he's looking deep he's going to try to come back to that side of the field it's going to be brought down by carter hicks coming from behind making the sack and another loss on the play see whenever you force him to throw the ball a lot yeah this team's not really used to throwing the ball a lot so whenever you get up two scores like this it forces that team to have to sling it and with the 6'4 guy like that carter hicks running after you there's not much else you can do then take the sack or throw it away and he took the sack third and 14 coming up for the panthers they call timeout on the field and it looks like eagles are firing every which way they need to be and but in the last two weeks these third and 14s don't mean anything right now what's the message right now with coach jermaine thank you keep everybody in front yeah keep everybody in front of you and just make a play on the ball i mean high point the ball and i mean up front we've been having good pressure so maybe we don't even have a chance to throw the ball i mean if we can get in the backfield and get another sack there force a fourth down then you would really be uh playing a hand here if he wanted to punt it away from his own i mean 25 yard line or if he wants to go for it so we'll see uh what jerseyville comes out here and does on this third and long looks like mcconaughey's gonna be playing a little free safety gonna be a pass play they're gonna look at the out it's gonna turn into a wheel it's gonna be great blocking it looks like there by the left tackle finally they throw the penalty flag and it's going to be knock it down incomplete meganson and vagley were there that left tackle was pushing matheny all over the place and finally they called the hold it's going to be declined by the eagles i hope and it is so that's going to be fourth and the owner of the keys that were found by the concession stand one is a gmc you go for it i mean you got nothing else to lose really yeah i think you're going for it here 5 45 remaining in the ball game philly's decline makes it fourth and 14.

mcconaughey make another play i'd like to see the lineman get back there you know there's a pass play here pin your ears and go for it come on d one play here jerseyville under center quarterback looking to the left now he's gonna go to the middle of the field he's got mechanic he was to be picked off we're going to try to get into jerseyville territory and we are where he's going to get tackled [Music] at the 45-yard line and kyle mcconaughey have yourself a night big guy how about columbia defense in this fourth quarter wow second half yeah i don't did we did we give up point in the second half maybe one what was it at half 20 27 13. it's all that guy right there coach g in the second half so now the eagles offense got 5 34. i'd like to see us put a drive together here wait waste some clock get it down to under two minutes you punch one in the end zone you're having a fun bus ride at home and take the hand off is mcconaughey or under the left side stay in bounds good he's got it first weighs too much clock he's got to the 20-yard line he's to the 10-yard line stays nearly on his feet slung down at the eight and if we're not going to waste any clock get the end zone so we just go from the 45 yard line down to about the eight he's got to be close to 150 rushing yards i would say probably maybe even more than that you gotta be close so a all the way available howard under five minutes now in the ballgame under five on the play clock gonna hand the ball off to mcconaughey this time he's gonna bust it out wide he's got the end zone he's got the pile on he's into the end zone touchdown eagles touchdown mcconaughey now three rushing touchdowns one receiving touchdown and a kick return for a touchdown probably four or five tackles good job there by the eagles coaching staff not a very good kick as it i think hits the legs of the offensive line a little low but good job there by the coaching staff the last kickoff the last two kickoff or the last two pats jerseyville's had the snap count so they did a little bit of a hard count at the start of it before vaguely sends it into the back of the legs of matheny out there so that takes the score now on the mandy mcguire group scoreboard columbia 47.

jerseyville 27. we've got 4 45 remaining in the ball game now if you're the eagles you're trying to get out of here with no injuries no more injuries left in this game you got to keep your head on a swivel you don't want anyone uh taking taking cheap shots or getting hit while they're not looking so always keep your head on a swivel in these uh late games whenever the opposing team has nothing really nothing to lose so vaguely going to send it deep panthers are going to take over the offensive side of the ball 4 45 on the clock right now vaguely absolutely murders this one it's going to go through the hands at the 3 and go into the end zone for a touchback so with that the first touchback of the night here for the eagles and it's going to put the panthers on the 20-yard line with 444 in the ball game a little bit of a shaky start for the eagles but coach warner coach germaine everybody got everything dialed in when they needed to and have taken over here in the second half and mcconaughey has put the jets on iconic he said i'll take over eagles defense back out onto the field again five guys down in line of scrimmage two linebackers gonna be a false start looks like number 14 the wide out out here closest to us i think as soon as he uh as soon as the play was blown dead i think he knew it was on him five yard walk off first and 15.

who's going to get to the 40. that's going to be a first down number 12 is their their quarterback is a senior so who would you say is in there number three looks like he's a sophomore so maybe trying to get a this guy ready for next year and first and ten now for the panthers 350 remaining gonna be another pass play this time caught by number six he's going to get to the 45 guess who sam dunny he's been all over the field his closing speed on that play right there was incredible coaching staff gonna have their work cut out for him here with these white uniforms on the natural surface here tonight gonna have to get that shout i out that's a it used to be coach horner and coach germaine's job but it might pass down to coach kendall and stump now great catch there by number 18 for the panthers a one-handed from behind makes the catch a penalty flag comes flying in from the back judge down and there's a flag on the play that was a heck of a grab they're spinning back throwing one hand up making the stop looked like he got the first down probably going to be a face mask based on the flag and it is going to be a 5 yard face mask it's going to put the panthers in the eagles territory at the 45 and if you're the eagles defense game's not over yet all you gotta do is tackle them in bounds here and that clock will keep ticking 305 left right now looks like a false start there by the running back quarterback's gonna pull it from the fullback and he's going to try to run to the outside he's going to get five that clock keeps moving as we're under three minutes now oh about you i think it's got colder out here alex we need that weather app up on the the pre-game we need the post game weather right frozen to this microphone i told you folks jared by the end of the game would have would have a weather comment i think we each went and got another jacket gonna be a pass play for the panther just another quick hitch route to the right side stood up there by the eagles defense and that's going to be good for 10 yards eagles defense giving up a bunch of yards tonight doesn't matter if you get put up more points than they do yeah we don't really see our eagle mascot anymore do we they got their panther mascot out here no one wants to get in that uh it's probably smelly in there in it probably a little stinky first and ten for the panthers gonna be a pass just another out route caught once again by number ten good tackle there by wetzel under two minutes now in the ball game out of bounds the clock is still ticking that's a good job by watson keeping him in bounds not letting him get out of there to stop the clock 130 left like to thank the biebers for having the cowbells at home second and three gonna be a pitch to the left side gonna be a first down for jerseyville after about five yards and it's going to be first and ten from the carry 17 yard line remaining in the game this jerseyville offense has done a great job tonight putting some good drives together and making the eagles defense work sustained gonna be a pass to the right side another arrow great job firing out by the eagles linebackers there complete to bruno looks to be number 15 for the eagles making the tackle hayden habermill making the tackle timeout jerseyville 52 seconds remaining so with this and the eagles moving into the playoffs they will be on the road so once again tomorrow night saturday night is whenever the pairing show happens and they will have they have a whole timetable set up on ihsa.org so around 5 15 is whenever the pairings go out and i think it's about every 15 20 minutes they'll start at 1a work their way down to a day so about an hour into it probably the eagles uh the 4a bracket will be coming out so we'll see where where we go it could be anywhere from we've seen rochester sacred heart griffin breeze central was up there in the in the loop of places we could go so rochester and shg two powerhouses at that springfield and in the 4a bracket and they have been for a long time and i mean even though they might show their record as 8-1 or 9-0 7-2 you got to go in there and you just got to work your butt off you got to try your hardest and no matter what just look at your guy next to you and know that uh you gave everything you had pass fall is incomplete so that's going to stop the clock at third and six and this is all barring that we think 37 points is going to get us in we never know um that's just the way that it looks right now nothing says that tomorrow night with all the way everything wraps up 38 might get you in so you just never know you gotta gotta watch that playoff pairing show and you had to get the job done tonight so we did so we we did what we had to do now we just hope that everybody else helped us out in the process third and sixth for the panthers gonna just be a quick slant it's gonna be caught for a panther touchdown with 45 seconds to go from easton number 10 blake carey [Music] 37-33 number 10 blake carey's had himself a good game at the wide receiver position and on the year had a pretty good year it's a 14-point game right now p-a-t is up and it is good french point good scoring 47 jersey 34.

so that takes some andy maguire group scoreboard columbia jerseyville 34 with 45 seconds remaining ball game still not over i would assume an onside kick happens here and then hopefully get into the greatest formation in football at victory formation you've seen it in high school sports a lot of things can happen and if you're clumsy all you got to do is uh just try to get this onside kick here and cover the ball i don't know how many timeouts uh they have over there on that side but um if you're columbia if you receive that ball just run the clock out game over [Music] send the hands team out here if you're the eagles they don't really look like they're set up in an onside formation though so they might just send it deep and if i'm columbia i'm just going to catch it and just take a knee and don't risk anything crazy happening so jerseyville to kick it off and it's gonna be another squib kick gonna be caught by number 32 for the eagles and just need right there must be a jersey change tonight we have no number 32 on our roster this cheerleader is about to do 34 the jumping jacks doing it since they scored i think so the eagles are in that greatest formation that victory formation with 44 seconds remaining on the game clock vaguely under center he takes a knee and that's gonna do it so it took us nine weeks to get to that fifth win and it doesn't matter all you needed to do was get there give yourself an opportunity congratulations to the senior footballer give yourselves a chance madison and on a game that you needed to win the eagles came in and did what they needed to do from the beginning i mean the first half wasn't really pretty screaming uh that second half was back and forth though uh and they're in that third quarter we would score and then they'd get the ball back and score we'd turn the ball over then they turned the ball over so uh great resilience by uh jersey bowl tonight though i wasn't expecting uh that high of a score from them i didn't expect their quarterback to throw the ball like he did and they ran all over the field columbia defense that definitely has a lot of work to do before uh playoff time but um i mean you got to enjoy it you're in the playoffs um after uh losing a guy like london little last year and only returning how many how many returning starters did we have three i think yeah three returning starters from last year's team so um and going five and four i mean against a pretty tough schedule you got to be happy for these guys so the eagles came in taking care of business would be the theme song i had on the bus i believe so eagles come in they escape jerseyville with that 47-34 victory i'm in a game kyle mcconaughey have yourself a knife sam denny have yourself a night dumb dumb head yeah i mean and it wasn't all through the air it was all rushing i mean we busted we busted those big plays tonight rather than giving them up uh gave up a couple but you know when it boils down to it we're able to put more points up on the scoreboard so you just hope that get everybody back if there is a next week like i said we think we're in hopefully there is a next week be watching for that playoff pairing show tomorrow night and get into week 10 football and anything can happen at that point yeah and also what's good about tonight is um you you got tested tonight um a lot of a lot of these columbia kids probably came in thinking they were gonna this would be a cakewalk win they'd be walking into the playoffs but they were down at halftime so um you had to make some adjustments at halftime and props to coach horner and coach tremaine on that and coach kendall even on that kick return touchdown um but i mean putting 47 points up on the board um most likely in the high school football game i would hope you come out with a win in those regards so that's going to do it do for us tonight do it for us tonight as the eagles are going to be victorious 47-34 be on the lookout for the playoff pairings hopefully the eagles will find their name on that bracket somewhere in the south thank you all for listening tonight thank you all for watching tonight and we will bring you week 10 football in the holton meets coaches corner this week thursday night at 6 30.

