if they want to add something, they can do that. But what the board staff that has had the challenge of I'm going to give five quick examples uh of things that they've kind of had to clean up. One, Mainland Educator Preparation Program, I'll call them EPS, uh declared bankruptcy. And so we kind of had to scurry and scoop up all these um teacher candidates who had nothing. they were they were stuck helping them find an alternative program or another place so that they could indeed complete a program and get to the classroom. Secondly, um there was an instate program recommending numerous teacher candidates for lenture fields for which they did not have approval. So in uh in terms of an audit, internal audit, this became um noted and it took a lot of time to sort out because they weren't really happy about uh the the situation us saying well you're not approved for that.
Let's work together." And uh so I I I thank everyone for coming and your concern is is heard. I'm listening to it as a board member and I'm sure we all are and uh thank you again for addressing your concern. Just one more thing and happy Easter to everybody. Can I just I'm sorry. I I didn't know. I just wanted to Mr. Tomko. Okay, Mr. Tomko. It's okay. Thank you. I uh I I just don't want the board anyone to leave here without some misinformation. So I mean I and I appreciate all the answers the board did an incredible job. This is what we've been talking about for months now in these committees. Um and we I guess I'll speak for Mr. Labou that we appreciate your support on this work and make this work. But um gentleman came up here and and kept saying we can't we can't keep throwing money uh at stuff.
And so, that clarity is going to be important so we don't run into another situation where we're reporting something that we need to explain and maybe doesn't align with the guidelines that we haven't been provided yet from the Department of Labor. Dr. Stallbaum, uh I'm getting a little nervous about the amount of discussion that we're having here without um a motion on the floor. I- Is there a board member that's willing to make a motion to approve the new agenda item 9e? I I move that we approve 9e, teacher safety reporting policy, with the amendment of semi-annual report, and instead of uh Department of Education, Department of Labor. Second. Thank you, Mr. Shawls. Questions or comments on the motion to approve? Yes, this is a good time to say this. I am going to vote yes for this policy because I don't want to stand in the way of collecting data on teacher injuries.
>> Well, that's true. We wouldn't care about that. But if something meant that the site was going to be unstabilized for a longer period of time than was anticipated, that's something that we would want to know. Well, and that would be in the bi-weekly monitoring reports. Uh the bi-weekly monitoring reports for storm water controls would say, for example, you know, um we anticipate >> our monitoring are the inspectors and monitoring reports or your monitoring reports. the inspector's monitoring reports >> to the commission for the public safety building and for Mendes. The project team on both of those um construction projects provided the weekly schedule at the beginning of each week and had a weekly virtual meeting with every department which myself uh which I also applaud. um attended as well as um members of our DPW who at the time were responsible for assisting in the overseeing of storm water and erosion measures um without those meetings or at least that schedule.
You know when you submitted your documents originally you said we're going to do these fields and now you're trying to put them through in these other lensure fields. Third, um, a mainland EP was providing incorrect information to its candidates, which meant they spent more time and money to complete the program that was unnecessary. So, our staff had to sort that out uh through go through the data, interview the teacher candidates and get some straight answers from the EP. Fortunately, it did come out to a workable solution, but um it took a lot of time. fourth uh endstate EP that had submitted a program for approvals when we said we need um course syllabus we need some assessment information about the classes that you're offering in this program they said uh we respectfully decline with no explanation to me that's a prime example of someone not willing to collaborate when this is clearly um you know we ask for things similar to what they have to submit when they're being accredited and quite often l across the mainland licensing authorities in different contexts work with accrediting agencies to say okay yeah we have to do this first to get them approved and then as the years go by they get reacredited based on that same data and finally um sometimes data from accreditation strategies don't match what is on file with us and so that takes time to um sort through and get cleared up.
But I I just want to be really clear that when we and if when you look at the presentation again tomorrow, the bulk of the tax impact again Okay, this is this is has to be very clear because I think this is that rhetoric that I've been talking about since I got here. The bulk of the impact, if not all of the impact in the tax levy is health increase increment and energy. Okay? So to get up here and say that this board is throwing money at stuff and that nothing's going to get better if you keep throwing money at it. I wish we were throwing money at that stuff. That's what I've been talking about. And yes, the kids in Garfield deserve way more than the kids in Alpine have. And and and I will say this, if there is a staff member here that doesn't feel the same way, then that's the person that has to leave.
