboard our new hires into the aohsd family on the second will be more of an overview the district with our superintendent perhaps some board members and some key teacher leaders on the set the the third the middle day of the the week welcome the ed division will be really talking about instructional initiatives the career preparedness systems framework the drivers around the five c's et cetera and then on the fourth it will be an onboarding with hr and um our ask the team will have some time with with the teachers along with some of our other partners and agencies that work with our district now i want to say what i'm really excited about as well is the staff development that we're going to be doing on august 5th 6th 9th and 10th as you know when staff return back to work for a school year typically a site is given two days of professional learning with their site teams this year with the one-time funds we were able to work with our our different bargaining groups to add two additional days of teachers staff development but i want to assure you just like we said with the kids we don't want to just hit those four days hard where we're overwhelming teachers where before the kids show up they're already burnt out and tired right we want to do that caropping with them just like we want them to do with our students so on those four days which i'll be talking about in a moment but really they're gonna be hitting these three these themes social emotional learning first month of school activities what that's gonna look like and of course safety protocols making sure we're all on the same page as we begin to open this school year now to go more in depth if you look at the next slide what we're going to do is of four days the schools typically always had those two days well two days still will remain with the schools they'll still have those two days to do their traditional work that they would do in preparing for the opening school but the other two days are going to be a professional learning experiences that is led by the district but really led at the site level by mental health experts i'm really really proud of the great work that um our social workers our psychologists and our lead counselors have done in preparing for this onboarding of our staff when we return on these two days they're gonna be going through protocols and activities with the staff that are gonna really look deeply at care and compassion and just you know on that first day back that we're doing this training with with our um our teams when we talk about care and compassion that first day is on self-care we're not even looking at students in in the community that we serve first first we're looking at just self-care how we can take care of ourselves because you got to take care of the caretaker and if we're going to get through this year with that enthusiasm that excitement but also the instructional initiatives that we have in place we need to make sure our staff is in a good place to do that so that first day is on care and compassion but looking at the self-care on that second day that we as a district take the lead on this is going to be where we look at that care and compassion for others and what that looks like with our students with our with our with with each other and with our families we're also going to be looking at trauma-informed practices making sure that we we have the signs the symptoms and things to look for so we can really intervene and help students when there's a great need or even colleagues if there's a great need we're also looking at things proactively what can we do proactively to avoid some of these things that may trigger students or trigger staff based on the experience they just had this past year and lastly we're also looking at the instructional shifts making sure that how we teach not just what we teach but how we teach engages students and really connects them to the work that they're learning the content learning remember with the career preparedness systems framework it looks at student voice and purpose right that education is relevant for them so that's gonna be an important piece in terms of how we shift our instruction or continue to shift our instruction then of course there's the five c's that it's done through an engaging way and then there's the hard skills right the content the the technical skills the skills that may come out of dual enrollment or some of the career pathways that we've established across our district those are going to be really a focal point in terms of how we approach teaching and learning and then as we talk about instructional chef sites if you look at student-centered instruction first and foremost we need to work with our staff to help students acclimate with each other right and getting back into school shape we're also going to need to make sure that we have a program and process in place to really on board our students again with expected behaviors across the different settings with the way that they may treat each other in the classroom because it's been a while since they've done that so we're going to really need to spend some intentional time rebuilding those habits that we want to see in our students each and every day mindfulness as you know mindfulness has been a big pro initiative for our district and really creating that space for both students and staff to really process how they're currently feeling but to think deeply about their intentions and be okay with their current state and that mindfulness and meditation is something we're looking to continually embed in our schools and our classes i'm proud of how many staff that we've had across our district that have been trained in mindfulness so we can bring these experiences to our students as you know we've also trained parents in mindfulness so it's something we're really proud of and we want to continue especially in this transition back to school and then lastly the cpsf the career preparedness systems framework that's integral into the way that we're shifting instruction as well that we think about those soft skills in the five c's we think about student voice and student purpose and then we think about those hard skills and the partnerships we have with our local college community partners uh cypress and florida college of course cal state foreign uci that we're thinking about those those experiences as well as we build our instructional model i now want to turn it over to dr nan who's going to give us an update regarding the california department of public health and what those updates and guidance looks like for us in terms of our rolling back into the school setting all right thank you so much dr free so just on this past monday and july 12th cdph gave their new updates to regarding masking and so really the three things you're looking at is number one is the level of community transmission of covet 19 the second would be with the vaccination coverage within the community and as well as among students faculty and staff and the third thing that was focused on is any local knighting outbreaks or any increasing trends so those are the three things that cdph um are bringing up to make sure to to see what's uh to see what whatever that happened from the friday the july 9 cdc update so basically what cdc said on june 9th is this schools that we have a mixed population uh with the people who are vaccinated and not vaccinated and so basically is what the district needs to do is together with a local public health official the district and consider multiple factors when making decisions about implementing layer protection strategies against copenhagen so read the layer protection really talking about masking and so that's going to be one of the focus um today so the latest cdph guideline as of this past monday um are these masks are optional in um outdoors for in all k12 settings so outdoors only it's masks are optional however indoors k-12 students are required to mask indoors with exemptions um per cd ph face mask guidance so they are um they are so basically the next things so any adults in k12 school settings are required to mask when sharing indoor spaces with students so however there are certain student group of students that cannot wear a mask and so they they're exempt from face carrying due to a medical condition they must wear a non-restrictive alternative such as a facial with the with a drape so that's uh critical at the bottom um as long as your condition permits it so really there are some exemptions for certain arms students because of the masking requirement at this point the physical distancing has now been eliminated based on these mitigation strategies which is our mask and so we had initially the six feet it was down to three feet and at this point there is no dissident requirement at this point but that's only if masking are required and um cdph very um stress on the ventilation as well as sanitation measures so these are two things they really have we um focus on so with that guideline we are going to translate into what um our district what we are what we are doing as well some of our requirement as well so these are the measures um that we have current that we are implementing masks are required indoors so any time that we're indoors we are masking and obviously this is the reason why the cdph said you these are the factors you have to look into and at this point you know until we know uh more numbers this is something that um we are implementing in our district auntie that's district wide and not just district y district y thank you district why thank you for the clarification ventilations are optimized with air purifiers and flotation change so in every single classroom we have um the air purifiers and our team as a technician they are constantly changing our um the filtration system within hvac systems i'm very confident that we the team have done a great job to make sure that we have everything um they are that we've been changing them as we speak as well and then if you walked on our campuses there are signs everywhere about masking washing your hands in restrooms reminding staff to make sure they sanitize your hands and wash their hands as well we have hand hands-free hand sanitizing units in if you can see there are everywhere on campuses we also have um washing stations hand washing stations being placed on all our campuses as well custodial staff they are sanitizing regularly and consistently throughout the day and so that's very very critical as we uh navigate through this and finally we are still um doing the contact tracer for both the students as well as adults and those are will be important for us as we would notify our families um or any of the staff if there's any outbreak that would or even the cases that are um that are coming and so that this is the latest guideline obviously um you know there could be additional requirements coming but this is as of this uh past monday um that what we're hearing and thank you so much and we are here to answer any questions that you may have does any board member have a question anne marie yes uh thank you very much that was very clear and concise um jaren had a question um thank you also for uh talking about the care opening um i think that's an excellent way to start the year can you give an illustration of how you you've been demonstrating uh or how you've been trying to get the word out to our um to our leaders to our principles and what have you been uh you know telling them uh give us kind of an example of that yeah so when we we actually had a principal meeting uh this morning with our principals where we spoke a lot about what the opening might look like they had time to plan and prepare together with the staff but an example of that care opening would be for that first week of school as an example you may not have a lot of the traditional instruction taking place where the students are opening up their books and beginning their their deep dive into the content into the five c's it may be just focused on revisiting classroom procedures it might be just rebuilding community in the classroom doing some of those activities some of those icebreaker activities where you can build community if you recall last year when we did our training with teachers there were three pillars right teacher presence building an online community or building community and of course building routines and predictability through the five c's those three pillars are not changing we're not like okay we're back so we don't have to do those anymore those are still critical and and those are gonna be the the essence of what we're doing when we when we do come back it's it's again re-teaching students how to be students it's giving staff a chance to to reconnect with what it is to be an in-person instructor so those are all things that we're doing you know right now in terms of the summer training we've had now lexington junior high and magnolia high school teachers who are beginning their capturing kids heart training you know in addition to all the schools that have already been trained so that's those are the kinds of things that you're going to want to see and that we're going to want to see when we open up our schools back in person in the fall it's just spending that time to reconnect build community the beautiful thing is for our junior highs your seventh and eighth graders they have not spent a day on that campus not a day right the eighth graders were virtual last year so you have an incredible opportunity to rebuild the culture that you would want i think if i might interact i think that one uh strong example would be restorative practices restorative circles the kids are coming out from a very traumatized year and i think it's very important that they have safe places to talk about their lives and that's how we build trust affirmation and doing so with with love i think the kids all of us need love and um i think our staff is prepared to demonstrate that and show that um that the entire generation is traumatized so i think it's really really going to be important that our kids have safe spaces to make meaning of this absolutely i definitely agree thank you for that for for you know starting off the year like that i i don't think this is a normal way to you know this isn't normal so i don't want to go back to normal i want to be i want our students to be in a safe nurturing environment as well as our staff as far as our parents has there been thought given to how we're going to get that message out to our parents uh that you know we're going to start off the year with you know with care and in mind because there are some some made you know be wondering why why didn't they get homework you know the first couple of days so uh have we given thought to how we were going to get that message out to our parents yeah as a matter of fact that today's principling that was one of the things that was discussed is all the schools are looking to do um kind of a welcome back town hall webinar where they are sharing these very same expectations before they even register so before registration takes place some type of communication that's going out both as a video per they're looking at doing coffee with the principals and regular meetings with the parents especially before school even starts to really make sure parents are aware of how we're approaching the the opening of our 21 22 school year with this care opening in my mind so a lot of a lot of the efforts the faces i believe return to work uh tomorrow the fifth no i think today was the first day either day tomorrow they return back to work so they're gonna be integral in in doing that work as well in the way that they connect and support with families and make sure they understand that our our vision our drivers is to really build that that empathy and that love for one another as superintendent matsuda said thank you so much bravo are there any other mr jabar yeah so uh first of all thank you very much for that report i know i was privileged enough to head to anaheim high school during the summer session to take a look at and i just want to mention the the signage placed throughout all sites excellent i i walked through the entire campus with uh me and another another uh and then our assistant principal um yes and he was very gracious enough to walk me through the process i uh saw the hands-free hand sanitizing units i even washed my hands just checked that it was working it was great to see that i was glad to see that there were placed in high traffic areas right and then obviously the even in the classrooms i was very it was very nice to see how students were all messed up and one of the things i actually visited about three or four classes and spoke to students and just asking about how they feel and what they feel like and every single of one of them were like so elated to be back on campus right so it was nice to see that and also