spanx for them to enlighten us and then if we have any questions you know we'll start there thank you thank you mr ginelli thank you board members uh for joining us this evening so so one i i just want to start out uh by one i'm introducing michelle sanford to the meeting this evening she's in charge of grants uh for the district um it has been an intriguing part particularly not only to transition but just helping us manage uh manage through the various grants that come monies that come through the district um and it has been very invaluable to us particularly during this transition so i want to thank her for her presence this evening and then of course we have um eddie miranda of course our new deputy of finance and of course our chief financial officer mr john spang let me just start off by one thank everyone for joining us again this evening um i wanted it was very important for me um to have a process in place in which we start to review the monthly financials prior to the board meeting and so mr j i just want to thank you number one for getting us together and kind of understanding my perspective and just kind of given the last couple of months and how the school year ended and with all the various commitments and concerns that we had about the school budget for the 21 22 school year um i thought it was important that we have kind of a a monthly discussion before we asked the board to approve um approve the financials for the month so john and ed are going to take us through walk us through an exercise i know he um opened with a memo and then of course associated with the memo is also the monthly financials um this will bring us up to date with our monthly financials from here in terms of a process and if there are no questions i'll ask john to step in and start to walk us through nope i just want to thank you for the you know organizing this so that it does become more of a discipline and we as board members know what to expect you know historically in the past we've had these meetings you know sort of held the skelter whenever it was convenient or stuff like that but i think and as i mentioned the last meeting a regimentation or schedule of these meetings are very important so people know to block that out on that calendar and so i thank you for doing that well i i hope you and kathy both enjoy it so much that you'll continue to come back after november yep we're ready for you mr spang i know that's tongue-in-cheek no no that is this is genuine we're we're in a we're on the second page not the third page of the ballot you know [Laughter] they call that we're the right ends yeah right yeah do they call that down ballot there's a name for that right something like that has been that's what they call it [Laughter] oh thank you um so uh let me just uh kind of explain how how i i look at it uh this time of year and and see if we wanna what we might want to adjust for next month but um generally the first month or two um certainly the first month uh what i what i try and this is the first month of the school year that we're talking about and what i try to do is uh point out uh what might have changed from uh the budget that you adopted but from a perspective of uh what type of programs and services did we expect to start up and put in place and um are they are they going or did it happen and that kind of thing um and then as as the months go on uh more of a comparison to where our original budget estimates uh high or low or where were they and then as we get you know probably into uh december january start to project uh what we think uh things will be come june 30th it's really um you know we've had maybe 20 or 25 days of school out of 180 there's there's not a whole lot you can say about what's going to happen by june so a couple of things i point out there in the beginning we start we opened in in late august with 11 800 students you heard that all about that at our regular board meeting uh a couple weeks ago um there's some additional students um in the registration pipeline i won't get into that uh but the total is expected to be over over uh 12 000 students which is you know an increase of course compared to what we've had and i also think it's good as we start these meetings to talk about our our budget how how big it is so to speak so i mentioned there in the second paragraph and i i think the uh the night you adopted the budget uh june 8th as is important and i i think it it needs to be pointed out uh that we um we expected our budget to go up about four percent uh after all the um the trimming and and reductions were made just our our current program uh from last year to this year um and we assign we had 2.4 million of additional fund funds come from the city and that became part of our general fund budget so the general fund budget that we'll be comparing to is 139 uh 0.5 million dollars you'll you'll see it there but there was also an additional 2.2 million that was assigned to the arp or the sr3 grant you'll see if you maybe next month i'll pull out the spreadsheet again and i think at the time we weren't quite sure what all the uses could be for the sr3 grant no one knew at the time um it looked to be as if there'd be quite a bit of flexibility there so i think we just have to keep our eye on that as as we go through the next couple months to remember that some of our operating increase was was put there about 1.6 of the increase was parked over there as we started the year of course everybody is all the students are back and the term you'll hear people use is face-to-face kind of a funny term to use but compared to a year ago that was not the case so it's going to be it's hard to compare the spending this year with last year because it was just apples and oranges i think as the year goes on at least the next few months you'll see me compare it to uh two years ago when september october and november were somewhat similar before ever covett gripped and and we went with the shutdown but um again comparing it to last year uh is going to be um we have to be careful what we do there uh but uh i so what what uh what i like to do early is if something changed uh compared to what you thought was going to happen i i like to point it out and um one of the big changes it's a favorable change is at the high school we have returned some of the tents uh that we had there originally we thought we'd be spending 720 000 over the year for tents and uh we're gonna uh right now they're just three tenths there and we think for the rest of the year project uh and and dan donovan wants to keep from there for different uh purposes but we think at the end of the year uh that expense will be closer to 400 000 so there's a 320 000 uh favorable uh savings there and then the other thing that's that's just it's different compared to other years of course is the uh danbury primary center in brookfield so i thought it'd be good just to mention that again we think the total cost for that could be in the vicinity of 1.7 million dollars there was a couple hundred thousand dollars almost uh that we needed just to get started there yes uh we would have had those kindergarten teachers elsewhere but there's additional busing that goes along with this i know you know that um extra administration and some of the support teachers that go along with with any school we had to put some smart boards in the classrooms and some some technology that really couldn't come from the ascending schools so i thought it's just good to point that out because uh that's different from what uh we had a year ago and then the other uh thing i think worth pointing out we were just uh talking about this when the meeting started um is uh school lunch and uh the cost of food uh we had uh sodexo in uh last week uh to talk about uh a number of things uh one of the things i said to them was if if there's any uh changes in the program whether it's lower participation higher participation food costs higher whatever it is i said we we need to hear that every month as as we go along so we can certainly report it to you and and to the board um if there's a story and i i don't know that there will be we don't want to know about it come springtime we want to know about now i i asked them also um to talk about the price of food what they're seeing they didn't seem uh as concerned as i was uh with their costs um they you know they as we were talking they have a lot of large bids and large purchasing that they do um so maybe that's um that's enough but um i still think it's it's good to ask them uh to what's going on so um maybe we'll hear some more about that one way or another we're we're gonna watch it very closely of course as it goes on but i think the message is tonight is that all the other programs and services that you planned on are underway in place we we don't see any uh significant budget variations uh right now so um other than what i mentioned um it's uh we're off and running so happy to answer any questions sure i'd like to start off nobody oh go ahead kate john i just had a quick question um can you remind me the approximate cost uh for the year for a bus you know i i don't know it exactly but i i think it's upwards of seventy thousand dollars from that vicinity okay and that includes like the the staffing the fueling and everything right it does okay it does all right thank you so much and i'd like to say yep al uh thank you rich john could could you provide me with a rough estimate of the number of students we serve with free lunch and the percentage of our students that are on that program right um i can i will get you that figure i can say this tonight it's it's a couple things and boy is that a program uh that has been uh evolving and changing uh once a pandemic hit but when students first came back here and elsewhere last year at first uh participation was very very was much lower i think parents uh were a little leery of um what we were serving was it safe was it a place you know what more students were bringing their lunches uh than had previously before the shutdown but boy has that changed what we know so far as participation uh in september is way up uh which is a good thing um and it's not just up here it's elsewhere part of that is because using state federal and state funds uh everybody this year uh eats for free whether they're eligible uh for free and reduced or not and the state reimburses us uh so much uh for lunch and so much uh for breakfast so when it's you know it's free uh there's more people that do it plus we have a good program so we can um we could probably get you the number of people that are um uh getting their lunch every day at school and not bringing their lunch but they no longer have to fill out the applications that they used to with their income when told them whether they were free or reduced uh we know that's going to go on for the rest of this year there's a lot of talk about how do we go back next year and what happens but it's um business is good over there kevin is there anything that you know about the um school lunch enrollment yeah so so john while you were talking um i actually looked up in our e-grant system and if i calculated this correctly it looks like a little over a little over half of our students are eligible based on the state's algorithm for k-12 low-income count and so in our public schools it looks like 60 a little over 6 300 students are eligible under this under this algorithm but i i don't want to say that that's that's definite i think i'd need this information from janet to come to confirm these numbers but but just kind of based on the information we have on the state um to help determine title one eligibility i have a little over 6 300 students who are eligible under the k12 low income count okay you know historically for some reason a number like 68 percent i remember looking at last year i don't know whether that was just the part of the ecs formula coming out for the the free and reduced lunch uh but uh it's interesting to know that it's open to everybody at this point so it makes no difference of what the percentage is you know we're calculated at i want to backtrack michelle i just want to welcome you i know you've got a very difficult job these grants which include the essa money so complicated um my biggest concern is that just to make sure we don't miss a window to utilize the funds before the time runs out yes we definitely don't want to do that and if you can and to everybody if there's a way that we can develop more reporting uh on grants i know our grant budget is is large um forgetting the esser but generally it's in the 35 maybe uh million million dollars we never really focused on any of the the the grants in detail we had conversations more in depth on on the uh uh the the alliance grant which is part of that but it would be good to start bringing forth some analysis is what these grants are what they mean um an interesting study would be in title one money it's been my impression that our increase since i've been on the board of title one funds has been nominal versus the number of schools that are now title one schools from when i first came onto the board so more information on that that we haven't previously had i i think is always good and enlightening so that it's an education not only to the administration but also to the you know to to the board and john to your point in making comparisons yeah to compare it to the last two covered years is irrelevant because they were really an anomaly and and so any kind of comparisons you know that should be done should be done to quote whatever we define now as a normal you know a normal year uh my concern is the big ticket items of what we refer to sometimes as needle movers you know basically um the health insurance you know last year we had conversations last week about the the contribution to the reserve was due to the the the health the health insurance the lack of expenditures on it due to covert are are we seeing or are you able to see an uptrend this year to a point where you know that decrease that we had in the prior two years would start to pick up and get to a more of a normal situation excuse me people go out and get their regular checkups etc but not to a point where it becomes greater than what we budgeted i mean i know it's only three months into the year but that that would be my concern as a you know it's a watch item yeah um it's an excellent idea if i i was um thinking about that uh just today you know we use a company gallagher uh they're kind of a combination consultant broker um most towns and schools do the same thing um when it gets to be close to budget time they do that for us they look at the claims per month and they project and recommend the premium uh but it to your point uh rich it's been such an unusual time i was thinking of asking them to do that now in addition they just there's no extra cost to us for having them do some analysis but go over uh go in look at the claims uh what does it tell them and of course what would that mean for us um i i don't think it hurts to ask and and i i think there's so much uncertainty um it would be good to do so yeah i think that's a good idea the you know the claims you don't know it's it's it's sort of like a crap shoot because it is just based on what comes in and what you get hit and the timing too you're getting hit with expenses that may have had for a a situation for an occurrence of a couple of weeks you know a couple of months ago sometimes depending how fast that particular provider processes their paperwork so again i think the the consultant would be good just to keep you on on track as to you know where it's heading so that we're pretty safe with the budget you know with the budget numbers yeah and it's an excellent point and um this is what they do you know so they they look at it um they they'll see things that probably we don't um let's use their expertise why not so john i i recall when we met with the city you speak into how important it was to invite the consultant in at this point just strategically this would be beneficial to the district but can you also remind the board about our strategy around putting money in the reserves for the questions and concerns mr j just also just raised yeah yeah um so what the uh what that that's that's about is if remember we looked at the reserves um uh two weeks ago or the last time we met and of the 10 million you probably could say one way or another uh at least half of that was for health insurance kind of reasons and what the city felt and i i agree with them uh that there was um during covid there were so many uh elective surgeries um that maybe that's an oxymoron two elective surgery but that were put off for a lot of reasons we all heard about that read about that they feel there might be a pent-up demand there that will might artificially increase our claim experience in the next eight to ten months and that rather than trying to dig into uh premiums or or some other reserves that you need uh for kind of things that this this money that they've set aside would be a good way to smooth that expense that's kind of a one-time expense when you think about it if the money came from lines where it was supposed to pay for surgery so it was a term like a knee surgery and it didn't but next year it will as a person goes in and has it then why not match that money with what it was for so the logic i think is there but we'll have to see what the claims look like okay and one other point is uh and kevin this is to you the the tense the use of the tense are they i think one of the board meetings or conversations that he had you were indicating that because of the the the large capacity and the safety issue of the tents you were thinking perhaps not to use those as an eating facility but then to do something some variations to spread out the the so-called cafeteria because of the complications of the winter and having all these kids in into the tent so are they still going to use the tents for part of the food serving issues or is that completely out and it's going to be used for something else so so the high school has asked to keep a couple of tents uh because their their thought is kids are gonna still continue to want to access outside seating no matter how cold it gets um and and and so as long as the tents are safe um and we don't have to worry about wind or snow um you know i'm happy to oblige and you know to allow students to go outside and have a space to to sit we've also ordered a couple of extra round table like benches so we don't have to use classroom furniture when the weather permits um in the spring hopefully you know this will not be an ongoing issue and and pour over into the next school year but they do use some of these savings to purchase some benches for outside seating so that again we don't have to use classroom furniture out there uh but that but that's that that's the idea um mr j and the idea is to just have a couple of tents left over for any outside activities and for students who want a nice day still want to go outside they'll at least have a covered space but then inside the building we will be using one of the gyms in addition to the cafeteria to spread kids out within inside of danbury high school okay and one other question would be on staffing particularly substitutes and then our regular staffing are are we experiencing a [Music] shortage i guess the best word i can say are we experiencing a shortage in these areas of staffing which are you know giving us a favorable you know variance going on but i mean operationally it'll also hinder the operation of teaching is that how i guess my question is going to be then how is your staffing issue regarding of teachers and and uh substitute teachers this year so far um unfortunately it has been a challenge for us and we are pricing a number of different agencies now uh to address not only our substitute teaching challenge but also the same foot powers paraprofessionals and tutors as well these are three areas that have been shortages that are um not allowing us to address uh services for students across the district and then of course when there's a substitute if we have a substitute teacher shortage you know that begins a domino impact within our respective buildings because we have a supervision issue and then we start pulling staff from different places to plug the substitute um hole if you will so one of the things um john and kim have been looking looking into on the district's behalf is pricing out the cost of temp agencies for this purpose my hope is is that we can solidify some of these shortage areas with the temp agency it could be a good way to plug personnel challenges because we're not required or committed you know beyond the one or two year contract and so we don't have to worry about the financial cliff with those spaces there is a markup of course for those positions where as an example the substitute teacher may cost us 100 110 um if we go through the agency it could be a markup of 25 to 30 extra per substitute teacher so certainly it would come as an additional cost but given our challenges and kind of where we are here in almost november um i think it's i think it's worth seeking and seeing if this is a possible solution for us um and then of course unfortunately we have some other um challenges with staffing as well because of shortage areas um in esl and now bilingual staffing um and so you know and and then um there are new students who have come in the district um has been concentrated mostly in our middle school and high school dan in the high school has gotten over 200 students um since late since september and you know i know the magic number for our budget budgeting is october 1st but we kind of smiled at john today when talking about the october 1 numbers and you know we still have another 200 plus students in the queue in registration because you know they continue to slowly continue to just register in a school district so you know that's that's also a reality but we are finding this tight this year um particularly in these last couple of months the high school numbers are continuing to increase could you say whether the shortage in substitutes is is due to less people participating or wanting to to work or is it uh or maybe it's a combination of a competitive rate that we're paying with uh other districts i know in the past we've gotten creative and and not so much creative but we've gotten creative in terms of long-term subs giving them some benefits uh or incentives to to make a commitment to stay you know and on a regular substitutes i think we went from a lower rate to i want to say 90 to 95 dollars to maybe something a little higher i don't call the exact numbers but is there any one obstacle or is that a combination of those two plus more that's creating this problem right and i'm not sure all of the challenges um i can tell you um we don't have as many folks in the pool this year you know despite our recruitment efforts um despite the people the numbers in the pool that we've had years previously we do not have the same numbers um and folks even just available to subs as we've had in previous years okay and this is safe i'm sorry let me finish i'm sorry my last question would the agency is this a type of agency that specializes in in substitutes where they would do the background checks for you yes yes they would they would yes okay all right thank you okay go ahead sorry uh no problem um mr wilson i just wanted to kind of follow up on that uh you know in terms of hiring a staffing company what costs are there to us would we only see fees if we actually get hires um i i will ask john for a little help on that um we we actually just received a proposal from two different companies which has been 300 plus pages from both organizations um so i i went straight to the second to last page to look at the price which is the part that i quoted about the markup per sub but i'm not aware of the entire commitment um in terms of is this a one year or two year commitment um the things i'm most interested in kate is you know what is the cost per sub plus one and then two if they're with us for a year and then we want to fold them into our operations does that come at an additional cost um so those are some things i'm trying to get clarification on now but john may have some answers to those other questions it usually um it's really just uh price per day per sub for the um positions they fill um there's a half day uh option in there you can again for their half day or full day and as kevin pointed out there's a mark-up for the company expenses um generally there's not a penalty for hiring people later after the year but we'll make sure of that so and again they're they're they're companies that that specialize in this and are in you know other districts around us yeah and and that was kind of where i was going you know if there are not a lot of additional costs involved here if we're just looking at that additional you know that that markup um this might be a very viable solution for us because i know other districts are really having the same struggle so um they they gained uh popularity uh from the affordable care act when when employers found that um if people had worked for a certain period of time can continuously they might have to offer them health insurance coverage under the affordable care act so [Music] schools towns et cetera they just they'd rather move that liability onto a contractor than have to keep it themselves so they've last couple years they've grown also kate when you look at the differential you know what they're charging it also decreases our labor to you know our participation thinking of kim and her staff you know have to deal with this the amount of time they have to spend you know on this stuff on a daily basis to to to do all that work you know the small differential when you include our cost in it versus the the actual differential of what they're charging to me you know sometimes it's nominal and you pick up all the efficiencies in in the personnel department or the hr department that they can do on you know getting their job done instead of wasting a lot of their time on a specific crisis to put out the fire yeah i tend to agree with you rich and and you know but the other thought i have in the back of my head of course is if we're willing to mark this up to pay somebody else to find subs uh would we be better off perhaps making our sub price more competitive but i understand that could have repercussions for uh other contracts that were we're operating so you know there could be other offsetting savings too i i think doing this way through an outside agency they're not on your payroll and so it's it's something that john and eduardo and kevin will assess but you know i always look at things in terms of the loss of the manpower that we're doing taken away from truly what our objective is at the end of the day which is to educate and keep this district moving you know rather than spend a good part of our efforts in putting out these fires so this sort of cost and reward basis um are there any other questions you know generally you know before i i don't want to conclude too quickly but the the conversations building around the first three months of financials as john said it's i don't want to say meaningless it's good to have but i think when you get to a six-month point of view it gives you a better not so much a trend line but a better feel for where you're going and then you could have a better assessment is to make adjustments you know going going forward unless you see something really that's an anomaly in the first couple of three months that you know really becomes a watchdog item so to say but uh other than that if the more that you come out with and and clean up i say clean up in a positive sense i don't mean any derogatory thing that was done in the past but you know make easier the presentations so that the board and the public understands them you know my feeling is you'll have more participation uh in in your meetings uh that would be perhaps more productive because it gets down to the layman understand what you're talking about and and uh and again that the looking at those 100 line numbers on a financial report it is horrendous i mean that you know whoever designed that report has got to be nuts but you know as i said last time if you could focus in on on keeping it cleaner so that when you submit it you know it has some meaning and as i mentioned i think it was eduardo today at least on a heading if you could have another line put in there so it indicates what period of time we're talking about because lots of times i've had to go back and look at financials and they weren't labeled on the top as to the three-month ending or the six-month ending it was five-month ending so i had to go back and look at the board minutes that the attachments was there to determine what period i'm looking for so at the very least in a heading if you could indicate what period of time that that would certainly be you know be a helpful and then work with the provider if they can clean that thing up so that when you do show it to to board members you know you don't really lose them because they tend to think people get lost in all that array of of numbers uh even to try to recap it to your summary uh that you give and i like your summary and i like your your top level summary is to the high points i think that's good and you know those good starting points so we're off to a good you know i think you're off to a good start thank you hey i think kate had a question i i did have one more question um thank you thank you mr wilston um i just wanted to talk really quickly about the esser funds because i know that um you know per year for your cover letter here that you know 2.25 million is coming from the sr3 grant that came through so can i just get a sense of for the sr2 funds um are those spent at this point and that's done or is that because i know that that's also a multi-year grant so i just want to get a sense of sort of how that's fitting in as well kevin do you want me to answer that or would you yes i i think both of us can and i i will just start with um kate we we made some we we made a three-year commitment with the essa funds some of those some of that funding included a project manager for before the high school that was actually to be paid out of sr2 interventionist and paris support throughout our schools i think we budgeted for almost 18 paris across the district curriculum so and then we also budgeted curriculum development eel achieve expansion for el program and that that was not a big number it was like fifty thousand dollars um you know between the two um but then also el achieve which is you know new curriculum um that was 125 000 and then we also budgeted over three hundred thousand dollars for i'm sorry the 350 000 was for eel achieve um and so that that was a size sizable budget items under curriculum but then we also had the family liaison family liaisons a number of them um committed in s or two parents squared the paying apparent square and getting that up and running um at fifty one thousand dollars so um the answer to your question the answer is no uh the monies are not um done um but a lot of the commitments that we made were kind of um training or curriculum updates orton gillingham was 150 000 um psyop training uh for staff was 140 illustrative math training which is a new math curriculum that we're bringing into the district was 14 and 12 000 respectfully um and then we had some some um the classrooms and this is when i say the classrooms this is for part of the rental i believe this is for brookfield adding classrooms of facility rental we have over 700 000 commitments that we made and the buses um we i it looks like we paid for our buses that was over for the 10 additional buses that was over 700 000 commitment as well and so in terms of it being done uh i would say it's not done the commitment is but we have committed those dollars over the next few years um we've i i think in between all of those items there may be an opportunity for some savings in between some of those budget lines um but this group might recall some of the commitments we made in those presentations uh around essa ii um in the first year and then s3 in the second year so three in the second year was the one where we did the big community engagement sessions we were getting feedback from the community plus the staff on to inform that last plan but i i just thought i'd take that opportunity to just kind of refresh everyone's refresh everyone about some of the commitments that we made and uh john before you jump in i i heard mr jannelli uh speak to earlier you know maybe we can have some type of presentation or update on um some of the grants and and i think it would be important for us you know kind of separate from our operating budget to share maybe a bi-annual at the very least update on cares esser2 and so3 just to give the school community an idea of how these monies you know just remind everyone number one how we committed these monies um to um you know our progress or lack thereof just in terms of what has been spent down and not spent down i think there's going to be a need for us to repurpose some of these dollars very soon so for example the board might recall the commitment um you know the commitment will be made to the tents for the high school as an example um and and now you know you just heard from john officially that you know there's you know potentially an over 300 000 savings from the high schools there's an opportunity to repurpose those monies and invest back um into our schools so i think we're going to find that along the way that's going to happen throughout and i think a biannual at the very least update i think would be appropriate thank you kevin i think that's very important because it's a lot of money that we're starting to see and as i said before historically when we talked about france it was talked in just global total numbers and we were focusing more recently on the alliance part of the grant but there were so many there were so many different grants we have and people are not i say people board members no i'm not really aware of what the grant means or what it provides to us you know other than it's in the combination of a total of x number of dollars that the board of ed receives his grant so you know that's another area where you can pursue and and again bring that to light um is to more of an educational process for the for the board as well as interested participants are there any other questions that uh any of the committee members have okay mr russo just a thought i want to thank for uh saving us 300 000 tense great idea utilizing uh gymnasiums spread things out a little bit that still leaves 400 000.

