like to comment yes mr news adam chair if i can and josh mentioned that i was going to mention it too and i'll let him do that which is fine but josh talked about the the score of uh 99 2 type of deal and uh just to give you uh there's four categories we get judged in and it's uh uh you know two music categories uh visual which is color guard and percussion type of deal and the most you can get in any category is a 20 out of you know and such and in general what they call general effect music we got a 39.8 and in uh ensemble music performance music uh they got a 19.6 for a 39.4 and then when they got into uh the visual with color guard and percussion they both both groups got 20s and the visual got it overall 20 so when you put it all together that's where the 99 2 comes in outstanding that's awesome comment to to those little students dave thank you mr dude they were on fire as i said i'd like to know who the young man is that twirls the rifle up in the air uh jesse walker we went to one of the performances my husband can't get over to keep saying he's college material like he never missed a beat he was crazy yeah yeah oh he loves his fears yeah yeah it's unbelievable to see yeah all of you together it's just you know just seeing the the show develop you know it's you know again it's our first year with an eighth grader and i also have discredit and i i think this speaks volumes about the organization but also the school because i find this true of all the students the the sheer role modeling and kindness that you show to the younger students i think that's something that really is conveyed in the band and it's um it speaks to volumes about the leadership um young men and women you know that we're having leave our school in our program and uh you know i'm just really honored that you're a student here and then i can't wait to see what all you guys are going to do so and that goes across again to our you know our field hockey teams our soccer teams you know seeing the senior nights that were happening and parents coming out and it's uh you know i i feel for the parents last year and the students last year who missed some of these moments and i'm so glad that you get to go down to um connecticut and uh you know to new jersey so you know i hope you have a fabulous week thank you agreed all right okay and you are um you can certainly stay but i know you have a busy busy week so feel free to to leave us tonight and uh good luck thank you very much have a great night see you tomorrow night i don't think there's anything on the consent isn't it no no okay all right so we're um going back into old business and i'm going to turn it over to dr thank you thank you so uh as we discussed after our training and whatnot we would have a timelines for you so we can all have a sense of how the evaluation process will proceed so i did submit that to you i am meeting with miss amarillo and mr nunes on the 10th to discuss the smart goals which we would then bring forward for your approval on the 15th i i think the other thing which we should do on that date which i didn't record here if you recall with our training with dorothy presley she mentioned about the indicators or the um that we could determine some focus areas that we think are the stronger ones that we want to focus on so we'll have that i think we could open up this discussion on that day we don't have to make a decision on that day but we can at least open that discussion and i'll talk with um mr nunes and miss amaral on the the 10th as well and some ideas about what they might think you know aligning with the smart goals as well will be a good thing so so other than that as you can see i'm looking at again this is draft if folks have another idea but i thought on our april 4th meeting which we also have i think we have it on the agenda dates that for the rest of the meeting so i tried to align it with that and that we i would then present a summary of things that you've seen throughout the year etc like we did at the end of last year and then that gives all of you time to think about your evaluation your individual i'll have forms for you like we've done before do the same process where it's on online so you can click on things it's easier than a whole bunch of paper write up your reports and then i thought giving as i said last day to submit to the subcommittee which is miss amarillo mr nunes again lucky you drew the short straws i guess thank you both yes thank you i don't remember volunteering i think yes you did yes you did and as we say you you all would then by the 27th of may and we would meet so we could discuss it prior to open public meeting where then the rest of the committee could as you miss wait wasn't on the committee before but you all get to make some general comments and and and wrap it up for the year so i think that would be a good time june 27th my only thinking is with dorothy preza saying uh we do have elections prior to that so where the folks are coming and going hopefully they're all coming not going um but anyway we can talk about that as the year proceeds a little more so if that's okay we'll again anytime we have problems we can just you know switch it and um that should be about it it's a fluid document okay any questions i'm very comfortable with this this timeline that's fine yeah i think it all works perfect perfect all right very good well moving on to new business our first item on our agenda our proposed meeting dates um for the next i guess you could say semester six months um i guess one question since um dr jenkins had a work conflict and could not be here should we hold this just to make sure that these dates don't conflict are they pretty you know i mean i know we're kind of working as i look through in most cases we're working around holidays right you know i'll defer to what you know again i'll step back and say these work for me you know i don't know if any of my colleagues have conflicts but i have no concerns or reservations about these dates um we can certainly if something comes up dr jenkins is back um you know we can certainly have that conversation i think on around a specific date but i think as a whole unless someone else and the committee has an issue okay mr names yeah thank you man i'm good the only question i have and i go back unfortunately is you have monday february 14th which is valentine's day right okay now i remember sitting in dr jenkins chair and a number of years ago when valentine's day was coming up as a meeting date and it was not pretty so we moved it so i'm just saying i don't i'm good however it stands but i just okay i would like you young ladies to understand what i'm saying well very respectful very respectful i i think i'd i'm not sure how mrs nunes and mrs oliver feel but i would say i'm perfectly comfortable on my own so it's raining valentine's day on a different day but i again i don't want to speak for or for dr jenkins so i mean if you want to wait till the next meeting i'm good with that but i'm just okay throwing that out there okay putting my experience i'm fine with all the dates yeah all the all the dates were fine again okay so do we want to say that you know we're just run this by her and then the next meeting will take a final vote if that works sure excellent okay all right the uh so we're putting that one on hold and then um our next item is discussion on the formation of a committee in order to address a public request to name a subsection of a facility pursuant to school committee policy ff the naming of facilities and subsections of facilities which we had spoken about before um and i guess again i'll turn that over to you dr griffin okay so thank you as i sent you a little memo just a draft of kind of what i was proposing i do have a folder on a last way back when the quinn school was named so just using that guidance nothing really has to change my my thinking though is that what i would like from the committee tonight is to determine how we would choose members to be on that naming committee as in case folks at home are not aware we did have a request from our basketball coach to name a basketball court in the carlin lynch activity center so since that was brought up as we recall we've decided let's move forward with that we've shifted our policy so let's have a a process to then determine um what that might be so in the past they did have it was about six or seven members um one of the school committee members was on it superintendent uh various people representatives of the community so that was what i was thinking that school committee school administration someone from the teaching group athletic director students and community so i don't know if your thoughts on that i'm just putting this subcommittee together this naming committee if you will any thoughts mr oliver thank you madam chair so i guess my question would be are we thinking about two from each of these groups or just one um you know whatever i guess what would be an ideal number because we all know the the larger the committee grows you know less that's going to be accomplished um so i'm just curious as to whether or not um what the what my colleagues think about whether or not we should do one of each or two of each that would be my only question or concern all right miss amarillo i mean i don't really have yes i think that a concern would be too many on i don't know what the number magic number would be um i defer to the group i think that the listing that you mentioned was a pretty comprehensive sort of well-rounded you know listing um so i'm i'm good with and you know i i'm athletics is not my forte so i would uh defer to others in the group who might be you know more knowledgeable or have more to kind of contribute in that in that realm um so that's all i have mr nunes yeah thank you madam chair uh i think it's good you've got you know you have six groups here uh i don't think it's you know you when you have an even number you think all of a sudden my god you can have a tie or something of that nature i don't think that would pop up here possibly but you know especially if someone came up with so with something else uh but you have uh you know i i think you know one from each and you know maybe a couple of students a couple of community members so you move it up so you went you end up with eight or nine type of deal you know a couple okay a couple of community members uh type of deal maybe a couple of students i'm not you know and again i don't know if the students would would know who you know mr gaspar was because someone else might recommend that that type of deal i mean you may have a couple of alumni i was just going to say a couple alumni students alumni yeah for him type of type of deal you know or you know as dumb as you know those of us that went to high school with steve right you know that type of thing or whatever so maybe we just come up like we said i think an odd number is best so like nine know it sounds like yeah that sounds like a good number yeah we put it out there uh as looking for folks that like you did with the equity committee folks that are interested and then if we hit an overwhelming response we can just pull from each group and kind of even it out you know if they yeah if they sent i don't want to throw more work at ms but right if they just you know send them interested and interested in what they could contribute to the to this committee right type the type of i like that i guess i do have something to add um we do have like an alumni i remember the bricks outside of the yeah so perhaps like we hold one specific seat for a representative from the alumni i like that to be involved i like that because they probably have a lot of good ideas yeah that would be fine so we'll do that and um like i said just a basic process here once that's named we'll have to start scheduling the meetings again we have some nice guidance in here and have the committee then look at the information we do have on a rubric and the criteria to be used that folks would need to submit their recommendation and why they were recommending this person and and all of that and go from there i noticed that the previous year of year whatever they did it was done pretty quickly in about two months or so mr nunes i think you were either on something like that yeah it didn't you know it wasn't a long drawn-out process but and it was publicized and also i i think it's kind of exciting definitely a nice time so absolutely they did it was a nice ceremony too yeah the quinn school so so all right so we'll get out um a broadcast if you will or something about folks that might be interested in being on the naming committee and okay bring that forward madam chair since we um we're going to start organizing this committee and we're meeting tonight there's having a school committee representative on it i was just wondering if we should have that conversation as well yeah with the four of us um i i would be certainly happy to be the uh the rep to sit on this however if anyone else um mr nunes or um either mrs wade i'll take a backseat on this one just uh again i kind of feel like um you know that you know certainly mr nunes has you know a longer history much longer history and now what institutional knowledge will say um and you know and i feel the same about you you know not quite as long a history not quite as well nowhere near don't even think i'll defer in both cases so yeah yeah that's fine enough you know what you'd and if you can't make a meeting of something let me know i'll gladly step in i'm good okay good so i'll be the rep and all right mr news will be the alternate yeah does that require a vote or are we yeah okay all right and so i think we're continuing with dr gifford and the discussion on stuff what am i doing next okay i lost my agenda staffing okay so um we just wanted to bring this up i had a conversation with mr oliver last weekend and we've had these conversations at uh in our office as well of course just to make folks aware that substitution is a real problem you know we have folks out on maternity leave various health issues whatever it might be daily issues out and um our principals are doing a real juggling job every day to provide coverage for the classrooms and and we only have i think as of the other day it was 33 substitutes on the list where we usually function with around a hundred oh wow um we've advertised uh i know the high school even put it on there you know you know their newsletter mr tebow did so it is an issue um we don't know quite what to do we we can have the discussion mr carly we're talking about um um minimum wage and if you want to talk about that we pay and i don't know sure uh you know in looking at this one thing i think we do need to address is the minimum wage is going up again and in january and it'll be up to 14.25 an hour our subs make well over that but it does impact like teacher assistant subs so we have to adjust that rate and usually over this this gradual increase in in the minimum wage when we have adjusted that rate we need to adjust the other rates and it sort of trickles up so we're right now for a certified teacher sub at 120 a day i i think effective january 1st it would make a great deal of sense to go up to 130 a day to give you a little bit of perspective i i took a look at a dozen surrounding communities and we are just above average okay in terms of what we're currently um what we're currently paying at 120.
