thank you mr alexander do i have a second second thank you mrs counts all those in favor say aye aye all those opposed motion passes four to zero thank you everyone thank you mr taylor our next action item is the second reading of proposed policy revision dr thank you mr russell you have in front of you the policy revision of zero one six seven point three this was presented to you at the last board meeting uh for your request mr russell for some clarification the adjustments were made to item b anyone having a legitimate interest in any of the action items of the board may participate during the public portion of the meeting and so the clarification is was the intent of the board to have public input on actions taken by the board so these words should clarify that meaning of this policy so that's the change this would be your second reading so you can approve it at this point excuse me there's no comment at this time no item number four on the agenda please be quiet please go buy your own agenda i invented the agenda to move it to under action we invented the agenda to move public speaking okay i guess we're playing today one more comment i'll ask you to leave okay do i have any questions on the second reading of proposed policy revision jack i did did we was there also an amendment to the um must register from four days to 10 days as well was there anything else on this document that was no that that happened back in march when the board did amass new policy approvals and that policy was changed from four to ten days it just wasn't updated correct the website didn't get updated by neola thank you mr count any any other questions or discussion rich i'm just curious on the i know i already asked you this question but just the adding this to only public comments on action items was there um the reason behind that or is there you just want to kind of narrow the scope of basically public comments from things that we're only taking action on that night for example we don't need public comments on the pledge of allegiance and things like that correct in in discussion with the board was how you know we didn't necessarily want to get you know folks to come up and sign up just to speak on what kind of wheat killer we're using when we wouldn't even know or something like that and or just kind of picking out things like the national anthem or the mission statement and just kind of taking a random large so the public will still be able to to address the board on items that we're voting on that evening that's correct okay yes anything else here thank you do i have a motion for this item mr president i move that we approve the policy revision as presented thank you mr alexander do i have a second i will second all those in favor say aye aye all is opposed i don't think i i think there's a lot of question out there just because of what's on the website versus what was presented the last time okay mrs counts mr humphrey i was ea okay motion passes three to one thank you everyone for the discussion just quick announcements and we'll go to public speaking october 21st is the next board work session and that starts at two and then october 21st that evening will be the regular board meeting okay we will move to our public speaking our first speaker is mr collins he's here state your name and address please william collins 3865 new battling mr collins i'm sorry you're going to have to take the mask off so we can understand you okay it was your rule okay um first uh the agenda thing it's ridiculous you know it is i know it is this is just another one of your attempts to limit the voters in the communities means of addressing issues that we don't agree with there are many you know that that's why you don't want us to speak on them there's been many other ways that we've tried to speak to the board you've tried to minimize and reduce and silence us on every single one of them including our way of being placed on the agenda going from four days to 10 days and even when we submit several weeks in advance you deny every single one of those with mr daniels being an attorney you might want to consult him as well as mr arkanov's attorneys please leave the names out okay the superintendent's attorneys he uh he puts him on every single email that i have with him these days legal verbiage is very specific verbiage saying shall is not a suggestion it is a legal command like you shall place us on the agenda should is a suggestion may is discretionary but shall isn't an option you shall place us on the docket to be discussed on an agenda you might want to consult an attorney lastly uh teacher pay i see that you guys are raising it by an average of eight percent that's super unfortunately areas like clark pleasant they've been doing this for years i find it sad and appalling that teachers that live in this district have to leave our district to go to clark pleasant warren ips franklin to get competitive pay and benefits and i also see that you're raising the premium about 12.7 percent on average that's appalling there's no reason why teachers have to go other places to get comparable benefits to people that work at burger king all of you should be ashamed there's no reason that you should approve a contract that pays our teachers slightly more than what they're already making to make what some of their competitors are making more than already you should be ashamed of yourselves they need more than that and you need to hold the teachers that aren't doing what they're supposed to be doing accountable maybe if you got rid of some people like sel coordinators that no one wants you could afford to pay him more that's all i have to say thank you mr collins our next speaker cecil my name is kara cecil 5092 windeal drive barbersville 46106.

i'm glad to be here this morning at 7 30. i had to get through a high school line i've already been to the gym but ik learned something this is the bylaw that is available on center grove school board website which takes you to board docs this is the bylaw zero regarding public participation this one was approved march 7 2012. when i compare that with the bylaw also marked 167.3 that has been circulated for months there are several distinctions i want to read them for you comparing to the bylaw available online the one circulated and voted on today says you have to have 10 days notice that you must provide a copy of the comments that will be shared to the board when you are requesting to be on the agenda the public participation shall be permitted as indicated on the order of business providing however the public registration may be prohibited at any meeting that must be conducted remotely or virtually due to an emergency declared by the federal state or local officials please note that it was in the paper that this school board has considered moving to virtual meetings if they do that per there by law that they're circulating that is voted on they can omit public participation when you turn it over the presiding officer may these are new prohibit public comments which are frivolous repetitive or harassing request any individual to leave the meeting when the person behaves in a manner that is disruptive to the orderly conduct of the meeting request the assistance of law enforcement officers in the removal of a disorderly person when that person's behavior interferes with the orderly conduct of the meeting and the presiding officer may waive these rules with the approval of the board when necessary for the protection or or i assume that's a typo just so you know protection or privacy of the administration or the board's business this is what they've been circulating for months this is what was just voted on this is what's available online despite what both of these say i have made a formal request meeting all of these requirements to be on the agenda and been denied i want the board to know that we are trying to follow these rules i've printed them i've read them i followed the rules and you still denied me we have had rallies we have signs we have emailed we have called public participation is important if you want this school district to be a partnership between community members and the elected officials this bylaw these proposals limit parent or community member interactions in these meetings they are more restrictive you're not even following them though i want you to know that we see we see that we know what's happening here it's not acceptable thank you mr cecil any other order of business meeting return

935-1520-9819 you can also call 888.70 recording in progress okay presently i don't see anyone okay if somebody um does come you can just alert us and in the interim um i presume everyone has got a chance to review the august meeting minutes are there any corrections or additions or is there any discussion of that set of minutes the the only um correction is the um call the meeting to order at should be 601.701 oh okay thank you the uh the first item call to order good catch excel one okay because i'm treasurer and another board so i have to be aware of all the numbers you know probably some day three years from now they'll ask why we started the meeting so late yes so thank you for that because we would not remember that we were actually on time any other corrections additions discussion of the august minutes if not is there a motion to approve them with the time correction i make a motion to approve the minutes from our last meeting with the uh correction is there a second i'll second it thank you all in favor aye any opposed all right and denise just jump in if there is a call that shows up i sure will um because i you know it may be topical it may be on one of the topics that we're discussing which i think we could probably handle um the first order business is some old business to um have an update on the complaint review process so commissioner todoro hargraves so i just wanted to give a quick update just so folks know where we are we're doing really well every month we do get the sheet from pd to let us know where they are in the course of investigations um that's been helping us out quite a bit especially if individuals who complained through us are contacting um ms jeunesse to find out what the status is she's able to look at the document and be able to say it's still pending or you should have received your letter um things like that and she's able to then ask them you know did you receive the letter can you send us a copy of it and we're we're getting better at communicating and being able to stay on task um the other thing is she's getting some of the complainants be able to supplement work through us and then she's forwarding it to pd especially if the complaint is still pending um we are still having some obstacles with technical difficulties that we're still working out in order for us to be able to review um body cam footage you know we'll go into will be sent the links to evidence.com and it'll be empty so we're still working out those glitches but um so that's still adding to the amount of time that we have um but denise is going to be scheduling another session for us in next week or so i'm going into october where we'll be sitting down with it and reviewing these things again and i think the more we do that um the easier that everything will fall into place we do have our five information managers now so we're hoping to start moving through the process um quicker um in 2020 we had a total of 29 complaints we're just finishing those up we have nine more to go and so we're hoping to get those done in the coming weeks so that we can start 2021.

[Applause] clark [Applause] all right lafayette again for the month of september is our school nurse melissa sherman this is melissa's second year at lafayette and she was tasked with covering two buildings for the start of the school year handling nursing in one building is obviously a task in and of itself never mind while you're preparing for the start of a new school year while consistently advocating for our students with the sharing of our website of what was important and strived every day to give us her absolute best mr sherman thank you for always putting our students first and for being the caring and compassionate nurse that you are blackie i appreciate you [Applause] our jump for the month is mrs gina petresky and he has served in the balkan district for 23 years i've had the pleasure of working with her as a special area teacher and i cannot tell you how much i enjoy going into her classroom she has such high expectations for her students and she really lends a helping hand whenever you need it i am so thankful to be giving our first gem award to mistina petresky community middle school we have mr santa clara hello again the community middle school is proud to recognize this is carina de nuvio eighth grade math and algebra one teacher as this month's representative gem award recipient by the time students reach middle school they often form strong opinions regarding their affinity or displeasure with the topic of math therein lies the challenge for middle school math teachers how do i engage students who negatively feel about the topic while at the same time providing challenges and enrichment to those who tend to excel this past year and a half has added an entirely new dimension to this process when we think of math we associate with pencils papers and erasers however kovit has changed that medium from written work to computers apps and online programs mrs denubio has done an excellent job transitioning from in-person instruction to virtual to hybrid back to virtual back to in person and i'm sure mrs denuvio would be able to chart those data points and determine a bell curve in addition to classroom instruction this is denudio as coach varsity cheerleading began the cheer dance workout club several years ago at the community middle school and was the co-chairperson for the cms yearbook committee mrs denubia was unable to join us this evening but is logging in virtually to this meeting so on behalf of the community middle school teaching staff as well as a decade of current and former students i would like to thank carina de nuvia for her contribution and for her efforts in helping our students achieve greatness dr kyogre if you don't mind one of our students came in yeah there were some other students that came in as well melissa santa brian [Applause] okay it's a great pleasure that we recognize miss janelle philiantro as the gem recipient for bound brook high school ms philiatro has played an integral part in creating the star program which stands for students and teachers achieving results this is a new program at the high school which is centered on a functional approach to the core academic classes as well as social skills motor skills self-help vocational skills and community-based instruction its purpose is to allow our students the opportunity to practice and master independence self-advocacy advocacy skills engage in social interaction access community resources acquire and maintain vocational placement and participate in recreation and leader activities it is our goal that these students will transfer these skills into their adult lives following high school graduation and it's for this reason among others that we congratulate miss philliatro for being named the recipient of the general board at the high school a recognition [Applause] olivia perez [Applause] michelle santamaria sandoval [Applause] though hello [Music] and last but not least marcos garcia diaz [Music] that was the old days when we first hired this person yes with a different name at that time it was bonneville then now mrs trulis who has been working in central office as a supervisor of special services worked integral with ms filiatro on the star program has been running esy or extended school year for us and works with our curriculum and our teachers on a daily basis with special education students and teachers making sure that our curriculum is delivered in the best way that it can be so miss treliss this is truly congratulations on being in the district [Music] all right so uh so any of the parents if you need to get your children home we're just gonna take a couple minute break uh so feel free to leave you're certainly more than welcome to stay if you'd like to uh but we're gonna just take a five minute break how are you foreign [Music] uh i'll see you um [Laughter] oh along with all committees have met since our last board meeting um titles for those who will be posted to the website shortly number four open to the public for agenda items only if there's anybody here approval of minutes [Music] motion minutes this movement is miss morris yes is nissan yes this is mr ricimano yes mr tomaselli yes mr batalaire yes mr zuko [Music] second second yes [Music] yes [Music] can i have a roll [Music] club stain mr zipko yes mr fazio yes and mr januzzi yes ocean passes represent me he's right now [Music] um that's very great those gentlemen just to share that story looks very interesting i'd be curious to hear how the how the students react to that yeah yeah thank you oh and 8.4 can the arc glass come in with the presentation sure i i love when they do come out get out and you get to see stuff yeah i know can i shop around now she said she was looking for three chapters yeah i don't think my principal's gonna let me out on that one well i'm free okay discussion nope mr bob there yes but i'm standing from 8.5 mr zipko yes mr faggio yes yeah because i was trying to go through the past gazillion um we used to like just highlight what wasn't what the actual revision was and i didn't on policy 1648 11 the rope forward um i have a question regarding how we're doing is remote learning the kids warranty the way we're doing that right now is very simply is the scene that said we have to give them a comparable instructions in person so right now they're doing google links at home so they're in in the classroom itself um any questions those particular students have they would email the teachers we'll get back to them we're also giving them um an hour a day of extra extra help after school but for the students why we all we have the technology in place why aren't we just letting them ask a question how is it [Applause] that's right that's why we're one of the few districts that's giving me hours after school okay but to do it in real time in the classroom would be to lead to taxing on the teacher itself to try and monitor a screen and what's going on as well as little kids in the classroom that's [Music] and we've overlapped we didn't have to do the extra hour that was something that most pictures are not doing i i did the extra hour just to compensate for what you're talking about [Music] but it's it's an additional cost correct yes [Music] aids and things like that so again i'm trying to leave as much pressure on the teachers as i can at this point in time to make sure that they expect to come to work [Music] yes ms martinez yes this is morris yes miss wishing yes mr salad mr thomas ellie yes mr vavavalaire yes with an extension of 9.3 thank you for all the donations that's awesome what can i ask about oh um oh i'm sorry that's okay especially i'm looking ahead sorry [Laughter] sorry i'll save that for next time yes the battle there that's stain mr zupko yes mr posio yes and mr januzzi yes osha passes yeah how did we come about that that was the musical yeah the first one in the montgomery township part of it for 420 yeah it's awesome we'll get there eventually it's 11.7 mr smith yes dr stewart is friendly with the director at montgomery high school they did this massive fundraiser and he had offered to donate oh wow that's awesome tell them both thank you so much [Music] that's awesome yeah that's a nice problem to have that you would raise someone's name [Applause] the original contract wasn't can you just control what's being changed i'm assuming it's a great adjustment for the full day and half day building based substitute teachers yeah that's that's actually an adjustment on our part we actually raised the um rate for um per day and subs per day um that's the school's base sub not the daily subs we actually raise the rate for those again um we're trying to get we're trying to get people to come to work right now we're having a very difficult time what is that what is the increase that we it's it's now 120 a day 110 maybe seven dollars a day maybe 20 might have been 100 120.

at our august 23rd meeting we were able to present a tentative budget to the board of education and with the purpose of putting it on public display uh we had no public come into either the finance office or the central central office to view the budget it was online i didn't receive any questions about that but we did have some time to continue to look at the tentative budget and to work with some of the revenues and expenditures and uh in the meantime the district auditors were in so we had um some time to ask them some questions as well so we also had an opportunity to present this at the september 20th finance facility advisory committee and i'm happy to present you with the budget that we have today we do have a surplus of 3.368 million dollars and our fund balance currently the contact information provided on the comment card thank you joshua keith good evening my name is joshua keith and i am a senior here at oswego east high school i wanted to talk to you today about the free lunches while we appreciate the free lunches i would also like the opportunity to purchase items a la carte as it is right now we get one meal that includes a hot sandwich and sides which consists of fruits and vegetables i am not much of a fruit and vegetable eater as probably the case with a lot of students so the sandwich is pretty much all i get i would like the opportunity to purchase additional items such as another hot sandwich pizza sides such as tips or even a salad right now if you want to want additional food you must get it out of the vending machines which is mostly junk food and only available during passing periods outside of lunch any additional food i must bring from home the free lunch program should continue i would just like the opportunity to purchase additional items a la carte items such as sandwiches pizzas salad or chips i do understand that these are unprecedented times and everything is new but i also hope that thing that things continue to change through lessons we learned as we move forward thank you sarah wendy sato hi that's me wendy sato good evening in light of tonight's discussion on the district equity statements i wanted to share some thoughts i love the school district i love how when my son had athletic success dr sparlin wrote a personalized letter on two separate occasions stating congratulations i love how when learning was initially difficult for my daughter that the school rallied and helped her use strategies and now she maintains a 4.0 gpa when we adopted my youngest and came into the school to say hello they put an announcement on the intercom for teachers to meet him four years passed and it was time for my youngest to start kindergarten a teacher met us at the door and without hesitation said timmy we're so excited you're finally here we've been waiting for you i just genuinely love this school district now however i'm genuinely scared for where it's headed scared that we're pushing or encouraging hate and division and before you think what's a blonde woman know about racism anyway please know that my mother is a first generation american from peru and my father-in-law is a first generation from japan both of whom started their education without knowing a single word of english i get life can be hard i grew up in a rough part of chicago and was literally been jumped as people shouted kill whitey i get life can be hard now i don't know exactly what's being implemented but it's clear we're trying to force the vision we're trying to create victims or hatred and that does not lead to success we're a great school and we're a community when we hear the words once a panther the rest of us shout always a panther in unison we might have shortcomings but they aren't solved by teaching these same panthers that they have underlying hatred for each other that can only be resolved through a process that labels our children as bullies or victims based solely on the color of their skin please think about the ramifications of what you intend please realize that we create greatness by encouraging greatness not by telling children they are somehow less great because of the alleged evil mindset of their friends or classmates my children are hispanic japanese and taiwanese in my house we teach pride in our heritage pride in our schools and the goal of reaching for the stars but we never teach them their victims because of their ancestry why don't we because my children are not victims please don't force teachers to tell them otherwise thank you [Applause] john wright john wright chuck brooke hi good evening board dr and school administrators my name is chuck rook and i have two children in the district a sophomore daughter at ohs and a son that's in the seventh grade at chauver junior high first i would like to address the transportation problem that we have here in oswego well i think it's great that we have a plan moving forward to allow for parents to bring their children to school when we are short on bus drivers we need to address the elephant in the room the elephant is mandatory vaccines and coven 19 testing vaccination mandates violate personal medical freedom and by mandating vaccines in kova testing we are limiting the overall pool of potential drivers who would be willing to take our children to and from school this during an employee shortage my next concern is the sd 308 emergency learning plan which will be discussed later tonight according to the plan it states that there's going to be a minimum of five hours of instruction however after a full review i've noticed at the high school level when you take out the passing periods there's 33 minutes of instruction per class which comes to only 264 minutes or 4.4 hours of instruction per day now compare that to an in-person instructional day where my child would receive 48 minutes of instruction per class per day giving them a total of 384 minutes of or 6.4 hours of instruction per day i'm highly concerned with a lack of instructional time in a remote setting and have to ask why in the world would we ever limit our children's instructional time by a third our children have lost out on enough instruction over the last year and a half they shouldn't have to lose out on even more i want to see the remote learning time equal to the amount of instruction a child would have in an in-person day anything less would be a failure to our children their future and our community thank you thank you okay we will now turn to our board member comments i just would like to say that i am so excited to welcome our student ambassadors this evening and i also we're so glad to have you here i just want to thank and continue to thank our teachers and our principals assistant principals custodians the groundskeepers our teaching assistants our social workers and our bus drivers and monitors that continue to show up for our students over and over every day during this ongoing pandemic we are so grateful to them and we are so lucky to have them so hang in there we uh we have your back and we're all thinking of you yeah thank you i'd also just like to bring awareness uh that it is um national suicide prevention month and many of you have heard the term the second pandemic as we're seeing mental health issues rise and we know that our students and staff need our support also just a reminder that we are such a great community and to be thinking about each other and if you see changes in behavior whether it's your your students staff or your neighbor just extend some kindness and and let them know your concerns um just letting you know too that things like depression don't always present a sadness and irritability and anger and behavior problems are signs so if we can all have compassion for each other and look out for our kids i just want to bring that to our attention thank you i just wanted to say that welcome to our student ambassadors and it is it is my heart that you all have an opportunity to to speak to be represented you know it's you know students shouldn't just be consumers of the education that adults are presenting to them but that you should have a voice within it and so we are so grateful that you're here and that you'll have that opportunity just to kind of follow what dr moreno was talking about that this is a time i'd just like to remind our entire community that our students are in a situation where for the last year and a half they've been able to kind of as i was saying earlier have volume control on uneven teachers keeping everything at one single volume keeping sensory input as limited as they choose and feel comfortable with and that i would ask that our entire community take some time to give our kids some space when they get home from school that our teachers would give our kids some space from having to answer questions when they're uncomfortable and really focus on the social emotional health of our students because a year and a half ago they were in a really different place than they are now no matter what their academic abilities so i'd like to just take a moment to acknowledge that our students are going through a really rough time right now no matter what age level they are and that i would ask that we would all try to keep an extra thought for them and give them a little bit of extra space thank you and welcome to our new student ambassadors hey yes we'll move on to the board committee reports uh can we get a report from the equity committee okay sure so um we had our first meeting of our equity board advisory committee last week and um they had been working all of last year on their equity statements which we discussed at the beginning of this board period and those um equity statements will be presented here tonight for us to vote on and um you know our equity committee you know they're working on ensuring that all of our students are benefiting from the way we're educating them and we have a lot of evidence that shows that not all of our students are benefiting from the way we're educating them there was information presented at our last board meeting from faith dolquist regarding some of the areas where we can improve upon individuals and so as it relates to equity it's not just about um race because race is not a proxy for equity it's about so many other aspects of our students education and so we are here to ensure that all of our students are benefiting from the way we're educating them and so our committee brought forth those equity statements um they worked really hard on them and we will be looking at those tonight and they came forth with other ideas about what they want to work on this year and we have a committee of about 16 parents and other stakeholders from our community and we're very excited about what they'll be working on this year and we'll be coming forward to you with updates periodically all right and our finance and facilities committee we had actually a phenomenal several meetings recently and during the last meeting we continued to focus on the school budgeting one-on-one because we want to make sure that we level set and that we're even though everyone is very well-versed and educated we had great dialogue around school budgeting one-on-one but to also ensure dr pesky is doing an awesome job of ensuring that we're giving a a a sufficient overview to all of the board members so that we start i'm sorry all of the committee members so that we start on a level playing field and the benefit of doing uh the the one of the i'm sorry the um the level setting with the budget 101 is that it it sparked lots of engagement and plenty of questions that actually caused us to have some variant you know great dialogue so that we all were are on the same page we also continued to discuss the um the finance and and facilities of the facilities maintenance and improvement proposal and so we're moving forward on with that process and very excited about looking at and assessing all of our facilities because as we know they're all about 10 20 years old now and dr pesky actually gave an overview of that as well and then we did go over the tentative budget which we just you know had the public hearing for uh today and so we're looking we're looking forward to uh really and continuing to analyze the overall finances of the district and figuring out ways that we can um not only save the district money but also maximize what we have coming in great i'll only add to that that one of the things that came up as a question that i've actually heard echoed by several people this week is the concept of community engagement and sponsorship and our old business development director position that we'd had pre-covered and just renewed interest in seeing if we can get something going with that again the director development position okay thank you and we have teaching and learning committee so we had our first teaching and learning meeting um we have a lot of new members on that committee so we kind of started out just with brief introductions and then we discussed kind of what our plan is going to be for the year which will be to kind of do a preview of presentations that the board's going to be getting just to make sure that we're really covering information relevant to the public in in a way that is accessible to them and make sure that we're asking good questions and covering things that community members we have you know a lot of teachers and parents on that committee and we just want to make sure that when we're presenting things to the board that we're covering things from an angle that is relevant to the public and we've got a great action plan for that and i'm really excited to have participation from that community still anything else no i just want to add that we did something that i thought was very important i think could be utilized across any and all of our committees is we added a communication action item to the end of our agenda so that anything that was important that came out of that meeting that needed to go to specific audiences we would have an agenda item for that and mrs dalquist would would handle the communications through however we needed to with through the school system and that we'd reach out to teresa if it was parent facing and just to make sure that we are communicating and keeping that feedback loop open with our community about the things that we're talking about and doing in those really important committees great thank you over to dr sparley well thank you dr moreno so good evening board i'd like to start off with giving a big congratulations to two of our oswego e students aryaf bothra and zyed khan have been named as semi finalists in the 67th annual 2122 national merit scholarship program approximately 1.5 million high school students across the country enter that national merit scholarship program each year and to qualify students must take the preliminary sat national merit scholarship qualifying test which serves as initial screening for the program the nationwide pool of semi-finalists represents less than one percent of u.s high school seniors and includes the highest scoring entrance in the state so it's quite a big deal for to have two two students as semi-finalists so congratulations again to aryaf and zayed and being and being named semifinalists in the national merit scholarship program the second item i would like to talk about is the two young people sitting too at my right and how excited i am to be introducing the student ambassadors this evening last year when we made the announcement for this opportunity i held two informational sessions with about 50 students in total i talked about the application process and what the position was and what this position entailed we had 22 students who applied for two positions uh one student ambassador from each of our high schools and the board screened them down to six applicants and then then they were interviewed by the board of education one of the roles of the student ambassadors is to provide student voice to the board of education on issues that the board addresses throughout the year a second part of this role is to lead the newly formed superintendent student advisory committee which consists of the finalists of the other finalists who applied to be in this position the student ambassadors dr waller who is the director of diversity equity inclusion and family engagement board member mr gatewood the two high school principals and myself yeah we had our first committee meeting last week and then we have our first our second committee next monday it's important to state that the student ambassadors serve as an advisory role to the board of education they are not included in closed session meetings and they do not vote on any action items the ambassadors and the committee members will be working together gathering information from our student body and making recommendations to the board of education on issues students identify they feel the board needs to discuss by providing student voice to the board on issues the board ultimately makes decisions on we will create a transformative process enhancing what we do for the betterment of our students here in district 308 at this time i'm going to turn the microphone over to our first ever student ambassadors to the board of education uh can i get a big round of applause welcoming anya roy and colton cenido [Music] [Applause] thank you dr sparlin hello everyone my name is colton cenido and i am the student ambassador for oswego high school this year i'm a senior at ohs where i'm a member of youth and government democracy team nhs and a number of other commitments i want to thank the board of education on behalf of ania and i for choosing us to be the first student ambassadors of our high schools to the 308 board it's been something in the works since the end of last school year and we couldn't be happier to take on these roles and be with you all here today i know if we've learned anything over this past year and a half as a society and as a community it's that the more voices at the table and in the conversation the better and i want to applaud the board for taking the steps to make student voices heard in sd 308 as a student ambassador i will advocate to make sure every student of oswego high school and the district feels heard understood and respected we have a goal to reach out to the student body and create positive discussions about what students want to see in their district and what opinions or concerns they may have on district 4 decisions that affect them one aspect of this position is to ensure all students of oswego high school and district 308 have access to crucial information from the board as well as the board having feedback from students this exchange creates a necessary bridge of communication between the board of education and the student body that benefits the entire district as a whole to be as inclusive and accessible to students as possible each and every day i will strive to ensure that all voices of ohs students are heard and that they feel their voices matter because they do student voice is what helps our district and community grow and evolve for the better when you have a voice you have an obligation to use that voice to empower others our voice is our greatest tool in ensuring student representation and will allow students to truly feel like an active participation participant in their education being chosen for this role is an honor and i look forward to working with anya and the board of education to provide a voice for all students in sd3wig thank you [Applause] good evening everyone my name is anya roy and i'm a junior at oswego beast high school i'll be the student ambassador to the board of education representing oehs this school year at oe i'm the president of the national english honor society the vice president of the model un team and i'm an executive board member on our business professionals of america chapter i'm also involved in science olympiad the indian student association the science national honor society mual father the oe key club chapter and our competitive badminton team i'm honored and grateful to have been chosen by the board of education to work with our students and our board too as colton mentioned shine light on student voice in our district this school year student voice is what will allow our board to understand the needs and opinions and ideas of our students as we take our first steps in this newfound position as the student ambassadors to the board of education i hope that we're able to pave a path for a future that emphasizes student voice as a top priority in this district to accomplish this the student advisory committee in our most recent meeting last week had begun developing a survey directed at students in the district to gauge ideas thoughts and concerns that they may have in implementing the survey we are hoping to more directly communicate with the ohs and oehs student bodies thereby giving our board the best possible foundation for understanding student concerns and stances we've continued to develop this survey and plan on its administration and will continue to develop plans for student outreach to truly connect the voices of our students to the board of education in the future once again colton and i extend our thanks to the board of education for choosing us to represent our respective students as the first student ambassadors thank you so much can i get a motion to approve the consent agenda i b yeah all right good evening and welcome to everyone who is attending our virtual school uh board meeting this is a regular meeting of the board of trustees for the bartholomew consolidated school corporation here on monday september 27th so welcome to all of you who are joining us to participate in our meeting virtually we start each of our meetings with reflections from one of our colleagues and this evening i'll turn to mr grimes thank you dr shad the the topic of my reflection this evening might be considered a little bit on the unconventional side and with that in mind i'd like to start with a couple goofy jokes what did the pencil sharpener say to the pencil we don't know stop stop going in circles and get to the point one more goofy job what did the pencil say to the paper yeah i don't know i dot my eyes on you i dropped my eyes okay good try i recently read an article on the importance of maintaining a positive sense of humor and the ability to laugh especially during challenging times in our lives i'm certain most of us would have no trouble agreeing that the last one and a half two years have been just that quite challenging no matter our opinion on what have oftentimes become very divisive topics one thing we have in common is that those topics have become very anxiety provoking and stressful parts of our lives the article that i read served as a reminder that it can be easy for us to lose our sense of humor and willingness desire to laugh when times get tough thinking about that led me to the most recent two most recent books i've read the first was called laughter yoga daily practices for health and happiness and the second was the book of joy co-authored by the dalai lama and archbishop desmond tutu those two books were full of practical advice regarding how to utilize humor and laughing for both physical and mental health benefits as mark twain said humor is the great thing the saving thing after all the minute it crops up all our hardness is yield all our irritations and resentments flit away and a sunny spirit takes place even though humor and laughing research is still a relatively new field preliminary studies have discovered a staggering number of significant correlations between laughter and improving both our physical and mental health through things such as boosting our immune system having a more positive affect as smiling and laughing can help to increase serotonin levels in the brain helping to alleviate anxiety and lowering stress hormones boosting our cardiovascular health by lowering blood pressure lowering our resting heart rate reducing muscle tension and increasing blood flow helping to alleviate pain by encouraging the release of endorphins improving self-esteem easing tension in relationships easing the negative physiological impact of anger and helping to facilitate forgiveness sooner higher quality more productive social interactions as it could lead to drawing people together and more focused attention and more rational decision making as scans of showing higher levels of activity in the brain associated with those tasks the list goes on and on the late dr robert provine often regarded as the nation's leading authority on laughter research said that a person can't feel anxious angry or sad when they're laughing professor of psychiatry at the university of louisville dr clifford kuhn known as the laugh doctor has stated that if laughter could become the nation's latest health craze we would all be much healthier physically and mentally having seen the increased productivity of employees in environments where humor is part of the daily routine stanford has recently instituted a humor in the workplace course as part of their mba program i've spent the last 30 years in the classroom at both the secondary and college levels at the end of most days over those many years i typically take the time to reflect upon how things went what worked well what things were a flop was it a good teaching day or was it a lousy one inevitably the days that seem to have been the most productive and most positive in regards to student learning have been days when the students and i had opportunities to laugh and smile with one another those days that i regarded as not having gone real smoothly were the ones that were dry and mundane danish comedian victor borga said a smile is the shortest distance between two people and we feel closest to one another when we can laugh together how true that seems to be when thinking about building our relationships with others i'd finally like to close with a quote from the archbishop desmond tutu i don't think i woke up and presto i was funny i think it's something you can cultivate like anything else it's a skill yes it does help if you have the inclination and especially if you can laugh at yourself so learn to laugh at yourself it's really the easiest place to begin it's about humility laugh at yourself and don't be so pompous and serious if you start looking for the humor in life you will find it you will stop asking why me and start recognizing that life happens to all of us humor makes everything easier including your ability to accept others and accept all that life will bring oh thank you so much that was perfect all right next for those who will um can join me here in the room um it is opportunity for the pledge of allegiance pledge allegiance to the life of the united states of america and through the republic for which it stands on a nation under god indivisible with liberty and justice for all all right all seven of us on our board of school trustees are in attendance so we certainly have a quorum i will call this meeting to order yes you will there you go um as a reminder we have on the screen for those of you who are watching with us our mission and our vision which guide the decision making that we will conduct throughout this evening and we also share our list of high expectation objectives that again ground us in the decision making that we do this evening so if you've watched any of these you know i love to play with the gavel i need to gavel out of our regular meeting and then gavel into our public hearing regarding our 2022 budget and with that i'll turn to mr phillips good evening mr grimes i wish i would have written a joke for every one of these slides now i hope to help you with your rational decision making after you after you get a good laugh out so good evening uh this is the second of three meetings uh for the 2022 budget adoption process this one is the public hearing portion this public notice is posted on both the dlgf website and link to it to the bcsc website at least 10 days prior to the public hearing what this notice shows the public is what the maximum budget we're asking for for your approval to advertise and then adopt next month as well as the maximum tax property tax levy for each of those funds and then it also shows the current year tax levy and percentage increase just an overview i know we went through this in extreme levels of detail last time so this is just a an abbreviated overview prior to taking public comment or public input the overall budget is up 7.6 or 9.7 million the increases in revenue come from uh tuition support from the state level per pupil tuition support up 5.1 percent in the current fiscal year 4.0 percent in the next fiscal year each of which make up six months of the next calendar year uh enrollment up as of as of this morning we were at 113 up but that did not include the partial credit we get for the private school middle school students who come to us for a period a day from saint peter's and save bartholomew so still comfortable with a an estimate of about 120 up from prior years the maximum levy growth quotient also increased 4.3 percent this year for next year and assessed value up 6 so that's where the revenue comes from so where are the dollars going salary and benefit increases are the majority about two-thirds additional staff of somewhere in the neighborhood of 16 teachers but as you see each board meeting that changes from week to week substitute costs are of about three hundred thousand dollars as we work to try to get subs in our classrooms and then buses and technology equipment that had been on bonds for the last couple of years have moved back to the regular budget and then a net change in the debt service bond payments of about 2.3 million this next slide is a line by line budget fund increase from the prior year and so you can go through there and see the total at the bottom of 7.6 percent and then here is where those dollars go for each portion of the budget about 6.1 total between the education fund the operation fund about 6.1 million goes to salary and benefit increases 2.3 million to again a net change in the bond payments as some roll off and and new bonds roll on i think you have six resolutions tonight to approve for the refinancing of the existing central middle school bonds and then the issuance of new bonds also larger cpf projects to two large cpf projects that we included in the cpf budget this year uh the remainder of the roof of taylorsville and the columbus east football visitors bleachers and then you see a negative number there i thought i'd point that out i didn't get a chance to at the last meeting but the utilities budget for next year will be down 350 000 largely due to the implementation of leds and solar across our buildings so that's a victory right there and then a full year of the mental health portion of the referendum operating bond i'm sorry operating referendum um gets us about 200 000 of that increase and so the net total is a 9.7 million dollar increase over the prior year which is mr pillows can i stop you for a moment can we um offer the directions for those who might want to offer comments and then please advise if you want questions as you go through or if you want to wait till the end tell us what you'd prefer i prefer to go ahead and wait till the end that way we take them all okay okay so if we would let's just clarify for those watching if you have questions during this public hearing about our budget dr roberts sure thank you dr sid so there was a link in the public statement that came out that would take you to a zoom link that will allow you to make public comment on this public hearing specifically you can also go to our website at bcschools.org through the school board information on the main page and that link would be available when you click on that as well again there's a zoom link that would allow you to get in and get public comment specifically to the budget during this this period of time all right and we are monitoring that and then as mr phillips suggested he'd like to hear your questions that you might have at the end of his presentation so thank you for that thank you so the next portion that we uh usually try to point out in some level of detail for you dr roberts i lost connection or would you mind go ahead and go to the next slide please thank you this is the bus replacement plan um about 1.75 million for 2022.

