2021 6 million 307 997.66 and transfer from concentration account interest 530.95 mmt dt balance on november 4th 2021 6 308 528.61 in total operation operating cash balance 9 million one thousand seven hundred and twenty point fifty two can i get a motion to approve still move second any discussion this question is now closed so roll call fitzgerald yes miss disler miss morata mr lamontagne miss marmal and mr cirillo chair welcome yes you're robbing your phone john nice consolidation uh conciliation report in regard of funds revolving fund um you have in your packet any questions on the funds no and you have a copy of the budget report any question on the budget report leo okay you also have the oped quarterly trust report in your packet and we have um i don't think you have i'd like to bring up uh one informational well we're looking for a vote actually for a line to add a line item in the revolving fund for the food bank revolving account so we've been getting some donations for our food bank revolving account but we don't have a line item specific for that account so we need to uh the committee to approve to have a line item so that we can put those uh donations into that fund and get that account can i get a motion to uh to add the line item into the account for the food fund yeah you got a motion for approved by leo second in my maryland any um comments two roko miss fitzgerald yes mrsla miss morada mr lamontagne yes miss marmal and mr cyrillo cheryl chess um [Music] donations none um articles and ability assistance saw at north andor camp john so we just we had some students that participated in the what's called the ability assistance show at north andover uh cam so taylor maloney and i.t junior jacob dinsmore gave back to the community and gained valuable professional video tv production skills as they taped the abili ability assistant show at the north andover cam uh they did a great job um i'm not sure uh if that's on tape but i'll do some research if that is i'll give see if i can get you a link so you can see the taping any questions you know at this time public participation is open we don't want nobody for public participation or the station is now closed superintendent report contract on tracing contact tracing badges john just on a follow-up from last week that frank asked to put this on the agenda the contact tracing badges we had decided um because um students were no longer going to be social distance uh at a distance that was reasonable in order to make the contact tracing badges effective that we ended up not ordering the badges i personally forgot that it was in the opening safety protocols procedures that the committee had voted on so i do apologize for not having brought that back to the committee once we did that never gave it a second thought so that was on me so i i do want to extend my apologies for not having brought it back for a vote comments miss marvel so the question is does a vote need to be taken in order to remove it from the reopening plan that's where where my my confusion lies since we had voted to approve to have that on the reopening plan it was never it was never done to begin with so wouldn't it have to be removed or discussed as to um i believe you already gave explanations uh to the reasons why but from my understanding i think we would the committee would have to vote in removing that from the reopening plan is that correct so yeah correct um yeah correct well we questioned for a motion but before that i want to hear everybody else if anybody else has any comments if you're all done okay anybody else so i have a couple of concerns especially in lieu of what's happening in boston and we had they had to shut down the school and go remote what is our plan right now in case there is a similar or close to a similar of an outbreak how we're going to be notifying the staff anybody that's close contact and what is in the plan to to resolve what is close contact and what we should be doing for the safety of the people that are in that classroom in close contact to that particular person for the staff and anybody else that might be close contact if we don't have the badges to um to determine how close a person was for close contact yeah so even with the badges they would have been ineffective because if you had the badges and you would go on a computer to see who was a close contact you would have you you would possibly have 100 students that were close contacts just because the students were no longer within six or no longer apart six feet or greater or even three feet or greater uh at this point in students who were students or staff members who were if vaccinated would not be considered close contacts what we do is if a student um any students that we may suspect uh has been within somebody that may have had had contact with someone that with the virus those those students are uh can they would be coming in and tested for five days every morning for five days to test and stay um in terms of i can bring back to the committee our uh the um covert team will be meeting again and uh looking at this further given the situation in boston uh and coming up with do we need to make any changes in our in our protocols and procedures uh if at this time we think that we're having some issues i do have a covert report as to how it's been going in the school uh that i i've actually been going pretty well in the school when you look at the numbers considering that we have 600 students so we've had a total number of positive report reported to the nurse this school year so far 21 students that have had covert that doesn't mean that they've all been in the school but 21 students have been identified as having covert which is a small number given that we have 1600 students no in-school positives from another positive so there's been no school transmission from what we've been able to tell from one student to another within the building given a student that may have been tested positive and have been in contact with other students there's been no evidence of any transfer of the virus from one student to another from being in the building there have been 50 total students in that are in our quarantine list in some capacity or of isolation or quarantine from what we would consider uh what the we consider close contacts if we know in fact that that student was a close contact uh within a specific space and and did not get the vaccine they would then become a close contact and they've