either way we were over that number yes 815 or 900. yes uh mr white you uh had a question yeah thank you yeah i'm just wondering so this is my second summer on the board really looking at these numbers uh does the summer tend to run high or is this an indication of we're right back where we were for the past 12 or 24 months running high on everything the the summer actually can run a little bit higher because when first of all you know last year coming off of covid yeah we were anticipating a rougher summer and then when teachers don't you know have school every day they try and schedule um you know simple procedures over the summer so sure you know we're hopeful that uh september again you know the we didn't just uh magically come up with nine hundred thousand this is uh a number that was given to us through our consultants so we're hopeful that it'll you know kind of come back down okay thank you but yeah there is a trend higher in the summer okay yeah thank you um are there any other comments on medical benefit trust report okay um i know we've discussed that ad nauseam over the last what 18 months about how we could perhaps better project our expenses or but uh so as of right now what's the status quo uh that being correct that is okay thank you um that concludes um my report on finance and now i will uh go into um policy so on policy met on tuesday is that right tuesday last night oh that was last night wow okay and so uh we reviewed um several policies as we would at a policy subcommittee meeting um uh so first um was uh policy number uh 4118.11 4218.11 nondiscrimination in that policy there was a change per statute this policy deals with non-discrimination equal employment opportunities and in there was let me just make sure one paragraph was added to the policy per statute defining race says race quote is inclusive of ethnic traits historically associated with race including but not limited to hair texture and protective hair styles protective hair styles in quotes includes but it's not limited to wigs head wraps and hairstyles such as individual braids cornrows blocks twists bantu knots afros and afro puffs um so after considering that paragraph the policy committee moved to a first reading of this policy to the full board and for consideration by the public which will be on our website um and then um we moved on to a second reading of policy number 4000.1 slash 5145.44 personnel certified non-certified title 9 and students title 9.

so uh this is the the uh draft that we have before us um kathy rizzo has her hand up uh i just want to mention that there's a e missing from the first therefore clause well yeah therefore well this is a pdf file oh okay i will have that corrected um and the other thing i want to say that um we can't underestimate the amount of political power card members have had in uh encouraging the governor to authorize the letter to the epa a protest was planned on the lawn of the capitol on a tuesday and the day before the the governor authorized the letter and without card i don't think that the governor or the uh the ag or the director of the eagle would be as familiar with the situation in ann arbor we sort of take it for granted that everyone knows about and cares about the one for dioxane but they've really elevated this situation to a new level um along with the long time advocacy of congresswoman debbie dingle in fact i said something at a political event to the ag is talking about my concern about the 1 4 dioxane and she actually said oh you don't have to worry the epa is here and debbie dingle is on it um and so that that's not the way things should be but it's um but card has made all of that happen and raised the visibility of the problem so i want to thank them thank you kathy our reading i just want to say that card is one of the groups that shows the impressive um effect that multiple um local government groups and um individuals can have working together it's really really impressive well thank you any other comments i i would just like to add that for those of you who don't know card has a website um you can look for further information and it includes representatives from local elected representatives from local government uh and governments in the region where this groundwater plume is impacted and um it also has a representative from ego um the state uh department of environmental lab environment um so it's been an intergovernmental organization that has um held the polluters um try to hold the polluters accountable as far as michigan law and federal law allows and without their activity not much would have been done because i'll remind people that this plane was discovered in 1984 i believe and nothing's really and it's been very difficult to get anything done in a meaningful way so uh this is a great this was a big step and i would not have happened without card i believe that myself so um let's see do i have a motion to uh um except uh i think we've done with the discussion so let's have a motion for a vote um i move that we passed this resolution um do i have a second chris graham i believe um all who approve say hi raise your hand um anyone say no any opposition any abstentions hearing and seeing none um it's passed unanimously so we'll forward i'll i'll edit the syntax and um and send it on to you know and we'll send it on to uh galen and he'll send it on to the county clerk i mean city clerk all right thank you thank you so the next item on the agenda is young youngway and jen wanted to discuss carbon taxing and uh carbon fee and dividend potentially so young when you have the floor yeah the um the egg i'm advocating for is carbon pricing and dividend act is hr2307 um the act advocate for implement a 15 carbon tax on all fossil fuels at the source excluding military and farming related um [Music] related fossil fuel fossil fuel inputs um and to and then from the tax collected it will be returned to the low and middle income families as a form of dividends and through this carbon taxing it can drive fossil fuel prices up and provide an opportunity for and in renewable energy to rise in the market thus move the economy to a more sustainable and renewable energy site um what action would you like to see the environmental commission take on this issue um i would like us to endorse the act okay um i should uh i should remind people that the energy commission in 2017 passed a resolution and passed on to city council and city council i believe uh acted on it as well to uh roughly approve um the concept of carbon fee and dividend we did not i'm not aware of either on the environmental commission certainly nor the energy commission or city council endorsed this specific act but uh they did endorse the concept um all right um john mursky sent an email and with the link on that was a specifically passed that time but not that was like actually report on the resolution yeah um personally i am a member of citizens climate lobby you know which is a long-standing organization that's been advocating for the solution to the climate crisis um i believe in it myself um there are equity there are um issues have been raised by uh you know by um by um you know by ipoc communities you know indigenous and people of color communities about uh whether um this represents you know an equitable means of of uh of um you know of addressing a climate emergency um and so um i circulated some materials of the naacp in particular you know has some said some things about this so um my personal recommendation here in this forum is that we need to start a conversation with these communities about this issue and and we need to broaden the coalition of understanding because i do believe that there is a significant amount of misunderstanding about what's in the bill and also um and how it's going to be how it's going to go through you know the whole legislative process in congress um it's because of uh you know as bismark said the sausage is being made it's hard to tell what it's going to look like um nobody will get what they want completely um so this endorsement of this bill could be an important step but i think it would be my personal opinion is it would be better to draw um to draw these communities into the discussion get more of a broader social and political consensus on this um i know there's some urgency because of the um you know because of the buildback better bill including um legislation and discussions in congress that have been going on for a few weeks about this i just want to add that the university of michigan the seeds department and the naacp are going to have a joint discussion online about this issue on september 22 7th i believe from 4 p.m to um to 5 p.m um you can look at the university sees our website the events website it's event number eight six five five one so anybody who wishes to can register for this event and observe it online and uh and post questions i believe so that uh so you know this is my personal opinion um just to initiate the discussion so i see other people have their hands up um kathy griswold and then on john calwick you have a fork i'm wondering if it would be appropriate to schedule a community conversation or like an informal public hearing uh at our next meeting and allow maybe 30 minutes for public comment so that people who are concerned about this issue and and the impact on equity could could speak out and we'd have a better understanding of all the issues i personally support it but i i admit that i don't understand the equity issue at this time okay thank you john you have the floor yeah i'm just wondering young women if you've had any conversations with city staff about this and how this aligns uh with a20 or they might have any concerns because of the different timelines 2050 versus 2030 and i'd be very interested to have their input on you know ann arbor taking a stand on that how does that align with our current commitments around um carbon neutrality yeah i haven't talked to city staff but i think of this like ann arbor is moving a faster pace than the nation but i feel like if another endorses act is also showing our support for the nation to move forward because like showing support from the local government is important for the nation and like if like this act can be passed at nation level it also can help local governments to move forward i think it's like it's a two-way street i agree i would just like to hear from the osi staff um of their what what they think of this if if they're you know fully supported and i feel much better about you know some type of endorsement from the from the council on the commission sorry all right i'll tell you [Music] okay thanks chris you have the floor uh it looks like there are five bills in congress which one are we talking about what number is hr2307 okay thank you all right um let's see john you still have your hand up john callaway and chris um so uh rita has her hand up yeah um i have done a little bit of reading about it and it is a very complicated bill in terms of its administration um so i do think that it's worthwhile to review it and and have it have that opportunity to ask questions um i'm a little concerned about some of the exclusions that are allowed um that have um greenhouse gas emissions related to them as just one thing that i'm aware of and i have to do my own homework on it as well okay uh chris you still have your hand up oh and you're muted sorry i don't mean to okay so um yeah i'm also wondering if uh if the energy commission has had any discussions about this issue recently i know edie's just joined the energy commission so i think it would be important to ask them as well as city staff if there's been a recent discussion there since 2017 when they passed the original resolution you know which was i again i'm just just agreeing with the basic concept which does seem just to me i know part of the problem that i've heard with ahr specifically with hr2307 is that there were some exemptions of being carved out for uh conforming to the clean air act in the meantime i'm not sure what the implications were but i certainly front line communities which are generally communities of people of color and indigenous communities um um we need to hear their voices i think on this issue and see see what kind of a consent that broader consensus that we can get i mean to me this is just the way you have to build political will so um um i think i would advise you young women i mean we could bring up this discussion and i also want to remember that the environmental commission we can call for a public hearing outside of a regular commission we are empowered by our bylaws to call for a public hearing and we could schedule a public hearing just on this issue but i think it would be important to um line up the docs first and if young went if you could let me engage with both osi and the energy commission and see make sure that we can get the voices in the room for a public hearing that we could that we can schedule and i would be happy to try to schedule it before our next meeting in october has a special meeting um i think that would be beneficial to hear puppy comments i'm sorry oh i said that i think it would be really beneficial to hear public comments and people who are like minorities in here okay is there um i see oh i see i think galen raised his hand yes he did um i just wanted to add that both the ann arbor branch of the naacp is against it as well as the national branch or national organization is against us and i think it's good you know even if we have public commentary it has to be uh those comments from the people who are impacted because black folks and other you know poor communities we bear the brunt of pollution and for you know another community that's that that doesn't go through those issues to say that we endorse this you know that kicks equity out the window you know i'm saying so i think it's good from those you know for the folks who bear the brunt of the pollution you know because you're gonna give polluters an opportunity to say okay we're gonna uh keep polluting as opposed to saying just quit polluting you know don't put a price tag on it because they're not going to act in our best interest they never have so that's just something i wanted to say so i think these concerns need to be addressed um if we're going to get abroad if we want to get a broad consensus so um i would suggest young women if you're willing to drive this if you try to get a spokesperson from the naacp a local naacp a spokesperson for a citizens climate lobby and a spokesperson from the energy commission and somebody from and uh from the environmental commission of course and uh and let's see where we can go from there and somebody from osi from this from the staff of the city staff okay see if you can get a spokesperson from them um we'll try to i'll try to i can try to schedule a meeting a public hearing on this issue online um sometime in early october but in the meantime i would encourage everybody listening or anybody here to attend this uh to to register for this event um on september 27th it is um so it's not too far away it's only four days away i think it's the 27th but it's so you know you can go to events.umich.edu slash event slash and it's um event number 8651 that i noticed just today so i would encourage everybody to uh to you know to attend that and see what the discussion see what happens during that discussion and so uh kathy have your been done is the proposal then to expand the topic to be carbon taxes in general uh not just this bill and would that be necessary because this bill is going to be considered in the next couple of weeks i just wonder what the the timeline is um young one yes okay so uh were if we miss the window when this bill will be considered uh well first question is what what is that window do you know the window for which bill for h.r 2307 um i don't believe it's been discussed recently i know like biden is trying to pass it in by november so i think i think there's definitely time oh okay good all right i just wanted to make sure that it wasn't going to like influence the budget which we don't have that much time all right thanks yeah that's kathy um edie you have your hand up yeah i i think at least in my understanding this is also being talked about as possibly a carbon tax be included by senator wyden in the reconciliation package in which case we would have neither time nor probably a lot of ability to influence that one aspect necessarily um yeah so i guess i just wanted to flag that i think i would uh agree that you know a general conversation might be um warranted but this could all happen very quickly um potentially in the next few weeks if it does make it into reconciliation so yeah just something to fly yeah i mean of course we have very little influence on the federal government here and uh city council does not have much influence on the federal government either but i think it's important as our part of our role as the environmental commission i think it's important for us to try to engage in setting up public conversations to try to broaden you know understanding and um and uh of these various issues and potential solutions to the climate emergency so uh i i i would intend to go forward and uh i'll try scheduling after young when if you've gotten some commitment from from for spokespeople for spokespersons um i will schedule a meeting a separate meeting outside uh outside of our normal monthly meeting to consider just to have a public discussion about this issue a public hearing okay i see i'll go find spoke presence okay thanks thank you yeah because uh