i was wondering are there any other strategies social emotional mitigation we could use to eliminate those tents and put additional part of that covered 400 thousand dollars to use elsewhere yes well well well hopefully um hopefully we won't need the tents at all and you know maybe by the spring um the covet people and all who are in charge of making these kind of recommendations will say it's okay and we don't have to worry about social distancing and that would be the easiest way to save the monies for sure um we're any as everyone on this call knows we're in a unique situation because our um we have so many kids at the school and we just don't have the capacity to have all these kids sitting sitting in the gym and sitting in the cafeteria the good thing mr russo is when the weather warms up again um our kids will be able to be outside for pe um our kids will be able to go outside and you know we may or may not need the tents right away in april um because the sun it's not as if the sun is beaming down on us um until april and may you know so that there may be an opportunity there may be a cost savings there um but more importantly you know we've we've budgeted for tents for three years um because we because we had to not know you know it's kind of unknown um so i think the good news for the board and for the for the school community is um this is this potentially could be a considerable savings for us if in a 22-23 school year and beyond we do not have to budget for tents at all i mean and quite frankly i'm certainly hoping we do not uh so we can reinvest those monies into supporting our kids which is you know and address some of these other issues um that we're continuing to face since we've returned to school okay thank you great idea using the gymnasium yeah thank you thank you sir that's the school i gotta give the school credit they found the space in the building good is there because of covid is there still a reluctance about visiting the two new schools the the brookfield location as well as the uh granville location uh do you think i i mean many of the board members haven't seen those and i was just wondering if in the near future you could put that on the agenda i think it might be interesting it's you know to see what those locations are yes and i and and frankly um i think both sites would be great to bring the board um obviously the one right here in town is is even easier and more accessible because it's right around the corner from ellsworth on granville avenue and and of course if there are no students there there's even less risk for our school community so if we were to schedule something right after school or you know on a day off like veterans day for example um you know we can go into the school during a professional development session and um absolutely mrs j it's a great idea i think it's time given that we've been meeting in person getting a walk through both of the facilities and getting the feel of you know all the hard work that our facilities department has been doing over the last two years i think would be good for the board to see particularly given the commitment we've made to both of those facilities thank you and i thought certainly board is interested i will certainly work on it yeah taking into account your safety precautions you know i can envision each of the board members holding a long rope six feet so that they stay six feet apart you know be like in the circus the elephants people following each other um all right um are there any other questions uh before we mr russo who are you paying attention tonight there mr rousseau good good to see you smiling richard just uh just a thought um are there any opportunities with our transportation scheme for savings number one and number two it's been a while since transportation has gone out for bid and would that be advantageous to us we just we just renewed a contract from that mistake and pardon me haven't last year i thought we renewed the contract with how long is that with the last year we've renewed the contract it was a board meeting that that said we we weren't going to go out to bid if i'm not mistaken and we renewed the contract with ssta we we we did renew and we renewed at a at a savings i i don't remember how many years it's for mr russo so we can find out um and report out you know perhaps at our next meeting um but but by renewing with them we we did find the savings by renewing with them and i can get those specifics for us uh for our next meeting um i i and i believe it has something to do with the 10 buses that we've just added on right um and and some of those buses were literally at no cost uh for the first year uh but i i will i will get some specifics on that plan um and if i heard the second part of your question um was was that about um how things are going with bus and i heard one about the cost of buses is there any opportunity for saving additional funds with uh under our our current contract okay okay and and i can what we can do um i can ask john and ed uh for some help on this and see if we can get maybe a comparison to what we're paying um and get an idea of and see how that compares to what other school districts are paying just just so we can have an idea and get kind of get a side by side comparison and just see how we're doing um given our contract level obligations right now at least we can see how we're paying and what that looks like versus you know some of our things like stanford and milwaukee some of our similar sizes and our current contract that was renewed and can we just check in how long that contract will be running absolutely yeah thank you yeah off the top of my head out i want to say that i forget the the contract i want to say three years but don't hold me to it the savings are somewhere between from memory anywhere between 500 to 700 000 and the savings were occurring the first couple of the years of the contract this is only from memory but when i pull up the files that'll you know they can show you that but there was a savings uh a significant savings to us and that was the reason that uh the determination was made to to pursue it with this company and and not go out with the bid since we had this uh since we had experience with them as as well as potential savings we didn't want to lose that window of opportunity to uh you know for any increased cost but again i'm only talking from memory uh so and you've got a great memory rich [Laughter] he's gonna miss you buddy yeah actually i'm gonna miss all this i really enjoy this and and i would you know the sad part is with all of the the the the updating i'm going to call that uh of the schedules and the financials which is stuff i love to do that wouldn't have an opportunity to to be part of it there but i i think that to me that's the fun of financing is as to how to make how to make the numbers talk and and talk to other people who are not as interested in all the details but yet from what you're providing them have an understanding of what you're putting across and then you can back it up with all of the laborious details but um there's certainly a lot of stuff on their plate that you know is going to be new and inventive and creative stuff that the board has never had before and i think that's that's also interesting um and you know certainly a time you know if time has passed that we you know we haven't had that stuff so um again i'll say it again this time as i said last time i'm going to miss this and i thank you all for your working with you i certainly enjoyed it uh kathy and i have worked together and been on a finance committee i think each of us have been on them since inception so she's always been the secretary and i always ask her please to take the minutes which i thank him for um you're welcome yeah it's been it's been a good run and i wish you all good luck thank you thank you sir all right all right guys with that um i'll take a motion to to adjourn [Music] lunch and maybe i need to understand this just a little bit better um my understanding that all our schools own free and reduced lunch and i can remember back at a meeting that all our schools were on title uh title nine that were on free and reduced lunch and we had um three schools um the high school west side of academy ais that those schools were on free and reduced lunch but there's still application that goes out to those parents that want to put their kids on free and reduced lunch so the applications are still out there because i was with a parent last week that her children had applications to apply for free and reduced lunch so we need to need to be clear as to what we're saying when we're saying parents don't have to fill out the application because they do okay all right thank you uh with that i'll take a motion to adjourn kate made the motion i'll second it thank you kathy so so moved and we'll see you all in on wednesday uh again thank you very much have a good day everybody good night see you then have a good night bye you

um the tuesday october 26 20 2021 meeting of the independent community police oversight commission will come to order ms jeunesse could you call the rule for us absolutely commissioner mary president and ann arbor thank you please raise your location thank you for reminding me commissioner phillips president in ann arbor okay commissioner president in ann arbor commissioner present in ann arbor kia jackson president in pittsfield township commissioner mohammed president ann arbor chair tudor ohio graves present in lodi township council member lam wawi relaui president ann arbor council member song president ann arbor did i miss anyone i don't think you did i think okay everybody um and so before we um i would like to propose some changes to the agenda if before we get to the point of approving it um we are going to reschedule the report on the police officers wellness program until november 23rd and we also need to add complaint review process to old business um are there any other changes we might need to make is there then a motion to make those amendments it's almost is there a second second all in favor aye any opposed okay and so then is there a motion to approve the agenda at with the new amendments yes second second second uh all in favor aye aye any opposed okay um and so now we've come to the time for the public forum if there are people who would like to speak at the public forum you can call eight seven seven eight five three two the meeting id is 935-1520-9819 yes we have one caller good afternoon is it star six to unmute yes he said star six or you just a listener this evening i am expecting dr carpiac to to join us when we talk about some of the traffic stop updates but i do not know if that is him on the phone yep that is probably him hello did you have a public comment are you just getting ready for the traffic stop discussion this is dr cartier and i have no comments at this time okay thank you hang on though for us please and thank you any other callers denise nobody else this time denise there's no other callers okay so in that case i'm sorry someone just came excellent good afternoon star six please up one more time perfect good afternoon say that again please harvey summers okay it's harvey summers um i have just one comment about it's a little difficult to keep up with your meeting the email that came out yesterday from the city of ann arbor said to watch online at a2gov.org watch and that link did not work and so uh i had to find you on my television and just wanted to say that somebody should look at that and then a zoom approach to the meeting would be so so very welcome and so i want to thank you for all you're doing and just ask you to think about that bye thank you mr summers thank you and so ctn um i uh if we can figure out if the link on the website is live if it is live now um [Music] and then i know we've had this conversation before but i will follow up about how we might be able to have people participate a little bit more actively in these meetings as long as we are still doing them remotely and then perhaps even when we are in person if we might be able to have people join us remotely by way of the meetings um because i think we've learned through this process that that access is certainly important but um people being able to participate on the phone is not the same as them being able to participate you know more in person particularly for meeting the size of ours it's not quite as unwieldy as city council so um is there a motion is there any discussion of the september meeting minutes i am um assuming that everyone has had a chance to look at them are there any additions or corrections or comments to them hearing none is there a motion to approve the september meeting minutes i make a motion to approve these minutes of the september 28 2021 uh ecbac meeting is there a second second all in favor of approving the september meeting minutes aye aye any opposed okay old business um so we need to talk about traffic stop data dr carpiac is on the phone and um the first thing we should probably talk about is the ongoing um process of actually getting the data from the police department he has been running point on this and of course we are participating in that process but at this time i think after all of this time we still do not actually have the working traffic stop data set yet is that crack doctor carpiac yes that is correct so can you update us on what are we missing um so right now we're missing a few fields in the data set a age being one of them which we've been told is coming soon um and there's some other fields that we've requested that we actually haven't heard affirmative or negative on also we were originally given traffic stop data for 2017 2018 and 2019 and the latest data set we were given was 2018 2019 and 2020 that might sound like an improvement but for us we know that 2020 is an anomaly year particularly for traffic stops when because of covid the activity of police making traffic stops was drastically changed and so for us to have a good picture of what's happening in ann arbor we prefer to have three sort of typical years 2017 2018 and 2019.

