oh [Applause] third and 20 from the 45-yard line after a huge sack there shotgun velas handing off to maldonado who breaks the tackle brought down up to 40 after a gain or the 38 after a gain of 7 and i'll be fourth and 13. i mean that's just an interesting call to me i don't see why you would run the ball there i mean i think you should just try and go for it and throw for the first down i mean what's the point in running the ball i mean you get your offense off the field now now you have to punt and if you fake it here they're gonna be ready for it i don't like that play call at all high snap long kick and that one goes into the end zone they will begin their drive at the 20 and now comes the highlanders offense the highlander's in a great spot now after being in a close game still kind of close only a nine point game but they have a two score lead so they could start chewing the clock out here now if they wanted to snap taken here hand off up the middle tackle broken and forward progress has stopped the 23-yard line second and seven from the 23 now and they run another play there and they get no gain third and seven third and seven from the 22 yard line clock's winding down we're at the five minute mark now in the third quarter let's see what clifton does here and he is dropped what a play there joe abel there are able to make the tackle and rock the quarterback enzo or jonah having nightmares about joe abel who's been terrorizing him all game and hopefully he can keep this up and for clifton's sake and they're going to part here on 4th and 15.

and a point here and that one is mopped what a block and clifton gets the ball at the 20 yard line but the ball is loose again let's see who fell on it so it looked like clifton had the ball for a second after a block and it got muffed again whose ball is it it is [Music] mustangs football at the 31 yard line i believe after a great block my goodness clifton catching a huge break there exactly what they needed awesome job so far this game on special teams good kickoff solid returns a blocked extra point and now a blocked plan that sets up for great field position for this clifton offense which they desperately need ball spotted at the 30-yard line ball at the 30. one man in motion two receivers to right one to his left he takes the snap rolls right has the blocking loses protection guns to his left and the catch made there was a oh no he was out of bounds they'll say it's incomplete and it's second and ten great effort there by kyle velas though to get that throw off and even that accurately put it in a great spot they just didn't happen to be in bounds and it'll be second and ten from the thirty [Applause] three bellas takes the snap he's gonna take it himself and he's brought out of bounds after a gain of two or three and it'll be third and eight oh [Music] third and eight at the 28 yard line is where the ball is spotted two receivers develop his left two to his right maltanato in the backfield a first down would be huge here swayze motions to the left side flag on the field and to be a full star of the offense so it'll be third and 13 now third and thirteen three receivers to kyle ellis's left one to his right now it's two on each side maldonado in the backfield velos takes the snap doesn't have a lot of time dumps it off on a screen and he's walloped as he catches the ball brought down at the 38 and now it's fourth down and clifton's gonna have to pump this one again unless they decide to fake it here but fourth down and 13 yards to go or fourth and 16 yards now as the scoreboard was just updated i highly doubt they're gonna go for it here bellis snap punt out of bounds at around the 20-yard line but see where the referees placed the ball and out comes the highlanders offense clifton trying to play good defense here balls at the 25.

uh first attempt for the 39 after a penalty on clifton receiver in motion and a fake handoff arjonah takes it himself and he's brought out about about the 50 gain of 12 there first down northern highlands moving the chains here hurrying up their offense to keep the momentum first to ten from midfield arjona takes it himself once again and brought down after a gain of two or three and it'll be second at seven here we go another play here handoff and he gets maybe a yard third down now third and six snap take it clifton gonna send some pressure all day for our jonah though but not anymore as he's gonna throw on the run and that one's incomplete fourth and six now good pass rush by clifton and they're gonna bring out the special teams clock stop now 23 seconds left to go in the third quarter clifton down 15-6 there's the snap far punt here pretty good swayze tries to waste that wave that one off and grab it and the ball is at the one yard line what a punt and that is where clifton will begin their drive 99 yards is how far down the field they have to drive they want to get in the end zone [Music] and that is the second one today that is inside that is about at the one yard line inside the five excellent job 11 seconds left to go here hit the third one let's see what clifton goes with shotgun formation two receivers to valencia's right takes the snap he's gonna throw has some time throws over the middle and that one's picked off by northern highlands and with no time left they get a pick six on the real and the northern highlands defense gets a pick six to end the third quarter and they extend their lead now to 6.

[Music] and they're gonna kick that one there and he booms that one and it's 22-6 northern highlands as the third quarter comes to an end [Music] uh all right one [Music] hey um and here we go the beginning of the fourth and final quarter and a kickoff there swayze gonna try and return and a good stop there as he's brought down at the 21. and it'll be first and ten from the 22-yard line melis takes the snap to hand off here to maldonado and that's a good run wakes a tackle brings it past the 40 and brought out of bounds at the 45. jacob mall donato with a good gain there and off there to maldonado again and he gets not as much as last time not nearly a game of two second and eight two something to hurry up here the entire offense looking towards the sideline trying to hear the play bella's play action handle a good throw here to donovan swayze who makes a move breaks a tackle donovan swayze what an effort lockdown at the 43 first down clifton and clifton not hesitating at all getting back on the field here running another play two receivers on each of ellis's side and maldonado in the backfield doesn't get the handoff here but he will throw it's a good one i believed swayze there who made the reception he got two there it'll be second and eight from the 41 yard line oh [Applause] i hit after the play there and my goodness a penalty whole sideline screaming whoa looking for a penalty and it'll be a first down for clifton the whole crowd knew and even the highlanders defense knew as they were moving back as soon as they'd seen the penalty flag and the ball spot on the 25 big opportunity for clifton and they're not hesitating at all non-stop another handoff here but that one goes backwards about a yard or two and it'll be second down and 12.

