maintenance will have the fallen trees removed for safety purposes however the district will continue with the plan to have in the area professionally cleaned up with an arborist report to be presented at a subsequent board meeting at this point in time the tree company's schedule is booked here is our minutes does anybody have any questions yes mr president yes mr kanoa uh the the coverage for insurance is that a total of five million across all of our buildings or is those individual policies where we can charge up to five million each building all of our buildings so it's like an umbrella insurance yeah the coverage is district-wide but there's a deductible per building so we have to assess if it's worth the deductible at each building do we know at this moment what the assessed value is of damages no okay we're close though thank you mr president yes mr daley yeah um i'd just like to i think add that we discussed shortly about fema at that when we had the beanie the state county was not the declared or no counties where at that time we are now declared a disaster area and are able to accept fema funds so that's another aspect to the coverage for the damages and the administration did note that all uh pictures and documents were scrupulously being collected and maintained in order for claims either from fema or other sources mr abu drabo mr president thank you first of all i apologize for being late my youngest had to um get seek medical attention this morning so um uh piggy bank and mr konova's question so if we don't have a final number on obviously because it's still too soon and 16 still being conducted uh internally do we have mr uchi a preliminary or what numbers look like as of now without 16 because i know 16 is probably what's holding us up for construction numbers all right aft after any questions of the uh of the minutes the superintendent will address the uh this the situation with schools oh okay i was just backing off mr kanova's question in terms of uh how much in damage we are all right mr kanos was that your question so i was just wondering what it is now oh i'm sorry i know like commercial without the opening no no because mrs said that he we're not done yet waiting on numbers for damages i'm just curious right now what the numbers look like now roughly with preliminary numbers i i mean if you don't have that as an estimate but i don't know if it'd be fair um i mean you want me no listen again i'm not trying to put you on a spot if you don't have those numbers or if it's not even if you don't have them if they're still being conducted you can just say that too and um i mean at this time they're still being conducted but obviously 16 is the most severe so that's yeah that's upwards over a million right there in that school so no that's fine that's that's just i just want to give the public understand what what it caused to delay and what it took the the the administration to build the opening and what the mystery still dealing with so the public understands that it is the high numbers that's all yeah i'm sorry mr object i thought you were talking about the situation uh with opening school 16 my apologies um so i'd ask the superintendent if he could uh give us a quick update on that since it was brought up in the in the minutes absolutely thank you mr president good evening commissioners members of the community certainly wasn't the way we intended to start our school year um but i'm thankful that we were able to open all of our schools uh yesterday and today with the exception of school 16. so uh school 16 obviously um as most of us know had the most damage we have a contractor multiple contractors working they began i mean began right after it happened but they began in earnest yesterday with water removal water mitigation mold for mold prevention removal of all the damaged equipment and furniture then they'll be doing all the structural repairs including the floors the walls electrical equipment then we've got to replace all the damaged furniture and the flooring we're going to be doing power washing and disinfecting and painting the building as of today i mean the insurance adjusters i know we're asking about you know the the amount of damages the insurance adjusters just got to the district today so you can imagine that we're not the only um district that suffered damages in addition to all of the individuals in their homes that have suffered damages what i'm confident in saying publicly and in the message that i sent to the school 16 community earlier today is that because the contractor we're working with we've worked with for many years um and because they have enough for lack of a better word manpower to do double shifts every day including weekends and any holidays i'm confident in saying that timetable for return will be approximately one month certainly could be sooner and we could also you know open up a wall and find something that we didn't know was there and something unexpected could happen it could be longer but i'm confident saying that our children at school 16 will be back in their buildings in about a month thank you dr erbitosi all right next we have oh uh i just want to uh remind everybody under the governor's order um we must wear masks in this building so uh all members of the public as well as commissioners we all have to have our masks on so i ask that everyone please abide by these guidelines board members when it's your turn to give your board members comments if you you could then if you wish to lower your math so that you could give your comments clearly and then bring them back up again okay okay public recognition this portion of the meeting is open to the residents and at the podium [Music] good evening mark brunsiak holly street clifton i want to commend everybody on their help over the disaster the past few days and it was catastrophic for a lot of people in this city so i want to shout out to all the city employees and all the general public who helped out during these catastrophic days uh just want to give a shout out to them regarding school 1616 just got off the phone before this meeting with some of the parents and the communication they're thankful for the communication but frankly it's unacceptable and unreasonable there there's got to be some sort of contingency plan here parents it was 18 months since the last time for some of them since they've last been in school and they're looking for a different contingency plan over here there any other facilities that are vacant in this city i don't even know if insurance will reimburse that but um people lose their personal houses who are insured that i'm aware of uh i'm pretty sure that they reimburse them for for the rental fees associated with it while their house is being rebuilt and based on the amount of damage that was described over a million dollars it's massive damage at school 16.
um and in addition to the collected revenues that we expect to collect this year assuming we have ongoing agency needs in terms of payroll which runs about 1.6 million every pay period we will have sufficient monies there may be a possibility that i may dip into the medicaid revenues that we collect as well if the projections are not accurate again voucher revenues are based on enrollment for the um for the campuses as well as the itinerant in terms of fiscal year 2023 as i mentioned i'm hoping that we can work with ospb and jlbc to express the need that we will not be able to use ongoing cash and requesting that they increase our general fund appropriations to help us with the with the responsibilities that we have absolutely i just wanted to make sure that we don't hurt ourselves in our financial position when trying to approach that need now are there any legislative options or should we as the board consider maybe encouraging the need to look for some sort of emergency fund request in addition for this year because of that cash balance so that would that be sufficient and by how much of a percentage if something else does happen how would that impact that cash balance in the following year as of this point no for the last two or three years we have been ending with a surplus every year in 2020 we ended with a 4 million dollar surplus in 2021 you'll see with the report i'm projecting about a 2.5 million dollar surplus so the way that we collectively as an agency have been making sure that we're effectively using our resources i do not have any immediate concerns again if this continues to be an ongoing issue and we're not able to work with the legislature and or ospb that's where we will need to think about other options i we are looking at grant funding as an option i'm just trying to look at other other available resources to us whether that be immediate and or for the future so as of right now the answer question no i don't have any concerns okay one last follow-up i apologize i just wanted to clarify for the community i know you mentioned there is a surplus does that mean that the surplus is not extra money that is not needed anywhere or do you mean that the surplus is as in there is money available for when we need to pay any type of dues so there is no additional surplus just sitting there that's free money correct no as i mentioned there is a 13 million dollar cash balance so the surplus i believe what as i mentioned three years ago we really started with the i believe a six million dollar cash balance and over the years we have been able to increase our cash so there is money available should a need come for example a couple years ago when we needed to pay five hundred thousand dollars for the emergency gas line repairs on the tucson campus i was able to shift some funding and was able to come up with the money so it's just some strategies being able to make sure but as i mentioned with the 13 million dollar cash balance as of right now um assuming voucher revenues consistently run about three million dollars each month we will be fine for this year as i mentioned if it continues to be an ongoing basis that's where it will be a primary concern thank you and this is linda as you're saying the surplus is not there on an annual basis but when we look at grants they're not always available too so it obviously takes time before a grant is administered or given to us so you also mentioned i think there were several organizations or that asdb does not qualify could you expand on what those are yes um one of the ones i just previously mentioned um president nigro had asked us to take a deeper look into the transportation support level funding that school districts receive however the feedback that we receive from the attorney general we are not eligible to receive any funding from the tsl because we are not a school district also with the school facilities board similar to school districts they're able to receive funding for capital related needs again because we're not a school district we're not eligible to receive any funding as it relates to capital requests but we are able to continue to receive funding from the arizona department of administration's capital improvement plan okay thank you okay are there any other questions okay uh hearing none we'll move on to 2.01 action item approval of the consent agenda consistent with board policy to include items 3.02 4.02 5.01 6.01 6.02 7.04 and 7.06 is there anyone that would like to remove any of these items from the consent agenda okay hearing done is there a motion to approve the consent agenda this is to take tonight i hope that we well sorry um i hope that we accept the appropriate consent agenda as listed is there a second always competing with me lynn linda a second um all in all in favor all right say hi hi hi hi any opposed none opposed um so that motion carries the consent agenda is approved we can move on to next item 3.01 action item approval of 301 performance based plan for 2122 assistant superintendent dr rex i know you briefly mentioned this in your report but now you can more fully describe it i am back it is september and the asdb governing board must adopt a performance-based compensation system to allocate funding from the classroom site fund pursuant to subsection b of ars title 15 education 15-977 the classroom site fund the performance appraisal plans are for agency certified teachers who work with students more than 50 percent of their time the asdb 301 committee meet several times a year to discuss and develop the plans for the following school year eligible teachers in asdb schools our statewide itinerant and the early learning program vote to accept or reject the plans that are presented in order to come to you there must be at least 80 percent of the vote for these plans with 194 teachers voting 175 were roughly 90 percent of the teachers accepted the presented plans for the 2021 2022 school year the plans were submitted for your review we have a campus school-based plan itinerant teaching performance plan and the early learning performance plan so i am here before you all to hopefully get a motion and a second and a unanimous decision to pass our 301 plan uh thank you dr rex uh any board members that have any discussion on this item no are there any motions to approve the plan is proposed this is uk i i hope that he accepts the plan as proposed by assistant superintendent dr rex thank you sue k is there a second any opposed i'll abstain and and one abstention okay um that motion carries um next item uh 3.03 action item approval of new district agreements assistant superintendent dr rex the board has asked that whenever we bring on new districts to our family that we make it an action item that we you all can see it and it doesn't get sometimes things get lost in consent so we are looking for the approval of new district agreements for acorn montessori harvest prep academy and welton elementary districts uh thank you dr x is there any discussion on these contracts are there any motions to pv [Music] would you give me a little bit more details about the preparatory academy harvest prep that is a charter school out of region one and they have decided to come on because i believe they might have a student that will be joining them and they wanted to be proactive and already be on board so that way if that student that family chooses to have that student attend then they can receive services i think that's fantastic that's fantastic news and i would commend everyone in that school i'd like to see other charter schools do the same and we may be able to model from this so thank you for that thank you pv are there any motions to accept these contracts as proposed this is pv commissioner jam i would move that we approve these contracts as listed on the agenda for these new school districts uh thank you pv any seconds well i'll second so all in favor approving the contracts as proposed hi i'm stan okay we have one of one abstention any opposed no okay thank you the motion passes we can move on to item 4.01 information item finance report assistant superintendent cooper our most recent finance committee meeting was held last thursday on september 2nd with board member giants and superintendent reichman the formats as well as more detailed information pertaining to the agency's fiscal update was provided and discussed with the committee in summary we reviewed a lot of information we went through the budget fiscal year which ends the month of june 30 2021 and and we also went through the first month report for budget fiscal year 2022 which would be for the month then july 31 2021 compared to 2020.
do we have any agenda or any workshop items yeah um only if you want to only if you want to discuss any of that whole laundry list of of let's do that let's do anything for the policy readings at a workshop that way if any public has any feedback we can hit it there and then that way we can go through those really really yeah um yeah and then i will just know this is when we need to stop on this one we need to stop on that'll make that yeah that'll save us time so let's keep that and we'll make that our our workshop excellent um and if anything comes up between now and then i'll run it by you to i probably won't be at the 14th meaning my son has a golf match all right then uh 11.1 we need a motion to adjourn we don't need emotion you could you can just declare it but you can go ahead let's we're there we got our motion do we have a second second promotion anna boyd all in favor aye corey burgess hi amanda amen i'm charlene diaz hi anna boyd we are adjourned [Music] you
great absolutely so now we'll switch over we'll talk football standings for the kooky conference freeberg's currently sitting 2-0 brees central wood river roxanna salem all one-in-one and columbia 0-2 so like you were saying that crossover area freeberg's playing chester that's a crossover breeze central and redbuds across over wood river goes up to nokomis roxanna civic memorial befalto salem at harrisburg and obviously us with marquette what conference is marquette in are they in a conference are they still an independent i think that they are now an independent because they used to play in the prairie state conference that had nokomis that had dupo i believe wood river was in it maybe i'm trying to think of some of the other schools it split up uh after the the 19th season kind of imploded a little bit and uh people were either dropping football or going to other places and and so that left marquette out there kind of on their own and um i don't know it's it's uh i'm not sure what the rest of their schedule looks like to be honest uh with you but i know that they have during the covet year last year they played a lot of schools in our conference i know that they they've got some other schools you know they've played salem already marquette and salem played last week um and well marquette played cm i think in week one but um you know it's i don't know who else they're playing to be honest with you but yeah it's an interesting look to the conference i know for many years certainly i've not looked at us being at the bottom of the conference in many years but uh i don't know i don't you know i don't think anything's a surprise to me up there as far as looking at that free burglary new you know 90 kids in their program who knew that they were going to have a ton returning and hungry as ever they did open up with sparta they did beat a good nashville team last week you know but i i suspect they'll be 3-0 after this week i suspect brie central will be two and one after this week uh wood river i can't predict i'm not sure i know cm's really good we watched their film on marquette and and they're really solid so roxanne will have their hands full there i don't know anything about harrisburg but i know salem uh salem did beat marquette and lost in a close from centralia so um you know all in all i think some some pretty solid teams up from from at least one to five and we're unproven at this point right well freebird coming out their average score 41 to 13 like you said playing sparta week one so they're going to put up some points there and watched a couple highlights from that game last week with nationals and they had the place rocking up there and that's always i guess you'd call it a rivalry now between us and freeburg so the way they look at it is if they go one and eight it seems like that one wins against colombia that's all that matters to them so yeah they'll be they'll be pretty pumped whenever we go there a couple weeks so all right so let's talk this week coming up the owen two eagles versus the owen two explorers uh marquette coming in this is our fourth time fifth time playing marquette columbia currently sits at one and three coach horner is 1-0 versus marquette and that one win came last year at a 35-14 victory do you remember anything out of that game last year that sticks out to you yeah i do um you know we took advantage of some some turnovers and uh had some big plays in that game that you know that game was a little closer early on than what many might might think uh you know we we really didn't get a whole lot going early on in the game they're extremely athletic and and they typically always are and and that's what we see on film this year same way they have uh a big quarterback who can run the football and so we're gonna have to contain him they've got some speed at the running back position and then their skill kids are what they always are at marquette you know they can run they can catch we feel we do feel that they're vulnerable defensively in some some situations they like to commit uh seven guys to the line of scrimmage almost exclusively all the time so they are susceptible to big plays but you know then again you got to execute them in order for that to happen but uh last year we like i said we were able to execute some big plays against them i'd like to play a lot of man coverage so if you can manipulate some formations and move them around get them in positions that they're not used to being in i think we can take advantage of that i think that's where the game's going to be won this week so how are you going to get the aggression out of the guys this week we talked about it a couple times just the the not being soft you know go out and make a play you're at home first responders nights so it's going to have a little bit of a different feel you got a little bit of a theme going this week and you're probably going to have a pretty good crowd being at home again so how do you get the guys to come out and just hey go play your backs are against the wall you have nothing to lose at this point so how do you try to get that message across within the next 24 hours well without giving away you know how we're going to start the game i challenged our kids yesterday at practice and then again today and kind of told them exactly how i want to come out to start the game offensively and and how we're going to start the game offensively you're either going to set the tone aggressively right off the bat or you're going to be left with okay here we go again it's it's really that simple and uh at some point in time these young men have got to take it upon themselves you know if they need me to motivate them every single day and in every single game then something's wrong anyway because this is a game of aggression uh we play football uh you know hard and and you try to play it the right way but at the end of the day you know it's you against a guy across from you and how much does it bother you whenever he's kicking your tail you know and that's really what it comes down to so you know for me to say i can't give them some new rockne speech or something to make them want to play uh they have to want to play themselves so and that's why i challenged him with this week i'm like you know you only have seven more chances and uh the way it's going seven might be it and you don't want it to be it so that's gonna be up to them so offensively we're just gonna go ahead and say coach warner is gonna say we need to control the line of scrimmage so there's one of the coaches keys out of the way what's your next two you said you're gonna have to set the tone and control the defensive line of scrimmage control okay yeah there you go all right so offense and defense i always thought that went in no i think i know i honestly i think uh you know aside from that i mean that's the game of football as we know we got to tackle better we gotta do all those kind of things i i think um we got we got to prevent big plays from them because they've got big play capability and then we have to take advantage of big play opportunities right and uh if we can do that get some points on it because that's where the confidence is going to come from you get a big play you know and a big play for me doesn't have to be an 80 yard touchdown pass or an 80-yard run it just has to be a third and 10.
