what's notable here is in january we were awarded or reduced in our budget capacity by the distance learning adjustment we've been talking about remote learning versus hybrid and the fact that since we were not in in-person learning the adjustment had to be going from 100 adm down to 95 adm in december or in january we received the report indicating that our distance learning adjustment would be negative 6.4 million dollars that was based upon 40th day because because we were starting in september through the 100th day which occurs usually in the third week of january we were predominantly in person and at that point our distance learning adjustment was recalculated we submitted our 100th day report and by the end of april our distance learning reduction was decreased from 6.4 million to 3.2 million okay so are there any questions about that timeline [Music] okay great so average daily membership and weighted student count comparison so note the final fiscal year 2020 revised budget and the comparison to the adopted we anticipated that we would lose students going into 2021 but not to the level that was actually realized so you can see in in the first revised number one fiscal year 2021 you can see that our average daily membership significantly plummeted at that point in time and i'm focusing on the blue which is the average daily membership as opposed to the weighted student count so by the time we arrived at revised number three which was our final revised budget approved in may our data had increased a little bit but at this point in time it was really our weighted student counts that that helped us out in bringing our budget capacity back up to closer to our adopted budget in fiscal year 2020.

we do have a central office leadership team that's made up of myself and three assistant superintendents they include human resources curriculum and then business so we're all here to serve you our vision statement is all learners to leave productive responsible and healthy lives and we do this in a variety of ways by providing very specialized services for your students that have really high intensity or highly specialized special education needs in addition we have a lot of different community partnerships that we use we have a foundation that helps to enhance the programming for your students that are within our school settings and the picture on the right is an example of that we share a campus with warren high school and the warren athletics department and we partner together and they did a food bank for our weekend backpack program so many of our families that are working with having students with individuals students that have special needs they're impacted by the level of those special needs so many of our families are single income or at many times they're not even able to go out and work gainful employment because of the needs of their students and so we run a weekend backpack program for them you can see on the other side many of our students have different medical needs and require specialized nursing including traits including breathing and they also have highly specialized behavior supports that they need our mission statement of providing exceptional services for exceptional students goes throughout our whole organization and is a continuation of your mission and vision you can see on the right we have specialized equipment so that our students are able to participate in adaptive sports and adaptive physical education on the left you can see what's called the abr this is actually a hearing test when we first got it the audiologists were so excited they hooked me up what this does it is actually um is available for all of your families um you have audiological services through us for even your general education services we run two audiological areas one at gage's lake and one down at our john power center in vernon hills but this testing device what it does is it prevents students from having to go for on under anesthetic to be able to have their hearing tested so they're able to have our audiologist take the specialized equipment to them within the school setting and place it on them behind their ears and then also across their forehead and they are able to test for their ability to be able to hear when they are unable to say any words or raise their hand like we do in traditional vision and hearing screenings at your school building which we also offer those services um current enrollment right now at cdall we run different programs we have our center-based programs which have approximately 709 students currently and then we have itinerant services that are throughout the whole county and that's 273 students our programs range from students that are deaf and hard of hearing students with emotional disabilities students with medical needs we also have programs that are in our satellite program locations throughout the county and you participate in both our center programs and our satellite programs known as our sector programs in addition to those programs which are actually classrooms that students attend school we provide contractual services itinerary services and support services such as hearing itineraries if you had a student that had a hearing loss and was here at big hollow middle school and was attending a middle school classroom and you didn't need the need for a full-time staff member you would be able to contract for those services just specific to that student and what their needs are so that would help prevent you from having to hire staff you would then just use and contract with us and our staff would then go throughout the whole county that's part of the benefit of the co-op our diagnostic evaluations is a partnership with connect connections day school in libertyville and what this does is this guarantees you a place in where a general education student who's struggling with mental health needs or with other behavioral needs but are not identified as special education students are able to go receive education and have a full diagnostic evaluation to see if they are eligible for special education services so here's the breakdown we have quite a few buildings laramot school engages lake is for our students that are medically fragile you currently have two students enrolled at larmont school these students have a variety of needs including nursing needs some of the students in this program have one-to-one nurses and one-to-one paraprofessionals in addition one of the nice things about laramont school is it was specially designed for the students there so there's a tracking system so as the students get older and larger most of our students are non-mobile so they're in wheelchairs the tracking system actually allows them to stand and walk for the first time in their lives so it's pretty exciting to see that happening sidlash academy is our high school ed program so students that would be leaving 8th grade year would possibly go there transition services is for our 18 to 22 year olds we have a variety of different programs throughout the county for them and different work sites seed all south is for our middle school students with emotional disabilities there's 24 students and that campus that campus is in mundu line it's connected to carl sandburg school although separate um it's a seat all the program and building they do share a wall and and fields and so that offers some opportunity um just to be able to be with peers outside and doing different events gage's lake school includes two different programs our shaping appropriate behaviors program is for students from first grade up through high school for students that have both behavioral needs and intellectual disabilities and then the other program that's there is our kindergarten through sixth grade this year in students with emotional disabilities john power center and vernon hills houses our deaf and hard of hearing program and then our high school deaf and hard of hearing programs at grace lake north high school fairhaven school is a new school that opened last fall of course we opened virtually but we got to get back into the building full time this year and this building is a very exciting partnership with diamond lake district with this partnership we've been able to open a building that's specially designed for students with autism so there are very different sensory rooms that have padded floors with large gross motor equipment so the students are able to get regulated and be safe as they are going throughout their school day and then we help with a partnership with the regional office and we host their safe school program which is for middle and high school general education students who either are expelled or at risk of being expelled from their programs within their middle school or high school our sector programs are the classrooms that are throughout our member districts inside our sector programs we have our educational life skills program for students with intellectual disabilities our language and social skills opportunities program which is a program for students with autism but these programs are all where students are able to regulate and be able to be within a general education building and they're able to be within a lunch room or you know transportation they don't need as much specialized support as our centerpiece our center buildings we have a teaching appropriate behavior classroom which this is for students that need more direct instruction and social skills and also on regulation you do have a few students that are in the teaching appropriate behaviors program and actually currently here at three so usually what we do right around when you have four or five students i start to work with along with our supervisors and principals and what we call as a take back because one of our basic core beliefs is that students should be educated as much as possible in their home communities and so we celebrate when a district is able to long-term look at long-term planning and have what's called a take back so back in the day one of the programs that you have been able to take back is the early childhood program i actually was contracted here as a supervisor and worked with some of your administrators as we i supervised the program that was a seed all program and then it became a district program because you had enough students and enough longevity that you were able to then take it with for yourselves and so we celebrate those successes and we want to have more and more of those partnerships where students are in their home schools we also have a very unique and highly specialized vision resource program you can see there's only four students in this program but that's because it reaches across the whole county and this program has very highly specialized staff and materials so we actually do brailling and brailling instruction which is also unique to our co-op one of the things that i got asked when i joined cedal now i'm in my fourth year as superintendent was where's cedaw going and what's what's important to seed all well we won't be shy if seed all has been in the news but there's something that's the most important to us and that's our students and it's being a partner a good partner and a fiscal partner with our member districts so we have three main goals that we work on at cedaw we work on our climate and culture of our staff because we believe if our staff is highly engaged and highly satisfied then they're going to come to work and give our students what they need to be successful we focus on student instruction and we focus on social emotional wellness all of this is part of our strategic plan and we have now added data points into our strategic plan to be able to be transparent with our member districts and also show the growth of our students another great thing that we do for our partnership within our member districts is we offer a lot of different staff professional development and parent learning opportunities we offer a grandparent support group for when grandparents find that they're raising their own child's child we offer a non-crisis violent intervention prevention training for all of your staff we offer cpr and aed trainings we offer highly specialized curriculum trainings and we have staff that are able to come out and work on site for training but then we also offer training at our cedaw campus and you can see our new staff this year all heart about what they do here at cedal so one of the best things about seadoll is how individualized we are how highly specialized our staff is and then the specialized equipment that we have to have staff be staff and students be successful so here are just a collection of pictures that show a wide variety of our programs and the different pieces of equipment and specialized supports that our students require to be successful you can also see a higher level of ppe is followed within all the cdal programs to ensure safety and security as we returned with kovid one of the things that makes us also very unique and special to the students that are in the area is looking at our partnerships so we provide for the whole child it's something that we're really committed to and focused with we have community partnerships with lake county health department for vaccination they bring out the vaccination mobile as well as the dentist comes right to our campus to service your students our seadoll foundation has been able to provide adaptive bikes and hearing aids for your students so with that that was a very quick overview of cdoll and our programs are there any questions val can you just go through a quick explanation of how the funding model has changed last couple years definitely um so we went through a process which involved actually was over two years where we brought together all the superintendents and business managers when we were told by the state that we could no longer have the idea grant um which is federal dollars flow through us and then go to you what was happening is that cedaw was taking some of that money and we would hold some of the money and we would carry over and we would provide professional development and do different components with that and then the rest would flow back to you so we had to go through a process in which we'd completely unpack this and it reestablished a few different things for us because in addition to idea funds one of the things that i felt strongly about was being that i was in one of the member districts for many years um actually doing dr pittman's role uh i felt very strong that we needed to look at what was actually the housing credit as a host district for hosting one of our schools and so we went through the process where we set set the housing credit rates to real costs so if you are now a host of a cdl program it's true cost so it's not a financial detriment to you to hold one of our classrooms nor is it a financial gain for seed all it's really about breaking even and just being able to support our students but in terms of the idea funds they now flow directly to you and you have local control of them and so with that local control we had to look at all of the different components of our budget and how you pay for services so audiology for example needed to be looked at and so like i said earlier it's open to all students that would need audiological support so the committee came to consensus and then the governing board ultimately approved that it's based on two things it's based on enrollment and then it's also based on number of visits the year before then we also looked at a very highly specialized great professional development tool called infinitec which provides pd through an online service cedaw wouldn't even be able to have this service they also have a lending library for parents and for staff to be able to get things like wheelchairs and specialized computers and you know at devices which are assistive technic technology devices such as communication devices and they told cdl that no you won't be able to do that unless the member districts decide so the member districts all coming together said that's a shared cost that we would like to do and that's just broken up based on enrollment and shared cost across our member district the main thing that really came out of this is that we found and that we felt pretty strongly as a committee at this point in time is we really wanted real costs um to be real and we didn't want to have anything that would impede or say well what are our costs going for so what we did is we had our tuition rates reset our tuition rates include a professional development component but it includes being able to provide the specialized services that you see so that includes related service staff it also includes teaching staff paraprofessional staff and that's done on a tuition right now so that it's really truly about the tuition of the student that you're paying to have in our program as opposed to kind of overlapping another example of what we did to be able to be having more real costs and we're still working on it is our one-to-one paraprofessionals many students in our programs when they need even more specialized attention require a one-to-one what was happening previously is that it would be just added to a student's iep saying it was a a big hollow student who needed the one-on-one but then what we found out is actually in the classroom that one-to-one wasn't really needed for that student it was needed for the whole classroom but now big halo was carrying the cost of that so we made a really high effort to shift the high effort to shift from one to ones to add that to a classroom program model and then put that in our tuition costs so it's not about losing jobs it's really about shifting the shared cost of that so it's not placed a burden on an individual district when it wasn't intended to be and so we've done a lot of looking at the supports and services that we've provided to maintain the high quality within the classroom but being able to shift that cost off of one district and make that then a shared cost um so so those are some of the things that we went through and did when we looked at that component and that changed our joint articles as we went through them thank you [Music] any other questions from board how how is your enrollment with the school districts do you guys typically onboard new schools lose schools how has it been over like the last 10 years so it's interesting over the last 10 years we've actually been able to create new programs such as fairhaven school that started that program started where it was small and we had like two classrooms and then we had it at laramot school and it just kept growing that that's a program that's really for students with significant autism so there's a lot of high need for sensory they have a lot of behavior just behavior in terms of they don't sit in a traditional desk and then we're also seeing a decline in some of our other areas such as our high school ed program has been decreasing over the last few years and so as we look at it we've had some areas just totally explode and other areas slowly go down and so we've been looking over the last few years as to why is that and what do we need to do and one of the things that we found is when we're seeing decrease enrollment it's really because our programs need to be caught back up to the latest and greatest that's happening especially at the high school level of what's happening at a high school but what we're seeing in the last year the two years is that we're seeing that we have an enrollment that's decreasing this year in particular cova did impact us we still have families that are not comfortable coming back into the school building so what we've done there is we've been able to provide where we partner with districts and we'll have our staff um we send out kind of like employment recognition you know recruitment where our staff will then go provide homebound instruction for students that can't come into our program so in our centers we're seeing decrease but that itinerant support we're actually seeing an increase and that itinerant support what makes me excited about that is because that's back in home schools where we're providing specialized service that works with your teachers to help students be successful in their home schools and in their least restrictive environment i think maybe what ashley was saying districts in the county jumping in and out of cedaw yeah oh we haven't so the last hearing was actually um two weeks before i started and i was the closer at the hearing so we haven't had a district poll out or even go to hearing because that's the process is that by june you notify and that goes through a hearing to the regional office it's been many many years now and part of the recommitment happened when we went through the idea costs we had 80 about 80 percent of the districts in the room at the same time which was unheard of before and i make a conscious effort to really be out there and meeting with the superintendents meeting with business managers meeting with the special ed directors and assistant superintendents um to be able to make sure we're we're meeting the need current needs of our districts okay thanks thank you for clarifying yeah no worries any other questions all right thank you very much val thank you appreciate you giving us a time you can leave that on that's fine yep i'm gonna ask dr king to come up and do an assessment review all right good evening this will be brief before i jump into the data that you have on your packets two points of interest first you have another sheet that we provided with you that has the percentages of students who met or above the national mean and i'll talk about that in a minute and then also let you know some of the data that we're still collecting that isn't in this presentation because it's still in process our teachers for kindergarten are collecting the kids it's the kindergarten individual developmental survey and that's happening right now it's a pretty robust survey that it's observational so you watch students outside at play time you watch them at their centers you watch them at group time it's very individualized but it's a lot of data collection and our kindergarten teachers are currently in process but i will provide that information to