we budgeted 18 million we actually spent 2.3 million in 2021 which is the remaining balance there sr-1 and sr2 have been spent down completely and sr3 has not yet been allocated or or final approval and then just to add you can see that even looking at fiscal year 2021 the revised number one note that even at that point in time we still anticipated that we would have the full 30 million dollars of the enrollment stabilization grant that we requested and so at that point in time that was about when we we received the award so we were expecting 30 million and received 14.7 million so um at that point in time it was a little bit of a panic regarding being able to meet our ongoing uh requirements and other cash funds from page six these are cash funds are drawn by revenue and you'll see this slide shows the year-over-year comparison and revenues from prior year fiscal 2020.

where you mentioned that we have professional development happening for our special ed teachers in the areas of conducting executive functioning skills training i feel like at least my understanding of what that means is something that could also be valuable to our regular classroom teachers i know that a lot of um classrooms particularly at the elementary level are kind of struggling with getting kids adjusted back into classroom life and i'm wondering not that you especially in light of staffing shortages have time to be training all of our staff on how to teach executive functioning skills but is there something of that that could be made available to our regular classroom teachers if they wanted to get some additional resources or support in that area just curious absolutely in fact our teacher science specialist simon worked closely with the instructional coaches and um uh alison anderson also studied on the executive functioning skills training sessions that we did have and found that there was a lot of overlap between some of these avid strategies that we have been you know teaching within our elementary level in particular together with the strategies that are important for ourselves executive functioning skills curriculum so i think there's certainly that opportunity any other questions from the board all right thank you so much dr hildebrand appreciate your time 9.1 bills for payment can i have a motion please i make a motion to authorize the payment of bills in the amount of five million one hundred and fifty one thousand seven hundred and sixty seven dollars and ninety two cents as presented second mrs cloner aye dr marino hi mrs johnson aye mrs swanson aye mrs simonton aye motion passes 5-0 9.2 approval of recommended new equity advisory committee member can i have a motion please i make a motion to approve the recommended candidate for the vacancy on the equity advisory committee second mrs johnson aye mrs swanson aye dr marino aye mrs simonton aye mrs croner aye motion passes five zero 9.3 approval of board member travel requests can i have a motion please i make a motion to approve the board member travel request to attend the triple i conference held annually in chicago second mrs swanson aye mrs corner aye mrs simultan aye dr moreno aye mrs johnson aye motion passes 5-0 9.4 approval of sd-308 e-learning plan for emergency days can i have a motion please i make a motion to approve the sd 308 e-learning plan for emergency days as presented during the public hearing second mrs corner aye mrs johnson aye dr marino aye mrs swanson aye mrs simonton aye motion passes 5-0 9.5 approval of mou with the o-e-s-p-a can i have a motion please i make a motion to approve the mou with the oswego educational support professionals association as discussed and presented second mrs johnson aye dr marino aye mrs swanson no mrs croner hi mrs simultan aye motion passes five zero four one four one four four one i apologize i apologize okay uh 9.6 approval of the personnel report can i have a motion please i make a motion to approve the personnel report as presented second mrs johnson hi mrs swanson no dr marino aye mrs simultan aye mrs croner aye motion passes four one can i have a motion to adjourn can i just really quickly say good luck to all the kids taking the psat tomorrow yes i totally forgot that even though my children are also taking it good luck tomorrow you don't have to take it no miss kroner that's where anya is tonight she's prepping and getting a good night's sleep for the psat tomorrow that's why colton is representing both of them i'm sure that's what my children are doing right now absolutely actually one of them probably is but the other one not so much and good luck for the crosstown game yes i make a motion to adjourn second all in favor aye aye motion passes by

um it won't necessarily make the 10-1 submission to the state but we're pretty uh confident that we will be at 12 000 so i just also wanted to provide that update to the board as well so it's my understanding that historically we've also had a abundant enrollment in january what does that mean hard no one usually means in today's world but what does it usually add or is there a number that that normally adds or that we get out of that bump in a moment in general yeah joe i don't want to say what that number might be because i'm really not gonna i don't know um what number what what we have experienced typically i do know like you and probably the majority of our board as well that we do experience growth in january because i think some of the countries that our families are migrating from that's a good time of year from them um and and so i think we should continue to anticipate that as well which is quite frankly why i'm confident we will be over the 12 000 number before the year is over um what that will mean for next october first i don't know uh but i'm confident we'll be over twelve thousand before the year was up for sure thank you mr wolfe is it possible um you know we all are taking notes is it possible that you board members to receive the information that you were just reading from yes we were taking notes absolutely okay so what was in the board packet uh were our numbers as of last week um 10-1 and the numbers i just shared with you the 11 876 were effective um 10 13.

you can see a decrease between the two years primarily due to covid modified schedules not not as many field trips etcetera not certainly not as many fundraisers yes when you list the difference column with minuses you are representing all purported loss is that what that is a decrease from 2020. so less revenue was taken in in 2021 than was collected in 2020.

so just just up to date as of when we just ran the last days i just wanted to move forward but yes i can share these shows yes but also um it would be interesting to see and so our next i'm sorry any more questions about people our next item i didn't forget this time our next item is regarding our executive order one i just want to publicly say there's a number of people that need to be thanked and first i want to start with the staff because we have the executive order needed to be operationalized here in the district our staff have been amazing and compliant with the order regardless of what their choice was they've been amazing for complying with the order quite frankly we were very nervous dealing with just trying to figure out how we're going to operationalize this and we would be able to open up our schools we will be ready to open on a weekly basis the staff has been absolutely amazing and leading that charge is our human resources department so ken thompson who's of course here with us this evening uh you know she has been really concerned about just making sure our buildings are ready to open uh when the order was was to be activated um her and her team have done an amazing job just to ready us ready us for this we've had to meet with all the labor units to just make sure everyone was also on the same page i also want to congratulate them and thank them for their cooperation in this whole process um but there's still work to be done um it's ongoing work to be done uh but kim just wants to i i've explained to just provide an update just about the vaccination process the testing how that's looking how that's going just so everyone just gets an understanding of what we've been working on any potential complications but we've been looking really good so far so i'm happy to have kim share the good news thank you kevin and um i think they're really good news is i won't come running down every 10 minutes saying the numbers are up the numbers are down i don't know what we're gonna do um so it's been a journey the last um really three weeks and um just to kind of recap what this order required of um i'll say sort of the vast majority of our existing staff or for people to establish full vaccination status by producing a vaccine card and or if not fully vaccinated to seek an exemption from proving vaccination status and anyone who is not vaccinated needs to go through a weekly testing protocol so um when i was here a couple of weeks ago talking about that we were just setting up the protocols and it has our um testing staff so those people in the mandatory testing pool are testing on sundays mondays or tuesdays submitting their test results by tuesday at the end of the day in order to be cleared to work on wednesday and so we have to juggle a bunch of things not only folks getting out and getting the test but getting the results in within a 72-hour window which is established by the governor's order and its regulations so it has been a challenge for lots of people um and so when i was here initially talking about it we had um over 600 people that we had not heard from yet um and that was a source of considerable concern on my part um what are we going to do if all these 600 people need to test and can't come to work i am really happy to say to echo kevin's comments my team has really using the help of the administrators has really gone all the way through that list so we now have a mandatory testing pool of about 170 employees that means if you do the math that our district is 89.5 vaccinated which is great our teachers in particular are 90.2 vaccinated um so i think that kind of reduces everybody's stress level a little bit to kind of hear those numbers and of those 170 or so that we continue to monitor that number is going to continue to come down as people go through the second course of vaccines or as people become more recognized in how to get their test results submitted we've more or less automated everything so our employees are filling out a google form and uploading their test results and it's coming it's feeding into a document that's showing us um you know whether we have any positives and where they are located and where those people are um i think for tomorrow we're looking at about 15 or 16 folks that cannot report to work tomorrow because they have not produced their results and those folks are being placed on an administrative leave without pay until such time as they can cure that lack of a result so we're going to continue to reach out and work with those people to make sure that they understand the protocols and can comply i'm hopeful now that starting this week we can open the window a little bit wider so we're going to be able to have some folks who want to test on saturdays to do that and submit their results on monday so i'm going to go ahead and send that email out towards the end of this week i think that for those remaining people who were really looking for some of the no cost or no fee test centers saturday's a super convenient day and that didn't fit within our current protocols now that we can monitor those 170 people with relative ease that shouldn't be a problem for us so we're going to go ahead and roll that out a little bit more so that we can continue to help people um to get the tests that they need to be able to submit the results um we looked carefully at some on-site testing um i'm not sure that we will need to do it because of the volume of people when we were looking at 600 people that was a real concern for us and john and i have been kind of partnering to talk with some on-site test providers but there's some insurance issues reimbursement issues those kinds of things that made that kind of an obstacle to immediate implementation so we'll continue to look at that but for right now it seems like people are kind of getting into their groove and and they're getting things submitted in a timely way or if not they're reaching out so that we can dialogue with them about how to help them get this process completed so i'm really confident that we won't be fine we don't we won't be losing any funds for failure to comply and we're going to continue to kind of walk through the process of papering the rest of this process so um so far are those classroom teachers or the staff members um right now um and i just have to double check right now i believe it's all non-certified stuff okay thank you yeah and excuse me for laughing kate but i asked this that was my first question to kim when she mentioned it over to me as well so far with the people that are testing and we have any positives come the very first week we saw them but they were ones that already were kind of going through the content tracing process so we were already aware of them but no we haven't had any surprises and i would expect just from the people that i've spoken to people know you know they're going to flag when something comes in like that so people have been really good about kind of communicating but we haven't seen anything like that thank you mr wilson on the same line of his executive order how close are we to getting rid of masks in school a question i i've asked relatively frequently right mr i yeah i'll have to answer you i think the same way i have responded before um and as for the order whether it's the city or the state we are required as of right now by both um both both places to make sure that massive warning schools so it's really not an option for us um as as your superintendent or for us as a board until those orders are relaxed so that's where it stands right now thank you thank you very much yeah a month ago i believe we asked this question yeah okay thank you sir okay and so miss cooper the last item for the superintendent's report is about quarantine and academic support when our students are quarantined i know there were some questions and some other meetings that i've been in so i just want to make sure our families are talking about what this process looks like what the support looks like in the event they've called from our schools on the quarantine and what the academic support plan looks like with an important team kelly trooshes is going to help us with the data thank you kevin um so just a quick update when a student is identified in needing to quarantine so they are an exposure to someone in school sometimes we're getting it from a sports team um whatever the circumstance it is we're committed to providing them instruction during the time that they're out so what happens is they're not able to come into school um we are not doing live streaming for the most part in classes because it was very disruptive to attend to the students in school as well as the students online there are some classroom teachers that are doing uh check-ins um during these kind of down times morning meeting times with their students um just out of the goodness of their own heart and we certainly recognize and commend them for doing so but we do we are paying students out of our essa fund ms our teachers out of our as their funding for after school time where they're providing check-ins and academic support services to those students that are on quarantine um so within about 24 no later than 48 hours after you're notified as a parent or guardian that your child needs to quarantine you're contacted by this designated professional from the school building and you're given your check-in time and the supports that are in place for students we also have staff members checking in on the social emotional well-being of our students so it's twofold both how are you doing how are you handling the time being at home do you have any questions and then can we help you with any of your academic support um we are currently monitoring it so right now you are designated a contact for the most part across the district within your school building um but if for some reason we notice that more students are out at one school versus another we will lend support we have not had to do that to date but we certainly are keeping an eye out and have a plan in place for doing that thank you it's good i don't know if there are any questions um [Music] you know i can see how that works for middle and high school where they live on google classroom but is that is that the same for elementary is elementary still utilizing good question yeah so all of our staff are required to utilize google classroom um teachers during the first week of school made sure that all of our students were logged in and able to access the classrooms depending on the grade level i will say our younger teachers younger grade levels k2 are doing more in classroom things but making sure students know how to access should they need to and are carefully selecting activities so that they have to go to google classroom um three five is incorporating it a little bit more regularly into the classroom instruction um but teachers are required to post things on the google classroom um so that if and when a student is in quarantine it's there and easily accessible thank you thanks my next is on the agenda for information board members that would like to uh participate in attending the cave convention and i hope we will send someone or someone would like to go so we need to let carol know or we contact or figure out how we're going to do this okay but i think we should uh be at the convention it's only one day when it used to be like two or three so yes if i could not share we actually got an email notification from uh cave that the registration for that event has closed let's do it we can get it so that's no problem they they want the stuff look good they want them i'm sure they do they they kept it unfortunately they kept it because of uh the cathy dependencies oh you have uh carol cole tomorrow that would be great thank you okay uh what we thought up on the agenda um and no one brought to my attention the last couple times i'll committed reports you know because i don't want to um omit any of our committees that are doing something and if you want to have you know you want to say something or talk about what the committee is doing at the board meeting just stop me because sometimes i get on the road and i forget and we don't have it on the agenda or it might be a different place so right now i asked uh anyone have anything for a minute i'll commit to report rachel some pto or pto liaison reports just so you know what's happening there i went to the first dhs pto meeting um the end of september that was virtual um and that same week i went i attended the ais cto meeting and they are holding their meetings in person but outside um and of course everyone knows the uh the citywide pto had to meet the candidates event last week um and i also attended the west side hospital um they're doing meetings virtual but it's a joint meeting with the principal and the pto and this week they're they're hosting a coffee with a cop this friday which brings police officers and the community members they serve together over coffee to discuss issues and learn more about each other that's with their resource officer thank you and we know our finance committee uh had a meeting uh community relations committee having me had a meeting and i'd just like to thank the leadership of those committees and board members always participating in those committees to learn even if it's not the committee that you cheer uh you are there to learn how that committee is different from what your committee is and what the procedure is so i just want to thank you all for uh your participation um i don't have anything on my agenda except to remind board members that only 26 we will be doing board self-evaluation which is uh very important for the board and we'll keep it informed about that um lastly unless mr watson have anything else that he wants to add i would like to thank um finance auburn officer john and uh at water uh for work and putting the the beautiful document that they did concerning the finance the uh budget and and i certainly appreciate that so and we would like to welcome them here to danbury don't do anything to make a rush out so if there's nothing else no more questions um take i'll motion to turn on me [Applause] you

okay i just wanted to make sure i was clear on that yeah so under this last section i just wanted to share just some data the tax rate trend note still that our our total tax rate did go up between 2020 and 2021 due of course to the maintenance and operations override going from up to 15 percent though we were still lower than anticipated based upon um the fact that our assessed value increased substantially and and the fact that our uh debt service requirement was going down so we are still very favorable in terms of our tax rate impact to our local taxpayers this is a a slide that you've seen many times and yes there is a typo there thank you ms wood and ms humphries for sharing that out to the average teacher salary of all teachers employed in fiscal year it should be 2020 we will make sure that we correct that before we post this evening so you can see that the percentage increase year-over-year would be 3.5 percent and we just shared with you that the pay increase was a minimum of 5 percent so as you know every year we have teachers that decide to retire and then often we are replacing those positions with teachers that make a little bit less and so this data represents data pulled by october which is a time frame in which our our positions are pretty much stable and that's the time that we've committed to pull this data every year so that we're at least keeping the same time frame consistent every day this value would change because we are seeing changes um every day in our in our teacher population are there any questions on that i apologize for the error i totally missed that one okay finally the food service afr as part of the annual financial report package we are required to include the food service afr the reason why i thought it was important to bring this to your attention is as you know in fiscal year 2021 which is true in fiscal year 2022 we are on a usda national school lunch program known as universal free breakfast and lunch so the federal revenue the local revenue that we received in 2021 was 352 000 in 2021 when normally we would see over 5 million dollars so then comparatively where we'd normally see federal revenue in the area of five or six million we've seen over 13 million in 2021. that leaves a very healthy fund balance for nutrition services they do have capital expenditures that they have already incurred during this current fiscal year that will bring that that fund balance down finally note the mno expenditures we are obligated by i think it's by the national school lunch program to have a certain dollar amount of maintenance and operations funds support the school nutrition program and that amount required was just under 290 000 we determined that the best way to show that is with utility spend we do not have separate meters in our kitchens so obviously our utility spend supports our kitchen ovens refrigeration walk-in freezers etc so we are contributing about 290 thousand dollars through a utility spend so now i'm going to hand this back over to jackie to talk about the school level reporting thank you this school level afr is fairly new to us um this is the second year they have required this type of reporting it was new last year in fy 2020.