⚗ AI-reconstructed · cite from original above
so the lowest was 85 a day and the highest was uh 145 okay so um it's it's a bit of a mix um our neighbors in new bedford are 133 a day so i i think you know increasing that effect of january 1st i don't know whether that will you know result in more subs though because when i looked at the statistics it looked like we're employing about 20 subs a day so of the 33 that dr gifford mentioned about 20 are accepting jobs on any given day uh and we have about 13 slots unfilled on any given day for you know jobs where we definitely need someone so that's what we're juggling now and those are typically uh supported by teacher assistants when we can't get a sub in and of course that leaves a a whole dynamic throughout the schools where we've got to sort of juggle and shift uh to to do that so um there will be some cost implication obviously if we if we are able to get subs and we pay them more there's you know a little bit of a consideration that we need to factor in uh and you know i'll certainly think about that in next year's budget as we bring it forward too we do have one more jump up in the final jump to 15 an hour uh next january so mr oliver thank you madam chair so yeah i i had actually had a reached out to dr gifford and we had a long conversation because i know that um and just speaking with um parents and staff um in the district that it certainly is seems like it has become an issue in which it's not unique as we know to dartmouth every single district is struggling with this but my concern like i said is at the end of the day when we continue to have positions that go unfilled it's certainly putting a strain or a burden on an additional burden on our already exhausted whether it's teaching staff our our teaching assistants and then also this having our administrators right juggle positions around so i had reached out to dr gifford to see if there's anything that we could do as a committee to support our our full-time staff and trying to get the resources or substitutes that are needed you know i don't think there's any right answer i think there's only one right now with the way the uh society is there's only one big pot of substitute teachers and i think what we'd be simply be doing is probably take it if we can increase our wages maybe take them from another district at the end of the day so i had also brought up um and just to make everyone aware i also brought up about the the possibility of whether or not we should look at whether it's hiring building based subs we spoke about that or bringing in more teaching assistance to assist uh you know i don't have the writing i don't think any one of us has the right answer it's just concerning when um when positions important positions go unfilled in the district and i'm just hoping that you know we could at least show that we're trying to do something and whether that's just bumping up the uh the substitute wages come january 1st or if there's anything else is it is the absenteeism pretty consistent with uh the positions that are going unfilled is it approximately what i'm sorry did you say 12 or 13 we i i looked at a snapshot i didn't look at every day so far this year but i looked at about about 10 days and um yeah it ranges a little bit depending on the day of the week uh 20 is the high and eight is the low but about an average of 13 that are unknown but there's a little bit of variation sure right so it's certainly as a parent and as a school committee member it's concerning um i don't know if there's anything you know collaboratively we can do but i think at the very least of increasing wages would be a start okay mr miss emerald um on another note i don't know if it's was on my mind i haven't reached out yet but it just in terms of teaching and thinking about related service providers and it you know i know that there are some some positions um or you know yeah we have some folks out and um i mean and that's not you know again even pre pandemic it's not um unusual unfortunately that a lot of those positions are under filled due to just not enough folks kind of coming through the pipeline or applying yeah and uh certainly not um not an exception here in dartmouth it's happening everywhere um is there uh is there a plan or uh are things kind of okay or in terms of meeting the students for example our speech department we have a couple of illnesses and what not um we've been able to hire um contracting services that are able to do some of a lot of the assessment so we're we're that's a lot of what we do um but you're right some of these related services folks like observation therapy yeah yeah going into the profession non-existent right it's tough but contracted services is something we've tried um sometimes successful sometimes again that's probably not um one thing mr kylie and i talked about just as a you know you talk about hiring tas whether it's for a year two years i mean as we move forward is to even look into using some of our school choice money to pay for those positions at this time because we're in such a bind so that would be something for the you know committee to we haven't really used a lot of that lately right right um and i think for what we have in the account we just talked about this briefly but if we use some of that to hire a few more tas i know for example quinn elementary you know we we do do analysis of the various um not so much the program tas because they're designated as programs but our general ed tas and then they're covering other classes and and and being pulled out for team meetings etc etc um the percentage of tas at the quinn elementary school is for general at tas is kind of low compared to the other schools with fewer students so that was another thought that we had that if we did use some we we always say we don't like to use those kinds of funds for positions but given the amount of money that is in the school choice fund and if we you know and and we know that sometimes we worry about layoffs in the in the future we worry about any of that but knowing that anything happens and every year people leave and retirements and kind of make up for it so that's just something we were thinking about as well so we certainly would look to the committee to if that was something you recommend um we could certainly look into that has all of sr3 being committed at this point pretty much right well kind of issue it's a little early to say right because we've planned on sr3 for three years so yes but obviously it has to be fluid you know and i mean we've already since we've planned and submitted we've had some changes sure um and we're going to continue to have changes in staffing and things that we need to adjust for along the way so yeah um we need i think we need to plan for a little bit of buffer in sr3 too to make sure that we navigate it um appropriately it's a navigation yeah that's it i would certainly be willing um to look at you know and maybe we wait till uh dr jenkins is back to formally approve it um but looking at um school choice funds for the shot certainly could help us get over this 33 subs in the district kind of get over the hump right now exactly that's the deal i think that's what it's there for yeah thank you madam chair the question that i have is i would think and maybe i'm all wet here but we normally have per se the same stubs year after year i mean unless somebody gets hired oh yeah there's a full-time position someplace or maybe you have a retired teacher or such that you know says yeah you know what filling in a couple of days here a couple of days there is is fine i mean they just didn't come back after the pandemic type of deal i mean when you've reached out to them any special reason or they're just i i i believe it's just the pandemic because people were afraid to come in because i know i mean um we've always we always have around 100 i know we've always scrambled sometimes for for subs type of deal but you would you know okay right that's sort of okay right okay i guess i have a question i know it's tough because you know when you're but if you think about our um and i'm guessing you've already reached out but to our local teaching colleges you know bridgewater with strong education programs rick providence college yes that's been done that's been done even for uh folks like what you were mentioning before about related services people that are in the profession or whatever it's just it's tough that's what i thought but um you know i'd agree about using the school choice yeah that's what we would think we just mentioned it we put that on the agenda just for yeah we can keep the staffing uh on the agenda yeah i just want to go back to uh you know we had um as you recall we with the esser money we decided we hired an additional lpn and an rn yeah for the the rest of this year and so and then we just had one of our rn's resign so we always seem to take a step forward and step back um just doing another business etc so but luckily we had the other two folks start so we're okay and and actually just the covid we did have a couple of cases this weekend but and just a little branching off on a little discussion but we had testing stay this morning at a few of the schools but quinn had i think 16 but our local ambulance staff people came in and helped again so it's have a nice routine going but that's the most we've had in a long time it's been two three or none so it's been very manageable right now so anyway but again you talk staffing and then one of our nurses just put in her resignation so anyway anyway so we'll put that on the agenda for next time madam chair if i may yes um and if you could for the next agenda if maybe you could just come to us with a proposal as to what you're thinking for numbers sure just took kylie all right and now we're continuing to keep going okay just a couple of things we are planning on we let the principals know that after the holidays in january we want to start on the spotlight on kids again trying to get something about kiddos again right we've actually been happy we said on last few meetings we'll be able to talk about teaching and learning we feel a little calmness coming right um we did decide at our next meeting mr nunes will be celebrated for the award that he's been given so i believe mr oliver will have something to say for that um the mask mass conferences this week and just happy that being able to be in person after the last couple of years so that's good and as i said i did get to go to the orchestra uh halloween spectacular this week on friday and the only problem i had i told mr flint that eight o'clock is too late for me to go out please have it earlier in the evening um element in the first week or so in december you'll see the virtual parent teacher conferences we decided to keep that virtual this year as well it really worked out well people had a nice one-to-one with their uh teacher so we'll be doing that and the last thing that i want to say is that i did have a nice conversation with chairwoman cheryl andrew maltese from the wampanoag tribe they reached out and asked for a meeting so she and i had a great conversation on the phone about um the interest in being involved in this whole discussion of the indian and that um from my from my understanding from her she's they're very in support of maintaining something of that nature for the respect that it's giving to the tribe and the peoples the indigenous people they do not want to go out and down in history that no one remembers them so um very supportive of maintaining something and and how we go about so i said to her this sounds like a reset for us all to have a reset so we left it that she is going back to her counsel to kind of get some advice on how to proceed but that probably more voices in the conversation is what they're looking for and that we have another group if you will or um and that she will come back and say she had a lot of suggestions of various people that would want to have a voice on this not only their tribe but others as well so um i was really happy about that because i felt like gave me some direction too because i feel like we've been you know we didn't really have the right people at the table i guess and you know other folks in town have voiced their opinion they want to be be able to speak et cetera so anyway um i'm waiting to hear back from her and then i'll bring that forth to the committee and and perhaps we can then have a another framework of how to proceed and and and do this right i guess is really what but we had a great conversation so that's excellent yeah it was good it was good and that's all i have so you know um just can i ask a question so do we have an update from the current diversity and equality where where are where is that committee uh i mean that's what i'm kind of wondering where yeah i think what the last we um uh i think there was an invitation sent back but this sounds like you know that if you don't manage i'm sorry to take over but like just uh it sounds like you said a reset and yeah open open good communication because like you said you've got voices on all sides and then you've got the newspaper making an article and then right right you know i had a wonderful conversation with jacob ventura uh we talked i think previous to exactly my the last meeting where his views weren't lined with what he had been quoted you know so it's sort of like you know it creates this unnecessary drama and you know that streamlined communication and the cook we have is very open i think that and adding more folks you know but at any rate i i answer your question no i was just kidding you know because i haven't heard anything you know i was curious about the status and you know yeah okay yeah right well and if i i i would suggest that you know especially now with um a lot of events happening in the schools the orchestra the whatever it might be that future meetings become in person that those folks were able to meet because to me right now i mean we're all at all these events so to have a committee or group if you will come together and have this discussion i think it's important so that actually i guess it leads into our next discussion which is a nice little segue to the port of the chair um obviously dr jenkins is not here last at our last meeting we'd agree to defer this discussion about in-person meetings i don't think we can defer it again that's my personal opinion but i wanted to get um each of your views again i i it would be nice to have dr jenkins here but i feel like in all fairness we had said that we would you know make some decisions you know and again tying back into what dr gifford just had said about you know trying to have some of these other meetings in person um you know so i'll defer to the committees so mr oliver what are your thoughts on this we're opening up i should say thank you madam chair um so i personally think we're out we're at a point now um i think the numbers are pretty you know where they're going to be um there'll probably be a little bit of an increase around the holidays maybe um but i think for the most part people are are going about living their lives in general um where we're trying to get back to as much normalcy as we can um and i'm at this point in time i'm i'm comfortable saying and this is just my opinion i would like to see our meetings whether it's the next meeting or the following meeting return and have the public welcomed into um into the school i will say that you know if we were to do that i think it's important for the public to recognize that at the end of the day we are in the school there is a mass mandate in place we're not going to be policing people right is the expectation that if you're coming into the school you'll that you will be masked if you're not then very simply you'll be asked to leave and it becomes an issue then we shut it down again that's that's um that's where i'm at with that so i would i would be in support of moving forward with having um having an audience okay miss amarillo yeah i i am in full support of us having folks in person um again not policing folks but but just that expectation of come on you know i think it's really important well or it will all still be masked but being in a room and they're usually not well attended um and even during this tumultuous time i personally only receive seven emails from disgruntled folks so um i counted them so um but seven different people i mean yeah um i think it's important i think you know hearing us seeing our body language kind of demystifying sort of the uh the presumption that folks have when they're watching us online and the comments that i see and i read i think it'll kind of break down a barrier and just get back to a little bit of normalcy like you said you know we're all living our lives you know yes i wear a mask all the time but that's because i have some vulnerable people in my family um but at least to be in this building inside as long as they're inside i would be in support of of people coming and if they choose to provide public comment or just listen into what we're discussing in person okay mr nunes yeah i i kind of agree with my colleagues that yeah to open it up the only concern i have is um like you know my colleagues have talked about you know nobody showing up which is true they normally don't unless there's something tumultuous on the uh agenda i'm just afraid of getting uh all of a sudden for a discussion per you know a whole bunch of people show up you know and and do we want to you know set a limit as to how many we want to have in here only because we don't want to you know it's a close con con close confinement in here it's not like we're meeting in the audit for we're meeting in the auditorium and we could you know every other seat every other row type of deal we could kind of put a three to six foot if we had to type a type of deal so i mean you know and again you talk about i mean i've you know i mean and again with the award and i'm still very humbled about it believe me i mean i'm i'm looking and i was just adding it up i'm looking at like 15 of my family members that want to be here and i'm you know thrilled that they're going to be here type of deal you know so you know yeah they're going to come and they're going to leave i understand that but you know again that's just just what i'm thinking about is is how many people you know how many chairs are we going to set up and how many are we going to put in here and that type of deal that that's my only concern other than that i you know yeah i agree it's you know been a long time coming yeah type of type of deal from uh you know march of 19.

