sample funding analysis how did you come up with this bond scenario of a 248 million that was uh it was a sample district that was their their bonding amount that they were going for in their election and the the important thing to note on that page is there's something that we did there with the board which was basically what we call a thermometer exercise so we we have all the different scopes of work um on basically velcro and we work with the board and work with what all the different scenarios we heard from the different stakeholder groups to run a scenario that basically fills that thermometer with what you think are the most important projects that align with the funding that you could have uh one thing that was very important that i wanted to note within that is that our costs in the master plan are in two thousand they'll be in two thousand twenty two dollars meaning we aren't applying escalation because we don't know exactly what project's gonna go when and who's gonna go first and those kind of things so you want to make sure of whatever dollars you allocate you're holding you know a good chunk aside to cover things like escalation unknowns a program contingency unforeseens and all those other kind of things and in this case we had budgeted one third of the program to be held aside for those kind of things so we want to make sure when we're going to the voters a little bit like disneyland when you get in line for a ride you know it says 45 minutes but minutes but only takes 30 because they want to you know was it under promise and over deliver so that's a good point the prioritization is going to be really important that everybody understands the process in terms of managing expectations because we're going to have needs probably in excess of a billion dollars and not everybody's going to get everything that they want so i think that uh gym that needs to be front loaded in these town halls that you know yes we're listening this is about listening to our people but um you know we don't know what and even if the board goes for a bond but we don't know what that amount would be it's unlikely that we'll be able to get everything for everybody correct yeah and i think we're pretty clear to in all the stakeholder groups that we interact with that while we're soliciting priorities the ultimate decision relies with the board um to make those final decisions so but we'll be communicating up to the board what all the different stakeholder groups have said and individuals that we've worked with during the process to as we said earlier help you make the most informed decision regarding the program moving forward okay any other questions comments for the question okay call for the question um i'll is this no it's not a call all in favor aye opposed saying no opposition motion passes thank you you're hired thank you very much okay that is our major item uh therefore i uh we go to number six do i have a motion for a journal i have a motion in a second all in favor aye opposed okay motion carries the uh special meeting of the 26 is adjourned at 3 27.

when I started kindergarten I worked for avusd for a short period of time which taught me the love of Education which also I thank you guys because I am where I am now I'm now also a parent in this District I'm here concerned please listen to your students to your parents into your employees according to the CDC website there is a 99.9 percent survival rate of covid-19 in young children yet you want us to put something in our children's body that can potentially have more harm earlier this month on October 6 Sweden and Denmark stated that they are pausing the use of modern vaccines for people born in 1991 and later due to an increase of myocarditis and pericarditis among younger age groups who have been vaccinated finnon also joined shortly after furthermore and hitting closer to home according to Dr Laura Norton a doctor and biochemist from San Bernardino who recently spoke at a Fontana board meeting said that she has personally witnessed young adults who have received the vaccine with myocarditis and goes on to state that some of these young men and women are athletes in good health prior to the vaccine now how am I supposed to feel with my son who has asthma and has allergies that affect the lungs and Airways as it is these vaccines are not helping the way they should CDC has also come out and said that even with people with vaccines can get and transmit covid so what does it do reduce the risk [Music] a risk in which adults have a 99.6 percent of survival rate will you be personally taking responsibility if something goes wrong are you going to pay for Hospital trips and treatments or compensate that mother and father who loses their child due to adverse effects or better yet are you going to provide the family wages of a parent or employee who loses their parent who loses their parents due to your mandates of experimental vaccines as a parent I'm not willing to take that chance and find out I prayed eight years waited nine months and had three days of painful labor and survived a heart attack to have my son thank you therefore God entrusted him into my life and it is my job to teach him God's ways and our family values their food therefore I choose his health care your job is simple teaching academics so I tell you thank you when you come before the Lord will he say to you well done good and faithful servant [Applause] Brian Bowers thank you I'm gonna give out some numbers and statistics about school age children since that's what we are talking about for the Cal from the California State website the state of California 0 to 17 year olds account for about 22 percent of the California's population about 8.8 million kids but they only accounted for about 14.8 percent of the coveted vaccinations and only 0.01 of coveted deaths actually a total of 37 deaths with pre-existing conditions in the whole entire state from that age group of 0 to 17.

yeah there will be lots of community input and data gathering as we produce that through your calendar that's correct mr stenner so the process to get to the one that's now being modified was to ask for stakeholder feedback put out a survey try to get a feeling for the the the kinds of things that the community wanted whether the length of fall break length of thanksgiving break length of winter break or when is the start time what is it in time does first semester end before christmas or after length of spring break do we use e-learning days or or not in terms of makeup days and then you know ending at the end of the school year so all that stuff taking into consideration the three-year calendar put out this change precipitated by the professional development days and where would they fit in that calendar the other yellow pieces were changes made just by day so now you know it didn't change fall break or length of thanksgiving break or actually did kind of students actually get an extra day coming out of that but in the future years but um it was a very specific example to give for example given putting a revised counter in front of you is that this year we started school on a friday just that experience of starting on a friday was if we're revising the calendar we can ask for that that revision let's start on thursday for all kinds of reasons but just going on a specific example for the high school is the high school block schedule let's get thursday and friday get a whole schedule in for the students and then roll from there um so those tweaks were made given the fact that the professional development days were on the right on the right list of recommendations dr blake anything in addition to that summary okay good questions thank you all i'm not hearing anymore so i'll ask for approval then of items for a through n as they've been presented to us if you do approve if you'd signify by saying i i those opposed all right dr roberts they have been approved unanimously thank you dr pleak it is your turn i request approval of the hr recommendations as presented this evening all right thank you very much um i'll entertain a motion for approval so moved thank you mr grimes a second second thank you miss wielding any particular questions for dr bleak how many open roles do you currently have teacher positions very few very few okay less than 10 yes yep okay just a few good awesome thank you so i will go ahead and call the question those who approve the human resources recommendations as they've been presented to us if you'd signify by saying i i those opposed there you go dr plate thank you thank you all right an opportunity for individuals to offer any comments after this evening's meeting we've had quite the agenda mr grimes oh okay yeah first off thanks to mr major and mr grow our two uh members of the public for sharing comments appreciate your input very much um i don't know if they're still with us but our cast from the cast from south side mr bockmeyer mrs jackson mrs wolf thank you very much for sharing what i excel does at south side and then larger part the entire corporation and then lastly good luck to columbus north boys and girls cross country as they both pursue state titles this weekend saturday at terre haute yeah awesome thank you miss wheeldon uh so so i just want to commend the team who worked through the close contact process changes i felt like the the group approached it very thoughtfully we didn't react to the opportunity to change our process immediately there was thought put into it there was an analysis of trends there was what's the best thing for students teachers et cetera so i appreciate how much work goes into making these changes it's not taken lightly and i and i think this is in the best interest it's a really good change um i'm excited about the calendar changes like super excited so so um and i just um i'm also really happy that we had the um the pay increase for teachers um that went through with the the contract that we've all just approved that that's just so important to recognize the contribution and feel like we're recognizing the talents and the impact that they're having on our kids in our community so so that felt really good i'm glad to be back in person i also appreciate the comments that were brought here today we are listening how to respond is not always clear to me i'm still learning personally but but i am i'm always listening and and thinking and processing so so thank you very much thank you mr stenner thank you dr shetty i i'd also like to thank the folks that made presentations this evening the folks that made public comments during that portion of the meeting and then a big thank you to everybody that was involved in the establishment of a new two-year contract between the cea and bcsc that's a major major milestone and with the especially with the community referendum to support increase in teacher pay i'm really glad that we are putting our dollars as close to the classroom as close to the student as we can i think that's an important priority i'm glad we've been following that priority thank you great thank you dr bills uh i'm not gonna repeat everything they said but i just agree with all of it but i do want to put a shameless plug in for the columbus pollinator park at blackwell park i'm part of the friends of the pollinator parks group here in columbus and if you all haven't been up to blackwell park to see the pollinator park and what they've done to it in the last couple years it used to be just all weeds invasives he spent days out there pulling invasive plants and now it has paths and the library and pat probably knows about mr bryant probably knows about this has helped put up posters for education um kids go out for field trips there it's it's just really nice there's still invasives to be done so next volunteer day i'll make sure and text all of you but um yeah it's a great it's a great park and hopefully you've all been able to see it lately but if you haven't it's it's a nice place to go and have it has a picnic table have some lunch walk around the little trails and see the educational post signs around see the new soccer fields at the same time yeah and see the soccer skills at the same time thank you very much mr president all right thank you so much and and we all appreciate and i know i don't know that we say it enough there is so much work on subcommittees for all these presentations that are made to us and we deeply deeply appreciate the work it's it is hard to really grapple with and appreciation for all that has been presented to us it is the fruition of a great number of meetings and time i too am ecstatic that we have a two-year contract and a very positive one one that's very supportive of our teachers and also to recognize the very hard work our administrators did in an exceptional year so yay and i appreciate the comments thank you mr grow you've given us a lot to reflect on we have more meetings so friday october 29th at 9am we will have a strategic planning session here literally here in the terrace room and our next school board meeting is on november 15th at 6 30.

the house has changed what our district looks like and hamilton county has quite a few changes more specifically clay township we now have three individuals three representatives 24 39 and 32 and so what i'd like to point out our switch we're adding 32 that's representative tony cook it's worth noting that tony cook did announce in september this past september that he will be um retiring from his position next november of 22 when his position comes up for uh re-election so that is something we'll be watching so with the new redistricting we have can't we continue to have donna shively and we have jerry torre and then we added district 32 which is representative cook moving to our senate district maps we've had some changes here as well and i'm focusing in prior to this for clay township we had three we had 20 29 and 30.

37 deaths out of 8.8 million kids now this information is from the national vaccine information center where the age group of 12 to 18 not the zero to um not including 0 to 11 but only 12 to 18 year olds there's been 25 deaths from the covid vaccines also from the vaccine in that age group there's been 432 reports of heart inflammation and 86 cases of blood clotting now jumping to an overall picture but still the same report as of last Friday as of last Friday in the U.S there's been 818 044 adverse effects one thousand 117 339 which were serious and 17 120 deaths from taking a coveted vaccine when it comes to this vaccine we do not know the long-term effects and we only let people have gotten one or two shots are still testing positive and they are still dying I'm not against vaccines but I am against vaccine mandates and the loss of my freedom of choice when it comes to the health of my daughter if a parent makes the decision to get their kids vaccinated I support that it is their god-given right to do it but you should not force your choices upon me our own governor who's making these mandates has not even vaccinated his 12 year old daughter that's from Yahoo news and she goes to a private school this is the same man that mandated masks and closed restaurants but was seen dining without a mask with a group of friends during the height of the so-called pandemic and if coveted vaccinations are so seriously needed then why did the governor also seek an exemption from a union that donated 1.57 million dollars to help fight his recall campaign also remember that pharmaceutical companies cannot be held liable for any wrongdoing I know about 18 months ago we were all a little scared but at this point is getting ridiculous I'm asking that you stand up and make a moral decision to say no no to a dictator of a government that doesn't follow his own rules no do a vaccine mandate that isn't even based on science and numbers note of the continued effort to divide neighborhoods neighbors friends and Families no to the flip-flopping in lies this is our communities and this this is our community and these are our children you have all have been put in a position of authority and Trust forcing someone to do something is not being a leader I'm not sure if you're all worried about losing your jobs or losing your funding but know that this community has your backs if you have the guts to do the right things stand with us [Applause] Sierra McCormick I thought that was good evening I am a 2019 and a 2000 2020 avhs graduate good evening Mr Conrad I'm standing here because I have adverse reactions every day I also agree that this is very nerve-wracking to stand up here I don't know how all of you do it it's very nerve-wracking I'm not just a student but I'm also a mother and when I chose to get the covid-19 Pfizer vaccine I was breastfeeding my six-month-old son it is a very difficult decision to get something implanted into my body that carries another woman's fetus and as it has been shown this Pfizer vaccine as well as other vaccines carry other DNA and when we put this DNA that is not our own into our bodies we are then changing our DNA we do not own ourselves at this point that is a very big concern of mine because I put this into my body I'm now putting that into my son's body as I'm still partially breastfeeding him when we put these things into our children who have not finished developing their body their mind and their education as you guys are all aware that is what you take care of it is a concern I speak for all of the parents as well as you which I'm sure many of you are parents please do your job to stand up for all of us today right before I came here I had to take another medication in order to stop the side effects that I have I now have to carry two epipens on me everywhere I go the ER has seen me multiple times I had to wake my family up my parents standing in the back at two o'clock in the morning because I could not care for my son because of the side effects that I have I now have hives that go from the top of my head to the bottom of my feet sometimes I cannot walk because of how painful it is my skin has begun to peel my throat has began to close my son is one years old in two weeks when I graduated high school I was pregnant with my son and I walked across that stage quote unquote it was more like a parking lot because of this pandemic it is not a pandemic it is a pandemic this covid-19 issue is an issue and it does affect many people here today and it has affected myself [Music] yeah [Music] I'm concerned that when I put my son into your guys's hands as he grows up that he's gonna have so many side effects that he may not be able to learn in the future this vaccine changes and Alters our brain it Alters our community and not only does it alter our community our young as well as myself because I am very young it's going to change our entire Community it's going to change our country thank you thank you ma'am when you change our brains you change the community you guys are very important every single one of your role I ask that you please do what is right for my son for all of our sons and for our community and our country you can stand up and as another fellow man said we will support you is Joe Sherman here Joe Sherman foreign [Music] okay so I don't need to repeat I'm on board with all these people maybe some of you are Mr Conrad uh you taught me at some point in time you've been here 39 years born and raised in this place and you guys are responsible from education and my kids education I got a sophomore and a senior right now my son doesn't have to worry about what decisions you're going to make on this but my daughter does my 15 year old daughter is afraid to get a vaccine because she doesn't know what the effects are going to be it's a long time she doesn't know the reality is is that we don't know what they are now I got the vaccine okay I got one of them because no big deal for me but my wife and my kids haven't and it's their choice and as every single person out here is Choice okay it's all their choice so when you write when you write language that says we're gonna basically stand against what you're saying because you can't because the Sacramento can't come up with a logical uh reason or make sense of all of their mandates and we're not going to impose something until they tell us to that's not standing up for us it's not standing up for any of these people okay so you're the front line foreign do what the other places have done that are telling the state no we're not going to be doing this because last time I checked when I just got my tax statement that 52 percent of my taxes go to school boards to pay right that's right check that that means that everybody that gets paid by that works for us so don't forget that okay this is democracy we're upset we want you to represent us thank you [Applause] any more carts thank you superintendent's comment I appreciate the comments tonight I know that there are some doesn't seem to matter what I say there's going to be a negative content um based on anything that I say positive support or not um as a parent in this district and as the superintendent I Believe In A Parent's Choice for the decisions of their child and I will continue to work towards that I am the superintendent that is hired for the district I know that thank you I'm done please continue I want to hear what you have to say you have to say oh my God [Music] take the easy way out I will draft something and put it in writing to our families in this district and to our staff I don't agree with the requirements that are being put down by the state of California I believe that they are put in a political sense and that we are being divided as a community and our staffs are being divided I want to support every staff member every student in this District to continue to get the education that they deserve and I will continue to work towards that whatever anybody believes about me is what they will continue to believe so when I'm accused of lying when I'm accused of running for a position I meant I am not in a position that was elected I'm in a position that I work at the direction of the board and I will continue to do so for the benefit of the students in this District Mr Nunes thank you um so we have to remember that this is this is something that impacts not just those in this room or those that have students in this room it's the entire district and this board will represent the entire District we were asked whether where we felt on the masks and where we felt on the state mandates let me start with the vaccine mandate let me start by saying that much like this gentleman when vaccines came out me and my wife we went right out and we got it with every intention of encouraging our friends to do so for the specific point of hoping and ensuring that our students that our children would not have to get a vaccine and be forced to get one at a very rapid rate too soon so that is still the the intent that we have is to make sure that we can make sure that our those parents that do want to get there I'm sorry is this it's okay so that those parents who do want to get their kids vaccine can those that don't those that prefer to wait and see you can't so if the vaccine mandate is going to come down we as a board we as a community are going to be looking for medical exemptions personal exemptions to make sure that U.S parents are able to protect your children in the way that you see fit when it comes to testing for uh adults and staff I think that there's alternative methods that can be used um so I as somebody who has a vaccine card you're right I can show that I don't have to do that somebody who hasn't had a vaccine there's other means so many of our county has been has been ravaged by covid-19 has had covered 19.