the 39 or 40 page report on the top of the first page is the district-wide report these expenses include utilities all transportation costs district office personnel these are expenses that have not been coded or allocated out to a school unit in our general ledger the percent of reported district-wide expenses based upon the state and local sources excluding federal funds is about 24 of our total spend or in other words 76 percent is spent at the school sites of the total district-wide spend 41 percent is associated with transportation and operations a large portion of that being our utilities so keep in mind that some of our peers have chosen to divvy up the transportation expense on an average daily membership basis to all of their schools difficult very much to do that because we have many schools that have more special education transportation some schools are larger than others and so we opted to keep it all centrally accounted for so just just know that we will continue to look at that though to determine if there are better ways for us to allocate out district a district level expense to all of our schools and there are there's a separate report for each individual school it's included in the agenda item remember as an example utility spent at the schools has not been reported out to the school level so you'll see that at the districts at the district level once approved this report will be posted and available for review online from our gps finance finance page it's an exciting read i'm sure but i just wanted to caution everybody you know there is a draw to compare school by school it's not necessarily apples to apples so if you look at two schools that are very similar in size one could have a higher expense than the other and that could very well be because of a higher special ed population so i just want to caution people from drawing conclusions that where there might not have all of the information so but as a general comment we in the finance office are very always very willing to take public inquiries regarding the rationale behind why one school might have less per student spend than another and so we'd like to encourage anyone to please reach out to us if they have any specific questions if they do go down the road of making some school by school comparisons of course thank you and ms betts and miss matin and thank you for restating that because in a previous presentation some months ago that comment was made at that time to try to draw those parallel comparisons and that's just not necessarily possible because the rationale per unit is specific to that unit yes it's very difficult to put programmatic information into numbers so and that's all we have today so i i did have a couple of comments and questions so first i just want to thank you for all the hard work because this is very complicated very complex and i really appreciate the work that you put into doing it correctly and then communicating that to us and keeping it understandable so thank you very much especially with average daily membership that even in a regular year it's challenging to keep track of which students are in school and which students are absent which school students are enrolled and which have unenrolled and moved to a different place so in a year where we've had different modalities of learning and keeping track of that has i'm sure been a huge endeavor and i really appreciate all your work on that and i did want to add in that because we're also on current year funding that makes it even harder we've got to be watching our budget so that when we have those maybe i should say unpleasant surprises where our membership our daily membership is down that we're aware of that and making sure that we're handling things correctly so that we don't have to make a budget correction so i did have a question about food services i know that when they have some surplus they can do things like remodel their freezers and they've added freezers when we pay for things remodeling cafeterias or new cafeteria furniture is that taken from the food service surplus or is that taken from our capital items so generally speaking if we are going to replace cafeteria tables they're usually in the multi-purpose room and really not part of the food service program so last year we replaced oh my gosh quite a few uh we use esser to replace the um the cafeteria tables at most of our elementaries or added to them we wanted to do a replacement and then they're like oh my gosh we could use more because we need to separate these kids so we added some more after that the nutrition services fund generally would pay for the equipment in a in the actual kitchen that would include walk-in freezers what they call uh reach-in freezers ovens we we did decide to replace the flooring at the new neely traditional school in the kitchen and so that cost will be borne by the nutrition services fund okay thank you i appreciate that and i know that it's been a long time since we purchased tables we haven't had the funds to do that so having some new tables after 20 years i'm sure it's very beneficial thank you mrs humphries board members anything else miss wood thanks dr santa cruz just two clarifications and i'm sorry to have you go back but i just i on uh slide nine the ending cash balances just to clarify the ending fund balance 62 380 1815 that looks like a lot of cash but it's typically encumbered and we have we have payments due right after that takes part of that and then that also is our budget balance carry forward is that correct or explain can you explain that a little bit more to me so um so yes it's important to remember that that 62 million dollars is in maintenance and operations and um we are expecting a budget balance carry forward of about 40 million 41 million something in that neighborhood leaving us with excess cash basically of about 20 million dollars that's actually unaccounted for so however as you know in the past we have done tax anticipation notes remember that the state withholds over 30 million dollars at the start of every school year of state aid funding right so that extra 20 million dollars is going to assist us greatly in reducing or eliminating altogether any interest payments that the county the county treasurer would charge us for borrowing cash from the county treasurer okay thank you and then one other question um slide 15.

when you were talking about the um fy 2021 federal relief funds and you mentioned that in the sr1 we had anticipated was it the ester one that we anticipated 30 million or was that the esg that we anticipated 30 million it was the esg the esg and we only received 14 million 14.3 so okay so that's where um i was just trying to figure out where does that 143.3 show up in there help me sorry that i'm i'm just trying to figure out so and you'll see in the fy 2020 column we budgeted 12 million assuming still at that time that we would receive 30 million then moving into fy21 we budgeted the remaining 18 million okay between one and three that's where it is okay okay between one and three we realized we were only getting 14.3 so that's the 2.3 million right and we spent the 12 million in 20.

we'd already split that okay that makes sense thank you very much i appreciate it okay so i i need to add a clarification now that you've answered mrs wood's question um because when you say unaccounted for that we have 20 million unaccounted for what you mean is that it's not encumbered for us to spend it in a certain way that's correct we know where it is we know what we're doing with this yes we just haven't encumbered it there's nothing we're spending on it at this point we're actually not allowed to it really is to offset any future cash need that that the school district may have we are not we we are not allowed to increase our budget with that excess i just wanted a clarification thank you for that very much that what you said was not what you meant and miss bets if you don't have that available that can hurt our tax bill for the homeowners right because uh if we if we do have to borrow cash from the county treasurer we are allowed to charge that interest charge to the taxpayer to make sure that we have enough cash to support our spend so it's it's extremely important that we have that cash balance that's correct other questions board members did we have any uh school facilities fund projects you know we did not albert dutchover is working closely with the sfb to get a major project at south valley junior high a roofing project the unfortunate thing with sfb monies is that something actually has to be broken before you can receive any dollars and we are not a growing school district so we don't have an opportunity to access new school monies anything else board members i think uh before we leave tonight there may be something for signature from board members is that correct yes next steps is that you will actually approve the afr under the action items in the um short business meeting to follow this work study thank you i just wanted to make sure that you folks didn't get away appreciate that thank you sir thank you for the reminder including me i always forget to all right any other questions for ms mattinen ms betts and our financial team behind us there we appreciate all the work that you do disaggregating all of that data next time i'm going to bring some robots should be a pile of fun thank you very much thank you guys so we are now at item four and that is adjournment of this work study session unless there is any burning question or any desire i am going to adjourn this segment of our work study so we are adjourned and we move to item five which is our brief board business meeting for october 12 and i would like to request that miss wilson please call the role dr charles santa cruz here miss laurie wood here michele eugetti here ms jill humphries here mr bill parker mr president all board members are present you have a quorum thank you mrs wilson and having dooley called the meeting to order we will move to item six which is approval of this evening's agenda for these this brief board business meeting 6.01 is there a motion so moved thank you ms humphries is there a second second thank you mr parker it's been moved and seconded that we approve the agenda any discussion seeing none then we will vote all those in favor of approving tonight's agenda please signify by saying aye aye those opposed the same motion carries five zero we move to item seven which is consent agenda items and we are open to entertain emotion i move that we approve the consent agenda items as presented thank you mr eugenie is there a second i'll second thank you miss wood and is there any discussion just wanted to clarify something on 7.08 which is staff travel under the purpose of that it listed as something related to banned and this is not related to band it is to receive important updates from the us department of education about federally funded programs under title 1a title 2a and title 4a so just wanted to make that clarification that makes a lot more sense thank you dr mccord and just by way of information for the general public the board has received all of this information via its board packet and has already had an opportunity to review that and make any necessary question or comment to staff from the time it was released to tonight's board meeting so it's been moved and seconded is there any additional discussion seeing that there is none then we will vote on the consent agenda all those in favor of approving consent agenda as printed with the clarifications provided by the superintendent please signify by saying aye aye all is both the same motion carries five zero we move to item eight action items action item eight point zero one dr mccord let me defer to you thank you dr santa cruz governing board members 8.01 is asking for your approval of the fiscal year 2021 annual financial report and school level reporting form and that is based off the information just pretended presented to you by ms betts and miss matin thank you for that rationale board members is there a motion okay go ahead did we all say it i moved that we accept or approve the fy 2021 annual financial report and school level reporting form second thank you miss wood thank you for the second mr eugenie any discussion that relates to our presentation so with no additional discussion we will vote on item 8.01 those in favor please signify by saying aye aye those opposed the same motion carries five zero eight point zero two 8.03 we'll take together is there a motion i move that we table 8.02 and 8.03 to give our attorney time to work with blandford homes is there a second second thank you mr parker uh dr mccord is there anything by way of rationale before we vote just for information purposes for the public this is in relation to desert ridge high school's baseball field which is adjacent to the newer development by blanford homes called mulberry development and it is related to foul balls that are leaving the property and going into theirs and so this discussion is about possibly working with landford homes to erect a a netting system to help alleviate some of that thank you dr mccord the motion to table is before us and we are voting on items 8.02 8.03 to table both of those items a further discussion seeing none then we will vote all those in favor of tabling 8.02 8.03 please signify by saying i i those pose the same motion carries five zero both items are tabled and dr mccord will work with staff on those 8.04 dr mccord anything by way of rationale yes we're looking for someone to represent gilbert public schools as the board delegate for the asba county meeting which is on october 18th by being designated they will have the ability to vote okay i have 8.04 and let's just open for discussion with emotion is there a motion i move i guess before i make a make a motion is there anyone else who's going to attend the county meeting beside myself so uh if there is not then i make a motion to consider appointing myself jill humphries to represent gilbert public schools as the board delegate at the county meeting on on october 18th thank you miss humphries is there a second second thank you mr parker the motion is before us and the motion is to appoint miss humphries as a delegate to the county meeting of asba on october 18th to to occur on october 18th any discussion um i i did want to just say something in the past because it was in person it was usually easy for someone to say well i can be the delegate because you're there in person but because we're doing the county meeting remotely again we have to register that delegate in advance and if we don't do that we don't have a vote a vote for the person who's running for the co-director chair that will not be me this year i'm allowing someone else to take that seat but i think we need a vote to be represented in choosing that person from our county and thank you miss humphries for accepting that opportunity on the motion even though we haven't voted yet fully familiar with the workings over this past year so we appreciate your interest in representing us there any other discussion oh i i do have one more thing um just when we get to the annual meeting dr santa cruz if if you're not going to attend the annual meeting then we should probably appoint a delegate an alternate delegate to take your place in fact i would suggest that at the beginning of the year when we appoint the asba delegate we also appoint an alternative and then we wouldn't have to have this um kind of a item on the agenda because it has to be a board decision thank you miss humphries i appreciate that input okay we're voting on item 8.04 everyone understand the motion all those in favor please signify by saying aye aye aye those opposed the same motion carries again thank you miss humphries representing us at the meeting well i do have to be there to m.c so it's my pleasure item nine is adjournment of this brief board business meeting is there a motion so moved thank you miss humphries is your second okay you definitely have a quorum okay well then let us begin um is there any public comment no i don't have anyone here now how about the agenda is uh somebody want to make a motion to accept the agenda i move to accept the agenda as written i second discussion no discussion um all in favor agendas has passed minutes do we have a motion to accept the minutes from the october meeting uh from the september august meeting september emotion two motion two yes you didn't have a meeting in september you just had the retreat the retreat well that's what the minutes are no you have a subject we accepted didn't we accept the minutes at the august meeting not at the retreat is that the retreat oh so so we have to accept both of them i forgot about that do we have that to accept the august minutes okay second discussion all in favor aye aye accept the meeting uh that that is passed how about accepting the meeting minutes for the retreat a motion to accept the minutes for the september retreat second uh any discussion all in favor i retreat minutes are accepted okay in that case we will move on to reports for on outside work you notice that this kind of agenda has changed somewhat because of what we talked about in the retreat so we'll see how this goes but we talked about wanting reports from more from um things that happen in the council and things that are happening in ann arbor that may affect us that we're especially interested in so i would like to just ask elizabeth and travis council members nelson and medina if there's anything from the council that we ought to know about or that would affect us this you know particularly yeah i'm happy to jump in with kind of our two most substantial things that we're doing from a staffing perspective last night we um approved a a contract for our interim city administrator to begin work on october 18th uh that was unanimous and i think we're all really excited about that um and then we are also in the process of uh interviewing a finalist for the city attorney position um as well and so we have two pretty sizable staff uh positions that we're we're handling right now um that are that are pretty big um elizabeth i don't know if you have other things you want to add well we're actually investigating a complaint from the human resources director he has uh he sent us documentation all of council got documentation which i guess has been foyed by ryan stanton but it's probably going to be heavily redeacted um outlining charges of let me think hostile work environment retaliation blatant discrimination illegal directives and i may have missed one but um so council was sort of in the position of hrc in terms of receiving a complaint that um our hr director was sort of pleading with us to respond to um and i i i have not i've not heard except through the grapevine that our hr director actually ended up taking his own vacation because we chose not to put the city the acting city administrator on leave and he that was something that he had asked council to help facilitate so um at least he was able to protect himself so okay yes um certainly interesting and things that we'd be interested in um but it sounds like it is under city council um it's personnel issue so there's a lot of confidential confidentiality involved i assume there is an independent investigation underway yeah okay so thank you for letting us know [Music] leslie yep tam um wanted to ask a couple of questions for the city attorney position is that um was there an incumbent or incumbents who applied for the um senior position they were not internal candidates now okay and then how was this election made to narrow it to the finalist we we actually extended um invitations to two finalists to come interview with the city um one of them withdrew before um before those were made public and so we actually only interviewed one finalist and so we're going through that process now um the outcomes would be either we would um we would decide that this is the right fit for the organization and and move forward with with a potential hire or we could actually decide that this isn't the right fit for the organization and and potentially go back and reopen it um is my understanding but as of right now we're still kind of going through that that final interview process and she did interview in a public council meeting and so for folks who are interested that is something you can go back and watch and watch our interview as well so there were no internal candidates who expressed interest or they weren't considered um i'm not aware of any internal candidates i am i am not aware of any either although we are kind of in a we because of the nature of the position um we're actually not allowed to disclose the names of people who did apply and weren't selected to be finalists but i am also not aware of internal candidates who applied just interesting that yeah there are no internal candidates either who applied or are be considered um okay how do you pronounce the uh director's last name i think it's coward is it coward so sorry who's last name the hr director oh the old guardo what is it i'm getting some talk over so what what is the correct pronunciation not hearing it it it it is tom lehardo okay i asked because in our strategic planning we mentioned inviting him to come yeah and address us and yeah speak to us and and we did that for the chief of police so i just think we should be consistent and plus there are some things we may want to discuss excuse me i'm not going to use that word dialogue with him about so want to call him by his right name and i thought about it this time and decided i'd wait to invite him given the all the controversy about him i was interested in the pronunciation of the new interim city administrator i don't know how to pronounce his last name doheny you're honey and and i know that um so my understanding and i think this was me well maybe it wasn't me public but he what is actually happening with that position my understanding based on what you said travis is that they're going to extend to him and offer but isn't it is it like a temporary position or how is that working yeah it we decided to move forward with hiring an interim administrator and so it's uh the period ended up being it's an 11-month term with an extension for for it with a possibility for an extension for up to 15 months um and so it is in an interim position um and i think that you know i've also i've already heard members of council potentially express interest