our custodial staff so which goes back to now my questions about masking requirements we're asking students to mask up and do we have enough supplies in case we have students who walk in without a mask that we could actually hand them a mess yes we have a lot of supplies a lot sam thank you for all the um a lot of community members have been donating them to us so thank you so much the community for doing that as well so yeah and i think i asked you too there was another organization yeah we have like thousands and hundreds of thousands of masks so and a lot of family i mean a lot of individuals like to have their own personalized math and so obviously we welcome that but obviously we will be providing masks on campus as soon as they step in so um they need one right and i did have another organization which wanted to donate masks i know that you said that we had enough we have a lot right now yes but thank you so much though that everybody will need to make that donation to us absolutely and then the other part is in terms of students who are on campus and even adults for that matter right if they don't wear a mask and if they're providing some kind of justification you said based on this is that they at least have to wear a face shield so with the drape so they have the um they have certain ones that has like like like this and then it drapes down so basically to catch all the um you know the droplets and so yes so uh but obviously that would be something we will work with the families on that and then do we have enough supplies of that in in case that we have situations like that where we so definitely we can we can you know if they that's needed then we can absolutely supply that as well okay well i i am very pleased with uh the steps that we've taken and especially going through anaheim high school that's one thing that i was very very happy about is that we have even before school starts we are we're on top of it so thank you yeah so i also think the staff i know they're all working really hard are the plant managers and all the um staff and custodians they are working really really hard to make sure that our sites can open successfully for for the kids to come back so what want to thank him thank you something tim as well i just wanted to add one thing and thank you very much for the report just to remember that we've had these golden rules signage up and i hope that those are still a reality i know sometimes i'll go into a room and a teacher is taking it down so it reinforces there should still be a number we can double check with the principles to make sure they're up in all classrooms any other comments no okay very good thank you thank you okay on to item 11 this is items of business our first item 11.1 is resolution number 2021 slash 22-b 0-1 signature authorization so moved so moved i have a motion in a second any questions or comments the parent conferences that's still kind of up in the air uh yeah we are prepared and we're actually in tomorrow in ed division that's one of the things that's on our agenda to talk about i think mr carmona is bringing that up so we will be meeting with mr lara and this counts in terms of what that looks like because it's kind of a if you don't do it you get dinged but if you it's it but they don't know if it's required it's one of those things both of our all ed our independent study programs have been amazing this yesterday this past year but we're we're very optimistic that we're going to be fully compliant in meeting the needs of the legal requirements that we have for us all right fantastic i i knew i just had to ask had confidence thank you okay any other questions or comments center second okay okay uh this is an action item do i have a motion you have a second yes okay i was i know i had listening here and i understand we have a couple members from the ecology center would you like to speak sir sorry um thank you for having me board uh trustees cabinet superintendent matsuda my name is jonathan zeidman i won't take too much of your time i work for a non-profit in san juan capistrano called the ecology center we're an educational organization we have a 28 acre regenerative organic farm that's been growing food for our community but also engaging community members distributing food to families in need and training the next generation of farmers a few years ago two to be uh clear we started a relationship with the encinitas union school district and we took over a dirt lot that they had 10 acres and we transformed that into the first certified organic school farm in the country we're growing 10 000 pounds of food for their students every year it's being used as an educational site where all of the students from the eight elementary schools are rotated but it's also producing for their central nutrition services and offering this high quality organic produce that the students all get to dig their hands into the dirt with into their cafeteria lines and their salad bars it's been a model for success nationwide they were awarded the usda farm to school grant last year they've won the last two years the green school alliance award for their work that they're doing on the site and we've had schools from minneapolis union school district all the way through florida and jacksonville come out to that site to learn about what we're doing in partnership with the district i'll wrap this up but when we were engaged to see what we can do with anaheim union we got very excited about transforming a dirt lot at magnolia high school into an educational productive community engagement asset for your guys's community i look around and i see all these values on the schools you know and the bio and the medical and the career training opportunities and i think that there is likewise similar work that can be done around agriculture and it's not necessarily around the farm itself but it's about health and wellness it's about biology and it's about engaging community you know you're so blessed to have a school district that is diverse and and has roots in agriculture and what we'd love to do is to help honor that history that your students and your community brings into this work so if i can just talk a little bit about that project it's taking a two acre literal dirt lot next door to magnolia high school and creating a value-added educational productive farm that students will get to dig into and be a part of and again gross food for the district um i'm happy to answer any questions that you guys have about this work i understand that there are multiple community organizations that are enthusiastic about contributing through volunteerism and even through philanthropy i brought one of our friends anthony basil who's a business leader who is interested in supporting work like the work that you guys are doing and i think that it's viable to not only put your valuable school board or district resources into this work but very viable to find partners through corporate entities and individual philanthropists that also want to see students focus on health and wellness and entrepreneurship and career training through agriculture and i'll just wrap real quick with a personal story because it touched me seven months ago i was diagnosed with cancer and i've since gone through chemo and surgery and really kind of healed up quite quickly and you know the doctors all mentioned to me that it's been a pretty magical recovery and the speed at which it's occurred has really shocked a lot of them and really that's come through living into this work and how we eat you know and i think so much of us so many of us we think about reactionary measures to health but we have this opportunity moving into this new world after covid and thinking about health and wellness to think about preventative measures and i think it's our responsibility to include that into the educational school day so thank you for having me and i really want to commend how hard this last year has been for school districts and and how much courage and integrity you've all brought to this work like i said we work very closely with other school districts and i've seen just how much you've all done to make sure that our students are educated and i appreciate you all for that thank you do we have any questions yeah i would just like to say we commend you and i want you to know that you have come through a life experience that many people have shared and understand what you're where you're coming from and i know you will do well just hearing you tells me you were on a future will path thank you for sharing your story i had someone asked me yesterday other than lettuce what other products are we able to grow in in the uh the future so we here we practice purple culture or ecological design which is a diversified model of agriculture which has more value educationally but also productively so we'll introduce agroforestry which really just means productive fruit and nut trees as well as a wide diversity of nutritious interesting and educational cultural crops so yes lettuce is important because kids like to hopefully many of them like to eat salad but we can introduce carrots beets tomatoes so friends union school district we grow all their tomatoes that they then take process and freeze throughout the year for pizza and pasta sauces so they have organic pizza pasta sauce every day okay thank you i'm just so excited i want to do this now and i want to expand it like throughout the whole district and and even our whole county but uh we have to start at one school so so i really i'm really excited uh to to work with you and um i just wanted to did you say how this got started was i not paying attention and had a vision to transform that into a productive but also educational asset and that's now we're in the work of replicating that as a non-profit so we did it in san juan and i welcome you all to visit it's a little bit of a drive and probably avoid traffic hours but then we did it in encinitas and now we're trying to trial that and the idea is that absolutely we don't need more mega farms like we see in the central valley we need more community farms and for people to be able to see where their food comes from so a two acre farm is actually a huge asset and the minimal investment in my opinion that can be put into that will pay off tenfold yeah very exciting you're chomping at the bit go ahead i am uh jonathan again thank you i know you've made several you and evan have made several trips to magnolia we're very grateful because uh as you've noted uh magnolia is in the middle of a food and health and nutrition desert which has been exacerbated by the challenges of covid and uh we are as we're speaking we have teacher leaders working on curriculum helping the students will help define this area as a food desert using a lot of data analytics and census data as well so and with our multiple partners we'll be able to track longitudinal data looking at the health of the community over years so uh again we're very grateful to you and evan and your team uh for the partnership and yeah it's a beautiful uh facility you guys have in san juan capistrano so thank you i'd like to see it yeah i'd like to see that but in the meantime i want to say this we have made some small attempts throughout the years to get some gardens going at some of our schools and magnolia was one of them but it's difficult and this is going to be great though i mean because we've had some small farms a little you know we have one at cotello we had one at magnolia we had one at brookhurst brookhurst wasn't dale but i mean they're small in comparison this is going to be a much bigger thing and i'm really excited to see it i'm a gardener i mean so i i've got my own community garden plot and it's just great you know and there's a lot of things you can grow besides lettuce come on broccoli i wanted to come on spinach i think i mean she pointed out too we do have interests across the district this is going to be an urban laboratory right across the district many many teachers from other schools are involved with this too for another 30 seconds here we've consulted on 100 school gardens and you essentially hand off the playbook and some succeed and some don't but what we have seen is the single greatest factor of success in these relationships is deep investment at the administrative level at the executive level so if it's tied to curriculum and if there's budgeting for it then it will succeed great great right right and then you'll have a lot of success when you have anna get in there and get dirty thanks a lot and our kids hey i think it's great you know i mean i've been i've been trying on this and i've been involved over the years and but this is phenomenal this is really and i'm just hoping and i will be around watching and looking let me tell you and our most important well well when they grow something they're going to want to eat it they're going to want to learn about it and and they did some pumpkins a couple years ago and they were really excited but the kids are going to absolutely love it oh yeah word's going to get out everybody's going to want this so thank you so much and thank you for your story too i'm actually taking a nutrition class right now and we're in the mineral section so i can i can attest to you know what you eat is it's you are what you eat absolutely absolutely well thank you so much thank you thank you for coming up yeah it's exciting okay i know this is a tough call i mean it's going to be a difficult boat okay okay and this one doesn't have to be roll call so uh any other comments or questions seeing none will call for the vote all those in favor aye opposed i hear none okay you betcha welcome aboard ecology center okay 1116 use of facilities agreement north orange county community college district 76 what did i say 16.

none moving over to 11.16 we are in human resources this is an agreement for hope international university so move second i have a motion and a second any questions or comments is this where the portland state or is is that in the oh i don't know okay i'll ask that on the next one that's the next one this is for student teaching opportunities i do want to make a comment that i have been on campuses when student teachers are at the podium and they are dressed in jeans they look like they're out for a hike and i think that our student teachers and the master teachers need to let these young people know how you attire yourself when you come onto a campus so i think that's the continuum it needs right and it is part of this that you know professional attire is part of it and it just of course resorts to the individual master teacher and the administration on that campus to say something and i know a lot of times people are kind of hesitant to say anything because in our society genes are very acceptable but at the same time when you're standing in front of 30 some kids and you know you need to [Music] be a little bit cut above the norm in other words so i totally agree with you shouldn't look like a student standing there exactly and uh i know i'm i'm old-fashioned but i'll tell you you know the last years of my teaching watching some of the newer teachers come i'm going ah you know the way they decided to dress was just not exactly culpa said it's not acceptable so let's hope our administrators and our master teachers start making comments to the student teacher so that they do come a little bit better attired okay any other comments questions seeing none all in favor aye opposed okay and 11.17 is the agreement with portland state university i have a motion in a second again this is for preparation for student teaching where is portland state located i am not sure i mean is i don't know if they're probably based in portland and probably have a satellite camp campus is what i'm imagining portland oregon yes yes and they're coming here to student teach that just seems strange don't usually student teach in the state where you're going to college not necessarily it's not necessarily it's not anymore this is a new one for me now it they you know we've had a lot of these where they're from different colleges out of state and what happens is the kids that originally are from this area go to college there and then they want to come home and do their student teaching here and as long as the school districts will agree to that then they do it then they'll do their student teaching here because this is where they want to let's say live and find a job so we'll learn how portland state teaches in education so for some degree yes okay any other questions comments all in favor aye aye opposed okay seeing none 11.18 salary increase for the executive director of greater el heim special ed local plan area organization second i have a motion in a second any questions or comments all right all in favor all right opposed all right moving on we are now to the consent calendar item 12.

