so there was a 520 000 uh increase overage uh what have you that um was unexpected and then uh lastly what i mentioned there um i think there's a little little symbolism our auditors were in uh last week thursday and friday uh they too had been remote a year before so they were coming back as we were coming back everything that had been virtual uh is now returning to normal so i mentioned that it went well no exceptions were noted or pointed out while they were here so that's um that's the the highlights of the report i i think i just closed by saying um it's really difficult uh to take away anything uh from this year that will help us i think build uh the next budget in a couple months it was such it really was a second year in a row of just um atypical just call it atypical as an understatement um it's just very uh unusual times uh but nevertheless the numbers are here in front of you there's a summary sheet we put together um looks uh says summary of budget i don't know kevin if you want to put that one up uh just so they can see i i think it's in your package there it is uh by some of the familiar uh line items you can see salaries benefits uh what's encumbered those are just purchase orders that haven't been paid yet the bills that may not have come in on june 30th are pretty typical and and on the next column to the right what we call the unencumbered balance uh that's the money that goes back and then we gave you a little more of a drill down on the next few pages so you can see uh some of the individual lines that make up that um i would point out we changed accounting systems in the middle of the year but so there may be some variations between lines um that maybe on a given a second try would be different but the total expenditures is locked in that's the the cash and the banking number same with the unencumbered balance of uh 2.8 million so happy to answer any questions or anything you might want to talk about any of the committee members have questions to john or kevin um i i just have one question richard um are we all paid up on our our bills i guess is what i want to know um for instance um school lunch comes to mind um are we are we current with that billing yes absolutely kathy so and john didn't get to speak to this one but i will ask him to do so we have a um literally check written to food services because we we had an outstanding balance because um because we didn't have the revenue that we typically would have coming in and i'll ask john to help with that but typically we we get revenue uh by by giving food to students and so because we didn't have the students in person we didn't create the revenue that we typically would create at the same time we continued to pay our food service workers so there was an outstanding balance that needed to be addressed so uh right now and this was i don't know if this was before sal left or right after i started but i do know what check was written to address that outstanding balance um but i'll let john speak to the specifics on it yeah and uh it was for 550 000 and it was uh encumbered against uh what i call the old year uh so that that is um pretty much closed and for the the reasons uh kevin mentioned uh one of the things that happens in in food services you don't you really don't make much money at your elementary schools um you make your money at the high school where kids are buying things and and when that's closed for half a year that's where a lot of the revenue was lost thank you i'd like to say is is just a summary uh i agree with your statement john this year as well as last year had been an unusual year and hopefully looking forward we get back to whatever normality or the new normality is but these large uh favorable unfortunately favorable variances we had are at least explained and and i i think that's an important issue because i always worry about people thinking when we have a large variance that there's something wrong with the budgeting etc or you're trying to inflate your budget and then come back next year and ask for more money but the last two years being the covered years i think that's a practical explanation where you would have large large variances particularly in these line numbers and for the reasons that that you would mentioned one thing i do want to ask and i like your write up and i compliment you on your summary right if i i enjoy that i like the summary but i know the pockets program you have in the accounting just prints this stuff out but if i were saying on what i'd like to see in terms of reports would be something with some more subtotals on it um so you could look into and drill down on on you know salaries and whether you have administrator salaries or teacher salaries you know you get more definitive with subtotals and than the grand total i don't know if this software allows you to do it but to the average person looking at a laundry list of numbers becomes very very tedious and very boring so you know i'm not sure whether your software allows you to to to do such a thing but it it does and um those subtotals would would help us uh just as much so uh it's something we want to see um at the end of last week for the first time we had uh tyler technologies that's the uh owner of the infinite visions of software uh they came in to see us i'm sorry um they came in to see us and uh they're gonna put a plan together for us um which gets at a lot of these things uh even the training was interrupted uh by coveting wasn't uh we're not where we we'd want to be um and uh financial reporting is is high on the list so i think um i think you'll see those get better uh each month that we go along right you know the more number friendly you make it to the the viewer the more interest you would get into it the more i think meaningful conversations and and and basically that conversations that you would have on it um i i do want to thank you because this is the first time i might be pre-jumping it now going into the reserves it's always been a mystery you know we hear the word reserves in the board and you know we're told that there's a legal requirement for the reserve for for self-insurance etc um but this is an excellent breakdown and i i tend to think annually to keep people abreast uh of of these these numbers these are big uh big numbers uh if you want to go through kevin wants to go through the rationale and the need for some of these and the totals would be appreciative but i do want to say this is the first time since i've been on the board that we were able to get such a concise figure as to really what is in our reserve and what it means on the city side and what it means to the board too in terms of the capability of using it when we should use it mr j thank you for setting us up for number two on the agenda and i'll i will re-share the screen now so the second item is city reserves i just want to make the committee aware john ed and i had an opportunity to meet face to face with dave st hilaire i believe it was two weeks ago now and it was a very good meeting number one it was an opportunity to introduce um ed and john two to two dave st hilaire that's number one uh in this but two i think it was also important to begin to speak to the rationale behind the reserves and that how that is has been set up over the years um and so we wanted to just make sure before frank left uh that we reiterated uh that conversation with dave which we did um john given his um vast experience and not only experience on the education side but also the municipal side um i think there was an immediate just kind of respect and admiration on both sides and so i you know all the more reason why i'm continuing to appreciate john's john johns um john uh joining us here um the city reserves um peace is um [Music] an interesting dynamic for us as a district um and unique situation that has been established here in danbury that as i was understanding from frank and john is a little different from what other districts have set up more importantly we have put monies in certain areas insurance special ed special education technology really as kind of rainy day funds for the district this this has been in practice of ours not just last year um in this year but years prior as well and so you're going to see number one a fund balance for the 2021 school year i'm sorry you're going to see a fund balance for the 1920 school year um you already see you've already seen a surplus of 2.8 for the 2021 school year but you're also going to learn um that there are additional reserves in our in our fund balance and um john i've asked john because john and i we've been talking quite a bit about this some of the rationale behind it and there is a rationale behind it and that and it's kind of best practice associated with it as well so john i will fast forward to that page so the committee can see it i mean whatever else is watching please close your eyes while i am fast forwarding to that page thank you for the compliment but you you must be talking about somebody else we're happy you're here john so um and this uh this chart is an excerpt right from something uh david st hilaire uh created himself so i'd like to uh just walk you through it briefly um at the very top line 2.443 million that was the unincumbent balance a year ago uh you heard us talk about 2.8 um that's not official yet that's nowhere on this page if nothing else changed it would add to the total but it has to be audited first so um last year when they uh all the books were counted there were 2.443 and they they put it into four different reserves now a reserve is uh a name for an item on your the town's balance sheet you know the school board doesn't have a balance sheet there's only one and that's for the city i mean for the city so um in in smart finance boards do this at the end of the year but here they took uh 531 000 and put that into reserve for health insurance claims at the recommended level you know we use a consultant gallagher to help us decide how high we should raise the premiums for the next year and that's based on how much money is there to pay claims if there's a lot of money you they may recommend not raising the premiums you know the employees pay the premiums part of them uh or if uh the reserves are getting low then the premiums would go up but they you know they're experts in this and they um make recommendations so that that was uh one of the things uh that the money went to uh then uh probably the most uh interesting one and the most flexible one to you as a board is that second piece nine hundred and eleven thousand uh is a contingency fund which they're saying is for unplanned expenditures are related to board of ed operations it's that that clear it's there's no more uh definition than what's there this these again were written uh by david these are his explanations uh then uh you heard kevin mentioned the third one five hundred thousand dollars for unanticipated fluctuations in special ed placement services those are those out of district placements that are very difficult to predict they can come at any time of the year long after your budget's put in place and and some of them can be quite costly so uh this is a very smart move i think is to set some money aside from those with if you haven't um they can really be difficult uh to deal with and then finally uh there's a another five hundred thousand dollars for what they describe as technology initiatives uh including software hardware training infrastructure and they leave it generally initiatives i i guess that's uh to us and them to decide uh but that's a pretty um encouraging word uh for using uh the amount and then so there's your your your surplus from last year and then below that is what was already there what was added to um and you can see the um the first two really relate to not really they relate to health insurance there's a 2.1 million for the ibnr fund that's a separate carve out and then there's uh 4.6 million that was set aside for claims you know because claims there could be things that happen april may june they take a while uh they might be being adjudicated and you it really takes some time before you see all of those medical expenses come in so they're they're saying these were claims that were incurred during the year but we haven't seen them yet let's set that aside if you read the whole email it said that the town the city had not received support for this number they do have support now i checked with gallagher this afternoon they sent me a copy the email they had sent david which spells out all the numbers i'd be glad to share with the committee tomorrow by email it's it's kind of technical but there's no reason you can't see it or look at it if if you want to um so so those are the big reserves for hel health insurance those those two big ones there and then there's a workers comp reserve you know if there are uh injuries on the job uh we uh we are insured against those that were insured to pay most of the claims but uh there can be um extraordinary claims and different things that happen above what we're insured so here they're setting some money and sometimes those end up in litigation in front of the workers comp commission and we could be ordered to pay something that our insurance company disagreed with we disagreed with but uh becomes an in order so they've put some money on their balance sheet just in case those things happen and you um the organization our size uh there usually are things going on that's not anything uh unusual to with 1800 uh and some odd employees and then finally uh there's forty thousand dollars there called a lap reserve um you know educators are famous for their acronyms uh lap stands for liability and uh property why they call it lap i don't know but um those would be the the typical kind of um if they are typical lawsuits and slip and falls and things like that that happen uh over the course of the year that that aren't workers comp that aren't health insurance but um you could end up with um some type of judgment uh against us so so when you add them all up uh it's just under 10 million dollars most comes from health insurance and there should be another 2.8 million if our projections hold that would be looked at and and what the way it uh the timing of setting them up is uh generally it's one of the last things that a finance director like david does or or city accountants before they close the books and and throw the key away it's um the reserves are set up the auditors sign off and then uh the annual report is prepared so that's uh those are the reserves and and i i just uh echo what kevin said um we simply asked for them and and they gave them to us it wasn't no hesitation at all so good to see and thank you so much for that breakdown sure any committee members have any questions on this john let me ask you something um i just want to qualify and kevin my statement when i said we had my reference to never seeing the reserves or the first time i've seen it would be a year-to-date reserve we were informed of the reserves uh basically the 6 30 20 but we did discuss the the 2.4 million and how it was allocated so i just wanted to make that that was clear it's just that the recap we had on an ongoing basis what's in there on a year or date was never really uh put forth in such a manner and i think it's important the the 4.6 million dollars um that you said is is part of an insurance calculation where the city has the information on that is that correct yes um it actually comes from uh gallagher that's okay they make a recommendation and um they they recommend the level the the thing that happens uh they make recommendations in may and then it might just change a little bit uh because at that time they only have claims paid through april for still two months to go but it's very close okay the my next question is of the 10 million dollars in reserves or what is is a restrictive is is the combination of the the the dollars put aside for the health insurance solely restricted to to be used against the health insurance or just let me leave it at that question if you get the ur well i think uh the second and third health insurance ones the 2.1 and the 4.6 um that that is uh recommended by our actuary to pay our expenses so i think it's um it's really kind of foolish to try and disagree with them on those however the initial health insurance one there the 531 000 uh that looks to be administratively determined that did not come from a gallagher recommendation so that could be talked about in a worse case but i think that that would be my last choice uh the others though uh very much so um i i should have pointed out the last line in that memorandum or that schedule it just says the board of ed must submit a request to the mayor or department of finance to use these funds with supporting documentation um i i think that's pretty good it's not overly restrictive it leaves room for depending on the situation and how we describe it or forecast it or that kind of thing so that 900 11 000 there that looks very much under your purview uh by letter um i think uh further i think the the special ed is something that if we felt our special education tuitions were going to be manageable i don't think we should hesitate to ask for that to be used for different purpose and same with technology you know maybe we were to uh be blessed with a lot of new grants that could pay for things but those those three things are really school operating budgets uh and you have the final say in how your operating budget is spent the fact that it's you know something's been set up on the city balance sheet uh doesn't take that away um and then also the um the way they've the last two there the workers comp those are board of ed employees uh and they're calling a board of ed lap reserve and those are expenses also in our operating budget so i think all of those i i think are uh you know available if the situation uh warranted um and particularly the uh the first couple i mentioned another question in a normal course of events in the non-hectic years we've experienced last year with the entries for the the reserves regardless which one it is be made prior to the the closing of the books or would it be so your final number would be a net number and and and not a uh an estimate and yeah without a a large balanced life like this where you're then footnoting or by some memorandum indicating what you want done with it when uh when kevin and eddie and i were over there one of the things david said was that all of these he might have even called him recommendations of his go to the city council i took away i had the impression that they approved them voted on whatever uh in a formal session and that's that's pretty typical on things this size uh finance director most likely wouldn't do it on his own uh without some type of uh reporting out i i didn't go back to check to see if it was what you know there's a vote or something but but they would be final numbers to answer your question i mean on our side prior to us closing the book so when you do the final that they would right yeah because that that number at the top the 2.443 that's the difference between your budget and your expenditures and that's what the auditors are were doing yesterday last week okay well thank you very much and this is very helpful you know as i said i think it's a good it's good to have it it's certainly using the word of transparency and at least everybody knows what's available to us for you know for the specific reasons so i i thank you again for that it's quite informative thank you thank you mr j i don't know if there are any more questions on the city reserves no i don't see any so mr j i'm i've also asked john um and um eddie uh of course to join us this evening um but two just to just kind of speak to the first couple of weeks um being here new in the district and what they have learned i i think this board has probably heard a lot more than they've ever cared to know about tyler and tyler implementation um happy to report that john comes from a district where they had to um incorporate tyler and lead the train he led the transition in his previous district um and him and ed have um already began to get a really good handle on the work and and able to support staff needs here in the district but i'd like for the two of them to just kind of share with this first i don't even think it's been a full month yet um but but how things have been uh coming on board hey ed would you like to go first on this yeah yeah um good evening everyone thanks again um kevin john and the committee um just to touch base and i'll be quick because um you know this is week four we're beginning week four uh um and it's uh it's been very i have to admit i i appreciate everything i appreciate the the process um working with john and kevin and frank um in the city you know i personally have learned a lot and you know the 15 days of work business days or 60 including today but um we've gone through as uh john mentioned the audit report last the auditors were here last week um frank uploaded a lot of documents he uh he trained me on it we uploaded a few more um the beginning of last week right before he left um so there hasn't been anything fingers crossed you know we are receiving more information as of today um and we're providing that information with the team um uh the team is you know we're going through the contracts the lease agreements something we're looking at right now to see how we can better utilize the the funding for the district and see what other options we may have um as john did mention um tyler did come in our he was like a project manager uh to create a training slash plan for us a session plan and then beginning i thought tomorrow we'll have someone from phoenix because as you know as um we went from one system to the end to another system right in the middle so we need um there's certain reports we need on both sides so we have someone from phoenix coming to uh kind of give us the um what how we can pull those report into tyler and get everything together um and then one big thing that i'm currently focusing on is our grants as you guys are well aware um not just ester grants but there's a lot of other grants alliance you know um title one two three um we have 21 21st century um there's a lot and um so we're seeing making sure we get to utilize as much of that as possible as you all are aware there are guidelines to them so we can't just plug them in anywhere um and that is it for my little updates and what i have learned and i'm it's i'm enjoying it very much i have to admit so thank you welcome aboard ed thank you i might just add to what ed said um a couple things um a preview of coming attractions um at our next board meeting the the second one of the month uh we're gonna be back up on the monthly schedule of reporting to you meaning we'll have a financial report uh through uh september 30th and then each month we'll be reporting on that and um just as important we're going to begin to report um more comprehensively on the grants and the spending on the grants i wanted to have that done tonight unfortunately with all that was has been going on it was just hard to get to but um it would be a almost uh the same kind of report we'll show the grants with subtotals by grant um what's been spent what's left that kind of thing we just didn't have that information in this system to give to you but it it's on the way great thank you john thank you if i can kevin um and john and eduardo i'd like just to make a suggestion or recommendations to you for things in the future you can consider one of them i think is very important is to have a schedule of the financial reports as to when you plan to to to have them but we all know we get the financial reports and they basically include the the the operations and and and the grants uh on the reporting sometimes it's helpful if you have a summary like if you look at the prior reports on the top which just show a month year or date the budget amount total expenditure and the balance so you have a feel for what's left and you can basically determine in total you know how things are going the other thing to me i always found was very important and iffy we have what's called enterprise funds and you know some we know some we don't when in the course of your learning curve you come across all of them you know again it would be good to make a list and and report on on those funds periodically uh the one that we would normally get a report on maybe once a year would be the rental the building and rental fund i know in the last couple years it's been enacted because of cobit but i think if we have a schedule of reports it would eliminate the emails back and forth that would uh you know say what is this and and things like that um my last thought would be from the public's point of view always thinks that the board is coming today i'm asking for money and and and yes we need money because we you know the expenses are there and costs go up you know one year over the other but they don't realize what the board does in savings and i think that's very important it might be good that there'd be some sort of a list that you and kevin come up with there's potential savings that you could look at and again i know you're just on board but in the course of the next 10 years you know there's it's sort of a check off list that's the things to get to because i think the public has to be aware of the savings that we incurred during the course of the year that we don't really expand upon or tell they just look at the net number as to you know what the the the overall money is that we need they don't necessarily know what we do to maneuver and save some funds so it's a matter of you know continually looking for efficiency and savings as a matter of boasting and saying hey we're not here we're basically here to spend your money wisely you know put it that way um and uh i tend to think that that's it i'm sorry i'm not going to be with you guys uh it'll probably make you meetings in the future a lot shorter because i seem to do all the talking um but i do want to wish you all and that goes to kevin too good luck you know my position is this is your ball game take the good improve on it chuck the bad and and run with it uh and it's you know for the short time it's been a pleasure to know you and okay it goes to the same with the committee members so with that if there are no other questions um i'll take a vote to [Music] to end the meeting does anybody have any other questions nope okay yep thank you thank you for the word kathy thank you kate all right i thank you very much uh everybody it was a very good productive meeting and good luck to everybody thank you very much rich we certainly appreciate your leadership here thanks thank you thank you thank you have a good evening everyone thank you you do thank you john and david thank you thank you rich

it's got to be after 11 for me so i have a i have an 11 and i have a one got a two hour window now how about everybody else um i can't i can't do anything until at least three 1101 and a three but i mean i i'd really like to see us get these before a board meeting this i'd like to see a study session on this so all those items because when i see a 300 increase in something it does catch my eye and causes me to start going down the rabbit hole and looking for things let's say what's thursday look like is a calling possible um can i offer a suggestion sure and i i will just put this out there because this is an option there is a form 904 that i can submit as an amended afr so if you were to approve tonight i could bring you the amended one at whatever meeting you'd want that would have these corrections and i would just have to file a form 904 with the state and upload an amended afr and that way we still meet our deadline we would be approving it as they sent it it is their form for their errors that's not quite how it works though i mean they've corrected the errors and submitted it to us we just didn't get to it i think we have an opportunity to make it right let's make it right yeah yeah i was just throwing that out there as an option i can call in on friday after 10 and before no that's thursday that's what's everybody else look like on thursday 10 20 10 30 and two on thursday thursday okay good that's guys i'm out on thursday i could i could do something in the morning before noon okay well every one of us has an issue with one of the dates so we're gonna have to do something here eleven eleven o'clock thursday we're gonna make the call-in possible for anybody that would like to do so okay does that work we do that 11 a.m we will have corrected anything that any uh changes of the camp that we've had in yes so with the request for study session we will start our meeting go into study session and then come back i think the study session is already over we my suggestion for a study session would have been sometime at the end of september when we would have gone over and looked at this and maybe have picked up on these errors i mean i'm fairly confident you would have caught me but some of them came in last week right yeah the the formula correction so they came in left we can't change it until they do right the formulas correct we can identify them it's other school districts that have found the for the theaters and they submit them and that's how you catch these um but you know there's hiring items correct right being that we approved that you approved the personnel for the positions that were approved at the prior board meeting they were internal that's causing a domino effect so now we have to interview other people and hire before we can release these current employees into their new positions and so we'll know that by you'll know that by thursday who those people are mr nathan will be doing interviews um that give you enough time i'll give it my best shot so we'll have to post in the morning and then do interviews we'll schedule wednesday to do interviews so yeah because we could we can't post the positions till tomorrow after today's approval agenda okay okay fair enough next month we got just addressed a couple more questions on this certainly uh last year's audit projected that we would have 496 000 of interest payments for fiscal year 2021 and we only spent three half of that why so the interest on the bonds and everything else goes straight through the county the county collects the taxes on that we don't even we don't even pay that so they send us so the county sends us a journal of what revenue they've received and we journaled that in on our side and then when they when they make a payment they send that to us saying this is how much have we paid on your on your interest or your principal or anything else why would it be half well what the auditor said it should be for this year i i don't have an answer for that okay uh lastly and go back to the summary page if you would please i just want to make sure i understand these numbers again on the summary page if you go all the way to the bottom it's unfortunate there there's no totals for each one of these columns but i told and if i'm if i'm understanding this correctly the beginning fund balance total is about a million 370.