uh i like that shot container motion it moves back to where he was originally velos takes the snap looks around throws and he had a wide open scenario who drops it and that was picked off after a tip pass and there he goes returning the ball down the sideline and the villas brings them down inside the 25 of the 22 and an excellent defensive play there by the highlanders okay jet sweep there one play them and running a lot this game and he's out of bounds at the 20-yard line second down and six hand off on the outside again in a diving play there and it looks like you gotta gain a five there it'll be third and one did he get the yardage that was necessary for the first [Music] good job guys fourth in a yard here my offense still out there is that time out then uh fourth and six here islanders are gonna try and kick a field goal [Music] and that one is a little short and left no good and clifton will get the ball back with seven and a half minutes left to go in the fourth and final quarter they're down 22-6 first and ten from the 20.

fellas snap handoff maldonado i believe maldonado can't quite i'm not quite sure i believe that and a gain of like two or one there so it'll be second and eight yes second and eight about 30 after a handoff two there doesn't have a lot of time been a common theme this game and that one is picked off but i believe it's out of bounds so it'll be incomplete third and eighth stuff [Applause] the third and eight from the 30. fellas gonna take the snap has time throws the ball excellent defensive complete and it looks like cliff let's bring out the special teams here and they're gonna pawn again hi snap punt muffed and it is picked up by the islanders out of bounds i believe the ball spot at that 24. [Music] um snap taking handoff up the middle and a good run there brought down the 14 after a gain of 11 on the run first down highlanders who have been playing excellent second half leaving clifton with no points at all they have got i believe um 10 points or i believe 14 they've got two touchdowns they've been doing excellent this half clifton only has six and that was from the pick six from donovan swayze that's the only time they've scored this game offensively it's just been a stop after stop after stop and this is why the highlanders are one of the best teams in the state of new jersey because their defense is just so good and then offensively they're just so consistent they run the ball very well they have a good backfield good quarterback good old line they have no weaknesses whatsoever but clifton needs to capitalize better you need to capitalize more on their mistakes they get the ball back after a interception they don't score they get the ball back after a fumble on a return they can't score they need to capitalize more and a run there to about the one and he's out the one and it'll be first and goal from there um snap handoff touchdown highlanders and they take a 28-6 lead right and the extra point there is good and man i mean the extra points this game other than the one that was blocked have been really good this kicker has one heck of a leg he looks like he can make them from about 50.

and it'll be third in forever third and 20. third and 20 vellus throws right and a catch is made there but no gain on the play it'll be fourth and 20 and man this defense is insane for the highlanders [Music] balls at the 24 fourth and 17. low snap ball is punted up ball takes a bounce at about the four about the 37 and it keeps going rolling balls at the nine and they pick it up at the eight which is where the highlanders will begin their drive it's actually a very good punt oh my god i have not sat down in four hours i am so tired [Music] and the ball is placed at the 13 13-yard line and a good run there [Music] tackle about the 13. and they're going with the clock wind down so no gain there it'll be second and ten oh less than two minutes left to go islanders lead uh uh 29 to six [Music] a couple yards there on the wrong gain of three it'll be third and seven [Music] so bad [Music] that one's going nowhere maybe a loss of a yard there and it'll be fourth down and six [Music] 50 seconds left clock sliding down lifting down by 23 and this game is basically over i mean good fight by clifton in the beginning but the highlanders i mean their energy and just their performance this game has been incredible and he carries out the punt here super high in the air takes a bounce full is at the 39 [Music] 14 and a half seconds left clinton's offense comes out onto the field now they have not put up any points this game the highlanders have done an excellent job locking them down and it looks like it's going to be that way clifton maybe going for a hail mary here just try to get some points on the board but yeah bellis he's going to throw steps up in the pocket and he can barely get the ball off i mean he throws that one i mean he had pressure on his face he has nowhere to go the offensive line just couldn't protect there for him and that's been that's been more of just great defensive pressure by the highlanders than just bad blocking by clifton because clifton's blockers we know what they're capable of they're very good so the highlanders defensive line is just pressuring clifton all too well bellas handoff here maldonado takes it up to the 35 gain of five and that is the end of the game um the in northern highlands defeats clifton 29-6 they advance to 6-0 clifton is now 5 and 1.