do i have anyone requesting to pull any items yeah 12.12 please 12.12 12.15 12.26 and 12.27 12 15 12 26 and 12 20 7 seven move for the balance second all right all in favor aye opposed okay uh we'll go to twelve point twelve so i'll move second motion in a second questions or comments okay seeing none all in favor aye opposed and abstain all right okay item point fifteen it's almost a second motion a second questions or comments yeah i asked this question about the difference between this program and the orange county human relations program so if you could kind of elaborate on that so that people know what type of program it is and why it's yeah they're both equally important and we're fortunate that we we had a meeting with both our partners at orange county human relations and the restorative justice um i'm sorry the racial center of racial justice and education and there is some overlap but they're they're also doing some different things with our campuses we we have brought the racial center or the center for racial justice and education by ucr our collaborative partners uh they had recommended some work and we got a grant where they're actually covering half of the cost we cover the other half with orange county relations we're doing deeper work with implicit bias in the sort of circle training that mr matsuda referenced earlier with the center for racial justice and education they're going to be doing a lot of deeper dives in race racism and systems what that looks like uh specifically with catella and cyprus so it's not going to be connected to the same thing that orange county human relations doing although there's of course overlap with implicit bias it's different um and there we met with their team and they're just a phenomenal team who does a lot of deep work especially within schools and what that might look like so um that's where that partnership is going to grow and that that is going to require multiple meetings with debt center and our site teams as they grow and build their capacity in that area and spread out the different techniques and strategies that are accompanied with that i have a question these expanded learning opportunity grant funds are these do they come from federal state funds so get that one that that's part of the av-86 and that one comes from the state from the state not federal no not yes that one comes from the state thank you you're welcome okay any other questions or comments seeing none all in favor aye aye opposed okay item 12.26 and we can actually take both 2016 together and 27.

second okay so i have a motion in a second yeah i just pulled these two items just to kind of elaborate on uh to give an update on have we made any progress with fulton college and moving forward with that with the dual uh credit programs yes we have and i appreciate you asking trustee javar you know in full transparency as we've we've had with the board um cyprus there's been some inequities between what cyprus what we've gotten from cypress college and florida college over the years and we have had very frank and direct conversations with foreign college that we need to close those gaps because of the kids on all of our schools deserve these same quality experiences and access to these dual enrollment courses as you may or may not know president greg schultz has been great he just left to take another job at citrus right so right now gil contreras has been serving as the acting president and i know mr colon and miss bean have been working closely with him and his team and have actually had some moment positive momentum with with the team are we where we need to be yet no however we are making positive attraction in that area and then we're waiting on august 1st for fullerton college or the north orange county district to name the the interim president at fullerton college uh where a meeting will be set up with that interim president which maybe mr contreras or maybe someone else to further discuss this work mike did you want to say something yeah but just for the record um mr javar we have uh put some pressure on fullerton college by shifting a couple of schools that used to be part of fullerton college that would be magnolia and savannah so that has really i think sent a message to them that we mean business and uh hopefully dr contreras uh i think uh they are they they did get that message and uh we hope to see some changes yeah and i bring this up over and over again because it's a concern for students who actually go to anaheim high school right because for them the easy access is full of in college and if they're if we're not benefiting then we do need to put that pressure i i did for all transparency purposes i did have a conversation with one of the board members they're interested to know because obviously i don't think it percolates up to the board members level but board member to board member i've had that conversation so i would encourage the superintendent to reach out to i'll have the com i'll introduce you to one of the board members who sits who have had the conversation he's very much interested in knowing how to mitigate the problem so hopefully we can work on that yeah and we have had those conversations where as superintendent matsuda said we have i don't use word threatened because that's not the intent but we have said that if this doesn't improve we are going to pull which we've done magnolia and savannah as you know like you just said the students who live in anaheim catalan luera fullerton college has the easier access that's where they live so it's in our best interest to try to nurture that relationship because it gives our kids too because some of those students if they don't go there they're going to santa ana college correct right so so mr dr contreras is aware and he's been making some movement with his team and uh you know working with with amanda bean and their team we feel like we're making good headways but they they know that in the back of their head if we if we're not satisfied by late winter of next year um that we will we'll make some some decisions to maybe look at cypress college for other schools okay all right thank you thank you it's just surprising that the two colleges i mean they're so different in other words and how they're accepting and working with you know the agreement it's still part of north orange county community college district but but they're they're independent as you know i spent nine years on that board and each each campus is autonomous of the other and it's a challenging this is very challenging work and it both with on our side and as well as their site too because you have to work with their infrastructure and um i i think it's going to happen it hap because they're they're they're losing enrollment and that's really you know that's what talks yeah right but it's interesting yeah you know so okay any other questions on a positive note a number of our students are taking advantage of the um the pledge and they're putting it on social media and they're very excited for their students to start this year so oh good positive note okay yeah okay so any other comments or questions seeing none all in favor aye opposed okay motion passes okay moving on to item 13 superintendent and staff report to me the only report is i will be sending you an update on the leadership advance once we have those those details finalized so you'll know if it's going to be at oxford or if it's going to be the feeder pattern that we talked about so just stand and look up for that update okay oh my okay then we're moving on to 14.

oh i missed one wrong side okay no no report manuel okay so moving on to the board report okay hey i just want to sing the praises of the um the summer vap academy it was a wonderful kind of reunion for a lot of us to get out and and and see each other in person and the uh the the teachers um in that short amount of time taught those students i don't know how many were there there were about six or seven broadway shows that they they took little synopsis and little scenes from the orchestra played throughout it was just an amazing night and uh i just want to commend uh everyone who put that together especially the students they were so excited and they were so talented and there's some there's some actors in that crowd there were some that just every every uh part that they were every uh ensemble that they were in you could just see them and they stood out so um but it was a great opportunity for our kids to get together from all different sites and boy they showed their talents and just want to give a great great shout out to everyone involved it was a great night i attended the zoom call of the orange county department of ed they get the capital advisors to come and give a budget analysis um while things are looking good they're still there's still some things that that are questions that need to be addressed um but i think the forecast looks good for this year on the budget scene and then attended the rop meeting along with my colleague al jabbar and um dr uh lichia halstrom which is who is their new administrator there was very excited to come up and talk to ella and i about the um the the trailer that they have at trident now on the the gilbert campus with their healthy smiles she used to be the director of healthy smiles so she's very excited to um to have brought that there um and i asked her you know can you give me some numbers of how many people have been treated she said there are so many adults that have come where they would never have gotten a dental treatment there before a lot of adults are coming to get get treatment and so far uh there have been uh 359 patients i've seen since their soft opening since the soft opening in middle of april so isn't that amazing amazing and she wants to expand and speaking of partnerships with rop she wants to expand you know that trailer and the programs that are going to be provided for our students over there so she said she's got a lot of plans so i'm excited that jose lara and she are going to collaborate and and do some great things so that's my report thank you mr o'neal i haven't been around much to be able to do anything but just hopping around i know it is terrible that's terrible so it's nothing having to do with uh future but i have a couple of questions so i'll use my time for a couple of questions we had talked about um um a life skills for people for students in classes i like to uh get uh what what is the um economics curriculum or if it's just a book financial literacy yeah what's in the book maybe if get a copy of the book so i can take a look at that i'd like to see that yes and we've talked about in the past we have done some school mapping where are we maybe you can put it in friday report let us know what school mapping is that what what in the process uh cs primary school school mapping was in the security oh david davis i'm sorry and then we used to uh have the school board representative go to all csba conferences whether it's san diego san francisco or wherever i'd like to get that back into uh current process no that was for student board member to go student board yeah yeah yeah that is in here for for us but i think we need to include the student board member and uh having them yeah the opportunity to go to the great that would be great student they can learn a lot on the csba thing yeah get that yeah yeah that's a great idea and since we haven't had schools in session for a while are are we going to be um pushing the plc's um the parent leadership academy pla parent leadership academies yes getting those going yeah yeah we were doing them even virtually so they didn't go away but we are looking to bring them back and i know there's already modules that are being worked on as we speak bigger and better i mean it's coming back yeah i've been to some graduations and sort of i miss those so looking forward and it's so important for the for these parents good thank you that's it okay mr javar all right so i think i mentioned it i actually had the pleasure to visit uh anaheim high school to take a look at and walk into some classes i love hearing some of the discussions in the classroom and to see how interactive they were so i was pleased to see that there were students who really didn't have to be in summer class but they did come to summer class so that was awesome to see obviously our summer language academy i was part of that celebration i love that program and was honored to be there to say a few words the visual arts academy and the presentation and the the performance that they had it was awesome and we had a lot of community members participate and i know a couple of them are in the audience and they really enjoyed uh the the whole entire showcase and what really struck me is that sharon mentioned sharon king mentioned that some of these students have some of the students who actually played instruments and who performed have not been in a classroom or not even picked up an instrument but just just two weeks they were there doing that so it was awesome to see that it also speaks to our teacher skills so i wanted to commend them uh the aim program um very very good i mentioned that we had two interns i know we're going to miss them we just signed a thank you cards for them and gave them certificates today from our office but i know they'll be there tomorrow uh both of them were very eager to learn and one of them actually wants to come back to set up a meeting with one of our folks to talk about health equity so they were exposed to a lot of uh policy making sessions they were exposed to actually just uh yesterday both of them attended one of our main policy uh equity map unveiling of it and they actually got first-hand to look at how we could use maps to uh influence policies so i was glad to see our students getting that experience at county level at least that is great yep and did attend the rop meeting and then i will end this by basically asking our teams i know i'm meeting with carlos on monday but let's make vaccination a priority again because we do have certain and i know repeating to some of you here but i want to make sure that the public knows that we do have a lot of census tracts that still need to be vaccinated so we need to make those a priority and make sure that we partner with whoever we need to because the orange county healthcare agency is partnering but then there are other organizations also partnering to do this effort so we want to bring all of them together and i also want our district to take a look at maybe giving opportunities to some of our clubs and organizations because the healthcare agency does have a program where if you if you do host a vaccine clinic and you bring a certain number of people you will be able to use it as a fundraising opportunity for the organization and i know one of the organizations reached out to me and i'm going to be talking to callers about it too but i think our our campuses that's one thing that i pushed is to make sure that our campuses get an opportunity uh if there are organizations which are probably tapped for money right now if they can do like a booster bring people who are not being vaccinated and show up a clinic uh the organization could make some money so that's it thank you thank you mr smith i see our next board meeting is august 12th which is thursday and school starts on the 11th the day before on wednesday so that should be an interesting board meeting and the only sadness that i think is that kids can't go back and hug each other maybe they can some will i hope they will i will and i just send virtual hugs to all of you this has been a devastating year for paulina and connie they work so hard they don't get enough credit so anyway i'm glad we're all back and doing well good all right [Applause] okay don't forget john he's still there okay um i did a few things i went to a sister city meeting and we're still moving along here and still not decided with the city how they're going to rearrange the sister city commission but in the meantime we're still limping along doing what we have and we are looking into a virtual exchange right now because of the uncertainty with japan um you know they're coming here or us going there it's just been still too uncertain so they're trying to establish an actual virtual exchange between a couple of i mean between students and and uh students there so we'll see how that's working so far then i attended a breakfast club with insurance commissioner ricardo lara and it was interesting and then i did an inter i watched an interview with senator padilla on the orange county forum you know these zoo meetings and i attended the summer language academy and then i did the california department of education's budget perspectives webinar i learned some interesting things on that one uh i started to kind of tune out a little when we were kept talking about the k the tk but that wasn't pertinent for me but still very interesting um there have been a number of uh you know zoom meetings and webinars that i've tried to attend and i unfortunately can't always and i am so bummed that i miss the uh arts thing oh but uh i've been really busy lately and i've been caught up in a lot of different things so i did miss that and i'm bummed but maybe next time but anna the tea cares are going to be future oh i know i'm not saying anything against them i'm just saying that you know i didn't need to know when you know they can start here and keep going you know but hey i have had two of my grandchildren in tk that's a big thing that helps let me tell you and and i wanted to say this is something else you know we've got oh i've had questions you know already from the community about masks are we going to have maybe wearing masks and what are they going to do if the kid doesn't wear a mask i said well they changed their mind on that you know when they first came out and said we had to escort them off campus and and it was like who's going to do that that was the question i got asked and it's like well i don't know maybe the administration gets to do that you know but thank goodness they came out and said you know it would be up to the local schools how we handle it so instead of telling us we have to do something but we do have to mask and i will say this yes for some of these parents who are going to complain oh my kid can't we wear a mask all day hey they can kids are adaptable let me tell you i watched my kindergartner all last year wear a mask all day long for school my kinder and my fifth grader you know and my fourth grader and my third grader they all wore masks all day long and and i would go pick up one of them and they'd forget they had their mask on you know they just so they get used to it it's us older ones who find it a little bit more difficult to adapt but they do fine and the kids will do fine so um any uh the only thing i have to say is happy birthday to two of our board members mr o'neill's birthday was yesterday and mrs trejo is today happy birthday she gets to spend her birthday on a meeting like me how about that now you're going to i should get paid double right oh yeah i never thought about that that's not a bad idea check next time okay all right our next meeting then will be uh august 12th the day after school starts okay then item 15.2 do i have any suggested agenda items all right seeing none how about an adjournment an a motion for a journal oh move thank you all right i've been roasting in a second all in favor all right we adjourn at 7 26.

