So when when that comes available we'll be able to say yeah doors open um bring your inquiries and we can start the process of give us your letter of intent your plans documents relating to say the counseling program from Spalding. Do you think it's fair to potentially um push up the moratorum discussion on a closer date agenda to see if that might be something maybe >> I think Dr. Soros mentioned that I think uh it's it's worth a conversation with the board. Yes. >> Yeah. Yeah. I definitely think um you know any kind of barriers we can remove um would do one of two things. It would give uh the people that are within the system or want to be in the system hope that there is um a pathway >> uh into solution driven programs. Uh and and then also it will um I guess uh the ones that are currently here it will also give them encouragement to kind of stick with the program basically.
But we got to try to figure out how we can convey that message. So uh sorry for the interruption, Mr. President, but I had to say that. I just didn't want uh uh these kids to not be recognized for the amazing performance they gave. And uh again, thank you and have a happy Easter. So as I was saying, I would encourage charter school parents to reconsider what we offer here at the uh Garfield school district. We have excellent programs and uh we did our best to maintain everything that we have, if not improve it as we go along. Uh we are trying to monetize uh or find different revenue streams. The cooperative was an excellent opportunity to get a little extra cash flow into the Garfield district and um I appreciate Dr. Tomko working with that. There are other things I can't even think of right now that we've been doing to try to get some more revenue here and and keeping any increases to the absolute minimum if if at all possible.
So, it's it's a good way to be a big little kid. It's a good way to support a good cause, and uh even if you can't go, I know you can send a check to Smith Elementary, uh and they're collecting the money for the robotics trip. So, thank you. And and one last thing, thank you uh to those of you that voted to support the teachers tonight. Again, you know, we're hopefully we'll uh do everything we can to help ensure their safety in the classroom. Mr. Major, I'll I'd like to point out that I vote for the teachers with almost every vote here. And I think I voted for the teachers tonight, as well. Mr. Nolan? Aye. I was going to say prior to you saying that that um every vote that we do as a board is is for the teachers, so I I want to echo that.
the the the you know the concern here is just we can't obviously have uh some third-party consultant kind of unilaterally deciding uh what erosion control measures should be implemented um without having uh some kind of approval process with the applicant and the owner. Uh so we're not at all opposed to we know we have to comply if there's non-compliance obviously we have to bring uh uh address any issues. There's plenty of language already within uh prior sections that we've talked about where the monitor will bring any issues to the attention of the conservation commission. Conservation commission we have to comply you know with uh the order. So, this is really just trying to um properly outline what what the authority and the the role is of the erosion control monitor. They don't just show up on site and say, you know, um you have to implement this that or the other thing.
Um so I think that you know that would see being an important move is lifting the moratorum. I think if enough of the board members um make that request that it might be possible. Very good. Thank you. Go ahead. >> So I guess at this point you know what is what is your feeling of the legislature getting involved in what has traditionally been something that the standards board has you know been tasked with doing? For example, you know, I think the legislature is being asked to revisit the emergency hire situation, right, from 3 to 5 years. That's traditionally been in the realm of the standards board. And I think you you you put in your your your um questionnaire that, you know, you've been through some of the executive sessions, right, for fourth year permit. >> I think when I take a look at your agendas, you know, there's there's number of executive session things that are happening.
So uh I want to thank this board. Thank the administration for the hard work, the finance committee for what they've done to try to coordinate and go through all these numbers. And uh with that, I'm going to ask for a motion to adjourn. I'll make a motion. Uh I think everybody did. Can I get a second? Everybody did a second. I'll second. All in favor? All right. Thank you.
But, I also want to um congratulate the um teachers of the year from each of the building and buildings, and also um thank the committee that worked hard to make some of those tough decisions and the time that they put in um in that process. I also want to congratulate the um chess team from Parkside for coming in fourth in the state um in a um chess tournament. I don't know if we've participated in statewide chess tournaments before, but um if not, it's a it's a great start. And also, in terms of chess, the Parkside chess club, I guess it's a club. It's it's a club with about 80 or 90 members. Um they are hosting for the first time their own chess tournament um Saturday, April 11th from 1:00 to 5:00, and Saturday, May 9th from 1:00 to 5:00. I think maybe they're different levels or different grades, but um anyway, if you're interested in chess or you're curious about what's going on with some of our schools and uh um chess initiative, that would be a good time to check it out.
