any questions thank you thank you and grace is not here patrick young my name is pat young i'm from here since you live here over 30 plus years you say you're from here i have served on previously on a school board i've extensive time spent in education various positions as teacher all the way to leadership i think i have a lot to offer as far as expertise and good solid foundation opinions to to the boards and to members of this district that's the reason why i'm offering my services now any questions thank you kim i'd like to start off by thanking all those who did submit a letter of intent to want to serve with us on the board it is greatly appreciated and it is fantastic that we get four highly qualified individuals uh that are willing to take from their time and and help us on this board that is so important um so thank you all very much for your time as we spoke before kind of how this process works we come to a decision as a board on who we'd like to make the recommendation to to our county superintendent uh that information is then passed on to him and then he would reach out and make the appointment so uh let's have a little discussion ideas thoughts just taken a couple minutes okay this is awesome um [Laughter] vested individuals is dare we say that whoever is not select or recommended tonight should run the next time since we always have difficulty finding candidates to run [Laughter] empty nesting i know that uh empty nesting was kind of ingest but just so our people who did submit these letters understand uh this position is for the remainder of the term so it'll be till the next election cycle um at which time we have two other board seats that will go up for election also so we will have three positions at that time correct we have three i think that's right i can't ever quite come to the end of hers yeah i can't ever quite remember the end of yours timeline you're here for a while right i thought you and brandy i did a two year he did the two-year one that's what happens and nobody applies i could take your road i thought your two years was up and you just ran no i did a two-year so yes good times are you sure no i'm sure yes you're the two four years yeah that was the two year there was two four years and one two year position so i did the two year they took the four that was nice of me okay um who would you like to nominate i really wish grace would have been here i don't i know her through events i could start on paper i uh like once again like i said we have some amazingly qualified um looking through them all uh trying to figure out who um would be a great fit for the board and kind of fill some shoes we lost with doug we had mr lutz with us for a while who was very well versed in in budgets and in the ins and outs of how all of that legality works um the one that stands out for me is mr young serving as an assistant superintendent uh transportation director he's been uh food management all these things he's got listed on here for us uh gives him an insight that we lost when we lost doug so that's something that i know that i appreciated was nice to have so i would like to nominate mr young to fill that position do we have any other nominations i can't pick i can't pick i'd like to make a recommendation for teresca looking at her information and the things she's done and being a product of the community staying in the community coming back to the community just i wish i could nominate more i really there's a couple of that i mean there's one that's like sitting on top of the other um it's this is very difficult i wish charlene stayed i agree i mean can we phone a friend all in your car i know i i wish grace would have been here to speak because on paper i mean she looks pretty good i've been a few events she's done in the community she's out there she's doing makeup bullhead better she's worked in the school systems she's involved in all kinds of family and community events she was humanitarian of the year and i'm looking at anna who's who's got a background in education and has worked her way up from the ground up and nose mat i just i honestly i don't think i can pick between the two of them i mean it would be like picking a number out of a hat honestly for me and trusca has a very good good background mr young has has experience i mean we have four very good candidates it's and then that's where it becomes hard we've done this many times until right before we sit down literally yeah there's no time okay and then i tried you know i try to i kept waiting for them to come in the email last time they came as they came in and i did post i mean i tried to post them just in the part that you all could see yeah and i'm sorry about that but i did see that in the draft well i put them in the administrative part so they weren't in the you have to log in to see them because i didn't think it was appropriate for the public necessarily to see all the letters so yeah they should see the letters they're all really good they are and like it would be helpful huh i've been here for too long and um been through many of these appointments and honestly i could say we've never had this where where was okay we don't want you know this is it is very difficult so when i was looking at this i had to kind of see where where i believe that we need the most help and to me losing doug we lost a very knowledgeable individual who who knew the budgets knew how that worked who's been in that situation before that's why i made the recommendation i did i would love to have any of these people serve on the board with us and you're right it really is which which number do you draw out of the hat so that's kind of where i was at i step down and nominate too i'm not sure how i'm not sure how mr file would appreciate it but i suspect you can you could submit all four names to him and let him decide but i i think he probably would not like that no he he likes to he really likes the board to make the recommendation he will not make a decision yeah very much he's very much and you know wants to do what the board wants so i mean realistically for me it's kind of like an eenie meenie miney moe between i i just it's nice having a tough decision sometimes it's a positive side it is glass half full i know charlene had an opinion i wish she had time you know but she had to go my stack is just keep shuffling such a good resume for you aren't we supposed to make a decision in 30 days that's why we have to revisit oh okay yeah i'd like to nominate grace okay so we have two nominations any more three nominations you have three three sorry we already did somebody different man so we just need shirley here for a fourth nomination of four people different because that's what would have happened we can choose not to fill it until the election but that's not good yes you can but that's not a good one that's not a good choice i just like to have more time to discuss because what because with our nominations you know i i didn't have questions and now i'd like to ask questions ask questions then so you've got three of them here you can ask questions yeah absolutely call them up you can ask of the three yeah um okay so mr young um you've served on the high school board and then you've worked in the elementary district for many many years can i ask why you chose to serve on the high school board the first time and then why you came was off most people running for the school board they were interested in serving the community serving the students and serving the parents and uh yes like most people who run for school board they're interested in serving in the community serving students parents staff and that was my desire and i resigned from the board after a couple of years because it got pretty toxic and spent most of our time just listening to arguments and it was going nowhere that kind of deflated my reason for wanting to be on the board to begin with um i don't see that happening here and you know i have a lot to offer so yep definitely i'm a good guy anna mr young oh wait hold on you what what would you hope to accomplish if you were a new member on the school board well my expertise as far as the district is concerned is involved with leadership as corey mentioned budgeting transportation facilities i was in charge of all those things at one time or another um i know the processes that go on in the accounting department and what it takes to uh to make sure that we adhere to all the rules and regulations i pretty much understand the requirements of board members as far as open meeting laws and the things that that regulate what we can what we cannot do more importantly i think that having been a principal for a lot of years i think i understand staff concerns i think i understand things that support the staff and i think one of the things that i'd like to offer is is just not my uh expertise but my suggestions and my huge interest in making sure that we can bring the the uh most qualified people teachers into our area and then keep them here not let them go after they've experienced a summer here and that's really important retention of teachers i just feel like going first you you may not have had an opportunity to kind of express more things yeah because it is really nerve-wracking being the first one to go and keep it short and sweet and then you're like oh man yes i should and i feel like you need an opportunity to kind of give us a little bit more and and tell us tell us a little bit more why you're interested um okay so one of the issues or probably one of the biggest issues that we actually have in this area is teacher retention one of the analogies that i've often used is this area is kind of like the mcdonald's of the job world where teachers come out of college they come here to get their few years of experience because any other a lot of the other schools that pay more have a lot more incentive they require teachers that have a few years of experience i've seen charter schools where you have to have taught for at least five years before you can go there or private schools and so i kind of feel like one of the big issues here is that we are mcdonald's they're coming to get their experience and then they go and the biggest issue is retaining not just teachers but highly qualified teachers teachers that actually meet all the criteria of being good teachers so that's the first thing that i'm really concerned with and i would like to have the opportunity to look at the data look at the numbers look at things like the budget and stuff like that to see where we can actually apply things to have good teacher retention not just teacher retention but good highly qualified because there's teachers that we hold on to for 10 15 years that we would really like to be the ones that go you know what i mean so it's like how do we incentivize how do we make sure that the teachers that are staying are the teachers that we want to stay and then how do we drag those other teachers in or pull them in to where they can survive our summers as well or make it worth surviving our summers the second thing that i have a concern with is regards to feeder schools so the elementary district is a feeder school into the high school and i teach pretty much the honors mathematics i've taught it for a long time and i can actually tell where my kids are coming from based upon the data that they present to me so i know what schools they're actually feeding that are feeding into me and some of that has to do with perhaps the curriculum or the way it's being applied in the lower grades and as someone who's getting these kids and i'm trying to make them not just competitive in arizona but competitive in the world and we all know how those math you know math plays into funding and to all the different things because there's so much that's tested on it but it's like getting these kids actually to engage themselves in mathematics and also engage themselves in reading not just reading for reading's sake but to actually be able to analyze and to be able to critically look at every sentence and figure out what's going on so good reading comprehension that's a huge thing to me it's not just reading it's not just getting them to read a book but be able to analyze that book and to look at that book and that comes into math education as well because now you have one of the hardest things to read is is a mat is math and we use a lot of different language and it is like a foreign language and when kids are able to analyze and break those things down they are more successful and so i've seen the progression of these kids over time and where they come from what they bring to the table and i would like i feel like if i had the opportunity to address some of those issues here that we could have children going through the school system that are being much more highly successful and much more driven and having that that ability where your situation your home situation is no longer thing as i said in my letter and as of course as you guys know from previously i was high i was homeless through high school i was actually homeless through most of junior high as well we had a small place for a very short period of time but that was about it and i experienced multiple occurrences of not having supplies or not having what i needed to meet my education and at that time it wasn't as big a thing the mckinney-vento act didn't come into play until 2001 and i left in 2002 and then of course by then i wasn't telling anybody what was going on and most people didn't know um so to me having that that equitable learning environment obviously not equitable equity and outcome because you can't you can't really do that no matter how much you try but to have that to where everybody has the supplies they need and everybody within the classroom is has the ability to be successful and to create an environment where self-efficacy is the driving force behind everything that they do and they're not held back by their home situations because they can right and to really limit and provide the type of place that gets rid of that mindset of what i would call mediocrity okay and so that's i feel like if i could be a part of that that i have something that i could offer because of my experience and those things because i know what it's like to be the kid that had without and what the kids who don't have need and the support systems they also need because i feel like the education system also also a lot of times we put a lot of money and effort and to prevent like preventing kids from doing drugs but we don't put a lot of effort into supporting the kids who are already saying no right it's like we're trying to stop you from doing jugs and then you have the kids in the background who are like well i'm already saying no but i need a support system but we kind of ignore them because they're already saying no so yay good on you you know what i mean so i i definitely love the idea of being able to offer those kinds of things and think of those things and possibly get that kind of support within our school system thank you thank you anything else what do you see as a school board member's role in responsibility um i believe that the school okay so school board's responsibility i think is definitely to the community first and foremost and the parents within those community the community um i am definitely a parent right so i'm looking into the community and to what those parents you know obviously want there's things that i want there's things that i look at and stuff but then after that then it's going like to the students and the reason i say parents to students is because you have a lot of parents who are very supportive of their kids um right they will give everything into their children and then you have parents who aren't we all know this it's a reality everyone wants to talk about how like parents choice and parents this and i'm a parent and i understand but there are kids who just don't have that and so that responsibility for from the parents then goes to the kids if the parents can't if the parents aren't if the parents are not willing then my responsibilities to the kid and the kid first right so i that's kind of how i'm looking at it because i don't want to just bypass that parent does that make sense when the parent is a good parent and the parent is doing their job as a parent but then the rest is to the kids and then of course when it comes to the kids like how are they seeing the world and how is their their world view being affected by the situations going on in their lives because one of the things about growing up homeless and having parents that did drugs is there was a lot of kids i was surrounded with that were making the wrong decisions and a lot of them felt i guess you would call like that um not a complacency but almost like they an acceptance of their immediate reality as their future right and there was no one really offering them that alternative and stuff and so when you have that situation where it's no longer the parents and they're not actually doing their job then to provide those kids with that almost like that family that they need to remind them that their immediate situation is just that it's just now but they have full power and control over what happens next thank you nope thank