what are the counties doing what are the states doing and i don't think it will happen again but mistakes are made and we are very forgiving people i think if you just own them to mistakes it'll be a different story so thank you thank you very much okay it looks really come on hi i'm julie surly and i'm with the continental school educational foundation for and vice president uh it's great to see so many people here tonight just out of curiosity is anybody who here knows of the continental school foundation excellent okay got some new people so yeah a lot of people don't know what we do we are not not for profit 501 3c we oversee an endowment fund at about 425 000 that is just for continental school so a lot of people don't know about that so what we do is we kind of just take a percentage of our principle and we give back to the school so for example this past year we probably gave about close to fifteen thousand dollars um to the school in the form of different kinds of grants so we have one of our biggest programs is our teacher mini grant that we do that's about five thousand dollars so teachers can apply for 250 mini grant and for pretty much anything we have um you know there's stem programs we have um everything uh spanish immersion pe equipment pretty much everything so that's one of the big things that we do we also do some of the the artists in residence program is one of the programs that we do each year and that's about five thousand dollars and we get an artist in residence that goes to all of the classrooms and works with the kids on our projects so one example of it for those of you who don't know this was one this set up how many years ago maybe five six years ago so this was this was one of the programs that we sponsored for the artists in residence that the middle schoolers and worked on and all the art in this room is also part of what we do pretty much all that you see down the hallways and the office is all art that we've sponsored throughout the years and we've we've been around for about 20 years we're about 15 people on our board right now so um i just wanted to give an update of what we that's kind of that's what we do in general um sponsor a lot we sponsor pretty much everybody anything at the school art related um music related we we just gave the shirt five thousand dollars there's gonna be a musical classroom out in the playground they've already started that some different phases we've given a lot of money for that so how do we get our money so our we do one main fundraiser and this year our fundraiser will be february 12th and it will be at the community performing arts center and um we have sponsored the it's a really great community event we have parents we have teachers we have community members board members pretty much just about 150 people and that's our main event we have usually the jazz band will perform at this event we have student last year we've had live student artists some of the artists from the middle school come and they do live art then we auction it off we have a silent auction and it's great it's just kind of a fun night so you'll be seeing some information more coming out the next couple of months but please keep that in your thoughts now spread the word and remember saturday february 12th thank you thank you very much board report for this month i hope you all had a great fall break and i saw some excited students today ready to learn so thank you remember our theme for the year is focus on the big rocks for first quarter we've identified tutors and needs for all students k-8 parent signatures will be required for students who do not participate in offered programs so teachers send letters home and or will be coming of the identified students who should be participating in after school tutorials and parents will have to sign whether the students will participate or not so that we can continue to track how our students are progressing and which students are staying after school which students are receiving receiving the extra help and we expect our tutorials to be helping increase student achievement reveal math as you know it's our new math program and i know parents thank you you've worked hard to support the program with new curriculum comes new ways of teaching and new methods that students and teachers are learning that sometimes it's frustrating for parents but hang in there a big high five to mrs colley for all of her work in providing additional professional development and support to all the teachers in reveal math on wednesdays and during their planning time so she's meeting with them right meeting with them weekly and helping them ensure that they are implementing the curriculum with fidelity our meeting curriculum requests for proposals so we are in the process of a new ala adoption so i just wanted to close for everyone the timeline we are sending out the request for proposals next week the committee will be reviewing the curriculum in december in january we will have presentations to staff committee members board meetings parent advisory and also welcome to the public for the curriculum here rich genelli here kathy molinaro here al russo here and i am also here so the full committee is here did you want me to go through the full recall uh i'm sorry you didn't want me to go through the full roll call correct just no no just just us that's fine so great night i thank everybody for being here and before we start i just want to make two announcements i guess you call them one i'd like to congratulate and and welcome john and eddie to their first finance meeting um this will be one of many many i i hope and unfortunately this will be my last one and i just want to recognize kathy who has been on a board for maybe 16 years is that right kathy i lost count richard yeah and has served with me for approximately that that length of time and equally on the finance committees we've been able to be on the same committees for the number of years we've gone on a board and i think this will be a swan song as far as the finest one so um i do want to i appreciate your your service uh kathy it's been a pleasure to to to work with you and uh and gentlemen from here on in we passed the baton to to you fellas and mr walston and we wish you lots of luck thank you mr ginelli um and thank you kathy uh we'll we will try to make this evening's meeting a memorable one um if nothing else if if nothing else uh make it a meeting that um given given the conversation about the finances in the last meeting just um it'll allow you kathy i take the leap with the level of comfort you didn't have in the last meeting yeah so i hope so kevin i hope oh absolutely so let me just share uh this evening's agenda and the agenda and i just want to thank everyone again for joining us this evening one the first one is the 2021 year and financial report also i just want to make the board aware that once again we are finding ourselves with the surplus which you're going to find about the 2020 2021 school year um and so we want to review the city reserves what has been shared as a surplus in previous years we're going to walk you through that we might recall at the end of the 1920 school year there was also a surplus um given that we didn't re-enter schools after march and so and then years prior there were also monies uh submitted to the reserve with the city so we want to walk you through some of those financials and then just an overall from john and ed just to speak to how things are going in the finance department and just update the board just kind of given um how far we've come in the last four or five months i just thought it was important that the board heard it directly from john and ed how things going in the department so i will start with the next page and this includes a finance report that john had shared with the board um in preparation for tomorrow's board meeting but it's certainly also relevant here given uh the committee and john if you don't mind i'm going to give kind of an overview of what we're going to be talking about this evening and then i'll ask you to kind of swoop in and give a little bit more specifics so i i just want to share with the committee um during the 1920 school year you know we'll all recall that we were out of school um after march and and so for half of march april may and june we were not in school and so that means all the things that we had budgeted for for in-person learning whether that was special ed out of district placement funding whether that was transportation for regular transportation athletics transportation special ed transportation food services and the revenue that's associated with food services just just to give you some kind of high level examples of some things that we typically budget for in the school year um that we were that frankly we just did not have those encumbrances on invoices etc from march through june because we were not we didn't have did not have in-person learning uh what will you what you will also see as part of our discussion this evening i mean you may have had some time to look at it over the weekend um you know one of the many things that we did not budget for was an increased cost in the 1920 school year in technology which needless to say we blew the budget on purchasing chromebooks and laptops to make sure we can realize our one-to-one district goals during the 1920 school year in 2021 school year so you'll see evidence of that as well but then moving on to the 20 20 21 school year you know we typically annually budget for benefits for health insurance again transportation athletic events all of those things and and although i think going into the 1920 school year i think we kind of accepted and anticipated some type of um surplus given we were out of school from middle of march to june well i just want to remind the committee we were not in school from september until january last year so given that again we budgeted for in-person learning and did not have in-person learning take place uh there's consider considerable surpluses in a number of those different categories that i talked about the biggest is which is insurance because a lot of our staff members were not going to the hospital not going to the dentist not going in for the immediate the hospital visits they would typically go for um and frankly i don't think it comes as a surprise to the committee given a lot of those places were not even available for in person until the pandemic began to open up so we had over during the 2021 school year um over four million dollars in in surplus just for insurance alone and so i just just wanted to give you kind of a broad overview um as you can see on this screen we have a a surplus for the 2021 school year of two point over two point eight million which is a little over two percent um and i'm just going to ask john to jump in and just kind of speak to some of these realities for last year as he was looking back at our spending what we did and did not spend oh thank you kevin good overview and i'll be able to skip some of the highlights that i i plan to talk about um but yeah and that's the message you know when we when we put this budget together in um the spri in late 2019 in early 2020 um no one thought that the pandemic would continue into the fall of 2020.