[Applause] [Music] hello again the community middle school is proud to recognize mr kyle dennis as this month's representative gem award recipient mr dennis is in his second year teaching social studies at cms there's so much to learn for any new teacher in a school district over the last two years all new teachers including mr dennis have had the added responsibility of settling into their new role while in the midst of a pandemic and an ever-changing educational landscape all teachers have to adapt their approach in order to ensure students were engaged in the classroom activities and meeting and learning goals over the past year mr dennis has done a fantastic job connecting with students overcoming and overcoming the challenges related to virtual learning hybrid learning and everything in between according to one of mr dennis's colleagues quote he has really begun to shine this school year students gravitate toward his positive and humorous demeanor mr dennis is always willing to lend a helping hand and volunteer with things you need to get done whenever we are short staffed mr dennis is the first to cover collie's class earlier this year when middle school advisor positions were posted mr dennis was the first person to submit a letter of interest and is currently a co-advisor to the student council this friday the community middle school will host its first dance in almost two years as we strive each and every day to revive a sense of normalcy in school events such as the school dance offer substantial unsold benefits for students and their families on behalf of the community middle school teaching staff i would like to thank mr kyle venice for his contributions and effort in making cms a great place to learn and grow from them for october um our staff nominated mr smith as our gem so i'm proud to present this award to him um earlier in the month um he got to hear several different staff members stand up at our faculty meeting and um just kind of say what they admire about him so i'm just going to read a couple of the highlights now theodore roosevelt once said that they don't care how much you know until they know how much you care mr smith exemplifies this quote the building walkthroughs regular check-ins and having an open-door policy goes a long way you have invested in our kids simply by being a compassionate trustworthy respected and innovative administrator who implements impactful programs such as avid great principals take responsibility for school success and even the failures great principles lead teaching and learning and develop excellent teachers great principals build a strong school community every new school year has its share of ups and downs this year is no exception to the rule has not been an easy transition for any of us but your leadership and positive attitude have helped pull us through and navigate these unfamiliar roads you take time out of your day to help students and teachers alike despite how busy your own schedule is you have fostered a sense of support and appreciation that allows us as educators to improve our practice daily as the principal you go the extra mile and beyond expectations for the staff and students you truly put the power in principle and i could not be more proud to be part of the vambrook high school community you are the backbone of our limitless frame of mind and lead by example every day there are a variety of factors that make the leader great but most significant qualities of mr smith are his ability to make quick and effective decisions his interpersonal skills and his ability to empower others i often work with mr smith during times of crisis or high stress situations his ability to remain calm and make decisions for difficult times does not go unnoticed there is nothing worse than having to wait during these difficult moments but he proceeds with confidence his interpersonal skills is another one of the qualities that makes him great most recently we went to visit a student at an out of disreplacement the student was thrilled to hear that mr smith would be joining the meeting he recognizes the importance of building these relationships and how it impacts one's mental health he's truly a man of integrity and walks the talk the ability to build rapport with students leads to great leads to school connectedness leading to better outcomes i know that he is incredibly busy but he still finds time to have important conversations and listen to the needs or feedback of staff and students he also constantly empowers others with his encouraging emails he's always trying to get his staff to excel and not settle for mediocre he also consistently pushes his slogan limitless and he believes wholeheartedly in the capabilities of his team i appreciate all that he has done and i am thankful for his ability to lead the team through his understanding of others drive for change and most importantly leading by example so in october which is principal appreciation month it is my honor to present this award to mr at this time at this time we're going to take a five minute visa um [Music] how much she um to get all of them done despite surfacing multiple buildings before the teachers start for the day of teaching and i know that you continue to try to finish them before the end of the trying to day interruptions during the school day so the teachers can teach the students and he can start the next day fresh and finish anything up then receive that for the next step that is our district [Music] [Applause] [Music] bigger than me now don't tell everyone all right you're unmuted and good to go okay um at this point um we're going to have the superintendent contract addendum hearing so if anyone would like to step forward concerning the addendum to the superintendent's contract that would reports we did not meet since the last meeting so there's nothing to report there at this point we are open to the public for agenda items only [Music] yes [Applause] um [Music] yes [Music] seven personal resolutions superintendent recommends for approval the resolution is outlined in personnel resolution elementary schools 7.2 through 726 can i get a promotion [Music] uh [Music] any zuckerberg yes mr fabio yes yes [Music] just the same questions [Music] mr bailey yes mr moore yes mr zucker yes mr positive yes yes okay 10 finance resolutions resolved [Music] morris yes mr yes mr zuckerberg yes mr fazio yes i talked to somebody about it a while ago and i was just talking to some other people about it i think on our newly designed foundbroke website you should have a fundraising page so that people can support the different fundraisers for the um the different things because i know lots of people who live in spirit awareness they know each year and even if they don't have a child in that classroom we actually had to hire a rarity township police officer um that's wonderful that's awesome okay at this point for just a reminder for everyone pie sales are still open oh good all right well you've got a couple days left feel free to contact me if anybody needs a pie or pies they're delicious thank you informations on the website if we need it all is there right else that would like to come forward excuse me no the dentist is for anything and everything it doesn't have to pertain so when it comes forward hi good evening my name is walter i'm here representing my niece who's a freshman at this school um over a month ago my niece was um uh a part of an incident that happened here in the school where she would totally then uh she suffered some physical damage but since then she's had had a lot of issues with anxiety and ptsd and a loss of trust for some of the school officials that she's spoken with here during a time of investigating this issue so i want to bring this up because i'd like to understand what are the correct protocols for these sort of incidents we've uh been told that an hiv report would be created and given to us within 10 days of the incident which we still have not received um when we spoke with mr gallagher he was gracious enough to help us with a school therapist or psychologist that would talk to my niece about her issues with anxiety and ptsd um she's she's made comments when the incident happened and she was questioned she made comments to uh some of the school officials that spoke to her but she lost confidence in those officials because uh well they undermined her comments um and in some cases made inappropriate comments so i'm just here today to find out more about this incident [Music] yes yes and actually since the first incident multiple incidents have happened since uh each one being uh disclosed with school officials and uh we still have not heard much from that either a police report was also being created uh when this ended happening which we have not heard of either okay um uh she may have mentioned it but she's also been trying to contact the principal and with multiple attempts as failed and each time uh leaving a message with the secretary but not getting any uh callbacks that's happened multiple times clear on something just so you know i went to guidance i just called her the guy who said nobody knew that she was going to be talking to me um i had a conversation with her and she had to there was a third issue and that third and mr steele was one of the individuals who undermined some of her previous comments so she also doesn't have much trust in them and again you know i immediately agreed to her at that point um again that's as you know i don't get those until they're completely done and they come up to me and go overboard so again i read to you what you know i had them bring to me so i could read it to you so you know what the first one was and mr smith has been out so on a um things um because i think today today or friday was his first day and i was outlasted so um i i assure you i'm on top of this and i'm getting to all the points that you bring me up and again some of the things we have discussed privately um have taken place so i just want to reassure you guys of that and i also um spoke to your niece about that guidance as well to make sure she understood that sure um so if you have any further issues and if you feel as though she's not being treated fairly whatsoever i don't know uh yeah well that's precisely what i'm saying um she feels and also myself and her mother my sister uh feel she has been treated on poorly because it's uh it's one it's her uh and you accuse the people who have been harassing her since um the incident continued to harass her and it's group and every time there's an incident uh there's more and more names involved and we're trying to get to the bottom and understand why are so many people getting involved oh so many kids uh we were all supposed to have we were also supposed to have a remediation session with the parents and the uh the individuals the students uh which has yet to happen as well um so you know we'd like to understand when that will happen as well i'm gonna follow up with you on that sure um sounds good okay thank you um real quick before we do anything else [Music] yes so wilson garcia come part [Applause] negotiations individually so that is your answer as far as those two issues are concerned so i look forward to sitting down at the table at this time [Music] oh um is yes [Music] can i get a caution [Music] yes there's more yes yes

all the time [Applause] all right good evening and welcome to a regular board meeting of the bcsc board of school trustees i do want to welcome you all to one of our regular meetings of our board hopefully everyone has enjoyed the fall break and we return with a focus on the instruction and growth of our students included in the agenda this evening are two public hearings associated with our efforts to renovate individual buildings and to use effectively our taxpayer funds we are very happy to return to an open regular board meeting after having to hold our last meeting virtually given that public comments and threatening behaviors had gotten out of hand and had deterred important work for our students please know that we strive to maintain civil appropriate decorum and those choosing to make public comments tonight follow our guidelines that comments are limited to topics on the agenda and to three minutes in duration so welcome to all of you who are here this evening we have a tradition of starting each of our meetings with reflections and this evening i will turn to miss wilden hi thank you dr shed uh so tonight um i'm going to focus a bit on mom guilt i'm actually going to broaden that to parent guilt okay because i have a working husband as well and i know we carry that burden equally so i've been a mom for 13 years and as most parents i found this responsibility to be the most rewarding part of my life as a working mom married to working dad i do sometimes struggle with the concept of mom guilt i'm constantly asking myself questions like am i spending enough quality time with my kids and what is quality time do my kids know that i love them am i teaching them to be responsible and caring adults will they be prepared for the challenges ahead am i totally screwing this up last week i attended a society of women engineers conference in indianapolis and this concept of work-life balance was covered in many forms they thought about what this means to me i landed on a few pieces of data that help to answer these questions for me you know engineers like me we love our data data point number one my kids value hard work my daughter who's at northside middle school and had to complete an all about me slide deck for the first week of school earlier this year in addition to pictures hobbies and family facts she was asked to share her top three values what does she value as a 13 year old i got to proofread the document before she submitted it and i recalled the pride i felt when i saw that her number one value listed was hard work i see mommy and daddy working hard it's important for me to do the same that moment i realized that maybe she does get it when i must go to work on saturday even though i don't want to she gets that she has to pitch in and it's for a good reason she understands the value of hard work in her life data point number two i'm not the only mom who delegates and we can't all be wrong okay so if many of us feel the same way then it must be true the society women engineer conference last week i participated in a luncheon where we had an informal roundtable conversations with prompted questions first question was around work life balance slash integration they asked what are some tips and tricks that you used to balance your lives silence and as those of you that know me i don't take well to silence okay so i timed up and i said something benign about how i segment my calendar and manage that this sparked a conversation another woman at the table shared that she has this concept of 15 minutes of down time every day when she gets home so i walk in the door she goes to the couch she reads a book she reads a paper she looks at her phone or she just closes her eyes her kids know that that's her 15 minutes during her 15 minutes her 14 year old daughter interrupted her and said hey mom i'm hungry what are you making for dinner to which you replied after my 15 minutes we'll make dinner and to which i replied are you kidding me why i would have said what are you making me for dinner okay i just got home what about me making you dinner okay so just got a few giggles and nuts acknowledgement that we've all been on this journey to get our kids to be part of our work life situation we all shared examples of engaging our kids and our busy lives to share the load we talked about appropriate ages for delegating certain chores like laundry cooking animal care and dishes we also joked about how we unanimously unanimously felt that our kids should have to clean their own bathrooms especially their toilets even if we subscribe to cleaning service we agreed that there's just some things you can only learn the hard way that is definitely one of them in my house this morning when i was with the kids waiting for the bus to show up we were going over tonight's events board meetings basketball practice and project deadlines were discussed my daughter timed up and told me that she would help with her sister's homework and my son so there's plenty of food for them in the refrigerator to eat for dinner i didn't need to worry about that they did this without me prompting as they sensed it was a night when they knew i needed all the help i could get none of these recent examples are earth shattering and i've conveniently left out all those mistakes i've made in the last few weeks as well when our confidence is parents to shake and i find comfort in the small day-to-day signs that i'm doing a decent job i hope all the parents in the room tonight will take a minute to give themselves a break remember that your kids don't need perfect your best at any moment in time will be good enough wonderful thank you so much all right if you are able if you would please stand and join me for the pledge of [Laughter] under allegiance indivisible with liberty and justice for all [Laughter] all right there are six of our seven school board members here that is definitely a quorum so i'll call this meeting to order we start by sharing with everyone in attendance our mission and vision for our school corporation both of which guide the decisions that we have to make this evening in addition to our mission and vision we do have specific high expectation objectives these two are will be on the screen are listed behind us as again further guidance in the decisions that we have to make so the first thing we get to do this evening is one of my all-time favorite things to do and that is play with the gavel and to leave our regular school board meeting and to go into a public hearing so i shall do that this is an opportunity for two public hearings do i only get to do the gavel once or do i have to do it twice it's up to you doctor oh goody we're only doing it once our first public hearing has to do with the 2021 lease rental bond and mr phillips i'll turn to you to give us some guidance on this topic thank you dr shedd this probably feels like deja vu is this is i think our third or fourth board meeting in a row where we've had public hearings related to bond issues and the reason for the repetitive nature is we had to go through all these processes once for the refinancing of the existing bonds on central middle school and then we're going through it again for the issuing of new bonds to renovate parkside and uh some also some work at schmidt elementary school so the first public hearing is just related to approval of the lease a hearing on the lease itself this is a lease rental bond which is just a structure that schools often use to be able to borrow enough money to renovate buildings and then the second hearing is the additional appropriation hearing in case the district has to spend money in this calendar year that wasn't pr approved by the board in the budget approval process last year we were allowed to do that based on the after the public hearing tonight wonderful thank you for that summary are there individuals that have questions or need elaboration during this public hearing on these two topics i think we've done our job so thank you very much for sharing those and i will gavel out of our public hearing and we're back we're back to our regular school board meeting next thing on our agenda is to hear about the best practice one of many best practice i'm sure at southside elementary school so i will turn to mr beckmeyer miss jackson and miss wolf all right thank you very much i appreciate the opportunity to be here and talk proudly about our school i've got mrs jackson my assistant principal and mrs wolf our udl facilitator with us uh it takes a village to do a presentation like this and i do want to give a shout out to our teaching staff as they have worked tirelessly and effortless with a lot of effort to implement ixl a best practice here at southside so we will begin our presentation and then we'll give you an opportunity at the end to ask any questions if you have some so i will begin tonight with what is ixl and in the world of acronyms that we live in this is not one of them so when we talk about ixl it is actually uh it stands for i as in me excel so when we think about ixl it is a platform that is used for students to do skills practice in order to grow and that's in english language arts and in math we will talk tonight about different components of this tool when we think about the diagnostics this comes from it being adaptive so ilearn is the assessment that's taken at a state level for grades three through six in our building and this correlates to that in the adaptive nature we're going to talk about the real time aspect of it and the the pinpointing of what the needs are for each student when we talk about individualized skills those are based on skills from our curriculum both the hmh into reading and the go math and then targeted practice comes from the student score that is received from our nwea measure of academic progress assessment that is done three times a year so this ties in several programs that the district supports why use this when we talk about the need to meet every student's needs we need a program that can be used for enrichment and for remediation and ixcel is truly that program we're going to break this down into students and teachers this evening so when we look at the teacher components some highlights you're going to hear about are the live aspect of this and the quick turnaround for the data that they need along with knowing what skills the student needs and the insight into what's being done at home and at school the student side of things that we're going to review are going to include what they are going to do or what they do regularly and in addition to that those skills are practicing and what's their ownership in this because there is ownership and that's an important aspect of the program as well all right to to share what ixl offers our teachers um it is a tool that we use in grades one through six uh not only at south side but throughout bcsc we have a shared vocabulary that when we get together in grade level meetings or if we get together at the end of a quarter to have a discussion we're talking similar vocabulary and the other beauty is that data follows the students from year to year it also follows them from school to school in case they would move within bcsc it is a great tool because it provides remediation but it also provides the other end of that which is enrichment and often times we've used tools in the past many of them targeted one direction or the other this one allows us to to cover the breadth of those we're going to talk tonight about real-time diagnostics the ability to do skill recommendations its ability as a tool to align with state standards our adoption both in language arts and in math as well as tied to our evaluation that we use within nwea so as you can see ixl offers a lot