So, again, thanks for the time. My name is Katie Bush and I intend to run for BCSC school board. Okay, that was our only speaker for the public comment section of the meeting. So, we're done with that. The first item up for approval is old business. Thank you, Mr. Stinner. Tonight, I request approval of items 8A through 8C. All minutes from the meetings from earlier this month. The public work session that was prior to the meeting on March 2nd, the regular school board meeting that followed on also on March 2nd, and then also the executive session from March 23rd. Thank you, Dr. Phillips. Board members, you've heard the recommendation. Is there a motion? I motion to approve items 8A Thank you, Ms. Lloyd and thank you, Mr. Glick. Then we can move on to the roll call vote. Mr. Major. Yes. Mr. Nowlin. Aye. Mr.
In terms of the language, you know, uh and what data the commission can seek, I thought it was covered in the first um part, but you know, we care less about that strikeout, the last strikeout. If you know uh commission wants additional information, we're happy to require it. It's really just tying uh trying to tie any changes to compliance with the order >> to the commission. If you remove this language, it is something you as a conservation commission can still require by rights. if there is issues that are um becoming something that you determine has an adverse effect out on the wetlands or the interests of the wetlands protection act related there too. Um you would just issue an enforcement order instead of correcting it without having a document saying that you had to take enforcement action. Um, this condition allows you to do it just by a conversation with no formal enforcement order that is also reviewed by D.
I mean, if they can get through this without a goal, we'll be in good shape. They were also in in a position where once Norwood got the ball, they couldn't catch up and then it turned into that fast break situation. >> Another stop by Duffy. Having a game. She's keeping them in this one, that's for sure, Kev. I might need more ink in my pen for those save marks I'm making. She is really seeing that ball well today. Ooh, Kendall Westerlund taking it down there. Norwood fans not liking that call, but it is going to go to white ball here. Yeah, it was a little bit of a scrum for it. Kendall Westerlund went down. Call against Norwood, but I can understand why they might not have been completely happy with the call. Kendall's still a little uh banged up there. She wouldn't take the ball.
And I mean it was very threatening in the sense that we didn't ask for all information and you could have you could have checked to see well how much information will you want us to share. You know you could have it could have been addressed that way but it wasn't. It was very like threatening. And so obviously I did not get that information and I didn't really want that information but I wanted to assist in making sure that we get teachers into the classroom and that the board is not throwing obstacles for the sake of throwing obstacles to insist that if you didn't take your your do your student teaching in a certain order then you're not qualified to be in the classroom when that person is already teaching is already in the classroom. I'm not sure how >> we had reached out. >> I'm not sure how >> we had reached out um >> would would assist in that the cost and the time that it would take to redo student teaching um would would would make I just couldn't understand that and I wanted to make sure that the board is acting in accordance to support support these teachers that we we desperately need in the classrooms.
There's kids the same place in Bergen. There's not any reason why a student in a more quote-unquote affluent town in Bergen County should have anything different that our kids have here. So, that's a real statistic. And my job is to work with this board to chop that number in half over the next couple of years. And we will do that. And not on your not on your dollar, but doing some other things. But that's a real number. Last year, I think I think the number was higher last year. I think it was 19, I think. So, we've done a pretty good job trying to get it down. I could be wrong, but I think it was higher. But that's a real slide. So, when you're taking all these pictures of your slides, make sure you post this one, please, on social media. Okay? District is facing funding shortfalls due to the school funding system, but we're on the other side of the school funding system.
>> [snorts] >> Thank you very much. Are there any questions? So, I was reading the memorandum of agreement, and the students are going to be paying for that dual enrollment on the GCU part, correct? >> Yes. Is there any guarantee, are we going to have an agreement with them that they're going to come back and do that teacher training here to try to boost our teachers or >> Um GCU, the whole idea is that kids can live at home and go to school, so they avoid that having to pay to pay for housing on campus. So, they don't sign an agreement. Um they're obviously paying their own tuition, so they can choose wherever they go. Okay. Thank you. I think it's a great great program to you know, just to get new teachers and which we always need. We always need teachers, members. I Yes, we do.