this debate has doesn't end probably with the um with the reconciliation bill this is this uh i'd remind people that this legislation has been crafted over a period of decades um through many communities but as usual in this country and societies in general i think uh uh people of color communities of color have not been consulted as much as they should have so i think that should be the major point and i would and i will send out i will circulate some basic information that people can review before on such a public hearing okay thank you okay is uh is that acceptable to everybody any more comments okay all right well thank you for bringing it up so the next item on our agenda is reports from committees other commissions council and chair so let's start with natural features again i wrote you all today expressing my apologies for being quite remiss the next couple months and i will soon correct that yeah that's okay for us so even there's nothing to report pollinators um yes there's a little bit of progress here um i just want to say that uh um that's not where my notice is okay um we've um had a really good response from the con smith and parks and i'll be talking with one of the park staff next week about exploring implementing implementing some test alternate lawn spaces in parks so that's just like the very start of it to see if we can get some demonstration sites that people can look at and see if they want to use something other than regular turfgrass for their yards for those that want just plain open green space i have connected through john mursky's help with jan culbertson of the um 2030 district and um we'll be working on a presentation on native plants and transformation of large spaces for large space landowners um at one of the 2030 district meetings probably in february or march ideally in time for them to actually implement something for the coming season the climate ambassadors thanks to galen are working on to develop some more educational information that we're hoping to link to the napwed's website about pollinators would be just some changes to what's there already and we'll be looking at connecting with some of our pollinator allies in the community and and getting uh um a bigger kind of push to um support in implementing native plant gardens explain expanding people's gardens uh etc to support pollinators and and sort of pollinator pathways in town so that's kind of it i just want to close with saying that um at this time of the year this is a good time to think about yard and garden um cleanup for the season and i'm making a pitch to commissioners and people who may be watching to leave the leaves which often contain pollinator cocoons eggs pupae that needs some shelter over the winter so it may not be necessary to fully vacuum up all the leaves in your yard you might want to just put them in another place and save your grass as you wish but but save some leaves and don't put them all in the compost because we really want the insects that may be there so that's it for now thank you all right thank you rita um zero waste um we've got two things going on uh at least but we are still waiting to hear from um next cycle about the grant that um jenny patoski and john callaward and i wrote and i heard from someone who works for the county this weekend when i went to the trash talk tour which was amazing i loved the trash talk tour i hope it happens every year and i hope next year i can be more helpful but uh it uh it was great um anyway that the the announcement of those awards is coming soon so that would be excellent and there's still work going on on a white paper around zero waste where there's an attempt to adjust to staff feedback there are thoughts about possibly reshaping the thrust of it because right now it proposes a zero waste goal and i'm not sure that's the most fruitful way for us to move forward based on staff feedback but we're clarifying the feedback that we've gotten and figuring out uh just how we can best uh you know expand composting and recycling and at the same time um really promote reuse alternatives and change people and and help thinking about alternatives that we all have to um buying new things so um that's where we are okay all right thanks lisa um i haven't done anything with construction and demolition a little last month um i did lead a bicycle tour for the trash talk tour we had seven people riding bikes around the sites and now regardless i just mentioned that there is a new business down on liberty street across in the basement across liberty street across from the post office which uh called byoc or bring your own container which will uh where you can reuse your containers from some bulk containers on site there so that was a delightful place and i found some actually some compostable doggy bags so i've been looking for them for years well not years but months now they're very hard to find online even so uh these are these are bags pet waste bags that uh you know you can bury you can bury and they will dissolve to nothing they're made out of corn you know polymers from totally biological sourced not petroleum sourced so um so i encourage everybody to go visit that place so um let's see so that ends i think for committees on other commissions let's have the energy through report from the energy commission hi um yep last um in the last meeting we spoke about first the kind of context around community solar we had a presentation from the national renewable energy laboratory and as well as some colleagues from michigan and kind of contextualized and explored possibilities for community solar in michigan as well as the future of community solar in ann arbor we also talked about the help program the home energy labeling program which is intended to kind of inform and and create a benchmark for prospective buyers and then therefore kind of stimulate um improvements in energy efficiency and other home improvements um at the time of sale um so kind of an inspection and then a rating given at the time of sale and so there will be a resolution on that um at their our next meeting along with a conversation on municipalization of power system um from some representatives from other municipalities that have taken that route in the past okay great thank you um is that it okay so um um planning commission china yeah not a lot was directly applicable i would say that one thing is that we had a working session um that gave us a lot more clarity about what we can ask for from developers in terms of sustainability elements and i think we've been pretty cheeky with what we've been asking in terms of uh uh plans that come through and you know can't hurt to ask kind of thing but we we uh the planning director really gave us a much more fine-tuned sense of where our lane is with some of those things and there's a lot of things that have to do with building code and things like that we have really no no control over at all and there are some things that we can do more effectively that are really in our lane like around parking and things like that and really trying to um influence uh transit and transportation and things like that that may be we may be better suited for so um i guess that's the thing that sticks in my mind the most otherwise reviewing different developments that have come through we're also looking at a kind of a site plan light for smaller projects too but that again doesn't relate directly to environmental commission issues so that's what i would say unless lisa you can think of anything else that i've missed yeah okay all right thanks shannon um uh we don't have anybody here today for parks but we do have another assignment from the parks advisory committee so um let's see let's move on to council i can't think of anything that we didn't already cover this evening [Music] so okay um and uh chair um i was just gonna mention the trash talk tour but uh police already did so and i can i can say that this will be an annual event probably in september so uh so uh it was fun standing on top of the old city landfill it's so bad i could tell you it's the best view of ann arbor that you can get and uh it's a lot bigger than i thought it was a lot bigger than i thought it was so um a landfill or ann arbor oh yeah landfill yeah the early years of whacking buckthorn in ann arbor i remember going up there with loads of buckthorn on top of that hill really wow well they're mowing it pretty well now the only thing there now besides grass is uh thistle yep and methane and methane yeah that's all being pumped and bottle linked desks so uh all right so um items for next agenda um i intend to spend um the bulk of the time for october and november i would like to discuss solid waste issues we haven't had a whole lot of that lately and i think there's a lot to talk about um um now that the work is starting up and so uh um are there any suggestions for items for um october an october view i'm hearing none um yeah stephen is the humane society going to come and speak about deer or is that in november no that's still a possibility that's still a possibility chris but they've been uh they've been dragging their feet and i think i think we should go on and deal with a resolution about that for the council yeah i think um i think november would be the proper time for june would you like to see in october yeah no okay you got them fine so that'll be on november that will be on the november well it's a joint november december meeting remember that's in the first thursday of december right that'd be fine okay and uh so let's see this um we're getting so the agenda the next item on the agenda is the public second public comment period this is an opportunity for persons to speak for up to three minutes please call 1-888-788-0099 and enter meeting id 987-1499-1238 that's meeting id number 987 [Music] this electronically raise your hand to indicate your desire to speak please press star 9 on your phone you will hear an automated announcement that the host is allowing you to speak when speaking please delay of up to 30 seconds before a connection is established so galen is there anybody on the line there's no one on a lie okay well let's wait 25 seconds so meanwhile i'd like to thank everybody um for uh staying awake until 10 o'clock um i'm still going to try to keep these meetings down to two hours instead of through so but uh is there anybody on on the online yet there's no one on the line okay i'll call this meeting adjourned at 9 40 9 54 pm see you all later bye now you

in the centralized sentinel todd marver also wrote an article titled carlisle parents win court battle over no mass he wrote judge john shaffer ruled that isbe has no legal authority to make any student in the school district where amassed under the law judge schafer said the district does not have the authority to require mass nor is it the district's right to the judge said nothing in the state regulation or law grants schools the authority to mask kids he further stated it is not right to quarantine without due process and mass can't be required without quarantine under the law he said people have the right to constitutional due process the attorney for the parents thomas devore brought a similar case in effingham earlier that day before judge doug darmon and judge jarman issued the same temporary restraining order against teotopoulos fluidists other organizations have questioned isbe's ability to take away school recognition status joining committee on administrative rules jaycar voted 10-0 that isve does not have rule-making authority to suspend recognition status the lawyer thomas divorce said the district is following the isbe and not fighting when are we going to stand up to the illinois state board of education thank you for your comments okay we'll move on to our consent i'm sorry anybody else want to speak all right thank you all right move on to our consent agenda mr grody's like to walk us through that yeah um not much personnel i mean you've got your minutes and you've got your financial positions and the reports and whatnot the uh we've got don williamson who's going to be retiring at the end of the 21 22 school year that's this year we've got two employees bus drivers jim reed and randy bears we're thrilled to be hiring new bus drivers um and then we've got the extracurricular assignment for uh assistant varsity baseball coach of a derrick rosicky and so the administration recommends the board approve the consent agenda as presented any questions any comments i thought i'd entertain a motion to accept the consent agenda as presented i'll make the motion thank you andrew i'm here a second i'll second thank you tammy can we real call please yes andrea corey yes frank meyer yes yes perfect thank you very much on to item six is our communication reports and like the presentations is the enrollment where's that okay yeah you have the enrollments in your in your package it's just numbers okay any questions on enrollment so i have a question so i looked at them and noticed that i think it was kindergarten and like ninth grade were the one the two that grew this year um overall quite a few of them grew a handful or less but what's up do we have any projections for what the next few years look like um yeah i've been talking with the city about that they're assuming in the next 10 years to have like 800 new families and so we have started to have some discussions about that i've looked historically over the last ten and we've held pretty much status quo the last two years we've dropped just in total enrollment um because of i think covid we had some families that you know last year left us to go across the river where they didn't have to wear masks some of those decided that they like it over there and they haven't moved back yet um it's over really over the last 10 years you could say that from there to there we've dropped 200 people but really i see it more as a status because most of that dropping was in the last two so then um i've been talking with the city about what um lands have been plotted and what like and things of that nature because we're going to need to start looking at that strategically the city is going to be doing a strategic plan so we're going to try and uh get in with those discussions as well as we as we move forward because 800 new families would put us in a position where we would not be able to house them in our current facilities the good news is is financially um we're in a good place for that with our bonds and things of that nature and so strategically we're in a very good place but we've got to decide a lot of big decisions probably in the next year or two yeah that's what i was thinking probably the next year because the bonds are up in three uh yeah in two years we've got most of them coming off so i can i've got a a timeline i'll email the board with some of those details okay i think we've been starting our meetings regarding the exact same subject and kind of trying to get out in front of it and capital investments taking time exactly right exactly but your observations were right on target so any other comments or questions all right go on to our administrative reports our building report we'll start off with all right so we have eagle view tonight um i'm gonna have miss greece uh early childhood teacher at ew kind of take the spotlight of everything i would usually say so um she's just gonna kind of give you a glimpse into eagle perfect thank you mr becker my name is mr decker stated i teach early childhood special education and i just wanted to tell you some positives about eagle view and some of the things that we have done thus far our first thing that we always do at the beginning of the year is a boot camp for um the kids at our school and what that is is stations set up throughout our school where the kids go to each station as a class they travel to different stations and they learn um how they interact with others they learn the rules behaviors and some of the things that like they go sit outside on the playground and they talk about the rules about you know keeping your hands to yourself and how to play nicely with a friend and this and that um i know one of the stations is set up near my room and it's the bus station where you know you think that'd be pretty simple but they're teaching the kids how to get on a bus appropriately you know how to sit nicely and not be so loud and you can't eat on the bus but one of the things i honestly every year i just love is that i hear the teachers every time say now hey when you get on the bus what should you say to the bus driver you know good morning now everybody forgets about the bus driver i mean good morning greet them you know unfortunately sometimes that's lost in our world when you walk down the street people don't say hello or greet you they have their heads down so our teachers are doing it right starting that out at the beginning of the year doing things like that and i just think it's a great skill for all these kids to have and like i said you're teaching them the rules so it's easier for them at that age um one of the other things as well as i teach kids with um some of my children in my classroom are non-verbal so i wanted to give a shout out to our special education department um and kristen miesner our speech therapist who applied for a grant to get a communication board for our outdoor playground that is an awesome tool for our non-verbal kids to go up to it and point and communicate with peers and to be included um so when she did that rant she got some money from our pta our parent teacher association and also our special