in in inviting him to apply for the long-term position obviously if um if things over the next year go well but i think that was kind of an intentional decision that was made just to hopefully bring in an outside perspective and also maybe allow somebody to kind of come in and you know often interims are brought in when you have an organization that has had some turmoil and um and it allows them to kind of take an outside look and maybe make some difficult decisions that somebody who internal or who is planning on keeping the job long term might not be able to make um whether or not that proves to be the case i think will be will be up to him um as to whether or not he thinks that there are big changes that need to be made and that he wouldn't want to apply again or something like that but um but we are starting with an interim position i do not believe there's anything in the contract that would preclude him from reapplying for the permanent position and and you're talking about the city administrator's position and the the complaint that just came through was for the director of human resources it was from the director against the acting city administrator the acting city administrator who prior to being acting was assistant so when mr mahoney comes when mr de honey comes in the person who has these multiple complaints filed against him will not be directly under counsel but will be directly under mr dahony and so this this investigation will be resolved and will the the person will have more recourse than simply pleading with city council because at that point we will have a city administrator who who is sort of the top of the pyramid with all staff underneath him so the council's direct reports are only the city attorney and the city administrator so the awkwardness of this particular situation is that the acting city administrator is filling a role that is technically only accountable to council and so that's why the hdr director came to council there wasn't another avenue and so to the extent that we acted or didn't act that yes so that was the challenge i wondered if um it seems as though usually when we hire somebody the city hire somebody who is in a you know main position like city administrator people get a chance to interview him and uh meet him are they having any is are there any plans for uh meet and greets at least for the city administrator and the um and then um i guess it's just a city administrator at this point i think that's probably all to be determined once once he gets here he's not actually in ann arbor yet um he'll be relocating from phoenix and um but yeah normally i think under normal circumstances you know when we when we hired the previous city administrator there was kind of more of that public opportunity even then there was a lot of discussion about how to facilitate that knowing that you know in some cases in the past those high-profile positions have had kind of in-person meet-and-greets where folks can come and mingle and be more informal and that's not something that could really be accomplished through zoom um and so so my guess is that um while we did not do that for this interim process um when we are looking to hire a permanent administrator that something more similar to that might happen again yeah and the same thing for the uh the replacement for uh city attorney um that that i don't believe so i mean i think there are you can certainly i think watch the the interview that happened if you have thoughts i think reach out but i don't believe that there are plans currently for like a a meet and greet or anything like that okay and then yeah [Music] okay so we move on to the next um report something do we need an update for facial recognition is anything that happening with that because that is a subcommittee we're interested in yeah absolutely uh so currently we are in the process of submitting our individual feedback to uh us uh to uh miss slay i'll say um and i i initially just set mine off as well because again there were some fundamental differences in terms of what we would like to see in a proposed ordinance i'm more than happy to pass along my thoughts to anybody individually as well um we can feel free to connect outside of this meeting um but yeah i am hopeful and travis can of course attest this as well that we see some serious movement in the coming weeks particularly as we've just submitted our feedback um as well at an individual level so they're thinking that there's going to be a product of this subcommittee which is a proposed ordinance is that where that that is the goal yeah um so we have seen we've seen a draft i think um committee members kind of expressed our commission members expressed their thoughts during the meeting um and then we actually i spoke with attorney slay today and she actually hadn't received any formal feedback from from folks and so um i sent out the reminder aidan i think is the first one to jump on that and and to start providing feedback and so um so she's kind of i think in order to make sure that she has the direction from the working group rather than trying to facilitate based on the comments that were made in the meeting and might be in different directions rather than having you know another round where we would have to go back to the drawing board i think she's hoping to get everyone's feedback consolidated when you're ready when you feel like you're done it would it make sense to to uh let us see it also is that input would get input for you i imagine that that would be the next step after the working group feels like it's complete because it's a joint working group between hrc and ikpak i imagine the full bodies of both will also probably review it and and recommend whether or not council should move forward good i should add a note as well i'm very eager for this group to see it um so i i this is a top priority for me and this is something that i very much hope to get to you as soon as possible thank you any other questions for this group let's talk about some of the projects that we're doing um sort of on in the background that people ought to know about the first one is trespass it's probably the oldest thing that's been on our plate um and this came about uh as a result of some complaints that we'd received from people who felt like they were trespassed um unfairly and that uh and as the more we looked at it the more we question whether this was respecting human rights of of people because it was um [Music] there weren't that many things in the in the law itself that constrained or guided police activity so we've been working on it a long time it came out especially of um an incident that happened in the blake transit center years ago and and we and we've made a lot of changes but this is the last piece we've been thinking about before we kind of hand it over to igpak which we thought was a you know now that it exists it's a maybe more logical place for it uh it's been hung up because the uh human rights commission really wanted to change a few things and there were some questions from it from people in it back about whether this was good whether the business community would be um as if whether the trespass would be as valuable for for them sorry about my phone but i can't mute if i'm talking um i can just get rid of it um but it is start we are starting out we're doing it we we've restarted it we've solved some of the problems and um we've been meeting with it talking the tool we've got some members here linda um pam judah and i and francis and mohammed and i'm afraid i don't think i remember the last do you look do you any anybody else remember who else is on this a couple of people from uh as well anyway huh jude is that her name and and bonnie phillips yeah okay i think you're right okay so i think that will happen i will we you will start hearing more about it and that it will be resolved and we'll have a meeting with the chief of police and resolve some of the practices policies and practices i think of the police department about it about this um anything out anybody else want to say anything about trespass religious i'm sorry i didn't i didn't want to forget to um remind the group or introduce the fact that um i heard it first from homeless teenagers at ozone house all about trespass and about them being just rousted you know if there are three or four of them just standing together on the sidewalk um the police will come up and just ask them to move on yeah and if they don't i don't think that you know the police don't act like they have a choice and their teenagers you know they probably don't feel like they have a choice right right but when they do and that's what happened with blake and why we're why we started exploring it when they do they can be banned easily from a place for a year um by the owner of the place or the director of the place without any you know any any charges any lawyer or anything and if they violate that they would get charged and would there would be some kind of legal process but the the charge of trespasses kind is is a way of can be a way of controlling people without too many diet without enough guidelines so that's why we're dealing with it another trespass ordinance uh or what we're well and with what we are proposing i believe at the time that it occurred the police were acting as agents of blake transit my understanding is that that contract has ended yes subsequently so to your point tita and maybe to the rest of the commission i guess the police could do it within their authority but do they really because the trespass information that as i understand it um has only the landlord or owner can can request a person be removed from the premises the police can't on their own i know i know that's why i that's why i was excited to hear that it was going [Music] yeah okay i just wanted to be sure that what i thought i understood was correct so a piece of this and i think it's inclusive is that we i know we talked about it it's educating the police um or doing some form of education once this is implemented or or it's the final in the final document um and and how it is to be um i don't know a word that describes it but how it is supposed to act or function should be just as um informative and the police educated as well as the general public because um unless there is something as i understand it that's either life-threatening or harmful to individuals you can't just arbitrarily uh go up to a group of people and say move or whatever and i'm hopeful that this ordinance will be just as informative to not only those who have engaged in that conduct but also who have been the recipients of it right i will um it's it's very it's very unfortunate it's very complicated but i'm going to um [Music] make the few changes that need to be made on the memo that was written by this subcommittee and approved by the subcommittee now they're proving some changes but not very many um but i'll send you all a copy so that you can see what the changes are and i think some of them won't make as much sense but some but most of them will how's that okay a lot of it had to do with the forms [Music] and some of the ways things were stated and uh i think also an appeals process which would probably have already implemented some of it or they they probably i don't even remember it's been a while but i will show you what we've got so you can ask questions and we can talk about it in the next meeting but that is the trespass thing it'll be nice when we're we finally make more headway on this religious head coverings linda want to talk about that headway yes a good segue um you know we haven't uh put out uh requests to find a mutual time to meet with the people who volunteered to work on it but i only got one reply and so we have not met yet um hopefully we will do so soon and have a discussion about whether we think this is something that makes sense to pursue it it's definitely more complicated than the crown stuff was it's not as simple as just adding it um so we just need to discuss it and then we can come back to you with with our consensus whatever it is and talk more about it that's okay okay anything else about that anti-asian hate town hall this was started it is now a little bit more more confusing because we've got a we now have a communication outreach group um as a result of the the strategic planning retreat which is aisha and diana and myself um but aisha why don't you start with it talking about where we are on this one i think the last um we met leslie we were thinking about whether or not this needs to be a targeted kind of outreach to different populations we wanted for example one that was exclusively for asian americans that we began to think about you know having a town hall that also talked to the black population about hate and discrimination the lgbt population the jewish population so at this point we've decided that this specific town hall will be part of a larger strategy where we eventually do have targeted town halls to various marginalized populations this one will just be targeting apis um i've reached out to some kind of prominent api activists at the local level and we're hoping to get some information from them otherwise you know i can always also bring in some people from the state level from the asian american state commission so i think next steps is really just leslie and i circling back and seeing who we have as panelists and also really like you know being uh being clear about what we want to get out of this you know i think it's a good opportunity for us just to kind of have a listening session and say this is who we are this is what our commitment is our charges that's how you file a complaint what are some issues related to human rights or discrimination that you experience in ann arbor um or what are your concerns about living here you know and have some conversations around that so this is right on target communications with a communication outreach questions for diana for hyphenation well i just i would know i there was a poll that came out yesterday that um it was an npr harvard and robert wood johnson foundation poll that showed among other things that 25 percent or one quarter of all asian americans fear violence whenever they go out out that's a significant chunk of fear uh going on in that community yeah that's important if you could forward that to me philip that would be great i will i'll afford it too to everybody thank you i mean it's it's buried in the report with a lot of other interesting data um i'll send a note and say which page it's on that'd be that'd be wonderful thank you any anything else about this all right so diana i'll circle out i'll circle back to you and leslie and we can talk about who we want to invite and then eventually what's the outreach strategy the promotional strategy i guess right um but i guess we're not there yet so right i'll let you know when i'm uh dylan and aiden uh you were involved as we started this and kept beca it kept mutating but are you still are you both still interested in this issue absolutely happy to help yes yes please include me good and i think this fits into our communication strategy because you know correct me if i'm wrong at our strategy session then i think you came up with the idea of we just need to showcase in a more public way who we are and what we do right i think we talked about like why don't we have commercials on cctv or you know or why don't at the start of our meetings we say by the way that hrc you know is charged to do x y and z if you ever have a complaint please go here to file one and then part of that outreach and communication strategy involve targeted town halls marginalized communities but [Music] so this is all part of a bigger kind of plan right which diana we can talk about you know maybe drafting up some language that can be right at the start of the next meeting hopefully okay sure yeah that would be good for that would be good for everybody for us we'll get more information for people who will be happy to be recognized and heard yeah i think i think too that we you know as we're talking about this um that it would be nice to have some sort of mechanism for people to reach out to us and contact us and we come to where they are and you know lots and lots of organizations meet in ann arbor um there are lots of community centers and community organizations and um you know i know that covet is still a very real thing um but we can zoom call in um we can show up wearing a mask whatever it might be um and maybe we you know have them reach out to denise or whatever but um you know that's something else i think that that we can can talk about um i i think about it in my you know in my daytime work that's what i do i go out and i talk to people about here are the services that i provide here here's what if you need this kind of help here's what we do and i i think we if we do that i think that may help us with things like the town halls yeah so if aiden and and dillop and you know i mean do you know what i'm saying like we're gonna find places where hey maybe this would be a really good place to do a town hall so yeah they kind of will more naturally occur right like we'll have populations maybe even reach out to us and say we saw your commercial we'd love for you to come talk to us um so yeah maybe we start there we can start planning the api town hall and then we start our larger communication strategy yeah and we don't have to wait for people to come to us you know i think we should sure reach out to people or lgbt here or you know jewish or whatever population we're focusing on and ask them yeah and say by the way i don't know if you've seen but this is who we are can we come talk to your yeah to your community and you know it may be that that could be pieces of that could come together in a ctn program somehow where there's there's something you know that we what we learn from ann arbor becomes something that we all share [Music] my mother would be very happy if i got to showcase my tap dancing skills that she paid for when i was very little in a closed you know like in a closed caption television kind of commercial for the human rights mission i'm just putting that out there you can tap dance if you want thank you so much okay we'll touch base and then we'll reach back out to everyone uh judah isn't here but um maybe you can talk up to this kita we talked about a compilation of complaint data and you and judah were going to work on it and i wanted to just touch base and find out if anything has happened with that no remember you didn't feel the material was ready to go so we never exchanged it what material whatever it is yeah i don't know i don't want anything on it so i'm not sure we're talking about the same thing this was this is quite a while ago i think uh we were wondering about the best way to sort of compile you know all the data from the old complaints and come up with a good system of of keeping it going on a spreadsheet and working with denise on that and judah was the one who raised it and i did give him he asked for the hard copies of all the old complaints which i dropped off at his house okay so i you know i don't know you didn't i haven't and you yeah jude and i haven't talked okay i didn't know that they had been handed off yeah i know i mean it's not that many it's it's just coming up with some sort of system that makes sense um they're also summarized in the annual report right every year right um anyway yeah so that's that's what it was and i i don't know that jude has done anything on it either but uh but it's on the agenda because we wanted to keep it keep it going you know yeah i'll send him an email okay and he may have ideas already in place that i don't know about so i'll do that okay okay um the next thing was the conversion therapy logistics and last time we met in august um we when we met in august we talked about the need to educate people about conversion therapy and figure out how they how violations would be presented and how to make that easier and somebody suggested that we talk to uh rick radcliffe who was a ratliff who is a uh used to be a human rights commissioner and is has a lot of experience with media and pr and education [Music] through those vehicles and he suggested that we get this get um lgbt students involved in convert in the conversion therapy but you know publicizing it understanding it how do we do that most effectively so diana was going to check with neutral zone to see how we might in involve them diana were you able to do anything about that so i did i reached out to um the neutral zone through their um their educator on their website and i did not hear back from them um i did not get a response back from them so if somebody else has the name of somebody else i should contact um i'd be happy to reach out to a different named person um the other thing that i did was i reached out to the partnerships program through the ann arbor public schools because that program partner it's basically what it is is it supports services through the ann arbor public schools and it's a variety of different things from transportation to housing to food to mental health and it's i don't i haven't talked to anybody yet they haven't responded back to me um but it's it's not necessarily in invasive but what i was hoping was that we might be able to be connected as a resource for students and families meaning we would become a link on the ann arbor public schools website so that they could click a link and they would be connected to the hrc website and it it doesn't even have to be limited to conversion therapy it could be just be a link to the human rights commission um i haven't given up on the neutral zone um yet necessarily because of course i think the goal is a good goal and that is let's talk to young people and um i don't even think that the goal has to be lgbt um young people i think it could be any young people because lots of young people talk to other young people and what we want to do is um spread the word so that when people young people are out there and they're hearing from their friends or their loved ones who might be experienced experiencing conversion therapy they have some resources um they know that the hrc is available and kind of what the process is so you know more to come like i said i've sent those two emails um and i'm you know i'm still thinking trying to figure out where else we could um kind of work as partners um and again it's it's it's more outreach it's more advertising