I I don't have any access to that. I've had we I know we've had those discussions in the past, but I think we can definitely get some visibility and transparency to that today. I I it hurts me when I when I hear we're waiting for the state when we know that where the state's going to land and this is clearly above it and we can rise above the legislative requirements and definitely give that opportunity to be able to have that visibility. I think this if I recall correctly in our discussions when we started the superintendent search, this was the number one issue raised by the teachers union saying that teacher safety has been a um priority that they need and they have wanted to see this over and over and we've done nothing on policy related to that since. Um and again, similar to what Mr.
Okay. >> Under condition 28, again, uh basic language changes regarding the plans. Um this condition uh typically read under 28A. The conservation commission or the agent may require additional or modified erosion control measures at any time during and after construction. It has been adjusted to read and I apologize I have things in the way preventing me from reading this comment. Um in uh additional or modified erosion controls in the event that installed measures are not functioning as intended or non-compliance with this order of conditions I think needs to say is found. I don't know why it's typing all the way up there. >> So, so some of this was just I didn't understand it. Um the before construction begins or after construction is ended. I'm not sure what erosion control measures would be in place after construction is done. uh I guess prior to when they're removed.
Probably talk to that guy. Yeah. Let's see what I can do. What's the magic number, Kev? Well, for the power rankings, a seven-goal win gets you the maximum amount of credit you can. For a 10-goal lead, that turns to a running clock. So, right now we're at a six-goal lead and we and Ashland has the ball on another draw control. Peyton's got that whack-a-mole speed with her hands. She's got the She's doing really well on that draw. Maggie McGuinness with the ball. Bottom bottom corner. Switches hands, comes back, looks for a pick. Ooh, seeing her seeing her hands getting hit in the head, that kid. And then the defender ran into Lilly Vitti, so that was a double play for the defender. Peyton switching to her left, another draw and dump up there. I think they listened to Kev. Starting to do a little pick and roll draw and dumps.
So you not being here in person is not signaling to me that this is important for you. I'll just say that chair. >> Okay. Um members I'm going to say let's u move on to the next nominee. We have a number of been waiting, but I did say I was going to bring up HSTA to just comment on this um grant. I think this grant is very important. I think it's important to um be able to compensate um our are our EAS or our teachers sobbing um or student teaching. So, can you quickly um you're asking specifically I'm sorry, good afternoon, senators. I'm Andrea. the executive director at HSTA. >> Yeah. Specifically on this ground, it see makes it seem like HSTA is just being the being the stop gap in that. >> So, we have not been able to move forward because the plan sponsor is unwilling to recognize that once they become student teachers that they should be moved into our bargaining unit because they'd be doing teaching work.
Why don't you live in Alpine? Why don't you live in Upper Saddle River? Why don't you drive a Maserati? Maybe some of you do. Cuz if you don't have the money you don't buy the car. If you can't afford the insurance, you don't buy the car. It's like he's quoting the Department of Education. How much taxes we pay in New Jersey? 9,600 on average in the whole state of New Jersey. You know who's number two? Connecticut. 5,000. And I'm going to listen to the Department of Education on their numbers on how much we should be paying in taxes? That's absurd. An- another thing we one of the things that Dr. Tomko mentioned was about well, we got to hire these we got to get people here because they don't have a if they don't have the qualifications if they can't do the job fire them.
The first two um high school um high school summer school and iSchool are fee-based for students. And I'll take any questions. Hearing no questions, I motion to approve the 2026 summer learning and staff compensation structure as presented. I second. Motion carries. Next item, board uh monitoring and adoption of policy chapter five, students. Thank you, Mr. President. Uh tonight we bring you our last policy or our chapter five. Uh tonight we do have four changes into policy 5207, 5214, 5215, and 5305. Um the rest remain um as presented and you had the redline version of the additions or subtractions from those policies.
Major says, we can always amend, but we have to be able to say that safety's our top priority and I don't think we have to wait for the state to tell us what we exactly have to put when we know that whatever is on this like I can see the policy. The policy is clearly above the state legislative requirements um regardless of the reporting institution and clarification of whether it's going to go between the Department of Workforce and the Department of Education. Just to be clear, I'm not asking that we put this off um until July. I'm asking that we put this off until we have a work session and then in our April meeting we can come back for a second reading. My question is for Mr. McIver. Uh just for cuz this is the first time that we've experienced where we've had an agreement for a work session and part of the next motion should be to rescind the work session, correct?