it last year and continues with the mentor to support her throughout her leadership role as principal at continental so thank you mr nathan for also attending the league now institute the national adult educational summit i attended last wednesday through sunday in washington dc and i'll share a little bit more about it in the in my board presentation our pack board strategic planning will be tomorrow october 12th so again any experiences i can get through other entities helps us better develop our strategic plan here at continent student advisory parent advisory and new students all these meetings have occurred we set goals we reviewed data we discussed achievement and climate survey results and discussed school improvement endeavors so you can see some of our students there in action and they this is probably one of my favorite committees here at school because the students are the ones doing the hard work and we need the voice of the students to make sure that we're on track that our teachers are on track and they give us some very valuable information that we take back and share with our teachers to continue our student community kudos to our students colts are wrapping up our kindness efforts so our student advisory students we did discuss again coming back to school and as a committee the kids decided that they want to ramp up our kindness efforts because they do notice that there's a lot of stressed out adults a lot of stressed out students in our school and community members that aren't seeing the level of kindness that we'd like to see in our school so um at the october meeting they're going to be making the kind posters to put up at our school in november we're going to do a kindness chain to unite our campus and we are going to continue the ongoing kindness coins and beds bells so shout out to mr olerie for placing a view of our bed spells in quail creek and getting the message out in the creek newsletter we do place our bed spells in areas at madeira heights um atlanta canyon different areas so that people can find them and they're stamped continental spreading kindness and mr rory had a great idea that he put on the bell if bound please email um mrs rico so that we know because the other bells we've placed we don't know who has them but they're out there and again thank you to uh green valley rotary they gave us a 600 donation for our kindness efforts so um today we purchased 150 kindness points and 18 additional event spells to be placing around in the community be better be better program um invited us to participate in a grant with them where the idea is that we have second graders working with middle school siblings uh so we identified second graders who needed addition wow and i decided to since it's a new program that we would pick middle school students here at school so that they could read with the second graders um 30 minutes twice a week for six weeks so we had the middle school students were trained and today they worked with their kids for the first time so they're super excited i see that we have some future teachers in the making here because they just took charge and started reading [Music] both accomplishments again with our southern arizona league first place to our cross country girls our volleyball team took second place that it was a nail biter builders club annual food drive shout out to our builders club and entire continental whole families for a successful food drive we have four vehicles full of food that weighed in at over 2000 pounds with 25 of the donations still here at school that we need to deliver or have picked up this is a record-setting food drive for continental and we want to thank all who encourage their kids to participate cults truly do rock and it was amazing to see the kids working together collecting the food pulling the wagons carrying the buckets and the boxes so again thank you just a testament of our awesome community that we have our enrollment update so we are still um steady with 654 students so we're down one student from last year but we are still down 35 students from our 1920s bid year technology and device updates the chromebooks that we ordered have been received so we're super excited they're replacing the damaged beyond used devices for our second grade students who have been using the spares that were not for permanent use we have applied for funding through the fcc's emergency connectivity fund and received 29 000 additional dollars for chromebooks the district is going to apply for category 2 e-rate funding for the 2022-23 school year and uh listed there that the category 2 funding is for hardware related items used to connect district to the internet and the majority of our current network backbone equipment is 10 years old so we have had some failures due to weather this year that we definitely want to upgrade correct minimum wage increase implications on september 17th the industrial commission of arizona officially set the minimum wage effective on january 1st to 1280 up from 12 15.

uh as kevin mentioned everybody was home but we thought the pandemic would end and so um we budgeted as kevin said for a normal school year um the usual program services activities um these days we call it uh face-to-face instruction we've even given it a name but that's what we thought would happen and and it wasn't meant to be as you'll see there at the bottom of the first paragraph elementary we students came back by level as you remember in the elementary students came back on january 19th the middle school a week later and uh the high school on february 1st so that was halfway through the year so uh about 98 of our budget uh was expended it was a budget of 135 million uh and you'll see in that uh there are some other pages that tie that out but uh only uh two purse two percent was returned or but that's 2.8 million dollars on 135 and that 2.8 goes back to the city surplus but it goes back when the auditors uh complete their work which uh will be next month or early december you know they come in and they see if things are in the right year and are they classified all that but um that that's what we think will be going back into the surplus uh or reserved which we'll we'll talk about in a second and as kevin mentioned the largest uh line item returning money uh was health and dental insurance and as he said no one was going i shouldn't say no one but uh the people were putting off procedures that's been well documented in the news i won't go in that people were not going to the doctor for different reasons and on a budget of um we expected to spend 25 million uh there was 3.4 million left when all the the claims were paid so that that was a big big number uh but on 25 million and given what was happening then uh i'm not sure that's um a whole lot school bus services you know because there was no uh school in the first half yes we we had an arrangement with the drivers but there uh there were a lot of things that just didn't happen uh athletics of course were postponed in in the fall most of the winter some of the spring so none of those runs went there were no late buses after school things like field trips severely curtailed if if any at all and even the midday runs that we we have students going to different programs those were much less than anticipated so at the end of the year we'd still paid 93 percent of what we had budgeted but that's a 10 million dollar budget and it left 630 000 unencumbered or slated to be returned and then although special education students many of them came back uh early in november for um other reasons uh we didn't use as many tutors when everybody was home and whether we call that remote learning or distance learning um there just weren't as many uh one-on-one tutors so um on a budget of 4.4 million for that we returned uh 7.7 that was 340 000.