to teachers it offers a lot to students as well it is an adaptive program so that allows for personalized experiences with the program and practice it also offers examples for every skill that is taught and feedback when students get a problem wrong as well as virtual badges and awards to keep the kids motivated and printable certificates at the classroom and the individual level that help keep everybody invested and involved and here you can see what our teachers and students have to say about what they like about ixl and what keeps the kids motivated so as we said we're going to go through these different pieces of the tool one is the real-time diagnostic teachers give the students opportunities in language arts and math to do an assessment after so many questions it will start to shrink that line into a dot and they'll work towards that dot that dot then gives each student recommendations based on their needs based on their individual student needs and that is one of the beauties of it and then about 10 to 15 diagnostic diagnostic questions per week continues to adapt those skill recommendations for that individual child as they move throughout the school year so based on their performance on the diagnostic the students can see their overall score as well as scores in each of the sub areas in both math and language arts one way that students benefit from this diagnostic information is what you see here it's a diagnostic action plan teachers can print these out for students and then they have a checklist of skills that they can work through that are that's tailored to their individual needs could i ask a question about that sure so are those numbers zero to thirteen hundred is that per grade level or is that elementary does that make sense i think it's through 12th grade yes okay thank you you're welcome another way that the diagnostic tool benefits students is through this recommendations page which is generated by the program when students log on they are automatically brought to this page which recommends skills for them to work on the other the checklist is more of a teacher-directed tool this is more student-directed student choice what do they want to work on today but all within what they need another option that teachers have is to utilize the skill plans built into ixl so in this situation students could choose between math language arts they could then hit the drop down and they can choose their grade level and they would have a spiral opportunity of skills both in math and in language arts that they could use that would spiral throughout the school year so that is another option that they have also within that um if teachers are using specific grade level standards uh indiana academic standards whether they're working on that uh as a separate entity or within the program they can go and in this example take a second grade indiana academic standard it's broken down into the pieces and they can assign or work on these individual pieces of this state standard and as we said also within our adopted materials from bcsc with the whom mifflin harcourt into reading series our language arts series they have modules within that series that is a printable skill plan but it also as the teacher moves throughout the book or skips throughout the book they can utilize the skills within that module that they're working on in language arts and they can use that as a an additional tool as they teach that module same thing happens with go math as we move through the chapters and go math they have the opportunity as in this example of third grade to go back into chapter one addition and subtraction and pick out the pieces parts that they might want to utilize to further that lesson or to give kids an opportunity to remediate or enrich based on those needs within that chapter so whether teachers are using the skill review plans the state standards or the adopted curriculum resources they can assign skills for students to work on from the student view when they look at their recommendations page there's a star at the top of the page that will tell them which skills have been assigned to them by their teacher and then they can click there see the drop down of the skills and choose one to work on based on what the teacher has asked them to do another way that teachers can use this with students and the assigned skills is through a fun activity called a group jam where all the kids will be working on the same problem at the same time the teacher can project it on the smart board they can work through problems together student answers are anonymous but teachers can see who is responding and how maybe they need to slow the pace down a little bit make the problems a little bit easier or maybe the kids are really getting it and they can make it a little bit harder they can change the pace they can change the instruction while working through problems step by step as a group and lastly we do give the nwea map assessment the measure of academic progress this is an example of a class report so in this class report we see percentile breakdowns uh we've been working very hard with our red students anybody down here that that needs that acceleration or that work and so in this example here we would take this student who is uh in the red we would take their we would be able to take their writ score and then we would be able to go into this portion of ixl which is tied to the nwa math map assessment and as you can see here that red score of 189 would fit in this range and then they would have specific skills based on that map assessment to work toward improving and or remediating or enriching those pieces within their map assessment so at south side teachers have chosen to use that correlation and then make printable to-do lists so to speak based on each child's needs and based on their scores on the nwea map so students work through each of the skills and they might earn a star or a sticker as they complete each one and then i have seen as students complete the whole page there's that real sense of accomplishment and i have really come far and look at all of these skills that i've mastered um there is a skill there that's pulled out and on the next slide you'll be able to see what the student can see when they look at a problem on the left hand side is what the question that they're being asked to answer on the right hand side it shows how they can learn with an example and then in the red you can see that both of those options are available in spanish as well if anybody would need that accommodation in addition to helping teachers and students this has been a great tool for us as administrators as we do our quarterly visits with each of the grade levels this gives us a common tool common language really vertical articulation it's a great tool to use but as we're working with teaching teams and as we're working with our udl facilitator we get analytics about the scores and about the work that the students are doing so when it comes to the analytics when this was actually captured uh last week we were at that total um this is a live update so i will say as i was reviewing tonight the score that i wrote down or the the number of questions i wrote down changed three times just in the time i was writing it down and we are now up to 668 783 questions as of 5 18 this evening so we are seeing that kids are engaging with this at school and at home which is a huge factor in this program and it really gives parents insight into what their students are doing what their children are doing because they're not students to them it's their child straight from our teachers so when you look at these two statements and you look at the survey this was from our teachers as well to give a little credence to the bottom statement there talks about in my career this was a veteran teacher not a first year teacher that makes this claim so we were impressed by that and 100 of those who surveyed and answered said that it is a beneficial tool and for that we are always grateful so thank you for your time tonight and we will now open it to any questions you may have awesome thank you so questions individuals have i have a question sure so thank you for your presentation i excel is something i'm somewhat familiar with um and i know it actually has other subject areas right like science and social studies and different ones but um thanks for that presentation i was wondering how this integrates into the udl framework or pbl framework or okay absolutely um i think this is working i can hear you you know so you know in the goal setting and um an action and expression part of the udl framework we look for students to be able to set goals for themselves and then you know think of your method for achieving that goal so this is one way that they can um produce that action and expression right that's kind of a self-regulation sort of technique and um i find it really interesting and then there's the engagement piece too um especially with the younger grades they love receiving the badges and that kind of thing so that's an engagement as well okay and then i was going to ask you about the chart um so i guess teachers can decide you know some of them use them daily some three or four days a week so they sort of tailor that to their needs of their students in their classroom um so that's that how kind of that works with the remediation or enrichment okay see teachers use it as morning work as students come in in the morning or maybe a station work as kids rotate different activities some groups have what they call a win time or what i need and that could be a piece of that so it really just depends on how the teacher is setting up their classroom and some excited for homework as well so they'll give them the skills that they work on and then they'll come back and the teacher will be able to see that reporter probably did thank you very much great other questions mr rhymes yeah um mr bagmar you said all all the elementaries in bcsc utilize ixl to a certain extent do they would you is it fair to say all the elementaries use it in a fairly similar fashion to the way you use it at south side um i know that we as a principal group have talked about ixl and its abilities and so yes most definitely i think the the opportunity to use it for grade level by need um and the flexibility of it really allows that to be done so i think it's an easy question as to yes it's being used and i think the flexibility to use it to tie that academic standards or go math for the adoption series i think really lends itself to being easily how long has ixl how long has it been part of the corporation for four years four years okay awesome i have a question i don't know that's necessarily ixl related but you kind of went there in one of the teacher comments that was made around missing out you know kids that have missed out over the last two years with e-learning and at-home learning and all of those kinds of things and i just wanted to tee off of that a little bit and get your perspective in elementary school where have you seen that play out for some of our our younger kids and are there any grades in particular where you found that now that we're back in school you know even with different accommodations that that's maybe showing itself differently than in other grades it's kind of a big question i think our primary grades talked about um with the integration of nwda and that assessment piece kind of gives us a view of where we are and in our conversations just within the last week and a half he was going to not sound the wrong way it wasn't as bad as they called they were pleased to see the academic programs um it also helps to dial in on those individual needs that we have so over that time frame there may have become gaps here and there but we can see them and then we can address them and i think that's one of the beauties of this program is uh during that time frame and during those opportunities where they may have missed this or that it really has allowed us to kind of dial in and be individualized with that need and i think that's been one of the real blessings of the program is getting into that individual level and the fact that it's a tool that can be used at home even when students weren't present they couldn't have used a device at home or any device to log on to isl and continue with that skills practice and with those windows examples that would help reinforce any direct instruction that they may be missing was still right there at their fingertips nice yes mr speaker i think at one point during the presentation you mentioned a specific vendor like houghton mifflin this this technology would have worked no matter who'd we chosen for that particular piece of the curriculum yeah so somebody's done a ton of work on the back end is this nick how do we afford this seriously what how do we how do we pay for this [Laughter] [Applause] i kind of want to make sure this works too i think we're just in too far in line with the speaker um what was that title yeah there's title money that's involved there's student fees that are involved we pay for some of it out of operations or educational funds so we have to get creative sometimes but make it work it just seems like a tremendous tool and then i was looking at the pages that you've labeled student views how so if i go in on that red red box item which had to do with multiplication facts how many additional screens as a student will i be able to see how many examples will i be able to work through is it just the one that i see here or does it go deeper than that it might depend on how many things i think there is an example that goes with each question so if they miss the question then it shows them step-by-step how to solve that particular problem it's not a generalized instruction it's very specific to that problem the one at the top that was about learn by example that is a more general okay this is how you attack this type of problem if you missed this one here was a way that you could have solved it and then how can how can the algorithm figure out the difference between somebody who was lucky and somebody who really understood the material [Laughter] they aim for what it's called a smart score um and 85 is considered proficient and 100 is complete mass hurry i guess um and i know from teachers and students that as you get problems correct your smart score goes up if you miss a problem it takes quite a few more tries to get back to where you were so i think that's how the program determines or distinguishes between guessing and working and you hear audible groans from students when they miss because their score they watch their score go down and then to work to get that score back up uh it takes some effort so they're they're very attentive to that thank you and then so the the assessments of the students are happening all the time that they're in this particular program on their devices the nwea assessments are quarterly okay and then the diagnostic piece is a separate login to do to do that piece and then it can be individualized based on the teacher need they could write a list of those skills that they want them to do up on the board as well okay it's keeping track in a multitude of multitude of different ways the diagnostic piece kind of sticks over here by itself thank you sounds wonderful thank you for the explanation all right any events miss jackson would you scoot over that way son he's going to hit you in the head uh mr beckman i'm just trying to say i have one small question uh if i i noticed in the students well in the red is that both english and math or is it just one up that specific one was in math i believe uh but they they'll get different scores for different subjects that one was in math excellent how exciting wonderful and i appreciate the utilization of our technology both for y'all as well as for our students other questions thank you very much for a thorough presentation of this [Laughter] okay thank you southside staff appreciate that update on the use of ixl it has been a valuable tool for us for the last four years as you've indicated it's a real quick update for you on the uh gun covert 19 as we try to provide you at least with information from meeting to meeting so these uh state maps that you see each time the on the left from the cdc the on the right from the department of health that's the most recent update from last wednesday that map does get updated each wednesday but it's based on sunday's data so data will already be in for this week we'll see what those look like for this week but the colors are getting better as a state it doesn't really look that way too much on the on the left but in terms of the way that the indiana department of health measures that we are still at 2.5 but the counties around us yellow and orange too this is from our local copa 19 task force database uh i checked before we came in for this meeting and still didn't have an update from yesterday's numbers typically we have a monday number based upon a sunday so this goes back to last wednesday october the 20th that new positive case number was at 54 but the previous sunday was much smaller than that i think that's an accumulation of testing and so forth done after fall break there were 21 hospitalizations which is quite a bit lower uh less than the numbers that we have seen at crh over the last few weeks in terms of our own internal numbers just a reminder we had 29 positive test cases in the first quarter of 20 20 21 and we had 106 positive test cases we went to e-learning on november 9th hopefully we can avoid having to ever do that again except for maybe a snow day or something like that um first quarter of 2021 22 we've had we did have 515 positive test cases as of friday the 22nd when mrs thompson sends that information out and we share that with the media at two it was at 549 positive test cases that breakdown was 480 students and 69 staff members a big piece of theirs is with those positive test cases we also then have close contacts not only close contacts of those 549 but close contacts for other reasons maybe a family member at home is positive and therefore the household is close contacts and they stay home too and they get counted in that number we had 2705 as of friday that is an average of 4.9 per positive test case it would actually be a little bit less than that because again that 200 2705 includes all instances uh that'd be more than the 549 that are internal so less than five per positive test case in regards to that and i know that this is small for you but this is a new set of flow charts that we have come up with over the last week or so beginning last monday coming out of fall break we did adjust the protocols for close contacts and so we began to align with the department of health's recommendations and so the indiana department of health end of august or so uh during the time frame of one of the governor's executive orders that was to take place for the month of september since then that executive order has been updated again for the month of october and so these close contact guidelines remain in effect do and do focus specifically on a mask environment so if we're looking at that bottom flow chart where it says quarantine guidance for close contacts exposed at school without symptoms so there's some critical pieces in there exposed at school is one piece of that we can't control the exposure other places from a close contact standpoint and then staying without symptoms is also key and then as we go from that everyone mask is the next critical piece and so again this language is not bcscs it is from the department of health we've adopted that and began implementing it and so if we have a positive test case we do the identification of close contacts with those positive test cases and if we have a traditional classroom and or bus environment in a mask environment which again is a school corporation we remain mass required those individuals identified as close contacts in those settings are allowed to stay at school as long as they remain asymptomatic so beginning last week we started having that situation we would pick up the phone and call a parent and indicate that we have a close contact identified as long as it was in those environments those very specific environments we can keep those individuals in school so it does mean that there are other situations that will happen at school that close contacts will still need to be quarantined lunch for example extracurriculars choral classes pe other other situations where it's not that traditional classroom setting where we are in a mask environment a little bit more controlled um so you have the everyone mask and the any one unmasked columns or or parts of the flowchart to go through the rest of that flowchart it just goes back to the students or staff with coveted symptoms and is a reminder that if a person has coded like symptoms what are the steps that we take in that situation whether it be get a test with a pcr or antigen test or seen by a healthcare provider and given an alternate alternative or alternate diagnosis or it is a positive case and we have to work through the isolation of the individual because there's a positive case so that was just updated last week we'll make sure that we get this on the website and out but it is the practice that we uh we are following at this point in time and mrs thompson i don't know if i gave that justice or not in terms of that explanation if there's help needed i would you can give that okay always give me the thumbs up back there so i'm assuming i handled that okay questions in regards to the code numbers that we've had and then the change to the close contact changes that we have mr center the uh a couple of points thank you for the presentation the numbers section i always get confused when i see the total numbers how much [Laughter] so as of friday october 22nd 549 positive test cases that's that's going back quite a ways in history start of the school year and so august the 6th yeah the 515 win when did that happen so first quarter august 6 to fall break 515 and that's just to give a comparison to a year ago just it's just a mark difference that's that's just the way it is and then since the beginning of fall break so really the last two weeks the week of fall break and then last week being back in school we would have had another uh positive test cases so total for this school year is here i can begin removing you know that one here we were just leading up to from a comparison standpoint of a year to date or a year ago first quarter one number this year first quarter a markedly higher number scratch that out now as we get to friday october 22nd and today that number so i'm sure we picked up a few more cases today kelly but it's going to be around 550 plus at this point okay thank you and then on the slide with all the colored rectangles red yellow and green um this one when did we start okay internally when did we start using the new guidelines for contact last monday coming out full break last monday okay so we've had a full week of experience