meeting your order uh carol roll call sure mr white here mr paragini here miss harrigan here mr chairman you have a quorum thank you very much uh pledge of allegiance and we are going to use the flag behind the superintendent i pledge allegiance to the plan of the united states and to the republic for which it stands one nation [Music] thank you so the agenda let me see um the item on the agenda is the uh edition of an administrative position i'm not sure if that really is a good way to describe it as an addition so much as a change um yeah jeff i give you the floor to speak to this i mean let me just uh for the for the background someone has left and an administrator has left the the school system retired last year basically and now this is uh sort of a tweaking of the position um to better align with what uh we could use going forward into the next year yeah that's a yes and a no i you're absolutely right in the sense that you know we have a retirement kelly lens who's dedicated a lot of years in service to the cheshire public schools uh was not a member of the administrative union she does hold the teacher certification but she wasn't in the teachers union um and she worked 10 months a year uh and has done a lot to contribute to uh the communication and engagement of our school community and business community in particular uh unfortunately she or fortunately for her i guess she's retiring uh effective october 1st and when marlene and vin and kelly and carol and i and you know our administrative team started to look at her retirement as related to the goals and objectives we have and the needs that we have as a school system we felt that um you know using that the money from her pay but also a cup some other resources would um you know be could be used to address some of the things we consider to be shortcomings so a few years ago or excuse me a few months ago i know i had shared this uh overview with you well that's for tomorrow this is for today the uh new position proposal would be a member of our administrative union some of the things that we see at the at the top are things that kelly was responsible for um and kelly you know it's it's hard to boil down her responsibilities into a neat like page because she really was uh you know the swiss army knife and responsible for doing a lot of seemingly disconnected things um but you know certainly uh significant contributions to the organization so she oversaw adult education um in you know teacher evaluation it was in there but she didn't evaluate the teachers because she wasn't certified marlene went and had to evaluate the teachers she would be responsible for grant management for adult education grants overseas student teachers and interns what that means is um like university of bridgeport or uh quinnipiac or southern sacred heart whoever would contact us to seek placement of a student she would then screen the applicants uh work through the contract with them because i know that it was a shock to some of our board members that we actually have to pay the university for an intern um and it is kind of crazy the intern also pays the university but uh that's the system in place universally and we bring them up it's cheaper than hiring a substitute for the year and we have a one-on-one relationship with a teaching candidate that's always really valuable for us so we do engage in that quite a bit um the this new position would coordinate school business partnership committee which i know you're you're all familiar with um and these are all things that kelly had done um some of the things that we thought would be valuable to include in the in the position that would be a member of the administrative bargaining unit was a liaison to open choice our open choice program is you know very successful it's growing but you know really there are unique challenges when you have 50 students in your system who don't live in cheshire and there are unique challenges related to um transportation uh event participation academic needs and we want somebody to to follow that more more closely the building principles do that now but again that's growing in addition to the fact that our english language learner population is growing substantially so in 1617 you can see we had 38 students that were identified as english language learners this past year we had 75 students so it's doubled in that short amount of time 75 is still not a tremendous percentage of our our student body that's a little almost nearly closing in on two percent but it's uh still the needs of those students and their families are very unique and there's a lot of data that says the better that parents are engaged in their child's education the better that they perform the better that the students do and so we recognize that we have a an entire administrative team dedicated to supporting family engagement for student success but there are unique needs to open choice students and english language learners that we felt it would be really beneficial to have one person focusing on making sure that they're working with the building administrators to ensure their success and engaging those families into into the school system not that they're not engaged now again i don't want to you know say that suggest that but with the growing population we feel like it's important to address that this person would be able to evaluate teachers with an 0.92 certification that's a big part of the inclusion in the administrative you bargaining unit so now they can not only coordinate adult education but also evaluate the staff there that they would look to more globally parent involvement and engagement which is a component of you know what we're looking at overall as a district what our communication goals but also uh you know as we we move down the the path of hopefully a protracted period of engaging families for school modernization efforts somebody to help us coordinate that work and then finally managing summer school which is more of a you know a short-term summer effort that would need to be made so timmy brought up the component of uh excuse me the last site in there serving a title nine capacity was something that we had in the original draft that went before the board a couple of months ago that we've subsequently removed is we have more training in title ix that's a pretty sophisticated item unto itself and we would want a more senior administrator managing that uh that issue with the new law and again that may change the the law uh or the way that it's interpreted but um you know at this point we don't think that's a an appropriate effort for for something somebody that's probably an entry-level administrator this position itself requires an administrative certification to evaluate staff and we want somebody that will work 12 months hence the inclusion in the administrator's bargaining unit the salary schedule is one that does not currently exist in the administrators bargaining unit you know contract there's uh there are several steps on the bargaining unit um that they start at step one and go to step five uh our proposal was in this upcoming year to cap to the cheshire administrative personnel that step one be a hundred thousand step two be 102 104 106 108 and then in subsequent years the individual would receive the whatever the percentage raise is for the that the bargaining unit had negotiated in terms of funding this position in the immediate future uh the kelly's retirement would appropriate like sixty thousand dollars um she will receive some of her pay this year because like again she's working up until at least october first we had an additional teacher retirement which saved money the summer school stipend is eight thousand dollars what's not included in here is that there is an increase in uh our open choice reimbursement so we receive three thousand dollars per per student for open choice additionally there are bonuses that are paid out by the state based on the number of students that you have and given the number of students we have so first of all we're increasing the number of open choice students plus the fact that schools like cheshire high school will have enough students to qualify for a substantial larger payment i couldn't quote on what that payment is today i would want to guarantee enrollment after september 1st but we know for sure with just the items i've identified that we will be able to cover this in the budget without making other reductions this year and in subsequent years the money that we have through open choice between that and kelly's salary will pay the vast majority of this position so it in some respects we're we're gaining more through the open choice enrollment that we have so this is you know we the other thing is you know at the time that i met with you guys to discuss this position i think there was a question of you know the diversity of skills that are required for this position so we collectively kind of decided well let's let's post and see who applies see what sort of pool we get we had over 40 submitted applications vin and i wanted to make sure that we didn't just look on paper and believe that we had a qualified pool and have interviewed 19 people to date with two more scheduled for tomorrow and we feel very confident that from that pool there is somebody that we could add that would really uh increase the the the experience for the students in our school system and uh add contribute to our administrative team so that's kind of the the unique thing is here that typically we would move you know to um create this position into the the administrator's bargaining unit but this position doesn't exist it's lower than the lowest assistant principle we have right now and so when you guys uh you know approve the position we'll finalize that into the contract but i've asked on multiple occasions over the last couple of weeks and they're they're finalizing and once you approve the position they'll finalize the the um [Music] collectively with me it's not just their decision but determine the salary schedule but i didn't have any objection on the several times that i've had conversations with them so that's where we are at the moment seeking your approval of this of this position but again it's again like tim said it's not really necessarily a new position as much as it is a different position um of an old position with some new things for 12 months you're on mutant thank you jeff uh tony in did and i know you might have to run did you have any questions or comments no i i feel great explanation jeff so thank you for all of that it answered all my questions yeah thank you tony anything uh no not really i mean we informally discussed this during one of the finance meetings to see if there was any money uh so i'm glad you're moving forward i i i might have said in the past i i know we talked about in some of our finance meetings i i know central office needs more help more capacity to say the least right so i know kelly's done a lot and i hope we see her at the board before she leaves but uh i look at the positions of necessity but but also seems to free up some of marlene's time rightfully she's not doing uh teacher evaluations it gives them more time to focus on curriculum other things so i i see this as a win i i think [Music] as you know we as the board moves forward on modernization or next year or two i think the outreach and the communication and that's gonna be you know pretty huge so i have no no problem seeing you keeping this well very busy i think it's good i think budget wise it's okay i just i kind of wandered off a little bit halfway through i was just looking up um some emails that you sent out the attachments on this and so you mentioned the open choice money are we using any open choice money towards this or not if you're you're on you if you're talking sorry this year we wouldn't have to all right so there are other ways to fully fund it and my my last thought on this is i know this is a uh like you said it's not really it's replacing existing in this position plus like expecting the next budget there's going to be something uh still in there for his position and you know have to find funding for it but i don't think it's a huge hurdle to overcome but anyway i don't know and i've certainly you know considered that fact tony because you're absolutely right that in subsequent budgets like 40 000 of this is from a teacher retirement that came very late however i also recognize that you know our unbudgeted open choice money would more than cover that in subsequent budgets so i think we're we're gonna because for me i i really have been sensitive to like with our esser spending and things not setting ourselves up for a major fiscal cliff and that would be the same thing if we didn't have a way to pay for this moving forward and i didn't want to do that so you know looking at our open choice which has been unallocated will you know it's addressing open choice needs to so i think it's a great way to pair that if i'm still lucky to be on the board next budget cycle i would expect in that budget proposal you will make the case to keep this position and you know try to find funding for it even if it requires the board to ask more money right for the on budget and i there's an open choice question but tim probably has it i was just curious uh if open choice money is used and i think tim might have answered asked this question a while ago but you know what in what does that do to the open choice students i think we have what 31 seats open this year for high school yeah i mentioned one point time well uh initially i think we had 31 district wide but we have about 50 uh seats that you know we've tried to part of the issue when i contacted aces and asked them you know what time are our open choice students getting on the high school bus right the answer was 5 45 a.m and i said that's absolutely insane um and what can we do to change that and by the addition of like eight or ten students uh they could move it to 6 15 to 6 30 pick up and so i mean that benefits those students benefits our students financially there's certainly a significant incentive for us to do that too that's not why we're not doing it in the morning no i just want to say no i remember that but the point was i hope that by using open choice money we're not taking anything away from that money being applied to open choice or things supporting that that's all no actually i mean i think that's it's the opposite that we're dedicating services and supports to open choice and el family tim that's all i have thank you okay yeah thank you yeah no i'll say this this is kind of catching me off guard because what i just basically heard you say is you're moving from a one year durational to a permanent position which is okay i get it that's basically my take on my immediate take on it um i do think that these responsibilities are are important and i mean one thing that i think is very important particularly at the high school level is you know education is critically important throughout our lives but i don't believe a formal education is necessarily more valuable than an informal education going to college is great being an apprentice as an electrician a plumber or something like that is great too um i think that the role i do is it fair to say that kelly lens the the role and the internships and stuff like that kind of could fit into that helping some students find ways into that into not necessarily going to college finding a job that that works for them where there's opportunity and growth for them um yeah it's funny you say that tim because a number of the people that we interviewed have experience with that sort of connecting students into internships uh job placements um you know kind of non-traditional educational experiences yeah so we were looking to broaden our horizons there as well yeah i think i think that's great um so i think it's i i you know if this becomes if it's a permanent position and it's not a one-year duration that's okay with me i do i am wondering on the mechanics of it let's say you don't you only did have the funding and you might not want to discuss it and you're confident you have the funding year to year but if you didn't have the funding a year from now um what happens in relation to the union i guess i'm wondering so if it was an external hire it doesn't really necessarily make that much of a difference i'm thinking if a teacher got promoted into administrators position and then the position is eliminated and they left their teaching union and so that's all a risk that's just out there and and owned by somebody yes and that that risk exists for any position um yeah you know is a member of the administrators union you have seniority rights to bump a teacher uh is part of that on track oh okay yeah okay okay but again i you know i intentionally worked with vin and marlene to ensure that we were creating a position that was sustainable now uh yeah i got it now you know that's where we are with it with that open choice money we are certainly in a sustainable position to manage this moving forward and then you know the budget process is always about you know priorities yeah as you guys have experienced sometimes painfully and sometimes not but you know uh we're always trying to identify what's the greatest return on all of our investments whether they be curricular supply related tents for covid whatever the case may be you know we're always always testing those things out okay yeah yeah thank you i mean that that all makes sense to me um you did mention you did mention that you've interviewed about 20 people give or take i'm just curious in general are there any internal possibilities no okay um let me see uh with regard to um and that actually was a concern for me more when it was a durational thing so maybe i didn't even need to ask that question but uh language learners um i'm curious do the of the 75 english language learners generally speaking do you know if the parents speak english it's mixed but generally not they they that's probably not that they're acquiring the language i i can't imagine if i was dropped in a country that only spoke your do um where i would fit in but like so they're trying to acquire the language in most cases no no no i mean i i've knocked on doors where the um that's actually the kids answer the door little kids elementary school kids they speak perfect english and the you know the parents or the grandparents open the door and i can't speak a word to them i don't know what the language is the kids are great the kids are easy um anyway but yeah so i get that and that's important too to be able to communicate with the kids and it's not the easiest thing because you can't have one person who can speak a particular language because it's not spanish or you know a dialect of chinese it's urdu and every other language around the world that how many languages do you happen to know how many languages you have in the cheshire schools right now as a first language i don't know off the top of my head but you know i think that's one of these things about this position that when you look at it superficially you might say ell and adult ed what's the connection there well a lot of our adult ed students are acquiring english they're the parents of our ell students and you know making connections with them and engaging them is powerful and that's why two things that superficially don't look connected in this role can be very deeply connected and you know kelly was pointing that out to us as well so you know that's um i think we're in a place to add a position that adds a lot of value for a lot of our students and families and i'm excited about the pool that we have and i i you know look for hopefully you know you guys create this position this evening we we shortly thereafter have union approval along these lines if if there was anything at all different the if the union was pushing back obviously i would come back to you but um and then you know after the school year begins we would seek to appoint somebody okay and so just the last note for me that the bottom line i'm assuming in the hiring in in the new job description is going to say and other job duties as required yeah pretty much everything has that uh so i'm i'm happy to move forward with this if somebody wants to make a motion i know ann has to run but i do not have it in front of me so carol what you wrote is what i mean oh hang on let me read it where is that i thought i had it here somewhere i got it right here uh i do is it okay if i make the motion i'm assuming it is yes you can make it all right um the personnel committee recommends to the full board of education that the position of family and community engagement coordinator be added to the contract between the cheshire board of education and the cheshire administrative personnel oh sorry and seconds the motion all those in favor or tony hann's got it carol you choose all those in favor aye aye all right okay unanimous thank you everybody thank you jeff thanks carol i'm gonna hop out oh sorry i i need to just that yeah you can leave in if you need to stay for a second oh yeah sure um thank you ann yeah so the uh where is the agenda i'm looking for the agenda we do i have not taken public comment yet i'm assuming uh so um tell me if i miss anything here jeff but basically have you gotten any public comment from anybody about personnel meeting or anything like that no not at all about this uh all the public comment is about covid these days yep and masking we'll cover that on thursday okay bring your pills all right um all right so uh motion to adjourn i moved to adjourn this meeting second i was in favor hi meeting adjourned thank you very much everybody thank you guys good night everybody everyone thank you

so it's very similar and again who knows with a few ins and outs so but i didn't get a chance to look at the specific grade levels but 815 was our preliminary number last year so first day of school again is coming up here quick for kids on the 19th but we did have the 16th uh uh 60 we have 16 scheduled for um you know the beginning kickoff in service dr watson is going to be here to do a kind of keynote to dress which is going to be wonderful then he's going to host that community event the kansas can community event board members are welcome anybody in the community is welcome that wants to come and just give their input it's really going to be like a community town hall type event that he's going to give some information but he really wants to have input from patrons um again just local people here they are shooting for at least 100 that's the ideas for hopefully to have at least 100 people there and hopefully we'll have even more so um staff i've indicated to staff that they can join us for this event if they would like to if they want to uh they've got some trainings that they can do via video online trainings i've given them the trainings ahead of time if they want to do it on their own they can do it they want to do it during that nine o'clock to 11 o'clock time frame they can or if they want to join us for the community town hall type meeting with dr watson they can so anyway uh and we did have new teachers today first day with new teachers uh that went really well we had nine in attendance and we had five that have connections locally to us here uh and four that are just we brought them in from outside of coffee county so that's a good a good group to have and first day went well the second day they'll be with uh doug and craig and courtney uh for some training and then we'll have him here for lunch downtown at venue sisters i have gene mary and jim stooky do a little bit of local knowledge information from those two uh veteran coffee county uh natives here and we'll take them on a little tour downtown and show them some places that they may want to be aware of so anyway so that's new staff again tomorrow for their second day so um and then i guess the last thing on my report i i've shared with you information and again these are these are suggestions recommendations from dr jeff's lawyer and lindsay payer of the health department for just some things to consider they are not mandates again school boards still retain local control over decision making but they did share some some thoughts and some ideas as we move forward for our plans again related to health related scenarios in the district so having said that i don't know if you have any questions or comments on that first document there the coffee county school plans document um i'll read over it it all looks fine i do have a question over there maybe the wording in the vaccination section says students age 12 and over are encouraged to speak with their physician about receiving the code 19 vaccine and i'll ask matt if you encourage a 12 year old to talk to their physician do they know what you're talking about yeah that doesn't make sense to me either maybe they should talk to their parents about it but having a 12 year old or 13 year old 14 year old would be encouraged to talk to their physician doesn't make sense to me b i mean they should and i don't think we should be telling students to talk to their physicians i mean if i talk to parents first anyway i think they should talk to their parents about what they think is best for them and go forward so i kind of like to change that line a little bit i don't know how anybody else feels about it i would encourage everyone to get the vaccine but everyone's opinion about that is their own and they can move forward with how they want to do that that's not our board's decision to tell people to do it but it's out there right another question i have is about vaccine clinics in the school i've seen some school down southeast kansas at the vaccine clinic i don't know if that says it that's not going to happen in school at this time i don't know if that's been something that's been optioned in the future or we haven't talked about it or i think we should do better for our kids in our district um to try to get them accessibility to that vaccine if they want it and traveling to lebo twice with a 12 year old can be difficult um i don't want to say too much and over promise but so coffee helps us in the hospital in the clinic has discussed offering that vaccine and specifically it has to be pfizer because that's what's approved for 12 and up the rest have to be 18.