Um, and I'll let Will Park uh, you know, we can talk to some real kind of world, uh, examples of, you know, these modifications are made in the field all the time. So that's that's not something that's unusual. I think it's just the idea of the monitor having a unilateral authority to change something. It it has it should be tied to either a problem or non-compliance with the order. Again, it's kind of just the same sort of theme here. >> What about changing may recommend to shall recommend? May seems not very decisive. You know, I also have a sort of another compromise to this that I can I'm happy to share or or kind of talk you through it. So, I would keep the language that's in place uh within the existing condition and just add Um, the erosion control monitor shall have the authority to modify existing controls or the installation, I'm sorry, or additional controls here or she deems reasonably, so just adding the word reasonably necessary in order to bring the project into compliance with erosion and sedimentation controls.
And I don't know what signal that really sends to people of you got to come before the the standards board and go behind closed doors to really make your case to get a fourth year versus making a you know more administrative pathway with with clear parameters. Um I think because of that frustration the legislature has been asked to opine and and create a law. Um I don't know what what is your thought because my thought is that I would think that that's in the standards board um you know job description but when there's a failure to act then the only place to adjudicate that is coming back to the legislature now we we're kind of starting to take your job and how does that make you feel and what do you think where does that put the standards board? I think it's a partnership um because you hear from the public when we don't necessarily do.
Mr. Nolan, Ms. Lloyd? I don't have anything that's not already been mentioned. Just really proud of the incredible teachers we have in BCSC, and um congratulations to our teachers of the year. Thank you, Ms. Lloyd. Mr. Glick? Uh yeah, uh Mr. Major already got the Bosses, Bosses, and Buddies Gateway to Worlds event on Thursday at Central. Uh all I'll add to that is checks can be written to BCSF with the memo line robotics team {dash} Vex Worlds, and donations and checks can be mailed to Smith, as he mentioned, attention BCSC robotics. Um and then also, Thursday during the day, all fourth graders will be attending Ag in the Classroom or the Ag Expo. And uh as I believe Ms. Hill was talking or was mentioned about Ms. Hill that they had piglets come to the her classroom and everything, so all fourth graders will get to go out to the Bartholomew County Fairgrounds and see uh actual livestock and everything, so uh and they'll learn from all sorts of things.
So that's a new sentence there. So they have to deem it reasonably necessary and it has to be in order to bring the project into compliance with erosion and sedimentation controls or uh into compliance with the order of conditions and I will just say this is a very strong condition. We don't have this kind of condition where someone can just unilaterally say you have to do X Y or Z on your project site in in any project that we've ever done. We do have conditions already that we discussed where the commission can say you need to do this because we've seen that this isn't working. >> Absolutely. And the commission always has that right >> and the erosion control monitor uh is working for the town. So, in the event that the erosion control monitor says, "I think you should do C." And you say, "Yeah, we don't think we need to." The erosion control monitor will presumably tell us, "Hey, I told them they should do C and they're saying no." Then we could take that up.
So coming coming together to say this is an issue but also the EPS play a a role in that. Uh if they're not able to get their people through the program in the five uh the 3 years then that becomes a problem. For the most part, I would say that executive session doesn't really have to do with folks who are asking for um an extension. And we have had upon occasion someone someone saying um I'm requesting a suspension of the rules because I'm coming to the end of my three years and I'm not going to finish. I need one more semester or I need additional time because of uh health concerns. Maybe it's family health issues, but typically the executive um session items are where people have um violated, you know, uh been inappropriate with KSA, let's let's say, or they were terminated, but they're not recognizing the termination.
Uh last year, they had a talk about apiaries and bee uh hives and everything. In fact, I will be delivering a class on tractors. Um so, I'm sure I'll caveat or uh captivate the the audience on that one. Congratulations to North Gymnastics, as well. Um to the teacher of the year. Um and of course, I've gotten to know Ms. Mocas over the last couple years at at Parkside, and I I joked with her that keep in mind it's uh pending board approval, and she uh she at least got a good laugh out of that, so um she will do great things at Richards, as she's proven herself multiple times at Parkside, and just great foundation there. Congratulations to Cria Hill on the Edna Folger award. Um and then I just wanted to say thank you to the tech division, the BCSC tech division, on everything that they do, um especially where we are, where travel is very difficult at times on them, and they are able to come, set up, and tear down when we go mobile on the road, if it as it were.