mr gold to share on later on this year that will be they finish at the end of october and so does our pre-k they're collecting data in gold and in the pre previous presentation you saw that was one of the data points that were also collected in seedall and we use those data for pre-k and kindergarten okay so for this presentation um we just wanted to take a quick overview of how we are doing starting our benchmarking from our map assessment coming in and we wanted to compare it to previous falls to see if we're noticing anything about our data and what we are noticing with the exception of seventh and eighth grade and i'll talk about those math data right now in a second we are seeing a slight decline in the entrance benchmarking for students in math and reading across all grade levels again we don't see kindergarten anymore because they're taking kids but one of the interesting points for seventh and eighth grade are seventh and eighth grade students if they are in algebra one or they're in geometry they're actually taking the algebra one map test there's a special test for algebra one algebra two and geometry and so our students are taking those assessment and what this shows us is the students that we've placed in those classes are correctly placed because they're doing very well on those assessment that are just looking at standards that assess algebra and geometry which drove them the average score up for our seventh and eighth grade math information and i'll talk a little bit more when we talk about the sheets you have in front of you when we look at reading we also see a slight decline across all grade levels not statistically significant but a decline nonetheless and so what i want to talk more about i want to answer any questions that you have but i want to talk about what we're doing to address this at our tier one which is 80 percent of our students and what we're doing at more tier 2 and tier 3 levels so our district just completed the district capacity assessment which is an assessment that organizations use to look at different drivers for success um and we were looking at our multi-tiered system of support and so specifically we have data that mr gold got a presentation that he he's going to be sharing with you at another time reviewing those data but that is really the linchpin of how we are going to be looking and looking at how our students are doing with the learning objectives that we have in front of them and how districts are so how as a district we're supporting our teachers to ensure our students are growing so that's one key piece the other piece we're going to talk about in a minute when we talk about our school improvement plans is the self-assessment which is the sami and that addresses what we're doing at our school and our building level to address the needs and so one of the things that dr hechowitz has been working for years on the last few years on is that curriculum standards piece and aligning ensuring that we have a valid and reliable curriculum and so that piece we're continuing to work on which is going to go after that that mean number of the mean student the the average of our student body who are starting to show the dip the other piece that we're looking at is our tier two and tier three so using the assessments that teachers are giving in classroom both the formative but also these summative benchmarking assessments to uh change how we're driving instruction and so november 2nd our students for across the district i'm already looking at their data for map for developmental spelling inventory once the data for deaths are collected we'll be looking at those but then students will be moved around in interventions or enrichments based upon those data and the same will happen for our students who are in tier three in december i will look at again the data for our students who are in tier three receiving support they will be moved uh intentionally through making data based and evidence-based decisions for our students so i want to talk about the tables you have in your packet not on the presentation but how they look at what draws this the information for at or above the national mean those students if you would draw your eyes down to the bottom of table three you'll see where algebra geometry like the percentage of students who were meeting that average or above and in one particular case or seventh grade 100 that one student who took the geometry test was at or above and in other places you see uh it's at least 95 percent and that shows us that uh the students that we've identified starting last year looking at a new criteria for placing students in these accelerated courses um it was the right decision those are the right data that we used simul it and we're slow we're continuing to build off of that so there's a couple of students that moved up at this first round of map testing that we placed them in that accelerator the twice accelerated programs and at the same time i really feel strongly that the data that we're using to identify students who are struggling and needing intervention that's working really well too because what you may not see in these tables even though we have a percentage of students and it's the average an average sim those 50 are going to be above and 50 are going to be low in any any way we stretch this out but we're identifying the right students for the right intervention and the right accelerated programming and these data support that uh information but i don't want to talk long so what questions do you have for me i have one question for you just accuracy because you talked about making sure we're getting the right students into like algebra and geometry but did you look at the kids who didn't get in there so like i look at the eighth grade math and our mean is a lot higher than the national mean but we're only at 40 percent that are meaning that which is telling me that there's several kids in there who are really eating those numbers so are we missing those kids and not giving them the opportunities that's a good question so we looked at every student recently to see if we missed others so we have looked at all the rest and they while we do have high score the mean mean doesn't mean they're grade level ready the mean just means average across the nation and so that sometimes that mean number uh is misleading the mean is just average and the average in most states and in our state in particular it doesn't mean grade level ready so while we're above it we want to be because we like to be above the average it's not at a number that would qualify is there a number for these that is where they consider the grade level ready line though yeah i can provide you that's yeah there is that and i think that was in my spring one last year yeah yeah so the national mean i never want to get hung up thinking that's not the goal because the goal isn't great that's not grade level ready is this chart um this is the test score not the percentage correct so how do we compare because how did our national average do this year compared to the previous two years like how we can see the scores so the national the national average doesn't change so what map does every few years they adjust their mean rate across so we're just looking at what it was before the pandemic so i believe 2020 last year i think i was in here presenting yeah that's when they readjusted all their norms which was before the pandemic hit so right now they're collecting new data so in about three more years they'll come out with new data so these we're still stacking up the same it's the same we're still comparing to that same writ level before like pre-pandemic okay so we don't really know how other districts did compare to us throughout the pandemic correct and we wouldn't know that unless districts disclose that publicly and i would say 90 wouldn't okay that's what would be great to know because when you look at these but like yeah like dr king said we don't we aren't going to know that um and these these percentages you see on the far right column would obviously look different pre-pandemic than they do now and those are just a benchmark they're not actual it's not 2021 numbers no it's just yeah no it's 20 20 written norms and that was a there every season there's about 5.5 million students who take the test and so this is about so when we say the average it's the average of 5.5 million kids across for like in their three grades three through eight so it's not a when i say national we don't want to be the not just be the national average it's not a small number but still it's when we look at what is college and career readiness it's it's closer to like we we're looking at the 50th percentile but we need to be closer to the 73rd percentile so was the fall testing the fall test did that test their previous knowledge or new new knowledge learned this year that's a good question so um it depends on who you talk to um some people want to believe that and i would say believe what they want so one someone will be like oh it's a new teacher it's they've got a new great new teacher and then some would say they did something great over the summer it's through spring so it i would say it depends on who you talk to but map considers it it's your benchmark for the new school year so it's taking off of it's taking this idea of like summer regression so it in maps world they're considering it your fresh start not really even what's been taught to you because we took it within like the first couple weeks of school yeah and when are you expecting to see these numbers start to turn around to go the other way well um in our district we've had a trend where it does it dips in the winter and then we go back up in the spring um i would say we're watching what we're doing in our classrooms every teacher individually will see our numbers we're looking to adjust some right now like we're doing easy cbm like cdl is so we're looking to track the upward progression immediately as a whole group of students we haven't seen that in our district we see the greatest growth from winter to spring and that's just been back-to-back years of looking at the data here so then the winter church would have looked more archival compared to fall a little bit but in some cases i think unless we're different this year we've seen where it goes from fall to winter there's a drop and then from winter to spring not only does it catch up fall it then it increases even higher okay yeah it's gonna be interesting to see how these when this tide turns on this with the impact of the pandemic yeah because it is a little discouraging to still see it yeah i mean every grade level still tracking down even though we're back yeah yeah you know yeah so i apologize if you said this in the previous presentation how come there's a draft from fall to winter um you know what i don't i don't really know i and that's different in districts that i've talked to in like when i was in wisconsin when i was in minnesota it's just different where you are and it could be different in a neighboring district in some cases they see their greatest growth from fall to winter and so that's what we usually said they would do their board presentations in the winter and then other places they see their greatest growth like we have been seeing it from fall to spring it's i don't quite know last year we were working with the principals looking at collecting our data at a different point as far as um trying to track some different growth with however we're looking at our teacher reports and in our like celebrating school improvement plans taking that winter to spring um i don't i don't actually know it's maybe an action research project one day but i don't know i can't answer that so you talk a lot about where the drops are but has there been any research to how you get that seventh and eighth grade spike like that looks like the biggest anomaly out of everything you're seeing there somehow those two went up in a situation we're expecting it to go down so has any anything been looked at to how that that went that way so i think part of it is and and this is what mr golden eye were kind of debating like do we roll in the algebra and geometry scores for this particulars because algebra they're not assessing any other standards except what's about to be so and for whatever reason those stu what we may see is the students who are in algebra may be able to be accelerated even faster because they were only presented with algebra standards and all of those students their data is what bumped up the rest of uh that cohort it was the algebra and geometry tests because all of them did so well like yeah because they're at 96 and 95 yeah where the regular math is at 40 percent yeah when they have done just as good since they are the accelerated students that they took the regular math tests as well we don't know because we haven't seen this before like this type of ch like the the we usually see like this growth that we see for usually reading it's not i mean it may not it looks it is a dip but it's still higher the eighth grade reading we've seen eighth grade reading be high in the fall in the past the change where we haven't seen before is this math part and a little bit as we were thinking it was probably because we just added two tests that are very and they've been all these kids have for their previous years they've only ever taken six plus yeah so that was my question i don't think i ever remember seeing an algebra in geometry yeah well that i think that's new it's new yeah yeah it's been we've it's been in the it's map has had it for about seven eight years we've just never used it here for us and that would explain gary the number difference there even look at this if i took out algebra and geometry just the straight up math seventh grades 237 and that's the majority of the kids that still is a huge bump in numbers on that chart if we just look straight at math to math yeah i don't we i i mean we can i probably dig in deeper i we were i was chalking up more up to the algebra in geometry but you i can see what you're saying yeah and i this is what we're seeing in math is different and new than what we've seen in the past for seventh and eighth grade that we've seen that usually for reading it could be the digital programs that that yeah that is true it's definitely encouraging because a few years ago math was where we were biggest what was our biggest concern middle school math is where we were really seeing some struggles and then after you remember board that members have been on the board for a while we switched to longer math periods and we made a lot of changes to try to help with that because we had a systems problem but so it is encouraging to see that we're on the other end of that but well yeah the math grades are higher than seven grades higher than eighth grade yeah how long ago did we switch to the longer math class was that two years it's been about four it's been a while yep was there any way to compare us to the other feeder schools or no no one oh sorry go ahead oh go ahead unless they disclose their information no okay yeah thank you very much we can scrounge their board reports here soon yeah thank you and then i'll invite up for uh dr biancolana and bonand to join for the school improvement planning all right this one will also be brief i'm just going to do the opening slide so all three of us worked together with dr hetrebitz to come up with our school improvement plans and instead of having three separate plans um we would have three similar goals and we'll talk about what those goals are but in your board packet you'll see that our action steps some of them are very similar and some are unique to our buildings but what we wanted to do is ensure that our three goals would match one another sorry um so goal area one is up there for you and it it has to do with we've combined the instruction and the student achievement which previously had been two separate goals but they are obviously very connected and what i think is important for you to know on this is what exactly that sam e means s-a-m-i it's a self-assessment tool and it's designed to capture four things for us it's designed to capture our school level implementation of our mtss program to identify and prioritize the system needs at each building to guide us in our action planning and knowing what we need to plan for and then to assess the impact over time of that action plan so we will do the sam e twice a year we are just now completing in fact my building just finished today this afternoon our blt completed the sami for the first time we'll do it again in the spring we'll do it again next fall so it's it's a continuous process to make sure that the goals that we're setting that we are designing our action plan and then we're looking at how are we doing are we meeting the needs of our students it is meant to help us focus and prioritize on the areas that are most in need of attention and support so it's it's really supposed to help us focus and it was very exciting to work with the building leadership team and look through this document and we also have some excellent support i know you remember hearing from dr king and carrie harris who came from illinois mtss and it's been wonderful to have that additional support as well okay and then we continue to place high value on our culture and climate goals as you can see in the copies of each of the building sip goals and action step documents a variety of efforts have been and will continue to be made to have an impact on our community's perception of the diversity equity inclusion and sense of belonging within our district task forces related to human resources curriculum resources policy and procedures community engagement discipline and assessment have all been created for this year and for future years as well and the main goal is to ensure that our big halo community continues to foster empathy and a sense of belonging for all of our stakeholders so we continue to use a variety of surveys as as well and continue our focus uh in the area of culture and climate for all stakeholders across the district and board members i realized that is my mistake i put the wrong i put the slides in your packet i believe and i need i'm going to send you an email with the actual school improvement plans that really are more specific to each building so i'll get that out to you tomorrow morning so i apologize it'll make more sense yes i just realized that i apologize any questions for the group they've done a great job work on this together so all right thank you very much appreciate it just a quick update for me on kovid topics um currently as of friday we had zero cases today we had three so um it kind of bounces around but uh we we were looking really good last week and then weekends things tend to happen so uh we had three cases today and it leads to uh we're down to just 11 students doing in the test estate program which is very manageable for us it's been a lot higher than that in past weeks then we have the students that are quarantined for exposure at lunch those students are home otherwise we're able to keep them in test to stay just i have i have a couple updates you know we are uh we get we do get questions from parents on when can they corn when do they have to quarantine when do they test this day and like i just mentioned the main issue we're having is just at lunch when kids are unmasked we have to we have to quarantine we don't have the test today option at lunch so that's the been the biggest hurdle um the remote learning has is something we're continuing working on taking feedback from parents as well as our principles are and just trying to improve that environment for students that do have to quarantine the goal is that we i don't have to quarantine students so hopefully uh that number is going to keep going down but uh we are we have made some uh some improvements in in a in our providing remote remote learning uh services and uh um the middle school poses the biggest challenge because there are so many teachers involved for each student so uh we're working through that vaccination clinic i'm working with a group right now to try to get ahead of the game on this the pfizer vaccine is looks like it could be approved by the end of the month and we're working with a group to come in and do a full vaccination clinic for all of our students on site here as soon as possible in november so i have a phone conference tomorrow afternoon that should finalize some details or at least further some details on that so i do think that will be um i don't know what percentage of staff or of families will take take advantage of that um we are putting a uh we're putting a survey out either probably tomorrow it might have gone out today okay uh for parents who let us know who will be interested um but i think that would be a game changer in regards to students being quarantined here if we if we get a large percentage of students that are vaccinated so just a question with that yeah so the child is vaccinated do they have to quarantine for lunch no for any reason nope unless they have symptoms unless they have symptoms yep if a child is if a child is vaccinated they don't have to quarantine unless they actually displace symptoms sulfur unless they have symptoms they don't have to quarantine for any reason i am correct in that dr pittman okay wait that doesn't make any sense so if they if they have no symptoms if they don't have symptoms but they still would have to children but we're not making them no yeah okay yeah so that's the benefit of the vaccine if they for parents if they choose that is they won't have to worry about the quarantine so we're we're trying to do that on our site to give people the opportunity right away to get it done it's going to be an undertaking so you might get an email asking if you like to volunteer so we'll have to once i go through the call tomorrow and i kind of get a feel for how many people we will need to help but uh um i could see it being a couple evenings uh to to get it done possibly so would you be able to provide uh vaccines for parents if they were there and wanted them also i can ask that yeah i can ask it's a good question i know we're not just going to do it for ages 5 to 11.