rise we'll ask mr hoffman to lead us in the pledge of allegiance to the fight of the united states of america and to the republic for which it stands one nation under god and indivisible with liberty and justice for all may be seated thank you mr hoffman item two this evening we have patron comments this is for our patrons and registered to comment on educational issues uh we do have at this point we have six registers named registered names so let me read through the the guidelines um someone understands what we're what's going to take place so i'll read word for word here that the board will hear patrons legal residents in center township or winfield township wishing to come comment on educational issues at the regular business meeting of the border school trustees held in public patrons must sign the sheep provided in the back of the room we have that taken care of when their names are called to address the board please move to the podium in front of the room state your name that's spell for the record keeping purposes i think we do have that here address and the topic that will be addressed if patrons have prepared written statements on the topic they may be presented at this time a time limit of three minutes is allowed for each speaker so when when you begin speaking we'll ask mr angel if he'll be our um time keeper tonight he'll probably just give you a hand raised when there's about you know 30 seconds left and or maybe even just shout out to let you know when we have to wrap it up at three minutes uh this portion of the meeting during the which participation for public is invited shall be limited to 20 minutes unless extended by a vote by the board speakers are to refrain from speaking on personal issues and student issues okay thank you so we could let's begin with i'm sorry sometimes is that christine rogel good evening christine um so christine rogas from crown point uh your your oh my actual address yes augusta drive crown point indiana thank you okay so i just watched all of you take a pledge to that flag behind you and you guys are sitting here trying to dictate laws and mandates over our children that are unconstitutional i am here to ask the board to reverse the decision on the mass mandate in schools two weeks ago we won at the town level when we spoke up against a mass mandate to the city council i have given in my past speeches examples of the size of the virus and what masks filter and what they don't a gentleman used his vape pen to demonstrate that even with an n95 the mask went right through them through it the masks that are being used are a medical device and therefore have stipulations to use them i'm sending the superintendent a foia or an indiana access to public records act request osha has requirements when implementing masks and i want to know and receive the documents that show if you notified parents of the health risks or serious injury or death involving pro-land prolonged mask wearing i believe you haven't because i haven't received any but i'll wait for that information have the staff and teachers been trained to recognize and treat symptoms of hypoxia which is abnormally low concentration of oxygen in the blood the symptoms for hypoxia are a result of wearing prolonged face coverings did the school district consult an industrial hygienist or other osha approved expert to evaluate the oxygen levels of the building did the school district fill out the questionnaire required by osha showing that the children are medically able to wear masks for prolonged periods of time did you receive funding and if so was it spent as you're not doing any kind of distance learning this year so where is the money going if you are receiving it i want documents stating that federal state and or private funding or grants that have been or will be received in response to mandating covet related protocols universal masking covet immunizations for staff and our students documents granting the crown point school district the trustees and the teachers immunity if enforcing executive orders we are gathering and joining forces as parents to fight against this in our state and in this country all of you are in elected positions and we the people and the parents of the children want to let you know that we are putting you on notice if you continue these tyrannical mandates you are not the only elected officials that we are putting on notice holcomb is on our list and we are coming for him so again i ask that the mass mandate be squashed and optional masks implemented as this is about freedom of choice and not being ruled by tyrannical law it is the united states of america where choice matters [Applause] uh amanda morris my name is amanda morris i do not feel comfortable giving my address so if it's required i happen to live right down the street from the superintendent so for privacy reasons for everybody i prefer not to give it sorry we i'm sorry we're going to need your address do you are all your guys's address public as well okay so then it's fine that that you guys are aware that we we're literally right down the same block it's a process that we have to follow i mean you could take a minute and reconsider if you'd like to i'm going to be on a spot right here under duress i'll go ahead and give it because obviously it violates my privacy this goes public onto the internet so i'll still give it so if any repercussions happen i tried to withhold my address east 119th avenue and crown point thank you i have repeatedly tried contacting you all through emails and phone calls regarding the incidents that happened to our children in the school system i have gotten zero responses from this board and from the superintendent i don't know why you guys are not responding to me but i'm finding out you guys are answering other people's emails and phone calls my child was violated at the school and i still have not even heard anything from the school board or the superintendent regarding this the person that keeps contacting us is art and art refuses to give us the policies regarding all this in fact the day before my daughter was violated he said he would email us all the information that stated why they felt that they could violate my child's disabilities rights medical orders medical exemptions and he still didn't even do that and she was violated the next day so i have sent you an email these are the things that we are requesting at this point and through the freedom of information act this is another right you guys are violating by not giving us this information i am requesting the following the school board district approved policy on the student mandated facial coverings as well as the date the policy was approved the school district's board approved policy on the approval of facial covering exemptions as well as the date the policy was approved the school district's board approved policy on appeals process when exemption is denied which you guys denied my child's medical exemption you violated her disabilities that was assault and battery on my child and i do not take that lightly we need any and all communication that have taken place via email letters phone communication between the superintendent school board members school faculty school staff i need the school council the school school's legal counsel and any communication with the state or local health departments as well i need the liability insurance employed by the school district as it relates to any harm or injury sustained by students resulting from the use of the facial coverings because my daughter did have an injury from it which you guys have failed to acknowledge therefore i had to file a police report and take it to the prosecutor's office justice will be served for what happened to my daughter it is not acceptable to be violated by the principal of her school we need all educational materials provided to the school district staff and students on proper donning doffing storing of facial coverings to prevent cross-contamination viral spread which this principle happened to put him on her own face and then put him on my child's face if this is about infection control why did she do that we need all published peer-reviewed studies on long-term safety and prolonged masking in children as it relates to educational setting the oasis of office and please respond to the emails so that we can get this information and not have to file another problem with with not responding and violating our rights thank you hello i believe in in vienna however my daughter going to crown point school so i have a right to say so as a mom and my address is 1411 brookside drive number one monster indiana and um can you hear me well yes dear school board and superintendent dr todd my name is yunjin choi on behalf of my daughter who goes to elementary school crown point i'm here again to address important issue unequal treatment unequal offers since kindergarten with the deficit of action and role modeling to kids at school it is in vain 30 seconds are you guys caring for the soul and heart also intentional ignorance in neglect is not acceptable it damage the innocent soul that soul cries out for the for help to be healed as a mom i will stewardship to raise my daughter a godly way and advocate my daughter children i gift from god i continue to fight for my daughters thank you you uh perry and agnes hi my name is parent agnes 11719 clark court i'm sorry i didn't see it on the sheet here connect can you seven seven one nine court got it i'll try not to repeat tons of things because people have already said a lot of what i want to say but my name is paranagus my son goes to lake street and i just want to say that our family like many others is against the mandatory mass not only are we against it but we think it was a very wrong for you guys to tell us the mass will be we'll be um mess will be optional let the kids start living a normal life then one night just decide that they will be mandatory the next day and not even give us an option of e-learning or talk to the parents to ask their opinion in his school they had zero cases so it makes no sense that elementary students like him should have to wear masks because of teenagers in middle school or high school who might or might not have cases who already have had a chance to live a normal childhood they and i'm against them being mandatory either i think it should be optional for a parent to be able to tell their kids what they feel is safe for them not you guys and i feel it should be optional for all and just like today i mean i feel like it's kind of ridiculous so we're sitting here in a place where it's optional everybody doesn't have to wear a mask but you're saying the kids do the kids get to go to the ymca they get to go to baseball they do everything they play together without mass they go to culver's for their school there's 100 kids in culver's nobody has mass and then the next day they have to go sit by the same kids and put masks on it just makes no sense at all and i just wanted to make my position clear how i feel on it and i feel that i'm not alone there's a lot of people that feel that way i appreciate your guys time thank you cynthia novotny um good evening board and dr terrell my name is cynthia novotny and i reside at 1711 evergreen my daughter is a sixth grader at taft this year and the reason i signed up to speak today is because i wanted to talk about processes in place from our individual schools one thing i wanted to discuss was hopefully to gain your support so that way you guys could if you are in agreement talk to the individual schools to what i believe is in the best interest of our students which is why i believe we're all here my daughter unfortunately was one of the students that was affected early on to quarantine i was contacted the tuesday after school started by the school nurse and informed that she was identified as a close contact on the third day of school that friday within 15 minutes i left my place of employment and picked my daughter up and we went home to the breakfast table and i proceeded to make her lunch asked her to pop open her laptop so that way i could see what she has for assignments for the day um no surprise a lot of her assignments were locked because this was unexpected so [Music] unfortunately that same pattern proceeded for the rest of the week and into the following week i did reach out and i spoke to mr akiwa who's super helpful who put me in contact with the assistant superinter i'm sorry the assistant principal um over at taft and i apologize i don't recall the gentleman's name offhand but he was very helpful um he did end up on my third phone call end up reaching out to the teachers and informing me that they were setting precedence that at 9 40 every morning that homework would be unlocked that was one issue that i felt was very helpful that i got direct support for the issue that has not been addressed which i would really appreciate some support for is for zooms when my daughter was put into quarantine we were waiting for teacher response on which educators would allow zooms in their classes originally i was told three of my daughter's teachers would be participating in zooms one teacher sent out an email blast and told me that they were reversing their decision because they felt as if their peers their other teachers felt as if it was too much screen time i think that should be mandatory and left up to each parent as far as screen time allowance might my daughter actually needs the interaction i don't feel as if it's detrimental to allow her to hear what her peers are hearing i really feel very strongly about that um she needs that support kids aren't going to reach out to their teachers more likely on an individual basis thank you uh kaylee chicky my name is kaylie chickie and i live at 13454 cardinaline cedar lake first off i just wanted to start by saying that i understand where the board is coming from i understand that you want to keep kids in school and you think that mass are the only way to do this because of the order that holcomb just released however he has also said that students who are vaccinated do not need to quarantine and everyone who is above the age of 12 has been allowed a vaccine or a chance to get one the chances of someone getting vaccinated at this point who already haven't been are highly improbable children under the age of 12 are rarely getting coveted and if they are they are barely showing any signs of having the virus at all my point being that if every if anyone is that worried about it they or their child can get a vaccine and be excluded from being quarantined at all and as for children under the age of 12 getting covet is the exact same or even less harmful than getting the flu therefore it would be pointless for the board to keep a mass mandate at schools under these circumstances i speak to not only the board but everyone in this room when i say that the people facing you are not your enemy we're all on the same side here governor holcomb is the one that is mandating quarantines in unmath schools we are all in a tough spot and i cannot express how important it is to everyone in this room that we all remember who the real enemy is thank you for your consideration thank you that's the end of our list for public comment um before we move on to the public hearing dr terrell did you want to take a minute for any do we have any comments uh or any board members not not in reaction to anything we've heard this evening but is there anything we want to discuss or updates and uh from you know take the opportunity now to kind of wrap up any of the any coveted information that may be coming our way or so the governor's uh executive orders is set to expire i believe it is the 30th of september so we're waiting to see what directions he will give us moving forward with that i think the thing just to keep in mind is that this is also covered through the health department side of it as well for the state so the health commissioner dr box is also setting precedent and the requirements for schools so while it is the government the governor through dr box it's not all just from his executive order but also from the health commissioner's order is where we continue to live so that we can keep the number of students in school and when you look at the numbers of students who have actually been quarantined since we started going through the steps that are in place right now that has been reduced by more than 90 percent so again when we look at the end result of getting keeping kids in school at this time that's that's what we're focused on i think i've also mentioned that i'm going to refresh some of the things that we've spoke about in the past but miss allen thank you for continuing to update the website there's a there's a frequently asked questions section um a lot of questions that may come up to us as board members on the street are answered there uh some of them are just the why or why are the why nots and their smashing them and one of the things that that took place that dr terrell highlighted was that i'm just going to say i i think it's safe to say that as a board we got past the our mass effective or not effective it didn't matter to us anymore it became an issue of what the the game that the cards that we were dealt from the um higher levels and for the ability to keep kids in school we're pushing a thousand kids in approximately 10 days and now as dr terrell we've reduced that by 90 um and we didn't really feel there was much of a more further thought process to take play there was it was a no-brainer or something we had to do um yeah i mean if i could just comment on that dave i think it's one of the things that's been most frustrating for me has been the fact that it's made um it's made to look like we actually have control and that we have that we can make these decisions but we're not writing the rule book we don't get to decide what the contact tracing distances are or who gets quarantined or who gets a phone call so it's very easy for the governor to say it's on the school boards but they're writing the rule book and that's you know i just want i want people to know i know the board knows my thoughts that that's exactly where i stand with this uh everybody knew that our intention what our intentions were before school started uh what our plans were for opening and i wish we were wish we could still do exactly that so but i i agree with you um there's two choices it's masks and kids stay in school or no masks are mass optional and they don't and we're back to quarantining 500 kids or contact tracing 500 kids a week and and that's more disruptive i feel than my kid wearing a mask or both my kids wearing a mask sounds good okay all right let's move forward we're gonna have a motion to suspend the regular meeting an open public hearing on the capital project plan and bus replacement second moved by mr angel in second by mr smith all those in favor signify by saying hi opposed motion carries five zero now we'll open public hearing we'll go to three point two is the 2022 capital projects plan the 22 bus replacement plan mr reese thank you mr morty members of the board tonight starts the pros official process for holding public hearings tonight is for your capital projects plan for 2022 budget and also the bus replacement plan for the 2022 budget both these hearings were advertised both on our website under the business section and also on the department of local government finance gateway platform those ads were placed on september 17 10 days prior to hearing as required just as a future note we plan to have the adoption that you're regularly scheduled october meeting on the 25th on that monday for the capital projects plan just a few details you notice there's not very much on it this year the capital projects plan is only required for those funds you plan to spend out of the operations fund as you can imagine you have quite a few capital projects planned but none of those expenses will be pla paid for out of the capital projects plan they'll be coming from the soon to be bond proceeds when you issue your your debt the equipment uh setup is a couple of mowers the projects we have planned are for some document scanning in the next three years we can also adjust these plans as we get into next year for 23 and 24.