been isolated in quarantine a total number of binex rapid tests performed for symptomatic students and staff is 151 so we've tested 151 there have only been three positive rapid tests at school two students and one staff and all the testing that we've done seven students have i have done tests and stay unvaccinated school identified closed contacts which means they have rapid tests first thing in the morning for five days 35 tests total a lot of students are still coming to school sick when asked they have been sick for multiple days so then we at that time would do a test when they come in sick if we don't have a permission slip then we would call the parent and get permission to do a test on the student so at this time it's been manageable biggest challenge we've had is we have had a lot of students trying to the nurses trying to deal with the amount of students coming in sick and having to deal with some of those issues but there's been different various reasons that students have been sick but overall it's uh it's been very i would say has worked out successfully in the protocols and procedures we've put in place to this point any questions mr since we're on the general subject of covid what do you happen to know what our percentage of vaccinated um people in the building is including staff and students so i i don't have the exact number uh with me uh i can get that for you and actually email it out to you uh our student population uh that have been vaccinated i believe is somewhere around 55 to 57 percent uh staff i'm not sure on the numbers but um i believe it's in the 80 but um the last that was a while back so i can get those exact numbers for you and email the school committee what those exact numbers are normal so superintendent my concern is that the committee approved for the investment of these badges which i'm assuming is a hefty investment uh because of the explanation that you gave regarding its purpose and the value that it would bring for its use so the minute that you found out that it was actually part of the reopening plan wouldn't it be the school's responsibility to um immediately use the badges or from my understanding is it that we don't have enough for all students besides all the other factors that you have mentioned but is it that we don't have enough badges for all students as well and secondly i did wanted to briefly mention because you stated something along the lines regarding vaccination like even though from you know even though those who are vaccinated you could still uh receive and transmit covid so being vaccinated or not i don't think that that that would be able to uh it should be used as a justification to not use the badges um and lastly i'll finish off by stating that i will feel comfortable if we do have to make a decision to vote on removing the badges once we do receive the report that you mentioned um and we have more details regarding you know regarding validating no longer having it in use okay so when we started the school year the badges that we had in the past were no no longer in effect because the time frame in which we contracted with the company had ended last june so we would have to renew a contract for 600 students to first purchase the badges and then then purchase the software which is what a monthly fee would pay for each individual students and given the fact that they would no longer be effective in uh doing what we wanted it to do in terms of identifying who those close contacts were at a time when um the protocols and procedures were set at six feet protocols up for uh social distancing without that as part of our protocols and procedures at that point then made those badges ineffective because students would be in close contact with many students and would be very difficult to try to manage the number of close contacts within all the badges for that many students it was uh and the cost was uh some very substantial in the if i'm trying to remember what the cost was but it was well over two hundred thousand dollars if i remember right to have the badges for something that was not going to help us in determining and keeping us safe at at the level that it was when we initially used them and back then we had less students and it was more manageable to utilize a tool like that so i personally would recommend that we not proceed with purchasing the contact tracing badges at that kind of a cost when it's not going to be effective it would be doesn't in my own mind make sense to spend that kind of money on something that would not benefit us and keep us safe at the level that would make sense but i can bring you further data on our plans for future uh safety in terms of reviewing uh again what has really worked well for us and what's not working well for us we convene the cova team i think we have another meeting next week when we bring the team back together we can look at all the data and we can bring back another recommendation i can bring back another recommendation from the covet team to the school committee before they make that final decision on the badges mr yeah i just want to follow up on vivian's concerned and some things that i heard so we do have some badges we don't have them all we didn't buy them all correct i'm sorry i had my microphone on so we do we bought some budgets initially but we didn't buy the rest is that true we had badges but we no longer we would have to re-lease those badges in other words we had to repurchase those badges they were only good till june our contract so we'd have to purchase 1600 badges if we were going to do all the students so knowing that we were talking about 200 000 expense in situation if i may say that way how is it that we forgot to just bring it up to the committee that's one question also just to follow up again we do need to see what is because i i know mr xia asked what's the what's the protocol that we're using in case something happened but i i'm i'm not sure i you said a lot of stuff but i didn't hear the whole protocol so i would like to see that coming to us what is what is it that we're putting in place and we need to remove the batch portion of it within that so that we can go ahead and you know approve and emotion and approve it john until next meeting i uh i will bring you up to date on all the new protocols and procedures there's been changes from the department of education over the last few months uh and we've made some adjustments and changes to the covet team i don't have