they returned they were not searched so why thank you very much district doing this to african-american students someone needs to speak up about this it is wrong he's a senior he deserves the right to a free education he deserves the rights as any of these other parent students do i want some type of change today thank you we'll have board member comments i don't really have a whole lot just that i'm looking forward to being able to finally attend a crosstown game this weekend and i'm visiting prairie point this week so i'm looking forward to that visit as well nice the board has been doing meet and greets at the different schools to meet the teachers and to walk the schools and just have an opportunity to to show our support that's what miss kroner is referring to i know myself i've been to brokaw and fox chase so far and it's just been a pleasure to see the kids back in school and see the teachers and offer them our support i i just wanted to share that i have had the opportunity to speak with a lot of parents over the last week or so and a lot of um teachers as well and while this may seem like a very small matter i would like to encourage dr sparlin and dr dogquest to please look into allowing our students to have some sort of halloween celebration especially for our littlest students i know that they are looking forward to it and their parents understand right now that that is not allowed to happen so on their behalf i would really like that to be considered thank you okay we'll now have board advisory committee updates um can we hear from the teaching and learning committee would you like to go jen or do you no please okay we had our second teaching and learning committee meeting last week tuesday [Music] it was great we had um a presentation that we're going to be seeing tonight as a board about special education and then another presentation that we'll see at our next board meeting there are a lot of great questions that were asked and some great discussion at that meeting i really appreciate the committee it seems like it's going to be a great group of people jen do you have anything else you want to know just it was great to hear about the pathways that are available in the high schools for students who are not taking a route through college um the different pathways that are available and i'm very proud that that is an opportunity for our students who choose not to go with a college route we'll now hear from our superintendent dr sparling well thank you dr mourinho and good evening board i'd like to start out by saying congratulations to coach jim vera and the oswego boys golf team on winning their first ever southwest prairie conference title as well as the regional title this year so congratulations to all of them i'd also like to remind everyone that our annual food drive is currently underway over the past seven years our school district has joined together to provide the single largest donation uh each year to the kendall county food pantry the drive serves both as a friendly competition between schools as well as an opportunity to our students to learn about food insecurities and the needs in our own neighborhoods and as mr croner just mentioned this friday night at halftime at the crosstown game that will be held at oswego high school we'll be announcing the winners of the food drive for the elementary junior high and high school as well as the all-around winners i'd like to thank all the staff parents and community members who put the efforts in this year it's a it's a community effort it's a big deal and it's it's for a worthy cause and it's something that i'm very proud that we do as well as we do it um lastly as we all know we have a number of unfilled positions within our district i would like to ask for the community's help in spreading the word about the many job opportunities that we have in district 308 we have positions open for teaching assistants bus drivers monitors uh and uh in a number of different areas along with custodians and nurses our team is using creative ways of recruiting but we are staying still faced with a staffing shortage in a number of areas so i ask that you please help spread the word and encourage others to consider even for a part-time role and working with our students in district 308 our openings are listed on the website and that is my update for this evening thank you thank you we'll now hear from our student ambassador thank you uh hi again everyone since our last board meeting on the 27th anya and i have met with the student advisory committee along with dr sparlin and mr gatewood and have had the opportunity to stir up great discussion about student voice in our district one of the ways we plan on starting the channels to receive the voice of students is a student voice survey um we've been working on that that's in its final stages at this moment at our committee meeting on october 4th we finalized some details and refined the student survey organizing it to address the various academic and social needs uh and issues of our students in sc308 through this survey we want to understand the concerns of our students on a deeper level providing them the opportunity to highlight issues they feel to be most pressing to them personally we plan on using the survey as a guide to formulate early on discussion of different issues in our schools and as a way to address students thoughts about their education environment one of the goals we have for the survey is to open up communication with the student advisory committee and the student body now we realize some students in our high schools don't necessarily know that we have the tool of this committee to elevate their voices in the district uh and we think it's important that students understand the survey all of its contents who's creating it and who's going to be reviewing the data to do this we're creating an informational piece that will be available to students during the survey to understand its purpose and who is on the student advisory committee concerns and idea and to address concerns and ideas about their district and school and schools and relay them to the board of education as efficiently as effectively as possible annie and i along with the rest of the student advisory committee look forward to hearing from our fellow students as soon as the survey is all set and ready to be administered thank you colton can i have a motion to approve the consent agenda please i make a motion to approve all information that i'll share regarding the report while the numbers fluctuate on an annual basis we have approximately 2 400 students with individual education plans from early childhood through the transition program which represents approximately 14 of the student population in addition we have approximately 650 students from kindergarten to 12th grade that have 504 plans students with ieps or individual education plans qualify for specialized instruction and related services support as appropriate whereas students with 504 plans or students with disabilities where their educational impact of a disability does not rise to the level of specialized instruction but requires accommodations and supports within the general education environment we provide a continuum of services and supports for students with ieps these services may be provided through specialized instruction in the general education classroom such as push-in and co-taught services to specialized instruction in a self-contained special education classroom we have programs for students whose primary barriers to learning range from behavioral challenges to language or academic challenges and or physical we have several teachers piloting those so we will follow the traditional process we'll go through our works make a recommendation to the board and then you guys will see that recommendation in january and then we will leave it here for public review um for i think it's 30 days i'll have to check my spot for sure it's 30 days and once it's been through that we'll ask for your approval and then we'll make the purchase and so we are in the current process of piloting those so teachers are sending out website stuff and doing those things uh those all of those providers have had hard time getting textbooks in hand because of supply chain issues and so we have unfortunately not been able to see the textbooks but we've been able to see the digital portion of the textbooks but i know in the today's days there's lots of conversations about curriculum and where that's going to go so just to be transparent it'll all be previewed cheering great for your preview and we will open up for parents who want to come see that and they'll do that as well expect that in january is there a parallel between the software and the heart yes like in a cost kind of thing oh that's a good question because i mean early on when we went down the road of all this we're going to save so much on textbooks now we're buying back into print yeah yeah we have uh yeah yeah it'll be it'll be a little bit of a cost additional cost to that um and it's time to afford it no wrong i like the whole grant myself and i feel like we have we have both we have some kids some teachers that really do well with technology and then we have some that don't that need that paper properly so uh just preliminary conversations and excuse me costs uh are to use we've set aside some tester dollars to kind of get us through in this round and then that'll get us through to six years and then we'll start talking about how that works with tbr and devices and whatever but but for now um it means enough of a concern of our staff that they wanted to have that that we felt like it was worthwhile to develop primarily um for sure like right now we're looking at science and social studies and this is a traditional method option here so we'll also look at math but we've already bought math textbooks six years ago they were the ones that we kind of brought back on early but science and social studies we didn't and there's just a lot of factors that go into that maybe i could put a presentation together when you get closer to that but uh yeah probably the presentation repairs yes but we're looking at classroom sets of books rather than every student to have it work wouldn't that be every kid but that really needed a all right i think we're going to move on to new business we have an item in here uh recommendation to selling some items for an auction to be held on october 23rd yeah so every couple years steve uh holly would set up an auction just to kind of clear things out that we weren't using or we probably have not had an auction since the time the fountain was closed and so it's been a while and steve wants to kind of get rid of some things that we're not using which i don't play with uh and so these are the items that we would like to put up for auction steve is playing having an auction on saturday october 23rd at 8 a.m at southwood high school anybody wants to go out and buy something you lost me at 8 a.m and so he gave me that list and we just need to um deem those as salvage and we will auction them off on that saturday anything that we don't have will get rid of in some way shape or form there's some pretty neat things too that 1991 case international 395 utility track with seven foot greater blade it's an awesome little tractor yeah who does the auction uh i put down the note i don't know the individual larry miller from north manchester um now the student desk though that's going to be popular yeah i'll motion to approve the list first uh auction on the 23rd second motion and second to approve the salvage items for the auction on the 23rd on february next we have the recommendation to approve the resolution to transfer funds to the ring date so this is something that we've been doing for a while now and primarily a lot of that was due to the fact that we needed to repay ourselves back to this health insurance fund that is no longer an issue i've been thinking lately of you know some goals and some things that i've had in mind and i know one of the things that we've talked about before in the past is one of our strategic plans is just finding revenue sources and one thing that i've been interested in i need to learn a lot more about is just investments and how that works talking with some other business officials in school business they do some of those types of things and when we talked about some things with rainy day fund we're lucky to have a rainy day fund but we also know we don't always just want money just sitting here necessarily we want it to be in good use and if it can make money for us too that may be a good option as well but one of the goals that we have right now our our original goal was to get our rainy day fund up to a million dollars which was good and looking long-term uh a lot of places that i've talked to kind of set the standard of 10 of your operating budget which our operating budget is usually about 26 million dollars when we look at our main funds which would put us about two and a half million dollars or so as far as a rainy day budget would be concerned this is not a hard fast goal by any means not something that i anticipate at getting at next year or next two or three years but something i think that if we have monies that may not be needed or used for a specific thing at a period of time at the end of the year that there's extra and then placing it into a random knee fund from time to time and so that could be 50 000 that could be nothing that could be 300 000 we have a little bit extra just because of the whole plan ahead of time with um paying ourselves back to this health insurance fund we were able to do that a little bit sooner than we had anticipated and so there there is some i will say leftover money but there is some potential uh of putting some extra money aside into the rainy day fund out of our operation fund without it doing too much to our operation budget whatsoever and i kind of previewed that if you paid attention to the cash flow worksheet i kind of previewed that towards the end of the year of what that would look like and like i said that could vary from year to year it may be nothing from year to year as well but just thinking long term and thinking of some of those things that we could do to make our money work for ourselves at some point would be to look at increasing our rainy day fund a little bit and so that's a goal we can get into later but just to since we kind of got this already set up that way if if it's something that you guys think is is reasonable uh we can do it now we don't have to do it but i'm just kind of looking ahead long term this was already budgeted out for 21 anyway and so i'm just kind of following that that footprint to state regulation allow you to pull that money back out of rainey and put it back in the capital so our rainy day fund is regulated by whatever our resolution and we can modify our resolution as needed but it's a board decision on what that is used for uh and how that's used i remember when we wrote this restrictions right and so it is allowed the way we have written now it is allowed for capital expenses we've used it for primarily things like stipends retirement bridges we've used it for some consulting fees before we set up our marketing program we were using money out of there to do some of our marketing things uh which we don't do now we do that out of the operations fund but um so those are some of the things we even used at once to when i first started to help offset some issues we were having with food service and so this can be used towards any fund at if the need is there for the purposes that you guys are approved so if things stay positive and we already want to build that fund up are you allowed to invest that outside then if interest rates as they will climb yeah i would rather if if we went to looking at doing some of more of those types of things i'd rather use the monies in that fund than pulling monies out of our education or operations to do something like that um because this i don't say this the money is just sitting there right it's used for rainy day purposes or whatever you feel being necessary so um it's not bargainable money so there are some restrictions to money being in that fund there is one new law that we talked i think a little bit in our negotiations that if your rainy day fund gets over 25 of your operating budget then it becomes bargainable whatever percent of that is over so five if it was thirty percent then five percent of that could be bargainable um to the association but uh i don't like i said i have no dreams or aspirations of making it huge right it's just you know kind of there for it's just it's nice to not see it go against the self-insurance fund [Music] yeah sorry that first one i gave it [Music] a resolution to transfer money to the rainy day fun all right all right recommendation to approve the 2021 through 2023 teacher contract so as you remember just to go back into history we had to have a hearing prior to even discussing a teacher contract and that's prior to september 15th which we did that back in july or august and then last board meeting we actually did a tentative agreement and looked at that to have a hearing also the teachers did ratify that so we get to the final step of tonight to be able to ask you to approve the 2021 to 2023 teacher contract if you have any questions obviously you've seen all that um before it's been on the website uh but specifically if you have any questions you could ask but ask for a motion to approve that contract all absolutely we have a promotion and a second to approve the 21 through 2023 teacher contract all right recommendation to approve the overnight camping trip for southwood elementary fourth grade to camp tecumseh in brookston on november fourth and fifth so tuesday motion a second to approve the overnight camping group for southpaw elementary i'll favor say hi recommendation to approve the extended field trip for northfield's acp government acp history and seniors interested in iu indiana university of wilmington to indiana university and we've been indiana november 1st second i'm trying to second to approve the recommendation for the extended field trip to iu all favor um so we have no unfinished business and uh board policy we have none public comment for any items for facebook and if you guys have anything that you want okay any items from board members uh just a quickie we don't really have to discuss it but i'm just curious we send in dues every year to the indiana state school board association which we're part of to some of that money funneled into the national organization that the attorney general's kind of uh i i do know like for my organizations it's separate but i'm not for sure on a little bit in some of his emails from the state level or in non-support of it we don't need them checking out parents and board needs i'll check that's all the other items all right

for me i prefer to just keep it under 93 because that's the way you agendized it and i don't want it to look sloppy later but it does but you know the clerk who's recording all this is probably going to capture one vote electronically and the other vote will be in the board's minute all right but ultimately if you do get to a place where somebody says point of order i think there's been a breach in the rules it would be the chair who would kind of rule on whether or not that was uh an infraction and again this is reserved for only kind of the major okay so anyone can make a point of order but only the chair rule correct and it's not debatable and does not require so and the way i see this playing out would be i'll pick on um mr rongio here board member of romkio i'm going to elevate you for one hypothetical or board member rokio says you know point of order i think that motion is out of order the board president looks sees whether or not the motion is out of order determines no that motion is not out of order so there's no need for a point of one when then we move again not something i've seen come up in the meetings but we're going deep here please dr bro um can we just go back one second so um could you role play with us through the procedural motion to split the votes so if the original item was contract to clean the roof and clean the sidewalk and we say now we want to split it and vote on the contract for the roof then vote on the sidewalk can we spend a couple minutes to see exactly how what that would look like so i could say um i'd like to so would i say for example i make i'd like to make the procedural motion to approve vendor a to clean the roof and then so does that motion then need a second and then we vote so where are we how do we do that and i think the way we would do it is let's say and i'm going to use the example we had last time with the well i'll stick with the hypothetical but i think what we did last time was helpful right so first you have a motion and a second to approve the contract as print so in the example i use the cleaning sidewalks and cleaning rooftop so there's a motion there's a second now there's discussion on this contract do both of those services at that point during the discussion that's really the time to make that kind of procedural motion or really any amendment motion during that period of time a board member would say um i move that we separate these two issues because cleaning of the sidewalks loaded issue cleaning the rooftops totally diff that would come in during that discussion phase and then there would be a second on the procedural motion to split and the board would vote then the motions would be split and then you would have to kind of say all right now we're back to the main motion which is the issue first cleaning up the sidewalks and after that you all can consider the cleaning of the roof so it would look like three vote one is the is the first the second and the vote to split the motion and then it's a first the second in a vote for the sidewalk contract and then the first a second in a vote for the roof contract correct and and here's why because let's say your procedural motion to split the two topics fail then you default and you're back to the original and the original contract did both sidewalk and roof and in making that procedural motion um do i use any different language beyond i make a motion to i wouldn't and honestly i can come here and i can talk about point of order i can talk about calling the question i think all of that is going to muddle really the business of the board and what you came here to do i think if if all your board members understand your true intent which is i move that we separate these two issues and we consider one at a time to me that's more than sufficient to kind of have substantial compliance with the robert's rules so that you can make sure that you're really adhering to the brown i play devil's advocate so on board member ortega the contract comes to the board to do floors and roofs so i board member ortega say i make a motion to approve the contract my colleague here board member mitchell says i second that motion now there's discussion then someone's going to say another colleague of mine is going to say well i'd like to make a motion to split the contract why can't i say wait time out my motion is still on the floor why does she get to now bring another motion that all of a sudden we're going to vote on you forgot about mine i think you can i mean you can lobby against that procedural motion but ultimately that board members saying let's put the two issues into one that's an appropriate and it's not out of order so you can certainly as part of the discussion you can you know you can let your intent and your disagreement with splitting the mo the issues you can let that be known but ultimately if the majority of the board decides but the issues it's appropriate and you move forward so kind of picking back uh what mr oto is saying right so we have a a a motion to move uh to split both issues right and so isn't it so is it up to the chair to recognize that motion lord answer yes it's up to the chair to recognize every person whose feet can the chair deny the motion the chair is not denying the motion so much as the chair is not recognizing somebody and my caution there would be this is discussion it's been moved it's consecutive an emotion like that would be appropriate so the chair wouldn't really have any basis to not recognize the person who who's trying to make emotion now that's a that's a tougher call than say somebody who says out of the blue i want to make a motion right now to make october 12th dodger day in azusa unified school district you already have a motion in front of you now i see some heads in agreement i'm from san diego and so i don't know that i agree with that all the way but but ultimately you have a motion in front of you you clean sidewalks and rooftop a motion to make it dodger day on october 12th would be out of order so again i don't think that there would say i'm just going to ignore you in your dodger motion i think the chair would say that motion is out of order at this time and there may or may not be a discussion among the board members about whether or not it is out of order but if it's completely unrelated to the main motion chances are it's going to be out of order you have to deal with the mo the main motion first and here's not quite a bumper sticker but something that i think about is there really can only be one motion in front of the board at a time and the idea is one motion at a time you know you can deal with each things as they come it has to be very linear procedural motions are what they are like secondary motions they're not mean motion the motion to for example separate the contract that's a procedural mode board member grier could also say you know we haven't studied the sidewalk cleaning and the rooftop cleaning and nearly enough i'm going to make a motion to table this contract until a subsequent meeting i want to make a motion to send this particular issue to committee to be studied those would all be procedural motions that are acceptable in that main mode i apologize i'm going to keep playing devil's advocate here um but let's let's continue we said yes it's it's correct i made a motion to accept the contract i got a second um my colleague uh dr beau uh made an amendment to the motions and so now i'm out of luck so now dr bull says well i'd like to make a motion uh to split this vote i i believe that we should uh vote for just the sidewalks and then the rooftops uh later in a second vote right and she gets a second by board member greer what's to stop me and then then the board president would say okay any discussion i'd like to i'd like to amend the amendment um i'd like to amend the amendment to say uh we're gonna vote for we're gonna i agree let's split the boat uh but let's do the sidewalks but i make a motion to table the rooftops until next time like where does it stop like and i'm not saying that's going to happen i just want to know procedurally like can we just keep amending amending amending amending amending and keep spinning our wills in my mind all of these things require a majority of the board so i think that's where it stopped it stops at the necessity for getting a majority to agree that we actually need to separate this the third time and so ideally as part of your discussion and this is um this is i think a good reason for the chair whoever's sitting in that in that chair to really allow the