education department paid towards that um that i mean that is just huge in our in our rooms and our in our building and i also wanted to give a shout out to songs for soldiers as well because they also donated some money to another non-verbal student in our program her dad was a veteran and their insurance only covered so much of a talking device and they are very expensive and so kristin reached out to um i guess dustin from songs for soldiers and this was on a friday and by monday they have this talking device and these talking devices for an individual student are very expensive so again that's just a shout out to songs for soldiers as well thanking them um kindergarten recently did a treasure hunt outside for pirates day the kids were on the playground with clipboards and their little maps and they had to walk around finding axes by reading the map and then on the x's were words that they had to read so sight words so they incorporated a lot of different techniques there first grade currently is doing an apple chain which is the life cycle of an apple and they got that information and materials from the monroe county agricultural center pre-k and ec which is one of mine or we're also doing fall themes we're doing apples camping and leaves and we do a bunch of fun activities and hands-on at our age level as well one of the activities tomorrow in my classroom is that we are making apple pies individual apple pies to culminate our unit on apples and the kids can't get to eat it and then we also put tents up in our reading area for the camping units so kids get to go in there and do some reading and have some fun so it's often a great year everybody is excited we're just excited to be back for kids and have kids in the rooms so that's it thank you and i was just going to share a little bit about um obviously last year we dealt with a lot of quarantines exclusions is what you call it when we have to exclude from school uh really excited that being able to move our desks three feet and at lunch seating charts we have had two at equal view exclusions and um the only other ones that we have are from daycares or if kids are quarantined because it's in their house however we have been able to give a lot of options to our families this year i know where i think we're we were ahead of the game and kind of did it before a lot of other schools did working with the health department parents have three options if their kids get excluded so there's a 10-day option so you just complete your 10-day quarantine there's a seven-day option so you do your seven days and on day six or seven you can do a pcr which is a lab test as soon as you get the results then you can come back as long as you're not symptomatic and testing negative and then the other one that we've started which does is is a little bit of work but for the building and the parents is called test to stay and that was um something that came out of isbe and idph and um kids can test on day one three five and seven and as long as they remain non-symptomatic and negative on those four days they can they don't miss a single day of school our parents have been amazing with this because they have to go find these tests currently right now by themselves so they're working hard to make sure their kids stay in school and keeping us up to date with their test results and where they're at and our teachers are providing exclusion work if they are waiting on test results live teaching google meets packets google classroom assignments whatever kind of the parent is requesting is kind of where our teachers are going some parents request less some parents request more i have teachers teaching live all day i have some parents that say can i just have a packet because grandma's you know have has them for the day so um pretty cool that i think we can work with our families and get kids in the building because we know that's what works best so just thought i would share that if anyone has any questions i feel like i'm starting to be the kovita queen on exclusions good all right thank you very much and we're going to move on to our assistant superintendent report mrs smith so two exciting things i think that i kind of wanted to share with you is we had met as an admin team before school started and revamped a little bit of the way we do our plc's so two of the four weeks out of the month teachers are working one week they're working on our tier one data so looking at those different assessments you know i heard a lot of information about you know we do this testing and then what we're losing instruction time to do this testing so trying to make sure that we use that information to make it valuable so we're working on how to look at that how we can incorporate it into the classrooms but also how other subjects science social studies the elective courses at the high school how they can help take ownership of sat scores at the high school and the map scores and even the aim scores at the other buildings so kind of working on those things the other rotation that we're doing is we're calling it power standards and this is going to be kind of a longer process throughout the year but what the teachers are currently doing is looking at the illinois state standards or the next generation science standards that they're required to teach and identifying what are the ones that colombia is going to make a non-negotiable for every student to master by the end of that year it doesn't mean we're not going to teach all of the standards but these are ones that because they are so essential we're going to make sure that students master those as they move on then once we have those identified those will become our foundations for helping to build our curriculum maps um and so i'm excited that as we kind of go through this process to be able to share with you and so you can kind of see where the different grade levels and subjects are in those power standards that we've identified so we've only had one meeting on it so far because they come to it each month but i'm excited to see how that goes i've had a lot of great feedback been able to get into a lot of those plc's and hear a lot of great conversation that's happening with the teachers and i just as a curriculum person coming in can't be more excited at how engaged the teachers have been with doing this process so i'm excited as this project keeps going like i said i'll keep you updated um the other thing is when i came in i had seen a lot of questions about there's not a lot of pd opportunities and so one of the things that we are doing is a monthly pd series so for september it was on differentiated instruction um and so for the first three weeks the teachers are provided with a short video or an article that they can watch or read and then it has some things for them to either go in their classroom and try or reflect on some lessons they answer a reflection sheet and then the last week they will we will come together in person and kind of go through what they've been learning what they've been realizing and then help give them some more practical strategies to go back into their classroom and use and so this like i said is our first month and i am excited that we so far we have 24 teachers and it's pretty evenly spread across the district but we have 24 teachers that have completed all three weeks and then i have an additional 18 that have done a few of the weeks so i'm excited to see how many people show up next week for our in-person culmination one but so i said each month will be a different topic that we're going to focus on all right any questions so thank you and our big dog the superintendent's recording all right i just want to start off by saying it's so great to hear actual um discussions about learning curriculum education it's a a welcome return to what we're focusing on um i'm going to talk not so much about that and about how we're just trying to keep our doors open and that's really what it comes down to right now is we've got a lot of various and interesting things happening in the state of illinois regarding covid um shield testing for employees has begun tuesday night i sat with the roe and we collected saliva samples i'm a trained saliva collector for shield you'd be amazed at the hour-long videos i watched and the questions i needed to answer to basically give somebody a tube they collect the saliva and i have to look at it to make sure it's the right color and it's the right height there's no bubbles and when we send it off fascinating anyway um right now that's being done for the employees we did it on tuesday i think we've got six people uh kelton davis from the roe brought me the supplies today so um tomorrow i'm gonna start off at eagle view and i'm going to chase down the i think six employees find them have them spit in their tubes and we will be compliant then for this first week and every week those employees are going to have to test if they're not vaccinated we are going to have an executive session today closed session at the end of this meeting to discuss the testing requirements to discuss some of the state's mandates and really to for me to get a better understanding of where we are with litigation or possible litigation and employee personnel issues so um there'll be no action after the executive session i just need to make sure that as we're moving forward and i'm trying to keep us open we're doing so in a correct way that the board will support um because there's a lot of as you as we brought up in uh the comments today thomas devoer has made some tros and has done some interesting things most recently the the masks have been included as a type of exclusion or quarantine measure and that brings it with the exclusions um i have to say i would be thrilled if we no longer had to worry about quarantining students it's been very exciting to see how it's progressed so far in the district is mrs becker says we haven't had many this year um between the high school and middle schools being you know the vaccinated people do not get quarantined or get excluded and then the other one's trying to keep them away and all this other stuff there's been a lot of creative solutions that we've done um 15 minutes of eating lunch and then you have to change your seeds to talk to your friends is you know creative solutions but it is keeping the kids in school and that's really where we're at and so that that line of following the rules and making sure we're that's what we're going to be discussing today um in closed session other than that it's been a good year in in as much as last year at this time we were talking about coming back to remote and hybrid you know um we're in we're in session we're in session all day we actually have teachers involved in pd we've got the the normal trainings that are going on at the schools it's it's just it's it's exciting and i want to just make sure that this glass in front of us is seen half full because it's it we're getting there that's it i have a question yes sir in a previous meeting we approved the test to stay program within the school yeah um where are we at with that because i believe the health department was supposed to have a play in that but that way we didn't have the burden on the parents right now um we have i've got maybe 50 tests in my office okay and i've got to do the employees next week i'm hoping to send out an email to the parents um basically what happened is the roe set up almost a clinic where the people that don't want to be vaccinated and needed to be tested have to sign up and give permission for their medical records to go through this process otherwise they have to go off and get their own tests through their own medical systems and so we're doing the employees do that so what's going to happen is we will send out an email to all parents and any parent that would want to possibly test to stay for their kid to stay needs to fill out this form um it's a google drive then they get uploaded into this point and click system which is the uh the medical thing so i i sit there and i say what's your birthday and i find your your name based on your birth date and then i give you your tube you fill up the tube i scan the tube it goes with your name and we go there um the parents are going to need their students to be in that system for tests to stay i'm assuming a lot of parents will sign up for that i'm hoping a lot of parents will sign up for that just on the safe side um on the other side so let's say that your child you know you didn't sign up for it and your child's now quarantined and you want them tests to stay i'll have to take a moment and you'll have to sign them up then and i'll get them entered into the system and we can do that it's just going to take more time but next week we're looking to send out the email what i need to do first though is make sure that the roe can get me enough supplies right now i don't have enough i don't think to do a full one three five and seven for the kids that are testing to stay and the employees and so um i need more supplies and so that's going to just be a process of the supply chain getting in there so logistically i'm not opening it up to the students until we've got that for sure but i'm thinking next week or the week after so it's on that it's on the horizon it's yeah by the end of this month if i'm not telling you that we're testing kids in the school's next board meeting i'm wrong we need to correct that fair enough yeah so how are some schools not able to get these tests are we just doing a bang-up job and getting one of the things that was really neat it's um an individual school that's asking isn't leveraging the enough stuff if he comes there and what kelton did was was wonderful because we'd still be waiting for the test a lot of schools aren't getting them but he came in and said i said roe i want to pilot this program and he talked with the people at the state and he got us the tests and so now what he's got to do is get enough for every school to be given their allotted amounts but uh but yeah i've got a scanner for the barcode that hooks up to the my computer and can't speak highly enough of what the roe has done for that any other questions all right perfect thank you very much on to our items for action uh first item is the approval of the 2021 to 2022 school budgets yeah we talked about it it is projecting a deficit spending but um as i said it's a variable year and this is the worst case scenario the administration would recommend that you approve the budget as presented any discussion questions concerns may be brave enough to make a motion to approve the budget as presented thank you that was easy all right second i'll second tammy roll call please kim andrew and corey yes greg meyer yes yes tyson sir yes adam hampton tammy yes perfect improves unanimously item b is the approval of the administration and teachers salary and benefit reports what you have in front of you is a document that basically outlines the salaries and benefits for teachers and administrators it is what we've agreed to contractually for everyone and so um we will post it as soon as it's approved the administration recommends the board approves the report is presented questions comments concerns my only comment would be so you know some of the teachers that have moved on and left i mean their salaries are still included in here i have to assume that those are no longer part of the budget right that is correct so there's this is one year in the rears i believe okay yeah for sure so yep that's it good question another comments questions so there's a few that are not either one or a partial so like a point nine or a point nine eight fte what constitutes being point something or point o something off of it so we've got some some teachers that teach a few classes like at the middle school we've got some teachers that teach three sections of classes and then they're in aid for the rest of the day and so they would be if the middle school's got i think let me do four sections i think they've got eight periods so if they teach four sections they would be a 0.5 fte and so based on the number of sections that they teach is the um their full-time equivalent sorry during the year as well or if they have any returning leads or up for any time frame sometimes it affects that okay so that that would that's probably the most likely scenario if it's you know if you've got a specific hundredths of a percent yeah i was just like how do you have how are you point you know point nine something of an fpe for for trs reportings if you hire typically if you hire someone brand new after thanksgiving they don't get a year of service credit for the for the things because they're not a full-time well yeah none of these are that that scenario i've i've known these names to be around for quite a while so i was just wondering how that happens that you're less than a tenth of a yeah fte away from being full-time tomorrow if you give me the specific name on the phone i'll explain oh that's okay i just wanted to conceptually understand and if there are if there are absences that would constitute the reduction that's most likely so questions anything else with that i'd entertain a motion to approve the administrator and teachers salary and benefits reports thank you lisa give her a second one second thank you tammy cameron your roll call please yes promotion pass unanimously letter c is the appointer iasb delegate yeah so at the november conference that's when the iasb has their yearly voting on policies resolutions things of that nature we do it every year historically the secretary has