i was asked to really kind of pare down because i know this is a lot of information so i'm not going to go through every single slide that's about to happen but hopefully you had a time to look at it but we thought it would be key for you to see that we're going to break down each of the five years it's human nature as well as district nature to say either we're going to do it all the first year or we're going to put it off four years from now and it became really apparent because this is an enormous amount of work that we really have to prioritize what are we going to do the first year what are we going to kind of pump the brakes a little bit and not start in depth until two years from now just if you think about the amount of professional development with our teachers you can't do all of that in one year pieces will have to break down so i just picked two to kind of highlight some of the things for 21-22 so now i'm back to that improved literacy and math achievement and the things that we want to do this year for example is train all of our kindergarten through eighth grade staff on the frameworks we're going to be conducting walkthroughs and staff surveys to determine professional development needs we're utilizing our coaches to get in and look at what are the best practices in instruction and differentiate for our staff because some of them are already rock stars at some of this and some of them need additional help and then really build that professional development plan for long term of what needs to be done and then you'll see the different steps as we get there then the next one that i want to highlight and it's not getting there it's thinking about it slide 13 my clicker's not there it goes maybe all right so in looking at our assessment system and where we're at with that uh if you look at 2122 we want to and switch to fastbridge which we did for this year and that will allow us to spend a little bit less time on assessment but give us some richer data and then we really need to dive in and create training and the use of this data and some of that's coming out here in the next couple of weeks on how to use that academic data not only to identify students with interventions but even more importantly to identify the successes and the opportunities for improvement in our instruction and then create professional development that goes along with that we'll be creating a district improvement team we've had our very first meeting to go through and model that practice but also to look at the district as a whole and look at our data and identify areas of weakness and we'll press and repeat that several times throughout a school year and many many times over the next five years that was a lot i know i talk really fast because i have so much to talk about if we get all the way to the end of this it talks about next steps and we want to bring this back on september 13th and talk about that and then we want to show a dashboard at that point of what a mock-up could be of how we will chart our progress and share those pieces and get input from you all so that we can start on this journey i want to remind everyone that while we have these five years you saw that the columns the words became a little less as we got to 25 26 that's because we have to build that so if you think about a long journey what's right up in front of you there's a lot of details but what's far away we'll be adding more details and putting those pieces each year that we go in and updating those p those plans what questions do you have yes we're so my first one is it may be rhetorical but maybe not but what do you need in order to accomplish all that you presented thinking about time talent resources people money uh what do you need in order to do that and i'm going to give a second question because it may it may answer it okay and uh within the the assessment i'm glad you used that one as an example is it you said that the bridge is a fast bridge fast bridge gives you richer data and so what else will you will you will be used to determine student achievement and does this new system the richer data within this new system encapsulate all that's the data that's going to be needed to determine if we're being successful in everything you just presented that was a really big question i think i'll tackle the data one first so fastbridge is a k through eight it doesn't go to the high school level and we are instituting some new assessments at the high school level this year too uh and what fastbridge does its basics of literacy and math instruction and it starts you know all the way down at second grade and there are some pieces at first and it will tell us what standards in broad brush strokes students have mastered and it's an adaptive test so that it zooms forward if a student is answering a lot of questions correctly or it backs up grade level if the student is not making a lot of progress so we'll get kind of that as especially this year we're expecting a wide variety of way of achievement even more so than in the past you asked if that's enough data to determine that or really the right data is what i'm trying to fix so on the right data on basics of reading and math yes but there's a lot more to student learning than what can be answered in a multiple choice test so when we're looking at writing when we're looking at creativity and problem solving some of those pieces are incredibly important i would even say resilience is going to be a big factor on how our students will succeed but if you're looking at indicators for how we will do on future reading and math assessments yes i believe that fastbridge is a tool that will be very very helpful in that my background in elementary also says we really need to look at kindergarten and first grade on letter recognition letter sound sight words which will be things that we already keep data on but aren't part of fastbridge is we have to make sure that our students have those basic building blocks everything else relies on that all right so just one last comment i'll pass it so based on what you just said my my recommendation would be because the question is what else will we use to determine student achievement if we're only using that test everything that you presented is really good and i think it's needed in order for to determine not only if a child is successful will be successful because you got to of course we got to project future success the ability or capacity of future success but i'm just not sure that assessment will tell us that and if it doesn't then how will we determine if everything else we're doing is actually working so that if we need to course correct after a year or two years we can say yes this is working no it is not but then according to what so if we don't have the right data then some of our efforts we may put a lot of time talent resources money and people into it and not know for 10 years if it's working right and when you look at curriculum and instruction it's not only the assessment that you need to know whether or not it's working it's also whether people are doing the instruction that we are hoping they're doing right so how do we assess that so we have a system of classroom walkthroughs that we're starting this year where there are a team of us from the district office as well as district administrators and we've built a schedule to go visit classrooms and i'm having principals and assistant principals not from their own school but come with me to other schools so we can talk and talk about instruction where it's not necessarily their building and build common understandings what that would be and then they will model that process and go back and use that because um and dr sproul i know you told me to be brief but i get going on this for example i use my chocolate diet thing all the time so if i tell the doctor hey i'm going to lose weight because i really you know i'm going to lay off my chocolate but i never lay off my chocolate and he comes back and he's like your chocolate diet thing didn't work you haven't lost any weight well it wasn't the chocolate diet it was the implementation of that so we have to make sure when we put the literacy and math framework and before we would change course because the data doesn't look like it we'd have to make sure that we're actually doing the literacy in the math framework pieces uh you also asked me what i need [Laughter] a fairy godmother ah time but we don't really have that we have to get in and we have to do it um a culture and a climate that supports but also talks about a sense of urgency that builds on people's successes and positives and that staff and students but not to the extent of we're all good we're good but we can get better if we can set that climate and that culture that's the biggest thing that needs to happen in order to make all of this work we also need staff we also need money to redo curriculum we also need professional development we all need all of those things but that culture and building a sense of trust where we have clear expectations and we are really clear about where we're going and what we want to do and we support people that's what's needed to make this happen the most thank you so in addressing equity and inclusion and climate um i know we know that children students they want to see themselves in the classroom right and we know that um you know curriculum is a really big part of them seeing themselves and so what is what is curriculum renewal in in this process and where is it in the process is it is it going to happen this year is it two three four five down the road and then what do you need in order for curriculum renewal to be you know a priority as we talked about the social studies standards for example that are in here of what we're doing and that's one of the main pieces we are behind in having our social studies standards that's one of the things that because of budget cuts we've continually said will push that down the road so we need to get in and do that and the curriculum review process that i've been working with with the high school assistant principals and as well as our elementary and our junior high directors has a very big part of that process of creating the lens for things such as equity but also in differentiation materials also those pieces so whatever resource or tool we look at we've got an established list ahead of time that we believe has to be addressed and looked at not which book did you like or which materials did you like but these are i'm really full of bringing all the faith isms out to it these are the truths that we hold self-evident about curriculum and instruction that's something i talk about with my team all the time um and we need to get in and we've been pushing that off for a long time we have high school textbooks that are tremendously out of date and we had different difficult decisions just yesterday in dr sparlin's office about budget and where we go with those pieces but know that the social studies materials when you're talking about equity are one of the large area of concerns that we are working on and then we allocated some of our esser monies to providing more materials for our novels and for our libraries and level libraries at the elementary to include more cultures and more diverse perspectives and literature that's available to that and when you look at our literacy framework a lot of that is having student selected texts and being part of that where they have choice so that you're having a wide variety for people and students to choose books that reflect the characters and the people that they're interested in while they're trying to tackle and learn new reading material is that what you were looking for well i just want to make sure it's going to be a priority yes okay yes and if we with the teaching and learning committee and i know we haven't met yet one of the things i want to do with that committee is go through the curriculum review review process that we've been drafting and writing so that we have an agreement ahead of time on the types of lens and tools that we're looking at and so we've been putting it off because we didn't have the dollars right correct do we have the dollars now right now we have the dollars written into the budget for elementary social studies uh choice and selection this year and then we have put in money for the year after that and we've already started the process with the high school department chairs around science and social studies we already met in august to start that process because it has been not done for so long it's going to take quite a bit of time to overhaul science and social studies at the secondary level so it'll be a year process to get our social studies courses and curriculum where it needs to be but we've already started thank you one quick question if you don't mind jen sorry sure how long does that translate into actually seeing it in the classroom so um one of the things for social studies that we talk about and we part of the process in the state of illinois is you have to bring the tools to the board it has to be on public display for 30 days so when we are looking at social studies and we have that item in the budget for elementary that isn't a start until next school year so we would be piloting looking through things this year posting bringing it to the board in the spring training teachers in may hopefully we have all those materials and then starting that and then two years from now we might have a few courses at the high school levels before them but looking at a two-year process to get our science and social studies where it needs to be at secondary yeah the budget you just heard and the presentation here on envision 308 when we talk about new curriculum that those dollars are in the budget that john dr petsky just presented okay i have a couple of questions and then um just kind of a thought so when we improved this first this one page document now we're kind of seeing how it is drawn out and i greatly appreciate it and i don't know if i'm probably getting a little micro instead of staying macro but something um very important to me at least is student efficacy and as you know faith i'd love to talk hattie with you um are we when we're talking about um expand opportunities for students to have choice challenge and success or differentiating personalization is it is that also student-led student-driven when we're talking choice when we're talking meaning if i set my goals i'm more likely to achieve them with support for my teacher versus if my teacher is setting the goals and and so forth that student efficacy is so important and i kind of thought maybe it was included in there but i just don't physically see it so am i getting too macro to micro no we can we can talk all you want on those types of things but um we've just done uh learning target training with our junior high staff and are getting ready to do it we've done with the department chairs and a big part of that is sharing up front what we want students to learn and then building in time for them to reflect on their own to know whether they've mastered it so one of the key things that if we're not careful happens is that students sit back and wait until a teacher grades them or a teacher says they've given feedback but then as an adult you know if i sit through a meeting and i'm going to wait until dr sparlin says you know i'm going to give you a grade faith and i haven't been saying well wait i don't know if i understand this enough to get up and train you have to be monitoring that so we want to train our students to be able to do that as well and then you're absolutely right there's a big difference between differentiation and personalization differentiation is when a teacher provides a variety of opportunities to really match the levels personalization is i chose what i wanted to learn about and it's going to be important that we do both of those things it's it's so important and i think just student overall whether it's student efficacy in the classroom student voice through our ambassadors just really having the district driven by students is really important i think to our success overall um and then i i have a question for you and then i have one last comment but this is a lot to undertake and even if you have everything endless money and less time can we do what i prefer that we do is a few things really well versus everything at 30 40 50 so if there's i just want to make sure that when we're moving forward we're not setting ourselves up for failure so that's just a comment and then the thing that i don't think the entire envision 308 is capturing and i think we need to step back for a second is that what we are going through now and we're entering year three of the pandemic is going to become endemic this isn't going away covets not going away we're going to be dealing with this for the next probably 20 years until it becomes like the flu right i think we need built-in um processes for how we're going to handle school shutdowns um stuff like that really like disaster preparedness i think is very important and i think we need to see that somehow in one of those four um and i'm sorry i didn't think about that when we approved this it wasn't it didn't hit me until literally just tonight but this is something that's going to affect us for a long time we might see a specific elementary school shut down because it's going to take longer for them down the road to um you know vaccines or what have you so i think that we need somewhere in this envision 308 just some sort of idea that this is going to affect us more there's the things are going to affect us with covid then um then than just trying to be reactive to it we know it's here we know it's staying and it's not going away so those are just my thoughts thank you faith and and your team just done a phenomenal job um and i wish we could give you all the time and money you need to make it happen i got a real quick teacher perspective sure um i'm worried about over assessing i'm really worried about over assessing um i'm also worried a lot about reading and where our kids are at at reading and in particular now that we have the esser funds and i know that faith and i have kind of talked a little bit more at length about these ireland screenings but we got to start thinking outside of the box about how to get these kids to read because i will tell you that if they can't read the test our scores aren't going to go up so you know and faith is kind of more you know elementary but i think that needs to go across the board so i think we need to start looking at using our essar funds for that and then i also i have zero interest in buying materials that teachers aren't going to use like i know that that sometimes at a district level like those really thick language arts junior high books that my all of the swanson boys used one or two pages out of and i imagine that we spent a pretty large amount of money for those so in the world where we're one-to-one i don't know that we need to consider buying textbooks i think that we need to consider what's best for kids may not always be a textbook and the curriculum review process does take that into effect of what i'm what we're talking about is when you do need to provide that piece and i i've also heard the concerns about springboard that you're talking about when you said the overassessing piece we're trying to do some less of the big assessment pieces and have it be more off of for example with the literacy framework when the teacher reads with a small group of students really getting in and knowing for example which of the phonics they are able to do are they able to look through for context clues and but basing that instruction you know off of those pieces so i don't think it's an over assessment but it's about really noticing and knowing each student's strengths and weaknesses and then gearing instruction toward that right so that again from a teacher perspective when you guys are doing your walk-throughs if you're walking through and seeing a kid doing something on that one time at that one day i'm not i'm not sure that gives you enough information about those kids like i see where you're going with it and i understand it right and i don't want you to think that the classroom walkthroughs are going to give me individual student data they're not even going to give me individual teacher data and gone through and done this at a number of large districts now and you're going through and you're looking for levels of engagement you're looking and seeing and i asked the students you know what is it that you're learning today do they know what the learning target is and you know if i walk through and do 40 classrooms in the time that i'm there i get a pretty good sense of how we're doing and when i talk about the classroom walkthroughs it's really an evaluation of me and it's an evaluation of our team on how we're providing the professional development for teachers it's kind of like that formative assessment piece for teachers that they use with students of how am i doing with my instruction we're going to observe instruction to know how we're doing at supporting our teachers and learning what we want them to do so it's not at all and i know some teachers will be nervous because here comes the associate superintendent in the classroom but it's really an evaluation of how we're doing and getting a sense it's not well i think that's an important message and i think it's a culture thing too that we can build up to it and that's not something that's going to happen like a lot of teachers will not let anybody in their classroom right and that's i've already shared the message about the purpose and those things early on in august with the staff newsletter and met with the union going around and talking to the department chairs and key leaders so that they know the purpose behind that and we purposely when we do the classroom walkthroughs don't have the principles from those schools go with us so it's less of an evaluation of feel of for a teacher as it is an evaluation of the district on how we're moving forward in the instruction that we want but i your concerns are very valid i've done this before and some people are like i don't want her in my room you know not here yet but it's an important part of the process i can't in good conscience say from dak that i know exactly what's going on in classrooms without being in classrooms and getting around and seeing how we're doing i get to go next okay i have um some of my questions were already answered by other board members so i just i don't know if it's necessarily a question or more of a comment and a concern on slide through and it talked about using creativity i think if you look at the personality type of an average teacher you're going to have a type a but extremely creative person and i hope that we i love the words that i'm hearing and the things that i'm hearing it sounds great and i hope that we can do it i know particularly i'm just going to use an example at the junior high language arts level because it's something i'm familiar with is we're not doing that um we're telling my understanding is we're telling teachers this is your curriculum you have to get to these points at these times you have to do this book and you have you can't have any flexibility i remember when my oldest was in junior high before we adopted our new curriculum it was okay we're going to learn about dystopian stuff so you need to as a student pick a dystopian novel and read that and and the teacher provided instruction based on the topic they were learning and not like okay everybody has to open this specific book and read this book whether you like it or not too bad this is what we're doing because that's the curriculum and this is what we're not necessarily what the teacher wants to do but that's what they're being told they have to do and i just think when we're talking about literacy we are losing kids by the droves i know my children do not like to be told what to do and if they had some freedom in like here's the topic but you can pick if you don't know what to pick i i can help you i hope that we i feel like that's something we can implement now we don't have to wait for another type of curriculum we just have to maybe change right we have to walk the balance i i talk about it in tight and loose like there are tight that are standards that our kids have to learn especially in literacy and math especially at the younger grades it's not optional to teach fractions right now like you have to do that but in the manner of the materials even the resource that we choose isn't i don't think a mandate that all teachers have to use it i had a great fraction unit when i was a teacher i use a textbook at all but and you have to be able to do those pieces and allow for those teacher strengths and also student strengths and pieces so um it's harder to monitor and support that but it is the right thing to do i'm not a believer that on the second tuesday in october we're all going to be on page but uh like nobody wants to teach that way i don't think i wouldn't want to learn that way as well but we can't have it be so loose that somebody decides that they're not going to teach versions so when you talk about how do we have that choice in the literacy framework there's time for independent reading and small group that is student chosen text off of what that looks like in math when you look at what are those skills one of the greatest things that we can do is have students write problems that show that they understand the math concept behind that the new science standards with ngss is much more about inquiry than it is the actual content pieces and the social studies standards that we need to move to and getting into are not as much content have you memorized the capitals have you done all those things but can you draw connections so you can use a variety of ways like what you're talking about to get to the same mastery of skills for those pieces so some of that is allowing our staff to have some of that freedom but also keeping tight on making sure that it doesn't turn into just projects without skill mastery i i understand what you're saying and maybe we can talk sure outside of this about like more specifically what my concern might be but then i also had um i just want to make a comment at the last i used to be on the financing facilities committee great committee um at one of the ones we had last year towards the end of the year we did go over um a presentation an update of our facility needs and it included pictures and dollars so i'm hoping that you guys got that and you're not starting all over again it was very helpful yeah no we're actually uh we've got that from the architects and uh and rob put a lot of that together so we are using the vision 2020 plan to build on to that next wave pictures and all so you can see what we're talking about and what those pictures are and dr smarlin shared a powerpoint with me that included the same information yeah yeah thanks ruth um i guess it's my turn um first i just want to thank everyone for the enormous amount of hours that went into putting this together um it does seem like a very huge undertaking and um i think all my colleagues up here have asked great questions um i do want to say that as far as the the finance and facilities piece um i'm really eager for us to explore those new opportunities for revenue whether that's grants or businesses or par other partnerships heidi reminded me too in her presentation she talked about the alumni association we've had many alumni talk to us and say hey is there somewhere where i could donate i want to give to my high school alma mater so we are looking at that as well yeah and that's fantastic because i we are going to need um the continued revenue in order to make these things happen in order to have the the team and the staff that we need and um i do understand our communities feel about paying you know having 71 percent come from them so i i think that is something that does need to be a priority in order to make these things happen very excited to see the the literacy and math achievement on here i think that's crucial as well um and i just uh to to eugene's point i think it's very important that we have meaningful ways to measure and to report back to our community and obviously to to the board i'm wondering too uh and i'm not sure if this was included so i apologize if it was but what is the plan for reporting back this information about how we're doing to both the board and to our community so at the next board meeting we are going to be talking about a dashboard and that is not only looking at test scores and things but it is a piece of adding the calendar of board reports so every year there would be an english learner report every year there would be a professional development report and we would go through together as kind of the plan but we'll need your input as well and at the end of that say okay here are the things we said we would accomplish this year are we making adequate progress are we hitting it out of the park are we status quo and kind of color coding that so that as those reports come to be you can look on a one page from the community and look in colors are everything looking good is this an area that we really need to work on and it would be looking at some of the financial pieces with that but also looking at student achievement looking at our graduation rates but also some of the softer pieces of the implementation of the framework are we where we said you know where we would be so to tell the story i think you not only need numbers but you need the narrative behind that and then that dashboard we're thinking about having the links to the board presentations that we make so if somebody wants to really get in and see here was the literacy framework piece here was all of that so they see some of the supporting documents that go into all of the things that we want to accomplish by 2026 and have our mile markers along the way and that's the next meeting okay is the dashboard only annual or is that something so it comes out the dashboard we envision it being i'm using the word envision a lot envision on the district website permanently all the time and it would be updates if you think back to the calendar of board reports if our professional development report is always april that section of the dashboard would be updated every april when we're talking about the budget if that was going to be updated that part of it would be updated during that board report time all of the state student achievement comes you on usually on halloween so november you'd have a lot of that part of the dashboard updated so it would be a continually changing place that is permanently part of the district website okay terrific just one more comment because you you kind of hit my last comment or you mentioned it but um you're talking about the implementation of it and typically a strategy has a communication strategy that that overlays it and there are so many layers to what you're talking about and earlier you mentioned that if it's not implemented well then it may not work simply because it wasn't being done and so i think perception is reality not only for the the board the district the staff and so i think that it's going to be so important that we have a communication strategy so that every layer of this plan is communicated not only you know it's who needs to know what but by when right and so i think for the district the superintendent employees schools students parents and then the community we have to i think simultaneously as we're creating this plan we have to also outline who needs to know what by when so that as we're implementing it uh and what do they need to know because as we're implementing it that way people are getting information in a timely manner they can process it and then when it's when it's when they're ready or it's time to actually implement it we can ensure that they understand it prior to us implementing it and then finding out that they don't get it and now we have to do a bunch of rework so i just i don't know who if it's the communications department's responsibility but i think that we have to make sure that simultaneously while we're doing envision you know 308 that it's not something that is also on your backs to do that but that it's a partnership within communication so that we can have segmented communications for all of those uh areas across the district right i think one of the pieces that will help with that is the climate for learning framework because the climate for learning framework kind of has all of this in it it has the expectations around instruction the framework the sel pieces the equity pieces the amplification of student voice to have all of that in there so when we talk uh at the school level and the district level about school improvement plans and district improvement plans we're wanting everybody to tie that into climate for learning framework so as we update and provide that communication the more that we can have that one tool that shows how all of these pieces fit into doing that and then the budget and all about that will be very helpful but it is the hope to have that climate for learning really show all of these pieces how it how it ties together but you are exactly right that a huge amount of our job as we're trying to improve all of this instruction is communication communication communication because that goes to the culture piece that goes to trust and i could really spend a full time job just sending emails and making videos and talking about what it is we're going to do and what it is we've already done it yes well and i think it's just just to reiterate what eugene said you you live in this every day all day and parents can't always listen at board meetings don't always know where to find things because they have to go to that date having that dashboard and then a communication strategy to explain why this is coming out when will really help go we'll go a long way with transparency with the community with what we're trying to implement and again like you said eugene time to process even as a newer board member it takes a lot to process all of this and but when you're on the other side of it in the community it's even it's even harder because we don't they don't have direct i mean they do have direct access to you but fewer people reach out um so i think also if there can be a two-way part of that dashboard where people can send you whoever it might be if you click here it goes to the appropriate person to get their questions answered that would be helpful as well is there any more discussion on this topic good okay so we'll move on to action items we have 8.1 approval of resolution calling for a public hearing on the fy22 budget do we need to have any discussion on this no great can i get a motion for the approval of resolution calling for a you can see the difference is that we're expecting to take in more dollars in our basic grant even with fewer students and that's because they increased the amount per student and then you can see under special education grant i think they increased it roughly 10 percent so you can see that we're expected to take in some additional dollars there so fy21 versus fy22 just a little over four hundred thousand dollars difference so again when we're looking at building the budget long range planning is more critical than ever we have to have to understand how the education and operations funds interact within with the transfers balances within the education operations fund because again we don't want to overspend our revenue because we've been in a difficult situation here in the past where we haven't necessarily had enough of a reserve or a cash balance to prepare for tough times or lean times when we might see fewer students so looking at whether enrollment's increasing or declining and then making staffing adjustments along with that you know it's kind of like the multi-credit card syndrome you know flexibility in one area can kind of create danger in another and so you just want to be mindful mindful of that in making sure that you're building a spending plan that you can afford moving on to the next page so obviously this is very different to me and this is the second year doing this but our county council actually has a large role in approving our 2022 budget and so i just have outlined kind of the process of where we go from here kind of throughout to approve our 2022 budget cpf plan and bus replacement plan next slide please um average daily membership so just kind of showing back from 2017 2018 and you can kind of see um the gradual decrease and you know we have a five-year net loss of roughly 43 students per year and so i for budgeting purposes actually projected only a net loss of 32 i thought that maybe we'd bounce back a little bit from covid also still hopeful that you know this number can come back much larger than what it is and that just helps to make things simple but essentially built that budget off of 16 or built this budget off of 1685 students next slide please kind of going along with that just some assumptions we'll continue to pay for five certified staff positions from the rainy day fund this year taking into account that utilities will increase by roughly 10 percent each year property casualty insurance will increase that adm will be 1685 students which is less than fall of 2020 and then we also know that virtual students will no longer be funded at 100 percent they're only funded at 85 percent next slide please so specifically for the education fund um 18-month revenue you can see of just over 20 million expenditures of right around 18.8 million we don't advertise a levy or a rate for education fund because we receive all those revenues from the state next slide please for debt service fund you can see revenue roughly 3.2 uh million for 18 months expenditures that for roughly 4.9 million dollars for 18 months so obviously we have to generate some revenue to cover our expenses and so we're seeking approval to advertise a levy of three million eight hundred and eleven thousand six hundred nine dollars or 0.9650 for our rate now it's important to understand that that rate once it's approved will actually be less than that because we also built our budget based on an assessed valuation i think it was a 393 million dollars to be conservative that's what the dlgs asks us to do however we know that our assessed valuation is actually has actually grown roughly 30 million dollars is i think right around 490 million dollars so that rate will actually come back come back less and you know again with the building project one of the things that we told our taxpayers is we can take on all this new debt without an increase to debt service rate and that's something that we are going to stand by and honor so the advertised rate isn't necessarily the the final rate the pension uh debt fund revenue of 448 thousand five hundred and three dollars expenditures uh three hundred sixty nine thousand two hundred and seventy two dollars we don't advertise a levy or a rate because we use our local uh income tax dollars to cover pension debt and we will get to a point to where we will have satisfied that debt obligation we'll be able to allocate those dollars elsewhere operations fund roughly 6.9 million dollars in revenue expenditures roughly 10.1 million dollars in revenue for the 18 months seeking approval advertise a levy of 3.8 million dollars or a rate of 0.9620 and again that was built on and reduced assessed valuation to protect our our levy and our rate and so based on the actual assessed valuation that rate will come will come down and we're actually we have a max levy so the dlgf will actually cap what we're allowed to take in according to to the growth quotient the rainy day fund revenue of just over 2.2 million dollars expenditures of just over 1.1 million dollars we don't collect a levy or rate for a rainy day fund those are unused expenditure obligations that we're able to transfer into the rainy day to have it as a reserve moving on to the next next slide please so again it's just it's used to build the budget 18 months in advance the final budget is determined by the rates approved by the dlgf actual funding generate generated by adm through those various different grants excise financial institution commercial vehicle excise and local property taxes for all of the other funds federal sources additional state money transfers and then obviously the operating balance in each fund so the cash move on please so rate and levy history so just again you can kind of see for comparison psych in 2021 we built our budget on an estimated av of 383 million you can see that once it was certified it was 465 million in 2021 we advertised a rate of a dollar 85.82 and in 2022 we're advertising a rate of a dollar 92.70 um so obviously when these things um hold true and come back we obviously expect a rate a final rate um more in line with what we experienced in 2021 and so at this time next slide i'm just seeking permission to advertise the 2022 budget the cpf uh cpf plan and the bus replacement plan unless anybody has any questions no questions okay can i get a motion to approve i approve that we advertise it so i'm gonna i will second that okay there's a motion and a second any discussion or questions hearing none all in favor all opposed motion passes next item on the agenda is other business does anyone have any other business this evening uh jeff i'm sure you're tired of answering this question but uh are we still on schedule for the football game yes um the moats group um has actually mobilized additional members and they covered roughly a third of the field and pad today um so they're they're here um they mobilize additional workers to do that so the padding will go down the goal post bases are up and then i believe on monday or at the end of this week they'll mobilize the asphalt crew to remove the existing track and to start putting down um the new asphalt so they're holding true to the september one deadline good okay great anybody else yeah i just i wanted to say real quick i think it was um i was a little unsure about you know all the comments we we'd hear tonight and everything but but i think i think it's a great thing that people showed up and and made comments i do want to say you know thanks to to just uh jeff and and just all the administrators and teachers and just just everybody that works in this corporation because i know it's been pretty difficult certainly last year and and then this year and just the uncertainty of it all and it's and um i know it's frustrating for everybody um and you know none of it's been been easy for us as a board i don't think it's certainly not myself i can't speak for anybody else but i know it's been it's just been a tough one so so one i appreciate uh the the work that you're doing and that everybody in the corporation's doing but i do appreciate people showing up to speak out but i wanted to say that um and maybe at this point i'm maybe preaching to the choir or whatever but um in these school board meetings we talk about a lot of you know a lot of things and wonderful building project and and all the things that's going on and budgets and and whatever and so it's cool to show up about mask and and to voice your opinion on that but most times there's not anybody at these meetings that really show up and so i just want to kind of put it out there in the universe there's a lot of things that that happen that affect our kids that affect our community our teachers everybody and so there's an opportunity to really be involved in a different way over things other than these cloth things that we put on our face or don't put on our face and so for anybody that's still here and made comments thank you but show up and anybody that's listening or whatever or watching are going to check it out later i mean this is this is a community meeting right and this is our schools and we say that we we care and we're you know we're fighting for everybody but i think there's a lot more things uh beyond these masks that we could be showing up for so i just want to put it out there just show up show up to the meetings check out the agenda and see what's going on yes i would agree there's clearly a lot of good things going on to be a part of anyone else okay can i get a motion to adjourn i'll make a motion a second okay promotion is second all in favor all right all opposed motion passes thank you all for coming and staying and be careful going home you