discussion to take place so that all the all the pressure testing can be done before you even get close to the point where you're going to call the question and so i'm what i'm hoping in a situation like that superintendent ortega is that all the different nuances of why we can vote on the sidewalk cleaning and maybe not the rooftop cleaning all of that has been hashed out through the discussion so ideally and i'll give an example not a hypothetical to your hypothetical but if you're at the beginning of that discussion and there's already a procedural motion to separate the two issues it might be a little early on in the process it might be that we haven't really heard enough about what the issue is before we get to this point where we have to separate them because in a situation like that what i can see happening is you have a motion you vote on the sidewalk cleaning and then there's a motion to table the rooftop cleaning and then all of a sudden as you get later on everybody's thinking why didn't we just deal with the rooftop cleaning in front of us so i think to to your very serious hypothetical i think the answer you know kind of how do you end silly season and that's really in relying on the majority of the board and so that's why it's critical that each motion whether it's procedural or a main motion it really requires that majority and the majority has to say you know what this is a good use of our time or potentially it's not so so when somebody um they do they they they have a procedural motion then uh it's recognized by the chair and the chair opens it up for the majority of the board to move forward with that not necessarily just uh moving forward my understanding correctly well and let me let me make sure i'm i'm saying it back so i'm understanding in the scenario we all use dr beau comes in and says i'd like to make a motion to separate the issue um and i i think the way this this will play out in real time is dr beau may raise her hand we're all having a discussion about eyewall cleaning rooftop cleaning we're all having a discussion dr beau may raise your hand and say i'd like to make a motion at that point the chair would recognize dr beau and would hear dr beau's motion um and i'm and and this is the hard part for the chair whoever sitting in that in that role because the chair has to decide in the moment is this a proper procedural motion or is it something and in the hypothetical we played out it is a proper motion so dr bo says i'd like to make a motion to separate new issues and um the chair has recognized dr bo the motion is made it's not out of order is there a second and that's also another superintendent ortega that's another place um where you know whether or not the motion has legs it may be that the motion gets no second motion gets no second there is no second now now we're going back to the original main motion which was looking at both of these services being dealt with in one contract or at one time please and and just to be clear going back to something you said earlier in the meeting so so we go through this process and we move forward and wednesday morning we we reflect back on the meeting and we realized that well actually procedurally that was that was not or there was there was a more appropriate procedural way to go about even if there was a more appropriate procedural way to go about this it does not therefore then necessarily invalidate the vote absolutely 100 and and here's here's where i'm hanging my hat first unless i miss something there's no reference to robert's rules in the brown act itself right and the brown act is something that we have to adhere to that's the law but even beyond that board member career there aren't any board bylaws that show that the board has adopted robert's rule and so what that really means to me is that you are all adhering to robert's rules because it's a helpful form of organization and you had an exhibit for it at one point a matter of fact my guess is and if you look at csba resources and other resources for school boards throughout the state of california i guess there's going to be a lot of suggestions that robert tools are the way to govern and i know in the nonprofits i've been a part of robert schools are kind of everywhere but ultimately that that minor violation of robert rules does not invalidate last night's meeting so jumping into some of the motions we talked about some of these things but the chair must open for the motions and the chair is going to recognize any motion made um and if it's not germaine the motion is out of order and i think um board member yanez that gets to your question earlier is that you know what's the role of the chair and the bottom line is if if the motion is relevant you would recognize the motion but the tricky part may be that it may be a completely different motion it may be irrelevant but those are the things you have to wade through in the moment now in the meetings i've observed i haven't seen any irrelevant motions at all you know one or two one or two questions um or one or three questions about how do we proceed through this you know amendment but nothing that was kind of out of left field ultimately and this goes to superintendent ortega's point you have each motion has to be seconded you're going to get into discussion then ultimately the majority of the board has to prove that motion before we move on now i know that it doesn't always play out like this i'm just going from like robert's rules of order here typically the moving board member it's the first opportunity to be um in the board meetings that i've observed all the board members have an opportunity to speak and and often there was something that happened in one of the board meetings i was at where a board member said you know i'm i'd like to collect my thoughts and i'll come back to me in a few minutes i thought that that was um extremely helpful both for the board member but also for the board so that the board knows there's a placeholder here somebody else would like to kind of contribute and i haven't seen any issues with board members having an opportunity to speak um now the moving board member can also withdraw their emotion so it may be that somebody jumps the gun and moves to approve this contract there's a discussion and obviously your second first there's a discussion and at some point board member thinks you know what i've heard about this vendor that's going to be cleaning the sidewalk the rooftops this does not sound like somebody who we want to be in business with an azusa that board member can withdraw the remote and does the second become the motion or it now pauses for a motion and its technique if the board member withdraws her motion the main motion is no longer there now now here's a let's let's just get difficult right so um there is a motion by um board member grier to approve the sidewalks and rooftop cleaning there's a second by dr bo there's some discussion and in that discussion ultimately board member greer decides i'm no longer going to support this motion i want to withdraw my original motion at that point it may be that dr bo says well i'm the one that seconded this motion and i still think this is a good vendor i think we still need to clean the sidewalk at that point dr beau could move to prove um funky you know but sure these things could happen would they need a second absolutely because at that point at that point there is no the original motion has been withdrawn but we're starting from scratch and and there's one other thing about starting from scratch in all these different dueling motions and reconsideration this actually came up for the board a few meetings ago in the context i think of a public hearing and there's something that i've i've seen um multiple chairs here in in azusa do almost like a pot right so kind of in my line of work you know if somebody's asking a question you always give a pause just to see how other people are going to react if somebody else is going to have a comment to make i think you want a little bit of a pause before you jump to the next because once you start jumping to the next agenda item then now arguably you may not have a robert's rules issue you may have a brown act if you've already moved on to a completely different agenda item so and i think this came up in the context of somebody wanting to make an additional comment on a particular item and you hadn't moved forward to the next agenda item so in my mind it will proper to make a comment but that can be an issue now robert's rules doesn't really have that limitation robert's rules is a little bit more like you can make a motion for reconsideration at any point in the meeting i think if it could be problematic if you approve something at the beginning of the night all of a sudden you're trying to reconsider that same thing at the end that could be a brown act problem not a rubber schools issue can we role play that because i i think it's really important one thing that you're seeing as we are moving forward with the agenda right we're using robertson rules of order but the violation of a brown act is when we have first the first motion second motion we voted and one of us still wants to speak about the motion the the agenda item that's a violation well and and i'm stealing one of my hypotheticals here what i'm emphasizing here and there's two different issues and i don't want to mix these two issues up i think the the issue of somebody making a comment about something that you've already moved on further for from i think that's a truly minor issue right and so i think in a situation like that where let's say we had just got done with item 9.1 and okay any other comments but we're moving on to 10.1 and somebody says wait i have a comment about 9.1 in my mind that is not a brown act issue or anything that you really need to be concerned with um that's just somebody remembering that they had something they wanted to say that happens all the time so can we talk about that about public hearings because that was something that happened with me so i am i feel like we are when we have our meeting we're not having a public conversation with the public right so i i would feel uncomfortable for us to be participating during the public hearing conference because at any one point anybody could come up to our conversation and say i have a comment about this and then we would have to have them allow them to have that com have that so either we i mean from in my mind we either have our conversation before the public hearing or after the public hearing but i would not if we're having our conversation be in the public hearing then we are actually inviting the public to have a conversation with us about the item so i have a concern procedurally about doing things that that way and i see your point if the board members are making comments during the public hearing it takes on more of the optics that the board members are having a conversation with public which i'm sure in all of your governance training you're told not so not optics but it actually i mean it opens the opportunity right because somebody could stand up and say well i have a comment it's public hearing i'd like to speak so you're actually it's not it's not that we're in it's not optics we're actually doing it in a form that is allowing that conversation to happen well and i'm imagining a scenario where a member of the public makes the comment and the board member makes another comment it one comment may not be necessarily directly linked to the other um and to be honest with you i haven't seen anything in the cvra or the brown act that talks specifically about um when board members should make comments during public hearing i mean just uh just to put it out i think so but the the board of recruiting is all at this point it sounds like i make a comment and based off of what i say someone from the public says or you know we ask does anyone have anything people say no then after that since it's still public uh open you know open public meeting or hearing then we ask does anyone on the board have something so i say yeah actually i have i have something i want to say then after i say what i want to say someone from the public says based on what adrian just said now i have a comment so they come up make a comment and then based off of that i respond back we're now actually engaging in in dialogue not not not just optic it would it would actually be dialogue and in that hypothetical you are and and let me tell you the really easy way for board member grier to stop that exchange is to simply not respond to the member of the public but it may be that you had a comment the member of the public had a comment that's it um and let's just and so let's play this hypothetical wow um let's say that your comment was um i'm gonna run out of hypotheticals here was it was about that the sidewalk cleaning would be up to three inches of the curve right so that was that was your comment and then you get a board member who says you know when you go to three inches of the curb you're putting all kinds of pollutants down the gutters and that's going to be a problem downstream and um i don't think that's something that zuza wants to do instead of responding the member of the public i would say just like any issue before you you might direct um you know not to put you on the spot pretend or take it but you might direct that common state superintendent ortega is there something more that you can tell us about um you know pollutants getting into the gutters or something more that staff can tell us or it might be one of those issues where let's have staff look into that and come back um i think in in our situation with the cvra issue there were consultants here right there was an expert who was there to speak about that particular issue and i believe that person answered the question whatever it was so i do think there is a way to not necessarily directly engage with that member of the public in a way that's problematic but to also potentially get any answer that may be in the room um to kind of move along the conversation and i use your hypothetical because it actually is part of the counter argument right the counter argument is if you've ended the public hearing and then there's a comment then the member of the public doesn't have an opportunity to respond to that or and this kind of comes up with witness questioning all the time and there's something you know cross-examination and redirect right so if somebody asks you a question on cross-examination then you know you need a chance to redirect and kind of say oh board member crew just said something i hadn't even thought about what about those pollutants down so that could be something that kind of triggers a member of the public having an additional comment either way again let me go back to the main point i haven't seen anything specifically in the brown act or the cvr that governs how you do and so until i see anything that says you know there's a right or wrong way i would say the main thing i would try to do is make sure all of the comments are within that agenda item okay did you have so so if a board member would like to right make a comment um just understand this correctly we do if we we open up the hearing right we uh promotion now it's open hearing we have a couple people from uh the public come and speak and then the board members be i've seen it done both way so that way that you're right so that way for the or the last ones i just i i guess my my question is for example um say i wanted to to to go ahead and have a discussion before before half before the public hearing about the public hearing can we do that well if if we have an item on the agenda there's a question whether or not we can board members can have a discussion about an item on the agenda in its mark assume info and action and in my mind in an item like that yes there would be board that board discussion may fall before so it would have to be labeled and on the agenda info action for us to be able to do that typically yes that's when the discussion is going to happen now we can go home and we can all watch tons of board meetings hey dollars to donut you're going to find that sometimes when it says action there's still some discussion outside of the discussion but again this takes us back to robert rule the idea is whatever the motion is the discussion is going to happen once there's been a motion but but let me let me address i think a deeper point that gets to kind of the beginning if there is a minor faux pas like that if there is a comment that comes in by the way there's no rules saying it has to be this way or that i would say if somebody does something in a way that seems slightly out of border my point is it does not invalidate the board's action that's the critical thing um and the board can talk and i think this is probably the context right a governance training the board can talk about their own bylaws their own handbook how they would like to see things handle but i think in a situation like that as legal counsel i would not be losing sleep that there was comment after technically after the public hearing closed but before the next matter fall i would say well we're still within that batter so we can move forward this is split this might be splitting hairs so we're on 9.3 you know again we say you know anyone have anything to add no all right moving on to item 9.4 actually wait i do have something on nine point so it similarly correct me if i'm wrong you're all you are saying similar to um not losing a whole lot of sleep over which uh you know which side of public comment uh there's there's a comment from a board member if something like that were to happen you don't see you you see neither a brown egg violation nor any type of major procedural error that would invalidate or or where it would make it improper or for that comment to be made to revert back to 9.3 and then move on to 9.4 even if it's not most appropriate or preferred would you say that it's that it doesn't invalidate it and that board member can still be heard yes yes in that moment i would say haven't even if you had said i think we're on and i'm poor and somebody says wait wait i did have a comment in my mind that is not a brown violation that just kind of the decorum getting a little loose as somebody kind of remembered them i think that's probably the the best way to address them um how about if it keeps happening i'm just hypothetically speaking out that it has but it keeps happening at every like board meeting where somebody from the board will want to speak right um right before the motion or after we voted and it becomes like well i mean because it's not best practice but it it becomes a nuisance well we talked earlier about their being off right and so if this were something that were coming up and i if i were on the board i might be that person that always has their best thought after everybody's already gone and the issues moved on so i might be the person doing that but i think ultimately having that pause built in okay board anybody anybody else in the room would like to contribute to this topic before we move on hearing nothing i'm going to move forward i think we try to build in some things like that now i didn't spend a lot of time kind of preparing for their breaches breaches an etiquette among the board because what i've seen from the board there haven't been anything that's been liberated or anything like that but if but if you had a problem like that like if somebody was deliberately trying to intervene and upset the meeting there's there's a whole other i think you can look at in terms of kind of board member action but from my part and for boards healthy boards healthy boards don't really go down that road because ultimately it consumes a lot of time and ultimately it doesn't really change anything um but let me let me get back board member careers pathetic i want to make it a little bit harder public hearing is closed board member we've moved on to 9.4 board members oh you know what um i had something to say about 9.3 and board member makes the statement at that point a member of the public says you know what i forgot it was something i um and and so in that point in most of you are here because you have a background in education you've been on the board you're here you are empathetic people you want to you know improve the schools and have great public education in azusa in that point you probably will say okay we have one more public comment even though technically the public hearing has closed in a situation like that once you crack open the door for the board member just keep in mind you don't necessarily want to slam the door public and this is this weird place where have you violated robert's roles no but let's say you say board member grier um just to pick on you a little bit board member makes this statement then the member of the public says whoa i you know what that made me think of something and it really should be two inches from the curve and board member guru happens to be the chair and board member says no public hearing's over we're not going to hear that no that potentially gives that member of the public the right that you know what i was denied the right participate in this meeting and then it becomes a murky net kind of when the public hearing closed when it opened i think the to the board president's point earlier there is a reason why you want to have the meeting run efficiently why you want to have comments come in the appropriate time because once you do crack open the door i can present other issues but i'm yeah i haven't seen that but we're just we're throwing out a to z hypothetical dr bo um just one last clarifying question regarding the rules of engagement for public hearings so are um members of the public supposed to sign up for a speaker card the way they do during public comment on regular agenda items do they are we asking them to do that for public hearing and and i don't know what the practice theory is in azusa and whether or not you've asked those for those in this sound i'm getting some nods around the table and maybe i'm getting nose around the table my my thought is i'll just throw myself out there before i even practice it's a public hearing the whole point of a public hearing is to have public participation so if somebody were actually in the room or they were raising their hand um and saying i want to contribute to this public hearing in my mind we wouldn't say sorry we didn't get a speaker card from you therefore we can't please yeah but i do recall when we have a parent we'll say is there anyone in the attic but like they come to the point but so this time my thought was aligned with the procedure so i get a small victory for that please board member so it sounds like this is there there is the potential for [Music] any public hearing to create a bit of an interesting procedural map there is a potential there it would appear to me that what it what seems to be most clean in in this kind of situation is to ask for public comment and before closing the public comment asking board members to speak if they have something to say and then closing the you know and then closing the public thumb it would it would appear to me that it has every scenario has the potential to be to be messy but in so doing there is there are there's a clear open and close of public comment and it is incumbent upon us as board members do not engage in the dialogue i would agree with that i i would agree that there's not i've not seen any rules written down but i do think that as you make minor deviations that's what robert's rules is right it's decorum it's the etiquette having a clean meeting when you start making minor deviations it's a slippery slope it could lead to another situation or what happens more often than not board member grier or it doesn't turn into anything and um you live to fight another day so i just i mean again what you just pointed out as a scenario that i have concerns about because technically the public hearing is still open so somebody could come up and would be within their right that's why like i feel comfortable most comfortable giving any comments once the public hearing is done right the debate you know that public input is done and now we're having we're talking about it um but that's not what you just stayed up right and i'll say as as when you made your point initially i think i said you know makes makes sense and i'm on i'm on team that and then when carlos when you described yes but let's keep in mind if a board member makes a comment and then someone from the public says wait i have something that i i want to add then it is potentially that we it it is you know we have the potential of a brown act violation if if we restrict that person and not allow them to speak so so if if that's the case and if and if we were if we were going to need to be open to someone speaking after a board member spoke anyway then then there's no then there's hypothetically no way around that what you're describing i would i would i would just say i'm not sure that would be a brown act i just think think about just one of our regular action items right um we have public comment before the action item we have conversation about it if someone in the audience were to raise their hand and say oh i have a about that we would not stop and say oh please share your opinion with us because you forgot to mention that earlier i mean their time and space is during public comment their time and space is during the public hearing i mean we have the luxury as board members to have more time in space because where they elected for i think the the difference in those hypotheticals is the public hearing is kind of a weird thing within a public board meeting and um i think that's the slightly different scenario and you're absolutely right there are time and place restrictions for public comment and the rule under the brown act is you have to give the public the opportunity to speak before or during the time when the action's being considered and you you have bylaws once the time is elapsed the board will move on with this business um you're absolutely right the only weird thing is when it comes to these public hearings and and by the way um the public hearings are also required for the sunshining of the proposals for for collective bargaining so it just kind of it it makes it seem like it doesn't matter if you submitted a public comment card this is a free for all where the public can now kind of weigh it so are there time limits or guidelines i mean does that mean a member of the public can speak for an hour and the next person can speak for an hour and it goes on and the short answer is i would probably apply our normal public comment guidelines to that section and i'm guessing that's something we've never done or the district board has never done because it's never been an issue so i've actually seen the last few i think a couple in the cvra and then a couple on the sun shining and in the public hearing i don't think there was a single comment during that time but to your point if all sudden somebody comes loaded to bear and they got a stack of cards i might kind of lean in as the parents say just a reminder that we have limitations on public comment um but again i haven't haven't looked at that issue and then looked at it in the context of public hearing i think i think we may have to look at that more and say do our normal public comment period