served as the board's delegate so next month we will actually be discussing what's um what's being voted on what resolutions and what action items are being voted on and so the recommendation is that we stay with the secretary as our delegate and so uh miss hines would be the one that would go to that meeting it's about an hour i think it's on friday or saturday i'd have to get to the schedule but you'd then vote for the board and your role would then be to you know if if the board consensus is that yes we do want to do this then you need to vote yes regardless of your own individual yeah would anybody like to volunteer tammy and make a motion [Laughter] all right we have a motion to volunteer tammy for our isb delegate do i have a second i'll second thank you tyson roll call please this is jimbacker yes yes yes rick mike yes i guess i should ask you if you accepted the nomination but i wasn't usually it's the guy that doesn't show up to the meeting oh that was a good idea yeah just saying well how do you say it it's coming teddy didn't even call in either he emailed me so he did tell me he was able to make it all right perfect well thank you for volunteering tammy my pleasure d is approval of the state maintenance grants yeah and this came out a few weeks ago the the state did a maintenance grant and basically it's uh fifty thousand dollars the state will pay you if you do a project that you're spending fifty thousand dollars on and so um talking with curt and looking at what we have as far as things that need to be done we came up with this list of electrical work at the high school brick partnership was brought in from our architects and they looked at the our situations they walked around with curt the first item additional kitchen panel so right now the kitchen at the high school the the electrical panel's full it needs an additional panel we're always blowing fuses and things of that nature the energies already the electric's already into the transformer in the building it just needs a another panel added to do that would be an estimate of twenty nine thousand dollars um so we would recommend that we do that one item two is to also put an additional panel to serve the ag lab and the wood shops okay again we've got no more room for any more electrical work adding these panels would allow us to bring in other tools and whatnot into those areas the estimated one for that is 41 000. it's farther away from where the main transformer is and so it's really the running of the wire that's so expensive i would recommend we do that one as well those two together bring us over the 50 000 mark and so we would be spending that and um the the state would start to match the dollars at that point anything above that um so add branch circuit class space in the classrooms there's two options on this one the first option was to replace the panels on the first and second floors and so basically what you'd be doing is you'd be moving from a 42-pole panel to an 84-pole panel so you'd have a lot more places to put the circuits the downside of the 41 000 um option is that your our capacity remains the same and so if we've got so many units of electricity there we add all these extra units we're still pulling it from the same pipe and so we've got more places to plug in we're we need a better understanding of where we are with capacity the other option is to run new wires along with the new panels for the first and second floor with the running of wires you get an extremely large jump in price as you can see that option is two hundred and seventeen thousand dollars um that one shocked me that one caused a a meeting that i had yesterday with the architects i'm like why is it that different that that large of a jump um and and they basically said it's because you're running wires it's running wires all the way down to the east wing and to the west wing okay so it'd be both sides of those teachers wings top and bottom um my recommendation is that we approve option one with the understanding that um later on we can addre address the capacity issues if need be but this would at least allow us to to add more panels and get us over that fifty thousand dollar mark the panels would then be there if we have to run wires later on as we do this in a piecemeal fashion item fours is replacing all the existing luminaries this would be asked about this one it's 410 000 to replace all the light basically that's illuminary replace that with something that doesn't have a ballast and is led compliant um looking at about 410 000 at this point in time i don't think that that is worthwhile for us to do at the high school uh and the same with the ele the the bringing power to the west wing the west wing doesn't have an elevator uh brian and i would love to see an elevator on that west wing i was thinking that we would be able to get into health life safety dollars been told by our architects no because we do have an elevator on the other wing we can move a classroom and so my dream of getting an elevator on that side is kind of but still there we need a way we need it we just not right now so right now the recommendation would be to go with item one for twenty nine thousand item two for forty one thousand and item one of our item three option one for forty one thousand um and we would pay for basically half of it and the other half would be paid for by the state there are these actual bids or these estimations no these are estimations from the architect so what we would have to do is if this gets approved tonight i will fill out the form it needs to be submitted in by the end of this month into the state to the grant things whenever they do these um maintenance grants they always give it to you last minute and then give you a quick turnaround so you've got to be kind of on your toes for them so what we would do is we would write it and then once we get it then we'd have to do the bid specs go out to bid get the prices in um we might not hit the 50 000 cost total you know these might be too high but if we spend if it ends up being eighty thousand dollars we'll spend 40 in the state will spend 40.

this slide shows the funding for the middle school central renovation it includes both the the actual construction costs along with all the associated fees and it's 22.3 million dollars it's that large because we are adding that large wing to the building next slide is the middle school north budget it's um 8.5 million again significantly smaller since we're not doing as as much work at that facility next slide there is the required financial information and i would focus on the last line and and note that uh we're going to be we'll be able to to pay for these projects without any uh increase in the tax rate next slide we all we showed this i've showed this slide many times this shows what our tax rate has been since uh very very level since that time so then i go to 17 this is the second public hearing and so after this hearing is concluded the border will be asked to approve a resolution authorizing these projects after that we publish a notice which begins a 30-day waiting period and after that architects are required we'll then finalize the plans we expect bids will for this work will be approved by the board next spring and work on this phase will be completed in the summer of 23 at middle school north and the summer of 24 at middle school central the first payment on the bonds won't take won't be uh needed until 2024 so i know we sometimes get asked where's that in the budget well it's not in the budget don't have to budget that until 2024.

um dr song julie at least give a little explanation there sure um the office of civil rights had issued revised guidance under the trump administration of how to manage uh a sexual harassment complaint and um it's a much more complex process than it had previously been and so there's there's still actually a lot of review of this process and a lot of conjecture that it may actually change again in the not too distant future now that it's been utilized for a little while but the law is still written this way and so we're going to continue to move forward and codify it as policy we've had to follow it as law for a year anyway and we're just going to reflect that in policy and if it does indeed change we'll change to to meet the new law and um so after a robust discussion um where we established that this clearly was federal law and we were bound by it um we also discussed the um i guess the the structure that was built in for hearings and and i forget to put enough persecution but the prosecution of potential issues and um where this um uh handles issues that potentially may rise to a crime or may not and there's a just a robust uh infrastructure involved in this that we may or may not agree with but it is federal law and therefore we are uh bound to follow it um and so um the uh the policy committee unanimously uh moved uh this policy uh forward um uh to a second reading for the full board um this policy is also on our website for uh public consumption uh it's um if you want to you know need some sleeping material it's a 37 pages so if you'd like to review it please go ahead there's lots of interesting tidbits in there when you consider that it could deal with potentially students in our high school so um finally was there any additional comment on that at all no okay um finally uh as our as our meeting wound down um we discussed a uh a draft document regarding a civility code um and i think at the end of the day we uh all said that we were curious about it i think that's an accurate depiction of our conversation i think there are a lot of things that i think concern us as far as application to public comment and or first amendment rights that uh dr solon was going to just kind of look into and see what were the what was the um uh implied application of such a code so we sort of left it as a curiosity it's not uh anything uh there's no there's no motion or action on this at this time mr white thank you adam yeah the civility code it uh it caught me off guard when i saw it i just the number one thing that went through my mind it just saddens me that we as a society whether it's cheshire connecticut the us maybe around the world i'm not really sure that we're at this point where we're even discussing being civil i've got a five and a seven year old at home and i'm not it's not easy especially my boy um but it's just it's so upsetting it the online uh and this is not everybody i don't mean to say this is by any means any sort of indictment of everybody as a society or anything like that i think it's probably a relatively small minority that's extremely vocal and not civil and it's really it's really disappointing because i think we can make our points uh clearly and we can behave in a civil manner you get upset with your elected officials consider running for office um that's how i see it and anyway so i appreciate the superintendent suggesting this but this is just this issue goes so far beyond in my opinion the issue is so far beyond this one particular code that he even suggested that's it thank you this is him okay and please i think i would just ask um dr sullin could you just uh give us just a really brief synopsis of what a civility code is who it affects is it is it a code for for the schools or is it a code for um the whole school system does it affect the students the teachers the staff the answer to that is yes like you know it can be whatever we want it to be and i think you know when mr grippo called it a curiosity i think that you know accurately reflected the just the conversation that we had last night that you know uh as mr white just said you know it is a little demoralizing to think that it's it's relevant um but this goes back actually you know a year plus ago that uh to be honest with you tracy hussey was one of the first people that discussed it with me and before she she left to be the pps director in oxford and um so we've kind of been sitting on it a little bit um and it's just uh it is a kind of a guidepost for you know our decorum uh is a is a school community uh it's not you know law it's not policy necessarily and but we're not sure what it is and we're gonna solicit some other communities see if they have anything similar and we'll talk about it in policy it's not even something that's moved forward as a policy at this point but just a consideration thank you very much that helps miss him um i would just ask if there is anything in writing if perhaps the whole board could have a chance to review it um and give some feedback because this isn't you know this is a pretty serious issue and i would say too that i get really uncomfortable with imposing codes of any kind civility first amendment whatever many districts are exploring right now these are virtues that really should be taught in the classroom from get go and one would hope that i mean i think we've seen incivility in the last few weeks we know it when we see it a not so sure that we need a code to tell us what not to do and um i would just you know ask that we take that into consideration and um just uh not respond to immediate uh flare-ups and and take a more measured response but again bottom line is i would love to be able to see in writing if there is something um what's being proposed also if i could thanks mrs hill um i just want to clarify that this was something that um superintendent solon just sort of presented as something that we might want to start thinking about so to you know there isn't a policy to to look at it at the point where i think you know if it gets through policy and there is something that to present to the full board obviously everyone's going to be able to see it and comment on it but it was really just it felt more like an informational kind of discussion and i agree with tim that it's highly unfortunate that we have to think about whether such a a policy might be needed but you know i don't think we need to to get anxious about it because it was really a very preliminary just you know this is something do we want to think about it do we want to get information from other districts on what they've been doing does it make sense so i wouldn't you know i just don't want people to overreact to what it was that we were talking about last night so that's all thank you and um you know just from my point of view as i said before um there were a lot of sections that i think all of us made us feel very uncomfortable or they uh they really encroached upon a lot of uh a lot of things uh whereas as far as expression of speech and that kind of stuff that that made us all a little uncomfortable um so that's why we sort of just left it where it was um and if you do want to see the discussion uh it was uh filmed and i believe is on youtube right to to watch on cheshire public schools if you want to sort of see the detail of of how we approached it uh yeah just one one last point which uh was important to me my initial reaction to a civility code had to i was thinking in terms of a board meeting and but it does as and it asks about it it reaches into the schools and one of the um theoreticals that the superintendent pointed out was you know the parent teacher conference with the second grade teacher and the big like you know hulking dad who really cares about his kid rightfully so but in my opinion the tenor of that meeting that discussion is different from what i expect here someone comes up here as an elected official i feel like i have a higher threshold for tempers flaring or anything like that as compared to somebody who's just a staff person so when when you read through it what i was thinking what i had in mind being a little bit more receptive to it because yeah i mean freedom of speech people should be able to say whatever they want but i think in uh when you're talking with staff for me as an elected official i want them to be given uh not to be given more respect people need to be more civil when they're having that conversation and as an elected official i have i'm i'm comfortable with somebody raising their voice and getting more upset with me than i would with say a staff person uh sure go ahead i'm just um you say have we had instances of the big burly guy taking on a second grade teacher yes we have yeah okay so i get would a code have protected would a code of stop that no no and so we do have measures when people go overboard yes okay okay yes i again i just i fear a code yeah and i think we're probably making too much of this to be honest okay this was just a conversation um and you know there's a lot of this is preliminary it best it's all where we are right now okay thank you and um after we conclude that discussion we adjourn the meeting and that ends my report for policy um let's close this here okay up next is school modernization mr martelly or miss harrigan are there any additions any updates i don't have much of an update but i can i was at the town council had a special meeting on the 21st year um to with the main focus being on school modernization they've authorized coliers to continue doing test fits of the marion road jarvis site i'm looking at that as not only as a new elementary school location but potential for alternative high school and or central offices also they continue to look at the property the norton school site in the south end of town different three different layouts of the buildings easement study to the rear for circulation patterns at that meeting at the end the town council asked that callers go and look to see what the cost would be for renovations to highland school to integrate the