the district as it may impact due process rights policy k-e-k-e-b and k-e-d are provided by the board for disposition of legitimate complaints including those involving individuals forms required for use of these policies can be obtained from the gilbert public schools website thank you we have nine requests to speak this evening we will take them in this order and please beg your pardon if i massacre your name i don't intend to do that and just as a matter of information we received about correspondence pieces from our interactive internet source we have read emails by the dozens and we have this opportunity this evening so in this order talia lawless hillary bank and christiane tijum tanjan time okay hi my name is stella wallace and i go to greenfield elementary i am nine years old and i don't feel safe here's the reason why nobody is wearing masks and i have already been sick twice this year just remember there are a lot of people suffering of coven 19 right now so please make a chain change so people like me can feel safer thank you tilly hi it's hilary rank not hillary bank i'm sorry i look like a bee hello i understand that masks are under discussion tonight and not up for vote and i hope it stays that way i'm here because i care about my children their health their freedom and their future i'm here to ask the school board to uphold the governor's mandate against forcing children to wear masks in school i could sit here and read the scientific research from the cdc pubmed and peer-reviewed sources showing that children have a survival rate from code that is 99.997 percent and that adults ages 20 to 49 years have a 99.98 chance of survival or even that the cdc a cdc study determined that children are not shown to be drivers of the pandemic or a study that that the cdc conducted along with numerous other studies that showed that cloth masks are not effective in preventing transmission of the virus or even that studies have shown that mass are detrimental to children for a variety of reasons or i could ask why the government cdc mainstream media and even some school board members aren't talking about the survival rate of covid instead they talk about the mortality rate or why aren't we talking about preventative measures adults and children can take to strengthen their natural immunity however i won't because i know facts in science don't matter to those people who are still pushing mass in schools no i want to talk about our rights my constitutional rights as a free person in america and my rights as a parent this isn't about about a matter of the greater good this is a matter of our god-given rights and freedoms if you offered me a car seat but the car seat couldn't keep my child safe i'd decline the car seat not because i'm against your right to choose to use that car seat i just find something that's a better fit for keeping my child safe since i'm not really interested in things that don't work the way they're supposed to or do it safely i'm not really interested in a false sense of security what is so terrifying to me about what is going on in our world right now is that instead of the democracy we're all raised in that provides us the privileges that we have and our children have people are so willing to give up and throw away their right to make medical choices for themselves and their children my body and my children's body do not belong to the government school or even other parents i think it's safe to say for the other parents who are here up speaking about mass we don't want to deny any other parent or person the right to make the decision to wear a mask for themselves and their children that is your choice and right and as american citizen but your fear is not my fear your fear is not my children's fear your fear does not have the right to interfere with my children's education and health or my children's future as a free american citizen what we tolerate today is what our children will embrace tomorrow thank you [Applause] hello my name is christianne time and this is nerve wracking and i applaud you for getting up here and being brave enough to do this i'm here for my children i'm going to read you a letter that i wrote to our school principal for which i have not received a response but i want to share it with you as i watch the coven numbers rise and listen to the recommendations from the cdc i'm increasingly troubled by some things at my school and i'm hoping you may be able to help me understand or even better change it firstly why are the kids desks arranged in clusters and facing each other my friend's public school in tempe has the same configuration but has plexiglas in between that makes sense but doing the same with no plexiglas and the kids not wearing masks is crazy or at the very least hubris also why is there no attempt at distancing them from each other at lunch if i'm being honest it really appears from the outside like no one there cares about trying to keep our kids from contracting kovid and what about masks ducey's executive order ties the hands of public schools in terms of mandates although that hasn't stopped several other schools from doing what they know to be right anyway and also reaches my workplace the ua college of medicine however our course director greeted our incoming class now the vast majority of the 120 new first year med students were unmasked at the time by saying i can't make you wear a mask but i can ask you and i am asking all 120 have worn a mask to class from that moment on because she is in a position of authority and commands respect she is also a doctor and knows the difference that face coverings make not only do i wish that you personally would mask up because your staff and your students look to you to lead by example but because even those who are vaccinated can still spread it please consider also the difference between putting signs up at school and on district websites that say masks are optional and those that say masks are encouraged neither defies any executive orders but the two messages convey very different attitudes if elementary age kids had the option of being vaccinated i would be more understanding of the lack of precautions but they don't have that option yet they're sitting ducks they all wore masks last year why to protect the teachers and now that the teachers can be vaccinated what we don't care anymore again that's how it appears and just in case you think that covid doesn't affect kids as badly as adults let me tell you about my step-brother who had to watch his nine-year-old otherwise perfectly healthy and active daughter lose her ability to stand up let alone walk suffer through spinal taps and three hour long mris and then tolerate weeks of physical therapy all thanks to the effects of covid the fact is while initial symptoms may be mild we do not know what the long-term effects of this are and it is our responsibility as adults to do what we can to protect our children i realize some of you may suggest global academy we did that all last year and my daughter in particularly is truly suffering at the thought of going back to online school next kelsey wharton amber mcafee and jocelyn kosher hi i'm kelsey wharton i'm a little nervous to do this um so i'm a mom of three i have a third grader a first grader and a one-year-old my boys go to our neighborhood school carol ray ranch um i do just want to take up some of my time i do want to thank the board and i want to thank everyone here we are all weary and sick of talking about covid and it is not any of your jobs to be public health officials and epidemiologists and i just want to say that i appreciate the difficult position that you're in the fact of the matter is that our kids are getting sick this year alone our school already has had nearly as many positive cases of kovid as we did all of last year my family is just finishing a quarantine after my third grader was exposed to a classmate who tested positive we have been in school 13 days at that point barely getting into our routine and i am really worried about what the rest of the school year looks like both in terms of my children getting sick and also just the disruption to learning the inconvenience the parents who are needing to do work i think we can all agree that last year was inconvenient to say the least if not very scary i know that the districts have to follow state mandate but i want to use my voice tonight to urge you to do everything that you can within your power please encourage masks your policy is to encourage but not require masks and you could do more to convey that message you could ask your principals to convey that message i wish that principals were reporting numbers weekly to parents so that parents could see absences and could see the numbers of children being affected in the schools please ensure that our schools have the the best ventilation systems possible i know there is federal funding for upgrading ventilation systems if that hasn't been done i would really hope that that could be looked into i know all of us are here tonight because we care so deeply about our children and care deeply about the children in our community and i just feel we must do all that we can to protect them thank you [Applause] i wanted to welcome mr parker i'm glad our board is full again i was here last month and i listed a whole bunch of stats and numbers of what i believe to be true this month i'm not going to bore you with that what i do want to say is once again please keep masks optional and the reality is kids don't need these interventions just by the nature of being a kid we don't really know the long-term effects of covid like someone said and we also don't know the long-term effects of masking but we have seen short-term effects which i talked about last time which was suicide depression all sorts of mental health issues are just booming in children so i realize your job is hard to decide which one do you choose but i think you need to air on one listening to the public you had a public comment forum there were 680 i believe you said and i would wager after reading them that 630 were pro no mass or pro parental choice let the parents choose the people of gilbert have spoken and i would also encourage each of you if you have not drive by a school elementary junior high high school check out what lunch looks like walk the halls no one's wearing masks the people have spoken we did masks and where are we we're in the same place masks aren't the mitigation measure we were told they were especially on children what's the outcome no one knows how long are these kids going to be in masks forever is that what you want for your children and grandchildren what kind of life is that and you can say oh better than a dead kid these kids are not dying from coven we take risks every day if we're going to say that kids need to be in masks it's too dangerous then i sure as heck every hope that every person that is asking for kids in masks is going to fill in their pool because way more kids have died of drowning than from covid i hope that they're never going to drive again because the numbers for kids who die in car accidents are far greater than covet so once again i'm asking you as a mom please look at sweden sweden has showed us we do not need to put our kids in masts look at florida florida has showed us that the schools and the districts that mandated masks and the ones who didn't there's almost no difference between them masks are not the mitigation measure that are going to stop covet children don't drive covid everyone who's had a chance to be vaccinated has had that chance it's becoming endemic that's the flu that's the cold we live with it and each family should have the choice how to protect their children i have to sign a form if you are going to give my child tylenol or aspirin or anything else at school you give me that choice to allow you to do it or not i'm asking you please give me and all the other parents the choice to choose to mask up our kids or not i really appreciate it thank you [Applause] hi my name is justilyn kauser and i'm just going to take a brief minute to thank you for allowing our children to come to school without masks we as parents are so grateful that they can feel somewhat normal that they can see their teachers smile hear their teachers talk see the expressions on their friends faces it has made all the difference this year and i know that this is a hot topic i know people feel strongly and i want you to know that as parents we're not against masks we are against mandates if someone fills the need to wear a mask or to mask their child or they feel uncomfortable being around groups without a mask on or fear of any type then by all means they should wear a mask but for those of us that don't feel those things that are more worried about other effects then we should have that choice too to send our children without masks i'm grateful that you guys have listened to us as a board your job is to represent the voice of the community like amber said come to our schools walk around see how many students feel comfortable being at school without a mask it is the vast majority see how many teachers are comfortable there without masks again at least in my children's school it is the vast majority and i am grateful for all that you have done and i hope that we can maintain a normal year and keep masks off those that don't want them thanks [Applause] our final three speakers i believe it's todd searle josh barton and christopher wilson it's actually todd there's an eye in there instead hello um seriously people stop buying masks they are not effective in preventing general public from catching chronovirus this was from the surgeon general jerome adams the typical masculine in the drug store is not really effective in keeping out virus which is small enough to pass through the material dr anthony fauci said that they said this because it's always been well known among scientists and researchers that masks did not reduce viral transmission of 14 randomized control trials that have tested the effectiveness of masks and preventing the transmission of respiratory viruses 11 suggests masks are either useless or counterproductive the remaining three suggest mass may be useful but not necessarily to a statistically significant degree a french study from 2010 which randomly placed sick patients and their household contacts into a mass group or a non-mass group within one week 15.8 percent of household contacts and the no mass control group and 16.2 percent and the mass group developed an influenza-like illness the 0.4 percent difference between the groups was statistically insignificant the cdc's own data also show 70.6 percent of covid 19 patients reported always wearing a cloth mask or face covering and the 14 days preceding their illness 14.4 percent reported having worn a mask often so a total of 18 85 percent of people who came down with coven 19 had often or always worn a mask when we look at the arizona specific data concerning risk amongst children under the age of 21 because that's the lowest that they had it being hospitalized with covid they make up just 3.6 percent of all hospitalizations similar to the seasonal flu children under 21 in arizona make up just 0.19 percent of the deaths that's 35 total deaths since we've been tracking covid a 2009 study funded by the cdc added hand washing to the mix to see if masked grain would work better in combination with hand hygiene one group was instructed on the use of hand hygiene only a second group used both hand washing and face masks and a third group did nothing while the mask plus hand washing group fared statistically better than the control group in one measure the hand washing only group beat the control group to a statistically significant degree in two measures this suggests hand washing alone was actually the most effective measure according to the authors no additional benefit was observed when face mask use was added to hand hygiene by comparison with hand hygiene alone mask wearing does not protect children it protects school boards but math squaring also as we saw last year reduces enrollment at gps schools this year we are facing a teacher shortage of here so severe that you're having to hire agency teachers and no one else wants them have you considered the risk to our district if you mandate mass again and enrollment and subsequent funding drops significantly putting our district even further behind this my third board meeting i'd much rather be at home um last year when you decided to continue the them [Applause] thank you ladies and gentlemen of the board i'm sure you've heard enough about masking to bleed out of your ears but i have a few more things to say and i hope the board has some time to listen my goal in in standing before you is twofold first it is to thank you for your courage i know that it takes a great deal of courage to stand and to protect the desires and the rights of your constituents when there is a lot of public and private pressure to do otherwise and i am grateful that this board has thus far stood up and has decided to defend what its constituents want and has also decided to follow arizona law because i think it is an important thing that we provide to our students and our children the example of actually following and obeying that law particularly when it has been enacted by the legislature and signed by the governor through the process that we're teaching our kids about and i'm a lawyer so and a father of a child that is in gilbert schools and so that that knowledge and that respect for the law is vitally important to me in my career and i want to encourage the board to continue to follow that law and and continue to let the legislature be the guiding light on this because they have chosen to do so and they have the right to do so under our constitution if the board is considering playing some kind of gamesmanship with the law which i know is not technically effective until a few weeks from now i would encourage the board to look at the statistics recently in may there was a the cdc quietly released a study that was the largest study of masking and other interventions in the united states ever done regret relating to coping 19 it covered 90 000 students in 169 schools in the state of georgia it covered several months of time and that study asked whether or not many of the interventions we have looked at over the last year and utilized over the last year were effective of note and and interestingly had um quietly kept below the headline was the fact that this study found that neither masking plastic barriers nor social distancing were effective at eliminating or reducing or even changing the number of covalent infections in these georgia schools that study was published on may 21st 2021 just a few uh just a month ago i would encourage the board to take a look at that and to really spend some time studying if they're considering changing their position here because i think it is by and far one of the most effective studies we have and it's not the only one there have been studies in korea vietnam and the united kingdom well before covid discussing the effects the efficacy of cloth face masks and they have all found that there is a minimal or no change in the use of those masks ladies and gentlemen of the board i'm grateful for your courage thus far in my life in my job i'm frequently asked to weigh the evidence and i would encourage you as members of the board to weigh the evidence here there's a positive evidence and support of forcing our children to wear masks and given that paucity of evidence i would ask you to leave that choice to the children let those who are comfortable wear masks and let those who are not [Applause] how are you my name is chris wilson um i'm a father of four beautiful children and i'd like to thank you for your service obviously you guys spend a lot of time uh in your role and we get to go home and do other things so i really appreciate that i'd also like to applaud the young lady here for stepping up and saying what she has to say because that's why we are here exactly aside from all statistics and things the reason why i'm here is because personal choice is really important to me and i didn't discover that until december of last year i went and had 16 vials of blood drawn in that period i also spent about 40 minutes in that clinical setting at sonora quest laboratories during that period i had a mask on and i'm not one who normally wears masks and i couldn't quite understand why i felt a certain way after wearing my mask it wasn't until i met with my doctor afterward and throughout all the results they said i was healthy as a horse except for the fact that i had extremely high levels of co2 in my blood and the doctor asked me were you hyperventilating was there something wrong with you at the time were you nervous or scared and i said no it doesn't bother me at all and then the doctor caught herself and said were you wearing a mask and i said yes actually i was mine were far above acceptable levels and this is where it concerns me for my children because my children sharing half of my dna right as they progress during school and if they were required to wear a mask the same way it affects me i get groggy i get uncomfortable it's hard for me to focus it's hard for me to do my best work which is part of the reason why we're not going back into the office right now because they are not sure on the mass portion of this and so i i'd like for you guys to err on the side of freedom i come from a small town and the mayor there last year during 4th of july said if you'd like to come participate in 4th of july come if not don't come if you'd like to wear a mask wear a mask if you don't want to you don't have to but i'd like you to err on the side of freedom so i appreciate so far this this school year that my kids can go back to school but i also think that we should consider that parents know their children they know how their children act they know their health history they know everything about them because ideally they've been with them for a very long time and i think for them it's important meaning our our parents those that are here to make the choice for their own children because if they're anything like me a mask actually affects me quite a lot and i actually have the evidence now to show myself why right and i don't think that we should mandate anything unless you're a parent to your own child and in that case you are the judge and you are their best advocate and i thank you very much for your time that was our last speaker we thank those of you who came forward we'll now move to item 5 reports item 5.01 is our monthly budget reports we'll have item 5.01 and 5.02 dr mccord do you want to turn it over to miss pets yes here we are again for our monthly budget reports ms betts and her crew do a phenomenal job reporting back to the board about all of the financials for our district good evening dr santa cruz governing board members dr mccord we are going to combine the monthly financial report with the budget revision the budget revision number one report so i'll stop between the two of them of course to ask any questions but then we'll move right into the next presentation okay very good thank you um and i've decided to do this on my computer so that i don't have to point at chon anymore and hope that the powerpoint will advance so just wanted to point out that on this financial report the budgeted funds the budgeted column indicates the 2022 adopted budget which was approved june 29th and then the cash funds of course are also reflective of the adopted budget know that when we go into budget revision number two which we expect to be in the january time frame all those numbers will be updated based upon the final encumbrance period transactional processes okay so i just wanted to point out the two main funds here in our district operating fund grid so maintenance operations and classroom site fund both of those you can see the available balance right now is quite high but please understand that this is reflective of one month of activity and our teachers have not yet come back so you will see the encumbrance significantly increase as we proceed through the school year also classroom site fund remember that classroom site fund changed significantly and the requirement to have three separate funds has been eliminated so the adopted budget reflects the three combined funds that were formerly 11 12 and 13 now are all in fund 10.

and then finally the unrestricted capital outlay you can see that we still have an available balance of 17 million dollars we're working really hard right now at getting all that money allocated out to our schools to make sure that we're using that unrestricted capital appropriately so next our federal grants just wanted to point out the esg the enrollment stabilization grant sr1 and sr2 that all those monies have been fully spent effective june 30 of 2021 and you can see the sr3 the 22 million dollars we have received a significant amount of stakeholder input on the sr-3 and we hope to get the application in probably next week based upon that input we are in the process of collating that and the your leadership team will be making recommendations starting on monday okay classroom site fund performance pay we had kept this out as a special fund in the state fund grid before but note that it's zero because all that information is now in the district operating funds and though statute requires that we still have a pay for performance component in classroom site fund it's not required to transact better report that in its own separate fund so federal and state grants this is just a summary that i've just shared with you all and then finally the bond funds and the debt service fund so i wanted to point out that you can see the technology security line where there's 6.6 million dollars in there from the 2015 authority remember that that was primarily designated for the technology refresh and so we were going through that for the next two years through 2022 and 2023 that should be fully spent and then this is the 2019 authority wanted to bring your attention to the security line where there's 7.1 million dollars left unspent please know that we you approved the security camera project in june and we are well on our way to determining the cameras and the locations for each of our schools to get them deployed over the next year and a half to two years and then finally this is just a summary of both bond fund authorities both the 2015 authority and the 2019 authority as well as the principal and interest in the debt service fund we are moving towards an adopted budget presentation on the debt service fund as we levy the amount of debt service each august and so therefore it is more of a budgeted versus actual cash fund so we're going to start presenting it in this way moving forward and that's all i have on the monthly budget report this month miss humphreys yes i i just had a question about the esser three funds i know that that final decision is up to the administration that the board had to say but when will you present to us what your final recommendations are we'll be presenting those to you at our next uh work study okay thank you board members miss butts can you explain again that last slide just that and why you're now presenting it this way just say it again what you just said you bet so the the cash for the debt service is comes in periodically throughout the school year and in addition we have a lot of cash sitting around june 30 which represents the end of the school year but we have to make a payment immediately on july 1st so it doesn't quite represent appropriately the activity or the expectation in this fund and so when you look at the adopted budget we actually are looking at available cash as well as the amount levied or the amount it's actually it's actually it's actually specifically the amount that we need to pay during fiscal year 2022 regardless of the cash that's available at any point in time so and the levy when we set the levy the county always considers the cash balance in the fund so that we levy only the net of what we need so in this particular case we will need just under 26 million dollars we had about 1.3 million dollars in cash so we only levied the difference on the taxpayer okay thank you okay great thanks any additional questions no additional questions please continue okay great i'll move right into revised number one the fiscal year 2022 revised number one budget a couple of things please know that we felt it important to revise this budget sooner as opposed to later because we adopted a budget on draft forms they were not approved by the auditor general or the department of ed so we wanted to update the budget immediately to put it into the proper format with all the the proper the proper worksheets to include the classroom site fund change so all those things are now within the the budget sheets that you have attached to this agenda item mrs betts we we did that because we didn't have the legislative session finished for our budget is that correct that's correct we adopted the budget in late june and the legislative session did not end until june 30.

we need to continue to wear masks past october 1st from the high school even if we reach the 80 percent we need to keep the windows open we need to run the air purifiers we need to maintain outdoor lunches and snack time as long as the weather allows there was a concern that the principals would have to police the wearing of that mask and so if you keep masks for everyone you don't have to police it although i argue that mr is excellent at the dress code of no spaghetti straps in the length of shorts the cdc guidance clearly states that given new evidence of the delta variant they recommend universal indoor masking for all teachers staff and students and visitors to k-12 stools regardless of vaccination status children should return to full-time in-person learning in the fall with layered protection strategies in place not just masks with the mask mandate our students have a fighting chance to stay in school but we need to stay vigilant now with the delta barricading the dominant token 19 strain that has at least a thousand increased viral load delta has changed the game this means vaccinated can spread the virus just as easily as unvaccinated this is the one main reason that the who has continued to recommend masking for the vaccinated the mandate says that once the school's population reached 80 vaccination rate that the vaccine can go unmasked does not agree with cdc or the world health organization guidance and it does not go what we have learned about delta from data from our own providence town on the cape with an outbreak in july where many of them were vaccinated it taught us the delta was very contagious airborne not droplet and gives vaccinate the same viral load in my nose as an unvaccinated person that means our vaccine students in the high school can spread it to our unvaccinated siblings of people kids in the elementary school pictures are worth a thousand words so i wanted to remind you of the new york times article that i sent back in march obviously it's smaller but i want to remind you of the augmented reality article that we saw in dr zhang's presentation in march of how quickly the rooms would fill up with coven with masks and so the windows the purifiers eating outside still has to happen remote learning was less than ideal for students parents teachers schools staff alike we have seen in the southern states like mississippi alabama schools having to go remote because of how many kids are quarantined and some without any remote options to learn in the two weeks that the whole school has shut down as much as we didn't like it we do need to come up with plans where students will need to quarantine they should not be allowed to lose time on learning when we have the technology to have them to zoom into class while at home and i know how much work it was for the teachers so i know what i'm asking is not a small task i'm so happy about the upcoming education commissioner's announcements of course it just happened but we'll need to think about the children with asthma developmental delays other medical conditions that make them more vulnerable complications or unable to wear maps we need to continue the mass mandate for k-12 until all of our students are eligible for vaccines people claim that the covid is not dangerous to kids however in the south we're seeing the pediatric hospitalizations skyrocket we need more data on delta and we honestly don't know about the long-term effects on children it's too soon to know definitions of long phobia don't exist and so depending on what your criteria is it's low as one percent or as high as 20 percent the boston children's hospital our own not far away their website mentions that one recent italian study found that about half of kids with proper 19 still have one lingering symptom four months later typically fatigue even if they are initially asymptomatic nearly 23 of at least have three symptoms such as headaches joint muscle pain fatigue brain fog and respiratory symptoms and we don't know some day is covered going to be the chicken pox that then leads to shingles or is it going to be oz timers which some scientists are wondering so we don't know about long covid what we define it but in boston children's hospital they have formed a post-covid clinic formed in march 2021 and the clinic offers evaluation referrals to specialty care for kids and teens with post-profit symptoms there are clinics like these all over the world and throughout the united states i'm not trying to fear longer i'm trying to show you the dangers that we know and the possibilities of things we have yet to learn about delta variant over 19.