so mr oliver miss emerald give any thoughts about um spacing or how do we approach that you know just kind of keep it open and and if we approach that time frame we have a list i mean yeah so i guess my first question i don't know if anyone can answer this is do we have the ability to to limit the public from an open meeting law standpoint that would be my first question whether or not we could do that or do we say there's um you know there's an overflow room um that we can broadcast this too um so that that's something like i think like everyone has said it's very unlikely that we're gonna have a very large turnout right unless there's a contentious yes there's something hot yeah unless there's a hot topic i'm just looking just looking at this space you could probably comfortably socially distant 25 people maybe i'm thinking um so you know i don't know do we just see how uh see how it rolls yeah it flows and i'm good i'm good with that again i'm just you know looking good you always put them over there yeah that's right go back there okay so they can make faces at us yeah back there instead of inside the little glass you know over there yeah yeah we can put some in there yeah you could we had talked about that before so does this require a vote because we are is this a reversal can i it is a reversal of policy reversal of a policy we play all right so uh mr nunes you can help me here so i guess what i first need is a motion to um reopen the um our next meeting which would be our november 15th 15th meeting to the public the general public thank you that's fine all right so can i have a motion can i just make sort of one sort of anecdotal comment is what a meeting to start because they may all come to celebrate you mr nunes so we may find that we are you know what i wasn't even thinking of that i honestly i think how many years worth of people that you've touched and impacted you know yeah through your support that uh you might need to make i don't know we might need an overview yeah i don't know i've got something to look at the auditorium or i don't think about the football stadium [Laughter] we go to foxborough oh my god i did kathleen i did not even think it i i honestly didn't believe me okay i thought of my family and i wasn't thinking anybody else's embarrassment i know i think it's the perfect meeting to reopen so that is okay all right so do we have a motion to reopen i'll make that motion okay every second so i have a motion by mr nunes a second by miss emerald do i have um any discussion and the motion is to reopen uh meetings on november 15th to the general public yes i will just add uh that um like we spoke about earlier if it becomes an issue with people not following regulations that we will move swiftly to to close them back up i mean just so that everyone understands too is you know the you know the commissioner of education has left the mask mandate in place until january so right that goes without saying okay all in favor aye opposed abstentions okay so the motion passes four to zero yep and again with um dr jenkins on here okay um our next topic and i and again i i feel remiss on this one because the student representation excuse me to the school committee i know we had talked a bit about this i think dr jenkins is really leading the investigation on this and you know some of the discussion so you know i don't know if we can pick up a little bit further on this if we want to you know put this on hold until our next meeting yeah i actually had a conversation with mr tebow about the student advisory committee and he has some thoughts on that okay so um all kinds of things let's just see he he was we were questioning whether the entire committee it i believe i thought the committee of five were to be voted on by the whole student body and then a chair picked from that this way i'm reading it um he also says he'll the school committee would like he's happy to put an announcement out when he was thinking that perhaps he does one per grade rather than sometimes you get all seniors for example that are interested in being on such a committee for a school-wide and then maybe one at-large member just chosen he's just got these different ideas and then he thought and i don't know how you all think about this should the committee have the policy subcommittee come up with a process or a policy on this student advisory committee to establish the composition and election process for the advisory council just his thinking so i said well i don't think we're going to make a decision tonight right with dr jenkins out but we can plot those ideas for folks to think about okay okay mr news yeah thank you man you know when you you think about you know the the the group of students and you know what is their role going to be i mean it's a great point no disrespect and but there are certain things that they you know there are certain things that they would like that just can't be done you know and and such so you know they would have to be kind of versed or or know some of those guidelines going in type type of deal uh yeah one from i think one from each grade and one at large again an odd number type of deal and go from there because the way i'm reading it too it says so this whole committee would meet with them at least every other now you gotta have a post that opened me up that's the way i read it right i mean i would that now you're in now you're into a posted open meeting which means look up we're coming back another night exactly so this is a discussion to have calling these students bringing these students out at night exactly juniors and seniors per se okay because they can drive now you're putting you know how long are the meetings going to last now you're pulling uh you know a freshman sophomore that needs a parent guardian a big an older brother sister to to bring him to the meeting you know right needs transportation i'd like to invest mr oliver i'd like to hear from maybe glenn coocher from masc about how other uh school committees because i know it's kind of split across the state as to how committees operate with those rights so i think it would be important if we could maybe um reach out to him and just see how you know what their recommendation is and and how it really supposed to take place right that's really that's a great idea that's a great idea yeah and i also because i'm because i'm a little confounded too you know when i think about you know again there's certainly things when we're speaking about the high school and you know and again you know student um attitudes and general sentiments and you know that kind of thing that we've you know found very enriching when we hear from our student representative report in addition to the activities like how they're feeling the sense and the tone but i you know i when we're talking about some other issues i i just don't underst you know know what the students um in this gets back to what mr nunes was suggesting to how well informed they're going to be on these topics are they going to be able to weigh in on our budgetary discussion you know those are the things i just really don't exactly i need to understand i think i agree so i agree okay all right so yes mr newman i just i had a thought i just lost it i'm sorry i was income all right and then i guess the uh another um question and this is because i it's just the um christian i can't i apologize i cannot remember his last name that our student represented from last year who was spoken um very assertively about the parking lot um issue has asked that we again addressed that i know we had promised that we would address it last year we put it off for this year so um can we please put this on the agenda for next next time and um ms gunther said we can you know do that because i know he's you know he's a member of the community and very active now and you know and then again i and i think he does have concerns some of the students were getting tickets and you know that came back so i think we need to have a discussion about that are they doing something they're not supposed to be doing and that's why they're getting the tickets no they got tickets because they didn't pay for their like parking so that was the ais so so again i it was the the fees so i think at least at this guy if we could please have that discussion that would be very good okay and that's yes i just wrote it down because oh yes you were talking about the student rep boom but going back to the the representation with the school committee and everything that's what in all services i've always said is we've got a student rep for is for the students to take their ideas to that student rep for him or her to bring to us to to mention you know when they're given their report we'd like you know is it possible for you to to look at this or talk about this and that type of deal we've done that that has happened in previous okay yeah and i don't think that he's you know again that that's been typical for the ones that i've heard except for maybe chris you know a little bit again talking about the parking lot so it'd be nice to you know add that point you know kind of emphasize that as well so that's a good point mr news all right i don't think i don't believe i have anything else um mr oliver i do not okay miss amaral mr news no i uh one thing that you happen to mention about senior night and my thanks to uh mr christopholi for allowing me to announce the seniors for football and band and boys and girls soccer in the field hockey was just wonderful to see all those student athletes and musicians uh get their due with everybody in attendance it was just nice to be able to do that and and see that and also you know on the athletic side uh you know the we also recognized the seniors from the other schools that were there which was you know which was really a a nice touch and and i think they appreciated it too so and you know josh talked about how well the sports teams have done this year and it is very true so wish them well as they get into the tournament season yeah that's great all right um i think uh i guess the last thing is we need to circle back uh miss gunther have we had any additional emails come through we have not okay all right thank you all right in that case i think we are just going about to adjourn um our next meeting will be held on november 15th on monday it will be and as we've decided this evening an open public meeting so we welcome you to come your mask with your mask thank you yes and then at this this time we are going to journey into an executive session to provide an update with respect to collective bargaining and a pending legal matter um so can i have a motion to adjourn yeah madam chair make a motion we adjourn to executive session for uh update on collective bargaining and pending legal matter and not return to open session okay thank you mr nunes do i have a second second okay so i have a motion made by mr nunes the second by mr oliver all in favor oh roll call oh roll call i'm sorry miss gentler can i have a roll call please mary wait yes kathleen amaral yes john nunes yes chris oliver yes all right can i say someone thank you and good night thank you and good night thank you mr news there we go all right [Music]

good evening it's called to order roll call mrs maria mike davenport here christopher espinoza here you're all four here carrie pepper here nancy kupka here we have a quorum let's stand for the pledge of allegiance oh i'm sorry ladies i'm sorry where's our flag okay flag's over there behind the corner i pledge allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice in perspective i'll invite ed forward thank you please yeah just tell me when to go oh hello my name is envy bandera and i'm a student at tv1 and the reason why i chose to do tb1 is because i thought it'd be interesting to learn about film and yeah and so the things we learned this year was first lesson was laws and worth ethics which is like copyright news values basically what to publish our second lesson was learning equipment which was the new equipment that we have this year which is flash drives hard drives sd cards handling with cables and computers arthur listen was learning about camera filming basics which was angle high-end different shots our fourth lesson was including using adobe premiere pro and the basic editing skills which is just adding shortening footage and giving the final project in you can go to the next slide please i'm faith nelson and i'm a senior i'm really involved in school i'm on the speech team and i also write for the newspaper here which is why i kind of took the class because it was a more on the multimedia side of the newspaper miss long i had her for english last year and we made a podcast and a video and she's like should really try out the tv class because i really enjoyed the times that even at home i got to create a creative video and i also got to make a podcast so this year it is a new class and it's new because like mr schwartz said it was offered at north and students would have to travel to north to take the class but now that it's here and we have a designated classroom and equipment for it it's a lot more accessible and people want to take the class more because they don't see that roadblock so we have this new classroom with a great space it's got brand new desks and chairs and the desks also flip up and move over so that we can kind of clear out the room if we want to film in there we also have all this equipment we've got cameras tripods we've got the hard drives and the flash drives and computers that have all the editing program that we need to use for these projects that we all are assigned to individually so we all have the opportunity to use equipment personally assigned to us meaning we can take it out of the classroom as well if we want to film whether it be for another club and film stuff on our own time we also have the opportunity to create and publish the content that we make blueprint is a place that we can freelance all this stuff i know that my videos have gone up on there people that aren't even a part of the blueprint staff have gotten the opportunity to publish and those videos do pretty well too we do different projects and they all kind of get grouped together so you can see all of the work that everyone in that class made we also make them profiles for their freelance work if that is something students want to do more so it really kind of gets them into the atmosphere of what blueprint is which hopefully encourages people to take that class as well and it's a great segue and it's also fun if you don't want that kind of pressure as well students are also given more choice independence and responsibilities we have assignment structure where this is the assignment and you have to do this but there are endless opportunities to be creative in what you create we did something where we had to follow the day in the life of a mustang here and everyone took a different route some people did their friends some people did different people that work here some people did more general groups of people someone did a specific person and just got to watch their daily routine which is really cool and it definitely provides creativity with some structure with the independents these um because we were able to check out our equipment between the cameras and the tripods and the sd cards we are given the trust and opportunity to prove that we are responsible enough to use this equipment that i know is very expensive and also something that can be broken or lost very easily and being able to take that with us and work on these projects in our own time definitely gives us a sense of independence and responsibility you can go to the next slide my name is marquise thompson and i chose to take the tv1 class because i um want to have a career in a multimedia field i am also an internship student with mr rios at the um at the school to work on projects or video projects that