you okay thank you well we might as well say come on everybody else got a chance to speak again let's all right is there anything you'd like to add um actually i would like to say a few things um my main purpose for coming was i wanted to help that's i like to help as you can probably see i'm a helper but i saw a need and i wanted to help fulfill that need in case there wasn't anyone else qualified for it i would step up to help obviously you guys have some very good candidates and they're they're great my concern was i didn't want um i guess i i just i wanted to make sure that there was a good person on the board that's what i wanted to make sure to help ensure that they're learning that our students are learning um the cores of education the reading the writing um the arithmetic um to help also to prevent any of the things that are trying to infiltrate into our system that shouldn't be there where the school the learning environment the subject matter the things that don't belong in the school learning environment and i just wanted to ensure that all students had opportunities to encour to encourage learning the kids that are struggling the students who are falling behind but also the students that are excelling giving them the opportunity to develop and achieve according to their abilities and potential for the teachers to help ensure that they have the resources that they need the compensation that they deserve and any other things that they may need to be able to give their best to the students and to help them be successful in teaching and then for the community to come alongside the community and to do what's necessary um for a desirable outcome and what's best for our children and for our community um i'm still learning everything about you know this but i just mainly i was just concerned i wanted to make sure we had good board members and if there was no one else here i would be willing to come and help and come alongside you guys and be a support be a voice whatever you needed me to be so that's where i come from so any other questions nope thank you thank we probably you yeah well i don't know what the emergency was i don't either are you wanting to try to get a hold of grace i mean i would like to hear from all four if it's okay um okay i would james i need a little help uh the board would like to call grace see if she's available would you help us with that please since kim is not here to do it okay yeah that's probably a good idea um just in case it is would you mind doing that for us first yes and make sure because if it was an emergency we don't want to interrupt something we shouldn't good call overstepping a couple minute break absolutely let's uh let's do that while we're waiting for dr stewart why don't we take a a five minute break and we will come back to this and just in just a couple minutes when dr stewart rejoins us so um can we get a motion to take a a five minute break i make a motion we take a five-minute break hi second all in favor aye corey burgess hi junie borland i'm amanda eamon [Music] do [Music] [Applause] [Music] [Applause] [Music] hey we'd like to reconvene our meeting at this time uh mr mcnutt if you wouldn't mind helping us with our technology you are not permitted text an email text hi grace hi there we go okay all right we've got you on the speakerphone um welcome i'm cory burgess board president our two two of our other board members are here uh we wanted to hear from you tonight so i'm glad you're able to join us uh dr stewart told us that you had something prepared if you'd go ahead and please share that with us we'd appreciate it okay um thank you very much for this opportunity and i'm sorry that i wasn't able to be there in person so my name is grace hecht and i started my journey in the bullhead city school district in 1986 with mrs richardson as my kindergarten teacher at desert valley elementary she had a big piano in her room and would have us all sit down after recess and play the piano for us she'd give us one jelly belly bean if um if we counted to a hundred all by ourselves and tommy smith the founder of young scholars academy was my fourth grade teacher and my older sister's best friend she taped my paper to the desk at mountain view elementary to help me with my penmanship and i could literally go through every single teacher and tell you how impactful each one of these teachers were to me a child who was being raised by a single mom after my parents divorced because my father had such a bad gambling addiction that he tried to sell her house from under us so as i grew up i worked as a teenager in the mountain view after school program that the city put on and then as a young adult teaching just came naturally and i was able to be a substitute teacher for every school in the bullhead city elementary district and when i subbed at desert valley my art teacher mrs sellers was still there after all those years i was offered a position when i was 29 so 10 years ago to help run the 21st century program at malc the after school program for youth as well as other positions and while doing that 10 years ago milk was in a little bit of a different situation but dr christiansen the founder of milk took me under her wing and she showed me what servant leadership was and what family meant and that malk family that school was built on on dropouts of local schools and now has a waiting list years long so i understand that there are major differences between charter schools and districts but i think there are things that we could definitely learn from from what they're doing right and how we could implement that in our school especially from looking at the different ratings unfortunately some of our schools a lot of our schools are having d and f ratings and are losing teachers and malk has 60 teachers and they only lose one to two while the district this last year i've been told it has lost close to 30 which is it's really sad so um i this whole last year as you guys see in my thing through make bullhead better i've teamed up with the band together stick together club which is a facebook group which has hundreds of teachers in our area and every month for this last year we've been giving out these appreciation baskets for an educator of the year it doesn't have to just be a teacher but you know the bus driver or an aide just letting them know that we appreciate them and tons of well not tons but several uh um or businesses in our town have put gift certificates in there and we just are doing what we can to make them feel appreciated so i think that's more of what we could do um i know that there there's a lot you know that that could be done to make the school work better make bullhead better and i'm so i'm so sorry you guys have to make this decision because i've been watching and it's a hard decision mr young was my teacher in high school and it's a great man and all the other people that have spoken so i'm happy to answer any questions i would love to serve on the board alongside of you guys but i know that you have a tough decision to make so thanks for giving me this opportunity to talk thank you do we have any questions yeah grace what do you see as a school board's member role in responsibility so um setting direction getting involvement and input from staff and the community we need a vision for the future of public education bullhead establishing structure providing support ensuring accountability and advocating for the students awesome thank you um what do you see the major issues facing our district the bullhead district i would say just like several of the other people i was listening um keeping teachers here and making sure that they feel appreciated not micromanaging letting the principals do the job that they're good at letting the teachers do the jobs that they're good at definitely looking at their exit surveys why are they leaving what can we do to make sure that we help them not because like i was going through my little you know thing of how how i felt growing up here those kids we need my kids are getting ready to go into this system right like they need to see that stability that they might not have at home and with their teachers that they can go back they can see them like i could still go and talk to my kindergarten teacher she's still in this community so bringing that where people want to stay and we can raise up teachers here in our community that want to stay any other questions all right well thank you very much for your time um we're going to end the phone call and we appreciate you joining with us thank you thank you so much bye i'm sure it'll tell you if you push the wrong one no that said no no thank you my lights are out i'm disconnected too so i don't know how that works all right so to make your decisions more difficult yeah no doubt mike we asked him to talk because i thought it would be good information so currently we have three correct nominations three nominations and no second and our three nominations are i got it wrong last time so i'm asking for guidance here so grace is that where we're still at no okay is your mic on yeah okay that's green sorry the lights on my lights on um i don't know like just listening to the information and and taking in everything that everyone has said um i mean i really appreciate all of them and you know i'm not going to help any matters here at all because i'd like to withdraw my nomination and i'd like to nominate anna boyd i've stuck between you know all four but i feel like i had a couple that were coming through and i really just appreciate uh you know everyone's information and you know as much as i'd like to stay where i was in the beginning i just feel like some of the information helped you know kind of steer me a little bit you're welcome i know i didn't help there okay i i have to admit there were some really good points brought up um i will second your nomination so we have a nomination and we have a second all in favor of submitting anna boyd's name to the county superintendent for our board replacement cory burgess aye i'm like the deciding vote here you guys talk about pressure actually mean i mean i am because if i if i no no it could be two to one it doesn't make me feel better to say no but it doesn't make me feel better to say yes because then we say no to others okay can we just go to the only nomination so i mean we can go to the okay that works too amanda amen all right so moved it wasn't the same yes saying no to the other ones i agree all i so if we could pass that on to our county superintendent that would be appreciated i will do so tomorrow correct three to oh three to zero all right moving on to item [Laughter] yes item 5.3 which before we move to that make that very clear we do have an election coming up soon and there will be three positions up for re-election at that time so those of you that did submit these letters please don't disappear uh please don't disappear um item 5.3 termination of darlene rossini mr president and board members i recommend termination of darlene rossini from the position of payroll coordinator any questions at this time then i'd like to move that we terminate darlene rossini do we have a second i'll second all in favor aye corey burgess nate jeannie borland hi amanda amen hey 2-1 motion carries item 5.4 school board association proposed political agenda dr stewart mr president and board members this was sent out to board members from the asba for consideration by boards and recommendation from boards to their delegate to the delegate assembly and you know there's another item on the agenda for you to determine if you will have a delegate for that assembly so this was an opportunity for you uh to discuss your stance on the items that were submitted by asba so what we're looking for is a discussion on the items they presented yes um if we had any things that we personally saw that we might want to see changed i think you could submit those with your with your delegate i think so yeah with a delegate but we don't really have to take action because this is their political agenda well except that you're telling your uh your delegate how you feel about these items because i suspect not having been part of the delegate assembly in the past but i suspect that they uh address each one of these things and get you know feedback from the delegates so if there are any items on here that you are opposed to you need to let your delegate know that did you find anything in the the changes that have been made to the political agenda that you'd like to object to none okay no objections to their agenda um you don't have to make i don't think you have to take action if you're okay with it yeah so we can move on to item 5.5 asba delegate we are allowed to appoint a member to represent us at the delegate assembly on september 11 2021 not required but we can't yes um discussion would anybody like to be our representative oh i stepped up for insurance so i've done this before i'm not doing this again i think i am actually adding another conference okay so we are not going to appoint a delegate at this time okay i have one in the audience well let's [Laughter] um okay so we don't need to appoint one at this time no action to a point okay item 5.6 student fees fines and charges dr stewart mr president members of the board uh policy jq allows the district to charge for participation in extracurricular activities and in sports considering that we have a 21st century program going on at fox creek and and we want as many students as possible to participate both in those programs and in athletic programs i'm recommending that we not charge fees for participation in the athletic programs and that the the principals and the athletic directors make a very huge effort to for tax credit and other donations and then they're also going to be setting up a a plan for replacement of equipment for the actual teams or replacement of uniforms reconditioning of football helmets and pads and those things that have to happen but then instead of charging our families for that that we figure out ways to uh to assist with that and particularly with tax credit where folks can use their you know pay their money in but then they get they get that back so it benefits the students and benefits of the families as well and it's not a huge hit to our budget or any of those kinds of things i i personally i was always in favor of the student fee um being on a coach it was nice to know that you had some money coming into your program because there was a lot of that uh there are a lot of unforeseen costs that come on with this and if we can offset those somehow from those that are participating we've always been in the past where the tax credit waives the fee we even worked with a high school where if they have kids going to the high school and it's paid to the high school we waive the fee and we also families that struggle with this can meet with the site principles and and we've waived the fee um so we've personally um i like the buy-in that we get out of out of it what i think it's 100 is think it's about i think it's a hundred dollars per sport so the only thing i would say is i'm in favor of reducing the fee if not removing the fee the only reason is is we charge 100 at the high school rate and there's transportation lots of transportation there's minimal transportation at the junior high there's a lot of transportation at the high school there's more uniform costs there's more reconditioning i think where we're sitting right now i think it would be a good time to maybe look at that of a reduction instead of a complete if you're not in favor of getting away from it completely and then if we have to bring it back then it's another shock but i hate the fact that you know we we put a fee on a schedule and then we never look back at it and that fee stays only to be increased so if this is a time where we can decrease a fee let's decrease a fee or remove a fee i would be in favor of at least decreasing i could see that you make a good point um less cost the i've just always been in the mind frame that a buy into a program helps it does um especially when you get the kids that aren't sure if they're gonna make it to the next practice but if they bought in you're there you you paid something you're you're you're committed um and and that's a good lesson to learn especially at a young age so i think that there should be a buy-in um i'm okay with lowering the fee so yeah if the cost is less but i would also like to keep the same standards that we had before so because we have a lot of families that their kids attend to high school and one tax credit i'm fine with us yeah and i know if i paid 400 when i had kids between the high school i never paid a sport fee like they told me if you pay your 400 dollar tax credit it doesn't matter if you have five kids play four sports you're never going over the focus right i would definitely like to keep that because that's that's so the maximum they would ever pay would be the 400 which is a full write-off which you get back yes so i appreciate you bringing this up for the removal because that that's important to show that we're re-evaluating those so thank you for bringing that up so what would you guys like to do at this time say reduce it to 50.