timelines apply to the public hearing but i've never had that question please so would the uh chair announce like like he or she does uh when public participation letting them know that they have a certain amount of time you know how you read that article this is you know you are allowed to speak three minutes so they know you know that's not an hour long and they know their time i think they can and then who who's keeping the time because we should put it up on the board you know during public participation so who who's keeping the time of the person that's going to speak my response it would be it'd be the same time and the same person who keeps time for normal that we would follow the same process the tricky part here is that it sounds like it's never been an issue so it's a great hypothetical dr beau um definitely puts me on my heels because i'm thinking about that is his public hearing is a public hearing different um substantively than public comment and i think there's an argument you public hearing lasts until it's over so i'm gonna have to come back to you on on that one but to the extent that you are going to apply time limits i think you do it in the same way that you apply time limits to public please since um since we're speaking about what uh our regular uh agenda so so for example we have um people that are coming in to our meetings now through zoom and they're having a dialogue and asking questions are we required to answer those questions it's they've already they did not come to public comment or maybe they did and they used that time but now they're having a dialogue because of what we are talking about right and they're asking questions so my question to you is are we required to answer back no and i am assuming that you mean in the context of a public hearing no no i think so i think regular board about zoom chat and zoom chat q a and but that's correct what are we doing now with that that's being disabled but i do think it's a it's a good point generally and you probably hear in all the governance training and i think um one of the board members was talking about this earlier that in your role you're not engaging directly with the public from the dive please so so now i'm going to bring it to to in person and um for example we're having you know a regular uh 9.3 and we're talking about reconfiguration and possible closures of x schools and we have audience and there's speaking up and standing up right and it's out of control then what then we would jump to a completely different section of your bylaw and there's some language in there about and actually have a hypothetical about this um i won't feel all my thunder but the idea is if somebody is actually interfering with the conduct of meeting that person can be removed and so this is something that's actually happening at board meetings throughout the state because you have different movements that are opposed to mandate from the state from local authorities and so this is happening you have bylaws about decorum and about interference please and also um the chair can also um take a break right we could take a break there could be a brief recess yes to kind of calm the audience and then return right but it's up to the terrorists yes right yes yeah and and i think um fortunately there's you know there's not a disruptive crowd for robert's rules but i'm hoping that this holds right yeah throughout the rest of your meetings um because because if you do get to that point now here's here's some parsing here you know i think we all gotta think about this my mom was teacher for over 40 years and she was a very dedicated cta member and so they used to come to board meetings and they used to all wear their red t-shirt and you know at the right moment they may all stand and turn their back or they may you know hold up a fist all of them in unis and so what you have to really weigh is as a board member you may be offended by that silent protest but that silent protest may not be interfering with the board's business but we do have to kind of keep a balance here that you know expression in a way that does not interfere with the board meeting is acceptable interfering with the board meeting is not which now leads me to um i don't know this is the right question to ask at this time but um i've only seen um one time where um the board chair at that time used the the gavel right to to go and teresa's when does this when is this you yeah i didn't see any i didn't see any bylaws on that either um but the idea of you know gaveling in and gaveling out has always made sense to me um so so i mean i've seen it like you know in legislation where they open up the meeting and they're doing that they're adjourning they're doing that so i mean is this something we adopt is this when do i get to or the chair gets to well i'll def i'll defer to the board on the appropriate gal will use but i'll tell you this i had a gavel once and i didn't use it um it just felt like you know it was kind of there it was um almost decorative you know but i do think the idea you gavel in you gavel out you know and you know what um and i'm i'm i'm being a little glib but the reality is let's go back to that scenario you were talking about where there's disruptive crowd right and so in in that moment there's a lot of people talking they're interfering and you may say something like you know the board is going to stand in recess for 10 minutes as orders restored and it may be the appropriate time to hit the gavel gonna get people's attention or then stands up you're in recess so um so it's it's funny to think about but there are situations where you may need to use the please so so the board walks out of the room or that we stay seated and stand or or what do we do in my mind it depends on the situation so if if we're looking at like there's a hostile crowd and there's some concern about safety in a situation like that i may say you know what the recess board members need to remove themselves and and i don't want to be i don't want to be an alarmist but you are going to have to make a lot of difficult choices and you're going to have to have a lot of very public discussions of hard things for the community and i'm thinking beyond just what's on your agendas for the next few months i'm thinking about the governor's mandates and things like that as well that are going to make life a lot more interesting for elected officials and so to me it depends if if there's any risk i'm sure superintendent ortega and staff are going to make sure to deal with that it's also not uncommon for law enforcement to have to be present at board meeting some board meetings have law enforcement at every meeting um and i'm not saying that that's the appropriate way to go it just it happens i've seen it um in some places it's a way of life okay but getting back to robert's rules i'm gonna move forward here we talked a little bit about amending motions and you know any board member can move to amend the motion you just state with the amendment and i thought um dr bo i kind of at the moment i really appreciated that you were doing that because it was a great kind of practical application of amending emotion when we went through that um that discussion last time so there was a motion to amend needed a second then the chair called for discussion of the amended motion ultimately the amended motion was passed and so that became the main motion um before the board now here's here's a little one too i think there was a question earlier in a little counter-intuitive just when we ran into trouble with the system the first motion is just whether or not the first vote is just whether or not you're going to admit that's the first quote because if dr bo says i want to amend the original motion to add a meal component to the nutrition contract and if that motion failed then you default with time and so that's why you have that first vote of whether or not the amended motion is going to be before the board once the amended motion if it passes is before the board then the board is going to vote on that motion at that point it is the main there is mud but the board did get through that last time can you repeat that probably using much different words but but that is right the idea would be something like i'm sorry board member well are you trying to say that we would do the procedural motions by this voice vote and then take the actual motion the action the final motion made motion with the computer we haven't had a chance to talk about the system's capabilities but i think that makes sense it only has the ability to do take well you can ask i hope can respond but yeah it only takes one and and i and i think your idea makes sense right have the procedural motions be recorded in the in kind of analog and then save system for the final main vote but i think i think in the last scenario though we actually had two motions that needed to be it wasn't it wasn't like procedural then then the the main motion it was like two main motions two different things on the same item and and i think that was the meeting i wasn't present at because the one i remember was the amended motion that dr beau had done and so then you had um but once that amendment came in it supplanted the original motion please so if i can go back there for a second um to that that evening when we we had that the admitted motion and some conversation around that and it got it got a little you know we lost our way a little bit but found our way and got back on track when when that took place i think that happened on the heels of us having the conversation on should we or should we not have legal counsel present at our at school board meeting and i want to say i think that you know especially hearing you share about the uh warning cautioning us not to complete a brown act violation anna and a robert's rules of order parliamentary you know procedural violation if you will um it seemed to me that no no no offense to you carlos it it seems to me that your presence being at the at the meeting it it actually invited more back and forth confusion around do we this or do we that and and when if there was a slight you know error in in in process but we knew where we were going and now we're trying to dance and backpack to get back on the proper procedural and it seemed to me that it took it would have taken more it took more time to try to right the wrong than it would have been to say that that was weird but i know what you meant let's move forward really noted so so like so i could thank you so i guess i i guess i i i bring that up to this day i mean as we as we're looking at at some of these pieces and um you know one of the things that you also mentioned is is understanding intent and understanding intent of of of uh our colleagues here i i i would hope you know that that as we are moving forward and are are certainly going to make you know slight errors here there that i i would love it if we still moved forward and didn't get overly caught up on on process complications all right so kind of circling back and i appreciate your comments for my career circling back just kind of close the conversation on the mending motions um once and i think you had asked me to kind of go through that process and so i want to use that example there was a motion on the floor to approve the nutrition contract there's a motion there's a second now there's discussion on the new nutrition contract at that point um and i'm not i'm not paraphrasing this exactly dr bill i'm sure it didn't didn't go exactly like this but at this point there is an amendment to the original contract which just had something in there about healthy choice or a menu option once once there is a motion and so the chair recognized there's a motion to amend the original motion at that point um dr bo got a second and then the board president called the question meaning they're all going to vote on the amended motion and that vote passed so when that vote passed it means it planted the original motion so the amendment process path but the vote itself the amendment right and so once that amendment process passes then the board had to vote a second time on the actual motion which included the amended from dr pope so there's mud but that's kind of how it happened so when um [Music] when the motion is amended and we have the recording secretary asking again like what was that motion again like who is repeating it back the chair or the person who motioned ideally to pick on the chair probably the chair in that point because all things go through the chair that's why it's not um not a it's not a great job in terms of having to kind of be a board member in the moment but also having to follow all the process and protocol of what's happened in my mind the chair is going to be the one who keeps everybody great and kind of says no no here's the motion i'm going to repeat it now in practice in practice i don't think it would be unusual for dr bo to respond and say you know when um hope is looking for clarification of what the motion was in practice i can see dr bo saying the motion was and kind of reading from whatever dr bo had written down and so i think that's probably to your point board member that's another example of robert's rules a strict reading would say that comes right back through the chair in practice it might get a little looser than that dr bill may have the amended motion right in front of her that she's written on the fly and then the important thing is that hope is able to report it in the minute and that everybody's clear what's being voted all right so and i thought we weren't going to have nearly enough to talk about but we're going to push the three hours here so uh quickly just on procedural motions we talked about a few of these i'm not going to spend a lot of time i think the important thing to remember is that these are mechanisms to deal with whatever the main motion is right you can postpone the consideration of that you can refer to a committee you can even limit discussion and create special rules for the motion um or you can divide it up talk subtopic now robert's rules you know a very long resource it has a lot of things in it so i'm not suggesting that we're going to go out there and read robert's rules and come back with the most convoluted complicated way to do business the bottom line is if things are working for you you know by all means don't change the way that you're considering an attendant again making sure that everything is properly agendized under the brown act that's my number one concern and making sure that all the board members get an opportunity to speak to a particular issue i think that's what's critical making sure that the public participation um so robert's rules can be convoluted now postponement we're just going to kind of break down a few of these i'm not going to spend too much time the bottom line is once it's postponed no further action is taken on the matter until real the board member grier this kind of goes to your point there are a minor thing that you can say well wait i didn't get a chance to say something on 9.3 there's other things here that like let's say for example the board has decided on a procedural motion by board member cruz gonzalez to delay or postpone the sidewalk cleaning and roof thinning contract and the board votes on that it's postponed later on in the meeting it'd be problematic for anybody to come and say you know what let's get back to that contract because um i wanna i think we should vote on it now and here's why this is when i think barbecues are deering potentially into drowning let's say i'm a member of the public and my passion is sidewalk cleaning and rooftop um and maybe my brother-in-law is the vendor maybe i just really really wanted to hear that conversation the moment the board postponed inspiration that particular item i packed up and you see this happening board me i packed up and said okay my issue won't be tonight i'm heading home so if that member of the public then hears well you know the board kind of rearranged things and they ended up voting on that very end the board member can say or remember the public can say i didn't have an opportunity i thought it was going one way and it ended up going so you see things in robert's rules like for example motions for reconsideration of an issue that in practice but because of the brown act might be problematic so again robert's rules as a guide brown act is something that we have to make sure we're adhering to carlos uh postponement is another way of saying table right absolutely and so and in practice i've heard them used you know it's anonymous um and do you want to elaborate board member cruz gonzales difference i don't want to move too quickly no i don't i personally don't know the difference but i know they are two separate motions yeah and they you thought they do you treat them differently but i don't like i think like carlos i mean i think the most the most important thing is that we run the meeting efficiency so sometimes that feels like that and carlos can we get as a follow-up um more generation between labeling and postponing so that when we are um moving an item that way we know or exactly the date the which or the time to which we're postponing our tabling sure we can look into that and i want to make a mental list here that it's the public hearing whether it's limitations on public comments and then maybe unpacking a little bit of the tabling versus postponing one one issue that i think can be problematic for a public school district board that's complying with the brown act is let's say you are an item 1.4 and for whatever reason maybe there's people in the public who should be at the meeting they're running late or for whatever reason there's initially some discussion and then you decide we're going to table that issue to the end of the meeting um that can get a little weird depending on whether or not somebody believes they didn't have a right to just so dr bo let me let me drill down on those concepts and get something back to the board okay now we go back to the motion for reconsideration because we did so one time we did have to do something like that um and so we actually ended up agendizing it at the next meeting and then it was officially reconsidered by somebody who had voted for it the first time so we have done that but it we don't do it the same day we we it only happened once in 20 years it's happened one right but then we voted on at the next meeting and and as i was thinking about that on the on the drive over here and just um what are the more most likely scenarios that would potentially come up and the motion for reconsideration was one that was kind of troubling me because ultimately if you have a motion for reconsideration kind of comes in at the end of the meeting let's say you decided an issue voted on it i think a member of the public could say hey i was there for the first vote i wasn't there second i didn't have a right to participate they could all say your agenda was all mixed up and things were being called when they should have been called so i i like that approach that emotion for reconsideration would happen at the at the next meeting and this actually goes board member career a little bit your point earlier which is it could be problematic this is the difference between roberts rosen browning we're on 9.3 there has been a vote on 9.3 that contract has been approved now we've moved on to 9.4 and we're now on to 9.5 and then somebody says boy i want to do a motion for reconsideration of 9.3 in my mind that would be problematic it'd be problematic for the brown act it would be um for hope and i just kind of think that the example that you use board member crews gonzales of having that motion at the next meeting that makes perfect sense and here's a here's a scenario we were actually working on um hypotheticals and i had somebody um grilling me about what to do in this situation which so as i i was role playing this in preparation for the mini we use this example of um what normally happens like let's say you approve the contract and all of a sudden after you approve the contract you get a ton of feedback from the community and the community says you know what um that's not a reputable vendor or a full three inches two inches from the curve thing you guys really need to study that and get that figured out so i could see a scenario and i don't know if this has happened for recent history but i could see a scenario where the board decided you know what maybe we need to rethink that particular contract that we approve now and um this is where we start getting a little bit into latasha's purview and we would have to look at well if the contract's already been accepted is there anything in there about changing the terms of the contract after the fact um and so those are kind of different downstream issues but i do see a motion for reconsideration i like it in most instances if you're going to be doing at the next board okay all right adjourning um i've seen you all adjourn i don't see any issues there but ultimately you have board must motion to adjourn and any board member can make a motion adjourn all right we talked a little bit about recon iteration motion to revisit a topic already voted on may occur in the current meeting or the two subsequent meetings and i'm really pulling from from robert's rules there um and only one motion for reconsideration perception again you are not strictly bound to robert's rule but when i have these pieces in here in your slides just know i'm either pulling them from your old debit or i'm pulling them for for rough rules i think the board member grier's point um as long as you're effectively doing the board's business that's the main goal you're complying with brown act public knows doing an opportunity those are the values that we need to get across okay decorum we talked a little bit about the quorum earlier and i have a couple hypotheticals if we have time to get to them i don't know if we'll need them but board members speak one at a time they don't interrupt each other and unless the board member who has the floor yields someone else now again i watch a lot of school district meetings you know i'm present for none of them and there isn't always that kind of forum where we say board member viegas steal the board member vote you don't really see that pomp and circumstance but the idea is that one person is speaking at a time and that the board chair has recognized that one i think you do need that basic form of etiquette otherwise it can be a little bit of a free um and i do think that at least keeping track of that who's speaking who has the floor i think it's a it's a good way to stay organized and efficient in your meeting i have a question on that so because um earlier he had said whoever um uh moves the first motion you know usually gets to speak first so then i mean theoretically the second person who who seconds the motion would be the second you know and so if there's a board member who um right that needs more uh has questions come up they didn't have a chance to to address it with cabinet before therefore a cabinet needs to do some more research and that board member decides well i'm not comfortable voting on this because i i don't have the appropriate um information right so then they they table it they asked it so they would uh amend it or they would motion to amend but the board doesn't agree motion table yes or or motion to postpone depending on what we find out after the research but they would make one of those motions yeah so emotion to table is not debatable though somebody said as soon as somebody says emotion to table there's not like i don't oh you can talk about the table what happens thank you yes so if somebody makes a motion to table what would and let's say there's discussion happening and someone says i move the table this item to the next in my mind that would be a procedural motion that would require a second and a majority of the vote and and so you know this kind of reminds me of a motion to adjourn so let's say that a meeting is not going the way somebody wants it to go and so there they move to during the meeting well the board the rest of the board may have business to do rest they may not get a second or a majority this goes back to the superintendent's question of where does it all end and the idea is unless you have a second unless you have a or the majority of the board you're not going to be tabling or postponing board member crews also you have something to share yeah so if you look in this book on page number 12 like if you open the book you can see like there's any kind of emotion that you could possibly take so look on the top on the right hand side it says lay on the table right so if you open that up you can like open up the 12 it's on the right the right hand side at the top here it says 12 open to that page and then you can see there's all the rules but you can see in the middle it says whether it's debatable no so it requires a second right but once there's a second there's no debate on the item we just have to vote on it immediately it requires a majority vote um and somebody if they let's say it fails they can try again after a while if they want and you can nobody can make any motions on nobody can like do a amendment or anything to that we have to vote just on that motion makes sense to me because it's strictly just an idea are we going to vote on this right now or are we going to vote enough that makes sense to me all right so there's there's other parts of this that don't necessarily make sense um and that's like only only board members talk staff can answer questions and ask in my practice that's that's not usually how it goes and usually the superintendent superintendent superintendent ortega or other superintendents will usually weigh in i have some information for the board let me help out or super nintendo ortega may say i think what we were considering was this so the way i've seen staff engage is far more collaborative than from a pure strict proper school's reading now ultimately we talked before about calling the question so as the chair the sharer would choose when you're going to hold and so and really all that means is can we have a vote on this particular and so i think in practice the way i've seen it done and most boards is as long as there is a productive conversation going on that discussion keeps going until you get to the point where everybody's like okay we're ready to vote i've all you know everybody has had a chance to contribute questions have been answered different points if you have been respected at that point you call for please so it would be good to talk about that right in terms of um because i think sometimes i feel like we sometimes um it feels like we get into like we we end up hearing a lot of the same comment right and so it would be good to to think about what's the best way to um end a discussion when it when it's obvious that um no new points are being made i mean i don't know i don't have any ideas i'm just saying i think it would be good to come to consensus on how to do that yeah and it's harder than it sounds it is because one thing i've observed about being boards in action is um board members feel like they want to give some context for where they are and where they may potentially vote and matter of fact thinking your board bylaws that something did effective if you're going to obtain you're going to offer some reason or if you're