keep up the great work at this time we'd ask all of our colt of the months to go ahead and bring your certificate with you all right your shirt so bring your shirt up here and you will stand in front of class so [Music] so let's scoot in there a little bit this rico likes to get pictures of all of our kids so at this point i'm going to ask that you guys stay up here because it's not just students that we recognize their hard work and effort we have a lot of staff here that does a lot of things and we have a lot of staff that goes above and beyond every month so we have what's called the golden horseshoe award that they'll get later because we're low on horseshoes but they get a golden horseshoe with a plaque that has a an engraving in it for them last month one of our staff wasn't able to make it that we actually went back because of social distance and things we didn't do this award or having the students come last year it's something we're really excited to have back so we went back and picked one classified and one certified staff last year we picked last year of our classified staff this person really kept our school going last year here in a pandemic i am not envious of this person in their job being the school nurse during a worldwide pandemic has to be the biggest nightmare that i could imagine and our school nurse mrs sportsman she was the only nurse that worked in a public school to keep a public school open the entire school year in person she did this by offering coveted tests which lots of schools were super jealous that she worked that out with pima county to have those tests delivered here and then was able to get trained and administer those not only to our kids but to their family for the safety of our community um she went above and beyond as far as trying to track kovid can you track where these little kids go all day long it's a difficult task she worked with the county to do that once again all of these things that she did was so that your children and our students could continue to come to school every single day and to learn and we could not have done it without miss moraine so thank you so much so now we are on to the month of september we're back to doing it once a month and for our classified staff member for september this person goes above and beyond working with our special needs kiddos this person has extreme love and compassion and understanding for those with disabilities this person is one of those that no matter how hard it gets she just smiles and she does it and goes above and beyond in that capacity and always is always here working hard so can bernice say rendon please come forward and for our september certified staff member this person really this year has taken her cooperation her dedication at continental school she's been working side by side with me for many many years i've known this person and just the having gone through last year with the pandemic and the flexibility and the understanding at the beginning of the school year we actually ended up hiring a teacher i want to say two days before school started and they weren't able to start for a week and so we had remember meet and greet back to school and everyone went through the classrooms and i was panicking what do i do with this one classroom and i went and asked this teacher and said can you at least help me set some chairs up and table and guests in there so it looks like there's a teacher here because school starts tomorrow and when i went back later in that classroom not only did i find that desks and chairs that i had just thrown in there randomly were set up and organized but she had taken books from her own classroom and she had put them in and organized the desks and the shelves with those and went as far to decorate and write welcome to the students and parents on the board she did she had a little help from another another teacher as well but her willingness just to step up and take things when you know she had her own classroom and her own things to do and realize what a team player that means to me and we've really seen that continuously but that's one of the biggest examples that i can show but she's continued that just her flexibility she also today reminded me that the bathroom cars for middle schoolers they weren't allowed to go to the bathroom first and second period because i haven't come and given them their bathroom cars she reminds me to do my job and i really really appreciate that and i appreciate her so carry the boys so now we have to pause because miss rico is going to do pictures with the teachers you ready you guys congratulations you're welcome to stay but we completely understand you've got money uh um okay thanks folks let's uh let's move on with the consent please just a couple of quick questions um what is a cyber patriot club so the cyber patriot club we had um years back and mr david can speak more to it because i know that we have since lost our our sponsor to the cyber patriot club where they were working on electronic stuff to do and explain so i too had that question about a month ago because it's on our list of clubs and so i looked into it and don't quote me on this but it's tied to either the air force or the navy i believe it's the air force and what it is is it's to prepare children to try to get them knowledgeable about doing things like um albert remind me what the word is but cyber security jobs and so they educate them in the background of cyber security to prepare them for the workforce and try to encourage them to go into that work film and so um it's something that we do have that account it is active we haven't been able to get someone willing to do it yet but that's what it is is about right and they have a great website so that's where i got my information so feel free to go and look at that thank you a second i know that we've had a struggle in trying to find a psychologist what is the estimated cost uh that we anticipate from the contracted psycho per contract with psychology services can you come up to the point we have had contracts can you make we have had contracts we've had proposals submitted we are about 75 an hour for the contract that we're looking to accept it's virtual for somebody to be on site they're approximately 79 15 hours 85 an hour we're looking to employ somebody for anywhere from 20 to 24 hours a week to complete the evaluations observations and behavioral assessments that we have in queue for this year we have 26 kids coming up for re-evaluation on their three-year and so we know that we can do that with a part-time person okay thank you and i see that we're adding a new bus route could we just understand some of the the numbers that are that we feel that are required to add this since we took away a route that i think went out to elephant head earlier this year good evening the bus route itself is not a new route it's a route that i took away last year by not having enough staff but because the numbers on three routes going to madera highlands touching into the 70s on some of the days i'm looking to get more of the drivers to take over back over route 7 to alleviate the buses and get back to like a 45 to 50 count on on the buses so so it's not a new route it's bringing the route back so it's nothing it's there i've just i've been able to work around it without having to have the staff but there wasn't anybody to fill it now i found someone who wants