yes so we we had to adopt the budget by statute but the legislature had not quite quite completed their work so of course we had to do a draft because they hadn't finalized the budget that's correct okay thank you you bet so today's report we're just going to focus on the revised mno budget and the revised unrestricted capital budget as well as the final tax rates so a couple of things happen at the end of the fiscal year we do a statewide recalculation which occurs in mid july because of that statewide recalculation we wanted to consider those new student counts or average daily membership reflective of the prior year remember that when we adopted the budget we made the assumption that we were going to take the current year's student count at elementary and at secondary and reduce both of them by 200 students to adopt the budget so because of the statewide recalculation [Music] those 20 21 student counts went up so you subtract 200 from a higher student count and you will realize greater budget capacity so we wanted to make sure that that was clear to all of you so as an example this is the grid that shows you the change so you can see that in the 21 adopted that was reflective of the end of 20 and assumptions made at the end of fiscal 20 but then we saw a significant decline in student counts so you can see our revised number three is just under 29 000 students but you note from the fiscal year 2021 final recalc that it's just over 29 29 000 students gaining about a hundred student counts and then the adopted was reflective of revised number three not reflective of the final recalc so the fiscal year 2022 revised number one takes the the 21 recalc and subtracts the 400 students slight variations there um no that that works that the math works the math works i get confused sometimes with weighted student account versus the actual student account so we're good there a note also the arizona online full-time note that the 21 recalc was actually significantly less than what was adopted and so the revised number one went down which actually helps us because we're funded at 95 percent on the aoi so the students that we didn't have in aoi moved to the bricks and mortar to give us the additional budget capacity and the same thing occurred not as drastic on the arizona online part-time so you can see our total going from 30 just under um we adopted 30 and so overall our revised number one shows a slight decline but remember this is student count not weighted student count and the difference between the arizona online versus the student counts reflected of our bricks and mortar students so there are significant some significant changes that have occurred there any questions on that okay great so revised mno budget capacity again now we're going to the weighted student count you can see that the 22 adopted was about 120 students less than what the revised number one shows reflective again of that aoi movement to bricks and mortar and the decline in the aoi overall so the revenue control limit went up by about 600 thousand dollars directly due to the fact that we took a higher number from the recalculation and subtracted the 400 students so we received more budget capacity based upon that assumption and then note 2 the 15 override has actually increased by a little over a hundred and thirty five thousand dollars so we are we are putting in the thirty one thousand uh thirty one million a hundred forty thousand dollars into the budget um please know though that we levied the million 3 000 so we expect that we will have to revise that down the budget balance carry forward increased again because of the recalc we received the cash so because of that we went ahead and increased the budget balance carry forward to reflect that change occurring again due to the july recalc of the prior year student count then everything else stayed the same but you can see that the budget decrease from fiscal 2021 was originally a 2.8 million dollar decrease and is now a 1.1 million dollar decrease from prior year to current year with revised number one the other thing i think that's important to share with you is we know that we are up in enrollments but we do not have a calculation for average daily membership or student count at this time so we we opted to not try to estimate what our new average daily membership would be but you will see that when we bring the december or january revision to you so before i go any further are there any other questions so again just a couple of notes remember that the override is based upon prior year student counts which accounts for that increase okay so now going to revised unrestricted capital so keep in mind that the unrestricted capital is based on a pure student count and a certain dollar amount per student count so you can see that and also the understanding capital is based upon prior year student count which you can see by the formula we went from three fourteen million three hundred thirty five thousand up to fourteen million three hundred thirty eight thousand so only gained three thousand students we um the total impact of the recalculation was only just a few average daily memberships or student counts the biggest impact was the movement of the aoi students back into bricks and mortar so for purposes of the district additional assistance or unrestricted capital the student counts for the aoi as well as the student accounts for bricks and mortar are the same so the aoi is not reduced by that five percent which is true in the m o um over uh m mno budget capacity calculation and then you can see that the budget balance carry forward has remained the same and um so because it's only three thousand dollars it still showed an increase of just 3.6 million dollars so a very limited change okay and then finally the 2022 tax rates these are now set the maricopa county comes to us in early july and asks us to review their calculation that point in time we engage in a conversation and and at that point in time they had information regarding what our cash balance was at june 30.

i know the limitations of data that i've presented but i've done my best you can enter into decision release some of the data so please please keep the cdc and workbook organization's recommendations that we all need to wear masks even if we're that's in here again we need open windows air purifiers outdoor lunch and snacks remote options are quarantining children and continued mass even if we hit the eastern scent we're all tired we're all weird but our visions cannot wane after all of our efforts to keep our children safe this whole time thank you for your time so first i'd just like to thank everybody on the stage and the audience on the effort excuse me as well so just for putting in the effort beyond the school committee being involved it's often very close it's very hard so thank you i'm writing this note in an effort to communicate concerns and goals i and my family have for the upcoming 2021-2022 school year and voice some thoughts as to how we as a community can best serve and protect each other and especially our children going forward as a town in the state we have made tremendous progress in our collective fight against government and as a father and a member of this community my primary objective is to ensure we as a community have a plan and means in place to ensure our children are in school learning and interacting every day possible in a safe and protective environment we have learned a tremendous amount over the past year and we were successful as a district keeping our children in school in the spring as of today it appears as though we have abandoned all of the layer protections that we put in place last year excuse me as community we have a responsibility to look out for the welfare of those most vulnerable and at this moment the majority of those most vulnerable are our school-aged children with roughly half of the population unable to be vaccinated this is precisely the same situation we found ourselves in last fall yet the adult school community and those over 12 have the ability to be vaccinated today and the vaccination vaccination rates in our town are strong however the majority of our students are not afforded that luxury the delta variant is known to be more transmissible and affects children more adversely and more often than the strings circulated in the 2020-21 school year removing protections for our unboxing control when we have the same case loop as we did this past april is a recipe for inviting turbolog and chaos into our children's schooling we must step up as a community and lead where our state's leadership is not and use the tools available to us to protect this vulnerable population last year my family went through at least six changes in the education process through a combination of covet-based quarantine school shutdowns and the overall hybrid full-in transition i'm certain the majority of the school community community went through as many if not more transitions we must use all of the tools available to us to keep our kids in school and we must have a plan that includes the following universal masking on school drives social distancing guidelines and common areas clear protocols and distancing guidelines in the cafeteria joining the state run testing no cost to the testing program tracing communication and quarantine protocols that are enacted swiftly and include provisions for continued learning while i see we must build a plan for this coming school year that creates the strongest opportunity for every child to experience every day possible info in-person education we must be proactive in this plan and leverage the vast learnings of the pastor not abandonment the american academy of pediatrics the national community of physicians focused solely on the health of our children recommends the fault that everyone older than to age two wear masks regardless of vaccination status the aap also amplifies the centers for disease control and prevention's recommendations for building ventilation testing warranty cleaning and disinfection in the updated guidance so far the communication from the superintendent's office has shown mobile proactive planning or applied experience from the past year and no regard for the recommendations of our medical professionals focused exclusively on the well-being of our children it is naive to think that our district can somehow deploy the odds and keep going out of our schools this lack of preparedness opens the doors for all of us to be helped to the fluctuations and whims of desi and state policy makers we control our own future best when we employ all known tools and our leadership must be able to make the difficult decisions to take these steps opt-in policies of these natures shift the burden of enforcement from leadership to individuals in the community which in this case is our children an opt-in policy fundamentally adds safety risk to the community and impacts everything if we wait for the first of the 19 days to appear in our schools this year then we've lost our greatest advantage to keeping our children safely in school which is the vision of our vbrs the organization and the desire and expectation of all the parents in the system and taken from the vision statement from this organization as an inclusive school community instruction will be provided in a caring safe and healthy learning environment responsive to each student in collaboration with families and women we must have a plan designed to keep our kids in school as much as possible and minimize the risk of forced warnings school closures for works we have many tools at our disposal not using them is simple since sending this letter and opening it open on august 18th i've received much support expressed to the message and as of this moment 24 families representing 36 students in the district uh have added their names to this letter as we go forward in the school year please know that our goal is in keeping our students and staff in school safe and healthy and we ask for transparency in the planning process and expect flexibility and compassion from all thank you i have a uh an updated note with the additional signature system thank you so much thank you welcome next up is the real third good evening everyone um can everyone hear me all the way back all right so thank you so much for the opportunity uh to briefly speak this evening i'll say that i agree with the prior speakers and many of the points that have been made already so i'll keep this for you so my name is muriel my son will be starting fourth grade this fall i can say he absolutely loves bes he adores his classmates we very much appreciate this wonderful community um these past 18 months have been very difficult for everyone and number one their ways i think our children have been amazing and resilient through it all the school system has been forced to pivot repeatedly as conditions have changed and i appreciate the difficulty in balancing safety with our children's education and their happiness so i thank our teachers and thank our committee i think our administration and our families in our community but i really think that we need to have foresight and participate we've learned a lot from these past 18 months and we should use it to make sure that we have success in the year ahead so i'm a pediatric surgeon during the worst of this pandemic i witnessed the frightening rise in patient admissions which is the inundated emergency rooms i just use the scarcity of space and equipment that was truly unprecedented um i've had to cancel surgeries postponed patient visits to ensure events and personnel for pediatric emergencies that continue throughout this pandemic as a pediatric care provider i've been tracking this delta variant the rise in national and our community numbers our infection rates i've witnessed these trends in my own hospital amongst the children that i'm caring for and i cannot over emphasize the importance of maintaining masking maintaining distancing maintaining all these precautions that have been already spoken to as people particularly for children under 12 who are not yet eligible for vaccinations and in those older children as well studies show that they appear to be more susceptible this recent cover variant compared to what we experienced last year so while overall rates have increased to those seen at the peak last winter in overall rates of infection the recent rise in infected chosen and hostilized children is over double what we saw last december there's also good scientific evidence that's been alluded to this evening that the delta variant can be acquired and transmitted even amongst vaccinated individuals you know we see this in the literature we may have personal experiences with that in friends and family members it is a fact this should not undermine the importance of vaccination to minimize serious serious illness hospitalization or worse but again i think places an emphasis on masking distancing testing measures that we can use to ensure safety and minimize the risk of transmission and the possibility that our schools will need to shut down again and again over this school year as outbreaks occur i think i speak for many when i say that my strongest wish is for our children to be safe for them to be able to attend school and to learn in an uninterrupted fashion this year and for them to be able to spend time with their classmates and their teachers and their friends please please continue to be vigilant in monitoring this changing situation and use this evolving scientific evidence that we have at our disposal to make the safest and most responsible decisions to both protect the health and safety of our children and our team thank you so much [Music] hello um i'm happy mary i have a third grader in a candy partner at the gas i'm an eight month old i'm a family medicine physician my husband is a surgeon and so i think a lot of importance is that i don't want to be redundant here i was really relieved to see the updated demo from from you um saying that we would be hopefully following the new recommendations the previous um demo that you've sent came on the same day the patient that i've been close with that it has to be optional so this really does get homework with your professionals um which is why i submitted to the community a letter that was signed by 16 healthcare professionals i don't think it's worth reading the whole thing i think you all have it and a lot of the points have been made but one thing i will say is that it is our job to keep the children our community safe both emotionally and physically and the guidance on how to do that for medical authorities is really uncritical so to reopen schools and to keep them open as a priority universal masking needs to be implemented regardless of vaccination status and that's consensus from the american academy and physicians organizations what i would also encourage you to do is there's a large amount of expertise within the community that can allow us to be really proactive and not reactive to various changing recognitions and so i think forms like this which can be done before decisions are made are helpful to hear kind of the expert voices that are indicating as parents in this country go on uh have to make you have to wonder which 50 percent of the time is going to be accurate so i appreciate that uh you know i'm not here tonight to give my opinion on asking or to tell or testing or to tell really anyone how to do the job um personally you know i don't believe it's the government's place to tell people what's best for them but i do believe that politics has gotten us into a position where we're willing to hurt ourselves and potentially our kids because we believe that we're taking a stand or making a point but this situation is so much bigger than politics and you know i can guarantee you that none of the politicians that we all see on tv are comfortable to save the day this pandemic is truly it's a generational event and we shouldn't be reacting to it in a way that we react to any other events in our lifetime it calls for us to get out of our comfort zones and just do what we need to do one of my biggest fears both both personally and as a selector is that when this is over we're going to look back and say i wish we had done more maybe that would have made a difference but we don't need to do that because we have the tools not only to keep code in check but to beat it and we have the tools right here the town of oyster is committed to providing those tools and all we ask is you're willing to use them i can promise you the results of using the tools we have will get us much further than telling political lines or googling code stats and sharing them on social media we're all frustrated but the fighting and anger with our own community does nothing to get us through this our kids are watching how you handle this and they're listening to what we say and seeing what we do instead of seeing friends and neighbors arguing they should be seeing us banding together and leading our community through this to keep them in school we should be their example of how to handle difficult times we have the tools we simply need to use them and just hang on a little longer thanks thank you man moving into the next portion a couple things i want to cover one in the communication section i'd like to i have some um thank you for all of you love to see the folks and all the communications that that percent did it was you know i wanted to uh mr meadow made some excellent points and i wanted to share some um some feedback there are a lot of few backwards the takeaways that i took from sort of preparing myself quite honestly i was preparing myself diligently prior to the announcement by the department of education today this meeting was going to be a lot more difficult right um so my preparation was for a different conversation but in just some some takeaways that i took from everything that i've read particularly not just communications and some of the well-thought-out and wonderful information shared by some of the folks in our community to the point of one of the speakers we should be leveraging some of these some of these folks in our community and i think one of the things that we would do you know encourage jeff to do to do that in the future and i think that's that's a great thing to add to certified discussions you know also looking watching uh social media right so who's making a great point in terms of how we uh communicate with each other the things that we're that we're doing you know all that information gets provided very very elegant way it's very important information and then i see things like you know statements like this is in the best interest of all of our children and you know to protect all of our children these are things that we need to do i i hope folks and i i sort of i i warn folks the lack of better terms just be careful in terms of what we're saying and how we're communicating we don't know what's in the best interest of every student not everybody knows what's the best interest of every student we don't know what other health concerns a student might have we don't know um what social emotional challenges we have wearing a mask we're not wearing masks we don't know um linguistic challenges of learning that school that they have the administration's role is to ensure that yes we keep the kids in school safe and healthy but also provide the best education some of these kids are in years that are extremely important in their life it's very important so when we make statements publicly that we're making a decision best interest of all our students i almost feel this is more of a personal opinion that's a very dangerous thing to say because we don't we don't know what's in the best interest in their industry you know i look at jeff's first communication when he talks about the survey that he put out and i believe you know the numbers that we just looked for to answer question one regardless of your feelings around that right i mean again this is parents responding for students like and where would say 300 decisions stupid settings because it's raising parents but almost half of our school community that responded to the survey had some concerns or some interest in not asking the children to go to school so it's not in that decision then it's very interesting decision and what the jeff his administrative team needs to do to understand how to support those students and those students parents as well so i just when we're on social media and we're sending emails i'm just you know let's the information is terrific all factual stuff all these important informations everything is great for everything right i'm wearing when folks get too involved in making decisions or not making decisions but expressing interest in what they believe is the best decision for every single person that should be left up to those individuals so that's a personal take away i had from some of the feedback that i got i was concerned about some of the purpose of some of the emails i've got from that perspective so um any other comments or response uh from the student community yeah jen i think uh i thought it was well said the one thing you mentioned about the survey which you could have not wanting to mask i think you have to understand that the half issues the way the guidance came out it makes it seem like you know regardless of anything else unless there's one of a few select uh exceptions it would be forceful so i think half of the people that respond to no at least of unfortunately wasn't that they don't want their kids everybody understands what the statistical bond was like it was the mandated public the option parent option that people have for the sake of their own child whatever lots of kids have other reasons that at this point with the numbers the way they are it might be more more risky but yeah it's interesting people it strongly recommends strongly follows the health guidelines and even cites the many of the health guidelines that were cited today in the recommendations it purely was stated when we were operative thought guidance and strongly analysis so i just again just bring you back to i read all the social media i see that i shouldn't for the first three and a half years um and you know it just um we have to be careful with some of the things that we say and make sure what we're saying is true or natural factual encourage people if they have concerns or questions something that jeff puts out or releases from the administration go directly to the source and ask the question right don't ask facebook what he meant or something like that go directly to the source i know jeff i know what he's done in the past as many as all the apparent communications and any other school communications mr that's lewis you said you know i had a lot of notes prior to today's mass mandate um but you know the one thing that i i did like you know you know just as because i don't go on the social media but i certainly hear about it i can't get away from that and the one thing that i've taken away from them is you know everybody needs to be upset with code not with each other and that's the blanket that everybody really needs to focus so it's all those people that do social media i don't um but that's that's that's my butt email code not the show anything else uh okay so in terms of processing for this evening and the agenda uh mr danny uh just so everybody kind of understands the process you know everything is policy as it relates to the calling of this meeting jeff is not presenting his entire back-to-school plan at this meeting we'll be talking more about more intricacies and follow-ups in our meeting next week we schedule this meeting to cover the topic of you know mass mandate the way we handle those things is jeff's going to provide his update we're also going to have all the calls and subcommittee chair do a quick update a policy that directly reflects where we would put into our policies how we will handle the masculine mandates uh the school committee will then go to our voting section where we will uh we will then call to uh call for a motion to discuss that policy once we have that motion that's when the school can make it there's any questions or deliberations that would occur so just a procedural standpoint kind of how that works okay so uh one of the better reports superintendent i also want to say about some of the comments that we've made you know it seems to me that in 18 months we've suspended reason you know when i started 58 years i send out communications someone didn't understand something that's one i don't know where to plan to perform comments tonight about who've abandoned all their adventures how do you know you ever release the plan how do you know what i'm working on communication shall move forward and how do you know everything is the plan you know physicians respect what you do leverage us in the community i don't know you don't need 18 months reach out except jesse did you get parents i think you would love that you know a good child you know what you know there's a thousand people there's a thousand kids in the community a whole district is the size of most high schools what stops i know you're dizzy i got it but if it is concerned say something let's do it i'm not a doc right you know we're not physicians we don't get that so we're we're not educators so i think we appreciate the difficulty in the decision making and i agree really with how things were managed was so challenging and over the last school year our kids went back to school and they were in person the last several months of school and that was managed and handled very well i thought so it's not indictment i'm just i'm just saying you know you know i came here from 17 2017.

because of that greater than anticipated cash balance in our debt service fund we were able to fairly significantly decrease the secondary tax rate on the bonds you can see that the 2022 estimated tax rate for the class b bonds was a dollar and 12 cents roughly and it went down to a dollar six cents so overall because of all the changes we saw a total decrease from the estimated of four cents and from you can see from the change over prior year as well as the change from the election estimate we are almost 23 cents less than than the prior year on our total combined tax rate and 43 cents less than what we projected in the 2019 november ballot question so are there any questions on any of that okay miss woods thanks so much bets so that's a good thing for our taxpayer yes and how can we continue to keep that kind of positive impact on our taxpayers so a couple of things when we requested the additional authority for our bonds we amortized the debt over a very short time frame so as we go through the next five to ten years each year our debt service requirement will go down because we are paying back the bonds on a very fast schedule so those are some of the things that were actually included in our planning back in november of 2019 and then what about the cash do we want to keep cash and will we typically have extra cash on june 30 or how so in the in the debt service fund we do use the available cash to reduce the tax rate there is not a formal way in which we do that on the primary tax side however keep in mind excuse me however keep in mind that keeping a cash balance overall is advantageous for our credit rating as well as making sure that we don't have to incur debt service requirements on our m o side because the county does charge interest that we have to pay back when we borrow money on the maintenance and operations side so keeping cash available to a certain level actually helps us and does help the taxpayer as well thanks and we don't have adjacent ways and we do not have adjacent the only taxing authority the governing board has correct that's correct other questions miss betts just uh i just want to go ahead and miss you jenny uh mrs wood um having been a superintendent it's really important to have cash because if you don't you can get yourself in a lot of trouble so it's really a good thing to have a cash balance when it's done right and i have every confidence that dr mccord and miss bench do the very best they can thank you mr eugenie my comment really relates to our modest approach to modest and conservative approach to building a budget and the 400 student loss estimate continues to be to our benefit uh am i correct there well except for last year which was the combination the last three years prior to last year it has been to our benefit to be a conservative estimator on our student accounts the real the real crux is the conservative approach to building the entire budget and uh that's been a benefit to the district other questions i just had one question uh when is a time frame that we would be able to get the adm numbers roughly so the um the 40th day is um uh like around the 20th of september so at 28th or somewhere right around somewhere somewhere in that neighborhood and so we we believe that the submittal in september will be um will result in us receiving uh student counts uh in october right so we'll see it in our payments then as well thank you other questions board members seeing that there are none miss bets again my compliments to you and to your team i know they are here with you this evening and we appreciate their diligence in getting reports ready for us and dr mccord i have released the the presentation to you all right we will move to item six is the consent agenda and item 6.01 is approval of consent agenda items is there a motion i'll make a motion uh to approve the bennett's regular oh i'm sorry the consent uh approval of consent agenda items thank you mr parker is there a second second thank you mrs humphries any discussion seeing no discussion we will vote on approval of the consent agenda items all those in favor please signify by saying aye aye all those opposed the same motion carries five zero we're at item seven action items items for consideration discussion direction and possible approval item 7.01 is for discussion only face coverings coveted 19 mitigation strategies and i know dr mccord you have some information for us and rationale please thank you dr santa cruz let me connect real quick okay thank you um tonight we'll be discussing and again like you had reiterated and it's been reiterated earlier it's for discussion only but we'll talk a little bit about face coverings as well as our mitigation strategies um knowing that we're going to continue with making mass optional as we move through the school year it's important we take a step back and look at our mitigation strategies and i've heard from a lot of different people that our mitigation strategies are poor i've heard that they're great i've heard everything in between and i think it's important that i go through what is currently practiced and what will be practiced moving forward as we continue on with this pandemic along with that i've had the opportunity to be at almost every school so far this school year and i've seen some phenomenal some phenomenal things going on that are totally unrelated to cove but it's all about education that's really really nice to see but i also see the things that our schools continue to do to try to make a school day as normal as possible but keeping in mind what we're dealing with as a school district as a community as a state and a country and so it's important to me to get feedback from staff as well as as administrators principals in particular about what's going on out there what do you see what can we do and i've asked them specifically uh what can i do differently um you know without mandating a mask but at the same time what can we do on our campuses and they came back with some of the things that we did last year but they also reiterated some of the facts that some of the things we did were were actually not needed because they it just was difficult to enforce and when i say enforce uh just logistically very difficult to to make happen on campuses and so i understand that as well and so what i'll go through um a little bit here is what we're currently doing i'll have our director of health services jen frost talk a little bit about quarantine when i get to that point and and what what our practice is and um we'll go from there and then you guys can have a discussion about anything else related to this topic if i can go okay face coverings as i just reiterated uh face coverage will remain optional but they are strongly encouraged for all of our students and staff as as a lot of folks came up and talked this evening and what we've heard from a lot of different people is that you know they want them to remain optional but again there are a lot of people out there that definitely want to wear a face covering and we encourage that we don't want to discourage anybody from from having that opportunity and if you look at the third bullet we have had this conversation with our site administrators before the school year started and continue and that is that if people's behavior related to wearing a face covering impedes on a student's education we are going to address it there's no question about it if somebody's going to get bullied because they're wearing a mask or because they're not wearing a mask we're going to address it has it happened out there i haven't heard of it very often but yes i'm not naive either i know these things happen especially when an adult's you know back is turned to somebody so we are going to definitely address those things the cdc and the adhs strongly recommend the use of masks indoors for those who are vaccinated in unvaccinated areas of higher substantial transmittal rates we also know that we have a lot of folks that are vaccinated out there and their opportunities if people want to be vaccinated almost on every corner within gilbert and east mesa people can go and get that again those are encouraged as well but again it's your choice we want to make sure that the information that you need to be able to acquire what you need is available on our websites and i believe that is available in our our sections under our websites as well so again moving forward they're strongly encouraged i think people wondering why isn't the district pushing this or why are you coming out real strong about this it is a choice but i strongly encourage it for anybody that wants to wear it and wants to make sure that that's how they are going to protect themselves there's no question about it but again i don't want any kind of negativity coming to those individuals as well because that's important to me they're entitled to the right of education just like anybody else's so there's my two cents on face coverings as a as we move through the evening on this um some of the things that we'll continue to do we'll observe the three feet social distancing when possible we'll continue to have normal traffic flows and capacities in all areas but what you'll also see on campuses is that because of the design of the campus some of these traffic flows happen naturally in how kids move in to and from their classrooms and so we've encouraged our administrators to do whatever that they can because every campus is a little bit different to mitigate the spread of cove at 19.