it's more kind of getting the word out i'm sorry to interrupt you leslie the other thing that leslie and i did talk about um was kind of working working on and i and i am gonna do it is kind of working on getting um a little blurb a little um flyer something that you know i can post on the dominatory community center website or on facebook uh something to that effect that um you know would be that would be a link so that people could see it people could click on it again it doesn't it doesn't necessarily um we just we have to get the word out it doesn't necessarily have to be to to kids it has to be to everybody so um you know just lots of different ways to to do that that's sounds like you've made some progress at least you've thought more about it than i have and i think that's great thank you i i was wondering if uh if there's anything anybody in jim toy center that has a can i travis do you yeah i i just had a couple of things to maybe add and suggestions for for diana as well so we have um a a four person school or city schools committee um so council members grand and song and i believe trustees lazarus and gaynor um meet regularly to to talk about things that the cities and schools can work on together um that might be something worth having a conversation with them about to see if they can bring that up at that meeting um if if you're looking for kind of proactive ways for additional outreach um i know that that trustee jessica kelly also had a conversation with me a little over a year ago now probably about um some student orgs that had started up at ann arbor public schools um and so she may also be somebody who is connected to those groups on the school board um and so so she might be a resource as well um there are also like parents and allies groups on facebook there are local groups that um might be a place to to just advertise that this is something that's available i can connect you to a couple of those as well if you're not part of them already i i got invited into a couple of them during my time as president at the gym toy center and shortly after getting on to council and um they tend to be fairly active and folks seem to know who the right people are in different communities and and they talk to one another and so if they hear that somebody at their kids school is is having a tough time they try to be a support system and so they might be a good group to connect with um and then just just that neutral zone um i i missed who you said you reached out to did you say the name of the person you reached out to i did not it was the person who's kind of he it's a it's a gentleman who's listed as like their education coordinator on their website so my suggestion so i the person the people that i've worked most closely with over the years have both been laurie the director and then amy milligan who's their fundraiser but they also i believe have a riot youth coordinator or somebody that's their staff person and riot youth is like the lgbtq student group and so they may be the best person to connect with and i know that the youth are kind of lead that as well obviously they're they're an organization that that brings youth into kind of leadership roles but um the center had i don't know the the student leaders or the the youth leaders of riot youth anymore because obviously it's been a few years since we've engaged with them in person through the jim toy center but they used to at least have a coordinator and so if you can find the right youth coordinator on their website i think it's a woman i think she would be the right person to go with okay thank you gotcha thanks good of course anything else on this leslie yeah i i just had one question i think i think we may have talked about this but do we have any idea when a when a new ordinance is passed where the um the enforcing body is the police department um do we do we have any sense that the police are aware that this new ordinance has passed and is there any sort of training for people in the event that somebody does come to them with this complaint you know what that's a good one i don't have any sense that they know right do you think that somehow that would be i think i think they are certainly aware um i actually have a meeting with um the chief and two deputy chiefs later this week um and so i can ask them what what the process would be if they received a complaint on this okay great good thanks we may want to meet with them at some point and you know talk about how they might do it yeah and i think you know i think that um i can certainly ask that you know in the past um deputy chief metzer has been somebody who i have worked with quite a bit on lgbtq issues and she is of course the one who worked on and authored the transgender interactions policy and things like that and so um she might be a good resource thank you helpful from an enforcement standpoint wouldn't the um attorney's office be involved and since margaret is um she has access to our meetings um would that be something that either she would handle or delegate or are they waiting on the new senior um attorney i don't i don't know how that would work in in this case if it's a you know an actual enforcement case um it would probably get looped through attorney slay because she's the the prosecutor for the city um and and to answer your second question nothing is on hold waiting for the the current city attorney is still in his position for um for a while and and the staff the staff i think actually um would be able to to function if there were a break but um but no that that is not on hold for sure i think it would be wise for us to just look into those things um just because i know there are there are a lot of ordinances out there and they are not known by everybody and we care about these so we we want to educate i was i was surprised i'll tell you it's been a um it's been interesting to see how long it takes the word to get out for example for the fair chance housing ordinance and the uh source of income ordinance and how much promotion needs to be done to educate people so i assume that's the same the same thing is true for the conversion therapy any other any other comments about that let us then move on to complaints um we talked about summarizing complaints we want to keep lastly i think you skipped one i'm sorry to interrupt did you want to talk about the oh i'm sorry of course right now and that's an important one [Music] um there is a linda do you want to you want to talk well i mean on that i can just tell you that i i i've been um uh emailing um margaret radeba in the city attorney's office to make sure that the city went ahead and did what the ordinance requires it to do which is to send a letter to all registered landlords in the city of ann arbor notifying them of the existence of the new fair chance access to housing ordinance and they they hadn't done it as a late august and she she was she did then i think it's it's called something like housing and building services maybe department something like that they are in the process if they haven't already of composing and sending out a letter to all those people she did write me today saying she was she was waiting to hear back from them to see if the letter actually went out um but we're on it and hopefully it will um and we know from a lawsuit that's now been filed against the city by landlords that a lot of landlords are very aware of its existence yes and some are not we have gotten some questions about people where for people who have asked and been told no we don't allow it and do not at least do not admit that they know about this law so again we still have more work to do um and we also have some work helping the legal department compile their case supporting us and they're working very hard and we are glad because we really care about this ordinance um we were told by the way by um john riser and margaret about that the resolution that we wrote supporting this was very helpful to them and they use some of that in the in the case that they're going to present for the preliminary in jung what is it called linda preliminary yeah they're asking for a preliminary the landlords are asking for an injunction um to stop the law from being in effect until it can be thoroughly argued and decided it's being that the suit is being brought in federal court um and they make constitutional arguments about if anybody wants to see the complaint we have it happy to send it out i i would like to see it yeah okay i sent it to you but i can give it to you again i did send it to you okay it's just suspenseful no it's good thank you yeah and i can we send them the preliminary report when we get it or not you mean the answer that's filed yes i mean it's it's probably a matter of public record so i i assume so um if people want it i can we can check with john but yeah i think so sure but there is they are doing a lot of work and it looks like good work they're getting um some affidavits from people who have experienced housing in ann arbor and are returning maybe from incarceration or have a history that has prevented them from getting housing and we're doing some help but they're they're doing the big heavy lifting in the meantime it's still in effect and we're still telling everybody that that not renting to people any blanket uh we will not rent anybody with a criminal offense on the record is not legal complaints but that's all we talked about wanting to be able to say something about the complaints that we're handling without violating people's confidentiality so i have started to be to just try to give people an overview i mean we may want to handle this in different ways but this is one way so i'm going to give you a a brief summary of what is that what is on the you know on the table for us right now right now we're considering eight different cases they may not all end up being um being formal complaints but many of them are almost done and you know they're in various various phases of being done of the eight cases four of them involved housing either finding a place that will accept vouchers or or um allowing somebody with a criminal record to be possible may be you know be uh considered as a possible tenant or the people's treatment and in their housing so four of the eight involved housing three involve treatment in the workplace um right now everybody is talking about all those those cases have to do with treatment on the job uh one of them involved trespassing in a public accommodation five of them claim discrimination on the basis of race or ethnicity one is based on sexual orientation and one is based on source of income and one is based on criminal criminal history i think and i think we've got four people dealing with them right now um [Music] any kind any questions about these that i can answer i'd like to tell you some stories but i'm very worried about the confidentiality and we'll see what we can do but we'd like people to know the kinds of things we handle and the kinds of questions that people can bring to us that there are no other questions that is deals with the ongoing hrc work and the next thing we talk about is the annual report ready for that now then the ann arbor code that mandates the human rights commission asks that requires that what we do is send a report to city council every year on a couple different issues so we send a cop we as long as we're writing part of it we might as well write the whole thing and so every year we send a a report of a couple pages summarizing what we've done during the year um i send you all a copy i hope you've all read it um other are there any questions about what you've got as the annual report this is actually in two parts one part is the part that has just to do with the hrc the second part has to do with the contractor uh the con contractor of compliance and i'll talk about that separately but just the actual report right now includes this and it includes a summary of all the complaints we've received this year and this year when i say this year i mean uh 2020 it's really last year any comments changes thoughts on the annual report um any comments or thoughts or changes on the complaint summaries then can we have a um [Music] getting the word um somebody want to make a motion to approve i want to thank you leslie for putting this together i know it's a lot of work so i appreciate it thank you and then i would also like to move that we um accept and send to city council this annual report and the list of complaints that's attached to it okay i second second all in favor anybody posed we've got it now let's move on to do some follow-up on the strategic plan the planning process that we did i sent everybody a copy of my notes based on the flip charts that were written during the strategic planning meeting um and i hope you all went through them and starred anything that you wanted to talk about were there things you wanted to talk about things we wanted i mean some of these things are sort of half-faked ideas some of them are in place already and we're moving on what are the things that we think we still need to discuss on this i have a question sure remember i could not attend more than the greeting um there was an uh a section on trying to make sure we distribute the work more evenly yes i know i just want the hrc work more evenly and i just wonder what uh what your thoughts were what people and what was the tenor of that discussion did you read the notes yes and i don't want was to break us into smaller groups and assign uh randomly or in an order for the complaints yes right but but there was other work too obviously i know i just wondered if they're you know what i can always call and catch up with you at a different time no i mean other people can answer i we talked we did talk about people doing more things um and we talked about this group actually said that they could be assigned things they'd be willing to take assignments um i think i think a central tenet of where there was an opportunity of growth was that in the assignment process of complaints that currently right now as as it currently stands the same people are handling the process of complaints so we discussed ways in which we can distribute that a bit more evenly one of the thought processes was periods of assignments or groups of assignments in addition to that as well um so basically it was just discussing a way for us to all get our hands on complaints so that the same people aren't doing it each time that that was a main chunk of the thinking there oh okay all right what's their talk about training uh how we might get it yeah i'm sorry no no no go ahead no good now i know there what there wasn't talk about both training on the process and but also training on things that are difficult like housing which has you know people we're still learning a lot about housing and so anybody who's doing a new housing complaint has a lot to learn about what vouchers mean and you know all those kinds of things linda um i think the best way to learn is by doing it in partnership with people and we do have this ever-changing list of complaint handling procedures that anybody who's handling a complaint should really look at and follow and if they're doing it with somebody who's handled complaints before or they have questions there are so many other people that they can ask either on the commission or whatever who've done it but i was going to say and this is a good lead in so let's assume we do have a new complaint that comes in what do we want to do differently for the next complaint um do we want to just uh send a message to everybody saying we have a new complaint who wants to do it and then um you know fold that person in and move somebody out because we can only have four people consulting without messing with the you know the quorum open meetings act um so if some new person comes in someone should exit probably although that person it would have to be somebody who didn't have an ongoing case still it would have to be somebody who was done you know with whatever it was they were handling so are you suggesting that that until we um initiate everybody with complaint we have two season members and one new member on the team at least or or two and two or three and one for a little while and just slowly you know then when then one of the season people is done with whatever their complaints are on their plate they move out and you know another one that would be my suggestion i mean we don't get that many complaints that frequently at this point that i think we can try it slowly and see um so if one came in tomorrow i mean i don't know if all four i have one that's open but i think it will be closed within a week so you know i could i could move off um i don't know where everybody else is pam may have may be able to move off um whatever um and still be around for consulting on how you handle complaints generally without really deciding on any particular complaint no um i don't know how i'm happy to work on the next one yeah okay i i have one that i could use some help with um and that that's also a possibility i mean the other thing is we don't i mean i suppose we could have like three people consulting on one complaint three people consulting on another complaint and still be kosher in terms of the open meetings act but if we do what we've been doing which is whoever's doing complaints is consulting on all the complaints then it wouldn't work to have more than four people you know what i'm saying so yes maybe i'm making it too complicated but if somebody has some simple way of doing this please say so yeah yeah this is it's a hard one because the complaints that we receive are many of them are very are some of them are more com you know that we have some things that are common and the statistics make it sound like they're common these are very each one is very different from every other one almost and that um that means it's challenging but are the people who have not worked with complaints comfortable with suddenly coming into a complaint that's partially done and not just learning okay so maybe that's what we'll do start bringing people on one of the things we talked about at this at the strategy meeting leslie was you um as they come in designating us and saying you know reaching out and saying would you work on this report or this complaint right and everybody still thinks that's a good idea it is as long as that person is not operating solo nothing personal to anybody right we've got it we've got to operate at least in twos and right really three so we we can be in agreement on how to proceed on each of these right so you could probably assign three people to a complaint and those three people or two people could decide which one is going to do the heavy lifting and then consult with the other person you know okay yeah i get the sense i get the sense that linda is holding these very close to her heart and is very concerned about letting them go no i just want no my concern is that we do a good job with these leslie and i fought for years to make sure somebody to make sure there was a complaint process so that the non-discrimination ordinance could be enforced there was no process for 10 years there was no place to go if your via rights were violated so we finally in 2014 got the human rights commission on board it took us a while to get complaints you know complaint forms and city council was very concerned about having us do this yeah you know they they used to have a human rights department with paid staff that enforce the nondiscrimination ordinance when that went away there wasn't anybody doing it so since the city didn't want to recreate one of those we were the next best thing but somebody needed to do it and my my thing is i just want to make sure we have some quality control that we're doing it well um it's just it's just very important which is why i've been sort of you know maybe too compulsive about trying to get these procedures out there and make sure we're we i'm fine with editing them or whatever i just want people to i want it to be something so that when we're all gone and the next group is in there's a process everybody knows what it is and it works um because it's tricky for a group of volunteers to do something like this so we have to make sure absolutely yeah i i don't i don't disagree with you at all i i just think that you and leslie i think as the creators and the keep keepers of it you have very definitive thoughts and ideas about how it should be done and i don't disagree um and i think that there are a lot of um [Music] great areas to it um so why don't you come up with um a process or standard operating procedure we've had them for years i mean i've sent them to all of you um and and feedback is welcome um you know it's it's out there it's just a question of who's doing it and in what groups and consulting with margie on the legal issues which arise repeatedly where you know that we maybe aren't sure about um they exist and please look at them and any feedback any changes go for it i just want us to you know come up with a procedure that we all like and and then use it and it is a little it is a little bit concerning because there are there are probably some liability involved we are representing the city and we're helping people and we have to do we have to do it in a professional way but i think this group has no problem doing that but we do need to follow procedures actually linda and i especially me could follow procedures more closely and that would be good too so let's um i suspect we will have somebody at least one of you added on um before the next meeting because i think i will ask somebody to help me at least and um but i'm still not clear what the procedure is so i think i i so what is the procedure then you mean for bringing people on and off kind of thing or how we handle them once we get them like the actual you know yeah what is the procedure for bringing people on and off yeah i don't know okay i don't know right i was thinking since philip said that i was supposed to do it that i would just call somebody up and say we're doing this we've got this complaint are you interested in being part of it i think the easiest practice for us to do moving forward is just to do it in terms of quarters or seasons one quarter we have two seasoned human rights commission members and one not so seasoned the next one we just sort of rotate that makes most sense for everybody's schedules we don't have to shift back and forth um i i i just think that