um this has changed and changed significantly we have shifted to only having two representatives for clay township right there in the center we've got the lightest yellow district 29 which is jd ford and then district 20 has a significant change that is scott baldwin so we've kept scott baldwin um but we have lost a position we had three prior to um we had senator kedora we no longer have senator kedora we have switched from three representatives from our senators for clay township down to two and um we did keep scott baldwin and jd ford so just a summary of what we have we have our congressional leaders our house district five victorious barts there have been no changes we still have our two senators we have u.s senator todd young karma graduate and senator mike braun and when we get to our state house leaders we have three house of representatives this time district 24 district 32 in district 39 donna shibley tony cook and jerry torre and then our senators we've continued to have scott baldwin and jd ford what i wanted to be sure we touched on are the carmel clay schools next steps and dr beresford and i have already met with some of our legislators we've met with jerry torre and donna scheible dr berrisford has continued to have conversations with his superintendents group the hamilton county superintendents team and they have met with some of our state legislators as well and we will continue to meet and share our story some of the three key points that i wanted to bring up is that we want to be sure that we continue to be a credible resource in the field of the matters that relate to lifelong learning there are several areas that we believe carmel clay schools aligns very well with what our legislators would like to do and see the direction of public education go and we want to be sure that they rely on us to be that sound resource so they understand the implications of even the best thought policies that they put in place how that will impact us and look to us for guidance and suggestions on any changes that they would like to see made we're going to continue to review isba's 2022 legislative priorities which were just released last week at the isba fall conference we're going to develop any updates to our 2022 legislative letter continue to build our relationships and since we have not been able to have our meeting our typical meeting with all the hamilton county legislators we are looking to have an opportunity to have all the hamilton county legislators meet with all of the hamilton county school boards and members of the administration at some type of a forum in the past it's been a luncheon and we are looking forward to seeing that move in a positive direction for this year as well and thoughts comments questions concerns how may we do better with what we're doing yes katie um well first of all thank you i know it takes a lot of work well not only putting this together but also all the things that you're doing and meeting with legislators i just want to comment i do like the idea of the letter um i think last year um the um the year was a little bit different so we just kind of went a little bit a different way with that however i did kind of like it instead of a list format of maybe our like high-level balcony concerns and things that we kind of wanted to address i thought it was a little bit more user friendly if that's that kind of comes across um so i did like that so i am interested to kind of see what you present with us as far as that goes it doesn't mean that we couldn't have bullet points etc but i did kind of like that letter format okay thank you and yes mike i'd like to say thank you again and i appreciate uh being able to see i've looked before but the succinctness that you did in terms of um how these new representatives have constituents that are in carmel clay school district so that we could you know know who represents the same people that we represent so thank you for putting that together if there are questions or concerns or comments or things that you hear i guess out on the street and you have ideas for for dr beresford and myself or ideas of ways that you want to engage our legislators please by all means um reach out let me know and we can team up and tackle any challenges so thank you next on the agenda dr beresford did you have anything you wanted to add about legislative updates uh no you did a great job uh explain some of the changes and uh and as always um there we have common interests with a lot of things that the state uh legislators want to do and it's a it's a honor and a privilege to work with them and also um um you know be that resource boots on the ground of what legislation may what impact it may have in our school districts and of course we all want to avoid unintended consequences that negative outcomes that we didn't want to have and legislators don't want those either and so sometimes we can work together and uh and do better so we really appreciate that and i and i want to encourage also just to continue our you know our our our push to make indiana an education state we need young people to want to be teachers and to change the world in the lives of students and and we had a big step forward with uh the state funding for teachers to get us competitive with states that are around us but now we've got more work to do because we need to get that teacher pipeline filled back up so uh and i know that that's an interest in the state as well so we want to fuel that fire thank you thank you next on the agenda is carmel parks department mrs jackson i really didn't have much of an update other than we are continuing to do our development plan for bear creek that's that new park off shillborn i believe closer to 146th street so you know be on the lookout for that and um last we talked there were some mode paths so if you wanted to go in and kind of walk around you have the ability to do that but we're making progress there thank you then dr beresford it's back to you mama thank you for a great meeting uh i tell you it warms my heart to hear about those new courses and all the uh the wide variety of coursework for every kid whether you're a you know uh one of the national merit scholars um uh final semi-finalist or whether you know your interest lies in construction or automotive or to be an emt or a nurse assistant i mean there's just so many things out there and there's something for everybody there and the participation of our kids is just amazing um and also uh when you're talking about ap capstone uh projects if you ever get a chance to to observe their their presentations at the the end of the their projects they're amazing their research projects are just incredible so uh you know just a very special night to highlight a lot of good things happening 56 national merit semi-finalists is more semi-finalists than a lot of states have so uh we're very fortunate to have a lot of talented kids parents who support their kids and value education and also very talented staff to to work with those students so really good but i'll jump off and start talking about this week is bus driver appreciation week so throw some love to your bus drivers and uh and it's also national safe schools week so students have participated in safety drills in school and also on the bus uh they're great tips and reminders for our families that were sent out over social media and school newsletters there's some really cute videos students made in several different schools to communicate safety it was really great timing that carmel was named the safest midside city last week in the country and we want to remind all families that carmel clay schools are safe because of our wonderful community please commute keep communicating with your kids and remind them those key phrase if you see something say something and then we will do something as always we want to thank carmel police department and our school resource officers for everything they do their one single-minded focus is to keep our kids and communities safe and we appreciate that i wasn't able to attend because a little bit under the weather but we did hold ribbon cutting ceremonies for our two newest elementary school buildings i want to thank everyone who came out to the opening of clay center elementary and our new carmel elementary i think mayor brainerd and members of city council and our we just had a whole lot of people that showed up to take the tour and to see the building and so that was pretty special we also want to thank the city of carmel as the for their ten thousand dollar donation uh we mentioned that in the donations but uh ten thousand dollars and they've been doing that for several years since i got here um and uh and that was project lead the way we were able to buy about what ten thousand dollars worth of uh stem kits that went out uh when we added those new stem teachers to our elementary schools and our programming there so i really really appreciate that partnership with the city they did a wonderful job with that saturday as one of the best days of the year as the carmel education foundation hosted the annual ghosts and goblins run and walk a tremendous record-setting event and the weather cooperated in a big way and had an amazing turnout so what a great way for our families and students and staff to come out and have some fun and get exercise so uh very very good uh carmel bands watch out championship at the indianapolis super regional champ at this regional competition they were the champions so uh very close with a 0.2 win over arch nemesis avon a very good band too but they pulled off the overall win along with the outstanding music performance and outstanding visual performance so uh so uh that show is really uh something and you know they add to it every every time they perform so i can hardly wait to see what the big aha moment will be at the end there they really put together a great show um then we'll kind of go into the world of sports uh the carmel's doubles teams of mal petty and gents are now the individual uh doubles champion from the state of indiana and uh they really tore through the competition and uh and one in a big way so those guys are just incredible they finished the season 31-0 and i don't think they lost many many games along the way um it was a championship weekend especially saturday where the girls cross country team won the semi-state and the boys cross country team advanced the state finals with a one-two finish cole matheson who is uh incredible national level and then his his buddy charlie schuman went one two at the semi-state and uh and i was there and it wasn't like close they were way out and in front of everybody else and uh so that was pretty impressive and then we had uh that evening in seymour indiana the uh the two uh semi-state soccer championships first one was the boys who won in the last minute of the second overtime over castle and it was a nail-biter there were so many shots on goal and nothing was going in and uh and then right at the with about a minute and six seconds to go they hit one and that was that was the game and then we moved into the girls semi-state and it was a nail-biter as well started raining in the second half sometimes really hard and and again they won in the in towards the end of the second overtime uh to take the uh semi-state title and both their advancing to the state finals i believe this saturday so great day for the for the greyhounds and uh just proud of all of our kids and all the work that's that's going on to uh you know to make uh the fall something special so and that concludes my report thank you thank you dr beresford well we have a couple upcoming meetings we've got november 8th our workshop november 22nd our regular board meeting to be followed by november 24-26 thanksgiving break with our families may get a motion on the table to adjourn the meeting so moved thank you second second thank you louise all in favor aye meeting adjourned okay you

michael corey nikita riley marnell um brunell let's see luke mazza and shields coming out for you salmeta evans with the ball in the corner he beats [Music] and and the ball comes up to jacob pachetta oh evans beat number 22 ryder feeney gave a pass to jacob paschetto just around the pk mark and bushetto sails that one over the net the shadows had some opportunities tonight see a lot of those defensemen becoming attackers monroe switches fields to presnel president with a touch pass to weldon beautifully done there weldon with a cross to the middle and they're saying that it went i think off the field hit the field goal post yeah so that's out of bounds it's gonna be a goal kick for van ooh's feet evans gets a shot on end it goes just left van oostfien had a layout for that one for those of you who may have just joined us for the second half thank you and it there is just under 27 minutes remaining in the second half spartans are at four nothing sonny mazzle cross it into the middle and it doesn't enter the playing field and goes off the side of the net out of bounds so it's going to be a goal kick for van usfeen van nusfien sends it to the right side of midfield and weldon's just gonna let that ball go out of bounds for a free throw in for him he'll send it to colin evans evans tries to touch it to bates and weldon trips up cameron clee on the play clee was trying to race up for the ball and just kind of tripped up on weldon and went down and it'll be a free kick for westfield edelson trying to get away with some extra yardage edelson sends it way up and drew is going to catch that out of the air and throw it up to presnot president has velez and lecori on him but makes a nice play over to colin evans and dante bates sends it up to mike monroe monroe racing up the side turns the hips gets it into the middle to joe presnell fresno and there's a whistle on the play a handball handball on i think he's slowing metal so westfield has a free kick they play by monroe though he uses speed mike monroe using his speed good play by him dante bates nudges it off of his shoulder ends up on monroe's foot monroe to jacob paschetta pachetta tries to find mazda in the middle ball comes out to dante bates and he'll rip one on that but it's way left a little too much curvature on that one dante bates have has uh taken a lot of those deep shots tonight i'd like to see the aggressiveness from him yeah he's hoping to bear one as we saw on ah on mazza's goal from about 40 yards out a lot of shots going here's a throwing throwing from bates and van oostfien's gonna scoop that one up off of either mazda or shadow's foot now looks like we might have a sub coming in for east long metal that'll be ryan richards i believe correct i believe so number 18 big 1 8 aka spoggles karana sends it to evans evans back to weldon well then we'll leave it for enzo umaza mazza to up to president president chases it down cup move inside finds colin evans evans with the ball now roll over he'll put the ball inside to mike monroe and monroe got a shot on that a great save from van oosten outstanding save monroe playset pretty much perfectly right side of the net vanushring had to dive for that now we have ryan richards and number 19 as well brendan stone entering the game replacing number six colin evans in number three sonny mazza so some junior's getting some playing time now other than i believe monroe and riley were the only other ones before that dante bates on the corner sends it far side looking for richards weldon back to bates bates sends it into the middle and ball is scooped up by van oosten he's gonna punt it the ball bounces weldon heads it salopa and weldon battling for it and stevens is just gonna chip it back up presnel now tries to find richards a nice play there by velez to break up that passing attempt stone gives it to bates bates tries to switch fields to monroe and it goes off a bush and monroe gains control monroe a touch pass to presnot president with a scissors move and he'll take a shot on that but it's a nice easy save for van oostfien just under 21 minutes remaining in the second half spartans up four nothing van usfeen punts it way over midfield salopa and stevens go up for it salopa sends it back to lacquari salopa sends it wide to burns burns a nice cut move to beat pachetto and ends up on salopa's fun solopa tries to get a shot on net it's blocked by stevens pachetto on the far sideline cup move and to the outside and that ball goes out of bounds throwing for westfield's number 16 caden bush bush and burns burns with a couple scissor moves excuse me that was the corey bush contested by i believe president ball goes out of bounds off his foot bush with the throwing and drew's just gonna let that one pick it up and boot it up to midfield dante bates tries to get a head ball on it just misses boulon bates and stone battle in the middle goes out of bounds and looks like we have a sub coming in that'll be augustine the fourth mazza on the team however only three of them are related two are twins and then gus mazza is the brother of sonny and enzo and then uh we have luke mazza i don't think they are related though however i might be wrong i don't know there's a lot of masses so uh gus mazza seeing some playing time tonight and he got a nice little ovation there from the crowd dante bates battling with four tier four tier wins that one touches it to la crore la corey with a nice spin move pull back he'll send it to boulonn bulan to kinnery henry back to boulonn to look corey lacourie tries to get a touch on it brendan stone contests him ball comes to gus mazz august mazza with a touch back move a pullback to beat blonde and ball comes out to ryan richards ryan richards with a pullback move tries to find stone in the middle but kinnery's there here comes enzo mazza and he's taking down on the play whistles blown it's gonna be a free kick 17 30 remaining in the second half it's still four nothing game patrick stevens sends it out wide to ben weldon touches it to gus mazza and van usfeen hesitates a little bit and just is able to get a toe on it ryan richards now with the ball he chases down [Music] somebody can't tell for tier with the ball now back to burns and weldon clears the ball and takes down fortier burns a little bike pass richards tries to touch to himself ends up on weldon's foot mike monroe firing down the right sideline he's able to beat bush and touches the ball a little too far and blonde boxes him out and van oostfien's able to scoop it up nice play there by mike monroe just able unable to quite gain the right touch and hits the ball a little too hard and van housten is able to scoop that one up but a lot of speed on that right side with mike monroe and ball goes out off of salopa and it's going to be a islamic throw-in for patrick stevens and we have some more subs coming in jack merrigan will be entering the game um we have i think that's patsy diascali number 12 nick bradley and number 24.