we have and so we had seen cases start to decrease so we hit our peak in terms of weekly numbers heading into labor day weekend and then the week after so so that that those two weeks around labor day weekend highest numbers per week for us this year since that time at all levels elementary middle high school and then as a corporation as a whole numbers decreasing per week and so with seeing that and also recognizing that going back to that number of close contacts 2705 close contacts i don't know average number of days out of school eight um you're going to have 20 000 plus uh days of misinstruction there and so we believe that it was an opportunity to take advantage of a adjustment to mitigation strategy because cases were going down number of cases going down and so moved to that last week when we began contacting parents so again aligned ourselves with something that exists department of health indiana department of health recommendations it's not yet a cdc recommendation it is an indiana department of health and begin that change i don't know yet mr student i did not look to see what what difference because your question might be heading this way and so should have anticipated that what difference has it made in terms of the number of people we've been able to keep in class i will get that number and just and just send it out and share make sure to share that as a part of our regular report now as well but we would have had a a big change too and just number of kids who were kept in school last week versus sent home for the 10 days that they would have been sent home that's great thank you yeah well i think it would help as well if you started just reporting second quarter because it i mean for example the way you put this together this is the only way for us to know the impact of fall break right and so i know some of our conversations was are we going to make these changes right after the fall break so yes and it wasn't too bad but i think that would be helpful for us too and just for us to be mindful of and help the community too that when they're not in the um environments that we're controlling we have to be sensitive to what's going on for our students okay yeah we can pivot and then just change the way that's stacked on there to show that we're moving from into the second quarter what that looks like versus fall break so fall break and last week we would have had again 34 cases total in those two week period of time and we can start tracking it yeah that way and i would add for the board saying i didn't mention this again i referenced the fact that we were following the indiana department of health guidelines we also did we don't operate in a vacuum and we have consistently had many conversations locally and and so we did have dialogue with columbus regional health as well as the the mythology county health department uh just to run this by them and indicate we we don't want to also surprise people and just start uh acting arbitrarily all of a sudden so we did have that dialogue in that conversation uh locally too and again then attach ourselves to the department of health all right great thank you very much all right this is the opportunity for public comments or two individuals who've signed up i'm and i'm anxious to hear your comments but i don't see these exactly as agenda items but given the i'm going to assume the context given what you've written here all right um jason meyer you've written that you're going to talk about at home zoom yeah so uh the reason why i felt it was appropriate to talk about this tonight is because i had to write in excuse me there you go thank you item during last month's out of building board meeting and i don't know if you guys had a chance to address it yet and so the question was is uh i had i had noted prior that my daughter had gotten traced and sent home for a week and it made it a little bit difficult for her to keep up with class being at home considering she couldn't see the teacher she couldn't see other participants in class she didn't have all of her homework when she was sent home and she wasn't allowed to go back into school and get it my wife had to go get the homework and another friend of hers actually brought some homework with her so my question was um in the september 27th uh i had wrote that i had spoke to both dr grant or mr grimes and dr roberts about my daughter being traced and wanted to know if it was possible if children that are sent home and you saw there's many of those could get the opportunity to have a zoom set up in the in the rooms so that they even though or they're not in the classroom they can still participate and the concern i had which i noted was it is hard to learn a foreign language at home by yourself right and so she's taken spanish and that was one of the difficulties she had was just the enunciation how to say the words but it's not just that we're very lucky that she works really hard in school and we give her time and we help her as much as we can not all kids get that so my question is i hope that you guys have all seen that i hope you've acknowledged it and i'm curious as to what the plan is to protect kids so that there is no no kid left behind right so so that's my question i'll i will seat my minute 10 and let you guys respond thank you we'll certainly take that under advisement but we're not in a position to offer a discussion about that this evening i could add um just dr shedd in regards to that sweetie the conversation i can follow up and and and share uh the steps that are being taken to at least try to have improvements including one that we've already mentioned in terms of close contact and trying to limit the number of kids in that in that situation already okay cool great thank you um next on the list is eric grow and you're probably correct in your assessment i would argue i guess that communication would be relevant to all topics but you know in good faith i definitely uh have a specific agenda behind my topic um i actually have some grievances some pretty serious ones but i'm not going to take the time to talk at you guys about that tonight i want to use my time for two more important purposes first i want to take a moment to publicly call on our community to start paying attention i don't mean that in some like backwards way of like mob rule to strong armor school board or something like that i actually um have what's best in mind for this school board in that regard you guys can represent your constituents better if they're involved and this isn't you know just listening or reading it's it's a attention to the extent you pay for something you know things like time and effort so when something that is important to you is happening it can come to your attention and then you can put forth effort to influence that to the best of your abilities and that's a calling and there should really be hundreds of parents in our community called here for the issues we've been having and you know this here directly and immensely impacts my children's future our neighbors and our communities children's futures you know so i guess to the camera you know what are you currently paying attention to that is less important than that you know maybe make some time to start paying attention to our schools and getting involved where you're called to collaborate with the board and bcsc staff and the second topic i think we all need to kind of take a step back and evaluate our foundational principles i mean that board bcsc staff and parents i think right now we're all in our trenches and you know the way we're conducting ourselves is driving a wedge further making it less likely that we can be productive and help our children so you know to talk about those foundational issues they pretty much revolve around communication i think you know we don't have an effective means for communication uh to function properly right now you know us coming to school board meetings to talk at you um the email process is really not working um you know it's it's really resulting in the understanding that what we have to say is not important to you you don't care enough to give time and effort to it um i'm not saying that's the case i you know i actually believe you probably do care um i'm just saying that's the result that we're experiencing and most of you are you know your mysteries to us for the most part and i think at this point you really need to be overly forthcoming you know explain in detail have dialogue have thoughtful email exchanges have meetings with parents host town hall style meetings where we can have discussion and i understand there's some legal issue with that it's really weird but just some ideas and right now you're allowing a big part of your community to decide what you think and believe and that's like a really really terrible idea right now um you know inevitably you're a caricature of a school board and we're going to fill that box with other school boards as examples you know and you don't want that box filled with you know places like hamilton county or loudoun county in virginia on the school boards of school board associations that have recently asked the fbi to investigate parents for dissent um you know firstly don't be like those school boards but secondly don't let us put you in that box let's open some communication and that fbi example raises a great point as a leader you evaluate your past actions and when you make a mistake or don't do something as well as you could have and you will because you're all human and we all do tell us explain it and we can come to understand it would be much better if you don't you're telling us you don't think you did anything wrong and we're gonna notice when you do stuff wrong so you know that leads us to all kinds of conclusions about where your hearts and minds are telling parents that being able to speak at a school board meeting is not required by law and is a privilege granted to us by you now that does help us paint a lot into that box about you but that statement tells us how much you think about our voices and your duty to represent your constituents not only did you disenfranchise all constituents for the actions of one or two that mentality is a violation of a very deep foundational principle your principle for deciding what you should do should not be what you are allowed to do you're supposed to do what is right this is illegal versus moral and there have been some really powerful case studies through the 20th century on this one parents mr grove i'll wrap up if you would thank you to parents i say get out of your trenches extend a handout collaborate with this board and bcsc staff to bring about the best issues the best results on these issues and board please take that hand parents we need to step step back also and review our footing and admit where we were wrong before we can come to this table there's a time for words of action there's time for unrest and there's even a time for action but this situation is not lost yet and therefore those things are premature we can still step back address these foundational problems and come to the table in collaboration don't forget the price that is paid for failing our children and in future meetings i look forward to bringing to light and diving into specific issues i thank you for your ear and hopefully for your consideration thank you very much so next on our agenda is our what list so first i'll turn for board commendations i know mr grimes is ready go right ahead i'll stick to one this evening um so i think we all know and can acknowledge that you know there are adults in a number of different capacities and roles in the corporation for it to function properly and i just like to take a couple seconds here just to recognize five individuals i think oftentimes probably go maybe unnoticed and slight and more than slightly unappreciated in the role that they serve uh in terms of keeping kids safe and that's the the five student resource officers of bcsc uh julie quisenberry eric stevens eric kapinski greg ross and tancom clark um and if i could just uh real quick just read a couple things that sergeant quisenberry shared in the the first quarter report from the sros she says that this semester has been the busiest one that we've experienced since the sro program began back in 2014 and then goes into all the programs that they've done all the incidents that they've been a part of and in summary this has been a wild first quarter our sros are doing a great job dealing with a very trying school year so far i could not be more proud of their efforts and enthusiasm for guiding working with and protecting the students and staff in our buildings and that's from sergeant quisenberry so thank you very much to the five sros of bcsc thank you very much for sharing that are there other commendations miss wilden did you want to share anything we have a bunch of runners in columbus oh my gosh dewey so columbus north wow like really amazing job so cross country across the board in columbus indiana is a pretty important sport and i'm also gonna i know it's not bcsc but st peters lions did the same and they went to regionals they did an amazing job great thank you very much others all right next on our list is school board member reports yes go ahead and start crimes i've got two quick ones i'm not sure this falls under maybe uh the proper category but i just wanted to thank the corporation for the opportunity for three of us to be able to attend the school board association conference last week in indianapolis lots of good sessions very informative speakers i know personally i gained a much greater understanding of several different topics than i had before particularly the uh the notion of cmcs as the corporation continues to to move forward through that progress or process with uh the many facility upgrades we have to look forward to um so thank you for that opportunity and then also the bartholomew consolidated school foundation another plug for this uh saturday november 13th with the start line and finish line at the somewhat new now still bcsc soccer complex sign out on posture drive we hope to have a big turnout lots of drawings from local businesses um and anybody that might be interested in looking at that opportunity before you leave tonight i've got plenty of sheets here with qr codes you can scan and register right now so saturday november 13th cross fingers for good weather and a big turnout to support the foundation's general fund awesome thank you very much are there others no i i have a mine's not going to take very long um but the health trust met um october 20th and we went over the quarter three financial report talked about the updates on the vaccination incentives and premiums with and mj insurance always gives a report along with scio and some of our other partners optim rx quarter three reports and the health center gave a report our on people that came into the health center and kelly gave a wellness update and um yeah i think always kind of the same sort of go over the same format every time with the quarter reports and then we may have some other business um on the trust and then sometimes the other members come in virtually this time to give reports on like scio and health center and those kind of things so learning something new every time thank you mr phillips and then you do have an approval item under your list of approval items that came from the dialogue of the health trust meeting julie speaking of right so the premiums have been set for calendar year 22.

hey good evening everybody let's call to order this october 25th 2021 regular business meeting of boris school of trustees held in public with a start time of six o'clock to order we'll ask uh if everyone may please rise we'll ask mr hoffman to lead us in the pledge of allegiance i pledge allegiance to the flag of the united states of america as to the republic for which it stands one nation under god indivisible with liberty and justice for all the promises of the fight it was important okay let's start our meeting with the board of school trustees resolution accommodation awards uh item 2.1 this evening is crown point high school athletic department for winning the 2020 the dac boys and girls all sports trophy do we have a motion to approve second moved by mr hoffman and second by mr angel any questions or comments if not all those in favor signify by saying aye aye opposed that motion carries 5-0 and uh i will present that commendation yes would you want to wrap around the wrap around the front and yeah there's cameras all over stuff so this is fine award and uh excited to see you all here this evening we're not sure if uh i was almost in particular just see mr cruz um let me read through the names uh not everybody's present but those of you who are uh well we have that foundation to be presented to the boys and girls okay all right so let me repeat that so the resolution accommodation crown point board of school trustees is honored to commend the conflict high school athletic department for notorious achievement they hereby resolve that the border school trustees for the crown point community school for which christmas presents here congratulations to the cronkite high school athletic department for being the recipient of the 2021 boys and also the girls eac all sports trophy the board of school trustees publicly recognizes this achievement and renders the permanently pushed minutes to be preserved for public prosperity of october 2021 and um read through our coaches uh if you're presenting here our assistant athletic director mary roth athletic secretary and the boys coaches we had uh steve sprayer coach clint swann eric forehand yes kevin enright uh mike bazin ryan bishop carl davis glenn brandon lauric brian ingerman nick bruno and mark garrett and for the girls coaches we had andrew bridgepop rich walsky chris sieber allie florik allison duncan jennifer vinovich brian elston amy pish and brian angerman now as a board member a handful years ago when i heard about this award i think we i've knocked off valpo for the first time in many years and i i i remember catching me just the accomplishment of being named dac all sports now to have boys and girls and a few years running mr drilla can you give us any more on uh you know we've won 11 of them now this is the first year that we won both boys and girls at the same time so um we compete in a really competitive when that is a testament to our coaches our athletes we get great support from mr martinez as our principal from our district office as well supporting athletics and we have a great program coach patch just came in our so for us it's a big accomplishment and it's our goal every year to win that all sports trophy which means you're the best in the conference all around essentially i would say something for all of us to take pride in but for all of you here i i hope you understand how much much appreciation goes from us to you and our community and students and athletes that put in somebody so much time to put into extracurriculars in crown point to see um all that labor be noticed right um board members anybody like to offer i would just like to add obviously being on the board for some years now the greatest thing you could see is sometimes the tally board when you walk in by the athletic office and it shows where all the schools are ranked based on their performances so for those of you that don't know this award goes to if you finish first in the conference you get so many points all the way down to last which fortunately we're never in that position and it rates all boys sports in the girls sports and that's how the awards given out based on the most points so more success you have at any one of those varsity sport levels obviously more points you get and to achieve this accomplishment of winning both boys and girls is outstanding i know how much each one of these individuals and those that aren't here take their sport seriously and are achieving obviously for student success but also trying to win and try to finish on top of the conference so kudos goes to all those individuals it's always one thing i always take a glance at when i'm there for a basketball game in the winter time obviously football season you're not walking in but just kind of see how the season's playing out for this upcoming year see where everything's at so just on behalf of myself and the rest of the board congratulations to all of you and we do appreciate your hard work behind the scenes because you know it's never easy uh sometimes when we're either rebuilding or struggling one year and you guys take that to heart and live with that and sometimes some sleepless nights so we greatly appreciate that you're looking out for the best of our student athletes here at crown point sportsmanship is included in this as well as just no this is the difference this sportsmanship and now that i know 10 games i got a better chance all right that's brilliant thank you very much thank you board thank you todd everybody thank you thank you [Applause] oh thank you item three we have patrons comments uh patrons registered to comment on educational issues we do have a handful this evening uh three four five six seven eight or nine um i think it's been beneficial the past few meetings to uh read um the rules for comment and um what will take place so the guidelines the board will hear patrons legal residents in center township or winfield township wishing to comment on educational issues at the regular business meeting of the borah school trustees held in public patrons must sign the sheet provided in the back of the room prior to start a meeting when their names are called to address the board they will move to the podium in front of the room state their names spell them for record keeping purposes also state their address and the topic that will be addressed if patrons have prepared written statements on the topic they may present at this time a time limit of three amendment three minutes is allowed for each speaker we'll ask mr angel to be our clock keeper he will probably give you a warning at 30 seconds and then i'll give you a buzz to be finished at three minutes the portion of the meeting during which the participation the public is invited shall be limited to 20 minutes unless extended by a vote of the board speakers are to refrain from speaking on personal issues and student issues so thank you and we can um begin with sarah miller so sarah um as stated would you please come to the podium can we just get your name and address please in the topic you're speaking on yes um sarah miller in 6224 west 136th avenue in cedar lake and i'm speaking on the coveted policy issue do i start now all right so i want to say i appreciate that you guys have taken a conservative stance in regards to the initial back to school plan after school activities and your stated desires for parent choices parents are intended to be primary caregivers we make all major decisions for our children including medical and this should be the case at school as well we're at a crossroads right now