so just to just give you an idea at the height of when i was here and this was the middle the most we had in the high school building from 7 to 12 was 745 or 46 kids so we are definitely getting to to an area in a high school of space is going to be at a premium shortly a lot of our new kids are going to be elementary kids as well i know this rita is processing those as we go along but just to give you an idea the high school's at 681 middle school's at 296. smalley is at 527 lafayette is at 239 and omaha's at 169. however again we're going to see a rash of kids enrolling there for pre-k in kindergarten um that usually happens to us at the end of august so just wanted to give you that and currently we have 11 positions open um we have a run of resignations unfortunately so right now we currently need a special ed math uh high school person a middle school nurse um we made offers into both of those positions on multiple occasions that we've been turned down each of those um esl at the high school again will be either offered to a person and they turned us down preschool that is a new section that we're opening so that was not the resolution we had two first grade resignations one is now filled and should be on this or is not the next agenda we are still looking for two grade two teachers we added a new fourth grade position um due to enrollment already um for small schools so that's a new position um we do have a fourth grade special ed position open we have an asi seventh grade position open and we have the supervisor of english language arts so that is my report for this moment in time and i turn it back to you do you know how many quarterbacking students we're getting like i can't tell you exactly how many until until narrator gives me some numbers um but i can tell you that you know as i told you guys before one of the things that we have to be very cognizant about is the number of esl kids we have probably have to understand esl as the year goes on unfortunately right now as you can see we're having a hard time getting esl features and i think everybody's going to be in that boat i think the other thing that hurts us quite frankly is the fact that the state took away all of our everyday so we got near immigrant this past year um that's not going to help us either so that's going to make it a little bit more difficult when the time comes [Music] okay at this hello lauren paxton president of the bound brook education association where can i find and read 12.8 it's not on the agenda uh what's approved it will be posted just like every other chair was this uh discussed with the association considering it pertains to the members is it possible that we could have a discussion before it gets approved maybe we can table it and have a discussion as far as approving well again this particular shared service agreement has been in place since october um we're doing this at your your request michelle um again this is about uh giving out medication over at south bound which takes probably an hour when that situation arises i think it was four times this past year um again it's up to you i don't see i don't see any problem as far as discussing that ahead of time i've asked to talk about this many times in the past month or two you emailed me a month ago asking me to discuss something by email which is asking and requesting to speak about it by email because they reform them there were four separate ones and each time you continued to ask me if i was telling you before i it said uh isn't it safe to assume when i emailed you as far as the um you know letting you know that you have uh you know committee together to talk about uh negotiations you continue to ask them this is the third time where you would ask me um and then it characterizes me saying no for the third time does that mean you are okay with dan entering into secret agreements with south bound without discussing with the only or the bbep or at least informing us an agreement has been made and then i i take objection to that characterization because that's not why i said no because it is an epic violation for anyone um personally as if they were presented the school board i am one-tenth of the school board so i let you know coming to the meeting was the place for that so that's the problem that you're here so let's just set the record straight when it came to communications by email as far as that agreement if you're asking to take a look at it prior to the vote i see no problem doing that so when we get to that we can table that particular agreement uh would you like to do that up front you could take it now yeah sure i don't mind putting that out so i'm like a motion to table that particularly with the school nursing services can i get a motion yes yes this is yesterday yes mr well it seems as though he needs to talk to you about it so i will provide you with agreement i guess your negotiations committee negotiation committee sit down and discuss it okay so and so we're not going to handle it tonight at the meeting um i don't have a copy here with me do we what is your concern well it's it's because this has been in place no it hasn't been in place that's this is the part the problem with it they have been using it but they've our board you guys have not approved it so they went through the year and the reason why it got to me as i received a phone call uh my member was asking if uh we had an agreement for the nurses to be shared with satan broke and i said no there is no agreement ultimately one of our nurses was written up because they didn't know of this agreement so this was a secret agreement between the supers i i talked to the southbound brook and they they even said uh that their board did not approve it there was a signed agreement with no dates on it so i asked when it was dated no answer my our lawyer asked your lawyer when it was dated there was no answer i asked to discuss the secret agreement and i was declined so there's a few aspects that i would like to be able to protect my nurses if if and when they go to southbound bro that's so question she was written up was she written up because why because she refused to go to school we can't discuss it okay sorry all right but let's just be clear as far as three years ago as far as a shared service we had shared service where we had specific people doing specific duties uh what happened was that southbound got in touch with the district to say that because they were having difficulties because they weren't able to get any substitute nurses so she had reached out to dr gallagher for a professional currency to say hey we don't have someone hear me about medicine would it be okay that when that happens that would send one of your nurses over so it's not quite the same level see you know sharing that the other counselors that was a definite set number of times and services this was a professional um this was a professional courtesy to a school district that we share that even not having anything in mind it was absolutely nothing with the writing and then that school district called us and said listen can't get a nurse today kids need medicine you know we have an emergency situation could you please send someone over for an hour an hour to make sure that the health and well-being of the children that showed up at our school today is taken care of [Music] for their health and well-being so that's the first the second thing is if someone got written up because they were told that they did not need to go that's not almost that's unknown but whoever told them not to go i've known people that i've worked with what should i do i don't know if that's covered by a contract and my union member advised me that they could not under any circumstances tell me to do anything but what my principal asked me to do and then they said that our resources that the contract does not adhere to so on the day that you're talking about even if there wasn't whatever you call this secret agreement as far as i'm concerned there didn't need to be anything like other than there are children that need medicine we don't have a nurse we're in the middle of a pandemic could you please send someone so that these children together but as far as what happened whenever it happened that's my feeling about the whole subject michelle if that's the case do i need to talk to all the county superintendents back in the agreement for crisis counseling when issues a rising account in the county such as a suicide or anything like that where a school district sends out an sos or um listen because if this is so if this is going to be an issue of us being able to do a common courtesy to another district without helping kids i need to know that because then i have to work the summer with all the county superintendents to come up with something for crisis currently when the kid stepped in front of the train over at mandel and mandel needed extra counselors for brief protocols to deal with kids in crisis we set their counselors correct we do that around the county all the time it happens year and year out so am i going to have to have a great service agreement for that too as well because i do i got to talk to all of the superintendents in the county to come up with with a template that we're all going to sign for or get the executive county superintendent involved in that because this is a common practice that we've done for the 17 years i've been here right and like i said regardless of whether there was anything right in that particular day or any day where we were nurses needed to give out medication for children who showed up at school that day and parents said that was still in that home [Music] is [Music] as well there have been instances when the nurse is away or something like that that we try to get a substitute nurse but even a substitute nurse the organization we use for substitutes sometimes won't even give us a substitute nurse because how small our school is and we won't pay the substituters as much as another school district so we're on the low bottom total goal in that essence as well and with their shared service degree but we actually have boundary students there that are in a special ed classroom that we are learning as well so if the nurse wasn't there we're actually affecting brown brook students as well not all myself right so i think that back in october when this first came to white it was not as an official service because it's not hey we have we're going to send this number of nurses this number of days to cover your thing we're going to share that cause this is a hey i'm calling you today because we don't have a nurse to give out medicine can you please send someone that's what happened and then you have another simple time regardless of what's on a piece of paper well the other fact is right now we're still down here [Music] we're going to be sharing nurses inside our own district well that's what would happen if you sent the nurse to southbound brooke anyway so if you said one away when it happened it wasn't just for an hour but uh for the record when the child study team when dr gallagher wanted to do that he reached out to me and told me about it and we had a discussion about it and he let me know about it that's what happened the difference between what you're discussing which is a true sharing you know that there are a certain number of people that are going to serve a certain number of hours here and a certain number of hours there this would [Applause] [Music] how and make sure that the children that showed up at school that day are taken care of he was told that no we should still put it before the board and which is what we were doing tonight all right thank you uh but for the record like i was saying with the other shared service i was made aware of it in advance if this was something that you guys came to in october the least you could have done is shared that with the nurses so it wasn't a surprise in june if there's no reason why they should be surprised to say hey we need someone in southbound brook can you go over there it shouldn't be a surprising job because they went over in november and they were told in october not not those not all the nurses knew about this this the nurses did not know about this did not know about this and i'll create it tony did you have a meeting and i've talked with the nurses about substitute nurses yes no that did not happen oh according to this meeting it did not happen okay it was a surprise in june for the ones that were being asked so it was a surprise to me i did not know about it it already happened three times it's a different different nurses different nurses were asked in june so it might might have been that's not correct either okay all right well thank you for uh tabling at night and we'll communicate one set up to uh talk about it well there's a few aspects that i would like to see in it to protect our members just like i had that opportunity to for input with this child study team do you want to just send do you want to send him a copy of that okay and it will happen we'll just commit time frame on this is starting september 1st we've got one meeting now between now and september 1st next two weeks we're gonna have to do it in the next two weeks as well to get it on the 23rd person you need to give me guys right i you know we're going down the street we're going to have to cover all aspects of that street all right to reach out to the camera let them know absolutely here first one is from denise hugo 516 health and street found brook 6.3 6.4 and i've been following school board meetings here's a contingency increased number of replications in the district past teachers who have left share there shared that there has been no exit interview process no questions why they're leaving this is brought to the board's attention we have five more reservations have or will any of these directions agenda items be provided in the exit interview uh the answer is everybody has if so who in the district consumer office is revealing he's responsible today uh michelle conover uh she did not give her address resignations it is ashamed to see so many more resignations especially steven young in the few years i worked with her she was an amazing literacy leader she was intelligent and so many great things moved backwards forward this was a huge loss we'll see we will also see several young teachers leaving this board should not be happy or should not be complete so many teachers leaving teachers and staff leaving after the year and get to the bottom of this and again the exit interviews are right there um burke polycastra 403 lamont avenue this is for open up sorry should put it in the wrong spot so i will please do that um i will bring that question back up that yeah okay we're good okay all right at this point we need to get a motion for approval of the minutes from 719.

we can't do that but i wanted to share some site-specific information that we have um last year and this comes from our nurse and she shares with some numbers we had like 56 students quarantined tech 62 at delbio 237 at heritage and 211 at the high school we had a total of 27 students i'm sorry 17 students and 10 staff members that were coded positive while on campus last year that's all we're going to be holding here during the academic year from august through may we had 10 students and 17 students and 10 staff members okay um of that there was a few um that few cases where there could have been transmission at school um what we found out is they were they intended to be boyfriend girlfriend so whether it happened at school or happened somewhere else it was we'll say very close contact the yavapai county the health department in their research didn't find any cases um there was never any confirmed transmission on our campuses there was some that was suspected there was some that was you know two people that they thought weren't related actually were in that they were boyfriend girlfriend that type of stuff so we don't have any reports of cases um and then those that did get it like the boyfriend girlfriend one got it one day the other one was within two or three days so there was no one that had that were was a close contact that turned positive in days 10-14 so utilizing still the cdc guidelines and that's what we're going to use that's what we have available to us they're not reliable and the they're not anybody i'm not here to argue with you let's let mr continue please he cannot keep both healthy children out of school but i'm going to ask him to continue ask it's unconstitutional i have a constitutional right to speak it's where i follow stuff like when we are out of college he spoke to me earlier i was speaking back to him and you and he's stopped talking to us thank you mr anton he's talking to us not you okay but what he's doing is unconstitutional thank you continue so my what what i'd like to do and still within the cdc guidelines just using those guidelines a little loop more loosely is use the 10-day quarantine what that also does and i put this in the report i believe with the current quarantine a student this is a 7-8 visa school throughout 14 days typically that first day we consider a quarantine day and so um when the day they were sent home or the day we know that they were notified there was a close contact that's day one they missed seven or eight days of school depending on timing whether it was a weekend that kind of stuff um with the new guidelines they would miss as few as four and as many as seven days of school so it kind of again timing i was at the weekend was the middle of the week everything else and so these it would save anywhere from one to four days of instruction for a student to be back in school which is what our goal is for them to be back in school but at the same time for them to be safe and for them for other students and staff members to be stated now this would also apply not just to students the supplies also the staff members [Music] that we would this guidance applies to both groups not just um students so you're saying that the max school that they would miss is four days no that could be the least number would be four days the least number would be four days depending on the timing it could be seven or eight years or i'm sorry what does it say um not more than seven but it depends on the timing of those ten days now like at the high school or kids at above 13 that if they've chosen to get the shot does that happen do they still have to quarantine if they'd have the shot so that that is still that guidance is still in place so if they have had coping within the last 90 days or they've been vaccinated and fully vaccinated means both shots if it's the madonna or the pfizer the j j is just one shot but if they've had um are fully vaccinated in two weeks after it takes two weeks they figure for that to kind of kick in okay so if they are fully vaccinated they do not have the quarantine okay or if they've had coveted within the last 90 days and in either case you have to show us proof now the core the vaccination we can actually our nurses have access it was done in arizona they have access to the quarantine logs that the state maintains and so they can look at it there but with a test we don't have access to that so we need to provide the proof of a positive test so john let me ask you a question it's up to you guys i'd like to ask you a question we'll let you let him ask they have to show you that they've been vaccinated to come back to school or quarantine for 10 days there's we have no we have access to quarantine record i'm sorry vaccination records and all they have to do is is look up the the state vaccination records yeah and the kids are on there they have to show you they've been vaccinated to come back to school or they have to quarantine for 10 days the two ways to understand the two ways to get out of being quarantined they're either quarantined for 10 days and then they're done or according to the guidance if they are bad fully vaccinated or had coped within the last 90 days they do not need the warranty that's what the guidance reads it doesn't it is not a law and it is not a mandate and these children do not have to do this no one is telling them to go get vaccinated what we are saying is if you've been vaccinated you do not have to quarantine okay there's lots of kids that don't want to be vaccinated so they have to quarantine for ten days okay that's the status quo that is illegal that is illegal you cannot make thank you all right thank you you're all getting recalled sylvia item 7b1 i apologize were you done i am done but there may be questions could i answer a question yes thank you matt i'm president uh is there any possibility of the county health department coming to uh heritage and high school doing a vaccination clinic so um it's something that we and typically they will not but they we can provide a vaccination clinic with through spectrum i think spectrum is who um the presbytery unified used we kind of piggybacked on that and kind of get that got that information out i do know that both the safeway pharmacy and walgreens has vaccinations and they're free to kids so they can take them there and and get vaccinated in both those well you see my point bringing him to the schools is going to get a lot more response remember the staff we were all for right and that's the reason specifically any chance you know whoever could sponsor it could set something up at those because other schools of our kids are 12 and older well the other issue is we want the parents there right so we don't want to do it without the parents and the parents being there we can schedule something we also have gotten information out um or we can get additional information out about about walgreens and say but they would love to be honest they would love our you know anyone's business and again it's it doesn't cost anyone to do it it's free to everybody um the one thing i want to mention um this is mostly for for those watching is we're not requiring masks and we're not requiring vaccinations for kids to come to school the only impact the vaccinations have is it ops kids out of having to be quarantined and the the you know joni brought up you know these are healthy kids we don't know that they're healthy not until those 10 days have passed do we know that they're healthy and so that's that's the question and that's the concern that we have um well i think your example of the couples you know when one tests positive day three and the next one tests positive day six you have those ten days you do not know who is sick and who is not within those 10 days right well i think this is good news though to go from 14 to 10 days oh yeah we're having our numbers absolutely yeah our numbers are not nearly as scary as the statewide press that makes it out to be but my my main concern is still if you look at the state of arizona by county our percentage of vaccinated people is still way below the national average and that's why i raised the question john you know just knowing people if you had a clinic at the end of school and saying okay safeway whoever is going to be here parents come on down bring your kids or meet your kids and you get vaccinated from four to six o'clock um thursday whatever i'm just trying to think of how we can get the needles in the arms of people that just don't want to go to the effort of going out and getting it themselves you know to kind of give you a story um you know this is just something that that i heard from the nurse today because we were talking about this so she's had to contact those 12 parents about quarantine and you know more than one of those parents have said that this is what it's going to take this is what's going to happen i'll just go get my kid vaccinated right and so um you know and i guarantee this is not going to be the first i'm not going to be the last we're going to have additional students and staff on campus hope and positive we're going to continue to quarantine kids um you know my my guy is still my nurse tomorrow then there's tomorrow it's gonna be ten days um but um to opt to be able to get out of it one way is is um on proactive ways is getting the vaccination it's not necessarily productive to have cope i just want to make it clear that everybody knows that we're not pressing people our two kids to get vaccinated it's the parents decision absolutely that would be my only concern about hosting something here and say come get your kid vaccinated is we're not pushing them on kids i'm not i don't want our board represent being represented that way you know we are all entitled to our own opinions but it's the parents decision on what they want to do with their children so i just want to make sure that you know we're not coming across as vaccinated you know where everyone has their own opinions we're just we're looking out the reason why we're having to do the dropping it down to 10 days of warranty is because we're looking out for other kids we're looking out for not our school not shutting down you know so i i i don't know why but my blood is boiling because we just have controversy in here where it shouldn't be we're just trying to do our best up here and everyone has to remember we are volunteers that's it behind here on this board any other questions or comments from mr shell do you have any of it i would i would support with tony peter was saying and anything that we can do i think we have a responsibility to help our community to teach to educate and in any way that we can do that i think we got to um we need to lead that's it for me okay so i gave you uh four members i gave you two reports and i'd like to just summarize them for just eight numbers four numbers for each report the first report is for last year 2021 years of june 30th we have until about august 15th depending on if we need to or not paid for goods and services received up to june 30th we had three checks go out last week and i believe we've got one for this week as well but all the utilities are paid it's basically a closed fiscal period that 2021 year and to summarize that year we started with 2.9 million overall cash we lost 375 000 right out of the gate the state called it the distance learning percentage so because they realize that we have students at home in some cases they call that distance learning we lost that money right out of the gate and that came right off our operating budget we ended the year and it's again not completely done right around two million four hundred and twenty thousand so about a net reduction of about four hundred eighty could you could point if you wanted to at that distance learning percentage loss i'm not going to say that's directly related or directly i can't say there's a direct correlation but it's a it's an indirect course we've lost that money our budget would have been that much higher would we have spent the money had we had it maybe but i don't i don't think so to me that's part of the reason that we went from 2.99 to 2.4 so that's just a big picture overall cash uh we ended the year with 2.5 of the budget available in our operating fund and we right now have 17.4 available in the 2122 operating fund which means we've got a lot of salaries encumbered and they're already booked and ready to be paid we've got a lot of services we've already got 380 first orders for goods and services in the new year the 21-22 year we did those starting june 8th and the sites are just tremendous they know what their routine charges are you got those purchase orders for the most part entered by about july 5th most of them are entered by july 1st and we've got those printed it out to the vendors all of our suppliers and utilities so we've got a tremendous crew every every site and every office has that we get those and so we still have 17.4 of our operating budget left to deal with capital we ended with 6.7 left this year we've got quite a few things we've got a new scissor lift it's right here in the gym if you really want to see a nice scissors i've seen one recently yeah you might get a test drive if you really really want to work out we've got a 42 000 scissor lift for about 29 000 in our we've got a nice tractor already uh we've still got 46 of our capital left our adjacent ways we had a budget last year of 329 000 we spent 129 000.

