See if they can get their middies back to the the zone. And cutter. Peyton had her head turned. Over the net. That's a shot. That's going to be a white ball. What? That is not a white ball. Sammy on defense. Sammy Sciortino. Norwood's going to work it around here. 11 to 6. 7 minutes left. Ashland up by Sorry, 11 to 5. Nice job. Alyssa Brown. Well done. Good defense. Arms extended, stick vertical. No penalty to call there. Peyton Trip came over to help prevent the the Mustang from making a spin move and getting out of it. So, that was good team defense. Nice quick outlet by Alana over to Alyssa. Alyssa up to Stella. Stella Callahan? Celia. Celia. Still Celia. Hey, first one, man. First day. Can't can't can't figure it out. >> [screaming] >> Oh, almost picked off by Peyton. Norwood's going to try set up.
It takes a very special person um who loves Mokai to be there. So um vetting our teachers and making sure that we have quality people in the classroom to serve our children is really important. And um as much as I want to fill the teacher shortage, at the same time, I want to make sure that we're balancing the um I like to say not opening the floodgates, but also be a gatekeeper, keeping a balance there. Um I've seen on the opposite side through investigations and things how um we've allowed some people to do harm to our students when they're not properly vetted. Um, so I think that it's really important that we we find a balance in filling the the shortage while also having high quality um for our students that they deserve. Thank you. >> Thank you. Uh why don't I go get started by saying that you have been hearing our questions and the the concerns that have been raised especially about the Kauni program.
We got to do this. Think about the main purpose of the Board of Education. To educate our kids and money doesn't educate our kids. Thank you. Happy Easter everybody. Hi, good evening. My name is Demetria Sipakis. I live at 159 MacArthur Avenue. Um I thank you Dr. Tomko for the presentation because it opened my eyes also to what we're spending ever- everywhere. Um as a concerned taxpayer, I do not have children in the school system. I don't have children. I have nieces and nephews. I've gone through the Garfield education system. I've lived here for going on 40 years now. I've been a homeowner for 10 years now paying a lot in taxes. So what you put up, my house is not that low. Um and I'm concerned with having another tax increase because as I'm calculating it, another 5% for me is about $900 to $1,000.
Uh with that, I will stand for question or discussion. Yeah, I do have a question. I'm curious about why we've added to um the governing board's authority, responsibility, and immunity policy a volunteer um function. It's, you know, and on top of that, what was the intent and the benefit of including this? Um I was asked to get legal opinion on uh presenting this. So, uh the legal opinion was it had to be on a voluntary basis that the board did not have statutory authority to impose that on the rest of the board members. So, that had to be at a voluntary basis. And then with that, if you wants to be further discussion with the board, um that's how it wound up on a voluntary basis. So, the policies reading, each board member may submit fingerprinting and a background check on a voluntary basis. The district administration will follow its protocol for fingerprinting voluntary for submitting board members.
Um in this case, of course, we had spring break in between the last board meeting and this board meeting, which was 28 days ago. We also then had a uh an executive session on one of the other Mondays that fell in there. Um so, procedurally, it wouldn't be an exception for us to go multiple meetings in between considering a second uh first reading and a second reading. And I believe in those cases, as well, the assumption was that we would go first reading in meeting one, followed by second reading in meeting two, but when the board then requested a work session, we put that in there uh and then placed it on a second reading following the conclusion of a I'll say a successful work session. Um and then the only other thing that I want to add is that the uh Dr. Stallbom and her team have provided updates on these uh incidents and the numbers uh at least quarterly for the last at least four quarters, perhaps more than that, but since the uh you know, since the report came out the summer before last, we've been reporting those numbers publicly.
>> So the uh 22A now reads the conservation commission or the agent may immediately require >> we would >> what about required >> immediate? >> Yeah, I would put it the other way. >> Immediate. may require >> immediate >> the immediate installation of additional or modified erosion control measures. >> Right. >> Yeah. >> And then then we can scratch B. >> Uh as this is already going to be changing some numbering and lettering on these conditions for anyone following along. I'm going to refer to the original numbering and lettering which will now show as crossed out because track changes is on on the document. Um the new condition here which would be condition E under 28 um which is one related to conditions required by mass D and I believe suggestions from the peer reviewers as well. All slopes greater than a two to one or greater grade shall be stabilized using jute straw matting or an equivalent made of natural material no plastic mesh in parenthesis and excluding hay if it is to be left exposed for more than seven days.