i can't tell you how many people just reached out and said you know sometimes i purposely made an email because i don't know what i can say but if you call me i'm telling you and this is one of the things was this this idea about mass maybe it's logically impossible that was written purposely i i get a whole email we respect what you do but in the next two days is based on you know you disagree with it i think having um opening the slide of communication with everyone when it comes to public health concerns and medical issues we do we have many you know other folks within the community so happy to offer opinions present recent data you know things that maybe don't come to the forefront in many of the conversations necessary i look forward to talking to you i really you know a lot of this stuff i given that the status quo at the end of the year when the numbers were better was still an excellent job was done masking was done outdoor eating you know when my baby was nine days old there was a copic case in my then second graders class they were masculine spread it was great and then to have a change to the status quo and no forum like this scheduled until after the first day of school did induce a little bit of not just parental panic but physician panic because public health doesn't you know you know they all go on the first day of that mass that's it so i'll go through the presentation here and then i'll take some questions but i just want to type in so i think our goal is to say so just in terms of jeff goldblum's presentations uh from our presentations just purposes if our meetings can get really long i do believe that jeff engages the audience he always deserves the ability to respond so i'm uncomfortable with that [Music] from that standpoint and then we do have that sub square it wasn't that we weren't ever going yet it changes daily you can see just the more we first schedule the meetings the week after the changes so i worked closely with jeff i wanted to schedule those meetings and the recently should go and publicly announce a meeting and you're going to schedule a meeting and then something changes that day that hour where you're not prepared to present at that time that that's a conflict so we sort of tread lightly i agree about concern about it before it starts to i should have known [Music] so our goals are pretty much the same when we go back full time i will tell you in general we have a governing device department of education and that's the guidance we follow and whether it's on lasting or anything else and usually that bustling stuff we do and that's that's the guidance we follow and i want to talk a little bit about college masculine guidance development july 30th of education released a communication it said that it strongly recommended mass effort students it's changed today uh but i want to talk about the rationale for all the strongly recognized because i'm going to tell you to be honest if it goes back to that it's what i would recommend it is not done anymore you know people don't like it that's that's the guidance for power so let me tell you the rationale and it might help you understand why we're working in that direction the first thing and i think it was touch them as the committee stopped doing my presentation this idea is strongly recommended there's a difference between strongly recommended options and you might say well it ends up in the same place it most likely does end up in the same threads but not because those two things are synonymous now get to life for the most likely place but one of those words options complies that we don't believe that is not true you've never said and it's not that we don't believe i was in the hospital i'll tell you that experience to get as much mileage as i can so it's not that myself or the leadership team doesn't take the stairs we do the second thing is the science you know i always give you guys to say you've got to follow the science you're not a doctor again more health professionals on the leadership team why don't we follow the guide but honestly the messaging from the health community the science community has been mixed at best maybe not again tonight but in general most scientists would like us to follow the science that says couldn't students friends it wasn't now how many vaccines do i need when you choose when you're free and i'll say this stuff i get things all the time that to me look like that makes sense too it's confusing years into this basic questions still do not have to be implied there might be a legitimate reason and now we think some politics i've heard someone a couple days ago and say this this is not science this is a political science that i believe one thing i think all fifty percent of the people responded that they wanted to max i can tell you that fifty percent of students in three schools are not their own matters because striving not the quality not the fit i'll tell you my own experience i spent seven days in hospital seven days in that room i never wore a mask once probably i've asked those doctors and these nurses about the master here they seem also the same thing you helped the group the company thrown in five touches five six options that's not happening so the idea that they weren't safe right doesn't it doesn't mean true either you can't protect yourself if somebody else doesn't obviously if everybody's protected themselves it's better but again this is the kind of things that confuse it for people [Music] i lived that experience the other part is the legal part of this this this comes with the big remember i said lodging it's our understanding that that if it wasn't a mandated statement that even if this committee can actually create it would be largely unfortunate if it were challenged at the state uh please defend not at all that lord has been settled a kid comes in with a shirt completely and appropriate they take it off leaving places in two months we end up in the same place for the mandate the local landed first of all usually strongly recommended land yeah so as the superintendent you know what that means if we didn't follow the language in the department of education we would end up in the same class but it would be two months of fighting it would be two months of teaching in a classroom losing instructional time the child can cost a mandate that they can't enforce principles or parents who don't model their masks and know that if they push a problem but once that two three months however long it takes you calculate the amount of instructional time that's wrong and we end up in the same place that's the decision we faced not that we don't believe in the past that we're going to end up in the same place with two three months of fighting that doesn't make sense to anybody and that's what we're trying to avoid just like in any profession we juggle a lot of wealth it's not just mass it's not just you put this mass mind mistake it's all the other pieces that surround you it's all of those things that you simply give your fault i'll tell them so even if they didn't change the language today and this committee decided to whatever you might would imagine put them in the same place one would have brought a lot of fighting and lost some structural time one would not but we already ended up in the same place and believe me because the other piece of posture is madness if you're unaware of the mask and is this tied you're probably not effective so what's the other forty five percent happen what are they gonna say no it's a fight we don't need to have because it takes away from the normal trumpet so it makes it a little easier because now they made a mess in the nation and we make which says that now we have to do it doesn't make a difference we do not and we're fine with that fighting at all so that's the issue that's why we want to be stronger and it's just going to resolve i want to talk about the latest strategies that we've had in place now some of them have one man i will be disappointed the specifics of the mass candidate for can't talk about it um but i think the commission says so we have a mobile vaccination clinic be able to attract students eligible to for one reason they're not but if you don't if you don't like technology you can't although vaccination list so that when um when the elementary students are available to hot on me it would be a lot easier for us to get more sites or at least that one but that would be i just think you good me some more information the department of education has a few different testing options you can get tested it's a graphic test it's negative least we can give you some additional information and you can test it i know that some of the officials in the community are working on other testing sites and more more accurate tests that's an effort to keep our kids who normally have to quarantine in school so the way that works is if you are designated as someone that was in close contact normally you have to get sent home 10 days in this case you would come to school every morning you would be tested for the nurse's office um and then if you're negative you go to class if you're positive you'll be quite proud and get sent home so that's seven days for example the seventh day falls on the weekend for example you get tested when you come in on monday so we just want to make sure that that's the place before you go to class so both of those need consent you know principles will be sending that that stuff up in their pockets um we can't test you don't get consent that's for adults too so if you if you you don't you know some people won't be sad you expect that the old consent to get sent home that's the option and also if you take part in the program there's also uh the other thing we found is ventilation jessica did send us that the guide man the working guy didn't i could use it in a presentation for that and one of the things that pretty powerful is that there will be three different scenarios a lot of them with the scenario the ventilation um the infiltration what we did last year this building is new and it has all ready very efficient and effective filters in the hvac that's not as as true in the elementary schools and when we had the companies come in to to upgrade or to get them working to the to the best that we could we couldn't change the problems out to more efficient ones because it you know changes how quality um how efficient these systems done so we purchased each of the classrooms in the elementary school you probably remember just approaches standalone filtration units and we won those we run those 24 7.

we've also encouraged any large group gatherings that if they can be scheduled outdoors do that when possible it's really difficult right now because it's it's pretty warm out there and hopefully it'll be cooling down soon and we can be able to do those things i know that some schools have went to having some virtual assemblies just because of the size of their cafe gematoriums at the elementary i've seen some of them at the high schools break them up by grade levels because having 3 000 students in in a gym is really really difficult to do logistically in any kind of year and so they've decided to break those up and have different types of conversations and events for those kids this is something that has been requested we've updated our dashboard we came out a week ago saying it'll be every tuesday and friday we have no problem and i consulted with our director of health services who um you know make sure that all the numbers are correct those are going to be updated on a daily basis monday through friday it'll start on thursday we won't start that tomorrow morning just because i didn't want to surprise her too much as we move through this but we'll start doing that on a daily basis student health screenings if your child has any of these symptoms keep them home from school and notify your campus of their absence and symptoms and i'll get to the questions here in a minute if the answer to all of these questions is no then we feel confident that your child be more likely to have a successful day at school and here are those health daily health assessments does your child currently have a fever temperature of 100.4 or higher or has had a fever within the last 24 hours does your child have a new cough or shortness of breath headaches body aches loss of sense or taste or smell chills sore throat diarrhea vomiting congestion or runny nose is anyone in your home currently isolated for coven 19 due to the positive due to a positive test or covenanting symptoms and last have you been in close contact clothing six feet for more than 10 minutes with someone who has been diagnosed with coping 19 or has symptoms compatible with coven 19 in the last couple days and is your student or even adult awaiting results of a cova test this is highlighted and bolded for a big reason we have a lot of folks that will get their kid covet tested and send them to school please don't do that if they're gonna be if if you have the idea that they may and they have symptoms and you get them cover test wait till that result comes back before sending kids to school and i i understand the difficulties of child care understand the difficulties of what that does to your household but also we don't want to send kids to school that possibly have coveted to spread it around so we ask that you adhere to that the management of ill students within the school health office our district continues to work closely with state and county agencies for additional resources for parents and staff health offices will isolate ill students from well students and staff and protocols and procedures will be in place to reduce frequency of non-health related visits to the health office and then management of students returning to school students are expected to follow the exclusion and return to school guidelines set forth by the state and county health departments parents will receive information from their school's health personnel regarding when their child can return to school and when they can go home with their particular symptoms they can always call while their child is home if they have additional questions or new symptoms arise staff health greeting staff will be required to screen themselves for symptoms and and contacts on a daily basis in terms of who they've been in contact with if they have been in contact with people that have symptoms or actually have coven 19.

it was something we thought about anyway somebody with pretty bad allergies and i know the strength you know if you feel it when you're going in there's a kid's eyes in the water it's one of the things we wanted to do just in general to improve the air quality of the elementary schools and so with great money last year yes we'll be able to do that so what we will do is we'll go through now and make sure that all the filters and those units have been replaced and along with everything's working effectively so we do have laid strategies in place in addition to some of the cleaning strategies and we'll see that we're not playing when we release it we don't want to be able to be able to have it out tomorrow but the commissioner said that tomorrow they will be releasing the specifics of the mandated mass issues so we want to get that all planned but you'll see most of this and at the next meeting i'll be going over just the highlights but you'll have it you should have it hopefully you're hoping to get it out like thursday or friday and then you can take a look at it and uh you know if you have any quality questions shoot me an email save everybody with a lot of problems to get there for us she's probably gonna know the answer so that's uh that's the that's the whole pizza i'm asking i hope you at least polly understand that you know as a superintendent same thing for the leadership like yourself we don't deal with one issue at a time and then we have to sort of say okay what's the middle ground here what's the middle ground what keeps our students safe but also allows us to normalize the environment and so you know those issues i had with myself this is not the best situation but it explodes down the arguments i don't know i think we made the right decision um what yeah we have the link again we followed the dds so we'll put the links in there so that if anything if it's in the plan you might just have a small just a highlight you can go to the link and you can find out where it came from and the guidance is the department of education guidance put out in conjunction with the massachusetts it has been as far as i know so yeah hopefully if there's anything in there that means it was in my letter but i didn't see it was double printed on the back so you made a comment that not all maps are made equally and it's true glock masks are not effective as surgical masks surgical mass have 63 protection if there's no gaps on the side if you want to get up to 83 protection you wear surgical masks with a cloth mask over it and the vests are kn25s or kf-94s so you know i think we all have choices of what we send our kids into school and if you truly want to try to protect them as not only others that there are more protective options out there [Music] we've done this in the past up with an opportunity to just maybe take some of that education and provide that back up to the community and do that in terms of just massive levels i think we have done that in the past i i you know i got something from the school committee and put it out without me if you have that stuff especially if you're young because i can tell you that you know everybody's not about last year and i've been in other buildings not in this district the universe these masks you know they all fit i mean if your kids wearing a diamond that's one thing to teach so that stuff can be done but if they're just not a great quality or just or they don't fit the parents don't take is that if we communicate what you just described to the community at large as soon as possible i think you would do everybody a great service in terms of the planning right so the communication of the plan right you made an excellent point earlier about communication and this is what we're all trying to do and so my feedback would be that i think at least in part some of the reactions here tonight were given the context which was very minimal that everybody had to deprive communication right and so from i think there was a comment earlier we left in in june right with a certain level of expectation and then there's no communication until one note uh very close to school starting with the scheduled school committee right not happening until school starts so it's very important i know i want to just acknowledge the work that you and the staff and everybody's doing right i get it then you don't think about this and you know so it's it's it's tuesday not teachers come back on thursday the guidance doesn't come out from the governing body so yeah a lot of times we get information and then we have to process it i mean i i talk to our attorneys about it i want to make sure that we're in line with that and then you know we need so that takes time but if you think about think about what happened leadership or not so just fair enough but it is the job of leadership to drive thank you uh [Music] to revisit two policies that are already in our policy manual to update that the first recommended policy has to face currency and instead of all the details that are in today going to policy we've simply said that we will follow essie diabetes that way as this changes we're not revisiting the policy all the time we'll follow up guests and guides if the committee wants to revisit that uh guidance if they don't agree with it in some way we can have a policy meeting to address that or many other people can vote to overturn it or to revise it within their regular school committee meeting although we recognize they go through the policy so that's the first one up that simply has changed to say that performing destiny guidance with base coverage and the second policy was instituted last year also called udc supplement which is a rather long policy that is was intended at the time of the continuing this to give the superintendent certain authorities without having to stop all the time and bring them to the school committee we give them some authority to act more swiftly when situations arise that needs to be responded so we mostly updated that policy the content of the policy is pretty much the same as last year we've just updated the language of it and taken out the travel restrictions because we don't have travel restrictions at this time but otherwise the way it operates into production savings last year okay so could i please have a motion to prove policy has provided the district has so let's say that let's say the guidance [Music] that we so what happens is says they might not they might not support the fact that we've been suspended that's a possibility that's not the case here because now the state of state mass mandate um we have followed this guidance so policies will be masked [Music] just i don't know i don't know specifically what happened the is thing closed completely motion to appropriate edc supplements questions comments okay our next meeting is august 31st a week from today um i suspect uh jeff's targeting to release prior to that um we will be voting again on that on the full plan on our august 31st [Music] for those candidates who put can i please have a motion to [Music] thank you thank you the management of staff returning to work after illness employees are expected to follow the exclusion and return to school guidelines set forth by the state and county health department and i'm sorry if i'm reading to you but i think this is probably the best and easiest way to to work through this information protocols for positive cases or exposure scenarios will notify parents of any exposure their child has from a positive staff member or classmate at the time of the notification they'll be directives depending on the type of exposure currently the director from the maricopa county department of health is not to send home an entire class due to one positive student or teacher as this is now a community-wide illness we will continue to work closely with the department of health regarding these guidelines as well as reporting it and positive cases at each campus and then positive covenant 19 notifications classroom letter to staff and class and any student who may have had a general exposure to coven 19 plus student or staff now i'm going to bring jen frost our director of health services to talk about quarantining because i know there's been a lot of questions uh related to that maybe not just from people in the room but people online and and within our community and i before she starts this is there is no perfect way to quarantine and i and i hope people understand that it is about uh being able to trace what we can when we can and so we rely on a lot of different things in order to get this as as right as possible so i'll stop yapping and let jen go well excuse me i'm gonna read too unfortunately mandated by a lot of quarantine students have been verified as being in close contact with a coveted positive student or staff member we are asking teachers to verify this contact within the classroom to the best of their ability information about any contacts off school grounds is outside of our ability to track and what that means is is that if you can picture any kind of student on any kind of campus they're everywhere even inside classrooms they don't sit in their desk all day they have reading groups they have times when they work on posters together there are hopefully not sitting in one spot all day in a classroom which i know our educators have worked really hard to make the classrooms appropriate for for their learning conducive to their learning different styles we have some classrooms with couches some classrooms with different tabletops so it is really difficult to say that this one student was in in fact in contact with every single person or not so we are doing our very best to make sure that we are quarantining the students that we're really in contact with that positive to the best of our ability secondary is a little bit harder sometimes because again the sizes of the classrooms and the movement of the students so again it's not a perfect science um none of those kids are in a bubble and then we also cannot track you know who they were on the race on recess with um on the playground or who that they were in sports with if it's not a school sport so again we are trying to keep everybody safe to the best of our ability but we ask the teachers to help us be the eyes in the classroom cdc and county students or staff have been vaccinated do not need a quarantine that's a cdc and a county guideline also if they've had covet in the past three months and we have verification of a positive test then they do not need to quarantine either any questions for jen before she sits down related to quarantine i guess if i can go ahead just so we're working through the school nurses again to do this and you're also involved in looking at all of the cases as well or how so the school nurses and the teachers on campus for that pa that part um what i do is i look over every case that's submitted to me so a parent calls in a positive child the nurse submits that to me and i look through that data when we see a classroom that has more than one student positive there's recommendations made to that classroom specifically we recommend that the students be separated if they're if their desks are in groups we ask that they be put in you know in lines the requirement is is no group work for the next 10 days or a limit of group work for the next 10 days and a limit of any kind of group projects for the next 10 days if they can get through that 10 days without any further cases then we can go back to normal so it's another step in some ways i know people think it's very simple six feet 15 minutes but it's not when we look at then the movement inside of classroom and we really you know at the heart of this this is school this isn't a hospital or a clinic this is school so we want them to be able to educate our children um so i'm looking at it from another view so that we can hopefully mitigate on that side so if we're seeing areas where we see more than one case again there's recommendations made to that specific classroom so that it's hopefully helpful in that specific case and then it's not something that we're doing it's just kind of a vague overall to everybody thank you mrs frost with the new delta variant being more contagious will we be able to track i mean and no we'll just know that if there's two cases that aren't related because i mean it's going to be more infectious it's going to be harder to i think to pin down where that infection came from it can i know last year we had a particular instance where i did ask department of health if they could check for which variant it was and they stated no that that was not how it worked regardless of what we were seeing however i know that in arizona we are seeing the majority of the variant is the delta variant we are you know unfortunately when county contacts the uh traces of contact they're relying on the family to tell them whether or not they were in contact with a certain person yet they can't um they cannot um give that person's name so when we have two kids in a classroom they may have never been together they may sit on opposite sides of the classroom but that still may be considered an outbreak because they're in the same classroom although we don't know we there's no way for us to verify whether or not those students were ever even in contact okay thank you other questions thank you jen okay i'll continue on um in terms of notifications we continue to find ways to ensure we can communicate with our parents in a timely and effective manner in an effort to keep our parents as informed as possible please note this school year student close contact notification will continue to be sent out via email and we will be adding text messages uh to alert you to the fact that you have received an email you will notify you will only receive a text with regard to a student closed contact notification that specifically involves your student should you wish to keep your student home and or have them tested we will support your student any way we can monitoring campus i think uh jen just talked about that in terms of if there are areas in a classroom or i mean on a campus she will separate those she will give direction to make sure that they're spaced out as possible in that classroom and again monitor for the next 10 days to see uh how that has progressed again hand washing i mean it's going back to some of these basic things but we need to remind ourselves upon arrival at school use sanitizer if there's no sink available wash your hands after any physical activity or before and after meals after sneezing coughing and blowing noses because we know that happens quite a bit on campuses and so we also have to look at what do we have going on on our campuses and some of these will be a repeat as i go through a couple of these slides but physical distance where possible i know that was a big concern last year it is hard to physically distance in a classroom it's it's hard to physically distance on a campus in general classroom and lunchroom seating will be socially distanced as much as possible signage will be displayed on campuses wide promoting best practice behaviors signage reminding students and employees to complete daily health assessments at a department if a visitor does not have an appointment the department will be contacted determine whether someone is available to assist the visitor if that specific staff member is not available the person will be asked to reschedule and come back another time or have a different type of conversation in a different mode of communication hand soap will be available in all restrooms posters on how to wash hands properly be posted in all restrooms and at all classroom sinks hand sanitizer bottle or dispenser will be in every classroom and placed at the entrance to buildings a bottle of cleaning supplies with the cloth and instructions will be provided in every classroom cloths are changed out daily by custodial staff again this is practice that was continued on from last year desk and any touchable service services should be wiped down daily at the end of use capacity athletic events will be determined by the arizona interscholastic association that's aia and they also have some protocols in terms of if there's positive students within any of the the teams and so we follow those protocols extremely well tables and services will be wiped down with sanitizing products the start and end of each meeting and day sharing supplies such as pens pencils notepads etc and congregating in work and supply areas is strongly discouraged while shared equipment will be treated nightly individuals are responsible for sanitizing shared equipment such as copy machines before and after use wipes and cleansers will be provided looking at the breakfast and lunch modifications again use of hand sanitizers and ongoing cleaning of tables and chairs will occur throughout the lunch periods three to four students per table facing in the same direction when possible at the elementary the secondary levels they'll be provided space outside in libraries and other areas throughout the building to eat their lunch spreading out students hand sanitizers is an ongoing cleaning of tables again will occur during the lunch periods and additional garbage cans will be provided for disposal of completed meal packaging and leftovers after each lunch periods everything will be wiped down again for the students for the next day and then again cleaning and disinfecting enhancing training for all custodians and non-custodial staff on the use of disinfectant application every year we seem to get a different crop of custodial staff people come and go and so we continually train them on what the expectations are related to this disinfecting and high traffic areas doors countersinks other horizontal services restroom and health office touch point areas will be disaffected twice daily guidelines and supplies for cleaning desks and table provided to each classroom teacher again signage for hygiene the use of laundred and sanitized color-coded microfiber cloths for specific surface areas to avoid cross-contamination utilization of electrostatic sprayers for wide area disinfecting and i believe we touched on that several months ago and those seem to be pretty effective and i think the schools like those a lot to help sanitize a minimum of a twenty to thirty percent outside air damper control will be maintained operation of outside air units or oau's an hvac unit fans will be maintained to ensure constant air changes and merv 8 pleated filters will be used in both the hvac units and the oau bunny what's a merv 8 i know it's it's an odd term it's just the um level of um of ability for the filter to take out the size of a specific particle i don't know what merv stands for i can't help you there i'm sorry but it's it's a higher quality to help it's one that's recognized like jen may know something there oh jen oh there she comes thank you jen those are used in hospitals good thank you school closures school closures be determined by maricopa county department of health field trips day trips will proceed overnight field trips will be reviewed by administrative services food services the federal government has extended free meals for school-aged children for this school year and at recess there's no restrictions at this point in time transportation observe the three feet social distancing when possible buses will be sanitized after each route and windows and vents will be partially open to circulate fresh air water fountains will be open inside and outside and and this is something we close down at one point in time but we also got a lot of complaints that kids were getting a little bit dehydrated and again this time of year but we also several of our campuses have water bottle water bottle filling stations and we're looking at trying to make sure we have every one of our schools that have those available to our our students and classroom seating social distance if possible teacher will still determine the physical layout of their classroom but we are suggesting rows and if that's possible sometimes there are tables in classrooms in terms of desks regular individual desks but a lot of times there are tables and so our teachers have gotten very creative over time in terms of trying to help them social distance in those circumstances and that would be it for right now thank you dr mccord board members are opening up for any commentary you may have let me just start out by reinforcing one thanking you for reviewing those again and reinforcing some of the verbiage i heard this evening by one of our speakers and that is that masks be highly recommended or strongly recommended uh i don't see that that's a mandate i simply see that that is a courtesy reminder to anyone coming to our facilities so i would encourage us to explore that board members miss wood or anything i just wanted to actually start with asking miss bets do we have then the cleaning supplies the hand sanitizer and the wipes because we've heard some concern about that at each school and classroom at this point in time and do teachers know where they are and know similar to last year if if they don't know where they are i have not heard that but we maintained the census cloth contract with that provider to make sure that we are getting regular replenishment of laundered microfiber cloths and all of the schools still have the spray bottles in each classroom as well as those microfiber cloths and we have the this so if a teacher or staff member doesn't have that they need to let us they need to let me or albert know immediately and we'll make sure that we get that done okay and then as well as the hand sanitizer hand sanitizer isn't we've got plenty of stock on the hand sanitizer so again the schools would still need to order it um but but we definitely have it in stock okay that was just different than last year when we were waiting for it at this time we do have it now we do have it now other questions comments well i'll i'll keep going then okay i think that's really important oops mr jennigan okay i think it's really important that we continue to provide the data and the notifications that we have been in as as accurately and urgently as we can for our families that empowers them to make the best decisions for themselves this this has required a lot of difficult decisions for our families this past year and a half in many