those folks should be able to take an antibodies test and show that antibodies test that makes common sense right right rather than having a nose swab every week here's an alternative perhaps rather than having a nose swab some people don't have a problem with that maybe having the opportunity to do a spit test we're looking for funding and resources in order to be able to offer allow me allow me hold on just a moment we need Alternatives because one size does not fit all right we have we have we have parents here and students and faculty who are perfectly healthy and can handle it no problem we have faculty and staff that has underlying conditions we have faculty and staff who've gotten one vaccine and had a terrible reaction to where they can't get the second shot based on Doctor recommendations so those folks still have to provide testing and things of that nature okay so these are things that need to be equalized absolutely and that's why we're working to try to get those exemptions right now and figure out what's going on right now up until this point I'm sure many of you have read and heard it's just been a press conference so far that's all that's been sent down we need direction we need guidance we need to find out exactly what is being asked of us so that we can find those accommodations when it comes to masks as of June the state of California lost their their colored tiered um guidance as far as what to expect and at what point we could actually move out of using masks indoors since June we've been without that guidance that sure seems pretty unfair for a community who is driven to get back to normal as quickly as possible if we don't know what we're working on that makes it really difficult doesn't it so we need to be fighting to find out what is the new expectations that are going to be set forth for us so that we can get there and get rid of them in the meantime we have students with cerebral palsy immunocompromisations staff and teachers who are showing up every day to make sure that they can keep everyone safe and in classes your students we need to keep them in class so let's do that work to figure it out okay thank you Mr so I'm gonna kill my short uh the I just want the parents to know that we do care and we do listen to you and we're going to work with you and uh and I agree and the comments about the governor all the stupid things happen in Sacramento even in Washington DC you know we as a country kind of stand up against this ridiculous implementations okay thank you [Applause] all right I'm gonna be brief here I am totally opposed to mandatory vaccinations I have two 13 year old granddaughters they don't want it I don't want them to get it yeah because it's all about control [Applause] the purpose of this meeting was to find out what you want even if I was reading with Braille I know what you want I'm just telling you right now that we're trying to figure out a way that we can meet this head-on and have a positive result thank you [Applause] Mr Raleigh well you know this this is not just an Apple Valley issue this is a nationwide movement in my 62 years I never would have thought that we would see what's occurring not just in the state of California but in the country of the United States at this time now what we're going to do tonight is we have the resolution in its big words on it it says draft okay so what a draft is it's we're just throwing it out there it can be changed so what we need to do which is going to what's going to happen next is we have to make a motion to adopt a resolution then we have a discussion about if we want it to remain the way it is or or if we're going to read word add delete or change anything on it then if we come to a consensus on that then we vote on it and we're done with this resolution so that's what's going to happen next so I want to say that my personal opinion I believe it was the firefighter that got up on the number two he asked I'll answer we don't really debate back and forth I personally don't like masks with children I don't like vaccines unless it's a Parent's Choice that doesn't go for smallpox and polio and all that we've all been vaccinated out over the years but those are diseases that are cured by the vaccine obviously we know the difference Okay so thank you that's the next step so I'll uh thank you for your time so far we'll get down to business all right we'll get to this uh as soon as we finish the comp comments um I also don't believe that we should be mandating anything right now uh that that was the beauty of coming to this country where you do have rights uh the last board meeting I told you about my joys of coming into a country where I had rights um and I've served as a teacher as an administrator a principal and also as a university supervisor and I'm currently working at a university level so um when we enroll our students in the primary school in my country we call it primary you call it Elementary School boys Primary School uh you asked for their shot records and when you ask for those short records um parent has a right to opt out a parent has a right to say I don't want my child to get that shot because of religious basis I just happen to be one of those parents that did the after for one child of mine and I have five children but I opted out of one and the reason I opted out of one was that that was my only son and I was not taking chances uh and so for those of you that pretty much have an idea of who I am um those that don't have the idea I think with time you figure it out uh that I speak my mind uh even if I have to stand alone um and at this point in time I think you all need to be aware of the fact that as a board we are going to protect the rights of all children and that includes your children and so if their parents who want to give their children shots they could have at it and if you have parents that don't want to give their children shots they also could have at it they have those rights so as a board we are going to begin to have those serious conversations about what is best for each individual well I'm their own okay all right please keep it please keep in mind that we represent the parents who want their children vaccinated and we also represent the parents who don't want their children vaccinated so we've got to remember that we are representing all kids all parents um so if you bear with us let us go through the um the resolution and then you will hear our debates because for the first time on this board we are going to debate what we see we want and what we don't want and then we begin to really put pencil onto paper thank you so much for your time [Applause] oh you spilled water thank you these lights you can't even see out there it is recommended that the border of Trustees discuss and take action on the following items adopt resolution number 21 22-05 regarding Kobe related Public Health guidance um and before we make the resolution we adopt a resolution or not adopt the resolution I would like the board Clerk to read okay so bear bear with me here I'm going to read this in entirely the draft okay so then once we do the read then we'll open for discussion in any changes if the board sees fit okay okay the Board of Trustees of the Apple Valley Unified School District hereby acknowledges that whereas the guidance provided by state and local government agencies and health officers has been inconsistent frequently changing and containing a mix of mandates and recommendations and whereas on October 1st 2021 Governor Newsom issued a press release and additional information indicating that he is directing cdph to require covid-19 vaccination for all K-12 students effective first of January or July 1st following full approval by the federal Food and Drug Administration FDA of covid-19 vaccine for students in the following grade spans k6 and 7 through 12.

all in favor any opposed no no I'm opposed so now we're gonna go to discussion should we go to this discussion we go to discussion okay all right so what I will do here I'd like to open a discussion up I think a lot of this is is what we call boilerplate okay it's just fill in the blanks and um that there is some there is some meat in this as well uh but I do want to say that I would like to make some emissions from it and a few additions to it so let me just throw it out there and then we'll open it for for discussions again so I would like to to uh go down to the last to second to last parrot second to the last paragraph no no we can delete a few seconds can I read that so that's basically yes here's what I want to say I like to say be it further resolved that the Apple Valley Unified School District will not Implement a vaccine requirement if one is imposed by state and local Health officers [Applause] [Music] foreign [Applause] [Music] as we are listening to to that um Mr um I'm gonna go from the back and then work our way down because that's the motion on the table at this point yeah for that and then there's we open it for discussion it's a man emotion yeah that's nice I I would like to go right back to what we discussed that we will go line by online to figure out what everybody wants right thank you uh Mr um Mr Nunes do you have any changes that we need to look at because I need us to look at it and then make the motion for all the changes I I don't have any changes to the resolution that I'd like to make um I will be in a future time presenting additional actions that we as a board can take but for the time being oh pass yeah did you get that okay no we're still going we're going now for all the board members Mr cell do you have any I think Lord Mr Rory's suggestion that if I'm okay with it right now and and we'll even if we adopted Community can still review it and provide input back to us okay okay so you're in favor I'm in favor of it you know I can't get a little bit pregnant okay [Applause] he's famous this is my challenge as we are going through this step by step I am concerned about one two three three fourth paragraph and that's where my biggest concern sits and and it's on the last second to the last sentence that it says Universal masking indoors in K-12 setting with limited exemption as specified in the general guidance for use of face coverings I am challenged in terms of the masking so that's my challenge and everybody has a challenge in terms of the vaccine um that's his Challenge and my my partners does their challenge but vaccine and masking they travel together so now that we have that on the table okay so the the motion was to scratch the last paragraph that last second to the last be it for the result it's only scratching a few words okay so but if you change the four words the question that I have is if the state mandates us and it becomes law are we going to say we are not following the law of the land [Applause] that's my question what it it's a resolution that this board supports the Parents Choice that we do not uh wish to impose the mandate on the children so if there's a child in school and they're not vaccinated we we're not going to remove the child from the class so I guess yes that's that's what that's what it says [Applause] teams I asked this question because it is required in terms of clarification so um this is this is one of those areas that I have to get real clarification because if it becomes law in the state of California we are sworn as members of the office to obey the Constitution of the United States and the laws of the State of California so so we need to pay attention as we make the decision that if it becomes law in the state of California then we don't have a prayer do we understand that portion okay so you know all right so if because because this is a board of majority may I speak please this board runs on majority vote so if the majority has the vote then we will make the change based on that but that change will also occur by making sure that the other parents who do not have this the same issues of no vaccine will be on at the seat of the table to also have a discussion [Applause] [Music] where are you okay okay so what is your vote um Mr I'm going to take a personal vote so that I make sure that I get everybody's personal votes can we clarify what we are voting yes we're voting on making the change as Mr Raleigh has uh proposed that that the Apple Valley Unified School District will not Implement a vaccine requirements if one is imposed by the state or local Health office officers period that's the language you all want to see in the contract right thank you includes everybody it's it's a mandate for schools for the school district okay do we have any other let me go back um so we've made the change for that one did you write it down uh Cali okay do we have any other changes in this resolution before we send it out to press and print it and then come back and have a conversation yeah can we we need to vote we need to vote with that the board does not entertain conversations from the floor so uh do we have a vote miss Mr Nunez what's your vote uh I vote Yes for that change okay Mr Wilson [Applause] Mr Wilson do we have a vote Yes okay Mr Mr Bender do we have your vote okay Mr Raleigh do we have a vote hi and his eye for me [Applause] [Music] all right uh we're going to go to the closing items um a closing item uh do we have anything for future items um I think for future items we should now bring the final draft final document to um to approve by the board right now since I've taken a vote the board can sign it at the end um and have it done thank you so um do we have any future items any future items from the board well let's go ahead and maybe we can discuss if after this resolution you know the issue of the mass is going to come up again as well we can agendaize that in the future since it's already been implemented so we can just have something for the next board meeting on that as well yeah um the the resolution has it I'm sorry the resolution we've already voted on it yeah and it has it it has the masking okay okay we're good then okay good yeah superintendent comment your mic is always um it says it's on I apologize there Kylie's fixing it but it's been on the whole time so um at your seat I provided three emails to her in support of the drop resolution and one from a resident of Arizona who wanted to address the board regarding coveted vaccine mandates I think we've addressed that tonight um in a positive things that are going on in the district avci the Apple Valley Center for Innovation had its first student field trip today we're thrilled to have students back once again experiencing Hands-On with the opportunity to work with the gillettes and continue the passion for stem um we are currently in a wasp full study here at Granite Hills High School the visiting team was virtual some of the board members joined our um entrance yesterday of the WASP team um this is very different we've never done it this way they will walk and the WASP team is not released to visit schools in person so the staff here at Granite Hills High School is taking iPads classroom to classroom to validate the self-study um Granny Hills High School is in the playoffs after 10 years for their football team oh coach Gonzalez has worked hard to build upon the talent of his school and his um of this school and his incredible group of young men going out weekly and competing Friday was able to watch the dress rehearsal for the great Academy here on this stage the production of super freak was a talented group of young students not only did they perform but they're completely trained in how to run the state-of-the-art sound system lighting and everything that happens up behind the scenes here um avhs I want to again send my condolences to the family the Andrews family we have several students within the district and the avhs family the community has been impacted by the loss of Lawrence so many people it was a visible thing and they got to they it has just traumatized so many and so we know that many are overwhelmed I appreciate the offers of support from the other school districts to the families the students and staff at Apple Valley high school and our other schools that were impacted Whenever there is a tragedy we are fortunate to have a crisis intervention team and our students we have a group of student peers that I have to say at 6 30 in the morning as they walk to the library ready to meet the students that they were going to help had a realization that their training was going to have to go into effect that day I know the students leave after multiple days of supporting others truly understanding what that training is about and they grow from it and so we will continue to serve the students and the staffs with the needs because of this trauma so anybody impacted by that that is struggling the services continue so you just need to let your site Administration know or the district office and we'll get you connected again condolences to the Andrews family and to all those that were impacted thank you Mr Raleigh uh just everybody drive home safe tonight um I appreciate everybody coming out hopefully uh there's so many other districts will follow suit and we can uh maybe a Groundswell in California [Applause] the American Patriot these are the times that try men so you're a real Patriots go home Mr cell no I just want to wish everybody safe and and definitely we we're concerned about safety all our students I mean I or I have three daughters graduate from Fri school and uh they all received a doctorate yet because of wonderful teachers at High School and and and I want all of us to stay safe and one and if I want to look at the action in heaven recently being a past city engineer said maybe the town need to address some of the safety issues too I'm thinking about the time to apply for loan they put a put a crossing over Beverly Road into airport High School to see that we have lumbar accidents over there okay hey Mr Nunez thank you I just want to give a big shout out and thank you to the bakery and culinary programs at Apple Valley High School in Granite Hills this last week they represented all of us well at High Desert opportunities Summit and they showed our local business Community the High Caliber of students at Apple Valley the fights of itself [Applause] and it comes to me um I just want to take this time to thank all of you for being persistent um for for never giving up um I wish I could step down and give each one of you a hug but they want social distancing but um on a more serious note um for the parent who is really worried about Apple Valley high school and the parking lot um we hear you uh I'm hoping that um starting tomorrow we will mobilize more of our peace officers to make sure that people uh keeping our children safe as they drive into our parking lots that's extremely important we don't want to have a funeral for any one of our little babies that we send off to school um when I sit here um I think of something I always try my best to bring a little bit of my history to a board meeting because I want you to know who I am as a person not as a board member when I was growing up my parents taught me that it is very important not to be in a Melting Pot but to be in a salad bowl and and I said for you to be in a salad bowl that means the karate still has an identity and cucumber has an identity the mushroom has an identity and all of those ingredients is what makes a salad but the main thing about salad is the dressing which is the harmony you bring into it so I am hoping that by the time we are done here that you would have earned the harmony that we are all trying to build thank you so much for your time on coming out very poetic thank you if we have no further dealings at this board I am going to vote that we uh I'm going to uh um ask that we um have a motion to return all in in favor all right in your opposed all right [Music] thank you