everything in front of me right now to go into detail when and how we made these changes but i'm happy to bring all that to the committee next meeting so if the committee so feels as though still in our best interest purchase the badges and you know that would be up to the committee to make that decision once you have all the details and information i'll also do a little more research in terms of contacting the company and seeing uh if there's have any um recommendations or suggestions to make those uh tracing badges effective in the way that we have our procedures and protocols today maybe there's some way that our system that they have that we're not aware of so i'm happy to try to do a little more research on that as well but given what information we had i believe it was in the best interest of the school not to purchase those badges at the time was that's why i made that decision at the time the thing was that you made the decision but we didn't know about it and i think that's the big that's the whole thing that the badges were part of the opry opening plan it's in it was in place because we decided for that and it never it was never brought out here and i understand you brought the explanation today for that but i think we're just going out of the whole subject where it's not that we want the badges to be implemented it's just that it's part of the implementation and we never move that removed that from the whole plan that was approved uh you're absolutely right and that was on me not having bring that back to the committee when that decision was made i know when the committee made the decision we had different information and you were operating under a different set of protocols and procedures when the decision was made to continue to use those badges after you made that decisions protocols and procedures changed which made them i believe ineffective but i didn't bring it back never really gave it another thought as the year continued and so yes that's on me for not having brought back that to the committee to make a new decision based on the new information that we had yes marmol um do you mind um reminding me did we hire any con what is it called contact tracers due to the badges and if that was the case were those positions terminated considering that uh the use of badges is no longer in operation john so we still have contact tracers but contact tracers weren't in place because of the badges that was just a tool to help them determine who may be a close contact so we still have contact tracers that i think since the beginning of the school year have put in about a total of two hours have not put in a substantial amount of time in terms of doing uh contact tracing beyond the school day in terms of and the work that they've done is mostly inform doing informational in terms of giving information to to parents regarding any contact tracing that we contacts that we thought may have happened and the parents needed to be notified that may have happened here in the school but we've as i said have had no evidence of any uh transmission of the virus to another students who has been in in school and within close distance of another student okay so for for the next meeting bring back more information on what our plans procedures are and as right now i definitely have to go back and review dusty's guidelines but i don't i don't remember anywhere in destiny guidelines saying the person was vaccinated was not considered close contact but i could be wrong bring that as well and what would be the price that we're talking about for the the badges and monthly fees um so i'm gonna be looking for motion table discussion ms fitzgerald i'm not sure what we're tabling the removal of the um the badges we're not removing it so we're not amending the policy right now because the open the policy what we agreed for reopened was with the badges included so just for my clarification that we're making a motion to table changing the okay any further questions oops miss fitzgerald miss disler miss morata mr lamontagne miss marmal and mr cirillo chairwood yes um co-op report superintendent thank you marilyn leo usually correct me when that happens december calendar mr superintendent so you have a copy of the december calendar right now it shows that we have two district committee meetings in december typically the committee votes to only have one even though we have two so right now it's on the 7th of december and the 21st which is four days before christmas so typically in the past the committee voted to not do the meeting on the week of christmas actually i'm going to be looking for a motion to to to um amend to that one day uh removing their 21st um got motion by from leo gonna get it a second second by miss marmo maryland i was just going to throw out the idea of instead of having it on the 7th have it on the 14th where we have a meeting on the 23rd of december that would give us in case there were large warrants or anything and i'm just it doesn't matter to me which day it is but that would be kind of like in the middle unless someone knew that they were not available that night it might be better in terms of information that we would be getting you want to do on the 23rd 14th no she returns the 7 to the 14. you meant in your motion any further discussion so that means we'll be meeting on november 23rd right no no i'm just i'm talking a lot so we're gonna be okay one month so we're gonna be without meeting for like three weeks if we put up for the 14.

um mr ma i have a question around our um i know we've we're continuing to look at the capacity by site so seat capacity um do you already have a report or can we quickly get together a report of each of the campuses kind of from a master planning perspective how many classrooms how many meeting spaces if there's an auditorium the acreage of each site so as we we look at number of students and we look at our our goal of having these strong base programs so that for example every elementary school would have um a parent room it would have a special ed room it would have each of these kind of specialized rooms um do you have that um handy was that something we can get um before thanksgiving um yes i could work towards that so the capacity that we have in front of us identified as walking each classroom to identify how many classrooms could be utilized for space and then we subtracted four classrooms um one for a parent resource room one for a preschool what was it three