the revenues are 9 million seven that the net other there is a negative 133 000 so so the total of beginning fund balance plus net revenues is is about 10 million 904. we had 7 million 871 in expenditures those are the actual expenditures with an ending fund balance of 2 million 406. now is that telling me that we started this year in essence with a bank account of 2 million 400 000 carried over from last year okay so what you're seeing in this is every single fund that we carry right okay and from the point of from line 33 food service all the way down to line 53 which is the impact day those are all cash controlled accounts so that is all cash and everything else that we would have had within those funds prior okay okay so within that is things like tax credit donations you know i can say that we're gonna get forty thousand dollars in tax credits you know i can you know project that but we could get 87 000 we could get 90 000 and then this year we ended up getting six okay craig i understand that my point is is that a beginning fund balance to me means we have that yes and then we added revenues to it yes and then we took off expenses yes and when you just plus plus minus those those three columns it comes up to an ending fund balance of two million four hundred and six thousand dollars now that tells me that that going into this year we had that yes so two point two and a half million dollars we had before we even get revenue for this year yes they also remember these are all these are all individual funds these are all the individual things you know you've got your mno fund which is the very first one on there but you can spend on just about anything then you've got things like tax credits but it's still two million dollars yes it's still still two million dollars but it's all a lot of it is tied up with it could there's all these specific things it could be committed i i understand that but we're starting the year with two and a half million dollars of resources granted some of it's committed in certain funds um before even the revenue like within food service you know we started off with 177 000 within our food service account right you know i can only spend that money on food service related items so if i wanted to buy a new walk-in freezer for a hundred thousand dollars that's how we would pay for that i understand okay i i just well i shouldn't but i couldn't pay to to fix a bus out of that that's it's not allowed so within extracurricular tax credits i yeah that i understand but given what you you preliminary report of what the impact of these changes in the aggregate limit has nothing to do with our cash control account this is what is dealing with our m o fund our classroom cycle oh okay but you know that's all that that that that all right go up to uh go up to the non-cash amounts then those are those are totaled they're they're right there it's line uh 18 which is the mno operation so this is telling me that there's uh 558 000 of ending balance in the mmo account yes that rolled over to this year okay so that's that rolled into that that's that's the money that we have that we can use yes that's gotta have an impact on this on the projected 846 thousand dollar reduction in our budgeted revenues it will happen okay i'm just i'm just saying we're not necessarily looking at eight hundred and forty six thousand dollars that we gotta find somewhere in reduced expenses no okay no all right no that's why when i was having that discussion um right now we still have 1.2 million dollars that is non not committed thank you and with that reduction of 846 000 that would still leave us with 425 000 of uncommitted funds that answers my question thank you any further questions before we move on not a question just a comment again i think this is something that because the president of the board signs off on and we are the ones that are actually responsible for this i think that if we could get this in september and have a study session with each one of those footnoted and a discussion of what each one of those increases or decreases is that that might help us you know take 30 minutes to try and uh commit a seven million dollar budget and i have no problems with that but i just want to let you know that the latest the the the forms that this is built off of came from the auditor general's office on september 27th okay so but it's a plug and chug for you it is it is it's a plug and chuck it is the formulas are all built in you start with a number and it just starts populating so and i i can see where it's downloading uh from your your uh your database as well yes so i see all that i get what it's doing okay thank you okay on tv order for jmac electrical so we received three bids for the electrical award on the basketball hoop that we had approved at our previous board meeting um we are not going with the lowest bid on this because their scope of work was not clearly defined so we are going with our next lowest bid which was to jmac it'll 1285 to run the electrical from one side and eighty be of the gym to the other in order for us to operate the uh the winches so i'm bringing that to your approvals tonight bylaw changes and vote authorization this is a discussion yes so we've attached the information and you do have the current file with the strikeouts and the additions that are being proposed we wanted to have you discuss it now so that we could come up with the decision in november so that monika can vote for us by december 13th by the deadline questions discussion [Music] you need a motion no this is so this is the first read yes well i'll i'll make a couple of comments on this and probably get more specific uh next month um this bylaw amendment concerns me to me it's a continuation of what i deem to be an absolute obsession with race by the arizona school board association this school board association spends far more time stressing the importance of race equity than it does on stressing and looking for ways to improve the academic performance and progress of our kids there's really nothing in this amendment to me that it's inclusive it divides people further completely on the basis of the color of their skin it essentially says that only african americans can represent african americans properly only native americans can represent native americans only hispanics can represent hispanics no that's that's not why excuse me um and i think that that's not it's nothing further from the truth if that's the case why are we not also recommending that we have an agency in the world why not a pacific islander seat are these not worthy uh racial and ethnic groups to have representation if that's what this means i think we need to stop this and tell the arizona school board association that this is not what we want to do i i think the the purpose of these is just to make sure that people of these different races and ethnicities have a voice because they have been left out for so long without a voice and it really the only changes here is just modernizing the language which has been a trend not just with arizona school boards association but across the country um i know there was a big push several years ago to get rid of the term orientals and a lot of um bylaws and things like this and it's just it's just some modernization it doesn't navajo county has already elected a native american to represent its county maricopa and yuma counties have elected hispanics there may be more uh the five member executive board has won us hispanic one native american and the executive director is african-american i think there's plenty of representation from various ethnic groups well i don't see this as a semantic issue this is this isn't about modernizing language this is about instead of the hispanic and native american caucus alternating months on the board we're going to add a hispanic and a native american so this is a change in the makeup of the board it's not about semantics why shouldn't the why shouldn't the hispanics the native americans get their own caucus why should why should it be combined are there not well that's that's the purpose of this that's the purpose of this bylaw change if you read all of the the um right i just i don't understand what why why it's like why should i care i don't understand why i care i don't care if they do this it doesn't affect me if it makes sure that more of my peers have a better voice than fine it doesn't affect me i don't feel threatened at all by it and i don't i haven't heard anything to make me understand why i should care thank you board school events quite a bit going on let's see where are we going birthday books on 18 spaghetti dinner 20th halloween dance on the 29th don't miss that moments trick-or-treat auction as well we'll be back here on the ninth okay thank you governing boards superintendent rico last year or two years ago or three years ago or whenever the kids did something for veterans day and i don't exactly remember what it was but it was cool yes what was it so we did have where we invite the veterans association here in green valley they came in on their motorcycles we had kids seems like that was it that was it are we are you doing that again so i believe that we are so we but we will get back to you all right i know that we always do something and it's usually sponsored by our builders club students absolutely that's pretty sure that they're on it it was out in the middle of the right the campaign field yeah so we definitely will do something okay okay okay miss kaiser give me more um well i i have a request and my request is when i come here i come down i'm not even sure what the name of the road is i think it's campbell and there are so many new homes going in and you know that's always with mixed emotion but from a school board perspective i have a feeling that a whole bunch of kids are going to move in there and that we need to be ready for that and i don't feel that we're doing any planning and having just completed about a five-year build of the jtag innovation high school and going to the ribbon cutting on friday which was so exciting i want to go back to high school and i want to take the drone program um but at the ribbon cutting we began fundraising for the next campus because the enrollment is so big we're at 17 000 students we're projecting like 22.

and so i would just like to see us start to do some of that data collection and start making some projections uh as we move forward so that's that's my thing if you get to go if you get a chance to go to the jted what they are doing is nothing short of amazing and i just want to talk about one kid who is a presidential award winner at his high school he extended his graduation so that he could get three certificates from jted one in engineering one in drone technology and one in construction because he knows he's going to have to pay his way through college and so he knew he had to be able to do it just talking to him was and this kid is a presidential honors winner it was um it was it was really interesting and then the culinary program was pretty fabulous so that's my request i just had a question uh what what did we do on civic state we ended up and we was put in her report last month where we did have the students did lessons that were provided by the state for us to do the specific date was after our meeting right so she did allude to it in her presentation that she was doing but i'll have her highlight next month on okay applications that were actually completed thank you i've got a couple things unfortunately that they're sad things but miss cuevas lost her mother-in-law correct so uh thoughts and prayers for mrs cuevas and some of you may know bill mcnary outstanding person and he was a school board member for umpteen year i don't know many years i believe his wife passed away now correct that was about a week and a half ago so thoughts and prayers of themselves and we did send a plant to mr mcnary on behalf of the staff great so just uh keep them in your thoughts if you would so would recess to sign some documents yes sir we will recess to sign documents thank you

just as a reminder if you would like to make a comment please call 877-852-5247 or zero 888-788-009 nine and enter the following meeting id number nine seven four six one seven four nine four one two so it was just another moment to see if anyone's calling in i'll note that there were no e-comments received for the meeting um so no other communications okay there are no callers all right thank you so now on to regular business this is agenda item dr21-001 located at 212 miller avenue the petitioner proposes to construct a four to five story eight unit residential building with units that vary in size from approximately 950 square feet to about 2300 square feet the base level is proposed to include parking garages for each unit the next three floors will include residential units the top level includes penthouse space for the top two residential units the existing brick home and the property is proposed to be removed vehicular and pedestrian access to the building is proposed to be from miller road the site is zone d2 which is downtown interface and is in the kerrytown character overlay um would you like to make a staff report first um dick i think you summarized pretty much um everything that i would say uh as you had indicated um the building it provides ground level parking but the next three floors would be residential and there are um two um uh penthouse um spaces uh um above the fourth floor okay thank you and i see carol huder the project arctic and tom and developer here so i would like to hand it over to you two and and walk us through the project um okay welcome um i don't do these often so excuse me if i'm if i move too fast and things like that um 212 miller is a planet lot in the city of ann arbor it's a standard plant size of 66 foot wide 132 feet deep as was noticed in the t2 zoning district and that's why we're here today um the developer is proposing to put a three-story building on the property the property grade falls east to west about six feet on the street and from the southeast corner to the northwest corner about eight or nine feet and that is going to allow us to come in in on the west side of the basement and have eight garages one for each of the eight units that are being proposed where the parking is double stacked in the garage two of the garages enter directly by stairs into the first floor units above the other six garages have elevators in them that allow people to go up to the middle first floor unit the three second floor units and the two third floor units uh the third floor has a mezzanine in it there's not a penthouse it's a mezzanine so i want to get the language correct um so that's the floor plan the base building size is 39 feet wide by 116 feet long it sets back the base building sets back 20 feet from the 309 north ashley building directly to the east which is five stories high and directly to the uh west it sets back up five to seven feet from that property line and that lot directly to the west which is on the corner is the parking for the apartment building that's across the street on miller okay may i interject real quickly is it possible carl for you to share drawings in the meeting so anyone participating can actually see and you can point to what you're illustrating um otherwise we're all just using it it's only verbal it's a little hard to kind of oh right well i i had a camera set up to do that but it's not functioning so i i i'm sorry is it possible for kristen to show the drawings from our packet kristen yeah she's working on it i think oh i'm just yes i can um i can pull up the design plan we can't get that phone on the zoom no because it only gives me the digits and i need and alpha also all right i don't know how to do it okay okay well the the iphone that we're going to use for a camera just will not we don't have enough information to bring it into the meeting so i i think kristen's going to be able to pull him up here carl let's give her a second all right um i'll just keep going on uh the okay what floor plan where do we want to go folks let's start with the site plan i think that's one of the initial drives okay this is the basement garage plan you see the 66 by 132 foot property line and the the basement level parks right up against the east side of the property and then it's about 19 feet off the west side of the property there's a column line and the building wall above the west wall which is at the top of your sheet the west wall curves across that elevation the next sheet please other direction kristen there you go okay so this is the site plan uh the up on the upper left-hand side is the access to the garage below uh you see these are the first floor or three units and um we have a landscaped entry courtyard for the main building wall is 20 feet from the property line and the furthest elevator shaft closest to the property line is about 14 foot 4 inches away you walk up to that level or there's a barrier free a handicap ramp going up to that level and it's landscaped and from that level you can enter uh each of the units for the second and third floor you enter a foyer then either get in an elevator or go up the stairs to the your unit on the second or third floor the first floor units 101 and 103 have exterior patios that will have a wood fence around them and then we'll have plantings in the landscaped area it'll have pavers uh you see the front we have stepped or terraced landscape areas going down to the sidewalk level and let's go second floor is three as three units and the third floor is the two units and then there's a mezzanine level uh the stairway continues up to that mezzanine level all right let's just stay here so uh the exterior elevations uh we have three basic materials uh as we're looking at this drawing the uh three quarters of the front is made up of a uh a rough textured brick uh and we're working all with lighter colors here i'm not using anything dark except for the window frames will be a dark charcoal or graphite color um then to the right the stair and elevator shafts are going to be covered with a light or white nichiwa panel product and then as we go to the left let's go down to the next elevation okay on the east elevation there's three planes of the rougher brick out in front of them is a smoother white nichiwa product each of the entry roofs will have a copper or a lexan clear roof over it those documents are included in your packet showing what they are the upper mezzanine area part of it is a clearer story and part of it is the mezzanine level and that up there will be covered with the tops of those roofs in that area there were covered in metal and that metal will go around as the coping around the roofs next elevation although the rear the the windows are fire rated they have glass block on them and the rear is mostly the rusticated brick but but now we're heading um around to the west elevation just a second can you turn down the value thank you all right uh now we're heading around to the west elevation next drawing okay um and this is the curved wall plane it's facing west uh and uh right now we're looking at covering this with either a light gray thin brick or a light gray nichiwa product and not doing the metal below the three floors are the garage doors the planning areas to your right you see and the foundation exposed will be sandblasted concrete we're setting this up to have either nine or ten foot ceilings in the units depending on what spaces they're in the building has a height i believe a total height of around 48 49 feet including the mezzanine on the top the stair towers that project up into the mezzanine level also hide the mechanical unit's review next drawing and there's a perspective sketch from the street do i have a camera we we do have a model um this is the existing building that's coming down it's not a historic building uh you can the 309 building the five-story 309 building this is looking for main street back down as we're dropping downhill next these are all just neighbor characters there's there's existing residential houses that are either still being used for residential uses converted to offices and the neighborhoods transitioning keep going more sort of kitty car across the street is a very large and ashley parking structure which will also provide additional parking for people coming to visit the site around the corner there's a building i worked on 40 years ago it's still there and there's another residential tower keep going um this is the building the gray line building on the corner uh this is across the street from the 309 ashley building this is the apartment complex that has the parking lot across the street that's on the west side of 212 miller okay we we have the iphone in the meeting but it's not letting us turn the camera on so we're trying uh this is down the hill the miller uh building right behind it is the end of a railroad track which makes this long curve through the city of ann arbor which the building that we're doing is sort of reflecting that curve facing the railroad and then beyond that is a residential next this is just character another a building in the neighborhood bill can talk these are uh recently uh developed condominium buildings in the area this one's sort of on the opposite corner of where the 212 miller building on that block there's two you're looking at two recently built condo buildings there next this building is is now under construction it's down where jcpl used to be or is and burke forest products at the end of the kingsley street next and then we're just going over facade materials the base of the building is going to be sand blasted concrete next uh a rusticated brick and a light color uh on the south east and north elevations and then on the west elevation either a light colored gray brick or a larger light colored gray nichiwa product next and one of these nietzsche products are what we're looking at next uh at one time we're considering using metal on the building but there was a lot of pushback on that so next we have black window frames as a picture above shows we'll have wood screens around the front and rear first floor patio spaces our front doors will be kind of like what you're seeing in six next uh seven either the copper roof over the doors or a um polycarbonate and metal uh curved unit over the entry doors and the balconies will be metal as you see above in the garage doors will be similar to the one below with window units in it okay that your phone is a participant that it might be that you have to turn the audio on of course okay so we it looks like we we do we have a model of we can go around the model if you want you can see the top the mezzanine area this is the west elevation all right there we go this is the west elevation going around the front of this building this it's a street view coming up into the courtyard and then down the courtyard the west elevation as you can see has a curve on the front of the this is really difficult showing the balconies the curve on the front of the building on the west side is a 600 foot radius which is a reference means that in 36 inches the curve is about three thirty seconds of an inch i think that's it um i see mr fitzsimmons is on do you have anything you would like to add before we go in the comments tom uh sure can you hear me yes yeah just uh a couple final statements uh one is um the the program for this building um or the initial design concept uh was um to build a a pedestrian courtyard between uh sort of this building as it goes up above some of the parking and next to the building i'm currently developing at the corner at 309 north ashley to create as much separation between the two buildings as possible um so we got parking basically underground a pedestrian courtyard above we'll have plantings on the pedestrian courtyard between the two buildings we've done a very similar sort of program in a development at 414 north main which we i still call the old greek church site as well as 121 kingsley west where we we have a two building program with parked underneath in a pedestrian courtyard above and so while this is two separate developments we're sort of mimicking that again to get separation get some green space between the two buildings uh and having the smaller building on the west side uh try and minimize any any impact of shading on the existing building that we're doing so that was really just my initial concept coming to this and then obviously working with carl we've developed it from there that's it thank you thank you both um comments who would like to start us out i have a simple one uh carl i'm not i'm not familiar with the nichiwa product i see what it looks like what is it is it metal is it a composite but what is nichiwa it's a composite it's uh typically it's a panel that's 18 inches by 48 inches a half inch or 5 8 of an inch thick it has a like a fused uh finish to the outside of it and it's it's a composite i don't know exactly what all the materials are inside of it um but it's on tom correct me it's on 309 right correct we used it on our 410 first project and at 309 north ashley it comes in a multitude of colors finishes anything from a high gloss metal look to a more subdued textured panel it's it's a commercial based product it's completely pre-finished not anything that we finish on site uh again we've been pretty happy with it both on um on sourcing and and the installers that we've used and um we like its flexibility it's color options um so yeah that's what that's what it is thanks thank you i had a couple questions about the site yep um if we look at the basement plan um i was wondering what the if any transition or separation you have to the west um i know there's a parking lot there now i know that you drive down into your garage level a little bit so are you level with that or are you above or below it no there's about a four foot grade differential and that'll be done with a um a a unit uh concrete masonry stacked landscape wall okay and there's no screening requirements because well this is a residential use and that is apparently zoned the same as this one i believe they're both d2 zoned yes then on the first floor i noticed that in your section you show a drop from the 309 ashley building to your plaza is that a retaining wall that 309 will build and what will it look like from the residential plaza site so 309 has an existing concrete foundation wall there and so we're going to strip that back and sand blast it as part and so it's relevant with the other sandblasted walls we have on the site so their foundation wall becomes the wall of that courtyard and it's it looks like it's four or five feet above the plaza um we're coming up onto our courtyard plaza and that's mitigating the height i'm not tom knows he's intimately involved in 309 so it's it's it's i don't think it's six feet i think it's more like four or five feet correct what's the f what's the question the the differential engraved from the 212 courtyard plaza level up to the first floor of 309.