so i'm asking this board to find some contingency plans for these parents to get their children an option to get some in-person schooling over here spoke with some other moms with some of the students in there uh in the high school and uh extremely thankful for the complimentary lunches from the feds have three options over there some of them are concerned that the vending machines are empty as well so they are asking at the bare minimum that they understand that these cafeterias are still under construction but at the bare minimum that the vending machines be filled so so some of these students have some other options to supplement the dishes the lunches that they are receiving greatly appreciate that as well last thing i want to mention is uh regarding the backpacks from the middle schools uh that they were required uh and i i don't know who funded it i don't know if the district funded it i don't know if it was privately donated or what all the students had to use this backpack and a lot of parents complained and ended up saying that the kids can now bring their own backpacks they just can't have the rolling backpacks i guess the luggage cases or whatever and so uh i just want to know if there's going to be some sort of use over here who paid for it if the district paid for it if this board believes that these backpacks that the district provided to the students and we're only allowed to have this will be used for some other purpose thank you for your time and god bless america have a good night everybody thank you anyone else wish to address the board hello tova felder twain place um i had some prepared remarks and then i decided not to bring them up here so i just wanted to say thank you this year was going to be tremendously difficult no matter what else happened we are still dealing with pandemic nonsense everything is hard people's tempers are short it's obviously harder to teach wearing a mask it's harder to sit and listen wearing a mask everything's a little bit harder and you've got upset parents to deal with and i'm sure a lot of teachers who are upset but you really all of you the superintendent all the administrators the commissioners all the teachers the custodians everybody in our district thank you we know that you get a lot of complaints you probably don't get enough thank yous but we really appreciate how hard everybody has worked and i do appreciate that while not ideal school 16 children had the contingency plan of remote learning and that's actually a weird silver lining to this last year and a half is that now we do have options when something completely unexpected and catastrophic happens like with the flooding so thanks again and i hope everybody has a really great and healthy year thanks thank you anyone else wish to address the board good evening my name is maria kovalovsky i live on autumn autumn street in clifton in delaware section um this is how long do i actually have yeah five minutes oh that's nice and wayne you only get three um this is a very impromptu you know little thing i put together am i am i allowed to ask you just a yes or no question yeah the board will not respond back and forth to you but you can ask a question if they wish to respond during their comments they they could okay thank you do any of you actually believe in the science has the science been provided to you like for the masking all the masking studies that have been put out that they do not work i can show you a video of a commercial painter where he has two coverings and an n95 mask he's fully covered in latex paint and when he blows his nose into a black mask it's all white and if you know the viscosity of latex paint it's so much thicker than a virus there's no way it's going to stop the virus from getting through your masks okay now a former 1984 kgb defector euro bez besmanov modern america he said it would be brought to a point where you can provide all the proof documents pictures people will not believe it until they are finally in the dark situation itself his words are actually i will take him to soviet union and i will slap them on the bottom and then they will know what the truth is but if you do believe in the science then why aren't you why are you masking kids why are you masking your staff do you know that in march 2020 before the vaccine was even rolled out the fda already had a list of adverse effects to the coming vaccines some of the effects are acute disseminated oh these are long words encephalitis myelitis deaths pregnancy and birth outcomes multi-symptom inflammatory syndrome to children which is brain failure kidney failure brain spleen gut eyes all at once if you go on the cdc.gov website and type in mis hyphen c reported children had adverse effects of this inflammatory syndrome and 40 deaths you could have strokes anaphylaxis myocarditis pericarditis i mean this is before the vaccine was even rolled out how did they know all of this and fauci what did he do there was a study in africa that was supposed to be for one year did you even know this after only six months after six months of using rem desevier that is made by gilead i know that company very very well after six months it was pulled because 54 percent of the people in the study died did you know that and then um um there was a gilead study last year of march 2020 per falchi as well he was involved in that there was 53 patients from u.s canada and japan on rem de sevier and after 10 days on the drug 23 percent had severe adverse effects uh okay i really hope you guys can see that kovid is not what's really you know happening in the world it is actually the vehicle of what's going it's what's to come with this vaccine passport please don't make these kids take this vaccine there are teenagers 13 17 year olds dying the last one i heard of died five hours after her second dose just five hours please don't make these kids don't give these kids this old don't give the parents the ultimatum of if you if you get vaxxed you know you could do this these little these little crumbs of freedom that they're even doing in australia oh you can have five people in your house if you do this or you know once they have 75 vaccinated you could do this the vaccine does not work have you seen the studies in india in the um five minutes mr smith okay if you could find please thank you i'm allowed to take this down right al dewa clifton 62 ellenwood drive that young lady that just spoke was very good we had another one last time they're saying very uh true statements from one perspective and it appears that the only statements you listen to is what's coming from the party line of our draconian governor and president who just made a lot of announcements today i've asked maybe about five six times now i've sent everyone an email at least mr smith you did respond and say you will do something which was nice the last time with the email we need a committee we have no transparency in this town whatsoever i made comments on the computer to the safe schools policy never got it okay yeah your comments were received went to look for other parents comments couldn't see anything it's kept secret i think it should be allowed i think everybody should be able to read who's saying what and you know it's got to be some legal way of doing that where nobody's going to try to sue or who cares i mean i made a lot of comments so i mean i was pretty you know straightforward in what i said i'm not worried about what i said so we should have transparency so i'm going to ask this board to try to get that published i'm also going to ask the board to what the young lady just said why don't we have a debate why don't you set up a debate and have the speaker from the state uh from you know the regime of the nazi fascist communist party and let us bring in a speaker from who gives you alternatives with practical uh comments and let them go at it this is not going away so it's just going to be ongoing until you try to vaccinate everyone and like she said once you get the first shot second shot third shot then there's gonna be something else coming down the line this is not going away i mean it may not be immediate it may not but they want those three shots in you so that's my uh comment for tonight uh i know we're we're battling powers that are beyond us i know i'm not blaming anyone here you're doing but you haven't had any transparency i prefer to go to a committee where there's a bunch of parents and just a few of you and talk this out and iron it out and hear more and maybe you have other committees on a county level or whatever i don't really prefer coming here publicly to state all this over and over again so i'm asking again for some type of committee where parents can come and meet with a few of you who care maybe some from the right and some from the left and let's talk it out and go further there are a lot of other ideas facts that are out there that we should be sharing but we're not and so i'm going to end tonight in the month of september for catholics it's um the angels say michael's a prayer september 29th so i'm going to end with a prayer because we're battling powers that are beyond us here real powers that are dangerous um say michael the archangel defend us in battle be our protection against the wickedness and snares of the enemy may god rebuke him we humbly pray and do thou prince of the heavenly host by the divine power of god cast into hell satan and all those evil spirits who prowl throughout the world seeking the ruin of souls amen thank you thank you well good evening to everyone i hope everybody's doing well as you know i'm lori lalama and i'm the president of the cea and a great teacher here in the district so i would like to ask the facilities committee for their guidance and support regarding the storm issues from the past week many of the members would like to see possibly a powerpoint presentation regarding the condition and status of each of the buildings that were damaged by the water to the insurance adjuster and i just found out now you know take pictures and is the paperwork going to be completed i want to make sure that the work is being done is not a band-aid or a temporary patch since the district will be saving receiving money to fix the buildings this must be done correctly the first time i know in ccms the floors in the cafeteria must be either abated or encapsulated i would prefer to see the floors encapsulated according to code and the new floor can be placed on top if it is abated the process will take a long time if it's encapsulated it can be done over the weekend i believe the pump system under the lower gin needs to be reassessed because the water table there is whenever there is a heavy rain there is always an issue there is also a small sinkhole that's developing at the corner of the building which needs to be fixed i don't want to have to look up from the sinkhole from my classroom and i don't want to see any kids or parents get hurt we also need to check the trees on day street because with the rain they're sliding down and a tree already went down last year so if that could be checked on returning to school has been a joy it has been great to see the kids faces their smiles even though their smiles are in their eyes all right but it's been a wonderful thing for the kids and i just want to make sure that people understand that we still have to keep our distance and the classroom numbers have to be within the three feet as much as possible one last suggestion is that the hallways should be in one direction only have students and staff going in both directions can create issues so maybe we can stagger the times in the hallways the cea is also working with kim castellano to donate new and gently used clothes toiletries diapers pull-ups wipes and cleaning supplies the collection started yesterday and will end the 15th so this is for staff members only who are doing the donations and i want to say that i'm very proud of the district and the amount of donations we already have received and we've already dropped off to kim so i want to thank everybody and have a wonderful night thank you is there anyone else that wishes to address the board cnn motion to close motion by mr abu drabo second by mr awad okay we'll move on and finish business we have none right now we're going to do education administration so we're going to do uh ea 1 has been requested on a separate vote so we'll do ea one separate and then we'll do uh ea 2 through ea 9.
we reviewed the budget to actual comparison reports the available cash balance student enrollment student teacher ratios filled full-time equivalents as well as reviewed grant revenue and expenditure information provided to each of you is most of the same financial data that was provided to the finance committee but in a more condensed summarized version the expenditure plan for fiscal year totaling 63.9 million and the proposed operating budget request of 65.2 million for fiscal year 2023 was submitted to ospb on september 1st and as mentioned in my assistant superintendent report included in the submission was the funding issue decision package requesting an increase of 962 000 for the transportation needs but also included was the request of 385 000 for the contracted one-to-one nursing service needs the total of the funding issue was 1.3 million dollars we will wait over the next month or two to determine if there's any questions if additional information is needed by ospb and we will go through that information at that time as referenced on page one of the financial report as of august 1st asdb had 2078 enrolled students comparing that to last year's enrollment of 2117 there has been a decrease of 39 students and taking a look at it broken out the decreases within the site-based campus schools and the itinerant co-op k-12 students of 130 students offset by the increase in the birth to age 3 and preschool students of 91.