to be trained as a bus driver so i want to very well okay so we had four routes in madeira highlands and we dropped to three now we're going back to four we actually have out of the seven bus routes that cover continental all seven last year went into midair islands this year six going into their highlands i want to put another one back in okay so thank you any further discussion questions okay mr gallon yes mrs kaiser yes yeah and mr mcgivern yes thank you consented johnny passes report items financial report please good evening board members it's good to see you all after a month away um inside your packet is your adding is your monthly report on this on school finances but i also wanted to bring your attention to some information that came across my desk about two o'clock this afternoon the joint legislative budget committee has decided that prop 301 revenues now fall under the definition of local revenue so those revenues will be included in their calculation of the um the constitutional aggregate limit so what that means right now is that the the state as itself is 1.2 billion dollars over that limit what that means for continental is we have as of today we have 610 students not including our preschoolers on campus and the average student cut is one thousand three hundred and eighty seven dollars per student so that would mean that if action is not taken beginning january 1st and ending being completed by march 1st to override the aggregate limit the district will have to cut approximately 846 thousand seventy dollars from our budget to put that into some perspective we we are running on a budget of seven million eight hundred ninety eight thousand one hundred eighty two dollars as of this afternoon we have six million six hundred and twenty six thousand three hundred and ninety dollars and five cents committed so that leaves us an uncommitted amount of one million two hundred seventy one thousand 791.95 so with this cut that would leave the district an uncommitted balance of 425 721.95 so during miss rico's report about looking at the compression and the salary schedule we will still look at this hoping that the legislature does something with the aggregate limit but as of right now the way this stands i can't see us putting forward any sort of a raise for for our staff other than those that are required by the new minimum wage increase i can't see us doing that without knowing what the legislature is going to do with the aggregate limit so i just wanted to kind of give you that again i'm sorry that i couldn't give you any advance notice again it just came across my desk at two o'clock this afternoon but i'd like to hear your thoughts your concerns oh so much for red for ed so yeah you're a little ball of sunshine so is this due to the tax cut that the government is trying to implement this has nothing to do with the governor's past so is that going to affect us as well if it stays as is no i don't see it i don't see that affecting us at all so constitutionally the state can spend x amount of dollars based off of how many students were in school last year last year being a covert year we had a lot of kids not in a traditional school so they are basing these numbers off of the student accounts from last year now the state has in the past gone ahead and approved to suspend the state's aggregate limit i believe the last time they did that was about six years ago in the last 20 years this has come up about six times and four out of this six times they have decided to go ahead and suspend the aggregate limit one thing that i do need to let you know is these cuts only affect public schools they do not affect charter schools and they do not affect empowerment grants so it's district schools are going to have to pay for it and the charters are left off the hook in conversations with this rico about this after i received the email did something um she is going to bring this up with the the pima county superintendents and hopefully we can get something drafted that we can get to our legislators saying we need to get this suspended we need to suspend this aggregate limit yes it is 1.2 billion dollars with a b but districts cannot cannot operate we are a small district and we're looking at almost a million dollar cut to our budget take a district like tusd with 26 000 students or mesa with 34 000 students you know you're talking well you're going to talk 1.2 billion dollars in the end but i'm just a little confused the prop 301 revenues are totally based on sales tax yes the aggregate limit is not based on sales tax no it is not so why does the change in in designating prop 301 revenues is now local revenues have an impact on the aggregate limit so the aggregate limit is is a local revenue limit okay there was a recent lawsuit miss kaise i don't know if you can help me out with this one or not but there was a recent lawsuit um about some sort of what the state was calling grant funding and this and the courts determined that this is not a grant this is local revenue miss kaise am i on the right track with that yes you are so because of that lawsuit they have now looked into other sources of revenue and have determined that prop 301 revenue is now local revenue and it's all because of that lawsuit that they've looked into this so even though you have the revenue they're taking because the state can only spend as a limit as to what they expect now remember we've been talking about this aggregate limit since we we talked about the proposed budget back in june so this is a prime example of how we will need our community support and our board members and staff to again lobby our legislators and let them know that we need them to suspend this aggregate limit and this would be for next school no could be effective january it would be effective so what will happen is they will send us a letter in december telling us exactly what our expected cut will be and then the legislature will is supposed to start this january 1st to start the process of suspending the aggregate limit so there's not a lot of time for lobbying no but they have to have this done by march 1st if it's not done by march 1st the aggregate limit goes into effect and we have to cut budgets the good news is it's an election year so it's probably not going to happen did when we budgeted for the um increase in the minimum wage did we include that in our budget yes we did okay all right and how are we prepared to move to 13 an hour we have it in our budget so i budgeted for everybody to go to 13.50 so that is in the budget as far as the contingency because i had no idea what minimum wage was going to go to so i budgeted it out for all of our employees at 13.50 so that capacity is still there so we have that but as far as because what i would like to look at is since the minimum wage is increasing 65 cents i would like to be able to give all of our classified employees that 65 cent raise so that that addresses our compression rate that way i don't have an employee that's been with us for seven eight years who's now making 20 cents more than minimum wage so we know that the we know that the minimum wage according to the state law is going to go up 5 so that's where that 65 cents came from we know that we've got prop 206 on the city of tucson ballot for november 2nd and so if that passes the board of supervisors pretty much said that they're going to pass in pima county as well