here in the board thank you um this time i'm gonna go ahead and call for let me out all right call for uh public comment on this item and then we'll move on to questions comments or concerns from the trustees thank you any hands raised no public comments at this time no no oh sorry okay thank you uh we'll say i'm gonna give a couple seconds before we move on to allow folks to raise their hand for public comment on item for 501 any now jose still no okay so go ahead and move on to trustees any questions comments or concerns from trustees all right cnn i'm gonna bring up mine um and and i talked to dr bauer about this um i'm not a professional but um you know i when i read the 5g and the contract involved there um there were a couple of concerns that you know i had um and after doing a little bit more investigation um basically um citing one example of what i read that helped ease my mind and being able to vote on this um is uh the food and drug administration based on the fda's ongoing evaluation the available epidemiological and cancer incidence data continues to support the agency's determination that there are no quantifiable adverse health effects in humans caused by the exposure at or under the current cell phone exposure limit so i did some investigation that helped me i just wanted to share with the public um i know there's a lot of good things from this contract that's going to help our children and hopefully our communities as a whole um so i see i see a lot of benefits to this so um that's all i wanted to bring up um with that i'll go ahead and call for the vote and i'll just call your name as i see you on the screen trustee vacarano hi trustee chavez hi justin hi hi vice president quintero hi yes really briefly since the discussion about 5g was mentioned um i also want to add that this is an antenna is to receive signals um and so it wouldn't be projected now i know that i'm not an expert either but uh the signals are already in the community because the city has already um provided verizon access to uh the basically those small towers and so what this would allow is for our students to be able to receive the the signals that are already being transmitted so i just wanted to add that thank you thank you guys since you're adding that uh mr chang i saw you um not i just want to confirm is there or is there not i thought i read in the contract that there would be a device on one of the polls and it showed a picture of where it would be placed yes oh i'm sorry no go ahead so the the 5g towers is already in existence in the neighborhood and so we would would we would need to do is add a device on top of the roof on the lab to connect to that and then there's other devices in the classroom that feeds from the devices on the roof so that that devices can connect to other devices in the classrooms in order to get access to the 5g network and and it's only limited to the um to that small area so it's not available to the community it's just for the the lab itself great thank you mr chang thank you vice it's already up uh or not regardless i know it brings good things for our children um and you know also just the fact that i was able to go in a little deeper and read more about that and just ensuring you know that our the health of our community um maintains at least that we you know make it better from where we're at uh mr from i i did see you you were unmuted was there something you wanted to say before we move forward okay awesome all right great we'll move on to 502 the governing board of trustees we'll discuss a direct administration of if we commute ourselves if we're not speaking please uh the administration to research and provide a recommendation for the selection of a legal firm to provide additional legal support for the review of various contracts um mr pham yes uh madam president i moved to uh open discussion and then uh approve directing the administration to research and provide a recommendation trustee chavez i see your hand up uh if we do approve i'm seconding it right now all right so you're uh seconding mr pham's uh motion yeah if approved okay uh so with that um maribel did you get that down do we have the wording if it's any different we i just want to make sure that we don't keep moving if you want to make sure that the minute's covered ken um trustee pham repeated because he said to me for discussion uh so i didn't get the rest of it because okay so i i moved to open uh discussion and uh approve directing the administration to research and provide a recommendation and travis second okay perfect all right so at this time um i don't know if there's a presentation dr bauer or anything before we move forward no it's just the extra support and if the board so desires we can start the process and bring some recommendations to you um that's that's all we needed from you tonight thank you thank you uh i'll go ahead and open it up for public comment and then um we'll bring it back for questions comments or concerns from the trustees uh jose if you can help me out is there any members of the public wishing to address the board on this item madam president at this time we have no public speakers okay wait a few seconds do we know still now okay so we'll move on to the trustees i see trustee vacarano's hand up yes thank you um i think that given that you know we've just recently gone through the process for to for our um program manager um and we've made that selection and we have a lot of work that we need to get done and and you know i think we're gonna need additional support and i also found kind of came to my attention that there's a lot of districts that have actually multiple um you know legal legal counsel that they use for different whether it's availability or expertise or whatever and we we even have that with one of our other legal teams that we use so i think it's actually a good idea for us to to secure another option in case we need it just so that we can be prepared to move forward um you know and either in specific areas of expertise or just based on availability so we don't have you know any delays in the work that we're trying to get done so i will be in support of moving forward and i my suggestion i don't know if it needs to be added to the motion at this time with but in terms of selection i would i would suggest using the same process that we've kind of in some ways started to grow accustomed to i think how we select you know appointed trustees or counsel or whatever you know i think that process seems to with tweaks every time for as needed for the individual situation i think the overall process works pretty well so i would suggest that as the process we use thank you i see trustee chavez stand up so if we do motion to get the thing and if bejedano was motioning to do the same process then i'm also seconding the second one trustee thanks thank you chester chavez uh do we have any other questions comments or concerns from um any of the or members of you can please turn it down sorry i just know that it's echoing to our public and trying to do um our best here okay any other questions or comments from the trustees people are moving forward okay see none go ahead my only question is i guess to dr bauer our staff if they would like us to include that part about the methodology used to to select into this motion or just cover that at a later time because the motion right now doesn't include that piece of it if we don't need it now we could just move forward with motion as it stands i think okay okay um and i think she said we got it i know she didn't meet herself because it caused too much background here so she said we got it and i was just gonna add that i think um what the motion covers covers the main piece and then the details you know i think um i think we'll be good are you up forward are you asking to amend the motion so that we can no i don't think we need to amend the emotion okay i think we're good with what we have and in regards to the details just like we did when we brought in the firms um you know jesse jess will maybe come in in the beginning you know say those things and then we you know agree today we do it this way and then we move forward on that day just kind of refreshing our our memory so i think the motion as is right now i think is good if we all agree to that um so i'll open it up for vote at this time if you're all okay with that no other questions come true can we repeat the motion one more time just so i'm clear on what the actual motion is now at the end of it do you want to read that so it's to move to open for discussion and approve and provide a recommendation and then trustee bahrano added to select selection of the same process as we're accustomed to is that all together or is it just one what trustee percy pham said just for trustee okay then that's clarification for me too that way it's just what trustee thompson so what was to move uh to move to open for discussion and approve and provide a recommendation that's what he said uh trustee family does that cover everything and trustee travis yeah yeah that's one second so then i have a question go ahead and trust you guys if the motion is to approve and provide a recommendation that last part to provide a recommendation i just wanted to see i wonder if we could clarify what that means to provide a recommendation to move forward in the process or i just i want to make sure that i'm vote i know what i'm voting on and that we don't get down the road a month or two and and it's cloudy so if i if there's just maybe trusty fan to clarify his motion yes uh yes well i mean it'd be good oh yes so if you wanted it yet provide a recommendation regarding the item which is for the selection of a legal firm to provide additional legal support for the review of various contracts trustee chavez um trustee fam do you also want to include include using the same process as we did before so that way we're just voting once uh to save time yes okay yes yes i would be yes uh i would accept an amendment that then i'm seconding that one the last one thank you everyone that makes it that's helpful for me and makes it more clear on what i'm voting thank you okay so second on that last one the same process okay so we did add to that so i don't know if you want to read it again to ensure that our minutes open for discussion approve and provide a recommendation using the same process as we did the last time i think you have to put as we did the last time yeah make it more specific as the previous the previous uh law firm or the previous as long as we yes we state it i think it's okay yeah just a little more specific using that process as we did the last time yes the process that we did for selection of legal counsel at last time or something in in 2018 or 2019.

it's from 100 to 50 with the same make a motion to reduce the heat sports fees from hundred dollars to fifty dollars for interscholastic sports and activities i'll second that all in favor aye corey burgess hi janie borland hi amanda ayman so moved um and just for clarification you're talking 50 dollars per sport per sport okay just want to be sure i'm on yeah i just want to be sure i'm on the same page and ours is the same right if they pay the 400 tax credit they don't ever have even if they pay at the high school so or even 200 if it's a single parent so keep all that in place keep on yeah we're not we're not talking about changing any of that that's that is too good of an offer for everybody that cannot pay the fee come and ask do not let that fee be a deterrent for not participating there are plenty of other ways we can help support absolutely and the other piece is that the parents don't necessarily even have to if it's a single parent doesn't necessarily have to pay the whole two hundred dollars you know if they can pay a hundred or if they even can pay the 50 tax credit as a tax credit and any of that applies it doesn't necessarily write everything off but at least we can make the accommodation so it gives them real flexibility to our families especially during these times when money's pretty tight for lots of families absolutely it is that's why we love those tax credits and yeah that's a great point it doesn't have to be a 100 tax credit or a 200 your tax credit has no minimum it just has a maximum right there's a maximum amount you're allowed to to do so yes correct and we'll never say no to just plain donations either yeah so the community members that are watching that haven't done their tax credits please scholarships especially yes absolutely thank you for direction on that all right so item 5.7 policy jj extracurricular eligibility this was the policy that we talked about in the workshop and it is a first reading so no action on it gives the community and parents an opportunity to give feedback to the board if they have objections to it all right okay moving on 5.8 proposed addendums i've given you the proposed addendums for three things one is for clubs one is for leadership positions in our schools and one is for coaching the club addendums are identical to the past and you'll notice as in the past for the school sites that have 21st century after-school programs uh that these are addendums that cannot we can't we don't let anybody double dip so they can't be doing the say the art club as part of 21st century and then also get getting paid for the art club as uh as a you know a separate thing we can't double dip so um that's the only stipulation on this okay any questions about the clubs so for like the bullhead middle school the chess the drama and the media club are a year round um they would be year round and as long as they're you know and they can be a freestanding club and they can't happen obviously after school it's just that the person sponsoring cannot get paid from both programs and i suppose it's actually possible i think that i think the middle school uh is doing uh some of their after school programs that maybe only run for one quarter and so the person sponsoring it might pick up you know might get paid for that 21st century piece for that one quarter and then the other three quarters would be for this for this piece so they're not double dipping in that case i just want to verify that they're working the full year to get this yes yeah those would be year long and then you notice for sunrise and diamondback and for desert valley there are some options for additional clubs and that is because in the past they've had some clubs that that don't exist anymore and so when students express some interest you know they'd like to be able to step up and offer a club particularly for sunrise and diamondback which neither of which has the 21st century program and it gives them an opportunity to you know create something new each year if they want and then the middle school has a higher amount for student council versus the elementaries are they doing that much more work at the middle school level for student council i mean it's it's quite a bit fifth and sixth grade i haven't really thought about it i hadn't really thought about that i just pretty much copied it from the past so if you'd like to change those amounts we certainly can i don't know that there's that much difference i could see at fox creek doing more because the kids are older and they're doing service projects and involved in more things and i just don't see fifth and sixth grade any much a big difference between the elementaries uh maybe move that back to the same amount that we have for uh the elementaries for student council or maybe input or increase yeah our middle school people have gone all right okay then we maybe move it back all right what's your pleasure because you're making a valid point it's a good point because it is a lot more i just don't want you know mr roy to be like why does my student council person get paid less for doing the same work as mrs so you get some of the mix of what the middle of what the junior high is doing in the fifth grade they are going out and doing those things that the the middle and which and which sixth graders yeah so that makes sense yes and that's and that's a really good point i i do know that um we have such active music program for instance at the middle school um and i know that they marched in one of the bands recently and not last year i mean in a parade not last year obviously but the first year they were doing some uh some of those kinds of things that are more like junior high so i'm glad for that reminder thank you thank you yes any other questions then about that one is it all of them the sports the leadership everything's in one package deal well you can split them if you want i just was going to talk to you about all three and then and then you can decide how you want to approve them the leadership addendums these are for team leaders we have some pretty high expectations for the team leaders grade level or subject matter as the case may be for running meetings and for organizing the things that they do in their teams and these are the same amounts as we have paid in the past several years and there the principals also have the option of for instance i'll just pick desert valley fourth grade the teachers may say oh we kind of we two of us would split the responsibilities and so then they split the amount of money we don't double the amount of maybe mr osuna can answer my fox creek technology isn't there just i mean who are they leading i'm just i could definitely see that last year yeah good job the other thing is that the other sites the handle librarians lot of the technology and those kinds of things and there is no librarian at fox creek so that's one of the reasons that that individual you know the individual who's working in technology is taking on a lot of the role that at the other sites is handled by the librarian not just technology but that's a big piece of it like checking in all the teacher equipment yes yes okay yeah and checking out all the chromebooks and and uh any of those kinds of things and it was huge last year yes and cleaning all of that equipment and doing all that stuff when it comes back chicken no that's big stuff okay my question with um because we have you know different sites have different amounts so i was just wondering why we have different sites with different amounts they do there's no different amounts on this one well you're thinking it has to do with the number of positions and the number of teachers at those sites um yeah and they do not um a sped lead that is true that's kind of what i was looking at is i was noticing there was a little missing that is true in coyote canyon we've got a sped leader yes we do in the preschool there are a lot of things that need to be coordinated in that program and and usually the sped leader is also the one who makes sure that all of the paperwork for the other sped teacher or teachers is done appropriately it's really the only leadership position at that campus i mean there's only 33 students over there why would we pay somebody an extra but she's not the one she has another role in that process of checking to make sure all the paperwork is done correctly this is you know the person who's running them setting up the meetings and and doing all of those kinds of things and the director doesn't ordinarily do that for any of the sites it is but at each site there's one person who makes sure that everybody is doing all the pieces that they need to do but you know this is this is an opportunity to change any of these things that you want to change is there a specific sped teacher at the pre-k right now we have two right now and if the numbers grow we will have to add a third one and how many do we have at the other at the other side uh desert valley has five special ed teachers the other sites have two and fox creek has three three fox creek has three and middle school has three no two middle school has two i'm thinking about people i'm seeing faces but desert valley does have five because i went back and counted that again to make sure that that was the case and part of that is because of the numbers we have there and also because it has the one self-contained uh program for all three elementary schools so while she's kind of thinking i have a question when it comes to i look what does what is the enrollment between bullhead city middle and fox creek is that why we have a difference because that was the reason why we had a different