And did not work out. So starting this quarter the Ashlin hasn't been able to control the ball once they they've gotten it. There's a couple of turnovers that have occurred before they can even get their offense going. So hopefully they can clean that up a little bit so they can get some opportunities to put another one in the net. Lily Vitti on the ride again. Payton Trip coming up to get 21 here. Keep her on the sideline which is good. Good great way to slow her down. Perfect. Norwood the ball coming in hot. Fast player here number two. She's trying to muscle her way through all the defenders. Not going to happen. Caroline Bramkamp again with the ball. Good good pick up. She's going to look for an outlet here. Middies middies dragging a little bit here. Little tired from running up and down. It's a good ride by Norwood preventing the outlet pass and eventually that that turned into another turnover.
So they would have 2,000. And we said, "Okay, for their um whole term, they would be a uh not the teacher of record, but they would have uh a mentor with them for the whole 2,000 hours." And then at that point, um we thought we were okay and we thought that the uh contract would go through and that we were all on the same page, but then the union came back and and they said no, they wanted to negotiate. um they still felt that it was apprentices should fall under HSTA. And then there was the question about the mentoring. Um we were offering $4,000 but they wanted to negotiate that. So at that point um we there was no place else we could go. Yes. >> Who wrote who wrote the grant? Um >> the grant was it was the teacher standards board. Anybody in particular that did the grant writing?
The revenue has to equal what the expenses are. It's very simple, okay? Boards of education have very limited ways to make money, okay? You cannot make money by charging kids an extra dollar for french fries. Doesn't happen. That's a restricted fund. That money has to go back into the food service. You can't charge kids an extra dollar for a hamburger and go hire a teacher. That's not how that works. Okay, um you have aid, you have tax levy money, that's really basically it. You want to bring kids in on a tuition basis to go to our schools, our academies at some point? That would be great in a couple years if I could stand up here and tell you that. Kids are dying to go to our medical academy and use the Anatomage tables. That would be fantastic. It's a revenue stream. Coppa, the cooperative um the cooperative program that we're using um for, you know, services and for supplies and we we already have four.
Okay. >> [snorts] >> Just want to point out to the last uh two elections, we were told that our survey results uh fared positively for the bond. Um the last survey we did was two bonds ago. We did not do a survey this last time. So I believe um was two times ago that we did that survey, which was a positive outcome. Um which obviously was not when the when the voting happened. So. Yeah. We did not survey the last time. I'm just wondering how much we can even trust a survey if we did one. Um yeah. On this proposed >> [clears throat] >> bond, excuse me, um it looks like there's 68 6 million for new air conditioners for 11 schools. Is that Um Uh yes, there is uh as you see there is for the remaining air HVACs 11 schools 6.8 million. So those are the 11 that we are not able to do at this point.

and it's a number of pages of all the conditions that apply to what the applicant needs to do in order to be in conformance with their project. Um at the last um last hearing, we decided that we would not do that at that hearing that we would do it at this hearing. Um and so we sent our proposal to the applicant. the applicant sent uh uh their proposal back to us and that's what we will discuss uh this evening uh before we close the hearing. That sound right, Mr. Lopez? And just before you start, Mr. Lopez, for everyone else, usually uh discussion of our conditions takes about five minutes. Uh so just so that you realize that we're not picking on you this evening, uh this is a 40B. It's a different animal than most of the stuff that we have. Um, so there's going to be a lengthier discussion.
Right down Main Street. Here she comes. She's going to force her way through everybody. Alana's going to scoop that up. Nice quick outlet to Payton Trip. See if we can move that ball here. Ball moves faster than your feet, so hopefully we can move that ball. Good job. Right into the middle of the field. Now Ashley Forrester takes it and here come those wheels. Let's see if Maggie can get a cut in here. You got Ooh, Julia Frias coming in on the attack today. Good to see her out there too. See what she can do on offense. Saw her earlier in defense. >> Here's the rip. Shoot that Julia. Ooh, nice stop by the goalie. We got a shooting space violation. Julia Frias could be getting looking at her first varsity point here today. Good for her. Be great. Let's see what she can do from the free position area.