passed on before us and um have transitioned on to the spirit world uh many giants who who's uh we who we stand on and behind and uh have opened up many doors for some of us to be exactly where we're at right now so um just thinking of those that are in the spirit world continue to be with us as we honor them in this upcoming day of the dead for many in our community um this next week so with that i'll go ahead and open it up to item 201 uh potential district partnerships within district facilities with the goal of generating streams of revenue for the district and i'll go ahead and turn it over to mr chang madam president i believe we skipped the pledge of allegiance thank you so much yes uh let's uh go back and do the pledge of allegiance if you can all join me please i pledge allegiance i pledge allegiance to fight of the united states of america and to the right into the republic for which it stands one nation [Music] thank you mr chang no i'll turn it back over to you thank you madam president um on this item um the administrations as you know um the districts um have some surplus property across the districts um and the administration is requesting the board for some direction um in terms of uh what kind of partnership our opportunities are out there um and how do you see the board envision um some of this work getting being done to utilize some of our surplus property thank you mr chang i do see trustee chavez's hand up trustee chavez uh yes um i would like to make a motion for the district to start that search on uh generating strings of revenue for the district um and thank you and then just to check um [Music] okay uh i'll i'll i'll go ahead and go to trustyfam and then i don't know if he's gonna second or okay well not yeah i just wanted to advise you madam president that uh you know uh board vice president is in the process of logging on and uh trustee bejarano was having uh technical issues logging on so uh you know i wanted to see if maybe it was advisable to wait a couple minutes to to allow for the two trustees to to get on okay yeah and in the meantime um i i know there's a motion on the floor trusted chavez i'm just going to ask rogelio um rogelio in regards to um guiding the district is this uh something that formally we get to make a motion on and vote on or can we just direct the uh district staff to get back to us with potential partnerships so i think it can go either way if there is a particular proposal that a one or more board members is interested in having the district pursue then there could be a motion to that that effect otherwise it could be a motion to ask the administration to bring back some proposals and different concepts at the next or a future board meeting or it can just be on a consensus basis that this is something that the board would like to discuss at the next meeting in more detail with some specific outlines of proposals okay and i'm hoping that um vice president and uh clerk are in soon um mr fam if you can help me identify and hopefully they're in um okay so i think we're trustee chavez um just made a motion to basically direct district staff um for potential to look for potential district partnerships exactly what it states here um so for purposes of moving this forward um i am going to motion go ahead mr cruz yes so with with regards to ab361 this is the that was the resolution that the board excuse me passed at the last board meeting um that resolution and and those new brown act provisions require that if there are connectivity issues which it sounds like there are right now you have to wait a reasonable time and i think i'm seeing other people log on right now but you might want to wait another minute or two until board member beccarano was able to get in the into the meeting okay i just see trustee quintero in um i know we're in the process of allowing people in [Music] do we see uh mr trustee vegeta in yet i don't see him to see the lord okay um so welcome trustee quintero as the we are on item 201 and trustee chavez just made a motion to direct uh district staff um to search for potential partnerships within district facilities with the goal of generating stream so revenue for the district that basically what we've done um for purposes of moving this forward i was going to second that and then we were hoping that you would all be back here for during the time to have a discussion um so that's where we're at yeah um so is it it has it been seconded or can we discuss i just seconded it right okay um i i'm interested in and also moving forward so i would be supportive but i also wanted to go ahead and have us provide some very very broad parameters not getting into the wheats because i also think that it's important for the board to provide its its um desires i don't want the staff to go out there do tons of work on on certain things and they're going to be spinning their wheels and then at the end we wind up saying well that's not exactly what we're looking for i'm thinking that some very very broad 10 000 foot kind of parameters would be uh appropriate at this point that way they kind of know what they're looking for as they move forward and so i would like to go ahead and in our discussion put those forward and then possibly incorporate them into the motion if uh if that's acceptable if not then i'll make a substitute motion and see if that moves forward do you want to make a um do you want to propose language and see if trustee travis is open to that sure um as we move forward um my interest is that staff goes out and looks for partnerships that make sense such as public sector organizations establishment clinic child care centers things of that sort one of the things that i was not interested in seeing is us renting out facilities to our competitors i think it's counterproductive we basically go ahead and take in a couple of drops of water or a couple of drops and then we bleed out gallons and so that makes absolutely no sense and so it's uh for that purpose that i was hoping that we could provide very very broad parameters so that staff can can have a sense as to what it is that they're gonna start looking for rather than having them to because i know exactly where they can go right away and start getting tons of partners that are going to offer them cash but then at the end it's going to wind up costing us a lot of students you know what i mean let me be clear about it our competitors the charter movement would love to rent every facility that we have uh and uh that's something i'm not interested in pursuing so uh trustee travis i see your hand up um it's okay i see you down now i'll wait for min's comment okay trusty fa so i guess i you know part of you know to formalize trustee quintero's language here so basically to to ensure that district partnerships are sought to provide community services to the residents of our district and also the prohibition of any partnerships that involve the rental of space to private and charter schools uh trustee chavez do you have something to add to that or how do you feel about the specifics on now you want to talk to him first um i don't see him on yet but i wanted to i know just proposed some language in there and i just want to see since you made the motion how you felt about that so let me get this straight you want partnerships but gintero said he wants to exclude charters and private schools is that correct you want me to correct do you want me to confirm that madam president i think uh quintero would be helpful for both chavez tonight is very specific language that you might want to include in the motion so that also maribel can get it if we accept it that we move forward uh seeking partnerships but that those partnerships exclude uh our competitors in particular the charter movement okay so yes uh chavez that's his addition to that do you accept uh the motion on the floor i really don't want to exclude anybody so no we can vote on my voting first and then we can vote on quinteros but i i in all fairness i think we shouldn't exclude anybody thank you we'll make that a substitute motion we can vote on this first and then it will cancel out the other motion okay um i do see vagirano on the list um if somebody can promote him please to the panel list can we first vote on the motion that i asked for right but i'm i do see the herano on now so i'm asking him for him to be on the panelist so if he has anything to add before we go to the vote i do see him here already and i don't know we just need to promote him [Music] i'm having extreme technical challenges today my router was out and my computer all kinds of stuff but and i can't get my camera on okay but i wasn't serious i was hearing the past few minutes um okay so i'm i'm in now at least for now unless something else goes down and i'll try to get my camera up awesome no worries as long as you can hear us and you're with us thank you so at this point um what i'm going to do is i'm going to open it up for public comments on the current uh motion that's on the floor um and then we'll see and then we'll take a vote and then we'll see how that goes um mr chavez can you help me with public comments see if there's any members of the public bushing to address the board on this item amen president at this time we have no public comment okay well wait a few seconds we have one person first speaker is veronica veronica you have two minutes please unmute yourself when you begin speaking the timer will begin great thank all right thank you miss vidonica give us one minute while we pull up the clock okay great thank you hi everyone my name is veronica malore and thank you for bringing this item to the floor about having um that partnership and looking for that partnership i also do agree with um trustee quintero in making sure that we serve we rent this our facilities as much as i don't want to rent any facility out and want to keep expanding our schools that we rented to clinics to non-profits to community organizations that are going to bring something to our communities and yes charter schools are growing and charter schools need land however if we want to continue having still alan rock in existence as we saw the enrollment decrease and we keep on seeing the displacement maybe looking for partnerships that allow us to bring something to the community not just more schools but actual community clinics something that is going to benefit the community and that is going to keep our schools open and continue to grow thank you ms veronica next speaker is dilsa gonzalez it's gonzales you have two minutes please submit yourself when you begin speaking the timer will begin good evening members of the board my name is ilsa gonzalez i'm a community organizer and i am a parent of two students in the umbra school district i am here to support um the comment that um our trustee andres quintero did and the previous speaker i truly believe that there are so many non-profit organizations and if you recall back there was a committee that said what to utilize these spaces that we have um that we're not currently using we talk about maybe child care for teachers and um community and parents to be able to allow to go to work and do their things we talk about bringing on non-profit organizations to provide mental health um social emotional support and other resources for our communities we talk about maybe creating some kind of um support for our teachers trainings and um so they could gather their trainings within the school district boundaries there's so much things that we could do that will support and will continue to support our students and families and we don't have to rent it out to other non-charter school to other charter schools i truly believe that for the sake of our students for the sake of the retention and for our district to keep growing and being able to give back to our community and especially our students and our parents we need to focus in what we have right now which is our students our families and being able to retain them remember what we do here is gonna impact later on in the future so thank you um andres quintero for thinking of our families and one more time think about the community um input that you already received in that back we don't have to be creative we already have it there um and we just had to utilize it on our on our behalf on our behalf and truly give community engagement and bring those words back to life when we think about maybe renting these spaces thank you have a good evening thank you mrs gonzalez uh next speaker is jocelyn mers miss mers you have two minutes please submit yourself when you begin speaking the timer will begin thank you i will not take much time because i want to echo what both of the previous speakers have said um i was part of that facilities repurposing committee and i feel like we put in many hours and a lot of thought on what the community needs and our community is in desperate need of child care before and after both for staff and for the community um i again i i just urge you to take a look at some of the suggestions that were discussed by the committee and move forward on some of those i'm kind of surprised actually that that nothing has been done up to this point that that has been six months so thank you thank you ms mers madam president at this time we have no more public comment thank you i'm gonna go ahead and uh turn it over to our trustees and call you as they see you for a vote um trustee family see your hand up oh yeah yes you know yes just a question to to trustee chavez here uh you know if our if our responsibility as trustees is to see to the financial sustainability of this district so that we can pass on these assets to to our children and their children and their children's children uh why why why is trustee chavez opposed to excluding charter schools and private schools trust travis i don't know if you want to add anything to that or respond trustee chavez can you hear me or maybe she can't hear us i'm wondering if she's having audio issues um trusty chavez are you there are you in our meeting uh madam president can we if in the interest of moving the meaning forward i would ask our council to provide us uh robert's rules of water um which is what we're bound to to follow under our bylaws uh the substitute motion has to be heard before the the underlying motion correct or the main motion or do i have that backwards no that that's correct as long as there is a second in support of the substitute motion all right so i'll second the substitute motion okay so so now that it's been second then uh rogelio just to clarify we'll go with the um substitute motion first yes and i would just just for clarity's sake i would recommend reading that substitute motion back into the record okay motionless to go ahead and just give it up can you pause real quick i just want to make sure that um trusty chavez can you hear us trusty travis i can hear you now okay perfect it's it's okay uh all right sorry for interrupting vice president um if you can please state the motion the substitute motion was that we uh authorized uh administration to seek potential district partnerships um partnerships with oh hold on we see that we authorize the administration to go out there and see potential district partnerships with the goal of generating uh streams of revenue for the district of those partnerships exclude our competitors charter schools assigned by trustee fem okay so now we're on the substitute motion uh mr greece um i'm assuming i go through the same motions uh trusty um comments questions concerns and then public comment on this substitute motion uh that well not through the public comment but through the board comment yes okay all right now opening it up to the trustees any questions comments or concerns on the substitute motion okay i'm gonna give uh because i know a chance i do see his hand up so you can help me unmute him can you hear me yes okay so i don't want to turn on my camera because every time i do i start losing audio so there's something going on on my end but um what i do want to say is i um you know having just gotten on in time to hear um trustee quintero's motion and and hear the public comment you know i would i will definitely be supportive of of this this new motion um because i think for the most part what um i heard in public comment is that this board had already begun taking some steps in a direction for potential reuse of facilities and kind of looking forward in terms of what we would want to see and what we would want to bring to the district if we had to go down that route and that work and those kind of very preliminary plans were actually backed up almost item for item with the 7-eleven committee that we had those things that they put in their recommendation that they wanted to see line up almost exactly with the work that had already begun by the board and conversations that were beginning to start and so for those reasons the fact that we had begun to move in that direction and that the 7-eleven committee which is reflective of the community aligned with those um like i said very preliminary planning discussions which none of those um included the opportunity for for other educational institutions i.e charter school or private schools because of that because that was the way that we had already intended as a board and as a community i'll be supportive of this motion because i think it reflects work that's been done and the desires of the community um and to trustee fans point i think they are also in the best interest of the district moving forward from a fiscal perspective thank you trustee any other questions or comments from the trustees i'm in agreement um i you know i was in agreement in starting to direct the staff as in public comment somebody mentioned you know we've had some of this information for a while and um as a board we haven't moved and so it's definitely important to start looking at the possibilities of potential district partnerships and ensuring that they are benefiting our district um in all ways shapes and forms and so i look forward to hearing about them in the near future um and if i don't see any other trustees making any comments questions concerns i'll go ahead and bring it to the vote on this um current item we are going to be voting on um madam president yeah just just one thing to your last point there that i did want to bring up so yeah we haven't moved yet um on these things but i think it's important also to understand that um when we look at these potential uh partnerships or streams of revenue that kind of goes hand in hand with the availability of facilities for us to be able to generate that revenue and you know the closure slash repurposing of facilities has been you know for anybody that's been following has been a process that we're trying to be very intentional very careful very um [Music] you know methodical about and so although we haven't taken direct steps in that direction i just want to make sure that everyone also understands that it's there's other pieces to the puzzle it's not like we can just start finding partnerships and putting them in we could and that might be a short-term um solution but i think the way that we're trying to look at it is from a more longer-term perspective and because of that that's why i bring in that it goes hand-in-hand with the availability of repurposed or yeah repurposed facilities so that's kind of the i just want to make sure that we still fill in that part of the picture that um the movement on this type of stuff requires other things ahead of that to be able to get it all going but we are moving into direction so thank you absolutely thank you for clarifying that and i'd like to add you know in addition to hiring you know the council that we recently hired project management all the pieces to the puzzle so thank you very much for pointing that out and that we have been doing the work but not specifically this um we've been laying down the foundation in order to be able to be ready for possible partnerships now so yes very exciting thank you for clarifying that and for painting that picture um for all of us or reminding us of those very important aspects to this process um okay so seeing no other hands up i'm going to go ahead and just call you as i see on my screen trustypam hi trustee chavez no vice president quintero hi hi and myself i okay um and then so i'm assuming since this one passed the other one kind of uh we don't go back to the other one um i do see your hand up trusty chavez so are we going to get public comments before we take the other one or no we already took public comment i clarified with council that um we didn't need to take public comment on this item and he said no none on this item excuse me with the second one exactly i asked him and he said no public comment on that one okay sorry because during that time i couldn't hear everything thank you yeah no good i'm glad you're asking thank you so much am i correct the other one just we just move on to the next item on the agenda correct that's correct okay thank you uh 202 approve resolution 1321-22 regarding the city of san jose redistricting commission and support a proposed unity map um trustee family yes this is your item yes yes uh you know madam president uh honorable colleagues you know i bring this item for the board's consideration because uh this the issue of political representation on the city council is a grave importance to this district um you know at for generations out you know uh district you know district five has been more or less synonymous with the boundaries of the vast majority of alum roth in fact you know if we go back to history uh you know it it coincides with the historic town of alamo prior to its annexation by the city of san jose now obviously this has muted many benefits to our district we've been able because of our location and being nearly co-terminus with city council district five it has resulted over decades the benefit of having a united represent a united voice to you know to the city council in the coordination of not just city services that help the residents of the alamo district but also in enable us to be able to work with work with our city council member to push for and advocate for policies that are to the benefit of the residents that we serve in the allen rock school district now under the now once a decade you know what census uh the city engages in read the redistricting process uh and you know in in some released craft maps uh the city redistricting commission had you know has on its table proposed maps that would divide the allen rock district into two or more city council districts um you know this pre this represents a particular uh i would say dangerous political disadvantage for our district because uh what when you are a minority i i wouldn't say minority but when you are a smaller part of a district we're less able to court coordinate with our elected representatives in order to advocate for services