the school gives us for the projects we've done so far we've done a project called southside stories where we are supposed to basically make a video about the most majority of the clubs or anything else that that relates to the school and for the another project that we did it's 90 seconds news where we're supposed to make our own news broadcast based off something that that's around us like something at school or um in our um in the town that we live in or anything else that we found interesting if you click on the first link hmm sorry we weren't wired for sound up here one spiked all right yeah yeah or the other one has sound coming out of it i'm gonna go on to the other one give it a shot walk to been so those were just two examples of some of the projects that we've worked on one highlighting a student at south and then the other talking about recycling if you didn't hear the video we work on those in class out of class it's all up to the student that wants to do it and the tv class has been a great way to both express creativity and highlight other groups of students and students here at south that's all we have thank you sorry i didn't realize we'd have sound i will make sure yeah great job wait don't run away yet come back come back first of all i will make sure that the board receives your videos so that they can see them with sound and we'll make sure in the updates that go out to the community about tonight's board meeting will include those links as well so that the the public can see them uh board member questions or comments i i just wanted to congratulate you because i this was like watching the news i mean it was watching the news but you know what i mean team is going to sectionals tonight they are playing tonight i am very excited to see the outcome once the board meeting is over um both our girls cross country team and our boys cross country team come forward and courtney to recognize our national merit students uh board members we're going to come out there and students that would like a fist bump as they cross the stage we can offer a fiscal making a microphone adjustment thank you for your patience uh the spaces are new to us we're still figuring out all the ins and outs of making the tech work so we're trying to feed you with the sound them couldn't make it tonight that's a busy night i know north high's got an important volleyball game going and at south i both north and south students are doing snowball training we've got two plays rehearsing one in the studio theater and one in the theater lab so it's a busy place tonight so but we want to make sure we take time to congratulate deserving students welcome to south high school for our friends from the north side if you don't know me my name is ed schwartz and it's my privilege to serve as principal of south high school our school board in district 99 is made up of seven elected volunteers who represent the voices and opinions of our community they are charged with upholding the mission of our school district and they put into place systems of opportunities for our students to excel unlike dr demant and me they do not get to see on a daily basis the wonderful accomplishments of our students this evening is their opportunity to recognize some of our most exceptional students specifically we're here to recognize the students are being honored as part of the national merit scholarship program as we proceed through the recognition program we would ask that the students from the specific school come forward and position themselves on the walkway to my right then as dr dementor i announce each student's names please proceed to receive your certificate from a member of the board of education it looks like we're missing quite a few i was going to say hold your applause till all have come forward but i think they're deserving of their each individual applause so we will recognize each student individually as we call their name the national merit competition begins in the fall of a student's junior year when they take the preliminary sat exam which is a qualifying exam for national merit recognition in the fall of their senior year students are informed of their status as a national merit seminar finalist or commended scholar or one of two other recognitions national achievement scholar or national hispanic recognition program scholar of more than 1.6 million entrants approximately 50 000 with the highest psat nmsqt selection index score qualify for this recognition beginning will we we ask the south high students earning commended staff status to please come forward commended scholars are those students who scored in the top 3 percent of all students who took the psat in the fall of their junior year these students are among 34 000 students nationwide who achieve this level this year south high has two students earning that distinction renee kowalski and clarissa segal congratulations renee and clarissa good evening i'm courtney dement the principal at north high school and i would like to reiterate my very much okay congratulations to all so nice to see so many did i hand the wrong one off would you like to fist bump us all again i thought i got him sorry about that congratulations congratulations returning to in-person learning uh nothing really new to report we did update our dashboard today with staff cases from october we had four positive staff cases in the entire month of october these are our student case numbers over the last month and a reminder that information is updated on the website each monday we have no new guidance or anything else that's moved forward we continue to be back you heard from jade we had a wonderful homecoming event every one of these weeks where we progress and it looks more and more like normal are greatly appreciated although we know that this year is far from normal all right proposed bell schedule for the s for the next school year 22 23 school year uh just a quick update on this as well kind of where we're at we moved into november as of today last week we finished we closed the surveys on the feedback i've shared the raw responses with the board our core committee met today we're working on putting together a presentation for the board and the public of what some of the key solve fors were that came out of that feedback and what some of them confusion or misconceptions might be that we're going to use to build out our faq further there was nothing in that feedback that said at this point stop so we'll continue to move forward with the work remember this is over the course of this year we'll be working on this and providing updates to the board the next step in november is seeking approval of the structure of the schedule so that the committees have a structure to work inside of for the remainder of this school year that might change over the course of the year as we do the work but we need an approved starting point to work from so we'll be updating the board over the next couple of weeks as we prepare for that meeting we'll ask for approval of that structure in november and then it'll be a continual update throughout the course of the year as we make progress on what it actually looks like when students return next year under this new schedule a reminder i know the board knows this but for the public that we're doing this this fashion to be very transparent open and for allow dialogue along the process rather than just coming to the public in the spring and saying oh here's your schedule for next year um we just want to make sure that people have an opportunity to understand it to ask questions and for us to provide feedback over the course of the year so any questions on where we're at in that process all right so expect more in a couple of weeks all right some great news on college and career pathway endorsements i'm going to turn this over to gina to talk about this she's been leading the way with the team on a lot of great work here thank you dr seedly i'm pleased to announce that we were we just found out a week ago that we were approved to offer students three more pathway endorsements which is really exciting the board may recall that we did issue the endorsement last year for human and public services which is what education falls under to seven downers north students and 12 down or south students this year we're expanding it to three more pathways that include information technology manufacturing engineering technology and trades and finance and business services and students need to take a series of courses they need to complete a number of activities and have experiences involving adult mentorship and working alongside and training and we are very pleased that we'll be able to offer this this really is a testament to the work of our cte department chairs pat fardy and melissa damewood have really put this in place and have set us up well to award these four diploma endorsements this year to the class of 2022.

mr mark chappis jr i came forward excuse me tonight because i felt it's time my emails started out the paper trail i'll run you through it real quick as i emailed the board members today i started out friday looking at the resources that we had at oswego east high school and there was a mr epperly is who the email would go to to bring my story to him and it bounced back the email i was subbing at a school and i went to ask the secretary they know their stuff she said he hasn't been in the district for two years so um i gathered myself together and i emailed one of the assistant principals um of which i didn't get a response and i'm not here to point fingers i just the anguish around this weekend as well i knew the father of this senior and um i attended the wake in the beautiful service celebration of life and the burial um so i knew i had to come forward this isn't easy for me to release this information about myself but it's time this is what i wrote to the mr epperly who's no longer with us in the district my name is lori paulson and i am a substitute teacher for district 308 i've been a substitute for the past 14 school years i am a licensed teacher with a master's in teaching in endorsements middle school language arts social studies and business i am presenting all of my credentials not to brag but to give you some background on how capable it appears i am on paper to be a regular teacher however despite my strong educational background and many years as a substitute teacher i live with the constant uphill battle called mental illness i have been diagnosed with bipolar just over 18 19 years ago and so this illness or setback as i choose to call it has limited my potential career options that's not why i'm here though it's the unpredictability of this illness mania to depression to severe delusional paranoia at times and it limits what i can do but i'm here tonight to let you know what i can do i can speak up for those who do suffer from this any of the illnesses depression bipolar there's all kinds um but the thing is the stigma has to be broken we have to talk about this stuff these kids they don't know how to deal with it i've been dealing with it for 20 years but i'm 57 years old i know that things will pass and i know how to get out of this mess that i think is the end fortunately my journey has never geared me towards taking my own life fortunately but that's because i have supports in place and that's why i'm here tonight it's called dbsa it's depression bipolar support alliance they have been doing virtual meetings even before the pandemic i'm on my 200th one and all it is is peer support there's no credential people it's peer support talking about what is going on what do you do to stay healthy for the day and these people come all over the world africa australia i had one person i spoke to mrs paulson i know i got it i'm very sorry to interrupt your important message i apologize the biggest thing is dbsa and nami those are the ones i want on websites and whatever you need me to do i will support whatever i need to do i'm not afraid to say what i have if it's going to save one of our kids thank you thank you thank you mrs paulson did you did you get my email today and dr pajasic's email sorry i didn't get back to you i had some other things going on with kids okay i just wanted to make sure you got it thank you i did and she did email me back thank you very much thank you i i know we're not allowed to do this dr moreno but i would just like to thank miss paulson for your vulnerability and and being brave to do that i really appreciate it that's what it's about it helps me too to make sure i can help someone else thank you thomas naninger good evening my name is tom nannigan i have two children in the school district every day i can't help but reflect on the absolute chaos and insanity that has enveloped this district our state and our country it's as if there's a willing force that's hell-bent on destroying our kids our community and our way of life i have three comments slash questions for tonight first is it true that the state of illinois tied an 11 million dollar payment to keeping a mass mandate in force along with a vaccination mandate for teachers and staff we know of other districts getting this same type of payment when does the district who we entrust with our children stand up and say this has nothing to do with their help and tell the governor no i am proud to know the folks over at parkview christian academy for taking a stand on for what is right second in normal times i would have thoroughly enjoyed seeing that picture of the staff at ohs all dressed up for halloween and what i might add were some pretty good costumes but did anybody actually think about what they were posting our kids can't do any of this per the district-wide ruling but the teachers can huh oh and let's further add insult to injury by this picture being taken indoors without masks on i guess that's when it comes to not celebrating halloween or being forced wearing a mask that would only apply to our children and not for the teachers and staff again i scratch my head and third following up on that picture of all the teachers without mass i can't blame the teachers when the school board has the same problem of not following their own mandates how do you know i ask well i went to the board meeting on october 12th and i came right from work i got to the school early and usually the doors of the building were locked i tried the door it wasn't locked so i entered i thought maybe the meeting was starting earlier or something but when i got up to the second floor community room i saw that the closed door meeting was still in session lo and behold half the people in the room did not have their masks on a couple were eating but even when they were finished a lot of the masks were not put back on it wasn't until getting close to the end of that meeting and the start of the public meeting did all the mass go on sounds a little hypocritical and looked a little hypocritical a mandate for thee but not for me there are many more issues that i would like to bring up like the yearbook the pronoun surveys world teachers forcing their beliefs down our children's throats see our team masquerading in the form of scl vaccination mandates the busing nightmare and so many more but i'm sure that many more subjects will be brought up by other parents and concerned citizens tonight i want to end that i still believe that there are good teachers and administrators in this district as i have had a very positive experiences with them since the start of this year and know that they still have the best interest of my children at heart unfortunately the bad has been outweighing the good for a long time now thank you for giving me the opportunity to speak tonight thank you dominic castillo my name is dominique castille good evening board members most of you know i pulled daughter from sd 308 while my taxes continued to go to this district my daughter has not set foot in the school since march of 2020.