that could be a practice in theory it is but in practice some of these go on for many months so then i suppose you could hand them off with instructions to the next group about where we are um but that gets a little tricky if you've developed some kind of relationship with people but we can try it we can certainly try that and see you know yeah are would people like to be on at least know that they could be on for three months and then not worry about it for the rest of the year or three you'd be it'd have to be three months where you'd have to continue with anything you started i think but but but basically i get an idea of three months is that what you'd like if you could you could do it i'm not sure we can do it frankly but i should add that that's just an idea as well i do think it's the easiest one but there's again always room for improvements we can add on or take away from that yeah yeah yeah um one of our problems is that the people who've been on the team and know how to do it um can't we can't all say what we've done at least three months now we will leave it to the rest of you you know but aidan was saying you have one person who's done it and you have two new people or two yeah yeah you can try that let's try it as long as especially if there's just three then you can still have a fourth person out there who's maybe finishing up and um still consulting with the other three or something okay you just can't better than than are saying we have a position on a complaint that involves such and such which of you three people who are who haven't done anything before would be interested in being part of this and that's another way of doing it no one seemed to do you understand what i'm saying could you repeat that leslie i thought maybe that wasn't clear um for example i've i'm i'm on i've got something now that i think i'd like some help with i could conceivably write to the those of you who haven't been involved in complaining before and say this is what this complaint is about who of you would like to be a part of this i mean that's that's another way of instead of my saying i think aidan might be good for this one i i think perhaps as an intermediate step for us developing a plan to further get in other perhaps less seasoned people with handling complaints that might be a way to go to just shoot out those emails and whoever is interested hop on and then if it's been 24-48 hours re-prompt them and i'm sure it's one of us would hop on uh but i think in the meantime and following that we should definitely continue working on our practice okay i'm not sure i understand what you're saying not that i'm thinking about it are you so i'm essentially just saying immediately if you need guidance or assistance on something by all means please send out an email to the people who are less seasoned or have not taken any sort of case in this instance while we're doing that for future instances where there is a complaint we should also be creating a process of moving forward how is the process of who takes a case when um implement it okay in the meantime i will also yeah right ask a question absolutely okay uh no actually it's a statement i need to have some input into the period of time in which i'm gonna help conduct an investigation so for me the season idea makes sense because you know i will know to put that block of time aside i see okay um [Music] what if i ask the people who have not been involved in um in the complaints process what season they would be interested in i'd give them four seasons or three seasons something like that and they can specify and then i could call on the people and then we could bring them in that way would that make sense i i for me personally that would work but i don't know if everybody else is sold on this idea i think it's something that we should more extensively talk about i really do think that immediately for any guidance that you need please send out an email and feel welcome to do so for whoever is immediately available and we can plug them in that way and then we can more uh you know talk about the subject in a way that works for everybody i just thought it would be simpler since leslie knows everybody and their experience level for her to designate okay i i guess what i'll do is try a little bit of everything so i i hear what you're saying and i'll try to i'll try to make them you know to get the biggest um the things that you're talking about as much as i can how's that we trust yeah i'm i'm pretty flexible i can go with aiden's way i can go what whatever i like keita like keita i i guess i kind of like the idea of like knowing that for like three months like i'm focused but i'm okay with whatever i think and certainly if i call you now and you say look this is my busiest time of the year why don't you call me after september or after christmas i can do that yeah yeah i can do whatever you know and i also think that um i i feel like we support each other and i feel like you know if i have a question and i would just call you you know well i would text aiden but yeah i would call the rest of you and if you're busy watching netflix then i would just call you back after the show's over and then we would talk and we would figure it out so whatever whatever works and i agree with dillop that whatever you're gonna know who's on the complaint already and so you can use that knowledge to figure out who else is going to work as the trio so however you want to do it is fine okay i will send everybody a copy of the process the complaint process that linda passed out to you and make sure that you have it um but we'll talk about it too once you get on a you get an assignment so we'll try and make it as easy as possible for people to take it and run with it okay anything else about this um the stuff we came up with the strategic planning committee uh planning meeting that had to do with how we work together the 13 points that i described in our in the notes is there anything else you want to talk about no right well we have about a half hour would you like to start talking again about future projects and priorities i had a couple possibilities for people to think about or to look at when they were doing that if you remember we had a questionnaire a couple months ago and i sent you a copy of the telling of the different ideas that people came up with and what they wanted to do we also had in terms just of ideas of things that we might do if we had a project and we don't have to have a project and there are some projects and i think projects i'm thinking of things that are work you know like all the back works that i reported on earlier this would be more of the back work probably people would work in subgroups or they would work individually and come back to the group with pieces of the puzzle because these are bigger issues um but other issues other things we might consider focusing on have to do with the topics that we asked isis class to do we now have as you know um i think 20 reports is that right 10 reports probably no 20.

good evening we're going to go ahead and call this meeting to order dr foley roll call good evening president reese members of the board let the records show that all members are present thank you we're going to go ahead and have a moment of silence followed by the pledge of allegiance all right we're going to go on to our agenda i move that we approve the agenda as it's presented second any questions or comments regarding the agenda all those in favor aye aye aye that motion carries 5-0 dr foley the superintendent's report president reese members of the board we have some important meetings and and opportunities coming up as you know this friday we are resuming our superintendent's visits we will be at bridges elementary and we are super excited to be there also later this month we have our retreat one of our one of our first fall retreats where we have lots of important good conversations and we're excited to provide the update about the work on the strategic planning that is happening and will be happening this fall and into the spring in addition we are looking forward to next month when as you know starting in november our next regularly scheduled meeting will return with our points of pride and so we are looking forward to that so that concludes the superintendent's report thank you all right we're going to go on to board comments i just want to take a moment to thank tyler and your team and um everyone who's participated in the bond road shows that has taken up a lot of time making sure that we have information out there having the public have an opportunity to ask questions so um unfortunately no one came to our last one last night but if anyone still has any questions we have the information on our website you can reach out to the pac for information so if anyone still has questions regarding our bond they can go ahead and review that information if they have any questions they can contact also the district office as a district we are only able to provide factual information we are not permitted to try and persuade for yes or no and so we do have just factual information out there so it's unfortunate i see a lot of incorrect information out in the public and on social media so i would strongly recommend if anyone is seeing information on social media and you're interested please reach out look at our website try and get the correct information as as i said like i see a lot of incorrect information and it seems to have some confusion on our school district bond versus the town of gilbert bond because i have seen postings on a certain way to vote because of bullet points all those bullet points are the town of gilbert we have nothing to do with cactus fields we have nothing to do with the town hall remodel so there is a lot of information out there that keeps pointing to the town of gilbert bond so please do some some research find out the difference between our bond and the town of gilbert it will help us fund future projects as we're going to go over tonight we we have certain schools that are are full and we need to address it with some building and the only way we can do so is with bond money so so i would just highly encourage people to do their own research and and make sure that they have the the information they need to make a determination on if they're going to support the the bond or not so um anyone else board comments president reese just to follow up on that statement um we are a drop-off point at the district for your ballot so if you do not want to take it to the post office we are collecting them dr foley do you want to follow up on the hours that we collect them i'm sorry i don't know it's sorry to put you on the spot but no president ruiz board member wilson we are we are working with the county of election officials we have a drop election box here you will see signs i believe we open at double checking yeah it will be 7 30 i think mr moore to put you on the spot we have the information just we do it sorry and then also um we do have an older school building i've seen some misinformation on that as well that we all have brand new buildings and we do not um hta is very old 100 years old plus and i think that that's a nice way to say that that we do have some older buildings as i've seen on social media but uh mr moore whenever you find that yeah so as of monday october 11th we we've started to we have a dropbox here they pick up every day there's there's two individuals that pick up from the elections office we do not touch those at all um that will go through all the way up through the election day november 2nd and then as of monday october 25th there will be about four or five poll workers here in the boardroom i think we'll have the door prop so you can just you don't even have to enter the building um that will be for monday october 25th they'll be here from 7 30 to 4 30 um october 25th through november 1st and then on election day there's extended hours from 5 30 a.m to 9 00 p.m and again those are all ballot replacements this is again all mail-in election there is no formal voting taking place at the district office it's all mail-in so if you need to get your balance replaced we are a host site for that thank you president reece mrs kim i also want to thank last night chase hosted a a dinner on behalf of the bond and just a lot of the supporters were there of the bond and so it's really nice to put some faces to names last night and eat some yummy food so thank you for those that participated president mrs anderson i apologize if you mentioned it um mr moore you uh updated the website with a more current um slideshow for the um what we call the road show i just wanted to make sure that people knew that there was an updated version as of yesterday or last night yeah ms anderson our public relations team has posted the revised bond roadshow uh presentation as well you can see our original one but we added some additional information to support some additional facts that we felt were being either misrepresented so we have some additional facts on there to help our voters make an educated decision thank you again i appreciate all the time you've put into that and the additional time recognizing some of the misinformation that we have seen in our community and updating the powerpoint to address those concerns all right if we have no other board comments then we'll go on request to speak we have no request to speak so we will go on to our consent agenda and i move that we approve the consent agenda as it's presented and i just want to make a quick note if you hadn't noticed we did move our monthly governing board mno financial report into consent as it is a regular course of business item um it's just been moved from informational items to consent so i just wanted to point that out um that we did make that change does anyone have any questions regarding our consent agenda okay all those in favor aye aye motion carries five zero now we will go on to our information items we will go on to our annual financial report for 2021.

judge's officers so that clock is just a little slow so i've got one minute before the official start time but before i call the meeting to order just for those of you who may not be aware our board president shelly hargis's husband had a very severe accident and he's recovering but we don't know how long that's going to take so for the oh short term maybe long term we're not quite sure in the future shelley will be on hiatus and i will be taking over and running the meetings in her place so uh we hope you all you know send your thoughts and well wishes out to shelly and her husband okay we have 20 seconds he all right so i'm going to call the meeting to order at 6 00 p.m and in addition to the two of us who are here we have two other board members online lisa carr and chad mcleod are online so that gives us four so we do have enough for a quorum um i'd like to entertain a motion to adopt the agenda i move to a job adopt the agenda okay and i need a second i second it okay lisa okay thank you all in favor aye aye did we get the fourth one we got the fourth one okay and it passes four to zero okay please everyone stand for the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay um i need a motion to approve the minutes from the last board meeting on september the 8th i moved to approve the meetings the the meeting minutes okay need a second i second it okay lisa seconds all in favor aye aye aye did we get the fourth one chad his mic is off this mic is off all right all right okay for right now he's good okay so it's approved four to zero um next we have the superintendent's report thank you mr delano a couple different things just a reminder to all the board members that wednesday the 20th uh next wednesday is the asba county meeting it will be a virtual meeting so if you're interested in going to the meeting uh let mr costa know we'll get you signed up there is an election for new county director for pinal county uh the current county director steve johnson uh from the florence board so if you're interested in going and or if you're interested in serving uh the county director serves on the asba board of directors um during the meeting itself you would just indicate your interest in in being a county director and the county director really represents the county on asba's board of directors they have a number of individuals on there from the all the counties in the state plus some other caucuses so it does require a commitment to go to a variety of the meetings throughout the year so i would just caution you on that last month i talked to you about the community of acts vaccine pop-up events that we were having with safeway unfortunately due to there was some people that showed up but it was not an overwhelming number on two different occasions they just indicated it wasn't feasible for them to continue so although we had some schedule in october november december those have been cancelled there's still plenty of opportunities for a community to get vaccines if they so desire within the community at the safeway or doctor's offices or whatever but we'll no longer be doing it we do continue to have the testing center uh at the high school however they have reduced their hours because there's not as great a demand as there was before um and so we just have that situation in terms of enrollment pattern is staying pretty strong from what we've had up up to this point uh in comparison last year we are up about 485 kids a lot of that is the lower grades coming back and and you can see the numbers uh fluctuating a little bit and our online and our new alternative school for the uh high school are are uh providing some some good numbers right now we have 49 kids or as of last friday we had 49 kids in the alternative school to high school and another 176 kids online so those help help us out you also have a breakdown by grade level and by the schools and by the cohort and all the patterns are holding from previously i want to let you know and recognize the business services department we were notified uh just recently that we were again recognized for the 2020 comprehensive annual financial report the district was recognized by the government finance officers association for certificate of achievement for excellence and finance reporting this is eighth year in a row that department has received this rating and in essence what it tells our community is that we're being we are following all rules and regulations when it comes to uh our budgets and so uh again everybody in the business department's done a great job and i know it was primarily into carl's watch but appreciate everything julie's doing to continue that i also want to let you know about our chamber orchestra and concert orchestra they were at a competition recently and received a rating of excellent um this only second time in history of school that the group has received a rating higher than good so i know uh they were very very excited about how they did uh it was just a overall uh great trip for them to the to the performance and in talking with the um judges um they just indicated that they were very very close to superior ratings so so that's nice to hear i've also listed a number of different um events coming up over the next over the next month and i'll just let you look at it next part the good part what we try to do on a regular basis at our meetings is recognize a variety of different employee groups and what we try to do is could i just interrupt for a second sure i just wanted to before you get to that recognition give a shout out to the business services department because since i've been on the board and it's now i think my i don't know seventh or eighth year they've had this uh recognition and it's goes for the leadership but also for all the employees in the district in the business services department and being a former accountant i know what it takes to get that kind of a rating and the kind of excellence that they need to demonstrate so i just want to say kudos to the business department thank you what we try to do each month is recognize our different employees there are a variety of different national days national weeks national months by different employee groups we can't recognize every single individual that that is part of these recognitions but what we try to do is bring representative individuals from uh the schools or the departments uh and call them up and and present them with a certificate really of appreciation for the job they do they're representing the rest of the people uh within their job description and so we'd like to recognize several different groups of of uh people uh because of when our board meetings fall sometimes it's after the fact so the first group we'd like to call up as our national custodians are exceeds amer custodians for national custodians day which was october 2nd and what i will do is call the people up and then read a little something about them so representing uh cta adrian nava now who's here some people are working so they may or may not be present ellsworth ricocio okay harman dominic's uh spizzano all right [Applause] ranch dana jewel [Applause] simon simmington michael ayala [Applause] the middle school david cameron and the high school annette gardoni really uh october 2nd is national custodial workers recognition they set aside to show appreciation of men and women who keep our schools across the nation running smoothly they're they're the work behind the scenes that many people don't see uh but they and they're often unappreciated for the hard days work they put in especially if we take a look at everything that's been going on with covet and everything else they've gone the extra mile to to make sure our facilities are clean and well maintained uh extra spray down of of high touch areas and all the things you need to do with coved they do it quietly like i said behind the scenes but everybody notices especially if one's missing and things aren't quite the way they're supposed to and we just want to say on that special day to thank them for everything they do for our community and for our schools because we couldn't operate without you so thank you so very much for everything dude we appreciate it very much thank you let's see the next group we have which was uh october 6 is national coaches day so we want some representative coaches to come on up and then i'll read something about them from the middle school and we're talking coaches we're talking athletic