um currently there are 16 um for 2021 they're not all finished yet so many of them are still pending um but once they finish or um once we finish 2020 we'll go right into 2021 and begin the ones that are completed so um right now that's where we're at if anybody has any questions or anything feel free just to clarify too when commissioner trudeau hargraves is talking about those that are finished she means those that are finished the investigation from the police department so of those 16 not all of them are finished um with the police side investigation and then we'll get a chance to review them after that um we also now have um a pretty decent template we've we've collected some and so i'll be sharing them with with everybody but um from other municipalities about how they write up the summaries of the cases that they reviewed that will make the process of us writing them up more expeditious and then we will figure out a way to post those on our website they will be anonymized at that point so complaints names or police officer names will not be visible at that time due to the collective bargaining agreement and the laws of the state of michigan at this time but we will start to post those on our website so people can sort through them and they can see how many complaints were sustained by police and what um whether we agreed with those findings or not etc and we'll also try to find a way to categorize them so if people were interested say in looking at excessive force complaints or rudeness complaints or all complaints that were sustained or all complaints that were have a particular status so that's something that we'd like to do a lot of municipalities are struggling with how to make them more searchable and so we'll we'll try to figure that out and probably have some tweaks along the way but um we're looking forward to being able to do that i think that's even something that i'm looking at as i'm going through this for my own record-keeping purposes being able to look back and quickly say well what were the policies involved in this complaint and when you're reviewing it you know because you're reading it you're going through all the documents but to be able to look back at something really quickly there's nothing right there that says you know this was policy regarding xyz um so um i'm looking at ways to even just organize it um more effectively that way cause i do think it is helpful to be able to understand very quickly um which policies were involved in the complaint and so that may be another way by which we could search um i've noticed some municipalities do that i'm actually looking at one here where they kind of have them um there's a way to sort through them by which policies were involved and so that might be another field that we could use that could be searchable for people particularly since some of those police policies are listed but we can certainly make our own list um as well any questions for commissioner store hargraves about complaint review processes commissioner walton i didn't didn't raise my electronic hand uh but uh i told you i mean it was actually more of a comment than it was uh a question but in terms of tracking i wonder if it's worth us making maybe even like a little google quiz a google form that could collect those key pieces of information then every time we finished a complaint you could just submit that form for it and then back end it's going to do that collation for us in some ways so it's not particularly technical but with the numbers we're talking about it'll probably do the job note it council member song has her hand up and we have a caller okay council members song first and then the caller yeah i was just um wondering if we could touch on uh how folks are are hearing about it as part of the process so uh there is the flyer right that's that's being put out on buses is there any effort so that information goes is it actually passed out by pd along with our cards or where where are we on i don't think there is a memorandum of understanding for the police to disseminate any information about us at this point however um that is something that we should certainly discuss and i know we have discussed it informally in a couple of contexts where um we wanted pd to have to make every complaint aware that they could also complain to us um but that they there has not been an agreement with pd to that point um i don't think people naturally think to look for an oversight commission or are aware that an oversight commission exists in a city right so um yeah i do think i agree that it's um like i recently went to a main street area association meeting and spoke about who we were and what our role was and there's a it just like for some it just goes over their head they really don't understand what our role is and um chief cox was in the meeting with me and so they just immediately started asking chief cox questions about police services they you know they it didn't even it it just they didn't stay focused on who was and what our role is and so i think that it needs to um a flyer is good but there needs to be we need to each be out there doing stuff i think lisa um chair jackson talked about this the last meeting too to be out there really telling people who we are and doing more outreach i think i think we have an outreach committee but we need probably everyone on the commission to be involved in outreach in some way shape or form um that's something that i do regularly and we hope that eventually everyone will engage in those activities um i think it's also unclear to the public what the scope of our work is we got a complaint about the noise at um the armory the the shooting range and that's not our baileywick it belongs to the county it's it's not ours and we can't regulate the noise or the hours where police do their training anyway that that's not in our um jurisdiction um so there is sometimes some confusion about what we do but i do think there is a salient message about um when you have a complaint about the police is complaining to the police the best way to resolve that complaint is that the best way to get your complaint heard is that i'm the most effective way of getting that done and what verifications are there what sort of um corroboration is there when you do that and so i think there's an argument to be made um that you know perhaps complaining to a third party might be more effective in some ways yeah i just want to make the point that just because we put anyone puts anything on a website doesn't mean that people magically find it on their own um unless you're running google ads too but especially the city the city's website is really cumbersome and it's hard to find us yup so um maybe we can extend it some other time so that's the internet will not save us is basically what i'm saying all right thank you you will not save us council member rum lawyer and thank you um uh since we're on this topic i guess i will ask um ariane slay if it's okay um whether there's been any movement on the communications channel that was proposed possibly with the diversion and expungement program that we set up for the city to better communicate uh with with its residents and others uh on a multitude of of communications uh and uh since since we're on this i apologize but i would want to know if if we're moving in that direction for for more communications uh uh with that do you mean communication is regarded our commission or did you have a question about it was gonna it was gonna help a lot of different commissions and and and perhaps this one i'm not sure uh if this commission would like to subscribe to that but uh it was a tool that was uh suggested that could help um expand our our communication channels for for many of our boards and commissions and uh especially the diversion and expungement program that we recently approved so the quick update on that is that the communications department ms wandrash is working with a local contractor to get the word out about the diversion and deflection we are have updates on our website going and um we have proposed language to the contractor to um for marketing purposes i believe miss wanderash it's her intention once we get that out in order that she can start making use of other like social media accounts as many of you know this city really only uses facebook um and if you ask my kids because i part my hair to one side and i wear mom jeans um not the cool mom jeans that the kids are wearing today that facebook is just for a certain generation so to help us reach other folks um miss wandrash is taking on the task of figuring out how we can be on instagram and snap and doing whatever it is that the other generations are doing today that i'm gonna miss with so um hopefully in the next month or two we'll have those systems available so should iqbac want to um have a part of access to a government account that's something that we're looking forward to using on not just this commission but for everybody um just kind of getting out there outside of the realm of facebook and visit our website but you guys are talking about setting one up for the city right yep for the whole city because there's a certain process it's not just a regular user account when you're connected to municipality there's different rules and i'm setting up those government accounts i guess is not a um an easy or a five-minute task that if a private citizen were to do it so right gotcha um so thank you for asking that question i mean as as people here know we have twitter and instagram as well so um if you know the city can give us some shouts out that would be fantastic um but you know certainly due to our independent nature we do have to um you know tweet and post on our own and um but you know if we can double down on those efforts that would be great to increase awareness denise you said there was a caller yes we have a caller sorry a moment caller good afternoon hello you unmute please you can hit star r6 to unmute good afternoon okay i'll work with him or her and we'll get back to you all right commissioner ship you got a question or comment yeah i was just gonna say back to the outreach portion um i'm working with student government here at michigan to get a pamphlet out um it's gonna be coming soon i'm really like the one organizing it but i'm working with other organizations on campus so student government and then there's an organization called care not cops on michigan's campus that's new um so i'm going to be working with them to like it's kind of going to be an informational pamphlet that's going to have a page for icpoc its own separate page which will have information about us our website with the qr code so people can easily access it and there's going to be a separate page for about dpss and stuff like that but the goal is to have those pamphlets inside of like residence halls and around campus like on different polls and stuff like that so as soon as we can figure out like what we have to do in order to be able to get them inside buildings um is as soon as the pamphlet will be up so that will be another avenue for outreach thank you that's a population that has been so tough for us to reach um but lots and lots of students are impacted by aapd despite their interactions on campus the vast majority students live off campus so we appreciate you reaching into that demographic in a way that we have not had success doing um [Music] anything else on um [Music] complaint review before we move on i just had a quick question do we work um with the oversight the police oversight group at the university is there is there a way for us to coordinate there we um i belong to a group or we are represented at a group of washington oversight groups and so that includes um oversight of michigan oversight of eastern oversight of the city of ypsilanti and oversight of ann arbor um and so we do communicate collaborate um the next item um and so lots of times they ask us questions and we share information try not to reinvent the wheel and um we try to stay abreast of what's going on over there as they do with us um so we do collaborate with them a bit their structure is so different from ours but i think um you know there there is some overlap in terms of sharing resources for sure so for example i think they'll be joining nicole and they'll be um starting to attend conferences and things like that as part of their training and they're very interested in our training plan which is kind of next up on the agenda so um we do try to share information that way and um at least keep each other abreast of what's going on because there is you know overlap geographically right um thank you for asking that so i will share my screen if i can let's see because we talked about a training plan some time ago but we need to formalize it okay hold on a second my screen sharing thing is not working really well there we go so can you guys see this document okay yeah this was the draft of the training plan that was created by commissioner walton who obviously has a great deal of human resources human resources experience although it is now called employee experience at her place of employment and she was kind enough to put this training plan together we looked at it as a commission some time ago but we should vote we should make any changes to it that we feel are relevant and then we should um vote and we should do so with the understanding that this should and be a living breathing document as we have new commissioners come on which we hope will have very soon um and they go through training we will evaluate how it's working as those of us who were on the commission already go through training we'll evaluate how it's working and so um what we'd like to do is sort of um make it an actual sort of agreed-upon training plan but with the understanding that we may update it or at least revisit it um you know every couple of years or 18 months or something to see if it needs tweaking um and so it was built on the assumption that people could offer about 10 hours a month we know that some people do far more than that and we know that in these first couple of years probably more time has been necessary but it was broken down into our monthly meeting which is two hours um probably spending at least an hour on email um and thinking about three hours of training and then perhaps four additional hours on subcommittees going to community meetings doing outreach things like that so one part of this training involves make hole certification which does not have to be attained by every commissioner but the suggestion was that about 25 percent of commissioners um be uh credentialed as a certified practitioner of oversight and if you have about 25 of us certified that means as people roll off um there will likely always be a person who is certified who is on the commission and certainly we would continue with that training um it it it means that um to qualify for a certification a person has to have um done at least 45 credit hours of nicole certified training and attended two annual conferences within three years um and um you have to attain the training in six different core competencies and those include civilian oversight of law enforcement investigations on the republican transparency law policing and law enforcement policies and procedures remediation and discipline and so you need a broad spectrum of training to get this certification you also have to do some reading for the reading list um you have to meet the requirements within three years and um it looks like there are at least a couple of other commissioners who are on the path to becoming certified and i was able to get certified last year um and so you can maintain the certification by having um 30 hours of certified training every year and attending at least one conference within the next three years so um i i've maintained my certification this year and as others join us that'll be nice and then as i roll off others will get certified as well um so so that was a thought that that was probably important there is um um being certified by a national oversight group lend some credibility to the work that we do i think as we talk about the fact that some people don't understand what our role is i think there's also some worry that we're just a bunch of citizens sitting around judging police officers where um oversight has a philosophy and a body of work and um a certain amount of rigor that is expected and that the public should be able to expect us um to engage in and so having that make hole certification is um to some degree an assurance that we're taking the job seriously and that we're doing what it takes to make sure we have the competence to do um was a pretty challenging job um and so the training that commissioner walton has developed is is based on these priorities and recommended topics and it does allow commissioners to um explore topics in which they might be more interested so for example this year's virtual conference is organized into a reform track and so it talks about i'm reforming policing um [Music] the infiltration of white supremacists into law enforcement um duty to intervene and then there's an innovations track where it talks about sort of um innovations that are being made in oversight um of particular interest was a session called clippers and cops that you guys might have heard of before i think it started in atlanta in a barber shop there were some police officers who decided to hang out in the barbershop and sort of talk about what they did community activists got involved as well and they have this sort of collaborative um sort of organic group of primarily african-american men who meet in black barber shops and talk to people in the community about what policing is doing and how that can be improved and how communities can be more involved in policing and get to know the people that are operating in their neighborhoods um they're also talking about other kinds of technological advances there's another track that works on strengthening the work of oversight i was able to present in that track on maintaining for enthusiasm for oversight in the face of resistance and setbacks um there's also um an international track this year and so there were sessions on oversight in other countries which can be informative for us as well thinking about how things are different and similar and then there's a jail in prison track which has been expanded this year and although there is no jail or prison or incarceration sort of jurisdiction that we have it was actually very informative in terms of thinking about the ways in which people collected data and managed to do work um both before during both before and during covid and now as kovit is sort of shifting that landscape and so there are different tracks that people can you know attend and all of our commissioners have the opportunity to attend any one of these sessions or all of the sessions um and all of them are recorded and so will be available if anybody else wants to view them on maycole.org nacole.org until the end of december i believe um and so you know there's a wide variety of trainings that people can do through neco however we recognize that there are other ways that people can get training as well um there are other webinars or other sessions um i know some of you participated in this session on um how some municipalities have started working with um non-police response to mental health issues and that would certainly be considered a training um and so we're looking to train to track everybody's training um we think police ride-alongs are an important part of training getting a bird's eye view on what some types of calls look like certainly commissioners can do more than one we know those stopped during covid you know as there's concern about transmission we don't want to infect police officers nor do we want you know any transmission from police officers so we we haven't done those during covid but um as as the world becomes a little bit healthier we can resume those and people might consider doing different types of ride-alongs um so doing one in the middle of the night doing one on a football saturday um doing one with a particular type of unit can be informative um [Music] and so then in the first 30 days there were some things that we thought were really important to do sort of understanding board procedures and um the overview of of who we are um reading naco's 13 principles for civilian oversight is um probably something that um you know we need everybody to do in the first 30 days but then um to revisit that to some degree i believe that that probably comes up again um but these are important because sometimes these things get lost in the work that we do and so those 13 principles include the principle of independence having unfettered access to records access to law enforcement executives and internal affairs staff having um full cooperation of law enforcement public reporting and transparency and community outreach are just some of those and so those are the things of which we always need to be reminded new commissioners need to get familiar with those and sort of understand what that means in terms of oversight and meeting the police chief in the first 30 days um and then at six months the suggestion was to have read the citizens review of police it gives kind of a broad orientation of police oversight having completed the ride-along um learning about some legal terms that come up um and for example there is an orientation sort of a training that the police department puts on that many of us attended um in person i think there were actually a couple virtual sessions as well that um talked about use of force and sort of explain those processes and there are other trainings that the aapd has um made available to us so several of us attended leeds training in june where the law enforcement um where they were learning the trainers were getting ready to train all ann arbor police department officers on de-escalation tactics and they took us through the training as well um and then by 12 months have attended at least six um webinar sessions of nicole and then read the guidebook for new and revivalized or revitalized police oversight um the suggestion is revisiting those 13 principles and continuing to do um webinars one every other month or so they are typically 90 minutes and that includes about an hour hour and 15 minute presentation and then time for questions um and so this helps make sure that that commissioners are trained well trained and competent to do the work but also that they do continuing education because that's really important so um what would you guys want to add to this or commissioner walton do you want to jump in at any point i don't know that i want to jump in the one thing i'm conscious of here is this is very very um reading heavy i'm not you know i would prefer if there was a more diverse sort of set of stars and media for getting it but i you know don't also want to let perfect be the enemy of good i think having something and starting it and then adjusting it as we we find new things and add new things is is a smarter approach um so i'm looking at the things that are not reading um doing a ride along any of the webinars the training with ann arbor whether that is the use of force sort of training and explanation about what the police department does kind of an overview or their leads training um webinars or not it is pretty reading heavy it's definitely listening heavy and certainly there are we need to to talk about how there are other kinds of things that people could do that would qualify as training right i'm attending hell um talks on um you know mental health responses um i i just went to a talk on mental health assistance and this is when regular folks get trained um to do some mental health work in their own communities and it was a very powerful um session and it holds a lot of promise for how we might manage that in ann arbor um the first context in which the presentation was made was with from within the la county jail system so there are three inmates who started the program who run the program who went through extensive training who now train other people and um the county sheriffs rely on these inmates the psychiatric the mental health professionals rely on these inmates and then it expanded out into the community in san francisco they started training mental health assistance in the community and they have been a real asset to their um county mental health department and so they have become a relied upon um asset in their community so um there are there are lots of kinds of things that we could participate in that could count as training i think other than reading but we could i mean we could make sure that's clear to everybody or we could try to kind of list these out here or we could state that somewhere in here okay so training can include so as you can see nicole does have a list there's another version of this document um that does actually have a list admittedly mostly taken from nakan's website but a list of different ways that you can do it and a lot of them are less reading based and the thing if we attach that along with whatever we have for training then people can pick and and you know can kind of is that in my email from you somewhere i'll send it to you after this meeting i can resend i've got out i'll find it trust me jackson attorney saleh has her hand up i'm sorry go right ahead it's hard for me to see the little screen because of the big screen oh no no problem um just making a suggestion from the peanut gallery is in that first 30 days there is i know more reading you'll be excited but there is a pamphlet on um oma so the open meetings act and foia consideration since this group really honors transparency we want to make sure that everyone understands what their obligations are in terms of communication and then what needs to be retained for future foia requests or things of that nature uh-oh hold on um i like it my suspicion is that this will be in the packet because i know i got a thing on the open meetings act when i joined but it doesn't hurt to kind of specify that yes i always love recursive things that would get us into legal quandaries if we didn't follow the rules so thanks for that thanks for putting my mind at ease [Music] and how did you say foia requirements yes therefore we can do foia or maybe records retention requirements i know chris frost has a already prepared couple page summary of everything one would need to know if they're serving on a border commission but the city policy is in the state law would you ask him to send me that in case i don't have it in my giant binder because what we'd like to do is make binders for our new commissioners and maybe a couple of our newest commissioners with all of the things that we got in the beginning and all the things we've required since then which will definitely kill a tree i'm sure but um but i think these are really helpful um because people want to know why we meet when we meet in the way we do and why we have to post notices about our meetings so this makes sense no problem i will do that right now thank you i'm sure i should have it but it just it's a lot um and so any other suggestions so we have a suggestion jude to add um the list of things that are not reading centric anything else that we should add anything you guys want to delete [Music] are we are we going to um vote on this version of requirements for commissioners or we can look at it and bring any kind of changes to our next meeting we could do that we could wait um or we could vote today in that i know you guys have seen this before if you feel like you need to do some research to add some things to this we could certainly wait there are other municipalities though that are really interested in looking at this i mean you know we can tell them the gist of it you know it doesn't have to be our official training plan for other people to benefit from it but if this is going to be just a a first draft or a draft and it's going to be um improved over time or or appended over time that's fine we can we can vote on it today i mean i suppose we could a we could wait another month if you want but also we can amend it next month if we need to or in two months if people need more time to to look at it over right to me i think if if we just go and vote on it now and open it for changes for future changes or modifications or amendments that's that's fine too and jude if you send me did you find the list because i can paste it in here if you want before we vote or you can send the newer one whatever and i can merge them uh council member ram lawyer thank you um i would just maybe and i know i'm a non-voting member i'm just i'm just here but i i i would suggest maybe it's gonna to require more than 10 hours a month i i don't think unless you're really super efficient um going to be able to do what i think many of us expect and want in just 10 hours um i think it's going to be closer to 15 hours a month just to kind of help set the expectations i just not sure that 10 hours is really enough time to to do the work this commission is is set to do so i i just uh that's just a little bit of what what i think but you know what i what i think doesn't really matter when it comes to how this commission you know governs itself um it certainly could take more but maybe we should say the commission work is um would you like jude what do you think about the language changing the language that it's at least 10 hours a month i mean so one of the things that some commissioners do is they do a complaint review meeting with pd and we do that once a month um and that is about two hours and that could certainly fall under this it probably takes a couple hours to prep for that you have to watch all the dash cam video the um body cam footage like if it's one scene you're gonna watch that from multiple angles that does take some time that might fall within the four hours of additional work like um people doing community meetings setting up community meetings things like that um so we could try i mean we could certainly say that it's a minimum of 10 hours a month we could say it's 15 hours a month i don't know where we would i'm not very good at this because i spend so much more time than this on this so but i think if we have particularly a new commissioner this might be about right for them but you guys should weigh in with what with your experiences on this jude in particular and then i have this um i have the email you just sent me i think it heads and flows i think having minimum at least something along those lines more than comfortable with that i mean we we could raise the amount um you know and those those you know this was from the earlier drafts i'm certainly not like you know not set on having to have those divisions of time that was just kind of a snapshot look it is different if you're you're doing complaint review um you know i think it does depend a little bit on your role so yeah i'm happy with either increasing that number or making it noted that that's a minimum i would suggest maybe you would make it a range from 10 to 20 hours per month so some commissioners probably will go 10 hours because they are not involved in reviewing the cases and complaints and others would be or some would like attend some kind of webinars or meetings etc so or readings um i would say 10 to 20 hours and that would include the 15 that uh council remember um ramowi had had mine so alrighty i think that's fair and then jude the list that you sent me should i just copy and paste this in um not the reading list part but like these other sorts of resources if you want to keep it for information but my thought is we will transfer this over either to a google doc where we can track for each individual commissioner or whatever and then with that it could be a front page like i'd like to have all these links in one place as well for folks so they can very easily just click a link and go to the visa so maybe this is the training plan and we could give people this sort of list and the program reading list as like an informational here's how to attain some of the training okay so then maybe this plan works kind of as it is um any other additions discussion uh um are we good with this the way it is then is there a motion to take a vote i think everything is visible is there a motion to vote on adopting this training plan i'll move it is there a second second all in favor of adopting this training plan i any opposed all right so we have a new official training plan and then um and so what what i'll do is i've sent you guys the reading list before and i will send it again and you guys know that um denise has maintained a library she has i think i have given her the last three books that i had in my roving mobile library so now she's sort of back in her office intermittently and she's getting more books um and so we do have a library there we also have journal articles that i have as pdfs i think um denise has them as pdfs also in a file but we can just keep collecting those as well um and then we we have a list of other organizations from which people can attain training than at the american civil liberties union national alliance on mental illness homeless advocacy organizations the urban league mediation centers and we certainly have um dispute resolution center right here in ann arbor that's a resource and so other kinds of organizations as well so we can make sure that everybody has access to all this information so that if anyone is looking for training then um they know where to find it so i will save that plan and then send it out to everyone and then new business this is just a thing for us to start thinking about we need to start each of us needs to start thinking about it maybe we need to collect a list of criteria that we would want in new commissioners and so that is not so much a wish list of our personal desires as much as it is us strategically starting to think about strengths and areas of improvement on the commission in terms of commissioners so what other kinds of commissioners might we need to have we're hoping we're starting our interview process i think on wednesday we start tomorrow um and um and we have several interviews lined up now and so if anyone is interested in applying please go to our website if you go to the city of ann arbor's website and you search for boards and commissions and you put in the search box independent community police oversight commission you'll land on our home page and if you scroll down um [Music] there is a link to apply to the board to the commission sorry um [Music] it says it application under reference materials and so if you're interested in applying please do that because we're continuing to interview people um and there'll be more people turning over um you know at the end of this sort of cycle and then um the year after that and so we'll always have um people changing over um and so you know certainly please if you're interested apply um but we need to start thinking about what kinds of people might be useful for example um i was in a talk and they were talking about how almost every commission like this every oversight board needs a data analyst needs a person who can crunch numbers now we're not getting many numbers from the police department yet but in january they got a data analyst and so we're hoping that soon we'll start getting data out of them um the traffic stop data we got wasn't really usable but they have indicated that this week they're going to send an updated batch of data that is um more usable and so we'll be able to start analyzing uh traffic stop data with the smart team at eastern michigan under the direction of dr kevin carpenter um but there are other kinds of data that we need and so if we have a data analyst that person could certainly certainly lead the the charge and sort of thinking about that commissioner todoro hargraves do we have a subcommittee that is doing the interviews like how do we know who to send our comments to or questions to i think that everybody should be involved in thinking about that strategically and maybe we should all sort of because i think we should all be thinking about um sort of keeping our eye open for people spreading the word begging people right but who's in the interviews i guess what i'm trying to say um so there are four of us during interview doing interviews so we don't have quorum so jude it's you me commissioner othman commissioner carter but maybe we could have denise be the repository or we could send them to everyone as we think about what these criteria are so i wouldn't want it to just be the the people conducting the interviews i'd want all of us to start thinking about um you know past these commissioners that we're interviewing now what should we start to look for should we look for a data analyst should we look for a person who is well versed in labor law do we need a person to do underwater basket weaving um whatever it is i was just we need to start thinking strategically about think what things would be useful to us in that way and there are some exercises and i'll try to find one um that sort of you know we could assess our own experiences and strengths and weaknesses and look at the things that we need and sort of find gaps that way i mean it has been for example to have a person who's skilled in human resources has been amazingly helpful for us in terms of thinking about many of the processes that we do um having a a an attorney on board who used to work for the city attorney's office has been so useful to us and so um you know as we think about sort of the experiences we bring to this what other things might we need is always i think a good question but that's something for you guys to start thinking about and then i can send an email around it and um if i'm good i'll find like um there's actually an exercise we can do to kind of assess ourselves and then see where we might have some gaps um this feels very much in line with the strategic goals that i said that i would take ownership of coming out of our retreat so if you want to appoint us and say i'd be happy you could send them to me because my i think end goal would be great if we could end up with a matrix of the different sort of skills and expertise that we always want to have on the commission and then as somebody rolls off we really we can see easily where the gap has come from so i mean you know obviously content has to come from everyone but i'm happy to to put it together if you want okay so that that's um that's the solution we're sending them to jude and they do fall in line with our strategic planning goals right we have to think about how to make sure that we're viable and can do the the work that that we need to get done and then make hole conference trainings updates is there anything anybody wants to share about the training that they've been doing from nicole i kind of touched on a little bit the ones some of the ones that i've been to lately we're almost finished we'll be finished in october but we've been at this since august um today today was a very informative seminar on the challenges of arbitration for oversight and the challenges of arbitration for accountability and transparency and so i don't know if anybody else was watching that but um we had a person we had um um oh boy i'm gonna forget brandon's last name but from grand rapids who leads their um their oversight and theirs is structured a little bit differently from ours but it was so informative to um to listen to how they think about arbitration and how oversight sort of interacts with that process and thinking about complaints um and thinking about the way unions are structured and so it's very interesting to to listen to somebody from the state of michigan with the constraints and the rules that surround police unions here as compared to i think seattle i think and another couple of other cities and tomorrow nope on thursday is a data analysis session on how to take data analysis and turn it into policy recommendations so um [Music] if anyone's interested they can see the list of the sessions at nacole.org and all of the sessions are still able to view commissioners obviously you can look at the list and see if there's anything interesting um if you have missed them then they're there for you to view for quite some time but if you didn't sign up for a particular one you can certainly still do that um anybody else want to add anything to that um i um i've been watching when i could they come in the middle of the day so you know if you're in the middle of a work day that's sometimes hard i did see the one uh where our chairperson uh spoke uh commissioner jackson did a lovely job you yes did a lovely job until i i watched about um i was gonna watch everyone i got about to number four and so i'm glad to hear that they are available there are a couple that i really wanted to to hear but i i find them very uh very informative so i i wasn't so interested in watching the prism ones but um i i watched them anyway and the first one i watched i realized that some of the same challenges that they have in oversight of prisons are same challenges we have an oversight of municipal police department and so i realized sort of the overlap and then i started being a little more excited about listening to them and there was a lot about um [Music] how to get information and how to to access and analyze information even when it's really challenging and so that was i thought that was pretty useful yeah they're good but if you guys have missed any and you signed up for them you can certainly go back and watch them and you can email um [Music] the person cameron mcelhinney who sends the emails you can just ask her how to view them if it's not clear how to view them um i think the link that lets you watch them also lets you go back and watch the recording and they usually are up about 24 to 48 hours later i think so and then if you're doing the certification you just kind of document which ones you watch and they know that um and they can verify that and so you document how many you watched of whatever track or whatever and they um and you can keep up with that as long as it takes you to reach the goal of the um certification process yeah i think it was really the the present jail stuff uh those those sessions were very interesting in a way that yes they go outside of our prairies and all these things but there are some some similarities in in what we are doing and what they are doing um you know they focus on transparency human rights of individuals are incarcerated what are programs that are available for them uh what they do after they are being released etc and that also falls into the the crew report that we are as subcommittee over here with with the human uh rights commission we are looking into what are the programs that are available for uh individuals who are incarcerated uh how we are going to groom them into becoming um you know assimilate into the community after they are leaving what are the programs that are available for them what are the difficulties that they have the rate of return of them coming back going back to to jails or prisons etc why things fail why can't succeed um and i probably maybe on and the um point uh of of um the reporting on subcommittees i probably would uh dwell on that a little bit further but but really it's very interesting the other thing is um the one that i was quite um really moved by is the use of lethal force where women and children are collateral damage and and to me that was um it's just it's just innocent individuals are being uh their lives are being wasted just bec because they are being in the wrong place at the right time and and actually one of the things that i had asked uh i usually try to ask a question uh and each of those if i you know if they take the question was the um what are the resources that are available for refugees who come over here to this country they asked your question they picked your question i heard that question and and and it's it's really interesting to to see what is available for those individuals you know they were looking at the agencies that are helping refugees do we have mental social health etc and one of the things that is happening is they need housing transportation interpreters etc etc so um and then you know these individuals or these refugees really had hard time you know when they got here it's not like it was an easy trip or journey and and um you know looking at the post-traumatic stress disorder we're talking about about kids i don't know uh i think there's going to be a huge discipline of the mental health of the youth or the young not only just the old folks or or the the adults but also for pediatrics um mental health and and uh this is just it's just um it's great to hear some of the resources that are available that also can be used for folks who have been in jail for a long time when they go out and also one would stay resource available for law enforcement because they see lots of things and and sometimes they tend not to use the resources available for them because you know they feel they might be a little bit um you know when you when you are police officer or so or law enforcement you don't want to really feel that you are also a human being where you need the help they think that they can do it without but they really they should they should take advantage of whatever resources that are available for them too that was um a really powerful session it started off talking about the numbers of women and children who were killed by police when police were pursuing other people there was a car chase where a six-month-old baby was killed they knew that the person had the baby in the car and they just shot the car full of holes and killed the baby they did not kill the person they were after there was another one where they um entered a home and killed a pregnant woman who was sleeping in um in the bed and initially the media reports were it was really terrible that that man used his pregnant girlfriend as a shield and it turns out that was not at all what happened she was in the bed sleep when she was killed asleep when she was killed by police who came in the house and just kind of shot up the entire household um and these were investigators from other cities i think one was from st louis and they had case after case of a case like this and it was really hard to listen to and i thought okay well if this happened to people the least i can do is bear a witness to that right so you know i have to sit here and listen to this but they did end with thinking about how to offer help for traumatized communities which on the one hand is a shame that you need help for traumatized communities um but but it is a very real thing um and then talking about the differences between what kinds of therapies may work for adults and teens and younger people who who need very different kinds of therapy um as their brains are are not nearly developed not until about 25 ish are they adult brains um and then that leads me to remind everyone that on thursday from four to six we are doing our trauma informed the second part of our trauma-informed training and so i hope everyone will be able to make it and then don't forget to do the implicit association test and apparently you can pick any category that you'd want to test yourself on to see if you have any implicit biases um and so please do that in advance of the meeting and email yourself the results take a screenshot print them out whatever of whatever tests you end up taking and then um [Music] we will see you at the training from 4 to 6 p.m on thursday denise do we have um are there any reports from any committees i know it's just it's just we we had two meetings um to follow up on the crude report between the um human uh rights commission and uh park and um the meeting um that we had invited four of um individuals who went through the system and came out and they were helped by the mpri michigan prison re-entry um initiative kind of thing and and um really um it's just it's it's it's i would say very humbling sometimes to hear the experience of these individuals who were behind bars for a long time and then came out there was a a program for them that they utilized helped them out and they succeeded and [Music] one of the gentlemen was he is now running a program to help others i think a brighter way is the name and and they really need help and from our this friday meeting and it looks like state senator jeff erwin had helped to bring in some money um it's like line item uh things in the budget i believe i don't want to say but it's about close to half a million dollar that can be used in different venues i think i don't know how i don't know the details but probably uh maybe a place like a brighter way can utilize uh can use some of that to help them out because they are mentoring um people who are being released from jail their presence and then they need all the help that they have so really as i said the the um main issues that uh is facing individuals who are being released from prison or jail is is housing and and not just for a short time and also the next thing is probably transportation so those are some other venues where really they need the help with so we are following up on on this but i think for the past i would say a year and a half or so we had i think over 17 meetings and we were really really uh came in with with nothing uh except the report and all that stuff and we ended up having uh really quite a bit of individuals who came uh and talked to us including our attorney uh her slay she came and talked to us about some of the laws and etc and and the state and in here so it was was very enlightening still enlightening to you to be part of that so thank you so much for continuing to us to update us on what you're doing with the human rights commission and um i think there's a lot of overlap with what they do and our and and what we do in our interest and so we appreciate you being the crossover liaison between the two thank you um any other communications any information anybody wants to share this is the point in the agenda where if anyone needs to share any information or would like to um please do i i have one thing is is i think whether the commissioners are aware of or not um our chair and vice chair really had a hard time in the in the past few weeks where they experienced the loss of their father-in-law's uh both of them and and uh as the commissioners we would like to convey our condolences uh the passing of your father's laws and and i hope that their memories will stay with you and give you the strength to really go through these hard times thank you um anything else public comment denise do we have any callers again or still no we just had a listener and no one's available now okay um then is there a motion to adjourn make a motion to join our um september meeting is there a second support all in favor aye aye aye we are adjourned then and i will send you guys the updated training document as well as the additional training information