number of teachers number enrollment why diamondback has less so my question is is that the same between little head middle and fox creek there's about a hundred more students at fox creek right now than there is at the middle school about 100 more students and they don't have technology do they have a librarian yes they do and then they do not have a great lead for fourth grade or or a fifth grade and a great lead for sixth grade no that's three leads right and and uh fox creek had to fight for that for me last year for those grade leads um uh middle school partly because fifth grade is very much self-contained sixth grade begins to be departmentalized and uh so they they really felt like they would do better to talk by uh subject content area then by grade level fox creek made a really good case that when they have their team meetings for the subject of the content area they're talking content they made a really good case to me last year that when they meet do their grade level meeting is when they are really having conversations among the teachers of okay this is working with these three or four students but it's not working for me and what are you doing differently and so it's much more student focused in the grade level meeting and much more content focused in the in the content meetings so then my question would be wouldn't that be the same for bullet city it might be for sixth grade you know if that's the conversation that happening in seventh and eighth i feel like that might actually help it mind we're helping to identify in fifth and sixth yes that could be addressed to help those students um they're going fifth and sixth grade is a fourth to fifth sixth to seventh are those rough transitional times um so it would be really nice if i mean if they're having those discussions we do at the high school we have advisory right get all your ninth grade teachers together right so i mean it would be um if there's no opposing having that for bullhead city middle and it's uh and if it's something they would like if it's something they don't want we'll keep the the you know so let's ask them i guess i i would i would like to open that up sure option just so then they can have those same similar discussions and and look at those and those are valuable discussions for them um and i'll make a little bit of a cynical comment here is that adding any positions to this list has been difficult in the past so it's very refreshing to have you all consider adding some that really would benefit our kids because they would so i guess my my only final question is when's the last time did we look at the proposed leadership addendum's stipends and when's the last time have they been raised or lowered oh i can't tell you when they were raised or lowered i mean they haven't been lowered they've never been lowered i can't tell you when they were raised last this is truthfully truthfully in in a 16 million dollar budget 55 000 is dare i say spit you know so it's nice that you're at least considering it absolutely how do you choose the team leads it depends on the site i know that i know that this year mr churchwell had applications from the teachers at the grade level and essentially interviewed them and and based it on that it's not a sometimes it's based on the fact that at one site unfortunately maybe three of the teachers at that grade level are brand new this year and we only have one returning teacher who knows the ins and outs of what we do and why we do them other times there are different reasons for different did you get more circumstances one applicant mr roy no it was not mr well i don't know mr roy may do about mr churchwell does it did i did not i was just you know i was hopeful for a different answer so i was just curious mr osuna did you get more than one good i do like the idea of looking at the stipend it seems the last time we've adjusted the pay for that i mean even if it's 50 bucks i mean something we gotta i think it's been this way for a long time a very long time still 50 bucks is what we're looking at so i mean even 50 so i mean if you go a hundred dollars for them you're looking at thirty eight hundred dollars you know i don't want to set to an amount to thank them for because it's some of these leads we know these teachers they are they're great especially if they don't want it but they're the only one qualified to do the job yep i mean because that happens a lot and that's been this for five or more years there's can we do a step increase on team lead like hey you've been doing this maybe look at it that way well i'd like to first see where we're at when was the last time we did anything so i don't want to commit to a 50 or 100 because it might justify more yeah so i'd like to see when was the last time we looked at this okay we'll have to do some digging i will tell you it's been this is i'm starting my third year and this is the same amount starting the third year it's been at least three years it's been at least three years okay so then let's just talk about it and figure it out then if it's already been three plus years let's just all right then uh i i agree with you that it should be more um but we also have to take into consideration the extra positions that we want for fifth and sixth grade um because you have a very valid point there it would definitely make a difference um so what are we you're saying 50 to 100 i would say more than that what is the high school site can we can we do it two thousand dollars for a department head but how many teachers fall under that department depends on the department absolutely correct on that you know seriously um we we have a department how many are in math we have eight ten ten i mean these guys aren't looking at ten teachers no they're not we also have a department of one we also have a department of two oh sorry two it doesn't get two thousand let's see they get five hundred for our department of two yeah but that's not by their fault that's by something else that had happened so but we do have i mean and we probably okay i can't say because i don't sit in i've been in a department head meeting as as an administrator in you know three plus years but um i don't know what the expectations are for the department heads or the team leads sorry um for the elementary but i would venture to say they're probably a little bit you were one busy so you could give insight meetings before work okay so as an administrator for the high school district have you set it on department chair meetings yes do you how how would you say that the elementary team leads would earn their two thousand dollars that's all i wanted to add the other part is that they serve as the council for the whole school so just as you met what i consider my leader team for these principles these are their leader team and and so they have not just the meetings with their own teams but they they're the advisors for the principals so how many positions what are we talking 38 what positions that's uh 17 100.

because that was more specific was it 18 or 19 now 19 that's the last time we did it well that's when i became the process yeah 2019. okay all right so are we ready to vote now yes we used prior with the other legal firm is that what it's saying because you said 2018 2019 so yeah no don't worry about the year and i think just the process we used previously when hiring a legal firm okay thank you and as a vice president that reminded us it's in our um bylaws and how we move forward but this is good at least it'll save time for the next before when we do that all right so now i'm going to call for the vote uh trustee pagarano you can just clarify really quickly i think in the bylaws that's specific to the appointment of a trustee if i'm not mistaken but my vote is um it could be and let's look back into it and if it's not let's put it in we'll put it on our to-do list because i think it'll save time for the future yeah okay my vote is yes thank you trustee chavez yes uh trustee fam hi uh vice president i and myself i passes unanimous all right moving on to item 601 approved uh let's see i got a question on this last one so when we bring it next time in the agenda is it also going to be brought do we have to change the board by law in order to do it like that the same do the same process the way we did the last time or or that only applies to appointments of trustees uh no i we're not gonna change any bylaws we're gonna move forward with this uh with this hiring of legal firms so no conversation about changing any by-laws right now in the future if you bring it if myself anybody else comes and brings a conversation about changing our bylaws then we can do that but for this no no but i was asking i i should have been asking dr bauer dr bauer can can we put that in next month's agenda or do we just not worry about it until we have to do the process again i think that's different if you're putting items for the next excuse me i'm sorry okay i just i just don't want to lose track of where we're at doctor yeah verify for her but okay thank you i'm trying to understand myself right now that question so we cannot talk about changing the bylaw right now because it's not an agenda that's why okay board president is asking and then if you're asking if we can do that to add or delete or anything like that it's totally appropriate for you to bring it as a new item at the end and you know you you you know you requested items before is it needed i don't think it's needed quite honestly trustee chavez i think that we have gotten pretty good i think about the process because you have selected legal firms you have selected trustees you selected a program manager kind of thing you know what i'm saying i think that [Music] the system itself has embraced the process and our community already knows thank you thank you for your clarification thank you dr bauer okay um and i see chester colando's hand up i hate to drag it i'll be quick i'll be very quick but i i appreciate what dr barger said but this board may or may not be together forever we're not going to be together forever and the community may change staff may change so it might be something to consider i think philly's considered uh memorializing it so that future boards future principals i mean i mean superintendents or whoever might use that process but either way we're fine for now to move forward i think so that's it thank you and i think just to close up that conversation as a board president i'm in agreement i'm not in opposition so we just add that to the agenda item when it's appropriate and then we bring it forward i think it's a great idea to save time in the future thank you all right so moving on to item 601 approve updated local control accountability plan 21 22.

i think maybe i did my mouth right 17 000 if it was what what if the grade level positions didn't increase because they're already have team leads over them so maybe the middle school and the junior high theirs doesn't increase for a grade level position okay i'm with you on that i hear you i mean maybe the coyote canyon sped leader doesn't sorry are you in can i actually change that last year okay so if it's just pre-k we have five so does it lead all the preschools and the other campuses too okay so then we're talking about seven then there's seven that's a totally different story then so it would be changing it from from spud to just pre-k okay that's a completely different scenario because it's all these little campuses of little people thank you tammy appreciate that a pre-k statement that makes sense i'm now i'm not following the other things that you were saying jeannie about uh sunrise has technology but not and specials and sunrise technology is only 1500 not fifteen fifty oh that's the one that's why you have to do we have why do we have um technology the special person does specials in our special ed department and technology was different because of all the new technology boards we had it was a teacher who stayed after and did more assistance with teachers on utilizing their technology isn't that what your what's your teacher yeah we have yeah so do we still have a person for that role or has that changed we have the instructional coach we have the technology we have two instructional coaches and we can't really have a technology person at sunrise not at the middle school you're exempt you don't have a librarian or specials makes sense okay it would not i i will tell you instructional coaches are worked oh yeah absolutely i'm not saying they're not no if they wanted to take that stipend and stay after that would be completely up to them but that i would not drop that technology stipend in with those instructional coaches but they should know their technology if it's been a year since they've had those i don't know was this because of all of our new prometheans last year okay and and this was new last year yes yeah the teacher was the one expert and i feel bad taking something away but if the other ones don't have it true they don't have it because they have a librarian so well so does sunrise it's just a different person i mean it had to do with people really horrible i don't know your name this is mr churchwell okay mr churchwell um able to put um into correctly learning how to represent themselves through technology so i know a lot of people complain about the way young people use technology so we're trying to give them an outlet through literacy where they're able to push proper ways to use technology if that makes sense and they'd get that's part of 21st century um and i and i don't mean to put down what you're saying but i really we do that we do that i really think we can make you better use more use of our uh technology one of our technology coaches than we're doing right now okay i think she's she's very much available for some of those and um chris do you think i mean i was there were really important things last year is there as much of a need this year thing is yes learning have that one technology person but there's three elementaries two middle schools lots of classrooms right the other and and the other thought i have to add what to what to add to what he says uh diamondback and sunrise do not have 21st century so they don't have uh as many opportunities for folks to be helping kids and adults after school in these kind of programs that the 21st century people do so this is more than just how the programs work they're doing they're also helping with any issues with think how things are working on campus did you have much assistance in that era area from how did that help you thank you for coming out i'm guessing i would say he's going to say because it's instructional but we'll let him say thank you mr president and members of the board um especially at uh fox creek in the middle school the original theory behind the technology stipend was to have somebody who could respond on site immediately for a very quick technical issue in full disclosure that was when the technology department was much much smaller but even at our current staffing level we could not possibly have someone at each campus all day so it was very nice at the schools who did have the technology stipend years ago for you know just to have somebody come in and help plug in a projector or what have you if there was a quick problem uh we've gotten much better in the technology department for a lot of those break fix items and that sort of thing if if there's a a significant issue that's causing a disruption to multiple classes especially or a class of the school we can respond the same day many times instead of where it used to be you submitted a ticket and prayed that somebody would come look at it in a month so our response times have gotten much much better at the schools the the currently the technology stipend like checking in and out laptops and hot spots last year was a a savior for the technology department there is no way that i could have or my department could have kept track of the hundreds and hundreds of chromebooks coming and going and the hot spots coming and going as well as our folks at the sites did so for fox creek i can certainly see where that is very beneficial on the day-to-day basis for the elementary schools having somebody willing to stick around after school to help out with technology in the classroom would be invaluable and i do know we have our technology coaches um diana is here every day to help out and do things like that and can stay after school and sue is a godsend with the boards she knows them frontwards backwards left right upside down and sideways unfortunately she is retired and has come back to work for us and is only part time and in between all of that manages all of the data for the district so when we get our test results in and we get our first wave of assessments done she is busy crunching numbers and generating reports for everyone in the district so if there were folks at the elementary schools willing to help out in that capacity i can't i can't imagine fifteen hundred dollars being enough i mean we if we broke down the amount of time that many of these folks spend working they they're going to wind up making 25 cents an hour if i had to guess um a lot of your teacher stuff and whatever it is i like that it was not the instructional code it's no it's the technology coaches yeah we have yeah um and i and and um james makes a really good case for you and i will also say that i was switching and routing but there's a reason i'm not a teacher and so having me go out and and try to imagine what it's like for a teacher in the classroom to use their technology i'm not the right person if it's broken i'll come fix it 20 kids or 30 kids in the classroom i i have no idea someday he'll have to tell you the story about when he did cover a fourth grade class what are your thoughts i think that i think we need to have it either at every school or not at every school we can't just pick and choose mr roy sorry so add that to your numbers so we can discuss it thank you you're talking about the tech i'm not opposed to adding it i just didn't think it was fair sunrise had it thank you and i and i truly think that that 1500 for uh for sunrise is a typo i think it was supposed to be 1550 just i didn't type the other five the fingers didn't do the right thing copy and paste i don't think mr roy would be upset if he didn't lose it and everyone else gained it i think there you go yes you're welcome so add that in so we can see where we're at if we decide to uh because you're you're our we don't have our math teacher up here yet so you gotta keep me away from numbers [Laughter] so tech would be added to desert valley right and diamondback and the middle school and the middle school so three more adding three tech people it's another six thousand right and that's if we went to the two things i just want to get the total number yeah that's what i was kind of going on so any other issues before we you you slapped me with that number um any other issues we see um on there that you may question wonder why where we're going i brought up about the fifth grade sixth grade seventh grade and eighth grade level leads you thought that if there was already a department you started to say something about that oh that maybe they needed to go down but not take them away but just don't increase them so if they're already doing department leads i think we could leave the grade level leads where they're at are the departments the same person are they the same people no they're not usually the same people it's usually a different person it would be a lot of responsibility for one person to have both of those roles do we need a fifth grade one if they're already pretty much self-contained giving them those identified situations um they're saying they're not switching to sixth grade though so what's there to identify if you pretty much have the same kid all day oh yes you're not talking about that kid yeah i see they're pretty much self-contained in fifth grade yeah so i think sixth grade okay and then you can do two thousand because we're not doing fifth grade any other issues all right so where are we at i think it's 40 positions so though that's an easy one you can do that math yeah i think i mean we're basically right around 40 positions because adding in the sixth and the three technologies that's adding in four and we had had 36 i believe on there so we're right around 80 000.