darcy program into that building which was part of the school memorization's recommendation for the first phase um cash flow projections were presented based on the average cheshire household with two cars and a house valued about 350 000 um there's another meeting scheduled for two weeks specific to school modernization with kohler's going to come back with the findings from the information that was requested by the town council on the board side i'm not i know that tony has had some discussions with superintendent and colliers with town council which i have not been present at so i can't provide an update on that i am hearing from the community different items as was presented here tonight so you know as we move forward i think that once we do have the rest of the information from cole ears after the meeting in two weeks i think we really need to convene with the planning committee meeting of the whole where we could sit and talk and go through as a board and come up with our recommendation to the town council town council is moving forward with the preferred option from the school modernization which is the two new elementary school model at this time so that's that's my update i don't know if the superintendent has anything you'd like to add to that yeah i would just say you know the the colyers is doing the um modeling at um the corner of marion and jarvis that property with the north end middle school which would be the replacement or excuse me elementary school which would be the place replacement of chapman and um i know that the council's asked for them to also look at a replacement of hummuston uh of the alternative school and central offices on that same site so that's part of the financial and uh i guess just logistical modeling there and we should have feedback on that soon go ahead i um i have a question um so moving i i have always thought that the benefit of having hummuston in the building where it is is that it enables those students to get to the high school for you know some class over extracurricular activities that kind of thing so if you're talking about putting them on the north end of the of town um that seems a little you know counterproductive in terms of that that need um so i don't suppose yeah it's i mean it's a little further away obviously to commute right right so that's going to add a cost if we have to you know transport kids back and forth between the high school and the alternative yeah i'd say probably a nominal i'm sorry a nominal uh increase you know the difference in gas between the current location and the new location okay thanks uh miss harrigan thank you mr chair um i just would like to express my deep concern that um we seem to be moving forward on this two-elementary school proposal and and not considering the um middle school proposal i think the gentleman who spoke tonight presented a very cogent and expressed himself very cogently my biggest concern is that we have not taken we have not taken this adequately to the public and gotten their feedback on the two proposals so i just wanted i just wanted to put that down on the record that i'm very concerned about the pace at which we're moving forward um not considering the middle school proposal along with the um elementary school proposal thank you mr martel i just you know we keep saying we haven't reached out to the public which we we have um we went through this for 18 months school monetization anyone could submit testimony during that period of time so i guess what should we do you know what we keep saying it we need to get to some what should we do should we do like a straw poll should we do a facebook survey like what do you think would be the best and i mean that sincerely because the last thing i think any of us want or anybody in the community wants is to see this go to referendum and fail because you guys have been through this we've only been here for two years but i know this has been like a six year effort and the school is only getting older and things are going to only cost more money and so you know the town council is now dedicating a lot of time and effort into going through the school modernization report again months and months and months and we're on that together so what do you does anybody have a suggestion as to what that should be should there should there be a a pre-referendum vote you know i guess we need to kind of nail that down so we can stop having the same conversation over and over and over again so i don't know what exactly we should do but perhaps we could have a board of ed meeting specifically devoted to discussing what options might be available to get that kind of feedback that we need i i'm not so much saying that we didn't reach out or that members of the smc didn't reach out or didn't make comment available but i am saying that we did not get enough feedback and whether it was the time of year or it was um the way at which we were getting feedback you know i don't know what the reasons were but i do know that we did not get enough feedback and i'm i'm a bit flummoxed as well i think you know i'm not sure how to do that but we could um really devote some time to talking about that so that we do get the community input before we do move forward because without the that community input i don't see how this is going to be successful at referendum and um you know as far as i'm concerned i think uh mr martell your idea of um of holding a a planning meeting of the whole after uh we have more or probably final data to be able to assess that in a public way um where i guess potentially there would be public comment at that meeting i guess that would be up to you as as chairman of of uh planning if you uh wanted that so you know when uh you and uh chairman peregini uh get together and put that together and you guys can kind of decide how that would go um you know but that there's certainly an opportunity there uh while we uh assess the remaining data um mr white you had a comment yeah thank you so with regard to public input i think it is really important and the process has been going on for 18 months which also coincided with covet uh so you know for the first year or whatever i i wasn't really talking to many people i just wasn't i mean maybe i'm lying around the phone i wasn't seeing people around around town or anything like that however in the past few months over the summer i i was seeing people chatting with people and school monetization frankly doesn't really come up in conversation i mean from my own experience and what that says to me as an elected official is that people are many people are probably aware of it and they're probably comfortable with it the direction that it's headed that's my take on it i don't know that i'm right i could easily be proven wrong but that's my that's my feeling um there are other issues that come up you know directly related to the schools masking that certainly gets mentioned plenty to me when i do see people um but with that in mind i'm comfortable with the the process that we're following right now and it has been years in the making 18 months two years i think it was actually the school monetization was formed two years ago probably in september or october yeah so i'm comfortable moving moving down the path and in terms of a survey or anything like that spending money doing anything like that i really don't want to spend any money on this i feel like this is our job as elected officials to make those decisions i want to make the best decision and i do want i do want a referendum to pass i do think our schools need some improvements but i don't want to spend some extra money on a survey one i truly believe that the voters elected us to make decisions for them and in this particular situation i think this is one of the decisions the direction we had i think that's a decision that they want us to make so i'm opening i'm absolutely open to listening to more people and we don't have all the information yet but i also don't want this to continue on a lot longer is there any additional comment i'm just gonna kind of paraphrase what mr neff said a few meetings ago and it wasn't that it was a close decision when the modernization put forth this plan it was a 9-3 vote and everything else has been said tonight it was 18 months of meetings and it keeps coming up that we didn't hear enough and i think the silence may be telling us as well um as tim said i think the community generally is comfortable with the with the decision we're going in and um i'd like to hear more from the supporters of the elementaries but they understand too that this is the track we're on so um perhaps their silence is an endorsement as well so thank you um mr martelly does that conclude your report yes thank you um my my awareness tells me that there were no other uh standing committees but if there were now would be a time to uh make that report okay seeing none um next on the agenda is the uh approval of minutes for meetings held on august 11th 12th and september 2nd 2021 is there a motion um i mean did you see me that's alan i'm sorry no that's this allen says um moved that board of education approved the minutes from meetings held on august 11th august 12th and september 2nd 2021 is there a second second mr martelly uh is there any discussion on the motion amendments or changes to the minutes seeing none um all in favor of the motion it is unanimous of those present thank you okay miss helen um correspondence thank you mr grippo um we have two emails um one the first one's from travis roarer who was writing to inquire about the intentions of the cheshire board of education pertaining to mass mandates if governor lamont's emergency powers are relinquished or revoked at the end of the month and he essentially wanted to make two points that the board of ed should take into a consideration when making decisions about children's health education and our well-being first uh he says he hopes that we can all agree that any decision about our children's education should be evidence-based and data-driven and should not be based on fear or political considerations second medical interventions i.e masks should only be implemented if there is clear evidence of no long-term negative impacts in either health or social development and also only if there is clear evidence supporting the effectiveness of that intervention he provides us with three peer-reviewed studies and then asked a series of questions which i know that superintendent solon has already answered and the full text of this letter will be entered into the record um we went now sorry i'm all for twitch chair there's another letter from okay here we go from ariel harrison um who writes that board has been trusted with helping to ensure the safety of our children in school responsibility that i expect you to take seriously i'm writing to ask you that you make your decisions about health and safety protocols based on the advice of medical and public health experts such as the american academy of pediatrics and the centers for disease control and prevention to do anything less would be a failure to carry out your obligations to the community um miss harrison has two children attending chapman school and makes five points it's not the time to abandon the tools we use to keep schools kids in school safely last year nor is it the time to ignore the advice of medical experts schools that opened without mask mandates are experiencing outbreaks and many are going virtual or adding mass mandates the primary benefit of mass is that they protect other people leaving it up to parents to choose does not make sense your decision-making process must meet the same standards we expect from our students do not simply listen to the loudest voices and number five our children are learning from what the adults do and she obviously expands on each one of those points and again this will be a you know the full copy of this letter will be entered into the record and i believe that's all of the correspondence mr grippo yes exactly thank you thank you all right thank you um okay moving on uh superintendents report thank you mr grippo i just want to kick things off i think it might have been mentioned during the curriculum report or interpreted that we were third in the dirk we were uh first in the dirk fifth in the state so i just want to make that clear yeah so you know maybe top three percent that's what you know so i get a little sensitive around it but i'm pretty proud of our our success anyway um school song this is uh a first for me that uh greg bell our choral teacher at cheshire high school and was approached by a few students and they were considering an alma mater song a school song so um they were asking around alumni and that they thought there might have been a school song back in 1961 but nobody could find any record of anything so if anybody has any record we appreciate you reaching out to the high school in the meantime they're going to start to you know craft maybe one of their own um i know there are a lot of questions about masking and everything and you may have seen in the news that the governor has called a special session of the legislature on the 27th which is monday to consider extending executive authority to the governor if that's the case i mean he's already been quite public about extending the mass mandate to february so i guess to be seen you're probably also aware that people who work in school settings are required now by the executive order to be vaccinated uh alternatively they may have a religious exemption a medical exemption those both have to be reviewed and approved and then ultimately you can have neither of those and just elect to be tested uh on a weekly basis so uh we have about 819 we exactly 819 respondents to our request for that information uh so 819 different uh staff members of various uh every role under the sun from coach to custodian superintendent everybody in the organization so we had three medical requests that's zero percent of our population 10 religious exemption requests one percent of our population roughly and uh three and a half percent or 29 people just asking to be tested 768 are fully vaccinated that's 94 percent of our staff so we are incredibly highly vaccinated as an organization and i need to credit the board for providing us the opportunities half days to make sure that our people were vaccinated and that's important because you know particularly this year if you're exposed you don't have to quarantine if you're vaccinated and that means our staff are in school more for our students and that's you know i say this repeatedly are you know really i don't want to say exclusive goal this year but one of our pri major priorities is to make sure our students have access to in-person learning all day every day and so that's you know reflective of that effort we received an acknowledgement from the commissioner of education and governor we won the commissioners award for the fafsa challenge if you're not familiar with the fafsa your children probably haven't gone to college yet or maybe you didn't have to go through that fafsa program but it's basically an application that supports financial aid for students and by ensuring that so many of our high school seniors engage in that process they're more accessible to aid and you know whether it be low interest or loans or just grants and that allows them to ensure that they can continue to matriculate on after their freshman year or even just get into college in the first place so kudos to our folks at cheshire high school on that uh success other than that you know our boiler installation at both doolittle and highlander are coming along um you know the 28th of september we're looking to have things close to resolved at uh highland it's probably going to take us a little bit longer at doolittle because you know as you may have heard vinnie in the you know last meeting we had a couple of little setbacks there but uh water mains and whatnot but uh we are coming along there so uh that that covers it for me mr chair vice chair thank you dr solon hey can i stop yes go ahead um just to clarify um i'm just reading from the um the curriculum committee notes and it just if i could just uh cheshire did rank third out of 21 districts in both english and language arts according to the notes so that's where i got that from so i'm sorry i misinterpreted and i do have a question on the um exemptions does the district have the authority to override in an uh a person's exemption either religious or medical yes under what conditions would you do that um if you had a uh first of all medical exemptions get reviewed by our physician you know i i don't do that then if there's a a religious exemption they if they don't fill out the correct paperwork if the information is not accurate those get reviewed by our attorney and you know i guess at that case they'd be rejected okay thank you either way though i want to be clear that regardless of whether you have a medical exemption religious exemption or are strictly unvaccinated anybody in those three pools are required to test weekly under the executive order and it's um a pcr test they have to take no it could be pcr or antigen okay okay thanks um go ahead i'll go mr white first thanks adam uh so jeff what i had mentioned to you previously i was i recently it was in the last couple weeks i read an an opinion piece in the atlantic and it was about masking and it was not saying in favor or or against it was discussing the pros and cons and so i'm just wondering if i could ask you a couple questions about it in relation to that