many ways and i appreciate that and respect that and our our staff as well and i i have to say that i don't we're not out of that yet you you know we still have to make those difficult decisions as things come up and i'm i'm respectful of that and i think the better data that we can give the more timely that helps families make the decisions that they need to and staff as well so i think that's really important thank you miss wood mr parker yes i'm really proud to be a member of this excuse me a member of this community uh tonight we had groups of people that had strongly strongly uh our strong opinions on both sides of the issue and we were able to discuss it and be respectful of each other and respect each other and i think that's a credit to the talent of gilbert and the school district uh as far as mitigation i think we're on the right path this is something i really believe that we need to have flexibility on we need to watch what the way things are going with the infection rates and that type of thing the last thing in the world that i want to see is us to have to go back to remote learning i've been on a screen with zoom i know uh how challenging that can be when the kids are sleeping sometimes we need kids in the classroom so i the only thing i would ask is that we be flexible and we watch where we're going and be willing to to look at other solutions if we have to and hopefully we won't thank you mr parker miss humphries do we want to let uh miss miss eugetti i thought she was starting to speak at one point so did you jetty were you needing no i wasn't first you said for miss humphries to go ahead okay all right i just wanted to make sure she got a turn um you know these these are really hard decisions and personally i feel like um when we're talking about masking that should be a state decision not a local school board decision and it should be based on county metrics and i think that would uh be much easier on all of us because um this has been hard it's i mean we just saw a little girl speak tonight that is struggling with her concerns and i think that we need to be careful to understand the challenges of those around us i did want to state there are quite a few organizations governmental organizations and private organizations that are they're um encouraging people to get vaccinated and to wear masks the center for disease control governor doug ducey is encouraging people to get vaccinated and wear masks dr cara crist the director of the arizona department of health services the maricopa county department of health services the american academy of pediatrics the arizona hospital and health care association and the arizona public health association all those have come out and specifically said that wearing masks will help us and the arizona hospital and health care association put out a statement that you know they are getting hospitals getting full phoenix children's hospital is getting full we need to be careful to slow down the spread to help our health care workers get through this and we can look forward hopefully to a vaccination for our children probably in december or january but we still have several months to get through especially for those elementary kids so um let's be aware um i when when we had the decision about whether to continue mass to the end of the school year or not i will say at first i was like okay i'm done let's just not mask and then i saw a post from a friend her her son was 10 years old and while he seemed to be a very healthy child he had been a preemie and he had some lung problems so having everyone take off their mask suddenly he was faced with the issues that if he got covered it might be worse for him and then another story of someone similar with a health condition we have children in our schools that are medically fragile who have special needs or who have health conditions that this is more of a concern for them and i hope that we would be as thoughtful and kind about helping them get through this as well as their own children and i just want to share two quotations one is from an article that was in the arizona republic on thursday august 19th by stan christensen and i just want to share a couple paragraphs of what he wrote he said when we value individual liberty above our moral obligations to one another especially the most vulnerable we weren't able to we aren't able to get the virus under control and push forward toward collective prosperity a healthy path forward is to balance rights and responsibilities and be willing to make the small sacrifices patriotic citizenship requires only when we use our freedom to make choices that strengthen our community will our physical mental and economic health be restored the other quotation i wanted to share is from mr rogers i don't think i have to introduce to mr rogers this but he always has wonderful things to say and this is the quotation that i'm going to read all we're ever asked to do in this life is to treat our neighbor especially our neighbor who is in need exactly as we would hope to be treated ourselves that's our ultimate responsibility so i would encourage our community to come together to support our kids and if your child could wear a mask and you could mask to help us get through this it would be so appreciated thank you mr jetty i would like to say thank you to mrs humphrey for letting me go after her because i would like to say that all of her words where everything that i want to say but i do have a question for dr mccord we have given everybody an option and been respectful about it can you and i talked to you about this earlier today and i i called you way before that you had a chance to figure it all out but what what are you seeing in terms of our teachers staff and kids wearing masks in our district so i don't i don't have a specific number um in terms of i only have it anecdotally i guess is the best way to put it and and being on campuses talking to the principals talking to the cabinet members we're seeing about probably 20 percent and i when i say that it's higher in some schools it's lower at some schools but i would say on average about 20 percent of the students and staff wearing masks and 80 percent not thank you i i knew that that was what you're going to tell me because i didn't give you the information in time and i'm going to reiterate rate but miss humphrey said please we're not mandating anything but we're asking you as a community to support and help our our children and help our community and let's come together please thank you mr jetty dr santa cruz just to add on could we just also as we're saying could we please abide by the mitigation strategies that we have in place yes master optional as we've and then we've had a plea to please use them but let's for sure absolutely if your children are sick keep them home if you know if there's other things that we have can we please make sure and come together as a community that way and make sure that we are supporting each other and all the different needs and concerns and circumstances that we find ourselves in in every way but you know just wanted to add that thank you thank you miss wood as i bring this topic to a close then just a reminder and that is that for the past two years the situation has been fluid and we continue to monitor and adjust as we would in a classroom if we were teaching so should things change drastically there may be a need for this board to revisit some things that might be contrary to what has been said or stated or intimated this evening i don't know that for sure but it certainly is a possibility given the fact that we have endured this thing for the better part of two years or more so the mitigation strategies and the review of that was for all of us concerned working together so that those who believe that we have ignored that and aren't doing what we said we were going to do that those in fact are items that are paramount and important for our day-to-day operation and those people who need to know or to have the ideas expressed by dr mccord reinforced they have now been reinforced and i'm sure that their supervisors will do the same again tomorrow and for the days to come so that being the case uh i will also reiterate that uh a consideration for signage that says masks strongly recommended or highly recommended as mentioned by one of the speakers this evening not a bad idea we'll move on to item 7.02 which is fy 2022 revised budget one dr mccord anything by way of introduction note miss betts presented the revised budget information in the report section we just asked for your approval board members you have had an opportunity to review that in your board packet you have viewed the presentation from this evening is there a motion i move that we revise the 2022 budget number one thank you miss humphries is there a second okay thank you mr eugetti there's a second for fy 2022 revised budget number one item 7.02 is there any discussion saying that there's no sorry i do i want to thank ms betts and her team and um i feel like um school finance is very complex and i feel like they really work to help us to understand what the budget is and where it's going and how we're using those funds to support our kids so thank you thank you ms humphries no other discussion we will vote all those in favor of 7.02 please signify by saying aye aye those oppose the same motion carries 5-0 7.03 is appointment of governing board member to audit committee dr mccord to defer to you for rationale thank you dr santa cruz governing board members the appointment of a board member is required as part of the audit committee membership the audit committee bylaws indicate that this committee shall consist of up to seven members appointed by the governing board the committee shall include the superintendent assistant superintendent of business services director of finance a governing board member and internal auditor along with two community members you approved the appointment of mr reed car at the last governing board meeting tonight you're being asked to nominate and approve a governing board member to sit on this board approved committee thank you dr mccord and uh with that rationale i'd like to move that we appoint mr bill parker to the audit committee is there a second i'll second that thank you miss humphries mr parker any objection to that we'll talk about it later okay remember i just read it i didn't i didn't nominate you i i do want to point out to our community in case they don't know that mr parker used to work at the auditor general's office so he has lots of knowledge to bring to that position so thank you all right any discussion seeing that there is no discussion we will vote on the motion and the second for item 7.03 appointment of governing board member mr bill parker to the audit committee all in favor please signify by saying aye aye those opposed the same mr jenny i think i heard an eye but wasn't quite sure you did okay thank you motion carries 5-0 item 7.04 fy 2022 transportation driving and monitoring retention incentives dr mccord any rationale thank you dr santa cruz i'll turn it over to ms betts the the point of this agenda item is again continuing to try to incentivize uh individuals uh to retain in our transportation department as well as possibly attract in the future um so as as you know or we've talked about that that as of friday we're down 43 bus drivers and in addition we do still see a fair amount of absenteeism so we were hoping that by offering additional money for driving that it would incentivize more of our drivers van drivers and bus monitors to schedule their appointments when they're not required to drive on behalf of our students so the intent is to do this for the year that we will reassess after the first semester to determine the effectiveness of of doing that but at two dollars additional per cdl bus driver it could be as much as two thousand dollars per employee if they are here every day that they're scheduled to drive and that of course translates to our students getting to school and back home on time and regularly without interruption and ms betts you had indicated that we have budget capacity should we move and pass on this item yes sir so we anticipate it will be under half a million dollars total to include payroll benefits and i just shared with you this evening that our recalculation of student accounts has resulted in a 950 000 increase to budget capacity so the budget balance carry forward will be enough if we do decide as well it would be eligible for the sr3 monies also so yes we can verify that we have the available budget capacity before we move into additional discussion is there a motion on item 7.04 i moved to approve the fy 2022 transportation driving and monitoring retention incentive thank you ms humphries is there a second second thank you mr parker discussion um i had a question so if it's two thousand dollars per employee would that be per semester or per the year that's for the entire year presumably yeah and that's the one for the cdl bus drivers the van drivers and the bus monitors where we're making a recommendation for it to be a dollar per hour incentive for all the days that they are with students supporting them okay thank you i appreciate that i would like to make a comment on that as well bus drivers are not they don't come on trees it's very difficult to to get qualified bus drivers they have to have a cdl they have to have an air brakes test they have to have a school bus test and when you lose one you have to go through that whole process again so these these are very valuable people your your kids might not remember who their teacher is but they sure know who the bus driver is so uh we we owe these people a lot and i would fully support this additional comments questions concern um i i just want to make a comment oh go ahead mr jetty now i just i just want to say that uh every morning when i listen to the montana news it's an it's it's a big huge issue here because everybody is um in small towns so it's not an issue just in gilbert so we have to do what we have to do to get kids to school thank you ms eugenie is humphries um i was going to say just that um you know i this has been i think one of the things i've had to revisit regularly as a board member this is my ninth year and we've probably revisited it at least four or five times in my time on the board because it does become an issue and it it has been an issue for a long time and i i hope this will help us to solve that problem and get good qualified people to to be willing to drive for us other commentary saying none then we will vote on item 7.04 all those in favor please signify by saying aye aye bye all those pose the same motion carries 5-0 item 7.05 policy development first read policy jhd exclusion and exemption from school attendance dr mccord any rationale thank you dr santa cruz governing board members before you we have for our first read which went through the policy committee a week ago we have some red lines there in terms of making sure that we have the proper language in our exclusions and exemptions from school attendance we added in who is currently treating the student for the chronic health condition that is that health professionals making sure that anybody who is recommending exclusion or exemptions from school it's that person's health professional and and just not somebody else and then the it also says this health provider must certify that this chronic health condition requires management on a long term basis and so again there were some red lines that made it a little gray this tightens it up thank you dr mccord we have a first read for policy jdh is there a motion ghd jhd sorry my dyslexia kicked in i moved that we approve policy jhd first read exclusion and exemptions from school attendance thank you ms humphries is there a second a second thank you mrs wood any discussion just again this will go back if if approved for the first real go back to the policy committee for another once over before the second read very good seeing that there is no additional discussion we will vote on item 7.05 all those in favor please signify by saying aye aye all those opposed the same motion carries five zero we're at item eight requests for future agenda items as in the past we would suggest that if you have items to be considered for a future agenda please make contact with mrs wilson and we will put that on the docket for consideration or item eight point where we're item nine board committee reports nine point zero one is gilbert ed foundation ms humphreys i have nothing to report tonight i know that's not my usual style but i have nothing to report tonight thank you thank you items 9.02 city of mesa liaison ms wood i had a discussion with council member thompson recently and we were discussing some ideas of possibly working with um the the businesses in mesa and gilbert to give feedback on and i know we've done this in the past but just another idea chambers of commerce and different things to give feedback on our high school courses and how we can prepare our high school students for work that's mesa's been looking at that a lot and they're having a conference about it so i thought that would be of interest to us so maybe i'll discuss with dr mccord a little bit more what we're looking at a good item for mr daley to be involved in as well oh yeah but i'm sure that dr mccord will pull in whoever he needs okay thank you 9.03 uh town of gilbert liaison is vacant at this point we'll move to 9.04 finance committee audit committee and mr parker just appreciation for accepting that role item 9.05 is trust representative miss eugetti we had our meeting last tuesday and we are in good health so i have nothing more to say thank you mr jetty item 9.06 is legislative representative and i have nothing to report that hasn't already hit the public media we move to item 10 meeting dates dr mccord thank you dr santa cruz governing board members our next meetings are as follows september 14th it will be a board work study and brief board business meeting september 21st is our board policy committee meeting and september 28th is our regular board business meeting thank you sir we have reached item 11 which is adjournment is there a motion summit thank you miss humphries is there a second second thank you mr parker discussion no discussion [Laughter] thank you miss eugenie [Laughter] i i'm trying to be i think there's the four seconds away so i'm trying to oh you're trying to anticipate you're trying to anticipate that okay so mrs eugene has already voted for adjournment that will go on record the rest of us will now vote all those in favor of a german police signify by saying aye aye motion carries 5-0 we are adjourned thank you very much for your attendance and thank you for those of you on livestream you

reminder to parents posted on our website is our application for our school nutrition program free and reduced lunch this year because we are part of a program from the state every student this year whether you qualify or not will be entitled to breakfast and lunch uh in our schools for free but we are still encouraging parents to complete our applications because we use that information uh we supply that information i should say to the federal government and that information uh determines how much funding we get from both the federal and the state so there is an application posted online but also when we come back to school on september 9th classroom teachers will be providing those applications for parents so please make every effort to complete that forget application and return it to your school teacher or the school office okay at this time uh do we have any committee reports just with the buildings and uh grounds uh doctor pantaleno uh myself and uh carl rancourt with we attended a meeting in reference to the school gymnasium at the high school uh the expansion there and uh everything's coming along uh they uh claim that this week the coming up uh early next week the hvac system is going to arrive and uh they're they're working uh it's a big project a little delayed with uh you know parts and accessories that aren't uh uh ready but things are moving along and i did have an opportunity to stop into some of the schools and as mr roman gino pointed out that the facilities look great then everything is uh moving along that's pretty much it okay um i do any anyone else have any committee reports i do want to make mention that um and it will be uh part of our uh opening guidelines and i know principals in each of our buildings have been sending out uh information on social media but our schedule for this year for all students pre-k through 12 is a regular school day uh and i know last year because of remote learning the schedule was much different this year we're going back to a schedule that we actually had in september of uh 2019 and that would be our regular full day schedule information regarding those schedules is posted online and like i had said um i know our principles through letters and through social media are getting information out to parents in specific schools but if any parents have questions regarding the schedule or regarding information in general about their uh children please feel free to contact your school principal or you can contact my office okay any other uh questions from the board before i look at the consent agenda anything from the public no so a couple of things i'd like to point out uh in our consent agenda uh under personnel on page two uh we are approving some of our staff who will be attending professional development opportunities outside of the district we are approving our business administrators uh revised contract for the 2021-22 school year mr alfano uh we are appointing on page two um and part of page three um some teacher aides who we are uh hiring for our buses and also our special education programs about uh halfway down the page we are approving some new teachers to the district uh julia gennada will be uh starting off as a substitute teacher and once fully certified will be part of our title one program at school number six uh marianne brody will be a new elementary art teacher she will be assigned to schools four and six uh effective this september uh last resolution on page three jennifer mcrae we're revising her request for a maternity leave which will begin on or about september 20th uh page four we are accepting the resonate resignation of vincent conforti who was a full-time custodian of the high school we're also accepting the resignation of larry kane who was a fifth grade teacher at school number six uh about three quarters of the way down the page uh michelina catmeyer who was previously appointed as a part-time title one teacher uh will be uh transferred to full-time grade three she will be taking the place of jennifer biscocho who was recently appointed as a district supervisor and jacqueline montecallo will be moving from grade three to grade four so some changes in grade in school three due to the appointment of the district supervisor as per contract with the education association we are approving uh salary classification changes for staff members bottom of page four on page five people that are moving from ba to m a or ma30 to ma45 and that's a contractual obligation that we have with the teachers association uh we are also doing the same thing for uh on page five for tenured staff adjusting their salaries due to the classification change and non-tenured and non-tenured staff i should say uh bottom of page five we are approving salaries for teacher aides who will be with us this year um as part of our special education program and also our kindergarten program and those aides are being appointed on pages five six seven and eight and if we jump over to page eight as we do each year we are approving um uh staff members to um be part of our co-curricular program uh academic advisors of the high school academic decathlon robotics and so on and so forth so on and so forth which is again contractual with the uh klitsley park education association uh page let's i think we're just from that point we can jump over to well page 12 i do want to point out with the board that we are approving the settlement that was discussed last week uh with the case versus js versus the coastline park board of education and the opening school opening guidelines on page 13 uh for the 2020 one school year as i mentioned before those guidelines will be posted to our website tomorrow for staff and uh parents to review mr fano under finance a couple of things mr roman china mr capata mentioned our facilities uh all of our facilities project with the exception of the gym renovations mentioned have been completed so again great job by our contract defenders and our custodial staff we are engaging right now with our auditors for the 21 2021 school year and looking to close that school year in the next month 30 to 60 days and we are starting to engage in our budget and our capital projects for our budget year 22 23 we'll be meeting with facilities committee and our finance committee in the coming weeks go through some assessments of some of the key projects that we may be taking on in the 2022 summer that would be predicated on our final audit and our final surplus dynamics that's pretty much it mr thank you okay any questions uh from the board regarding the consent agenda sure we are going to consider that i have a principal's meeting tomorrow that i'm going to discuss that with our principals uh the other thing that we need to look at and i'm going to be doing this with our uh mrs russo our director of special services in making sure that we have enough aids to cover our special education classes because as you know we're mandated to have depending upon the class so many age per class so once those positions are filled i will have a discussion with our principals and see if there's a need and and then we'll go from there i just feel like this year it's going to be even more challenging last year it's possible because we're not virtual we're not high for more kids in school so good point okay i will look into that let the board know thank you okay anyone else on the consent agenda motion to accept i'll make a motion that was mr kapana was number one and starbuck was number two okay i'd like to take a vote mr romagino mr capano yes dr pantaliano yes mr wrinkle yes mr shelley yes except abstaining the top of page 10 kevin top of page 10 kevin shelley thank you mr show derbachya yes okay mr yanuzzi yes so past mr roman gina okay our next board meeting will be on september well we have a work session on september uh ninth ninth right okay work session on september 9th uh board meeting on september 22nd correct yeah the reason why there's a little more wiggle room is because of yom kippur and i do want to make mention to the uh to the board and i will send out reminders but right now we have a number of parent visitation evenings in september and in october at this point they are in person but again i'm going to have a discussion with our our principals at our beginning meetings uh to make sure that they feel comfortable with having in-person uh power presentation meetings but i will um remind you of the dates so if you'd like to attend as you do each year i know a number of you uh based on your schedules do do turn out for those meetings i also encourage our parents who are viewing this uh meeting tonight to make sure you look at our school calendar so you know when your children based on their grades should return to school if any of them are taking part like i mentioned before in our seventh and ninth grade student orientations and also to review the opening of guidelines regarding masking of students and staff and so on and so forth and again if anybody has questions regarding anything to do with the opening of school uh you can call your school principal or feel free to call my office send emails out and uh respond to those in a timely manner uh any other no nothing else okay so at this point i would like to uh call for a motion to adjourn okay mr bakker and the second was mr shelley yes

to thank miss janice peel our benefits and wellness manager thanks to all her efforts to create an environment that values and supports wellness these two awards are representative of this belief so the first award is from the wellness council of arizona the sprint to summer corporate challenge and so we don't have a plaque for that one and i don't know if there's anybody in the audience i recognize names on the on the agenda item lots of them but we took 10th place out of the top 20 award um i mean on this one we took second place of the large company for the sprint to summer corporate challenge so great job to all this is counting their steps i think it said on the agenda item there was 138 000 a week that they were averaging so they did an amazing job and did a great job so not sure if any people here but thank you very much for your participation and your support the second award is that we finished 10th in the large company award for the category for the top 20 healthiest employers by the phoenix business journal so i know some of these are seeming like annual awards that we're getting on a regular basis but we do really do value wellness in our district and so this is creating just the various healthy options with flute clinics or wellness webinars we used to have yogas and some other classes a lot of those have been canceled but we continue to try to push a discussion um amongst us as adults and as my peers um we are coming tonight about class sizes i know our mou states that we have 23 is our goal size for class sizes um it does not say any longer the plus four um it does still have the ten days um currently at kingswood we are each at 25 and we've been at 24 since the beginning of the school year um we all currently got a new student this week beginning of the week and monday evening for those who are able to join me we'll all be sliding from the one side of the valley we'll meet you at the east valley board dinner at mesa public schools in which we will come together with a consortium of governing boards from across the valley the following week we have a short week and that is also a the law conference asba law conference you'll notice that we initially had a board meeting planned for september 8th those dates were determined prior to the law conference there will be a handful of us who will be the law conference most of the whole week which is also in person and in order for us to stay for the full day we wouldn't make it back here in time and so we are moving all of our business to the 22nd which will be a longer meeting but important we're running out of dates so september is going to be a busy month full of conferences coming forward thank you we'll go on to board comments any board comments i so just one thing i uh missed uh williams field event on friday night but i saw the mayor was there and i saw the dance team performance and everything looked amazing and it looked like a really really really great event so i'm sad that i missed it and hope to go next year it was um homecoming no i'm sorry media night thank you i couldn't think of the word for a minute but it looked great thank you it was a fabulous event president reese and i were both there and we got to see all the cheerleaders and all the football players and i they brought everyone before us so it was really i that was one of it's one of my favorite events so yeah i spoke with mayor peterson and she was saying how what a great event it was and was really proud of the community so any other board comments all right then we will go on to our request to speak we value input from our constituents this time has been set aside for anyone from the audience who wishes to address the board please remember this is not an appropriate venue to evaluate discuss or criticize district personnel policy keb provides a process for complaints about personnel speakers should be aware that false statements about individuals may result in civil liability members of the board may not discuss items that are not specifically identified on the agenda therefore pursuant to ars 38-431-01h action taken as as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date please limit your remarks to three minutes and we have barbara summers i am here tonight to discuss my concerns with our mitigation policy both revision one from seven one twenty one and revision two from eight twenty one twenty one and the progressive mitigation plan while i do understand how frustrating it must be to be in the position that our school administration is in trying to keep our students safe while having their hands tied due to policies being placed by our governing board and not wanting to over promise to any of our parents our policies surrounding covid this year are extremely vague in fact the differences between revision one and two and even the progressive mitigation plan are virtually non-existent aside from the remote learning instructional model i would love to see some changes made to the policy for overall transparency honestly transparency has felt somewhat problematic in schools during our current climate and sharing more even to the extent of not having an answer at the moment would go a long way some considerate considerations for the mitigation plan a section on some information regarding close contact quarantines and confirmed illness isolation and return to school procedures following these periods a high level overview of contact tracing some better guidance on thresholds for switching to the basic safety strategies mentioned in the recent email and mitigation plan at the school level information outside about outside school events and activities and strategies around them an allowance for voluntary transition to temporary remote learning for families during times when our school and community transmission rates are higher an addition of overall district statistics on the dashboard with the number of quarantines for the district and classroom or program quarantines if they should happen bringing in the opt-in now b-necks now test for symptomatic students on campus potential changes based on parent input for possible opt-in masked classrooms at the elementary level where it's easier to do and the children aren't yet eligible for vaccination suspending outside volunteers from working with students or in classrooms switching back to some of the past mitigation strategies like one-way hallways potentially adding mass as a temporary mitigation measure for a two-week period or more depending on health numbers trend in times of high positivity rates on campus there are many other strategies that we can look to implement at the school level but there also needs to be changes at home parents if your kids test positive report it to the school instead of just calling them out sick this helps the school to identify potential problems and mitigate them proactively your kids are sick keep them at home we are all in this together and we all need to do better the freedoms that are often preached here and in society are not absolute our freedom is tied to overall common good and keeping each other safe thank you guys thank you kathleen richards good evening um thank you for the opportunity to speak i'm here as a parent of a two children in the higley school district who are both under the age of 12 and unable to be vaccinated at this point i'm here specifically to ask the board and the district to provide parents with more transparency about mitigation requirements some schools in the country and definitely around arizona notify of cases by classroom we here in husd simply get a letter about covid at a specific grade level nothing more and i would love to know what is different about husd besides the fact of ada because it doesn't seem to apply elsewhere why is it unique to here it feels like we can look around as parents and see mitigations happening around us while husd has happily returned to 2019 are we even quarantining close contacts beyond football because it's impossible for a parent to know without playing a game of telephone i'm not expecting a quarantine level by school but i am looking at what mesa put out yesterday at their board meeting with a number of quarantined in the district total week over week and something like this would afford families in hui husd the idea that something is actually happening as opposed to what it looks like now and can the district please find ways to hold parents accountable for sending their children to school sick there are parents sending their children to school who are pending covet tests and they're doing this because there are no consequences finally i would like to address board member wilson and something that you've mentioned at the board meeting on 8 19.