a third whatever it is i don't care what it is give me give me uh something more than what it's been the last two weeks uh give me a 10-yard run in the end zone you know i don't care and put some points on the board early and now all of a sudden these kids start gaining confidence and and that that ability to be aggressive i think increases because now their confidence is where it needs to be but we have got to take advantage of that it's that simple and we have not been consistent in our execution and uh we better be and i think you know going back to week one against uh muscuda those guys they were having fun they were rocking back and forth with each other they'd make a big play they'd all come over congratulate each other waterloo last week i mean rivalry week you know they're going to be fired up but they made a couple big plays and a couple big stops and they come flying off the field and like you said the confidence our guys kind of come walking off maybe half of a job coming off so just got to go out and have fun like you said you know go get some confidence going into you um so about 24 hours away i think we're good for tonight though what do you think coach yeah i'm ready i'm ready for the i'm ready for tomorrow i think the kids are ready and um i think i i think i think things are going to go well for us tomorrow i just got a good feeling i don't know why i just i just felt like yesterday and today's practices were right where they needed to be and um hopefully their bus ride gets to them a little bit and we can come out and and uh and make our fans proud of what we're trying to do and and give the kids some uh some confidence moving in the rest of schedule all right well that's enough talking about it let's get it done tomorrow night thank you all for coming in tonight and ace is wild and watching online that does it for week three of the holton meets coaches corner we'll see you tomorrow night at 6 30 for the pre-game show at columbia's multi-purpose field thank you thank you [Music] you
so motion on uh ea 1 please so moved it's moved by vice president casper so moved on letter b is that what you need yeah either okay right over and do a first thing it's the way it's written okay just it's a they're both together so we're going to do uh well we have a motion we need a second so that we can discuss this second is it for discussion for discussion if this discussion second uh the second by mr daley discussion uh yes i have um danny how many um because i know we talked about districts how many districts actually have um two public participations do you have that information no i'm just that i would have no idea i thought that was supposed to be something that the committee was going to look at i mean i didn't particularly ask administration i just thought that that was something that committee was going to take a look at so that's why i thought that the committee had that information no mr mr can i ask that answer that no we didn't that wasn't one of our charges our charges were to give options of i got five emails from board members stating they wanted five minutes i heard from uh mr smith mr daley mr casper mr awad and mr abedrabo that they wanted five minutes the committee stuck with its resume recommendation to leave the three and five so we brought back two options to the board that's what we were charged with we weren't charged with doing any kind of research on how many other districts have three and five or two or three or one that wasn't what we were charged we were charged with giving options okay i thought i heard that maybe i you know heard somebody saying i do remember we talked about that a while ago but i don't know if it's from policy or if it's administration i said they were going to take a look um and get back to us to see how many other districts have either or because that might help yes i know i know yeah that's what i'm saying yeah but i i wasn't that's why i really saw i'm sorry policy maybe it wasn't in in pol but i remember there was somebody that um uh when i'm looking at this like i was wondering um for the bee i mean to to just there are um i know many boards that don't have board member comments and um could it be you know um you know maybe to to look at something with uh no board member comments one one public session and no board member comments mr president if i may um to follow miss danny's footsteps uh i think that's actually a great idea um even at max two minutes can get rid of the hole from eight minutes um [Music] board comments because if we are talking about time and you know not double stepping because all we do is reiterate ourselves anyway as the nine of us talk so i think even going down to two or i agree with miss danny just get rid of the board member comments i don't know to do legal if that's even doable or if we have to have that through mr through the president to legal mr president yes miss danny um i know that uh the district that i work in i've listened to their board meetings and they don't have board member comments um they just don't have it um and i've asked a few other board members and other boards they don't have it so i don't think it's a legal thing and my only concern is because i've seen board members i mean even when we have five they go over the five and like who you know nobody polices them but yet we police the public so you know i just i feel like you know if we go with one public um recognition session then i think we should just do away with board member comments because in all honesty i mean we sort of reiterate the same thing and we do have after each one when we go like ea one through you know eight and we vote on that there's always up for discussion so you have an option you know there to voice yourself and then many times you know from what i perceive in here board member comments much of it is just reiterating what we already sort of stated so you know i would be i mean i'm just saying i'd be open to one public recognition and no board member comments mr president smith mr president yes mr awad i just want a second miss lucy you know uh i think that is all third because also sorry i do think it's a great idea about no board comments and you know the public have five minutes i don't know if that's something we can vote on tonight or is that something you know our board attorney has to look into but that is also something i am interested in obviously i'm willing to support mr smith couldn't we before we before we vote on mr alberto before we vote on a b could i just make a recommendation to amend a and b just to get rid of board of vet commissioner comments and then we can just vote on a b um is that doable okay so we have a motion and a second on the floor for what is written to you if the motioner and second would like to amend that i'll be fine with amending it okay so what's your amendment uh the amendment is to get rid of the he's the motion second and second second oh we have a motion and a second second yeah so how are you impersonating that motion how are you amending it to to read no i think mr casper was talking about he'll he'll okay the since he motioned it to move forward he's okay with it but i'd like to motion to remove the five minutes and no board of ed commissioner comments on amb okay first we have a motion and a second on the floor are you re sending your motion uh mr casper yes okay is the second rescinding mr daley yes okay so now there is no motion on the floor so motion to amend um did you are you actually saying sure um mr president i'd like to amend ea 1 please on amv to remove board of ed commissioner comments so where it says on amb from eight to five minutes to stricken from eight to the removal of board of ed comments board of commissioner comments period and then we can vote on a and or b either three and five or five stand alone on b so mr robert draw with your motion is on e a b e a e a 1 a and e a 1 b to remove border b commissioner comments so instead of having eight minutes from so where it says the verbiage on a and b to limit board of ed comments from eight to five minutes on amb is to change the limit for board of ed commons from eight minutes to removal of board of ed commissioner commons that's on a and b that same verbiage on both so you're talking about on b it's public recognition for the public so a so a mr daley is saying to leave three minutes for agenda items and five minutes on public recognition correct b says five minutes per agenda for agenda items or general matters so those two would stay the same untouched so those two options stay there but both a and b both have limit for board of ed member comments will be changed from eight minutes to five minutes i'm recommending the limit for board of ed comments would be to remove boardwalk comments okay but uh i understand your motion i would not be supportive that by because you're leaving the other the two sessions uh for three and five minutes uh i strongly believe in the since we had suspended the operations the five-minute comment period works quite well number one number two we would discuss here at the deist that we want to move up the public recognition because you know we learn by our mistakes and and history not to wait to ten nine ten o'clock for public comment oh everything you're saying mr dan i'm with you on it yes so so with that um i i'm in favor of the five minutes before because if you have the second section nobody's able to tell me when that's going to happen if we have a long discussion are we going to have the second public recognition at 10 o'clock eleven o'clock at night and then we're in the same boat we were when we had we didn't take comments until uh late in the meeting at the last time mr daley i think you and i are talking about two separate things yeah yeah i know you are but you're saying you're talking about public recognition but you have they're mixed together in other words the public the board member comment is the second the last sentence in b i agree with that but since you're if you're going to move the whole thing you're substantiating the other two elements i don't want to do that miss bassford was next may i make a recommendation if you don't have to change both of them you have to choose the option and amend that option okay because that's the committee gave you two options so the original the original motion maker could have just opted to amend that b to remove the five minutes for or the eight minutes for the board member comments that's what we could have did we didn't have to waste all this time in going into dialogue about this um the committee made the recommendation we were very we had a really great meeting last night it was very everybody discussed it people were passionate about it but we all got our thoughts out on the on the committee those minutes really didn't reflect all the all the discussion but that's all that has to be done we just make a motion to you guys and then you vote on it we already know what the vote is because of the emails that i got there's five votes to support five minutes to me i questioned that with school boards yesterday i wrote an email that i don't think that's appropriate we're getting all this feedback before the committee actually works it's kind of tying the committee's hands the attorney from school boards agreed with me and i can share that email with everybody if you want but it is what it is it's going to pass anyway so why don't we just make the motion on b and move on okay so your pleasure mr mr president yes mr canola um so my concern is if we're gonna modify this to zero minutes for the commissioners we're talking about transparency here i know when i was on the other end of this um this stage here the only information i got was the information at the meeting so while yes as board members we're we're in subcommittees we're in conversations with each other we're in touch with what's going on in the district the only way that people are hearing what's happening here is through our comments through the comments of the individuals who share them that are part of the public so if we move to change this from the normal decorum which is three minutes and five minutes putting an agenda and five on on other things um if we move to change that i feel like we're gonna have less of a turnout first of all and i think that some of the things that some of the members here bring up in the board comments it could be you know deaths that happen and they're just giving condolences it could be events that are taking place it could be um things around the town that boost the morale of the town and those things no longer be shared so by saying zero minutes i think you're also doing a disservice in that regard so i think a good transparent government shows you this is the person i voted for this is what they they the ideals that they have and you know that's the person that's there and who i voted for without that all you're saying is yes or no on agenda items there may be some possible talk on agenda items but for the board member comments of people who came up and discussed some things today no one could speak about those things so my personal opinion is i wouldn't want to take that away from board members yes i think we should cut it down to five minutes but i don't think we should have zero minutes and same goes for uh the people who come up and speak i don't think we should be taking their voice away i think if anything we should be affording them more opportunities which is why in the the committee minutes you'll see that when mr mr mountain joined us he referenced the option of possibly allowing people to join via audio so that's something they're looking into i know that it's difficult for people to come i have three kids myself if if i wasn't on on this side i think it would be very difficult to get here for a board member for for a participation from the public but i could dial in i could be watching it i could dial in and i could give you my information and then uh do with it as you may but at least that would be participating and i think a lot of people are in that boat a lot of people put their kids to bed early they have the young kids or you know they're just working varying schedules i think we need to take that all into consideration um because you really don't want to stifle the voice of anyone i think you know our town went through something a month ago they talked about stifling voice of individuals and i think now is not a time to take that voice away now is the time to to have everyone bring to the table their issues their concerns and and be able to speak to each other so me i think that that's a personally i feel it's a disservice and i would i would honestly vote for option a not b thank you mr smith may i please yes since we're talking about a or b now um [Music] i agree with to a sense that we need to broaden to broaden the opportunities for the public to virtually call in through zoom but to show their photos our faces because we've had issues with people who were hiding behind certain [Music] phone numbers or being anonymous and refusing to give and identify themselves and saying things that were just off the cuff and egregious but i there's two things mr konova touched upon i think i wanted to talk about really quick the word normal can be defined differently by each individual so that's one thing um second thing nobody is taking away or silencing um that's one person used today in a fascist way um by minimizing people to speak anybody can speak on the be the five minutes the agenda's pre-printed online and the agenda is the agenda supplied previous to the meeting so whatever is out there people can talk about so whether it's agenda item or whether it's public item either way it can be discussed within the first five minutes when people can come speak nobody's stopping anybody from doing that on the on regis retrospectively i see what you're saying on the zero minutes i you know i would say than two minutes on at max that's what i said before zero or two minutes max um but again nobody no there's no stop of stopping anybody from speaking or coming up to the podium as we do during every board meeting so three to five or five i mean it's just more of being repetitive i'm sorry but how many times do we go around this you know this u-shaped half half whatever you want to call a half square or a quarter of a square or 70 or whatever the hell it is heck it is excuse me that we repeat ourselves it's repetitive and same thing when people come up sometimes at a podium it's repetitive but nobody's stopping you from the podium we're you know talking about ourselves here that's on one side and then the other side agendas are being given out to people people know what to expect from board meetings people expect know what's going on they can come to the podium or i agree with you that they can dial in which yes is needed i'm sorry like i came in late because my kid had had to be taken from medical issues this morning and it took me all day i agree a mom who or a father who have multiple kids and are parenting alone or can't have another parent they can dial in while they're coming home from work while they're coming home from whatever i agree with you on that i i honestly agree with you on that but to say to normalize and to say from impeding on people to speak i think is a little judgmental first of all and also untrue so thank you smith okay yes um i just want to i want to reiterate something that i heard from somebody in the community uh this policy has been instituted for years people come down for the three minutes to speak on agenda items and if they don't have enough time to finish they go to the public session which is another five minutes to me it was valuable back in the day when i used to advocate for people with special needs because sometimes i couldn't tell the story in three minutes so i needed the extra five minutes it's i just i have to agree with mr canover about the mural and about how we would we people would use your voice use your voice and now we're telling people your voice you only have five minutes but that's fine i got it i understand where this is going i'd like to know from everybody when you when you cast your vote why the change all of a sudden we've had this policy instituted for years it's been three and five we changed it during covet for five minutes because of the virtual component and we didn't want to give people that that many that much time to the woman in the audience that said about wayne having three minutes they had 150 people that got up to spoke speak so i watched the meeting that night because the board president had to limit their speech to three minutes if that ever happens here we get a rush of people mr uh president uh smith has the right to amend the time that the speakers can speak at the podium at his at his will he also has the right to move agenda items around as he sees fit with the amount of people coming to this meeting so the time when that the actual speaker gets to speak is up to the board president and the superintendent when they set the agenda 164 which is another policy that we were talking about last time is the actual it's a it's a model of the actual sequence of the medium meaning we suspended that last night because we wanted to see how this was going to roll out and then we were going to bring it back to policy to do 164 and put the public speaking into the model on 164.
on page 2 you'll see that as of august 1st we calculated about 521 filled ftes and over 760 staff members we did have approximately i believe 94 vacancies that were actively being recruited for that includes teachers instructional and residential service assistants interpreters bus drivers and other various positions page three begins the financial summary and as of june 30 as i previously mentioned we did show a surplus of 1.9 million when you compare actual revenues of 58.8 million to actual expenditures of 56.9 million there are still quite a bit of outstanding grant reimbursements that we're waiting to receive for example we're waiting to receive reimbursement for two quarters from department of economic security for the rsa vr grant um also funding from the uh million dollars that we're spending the last little bit of money on um we were able to get an extension until the end of january to spend the final thirty thousand dollars once that's spent we will ask for reimbursement for those monies uh revenues from last year of 59.8 million and expenditures at 55.5 for fiscal year 2020 we ended up as i mentioned previously with the surplus a cash surplus of 4.3 million so just over those two budget years we've already exceeded about six million dollars in revenues for those years as noted on page nine for budget fiscal year 2021 we spent about 56 percent of our expenditures on instruction and instruction support on student support and 11 percent on agency administration since it is the end of the quarter also included in this month's report are the fourth quarter basic financial statements which begins on page 11 and as a reminder the basic financial statements consist of our balance sheet our income statement as well as our statement of cash flows for the fiscal year not based on the budget year and as i mentioned also previously our ending cash balance as of june 30 2021 was 13.3 million dollars in cash page 14 begins the financial summary for the months ending july 31 2021 in comparison to 2020 which is the first month of the fiscal year of the 3.5 million dollars in expenditures that consists of 84 of payroll and the other 16 on other operating expenditures on page 20 you'll see as of july 31st we spent 57 percent on instruction support on student support and then 14 percent on agency administration on page 21 it does show that we have a two million dollar deficit when we compare actual revenues of approximately 1.5 million which includes what we've received and collected as well as what we've expended from our general fund appropriations in comparison to the actual expenditures of 3.5 million as i continuously say this is not of any particular concern as we start the fiscal year on july 1st however we don't start receiving voucher revenues from ade until the end of september so that's when we'll actually start to receive the collected revenues last year at this time we had almost a 3 million deficit revenues at that time were 2.1 million and expenditures were 5 million and as a reminder the budget and fiscal year begins in july the school year begins in august but there's still day-to-day payroll as well as other operating expenditures that are continuously being incurred so again that means we're using available cash to help get us through until we receive those collected voucher revenues so what that means is we're just having to monitor our cash balance very closely as well as making sure that we use other funding sources available to us because as a reminder our general fund appropriations is received on a quarterly basis we don't receive that funding up front if there are no questions on any of the information presented that concludes my report for the fiscal update for the agency uh thank you were there any comments says pv i would like to make a comment i'm sure sue k might have a giggle at my comment but our reputation in vr especially when i joined this board has been one of lots of questions and again my second term here we've had a lot of good discussions about all of the numbers and making sure that everything is up and up and i just want to commend assistant superintendent cooper your your attention to detail is outstanding i also want to make sure that those in the community understand that unfortunately we don't receive our state appropriated funds in a lump sum which then we can spend from um there is a lot of piecemealing of how we are paid um at the same time we have bills that are due up front um and so we rely on a lot of that cash flow and so i know there's been a lot of concern about the change in lea status and the ramifications on our funding for transportation and i think that this year the challenge is just to stay on top of that but it also allows for a lot of good conversation to see what we need long term from the legislation to make sure that this is sustainable for our students and to really promote our role as an lea so again i look forward to see what we can do with our proposed budget and we can continue to see how things work out thank you so much for your work and for your patience with me thank you um the one question i had uh i know that when we talked about the transportation liability that was going to be new to us um that 800 to 900 000 um in our work study session that that was a there might be that liability may be greater um that's that's how it was presented to us so um and and perhaps several hundred thousand dollars greater so i know that you've kind of included the liability and transportation that we know about including and the ancillary services that we know about together in that 1.3 million dollar request um you know what's our plan if if that liability for transportation is is significantly more how we're going to handle that that's where i briefly mentioned that using the surplus revenue from medicaid as you may have heard me say in other board reports i mentioned that when i first started we had over a million dollar deficit just in the medicaid funding we were using it as a slush fund over the last this will be going on our second year where now it it is closer to about five to six hundred thousand dollars of a surplus um so that's available to us again um if enrollment increases voucher revenues would increase so that could also be additional revenue available to us as well as i mentioned we're going to look at some grant funding opportunities i know our director of operations albert duff is working on looking at some funding now as a possibility no guarantees we're in the early stages of reviewing that but we do have some resources available to us but i do want to mention although it may increase it may also possibly decrease so it's just um some rough estimates that albert and i as well as the rest of the team were able to come up based on the information that we do know for example even with the one-to-one nursing services i know we put in for five nurses but as of right now correct me if i'm wrong i think we're only using three so we're using three nurses we're having a contract with two vendors to help us so we're trying to make sure that we're being conservative but also fiscally sound at the same time so we do have the resources available for