the new jersey open post meeting law was enacted to ensure the right of the public to have advanced notice of and to attend the meetings of public bodies at which time any business affecting their interests is discussed and acted upon in accordance with the provisions of this act and board of education policy the board of education of the borough of bound brook has caused notice of this meeting to be posted in the board office and at bowenbrook high school and mailed her back to the courier news found referral clerk southbound board of education and any person who has requested individual notice and paid the required faith i pledge allegiance to the liberty of the united states of america and to the republic which stands one nation under god indivisible with liberty evening can i get a motion interception mr fazbear second miss morris all in favor well done you are martinez miss morris here mr simano tom selley i am president mr vadalair here mr zip cup here mr fazio here mr genevieve here okay at this point in time if i could have the swearing in for mr snoozy that i will support the constitution of the united states and the constitution of the state of new jersey and i will bear true faith and allegiance to the same says governments established in the united states okay congratulations welcome [Applause] as far as my things i hope you're all enjoying your summer uh i hope some school is going well and that's basically all i've got to say all right so we have a number of things going on this evening in executive session um however we're going to try and hold those off as we get through the agenda and um anything we need to do under new business so there are no committee reports so we are down to open to the public level so if there's anything that's on the agenda you'd like to ask questions about and make comments please come forward just state your name so it's been a long time a year and a half since i've been standing at this podium i don't know if things have changed but there is no sign-in sheet here so it's okay i know okay my name is cindel ponti i am a recently retired teacher at the high school uh mr januzzi congratulations um it's nice to know that little by little all the students that i taught are making up the board i will not take complete credit for it i must have done something right i did have a question about something on the agenda it's 6.4 the employment of alan vasquez i'm wondering if it can be explained why he's being paid 35 an hour uh when i checked the agendas the corresponding agendas from last year um people who were doing the same job at least it was described the same in the agenda we're making eleven dollars an hour at 35 an hour this person is coming dangerously close to what we pay our or what the district pays its regular employees uh for full-time positions um so i'm hoping that that means that our um permanent employees and i'm sorry i keep saying our but i still feel as though the district is my district i hope this means that there's a nice healthy raise for them so that somebody who is a part-time summer employee is not making a comparable salary to people who have been here for many many years there was a question in there it was kind of embedded with a whole bunch of other things um but is there a reason why um this particular uh summer employee is being paid thirty five dollars an hour is there a reason for that i mean can you explain like why that particular number um that's that's understandable if that's how it was um how it was advertised that's that's what we pay our teachers to do summer work and that's why we advertised it that way anticipating that we were going to get a certified person to come and work for us but unfortunately we did not get any applicants that was the only applicant we had okay um uh when we talk a little bit further in the meeting about um uh morale i kind of want to come back and circle this wagon again but for now that's my only question on the agenda thank you thank you i got a sticky note but anyway patricia o'reilly 745 schoolhouse lane so oh is this on no okay all right all right so um i actually posted it online um i just had a question about the cares funding and i was wondering if um that is allocated to a certain portion of the district because it's in a couple of spaces in the agenda the the cares fund comes from the federal government and it's allocated to certain certain items like um the first round of care for our summer school so as we go through we list out what it's going to be paying for thank um see no other questions um can i get a motion for to approve the minutes from 621 ocean mr bell second that's mars any questions or comments i have good thing you made it you snuck in i'm sorry we're gonna have an extra okay can i get a roll please yes yes yes can i get a motion uh resolve the superintendent recommends for approval the resolutions as outlined in personnel resolutions under just in hearing of no other questions or comments can i get a roll call please mr powell yes ms martinez yes nick yes [Music] okay number eight resolve the boundary board of education improves the resolutions as outlined in education resolutions under distributing high school 8.2 and 8.3 can i get a motion okay mr van laar second mr tom sully now would you pronounce your question now you guys still had the mentoring there was just one thing i was really reading and that i hadn't done there was written out was five and in parentheses it was four days and i'm trying to find it something for um it was just a typo but i was confused if it was five days or four days um so it could be its new teacher academy so they receive credit for five days of professional development even though they're grateful for it okay hearing none of them can i get a vocal please mr bail yes miss martinez excuse me yes yes mr tomato mr thomas ellie yes mr madeline yes mr zepco yes miss moore uh mr fabio yes okay number nine resolve the nonprofit board of education recruiting approves the resolutions as outlined in education resolutions under middle and elementary school 9.2 and any questions or comments hearing none [Music] yes yes abstain is outlined in special services resolutions 10.2 through 10.4 can i any questions or comments yeah i have a question on the tuition and related service contracts um it's a student number when there's multiple numbers with the comment that's how many students were sending to that particular account hearing no other questions or comments can i get a roll call mr ball yes ms martinez yes ms morris yes yes yes 11 finance resolutions resolved without the report of education approves the resolutions outlined in financial resolutions 11.2 through 11.10 can i get a quote motion second second mr valentine any questions or comments [Music] that's our business it's in the contract 6 150 today not to exceed 1 138 the previous years are we getting the same amount for the title grant yeah we're getting less yeah we're getting less the big thing that affected us with the title grants was a lot of the families did not fill out the pre-reduced lunch there was no incentive for anybody to fill out the form because they were automatically getting pretty much so right now normally um we're about 73 frame reduced lunch um we just finished the applications of beginning the market we're at 51 so the big thing to keep your eyes open for is this year we lost actually we lost our title three immigrant aid which is um it's not a lot of money for us but it is substantial and expecting if they use the year before numbers which they usually do a lot of our schools will no longer qualify as a school-wide title one school so this coming school year we will have to reapply and go through the whole application process which is a lot of work ahead of us to regain the funding that we had this past year so it is it is imperative on everybody to please tell parents to please fill out the things that you want for at all costs because if we can keep our numbers where they're supposed to be it's going to leave a lot of financial stress on the district um we have to be over 70 to qualify for schoolwide if not we go back to targeted assistance which means that we can only serve the students who qualify for free media's lunch using title one fun so it's a it's a big setback for us will that affect breakfast too yeah yes i wish they would stop calling it a free and reduced lunch right right that's what people then they think well i don't buy lunch so i don't need it where you can get like i know you can get insurance on your technology for free and other things and people don't realize or you could just help the district yeah that's i mean that could just be you know a result of covet as well in the laboratory and hopefully that's a one year blip in that next year so those numbers are lower we're getting less you're getting well redirecting to make it look like you're getting boring and they're fixing the funding formula when in reality they're underfunding you even further all right all right can we do local no roll call please mr ball yes miss martinez yes miss morris yes yes all right are there any other matters to come before the board yes at this point in time i'd like to address the um the committee meetings we had for rio middle school in september along with the parents survey along with dr frank's recommendation so obviously the parents who filled out the survey it was a little a little confusing to that we got back but basically 60 of the parents were better we'd like anybody who's not vaccinated to be required to wear a mask um our committee met and our committee recommendation to the board was um leave it up to the the person's comfort to whether or not they want to wear a mask and then obviously dr frank's lengthy email that i received uh early this morning or late last night whatever it was um his recommendation is that anybody who's unvaccinated should be required to wear a mask and that he did not do the temperature screenings or the coasted form in the morning um we okay there tom yeah i think it's the air in the room um further because that that that particular email was also going to our nurses as their standing orders um obviously if we have uh anybody who test positive things like that you still have your contact tracing and a number of other things so my recommendation to the board would be to reaffirm what dr frank is telling us um he is our chief medical inspector for the district and i would go along with with his recommendations which is if you're unvaccinated you wear a mask from a school standpoint it's very simple for us if you don't provide us the vaccination card we will treat you as unvaccinated and you will wear a mask if you want to provide us your vaccination card then it becomes your option whether or not you wear a mask the temperature the temperature the screening and the code would form obviously not doing those it takes a tremendous burden off of us so we're all in favor of that i think um at this point in time so you know there's other things where that uh you know we can go to three three social distancing which puts that for a normal operation um he said kids did not have to wear masks during lunch um so that was really for us i think as i told all of you before um pre-k through eight we have all of the dividers all set up for cafeteria so there is some barriers there for when kids eat lunch high school obviously everybody's had the opportunity to get vaccinated so we will run our lunches as normal so you know getting this information down getting it out would be a huge bonus for us so that parents who have kids who have the potential of getting vaccinated have that opportunity over the next six weeks to get that done if that's their comfort level versus wearing a mask i think i hit everything that was critical in his email um but that that would be my recommendation to you guys i would just like some direction from you on this um just so i can send out a letter this week to to the parents notifying them what the board's intention is for september and this would get enough notice out to parents that they have the next six weeks to make some some personal choices of whether or not they want their child uh to be vaccinated as well as any of our staff members who are not vaccinated to have that opportunity to do so so it's going to go up to the parents and the staff yeah okay i i don't see any reason to go against the medical professional yeah i don't want to see any job they're sitting up here so anything that was outside they did not have to hurt situations as far as i know they would have to wear a mask that was just additionally i think one of the other key points that needs to be said as well when i send out my letter to the parents is there is no virtual option this year under any circumstances there is no virtual option if a child has coveted they're going to be out for x amount of days when the fifth day hits they'll go on for instruction but there is no simultaneous virtual option at this point their virtual home instruction that the answer is yes okay does that might be necessary correct the kid has coconut okay the parents can also reach out to the teachers and they can have all their works in all correct i mean most of the work they get is online well high school i would say yesterday elementary um a child could be forced to miss multiple days of school and while they'll receive home instruction he still may fall behind i think our staff will be very proactive know and providing opportunities i think that just talking like across the board yeah i would say every teacher who agrees with you we all agree it's been a problem since i've been teaching yeah so i think we have consensus okay um the last thing i do want to tell you is that um today we had a visit from the executive county superintendents as well as uh that's roger kings and sam sandy go green who is the um special ed person for the state department here at summerslam they came and they toured small to see how our summer school was going and they were extremely happy with with our our summer school was going how things progressed operating so you wanted to pass that along to you guys that it went very very well today great now as far as attendance um for the people that were do we have like percentage-wise how many students percentage-wise took the opportunity to come to summer school right now i think in in total we have uh almost 50 percent of our whole student body um is involved in our summer programs um i think as the ones who were targeted to be here and and attendance-wise i think we're we're covering about 92 percent give or gain a number um but i can get you harder numbers uh you know as we move along i only got the first week numbers that i know it was it was pretty high but i want to make sure we track that all the way through i think um after this week is is the first end of the first session so i'd like to get attendance goals for the first session to get that team okay and how are we handling students that uh we saw as requiring summer school but that don't show up or that are they going to be healthy that was being very clear to the parents okay for whatever reason am i going to need something that says no dr frank wants us to operate as normal as possible when it comes to those things so we're going to try and operate as normal as possible in those avenues and you know we'll we'll deal with those issues as they arise um obviously you know we dealt with this this past year deal with the 10 people aren't going to be quite honest and upfront with some of the issues that are going on so um you know we're going to deal with that i think the other thing that dr frank did say that i thought was uh was interesting because because i know i was putting in for the uh code the testing grant and he was against that so at some point in time and they didn't have time today but at some point in time uh you know i'm going to talk to dr frank dr cook about that because if they're dead against it they're not going to partner with us because that's one of the requirements to get the grant um you know i i have to abandon going after the ground what is what is his rationale for like just having it here as new york things immediately test people i'm assuming it's the positivity rate and the false my total assumption is that it's going to come back that with these rapid tests there's a lot of a lot of false positives and things like that so again that's that's my my assumption until i have a conversation with him i don't exactly know his rationale no he didn't so does anyone so we need to uh sometimes soon right i would say within the next couple weeks but then the next couple of weeks we need to create a meeting um so that we can sit down and create our proposal to send to the uh association so please email me your availability figure out a time that works for us are we meeting at board office all yeah the other two ladies just give me a give me an idea of what works or what doesn't work so i don't know some people do go on vacation i have one plan all right well [Music] no you said the next two weeks it's not the next all right well the three of you just please send me some some information so that we can schedule that thanks oh my god it was supposed to be a simple question um at this point open to the public for any and all discussion [Music] we have none online no because our online person is in person yeah so one of the reasons why i do in person is because sometimes when i go on youtube and i can't hear everybody and um especially sorry that you witnessed a muslim you're very soft-spoken artist i figured michelle like loud and clear all right thank you that was it yeah along those lines can i ask a question actually how long are we on youtube like forever now yes okay some districts have abandoned it unfortunately yeah i have no problem yeah i don't care i think it's better though we're getting a lot of viewership i know to make it worthwhile hello happy retirement by the way thank you i'm so jealous well i had a hysterectomy on monday so i'm not standing up really straight but i'm doing the best i can i'm doing i've been proud here um have about 55 000 things if this were a radio station this is when stairway to heaven would start playing and the dj would go to the bathroom so make yourself a sandwich kids and tuck in because i've got a lot of things to say so um in february of 1992 my sister-in-law's sister sent me and uh a one ad that said hey you're looking for an english teacher in bound brook maybe you should apply so i did and i received the position and i've been here ever since and the first thing on my list is to thank my current board of education my former board of education my colleagues 158 million of them um my oh thank you uh my students 158 bajillion of them some of whom are actually here tonight um because it was 29 and a half which i'm not a math teacher so i'm just going to round it up to 30.