right and this closely aligns with board goals for post-secondary endorsements while students are in school so things like ap dual credit and pathway endorsements thank you gina yeah you know i four kids and all in college and one graduated from college now um this kind of stuff is just when their with kids are when our kids are going out and competing for scholarships i mean absolutely this is so so great you know it's something you know it's a way to set yourself apart from those other students that are coming in from other schools that you know maybe didn't have this but had maybe a similar gpa that sort of thing these are the kinds of things that really make a difference and you know obviously from an educational standpoint but from a financial standpoint too for our our community so thank you for the good work and for many of our students this isn't even about a scholarship or college admission sure many this is a pathway right into the world right and no college debt and getting getting right to it right and uh creates some nice pathways that way you know every student has a different pathway and this is one of the many that we can kind of endorse and offer up while they're here at school yeah i did have a question about this so can you pull the microphone closer oh closer i was thinking i can't hear people because they're too close okay um but the endorsements is it certification i'm i just wanted to make clear of i know we have the ap the dual credit and i know this is a good thing but i just want to understand the path when it comes to the career is it giving you almost a certification of your skill set so essentially these endorsements can open up scholarship opportunities for students but it also appears on their actual college or excuse me high school transcript so when they're applying to college or even college essays if they're on the pathway this is a way for them to really set themselves apart from from other students and dual credit and ap classes are part of the sequence of classes that students would need to take to qualify so for example the 19 students that we awarded it to last year all took our introduction to teaching course which gives them six college credits so for the student regarding the endorsement who hasn't decided to go to college or want to take a different path but they're interested in ite or so this is something too that they can use to get into the workforce to say that i have completed some extra courses towards something i'm interested in because i'm interested in doing this particular work absolutely it appears on their high school transcript okay well i wouldn't thank you gina because yeah thank you this is a something i've wanted for many many years not just for our students but for all students who find them themselves in that situation where they need to go to work after high school and they're going to go out prepared and qualified to get good jobs that will be gainful employment for them so thank all you job well done gina and team thank you all right uh chris asked us to add before uh this month as we head into the joint annual conference isb resolutions board members have been provided the packet of um resolutions and i'll turn it over to chris yes all right so uh the two resolutions that were brought to you can you move here the two resolutions that were brought to uh the board's attention or that are being brought to the board's attention tonight are uh resolution to the student safety and protection plan and resolution 15 the child safeguard storage uh plan um so i don't know have all of you read through the too 15 is on page 15.

looking back now i made the right decision and here's why i no longer trust the public school system i don't trust your dei director who's had embarrassing behavior on facebook under a different name or her own i don't trust her with my children i am embarrassed that i have to be on the lookout for pornography slipped into children's books because those in power believe they know better than us and what to show our children i don't trust the staff and that my child could come home from school and be ashamed of her skin color because that's all you people seem to focus on these days i don't trust sending my daughter back due to the stance i have taken because teachers have also shown they cannot act like adults in school in a school setting and keep their personal beliefs at home as we have seen in the trump packet email from one of our school nurses i don't trust the board of education who has tucked their tails throughout this entire experience instead of standing up for parents and students and what is best for everyone you are our only defense against any radical policies coming from the state no matter the party affiliate i follow data i do not follow propaganda and paid off science the data is telling me that this has been completely overshot with devastating consequences the data is telling me that the kids belong in school full-time unmasked even several members of our group are we the parent group on facebook were considered first choice for committees but not picked why sometimes there is such a thing as too much education and i think that is showing in our district with our staff we've lost our common sense and we've lost our street smarts the data is telling me that school districts are getting money to make certain decisions and whether that is every school district or not that's a huge problem because at that moment in time it's not about the children i am sick of a top-heavy administration of overpaid people i am sick of abuse of our tax dollars and kicking the can down the road i don't trust the public school system as it is now and i do not trust the way it's headed there's a video circulating on the internet of top people in the education system saying if people the teachers in college don't believe what they want they'll be phased out why are we here why are the children so far behind in school why don't any of you see the alarming signs that are being thrown in our faces that this is going to end poorly for everyone all eyes are on you we've made headlines there's an active lawsuit yet you all sit here as if your current plan is or was successful i've said it once and i'll say it again we do not co-parent with the government thank you thank you the q a session will follow the following procedures and protocol individuals wishing to make a comment or ask a question will be required to fill out a comment card with their name email and question so that the board and or administration can follow up if a question cannot be answered at the meeting to ensure the process is as efficient as possible we ask that speakers submit their comment card to the board secretary prior to the meeting the board secretary will call each person in the order the cards were received to ensure that all topics get addressed the maximum extent possible after three questions on the same topic have been heard apologies the board president will ask the board secretary to call the next person that has a question on a different topic at 9 pm the board president will announce the time and the final question of the meeting that has been taken or will take place when the community members approach the microphone the person shall then state their name and topic of their question or comment for the public record questions and comments will be limited to two minutes or less and may be directed at the board in general or to a specific member of the board if no board member is directly asked to address the question or comment from the audience then any board member may answer or comment and additional board members who may wish to answer a comment can do so as well board member answers will be limited to two minutes if no board member elects to respond to a question then the president will make a statement on behalf of the board questions can be on any topic except for specific student situations or specific personnel no questions or comments can be made about any teacher employee administrator or by referencing the district employee's title if members of the district have any of these types of questions they should be directed to the building principal or district administration thank you michelle trager hi my name is michelle drager i have four kids in the district all levels special ed gifted dual language i would like to talk about student voice and the juncture of that with special education i came to the board meeting i think it was october 12th and um we have the new role of student ambassadors and i know you guys were like super excited that they're student ambassadors to give you information about how the emergency e-learning could impact them with their ap exams and it was like a revelation and that's great i'm not sure what the actual percentage of students in our district who take ap classes not sure where that percentage actually is but what i found interesting was there was also the special education presentation that night so you have your student ambassadors talking about the surveys that they're going to do in their respective high schools ohs us we go east then you have special ed presentation which is talking about some of our high school students who are not in those two buildings they are at eba they're at goal the new reach program i would like to know how their student voice is going to be brought into that because i hear you that you're trying to bring that in and it's really important but you have two high achieving ambassadors from each high school not all of our district high school students are at those two high schools also during that special education presentation there was a discussion about how staff would be trained in executive functioning and i really appreciate mrs croner asking that's great that special ed staff are being trained in it but are our gen ed staff being trained in it too because our special ed students are in if you're going with least restrictive environment they're in the general ed classrooms and for me you know i've talked to you guys about fasd before executive functioning is a huge part of that and as i've mentioned before that number is two and a half times the rate of autism it's prevalence of one in twenty so at least every classroom probably three to every two classrooms there's also ninety percent comorbidity with mental health issues for that population during the pandemic binge drinking by women of childbearing age has gone up by 41 percent so what we're looking at with entering kindergartners five years from now is an even higher prevalence of fasd those executive functioning deficits are going to be very important to address in all of our classrooms not just the special education classrooms and i will do anything i can to help this district move forward with learning about fasd especially in the education environment so i'm not addressing to any specific board member but i would love to hear anyone's thoughts about including the student voice as well as addressing the fasd thank you thank you mrs trager um i do want to really thank you for for everything that you said and i want to thank you for your continued advocacy for fasd i definitely think that's something we need to discuss as a board and it seems to me that you're absolutely right we've made an oversight there and that something that we can correct though and i know that i'd love to talk with you further about your ideas on that and i i just really appreciate you coming up and making us aware i think i would like to sorry um you brought up a great point about not all of our high school students attend the two major high schools in the district and that is actually something that we discussed when we were talking about the student ambassador program and getting that started obviously it's something that's very new and we have lots of thoughts and ideas and plans on how to advance that and and make it more inclusive and to include potentially student representatives from those other schools where we have high schoolers attend that is definitely something that we talked about as a group and to be fair the last meeting which i wasn't here in person i heard it live but i don't know if you guys heard like the audio was so very very garbled that i couldn't hear if the student ambassadors were addressing that issue about their questionnaires so they could have but it wasn't able to be heard right we did hear after the fact that the audio was horrible and i think maybe it has been re-released with a better audio so you can go back and listen to it for for fun and maybe dr sparling can address some of the different things in the survey and who all the survey i know it was an optional survey um i'm not sure if it was yeah it was an optional survey but uh mrs trager you bring up a good point i'm gonna double check to make sure that students that you mentioned over at eastview academy and goal were included in the student responses as well i also just want to share i think two really important things when the student ambassador program was kind of going through the board it we we really wanted to let the students lead the charge on putting this together and making sure that their voice was prominent on the school board it is like mrs croner said it is a living breathing thing originally it was supposed to be just two ambassadors when chosen they all interviewed so well we were so impressed that they now have a committee and i think that mr gatewood and dr sparlin can take that information and make sure it's raised kind of as a priority at their next meeting but i totally agree with you we we did talk about making sure that it was inclusive but we just haven't gotten there yet but we will make sure that that is a priority thank you for your comments hello my name is michelle palacios i'm here tonight to address the importance of student safety and special education in terms of the number of adults to students although i am fully aware of the difficult position the nationwide shortage and specific reference to teaching assistants puts the district in the most vulnerable students in your student population are going without the one-on-one instructional support and direct supervision they so desperately need especially when there are health and safety risks associated with those factors my son is in the life skills program and he is one of those children due to a genetic disorder he is globally developmentally delayed meaning he is non-verbal he's in a wheelchair tube fed and also has medical conditions as a result he is 100 he is 100 dependent upon others for all his needs to be met so as a parent can you imagine how terrifying that must be to see how these kids quality of life in school is suffering it has been brought to a parent's attention that recently there has been an instant an instance of special education classes not attending specials lunch recess etc also brought to light was that their self needs for example bathrooming and diaper changes are not being maintained as necessary in theory how would you feel confined in a room for seven hours in a soil's diaper sensory sensitive kids need if they need environmental changes how are we to trust that their iep and the educational rights they are entitled to are legally being honored and upheld if there isn't enough staff to keep up with goals and benchmarks all of this is absolutely no fault to loyal and hardworking staff that are stressed and overworked but still come back every day there is simply not enough hands and they should not be obligated to bear the weight those voids leave in conclusion i am empathetic to the fact the district is exhausting their resources attempting to fill these vacancies but what if you are unable to what is being done in the meantime to help support current staff schools have been short staffed all year and it is getting worse more measures need to be taken like higher wages or increased incentives like what what was done when um there you guys were negotiating blessing contracts how else are you supposed to retain and sign on new staff with the amount of their workload without a competitive salary all i ask is that you better protect those students whose best interests you are suppose you're supposed to serve thank you thank you thank you is there anyone who'd like to respond dr hildebrand would you like to respond to the special education portion of that please should i be happy to uh thank you for your comments and your concerns um i'm the executive director of special education and i would be happy to follow up with you specifically regarding the instance that you identified as having occurred several weeks ago i do want to say that we prioritize our students who are receiving one-to-one teaching support it has been a challenge this year that's been shared with the board of education as well pertaining to staffing shortages across the board but in all of our buildings we ensure that our one-to-one sport is being provided even if we have to find coverage within the building to be able to do so so while we understand that not all