this year um assuming that my projections are accurate for us should that increase um now if it increases to a million dollars and i might say oh no that may be an issue um but a couple of hundred thousand dollars i think we we should be fine especially considering what this with the cash balance of 13.3 million um we will be able to get us through like i said unless something significantly changes which could happen again that may through the projections off but based on the information that i do know there's no immediate concerns as it relates to that okay thank you are there any other comments no hearing none we will ask them a quick clarifying question before the transportation issue with the decision package does it contemplate the out years for so for fy24 and 25 assuming similar liability to what's happening right now or is there a difference as we go down the road i believe that it does based on again the information that we do know that's assuming that all we'll be able to hire and fill all of our vacant positions um that we're able to reduce the burden of having to contract out i know we're working with hr to be creative in terms of looking for example at non-cdl drivers to assist us um so yes it does look at the immediate years for example within the next one to three years we as i mentioned we'll need to look at legislative changes in terms of for example with the 50 that we're receiving in voucher funding we're going to be doing some analysis around what we would like that to be increased to since we know that significantly is not and you know it's significantly less and not enough even for one student but yes it does help us and i'm sure working with ospb and jlbc i'm sure they'll probably think of things that we're not thinking about but at this time we're using the information that we do know based on contracts that we're working with with the the school the various school districts that we have mousse with some of those districts that we are working with are backing out in terms of looking for us to reimburse them so we're having to to shuffle for example working with contracted vendors to help us with the day-to-day needs that's where i mentioned we're having to ask for the principals to help us in terms of finding staff to help provide the transportation but again i think the staff is working very hard working overtime to make sure that all of the needs within within the agency for transportation is is definitely being met and and we'll continue to work with ade as well to make sure that we're collaboratively working together to make sure that we are getting our needs met at the same time david um shannon i'm not sure if this is a question for you not necessarily with finance but it might be for operations or maybe for kristin or maybe even kelly when i i see there's six blind students living in the dormitories uh what are the ages or how what's the format of that type of residential setting for only six students but also of of seemingly of similar or varying ages so what how does that work and also i guess what the multiple disabled group and multiply disabled with uh with severe impairments how what are those dormitory settings how is that formatted please i think kelly might be the best good afternoon we actually have more than six blind students in the dorm so that number is not accurate okay it is more um we have the girls in one dorm the boys in another just like we do for the deaf we have a couple of multiple disabled students in those dorms that may require some additional staffing some more one-to-one services um but they've been here for years so we're used to programming for them but yeah we have in my head i'm trying to think but i think probably closer to 10 to 12 kids in the norm for blind right now and we have more coming okay thank you any other comments hearing none we'll move on to 6.03 discussion and action item renewal of superintendent's three-year contract for july 2022 to july 2025 presumably ars 431 03 a1 the board may vote to go into executive session which will all be open to the public for the purposes of discussion consideration the employment matters as it relates to this agenda item so i guess i'd like to begin by moving that we go into executive session is there a second a motion to go into executive session this is linda bove okay so we'll take that as a second um all in favor aye aye aye any opposed okay um sue k do you have the um statement that you need to read now before we go into executive session yes i do great persons present are reminded that it is unlawful to disclose or otherwise involve any person who is not now present other than the current member of the afc board or pursuing the specific statutory exemption anything that has transpired or has been discussed during this executive session failure to comply is in violation of ars 38-431.03 all right thank you sue k we are going to go into executive session in the other room um and those on the phone will magically be transported into the other room so thank you hello all right are the folks on the phone back in the main room okay i have lynn do we have sue kay and dean all right excellent so we are back um just wait a moment aaron has gone up okay so we are back again we are in 6.03 and i is there any discussion uh now or if not i'm at least i'm prepared to make a motion okay um well i move that we offer the superintendent an additional three-year contract which would run through begin at the right after the expiration of our current contract would run through june 2025 at the substantially the same terms as our current contract with the exception of a two percent increase in compensation based compensation a second this is pb okay um if there's no discussion on that then we can move to a vote um all in favor hi any opposed uh and no extensions okay uh great thank you our next item 7.01 discussion and action item asdb campus-based schools is an lea in this this item you know we've uh we've talked a lot about la status over the last year maybe even a little more than that we've you know gone through our strategic plan we've completed it and we've dealt with the legislature nade earlier in the year we had some legislative changes but it really wasn't until a few months ago that we were able to really focus on this issue and really have the staff kind of research all of the complicated and not so complicated questions i think you know early the year at the beginning of the year there were a lot of known unknowns in this process and since this spring we've been able to get a much better handle on on those so they're they're mostly known knowns now there's always going to be unknown unknowns um but i think we're we have far fewer known unknowns maybe even none and we had a work study session last month where we talked about you know what what being an lea means for our site-based campuses what how the how the agency would have to operate differently on a going forward basis how they'd have how the agency would have to operate differently if we were to choose not to have the site based schools be leas so now it's time for the board to discuss what we'd like to do about it you know again it's possible it's a possible or it's an action item we don't have to take an action but if we want to decide to be an lea or ask the legislature to make that more permanent and potentially ask the legislature to make some other changes that would support that now be the time to to talk about it so i i don't envision that we'll have all the details of that squared away today but in terms of the decision as to whether or not we want to pursue lea status on on a permanent basis in a in a way that the statutory regime supports completely uh we should we should discuss that now so are there any comments uh one way or another as to whether or not we the board should support lea status for the site-based programs linda this is linda you know i'm just thinking prior to the issue of the lea discussion the function of asdb was truly similar to what an ilea truly is and i think just opening up that ellie pandora box per se gave me an opportunity to review what we've been doing and where we're going and i feel like i have more faith and confidence in asdb in remaining legally an lea agency i don't want what happened to us previously to happen again i don't want to lose any funds so i don't see any reason why we would stop that process and i would like to remain an lea and i would like to permanently maintain that to make sure that our staff our students are all safe and secure our leadership team and bottom line our kids are protected those are my thoughts thank you linda other other comments pv this is pv thank you president nigro i also would like to see the asdb history is pretty interesting and when we found out that we were not an lea that truly changed the direction of the agency and i feel like it caused some issues some barriers and obviously through conversations in officially establishing the lea we must recognize that it's not a one fix all i feel that the lea designation allows us to address things in different ways and to be able to configure how we approach these barriers or issues i think it would be wise of us to support the lea status and to even request potentially considering with legislature to revisit the issue of what supports are necessary for this agency to truly function and thrive as an lea for example we encounter the transportation issue and the cost and the qualifications because we may not be abiding by the law of the previous laws and so i i think we need to give the agency and the superintendent the ability to have these conversations to identify those issues and to present possible solutions or possible approaches with the board for us to consider and to weigh our options in making sure that we minimize the negative impact of the transitional change to a complete lea for years to come as we figure out and learn what it truly means to be an lea and what the legal requirements are what are the fiscal requirements and what are the financial impacts etc and this is linda you're right pv i agree i feel that now that we've come together and we have a committee a group of leader leaders and people within the ade department we have this task force and i think that's when we're able to recognize the different issues and the barriers that we may be facing and now i'm now thinking twice you know you have a really great point we have to come together and talk about what these issues are whether we see them or not and how we can address them thank you linda um i i am i am in support of this idea however my my caution or my hesitation is making sure that we are getting all of the funding that an laa would actually qualify for to be able to address these costs that we have not been used to paying like the transportation like the nursing that type of thing and what is the impact to us if we are not going to be able to get those those funds if we move forward with the lea i i agree that i think it is in the best interest of our students and i do want to support the leadership team in this decision um but i i want to know that i guess we have a backup plan a plan b financially if we aren't going to be eligible for some of these funding resources that other leas are eligible for thank you sue k uh pv this is pv i also would like to respond to you suzuki that this is why my comment is important we have to open the door to allow the opportunity for superintendent and the leadership team to actually engage in dialogue in conversations towards that in finding and identifying all these pieces to the board instead of for example in previous board we were not able to have these conversations until they impacted us i would rather be a more proactive approach in allowing them the opportunity to meet legislature and discuss and identify to provide that kind of support for the next two to five years to really just have a comprehensive solution and to be able to find all the pieces and throughout this process we can hopefully find the funds that we are supposed to receive with the intention for us to be fully labeled as an lea and so for the legislature to actually follow through with their intentions for us to operate as an lea which of course includes financially uh thank you are there are there other comments this is linda yes sir thank you president nigro i do have a question from shaina cooper president superintendent rex prior to this issue with lea how did we receive funds for transportation was that it all is all the funding for transportation is budgeted for within their general fund appropriations and did we previously qualify i know there were two organizations or agencies that we did not qualify for so have we never qualified we've never have no so we were exploring that with the lea status change ms cooper if i could um just clarify that the some of the sending districts do fund transportation currently um and then they seek uh funding through the transportation support level um which is available to school districts is that is that correct that's my understanding correct yes so to the extent that transportation is provided by the districts uh currently um the the funds for that transportation is flowing from ade eventually but by statute that flows from ade to the the transporting district via the tsl um funding source correct and because we're not because of the disparity or the uh uh disparity we'll go with that um between the voucher statute which provides for fifty dollars of transportation per year per student um and the tsl statutes um we're not able to access the tsl funds well correct me if i'm wrong superintendent write me if i understood correctly from ms sterling from the ag's office it was more specific that the tsl funding referenced school district um yeah i think that that's the particular legal reason why we we wouldn't be eligible uh at the present time yes but i i i think it's important for the board to understand that the you know the money is ultimately coming from the state to transport the trial then the state is is currently providing that funding um but they're doing it through the tsl mechanism to the districts themselves um but again because of the statutory regime our agency is not able to use that funding source for that reason yes and that's correct and although we do pay for transportation from the general fund the plus side is we're budgeting for what is i believe 28 30 staff members but we're never fully staffed with those bus drivers so there is a budgetary surplus because i'm i'm assuming that at some point we will be fully staffed but with the national shortage of drivers it kind of helps us in that aspect but if it ever comes to a time where we are fully staffed and we're going to need to find additional staff and the additional monies again that's where it's going to possibly hurt us and eat into as i mentioned the general fund appropriations this is linda just to follow up i'm thinking if we're not considered a school district is there any way that we can change that status is there any opportunity for us and is there a process will we never be what i guess i'm exploring for more information right i think what we would need to do is go back to the legislature next year and and that's one of the things that we would direct you know we we could direct our staff today to come back to us in november with a statutory package that fixes some of the issues that we've identified in the last few months um you know one of those would be the transportation issue um and i don't know what form that would take at this point but the idea would be that there's funding for transportation now that's not new um what would be new is the mec is allowing the mechanism that funds that transportation to be directed to the agency um as opposed to yeah i know that um you know currently we're asking for an amount of money to to increase our general fund appropriation and you know quite frankly that's not a great solution right because that we could be uh our estimate of transportation could be wrong as mrs cooper told us it could be less and we don't you know again not that i'm against getting more money but if we don't need it we don't need it we shouldn't be appropriated it so if it's less that's not a perfect solution if it's more than we're looking into our cash reserves which we may have for other issues as again as ms cooper said when things happen like a half million dollar gas line repair that's needed you know we have that money available to to make those needed repairs so you know to me if we were to ask the legislature to enable us to use or to access those tsl funding mechanism we would get an amount of money that's proportionate with the transportation needs that we're seeing and those transportation needs vary from year to year and likely from semester to semester as students enter and leave the school and i do want to add that it's not just transportation either so you're looking at about 400 000 just for the the related service needs at at this point the nurses um so yes um working on a legislative fix seems to be the most appropriate um method for us at this point yeah i would agree that we need to ask the legislature to somehow um solve that issue um and again in a way that's that's um proportionate with our deed i i don't think it's a good idea to have a general appropriation for what we we want that's that's not a great mechanism we wanted to be able we wanted the funding support that we get to be proportionate with the the needs of the students that we serve um other other other comments uh pv so my understanding of the current situation is do we do we need emotion in order to give superintendent reichman the necessary authority to be able to approach the legislature to have those discussions i feel like if we do proceed with this route then we need to keep it pretty loose we need to not only focus those discussions or that authority on transportation but rather allow for other support services as needed and we may need to delegate that authority for several years to be able to approach legislature first solutions as things arise obviously continuing the conversation with the board but also allowing superintendent reichman to gather the data and then to present us with options and then to be able to have those conversations with the legislator and of course relying on maria murphy and her expertise as well as superintendent rickman okay are there any other comments i mean from do i need to make a motion um i think that we we uh you you can i'd like to make a few comments um myself uh you know and when when i look at it you know we i look at it from the viewpoint of our strategic plan we've you know we spent that time to gather what's important to us and what our agency needs to be successful and how we're going to measure whether or not we're successful and we need autonomy to do that not being an lea robs us of autonomy if we look at our goals in pillar two um you know one there's a question of do we even get access to that data in every case if we're not in la because that data flows back to the sending school districts um that would be a lot harder to to get if we don't get it from every school district um so that's that's even the first point we need to we need to have access to the data before we're able to use it and see what it is um but at the same time we need to be able to have that greater control um to be able to make choices to improve um the you know the quality of education that we provide the students um and to have a better chance at improving their their educational outcomes so you know when we look at finances uh yes this year there were some one-time essar funds um that were at a substantial level you know those are not going to be present in years going forward and if we look at the as we looked in our last meeting or our work study meeting you know the transportation costs and the ancillary services are going to far outweigh any federal funding that we anticipate receiving in the going forward years so we need to to find a way to solve that even if we can't solve that or if we can't solve that in a way that's perfect i still think that the lea is the way for us to go because we need that autonomy even if we have to alter other things in the budget um you know our and that would affect our our pillar four goals um you know but to me uh we really need the autonomy and the ability to uh to make those decisions and have that that level of control that we have now uh if we're going to continue the improvement that the agencies made and continue to execute on the strategic plan you know that said uh we we definitely need to work with the legislature to fix uh the transportation and the ancillary services issues um there are a couple of other ones as well but you know those are the two biggest ones those are the ones that kind of put us upside down financially the transportation issue you know that funding exists anyway it's not a new service that we're deciding to provide um it's just by you know stroke of of accident that we're not able to get that tsl funding that the districts get and i recognize it's not exactly one-to-one because tsl is done by average daily route mileage and some of those children that are you know transported to us now are with you know they're transported with with other students from those sending districts um you know on other routes that are happening anyway so it is not one to one i recognize that i think we should all recognize that um but at the end of the day the you know the transportation funding is is the need is far greater than 50 a year per student and we should we should need a way uh to access that system um it could be a different way and i don't think we have to decide what way is best for us but i think from uh you know from our perspective if we ask the leaders if we one affirm our desire to become an lea for the campus-based schools and two direct the leadership to look through the statutes now and propose to us in november a package of potential changes that would solve some of these issues i think we'd be in a step in the right direction because in november we can come back and approve that package or make changes to it or discuss it uh and then we can send that to the legislature for them to weigh in on what they think and again as we know in the political process anything could happen so you know you don't always get what you want but we can at least be a good position to say we've looked at this thoroughly and these are the changes that we would like to see to make sure that our funding is you know remaining consistent that we're still able to provide all the services that our children need and we're still able to have the autonomy so that we can continue to execute on our strategic plan well said president nico i would definitely second the motion that you propose uh okay well i guess let me formally make it um so i i moved that we affirmed the agency's intent to be classified as an lea for the site-based campuses and to direct the staff to examine the current statutes and regulations and propose proposed changes to the board in the november meeting to resolve the issues that were identified in the the prior work study session seconded this is linda i waited for you okay um all in favor hi uh any opposed uh president i will abstain from this but look forward to continued uh discussions between ad and astv sure um and we have one abstention uh great uh excellent thank you i think that that um you know is going to enable us to go on to the next phase here um but you know again we have to orbit we shouldn't discount that the level that we have to work with ade as well so we're you know again we're happy that you're here and um you know we're happy that you're here as part of this process as we uh kind of transition to to working with the legislature and ade to make sure that we uh you know make this change and are in a position to continue to serve our students well um next item is 7.02 information possible action item ombudsman superintendent rickman yes thank you board president nico so i'm here again to talk about the ombuds person at our most recent board meeting in july up in sedona we all had a discussion about what it is that we should do with the ombuds person position i was tasked to follow up with the one candidate that we had had in virginia who expressed an interest in working with us with the asdv agency as our ombuds person and that's what we did we followed up with the person who had expressed interest in virginia that person then responded with some questions those questions were pertaining to about how many hours of actual service would be provided dollar amount provided to the previous ombuds person and i had told them that three years ago our ombuds person had earned 21 000 over three years which was averaging about seven thousand a year and we had paid the previous on buds person directly we followed up with them again asked if they were interested in setting up a temporary contract with us and we followed up multiple times to no response so we are not exactly sure what that means but as of right now we do not have a contract for an ombudsperson and for those services so just wanted to keep you abreast of that change when i was thinking and preparing about this board meeting and what type of information would be beneficial for you all i decided that you may want to hear some of the information about the numbers and what kinds of complaints how many complaints how those complaints have been resolved and our hr director anita pyatt collected some data for us and she put together a report and when i saw that report i asked her to add that to the board meeting materials for you all i have also asked her if she would come and give you a verbal presentation of that summary data just to give you a general information of those numbers i've asked her also to speak to you about the various resources that our staff has where our concerns are if they have concerns where do they go what does our policy say how we solve these disputes internally and what external resources they have access to so again so that you have a better understanding of what resources are available to our staff members if and when they should have a concern so anita if you're here in the audience our executive director for hr if you would come up good evening board president nigro members of the board superintendent reichman assistant superintendent dr rex and assistant superintendent cooper i appreciate the opportunity and time to provide an overview