coaches there's the term coaches use a lot of different ways nowadays but from cms thomas chavez who does both baseball and basketball kyle leptic who does wrestling mitchell hood uh also wrestling [Music] jessica overall with volleyball [Laughter] [Music] [Laughter] jessica overall with volleyball and cassie olsen with girl soccer at the high school we have ed allen with volleyball [Music] linda collins with cheer steve larsen with golf [Music] again cassie with uh soccer and rick searles with baseball and for those you may not been aware back in 1972 president richard nixon issued a proclamation naming october 6 is national coaches day and it's for across the country for every community a coach organizes teams plans practice and training motivates players to strive to be the best that they can be but more importantly than anything else having been a coach myself they put in endless hours to work with the kids in our community they do it for very low pay more and more sometimes with a lot of stress and pressure because they don't perform in some people's eyes and who's get playing time but at the end of the day what they're doing more than anything else is demonstrating how much they care about the kids and their ability to go out work with their kid the kids and make the kids better and everything they do is just critical for the success we talk about comprehensive schools and this is an important part of what a comprehensive school is about you have some people up here that have been doing it for a lot a lot of years and their thing our thanks for what they do for our kids we can't extend it enough to just say you know having been on a coach sitting on buses and going on long bus rides and all those kind of things it is a labor of love so thank you very much for all you do for our kids we very much appreciate it and then we have another group of individuals we'd like to recognize if you're not aware this month is national principles month so i'd like to call the principal so that we can go ahead and recognize them at cta ms shannon schaffner at ellsworth miss santa dunker they don't know i'm doing this so they're all surprised at harman miss angie buchen [Music] at ranch miss sue cruz at simonton masseu pascal at cms miss laura ridge at the high school mr chris fairby and at the alternative school and and online school dr pat goolsbee and what i'll just say for for principles month um those you that may not be in education on a daily basis there is no tougher job in america today uh to run a comprehensive school and do what you need to do especially nowadays with all the competing situations you can block me you don't i don't have to be in the picture that's okay thank you very much um there is not a tougher job trying to trying to balance what the community wants the varying needs the very needs of kids and your staff the different types of staff that you have truly you don't know how much leadership matters until you don't have leadership and to see the job that these people have done the amount of hours that they've put in quietly again behind the scenes very similar to a lot of people in our our district but to try to do everything with covert we're talking about 18 months you're talking about weekend work you're talking about the emails never stop the text messages never stop they're out answering them they're trying to solve the problem right now we have a shortage of of staff members in any number of different areas and how do we how do we make sure that we have enough teachers for every classroom every single day and what do we need to do to when we have bus drivers or we don't have bus drivers when we have a trip for kids and how do we give an experience for kids it's close to near normal compared to what it's been these people do a herculean effort every single day you know three 12 months a year and so again from the bottom of my heart for these people thank you so much for the job they do your leadership is so very necessary in today's society so thank you for everything you do appreciate it thank you everyone [Applause] and that's my report for today all right thank you next do we have student of the month no we have a first of school recognition so we'll ask ms cruz to come up to recognize ranch elementary and some of the stuff that's going on at ranch elementary good evening mr president there it is good evening mr president or acting mr president not sure exactly what to say but thank you members of the board audience thank you for allowing ranch elementary to present this evening unfortunately three of our little darlings didn't make it tonight they were invited multiple phone calls of reminders but there must be something going on out there but nevertheless they're not here but i do have the teacher that's running the program tonight we wanted to recognize our el program which is our english learner program oh maybe we have somebody in nope not yet i was hoping they were showing up but if you're as old as i am the program has had many names you may have known it as esl english second language you may have known it as el english language learners well now it's basically the same program but it's el english learners so i have miss michelle rhodes here who is our instructor for that program she is on yep come on up michelle she is on our campus half of the day and the other half of the day she is at harman elementary doing the el program she has a very high caseload of about 50 some students right now that she's working with so the students just keep on coming in and we keep testing them and putting them into our english program english learner program so i'm going to turn it over to michelle as she gives you a little bit of background and also going over what the kids were going to share with you tonight thank you i have had the great honor to work in joe combs for two years now in 2019 the state of arizona adopted new el standards called elp standards which is english language proficiency standards the goal is to get our children as proficient in language as we possibly can we focus on reading writing listening and speaking skills to get the children to get to a proficiency level in our class we focus every day on how we can present our information is it orally is it written are we reading our facts we use lexia as which is the great program right now that was offered every monday and i support them and how they need to improve a lot of times my students are much lower grade wise than their peers but they love the activities they love being able to interact with the program so on mondays we support that all the way we show them their certificates we put them on their goal charts so that they understand that they are making progress on thursdays we do a program called reading a to z in reading a to z it is a program that allows children to experience science and social studies at very low level of reading it can read the stories to them or they can read it and work on the comprehension however they feel they can we do vocabulary quite a bit so that a lot of my students just don't know what that thing is and it has a lot of visual aids we also work with interacting with each other using complete sentences making sure that they're clear that they understand that they're not any different however their cultures are very important and we make sure that they're represented and presented in a regular fashion so that they feel confident and comfortable going into the classroom the classroom is a very important part right now in our new program in 2019 as the state adopted those new standards they also put out new recommendations as far as how to have the children come in sued indicated that it has been many different manifestations over the years it is currently a two hour program every day our children in the el program get two hours of instruction they get one hour integrated instruction within their gen ed classrooms their teachers are a huge part of their learning their peers are a huge part of their learning and for that one hour of time a day they use those elp standards to help boost their own curriculum where are they are they basic learners are they intermediate and almost ready to just soar with the rest of their peers or are they pre-emergent and need a lot more assistance then for the other hour of the day they come and see me almost 50 of them 50 some come and see me for very very intense targeted instruction we look at where are those children that one child those three children where are their needs being met and we make sure that we focus on those daily so that is where we are with our els program at both branch and harmon and i know the staff at ellsworth and all the other schools are doing all the same all right [Applause] michelle first off i would like to give you the apple award for being such a great instructor to these kids as you can see the kids love this lady they love her a lot she's right on their level she talks to them she guides them she gives them confidence builds them up gives them the strengths that they need and so i have to say thank you from the bottom of my heart for all you do for our el kids so stay up here you're not done yet i don't know i have a flower so you're not done yet don't leave you know me if you're going to go out you might as well go all the way so here's a certificate for you so you can hang up in your office that says certificate of appreciation has been recognized for being an outstanding educator very nice i would like to recognize two other people this evening that have made a big difference in the lives of the students at ranch elementary not just the students but also also the staff so if i could have namisha tajani come on up please [Applause] namisha is the academic coach at ranch elementary she's like my right-handed woman i'm telling you we have our minds we just sit down and we start pondering and sometimes we think exactly alike and we're like well what can we do for the students what is in the best interest of our students how can we get our teachers to turn something around and do it in the positive most inviting way possible because students and staff well i should say staff they're overwhelmed they're they're overworked right now there's a lot going on but we just keep pushing forward because we know it's what's in the best interest of the students so i want to say namisha thank you for all you do you are the hardest worker i have ever ever worked with you are just right there you cover the tracks you make me think you make me go beyond my expectations for myself because you are like well what about this well what about that what can we do next what can we do and it's like hold it time out take a little break for just a minute but she is fabulous and i want to thank her so very much so i have a golden apple for her the blue apple i guess i have a blue apple for you they're heavy so hang on to it and i have a flower for you and one more so don't leave and a certificate to hang in your office thank you so much you're the best [Applause] so all of these come as a surprise because i didn't tell any of them why they were invited to come tonight next i would like madison browning to please come up to the podium [Applause] i know she's limping today believe it or not she was playing with her students uh we were playing sharks and minnows at pe and my shoe fell off and i dislocated my big toe yes so injuries on the job but here she is so madison this is her first year at ranch elementary fourth grade teacher fabulous i mean fabulous teacher what what a still when i borrowed her when i took her from another school because she just fit the mold and i'm telling you what this lady has walked into ranch learned a little bit about modern teacher and she is right there she is all about rotations she's all about sops which are standard operating procedures she got a vision and a code going and she just hit the road and she keeps saying am i doing it right am i doing it right and i'm like you are doing fabulous the kids are in rotations they're learning individually what they need to be learning so i want to say thank you madison for being part of our team and i just i i can't wait to see what your kids are going to do this year they are really going to soar high definitely [Applause] thank you ladies i have the boxes also up here for you for your um blue apple award thank you all right thank you ms cruz [Applause] so next we'll have the student of the month and we'll go ahead and dr blitz has come on up thank you mr interim president board members online and present dr wyman thank you i i at every board meeting i thank you for the opportunity to be here and to be able to celebrate these fine her assignments while applying 100 percent of herself in her work savannah is a pleasure to have in class and at symington congratulations savannah richie thank you this is a great time for parents uh to be able to take pictures of your children and congratulations to you all right so we're just going to take a few minutes just to pause so pictures family pictures can be taken and if you'd like to leave after the pictures feel free if you'd like to stay feel free so we'll just take a couple of minute pause did we miss one oh yes you can yeah they're they're awfully heavy they're hard knocked out we were close no wonder you couldn't find it no i'm like i saw you looking through i'm thinking what happened oh that's okay congratulations thank you we were warm earlier now i'm like that was feeling more comfortable again if he's out there okay so we're going to start to uh reconvene the meeting so if everyone who's staying could please take a seat okay so why don't we get started again uh next on the agenda is governing board member reports does anyone on the governing board have a report um i did attend the uh um annual uh i can't remember what it's called legislative delegate as well again thank you on september 11th we got through the entire agenda that was a new record we typically get through about maybe half but it was uh enjoyable to go and we did get the opportunity to participate in the legislative process so it was a good experience appreciate you helping us out with that thank you any any other reports from uh research ad okay so i have just a short one um asba is sponsoring a four-part uh budget seminar through the first three parts are a webinar and the last part is to be presented at the asb annual meeting in december the first webinar was this afternoon from four to five so i was a participant in that and you know i can't get away from anything having to do with numbers so um as much it was boring for most people i found it kind of interesting but there was really nothing to report except that it just gives background information on how school district budgets are built that's my report do we have any public comments no we don't no public comments okay uh next is the consent agenda and the consent agenda is just a way to group together things that are more mundane and commonplace into one large vote but we're certainly able to pull out anything that anyone has a question about to talk about on the consent agenda so is there anything anyone on the board would like to pull out and discuss separately on the consent agenda i took a look at it i do not have any questions on it neither do i uh chad or lisa great so then i'd like to entertain a motion to approve the consent agenda yeah i moved to present the consensus consent agenda as proposed okay we need a second high second at least a second okay so all in favor please say aye aye aye all four okay it carries four to nothing next i'll just move down here so now we're into action and items and discussion items and the first item is discussion and consideration of approval of the 2021 j.o combs unified school district annual financial report ms clark members of the board dr wyman members of the remaining audience action item 8.1 is the annual financial report and the school level reporting it's the arizona statute 15904 i know you guys enjoy me telling you all these statute numbers um it requires us to prepare the annual financial report and submit it i apologize if we can get this turn there we go um asks us to prepare and submit a governing board approved financial report no later than october 15th to ade what this slide shows you is what our budget was last year for just the maintenance and operations funds that we receive from the state and how much our expenditures were the nice thing is i can tell you that we were down 2.2 percent in our expenditures from the prior year that's actually pretty interesting when you look at we actually increased our salaries and benefits to our staff by more than three percent the offset came from the purchase services and our supplies which were down and some of that is attributable to the esser funds where we were able to relocate some of those in the approved allocations this is information found on page two of the afr just a further breakdown so that you know again on page two of the afr salaries and benefits attributed to 85 percent of our overall spending so what the state is providing us we are getting that into the hands of our teachers and our staff purchase services contributed to about 3 million supplies were about 680 000 and other others usually are fees that we might have to pay for something we showed that 69 and a half percent of a m o budget went to our regular ed students almost 25 went to our special education students just under 5 to transportation and then under one percent to our k-3 reading program specifically of course mno is not our only spending that we receive there are other funds such as our classroom site fund those expenditures are on page three of the afr which are over 2.2 million dollars 100 percent of that goes into the salaries and benefits of the staff of the teachers the unrestricted capital outlay that's uh populated on page four of the afr shows that we had a million over a million one in spending i can tell you that 71 percent of that went to chromebooks and instructional software that's benefiting our students and our teachers eight percent contributed to additional instructional aids that is helping our students and 21 percent went to the facilities in construction to help make sure our buildings are looking great the next program is the federal and state projects this is a variety of funds this could be our esser funds title funds idea cte various grants of that nature if you review that page you may notice that some of those show negative amounts that's simply because some of these programs do run until september 30th and we're just waiting on reimbursements to come back in but that's not unusual the other category or the other funds that you see that's 2.9 million that can be a variety of funds that we have such as tax credit contributions donations funds that were expended out of our auxiliary operations or our student activities accounts our bond proceeds we are going to be talking about that in the information item 9.3 but just a quick overview the bold or the darker line shows you what our proceeds are on the three different bonds that we have out the high the lighter blue the top bar shows you what we've spent and you can see than each of the different bonds we've spent almost all of those funds and again i'll go those in more detail in information item 9.3 one of the things i want to point out is the school level reporting those were uploaded onto the agenda item the school level reporting is merely the district's afr that i've just covered and but it's broken down by sight this is a requirement that started a few years back by president obama under the every student succeeds act our allocations are consistent with what we've done in the past meaning that we've allocated expenditures to the sites based on the student counts the square footage the meals that were served staff ftes or ridership but we did make sure that those remained consistent as we did in the prior year so that our reporting to the state is consistent year after year the other item that i'd like to point out is our food services they did a really great job serving over 520 000 meals and snacks their beginning balance was 763 thousand dollars just over with the revenue and their expenditures they actually brought in more money reduced their spending and they're going to be carrying forward a little bit higher balance than they did in the prior year that is a quick summary of our annual financial report in school level reporting are there any questions about the report than what i will mention well actually i just have a question and a comment you talk about the 85 percent for salaries and benefits and that's exactly what today's uh webinar said that most school districts are in the 80 to 85 range so we're we're right there and the three bonds that you were talking about those are the bonds that was approved in the 2016 election those are just sales of the bonds at different periods of time correct that's the 2017 18 and 19 bonds thank you the only thing that i will mention is that this board or the afr must be governing board approved with signatures since we don't have a quorum on site i'll be loading that up to docusign and i'll be sending that out if you could please look at that first thing in the morning so that i can meet the requirement of loading to ade by the 15th 15th is friday just roll on the same page okay send me a text i did have a comment from yes we have a comment chad i said thank you for such well-prepared reports thank you okay any other comments or questions okay then i entertain a motion to uh approve the annual financial report i move to approve the 2020 2021 annual financial report as presented okay in a second a second second by lisa all in favor did we get chad as well okay so it's eyes have it four to zero thank you yeah oh yeah actually don't get done with me i have action 8.2 for you we have the uh fiscal year 2020 capital plan yes sir in accordance with arizona revised statute 15-20-41-b agenda item 8.2 presents the fy 22 capital plan to the governing board for approval and submission to the arizona school facilities board the capital plan identifies projected october 1 2021 enrollment our adm projections for the next 10 years and residential development information within our boundaries this information becomes the basis for the eligibility analysis for the funding of new schools in the future with the assistance of arcadis capacity projections for the k-5 6-8 and 9-12 schools are attached to the agenda item for your review the attachments consider current enrollment new homes projected new enrollment and all of this is compared to our building capacity and our minimum adequacy capacity limits to estimate what when our capacity will be reached please note that when i say k568 those are sfb requirements although our facilities are not in that we did edit the numbers so that we could comply with the standard of reporting the projections show that based on our eight enrollment we will reach capacity in fy 26 and our 912 will reach capacity in fy27 now that being said we 2021-10-14 Hampshire County, MA YouTube / ARPSTube Channel transcript source: youtube Wildwood Open House Welcome · passage 1