Um but I don't know what our process is for requesting a a work session for amendments, but I plan to find out what that how we do that because I still firmly believe that we need this this needs some work, and maybe that's when more information comes out about the legislation and how we fit them together. Um but if we need to move forward on um this reporting policy as stated, then I am going to support that. Nolan? Questions, comments, discussion? Uh just as a board member, uh I am nervous about passing this uh without the language being set. Um there are parts of the policy that seems to me should be in the administrative code and not in a board policy. Um and then there are parts of the policy that especially the parts that would go in the administrative code, I don't think are um good practices up to the standards of BCSC.
There are several times where we would have accidentally walked on to active blasting or other construction that was occurring that was being done ahead of schedule um that was not otherwise notified to us. Do we want to specifically say uh they should also uh tell us explicitly uh blasting schedule or or any other time when the site will be particularly hazardous? >> That's already provided for in a condition where we have to provide a blasting plan and we're going to be providing a copy of that to the commission. So that would be uh the schedule for that work would be part of that. Uh so you know I don't that that's uh information that would already be shared. Uh we're happy to provide the commission if we the commission wants to be buried with a weekly report on the project. Uh you know it's uh okay um with us you know I personally I think that would be better.
Um and what I'm saying is here all the time it took to fix these things yes could have been given to those um outofstate programs that are interested to come in like you mentioned Spalding but because people are not being careful I I'll be uh I'll be polite they're not being careful and so we have to say um you know this is what the expectation was that you agreed to and but you're not fulfilling your part of the bargain and so let's fix this so we can move forward and not have these problems. >> I certainly understand that and I certainly understand that it takes a lot of time and and we do have bad actors not just in this area but throughout throughout the state in in many different professions and stuff but to then penalize everybody for some of the bad actors like in the case of Spalding did they not turn in the syllabus?
Okay? So that's why I'm here. But I just want to make that really clear that no one's throwing anything at a this is these are these are costs that I've said since I first got here that we're going to be, you know, accumulating and and we were there. And our biggest problem right now when we talked to the auditors there, I probably shouldn't say this is we don't even know if the 30% is going to be enough when January comes. That's the greatest fear they're saying now because as more districts are pulling out of the state plan we have to pick up that cost. So we're very nervous with that. So. Thank you. Progress. Thank you, Dr. Tomko. Uh again, this was a very difficult decision and I appreciate all the work that the finance committee put into it. Uh it was not the direction that I wanted to take with this particular increase.
So, when it comes to it, I will vote no, and I'd encourage other board members to vote no, as well. I would like to see fully formed policy that every board member understands, voted on at a future board session. Board meeting after we have an appropriate work session. Additional comments or questions? I'll do a roll call vote. Mr. Major, how do you vote? Absolutely. Nolan, how do you vote? Aye. Chair votes nay. Ms. Lloyd? Aye. Mr. Glick? Aye. And Mr. Schulz? Aye. So, that motion for the new agenda item 9E carries 5-1. Number 10 on our agenda this evening are the two human resources recommendations. Actually, I think tonight is just one, 9A. There's no I'm sorry. 10A and no 10B. Correct. Dr. Stallbaum. Yes, thank you. The 10 human resources consist of four retirements, five resignations, and one leave of absence. There are no additional personnel recommendations this evening.
I mean if it's just a matter of adding the the agent to the list who gets it distributed. Um then we or she can decide whether or not there's something out there that want that she wants to look at. And um you know then we know what's going on out there without having to go out there every day. Uh how about we make it uh bi-weekly? Is that okay? just a weekly construction schedule report just seems like um sort of overkill for where there's going to be already a bi-weekly report on the monitoring during the entire time that the site is not stabilized. >> What is what is the condition under the ZBA's set of conditions for this? Anything? There's no um ongoing monitoring of the same kind within of the same type within the ZBA within the comp permit. They they do have the ability to um hire a consultant to review plans and ensure that the project is being designed and built according to the plans.
Did they refuse to turn in information? >> Um I to my knowledge Spalding hasn't made inquiry yet >> because they were told there was a moratorum. >> I I don't know. >> Yeah, that's my understanding. So that's that's like the chicken and the egg, right? Oh, well they didn't apply or the teachers that got the degree got their certification from Spalding but were told >> they said oh >> Felicia said oh that they they didn't even apply. Well, they didn't apply because they were told they couldn't. Right. So that to me that's disingenuous when you say oh they we didn't get any applications or how how can they even put in when you're saying that it's a mortorium right so they didn't even have the opportunity but it concerns me that we're putting a moratorum across the board and not even looking at those areas that we have shortages in that we really maybe should consider a couple of them because you know excuse me they're they're not all bad actors and you are going to have bad actors no matter if you have moratorum or questions.