of the employee relations data and related information as well as options that our staff members have to address their concerns in your board packet you have been provided the data that was collected for fiscal year 2021 which provides the types of complaints and or discipline that was addressed by asdb and or outside federal and state agencies in addition you'll also see a five-year overview of employee relations and different category types currently we have 14 i'm sorry currently we have nine board policies that provide staff members an internal process to report and address their concerns well we have formal processes that address the way our staff members may formalize their concerns they do have the opportunity to bring their concerns in an informal manner and work through resolving those at the lowest possible level before starting the formal process in addition a few of these policies do require an informal conversation with their supervisor or where they're alleging their concerns before submitting that concern through the formal asdb process staff members may contact human resources for guidance advice or assistance in resolving concerns our role is to assist staff members and supervisors by following agency policies and ensuring we are working within the law when a staff member contacts human resources for assistance they fall in one or both of two categories category one would be an informal complaint meaning they come to us looking for options willing to discuss their concerns and looking to resolve that concern during that conversation they had they can choose that route of doing that informally they also have the option of doing that doing their bringing up their concern in a formal manner which is addressed through our asdb policies and so that is that staff members ability to write up those concerns and submit that to their supervisor to have those addressed in addition staff members also have outside state and federal agencies that they can go to to report concerns that they would like addressed currently with our asdb policies we do allow staff members to complain regarding any discrimination in relation to employment law as well as any concerns that they have that are they want to grieve or they have a complaint that they want addressed that does not fall under the employment law arena with outside agencies such as the state and federal level those state and federal agencies provide processes for employees and or applicants to resolve their disputes that allege acts of employment discrimination that are prohibited by equal employment opportunity laws and regulations in other words they believe they've been subjected to unlawful discrimination based on race color religion sex national origin age disability genetic information sexual orientation reprisal for participation in any equal employment opportunity process or opposition to discrimination we do have policies that address those as well internally for asdb one thing i'd like to note staff members are not required to work within asdb if they want to go out to those outside agencies they can go directly to those agencies to report their concerns in the data that i provided when you look at last fiscal year we looked at what types of complaints came in there were 15 informal complaints from staff members who met with human resources to discuss their concerns during those conversations when they were reporting their concerns they had indicated in those conversations that they would reach out to the ombuds person in our process for processing those complaints we would notify the ombudsperson that they may be receiving contact from a staff member regarding their concern out of the 15 cases with the 15 complaints that were made last fiscal year none of those cases resulted in a formal complaint through our internal process through asdb policies or through the state or federal agencies however keep in mind i do not have any data to support that out of those 15 cases those force those four staff members or those four complainants actually reached out to the ombuds person nor do i have any data to support that the onsprez person was contacted without knowledge of human resources being contacted meaning staff members could go directly to the ombuds person if they chose to without contacting human resources out of the 15 complaints were step where staff members are able to address their concerns informally first with human resources like i said they did not lead to outside entities complaints so they weren't filed with outside agencies however in last year's data we did have five complaints that were filed with outside agencies eighty percent of those complaints four out of the five those complainants are already most are already separated from employment with asdb um so they're filed when they're no longer with asdb so it's in some cases we may not know there is a concern or a complaint until after they've left employment or they've been terminated for cause i would like to open it up for any questions that you may have regarding the report and the list of avenues that staff members may have to report complaints this is uk i'm sorry for the echo you guys um i i guess my question is i i understand that they can be referred to policy but are there any let's just call them user friendly tip sheets or flow charts or something to that effect that would be a little bit more visual maybe a little bit easier for the end user to understand the processes that are available to them um i i know that the discussion the larger discussions in relationship to an ombudsman but how easily accessible is the current processes for people to take advantage of so every year we do provide through our safe schools on annual training for our staff members review of those policies so that they're aware they're also in our handbook i think that is a good point that you bring up that we can create those charts or timelines for staff members that would be a visual which would be easier to relate to than the policy language so that's something that we could do to provide to our staff members our policies are available on the website as well as we provide those policies to staff members even when they don't specifically ask for them so my follow-up question is for some of those external resources like the date ombudsman's office and things like that um is that something that we could consider from the board standpoint as an option to not have a contracted ombudsman and would we have to pay for their services should somebody go to them it is my understanding in reviewing the arizona ombudsman citizens aid website any state agency employee can file a claim on that website it does not talk about any agencies paying for those services so it does has a list of agents state agencies where constituents can report can report their concerns to have them addressed with that specific agency and arizona state schools for the deaf and the blind is listed as an agency thank you there any comments can i just ask you a question yeah um so to the point of the arizona arizona state citizens ombudsman's office do we have an understanding of the types of complaints that our previous ombudsman was working on if those are in alignment with the types of complaints that would be submitted to that office or was our previous on budget primarily handling more internal staff complaints as opposed to maybe outside constituent complaints i am only aware of the employee related complaints that the ombuds person handled for asdb i'm not worried of anything i'm not aware of anything outside of that i'm not sure if she provided any reports that would support what type of complaints that she worked on yeah there there were i mean in her reports there um you know so the the the state and once person uh you know is a resource for employees of the agency but uh the unboxing person that we have um did deal with complaints from either just members of the community generally from students and from parents i don't recall any student complaints in buzz person although maybe there was one or two um there were parents i mean you know that would uh go to the um vice person from time to time so those were definitely present uh in her reports and we can go back on on board docs and take a look at them um so but i would you know in terms of my informal survey it's it's primarily employees and parents and to a lesser extent students and to a lesser extent outside members of the community okay if that's linda yes this is linda i just want to i know this is awful i'm sorry i should address everyone before i continue to speak thank you president nigro i just want to raise my hand so quickly just let me pull some thoughts together just a moment as far as an action plan superintendent reichman what are you envisioning are you wanting us to bring in someone temporarily as an ombuds person or is this the task that we're assigned with where are we at with this conversation can you clarify what you're envisioning superintendent reichman here yes i guess the first question would be is the board committed to the idea of having an asdb ombuds person that would be my first question my second question is if the answer is yes that the board is interested in having an asdb on buds person then i would recommend that we actually post for that position as an asdb employee similar to the previous time so if we post this position then we can recruit for candidates and when we we receive that list of candidates the board can start conducting interviews and selecting who would be the most appropriate ombudsperson and then we can do a direct hire now understanding an asdb employee and what that looks like they will be reporting to me so there lies an issue but in reality that employee reports back to the board so that would be the only crux in that situation so my first question is are you committed in the idea of having an employed ombudsperson for the agency other considerations are if we were to hire someone to start working with us that the board requires this individual to develop a data collection plan what type of data are you looking for from the submits person anytime that they are performing any actions for asdb and working with staff this person can then report back to the board with the collected data so every board meeting you would have a report directly from the ombuds person the previous person i reported back to internally that i internally worked with we configured how to establish a survey system a data collection system and what types of reports we would present to the board but unfortunately that did not occur so if you were to ask me today exactly what did that person do during their three-year term i would not be able to have any reference or any evidence so as miss piette mentioned she does not have any data in regards to the ombudsperson's previous position here so those are my thoughts i guess that is the first question is the board committed to having an asdb ombuds person if the answer is yes then i will proceed with the posting and we'll go from there thank you president nigro so sue k i'm sure you're going to laugh i'm pretty sure but i think to answer superintendent regman's request i follow up with the second question i'm sorry i'm not directly answering your question but it seems that on the employee side there are a lot of resources for individuals to initiate some sort of mediation so in my understanding i remember from the previous board discussion there wasn't so much of a concern for employees because they had plenty of resources which was great is are there resources or is there a process for the agency to address for parent grievances or complaints if so who handles that specifically and if no who should handle parent complaints this is a net a specific process for addressing parent complaints i don't believe we have any maria may want to be able to speak to this more but we do have policy for public uh concerns or complaints yes we do have policy in place yeah i believe that we do um because when we did the um budsperson policy we consolidated the seven or eight different complaint policies uh we kind of simplified them and we we did it by constituency so we had one policy for members of the public and we had one for parents one for students and one for employees and two the employees had two two kind of sub rounds this is pv so as a follow-up because this is why i asked the question for employees it seems like we have these resources which is excellent so who would respond or take care of any complaints for the parents or for the public is there anyone in particular correct me if i'm wrong but it's pretty much laid out in the policy so if there's a parent complaint then there are steps that you go through they submit an actual complaint and you go through a process i don't have that policy in front of me apologies this is superintendent reichman and as you can see we don't often get parent complaints so within that question how do parents bring up their complaints i guess we're not sure what the process i'm sure someone is familiar with that but i personally am not but if you're asking me if when parents do contact the ombuds person the previous person i don't think that occurred there's no evidence indicating that any community member had contacted the previous ombuds person i don't believe so i think there was just an asdb employee relation that contacted the ombuds person however again i don't have any evidence stating otherwise so i just have what i have heard at this point this is pv another follow-up so superintendent reichman and the rest of the leadership excuse me leadership team what is your opinion and your perspective in wanting and needing an unboxed person if there are no if there is none then what is the plan for the occurrence if we do receive a community or a parent complaint however it be rare have we ever discussed that do we do a what wait and see what are you envisioning what are you wanting from us the board this is annette we actually have not discussed that and i believe that's the other piece of the elephant that i don't know about anyone else here like to have a response to that the uh in looking at the policies um the the public concerns from the public or complaints of the public have to be filed with the principal director of the particular site uh that's at issue and then there's you know so that that's who deals with that and there's a procedure in the policies to do that um i'm still looking at the at the whether the parent one i think that's very similar but i i'm still trying to grab it now each policy has um kind of a not necessarily a timeline but it kind of explains you know you try to handle things at the lowest level if a parent has a complaint they probably should start with the teacher or whatever the issue is try to solve it there if it doesn't work there then you can take it up and it kind of it's progressive i guess is how i would best describe it and it's it's mostly about communication um there are you know we try to respond within 24 48 hours to any concerns if if it's longer than that it usually makes it up to me a little bit quicker because that's just how we want to do business unofficially you know we want to handle things or at least have a communication or a response within 24 hours but there's a process for complaints this is annette and again parents when they bring up concerns we definitely do not ignore them it never goes unnoticed and i we feel that parent concerns that i have heard about have always almost always have started with the teacher and then they moved up to the principal and then the assistant superintendent before it arrives to my table so once in a while parents will choose to go directly to the board as what has recently happened correct they may have contacted the board and when they directly contact you i as as superintendent take responsibility for that and sending them back to the principal and then we have a meeting a discussion to figure out what to do and then i then take responsibility for following up with the parents and informing them what the next steps are at the same time keeping the board in the loop so that way you know that we are taking the concern seriously and that we are following up with these concerns and so i please know that our principles do follow up they're currently following up today or tomorrow for quick turnaround as quickly as possible so that has been my experience thus far in the five years i have been here as your superintendent and i my belief without any evidence is that we would never ignore any parent concerns we do not take them lightly and any parent concerned for example we had one two weeks ago and it happened to be that the parent included me in the email conversation so i immediately followed up with the assistant superintendent and she followed up with the principal and the principal immediately set up a meeting with that parent with the teacher and so the parent had concerns legitimate concerns to their child's education and relationship with the teacher so and we had two in the last two weeks and i can tell you with that as a matter of fact that we do follow up immediately we take those concerns seriously thank you president nigro superintendent reichman i have a question for you um based on that can i interrupt for just a moment um it may make sense for um a small break at the moment um just for uh for the staff and the interpreting staff to take a break is that okay linda can we let linda finish her statement that she started and then take the break sure that's fine with me thank you so my question for superintendent reichman i hear your comments and the report from miss pyatt and we have all these policies for different groups of folks and that's all well and good do you think that the board needs to consider hiring an ombud on bud's person or not just a direct question do you think that it is that it is necessary or do you feel like it's not necessary with the other options we have if you're asking my opinion i'm happy to share my opinion in my opinion i don't think that we need a designated ombudsperson for asdb but that is my opinion it is your decision as the board thank you i thank you i was leaning towards that but i i wanted to trust your judgment but any other comments i would welcome but my feeling is that we may not need a designated ombudsperson okay let's take a a five minute break and then we will return two minutes all right um i think we are ready to return to our meeting so we were discussing the inbox person policy were there any other any other comments about about the policy itself or any potential action here this is pv i would echo linda's sentiment so she kind of stole my question that i had for superintendent reichman i appreciate you sharing your opinion i think at this point i would follow with that recommendation that at this point we don't need a designated asdb ombuds person we may just want to hold off on that for now okay any other comments i mean uh from you know from my perspective i i think um you know the simplification we did with the complaint procedures um several years ago uh helped um you know i think that you know in trying to recall you know why we had the inputs person policy in the first place and um you know sometimes we'd get kind of like anonymous complaints and we wouldn't really know what to do with them i mean we'd investigated the best that we could but you know without getting more information you know it was hard to do that and we want to make sure that if there is a problem we we discover it and we fix it uh and you know the ombudsperson policy you know kind of helped i i would hope uh sort through that um you know so in terms of you know not having one right now that's that's okay but you know in terms of having that position there so that parents or students or employees could go to that person with you know any kind of issue that they may have as opposed to going to those other procedures directly i think is helpful you know in terms of the board uh you know we we have a board email we're always welcome to receive email uh we we read it um you know we we like to get it but we only meet every other month right so six times a year and you know if there's a if there is an issue then you know that's not the best form to have something raised and dealt with you know immediately um you know the better form is to as dr rex mentioned is to to bring it to the appropriate person usually at a more localized level um to to have it resolved and that it can be resolved more more quickly typically and it can be resolved you know in a in a manner that's that's hopefully uh amenable to all parties uh so again we can we can move on if that's what we so choose i would think that next meeting if we want to decide not to have a blessed person we can remove the ambulance person policies that's okay um you know but for now we can if there's no other objection we can we can just move on to the next point okay here now let's go on to uh 7.03 information and discussion item introduction possible discussion policy bbbd line on board member attendance ms murphy good evening president nigro members of the board superintendent reichman assistant superintendents you have before you the red line bbbd regarding attendance expectations as you recall this was discussed during the july board meeting i believe that the alterations that i have made commemorate that discussion and what the desire of the asdb board was but if anybody has any questions regarding the policy i'm happy to answer those questions at this time uh thank you miss murphy and and you know as uh we discussed up in sedona uh you know as we we go back to in-person uh meetings i think we want to have some sort of uh you know regulation on that again there's a an attendance policy i think if you have to make two meetings then then i have to talk to you or if the president has to talk to you um you know for some for some reason uh you know here i think we we can all make it a commitment to attend at least 50 percent of meetings so that be three meetings per year uh you know as a in person and if you're not able to uh you just have to you know show a good cause or give a good explanation as to as to why that is to the to the board president uh you know so there's some you know kind of standard there i think that um at least to me that that's a good compromise to make sure that we have a good in-person presence uh every meeting um but we're still able to support telephonic participation uh because we you know i think that's important too not everyone's able to meet with us physically every every single meeting i know this is first read so we don't have to take any action but if anyone has any other comments okay thank you ms murphy thank you for your work on that next is 7.07 discussion possible action item work study session dates topics early learning acquisition and agency budget um this is an item uh that uh board member member bove wanted to have a work study session on that she discussed at a recent meeting we did the the doodle poll and it looks like the november date is is a good date for everyone there are two other dates in october i'm not able to make those dates um that doesn't mean we can't have a meeting but but i wouldn't be present at the meeting so if if there are any other objections to that november date i believe that was leticia that's the november 11th i believe which was the november day november 18th i'm sorry um yeah it's on my it's on my phone so let me grab the uh result this is for the work study session yes this is for the work study session so this would be um you know about an hour or two in phoenix at ptsd this is pv i'm not going to be able to make it i actually have another board meeting at that time okay yeah it looked like uh october 14th we only we wouldn't even have a quorum on the 14th um and on the 7th october 7th we'd we'd have two missing board members and we'd have two missing board members on november 18th so it'll be you know they'd be equivalent um so it's november 18th does that work for everyone um then we can we can go ahead and do that now at four o'clock okay four yes four o'clock at uh ptsd in phoenix we'd have telephonic participation as well and again that would be to go over the uh the early learning acquisition um that was this that was uh at the request of board member both okay um i think we do need a motion so i'll i'll move to set a work study session date of november 18th at 4 p.m at ptsd in phoenix on that topic are there any any seconds to that second okay all in favor all right all opposed okay uh then we'll we'll have that work study session uh 801 call to the public call the public for non-agendized items we received three comments in time sue k could you read those comments absolutely so the first one was from an adriana dorsey and the subject is qualified interpreters and her comment is most states allow for qualified chirps i personally know of multiple quotas spouses of death and qualified interpreters living here that can't work professionally as asl terms since they are not certified asdb should try to get that change washington state has a registry of interpreters both certified and qualified in order to become an officially qualified perp you must submit a letter from a deaf person a certified interpreter and or an organization as references this standard is wonderful we have so many skilled interpreters living in our state that would benefit from this change as well as thousands of deaf in the community asdb has such a strong voice that is possible to affect change the second is from alexa sloan and the subject is education and the comments read hello i am a deaf mother of one deaf cobbler and i am here to share my experience and my goal in the future for my daughter i am not sure where would where would i take my daughter to the school she could have access communicate socialize and learn her own language and culture i heard the concern by another that a hearing principle cannot communicate with deaf children and their family and have to order an asl interpreter it isn't a good idea what about our ipod deaf hard of hearing and visually and blind members provide the communication the language the culture education and etc change it and improve to better in the future and will be growing up more opportunities for future deaf hard of hearing and blind students and then our final call to the public for a non-agendized item is from samantha moore and the subject is where is asdb and the comment reads i am a proud alumni of asdb class of 2011.