>> Well, if if you know required that the site be stabilized, you could be finished construction, but you still not have a slope, you know, completely be ve, you know, vegetated or stable. So, it might require um additional um >> Yeah, I matting or something. put down additional seating. Even though, you know, the building's up and everything, it's functioning and um it would still need some um additional work to be done to make sure it is completely stable. >> Understood. So maybe it's after construction prior to um the site being >> Well, certificate of compliance >> is the automatic deadline on this. So it's That's fine. That's fine. uh through the commission I if if you are to accept the language from the applicant of in the event the installed measures are not functioning as intended or non-compliance with this order of conditions is found I would also add the language or if installed measures are not adequately addressing concerns because they could be functioning as intended but that may be below it may not be functioning to the extent needed to address a certain rain precipitation event.
I like it. Yeah, they must be listening to the broadcast cuz as soon as you said draw and dump, they are running it effectively. Yeah, for sure. Over to Ally. Marseglia. Again, freshman. Nice move, nice first step. Very quick. Got to shoot that ball early, get that shooting space. Nice job. Yeah, she she went right around her defender like she was standing still. That was a really She's got quick first step, for sure. >> sure does. Marseglia with a chance from the eight. Hopefully she can bury this ball. It's not not the best Oh, she's got a good hash mark for that. She's got the good chance to rip and rip here. Let's see if she's so fast, she'll probably get to the goal in three steps here. Ooh, right in the goal. Goal is save. That was a good save. Who's this? Kendall, nice job on the 30 there.
So, they'd be preparing for delivering instruction assessment. They want to keep them in bargaining unit three which is educational assistant different type of work and so we've been unable to move forward in that regard. >> And how long have you guys been arguing this point? >> Months. Yeah. I I I'd be more than happy to provide the consultation letters that have gone back and forth if the senators would find that useful. >> Okay. Appreciate that. Thank you. >> Thank you, senator. >> Okay. With that, we're going to move on. Uh thank you, Christie. Uh and decision making will be at the end of the agenda. Uh we are moving on to GM657 submitting for consideration confirmation the Hawaii Teacher Standard Board guminatorial nominee Katina Sores for a term to expire 6:30 2022 and uh we have Keith Hayashi from department DOE testimony um that in person no one here.
It's that simple. If I hire someone to do my plumbing in my house and they can't do the job, I fire them. So if they can't do the job, I don't hire five, six, and seven other people to DO THEIR JOB FOR THEM. When I grew up, when I started teaching, three people in the business office. Superintendent, business administrator, one secretary. How many do we have now? We have a consultant with the business department who's responsible for those beautiful contracts that were created. Nobody wants to blame anybody. I'll blame them. Another thing well, we're going to save money here. First of all, we don't save money on teachers retiring anymore. There's no more breakage. Cuz you're hiring people at $108,000 a year. Oh, by the way, the uh girls golf coach that we have there's five members on the team and two of them play on the boys team.
So, with that, I will stand for any questions. I have a question on um 5-305. And it's >> 305, okay. Um that last paragraph that's in red, I was just wondering why that was removed. It's kind of a long I'm sorry. I opened the wrong one. Excuse me. 5-305? Uh yes. So, that that one is um inappropriate use of technology. So, what uh we did on that one is refer back to district policy 3403 um and it's uh form 3403A, the procedure, where it exactly the the uh technology um the improper use of technology um switches all the time and that paragraph did not cover all of it. So, we refer back to the policy that has all the outline of acceptable use for students and not just a highlight in the paragraph. So, if you notice the green piece, "Students shall use district technology resources in accordance with district policy 3403 and form 3403A, technology use for students." That's where it ends.
Correct. >> So, if that was not an actual board approved item, how does that work in term just because we said we're going to have a work session, we never voted to have one. So, Robert's Rules would recognize multiple ways that the board can approve an action. Sometimes you have a voice vote, sometimes you have a roll call vote. Robert's Rules does recognize approving things by consent and generally for procedural process type things like that, that is what's most common. So, when Mr. Stover would say board members, do we have any interest in having a work session and somebody says yes and everyone else nods, okay, that that would be approving that step by consent. That supersede the fact that the second reading is labeled as today's date on the policy? I'm not familiar with what Mr. Schultz had referred to I on the agenda, I did not see it, but I don't know what part of board docs.
If we get one beyond what those controls are intended to address, >> goes to the whole unintended >> consequences thing. >> We may spot something where it's working right now, but we're getting an extra three inches of rain tomorrow and it won't work through that. >> Right. And this this is exactly what happened at Mind School. Well, they put in a new ball field and it was a huge area of exposed soil and then they went away for the winter and now we had this massive source of erosion. But they put in a whole bunch of lines of erosion controls along it, not just around the ed edge of it, but all the way across it. And it actually stabilized it pretty well. still had some failures and along the way, but it was better than just putting a substance around the corn around the edge of it because it never would have worked.
