So, you see how this is going, right? Because when you see all this, okay? I want to show everyone real quick what a 0% tax levy vote does, right? So, if this board right now turned to me and said, "No, we want to go 0%." You know, besides the 60 positions, minimally 24 more uh 25 more positions right off the top. Okay? That's impacting kids now. Don't care how you slice it. Okay? Right now, this budget has not affected any programs. Okay? All the sports are there. Anything that people have been talking about outside on on, you know, on all the social media, this board has given me marching orders not to affect the kids. Okay? We don't impact kids. And I I want to tell you, I'll say it. And they can shake their heads if they'd like, but I brought up some ideas and and certain individuals up here almost ran me over, right?
However, the way we have it mapped, if students earn their associates in high school, they would the next year uh be learning at GCU, and the next year they would return to us, and they could opt to get paid for student teaching. Rise 360 is a way to grow our teachers uh from the time they're really in high school. It addresses the teacher shortage that we know we continue to have. It gives them mentorship uh from GCU uh comes out and helps them with all kinds of things. We have opportunities to go to GCU's campus and to see their teaching program in action. They help with our dual enrollment and early exposure. There's also some financial incentives. GCU does have things like the President's Scholarship and things like that. This also adds to that, and they can get up to $2,000 a year uh for entering into the Rise 360 program.
Move from recognition part of the meeting through the reports before we get to action items. We have the opportunity for comments from the public which is appropriate. Any member of the public that wishes to speak on an action item that's coming up. I should probably There there are several rules. The most important is 3 minutes. And we have one person who has signed up to speak this evening. That is Katie Bush. And is this working? Can you see this? See the 3 minutes. I think we're ready to start. Thank you. Okay. Perfect. What a way to start a week. A lot to celebrate tonight. Thanks for the introduction. My name is Katie Bush and I am here just to publicly declare my intention to run for BCSC school board in the fall. I live in District 1. And there is no doubt in my mind over the coming months we will talk more, but wanted to use just a minute or two to tell you a little bit more about myself and what's driving that decision.
>> We'd be okay with that. >> Okay. >> I I would accept that. >> Yeah. >> Thank you. Thank you. Okay. >> Uh moving on. Uh 24. Um this is again largely minor changes from the applicant shown in purple. Um it's changing the commission's right to enter inspect the premises to specifically be at reasonable times which is not defined. Um that the requirement of submitting data is uh when deemed reasonably necessary instead of just necessary. Um the change that the Ashlin Conservation Commission reserves the right to require additional measures if determined necessary to protect resource areas is changed to only be in the event of a violation of the order to be corrective measures um and to if determined necessary to restore compliance and protect resource areas. Um, this is pretty basic language that mass DP uses in most cases. Um, without those amendments, the applicant also suggested removing the last line which specifically lists out the type of information the commission or its agents may acquire on the property during these inspections.
Lily over to Ashley. Ashley up to Peyton. Peyton's going to run it in. She's got no other help. Watch it back there. Peyton split them up right down the middle. Come on, kid. All right, it's a good job getting up the the field there. Unfortunately, [snorts] that pass didn't connect and Norwood will take it over. I mean, I'm sure Peyton's tired. She's hasn't been subbed the whole game, so uh 100-yard sprints. Get Get the most out of you there. The end of last year, the those midfielders were not coming off the field at all and at the start of the season, it's it's more of the same, so. Ooh, what another big stop by Duffy. She's on fire. Nice outlet, heads up. Ooh. Remember how I said the last save of the game was the best one? I I may want to change my vote.
You also brought up the fact that cost is an issue and you acknowledge that and yet the cost to do this the cost to take again to do student teaching because it was not taken in the right order or wasn't taken in the right subject matter and so forth when they're already getting letters saying that they are qualified they are doing they are doing the job in the classroom yet you folks are still barriers for them to get their license. I mean why is that? I can understand the standards, but also you have to take into consideration these many of them are qualified and can do a really good job and yet they're they're being they have obstacles in their way and they're not making they're losing money because they cannot go ahead and and and get hired because of this. So, how do you respond to that?