he started third grade with mrs flowers and continued in fourth grade in mrs abro during 2021 school year we opted to keep him home for fifth grade choosing virtual instead of instead of the confusion and danger of inter-person education during a pandemic with no vaccine available we returned this year hopeful that three available vaccines and hard lessons would make a difference of course the delta variant of copen has changed everything now we're back to spring of 2020 only the lessons of last year have been forgotten amid coded exhaustion political posturing and just plain lack of common sense the story in the july 30th greenville news says it all sarita unified taken prudent coveted precautions encouraging masking for all while continental is more supportive of the governor's executive orders my son is not old enough to vote he's not old enough to get a vaccine yet so it's hard to tell him those in power are more supportive of a politician than the men and women of science i am is the only advocate the only one who can stand up and ask you to consider his health and well-being above your own political beliefs and aspirations please consider requiring mass indoors for all students teachers and staff as as many other school districts i've ever excuse me as many other districts have already done as the cdc is recommending as 150 arizona doctors urge this past thursday in the letter to the governor i'm sure most of you are vaccinated so please so a plea to put yourself in an unvaccinated child's shoes is impossible but please or but just imagine choosing to wear a mask and knowing that others did the same the chances of you getting a lethal virus were close to zero to stand in the way of taking of taking every possible precaution of saying to these children good luck we send you and your families and prayers okay thank you sir okay new samson yep if you would please uh state your name and address there i think there's a picture good evening mr gibbons members of the board and community members is this the script yes can you hear me you know i have a request of you all if you would speak a little closer into the mind because some of it's not clear out there uh my name is lou sampson i reside in green valley i am a grandmother and i'm here today to speak about i wanted to compliment you last week i mean last meeting on the discussions that you had because i like the discussions that's how we learn things uh when mr uhlery asked the question about the hotel rooms and then we found out it was for some training and then another question was asked that the training is actually for a new edition of whatever i don't even know if it's a machine or books or what but it's a new edition that we don't have we bought the old edition but we're still going to learn something but i really appreciate because as a taxpayer i like to know where my money's going and i go to other school board meetings and they don't have a discussion they have board members that just kind of nod their heads and pass whatever the board wants so i really do appreciate the board and the discussions so thank you thank you appreciate it mr tom you're up sir good evening president mckibbin members of the florida community members my name is tom bresny i resigned at 1062 east lumberjack trail i'm a grandfather here of two students in the continental school district i'm here today to speak on behalf of or about the board's decision on july 29th to make mass optional on buses and in the classroom we truly understand that it is the parents right to make health care decisions for their children under arizona revised statute title one section 602.5 unfortunately there are those in pima county who don't care about parental choice or about the authority of the continental elementary school district's governing board and tomorrow morning's pima county board of supervisors meeting a resolution is being introduced by the district 2 supervisor to make mass mandatory for all k-12 schools in the county you still have time to write to the board on your disagreement to this resolution send an email tonight to the clerk of the board the email address is cob underscore mail at pima.gov stating your disapproval for this resolution which is item number six on the addendum thank you thank you sir superintendent's report we are starting our second week of school this week so again as a reminder our theme for the year focus on the big rocks and you see our analogy here that we will continue to reiterate that we have to focus on student achievement collaboration the health and wellness of our students working together as a team and the analogy that there's a bunch of noise and little rocks and pebbles that sometimes get in the way of the work that we're trying to do so i appreciate everybody's focus on getting our students in school we're off to a great start of the school year you see one of our students there and he has a little crown that says i rocked the first day of kindergarten there's our teacher in the classrooms you can see where we have put the student desk together back in pods and after school you see some of the kids here and our idea is that we do want the kids to go home more tired than the staff so which you see in some of their little faces they were exhausted after the first day of school but kudos to our team to all the work that mrs cuevas and mr nathan and mr lane and uh mr marianas did to get prepared for the first day of school so we're super excited our enrollment update you can see here on the left we have a total of kinder k-5 total of 613 613 students um at the start of our school year last week and of the school year 2021 last year we had 611 so we're up by two students and when you look at from where we were pre-covered we on the right our enrollment is down pre-k eight by six percent and k-5 by five percent but we are stable with our enrollment so we are happy that um we have approximately 100 new students and that new to continental so that's typical of our kids who leave and come back to see us so we balance out but right now we are up to students from the end of the school year 20 20 20 21 our current attendance so on friday we had 48 students absent six were due to isolation and quarantine seven students have been no shows which is really good typically in districts you end up with 20 30 kids that you're not sure where they went up so we had seven students who have no shows who will be dropped on friday due to the 10 day absence rule today we had 64 students absent 18 on isolation and quarantine 21 out for other illnesses six students will be dropped as no shows on friday and we have left voicemails to these students to see where they are we have one family that's going to come to withdraw two students this week so that'll leave us with six of the kids that we're not sure where they are just yet that we'll keep trying to contact current campus development so as mentioned on my friday's weekly board update to our board members we're exploring the turf versus grass option for our 4-5 and playground in front of the cafeteria we are in the process of obtaining feedback from our teachers students and parents in terms of should we do turf versus grass we've been trying to grow this grass area outside of fourth and fifth for four years now and longer but um mr ostomy thank you for sending us this information we have located rolls of used turf that came from douglas college football field and the turf is three years old and it is in really good shape it would be aesthetic turf which is more durable than regular turf and we've asked for and are waiting on three different quotes on the turf i believe mr schubert and mr mcgibbon went to go check it out the asking price on the turf is 155 dollars per roll each roll is seven and a half feet wide by 30 feet long we would need 99 rolls to do both areas at a cost of 15 000 not including delivery or installation the lowest bid that we have for turf installations thus far is 79 000 just for the fourth and fifth grade playground so we're looking at the turf option for a couple of reasons the playground is used multiple times a day and the grass doesn't really stand a chance of surviving we've tried no matter how much water we put on it secondly the optimal growing season for grass is during the school year and finally the watering system that is currently in place does not fully water the entire area so as we wait for the other quotes to come in mrs huevos and i and mr nathan will be talking to some of the teachers and the kids who use that playground primarily to see what their thoughts are in terms of turf versus grass we've been looking at strategic planning and future growth so according to our school facilities board based on our square footage at continental our capacity would have to be at 1140 students which you saw in the report that we have 600 kids when we look at doubling the student enrollment we do not have space truly that would mean our classroom sizes would have to be up at 30 kids in a class at some point but i did plan a meeting with mayor murphy to discuss the growth and demographic study of green valley and what that's looking like in terms of homes and kids so we will be meeting with him on tuesday august 17th so any of our board members are also welcome to attend um the meeting that you know if you're interested he also hasn't come and done a walkthrough of continental for a very long time so we'll be meeting with him and giving him a tour of our school as well we will continue to explore landon by continental to consider future sites so i'll be working closely with mr schubert and mr main and mr nathan um to keep this conversation on the forefront and updating you on information for future growth of continental so short and sweet again if you have any questions or discussion that you'd like for me to put as an agenda item please let me know and if the big rocks don't go in first there they aren't going to fit in later so thank you again for all your support and all of your help and increasing student achievement and keeping our kids in school thank you ma'am okay uh okay good evening everyone so we'll just start it's been great to have started school last week we'll start with discussing that we welcomed new team members to our pope family this summer some of them attended some trainings with us this one was the pima county sheriff's department's active shooter awareness training we had a total of 15 staff members they volunteered their personal time to go to this training leadership team teachers programmatic assistants and cafeteria staff were in attendance we had our cpi training that was put on by mrs fanning and mr lathan which took place july 19th through the 20th and that's them cpi training is a training that discusses how the last resort is to restrain students for any type of behavioral issues that could make the environment unsafe for them or others so we have many staff members who took part in this training we had our new staff orientation we began new staff orientation wednesday july 21st to the 23rd our new staff members are lauren marinick for first grade jennifer lyon fourth jeanette mills fourth alyssa walford there was fourth grade teachers because our fourth grade teachers moved around to other positions so we had a fourth grade teacher who became our science teacher a fourth grade teacher who became our teacher coach and then um we had polly potterton who is our middle school math 6.7 cynthia boletti who's our elementary music teacher and orchestra for middle school cali kohler for elementary pe stacey schaffer bertram is our sped director joseph virtual maintenance technician and christy stool our special education space clerk then we had our teacher and staff pre-service days these took place july 26 to the 30th we did a lot as you can see introduction of teacher high instructional needs guide which is a go-to for our teachers for all the documentations and resources they need throughout the school year to support their teaching of our students we went over 45 day screening trainings between mental trainings teacher eval training avid training as you can see we have a new math curriculum so we had our real math trainers train our teachers data review foundations k2 a lot of trainings mandatory reporting we went over our staff handbook positive behavior intervention systems which is pbis we had cpr training for transportation programmatic assistance and school leadership and then we have some online safe schools training that all staff takes which has to do with bloodborne pathogen exposure prevention coronavirus cleaning and disinfecting confidentiality of records sexual harassment and cyber security overview so that these are some pictures of our teachers and all these changes that took place over the course of our pre-service week then we the fun really began when we got to have our meeting degree and have all our students and families come on campus that took place wednesday july 28th and it was our preschool through eighth grade meet and greet we had a really really great turnout and it was great to see students and parents back on campus they were excited and we were excited we were then afterwards able to meet as a staff at arizona family restaurant and you know celebrate the beginning of the start of our school year a great way more colleagues and the following day we had an all-staff breakfast and for for our staff and we'd like to thank our governing board for the breakfast we had our very first ever substitute teacher orientation we had 14 substitute teachers who attended it and it took place friday july 30th mr lathan and i trained on subs and mr magayana's chamber substitute teachers on procedures protocols emergency preparedness health office information technology our mission and vision and gave them a tour of our campus so they're very excited some of them have been here for quite a few years and it was the first time they've been to training and have had a tour and they're very excited we're they're working on some autobiographies for us so that we can have that available for our teachers so when they're going to be out if they do a substitute request their students will know who's going to be coming to substitute for them and then the first day of school it was so great to see our students and our families they were able to walk in their their children say goodbye to them at their pot areas the middle schoolers were excited it was great to see that our kindergarten parents were able to come on campus and walk them to their classrooms which we weren't able to do last school year so it was really great we had our first early dismissal wednesday professional development that took place august 4th it was on multi-tiered system of support student referral process uh intro to beyond textbooks review for our returning teachers and for our new teachers we did teacher accessing for content well beyond textbooks gives teachers access to the court content in our standards calendar for the year we had a special education team meeting with special education resource teachers and programmatic assistants teachers were also trained on the map testing that we started today procedures and protocols how to set up the sessions refresher and then they collaborated in teams to set up their test sessions for this week and student testing rosters this is our schedule we started today our students did growth reading tomorrow will be math and wednesday second through eighth grade we'll be doing growth language usage which is writing components and standards and this will give us a good indication of where a lot of the gaps are and where our teachers need to plan for reteach enrichment and interventions upcoming professional development wednesdays we have beyond textbooks that's going to continue they're going to be sending the trainer to go over a lot of um the website and some revisions that they've made to it so we have people coming from vail school district who run beyond textbooks from one to three they're going to be focused on you the focus will be utilizing beyond textbooks frameworks and meet for new and returning teachers as well as how to best utilize the online resources to support the learning of our students wednesday august 18th is english language learning training our english learner coordinator mrs is able to instruct teachers on the state's english language proficiency standards that we call elps this training will allow teachers to walk away well versed on how to plan effectively with the elps to ensure that they're meeting the needs of the el students that we're serving and meeting our state standards wednesday august 25th is a daily math skills school-wide training our teacher math coach mrs coulee along with on-site teachers will conduct a training for our staff on how to conduct daily life skills instructional weekly data weekly data collection on student progression and math facts dms will be done school-wide grades kindergarten through eighth grade and it will officially begin the week of august 30th an update on gifted education at continental myself mrs stacie schaefer-bertram and miss lori romanelli are in contact with marianne landreth the program coordinator from the pima county superintendent's office she's the program director frameworks and foundations of gift day and we're going to begin the process of identifying and assessing students for our gifted education program so we will keep you updated on all of that and keep you informed as we prepare for our talented and gifted program update on covid cases pima county health department and parent concerns as of friday august 6 2021 two positive covert 19 cases were identified on our campus one on the fifth and one on the sixth they were tested and confirmed in our health office as soon as these positive cases were known our health office reported it to administration administration began notifying parents of possible close contacts based on the teacher and or student report if a student is already on campus when the positive case is discovered the classroom room is evacuated and is deep clean parents of possible close contacts when notified have been informed that their child's name will be reported to pima county health department and they will be called by the county health department in speaking with our pima county health department liaison we've been told that the school site does not have to be calling the parents of the possible closed contacts the school site has 24 hours from the time the positive case is discovered to identify close contacts and report those contacts to pimba county health department they will then contact the parents and give guidance as to whether they have to quarantine or not last week we made those possible close contact parent calls right away because we want to be transparent with their parents and we want them to be updated and know what's going on so they were aware as well and aware that pima county health would be contacting them parent feedback thus far has been appreciative of our calls to notify some parents expressed concerns to me that our calls are not done quick enough but i would really like to reassure our parents that as soon as we identify possible close contacts we do begin making those calls and then sending out an email to the specific class that the positive case took place in as well as an additional email to the parents of the entire continental school community that a positive case has risen transparency and communication is key as a friday august 6th pima county health department communicated to site administration that we as a site can continue to notify parents following the procedure we did last week so they are aware or we can stop doing that and report to parents that there has been a positive covey case and closed contacts have been reported to pinball county health department parents of closed contacts will then receive a call to notify them that their child is impossible close contact and will be given further guidance on whether they will have to isolate at home or not return to school our current procedure allowed us to let our parents know right away while they wait to hear from penguin county health department for further guidance when i did this i was not sure how long that would take for them to contact their families but reports were made on friday and families started to get calls today some have not been called as of yet so if we are not calling to notify our families that we've been doing right away there's a possibility that they may not find out and um waiting on guidance whether they have to quarantine or not may not happen for a matter of days so that is something we're going to further discuss we greatly take we're very grateful for your feedback while we come up with the plan in the coming days so we will work to clearly outline our coping 19 procedures and protocols in regards to reporting close and suspected close contacts to pima county health department and get that information out to all of our families a special thank you to nurse maureen sports and trooper who's been working hard to answer questions of our concerned parents she's also been going above and beyond to test students upon parental requests throughout the school week and sometimes even on the weekends and i'd also like to thank our parents i know some are also watching the live stream but i would like to thank them and all of you who are here for your understanding for being supportive and the feedback that you're providing us which is extremely important and then i have for questions but i also one of the biggest things that i would just like to leave you with is we do want to outline and be very clear with what our protocols will be as a principal i would like us to still contact our parents as soon as we know we have a positive covid case and we take the chance that if we don't do that pima county health told us today that they were very backed up um and you know that that's the risk that was some concerns of some parents because if we wait for them to make the calls and give that guidance as they told me it could take days for that to happen so um that's my recommendation and that's what i would like to keep what we had been doing last year and what we did last week but possibly have to discuss with parents about possible quarantine it does state the pima county health department sanitary measure states that unvaccinated or partially vaccinated closed contacts remain asymptomatic may return on or after day seven upon providing documentation of about the negative copic 19 test collected on or after day five of quarantine so that's definitely stuff that we will be discussing further so we can come up with a solid plan that will be in the best interests of our students and families and just ensuring that it's very clear what our protocols and procedures are going to be moving forward you know a possible last mandate we did reach out to our district attorney um today to get some guidance as to what the attorneys are recommending and as of today and this is directly from the email from the attorneys that we consult with in our district as of today we can conclude that promoting or encouraging mass use does not violate the statute it is not clear what penalty the districts would face if it required students and staff to wear mass because we know that the law is in effect the governor and the legislator passed house bill 2898 which enacts a new statute ars 15-342.05 that specifically prohibits school district governing boards from requiring the use of face covering by students or staff during school hours and on school property so as the superintendent we will continue to reiterate the looking forward understanding and our parents that we will highly recommend mass be worn when kids are in groups working together if they're in a group in the cafeteria we are going to discuss with our mitigation team whether we want to go back to just the hand sanitizing of the kids hands when they walk in the gate um i believe the drivers are still hand sanitizing our students when they get on the bus um or when they're leaving the bus it's available on the bus on the bus so and just reminding our teachers to be vigilant about making sure kids wash their hands when they're in class after they go in the restroom before lunch after lunch to try to continue mitigating combat here on campus also i do know that it takes a lot of time to contact parents of close contact and so we need to go back and talk to our teachers as well to see if they can help us make some of those phone calls or maybe the front office will help us we have a pretty good script that mrs cuevas and the nurse have used to call parents that we feel pretty confident that if we can get an office staff member to notify our parents and just read from the script that will save time from i mean i believe we spend sometimes four hours a day calling parents directly about close contact and it's super important to us but we also know that we need to have administration and the team being up with teaching and learning and the trainings for teachers and being prepared so if we can get someone else to help us make the calls on staff that's what i would like to recommend and we will just encourage kids we do have kids on campus who would like to wear masks who you know are kind of in that conflict a lot of the kids are not you know some of them are so they you know they're trying to fit in as well so we just want to reiterate that if kids want to wear their masks and if staff members want to continue wearing them then we're going to support that and i did have mrs guevas put this on her principal report because these items can be discussed um when they're on her report about the board and if anybody in the audience has a comment you can ask to speak up at the podium in terms of what was just reported or what the discussion is any comments i have a question i just wonder are we going for zero amber coldwood is that gonna be it are we gonna be doing this for years and years and years you know because we didn't have any flu last year and flu's much more dangerous to children than it was so i'm just wondering how is it going to be zero ever never there's always going to be another variant just a question any further comments questions i just wanted to point out that there's only two people in this entire room oh yeah paul agui there's only two people in this entire room wearing masks we're talking about mask mandates it seems kind of silly obviously nobody in here wants to wear masks so i just want to point that out make sure that people that are watching online know that many of our students cannot get vaccinated like we can because vaccines are only available to children it's also not as dangerous for them i'm tom grisney again and so one of my other hats is the um representative for supervisor steve christie in this area and so i talked to mr latham earlier before the board meeting started he asked a specific question on what the board can do if the county comes out with this mass mandate he showed the permits operation so i'm gonna fire a uh email of the supervisor tonight so he can ask that specific question at the board of supervisors meeting tomorrow on what is the repercussions for condemned school district if the board decides that they don't want to follow this mass mandate thank you sir okay yeah as a parent with a few kids here at school i am i've already expressed this that if our kids go back to wearing masks i will be withdrawing my kids because it is so much more emotional damage done to them than any of the physical that could be done by the disease that has no effect on them as far as we know and seen for the last year and a half so i know i'm not alone i know there are many other parents that are right there with me that masks come back my kids are out so just be sure thank you okay with that i think we'll move on to the lincoln data overview take it away all right so um what we use our continental school district to help analyze our student data is a it's a service called linkit so they provide all of our data analytics we upload all any kind of data point into the system so that they then take care of a lot of bigger districts have a whole department that takes care of this they do this for us so we're going to go a quick overview of how we're using it what we're going to use it for right now in for the next upcoming school year so um all the data in this presentation is actual student data we see student data in there it is student data the names have been anonymized so not to give who that student is if there are any specific questions because there's a lot to pulling data how data is pulled different data sets we'd ask that you write them down on the sticky notes that way we can research them and get exactly and give you the appropriate answer that you're asking in a better time other than trying to rush through it and try to give you an answer that may not be totally correct um so we're going to start off we're just going to start off with the arizona exium2 data and uh showing the scores of where we at for our third through eighth graders now keep in mind what we did notice when we were analyzing this data and in uh talking to some of our students the azm2 test was considerably shorter than the azmerit test upwards up to i think some sections only have 15 questions which gave students very little room or very little margin for error one or two questions missed and it's probably put them at a lower level whatever in the past they had a little more room to maneuver with answering questions and the state did um communicate that to us before testing in addition to that next year's state assessment will not be azm2 or they call it azm2 it is going to be a completely different test of what was given this last spring just keep in mind so it's kind of hard sometimes we analyze the data it's not exactly the same steps that they have those same types these are our ela and mass scores for third grade um our highly proficient proficient was 29 and two percent for ela and 7 for math fourth grade these are our scores for again ela and azm2 uh we're looking at thirty five percent six percent forty seven percent and eighty percent for our fourth grade which are our current fifth graders so whenever this says fourth grade that's last year's fourth graders because that's the data points that we're using right now our fifth grade um 37 14 ela 25 and seven percent in math for highly efficient proficient our sixth graders last year's digital uh this year's current seventh graders uh 36 percent in ela five percent thirty six percent 365 proficient proficient in math eleven percent and three percent proficient highly proficient in our seventh grade daisy american scores for the laa math uh we got forty percent and eight percent proficient highly proficient nineteen percent and eighty percent uh highly nutrition proficient now so that's all fine so what do these numbers tell us how do we look at these numbers so what we utilize link it for is this actually helps us delve into deeper into what is going on inside of those numbers this is fine because this gives you a great overview of what the grade levels have done but um last year's integrators so so it's current uh high schoolers so how do we go into how the students are doing now keep in mind when you look at these next steps today it's very important to remember what it looked like they'll come back to it later on in the presentation so um sub scores so inside of the data inside of the test when we receive the data from the state it's not just an overview like you saw in these previous slides they actually have their sub scores of the types of problems that were answered in on the test so for this coming school year where we looked at where did the kids fall what grade level what is the subscore that most of the kids have trouble with so for this year's fourth grade sub scores one of the focuses this is an example how we use the data and what we can pull out of it is operations elsewhere on numbers and base tens this one had the highest of the mentally proficient scores for those so that is something that fourth grade will focus on because this is where the third graders were a little weaker so that's how we would look at that in addition to all of the sub scores that come in that come in from the state um for fifth grade it ended up being the same that uh last year's fourth graders were a little lower in based on all of the sub scores and for sixth grade which is uh last last year's fifth graders is numbers and operations so this was a big thing that we need to look at and that's what we want the sixth grade math teachers to be focusing on help catch them up this will also be part of what we're looking at when we're looking at our targeted intervention for our tutorials after school saturday school these are what we're going to be focusing on to catch help catch the students up this is what what the standard is and where they they feel really need to help in so if you go back so this is another one that's kind of an overall tells you where they were where the whole grade was for a specific subscore but we can go into and look at what an actual student looks like how they performed on each one of those sub scores so take for example this student this is their spring ela azm azm not score they were a highly proficient student so a highly efficient student you would think they would be all greens all the way through it kind of takes into account where what section they answered the most in where they fell a little bit short so one of the things that we're able to do we've loaded multiple sets of data into linkit we load in if they're sped status if what type if they're on the free reduced lunch program if they're in ela ell if they have any attendance we can multiply we can add those multiple points of data into the system uh so you can see that this particular student happens to be on the previous program but here is what you can see they're highly proficient and this is where they scored the highest in these three areas but these areas they weren't quite as strong as the other ones so this one can help you look when you're looking at individual students data you can see where that individual student might need help and like i said before we've actually started loading attendance data in to correspond with our students so this student was highly proficient they fell within a 91 attendance rate they actually missed 15 days of school and so they had a 9 absence rate for the school year so if you look at another student so this student was minimally proficient what you're seeing here and you're seeing actually a couple of these areas where they weren't as bad as you would think but in the areas where they definitely need a lot of improvement but here here's what i was talking about here the program so this student this student here not only was is this a special education student they are on the free lunch program they were also digital for the first semester and digital for the second semester and this student actually had pretty good abstinence data attendance data this student is another example for the ela was minimally proficient you can see where their levels fell and what we need to look at when we're looking at that student of where we need to catch them up but the other thing that we look at is this student their attendance rate isn't as good so is this something this is also something we can take a look at see if this is what could be affecting some of their scores on that so our current sixth grade ela assessment data so this is these next set of slides and we'll go through every single one but i'll stop and give you examples because they're all identical in what they're reporting um and a couple things that we found when we're looking at this so this is going to be by student ac merit azm2 ati and nwea so azmerit azm2 state assessment datas ati and wa those were are what nwa's our current school assessment benchmarking platform ati was the previous one that we had before we moved down to the ea for the current sixth graders which was last year fifth graders 91 students are in the system that haven't been tested for all of these uh these assessments what we found out is that we only have 34 students who have complete third to fifth grade testing data the rest of the students all have one or multiple years of missing data which means that they were not enrolled at continental so we have no data for them on their data set or any other assessments because they weren't here to be assessed so this is what we're looking at so you can see as you can see their progression from the years where they started from the lowest grade up to the current hazy merit score so this report and i'll scroll down i'll skip this slide and we'll go to another slide to give you a better example so our seventh grade our seventh grade blf ela assessment data dubai student kc merit axiom two ati and nwa this one we had 168 students that had tested but of those 168 students only 44 of those students have complete third to sixth grade testing data with the district so if you come here and we'll pull this one up as an example um you can see where the students started in third grade fourth grade since we did not take the state assessment data in 2019 uh 2019 and 2020 the only the data point that we have there was ati that was last year that we used the ati's benchmark assessment and then 2021 this was their spring assessment and then where they fared with azmerit so if we go down we can see their progression where they were and where they ended up you know did they uh go up did they go down or did they stay stay the same so what we can do with this system is now we can start targeting and looking at those kids you saw before when we did the student data by being able to click on a kid that takes us to the data where we can see all of their sub scores for all of their assessments to see where their strongest and where their weakest so we know how we talked about the learning paths for the students how to target them where they need to go um and then parents also have access to us giving them those reports as well so they can facilitate the learning the arrangement the interventions at home so what would you see here is that you see these kids that have just never really improved and they just stayed in one category in addition to that the way that this organizes data is once you start to get to here from here to here this means that these kids right here are at the cusp of moving up into the next level so these are kids that we really want to target who want to show movement when we when they do our state assessments to move you know two to three kids up in each grade level and that helps the district scores and that goes for the same here these kids right here these next set of four to five kids each of the last of the level all those kids that are within points of moving up a category but also one of the things that we were seeing is that the scores as we move from different state tests they vary and they change which makes it a little bit more difficult for us to be able to determine i mean in one test they may be highly proficient but then with our new state assessment maybe 2573 is going to be proficient so it's not it doesn't continuously align with how the scores are and that's the information we got from the state because this test being uh different from previous years state assessments tests and then now even next year state assessment is going to be different from what the students took this past spring we are usually also given a blueprint that the state provides to us for state testing so that our teachers understand you know what is the goal standards wise that blueprint has not been released yet the state has said they're not going to be releasing it until fall time and they have not given us an exact date but that is a big that's a big document for us to help us with our curriculum and planning so we may have to modify once we um once we see what that blueprint is so i just want to point out on the slide there when you look at number eight the student holder as a third grader the student was highly proficient with the scale score of 35.86 up on the screen following year as fourth grade scale score went up to 35.92 but it was proficient not highly proficient because the scale score changes by grade level gets harder so even though the student's scale score went up they did not that was not enough to demonstrate proficiency at the next level same thing when you look at hunter at the bottom on 11 on the screen proficient as a third grader with a 35-59 he scored the exact same score 35-59 as a fourth grader but it's partially prohibition because the scale score changes so that's where continued as partially proficient so that's where we have to dig deeper into the data to see what's going on with that student was it just and these are students that we have been here since third grade who are now our current seventh graders and what's going on so when we talk about individual learning plans for kids and to really have the data talks that we need to have with the students to say let's talk about this and what are the new goals going to be for the year so in continuation with the ela assessment data for easy maritasian 2 and the other tests the trend that we're seeing here is that it may not seem like it but we do have a highly mobile enrollment here at continental schools you saw the seventh grade the current seventh graders 168 students that have tested at one point in time from the third to the sixth grade years but only 44 of them have been here since third grade so what you'll notice you're noticing the same trend with our current eighth graders 112 students tested for the ela with only 35 students with complete third through seventh grade assessment data and it's the same type of report it shows you where they were at and how they progressed and where they ended up with the last year's asian marriage same thing for the math now the numbers sometimes will be different because sometimes kids will have left and not taken the test or when they're coming out depending on when or when they've left and when they've come back to the district so some we've had kids who've come back today we've started doing an assessment and we will assess them but they don't take daisy merit because they miss the cut-off for testing so the same thing sixth grade there's 85 students tested when we have 34 that had third to fifth grade testing data and like i said it's the same report you can see where they're at and where they ended up on those date on those data points so as you can see the same trend 100 kids tested only 44 with complete testing data and it'll look the same and for our 8th grade assessment data 111 students for the math it's fortunate not only 35 students to have complete third to seventh grade testing data so we were going to include some slides on how the digital kids fair in this presentation but since we had just started our assessments this week we decided to hold off on that so that we could actually truly get a real-time assessment of where those digital kids are based on their current assessment so then we can look at the historical data and where they're at right now to really target where those kids either excel or where they're they're needing help in so that's one of the reasons we didn't include on that just because we wanted to see what their scores come back after this week when we assess them this week from the beginning of the year same type of report so questions comments it is a lot kind of boring but it can yes i've got one sir uh in the first couple of slides you had you know the overall grade and then l1 l2 l3 these different areas within each math or language proficiency it was even farther back we're going to go to a new test but the state hasn't given us the blueprint for it yet so are we is is it are we speculating that the l1 out those components l1 l2 l3 will basically be the same or we don't know so it's kind of hard to target those right if we don't know is that true so well go ahead well we can't because we know that they didn't hit these standards so you see that 61 of these kids really have trouble with this particular subscript standard so more than likely it may be included on tests we really don't know so the state gives us the blueprints but so aims the blueprint for ames was pretty much pretty close in nature to the blueprint blueprint for easy so but what we've been working really hard on we talked about beyond textbooks it's our scope and sequence standards calendar so i've been in contact with me on textbooks we've been revising because we really want our teachers to stick to that pacing calendar so as we have to modify we already know the system we've already started modifying for math based off of the gaps here and they've already started editing our pacing calendar for us it took them less than a week to do it for our fifth grade math and we are miss coulee our teacher coach has we started it but she's finished for the rest of our elementary grades so we're going to be submitting that to them and it might take them another week but once we get that blueprint in the fall and we've told this to our teachers we may need to modify again and they're ready for it but we have to do what we have to do to make sure that our kids are learning what those standards are and they're really getting it and grasping it so when they move on to the next grade they're prepared and that's the one and that's this is just telling us we know that we have a large population who didn't quite get that's family number is not creation it's a big one questions thank you okay perfect transportation so is all right well good morning uh good evening mr president members of the board staff and community i'm stephen lane i am the director of transportation here at continental and i just want to give you kind of a brief kind of welcome to our transportation department to give you kind of an idea of whose and what's within our department so this is my family i have a total of currently 15 drivers listed here are the drivers that are with the exception of roxy and lupita in the bottom right corner are my drivers that are every day assigned to the route so victor rick patty ken tom roger lorenzo gerard and berlin are my main drivers that take care of the routes one through eleven we don't have a route seven and around nine those are for my future growth as far as putting plugging things into place uh sub drivers i currently have five it is lupita and roxy from the cafeteria myself mr lane and mr lathan those are our four other drivers that encompass our what i refer to as our family um and our turkish overview um kind of what's new um we talked about it before through the school year there's no more elephant head we pulled the stop out of elephant head and we replaced it with the stop at kanoa and kanoa road and i-19 we give the parents sent out the drive so far by giving them an opportunity to at least get them on the school bus and it is working last count there are nine students out there that are registered with the school and i think it's four or five that are on the bus every day um we combined routes two and three last from last school year to this year because i needed to put an additional bus in madera highlands based on the growth in there so route 3 now takes care of uh hits i-19 and can know it from the east side of the frontage road and then hits everything west up to jim cliff and then on the other side coming down to breakup we had some uh various changes at the end of the school year uh with with covid and and drivers so uh for my before my main drivers moved to sub status um two of my sub drivers moved to full time what i refer to as full-time status being on a permanent route and then i have brought on two additional hires you see here in the picture this is mr steven lewis he is currently um training he's on he's one of my full full train meaning he has to go from for everything so he goes for his cdl test on august 24th at 8 a.m at marana at miranda school district jacqueline webster i don't know if you guys can see that on your end but jacqueline webster she's a transfer from maine she came in and she's just doing some classroom and behind the wheel training and should be able to go probably here in the next six or seven school days but once those once those two drivers are fully ready they will replace two drivers who want to go to a sub-sub-status and enjoy their retirement so how far do we drive each day on the average we're driving between all the buses 450 miles a day between the the various routes and stuff that happens which equates to about 77 000 miles a year that we put on the buses that doesn't include this is data that i'm going through just right now field trips we didn't have field trips last year but field trips will probably get closer to about 78 000 miles for the entire year and probably closer to 500 miles a day we currently have nine routes six and a half that cover here and then two and a half of the cover wall and then the half is my special needs bust that does content on them leaves and doesn't pick up the kids for walton grove as well out of those buses i i'll kind of kind of run down some numbers bus one currently has 63 kids assigned to it bus two has 68 kids three 67 kids route 4 has 68 kids assigned route 5 which is actually pictured in a cartoon version the bottom left has 78 currently assigned route 6 is 58 route 8 being my special needs bus has 15 kids that we give service for to continental and walton grove route 10 and round 11 are my high school routes route 10 currently has 76 assigned to it and then round 11 has 46.