going to vote against them so that is a fine line right between you know explaining a little bit of why you vote for something um and explaining a little bit of why and well the general rule that i've seen is you know every board member potentially has an opportunity to speak on the issue and there may be some redundant i think that's the crowd who wanted to hear the robert school's presentation please i have a question on um board members signaling either outright stating how they're going to vote or signaling how they're going to vote and it and the appropriateness of that during the discussion prior to the vote and it's tricky it's tricky because there there's a natural moment when the motion is being discussed when you know i don't think any of us are professional poker players but there's a moment where it becomes fairly obvious the the observer where a board member may be voting but in my mind when you're in discussion that's when you're going to ask the tough question that's when you're going to speak to a particular issue and so it may be at that point you can glean how a board member may vote where i think you really need to worry about that dr bo is when you're outside of meeting when you're making comments on social media and things like that that's really where there's a danger potentially somebody can say you engaged in a serial meeting you had you know one idea here and then there was another board member on on social media and all that potentially could be a problem please so so then when when would be so our yeah our our board protocol says that if we were going to vote against something that we will articulate that why we're voting again so then when is is the appropriate time then during discussion or is it after the vote's been taken and then there's a time then for that person to say i voted against the speakers i've seen you all do it during discussion and it seemed organic for the moment and so and let's let's play it out right let's say that you have the vote and then each board member wants to explain it could get a little bit messy if the vote's already been taken that doesn't make a lot of sense um also i've noticed that because of your system the way it looks online and maybe it feels a little different in person the way it looks online is there's the discussion the question is called by the chair and then all sudden kind of you all go away and then there's like a survey says moment right when all sudden boom boom boom and you see all the different so i guess what i was trying to think about is could there be a moment where you're announcing i board member career i'm going to oppose this particular issue and i'm not going to vote because a b and c if you're using the electronic system you probably don't have that natural moment so to me during the discussion you know you're sharing this is how i'm going to vote on right here i think dr bo ultimately we're trying to focus on substantial compliance here and so as long as that that comments be made you know contemporaneously right at the moment where the votes happening i about it if people are are projecting and throwing out there in the public when they're gonna how they're gonna vote on something then i start getting a little nervous please i just wanted to go back what um board member bruce gonzalez was talking about when we're having a discussion either you know how while we're voting yes or no um it's true sometimes you know we just go round and round in a circle you know talking about the same thing so is there any like rule or there's a time limit or you know what i mean because you're just you know speaking or you know someone's talking about the same thing but we get the point like you said either you stress your point why or why not and there's your answer yeah you know i hope i'm explaining that right you are and i think the first question i hear is are there time limitations on individual board members yes and in my mind no there's not i mean a board member could you know have the floor if the board members recognized by the chair the board member could speak now is that an efficient way to do business probably not well probably definitely not right but ultimately in my experience each board member wants the opportunity to address the topic it doesn't mean that they're going to and so that's the slippery slope where we start if you start curtailing the ability of board members to participate in the discussion then it's going to create some feelings that hey my point of view is being disregarded and i think this goes back to board member's point about kind of adhering to robert's rules doing the best we can and then having some some common ground on intent and i think that that's 100 true you need to have that trust but but also i hear from communities sometimes like you know i'm kind of confused because you guys are like going everywhere you know i we're focusing on one thing then all of a sudden the discus the discussion gets lost in in the conversation and i've heard that from community members i i expect you you have and what i also know about elected officials is that they want to explain to their constituents directly in their own voice why they're voting for a particular issue and they're bound by the bylaws to explain why they're not voting for something so um if you're looking for limitations on board member speaking i'm probably not the person no no i don't know what i mean by not i understand your point but i'm just saying that you um you stress your points you know one two three four five or whatever and then we get it you know kind of a thing instead of just going around talking about the same thing i i don't know you know i just happen to hear that in the community so i just wanted to stress i appreciate that and i i tend to agree with you i go to a lot of meetings and so um i agree with you i'll just leave it at that please doc i mean something that i've been thinking about too about how to um have a robust this discussion while also being lean with time and um have you had any experience with other governing boards where maybe there are you know two rounds right so you go board member a b b and another round and if they're really and then we have to really think about if i don't have anything new to say then then i'm then i pass and not feel compelled to reiterate i mean do any of your boards or clients and adopt that procedure to help them make sure that we're going around so that every board member has the opportunity to speak i haven't seen anything adopted formally and what i can see happening in practice practices as it as an informal rule we get we each get one shot but what almost always happens is somebody remembers something and they're you're on the spot you are all on the spot in the moment the public is here and sometimes people are going to forget that main core critical point but but to your question i have not seen boards adopt kind of uh you get two rounds only but i do respect our board president because she'll say at the end does anyone have any more questions so so she is giving us the opportunity if we do well state no and but she does give us that opportunity and actually had a question so um since we're on this for example you said the two rounds right so say for example a board member had five six questions again um i mean these are the questions that this board member feels that they need to ask at that particular time therefore you know whoever's chair will will give this individual the time um to to go ahead and ask those questions correct yes i mean and we talked about this earlier the decorum is that the air needs to recognize whoever's speaking and i'll put myself in that point of view that i'm board member viegas and i want to ask another question and so i'm kind of like recognize me over here and my question is you know what time does mcdonald's close because i'm and i don't want to be here anymore and if those are my contributions over time i suspect that you know board members may be less likely to recognize me but again that is a really slippery slope right because ultimately you're here and you have to work together with trust there has to be stability and so if board members are having relevant questions to an issue that hasn't been voted on you want that question to be answered before the vote happens i mean that's the whole point so i mean i i guess just to clarify when i brought this up in my mind i wasn't talking about questions to staff right my mind i was talking about when we deliberate amongst ourselves then we're having a discussion about you know what how to vote on an item or what how to move forward that's what i was thinking okay so again kind of going through we have a general sense of decorum i've seen the decorum happen and it happened with multiple chairs in the room and i think the general rule is everybody has an opportunity to speak to an issue and i've seen that happen all right statement of the record you can request that written or oral statements included in a minute um i know that hope is you know kind of feverishly working today after everything that happens in in the meeting minute so my my thought is that you probably don't even need to say that um but i do i do know that it can be a dramatic flourish right you know can we make sure that this gets in the minute um and so that would kind of just be a point of making sure that a particular statement or something is kind of recorded before can the meeting you clarify for this so is this this is a brown act requirement or this is parliamentary procedure this is robert's rules the board to me this is um robert's rule because we so and i think we have we haven't discussed it as a board but i think when we went to an online system and started recording we as the board i think and half of you weren't even here wait we made a decision that we were going to move to action minute which just record the action then summary minute um and that if somebody wanted to have a full see the full transcript they could go watch the video um because because it is that is available so our practice has been not to if somebody like and it happens to have a comic sometimes somebody just brings their comments and say every question gets put in the record right i think our practice has been not to do that because that's not we made it clear that's not what the minutes are um but so how does that fit within what you're putting here well and let me let me give you an example and it may be that it it a difference without a distinction here it may be that i'm board member of viegas and it's being recorded for youtube and i say and you know get this in the minute i i'm gonna stay x y and z technically my statement is recorded in the minute it's recorded on the live now it may not be in the action summary that you mentioned but it is being captured and being recorded so at that point i would say i am on the on the youtube i have been captured my statement is there to your point it may be that statements of the record are irrelevant or the way the board does business in azusa you don't necessarily need that and this goes back to the question of you know when do we cut off comments and things amongst board members the reality is the board members want to make those mini statements of the record so you probably don't need the pomp and circumstance saying statement for the record and how about what one of the things that um uh board member chris allen mentioned where we have a public comment um right and we have somebody from the community come and say i i would like this recorded in a minute so what you're saying is is that it will not be recorded in a minute uh physically but they will have to they can go to but if we ask right the the member from the public asked i want these recorded i because i need those minutes for x y i know for whatever reason they wanted them because they can we do that yeah and it sounds like there may be a slight difference in what your practice is so let me let me just ask the question have you ever taken a members has it remember the focus asked you i'd like my comments to be recorded in the record yeah that happened okay and how was that handled was it just they were recorded via youtube nothing special was done currently our practice doesn't match our our policies are exactly what board member cruz gonzales said and we just stumbled upon this not too long ago as we were updating policies we were just doing what the practice was prior to us coming here and the practice right now is full transcript of minute but that is not our policy that is not what's written in our in our board policy our border policy matches up exactly to what board member cruz gonzalez says and actually that that was partly my point earlier so the practice is that hope is going to try to get as much of everything that's happening in real time so if that member of the public makes that statement it is automatically in the minute it's in it's on the right if you will and and i'll add another layer to that it's also recorded right via youtube so there's multiple records of this person making this comment but that might be something over time that you all look at in other governor's trainings and see if this is consistent with what the board wants to do okay calling for the question again um i only have about 45 more slides so i'll let you buy here really only about four or five so this results in the end of the board discussion puts the matter to vote we can call it call the question we can just say can we have a vote it's not critical to kind of get bogged down on what terminology is i've seen you all do this um and it worked it's it said must be just to be clear it says it must be seconded does that mean that and once it's seconded then it moves to the the vote or it needs to be seconded and then now there's a vote on whether the question is called um it must be seconded and then you're going to move towards the vote of the main motion of whatever emotions being considered right then are you sure you have to vote on a call if you have to vote on that and call vote on calling for the question or vote on the main motion yeah you can't just get a motion and second to call for the question and then you have then the vote is on the call for the question do you guys currently vote on having a vote no and so i i mean normally what we do is just by consensus then the terror would be like okay let's vote right right um but technically with parliamentary procedure there would be a vote on it yeah and it's kind of like um adjourning you know that there has to be an emotion a second before your journey because some people may want to journey and other people may not what it sounds like is the practice here is if there's a consensus if every board member has had an opportunity to speak there's no more comments can we proceed to the vote yes and that that's your practice right right and usually it's not somebody saying i call for the question it's usually like i think we need to vote now that's not very formal yeah and it sounds like there are there are some differences between your practice and what your exhibit on robert will say and what the actual robert will say that's not uncommon you guys never formally adopted robert's rules but i do know that there are going to be some some differences in the way these things are handled right i think what we practice is the chair whoever what i've seen as well is they'll ask again if there's any more discussion and the chair will call uh for the vote i'm kind of like a closing comment right you know like a little bit of closure to the process all right any more comments okay hearing none um can we have a vote and then if board member says no no i'm actually you know what i do have another comment then at that point there's going to be another comment trigger more around to come all right forum i think you are all familiar with quorum and just having kind of over 50 of total board members you have a five person board that would be three people per quorum um and you have to recess unless you have a form you can't really proceed with the actual meeting unless you have forum and if somebody's obtaining that still counts for purposes of quorum um now again i think this goes to your point board member cruz gonzalez they're gonna there's gonna be things in these slides that which aren't exactly you know apples to apples but the practice that you have right and so i think for example the roll call by the president sounds like the roll call all goes through the electronic system so you don't hear that kind of verbal roll call of how each person does it or do you guys announce it verbally i think it just pops up popped up um after after so whatever the result is then whoever is the chair will go ahead and you know five zero four one three two vote passes vote does not pass or however there is right after and is it the chair that announces that or hope do you say the motion has passed unanimous here okay and i think the what i've also noticed in watching the meetings via zoom is that it's also shown on the screen you clearly get to see how each board member voted and there was a clear record of how his board member voted in the minute those are the core pieces that we need to satisfy for the crown act um carlos can you speak to any differences or what you've seen in terms of voting simultaneously or electronically and simultaneously versus a roll call vote yes no yes no board member uh rogue is now the tiebreaker well the one thing i i noticed right away was last time when we had multiple votes the system presented kind of a little bit of a limitation but i remember at the moment i was thinking well if you guys had an opportunity to kind of just go through the vote and record them then that may not have come up but i don't want to throw out a perfectly good system just because you know we had a double vote um and i also understand your comment to be a little bit like if you do a verbal vote and we're going through and we've hit the first four board members and you've got a tie two-two that really puts a lot of pressure or power in that last board member to decide how it's gonna go either way um i think the short answer is there's not there's not necessarily a wrong way to do it sounds like you all have a system of voting and um and again this is a another example where while rules may say roll call is done by the chair you all have an electronic system there's nothing wrong with your system um was there a another point dr bo that i'm not getting at well i guess maybe i'm asking my veteran colleagues for their perspective on either at times when electronic school board wasn't working or you chose to do a roll call vote and then the last vote was by the president right because i could one could think that those outcomes could be different right two yeses who knows and then the tie breaking vote is with the board president and so i'm looking for have there been instances in the past where it's been um an important vote and it rolled out that way instead of voting simultaneously i have not thanks i have not seen it even when i've watched the meetings for the last 20.

these are just some of the highlights the bond passed on june 7 2016 we authorized for 15 million dollars we projected an annual tax rate of about 47 cents per year we passed with a double a bond rating the district's obligated to only repay 13.9 million dollars because of the fact that we had an excellent bond rating so i say that the bond sale was a was a success and here this is from the bond pamphlet itself 47.68 cents per year on a 100 000 home and currently this year our tax rate is 52 cents and here's a breakdown of how the 15 million dollars was actually spent we have renovation and construction we said we were going to spend 19 9.4 million dollars we spent a little bit over 9.8 million dollars pupil transportation costs we said we were going to spend 2.2 million dollars it was a little under almost 2.2 million dollars and then for technology three point four million dollars we spent almost three million dollars two point nine million dollars and then we had some premium funds some reimbursement from the bonds of about twenty eight thousand dollars and then some interest earn on the funds so we have a little a little over 15 million dollars that we got to spend on those bonds and currently as of six thirty twenty one we have sixty seven thousand eight hundred and sixty seven dollars left in the bond funds and those will be spent on right now for technology that's what it's reserved for are there any questions in regards to this page or any of the information i've given on the bond i have any questions any questions from members of the board thank you brandon looks like in the future we might have to make some tough choices huh yeah darn it all right well thank you if there's no questions and we'll adjourn this portion this hearing and we'll quit check turn your mic on you were talking about the early at the beginning you were discussing the increased costs and the the hourly employees got an increase the minimum wage increases yeah and that was passed by the state legislature so basically it was an unfunded mandate correct exactly yes yeah that's what i thought thank you uh and i think it'd probably be appropriate if we had a motion to adjourn this hearing i have a motion to adjourn motion from chuck a second from diana all in favor this uh portion of this hearing this public hearing will be adjourned for a few minutes and we will reconvene shortly for a public hearing on the an annual financial report for 2020 and 21.

there was other documentation that went with that that indicated this was in fact offered to this employee and he responded in good faith that as he progressed this would be the salary schedule that would apply to him and to the other speech therapist i had kim check minutes for both the colorado river union high school board meetings and for bullhead city school district board meetings in june june may june and july of 2017 and no action was taken relative to this salary schedule so it's a little misleading that it says it was approved in 2017. my thought is that this person signed a contract with our district and has signed subsequent contracts with this district on in the understanding that this was an approved salary schedule it's not his fault that it was or was not approved by a board so i present it to you for consideration for these two employees as a salary schedule for these two employees questions comments so what we have here is before 2000 before today he was hired on without this ccc level he was hired with a master's degree and was uh in the in the masters track and in fact with our salary raises because i knew nothing about this document until this summer so it turns out that in the masters track and with the other experience he had he was in fact on our teacher's salary schedule making more than this indicates on here in the masters track but when he moves to a phd track on our teacher's salary schedule it is less than this phd salary uh this lane over here and so of course he you know believed that when he got his ccc he would in fact move over to this other salary lane and he has in fact completed that i was just trying to look up some of the information ccc versus the phd and it's like a final step after a master's after clinical after but the phd is more the research side of it but the cc is usually a ccc slp speech language pathologist that would allow them to still work with our students and have progress right and we have we have two other we have two other speech folks who have the bachelor's bachelor's level bachelor's level uh and they are on our teacher's salary schedule so there are different levels of certification for speech therapists and and this is a pretty significant educational step and what is the difference between what the that document to what our teachers document yes um two to three thousand dollars and the phd lien is the difference is that the difference he'll see yes it would be so we would be adopting a separate pay scale for speech salary just for the two people right now i mean because those are the only two positions we have in the district um that that meet the job description for this and and those positions are paid with grant funding and so you know the difference is significant not just in terms of what our other salary schedule looks like but of course in terms of how we how we manage our grants my concern and my issue with this is right or wrong a commitment was made to an individual and i always kind of come down on the side of ethical you know the ethical thing of if a commitment was made whether it was made correctly or legally or not it's not an illegal commitment but it's you know it i just feel that an employee has stayed with us for a number of years uh has been loyal to the district and um in the belief that we would do right by him and by the other speech therapist so we're talking about two people the other two do not qualify on this level at all would they reach that level because that's masters and above would they go on what i'm getting at is this would they go on here kind of and they would you know they would be on here at the master's level but the thing is that given our salary schedule they would want to be on our salary schedule at the master's level yeah but then they if they move on to the ccc yes they would get to switch so you can't to me you can't have it both ways i guess so either you're gonna have it i understand what we're talking about with those two my concern is the others yes yeah i get what you're getting at so i i guess the thing that is like if you have if you look at the other two and say one of them is working on their masters and they think they're going to get that money right and then you put them on this one and all of a sudden they're getting less than what they that's my point so the only thing i would say is i would be more in favor of approving i think if the masters was more in line do you see what i'm saying or eliminating the master's line altogether and only doing the ccc line because if they want to work up to that level that is a specific task specific job for that and it is a lot of work i mean getting a phd is nothing to shake a stick out either not at all but but you're looking at two different things and i understand the commitment part i get that my concern is if you're a bachelor's now and you move up to a master's then you're taking a pay cut and we we would never do that to anybody but you know yes i get what you're saying but that's not what document says exactly so either we have to change that and i think the best way to do that is eliminate the master's line and only have the other line because if you work up to that that is a goal you're working to get to and we're offering something different for that and i would be more comfortable with that so i would like to make a motion that we would approve the speech therapy salary schedule minus the master's column i'll second that motion okay all in favor aye corey burgess i'm anna amen so moved item 5.8 classified employee salary schedule and associate raises dr stewart mr president and board members if you recall last month when you approved the new salary schedule for teachers you also approved a salary placement schedule for classified personnel the placement schedule is the document that's been in the in place in our district uh for classified personnel since about 2007.