papasich aye charles fuller aye jenny hagstrom aye mike davenport aye christopher espinoza aye and nancy kupka aye the minutes are approved before we move into the reception of visitors um on behalf of the board of education i would like to review refinements to the reception of visitors that we have instituted and briefly address the topic of equity and inclusion at district 99 because we anticipated a large number of visitors wishing to speak to the board today we will be bringing visit speakers to the microphone to speak on a first come first serve basis therefore we ask that you complete a speaker slip and submit it to mrs nydek our board secretary if you haven't done so already the reception of visitors occurs in two stages the first at the start of the meeting which will be next actually you are invited to comment on anything the board is voting on tonight tonight there are two agenda items the approval of the 2021 2022 district goals and the approval of discipline quote discipline code revisions and changes discipline code revision just keep going nancy nancy just keep going okay okay if people can remain quiet i will speak louder tonight there are two agenda items the approval of the 2021-20 district goals and the approval of the discipline code revisions and changes to the student parent handbook and athletic activities handbook comment is limited to 20 minutes with no more than three minutes per speaker later in the evening there will be an opportunity to address the board on anything concerning district 99 for tonight i will expand public comment during the second reception of visitors to a total of 60 minutes with a limit of 20 minutes per topic and again no more than three minutes per speaker if you do not get to speak or you run out of time you can submit your comments in writing to the board it is the expectation that audience members not at the microphone listen respectfully in the event that those speaking or those in the audience fail to comply with these guidelines or there are interruptions to the business of the boards such as shouting during the meeting i will for the safety of all close the second reception of visitors portion of the evening and move into closed session to discuss an employment matter after which no action will be taken tonight by the board as as for equity and inclusion district as we recently shared with students and families for nearly a decade we have been committed to equity work it is not new to district 99 regardless of a person's race color national origin sex or ability we are always seeking to understand the unique ideas and perspectives that each person offers before we can teach or encourage any student we first must show that we value who they are this instills a sense of belonging by adopting this mindset we are better able to provide students what they need to learn and grow and become productive members of society we want to foster a more positive and encouraging environment for all of our students inside our schools we do this by in part by teaching accurate history and also giving students the ability to freely discuss current events after all our students must first understand current society in order to work to improve it i also want to emphasize that the district has always and will always teach students how to think critically not what to think remember schools are just one source of information for students to consider we hope that our community including every person sitting in this room and those watching remotely will be willing to learn understand and support this work it's pretty simple it's about caring accepting and respecting all of our students and one another the ultimate goal is that every student is able to develop into their greatest potential and that our schools and community were key parts in supporting the accomplishment i also encourage you to visit and read the district website for more information last fall the district posted the hundred page plus equity audit report it details the district's progress and challenges ahead soon the district with the help of the community will begin creating a new strategic plan which will greatly influence our future plans related to equity even though we will not be entertaining comments excuse me even though we will not be entertaining comments about critical race theory until the second reception of visitors i want to be very clear about some misinformation that i heard in past perceptions of visitors and that i have read from the letter sent to the board to be clear district 99 does not know nor has it ever taught critical race theory community high school district 99 does not now nor has it ever taught that all white people are systematically racist or that all of our institutions are systematically racist community high school district 99 does not now nor has it ever taught that people are oppressors based on the color of their skin chsd 99 does not now nor has it ever pushed a divisive narrative to our students and staff this is misinformation and counter to our missions and goals thank you in advance for being respectful of our process and during our meetings so we are now going to move into the reception of visit the first reception of visitors and again this meeting agenda includes two opportunities for comments from the audience this first reception of visitors is intended for audience members to address the board about any agenda item on which the board will vote and those agenda items are on the screen i've received no comment slips for the first reception of visitors okay is there anybody who wishes to oh we so we have nothing we have nothing we have no okay so we will move then on into the recommendations and reports of the superintendent thank you good evening board hello welcome back uh this evening we'll get into the return to uh in-person instruction plan as it has developed as it is as it has developed over the last couple of weeks as the cdc has released its guidelines and as we have communicated with our students family and staff really there's three key goals based on this recent guidance that was released the first is to return safely to in-person instruction for all students second the goal is to return to as close to a normal school year as possible while following all of the cdc idph isb and dupage county health department guidelines that has been our goal since all of this started that has not changed neither of those two goals have changed those two have been our goals since this all started three is now that we're able to start limiting some of the mitigations that apply holistically to all students here at school under the new guidelines that's what's changed since those guidelines were released as the cdc has said returning students to in-person learning is a priority that has been a priority of ours since this started that has has not changed we will continue to promote opportunities for everybody to be vaccinated that wishes to and we have run vaccination clinics since it became available we'll continue running those we ran one last week we have another one the first week of august for anybody that wishes to participate in that we're just trying to help contribute to the county's resources of those that wish to be vaccinated we'll continue to maintain all of our safety measures including the practices around ventilation hand washing respiratory adequate all of those those things that are in place that when we talk about holistic interventions those are the ones we're talking about and as you'll continue to hear tonight board we're going to probably have to continue to change and respond as conditions change whether that be guidelines that are issued from the health agencies whether that be changes in the rate of the virus spreading within our community or within our own schools there may have to be changes as the school year goes on the other thing that's happening is research is being you know advanced and all of those things could lead to guidelines changing but just as we've done for the past 18 months we'll continue to follow those guidelines as required the other thing that the board is well aware of is we've brought to you in drips and drabs over the last year is a great deal of additional support both in the form of academic and social emotional support that will be there as we know many students are returning from the traumatic experience of of a pandemic some might be behind in their studies some might have gaps that we need to close so we will have additional supports in place to assist with that the goal is as normal of a school year as possible as normal is in these times where covet is still present in the community this will include what we've seen before the pandemic an eight period day uh with lunch however due to our new commons expansion that lunch will be expanded for many students to be a full full period lunch we'll resume the late start monday schedules as we had pre-pandemic we're trying to get back as close to that pre-pandemic state as possible all activities in athletics return in person with spectators and remote learning that we experienced last year will not be continued the goal is everybody's back in person those students that have a medical concern documented medical concern we have students with documented medical concerns every year and we have a process for responding for individual student needs as a result of those as i said we're trying to limit the mitigations that apply holistically to all students things like screening testing that's students screening themselves at home staff screening themselves at home will be in effect students that present symptoms here at school we will offer their families the opportunity for them to get a binax now test here at school administered by our nursing staff or provide them the resources in the community where they could go do that on their own we'll continue as i said our increased ventilation throughout the buildings hand washing respiratory adequate etiquette the key piece that you're going to continue to hear from now until school starts and thereafter is the strong encouragement that anybody who is sick who is showing symptoms needs to stay home they must stay home that's we keep covet out of the buildings we keep it from spreading we will contact trace in combination with quarantine and isolation where appropriate and we'll continue the deep cleaning process of our buildings each night other things that i haven't covered here is cdc continues to tell us that vaccination is the number one way to prevent kovid from spreading and that we want to try to maintain social distancing as much as possible we will say over and over again throughout the start of this year to keep everybody at arm's length you know maintain that three feet of distance that's about an arm's length and if everybody just kind of keeps that in mind that will help us maintain that protocol of social distancing indoor mask wearing is recommended to those that are not fully vaccinated however those that are fully vaccinated may choose to to wear a mask as continued to if they'd like to they people have the option to do that however the key here is that people follow as many of these protocols as the cdc recommends that they do because we need to keep kovit from spreading at school if kovid begins to spread at our school or within our community the health agencies the cdc idph isb dupage county health department any of those organizations that provide guidance to us could adapt that guidance whether it be for the nation the state our community our specific schools and even programs within our schools and could cause changes to happen throughout the year so the more that we can you know that's why it starts with it starts with if you're sick stay home if you want to if you can get vaccinated any of those things that can prevent the spread will make it so that we can be more normal than we were in the past there are some key differences in the cdc guidance remember this isn't district 99 rules these aren't hank's rules this is what's presented by the cdc so uh one of the key things as you read that guidance is you'll see last year it was holistic mitigations everybody had to have the same set of mitigations to try to prevent covet from coming in so everybody got the same treatment right this year the cdc has outlined different conditions whether you're vaccinated or unvaccinated we aren't checking people at the door we aren't there's no way for us to enforce these differences these are things where we have to trust our community and our students to take the right and proper actions to protect themselves and to protect this school community so what the cdc outlines is families have some choices as to what they would like to do to limit the risks of cova to their children to their families into our community and that first choice at the high school level is vaccination and there's pros and cons with with all of this right if you choose to get vaccinated you're taking on some established risks that come with vaccination but with that trade-off you get a nearly normal return to school and into society mask wearing is optional as outlined by the cdc and there are no quarantine or close contact protocols for someone that is vaccinated on the other hand if you're choosing not to get vaccinated obviously you're avoiding any risks that could come with a vaccine but in exchange for that the cdc then outlines that you're accepting an increased risk that's associated with with getting covet but you're also have the recommendation that you wear masks in public and at school and you also have a set of quarantine and close contact rules outlined by the cdc that are different for those that are unvaccinated that then we are required to follow and will follow through our nursing department and through through our administration we're still waiting to hear about what the duration of quarantine definitely is the local health department determines that but they're indicating it will be the 10-day quarantine period but we don't have a definitive answer in writing on that yet that's what we're still one of the pieces we're still waiting for we still have several like fine details like that that we're waiting for but we felt it was important as people are getting ready to register for school and everything for us to give them everything that we know at this point so this is the overview slide so some key things we've talked about returning to traditional eight period day with lunch we'll have our new larger common space that allows for a full period lunch but we also have some new additional outdoor eating space for those that aren't comfortable eating indoors could then transition outside and eat there we're also modifying the first day back traditionally we had just ninth graders attend in the afternoon everybody else came to start the day but we know that many of our sophomores weren't even on campus last year our 10th graders and last year was a disruptive year so we have a lot of just resources to explain to kids re-establish them back into how the school's going to function there's a whole different layout at both sides of town so we're changing up the schedule a little bit and we'll send that out we're still tweaking it and working on it but we will have grades 11 and 12 come in the morning there'll be a separate presentation for each class to cover those general schools supports and reintroduce them back and welcome them back to school with some some surprises and fun stuff along the way and then they'll go through a shortened bell schedule so they get to it's kind of like meet your