Stinner votes aye. Ms. Lloyd. Aye. Mr. Glick. Aye. And Mr. Schulz. Aye. Thank you. Aye. Here that the motion is passed. 9D including supplemental contracts, field trips, and professional leaves, school fundraisers, as well as the claims and payroll for the payroll from March 8th and February 9th totaling just under 8.1 million dollars. Pre-run payments from February 1st to February 28th of just over 9.7 million dollars, as well as the docket claims from March 30th, tonight's meeting of just under 1.3 million dollars. Request approval of items 9A through 9D. Dr. Phillips, I think here we usually ask if there is an agenda item 9A through 9D that the board member would like pulled out for a separate vote. I would actually like to make a motion to include item E, which would be the adoption of the teacher safety policy including an update revision to that to match the law that would state the report goes semi-annually to the Department of Labor instead of the Department of Education.
Um, if you change the language to Preston's point and something happens beyond the scope, you just have to issue an enforcement order instead uh that D would also review and it would be a formal document. >> Um, Mr. Philip, as we've talked at length at these hearings about unanticipated issues, particularly with the sites around your site, >> and I think that that's why we're reluctant to um to not consider what happens if something unanticipated happens and we have to take some kind of >> um some action outside of the scope of of the normal conditions. Does that make sense? >> It does. It does. Um, and as I said, I I don't remember the exact section, but we'll get to it eventually where it says, you know, to uh may require, for example, uh added or different or new uh storm water soil sedimentation and erosion control measures um to enhance what's there.
Alyssa had to take it for Lainey Early picked that ball up. Ground balls are killing us, Kev. Yeah, just like that. Another fast break. Yep. The midfielders have gotten up the fields. Kendall, way to get in the get in the way. That's what it's about. Slow them down. Well, you can slow them out there at the 12. That makes some sense. If you're a little bit closer and it turns into a free shot, maybe not so much. But now, particularly with 30 seconds left, foul out there is a is a good decision. And close it off. Another stop by Duffy. Just throwing her body at the ball. Great stop. She's got 17 seconds. If she's smart, she will, which she is, she will take her time with this ball. The clock ran out for half. Yeah, there's no sense in trying to get a clear here.
So when we when we spoke to and again we do have somebody who was part of the AG's office. So um I'm not you know how the letter was written. I I think the intent was um to again to make sure that you know information that's shared in executive session there's you know we wanted to give you the facts of what happened because there's always two sides to the story. So if we were able to, you know, convey the conversations that we had, I think you would have understood a little bit more the direction that and why the board made the decision that they did. But, you know, unfortunately, you know, if that letter sounded um if it sounds threatening, that wasn't the intent. Um we had asked uh if we could share the information um because again, there there is sensitive information in there on her side.
We're on the positive side. Districts that are like, I don't know, $100,000 over adequacy, they're getting money taken away. Okay? So, we're on the other side. Local efforts to raise money. This is why we're trying to do these revenue sources. State aid, you know, it can't keep up with us. We need We need again, another We need double the state aid we're getting. It's not going to happen, though. Okay? We need to continue to to to change that so it's not impacting Thank you very much. Thank you, Dr. Tomko. All right. Now, I'd like to open up the meeting to the public.
I move to approve the Grand Canyon Education, Grand Canyon University, and Dysart Unified School District 89 memoran- memorandum of understanding. I second. >> [snorts] >> Motion carries. Next item is the 2026 summer school and summer learning staff compensation structure. Thank you, Mr. President. Uh tonight, Dr. Asai will outline our summer learning for this summer, and as you know, uh the governing board has to approve our compensation structure, so our employees um can work summer school. Um that is outside their normal contract. So, with that, I will turn it over to Dr. Asai. Thank you. Um presenting again. Uh summer workshop, summer learning, and summer school. We titled these uh very specifically uh to delineate between the three programs. It's kind of ironic. My husband asked why I was presenting on this, because summer should be a time of rest, and I tell him it's my busy season.
So, for the employee safety policy that was presented at the previous meeting in March, that was the first reading for that policy. You all at the March meeting elected to move forward with a work session on that. So, I think the initial motion which Mr. Major has made would be a motion to amend the agenda and I think we can all the agenda item policy and I believe that was D525. 525. So, the first vote that you all would be making would be to amend the agenda to add that item on for consideration. That would require four of you to approve this evening. If that vote is successful and it is added to the agenda, the second item that would need to happen, the approval for the work session would have to be rescinded to move forward. So, there would be a motion to rescind that approval.
even if you are comp you know complying currently you might have you know what you designed might not be enough and so that circumstance is fine um you know to me this this read if you just if you just read it as it was it says the Ashlin Conservation Commission also reserves the right to require additional measures if determined necessary to protect resource areas and the interests of the wetland protection act. um you know that could mean a whole host of things that no one has you know contemplated or or has been approved. So uh again it was just trying to tie this to the order but >> well we usually don't go fishing for these things. [laughter] >> They usually find us. Uh, so >> right that that's that's a an important point that unless somebody tells us there's something bad going on, we don't we don't necessarily go looking for trouble.