that opinion piece um in in recent years or decades when it comes let me back up when it comes to the little kids so my son's in kindergarten i have a particular interest there with regard to kindergarten kids in years past have there been studies done really measuring the benefits of a variety of things that happens with kids in the classroom like facial cues uh in working with a teacher being able to read lip movements and things like that have those studies been done i mean i'm just taking this from an opinion piece that i read so now i just want to confirm it if things like that have been done sure i mean i i don't necessarily track those things but i do know you know recently there have been a number there have been an emerging body of research around children's ability to read emotions with masks and that the the research thus far that i've seen through yale and uh wisconsin university of wisconsin-madison indicates that you know the vast majority of um you know the person's ability to read emotion in someone else comes through expression in the eyes and that this research for kids even younger than kindergarten demonstrates a capacity for children to read emotion and accurately read emotion with people that are masked um you know i'm not gonna sit here and advocate and say that you know masks don't deter from one's ability to read uh emotion and that you know that's even indicated in the study that it's not the same accuracy with a mask it's it's accurate but it's not as accurate is without a mask so yeah that's definitely a you know something to to consider so the the the main point of this opinion piece i think is that what it was saying is that over the past few decades there have been studies of little kids who and it's not just facial cues it's other things marlene jump in if you know what i'm talking about but the point is is that there have been benefits measured studied and measured and by virtue of masking and i'm not talking through 12th grade i'm just talking little ones right now the masking by masking them that turns those benefits into a cost that has been measured again this is just what this one piece this one writer was saying um assuming that that's true the writer went on to say what made sense to me which was there is a benefit to masking i totally agree with that but the benefit of masking is not measured we don't know at this point and that's because of different masks a single ply double ply triple ply the proper fitting of a mask all these different things go into it and so what the what the writer was saying is that there is a cost to what we're doing with the little kids in their masking and there's a benefit we know what the cost is it's been measured we don't know what the benefit is so we cannot really say with clarity that the benefit outweighs the cost that was a simple point again i'm not i'm not defending every you know the the points the underlying points there but to me it it raised a real question and if it is if it is a valid opinion piece i think it's really important there are people you know people who came to this meeting a month ago or board of ed meeting and i you know when i'm talking to people one-on-one i see it you know i i'll see it in social media see it on tv where people get ridiculed and diminished simply for challenging something and it's not for being rude and jumping up and you know pointing at the governor and doing things like that i'm not talking about that uh it just gets uh this reminds me of the discussion about civility and i think it's if you want to talk about being inclusive i think you need to be respectable it's respectful of other people's ideas and it's just disappointing to me when i see people come to the meeting and i think that they are making very passionate and what seemed to be very uh valid points to me and then separate and apart i hear people get ridiculed either to their face or privately and to me that sows additional discord at a local level throughout the country and things like that and i just it's it's upsetting to me when i see these things you can't speak to it and that's fine the point of the opinion piece but i did want to raise it because i think that there are really valid concerns being raised by parents who are not comfortable with the masking and i'm not saying that i want to make a motion to change anything whatever happens with the governor next week or anything like that but i think it's important to i wanted to just have my thoughts on the record because it is important to me all these various pieces there thank you thank you mr white um mrs harrigan did you have do you want to make a comment or question i just wanted to ask quickly um because we've been getting all those emails with the um the program whereby you can submit your verification of vaccination that isn't intended for board members no board members aren't required to be vaccinated just wondering thank you yeah i guess they did have i guess i didn't wonder that for a second i was like huh did we have to don't have to submit anything you're okay okay that's that's good uh uh so uh dr zoland is does that conclude your report or do you have any additions no i just want to thank faith for clarifying that the third in the durgan both when you look at our performance in math and english and balance it out across the state and even within the derg where one in the derg when when you consider third rank third rank others may have scored higher than us obviously in math or in reading but when you look at there you could have been first in math and eighth in reading you know i think ours just demonstrates a high level of performance in in both so that's uh something for all of us here to be proud of thank you um okay moving on to uh old business um i don't think we have any uh there's nothing on the agenda for old business so um i'll move on to new business it says chairperson's update um so um chairman paragini uh did not provide me with uh any information for an update from him for me all i will do is um commend dr solon and chairman peregini for a very well received presentation that you gave to cabe is that correct where the chairman of cabe asks you um to present on uh i don't well i don't i want to i don't want to get incorrect what did you present on exactly basically it was um you know kind of navigating some turbulent times and in public meetings yes and um so uh their presentation was very well received and um not okay i guess it is a little pat on the back that uh the reason why it was well received is even though we this board has not received any formal training um part of the presentation was that um our i guess innate reactions to a potentially adverse situation was used as an example as to how to react to a potentially adverse crowd um so um i guess kudos to everyone here for staying calm and and i guess uh treating the audience the audience with respect uh that they deserve for for having their rep their opinions uh and that uh we were able to uh at least at that time have a mostly civil uh converse well conversation and or listen to their concerns um so um congratulations to dr solon and chairman prayer janie for that um and then finally i guess we have some upcoming meeting dates according to this piece of paper here october 7th is the board of education open forum meeting and i believe that is the location is to be determined and perhaps even the format is to be determined it sounds like yeah we were i mean typically we have a very intimate meeting where people are sitting closer on tables yes and we realize that you know covid you know kind of prohibits that so uh i was discussing with chairman peregini earlier today that uh he suggested we look at what maybe some other formats and how to facilitate that mr white yes yeah i mean uh we've got tents at the schools i i for one have no problem with like say a saturday meeting something like that a saturday morning if it you know hopefully it's not even so much the the day of the week it's just the the distancing i guess and we will figure something out so um next up is the uh it's october 18th it's the curriculum committee meeting 7pm central office boardroom and october 21st is the board of education business meeting uh 7 30 p.m town council chambers and let's see and i guess upcoming community events september 26th is school partnership meeting um i don't know what that is uh if you could want to expand on that that's um that was uh actually a meeting that we held earlier this week school business partnership meeting that was i don't know some morning this week at 7 30.

because it's it's matching if you understand if we can get it to a hundred thousand dollars then we spend 50 and we get 100 000 worth of work if it's 110 we pay 60 they pay 50. does that make sense i see the wheels turning what are you thinking i just run about the capacity so do we know what capacity on that one we're just increasing the distribution on the panel obviously more circuits but are we at capacity are we near capacitor do we have any idea we do not have any idea you talk about item three option one that is item three option one yeah yeah the i'm wondering the same thing what's if it's just adding more receptacle points but we're not actually adding any true capacity um but we might not need it either though so that's right that's that was that was going to be my following question what's the actual need i understand there's opportunity to do so but what's the driving the need is we could we could use more outlets we could use more plugs we can use more um with with more and more people using technology we're running out of out of space to run more things onto those circuits well but if they're going to be put over the same existing locations you still can't put more you can't put more outlets on the circuit with with the same wire it would be they're going to double the circuits basically double the circuits but but the capacity coming to the box would still be the same and that's where the the the i don't know how to answer that question as far as whether or not we're going to be lower on capacity but if we have the bigger boxes and everything works out great and if not then we're going to need to go out to bid and look at for someone to to do the um the wiring because all it would be then is adding the additional wires because we've already got the boxes doing the boxes and the wires now we're we're spending more money than i think we need to when we you know if if the state was saying we're matching it up to a higher amount than 50 000 i i get it but it's not a the cost differential is not there for me because we can do the wires later if that makes sense that's true sure i mean if you'd rather do the 217 000 we could bid that one out too because again those numbers are high architects always it's kind of like a projected budget well that's with the 50 it's costing double what it really should so by the time we get it we're paying what we should what we could do is we write the grant for the 217 and then we see what the bids are and we ask for an alternate bid on that it would give us time to do the capacity check as well but you're already over you're already over of a hundred so you're 41 41 or 29 so yeah so so i'm sitting i want to i guess unpack a little bit of what the item five um just trying to look forward a little bit and do a little planning i mean we've already talked about the fact that in a couple of years we our schools are projected to grow in size and you know to me this is an this is an access for those without disability for those with disabilities making it easier instead of someone who has a mobility issue having to go down another wing if we want to plan for a future capability if but planning for a future capability when we do do a the most the most economical way to add an elevator to that building would be to do um they make a pre-built elevators and and you can put them in place and it would be at the end of the halls when you drive in and you see the columbia sign on that on that wall right there see that door on that picture you could have a um a staircase and an elevator in a glass box on the outside of that hall on the outside of that building and that would be your access then for that thing so that top window which is rather rough and and could use some insulation that would be your second floor entrance way into the high school so that would be the the best way to do that and if we do that um electricity to the elevator wouldn't necessarily need to come from inside the building there might be a pole across the street that we can just tap into as well to make it to get the electricity there for much less than the thirty three thousand so i get what you're saying about planning for the future but um we've already kind of talked about that and said when well when we do add that we might be able to find a better place to add it but also this is a maintenance grant so i'm not sure that's really an improvement not really maintenance so i'm not sure that would qualify for the grant i think you might have a little more chance of rejection if we with that option rather so what's the fire alarm statement in there about them oh that would be that in a in a when you do an uh an elevator you need to make sure you've got the fire alarm and uh and it's got to be a talking one and all that other stuff for the for the new codes of more discussion or questions for my own clarity where did we land we we still without item one an item two we're fine with i get that item three are we going to go with option two and then have an alternate bid or do you think option one and then do the wires later if we need more capacity so i'll tell you where i'm at on that is these are to me this is an opportunity this wasn't driven by the previously stated need that was brought to the board so spending extra for the sake of spending versus taking an opportunity to do some real cost savings or cost sharing i would not be in favor of option two okay and that's kind of where i landed as well i just wanted to make sure i understood what our discussion was so we're looking at item one item two and option one of item three which would get us real close to the hundred thousand dollar mark which means where's one loan what's that 111 111 the bids will probably come in lower than that though sorry we'd be getting a half off sale on it it's on sale the recommendation my recommendation would be to approve those three options as we discussed and i would like to see something actually stating what the the need is with the the deep driving the the recommendation because it's you know we've talked a little bit about it but you know something for the file would be nice i believe these are items that kurt steve came up with that yeah the the kitchen is the big one is as is the um the the ag labs and the wood shop needs um those are the ones that were really feeling it and then the classroom space was just classrooms always need more space but they've not it's not been an issue as it is in the in the in the industrial arts center for obvious reasons but everyone else would anybody like to take mr grody's recommendation and make a motion to approve i item ones two and three with option one so i'll make that motion i don't think you get them take a second i'll make the second damn thank you roll call please kim sir yes we always like free money so that's great all right uh letter e is the approval of the 2021 to 2022 dual credit partnership agreement between southern illinois college and columbia c usd 4.

that's an increase of 238 students from last year and we always have to say that that's not final we're in a period of correction and adjustment all across the state and about the middle of october we'll actually have the final number because we had to to finalize a budget a few weeks ago the official or the number that the budget is based on is 911 which is a little higher than that and right now we get about 6 200 per student for every student we get next slide uh so uh we do have a capital projects plan that's one of the reasons for this meeting it's available on the website and since 2010 we've supplemented that plan with revenue from general obligation bonds we intend to do that again in next year the bonds will total 5.5 million and they will they will fund projects for our maintenance department and our technology department next slide this slide shows the maintenance department projects there's even more detail about these on the website next slide shows the the technology projects again more details on on those projects on the website next slide uh we also have a bus replacement plan that we're required to present every year by the state requires that of us uh we currently have a hundred buses in our fleet and next year our plans are to replace nine of those at a cost of about a million dollars depending on what the prices look like when we get ready to buy next year i always next slide please i always like to talk about some of the big changes in the budget and i would i would just mention a few of these uh one is we've made a pretty significant change with our nurses and our athletic training services and we've moved those to expenses to community health through our partnership with them and that has saved our budget 376 thousand dollars it's always nice to talk about that uh unfortunately that third bullet says with what um mr taylor has previously alluded to is we've got a pretty big increase we've increased our premiums by just about 13 percent because our health insurance plan expenses have been going up so then slide 12.