lcap and it was a recommendation by our county office of ed for me to take language from throughout the lcap and put it into this one section so it's not changing the goals it's not changing actions or services budget all it's doing is synthesizing the information and including information that is in other places in the lcap for this increased and improved services section and that was that was it and so they recommended for transparency reasons to just bring it to your board for information to let everyone know that we have added that language to that section of the lcap thank you sandra um up from 55. 55 56 55 8. well we had a little adjustment with the five here and then we had forgotten something so yeah but it's up the number we have here is basically yeah and you're talking 80. and do we have the same protocol if you want to be a team lead at every site like there's the same there are the same expectations yes sop that says if you want to be team lead here's your steps yeah there are the same expectations are they reviewed these team leads are they reviewed um annually every other year what's the that's not usually there's not a formal formal evaluation but the principles work very very closely with these folks and because it's their leader team they're very aware of what they do and don't do mostly what they do all right i think it needs to be adjusted um i'm in favor of moving him up so i'd like to make a motion that we make those changes do you want to make a motion on that even though we haven't hit well you can do all three of them separately if you want okay let's just do the next one and do it all okay let's do it all at once then there you go all right okay it's getting late it's past my bedtime okay i had conversations with the principals from both fox creek and the middle school i know we'd had conversations last year when we presented this relative to the continuing the coaching positions at the middle school and and jeanne had brought that up and it was totally a legitimate concern so but i didn't want to propose something to you without having discussed it with our new principles and our new leadership but they're completely in agreement at the middle school that the sports programs are really part of the 21st century and that we want as many students as possible participating in intramurals so that they get experience and uh and kids who might not otherwise try those sports will try them and then you know and then decide in junior high if they want to be a little more dedicated to it and that kind of thing however we did recognize also that just had needing a person just to arrange all of that intramural schedule was important because the coordinator for 21st century is already coordinating a whole lot of other things and just being able to make sure that facilities are ready and all of those kinds of things so we kept in there that position the inter intramural coordinator it's considerably less than i think in the past it was 1700 or something and so it's a thousand and then having a pool of money to pay some they don't have to be qualified they don't have to be certified officials but have some people uh who will be officials for those intramural games um sorry is the intramural coordinator going to be coordinating every intramural sport for the entire year yes for for the middle school for whatever sports they decide to have and they're pro they may not have football but they're unless they do flag football which they've done in the past uh but probably basketball and volleyball and i don't know what all they'll do is they're just going to run so the intramurals itself will be run through 21st century right and because the intermural coordinator is not directly working with the students themselves doing all that extra work outside they can't use twenty percent we can't use yeah because they're not working directly with the students i think kind of take it back out on her is this so the one time fee for the whole year yes or is this a per season no it's for the year i feel like if it's for the year and it's all the sports it should be more okay [Laughter] i'm liking it i'm sure our teachers are liking it too is it like every sport for the whole year when coordinating a tournament just a tournament oh that's a ton of work it takes to coordinate a tournament for an intramural tournament to coordinate and i love intramurals i'm so excited to have them back and do all these things because with us with the great banding and the way it worked we actually reduced our number of athletes that are participating at the junior high level in half and i was so excited this year at the high school level there was like 50 plus girls that came out for girls volleyball just girls volleyball and we have not seen those numbers in quite a while and so we need to keep them active and keep them going exactly and we want to continue those intramurals at fox creek which is what excuse me why you still see the officials uh the that pool of money for officials that's not for the uh uh that's not for the inter scholastic because they'll pay for that with uh gate receipts and those kinds of things this is to have good officials not that they wouldn't be good at the middle school don't get me wrong but people who are more certified or you know recognized registered whatever the term is for the intramurals for those same reasons so that we have as many kids involved in as many sports as possible both intramural and interscholastic all right so i'm going to ask the similar question when have we looked at reassessing the stipends for head coach and assistant coach well i'll tell you it did not raise in this recommendation i did not raise the head coach position mostly because those folks are also working 21st century with the intramural programs but i did bump up the assistance by from 800 to a thousand so that is a way to offset that yeah i'm okay with that because that was just my one concern is i will tell you that if i was the head coach of a sport and i was in charge of all the paperwork the travel the transportation the injuries the illnesses the tracking um you know it's a full time just a few things that's a lot of stuff and then my assistant coach got to hey what are we doing today and i'm doing practice plans and i'm going home and in what they're being able week use 21st century to also be a part of that okay yeah and we and we just make sure we just make sure that we that we keep track of which times are which because once again we can't double dip and we're also concerned that we might not that we might not be able to fill some of these positions because the intramural positions or the any of the 21st century positions are 35 an hour but they're you know that's what's built into that grant so yeah um it's quite enticing enough well it does make you wonder because like how do you um you know we cancel plant can't double dip we're looking all these things but at the same time aren't we kind of double dipping a little bit if monday wednesday thursday they are paid on the stipend but tuesdays they're paid on no because they're not getting paid for the same time frame so you know if they're if they're if they're doing intramurals say on tuesday and wednesday they're getting paid out of 21st century if they're doing and it's i know this is not how it works but i'm just giving you an example but on wednesday and thursday they're actually having if you know uh the the official games or official whatever um then they're getting paid out of this money and it may not be enough and and and the meet and confer people have told me for you know for two years that it's not enough this is frankly the first time we've been able to have a conversation that i didn't get cut off about talking about increasing them so you know whatever your pleasure is to help us keep these programs going for our kids the only the only problem that i would maybe foresee is their seasons aren't that long um so you you how long's an average season yeah maybe max 12 weeks that is a lot longer than i thought it was [Laughter] thank you for being here jesus how many average games do they play uh it's pretty close is there is there an opportunity to increase the number of soccer events okay we started the soccer program with 21st century but they only agreed to fund it for one year that if we wanted to continue we had to we had to take it on and of course we were willing to do that that kind of season that kind of work you're right the head coach job is a lot more than an assistant coach job of all the stuff that they have to do the paperwork all that what if we don't increase the assistant by 200 and increase them both by 100.

see and i i was actually looking harry 7 kids come on cut corners well you know if we haven't raised any of these in a while that's what it's a good time to look at all of them and make the adjustment i'm not saying i'm against the 100 and the 100. um but we're looking at eight head coaches at this point and even if you gave them a 200 and you moved them to 1400 it's 1600 and what happens if next year we don't have the money to continue then we cut it then we look back and if we don't have the back and also we need to make sure that we're getting the kids involved in this because i'd hate to to put out for a and i'm not saying this would happen soccer because i definitely don't think that would happen but put out a new new program for soccer and we get eight 15 kids show up this year we get nine show up next year we can't even field a team so obviously we wouldn't have a head coaches type or an assistant coach's stipend so that's i mean we've got kind of like rules you know the 13 kid break right maybe something like that we're looking into i just know that a thousand dollars if they're going 12 weeks you're much liking less than a hundred dollars a week like for all that time an hour to two hours minimally after school every day not including your transportation that's a lot of time away from your family for a hundred dollars oh you know my husband coached baseball i know he did volunteer thank you very much yes he did not take money for that he did so yeah so that's my only thing i look at is when you when you when you start calculating all that and you know and i hate to say it but hey if we're already going to make some adjustments let's let's make some adjustments i i just don't think we should make an adjustment to the assistant coaches position because we're already supplementing with 21st century so if you're going to make those adjustments it probably should be just to the head coach but i have assistance are you taking them back to eight or leaving them no because this i love it thank is yeah i already bumped the assistance by 200.