all right we'll call this meeting to order and we'll start by uh pledge of allegiance which i will lead in myself can everyone stand please um i just do a roll call of the board we have a quorum here present but jennifer brimhall is taking care of her responsibilities with her soccer team and she is participating with us on on a phone line remotely so we'll begin with uh recognition dr wright you want to take over absolutely uh we want to i'm going to turn time over to ryan grace to talk about it this uh project that occurred the awnings that occurred and were installed at the elementary school mr grace can you bring us up to speed with that and rachel and her efforts and our guests brad you want to help me out all right so before i got here there was a a push by one of our teachers miss rachel cottales you should teach the second grade and she is here today um to add we had one awning on the south side of our building that we were able to put essentially kindergarteners under fraud to keep them out of the sun to keep them out of the snow or the rain that kind of thing everybody else just was on the on the sidewalk and with very little shade and it got hot um and so this year with with the help of our friends at lowe's and walmart we were able to add four more awnings on the south side of the building so now that line stretches almost the entire length of the building we're able to fit every student at student pickup under the awnings provides a ton of shade we were [Music] incredibly grateful for the football team coach hathcock and about what you say 15 15 to 20 of his football players came and we spent saturday and put up those awnings and then maintenance came and bolted him to the ground and so i'll let brad go ahead and and uh honor our guests so the neat thing was the neat thing was is miss carlesi had a vision she saw a problem she saw a need and she called me about a year and a half ago just before covet and said isn't there any kind of a grant you could write to get this covered so we went to work and started to to do that process the grant was written took us about a year and a half to get everything through and then walmart community donated a truckload of money to us and then uh is jeremy here so uh or excuse me ryan yeah that ryan kessler from lowe's uh went right in and saw him immediately he got us taken care of with these awnings and we're just so grateful to to ryan and the work that he did and and we got these uh awnings uh ordered and they were brought in i think it took us two weeks to do and uh we fumbled around for about almost a year trying to get this done and ryan kessler from lowe's got it done in two weeks and so i regret that we didn't go to him first but nevertheless the the vision of a teacher seeing the need approaching a grant writer and having some fun writing that grant and describing the children huddling underneath awnings and grouping like cattle and the empathy that was played towards our students was a lot of fun and we're grateful for everybody in their vision and the teamwork to get these awnings up if you haven't seen it over at brez it's a sight to behold and i know that they have pictures that they're going to they're going to be showing but we also want to again thank everybody who donated those people who helped in the support of our superintendent superintendent and our governing board and brenda i know kicked in a few bucks for me so we really appreciate that and you'll see the the pictures up now of our kids uh out there putting the awnings together we had a barbecue for them as well and uh i think they did more eating than they did working but nevertheless dan robinson and ryan grace just killed it at the end and finished that project thank you i appreciate it rachel is a special person a special person in my heart because she grew up across the street from my house i mean i've known her since she was born and uh for her to to to ramrod this is really special tells you what kind of person she really is thank you so much and thank you lowes for doing that i mean that is as gives me goosebumps thinking about what happened and what you did thank you very much appreciate it so much take a picture real quick mr merrill and we want some pictures taken of all this we ought to get your pictures taken with those canopies in the middle of the snow storm with the wind blowing 100 miles an hour like last night [Applause] okay the next item on the agenda is recognizing the donations that were given to us and lowe's we appreciate the donation and we'll make sure special uh letters of thank you will be pres presented to you and and your management thank you so much and walmart also for what they did to help donate for that so the next item will be our br star award and uh dr wright we're going to turn that over to you absolutely this again ryan we want to talk a little bit about alexis vito would you introduce alexis a little bit and her nomination and we'll be sure to bring her plaque over to you for presentation there at the campus perfect yeah alexa's not here today she's our campus registrar she essentially registers half the district by herself over the course of the summer she's one of the first people in the office every day she's one of the last people to leave it doesn't matter if it's registering kids heading up fundraisers you know handing out ice packs answering phones talking to parents she's there for it all day every day so we're really grateful to have her in our front office thank you ryan appreciate that and we'll make sure she gets her plaque all right next item on the agenda is the consent agenda board after reviewing the consent agenda are there any items that you would like to take out and vote on uh individually the consent agenda consists of things like minutes from the last governing board meeting the vouchers and reports for the money spent this last month uh personnel those hires and and retirees noted are there any hirees that are here that we need to no no it doesn't look like anyway if there are any any items in those consent agenda that you would like to take out separately let me know we'll do that so we can if there's nothing then can we have a motion to accept the consent agenda as written i have a motion from chuck a second from diana all in favor let's pass jennifer do you want to can you say that again she got it all right business portion of the meeting item 3.1 presentation and request for approval of the annual financial report which we just reviewed dr wright do we need to discuss that anymore only if you have questions from brenda otherwise we just we need the board's approval on the annual financial report i have a question comparing last year the one we're doing right now that you have to turn in to the next year substantial differences will there be a lot of substantial differences in the amount of monies we receive comparing the costs that we have i know we've gone over them a couple of times in the past but they're so fluid just wondered there's still much up in the air as proposed right now the the arizona state constitution has a spending cap limit and frankly the reduced number of students that are in public schools the fewer students in public schools coupled with the influx of coveted funds um we're going to be over that cap and so if there's not an approval of the expenditure being increased the cap the constitutional cap being increased it would put virtually every public school in the state of arizona in a bind and so you're talking about large districts like chandler making 150 million dollar cuts and smaller districts like ours and snow snowflake making 5 million dollar cuts we're hopeful that's not going to happen a lot of it is still up in the air and it's going to be determined hopefully in january february and it has to be done by march so the costs are continuing to go up funding continues to go down the covet funds frankly have been the difference to keep everything running and we've been counting on that we've had ours budgeted and planned over the next three years and so a lot of that the answer to it right now is we don't know we do know our costs are going up and they're going up everywhere inflation we're feeling it in fuel we're feeling it in food cost we're filling in supplies thankfully nate was very proactive in a lot of this technology we ordered a year and a half ago two years ago and then again the board approved a significant order in april those moves that probably save the district and in effect the taxpayer somewhere between six and eight hundred thousand dollars and so it's been significant the computers that we have had ordered are now in costs are going up and a lot of these requirements are just remain unfunded or grossly underfunded and so the other element of that is to see let's see how the capital lawsuit comes out there's a lot of moving parts over which we have zero control does that answer your question mr president i think thank you for sharing that i'd like to just uh thank brenda again for putting that together and actually thank the food services that's an amazing thing we've always carried a negative balance for years and years and years and now to have a positive balance here with all the food that they had to take care of this past year is an amazing feat that they did so anyway can we have a motion to accept the annual financial report for 20 and 21.

okay we'll call this hearing to order again this is a hearing that we have annually i mean periodically to review the annual financial report for fiscal year 2020 and 2021. brenda will turn the time to you for that review and presentation okay chris do you have the other presentation all right this is a review of the annual financial report for 2021. as you are aware we have to submit the entire annual financial data to the auditor general's office by october 15th and this is basically a report that just summarizes all of the data on this report but i also have to submit the accounting data up to the to the auditor general's office so this is just a summary of that report so if you want to come back down it's the other one the other way so let me just start by giving you the average daily membership this comes off of the summary page as you can see the average daily membership this this compares year 20 to as you can see the attending average daily membership this compares attending what this means is it takes your adm for your kids that are within your district plus the kids that are tuition in from like mcnairy concho and vernon elementary school district so 1851 versus 1687 that's how low we finished for 2021 and then the primary and secondary tax rate the tax rate for 2021 was 3 dollars and 58 cents and then the secondary tax rate was a dollar 82.

gotta turn our microphones on right all right okay can you hear me chris do you have the presentation the other one okay this is the annual update for the maintenance and operation and bonds proceed this is an annual requirement what i wanted to do first is just go over what our current state is this year we have a special education increase of eighty six thousand dollars and what i mean by that is our six speed grant has actually decreased from 486 thousand dollars to 396 000 so what we're having to do is we're having to shift costs from our 6b grant over to mno and that's about a need of 86 000 we're also looking at approximately forty six thousand dollar increase because of the prop 206 minimum wage increase as well let me interrupt just a minute i introduced this hearing as the uh bond investment but that we've started you started with the uh override okay sorry my mistake that's okay so as of january 1st we're looking at a 5.3 percent increase to minimum wage and that's going to cost the district approximately forty six thousand dollars um it's going to go to go from twelve fifteen to approximately twelve dollars and eighty cents an hour and then we're looking at approximately a hundred thousand dollar increase for health insurance and then our liability insurance increased approximately twenty thousand dollars and we're also looking at subsidizing the loss of the mmo override so this is the current state of our maintenance and operation this fiscal year alone i just want to cover what a maintenance and operation override is maintenance and operation override is basically the use of operational expenses such as salaries and benefits supplies and general operating funds this is what the district currently has bonds is used for brick and mortar and student transportation this is also what the district has there's also different types of overrides there's a k3 override and it's primarily used for k3 related instructional expenses and then there's also a capital outlay override and it's used for items such as instructional books materials computers software and equipment more and more school districts especially down in the valley are using this capital outlet override now that capital funding was actually decreasing i saw i think approximately seven last year that actually passed a capital outlay override so account an mno override is a special election that allows communities to provide additional support for schools we can actually do up to an additional 15 percent of what we call the revenue control limit the revenue control limit is calculated by your student census groups a and group b it's called by the governing board we ask the voters to approve or continue the additional m o funding and the funds again are earmarked for specific purposes and it's generated through your local property taxes your secondary property taxes just to give you an update of what happened the last time blue ridge went out for an emerald override it failed on november 5th 2019.

okay call to order the workshop for bullhead city elementary school board tuesday october 12 2021 5 30 p.m roll call corey burgess here amanda ayman here charlene d is here anna boyd here just missing jeannie borland she won't be with us this evening all right item 1.3 uh city of bullhead city turf rebate program discussion of interest dr stewart mr president and board members we received in the mail a week or so well about a month ago i guess some information uh from the city of bullhead now that they've taken over the water and they're offering rebates for uh changing from grass uh in in any location that we have to turf or to uh desert um desert rock kinds of landscaping i bring this to your attention because two of our elementaries have turf fields and desert valley does not now desert valley has an area that for many many many years has been designated as the soccer field and most of the time it grows rocks and um bullheads you know or whatever those are thorns and even when we irrigate it it's not very grassy so i'm not necessarily promoting that although i think it's kind of strange that only two of our schools have the turf and one doesn't for the elementaries but i just wanted to run this by you to get some sense of if you thought we might put this somewhere on our esser list down the list so that if there's money at the end that we might be thinking about uh a turf field over there we would qualify because the eligibility is beside city authorization there have to be remnants of grass and irrigation lines which we have on that field and a minimum long size of 500 square feet and so i know it's way bigger than 500 square feet so i just kind of wanted just a general discussion of whether or not this is something the board would be interested in us uh putting on a back burner and thinking about doing thoughts ideas i know the kids love the turf up and down back and are always on all the time and the teacher utilizes it pretty well so it might be helpful as well turf is pretty expensive yes this does help offset some of that cost but i would definitely like to see cost wise where we're at before making that you know if we can add that into ester that would be great but once that's kind of where i'm at is you know how much are we looking at something like that i just i wanted a handle on it so i knew whether to spend any time pursuing it you know if it's something you're interested in i'll spend the time otherwise not yeah i definitely i think it's something to look into yeah let's look into it we'll do a little homework all right thank you okay item 1.4 uh policy g-b-e b-g-e b-g-e yes this is going to be a rough night man policy communication feedback uh did we have any questions about the changes that are being made to bge all right item 1.5 policy bdf advisory committee revision any questions about this okay policy bedd rules of order any questions on rules of order all right policy policy b-h-d-a-b-e-d-h public participation and board meetings any questions on this one okay policy bib board member development opportunity revisions no questions just let me know if we have and i'll stop otherwise i'm gonna go quickly on these uh bibr board member development opportunity revisions policy die audits financial monitoring revision policy dj purchasing revision policy e-e-a-e-a bus driver requirement training responsibilities um and we we need to thank uh darling i can't think of her last name right at the moment who's the superintendent in littlefield beaver dam uh because they're up there in that little corner between nevada and utah and arizona they're in arizona of course they can't get drivers from in-state because they're isolated and so she's the one who pushed really hard for this and it went and went through the legislature pretty easily we are still waiting for the department of transportation to set up the regulations but we think it will make some drivers available to us from across the river that'll be great that's great all right policy gcb professional staff contracts and compensation policy gcf professional staff hiring revision policy g mr president if you would i would give you a little information on that so on the one on professional staff hiring i attended a webinar an ade webinar last week on this that gave us the information this is transferring some of the checking on backgrounds from the ade to the board of education the state board of education and they have they have all the procedures and things in place but the idea is to make sure that that there is a system for us to check on potential employees um uh particularly uncertified employees to see if they have had any um any issues that might not have shown up on fingerprints so pretty sophisticated new system and a good one and we have already started to do this even though you all have not passed the policy yet policy gdb support staff contracts and compensation policy no they're the same it's just one is for professional and one is for support staff they they read exactly the same policy gdf support staff hiring revision policy ic school year revision policy iha basic instruction program revision so this is the one that talks about sex education isn't it basic instruction program so this is so why is it that we had to get so specific and i saw we now have to if uh if we task our health teachers at least in the high school district and i know in the junior high district in the junior high areas with teaching something about sex education or abstinence but they have made it where it's got to be parent-approved that it's got to be two weeks it's got to be on and then it's got to be board approved but it's got to be 60 days before that that you've picked the curriculum and posted before and is i mean i guess this across the state was there something going on across the state that they decided that this had to be so laid out i i don't know that there was something specific i just think it's some folks who had a very specific agenda and wanted it you know wanted it very strictly laid out for us for the elementary district here we do not have any sex education classes other than we have what we've all for the 30 years i've been here have called the fifth grade boy and girl talks okay and it's just a very general you know it's it's a very general okay this is happening to you the boys are in one room the girls are in another the health attendant you know does this the change for us uh is that now parents parents have to opt their child in as opposed to opting out and the only other thing that affected us was in the summer the health attendants had asked me if they could move that boy girl talk to fourth grade because they're noticing that we might want to have those conversations with fourth graders and and so i had said yes because we hadn't we didn't have anything specifying those eight you know those grade levels in the past but this moved it back to fifth grade so um they've been informed of that and uh and they know and they've also been informed that now families opt in rather than opt out is that something that we can put in like our registration packets when they register signed then that the website i mean how we could a week or two before i mean it's not very long before and you know that we've done it we've always notified parents that it's going to happen on a certain day um that kind of thing i mean we're very we're very transparent about it but i'm afraid if you ask them to do it on registration by the time you get to the time when you're doing it they're going to forget whether they opted in or opted out and and that just creates some conflict that you know for parents and for us that we don't need and they don't and the parents don't need frankly i was just seeing how many steps there was in the way and i was trying to figure out a way to streamline that because it kind of makes me happy we're not a high school but most of that is if you're making changes if you're making changes in your program we're not making any changes which isn't a sex ed class we'll still post i'm i'm not sure how much we've had posted on the website in the past because i don't know that it's been that big of a deal right if we need to we will do what we need to do we follow our policies okay any other questions or statements okay uh regulation i h a b m r family life education revision that's this one that we were just talking about yeah okay um policy i j instructional resource and material revision oh i'm sorry i'm sorry corey i interrupted you the i h a m d we were not we were talking about the m b m b rather than m d well the other one is just an r revision the first one was the family life right well and it's a regulation the second one's the regulation but then when you move to the next one okay and this really and and just so you know the changes in ihamd as in dog really are only changes that affect the high school so there aren't any changes in there that do anything to us that's not us no it's not us but we don't have it on our list oh okay that's why yeah didn't apply to us sorry didn't apply to us yeah we're good i'm just looking at all the short versions um policy i j instructional resource and material revision policy ijj textbook supplementary material selection and adoption regulation i k e rb promotion and retention of student revision policy jfaa remission of resident student revision admission of resident student revision exhibit j-f-a-a-e-a admission of resident student revision exhibit jfaa eb admission of resident students revision policy jfab tuition admission of non-resident student revision exhibit j f a e a b e a tuition admission of non-resident student revision exhibit j f a b e b tuition admission of non-resident student revision policy jfb open enrollment revision exhibit jlcde consent for admission administering medi medication at school mr president i will mention that one to you because this is not one that came from from the ade i mean the asba is one of the policy revisions by law this one was presented to us by our health attendants asking for some changes very much says the same things the old exhibit said just in a little simpler language and reorganized it just a bit so i thought this was a reasonable request from our from our health attendance exhibit jlcde consent for administering medication at school uh policy jlf reporting child abuse child protection revision policy kb parental involvement in the in education revision uh boards oh wow now we're on to board self evaluation that really threw me for a minute man all right i was doing good okay so now we are on to 1.5 uh board self-evaluation and everybody has a copy of the one 1.35 okay i might probably guess i said something else for itself evaluation yeah we all have the copy in front of us of what the evaluation came back we get to do this every year with how we believe that we are doing as a board and on all but one it looks pretty we all are pretty good consensus on this um any comments or the the only one that was the board makes an effort to keep informed about the instructional program by providing for periodic reports as deemed necessary and periodic visitation to the schools and i had actually mr president mark uh needs a reuben and i was thinking more about myself than everybody else but but mainly because i haven't been able to get out to the schools and that's one of my things that i need to do but i i know that last year we were kind of inhibited from going and i just for lots of reasons haven't gotten there this year but i'll work on it all right mr president i will tell you that i appreciated all the comments that all of you made you did a great job of identifying what are the challenges that we're all facing as a district and i thought those were very insightful um and uh and i thought i really appreciated the things that you all said that you thought we were doing that you are doing as a board are doing really well i agree with those for whatever that's worth but i thought well i thought it was very insightful the comments were and helpful to us too charlene i'm glad you said that because jen and i spent a little time today trying to decide if there was something we needed to do differently to help you understand curriculum that we're doing or instructional things or if that was just more of you all saying uh we need to do a little better on that so we didn't thank you for clarifying that so it's kind of hard for those of you who teach to visit other schools so you know i i get that so any other comments questions it's kind of refreshing to see us all on basically the same page that was kind of nice worked out pretty well and you all did the survey even better we all completed it yes and anna just learned about earned back 25 of her demerits [Laughter] all right i like it maybe hey we're not done with the meeting [Laughter] yeah so any other comments concerns questions all right so item 1.36 we need to adjourn the workshop can we get a motion to adjourn the workshop i'll motion to adjourn the workshop i'll second that all in favor aye corey burgess hi amanda amen aye charlene diaz i anna boyd so i moved alright we are adjourned our meeting won't start for about nine more minutes so rest relax i called to order the regular meeting of the bullhead city elementary school board on tuesday october 12 2021 at 6 pm roll call corey burgess here amanda amon here charlene diaz here anna boyd here we're just missing jeannie borland she will not be with us this evening uh please join me in the pledge of states of allegiance and to the republic for which it stands one nation under god indivisible with liberty and justice for all citizens president if you please sign in in the back call to the public this is the time the public may speak to the governing board regarding issues within within the jurisdiction of the governing board and subject to reasonable time space and manner restrictions the governing board may establish comments will be limited to three minutes per individual unless specifically weighed by the governing board at the conclusion of the call the public individual individual members of the governing board may respond to criticism made by those who've addressed the board may ask staff to review a matter or may ask the matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of the agenda we have two calls of the public today one is written in i'm going to read that one first and then we'll get to the next hi my name is sophia takatu sorry i mispronounced the last name i have a child that attends bullhead middle school i am very concerned for my daughter and i've already received four letters stating that she has been exposed she may have been exposed to covid now every time i receive these letters i take her to go get tested my question is what is being done for those students who may have been exposed from my understanding they are not required to test or turn in a negative covat test i think this should be taken into account my friend is in california and i know it's california and a whole other state but their school tests every thursday for free i think something like this should take place at our schools to help with the spread our next call to the public scottie mcclure scotty from bowl head um i see you guys move this meeting again and last week you got the other school district c-r-u-h-s-d the high school one it got moved i know which one you know you guys moved this because of a football game so you're right up at six o'clock at night up against the other school board meeting if i got school kids in each in each school district i can't go to both you should have held us on monday tuesday not tuesdays up against this one and oh last time it was you s the high school one held it up against the city of bullheads council meeting at 6 00 p.m they started five but still i couldn't go to both and i had gripes at both so i don't feel like driving all the way down there tonight to gripe at them even though they're more fun they're getting a lot of hassle together but both of you at six o'clock this is crazy i served nine years on a school board for my alma mater my grade school in high school so i know what goes on with this and to make all five of you we had seven board members so making all of us meet on a special meeting with pure you know what but you need you needed don't do it on a tuesday again up against these guys are the city council the parents they can't make three choices which one to go to you guys understand that i hope because of a football game and this brings me to the fact i didn't know three out of five board members were faculty that's a majority i do not like that i don't like any school i don't care if it's a custodian or a teacher you shouldn't be on a school board i know it's you're all high school i don't care if you're still working for a school district you shouldn't be on a board this is a town that's big enough you have enough people out there that are probably willing to come up here and spend there it takes a lot of time and i appreciate you guys doing this i don't have kids so it doesn't matter to me but the things that you do i care about the kids and you do too otherwise you wouldn't be in schools teaching carolyn i still got a minute or two you might want to check on this grass to turf is that still in effect because the city council the city's been doing this before you do a lot of you know looking and stuff they've been doing this for years and i think this money came from back to the obama administration let alone trump so he canceled everything so that might not be there anymore you know so before you do that check on you know ask toby but you spent a lot of time on that uh yeah it's just i could care less about any of this stuff on here well maybe the bus drivers you know you're having a little trouble with them but yeah our school bus drivers we i had to deal with jerry brown for nine years wait eight actually but that was certainly enough we laid off every bus driver that we had and uh because he quit paying for bus transportation california does not have to provide transportation to and from schools at all anywhere i don't know about this state so i know this colorado thing up there that's i don't know what they're going to do up there that's a nightmare it's not like my school district some of our kids are on school buses for two hours each way so our buses were putting a million miles on it seemed like every month let alone you know what i'm saying the kids got up and then they got home and did their chores on the ranches thank you all right item 2.6 adoption of the agenda can i get a motion to adopt the agenda i'll move to the adopt the agenda as presented i'll second that motion anna boyd all in favor aye corey burgess aye amanda aymond aye charlaine diaz aye anna boyd so moved item 2.7 superintendent reports dr stewart mr president and board members uh you've got quite a few reports there to answer any questions you might have so i i had a question with the discipline i noticed that aggression is kind of uh on all sites it seems like that is our highest number is that are we trying to come up with something combat it find a way that we can work around it have we put in some more positive reinforcement sides i also was looking between one of the reports and one of our directors in in his report and how even in the in fox creek we had 11 i think it was 11 alcohol drugs and other but we only had seven hearings so i'm just wondering about the correlation with those as well okay in terms of the i'll start at the end in terms of now in in terms of the hearings they may not have taken place yet or they may have taken place since the report was written yeah mr nuzel has been pretty busy with with hearings and quite a few of those have to do with vaping we're very concerned about vaping in our schools particularly in the junior high and the fact that students don't seem to get it that it's a very dangerous activity and situation for them so we've got some things in place that we're working on including trying to figure out how we can get information to parents who you know because they may or may not know what their kids are doing in terms of aggression we have noticed a big difference this year for a number of students and part of that we think has to do with the fact that they've lost some social skills in the last year and you know and for many of them at the point where they're developing social skills they were not in school for kids who were virtual so we're working on that we're using our counselors we're working on building relationships in the in the sites and then some of those incidents are repeat incidents of kind of the same kids well i was going to say because i noticed like aggression was like 11 and i was like either one was an assault or it was a repeat offender i was bigger yeah and then we also have to be very careful now because uh one of those changes in policy that you all were talking about and and is on the agenda tonight um is is a whole change in how we deal with discipline fourth grade down and um that one's kind of a frustrating change for us because we do unfortunately and it's not just us unfortunately there are very young children who have some very aggressive behavior and it doesn't mean that we want to send them home necessarily or you know expel them or do any of those things it means that that even on a day when maybe the best thing is for the child to go home for a timeout for the rest of the day if it's especially if it's a five-year-old we can't do that and um so you know we're we're having to redo some of the things the good thing about that policy and about how we're proceeding with this is that we're that principals and and vice principals are being very careful about thinking through okay what's the antecedent of this behavior for this student what are some things that we can do to mitigate that setting in place some behavior plans so that we can focus on positive results as opposed to negative results and they're seeing some some pay off from that so some of some of the things were from earlier in the month and things have been a little bit better later on so yeah we're seeing some some things we're working on the hearings the hearing process based on what the board advised us last year is that you really want chuck to handle as many of those as possible rather than rather than them coming to you and as much as possible we really would like as many students who are on long term suspension to be going to our life academy so they're still going to school and it lets us not only provide the academic pieces but it lets us work on helping them change behaviors before they go back into the school site so we're not just putting them out on the street or we're not just sending them to a virtual school that kind of thing so we're supporting them as well as a consequence for something that they made a bad decision about okay dr stewart i appreciated the disciplinary reports as well i did notice that we're missing a couple from the different schools and i'm not sure why because we pull it right out of we pull it right out of synergy so kim will follow up on that and figure out what what's going on with that absolutely it does yes absolutely i hope you also notice that our enrollment is up again and we're very excited about that it's creeping up which is very nice we'll accept a creep up if we can i have some updates for you tonight miscellaneous updates the first thing is you may have heard that we had the police and the fire department at desert valley about four o'clock today for a gas leak it was not really a gas leak they determined that it was a methane bubble in the sewage in the sewer and so it bubbled up and nasty but it's still going to smell about the same so they've it was the after-school program they evacuated the building everybody was safe everybody showed up the first responders showed up and took care of it okay we got news today that from sr1 so that was the cares funding from april of 2020 that we have carryover money of just over a hundred and twelve thousand dollars so that's kind of nice because that's another hundred and twelve thousand dollars we can figure out how to help our kids and and our teachers the first sr-3 expenditures went out you all approved our our proposal to the to ade which of course then eventually approved our plan so i thought i'd give you an update james has been very busy we ordered and have already received a thousand chromebooks we we have ordered 25 chromebooks that have touch screens for our paraprofessionals to help them work with children directly we ordered seven surface computers for our instructional coaches for when they go out and script in classrooms we ordered 40 4-0 promethean boards that will be coming and james james did a really fantastic job of negotiating because we had given him 188 thousand dollars and change to to purchase security cameras and improve our security none of our elementary schools have security cameras uh he went out and met with the principals they determined at all of our sites all six of our sites locations for security cameras and um and prioritized so they had priorities one two and three we also knew we had a couple of places here at the district office that we have blind spots and uh one being for instance focused toward the warehouse door the big roll-up door in that part of the building and so he thought originally he'd get about 118 cameras for the 188 000.