so it's just that's what happened at the policy meeting um unfortunately like i said the minutes does not reflect what really happened we got into a lengthy discussion on when to reinstate one not three and state but we're running under 164.6 which is a remote policy so right now our dress can be uh business casual we can actually have a board member call in remote if they wanted to right now and that's something i think you guys really should think about as well because what if one of us comes in contact with covid and we have to quarantine we could still participate in the meeting but we can't be here and and that's one other thing that we were that's why we were talking about the audio component because it's going to happen where somebody can't make it what if somebody falls down breaks their hip and they're convalescing it but they still want to participate so that's one of the things that we were talking about when we got into a little discussion but we wanted to bring this back to the board maybe we should actually limit our discussion time thank you president smith who just called to vote who had mr abhijava no it was me miss herod i'm sorry next time i'm looking no it's okay it's okay uh could we just call to vote so the motion on the floor is as listed as you have it in front of you okay if there's any other motion to be made now's the time to do it if not we will move on i think mr smith if you could just reiterate what we're voting on so everybody's clear here and it's okay so right now you're voting on paul uh ea uh ea one which is board accepts the recommendation of the policy committee to reinstate policy zero one six six seven with the following amendments so now you would either choose a reinstate0167 as currently written two public participation portions three minutes for agenda five minutes for uh public portion and changing the limit for board member commons from eight to five or b green state on 167 with one public recognition session and limit a participant during the public participation recognition portion to five minutes for agenda items or any general matters pertinent to the district the limit for board member comments will be changed from eight to five minutes so you'll be either voting as it's listed now you'll either be voting for a or b if there is an amendment to be made i will gladly hear that right mr president yes point point of order just just to clear to our attorney uh if i read robert's rules of order um when we vote we're not supposed to make a comment we are the the time for us to comment is at this point in time so if i want to explain my vote i need to do that now and not when i cast my vote is that is that the correct procedure yeah that's my understanding the emotion is made a motion in a second and then it's time okay good and then it's time for discussion just mr president i just want to explain my vote i'm going to vote for um ea well there's one b that's what i'll be voting for and the reason for that is is twofold um again nobody has been able to tell me when that other three-minute section sections going to be done it could be late at night and i think that opens up for criticism five minutes is is plenty of time i would uh also also on uh board members comments the world evolves every day so if we find out something's not working we come back and we change it so i think if if we don't think it's working right in a couple of months we can always amend that to add back to time so i think it's worth taking a shot i do have other comments about how the public can communicate with us is and i'll get into that at later on i don't think this is appropriate but i will be happy to share that with my colleagues here on the board because i know there's illegal uh issues about how the public can communicate with us remotely after when out of the virtual thing if i i seem to remember you uh advising us a couple of a meeting or so ago about how that process works you just can't um how the public ability to comment what it has certain legal uh restrictions mr president if we're talking about remote remote con i mean that's whole other releases yeah so we're either when we're in person there's different rules that apply then and remotely okay that's all and that concludes my explanation thank you all right yeah i'll just reiterate to everybody uh in my discussions with the school board attorneys as well as kathy hello our representative so i just want everyone to understand that if you take away board member comments um so she asked me to reiterate this to the board and i have done this numerous times but i'll do it again okay our meetings here are meetings in public okay but they are not meetings with the public so basically if you limit board members comments you're taking away the ability for bor for us to discuss um items and things that that are pertinent to the district so i just want everyone to keep that in mind that these are meetings for the board to work and the public comes to the meetings to hear the workings of the board so taking away the boards so they'll be very uh there have to be some clear distinctions uh and i'm gonna have to adhere to the rules uh very strict meaning uh robert's rules state that you're allowed to talk on a co a subject one time so there'll be no as soon as you make your comments on it you're done i'll have to adhere to that um you know so we're kind of uh restricting the board from working in a working meeting that we allow the public to come to and hear about our workings and that's what discussions are are about and that's what comments are about i have no problem if you want to adjust times and things to that effect but i know what will happen whether i'm in the shera and other president's in this chair that will be request to the chair to allow them to make a comment and then the chair has to decide whether they allow the person to make the comment or not and that's a very difficult position to put the chair in so i i i don't know what the purpose of uh but you're asking an elected board member not to be able to make comments on things under commissioner comments i think just sends us down a road that's going to be very difficult to police i don't think we'll get a lot accomplished yes are there things that are are repetitious in our meetings absolutely um i've asked board members consistently about um board me uh committee minutes there each board member has the opportunity to read those minutes they are available to the public at any time they wish uh after we approved them um so reading minutes word for word here is not necessary but we don't abide by that so going forward if you take away public comments or you take away board member comments or you restrict just be aware that it's going to be a very tight procedure that i think the board is not going to like and the public will probably not like so i just thought everyone should remember that because i i never thought of this statement as the um and that was by our school board's attorney john burns who again states board of education meetings are meetings in public but not with the public so as we stated in the beginning we don't have back and forth with the public it's for the opportunity for the board to discuss and the board to give comments so i just want everyone to keep that in mind i have whatever the board wishes to do on any of these things um you know as miss bassford said you know her committee was not asked to do some of these things and to throw it out tonight um is a little unfair um so and a last meeting we were asked to send the chair our feelings on the topic that [Music] that she can't read you know we can't read minds of people so we were asked to send the chair our feelings on it uh so that's what i did um i don't know if all board members did that i know you said you received five but you know we have if we're going to work in the committee structure we have to do it the right way and you know if we wanted to know what other school districts are are doing uh two sessions or one sessions then the committee should know that ahead of time and the administration could have probably gotten some answers on that if it even matters to us i don't know um you know someone said tonight that wayne has three minutes and we have eight minutes or five minutes it doesn't mean this is clifton and we need to make it our policies adhering to what we want to do here in clifton i don't care what other districts do or you know maybe they work for those districts and but you know we want to hear the public and we i think we want the public to hear us and uh restricting those things uh you know we're just looking for trouble and there's going to be you know if we go down that road it's going to be a much stricter running of the meeting i've always allowed board members to give their comments on items there's always been back and forth discussion and i think that's important in order that we all get to the to the bottom of what we wish to accomplish but if we follow our robert's rules you know there's one comment per member per per subject so that's going to limit a lot of discussion on things and i think discussion is what makes things happen we may not see things clearly at one time but after we discuss it or somebody brings something up we have a better understanding of it so i think limiting some of those things is going to be hurtful to the district that's just my opinion but i just wanted everyone to again know what i'm in constant contact with kathy hello and the board attorneys at new jersey school boards uh who give me guidance and advice um and we try to make sure uh and and i'm in i'm in contact with our board attorney so that we make sure that we're doing it right and we get it right and that's uh that's all i want to say on that so if you'd like to make an amendment to this motion we can do that if we like to have a someone move in second this and move on to vote for a or b we can do that um you know the option is yours mr mister we have a procedural question for the attorney please if we reinstate 167 tonight does it have to be two readings or one on the new amendment to the to the by-law [Music] mike mike yes you have a board policy zero one three one that says that revisions to motions i'm sorry revisions to policies can be adopted once it's been um reviewed at a prior board meeting so the answer to that is too can i uh ask for a motion for ea one letter b that board member comments will be you know we change it to just a limit of three minutes okay so you have a motion to move b it's not the change from board member comments from uh the suggested five to three i i will second mr awad's second and by uh mr daley now we will have discussion mr smith under under new new business i'm gonna have it because your point is well taken about the discussion about word business so i want to discuss some communication so on the new board business uh we will have that discussion and i think that's a vehicle which we could use because we're supposed to be doing board business so if we want to do a shout out for a minute or two that's fine but we can discuss any board business that a member brings up under i believe under the new business provision correct so that that may help us with your some of your concerns which i agree with all right mr smith on the floor and second is to uh mr to uh president smith to approve yeah just let me read it and then okay to reinstate 0167 with one public recognition session and a limit of participant during the public participation portion to five minutes for agenda or any other general matters pertinent to the district the limit for board member comments will be changed from eight minutes to now three minutes is the new amendment okay now we're under discussion uh dr danny okay so um listening to everything that you were saying president smith and i know that that puts you in a real awkward position then um to ask but so many times the board members they do go over you know the let's eight minutes and then you know someone will call the time but i i feel that if we are telling the public that you know that's it your three minutes are up you know you have to finish or your five minutes are up then i think we need to be the model and you know too bad so sad if you have something to say as a board member say it next meeting but i really just don't think it's fair that if you are going to tell the public that you sorry your three minutes are up or you know your five minutes are up then i'm sorry whether you have something more to say as a board member too bad you've got three minutes if that's what it is and that's it i mean you can't ramble on and then expect you know the public it just to me to me it just doesn't seem fair it's like well you have to stop but i can continue on no you know what you write it down and then you say it at the next meeting okay that's just what i feel i mean if we're going that way then that's it and we can't put president smith in that predicament to say yes go ahead continue on because then you know what then we should do that for the citizens as well to say and and again i will hold people to it here and if it's three minutes that's it you say i'm done okay and you save your comments for the next meeting because if we do it here and we're rattling on and whatever i don't care how much you say well it's very important and i need to to say i'm not about stifling my whole point is the reason why i thought about you know the board member comments is because we don't adhere to our own rules and we're supposed to be the model so if we say three it's three and that's it okay wrap it up when that one and not like wrap it up in two more minutes okay wrap it up that's it you're gonna get cut off and i will cut you off okay i don't care if i break policy or whatever but you know again if we're holding them to that then that's the same thing we should be held to and if we're gonna break our own rules then we better break it for the citizens and that's all i want to say okay any other discussion on the motion seeing none roll call please mr abedrabo i'm sorry this is for b right this is for ea 01b with a cap of boy member comments of three there's a lot of talk i just want to make sure yes mr awad yes miss bashford no mr konova no mr dailey dr danny yes vice president casper yes president smith yes motion carries all right now we're going to move to uh ea2 through ea 9.