6 minutes left here in fourth. Ally Marseglia on defense. Kendall slides to help out. Another big stop by Duffy. Oh, corrals the the ball, too. Nice job, Alana. Way to control that rebound. Yeah, that that again, Alana's got to stop that one every single time. That That was a a can of corn for her. Yeah, wasn't a very hard shot, but this lollipop pass is a little >> stick as well. Come on, Aaron. Come on, Aaron. Aaron Hickey with the ball, settles it down over to Peyton. Peyton over to Ally Marseglia. Quick speed. Look at this. >> [snorts] >> Nice would have been nice to switch that left hand, but we'll take a good shot from there. Yeah, she certainly is quick. She has gotten around the defense a couple of times in a row right there. I think she got around three defenders that time.
You've heard from testifiers their concerns. you have been serving on the board and so what is your take on this based on what you've not just today but before your committee before the um board earlier in in the year? >> So I I'll just speak frankly because that is my committee. Uh two things. One is that if you ever um work within the Kauni community, you're not going to get it's very rare that you get 100% agreement on anything. there's different um dialects, there's different um perspectives, if you will, on what Kauni education should look like. So, it's really difficult to have everyone 100% on board. So, I will I will just say that. Um the second part of it is that there were different people available at different times. my understanding of the previous conversations, there were collaborative conversations and um the group that was present that agreed on it um thought it thought the statements were fine going forward and then when people who weren't present were um went back and read it then they weren't comfortable with it.
Um because I'm already so high in taxes in Garfield. Um Dr. Tomko, if you can kind of address this, um you had put up there that the Board of Education is trying to work with um City Council. How can we work with the city a little bit more to get funds over? Because as I see in Garfield the city makes a lot of money. And I'm talking about the uh Sorry, the um uh court system and so forth. So how can we kind of levy that in order to make more money for the Garfield Board of Education without increasing the taxpayers' dollars? So I would love to understand how we can, you know, work a little bit better with with City Hall on that. Thank you. Are there any other public comments? Danielle Marcello, 66 Krakow Street. Um so more of a question. Um you know, looking at the budget, we put the budget for this time of the year.
So, are we what what are we saying with the district administration will follow protocols? What Cur- currently we fingerprint all volunteers that volunteer for this district that are going to volunteer more than 5 hours. They must go through a fingerprint and a background check. Uh, the district does pay for those background checks. Um, we always have. We continue to do that for our volunteers. So, that is stating that we will follow that same process should the board member want to be fingerprinted and get a background check, we'll follow those same processes. Just want to mention that, um, as a volunteer in the district, I have already submitted my fingerprints, um, through the volunteer process. And that's, uh, policy 3 tech 401, correct? That guy is the governing policy. for background, uh, fingerprints and background checks for volunteers. I would have to verify that. I don't have that up, but possibly yes.
Uh I'm sorry, in in your board uh notes that we send home and then also done annual annual reports in front of the board. So, the information is being shared uh and work is being done. All the people who just left this room um working very very hard to try to keep every one of our students and staff safe. Uh we do not not have problems. Don't don't hear what I'm not saying. Uh we but we have a very good track rate record of teacher retention right now and and uh won two different employer uh awards for the quality of uh what people feel like working in our workplace. That doesn't mean we're perfect. And it doesn't mean mean that we don't need to continue doesn't mean that we don't need to continue to share information. Uh but people are doing work right now to try to keep all of our teachers, staff, and students safe.
The condition goes on to referencing the stabilization um through planting with deep rooted native grasses and herbaceous species which was DP's condition um within 14 days of reaching final grade. Um and reference of what should be done for erosion control if a seed mix is used rather than plugs of native plants. Um there's an additional note that any seed mix must be free of non-native invasive stabilizer plants um which would include crown veetch which is frequently being mixed into native seed mixes as a temporary stabilizer while the plants establish DP was very clear it had to be a native mix and so that would need to be requested to be removed I don't believe the applicant had any comments on this condition >> correct >> so you highlighted that it wasn't there Yes. >> It wasn't you guys. Wasn't in our previous draft. >> Oh, okay.
All in chase. Norwood goaltender trying to clear the ball. Hail Mary's it down the middle. Number 11. Goalie, we haven't called her name. Ally Mannering, goaltender tonight for Norwood. Yeah, she's made some saves, too. Julia Freeze coming in with the ball over to Lainey Early. Cut into Ooh, almost went on a deflection in the net. That would have been a win. Goalie with the ball again. Ally Mannering, who is a junior goaltender for Norwood. Take her time with the ball. Let's make her outlet is clean. Almost at the restraining line. She's going to send it long over there. >> with the pick off. Good job, Julia. She was just waiting for that. >> They got a fast break Coming in Laini, go right to the net, Laini. Nope, slows it down. That's a great job by Frias. She anticipated the the pass and the clear for them their goalie got it right up now into the offense and I will take a dive for the ball and miss it over watching it every day.