so that's going to move us on march 1st i believe it is either march 1st or april 1st to 13 an hour so we're going to have to assume that as well yes and like i said i have everybody i have planned for it to go to 1350 because there's nothing better than more than a dollar an hour raise you know i knew it was high but it allowed me that that flexibility for for the worst worst-case scenario so we pretty much know what the numbers are going to be yes because they're spelled out either in the ordinance or the law yes so thank you you're welcome i'll uh entertain a motion for you i've i've got some questions on the district financial report well yeah we can have a call okay all right entertain a motion please on the financial report i'll move to approve a second okay discussion um just some some very simple ones on that um i don't know if it would be helpful to put it up okay i've just got really two questions greg um in your budget revision number one total revenues and disregarding the the comments just made as far as what's happening going forward but um our projected revenues increased in from the original budget to revision number one right um but on the district financial report uh the the revenues showed seven million six hundred and five thousand and yet the the budget revision number one is seven million eight ninety eight is what's the reason that those don't match because i don't touch those revenue numbers like we've had you know those conversations in the past the revenue numbers are really irrelevant just because they the revenue is set it's step by statute so the revenue will equal what our budget an amount is okay i guess i understand that but when the public is looking at a financial statement and they see a certain budget item that is is different on a financial report than it is on the budget but wouldn't that raise a question for this report no because this is just an internal report that i that i offer you now when we present our annual report with our with our audit that has our audited financials that has the the the revenues and everything else included in it okay well i don't think it's just an internal report because it's in the agenda every month and available to the public for review so um second question go to the classroom psych fund okay but this has 0-1-0 for 0-1-0 that shows an expense of 21 what is that so when they consolidated classroom psych fund remember when we had that discussion the classroom cyclone is now all lumped into the original the originating fund of 0-1-0 so when that money came to the county it came to the county under fund 0-1-0 and then it was split 40-40-20 and then 11-12-13 so what this is is this is i have not taken any funds out of 13 12 and 11 and consolidated but you will do that yes so we won't see 11 12 15.

so that that's another big number uh i'm sure you've all read and heard and heard us talk about a statewide shortage of substitute teachers people who used to substitute teach didn't want to come in anymore for different reasons we couldn't cover as many classes with substitutes they had to be covered other ways not what you want to do but it did return a balance uh in the budget and that was 483 thousand dollars while we had hybrid and remote instruction and and what happened uh so those were those were budgets that were not used uh but on the other hand there were things uh that were used in quite a bit more you know just cleaning the schools all the touch surfaces everything that had to be done to make the school safe when kids did come back that are our custodial salaries and wages and not necessarily meaning extra people but it took longer to do we we spent 244 thousand dollars more than we had budgeted uh for a normal year for extra cleaning and custodial kinds of things but the big uh the big ad was technology you know sure we had quite a bit of chromebooks and we had help from the state and and from grants but that was not nearly the whole story teachers needed things in their classrooms so they could communicate with the kids whether it was little cameras or or things to set up microphones all that as well as more computers for them and for the staff remember everybody for a while was working uh remotely and we spent seven hundred thousand dollars uh to make that all happen uh our budget was 181 000.

you'll still see them on the report because there's funds there at the beginning of the year but they will eventually be drawn down to zero and thank you and all consolidated under fund 10. for the questions discussion okay mrs allen yes mrs heist yes mr australia approved mr hollery yes yes mr pastor thank you thank you you're welcome sir uh new business additional sponsor compensation for the art club okay so we are just asking for approval of the additional sponsor and compensation for art club and you see the rationale um that we have more students to serve and the outcome club sponsors stipend from 325 a quarter to 500 quarters based on the amount of time that the club meets quarterly so mrs marcy was approved by the board as the art club coordinator on august and her quarter salary amount at that time was approved at 325 so due to the increase in students in the club we'd like to increase the number of times they need which will also increase your salary to up to 500 based on the club step and guidelines that you received in the packet as well in the attachment we'd also like to add a second sponsor for the art club um to help service the additional students that are in the club and as a reminder the funds are in tax credit funds designated for art club so we are asking for approval thank you substitute coach request so we're asking to approve a list of teachers and who are willing to be substitute coaches in case of emergencies um that in the event that coaches have to be out for any length of time so that you already have them approved and ruined so it doesn't affect the students and their sports okay i'll move that we approve these substitute coach requests sorry a motion in a second how about some discussion i think that's a really good thing to do because our sports teams i don't know we have a lot of kids in our activities it's i'm really amazed at the percentage of middle school kids that are in there it's well over half isn't it yeah that's not three quarters are playing sports every every quarter so to be sure a coach is a big thing further discussion mrs allen yes mrs heist yes yes mr hillary yes you're mr mckinnon yes thank you 2021 annual financials so it's that time of year again it's october it means it's time for us the middle of our annual financial report um you have it in your attachments so a couple of highlights that i just wanted to go over on page 2 which is our expenditures page out of our mno account so some highlights that i kind of wanted to go over because i i i'm trying to anticipate some questions from them from our annual financial report so i was going to try and get those answered before they were actually asked on line four under general administration i'm sorry line three under instructional staff it shows that we went up 682.9 percent over the previous year okay so last the so the year fiscal year 20 we spent 12 567 this past year we spent 98 393 and the purpose behind that being we moved miss rico's salary when she went to an esi employee so that's where it had to be coded to so that's why there's that giant increase