well good evening hello all board members today is tuesday october 12th 2021 we have a work study session a brief board business meeting and there is a need for an executive session uh prior to both of the meetings pursuant with ars 38.4 31.03 a and 3 and a and 4 discussion or consultation for legal advice with the governing board's attorney and consideration of governing board's position and instruct the attorneys regarding accepting among bids procured by the district for enhancements to a backstop and protective netting at a baseball field at desert ridge high school and entering into an agreement with blandford homes for blanford homes to share the expense with the district to pay one-half of the amount of the bid if the bid is accepted by the board for enhancement to the backstop humphries a discussion seeing none and then we will vote all those in favor of moving into executive session please signify by saying aye those oppose the same motion carries 5-0 we will recess into executive session so team in one school we students and decided to purchase a set for the school the student that assisted went on to be an ambassador helping to teach students of other grades to use and troubleshoot the robots so they could help their teachers in class in one school as with any sixth grade class some were totally into it while some were less than enthusiastic we let the students know that they may not love the robots but they definitely wouldn't hate them i requested the assistance of one of the students to help demonstrate the robots to the class our early learners are always so full of energy and learn best from hands-on activities in this first grade class we connected the bots to learning sequencing first then next last the robotics activity allowed students to actively engage in creating sequencing by programming the robots look at how focused our friend is and how engaged the class is on task working together communicating effectively with each other and problem solving if you've ever been on a high school setting you know how hard it can sometimes be to engage teenagers i actually have four of my own at home and the challenge is real but introduce robots and watch their interests transform in this exam if you've ever been in a high school setting lastly one of our students with visual and hearing impairments as well as very limited mobility our friend is visually and hearing impaired and has developmental delays but the teacher wanted to give him the same opportunity that his junior high piece had we modified code of pillars by attaching tactile objects so he could program robots too in one school we demonstrated the edison robots to a sixth grade class as with any sixth grade class some were totally into it whilst more less than enthusiastic we let the students know that they may not love the robots but they definitely wouldn't hate them i request the assistance of one of the students to help demonstrate the robots to the class the principal saw the engagement of the students and decided to purchase a set for the school the student that assisted went on to be an ambassador helping to teach students of other grades to use and troubleshoot the robots so they could help their teachers in class in one school we demonstrated the edison robots to a sixth grade class as with any sixth grade class some were totally into were than enthusiastic we let the students know that they may not they could help their teachers in class our early learners are always so full of energy and learned best from hands-on activities in this first grade class we connected the robots to learning sequencing first then next last the robotically with each other and problem solving if you've ever been in a high school setting you know how hard it can sometimes be to engage teenagers i actually have four of my own at home and the challenge is real but introduce robots and watch their interests transform in this example one of our ties worked with an algebra teacher to provide a real-world example of calculating velocity good evening once again and we are now going to call this work study session to order we have just concluded an executive session and so we have item 2.01 was the call to order and 3.01 is or three item three is presentations and we have two this evening so we moved to 3.01 and i will defer to dr mccord thank you dr santa cruz governing board members i have for you tonight our director of technology services mr john costellano he's gonna he's gonna talk to us about robotics in the classroom tonight and this is something that um as a school district we've been involved in for a while but it's ramping up over the last few years and i'd like to have john talk to you guys about it good evening thank you dr mccord dr santa cruz members of the board yeah this is a perfect timing tonight unfortunately my partner for tonight was going to be sean abele our instructional technology coordinator but she is it has to be a home this week so i'm going to do my best but um she's also here so she can't keep me from talking about her um she doesn't really like that but um i'd like to brag on her for a little bit this is her fourth year in the district she was three years as a thai and then now has moved in the coordinator position and she's just amazing she's been a computer science educator for quite a while she's originally from michigan and then made her way i heard arizona she's taught at a number of different types of school district and i think that really helps her and her perspective that she brought here to gilbert public schools um she capped i love standards so you got to be special to to cap that but she's really passionate about that and integrating technology into our classrooms so um and she also is recently in the chambers 2021 dr wally delect the educator of the year award so i'm very proud of her the whole team really loves her and she's really been able to make an impact already in the district so shout out to her as always i'd like to thank our entire tech services staff going to have a motto best staff ever and we're not perfect but we strive to be and so i want to thank them publicly tonight as always we talk a lot about leading uh in in our department and kind of being 360 degree leaders everyone doesn't like to be a leader necessarily they don't like that term a lot of times they just want to fix stuff and get out but they're always imparting their knowledge to our teachers and staff and they really do a good job of that so not only are they leading across and up and down but we learned a lot from them and they learned a lot from us so i'm really proud of that fact i still think it's worth mentioning i still think there's a misconception about technology in the classroom you know whenever i walk into a classroom if if everyone's in rows and everyone's staring at the computer you know if they're not taking assessment we probably need to ask what what are you doing right because it's appropriate it needs to be timely it's not that we just stick technology in front of students and think they're going to magically learn because that's just not the case so it needs to be appropriate and timely and that really works with the computer science and the robotics that we're going to talk a little bit about tonight now that i'm going to share more with you so so some of these videos will just play without sound and you can just watch and enjoy them um so really what i want to stress and emphasize tonight is that um this is k-12 i know a lot of times we see robotics and think oh those are nice neat little toys but that's not the case there's a lot of learning that goes on behind them and we can't integrate them into the into the curriculum and the teachers can use these in their lessons to hit many of the standards that they teach and please stop me at any time you guys have questions um recently i asked sean to present at our cio cio conference um that took place recently it was all virtual still unfortunately hopefully next year we can get back together in person and do that but i asked her to present because she is they've done such an amazing job of putting together a program that the thais are able to go out and get into our classrooms k-12 and actually introduce coding and integration of the standards through the robotics but the biggest problem usually is what what happens is you know districts don't know how to get that started um so you know you don't know where to start with what to purchase um teachers have don't have the confidence to teach that i mean that's where the ties come in handy it's a time issue right because it's seen as another thing but it doesn't have to be um it can be incorporated into the lessons and they do a good job of of actually helping them with that and just not having access to the devices so a couple years ago um with leanne lacy we started a library of robotics that the thais call their tybrary and so we you know we sorry we knew that we couldn't uh provide robots for every classroom in every school in the district it would be very costly um but if we could put together a kind of a tiebreary that then the teachers could reach out to them and then they could take these devices into the classrooms and work shoulder to shoulder with them and then they could the school could either invest in their own if they wanted to which they have um but they wouldn't have to be there every time so you know we don't we're not as special right i'm going to be real clear on that we're not coming in to be their special we're going to teach shoulder to shoulder with them and teach them how to integrate that so that when they leave then they can do that that piece on their own um you know engaging students is a term that's never you know it's been around for a long time right and i think that gets kind of kind of clouded um but it's no different than we were sitting in a classroom you always remember the teachers that you were engaged with years and years ago and so that's you know that's why that word is still around um but we've seen the engagement uh and we'll share some of these stories with you here in a few minutes that uh it's really done a great job of that and the teachers have enjoyed it the biggest thing that definitely want to emphasize is that it again it's not a a one and done thing we can connect skills across the spectrum and then make the curricular connections with teamwork and collaboration perseverance communication problem solving critical thinking and we can tie that directly into the curriculum with distance sequencing time and editing and what sean and the ties have done if they've taken our standards and i'm not going to open them up here but we've tied those activities they can do directly into the standards so that's one of the biggest hardest things for the teachers is where do i even begin with this how does it connect and so we're trying to help do that piece for them so then we hit those standards and they can look at these documents and they can see how they can integrate some of these things such as a robotics without having to take so much extra time right because it is a time consuming piece and then that's when we come in and work with them so they've worked on the science math social studies in ela and those documents are growing and the ties and shot add to that so there's resources there for the teachers for this so you're going to see a video start playing on these next few slides without sound and then i'm going to let sean tell you a little bit about those in one school we demonstrated the edison robots to a sixth grade class as with any sixth grade class some were totally into it while some were less than enthusiastic we let the students know that may not love the robots but they definitely wouldn't hate them i requested the assistance of one of the students to help demonstrate the robots to the class the principal saw the engagement of the students and decided to purchase a set for the school the student that assisted went on to be an ambassador helping to teach students of other grades to use and troubleshoot the robots so they could help their teachers in class so this one of these the little girls up here in the left like you can see that look on her face it's wonderful she didn't look very excited she was not having it um but if you watched the video she was the she's the ambassador that shawn was talking about she's the one that stepped into the video and then she ended up working and teaching the other kids with it and helping with the program on their campus so um it really drew her in and and she she uh she bought into it right and then she really uh has been helping out so i thought that was great this is one of our elementary sites our early learners are always so full of energy and learn best from hands-on activities in this first grade class we connected the robots to learning sequencing first then next last the robotics activity allowed students to actively engage in creating sequencing by programming the robots look at how focused our friend is and how engaged the class is on task working together communicating effectively with each other and problem solving she was just so excited talking about this little guy he he really uh it really engaged him and kept him on task and uh she definitely wanted to share that with you all tonight our early learn sorry so this is a higher level class and again getting back to it's not just an elementary thing so up in the left that's alexis mason so we were very very lucky to be able to um bring her over to our department this year from south valley so she's the first one who started a fuse program in the district and it's like a steam program and now that program is at desert ridge junior high this year and personally i hope that we have that program at every junior high soon amazing program alexis is an amazing amazing teacher she's a big nasa fan and went to space camp so when she goes into the classroom to do these she wears her own space outfit and so uh but she's great if you've ever been in a high school setting you know how hard it can sometimes be to engage teenagers i actually have four of my own at home and the challenge is real but introduce robots and watch their interests transform in this example one of our ties worked with an algebra teacher to provide a real-world example of calculating velocity this is honestly one of my favorite pictures of one of our ties connecting robots to curriculum you can see the formula for velocity on the board a graph of acceleration and alexis holding the robot while she's explaining how to program the edison the students were having difficulty visualizing positive acceleration zero acceleration and negative acceleration and when they were able to see it with the robots the light bulbs went off honestly look at the students in the picture on task paying attention and learning so again i i think we get stuck thinking that a lot of this stuff just can't be done with our older students but the harlow students are the ones that are hardest to engage so why why wouldn't we you know so we will continue to push in there this is a great great story here um this is a visually impaired and a hard of hearing student and uh i'll just let you listen to her story here lastly one of our students with visual and hearing impairments as well as very limited mobility our friend is visually and hearing impaired and has developmental delays but the teacher wanted to give him the same opportunity that his junior high peers had we modified coda pipplers by attaching tactile objects so he could program robots too we also used the makey makey to create a touchpad so he was able to click on and identify high and low tones the same teacher created 3d printed models of cochlear implants so one of her students could use them during a presentation she actually loved them so much she's pretty more to attach to stuffed animals for her students for christmas so the makey makeys are basically like circuits right so you can see in the left-hand picture there there's those leads that are clipped onto the board but then those go into the computer itself and then software it controls software so when you touch a certain piece of the board that makes a connection and then it does something on the computer so whether it's a sound or something they recorded very simple that's a very inexpensive thing but for this student it just it it allowed them to be part of of the regular ed classroom so kind of how we've done this over the last couple years when we started building that library um we had a little bit of grant money um for that uh from gef i believe um and then i used some capital money from the tech services department that first year so we bought about 7 900 worth of stuff we leveraged some of the training from the companies for the ties so when we purchased these kits then they provided training and then it gave the ties a little bit of a jump start and then of course they're they're experts so they learned it quickly and then that's what we can pass on to uh to the teachers when they're out in the classroom um we started thinking about how we use a checkout system just for the ties because once the teachers started seeing this and they started asking hey can you come in and do this with us right so we had to set up a system for that and then our plan was to continue to grow that this year and i'll show you a little bit of data on it later but so just so you get an idea of kind of what's out there right now and by grade level um so the code of pillars they're obviously cute right the q factor hits you on those um but we use those in ela so she's tied those in obviously to the standards like i've been talking about so they use those with sequencing and vocabulary tied it into pattern recognition and measurement that they can code the uh the caterpillars or the code of pillar sorry uh to work on and then science directions uh nap navigation um animal sounds and the what they've created for the teachers and i'm gonna try to see what happens so they've created them 42 slides worth of resources so they don't have to go out and do this so they take these and then they can work these templates with the students to be able to code the devices themselves so again the teacher doesn't have to become a cs instructor to be able to do this they can do it quickly and linking it right into what they're doing in their classroom the ozobots these these are my favorite because they can use these k12 um it's the size it fits in the palm of your hand it's a tiny little thing that looks like r2d2 um but they can use these across the k12 and they seem to be the favorite for most of the students and i'm not going to read all these but you can read it there at the higher level they've used these to do plot diagramming math and science acceleration speed and i'll show you an example of that and then with social science they do a lot of things with maps on these so with these they use blockly programming and they do that on the chromebooks and then those the chromebook hooks up to the azobot and then that's how it gives it an instruction the dashes are these things actually wink at you so when i play the video you can watch that closely but um this is a great video to watch here um uh one of our ties uh jim preble used these in a class i think it was sixth grade alp um but listen at the very very end to the to the student it's kind of funny all three different speeds we're going to find the average the mean and the median of our data i am impressed with this data sean just can't get enough of that what kid says i'm impressed with the data but that was a mean median average lesson that they were using those with so again they weren't just messing around and having fun it was actually part of the lesson in the classroom the edisons are very popular there's a picture of at the very top there actually on the top it has lego little lego knobs so you can build on top of them to do things they use these across the the the first through 12th grade levels and uh these are very very popular ones let you watch what this student did one go this is my edison candy dispenser this is how it works there's a wheel in there and when this edison robot pulls this string right here it turns the wheel to release the candy and then this edison closes it with this so he he's obviously solving his candy problem there with a little innovation and encoding um but that definitely he didn't just put that together that took took a lot of time to to engineer that ew uh makey makeys are the circuit boards uh that i was telling you about a little bit earlier um they use these uh for blackout poetry which is really really cool you can see on the lower right hand corner they have the leads connected to the board and then every time they touch uh that part of their their paper it either says a word or reads part of their poem that they created i'll just let that run but it just shows them working on that but these are great it's kind of circuit board type entry-level stuff but um they've really integrated these at all the grade levels and you can see how engaged they are here so why that plays so this is a multiple schools up here oak tree down at the bottom is a new steam lab opened at pioneer just this year and that's their steam lab at the bottom so during lunch time they have whole classes we'll come into the steam lab and then there's multiple stations set up so there'll be someone there helping them with that and then on the lower left if you saw in the video on they actually can code the edisons to play music or sound so they'll actually code them to play certain songs that they've created and then the robot will also be doing something physically on the ground as well so you can connect a pen to these and out of lego and be real creative that was that first slide that i showed you on where i was drawing yeah so you know it's they're making art with it right so it's incorporating a number of the the disciplines there um just a couple more slides so recently um we had a robopalooza and so this obviously was come up a joker neo i believe uh came up with this idea and this is at islands elementary so you know the same way to get the teachers engaged with this is getting them hands on time so this was after school him and a variety of ties went in and set up all the different stations with all the different bots that we were talking about and they actually had them have some hands-on activities and put them through some lessons themselves and then rotated them through so that they could see what they could do and then they talked about how they could incorporate them with their curriculum so um they ended up staying far past the time that he had asked them to be there because they just they wanted to keep playing with them and figure out how they could really work him into their to their classroom setting so that was that was a fun fun event to visit um one thing that sean is amazing at is collecting data whether it's the day-to-day activity of the ties they all keep very close logs of what they do where they're at who they're working with and what they're doing so at any time they can uh pull up you know what each of them are doing and they can talk to each other collaborate debrief on things and then she also has a great idea of what's happening in the classroom with the ties so she's wonderful at that and it's been very very helpful in helping us pinpoint what we need to to work on with our teachers this is some of the data from the robots because we keep track of that too so last year through february to may we added five sets they taught 120 robotic lessons at 14 schools that's where they taught them at mostly pre-k eight and then three schools purchase their own equipment so just this year in the two months august uh through september we have the checkout system in place now for the ties themselves which really helped streamline that they taught over 50 lessons 20 schools we have nine sets of devices now and gotten through the through the upper grade secondary grades we've done the staff demos like we just showed you about we're going to spend about ten thousand more dollars out of our budget for more devices the ties have helped schools create steam labs lunch stem and then help with coding clubs having april lecture on our team now as well she was at highland junior high she had a wonderful coding club for years over there and with alexis now we're really able to help other schools start their own so they've really been able to spread their knowledge out so we're sad to take them away from their schools but they've been able to really touch many more of our schools in the district and help them get things started so thank you for allowing me to share that with you if you have any questions i'd be happy to answer those for you board members questions if if i have humphreys i i don't have a question but i just want to say um thank you to you and your department and all the hard work that you've put into this to give kids the hands-on learning and critical thinking and problem-solving skills i mean i think this is exactly what they need to be dealing with the technology that we seem to race towards and have more and more of and they will have a you know a basic understanding that will help them to to navigate that better and i really appreciate that so it there's a you know it does look fun and engaging but i think there's a lot of lessons also behind what they're doing i appreciate seeing what they're doing with the different standards as well thank you i'm impressed with this data [Laughter] anything else thank you john nice job thank you mr castellano very good we'll move to item 3 of the 3.02 which is our second presentation fy 2021 annual financial report school level reporting forms and all of the goings on in finance so dr mccord thank you dr santa cruz governing board members we'll have mrs betts come up and her team and jackie matanin i'm pretty sure she doesn't have any robot videos but she'll dazzle you with numbers don't kid yourself next time i will make sure that i go before mr castellano well your task is to impress mrs eugetti with the data that's going to be tough okay i guess i'm i'm oh good i am there oh perfect okay so good evening governing board members dr mccord dr santa cruz like to introduce miss jackie matanin the director of finance this is really most of her and her team's work and so we will be tag teaming this presentation this evening and i will be able to go first so um this is where where what we're going to talk about it we thought that it was important to present to you a funding recap we are in the midst of fiscal year 2022 and so fiscal year 2021 seems like a very long time ago and so we thought it might be useful to share some of what happened all of last year which was quite an incredible year so in addition we will provide you some of the annual financial report details talk about a few miscellaneous items and then go through a little bit of the school level afr and then in addition we did include an appendix at the end we will not be going through those slides they are just there as backup for you and for the public to assist in reviewing the huge workbook called the annual financial report here in the state of arizona so the funding recap um we thought it was important to share with you this distance learning timeline because throughout fiscal year 2021 we did have a variety of modes that we were in a variety of instructional modes we were in throughout the school year so we did begin school on august 4th global academy as well as all the other schools though all the other schools started in remote learning global online of course was an online arizona online offering but all of our other schools were engaged in a remote learning environment a little bit comparable to how we ended fiscal year on september 8th non-aoi schools moved to hybrid learning so we started out remote and then we moved to hybrid if you recall hybrid was monday thursday tuesday friday every student engaged with their teacher on wednesday for purposes of collecting attendance and we did that through september 19th where we began full in-person learning on september 21st at this point in time it's important to note that during the start of school through about early september our arizona online school increased to an enrollment of over 5 000 students and that's very notable because in 2020 the enrollment was closer to 150 so moving from 150 online students to over 5000 was an incredible amount of growth you can see on december 8th still in the throes of the pandemic the decision was made to return to hybrid learning and we the non-aoi schools were in hybrid learning through the through christmas break and then through all of january where on february 1st all non-arizona online schools returned to full in-person learning and at that point in time the school district stayed on in-person learning through the remainder of fiscal 2021.