now we're at 153 okay right so we're at 120. so okay from a budgetary perspective yeah and then my only other comment was the last meeting i asked about financial reports i don't see them attached here are we going to get july and august sometime soon they're not attacked okay any other questions yes abstain from 11.1 yes with abstention from check three eight four eight two and then abstaining from eleven point nine and eleven point ten mr zipko yes mr fazio yes and mr dunuzi yes motion passes section at 12 and 13 on the match to come before the board and the business all right i just wanted to consent to everyone's email uh miss thornton had got in touch with me concerning uh going forward for the superintendent search so i sent you some documents um those aren't just as kind of to guide our thinking as to what it is that we're looking for in our next superintendent that's not something that's necessarily going to look exactly like that so please go through those documents she will be here uh on the 11th for our meeting on the 11th and you will need an executive session so have any of all questions or comments [Music] doesn't mean i won't stop by because it just means a lot to me and so um you know hope to be here and contribute to the conversation um as soon as it's legally possible for me to be on board again i'll definitely try to jump that down well thank you so much for the service that you have your input has been greatly appreciated okay scene we are open to the public for discussion at this time hello my name is annemarie gionato 151 west high street um i just have a few questions uh what's happening with lunch at smalling why don't they have dividers and these are the youngest kids with no vaccination eight to a table right now we have to get those whatever that they're supposed to be try to be six feet apart i know that's not possible but when we were going through this and planning it you said you had all the dividers for all the schools and it wouldn't be a problem correct and [Music] so you didn't have dividers at all we have the dividers for small but we just can't use them because um because they're round tables uh i don't think it's round tables once you put the dividers out you use a couple seats for table right i mean i know at the middle school because we're sitting like but i'm more worried about these kids that are not vaccinated and again capacity issue so unfortunately we have to feed them so yeah i i just wanted to know because it seems to be you know the most nervous part of the day is now life and and you know i got my middle schoolers like sitting like this those are the times but my nine-year-old is like free fall and it's super sneezing well again from what i understand i believe this is kids and i believe we have enough staff in there um also can you explain to me what happens if the child has to isolate and then quarantine are they allowed to virtually on the classroom they're not allowed at all i mean 15 days of a lot of school yeah i just went over that i i don't but i i just want to carve right because i couldn't go here they get a google link to the class so they can attend class virtually uh if they have any questions they email their email the teachers the questions the rest of the class so they are part of the classroom for the day yes but they can't ask questions until school is over right to the extent is their teacher that they would meet with or is it just again that do you prefer them to the future that they have right it just means more cost effective if they were to use to raise the hand button and hey i have a question and pay extra hours of time i think that as someone who hosts an event all the time like i'm not i'm not in the classroom so i can only imagine what that's like but i for my job i host some events all the time and literally having to manage just the zoom event it requires four of us on our staff to make sure that we have someone on the chat someone checking back and someone meeting and unmuting someone else i just i'm just trying to understand what the day is right for them and all the emails come down there's always something different so i understand it always changing nobody knows but just trying to fire apart and the other thing is the district going to come together on the web page we go to find information and things are very hard to find we're in the process they're in the process okay when you're going to find out it says back to school night for the calendar but you don't know what school unless you're going to each individual school and you have a company phone numbers and everything it's like yeah super hard we would agree we have a company that has come in that's one of their one of their goals is to streamline that okay thank you see no other questions from the public we are moving to executive session we're going into executive session under item number seven we will be in the second assessment for probably an hour or so um at this moment in time you need a motions all right you're unmuted you're good to go good end to do whatever else you need to do okay um

this policy complies with the travel expense control act that became effective that year the travel requirement request form contains the maximum allowable amounts to be paid for the various travel expenses these are estimates only in order to get board approval prior to travel after the event all receipts must be submitted to the board secretary after which the form will be completed costs included to be paid for the triple i conference are conference registration fees lodging parking tolls and mileage the triple i conference is a great conference for board members especially new board members to attend the conference offers great professional development and networking opportunities and i feel it's money well spent are there any questions in regards to this informational item um we can we discontinued the practice of staying over at the triple i conference about five years ago i want to say due to budget restraints so i guess my statement more than anything is that while i do find triple i to be a benefit to our community what we've found more often than not is that the opportunities that it provides are usually on one day and that the evening events tend to be appreciation dinners and opportunities for networking that are not necessarily something that benefit the education of the students in our community combined with the fact that the mandatory training that they do offer as a preliminary option to this event can be found in less costly ways i get a little concerned when we start looking at things for ourselves to extend our own opportunities when we are still have a pretty restrictive travel not ban per se but really we don't offer this opportunity to our educators we don't offer this to our employees anymore we've restricted this pretty heavily so i feel that unless i understand more about why we would want to go back to including these expenses i i just i can't support adding this at this time the money for the for the conference is in the board's budget we choose that budget i think it's a uh you know this this is this is for the board to discuss but i do i do believe that for the first time board members i think it's a very good opportunity as i just explained uh for not only the professional development for the networking i um i appreciate that you find this valuable i heard what you had to say about it before ruth you were a first-time board member who also attended this with me in 2019 did you feel the need to have overnight expenses and to stay the whole weekend right well i will say that it was a different financial picture in 2019 we were still making budget cuts at that time um i used hotel points to pay for my own hotel at the time and i didn't we carpooled no we didn't just triple i yeah we did remember because the truck the listen guys is gonna get crazy because the truck remember that put the oil all over the car uh we drove home together i think i took the train in or something for you okay the first night for some reason i can't okay but i about the expenses and but i mean i would say i did attend um uh i don't know what you would call a reception dinner thing one night and it was free i didn't have to pay for it um because you often get invited to those kind of things so my expenses were minimal to myself i did find value in the conference i went to several different sessions on both days that i found to be i mean some were i thought were better than others but that was just my personal preference but i thought it was a great conference i really enjoyed the speakers that were that they had there and the large session speakers and i think it's great i hope you guys have the opportunity to go i think i think it's also very important to understand that one of the other reasons that you're there i reached out to two other districts to ask their board members if they thought this conference was important and they said one of the most valuable things is the networking that happens there with other districts learning about where they have had maybe some of the challenges that we've had and how they've overcome them and vice versa so one of the things that i've seen that maybe we sometimes haven't done in the past is that kind of reaching out and that collaboration with others and so i think um i think that you have to look at the overall versus the i mean the macro versus the micro so um i just wanted to share that i would say that this is a very important opportunity especially for the new board members i think that continuing education is extremely important particularly for the new board members and that we have a strong dedication to staying up to date on the topics and the education for what we need to do to do our job we do feel that continuing education has been neglected for the board who's weak because of the ex i'll speak for myself but i i just asked yeah thanks yes the others can decide if they'd like to share that or not um sorry i got thrown off by the interruption but um yes uh it is a feeling that by myself and that the uh that continuing education has been neglected and we need to stay up to date on these things i've talked with our iasb rep who encourage us us to go i've spoken to many of the other area school board presidents who highly encouraged us to go i feel that this is a very uh valid expense that is in our budget that none of the new board members created as they were not on the board at that time um and uh yeah i mean the board that it's a volunteer position and we're just looking to do the best job that we can and it's been highly encouraged and as jennifer mentioned it has been invaluable when i've spoken to other presidents of of school boards and it is a great education for us to be able to talk with other school boards as well as the as well as the more formalized speakers and such unless anyone has something they want to add i do want to ask though because i've heard what each of you have to say and i don't disagree with the point that we do need to have continuing education offered do you want to say something latanya i'm listening okay i just wanted to make sure if anyone hadn't had an opportunity to speak eugene i'll let her finish okay why again the change in because we do have a lot of employees who are still continuing in these same kind of activities that are paying for these expenses themselves and they're not able to charge them to the district to provide those opportunities why are we as a board looking to add back our own expenses this way i'm asking because this was a big discussion when this became a discontinued practice and it wasn't because of a lack of concern for continuing education we've had board members really delve into continuing education without having expenses and this is a change that is worth noting because of the because of the direction shift that this puts us in for professional development for our educators and employees as well if we're going to have more travel expenses for ourselves and for our senior leadership as a board then we need to talk about what are we going to be having for our employees as well because they've missed out also does that make sense so i guess that's kind of the lens i'm looking at questions with yeah that i i don't disagree at all and i i think those are actually two different conversations but you know in regards to the to the topic i think that because i'm responding to one of your comments in regards to the uh i think networking is vitally important as well as the information that will be gathered from the actual conference but being able to meet additional people so that decisions are not made in a vacuum so that you can get anecdotal information and instances is important to any board member not just a new board member just so that all of the suggestions and solutions that we're recommending are not only based on what we the information that we obtain within the district so i mean i can't speak to the value of the conference because of course i have never been but given from what i've heard i think it will be a great opportunity yeah attending the conference and acting as delegates for our district i think we've all found to be valuable and dr sparlin had discussed that as well i'm just speaking to the the extra expenses and what this says is a thing so i don't know if you have thoughts on that aspect of things yeah point will take it i mean obviously if it was a decision that was made in the past i'm sure that it was to contextualize that decision it was based on the budget shortfalls that we had at the time and so i think that it's most definitely something that we should consider because we don't want to send the wrong message however i think that you know we have moved or today is quite different making that decision today is quite different from the past and we should consider whatever the first person i mean the professional development needs of our teachers staff or whomever i think that that's important as well so i think that is a conversation that we should continue to have and i would say that our our budget is balanced and there is a surplus for this year and we should be considering these things for our teachers and staff too we're moving you know moving into a different phase and also i would say that the education is more important now than ever with having a second year of going into a pandemic and then just to be clear this conference is in chicago so there's no trap no airfare we're talking about just us driving downtown correct uh it looks like there was lodging and mileage and well i'm not sure what other expenses i'm assuming gas mileage but lodging was the one that we had most significantly cut out um and i believe parking if i remember right was on here um yeah those are this is the point that i'm trying to make is it's the concept of what have we taken from our employees that when we put it back are we putting it back just for us or are we putting it back for purpose that benefits our kids i have a question with all due respect i'm sorry go ahead ellie um i guess what i'm left wondering is and it's a great conference and i really think you guys should go i mean you know way way back in the day we paid for it ourselves right and there were also years where the district picked up also again way back in the day so i wasn't on the board when they cut the stuff but it is 100 well worth your time to go and meet people but a don't let triple i that only happens once a year be the only reason you reach out to other people but i guess what i'm left wondering is lori's pretty wound up about us not doing this for our administrators so i'm left wondering what is it that they wanted to do that they weren't allowed to do or had to pay for themselves what do you mean there wasn't anything we made the choice oh our professional development has changed we changed the administration and employee staff policy on travel to not allow out of district professional development and we pulled it in-house so the quote unquote fun parts and networking that they got to do had been pulled from them where they could reach from other teachers in other districts we have now brought almost entirely in-house um so that's what i'm kind of talking about we don't pay for airfare we don't pay for hotels i think we have a mileage limit on how far away they can go for these things and that was it you'll have to go back to look at the exact line items but it was a pretty significant cut i guess that would be my question not for tonight but yeah the other night i just don't want to make i want to make sure that everyone has understood that the context of this is that what are we looking at is the big picture what's the fifty thousand foot view it's not about triple i it's about what are we looking at as a travel policy and a reimbursement policy and are we going to do that just for ourselves are we looking to do this for our employees and at what cost ali just out of confirmation you paid the 400 yourself to register for the event so there they've been i think it's been so long ago um we went a couple of times i think when i was first new to the board we went and the district paid for it and then one year we went conference or the travel expenses also um i think the first year i don't think i paid i paid my parking and my meals but i think the district picked up the cost and i think the second year honestly it's too long ago that i don't remember i remember we paid for our own hotel room i just have to say that honestly i'm i'm somewhat frustrated a little bit offended by the comments because number one we haven't even taken the trip yet so you don't even know what those numbers this is just a a budget to say here's what you have to work within i personally wasn't going to charge for food or miles or what have you but as a body of seven people who work for free because that's what we do i am averaging about 40 hours a week that i spend as a new board member and i don't know that i'm always doing the best job that i am and this is an opportunity for me to find out with other people in my situation what they are doing how they are doing and so forth and for such a very very very small amount of money it seems like our community our constituents our students our teachers our staff would want us to be the best we can possibly be because we are making decisions that directly affect them so when it comes to the money looking at there is waste everywhere in budgets no matter what type of an organization you are and you look at talking and of talking around specific dollars in approving them or not approving them we this is such a nominal amount and i'm not saying not to take it seriously and it doesn't it shouldn't have this discussion around it but you have to look at the benefit and the cost for everything that we do and i just think when you look at the number compared to the benefit that it could bring it is it's a no-brainer so those are my my thoughts and as someone who did sign up to go and to spend two days away from my family you know i i i'm just i'm and away from work and away from work i'm just kind of frustrated that this is about this this was assumed that we're we're going to spend all this money and that that's frustrating to me so you know we're we're an institution of learning right and i know you're not questioning that lori but i know i'm a lifelong learner and i think everybody up here is as well and so in order for us to be the best that we can be as board members we want to consume all that we can from people who have other insights and best practices to share with us and i think that's you know that's valuable for us in terms of how we govern and and policy make um in this position and so sacrifice is important i think you're you're you're asking the question about you know what are we sacrificing what are we willing to sacrifice in terms of dollars but there's a lot of other sacrifices that happen with us you've been here for a long time you know all the sacrifices that you that you make to be a board member and so i think sometimes sacrifices aren't in dollars but they're in other ways and i think that this is going to be money well spent any other questions on this information item all right hearing none we'll move on to 8.2 item 8.2 is an informational item regarding our delta aquatics program tonight dr petzke is going to share some history of the program the different aspects of the program who it serves information on the revenue it brings in and to ultimately discuss with the board the thoughts moving forward so dr pesci good thank you dr spiralin um board of education just happy to present some information uh some background information to allow us to discuss the delta aquatics program so to begin just for start the program was founded in 2004 with the opening of oswego east high school in the facility where we had a pool that we could could utilize this resource and then the rest of this slide there's actually three points that i want you to see the delta program delta delta delta delta one is the program started as a learn to swim program so classes are held about five to six times a month for kids in different age ranges to learn how to swim the second delta is a diving academy which runs in the summer time we have a junior diving team where kids six years and up can start to learn learn about diving and then we've got a senior diving team 13 years and older where they learn both the springboard and platform diving and on the right hand side you can see is really kind of the flagship of the delta aquatic swim team and that's the competitive swim teams to be a part of that we are a member of the usa swimming coalition national governing body for the competitive swimming organization we also are affiliated with illinois swimming incorporated which is a local swimming organization and the levels of that competitive swim team we have a developmental group which is just basic skill development and then we have an advanced group so there's basic training development we've got a senior prep group a little bit more progressive training and then we have our highly competitive senior group advanced training for students ages 15 and up got uh some of our coaches here we've got timo flores who is our aquatics director currently the senior coach we have jessica bogey who's an assistant aquatic director and serves as a head coach and then bob sprunger who is a lesson coordinator for the swim lessons and the head age group coach as well they'll also bring in these are coaches but i think it's important to know that the program also has some assistant coaches and we also use some of the swimmers in our swim club who also come in and teach some of the swimming lessons we also pay some of the students to teach some of the swimming lessons as well a little bit about the program our athletes and fees um in our competitive competitive swim team we currently are in the short course season which uh there's a the four training groups you can see the developmental training group there's about 40 athletes and the charge to be in that group is about 800 we have the advanced swim group there's about 41 students or athletes in that program at about 1 150 for the season we've got a senior prep group which has 38 athletes in it about 1 350 for that group and then our senior competitive team who there's about 18 students in that group at about fifteen hundred dollars for the short course season so that's about 137 athletes participating this season currently 95 of those athletes are students and athletes who have returned to the program participated before 10 students have transferred from other clubs there are several other clubs in the area and 32 students or athletes are new this year so this talks about the short course and if my clicker will work there we go the short course kind of refers to the length of the pool so short course is a 25 meter swimming pool and that short course runs from september until about february sometimes it extends a little bit into march and then in february or march at the end of that season running through july we have the long course season and the long course is a 50 meter pool so regular meets during the season they do about they do meets about every two weeks during the season that the kids participate in and then at the end of every season there are also championship meets where the kids students need to qualify to participate in those meets so in february there will be some short course meets and in july there will be long course meets we talked about some of the other teams or students from other teams delta aquatics is a school school-run club affiliated with oswego 308 there's also another team the fox valley swim club which is indian prairie school district 204 they have neuqua valley and waubonsie valley and matea valley they've got a swim team as well or a swim club there's a maverick swim club which is a private based owned club as well as the academy bullets swim club and then there's also a riptide swim club that's run by a park district so i kind of kind of selected those just to show the board that there's some school run clubs there's some privately owned clubs and then there's also some park district clubs so to talk a little bit about the revenues i just put three different years of revenue and expenditures here and the reason i chose these were specifically to show the board typical fy 19 was kind of pre-covered so there we had some revenues and you can see what our expenses were and those expenses include salaries equipment fees things of that nature and it also includes maintenance of the pool and you can kind of see the difference in the revenues and then the expenditures that we have in fy 20 when with the onset of kovid we kind of got through the short season short course season and there were some questions about being able to maintain um maintain some of the procedures for covid and whatnot it hit in that fy 20 school year so you can kind of see it it impacted the long course season so we saw some less revenues and then our expenditures were a little bit less as well that year and then in fy 21 this um last year you can see with kovid for a full year with that impact there were fewer swimmers we typically have about 180 kids in the program and now we're averaging about 130.