classrooms i'm sorry there was more at the face i think we did okay i thought doctor rolls just in general i'm sorry i believe she's referring to the high school correct i'm referring to all schools all sites so here this is just number of c right um to make it more tangible right so school campus a has 20 classrooms uh a space you know or it has 25 classroom and in our reorganization 20 of those would be general classroom spaces the 21st would be the parent room the 22nd would be the special education room the 23rd would be the library something like that the 24th would be the vapa room or it's the science lab just so it becomes more real so when we say we're talking about every um elementary school having these rich programs where are we going to house these programs so yes then then to latasha's point uh right now the way the capacity was was built was uh counting every room that can house students and then subtracting four rooms to be used for other other things so we have for instance uh the innovation lab we have a parent center we have a library um we didn't quite specifically you know pinpoint but we said okay we let's do additional four and i believe at the high schools that could be wrong with tasha i think we said six yes at a minimum yeah but i mean we can put that on paper and i i'm pushing a little bit because i think we've talked about it generally and we agree that we need these auxiliary spaces and when we write it down it's a it's a commitment to say yes we have these are for regular classroom use and these are our auxiliary uses and we're built and we're going to then ensure that each campus has the same type of auxiliary spaces because we think that's important yes 100 so yeah every every capacity that we have put so far subtracts four rooms at the elementary level and six at the heights below so when we look at at adults and 489 capacity that means 489 can fit into classrooms but we still have four empty classrooms that we can use and repurpose for something else will you also include the multi-purpose space so if there are indoor cafeteria spaces library spaces i mean i'm thinking of rainy day spaces that are not in the classroom i don't know if all of our campuses have that type of large multi-purpose space do they every single campus has a multi-purpose cafetorium so every every campus does have have one of those um in terms of the other specs i'm not 100 sure again we can we can we can put that on paper for you and i'm also interested in the acreage of the site and just to confirm is this for every school site that we currently have open or are we looking for those that we are planning to remain open so i can understand every site and i think it's whether or not we're going to use it i think we need to have we need to know the capacity the size and the types of buildings on that fight just to go back real quick to a question that was asked in regards to our measure k fund dollars um uh mr ma i'm going to ask a question that kind of goes back to your to what was on your predecessor's desk um but maybe we can try to understand what what the what might have been discussed back then so in addition to the measure of k dollars there was also i want to say 19 million in state refunded dollars or reimbursement dollars when you say that there's 40 million left in measure k well one do you know what i'm referring to and and two when you say there's 40 million does that include that number or or does that exclude that number that includes that number and yes though what we have done is we use bond projects to submit for other state funding and as those funds come in they are allocated to what is available for uh bond projects going forward so we have a total remaining of all funding sources that could be utilized for bond projects approximately 40 million dollars thank you you're welcome [Music] so i would like to at this time ask my colleagues um what do you guys think about gladstone high school being the middle school or gladstone high school being the high school or vice versa asusa high being the middle school or asuza high being the heist remember remember go ahead i saw your shaker all right i get to go first um from a numbers perspective it seems to make it makes sense to me to have azusa high school site remain the high school site and transition to gladstone high school site to be the middle the unified middle school site as i heard we say that if we combined all of our 912 students to gladstone we'd necessarily have to add a couple of portables you know that's exactly what i was going to say thank you and and yeah and we have a lot of work to do at azusa high school anyway i'd rather have that be for actual upgrades rather than classroom additional classrooms or remember yeah i would i would agree with the fact that the the numbers that we've been presented with seem to suggest that azusa high school makes sense to be the centralized high school classroom high school as a centralized middle school um but i i similar to board member rodriguez pena it's a question i i i do wonder what are some of those other additional costs um that that go into ensuring that the site is is set up um to best house students um so it would make sense to move forward under the under that assumption in my book but but i i would love to collect some of that information prior to you know full-fledged i remember chris gonzalez so i i would agree um and additionally i would just add i think um it would make sense to think about if we are since we are closing foothill middle school how do we utilize that potentially as an annex for azusa high i mean i so when i go to work in long beach every day there's a school an elementary school where the city actually blocks off the street so that kids from an elementary school can go can walk across that street so it's actually closed during the day so so kids can walk across straight to go to their to go to their field so um as an example so think about since we would have a full empty site now right next to the high school how do we then utilize that to think about how do we um make sure there's additional space for zeus so high as as opposed to thinking about now we have to put in additional portables so and and and i'm just putting that as a as a suggestion not saying like that needs to happen but short answers i agree yeah i think that's the beauty of azusa high and foothill being so close to each other because i do know also lincoln high school in the canal