Okay. So, is there a motion to rescind the work session that was approved at the last meeting? I will move to rescind the motion of work session from the prior meeting regarding 9E. Mr. Schulz has made the motion, Mr. Major has seconded.
>> Yeah, I understand the question. I don't have that number readily available. I can calculate it if you'd like. Um but again, you know, you referred to when these typically happen, they are usually very isolated situations when they occur. Um, so 100 or 200 feet to address that, you know, point source discharge is usually enough. And I agree that, you know, if you're installing silt fence from the be day one, it is supposed to be keyed in and everything. Uh, in an emergency situation, um, silt fences, I think, actually do a pretty good job, especially if they're backed up with the straw bail. um because they do have, you know, a foot or two of head for uh water to build up on versus the um compost sock or straw waddle is 12 or 18 in high and can be um overrun more easily >> through the commission as a reference point.
You would think they might try to get something going here with just a minute left in the game. Norwood calling out a play, looks like they're going to try to ISO on on uh two girls. Didn't make much sense that way, but uh Yeah, she's right there. Ava Oh boy, oh boy, oh boy. Wow. That's a bit of a force from what I saw, but Yeah, she she went in her and had the Ashland player stood there could have been a charge, but Well they will get a free shot to goal here. Ashley getting off with a taking off with a card there for accidentally hitting her in the head. I'm sure Forrester is saying, "Yes, but I got hit in the head, too, and this didn't happen, so" Ooh, hit the post. Rang the bar. Alana had everything covered, so there was no thing she could have hit, right?
And now that the the need for more teachers is there, we have to expand those opportunities to include some English programs and allowing those who are able to speak to go through an English program and then add the license later. So I think there's been sort of um this the same thing finding a shift in what's needed and then you know the ideal would be that all of the teachers will go through this um this perspective and program that's deeply embedded in Kauni education but that's just not the reality. So we kind of had to broaden our what's what's allowed. Um and so I think that that shift has happened and um it should be fine going forward. >> Well, I'm glad I'm glad a shift is happening. I didn't necessarily mean it only for Ka Puni. And I meant it across the board that if there are obstacles that you've been hearing from the from your your potential lences and so forth and potential teachers out there um and current ones uh that you folks would be reviewing some of the processes in and the hoops that you're requiring them to to jump through.
And I understand you're a former teacher, and it's hard work, but at at the end of the day, when a student arrives to school to a cold classroom or no Wi-Fi, that student simply can't be successful. So, what I will say, the budget was done the best it could be, and the future ahead of us is uncertain, but I do believe that we will have to make the hard decisions eventually, but as long as we include the community, as long as we include parents, as long as everyone who's in the audience keeps showing up, keeps coming to these meetings, that's what's most important. Thank you. Thank you. Any other public comments? Seeing none. Any comments from the board? You may. Mr. Gabba. Mr. Abdell, thank you for bringing in those uh concerns in directly to me about the budget, the finance, the whole thing. I will get all the information from Mr.
But to me, to govern and and per the legal letter we received in February, she said it's non-enforceable. So, to me, that why are we doing something that we can't even enforce? Once again, that's a legal opinion. Not all legal opinions are fact. So, just want you to remember that. >> [snorts] >> Are we saying that we don't trust our current attorneys? I'm saying that she's been wrong before. Not hearing any more questions. Motion to approve policy 1-102 revision as presented. Second. Motion failed. Next item is request for future agenda items. I would like to request a future agenda item to discuss the school board members' position on the ice facility. Okay. Thank you. Next six, uh, item I, executive session. Motion to convene to an executive session. Second. Motion carries. >> I will reconvene the regular meeting. Next item is action and discussion continued.