i cannot emphasize how blessing ascb is for me as a deaf student the access asl to the education resources community students activities you name it creating memories personal cultural growth and education and employment opportunities and so much more asdb has opened many doors for me and will continue to do so however i have some concerns for the future deaf and blind students at asdb recently someone i personally know was visiting ascb with their child who is deaf the principal could not communicate themselves with the deaf family and had to call in an asl interpreter what is this how embarrassing another story a deaf parent brought two deaf child to asdb and they were automatically referred to a mainstream school to be evaluated why cannot asdb do this themselves and they should know how to evaluate a deaf student asdb has a big campus why not utilize them for evaluations etc also why is asdb continuing to hire hearing teachers staff and faculty arizona has hundreds thousands of other schools for those hearing teachers staff and faculty members where are our our bypass and visually impaired blind board members teachers staff who can provide direct communication language culture and more to our future current dot and bbi students i want to add that some people have come to me with concerns that ascb current standing actions can lead to audism meaning pushing aside deaf and blind people who have the abilities to do what these hearing non-disabled asdb teachers staff and faculties are currently doing asdb is not representing the staff and bvi communities if they continue to hire continue to hiring individuals who have no affliction with both communities uh thank you sue k next we have 802 discussion possible action item agenda items to the next regular board meeting scheduled for november 4th 2021 in phoenix are there any particular items the board members would like to see on the agenda i know we talked about it before but we will need to see the lea statutory package at that meeting anything else no okay um then we can go to 9.01 action item adjournment this is lynn um great uh thank you everyone uh so nice to see everyone in person uh be back in tucson um thank you again to the the media staff uh for producing this um i know it's a bit different than our normal meetings but we're getting written close uh so again thank you uh for the board members your time and for the staff for your time and being with us tonight thank you everybody have a good night thank you

found the light at the end of the tunnel i wish everybody well and have a great evening thank you mr awad let's make sure i'm going in order uh miss bassford yes mr smith just a reminder we have to go back to discuss the minutes we didn't vote on them we put them off oh yeah right okay do we have that ready yeah we'll do that next all right so good luck to everybody to a good school start um driving around and just seeing the devastation this week it's been horrendous a lot of people have suffered physically and and financially and their homes are are unrepairable so and if anybody needs help uh we you know we're helping anybody we can um it's good to see the many people in clifton to step up um i have to say condolences to the chem teacher bill smith rest in peace uh the other thing i want to focus on is on saturday september 11th at 6 00 p.m uh is a reflect remember and honor the 9 11 victims the nine from clifton uh it's a community event how it started was because some of us had a discussion on facebook in an open forum and there was not one at night so from a challenge from former drama teacher miss eisenmanger she challenged me to be meet her at the memorial at 9 11 and remember the nine from clifton and it has morphed since then this year is the 20th anniversary so everybody in the community is invited it is a community event uh each bio is read out loud of each person people from the community actually speak about those people they tell stories it's very it's a very nice gathering so you're all invited uh we did secure a mic and an amp so everybody will be able to hear and people come and read poems they say prayers in different languages it's really a very nice event so everybody in clifton at six o'clock september 11th it is the memorial from 9 11 right across from the hot bagels abroad parking lot we're very close to the street so we needed a mic so people can hear what everybody's saying it's it's a wonderful event and everybody's invited uh we we do it every year uh mrs einstein is no longer here she's in florida but we will live stream so she could participate via technology so thank you very much and um to all the teachers staff paraprofessionals the custodial staff administration to to dr robitazi i hope the year gets better it's been a trying couple of days but you guys have always stepped up to the plate and and um i have to thank you from a co-worker that is a parent at school 16.
she said the communication has nothing been nothing but superb she lost a lot of stuff in her home and she said that the sense of community has really helped her from that group and she thanks you very much so good night everyone and mr smith i'm just going to run to the ladies room thank you miss beltran uh had a prior commitment this evening so she's not here to give her comments so we'll move on to mr canova uh good evening so first i just want to take a minute to talk about you know obviously we had a storm that was very detrimental to not only our district but also homes in the area and uh you know miss mistova fell there when she came up said it herself that um sometimes thanks is needed and in this case i think really it just shows how the community came together i mean always an issue will arise but it's always how you deal with it and how you handle it that shows who you are and really what you're all about and from what i saw on facebook people helping in and pitching it to help each other to pump out water bringing things to people's house delivering food to other individuals i saw in my neighborhood a lot of those things going on that was the above and beyond that makes clifton great um so i was i was really proud to see that and amazed to see it and one of the groups of individuals here that did go above and beyond were obviously our custodial staff um they stayed in those buildings and they put sandbags were needed and and they pumped out water and did whatever needed needed to be done um and and i really commend them for that and i thank them for that that's why a lot of our schools are open now um and that's how kids are are able to get back to school so i thank you and i appreciate that um the the the parent who came up and talked about backpacks i've never heard of a requirement i know they allow rolling backpacks at our school and they allow different colors and sort of uh flavors of backpacks and i always like that because the students can express themselves in that way so i've never heard of any mandate or any policy that we have about backpacks so i just questioned the administration on that um i have heard some issues about durability of them there are at least two parents that came to me and said the book bags broke and they had to get secondary replacements so i'm not sure about that um as for any of the of uh of the requirements that are here a lot of that gets pushed down from from the governor or any mandates so that's really the the meetings you should be at and advocating for however you see fit um as danny has said many times we just enforce the rules that are set forth and uh the last thing you're the kids are back in school finally my i know my kids are very happy uh they had a good first and second day very excited to be back with friends and i just wish everyone good luck in this year thank you thank you uh next is mr daley uh thank you mr president um i'm going to tie myself try to be very brief first of all thanks for all the speakers for coming up uh welcome back to everyone um i believe this coming year to be challenging hopefully not as challenging as the past year but i do expect many challenges this year again uh on saturday is the 20th anniversary at 9 11.
that's something who we were all around at that time we'll something we'll never forget and and binds us in a very community way about supporting freedom and the right to speak i ask everybody to support these activities of the students both athletic and in the arts so please turn out when those uh are out there congratulations to the football team on their win but you could need to support all our teams and we i know that the team members very much appreciate anybody who turns out for their games the comment about rendezvir a personal experience with that my son may not be alive today if it wasn't for red deserve so that is a factual statement not a science statement so thank you for that and with that i will conclude my comments have a great day and a minute and a half okay dr danny okay so i just want to say um thank you to the speakers and welcome back to everybody in the district i hope that it's going to be a good year for everyone i hope that we can maintain the in person and i think that's really important for you know the social emotional well-being of you know staff students administration everyone just you know to try to get back to some sort of normalcy i did walk around in my neighborhood and saw a lot of those affected by storm ida and i just felt you know it was so gut-wrenching um reading the things on facebook was gut-wrenching as well um i do want to say you know a great thank you to those who helped and those who during the storm risked their lives to help others who needed help during the storm hearing those stories as well and that's all i have for my comments thank you uh mr abu drabo thank you mr smith and i'll try not to be repetitive mr um through you president smith to the superintendent if you can just um let us know what this whole book bag thing is at the middle school so maybe you know if not if you can let us know whatever the public asked about uh second thing is i'm sorry we couldn't hear any of that sorry can hear me now good um if you can through mr smith to the superintendent i don't know what the public mr franziak was asking about the book bag in the middle school so if you need to clarify or let us know what that is about um and yes dr robert thosey a lot of parents want to thank you for your communication with school 16.
it's been phenomenal a lot of my neighbors and my daughter's friends have been um applauding the activity of communication um i know there are some people and again i have not answered them on this because that's not my place to administration's place but if you can also clarify on the contingency plan beyond remote if we do need another location if that's feasible and what would that look like if needed let's see st peters uh st peter saving gala is a reminder 35th anniversary on september 17th and 5 30 to 9 30 at the brownstone tickets can be purchased the palestinian community center is having on september 18th at 2 p.m uh their pac day at school 11 debates transparency regime and fascism that's what i heard today right first of all we can't do debates we are the board of ed while we have individual um [Music] um party affiliation should i say that does not come to the board of ed um transparency in committee i don't know what that is is exactly maybe you can reach out to the superintendent's office or to president smith as well so we can get a better clarification um in a few and if there's an issue with a certain elected official whether it's a governor whether it's the president i think you should reach out to their offices so they understand your ideology of fascism to them uh um smith i've been asking for a couple things um [Music] has facilities uh this is a two-parter has facilities look at the issues did you forward this to the chair of facilities regarding the issues i still haven't heard about that and i still haven't heard about the school of recommendations for the parking from the public that was discussed two or three meetings ago i think so that's about a month and a half now i have not heard about that and also i know there was a complaint about board members emailing in terms of what their thoughts were are common about it um their policy so they knew how the vote was going to happen today um we need to do a better job as chairs in our own committees in reaching out to our fellow colleagues who are not on certain committees to get some feedback on what the thoughts are particularly when they get the agenda while it's the night before the morning of this way we don't have this back and forth and sending back certain things to certain committees and wasting time three meetings now um which this could have been done a while ago so we need to be a little more cognizant of what our of how we're communicating with our colleagues we want to talk about true transparency uh with all um [Music] let's see and do i believe in science yes i do i believe in science and the medical field um in many aspects and as mr as mr daley said frozen for our science and the medical field um which go hand in hand many of us would i think either not be here or have loved the ones who are not here either so i i thank the science in the medical field and also truly to a little shout out to mr beagle who has really i think has been uh jb has really been an asset to this district uh to this city in particular um in in really identifying and guiding us um through the pandemic and on that note i don't have anything else but the bucks game is on tonight so we can move this a little bit so i can get home thanks appreciate it vice president casper uh yes welcome back to a new school year everybody it might be a little bit tumultuous right now but we are here and schools are open thank goodness i'm happy to see that everybody is back you can tell that school is now open because on my way to school there's lots of traffic so welcome back everybody i know my students are excited to be back as well and everybody is masked and we're ready to go i'd also like uh to ask everyone to help participate in in events for 9 11 so we can continue to remember all of those that have perished on a a tragic day as uh 9 11.
um and please continue everyone to come up to the mic and express your thoughts and feelings to us so we know how to better fix or and better help our community thank you have a good evening everybody thank you i just wanted to give a shout out to mr uc and your department if everyone didn't know on ea 4 we received an award of the asbo international certificate of excellence in financial reporting for our fiscal year of 2020 uh sounds like a bunch of words but it's a tremendous uh honor and a tremendous uh amount of work to be able to get that um i believe it was the first it was the first year they were doing this type of award right um and uh just a tremendous uh uh it just shows the tremendous job that you and your office are doing in making sure that our financials are fully exposed and transparent to to everyone and that your level of your financial reporting is at top notch and [Music] we all knew that but seeing it come from from an organization that awards this you should be very proud of your accomplishments and your your entire department for that school uh superintendent uh you know you you always try to support your superintendent and uh but dr robertosi makes it very easy to be able to support um having four kids of his own i know that we have someone in charge who truly cares about kids and i know that if we had a spare building in our back pocket that we could have moved students from school 16 to i'm sure that dr robertosi and the administration would have been on that in a heartbeat his dedication to the district to the kids to the parents um it was a horrible situation and i think you did a tremendous job of making the best of a horrible situation uh so to you and your entire staff um ms kuzelevich mr uh gengaro and mr doctor uh all of you that worked so hard to make this opening of the school year the best that it could be under the circumstances who would have ever thought a once-in-a-lifetime flood would have impacted our opening of this school year i don't think any of us could have ever predicted that or wanted to predict that but your handling of getting this district on track of opening all schools on time except for school 16 and with the damage to school 16 and being one month away of having kids back into that school you the staff the custodial staff the maintenance staff i know that they were there long hours the weekend holidays because we care about kids and our administrators and our employees care about kids and uh to say anything other than accolades for the great job that you did um and again uh we we try to support our superintendent but he makes it very easy to do and uh his line of communication let me tell you before he got here parents wouldn't have had that line of communication he achieved that and made that happen in his first year here so accolades to your entire administration on a great job my thoughts and prayers continue to go out to all the families that have been affected by the horrible flood truly any way the district can help we are doing we're asking families to contribute as mr lama said to contribute and help those that are in need and this district this town has always come together when people are in need and i'm so thankful and grateful to be part of a town that does that and i thank you all that have donated and that can continue to donate to help these people through a very horrible time to the teachers staff of all the school buildings i wish you a a great school year successful school year of educating our kids of being here for kids and making uh excellence in education our number one theme here in clifton so best wishes to all of you to all those in the jewish faith i wish my greetings for happy holidays and as mr daley said we're coming on the 20th anniversary of 9 11.