Correct? It's just slower. So the change in language with this latest proposal would instead read, "The erosion control monitor shall have the authority to modify existing controls or additional controls they deem reasonably necessary to bring the project into compliance with the erosion and sedimentation control plan." And I added and this order of conditions. The erosion control monitor shall ensure that any erosion problems are addressed immediately and shall notify the Ashling Conservation Commission of any problems that occur. >> Should that be or this order of conditions? >> It would just be the section that's currently highlighted in gray. I can accept that. >> Yeah, I'm hopefully it doesn't get to the point where this monitor is making decisions like that in the field that things are going to be buttoned up and stabled and done properly to begin with. Yeah. Or if they are, hopefully it'll be obvious to everybody that yeah, that's the right thing to do.
So it's more that that kind of a situation where we do have to protect their confident uh privacy and and keep things confidential. Um so the board is open to looking at those cases where the individuals are saying yeah I'm one of those people that needs more time. Three years is not enough for for whatever the reason is. And so we >> But doesn't that take a suspension of your rules to allow that to happen? >> Yes. Yes. And >> and why so so do you feel that that's the best way to approach it is just having to suspend the rules to give them the fourth year? >> I I think that because most people can complete their program in three years that looking at it in those instances on a case by case rather than saying uh let's let them have five years to complete the program.
And so, thank you for everything you guys do. Um we couldn't do it without um And then also, thank you to Ms. Bush for getting up and and speaking to the to the group. Um it's never easy, and uh good luck to you in your candidacy. It's it's not easy. So, that's uh everything that I have. Yeah, I just want to reiterate, I mean, being on the far side, you you all the congratulatories are already taken, but congrats again to the teachers. I had actually two classroom teachers represented amongst that I have personally had, and such great great people, and great taking care of the students every day, and their their care for the students and their outcomes. I also want to say congratulations to CNH or the North High School Gymnastics. Uh it's been a long-standing tradition of their excellency, and I think it it's almost an annual reoccurrence at this point um at that podium.
>> Uh, moving on to 22F or sorry, 29F. Um, this is mostly language changes um referring to the monitoring period rather than construction. And this refers back to a language change from earlier um and just cleans it up. Um it removes that summarization of the work has been completed but keeps basically everything else. Um however it does remove um a status report on uh problems progress on construction grading changes in construction schedule to just be um erosion or sedimentation control issues um actions taken to address such issues. Um and any other recommendation for specifically erosion and sedimentation control site management rather than site management as a whole. >> And we can add back grading here as we did in the prior condition to be consistent again with the scope that we agreed to in the prior uh condition. There any comments from the commission on that?
The more quickly they get through. Of course, we don't want them to do it in one year because it does take time to learn content, pedigogy, and those other kinds of things. By setting a three-year target, we're getting them better prepared rather than to say, "Oh, take your time. Five years." >> You're getting better quality. >> So, what if they don't decide they want to go through the process until you're two or three? >> Um, I don't >> You're an emergency hire, right? And then you're like, "Okay, well, I'm just going to do emergency hire for a year." Then you're like, "Okay, then you know, maybe at that point I want to start the the teacher prep program maybe at year two or three." >> My understanding is that they have to show progress all the way through. It's not like they get to wait until year two or three.
Um I do ask that board leadership um would consider in the next meeting a policy amendment um regarding working sessions. Although I do believe it was in good intent, I I don't think it was ever intended to not be done expeditiously ahead of the next meeting, so I'll introduce that prior to the next meeting. And then finally, I would like to see the administration present um the redistricting priorities to the board. I I saw them in the paper, and I requested them after I saw them in the paper. Um however, I think it would be good to have that back-and-forth dialogue, because what I'm hearing, and I'm I know I'm sure others are as well is not exactly match with what was presented at least in that initial article and the subsequent PowerPoint slides, but I think it would be good to have that dialogue.
>> Reasonable. >> It it Yeah, I'm okay with that. >> I'm fine. >> Uh the commission typically requires bounds in condition 30 along the 25 foot no disturb zone. The no disturb zone was in that language waved by the ZBA. However, the ZBA did require a 25 foot vegetated buffer. Um and so that language has since been uh changed accordingly in this condition. The applicant has clarified the location of that buffer. And then the additional language that's highlighted in yellow here is specifically calling out that additional signs um in addition to the ones shown on the plan sheet will be placed on the chain link fence proposed along the parking lot near the trash enclosure adjacent to garage number seven. garage number seven um or the trash enclosure, excuse me. The trash enclosure adjacent to garage number seven is at the top of the the slope that goes down to the wetland.