that's that's good yep much better than five yeah yeah i love all them under promise and over deliver you know perfect with that control that concludes our items for action item seven on our agenda is discussion items for individual board member comments or concerns anybody have anything tonight i wanted to ask something last school year we did a meet and greet before one of the school board meetings of all the new faculty that we hired um is that by chance something that we could do again certainly just so you can get a face with the name and we can get that on our calendar as a yearly event that's great i don't remember doing that but yeah it was you weren't here ah hence my lack of memory no wonder he didn't do it but we had we had a lot that year so we met down in the library okay by the media center first and then came up here but i don't feel like we had that many as we did the last school year this year yeah how many new hires did we have this year it was um we had six certified staff okay so still a number anyone else so what are what are the upcoming school events i know one of the previous board meets we talked about wanting to do what we could to support even having homecoming whether it's outside or whatever we can do to support that um but i'm not on like the high school emails or the grade school i'm on the middle school because of my childhood just what are what are the next upcoming schools homecoming is the big one at the high school homecoming will be um downtown main street the the city has passed that um that's the weekend of the 16th 16th october 16th yes pta is doing a movie night that wasn't set yet though but it's in october 22nd oh did they say october 27th so yeah they're trying to do an outside movie night and then they're also doing their christmas craft against the homecoming parade is october 13th okay yeah the parade's earlier in the week so that's on the 13th are they still doing the bonfire and those activities as they have in the past or is it just the parade i don't know this is going to be my first real year of experiencing the um the the things of homecoming last year they did some dress-up club clothes and things of that nature right spirit labs if you haven't seen the reveal video yet it's on social media they did a fantastic job it's a very good video of the homecoming yeah yeah that was neat look get it sent to you it's really cool we'll send you a link to the video anyone else thank you last time is the board's friends prerogative um i just like to commend the district i'm i'm very pleased with how things are going um i think we're really on the cutting edge of we're kind of leading um on all these fronts i mean we're taking proactive action in advance we're minimizing our quarantine we're being very good on the three-foot separation you've done a great job in your scheduling and allowing these kids to continue school which is by far the most important thing they we need these kids in the classroom um really proud to you guys at eagleview the items that your guys are doing very uh i mean it just shows that why people move to this area and what we're delivering so it i appreciate you guys coming in and sharing all that with us because a lot of people just don't know how good they really have it here so anyway um and again i want to echo mr grody's response or remarks about the roe and i know a lot of schools are unable to get these tests and they're they're in a standstill because they're mandated to do it but they can't get the tests or they're kind of rocked putting in a hard place and and uh we're ahead of that game so everybody's working together and uh i'm i'm just very proud of our entire district so yeah all right and now the last item is executive session so we need to have a motion to journey into executive session i believe for the i'm sorry and for um for the purposes and i think we have to read this so we're going to go into executive session for the purposes of appointment employment compensation discipline performance or dismissal of a specific employees of the public body or legal counsel for the public body including hearing testimony on a complaint lodged against an employee of the public body or against the legal counsel for the public body to determine its validity i'll make the motion tammy in a second a second thank you lisa roll call please report yes all right we are going to go into the executive session which unfortunately got to have you guys depart us so we appreciate you coming in i'm sorry we can't all right we are back in regular session we don't have any further items for action and that doesn't entertain that motion to adjourn i'll make that one second i'll second in honor scott all so moved yes yes corey yes meyer yes schumacher yes search yes that concludes our meeting that's 845.

just want to mention our our tax rate as we've said this shows you our 2021 our existing tax rate our proposed tax rate for next year which is up just a very small amount i just do want to mention that when we advertise this on the forums we advertise a much higher rate because we can always lower it but never increase it and so we do that to guard against any errors in estimation or procedures i don't need to show you the tax slide that you've already seen 15 please we do a calculation of what the impact of this change in the tax rate will be and we've done that here for a home valued at three hundred thousand dollars and we and our tax rate is actually going to increase by 0.008 and that would be a six dollar a year increase for this homeowner of a three hundred thousand dollar house so i'll go to seventeen uh so kind of summarize where we are with the budget this year the education fund and the operations fund are balanced budgets mention our enrollment up 238 at this point our estimated tax rate is one dollar and two point four cents which is up point zero zero eight from the current year an annual impact of six bucks for a home value to three hundred thousand dollars so last slide again it shows you the the web address for the budget if you have questions you can contact myself or our communications director stacy conrad as i said lots of information there as i like to say if you're curious or if you just can't sleep at night there's something for you to go read so with that i turn the the hearing back over to mr russell thank you dr gabriel any questions for dr gabriel we're instilling a hearing okay this is appropriate time for members of the public to comment on the budget or the information presented this evening are there any members of the public present who would like to comment yes so you can come up oh yes oh sure you want to see this and this if you'd like to speak on it come up to the microphone yeah thank you thank you anyone else thank you are there any board members now who have comments or questions none for me at the moment i just have one what's the average age of a bus well the state suggests that we should make them last 10 years and i can't 12 years i can't tell you exactly what our average is but we come very close to that because if we're replacing something that's less than 12 years old we have to explain why and in this plan you'll see there's one bus we're replacing that's not 12 years old so almost all the time they're at that 12 year mark or a little bit longer okay thank you oh yes that's the total for nine buses yeah anyone else thank you dr gabriel so please be aware that there is no board action to be taken this evening the board will approve the budget at the next regular meeting on october 21st 2021.

thank you uh i am actually very uh interested to hear in your recitation of our uh bylaw regarding public comment that is exactly what i plan to speak about tonight i'm glad to see this issue finally come tonight come to light i am shocked to hear that you plan to vote on this public policy change on monday 9 27 is that a public meeting is a question i'd like to know i understand bylaw votes must occur in a public meeting i have been noting that for at least two months the school board president has circulated in hard copy and read into the record as you just heard what he calls the official bylaw on public participation in fact it has been shared in hard copy tonight however the actual text of the bylaw was approved march 7 2012 it can be found on the board doc's website i have a copy of it right here in case you're curious what mr russell is circulating is an unapproved proposed revision this misrepresentation of the rules surrounding public participation in school board meetings is both important and timely this issue is so important right now because the school board president has refused all requests by community members to be placed on the agenda despite following all the requirements outlined in this particular bylaw all requests have been denied this is a violation of indiana code one and a half one also known as indiana open door law i requested to be on the agenda i provided all the information in the correct time frame i asked to speak about social emotional learning and the related panorama survey however this request was denied this is why the review of public participation bylaw is so important i made this request to be on the agenda after the school system violated federal code 20 usc 1232 h.a the hatch amendment indiana code 2035-17 their own handbook and the stated policy regarding the panorama survey i along with many other parents submitted our parental non-consent form for all of my children these were submitted electronically i received you say you're going to speak on this policy revision period may i skip one sentence to where i address consistent and meaningful access to the board via public participation are you is that it you done or no no i'm not done stay on topic please without consistent meaningful access to our board our elected policy makers how can we effectively address issues like this without open and unfettered access to the board how can we work together to hold the school system responsible for this violation of both rights and trust parents across this district have emailed called asked for meetings and shown up to public meetings just like this one we've attended coffee chats made signs planned rallies yet our voices are not effectively being heard by our elected board we come and hear half truths condescension and lectures this does not make for meaningful public participation in board meetings school board members school administrators we are the parents we do not co-parent with you we will not be ignored you have an ethical and legal obligation it is well past time to stand up show up and do your job [Applause] let's keep a decorum here please our next speaker is brittany carroll if you come up please state your name and address brittany please sure can you hear me okay yes i'm brittany carroll i live at 2069 caledonian court here in the center grove community and i am the mom of center grove school children can i begin yes okay the supreme court case troxel v granville cites a constitutional right of parents to direct the upbringing of their children the court held that quote the interest of parents in the care custody and control of their children is perhaps the oldest of the fundamental liberty interests recognized by this court end quote the plurality held that quote choices parents make about the upbringing of children are among associational rights sheltered by the 14th amendment against the state's unwarranted usurpation disregard or disrespect end quote troxell requires courts to give parents decisions considerable deference and as illuminated by prior supreme court cases that deference to the parents wishes will be overcome only by some compelling governmental interests and by overwhelmingly clear factual circumstances supporting that government interest this school board is on the wrong side of the law here there exists no overwhelmingly clear factual circumstances supporting universally masking school children only during school hours and government governor holcomb here you said you were going to talk about the poly revision here if you if there was ever a policy revision needed i plead that you will hear what i have to say about the constitution of the united states policy revision doesn't have to do with the mask i'm sorry i did not hear what you said the policy revision doesn't have to do with the masks well it the time that i signed in it wasn't clear what was going to be under revision and this i implore you needs some consideration it has to be about the what's on the agenda which is policy revision it was on the website ahead of time it says 7.2 proposed policy revisions that's what it states i specifically requested to be placed on the agenda and i timely and properly made that request i was denied i don't know how parents are allowed to address the board if we're denied our re timely inappropriate request to be on the agenda and then we're denied our three comment it's three minutes you can plug your ears but i have a right to say these things i'm the parent stick to policy so everyone's treated equal so if you want to talk about the policy fine the parents here are upset and this is a respectful way to voice our concerns we are following procedure i came respectfully in my mask i did not take it down one time we are complying with all of these you know rules that are being put forth before us we just want to be heard we are the parents we get to make the decisions in the best interest of our children are you going to allow me to continue if you'll talk about the policy of i'm not sure what policy i'm allowed to discuss because the policy that needs to be discussed is our parental rights but there's probably no discussion that we could have here with this the policy carol the policy is on public public put on the change was to clarify on action which we just went over a while ago it's that policy right there we have to stick with some kind of procedural so that the meetings can we're following all the procedures okay i okay these are these we are always open to meet with you one-on-one we've made that quite clear no that's actually not true and i'm frustrated

[Music] wow [Music] good evening ladies and gentlemen and welcome to another exciting edition of columbia eagles football coming to you live from freeburg illinois for another big cahokia conference matchup here and it doesn't really matter what happens the last two weeks it doesn't matter what happened last four weeks we got a big game here tonight for cahokia conference matchup both teams coming in at two and two and [Music] the ace is wild pregame show behind the mic contractual obligations freeberg has with the nhs which is where the game will be streamed from tonight we cannot show the game on our camera so behind the mic jared here we are this is something new i like it um yeah coming in freeburg um it's always a big game when especially when you're coming to freeburg um big conference game it's going to be a rowdy one tonight so i think columbia needs to come in ready and ready for a tough one tonight freeburg they won the state championship in baseball last year so they're going to be doing their ring ceremony tonight so that's one thing going on you also have the homecoming going on as well so going to be a lot of people and freeburg this is their super bowl teams like pretty much in every sport when they play columbia you know they can go saying football they can go one and eight if they beat columbia that's a good season for them yeah and especially for a lot of columbia kids just me being one of them um freeberg's always a a game that you kind of circle on your schedule kind of that in waterloo is the two that i always circled um especially just coming into this type of environment and the fans are always loud and they're always ready for for a good game and i just think tonight's gonna tonight's gonna be a good one to watch yeah this is a game that you don't really wanna match the intensity because the intensity is there you're gonna be you wanna set the toner you're gonna set the tone early so a little bit about last week columbia coming off the 21-0 victory over roxanna it is the uh a pretty much dominant game all along the columbia eagles plate from opening kickoff to the final victory formation defense only given up no points obviously yeah too many yards mistler started the game off defensively though with that scoop and score and that got us going from there yeah anytime your defense can put up boards or put up points before uh on the board before your offense can that's that's pretty nice and coach germain and coach horner have it a little bit easier when their defense can put up points on the board so um i think that has was definitely a plus last week our offense came together a little bit more and our offensive line is starting to run their feet more and our defense is starting to make some plays i think last week it was more of a test with a different offense that we don't really see a lot it's assignment football that coach germain talks about each week and i think last week really really validated the columbia defense because i think that was uh it's tough to play against the defense like that but i think when you when you get up um 21 nothing whenever you're playing against an offense like that it's it's hard to for a team like that to come back so great job by the defense yeah you see vaguely they're eight rushes for a couple yards there and mcconaughey was right there with them vaguely eight for 55 mcconaughey nine for 65 so pretty even there and then vaguely throwing six of eight 84 yards the one pick was a bad pick he just under threw megan said he had him open and he had a touchdown out of it just under through him and missler there three receptions 53 yards did a little dancing down in the corner and uh to get into the end zone defensively again mistler saying his name 22-yard scoop and score coach jermaine said he actually missed his assignment didn't do the right thing but when you score that doesn't matter so mcconaughey with a pick hicks with a tackle brewer once again leading and tackles with 8 10.