okay just my thoughts feel free i like that thought i'm okay with it because you know the middle school went to where i like okay i like that thought too and it wasn't that i didn't want i didn't feel they deserved it but i felt they shouldn't get the same doing intramurals no you're exactly and your and your point last year was well taken and and um and i remembered and uh you know that that those were legitimate points that you made last year okay so i have some direction here from all of you for increases on uh on increases in the leadership addendums and the coaching addendums i took pretty good notes but i will want to make sure that i run the back by you um and so then obviously they will look different than what you're looking at here so you know if you'll make your motion in terms of the increases that you've talked about that will be really helpful all right then i move we uh pass the proposed addendums with the changes spoken about uh tonight can i get a second can you reiterate those changes oh man i don't remember what they well can i see your notes the coachings were to bring each at fox creek each of them up 200 for the head coach for a head coach for head coach the proposal was already increasing at 200 right and then we are going to add technology i want the intramural coordinator at the middle school if it's a full year position though do you want that one to go up do i head coach typhon i would think at least okay to a head coach stipend so 1400 okay and then we have the so that takes care of our coaches right and then we have a technology at desert valley a technology at diamondback um a technology at bullhead middle school added a sixth grade lead a sixth grade lead at bullhead middle school added and all of those raised to two thousand dollars and the title in coyote canyon changed pre-k yes and is that one two thousand also yes okay thank you did i get that right thank you for the notes all right hi second all in favor aye corey burgess hi jeannie borland aye amanda ayman so moved uh new topic or future topics i know we have creation of new positions please sorry i know this is the longest meeting we've had in what three years and i'm blaming mrs no it was a very long agenda uh 5.9 creation of new positions dr stewart um okay so right now we have um we have a vacant we have a position on hold at fox creek it was a position for specials so it actually was the position that mr osuna came out of and we just put that position on hold for this year pending our enrollment the other thing that we did was uh because we wanted to make sure that we had a gate class uh miss reagan ms reagan teaches the gate class she also teaches eighth grade social studies but that meant then that we were one session one section short of matching numbers of sections for eighth grade social studies and those classes now are running uh our numbers actually our enrollment up there matched exactly what our predictions were and we of course had set our capacity limits but with only seven sections of eighth grade social studies those classes are running 33 to 35 and that's a little big so uh we have that vacant position but we don't we can't really justify a whole position we also have westcare doing a wonderful job teaching three sections a day of bop and life skills that program that you all read about and talked about last year and but it means that we need to have an employee in the room when they are teaching because that's not a certified teacher so currently they've been pulling us a para from another position that we can't afford to keep pulling them from their regular job to be covering that class so it looked to us like a really good solution right now to hire a paraprofessional a part-time to to be there for four periods a day to supervise to be the dis and the school's if you will discipline supervisor in the classrooms for the uh west care classes and and then to teach a social studies class so we would make sure that this person was certified had a substitute certificate at least a substitute certificate uh to be in the rooms uh and do this so it seemed like a good solution for a current situation we're watching those numbers very closely and to increase teaching staff at the junior high we would need to do that in teams of four so the numbers need to be big enough to hire for teachers for the four quart the four co the four core classes uh and uh and probably the numbers would need to be big enough at both seventh and eighth grade so these two those teachers if we did that would be would teach both seventh and eighth grade that's a little more information than you want but and we're not looking at that right now because we don't have the numbers so this is a a rather innovative way of solving some problems that we have and and with a vacant position that is budgeted for we more than cover the cost the other position uh as we move now into this housing project plus all of the other construction not so much construction but renovation things that we had on that wish list and that we have prioritized we really need somebody who has way more expertise in that area than i have um and the time i'm enjoying working with that committee and and doing this first part of the work but the reality is as we move into those projects we need somebody who can handle the procurement who can be on the sites whether it's the building site in the housing site or our other sites to be supervising and coordinating and to make sure we're getting the quality of work that we expect from this project i did some homework to figure out what we might have to pay somebody with that kind of expertise and i shared with you in the memo that i sent to you the ranges in the you know in the state for these positions recognizing our community but also recognizing that we want somebody with some experience we don't want somebody who says oh yeah i just want to be this person we want somebody who's done it before so that's why i gave you a range of 60 to 70 and this would be covered out of esser money and i also set a time limit on it that we want that this position would only last until december 31st of 2023 which is well before the end of the use of the grant that's two and a half years we ought to be able to do all of these things that we want to do right now in that time any questions on those a comment with saying yes we need a construction project manager and we're going to figure out 150 000 for two and a half years when we didn't give any of our employees a step increase this year and i'm looking to make that recommendation next month as we revise our budget we will have the funds to do that i i do see what you're saying on that board and i agree i think we need somebody that can do this project i agree i'm not saying i disagree but it's and it's temporary for me to spend 150 000 and our teachers who are sitting out there didn't the only only thing i have with the step raises and esser is like i said from the beginning it has to be sustainable so this is ends when the when the funding is gone um so i i do understand your point but uh it has to be sustainable i've i've done the i've done the preliminary work on the on the revised budget uh partly because because of the increase that the legislature did give in the base funding for uh you know this year it went up uh it went up some the other thing is i'm very encouraged by the fact that our enrollment is already higher than uh than the number upon which that budget was our origin you know our original budget that you've already approved is higher than that number by 75 already excuse me 75 times for roughly 4 thousand dollars is more than enough to number one give step raises but it might also allow us to raise the base which would in turn then raise everybody another 500 dollars so i i can't promise that right now but it's looking very much like we would be able to increase the base and give the state the step raises and i would be ecstatic if we can do that so that's the 75 is still pre-10 it is pretend a drop and that's another reason that i was not willing to bring all of those recommendations to you tonight because i wanted to be sure to see what numbers we have but it's encouraging because in the past one of the things that's happened is you know you saw that graph that that jenny gave us for you know the first day of the school years for the last few years and but it's also been that the first day of school is fewer students than the number we ended the previous year with so to start this year with a number that's higher than we ended was encouraging we're getting some of those kids back that we lost my one recommendation with this hiring of this individual i'd like to see that committee yes oh yeah check with them because i wouldn't know right what to ask i i'm assuming you would not know all those answers either i don't um but having that commit that committee at our disposal to be part of this interview process would be key okay for me i i completely agree corey this is this is a critical position because we have a lot of work to do it has to be right and and it has to be the right person now i will bring to you most likely um this person is going to have the majority of that stuff i will probably bring to you next month the proposal that the hvac piece and the automated control system be a separate project and i've gone through the remember we have 400 hvac units and they are going down mrs reagan is absolutely right we've had issues and we had a fire in one day before yesterday and that's not even one of the oldest um so i kind of broke it out by the last century and this century so we have 65 units in the district that are all that are older than that have been with us since before 2000.

we have 65 of those and so when we bring you that with that proposal um i'm going to be proposing 65 planned the ones that are older than 2 000 i don't care if they're working perfectly today we don't know what they're going to do tomorrow that we flat out replace those and then that we have money for 10 so that we don't have to wait the two months for sfb we don't have to wait the 12 weeks or whatever it is schneider has done that all that study for us and they're going to make a proposal to us of of how to do that you know of of that piece and um uh and i'll come back to you with some of that in the presentation but to me that would be that that is an electrical company and so you know they've got the expertise in those two areas um they don't have the expertise in a lot of these other things that we need done where we need this kind of person so uh it you know so those things are going to come kind of in two pieces and uh we've you know we've got a heck of a lot of stuff to do so um but we're going we are going to address we have the plan to address the issue that mrs reagan is absolutely correct about that you know and those some of the papers you've signed tonight are for those sfb things and you know we just wait forever for them um and that's one reason that i want that extra 10 you know money for 10 so that when one goes down we can go fix it right away and not have to wait on sfb and then we'll have a plan for how to start replacing all of the others and i will tell you that most of those 65 units are at fox creek yeah yeah and i mean it's not really part of this discussion but there you go yes there you go all right so so we need a motion for 5.9 um i would like to move that we approve the two posting of the two positions um listed i'll second that all in favor aye corey burgess hi junie borland i'm amanda eamon so moved 6.1 future topics um uh you know i it's just it is a little disconcerting when you sit up here we do have the ability we are getting there we have the esser funds but there's just those hoops we got to go through and to get to and i just i just want to make sure that we and i know that abm has been busting their tails all over our campus so i've seen them there i'm sure they're doing the exact same thing at all the elementaries but it is hard when you do have fox creek as the hvac units are the oldest there and we have our students and our teachers working in in those conditions so i don't know how soon we can get those how soon can we get those replaced or something up and running or a a alternate solution for their rooms i know that there are some portable ac units do we have those that we could put in there in the meantime is there a way to to do something similar that running saddle but you know it's just something if we could come up with some for i went without ac in my front office from april until literally the day school school started and i know it's not like a oh ab i'm just not doing their job it's not there's not the parts there's not right to get the things where they're coming there are really these issues going on right i mean we had friends that have lost ac units all over and they're waiting a couple days because to purchase an ac unit there just aren't any and that's part of the issue is you know even that's why that's why when i went back and looked at our numbers because we have 190 192 units that are over 20 years old but we don't want to find ourselves 20 years from now or 15 years from now in the same position where we have a half of the units aged out so you know part of it is figuring out a plan and and i guarantee you you know that that something's going to go out that that maybe is only 10 years old that's why i want to make sure in this first set that we have 10 that we can do and then the other part we can do amanda is we can continue what we're doing with sfb for the other units we can just start saying to them we you know we we want we want these units replaced we want these units to replace but i will tell you that that dealing with them molly has become a pro at dealing with them but our contact person they literally ask 20 questions and they want you to you they want abm and abm's excellent at going and working on things but they literally want you to have tried absolutely everything and to have replaced everything that can be replaced on that unit before they will authorize a new one it is very frustrating it's very frustrating it doesn't make us cooler in the classroom no of course it doesn't absolutely if you have kids that are sweating or they're not we need a plan for the next meeting of where we're at yeah yes we need to see some steps yes i don't think we should wait a full month either though i mean how long i can get information uh and because they've really done some background work on this schneider's really done some background work uh i think we could have a pretty good uh pretty good proposal from them in two weeks okay let's we can set a future date for meeting in two weeks then and get to that point let's do it okay any other future topics we have the table items that need to come back on the next meeting yeah and i will need some address some direction from you on those the i mean the format is pretty much what we've always done but whatever it is that you want you can get with me and let me know okay so return the tabled items okay and i'm sure there will be new items similar for next time so we'll get it all fixed at the same time step increases so you have that ready for us then absolutely and i will have a revised budget ordinarily we would not consider a revised budget until december but i'm not really excited about spending money that has not been approved yet and so i just assume have a revised budget for you for september and we submit it um to you know submit it to the finance department right away not wait till december okay i'd like to see quarterly evaluations for you oh okay um nothing it's it's not that it's negative but we can't talk and discuss anything whether it be good or anything okay without it being on an executive session so i would like to have that opportunity for us to be able to discuss it quarterly and have an executive session quarterly okay yeah excellent um and substitutes i don't know if that can be i'm already hearing complaints and more weekend so i don't know if that can be on our workshop sure and right now we're using every available substitute in a in positions but i will be meeting with the principals uh some of maybe some of them tomorrow and certainly the beginning of next week to reevaluate our class sizes and our positions and see if we can see if there's anything we can adjust so that because right now we don't have any subs for when somebody is sick or out and and we're using a lot of subs so it's not that we don't have subs available it's just that they're already being used so um and that's a good topic to bring up and perhaps at that time we'll also have some additional information for you excellent we have teachers that are uh taking on a lot more loading absolutely absolutely what's happening in their classroom and those teachers should not be held liability liable for those specific issues absolutely overloaded those classrooms absolutely and and and part of the reason we're in this situation is because you all did graciously approve the capacity for our classrooms to allow us to do a modicum of social distancing but also really importantly to give our kids the opportunity to get lots of attention from their teachers but we're in the next week we're going to be at 10th day and we'll know better what our numbers are and we can make some adjustments because we definitely need some substitutes available to sub what is our sub pay rate it's a hundred dollars a day for single days and then it's a hundred and fifty dollars if they're long term so if uh if somebody's out on maternity leave or somebody's out for surgery and we know it's going to be long term then it's it starts at 150.

if it starts as as a single and then uh turns into a long term then it goes it uh becomes 150 even retroactively in the july meeting the crash board did increase theirs to 110. maybe they're snagging a couple of our substitutes because maybe maybe i will that's something we can discuss as well absolutely and i can share with you some feedback sandra brown who retired as one of our principals is is on the sub list and she gave us some very good and very positive insights into esi the company that we're working with and how careful they are about vetting uh you know vetting the folks and um and that kind of thing so um uh i i she sent me an email about that and i meant to share that with you but i'll share it with you next time any other topics all right upcoming board events you see that we have the uh lunch and learn webinar um september 27th members choice and ask the experts and then of course the law conference right around the corner um and i have decided not to go so but if if any of you want to go let me know um kim's still out so let me know and we'll make sure that that happens if you want to go as with any training just pass it on and we'll get you signed up uh 6.3 date time and location for future so we're wanting to do two weeks to address the air conditioning um that would be the 26th or even just an update i mean is is there are we going to need to meet if we make if we take action we will so she comes with a plan we're gonna do something we have to and they would come tom and brandon would come with a plan does the 26th work it doesn't work for me i've got my granddaughter that whole week we've got new baby brother coming now how long does it take for a new board member to be whenever you're uh i mean whenever mr file says okay he's usually pretty speedy because we would um because we're looking at two weeks yeah oh okay all right so we can still make a corn all right yeah yeah that might be fun right yeah oh yeah charlie sorry sorry well we might be committing her to something we don't know if she can or not that's why it was my worry so count her out all right so let's tentatively set it down to the 26 to make sure that we will have a quorum um 6 pm meeting that works all right and no workshop no okay all right for our next meeting okay um and then we'll keep the regularities well let's just set a date at that meeting yeah that's easiest okay all right with that we need a motion to adjourn my motion to a journey a second all in favor aye corey burgess hi junie borland hi amanda amen we are adjourned thank you [Music] you

call this meeting reporter the purpose is to review any budget changes to the king county regional vocational system budget um so there's just a few minor revisions since the last tentative budget i added on 450 for the prior year revenue we received a check for a refund for something that was for last year's expenditures that they gave us a rebate on so i added that in there nothing else changed on the revenue side the expenditures i decreased the ctei grant um it was 1.675 million and i reduced it to the 1.554198 and then the perkins was eight eight hundred twenty eight thousand seventy dollars and i reduced that down to six hundred and ten thousand hundred and forty um so a total of three hundred thirty nine thousand six ninety six um total expenditure change and most of that was due to you can also see the the unaudited beginning fund balance it was 1.527 million that also reduced to 1.335 million it just offset so there were expenditures that u-46 had paid for july august that we were not aware of um so that is why the fund balance went back to the 1.3 and then the ending fund balance will bring us down to the 777 thousand that we've kind of started at last year okay that's your only revision that's it are there any questions from the board of education on the roof budget all right so i'll just need a motion second to adjourn someone second a thief yes fog yes camphill yes nolan yes pinara rabe yes ian gorman [Applause] yes foreign president faulk yes handheld yes nolan yep pinara yes rabe here garmin yes all right i need motion and second to approve tonight's agenda till moved second a thief yes bulk yes han pill yes nolan yes yes rabe yes gorman yes please join us in reciting the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all let them know um just a quick notice you guys the on the table out there there's green forms if you wanted to speak any public comment you could fill those out really quick and then just bring them up here um we'll do that in a second thank you all for coming out tonight and everybody at home watching i do have some recognition so um i'd like to start by introducing you to lindsay sharp lindsey sharp is our director of curriculum and instruction 612.