tyler and would you introduce yourself all right okay um hello everybody my name is megan weiss miss weiss to tyler here i'm tyler's third grade teacher um and i just had to nominate tyler to be the student of the month because he is a real standout student um you are an amazing student at demonstrating your star expectations every day in the classroom since day one you help me every single day and you help all of your classmates you do make sure you get your work done first though so you're a really hard worker um really whenever he finishes his assignments he'll walk up to me and go um miss weiss is there anything that i could help you with around the room like he asked if he could if there's anything you can clean or any other students you can help um so i am so lucky to have tyler in my class this year he's been amazing and all of his classmates are lucky to have him too so i had to nominate tyler yeah nice job [Applause] thank you miss weiss let's take a picture congratulations thank you okay so next we have our employee of the month and this month it might have been the easiest decision we've ever made and for those who haven't heard the story uh matt newborn um come on up matt what up matt matt's been a great employee for us uh he he uh um does a lot of things around our campus and been with us for a little over a year and but this this year on top of custodial maintenance duties matt has taken on bus driving and didn't have to do that he chose to help us out in that area one of our coaches is now very thankful you took on that uh uh job because matt uh did the heimlich maneuver on a coach on the bus uh this last week and uh really she told me she thought her days were ending right there so the fact that uh it was it was not a small small thing that you did there so thank you very much appreciate it uh we really uh these are just small tokens from us but uh i really appreciate what you did and and matt matt just walks around here with a great attitude he he works hard and he just does you know he he does what he's more than what he's asked to do around here he's a model employee for big house he was well deserved so it didn't surprise me and i talked to him the next morning after this incident he acted like it was no big deal and i'm like man no this was a big deal yes he's just very humble he's like oh it's okay i'm like no that was a big deal matt so let's get a picture here all right [Applause] all right board member code of conduct review mr charnuska all right i will strive for a positive working relationship with the superintendent respecting the superintendent's authority to advise the board implement board policy and administer the district thank you anybody have any questions on the consent agenda nope okay please have a motion to prove the consent agenda motion second lauren and vivian peter sorry flusha yes peter yes yes yes bennett yes do we have any public comment yeah okay superintendent's report mr gold all right thank you very much uh first on the list we have dr val donnen from seedall and val's going to give us a presentation on just the different services seattle provides us we haven't done this for several years and i think uh kevin had asked a couple questions early in the year i thought were good questions and i i thought this would be a great time to do this so thank you for giving us your time val and i'll give you the floor if you need anything from me okay you're good and i think you're okay with streaming here okay yep you're good we're good now we're good now i can hear me um good evening board and thank you for having me and mr gold thank you for inviting me um it's an honor to be here um to represent the partnership between big hollow and cedaw school district cedaw stands for the special education district of lake county and we're housed in gage's lake on our is our main campus but as i go over tonight you're going to see we spread throughout the whole county um which is a benefit for you so who's clicks for me i click for myself there we go so one of the unique things about seadoll is that we are a cooperative of 31 member districts so we actually have two school boards um we have one of you virginia who's on our board and the governing board she represents you as and takes a firm stakehold in your accounts as she works on our governing board we have a governing board president that's mrs kerry mchugh from wakanda and then we have an executive board the governing board delegates the authority to the executive board that's made up of four governing board members currently we do have an opening for a governing board member on the executive board we have four member district superintendents including mr gold on our board and we appreciate his service in that capacity and the lake county superintendent of school dr mike michael carner mrs odie paul is the executive board member board president right now and she's from gurnee 56.

call please mrs doyle mr gatewood mrs johnson present mrs croner here dr marino present mrs simultan present mrs swanson present please stand for the pledge of allegiance i pledge to the allegiance for which it stands one nation under god indivisible with liberty and justice for all we will now hold a public hearing on the sd 308 e-learning plan for emergency days we have no comments for this public hearing tonight that have been entered if you wish to make a comment about some other matter unrelated to the public hearing you may do so during the second opportunity for public comment this is the public hearing convened by the board of education of community unit school district 308 regarding the e-learning plan for emergency days at this time i will ask each member of the board of education the district's attorney and the district's administrators who will speak to identify themselves for the record at this time i would like to ask our administrators to give any additional information updates on the sd 308 e-learning plan thank you uh as is in the documents there is one large change to the emergency plan i want to remind everyone that this is just in lieu of closing school for emergency days examples include increment weather or an unforeseen school closure this is our timeline that if it is approved tonight it would go on to the regional office for education for approval it would not be final until that comes back from our regional office superintendent the plan is in accordance with all the isb guiding principles the plans for early childhood and elementary have not changed since the last meeting but the secondary remote instruction which has changed that is now a full day with full length class periods both at the junior high and at the high school level any questions or comments and now the board asks members of the public to comment oh sorry we already don't have any so at this time we will close the public hearing on behalf of the board of education i would like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in the public school system residents interested in speaking to the board this evening are asked to have completed a comment card and presented it to the secretary of the board when the secretary calls your name i ask that you come to the microphone state your name for the public record and provide your feedback i will read up to three email comments submitted by students only please note that comments are limited to 3 minutes per person for a total of 30 minutes no discussion of personnel matters or responses to questions are permitted the board does not participate in discussion during public comment follow-up to your questions or concerns will be addressed by administration through the contact information provided on the comment card thank you anna bosco yeah right there good evening my name is anna bosco and i have two freshmen at ohs at the 927 meeting many board members commented about the difficult time our students have had in the last year and a half i must remind you that the best way to help our students is to not enforce the governor's mask edict in our schools you may roll your eyes but this request is not unreasonable or unscientific some tell me children have adjusted and are okay with masks parents are the only ones fighting the mandate okay so children god bless them are impressionable and eager please but we don't allow children to choose their diet their bedtime or how many hours of video games they can play why would we dismiss this important health discussion as unnecessary just because they're not interested in it anymore parents in gainesville florida sent six masks to the u of f's mass spectrometry research and education center after five to eight hours of wear for testing the analysis detected 11 dangerous pathogens on the masks among them viruses and bacteria that cause pneumonia tuberculosis meningitis sepsis blood stream infections utis resistant to antibiotics e coli food poisoning lyme disease diphtheria legionnaires disease and other severe infections students and staff wear a mess while dissecting frogs in biology while in the bathroom flushing the toilet they set it on the cafeteria table while eating lunch sneeze into it sweat through it during pe classes and indoor athletics cough through it and touch it dozens of times throughout the day to adjust it all in the same day all in the same day in any order we freak out about allergens and mold in our general vicinity but we're perfectly fine with incubating all that gunk in front of our faces while we breathe and there are other health concerns to consider a study at a german university received 26 000 reports from the doctors of children who were required to wear masks 68 of those children suffered adverse effects half had increased anxiety many others experienced shortness of breath panic attacks face rashes dental disease headaches and more let's put this in perspective we're continuing all the suffering for a virus that has a 99.995 survival rate for kids as of september 22nd for the cdc 464 children under the age of 18 died of proven 19 in the prior 18 months in the 2017-2018 flu season which is far less than 12 months 480 children died of influenza each one is a strategy tragedy but in 2018 when nearly 500 children died of the flu no one panicked no one wore masks because we knew that germs and risks and strategy even are a part of life we are creating a fear of normal risk for our kids and it's wrong parents know their children's medical history and should be the ones to determine what health decisions and risks are right for them i've told my children that the most important training they can gain from school is to learn how to think critically independently and to form their own educated opinions instead of accepting anything at face value i am for the school board of district 308 to do the same please stand for truth and freedom regardless of politics money or pr with liberty and justice for all thank you keisha earl video man thank you anna it seems like we're fighting for two different rights though um today my son became the subject of an illegal search and a three-day suspension by ohs administrators they violated my son's right and as he was not a threat or undergoing any health emergency at the time as a parent i was traumatized by these events that happened today i responded to my son's request to come to the school upon arrival i requested to speak with assistant cooney or dean aceret i waited in the lobby as i felt more comfortable with cameras and people around officer vargas who is a school resource officer then approached me and decided to talk to me in a very aggressive manner he called for backup his call prompted an unwarranted response from five officers my son and i were surrounded by four officers and one was waiting outside in a patrol car after 30 minutes dna syrah came to speak with me and informed me that my son had left to go get his asthma pump or chromebook out of the car upon his return he was illegally searched my son complied with dean's acerat prores i'm sorry request he felt threatened so he then complied i understand that safety protocol i understand the safety protocol but my son felt that he was the target by officer vargas and dean aceret the dean then informed me that she nor the officer found anything on my son no weapons no drugs nothing so i began questioning the sd 308 search policy and if my son was a threat to staff or students she responded no dean aceret also laughed in my face at my questions she informed me that officer vargas would come out and speak with me i am very concerned with this dean's response and the idea that she thought being surrounded by three to four officers was a scene that any 17 year old should experience at ohs as a mother this is not what i expected to witness or experience over what is said to be some type of residue miss acerette's laughing and lack of empathy is disheartening as the african-american parent i support the school of the suit and did not do i'm sorry did not follow the rules this was not the case i support my son or any student making better choices but the school needs to take accountability that this was not handled properly as a mother i should not have to experience this from a district that committed to diversity and inclusion i apologize but your time is up now no problem i would like a response from the school district i am appealing this three-day decision i'm sorry this suspension my son needs to be back in school learning where all these other kids are and i really want to point out i have a video of this while i was in the lobby there were two students that left for lunch at 12 13.