for policies uh you know one particular example i i wanted to cite was years ago i i was a participant tried to participate with the uh state level citizens redistricting commission and at the time you know i had had uh one of the issues was that eastern the eastern san jose portion of alan walk would have was any draft map proposed to be in a map that uh in the senate district that was anchored mainly out of merced and you know this piece of adam rock would be this this sort of like this westernmost point uh of a district of a senate district that was overwhelmingly in the central valley and i spoke at the time to to that redistricting commission uh advocating against techcraft because it would separate us from you know the communities of interest that we live in and so the same case goes for uh you know these maps uh you know to see allen rock divided into one at one one map has us divided into four districts another map has this divide in three districts and two districts uh basically almond walk would you know alum rock would be politically divided and we would lose the ability to have a united voice when it comes to getting services for our residents however luckily there is the uh as a as noted in the resolution uh there's a unity map which uh proposes to maintain you know uh as in the last redistricting cycle alum rock in the bulk of a single city council district and given the grave importance of the city of san jose and its impact on the residents of the allen rock union elementary school district i propose that our board collectively express our opposition to the draft nasa for the city's redistricting commission and to endorse the unity map in order to preserve uh the political influence and our ability to advocate and serve the residents and families of the allen rock school district thank you very much thank you trustee fam um do you have a motion so i am mo i motion that uh that the resolution uh as published via adopted and passed by this board nice president oh second okay so um i'll go ahead and open it up for public comment first and then i'll bring it back to the trustees for any questions comments or concerns mr chavez can you help me with public comment at this time madam president yes um i would there there is uh a staff person from organizations that put together the unity map i would encourage us to bring them forward not as public comment but as part of the part of the item discussion and they would be able to answer questions so you would have them now or after public comment um i think that would be a wiser approach great idea um and i think he does have his hand up um jeffrey buchanan um if we can include him maybe on the the presentation piece of this um mr chavez can you um a mute his mic and maybe he can give um additional information on this item for us to um hear him and understand yes madam president uh mr buchanan is now able to open up his own mic thank you good evening uh members members of the board jeffrey buchanan um former alum rock resident current trustee over the luther burbank school district and uh policy director with silicon valley rising action um so in terms of the the map that's that's being discussed um i think i can do a screen share just because i feel like with maps it's really hard to understand uh what you're talking about without without being able to see it so just give me one one second here um okay and okay so you should be able to see the screen now um so with within within the map you'll see um we were able to keep uh i believe all the volume rock within district five uh it's the i think the one of the if not the only map certainly one of the few maps that keeps uh the entirety of the alum rock school district within district five additionally you know some important features of this map i think you know being a school district that represents you know one of the city's larger or more diverse populations of both latino uh and uh asian populations within the city i think you'll you'll be appreciated to know that this map you know on average increases the political voice of of latino and asian populations with the city uh almost one percent of peace per district uh in terms of uh the citizen voting age population compared to the baseline numbers so we're in addition to making adjustments for population we we saw big growth in terms of uh district four uh in district three that really would and then you know proportionally district five grew less uh than many of the other districts but we were able to accommodate uh within this map largely keeping largely keeping the the previous lines of district five uh the same as as before we had to grow a little bit uh in terms of going north uh past the old boundaries i'll bring up here in red is the previous boundary uh grow a little bit into district 4 in order to keep this map uh within the the kind of requirements of the fair maps act when it comes to deviation from the ideal district size and so i think of all the maps this keeps district five uh uh the most intact uh but while also you know increasing the voice of of latino communities particularly in district six and district two uh in maintaining you know significant uh latino voice within district seven and district three um and you know overall i think leads to uh a map where you know latino black asian american populations have a much greater political voice much more representative political voice compared to their population sizes um you know writing some historic wrongs of how in the past we've lumped together some lower income more diverse neighborhoods with wealthier less diverse neighborhoods um and so encourage you to consider supporting the resolution on the table and glad to answer any questions thank you do the trustees have any questions for mr buchanan uh trustee quintero uh not at the moment okay um i do see another hand up uh uh no i didn't have questions i just had my own comments okay thank you mr buchanan so stick around please just in case anything comes up i appreciate it well actually i'm sorry i do have a couple questions now that i'm looking can you i think you alluded to it mr buchanan in your comments but can you just confirm or or re-restate the the numbers that are on there what they specifically represent those percentages yeah so i know the district number is on that yeah yeah sorry apologies um so uh basically when you're when you're putting constructing a redistricting map you would look at the total population of the city and we have 10 districts uh and so dividing our total population by 10 uh creates what they call an ideal district size and in order to uh uh uh following with the affairs maps act you basically have to end up with uh a situation where you have no one your largest district and your smallest district the their kind of deviation from that ideal size combined can't be more than 10 so like you could be plus 5 and minus 5 and still be fine but if you go any further in either direction um then then your map would would would likely face legal challenges i see okay thank you for that that makes sense thank you okay um so i'll go ahead and uh jesse chavez you have a question so that the public can know what lines the streets what lines are on the streets and which one got moved can you possibly give the public some of the names of the streets yeah so yeah so we um essentially now let me just take you into the couple areas where we where we had it and you can zoom up so there is a the filipino community in san jose uh is working to construct a park in uh right off of uh gemelli way uh and had requested as a community of interest keeping that park uh within district four so there's a small you know little section here along gemelli way uh easton uh place in easton lane um that in this map goes over to four um you we gained the area our district five uh ads independence high school uh and the neighborhood immediately east of independence high school uh in addition to uh this area uh easter east which is like eastern lane uh marbury uh and uh was it not grand view terrace uh capital uh and so adds a little bit there additionally uh the area around the column middle school which had formerly been in district 8 uh is moved into into district 5 and then we've requested that the uh uh so the old line you'll see this line here for for reed hill view we ask that the old line for reed hill view uh be utilized for the current maps because it you know it includes the the area that's non-residential uh into district five uh but for some reason the uh the outlines of the reed hill view property uh it includes both the non-residential and residential and its census block and so like for this piece of software it doesn't let you like cut a census block in half even though you can see the old line actually did that so we've requested in comments to the city council to to keep the old line uh for rehab divide the division between eight and five thank you sorry so just to on that same point so if we keep if this map were to keep the old lines of read read hill view then that kind of more irregular line to the west of it the yellow line would that not be the boundary then but in fact yeah it'd be this red line so we've requested that that red line be used again for this um this piece of software essentially you would have to add the census block that includes the kind of i guess you'd say southern uh uh portion of the airport you know also kind of wraps around this residential neighborhood i think it might be a trailer park i forget um and so you would need to for contiguity reasons if you included all of this you'd get all that residential and then you'd have to grab these areas too because you couldn't leave them as an island and so we'd be taking population from eight um this effort i should have said this before was an effort of the asian law alliance the naacp uh the raza roundtable and other organizations uh with an effort to you know and within that there was some negotiation and conversation about how do you both you know keep a district like district 8 that is uh you know a majority uh minority of asian voters strong as well as how do we keep a district like district five which is the majority uh latino voters strong and so when you play with that eight and five line you can start to sway either way on that because the further south you go uh the the larger proportion of asian uh voters and the further north you go the larger proportion of latino voters and so in order to kind of keep both those districts and those communities of interest uh together and their voices strongly kept the same line essentially thank you any other questions for mr buchanan before we move on to public comment i actually have another separate question right if no one else does go ahead okay so the areas that we would gain in the northern boundary um are to my knowledge are primarily um asian pacific islander populations i mean i could be wrong on that but that's from stuff i've seen in the past and so i'm wondering just um [Music] is there a significant impact with regards to ethnicity within the proposed district five um one way or another whether it's the asian population asian um api population or latino population or is it roughly even though we gain um some of those i think more densely api population populated areas does it still kind of remain roughly the same ethnic makeup uh yeah overall yeah overall it's it stays roughly the same uh both in terms of uh the other thing that i forgot to mention uh you know recognizing uh that there's a part of the kind of foothill area that's in the incorporated city of san jose uh that you know also has kind of less it's it's the the demographics are different than most of district five uh and i believe the school district there most of the i think the students are actually attending evergreen uh uh school district in that neighborhood and so we did uh give that population that population is moving to district eight um and so between those two swaps of adding north uh and uh moving uh some of this district eight some of this population in district eight we keep basically the same when it comes to population and citizen voting age population for the latino uh population within district five okay thank you you're a muted present thank you um if i don't see any other questions from mr buchanan we'll go ahead and open it up for public comment and then we'll come back for any additional questions comments or concerns from the board uh mr chavez can you help me with public comment uh yes madam president at this time i see no public comment okay we'll wait a couple seconds any no still none okay all right bringing it back to the trustees any questions comments concerns before we take a vote trustee verano yes thank you um so first and foremost i want to thank trustee fam for bringing us this resolution um and the work in that and i really want to thank those individuals organizations entities that make up the group that put together this unity map and all the work that um obviously very comprehensively and and and thoughtfully put forward here um and i would echo you know much of what has already been stated by trustee family mr buchanan in addition though i think i would also add that you know in terms of the the council district and governance i think obviously there's there's something to be said or a lot to be said for the political ramifications of empowering populations um or or disempowering populations depending on you know decisions that are made within a certain area and mr buchanan i think spoke very well to that point specific to the asian pacific islander and latino populations in the current district but i think there's also um something to be said for kind of like the historic socio-historical and socio or cultural um realities and foundations of any given area i think that also it contributes to the um you know the cohesion of any given district in any given area and some of the proposed maps that i saw really in my estimation kind of put communities into the same district that would need to be governed that have very different cultural or historical uh realities and i think east side san jose and alum rock district as we kind of coincide we have a very specific historical context that we all operate with thunder we have a very specific socio cultural social economic reality here in this district and i think to break that up is very significant obviously again from the political perspective but just almost like the identity of our community um you know who we are as people here in in this geographic area and so for all of those reasons the obvious political ramifications that though that other maps would you know have on us and in addition you know i i think kind of just like the identity of us as east siders that the impact that that would have and in my opinion the negative impact that it would have to break us up um i will i am supportive of the unity map and i think it's very important that we're able to have this um unified political voice but also unified identification and cultural and historical um kind of foundation that we've always had as a community here so those are my comments thank you thank you trustee pam you know i just wanted to you know and thank jeffrey buchanan for being here tonight and explaining the the importance of the unity map to to our community and also to thank the consortium of the naacp asian law alliance uh la raza community roundtable and the latino leadership alliance for you know being the consortium that put forth this uh unity map and you know a map that you know listens to the needs of all the communities but especially in our case you know the east side the allen walk community to you know you know to continue you know to continue you know continue to ensure that you know our our historic identity as an lmwa community continues forward and all you know ensuring that we retain a strong stable voice in city government so that we so that the allen walk district and the city of san jose can continue to have a long and a constructive partnership in serving the residents of allen roth thank you thank you trustee pam vice president quintero i want to thank trustee pam for bringing forward this resolution um i've had the opportunity to review some of the draft maps and they were jaw-dropping to say the least um they as was indicated by trustee pham they did split us up even worse some of them went ahead and stretched the district out all the way to downtown uh reaching the uh into nagaley park actually as much as i love the people in the united park has been great i've worked with them on different things and different projects we're a very different community it's a very different uh uh you know social economic status and so it's important that we keep the east side community together uh so that it does have a voice and in particular the alamo community so i it's for that reason that i'll be supporting uh the resolution that's before us thank you so much um trustee chavez i think it's important to learn to hear what more of the community says thank you thank you trustee chavez and we did give opportunity for public comment unfortunately there was no one um so just some closing remarks um before we go to the vote go ahead trustee travis i meant not just on this meeting i meant more of a community input thank you thank you and there is has been many many meetings i um suggest that you know i'm sure many of them have been recorded if you want to hear more about what others are saying um i don't know vice president if you want to add to that or we have something else to add yeah one of the things that i also want to note um it may be of interest to one of our colleagues here to several our colleagues is that there's been um letters that have been put forward in our articles of the in the local newspapers as well indicating that some of the business community is very concerned about the breakup of uh their business districts it's very fascinating that this this very progressive group of folks was able to go ahead and put together a map that meets those interests and so many of those alum rock corridors business corridors are kept together by the unity map and they're broken apart by some of the other maps that are being put forward in draft form at the city so uh i'm very very heartened to see that we can achieve uh very um uh you know the the goals which are many um as stated by by the coalition it's uh they're looking at not just ethnicity or race but also the status of renters socioeconomic status multiple factors and so putting all that together they're still able to go ahead and and meet the needs of certain uh business folks that were were sharing concerns so so i'm very heartened by that work thank you vice president and i would just uh encourage all of us you know those listening those um of us that will be voting on it um those in the public to think about you know this divide and conquer that has happened in our history over and over and the purpose of that and what the purpose of those that even presented um that you know divide the maps that divide right um that divide us but the purpose of that is you know really question what would be the purpose of dividing our community you know maybe we could have the communities be against one another instead of uniting right um and what does that create and so those are some of the things that i'm thinking of as i'm supporting this thank you so much trusty fam for bringing it forward um you know for me the unity map alone and you know the name and the title of it um says what you know this this concept is about what what i'm supporting i'm unity because the more we're united on behalf of you know what we all represent of our children our future generations then the better you know we will be here in alum rock and you know county as a whole city as a whole so with that i will be supporting this i am going to be calling the vote i'll call your name as i see you on my screen trustee pam hi trustee quintero hi trustee chavez no trustee vagano hi and myself i thank you next item approve resolution 1421-22 recognizing native indigenous people um and i did bring this forward so i'm going to go ahead and um read it and um we'll go from there recognizing the second monday of october as native indigenous people's day the month of november as native american heritage month and opening arust board meetings with the land acknowledgement in perpetuity whereas indigenous people in particular the moek maloney tribe of the santa san francisco bay area have had and continue to have distinct rich cultures binding them to the earth and all of its inhabitants and whereas the second monday of october is nationally celebrated as indigenous people's day and the month of november is native american heritage month and the alam rock union elementary school district is honored to acknowledge and celebrate local and national american indians and whereas the board of trustees values the many contributions made to our community through indigenous peoples knowledge labor technology science philosophy arts and the deep cultural contributions that has sustained substantially shaped our district and whereas the board of trustees has a responsibility to oppose the systematic racism towards indigenous people in the united states which perpetuates high rates of poverty and income inequality exacerbating disproportionate health