i think we're live hey we had a little bit of technical difficulties there trying to get on and situated and get the volume correct i want everybody to um to be well informed of of what's going on at fort river this year um i want to introduce myself i have been introducing myself to the staff a little bit as they're trickling into my office once one by one kind of introducing themselves and and learning who i am and i'm learning who they are but i also wanted to introduce myself to the to the community um that haven't they haven't seen me yet um and all this and students i hope there's students out there that are watching also so they can see who uh the new leaders are for this year at four river we have a lot of exciting new things going on there's a lot of information also i have my little cheat sheet here so i don't think i haven't memorized it um so i'll be looking off to the side kind of remind myself of things that i want to share with the community with the students with the staff um but we're going to start off with i'm going to introduce myself and then i'm going to introduce tammy and her new role um we're going to talk a little bit about um our leadership style and our philosophy um as school leaders um and then we're going to move forward and and i'm gonna give some information on some new changes some really important information um that all the the the community should know the parents should know um and then we're gonna share kind of our vision of of what fort river is going to look like this year okay so let's get started tammy are you ready i'm ready yeah so we've been myself and tammy have been working really hard together um to to have a really cohesive collaborative um well thought out effective plan for for our students um because first and foremost they're um you know number one uh at the school we we like to you know the way i am as i like to pride myself and how students are treated are um the the services that are given to them and academically what what we are we provide to them so first and foremost if there's kids out there hello we think of you you're first at fort river and i know that tammy agrees with with that thought so for myself i'm michelle hernandez um the new principal really wow that's exciting right the new principal at fort river and um i just wanted to share a little bit about my background and what brought me here to fort river um and my experience in education i've been in education now almost 15 years i started off as a para then i became a teacher i then i moved on to my career in leadership started as a dean of students and then became an assistant principal for the last few years and now here i am that has led me and i've brought all that skill set and all that love for education and students um here to fort river rivers um my leadership style is a collaborative style um i feel that not just one person can lead the school i think there needs to be voice from everyone all stakeholders should be a part of of decision making as as much as possible and so um with the staff i like to get the feedback and voice from the staff um from the students because ultimately everything that we do affects the students and then when possible as much as possible have the community the family parents voice their concerns and their suggestions give me as much feedback as possible to the new things that we're doing anything that we're implementing anything that's new um existing um and so that they can be part of what's going on at the school and so just so this the the families know that you will be receiving emails from me there will be surveys i want to hear everything what has worked what you felt didn't work um what things have to be kind of tweaked and then some new suggestions new things that you want to see um implemented at the school i want to hear all of that not only from the the staff but also from the the students and the families and so my philosophy is that every child can learn um no matter what level they are i feel that as educators we have to kind of like it's our job to peel back all of those later layers that make up your your children and and find out their needs and be able to then address those needs where they are and meet them where they are um i feel that is that's truly my philosophy and education and so you know the love of children i love what i do i've loved it for many years um and i will continue loving it and so and and and knowing that always putting the child first and um showing them that that acceptance um being working hard and being kind to one another um that all comes with the love of the community um the community as a whole the school community and us at fort rivers as a educational family so i'm gonna pass it on now to uh tamara and then i want uh tamara to kind of share she's gonna be sharing her um education background her her leadership style and her philosophy there's one thing that i missed my education background i have my bachelor's in education from westfield state university i'm here in massachusetts then i moved on to get my master's in education at american international college in springfield mass and then continued for my second masters and i received that at endicott college and that second masters is in school leadership um so i have um many years of education and experience working with children um in teaching and with um school leadership so tamara it's all yours jeez thanks michelle i've really enjoyed working with you um for these last few weeks um so many of you in the community know me as miss tammy i've taught at fort river for 18 years i can't even believe it uh prior to that i had worked at yankee candle and even before that i had worked as a kindergarten teacher in west springfield i've spent many of my years in education i'm absolutely passionate about what i do i had gone to school at wheelock college in boston and had a lot of really great experience there from working at shriners burns hospital all the way to working in an inner city school which was a really great learning experience for me uh from there i decided to go back and earn my master's degree at umass amherst um in special education which was the best decision ever and it really was following my heart in that in that way and from there i've worked in greenfield sunderland deerfield i've worked in a lot of schools in in the area before really settling in and and making the leap to to work in amherst which has really been a true calling for me and i've really chosen to stay at fort river because it truly um encompasses all the things that i i believe in um which which includes social action and if we think about way back in 1989 when barbara rothenberg got her second grade students to really advocate to change the turnpike sign into now and working collaboratively in the sixth grade to really um keep that legacy of social activism alive uh i you know i think when i think about um having you know working with michelle and then my work for 18 years at fort river i really think about the amount of collaboration that that i've done um and what i believe in because i think that working in isolation is really limiting and when we sort of open our doors and open our hearts we can really do amazing things together and i've really seen that especially since um our district moved towards a co-teaching model and i know that especially at fort river because that's sort of been my home and so i really know it um you know we really embraced it and it's been really transformative to see the the student the level of student engagement um the level of collaboration that's really changed and really i think um has you know um forced fort river to really um stand out i believe i mean i think that definitely we're a unique school in that we have combinations and aims and building blocks and that really i feel like those having those programs is really like livens us up and i think really um begs that we think about how to include all students all day long and we also have experts at our school that really know so much and i think tapping into those resources and collaborating with those teachers and para educators and all the staff is really going to um help propel us and build on prior leaders uh work at fort river and so you know i think developing uh relationships with positive relationships with everyone building a really strong community both in and out of fort river um and just really empowering everyone to find their voice and and work you know work with us because i think that we can be really dynamic i mean we as a collective we all of fort river in the community and so i i'm really excited about this opportunity and i really hope people come and talk to me and share their ideas and things that they loved and things they're like hey what you think about this i i would love to hear it and and um and move from there thank you so much tammy you know it's it's amazing how close we are like our philosophy and our leadership style i think we're kind of like a perfect match i really have to tell the community tammy has been in a a huge help with kind of like teaching me how fort river is the community the school as a whole all the services all the resources um that we have that you know available to all the students and she has been such a great help in the last a couple weeks i i kind of started a little bit late in the game um so i you know i walked in not really knowing um what i was walking into or you know that the the way that the school was built in the community and tammy has been such an amazing help that we just i think we just we kind of took off kind of running together we knew exactly uh you know after our first conversation i i think we kind of knew exactly where we needed to go with the next steps at full report river and what the students really deserve in in our community so with all of that said and i and i hope everyone is enjoying again um if you just you know tuned in hello michelle hernandez the new uh principal uh tamra the new assistant principal at fort rivers we are so excited for this school year and now i'm i'm gonna move on to some of the changes some new information that um parents you know and families should know so they can be prepared um and kind of like eat some of those first day jitters uh tammy i think you can kind of you know agree with me that even as leaders even as after so many years in education we still get those those jitters just like you know families uh students and coming back to school especially the way that school has been remote and then coming back you know late in the school year not having that real feel of a true full year of education um and so it is a little nerve-wracking and i want i want to make sure that everybody feels comfortable and feels supported and know that that that all the staff including us are here to make sure that all students feel as comfortable as possible as safe as possible um and as supported as possible at the school right from day one so let me share some new things that that some families might not know have changed we do have new hours at the school students will be coming in at 8 10 in the morning and the day will be over at 2 40.