Any discussion on the motion for rescission? So, here's maybe where my question fits in. Um we have our policy has been that we do work sessions when a policy's been presented. Um what we're talking about now is um a policy on um reporting injuries, which I am totally in favor of having a policy on that. Um but there has been seems like consensus that that we need to have a discussion af- if this policy passes on amending this policy, and I don't know how work sessions work um once a policy's been passed and there's not a new policy presented. Um it seems like a very cumbersome way I don't know how we get it at work session to amend this if if and when it passes. I under- Dr. Phillips, got a question for you. In any of the prior policy discussions, have I ever given you recommendations for change?
uh on the previous YMCA application which is similar in scale to this project you required 300 feet of extra controls on that site. >> I think that would be appropriate for this site as well. >> Okay, sounds good. >> Correct. >> Thank you. So that's >> uh moving down to condition 29A. >> The applicant is just clarifying the abbreviation for the Ashlin Conservation Commission and adding in or its agent >> under 29D. Um and for reference 29 is all language related to the erosion control monitor. Uh 29D typically um reads that the monitoring shall be performed while work is underway within the buffer zone or wetland. Um and requires the monitor to report to the commission progress on construction and site grading any changes in construction schedule. um and steps taken i.e. corrective measures to address any problems encountered. Um this is something that's typically required by the commission and and by other communities.
Honestly, part of that is that she has played so well that they know they're going to have to pick a corner. So you're going to have to be perfect to try to get one by her. And that's going to lead you to really go for a an angle that might not be there. Ashland trying to get the ball in the offensive zone. They are down a player. Heavy ride by by Norwood. Laini Early's going to take that ball in. Payton's going to take it. Watch your back there, kid. Now with 10 seconds left in the game they can just kind of throw it up the field and Norwood still being aggressive. I like it. There no quit in Norwood. Big win today, Kev, for Ashland. 6 12 to 5. They kept that seven goal differential alive, so that's a positive thing. First one of the season is always a big one.
So I would hope that that is also part of that and if you could uh provide us with some of these um shifts that will be taking place we I'm sure the committee would appreciate that. Thank you members Senator Aort. >> Thank you so much for uh being with us you know and thank you very much for your transparency and I I'll say this for you and for the other nominees that are about to um come up on our agenda is please be as transparent as possible. Um we're really not looking for rubber stampers. We're looking for people that are going to not just challenge the system but take a realistic approach and actually bring solutions and not criticize other programs or other methods or other ways. Um th this this word crisis should be blaring in every educator, classroom, faculty, admin everywhere. Um, and so I just wanted to say thank you very much for your transparency and um, I think we definitely need a shift uh, not just in membership but also in leadership as well.
President and uh from the BA, and I'll get back to you. As far as threatening, I don't know what you're talking about. Thank you. Any other board comments? Mr. Diaz. Yeah, Abdell, I'm not on the uh personnel or the finance committee, but I will get those answers for you. I promise you that one. Um as for this uh budget hearing, I did come here today honestly to vote no. I own property here, um more than one. And uh I was very concerned about the tax uh hike, you know. Um But, sitting on this side of the table, you see everything that's going on. Um I felt like if this was held another year, it'd be a true disaster. I have two kids that go to the school system. My daughter is in number 10 school, my autistic son that's in the ABA program at number nine school, and I know that if I would've voted no for this, uh all those kids there would've, you know, not got the education they needed, and it just just wasn't an easy decision for me.
Action regarding the recommendation for compensation increase through salary increase for the 2026-2027 fiscal year. I second. Yeah, I'm sorry. Not I'm my motion. I said action. I'm a yes. I closed voting. Yeah. Motion carries. Next item is action regarding the recommendation for compensation increase through a rep retention stipend for the 2026-2027 fiscal year. Motion to approve the retention stipend of 3% for the 2026-2027 fiscal year for current year or for current employees. Second. Yes. Motion carries. Next item, motion to adjourn the meeting. Second. No. Motion carries. Meeting adjourned. >> I did.
Many times, yes. Have I ever tried to stall, stop, or deny the movement of a policy from moving forward because of those changes? Not that I can recall, no. And I put faith in you and others to make sure that those changes were put in place as best as possible, correct? Many times you've stated when it's appropriate as you adopt the next adjustment to the policy, you make these changes. Okay. I just want to make sure. So, I just want to make sure that when I had issues, I acted with you. I acted to suggest to you that I had comments, questions, or concerns. I didn't wait 2 months to do that. I didn't wait 6 weeks to do that. I didn't wait 4 weeks to do that. I did that at the meeting or before the meeting. And we had the conversation, correct? Correct.