So that's when the opposition um was there but recognizing the opposition we asked that it was deferred and go back to the work group and I feel had we had the meeting um that was canceled due to the storm we would have come to an agreement. I think the the work groups work collaboratively and I was actually able to meet with them um two representatives from the work group that were chosen around the language and I I feel like it would have moved forward and been fully supported by the Kaiponyi community. >> Are you folks prohibited for calling emergency meetings? >> Um if something is so important is that you can call an emergency meeting, right? I mean you just got to give notice. I believe. Yeah. I'm not sure on the specific rules. I think we have to have like the um what is it called?
We start the school year in September. I don't see projections actual. I see a revised budget, but what were our projections? Are we on or behind or ahead? One of the things we're talking about is a I don't know how much money you said, but there's a fund balance transfer. I think $3.5 million. I have a good memory, but it's sometimes off. That's wonderful. And what I want to know is if that was projected and we didn't spend it, did we overshoot? Where did we save that money? Is that an opportunity for the future? I would love to spend that money every single year in the year that we account for it. However, where does that money come from exactly and why is it a certain considered a surplus that we can transfer over? Uh the other thing I just want to say is, you know, I've gone to school here my entire life.
So, why would we not just recommend, you know, like we did the previous redline where we just refer back to the current policy for volunteers? That is a good question. This was written by our legal team. So, um, if 3401 is for volunteers, I'd have to go back and look at that. Um, we could do that. I could seek further input on that or if if that's for employees, I do not have that up. I can look at it real quick. Also want to mention that as a volunteer for the school district, you're typically, um, you might be assigned to like a small group of of students. As a board member, anytime that we're entering a school as in our capacity as a board member, we're not just let on the loose to go run over wherever we want. Um, we are usually you know, uh, accompanied by cabinet, uh, Dr.
Thank you, Dr. Phillips. Additional discussion or questions? One one last point. We have also approved policy after one reading. We have not always required to. So. A question again for Mr. McGuire. Uh if {slash} when we have a work session, would there be a necessity for a new first reading if we made massive changes? For instance, Mr. Nalen talked about the notes he received back from his parties that he discussed with uh five to eight pages is a little long for a policy. Uh would we need to have a new first reading or can we go directly into I've handled that both ways in the past. Um and I think generally, kind of what you're getting at with your question, I think the board has typically taken the position that if those edits are more significant and sometimes if the work session might even be, you know, the hour before the regular school board meeting, if there are opportunities to allow folks time to review them, sometimes you have put an extra meeting in there, but there have been other times when you have posted those edits online prior to the next meeting and just gone into that next meeting and voted on it then.
>> The >> Oh, this is added. >> Yeah, >> I got it. >> Anything yellow highlighted was added based on hearing discussions. >> Got it. Okay. >> Should we u qualify that with a perennial seed mix rather than annual? I know that there's a there's a difference. Any seed mixes must include a variety of perennial species. Uh under uh 28i, the commission typically at this point would determine the minimum extra number of feet of erosion and sedimentation controls or put in as a percentage of the total needed for the erosion control plan. I will leave that to the commission to discuss. >> Yeah, I was think I'd like to say five, but I don't think you've got five feet from the edge of the erosion controls. Um generally um I'm thinking maybe two. What? >> No, this is the amount quantity of >> of erosion.
I think that's a it's a it's a tough thing to do, but man when you pick it off it feels good. So good for her, good play. Felt like she was baiting the the keeper into that throw and just waiting as soon as it was launched she went for it. Ryan Adorno with the ball back left corner. Ashley Forrester They'll probably drain some clock here, be smart move. Ashley coming around. Meets a nice firm lacrosse stick into her arm. Just lower down. Working away all the way around the net, right in her face with that stick. She's going to be a little upset. Yeah, I was a little surprised that that the stick did seem awfully close to the head there. But there >> Nice cut to Laini early. The freshman That was Payton to Laini, good good good connection there. Good cut by Laini, saw the open lane.
Like a pig group. Um but I think the the work group is separate from our HTSD. So I was actually not part of the work group. I just spoke. I'm talking about the teacher standard board because the meeting was as you said the meeting was canceled because of the weather but you could have called an emergency meeting to take up some of those important issues that got deferred instead of waiting until the next meeting right >> possibly I I wouldn't have been able to I don't know if you saw with what's happened on Mokai lately but we you know went without power and flooding I would have not been able to participate in the meeting. I understand, but there is that option to have that. And I'm just bringing that up because we are in a crisis and we are in an emergency. So, we really want to do that.