However, we have fared much better than many other districts throughout the state. So we're really appreciative of that. And we worked very hard to maintain the programs because we have excellent programs in Garfield and I strongly encourage parents that are using charter schools to reconsider their enrollment at Garfield because we have excellent programs available to their students, if not better. And um with that, I want to wish everybody happy holidays. Mr. President, I just want to say something. I went to a show here at the high school. Uh I'm sorry, but the talent show was amazing. The auditorium was full and that is what we want. We want uh to the parent that said, I can't remember who was I think it was Danielle. Parents need to get more involved. Maybe that that that's maybe some of the answers that we need, right? And I don't mean to cut you off, Mr.
I request that you please approve the human resources recommendations as presented. Dr. Stallbaum, is there a motion from the board? I move that we Thank you, Mr. Glick. Thank you for the second, Mr. Major. Roll call vote. Nolan? Aye. Chair votes aye. Ms. Lloyd? Aye. Mr. uh Mr. Glick? Aye. And Mr. Schulz? Aye. So, that motion is carried 6-0. Board input and review. Mr. Major, we'll start with you. Yeah, I got a just a couple of things. One thing, congratulations all the teachers that were in here earlier. Uh we very much appreciate all the effort that you put forth in the classroom to help our our children or the young future citizens of this great country. So, we thank you for that. Uh also, congratulations to uh soon-to-be new principal Mocas. And uh you know, my daughter went to Richards, so I know that uh that's a very good school, and you know, Mr.
Um but there isn't the same kind of ongoing monitoring requirement. >> But there is for blasting. There is for quite extensive blasting. >> Absolutely. to the commission. The language I have written down is a construction schedule will be provided to the conservation commission or its agent um at the pre-construction meeting as well as submit uh bi-weekly schedules throughout construction. I apologize for word smithing as I'm reading. Um the this schedule will include the dates for blasting and any changes to those dates shall immediately be provided to the commission or its agents as well as the dates that excavation and installation of storm water basins shall occur. Um, I would just request that instead of uh saying throughout construction that it be uh until the site is stabilized, construction could continue, you know, for a year or more uh after all the soils have been stabilized.
>> Um, thank you. Thank you for being here in person. We always appreciate that. Thank you for making the time carving it out to be with us. Um, I noticed on your resume that you have served on both uh HSTA and HTSB. Uh, and so you come with um a wealth of knowledge and experience which could be good and it could not be good. Um, but let me ask you this. uh what specific changes would you support to either expand the pipeline um or remove barriers that conflict with traditional standards cuz I think it's fair to say that you are a part of those original standards. >> I would say um as as we sift through some of these as Senator mentioned bad actors um being able to open it back up again um as I'm not sure when that can happen but the the end of the moratorum is this year.
President, but I had to say this because this is the second time I went to a show and it was extraordinary. It was awesome. It was amazing. Music is part of another language and it helps our students. So please, we're going to do everything we can. But again, to Mr. Miko and to uh the music teachers, uh middle school and everyone, thank you. Again, Ms. Danielle, I do want to emphasize parents are absolutely part of the solution for our educational system to move forward. Cuz you could teach they go home and the parents got I know they're busy. I know they work two jobs or three jobs. I was that parent that worked two jobs. My wife worked one job and it was very difficult. But nevertheless, And that's something that we have to try to continue to to talk and understand that we are a working class community where most parents probably work two jobs and it's very difficult.
Sprong has left some big shoes to fill, and I'm sure she'll do a great job. And then the last thing I have, um on Thursday night, uh there is going to be at Central Middle School from 5:30 to 8:30, an event uh fundraiser for the robotics teams from both Smith and Faureia, who qualified for the world championships in uh April on the 27th through 30th in St. Louis. Uh these um these students and their families and teachers that are going to be with them, uh the students need all the help we can get uh to generate some funds to help them travel. Um sometimes travel like this is a little bit difficult for some kids, so we need to see if we can get a bunch of people out on Thursday night to uh help support this good cause. Um They're They What they really like to have is people that would like to participate as though this they were the students uh driving the robots and participating in the games that the kids would, um just so they can get a feel of like what the kids are doing.
I don't and you know I think that's uh reasonable for the the reasonable purview for the commission. >> We don't care what's happening inside the building. >> Correct. >> Any further changes on that condition. I will scroll back down to condition 29. So on this next condition, Becca, I had sent um a modification to the to condition E, which uh I just sent earlier this afternoon. I'm not sure if the >> reflected in red on the screen. Um, this language changes the authority of the erosion control monitor um from having the authority to modify existing controls um or um additional controls as they deem necessary to the erosion control monitor may recommend modifications uh to existing controls or the installation of additional controls they deem necessary. Uh it also adds in the language that the applicant in con consultation with the project engineer shall implement the recommendations as appropriate to maintain compliance with the order of conditions.