denny we say his name all the time the linebacker turned safety eight tackles in the sophomore and brandon jackson with eight tackles so everybody did their job last weekend yeah and i think something that we've said with that that we've seen the last two weeks is vaguely and mcconaughey coming up to kind of get more of those guys in the mix you have up front on the d-line like um on who was that owen brewer my coach germaine said last night he said he was the one that set that edge and was the one that kind of forced it back in and kind of forced that fumble and that first score last week for the eagles so i think as uh as long as everyone keeps doing their job and doing their assignment i think uh we could we could keep getting some w's and on that running play that vaguely we just showed right there he could have gone left right middle wherever he wanted to go it was open and this is the play here with mistler new form new play i believe had a little bit of a wrinkle play action froze that guy enough mistler makes a good play to catch the ball and then right here as he's down the sideline has to do a little sidestep and a little dancing to get in and that's what put the eagles up 21 nothing and you know after that scooping score we didn't need anything so i was just icing on the cake and all of that was done in the first half you go to that second half they had the ball for almost yeah i think it was ten minutes in the third quarter we ran four plays in the third quarter and then we only kneeled the ball at the end of the game that's the only offensive plays we had we had seven plays in the second half so so coach germain talked last night in the holton meets coach's corner at ben don't break mentality we had it last weekend and we're going to need it here tonight hopefully we don't even have to bend hopefully we can just not have any stress tonight in this big game but we'll see how how that can go for us yeah because last week we had roxanna they they had the ball inside the five uh on four straight plays and columbia was good enough to step up and make a play and convert on fourth down and get the ball back so i think anytime that can happen you put a lot of a lot of faith in your defense each week and i think we'll we'll see us grow a little bit more tonight well that's going to do it for this first segment of the week 4 rack recap rather we're going to head to a break we will be back [Music] bye welcome back ladies and gentlemen behind the mic in the asus wild pregame show here at freebird alex schlemmer and jared germain here conference uh standings week one of the conference is out of the way so that puts columbia at 1-0 freeberg lost last week to breeze central that was a good game so they're 0-1 so salem's leading the way 3-1 overall 1-0 in the conference they're putting up the most points so they get to be that's their uh tie-breaker breeze central 3-1 like i said they beat freberg last week columbia goes to two and two with the win over roxanna freberg owen one roxanna 01 and wood river 0-1 1-3 overall so you look at that that's a little bit more of what we used to see in those first couple of weeks when it was just the overall record columbia's down the bottom we're not used to seeing that yeah and coming into this one this can be a very big game if you want to get in the playoffs at the end of the year i think this one is going to be a tough one to win but i think looking kind of down the road you've got east almond river and salem who can be winnable games very winnable games and i think if you sneak this one in there then you can have yourself a playoff berth right there so along with central and jerseyville is our last game of the year so those can be very tough games so i think this one could could potentially be a must win whenever it's all boiled down to it so i'm hoping these these guys come in ready yeah you gotta get to that five wins as the the number that can get you in then it comes down to playoff points i think this year we will have enough playoffs probably pretty good with those now the problem is you go five and four you're facing some big dog up at nine to know and typically it's going to be somebody like a rock chester team who's got a dynasty going on right now so like you said must win game i think i would consider it that um just because it is freebrook it's a must yeah now you throw the playoff implications and in the end you're gonna need it as well so this is the one conference game going on this weekend uh you got us in freeberg then you look at the rest of the conference schedule you got bree central at east alton wood river i would assume bree central wins that and then roxanna goes to salem and again i'm going to assume that salem should win that game there so you're you're not going to have any movement up top yeah and or at the bottom really either but so just got to get the job done here tonight and that takes us into tonight's game where the eagles and the midgets are facing each other this is the longest consecutive series that we have had in our opponents it dates back to 1975 i believe it is and uh it's the longest series that we have haven't missed any games in between that stretch but columbia 26 and 21 coach horner 17-4 with the one meeting um coming in the 18 playoffs i believe it was um i asked coach warner last night in the coach's corner i said what's what's your favorite victory he goes i'm going to need a couple he was my first one my first one's going to be back in the 2003 season it was the first time columbia had beaten freiburg in a while so he was excited about that and then he said that 2018 victory in the playoffs was good last year columbia wins 44-21 and this win streak that columbia is on dates back to 2011 had 11 victories in the 10 years the last loss came at columbia whenever we bid on a hitch and go we ended up losing the game 13 to seven so not that i'm bitter about that girl or anything but you know hey that happens that's just what what it boils down to so i talked to coach kendall tonight i said coach how are we going to get a victory here tonight and he said you know we're going to have to match the tone we're going to set the tone whatever you want to call it and like you've already mentioned once tonight you mentioned last night that's the biggest thing you can do yeah and definitely coming in these guys are going to be ready 11 straight years i think like you said columbia has beat freeburg so um columbia has always seemed to have have the target on their back in this conference and um i kind of like that because everybody's gunning for you gives you more competition each week and i just think uh freeberg's gonna gonna be really ready for this one especially with all their extracurricular stuff going on so um gonna be gonna be a good one tonight i asked him on the offensive side of the ball i said hey you know two weeks ago we were told we were going to start in a hurry we did last week we were told we were going to start in a hurry we did and you know i said are we going to do that again tonight and he goes absolutely we're going to have to um coach warner said in the score early yeah yeah in the houghton coach's corner he said you know they've got the ability to give up big plays so when we have that opportunity to get a big play we've got to take advantage of it and i'd like to see columbia slinging around a little bit tonight yeah and on their defensive side of the ball i think coach germain and coach horner both said last night they're going to have seven guys in the box and just playing man-to-man across the board so as a wide receiver i'm loving that because i'm getting to run any route i want and with bob vaguely back there if you can give him enough time like the last two weeks our line has given giving him just enough time to throw the ball and run a little bit and i think if don vagley just has enough time we can we can see some big plays tonight from the columbia offense he's coming in tonight completing 56 of his passes 41 of 73 387 yards four touchdowns and two interceptions so that gives him an 87.95 passer rating whatever that means uh we talked about that last year we still don't know what that means so then defensively i asked coach kendall i said you know freeberg's coming in their quarterback i believe he's only completing 42 percent of his passes yeah 38 of 84 for 508 yards with four touchdowns and six interceptions so that's what i asked him i said you know what are we going to do to stop their offense he goes if we can get them out of a running situation and have them sling the ball around i like our chances take our athletes and that's that's that that's something that coach horner has kind of done over the past couple years taking taking our athletes over a lot of other teams athletes and um just having having guys that you can spread the ball around to and having guys make big plays so i think tonight that's going to have to happen make a couple big plays and get out of here with the w so one of our guys that makes all those big plays jay mistler we talked to him this week and here's what he had to say about tonight's matchup a lot more turnovers are going to happen and more defensive scores two scooping scores touchdowns on the year i guess just block everything out i almost see there's a little bit of motivation kind of stick it to them pretty exciting to get a win on their homecoming on their home field during their ring ceremony thing so that'd be pretty exciting so it's almost motivation just kind of blocking out play how you know how to play i think everyone knows about what it's going to take to get when this win this game everyone has their own thing of to get them ready i think it's pretty cut and dry you don't need much motivation for a game like this it's a very good point you don't need much motivation for a game like tonight yeah when you have freeberg on your schedule uh it's it's gonna be a rowdy one and a good one no matter what so i'm looking i'm looking forward to this one tonight and this is one of those games you know you don't need the motivation you know what's at stake you know that a conference championship could be on the line you know that a playoff implication could be on you get on twitter you see all the trash talk already i mean i i see it not i know i'm only three years out but i got on twitter last night and i already see trash talk going on between both fan both fan bases so um tonight tonight should be a rowdy one and i'm excited so were you a trash talker yeah absolutely yeah of course all right jared we're about five minutes away from kickoff as uh freeburgs coming down onto the field right now they just got some guns going off with some blue smoke that's pretty cool and all but what do you think what's your prediction for tonight's game oh well i think columbia's got to come out and set the tone early but i'm going to take the eagles 2014.

just off of midfield hands it off again to the left side [Applause] and another good run by the highlanders so far they've been running to that middle or left side and just that short pass [Music] bring up another first down for the highlanders quickly to the line hands it off from the shotgun oh met by number 34 i believe yep chase harrison that's another name you'll be hearing quite a bit tonight led this olympian defense at linebacker so far this season floyd central in the shotgun once again running back behind oh he's scrambling nearly oh and he's taken down by the olympians thought that he was able to escape that but two olympians were able to continue the rush on the offense and a great sack by i believe it was galt kaden gold brings up third and long for floyd central let's see if they throw it a little bit deeper protection scrambling going to the right oh and he's taken down by the olympians and number six brennan cowan with the tackle brings up fourth down and we will see a punt from floyd central logan christophel will not get a chance to take the punt back so we're 7 37 here in the first quarter ball will be placed at the 21 yard line columbus east will take over and let's see what the olympians have got tonight on this homecoming night [Music] hands it off looks like villarreal villarreal to the left picks up some positive yardage ethan duncan heading the offense up for the olympians again tonight you've already heard three names that are prominent in the olympians offense duncan villarreal and christopher that time floyd central was ready for the run and they took villarreal down which will bring up third and five on the olympians own 26.

i i don't think it's going to be a high scoring game i think both defenses are going to play really well and i think columbia is going to come out on top by a touchdown columbia by touchdown i'm going to go a little bit closer i'm going to say columbia 27-24 i wasn't sure about that 24 how that was going to happen but i just watched her kick her out here booting 50 yard feelings and that wind out there is a little uh it's windy out there so if you got the wind at your back you'll get a couple yards extra on that on that wind yeah in this place there is nothing around us it is nothing but fields in a school around us so that wind will be a factor as you can already hear the freebird fans starting to get into a little bit and they're still filing in at the entrance as columbia is getting ready to start making their way through the gates and you know columbia we're going to travel well so it's going to be good we're going to need that sideline on our back side tonight and i think we will our cheerleaders made the trip as well i don't see our team yet but it looks like freberg's running out now and we are three and a half minutes away from kickoff [Applause] columbia's about to make their way underneath the blue and white tunnel that's fitting that they gave us a little tunnel there for us to come walking through very nice of them once again we've got the eagles coming out with the american flag and the blue and blue and red flags so it's going to be a good one folks it's going to be a fun one we're going to send it to one last break and we will have the kickoff coming up right after this [Applause] [Music] [Applause] [Music] welcome back ladies and gentlemen we are just seconds away from kickoff we've got fireworks we've got fans we've got a good band we've got your head bobbin going on yeah what was my song last week i was dancing around i don't even remember every week we got one rolling so but we got in the car today we had little jay bieber going right away that's a good omen so and uh happy birthday to coach germain number 49 turns 49 this year so uh let's get him a good birthday present here this week yep three days ago i think it was the 21st turned 49 and yeah that's his golden birthday he wore that his whole career in football so big year for coach jermaine so coach g is proud he's excited columbia won the toss elected to defer and freeberg will be receiving the opening kick tonight's captains for the eagles number 63 grant matheny number 65 owen brewer 21 kyle mcconaughey and 88 jay missler vaguely is going to send it deep and that's going to do it for the aces wild pre-game show it's eagle football time [Music] and vaguely sends it deep it is going to be into the end zone for a touch back so the freebird offense will start at their own 20-yard line jared what do you got tonight for your keys tonight's game and getting a victory well i think just coming into to freeburg it's always going to be a rough environment so you gotta you got to come out early and be ready and i think you got to prevent the big plays if you can take those away you're always in a good spot to win the ball game and i think you got to set the tone early coming into a hostile environment tonight and with everything going on all the extra curricular activities during halftime and just a big crowd i think you got to set the tone early and let them know that you're here ready to play doubles to the left side going to be a run to the left side they're just going to try to follow their big men and they're not going to be able to get anything as it's going to be about a two-yard gain and a great job by brandon jackson getting up and clocking that hole right away and something we didn't really have in the first two weeks was those touch backs that we've got the last two weeks from dom vagley so that i remember the first two weeks versus moscuto and waterloo they were getting kick returns all the way back to almost midfield so it's huge whenever your defense can come out on the 20-yard line doubles tied for freeburg it's gonna be a pass play then go across the middle of the field caught by number 99 big boy running down he's going to get about 12 yards and he just ran a crossing pattern and it was caught number 99 on the play jacob carmack he has three receptions for five yards he just got 15 there freeberg's gonna go tempo he plays in that little sniffer spot like jay mistler does so we'll see more of him out of the backfield motion man was going to be number 85 but there is going to be a false start first we've got an officiating crew coming from massachusetts new jersey ontario i think there was one illinois guy in there but for some reason i don't think those are the real hometowns if they are they're getting paid mighty fine so that's going to bring up a first in 15 now with 11 minutes to go here in the first quarter trips to the left side running back left ball on the right hash thunderberg's gonna fake the handoff gonna be caught again by number 99 who's gonna get about 10.