But that's my job. My job is to say, "Listen, I have an alternative." But they're like, "No, we're here for the kids. Find a different way." And we're going to do that. We don't want to hurt any staff members, teachers. I'm very surgical with this stuff. Well, everything will be, you know, hopefully at the end of the day, nothing will be disrupted. We we we have some ideas. We've been talking about it. Um we have some time. Um but again, now is not the time to discuss some of those things cuz we don't know what's happening with retirements. I don't know yet. All right? We're going to we're going to find out. Um again, 0% There's rising costs, reduced student services, loss of programs, overcrowded classrooms. I mean, just at this point right now, just not a good idea. But I love putting that slide up there because I think, you know, it's easy for these men and women to go outside their car and everybody go up there go zero.
Uh this is kind of repetitive in nature. I apologize for that, but it does address the teacher shortage, uh and we keep going there because our universities continue to graduate less and less uh students coming out of programs. We have mitigated that in Dysart some with our EPP program, but we know it's better to go through a full 4 years if we can. We know uh our preference would be for them to have an idea of what they're doing and really focus on those education classes all the way through. I reduces financial barriers through tuition support and other incentives. GCU representatives would work with our students on financial aid and other scholarships available to them. Uh they have the opportunity in this program to build leadership capacity from within the school system both with and our clubs. Uh we would have a future educators club.
So, I've lived in Bartholomew County most of my life. >> [snorts] >> I moved here with my family when I was in third grade. Growing up, my mom was a teacher and both of my parents owned a small business. So, education, service, and community was a big priority in my household. I graduated from Columbus East and married my husband David who hails from the Bush family who has been farming on the east side of Bartholomew County for I think over four generations now. We both went to Purdue. We moved back to Columbus to raise our three kids here. So, we have a past, a present, and a future student in BCSC. And in parallel to raising our kids in Columbus, I worked at Cummins for give or take 20 years and then most recently at the Heritage Fund, the Community Foundation of Bartholomew County doing work on scholarships.
Um, which is shown on the screen um, listing the specific things. This is to a certain degree outlined um I believe in the regulations for the Wetlands Protection Act. Um however, it's been Mass D's recommendation for many years to list it out in your order of conditions in the event of any non-compliance that ends up um becoming contentious to have clear language of what you can and cannot do on the property so that there is full clarity for both parties. Uh, one thing that I think the proposed uh, change in language from the applicant would mean is uh, we could require correction to get back to what the orders the plan and order of conditions say. But if it turns out there's a problem on the site where the plan is insufficient for managing drainage during construction, which is always the biggest problem with projects like this, that this takes away our flexibility to say, "Yeah, the plan said during construction you do A, B, and C, and we can see that with the weather we're having and the A things are actually working on the site.
>> [laughter] >> Watch out, Peyton. Peyton's going to get swallowed up here by three defenders. Back it out. Back it out. Sideline. She's going to get trapped again. Good ride. I sometimes there's opportunities to go behind, but not in that case. They had three around her. She had no place to go. It's a good ride by Norwood. Be disciplined on the ride. There we go. All right, let's calm it down. Let's calm it down. Collected by Erin Hickey. Erin Hickey with the ball. Let's see what we can do here. Let's just wait for those middies get back cuz they are gassed. Erin with the ball over to Callahan again. Celia Callahan. I'm going to get that right by the end of the game. Celia Oh, look at this nice cut by Lily. No good. Celia with the ball again. Going over to Ryan Adorno. Showing good patience here.
So for um you know again I don't know how much information I can state but we were working with the EP that was an error. Um so we wanted to make sure that these things don't occur again. So we actually were working in conjunction with DOE to make sure and to see and to see if we could um make sure that the process was we are moving forward in terms of to help to help out um Miss Nishimoto. We were talking to we have been in talks with COE and EP um some of things that uh were were the issue. >> Yeah. And you know and I brought this issue up and I have I did write to the board and ask to find out get the information on what happened, what was the ruling and why uh Shauna did not get license on this.
Go zero. You can do it. It's not that easy. It's just not. Okay? My favorite slide. 30 years, 20 years I've been doing this. Mr. Geisler and I talk about this slide all the time. He loves it. This this city, this district in this city is $17.7 million under adequacy. Okay? All of the individuals that love me from all the towns I've been at have always got up at board meetings telling me that this is a fake slide. I don't know what I'm talking about. Well, let me tell you something. This isn't my slide. That's my favorite part of this slide. This is given to us by the DOE. The DOE is saying to us that the Garfield kids need $17.768 million more in this board's budget to be on par and adequate with other kids. You don't have to believe me. It's right there.