government agencies including the cdc have been overreaching for decades but now they are treating our kids like government property they have no right to force medical devices such as masks on kids we already know they are ineffective but that aside i'm taking you at your word that when you say the main roadblock to mask optional is the contact tracing order when governor holcomb renewed the so-called state of emergency for the 19th time he instructed the state department of health to issue school guidance and the indiana code 16-41-2-1 is what they cited as grounds of legal authority however upon review of chapter 16 it becomes clear their policy is not being legally implemented because under article 41 chapter 9 section 1.5 it states if a public health authority has reason to believe an individual has been infected or exposed to a serious communicable disease they are to petition a circuit or superior court for an order to impose quarantine so with this procedure in place i could guarantee there'd be no more mass quarantines excuse me so i'm urging you to be brave and take a stand for parental rights like the griffith school district which i know has been brought up and i know there is heavy government pressure and bribes occurring hopefully not within crown point but the american rescue plan has flooded the nation's schools with massive sums of money and our state's own application strongly referenced universal masking and a vaccine campaign so i trust you will take a firm stand against force vaccination as well and i'll note now that indiana code 16-41-1 says immunizations cannot be given without consent and without parental consent for kids and if we give up autonomy over our bodies then we surely have nothing myself and countless other parents are in this battle for the long haul we have given you guys the benefit of the doubt up until now and we know you have the power to make changes so i hope you'll make those changes which you know are the right thing and spare us from furthering a lawsuit with the district [Applause] thank you sarah rocco de luca 129 23 knight street uh cedar lake indiana 46303 and i'm here to speak out uh about the masks and quarantine policies unfortunately i didn't prepare a speech the way she did it's the first time i've been to one of these and uh but but i do want to say i did do my homework on it because my son decided to pull his mask off he got in trouble with mr bowder's mr bowers called me and we went back and forth and um i've spoken with mr marcinek on this he says you know talk to the district i spoke to the superintendent he says it's all on the executive order i've read through the executive order and i've read all subsequent documents that the executive order points to including ceo 21-01 which is basically just a recommendation for how pharmacies administer vaccines the contact tracing thing to me is is um it's kind of a weak excuse at this point to continue using an apparatus which i call speech muffler because it really to me it's it's the government hand over your mouth you know shut your mouth do as you're told uh and we're doing this to our kids the future generations and i i'm not raising my son to be subservient i'm raising him to be a freedom loving independent patriot who's strong and goes out and gets his so um i've also looked at another document coronavirus.in.gov forward slash 2400.htm and again that that's another document that doesn't say anything about masks everywhere i go it all it all boils back down to the cdc at the federal level and all the cdc is doing is recommending things so we have an executive order by the governor's office who never calls me back and that recommendation is now being implemented with more and more consequences with each step of the way when do we stand up and use what power we have to start pushing back when do we protect our kids when do we as a school say hey enough's enough you know i've got i'm a construction worker i've got 40 hours of mem shot training 40 hours of combined ocean training and out of those 80 total hours i'd say about 40 of them are focused on respiratory safety and anyone in this room who works in a safety sensitive position knows that i'm telling you the truth especially if you're mshaw certified we know these masks are not adequate for protection so why are we why are we using them i mean and if if there is any logical reason for why this board is implementing these mandates can you at least put it down as a document that shows the roadmap okay can you at least show us in writing what the road map is where all of this starts from the document where it is in writing what what scientific studies have been performed that's it thank you [Applause] uh thank you rocco elizabeth tricker good evening i'm elizabeth my address is 3826 west 106th lane in crown point i have three children now in the crown point school court and i want to address again and appeal to your better senses to come with a new perspective towards these covered regulations the mass guidelines and look at the information that we've talked about learned about heard about before and uh take a stand on it so i recommend that the school corporation return to a mass optional policy and recommending and insisting on the use of masks as a medical device puts you in a position that you're unlawfully practicing medicine because you're not medical professionals here or i don't think that dr terrell is a medical doctor so we shouldn't be prescribing medical devices on our children quarantine also is unconstitutional it's illegal to force quarantine on close contacts a quarantine of close contact should be optional and maybe we could think about using utilizing uh symptom screening to better come at this so young people are at virtually no risk of dying from covet or transmitting it to others i know we've said all these things before but let's look at it again let's stop following the governor's orders that don't make sense let's use our brains and our judgment to make these good choices for our decisions and choices for our children the overall survival rate is 99.997 percent students are at nearly zero percent risk of contracting or transmitting this illness and it said they can act as buffers and it may help themselves and others to build their immune system so the coping virus attaches and replicates on the h2 receptors of the cells and these ace2 receptors are very minimal in young people and that's why they get the virus so mildly uh it does these h2 receptors in the respiratory tract will eventually increase in numbers throughout adulthood so that's why adults will get it more severely now natural immunity is also far stronger and longer lasting than the vaccine which was created against only one part of the virus when you have natural immunity you're exposed to every part of the virus and your body will create antibodies against it and it will enhance your ability to recognize and fight this virus off and any other coronaviruses because we know there are many variants and this is a whole family of viruses that have many types oh man i got a lot more to say all right so we are medically and legally concerned about this mass policy in place they're ineffective let's see by promoting the use of a non-fda approved because masks are only also emergency use authorized this is unwarranted and illegal it's in direct conflict with the nuremberg code and let's see so please stop directing our children to follow these orders thank you elizabeth beth yorum um my name is beth urum and i'm at one two four six one pennsylvania place crown point um i'm pretty much covering a lot of what these guys have said but first of all the school board does not have the authority to quarantine without an order from the health department to date it has only been a recommendation if the health department issues a quarantine it cannot be implemented without a court order issued and signed by a judge it is dr vavali's lala's responsibility to obtain a court order for each individual who is being required to quarantine governor holcomb's eo regarding schools that mask up by reducing contacting from six feet to three feet is disingenuous at best a mask is a medical device only to be prescribed by a medical doctor which he is not my opening statements regarding qualify or quarantining nullify his executive executive order per indiana code there is really no need to debate the efficacy of mass on whether they help to stop the spread or the monumental harm masks are doing to our children there is plenty of research available that on that these matters and i hope you all have done your due diligence i am up here to state the law and according to the state of indiana this board is not following the law i want to let you know that i will not use my son as a political pawn i respectfully ask that neither do you he is a 15 year old kid and these issues are heavy for a boy his age perhaps if he was taught a better understanding of our constitution and our bill of rights he would be here with me stating just how unconstitutional the handling of the situation truly is i have heard the board state that the decisions are made for the good of my kids and you have their best interest in mind you may say this is not political but again i respectfully disagree in my opinion if it is truly about the kids you would absolutely look at all the scientifical facts the pandemic and how the division on these issues are affecting them eric holcomb and the lake county have played pontius pilate by putting the decisions in your hands unless you as individual board members are medical doctors you have no authority prescribing a mask the only way you legally have the authority to mandate mass is if you implement it as part of the part of the dress code in closing masks are a medical device and in regard to quarantine protocol is not being filed per indiana code ultimately my hope is that this board will take all of this into consideration before i take legal action against the board and its members for violating my son's constitutional rights thank you for your time [Applause] i could make a quick recommendation to the board to extend this session for 10 minutes we have a couple uh speakers that have come in with that did not make the sheet but also we have a couple on here that look like they're off the topic of coveted masking i do have a motion to approve that extension of 10 minutes second does that move by scott babic i missed it moved by scott babies second by uh scott angel i was in favor of singing about saying aye aye opposed okay so um this green will extend the uh limit by 10 minutes i think that'll take care of everything um next up we have nick santos stefano all right my name is nick santos stefano 3099 west 136th avenue um i'm sure i hope all of you know about what we found out about griffith i'd emailed it to the board i know a lot of people circulated online but i wanted to read it so everyone could re-hear exactly what their superintendent said and what they're doing there so i have a friend that emailed griffith schools about their coveted policies because she had heard that griffith had an optional mass policy and they are not quarantining healthy kids this is the response she got from their superintendent she said good morning yes ma'am you are correct maths are optional for all staff and students district wide we have consistently had a low positivity rate i believe our parents and staff have a right to make this decision have a great day she emailed back and asked well are you quarantining then the response she got from the griffith superintendent was you can view our positivity rate at the end of each week on our school webpage we update each friday you can see we have been below one percent each week in each building and district-wide since the first week of school quarantining our board attorney has reviewed the governor's orders lake county health department guidelines and is confident that our return to learn plan is legal we do not quarantine adults and students that are not sick we do inform all parents of those that were in potential close contact of a positive case parents have a right to quarantine their own children parents have a right to test their children parents also have a right to vaccinate or not vaccinate their children my recommendation to the board continues to remain the same parents and staff have a right to make a choice to best meet the individual needs of their children family quarantine healthy students adversely impacts their right to a free appropriate public education i continue to monitor our positivity rate closely we have allowed for all activities to go as normal throughout our district and our students are thriving about 90 percent of our staff and students do not mask some staff and students mask we respect personal choice we're in this together she adds please know that when making this recommendation i only look at what's best for our community and student population i do not assume to understand the challenges presented in other districts she mentioned under 1 positive rate so i took the covid impact data for crown point which every week we've had far under one percent our highest week would be week three we had 0.56 and to compare where griffith was last week to where we were griffith had a three-day week and they were at a point five six four percent our week last week for a three-day week we were at point zero seven one percent which is far lower than griffith so i'm really having an under ti hard time understanding why griffith can get away with doing this and we can't do it here in crown point that's all i got [Applause] thank you nick bill mccall hi i'm bill mccall i live on 1215 cheyenne drive in crown point well i feel a little out of place speaking now uh i'm not speaking about covid but i have to take away from their important comments i sent an email out to each one of you uh regarding the crown point lacrosse team i'm here to read my email if you need that or to answer any questions we're not allowed to do our board policies it's not a an opportunity to have interaction back and forth but you could read us your your comments or if you'd like to read your email that'd be fine but i'm sorry yeah if you have anything that you want to add to it i can tell you that we've all we've all read it we all saw it and we've had discussion about it but if you have anything else that you want to add this would be a good time just make sure you did you pause that scott we're good okay thank you well uh thank you i just wanted to bring it a highlight to speak out now actually today in 30 minutes we're having our call out meeting over at i just wanted to highlight the fact that we're an all crown point team and we want to represent the school we take the field each time with crown point on our chest and go out there in red and white and go and say go bulldogs but uh i was the captain so i feel like this is important i know a lot of the guys on the team want to play for their school and want to represent it and i also know a lot of students that have no idea what lacrosse is and would love to see a game uh i guess i'm talking to you now because i'm jealous of all these other schools all the indie schools laporte chesterton and penn they all have their backing of their school and i i like that also the growth of game lacrosse is kind of a minor sport it's bigger out east where it's through the schools a new pro league was just made but i want the next generation maybe i won't see it hopefully my kid will uh we'll see that crown point embraces this new sport and gives it all it can do because we uh drive down to indy almost every week with our own cars we don't have our own school buses like all these other teams so that's also a safety factor that i'd like to bring up but it's mainly that i just wanted to bring it to your attention again so thank you for your time [Applause] thank you bill uh kaylee chicky kaylee chicky and i live at 13454 cardinal lane i don't have a speech prepared um i basically don't even really know why i'm here because nobody is listening to anything that any of these people have to say i've been to three of these meetings by now and i can see you guys all laughing at us and ignoring us and these points that people have been making multiple times and no one is listening so i don't really know what else i'm supposed to say is here because these masks are ridiculous and we're not in china we're not covering up our faces because it's some religious anything they're pointless and you guys know that so i said uh next we had is it choi uh uh i'm sorry i pronounced it wrong my address is 1411 brookside drive number one monster indiana my daughter going to lake street elementary school um let me interrupt you for one second i the board we've um understand the circumstances that your address here that you have a child in the school system we've heard from you before and uh i feel worth noting that we're okay with you speaking without the crown point address thank you so much and mr harmon and a doctor todd and board member i'm here for addressing equal assets to rds as a mom according to you the registration function rds can only be given to the one parent who lives within the school boundary my rds asks e4 if for the student information where is a policy stating that the parent who live within the school boundary to access the registration information our website states that the rds student information software is the backbone for all your students all information including and medical record and then every information make your it staff job easier to web based teacher module and parent access student course and etc security assets can be tailored to an individual user's job function such as read only read write administration or no access to specific features different assets right can be granted for single or multi-building or district-wide ability to build the new user security rights using previously defined user security settings based on the above rds can tailor my security right to see the registration information crown point school corporation has chosen not to give me equal assets to see my daughter's school information as a mom why should it be that difficult and even to see my daughter's great uh grade grading and access to survey as a mom i had to ask for over one year indiana code 2033-72 each parent should obtain school information on their own without depending on one parent for sure the absence of action is discriminatory practice there is no rule in the rds or school system that defines only one parent who live in the school district allowed to full assets this is a violation federal and state law if i am different gender or different ethnic is already addressed and issue is resolved please stop saying it is system issue it is not please comply the law thank you so much thank you troy knight do we have somebody did not have an opportunity to sign the sheet i think ms greene mentioned you could step forward and just if you weren't here state your name and address please and the matter you wish to speak on tom kristoff i live at 3784 kingsway drive uh in the matter that i wish to speak on the mass and covet restraints um i understand that there's things that you can and you can't do if you don't set the policy then that's fine if there's something that you're hearing from these people you can make sure that their sentiments are heard to the people who do set the policy i hear a lot of anger a lot of upsetness and a lot of a loss of legitimacy towards this board because a lot of people feel that what they are saying is dying right here if you have the ability to do something take that ability respond to what they're saying if you don't have the ability forward their comments to those who do this board is the is the face of this of this school district if the board lets all of this stuff die right here then there's complete loss of legitimacy complete loss of respect and that's what this that's what these people are looking for you they're looking for you to hear what they're saying and if you can't do anything about it send it to who can thank you tom uh we had um extended the time for one more speaker did we have somebody else that would like to speak let me comment no we'll conclude that session of the meeting move to um uh yes yeah you're um welcome to you know you're welcome to stay for the remainder of the meeting if you if you'd like um if you want to take this opportunity to uh leave that be fine now too we're just going to move on to um consent agenda with dr terrell thank you for your consideration this evening our consent agenda we have several different meeting minutes that are listed 4.1 4.2 is our title 1 grant 4.3 is our indiana literacy early intervention grant 4.4 is our alternative ed grant then we're also asking for your approval on resolution 793 with the responsible bidder resolution as amended 4.6 our personnel agenda and then 4.7 the registered checks as they are presented thank you dr terrell you've heard the recommendation to approve the consent agenda as presented we have a motion to approve move to approve second move by mr hoffman in second by mr smith any questions or comments for dr terrell as far as you know dr turtle or mr hartman any changes on dollars that grants those grants that reoccurred from last year that would affect us there wasn't anything significant in the changes actually with the title one somewhat pleased that it hovered right around the 500 000 just under the 500 that was the one maybe that we thought maybe we'd see a decrease in but overall i think they were pretty comparable to what we've had great thank you any other questions or comments for dr terrell not all those in favor signify by saying aye hi opposed motion carries five zero action items this evening 5.1 out of country field trip to germany mr hartman thank you mr warney uh seeking your approval tonight uh for a out of country field trip to germany uh scheduled for june 2022 uh this is being uh sponsored by candace carey and heidi merrick uh candace has done a number of these trips uh um he had a previous school district as well as a crown point community school corporation uh this one is a little bit unique in that uh in the past you would tie it into a uh exchange program in germany uh because but because of uh some covet restrictions uh we cannot do an exchange in germany but we can at the same time uh have students uh um do go to uh to germany on this field trip she will be the sponsor of it she has outlined for you the uh the schedule for the time the flight the insurance is there the coveted restrictions uh uh that are uh being uh followed uh by the crown point community school corporation as always as we approach the timing of the trip we always monitor uh travel guidance from the state state department of the united states to make sure our kids are safe at all time so at this point in time i'd like to to recommend that you approve the out of country field trip for a crown point high school students to travel to germany in june of 2022.