so our year-over-year average daily member membership decrease though was 2331 that was a significant average daily membership decrease from fiscal year 2020. at the same time recall that in november of 2019 so fiscal 2020 we were successful with our mno override going from 10 to 15 percent so at that point that resulted in that adopted budget so if you look at the fiscal year 2021 adopted budget you can see the mno override going from just over 20 million up to 32.3 million you can see the rationale for why we had a two we were going from 239 million in 2020 up to 200 almost 260 million in the adopted but note in fiscal 2021 revised number one so this is december note that our that we submitted to you a revised budget where the the budget limit was decreased to just under 253 million again what's notable about that is at that time we did an afr revision we actually did a revised budget for 2020 because we wanted to utilize the enrollment stabilization grant monies predominantly for 2020 to increase our budget balance carry forward into 2021 so at the same time you can see that when we look at the 21 adopted it was an 11 million dollar budget balance carry forward and when you look at the revised number one it had increased up to 31 million dollars due to that enrollment stabilization grant as well as other mitigating strategies we adopted to bring up our new fiscal year 2021 budget to something more manageable and you can see between revised number one and number two i'd like to bring your attention to the weighted student count we did make some changes to our special education students and how we were accounting for them that accounts for most of that three thousand weighted student count increase between revised number one and revised number two and the big change that occurred between the budget limit in revised number two and revised number three was due to the distance learning adjustment going from 6.4 down to 3.2 that's a lot of data so um but this is the budget limit comparison so you can see by the end of the school year we were back up to actually over the dollar amount that we adopted in june of and fortunately the enrollment stabilization grant did make a huge difference for us and then also figuring out how best to use the distance learning adjustment and the distance learning opportunity to our advantage to increase our weighted student count and our student counts throughout the school year to bring us into a more favorable budgetary situation so now that's where our budget was now we're going to do all the spend analysis against that budget that we just described so i'm handing this over to um ms matin thank you miss betts so we'll talk about some of the 2021 afr details from page one you'll see ending cash balances please keep in mind this is cash balance not budget you've got maintenance and operation ending fund balance of 62 million and there's a transfer for the energy and water savings out of mno 8 million ending cash balance in unrestricted capital the 20 of adjacent ways from back taxes bond building is 34.4 million and debt service 1.2 and you will see that this result will be very positively or prominently indicated to you when we present to you the comprehensive annual financial report if you remember having a very positive cash balance positively impacts our credit rating and our ability to on behalf of our taxpayers sell future bonds at a much a much lower interest rate this slide shows the m on unrestricted capital revenues year over year from prior year to fy you'll see a decrease there in mno and capital due to loss of students the pies show the county local and state percentages and amounts that didn't change much but you'll notice that there is a 14 million dollar decrease in revenue year over year and so keep in mind that the revenue does not include the budget balance carry forward which really made a big difference for us in our budget capacity [Applause] this slide shows m o and capital expense year-over-year so although the revenue was down our expenses did increase by over 14 million dollars primarily due to salary increases and and related benefits some details here uh total mno spend from page two did increase like i said over fourteen million dollars from 2020 there was a at least a five percent compensation increase approval moving into 21.

even that's what's going to open up we'll do it for all of our students 5-13 5-14 but yeah i could ask that for parents as well and the only thing i have on here actually there's one other thing i want to bring up before i go to that well i'll just i'll get it here the one issue that we're having as a district right now is you know and i don't know how to i don't know how to say this without sounding negative um but times are tough and this is hard right now for everybody it's in society in general it's tough and people are on edge and we're dealing with we're kind of putting this in the middle of a lot of uh converging problems in society right now where schools are on the front line of that and our staff is having to deal having to deliver negative information to parents um and some parents are responding well and some are not and it's starting it's really it's really weighing heavy on on our our staff that's that is in direct uh communication with community so you know i just i'm going to keep you know over the next couple of weeks months we're just going to keep our tabs on it i'm just going to ask that we really get some support on just trying to promote some good civility as we deal with these issues and again it's i can't tell you what percentage of those communications go this way but i just know it's eating up a lot of our time and a lot of our resources just to handle these issues just a minor issue can take an hour of time pretty easily and it's just become very more and more difficult more this year than than any year that i've i've had in the past so i wanted to bring that up as a board it's something we we something we want to keep an eye on and i'll keep you informed of in my weekly communications with you so again a great percentage of our parents are so supportive and appreciative of what we're dealing with and uh so i don't want it to come off as this is this is just uh um that it's everybody because it's not it's just we are it's enough that it's really draining some of our staff and i'm worried about we are we all know the shortage of labor right now and i'm worried of losing more people because they're just they're really having a hard time taking it so um one thing i want to bring up is discussions with the board give me some feedback is we're going to have some indoor events coming up in the in the coming months obviously it's getting too cold to have outdoor events and we're going to have fine arts plays and programs we're going to have uh sporting activities pto activities i'm comfortable right now having these activities having a sporting event uh having uh maybe maybe limit the um to just parents you know or some not have not have we don't we don't have full gyms necessarily but um when you when you're talking about a band concert right now we're planning on having those uh but limiting the limiting the participation or the the audience size to maybe two people per band member or a chorus member or i mean i want to make sure you as a board are comfortable with these things and what your thoughts are on that i'm kind of catching off off guard here i know so i don't know what you were thinking uh coming into this year what we'd have but uh um i mean for me i think you just go i think the kids need the band concerts and they need to have that reward for all the work that they put in yeah for the past two years they haven't had that yeah i think they've learned it the only the only one that's got me a little concerned is the uh showcase events at primary elementary because we pack so many people in there the band concerts of course concerts here i think we'll be fine because we can spread them out and we can i'm not worried about that the sporting events we've never had full gyms so it's pretty easy to spread people out the the uh the the for those who know what i'm talking about the showcase events those get pretty packed and uh here what's that can you move them up here we can we can definitely we've talked about it before um talked about it so we'll uh do you share the same concern as far as uh the pact in that gem like can we that we should look at if we look at other options ago before they did like every grade on one night we can do that we look at it spread them out do multiples all right we'll look at some options that's the one everything else i'm feeling pretty comfortable with that's the one that's got me a little nervous but we'll definitely look at some options on that will we still maybe offer a remote version for some who just don't feel comfortable in coming yeah i think we're looking at maybe recording the events and posting it online or things like that we're sending out a link to the families we have some issues with uh students or parents or parents that have chosen not to have their kids videotaped so we got to be cautious of that in posting that but we'll try to find a workaround so that's really all i had with the covet update i just want to run those things by you and kind of let you know where happened i think in the next couple months i'm hoping that we see a positive turn here a couple quick items to finish up with eighth grade graduation update we do have it scheduled uh wednesday may 25th and we do have it at the the drive-in and once again probably a good move to stick there this year i think and we will make improvements based on what we learned from last year so and then we have three board members that achieved some next level master board member status and i have i have some awards here i'll give you we're not here but we've got lauren gets a little planner vivian and doug vivien and doug both get master school board member plaques so you must have gotten into the highest level now so congratulations that is it for me that is it for me kevin all right thank you does anybody have any questions on the september employment report okay please have a motion to approve the september employment report motion second lauren and gary yes ballinger yes lions yes bennett yes yes yes patterson yes uh anybody have any questions on the library upgrade i can do a quick explanation on this upgrade the whole room it's going to look a little more modern and it's a pretty it's a 20 000 expense so i want to make sure i ran that through the board before we went ahead and made the order but i think it's going to be a well uh the kids are the kids are using that room a lot more now and i think it's going to be a much needed and a nice upgrade for that library anybody any questions no no please have a motion approve the library upgrade proposal motion second yes bennett yes peter yes lions yes ballinger yes resignations we accepted resignation from janice hoffman food service worker effective september 16th we accept accepted a resignation from sue haas elementary lunch monitor effective october 1st and we accepted a resignation from lisa swederski middle school 12-month secretary effective october 8th anybody have any questions on the foyer requests nope i actually did okay these common requests because they seem to be like way overly burdensome we are getting more yes these are not common and they're they're digging so i saw the response to one they wanted like eight different reports and and you're like no we don't do any about the surplus property for the state yeah whatever yeah yeah if we had that would have been burdensome but we don't have any thankfully so yeah but it's i feel like we're getting more requests now than we've ever had okay how much time do they normally take i didn't spend a lot of time on these i think dr pittman had one no you only get what is it seven days oh yes there's a curriculum one that took some time yeah yeah yep really good seven days all right um any question on the building administrator reports nope nope any question on the meeting agendas uh the next regularly scheduled board meeting will take place on monday november 8th 2021 with closed session beginning at 6 00 pm uh can i please have a motion to adjourn motion second gary and vivian all in favor aye any opposed eyes have it thank you everybody okay motion made by amy ii okay the second of that captain and any questions discussions cnn um kate through the roll call rachel zalewski aye kate canelo i gladys cooper yes joe da silva catherine hodgson hi kathy molinaro al russo hi amy selena hi thank you all remotely self-care moving on down to the attendance superintendent's report thank you miss cooper and thank you for the bed for this evening so we have three updates as part of the superintendent report one about an update on the moment we have been providing some numbers for the board in september and have some final numbers at least for october 1 submission does not mean families are not still coming to danbury but i do have some final numbers that will be submitted to the state i also want to provide an update to the board and school community regarding the executive order and how that's going and last but not least just a reminder for our families um and just the work that our teachers are doing in the school uh regarding the quarantine and academic support from students so i will start with the enrollment update of enrollment report so last reported i think i shared with the board in our community relations subcommittee that we were anticipating that we would have over 12 000 students given the number of students that are pending registration and the number of students that we already have registered here in district as of as of today i'm sorry as of october 13 we have 11 876 which is 42 more than we had last year at this time of 11 838 however we still have students pending in the system and right now you'll continue to try to help get those families registered i think i had mentioned at the board meeting last night we still have families that are having trouble doing physicals to get in our buildings and really working with our families to try to get them in the building as soon as we can the we had as part of our sites and facilities meeting we had talk committee meeting we had talked about demographer report that was done last year in 2020 the updated demographer report there was a high medium and low projections for the 21-22 school year those projections were pretty much right on but those were the low projections the low projections had us a little bit under 12 000 and sort of had us kind of stabilizing for the first year however overall the projections also uh suggest that we would have overall increases in time but year one um coming back from the pandemic they had projected the low projection anyway was a little under 12 which is about where we are and we are expecting again a couple of more students but the 11th one i'm sorry the 10 october 1st numbers are pretty much right on target so i just wanted to also make the board aware of that um the demographer had also suggested that we would likely have higher numbers and kindergarten this year because not sure where parents who kept their family and kids home last year during the pandemic where the families would choose to either have their kids come in as first graders or kindergartners from the numbers the numbers will suggest that the majority of our families chose kindergarten and so we have as you can see and well i don't know if you can see this in the report that we share but we have 924 kindergarten this year kindergarteners this year which is um close to 120 more than we had last year we also had a significant increase in fourth grade this year an increase of 49 up to 932 fourth graders this year so we haven't experienced some bumps in certain grades eighth and ninth grade we had 33 additional kids in the eighth grade then the high school and sales so it's continued to experience and growth they had 167 additional 9th graders i believe in september i had shared we had projections north of 12 000.

all right so i'll throw a different question and it may be i don't know maybe that's something you guys can all expand on in a governance meeting um to kind of talk about how that how that all works and maybe what was in place before that came about but i did want to throw one more kind of difficult situation at you and this is once you've called for the vote at that point when you're watching online you know you're all sudden the next thing you're going to see is all the vote broadcast so if that happens and you fall for the vote okay can we all vote people are in the process of voting then at that point it is too late kind of go back and say well wait can we open the discussion um i think i want to move to the men or do something in my mind you're all baked in like the voting is happening and that comes a little bit from the exhibit a little bit from robert schools that once you've called for the question was called for the vote no other business can be conducted until that roll call finished oscar a question same scenario already baked in uh it flashes up and i'm like what no no that's not what i meant to vote i pushed the wrong button and and you don't have to live with that wrong vote forever right because you can't have a vote change before the report out i think the point i'm making is we can't take a complete detour and say now we're going to have a more discussion then also you got three or four board members and their votes are kind of hanging out there in the balance other people haven't voted yet that would be problematic but if all sudden you're looking at it and i think come up or you're looking at it and so wait is it the wrong button then you want to change that before the report out means and what i when i'm talking about the report out here what i'm really focused on is before it's recorded in the final minute and so that might that might throw us for a loop where the electronic system is thinking and we have to make a correction um in the actual minute and i don't know if the system allows you to do that so maybe my mind goes to worst case scenario with that but um you're not saying i look at the vote and it was a no i meant to say yes so i wait and at the end of the meeting i go and say hey hope it wasn't a no it was a yes and now she changed you're saying in real time communicate the error so that it's so that it's on on the record in the meeting and even if the electronic system records it inaccurately just and it's most important that it's that it's accurately represented in the minute absolutely in real time and i like the idea of looking up and confirming that's the way you voted because if you approach hope later it would be i'll just say problem right and you're probably gonna hear it from your other board members um the public needs to have trust in the system and so if the public sitting there listening to it and that's another whole issue right they think it was a 3-2 in favor of the contract for the sidewalk cleaning all sudden they they wake up the next day and they say it's actually three to oppose somebody switched the vote later that's beyond problem and notice it says votes may be changed before the final report out in my mind that means the announcement of what the votes were and so i i would ask all the board members to be vigilant take a look at what's happening with your with your vote make sure it's an accurate vote and if it's not you know we yell over to hope and say please i hit the wrong button okay [Music] unless there's more questions i was going to get into hypotheticals but it seems like we did that on our own we are about two hours in please this is it it's a question but it's um i imagine i know what your answer would be carlos and so maybe it's more it could be just uh getting on the same page with colleagues here so as as things pertain to the consent calendar it would seem to me that following robert's rules of order for the consent calendar would unnecessarily come because if we if someone makes there needs to be a motion before and so someone moves to approve the consent calendar and then someone says i s substitute motion to approve this constant counter except for 10.1 and someone says i substitute for but 10.2 as well so what so it would seem to me that you know this is a it's a parliamentary roberts rules of order thing versus a brown acting what what is the most appropriate way what is the most appropriate way to go about consent calendar items so that we are following the you know a procedure is it most appropriate let's just say who wants to pull what and people indicate out loud the items that they if any that they are intending to pull and and then there's a motion based off of you know including those items that have been communicated what what what seems to make the most sense and i think the question was originally for the board but if the board members don't have a suggestion i don't have a problem with the way you're doing it right now and the way it the way i've seen it roll out is that calendar there is a motion to approve the consent calendar is written second pulled out once it's pulled out i've seen almost seamlessly it drops down to the individual consideration from the consent calendar way way i thought it happened board member i was i was pleasantly surprised it was that move and so my thought is if not broke and yes and our work president just asked prior does anyone have an item to be pulled and then it is told in the number has changed you know and then we vote on this portion and then we just testify so i think the procedure worked pretty well um and the board president does walk us through it so we vote for the ones that have been pulled i agree it's just extreme clear sorry so is it most appropriate to stay we're on a consent count you know we're on 10.0 percent calendar are there any items to pull as on the front end or is it most appropriate to say 10.1 you know consent calendar someone makes the most it's moved then it's seconded and then in the discussion ask for items people if i was being a robertsville stickler i might say make that motion make that second have the discussion and pull the items out but i think in practice i think if you audit board meetings you're probably going to see it done both ways and i don't see any problem with a with before chair saying any items to be pulled and shorts are getting that processor the most critical part for me is does it drop down to the other consideration is there tracking of that motion is our agenda clean that's probably my number one and so say for example we have all five board members playing five different things right and it'd be two different things and it becomes like we just pull everything apart how does so so our secretary then moves them down to 11.1 11.2 11.3 11.4 and so forth and so forth right so we're voting on them separately having different discussions right and so one of the things that um do we vote annually is it the system allowed it changes the numbers up on the screen [Music] and does that give and actually i haven't asked does that give you plenty of time if we were to let's just say hi speaking we all are pulling that calendar apart sometimes it does sometimes you move a little quickly i have to switch screens it does move quickly if if i little time especially if it's a few i switch screens i have to hear the numbers i want to move 10.3 10.4 all the way down to 10.9 so i can hear all three of them i click them i can go up move them in one motion and that's how they move so fast but it's more about making sure i can hear what you're saying so i click the right one and then it moves quick okay thank you for that um if if there are no more questions about the quote-unquote training tonight we were also going to the board was wanted to discuss uh and board member greer kind of opened it up a little bit uh discuss um having our attorney at regular meetings during open session that was a request that that tonight this conversation continue that it was not an action item it was just a conversation and i guess i'll i'll just lead um and i'm viewing this as all part of your board governance workshop because you're looking at the best way to govern govern the board um and so and and to your point that there won't be any action taken here but i know that there was a question i think from either board member rodriguez or another board member about whether or not we could establish some other kind of lower rate for just the proper schools