2021-08-26 Monroe County, IL YouTube / KCHS transcript source: youtube Columbia Football Coaches Show · passage 1
good evening ladies and gentlemen and welcome to the first coach's corner presented by houlton meats alex schlemmer along with coach horner here and coach entering into your 21st season what are what are you thinking about tomorrow night you got a game what's going through your head right now oh it's a lot of a lot of unknown at this point like it is every year in week one you know not only unknown from the standpoint of your own team but when your opponent has a brand new head coach there's just a lot of unknowns and uh you know i think our kids have been preparing i think we're ready but you just don't really know until you get out there the first game so we're excited to get started get going yeah absolutely we're we're pretty excited here this is something that we've never done before this we've tried the coach's corner a couple years ago we went up to bacardi's did a little coaches talk kind of deal and this year we've made it official the school districts got us some more gear so what we had last year we're building off of it and going a little bit step farther so a little bit about last year like we were saying i'm coming off that 5-1 season graduated about 15 seniors but in typical columbia fashion put up 224 points on offense only gave up 85 on defense you're gonna try to build on that again this year you're gonna have that same mindset or well yeah i mean anytime you score more than they do it's usually it's a good situation yeah definitely a good situation so uh you know we've been fortunate enough uh the years past to have a lot of great athletes that can score points and you know uh one thing that's going to be different for us this year is uh you know in the last couple years we've had some really great athletes and we've got some good ones out there again this year but uh it's hard to replace the kid like number 28 london little you know three year starter for us but uh yeah we're going to build off of that we did lose a lot of seniors with 15 of them gone and and only having 10 uh seniors this year mixed in with about i think eight or nine juniors uh we've got a lot of guys that are gonna be playing their first snap on friday night uh varsity football so uh i'm sure there's gonna be a little bit of a little bit of nerves and um you know they're just gonna have to get in and get the feet wet absolutely yeah you eventually got to have that first snap and i think me and jared have talked about that in previous years where you're nervous you just got to get that first snap in and then after that you just play football the game that you've played for some of these guys their entire life but you mentioned london little scoring 11 touchdowns last year but that doesn't count i mean i think he had one throwing running punt return kick return kicked the field goal kicked the p-80 it's kind of that's not somebody that you replace you're gonna have to try to you gotta might have to get three or four guys to try to make that void yeah that's exactly it you don't replace a guy like that with another guy and uh i mean certainly would be awesome if you could but uh you know we've got a lot of we got a lot of guys that know their role and uh what different guys stepping in different positions this year and and um you know as difficult as it is i think our guys are up for the challenge we we have a a good core of seniors that did play last year and and and so they know what to to expect and they're going to help these little these younger guys along and you know you know uh it's their time to shine it's it's that's just the way it is you know your senior year is a special year for you and it's not about what happened last year or what might happen in years to come it's about what's going to happen right now for them and i'm excited for them to get on the field so now we'll we'll flip into this year uh schedule going back to the nine nine team schedule again cahokia conference we'll talk about in a couple weeks goku conference is going to make a couple changes uh week one though we got 628 as our official enrollment according to the ihsa so we're going in week one against moscow week two like always we got waterloo and then you're gonna have to help me out here i think then it goes to marquette that's correct then what do you got salem the middle of the schedule is different for the first time in about 15 years for me so i even have to look at that but uh you know i think the i think the thing that that'll be interesting to see how we respond to is how tough our schedule is this year uh and no disrespect to people we played in the past but a lot of smaller schools have been on our schedule in the past in the conference and now that they're not there anymore we replace them with schools our size so we're playing uh we're playing three 5a schools and one 4a school on our non-conference schedule and then everybody else that's on our conference schedule is a 4a school so certainly it's the the the appearance of the schedule is a lot different than what it has been in the past i think if you're looking at it on paper it's definitely going to be a more challenging schedule than what it's been in the past so so that's going to pose you know you have to play every week for us and that's going to be something a little different yeah typically you get half time into the game and you're kind of trying to figure out hey how are we going to get some substitutes in here and you know in the postseason that comes down to hurt you you look back at prairie central you didn't have much adversity throughout the season you get into that week 11 game you get a little bit of adversity and guys almost came back but it's going to be something like you said it's going to be different you're going to face adversity every week you're going to face some tougher opponents and it's going to be interesting to watch and hopefully it keeps everybody involved in the games as much too yeah we've got to stay healthy you know when you have to play every week like that especially against big schools teams that are you know they're going to be going to match your size and your speed uh you certainly uh you know you hope you stay healthy that's going to be a big part of it but you know the great thing about playing a tough schedule is that you know that you've been battle tested if you can somehow squeeze out five or six or however many wins you want to get to make the playoffs you know you've been battle tested and you're ready for that for that week 10 that week 11 opponent whenever you especially if you've got to travel so we're excited for the challenge i think the kids are up for it they've prepared and we're ready to lace it up tomorrow night just about uh about 24 hours from now you'll be lacing it up so this year we'll talk about the roster we got like i said coming off the 15 seniors lost this year coming back though we got 10 seniors this year so that's i mean at least you're retaining some of the numbers juniors like you said eight or nine a lot of new guys coming in starting new positions defensively just looking at you only have three returning starters coach germaine had this ready three returning starters dom vagley the junior for his third year then you've got jay mistler coming back as a second year starter he's a senior he'll be an inside linebacker and you've got defensive end owen brewer he's a second year senior starter and then after that like you said you might have a bunch of guys that are taking their first snaps junior senior sophomore whatever it may be you're switching it all up there yeah i mean it's great to have 15 seniors and and you know 2019 we graduated 16 or 17 seniors and you know uh it's it's great to have that many but whenever you have that many a lot of times your juniors are the ones that are that haven't had they don't get a lot of opportunity um you know and and so there will be a lot of seniors this year that will be on the on the field for the first time uh but again you know the they've played against those seniors last year in practice every day so you know they've been tested a little bit uh you know there are some guys out here that are gonna that are gonna see their uh their first varsity snaps even as seniors uh you know first varsity snaps that are not in a game that's out of hand you know a game where it's really meaningful and so it'll be interesting um but uh you know we're looking forward to it but you know it's gonna take some time there's no question about it so we'll talk about this offensively because i ask you this question every week coach what's your key to the game and you're gonna tell me every week got to control the trenches got to control the line of scrimmage so it's football that's what football is so everybody needs to be prepared for that that'll be the coach's key this year but uh defensively you're looking there you've got first year first year second year and only coming in at about 210 215 averaging on your your defense alignment there so the way our defense is set up the lineman shouldn't get all the tackles it should be the linebackers it should be the defensive lineman here and there but linebacker wise what are you expecting jay mistler in there said his name a lot last year is he going to be anchoring you down in the middle of the field this year yeah definitely i mean you know jay's a a kid that that saw considerable action uh not only offensively but defensively last year so he's going to be the guy in the middle that's that's going to have to he's going to do a lot for us no question about it and he you know as inside linebackers you know your hope is that they're in on just about every tackle so that's going to be really important but you know our kids have bought into our style and our style is um you know it's a lot about team defense it's it's not about you being the guy that makes the tackle all the time it might be about you setting up the play for somebody else to make the tackle and uh yeah that's a key part and that's hard for kids uh high school kids especially because everybody wants the stats everybody wants to get recruited everybody wants to to be the guy that hears their name on the on the microphone and all that and it's hard to buy in but these kids have you know they've been easy to coach they're eager to learn you know and and so i'm excited from that regard but you know there are a lot of kids that are seeing their first snaps and like i said there'll be some challenges but but we like we like the guys we have out there you know we have those three returning starters that you talked about but if i you know i don't know touching on a few of the other ones you know we kyle mcconaughey who's who's going to see obviously a considerable amount of time on offense he did last year uh he's a kid that we didn't have to play on defense last year uh but this year he's gonna have to play some defense and so we're excited about him he's a great athlete he's a great competitor so we're excited about that we've got uh a transfer student uh in in carter hicks who's you know he's a six five 210 pound kid that you know he immediately steps on the field and he helps you just because of his size he's looking at him and uh you know he he's uh i know he's excited to get in there and we're excited about that you know um so you know from there you know a lot of the other guys you know brandon jackson will spend some time inside linebacker it's going to be new for him he's a sophomore uh maybe a little raw but he's a tough kid and uh you know i've had both of my corners this year with with you know losing the little kid last year who was our lockdown guy uh you know having uh jarvis and meganson both at the corners i i feel pretty good about it they've done really well in practice so we feel really good about that and you know another team doesn't score you can't lose so no pressure coach germain i don't know if there's an official stat on this but last year it seemed like we had a defensive turn or a defensive turnover i guess you'd call it take away or a uh a touchdown on the special team side of the ball somebody like you said you lose london little obviously he's a special team guy but andrew malding i think he had four or five picks last year and it just seemed like he was everywhere he was a quiet kid that you didn't hear a lot about but whenever you did he was making some pretty big plays so that's obviously going to be something that's going to hurt and again you just got to try to replace that guy so now we switch over to the offensive side of the ball um eight guys going both both ways this year which isn't something that we've seen lately out of a columbia team but with i mean only i think 35 guys on the team this year you're going to have to have some of those guys going both ways and hopefully guys are ready for that this year it's going to be a challenge especially with the weather it's certainly a concern but again these guys have been training all during camp and and we think we're ready uh but it is tough you don't like to have eight guys going both ways and and you know that's what the starting the starting uh offense and defensive sheets say obviously as the game progresses you get into you know second quarter or so you know guys are going to be tired especially with the weather so you know there's some other guys that that we're we're not necessarily talking about or writing on the paper that'll be in dispel these guys and give them a break uh kind of has to operate that way you know we've said all along and every coach will tell you that you know you might have a kid that's more talented than another kid but whenever that talented kid gets tired uh he becomes less talented than the kid that's that's standing on the sideline fresh so we're not scared to use some of those other kids knowing that that some of our kids are going to get tired and you know but we're but we're excited about our offense you know moving uh moving mcconaughey out to wide receiver you got vaguely back got brewer back on the offensive line uh matheny who played some some quality minutes last year is going to anchor our line at the center position so you know we feel pretty good about it all right well we just dove into the little bit of the offense we're going to hit a break we'll come back we'll dive right back into the offense and then we'll go on with some more coaches stats and we'll look into the week one match up against the mosquito indians we will be back to the holton meets coaches corner after this welcome back to the coach's corner presented by houlton meats here at aces wild alex schlemmer and coach horner uh go back into the offensive side of the ball again four new receivers this year i'm seeing on the on the play sheet here on what we have written down um you're still going to be led by dominic vaguely the junior quarterback uh you're going to move mcconaughey from running back to receiver potentially i'm sure he could probably he could go anywhere he's a good enough athlete for that he's our backup quarterback also in the back up quarterback i don't think he's going to be on the line is he no definitely not that not on the line all right so speaking of the line coming in averaging 6 2 2 30.

crosstown confrontation between columbus east and columbus north we are here at the beautiful brand new bcsc soccer complex my name is josh burnett i'm the communications coordinator for bcsc and so excited to be able to host this great crosstown rivalry match up tonight we brought in a local legend and coaching great someone who knows the game of soccer well who you'll enjoy his commentary a lot more than mine i definitely appreciate the skills and the abilities of all of these young ladies and young men who will be playing tonight and tomorrow but tonight the one the only the director of coaching for columbus express ty smith is going to be taking over the mic i'll be here on camera thank you so much for watching tonight's crosstown rivalry matchup between columbus east and columbus north take it away ty thanks josh beautiful night tonight about three minutes to kick off both teams are going through typical warm-up patterns we'll have more information shortly about starting lineups and we'll have a national anthem and go from there we'll be back just a few moments we'll do the starting lineups do them at midfield welcome back to the bcsc soccer complex here in columbus indiana captain coin flip going on right now um just touching base on some of the team specifics between our two opponents tonight first for the columbus north bulldogs who come in ranked number seven in indiana um after a stellar 2020 year that saw them take a heartbreaking loss one game from the state finals they return a lot of firepower on the offensive side of the ball and a veteran goalkeeping and a veteran center back core with nathiya shananda and riley schum they are currently 201 two wins versus seymour and franklin and then a tie coming from a late second equalizer by number 14 center grove the bulldogs are coached by coach dave young in his third season conference indiana champions a year ago and expect to do the same this year for our host east olympians they are currently one in two but every match they've played has been a one goal game victory over bloomington north a 0-1 loss to roncalli and then a late second loss to number six bloomington south on monday the olympians are pretty solid all throughout the starting 11 and have about 14 deep that they can go without losing quality they're led by ilya schwartzman who's in his 17th year elias staple uh coach of the year at within the hoosier hills conference um has a staff with kylie stattenfield spencer udy the shutout season record holder and chloe chambers a actual columbus north alum we're going to have starting lineups and walk outs national anthem and then we'll get started welcome back to the bcsc soccer complex for tonight's crosstown clasico between the east olympians and the north bulldogs starting lineups for the visiting bulldogs on the scoreboard in goal will be zero malory gilly number five emma bennett number six ryan stevens number eight kj ely number nine charlotte lohide number ten emily ellis 11 lauren barker 14 nitya shananda 16 riley schum 20 jenna lang and number 23 claire livers four east anna limato will be in goal number two norah dwinger number three alison craig number four kathleen saddle number six kylie hatcher number eight nadia harris number fourteen maggie matthews number fifteen grace wiltsey number sixteen greta gabby schutz and number 31 alexis spurgeon number 11 lauren barker [Applause] number six kylie hatcher [Applause] number eight nadia harris [Applause] number 14 maggie matthews [Applause] number 15 grace wilshe number 16 gabby shoots [Applause] number 19 ruth betterly [Applause] and number 31 alexis spurgeon [Applause] olympians are coached by elia schwartzman ladies and gentlemen please stand as you are able for the playing of our national anthem thank you once again for joining us tonight please enjoy the game welcome back to the bcsc soccer complex here in columbus indiana my name is ty smith i will be commentating tonight's crosstown clasico between the north bulldogs in blue and the east olympians in orange starting lineups for north we'll have mallory gilley starting a goalkeeper nithya chananda and riley schume will start as the two center backs with emma bennett manning the right back spot and charlotte lohite at the left back ryan stevens will be playing as the pivot in the middle with jenna lang and emily ellis advanced ahead of her kj ealy loren barker and claire livers will line up on the front line from left to right four east we have anna limata in goal the center back pairing of gabby schutz and alexis spurgeon kylie hatcher will hold in front of them it looks like a diamond midfield or with nord dwinger allison craig stepping up as wing backs ruth federally ahead maggie matthews on one side grace wilsey on the other and two center forwards with kathleen sodell and nadia harris should be an exciting match tonight we will be underway shortly and we're off alice regains from north over to stevens stevens wide to low high low height touches inside i'm sorry bennett bennett plays in testing nords winger looks like we're going to have our first corner kick of the night for the bulldogs emily ellis number 10 on the ball for north and newcomer transferred in from hamilton southeastern it's family that lives in the area serves it in blame it up does well punching it out and gonna earn a free kick for east very very pleased to see great atmosphere tonight personality within the stands was a little bit skeptical moving from the confines of richard y soccer complex to bcsc that we'd lose the the touch that made richard wise so great but big crowd tonight spirited for the northeast games as always parker pulls back he's gonna look to play out to low hide he'll hide wide to livers livers inside so is the ball into barker barker dispossessed eely top of the box lays back to lang lang out to the left takes off balance shot deflected by dwinger looks like wiltsey's going to keep it from another goal kick and give north a throw twinger clears finds sodell's feet tries to connect with wilsey miss time north throw been into interplay feinstein federally doubles dispossessed up to harris harris to sodel soto steps over not not fooled by shananda chandra regains possession in the midfield we'll see how much of a rhythm early into the match as expected rivalry game nerves hopefully this settles in makes my job a little bit easier but also using the surface 120 by 80 a little bit a little bit bigger than years past over richard y field one's typically 115 by about 75 so he had five yards in length and five yards in width and that will be a difference as this game starts starts opening up a little bit barker delivers livers keeps it in looks like she's going to play in ellis flag flag goes up offside keys of the game tonight can east sustain some of north's attacks counter into the wide areas as the north outside backs get forward for north it's can they suffocate numbers around the ball and get as many players into advanced positions as possible the one player on every east olympian's mind tonight has to be jenna lang lang committed to michigan going to play for jen klein and one of my former colleagues tiffany hanson laying a candidate for indiana's miss soccer and a high school american last year has a very good opportunity in her last year at north ellis works the right side it's like deflected off federally for a throw maggie matthews pressed by barker barker regains bounces off ellis east controls federally dispossessed by livers gets it back finds matthews well done by kylie hatcher there tiptoeing around a tackle or in a free kick and a chance for east to get out of there defensive third spurgeon to harris regained by ely elita ellis dwinger inside the hatcher hatcher to harris harris to dwinger a little good little run of play by east looks like dwinger and sodel not on the same page shumery gains for north deflected by sodell will make her family down in florida watching the live stream very happy okay more touches for kathleen sodell and the final third got to be a key for the olympians bennett regains in the lang lang looks long looks like schutz is going to be a step ahead of barker there barker's going to press well done by schutz fine and spurgeon spurgeon breaks the line with the dribble connects to harris again wilty cuts inside so left footed ball finds harris good battle between harris and shananda and looks like federly's gonna earn a free kick for the olympians entering their attacking third looks like dwinger will be on the ball to serve dwenger popular name amongst east soccer historians most of the top end of the record book written by her older two sisters nora herself a fine player one of the better outside backs in indiana high school soccer unfortunately didn't get to participate much in this game a year ago from an injury was a all-conference performer as a as a freshman spurgeon misplayed by shinondo gilly picks it up mal gilly and for her third year as a starter for north all-state performer a year ago had a phenomenal run in the state tournament last year matthew's great ball inside to sodel looks like east has numbers up dispossessed and lane gains it back barker stretches ealy stretches odd man break four north lang steps over to the left ely sizes up dwinger fall back in lima will pick that up east is going to have to do a better job of containing lange knowing that the trends and the traits are going to be can she get back to her left foot very dominant player running forward at the back line but if we have to cut our losses let's push her to her right foot shenandoah wins the ball looks like she's gonna earn a free kick for north neither team sporting any really good chances thus far say the last few minutes fairly even after most of the play was in north's attacking half early on low high delivers livers touches inside left footed player here cutting inside to her favorite left foot picked off by dwinger inverted wingers gonna be a key for north ely dual sided player ellis off the crossbar lang steps over to her left out to bennett bennett in the half space looks at ely looks like dwinger's clearance may have went off of ely ref to sides give an east goal kick dual threats dual threats for the for the bulldogs number 20 and number 10 jenna lang and emily ellis able to play make off the dribble play a killer pass and finish from distance so um must be aware of that if we are the olympians looks like it's gonna be a throw for east deep in their corner spirited crowd tonight looks like the north student section is rocking the cowboy look um east east is going hawaiian straw hats in both crowds though federally plays long i'll let north have it for a throw good opportunity for east to step up get their lines up defending the mid block try to count her out of it free kick north riley shum on the ball riley schumer three-year starter started a couple seasons as an outside back has converted to play center back this year solid two-touch player good in in both attacking and defending phases shananda switches out to lohide matthews pressures well done by matthews craig on chase to livers double team well done well done by the olympians to regain that ball matthews into sodel sodell touched behind dispossessed ely picks it up [Music] [Applause] shuts very athletic center back for the olympians she's going to win the majority if not all of the foot races down that right half space in front of her dwinger getting tested quite a bit tonight as much most of the build seems to be coming down that left side bennett regain restarts play and delang lang switches to ryan stevens stevens carries forward options not on plays to ellis ellis looks to combine inside with livers east ball harris looks long sodell into the channel shodel gives chase shum with the ball chum back to gilly gilly clears long livers and allison craig another another good battle quality quality in most l spots great matchups tonight in all thirds of the field for both north and east shoots carries forward toe pokes out wide to matthews matthews she's with the right foot sizes up low hide lang doubles pushes down the line low height is going to regain that referee didn't like the contact i'd say play on don't want to be controversial here but he must not know this is a rivalry game there's going to be more of that tonight ellis in the hole picks it up spins out looks left no options connects inside with barker dispossessed by dwinger federally regains finds overlapping dwinger into wiltie well he plays long dwinger on a 70-yard run gonna press shanonda chenonda wisely uses gilly gilly don't look to switch decides to concede and give easter throw deep in their attacking third looks like sydney berkmeyer is going to enter for the olympians replacing maggie matthews burke meyer a year ago an all-conference performer 10 assists four east and good metric anytime you can get double digit goals double digit assist double digit shutouts you're you're typically a top performer in the game it looks like she's got a tape couple tape jobs on her on her quads she may be battling some injuries barker fights off shoots plays the ball inside looks like east is going to pick that up allison craig with the ball craig very versatile defensive player good athlete good basketball player awesome kid brings it wide is sodell sodell kathleen sodell very reliable possession based player plays inside of nadia harris harris penetrating pass in behind bennett looks like dwinger is going to get a chance to size up the other outside back dwinger dangerous ball in the box it looks like federer got something on it and a decent opportunity by east good sequence there by the olympians between the craig to sodel to harris and then and then playing that diagonal ball in behind and outside back and that's where north's going to be a little bit susceptible um if they're going to push numbers forward you know as much as that's going to help them attacking that's where they can be weak in those wide areas a heck of a heck of a movement by east and and uh well we don't we can't see on camera is dwinger makes about a 90 yard run to get in there so well done by her well done by livers breaking pressure finding lang lang two runners ahead not sure if that ball would have went through if they would have stayed on but pretty good look lang running at the back line craig regains four east plays into sodel sodell picked off by stevens hatcher charlotte lohi being pressed by sodell little misc communication between low hyde and schum need to clean that up allowed east to press regain the ball in the middle third federally all kinds of time not sure she knew it plays back into craig craig's looking for a switching ball picked off by chananda between gabby schutz for east for north you're not going to find two kids that are more athletic that are going to play center back in indiana high school soccer two top tier athletes good kids both academic all-state performers smart kids that's what you want out of out of your your center backs she's going to pick this one up shenander facing the wrong way ball bounces out to north regardless spin it inside looks like it might have been a deflection gonna get a north corner new turf surface fairly uh fairly warm night we're gonna have a lot of bounces on this new surface until the rubber phil settles into the surface a lot of bouncing balls um a lot of chaotic moments ellis serves looks like dwinger doing around the near post clears it gonna win the second ball pretty good group defending by east out to low hyde low hyde to ely eely 1-2 with lang ely ball in dwinger's gonna head that out it's like ryan stevens going to come up with it finds finds lauren barker unable to find another blue shirt limata regains is going to allow east to get out burke meyer schum looking for an option plays inside the ely with craig on her back ball somehow bounces out and grace wiltsey's gonna pick it up emma bennett steps through that challenge regains four north well done by spurgeon we made a substitution for the bulldogs number 26 and for the olympians number 18 hallie randall for north number 26 and the donica i sophomore is going to enter and for east number 18 hallie randall it's like donica's going to play out on the right side coach dave young very high on anadonica um likely going to be a player that is going to replace some of the seniors in the midfield next year good two-touch player good destroyer off the ball not afraid to be physical mix it up in there barker tries to tiptoe up tiptoe around the end line and steps out of bounds heli randall a junior new to the program coach schwartzman was very excited about her stepping out to play i believe she's a basketball player and very very athletic so she's going to be put under she's going to be put to the test early it looks like especially as as many times as north has attacked down that left side she's gonna get she's gonna get tested and have her shot at claire livers and some of the north attacking players looks like dwinger's gonna push higher and play and play in the midfield for them now great crowd tonight bleachers are packed a lot of people in lawn chairs portable bleachers brought in to accommodate most of the fans a very special thank you to an anonymous donor that had purchased tickets for all of the columbus express youth soccer players to attend tonight so whoever you are thank you very much it is very appreciated by our fans our families okay randall restarts four east into federally federally tries to connect with winger picked off by ely good challenge by dwinger to gain it back harris looks to combine with dwinger chenonda steps through it livers puts parker in the channel contested by shuts as mentioned it's going to be tough to run by gabby schutz especially carrying a ball so um have to be more creative to beat her not make the the battle about pure pace because she's going to win that one more times than not [Applause] ealy reeners finds barker barker on randall parker back to ely eli service inn picked off by spurgeon spurgeon to dwinger dwinger finds burke meyer perkmeyer durando ely picks up back to randall a little bit of a pinball moment between ely and randall but schutz is gonna come out with it lang right footed chance over the bar it's gonna give east goal kick substitution for east looks like number five cami warren a senior is going to step in she's going to play as a as a target player in between the center backs of columbus north limata plays long finds federally federally to randall randall down the line connects with winger dwinger inside number five twinger plays long warren going to give chase to chenonda chenonda connects with her partner shume shroom to gilly it's like north has shifted to a three-back system donica and ely providing the width ellis between the lines looking for barker trying to test schutz in the wide channel parker gave enough chase and earned a throw in for the bulldogs 0-0 or nil nil 14 minutes remaining in the first half at the anfield in the cornfield bcsc soccer complex inaugural northeast game crosstown clasico i'm elated that they're playing the blue versus orange tonight i requested that a couple of seasons ago can they play blue versus orange color verse color [Music] warren looks like east east is going to have space to attack sodel touches it by low hyde and looks to switch out shananna's going to eat that one up hatcher screens in front of the back line bouncing ball is going to find out to barker barker to ellis ellis works right looks like she's gonna have an opportunity to ride a limata sixth shot from north um the opportunity is very dangerous besides a ball off the crossbar early on in the match easy work for lima to most of the night barker cuts inside back to her right foot training partners spurgeon and spurgeon barker craig all during the summer last year trained together um barker and spurgeon get a chance to go 1v1 craig decided she wanted to jump in on the action as well looks like north will get another corner north boys soccer players relaying how much they love heidi murphy checks in for the olympians very versatile player barker top of the box sizes one up deflected by hatcher hatcher clears shenandoah is going to regain and gail feels also on for north it's like chenonda tries to play low height in the corner she saves it and is going to give a run at heidi murphy ball finds barker bark barker works outside inside finds finds ely top of the box healey tries to cut back unable to do so so that will pick up danica gives pressure so sodell inside sir donica balder out there ref builder out there a little bit of contact but spurgeon plays long finds burke meyer burke meyer deflected by ellis donica picks it up finds ely haley touches around federally sodell referee's going to play advantage sodel finds federally federally in a swarm of blue shirts picked up by ellis ellis breaks line to to lang lang looks long looks like barker the flag is going to go up on that offsides for north frequency hey guys looks like kylie hatcher is going to restart play for east hatcher a sophomore she's going to be uh required to protect the back the back four in that position in front of them typically playing side to side looking to connect passes to the wide midfielders and circulate the ball well done by craig craig finds hatcher hatcher breaks line to federally fairly looks inside diagonal picked off by ellis ellis going to the mac next year going to play for josh rife and the ball state university cardinals ellis looks inside hatcher's gonna clear give north a corner ball state my online alma mater i got my master's degree been on campus twice fellow i never went to graduation he emailed me my diploma it's like lang and ellis look to look to combine short east sends one it's going to allow north to play 2v1 blank touches inside tries a near post shot saved by limito well done i was curious the dimensions of the field a little bit wider than tip in typical high school fields even wider than some college fields if many of the groups would look to play short corners i'm not convinced coach young did not steal that play from the 2008 girls columbus express team but to each throne i guess ellis serves back in shananna gets a head on it looks like he's gonna go low high low hide pinball with dwinger dwinger is going to regain it nice is going to have an opportunity to break just too many numbers for north around the ball shum well done relaxed negative square ball for from stevens picked off by east gonna require gilly to restart play for the bulldogs north doing a good job use using gilly's ability to their advantage resetting play relieving pressure the back pass it's always an asset to have goalkeeper that is capable with their feet and part of the modern game you gotta you gotta have more of those lang she's got danica running to the right see if she can find her she does danica combines inside with ely spurgeon and a clear but ellis will pick it up ellis touch to the right foot gonna take a shot it's gonna look a little bit wide from my vantage point six minutes 40 seconds remaining in the first half lang to ely healy gives the ball away to east looks like we got a pair of olympians re-entering maggie matthews is going to come back as well as nadia harris for burke meyer and warren east a heartbreaking loss monday night against bloomington south number six in the state a last second goal by bloomington coach schwartzman has to be pleased with his team's effort um low hyde's gonna take a throw deep in your attacking corner laying out to her left foot step through by spurgeon i give north another corner this will be their sixth corner of the evening ellis to take looks like it deflected off of the back of lang's head donica's gonna regain it in the wide area connects inside to barker barker not fooling spurgeon east will look to play out great pressure by chana east is going to earn a free kick there and shananda is going to earn a conversation from the referee free kick for east looks like hatcher on the ball east attacking midfielders step into advanced positions barker inside picked off by schutz to stevens stevens into lang lang steps over back to her left foot trying to trying to get around spurgeon roll over onto the wide area looks like a service in front of the goal mouth eely unable to get anything on it she's gonna regain possession in the corner one by maggie matthews good tackle by allison craig ellis regains finds stevens ellis tiptoes inside left foot looks like they're gonna bounce off of an olympian maybe even a bulldog limited is gonna regain the deflection unheralded piece of uh columbus