and we get we do get uh it's part of our special ed reimbursement from the state we get roughly i'm going to say 70 percent for cedaw yeah private placements would get up to 90 percent 70 of that seat all costs will come back through uh that's the categorical grants we get from the state so then what do we get reimbursed for by the state for our in-house programs for in-house okay yeah our general funding that they they incorporate our special ed population it's a hard thing to budget for because uh you can get people move in and all of a sudden you've got uh some expenses you want so when i when i it's one of the areas in our budget tonight that you'll pass that i uh i pad that quite a bit because i don't know what could happen during the year so last year i probably will have over 600 000 in the budget for that area just because this 508 is including is not just tuition charge it's a that's including we pay an o m charge operation maintenance charge that's all districts pay based on enrollment and we also pay an imrf retirement charge uh that's uh distributed equally or proportionately to all districts so there's that included as well we levy for that um so that's a separate levy it's about 25 000 i think um i'm thinking the o m is about 50.

um so adding eight more to that one and then 24 symptomatic individuals have been have been sent home based upon the symptoms they display as they come to the nurse's office so that's just stair stepping the data from the national numbers that you all see here if you as you pay attention to the media all the way down to what is in bcsc today and that certainly gives us pause to have that many cases and we haven't even had the opportunity to really be together as students mass i mentioned is is the debate it's we have a lot of things in our mitigation strategies that nobody very little people have brought up to me in terms of whether that's good or bad uh with whether it be physical distancing or contact tracing certainly people have commented on those but they haven't necessarily spent much time on it's been this and i just i put this up there because it's it's not pleasant so as we receive emails and these are actually within the last two days today and yesterday just two examples from each side of that if if a person is four masts then they may indicate that our decision is knowingly sending children into harm's way and that is immoral and negligent or your negligence is putting our kids health at risk a couple of them against mass i fight for my grandchildren and many other innocent children you have subjected the evil oppression on and then we pay your salary want to make the decision for a child that we as parents have the god-given right to make for our children so again just examples of where this debate is and it's my hope as we get the opportunity to hear from each of you that again we recognize that the people here care for the kids of this community uh people may come from different places but but respect the voice of each individual that speaks and and then we'll move through that and let the board have the opportunity to consider everything that's been in front that it will be placed in front of them so as we get to that piece and before clicking on this nick i'll have you do it just so that i don't mess up as i did last time but don't click on that yet as we get into that the last wednesday the communities covered 19 task force met i'm a part of that conversation so i have the opportunity to digest everything that's being stated in those meetings and see where people might be going or what they might be doing and then coming out of that there have been has been movement within the community and so as we enter tonight i heard again today that the county for example has or is requiring mass in the county buildings and so the city and county has made those announcements over the last three days and then other entities foundation for youth made that announcement again yesterday as well so several things just moving as we're going along so one of the things that i would i would ask the board to consider is that as those things happen quickly and they have board meetings only every couple of weeks that there might be an opportunity to give the administration more flexibility in making those adjustments as quickly as possible based upon need we have felt like we need to get to these meetings to make have additional conversation have the vote and then move on but i would ask for that first of all so nick if you could click on that document hopefully it pops up there this is a google doc it is a copy of the plan that we had from the last time and i know that for many of you that i've had conversation with you're going to be disappointed in what i'm putting in front of the board just to have them converse about because that's the topic is mass and as we look at if this was approved by the board tonight as we get through your 36 comments and they have the opportunity to ponder those and then ask questions and discuss themselves that would be what's on the table uh to to determine there are a few other changes in this plan um so we start with mitigation strategies may change at any time as need is determined by bcsc administration so we are the ones that daily are involved in this conversation and dialogue to be able to adjust forwards or backwards mass specifically but other mitigation strategies and then the face coverings piece as is highlighted there being required as has been stated universally all indoors it already was on school buses the physical distancing piece we are asking our staff members to tighten up on the cohort piece of that and so as we entered the year that was not referenced in our our plan last year that did save us in terms of the number of kids that had to be quarantined potentially from a contact tracing standpoint i'll remind everybody on the contact tracing that the decision to do so or not and even the the number of feet and so forth is not a bcsc decision that does come from the department of health we are required to report the number of positive cases the number of people who would have been in close contact and then the quarantine time frames for those um if we could scroll down nick please we would get to the visitors piece so visitors which we were allowing visitors are allowing visitors this year so based upon the statement about mass they'll be required to wear those too and then school meals with the cafeterias we had went back to and then the word should is here we were encouraging different uses of spaces and just given our current state would ask our buildings to utilize the alternate spaces that they utilized last year to great suggest success in terms of being able to spread people out among the buildings so i think there's there is one other one the drinking fountains we have the the water filling stations and water bottles and people have used those effectively the water the drinking fountains can become quite quite a challenge so we would close those off at this point in time attach those drinking fountains again our water bottle filling stations and so we would continue to use those and then because i've mentioned mass now several times additionally with the athletics and extracurricular activities they would be worn as as they were at the end of last year by spectators coaches and not participating players while indoors so no regulation when we are outdoors so these this set of guidelines i'm putting in front of the board this revised set of guidelines are specific to the indoors not the outdoor activities that we have and are consistent with other um changes that have been made recently within the community but that would be the revisions that i would ask the board to ponder before we get to the public comments about this i would just ask the board if there any questions because then i think after the public comment we bring it back to you for consideration and not under my recommendation is not to have that under the consent agenda piece which is all the other things that tend to be not a lot of discussion is necessary claims adjustments and that you have this as a separate conversation and invoke all right thank you are there questions that my colleagues have about this revision things that need clarified rationale behind no particular questions dr bills hi uh dr shedd or dr roberts the i wonder if you could go back to the slide that showed the statistics about you're talking about their 29 students who how how many school opened last just a second here dr wilson no this is one of the first few slides that's okay well i know one of the names the slide that said you compared last year with this year the amount of basically i think you were saying the amount of students who have are positive now in two days or whatever long has it been two days or two days yeah it has so so just making sure it's clear in terms of how that number is calculated we are calculating the number exactly how we did a year ago is based upon as we start the school year do we have a positive case that's been identified even if the person hasn't been in the building yet do we have a positive case we now have to report to the state of indiana so if the reason for the absence is a positive test case then we report that so on friday we already had a number of positive test cases and so we had to report that very few close contacts because they had not been here so the close contacts are coming from some some maybe athletes in a sports thing but the close contacts will add up as we are now in school we have students in who then have close contacts from that circumstance so two days in number of students we know are now absent from school because of a positive test case and staff members but of that 27 positive test cases 25 were students and it's actually 31 now and the number is is 28 students so that the the calculation of numbers last year exactly the same manner of calculating the numbers this year that's why the comparison is made to how we started the school year rolled through eight to nine weeks of school and where we are after two days and so back when we met in july you know everything was seemed to be thought it was going you know pretty smoothly as far as the cases right and this has just happened microphone sorry so when we were in in july when we had a board when we had our board meeting we voted for you know optional mass that was at a time when cases were a lot i mean we didn't have as many cases at that time right so the rationale i guess for going to the mass just so the community understands because they're going up yeah we certainly would not have had this number we would have had a positive case from an athlete or something and again our ability to count when we're in session is different than our ability even to count then right right and so we are measuring today based on who's in school today and if they're not in school what is that reason we're a couple of weeks we just wouldn't have had that ability our positive test cases then would have been of staff working at that time and or um an athlete you know who now uh was unable to participate in extracurriculars and and had maybe close contacts so it's a little bit different comparison but but i but to your point things over the summer have have been different in in that the cases certainly have did go down and seem to be going back up and that's whether it's this data or our local number of cases in a day whether that's students or or staff and i think the piece that i've tried to concentrate closely on it's in talking with a number of people out here or or internally with our staff is what what about students you know we we hear the the information in terms of number of students who might contract covert 19 less less likely to less severe and so forth and so when we have 28 students already that number at least jumps out to us to to think about and then then dr debalsky who works closely with us and others in the community did cite what is being seen in the community in terms of our kids too so i think it is one thing when we listen to whoever outside of our county but it's a different thing when we're talking about our students our circumstances our numbers our level of severity and that's what our conversation has has started to be about and that again is summarized on one slide with that many numbers but there is more i think to that thank you you're welcome you very much are there other questions all right we will move forward and look forward to y'all's comments and so if you will those of you have signed up to speak if you'll please be mindful of the guidelines that we have so i have your names i'll call you up as you have listed your names here in the same order you have three minutes and we have this handy dandy counter here to my right we want to give everyone the opportunity to speak so i'll ask that you do your best in staying within that three minutes i will also ask that you are very respectful of each and every person who is speaking so that we can hear all the comments that are important for us to hear the other item that i'll mention is if the points that you came to make have been already said you have the opportunity to just stand up and let us know that that we will document that you are here to share those but we may not need to hear it literally for the third fourth time all right so with that i will turn and the first person on our list is misty hunter thank you i'm gonna ask we've got over 30 people to get through so please please be respectful yes my name is misty hunter okay you're going to have to like right up in your face so we can all hear thank you i am misty hunter as you vote on a mass mandate for bcsc tonight i would ask that you take all factors into consideration as expressed in previous board meetings as parents we choose to be here out of concern for our children and our right to make choices in their best interest as school board elected officials you have a responsibility to us as well not only to hear us and collaborate with us but to take our input seriously and making decisions for our children the pressure being placed on our school officials locally is being placed with one-sided and somewhat misrepresented data the community dashboard states the data includes patients outside of bartholomew county and those who are there for non-covered 19 reasons this means the data also includes patients who are not being treated for covet but receive a positive test so i ask are you being pressured with data that is a true representation of our county measures do not close your mind and ignore the medical data that shows the physical emotional and developmental damage caused by mask wearing this is not just an opinion of parents this is medical data blatantly being ignored masking our children presents a physical emotional and developmental danger that should be forefront of this discussion the obsession on the what-ifs and marginal risk of cova to children and ignoring the whole of our children's well-being as well as parental right is disturbing and is why many parents and community members are here tonight the journal archives of pediatric adolescent medicine shared these results from a clinical trial performed on face mask and healthy children in june of this year many governments have made nose and mouth coverings or face masks compulsory for school children the evidence base for this is weak i ask have officials influencing you taken into consideration or have you the data stating it is harmful to our children let alone the data showing it is not effective before pressuring to mandate masks the cleveland clinic states so far most cases in children appear to be relatively mild in fact the majority of children who get coveted have not required hospitalization the jama trial also states that most of the complaints reported by children can be understood as consequences of elevated carbon dioxide levels in inhaled air this is further defined as excessive carbon dioxide in the bloodstream they go on to state a recent review concluded that there was ample evidence for adverse effects of wearing such masks i encourage you to review the diagram of the packet that i'll provide referencing damage to the central nerve system heart lung circulation and more the international journal of environmental research and public health in april this year had this to say about mask mask squaring significantly correlated with o2 drop in fatigue and co2 rise headache respiratory impairment temperature rise and 100 moisture out of the mask my daughter a good student with no previous behavior marks was written up last year for pulling her mask below her nose to breathe she came home almost daily with headaches unable to concentrate and exhausted some of these kids will be forced to wear a mask from six in the morning until four in the afternoon with only a short lunch break are you willing to wear a mask for that same amount of time five days a week before you consider mandating it for our children against their and their children's will i would encourage you to do that and look at the research because of the time constraint i haven't even touched on the psychological effects and detriment to development but would encourage you to look at those medical findings as well the international journal of environment research and public health stated this also in april extended mass square by the general population could lead to relevant effects and consequences in many medical fields so as you decide the fate of our children in this matter please take into consideration the factors that have not been explored by bcsc to this point i believe the local official input can be valuable input it just cannot be the only consideration the coveted tunnel vision of those officials cannot and should not be your only source of information your responsibility is also to consider the risk to our children physically developmentally and psychologically by wearing a mask as well as the rights of parents to make this medical decision this virus is not going away and the experimental masquerading measures with known adverse effects to our children needs to stop thank you [Applause] so that's clark all right i apologize the next one is also hunter i'm i'm not even going to guess the thank you i'm so sorry i'm not good at reading my devon hunter my address is listed on the paper there all right so throughout school i learned about and took to heart the struggles of our of our founding fathers and the men who served under them they have established the freedom that we are getting to enjoy here today i believe they'd be proud of us for coming here to stand up for those freedoms and to defend them from being not away at in the name of covet in public health i think we should use their example and show our school-aged children that they have freedom too that they can speak up for themselves it isn't just a class in school that tells stories from 200 years ago but that the freedoms of the next generation of of parents and children is being fought for here today tonight over the past few weeks at this and many other school board meetings across the state in the country we have heard from several doctors and pediatricians about their ideas and opinions on dealing with this respiratory virus at this time i want to thank all those individuals for their passion and concern and for your time to come here and share with us doctors take an oath to do no harm this is their oath and i know that they take it very seriously and i respect that with it with that being said and with all due respect i would suggest that their perspective is incomplete and that their objective is very specific there is much more to this decision than health and safety first as much as we all respect and appreciate our doctors and nurses and health care officials they are so immersed in this work that they may lack the whole perspective of life outside of the hospital i know from personal experience that our work can consume us and that we can lose perspective especially in the midst of a crisis i want to call for consideration of all perspectives there are others who took a took an oath to defend the constitution from enemies both foreign and domestic and there are some in our community at this moment that want to strip that freedom gag our children and stuff a sock in the face of anyone who opposed the narrative of fear and control i have personally spoken to two close friends who are medical professionals who are unwilling to share their comments publicly due to the probable harassment that their practices would endure if they spoke out against the local health care providers narrative this is abhorrent and insufferable how can any of us be informed and intelligent citizens if we cannot find um the information that we that we need our decisions when and valued opinions are censored and the facts manipulated or hidden by those in a position to do so this is not the place for corporations of any kind to manipulate fact or censor ideas to bolster their own interests i believe this is happening and i hope that we can see it and act against it quickly before it affects our schools any worse than it already has it's time to balance the scales of public safety and liberty back towards individual liberty we have been scanned and tested and called away from work and quarantine and all those things and suffered in the name of public health it is done there is never a promise of ending covet any more than anyone ever expected to end the flu if we keep sacrificing freedom at the altar of public health we will end up with nothing but safety and no liberty or freedom and the pursuit of happiness will end having nothing but breath in our lungs there is no statute in the constitution by where someone with more education can take your freedom [Music] roy west hello my name is roy west and i'm the father of three sons which are currently her two sons are currently in bcsc three sons i have and two are in there i want to thank the board for voting to let the parents have the right to choose while attending back to school functions it was easy to see there was overwhelming overwhelming support for our children to be unmasked i know that voting to make mass optional was not easy for some of you and i appreciate that original vote i know that you're being pressured to reverse that decision now as you're pressured to remove the freedom of choice i would like to ask that you think about this for a moment if roles were reversed would you consider removing choice would you ever consider telling parents they were not allowed to send their children to school with a mask could you tell those parents they're not allowed to choose i bet the thought of that gave you a sick feeling of the pity your stomach that feeling is what i and many others have right now at the prospect of our freedom of choice being stripped from us there currently seems to be two popular options on masking parental choice and a mask mandate so what's the difference between them well with parental choice could you wear a mask of course you'd have that option and you should with parental choice could you choose not to wear a mask yes you could choose that with parental choice could you choose a hybrid approach where sometimes you wear a mask and sometimes you don't again yes you could do that you could have that option see parental choice isn't forcing anyone's beliefs on someone else so what about a mask mandate well with a mandate everyone will be required to wear masks regardless of their beliefs their choice is removed therefore mandating mask is effectively one group of people enforcing or imposing their thoughts and beliefs on another group of people i know some of you may be thinking freedom's great and all but your freedom isn't worth someone's life while i'm certainly glad the brave men and women of the armed forces have never felt that way [Applause] over the years they've gladly given all that they could for the freedoms we have in this country are we thinking of their sacrifices when we remove freedom in closing i respectfully ask that you remain resolute and steadfast in your original decision to give parents the freedom of choice [Applause] oh thank you brendan dunville good evening everybody thank you all for the opportunity to come talk in front of a forum like this to speak our minds to try to get our opinions out um first of all i want to encourage everybody just to stay curious to listen to understand and not to respond listen you have two ears and one mouth for a reason right so just let's all take everybody's comments be respectful and uh and approach this uh from a loving way my name is brendan dunville i've lived in columbus for uh well since 2008.