my uh wire okay where you did it you did it i did it oh my gosh we are live here at wildwood welcome welcome welcome to the open house everybody welcome wild woodians how does that sound this is our chance to experience our family together we're all going to be able to learn more about school learn more about each other this evening i'm so excited for tonight nick me too me too so good to be here welcome out there in wildwoodland in the way let's just pause and celebrate just the fact that we are all together that even though we are doing this in a different way virtually that we have celebrated six you know it's six weeks plus a few days of school in person our entire community so i think it's important to pause and recognize all of the effort that our staff has made all our families allison and especially the children oh my goodness their resiliency their ability to wear masks most of the day they do a great job of following the rules we've been able to keep each other safe in this very strange time and um i'm just so proud of everyone and the joy that they bring to us every day so we're just going to talk about a few things right allison and then set people on their way so one of the things that we've been talking a lot about really after the in the middle of the pandemic excuse me and in this coming back together is how we're reimagining school and we've had this conversation with our staff even with our some of our students and with all of you what have we learned what do we want to keep from the way we've been doing school and what new ideas do we want to try out and allison's cat is there and one of them is really thinking about you know the human connection and how important that is and how important that was when we were remote and so we're looking for ways in schools for us to just strengthen that connection between our staff and our students our students and with each other and also we're enjoying nature and being outside and how can we reimagine recess and finally how can we promote deeper learning with real-world connections through project-based learning yes all of those things are part of what we are working on right now in this school year and when we think about reimagining schools i don't want you to ever think that the social emotional aspects of how we support each other and help you each other be together in a supportive way that is all integrated we are training and continuing to dedicate time to circles within our school community so that we can ensure that our social emotional health is integrated with all these efforts for deeper learning and for our recess to be improved and we don't see as that being separate from learning because academic learning works best when people feel happy when they feel a sense of belonging but it's not separate so you're going to hear about this when you go into your classrooms as well and you'll hear about some of the learning that's taking place in your child child's classroom and then have an opportunity to set up a parent conference to hear more about the individual child and express your goals and your hopes for your own children i think we might have some visitors here nick who need to share a message with our school community so one of the ways we partner with parents is with our dynamic parent guardian group the pgo and they are really eager to support us and all the ideas that we have for wildwood so without further ado allison let's have a little drumroll let's welcome brother wow nina welcome welcome welcome welcome these are our co-heads of the pgo nina and christine and they're going to talk to you for a couple minutes and about some of the work the pgo is doing so take it away we're going to remove ourselves from the stream so you get your wow wow well thank you um and then allison i uh i hope that you're taking this time to queue up the video um we um have several speakers um my name is chris lindstrom and i'm one of the co-chairs of the pgo and um thanks for uh all the support every parent and guardian affiliated with a child at wildwood is a part of the wildwood pgo and we have had our ups and downs over the past 18 months as school has gone up and down but the community has been steadfast and it's been fabulous um so without further ado i'm going to um uh allison hopefully will cue up a video from our outgoing treasurer laura hunter and um nino will uh close us out for the for the evening but um thanks so much and please get involved go ahead hi wildwood family my name is laura i am a parent of a current sixth grader and i've been a wildwood parent for seven years now i have also been a class parent which i'm going to talk about really briefly for six years and i am the treasurer of the wildwood pgo which is the parent guardian organization for wildwood and that's why i'm here to quickly tell you about the pgo so the wildwood pgo is made out of everyone who is a parent or guardian at wildwood so that means you you are a member of the wildwood pgo and our mission is to support equity and curriculum enrichment and in general support the educators so that the students at wildwood can all have the best possible experience that we can help make them we fund all kinds of programs and activities we fund visiting artists we fund field trips some of you may remember the library project that ms wells developed during the covid last year where she stuffed thousands of books into thousands of backpacks and pgo volunteers helped deliver those backpacks to children in their homes and also funded the project we also provide funding for teachers educators of all and staff um so that they don't have to spend their own money on things that the district just isn't able or doesn't pay for so we need your help we are a all-volunteer organization we need volunteers for all kinds of different things big small doesn't matter we would love to have you participate and join us and we also are going to be running a fundraiser in the fall and the spring as we do every year so please just go to this website and thank you so much for your time and listening oh last plug we need class parents we still need class parents so a class parent their job is just to work with the teacher and make sure the teacher has everything they need to be successful so i'm going to make one last plug for being a class parent um it involves creating community at this time when it's hard to do that and we can do it in really fun connected ways and we chris and i and the other pgo members are there to help support you and having ideas and doing things just go to that website here it is again wildwoodpgo.com and you'll find a volunteer link there and we would love to work with you so thank you guys and thank you nick and alison for doing such a beautiful job and enjoy the rest and here's my kid walking in bye that's us signing off oh there he is there we go oh that's not my kid come here i love it that was perfect so uh nick is going to get added to the stream right now hi nick hey thank you thank you all right so allison i noticed that we're running a little late so it's i think it's time to send people on their way we need to get people on their way so nick are you going to put it into the chat the document that you had i'm going to put as a link i think is that the way you want to do it or the whole thing it's in the chat you can put it in however you want and then i know that you sent it in an email as well trying to make sure there's multiple ways to find this information right so what we try to do is divide it up into times when you can be with your teachers and also times when you can watch videos from all our staff our creative staff so this is the this is a link for the schedule and you can click on that that will take you to seeing where you're supposed to be so right now it's k one and two families going to their classrooms and that's between now and then 6 30 i think it is and so you click on that link you'll get to join through a google me and that's a live session with your child's teachers and then you also have your video links that will be available also in that document to the different teachers who work with children through intervention through special education through uh arts team you know it's just everybody who's having a chance to get a chance to interact with you this evening and then you have the older kids who come up and then yeah then it goes to grades three and four and then another recorded session and last but not least grades five and six and feel free to watch the videos with your children i'm sure they have things to say about the teachers that they see every day and last but not least allison people can take a selfie a family portrait and then send it to joyce goodin at goodinejrps.com we'd love to see your selfies so i think we should let people go especially k1 and 2 families so okay you'll be able to find the link on what we sent out i'll put it into the chat again there you go and that will have links to go to the google meets again the google meets are live so awesome have a great evening bye bye everyone don't forget to sign up for a parent conference wwe strong yes that's us wildwood have a great night everyone we'll see you later all right enjoy take care

call this um policy meeting to order this uh yeah roll call please mr grippo here yeah this helen is absent mr chairman you have a forum thank you uh all right [Music] okay um is there any public on the policies we'll be reviewing this evening seeing none i will continue on uh so up first is our review a review on the uh i guess an updated policy of the student hazing bullying policy 5131.911 um would you like to i guess begin the review there sure so we knew that the law had changed on this as you as you both know and so we've sort of been following that and what we have in front of us is the cave policy which jeff has suggested that we may want to take a look at and then move that forward because his feeling is that the cave policy covers those changes that need needed to be updated in hours so it's a lengthy policy tim we were chatting about it before i don't know if you want to bring it up on your phone or we can get a hard copy do we have a hard copy i don't have i don't have the school email no no usually we have the screen and we can kind of look through this yeah but i'm happy to give you my computer if you want to email him you can that might work um so at least while we're getting that squared away so it appears that uh so we did a lot of work on this policy in 2019 to kind of get it updated and uh add a few of our own things um and so this looks like and we knew during the discussions at that time that there was legislation pending [Music] to that we knew that they were going to add things perhaps talking about adding changing the definition of bullying and also i think what other things they're going to do perhaps there are some sections about suicidal ideation in there perhaps and it looks like maybe they have added these things because there's a date of june 30 2021 in here um so i don't know so i think while you guys were working on this the policy was out there but it didn't need to be in place until 2012 so you really had all that while you were making those changes yeah right because a lot of that was already on the table was already discussed yeah we had added going through at least the the high level summary of the what was i think 110 page bill um that a lot of the uh additions that the legislation made we had added already in 2019 um i think but definitely one of the things we didn't add was to change to change the definition of bullying from exclusively student to student to it looks like this is adding non-student i don't know if it's specifically teacher or if it says non-student in here um i don't believe it specifically calls out teacher okay i think it just means that it can encompass you know but let me i'm looking at under the definition here see and um oh you had one or oh all right all right school so the definitions here are the are as they are defined in the legislation i'm assuming okay so definitely like to read through this one more time since i read it today um not knowing what was new and what wasn't new um i see a lot of improvements and a lot of stuff that we already had which is also good news um i guess the the one question i had and i don't know if you can answer this or not was in there was the there was a clause in there about developing plain language for when there is i guess any an event between two students or between a student and non-student and about the results of the potential penalty for whatever occurred and it wasn't exactly clear and i know we've had extensive conversations about ferpa and whether or not this law would try attempt to bypass any of that because as we know that was a a very big stumbling point the last time was that it was a frustration point because we couldn't do certain things we couldn't inform people about things i just wasn't sure if this is saying that we can now inform the other party about what happened because before it was restricted that even the other party couldn't be informed what happened to the i guess the accused the aggressor yes um so it wasn't entirely clear what in this language here that if that is the case or not let's take a look at them because i i think we can find that in here what do you think yeah i mean no if you could do a quick you're the one with the laptop so you might be able to do a quick search there we definitely have some new definition of emotional intelligence i'm pretty sure we did not have that in our policy so tim um so you weren't here in 20 night or you just came on in 2019 right when did you come on less than two years ago less than two years ago okay so you weren't here for this um uh so right now i'm conflicted so whether or not to move this on to a first reading since we're unclear as to which parts are changing we know that parts are going to be changing let's say we just table it it's not clear what's changing yeah i don't think it's i mean is there a rush on this right now only that we have to have something in place that we have to have something in place because of the timing of the law so when we do have something important what's that what's that moment in time when we need to have something in place or has it already passed i believe it's already passed all right so i mean if it pushes out another month i don't i just look at it and i say there's good intention here but i don't think we should be you know i think we should wait till we know what the changes are yeah because it says board of education january 1 2021.

two classes of five reports see five reports with two parts each about topics we said we were interested in and might want to be referred to you know one might want to refer to it so we've got some of the baseline work done that also we could think about in terms of what we wanted to do next um the crew study group that pam is a part of judah is a part of and i'm a part of i think that's all oh and aisha we're looking at returning um people who are formerly incarcerated or have been charged with crime and what we can do to help that might be that might be something that we would also be a bad piece of work that we do so there's lots of things that come up that become bigger than we thought and become projects but i thought perhaps we would want to come we would want to agree that there's something we really care about ourselves and we want we want to make sure we devote some time to it and that's what i was hoping we would come to in this part of the meeting and this strategic planning meeting although we didn't get that far you have any thoughts about that or you just want to end the meeting now we can do that too you went in the meeting now it's okay um i mean i do think that if we are serious about focusing on some of the city-related issues of that we talked about um making sure that you know things are copacetic in the city from a human rights non-discrimination point of view that will take some work um and some attention um the the other issues i mean you know we the housing work that that keita and leslie and i started working on and and i mean i'm interested still in taking part in the in that equity group that the planning department is trying to put together and include us in because i think we can have hopefully some real impact on city policies and the planning process um making sure that to the extent possible the new master plan you know undoes some of the old wrongs um that we started looking into so that's important to me um the the equity analysis i think will be uh will move uh the way the city uh looks at those issues forward right yes i mean we certainly need to be informed about that and i mean if you want i can contact the woman who contacted us as far as i know there was only one meeting right that we were involved in a planning committee yes commissioner right the equity committing committee of the planning department or something like that is that what it was something i i would like to attend the next meeting right yeah if there's been one i i don't know so let me let me look into that okay make sure that we're still included in anything that's happening okay i did tell them that we wanted to be included so but i don't think i heard from them it's been a long time i think yeah so things may come up how do what did you think about was it helpful to hear what was going on elsewhere for example in this meeting to have to have a agenda item about council and about one of the subcommittees we know we were interested in was that help was that part helpful and maybe we can include as as things come up we can include more ways of looking at how it's an awful lot of change going on a lot of people look focusing on change so maybe we should just wait and see but keep ourselves informed is that straight margaret bell okay i i want us to stay relevant and um involved where we're needed and just informed if we're not and and have people have the opportunity to join things and report to us so that we just keep informed stay informed that fair in that case would you like to make a motion to adjourn or are there any comments that you want i guess we have commissioner comments first people want to say something at the end of meetings lastly just uh um what are some action items that we may want to identify for our next meeting that we want to have a report back on i know the facial recognition i think is one of them you and i talked about for the contractor compliance report the annual why should we do that we should do that um i didn't even send that i can't we can't do that yet yeah and for those who may not know annually we re leslie and i have tasked ourselves with um working with colin i can't think of his last name right now he's the purchasing yeah for this city um and together we get a listing of all of the contractors who do business with the city um at one point pre-pandemic leslie and i took it upon ourselves to um visit a couple of the contractors just to see if they had the poster the ndo poster prominently displayed the i visited two places i think leslie did sadly neither of them had it prominently displayed earlier in this meeting at all yeah earlier in this meeting you had indicated there was some pushback from the city attorney that city attorney is uh retired and margaret read upon in a private conversation um expressed that she didn't have an objection to us visiting um the contractors so leslie and i have said we're going to visit some contractors and see if they have it displayed and include that because i work maybe not ironically but not surprising uh the purchasing manager who submits the report to the city with our input the report always states there's no violation well they haven't verified it so of course there's no violation just fyi it's true true okay and yeah you'll get that next month also that report any other commissioner comments statements questions honestly this thought just kind of occurred to me i was wondering if we shouldn't we as a commission shouldn't insert ourselves into um at least inviting or making our how do i say this nicely um offer our services for some of the personnel issues that we know are going on that the council is dealing with just as an independent body is why we in some respects have the independent police oversight commission that is now in place um you and i have talked and for the benefit of the others i'm privy to some information most of it public knowledge but i'm sure the council representatives are more um have more detailed information but um the city with certain positions the hr position the city administrator now we have the issue with um the acting city administrator sustaining a complaint from the newly hired hr director my thoughts i'm thinking out loud here are in um offering our services to assist um in those searches if you will it's a concern that i have had for some time with how the city tends to go about making selections of highly placed positions i had this same conversation with john fournier when the search firm identified three candidates to fill the police chief position and my concern has been expressed when in the crew meeting with these county prosecutor of how they go about recruiting to fill positions in the city um kind of like not so much an oversight but just input all of us bring something to the table and we present with certain expertise not saying that there's anything wrong or a miss but just offering our services saying you might want to run that by us just to see what we would come up with that might assist you in um making some decisions relative to these positions i've long been a native of ann arbor although i've moved away and lived in other cities and states but i think i know ann arbor