420 000 of that will come from the operating referendum fund and the remainder the 1.3 million from the operations fund the next slide shows again this is the same overview you saw last time of the transfers between the operations and the education fund a net change of 7.1 million and what that it results in is a transfer a monthly transfer of funds from the education fund to the operations fund at the end of each month until we reach that 7.1 million the this is the advertised tax rate history um and and the advertised rate is always higher than the final rate approved by the dlgf and adopted by bcsc the dollar one that we were at this year dollar 1.011 cents per 100 of assessed value is again where we would expect to land over the last five years the actual tax rate has been somewhere between 2 and 14 cents lower than what we advertised and so right now i would anticipate the advertised rate for your adopted budget after the next meeting to be right just over zero 1.06 cents per one hundred dollars of assessed value again by the time we work with the dlgf uh and get our notices and respond to those i would i would anticipate that we will end up at the dollar one mark that we advertise to the public during the referendum and continue to to adhere to and the next slide just shows your next steps the october 25th meeting there won't be a presentation but just a vote to adopt so if any of you have further questions or anyone from the public i'm happy to uh to do my best to answer them now all right first are there questions here from my colleagues all right has anyone joined we have no questions this is a typical public hearing in my experience so dr bozeman just clarifying nobody in the room at this point that's correct nobody has signed in to speak publicly about the hearing right all right thank you doctor great thank you last time questions about them all right so we are officially out of our public hearing and back in our school board meeting so we have the opportunity to focus on the whos and why and are looking forward to a best practice presentation from taylorsville elementary school so i will turn to miss gant and she can introduce her colleagues who are with her good evening thank you so much for your time we're very excited bcsa board members to share with you uh some a little bit about what's going on out here at taylorsville and i have mr schaffner our assistant principal and kevin sweet one of our fourth grade teachers joining us this evening thank you yes so our goal for today um is to share with you the why and the how we are using intentional writing practices uh to develop critical thinking and writing skills within all of our students uh kindergarten through sixth grade here at taylorsville and just to highlight for you a bit about um the connections to our instructional framework universal design for learning the why certainly uh being very important to us the developmental stages of writing as we know you know we have kindergarteners who are labeling pictures and being able to identify for us the writing within their mind of starting out with drawing and and being able to identify what they have drawn all the way up to argumentative essays within our sixth grade students and certainly that real world context is critical to our students because as we send them off into the secondary level to our middle schools and high schools we want them to be able to look at complex issues review complex texts to be to be able to make a valid um supported argument uh both in their writing and in their discussions so certainly the why is important um behind everything that we do and how we are doing it we have created out here a vertically aligned plan which is based off of bcsc's writing plan as well as integrated significant amount of sport support from an outside consulting group s meccans education group we've been able to use some of our federal title one money to support this learning for teachers the last three school years so we're very excited to be able to share a little bit about that with you um before i share specifically our timeline and our journey i just wanted to highlight argumentative literacy uh we worked significantly as a district with dr steven benjamin uh several years ago and this was this was not new to us but certainly the depth at which we were currently taking our students needed to increase and so when we look at all three of the stages of types of writing persuasive informative and expository certainly the argumentative piece while only in our sixth grade standards is certainly relevant within all grades in our kindergarten they start out with opinion writing in our primary grades and then we move more into the persuasive writing and then ultimately in sixth grade here at the elementary level really heavily focusing on argumentative to be able again as i mentioned earlier to analyze and comprehend those sources use those to develop claims acknowledging and understanding the counter claims and supporting it and being able to refute it with evidence from the source and why that is incredibly important for our students again before we send them off to middle school in high school we want them to be able to um form and uh support those text-based arguments because that's going to prepare them for real life and with those skills needed to critically and analytically think and write and and collaborate with their peers and with the adults that they encounter as well as again taking them from opinion writing and then in the very early stages of writing and kindergarten level and moving still encountering and including their feelings their thoughts their personal experiences but really being able to use those as a starting point and develop again the critical skills with their research and their reasoning and their evidence-based arguments uh to support uh deeper learning for them so mr schaffner is going to highlight for you the timeline that we have taken um here at taylorsville with our writing work yes good evening thank you for having us so uh briefly just running through our timeline here in um 2018 2019 as mrs gant shared that dr benjamin actually uh came and consulted with us and that's kind of started us moving the wheels for our argumentative uh or argumentative writing plan or a writing plan in general so fast forward to 2019 2020 when we use our title funds to bring in smackins as mrs gant shared as well and to come come and provide professional development for our teachers we also we also worked as a staff to create a vertical alignment plan for all our grades and we also uh worked as um as a group excuse me worked as teachers um through what specific tools we can use um to utilize during our writing instruction and then fast forwarding again to the twenty 20 20 21 school year again we um we again had megan's come in and provide professional development and that was specifically on writing in response to reading and then this year again smekins came in provided professional development specifically on the writer's workshop and setting that foundation and that process within our classrooms of just the writing process thank you so wanted to briefly share with you on the next line i have on three examples from three grade levels first third and fifth obviously we have these for all the grades but just wanted to highlight um and we also have skills that are related again to the other forms of writing that i shared and informative and expository but highlighting persuasive and argumentative um these are the skills that you see highlighted that each grade level focuses on throughout the year in their writing instruction and so you see us adding skills each time we progress in a grade and as i mentioned earlier sixth grade is really the only uh grade level that has argumentative in our indiana state standards it's opinion and persuasive in the younger grades but we felt that it was important that we acknowledge where our students are going and what they're going to be expected to do in sixth grade and so while we have these skills highlighted they're not necessarily writing they're obviously not writing a full complex argumentative essay in first grade or even third grade but they are working in class discussions and class instruction to develop a an argument or to persuade someone um you know for example red apples versus green apples which one tastes better and how you can start in a simple subject like that and move up into more complex issues such as school uniforms or something you know of that nature chewing gum in class um so lots of different subjects that you can use within the class discussion piece and have that model and then the graphic in the upper um right hand corner is um it's an accessible writing plan so all of us know every year what we're teaching what the grade level above and below us are teaching as well as what tools mr schaffner referenced earlier the tools that we use during that writing instruction so that as students progress in the skills the development of their skills they may see some similar graphic organizers from year to year but then they also changed into some new ones also and we review this plan um each year just to ensure number one that we're all on the same page it is still relevant it is still authentic to what we expect our students to be able to accomplish at the end of the year and from that we have some examples that mr sweet is going to share with you from his fourth grade students all right thank you miss camp so this is what you'll see in a typical fourth grade classroom at taylorsville and this student really excelled with smacking's writing and her opinion writing just just really went exponentially uh up so persuasive writing in fourth grade really what they need to do is um pick one side so they're not on both sides yet so articles that we choose have both sides so they have to dig into those articles and find out what side or what parts the article are for a certain subject and then what size are against it so while they'll do that banning zoos is what we chose last year they went and highlighted why they should be banned or why they shouldn't be banned and they use two different colors and then those details were put on a pro con t chart you can see that in the middle of the slide there so certain colors uh that were pro uh banning zoos were on the left side and on the right side was for or against spanning zoos and then from there this wonderful graphic organizer they had to pick their top 10 reasons and those top 10 reasons are there in the top right in the top 10 reasons they basically had to filter through which ones were actually redundant which ones could they merge and then eventually they got their top three uh strongest reasons which goes to the bottom left corner then you have your table top and those end up being your legs for your tabletop or for the table itself it's for your supporting details and those three supporting details support your claims for in this case um i believe wise white this dude should be banned and then those table legs will eventually become your oreo which is actually your outline for your persuasive essay that eventually uh culminates into your actual final essay what the students have and they can support their claim you know as supported by details are they for are they for are they against zoos so yeah great thank you mr sweet uh briefly want to highlight with you uh some data that we have collected as we indicated again in our timeline we have only had two school years where we've been implementing the bcsc writing plan and our vertically aligned plan so we don't have significant number of years and while this um these numbers are not certainly as as high as we would have hoped um we do in looking not only at the the grade level percentages but also um the cohort data so our kindergartners in 2019-20 being the first graders in 2020 21 and so forth if you see the first graders in 1920 and 20 percent and then in second graders at the 20 20 21 school year they were up to 49 so we did see um some gains there again in third to fourth 29 to 53 percent um and and so our goal again this year is working on improving those skills again this year and looking to see some great advances one piece of anecdotal data that's not reflected in these numbers last year in our meeting as a staff we shared um the plan and our sixth grade teachers asked if they could comment um quickly and they shared that in their first timed writing prompt that they did as a sixth grade team they were amazed by the stamina that our students were able to um to demonstrate and the amount that they wrote in that first writing prompt so um you know it's it's not something that kids always necessarily like to do um but as we've expressed it is definitely a skill that they need to have a need to to master these foundations here in elementary level before we send them to middle school in high school and so that was that was a celebration for all of our building that that intentional focus kindergarten through sixth grade um we are already seeing the gains and the stamina and so now our work will continue so that we can see that growth reflected in these percentages so thank you so much we would be happy to entertain questions from you all right thank you that was really interesting i appreciate that you shared both the data and the timeline and um mr sweet the ex the samples of our learner's writing so are there questions that colleagues have mr stenner i thank you for the presentation uh i'm interested to know more about the gmrc and where uh it was the last slide where the 2.5 falls on that overall gmrc scale yes so 2.5 is the um the the grade for lack of a better term just below the 3.0 so the three is meeting grade level expectations and so we chose to focus there on the 2.5 because when we looked at these numbers obviously they were not what we wanted and so we wanted to find a starting point that was common for all of us because again we have to teach our students on ilearn are given what we have found in the last three years is they third of them will have be given a persuasive or argumentative essay topic a third of them will be given an expository and a third of them will be given an informative so while we want to certainly we look for ways to increase the amount of time we spend on argumentative instruction we do cover all three types of writing and so um we're just not there yet to look at the three data but it is 2.5 is just under that 3.0 on the gmrc scale tell me again what gmrc stands for and i'm so sorry gmrc stands for growth model report cards and it's our standards-based um grading system that we use in the elementary and all bcsc elementary schools thank you and the rubric would be one two three four in terms of the numbers so 2.5 following on a one two three four scale all right are there other questions yeah hi this is uh nikki wieldon so since you've now walked down this path to try something new and you've seen some improvements is there anything that you would do differently or if you were to start again or if there was another school looking to adopt something like this advice that you would that you would give this is an easy one for for me to answer and i would think that mr sweet mr schaffner would support having that conversation as a staff and looking at the skills necessary for all three types of writing and having that clear um the honest conversation about what are we going to teach in kindergarten what are we going to teach in first grade in those developmental stages of writing so that we you have that aligned plan and there's no question what's being taught above and below me and so you can really focus on your grade level skills um and increase those scores thank you that helped are there other questions well i can say i appreciated seeing i even seeing the differences between persuasive and argumentative and i think it's interesting that instilling those differences and the qualities of each in our elementary learners was very helpful for me to visualize and i very much appreciate again the samples so that we can get a feel for how the learners are doing the work and to your point your data over two years to exceptional learning years i would add our most impressive so thank you so much for what you've shared with us this evening thank you for the opportunity we appreciate sharing the many good things going on here at taylorsville great doctor i just had a comment so thank you to mrs gant mr shafter mr sweet for presenting tonight a reminder to board members is this is a typical part of our meetings but has fallen by the wayside a little bit over the last crazy months that we've had with covet 19 when we were going to school buildings and would have that building present at least sometime that month in our old calendar taylorsville is the month of september and so we invited sadele and her team to present on some great work they were doing so so pleased to have them present tonight and maybe get back to that rhythm of having things from our school buildings and the great things our our teachers and kids are doing uh celebrate a little bit so sadele jake kevin thank you for presenting tonight yes thank you very much all right next is um an update on how coveted 19 is doing this school year in bcsc yeah so thank you dr i have just those some numbers in front of you each board meeting and so i will do that again and do this relatively quickly and that our cdc numbers as as you see with the state designation there the entire state has remained read now for for several weeks the department of health we were in the red actually on our off week uh so orange at our last board meeting had a red week as a county and now back to orange so hopefully that's uh we hit our peak and maybe can start coming down the other side we'll see if that is indeed the case from the covet 19 task force and putting the presentation together the numbers weren't out from yesterday that would come out today so i just grabbed the screenshot from the the numbers from our local copa 19 task force website from last week so this is dated september the 22nd on that date new positive cases were 45 and hospitalizations at 44 and the paper was the republic was reporting similar numbers of hospitalizations of this weekend our local numbers which are again when we make decisions in regards to our various mitigation factors all that stuff is important to know what's happening across the country uh around our state and even regionally but then internally what are we seeing and i've kept the information from a year ago up there just because it was uh interesting that to know that first quarter we had 29 positive test cases as we headed into fall break where fall break is around the corner for us and that we went to e-learning on november 9th for all kinds of reasons including some operational challenges but it was 106 positive test cases uh we are over 400 positive test cases now first 35 days of 21 22 this will be day 36 and that 441 was sometime today so we could actually call that 36 days perhaps but 441 positive test cases that is made up of 393 students and 48 staff members the number of close contacts thus far are there i did given just an extra uh number there if we have 441 positive test cases this year and about 2300 close contacts that would average out to a little over five close contacts per positive test case of those close contacts 112 have later tested positive the last time i gave you that percentage we were just over five percent at 5.1 uh it dropped to 4.9 so a slight change getting under 5 since the last time i gave that percentage but still around five percent in terms of that and then we've had an additional 1030 who have had to miss some school uh who are symptomatic i did take a look an extra look just today in terms of the number of kids we had out and so if we look at kids out of our buildings today uh we have about six percent out of our of our students out for for a reason related to coven so whether it's uh uh close contacts or symptomatic or or actually testing positive it's about 689 students so that would be approaching six percent of our kids specifically related to covert 19 of that number 178 are positive cases uh the good thing if we break out the closed contacts from those positive test cases i give 5.2 for the year up here and that's skewed a little bit because there were some classrooms that we had particularly the pre-k level early that took out a large number of of people um a the the current rate is 2.87 uh close contacts per positive test case so uh hopefully our that's reflective of the many things that our buildings are doing to to limit just the number of close contacts we have if we have a positive test case so at least as we would stand today the number that you see on the screen is indicative or reflective of the entire school year right now with kids that we have out of school we'd be in about three close contacts per positive test case that's all i have on all right i appreciate that perspective are there questions members have i have one dr shed dr roberts what for kids that are out on quarantine and i'm thinking particularly i guess secondary students what are the expectations of teachers in terms of reaching those kids that are out on quarantine you know i'm thinking particularly classes where they're out for a number of days and without receiving you know being exposed to some type of direct instruction i mean missing a number of days it's very easy to fall behind so i yeah my question is what how are we bridging that gap yeah really good question was for guys because without question then with the number of days that a student might be out there there's going to be some challenges and um we we've tried to address this in many ways as we looked at last year and the successes and sometimes maybe not so much successes that we would have had and we we really tried to model or to utilize the bridge concept that was being the bridge program that was in place last year that many of our students families took advantage of we then tried to replicate that in classrooms of students with close quarantines we have not tried to do that this year so we will have parents and students who may have had that experience last year and felt very positive about that because there were some additional things happening in the classroom videos or whatnot that may have been bridging that gap because of what we're doing with bridge anyway with almost 3 000 students we had learning online at any given point in time last year we we did try to remove that piece and just ensure that teachers were keeping up to par with their students keeping them informed of the lessons that were going on trying to to maintain communication and contact its learning is our learning management system so having information available so that all students were aware of the progress of the class but have not engaged to the degree that we would have seen last year by utilizing that bridge model so in other words so readings that needed to be done or particular assignments are sitting in its learning that the learners are do have access to it it's again a great question because the complex challenge it presents in that if we think of pre-covert we would have students miss a number of days at a time for a variety of reasons right somebody has surgery somebody has a broken leg or some other illness or just situation that took them out of school for extended periods of time and and and we addressed that in certain ways last year with bridge we with 3 000 students nearly 3 000 students online we changed that and that very much benefited students who then had to be home for a quarantine and then we're back in school in trying to address both their needs and in our staff who are trying to work through now um complicated situations with students both in the classroom and out we did remove again some of that video piece and have tried to lean on the its learning learning management system that we utilize so effectively in my opinion a year ago and utilize that that management system to keep students up to par and where they need to be dr shed yes i was going to ask we've talked about the the numbers of positive cases and the numbers of students out on quarantine for covid related reasons at any point in time what what can we say about the duration when a student is out how long are they out and are there ways to work at reducing that duration yeah so so the without knowing exactly what the average number would be mr stenner 10 days is probably a number to shoot at but that would not be all school days right that's 10 days of separation that would include some weekends in there so then the number of student dates is going to be less than that i use that number because if positive 10 days is is is a standard number to look at and then get on the other side of that and be able to come back to school as long as i'm asymptomatic all those kinds of things and then 10 days is also the chosen quarantine amount that we have that 7 10 14 that was put out by the cdc so it is somewhere around that 10-day number that a student might expect to miss or a staff member might expect effectiveness from work if they're identified as a close contact or are a positive test it was our second part to that question uh are there things we can be doing or maybe you already are doing to help reduce that direction the thing that is out there and i think i referenced this at our last meeting and continued to be a question that we'll get you guys are probably getting is that flexibility that was extended through the governor's executive order that's dated at the end of august uh right before labor day weekend and and we we appreciate that that flexibility is there what we have hesitated to do is to go backwards on mitigation strategies while our numbers continue to rise and while we also had close contacts testing positive at a much higher rate than we had a year ago i'm hoping that that we are starting to get on the other side of things and can take a another look at that and internal conversations that we've had you know if the governor's executive order probably need to restate that the governor's executive order allowed the department of health commissioner to make some different determinations the department of health commissioner said hey you can use zero if a student is asymptomatic um and so i think schools across the state are are perhaps taking advantage of that flexibility we have not chosen to go chosen to go that route yet but if we're at 10 and the commissioner of the department of health says zero maybe your question is is there something else in there then that could be worked out and i i guess the answer is yes in that that flexibility will be provided because the department of elders went to zero right so anything from zero to whatever seems that if a school corporation can work that out it still would fall within the parameters of what the department of health has worked out our concern would be let's say we would go to five split the difference of zero ten and go to five um what i understand to be the case is that if i am a close contact the best day to test for uh to see if i might have actually contracted coping 19 will be on day five six or seven so if it's day five do we create a testing situation to come back if that's the case what's the burden on the system that we have already in place that's trying to manage all this so there are some pieces to try to understand there if that were to be the case but a short answer to your question about the long one i just gave would be since zero is is what the health commissioner has given the range is really whatever the school corporation would decide that could could work best given that we would have the capacity to manage to manage that i don't know what other schools are doing when they bring or allow students to stay at zero it just it does still run contrary to what we understand from the cdc and i know that it was a part of the effort to say if you go to masks there's this little reward here and and many corporations have went to masks given that circumstance or situation and immediately went to the zero days of quarantine we already had the mass mandate and had our quarantine procedures in place so maybe the circumstances were different even on that given day of the executive order but um just going back to what i've indicated earlier with with the numbers we've had with the numbers then later testing positive we have felt uncomfortable adjusting that yet but but are are looking forward to continuing to analyze our own numbers and the flexibility that exists with with that with that opportunity thank you you're welcome so if i can just clarify what you said um you could only go to zero if you mandated masks right for quarantine and it's only specific to the classroom and i guess school bus but but those those confined or kind of structured settings or situations the the other times or ways that you're identifying a a close contact it would not remove those so it's not going to eliminate you know all of our closed contacts but would should significantly impact right that number but yes it is um only if the corporation has a mask policy right not not a mass optional one a mask required one i just wanted to say that for those who aren't immersed in talking about this all the time sure that's a good point to make that it is based upon first of all that that mask requirement mandate i think mr grimes has a question just one more here so if the 2287 close contacts is that 2287 individuals or some of those kids that have been identified multiple times you'll be identified multiple times okay so yeah yeah those are the kids that i particularly worry about that are identified as a close contact two three four times through no fault of their own and uh before you know it yeah they missed a few weeks right yes yes yes okay the bad thing about cove is you have so much data that you can look at it about a million different ways right but of the 112 people that later tested positive it would be interesting and could help form an opinion if those close contacts not lunch times if available majority of those were during the lunch time you would say that that potentially go a different direction right yeah good points mr william and i don't know that we have that degree of data at the moment but something we can we can take a look at in terms of uh when and how because the other piece is if if testing if later testing positive is a close contact to school versus later testing positives and close contact at home so separating that out first and then looking at it in the way you're talking about other questions great thank you for clarifications thank you all right we will move on to board commendations i'll turn to my colleagues i know mr grimes doesn't let me go ahead dr oh please do okay um why i hope this is an appropriate time to go ahead and mention this but a very large congratulations to principal brett findlay the students teachers and support staff at csa lincoln for recently being recognized as a 2021 national blue ribbon school through the u.s department of education and so congratulations again to all their hard work and effort and dedication to learning at lincoln and then just some athletic fall highlights from athletic directors at north and east mr hughes and mr lewis in no particular order lots of good things going on columbus north cross country boys currently ranked first in the state number 10 in the nation girls team currently ranked second in the state both repeat as conference champs this year east volleyball ranked number nine in the state north girls soccer ranked number eight and mr lewis particularly wanted me to give a shout out to senior jenna lang for becoming the school's all-time scoring leader boys and girls soccer at north both repeat as conference indiana champs let's see what else girls golf congrats to the east girls golf team for winning the sectional and also in girls golf three seniors harley gant from east gwen anderson ella wilkes from north congratulations to them for qualifying for the state this weekend at prairie view in carmel let's see east boys soccer has clinched a uh at least a tie for the con conference championship and congratulations to chris quisenberry for becoming the all-time scoring leader at east and one last one here boys tennis at north who is currently ranked second in the state their highest ranking ever um five of their seven varsity players have gpas of 4.0 plus two of their varsity players senior matt liu and freshman parth shah are both currently valedictorians of their classes as well so congratulations to all those student athletes at both north and east excellent thank you very much there are other commendations yes mr stenner continuing on with accommodations to students i noticed that the youth leadership both alumni county program had their meeting and distributed scholarships to some of our students and all the students that participate in that program come out with some excellent life skills and then also kudos and commendations to everyone involved in restoring east after the water damage earlier this year i know that's a ton of hard work and before the meeting dr roberts was describing some of the changes and improvements that we're going to see it's very exciting great thank you for that as well others i will say i had a new budding cheerleader participate in the cheer clinic that was held as a student project at east and i thought that was really well done these little girls were standing in attention i don't know how those cheerleaders got them to do what they did in just a few hours of coaching but it was pretty remarkable to see them at home coming on on friday i also i was really impressed with the band the combined band performance was was pretty was pretty awesome so that you know there's those teachers and that program seems to be really good and i'm going to give a personal shout out to um coach dismore burton and burke northside cross country i have a student in that program and they've just been amazing what they pour into those kids is really pretty remarkable so it's very successful season thank you for all they do wonderful thank you thank you all right i'll turn to my colleagues for any school board member reports mr grimes sorry uh just one quick uh plug here from the the school foundation um for anybody who's not heard the harlem wizards game has been moved from what was in november to march 22 i believe and then also an upcoming brighter futures for all 5k start and finish out at the new bcsc soccer complex sign and out nice out and back up river road down the people trail registration at indiana indianatiming.com hopefully we have a good turnout for that november 13th awesome great thank you any others mr stenner thank you districting and facilities committee met the september meeting focused on some of the construction projects that we've discussed in the last two board meetings and then also a new process for managing construction projects that we'll hear about during the cabinet reports excellent thank you all right i don't see any others i'll now turn to our cabinet member reports so um first about the cmc process and who starts here dr bozeman i'll introduce thank you dr shedd and members of the board we're fortunate to have steve jones of ice miller and jim funk from cso to provide an overview of the construction manager as constructor process this is new a new process for bcsc that we're exploring that we'd like to give a presentation to you this evening and ask for your approval later on this evening in the meeting all right great my name is steve jones i'm an attorney at ice miller focused on construction law i'll kind of start us off and then um jim funk at cso um we'll back clean up on on this presentation we're trying to keep it short so as was just mentioned this is a relatively new project delivery method k-12 schools have been permitted to use it since july 1st of 2017 some of the state educational institutions like purdue and iu have used it they were permitted to use it for about three years before that and so it's a new project delivery method and um you'll hear us kind of abbreviate construction manager as constructor as being cmc um they it means the same thing jim and i have worked together over the past several years since this has been permitted on several cmc projects involving k-12 schools so my my portion of the presentation um is focused on some of the applicable statutory requirements and then jim will kind of uh provide at the end a summary of his experiences using the cmc process so there is some significant differences on the cmc project delivery method versus your traditional design bid and then build project and so what one of the the differences is for cmc the school must issue a request for proposal or rfp you this is issued to prospective construction manager asked instructors you are obligated to give the same public notice that you give under your traditional public works statute you know uh two notices uh at least a week apart with the second notice at least a week before proposals are due um there are some requirements for the rfp um which um jim funk is very familiar with but i'll outline it the rfp has to include you know the criteria that from which you're going to select the cmc you're also [Music] have to provide evaluation factors as it relates to minority women and veterans business enterprises and then also you identify how the gmp which is a guaranteed maximum price is to be established and then the statute also requires that the in-chunks requirements for these cmcs also be provided and and so as far as the selection process for the cmc an evaluation committee needs to be be formed the statute doesn't say when it has to be formed i'd suggest at some point before proposals are are due to form it once again the statute doesn't give a lot of guidance on where it gives you really a lot of flexibility on the evaluation committee they define it as a group of individuals so there's a lot of flexibility as to who you have on it and how many members and and the you know after the proposals have come in and this is fairly common but it's optional the evaluation committee may select certain offers to meet with essentially interview they have to be given equal opportunity to me so in practice what that means is um often kind of the short list is determined as far as the responders and then there's a certain time period for an interview that's the same for each of those responders and then what the evaluation committee does is they look at those proposals submitted by cmcs to the rfp they consider any interviews that were conducted they also considered the proposed fees by those cmc and then the evaluation committee um is selects a a cmc based on that criteria that was established in rfp and you enter into negotiations with that cmc that was selected unlike your traditional design bid build the school is under the no obligation the evaluation committee doesn't have to select um the the proposal with the lowest fee fee is it needs to be certainly a criteria but you have flexibility and doesn't you you aren't mandated to select the the proposer with the lowest fee and then the other requirement is that the evaluation committee after it's evaluated each of the offers and made its selection just needs to create a written summary that would be subject to public disclosure after the cmc contract is awarded um kinds of the processes so the the school is going to hold kind of two contracts it's going to hold the contract with cso like it a typical design bid build and then it's going to hold the second contract with the cmc and and for the construction piece of it what the cmc is going to do is um contract with first tier subcontractors often it's subdivided into bid packages such as an electrical package and those and what the cmc has to do is they have to go out and publicly bid this they they also have to comply with all the public works requirements which include awarding the subcontracts to the lowest responsive and responsible subcontractor the cmc is permitted to self-perform work if you know they do it but the statute kind of makes clear that in order for the cmc to self-perform they have to be basically the lowest responsive and responsible bidder for that work which i have interpreted to mean the cmc has to submit its own sealed bid and then when you open it if the cmc is the lowest bidder then they would be awarded that work unlike your traditional design bid build project the cmc statute does allow a pre-qualification process for subcontractors that is done by the cmc as well as the school and and so you can basically have a process whereas those subcontractors if they want a bid have to kind of go through a pre-qualification subcontractors so you have like more confidence that those subcontractors are capable of performing the work and then the other piece of the kind of cmc process that's a little different is it's a what i described as a bifurcated approach the first approach is type now while you're starting the design process you get the cmc involved to provide pre-construction services in the rfp you ask for you know what's the fee for the cmc to provide pre-construction services and then so the cmc and jim i'm sure we'll go through it in more detail but the cmc provides some pre-construction services while the design is being prepared such as cost estimating and then typically although the statute gives you flexibility but typically after you know the design is complete and construction documents have been issued and after the cmc has gone out and solicited public bids from subcontractors the cmc will come back to the school with a guaranteed maximum price proposal to to the school that basically says okay based on the construction documents and the design prepared and also based on the bids received here is what we provide as a guaranteed maximum price and if that proposal at that time is acceptable to the school a relatively short gmp amendment is entered into by the parties that basically says here's a substantial completion date here's the guaranteed maximum price here's the list of drawings and specs that the guaranteed maximum price is based on if and and this isn't common but the statute specifically provides that you know if for some reason the gmp proposal is not acceptable and you you aren't able to kind of work out a mutually agreeable um guaranteed maximum price the owner can terminate the cmc contract at that time uh you know they pay the pre-construction service fee but that's it and then the school has several options they can go back to another cmc that proposed they could proceed under a different public works statute or or decide not to proceed with the project um and so that that kind of in a relatively quick nutshell is a summary of the statutory requirement so i'll turn it over to uh jim now thanks steven i think a few things i'll mention is this is this is not a new delivery system in in the world of construction it's actually a fairly old one it's just that indiana is the actually the last state to adopt it as a public works uh process that can be used so we've done it in the private world quite a bit it's just it's great now that we can just do it with normal projects especially k-12 um so we've been doing this actually started several projects right when it got approved as well as started with some universities before that but i think we're up to 11 different school corporations now doing these projects i've done over near next door neighbor at monroe county we did the new tri-north middle school project there and doing some projects at decatur county to your east and so a lot of a lot of success we've been very happy with it i think for owners you know the big advantage is owning one contract with the contractor many of the clients that we have using this did cmc which under that process our cma under that process you might have 25 contracts each with a different bid category and this really simplifies that um you know the biggest thing right now is in the coping world we live in is having a contractor at the table early in design phase is a huge advantage um with all the product delays and knowing how long it's going to take to get something as well as try to put cost estimating uh right now is a huge challenge so um you know in a normal project it's it's a real advantage but right now it's even more advantageous to have that cm on board initially um and then there the whole project they said the you know they do the estimate they set the cost they own that budget throughout the whole project so that's a great thing for that um you also just have an opportunity to do fast tracking of projects and we see this a lot where we might issue if it's a new building put the site out first and get that going or get steel ordered and bid and then follow behind with building packages and and that's all the shortened durations and you know right now um cost association goes up a little bit each quarter and that can save you money doing that for you guys when it's a building that's being renovated you you know the contractor is going to be on site and they're going to control that job site and manage safety at that school and how tasting is being done rather than you know we did like we have in the past um where we had you know big projects in east and north you know we were fortunate we got there but you know we were kind of a little bitter got to control that site and we had to work with them we didn't get to choose them they they chose us so this is the opposite we can pick kind of who we feel comfortable with he's got the best plan for implementing safety and how to manage that job site so that's you know kind of another great thing everything you pay for is really open book so when they bid out packages you you pay that amount the cm has kind of three pockets of money they get funded on the project the first is their pre-construction that's steve talked about that's just a fixed amount during the design stages the second is the price when they bit items and then there is a what's called a cm fee that gets marked up on top of that drilling about two and a half percent something like that and then there is a cm kind of a staffing fee because they will during construction typically have somebody at the job site and people at the office working on this they'll evaluate how many hours that is and put a fee to that um so you kind of know up front you know all what those costs are going to be and you know from a cm perspective most like this role because they have the subs right under them they have authority um rather than having it through a third party like during with the cma process so um the pre-qualification with bidders the districts have done that has actually worked out pretty well um you know not everybody chooses to do that but those that have we typically get a better set of contractors and um they are um generally lead to a better job at the end of the day might pay a little bit more initially but i think at the end of the day it kind of evens out um kind of disadvantages challenges um you know when a cm says they're going to sell perform and bid a category sometimes it discourages other contractors from bidding that category just because they have an advantage with already having people on site um we see that some some sometimes not um contingencies and allowances become a little more complex and who owns a contingency and what does it pay for and that's more of an educational piece than anything else of getting everybody on the same page once you do that things really work pretty well sometimes setting the gmp can generates risks especially being created early you know we always recommend the line to cm bid out stuff and then fix the gmp because then the risk for both parties there's a lot less and then you know on a small project this may not be the right method and you'll see on this we're combining several projects together to get to a nice size which makes it a a more manageable and appropriate delivery method for that so with that i'd be happy to take any questions for both steve and i so are there questions from my colleagues dr shed yes yes i'll ask if uh and i'm not sure if it's uh jim or steve but if somebody could expand a little bit on uh second to the last bullet point about the shift in risk so the taxpayers are not taking as much risk as they are under the old system the tradition what we would consider the traditional system and and some of that risk is being shifted to the construction manager your note says that the construction manager can become less of an extension of the owner that there might be i imagine some more contentious discussions between owners and construction managers than than under the traditional system what is how have you seen that play out is that created problems well and that gets back to why we recommend not setting a gmp until you actually bid the project out um if you do it too soon what can happen is you know you do uncover some issue um prices go up you know things bit higher than expected and then this the cm you know my contract can start to eliminate things to get back in budget you may not like that um but that's kind of how it works but and that's why you know if you can wait as long as possible to set the gmp then then you kind of know all the costs are more fixed and that risk level goes down it's not risk to the public it's just risk about the dollar amount of the project and so doing it early the contractor will set higher contingencies so you may end the project with a lot of money left over versus if you kind of wait you you may end up you know having a little bit left over not a lot thank you and and to just add a little bit to that the the the jmp guaranteed maximum price it's a different form of compensation method whereas your traditional approach is going to be a fixed price here under these contracts your the school is obligated to pay to the cmc the the cost of the work which as jim mentioned is largely like the subcontract amounts the the contractors supervisory costs plus their their fee on top of that and then it's subject to the guaranteed maximum price and so if it ends up that you know the project maybe not all the contingencies used and those costs and the fee on top end up less than the guaranteed maximum price that the default is the owner the school retains all those savings so they get the upside of it sometimes although i don't see it very often in the public world there's a shared saving or a shared sharing of the of any savings but more more typical is if it ends up you know the project went went well and a lot of the contingencies didn't occur the the school ends up paying um just the cost of work plus the fee um and it ends up retaining any of those savings all right thank you for that question that helps me a little bit so as a as a practical thing on previous projects we would get notices from cso about something has changed from the original bid that it may have been more or less that work is now done by the cmc rather than coming to us as a board we still have the authority to um modify those things so as they as they as the projects come through so this it's less likely to happen this way because with the cmc that contractor is at the table with you designing and and working through things so it's more unlikely um that those will those will occur because of the partnership and relationship that that goes into the project as opposed to previously where it's the we design it separately with the architect and then the contractors come in and and bid and then there's some changes later on okay so the expectation is we're seeing less of them in this that's that's the negotiation between the cmc and the subcontractor you will see actually more um because the cmc will will be with us at board meetings even prior to bidding and asking to bid and then after they bid it out you know before we did a single prime you would just see one number um with some alternates you wouldn't see you know who the subs were and everything else now when they do their bidding they'll submit their gmp and then it will be listed for each category who that low bidder was and plus they'll be able to share if they want who else bid it um so you actually see a lot more information than you do in our traditional process we've been doing in the past so i have a question do you what's the sweet spot for which you would use a cmc versus subcontracting directly so so it says right there for smaller projects i'm sure the size of the project is one factor there are other factors we are considering that would tell us cmc is the right direction for us to go um [Music] i generally say about anything greater than 5 million there's a there's a payoff and something gets back to the project type the renovation project falls more quickly in that category or if it's a brand new project you know that's a standalone you know that you could you could still do either way but there's still value in both methods but i think the renovations is where i i feel there's a huge advantage and then the the other factor is having worked with cmc's in another place change management seems to be a really high factor in the success of that relationship and partnership in the project are those typically terms that are agreed on prior to the gmp phase of the program never been through a construction project that didn't have some changes along the way so how is that factored into the relationship and that is setting the right contingencies and allowances to to cover when you find bad soil you find conditions you didn't expect and the contract outlines he's responsible to pay for those and that's why we create those kind of different pots of money to make sure we have the right amounts to to cover anything that comes up mrs wilder i should have mentioned to begin with um we're looking to use this strategy the cmc for parkside renovation is including with schmidt hvac and then likely the um from the build america bond funds with the um softball construction east high school and baseball renovations as well so it'll be a fairly large project that we'll we'll start with and it's successful a model that we can utilize as we look to renovate future elementary buildings here in the next handful of years so the sam there'd be one cmc for those three that you just outlined right three separate gmps correct right right there are other questions individuals have all right just remind you that this whiz under the request for approval so any questions answered at this point is is important while we still have uh our uh guest speakers on the on the line okay i'm at the point i don't know what questions to ask to be honest but others dr bozeman from your standpoint with this being a request for approvals is there a relatively short summary you provide in terms of it being our preference as a as an organization it is we've been advised because of the nature of what we hope to do at parks elementary particularly both to maximize our financial opportunities and expedite the project we've been advised from um several groups and mr phillips and i have actually had conversations with other school districts that have followed the same suit as what we're recommending um to to follow this process um for those for those reasons and then the advantages that um that mr funk has on the on the screen here so we've there have been a couple things uh that he's mentioned here that that just you know heads up and be aware of but no major roadblocks or anything it just seems like everybody we've talked to recommends highly it's a slam dunk and really benefits the district to move in this direction and utilize the cmc process i don't know if mr phillips has anything to add to that but that's a quick synopsis of the work that he and i have done over the past handful of months thank you i do have a question so once if we decide to approve this this process then this process would take place for every i'm sorry not speaking into the microphone for every project even the smaller ones where it might be more expensive or are you just proposing it for the ones you've mentioned just for the current renovations that were that we're bringing to you correct thanks okay um mr funk thank you very very much and mr jones i appreciate the summary that you gave to all of us thank you very much thank you gentlemen all right next we get to hear from dr pleek good evening on this screen you will see our three-year approved calendar with a lot of highlighted cells and i wanted to for a couple different reasons wanted to review it with you and tonight we are just going to review the calendar and ask for approval at our october meeting and this is twofold here one this summer bcsc submitted a waiver for house bill 1003 which allows some flexibility for school corporations to use extra time we do go to school more hours in the day in minutes than needed so we can take some of that time allotted to be able to have a waiver for days and so we applied for the waiver to add professional development days to our school year we are often puzzled with how to provide the necessary training and professional development for our staff members in such a tight frame of a school day or with a shortage of substitute teachers so we are wanting to use opportunities with this waiver allows us to do to add some professional development days that our students will not have to make up those school days their approved days off and as you can see for on the left side all the way down the column you'll see four lines that say professional development no school and starting second semester of this school year and for the 22 23 and the 23 24 school years we are recommending professional development days and again at that time students do not come to school and they do not have to make that school day up and we will have the entire staff bcsc over 2200 employees in for training that helps align with our strategic plan to meet the needs of our students and staff members to help them grow as individuals to serve the needs every day of our students and our corporation and so there we go and we try to pick days that were maybe more convenient for families and if you can see for this spring semester we are looking at adding a day on president's day february 21st they will give a long weekend to families and also thursday april 14th it's the day before good friday they'll give an extra day off for that as well and then the next two school years we are looking at extending our labor day weekend to where students have off tuesdays as well so it makes it a four day weekend as well as the day the monday after thanksgiving and we kind of wanted to choose there was a committee i need to mention amy london cea president helped me co-chair and we met with a committee group of administrators teachers um to review the changes and make proposals and one thing they did ask is maybe not the same day of the week so students weren't missing necessarily some the same classes over and over so that's why you see a variety of the days there and then the next thing i wanted to review with you besides the professional development days you will see many changes to when the school year starts when winter break begins when second semester begins and when the last day of for students and teachers at the end of the school year and these suggestions were brought to us by cea and i would like to thank mandy kill she did a lot of work on this she's vice president of cea one of the co-vice presidents and we just made some just suggestions after this year what we experienced and so as you recall this year our students went to school first day on a friday and the challenges that we met with that and thought maybe the revisions needed to be made is our high schools are on block scheduling and if we start school a day earlier at least on a thursday so they would have thursday and friday to get to a full rotation of their entire schedule so some familiarity there that way in that week teachers get to meet all of their students during that time and it also allows our younger students to get in the habit of just more than one day and a little bit more of a comfort level so that is revision there to start a day earlier which then it gives us an extra day for winter break which gives us about two weeks on both of the next two years for that break and then when we start back that second semester again it gives us about two weeks and it allows our teachers to come back on a friday than our students to start on a full week when they return and then we wanted to make an edit there towards the end because one of the like last days um was like a monday or tuesday for our students and we just wanted to make sure that they didn't see that as a short week at an opportunity so um it was a monday so we switched them to tuesdays for them so just some little tweaks not any big overhaul to our schedule with the recommendations provided by the calendar committee i do thank everyone that served on that as well as cea's collaboration during that time and so again this is just a proposal something for you to review we will come back in october asking for the clarification if we do receive approval in october then we will post it immediately to our website so parents can look accordingly so they can any plans that they need to make and i do know that mandy kill is on the line on the zoom link if there is anything mandy that i left out that needs to be stated please do so i appreciate it thank you thank you dr pleak i i think you've covered it again as she mentioned initially we had some members when the calendar was actually approved last december who had some concerns and certainly those were um those bore out in in terms of when this school year started by starting on a friday as she mentioned our high school students had an a day and then had to wait a weekend before they had their b day but really all of our students i think would benefit by having those two days before going into that first weekend as teachers get to know their new students and and to try to get them a little bit more comfortable in that new classroom and then also as you mentioned the last few years prior to this year we've had that records day on that friday coming back at the second semester and then the students coming back on that monday for a full week and so our members definitely appreciated that as well and so that would be addressed in years two and three of this calendar and she covered the pd so i i think that's it and unless anybody has any questions of course for either of us no i will say as a parent thank you for not sending them to school on a friday the first day that was hard for me personally that was a really hard day so i these are really these look like really good changes one thing that um i know in the past we've had some built-in snow days in like a an additional kind of spring break week and that's not listed here are we thinking about snow days differently going forward i know we've got some you know e-learning opportunities but yeah so with the uh three-year approved calendar we had uh i guess trying to benefit from what we learned last year we could do an e-learning day effectively if necessary um so instead of having a second week of spring break potentially used for makeup days we are instead taking those five days and using them as e-learning days if necessary so an example we come back to school on uh second semester and have a snow day in january we would have made that day up on that one week of spring break previously we will instead do an e-learning day and make it up immediately now once we have used five e-learning days then we do put days at the end of the school year as necessary so even with this there is a little buffer there at the end of the school year you have a couple of days few days ahead of graduation if that's necessary we i know many school corporations are doing e-learning days period we we had a little challenge with that in terms of just going completely to a we're going to be learning days every time we have a snow day but we will use up to five and after five we would start adding on to the the end of the year so short answer to the spring break piece there is no longer a second week there potentially for spring break it is it's gone yeah so i apologize if this is a dumb question because i know there are such things but this the next two years then the student year will be 100 they'll go to school 176 days on this calendar rather than 180 because of the waiver yeah okay yeah mr grimes i appreciate you bringing that back up so just reminder with what that waiver was is is that the state with the flexibility in in is a 1003 right in 1003 had a variety of things that maybe schools could apply for a waiver uh we are one of really a handful maybe 13 school corporations indiana i think we're given this this waiver based on our application and it's in its we will now count our school year in a number of hours instead of days so that was the flexibility provided so 180 days or number of hours school corporations across the state have a different number of hours per day so we might have a seven hour secondary or high school day and somebody else has a six hour so even though it's 180 days we'd be going 180 hours more than that other school and looking at the minimum number of hours which there is in indiana code five hours for elementary schools six hours for secondary schools we exceed that by about an hour in each of our cases so we we basically have 180 hours or so in excess of the minimum number of hours in a year that the state requires with that minimum number of hours per day 180 days per year so it's those hours we're using to to then count and and back up the number of days and instead use those days within the school calendar to still have our staff here all of them as dr pleek mentioned with a certified staffer support staff we have things we need to work on and have them learn and and make sure that we have saturated uh the professional development uh topics that we need to uh to work on so this year second semester we'll look at taking advantage of the flexibility that we have um been awarded from the state and and try it and see what happens with second semester with those two days that are in here and then move those over into next school year similar days days corresponding days and then you see the addition of the the days for first semester so to your point mr grimes 176 days for next year this year will be 178.