portion and so i've looked into that and um commit to having the paralegal rate to have council here um which would be 230 dollars per hour or we can work on different flat rate based on the 230 so whatever the board needs for us to do we're amenable to it i i would have um like to have that in front of me uh we had it in our pocket regarding the hours you know he had it all broken down if i would like to have known prior that we were going to discuss it so i could have that in front of me i apologize yeah like it's like these are four hours you get so didn't know that we're going to discuss it right now today yeah and i apologize i should have agenda should it have been agendas before we it's in the it's in the rationale um that um that we'll discuss having an attorney at every board meeting during open session um so it is part of the rationale but apologize for not but but it's not written it is if you go to the if you go to the actual item 4.1 right now we're just looking at the at the cover sheet oh oh i suit your state uh i'll i'll just add my thoughts um in the beginning i i think this conversation even even further put me in the in the camp of my thoughts around just the the you know how worth it it might be to have legal counsel present when what we are the challenge the challenges that we're having or that we have from time to time is around parliamentary robbers pools of order things and and i think that we're able to get by and even to the example that i said earlier even when there's legal council present they're still um pickuping and dancing around to you know get back on the right right in the right place and again i think that last time maybe even took more time trying to get there than than us um recognizing that maybe something is slightly out but we can but it's not it's not a violation it's not invalidating the votes that are taking place but maybe we forgot you know we didn't vote on the substitute motion we just voted on the original motion but technically we should have taken a moment to vote on the those those are those are process things that that theme that don't seem as significant if when we're looking at the amounts of monies that we're going to pay just to ensure that we're being sticklers on like process rule so so i think it does make sense as we kind of talk when we know that there are um highly contentious items or potentially controversial or you know how and what whatever we want to do maybe we just give discretion to the board president and and to look at that and make the final stay when we're looking at those things and and trust that they're seeing what those things are and inviting legal counsel here for for those but apart from that i i would say that that's the um that's that's quite a bit of that has the potential to be quite a bit of money just to make sure we're following processes that are relatively that have the potential to be relatively insignificant and i may say that i i agree with board member greer you know what when it's necessary and we do need him here yes we should call him um i don't feel like every single meeting since you you know you have served our meetings you even mentioned that you know we're doing okay i mean you you observe um and and and same thing as like last time you said we took more time trying to break down what we were trying to figure out because you were here you know helping us through so just it did take longer then we just would have fitted on our own just but yeah i agree um so i agree i agree with adrian i mean and i can think of like upcoming meetings where it would be important to have legal counsel right when we talk about we actually have maps to talk about redistricting when we talk about full code like the actual action items i think those make sense but not necessarily but not every day-to-day meet and i also agree uh and to add on um i think that this session was very valuable it allowed us some deep study to ask very specific questions and hypotheticals and walk through them and i would be in favor of having um additional workshops on this even if it's something like an annual refresher so that we continue the study and that's my opinion on it thank you so much um the majority has spoken i i do agree and this is uh why i i had asked legal counsel could be here till the end of the year because we are going through the reconfiguration and thank you guys for your comments um and so given that the majority feels that um with the reconfiguration and the redistricting is something major that we are going to be going through in the next several meetings which are only um i believe three three meetings left but then my question would be to to the board um is is that something that you guys would be okay with for council to be here for the next um three regular board meetings that we are going to have i'm sorry we have one on the 26th just for uh just for clarity we're um i i don't know that i i don't know what i'm i'm so i'm not saying necessarily that we have the legal counsel here for the next x number of meetings i'm instead saying that when we know that we're voting on items um then then we would invite council to those meetings so let's suppose at the next meeting we're voting on something a second meeting we're not voting on on something that we would consider you know hot topic item but then the third meeting out we do then we would invite council to the first and the third but not this day okay so um what does the rest of the board agree yeah okay then we'll go ahead and uh you and i will go ahead and sit down and just knock that out we have just a plug plug that in so thank you guys for for for your comments um thank you so much for your other comments and and uh saying that this meeting was very valuable um it is it is valuable and i appreciate all of your comments um and thank you for being here does anybody have anything else for legal counsel at this time thank you mr carlos viegas for coming out as we're moving on on our agenda for tonight we're moving on to 5.1 and that is our german so i am asking for emotion to move 5.1 motion to approve 5.1 second we have a first by board member rodriguez pena we have a second by board member greer we are adorned good night everyone have a great night we'll see you guys next week

prior to 2019 there was a similar placement schedule for teachers so one of the one of the things that i proposed to the board and was adopted was changing that to a salary schedule for our teachers and then placing all of our current employees at the time in the appropriate sell on that salary schedule i am proposing to do the same thing with the classified placement schedule and changing it to a salary schedule i have gone through every single employee in our industry every single classified employee identified how long they've been with us and from their hire date and and if education plays into it which it does for paraprofessionals place them in the appropriate cell on that salary schedule for most of our employees that would be an additional 30 cent raise to the one you approved last month and for some of our employees for a dozen of our employees who have been loyal and been with the district for 15 or more years there would be a significant raise to put them in the correct sell we do in fact have the money in the budget and it is sustainable i made sure all of those things were in place before i brought you this proposal so i really would like for you to approve um this change for our classified employees yeah the sustainable part's a big one for me so i'm glad to hear that it is sustainable any questions then we need a motion for item 5.8 i make a motion to approve the classified employee salary schedule and current employees placement on that schedule amanda amen i second the motion and a void all in favor aye corey burgess hi amanda eamon i'm charlene diaz hi anna boyd so moved item 5.9 superintendent performance goals dr stewart mr president and members of the board last month we talked about the goals for superintendent for this year and i didn't go work on it the very next day and so i worked the best i could from the notes when i worked on it but this is the kind of thing that must be you must approve in public so that the public knows what goals you have given to me for this year and these are associated with uh in the case of this of our agreement and my contract up to ten percent of my of my salary so if i have represented what you all presented to me last month accurately i would ask that you approve these goals if not tell me what i need to change and we'll bring it back and by the way i did try to make all of the things that you asked me to do i tried to make sure they were smart goals so that they so that we could document them in measurable kinds of ways because otherwise there's no real way to know whether i've met the goals or not and so that for instance for goal four that means some pretty detailed uh some pretty detailed stuff and and um thought i represented what you wanted me to do i just gonna say i like gold floor any questions or changes then we need a motion for 5.9 i'll make a motion that we approve the superintendent's goals performing schools as she's as presented i'll second amanda amen all in favor aye corey burgess hi amanda amen aye charlene hi anna boyd so moved item 6.1 convenient convey to an executive session pursuant to ars 3843103 discussion or consideration of a student disciplined pursuant to ars 38 43103 2 a2 15-840a 15-841bd and four three 15-a43843a and f through h the governing board may vote to enter executive session to discuss matters related to student discipline we need a motion to enter into executive session i'll move that we're going to executive session i'll second that motion amanda ayman all in favor aye corey burgess i'm ed ehman hi charlene diaz hi anna boyd so moved we are in executive session all right we need a motion to reconvene our meeting all motion to reconvene into open session i'll second the motion and a boy all in favor aye corey burgess hi amanda eamon diaz hi anna boyd um 7.1 we don't discuss that was a student hearing no so 7.2 uh future topics do we have any future topics we'd like on the next agenda okay if something does come up or something you would like to see added please send me an email to on that so we can get that put on to the next agenda mr president i would like to recommend a workshop for next month uh it's time for us to be considering insurance for next year and i think you would be pleasantly surprised to know that we do not have to have a broker we don't have to do those kinds of things but i think it would be a good opportunity in the workshop to have an update from kairos on our claims for last fiscal year and so far this year and information about their program for us and what they can do for us so i would recommend that for the workshop please everyone okay with that okay sounds good thank you uh not for that when you get to the date and time of the next meeting we probably better talk about that uh upcoming board events uh we have the asba journey 2021 22 lunch and learn webinar a lunch webinar yeah they do it during lunch and learn launching feed us yeah you get to feed yourself when it's a webinar i know right i was all excited but i almost got corey to go to one of them ask ask experts in interactive conversation if you'd like to get registered for this please let kim know and she'll get you set up for that uh the asba 64th annual conference december 15th um the annual conference is actually really good uh are they doing new board orientation even though it's not an election year i don't remember seeing it on the agenda i am planning to go and uh it's always worthwhile it's a it's an excellent conference so if you're interested and have the time to go i would recommend it there is some great training i've been to it a couple of times it's a very good conference it's on that thursday and friday just before winter break okay if you can go or would like to go just let kim know and she can get you registered it's going to be in person yes it will be in person that has to be determined because it's not on here yeah that's all we have so far okay yeah just let kim know if you'd like to attend uh this only shows one date so is it going to be a two-day conference yeah that's the it's the 16th and 17th so yeah it is two days this is 15th or whatever maybe i've got the dates wrong but it is the i have 16 and 17 on my calendar there's probably a pre-workshop on the 15th usually there are pre-workshops on the wednesday but the actual conference is thursday and friday okay uh yeah check your calendars if you can go just let kim know and she'll get you registered um 7.1 date time and location for future meetings so dr stewart well your regular meeting is scheduled for veterans day which is a thursday and and whatever and so you know it's perfectly okay with me i'm not going anywhere but uh i thought you might want to think about it in the country out of the country on veterans day okay so um but if we ask um if we ask the folks from kairos to come they cannot come on the 10th so if you want to change the date and have it that same week it would need to be the 9th of course you could look at the following week as well november 19th yeah it'd be the 18th 18th i think they're available on that day you guys can meet without me i'm okay with that the night of the 10th the they can do the night they just can't do the 10th they have another board meeting on the 10th well considering the earlier individual is there anything else going on the night that would conflict with that city council tonight city councils on tuesdays aren't they yeah yeah the ninth is a tuesday yeah well then how about the 16th that's a tuesday but is there is that conflict i mean i can do i can do any of those days it's the 18th is one day i can't do it i will i will be back on the 16th so i can do let me double check i'm pretty sure i'll be back on the 16th yes i get back the night of the 15th so i will be here on the 16th be good with that okay that works let's let's check with genie let her know okay um and i will double check with the folks from kairos but i think that date is fine for them 5 30 workshop 6 o'clock meeting works for everyone all right uh with that we need a motion to adjourn i'll move that we adjourn the meeting i'll second that motion and avoid all in favor aye corey burgess hi amanda ayman i'm charlene diaz hi anna boyd we are adjourned you

within the special education department we are committed to ensuring that all students require services appropriate to their needs based upon measurable and observable data these data will be utilized to direct instructional programming that will optimize educational outcomes for students district and building-based oversight and support this year we're focusing on the priorities that we've outlined for priorities at 21-22 top of each slide to support goal development and appropriate programming for students the district is developing a matrix utilizing academic language behavioral and social emotional criteria that will support iep team decision making through the analysis of these data a draft of the cross categorical matrix was actually shared with teachers in select programs early childhood and the stars program and with epic which is the exceptional appearance for exceptional children prior to march 2020 we are continuing to develop the matrix for use with all elementary programs this year and in addition we're also developing regarding reach at this time so the reach program is a program that we're currently piloting on a small scale with select students at the high school level the purpose of the program is to support students with significant internalizing disorders namely students who've experienced hospitalization due to self-harm ideations or attempts we're working with staff members at eastview academy to build upon and expand the instructional behavioral and therapeutic program there and as you may know recent legislative changes have resulted in extending the age range in which students are ineligible to remain in the transition program they're not now able to remain in the program through their 22nd school year so when they turn age 22 they can stay for the remainder of the school year and as i stated before we're continuing to expand the behavioral supports providing the special education programs for students have behavior intervention plans i just wanted to highlight one brief comment here before functioning skills training when we talk about executive functioning skills we're talking about those skills that students need in order to be able to successful be successful in completing their school work so this includes things such as the ability to plan to organize to complete a task and to engage in self-monitoring in order to be able to complete the task successfully so we've conducted professional development which we consider to be the cornerstone of the department and ensuring continued in order to optimize and support learning outcomes for students we're providing training to staff on special education curriculum and individual education program development so we've also as a district believe that building-based decision-making for all students is important including students with ieps and 504 plans we will continue to support building oversight through the training of key administrators at the elementary and junior high levels and related service providers namely speech language pathologists at all levels to take responsibility to serve as the lea or local education agency representatives at select iep meetings which include annual review and re-evaluation meetings for resource programs this pertains to the administrators and speech language meetings and this pertains to the speech language pathologists we've already experienced some success despite that we have seen the leadership of building administration and building administrators as lease and meetings new administrators are receiving coaching and consultation support from special education program administrators and directors pathways has expanded to increase or include a broader range of students needs and ages high school teachers were trained in the executive functioning skills last year and current curricula and select classes have been expanded to incorporate this content during 20 20 21 the district support team introduced training modules in iep development and anecdotal and program administrator reviews of the ieps have shown that this content is being addressed within the student ieps lastly we have seen how students self-regulation is being supported within special education programs and classrooms to the support of our behavior specialists who primarily our behavior for board certified behavior analysts so how do we know that we have successfully implemented the 2122 plans where the special education department provides the and the report next fall there are key indicators that we will be providing updates on namely the cross categorical matrix will be utilized across the district at the early childhood elementary levels iep teams across the district will use exit and entry criteria when considering student placement outreach and eva programs the reach program while being piloted at the high school level will be ready for full implementation and all appropriate administrators and speech language pathologists will have been trained and will be serving as values well thank you for that dr hildebrand board what questions do you have for dr hill hildebrand this evening i've just won so you talked about professional development and writing the comprehensive ieps so i guess my only question from this level would be when we're training are we training for instance both high schools at the same time are we doing all the junior highs together so that there's not pockets of because kids often transfer between schools and when they go to school so i guess from a district level i just am looking to make sure that everybody's kind of on the same page so what we've done in terms of the plan planning process district is team to train the trainer approach with our program administrators and so they have um co-trained together with the program administrators in the programs and in the buildings for which the program administrators provide oversight so we're making sure that all case managers and related services personnel receive the same information so we're trying to ensure that there's consistency in terms of the training materials and we've also ensured that all of our staff members are being trained at all levels right and do we ever get them all together well all together i guess it's a relative term given all right but we have this for example our related services we will have a virtual training for our related services at the same time um thank you very much for um your presentation tonight i do want to look at um i think it's page 13 indicators of success i appreciate those as indicators of success but that is kind is that kind of the point of the of the program though that those will be in place by october 22nd my concern is that we don't have a compliance indicator of success and i feel like we need to make sure that we are constantly looking at our compliance and keeping ourselves accountable sure so there are things that we have to routinely do every single year that would be one of them these were directly related to the new additional priorities of envision 308 so that when we come back a year from now what will we say out of envision 308 has been done so there's many many other things that we do every year to make sure quality of programs and compliance but this is how it replies to the new pieces that we're putting in for envisions really i i appreciate that thank you i just i continue um to see you know information um that floats around social media regarding our special education program and i want us to continue to strive to make sure that we are meeting the minutes that we need to meet and we are really addressing our students where they're at and giving them the accommodations that they need so i would i would just greatly appreciate if we can make sure that that is also a part of all of these discussions thank you hi dr hildebrand how are you um my question is if you had a magic wand or you're sitting before us now what would you say is the most important thing that we can do as a board to support special education so um thank you for that question um i do want to preface my response by saying that i am so appreciative and humbled um by the special education personnel in our district we are dealing with significant staffing shortages this year um to your point you know we're very cognizant of the fact that we need to ensure that our students are receiving their free appropriate public education that they're entitled to um i think that our teachers are strep stretched i think our related services personnel are stretched i think we're continuing to look for personnel as doctors marilyn already said so you know kind of messaging to the community that there are opportunities within sd 308 so that we can continue to support our students with disabilities to the greatest extent possible i think that the board's continuing to support special education initiatives within the district is greatly appreciated as well and you know if you do hear you know from um feedback from the community that's really important for us as well we're continuing to continue to seek um you know feedback from our parents we have collaborated with epic for example on four different sessions this coming school year um in an effort to really create a community within our staff our parents together with our students i just had a quick question on slide hold on 10.

we did lose two or three hundred students um at the end of the year and you know looking back on it i'm not sure if i should really be sharing i mean i can share data with the board in september quite frankly it's premature our secretaries are just coming back in late august and so they are clearing the data from the schools and so a lot of our families who have chosen to have left danbury we don't have all that data about our first meeting in september that that date is continuing to be updated and really it's not until the middle of september end of september when we have clean data so yes we've had four or five hundred new families coming to the district but we also had 200 plus leave the district that's why we don't have the 12 000 as of right now uh but we are anticipating we will have close to 12 000.