education and social inequities and outcomes and whereas the board of trustees promotes closing the equity gap for indigenous peoples through policies and practices that reflect the experiences of indigenous peoples and all other segments of our district and whereas the idea of indigenous peoples day was first proposed in 1977 by a delegation of native nations to the united nations sponsored international conference on discrimination against indigenous populations in the americas and whereas over 70 percent of american indian and the last alaskan native people now live in urban areas with california having the largest populations in the country and whereas the moekhma oloni amamutsun island and thailand tribes of our region have suffered severe injustices and dispossession and whereas the alum rocking elementary school district joins the santa clara county office of education and the city of san jose in honoring and supporting the first people of the region as efforts are made to revive their cultural language and history and whereas such organizations as the society for advancement of chicano hispanics and native americans in science sagnas with its five santa clara county chapters are committed to the support and advancement of native americans in science technology engineering and math stem education and careers and the indian health center of santa clara valley has offered comprehensive health care and wellness services since 1977 and whereas alum rocking elementary school district is committed to enhancing equity and diversity and remains dedicated to providing schools with resources supports to advance ethnic studies courses and curriculum and now therefore be it resolved that the alum rocklin elementary school district recognizes the importance of teaching native studies to all students and supports that district's ethnic studies steering committee's ongoing work in making that a reality for all students and be it further resolved that the board trustees of the alum rock union elementary school district does hereby acknowledge that the district schools and facilities sit on the traditional lands of the moekhma oloni people and the board of trustees further acknowledges with respect and reverence the muekma ohlone people tribe of santa san francisco bay area for their stewardship of these lands and be it further resolved that the board of trustees adopts this resolution to recognize both indigenous people's day in october november as a native american heritage month and to begin each board meeting with a land acknowledgement stating we take a moment to acknowledge and pay respects to the first nations people of the land upon which alum rockingham elementary school district is established the ancestral homelands of the moek maloney tribe of the san francisco bay area as an opportunity to reflect upon and teach about ohlone tribe of the san francisco bay area sorry as an opportunity to reflect upon and teach upon the ongoing struggles of the indigenous peoples of this land to celebrate the thriving cultures and values of the indigenous peoples of our region namely the moek mahaloni peoples and to stand in community and solidarity with the indigenous people of the americas thank you so much for listening i felt it was important to read um off you know this is very important um and what i'll do is i'll make a motion at this time to adopt the resolution at stake thank you uh now that uh we got a motion and a second i'll go ahead and um i'll open it up to public comment at this time mr chavez any members of the public wishing to address the board on this item yes ma'am president we have two speakers excuse me uh first speaker is miss dilsa gonzalez ms gonzalez you have two minutes please send me yourself when you begin speaking the timer will begin good evening members of the board i'm once again community member organizer as well as a parent um i just want to say thank you president um herrera i believe that recognizing our ancestors where we're coming from it is a huge thing to do for our community um it is part of the vision and mission um and i believe that um um brock school district has perpetrated for the last years as well as it's it's another step to um to cultivate to enrich and to show our kids that we are proud of our culture and where we're coming from and our ancestors thank you for listening to community we were a huge advocate for english studies because we this matters we matter our past matters and our culture matters so once again thank you very much on behalf of of the community and the parents without listen and this is one huge step to to be greater than we are already thank you have a really good evening thank you ms gonzalez our next speaker is gerardo lloyda mr lloyd you have two minutes please admit yourself when you begin speaking the timer will begin good evening board trustees madam president my name is gerardo lloyda i am step dad to a seventh grader at adelante and the director of development and communications for the indian health center of santa clara valley where we stand for the healing and survival of american indians alaska natives and our greater community as a descendant of the pueblo mezcalero pacha and palmei tribes i strongly urge you to support this resolution as a small gesture towards fully acknowledging and hopefully one day putting a halt to the ongoing efforts of erasure against the first nations people like the moek maloney tribe of the san francisco bay area one of the most impactful ways that this erasure is perpetuated every day is in our classrooms we're trusted adults teachers speak of first nations peoples as though we no longer exist in the past tense we are still here among the 22 000 plus patients that we serve at the indian health center there are members and descendants of over 80 federally recognized tribes we are still here the maloney of the san francisco bay area currently have over 600 enrolled members who are working tirelessly to reclaim their status as a federally recognized tribe while reviving their traditional culture and language on behalf of their future generations we are still here land acknowledgements help to perpetuate an understanding of the history that has brought us all to reside on the land we occupy they help to end the ongoing erasure of first nations people magnifying their visibility as a people of today and tomorrow once again trustees i strongly urge you to support this resolution so that our leaders educators families students and most importantly our first nations people will not forget that we are still here thank you i yield my time thank you mr lloyd our next speaker is veronica ms veronica you have two minutes please emit yourself when you begin speaking the timer will begin great thank you and just like the previous speakers i also want to urge you to um also approve this and go beyond that right go um i know that's something that um has been done in the past where you know our children don't longer make the missions and that was really something a great step forward and having ethnic studies something that really is teaching our culture that is not being erased by the western culture and that continues to embrace and continues to enrich our children with their culture enriches their our children with the culture of the first people and that we recognize that they are still here just like the previous speaker said um and yes and that we also continue our ethnic studies committee i i haven't i don't i haven't been following but i hope that they can come back again and have more meetings because um it was very insightful have you know listening to the conversations of those the people in the committee um and what we're moving forward with as alan rock so thank you thank you mr onika madam president we have no more public speakers thank you so much i'll go ahead and open it up for any comments questions from the trustees and seeing none we'll go ahead and uh trust you ma'am you know i'll just say you know uh i'll be supporting the motion you know one of my uh interest has been uh history i was a history major and uh history you know the past is something to be studied in whole yeah we have to take you know not only you know successes but we also have to look at what what didn't work in the past and so we have to recognize that you know um as much as this country has grown this region has grown there were there were there were a lot of wrongs committed in the past and that we in in the interest so that our children learn not to repeat history it's important that our children learn that you know the good and the bad of history so that our children you know make progress you know um you know basically uh you know become a more perfect community and i you know and it is for those reasons that you know i support this motion and you know in order to you know acknowledge the full history you know of this region uh so thank you very much thank you trustee fam um any others uh vice president quintero uh i appreciate you bringing this resolution forward i think it helps us to begin the process of making sure that we're regularly telling the stories um that uh we don't forget because you know those who uh that don't learn from their history are doing to repeat it as the adage says and uh we have the the trail of tears uh and unfortunately many people think that's the only one the fact of the matter is that there are many trailers this year there were long walks out here for the uh uh in particular and so many many of those stories where people were displaced and so it's the lang uh recognized acknowledgement i think is an opportunity for folks to be able to reflect on uh beyond just a statement beyond beyond just a statement also reflect on what would happen in the past so that we can make sure that it's not repeated once again thank you vice president okay seeing uh no other hands i'll just uh make some closing remarks as a descendant of the radical h nation um just proud to you know be able to be here on this land and um you know live and thrive and play and do all the things that i do right um and also have relations with our milwaukee people and uh you know do my best to honor and acknowledge them um in the opportunities that i get um not just you know and like many have said right in this land enlargement that will do but ongoing whether um it is you know taking that deep breath and thinking mother earth and remembering you know that we're here um and we're sharing the space on what you know once upon a time um was uh stole stolen was taken was not um you know done i think of the treaties i think of the trauma i think of you know all that pain that our indigenous people went through um and you know it doesn't mean like oh i i can't live here anymore right i gotta go or i can't be a part of this unfortunately or fortunately whichever way we all look at it we're here and so with what we have you know how can i make it better um and acknowledge right that we get to live together um with the many other cultures now and many other people um how do we get to honor as you all you know mentioned some of you uh mentioned very eloquently so it doesn't happen again like trustee pham said so that we don't go back to those moments and as things like we've done today in today's you know what we've done in today's meetings like adopting a unity map right adopting this resolution so that we don't go back so that we can be united um continuing to represent the needs of our community here in alum rock continuing to represent our children and our families and as our public mention to listen um and to you know continue to support because we are them right we live here i am a parent of a seventh grader i am a mother here i work here and so you know um in the things that we do as leaders not forgetting all of our needs and continuing to represent all those um that we were elected to represent and so thank you you know um to the the trustees for listening um i look forward to having this passed so with that i'm going to go ahead and call um for the vote trustee fem hi vice president quintero hi trustee chavez welcome back to her uh trustee vijarano hi okay we'll come back one more time trusty chavez okay i suggest we wait some time maybe there's some technical difficulties yeah maybe she's having technical difficulties um maybe we can get her on the phone i do see her on there let me um see i don't know i don't see her unmuting so i'm not sure if she's maybe in the restroom or let me call her and see if she answers she she's unmuted madam president okay i can't hear half of the time can you hear me yes we can hear you hello um i'm like on speaker just to make sure that it yeah for public trustee thomas can you repeat that let's see travis i think i lost her again let me tap or text i guess or um maybe just uh we could take a break and come back to vote on this and so they could go through the presentation and we can come back directly to the boat we can ask council if that's acceptable mr reese are you on yeah if you want to postpone the vote on this you can't until after the next item let me see well i i mean i i guess at this point um it'll pass with or without i think she said no but i think i mean i was it was very choppy so we'll go ahead and um four of us voted there is quorum so i don't think we need to wait um unless yeah i think we're good um she might be able to meet herself now she wants to get her vote in as a specific yes or no otherwise mr reese uh can we just reflect it as a absolutely okay and this time can we avoid going back and putting technical difficulties you're either here you're not uh you made phone calls uh i'm i'm really hesitant about going out there and you know adding additions to the minutes about about technical develop or remember charlie's hand is up maybe she's back on maybe she's back on trustee chavez i voted no thank you perfect all right clear um all right we'll go ahead and um move on to item 301 approve e-s-s-e-r-3 expenditure plan uh mr chang thank you madam board president um at this time i'd like to turn it over to ms andrew garcia who's going to be providing a presentation on this plan okay let me good what do you mean everyone let me uh oops see my screen there see all the things i'm working on hey welcome ms garcia okay here it is [Music] all right i'm working on uh two computers here so we don't i'm gonna go ahead and um turn my camera off for a second for a little bit and then i'll turn it back on okay um good evening board president board members and members of the community um sandra garcia director of state federal programs and i'm here this evening uh to share some information with you on um esther three and to also um share the proposed um expenditure plan related to this um this budget i'm going to share some background on what esser 3 is some data that's relevant to the plan some current support information on current support that we are providing and details on the budget plan so as far as background the elementary and secondary school emergency relief funds also known as esser come from the american rescue plan from the federal government there are two requirements to receiving these funds the first requirement is to complete the safe return to in-person instruction and continuity plan and the second is to develop an expenditure plan for how sr3 funds will be used some important details around sr-3 funding important to note that these are one-time funds there are specific requirements that make these funds uh restricted in some way and they are good through september 2024 so three years the timeline for these funds um these are some of the requirements that need to be done in order to be um in complying and to to be able to receive these funds the first was to develop the safe return to in-person instruction and continuity plan and if you remember in july we did do some stakeholder input and we brought that to the board for approval in july um and july enjoy like i said we had some input sessions on that portion of the plan and then in september and october we had more stakeholder input sessions on the expenditure piece uh we also had a stakeholder survey that allowed time for other stakeholders to provide input and we are here this evening to bring it for approval so that we can share it with the santa clara county office of ed by october 29th so a little bit around the fiscal requirements um for this um this plan of the apportionment must be used for expenditures related to addressing the academic impact of lost instructional time through implementation of evidence-based interventions and that is about four million four hundred and ninety thousand one hundred and eighty-seven the remaining s or 3 funds must be used on expenditures for prevention strategies to maintain safety for in-person learning and then this is just another way of looking at it there are two buckets prevention strategies to maintain safety for in-person learning and then the other bucket are the intervention strategies for addressing the learning loss and that's what these stakeholder input sessions and some of the plan focuses on this evening it's a little bit of data that i want to share with you all um before we we move on um so it's important to look at some of the data in regards to our student um progress and the progress monitoring that we've been able to do so um unfortunately the timeline with when we had to have this approved and our fall data kind of didn't align with each other so what we're sharing with you today are the most current um pieces of data that we have and this is end-of-year data um so this was um june and i believe this was shared at one of the board meetings as well so just as a reminder it's a comparison of fall 2020 data to end of year data there were three um diagnostic tests done last year with students and these are the results for math so if you notice in the um the graph here uh fall 2020 approximately 48 of students met or exceeded the standard in math compared to the last column on the right 38 at end of year 2021 one thing i do want to point out is that if you see the bottom of the chart we did have approximately a thousand more students um take the the diagnostic at the end of the year that did not take it at the beginning of the year so that can you know change the data a little bit um and that is due to um if you remember during um distance learning at the beginning of the year there were some challenges with getting kids um able to to take assessments and and um those kind of things online so by the end of the year kids teachers and kids were were um were more used to doing this online and we were able to have more students take these assessments so just wanted to point that piece out as well this is for reading and uh similar to to the math um 44 of these students um in the fall of 2020 met or exceeded the standard compared to 38 at the end of and then some you know it's sometimes it's good to look at it by grade level to see where the gaps the biggest gaps are and be able to focus on certain grade levels if needed so this is for math and this is just end of year data this is not a comparison this is end of year and this is for reading so um this is uh some more information i want to share with you and this is on the stakeholder input sessions themselves you know as a reminder our input sessions in july we developed the first part of this plan the safe return to school and continuity of learning plan this slide in front of you highlights the common themes for the most recent input sessions um and focuses more on supports for students learning support and integrated support and after the input sessions and you know we um held input sessions with parents with students with um management uh staff with teachers and staff uh with um our union representatives and community members and after synthesizing all of the information these were the themes that emerged for learning support um we have four that emerged out of those and it's uh the the need to have academic interventions during the school day and um uh as long as after school and you know before and after school but there was a a lot of um talk around needing to find a way to integrate that with the school day as opposed to focusing all of our interventions um after school which require staff to work additional hours and you know just the capacity of our staff and finding additional staff to do those kinds of interventions so somehow finding a way to integrate those during the school day as well as continuing with the before and after school tutoring replacement of devices and then there was a lot of talk around the need to reduce class size integrated student support there were four main topics that that i wanted to highlight and that was the expansion of counselor and mental health support enrichment opportunities for students to connect socially behavior support was spoken about a lot and then a continuation of workshops and trainings for staff and parents in this area this is information from the stakeholder survey um in addition to the input sessions we did provide an opportunity for stakeholders to share their input through this survey the merging themes on this section were additional students social emotional there's this second column here need for social emotional mental health and then this fourth bar here which is continued emphasis on student and staff safety and the last bar over here additional