of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice [Music] okay well there's my embarrassment welcome everybody thanks for serving as a test breeder over the summer we are thankful for shelley's continued commitment to improving our instruction preparing our students for the ap exams and economics and government and i think mr drake also was a reader this summer for ap that yes so congratulations and thank you for that continuing on mr boone from south elementary i would like to share you'd like to thank white's high school for stepping up to help us fill in some staffing needs during the week of 9 27 to 10 1 with a number of our stuff affected with by illness the white staff provided support by subbing in many of our classrooms we appreciate mr divot for making his offer to us and for arranging this staff to fill the various needs of course they were available because some of the staff some cottages were on quarantine so that allowed them to be able to help out with some of that also and then finally first run in 1897 the boston marathon is one of the most prestigious long distance races in the world if you think about it boston marathon runner applies many tenants of our msd mission vision and tagline discovering and achieving passion potential driven to take initiative unafraid to fail and of course dreaming big and work hard so how does that connect to southwest elementary congratulations to fifth grade teacher this is natalie hunger i'm finishing the boston marathon yesterday in a time of three hours 27 6 minutes and 22 seconds this time placed her in the top third overall by gender and by age group southern elementary is super proud of mrs unger for this great achievement i would also point out that former northville teacher and current uh warsaw community school superintendent david halford conducted in the sponsor all right and so now at this time this is a great day because we took a hiatus for a whole year for the staff spotlight so we are going to spotlight our own mrs ball and wendy is going to share a little bit about that and i will say in the past we're going to do something a little bit different um in the past we actually would um give you something like a publisher or something like that but mrs mighty bartles is going to talk to you about maybe what people would really want because maybe they would not want to call it um you know what she's thinking i don't know what her budget is right now but uh and actually that budget first farmers bank of trust will provide that for us they are sponsored so uh probably not a new car unless it's just a little matchbox but i do want to congratulate you and wendy thank you for nominating her and you can go ahead and tell us a little bit about melissa ball okay so missy stepped in what two years two years ago okay so when she stepped in uh it was kind of exciting for us as bus drivers because we haven't had a boss who has actually been on a bus so um so this is what i wrote so missy always goes above and beyond what is expected she wears so many hats in her position but manages to do them with grace her open desk policy because she has no door lets her bus drivers uh her bus driving force come to her at any time she's open honest supportive and goes to bat for her team of drivers she understands what it takes to love these kids first thing in the morning when they don't want to be out of bed yet and maybe didn't get much sleep and when they are all over the place in the confined space of the bus but we still need to control our butt control still needs to be maintained she works hard at seeing the big picture and working with her crew in administration to make things work and help everyone involved see the whole picture she's a great leader and would probably be humbled rather than excited to receive recognition which i was right [Music] well it's been an interesting road to start out with we started with coven last year so um we've learned a lot from each other it worked well together i feel like so and i really appreciate that my bar is here i'm here i'm here so i feel like i still have a long way to go but thank you very much [Applause] and you're welcome to stay or you're welcome to leave how are you doing we'll be finished by midnight okay okay so we're going to move on to public comment or agenda items only at this point we'll have another public comment to create later and while they're looking at that i do want to say though too for those people on facebook land right now too that anyone can nominate any staff member and so obviously we have a little bit of an audience here but also hopefully other people that watch the recording and you can go to our website and find that and nominate any any of the staff members so thank you for that thank you for doing that for melissa and if anybody wants to get their cdl please come see [Music] do you me to get your ceo now's the time now is the time there's no better time right chris right now i agree [Laughter] um so we're going to move on to the consent agenda items the first item is the approval of the minutes from our last board will be on september 28th financial reports claims uh the october 15th one so you'll see at the next board meeting but you'll probably also see the end of october payroll with your approval pending your approval of the teacher contract tonight we will start those retro pays then at the last pay in october so that would reflect four payments back in retro for the new contracts so you'll see a much higher number there than in october and then november 15th would be more reflective of what that would possibly look like moving forward but we'll also start having some coaches pays and things like that coming in as well between now and then also so you'll probably see much higher payrolls after the 15th paid that's why just end of the month report for september we'll look at cash flow at the next uh forward meeting plus we'll have the end of the month for that since we only had one here but everything still looks to be in the shape it needs to be starting to collect some transfer tuition and send out those invoices melissa besides handling buses is also responsible for 640 dollars worth of invoices that go out uh to our area schools so um we started collecting some of that at this point in time so a lot of that end of the year cash will also be be dependent on how much we actually collect between now and the end of the year but people got those invoices and we'll chase down the ones we need to chase down throughout the year as needed so i just wanted to let you know that to have a little impact on cash flow from a revenue side unfortunately though she doesn't answer all the questions that they have no she doesn't i wish [Laughter] the last thing i just kind of want to show as far as the financial summary was concerned was just the transfers we showed this periodically just to see how we are in comparison with that 15 guideline of transfers from education operations fund so since we've uh ended that third quarter there in september just kind of giving you where we're at with that so right now we've transferred approximately 2 or 12.38 of our dollars in education to operations fund there is a little bit of deficit to that as far as what is covered in our operations fund uh due to those transfers last year we had a little bit of a surplus so we're kind of balancing those out a little bit but we're around that 12 again and as comparison if you look to the next slide we use this as part of our teacher bargaining might be familiar with a little bit of that conversation this just kind of shows how we are in comparison with our border schools and what we transfer remember uh state law is 15 and so just a comparison with our border schools you see that we are second highest in revenue in our education fund but we are the lowest in what we transfer across from education to operations which i feel like is a good testament to why our education fund is the way it is and protecting and keeping education dollars for education purposes does so state do any regulation nothing after the 15 yeah there's some waivers and things like that and you get put on the naughty list and then you have to do some things with your board members [Laughter] [Music] yeah right but we have to like do some things on our website and we have to do some things at board meetings just to show that we're trying to rectify that that issue and when you say we are assuming that if we were one of those if we were one but we don't have to clarify that people may have called that incorrectly so do you look at that as a financial strength indicator then or what i do uh i i feel like that shows the strength of not only our education fund but our operation fund because we're [Music] a lot of people that are transferring more money is is because a lot of times they're impacted by things like tax caps so they're trying to generate revenue for monies that was not in coop because of the tax cap and so transferring dollars from one fund to another is a way that you could help offset the tax caps problem issue that you might run into um and so like i was showing you there we still have a you know if we wanted to be a hundred percent of everything that we the reason that they set these transfers was because they moved things that you paid for out of the old general fund into the operations fund so if we wanted to be a hundred percent to cover that i think we'd be like around 13 and a half percent and it showed like a 120 deficit uh in that funding well um that would mean that our our operations fund does not have getting enough revenue in it to support itself but it is supporting itself with the things that we're doing i was just trying to think real quickly chris about how the management of the capital money would affect that [Music] you know the things that we've done in the past to do some of those small term bonds not only help us do the projects that we need to get done but they can also help protect some of our funds uh in other areas that are needed uh when it comes to things like even like staffing and so forth so we haven't taken money out of the education and health thunder operation funds basically we're just there so there's nothing to prove with that i just kind of want to share that information [Music] under resignation we have aaron creech custodian at northfield high school and cheyenne paraprofessional at north elementary for employment we have hannah divid paraprofessionals on nick divot paraprofessional south of elementary and bailey roberts technology assistant at southwood elementary also have our northfield winter coaches lined up brandon baker head of girls basketball rex reimer head boys basketball matt burkhart assistant boys basketball matt brown assistant boys basketball shawn klein volunteer boys basketball troy bear and shane beiger boys basketball volunteers at shadowfield under head wrestling assistant wrestling scotty pennington also eric kirkland assistant wrestling greg gale assistant wrestling and junior high coach joseph mitchell assistant wrestling and neil fever volunteer wrestling and isaiah vanderbilt volunteer wrestling michael higgins volunteer assistant wrestling and allie rosemeyer head cheer deb schinkel assistant chair haley zollman head junior high chair sydney chamberlain assistant girls basketball cory hills roth assistant girls basketball laquilad hunter girls swimming kevin lemming junior high boys basketball kevin pratt junior high boys basketball and scott harper junior our fifth and sixth grade boys basketball don't be volunteer that is what i did well it doesn't say well again but it has to be yeah because we don't want to step down in a second to approve hr all over say all right [Music] heartland career center report yes on the course matt you're like what okay superintendent support mr keith yeah i'm just going to say tell you a few of the things have been going on but parent teacher conference is obviously going on right now until about 8 pm and then i want to tell you about an experience i had a week ago saturday we had the southwood class of 1970 that wanted to do a tour and it was interesting that some of those people have never been back since graduation so it's really neat to give them the tour but really the thing that that that really came out and stood out to me was the people wanted to know they want to go see the classroom with some of their favorite teachers so it wasn't necessarily the classroom but it was a favorite teachers that they wanted to go see and what how it changed and so obviously from 1970 to 2021 the reason why it's the 40 or the 51st is because of code they've been talking about this for a long time it was just really fun though to see him and i will tell you um probably uh to give a tour it was very difficult because they were very chatty that's 51 years some of the guys that were in the front with me they said you just need to keep going and knocked it out my name because i i really enjoyed it too because a lot of them had my dad as a director but um we were there two hours and so it was it was fun it's not that big of a school to take it for about another two hours so it was a lot of fun i also want to mention uh dr he gave up his rotarian presidency i didn't have it by quantum presidency but i do but but i do want to say though i appreciate the board for allowing us to do those kinds of things a really kind of difficult time though still with with code and we made some changes to both of our groups um i didn't mention quantus first i think it's not because we're a federal kids i had the opportunity to to go yesterday today to the isba i pss conference so i appreciate that i'm also just doing the superintendent advisory teams north and south but it's always fun to talk to the kids and hear what they have to say white's graduation we had another one last week about three more graduates the lemming track obviously scott was a big part of that uh really neat a big turnout too and just really neat too and speaking about chatty and talking a lot yeah interesting i won't say anymore so i'm just laughing about that and i think most of these sports things were maybe not everything but the cross-country girls moving on to regional and also there's some north building south of boys individuals that are moving on to regional from cross country um the high school trc was mentioned as far as southwest winning the trc but also the southwood 7th grade girl volleyball team won the rrc friday or saturday so just a lot of good things going on uh fun being in schools curriculum yeah i'll just let the report know that we are looking at getting textbooks again and we're trying to get some digital and some print textbooks not quite the same ones we used to have in the past but we're trying to promote more literacy and reading and we find that uh students and teachers enjoy reading from the book as well as from the screens we're trying to work on that and so we are currently piloting um three different providers mcgraw-hill who's been around for forever in glencoe mcgraw discovery ed which is we currently use them for some science and a couple of grades in pearson which is now status and so teachers at all buildings grades 4 through 12.

thank you [Music] hey oh i pledge allegiance to the flags of the united states of america to the republic for which it stands one nation under god indivisible with liberty and justice for all orders oh thank you [Applause] we want to thank our colleague for being here to lead us in rachel celestine here kate metta here gladys cooper yeah lauren daley is absent joe da silva here catherine hofstra and richard chinelli miss absent kathy molinero participation the board welcomes public participation and asks that comments be limited to three minutes the public may offer objective comments of school operations and programs that concern them the board will not permit any expression of personal complaints or defamatory comments about board of education personnel and students nor against any person connected with the danbury public school system danbury residents are also invited to send brief comments and questions via email in advance to dps underscore public comment underscore boe at danbury.k12.ct.us thank you it's very difficult to hear you and understand i apologize i'm sorry are there any emails no many emails for tonight now do you have anybody in the public uh that would like to address the board tonight answer yes can he address the board tonight yes yes you understand that yes [Music] but anyway could you come up just a little bit closer you know we all need to have a problem [Music] uh i've been in education for 51 years 32 years in noah high school nice 19 in west council we got that out of the way a few things i've seen since we moved to danbury 40 something years ago they never spend enough in education first of all taxes up here are very low compared to everyone wants to replace us in fairfall county but nobody wants to raise taxes i'm saying if you raise taxes on a person that pays eight thousand dollars a year on its property taxes it's often ten dollars a month increase anybody even these kids over here can handle that but i'm saying that's one and what we need this money for is staffing right now in danbury schools overcrowded you know that this high school was much too large should have two smaller ones as an educator you should understand easier to control a smaller school also easier to educate them if you have the proper staff we've lost number of the aids to the teachers and aids the teachers in danbury makes about fourteen and fifteen dollars an hour whereas they go to over a tj max someplace like that even walmart they can make up to 18 19 an hour we don't pay them enough we don't have enough of them we need more of them you know all these things all they hear about in this house keep the taxes low what the heck good is that if you can't get a decent education for your students my kids graduated the embryo high school did a great job in their college everything else but it's tough for these teachers again and i see the boss over here he's new i understand that but and even he realizes there's too many people in these schools what's going to be done right now i also have complaining about the chamber of commerce they should postpone that debate tonight until another night i believe they have their own political agenda down the chamber of commerce that's why they probably did that there's no you know so again taxes increase i hope the mayoral candidates see that that way i doubt that crocker bagger from brookfield will have one of the raising new taxes i just want to make sure that we get a better education and better help for our educational staff especially the aids to help the teachers these people do a tremendous job you can't find people who do jobs like that for that especially the ones in special ed esl and things like that i just hope anyway that's right right now it's all interesting thank you sir for your comments my hearing's not great thank you very much for your comments is there anyone else like to come before the board at this time [Applause] is it out of order for me to ask a question right now uh yes okay okay let me go on again um next on the agenda is uh the consecutive okay would you do the consent film i'll make a motion that the board of education approved the item on the consent calendar exhibit 21-105 as recommended emotionally okay second segment by joe any questions when senator constantine gladys cooper yes joe da silva hi catherine hodgson hi [Applause] yeah okay as i looked at the agenda before we came tonight i thought have we let the public know that they can come in person i mean look it looks to me like i don't know where maybe on the website maybe there's other places but it looks like public participation is supposed to come most through the emails it doesn't say yet that you're welcome to come does it i mean i don't know do we have that on maybe our website or somewhere else so um amy we we invited folks to the board meeting i believe in our first meeting so that the public was invited however there was a limit of i believe it was 50 people per capacity and in addition to being invited to come in person just to make sure we got the participation for families who did not feel comfortable they were also allowed to submit any comments uh remotely as well so that's why that option is there but if you might recall we actually had an advocate here at our first meeting we were actually counting numbers in the event people came in we didn't have a couple of visitors but not many but we just haven't had a lot of this walking traffic yet and maybe with the option to submit questions remotely i don't know if that's cutting back on the traffic but the invitation was there if we can put it out again certainly if you think it will help an invitation was there in the beginning thank you thank you moving on down to the agenda uh student reps good evening board of education members my name is scott gerstin this is andre du leon and we're here this evening to give you an update on what's happening at danbury high school the annual homecoming game is this weekend at 2 p.m for staples all are welcome to join us in supporting the hatters and the question for victor on our new turf field that is now open uh today the psats were administered at the chess with the freshman sophomores and juniors and the seniors reported to the field we took our annual picture and placed our handprints on the screen a big congratulations to tim timothy chen as he was a semi-finalist for a national merit scholarship that is awarded to one of 16 000 applicants we also had another six students who received honorable mention status and on an academic note we are now half of the way through the quarter warning things seem to be running a bit more smoothly at dhs students are adjusting to the one-way halls and stairwells and everybody's kind of figuring out where to go and everything um and last but not least senior fest has been rescheduled to october 29th due to weather thank you for having us and have a good rest of your evening hi my name is nicole um i am coming from ace um i wanted to i'll let you know what's going on um in the last two weeks ace has taken in 10 new students and we are very optimistic that they will have success and become part of our family the ace eight also took psats today 9th 10th and 11th graders and the seniors came to dhs today to do cap and gown measurements photos and the parent first also as a team building and connecting connection making space making making experience the higher age staffing students went to the gym just you know went to the danbury ice arena today after the psats to skate and have some fun so after the psat after lunch uh we went to the damn race they actually opened an arcade uh and these are given like these cards so we tried out the new arcade and some of us skated and we had a really good time also the last week of october students and staff will participate in spirit week names for each day were voted by on voted by students on a global farm um on october 26th during profession of development staff will participate in a workshop workshop regarding general agency their skills thank you very much for allowing us to share what's going on in our ace family stay safe everyone and remain strong thank you and if you want to thank for our complete meeting you can stay but you did still do guilty and i know you have class tomorrow so if you whenever you would like to leave okay thank you thank you thank you [Music] item [Music] a yes please education specifications for solo panel installation intermediate motion that the board of education approved that education specifications for solar panel installation at king street intermediate school in accordance with 21-106 well second multimated by catherine uh second about kate and a discussion on the motion isn't it yeah so so previously we had approved the other five sites i believe it is and so for the state to consider the job they need to consider all of them together the board might recall at our last meeting we actually pulled one of the motions given the concern around the age of the ruse the state has not necessarily declined the idea of that they're not saying it's not going to be approved but for the entire project to be considered all of the all the motions need to be moved through the state so this will complete the package um and be submitted to the state for consideration so we would have held up our end of the bargain um and then we could smith the grant and fall so we'll we will hear that we have our fingers crossed we're just been doing a young man's job trying to get this work prepared um when many see if any questions the book i have that i can't answer any other questions for boardrooms santa kate royal callers rachel celestine hi kate canetta i gladys cooper yes jodi silva catherine hodgson hi kathy molinaro she's giving me the thumbs up hi amy spolino hi thank you so much certainly in the 2020 21 year end financial report make a motion that the board of education approved the 2020 2021 here and financial report in accordance with 21-107 that's page 10.