they you have a school attached not attached but like across the street where we can utilize um a foothill as part of azusa high i know we talked about also the overcrowding you spoke about last time um you know maybe have some classes there and um yeah and and since i number wise i think that one of the best choices and would foothill middle school provide overflow space if we're doing construction we're talking about major upgrades that we you can't limit those only to summer and winter break and i mean they even have pluto even has two parking lots that i didn't even know but they do and yeah and all the teachers are mm-hmm yeah i i think that um you know look looking at um the majority has spoken and um and we are looking forward to having gladstone be the middle school sixth through eighth is what i'm hearing and this is a high becoming the ninth through twelve high school and one of the things that um i i would agree if we're gonna you know asusa high has has not been renovated for a very very those classroom right i mean you walk into i mean we can we can talk about elementaries as well like paramount beautiful on the outside ah inside it's just not open these are things that we're gonna have to take in account as as we're you know moving forward with this and i would agree but hill would have the you know carry the overflow as we're renovating and upgrading asus high now that we are gonna we are gonna make this that one high school um so commentary a board member i i would like to ask as a request to staff if we were to move forward with that with azusa high school as a centralized high school gladstone high school has a centralized middle school what then is needed at each campus and and based on based on what has already been assessed as those campuses have have been walked now knowing if if we were to to assume that that would be the case what are those additional changes and what are the costs associated with those those facilities upgrades on each of those campuses um that that would be is is what is what is the best way to get that from staff we can we can work on on on something uh to assess what facilities wise what might be needed based on this current recommendation so we'll run with the idea azuza high school will be the one high school grassland high school would be the one middle school and then based on that we can do some preliminary audits to say okay based on this here's some things we might want to consider in terms of facilities and maybe there's a considered list and then there's like have to list and what's a what would you say is an appropriate timeline for that turnaround time i'm gonna let natasha weigh in on that one um depending on how um detail we want to be um if we're just saying high level painting asphalt upgrading restrooms vice versa i can get that quickly but if we're literally saying walk the campus and assess it from top to bottom i would need to work with our architects to do a full evaluation and yes i would like to see that yeah if we went that route of the more robust kind of assessment do you have a sense of a general timeline of what that would take i would need to reach out to them first and then i can put that in my board update if i can get a response before on thursday but i can start with brian and we can walk the campus and just assess what we see i mean we could write that update and i think we could do that within a couple of weeks so maybe before thanksgiving seems feasible that'll be our goal based on our our assessment yes sir can i just have a clarification a question is this also including rebranding are we keeping this is a high school the same and i'm just looking for the aesthetics of our campus that's a that's a conversation we need to have right now okay yes board member career your hands fill up with well just just to share my two cents on that yeah i think yeah since you're already yeah brent branding and whatnot yeah i think that's a conversation that we need to have um i'm i'm really interested again to board member regis paying this point what are those things like the parking lot at gladstone street that we that we were not aware of what are those things that would be helpful for us to know that by moving forward in in this direction the additionally associated costs uh that we maybe don't know now so that that's why it would be worthwhile to wait a couple weeks if that was the case to get to get a more robust uh assessment to have a better sense of those additional costs can we have the conversation about rebranding because that that's something we we don't need to wait for a facility yes i'd like to have the conversation about branding of the high school we did have figures on that at one time correct we yes ma'am right or president are you talking about the costs involved or are you talking about whether we would or would not no no not the cost just the conversation on on rebranding um since since we now have decided that right we're keeping a souza high what will the campus at isuza high at 9 through 12 and the gladstone high campus eight sorry six through um i think it would be in you know a really good uh time right now for us to talk about right are we gonna keep the name asus high at the high school are we gonna keep blackstone at the middle school or should we rebrand and make it a whole new name whole new mascot for the middle school and the high school and i think i would like to add the um have the community and even the students you know um be able to select or pick names and include them and also if there is going to be a name change that we should include the community and include students uh you know their input remember both i'm barely agnostic whether or not to keep the names or go to a new name um i'm more interested in what's going to happen on the campuses rather than what we call it and i don't i'm not meaning to sound crass but i'm i'd like to focus our money and our energy on the program my own personal experience i went to one high school for two years and then they built a new high school and they said okay you live in this side of town you stay with your old high school you live on this side of town you go to the new high school so as a junior i went to our new high school and i didn't it didn't have a big impact on me now yes i got to go to new campus but my old campus wasn't old it was you know we went from a 2000 um high school 2000 uh student high school to each high school was then roughly a