staff to provide support and cut off but it's during the school day in the two sections that i mentioned earlier um what i did was i synthesized information from several of our past input sessions not just um the esser sessions but our lcap sessions our e-log uh plan sessions and kind of started seeing um themes that have been repeated over and over that you know stand out from all of these sessions and i put them into the survey so that we can rank them we can have folks rank them and these are the top five priorities in regards to interventions to support learning recovery the first at 86.62 percent was to support special populations and what they mean by special populations um it was written in the survey or you know students with special needs uh english learners our foster or unhoused students migrant students um in those types of students that do have uh special needs um number two was technology and connectivity at 84.69 percent number three targeted support and interventions at 80.42 um enrichment at 79.31 and then school they support at 72.56 when we look at this same type of um survey for integrated student support we had three that had the highest rankings which were additional behavioral support additional counseling support and staff development in seo and mental health so before i share information on the proposed expenditure plan it's important to share information on the current support we're providing and we'll continue to provide with new one-time funding we have received so i in regards to safe in-person learning this is these are some of the things that we have been able to provide and will continue to provide um which you know have been important as students and staff return back to campus you know i'm not going to read the whole list but you know everything from water so that our kids have water at school to air purifiers and ppe and outdoor seating areas independent study programs and continuity of staffing to make sure that we have what we need so that everyone is safe at school in regards to learning recovery um if you remember back to the expanded learning opportunity grant the elog and um lcap and you know we've talked about all of these things but these are some of the things that we've been able to put in place so far and we'll continue to work on supporting our students through these um these different intervention supports summer learning and enrichment programs we did provide a site to allocation for every site to provide a homework intervention program at their school site and we have many of them up and running already but we are still it's a work in progress and so we will continue to work on that um getting those up at every school site um i've been able to provide some additional school day support through our aces partners and we'll continue to work on increasing that support as well tutoring programs some enrichment programs that offer students a way of socializing with their peers in a non-academic setting but that definitely has a positive impact on academics and we principals and staff have found that that's been really necessary with kids knowing that they haven't been on campus for a while and some of them just needed a reminder of what it means to to socialize with our peers and how we do that in a positive way so these are some of the learning recovery supports and then in terms of sel um you know we've been putting a lot of things in place for sel and mental health i think the biggest impact has been um we have we've hired four additional k-5 counselors and recently um have post will be posting for five more positions so five more positions are coming soon um which is a way of supporting the school sites with this very important need and something that we've heard from every stakeholder group that we've talked to other things you know continuing to expand our services through our partnerships with community-based organizations more training on sel competencies and trauma-informed practices and then just the the whole development of the scl curriculum and the implementation of that uh it's so it's important just to understand that some of the challenges that we've had in putting some of these things forward um we did uh have some we are having challenges with staff and staffing and that's not unique to our district it's all over the place you know people are districts are finding uh it difficult to staff some of these additional positions that are being posted for you know the need that we have at the schools and so we'll continue to work through that and see what we can do to get the support that we need at the sites but that has definitely been the biggest challenge of all um and then of course as i mentioned earlier is just the capacity of the the current staff that we have you know of asking them to do more um during this challenging time so we just need to make sure that we're trying to find additional ways to provide these supports without it impacting our current staff so um now i'd like to share um the proposed expenditure plan um for esther three and it's broken up into two sections and the first section is the implementation strategies for continuous and safe in-person learning and the two items and those will be to the retention of staff for continuity of learning which is here on these two items and then the second piece is the learning loss piece and how we're going to address that with the interventions we have planned and so in looking at all of the input that we've received from the different stakeholder groups we came down to these five areas that we think would be the most impactful um at our schools at this time in in terms of supporting our students through this funding so um the first is a targeted school day interventions and you know we need to flesh this out a little more and see what can be done but you know that that would look something like staff to provide school day support to students that need the additional support that you have experienced learning loss need a boost need some extra support you know it could be one-on-one it could be in small group it could be an intervention as a reading specialist it could be you know through retired teachers or contracted services you know like i said that piece needs to be fleshed out but that is the intent of that first action that we have written in the plan the second is to hire additional behavior support specialists we have heard from everyone from teachers to principals you know to parents that we are seeing kids coming back with um additional need in this area you know and it may just be you know re-teaching and and and supporting some of these students that maybe not only have mental health needs but they it's impacting their behavior in some way and so we we definitely need the support for those students the third is continuing to offer our summer programs our before and after school programs in you know a way that is beneficial to the students that need it tech support and and other materials and supplies that support learning recovery and then of course the counseling support that we continue to hear from all stakeholders that is needed and that's my presentation thank you miss garcia i'm gonna go ahead and open it up for any questions comments from the board um actually let's go ahead and open it up for public comments and then we'll bring it back to the board um but before we do that if i can get a motion on the floor and maybe second i'd like to motion that we approve the sr3 expenditure plan thank you second okay second bye trustee okay so i'll go ahead and open it up for public comment at this time uh mr chavez can you help me identify members of the public wishing to address the board on this item uh yes ma'am president we have two speakers first speaker is miss lisa gonzalez ms gonzalez you have two minutes please submit yourself when you begin speaking the timer will begin getting members of the board once again parent community member of allenborough school district and organizer um first of all ms garcia thank you very much for that detailed um presentation as a parent and um as a community organizer i really appreciate it um and also using regular words right for parents to be able to understand that and to be able to go along with the presentation um second i know that uh we talked since july there's been a lot of outreach from the elk to the sr3 um we were part of um some um participation of of community boys however for me i read um i read an alarm and i know it's because of kobe and a lot of our parents do not know use do not are not used to use technology um for me it's kind of like a red alarm just to see like 762 service filled out from parents and one thousand from our students um from our parents perspective that either five to ten percent i i think that's around when we have around nine thousand and students i would like to reach out for um to support in the next grant i know that we have another grant coming up that there's need to be community input that decided to get effectiveness block grant i would like to um express that we're here parents are here community members are here our committee is here to be able to support and look for different ways where we could reach our community where we could reach our parents and get significant input so we can um so the plans are more effective and and thank you for hearing also that community but i think that we could reach a lot more parents to fill out surveys to be able to attend and now that we're um we're going to another ground let's work together let's work as a team to be able to reach those parents that we weren't able to reach this time when we did the survey thank you have a really good evening thank you ms gonzalez our next speaker is jocelyn mers miss merce you have two minutes please submit yourself when you begin speaking the timer will begin good evening i would like to thank you sandra garcia on behalf of aria and myself personally i think that you did a great job of identifying and articulating what i've heard to be the main needs and um hopes that the teachers are looking for as far as the counseling services the the um added support for instruction during the school day the lowering of class size i truly appreciate the way that you presented it um again i think that that's what i've been hearing on a regular basis and we do understand that you know how difficult it is to find um people staff to provide those but that's where the needs are and um again thank you for what you've done thank you mr our next speaker is veronica ms veronica you have two minutes please submit yourself when you begin speaking the timer will begin hi thank you my name is veronica and i also want to echo the two previous speakers massandra you did such a great job in the presentation wise and i think at the beginning of the outreach back in the summer i really enjoy being in uh in groups of with different stakeholders um so we had teachers we had administrators we had parents and that was great to hear from everyone and those small groups i do want to echo as well the need to have more parent input more community input and just like dilsa had mentioned we are here to support in any way that we can't um to do that outreach to you know be able to pro get more um comments from other parents as well as this is so important and it's uh you know we know and understand that this is a once time kind of money and it's important that we invest it where our children's need it um i also want to thank all of the staff for really taking into consideration we had as parents advocated for cova testing in schools and that's something that it's happening now um and definitely makes um you know brings slightly more peace of mind and the safety that you guys have all taken into account making sure that our schools are safe thank you thank you ms peronica madam president at this time we have no more public speakers thank you um and now i'll turn over to the trustees any questions comments concerns to miss garcia or just in general now let's see i see a hand up um trustee because yes thank you uh thank you ms garcia once again for your report and um one of the questions that i had is i know you know it's very difficult for a number of reasons to obtain solid valid data from everything from technological challenges to um you know students being accustomed to the different uh methodologies of testing and so i i realized that i know a couple months back we did receive some data with similar challenges um but it it showed that there was minimal to no um learning loss in certain areas at least that was my interpretation and i think that's what we understood it to be at the time and now you know we have this data that shows roughly um loss in in some areas and in looking at data from other states and across the country you know our data certainly seems to reflect at least this data that's being presented tonight seems to reflect what we see in everywhere else other states or you know other parts of the country it's it looks very similar i do every i've seen everything from five percent to 30 percent learning loss in some places so i'm wondering if you have any indication um or any sense of the data and i'm hoping you're familiar with the data i'm referring to from a few months back that data and the data that we have tonight and what can we as a board assume to be i guess most accurate in terms of learning loss and the test scores that we see and also acknowledging that test scores aren't you know indicative of everything and of the entire student but it is what we have for another so i hope i'm hoping my question is um clear enough for you yeah and i'll attempt to answer and then um you know and mr sanchez probably has more in-depth information on on the assessments that have been given so far but i know that we just finished the round of fall assessments um in the end of september early october i believe it was the first week of october and so those results should be available soon so you know in my mind we could probably compare last fall to this fall or even the end of the year to the fall and just have a little more data on what the current uh you know how our kids are coming back now and of course there are other things that impact that you know do students are students more comfortable testing in a classroom you know and um are we able to get more results from more students because now they're in person as opposed to having those technical difficulties online so i think that all of those things will impact the the data that we'll see um coming up um but i'm not sure if mr sanchez wants to add anything more to that the only thing i i don't know awesome mr sanchez yes yes wasn't sure there um just wanted to make um to thank sandra again for giving this very detailed presentation with regards to the data we would love to come back and be able to share with you last year's data compared to our most recent data so we don't have that right in front of us and then we would be able to look at both language arts and mathematics and i can tell you i mean the gaps are you know between 20 and 30 percent but i think it would be you know i would hate to try to answer this um not accurately and so i'd be more than happy to bring that data as it's completed um at the next board meeting if you'd like yes i certainly would appreciate that thank you very much mr chang if you can please uh make sure to put it on the notes there to bring it back bringing that information back thank you uh trust me without any additional comments questions concerns uh no i think that covers it for now thank you okay trusty femme yes well thank you madam president i do would like to thank sandra garcia for putting out such an informative report uh you know the only thing i wanted to kind of to ground my colleagues is about is you know we've we've you know this this year has been challenging just like last year and i know that a few months ago there you know we also um received a report that showed that um yes we we had our kids we were able to stave off the worst of the learning laws with our kids but i also wanted to um make sure that that our my colleagues knew that we're going to be dealing uh with the after effects of social isolation for years to come and so i want the caution that it takes time to to get our children up to speed heck i'm uh i work at a college and i am seeing i i see every day the effects of social isolation on a college freshman it isn't pretty it takes time to re-acclimate and acquire skills and i also wanted to reflect that i've been on you know i've visited uh 15 out of the 22 schools of our district so far and i too have seen uh our children firsthand work our way uh uh through uh through 3d after effects of distance learning so on one hand yes i i want to make sure that i congratulate our teaching staff for doing the hard work and preventing our kids from sliding any further but at the same time to remind my colleagues that uh recovery from covid and making getting our students to where they need to be is another task in itself and that you know we you know we we should not we should be careful not to not to expect that everything will be the learning gaps will be resolved in a year or two we're probably not we're probably going to see um the after effects linger on for a few years yet so i wanted to make ensure that uh you know we don't i know we've still got work to do but to make sure that let me know let us let us set reasonable expectations not just of our staff but about our kids too and and that a steady a steady approach to to work academic recovery is is the way we should go thank you thank you trustee chavez i actually coughed and hadn't came up but um i wanted to thank sandra garcia for the presentation and i look forward to mr sanchez's uh comparison and anything that we can do for the kids to get them uh caught up to speed if not if you know uh how can we help that's all i wanna know thanks bye thank you vice president quintero i also want to thank uh thank you for the information that's been provided um while it's sobering it's important to know where we're at so that we can go ahead and formulate as we move forward so thank you for the information thank you and i just want to reiterate what trustee fam mentioned um you know our students you know we were already kind of starting a little bit behind and i put myself with my daughter you know first um you know i i know the struggle of this pandemic really you know affected um my myself right as a person to start off with as an individual not to mention you know my seventh grader um and out all of us you know as a whole and so um i'm grateful that you know we're getting some funds to to address this but again and never enough right not enough for the needs that we have um but you know grateful for what we're getting and that you know we're taking um kind of you know looking at all the corners ensuring we view what the needs are and the assessments and then you know involve the teachers the administrators the parents all the stakeholders so that we can make the best decisions with what i see the very little dollars compared to what we need right um but you know i look forward to hopefully um that uh not just you know as a statewide but nationwide that we get additional funding for the ongoing needs because it's not just you know during this time um but that we can you know continue to provide our education the money that we should be getting for the teachers that deal with these students on an everyday basis for the tutors for the counselors for you know all those the tutoring programs all those things that we get um to have in order to continue to um shift our education in california right to the top hopefully five and not like the bottom um within the bottom 10 or so so i look forward you know as a leader to hopefully continue to see funds coming in in different ways shapes and forms so that our schools get the funding that they need in order to provide the resources that we need um so thank you for your presentation i look forward mr sanchez and ms garcia to getting that additional information um thank you so much and seeing no additional comments questions or concerns i'll go ahead and take it to the vote at this time hi trustee chavez hi russian vice president quintero hi and myself i passes unanimously thank you so much um and at this time i will before going out to closed session i'll go ahead and play take any public comments at this time regarding items to be discussed in closed session mr chavez any members of the public wishing to address board on any of the items no public comment at this time madam president okay i'll take a few uh seconds here any no still none okay um so so we'll go ahead and um break out to public comment but before we do mr chang um what do you think a half hour an hour how much time do you think we need for full session more or less about half an hour we'll tell you yes yeah okay madame president before we go to close session might i suggest that the board takes uh 10 minutes for a restroom break yes mr pam before we go to the break just want to confirm the time so about a half hour um plus our break let's go ahead and come back at 9 15 to allow for sufficient time for a 10-minute break and then a sufficient time for a conversation in closed session um so we'll go ahead and break out at 8 28 pm um and be back from our closed session at 9 15.