um 20 years ago a terrible day we all try to they ask you to remember what you were doing on that day um it just when i look back on it and i was watching some shows the other night on it you just can't imagine that that ever happened it's almost as if it was a fictitious event made up that you couldn't believe that that could possibly happen in in our country but i'm glad that we have learned a lot from it we've come together and we've made uh corrections to that so that those type of events can never happen again um so thoughts and prayers are with all the families that are affected uh through 9 11 and this entire country to board members um i've developed a district calendar that will be coming out for committee meetings so mr abu drabba this should help with you as well for your concerns are very well taken that board members you'll be able to look at a visual calendar and see what committees are meeting on that particular day so that if you have any input to the committee if you're not part of that committee you could send that to the chair so that they could discuss it at the committee and then follow up with that committee chair after it was over you know did you talk about these items i'm following up on it so i think it will give us a better um uh transparency of getting all them board members acclimated um and i'm going to ask as i did to dr robertosi just now i'm going to ask administration um we don't need to to force minutes through um i know our intent was to have minutes available for tonight but we want to make sure that we have the right minutes and the proper minutes available so going forward if we don't have it for this meeting we'll read it on the next meeting but we want to make sure that we have it right so um i know administration will will take care of that and um that's all i have for now um so we are going to i'm sorry um my suggestion um is to give administration time to clean up those policy minutes that we table that for now and uh we'll bring it back the next meeting and vote on that is that okay with everybody okay mr smith just for clarification was it the policy minutes or the minutes of last month's board there was a there was a reading of the policy committee minutes and then there was a whole discussion we had a 45 minute discussion on 164 and 167 which ensued this meeting last night that's what not the minutes of the policy committee no no no when you usually report minutes to the the board you put that you put dana's minutes in from facilities and then there was a discussion who asked questions from the whole board there was nothing mentioned about the whole policy thing that we went through for 45 minutes i'm still not i'm still not getting it what my question mrs basford is the minutes from the board meeting last month or the minutes from the policy committee meeting we had yesterday the minutes from the board meeting okay that's okay that's that's what i wanted to make sure and then the open discussion was 45 minutes after the discuss after the minutes read to the whole board and that's missing out of the minutes i know you're going to have a gotcha but i believe mr uc did have that in there and found that information in there i think we looked in the wrong place i mean we do not have to vote on this now we we can wait till next meeting that the the place where i'm talking where dr robertos is talking was right right after the ea 4 expression of condolences i have maybe i mean if you want it more specific that's completely fine um but that's where the language was right but there was a report from the policy committee that's not documented in the minutes okay sorry no no it's okay all right so we'll we'll get those uh we'll get that cleaned up and uh we'll bring it back to the board next meeting uh if there's no objection okay oh i'm sorry that's okay no problem we got a lot going on but i guess i gotta let our superintendent talk dr robitosi and and and perhaps in the future if the policy is gonna change where the board members are gonna speak at the end i think perhaps the superintendent should probably speak in the beginning or maybe during presentations or something just i think everybody's tired by this point um so just a couple things first of all thank mr smith thank you for those kind words um i really do appreciate that the the truth is this though i'm i'm leading but uh it was all those people on the front line i really have to thank the our custodial and maintenance team members who worked all weekend and the holidays to get these schools ready after really no other word but the devastation of this storm my executive team i can tell you that mr gengara was ripping out carpets on tuesday afternoon he would never tell you that but i know that the assistant superintendent of the district was ripping out carpets in schools that were flooded to get them ready for kids to come back so that's the kind of people that i get to work with and i started the year every school year we have our administrators retreat before school starts and i always start with a quote and this year's quote was by john maxwell and it was that the pessimist complains about the wind the optimist expects it to change and the leader adjusts the sales and i never knew that at the very beginning of the school year i'd be adjusting the sales as we had to adjust them uh this year so i'm merely adjusting the sales while everybody else is doing the hard work so i want to thank all those on the front line doing the front work doing the doing the real hard work i want to welcome back all of our faculty and staff members to the 2021 22 school year it it is just so great having kids backs um so many teachers have emailed me that it's just great to see our buildings full again masks or not they're happy to see the kids and our children need to be in school and they're happy to be in school so welcome everybody back i gave an update on school 16 earlier i'm not going to do that again but i do want to remind everyone that about half of our schools are still under a boil water advisory um and while that does impact our city it really will not impact the operations in our schools we do have emergency water available we did receive two pallets cases of of water each from the city of clifton through the passage water valley commission pomptonian has extra water for so we'll we will have bottled water pontonian has procedures in place to deal with any type of boil water advisory so i don't want anybody to worry about that impacting our schools on august 18th we stood out here and we gave a presentation on what covert was going to be like this school year and i think i said maybe five or six times that night whatever we say tonight may change tomorrow and and some things did but one of the most important changes that occurred that i want to make sure the board is is aware of and it's it's actually a it's a game changer as far as i'm concerned was the new jersey department of of health based on cdc guidance changed the the definitions of who needs to quarantine uh if they're close contact so so on august 18th the rule was if you are a close contact of someone infected with covet 19 that means you spend 15 or more minutes with a infected person over over a 24-hour period that you would have to quarantine that has now changed that in k-12 settings if the close contact was wearing a mask they are not required to quarantine and why i say that's a game changer is because we we won't have any situations if every student is wearing a mask correctly and every staff member is wearing a mask correctly as as i'm not while i'm speaking and someone in the class does test positive we don't have to quarantine a whole class we don't have to quarantine anyone now we are still i assure the board and our community we're still going to notify parents of any positive cases and in full transparency we have a covet dashboard on our website that was reset and we're starting to count cases for the new year so parents will be notified the only place that we do have a have a concern where we might have to quarantine people is in the cafeteria when students are wearing masks and they're eating lunch and under those circumstances we have seating charts we have the ability to contact trace to identify those cases i just want to address the the book bag policy for lack of a better word people use the word policy but um in in our world the board policy is something that the board passes the the book bag uh rule was is more of a regulation that that goes along with the student handbook and is under the superintendent's purview and over the summer the middle school principals met several times the plan for the year and they were trying to find a way to minimize locker use they were concerned about students crowding around at their lockers in between classes and and congestion in the hallways they consulted with the content supervisors to determine what did students actually need to carry in between classes and a plan was put in place to purchase each student a sling backpack which would you know hold their chromebook and just the the things that they needed after the first day of school the principals realized that it it wasn't working it took one day to realize that that didn't work and um rescinded that regulation and now students can bring their own backpacks to school but we still aren't not and have never been permitted those large at the middle school level the elementary school's a little different the middle school level high school level you can't have students walking around with a suitcase type backpack just because of the congestion the amount of students there's no place to store it in the classroom people are tripping people are falling it really is a safety issue sounds might sound silly but it really has the potential to be a safety issue so that was the back back uh issue that that was discussed um and um two final things there are a lot of people in our community still suffering and that need assistance i don't imagine that many of them are sitting home watching a board meeting tonight but for those people who are and you know somebody that needs help please contact any single one of us please contact the school a principal a teacher and we will get the resources necessary to those people whether or not there are students there they're if they're a human being that we can help we will go out of our way to help them and at least point them in the right direction and get them services through all of the great people who are doing amazing work in the city of clifton to help our residents and finally um i can't believe it's 20 years since 9 11 i was teaching u.s history to 10th graders when the first plane hit the towers and i spent that whole day trying to calm the nerves of high school students while i was scared to death myself and i can't believe that that's 20 years ago and all i would ask is that everyone just on on saturday you just pause and you remember pause and remember all the things that have happened since then and and those people who passed away that day thank you very much mr smith okay so the board is going to meet an executive session we have uh some contract matters i don't believe this will take us very long so we'll probably conservatively be back in 20 minutes action will be taken or may be taken um when we conclude uh so um do i have a motion to move to executive session motion second by mr abhijava second by mr awad roll call please mr abu drabo yes mr wade yes miss basford yep mr canova yes mr daley yes dr danny vice president casper yes president smith yes um again mr vice president casper and dr danny if you'd uh hold the forward here and we'll be right back out i'm stealing all the sandwiches [Music] mr casper and dr danny please report to the board meeting mr casper and dr danny please report to the board meeting mr casper and dr danny please report to the board meeting oh here they come under new business could we have a board meeting outside around hey not a bad idea if we put a tenth up then we wouldn't have to wear masks put a tent might get better uh mr mecca are we back okay uh the board uh met an executive session to discuss uh contract matters before we go into those i was remiss of not doing new business so i will go back to new business is there any board member that has any new business mr daley yeah i have two items and i just want to open the discussion i don't expect to have anything settled but one is on communications and uh and recognitions in the agenda it's item seven uh i've been here 13 years i've never had we've never had one publication of any sort on there that i can remember uh but it goes to uh what i want to speak to about is it goes to public uh input to the board and um i know there's different rules under the virtuals versus the regular board meeting policies that the state has set up uh i just had a thought and i would like the board members to ponder on it one suggestion i might want to have if somebody sends us a letter or or something um if it could be included as an attachment in that area uh certainly the the sender has to know that we received it number one number two it may or may not be responded to i don't think we should read the communications but it's terms of the public communicating with board members that could be another avenue that and you know i i do want to just raise the issue now and then we can discuss the pros and cons at another time but i thought that would be a possible vehicle to so somebody can write us a 20 page letter they don't have to worry about five minutes three minutes two minutes uh they can express themselves as little as or or as least that they want again there has to be a caveat whoever writes to us [Music] and that would be an attachment just for our information or perusal that could be my thought behind that process the second thing i would like to also raise is the issue of our dais and whether we're meeting here or back in in the uh board offices certainly i think this this setup here is quite imposing it it's not friendly it looks like you know seeing out of the twilight zone and the judges are up on the dais and you're looking down on somebody it's you know we're so far apart and it's not because it's cold because there's a ton of room here so uh one of my suggestion was if we're going to have our board meetings in this room we can have a short platform in the what they call the orchestra pit out here and make it a little bit more not imposing because if you look the long view is is the optics are terrible so we we need to get into that as a board and decide how we want to present ourselves whether it's in here or at the uh at the board offices so i just want to throw that out there uh if anybody wants a comment fine but i think that's further discussion for another meeting so that's my two issues of new business i'd like to take forward mr smith yes i'd like two things i agree with you mr um daily because before when one of the members come in the assistant ba didn't realize the time because he can't look up and see over here so yeah i think we should all be across because it brings us up to a demagogue type of thing and i don't think it's right we should be down with on the same level as everyone the second thing is um with that with you talking about communication i also want to bring up the the automatic response i know delise you had sent me something but that's not my purview to review it so if we can bring that when we discuss that bring that item into your um that about the automatic response for emails to the public so when somebody emails us they get a nice response that you know you your email has been received the lease wrote this really beautiful passage so i think everybody should be shared and then if we want to amend it then we can just work on that thank you uh mr uh usi if you could put on the agenda for facilities um mr daley's suggestion on looking in talking about uh um board meeting room back at six or uh here and uh adjustments to the days so we can put it on the next facility's agenda of course as well as if you could pull the pull the minutes and make sure that mr uh abdrabo's items that he asked for facilities to discuss make sure that that's on the agenda as well or find out from him what they were so mr mr president also on on the issue of the public communication can we put that under unfinished business for the next board meeting in other words to have a continuing discussion of how we want to handle that thank you all right any other new business yeah mr president i have one yes mr canova there was there was an item brought up about agendas at the last meeting and who would send them out and would it be to the full board when we meet in subcommittees are we doing that are we sending out agendas prior to the subcommittee group meeting to everyone is that something we want to do uh committee meetings uh sending out so for example let's say facilities met and there was there were three items on there is it advantageous for us to send that out to a whole group to let them know these are the three items that are being discussed so in case you have any feedback to give feedback or in case you have any other topics that you want to add to this to add to the for that committee to evaluate oh so the full board doesn't get it now no okay so i think that's pretty easy so if administration could send the agendas of all committee meetings out to the entire board i think that's a pretty easy mr smith that was the discussion that was missing on the minutes and um i know that um i got an email from one commission that they were upset they didn't get the agenda but that's not i don't make the agendas uh administration makes the agendas and policy policy goes last minute because it depends on we get the updates from strauss dismay so if we send it out to the board it's going to be on the administrator that actually facilitates our meeting so i know it's mr ross and policy i don't know uh it's mr uc for facilities whoever's responsible but they have to send it to the whole board so this way there's no miscommunication i didn't look at that email the other day it was a holiday when you sent it out when mr ross sent it out it was my fault because i should have went in and clicked the addresses to see who was addressed i thought it sent was sent to the whole board yesterday when i was reviewing everything before the meeting i saw it and i was like oh god could you send this out so if it's it's got we i guess we're going to have some hiccups along the way but until we get into the right rhythm it'll work then it's interesting i think that's a pretty easy thing to do the administration could do to make sure that all the board gets the agendas and like i said with the district calendar i think that's going to help as well because you'll know when those meetings are coming we tried to set committees on a consistency schedule so everyone knows that education meets on the second thursday of the month so just to have some consistency so board members know when there's a there's a committee meeting coming for that particular committee um so i think that will help as well so administration i'm sure we could we could work something out with that anyone else anything new business yeah yeah anything else new business okay so the board didn't meet an executive session to discuss contract matters and miss gutierrez would you uh so the items that are up for review now for for board vote are um ea ea ii ratification of memorandum of agreement with clifton custodial association for 2021 to 2024 and ea 3 ratification of sidebar agreement with clifton educators association for 2020 2024.
do we have a motion any objection to move them as a group oh yeah okay um do i have a motion to uh approve by miss basford second by vice president casper that was mrs bathsford mr statesman okay i said you seconded it any well there's no discussion right uh roll call please mr awad yes mr canova yes mr daley yes dr danny yes vice president casper yes president smith yes okay motion to adjourn excuse me you didn't ask me oh all right i completely apologize mrs password all right motion to adjourn by vice president casper second by mr awad no objection meaning is adjourned thank you everybody we got out before you

they had a 102 yard pick six like donovan's showtime swayze amazing play by him so clifton's wanting out let's see if they can extend their record to heisen back to 2-000 the kick for the mustangs the lead my goodness and that's how you start this season a kick return by donovan's lazy take it back for six 12 seconds in my goodness what a play let's go baby let's go and clifton takes a six-nothing lead for 12 seconds in unbelievable decide with the kick the kick is up and it is through look it takes a seven nothing lead [Applause] who else really got that touchdown other than showtime swayze ladies and gentlemen my goodness what a way to start the crowd going crazy the fan play so much more different than last year well this golden 19 pandemic stuff going on but now the energy and the crowd is back and it's a great way to start the season [Applause] as you heard they're possibly from mr lassler it was an 81-yard kickoff return by donovan showtime swayze excellent play let's see what happens here clifton going to kick off now to hackensack the comets we didn't even need the offense on the field there for that touchdown oh man electric already to start the season and there's the kick off a very high one falls in about the 13-yard line he touches the ball it's on the ground it's a fumble he picks it up it flips against the hate and it looks like hacking stack still holds on [Applause] oh man he touched the ball and hooked him with a pick that up it would have been their possession and it looks like hackensack recovered and on comes the mighty mustangs defense [Applause] [Music] and on comes the comments offense starting quarterback number 16 matt polaris he heads under center moves back okay ref pulls the whistle one receiver lined up on the left tight end splits out wide one man in the backfield shotgun foundation clifton looks like they put a little bit of press on hands off goes and they get the tackle and a hard hit there gets maybe a gain of two and it'll be second and eight second [Applause] that's number 12 adrian king ball snap handoff goes gets a gain of a few and he's brought down past the 25 at about the 27th now it's third down i believe around three yards third and about three quarterback under center hands off to the full back he pushes forward and falls let's see where they place it was it first down or is it fourth and maybe a few let's see [Music] let's see they have the ball down they're bringing out the st they're bringing out to see if they're measuring let's see if it's a first down or not rest places it down and it is a first down just by about so it's first and ten at about the 32 yard line here we go they come out of the huddle number six elijah [Music] [Applause] crowd cheering for them clifton has a lot in the box down there they do go with the handoff he makes a nice move and he falls forward about the 37.
hey let's drive to shop here yes right here um oh let's go go go oh hey come here [Music] good [Music] to evening here at the columbia multi-purpose field we've got first responders night we've got highlighter night it looks like out in the student section and it's good to be back here at home and try to get it on the on the wind train here and see if we can get something rolling here for this season that's early here we've got the columbia eagles and the explorers of alton marquette both teams exploring for their first victory yes they are uh columbia coming off that last week waterloo loss not a very good uh score that columbia fans would like to see but you got you got to put that behind us and you got to move on to the next week that's the good thing about sports you get to hop off that loss last week you got a new night ahead of you here a beautiful night we're finally getting fall feel in the air last week or last time we were up here is 110 i think maybe that's a little bit high but it's got fall feel in the air you got sun starting to set right now and it's starting to feel like a good a good fall night for friday night football and i'm pretty excited hopefully we got a night here we can get a victory on on under our belt yeah i'm hoping so and you know these coaches they're they're not very used to being down at a 0-2 start so look forward to for these coaches to pump up a lot of these kids and um hopefully columbia will come out with a little more fire tonight fire's what we need we were just watching the guys here in pre-game and uh we saw something that didn't look too fire-ish to us and i don't know a lot of walking around yeah a lot of walking around so hopefully they've got about 20 minutes to get it figured out but a little bit of a shaky start for the eagles this year like jared said not used to being in this position it's first time we've been owen two since uh 2005 season where we finished the final record of three and five so uh not something we're used to doing coach horner not something he's used to doing last night when we talked in the uh holton meets coach's corner it was kind of tough for him to you know he was trying to find out what he wanted to say and it was just it was tough and it was an odd feeling and not something that we're used to and hopefully we don't have to be used to it but shaky starts or not you got to persevere and power through tonight yeah definitely and this program is so used to to just the w's every every week and every year and i think coach warner and coach germain have the right game plan and they'll have these guys ready tonight because that's what that's what all these columbia fans are hoping for so i think we'll be ready well it's easy for us to talk up here in the aces wild pregame show but you know they're gonna have to get it done here tonight and a little bit about last week coming off the 49-6 loss it's the largest lost deficit that the eagles have had and it comes at the six points is the fewest we've scored since the 2009 season we played central here at home um 16-6 a complete mud bowl and columbia you can see they're only at 234 yards of offense giving up 389 yards so you look at it though vaguely 17 for 29 156 yards the one pick that was a pick six early in the game and uh but it scores that touchdown for the 31-yarder to meghanson meganson leads with yardage four receptions for 60 yards missler reads with receptions six for 47.