so once our construction is under control the clinic ccmc is moving in that direction to be able to start offering that vaccine so hopefully it won't be quite as long of a jaunt to go and get that vaccine and of course there could be open discussion about potentially coming to the schools to give that vaccine you need parental consent there are some things in the emergency use authorization as far as having emergency equipment immediately available if there is a reaction when the vaccine's administered so those are just some hurdles to talk through and work work through but um i think it could be a potential moving forward that's something that the school would like to do as well and i don't want to speak for lori herman but i felt like she was more in favor of going no so one of one of the things with the construction piece in the clinic you'll see our registration area is completely remodeled but there's also a vaccination room that's right off the waiting area um so we're just waiting to be able to utilize that and and if we need to we sure can look to we'd be happy to partner with university school if needed um i know the rec center started out as a vaccine place and then the burlington go visit the baptist christian christian church thank you christian church just uh just west of the high school was a vaccination spot as well so thanks sam i'll be reaching out to you guys sure everything else in there looks it looks good i mean it looks like masks are going to be required there's some information about transportation that is kind of under our control with grant funding and being on school transportation looks like a mask will be required at that time but that on goes right now through september 18th is that right so but like the continuation with cleaning and following the routine protocol with the diseases we have one question on the other quarantine if they test how does that work for the kids it says that they can take the test and uh still go to school during their quarantine who's uh providing that test and what's that down i want to say i know we are not doing antigen testing here in the school district and also that would probably be through the health department or through the hospital is what uh i would i guess i would expect yeah that's right so have the last sentence that i quarantined so cdhc will provide the test consent forms and training school personnel to perform alongside antigen testing so we may end up getting asked to do some some some some testing on site testing possibly that was the other thing lori's only hesitation she's not overseen by a physician so she's nervous too but i don't want to ask anybody to do something i think that's a good option if that kid is in close contact with this typical school as long as he um the best work environments in school and what the thing we can do with you and theirs yeah i read the house so yeah we'll need some clarification on who's going to be providing that training and administration there because i mean a lot of the stuff touch you with administrative tests and vaccines and stuff correct i don't want to speak on her behalf completely but i think that it's something that's more a lot more conversation absolutely when we got this information did you have rory hermann join us with administrators and directors for a discussion on this information and quite honestly this this information from dr sawyer and lindsay payer about is pretty much i guess what we were hoping we were hoping was going to transpire for the most part um you know again we feel like pretty fortunate that we are not in a real hot spot right now i think the last information we have is that there's 10 active cases we've heard 10 active cases right now out of a county of approximately around 8 500 if i'm not mistaken so that's i mean that's really i say we're very fortunate so the things that we're doing here or basically they suggested or recommended for the most part are kind of those things again that we're looking to do and what we were doing all along uh i don't know if you have any questions we can talk a little bit more about the transportation piece uh because i said we got that information thursday at 12 30 administrative director said it wasn't he asked you if they wrote this before yes so it's not left up to the locals the transportation piece that is correct that became a federal mandate so that we got this information from dr sawyer and lindsay payer on tuesday afternoon had our meeting wednesday and then we got an email i got an email from dr watson saying there's a special zoo meeting on thursday please attend and so that's when i got all the administrators together and directors together to to have to share what was coming down the pipe and then that's when we were told about the business situation or transportation it's transportation in any school vehicle it has become a federal mandate to wear masks is what they're telling us have you had a chance to talk to any other districts i know it was a little short notice and visited today what would they say talk to don bloom in anderson county and don and his board um well i could say that they're mask optional as well like we are um except for that yes and i would say all of us when we heard this i don't know if i'm speaking for you guys but i would say we were surprised and we're like okay this is not what we were expecting because again we felt like local control would be in place for this this was this was a surprise to everybody and while we feel like again we feel like we can be mass optional in our schools and again whether we feel like transportation that's optional or not this is a federal mandate uh in the in the zoom meeting it was made clear to us that there is the possibility that we could lose federal funds if we do not fall follow that federal mandate okay that's what i was going to ask you so do you remember back when trump was president and he threatened to pull federal funds from schools if they didn't open and they they said he couldn't do it it takes congress to do that so i'm thinking to myself congress is for the most part dysfunctional they're not polar funding if we decide not to completely enforce a mandatory mass mandate they don't have the authority they just i don't see it happening but what i do see happening is just morphing into the same thing that we had last year i just i just see that happening in what way and that was for logistics i mean once the decision got to our local board to wear mass or not we as a board made a decision to wait a week so we could logistically figure it out and then we removed the max so i'd say that's not the way that happened you put on a mandatory mask for several months because i left the meeting when you did that that's because we there was a mandate out there from the state that said that when you were on school buildings in the institution you had to wear a mask okay mandate at that time what i'm saying is when the mass mandate came to local control at the board meeting that we had up at the middle school or the high school we listened to the concerns of our students and we removed that mandate after we had a little logistical time in there so i think whatever president said that we've looked at what we've done here we've only enforced either what was forced on us or what made sense at the time and i don't i don't think we're going to match fight into that unless you can't trust people that don't read the signs well i'm trusting dr sawyer he's giving us this information that says we don't think we're just i don't think he pushed our mandatory school mass deal last year well i don't think we're going to just ignore the rules that are put upon us either well i don't know why we can't well i don't know i mean we have rules that we won't have as those rules that sooner or later when they don't make sense i you have to stand up a little bit i think right if they tell you to jump off a cliff because there's a billion dollars at the bottom are you going to do that i think you're right i don't think that's no i don't think that they'll take our funding away i would be surprised if they did but regardless it's a risk that i'm not willing to take because i think that would be more detrimental to our students than just having them wear a mask on the bus i read you another recent article from the cdc and this is just mind-boggling cdfc admits covet vaccines don't work and they did this at a roundabout way their updated testing guidance if a fully vaccinated person has known exposure to someone that's conferred with coping 19 they have to be tested over the next three to five days and they've got to remain in quarantine for 14 days so that leads you to believe that did they not trust the copa vaccine to work why would you have to start testing an individual that's been exposed they're supposed to work well i guess that we're lucky that we have control of those decisions here right now that needs to be left up to the individual but why would the cdc recommend tests if these vaccines are supposed to work and that gets back to why do they recommend masks i mean the whole thing is just so upside down i think the part again for me is in regards to the funding piece and that i kind of feel like stacey mentioned it's it's hard because we've got we have an s or two funds 372 000 approximately that we've got allocated towards doing some really good things for students and technology and our staff and utilizing money that's federal government money that we wouldn't have to necessarily utilize from local funds and our local taxpayers and then we've got a sec a third wave after three money of over 876 thousand somewhere in that nato and setback 72 000 somewhere in that neighborhood that we can do like for example work from big bigger project standpoint like maybe some hvac upgrades because they're now allowing us to do that instead of buying like these in-room air purifiers that are like 100 purifiers or 200 purifiers that won't last and hold the standard test of time they're allowing us potentially to look at larger projects that would make bigger sense to bring in fresh air with better like hvac systems and if we utilize those funds then we may not have to utilize our capital outlet funds for those types of projects which then you can do even more from so what you're saying yeah it's hard it's hard to have a scenario where we have over a million dollars potentially that could i'm not saying they will or they won't i don't know i don't know if they will or they won't but it's like stacy mentioned how do you how do you run that risk well i just i feel like we're being held hostage because of money i don't want what they're asking us to do and is it reasonable and are we doing a good job for students or not by following up there might become a point where following them is detrimental to our students and at that time we'll cross that bridge but i think this is a small price to pay to keep our federal funding coming us routes are maybe 30 minutes to an hour coming in and back i mean out of an eight-hour day that's pretty minimal i really like that we're staying optional in our in the schools so it's a small price to pay but i do think you have to constantly evaluate what's coming down from news outlets the cdc and that kind of things evaluate whether it's promoting what we want to promote for our kids again i think we feel very comfortable what's happening again in coffee county we feel comfortable about doing the mass optional kind of like you know what dr forbes mentioning give the people the choice you either wear a nasty you don't wear a mask you either get a vaccine or you don't get a vaccine you're kind of back to that personal choice but when they do a federal federal law you want to be respectful of those in power whether you agree or you don't agree you kind of have to kind of have to follow along especially when there are some serious funds attached that's that's hard to say no i'm hopeful that with that september 13 i'm hoping that that's a month after that there will be and maybe we can share our information with the state saying listen we are still in a very you know we're not in the hot spot we're in very good position with our coveted situation can we maybe i don't know if there's a way to petition federal government in some way shape or form or if they remove that if they remove it all together so september 13th they're going to remove it from the business well they say that that is a vape that's in place here now will they continue as we know with certain scenarios they put a date in place and then it just continues i can't guarantee that september 13 is going to be a we don't have to wear masks on in school transportation is this what requires you to wear masks on airplanes it's kind of the same or yeah it was actually put into a place if i'm not mistaken if i look at the document it was may in may where this was in place um a tsa the tsa that says effective date was may 12 2021 and expiration date september 13th 2021.

of education approves the resolutions is outlined in financial resolutions 12.2 to point one four can i get motion motion second just about twelve point eight so hold that second first yeah and then we'll then we'll go to table second okay now because we've all ready it is not there it's not considered part of that the other day with my husband and they always ask do you want to donate five dollars for you know poor school districts and stuff like that and he turned to me and he said he said put some people in stables i'm a teacher why don't you just take five dollars off my dad and so we laugh and i am embarrassed by him every time he does that and he said i've never i've never seen anyone do you get any donations from staples so i will tell i told mr you know mr defazio that in fact tonight we are receiving a donation from staples so thank you staples for giving us the donation that my husband refuses to participate in not only that we actually received a very large truckload of donations for art supplies which we are now doing because there's so many people we're actually donating some to south africa so i don't want that to be a secret or anything like that now um i just thought it was funny because my husband keeps talking about this staples donation now i can tell what's real so question for you yep on 12.9 what exactly is advanced bank background yes what are they what are they doing advice rbcc is really taking over what the votetech used to do with the shops right so really what blue tech has turned into is a magnet school for only high-end kids so they don't do any shops anymore over at vocational so what happened was there's such such a void there that rbcc started this so i think right now it's us manville north plainfield seem to be the three big groups or seven kids over to rbcc which in some ways is good because their kids are not only learning that skill that they used to learn at uh now they're learning an rfcc and also getting credit uh college credit while they're at it yeah yeah because if the way the free electives work is what will happen if they have this when they go to an actual credit college they have the credit they have the credits where they won't have to take the filler classes that are not part of your well and again i think i think the kids that are taking these classes are truly the kids who when they graduate look to go straight into the workforce so what's good about it is hopefully they can get an associate's degree before they go out and yes we can say that hey yes not only are they going out to the workforce but they do have an associate's degree in a college education along the way versus what we've had in the past where we just had kids going out to the workforce with no college experience whatsoever oh six six six college credits could save children thousands of dollars so with pat mason of w-4 promotions in somerset he donated about 5 000 worth of art supplies including uh paints craft kits glue sticks modeling clay um construction paper scissors etc awesome that's great any other questions or comments hearing none can i get a roll call mr bale yes mrs martinez yes miss morris yes mr samantha thomas ellie yes mr battalion yes with an extension from check two three nine and check three eight one six nine mr januzzi yes and mr fazio yes does anyone on the board have anything they would like to bring forward um i'm just going to let everybody know um we've made that decision on the superintendent search that we're going with option b so a b c d we're going with option b that is the 12 500 option things like that so kind of start backwards and come forward all right is that one that's going to be reaching out yeah when will be the search consultant um great any other questions or concerns well i just hopefully one thing when they're searching that bridgewater just got a new superintendent and they took manuals so yeah so i i just want to make people aware of that so you know manville was the same size of us and well when the governor put in the caps for superintendents based on the size of school districts it really hampered school districts uh our size of competing oh yeah because we can't we can't we can't pay them the same he's exactly there for four of his five years contract so it's safe to assume that we're competing for a superintendent at the same time manual is competing for the superintendent uh i believe i believe mantle um promoted their assistant superintendent superintendent okay but i can tell you my conversation with when it's going to be a tougher course okay okay at this point open to the public for anything should we take that answer all right so we'll start with the online ones and then if anyone in person has something to ask um castro um what strives to be taken in the search for superintendent what the list of criteria credentials the board is assembling for this position as the bob boe made uh defended decision regarding a community stakeholder group and vetting of the new superintendent candidates again you guys have opted for school boards to do that on your behalf yes and i know in the description just to let people know part of that description there were different levels and the level uh that we had chosen absolutely uh has them in charge of trying to reach out community outreach to both uh faculty staff and community uh to be part of the stakeholders and choosing the next superintendent and so now that he has a direction dr galbraith has a direction in which we want to go uh we will have more information once school boards reach out to us next one is from lauren castellanos 138 west high school i have a question about quarantine process for children who tested positive recovery why does why does a child has to lose out on five days of school because of quarantine if the child gets coded on day three of school then then again say again 90 days thereafter and then another 90 after that they automatically lose 15 days of school on top of other miscellaneous absences i realized a chance of getting kid getting over three times is slim but i find still find it absurd that the child has to lose that many days of education why can't we have teachers live stream google classrooms with their comment being turned off uh then don't need uh to address the virtual kids as i understand that that has been a focus on in-person students we have the technology in place to use classrooms so anyone who's home can still learn with their class they can email their teacher with questions and teachers can answer when time permits um again i think all these guidelines and things like that come directly from the state of new jersey we have to follow those and one of the things is no virtual education so again our direction is coming from the state and uh we must follow that um do you want to add anything on timelines i mean timeline time like we have no choice right the county yes our school position so as things get updated we'll keep updated and those students after they miss five days get home instruction yeah and like if we're doing hypotheticals i would add what what are we doing about teachers let's say who unfortunately checked over through school i know that's kind of it again at this moment they're on their own board because right now the teachers have had the opportunity and the availability to be vaccinated like we know that it was another it's another it's another list of hypotheticals yeah like a huge thing again rather not deal with hypotheticals become overwhelmed um that's a great question um again we this this is definitely a new era for us we've never had uh you know large amounts of kids on home instruction um i could foresee large amounts of kids at home construction um at that point in time really the way we do home instruction we put it out to everybody from that particular building where the kid kid goes to school so at that point in time i think you know we can use various teachers to do reconstruction could spread it out to some degree um however though again if you have 30 times more construction one building that's you know and that's basically a class um that's that's that's a tough one and i agree with you it's something we haven't had to deal with um until the situation arises i'm not exactly sure how you know how we would handle that do we have any indication of of any parents at this point contacting you uh saying that they're that they're going to definitely request home instruction because they're refusing to send them they can't request the construction okay you can't request them it has to be for a medical reason you can't so there all right so what you're talking about is that as far as uh having to have people in school do that that's only if kids came to school and then they were forced to to be sent home for whatever reason for quarantining after that that's what you're talking about dr gallagher yeah then it just comes down to how many teachers volunteering to take the teachers who do it i can tell you they love the extra money i mean some teach them for this year are going to be making a lot of summer money on home instructions discussion about that today karen and i and we really do need to get some more more clarification because of all the guidance that we're getting right now like you know vaccinated people weren't supposed to have to wear masks right now everybody's wearing a mask now they're saying that vaccinated people may get the delta about there or another variant that may be coming about so again i i don't have an answer for you because it's a fluid situation constantly i just think that you know once again we're in uncharted borders i think we need to handle it on a case like these basis and do the best we can what we do know is we're prepared we're more prepared than any other school districts we had to go remotely um i think that we do have other options for us should we have a number of kids that have to go out on home destruction um more importantly though i think if our bigger problem is if we do have a run on teachers who are absent because of covet that is going to create a much different situation a much different dynamic that we would have to resolve yeah because i'm sure substances sure are going to be substance which last year were almost impossible and to be honest with you because remote construction for so long we didn't even really touch our substitute budget that's good put that towards our influx of rules did not give her address thank you for the board vip of overriding the denial i received from administration and ensuring that i was able to access my email documents i was prematurely locked out of my account uh access to district technology and professionals consideration is noted and appreciated okay so brook polycastro 403 in montana as a war as the president of the voa shouldn't defazio be meeting the meeting and reading the public inquiries um no that is me okay uh burke polycastro 403 considering the superintendent answers to the boe and ultimately the boe has to vote on new super is it is it ethical to have our current superintendent have any dealings with contact connecting uh considering how his own replacement was spelled out unfortunately um gwen thornton who is our rep and us letting them know you can put out uh the nj sba put a flyer out and he sent that to us and asked us which type of search were we looking to pay for and get involved with we gave him our feedback and he is basically just taking our feedback and uh connecting that with you know school boards after that and actually [Music] right is castro 403 in the mountain avenue is there a teacher list of classroom needs at this point um not to my knowledge i don't think our people really need much of anything we've got so many donations in of so many different things i can't imagine that there's i mean every child this year is going to need their own bicycle index they're going to need their own everything yeah staples made sure that everybody has kleenex and hands that's awesome you got plenty so um and that is it for online is there anyone in person that would like to make a comment josephine is it on yeah josephine latey 121 cherry app um some of my questions have already been answered through the online process and you guys discussing so i'm gonna try to um wrap it up um first another six resignations in our district i'd like to say thank you to ms paneralli and miss yagish they were both my child's teachers and they are phenomenal it really makes me sad and terribly just and i think it's terribly terribly disappointing to see another set of excellent professionals leave um and here we are again talking about the same issue over and over again um until when and why uh i genuinely genuinely would like to know um i don't even want a response from you guys because i know you're not gonna give me one um but it's still very sad at the june 6 board meeting i asked if the community could be involved in the search for the new superintendent to which there was an overall agreement that yes that could be possible i know you spoke about this a little while ago um i was wondering if we can set up a date for discussions um once once uh miss thornton who's uh the representative from the new jersey school boards association gets in touch with me okay she will outline what that process will look like and how best to involve the community and at that point we will let you know will you let us know through a board meeting or i would assume that would be more than just a board meeting i'm sure there would be more going on because there are a lot of parents that wouldn't they may want to be involved that necessarily either support them right okay um what's the time frame usually for that process um you guys were talking about a little while ago you're saying it didn't actually start yet right because the contact was made and then only once you reverse september we're going to hit the ground running in september but like i said once she once he now knows which uh which level of involvement would want the but the process itself is it a lengthy one or yes it's three to six months okay yeah we're not going to turn around in the second week of september say hey we have new superintendent it doesn't work yeah we wouldn't want to rush it right no i mean once we have the candidates that we're interested in process okay make sure it's important as far as the package that we need for their involvement in includes outreach to community outreach faculty and staff and having some you know buy-in from more than just the board so that obviously will take some time okay regarding the nurses situation that was touched on uh in the beginning i'm not sure if i can still talk about this as long as you don't name names or anything okay no i'm not going to celebrate um are other soft staff members trained for application of epipens or nebulizers um if there if there's a an emergency with a child in a building where the child needs to go to a hospital like a serious case um what's the procedure if a nurse isn't in that building we have we have a number of people who are a first aid cpr certified and builders we have a complete list of those we have a complete list of everybody who's trained to use an epipen in each building as well as a number of other things the laws have constantly keep changing for training for teachers especially on the medical front um i think it's become quite frankly very difficult for teachers in terms of the amount of training they have to do just on medical prevention and medical issues um but yes we do have emergency panic buttons in every classroom once that is pressed we have a responsibility about a minute now um do you need like some type of uh written consent from a parent since it's not a nurse that's uh that would mean we're identified by the like i'm one of the builders right so so you won't because i have i i know i have a friend that her child is allergic to peanuts and she mentions that you have to have like you have to give like a consent you know any means that where the child needs to have a give a consent um to use it consent you mean for the school yeah will they send you yeah if it's not a nurse in this case it wouldn't be a nurse because it wouldn't be there the nurse wouldn't be there right but it would be a delegate who would be on the list of people okay they would be aware of okay i can tell you from having severe food allergies that if i'm an anaphylactic shock i need someone to give me the upper pen and i don't care if it's a nurse or a certified person but my lips are turning blue and i can't breathe i need the evidence right but there have been lawsuits um in the sense of that person not giving the okay to i mean just generalizing here but you know obviously i have kids in the school and if something happens i want to know that there are other people there that know what they're doing right yes yeah all right you know it's been a while since i've been a building principal so i can't tell you that about those things okay uh now regarding back to school in september we all know the governor has said there will be no virtual option i know this also has been um you guys talked about this but what's the plan uh for the kids that contract covenant and cannot go to school must then that must be quarantined i know you spoke about this but i want to be a little bit more specific in the sense of let's say i have some type of family emergency right and i need to leave the state and leave the country for a certain amount of time how does that work with my child be in school because it's an emergency you would have to follow the guidelines from the cdc i don't specifically know what they are but miss uh where are we on that now no i mean now i mean regarding the schoolwork i'm saying like my child is not going to be in school for two weeks right there's no virtual option um [Music] that's a big ask of teachers [Music] i think all teachers work with you to make up the most important things and figure out what you can do but i mean that's a case by case so experience the rule is usually one for us so for every day you're out you get the data right like i'll tell as a teacher i'll tell my students you know while you're out they know where i post my homework online like you can still go on that website every day and see what we you know what's going on i'm not going to hand you so you know but right well i don't know how it is with elementary i don't know if you teach elementary or not school so i don't know if they're still going to be like posting like last year right no i mean what because i know the middle of high school post their homework and stuff like that is that something that the elementary and you know we kind of talked about um [Music] all right i know someone already a question was asked about the camera in the classroom being turned on to see you know if the child can assist um and then if murphy goes back to leaving it up to the district will be will it be left up to each teacher staff to decide if they want to wear a mask now that the majority is vaccinated and what about the kids um that the dogs are our school box school dogs also there was a survey we did and the survey i think it was like over six percent of parents said they felt more comfortable if the vaccinated people were able to not wear a mask yeah so what if there's a religious exemption well then they would have to wear a mask we can't force anyone to vaccinate right so what's it what's going to happen when it comes to kids insurance and when it comes to turn the time of kids getting vaccinated and the kid a child has a religious exemption for every other vaccine that's a little crazy it's a little bit of a segregation going on there yeah that's what the cdc and that's what the state is doing so if they say we're gonna hang around with mass for five years nothing is going to change our school system is not going to try to figure something else out work with the parents it's eight hours i'm just worried because it's eight hours of school with mess are there still going to be mass breaks yeah they really weren't mass graves last year i can't speak i mean it all depends i know my my boys have masquerades but they're you know right yeah pre-k okay they definitely did so i guess maybe it depends on school teacher yeah i don't know but there's not there's not a lot it's still eight hours so you know i'm concerned because uh now in the summer a lot of kids went to um summer school i'm not sure how it was here but in other districts summer schools kids didn't wear masks um the camps they didn't wear masks and they're we're talking about a lot of kids so we all feel like that yeah i think we all agree i don't know i'm just saying like is there anything like us as like you guys as a board you know kind of representing the school and parents and community if you can say anything do you have a site though that i don't think i don't know that was addressed by the governor it may have been and i missed it he's saying everybody's very mess but initially there was there was some caveats of outdoors like recess and jim is that are we still good to go outside in any outdoor activity yeah okay and with all the schools we're sure we have enough space for kids to have lunch from us with the three feet heart um in our lower levels they're gonna have plexiglas shield so they'll be separated by plexiglas shield so we don't need to worry about the actual three feet of distance because they have a barrier um at the high school level unfortunately we don't have that luxury so the kids will be eating together and that's part of what the government said is to the best extent possible and unfortunately at the high school we just don't have enough space especially 680 kids so so we'll sit without mass and eat all together see that's where right i think is wrong because if there's uh like my suggestion is that you need to write um [Applause] you can you can do this but you can really do it that's why i was asking if the board could until the emergency order is over right yeah i don't think there is an emergency all right thank you can tell you you don't have a big enough hatred 261 freshmen yeah now i will tell you hey how many repeaters and then the rest started wait 150 40 so that's 100 that's 200 right there's 200 right there so you have six basically wait 45 i was going to ask about choice too i mean that's 260 that's double what megan and heather both graduated with and that was three or four years before um would that have any impact at all those 28 words [Music] all right does anyone else have anything you'd like to comment patricia no come on don't let us down every week all right so we discovered at some point all right at this point um what numbers three [Applause] litigation or contract negotiations privilege specific perspective or current employees all right you're on your dude you're good to go 17.1 was on the valley board of education the approval of the resolutions yes it's martina yes miss morris yes mr samantha yes mr [Music] one of those hiv was high school okay never mind [Music]

this year we added 100 000 to the budget the only project i know that we're going to do with that adjacent ways money is a 200 000 perhaps 200 000 fire lane at the edge of the farm property and i think we talked about that a little bit so that's 100 available if something else comes along and jumps ahead of that firelink project you'll probably be hearing about it but i don't think so at this point and the uh the overall budget i think is we looked at what we've estimated for the 21-22 year overall count net students we budgeted 2150 and my hat goes off to mr shoal ms daniels we've actually got right now 21.84 net so we're up about 30 at this point sure there's 2 300 students enrolled but when you take it down to the net the summer in half some of those kindergarten and preschool students go down and wait so we're still 34 students at this point above what we budgeted in the 21-22 year so that's a really positive sign i was down in tucson two weeks ago at the state school business officials conference and some some districts are just nowhere near as good as shape this valley district is just based on enrollment and other factors any any questions for me i'll give you both reports but that's it that's great to hear that's great john for the board information john did not get a call from me today because this report is looked so good and so impressive there's nothing i can ask john well done thank you any other questions or comments all right mr livingston already did item 7b1b also along with a thank you for that uh so 7b2 is our student activity fund mr schultz this is a report for the end of the month of july in the new year and really we've had no revenue or expenses booked now i've talked to the sites and there's definitely plans for the 118 400 that we're bringing forward but july was just a no activity model for these these funds of course you'll start seeing activity here's a question and that's really all we have everything that we ended the year with uh still in the bank account again any questions or [Music] comments all right thank you um item seven a through d i've been calling that seven six four six item seven a through d uh the consent agenda thank you mrs cox edition of one kindergarten teacher to ask good evening i am here to address um the need to hire an additional kindergarten teacher we are up to 198 kindergarteners um and so it's a lot of kids even it that many we're still hitting our max and believe it or not all the little bodies are there and very happy to be there so um we have a sub right now that we're using to kind of take off that stress and if the position is approved i'm going to probably put her in that position full time so she is a certified teacher comes with lots of experience but right now we just need a position to take some of the burn off of what we're filling what is the possibility of having to add yet another class if we're already at capacity there's a good possibility of the room what is some shifting if there's some movement that we can make so right now our classes are sitting at um with this because i have a sub in my classroom right now sitting at 27 and i've pulled some of the kids aren't in the classroom full time so i i've looked at those and if they come in with aids support we've taken those ones out as well but we're still a lot of kids in the classroom so it's a great problem to solve when i came to mr schola mrs danielson said help they said it's a great problem to have didn't know we'd cross it quite this soon but here we are so we don't know they we've enrolled another one today another dad came in to tour the school with five children um oh please not all five kindergartners there no it's a pretty school that was a very first and a second grader and the other one's not in school yet but i was like okay so it's a great problem to have we're just trying to figure out how to still give them an education and yes i'm asking the question to be a bit proactive if we're going to have to come back next month and add another to be determined to be determined right yeah we really don't want to have jump put positions in place that we don't have the students for we want to make sure i mean our philosophy is always in we need to see the whites of their eyes and make sure they're really here and staying sometimes they come in and then it's a temporary and they move around but so far they've all been here and they're just loving life every day so i think it's so great when i pull up now to drop duke off that you can see all their smiling faces because you know last year we had our map it's so great to see how happy all the kids are to go back to school it is and like mr shaw said it's a truly different buzz this year they're just so excited to be there and i mean yes we're still crying a couple of little ones off of their moms just because they don't realize mom's not staying with them but i have actually reached out to all their parents and within minutes it's mindset separation just right at the gate it's at separation but after that they're perfect so i have a kindergarten story just a quick one i it was the first time ever i received a business card from a kindergartner yes i have to watch my job because she might be actors i do want to say that there's been a teacher identified you will not see them on the personal report um the reason is they are return to work retiree so they're actually going to be you know if you approve the position they will be hired through um a third-party contractor because they have to be out of the retirement system for a year before we bring them back so um i think we can bring them back in the springtime some time i think that's awesome so you'll probably see see her name on the personal report in the spring just not now yes yeah in fact if you have a contract this fall correct correct can i have this yeah it wasn't clear to me what uh you were saying so for clarification's sake the class sizes right now are 27 per with a sub and so when we approve the position they'll remain as 27.