We already have a campus that has that, but we would do it on other campuses for students who are interested in exploring more about what it means to teach. Uh finally, we would continue working with GCU, who's already a partner of ours, with our dual enrollment. The process is fairly straightforward. Um our counselors, teachers, administrators would share this opportunity uh with people who are coming into our high schools, with parents, with students. Hey, have you ever thought about teaching? We have a program for you where 2 years after, at the age of 20, you can be in a classroom teaching, uh getting paid, getting invested in the Arizona State Retirement System. Uh it encourages kids to take dual enrollment classes. We know that kids who do dual enrollment classes have a higher attendance uh rate after of going to college. We also know that those classes tend to be more rigorous in nature and getting our kids where we want them to be academically.
And for me, that was a great reminder, reinforcement that my passion has always been and continues to be with young people and in education. Which is why I'm here today. So, if I were to be elected to this position, my priorities or focus areas would be on supporting academic excellence. On we've heard and seen so many great teachers. We want to keep them around in BCSC, so retaining great teachers. And making sure our schools continue to be safe. I've got deep roots in Columbus and Bartholomew County and I'm a true believer that our local schools and all of the people that reside in those buildings are some of our communities' greatest assets. I'm actually really really excited by some of the current and future initiatives that you, the board, and the administration have developed and I look forward to the opportunity to potentially be a larger voice in that discussion in the future.
That's insufficient. You need to do D also. And this would take our the option D away. Um I think that's also that specific circumstances covered in a in a subsequent condition um that I'm sure we'll get to. We're we're we're fine with um the commission uh requiring corrective measures so that the project stays in compliance with this order. We're just trying to tie this condition to com compliance with the order. And I think the way that it reads currently, the commission could sort of make any determination about just about anything and say we, you know, uh, we we'd like you to implement X, um, without having X be tied to compliance with the order. Um, I think so that that's the intent here. We don't care so much about the reasonably um, you know, that those are attorneys that put that in. I'm sure the commission will, you know, go on to the site um at reasonable times even if that word isn't there.
I like how Callahan is switching to her outside hand. Using her left. It's so such a necessity in this game. If you try to Lily Vitti right down the middle. Nice defense collapsed on her. Lainey Early with the ball. Peyton. She's going to Like to see the patience. Left hand on the outside is so important, Kevin. That's what we're going for there. >> Keep Keep the defenders the the ball as far away from the defenders as possible. Ashley's showing her displeasure there with that ball getting taken away. I think there might have been a little bit of pushing and shoving. So, we got numbers for Matt for Norwood coming down the air. We got a little fast break. And we've got to get some defenders back. Those middies are just wiped. We're going to need a timeout or something soon. We have a minute 40 left.
And um I did get her um approval to ask for this information. And yet the then you guys came back and sent me a letter saying that you couldn't give me this information because it contains confidential information discussed in executive session and that uh you would need something in writing um from from Shaov to be able to release in information. I didn't ask for the entire file. we just asked about the rulings by the board and then the the response that you sent to Shauna Nishimoto um was very threatening in the sense that please realize by consenting to the release of information you're consenting uh all information can be shared with Senator Marcato Kim and once the information is shared with Senator the conf the confidential information will be considered public information which can be disseminated on YouTube and other social media platforms All information can also be shared openly during all legislative hearings and future board meetings.
Go call the commissioner. She'll tell you. Okay? That is directly re- related to some of the stuff with taxes over the years. Some of the other things with, you know, maintaining some programs maybe back in the day that shouldn't have been here. I don't know those things. But all I'm saying to you is this. That's a real number. Right? If you have a kid who's in school here right now, that's the number that should concern you more than anything else up there. That means that a that a kid in a in a in a district that's at zero right now is getting $17 million more in services and things that your child is not getting. That's an incredible thing [snorts] when you talk about equity. You know, people talk about equity, they talk about color and creed. It's not about that. It's kids on the north side of town getting the same things as the south side of town.
There is help with the formal admission process to GCU. Um if you've ever had a kid go to college, you know that the admissions process can be very confusing. It gives us some extra support with GCU representatives kind of shepherding our kids from our um our system to GCU. However, they have assured me, because we also have a similar program with Glendale Community, that it doesn't compete, uh that their goal is to just promote education within our ecosystem, whether they go to GCC or GCU. And there's also an accelerated progression through coursework, a kind of that goes at their pace. In essence, um the earn, learn, and return program is just a way to get more exposure uh to our students of really what it's like to be a teacher, the opportunities and the pathways to get there. It formalizes that. That's all I got.