>> Um that would have been um licensing specialist Mitsahi. >> Okay. Does the grant identify mandatory partners? >> So at that time um yes we had listed who would be a partner in it? Yes. >> And then like I said HSTA wanted to be added on. So we said not a problem since it's the teaching union. So we added them on. And then >> so the grant the grant specifies a requirement that HSTADA be a partner on this. >> Um initially they weren't because it was HGA but then we added them on. >> Um DOE had asked to add them on so we did. So, as a mandatory partner on this, um, why weren't they why weren't they conferred with in the beginning? And one of the concerns that I'm aware of was the fact that they these apprentices would be under HGA, not HSTA.
There's more, but we only approved four last time. Uh districts wanting to join us with that, revenue stream coming back to the board, right? These um things that you see around the schools with the ads, it's a revenue stream. All right, it doesn't matter if it's $5 or $5,000. It's money coming in. Very limited. Most districts don't even do any of this. I applaud the board for allowing me to put this forward. Why not? Why not? If you're allowed to do it, let's not be lazy about it. Let's bring some money to taxpayer. Every dollar goes back to the kids. That's the idea. And here your revenue sources. I think the only thing I want to point out about this and again, this will be posted is that green piece right there. Okay, that green piece. All right, that's your special revenue sources. So, basically and I'm sorry, that's state aid, okay?
Um we do continue to submit to the school SFD, um but that's not guaranteed money. So um we do if they fund a project, we take it off here, but that right as of right now those projects are not funded. Just to get clarification, say um hypothetical, uh we bond out and we ask for this amount and hypothetically when we don't want to manage with hope, but the state comes around and does does uh finance some of our HVAC, can we use those funds for something else or is that just bond money that we're not going to bond out for, which means the burden on the taxpayers is a little bit less? Marydale, you can use 10%, but Marydale will explain it. >> So yes, it's depending on how the the bond pamphlet is written, but if it is still something that we're saying mechanical improvements for the school sites or depending on how specific it is, um it can we can either not go out and bond or if it is something that's generally enough, you can still use it um within supporting school school services.

With over 330 years of BCSC teaching experience combined, please join me in celebrating the 2025-2026 building level teachers of the year. >> [applause] [applause] >> My uh congratulations to everyone for those well-deserved recognitions. As we move on in the agenda, the next item is school board member reports. Uh Mr. Major, I think maybe I don't know if you have a report or not, but you wanted to talk a little bit about the uh reporting policy.
You've commented uh in great detail. Uh, we'll be responding to those comments. Okay. >> All right, Mr. Lopez. Yes, the floor is yours. >> Okay. Thank you and good evening, members of the commission. For the record, uh my name is Lopez with the Guitaris Company on behalf of the applicant. Um just uh one housekeeping item. I received a note from Will Park who's joining us by Zoom that the room there was no visual uh on the Zoom of the room itself. I'm not sure if that's intentional or not, but but I would just mention that. When you say the room itself, the entire room or just >> I think of anything. >> We're not on camera is what he's saying. >> We're not on camera. >> Oh, >> correct. We can hear you perfectly fine. >> Well, we're on Wacka, >> but that's not on Zoom.
I want to see that Charlotte North wind up and rip. What do you think? >> That would be bold. Let's see. >> I think she's got it in her. Saw her warm ups. She's got that stick out the side. Yes. Oh, tough tip by the defender there. Quick outlet by Norwood. Bouncing ball. Let's see if she can pick it up. Gabby Eng. Nice job. Julia Forrester. Julia Julia Frias comes up with the ball here. Nice cutter. Ooh, little Ball got away from her there. One thing we can't do and and you know, lacrosse the biggest mistake you have when you force things, right? Cuz then you're you're you're just not You got to be patient. Wait for the right moment. Yeah, we are 7 minutes into the second quarter. I don't think Ashlin's had a shot off. There's a couple of the goalies that played I don't know if they're truly shots at free position.
So, apparently, was that not initially told to you folks? I mean >> that's how um that's how when we had help from um the national grow your own so apprentices fall under and we and we said this is the easiest because there's actually a uh pay scale for EAS there's a EA um EA I'm not sure what numbers they go up to and then there's a TA uh teacher assistant position and that's what we were going to be using um to have the apprentices actually get paid paid on the job. So, they're not the teacher, they're they're not a a teacher of record. They're actually an apprentice, but they would be paid under HGA, the their contract. >> Correct. But my question is that as a mandatory partner that they would be consulted and in the beginning and you know as we see this grant was from 2024 it's now 2026 and so all this time has gone by and you know $4.6 million is no you know something to sneeze at.