so if you did that quick math i gave you those numbers that's 539 students that i provide transportation to for the two schools uh 417 of those students are assigned here um so out of that 655 that you saw i'm transporting 417 of them and 122 of that 539 i transferred to walmart and growth between the two lessons writers versus non-writers so doing the math again 655 that does include preschool i do have some preschool kids on my special needs route 417 writers versus 238 non-writers our first week numbers um i was kind of going back and forth with this and i called greg for some advice um we had a total we transported on the average in our first week last week 1 546 and a half kids when i say that we don't have that many kids but when we add up our morning and afternoon rounds that's how we get our numbers for our 40th day 100th day and that's how we get funding for our transportation department in total if we added all the routes and then divided by two it's three thousand three thousand ninety three kids that were on the bus in the first week of school between all the routes bus sign ups on our online versus in person something kind of went a little weird in the registration period i had over 500 students that said no to transportation so going into the first week i thought it was smooth sailing and i was all ready to go and i ended up having between the high school and continental with 264 total kids signed up on that friday before the first day of school so in the first week of school i made contact with the parents of 275 students and got them added into the bus because my numbers on the first day weren't heading out to what i had in the confusion we were having where the kids were so again um total between the two programs so from monday the second to monday or friday the sixth we went from 264 to 539 so the little bit of hair i did have left is now gone but that's okay that's okay that's what i'm here for so i'll be working with with albert and try to figure out a better way that we can get through our online registration have a better idea from the next school year um exact numbers before we can greet so here uh first day of pictures bus is coming back on campus and dropping the students off you can see ken here with steve who's doing training um but ken all dressed up for the looking fancy for the first day and then the next slide miss stacy our spec director assisted me last week and going on and kind of getting a better idea of how the kids are with the bus she brought jefferson along and you can kind of see from the pictures all these parents did agree that it was okay for me to share the pictures so but you can see the calming features uh the two students with the with with jefferson um definitely that actually a little reassurance on the school bus the first day so it was fantastic so i kind of went quick and through a lot of numbers but if you guys have any questions or more than happy to answer thank you all right student services good afternoon president governing board i've been asked this evening to do a presentation on our positive behavior interventions supports which we'll be going through our goal is to have students who are ready to learn students who are respectful to adults and each other students are happy to be at school teachers who are excited to be teaching to curriculum and teachers who spend minimal time on behavioral issues so what is pbis pbis is positive behavior interventions and supports pvis is proactive rather than reactive so we try to create an environment in our classrooms in our school that focuses on good behavior rather than putting all of our attention and focus on the negative behavior to reduce the negative behavior from happening pbs teaches routines and procedures to reduce the possibility of students behavior so this goes right into classroom management for our teachers it's something that we train miss cuevas talked earlier about some of the training that we did on the non-violent restraint a lot of that is actually de-escalation skills there's a very small portion of that that's actually focused on restraining your child it's almost three-fourths of the program is how do you de-escalate a child so you don't have to get to that point we have a it's important to have a small set of concise rules that are is adopted here at continental that goes from kindergarten actually preschool all the way through eighth grade and they are be kind to be safe and be responsible we apply this to all aspects so our teachers in their classroom roles they have roles specific to being kind being safe and media responsible while out say in the cafeteria we have a set of rules that's school-wide since all of our students use that space that fall back in to be kind safe and responsible when kids cross the line and end up having to have that interaction with me get sent to the office et cetera these are things that i focus so when i ask them when you made that decision was it kind was that safe was it responsible and we talked about their decision-making process that led them to get incentives um teaching expected behaviors teaching expected behaviors should be done just like academics using the same strategy such as modeling scaffolding i do we do you do and etc specific class time at the beginning of the year will be devoted to teaching expected behaviors in a variety of settings sample lesson plans are available in the pbs handbook so we have a handbook that the teachers have access to this was already done in the first week so we're really excited to have all of our kids especially our new students as yourself we have a lot of new students i'm kevin with a school year this year and so all of our students and staff have been trained and taught about our expectations the acknowledgements system works like this so all staff holders demonstrate more positive interactions the negative interactions the recommended ratio which can be very difficult to hold to is five positive in favor um compared to one negative interaction for example instead of um saying mr greg i need you to pay attention i can say miss monica thank you so much for following along with my presentation i really appreciate that and so mr greg sitting there just got the message that he needs to key in and so that's the way that we train our teachers rather than always going with the kid who often times is the same kid who then feels picked on and then alienates himself even more from the lesson and so by doing that positive interaction we can try to entice them into focusing positive interactions include praise for students exhibiting expected behaviors as i just demonstrated praise for academic success and catching students doing the right thing i absolutely love the word catching right oftentimes we try to catch the kid doing the wrong thing and we miss out on praising the kids for doing the positive the right thing and so what this really does is trains our staff to really look for that positive interactions that our kiddos are doing on a regular day and we really focus on especially with our staff looking for the kids who don't make a ton of right decisions when they do make that right decision by golly we'd let her be recognizing that catching them and praising them for that and rewarding them for that in some way regular school-wide celebrations for positive behavior the board may remember this it's been a little while but we're going to get back to it now where we actually will have the kids who are selected by their teachers as the kindest safest and most responsible each month we'll start off our board member board meetings and receive a t-shirt and that's selected by their teachers and the staff and that happens on a monthly basis we haven't seen that because of code because that will fill our boardroom when we invite those kiddos so that'll be starting here we hope next month so uh kobach this is a fake dollar if you will that along with that positive praise i can check one of the columns there on the right safe responsible or kind or i can select several of those their name goes on it and it's important for the staff to tell the kid why they received it not just hand them that but to really support that positive behavior to vocalize that to them thank you so much for coming to the meeting today and sharing sharing your your ideas and your thoughts is really really helpful and so rather than just saying here's a cold buck and they don't know why they got it okay yeah hall passes for middle school students this is something we implemented the year before cohen happened it was really really helpful to reduce the amount of time that students were missing in the classroom because what was happening is they have six periods a day and we were finding a trend with certain students who were leaving the class every single period so although they have a passing period of five minutes to get a drink go to the bathroom get supplies things like that then get to class and then ask that teacher to go to the bathroom and then 55 minutes later then do the same thing in the next class so we started kind of tracking that and realizing that some of our students are missing an awful lot of the school day and so we implemented this system which allows it's a punch card so they have a hole punch where they get 15 punches for a month and each one of these represents for the middle schoolers they kind of like this style a little bit better where each one of these represents a cold buck and so if you have to go to the bathroom or go get a drink out the hall you lose one of those and so each month they'll get one of these so represents 15 passes throughout we find that by doing this it gives the incentive for our kids to stay in class we do make exceptions for medical and things like that so just to be aware of that that that's something that we there are some kids that do need to go to the bathroom on a regular basis and we are sensitive to those needs the reward system um students can earn cold bucks when they are caught being kind safe or responsible by a staff member and it's really not as staff members our volunteers also we give colt bucks to and we ask that them do that one of the big things that we've asked this year is our bus drivers to jump on with this as well and use that as a way to reward positive behavior while on the buses too so it really should be a school-wide thing that we're really pushing for this year the staff should be handling that handing out cold blocks on a daily basis greater impact than verbal and non-verbal praise caps kids doing the right thing we do not want to exclude those students who are always engaging in inappropriate behavior or those students who are more at risk for challenging behavior all staff members volunteers and substitute teachers should have the opportunity to hand out quote books roblox or designed to be user friendly as you saw just simple check mark in the student's name the real key to that is the praise that goes along with that cop it is important to teach and remind students that they will not receive a call buck if they ask for one so often times in society right we do things because we want something we're really looking for people doing the right thing because it's the right thing and so if they asked our staff and our volunteers do not give them a rollback there will be two opportunities for awards for coolbucks on the fourth friday of each month the ko plug store will be open on the stage in the cafeteria and prices can be purchased for goldblug during this time so what this looks like is it's kind of um i don't know you know the pizza joints for the kids where they have the really cheap fun prizes that kids love that are broken by the time they get home that's kind of what it looks like and it really gets our elementary kids really excited when they get to come through look at that count up their quote box we also have larger prizes from sporting equipment that they love because then they have their own recess ball which they really enjoy for the older kids we've done things like earbuds sports lanyards things of that nature we have gotten that money from a couple different places one of them big shout out to the baja club for a couple years heard about what we do here and the last two years even though we didn't do it last year they raised money for our school and so that really got involved and really liked this idea and supported us so we really look forward to their continued support as they really appreciate what we're doing for that positive interaction and then the last one there that is on the first monday morning we do a giant coat walk which is a super cool buck and it equals five and so from the kids that spend from the friday previously we draw a name and then we take that um that and then they end up getting more cool bucks so they get rewarded for spending their gold bucks and that's for each grade level so the cold box store is is a big deal the kids absolutely love it it is challenging because it takes a lot of manpower and so one of our pcc representatives is here in the back they come and help us out as well so if you're ever wanting to just get involved that's a great volunteer opportunity to come in and to do that we probably won't do it this month because the kids we like him to get a little bit of cool box built up and so we'll start that on the preview on the following month so that they have that enough change to really buy some stuff so um discipline correction system we respond to problem behavior only in ways that maintain the safety well-being and dignity of the child a primary focus a response for problem behavior is the instruction of the expected behavior our primary goal is in responding to problem behavior is to minimize the loss of instructional time from the student and all other students in the setting so a lot of times traditionally would be we're going to put you in detention or send you to the office or suspend you um and really that doesn't help our stores we spend a lot of time so those kids and we've actually can look at behavior as well on the when we look at the linkedin stuff but the kids that are struggling usually are the ones that have some behavioral components going on as well and so we don't want them out of the classroom so we need to find other ways that relate directly to the poor decision that they made that takes them out of the classroom less and less our goal is to try to keep them in class this is just our disciplined procedural flow chart so we train our teachers if you look here so this is teacher managed this stuff on this side is things that they should try to handle in their classroom rather than sending them to the office so that they can stay in class and stuff on this side would be office managed by myself or mrs cuevas consequences typical consequences so loss of part of recess for elementary students um and i point out part of recess a lot of times the kids that struggle and end up getting in trouble they're the ones that really need to have that time to blow off steam and get their energy out so we don't recommend to our teachers taking the entire recess because the students do need that time to exercise and get their wiggles and giggles up lunch detection for middle school students natural consequences should be used as much as possible for example clean up a mess or if a student made a mess rather than some office you have them clean up the mess writing an apology letter so if they offend up here one of the big things that we do if they come to the office is restorative conferences i hardly ever let a student go back into class without getting the two together so they can talk it out to work out those problems before returning to class make up this class time and reteaching expected behaviors the check and checkout system this is when we continue to have repeated problems so same student lots of issues we move them into a check-in checkout it is a six-week tier two intervention for students who are not responding to tier one implementation which are things that we just talked about at the end of six weeks if the student has reached their goal usually eighty percent they are finished if not a behavior plan is put into place and that will move them to tear free and will be put in and they can possibly take this with them so the check-in checkout system can also be used in carefree each morning the students will check in with a designated adult they will have a quick talk per parade for the day and this really looks like a pep talk like you can do this it's not pointing out their negative behaviors it's saying look at all these strengths that you have you can totally nail this and get these scores that you're that are your goals throughout the day and make sure they have all of their materials so when they show up to class they're ready to go um and get their cult club card which i pulled out because this was originally an hour-long presentation of mr graves says i can't take that long go ahead okay so that's it on our pbis program um first quarter sports we're excited to say that we actually started today and so we're really excited to be able to bring that back after it's been five full quarters that we've now missed and our students really we've seen the negative impact um and the socialization of our students not being able to have extracurricular activities so this year we're moving forward not only with sports but our other clubs and things that you'll see later on in the consent agenda today so today our numbers cross country we had 18 students there today and football we had 31 which is higher than we've had in probably five years and then volleyball had 36 students today i expect these numbers to go up as today's the first day and so a lot of students you know they're seeing the hype and they'll come out the next day or two and then we also had in football will go up significantly because we know several students for a quarantine that do intend to be on the football team and we'll make those exceptions and excuse those absences for practice for them um the league the southern valley league that we belong to did every single school has decided to participate so we're really excited about that um so seven schools total which we weren't sure that was going to happen but they're all in 100 at this time and so we're really looking forward to a great year of athletics and giving that back for our students and our kiddos so um the calendar will be going out later this week and sent to all staff and will be posted on the website as well so we look forward to your everyone's support in those endeavors as we move forward in thank you sir thank you okay under the consent agenda second discussion i just think it's really great we're doing these field trips again and let's keep our fingers double crossed with whatever it is okay this is ellen yes mrs yes mr austin mr yes and mr mcgivern yes senator john passes thank you okay our district financial report yes sir in your packets you have the district financial report this is the district's finances as of august 4th and i will open it up to anybody who has any questions on that report mr roller any questions yeah greg i just have one question um and and frankly i think i just need to sit down with you maybe the week after next um you know obviously this financial report is totally different than what we were seeing uh you know over a year ago and and just for example uh in in the m o budget on on on salaries you know i see in comfort salaries is like 78 and a half percent of the budget which makes all kinds of sense to me but then on the benefit side of it it's only about 26 of the budget and and it just seems to me the salaries and benefits ought to run in tandem with each other so i'm not understanding something i don't want to waste the time on the board i would just like the opportunity maybe to sit down with you the week after next a little while and walk through this financial exhibit and you can help me understand it better not a problem sir just let me know when you'd like to meet thank you we approve the district financial report as of august 4.