you're not told to what we advertised tonight for those two years excuse me those two years out for the bus replacement plan you're planning to replace six buses in 2022 we've also advertised for the purchase of four additional buses if required due to growth in the corporation um that'll be yet to be determined as we get into next year and see what those enrollments look like next fall with this again this is just a plan it's not the actual action those will be determined next year when we decide what buses we need to replace and when this is simply the plan that we have to advertise for the 22 budgets completing my presentation thank you mr reese as mystery syndicate it's just an information session and we also have the opportunity for patron comments on this public hearing but we do not have anybody registered to speak on the public hearing so then we'll look for a motion to close the public hearing and resume the regular business meeting moved by mr babjack and second by mr hoffman all those in favor signify by saying aye aye opposed motion carries 5-0 and the consent agenda tonight dr terrell thank you clear consideration this evening we have four thank you dr terrell i heard recommendation uh to approve the consent agenda as presented do a motion to approve move by mr hoffman and second by mr angel any questions or comments for dr terrell on the consent agenda if not i was in favor signify by saying aye aye opposed motion carries 5-0 thank you dr terrell and we've got the action items 5.1 approval to apply for and receive the i believe it's at p-a-t-i-n-s aiming for achievement grant for accessible educational materials ms pascus good evening um that's patins it's our state one of our resource networks that's funded through indiana department of ed we are applying for the grant in order to receive technical assistance with bringing the district into full compliance with the requirement to determine a process to provide qualified students with accessible educational materials this grant includes one year of access to software for word prediction and text to speech and we have weekly meetings with a state consultant to help us with this process i think mrs pasquez for the recommendation approved to apply for and receive the patents aiming for achievement grant for accessible educational materials we have a motion to approve [Music] moved by mr hoffman and second by mr babjack can he for the questions for mrs baskets and the grant what kind of dollars are we talking about we don't actually exchange money but the software is definitely worth thousands um we had actually already paid we were planning to pay for a year of it and in receiving this grant now that's pushed off for another year um until we have to pay for it so that helps any questions all those in favor signify by saying aye aye aye opposed the motion carries 5-0 and then we have 5.2 indian department of education leadership and innovation grant mr harvin thank you mr warney uh mr hoffman i'm going to try to look up the cost and when i have my comments i'll let you know okay we have a teacher at uh crown point high school who applied for a teacher leaders uh grant uh and uh this is through the uh indiana department of education leadership and innovation and uh she was uh um awarded the grant the grant totals four thousand dollars she's participating in uh professional development and learning and growing as a teacher leader in the school corporation seeking your approval of this grant this evening thank you mr harbin your recommendation to prove the approval to be granted to apply for and receive funding from indian department of education leadership and innovation grant on behalf of crown point high school teacher kelly zit chevalier the proper participation in leaders boot camp for four thousand dollars do we have a motion to approve one move moved by mr angel on sec by mr hoffman have any questions or comments from mr harmon on this grant not all those in favor signify by saying aye aye opposed most carries five zero and 5.3 the 2021 2022 revision to the crown point high school and ms middle school textbook rental and supply fees mr hartman yes thank you we had some changes that were brought to our attention regarding the fees for consumables and these mostly are books consumable books that the students receive we had those at the high school in some of our courses in language arts uh as well as uh family and consumer science and then also at the middle school uh with our band choir and orchestra areas so this evening we're we've i've identified the changes for them some of them went up and these weren't large increases or large decreases but they were changes and we do want to reference those and they would be updated on the textbooks supply and rental fees for uh for our students we're seeking your approval tonight to make these modifications and revisions thank you mrs hartman her recommendation to prove that 2021 2022 cphs and middle school textbook rental supply fee revision do we have a motion to approve no move second now moved by mr hoffman and second by mr angel uh do we have any questions or comments on the textbook rental supply fee for mr hartman all those in favor signify by saying aye aye opposed motion carries five zero and uh uh 5.4 the ess addendum the new sub rates said dr terrell thank you i'm going to step in for mr akiwa who is unable to be here this evening so we're bringing to you the ess addendum we utilize ess for our substitutes to assign our substitutes throughout the school year and rate adjustments are necessary to remain competitive in our local submarket so we are bringing to you tonight an addendum that increases our sub rates to a minimum of a hundred dollars per day and goes up from there based off of degrees and different requirements as you go up through there so what we're asking for tonight is for your approval of the ess addendum as attached thank you dr terrell your recommendation to approve the ess addendum as presented we have a motion to approve i'm moved by mr smith and second by mr babjack any questions or comments for dr terrell training that is a great question and i read through that when mr akiwa informed me he was unable to be here this evening and i don't have an answer to that is it any cabinet members do you guys have any idea what the garden mr hardman yeah we will get back to you and let you know dr terrell i noticed that um this is the second or third in simultaneous years pay increases for the the substitutes i believe um and so is this um is this driven by demand i mean are we on a shortage for substitutes and is there still need for hire for more it's absolutely on uh response to the need for additional subs a couple weeks ago there was actually an article in the northwest indiana times where they talked about districts around the region and the shortage of subs and pay and this is in line with what we're seeing across the region with many of our fellow school districts and again just like everybody else who's having a hard time filling positions we are as well and so this is in response to that and we feel like they're appropriate and aligned with what we really need to do in order to get quality individuals in our classrooms dr terra apologize for not knowing this answer because i think it came up once before but did we continue to do the permanent sub in 2020 as we did last year yeah so we currently have uh permanent subs in all of our elementary buildings is one at the middle schools mr g and fermi is at two and then at the high school four so yes we continue to have those um and again in response to really looking at what if we had to quarantine people in response to covid and the struggles that are happening there to be able to make sure that we have subs in those buildings who can step in what are the requirements to be a sub in our school corporation there may be parents or people out there saying i'm considering it what what you know what the requirements are so the minimum is they have to obtain a sub license through the department of education here in our state and then and that's where it kind of comes in as that basis that basic level of that hundred dollars and then from there goes up to where if you have a four-year degree you get paid more per day and then if you actually have a teaching license it goes up another step if you're a retired teacher from crown point schools that takes another additional step up as well okay all those in favor saying bye-bye saying hi hi hi opposed bush carries 5-0 then we have the crown point city school corporation and cpea 2021 23 teacher contract dr terrell so we're really excited to bring this to you this evening i know mr akiva really wanted to be here to share this with you with the amount of time he's spent here in our district one because it's historical in the raises that we're able to bring to the table for our certified teaching staff but also uh the way the manner in which we're able to do that this year i want to thank denise jansen who's in the audience here representing the crown point educators association we believe that we were the first district in the state of indiana to have a ratified agreement through the work that we were able to do through pre-bargaining with our union reps ryan collier was also essential and in making this happen we were able to have a tentative agreement reached and then brought to the teachers on the very first day that bargaining could take place per state codes so we are pleased and thrilled to bring this to you this evening and that is our contract which will be for this school year and then also for the next school year as well so it is posted on our website has been we've had the appropriate hearings and at this point in time i would ask you to approve the agreement between these board of school trustees of the crown point community school corporation and the crown point education association for july 1 2021 through june 30th 2023 thank you dr trial to reread that recommendation back to approve the agreement between the board of school trustees of the cronkite school community corp school corporation and the crown point education association from july 1 2021 through june 30 2023 you have a motion to approve this recommendation so moved second moved by mr hoffman and second by mr babjack questions or comments for dr terrell preferable on behalf of the board uh we would also like to thank the education association um i probably told the story more than once up here but i remember the days when we had collective bargaining and and had pickets outside my office building so it's a it's a pleasure to to be able to work these things out civilly and we appreciate some of the sacrifices that the association had made during some of the lean years and we're happy now that we're not in such lean years to to share that deservedly so with our with our educators our non-certified staff all of our maintenance people building the grounds and so forth the other thing that's important to acknowledge at this point is the the the benefit that our additional monies through the referendum i have the the role that that has played in being able to hire more teachers and bring about better pay raises so uh we thank the public in that respect mr hoffman add to that with the referendum mentioned there um specifically some of the the nurses that um have done so much work over the last couple years i believe in in all these packages we're aware of what we've seen that hopefully they'll be showing some extra appreciation as well for the time and overtime that they've spent and then i know and deep through some of the documents that we've seen as well as the um some of the eca's all these all extracurriculars you know we're not just talking about football and basketball we're talking about you know track and swimming and um i'm sure that would include also the band our band and we know that our programs here are notch and um it's exciting to see that that's where somebody's that like as you mentioned extra monies and and that are giving back to the people and i like how mr hoffman mentioned they work hard through the lean years but then to be able to reward them when enabled so any other comments or for dr toe i i just would like to add that uh to echo your guys's comments i agree and um you know i think on behalf of the board we we really are grateful for our people and that means our teachers our staff uh we we understand how blessed we are to have the people we have and so there's an old saying you know you've got to do what's right and treat your people right and and i hope that the individuals that are touched by this which is i think almost many many people feeling took care of others are appreciative and we want you to know that we appreciate your efforts and are grateful and we know it's been a tough two years so this is uh extremely timely and just grateful for all the hard work that went into this and and glad that we were able to get this done so early all right let's go let's take a vote here all in favor say fight by saying aye aye opposed motion carries five zero then we'll go back to 5.6 the award of the bus bids mr reese thank you mr warnie members of the board uh tonight we're bringing you recommendation to approve bids for buses these are two buses that are in line with the bus replacement plan back in 2021 so similar stuff we did tonight you did last year and i was actually buying of those two buses as part of the bus replacement plan last year and the bid uh low bid was by curling bus sales for a net cost of 389 and that is our recommendation this evening thank you mr reece for the recommendation approved award the bus bid to the lowest overall bidder that was currently bus sales for a net cost of 389 422 do we have a motion to approve moved by mr angel and second by mr hoffman any questions for mr reese all those in favor signify by saying aye hi opposed i'm sorry question do last year we were getting an electric bus do we have that in service it is not in service yet we're still working through that process with them as you can imagine they're not sitting on lots where you can go and pick one up yeah i believe we had an immense vote but let's hit that one more time all those in favor saying father saying aye aye opposed much carries five zero okay information items we've got superintendent discussion groups um kick it off down to mr smith anything from cedar lake or we can move yes thank you dave the um this month i mean nothing that's in you know on point for the schools here per se but they're a lot of facade grants the dnr is intending on having a fish kill in the lake out there at cedar lake and they're going to restock um there's light pole signage i know we talked about recently with some of the city officials doing some of that to honor our students here in crown point that we're still in discussions on then there's water lines going in along u.s 41 so i don't think any of that uh touches upon the schools but that's what was on the agenda this month thank you mr smith uh mr hoffman anything from crown point or mr hoffman angel anything new out here in winfield winfield has not had any meetings recently crown point hasn't really had any new facade grants but we've closed up a few one thing that was on the agenda this evening actually the last couple meetings is that apparently some of the neighbors had complained about the noise from bulldog park so they have sent out requests for the proposal and are looking at putting up some sound deadening materials to minimize the noise primarily from the air conditioners on the top of the building so they're going to have to put some sound ending materials up there we had a probably a record short meeting this evening before this meeting so i was able to get here timely so okay let's go to a chief academic officer so he'll defer the director of elementary education mr ramirez thank you president warney and school board members i'd just like to take this opportunity to share that at the elementary level we are looking forward to having our parent teacher conferences resumed in october those will be occurring on october 14th and will occur on various days either in person through zoom or through phone so since we have not had parent conferences since 2019 i know our teachers and families are excited to connect and to collaborate together i think this will be a great opportunity for our teachers and for our parents to share about the achievement and growth of our students and about the contributions all of our students are making in the classrooms and in our schools at large our teachers at the elementary level have had a very heavy load to say the least in starting off the new year we have three new curricula at the elementary level and we have a new formative assessment so to say that our teachers have done anything but dig in support one another learn through professional development both external and internal and really shown their flexibility and grace i just can't commend them enough i think much to mr smith's point is we are very appreciative of the hard work and the dedication that our teachers and staff our principals show every day and so we look forward to parent-teacher conferences and being able to share much of what our students have been doing over the course of the first nine weeks thank you mr ramirez thank you we'll go to director of secondary education mr g fermi thank you mr president board members i too would like to start off by thanking all of our middle school and high school teachers and administrators for all the hard work it was a tough start to the school year but they've been really hanging in there and just as mr ramirez said their dedication and and the hard work is just it's unprecedented what i've seen the start of a school year it's always hard but really appreciate their efforts i did want to mention in our consent agenda you approved the secure and safe school grant i did want to mention kind of what that was it's in excess of 99 000 it is a competitive grant and we've been able to be fully funded the indiana department of homeland security is not fully funding schools as easily anymore now a you want to have the match but our commitment to our school resource officers always covers that and b you really have to meet the criteria which was communication and access control so this year we we're spending a lot of that money on radios and what you would call repeaters for every school building because your communication is only as good as getting that signal to those radios so every one of our school buildings will be equipped with a repeater so we don't have blank spots um that is an issue and how do we find that out we meet with our first responders our police and fire departments in our buildings monthly we rotate that and they're the ones that discovered some of that for us and it was just something that we needed to address immediately so this grant's going to help us do that we're also going to use some of that money for cameras monitors for our front offices so they can monitor the perimeters during the school day they're busy working with everything but they'll have a nice monitor there so they can see the outside of the buildings and then some protective film for our entrances so that all the glass is well fortified so i did just want to thank mr colson and mr gill and mrs duvall and all their work on that because that happens in the summer you have to put all that together and you have to get quotes for every single one of those pieces of items and they're really sticklers on that uh the department of homeland security and they did a great job and we were fully funded on that so i want to thank them for that and on a lighter note um it's homecoming week as we speak right now powder puff is kicking it off over there at the stadium hopefully everybody's safe and they're just having a good time and we are full-blown homecoming events throughout the course of the the week leading up to the parade and game on friday night which is always a great community event and that's for everybody and of course we're gonna have a dance once again i think that's that's good i know the kids are excited about that thank you mr g for me may i interject here uh mr g infirmi is talking about repeaters and radios and so forth and prior to tonight's meeting i happened to indirectly participate in conversation with mr colston talking about many of the valuable lessons learned as a result of the recent incident at lake central schools and he indicated that one of the problems that they experienced was that because of the the construction materials in school buildings a lot of times radios and those sorts of things don't work so we had all these safety personnel in this high school building in an anticipated active shooter situation who are not able to speak to one another so these purchases are very important for the continued safety of our students and i want to thank mr colston for being actively involved in these groups to to share notes and learn from others experiences and keep our students safe mr hoffman i would also say it's interesting to note that this grant had been written months before what took place at lake central so it was through the conversations and planning with mr g and fermi and mr coulson with our first responders to identify those issues even before the incident took place so appreciate them having the foresight to plan ahead for that thank you got it um director of the director of exceptional education espacius thank you president warney board members i wanted to recognize the three secretaries in the exceptional education office tonight shawn don christine johnson and holly hume the learning center is no longer a quiet little office we are booming bulldog buddies preschool kicking off was i think we forgot what that's like for new parents to send preschoolers off and we have some coming in cars and some coming in buses and a lot of parent calls and visits and a lot of behind the scenes logistics with our student information system and loading fees so these ladies stayed late a lot of nights to then get their special education work done and were escorting preschoolers in and out of the building for dismissal and arrival they were just incredible and we couldn't have done it without them so i have to thank them and they always did it with a smile so thank you how about uh chief academic officer mr hartman i'm gonna try to you the the grant that mrs pasquez uh uh talked about with the aiming grant um and mr hoffman asked what the cost that that might be associated to it we would have paid 11 800 for the two pieces of software this year with the aiming grant of course we did not have to expend that money uh second thing that i want to just talk a moment about is this coming wednesday september 29th we do have a half day of school this is a half day of school for all the students in the district and then in the afternoon our teachers are participating in some professional development it's a state requirement every three years that uh teachers and staff who have contact with 5th grade through 12th grade students need to participate in suicide awareness we call it the qpr training and mark and sabrina have talked about this in the previous meetings but it's it's going to be taking place this coming wednesday uh in the afternoon it must be at least two hours of training and it must be face-to-face it cannot be uh virtual it needs to take place in in that way so we're taking that on for kindergarten through fourth grade they'll be working through some of the curricular areas that mrs ramirez talked about as far as planning and better understanding the the instructional components of those so it's going to be it'll be a good afternoon of professional development and i'm sure the students will enjoy having a a half day of school on the 29th uh we are going to begin planning for a learn academy and for those of you that don't remember that's teachers teaching teachers it was something that we've been doing have been doing for probably three or four years very well attended by our by our staff and we want to bring that back since we're we are back in person and uh helping our teachers to grow and also using those that uh uh are able to uh kind of share their expertise in uh in certain areas of the curriculum and the instructional tools so we're going to be bringing that back in november the last thing i wanted to comment on was our child care this week i got a big smile on my face because when the numbers came in uh of the students attending child care uh we actually made budget so i was i had i had a big smile on my face so uh that was really good so uh they're they're coming back so that's my comments for this evening thank you mr harvey thank you i think we could move to the business department mr reese i have no comments this evening thank you and uh director of communications was out we i i guess we were remiss too and uh talking about the budget to to thank mr reese for his hard work and input in making all that happen so thanks matt miss allen director of communications hi thank you good evening um in your board information is a strategic communications plan the first one we've ever had so that's kind of exciting it's a two-year plan with six overarching goals the timelines at the end are a bit ambitious so those may need some adjustments as we move through the next couple of years but i'm excited to say that it's put together and we now have a roadmap for the next couple of years our goals to achieve one of those goals is consistency among each of our schools and the platforms and the procedures they're using to communicate as of today all of our schools are using the same newsletter platform now which is really exciting so preschool through um 12th grade it's great to see the consistency thank you i don't know i'm not sure about you guys but i did not notice that attachment earlier so this i just opened it up and this is excellent and everything the consistency is something that we've all been asking about to hopefully make everybody's job and communication a little bit better throughout the district thank you superintendent of schools dr terrell so several things for you this evening uh mr hoffman app garden thanks to miss allen letting me know that is a virtual training app that our substitutes can participate in to receive additional training and therefore increase their daily pay thank you bro um i want to go back and revisit just a few things with our salary increases that were able to do tonight so one of our goals as we went into this one of our thing our main overarching theme for this both with our certified and non-certified staff was similar to what mr smith mentioned was to really show the value for our greatest resource and that is our human resource and and to invest there as we need to um so this year very excited that we were able to again with the support from both the referendum and from the legislative actions that took place down in indianapolis in january able to give our teachers a six thousand dollar raise both this year and then again next year will be an additional six thousand dollar raise which really will help us stay in front of many of the districts around to be able to continue to retain and attract the best teachers that we can for our district so we're really excited about that opportunity and continuing to invest in our teachers but then also for our non-certified staff our support staff members they'll be receiving a six percent increase to their uh salaries for this year and then next year they will also receive another six percent increase as well so really pleased about that ability to be able to do that that is again because of the things that i mentioned earlier but also thank each one of you for your support as we've gone through this process and looking at that as mr hoffman mentioned matt reese was critical as we looked at what we can afford to do and what we should do for a district our size to get caught up to where we need to be and appreciate everyone's efforts there so i'm just again really excited about those opportunities this evening i want to give you a project update we have numerous projects that are going on right now [Music] taft is proceeding at a at a quickened pace as quick as the weather will allow and the site out there is is coming along very well there believe it or not by the end of october beginning of november they we will start looking at actually pouring of the pad the base of the building and steel going up before the first of the year possibly so really excited about that we'll have an opportunity at the end of october where we'll do uh kind of a groundbreaking ceremony with the board members there and uh we'll invite some people as well to be there from around our community so we'll keep you posted on that the high school is nearing completion as far as our design work gathering the input that we need to from the staff there thank mr g and fermi for his uh work on that as well um and look to begin that early late winter early spring and then also the work that has gone into both macarthur and timothy ball mr ramirez has done a nice job working with both gibraltar and skillman and the staffs in those buildings to come up with exactly what it is that we need to look at and those design phases are just about done and that information was shared with you this evening as well so some really exciting times here for our corporation and continuing to look at the future and the growth that continues to happen throughout our district and just really pleased that we're able to continue to meet the needs of our communities uh in this way thank you dr terrell item sevens the other business of the board of school trustees there is there anything that anyone would like to discuss a review from the past coming up in the future if nobody has anything i'd just like to state some some business here of the board behind the scenes when we receive emails and we all receive the board emails i just want to make it clear that we read each and every one of them and i'm going to exclude the personal emails when involves an individual student like there are some cases in the audience today remember go in regards to the mask we review those and we understand there's opinions on both sides strongly hearted i had four kids that went through these school corporations three of these individuals have kids here now what the main reason was behind trying to get these kids was we all understood that getting these kids back in their seats and learning in the classroom was the a number one priority we tried to do it one way based on the quarantines and the executive orders of the state that kind of didn't work we went to this new with the mass mandate in three feet to keep these kids in the classroom these decisions are made by the administrative team and then approved by the school board so that's how the process works that's different protocols when there's an individual item coming up with an individual student but that's how we put this plan in action and i really respect those individuals that have come and spoke their piece in front of this group based on that the individuals that i have an issue with is those behind the scenes that are calling out the board for dereliction of duty and things like that when we have your kids priority is a number one there's two sides of stories there's articles on both sides i just want to make it clear that we do review those and we do take that into account when we're listening to the reasoning behind it but we just don't make you know some people the flip of the coin decision that's not how this works it's with dr terrell and his administrative team experts from that we hear from the state that's how these decisions are made and then approved by how we want to proceed this is my own individual opinion by the way i don't want to put these individuals but they don't deserve the same thing i've looked at in some of these emails for calling us out calling us the worst leaders ever in the school corporation it just isn't fair nobody expected this to occur i just want to make sure that you do realize that we are out there for the best interest sometimes that may not be the best interest for your own kid i understand that having four of my own but it's the best decision what we can do to keep these kids in school because that's where we've all realized where they learn the best thank you mr angel any other business yes i think it's important in a second yeah i think that was very well said and i i just take it one step further to add to that that you know we have commended people time and time again who come before the board there have been very well-written articulated emails that we've all received which we appreciate and that's every individual's right to voice their opinion and have their opinion heard but the personal attacks you know in my opinion is a lack of civility it's an issue we've been blessed in our community not to have that big of problems but some of them are just out of hand and so i just want to remind our people that these are public records that our emails are public records and you need to think twice about what you write because they can be accessed by the public and so i just want to remind people that give some thought to it before you put your statements down on paper you know because it may come up someday and some individuals may see that and you have to stand behind that and so if you're firing off because you're frustrated or angry just sleep on it it's my counsel i've just to the general public sleep on it and make sure you're stating what you want to state and your points are well taken so um i think we're all mature enough to handle it we've done that but i just want to remind people that um sometimes things are better left to be slept on or to be thought about before before sending them and i you know personally i would appreciate that i agree with what mr angel said that we all have children we all have students i have three one that went through the school corporation they go to school just like your children we all have individual opinions but we make decisions based on what we think is the best interest of our students with the mindset that our focus is on education first first that's got to be our priority that's what we're here to do so i just think it was well said i just wanted to add to that and just not part of that i wrote it down and didn't speak earlier because i want to make sure i didn't come across as thinking and flying off my head after hearing all the statements that were made so i want to make sure that people realize sometimes just making sure you have things in order before you speak and once again everybody has an opinion i'm not ever taking that away from anybody and we do listen to that and we're just hoping we're doing what what is best for these kids at this time any other business now let's go to uh forced davis appreciation and recognition uh mr smith we want to kick us off this evening with anything well i think it's sectional week for sports i think their sectionals are starting to rule out i know ms pascus and i have children that are playing so they're they're they have a tennis sectional so i just want to uh those sports that are going and moving forward for sectionals just want to wish the players and the coaches the best and um you know let's let's hope we do well it's a good fall season i think everything went off well this season so i commend all the coaches all the players who have given their efforts this year and um it's it's been a lot of fun so let's see what happens it'll be exciting if i may girls golf made it to state as a team for the fourth year in a row too so kind of echoing off of what's going on somewhere at sectionals and others are getting okay so i missed the boat so they're they're they're they're should have known the sports guy would get it mr babjack anything to see me nothing tonight mr hoffman i have nothing mr angel just ripped up his company that's fine um i you know what uh we need to thank our moms club again um for the football uh they went and decorated the square again and this is moms for football dance cheerleading i think that's it but if i'm forgetting something i apologize but they went decorated the square for the homecoming festivities and it's just a nice little added touch to the square when you're out there this week and they're going back and take it down on sunday morning next week but um it's just a little hey thank you the the participants in cheerleading dance and football for kind of you get your name on the windows and things like that so kids do appreciate that so in these kind of times like they are now that's just a great thing for the football moms club that does that and uh we appreciate their efforts there and i would like to give a shout out i've been to three of the football games so far and we all know our high school kids can be rowdy and obnoxious and you know sometimes unruly at times but i will say we have a very well behaved of and obviously they're chaperones to a certain extent but the crowds have just been amazing and the kids have been really well behaved at the event so and turned out in full forces too so commending our our students there at the high school and those middle schoolers because they kind of hang on the other side of the bleachers on their behavior so far at the football game so let's keep it up thank you mr angel to mention or give appreciation to the growing relationship with our crown point city leaders mayor yuran and his staff and his team and i i just feel like my eighth year on the board that it's just continued to grow and i think over the last two years um dr terrell's i don't know if making an effort is the proper thing to say but i just feel like there's a nice give and take of what can we do to help you and uh you know just seen it firsthand and so thank you to them for allowing this relationship to grow with them and again benefiting the education of the kids in crown point um i'd also like to just mention rewind a bit that you know pri being being proud and having pride and um sitting in this room summer of i'm losing track of time 2019 um interviewing applicants for the superintendent position you know we don't as board members mr angel's played part of a role but we do have a say in who the superintendent would be and uh to get to take care of all the situations with the education association and getting the you know just ratifying the contracts and getting things done in a way that is letting the other side be heard and coming to a table and agreeing on things to you know again let everybody feel appreciated um you accomplished that and i know you're proud we all know you're proud of doing that and i just want to you know say here that you you should be i think it was a a nice um you know a lot of comments this evening and conversation about you know receiving grants and that but what took place in the process of getting to where we're at with the contracts was pretty amazing so congratulations to you and the team and everybody involved don't forget to throw in the 220 million dollar building project without tax increase that's correct since he's been here that's correct that's just that one just got like a smile and a all right is any um does anybody have anything else before we look for a motion to adjourn if not in motion to adjourn moved moved by mr angel sacked by mr hoffman all's in favor signify by saying aye aye aye opposed most carries five zero you