Um basically all of our funding is is from the state. 61%. The tax levy is that blue part in the in the in the in the upper right upper right hand side. Okay, um and that's on your property taxes. So, again, see that we are basically because of some of the decisions in the past which I'm not blaming anybody for. I happen whatever happened happened. I don't know what was happening at the time. But again, this is what happens um as, you know, you see some 0%s, you see some things that were cut or things that weren't cut, okay? Where we now have to project for some of those some of those things. That 27% should be a little bit more over to the 30 32% area to help us out a little bit. It's going to take a long time to get there because this board is very cognizant of the amount of money it's going to take to do that, okay?
What we cannot do is once you say something's not administrative versus administrative, like I can't now say I will now do this now instead for an administrative purpose. You can though repurpose within your um non-administrative so supporting your school sites if your language is broad enough. Um but that is ultimately also the decision of the board if we opted not to because there was funding elsewhere, that is something that we can choose not to to go out and sell those additional bonds. So, thank you. Um so in that event, we could use that money to repair elevators if it was written that way within the bond. Correct. Depending on on how the wording would be if it's something mechanical improvements or um if facilities improvements or something like that worded in such a way that it can be used to just kind of encompass just general upgrades at the school site related to mechanical, that could be used in that way.
This might be a good time for that. No, this is not a good time for that. This is committee reports, so I'll talk about that later. Yeah, so uh redevelopment, there was a redevelopment meeting last week, but because we had two executive sessions, I was unable to attend that meeting. Um so, I'll give an update the next uh after the next meeting. Uh the health trust did not have a meeting since the last one, but our next meeting is on April 6th. This is the quarter three update for the high ability broad-based planning committee. Um the initial round of identification for the economic challenge program was completed the end of February. That's for grades 3 through 6. Um the appeals committee is actually meeting this week, and the final um decision on appeals will be out by April 1st. There's an AC parent meeting um for people who are interested in um AC economic challenge for next year.
>> Connor, are we able to turn the video feed on on the Wacka Zoom feed? >> Thank you. That to our attention. >> Not being on camera is fine with me. kind of defeats the purpose though I guess. [clears throat] >> Okay. Uh great. Uh so thank you for uh sending the draft conditions uh to for the project. We did uh have them reviewed internally through our by our internal council and then also the design team. We made some comments um that we have provided and these I will just uh say to the vice chair's point about the extent of the extent and extensiveness of the comments. We've we've designed and built projects going back to the 70s where we've built a million square feet with an order of conditions that was four pages long with you know four or five conditions. Now these are you know 80 conditions or so.
I'm not sure if it was deflected and would have been a save or if it was Long ball. Who's going to pick it up here? Tell you what, this is >> Duffy. Come on get that kid. >> doing the same thing. >> Duffy. Got to get them out of that net. Get that ball. That's a bounce. That should be you. That's unfortunate. Another one for Norwood. That was a bouncing It looked like a nice a ball for her to come out and grab there. Kev, I think she was just kind of waiting for the defense to pick it up. Yeah. She she probably had an opportunity, but at the start it looked like maybe that Ashlyn be able to collect it the defender and and she would have been able to stay in the goal. Ultimately the Mustangs collected it and got off good shot put it in.
I mean, to me, that's that's great that we got this grant, but apparently it's sitting there because you've not been able to get any kind of uh approval or agreement from not just HSTADA, but also from the labor department. So, I mean, get the grant, >> but go ahead. >> The grant is um it had to go through the Department of Labor. They're they're on board, so I'm not sure at the point when we >> have they signed up on the approval. Well, they're waiting for the unions to sign off now because until they sign off, um the Department of Labor is stuck as well. So, we're stuck because now that HSTA has become a part of the community, um they won't sign off and we're just looking at standards right now. We can't even move forward with that. So, at the time when it was just HGA, when it was just that uh they were the apprentices to HGA, um everybody was on board.