Fortunately, still got through. Ally on the clear. Ally got all the way back from the eight to help with that ride. That was pretty good. Peyton, midfield. Ooh, Sammy Sciortino pick up. There you go, Sammy. Is that Sammy? No, that's Alyssa Brown. Nope, that's Gabby Eng. Tell [laughter] you These ponytails all look the same from here. Here, it's hard to pick up. Gabby Eng going to Getting a little darker, too. Everybody. That's going to be a cover on white. So, Gabby did a great job getting the ball up. Might have been an opportunity to to get rid of it before she ran into the teeth of the defense, but easier said than done sometimes. Some wild fans here. That's That's That's the Is that the bench making all that noise? I can't really tell with these headphones on. Norwood's set up the offense. Go behind the net here.
Okay. Anyone else wishing to testify on GM657 hearing? None. Uh, Kina, welcome. If you want to open with some remarks, welcome there. >> Sure. If you can hear me. Okay. Um, I've had the honor and privilege of serving for about a term and a half and it's really important to me to continue because I'm one of the few representatives from a neighbor island. I'm also from a Kayapuni school, remote area. Um, and I think that it's really important that we are remembered in all of the strategies that we are using, including um, teacher recruitment. And I think that um, my knowledge and skills um, from being from a remote community are really helpful to the board in considering um, alternative ways that we fill our um, teacher shortage and other um, areas that the board is responsible for. for me growing our own because not everyone is going to move to Mokai and even the people that do come in from the outside tend to not stay.
But we need a girls golf coach as well as a guys golf coach. I just wanted to put bring that up to everybody. Just say no. But my point is guys, money doesn't improve student achievement. Hard work does. Discipline does. Accountability does. And no, I'm not becoming a politician here. I would rather dig ditches in Louisiana in the middle of the summer time than be a politician. I'm pointing out to everybody HERE WHO SHOULD ALREADY KNOW. IF THAT DOESN'T DO IT, WE GOT kids passing in this district that don't belong passing in this district. And they keep going on and passing it on to the next teacher and then to the next teacher and to the next level. And then we wonder why people aren't getting educated here. I see it. So before you start thinking about well, we got to spend more money here.
The rest of it was a summary of that policy and it did not cover everything. So, what we were doing is referring them back to the actual policy so it covers all of the acceptable use. Okay. So, you're not eliminating this, you're just No, we're not eliminating we're making it uh >> Okay. um more robust. Thank you. Not hearing any more questions, motion to approve policy chapter five as presented. Second. Motion carries. Next item is approval of policy revision. Thank you, Mayor Mr. President. I was asked to put this uh policy review on. It is not chapter five, that's why it's separate, it's chapter one. Uh this is an addition uh to a board member background check and the addition's in green where it reads, "Each board member may submit to fingerprinting and a background check on a voluntary basis." The district administration will follow as protocols for fingerprinting volunteers for submitting board members.
>> Top right of the board docs for the policy in draft. Uh my bad. Top top right of the board docs uh uh policy in draft. D5 25 first reading 3 second 2026 second reading 330 2026 today's date. All right. Thank you, Mr. Major. I would tell you that the agenda is what we're working from and the agenda that gets posted and goes out to you is is the agenda. So, that your first step is to amend that agenda to add D5 25 back. And again, if that step is successful, then rescind the decision to have a work session. If that is successful, then you have a chance to vote on the policy or make amendments to the policy and then vote on it. Mr. Stover, if I could just just jump in there. We've I I believe that from a procedural standpoint, we've had multiple instances in which a work session was requested, but was not scheduled before the next board meeting, just depending on the timing.
>> Right. >> I've just added um or are insufficient after the reference to if they are not functioning as intended. >> We're okay. I'm okay with that. >> Um under I think we're on 2828B. Um the applicant suggested uh removing that uh condition entirely. The condition refers to um should the commission determine additional erosion controls are needed. The developer contractor shall immediately comply with the request from the Ashlin Conservation Commission or its agent. of the comment here is that it is duplicate with condition A. Uh I think the main language here is immediate compliance with the request from the commission whereas condition A does not necessarily specify immediate compliance. >> Can we add that to A? >> Yes. >> And then you could get rid of B. add the word immediate after require before additional >> on a and it says may it doesn't say it gives a little bit of flexibility for us too in terms of that.