an interest in learning and wanting to succeed that i have not seen before i cannot wait to see what the rest of the school year holds when i called and talked to mom earlier in the month to tell her that we were so proud of him we both got a little choked up and so it has been amazing to watch the transformation of having a little primary kiddo be ready for tz and all the growth and he has become such a phenomenal helper in the cafeteria with me when i'm in there and with his friends so jagger berry is our student of the month so i'm happy to present for dear meadow corey brown corey is corey not only does she want to please her teacher but she also wants to be good friends to others phoenix is always looking for ways that she can help others in our classroom she is aware of what is going on around her and she is willing to help at any given moment phoenix is someone that i can count on when there is another student who needs help packing their bag finding a page in their workbook or even encouraging other students to make a good choice and today at lunch as i watched phoenix she was going around just helping others doing things and opening you know helping kiddos get ready so you're a perfect pick i'm really proud of you congratulations [Applause] in case anyone's wondering we have a backdrop in the other room that we'd like to take pictures in front of for the middle school student of the month i'd like to recognize logan wood we actually had several teachers nominate logan this month logan is always helpful to others he follows all classroom rules he is honest and concerned about the welfare of others in the classroom he goes out of his way to help clean up the classroom and tells me the teacher when he sees a problem logan is trustworthy and always does the right thing congratulations logan [Applause] the high school would like to recognize haley timcheck she was nominated by dr johnson who is here with us dr johnson said haley is an outstanding always count on her to take care of the tasks that need to be done often without requesting help she's a pure example of a responsible person [Applause] okay next item on the agenda is the approval of the consent agenda which consists of meeting minutes from the executive session of september 27th and the regular board meeting minutes on september 27th the allowance of claims the financial report Cooper foreign thank you so much I have a gift for you guys it's from in and out may I come up on the stage [Music] [Applause] they're french fries all the way to Kylie all the way just a little encouragement there Friday Apple Valley Unified School District put out a resolution a resolution that some are getting excited about so it's Apple Valley Unified School District now going to stand up for its students staffs and teachers um well up to this date your only response has been to most of us that you agree with the parents but sorry your hands are tied and that you'll lose money at the last board meeting the gates were changed so we couldn't come in and Pray by the tree strategically we were placed in a smaller room even though you knew a large crowd was coming as confirmed by the many officers you brought in separated the parents so that you didn't have to look at our faces and had sound issues all night so no one could hear the speeches Janae what did you say to the over 300 scared and concerned parents at night that's right I remember no comment Maria first impression first board meeting I ever attended you crumpled up a piece of paper a parent gave to you left it on your desk the whole meeting for us to see and on the live stream video you are heard saying this is Rick you were the only one who came up to me and another parent and appreciated our speeches until you were whisked away by another board member for talking to us Bender last meeting you briefly took off your masks then pressed by the parent when pressed by the parents but then quickly put it back on like the good little soldier you are and said it's the mandate Lopez your speech pandered to us but lacked backbone so you yelled at a parent and told them to shut up was so outrageous the meeting was stopped and all of you walked out Schlosser it's known you like to make fun of the parents at the district office with other District employees and last board meeting you were looking at your phone and writing on a notepad the whole time the only pushback I have seen thus far has been against the parents your so-called resolution doesn't even go far enough on every single whereas and be it further resolve your resolution lacks any backbone and is asking permission from the state to be more clear on its mandated guidance basically says you will do what the state says once it's mandated you know what standing up and a real resolution looks like I actually have one here it's from Lucerne Valley foreign [Applause] it contains seven pages of statements including lost cited Education Code scientific peer-reviewed studies proving and solidifying their stance not a three-quarter page of basically a permission slip okay here this Apple Valley Unified School District until you give us a resolution like Lucerne that truly stands up for its students and teachers it represents we will not stop and if Apple Valley Unified School District decides not to fight for our kids and teachers we will fight with all our resources available including every legal option to get rid of and replace people who will thank you foreign [Applause] my name is Melissa Wetzel with stand-up San Bernardino County I also work in collaboration with freedom angels and I come here representing my family and myself I would like to address the adoption of resolution2122-05 regarding covid related Health Public Health guidance um a lot of people are all like happy about this resolution um but I don't think they read it um because frankly this resolution is trash um this resolution asks the state and public health officials um the same people that this board shifts all the blame to uh it's asking them for permission and help regarding coveted restrictions which you already know will not happen um this resolution contends that if and when the vaccine requirements are implemented by the state and or health officials this board will continue to comply um to the public um do not be fooled by this this is a ploy by the board to get us off their backs it's pathetic again all that this resolution says is that this board will comply when the fact becomes vax becomes mandatory and that this board is asking permission for local control permission asking permission where are the strong men on this board where are the strong women all of us are over here looking at this mess over there um it's time to stop asking for permission discrimination and segregation must end now Freedom must be restored [Music] Freedom must be restored now please stand in solidarity with us and stop complying thank you thank you Chuck Simpson all right jack good evening board thanks for holding a special meeting for us tonight um you know and good evening to all you American Patriots out here fighting for our children fighting for our teachers [Applause] takes a lot of courage to do that make no mistake our Constitution and our freedom is under attack and every single one of you up there know that I know we got a couple Patriots up there and I know we have you know a deputy has served you know quite many years so I know you all have taken an oath before but uh you know any elected fish takes an oath and that oath should be amongst many other standards but it's also to uphold and defend the U.S Constitution you know I'll introduce myself then make sure I have some time here I'm here to really talk about the resolution and I agree that uh uh a lot of the words are feel good words for these parents to think that you're on their side and um unfortunately you know you stay in one of the paragraphs that you understand the crucial harm that this does to the Social Development mental health and well-being and physical well-being of our children the second to last paragraph there states that basically you're willing to jeopardize the health and well-being of our children if the state issues or imposes this which we know they will impose this um you know I agree you guys uh please stand up for us you know this this uh this contradiction here it relays exactly what I was just saying there I'm assuming that you're going to be outlining our our options tonight as that was the reason for this special meeting in the first place um you know it's been proven that masking our kids does harm to them that's a fact you guys agree to that you put that in the resolution tonight you agree to that I'm looking for one of you tonight to make a motion that motion is to make mask wearing at schools an option a parental Choice effective immediately take take a vote tonight take a vote tonight or at the latest of the next board meeting and at that point we'll know as you're governing body where you stand you know it's time for us to stand up and it that will dictate uh our Direction moving forward no more nonsense resolutions trying to take the easy way out you have the authority to do this as I stated earlier I understand the difficulties you know that uh you guys are facing there's no easy way out I asked each one of you take a hard look at our Constitution and let that guide you I respectfully ask each one of you including trinae in your closing comments tonight to answer a question for us do you personally support vaccine mandates and the maskings of our students at school I I said I said I would introduce myself my name is Shane Simpson you know I'm a very proud resident of this beautiful desert I have been since 1986.

um however one tiny tiny bright spot in this is that because of the request of dr carpiac other institutions will have access to new information can you expand on that a bit sure um it had to do with the age specifically uh we um we requested that age be included in the data set that was uh given to us and initially that was a bit of a problem i understand in that it was the the data is comes through a program called klemis and then through an application called business insider and business insider i believe his name of it um was treating age as a protected category and so it's actually technically impossible for aapd to share it with us um but the but jeffrey mcdole worked behind the scenes to actually change that in that application which then now makes it possible for basically all the all the departments and municipalities throughout southeast michigan that use the columnist system through business insider to now share that data in a way that they were previously unable to so thank you for pursuing that and thanks to jeff mcdole for work from the ann arbor police department for working on his end on that we are eagerly awaiting the the corrected data set and um dr carpiagg is the head of the southeast michigan criminal justice policy research project whose acronym is smart and he is his team will be doing the analysis of the traffic stop data and they are a team of um criminal uh research experts who will be diving in and making complicated decisions about how to analyze the data and the best way to do that because there are many ways to do that and trying to get the most accurate information from this just sort of clump of information and make something useful and informative for the community and so his team will be doing that and the plan has been all along to have public discussions about that data certainly to write a report about that data and um perhaps for them to publish some work about what they found um do you want to add anything to that sort of the goals of sort of like the public engagement piece sure um well for sure we plan to do an analysis of the data uh at which you're you're you're absolutely um right there are many ways to to do an analysis of of this type of data um but another component that we're really hoping to to do alongside ekpak in the broader community is to think about ways that the data can be useful for the community as a large and large how it could help make decisions how could help educate about the nature of our collective public safety and that's really um i think we're looking forward to having a more conversations about what we can do as both a educational component and the public service component with with this data in this report um and i think that's an important part of furthering the goal of transparency it's helpful for people to understand um how processes work um in the city and so in addition to writing a report we would love to facilitate community conversations about what's going on with traffic stops when we get to that that point and then last but not least the southeast michigan criminal justice policy research project partnered with ikpak to apply for a grant from the community foundation of southeast michigan and was awarded funds from that competitive process and um it's it's the community policing innovations fund and they were specifically looking to help fund um analysis of policing processes that would be useful for the community and to create help create community and law enforcement partnerships and so we're really excited certainly the smart team did the bulk of the work i did just a teeny bit of that application process but we were very excited to um to to be awarded the grant and igpak will not be receiving any money it will go to facilitate some of the complex analyses that we think will probably be necessary to sort of um to analyze the data in a way that makes sense and so that there will be um that grant was sort of just awarded earlier this month and so the process will start pretty soon um and we will have a meeting about um how everything will work going forward but i just wanted to sort of point that out um because we're excited about being able to partner with a community group in that way and their criminal justice research policy and be able to make use of some experts that we wouldn't have been able to do otherwise without these funds so we are very excited about that commissioner hoffman yes um it is it it looks like it's a one-time grant and uh uh what time limit it has is 20 years or six months is two years what what what you know i do not know that yet i do not know i know like in a typical grant you have x amount of time to spend the money i do not know that yet our um our meeting with the funders and smart um will be coming up we it had to be rescheduled and um so we i will know that in the near future um there were a number of other cities in southeast michigan um that that were also awarded the grant and so i i will have a meeting with the smart team and with the the funders to to talk about the details of that hopefully that meeting will happen in the next week or so thank you would it help if i give just a little bit more context on absolutely please and thank you all right so it's a so it's the community policing innovations initiative is the specific program uh the larger philanthropic organization is the community foundation for southeast michigan which actually uh funds a lot of different projects throughout uh southeast michigan some people might be familiar with it um what they like to do with the funds is to that you're absolutely correct they don't like to give them they like to support innovative community partnerships with either law enforcement agencies or city governments uh so they were looking for that as projects that they like to kind of support but what their model is that instead of giving the money to police which they don't want to do they don't want to give it to police departments or necessarily directly to community groups what they give it is to they give they give the money basically to a network of technical support partners that help that are brought in to help support and facilitate the partnership and to help establish goals in partnership with all the the partners and then make sure they happen and so smart is has been brought in as basically one of those technical and training assistance providers that will facilitate this project but it very well could entail bringing in some other kinds of partners as well uh once we start kind of establishing goals and timelines and broader strategies and objectives which are all part of the the framework of this grant um the the strategies gold outcomes kind of thing could be um a multi-year project uh three years down the road five years down the road but the funding for the technical assistance providers is for one year okay thank you is there anything else that um dr carpiac you want to talk about the grant for that before we move on um i don't have much more to say in the a large part of what the goals and specific objectives and benchmarks for what we want to do are are part of the conversation that i think they will be having going forward but i think the the overall idea is to bring in some resources to do exactly what i mentioned before making this data available making it accessible making it comprehensible to the larger ann arbor community to rethink how data is shared and collect and collected and uh make use of to inform the work of ikpak uh are all the kinds of things that the the these resources can be brought to bear on and what we hope is that you know it will increase transparency and that people will have a better understanding of of what's actually happening in the city and so um dr carpiac mentioned making the work more comprehensible more digestible and um [Music] i am a quantitative researcher and um the ways in which i thought this traffic data could be analyzed were all wrong and um it appears that there may need to be some qualitative work that happens which is way above the way more complicated kind of work than what i typically do i do lots of statistics and lots of analysis that way and um so i have i i have joined a class basically in traffic stop data analysis where every other week dr carpiac makes me and others read really complicated journal articles about how best to do this and um so i am learning along with everyone else well most of the people are far ahead of me in this um how these this analysis might happen and why it might happen in the way that it does and thus well we'll be able to talk about intelligibly why we chose this way to analyze the data um the the the criminal justice people could do this easily but this is challenging for me but at least i will be able to be conversant and we did it this way instead of that way because of these things here are the flaws here the problems perhaps with doing that uh council member song i saw your hand was raised now i'm really curious as to what the data sets reveal if there are any biases in our work um i guess i have two questions for um mr carpio uh is this will will this be something similar to like stanford's open policing project because i took a look at their work earlier and how they have data sets from states all around the country um and then if if this if this work uh advances you know are there is there a possibility of having this project um expand to other cities in the county and so that we can coordinate with maybe the sheriff's office getting other cities to participate um so uh how this data is shared i think we hopefully can think creatively about including using something like the stanford open policing project as a model for how we might begin to make use of data that's already being collected by the ann arbor police department i think could be a a great model especially since just a side note one of the the interesting and a little bit frustrating parts of specifically that stanford project is that um it collected but could not make use of data from michigan and that it collected uh data from i think several thousand incidents from the michigan state police traffic stop data but had to basically throw it all out in making its larger conclusions because of the way race was recorded in in those reports and made it basically all the data unusable for michigan um and so there's there's work to be done there um but again the ultimate way that we make use of and share and uh and use this data for public decision making i think one of the exciting parts about the this grant from the community foundation of southeast michigan is it lets us think a little bit more creatively about what we could do there that that answer your question yep that's helpful thank you i know you guys have heard me talk about that before actually how um startling it was that you know michigan was i think number one on the list in terms of having this sort of um lack of transparency in terms of being able to to look at traffic stops and so i was very specific to say i was talking about the state of michigan the michigan state police who more than would be likely due to coincidence mark people's races undetermined and um so we've had conversations about that and we've had conversations in this meeting about that about how do you identify people's ethnicity and the pros and cons of asking people the pros and cons of saying that and i know um some people here here have said they'd be offended if someone asked them what their ethnicity was but we have talked about the need for that information as it's collected to be accurate and right now any ethnicity data collected by police as indicated on a traffic stop data or on a ticket is the officer's perception of someone's um ethnicity and so um you know i have been long been thinking about some public education campaign could we ask the police 2 4 12 18 months say hey you know city council has asked us to really double down on the accuracy of the ethnicity data that we're collecting and we're sorry sir as we pull you over but we have to ask you how you identify it's not us it's city council making us do this and we just want to record this accurately and could we do that for some period of time um you know to to say you know we just want a trial run and we want to see can we you know does it make a difference if we ask people do um the data points look any different for example but what michigan state police do is just say they can't tell and they say that all the time um and so uh many people speculate that there might be some specific reasons why they do that but in any case it certainly isn't very transparent and so you can't make any conclusions about who gets stopped and how and um you know you could you know you'd have to determine why that happens um but and i know we've had that conversation here but it is a problem with the project council member song did you have another question did you ask them both oh i was just saying i was hoping to look for biases that was the or uh well no the two questions were if it was similar to the stanford project and if we'd expand it to the county so i think kevin covered both and and you know that's outside our baby with celine oh go ahead i'm sorry doctor carpiac sorry to answer that second question certainly i think and the what we do here uh can be a model for for something that could be done similarly at the county level uh the county uses the same columbus system that ann arbor does and so the the age category that was previously unshareable is now shareable for washington county is as well as all the other counties in southeast michigan so it absolutely could be a model it would require a different set of partners and a different set of agreements but i think it could be a model for sure and so we'd have to look at would you be interested in information from the washington county sheriff's office would you be interested from other municipalities like celine the city of ypsilanti um would those people be willing to sort of collect that data and analyze that data and form those partnerships to do that so that we could have a big picture of what's going on across washtenaw county um and so um there is interest in what ann arbor does in terms of um you know serving as a model i'm sorry commissioner othman is it possible to make it easier for the police officers who are involved in in uh trafficking all these scenes um instead of just uh telling the people right away you know this is what what's happening is if there's any decision on part of the city council to say that we are going to have this kind of project that would last x number of months and just just orient the people that this might happen so if you are going to be asked by the police if you are stopped it's just it's just you know give some people a bit of information knowledge that this project is is going to start or starting and based on the recommendations or based on decisions that was done by the city council that we are basically uh executing the the decision of the city council versus abrupt just come to somebody and say what type of ethnicity you think you are so it's just it's just make it a little bit easier that this stuff is is happening and you could you could start somewhere you know next month or or uh in the beginning of the uh 2022 or something like that well if this body is is is interested in in asking city council um to do that and if city council our our liaisons here think there's um an appetite for that we can certainly write a resolution to a city council to ask the police department um to begin to collect that data and one of the things that often happens with these kinds of resolutions is that there's a training period there's a learning period and there's a public information period where you educate the public about what's getting ready to happen before it happens when police officers get trained on how to do what they're going to do before they need to do it and then once those things are in place you could perhaps start a campaign where you do something like this where you start to collect data and so if this body isn't interested in that we could certainly write a resolution and present it to council and ask them to consider it and we could certainly work with the police department and the city attorney's office to make sure that any such resolution is appropriate and then we could ask council to um have the police department act on their guidance the reason why we have gender information collected is because city council decided that the police should do that um i think it was 2009.