lindsay comes to us from district 300 we've worked with this with lindsay in the past with issues related to cte and with elgin community college so we're very grateful to have you join us then we also have terry strow who is our regional director of the efe 110 for our vocational programs um in case there is any questions later on regarding the budget and then we have athletic director steve diversity who's with us who'll give us an update on fall athletics and activities so thanks and also community members thank you for coming out tonight should i wait for the gentleman yeah well we'll have other words we'll just take him i'll remove the public comment um it was brought to my attention that some some people thought that we were going to discuss with them after they spoke their comments and what public comment is is just a time for you guys anybody um just to tell us how you feel say any comments you have but it's not really a discussion time so if you have questions for us you can reach out to administration any of the board members phone call to the district office we can get into discussion and let you guys know trying to get you any answers you may need but right now it's just specifically for public comment and we don't go into any discussion with you so just wanted to clarify that for people at home who have come to comment and then you guys too so we'll start with uh connie collins i have two grandchildren in district 301 and i have not seen that this school district has banned crt so i'm here to fight against the indoctrination pushed by a small group of people who have no respect or love for this great nation i do not want one time to be spent on crt curriculum i think it should be banned in this school district as it has been banned in other districts in our country there have been no other countries who have fought a civil war on slavery the president of this great land was willing to tear this country apart to end slavery it was a horrible war with americans on both sides being killed and maimed and businesses burned sound familiar in the end freedom prevailed now a small group of people want to bring back that war they want to disrespect everything our nation has been through since that time by creating new laws and constitutional amendments to ensure the freedoms given to all by our founding fathers critical race theorists believe our country is systematically racist they don't believe in a person being judged on merit or that people cannot treat others equally regardless of their color they want to destroy anyone who is white or christian regardless of their character or merit where's the insider for our children to grow and learn and strive to be better people if the critical race theorists believe they should be condemned based on their perceived definition of racists crt attacks everyone who has worked hard to make their lives better for themselves their family their communities and their country i will do everything in my power to stop the indoctrination of our children with this evil movement i request we ban crt thank you connie right next we have jeff bling board members thank you i'm here to speak to you tonight as a parent of two children in this district and as a voter and it is my firm belief that this board has abandoned its most basic responsibility you have been put in the positions you are in to represent the people who voted you in and put you there and it is clear that there is no support for a mass mandate every parent that got up at this podium at the august second meeting completely opposed it they want masks optional anybody that wants to send their kid to school in a mask is free to do so but there should be no mandate to have it happen for those that don't want it now for any of you that are under the delusion that the governor idph or isb can mandate you follow their rules on this issue they cannot it is not in the law anywhere that you have to do this you have the local control as the board and there is no greater evidence that you have the local control than house bill 2789 it was voted out of the house and died in the illinois senate that bill would expressly give izb the ability to change recognition status for a school district that did not comply with the rules promulgated by idph when the governor has declared an emergency or a disaster if you already had that authority or if isbe already had that authority there would be no reason to introduce that bill it would be completely useless because the authority would already be there but it does not exist all of you have the authority right now to defy the governor's executive orders because they are just executive orders they are not laws you can defy idph because they are an administrative agency the illinois legislature has not tasked them or given them the authority to rule school districts and isbe doesn't have the authority what is be did to timothy christian in elmhurst is patently illegal it is expressly written in the school code in 105 ilcs that the superintendent of the state schools does not have the authority to change recognition status or punitively defund the school district and unfortunately timothy christian caved to the pressure and they decided to go back with the mask mandates but for any of you that think dr or the school board or the state superintendent or the state izb can come in and tell you what to do on this issue they do not have the authority so i ask all of you to stand up and take the masks off our kids we don't want it they don't want it thank you jeff todd hart thank you board members i too am a father of two very young children one of which just starting this year another is three years old i boy it's kind of hard to follow after that i'll tell you what it's a smart man um i implore everybody at this meeting tonight everybody on this board to change course immediately masking children is beyond asinine it is it is despicable in my opinion and many others i think i speak for more parents in this district than the ones that would disagree with me um influenza was never a cause for mass hysteria and muzzling of children influenza is statistically proven to be a bigger threat to children today or at least until it poof went away and never to be seen again but influenza was more of a danger to children than covet 19 ever was never will be and nobody wanted to muzzle a child back then but due to public pressure public political pressure it is my opinion that everybody sitting in these boards right now is is falling in line like certain pundits would prefer masking a child this should be a right that a a parent and a child makes together i think if a child wants to wear a useless piece of cloth like the one that you see in front of me now or if they want to use a properly fitted n95 which is the only thing that is effective for an airborne virus then that is their choice adults have a choice to protect themselves as well there's vaccination there's all types of effective treatments and i just want everybody at this at these tables to know that what you are doing is child abuse everybody here is responsible for abusing my child and i think i speak for a lot of people [Music] that's all i have to say thank thank you [Applause] thanks todd next mcmahon thanks for your data over there can you hear me on this because we can't hear back there when people are talking very well can you hear okay we can size this silly thing i mean if we just we besides the law and everything if this board would just apply a little bit of common sense just common sense what is this stopping just tell me the wholeness what does this possibly stopping did you ever stop and ask the question why are we doing this why do we do it oh it mandated you go to the cdc website and you can find all kinds of data where the fatalities really aren't what they say they are in the news and so forth you find all this data but what you don't find is any research on the effectiveness of mask none okay but some parents have taken upon themselves to take the mask and again this goes back to common sense and say this is an exhaust pipe right what are we breathing into the mask therefore what are we breathing back into our child's body the analysis detected from a study down in florida in gainesville back in june 216-21 there's things there is pathogens that cause pneumonia tuberculosis meningitis um food poisoning lyme disease diphtheria the list goes on the stuff that's being caught in this mask from one day it doesn't take much sense to say let's take our mask and put it under a microscope and see what's in there holy cow why are you doing this to the kids if you continue to be compliant i'm sure those people will be glad to replace you out there and that's all i got to say [Applause] david young i am also here to talk about this mask mandate it's a cdc guideline and i and i called and i i talked to dr stern about it and he said he's following the guidelines of the cdc the board is following the guidelines of the cdc and we have a governor in florida that has decided not to follow the guidelines of the cdc look where their state is at they did have a couple of counties decided or uh groups decided that they would go against desantis order of non-masking the kids and now he's going to hold them responsible by getting and cutting their salaries of the board members i don't know if that's gone through but you're looking at a governor of a state that is thriving that declined not to follow the cdc guidelines and out here i would think that in this neck of the woods of illinois that we are the same cloth of those people in florida we should not follow the cdc guidelines what and he mentioned it perfectly where where are the studies that show that this paper mask you're touching it oh i just touched this microphone i touched this guy's hand i touched my pants what does it do doesn't do anything the typical mask has holes in it there are about five microns okay you know that the virus is one it's like putting up a chain-link fence and thinking that a fly isn't going to fly through it this is ridiculous so if you guys are going to demand that we mask our kids do the cdc guidelines show us the data show us the data that this helps because it doesn't exist but you know what i'm willing to go along with it and look at scientific data and evidence where studies have shown let's not even talk about covenanting let's just talk about the common cold cold influenza those studies have to be done based upon masking haven't they if not in our country how about in another country so the mass mandate what is it going to do to us it's not going to help first of all it doesn't help second of all what is this doing to our kids psychologically emotionally how about just learning you can't see someone's face when the teacher is all messed up you can't see what they're saying and then if they're making an expression toward you whether that expression is positive or negative you don't know what that is so how is this going to affect our kids not only psychologically emotionally but how about just the whole learning environment itself and if you guys really want our kids to excel then you'll think about that [Applause] thanks david several times that i've been here i guess i missed the memo that nun masks are required i won't regurgitate what the others have said and i don't mean regurgitate in a negative way but um i think the board and the superintendent i think you've all heard that um the data does not support wearing masks um you know i'm finding myself in a quandary so i stand here as a mother i stand here as an educator i've been subsidy teacher for seven years i also stand here as a a woman of faith my son ever cameron right there supposed to be a freshman um and you know i want him to believe that the school board and the administrators have the children's best interests at heart and as a parent and a mother i stand here and i just do not believe that to be the case and um i lost it for a second though um i did some reading um on the school district website about the policies and i found curious language so it stated here by you guys that the cdc recommends universal masking indoors the cdc recommends recommends being the highlighted word okay the cdc guidance which was adopted by idph and the isbee recommends indoor masking etc etc face coverings are expected um saw the merriam-webster's um actually asked school personnel today when everett went to take a tour of the school and um because he was asserting his constitutional rights to not wear a mask because our governor doesn't have the authority to mandate the mask wearing and he was denied so i look at this as an incredible life learning lesson for my children because i am standing up for their constitutional rights not just them all the other children i'm seriously disheartened by the school board i can't comprehend what the reason could possibly be for following a mandate that we all know is a bunch of bunk i've been nice i've been respectful i will continue to be respectful but there's a lot more appearance then maybe there was who know what's really going on and we know the freedoms and we know our rights and we're not taking it lightly i appreciate you giving me the opportunity to speak thank you thank you [Applause] thank you kelly we're going to move on to action to discuss and approve the consent agenda second dana um revenue and expenditure reports are in your board packet revenues are currently at 3.04 compared to 7.76 a year ago expenditures are at 5.79 percent compared to 7.14 percent a year ago there were no impact or transition fees since the last board meeting all the bill payable reports for everything are typical for august and then the northern kane county regional vocational system they don't qualify to use central 301 letter collateral their letter of credit since they have their own fed id number so i will be signing the paperwork to establish their own collateral for them any questions for david all right pam yes and pill yes nolan yes yes rabe yes yes gorman yes yes actually in motion second to discuss and approve the tentative budget second second tonight i'm presenting central 301's fy tentative budget and asking for formal approval of it there were no changes since the august 2nd meeting so there's nothing really to present just a recap for those that weren't here or want to hear the um there are two funds that have deficit balances the education fund and the o m the operations of maintenance and the the illinois state board of education did give out new evf numbers tentatively so we're going to increase by 240 000 roughly so i'll make that change in the revision when we do the final budget and then categorical payments we increased normally we it changes every year but i increased them to four payments so one from last year that was owed and three for this next year coming up owed um last year we only budgeted for two and we did receive four so that's why we made that change and then um that's really it so tomorrow this tenant of the budget will go on display at the district office newspaper notice will go in the paper for the public hearing and then at the september 20th board meeting we'll have the final budget with revisions for you to approve great any questions regarding that all right stanfield yes nolan yep yes rabe yes rafi yes frog yes garmin yes next motion second are required to discuss and approve the final budget for the northern kane regional vocational system efe-110 second um we had our public hearing before this regular meeting basically i went over the revisions over it the budget's balance in all funds revenues decreased slightly for the perkins grant from last year to this year the cte went up a little bit from last year's budget to this year and then there were two new revenue sources that were added for the cte education career pathway and cte career exploration grants and then the expenditures should be covered by all of these combinations of these grants nolan yes yes rabe yes a thief yes bulk yes pam hill yes gorman yes next motion at second to discuss and approve the bid to purchase the tire balancer tire changer and on car brake lathe second okay dana and we also have um our executive director terry stroh here who who was the one who sent out the bid so the recap should be included in your board packet um it met all the bid specifications the total the subtotal for all of them was 37 676 dollars and 39 cents um they did give us a prop pay 5 discount uh so that would come to 1 83.82 discount so the grand total bid would be the five thousand seven hundred ninety two dollars and fifty seven cents and terry any concerns about where the bids were so at this time it's the same uh vendor that we used previously for other equipment this is the only vendor that will give training to our teachers and certifications for our students on this equipment okay and then this is the same equipment that's used throughout numerous externship dealerships where students would be working correct we visited multiple locations for dealerships and other auto repair stations and they all use the same equipment right now so it is for approval of the bid all right all right thank you terry thank you pinner yes rabe yes yes folk yes and phil yes nolan yes gorman yes very much in a second to uh review all the serious safety hazard findings um approved by the illinois department of transportation for a preview second so this is another annual thing we do annually um until something major happens with nestle road we're always going to have this on file um but it just requests that we just review it manually so that's where why it's coming to you this month to just approve again what's the significance of this i read it i wasn't so because we have students that live less than a mile and a half we can't claim them on the claim unless we have one of these on file so for the kids that live across the street in providence they live less than one and a half but we can't claim them um but nestle road is a hazard for them to cross there's no bridge or a tunnel bridge or a tunnel yeah those are options great got it thank you future career tech ed project partner with ida partner with idaho i don't think we're looking partner with somebody rape yes a thief yes fog yes anfield yes nolan yes panera yes garmin yes penny motion second to discuss and improve the veterinary science affiliation agreements uh provide clinical opportunities for our students there are seven i believe so yep seven seven of them they're listed in our board pack so moved second second yeah you see these consist consistently come across these are just new affiliation agreements all these partners we've currently worked with in the past so they're not signing on brand new uh this year but we're just looking for updated signatures to make sure that we can continue our partnership with our veterinary clinics any questions yes bulk yes and phil yes nolan yes yes rape yes gorman yes move on to information items we have to return to school over here we'll have a more detailed report in september but um we know that our first grade through 12th grade students uh returned to school last wednesday we're off to a great start um our early childhood and kindergarten students returned to school today so we're very busy we have we're running 70 bus routes with over 87 square mile footprint of a school district and we're transporting over 4 000 students each way on a daily basis so um i've been in daily contact with transportation following up you know things are going well there's always hiccups and surprises but overall um pretty happy as we continue to make final adjustments to routes did we think about the past year's numbers of incidents let's say in the first three days of school right wrong bus routes things like that is it consistent with past years oh yes so nothing stood out in fact i would say overall probably better yes okay this might have been one of the less stressful ones okay and then our food service program we're back up and running um with full use of our cafeterias and in the three days wednesday through friday we serve 3086 meals and then our custodial crews have been very busy performing their sanitation and they're daily disinfecting so we sanitize and clean everything then at the end of the evening they go throughout the buildings with the electrostatic disinfectors and we disinfect using that method as well our district population growth and some delayed registration caused the district to split some classes right before the start of the first day of school but our administrative team and staff and everyone adjusted and staff and students are happy to be back in full time and our current positivity rates in our district remain low so that's that's good and we monitor that on a daily basis as well dr mangan you have anything to add i went to all seven schools again on friday so i got a chance to go into probably three grade school classrooms in each of the four grade schools i went into one high school classroom i went into two each in the middle school classrooms and i i think it was really great seeing all the kids back it was great i met some new teachers uh my person my kids fourth graders at hbt were very excited to be back um and so my takeaway was energy was great i talked to one of the principals at at tennis meridian ap and she had really great things to say about our new teachers you know coming in and we had a lot of them at hbt this year i think eight or nine um and so that they had really good energy my one of my daughters has one of them and it's been a great experience so far so i'm looking forward you know seems like it's been a really great start yeah a really good energy level in fact we saw some of those um those new teachers at our event at our community event back to the hill event which was well received by by the community we had it was a constant flow of people uh throughout the afternoon so it was nice to see and thus i got this sunburned from from the day uh listen use sunscreen so but it was a great event it's great to have everyone back and um off to a good start excellent next athletics activities update good evening so i'm here to bring some excitement and some energy uh to what's going on so far so we got back to school august 9th all the great kickoff in the classroom and then the chaos started after school so pretty much all high school sports started on the 9th middle school started the 12th and then the last start of the middle school was uh football today but as we saw over the summer with our summer camps you know numbers were up across the board we're continuing to see that in some of these numbers so i wanted to kind of bring it forward to you by level so just at pkms in our sixth and seventh grade cross country has 73 kids in comparison to two years ago they had 41.