positions are filled at this time our principles on a daily basis assess what openings we have and assign staff accordingly um but again i'll would like to speak with you specifically about the instance that you identified tomorrow possible thank you exactly and i think perhaps what uh conversation in terms of reconciling those differences in terms of what's being potentially heard and shared versus what is actually taking place is important to do so thank you basically well i i appreciate your comment in that respect i would like to be clear that we're not looking at a reduction of staffing in any way shape or form but it's more so a matter of ensuring that we have adequate coverage given the shortages i would also like to say um that we are certainly working very diligently and i appreciate your acknowledgement of that as well that we are making every effort we can to try to recruit and to hire staff we certainly have just initiated a new undertaking in that respect together with our human resource department and communications so we will continue to work diligently to fill our open and vacant positions as you stated it's a nationwide and also statewide shortage of staff so this is not something that's unique to 308 at this time but i would be happy to speak more specifically with you about some of the concerns that you have regarding your child as well yes dr hildebrand just mentioned that what she mentioned on tuesdays and thursday nights from five o'clock to seven o'clock at the district office and we're trying to publicize this uh by way of social media and any other platform that we can that we are interviewing for all the open positions within our district we have building administrators district administrators special education administrators and human resources on hand to help people walk through their application uh we would talk to him on the phone bring the proper credentials and and in hopes to uh expedite the hiring process for the shortage that we have here in 308 and i just want to i want to thank you michelle for for telling us about this making sure that the board knows what your experience is because that is not what we want any parents experience to be um and we are aware obviously of the shortages and the shortages that are nationwide we do believe that your child absolutely deserves dignity and we are working with our administration to support them in in doing whatever they need to get people into those roles so our kids can be taken care of because the kids are our number one priority and i want to thank you very much for sharing with us isabelle it's odd okay um hi my name is isabelle and i am a freshman at oswego east and i want i'm here to talk about including lgbtq plus students in our schools i first wanted to thank you for these student voice ambassadors and especially for the questions they put on that google form they were optional so if people were you know did not want their child to share that information or the student didn't want to they obviously didn't but through talking to students even students who were at you know lgbtq plus they valued that and they thought that will really give students equity and um i really don't see why there should be many complaints because all it does is include more students which should never be an issue um one thing i would want to bring to your attention was uh there's a study by the university of texas that says that students who have their pronouns and their name that they choose to go by respected they are 65 percent less likely to commit suicide that is a very big statistic so even if one has a religious or personal objection to being transgender or lgbtq plus you should this this statistic is very important because we want people to live full lives so my question is is there any policy within the district that uh helps to make sure that especially transgender and non-binary students have their name and pronouns respected if so how is this enforced and if not why when there are such important statistics and facts representing this mrs patterson you want to take that is she here yeah she's here she's here okay i know i saw her [Music] i don't know if there is a specific policy but it's one we could certainly talk about it there was at this time but we could definitely talk about it right we could take it to policy committee i'm aware of the um march 1st 2020 guidance from the state that governs school districts response to those students who are non-binary transgender i can't quote it i can't cite specific policy perhaps our board attorney might add to that but there is the expectation and administration are guided either case by case or as a total school population that there is not to be any inequities or unfair practices with those students and i'm just i'm blanking on the board policy there is board policy 7 colon 10 which is educational uh opportu equal educational opportunities and there's a section in there that talks about not discriminating against any student on the base of their sex sexual orientation or gender identity yes and i would also add that our student information system is currently set up to be able to adjust to a student's preferred name as well as students identify gender and that we have run trainings on that information for our administrators at the building level again when students have needs that are very individualized or they're going through kind of a situation where they're trying to communicate with school administrators about what their needs are we do have gender support plans and those types of pieces that both dr pajasic and i work with the schools to guide them and we are at a place where we are working on having a more directed process for all administrators to follow and some more specific tools in the toolbox that we would then have vetted trained and recommended to them so those are coming in the next couple of months thank you miss patterson great i will just say on behalf of the board that this is an active conversation that we've been having with administration and is a dialogue between the board and administration so that we can support all of our students and it is something that we are paying attention to i do like ali's idea though about talking about that specifically with the gender pronouns being put into the policy committee is that something that we want to discuss further i think we could talk about it at committee before yeah bringing it to the board i know we got a lot of we had a lot on our plate in the next month but you know one one more we could add one more i think that's a great idea ally thank you maureen is that something that you can start working on there are proposed administrative procedures that address that as well as the guidance that ms patterson mentioned which is at least 22 pages with very detailed recommendations for school boards yes i just want to thank isabella for speaking up it's great to see our students here so thank you [Applause] crystal casper hello board dr sparlin i have a lot here with questions in term intermingled into it um the most recent test scores and data show are special education students are struggling there have been there has been a severe decrease in support staff and the quality of services have declined ever since the district took over the kendall county co-op i would like to formally request a special education audit to be completed to address these issues i would also ask that a special education committee be formed it seems the district keeps trying to ignore these important matter and even chose a dei director with absolutely no background in special education instead we have found the dei director attacks others on social media because of differing beliefs what kind of example is this setting for our children the national sex education standards are very concerning to parents the standards are not complex compiled using data driven research but instead come from biased organizations this is not what parents want and this is not what students need the student surveys are linked to panorama and crt at the very least they should always be an option to not answer questions regarding personal information such as preferred pronouns additionally the most recent survey sent out by student ambassadors focused mainly on pronine pronoun sexuality and racism these surveys should focus solely on education after all isn't that why we are here we are interested in hearing about opportunities to reduce debt or increase revenue other than asking for another referendum when you compare our land cash fees to surrounding districts we are lacking severely lacking in this area also waiving impact fees while we are in financial turmoil only hurts our district more holding on to old trauber is costing the district 200 000 a year alone this money could be better utilized transportation is another issue right now with the lack of drivers over capacity and the fact our transportation budget remains in the red while other districts aren't experiencing the same problems what are we doing differently and why i would also like to revisit the mask mandate when are the masks going to come off our children with covid rates at an all-time low there is no justification to continue this nonsense in the last week we've had 17 positive cases among students and 5 among staff the numbers keep coming down we already learned that isbe has no authority and all accreditation has been restored to those who chose mass optional i'm sure you heard about the 145 school districts that are suing the district are that are suing in district 3 i apologize mrs casper um your time is up do you have a sentence or two that would wrap up your comment um no i just wrote like you've left us with no choice other than to sue you guys because you won't take the masks off our kids so that's i guess that's all i have to say and i mean there's questions in there when are the masks gonna come off what are we doing differently about transportation why are we having problems when no one else is how can we reduce our debt okay i mean there's lots of questions in there that i would like answered to okay please i hear that and thank you thank you you want to take the transportation one good yeah hi john petsky i'm the chief financial officer for the school district and we do have a presentation on our finance and facilities committee to talk about our debt and what we've done to restructure the debt that we've issued as well as future opportunities for restructuring that debt we'll also at our next board meeting we'll be talking about the levy and how our levy compares some of our percentages and things like that with some of our neighbors so we'll be taking a look at our financial picture as far as the transportation we do continue to have some challenges um we outsource quite a bit of our transportation and we also have kind of a hybrid where we have some transportation in-house as well we do have right now five drivers that are in training it just takes a little while for them to go through that and we've got an additional i think six to seven uh applicants who are being being screened and interviewed and whatnot so we're we're slowly increasing the number of drivers so that we can we can have more drivers available for the routes that we have i just had a meeting last friday with the transportation team one of the things that we're talking about is winter time getting better with our calls if there is a bus that's late we don't want kids waiting out there for 20 minutes 30 minutes and trying to decide why why are some bus buses that are late not being reported so we're going to have our drivers uh kind of give us that 10 minute heads up on the radio call to let us know when they are are running behind so it is something that we're actively working on and we do know that it's continuing to be a challenge so thank you for that i'm trying to resist urge to say it's a hot mess all right there's a lot of great questions in there that relate to lots and lots of different topics so i did want to address um you mentioned our land cash and um impact fees impact fees and those aren't decided by the district correct that's set by the village of us we go so correct we have no say in what the impact fees or land cash are set or um uh what's the other one any discussions with the village about those fees and we continue to do so and we've actually had those in-board meetings with various municipalities as division subdivisions are being discussed however we have zero authority to set any of those and that's been as it is for you a constant source of frustration for the school board as well as is things like transportation and reducing sidewalk curbs that has happened around the village right now so kids can't get on buses via sidewalks anymore um so yeah there's there's a lot there that we wish we had a little bit more say in ourselves right and but as far as a referendum we have not talked at all about proposing another referendum that is not something that's on our radar at this time um and a levy is totally a different thing from a referendum so i look forward to your presentation about levees and what that's um some different scenarios with that yeah at our next board meeting um i would say that i really am interested in your idea about the special education committee and um i would welcome you to email me more about that because i think that's something that the board would would be interested in learning more about your ideas for that i have a question on that one too is that how does that tie to i want i want to say epic epic is the parent organization for special education students open to all parents and i think that informally the epic parent organization which encompasses any parent in our district from pre-k through 22 age 22 who would like to participate in this i know that denise participates in those as well as other administrators faith does as well where they routinely have conversations about these things so it already is happening from a parent-led avenue i'm not sure if you're asking more for a special education curricular committee or if you're looking for parent voice which certainly is available through epic and i know that they have regular meetings scheduled and anyone is welcome in fact i'm sure they would welcome more parents to attend absolutely yeah i hope i hope that answers um your questions if not you are also always welcome to email the board as you know but thank you very much um since you're in litigation uh the attorneys will be responding to that thank you scottish hi good evening thank you for allowing me to speak to you this evening um just have a few questions and it's really pointed towards all of you at the board you can raise your hand or nod your head or whatever it may be or just offer a comment afterwards there's a lot of discussion out regarding transgender students and how different schools are handling it and i was just wondering i looked on the 308 website as far as uh what what our district's stance on that is and so i just like to get clarification on on a few questions and mostly it's in response to the illinois state board of education non-regulatory guidance supporting non-gender non-binary and gender conforming students and basically just again just a few questions to understand what your thoughts and your stance are on these on these potential issues um is it okay for biological males to use girls washrooms and girls locker room facilities we we have policies that address these i'm not sure what can you help me understand what are you are you looking for individual board member opinions what the district 308 stance is on these fellow illinois school code i'm sorry we follow as far as i know and there's people here that probably know way more about the specifics than i do um but as far as my understanding is we follow illinois school code as it relates to use of washrooms and um gender identity but go you know what go ahead and answer ask all your questions oh sorry sorry and then we'll jump in i wasn't sure if he was waiting for us because he kind of sounded like he was like i was just waiting for i was just waiting for an answer yeah okay okay i have ideas is it okay for biological males to shower with biological females is it okay for a biological male to displace a biological female on girls identified sports teams is is this something that what is the district's stance on those issues in regards to sports we follow all the ihsa recommendations for for the sports piece of it so when you say you follow the isa recommendations what what is that so boys are allowed to compete on girls teams sometimes the answer is yes it depends on the situation and that goes back to policy 7 colon 10 which was referenced earlier with respect to equal education opportunities for all students what about the equal opportunity for girls if a boy is on the team is displacing a girl and i don't believe that's ever happened in this district well we should have something in place that states cut and dry what the board stance is on that because that is 7 10.