so and we're seeing those students starting to come back into the program so you can see the revenues in the expenditures there when we do talk about the delta aquatics finances i think it's important to note that the pool maintenance fees range from about thirty two thousand to thirty six thousand dollars annually and then as you can see um we also there's a little bit of revenue too there's about ten thousand dollars worth of revenue that the program being brings to the district as well so when we look at options for the future and what the delta aquatics team could be status quo kind of maintain what we have the school district could maintain ownership and oversight of the delta aquatics program the coaches the athletes and then maintain the pool and facilities so there i'm saying about forty five thousand dollars again it's about thirty two to thirty six 000 in pool maintenance that we would have to we would have to do with our own gym programs and our own there's a sweego boys and girls swim club as well that we run so there's still maintenance to the pool and things then another option for the future is just pool rental we could investigate other programs that we talked about other ways of organizing those swim clubs we would still have to maintain the pool facilities through rental agreements and again we would look at about forty five thousand dollars uh to maintain what we have now or a third option would be just to absorb the cost so the pool would only be used for the oswego co-op swim and dive teams and physical education programs and then pool maintenance costs would be absorbed into the school district expenditures so like i said we currently have about 32 to 36 000 in pool maintenance and then we also have that extra ten thousand dollars in revenue that uh that we typically see that we would want to recapture as well so that just gives you a really high level um really high level presentation about a little bit of history a little bit of context some of the finances the coaches a little bit of pool maintenance and some future options so on that i'd like to turn it over and see if there's any discussions or questions that the board might have or if there's any additional information that we might look at bringing you it's been really unclear who's really responsible for delta and who oversees the coaches and the program and can you clarify that yeah um you know i'd in my time being in the district i'm just told that the the cfo the finance department through the uh through the revenues and the expenditures in the program and whatnot the responsibility for oversight of that program has kind of fallen in the business office but i think really what it comes down to as well is i think that we we had a coach and uh we had a coach they've been with the program since the pool has been open and we've allowed that person to run the program on their own and just assumed that the program was running itself without a lot of oversight so i know um one thing that i would look at doing in the current situation that we're in is at least auditing or touching base with that program at least twice a year to find out how we're doing and uh and to really kind of audit and oversee that program a little bit more i understand that a cfo would oversee the financial pieces of this program and as a business but i'm not understanding that responsibility for overseeing an athletic program and coaches and the issues that that come there yeah and i think probably to better answer that question i i didn't want to reach out to a lot of people about the program without first coming to the board but knowing that that is a question that we want to have answered i would like to reach out to indian prairie 204 and talk to their their swim club you know how was it organized there how do they manage it there and find out what is that balance between a school district overseeing the club versus the coaches running the club and just find out what that relationship is like that's definitely something i can follow up with my understanding and i don't have extensive understanding of each of these teams but my understanding seems to be that the ones that are operated through schools may have a parent board that oversees those things and i believe delta hasn't had any sort of parental oversight or a parent board or anything like that in the past um i also think i know that for the bullets that's what they do is the rental thing have we been approached by the bullets team about renting our facility not about um not necessarily about renting the field facility because we've been we the the facility is prioritized based on several categories like if it's a school event if it's a school sponsored event if it's uh somebody affiliated with the school district and since delta is affiliated with 308 the pool has not been available for rent because they use it year round so i don't know if they've approached us about using it but if they did we don't have the we don't have enough hours to be able to give to them to run another swim team there assuming that we have the delta aquatics program running under the school authority correct have we hired a replacement coach uh we'd have we've uh we've got three uh three interim coaches now that's the teemo and jessica and coach bob so and have they been given contracts of any sort for this um contract employees how are how are they employed in our district like what is their employment classification they are employees of the district and they they work for the they work for us to run the delta aquatics program so their salary is paid for out of the delta aquatics program the revenues that it generates so the district is in uh doesn't creating their own revenue and that's kind of the balance or the financial oversight is is the program is the program cost neutral is it is it uh cost effective or is actually costing the district money so do they get a check from the district or do they get a check from the program they get a check from the district through the money that they bring in they deposit every month they deposit their revenues into our district accounts so we budget for them and based on the revenues that we expect them to bring in so here's i appreciate that you have stated that your intentions are to audit this program twice a year has it ever been audited before um to your knowledge to my knowledge no okay now i i do know i i i couldn't imagine the program got this far along without the business office being aware of what are the revenues the expenditures and what does it cost because we do have we do have budget lines specifically built in that are specifically for the delta aquatics program so you can go back into the finance system and see what's happening there but no one's actually audited it before to see because i listen i've been to a lot of swim meets and there's a lot of things happening there's there's a lot of parents making donations of items and obviously time but that's there's a lot of cash changing hands there's meat fees and there's cash boxes concessions there's cash boxes like if if there's no oversight and up until this point do we believe that it's been one individual that has had sole oversight into how all of that is happening okay that's what i thought and the other thing to keep in mind is there's a there's a specific all of these teams if you look at all these teams online they'll direct you to their team unify website so all of the payments and things like that come through team unify so to be a member to be an athlete on the club you uh you can either pay the one-time fee for the whole year that goes into the team unify account and then comes into the district or you can pay on a monthly basis yes i'm i'm familiar with that okay and i also know that there are in addition to how much they're paying to be part of the program there's also additional meat fees there's travel expenses there's concessions there's uniforms definitely uniforms you know all the things um lots of things i'm just saying extra janitorial responsibilities for cleaning up all the stuff i'm kind of with you ladies and saying like that's i understand why there needs to be financial oversight by the finance department absolutely but i also feel like that that could be a full-time job in itself you know i i think we definitely should have some sort of parent board um it should have some sort of oversight by i don't know an athletic director since it's an athletic program i realize that it's not part of our ihsa programs it's a club so it's a little bit different i just in finding out more this is a great program we have highly successful student athletes who have come out of this program and are currently in the program and i think it's phenomenal that we are utilizing our facilities for our students i hope that we can continue to do that but we've got some work to do to make sure that going forward we are we have that culture that we want in our district that we have parent involvement we have some student voice you know you say the program brings in 10 000 in revenue how do how do we know that like other than just the basics like who's monitoring that all that cash that's a lot of cash i can tell you going in and out so i just want to like make sure you're aware as you're looking further into it um you mentioned on slide seven and said a couple of times that you felt like maintenance fees were around thirty two to thirty six thousand dollars but slide eight estimates those at 40 45 yeah okay that's with uh again that's the pool maintenance fees what i'm looking at is the whole financial picture so the pool maintenance fees range from 32 to 36 but then we take an additional ten thousand dollars in revenue from that program so i would i would want to continue to maintain that um so we would be looking at at least a forty five thousand dollar um a forty five thousand dollar revenue um for instance if we rented it out was doing the math you know at uh rental prices it's about 300 hours in rental time for the facilities and in addition to that we would probably be looking at some custodial costs and things of that nature as well so that leads me to wonder like ruth saying this is a full-time job so we basically have two options either as a district we can choose to maintain this ourselves and we'll have to talk about what that would look like and have dr petsky look into it but the other option is because there are organizations that do rent these facilities i do know that the bullets is one of them that will rent school pools the point of having a pool team i believe if i remember correctly is that it kind of not only covers the annual maintenance costs but for example we had a pretty expensive rehab of the pool several years ago and it helps defray some of those costs too is it as a district worth our time to have somebody else handle that and all we become is like people would say the landlord and we don't have to deal with not only the financial aspect and all the different kinds of cash and this and that but also the performance evaluations of the employees working with our kids and the liabilities that go along with that do we want to handle that so that would be the two things i would consider so i would like to add to that that i believe the von center um used to rent out to possibly to the bullets could be i really i know that they do this have multiple multiple teams in like different parts of the state um it's a big program okay um and i think it was the bullets who used to rent the vaughn center but now the vaughn center has an in-house team that's the riptides so i would definitely try and speak to whoever it was that was in charge of that decision to move from renting to having an in-house team were there financial components that went into that decision and why and then 204 also rents like they don't have an in-house team they rent out to the fox fox valley club so they made a different choice so is that because of the oversight situation that was more you know a park district facility having an in-house team is a little bit different than a school district so i would encourage you to look into those um today today was today was what i was gonna say is meant you know for information and we wanted to start the conversation but we also need some direction on you know what it is that the board would like us to look into to report back on you know like as you as you said laurie do we want to look at do we want to talk to some of these of these other programs um that you know to take you know you know to come in and to rent our facility and uh so we don't own our own program anymore if that's something we definitely want to we want to hear that from you so we can go out and start having those conversations as well as talking like dr pesky said 204 and how do they run it and you know oversight management everything because this is definitely a full-time job from somebody yes and it's a full and he's got a full-time job that's what i'm saying well and i of course i can just say that all of this is great i do think we need to understand what the best practice is and what has worked and not worked but i will tell you that throughout this year this school year what has happened because of whether it be past oversight or lack of oversight or whatever it might have been we really let down our students this year we let them down because we did not have a process in place auditing in place and their swim year has been affected greatly by that so whatever we do moving forward we must ensure that the swim the swimmers are not affected by how this program is run like it was this year i i'm just really i feel bad for them and i'm frustrated that it came down to you know how this program was managed hurting them so however we move forward i want to make sure that the checks and balances are in place the auditing is in place so that it doesn't affect our students yeah that you know what jen the conversation dr pepsi and i had today was exactly that and we you know we talked about the time frame that we would whatever direction that the board gave us today to make sure that it that you know our investigation fits in with that time within that time frame to ensure that the kids in their current season if we were to go a different direction wouldn't be negatively affected in the future so one additional question to that because i don't i'm you know my thought is why did we choose to bring delta aquatics on as a district in in the first place and so not not that we have to answer that question but it's a question that we must consider because if we then switch to outsource it what will be the implications of that what will be the implications of that which i'm okay with that but we need to consider it for the you know the benefit because was there a benefit to to the students to bring it in and then what would the effort adverse effect be if we if we do outsource it is it a benefit to outsource it to the district maybe but would it what would be the impact to the students if we outsource it so i just want to make sure that we consider why we did it in the first place in the decision and then of course then we'll be the best for both make sure that we have the bandwidth for the appropriate oversight because that hasn't happened and just a quick question these other clubs that are listed we're the only one that's district owned is that correct yeah as far as i am aware because i believe mavericks is a parent organization they're out of 203 uh fox valley is out of 204 they only allow their own school district swimmers but i didn't realize that they weren't school owned i thought they were no i think i think that the fox valley swim club is is school owned i'll double check on that one but that's that's uh that one i wasn't sure of but that we do allow swimmers from outside the district which is what has been part of what has made it profitable is that we can expand the numbers where other ones can't because we have the ability to do that i guess i don't really know but riptides is park district um bullets is a chain okay maverick yeah yeah i don't i think we're the only ones i i would hope that there would be documentation somewhere i believe that this um if i remember correctly was todd colvin dr sparlin he was your predecessor in the hr area maybe maybe there's some documentation on when this began that we could right understand more very different as you said for a park district to own a swim club than a school district so i think what we're asking is in those three options it feels like we have a lot of questions about all three options and those need to be investigated to understand do we do we have the oversight what's the benefit to the district and especially our students and what's the cost in both for liability for our students yeah and i don't know if any of those i'm sorry no no no no no the time is one way one of the things that i think about is um when we built the school right we we decided we wanted to have a pool and so when you think about why do you want to have a pool and how are we going to absorb the cost of having a pool i would imagine it has something to do with the fact that when we have um for our students are there any fees associated with them taking swim yes swim right um does that do those costs not cover our what what you said 45 000 in maintenance and pool and facilities does that do those fees not cover it they do well it's uh those are other fees kind of like like course fees and uh and they go into uh they go into the course fee allocation it doesn't necessarily those fees aren't necessarily the revenues there aren't associated with the expenditures of the maintenance they may pool i think it would be interesting though to look at what what are the fees that we bring in yeah for the physical education courses right and it might be that we've hit the tipping point with the number of kids involved that's a really good point because at 200 kids maybe it covers the cost and makes the pool and and that's why it covers the pool expenses but at 100 kids it might not right because that's where i'm trying to go just in terms of maybe understanding some context because eugene brought it up and i've brought it up you know why why did we do this in the first place and if it was to absorb the cost of this pool and the facilities or to have additional revenues on top of that then i i understand it but if we can cover our fees um you know by our students then why are we wanting to be in the business of owning a swim team i think there is one small though it's not small i think there's actually a point that needs to be considered that's very important if you're a swimming family and your student as a swimmer this is an opportunity for them to earn scholarships for college so i think it's very important that we especially dr petzke when you're looking into these options that we have this place for swimmers to be able to earn scholarships and we've had a very successful program i think that's important um to state and so i don't i want to make sure we don't lose that i hear that i just want to understand well we have a basketball team we have a football team and we've got all these other teams and we don't have this apparatus in this structure and they still get scholarships yes agree i don't agree right but i don't want the program to to suffer because of the decision that we make yeah so i think i only have one other question for right now um i know i've emailed you a couple of things but um i i appreciate that this is just coming to us tonight for the first time for discussion at what point would we consider having um you know we've talked about the importance of having a parent board at what point would we consider having a discussion or getting feedback from parents who currently have students in the program and just getting their opinion and their feedback and why are you sending your kids to this program you know you know i i think it would be valuable for us to get some feedback from parents at each of those different developmental levels um training group levels and maybe even some of our students too i think they probably have a lot to say about what they would like to see going forward and what's important to them could you that's actually an excellent point i mean really this is a program that is most affecting our students like jen had said and is paid for by parents it feels to me like it would be really wrong for this conversation to continue much further without including the current parents of that are in the program right now um i'm i know that it makes sense we would have to i know you had to make a temporary plan for this season um but i also don't feel like we should just let this go indefinitely i think that our parents and students deserve like we will make a decision before the long course season or we will make a decision before next short course but can we please get their input get their input first and what they'd like to see because i think our decision shouldn't solely be both on based on finances i agree it needs to be also based on what's best for the community and the students and i think also another group to add in there i i definitely hear a feedback from students feedback from parents and i'd like to have more conversations with the coaches so and talk to the coaches about you know they've got a history with the program where they've been i do know a lot of parents come back to the program they seek out delta because it's built a reputation for a quality swim program and so i definitely think by bringing those three groups of people together and uh talking about their history where they've been where they are involving you know i know our coaches know our friends what's up just ask them where they want to go i mean it's great to understand where they've been but ask the families where they want to go with this with swimming i'll get you gotcha okay does the administration feel that they have enough direction from the board yeah yes okay is it okay with the board to move on now thanks all right item 8.3 is our final item under information this evening and that's in regards to what we need to have to have an approved e-learning plan so if we have to call school for inclement weather we can have the option of making it an e-learning day and faith is going to take us through that process all right great well we're there goes the presentation i just want to make sure that we're being very clear i've presented i don't know more remote learning plans in the last year and a half that i care to count this is a very specific type of learning plan over five years ago the state of illinois allowed for a provision for districts to put in plans ahead of time so that in lieu of a snow day or a emergency closing due to cold weather we would have this option so what we are talking about this evening is possible plans we do not have to use them but they would be available in lieu of those five emergency days for usually weather that happens within illinois this is not a type of plan that is the remote learning like you would do for a long period of time there are very different guidelines and provisions from the state and that differentiate the two different types of learning plans so i know the state calls it e-learning plans i'm putting in e means emergency just to try to make more sense for us so why have this it could be useful but not imperative to be able when dr sparlin gets the call at 5 30 in the morning to have some choices hopefully it's before 5 30 in the morning to decide would today be better to institute this type of plan or to close school down so this would give us an option if we were to approve this the timeline that we're looking at is being able to talk about it tonight bring it back for a public hearing on october 12th then after this it then goes to the regional office of education and then they would approve it and then we need to post it and have it available for parents and staff 30 days in advance of any time that we would use this plan some of the guiding principles that the state of illinois uses is it's a minimum of five clock hours of instruction or school work very similar to our school improvement days where we run those for five hours which does include the passing periods another provision that is super important is that we need to have access for all students it does not allow us to go to completely electronic or computer device instruction unless all of our students have that access at home to a device so looking at that at our early childhood level not all of our early childhood students have devices so this is a sample of a schedule it would be activities sent home in advance supported by teacher office hours because not all of our early learning students have devices so this is a sample schedule parents or caregivers could create their own schedule but we would have teacher office hours for phone email or google meets during designated times if there were questions or support needed with the choice boards we are looking at having our teachers create five days of these in advance and having them be sent home with students so that if that call comes early in the morning there would already be preparation done and those activities would be at home the next piece is for elementary obviously not all of our elementary students have devices either so this would be a possible schedule they again would have activities sent home in advance by teacher and then supported through office hours it's different at our secondary level we have devices that all of our students have so we envision going through the regular junior high and high school shortened day schedule so that all students would have time via google meets with each of their teachers and activities here's what the junior high schedule would look like and then the high school schedule these are schedules that are already in existence that we run on our school improvement days and while you're thinking of questions i do want to really thank lindsey allen and shannon looters who took the lead on this as well as a lot of our ed services directors and then our oea union leadership also met a few times to discuss this plan as well i have one question this is really probably a point of clarification for me uh early childhood you said that it would be sent home in advance but i'm thinking emergency situations you don't know in advance so is that snow day automatically or how would you know in advance so no what we're envisioning so there'll be a lot of literacy or numeracy activities that we could write now that students could even use in a month so it wouldn't be hey tomorrow might be an emergency day everybody take this home it would be teachers working on this over the next month and then sending these things home and having them be available in the possibility that we would have a day so it would still be contingent upon the parent keeping up with it in in in case that emergency day came correct hopefully we might have a little hey there's a snowstorm coming we want to remind you to see where i know those are where your materials are and we will post those on the website but of course that's problematic for those people that don't have a device i have a question but i really want to hear from you too on this i'll let you go first think about questions that they might have all right where where do where do you guys sit are student ambassadors um one clarification question that i would have would be so this is for days in which it would be for instance just weather created i mean or for instance like what we had last week with the busting situation would this be something that would be applied to that that's a good question we are looking at this mostly for weather pieces with our transportation as we wrote the different options we want to have our elementary students in and want to not close down the whole district or this is mostly if we had to close down everything so i guess that's a possibility with the transportation piece but we certainly hope not we need to have this if we are to have an option if we don't go through this and have this this plan approved through the regional office of education uh then there then there is no option and i think faith emphasized the word option because it's not the greatest option for our youngest for our youngest learners i think for six through twelve where we have one-to-one devices it's a uh it's a wonderful it's a wonderful opportunity so and go back to the question how do you feel about it yeah how do you how do you feel do you want to call off snow days for the rest of your peers i mean no pressure would you rather have a snow day or would you rather have an e-learning day that counts and we didn't have we don't have to add on to the calendar at the end of the year that's the key part yeah at the end of the year the school year yes yeah that is a good part okay i have no idea how my students i'm representing will feel about this but as like a dedicated student i do think that this is a great alternative um i think everyone like speaking from like the student eye we all like our snow days uh feels great it's a good break but um i think this is a way that actually emphasizes like maintaining an education despite these kind of like uh unforeseen circumstances so i think it's a great opportunity uh and i'm really glad that it was brought up but i did have one of the clarification question um it was brought up that for younger students these materials would be given to them uh prior to these like emergency events actually happening would this be given like in schools by teachers or would it be sent out to parents because i know at times depending if on if the parent can keep up with these kind of commitments for their children at school this might not be as applicable so will it be given to students at school yes okay all right thank you faith why is the why is lunch part of instructional minutes of the five hours so on your uh junior high and high school periods people have lunches at different times and that is all part of the instructional day so some sometimes it's fourth period fifth period sixth period is that what you're asking yeah seventh grade i would also add at the high school level their lunch period is kind of divided in half and one half they go to lunch and the second half they have guided study so kind of like a study hall uh so and that either is either at the beginning of your lunch period or at the end of your lunch period so so of the i don't know if it's really instructional minutes but well i guess that's what i'm just and like for the elementary for instance so i get that part but for a tet why is i guess my question is they're at home so why are we not using that 30 minutes they need a break i'm not saying they don't need a break but why isn't that 30 minutes instructional to get to the five hours so you're saying why aren't a teacher teaching during their lunch time not during the lunch time but why is it does the five hours mean nine to two like it has to be it's the time or is the five hours instructional it's the length of the instructional day so it's okay okay minutes but i just like our school improvement day it has to be a five hour day so that that's yes that's still counting lunch that's still counting passing periods those pieces okay but i think what you're saying jen is like if you work for an employer and you get scheduled for eight and a half hours because that half hour doesn't correct towards your work they're at home yeah so i don't so you give them the 30 minutes but it doesn't count why not have extra 30 minutes of instruction or or guided study i mean i don't i'm fine with that i just that doesn't make i i would want to get as many instructional minutes as possible i this is something i i don't understand why why we shorten the periods you know i have two high schoolers at home i i don't understand why they're ending early on a remote day and then if that replaces a full day it's just more instruction that they're losing so i have those concerns and especially with our elementary kids too because they were hit so hard last year well in our elementary day they don't in this plan have synchronous instruction with their teachers at all because they don't have devices to be able to do that so they have a much they have no live time with their teacher unless the parents call in with questions or go through that time because they don't have devices that's one of the the problems with us rolling this out is there are more opportunities where we have devices than at the elementary where we do not when you look at the amount of minutes yes there's that live time but as you know even with regular school day there are activities or homework or assignments that are given that are in addition to you know what happened during those times that we would still want students to have the opportunity to do that so instructional minutes at the state level even if it's student work that's assigned outside of those periods that counts toward time spent for example at elementary it's all homework and assignments that are given that are counting toward these hours if we wanted to pursue having a full class periods for junior high in high school and having that great of a difference between that and elementary and even expand that we can so this is the isb minimum so if we wanted to have 300 minutes versus 270 we could we couldn't go longer than the teacher contractual day we're bound i thought the district had purchased enough chromebooks for each student is that not correct that's in grades 5 through 12 that is not in k through 4.