there um line four shows it going down 23.1 percent um we just didn't spend a whole lot in our purchase services that amount went way down we the year prior um yes the year prior we only spent two thousand two hundred forty five dollars there but we increased um or i'm sorry we decreased salaries and we also decreased our employee benefits that slides down to twenty 23 um line line 9 which is our food service line so what we did was we actually moved the employee's salary and benefits out of mno move them into food service but since we are required to subsidize food service we kept the employee insurance within that within that cost that's where we spent the 15 660 dollars that's why there's something under employee benefits and not within anything within salaries lines 10 11 and 12 those lines went down or 9 10 and 12 went down 74 and a half percent and 95.9 percent and a hundred this is because we did not have any um school sponsored activities we didn't have any athletics we didn't have any of our other instructional programs last year so there was no no spending done in those categories under the special education category line 20 went up 578 so in 2020 we spent 295 dollars last year we spent two thousand dollars the reason behind that is is we had to pay for our department of health services license for our preschool so that's a three-year license and that was a two thousand dollar cost so that's that's why that is there on page four this is our our capital expenditures um prior year on line three which we went down eighty point four percent we um we spent thirty four thousand nine hundred and eleven dollars there but last year we only spent six thousand eight hundred and thirty nine dollars that was the purchase of two dry erase room dividers that we made line five went down 86 it went down from 17 fourteen to two thousand three hundred fifty six and that was the purchase of uh golf cart batteries and some stuff from true value line six went up three hundred and ten percent um in 2020 we spent twenty thousand five hundred forty seven dollars last year we spent eighty four thousand two hundred fifty eight dollars and that was the purchase of the two vans and a used bus um line seven went down ninety eight point four percent the prior year we spent four thousand seven hundred sixty seven dollars last year we only spent seventy six dollars and that seventy six dollars was a microwave so gotta have that microwave now on pages five and six over on the far right hand side you'll see a column that has to deal with transfers now if you remember back in june when we had those discussions we talked about how the district was not balanced with the county treasurer's office this is me going ahead and making those those adjustments to our cache so that we can actually do balance so that's what you'll see in these other finding transfers in and the other you know transfers out so with that i think i've hit a lot of the high level stuff that maybe you would have picked up on but if there's anything else within the afr also i can't call it afr anymore anything within the annual financial report that you'd like to discuss i'd be more than happy to do so trust me i moved to approve the annual financial report a second okay um i actually didn't have questions that's okay thanks for the explanation uh page seven line eight this is all on debt service and i just need to understand this a little bit better okay um this shows our outstanding bond indebtedness and it shows that bonds retire during fiscal year 2021 in the amount of 248 which reduced our bonded indebtedness by that amount but on line 9 or page 9 line 28 that same amount is shown as interest expense yes now interest to me is different than a reduction in principle why are those described differently on those two different lines so within the afr they combine with it within your retirement of bonds they combine interest and principle okay and they're they fall under two different coding lines so that you can actually separate them out right now we are not paying any principal on our bonds everything that we are paying on our bonds is interest only we don't start paying principal until i want to say on on our 2012 bonds we actually start paying principal next year it was a 10 year but then why would an interest payment reduce the funded indebtedness because i don't have a good answer for you it's it's how their formulas put it in there together okay um then go to the summary page please summary page on debt service way at the bottom now go over to the right now this shows interest or debt service payments of 249 363 which is different than the interest payments on the previous page there was a formula correction that came out yesterday from the auditor general's office that takes care of this this is referencing cell f700 on the total expense page yes and that's not where it should be referencing that there was a correction in the formulas from the auditor general's office that came out i seen it i seen it yesterday i'm not sure what the actual date on the email was but i seen it yesterday when i was scrolling my emails before coming in this morning but there was a correction to the afr formulas so this is not right that could be off by a touch yes about a 22 000 touch i think so will we get to see this again well i think we need to see this again because the one thing that it says in ars 15-904 all due respect i never once saw the financial manager or the superintendent the governing board submits this that's what the law says the governing board approves and through you we submit it this is not correct so if i may offer maybe a solution to this we have we have a meeting that we need to schedule next monday friday monday it has to be approved by friday the 15th we have some personnel issues that we need to cover in a short meeting at the end of the week we could uh get a corrected bringing up them so it's uh correct at the time when is this meeting scheduled so greg is you're getting this form though from somebody else right yes it comes from the auditor general's office right because i went through i started going through the formulas and there's there's some problems they had what they're they have quite the list of formula problems that had to be corrected yeah the the excel spreadsheet has big issues but please remember though i had to submit this prior to us going out on break and those corrections didn't come out until sometime last week so the corrections came from the auditor general's office yes and they only give you a couple days yes yeah that's not cool though yeah that's the world of finance yeah so that would be my suggestion let's get that corrected and we will um so we can continue this item i believe it needs to be corrected so yeah what if you missed that date i know we've had this issue before it's it's an audit finding it it becomes an audit finding and then it's you can't miss it it's in law yeah it's a violation of arizona's statute so the 15th is friday is it not yes uh it has to be a particular time on the 15th or end of the day end of the meeting three or five just close the business so it's emailed it's uploaded it's it's just a quick upload so i think we should table this until friday have a meeting i don't know can we do it like three o'clock short meeting three o'clock or something on a friday yeah yeah and get these things corrected has to be 41.