non-agenda items which moves us to our agenda item 3.1 do we have anyone in the audience that would like to go ahead and um leave a comment at this time i'm sorry what was that i apologize uh we do not have anybody online great thank you lika for checking on that and we'll go ahead and move on to our general functions and today we we we have um in our board governance workshop we have parliamentary process 4.1 and i'll go ahead and turn the time over we have our legal counsel mr carlos here today to to go ahead and lead us with with this um with this item thank you madam board president i'm going to move this little closer okay if i take my mask off while i'm presenting it'll make everything a little bit more clear and i'm tend to be a low talker but if the room fills up and everybody runs in to hear more about robert wilson i'll probably math a couple of things uh i think anybody closer to the mic and if i'm not mistaken i think our protocol indoors for education has to have a mask i appreciate that recalibration there superintendent ortega well he's putting on his mech i do want to remind um our cabinet and our our board that it's very important we speak into the mic as uh i went back and saw our board meeting uh this last board meeting there was a few times where i could not hear some of your comments um so we can kindly just speak into the mic so that way we are we are recorded um and i also tend to be a low talker i'm going to make sure that i kind of speak right directly into the mic i'm going to pull up my powerpoint presentation here that we can all follow along and i think at this point that means i'm going to have fear okay here we are well thank you everybody for giving me some time to kind of lead us in the governance training here focused on robert's rules of order and when we first scheduled the training i don't think we anticipated that the dodgers were going to be playing the giants in the playoff night that was not intentional we didn't do that to clear the room um usually robert's roles is a big draw and so everybody comes piling in for it actually it was one of the the first things that i ever did as an attorney was kind of lead a a big uh dac meeting and a bunch of angry parents through a robertsville border presentation and so it was kind of riveting but it also gave me some direction about how important robert's goals of order can be or governing bodies moving forward so just a little bit of background about robert jewels of order and what we're going to be doing today really what the purpose is my big picture look at robert schools of order is that it allows you to have a meeting and to get through all the different process and make sure that everybody's heard in a meeting and kind of make sure you stay away from certain stumbling blocks that can happen with meetings and i've matter of fact i'm on a board i've sat on non-profits as well when you don't have a process sometimes things can feel a little bit like a food fight and they can take two or three hours until really robert's pools of order are there to kind of give us the clear process and how to proceed now one thing i do want to focus on here is the interplay between robert schools of order and the brown app right and so and i think this is probably a good thing to lead with here i've looked at your board policies i looked at your board bylaws in no place have i seen that the board has formally adopted robert world of order but there was an exhibit that i believe now csba is no longer adopting and i believe the district will won't be having that exhibit in anymore even though it is technically on the website right now there is an exhibit that shows some parliamentary some parliamentary procedure some parts of robert's world but what that tells me and just in looking at the practice of the board is robertsville is established here to use and it should be a fool but when we're thinking you know and we're up all weekend and we're kind of worrying about what happened in the board reading i'll tell you as legal counsel the number one thing you want to be worried about is the brownie right the brown act is really there to make sure that all of the actions of the school district are happening in public and the rob robert schools will be there as a tool to get us through these different meetings and i want to make sure that as we go along we're not conflating the two and i have some hypotheticals for you at the end that will really help you see where it's not always clear where robert's role stop and where the brown act begins we can jump into a little bit of background i'm not gonna gonna belabor this but ultimately it was created by henry robert and the idea was to give local legislative bodies the ability to use congressional procedures and so we're not going to make it a four hour presentation but ultimately it's the idea that if you don't have a compass if you don't know how to have the process um it can be problematic and i've seen some some of the meetings and i think um the board really has tried i think to adhere to robert's rules across the board and just how you're conducting business i want to i want to emphasize that today ultimately the right of the majority to make those decisions and i've seen most of your votes tend to be 4-1 or unanimous so the idea is that even in a 4-1 vote or in a 3-2 vote the minority has that opportunity to be hurt in fact that's kind of like a basic tenet of democracy that the minority can be heard but it doesn't mean that the minority can stop the meeting in its track there has to be a process where they're heard and then you can still conduct the business of the district now again rights of individual board members to participate this isn't something i've seen um in my observation of the meetings i've been present i haven't seen any problems with that necessarily but i do think the way that board members participate is critical right it has to be in a in a productive way in a way that they're heard and then the districts the majority of the board's majority and still proceed now ultimately the board does have the right to create more rules and regulations but as i mentioned to you there's nothing in there that i see it really speaks to robert schools being adopted it's more of an informal practice here in the district all right now what i would normally do in a situation like this is i would walk around the room and i would try to get feedback from each one of you but i'll stay here at the podium and i want to encourage you though if you want to interrupt me and ask a question don't feel the need to wait go ahead and throw it at me and that's kind of what i'm expecting here tonight but also ultimately the brown act is really about making sure that all the board's actions are transparent and beyond just being transparent that the public had noticed of what was going to be on the agenda and had an opportunity to come and participate in that process so a lot of times things that you can do under robert's rules you may not be able to do under the brown act because of the strict adherence to agendizing matter we talked a little bit about robert's rules and the need for order and the efficiency and ultimately again i'm going to hammer this point brown act is the law robertsville's as a procedural guide and i do think that a certain amount of formality can help you through meetings um they can help make sure that the minorities voice the heard and it also helps the board to portray itself um in the best way possible to the public because i think ultimately that's what the public wants to see when they log in they want to be able to see the board adhering to certain types of formality and then the board taking care of it i think that's that's ultimately as a constituent which you want to see out of your local governing board now if there is a conflict and we'll talk about this later in one of the hypotheticals the brown act control and again the brown act is what's going to keep me up at night um the brown act is the thing that we have to make sure that there's no there's no problems or procedural problems with brown egg and if there are there are ways to cure those but it's really not a space that you want to be in so and i want to go back one second if there is a minor problem with the robert's rules of order that does not mean that there is a brownneck violate i just want to hammer that just just so that when everybody leaves we know there can be a slight issue in terms of the motion you know was it was it a main motion was it a secondary move was it a procedural motion um does the system only allow for one vote do we have to do a hand recording of the next vote all of those things can be worked out among the board the big the biggest thing though would be there's a brown act violation and then that becomes an issue and it could potentially invalidate the entire act all right but robert wool's problems by themselves will not invalidate the board action okay so i'm going to get into a few of these things and keep in mind the terminology i'm using is directly from robert's rules of order so if if i use the phrase and you don't recognize the phrase do not despair we can kind of unpack it and see if it matters what i wanted to do was pull as much of this terminology directly from robert's rules and also from the old exhibit that the district had just so that you can get a sense of what these things are so carlos please i'll be the first to interrupt just to go back to your hammering of the point just so that i'm processing it correctly um we post the agenda 12 hours before the meeting brown act violation there's problems absolutely and i would say no amount of robert's rules is going to fix that correct uh we're having a board meeting somebody makes a motion to approve something we forget to do a second and we go right into voting the voting takes place it passes five to zero later on somebody says ooh no that that's not that's not okay there was never a second that's not equivalent to i posted the agenda 12 hours before the meeting nope i'd say minor robert's rules issue but all five board members clearly recorded their vote and the public had an opportunity to participate i say we move forward and i think and i appreciate that superintendent ortega i think he was making a point of order so it's kind of fitting that you did that right now but ultimately a point of order would be to correct a breach in the rules and in my mind it's only used for major infraction so this is not um it's not the floor of the senate and so and all the meetings that i've seen i've never seen any of the board members make a point of order um i haven't seen that happen but ultimately let's say for example you had a main motion that was considering a contract so and i want to be as um completely hypothetical as possible let's say you have a contract with an outside vendor who's going to come clean the sidewalk in front of the school and there is a motion on the floor and then another board member says why move to have a different contract that's going to clean the driveway completely different contract different vendor at that point the second board member would be out of order that would be an infraction because there's currently a motion before the board and we're going to talk about this a little bit but whoever has the responsibility of chairing the meeting that person really needs to recognize the board member who wants to speak before that motion is even made um and that's it's not a fun fun job to have at these types of meetings i've shared meetings and it often um it's like you're having you will have you have extra work when you're at the meetings but a motion like that would be out of order that we would say point of order there's been an infraction please so what happens if they do a substitute motion well the point i was making is that we're doing a two main motion and so a point of order saying there's been an infraction that's out of order at this point in time that was the hypothetical i was trying to build but if we have a substitute motion and the way i've looked at it is motion to amend or supplant the original motion that would make sense it just would depend on i think normally our practice is too if somebody doesn't like that not not just a point of order but also like explain like what we could do so that people understand what went wrong that makes sense and i think what i'm trying to do is give you some tools from robert's rules of order and and again this doesn't mean that at your next board meeting there's going to be 20 points of order the idea is that there's actually a parliamentary process where we can say that particular motion is out of order at this point in time and so we need to take a pause and get back the original main motion um but as the board member suggested there are other exceptions to the exception and the robert's rule of order is only about four or 500 pages the one that i was reviewing and so there's a lot of different things that you can do in the context of these board meetings that may make a particular motion acceptable for the moment please so for example i have a question um when we have a uh board action right and um and one of the board members wants to split it up how do how do we move forward with that but that's a point is that a point of order that's an infraction no i think i think that would be permitted okay in my mind how do we move forward in in my mind it would look something like this there is a vendor who wants to come in and the vendor is going to clean the sidewalks and they are also going to clean the rooftop at some point after the motion and after the second there is a discussion about the cleaning of the sidewalks cleaning of the rooftop and um and i hope you don't mind board members i'm going to start not picking on you but using you instead of saying board member a doctor beau points out you know the rooftop cleanup really is a different conversation than the sidewalk cleanup so dr beau makes a procedural motion to split the two motions we're going to first vote on whether or not we're going to have the contract to do the sidewalks and then after that we can have a second motion that would entertain the cleaning of the rooftop so that that is an acceptable procedural motion that is not an infraction or a violation of and i i do think that as you start to get into really complicated areas that have multiple layers you may find yourself in a position where you say you know what we don't want to tackle all of this whatever this is we don't want to tackle it all of it in one motion we do want to break those things out that would be a procedural moment so just closing on the point of order i don't see this as something that you're going to be doing all the time please just going back before we come away from that the idea of splitting the two if you know so i know we have our computer systems that move us that move us right along and but but just because our computer systems allow or don't allow something like you said that's not necessarily a violation but if we were to be in a situation like that where something was split into two is it how how is it indicated that we're is it because it's it's indicated prior to that even though we've made a vote we're not moving now to you know 9.4 because 9.3 there's some unfinished business within 9.3 what what is the appropriate way to indicate a pause before moving forward to the next item in my first thought and i remember this issue came up at the last board meeting when we had an an amended motion which by the way is proper you can amend the motion and i think that was in response to dr bo had an amendment a proposed contract and that's a perfectly acceptable thing to do in robert's roles and it also does not violate brown act but my suggestion is when we go off-road like that i think we're going to have to do it in an analog type way if the system only allows for the recording of one electronic vote that means we would have to have a a written record as long as we have a clear record that shows how each board member voted then it allows us to get a little bit beyond what the system's capabilities can ask for clarification because i think the question was let's pretend we're on 9.3 and then there's a split to vote 9.3 is the one that takes both of those votes you're not doing a 9.3 and now we have a second vote so now we have to log a different number that's correct i think both vote would be under 9.3 now if you're sticklers and um you prefer a linear way to kind of think about these things technically you you could say first vote was 931 second vote was 932.

uh yeah so the first floor at 309 is 8 13. and that wall extends about a foot to a foot and a half above that 813 so four to four and a half feet uh of wall and then it also has a two foot railing on top of it again from the 309 side uh to to bring it up for a railing code so ultimately if you're on the plaza at 212 sorry um you're gonna be looking at a four foot plus wall with a small railing on top of that and what's the use directly on the 309 site is it is it just landscape between the 309 building and the wall or is it the patios for the ground floor units well it's a mix we have a stair tower that comes all the way out to the property line we have a an actual living unit that comes out to that wall in the rear and we have a sidewalk coming up it's actually a second egress exit off the front um so uh yeah we will have living space essentially butting that wall in that railing for about half that distance um hence the the in my view the the need for the courtyard and we will be putting full-sized trees and planters on that courtyard as well as various other landscaping elements which again we've done in two other courtyard type buildings in ann arbor and the berry free ramp to your plaza will share that wall on one side it looks like uh well yeah so again that wall for 309 is right on the property line and we are uh budding that at our parking level and which would obviously then also because we're building the pedestrian courtyard above that would abut that so the ramp would come up right next to that also correct okay thank you sure well we're on that the outdoor space i'll i guess i'll follow on um i think uh first of all i think it's a very creative use of topography and space to get all of these things to fit and work together and provide some amenities outdoor and indoor so i commend you on that your creative approach to navigating all of that um a couple of questions i have um are on the privacy screens and the patios i can see obviously the one on the street side um i thought that you mentioned there were more in that um terrace space can you clarify a little bit what other private kind of patio zones are um being planned okay so there's the front one that you just mentioned and then the rear unit at the rear of the courtyard we're going to put a patio in there and have that screened with a wood screen and each of the entries to the units uh just outside the unit we're going to have a planter that we hope uh the tenants use to put flowers in and stuff like that so they kind of get you know our house has the hollyhocks and their house has deltiniums or something like that um so there's some connection between the unit owners and a small bit of landscaping out there but the the other six units on the second and third floor all have their balconies out to the outside okay so there's just two patios that are out at grade or at the um courtyard grade that's gonna take the front of the building in the back of the building the rest of that courtyard plaza minus those planters is kind of shared use um for all of the uh residents correct true okay um i i guess um in general i mean the image that you shared for the patio enclosure is finished and refined it it just doesn't quite feel like a street side um character it feels uh like a barrier to the building in a way that doesn't feel very super friendly i mean i think when you have the refined and the quality materials that you're showing it has a bit of a different presence but a full height screen wall feels a little bit um i don't know i guess i feel like it would be nice to have a space that wasn't quite so cordoned off and private that had a little bit more of a transparency to the building um than having a full tight screen well i understand that residents would want a little bit more privacy that close to the street but it does kind of present a different front to the building and how it resolves with the window elevations is a bit awkward too you know there's kind of kind of almost to the top of those windows and i understand looking from the street that angle is going to change a bit but it feels a bit tacked on i guess so how can it feel more integrated and feel like a piece of the building that is connected to the plaza and also connected to the street in a little bit more of an integrated way hunter jeff do you have anything [Music] um i agree with lori's comment about the screen wall but overall i think it's a nice nice looking building it looks like a nice project i have a question about the camp the canopies over the entries um are you saying it's going to be one or the other or a combination of the two one or the other all right well i like the idea of the standing seam metal versus the the polycarbonate um and if if that's the route that you go um that would be my choice but if that's the route you go i i'd like to see maybe you increasing the pitch on those roofs uh over the doors because at that low a slope um you know standing down at grade uh you're really not going to see the material and i think it's a welcome material to add sort of to this palette so if i look at for instance your um your your rent your 3d view on whatever page that is but at any rate that view shows the roofs pretty nicely but you'll never see them from that angle and the angle that you do see them from i don't think you'll see the material at all so that that's my only comment about the roofs i i definitely prefer the copper versus the the plastic um and otherwise i think it's a nice looking project um and i think it fits well into the character i like the way landscaping with with a tight sight like this to be able to get all that landscaping in there i think it's gonna [Music] make a nice addition to miller and then i just have one more question and that is from a lot of the correspondence that went back and forth between you carl and the planning department was there ever a resolution to whether that is a bay window or part of the part of the wall uh i'm i'm looking for a definitive some definition of what they're operating off of it looks like a big window to me so okay and most of the stuff i've i i'm i'm you you see the conversation where we want a uh answer about what they're using as criteria of why the bay window's not a bay window i can speak to that we've had multiple staff meetings about it staff is unanimous in their opinion about bay windows if a bay window has a floor it's floor area it's not a bay window um that's how we're interpreting it and um that that's that's how uh brett isn't is is interpreting it and each of the staff members so so jeff this is thompson simmons uh that's uh and and and uh jeff khan also um so that's the first i've heard that so if we if that front bay window if we raise that up two feet so there's a shelf in the in that first floor unit we're good you call it a bay window then i i would like to see it first but but that's the concept with the floor if it goes down to the floor it's floor area if it's up above the floor it's a bay window that's that's generally the concept okay thank you and thank you thank you very much go ahead yeah so where is that definition coming from jeff [Music] we uh discussed uh where where code uh describes it i can i can forward you that uh material uh after the meeting um but um this is how staff has been interpreting bay bay windows for for a very long time so when you how long a long time because you have there are other buildings built in the past 10 15 years in downtown ann arbor with bay windows that are floor area so i i i'm they were allowed but this one's not even though you can go online and find thousands of pictures of bay windows that are floor area and as i pointed out the very chicago school of architecture is predicated on these walk-out bay windows and that 24-inch walk-out bay window became such a standard it's written into all these zoning ordinances and building codes such as ann arbor's but nowhere do i see a definition on bay windows in webster or oxford or the architectural dictionaries i own that say that a bay window does not have cannot have usable floor area and as the examples i presented they all show usable floor area so i like i said in my emails which the board has copies of if we knew what the target was then we could shoot at it but so far i don't know what the target is well carl we do now we do now yes right so i appreciate those comments but now we can take it back with the other comments we've received and uh and look at how we uh can modify this to make it a better project i i'll take a look we'll take a look obviously at the screen wall comments and the standing seam roof comments too and i'll come back with a better project yep so i i i'm already we're looking at uh and then the other uh issue has to be with is this three stories high or is it four stories high um and i'm i produced a document using the uniform development code that demonstrates that it's a three-story facade and that same reasoning was used to make 309 north ashley directly east of this project also be a three-story facade and i'm still waiting to hear if that summary that i gave is correct that's not how staff interpret it we staff met earlier today to discuss it um brett was firm with um the street wall being exceeding three feet um you could request a variance for that but that's that's staff's interpretation so could you clearly explain to me why 309 which has more of the lower level parking garage exposed than 212 is compliant and this is not no that's right and uh carl i yeah this is a zoning matter and it's not in our purview right so i appreciate the conversation but maybe you could take it offline after the meeting and resolve it thanks dick um you know when i when i reviewed the design um for uh compliance with the design guidelines i noticed a couple of zoning issues and as a courtesy i wanted to point that out as soon as i i found them and so i did forward that information to the architect and the um and the developers as soon as i identified that and i did speak to staff to confirm my interpretation before that but dick thank you for saying that they are zoning issues we can address them prior to the submittal of a site plan could i ask a question back to the i understand the the the street elevation so forth it gets kind of back to the zoning issue back to the bay window just for a second did i interpret it correctly that each of the three floors you'd have to raise the floor above i mean the the bottom of the bay window whatever you were calling this thing above the floor area in order for each floor you'd have to raise that up so it technically wouldn't have three floor area projections into the setback i'm just trying to get a point of clarification because i'm confused about that i think they're saying they could create a window it would have to create a windows so that it was not necessarily floor area that's what that's what i would introduce there'd be some infill in each one but it it could be expressed as a continuous element on the exterior but on the interior what i'm hearing is there would need to be a sill at three feet or something so from the exit and that's why i'm interpreting and understanding it too so from the exterior it would still look the same as it does now in elevation and in section but in the interior you'd have a window seat in all three levels and that would solve it is that right jeff from from our from our lands um if if a window goes all the way down to the floor and includes floor area uh it it counts as florida that is part of the building this all comes down to the front setback requirement which is 15 feet i get that my point is if they put a window seat and just brought the glass down to the window seat from it but still had like a blank there the exterior would still look the same but instead of the glass going all the way to the floor level it would go down to the window seat and you'd have a just a panel at each one but that's something i'd certainly be willing to look at that i mean it sounds like that's the technically what you're looking at that's my assumption that the elevation can stay the same as long as there's not floor area for someone to walk into just as a kind of clarification is the problem because we are going to exceed some floor area ratio for the site or is the problem because we're projecting into the front yard step back it's a it's a front yard setback issue yeah it's the ladder jeff but just let's just say it was but if you're still with this the new design we're talking about is still projecting into that it's just that technically it isn't usable floor area that's projecting into it the building is still projected the projection is still the same it's just that the floor area isn't projecting in is that right i think you're right bill yeah but putting putting window seats in there changes the the sort of the the geometry of the glass and all that so that i mean this is one of those things where maybe this uh maybe the spirit of the code is limiting the floor projecting into the front yard setback but this is one of those things where my old boss david oscar will be screaming bloody murder but i i don't want to see this bay design change so i hope we can figure out a way forward there would still be spandrel panels though at the interstitial space the framing space there'd be something opaque there i i assume it would just be bigger clear glass and spandrel and now there'd be bigger spandrel panels well i carl pointed out that there are other buildings i don't know which ones that project in that project out and have that kind of call it a bay or not the floor-to-ceiling glass but i assume the technicality is there that those projections don't go into a setback area yes they project out over the street sidewalks oh okay but most of the examples were from other cities right the the examples i some the few i showed yes i i collected but i mean you could spend your lifetime looking at bay windows on the internet i i think it it's safe for you jeff kahn to take back that that we feel the more glass in that bay window the better and whether or not it's allowed is a zoning matter but we we'd rather see more glazing as originally intended is that is do people agree with me i agree yeah i agree and recognize that it's a slippery slope um as a way to kind of feel more floor plan space for future projects right like as soon as you start to allow this it gets challenging when the next project comes up and is slightly less like a bay window and slightly more like just a building that gets bigger so i do want to be cognizant of what that is and i i wonder if it doesn't um and you can i can be out of line for suggesting but are we exceeding the other setbacks in a way that we can say that this isn't an advantage to the facade and it accomplishes these things and then we would have variance around that that is acceptable in our opinion because of the graciousness of the side yard um situation just throwing that out there as a consideration lori i'm not sure if you were asking a question or just offering an observation i guess i'm saying i i am hesitant to say we like it so you should allow it when it's not allowable typically right i mean i i agree that it's preferred from a design standpoint to have that all the way down to the floor um i guess i just wonder what the mechanism might be to appropriately kind of balance the intent of the um requirements with some of the other uh some of the other ways the site has been used and balanced relative to the other setbacks and i think you're suggesting that maybe the east side setback is greater than than required is is that what we're asking yeah i don't know the answer either is that the case carl well so we're developing a site uh under just the regular d2 zoning orange allows 200 build out and we're doing 160 build out so we're under there uh we could build all the way to the lot lines but you need some space for windows and whatnot so we could be five foot off uh work and and we're building a building you know it could be i think 60 feet is the maximum height we're doing because as as i note my narrative as we're going down the hill we're transitioning from the larger urban buildings at main street towards the residential neighborhood and we're and we're and we're adding this building that's sort of starting that step down process and hopefully other people will take off from that and the next building to us will be lower than that um i i mean again it's i've had a very difficult time as i immediately answer staff's questions within 24 or 48 hours and then waiting for their answers back um of why uh my own house has a bay window that projects over the front setback here in the city of ann arbor and i'm just you know i and then as i drove around town the other examples i go well how did they do that 309 ashley has balconies that project five feet out into the front setback but there's nothing in the zoning ordinance about allowing those or not and so i uh it the the uniform development code specifically says you know it says bay windows cornices blah blah blah doesn't say anything about balconies and it says 24 inches but right next door there's 60 inch projections so i it's when you i i don't one project gets it and the other doesn't and they're right next door to each other so it's just i think this you're getting back into the conversation before i understand yeah yeah but but we we did bring it up and so i think your takeaway is if allowed by zba or by the city other bodies than this one we we like the way it's been designed in terms of appearance but we we can't tell you if it's allowed or not it's not our purview but i could carry your like to a zoning board of appeals meeting and say the drp liked it absolutely i've got a comment about something else good um i mean the other option would be to move the front wall back two feet and i realized that'll take something out of every garage but then you'd have your bay window on the front setback but my comment was about the plaza elevation and the lack of windows at the first floor um the which elevation carry the plaza elevation which is the east elevation i realized that with the elevators and so forth it makes it really complicated to have windows into the first floor of the units it would be nice to at least have some side lights uh or something on the doors that are uh opening onto the plaza also it would give you a reason to beef up your front door canopies potentially so they would be a little larger scale which i think would help as well but um you know i think the plaza would be enriched if if you had the ability to kind of communicate visually with the units if possible and then i also wanted to ask how the mezzanine works you know i can see your section but i don't really understand how the mezzanine will work and will the mezzanine be accessible to the roof going backwards yes it'll be accessible to the roof and if if you look at the east elevation the top of this third floor stair tower that if if you go into the stair tower straight in and then past the stair going down and then go to the next there's a flight of stairs that goes straight up into the mezzanine and so on the east elevation you're seeing this shed roof that's the top of those stairs um flanking the clear story windows that you're looking at and that leads right up to that mezzanine okay all right john do you have anything to add well um i enjoyed the comments i love the building and uh i i agree that the the front facade is great uh that i i i think it's it's a good addition to ann arbor i leave it to staff to determine whether it's allowable or not but i would i would hope they would find a way to make that happen again i i want to piggyback on jeff i like the use of copper if it's all possible uh and and with lori in terms of screening that you know if we can allow it uh to uh not be so much a barrier to uh to the sidewalk the pedestrian experience uh and uh and and you know it's living downtown i mean that's that's what happens you know you have people walking by so those are the only comments i think it's a great building and uh i hope you can work out the details with staff thank you um and i have just one comment about the um east plaza which i really think is an is a great approach uh to the building to the east they have that little relief between the two buildings really works i i think it'll probably only get on a sunny day two or three hours of daylight and so you might want to look at some hardscape materials that that will not be dependent upon um growth um and some hearty plant materials that will survive but but i think that's a real opportunity to develop a really nice little space similar to that interior courtyard at kerrytown that everyone loves so much it's just a real special little spot so i'm glad you did that in and good luck with the landscaping i'm sure there's a way to solve it if i may add to that i think as you move further into the detail it would be wonderful if that space had some interesting lighting so that at night it really felt like an amenity on the street as well so i'm sure in that sort of enclosure you can factor that in but it would be nice to um incorporate that so it's a you know a winter long summer long evening long um asset to the street yeah john i'm sorry one one more i'm the art commission representative so i have the obligation of trying to encourage uh public art have you considered uh using public art in your project in any way carl i i always do um and that's a conversation that tom and i have to go through um but it's it's on my hit list but not kind of early in the game i guess we left the cat out of the bag john well uh the public art commission stands are ready to help in any way that we can okay all right i want to thank everybody uh i think we're done with the comments uh all your input is very important to me and uh we certainly will build off it i i enjoy participating in things like this so thank you very much and i hope you'll see your input expressed on the outside of this building as it continues forward so thank you thank you carl thank you tom thank you very much for the comments as always next time you bet i don't see anything on the agenda of kristen or jeff under have a motion from chuck second from dan all in favor unanimous jennifer all right next item on the agenda is a superintendent report dr wright will turn some time to you absolutely thank you a general update we'll start with a covet update uh we have had the benefit of having kids out for the better part of 10 12 days now with the weekends 13 or 14 days we were getting about one or two cases a day through the last three or four weeks in our in our immediate area the cases are much higher percentage-wise than they are anywhere else in the state right now and just because we have a lower level of percentage of people that are vaccinated our area is like 40 vaccination versus some areas the surrounding reservations are as high as 80 80 85 90. and so we're feeling the effects we're seeing a sharp increase and has continued to grow last week all of our numbers are a week old so i can tell you two weeks ago we had about 340 cases last monday tuesday and wednesday in those three days we had already 130 545 so it appeared that the slope was continuing to increase uh i will meet with the county tomorrow on a call to find out where it's at or hope is it's finally going to start to level out i don't i think we'll see another increase this week we've had to cancel the round valley game because of the number of coveted cases on the football team and frankly we we wouldn't have enough kids to play we play kids on both sides of the ball and so if you lose four or five or six it's like losing 10 or 12.