all right so uh you may just read through the yeah so yeah okay so uh resolution 2 is the student safety and protection plan and it allows so it allows for the ability to can carry a concealed firearm on district property provided for district employees district employees provided that the employee has a valid illinois firearm i'd firearm owner's identification card um a concealed carry license yes and has completed all additional trainings and certifications set forth by the respective school board um and the and what's the uh number two yeah the the resolutions committee recommendation on on the resolution was what uh so the resolutions committee recommends that we do adopt this policy right so never mind i could i could tell you this came up this came up uh this is almost identical to what i saw a couple years ago yeah that's the second or third time yeah and we talked about it before and i'm not sure why the resolutions committee you know has changed their position on it but i i certainly haven't i think that law enforcement in our schools is best left in the hands of law enforcement officers and and and trained personnel and i don't think that just because you have a license to carry a gun means that you have been trained properly and and and all of the all of the the necessary things that our officers get trained in you know that's their career that's what they do we want our we want teachers focused on educating um so i think that it's a it's a false sense of security i think the idea that um from you know arming people in the school um you know there there obviously are some people that feel that somehow that's making their schools safer and i don't i don't know that there was any data presented um evidence presented uh to support that presumption and i would i would suggest that it it could possibly have the opposite effect so if i do empathize with smaller districts having the need you know you know wanting to have a a safety officer in the school not having the funds to pay for that or not having the personnel you know available in the community to hire to do that i certainly see that as a problem that that should be addressed however i don't think that this is the path to addressing that that that problem thought they were on a different path with this and i understand rural schools it's very different but we're in a very different kind of community here i i just think guns by people other than law enforcement don't belong in school i think um and i've said it oh i'm sorry no no yeah okay i i think i even said it last time it's a difficult position for me because i am not in a district where i don't have the funding or the opportunity to feel safer and i think the argument that keeps coming up is around the school district that does not have the means and looks like they've seeking out sros now i think that's the right letter yes that's correct and they haven't been able to get that so it's very difficult for me to make a decision for um a school district that feels that way however this would affect all school districts so we don't have the opportunity to pick and choose and that's the part that you know is unfortunate but i i definitely don't feel good about a school district that can that doesn't feel safe or safe as they can feel because where are we completely safe today i would feel better if there was a resolution that um you know the state the isb or other agencies within the government can put money towards these districts that don't have the uh the resources to to have this person on staff say i would i would be more inclined to say let's back that right not this and um so i think i think that would be more important than than this i think they said they had some funding they just can't get the people wrong did i read that incorrectly i think it's a little bit of vote i mean historically it's been both that they haven't had enough funding and they don't have enough staff available and it's a long response for police time because police might be in the next county years okay yeah okay yeah this particular scenario is money but for some it's both to rural schools are underfunded yeah they are just i mean they don't have they've got a they've got a problem with having enough teachers you know a big time problem right now yeah and and so there's i think that there's just all kinds of fallout from that problem this is obviously you know one of those one of those consequences and the solution you know i just i don't see where this is going to solve the problem i mean i think it gives them a false sense of of security to be honest with you i think it'll make the situation worse it could because if you have um i'm not going to say unqualified people but people whose livelihood is not with law enforcement or any of those agents with putting the responsibility of that in their hands i think that's totally wrong yeah i think the implication with this is that just because they have all the certification to carry a firearm properly that they're going to be equipped to handle these situations which doesn't carry over necessarily um so i think this sort of turns a bad idea yeah i don't know we need to agree with this go ahead i'm sorry do we need to vote on this for you do we need to vote does anybody having a i mean i'm strongly opposed to this as well for all the reasons already stated including i think to what you alluded to that this would provide maybe a snap get measure but it's not a it's not it's not going to fix a problem and it could potentially harm more people than so is there anybody who feels they'd like to offer a different perspective otherwise it sounds like we're opposed do you have what you need chris no no no it'll be clear we're telling him to vote against against this advance it looks like it's unanimous i i suggest that and i don't know how they decide on this but come back with this stronger argument for a solution other than this what else could you know we think through another solution other than this because i think since i've been on the board this is the third time i think it's the third time yeah yeah i wonder how we can put our heads together to come up with something else that may do the stick that's why any sense i'm not familiar with mercer county is that in southern illinois i think yes it's a downstate school district yes oh were they the ones that give us blast i'm not sure who brought it forward last time it was downstate before no yeah okay number 15 yes okay and then uh so resolution 15 the child safe gun storage um is so this is uh for foid card members who have minors in the in the house under the age of 14 14 15.

and policy 710 states that there shall be no discrimination based on sex gender or sexual orientation or gender identity and it also references title ix and other federal laws that apply so what about what about a girl's right for a spot on that team if it's a girl's team because you're pretty much if you follow that statute we're just we could be eliminating all girl sports okay i i this is a hypothetical that would be hard for any of these board members yeah the hypotheticals are occurring in this district not in this district but the district should be prepared for something like this we should have strong policies in place to say yes we allow uh biological males to compete on girls teams or no we don't well but can i can i also add that we also have a female kicker on the football team who's fantastic and several female wrestlers who compete on the wrestling team at ohs alone so i i don't think sure is really a transgender or yeah no born as male or female i think it's an equal opportunity right if the sport is not a gender facility specific sport my son wrestles and he has girls on team i think that's fantastic as a person that taught self-defense to women for many many years i think it's great that girls get on the mat learn how to defend themselves i think that's commendable however if it's a girls volleyball team is is is a male a stronger more dominant male allowed to to compete against girls well that that's a decision that ihsa which governs all high school sports in in our state they've made the decisions on that i don't have a computer here to look up what those regulations are for you at on the spur of the moment but they have settled all those questions and that is what we follow so that our teams are allowed to compete at the ihse level but what are we doing as a district what what what do you all feel is the right thing to do if we're just going to follow statutes with the state dick states from on high then why are we all here if we're not going to stand up for our young girls and allow them a spot to compete so then why are we then why are we here i understand what you're saying and i and i see your frustration and i and i i don't disagree that it is difficult um decisions that potentially could would have to be made by coaches on who they put on the team or not but like ali said we've we've had girls on the football team that play and participate and theoretically are taking a position from a boy who could have had that role and we have girls on the wrestling team that i know a little bit about wrestling not a lot but i know that not everybody gets to wrestle every week there are certain weight classes and not all the 124 pound or whatever it is you know sorry but my point is if something wrestling is wrestling there's not the boys wrestle team in the girls wrestle team so i'm 100 with you i think it's great but if we have a girls volleyball team that's designated to promote the sport amongst girls and prepare them possibly for college level sports shouldn't that be reserved for girls right i totally hear what you're saying we don't have a girls and a boys football team because there's not right so if we have a girl kicker more power to it i i love to see that i think that's awesome but if we have a girls team then then why do we have girls volleyball so i i hear your question i've heard you say it a few times basically what you're saying is if it's a girl's team it should be reserved for biological females thank you that's what i think i'm hearing is that what you're saying that is exactly okay so my answer is that i want all of our students to be able to participate in ihsa sports in order to do that we have to comply with ihsa rules because it's inter-school so there's a governing organization so this is the kind of question that would be a great way for you to advocate with ihsa if you have different beliefs because they do set the rules for all of our schools to be allowed to participate does that make sense thank you that's just my opinion though no no no i i i agree yeah it's up there but what what are you doing as our representatives to to take on that front dr sparlin what what what's not a board no it's not and uh mr dumanthus we uh i think you and i could have a good conversation about this and with the head athletic director darren howard because i think some of the questions you ask we have the answer for and i want to give you a specific answer to the questions that you're asking perfect so i'll give you a call and we'll get together on that okay thank you very much dr schweitzer very much thank you thank you thank you katie hayden hello um i want to thank you all for being here tonight i don't have anything to read off of i know that there's a lot of change that's trying to take place in the world right now and i think for everyone it can feel a little overwhelming but at the end of the day we're supposed to be giving our students the right at a good education and we're supposed to be preparing them for success in the workforce and today with everything that's taking place i feel that's questionable are they truly going to be ready are we really going to be able to advocate for them and to make sure they can pass certification courses licensing have their services that they have from kindergarten to their senior year with ieps and 504s carry over to community college and then a state exam i'm hearing from too many parents that these services aren't following through and it just doesn't exist in the workforce so i wanted to let you know that i've been trying to reach out to all of you i've been going out in the aurora and the oswego area handing out these brochures that i left for you tonight and i've been sending out emails because we need more directors we need more volunteers we need kids to be successful in the workforce and i also want to remind you i know you're shortly staffed and hiring to please make sure to value your visual kinesthetic learners just as much as you do your i t people and people who are certified because it takes a lot to keep these buildings running and up and going and they should be on a similar platform as to those who use a computer because everyone's role matters and we need to remember that not all disabilities are visible thank you thank you thank you thank you katie and thank you for providing your hand out and for all that you do to support young adults and students in our community and i appreciate the work that you're doing and i think it's great and i hope that you have great success with this and i agree that all of our employees have great value in our district and it's all one big machine that works together and we couldn't do any one thing without the other we all need each other to be successful for our students so and one last thing i'd ask if someone could give me the information so i could pass these out on a heavier level so those who do have unique skills to bring to the table do have the information available to them and the students thank you okay thank you katie thank you community resource collaborative is that awesome that's it yep all right i want to thank everyone for coming today and for speaking up and and really for for letting us know what's what's happening for you and advocating for yourselves your families and your children come on up what she's gonna kind of tune in i'm confused i think we just got in the couch to get her slit for ursula yeah i think it's probably safe to assume it's your turn to speak to make your items yes hi thank you for having me um i want to address the issue with when teachers say things inappropriate to children or call children names that they should not be calling them what is the procedure the proper procedure for it to be addressed um last thursday my daughter was called to be by a teacher um i have video of the incident afterwards or the other kids telling him you caught her bee and i spoke to we spoke to try to speak to one of the aps at the ohs he hasn't returned our call we went to the school that day spoke he sent a dean out and said he had to take his son to an orthodontist appointment um since then i called today to speak to the principal he didn't return my call i have a problem with that my daughter's not a female dog and she should have never been caught a female dog so what is the procedure of addressing this to the teacher and taking care of this teacher because we own a business and if one of our employees go into a business that we're doing business with and says to someone you're acting like a bee we can't deal with that he has to go so what is the proper procedure not only that i didn't address this issue but on september 24th my other my son was called was told he's not he's smarter than the average monkey because he came to class with the past because he was late i didn't address it because he's in black ball playing football he hasn't been played because of an issue with my daughter he was a starting player and he just stopped starting and he was just walking up and down so i want to know um what is i mean what can be done about these teachers that to me it's racism there's no other way to put it it was mrs adams correct that is correct okay thank you um and thank you for the the question i am sorry to hear what you what you're sharing with us that's unacceptable and uh i appreciate you going through the process that you did you told you just told us you spoke to the ap yeah or you tried to get a hold of ap you tried to get a hold of the principal and uh neither neither were responsive i would assume over the last 48 hours from last week till end of today and so what i'm going to ask you to do is our executive director of student services mrs patterson's right over here so when we're done here uh the three of us are going to have a conversation so we can make sure that this is addressed promptly for you okay because it's not okay it's not right and it will be addressed i can assure you thank you i want to address this as board though um you are 100 right that that is unacceptable no student should be spoken to that way and that is not something we tolerate as a district you did everything right so i want to reinforce that too right you called the school you went to the building administration that is what you should do and you're doing the right thing by showing up tonight and making sure that you're heard that we know about it and that it's getting followed up on so thank you very much for for showing up for letting us know and for advocating for your kids thank you thank you thank you nathan brown good evening my name is nathan brown and i live right across the street here at 423 devoe drive in the prescott mill subdivision i'm a 14-year resident of the village i'm a member of the prescott mill single family hoa board for nearly eight years and i have three children that are students in sd 308 i'm here tonight to ask this board to find a solution to the excessive amount of oswego east high schoolers that are parking in prescott mill now for over five years as someone who lives across the street from