pretty well and i've seen this council the the city itself literally two people up and spit them out the police chief position is one of them they've run through people like you know i won't even use an analogy a lot of people have held that position um they've done the same thing with the administrators those of us who've been on this commission we can probably count at least three or four that we know of who've held that position and now they have yet another one so i'm a little concerned with just how things are playing out i'm just saying offering our services to assist the city towards success and i'd like i'd like to do it even if no one else joins me i agree i agree i think that it's um it's very interesting i i also um when travis said that um that it was you know that there was an independent investigation i i thought to myself it's interesting that they would do an independent investigation when they have a human rights commission that investigates it they our job is to investigate human rights discrimination complaints that that's our job that's interesting yeah and historically what i've seen whenever they call for an independent investigation there usually is one person who is making that decision for that recommendation in this case i believe it's the current city attorney who made the recommendation to do the investigation when robert wilkerson the robin wilkerson situation came about not that i had anything against uh steve postema but he made the recommendation for the attorney that did the investigation my personal opinion is that that should have gone outside it should not have been anybody involved it's done but i'm just saying i have worked as many of you know for governmental agencies and it's no different than the police policing themselves you absolutely do not need anybody who is directly or even indirectly involved doing these investigations that paints it in my opinion and i'm speaking very strongly here because you have some connection and i'm not saying that there's anything amiss or improper i'm just saying that it has the appearance that it is not clean and so to avoid even that assumption or allegation or thought that you should have an independent person who from that has no connection to anyone making that decision does anybody have problems with are making an offer that people could take or leave or do what they want with i absolutely understand the inclination for us to make that offer i'm and i'm not opposed to that by any means i more so just want to hear from travis or elizabeth if they feel that they would be helpful or just generally their perspective on us offering our assistance also as just a note i'm even unsure of what it would look like us offering our assistance as somebody who's new on the human rights commission i'm unsure of what that process would even look like or entail so any perspective or insight is valued i can imagine a lot of different ways that would be [Music] not i just like to express appreciation for panelists point it's a real one and um i i'm trying to i appreciate aidan's point as well because i'm i'm trying in in how these situations are framed to us um quite frequently it is less about the perspective or the independence or it's framed as this is the expert opinion that will be followed and it will take the expertise of the like into pamela's words like the one person who's picking the investigator oh well it's the expertise required to pick that person who will do that you know that we're sort of in this hamster wheel of oh well we there's not space for that extra perspective because it must be expert and we have framed expertise in this way um yeah i i i can sort of predict or imagine how how that would be how an offer like this would be received and yeah it's tricky sort of smiling i think she kind of knows what i'm getting at it's like it would be true i think that there's also i mean i think to to that i think the question that diana raised i mean there there are also i mean particularly when we are dealing with issues of a personnel complaint um it is going to likely always be kind of that internal process and unless an independent investigator is hired like in this in this most recent case um it personnel complaints in particular they're just generally not going to include kind of an outside body and in some of that um and so so that that's kind of that process um i i think you can certainly you know make the offer i i don't know i agree with aidan i'm i'm not entirely sure what that would look like and so i think depending on what it is that you're hoping to provide assistance on and things like that i think there are certainly ways that we can do a better job of you know to to your point um about kind of the hiring process and things like that i think there are better ways for us to do public engagement around some of these bigger pieces and i think that that can include you know inviting commissioners and things like that to to these opportunities to um to meet folks and provide feedback as well i know that um during the last administrator search you know before i was on council i was asked to be on a community panel and that was kind of the replacement for that that formal meet and greet and i um i don't entirely know like how that group was selected in in its entirety right like i was one of you know 30 people or something like that and so so the the way to make sure that we're including you know different folks from commissions who might have relevant perspective and things like that um is definitely something that i think is advice worth worth providing um and i would say i i think you know [Music] um your your staff liaison and and attorney rad above who you work with often are probably folks that are good places to start to have those conversations and see what that might look like and and what that type of um offer might might be and i'm going to add on to my original comment as well by saying that i fundamentally agree with everything that you said pamela as well and so i do think that even if we are unfamiliar with the process and and to plus one to what travis said we should make that initial ask because i agree with you that i do think that fundamentally despite whatever you know legal framework is in place it is a responsibility of the human rights commission to be involved in some capacity now it's more so just identifying in what capacity we are allowed to be involved in um and so i think that is absolutely something that you should pursue pamela know that you have my full throat and support in that as well right put it on me no problem i wasn't suggesting that we take over the responsibility i was simply suggesting that we insert ourselves into the process we have enough to to do on our own but i'm just saying we should be included in that process and i'll give you an example when um and i've shared this i think with others when they were doing the search for the police we were presented with the feta complete this is it these are the ones that we're going to consider for this opportunity and i asked john fournier i think um howard was gone by this time howard lazarus the former administrator i said okay well what questions did you ask can i see the questions can i just see the questions and he said no i go what do you think i'm gonna do with them publish them i just want to know that you're even asking the right questions to get to where you say you want to be and i'm not doing it because i'm judging you i just want to see what you're doing having worked for governmental agencies and they they asked diana will know this we have questions that are validated and this is when i knew i was talking with the novice who didn't have a clue as to what i was talking about i asked him one question are the questions validated okay and and for anybody who's in governmental work and and knows that you know this these are universal questions that have been proven if you will to elicit certain responses that gets you to a certain point and of course his response was well yeah they're validated really anyway my point is i'm just saying as as as diana eloquently stated this is one of our responsibilities and we are responsible for holding the city accountable for being what they say they are an equal opportunity employer who does not discriminate on the basis of blah blah blah and all we're saying is let us look into that because as we all know the definition of sanity is insanity is doing the same thing over again and expecting a different result and that's what this city keeps getting and i'm concerned as a citizen where we're just constantly going through bodies in these positions and now we have some infighting going on and it doesn't bode well for our success as a city so i'm just saying i'd like to see us insert ourselves into that offer our assistance i'm not suggesting in any way that we take it over and ironically when council wants us to do something then they do dump it in our lap which is when they told us to manage the process for establishing epoch well if we're if we're astute and and competent enough to do that then surely we're competent and a student enough to do the same thing for these other issues and other positions and that's all that i have to say on this i don't want to prolong the meeting but you all have heard me i'm off my soap right now so we can move on oh wait i was about to jump on my soapbox oh no i'm just kidding um i was just i i guess what i was also going to add is that i agree with you and aiden but i would also just add that we were not appointed to the hrc with no experience we are we are very educated people with a lot of experience a lot of experience and diversity and inclusion and law and fact-finding and um so this isn't our first rodeo it isn't our first time looking at hr issues or um you know claims of discrimination and investigations so i guess that's kind of why i find it interesting um and i'm a little curious as to why we don't aren't in more involved and i i guess travis the thing the thing that i i find interesting or the thing that i found interesting about what you said was the word you used was they were going to do an independent investigation and when someone uses the word independent that to me means that they're going outside of their organization to hire somebody to come in and do an investigation that's my interpretation that's that means something different to me than an internal investigation which means they're getting somebody from within hr or within the city to do an investigation i think it's a waste of taxpayer dollars to go and spend money when you have an hrc of very well qualified very smart people who do this kind of thing all the time and if if that's really what they're doing if they're going to hire somebody to independently come in and pay them to investigate what the assistant hr person did i think well that's interesting when they have the human rights commission um if that's really indeed what they're doing if that's really what you meant an independent investigation which is different than an internal investigation the other the other thing is that the investigations that have been done have all been through the league through law of the legal investigations in human resources there are other kinds of investigations that is that are also important and sometimes more worthwhile than just the legal although of course you need to know that the process is legal and you need to know that no law has been broken and it has the other client other thing that the hrc brings to the city um is we don't work for the city right we don't get paid by the city i don't get paid by the city i'm a volunteer so can i say that the offer is on the table and certainly it can be used anyway but i think is that is that fair does anybody have a problem with that i don't know what it means we won't know what it means in case somebody says yes but [Music] i think you heard the argument [Music] okay anything else before we close um thank you very much we need a motion to adjourn i motion to adjourn second all in favor aye thank you folks have a good month see you next month i know good to see you all take care you too denise thank you thank you you

2021-10-14 Pinal County, AZ YouTube / J.O. Combs Unified School District transcript source: youtube J.O. Combs Regular Board Meeting 10/13/2021 · passage 2
uh what we have here is you remember last two months you did first and second reading for all the policies related to statutes that changed as a result of last legislative session one of the questions that came up coming out of the state budget was lawsuits against the state for what they did in terms of the state budget the law says you have to have a single subject matter and it must be incorporated in the title of the bill and there was any number of agenda or any number of items within the budget that more than likely had nothing to do with the budget itself in the state the two examples and the first lawsuit which has been ruled on by uh school groups would be uh mass mandates and mass and vaccine mandates uh nothing really related to budget there but they were put in along with a lot of other things the judge ruled and although it was ruled in in maricopa county uh the superior court judge catherine cooper ruled that there's parts of the house bill 28 98 which was the budget bill are unconstitutional and void therefore all that was not all it was some of the things that were approved the last two board meetings you now have to rescind asba has decided to take the tactic of they will rescind stuff if this gets changed on appeal by a higher court then we'll come back to first and the second read now for rescinding you only need one read whereas if you don't adopt you have to do a first read and a second read so yeah effectively in uh sections 712 through 715 are specific policies that have to have language removed from them uh because of of the judge's ruling and uh 700 is an entire policy if some some districts had not got to adopt them yet but since we had we will just strike all of 700 completely and so it will no longer be in the policy manual so i would recommend rescinding these policies uh given the the judge's uh uh ruling questions about that question so dr wyman just for clarification the judge ruled not on the substance but on the process is that correct yes my knowledge is on the process that that that they did not follow what you're supposed to put in the in the budget bill and the single subject matter uh there are the the lawsuit brought by the uh i'll just say school plaintiffs uh there was a couple different groups focused specifically on on the burb the brb that makes up a portion of the the budget that only impacted schools there's a second lawsuit out that on the on the budget that's more related to towns cities and towns and so there may be another ruling that per se wouldn't affect us but may solidify this judge's ruling i'm sure that in both both cases those will be appealed if it if it goes against what um the legislature should be the legislature has been doing this for years um and it's just kind of the notion of scope creep it just keeps getting bigger and bigger and the impact this year became more politicized than maybe previous years and so what may have been approved with the winking or not so to speak people said enough's enough this year and so that's why there's two lawsuits this is just the lawsuit related to school districts but there is a second lawsuit out there that i'm not sure when they're ruling on okay all right thank you any other questions comments all right then i'll entertain a motion i move to rescind um policies seven hundred and seven twelve through seven fifteen okay in a second i second it thank you lisa okay any uh other comments no so all in favor say aye hi hi hi we got all four okay and it passes four to nothing okay next is item 8.4 consideration and discussion of approval and acceptance of real property donation of land by the wales ranch llp yes this is the item that i had last week or last month that they that the royals ranch llps that we postponed uh this is a situation where there's new development going in north of comes road between kenworthy and schniff given that as well as the where farms property that's the south of of combs ranch we've been working with them for several months now about rooftop fees and land donation for a possible school based on construction initially they had donated a piece of land that would be probably about the midpoint of that particular development and they had asked if they could potentially move it to a different location so initially we said yes their concern was to then pull it off the agenda so they can figure that out our concern with the land uh is it would be located close to where there's a uh a deep pit uh quarry pit from i think the original uh gravel uh that they were pulling out of there and the only concern was that we had to make sure there was a safety issue there because obviously uh that might attract young kids uh to it uh they went ahead and had several meetings in in in their conversations uh their decision was to go ahead and move it back to the original place so we're back to exactly the same spot we were last month uh what this says is there'll be a donation of land and when we do a donation of land then instead of the 850 dollars per hour rooftop fee it becomes 550 so that'll be the rooftop fee uh we did have a conversation i spoke with um uh mrs hargis to get a little bit of uh background of what we've done in in this community when it comes to naming uh schools and their request has been that the new school when it's built uh uh would be named after uh the landowner mr jim i think his name is james jimbo wales and we've agreed to that so you'll see that in there so when you approve this just know that the naming rights are already there what's the final name of the school and all that i don't know but obviously it'll be in his name so is it jim wales elementary or is it his full name or what we'll work with the family to to uh respectfully uh uh honor uh his legacy in our community when we get to that point so i would recommend approval uh as presented okay any uh questions or comments from the board are we gonna remember that when it comes time to build the school yes yes and based on that well we will make sure we will make sure we would remember that yeah i mean what if you're gone and we're all gone i mean no way it will be cast in everything we do trust me we'll remember we'll start putting stuff on actually what we'll do just so you know because the land because the donation we know where the land is um we'll just put a note of it new elementary school parentheses um wales elementary and then that'll be a reminder we will not forget this okay any questions from our online members no no all right then i'll entertain a motion all right i moved to approve the acceptance of the real property donation of land by wales ranch llp as presented okay in a second i second okay we have a second all those in favor please say aye aye hi we got all the eyes okay so all four of us so it passes four to nothing next is item 8-5 discussion discussion and consideration for approval for the proposed aspa by-law change you know this is a bylaw change that the the asba's been working on for any number of years uh their other bylaws indicate what they have to get for a vote and so it's always a lot of times this this particular item is not approved not because there's not uh the positive votes for it but they have to meet internally within their structure uh two-thirds vote of all uh asba board member boards and so it's if if you don't get all the boards taking action then you may not meet uh that reflection it's really just to take the hispanic native american indian caucus and split it into two different caucuses so that on the asba board of directors right now the way they have it set up is a hispanic representative sits for one term and then a native american uh representative sits the second term this would be versus the black caucus which has an individual that sits constantly so they're just trying to divide up into two caucuses independently therefore each would take a seat on the asba board of directors and that would just add one additional person to the board of directors it is a consistent uh request and approval by asba's board of directors however they handle that that measure and so what the purpose of this uh particular agenda item today is is for the board to decide whether they're in support of this by-law or not in support of the spy law and that will give me the specific direction i can vote online deanna can a board member can but i've just put it down as you tell me the direction you want in terms of a vote and then i'll go online and vote yes or no based on whatever the board says so that's kind of what this whole agenda item's about so basically it's adding a seat to the to the board yeah questions or comments about this agenda item no any anything from our online folks no all right then i'd like to entertain a motion i move to approve the change to the asb asba bylaws as presented in a second hi second thank you lisa okay all in favor please say aye aye hi hi and we have chad okay so it passes four to zero okay next item item 8.8.6 discussion and consideration of approval of retention stipend if you remember when you approved the budget for this year uh we had several different stipends within the budget um uh that we're gonna move forward with uh this is using esther funds this is directly what essers was just described or decided to do which was to help retain attract and retain uh employees and so we said we would go with a one percent stipend for all eligible employees those eligible employees would be those employees that were working with us at the end of last year and who came back and are working for us as of september end of september this year and so uh this is just an approval of of those individuals and the amount they will get so i would recommend approval as presented questions or comments no no anything from our online folks nothing okay then i'll entertain a motion please all right i moved to approve the one-time retention stipend for all staff as presented in a second i second thank you okay all in favor please say aye aye aye all four okay it passes four to zero next is item 8-0 8.7 discussion and consideration of approval of the jail homes unified school district hearing officer list for 2122.