teacher get your syllabus get your school supply list all of those kinds of things and then they'll head home for the afternoon and then we'll bring in nine and ten to do a similar uh type day with them in the afternoon yeah mike yeah we still have mad dash right for the freshman coming in yeah and then the corresponding uh program at north so and we're also doing separate tours for uh ninth graders and tenth graders so that they can come through both schools before all of this starts and find you know their locker and their classrooms and and all of those things because we you know we know there are several hundred students that were not on campus at all last year uh other things to review stay home when sick staff students everybody stay home when sick uh we'll continue to promote opportunities throughout the community and offer opportunities for those that wish to be vaccinated to be vaccinated mask wearing continues to be recommended for those unvaccinated and optional for all as a preventative practice per the cdc though mask wearing is a requirement on all school transportation so that includes all school buses driver's ed vehicles activity athletics anytime that a student is on a bus or a school vehicle mask wearing is required for the cdc uh we're as i said maintain a distance of three feet as much as possible keep that arm's length away from everybody but due to the layered mitigation factors that we have ventilation hand washing a low rate of covet in our community all of these practices that we have in place we will put contact tracing at three feet and that only applies to those that are unvaccinated per the cdc so contact tracing and quarantine as i said we're still waiting to find out the duration of quarantine and then as i said at the beginning i'm going to say it now and i'm going to keep saying it we're going to keep doing everything that we've done for the past 18 months which is following the guidelines of the health experts i'm not a health expert i'm an educational expert i need to take the advice and the guidance and the mandates that come and they're kind of all the same thing when we talk about the cdc idphsb and dupage county health department we'll continue to follow that guidance that guidance has shifted greatly this summer in comparison to last summer and we're responding to that however changes in that guidance changes in the rate of illness at school or in the community could cause changes as we move forward and we'll communicate that to the board to the public if if and when those things should happen whether it loosens restrictions or increases restrictions or makes any kind of changes in the way we do business we'll we'll continue to communicate that and that kind of just lays in those unknowns right what i just said and key pieces in that are the impact on vaccines in our community we know that 50 percent of 12 to 17 year olds in the in dupage county have been vaccinated about 50 percent there we know that there's variants that are propagating throughout the country in the world that could impact what happens we know that there's research going on that could impact what the guidelines are for us moving forward so that's the plan as of this point we'll keep the we'll update the board again on august 2nd at that point if it looks like nothing has changed greatly i may ask the board to take a resolution like they did last year just saying we'll continue to follow the guidelines if it looks like we're still getting some fine details and adjustment we'll put off that chain that resolution until uh august 16th when we know truly what the board is is signing off on for the year but up until that point we'll continue to follow the guidelines as presented as the board has expected us to as the administration since this all started so with that all being said questions from the board or our students all right district goals have been presented to the board oh this is the timeline i just told you all right uh district holes is an action item tonight these have come to the board many times before this evening the board has had an opportunity to comment provide feedback offer changes they have adapted and changed they haven't changed since we looked at them at the last board meeting so tonight this is like the second reading right this is the the time where it's up for the board to approve later on tonight at this point are there any questions regarding those goals as presented hearing none handbook revisions are also up for approval tonight a reminder that student handbook becomes board policy once it's approved there's a couple of just small changes that are outlined in your board packet tonight one is something that we've been working on through our common experience for the past several years which is how we'll respond and teach about academic dishonesty especially you know as students work through here this is their chance to learn about that if they end up ever in their lifetime in a post-secondary setting academic dishonesty is treated much differently so we want to make sure that students are prepared for whatever comes next whenever that that may come so there's a small change there to respond to those changes and then the next thing is last year we did a large addendum in responding to covid related to all of those safety protocols that the state released last june july august and september we're recommending that all of those be removed now as we're returning to a normal setting so that is an action item later this evening as well scott is here uh to help answer any details regarding those questions if you have them yeah let's go i think that's gotta get turned down yeah okay can you hear me better uh we're not we're recommending no changes to the athletic and activities handbook as well we are not making any changes to the athletic or activity handbook typically at this board meeting we would recommend those changes as well are there any other questions asked and answered all right end of the year financial report i'm going to turn this over to mark next slide yeah i'm just going to do a 30 000 foot review of this i gave you the memo on this i hope you had an opportunity to review it from a big picture we started with 2.3 million dollars in our total operating fund fund balances we we started with 2.3 million of fund balance in our operating fund balances we projected a 2.4 million dollar loss which was a combination of some property tax re coming in a little bit lower due to the cpi being lower and having some other costs largely related to the pandemic and other things like that some of those will get reimbursed for in the next year we haven't put it all together yet and and we we had no time limit on that right now [Music] um so the big picture there was a less overtime salary there was you know things from the pandemic there was less transportation costs there was no food service in the cafeterias although we had a tremendous support to the entire community on the expenditure side and that we we fed or offered food to every family and every well every child 18 years or younger and we did this in coordination with district 58 and it really worked out well and 68 that's correct both districts um so our ending reserve we issued 10 million dollars in anticipation of having a loss this year we just knew that was coming and we are projecting a loss for next year um and those two items made us think about issuing work in cash bonds so we would have operating funds to work and go through the district we had no idea what the impact of the pandemic would be for us so we now end up with a 10.2 ending fund balance that means we would have had a 200 000 fund balance if we did not issue the working cash fund bonds on the revenue side property taxes did come in at 100 percent but it was a lower percentage increase that we budgeted because of the reduction or the lowness of the cpi for that year while a lot of our costs were going up and raising up at a higher cpi we're having that same problem now where um a lot of things are are getting very expensive um we're seeing a shortage of drivers okay i'm sorry i'll try and project we're we're doing the best we can in the space i heard you so i i'll try and do it so um well let's just glide through it i think we have salary and benefits we're right on track purchase services like transportation and food services we're down but overall we came in very close within three tenths of a percent of where we expected to be okay continue mark okay keep going we ended up having a 10.1 million dollars reserve at the end of the year i'm sorry 10.4 million dollars if we didn't issue the working cash bonds that's what we would have had it's just four hundred thousand dollars uh reserve but uh we issued the wish and cash bonds and that's why we have 10.4 million dollars and i think i'll close that now i don't think we need to go through the individual charts okay we can read them yeah all right any questions on the year-end financial report from mark thank you mark yeah all right uh at the beginning of the year we projected it to be actually worse than we turned out you know and a lot of good work by the team here to make sure that we tried to keep expenditures under control very during a very difficult time all right a couple of construction updates t99 uh as the board is well aware we're expanding t99 in response to increased enrollment you can see a few of the photos there i'm pleased to report that we are on schedule and ahead of budget and getting all of that done and excellent really excited to to move into these new spaces to start next year master facility plan we're wrapping up that four-year plan i we're in this space most of south high though is under a great deal of construction uh north high is clipping along as well a few great picture or first the financial summary we remain on budget for this you can see as we had planned we discussed last month that we wanted a goal of four hundred thousand dollars in reserves available at the end of the summer if possible to work through the summer work we're on target for that between all of the various funds including those contractor allowances that could come back at the end of this as we've reported every month since this started a couple of photos for you here's the north high commons uh it looks very similar to what was promised to us by the architects at the beginning sure it is excuse me if we slide over here to south high you can see once again i think that first shot is very similar to a rendering that the architects provided us at the beginning and was on display in our halls so you can see that's coming along real well um so that one's getting there and then the auditorium at south high is getting really close to being done isn't that beautiful it's gorgeous awesome yeah i can't wait till everyone can see it yeah so on schedule on budget as we've reported since this began so what do you think the first of august no the first day students report everything will be ready for them to report yeah all right yeah another two weeks first of august is pretty soon yeah well that's what i mean it is no it'll be ready when students return okay as promised we'll still have a little bit of furniture to move around and you know stuff like that but the it'll be ready for students on the first day of school so are we going to have a grand opening yes uh september 11th here and it will be the grand opening ribbon cutting and tours here at south high and the following saturday on uh september 18th we'll be over at north high for the same thing where we'll do a little ceremony to kick off the morning and then just offer the ability for people to walk through and see all of the new spaces are those dates already in our calendar i think that they were in one of the notes that went to the board i don't know if i actually did a calendar invite yet though that's what i was asking yeah we can get one on your calendar this would you please yep absolutely yeah yep that's my birthday all right well sweet we'll make sure there's a cake i'll bring the cake all right foyer requests were received and responded to as always they're posted up on our website and that brings us to the consent agenda for this evening thank you dr thiele so now we're looking for a motion for the board of education to approve the consent first of all is there any item that any board member wishes to remove from the consent agenda for further discussion no hearing none we need a motion for the board of education to approve the consent agenda as presented which includes the personnel report appointments classified the personnel report resignations exempt retirements classified resignations classified the personnel report salary and benefits wages the financial pages the treasurer surety bond limits and the closed session minutes and verbatim recordings so moved excuse me oh i'm sorry i also meant to mention that the you received an updated personnel report uh if you looked at it after friday morning it was up to date but there was a change between thursday night and friday morning and that was presented to all the boards so you're approving that updated report as presented understood still so moved second mike and jerry thank you mike davenport aye terry pavich aye christopher espinoza aye sherelle fuller aye jenny hagstrom aye nancy kupka aye the consent agenda carries next we'll move on to the action items first we need a motion for the board of education to approve the 2021-2022 district goals as presented so moved second mike and terry thank you mike davenport aye terry pavich aye christopher espinoza aye shirelle fuller aye jenny hagstrom aye nancy kupka aye thank you the motion uh the goals are approved as presented next we need a motion for the board of education to approve the discipline code revision and the changes to the student parent handbook and the um well there are no changes to the athletic activities handbook as presented so moved second mike and sherelle thank you mike davenport aye shirelle fuller aye jenny hagstrom aye terry pavich aye christopher espinoza aye nancy kupka aye the motion carries next we will move to the second reception of visitors which is intended for audience members to address the board on any topic pertaining to community high school district 99 comments again are limited to three minutes to provide all visitors an equal opportunity to address the board individuals needing more time or if you don't get to speak tonight please submit your thoughts in writing to mrs nydek the board secretary visitors addressing the board need to uh well you've already submitted comment slip if you have not already done so and you'll be invited to the microphone dr thiele will be calling people up in the order in which they've come we'll be tracking the amount of minutes we're talking about each subject and we may be closing certain topics once we reach the 20-minute park prior to addressing the board please state your full name the proceedings are being tape recorded for the purpose of producing accurate meeting minutes and they are being live streamed i reserve the right to modify these protocols i if circumstances warrant audience observations of these protocols is appreciated dr thiele who is first can i nancy can i make a quick comment before we start i just want to say you know i'm sure that we have a lot of people here that are going to be passionate about what they have to speak about but no matter what side of things people are on it occurs to me that everybody in here is here because they care about our students and so i think keeping that in mind is a is kind of a great