north's lineup ryan stevens stevens does a lot of the unnoticed work she sits in she protects the back line she's reliable in possession she's able to switch the ball from one side to the other but what the most important thing ryan stevens does is she provides structure to their team and allows ellis and lang to attack um without abandon so like to give credit to ryan ryan's done a good job over the last few years and i feel like sometimes she's just doesn't get the credit she is due ely plays off of craig looks like craig took that one on the chin ellis is gonna regain combines inside with lang lang out on her left foot good save by limita [Applause] hand height ball by lang limado was able to push it over the top give north a corner kick for north two minutes left and a half two minutes the ball bounced off a couple players eli looked like get a foot off of put on it and be deflected off of east for another corner lang's gonna serve from the other side hit an in swinging ball with her left foot it's like ellis is gonna check short east sends one lang steps across left foot gonna be a shot just a bit outside minute remaining in the first half stills nil nil limited plays along finds sodell fetterly clears the schum shum's going to regain just gonna try to switch out through gilly allows east to get out of the back gilly plays the midfield picked off by craig regained by fields good tussle between barker and federli harris is going to come out with it ryan stevens doing her job regains possession for the bulldogs shum inside to ellis ellis touches out to her right side it's going to look long deflected by matthews we'll see three games 10 seconds left [Music] five four three that will do it from the first half of tonight's crosstown classico between the east olympians and the north bulldogs are nil nil [Music] north held an advantage 10 shots to east one but none beat goalkeeper anna limata so we're going to take a break we'll come back in a few minutes this is bcsc sports network via youtube players chenonda picks up out to ely good positional awareness by stevens to step in for shananda as she steps forward stevens isolates to lang laying into barker barker to lang lang's gotten inside looks like that's gonna referees gonna keep the whistle in the pocket not sure about that one a lot of contact on it laying out inside position but that's why i'm up here in the stands and the ref is down there making the calls or not oh we'll play on var has not hit ihsa yet we hope that it never does donica pokes over sodel harris is going to pick it up tries to play inside schum clears off cedel shinona is going to regain left footed ball out to merit merit connects inside diagonal ball into ellis hatcher well done it's going to create an opportunity for maggie matthews to run in the back line matthews tips throws through a little collision with gilly nothing malicious maggie matthews nicest kid on the planet gilly puts the ball back into play lane flicks schutz is going to pick that up shoots tips toes by donica confronted by merritt around merit ellis between lines gonna look for a long ball it's gonna be a little trouble for limata limited plays inside to hatcher and i see them rolling the ball out building play here's some of the the build up we've seen earlier in the first half dwinger looking for a diagonal ball so a little bit too disconnected for that one shanonda picks it up merit well done into ellis ellis got two front runners ahead of her he's gonna roll the ball through to lang lang on the right side puts the ball with their right foot in shoots clears back in the middle looks like ellis is going to pick up the rebound and sneak the first one by limita to give the bulldogs their first tally of the night good sequence brought on by rachel merritt's ball played a couple players out of the game found emily ellis in between lines allowed her to run occupy the back line slip a ball through to lang he was able to get enough on it and even despite good effort by east ellis in right place poke home the rebound so we're we have a 1-0 lead for the bulldogs 36 minutes 24 seconds remaining let's see if east can equalize play a little bit more of the game in they're attacking third tacking half lohide restarts for north bounced off of dwinger lohide's favorite movie spider-man he has a twin brother that may feature in tomorrow night's game speaking of siblings shoots the shit's girls as you may have seen in the republic there's greta schutz as a freshman at north gabby schutz is a senior at east so they have a house divided in this very game matthews confronted by steven stevens outside the boot to ely well done well played by the bulldogs stevens out wide combines inside with barker ellis is going to pick it up ellis steps inside goes back outside miss cleared by craig looks like harris is going to harris is stepping through she is taking a couple knocks tonight nadia harris a fine player for the olympians only a sophomore big things expected out of her in years to come good quality athlete hatcher reeners for east hatcher is going to be a name you'll hear quite frequently tomorrow night as the boys play her older brother corbin is star center back for the east boys program wiltsey inside in the half space bounces back out to twinger good little interplay between the two of them unlucky grace wiltsey had a huge spring season tremendous improvement scored a great goal the other night caught it on the east instagram page well earned by grace who's spent a lot of time improving her game and is seen it pay off starting in tonight's game low hide into merit merit with a trio of olympians around her dwinger is going to regain and play to federally federally confronted by ellis confrontation just enough as delange able to pick it off and find merit merit one touch ball finds lang laying on the left side cuts in stood up by spurgeon well done by the glow bear alexis spurgeon avid reader she's always at the fields watching her sister play reading a book so i think she's going to join a book club she mentioned maybe my wife will join with her i like to read the same way books and not rent them from the library to save money so maybe they can share ellis ball back in limits is going to regain the corner good punt by limita merit one touch into barker parker and federally er barker and hatcher good little battle there ellis shows her class regains it out to the wide area misses the mark a little off balance gonna restart with east 32 minutes remaining in the second half 1-0 lead for the bulldogs in blue the north hooligans chanting short-lived hatcher clears long wiltsey is going to confront lohide low hyde facing her own direction wisely plays gilly gilly back out to merit meredith winger whistle for a foul there good confrontation by dwinger did well holding her off not a foul at the next level but don't want to be the curmudgeon arguing about calls in high school girls games so i'll stop ealy looks long swinger sodel fall back to dwinger dwayne looking for a attacking option harrison didn't rotate it's like ely scuffs the clearance and wiltsey's going to have a chance to gain it back from her kj spins out to the left tiptoes in doubled by federally ball bounce off federally going to be a north throw pretty impressed by east's ability to go double the ball realizing situation reading cues to to go outnumber it well done by them fairly fairly compact midfield group for olympians um let's cause some caused some problems for the north midfield and the times that north has been able to break down the east midfield it's been with very surgical like passing and positioning so pretty impressive both ways cause and effect donnica into steven stevens touched inside goes back outside he's gonna bring in low hyde low hyde steps forward and advances play craig confronts it but north is going to set up shop and turn their attacking third a little sequence by the bulldogs finding stevens bringing more players into it lang isolated with craig craig regains the bulb plays out wide for a north throw ellis with federally plays back out and give east another throw tactical adjustments paying off well for coach young starts second half bringing in uh rachel merritt who's connected a couple key passes catalyst for north's first goal regains the ball from dwinger substitution for east berkmeyer's gonna come back in it's like she's gonna take off maggie matthews we're gonna have a little shift in shape for east in for the olympian number seven sydney berkmeyer uh federally back to dwinger doing our left boot inside looking for burkmeyer stevens ball back to chenonda chananda clears long looking for barker parker almost got by shuts but spurgeon there to clean it up lang touches outside cuts back inside around craig lang sizing up with their left foot great save bouncing ball in front of limata tough to deal with anna great job getting down pushing that ball out for a corner it's a not an easy play to make likely screened by players ahead of her ball coming in at pace it's going to bounce and change the trajectory as it spins off the turf well done by anna lima ellis taking her probably 12th corner of the match great pickup for for north been been very impressed by her ability to create off the dribble and get out of tight spaces she'll do very well in the in the mac playing for ball state lang to steven stevens hopeful ball picked off by schutz pinball to craig to frederie federally looking for sodell danica gets a foot in sodel breaks lines to harris here we go for east harris just not able to find a penetrating option off of that good sequence finding nadia harris in an opposite pocket to be able to take the game forward just need to have more numbers ahead of the ball for her in those situations [Music] well done by harris harris looking out to wiltsy we'll see right side service into the box put the ball bounce off gilly picked up by ellis she clears wide dangerous opportunity for the olympians long diagonal ball from lang finds merit merritt ball back into ely it's one way to break pressure jenna lang hitting a 40-yard ball that finds a player back heel from lang stevens directed by alexis spurgeon stevens inside picked off by federli east has opportunities ahead of them harris spends her round shenandoah well done by nadia harris keep trying to play burke meyer into space um sydney burkmeyer great great playmaker try to find her feet in those opportunities let her create back to goal opportunities for others limit lima's gonna play wide it's gonna find wilty we'll see flick header beyond donica and ely but shananda finds it shinondo long the hatcher hatcher's ball's gonna gonna find sodell well done by federly been very very impressed by the sophomore trio of federally hatcher and harris for the olympians three very different skill sets but all three complement each other very well you have hatcher able to play her position and defend her space very very well good defensive presence capable with the ball to penetrate with the pass federally a little bit busier not afraid to get into tussle can beat players one versus one can connect passes it brings a lot of energy and then you have harris who has all the athletic attributes defensively needed but also has a little bit of that flare attacking i i'd be very excited if i were coach elia schwartzman with those three sophomores sodell sizes up low high looks inside low hide two foot's the ball down low i'm gonna bounce back out looks like east is gonna get a throw enter in there attacking third so hallie randall is going to re-enter for east as will claire livers and another freshman amelia corney they've likened her to amelia corney the female jack greelish capable attacking player good off the dribble gonna get gonna be dangerous in in the attacking third um nice nice young player for the bulldogs she's gonna get her first touch and connect inside to donaka harrison federally run into each other and we find corny corny incidental contact randall went down tripped up with corny no call east fans disagree stevens regains really impressed with stevens tonight not going to show up in the box score not going to show up in the stat line but she's a key to what north wants to do high passing percentage high soccer iq players like that are very valuable especially as you move through the later stages of the season short corner between ellis and lang ellis into the box poke tackle by federally finds limata it's going to allow east to get out 20 minutes left in tonight's crosstown clasico that anfield in the corn field bcsc soccer complex dwinger former club teammates winger and livers looked like a fair tackle by zwinger referee disagrees gonna be a free kick for north ellis and no rush to restart play she's going to serve play off a barker or lang's head possibly donnica or corny in behind set pieces wing service key in one goal games at a wing service from lang resulting in the first goal tonight will it stand as the game winner set piece service from ellis it's like covered by east limits is going to pick that one up harris brings down in the middle of the park looking for dwinger dwinger gives chase going to be confronted by china in the wide service wide service area ball in gilly well done coming off of her line to receive that pretty good sequence by east there pulled out the players they needed to pull out of the box just unable to find an orange shirt in the box corny back to livers inside to ellis ellis looking for options back to livers livers diagonal inside like a vague veg ball picked off by east craig unable to adjust that pass from sodel donica gives chase and is going to confront the glow bear spurgeon number 31 a rare number amongst all the single digits wears 31 for her favorite player former bayern munich and chicago fire star bastian schweinsteiger so fun fact about alexis spurgeon their connection to bastian schweinsteiger so we're going to stop the clock for a second injury timeout looks like claire livers is gonna come off [Applause] actually i'm not really certain why the time stopped but we're back in play lang oh sorry barker to corny corny switch sides looks like lohide's going to come off it's gonna shift shift ely out here gilly back where it came from to corny spurgeon well done spins inside connects with federally federally breaks the line to sodel sodell options ahead of her picked off by shananda i like to see the east front line a little bit more proactive they're waiting for the ball to be delivered instead of dictating where the ball is delivered ellis turns brings in steven stevens in the half space pivot why delang lang's gonna give hayley randall her welcome to high school soccer moment right here there was meg between the legs looks like it tiptoed out of bounds but it's gonna stay in livers touched inside looks like schutz is going to clear wide for east harris picks the ball up has dwinger advance berkmeyer as well dwinger 1v1 with ely shinonda is going to cover cuts inside if she's able to find burke meyer one versus one with shum schum had no cover just unable to find that final pass for east a lot of positive things entering that attacking third just final one it's not quite there yet sodell picked up by ellis ellis plays beyond craig's gonna give east a throw 15 minutes remaining 1-0 lead for the bulldogs harris spin trying to shake ellis finds hatcher hatcher back where it came finds federally wins a tackle ball bounces off chananda before it's cleared by ely lang tries to step corny tries to step through a trio of olympians it's like allison craig is going to get advanced step into the attacking third into sodel in the half space pivot hopeful ball into the middle banged out by ely hatcher confronted by donica good touch by lang lang with space barker stretches looks like corny's going to join on the right donica slightly supporting i don't think lang has any intentions to pass this one she's going to take it one versus three good tackle there by schutz randall restarts miss heads it looks like we're gonna have a couple of olympians and a bulldog reener looks like sodell and burke meyer going to come off for wiltsy and warren and bennett is going to re-enter for number four amelia corney been it tremendous off-season participated uh locos foot saw improved her ability on the ball and has been rewarded the start in the northeast game by coach young randall clears it's gonna give north another throw merit enter re-enters the game danica's going to step out merrick cattle's to the to the first north goal the only goal the lone tally of tonight ely warren gives chase to china now to schum schum not heard much from her tonight very reliable player in possession just not needed a whole lot on the ball not tested much defensively it seems that china and the outside backs getting most of the work liver spins ball's going to find lang top of the box lang pushes to her right triples around two olympians takes a shot it's gonna clear into the netting beautiful night at a first class facility limiter ball finds ellis shuts clears longs bennett chess it down dwinger's gonna regain try to play into warren well done by by stevens just really really impressed by ryan stevens tonight she's got that she's got a veteran game doesn't have doesn't have to run doesn't have to dribble moves the ball where it needs to be very wise very intelligent or like seeing it things getting a little bit chippy confrontational as expected lang size up on on the left side a little back hill with merit merit pushes cuts back to her right foot spurgeon's gonna pick that off one touch ball by stevens finds lang to merit merit one touch looper not gonna trouble limata ten minutes remaining expect east to be a little bit more aggressive getting numbers forward pushing the game will see hopeful ball misplayed by shananda and east is gonna get its first corner of the night nine minutes remaining set pieces wing service key decider in one goal games can ease get on the board here ball the front post harris gonna take an opportunity deflected decent little set piece playing to the near post getting one of your superior attacking players touching the box well defended by north harris plays through looks like deflection from schum gilly's gonna pick it up and no rush gilly into the middle third federally's gonna regain for east penetrating ball with wilty wiltsy gives chase shroom's going to get there clear wide a little more forward play with east a little more personality in the attack like seeing this federally switches through to shuts shuts she's gonna play long ealy gives chase she's going to let it run for a goal kick seven minutes 50 seconds remaining north holding on to a one goal lead emily ellis tally the difference thus far mal gilly all-state performer a year ago restarts the play hatcher bounces over bennett wiltsey wilty voted captain amongst her peers believe gabby shuts as well schum left-footed clearance finds craig livers with space barker ahead of her tries to thread the ball through back four of east deflected by spurgeon hatcher regains left footed ball out to wilty well done by kylie hatcher wiltsy diagonal ball bounces off chinana finds harris dwinger he's got an opportunity to run at ely healy does just enough to knock it out individual you want to try to find your end of your your key individuals and key areas of the field i didn't ideally in isolated areas and it looks like that's what east is trying to do by pushing dwinger a little bit higher try to isolate her with kj ely let them go one versus one dwinger drives the ball in gilly's gonna have no trouble with that numerous changes for both groups sodell back in it's going to provide some hold up play see if she can occupy schum and shananda which allows wiltsy and dwinger to play one versus one the wide players like ellis scraped wilty on the back gonna give east a free kick five minutes and some change one oh north globe starts back in low driven ball picked off by steven stevens confronted by harris stevens unable to connect to livers east throw in front of their own bench sodo back to craig craig tries to switch inside find harris picked up by lange lang looking wide for ellis looks like spurgeon's gonna get there confronted by ellis spurgeon unable to cleanly get out of it gonna hold off give to schutz misplayed off of gabby it's gonna give north corner four minutes 25 seconds left to give norther 17th corner north is subbing since ihsaa rules mandate a sub under the last five minutes if your team is winning stops the clock so the clock will stop for the remainder of this match unless there is a equalizing goal and north elects to play short lang outside the corner of the box takes a shot gonna test limata oh and anna donica just laid out ruth fetterly but ruth federli comes from a family of hockey players she gets right back up east gonna restart play here top of the box three minutes 50 seconds left spurgeon back into the middle third ellis finds parker barker dispossessed by murphy ball bounces out to lang lang center space and jenna lang with the laser knee height sneaks it by anna limata to give the bulldogs a 2-0 advantage broken play finds lauren barker barker switches through to lang in a very dangerous area and lange shows why she is a high school all-american and a candidate for indiana's miss soccer this year north makes the game 2-0 with three minutes and 33 seconds remaining in the match ely regains [Music] looks like east is going to play schutz in a little hot and more advanced position try to get back into this it may be too little too late after that equalizer lang tiptoes around harris and murphy looks like she's gonna elect to get into the wide areas and it's gonna earn north another corner [Music] [Applause] and lang and ellis are going to combine around wenger ellis deflecting off of harris two minutes 35 seconds [Music] lang to ellis north's going to try to see this game off in in the wide areas dwinger and ellis good little battle gonna give north a free kick look like ellis took a hit off of that she's struggling to regroup lange served off dwinger finds harris harris looping inside to sodel sodell one touch looking for shoots replayed by the bulldogs to shum schum resets to gilly one minute 35 seconds remaining 2-0 lead for north spirited second half both groups provided positive attacking play in the second half good adjustments by both coaches thus far as it stands game winner sparked by a couple key passes from rachel merritt found emily ellis in the box and then a switching play from barker to jenna lange just icing on the cake thus far less than one minute remaining spurgeon try to pump this ball back into the final third well high off of stevens harris touch around [Music] ely clears 30 seconds remaining in the match dwinger pull back into murphy giving away ellis is going to find that she's going to play long down a central seam barker gives chest chase lima does a well job 8 7 6.

to support the outcome of the superintendent search committee um because it is the right thing to do for the district and i believe mr wallston will continue to do a fine job as he has done however i would be remiss if i did not express my dissatisfaction with how certain things were handled throughout the process several members requested training at the very beginning of the process which did not happen i believe we as a board are due for our own professional development on roles and responsibilities and i think we should look to incorporate how to strengthen the process to ensure proper protocols are followed in the future again i support mr walston's appointment i've enjoyed working with him these past few years i'll very much look forward to working with him in his new role thank attorney or someone that knew a little bit more than we do okay do we need professional development yes we do okay and um you know the process it might not have been the way we wanted it was not done the way it was done uh 15 years ago when we had dr sapp but it was a different group so we all can learn from that but i thank you all for your support and moving this issue forward because we have a want to thank you for your confidence um i think this amazing community who's been uh very supportive over these last couple of months as part of this search process um and then of course um the cabinet uh the staff the team the principals i just want to continue to thank them for the great job today they do um and the the calls for support throughout this process has been very appreciative and i'm looking forward to the challenge i know the district has been stabilized by dr sal's presence for over a decade and i you know recognize i'm stepping into big shoes i have a cabinet working with the cabinet these last three years i'm looking forward to my work with them moving forward but i'm also looking forward to filling out the remaining members of the team to continue to serve this district well so i am ready to move on with the presentation ms cooper but i just want to reiterate um my appreciation uh for the confidence from the board and recommended me for this position i work so cara um i believe we have been authorized to move forward with the meeting can you present the powerpoint and i will begin speaking to the board about our process thank you so so one let let me just share we've had an opportunity all throughout the summer quite frankly this road to reopening started in the spring of 2021 with the cabinet and i with input and feedback from our school community feedback from our principals feedback from our parents during listening forums information and input from our board as part of the essa funding process and how we were going to use these funds to help reopen our schools in the fall as we got close to the end of the year the state made it clear that one of our main priorities was to reopen schools for 100 percent learning in the fall of 2021 so that has been our pr priority and our focus going into this upcoming school year as you you might recall we ended this week last year talking about how we were going to leverage uh federal monies partic specifically essa 2 and s3 how are we going to leverage those funds to hire additional staff particularly at our elementary schools in high school to to make sure that we can socially distance to the greatest extent possible in addition we've hired an extensive amount of social emotional support throughout the district to provide that support for for students as they return to our buildings on october 30th we feel like we are well positioned to receive our kids given all that we've learned about the mitigation strategies um that we have in place we had a great deal of practice in the in the spring of last year and i think with that practice our schools and our principals are well positioned to open up their doors on next monday on august 30th so the presentation we're going to share with you this evening is really a fine tuning of what we initially shared with the community in in june we received feedback we've our cabinet has been meeting on reopening meetings uh quite frankly since may and june and july and august um they go on vacations we're still meeting and reopening meetings and it's we've just been reopening like every day all summer and then we we invited in the greater community on the 16th i believe it was of august at that time we had close to 35 40 members of the greater danbury community which included some people who are on this call cara prunty who's been an amazing partner um throughout this last year and a half i feel like she's on our payroll here in danbury but and then our superhero cathy o'dowd of course was on the team as well all of the members of cabinet and then you know we had teachers we had principals we had school-based support team we had nurses paraprofessionals representation from all of these groups and you'll see some of the names momentarily and then some familiar names also from last year dr fong um and dr begg who also led their hand and let their expertise to the process so i just want to speak a little bit more about the process we shared an initial overview or plan of our reopening plan cara who's our teacher of all teachers helped to put together a lesson plan for our engagement session with the bigger reopening committee we had breakout groups did an amazing job of ray coletti who's not here tonight but he's one of our teacher extraordinaires who helped with the breakout groups we had our meetings remotely all of our experts in the field gave us feedback to help fine-tune our document i believe our document started in 20 24 pages i believe it's 32 33 34 pages now we've got raw feedback from our families and basically told us it it wasn't acceptable for our families and it was confusing and so we fine-tuned it accordingly we received more info we received more feedback from our teachers we had english teachers who told us we didn't have periods in the right place um but we continued to fine-tune and fine-tune um and then we had um teachers who told us the document wasn't declarative enough and so then we went back again and we fine-tuned it again and i'm saying all that is to say number one the the document that we're sharing with you this evening uh feels strongly this is a representation of how the experts in the field how people who are in front of our in front of our kids every day um feel like we can open our school safely we feel like we have a document that covers everything and anything that we miss we feel like the document and the plan is a fluid plan and as we continue to get feedback from our governor federal guidance and state guidance we can continue to make adjustments to this document so that's i'm saying all of that to say this first slide this evening we will not have uh public speaks as part of the process i just want to make the community aware over the last few weeks at community forums district surveys and direct emails i personally i know many of my colleagues have as well i receive many calls and emails regarding masking remote options for remote learning full in-person learning and vaccinations just to name a few and i just want to say and take this opportunity to make everyone aware that we deeply value our community's input and want to share with the community that our reopening plan is fluid and we will continue to update the plan as we receive guidance or orders from our governor state department of education or the state or local health department this is a re this is our introduction to our reopening plan and our next reopening at our next regular board meeting there'll be an opportunity for public comment um and and i also want to invite our parents in the community uh to look at the email on this first page and feel free to reach out to us with any comments or suggestions that you might have we're ready kara so i i will just get started and just reiterate our essential belief is that reopening danbury is is an absolute priority for us reconnecting kids to academics activities arts and athletics is number one priority we've heard about the challenge of the social emotional uh challenges that our kid kids had last year and after getting feedback um i'm sorry and so we tasked the reopening committee with to look at feedback from the state health department to from the state education department to before making any recommendations um to to the danbury board event and so in here if you click on here here's the interim guidance from the state health department and also from the state department of education that guidance us much much of that language actually lives in our recommended document ready karen and so just earlier previously i had mentioned you'll see here and this document will live on our website as well but i just want to thank our community members again for their participation in this process okay and so the document reflects the most recent recommendations from the committee to ensure the health and safety of all of our student staff and visitors use use effective mitigation strategies and by providing high quality instruction for all of our students so tonight we will be asking for approval for the plan and just some context for the community the government actually requires that we have a safe return to in-person instruction and continuity of services this plan must be made publicly available and so we will have this as part of our website and then also submitted as part of our essa application which was actually submitted i believe it was two mondays ago the overarching goal is to get all of our kids back in school for 100 percent um in-person learning camera all right and so the reopening committee last met on the monday august 16th and made the following recommendations the recommendations when approved by the board of education will be finalized great and so there are a number of areas that we'll be discussing um and vaccination is one of our first ones and so what one of the key mitigation strategies and key takeaways uh from the from the cdc um is to promote vaccination as a leading strategy in the community uh we have continued to promote vaccinations in our letters to our to our parents we in our weekly updates we have a vaccination schedule that's available i believe the last one was available uh was made available this week and as we continue to have that mobile vaccine in our community we'll continue to make that available for our parents and students one of the other things that we have done and as part of a promotion as a strategy strategy for communities is to partner with your local health department to provide access to back stations for families district-wide and we've partnered with our school-based health center i mean they've also partnered with the skid city to make sure that these opportunities are available and so it's because of our partnership with carol prunty who's on this call we were able to we leverage that relationship to get the mobile vaccine unit in in our district and in our community this summer and then the last one and this is uh most recent order this executive order is requiring all vaccinations for staff this is recent as of just last thursday the district will start reviewing this expectation with bargaining units as soon as possible and for more information this will be made available on the website and certainly i know kim is on this call as well and kathy as well and if there are any questions we can talk about that later as well okay mask use and so the committee the district is requesting that mass can be required for all students staff and essential visitors which i'll talk about a little bit later in every event we will be making reasonable accommodations for individuals with um a disability that prevents mass use um additionally there's a current executive order requiring uh mask in school buildings um then there's also an order uh to support mass squaring from the city as well in addition to masking in buildings nascar also required on school on public transportation including our school buses this is sitting in cohorting so the cohorting expectation is going to be challenging this year but i do want to take an opportunity to speak to this first we again just reiterate reiterating prioritizing 100 in-person learning um implementing three-foot social distancing guidelines to the greatest extent possible i can share with the board in the community tonight i would say in the majority of our classrooms we are able to do this and and then of course in some of our grade levels uh we are coming close to it uh but not but not three feet and so in the majority of our elementary classrooms this is something we've been able to accomplish given the additional staff that we brought on in in the majority of our high school classrooms uh we're able to accomplish the three fit social distancing guidelines uh given the additional staffing but at the middle school just kind of given our constraints at that level we will not be able to maintain three-foot distancing necessarily in every single classroom and so that will continue to be a challenge for us at the middle school um and then um our over in what we've done here we've added a link here for um just more information about sea guidance regarding social distancing guidelines uh but this is something that's in the district we live with uh for the last couple for the last 18 months we feel like we're really good at it now and again to the greatest extent possible we will be at three feet but the guidance uh the federal guidance is sharing with districts it's not a requirement it's certainly a recommendation um and then they're continuing to encourage us where it's not possible continue to layer in other mitigation strategies i.e make sure your mask is always on um you know find every opportunity to make sure your kid's hands are clean and make sure you have opportunities to make sure hands are clean etc already cleaning disinfection and hygiene so this speaks to some of those layering the mitigation strategies and so last year the board and the community might recall we had wednesdays off at the beginning of this process when we had our kind of a b hybrid schedule and we had crews coming in to work to clean commonly used surfaces on hand door knobs throughout buildings and what we've learned from the state health department federal guidance is that contaminated surfaces are not a significant risk for the transmission of of sar cov2 therefore routine daily cleaning of all school areas is sufficient detergent-based cleaning will be used on all occupied areas of schools and buses on a daily basis and so the need to do that in between bus runs is not as urgent as it was before however we will for our rooms we still maintain isolation rooms in our schools we'll still encourage our custodial staff to clean and disinfect our restrooms and health offices will also continue to be clean and disinfected on a regular basis great thank you and so screen testing is a mitigation strategy that's been highly recommended by the cdc the district has decided to participate in this process but it does require parent permission and i'm going to ask kathy o'dowd to jump in to provide an opportunity to just kind of walk you through this but also educate you a little bit about the process okay thank you kevin good evening everyone um so the state department of health had approached the districts in regard to participating in this free program uh in which we would be offered a weekly screening uh for students um focusing really on those who are not able to be vaccinated yet which is that uh k through six grade level we will be partnered with a lab who will come on a weekly basis to our schools to perform what we call pool test pool screening so what that is um it's it's a group sample so um this is a voluntary program and it will require parent consent um and the school nurses will be uh once we've partnered with our lab i haven't been assigned a lab partner yet the state anticipates that will happen next week this is a program we look to start probably mid-september and when we have the volunteers to participate in this it will be a weekly sample um uh so it is a name fob it's just anterior nasal swab it's not a deep um nasopharyngeal so the q-tip really just goes inside the opening of the nose and all of those samples are placed in one tube and that's the pool um the lab will turn around that testing time within 24 hours and if any any um member of that pool tests positive what they will do is then an individual test a pcr to identify who that positive person is so it's really just a one-time visit there won't be a need to have a second they will have all these samples that they need on that weekly basis and then we will be notified if anyone has tested positive so the goal of this program is really for us to be able to identify cases most likely that would be asymptomatic sooner and then you know that's just another mitigation