The chances of getting the ball to the other end and putting it in is not the the risk-reward is just not there. Positive play by Duffy. Some good things happening there and some other good stuff, Kev. Yeah. We got a new camera guy, Garrett, eighth grade from Ashland High School working the camera today. Congratulations. Welcome aboard to the crew. He's great. Yeah, they're doing an amazing job. >> All right, we're we're we're fortunate to have them so that we can bring the game to the the tens of people at home who are watching. Tens of tens. Maybe 20 today. It was a pretty Girls lacrosse draws the draws the crowds on TV for sure. I watch them afterwards all the time, so. I still watch games from uh you know, 2024 just to really get myself excited. >> That's true. Back in the heyday. Indeed.
So, we we honor that. Um we don't discuss it. Um but right >> this was something that was definitely we we did give it a lot of conversation to it. There was a lot of information that you know and a lot of different ideas that the board had talked about in in that session. So um I think maybe that would have helped as well. >> It could have been limited. It could have been you could have discussed it in that manner. And also the fact that as a legislator um you know I get confidential things all the time and I could be told this information would be confidential and I would not spread it around or or release it to anybody. I mean, but those are not the options that appears in in the correspondence um uh to Shauna. And it was it was it's it was troubling for me when I also read what you folks wrote to me about it.
Uh we can discuss items regarding or any questions. So, we're [snorts] opening up for questions on the budget presentation. Please state your name and address. Abdel 33 Wood Street, Garfield, New Jersey. I'm here to talk about the budget. I'm not here to talk about the threats Mr. Gaber and other board members made to me this last Saturday. Good evening. My name's Abdel I'm running for the Garfield Board of Ed this election in April. As someone who deeply cares about this community, I want to take a moment to ask important questions this year's budget. I'm going to direct these questions directly to Mr. Alvin Gaber and Adrian Diaz. As candidates running for this year's election, if elected, you will be responsible for help oversee and make decisions on these budgets moving forward. First question I have. With the new school five project coming in at 3.5 million fund balance already used to support this budget, what is the projected tax increase needed for next year to sustain both?
So, going into First, we have summer workshop. Uh summer workshop occurs the week after school. It is 4 days of adult learning, and it's really focused around the PLC process. Um in the past, we've gone to Las Vegas. Uh this year, we're doing it at home. Uh we are bringing in some experts, but we also have internal experts. Our principals and teachers have developed a range of expertise uh in the PLC model. Day one will be PLC uh PLC focus. I think we have about 22 sessions lined out for the PLC focus day. The second one is best instructional practices. Day three, we will focus on our curriculum at revisions and assessment. And day four, teachers all go back to their sites and start putting that together into their school plans. So, how can we talk take what we've learned the last 3 days and really put it into action for next year?
If that was successful, then if you all wanted to move forward with treating this evening as the second reading and voting on the policy subject to the amendments, you could do that. So, we have a motion from Mr. Major. I think everybody heard the motion. Is there a second to that motion? Second. Thank you. So, moved by Mr. Major, seconded by Mr. Schulz. I think the short version is that we would amend the agenda to add item 9E. What questions or discussion do we have before we consider a vote on this motion? I can give some details as in terms of why I think a work session is important here and why it makes sense. I contacted the Indiana State State School Board Association, sent them a copy of the proposal and asked for their input. And Julie Slavens from ISBA, who's the senior counsel and director of policy services, her first comment before she Her first comment was that five pages is excessively long for a policy and she said she would look through it and after looking through it, she got back to me again and said that much of what's in there could go into administrative guides rather than rather than a policy.
>> Yeah. >> Um, now, you know, for a big site like like your site, I I imagine Beck is going to stop by every once in a while just to sort of, you know, say hi and make sure everything is, you know, all buttoned up and >> in good shape. It's a big site and and uh you know your proximity to wetlands is pretty close. So obviously we're going to be a little bit concerned about that just to make sure that you know things are things are okay. Um but other than that, you know, we we don't actually go looking for problems. We have enough problems that come to us. >> Okay. Um >> so >> we can move on. I'm uh I'm okay with >> and and bear in mind this is only for the period of time of the that the order of conditions is valid.