thing i mean look around you i mean i it's been a long time since i've seen this many people out you know with the sole purpose of doing something that they think is in the best interest of students and so whether or not we agree or not let's all agree that that's something we have in common so that's all yep thank you thank you mike and i will do a quick reminder of the protocols there will be a timer that i switched to once you begin speaking that will be up on the screen when that goes down to three minutes your time has ended and we respectfully ask you to step away from the microphone and allow me to call the next person up i'm calling based on the names that are handwritten on a slip so if i butcher your name i apologize in advance please correct me when you come up to the microphone i will not be insulted that you did so um and i will also ask that you treat this like a classroom allow everybody to be heard everybody gets their three minutes please don't yell over people don't argue with people just allow them their floor for their three minutes and if you've submitted a slip you'll get your three minutes as well that will help the evening move along quicker will allow us to stay here hearing comments instead of closing off the comments all right so pretend you're at school your children are watching we have students here watching so please model the behavior that we would expect our adults in our community to have that's what i ask of you so the first person i'm calling up to the microphone and this is in the order in which the board secretary received them is janet winningham come on down got this microphone right here i think it's on and ready to go but if not just state your name real quick so we can make sure it's on let's get it on and can we make sure that the volume is up on that go ahead and say it again janet my name is janet winningham i'm a district 99 resident i am here yeah we're working on it just give us a moment please i am here tonight just for a second janet let us get the sound up on that all right go ahead and say your name again janet winningham okay get close to the mic and district 99 resident thank you all right i'm going to start your timer i'm here tonight to support the board of education you are i tip my hat to you to listen patiently to so many diverse opinions some more strident than others i appreciate the fact that you are seriously considering all the angles all the facets of the decisions that you have to make and i would hope that people would educate themselves about the topics that they talk about because not everybody is accurate as you have said before and so i just um again thank you for your service thank you for caring about the children here in this district thank you christine hodgkin maybe if we said who's going to be up next hank next to coming up is jamie wearing and that way that person could come forward thank you very much yeah thank you my name's chris hatchkin i live in the district i want to speak in support of teachers of the board giving teachers the tools and training they need in order to create classrooms and lessons in which every student each and every student feels included and accepted this is what culturally responsive teaching is making sure that teachers have the training and the tools they need to ensure that every student no matter the color of their skin the religion their family practices or doesn't the language that's spoken in their home the clothes they wear the food they eat that every student feels included and accepted that every student feels that their family is equally valid and equally american who would not want that who can object to that i regret that this board has had to spend time i know your time is precious on dealing with issues that really are false i support the culturally responsive teaching standards developed by the illinois state board of education and i support this board as you continue to create a school that is inclusive and accepting of all students and their families as equal americans thank you next up is jamie guerin followed by mary jo brian wolsky hello my name is jamie garan i have three children who are attending or have attended downers grove north i am here tonight because i saw a flyer encouraging people to attend this board meeting in protest of critical race theory in the classroom i have been a social studies teacher for 16 years the job of u.s social sciences educators is to expose students to historical information and then provide the time and environment for them to think critically about events or policies and their impact on our shared history educators with integrity do not share their interpretation of events or their own political views with students they do not tell students what or how to think but rather give them the tools to reach their own conclusions they provide a safe space for students to share differing perspectives and allow them to practice healthy conversation and debate i believe that district 99 is full of educators with integrity to provide a comprehensive view of the us colonial period through post-civil war era for instance my class covers the challenges faced by early colonists rebels revolutionaries the vision of the founding fathers the industrial system the writing of the constitution and westward expansion equally important to understanding this era is the study of the displacement of indigenous peoples the middle passage and the transatlantic slave trade the plantation system economic dependency on slavery reconstruction era black codes and jim co crow south the debate over the presence of some of these topics in a classroom is puzzling to me this is because if you spent time in a history classroom you would see that historical events are a springboard for adolescents to practice the crucial skills needed to become adults who can respectfully engage in discussion and who also understand the impact of government on the lives of its citizens unfortunately for many of us we did not receive this type of training in high school i wish i had so if a discussion on the impact of u.s laws history and policy on race and racism emerges in a classroom as a result of the safe space an educator has created parents should welcome the opportunity their children have to think critically about the topic they should be grateful for the unique learning opportunity because that opportunity may be the only exposure to a different perspective that child has one free of the derisiveness of social media i am grateful for the exposure my children have had to a multilateral view of u.s history one that considers the lens and experience of all americans and allows for them to consider a human experience outside of their own finally i'm grateful for the trust our school board has in its district's teachers and the role you all play the value in allowing students to grapple with issues such as race cannot be overstated and the opportunity to do so in the classroom must be protected thank you [Music] i'm sorry what i heard that one i have you on the bottom of the pile that's why i'm asking yeah this is the order in which they just came straight out there so you should have started with the bottom i apologize i did not flip them oh i should have started with the bottom now at the top i apologize i we got our lines crossed here between myself and miss snyder everybody's going to get a chance she went harder yeah all right i apologize for the confusion this is our first time doing it this way so we'll work through it um so miss wolsky please go and then next up will be noelle manley is the next one i have i'm i once again apologize for the error i would like to start out by saying my name is mary jo brian walske and my daughter graduated in 95 from downers grove north and i do live still in the district i'd like to ditto what the person in front of me just said that was a fantastic presentation and basically i am here to support the board and to say that i personally believe that the culturally responsive teaching seeks to ensure that all students feel included in their classroom and the lessons taught and i urge you to see that that happens for all of our students thank you thank you thank you noel you're up next once again i apologize for the error and followed by that is jim wool can the folks in the back hear me loud and clear okay um good evening my name is noel manley and i'm from deering illinois and i just have a few matters to raise it's not as easy as it appears mr manley i just have a few matters to raise with the with the board tonight uh first i think it's a good step that you've expanded the public comment to 60 minutes however do you think it's fair for all people who've been who are here now and the number of people who want to comment to fit them all within 60 minutes is it fair and will you be willing to do any accommodation for these folks you can email the board at boardmembers csd99.org with any of your comments okay so not tonight then so i was in attendance at the june 21st 2021 district 99 meeting and i've attended many local government meetings whether they were school board city councils liquor commissions zoning commissions and i've never seen a school board meeting where the board so tightly controlled public comment and shut down free speech and then they have the nerve to walk out in addition i've never been referred to as a visitor to any public government meeting to be clear you're a unit of government you have rule making authority policy making authority and tax and authority the powers granted to you affect the lives of thousands of students parents and tens of thousands of taxpayers so when we show up to a public board meeting we are not visitors we are citizens we are residents and we are taxpayers we are the people who pay and support this institution and when we come to these meetings some of us are here to speak and petition our government on issues that concern us limiting first amendment speech and walking out is not how government serves the people you may not like it but this is part of the job as elected officials second at the last board meeting several citizens raised concerns about the issue of critical race theory oddly there were some semantic pushback regarding the language of critical race theory so again to be clear when citizens come before this body and they use the term critical race theory they are referring to its elements and manifestations in the following culturally responsive teaching illinois board of education section 24 which takes effect october 21st illinois senate bill 814 defund the police microaggressions equity diversity white privilege my name my story the gary r howard institute the 1619 project and any backdoor marxism finally in a recent foyer to d-99 it was discovered that taxpayers footed the bill for 16 copies of how to be an anti-racist by ibrahim kennedy for distribution to faculty you're out of time your time has expired okay thank you thank you after mr wall will be carrie quinn good evening my name is jim wool at the june board meeting superintendent dr thiel and board president nancy kupka both of you stated that you were unaware of how critical race theory crt was being implemented in illinois crt is being implemented through the culturally responsive teaching and leading standards that was approved by the illinois general assembly's joint committee on administrative rules better known as jay carr j carr approved the cultural response of teaching and leading standards at their february meeting of 2021 so these standards are now part of the school code they are an administrative rule that has the same effect of law for both of you superintendent and a board president people dedicated to the education of children not to be aware of this major change in the teaching code is troubling to say the least dr thiel in a meeting on wednesday june 16th we met in your office to discuss certain educational issues one of these being crt when i asked if crt is being implemented in this district you assured me that it was not moreover you said that you did not want to politicize education in district 99 after our meeting however this community learned that the administrators at downers grove north selected the book how to be an anti-racist by ibrahim x kennedy for their book study for the 2020-21 academic school year mr kennedy is considered to be the guru of crt and his book is considered to be an authoritative book on crt dr thiel you were not honest with me at our meeting you tried to hide the fact that there are administrators who are trying to covertly push crt into our schools also we just recently learned that at a department meeting at north high school the following topic was discussed how do we improve our teaching about systematic racism great now certain administrators at north believe the teachers to be racist what an uplifting message to send to our teachers truly i understand why many teachers view administrators and school boards with a great deal of mistrust that you did not support teachers that teachers who disagree with crt better keep quiet dr thiel on the school board if you are enthusiastic supporters of crt then why not come forward and say so after all the book how to be an anti-racist was paid for with taxpayer dollars department meetings are pushing teachers to support crt the profits of crt these false prophets are ravenous wolves and sheep's clothing who've come to devour our children with this nefarious and racist theory critical race theory bears bad fruit miss quinn miss quinn is followed by miss spinosa cherry spinoza okay mr quinn oh i think that's all you that's it that's all it'll do so i'm rich brennan a downers grove resident i support the teachers students parents board members and residents who do not approve of political indoctrination in our schools through dei programs infused with the tenets of critical race theory crt is marxist ideology and practice the communist dictatorship we're watching in cuba crush its people is marxist ideology and practice race is the chosen battlefield for war against the united states of america because marxism failed to defeat us economically american capitalism and our judeo-christian foundation provides what marxism steals from the people upward mobility for all who will work systemic racism white privilege crt all that stuff's a diversion to answer the failure of the great society welfare state with 20 trillion dollars taken from the taxpayers to solve urban black poverty it won't work only work can lift you out of poverty the welfare state discourages work welfare checks devalued the economic contribution of the black father welfare also undermined his authority in the family the welfare state destroyed the family on a massive scale systemic racism and critical race theory are both weapons of the anti-american left they preach racial animosity they teach donors growth students at the multi-racial friends they grew up with are not their friends crt divides by skin color into oppressors and oppressed black versus white unacceptable teach that we're all god's children do not teach grievance politics and [Applause] don't believe me here's my study list for what i've got here starting with these noted black education and expert people justice clarence thomas shelby steele dr thomas soule robert woodson jason whitlock dr walter williams james craig the retired detroit police chief charles barkley dr elvita king and there's a black man in caledonia michigan who said to his school board crt teaches my daughter to hate her white mother and last dorothy tillman the esteemed race the esteemed political