strategy that we have uh the school nurses will help by um sending home the consent forms and as i said the testing will be conducted by the lab and we have decided to trial this to see first of all how many will participate and the type of results that we get from it so at this point the testing will only be for students um it you know the goal is to really reach that group um we may move that on to staff but that's not been decided yet by the state so for right now it's k-6 students on a weekly basis kathy can i ask a question quick about that um it seemed and i know this by experience i have a daughter going to seventh grade who's not yet 12 so she's not actually vaccinated eligible eligible yet is this k to 6 or is this any student who's not vaccinated right now they are focusing on the k-6 program okay is that not recognizing that there's at least some children in grade seven that are eligible for vaccine um we you know we can look at that just an idea yeah no and certainly once i'm assigned the lab i'm gonna i have direct communication with them so that's certainly something that i can discuss with them yeah all right i only have it and it's only for me it was only for a very short time so it won't be a way it won't be a big deal for long but i just that thought came to me when i saw them thank you for that and i will certainly thanks thank you sure any other questions yes i have a question please uh hi kathy so i thought in one of the previous screens uh kevin said that there is an executive order that every vaccinations are required for all staff and yet here in your third bullet program screening is for unvaccinated students and staff so the the mandate for the vaccine came out after the pool testing information went out so the weekly screenings for those staff under the new vaccine requirement who um will not be vaccinated will not be eligible they they've spelled it out in the guidance that they will have to do that testing on their own okay thank you i will make the update captain yeah the um the actually the the vaccine guidance just came out this afternoon so we're i i've read it we're digesting it and um you know as a team we'll have to look at how that will work and more on that kathy you have the floor for the next two slides just a reminder okay any other questions on the pool testing no okay so we'll move on um these are all links to the uh kogit 19 student screening form we are still asking parents as well as staff to screen themselves for illness before coming into school and we have uh links to the english spanish and portuguese versions there we are reminding parents please please do not send your child to school if they were sick even if it's something you think is just the sniffles or a little cold um i can tell you with the delta variant that that is presenting more respiratory with just cold symptoms so uh we are just as we were last year any child who exhibits any signs of illness be it headache stomachache colds they should not come to school and if those symptoms develop in school they will have to be picked up and i'll talk about the um you know the requirements addendum 5 will be updated by the state hopefully next week but basically if someone is ill and can't come to school or if they are sent home it's going to require either a negative cova test or an a note from the health care provider with an alternate diagnosis in order for them to return and we have to be very strict with these guidelines you know we we've worked hard to get back full time and we want to keep our doors open so we will be um monitoring that um very closely um in in regard to the contact tracing notification protocol um that will be unchanged from last year you know should there be um an exposure that um we are notified about in school uh all direct contacts uh will be notified by a robocall and letter just as they were last year that read a lot excuse me red alert uh covered 19 kathy i think we just lost your audio well looks like she has a lot to say there we go i'm sorry we lost you for about 60 seconds okay i apologize dashboard we didn't hear anything about the dashboard if that's what you talked about that's where i was getting to next okay did you hear about the robocalls in the general notification letters okay so i'll start back on the contact tracing process i apologize um so if there is a known case that we're notified about in school all direct contacts will be notified by a robocall and letter um it will be that red alert quarantine message and parents will be asked to check their email for the instructions on quarantining and where they can go for testing then a general notification letter will go out i'll provide that to all principals and that will just be notifying the staff and families from that school that a case has been identified and all the direct contacts have been notified and then as of um monday our danbury public schools covet 19 dashboard which is on our home page will be activated again and i will be updating that on a daily basis as well as reporting any positive cases to the state department of health [Music] and then as we move on we'll see the quarantine guidelines on the next slide okay so um when it comes to quarantining um we have some new guidance due to the fact that we now have students and staff who have been eligible to be vaccinated so we'll start with person a so any person who tests positive for covid19 regardless of their vaccine status and if they have symptoms they will isolate until the fire online requirements have been met it will be a 10-day quarantine isolation from the first time the symptoms have appeared they need to be 24 hours fever-free without the use of fever-reducing medications such as tylenol or adele before that they can come out of their quarantine and if they do not have any symptoms which we call asymptomatic they will isolate for 10 days from the date of the first positive test they will continue to self-monitor and they will be isolated another 10 days has passed as long as no symptoms have developed then we move on to person b so in this scenario any vaccinated student or staff who is exposed to a coveted positive person and they are asymptomatic which means they have no symptoms they will not have to quarantine they do need to have a cover test three to five days after their exposure but teachers will be able to report to work students will be able to come to school as long as they have no symptoms this guidance requires wearing a mask in all public places for 14 days but as we know now for example in danbury masts are required in public places at all times and they will continue to self-monitor their symptoms for 14 days should they become symptomatic during this period of time they would need to repeat the kova test and all test results should be reported to the school nurse and then we have person c so any unvaccinated student or staff who is exposed to a copin 19 positive person they quarantine for 10 days following the date of last exposure and this is unchanged from last year they will still have a covet test three to five days after that date of last exposure test results will be reported to the school nurse they will self-monitor for symptoms and um we always invest her parents to contact the primary care provider and staff as well they have questions or concerns okay and uh we have one slight change to the close uh contact information and definitions so direct or close contact um exposure is still defined as 15 minutes or more in a 24-hour period um adult direct close contact distance remains within six feet of the positive person now there's a slight kathy sorry yeah only students maths need to be consistently kathy we lost you for about 60 seconds again so sorry don't be catholic goodness okay i i apologize uh should i start you left off with a difference between the adults and the children okay thank you kelly um so the adult con the adult direct contact is still six feet 15 minutes within a 24 hour period so the exception is any student seated three feet away from a positive case will not need to quarantine if the exposure was limited to the classroom only masks are consistently incorrectly worn and the contact person is asymptomatic so this applies again to the classroom only i can see this working at the middle and high school level you know the goal is that we do not want to have to quarantine an entire class if we don't have to um at the elementary level although we may have the three foot distancing there are times during the day where the masks are off in the class uh the students will have their breakfast snack and sometimes lunch in the classroom so that erases the masks worn consistently and all day long but at the middle and high school levels where they're changing classes and they are stationary in their seats wearing masks for the period that they're in there we will be able to do that three-foot definition kathy i have a question real quick and this may not be for you um are we at least at the elementary level are we still using the desk shields like we used last year yes we are okay yes so the dust shields will be used um if the children are having snack or lunch and their masks are off they they can use the best shoes then yes well query we were using desk shields routinely throughout the day last year correct um they won't be in the question yeah it's uh it's been determined that that's not necessary and for some of the desks it didn't really fit well um and it was really you know interfering with learning so we are only using those now when uh maps are off in the classroom yeah and and joe there's also some thoughts out there that as we encourage um airflow in our classrooms uh that the the shields on a desk are actually prohibiting the airflow that we need in the classrooms and so our our stance on this is when kids are eating and have a snack in the mask or off uh we will have the shields up so whether that's snack time in elementary classrooms um or in our cafeterias the shields will be up um but otherwise uh the the most important mitigation strategy will be masked uh throughout the school day so that that's the reason for the switch primarily no evidence necessarily to suggest that they've been effective and then two um you know the idea that it's prohibiting you know the airflow that we need to encourage uh right now during these times okay thank you it just seemed that i wanted to ask because obviously we've reduced our distances we may not be making three feet and the current iteration of covet seems to be more contagious for kids so i i that but that logically makes sense if it's affecting the airflow and we're all wearing masks then that's okay yeah the math is the more important strategy for sure so in terms of determining whether it's going to be a three definition or a six um that will be determined by the school nurse um as you know she talks with the teachers in consultation with me so we will determine at that point whether the quarantine will be the three foot or this any questions on that if you copy okay so the next four slides were asking dr casamaro to speak to these slides they're all specifically related to instruction in our classrooms thank you kevin and congratulations to you kevin thank you um so um as far as the quarantine goes we wanted to make sure that um students have a way to still stay connected to what is happening in the classroom and so um leading into the last couple of weeks we determined that we did have enough of funding within our sr3 funds um to support some additional instructional supports and coordination at the building level um so first i just want to say that all of our teachers heading into this year will continue the use of google classroom to post the week-long overviews the lesson plans the resources that folks have been accustomed to seeing on a daily basis and over the course of the week and so any student regardless of quarantine even if they're home with the sniffles may access the google classroom on a daily basis to make sure that they're keeping up with their with their assignments um and we have some special uh supports in place for students who will be in quarantine and i'll talk about those in a second so students who've been officially identified as quarantine will be contacted within 24 hours by a new person who will designate as a school quarantine liaison and the sql as we're calling them not to be confused with the sql report for those of you who are into databases and computers and spreadsheets um the sql are going to will communicate the attendance and social emotional check-in procedures to students at home and make sure that we're connecting to to those students during the day and so this is a person who will set an attendance check in time um usually right at the conclusion of the day this will likely be one of our own certified teachers staff members that'll be designated to do this right at dismissal to make sure that they're checking in with the students who are who are in quarantine and this is all um subject to whether or not the student is asymptomatic and is feeling fine and well enough to do this but we will have someone reaching out to those students and to connect with them on a daily basis for each day that that there are in quarantine for students to be marked present during the quarantine they will have to attend the check-in at the designated time and also complete at least 50 percent of their class work to the best of their ability and make sure that they're reaching out and connecting with their with their teachers um again um only the students who are we are required to quarantine have to do this um and and engage in these social emotional check-ins um in addition to this um we have designated um we've just actually posted for positions to have certified staff members at the elementary level middle school and high school level that will be available for support in the course subject areas for students who may need um to to help with some of the assignments that have been posted during the day um and to just kind of keep up with what's happening in the classroom so we're excited to offer both this school quarantine liaison a position one for each school that will help to communicate and coordinate this and reach out to our students but then also to have certified staff available to our students who who will be at home should they need to do do so you can go to the next slide please [Music] okay this one is about the performing arts and so um as you know last year we had to make some modifications to the programming um as as we have done um still it is it makes most sense to have as many performing or high moving activities outdoors were practical um we still have lots of tents that have been folks that have utilized some of those to take advantage of additional outdoor space we're feasible in the performing arts world extending distancing by six feet or more is recommended anywhere where there's increased respiration wind instruments singing high exertion dance and you'll see the same recommendations along the pe lines as well droplet control measures are implement should be implemented during activities with increased respiration um and bell covers for wind instruments um and what we call instrumental ppe uh which our department chair uh jill russell did an amazing job securing grants and funding to get some additional ppe for for our students so they can continue to play next slide please um and similar to what i just i just mentioned um wind instrument in particular and singing outdoor remains the safest place to practice instruments the ppe has recommended and of course the continued hygiene good hand washing and sanitization when using the instruments before and after um and just maintaining that that good clean hygiene with all of our instruments and art supplies and any items that the students are touching next please thank you i'm excited to say that we will be returning to regular distribution of sharing books and materials this was a big issue last year that made it difficult our teachers did an amazing job with regulating that um and providing opportunities for kids um but at the same time it made a little bit more difficult so we're happy to be able to go back to our regular distribution and checking out of books and all clubs and activities are going to resume in person this fall but we're still not allowing any food sharing and that's just good part of the part of the good hygiene practice at this time and kevin i believe you have cafeterias yes i will jump back in thank you cara and so i know there was a question earlier about death shields so in our cafeterias and in our classrooms where students have snacks we want to ensure masking is in place after consuming food and beverages whether it's cafeteria or in our classrooms we've asked all of our principles to make sure there are barriers on our cafeteria tables as an additional mitigation strategy to the greatest extent possible and so we have ordered on clear barriers plastic barriers for cafeteria tables throughout the district and then in some schools or classrooms where students will eat in the class those same barriers will be offered and available for classrooms during meal time we will continue with plans to offer outside feeding at the high school for those of you who have maybe have been to the school recently we have tents outside of the cafeteria outside of the building we will be asking mr donovan to join us hopefully at our first board meeting to just give an update on how how things are going so far but we are excited that we're able to separate and socially distance our students at the high school um and as long as the weather cooperates we'll continue to have students inside and outside to to spread kids out on death shields as i mentioned earlier will be available nola cafeterias for district wide for student use and we will continue to encourage hand washing and the use of sanitizers throughout throughout the school day particularly after eating visitors and so until further notice parent meetings will continue to take place remotely or virtually we will maintain our regular sign-in procedure to ensure accuracy for contact tracing protocol uh the public is not likely aware but you know we do have supervisors and in district office staff moving from building to building we have our teachers who teach fine arts in other subjects special ed staff a lot of our staff members are shared throughout different schools so we continue to ask them to maintain regular signing procedures in the event we have a positive case so that we can contact trace um appropriately um open house and school-wide parent events will remain virtual um in outdoors whether the parents have made provisions for outdoor seating and so further notice non-essential visitors will not be permitted into schools but i do want to speak briefly about essentia visitors this is something that is continuing to change and evolve the essential visitors visitors that provide a service to students in schools such as student nurses interns vendors contract service providers will be required to follow the policies and procedures set forth in our reopening plan and for those who are appropriate particularly vendors and contract service providers we are asking them to submit their own safety plan for the group of students they might be working with and then because we want some evidence that they're adhering to the practices and the policies set forth in this plan and so that plan will be submitted to the district where appropriate um all of these cases i'll be reviewing with cathy o'dowd if there is um specific if there are if it's related to sports you know we certainly would involve chip if it's related if it's a public event and we have a lot of community participation we will ask for input from cara punty's office the local health department so we we feel like we have a pretty good protocol in place to help protect protect our school community but just to also make sure anyone who comes and works with our students uh they have a plan a safety plan in place as well that's consistent with our own real play plan okay school buses recess yes yes exactly previously yeah do you mind sure um i am um the board liaison for dsabc we're having a meeting tomorrow night and they always ask me what you know what's the latest so does this mean are they considered essential visitors the mentoring program or not yes and dsabc would um similarly carrick can you click on the click here button and so we would be working with um the person in charge of the program and and so let's just say they have a lot of mentors working with students and we'll we will be asking them you know how are they going to ensure when they work meeting with kids um if they're doing this in person and then you know we may deem that it's more appropriate to meet with kids virtually you know but but if it is in person they would need to include in here what strategies are they gonna ensure that masking is in place what strategies are they going to use to make sure social distances in place after you're done with your meeting how are you going to encourage hand washing um can you keep continue down uh cara thank you and then there are a couple of areas here also about um you know if appropriate uh disinfecting the space after you're done but also contact tracing so in the event we do have a positive case make sure there's some kind of record of what students that you've met with and so it would you know we anyone who we're working with is going to be working with our kids they're going to be required to answer these questions so in the event we have a case um cathy o'dowd could put our hands on who the child met with uh was that person vaccinated or not vaccinated um you know all of those answers will be readily available because we have a plan in place uh so as an example amy that's these are the things that we rely on and then underneath there will be place for my office or designate to sign off on a request okay great thank you very much you're welcome next slide camera and so school buses recess and so in our school buses and i think i mentioned this earlier masking is required on all public transportation including school buses we will open bus windows to improve ventilation and we will work with the bus company to make sure windows are open we will to the best and to the greatest extent possible we will have control loading and unloading on buses because it's certainly recommended i think given our success with this last year i think this is something we can continue to do where possible particularly at an elementary level you know we would try to have a assigned seating and try to keep keep kids cohorted on buses um also to the greatest extent possible during recess and phys ed masks are not needed for outdoor recess or phys ed we're certainly going to continue to encourage distancing and promoting hand hygiene before and after outdoor activities our principals are well aware of what this looks like they had a lot of practice last year and so we'll have hand sanitizers outdoors but mostly we're going to encourage students to wash their hands when they go back and come back into their classrooms from outdoor activities and then certainly it's recommended that we six feet or more is recommended where increased respiration is likely and so if our kids are running around outside their recess you know to the greatest extent possible we want them to be six feet or more apart we understand they're going to be times when they get closer but the important thing is that they're outside um and they're not inside for these for these activities next i care and then sports and i've asked our athletic director um to join us for this slide and i also understand that there might be questions at the end for sports because i know we have a lot of families that have kids that are participating in extracurricular activities jeff thank you kevin uh good evening everybody uh we we're we were fortunate we followed the ciac everything the cihc uh mandates they put us and we follow along um two weeks ago ciac came out with a statement that fall sports will will go on as scheduled and that's their approach we're we are taking uh our teams have begun training uh as early as august 12th uh we have another bunch of teams starting tomorrow so we'll be up and running close to full capacity uh as soon as uh early next week uh masks uh for the most part about eighty percent of our program in the fall is outside so we're really in good shape with the with that the indoor programs girls volleyball swimming cheerleading masks uh they have to wear masks and uh they're because it's a mandate in school buildings where we don't think that's going to be much of a problem in fact they wore them last year and and we did very well with that as well public transportation we've had a couple of trips uh we're going to work very hard to um and kevin mentioned about loading and unloading number of athletes on a bus we have to wear masks uh our coaches have been you know very good about that and we're going to keep pushing toward that we have roughly 500 or so athletes we're actually our numbers and participants are fast approaching where we were two years ago so we're going to be up near full capacity with the kids participating we work diligently weekly with the ciac in fact we meet next week we almost weekly to talk about different policies changes different things coming down from the governor's office etc so we're in tune with everything that's going on and moving toward the start of this fall season we're in pretty good shape as we move toward it any questions thank you chip cara the next slide so our next few slides focus speak to our focus priorities to reopen our schools the majority of them are going to speak to our academic priorities and so i've asked kara and kelly to speak to these last remaining slides and then open it up for any questions that you might have sure thank you thank you kevin um so um with us for funding uh we've had been able to secure some opportunities to um purchase a few additional resources that um not only serve us well uh right now in this transition but also in the future and i'll talk about those on the next slides um but from an instructional priority standpoint um this year we will have a deliberate focus on the priority standards grade level standards and focusing really on the instructional depth over breath and what that means is many people hear the term acceleration and what it doesn't mean is going faster with the curriculum to try to squeeze it all in it really means to have a deliberate um thoughtful approach to looking at the highest level highest leverage standards that a grade level um that is offered at a grade level and really making sure that students master those standards before next year it also means looking at the previous grade level to see what grade level standards really needed to to be a circle back on and reinforced so that there's a successful uh staircase of of instructional complexity um that helps to move students along to the next grade level so um our teachers will hear a lot about acceleration this year um and really making deliberate choices to make sure that students are engaged through high quality tech selection but to also make sure that we're choosing things in the curriculum that will really position our students well and to spend the most amount of time there um and so our department chairs our supervisors and critical administrators are working hard to to repace some units and to also focus a lot of the department time in meetings in professional learning communities to help teachers make those deliberate choices across the year of course we're going to continue to provide student supports where needed we have some additional funding to do so um and so some of that will probably start up in the september early october with some additional after school opportunities uh mostly virtual we have some wonderful technology now that allows more teachers to be able to access more students in before and after school hours so we're excited about that um and we have purchased some resources to help students and teachers access critical grade level content but at multiple lexile levels so lexile level is typically the reading level with which a child is able to access content and so besides the increasing student engagement we're going to be focusing on hands-on projects problem-based learning all things to increase that engagement level with with our students and again bolstering enrichment after school tutoring supports um and particularly charge focusing on some of our second language learners um who probably were most affected uh by the pandemic last year um and into this year next slide please and so some of the resources we won't go into detail on all of these but um we purchased a a large amount of resources that are flowing into the schools now do the math which is a great math program it's intervention for both our student support specialists resources as well as our teachers our training is being focused on right now in the first couple of days before school starts uh illustrative mathematics which is a program um that we're looking to kind of move in k-12 we're rolling that out k2 it's a program that we've had our eye on for quite a while and now we had some of the resources to actually to be able to bring it in it's a highly accessible math program gibbel's reading assessment our ability to assess students in greater detail at the k5 level so that we can make better instructional decisions sips intervention kits these are again reading intervention kits more resources for the teachers uh to target very specifically instruction that's needed um some orton gillingham reading training program that is more training for teachers to help diagnose and prescribe issues with reading and to teach reading um open syed training this is to bolster our science programming newsela pro this is actually i should be at the 912 level not k12 um but that's a current events and um multiple tech sets at multiple reading levels so that teachers can more easily differentiate for students um and of course we have been um throughout all of this continuing to focus on our academy program and pathway development training uh we completed some of that over the summer um you may have heard of that in the the summer update that mr wallston provided um that was very successful and as of uh even just today we started effective teaming training with all of our grade nine teachers um and they'll also be exposed to the college curriculum um that they'll be implementing uh very soon in just a few short years um we'll be moving through in the next year or two project-based learning training again that's about engagement and that's about student-centered learning we were able to buy a host of musical instruments to bolster our department our growing musical department which is wonderful and also um adding some of those books to the class libraries which we've been wanting to do for several years um and of course we through attrition lost some some texts during the pandemic as we sent some books home and um a few didn't come back so we're happy to be able to bolster some of those classroom libraries next slide please in terms of staffing supports again through essenter we're able to add additional 13 srbi paraprofessionals at the k5 level we're very excited about that they'll offer a helping hand to tier one and tier three uh intervention ten interventionists which are more seasonal 100-day employees to assist with intervention needs at the 612 level an additional sciop coach at the middle school level uh and our humanities instructional coach which we lost in the budget a few years back were able to hire back with esther funds i'm also the site coach we also we did have a couple of site coaches back in the budget um so we're really just kind of getting back up to those levels and then our very fast growing swift growing technology department um we were able to get some additional media techs in to support the numerous devices that we've purchased over the last year and a half so we're very excited about that and we are also very excited that we many of you know we use google classroom as a management system it's kind of a management system light if you will in terms of its ability its dashboards and back-end supports for teachers and and students and families um so we'll be we have purchased and we're moving towards a new program called schoology we've added tons of laptops and classroom devices and of course very much needed up network upgrades across the district and i believe uh kelly will talk a little bit about some of the social emotional supports that we've embedded thank you kara um so some additional uh social emotional supports and staffing that we were able to um provide to the district due to the esser funding was additional teachers across the uh special ed and pupil services staff we added several special education teachers due to growing enrollment on the pupil services staff we needed additional support at the elementary level and we hired one additional psychologist as well as another psychologist for our new danbury primary center at the secondary level we also added a school counselor and as many of you recall that was also recommendation for the from the nes report and so something we're conscious of doing over the course of hopefully the next few school years and we also added another school crisis counselor um we have one crisis counselor at the high school and as the population grows there is just a greater need for student support and assistance and so we were fortunate enough to add another social worker to support in that position additionally we were able to bring back our two deans of student support this was a position that was that we had and found much success in prior school years with supporting and intervening with students and their families and so that we'll bring two of those uh staff members to the high school they are two uh teachers um that are stepping into these new leadership roles to support uh students who are at risk of you know failing not doing well successfully disengage with school and to try to work with their teachers parents and the community agencies that are involved with them to support um we are also i spoke with about this a couple i think the last time we met if i recall correctly we were also fortunate enough to be one of 15 school districts across the state to get the leap grant and what leap stands for is learner engagement and attendance program and the focus of this is to be able to provide additional staffing resources and supports again for students and family one of our concerns coming back from a year and a half of very untraditional schooling is student absenteeism and disengagement um and so we will bring aboard two social workers where we were just issued this funding a very short time ago so we're in the process of trying to onboard these individuals and they will focus on home visits and really going to students homes meeting with families trying to figure out any of the barriers or obstacles to coming to school and providing and intervening with to provide support for students sometimes it's a social emotional mental health issue other times it's a child care issue sometimes it could be a resource issue and so really what we'll do is it'll be an extensive protocol to work with each student on an individual basis and go out into their home we'll also provide additional training and support for all our pupil services staff members throughout this grant as well as our administrators uh so that we can expand this program when the grant monies go away uh to be able to continue this support but we know um that this will be a need in the upcoming school year as it was over the course of the pandemic um kara spoke about this a little bit uh previously in the presentation but one of the focuses of our school quarantine liaisons um is to focus on on social emotional needs of our students so in addition to the academic needs they will also do social emotional check-ins and they will also be able to notify some of the additional support members on this team if a student or family needs an additional resource and mead is also working on hiring parent liaisons throughout the district one per building to support district wide with outreach to students and families and i will bring more information on this upcoming but we are in the process of applying for a state social emotional assessment and screener it's called aperture and what this will do is serve as a screener for our district to help um with you know diagnosing and prescribing just like we do for academic skills um where we might need to have some targeted intervention for students so this will flag some students that are struggling in certain areas and then allow our staff members to delve deeper with those kids and provide support um so again once we submit that application and hear back we're hopeful for a mid-year rollout for that program thank you can you ask a quick question please sure um kelly thank you for sharing the information about the the leap grant i'm really excited about that for our district and you mentioned that we're gonna we're gonna be pulling in an additional social worker i'm just wondering also um you've got family support positions um how many of those are we going to have for for the parent liaisons we're trying to hire one per per building to start um they will work there'll be actually two social workers through the leap grant uh that's our role there to social workers um and then to also make available for some of our social workers psychologists and school counselors that choose to do so there will be some funding for after-school support so we can use our existing staff beyond the school day to help support with some of our families that's wonderful and then training for all those groups so the parent liaisons uh the existing pupil services staff members and of course this new team um we'll also have a couple um heads or leads that will help to guide um and gather information because a big part of this will be these two additional social workers will work district wide um so how do we make referrals how do we track the data and how do we make sure we're following up with students one of the requirements of the grant is a pretty extensive data tracking to make sure that our efforts are truly resulting in improving student attendance and engagement in school excellent thank you so much thank you and cara can you bring us to the next slide and so uh miss cooper this concludes our presentation i just want to um thank cara punty again for joining us this evening there may be some questions or comments we may need cara's expertise um and of course i'm going to thank kelly and kathy and chip and kara for jumping in and helping out with the presentation this evening as well but we're ready for any questions that you might have for us kevin when it's appropriate i have i have two questions okay um number one i read an article this morning in the norwalk hour it was referring to norwich schools they apparently have had the same uh parent desires about remote learning and the article basically said the state of connecticut is not authorized remote learning this year so is that accurate not only is it not required we're not authorized to do it on a full-time basis so it's it's an interesting um we've had this conversation internally ourselves i don't know if we really got confirmation from the state you know we we had a desire earlier in the school year i think we were very hopeful uh for aim for days of increment whether we could provide remote learning experience for kids and we were told uh that remote learning is not an option to count as a dave you know toward the 180.