there were several guiding principles that we utilized as we put this plan together of course the number one priority for our district always has been and remains protecting the health and safety of the students and staff in our buildings we did reference local state and federal guideline guidance that has been provided to us in order to develop the plan it was also important for us to develop a plan that was both feasible and flexible to adjust to the community and school needs and risks and of course we want to maintain in-person school for all students to avoid missed instructional time related to illnesses or exposure we pulled a couple of pieces of the cdc guidance out here this evening the first being in regards to transmission rates within schools multiple studies have shown that when multiple prevention strategies are in place that those rates are typically lower than or similar to community transmission levels which leads to the second one which is that together with our local public health officials our administration will be considering multiple factors when they make decisions about layered prevention strategies as we make these decisions we know that they also impact our surrounding community so we want to do what is right based of our school school population families and students as well as the surrounding community to begin the school year there are a number of mitigation measures that we already have planned these are discussed in detail in the safety plan but i'll just take you through a brief summary of a few of them here cleaning and sanitization will still be occurring on a daily basis we have a number of resources available to do full disinfection in our buildings each evening we will still be encouraging hand washing and respiratory respiratory etiquette as far as trying to minimize the transmission of droplets when someone is coughing sneezing etc we will also have hand sanitizer in each of our classrooms as well as in common areas throughout the building our ventilation systems will continue to be running at the maximum air exchange that we can to in order to bring as much fresh air into our buildings as possible our classroom layout will be so that we can try to minimize any any germs between students within the classroom so we'll discuss that a little bit further when we get down to the social distancing component but certainly not prescribed at the level that we saw last year and we no longer will have one-way hallways one-way stairways and bathrooms throughout pathways throughout classrooms we do have visitor and volunteer procedures in place you'll see as we get further in this that's tied back to metrics so where there's higher community prevalence of covid19 we would see that be a little stricter than when we see the numbers lower in our community we will also have masking tied to metrics we'll get to that a little bit further in the presentation but as dr sparlin said earlier this is really a plan that's important for us to adopt for the school year regardless of the current mandate that we have in place we want to make sure that we have this plan underneath so if that were to expire we know what our plan is as a district following the guidance of the illinois state board of education and illinois department of public health as well as the cdc we will continue to promote the coveted vaccination as a primary mitigation measure social distancing walk through that a little bit as well that looks a little different in the guidance from federal and state resources this year dependent upon masks it's a little bit more flexible we're looking more around the three foot distance as opposed to what we talked about last year with six foot distancing we'll also continue to have ppe available to our staff and to our students who are not able to obtain it on their own this could include face shields face masks gloves gowns etc okay so our metrics that we utilize when we're developing our plans and reacting to our local trends are really calculated over time so there won't be one or two days of a sharp increase or decrease that we would be reacting to as far as any changes based upon metrics we'll be evaluating all of our metrics in two week intervals we'll be utilizing the 14 day average of new cases per 100 000 population and to do that we're going to be utilizing the four zip codes that most of our students originate from so we won't be utilizing an entire kendall county number we actually have done a deeper dive into the location of where our students come from and the four zip codes make up our primary service area that we'll utilize in order to measure those metrics for any of our metrics based mitigation so things that we either add on or take away in response to our local health situation would be announced no later than the thursday prior to the week where any changes would go into place the only exception to that would be is if we're responding to an urgent situation an outbreak etc there could be things that happen a little quicker we will be reporting our metrics both for our district like we did last year as well as a link directly to that four zip code service area on a metrics page of our website this chart goes through a few of the metrics-based mitigation measures i discussed a number of mitigation measures earlier not all of those are tied specifically to metrics these two both masks and visitor volunteer restrictions are so the cdc which was endorsed by our local and state health authorities have broken down risk into four categories low moderate substantial and high transmission you can see that the metrics for each of those four categories are across that first full row there and that is again based on the new cases per 100 000 population so again the governor's mandate that is in place at this time is what the district is following in regards to masking however if that were not in place the metrics based measures would be once this plan is adopted so at low transmission rates masks are recommended for all persons age 2 and above but not being mandated within our schools when we move up to moderate we have kind of a hybrid in place here where masks would be required while students are in areas where they're moving or areas where they can't socially distance so as we think about arrival dismissal passing periods those kind of places everyone be masked but once they're seated at their their desk or their learning area and they're not up and about and they are able to maintain that social distancing masks would no longer be mandated while they're in that specific spot when we move into the substantial and high transmission areas we would then require masks on all persons in our schools much like the policy that we are following at this point in time our visitors and volunteers are also the restrictions are based on what the zip code areas metrics are so we do not anticipate any additional restrictions on visitors or volunteers in any way when our community is in low to moderate transmission stage however we would begin to bring in some of the restrictions when we see that move into a substantial transmission stage so in that case we would be encouraging for meetings to be held virtually if they could be or held outside of times when students are in our buildings when we move into the high transmission we would be having our essential personnel in buildings while students are present and wearing masks in order to minimize the exposure of people in our buildings outside of the student population while the students are present what we've done is built sort of a bank of additional mitigation measures that can be utilized in response to the local community health situation it is important to note that each of these is to be considered individually and each of these are responses to the current situation and the possible transmission sources in the population that we're talking about so these are not specifically tied to a certain metric or a certain population it's also important to note that these can be both added and taken away in response to the spread or potential transmission within the schools at this time none of these additional measures that are up here are being considered within our school at this exact time these are things that would be layered as a response so these could include optional screening testing which would require parental consent required testing for high-risk sports and activities which could also be dictated by our sports association ihsa limited movement within our buildings meaning that we would have like specials teachers maybe not utilize shared equipment or shared spaces for music art those sort of things but try to come to where the students are to limit the movement throughout the building capacity restrictions in large gathering spaces use of barriers when spacing is difficult so this is like the plexiglas a temporary dividers that we have from last year and then masking in certain settings so if we were to see a spike or an outbreak within a set population or a certain area or while a certain activity is taking place it may be that masks would then be required within that specific setting as opposed to a blanket rule across the school another significant change this year is the reporting of illness within a student or staff member the full list that's up there are the current known covid19 symptoms there have not been any changes to this list from the end of last school year the list is pretty long but anyone that is experiencing any of these covid like symptoms it is recommended that they get tested for cova 19 and that they seek their health care provider's opinion on a potential alternate diagnosis so unlike last year we would not be having each person report and then tracking the number of days that they from the time that the symptoms were onset through the time that they come back however for each person that is ill we'll be providing a very comprehensive list of recommendations from local and state health authorities which include being tested and consulting your health care provider for an alternate diagnosis and without either of those an individual should be away from school for 10 calendar days and they should also be fever-free with improvement to their symptoms before they return to school so we will still be tracking and reporting illness but not issuing specific quarantine dates for someone that calls in sick we also have a lot more latitude in regards to quarantine options after a known covet exposure all of these options are subject to direction by our local health department what that means is the local health department has the ability to come to us and say that given the current situation that we have within our local community they are no longer endorsing a specific shortened quarantine and we may have to move to a different category without that guidance the first the one all the way to the left the 14-day quarantine is kind of what we were used to last year the more traditional quarantine where there's no presence at school or school-related events no testing required or anything from the time of the known exposure the quarantine is a full 14 days the next option moving right would be a 10 day quarantine which again is no presence at school or school related events on that 10 days testing is recommended for someone completing a 10-day quarantine but not required beginning at this section and moving all the way right all of these would require that a mask be worn by that individual while they're completing the remainder of the 14-day quarantine even though they're returning at day 10 as well as social distancing be maintained moving right the next option would be a seven day which again no presence at school or school related events for those seven days but that that quarantine would end at seven days but it would require that a test a pcr test on or after day five of the exposure be done prior to the return to school the final right is the new test to stay strategy that is outlined in our state guidance what this allows is for students to remain in school even after they are known exposure to a covid case there are several things that must be in place in order to utilize the strategy it is only applicable when we are in a universal masking so as long as masks are required within a school setting a student who is exposed to a known case of covet 19 may remain in class and not miss any time away as long as they are tested throughout that quarantine period is recommended at day one three five and seven following exposure this is not a required pcr test this would be any of those approved tests that we currently are utilizing in our state so this is a big difference from last year many of our students that miss time away from class were due so it was due to a quarantine of a known exposure and in this situation as long as masks are in place students would be remaining in class and not missing time this walks you through the process of what happens when we do receive a positive case from a student or staff member any time someone tests positive for covid19 they are required to complete a 10-day isolation period from the net clock begins from the first day after the symptom onset if they are experiencing symptoms or the day after the specimen was collected for those not experiencing symptoms it's also important to note that return must include resolution of the fever as well as improvement in the other symptoms if someone tests positive for covid19 vaccination status does not negate the isolation requirement so regardless of vaccination status someone that tests positive would be required to complete the full 10 days of isolation close contacts which are defined by the state as those who are not fully vaccinated would be required to quarantine per the idph directive which is outlined in full in that previous table that we walked through and it's important to note that in addition to those who are fully vaccinated that there's also a second category underneath that for those who have experienced a covid positive case within the last 90 days and can demonstrate the presence of antibodies they would also not be required to quarantine under that same guidance as the fully vaccinated individuals for each positive case that's reported to the school district we will utilize our nursing staff to conduct contact tracing and notify close contacts and we are also required to report this back to our local health department we'll discuss a few special settings in school these again are addressed and this is a summary of what is covered within the state guidance for our elementary settings our lunch spaces will be three feet between students at the secondary level there will be some flexibility for choice and we will offer socially distanced lunch spaces for students that wish to be seated in those areas as well as traditional lunchroom seating for students that would like to sit closer we'll also be cleaning the surfaces throughout the lunch room and the lunch serving times as often as feasible but we will have sanitizing wipes and hand sanitizer available for student use in those areas driver's education masks are required that is part of the federal tribal mandate but students will also utilize hand sanitizer before and after and wipe the shared services in the vehicle prior to leaving band and choir we have the preference the outdoors be used whenever possible when we are in the high risk category we would ask we will ask our students to utilize the bell covers over their instruments as well as the mask the special masks that are in place for playing instruments we would be encouraging as much distance as possible and wherever possible avoiding shared equipment our athletics will be following the school mitigations in regards to mask so wherever we're at within that metric-based table our athletics would be following the same as well as possible required testing within the high-risk sports and limitation of spectators as i mentioned earlier that is our plan although we may receive additional guidance restrictions and direction from the ihsa that we would need to comply with so that is a brief overview of the safety plan which has been shared with you in its entirety and i am here to address questions teresa first off very well done uh thank you for walking us through the highlights of the safety plan um it was very well laid out so thank you you're welcome will it be available on the website i see people taking notes when will it be available on the website yes so this summary will um actually should already be on the the website for a review and the full safety plan in its entirety will be available prior to board approval for review and will be on our district website once it has been approved by the board thank you yes lori okay great job i know how hard this has been with a constantly moving target i know that you are putting in about 27 hours in each 24-hour day trying to get this information correct accurate and out and i appreciate it so thank you i do have to wonder about page 11 which is lunch i'm i'm real concerned that we're offering choices of traditional lunchroom seating for students so they can sit closer than three feet um okay so can do we have one do we have enough seating in our secondary schools that's junior high in high school so that every student can sit three feet apart if every single student chose to sit three feet apart can we do that do we have that availability it was the plan as part of the administration's approach to determine by asking parents what their option what their choice for their student would look like so that we could react to that either way it's not as easy as just saying do we have space what would happen is in our buildings we would need to open up non-lunch spaces as lunch spaces which of course then require supervision as well as a number of other mandates from the state in regards to food service areas so access to sinks running water drinking water etc so we built those spaces based on what parent feedback is in regards to the option um i guess i'm going to need more information on what was the parent feedback on this um i think i'm hearing the answer is no we don't so what happens i guess my question is one what happens on day one if ninety percent of the students say no i want to sit three feet apart are we prepared for that um faith do you want to specifically address that lunch thing sure so i know that the high schools have been contemplating making sure that they have additional spaces and additional staff especially the first couple of days as to do the overflow or what that would look like if it's 98 of a particular lunch it will be a challenge the first couple of days as we figure all out what that would be but we're already preparing of what that would look like if that scenario played out and have already said that we would be able to hire additional staff to what's needed to keep that going so who will keep track of which students have sat three feet apart at lunch and which have not as it relates to your quarantining process of having to maintain that social distance of three plus feet until your 14 days concludes so a lot of this is the issue of the guidance the way that it would be presented to the students so that we would say this is what is expected and then we'll do what's feasible within the district as far as being able to track and trace the movement of the students that are are in the building when we're under a universal masking mandate it's a lot easier because then we aren't you know attempting to figure out what rules look like you know per student so to speak but there is a lot of it that relies on us providing the requirement according to idph much like the local health department would do when they call and provide that guidance to someone that's under a quarantine but not not able to within you know what's feasible and what's not for us to be able to track the movement of a particular person throughout the day the reason we looked at this a little differently for elementary versus secondary is the amount of time that they're actually seated next to somebody these lunches by the time they get to the space especially because we have to utilize multiple spaces for lunch by the time they get to a space get a chance to sit down and actually remove the mask to begin eating it is very unlikely that they would have more than 15 minutes with with anyone within that close contact it is also specifically addressed in the faqs that were released today by idph and isbe in regards to social distancing in cafeterias again it really talks about the feasibility of utilizing the physical space as much as possible but again understanding that is not required and it also does discuss in here specifically that there is not a need for students teachers or staff who are vaccinated to distance while eating so again as students make that decision if someone is fully vaccinated they are not under any sort of even guided restriction on social distancing so i guess what i'm asking with this just i'm i'm i'm thinking i need to clarify just what i'm hearing is and i'm trying to just be abundantly clear my child goes to the first day of sixth grade and generally speaking in junior high they're given a week to settle into a space and then that's their assigned seat for the rest of this the quarter right on monday they decide they want social distancing on tuesday do they decide they don't the next student wants to remain in school so they need three feet of socialist distance will they be allowed to switch their assigned seat will they not all of these things are almost guaranteed in my mind to be reasonable questions that will come up in some rather short staffed lunch periods so i guess i'm not sure who to direct the question to um in terms of staffing for this but but this just seems offering these choices pretty continuously and i'm assuming at high school you can choose day by day um this this seems like kind of a headache and a mess and i'm just not understanding what the process will be for a parent that really wants to encourage their child to do the right things and wants to quarantine and wants to do the things the way they're supposed to whatever their choices on a vaccine status can you help me understand that i'm not sure which sure so the quote the statement in regards to those that want to quarantine i do think it's important to note that if somebody is identified as a close contact that option to take the full 14 days out of school is most certainly there we are not enforcing that anyone come back sooner or submit to any sort of testing or anything to come back earlier faith covered a couple of meetings ago with that temporary distance learning looks like but there were they will be offered that temporary remote education for when they are out of the building so and we would not be forcing anyone to come back while they are on a quarantine and we have we have prior to this being released we walked through exercises with each of our buildings to understand what the available space looks like for lunches and what our furniture capacities and everything looks like so that we could accommodate initially we were kind of panicking at the six foot but it was released at the three foot for elementary and as you mentioned junior high we will know who is seated where on a daily basis that's an assigned seat once it's it's assigned it remains that way at the high school level again that would be the flexibility of having both the socially distanced as well as not socially distanced seating and again it it's important to note that the social distancing of three feet and this is outlined specifically in the guidance that came out this morning as well that it's mouth to mouth three feet it's not three feet of space between individuals so it really right so really like your mouth to someone else's mouth may only be you know ten inches or a foot of space between you know your shoulder to shoulder area so i'm not questioning that i'm merely questioning the piece of student choice on whether or not they choose just to be socially distant and i'm a little concerned at the fact that what i'm think i'm hearing is depending on how many students choose that they would like to be socially distant at lunchtime they might not have that option no not at all we would make sure that we maintain enough spaces so that if it was chosen that every single student there would certainly be it just means that we would have more spaces as lunch as opposed to a cafeteria yeah we certainly can accommodate the choice of anyone that chooses to socially distance during that lunch hour and the again the time period that they would be exposed while actually seated to be able to remove the mask and actually eat depending on the number of spaces we have to utilize would become shorter you know the more spread out we are thank you i have a question about lunch as well and this may be a question for another meeting but i'm wondering what lunch is actually going to look like like are they going to have like get a lunch menu and your choices are you know a cheeseburger or pizza or salad today is this a sack lunch i'm assuming not the same as last year's sack lunches which is a lot of things you could take home and then later go ahead do we have that answer yeah hi ruth um so i've been working very closely with uh patty and jessica in the cafeteria and what we're gonna do is we're gonna have lunches that are kind of grab and go but there's still an option with some of the some of the like an orange or an apple sauce or if they take milk and things like that but uh we definitely are going to limit the options it's not like a free-for-all lunch um and uh we're gonna start with those grab-and-go options and will that will those grab-and-go things be posted as a lunch menu so my kids can be like no i don't want a ham sandwich today i'd rather just bring something from home bring something from home yeah we'll have a lunch menu with that as well so um i had another question about the quarantine options as as usual it's a little confusing um so there were four different options how how do we determine what option we're using is it like if so some of this is choice based on the individual subject to the quarantine the difference between day 10 and day seven is that you would be required to test at day five or after to come back at day seven so if somebody says no way i'm not testing they would be subject to the 10 days the difference between the 14 and all the other options would be that if we were in for example the low transmission and so masks were recommended but not required and that the return of coming off of quarantine early would require a mask and social distancing be maintained until day 14.

i have three children all three will be in bcsc this year and i hope pray that the decision of whether or not to send my children to school wearing a mask will remain that of me and my family i'm an engineer by trade i love data but i'm not going to speak to any data tonight because quite frankly in the few minutes that i have a couple minutes now we could all use that time to find data supporting and refuting both sides of this debate so instead i'm going to approach from a qualitative standpoint which when the data doesn't support one answer that's where we go only myself and my wife can tell you how our our children are responding and reacting and dealing with this situation when they come home each day from being in school for six to seven hours with their face covered no one else here no one in any school has to handle that situation their emotions how they are living with that and coping with it and that's why i wanted to be my decision and my choice because i know my kids and i know how they're going to handle it i'm concerned particularly about my oldest son when we told him that this decision might be reversed he immediately got emotional sorry and it all my heart sank to know that he was already dreading the thought of going to school with masculine the way he did for the last six months i'm concerned about my middle son who's in the legato program which we love love to death it's a perfect place for him but knowing that his mouth and all of the mouths around him for he's going to be spending 80 percent of his day hearing a language that he's not his natural language his native language trying to form those sounds and learn how to speak without being able to see the mouth of his instructor i'm concerned about my three-year-old going to bright beginnings and also not being able to see the mouths of those around him who he's learning how to form sounds and speech and how that's going to affect his speech development beyond that of course masks muffle our voice i'm not wearing a mask because i want to make sure my voice is heard and so there's just the acoustics of it so much of communication is non-verbal to see a facial expression from here down or completely completely changes the message that is conveyed from a person in a conversation imagine a child who's already reluctant to speak introverted quiet shy and they have to repeat themselves over and over so their teacher hears them what does that do to their emotional state when they're already reluctant to speak but they have to speak up over and over and over in front of a situation they're uncomfortable in there's so much more there's data again on whether masks are even effective or not and all of those things 100 compliance the fit the quality of the mask just even if it's clean or not my seven-year-old last year was proud that he figured out he could drink his chocolate milk through his mask that was a big car he loved it but how dirty is that mask and how often do these masks get cleaned is everyone washing their cloth mask every single night is everyone throwing away their disposable mask and putting on a new one every single day and so without a hundred percent compliance without quality masks without fit and form and function the mask cannot be effective could you come to a closed mr dunville absolutely um i i will close just by saying for me for my family the detriment of wearing a mask having to wear a mask all day long for my children far outweigh the benefits we know there are benefits masks do have some effectiveness i understand that but i also know that in our situation with our health with our place in life it's not worth it to me and i'll be very sad if that's the decision that's made for us thank you justin starts don't all right try to talk quick three minutes goes by really fast thanks for being here tonight nice to see you guys again i spoke last time about contact tracing this time i'm going to speak a little bit about mass and i'll talk about that too i took a few notes from the the slideshow and i noticed that some people had said that to you guys that you're putting kids in harm's way by not having a mass mandate that's probably not a good feeling right to be told that you're putting kids in harm's way um i also saw some people on social media saying that right that dr roberts is putting kids in harm's way the school board is putting kids in harm's way well i also saw those same people dropping their kids off in car line okay so you either believe in it or you don't and people that are sending these messages telling people that that they're putting kids in harm's way that then turn around and drop their kids off well you either don't believe in it or you're a bad parent by your own standard 88 kids in two days it's a lot of kids i would ask that after we leave here tonight to follow up on what i asked you last time would you send if you would send some emails to the indiana board of health to find out if we could reduce the contact tracing or get rid of it i want to follow up on that and find out if anybody's fighting for that because 88 kids need to be in school what are the numbers how many of those kids got covered did they do we do we care to know are we just sending them home so science shows us i've seen science show us two different things mass work masks don't work aerosols right that's the big thing on the anti-mass aerosols go through we're not seeing um the numbers rise where there's no mass mandate and we're seeing your numbers rise where there is a mass mandate it's it's pretty hard the data is all over the board but i've been told and this is what i'm most concerned about that because i'm a person that doesn't have a degree in epidemiology that i don't matter that i can't voice this that because i build fireplaces and work for an hvac company that i shouldn't be allowed to speak on this matter i've been told that on social media from other people that because i'm not an expert that i shouldn't be allowed to talk on it the last time i checked i'm an american and that gives me my right i'm a very proud veteran father husband and baseball coach who loves his community and i do have a right to speak today i will not sit down i will not shut up and i will not comply i said to somebody the other day aren't we all thankful that the world didn't listen to the experts in germany in the 1940s that somebody was willing to step in because everybody in germany was listening to their experts [Music] what kind of world would we be in if we were all just robots listening to our experts experts tell us we're not supposed to drink smoke do dangerous things live life experts you'll find an expert to tell you not to do something on a daily basis we can't just be robots we have to ask questions and we have the right to have a differing opinion mr stoke could you summarize yes thank you so i would like on behalf of my children to ask you guys to to not have a mask mandate and on behalf of all the kids that can't be here today that don't want to wear a mask they don't work they're not doing anything for these kids in my opinion please thank you sarah huff good evening my name is sarah huff i actually sent you school board and dr roberts an email today with a powerful three-minute message from a functional family physician dr dan stock who recently spoke at the mount vernon school board meeting and he's getting a lot of press he had a lot of things to say that really resonated with parents people and i've sent you all the data you guys can can read through that but i want to summarize for everybody else if they've not had the chance to watch that video he made some really valid points that we will not eradicate a virus not any more than we have with the flu that a vaccine is counter to natural immunity and fights the virus in a wrong way which is why we're seeing variants become worse than it would be with natural infection this vaccine does not prevent infection or spread it only lessens symptoms and that we're ignoring other treatment options for cova 19 like active loading of vitamin d ivermectin and zinc which have had success in preventing hospitalization for peoples with infections so i'm just summarizing that you guys can read it yourself but i'd invite everybody and i'll send you guys an invite to come listen to dr stock speak september 30th he'll be here in columbus i also sent you guys a study from the university of louisville which i think we've sent before that shows that mass did not predict lower growth rates of covet 19.

so it's been in place but again we haven't had to deal with the school-type event in session so um and and they just i guess they just shared this with us as of this past thursday but not not not a lie and again this this has been brought to our attention thursday and so it was not it was not on our radar until thursday it was local control at least what we thought in schools and then it was brought to our attention on the transportation piece i think it's because it just got closer to actually you're transporting you know a larger you're going to transport 30 40 50 kids in the bus potentially and you know your your airflow in there is not great you're seating sometime in there sometimes when there's not great as far as three foot to six foot spacing and airflow that's i think the biggest issue and there's nothing here but conversations were great i appreciate everyone or anything else there any other parts of this that we'd like to talk about there's spacing indoors with you know less than six feet or three feet no temperature screening washing hands disgusting generic hiding i think we need to kind of answer the question about antigen testing that wrong habits and then maybe change to add some information we got about i don't know how does everyone else feel about the language of encouraging vaccinations for 12 year olds to talk to their physicians i think encourage them to talk to their parents about it i think [Music] any other questions about school reopening plans are they where is this going to be published then we're going to work on getting i want to get information out after the board meeting here i want to obviously you know discuss the business piece because that's the biggest information that we want to get out to parents parents may decide that they will bring kids into school rather than have kids wear masks and that's possible or at least they'll have to be prepared we do have masks that will provide most people have their own masks and probably i'm sure they've kept them just in case and so but we'll still have those available if needed but we're going to get this information out as soon as possible to parents so we'll do the website we'll probably do an ever bridge as well and get it out too for via twitter social media as much as possible as fast as possible so good question thank you okay we'll move on to board reports anybody has any other information to share at this time is there any topics that you would like to have for the administrative retreat just send them to myself and christy and we'll work on getting that prepared for those two evenings move on to contract approvals and appointments approval substitute bus driver classified today this just ties into our change changing minutes earlier move them into july 2012 2021 substitute bus driver pay them out of 2038 34 and approve substitute bus driver pay an amount of 20 and 38 cents [Music] okay um motion passes 6-0 handbook approvals there's five handbooks there lots of information i think the changes were marked in red most of them very few changes look like anybody have any questions or comments regarding handbooks oh my god motion a second to approve handbooks has presented everybody vote on computers motion pass is six zero next item is the enrollment fees and meal prices some of these are two a line is that correct with recovery monies yes um with the free meals pieces and we again the enrollment fees and the meal prices we had to wait until we actually got the official information from what is it the fda or yeah the fda on the information there and so we did get that information you see a chart there for uh for prices and chrissy i don't know if you have anything else you want the main thing here is that the adult meal prices went up we're getting a larger reimbursement on the kids meals and if we didn't meet the minimum of the adult food price for example and we kept it lower we would have to make up those the difference out of our general fund and we often not to do that it's under five dollars did we finally end up last year on the link with accounts was it those got paid off by somebody is that right we had help from uh some local groups that did help us out with the delinquent accounts yes because of the meal situation you guys have seen this in the financial piece because we are able to feed kids free again this year there were a number of families that had really substantial amounts built up in their accounts we ended up doing petty cash check payments back to them because we oh i needed to that's their money and they had put that money in last year and they don't need it last year they don't need it this year so we made payments back to them to get their balances back to zero the parents can add they can put money on their kids account if they want additional like the dollar card items they can do that and add to their account but we felt like we needed to get those back to zero because there were some there were some you know parents accounts that had hundreds of dollars in there so we went ahead and did that but yes it has to do with the you know the adult meal prices you have to charge a certain amount or we have to reimburse that through the general fund and still again like christy mentioned the lunch for the adult is still under five dollars and it's a good meal and the breakfast is again 265 which is under three dollars for breakfast and it's a very good you know diana hess and her crew did a wonderful job and we were able to reduce the the enrollment fees uh just because we feel like that our current cash balance in the in is good enough and we give our parents and families a break it's not a lot it's five dollars less but if you have two or three kids it's a little bit of something so we try to obviously look to do that and that that's helpful for our fans a motion to approve enrollment fees and meal prices for the 2021-2022 school year as presented okay everybody zero [Music] correct we currently right now we share this information with you we have three cars in our fleet right now i'm not talking about vans but cars uh 2012 2012 chevy impala has 92 302 miles that's a car that's usually down here at the central office that we use when we go to different trainings and stuff like that or the bus barn they need it for different trips they they come down and get it as well the 2017 ford fusion we bought a couple of years ago a really nice vehicle 30 707 miles and then 2018 chevy malibu uh has 24 805 miles those are the three cars that we have in our fleet right now again that are not vans um so we really are short on on cars that are in our fleet right now i'm talking with brad griffin uh all three of these cars were used for driver's education this summer again we had some staff that were going for trainings or for you know in-services and stuff like that that one or two staff members they were taking a van because we didn't have any cars to send them in so that's not the ideal situation is to send a van with one or two people in there so this is a vehicle that's kind of in between in a car and a van it has a capability to seat seven i don't know if i want to be the seventh passenger in that vehicle because it's gonna be a little tight in there but i think it has the comfort and the ability to see comfortably five to six people and it's a good it's a real good vehicle it's a one-owner car that promotes on a lot that they did um they were the only we received one bit and that was the only bid we received um and this i'd say this car will help meet some needs with like i say that auto piece but also with uh um if we need to send five maybe six people potentially it would be able to be used for that as well it'll help us with the driver's education during the summer and we can use some of our capital outlook funds as well as driver's head money to purchase this vehicle so and with the vehicle shorting right now we would like to actually would like to acquire another transit van uh a 10 passenger van but we don't know um everybody has told us that you really can't even put in a a purchase for a new van until 2022 and he said i don't know when yeah that's going to happen and that's kind of anybody in the dealers just around here so um a little fearful that again our fleet is a little bit lacking as well as we're careful we don't know when we're going to get the possibility of the autos that we would like to you know potentially have like a 10 passenger program so anyway with that i don't know if you have any questions so was this budget for this year it was it was it was yes um we had a car budget or a vehicle budgeted at about right under twenty thousand dollars this is a little bit more uh but the reason being again cars have taken a jump um ever to indicate to me that this one he bit was probably about three or four thousand dollars less maybe 10 12 months ago you're looking again cars used cars and new cars have just taken a job what's the mileage on this car it has about 65 000 miles one arm and it stickered for i think if i remember right about 46 47 000 brand new other questions that you may have are these other three vehicles um we feel these three that we have now are are very reliable and we can send these out of town to at any point in time all three all these vehicles matter effective administrators directors they want to drive them out over the fusion probably more so than the apollo because it has some nicer memories it has a usb plug-in it has just a little bit it drives a little nicer it gets better gas knowledge too but anyway so those are those are three that are very reliable responsible trustworthy vehicles the two that we did we ended up selling this at the summer they wouldn't pass inspection we had two vehicles i just don't feel comfortable having those in our fleet if somehow some way they end up getting sent out and we have a staff member stranded on the road i don't so we got rid of anything uh that we would not pass inspection and would would only be a like an adult type a driver if you will we wanted the vehicle to be able to carry not only adults but also kids safely motion to approve the bid from chromebody chevy for 2016 to chevy traverse in the amount of 26-198 all in favor opposed on your computer do you remember what caused the other ones not to pass inspection they had mechanical issues that were going to cost too much to repair like for example we had a 2010 chevy impala 134 000 miles it was showing an engine check engine light soon to be able to fix that with the dashboard and the technology piece it was going to push over like over 1500 i'm just curious good good question motion passes 6-0 look out for those kids no issues for executive session move on to closing items for debriefing i want to thank everybody for their discussion on things that are very important to our district and our school and our kids and every opinion is very much appreciated for the discussion so i appreciate that the kids any other questions comments before we go okay thank you the dioramas here from the summer school groups they did some different projects with some books they read so