Notably, most communities would require the monitor to be an unbiased third party that the commission chooses but the applicant pays for. your conditions allow the applicant to choose with approval from the commission. Um the commission has never disapproved of an erosion control monitor. Um but has always required these updates. The uh progress on construction and site creating typically is required as far as it's in relation to um any impacts on erosion control management and storm water management. >> And they're asking for this to be removed >> and they're asking for the line um progress on construction and site grading and any changes in construction schedule to be removed. They are adding or for steps taken and recommendations to read steps taken and or recommendations and they have added language monitoring shall continue until work in the buffer zone is completed and said disturbed areas are permanently stabilized.
Lot of contributors in the offense. Lily Vitti with four, Ashley Forrester with three, Payton Trip with two and three assists, Laini Early with two goals, two assists. Allie Marseglia with a goal. And then Alana Duffin in in the net was just magnificent. I have her for 13 saves. Uh and with five goals she's stopping three times as many as she let in, that's pretty amazing. Couldn't pull the percentage out of you, Brian, there, Kev, could you? Yeah, that one was tougher. All right. Well, that's it for us in Ashland. The score 12 to 5, Ashland beats Norwood girls lacrosse. Moving on to the next one, which will be later this week. Forget who we're playing, but it'll be a good game, I'm sure. Looking forward to bringing more games to the the fans over the course of the season, so And thank you, Marathon Deli.
So uh, thank you very much. Thank you. Thank you, Chair. >> Thank you, Senator Hashimo. >> I guess one quick question for you. You know, I think you've heard a lot about our policy discussions and with the with the chair. What what is some of your thoughts on on tackling some of the policy shifts that need to happen? And I know it sounds like at least in the Kaipuni side that policy shift is happening. What about some of the other things? I know we discussed some of the policy things that I'm concerned about. Do you do you think that the board is is going to be expeditiously taking on some of these things knowing that the the urgency that we have here? >> Yes, I I believe so. And I think that um there's been enough attention to it lately that um it has risen you know to the level of needs to be addressed uh sooner than later.
Um so, I had to come open with that. I just have a vision um to bring trades here and maybe more opportunities for all students. There's just no way for that to happen without this. Okay, I'm the chair I'm the chairman of the finance committee. This is was very rough. Many, many days and nights going over this, and most of the time we didn't have a full board sitting there. Um as far as programs being cut, sports, music, this is why the budget is the way it is, because we would not take that as an answer to cut anything out for the students. As far as the charter school, a lot of people here charter, and it's not just not people here in general. It's not just the charter school at Mount Virgin or the charter school high school. It's Bergen Academies, Bergen Tech, Englewood Academies, and there's transportation that's also involved with that.
Thank you. I mean, correct me if I'm wrong. I I think we've motioned from a board uh recommendations for changes of policy of administrative state um and also adjustments based on legislative updates mid-session as I think the state house had two emergency sessions that impacted policy in the past 2 years. Sorry, the audio is horrible in here. Say the first Say the first part of what you said again. I said I I mean, Mr. Nolan was asking how it would be to make a change once the legislation, if there is any clarification. We've made multiple referrals for administrative changes and/or updates based on legislation including the latest mid-state session where there was an emergency house session, I believe. Correct. So, that there are there is the ability to make some administrative and technical changes based upon the language in the policy. Thank you. Question? I believe the motion in front of the board is to rescind the work session that was agreed to at the last meeting.
I have found on some of the sites that sometimes this work is the first completed and work continues upgradient and then ends up um causing new erosion uh in that area. So I would recommend to the commission uh if you accept that language to refine it to um say any work within the buffer zone or those that are upgradient uh or up a higher elevation um that could impact erosion on that area. >> What's the rationale Mr. Lopez for this request? >> So the the rationale here is just simply to so uh an erosion control monitor is something that's very typical. We have one on every site uh project that we do. uh they essentially administer the SWIP um recommendations. So they're there to monitor >> uh soil conditions and erosion and control through uh site stabilization. Um, one comment uh that I would like to clarify here just to save some discussion is that I um uh this inadvertently uh cut off the monitoring uh at completion of just the uh work within the 100 foot buffer.