you want to go up to the next one and then on the cover page i did give you the entire packet that i um for the board members as you can see on the cover page you'll see that the maintenance and operation expenditure by fund was 11 million 537 thousand one hundred and seven dollars that is what the district spent for maintenance and operation and maintenance and operation is the fund that's utilized to spend the majority of salaries and benefits for staff it's used to pay for all of utilities professional services so that's basically the primary funding source for the district and then the classroom site fund is the monies we use to pay for teachers it also includes the performance base pay for teachers as well we spend a little over a million dollars one million one seven hundred and fifteen dollars and then we have the unrestricted capital outlay the district spent four hundred and fifty two thousand four hundred and thirteen dollars and then page 1 of 12 of the afr this is just a summary of it you'll see the five levy funds that we call these are the primary funds that we use to levy taxes we have maintenance and operation we have unrestricted capital we have adjacent ways bond building and debt service the beginning fund balance for maintenance and operation was 1.8 million dollars year-to-date revenues collected was 12.8 million dollars year-to-date expenditures was again eleven million five hundred and thirty seven thousand one hundred and seven dollars and then we had the transfers out for the energy and water savings account of and twenty five thousand nine hundred and fifty five dollars so we finished out in maintenance opera in operation about two million eight hundred and eighty eighty eight thousand nine hundred and eight dollars um this is pretty good because right now we're not as we're not um actually assessing any kind of um interest or any anything like that from the from the treasurer's office so um right now we're sitting at about 2.1 million dollars with the with the county treasurer's office so we're actually not assessing any kind of um warrants warrant fees from the from the treasurer's office so we've gone from 1.8 million dollars to 2.8 million we actually collected about a million dollars more in cash for maintenance and operation and then in unrestricted capital we started out with one hundred and six thousand dollars year-to-date revenue is three hundred and fifty thousand dollars we spent four hundred and fifty two thousand dollars and then ending cash balance is five thousand two hundred eighty seven dollars adjacent ways seven hundred and fifty nine thousand four hundred and eighty two dollars we started off with year to date revenues is ten thousand three hundred and sixty four dollars and this is primarily in the form of interest we didn't we didn't assess any taxes on this fund so we finished out with 769 846 dollars bond building um six hundred 410 nine dollars year-to-date revenues four hundred and four thousand six hundred and sixty two dollars three hundred and forty seven thousand four hundred and three dollars we spent and again sixty seven thousand eight hundred and sixty seven dollars left in this fund and then debt service um this is the monies that we use to pay all of our bonds we started out with six hundred ninety one thousand four hundred and eight dollars year-to-date revenues is a little over 3.8 million dollars we paid 3.4 million dollars in property taxes not property taxes but in bonds so we finished out with a little over a million dollars in that fund go ahead and go to the next page this is a summary of the maintenance and operation fund this shows all of the different categories that we used to spin mno in if you look at the last column down on the bottom you'll see that we spent 11 million thirty 537 thousand one hundred and seven dollars it's really really tiny i'm sorry about that um you'll see that there was actually a decrease year over year of about 14 in expenditures and that's primarily because we had a decrease in utilities because it coveted we had a decrease in supplies because of covid so we had a lot of decrease in different areas we had and then the other thing too is we also had federal funding come in for sr1 and sr2 that allowed us to transfer a lot of those expenditures from mno into those funds so as you can see look at line one you'll see that there was a decrease of about 25 percent we actually were allowed to transfer salaries and benefits into those funds so therefore you're seeing a huge decrease in mno and it looks like there's a huge decrease in mno for you know no reason at all but because of all those federal funds coming in we're allowed to transfer those expenditures into those federal funds so for that reason we had a decrease in maintenance and operation do you have any questions in regards to that okay go to the next page okay here is the classroom site fund 301.

it failed by 178 votes and the when prior to that the override was to maintain class sizes for people and programs it was to enhance salaries and benefits it was to maintain present staff and it was to allow capacity for additional programs such as all day k because remember school districts are only funded for half day kindergarten fine arts and gifted programs and to reduce administrative costs this was the primary reason for the mno override when it passed prior to this but this is the the programs that we have to maintain as it fades as it phases out so this is a graph of what's actually happening from 1617 all the way to 2223 as you can see we're now in 2021 our m o limit is 1.1 million dollars because we're in our fifth year of the phase out now the tax rate is 0.4377 the 2122 is going to be our sixth year we estimate that the tax rate is going to be about 1 about almost 20 cents and then 22.23 it will phase out so as you can see the max that we had for the emino override was in 1920 of about 1.8 million dollars it was generating and now we're at 1.18 because we phase down another third and the next year we'll face down another third and then in 2223 we'll phase out completely it's a seven year authorization the reduction began in 2021 and then remember the board can seek for another renewal if that's what they wish to do so in year two these are some of the things that we use for the positions or used for the program we funded additional positions we enhance salaries and benefits we enhance health insurance increases we maintain present staff we funded all day k and then we funded the special programs gifted programs art music and program so this is what year two look like this is what year three look like this is what year four look like year five you're six and this is what we anticipate the final year final phase out is going to look like so what i want to show you here is what the summary looks like we have the override amounts the total override program and then what emma knows been subsidizing for what was not covered by the override program override amounts versus what we said was going to continue under the override amount so as you can see as it phases out mno regular mmo is actually subsidizing more of what we said the override was going to maintain so under year seven as it phases out completely regular ed is going to have to cover up more past to pick up more of those programs so once it phases out mio is going to have to pick up 2.2 million dollars of those programs we said we're going to continue so did we maintain and kept keep those promises that we said we're going to do yes we maintain the class sizes we did enhance teacher salaries we maintained present staff we provided the additional programs and we did reduce did it did reduce administrative costs are there any questions in regards to the override portion no none for me anybody okay thank you now i'm going to cover the the bond portion of it of the presentation we have the school improvement bonds series 2017.

he negotiated 147. so every site gets for second and third priorities and we'll have ones for here and for transportation so he's he's been working he's been working so that's an update i spoke last week at the county symposium on employee employee recruitment retention and housing that's a big issue in the whole county it's not just us as a school district and i learned some things about our area but i also shared with them what we're doing or what our plan is with our teacherage thing and i was actually kind of perversely not satisfied exactly but interested in the fact that the county is down over 100 employees right now they have over 100 vacancies in county positions and some of them are in pretty significant things like county jail guards and those kinds of folks so they were busy trying to figure out ways to recruit and retain employees as well i've been invited to speak at the asu morrison institute for public policies 2021 state of our state event in november it's a mouthful um but their their focus at this particular meeting is pandemic era era innovations that are now allowed with public policy and i was invited because of our potential housing project because that's considered an innovative practice the other superintendent from the state who's been invited was robbie [Music] rich i always just call him robbie so but he's uh the superintendent at holbrook schools and uh one of the things the innovations they had because holbrook school district goes on to the reservation and and they had some very innovative ways that they were making sure that students all of their students had access to internet and had meals so he's sharing uh he's sharing that information and then last is i did attend the asba's mojave county meeting on wednesday last week or the week before whichever it was there were two board members and i was the only superintendent so there were only 12 people attending nine of them were asba people and the other three were from mohave county a little disappointing but i know people have busy schedules and and that kind of thing but when we want a voice we kind of have to show up so learn some things and hopefully represented you all well so that's the end of my update perfect any questions you're moving on item 2.8 donations we'd like to thank everyone who is donating to our district and our schools uh coyote 4.3 i'll stick with that amanda amen all in favor aye corey burgess i'm amanda eamon i'm charlene diaz hi anna boyd yes all right awesome okay new business item 5.1 vouchers being voted on and when signed dr stewart um mr president board members recently a couple of you asked about signing voucher signing the vouchers after we actually have paid the bills and so i tasked kim with checking with asba a-s-a-a-s-b-o and all of the other alphabet groups that were appropriate to find out how this happens in other districts i think you can understand when you meet only once a month that bills come in and we actually pay bills twice a month so that we're sure that we're on time so that usually means that when you get the vouchers at the actual meeting those bills have already been paid so there's really no other way to do that but what we were advised by the auditor general's office was that you take formal action make a motion have it as part of your minutes that you recognize that that's the process that we pay the bills you do get the vouchers you can go through and see what has been paid you have obviously can come in anytime during the month and see those before we pay them but that this is the procedure that's acceptable so it it just needs to be an action for you to have in the minutes that you understand the procedure and you approve of it any questions thank you so we need a motion on item 5.1 um i'd like to make a motion to approve where we have vouchers being voted on this is to formalize the procedures for paying invoices on time by giving formal approval at the next meeting that make sense i second that motion amanda amen all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna boyd all right 5.2 annual financial report dr stewart mr president and board members uh as each year when we wrap up a fiscal year so in this case fiscal year 21 there has to be filed with the state an annual financial report this is that document and in this case we had the assistance of heinfeld meech our the folks that we contract with for some help on these things they are accountants since we do not have a business coordinator right now so the first good news is that all of our checking accounts and our cash balances all balanced out the first time and then they went through and did all this paperwork for us so this would get filed with the state this is the wrap up document for last year last year's finances i recommend that you approve the annual financial report any questions then i move that we will approve the annual financial report for fiscal year 2020 2021 i second that motion anna boyd all in favor aye corey burgess i'm amanda amen i'm charlene hi anna boyd so moved item 5.3 additional preschool special education teacher coyote canyon dr stewart members of the board the preschool program at coyote canyon is nearing being full and we have currently have two special ed classrooms we have two regular classrooms preschool classrooms and one title one classroom most many of the students in the two regular preschool classrooms qualify under first things first which is one of the grants that we have and of course the title one program classroom is paid with title one funding the two special ed classrooms are paid with special ed funding just like any of our special ed classes in our other schools excuse me we we know that coming along during this year that there are a number of students who will qualify for preschool when they hit three years nine months and so those students will take us over our numbers that are allowed in preschool classrooms we were fortunate mrs alvarez applied for and received the child care stabilization grant which brings several thousand dollars a month to each of our preschool sites so uh some money to coyote each month some to diamondback and some to sunrise preschools there is enough money there to pay for a teacher at coyote to add a position so since we know that we're going to have those students and we really will need another special ed teacher i'm asking the board to approve an additional preschool special ed position at coyote canyon how long is the grant for it's a year at a time yeah i don't i offhand i don't remember if it can be renewed or not but it's a pretty significant uh pretty significant grant for us so that's very nice thank you so much yeah any other questions we need a motion for item 5.3 i make a motion to approve an additional preschool special education teacher at coyote canyon anna boyd i'll second that motion all in favor aye corey burgess i'm amanda ehman i'm charlene diaz hi anna boyd so moved item 5.4 aspa bylaw amen amendment the board's vote and design and voter designee dr stewart mr president and board members as a board you are members of asba the arizona school board association currently there are 35 folks on that board of directors and representing one representing each county and then some folks representing some other things currently there is one position on that board that is shared by the hispanic and the native american caucuses board members in the state and so the board the asba board would like to adopt or make a change in the bylaws to split that so there can be two seats anybody who serves on the asba board serves for two years at a time so when that seat is filled by say a hispanic board member that person is obviously representing hispanic the interests in the state and tries to represent native american interests as well and then the following two years it's a native american board member so the board of directors is recommending the change in the bylaws so that each of those caucuses has a seat on the board so as a board and members of asba this board has a vote to pass in favor of that bylaws change or against that bylaws change and then you need to designate someone either one of the one of you as board members or kim as your representative to cast that vote on your behalf questions comments concerns just to be devil's advocate here that gives us 36 even number of votes also anytime you're adding another seat you're creating one more voice which can be a little more difficult to get through processing that's the the biggest issues i see with that uh creating an even number board um and then of course increasing the size of the board anytime you get it keeps growing and keeps growing and keeps growing in size it to regulate and manage becomes even more difficult personally i don't feel we need another member of the board but that's my opinion well just looking at the makeup of the board i'm seeing that we're represented you know represented through by our counties and then certain counties have two representatives based on the size of their county two counties so yeah so they're already a couple extra voices and counties and we're already kind of under voiced i feel like and i do agree that 36 making it that odd number makes it very difficult that's why we sit at five or we sit at seven or um so i i also would not be in favor just for the logistics of creating that those deadlocks or the opportunities for them and um i don't know exactly what county they would come out of but if they come out of you know pima or maricopa where they already have two voices well that's another voice for those counties not necessarily always that would you know they'd be looking out for some of those their students in those counties and that's the only thing that kind of makes me a little leery too is that that's another voice that's bigger than our voice so that would be a three to one well i mean and if you look at if those are the demographics and stuff like that they have other hispanic people on there and native americans it's just a matter of being it's it's they're kind of making it seem like we've got all these non-hispanics that they're under-represented yes they've got all these non-hispanic and non-indian people and they've only got this one c you know what i mean which i understand is their caucus or whatever like that but they're not it's not like those are the only two in existence and there's just a bunch of other white people or something like that do you know what i'm saying so i get what you guys are saying any other comments so i'd like to move that we vote no on adding the additional seat is that your motion and that we appoint kim to cast our vote for us i'm sorry i'll second that motion amanda ayman all in favor aye corey burgess i'm in eamon uh charlene hi anna boyd so i moved item 5.5 policy jlcde consent for administering medication at school um now this would be a first reading it's an exhibit so number one exhibits and regulations don't have to even be read by the board but we've always done that and this is an exhibit yeah i missed that part it you can vote on an exhibit the first time you don't have to do a second reading policy it's called a policy but it has a dash e which makes it an exhibit okay that's where my confusion was sorry so it is an exhibit it is an exhibit so we can approve in the first reading any questions this is that document that the health attendants ask for that just the change in the change in the document simplifying it all right then i will move we approve item 5.5 i'll second that motion all in favor aye corey burgess hi amanda amen i'm charlene hi anna boyd so moved item 5.6 job description homeless liaison special education secretary office clerk special education dr stewart mr president board members you know we've been updating the job descriptions uh and uh uh we had a resignation actually not a resignation we had a transfer of our um several years homeless liaison to another position in the district and it was an opportunity for us to update this job description make sure that it you know meets what needs to be happening and then i realized there were a couple of other positions that needed to be updated as well so these are just updated job descriptions for your consideration any questions then we need a motion for item 5.6 i'll make a motion for to accept the job positions on 5.6 i'll second that motion all in favor aye corey burgess i'm amanda eamon i'm charlene diaz hi anna boyd so moved item 5.7 speech therapist salary schedule dr stewart mr president and board members we have two uh registered as probably not the right word but two certified speech therapists in the district and um when we put out the contracts in the spring one of those folks sent me the paperwork the appropriate paperwork to indicate that he had completed the ccc i'm sorry i don't know what those letters stand for but it's the equivalent of a phd and so we changed his contract to reflect what we have on our teacher's schedule he then sent me documentation to indicate that when he was hired by the district in 2017 that this salary schedule was the one that was presented to him at the time and the document that you can see in the board agenda indicates that it was adopted in june of 2017.