yeah okay and that's taking all of my extra kids out of the classroom they're in the self-contained classrooms or they come with with para support so then they have an extra teacher that comes in so i don't count all of that so any other questions great then do we have a motion to improve um i'll make a motion of the approval of the addition of one kindergarten teacher at territorial in a second second all in favor thank you thank you go higher all right um item eight b edition of three perfect per paraprofessional bus aides so right now we have three staff members that are assigned to schools and assigned in um i believe all of them are in in self-contained classrooms and then they also do bus duties so they they actually cannot spend as much time as they're supposed to in that classroom because they're also doing special ed um they're on aids for special ed buses so that's where we have an extra body on a bus that transports especially kids for safety reasons we want those kids to be safe and so there has been concern amongst the principles that we're pulling these staff members out of the classroom really they need to be in the class so these three positions would replace those staff members um so that we would have dedicated aids on school buses not just trying to fill up somebody's to 10 hours and taking them out of the class when they really need to be in the classroom it's more hours and we we actually need to need the time we're actually short we don't have um aids on every single bus right now especially its bus so this would help with that um and so we would take away their time that they're on um the buses and that difference would be about ten thousand i'd say about ten thousand dollars um they would get a little bit more in the classroom so that would they would lose all that time um so they're maybe in the classroom only eight hours maybe in the classroom nine hours so they make it gain an hour of time in the classroom but lose two hours of time on the bus so we have a discussion tomorrow because there's some concerns about this but this um this would give us the flexibility to follow through on this if we find it necessary so as i understand then john the paraprofessional age that we have now will be able to stay totally in the classroom and these new ones will be for bus service exactly right exactly right anyone else have any other questions regarding it all in favor all right we have two certified a certified sub for classified um employees five classified subs three resignations one certified change six classified changes three coaches six extra duties and and i warned you 114 time sheets so um it should slow down now that we're not doing as many time sheet as much time sheet work unless we're done since we're down in the summer um but that gives you an idea there is a supplement so make sure you refer to the supplement as well all right any questions on the personnel report because everyone have time to kind of download it okay motion to approve um personnel report with a supplement to make a motion we approve the personnel report with supplement second all in favor thank you okay item 9a the approval of the proposed 2022 political agenda as mr schull mentioned before we don't have a representative for the um delegate assembly but if i'm correct these are the ones that we kind of came up with that we emailed right so this this was emailed to asda they took all the dis member districts comments and this redline version so these are the the changes and additions that they made my understanding is they're not going to address every single item we're just going to address the changes that were made or recommended and keep it at that i'm trying to remember what ones we submitted i mean yes please what is um so on the second page her first page what is the definition of useful life building on the buildings that's something that would be in the school well it's i think it depends on the construction for example um the kirkland school um but they have a building over 100 years old i believe it's what's that i said what how did you have a comment wow over 100 years old but in addition other problems were was built in a flood plain so it's they've been flooded out they've been they've had classrooms set up in their cafeteria on the stage in their library so they received three million dollars to replace their building where you know you have um newer buildings that have may have exceeded their useful life then you have really old buildings that were built really well that may still be useful so i think it really depends on the construction and use of that individual building to determine what its useful life is but that would be something that the sfb school facilities board would be um i would determine in addition to you know any engineers or architects or contractors that a school a school district could provide to show hey this this is crumbling we need help there it's actually an engineering term and the basis of it is when it costs to repair the things that need to be repaired exceeds the cost of replacing the building that's the use for life that's the engineering the technical engineering term so you know plumbing has to be repaired maybe more quickly than the walls do roofs go off more quickly but each of them has a component useful life you've got to re-grow every 10-15 years so the bottom line is when the cost of repair bringing it up to current code is more than it costs to build a new building that is the use for life okay make sense now wasn't particularly crazy about this last sentence did you say that it seems like it's a little poisoning a legislation that has this intent to lessen or curtail the legal authority in school boards blah blah it seems like that could be messy especially when it comes to the masked mandate or no well i think they're just i think the one of the one of the main tenets of the asba is local controls and that's really what this is saying they want a school board to have control of what happens in its school district because what chino valley is a lot different than phoenix kingdom you know alfreda which little tiny school district is different than flagstaff say so they want the school board to have the authority to make its own decisions and so that's really what that is um you know and with matches a lot of people think that each school board should have the authority to make it and that's and this this would so that what they're doing is opposing any statewide mass mandate is what this this really would entail um and other there's other and it's not just masks but also it would also oppose the no mask mandate great so no matter what correct correct that's it's just investigating right well it you know and yeah politics is a mess yes and that's really what it comes this this is really politics and yeah oh i have just one question myself on it and it goes to this uh improve outcomes one where it talks about uh standardized testing rethink and redefine the role and purpose of standardized testing develop meaningful assessments it sort of implies that they their existing language they don't like standardized testing uh am i reading something into that that's not there you know i'll let cindy comment on that in just a second but i think what they don't like well a couple things we've had multiple standardized tests that haven't been consistent over multiple years and they sometimes use standardized tests in ways that are not appropriate um i don't know if you have any comments on that you know results could be punitive when a school had little control over it for example how the students did or didn't do and i think too when it says meaningful for example our azm2 that we gave for a few years and then didn't give because of it and then gave you know um none of the data that we receive can be tracked to specific standards it's so broad brush stroke that it's virtually meaningless it gives you something that's in such a large aggregate that it's not a meaningful assessment all it allows is for the state to assign letter grade or use it in a computation for assigning academic value to a district but then in turn and carolyn would tell you this it's not useful to make instructional decisions on and so we waste lots and lots of time on standardized testing that doesn't help us be able to improve instruction or student learning outcomes and so i think that has been part of it that's driven it is you know we had a period where the information we got we could drill right to a you know a particular strand concept standard and that era is passed by and then i also make physical decisions based on this there's school districts reports that get rewarded for these test results that other districts will never have an opportunity and in our case territorial has no we'll never had is it impossible for trump so um you know that's that's other that's kind of what they're referring to i believe well cindy is this the way you would word it i mean the whole thing sort of is just strange and i understand exactly what you're saying been around long enough to remember the old the old tests um it just the whole that whole section just sounds curious to me um we're not gonna be there so we can't bring it up but uh what you're saying makes all the sense in the world and i'm just curious as to where you see asba going on this are they saying restructure it or redefine the purpose would you find the technology where are they going on this you know my feeling is is that don't use it for punitive measures when it doesn't when the same assessment doesn't give schools an opportunity to understand where they need to improve specifically so i think it's the disconnect but then it's not just like the state board of education as much as anything else then and it falls back on them and unfortunately there has been because of the way arizona approaches standardized testing we've it's become far in any permission for a decade or more is a political football it's a way to assign value to districts that are more affluent and assign less value to districts that aren't or have higher mobility rates or you know things like that and so i think meaningful in turn helps you know better how to help the students learn what they need to learn and helps the parents understand what did my kid learn or didn't learn this year and we've fallen we've gotten really far away from that and it's been very frustrating because it feels like we dedicate so much of our time to something that doesn't help kids and so i think that's where they're going with it and you know there's been a step in the right direction moving to the a.c.t platform at the high school like when we did away with kids having to pass aims to graduate from high school then there were you know several years where there was no skin in the game so why try who cares it doesn't matter if i pass or don't pass but then the school's punished with a bad mark because the kids said you know right and then but moving to the a.c.t platform there's at least the like theoretically it's if a kid knows that they can take this test that somebody else is paying for and use it for college admission then maybe they'll be willing to do better so they don't have to pay to take it on their own so i don't know that that's going to rectify it because not every kid is that forward thinking i'm just saying at 16.

that trip two three years ago and it was a blast it was a super good trip first time they did it and you know the kids experience to get to actually play at disney and then the other one was a backstage tour of how they produce it was it was just to me it was really all the kids loved it and i don't know steve and i liked it better than the kids did it not counting the rides and stuff further discussion okay mrs allen yes mrs price yes mr oxford mr hillary and mr mcgivern yes thank you motion passes ptc calendar 2122 motion to approve the ptc calendar second any discussion okay mrs allen yes mrs heist yes mr australia yes mr ellery yeah and mr mcgivern yes thank you okay uh trip to washington d.c any discussion on that no we're just going to keep our fingers crossed that it happens and we need your approval in order to proceed with the fundraising and starting with your parents mrs allen yes mrs yes mr austin mr so we do have and you've seen some of our morning videos we do have a lot of students participating in the av club um this is strictly strictly tax credit funds that we use for the club sponsors to support our club's boards and tutorials okay all right how will we approve the audio visual club additional sponsor i think it's very refreshing to see the kids do the morning announcements um versus an admin person doing it no offense mr it was wonderful but uh it's run its course but it is i think i remember being called to do that as a kid and i still remember that and that was many moons ago so that was i think it's really cool question yes will all the others will the stipends of all the club members uh all the club sponsors be raised to 500 a quarter so they're based on the number of times that they meet in the quarter is how we have a scale of what the they're able to earn as a sponsor based on the days and the hours that they need so this is moving then last year we had them at a lower rate but because of the number of hours they meet and the number of students they service they qualify for that additional standard how does that stipend me is there a list of the clubs and the sponsors and the stipends that is available yes i'll make sure to send that to your questions mrs ellen yes mrs yes mr australia mr ellery yeah and mr mcgivern yes thank you we have a purchase order action communication new staff radios so we are bringing this before you tonight um a lot of our staff radios are old the batteries within them are old so they're having a difficult time maintaining a charge this purchase would allow for 75 new radios it would also include six senior staff member radios which would have the ability to reach out talk with buses and where the other 75 would you know just be inner area communication this would allow us to get a radio to every staff member that would actually need one versus those that are out there now without radios so um this uh the reason why we're using action communications again as at the last board meeting you approved them as a sole source vendor because we use their antenna array so we ask that you approve this purchase for twenty three thousand nine hundred eighty three dollars and nineteen cents for new radios but i did quite a bit of research on it and we are getting a discounted rate yesterday or radio this is what it is i cannot tell it's pretty good price i can attest to that fact my company uses quite a few of them and they are there's nothing cheaper so thank you budget revision one is clear 22. all right hard to believe that we're only two months into the fiscal year budget revision number one um this is the latest forms from ae so it has the updated amounts you will see that our total budget went up in our mno account by two hundred and five thousand eight hundred and six dollars our capital fund went down 6 278 and i'll explain that in a moment and our federal projects went up 11 the reason why capital budget went down that 6 200 is we didn't move as much money out of our eminence fund into capital as we previously had one of the questions that board members have been asking because we are a give back district some board members have asked how much money is actually going back to the state for them to reallocate to other districts continental is giving back 409 440.55 that is the amount of money that the district is back to the state to ready to reallocate to districts who cannot fully cover the amount for um for schools across the state um i just wanted to quickly go to the page one of the budget which is the mmo fund just to kind of give you a high level overview so what i did is i actually went through and i looked at what the differences from our adopted budget to the current budget are so i'll just kind of go down the line real quick and you can so they can see that it's probably about as big as we can get it yeah so for line one which is our 100 1000 which is regular education under the instruction category when we guys approved our adopted budget that was at a 10.1 increase it is now to 16.9 line two uh the adopted budget was 43 this budget is 42.6 percent line 3 remained the same it went down 9.4 line 4 the adopted budget was 36.9 it is now 16.7 line five the adopted budget was down 3.2 percent here we're down 3.5 line 6 the adopted budget was 2.4 increase and this was a percent increase line seven the adopted budget was a four point two percent increase this is a three point nine percent increase lines eight and nine remain the same line ten the adopted budget was a 73.5 increase this is at 54.6 and lines 11 through 14 or 11 through 13 remain the same and the overall regular education budget that you approved for the adopted budget it had an overall increase of 10 percent this budget has it as a 13.9 percent increase as we get into our special education pupil transportation and our k3 reading line 15 which is our instructional line for special education the adopted budget was at a point four percent it is now a 5.2 percent line 16 was a 0.1 this is a 1.9 17 18 and 19 remain unchanged line 20 was a 0 this is now a 3.6 increase and everything remains the same until you get to line 24 where the subtotal for special education where it was an 8.8 increase in the budget is now a 12.8 percent increase within transportation the adopted budget was at a 28.5 increase this is now 14.1 k3 reading which is line 29 it was a 12.1 it is now 11.7 and the total expenditure line on line 30.

okay my question about the test to stay i have a couple of questions one is in regards to students who are asymptomatic and they receive a false positive like what if you test you're exposed you test positive on day one you have no symptoms can you test again on day three if that's negative like so the the rapid tests or any any school-based testing if someone tests positive the recommendation is that they go out and get a confirmatory test before it's a true positive okay if using your example someone were to test positive within our school we certainly would record that positive do the contact tracing and move forward with having that student begin the 10-day but as a parent i could then take them somewhere absolutely yes it's more accurate confirmatory yep and then who's paying for these tests to stay rapid tests the state of illinois is offering testing without charge to any district in the state they offer two different forms of that one is the shield program which is a saliva based test where students would spit into a small tube those are collected with a barcode that's we would know which student that ties back to those are taken to a state lab where they're tested the results are then typically available in less than 24 hours back to the parents the other option is the binex which is the same test we were utilizing for athletics at the end of last year that is a nasal spa but it's not the real deep nasal swab and those are rapid done it's a card the sample is taken and then put in a card there's drops on it we know within 15 minutes as well both of those can be administered tested and reported back through the shield program so it is our intent to have a relationship with that program that would allow for us to offer testing at least a few days a week within our buildings again it would be parental consent required and it wouldn't be required that the testing be done by the school if someone would prefer to use their doctor's office or pharmacy or somewhere else to get the testing done that's certainly allowable and it's rare for us to kind of know on day one about the exposure so the guidance does discuss that as quickly as you can kind of get on that testing regimen with the focus really being around day five and day seven of that exposure when it's most common for those to be read on the tests thank you you're welcome they answered it and these quarantine options have nothing to do with whether they are vaccinated students or unvaccinated students they do so quarantine in and of itself the definition of a close contact as long as someone does not have symptoms if they were a close contact to a known case of coven 19 and they are fully vaccinated or they have had a confirmed case of covet in the last 90 days or can demonstrate the presence of antibodies then they are not subject to quarantine as outlined from the idph so this is only that all of those were not factors and then we would kind of come into this scale and determine um based on both whether or not masks are used universally as well as whether the family chooses to want to have the child tested depending on which day they are coming back i have one more question then does this shield program also cover the antibody testing or only nope it is a screening testing program that's utilized the primary purpose of the shield program is to identify asymptomatic cases within school settings where there could be challenges to physical distancing and or consistent mask and other mitigation measures employed and some schools are utilizing it and we've had some conversations with them as well it doesn't mean that it needs to be utilized school-wide for all students in order to have that in place in our school we may utilize it for example in our high-risk sports population or have it there for the optional testing but this would not be something at this time that would even if we begin that relationship with shield would not be something that is being offered to all students and staff on any sort of regular basis at this time and the 14 day option that is really just for families that prefer that option or if we had gotten to a situation where we were no longer masking our social distancing correct correct and additionally it does require that so depending upon what the student's activity level might look like there could be restrictions on extracurricular activities if they're choosing not to test and those sort of things so the true definition of close contact is still six feet or closer for 15 minutes or longer and requires a 14-day quarantine what the guidance that came out from isbn idph and cdc specific to school settings has done is attempted to put the focus around how to keep kids in classrooms and to prioritize in-person learning ahead of some of that so while they're not willing to say that there's no risk in coming back at day 7 or day 10 when we employ these other mitigation strategies whether that's testing social distancing or masks that that really reduces that risk significantly and that the presence of the student physically in the the classroom would be a priority and i do have some concerns that while we're insubstantial or hot that we're giving this lunchtime option to secondary students because we're we're saying that they have to be masked all the time but then in the one unmasked situation that they are in school we're saying go sit with your friends um again some of that was based on the guidance that says that fully vaccinated do not need a distance while eating so we are not requiring uh to know who is and who is not vaccinated but we are allowing the opportunity for someone that is vaccinated and to not need to follow the the rest of the considerations here it is it is very um it is very you want to be able to stay at the meeting you're going to have to be quiet okay okay thank you have a good evening again the district is not um asking for vaccination status and will not be seating students based on their vaccination status that is a choice of students to choose we will have the opportunity for students to socially distance for those that wish and those that do not and yeah all that i'm saying is that since um right since we're asking for masks they're mandated that that seems the most high risk time to then have that choice and i know that we run into all kinds of issues with spacing and and absolutely staff and everything so i'm not trying to be nervous absolutely the guidance does acknowledge that it definitely acknowledges that and and openly states that that is likely the most challenging time for schools is meal service time but again we're asked to prioritize the presence of students in in school all day every day and that we're should maximize our physical distance wherever possible but but again to remind us that while it's recommended that physical distancing be at least three feet and that it is not mandated that there be three feet so again i think it's we are not alone in that struggle and where what spaces we can put students to eat and again going back to what are some of those requirements in order to have an area serving as a cafeteria in regards to access to water and hand washing and you know the services and all of those kind of things that that play into that as well but um going back to mrs doyle's initial concern we certainly have the capacity and ability to accommodate any student that would wish to have that minimum of three feet at the secondary level and we would have that choice beginning at the junior high level but at the elementary there would be at minimum three feet between each student and did you say that students will have to choose their seat for lunch in order to junior high does maintain assigned seating seating charts so we'll know where they're at for each lunch period that is not something that we do and is not something we believe to be really feasible for us to attempt at the high school level to know um you know who is seated where there's a little bit more there's quite a bit less time for that and getting them through the line and even to a space to attempt to eat something is very quick and so any additional measures that we were to add into that would take away from the the time that they have to eat so again it's that unfortunate and not ideal balance between what we feel is safest compared to what is feasible for us in order to have students attending full-time in our buildings i have a question about staff since you guys were just talking about staff so we have some staff in our buildings who are not vaccinated right um a it's not our intent to force this correct correct and then b i know that last year there was i'm trying to remember what it was called this might be a mooring question but if a staff member goes out on the quarantine it was the kovid days is that what you're referring to is that still or is that no no it is not under ffcra yeah yeah no that expires september 30th even if you had extended it correct yeah so that again the quarantine would only be required if someone was closer than three feet when we're in a masking situation and then even given that they have these different options so if they were to test to stay they wouldn't miss any time away but any time that is missed would be their normal accrued sick sick leave time available to them okay i just wanted to clarify thank you teresa what about mass breaks so we are encouraged are started at our last administrative retreat and encouraging our staff to when weather is appropriate take things outside so you know flexible seating options a gym outside anything that we can do to try to kind of offer that that time away from masks in addition to of course the lunch time and then temporarily you know removing them for a drink or you know eating at any point in time that is all certainly allowable so we are encouraging staff and we hope that while weather is nice we're seeing classes taking advantage of that masks are not required outdoors we are utilizing our playroom spaces and our playground spaces and having recess time for kids without masks great thank you question in regards to the sick leave so i think i heard you mention that it would end so if a teacher was sick is there any additional consideration for the number of sick days they currently have given that we're in the middle of the pandemic or is it the same number of sick days and they would likely exhaust them if they were out on a quarantine it's the same number that they have the teachers also have their own sick bank as well that they can uh ask for additional days through the reunion i think one last question the great gator vs mask debate so that was discussed in the faqs that came out again this morning it it does say that the cdc doesn't recommend gators would that have a single layer of cloth however a single layer folded over to be a double layer or an athletic gator type of face covering that's two layers or more are considered acceptable thank you so it's really just to a two layer regardless of what the face covering if it's the mask with ear loops or a athletic gaiter any other questions for teresa i just want to say thank you so much for all the hard work that went into this i know i had the opportunity to see it many