activist for the black community in chicago for more than 60 years on wvon radio saturday morning said critical race theory has no solutions for black people thank you next up is sherry spinozza followed by mary o'dowd good evening my name is charisse spinosa i'm a 17-year resident of downers grove and i am the parent of two very recent dgn graduates never before have i addressed the board but i can no longer be quiet about how we are being misled with regards to critical race theory in the d99 curriculum equality is an american ideal perhaps our most important one equity which is uh what critical race theory tries to engineer does something else entirely i believe it's time to expose what critical race theory or crt would look like in our high schools and i believe that if our school's board was transparent about this most parents would object crt which goes by other names such as deep equity is couched in vague slogans like social justice and human-centered design thinking on our district's website the program is called seed or seeking educational equity and diversity seed uses phrases such as creating an equitable place of learning for students and aims to develop cultural competence and effectiveness this language is designed to be vague to make you question yourself the media would have you believe that you don't really understand it and schools would have you believe that this is the best way to bring about empathy and inclusion but this is not just a thought exercise our school is now attempting to make it part of the curriculum and this is not an inconsequential thing the curriculum here is called my name my story it will thrust upon students that skin color is what we should focus on and we'll teach kids that white privilege defines our nation teachers will be instructed to teach that racism is present everywhere and always it will instill a belief that we all have unconscious bias and we are all committing microaggressions it will divide our already distressed kids into two groups oppressors and the oppressed and teach that in order to combat racism we must elevate and emphasize race even more now i ask some questions of the board do you think skin color matters do you want our kids to be taught that the most important things in life are those they cannot control or change and third do you think the seed program will create greater degrees of mutual trust i think there's better ways to establish harmony and true equality than to adopt a curriculum that will drive a wedge between all of us let's teach our children how to think not what to think thank you next up is mario dowd followed by terry newsome good evening my name is mary o'dowd thank you for allowing me to speak this is an american flag it honors my uncle who served in world war ii i have another one at home that honors my dad my uncle was also a teacher in the public school system not in a nice place like this he chose instead to serve the inner city schools in chicago he did not make a lot of money there nonetheless for years he personally bought school supplies books art supplies and even musical instruments for his students because he was dedicated to them and wanted them to get the best education possible my uncle did not teach his students what to think he taught his students how to think my uncle would be appalled by the radical leftist agenda known as critical race theory or crt that is being foisted on our students today through systemic indoctrination at schools such as this one you can call it culturally responsive teaching equity diversity and inclusion or any other politically correct euphemism you like maybe some people are fooled by that some old dead white guy once said if you tell a big enough lie and tell it frequently enough it will be believed that guy also said let me control the textbooks and i will control the state that guy's name was adolf hitler another guy said education is a weapon whose effects depend on who holds it in their hands and at whom it is aimed that guy's name was joseph stalin we the people reject crt in our schools we the people reject those who voiced this lie upon us and our children we the people believe that two plus two will never equal five and we the people respectfully remind the members of this board that you work for us and that we the people vote may god bless may god bless the united states of america and all who serve her thank you [Applause] give me one second please we have four minutes left for the topic of the equity inclusion or critical race theory can i just i think since we got people out of border we actually had four speakers who were [Music] okay we'll continue going yep yep uh terry terry newsom and then i believe rich brennan went correct yes i think it was carrie quinn i believe kerry quinn rich went in carrie's place so carrie you'll follow terry all right go ahead jerry thank you i don't know i'm going to top that one it's great my name is terry newsom i have twins that just graduated eisenhower i was originally going to talk about the mass but based on what you said today i don't think they're going to be required it's going to be optional correct based on the science and how it may or may not change based on the cdc guidelines or the cdc guidelines scientists doctors whatever if you remember they've been wrong in pretty much everything since this whole mess started and i think if dr seuss was still alive he could write a book on dr fosse no mask one mask two masks um so anyway i'm gonna just adhoc since uh i'm not gonna talk anymore on mass critical race theory um i think you you folks call it equity um it's it's really a way to mask critical race theory my my son just graduated eisenhower and he came home uh probably the last month of school and he told me that he learned from his english teacher they were having a conversation with the class and she said that there's no american dream and i had him sit down i said are you sure she said that he goes yes and then the kids were talking one of the other kids made a statement and she said that it's exaggerated and it's not there for every child so i made sure his statement was accurate i left the message for the principal i said i hope my son heard incorrectly and i'd like to hear from you so he did call me back and spoke with the teacher and said my son did hear correctly but it wasn't teaching they were having a conversation so i think it's really basically a spin on her views or opinion came out on a school that supposedly doesn't teach critical race theory since i was prepared to talk about masks i have i have nothing else to say right now we're good and uh thanks to my son anthony i'm proud that he's here i'm proud of you boy carrie quinn followed by kylie spahn thank you hi everyone i'm carrie quirin i'm a downers grove lifer i went to hillcrest o'neil and south i'll have a second kid come through dgs this fall in terms of crt although i appreciate quotes and pictures of martin luther king that we've been seeing a lot of lately it would make a lot more impact if you in my opinion invited a black neighbor co-worker over in 2021 and ask them how are things going how are your struggles what are their concerns it's easy to put forth symbols and words we all find familiar but it's a lot harder to have a conversation face to face with black friends neighbors and coworkers with uncomfortable conversations that all being said in my opinion and in my niece's opinion who's a teacher downstate crt is a no for these reasons crt needs to be taught so carefully and thoughtfully that's that it needs a skilled teacher to do so and a lot of the skilled teachers are leaving the profession in droves the black friends that i've talked to in the race talks that i hold in my backyard monthly feel this is being rushed and it's very important that it's taught to not pit one race against another again that's their opinion if my kid was told you have white privilege they would know i know i don't have any barriers i never had to go through anything to get where i need to be in my life they also know that although i love them more than anyone else they are not more important than the kids sitting next to them so that would be offensive to my kid teachers could also face backlash in retaliation as we can clearly see our teachers have been through enough in the last year and to put this on them now in terms of the sex bill rumors were going around that some of the topics were inappropriate inappropriately explicit which i would have had a problem with i read the bill not all of it but some of it and some of the topics anatomy and physiology puberty and adolescent sexual development gender identity and expression social uh sorry sexual orientation and identity sexual health i don't see anything wrong with these topics especially consent and healthy relationships although again that is something that needs to be dealt deeper into but initially we need to read the bill and make sure we're working off facts masks last month the speaker said we support police of course we do the cdc is the police in a pandemic i don't want to wear masks either but if we have to we have to show our kids the content of our character you're out of time thank you kylie spahn followed by leslie sadowsky fugit good evening can everyone hear me at the back my name is kylie spahn i am a i am a district 99 parent firstly i would like to thank the board the administration and the teachers for all your hard work in navigating covert and in educating our children i support your efforts there has been a lot of confusion and misinformation at our school board meetings regarding crt crt can apply to two subjects the first is critical race theory which is an academic theory about the historical impacts of systemic racism on our laws and in our education system this theory is taught at the graduate collegiate level so i'm not going to discuss that right here the second subject referring to cit is called culturally responsive teaching let me stipulate that culturally responsive teaching is not the same as critical race theory they are not interchangeable we are all aware of the common core standards for k-12 public school students think of culturally responsive teaching standards as the common core standards for teachers culturally responsive standards were adopted by the state of illinois in february of this year the standards will take effect in october you can find the standards on isbee's website so what is culturally responsive teaching in a nutshell culturally responsive teaching is a method of teaching that promotes the recognition and understanding of cultures of students in a diversified classroom a teacher builds stronger stronger relationships with their students when adopting a culture inclusive approach to teaching having a culture inclusive classroom fosters the development of critical thinking empathy tolerance peer relationships and education outcomes these standards allow school districts and teachers to select a broad range of materials that integrates different cultures and cultural experiences into their lessons i teach at a christian based preschool one of the best ways to bring culturally responsive practices into our classroom is by reading to our students we start the school year reading a book called all are welcome here a beautiful book about welcoming all students to the classroom regardless regardless of race religion or disability at thanksgiving we dedicate a whole week to native american indian culture by reading whale in the sky at christmas we share many stories of baby jesus other books that highlight people of color and cultures include snowy day one love i am love in the garden on the last day of school i read one of my favorite books called tootaloo ruby blue which is a story about two friends one is asian and one is biracial and there are imagined adventures while on a play date by diversifying the literature the children are exposed to we are showing every kid in our classroom that all are welcome here i would like to leave you with a culturally responsive teaching moment that happened several years ago during our second circle a student and her father taught the class how to count to ten in arabic this not only exposed responding or out of time thank you very much after miss sadowsky fought is eileen breiner hello my name is leslie sadowsky fugit i do live in d 99 borders my daughter is just entering kindergarten this fall so we have a few years before she heads to downers grove south but as an advocate for equity and someone who cares deeply about education in this country i felt i must come forward the weaponization of critical race theory in district 99 is not a local problem conservative media is using crt as the next boogeyman the objectors ignore the fact that they are prioritizing white discomfort over something that does no harm and doesn't even exist in the k-12 classroom over the actual documented pain and discrimination of systemically marginalized marginalized groups in america in 2020 when everything was virtual due to coven-19 a seattle employee leaked footage of an anti-bias training session and sent the footage to a journalist named christopher ruffo he decided to capitalize on this moment likely for his own fame and set out on a quest to link anything related to diversity equity and inclusion to crt he became a darling thank goodness we haven't had any legislation here in illinois but this mobilization against crt reflects not a problem with our education system but rather the fear among white americans that we will lose our centuries-long stranglehold on this country by focusing on our public public education system they aim to cut off an honest depiction of american history at its source don't let them fool you this was never about accurately representing american history it is and has always been about maintaining the status quo keeping power consolidated in the wealthy connected white population and continuing to deny black citizens a voice in our history and our democracy shifting gears with regard to sex ed the new changes are needed and welcome children should learn consent before they enter kindergarten i've already worked with my incoming kindergartner to understand consent the representation of the lgbtq community is also long overdue i know that one community member stated at a previous board meeting that there are two genders two sexes and to someone with a master's degree in a biology field who has published peer-reviewed literature and who currently works in healthcare i need to correct that there is now an ample amount of peer-reviewed literature that supports the idea that both gender and sex exist along spectra the reason why this is such an up-and-coming research area is a direct result of bias and i'm grateful that these studies are finally being funded so we're basing our curriculum decisions on solid evidence and data and not on political talking points so i want to wrap up by thanking district 99 for your level-headedness your work on being inclusive and welcoming and for providing an excellent education to all students please continue the work that you're doing and i'm thrilled that my daughter is one day going to get to come here and attend donors grove south thank you i would just like to remind the audience that we've asked you not to speak over the speakers continuing to do so will result in the lessening of the time that we're going to take public comment so please respect those at the at the microphone whether you agree with them or not thank you give me one moment please we've passed 20 minutes on the topic of critical race theory combined with equity