townsend park i unfortunately have a front row seat to the issue at hand as of this school year there are now a line of cars monday through friday beginning at 6 a.m and sometimes staying as late as 7 pm parking bumper to bumper for 600 yards the length of six foot football fields right in front of my home when i purchased my home eight years ago i thought i was going to live across the street from a park not a parking lot but that's in fact what our neighborhood has become a remote parking lot for oswego east high school that continues to grow larger and larger year after year because the school district and you the school board have refused to address the severe parking shortage here at oswego east let me be clear i believe high schoolers deserve a safe solution that doesn't involve them having to park in our neighborhood along with more cars and more students have come more problems for those living on our neighborhood excessive speeding littering cars parking in front of mailboxes cars parking in front of them blocking driveways cars parking in front of fire hydrants cars parking in the middle of intersections cars parking and crosswalks cars not stopping for stop signs and nearly hitting my daughter and other children on numerous occasions buses having difficulty making turns kids dealing drugs in front of my home kids having sex in their cars in front of my home and the list goes on and on we have residents that are unable unable to leave work because of the line of cars trying to get out of the neighborhood every morning unfortunately not once says the principal of oswego east superintendent sparlin any member of his staff or any member of this board reached out to us the hoa or the residents to come up with a solution and there's a safety issue of cars flooding the intersection of harvey and townsend just two years ago on august 16th after school let out a distracted high school student blew the stop sign hit another car drove over the sidewalk and took out a fence and a brick pillar at that very entrance by the grace of god there was no kid standing at that corner when it happened as there usually is a steady stream of students walking from the high school back to their cars and prescott mill the situation if unresolved is a recipe for disaster we have gone to the police department we have gone to the village board we've spoken to the mayor we've spoken to the police chief they have implemented additional parking restrictions but the problem continues and grows larger year after year because the school direct district hasn't done its part the can cannot continue to be kicked down the road we cannot continue to wait year after year for a solution enough is enough the students of oswego east and the residents of prescott mill have been more than patient waiting for a solution we are done waiting we are done with your apathy we are done with being ignored and disregarded i'm gonna wrap it up okay thank you members of the school board i implore you to take a hard and serious look at the severe parking shortage prioritize the problem do your fiduciary duty and find a way to provide more campus parking for high school students thank you can i ask you one question i want to ask another question i've got so many so go ahead come on wait my first question is did you contact the school board residents of our neighborhood have contacted the school board i i've received an email from a resident i think only me and i forward it to dr sparrow and i actually did as well dr sparlin and i personally talked about it i had a resident reach out to me and he has been he has told me that plans are being discussed and this is the first i've heard of it was three weeks ago so i just want to make that very clear so can i ask a couple questions just absolutely as a practical thing because this this is a matter that's it's been an issue ever since i've been on the board for probably larry as long as you were ever on the board pretty much since your subdivision was built right across from the high school so i want to make sure i understand what you're asking for are you asking for us to build additional parking or are you asking for additional parking restrictions and enforcement in your subdivision of what's already there i'm asking for you to build additional parking you have a massive property here you have six ball fields of which i've never in the entire time i've lived in prescott mill ever seen every single one of those ball fields used at the same time you have ample ample space everybody i talked to thank you i i don't want to cut you off too much but i get where you're coming from and i know that i want to be respectful of your time yeah so dr sparlin have you explored the concept what are what are you what do you have in mind right now yes thank you for the questions i have been in contact with uh members of your community over there i've driven over there multiple times i i agree with you the kids are parking on the east side of the vault there's 50 to 70 cars along that pathway i've been over there multiple times at the school we are we make you know we make announcements and we let the kids know that they're not supposed to be out there and uh and then i am also i've got dr pedski right now working with our architects to see if there are any other areas on our property i looked into this years ago i was told no but we're looking into it again to see if there are possibilities of any additional parking spaces that could be added onto the property here at oswego east we've got approximately a thousand spots on this lot but we also have a lot of kids on this in the school we have 2 800 kids 200 staff members there's 3 000 people under this roof on any given time during the day so if we can't do any additional parking spots i will be sitting down i've had conversations with mr parlia you know and i will have additional conversations i know they put the two-hour restriction on devoe on the east side of the parking you know and so if we can't do something here we'll have further conversations with the village so we can work together to hopefully come up with a solution to your problem because i understand it is a problem over there and we i know the village has addressed it and we are in the process of addressing it on our end and if we can't do it like i said we're going to try to come together to see if we can do something together okay i appreciate that you're most welcome thank you thank you build up well and that's one of the things i think we're seeing with a lot of our facilities as we've grown the school is growing every single year i think this school has now overtaken a wage number of and students enrolled um and some of the extra things i'd like to see if they are keeping up with our enrollment i know that the classroom spaces but you know again with right we're at 2811 as of this month for the kids uh the number of students in the school and are we over have we overtaken ohs you know i thought that was the case mrs doyle but you know what it's not the case ohs is still about 50 more than a week and i believe next year though is the height of our enrollment and then it will actually start to decline again over the next three or four years okay so we are already looking at the apex right exactly that bubble yeah yes but can we also talk about the fact that i when i had some parents reach out to me about this it was students trying to avoid paying the parking fees at the high school and so i think that needs to be addressed in some way that if you aren't going to pay to park there you can't park here like i don't know if that's a part of the communication or what have you but i think that is where prescott mill is is feeling the carryover from it yeah you know you like i said you you know we oh we only have x number of spots here and then we do women at the parking so all kids that are 16 don't get a parking spot you know there is a lottery for those for those numbers and unfortunately when you have a neighborhood that surrounds a high school this is always going to be an issue as the high school gets it has gotten to the size that we are now has the police department ticketed them they do they take them yes they go by they chalk the tires it's two-hour parking like i said i've talked to i talked to the village we've had these conversations they're they're doing that they're all so low on manpower to be able to do all you know do this but they are ticketing and um so we we're all doing our part here and i think it's it's it's part of the process and we're getting there um but like i said i use the word hopefully because i can't tell you there is a solution to this right now right would this be something and and this is totally outside of your scope but just in in spitballing here is some faster solutions is this something that an hoa could work with the police department on community service officers or providing some volunteers community service resource people to help talk or you know what i think that would be a question i would need to call it yeah is that something that we can ask them to consider yes you know what i'll have that conversation with them it's a good thought i haven't thought about that i think that is it for our comments tonight um i again want to thank everyone for coming we really do appreciate hearing from each and every one of you and as you know you always can also email the board um can i get a any other final comment sorry from the board anyone else have anything that they would like to say i apologize for my delay due to work no worries i just i just want to share with um our families that have joined us tonight that i too have um heard from a lot of sped parents and i hear you and i'm listening and um ask dr sparlin almost weekly um and um ken miller who was our executive director of human resources due to the turnover um what how we are addressing things and it is also something that we've talked about in teaching and learning so i remain committed to our sped parents and i hear everything that everyone said tonight and i just appreciate the opportunity for parents students and community and even staff to come and to share because it's insights that we that are really really helpful uh for us to listen to you to understand and to gain insight so that as we're seeking and making decisions that we'll know exactly how to consider all students and and staff in our decision so i truly appreciate this form and having the opportunity to listen and uh will it'll help us to make decisions going forward so thank you yeah and i would just add to that that we love hearing your solutions you know when you when there is a problem and you have ideas about it we can't think of everything and sometimes you guys you know you're right in the thick of it and you've got a great idea and we want to hear it yeah i'd just like to add that you know we understand um and we value your comments and we hope that there will be plenty of other opportunities and platforms for us to hear from you and not just in this particular way but as we go forward in other ways and creating ways to hear from you and so we very much appreciate your time and we value your your thoughts and opinions if you don't want to look up everyone's email address you can always use boe

what are the age of accessible to a minor under the age of 14. um will be uh what do you call it required where's the wording here yes okay so uh requiring gun owners uh to store uh to store firearms whether they're loaded or unloaded in a secure locked container of the person that is under the age of 18 and is likely to gain access to the weapon without profession so if i understood this one correctly it was talking about how people store their guns at home okay yeah yes it's a bridge too far yeah yeah the the committee recommends that we do not adopt i actually disagree that it's a bridge too far because i mean truth be told the enforcement about how somebody stores their gun at it at home is not something a school board can do right but i think we can be supportive of the fact that this changes that that this would change the requirement from 14 to 18 correct and if we don't take a strong stance on this who are the protection of students who will yeah i remember i wish i i should have pulled out my um uh the rationale from you know previously because this came up before as well and if if i recall correctly previous resolution committee rationale two felt like this was this is not following the history of of what isb has done in terms of what we what we support that we we stay in this lane and that this is this is branching us off into other other places where maybe we shouldn't go and we should stick to you know stick to our lane so i meaning start talking about health i mean i don't i mean see i see the rationale behind it but should the isb iasb be the you know one of the vehicles to to moving that along i don't know that we should it's a resolution not legislation right no i understand so yeah i mean i i what we're going to spend our money lobbying for example i agree with the do not adopt this and nancy sounds like maybe you're saying possibly i would like to adopt it i doubt that maybe we do a straw poll on this one i think we should support it i think we should support adoption of it not not the resolution is to not support it correct correct right yeah i think we should support it because i think we should send a support to legislators who would would put this up in front of for safety i agree with nancy i i i kind of think that it does at first glance seem like we're getting in an area that isn't ours but in reality when a child has access to a gun and it's not properly stored that's how they get into schools exactly so i kind of uh how do you even enforce that i know it it feels funny like it's out of our territory but i definitely you know can see how their thinking goes on us nancy so i understand what you're saying you're saying support us putting regulations around people's guns in their homes right right which would be an opposition of the resolution tell me again the resolution is stated is saying this has gone too far that the resolution committee recognizes the importance of protecting students that has concerns over the specifics of proposed resolution were the same as they were when the language was presented previous year they ultimately felt that the resolution went too far and that it was not the place of the local school board or iascb to determine the actions people take within their homes so if you're supporting of the rev if you're supporting the resolution you're saying that's correct we should not support this i don't support this resolution i think we should support victor we should support what could ultimately be stricter legislation around gun control or exactly the reason joanna stated ultimately these are going to end up in our schools so you're saying they're recommended we do not adopt you say adopt i say you're done so we need to give chris some some direction on this so we'll just too struggle so i see adapt i say don't adopt don't adopt don't adopt joanna i say adopt don't adopt don't all right okay so you have your your unofficial not action but straw poll you know which direction that board members are leaning all right you guys see the um the uh the motion school member school board member compensation champagne thinks that we should get paid oh okay you know they've been trying to get us to be paid for yeah of course yeah um i agree with the rationale on that do not adopt but i did think you know i don't know if you saw the number four there about board member child care reimbursement i thought yeah i thought that was good that's a good idea yeah um you know because you know what that might encourage younger right um yes young children and yeah younger you would you might volunteer volunteer to do this if you if but you don't have a means to have your children taken care of why did any board member have another resolution that they were not happy with the iasb recommendation and wanted to suggest an alternative sorry i didn't yeah was there any other resolution that any board member said oh i don't like the i don't like the resolution as it stands and i think we should oppose or support the opposite was there anything else anybody wanted to call out no okay all right so chris is that is that good that works okay that should do we don't have any slips for receptions of visitors did we have anybody who wanted to so we wanted to turn in a slip no okay so we're going to move into closed session i need a motion for the board of education to go into closed session for the appointment employment compensation discipline performance or dismissal of specific employees specific individuals who serve as independent contractors in a park recreational or educational setting or specific volunteers of the district or legal counsel for the district including hearing testimony and a complaint lodged against an employee a specific individual who serves as an independent contractor in a park recreational or educational setting or volunteer of the district or against legal counsel for the district to determine its validity not done sorry somebody that breath didn't give it away right litigation when an action against affecting or on behalf of the district has been filed and is pending before here you moved so moved second yes chris seconded thank you jerry carrey what i i i sorry christopher espinoza hi thank you you're all for aye denny hagstrom aye dude of oscars drexler aye mike davenport aye nancy kupka aye we'll move into closed session no action to follow we'll only come back out to adjourn thank you very much for attending