2021-10-27 Los Angeles County, CA YouTube / Azusa Unified School District transcript source: youtube Azusa Unified School District Special Board Meeting - Octobe… · passage 2
children today are grown up a lot faster than than ever before with social media children nowadays want to seem older than what they really are and putting 7th and 8th graders onto a high school campus with older children is going to cause them to grow up even faster um as they're going to want to fit in and get into the right clicks and there won't be an opportunity to grow and find themselves with students of the same age like they would in a middle school setting i think i've made the decision that i do not want my child to go to a school that is 7th 7th to 12th grade i understand that these are not closed campuses and there would be instances where younger students would be mixing with the older students and it is not the best environment for my side for my son to grow up in another concern i have with model 4 is the overall percentages were somewhere around the 75 capacity for two 7 to 12 grade campuses with this with the expected declining enrollment throughout the years that capacity would decrease and i feel that this type of model would not be sustainable in the long run why would the district want to continue to split um why would the district want to continue to split resources amongst two 7th to 12th grade campuses at which point we're going to have two 7th to 12th grade um two middle schools and two high schools running concurrently when the funding for one middle school and one high school would make much better use of the resources for each student my son is in first grade right now and the way the enrollment seems to be headed i worry that if model 4 is chosen when it is time for him to go to middle school the district will be having this on the agenda again and we'll have to reevaluate the state of the schools in a few years time and it is likely that if model 4 is chosen that my my son is not going to be a student in the azusa unified school district for middle school and high school thank you for your time this evening thank you chris fish next we move on to estonia smith hi good evening everyone my name is sonya smith and i am a lot a lifelong assistant resident susan high alumnus and most importantly an asu parent of two elementary school children and one ausd middle school student first i want to thank all of you for calling today's special meeting as information shared today and decisions being made will impact our entire community tonight i want to share my personal hope and vision for our children in our community what i envision for my school-aged children is one consolidated high school and one of at one of the high school sites and one consolidated middle school at the other high school site and then the tk to five schools based on enrollment numbers consolidating to one high school would allow for greater opportunities with ethical electives a stronger music program and stronger sports programs as a freshman in college i felt that i lacked the opportunity to choose electives in high school such as psychology or anatomy compared to other classmates who had attended larger high schools nonetheless ausd did prepare me for college in grad school but i strongly believe that one consolidated high school would enhance my children's high school experience with declining enrollment around the san gabriel valley we will continue to see its impact on our music program and sports programs if we continue with a two high school model we will continue to spread our resources among the two schools instead of creating one solid high school i also envision my children going to a larger six to eight middle school at one of the current high school campuses and taking advantage of the newly remodeled gyms fields and not wasting measure k funds our children would be able to take advantage of the increased opportunity for a variety of of electives with larger enrollment numbers you are all well aware that azusa has a long history of rivalry traditions among the two current high schools and creating any type of change would disappoint many but i think as a community we need to be forward thinking we really need to look at what is best for our children in our community the reality is that enrollment will continue to decline and in order to continue to provide great opportunities for our children and also be fiscally responsible we need to consolidate schools maybe a fresh start with the new structure will attract others to the in surrounding cities instead of what we currently see with families choosing the surrounding high schools because of stronger programming and stronger sports programs changing to a 7 to 12 school model will also increase the risk of more families leaving as some of us share the same valid concerns of having our 12 year old children on an open campus with 18 and 19 year old many worry about the maturity level others worry about safety and others about exposing kids to some not so comfortable things to talk about like gangs this decision will not be easy for all of you but i hope you continue to listen with an open mind at all the ideas configurations and hopes thank you for letting me share my vision and hopes to be able to provide increased opportunities for our children in our community thank you mistonia smith next we have felista louisa hello i feel like i get a weekly chat with you all i love it um hello superintendent ortega steam cabinet members and school board members the vision of ausd states that each student will be a problem solver critical thinker and effective communicator and a positive contributor to the community the mission of ausd is that the district equips every student with the knowledge and skills for college and career readiness to fulfill their purpose and positively impact society as you enter today's study session in the upcoming days to your final vote i urge you to return to the vision of mission to remember that the upcoming decisions and impacts are those that put our students first to reach their highest purpose and impact i urge you to ask yourselves reflective questions what option will provide the most opportunities to build the whole child what option would give students who may be interested equally in multiple opportunities for the best opportunities to thrive for college and beyond for example a student that may love art and also be interested in stem what option would give students the best resources so they can thrive right now p e and r are state requirements for k through 12 but are not fully implemented in our elementary schools what option can best give students can help students learn the skills and be but supported not just to receive but also give back to their community and society what decision would you want your constituent um constituents past and present to remember about you i understand that your position is difficult you are making decisions that impact the trajectory of current student not just current students but those of decades to come your decisions impact teachers and staff staff who worked hard and deserve opportunities within our district yet still i hope you remember the mission as a school board member is just as your oath stated to defend the constitution of the united states and state of california and as you carry it out your oath may you also return to your mission to equip every student with knowledge and skills so that they may fulfill their purpose and positively impact society thank you for your time thank you for your comments do we have anybody else on zoom raising their hand we have no other hands raised at this time since we're still in public comment um but anybody for the audience would like to come up the podium make comments i would like to go ahead and move to um 4.1 but before i do i would like to thank all of you guys that are here in public um thank you guys for for being here today and i want to thank um everyone watching at home and um for all the comments that were made and this is a special meeting um that the board has called to have ample time to be able to discuss to ask questions um to really get into um a more discussion on the school reorganization and as i as we're moving on to 4.1 full reorganization i'll go ahead and just start by saying that um this this is not an easy decision that is correct there's a lot of planning there's a lot of data that we've asked our our cabinet that we've studied we've read um and we'll go ahead and start now um pretty much the way that we have uh for this meeting i wanted to go ahead and kind of go along if anybody has any comments we'll go ahead and start that way or if they want to present anything um go ahead and start with the board member career so i will say i i've i've appreciated the conversations and and the information that i've received not only here and before meetings to convert that just one to one combos that i've had with the folks out community as well as some who joined in on the conversation that i had online the online coffee um i was even grateful this this last week was able with a couple of our colleagues to visit couples uh fights that have different models rules i'm i i continue to um to see challenges with well let me back up and say i recognize that we don't have let me let me state and acknowledge we don't have to pick we don't have two options before us there are recommendations that are coming out coming our way and we need to look at how we might adapt or adjust some of those those programs and i think that there's i imagine there will be some some space there to do that but with that said i i continue to not be able to wrap my mind around a 7 type of an option for a school um one of the significant things that i i learned when a few of us went to some of those schools last last week is that in each of those districts where there's a 712 7 7 12 is an option and they have there are other school sites within those districts that have the option of a traditional high school and that's not what we're looking at if we were to look at a 712 that would be the only only option and so again i i continue to be unable to wrap my mind around that working in our district and and the conversations that i have with with other folks in the community um are the same thank you for your comments next we'll go ahead and go with board member um chris gonzalez i'll make this easy i agree with adrian feel the same way i should go with board member beau um i also had the opportunity to visit along with my colleagues some of the other band schools in other districts and there's no easy answer right a couple one of the schools has been operating on a shared campus for more than 26 years um with a very segregated campus between the middle school and the high school and the other campus we visited um started about 10 years ago and had has now become it looks like it looks and feels like one school and we saw lunch with 1400 kids and it seemed very peaceful it seemed that it seemed very safe those are just my observations being on the ground and realizing that every school every district has its own culture certainly year one would look very different from year 10 or year 25 or year 26 um i do appreciate the the opportunity to go visit other schools and ask directly administrators what's working what would you change if you had to do it all over again how would you design it differently i think we were able to get a lot of insight i think it's important for us to see that um now as we're considering different types of options um i think one of my my thoughts is and i i heard this to uh board member greer that um preserving a number of options in the district i believe is important and but i also want to make the distinction that that doesn't mean that we will have every option but i think we should i'm a strong proponent of ensuring that there are more than one option for parents um parents make these decisions along with their students and they know what works best for their children and what works best for sibling 1 may not be the best for sibling 2.

uh dr mccord do you have anything by way of introduction yes dr santa cruz as we move into the 3.01 this is a required public hearing for the instructional time model about a month and a half two months ago we you approved our instructional time model and i think at that time we said there's always the possibility to make some adjustments to that and this is our first adjustment so i'll turn it over when we get to 3.01 for that thank you dr mccord item three is the public hearing so let's entertain a motion under item 2.05 is there a motion i move that we have a public hearing for gps instructional time model special education preschool thank you miss humphries is there a second second thank you mr parker is any discussion no discussion we will vote on item 2.05 which takes us to 3.01 on instructional time model those in favor please signify by saying aye aye those opposed the same motion carries 4-0 item 3 is the public hearing 3.01 gps instructional time model special education preschool dr mccord thank you again dr santa cruz has stated earlier this is a revision to our already approved instructional time model i'll turn it over to our assistant superintendent of teaching and learning dr newman good evening dr newman good evening president santa cruz governing board members and dr mccord at the purpose of tonight's public hearing meeting is to revise the gilbert public schools alternative time instructional model and plan and with that tonight we'll be specifically looking at our special education preschool remotely which is the addition that we'll be adding to the plan right now as you can see we have various instructional models and delivery models on each of our campuses or online and so we'll be talking specifically again about that special education option special education at preschool as you can imagine if we're looking at it from a remote perspective might look very different than others and so i just wanted to kind of give you a picture of what that could be our students would be are instructed through the webex and we do have a certified teacher and a paraprofessional that are present during all of those sessions the sessions are a combination of whole class individual small group and really varies depending on the student's iep students can receive their related services through their related service personnel in various ways often it is independently and that is also done via webex with the small group instruction or the intervention the students will be receiving targeted support and specific to that iep goal and the growth that's there and that's something that's really important that would be whether they're in the classroom or not so the t the students may at times be with all of the students in their classroom and at other times they will be on the webex just individually with a paraprofessional a teacher or as i mentioned a related service personnel and the curriculum is the same as what is utilized in our brick and mortar the only difference as you can only imagine those preschoolers need those hands-on and so they do have those hands-on materials at home so they're able to interact with them during the session and then also with their parents or our home providers or whoever they're living with at the time or is taking care of them throughout the rest of the day they can follow up as well now for the business side of the house a little bit enrollment students are enrolled at a brick and mortar campus in this case our students in our program is at settlers point and they're reported to the ade as part of the elementary school the teacher takes attendance through infinite campus just as a brick and mortar teacher would take attendance through our as i mentioned infinite campus and based on whether or not students are actively engaged in the in the setting there at the preschool we know that an online preschool remote perhaps sounds a little strange at times and we know that this is not for all students but we also know that there are some students that have been able to flourish in this setting so it's important for us to provide that for them it is always important for us to identify if we can provide a free appropriate public education vape is what we call that and that decision really is the decision of an iep team so what they look at is what is what is a student who would flourish in this setting need to be able to do and that is the student would need to be able to demonstrate progress towards his or her iep goals to engage in that virtual instruction and that executive functioning skill that they would need to have because as we know at times whether you're in person or not sometimes there are hiccups that occur and just to be able to deal with that hiccup and move on and be able to progress with the learning is really important and of course especially with our preschoolers the most important part is we know that our preschoolers cannot do that without the presence of a facilitator to assist and support that student at home or wherever that student is engaged in the lesson and so that's another key piece that we know is very important and with the students that are enrolled right now they are engaged with that individual what we've heard also is that families are with the students right during the classroom remotely and then they're able to engage in some of that learning later in the day because they've actually sat with them during preschool and they know what they're talking about and and know what they're learning and so they're able to progress and so that's been a really a positive part of this for sure so we do have some next steps we do need to have two public hearings so this counts as our first we'll have the next public hearing on november 9th and then we would be placing an agenda item an action item for you to possibly approve the revision of our instructional time model to include this remote preschool setting as part of that and that concludes my very short presentation do you have any questions board members before we open it up for any public comment do any board members have a question or comment i just have a question about how many students are enrolled in the program right now right now there are nine students enrolled there's an option for some of our tuition base students to enroll um two so it's still a very small classroom we do we don't anticipate that we were going to be opening up multiple classrooms as i mentioned it's a very small population of students that we know can be successful in this setting okay all right thank you anything else board numbers miss wood thanks i remind me if you will how what's the time frame that we have according to the law according to hb 2862 to continue to add to this instructional um you know the the different frameworks that we might propose and is it all this year or we have been told that we we will be able to do that as the revisions occur we would just we would have our public hearings first and then provided information and then ask for it to be approved we're going to ask for this to be retroactively approved as we move forward is it something that is approved on a yearly basis as well do you know i don't know all right i'm not sure i'm not sure what's your favorite color i know that answer i know that answer um we don't know i mean this is new for everybody this is new for the state as well as they're monitoring the program and and those things too so we really are um regularly receiving continual updates and we revise and and work accordingly i think then let me kind of restate i think it is something that i read that is a yearly basis or revision to what your current plan is if need be so okay and i think that answered my question because i thought i heard you say that as we add students to the structure or the format delivery model that we would hold public hearings again is that not what i if we interpret if we were to revise um the the model to have other opportunities for us to enroll students in brick and mortar and do in an alternative way that instructional time model that's when we would revise okay otherwise it's an annual approval right okay board members anything else and we moved to item 3.02 is request to speak any member of the public regarding this topic in this issue i don't have any requests at this point so if there are none we will then move to item 3.03 which is adjourning this public hearing and we will call for adjournment of the hearing item four reconvene the regularly board regularly scheduled board meeting and is there a motion for item four point zero one summit thank you miss humphries is there a second second thank you mr parker it's been moved and seconded that we've reconvened the board meeting uh all any discussion seeing none then we will vote all those in favor of item 4.01 please signify by saying aye aye those opposed the same motion carries 4-0 item five is approval of this evening's agenda 5.01 is there a motion please submit it's been moved is there a second second thank you mr parker thank you mrs humphries removed and seconded that we approve this evening's agenda is there any discussion seeing no discussion we will vote on approval for this evening's agenda 5.01 all those in favor please signify by saying aye aye those opposed the same motion carries 4-0 item 6 is a superintendent's recognition award item 6.01 dr mccord thank you dr santa cruz governing board members if you join me in front of the diocese we will honor some folks this evening [Music] good evening everyone how are you good good thank you for being here tonight this is always the favorite part of our evening being able to recognize some of our students and some of our staff for some of the great things that they've done and and how well they represent gilbert public schools tonight i'd like to recognize a few of our national merit semi-finalists for the 2022 year each year we have semifinals for the national merit scholarship they're around 16 000 semi-finalists nationwide uh this is the 67th year of this annual program and of those sixteen thousand seventy five hundred scholarships worth around thirty million dollars are awarded to students uh which it's a great honor now they're semi-finalists so they still have some work to do and if if memory serves and some of the discussions i've had with some of the principals our students have a very good shot at making it to the finals mode about 95 percent of the semi finalists become finalists and then out of that they determine who the winners are for those scholarships from gilbert high let's see do we have shea stainer get rid of me person in utah took two people to get that done right so i'm kidding she's going to be fabulous and dr anderson will be and is taking over arizona now so if you have accreditation questions please call us but we're here for a really special special celebration tonight it is rare but we're starting to have schools who have been accredited for a hundred continuous years and gilbert high school hit that wonderful benchmark this spring of 21 and so we're here to kind of celebrate and i have to tell you we just came from the arizona school administrators conference where we celebrated you all and showed a picture of the original gilbert high school to all of these superintendents and folks that were up there so tonight we want to celebrate you in in a number of ways number one we want to explain that accreditation is a sign of excellence our our belief in cognia formerly advanced ed you should probably know it as the north central association for um commission on accreditation and school improvement ncaa cassie is what most people think and so that is an arm of kanye but our vision and mission for students all around the world were in 34 000 schools around the world our mission and vision is excellence and equity and gilbert high school has that in their motto uh the motto and i had to i took my little notes and put them on my phone tonight continuing a tradition of excellence one student at a time how fabulous is that so we're here to congratulate superintendent mccord a very special board member who gets credit for about a quarter of that century right dr charles santa cruz yes i think he deserves some applause absolutely and all of the fine board members teachers students some of them are here tonight that are in this this cohort of the finalists or semi-finalists gilbert high school opened in 2017.