180 days worth of hours correct much more than that when it comes to the minimum number of hours that are from the state of indiana again we are we're approaching 200 hours more that we have per year than what is required as a minimum by the by indiana code conductor yes dr roberts when the state gave the waiver what period of time did they assign that for yes so just this year only so we'll have to apply again this is the second time we've been awarded the waiver we just did not last year with all of the stuff going on try to take advantage of it so we applied again this summer we were awarded ordered that and and so are trying it now but we will have to apply so this calendar here if something would happen with the waiver process and it would go by the wayside um then we would have to to to adjust the schedule again with you trying to put it out now again i know we know that parents love to plan and look ahead and understand when those opportunities are for students to be at home or to be able to take breaks or vacations or whatever the case might be so getting this on the calendar because those days in yellow there are days that students are not here so even though teachers are or staff members are in at least four of those occasions for 22 23 23 and 24 students or not so and remind me of the the board i think normally approves a three-year calendar what what years have we already approved these these three years and so these tweaks are being made for the three-year calendar that you had previously approved this school year plus two more so these tweaks are to that calendar so we are looking beyond that going back to your question mr stinner about the number of years for the waiver we did request four years taking us through these three plus getting into the next one so we could talk about it in the state it's just not yet as they're trying to feel out this new process that they created they weren't willing to they weren't willing to do that so just gave us the one one year at this point we have no reason to believe that they wouldn't continue to to approve it for us particularly if we can demonstrate value that we've received from it by taking advantage of the opportunity i have a question a general calendar question really about start dates and end dates through the year and do you get the general feeling that parents and teachers and staff like prefer going earlier in the in august and then getting out early in may or would it or do you think they would like to go later in august and get out like has you ever asked that i mean because it just seems like it gets earlier earlier every year there are people saying why does school start earlier just wondering if you had any i know every three years we do survey the community to get feedback as well as our teachers and have conversations with cea as well i know a lot of times we're kind of confined by looking at graduations and graduation dates and looking at when some students might be starting college or and some of those other things but it is a lot of things that give a lot of consideration too and we also have to always keep the balance of 90 days in a semester and do our best and it's very challenging to come back second semester or come back after january to finish first semester courses and so to allow us the opportunity to get all 90 days in and afford our people a week of fall break vacation the extra day at thanksgiving and two weeks at winter break it is better to start earlier in august to get that time in to help it break even and it helps our secondary students as well when they have their course changes and their student the student schedules it's just easier to have that natural break in place okay thank you great questions we can always count on the calendar to bring up questions it's maybe easier to understand in the cmc process oh i can assure you of that thank you very much for the presentation and please all of us as you may reflect on it have additional questions and as dr pleek mentioned it'll be on our agenda for our october meeting dr roberts you get to explain this long list to us yep let me get there we go all right there we go all right i have a number of requests for approval here actually a a long list for you um so we'll start out with the minutes of the regular school board meeting from september the 13th that was our last one first of two in september uh supplemental contracts field trips professionally school fundraisers and claims and payroll all things we have each time our claims for this time we just have we do not have pre-runs would have had those at the first meeting for the claims for this meeting a little over eight hundred eighty one thousand dollars from a payroll standpoint just one the the month or the one from september the 10th they cover the work days of august 16th through the 29th that also was the start of the bi-weekly bnc stipends from our contract that was about 2.9 million dollars and then we have a long list here refinance of central middle school bonds asking for a resolution to approve an amendment to that lease refinance of central middle school bonds a resolution to approve a supplemental master continuing undertaking a refinance of central middle school bond to resolution to approve a building corporation for that for that refinance for the 2021 lease rental bond adopt a resolution determining need for the projects 2021 lease rental bond adopt a resolution approving preliminary plans the form of the lease and authorizing publication of notice of hearing on the lease 2021 lease rental bond adopter resolution reapproving the formation of the building corporation and then lastly permission to receive bids for the construction manager as constructor agreement that was the process described to you prior to the calendar conversation so as you see with those dr blizman's on that last one and was a part of that conversation mr phillips has been working with legal counsel to get these resolutions in order for you as we take advantage of some opportunities and get ready to get financing in place for our building projects so those are my items a through l in your packet all right thank you very much so i'll ask for a motion for approval of four a through l as they've been presented to us so move thank you miss day off dwyer is there a second thank you mr bryant are there questions that individuals have over a through l all right seeing no questions i'll ask for your vote those approving for a through l as they've been presented to us if you'd signify by saying i i those not an approval all right dr roberts has been approved unanimously thank you dr pleek your human resources i request approval of the hr recommendations as presented this evening thank you i'll entertain a motion for the approval of those recommendations thank you miss de hoftwire is there a second thank you dr bills any particular questions of dr pleek hearing none all of those approving our human resources recommendations as presented if you'd signify by saying i i those opposed those have been passed unanimously dr pleek all right we've heard a lot um opportunity for input comments observations mr grimes i think it's worth mentioning in the end uh congratulations again to lincoln one of only seven schools in indiana 325 in the nation for becoming a national blue ribbon school thanks again to mrs gant mr schaffner mr sweet for sharing all the good writing stuff that's going on at taylorsville and then lastly good luck to all the fall teams at north and east as most of them will be heading into uh yeah postseason competition here soon right great thank you miss wilden i'm coming all right thank you miss dayoff dwyer mr stenner uh just a big thank you to all the folks the volunteers especially that serve on the school corporation's districting and facilities committee i think this construction manager's constructor project is an exciting opportunity we're not the first to try this and we'll benefit from the experiences of those that have gone before us but i think the discussion and the questions at the last dnf meeting were an indication of the kind of people that we have volunteering to help us make decisions like this oh great well that's appreciated great good to hear dr bills not tonight all right mr bryant the young lady that you had up there that was holding her t-shirt yeah she was from lincoln wasn't she excuse me yes yes yeah congratulations to her yes [Laughter] all right thank you i'll just make the observation so for 4 e through k i know that represents a ton of work mr phillips mr monroe others that you consult with thank you for doing that because i know that you're working very hard to be thoughtful and very strategic and using our community's taxpayer funds as well as what we are able to get from the state so thank you for all that work i'm taking a breath so we have quite the hiatus given that fall break falls in the month of october our next school board meeting is october 25th at 6 30 here in the administration building and as a note we also have on our calendars a strategic planning session which will be for friday october 29th at 9 00 a.m here in the administration building in our terrace room with all of that i thank everyone for their work thank you to all of those who have been observing and watching our school board meeting i will call this meeting adjourned you

and definitely not at the early learning center sure but i would like to see fifth grade included i'd like to get i'd like to see it go five through eight on our plan if they have chromebooks there's no reason why they can't go yeah and they're old enough developmentally to be able to handle some online learning more so certainly than a first grader i realize that creates an issue with elementary correct in a perfect world i would like to see again i teach high school i can i can appreciate it the kids are okay with it it's better than no school well i would like to say that i think it's a little bit sad that we're getting rid of snow day even though and so you have to end it especially at the elementary level because hello who doesn't like to play out this no however certainly at the high school level with finals and the dates where things lay it definitely would benefit high schoolers to not have snow days added in to the calendar well it's an option that we didn't have a couple years ago that we now have so yeah i mean but we only have to add days onto the calendar if you use more than five isn't that right we would have to add another school day there are five emergency days built into the end of the year but if we took a cold weather day in february the day that the students get out would go a day later without a a plan like this put in place so it doesn't extend the school year calendar but for students and parents that are looking at what is the last student attendance day it would extend that does that make sense five days have to be made up anything after that doesn't that's great i appreciate the work put into the plan so i'm not sure yeah we need to yeah i think we need some clear guidance on this so we want to look at fifth grade like uh yeah we just said um we had some discussion on lengthening uh making the 612 a longer day or more the full full normal day is that what you'd like us to look into or i'm a yes on that for a full day yes i'd like to see the full day okay all right five hour day say it again ellie she wants to play in the snow and have a hour day but uh clearly that's not going to happen and it's not enough right ally with your suggestion about fifth grade are we are we putting fifth through twelfth well i guess that's a contract issue i think probably because it's k5 i think there's probably more to that than just hey let's add fifth grade okay i don't know where our kids at with what do you think about lengthening the day you're here for a reason i i would say um like for instance uh last tuesday yes um we had a full day and um i think it was great like dr sparlin said that we had the ability on a moment's notice in the morning to switch over like that and it made it easy to go that entire day you know having everybody having a chromebook and access to live meets and stuff like that that definitely in some weird way that was a benefit of the pandemic of knowing exactly what to expect on those days and you know as high schoolers yes we all love a day off and i love a day off but you know like was mentioned we also don't like making them up at the end of the year and also the struggles that we're having as students i think it's important to have as much instruction as we can and support time that we can and so for me i would say that an entire uh day online would be beneficial to us as students yeah and i was um i was trying to think about how it felt uh when we were in like complete quarantine like i stayed completely virtually i know a lot of other people did too a lot of students did that as well and i was comparing kind of like those shortened days to the longer days and i was thinking about that in my head um having those longer periods is beneficial not only for i think students but for teachers as well you actually cover the content a lot better when you have a little bit more time to roll with and i think that even if it's just one day right like colton said making it up at the end of the school year it's it's not fun right when you have things like ap classes right you're you have to study enough for an ap exam that doesn't move because you have a snow day you have to do finals you have to do midterms trying to catch up throughout the year is a lot harder and i definitely think that having those elongated days especially now that we have more experience with kind of that virtual setting it's a great option and i'm glad that like we finally have that even if it was through kind of like a bad experience with profit yeah and especially with like for instance ap classes the teachers and students were required to cover a certain information within a time frame so when we lose out on instruction even on days uh you know late start wednesdays when you know if i have a second hour uh ap class it's shorter than if i had a fourth hour pe class i mean ap class and i would say definitely for ap classes is you have a certain amount of information that you have to cover because it will be on your ap exam they don't college board doesn't care if you had snow days if you missed out on instruction it's expected of you as students and as our teachers to uh cover those topics because they're going to be on the test no matter what so i think it's important that when there's that opportunity to especially for any kind of i mean any class in general to not lose out on an instruction and per live instruction would be beneficial to us yeah faith i appreciate you doing the work because i think we all would agree if it's one snow day we can get past but if it's a as predicted a bad winter and we have 10 snow days then this plan would be extremely beneficial to have in place already all right at that point about the content i hadn't thought of that at all that the ap exam is going to cover the same content in the shorter day you you miss 10 minutes of that and 10 of those days can really add up yes that's a good point i agree we are very lucky to have them on this board yeah all right any other any other questions faith do you have the information that you need i think you do right okay that's our last informational item for this evening thank you all right so we're moving on to uh our action items 9.1 adoption of fy22 budget can i get a motion for the adoption of the fy22 budget i make a motion to adopt the fy 22 budget for the oswego community unit school district 308 as presented second mrs croner aye dr marino aye mrs johnson aye mr gateswood aye mrs swanson aye mr storyal aye mrs simonton aye motion passes 7-0 can i get a motion for the approval of envision 308 facility and maintenance proposal i make a motion to approve the envision 308 strategic facility proposal at a cost of 69 450 000 as presented second mr gatewood aye mrs johnson aye mrs doyle no mrs swanson no dr marino aye mrs simonton aye mrs cloner aye motion passes 5-2 can i get a motion for the approval of the equity belief statements i make a motion to approve the equity belief statements as presented second can we talk about this one before we vote on it so i know i was not the only one to get an email from mr pope and misato who spoke earlier today too so i still am struggling with some of the verbiage and i really liked what he sent today in particular mr pope had some pretty good comments i think under the racism he took out injustices that lead to and he put in the sources of these which i thought sum that up really well um and then instead of marginalized he had um protection of identities which i also appreciated so i guess my question is if everybody else is okay with it then we could just vote but i would like to table it maybe talk about it one more time before we commit are are you thinking you want to kick back some of those ideas to the equity committee yeah did did the equity committee talk about them this last week yes they did we did briefly talk about them how briefly well we got a thumbs up on on every one of them yeah i mean let me tell you we talked about these a lot there was a significant amount of time um that went in but that individual was not on that committee nor had they come come to any of the meetings or provided feedback and i get it that people don't know when things are happening um because we're all busy you know i feel like my perspective is i know the i feel like i have a good handle on where they're coming from if that makes sense like the the intent behind them is is to include all students is like the spirit of it is um very positive and didn't have it's not about racism you know it's about all of our students no matter their shape size color the way that they learn all of those different things were taken into consideration um when we discussed them if the board as a whole would like us to take a look at those proposals again like we would yeah i just preferred the words the sources of these in instead of the injustices and one of the things that we did talk about in the committee was the fact that this isn't something that could never change in the future like it's living and breathing right right right but we're adopting it as it is right now so i guess my question is and you guys could say no i just you know i'd like to make a motion to table it and send it back and just maybe talk about it one more time one of the things that we did talk about too was that we want to get it right you know we want it we want to do it right but we also don't want to we could talk about it forever and ever we have been yeah so did you make a motion today i did does anybody want a second i'll second it we should vote on whether or not we table it okay mrs doyle hi mrs swanson hi mrs croner i don't know what we're doing this is just a table this is a motion whether we table it so i [Music] nay mrs simultan nay mr gatewood nay mrs johnson nay dr marino aye motion fails three four okay so did you already make the motion and get seconded so now it's time for the motion since we have emotions we are not tabling it so now we would take the motion to approve i make a motion to approve the equity belief statements as presented second dr moreno [Music] um i just have to say that i do prefer the sources leading but i will say i mrs doyle aye mrs swanson no mrs simonton aye mrs corner hi mr gatewood aye mrs johnson aye motion passes six one can i get a motion for the approval of mou with the ota i make a motion to approve the mou with the oswego transportation association as presented do we have segments sorry anyone mrs croner hi mrs johnson i'm approving the mlu as presented on 9 13.

students through art to achieve their dreams after illustrating her very first children's book jenny come on up and talk about this book and and how you got to this point in your life and just a little something about that well um as an art teacher i really love sharing my artwork with my students and finding passions that they love whether it's basketball or karate or anything that they're interested in encouraging them to really practice and and work hard at it and something i love to do is create art and share it with others and i started doing that through murals at the school chalk murals at festivals and i also make videos of my lessons and i share them on youtube and i started getting feedback from people all over the world and teachers and students from everywhere asking for input and advice and to share my my artwork and i thought that was amazing so um something i really wanted to do to share my artwork was become an illustrator that was a goal and a dream i always had and um you know there's no time like the present so i decided to try and try again and finally i was able to do that it wasn't easy it was a lot of hard work and i got one book published already and then i just finished a second one so that comes out next year and i don't plan on stopping anytime soon so again i really love encouraging those talents that my students have um so taking that um passion that inspiration that i have and then um putting that into them so what's oh the name of the book is brave in the water and my second one coming out is called i love you across the world jenny because ptsos if you take the number of schools we have in booster clubs around our district it's probably over a hundred easy and there's a lot of things that go with that especially when it comes to fundraising processes and procedures involved and making sure that we do it everything above board and these are the folks that help all of those families all of our volunteers across the district make sure they're doing a good job but they're also a huge resource in terms of finding out and networking with each other to find out what some of the best opportunities are for kids out there and our staff and again they do a tremendous job so thank you we wanted to recognize you [Applause] all right [Applause] me we'll now move to item 4 item 4.01 his superintendent's report dr mccord thank you dr santa cruz governing board members and welcome to everyone joining us this evening in person and online well we've almost completed our first quarter of the 2021 2022 school year i'm very proud of our students our teachers our support staff and administrators for all they've done these past couple of months it's not easy to educate children during a pandemic but i certainly appreciate all the efforts by everyone involved and a thank you to our parents for making sure that all of our students have what they need coming to school every day i know it's been difficult for you as well over the past year and a half i'd like to point out two specific groups of our employees our transportation department and our nurses and health assistants as many of you know we are down about 40 bus drivers district wide and when that happens it's all hands on deck everyone with the cdl license is asked to drive that includes our mechanics our office personnel supervisor and our director of transportation they do all they can to ensure our students are transported to and from school as safely as possible and i appreciate them showing up on a daily basis getting the job done so thank you to our transportation department our nurses and health assistants have done a tremendous job keeping pace with the coveted situations on their campuses while continuing to do all their other duties associated with their job they have the responsibility of calling parents when a child has to be quarantined for close contact no parent wants to get that call and nurses and health assistants take no joy in making those calls if you end up getting one of those calls please be kind they're just doing their job and they're doing the very best that they can and again to all of our nurses and health assistants thank you for what you guys do on a daily basis it's not easy but you are truly appreciated as we head into fall break please make time to take care of yourselves both physically and mentally do something you enjoy and do something that makes you smile more than anything please safe and enjoy your break and we'll see you back october 12th thank you dr santa cruz that concludes my report for this evening thank you dr mccord now move to item 5 which is a request to speak to the governing board we have two requests this evening would we please play the recorded message the board may make an open call to the public during a public meeting need to turn the volume up time place and manner restrictions to allow individuals to address the public body on an issue within the jurisdiction of the public body at the conclusion of the open call to the public individual board members may respond to criticism made by those who have addressed the board may ask the staff to review a matter or may ask a matter be to be put on a future agenda however members of the board shall not discuss or take legal action on matters raised during the open call to the public unless the matters are properly noticed for discussion and legal action during the open call the board requests that speakers refrain from voicing complaints against school personnel or any person connected with the district as it may impact due process rights policy k-e-k-e-b and k-e-d are provided by the board for disposition of legitimate complaints including those involving individuals forms required for use of these policies can be obtained from the gilbert public schools website apologize for the volume control on that recorded message is also printed on the screen in the in the room at this point those who have requested to speak are stella lawless in this order trina jonas and jake i'm sorry i can't read j given so please approach the microphone hi my name is stella lawless and i was at the last gilbert schools board meeting talking about how masks are important i go to greenfield elementary and right now there is an outbreak at my school my sister's class is a part of the outbreak her class has had lots of people get sick since school started last month i started i was scared and in fact this month i'm even scared i'm a dancer and i dance three to four hours of dance a day and when i dance i wear my mess the whole time i can breathe perfectly so we should make a change and wear masks i also want to say that during recess at school i run around and play soccer while wearing a mask and i am still fine by now you see that i am active while wearing masks and nothing has happened to me one more thing is that if you sneeze like in school and you have people sitting by you if you don't wear a mask there's a chance that you just gave people covid masks do work they prevent the chances of you getting sick and other people too thank you for your time thank you stella um hello and i just want to mention two agenda items that i wanted to bring up to you since i was here um the action items 8.03 and 8.04 the rules of order and public participation board meetings i just want to encourage you to leave the policies as they are i feel like we've had really good policies in terms of public input and all that and i feel like the board already has the ability to end a meeting without a vote as long as you have multiple people's um you know vote to do so as opposed to just one person and also the ability to limit the amount of time when you have too many people i feel like we've already done that and we've seen that over in the past time so i feel like how we've been doing things has been really great and so i'd encourage you to kind of leave that the same i think in changing that because it is a little bit perceived to the community that that is trying to lessen community input and i know that no one wants to really have that even if that's not the intent that nobody wants that to be a perception and so i would encourage you to kind of i think it's been great how it's been and my other item is our synchronous learning i know we've talked a lot about that and you guys are talking about where we're going to invest a lot of the money that we're getting from you know all the different various grants and where the money is going to go in the budgets the synchronous learning as we have it right now where the kids log into buzz and all those things when they've missed classes or they get quarantined because of close contact or any of that is really the equivalent of giving kids a a packet a paper packet that's really what's equivalent they're not actually receiving education or learning or interaction or anything from the teachers so i know since a lot of you don't have kids in school right now who are using those platforms i really would love to encourage you to come look at it see it and you can come to come to my house i'll meet you with my kids laptop so you can see it but it is very non-interactive and they don't learn so when they are quarantined for it's about a week even if they have zero symptoms and they were just having close contact and they really are losing a large amount and i know that i've talked to our it people and i know some of the high schools have rooms that are equipped to where kids can actually be to having a true synchronous learning experience where um the teacher you know turns on a button and it's like they're in class they can't be talking to them but they can be seeing the interaction that's going on the discussion that's in the class and the lesson the teacher is doing and we definitely have the ability to do that and so and i know we're investing a lot in education i mean in our technology right now so i would love to encourage you to look into that and how we can so we're not wasting technology dollars because i think that's where we're headed i don't know that cove is necessarily going anywhere and this will con this is we're going to have to keep dealing with quarantining and all those types of things so it'd be so great to be able to have kids be able to actually log in and see discussion and so anyway i would love to have the board look at that more and as especially as we're continuing to invest technology dollars and making sure they're utilized in getting us i think that's a future i would love to look at that so thanks so much thank you i know the past year's been hard and i don't envy the job that you all do and and you don't get paid enough to do it um but however i i'm still concerned that that we continue to receive letters uh every week about kids being exposed to coping like like stella my daughter is in a school where the first entire first grade class had to be quarantined because of covet right and we continue to get letters every single week my kids wear masks to school right and the letters that have come out have said the state of cdc guidance is to wear masks but yet we still don't require masks and and i'm concerned that this is like that we can we continue to to not uh to allow people to exercise their personal freedoms but even though those even those personal freedoms hurt my own children's personal freedoms like the supreme court settled this case in 1905 right in 1905 was was there was a case that came before supreme court with regards to smallpox vaccinations and the supreme court stated in that opinion that the constitution does not impart an absolute right in each person to be at all times in all circumstances wholly freed from restraint real liberty for all cannot exist under the principle that recognizes the right of each individual person to act on his own regardless of the injury that might be done to others that case law was used to start what we now know as drunk driving laws right we don't allow people to drive drunk right but we still allow people to harm others through causing others to get sick right if my child gets sick i am responsible to bear those costs the insurance companies are no longer covering those costs right and so it's it's unfair to to my family or anybody else's family who get sick from people refusing to wear masks that that we then have to cover those costs right secondly the two largest religions that we ascribe to here in gilbert right the lds church and the catholic church have both sent out letters and communications requesting people to wear masks right the cdc guidance still requests people to wear masks and so i i don't understand how we've chosen to listen to the minority right which in the state of arizona is currently 30 percent of the people that wish to not wear masks versus the majority of people that think that we should still continue to wear masks and even the letters that we send out right is part of notifying people that hey there's covid request people to wear masks so i i don't understand that finally it seems it seems unfair that that we should bear the cost to allow others delivery that they think that they enjoy and so the city of prescott recently asked people to sign a waiver that said they would that there's that their students would not sue the school district if their kids got covered if my kids get covered i will consider suing the school district and when i find out who gave them covet i will sue their parents as well to cover the costs that my kids incur okay that was our last speaker move to item six which is reports and 6.01 in his fy 2022 monthly budget report dr mccord thank you dr santa cruz governing board members i'll turn it over to ms betts for our monthly budget report good evening governing board members dr santa cruz dr mccord this is our monthly report this is the year-to-date activity through august 31st so this is the new fiscal year this is the confusing time in which we're talking sometimes about three different fiscal years in this particular case we are talking about the current fiscal year but remember this is activity just through the 31st of august which represents just the first three weeks of school so keep that in mind as you're looking through the information so why isn't it huh how come it's not is it frozen there we go thank you so as you're looking at the tables please note that the all the budgeted funds which is primarily the first three um the first three financial statements they do reflect the fiscal year 2022 revised number one budget which you all approved on the 25th of august in addition the cash funds are still representing the cash available as of june 30.

but i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all i'd like to welcome everyone we got a little bit of a crowd tonight future board meetings october 12 november 9th and november 23rd of our regular time of 6 p.m and all year we have no review we do have a revision to the agenda under new business and we also have a couple of things under the hr report so we'll move on to public recognition we have a recommendation to approve a 200 gift certificate from lakeshore learning from metro north elementary's involvement in the early learning indiana quality program study i believe motion one second to approve the 200 donation wallpaper say hi school recognition okay a couple things i want to say first of all with the school recognitions um number one next month we will start and bring back our staff spotlight so excited about that and so that will be a part of every board meeting we did suspend that last year due to codewood but we're bringing that back and then this year with our principals as you know they came and saw us and shared their school improvement plans and then throughout the school year they're always welcome to come every night but they're assigned one meeting and they're just going to just present something just briefly about what their program with their school they may do it themselves it may bring somebody but tonight that's going to be actually mr mcdaniel but before he goes i want to have mr snyder state some of his recognitions that he posted and then i will do a couple that south of elementary did and then i'll turn it over to mr mcdaniel so mr schneider and i have kids here too i thought we're doing that yeah you can do those schools okay all right so at northfield we had patti france get a special recognition each year the indiana choral directors association provides opportunities for high school choir students to audition and participate in the indiana all-state choir that sings two major performances for the convention it's held in fort wayne each january we're proud to announce that northfield's addison france had auditioned and successfully made it into the allstate choir she is a junior at northfield and she's been in the choir since seventh grade she sings in the upper level ensemble a cappella choir in the audition she had to prepare a section of music from a medieval song in latin and sing it as a song wow and she also had the sight read a small section of music that she had never seen before she was judged on tone vowel spacing consonants musicality and stage presence having successfully passed the audition she will have four rehearsals with the other all-state choir students in the wabash area and then the entire all-state choir will sing on january 14th and 15th at the embassy theater up in fort wayne so there are up to 400 other high school students from across the state so we're proud of her and want to say congratulations as she represents northfield for the all-state choir we also wanted to congratulate our football team it's been a number of years but friday they were able to win against wabash during our homecoming night game and so then over the last three weeks they've secured wins over southwood manchester and wabash so we wanted to say congratulations to the coaches and players and good luck the rest of the season so we kind of considered that being counting champs and in football at northfield as you know over the years that's not something we've been under able to do very often so we wanted to congratulate them and then last week was just a busy busy busy week with homecoming week but i want to say a big thank you to staff and students we had homecoming week we had student sponsors taylor zimmerman who's our new history teacher and sabrina master science teacher who our student council sponsors they uh voted on some themes and decided that the kids voted that it would be through the ages so monday they were all like babies in pajamas and by the end of the week they were senior citizens and then friday of course was wear your blue but i think the kids had fun with it and then student council also held a pep session in the gym for 30 minutes of course we had to have junior high high school separate but it was nice we didn't get to do anything like that last year and we also had a homecoming dance for high school only following the football game and after that we had we also had picture day on tuesday so we had to watch the dress-up days and we had college and career go week last week so the guidance department had activities on top of the homecoming activities to recognize college and careers so i want to say thank you also with all that going on we have tracy kennedy megan mckillop and alice and king in the office and they kept everything organized all week and they even had phones down for one day and kept everything going so i really appreciate their teamwork and organization no matter what's going on i just think they're amazing the three of them worked well together this year because as you know this is no small retired and it was a little bit different staff and they're doing a great job in the office keeping everything going so good job by everybody last week making a fun week for everybody thank you and you are correct mr snyder this uh we were originally going to have the next principal on october 12th but that's the e-learning day and parent-teacher conference day that's why we doubled up so yes um so i think mr mcdaniel you may need to leave pretty soon is that okay you're good okay so um i guess mr steiner won't you go ahead and do your presentation with the people that you have here tonight well the program program we have uh sophia holland do you mind having them come here they can't stand over there and they are key club sponsors and when i had wanted to share a program this is a program that's been really big in northfield but with cobit and the pandemic it was kind of down and they all had a goal of let's get key club back building this year so they've had a chance to talk about peacock so that i let them have this chance to talk about what they've done and what they're planning to do this year okay so far we had a bake sale at the homecoming game we made almost 200 off of that it was like a donation so we did really well um katie till from babe of wabash came in to talk with us during the whole room over the summer we washed bottle caps i don't remember the organization but they make bottle caps and they turn them into benches i believe southwood house one [Music] [Laughter] [Music] to write this down because i set up hit it for homeless and i'm afraid to keep close saying that yeah and um but head over homeless was a thing where i had a ton of people come and i had them pay ten dollars to get in to this like like a ton of different tournaments so that they could like have fun but like all the money that we raised up which was like a thousand and two and sixteen dollars or something i don't remember but we gave it all to um lighthouse missions so that they can have more money in their account so that they can build the homeless shelter they want to go in wabash county because they don't have one yet and so things i'm planning on doing this weekend is 1812 so we'll be it'll be a field trip on friday we'll be going i know i'm doing all three days i don't know who else is and then usually every spring we go down to metro and we do what we call a book walk basically we take like a picture book and we put it on posters and then we read it to like the kindergarteners and the first graders we haven't been able to done that we haven't been able to do that because of copic but i'm really hoping that we can do it this year um last year we did get to do operation christmas spirit where um we are given cards with like things kids would want but they don't normally get for christmas and then we'll go to walmart and we'll buy those things for them and then we'll take it to some place in roblox we'll also be doing the chili cook-off that we do um i want to do more of the cleaning of the bottle caps it's in the basement at low docks it's kind of a weird place for it but that's where it is i also want to get out there and like clean up a park because i know some of our parks in wabash are dirty and like they have trash everywhere so one of my goals for this year is to get out like a weekend and just clean um coming up in november key club has something called key leader it's basically where our club goes and we get to meet people from all over the state of indiana it's so much fun it's at camp tecumseh this year we have done nice to shine in the past okay dr shine is a like school dance for people who don't normally go to normal dances it's for like for the special yeah special needs yeah and it's like a great place to like have them all come together and just like dance together that's awesome i think it's at northville this year no i think it's uh wabash or soccer or manchester united i thought we had a plan for north philadelphia oh there's plenty to be more than one you know i have no idea [Music] and then one more thing i would like to talk about is at shark creek we have what we call okay kids it's basically key club but like elementary school level and we've done that in the past but i want to get it up and running again because they've been really strict with it these past couple years and i don't feel like it's getting the people that need to be involved in it so i'm going to try to fix it up a little bit so as mr schneider said this is sophia holly she's our eighth grade representative asia miller who is our bolton editor natalie keller who cannot be here is our vice president brooklyn stout is our secretary treasurer and i am the president thank you for having us before you go on and um a couple questions first of all were all of you in k kids when you're at shark green uh no they didn't have they didn't have cake kids they actually started it a couple years ago but she was president and so what are you planning to do at um um so my church who is the wabash christian church downtown we have a booth where we make fried bread and apple butter and pance cider it's elephant ears but we don't really call it that so you're doing that through your church though is that the same thing with the chili cook-off then yes because i know wabash key club also does that sometimes all right as a quantity i really appreciate all of you and what you're doing to try to you know keep i mean the k kids at church creek and i'll obviously see what you're dealing with [Music] [Applause] do not have to stay but you're welcome to stay awesome so i'm going to as we're transitioning maybe a little bit i'm going to read um southwest elementary's public comics here and then i'll let mr snyder take over so first of all from mr um says congratulations to our sixth grade girls volleyball team for the recent tournament victory in this selma sixth grade volleyball invitational overall the team is having a very successful season which wraps up next week we appreciate the time that head coach elitist persian assistant abby denny and others have invested in our student athletes during the season and south of elementary would like to recognize and show our appreciation for the two professionals who spend most of time in the little knights classroom this is uh teresa corell who works with teacher shelby drake in the four-year-old class this is abby seiders who works with chelsea kirkland in a three-year-old class when either of our teachers are is absent from her position for a day mrs carrell and mr siders assume the role of the classroom teacher while sub fills in for the very professional role both mr carrell and mrs saunders are able to make this a seamless transition because of the great work they do with our little nights on daily basis we appreciate them so readily stepping into the role of teacher when it is needed congratulations all right mr mcdaniel you're up okay well a couple of weeks ago i got this card in the mail it's a picture of the 1939 season finale detroit lions against green bay packers and inside i got a note dear mr mcdaniel the nights in the fall of 1963 when i tried out for a qb cut by a coach on the third day looked a little more well equipped than the 1939 lines my class was long ago second to graduate at southwood 1964.