thousand students and as a part of the junior class we were seniors for two years but was the new school a new name yes because it was a second high school built in my city yeah yes that was the second high school so that's that's some of the only context i have for changing mascots and changing my affiliation during my high school experience it wasn't a major impact for me really um i lost the program but i gained a program right so the sport i played was no longer offered at my high school but we had an another academic program that i participated in at my new high school so um just you know experience of one it didn't have a large impact on me as an individual board member chris gonzalez so i just i'll just put on the table i'm not in favor of changing names of either school i think it just makes sense to keep it i think um aside from just the fiscal responsibility of you know the cost it would it would cost to change the names one of the things to consider is the impact of changing a name on 50 50 plus years of alumni at the schools and the connection that they have to the school if we do create change the name and now suddenly they may not may or may not feel connected to that school so i i'll just put on the table that i'm i i would i would prefer to just keep the names as is and i'll i'll just i'll just put on the table for just just to kind of for people to stew on um yolanda rodriguez pena middle school um but we'll i'll just put it on the table right on come back i love those kids yeah there you go thanks adrian you know one of the things that i hear what the two board members are saying but one of the things that i want to share with the public right now is that my whole childhood during this whole reconfiguration this is emotional for me i do have some emotional attachment but i'm trying to be logical i'm trying to do what is right for this district this is not an easy task and that you know people that you know what you guys you do one high school two high schools you know please watch the videos i cannot share i'm thinking right now right because i wanted to hear from my colleagues i wanted to see the data right i think i think that this question right because we and i'm sharing this right i've been here for a long time i went to the gladstone my my brothers and sisters went to asusa high and i and i and i hear you you know um foreign history right but but i think i i would like to also ask the community what do they think i would like to ask the students not just eight students that have come to a superintendent roundtable or just the parent i would like to ask the community this is a big transition right so we have the rivals gladstone we have a souza right there's some people that would say i would never bring my kids to a souza high school or we have the other ones that i would never right but at the same time what it comes down to is we're going into one middle school we're going into one high school that this is the reality of this and as we're moving forward yes cost wise right it would be and it would be great to keep asusa high and gladstone names but i would like to know what our community thinks and i also feel though in in fairness to the two high schools you know i mean reorganization this is big yes but in fairness i feel that um we can also start fresh you know i mean i make that backlash by that too but you know we need to start fresh we want to start new schools new names new locations it's going to be this is going to include the whole community of azusa so and we're going to start first we should start fresh that's how i feel board member career so one let me i'll push back on on uh both board member rodriguez pena and president just with this thought if as we look at the resources that we have i think we have to ask ourselves the the cost as we assess the cost associated with rebranding and we look at something like uh president obama we talk about a swimming pool if we were if we're looking at we can't have it all like we're gonna have a swimming pool or are we gonna rebrand and maybe that's not a good example because of the cost of the swimming pool but but in essence to to to rebrand it comes at a cost of other things and so i think we just have to ask ourselves um do would we would we forego upgrades and improvements in other areas for the sole purpose of rebranding and that's a that would be difficult for me to fully get behind depending upon what those numbers were you know i i understand what you're saying but i think we have a community to answer to and i i neither did say that that i wanted a rebranding or that i didn't want a rebranding what i'm saying is i think it's important that we get that we ask our community that we ask our parents our our our students because we are going to display some students i think it is important that we include them in this moving forward this is how would that be done mr thing well we did do a survey and again in all fairness one of the questions was not could we rebrand it but rebranding did come up in the survey analysis through the open ended and so we do have data that was organized and synthesized for us and if we just do a quick look at that um i think most of most of what you will see is not in favor of rebranding now again this was not a question about rebranding right this was and most of if you if you see it um most of it is centered around cost like why would we spend this money uh and then there are some um i think to some about uh if we rename then that's the the whole thing about the alumni and tradition um there's some of that as well mr well do you have the your memo on the rebranding cost i can pull that up right now i have it up um heard on the screen uh yes me create that one over um a little bigger yes ma'am now um if i'm not mistaken this was for the middle school and i think this is the high school here correct starting right there 1.8 million well no it's not 1.8 for rebranding that's correct that's everything included yeah so just for for rebranding 110 for the turf overlay right so it's not the whole the whole field but we do need to redo the turf overlay and then possible athletic equipment and or uh you know uniforms uh banned and all that um again these are just um projections but at one high school or were you talking about um this is one high school in them okay so then the middle school would have to double the same correct right right yeah but to be clear this this table new branding is the logos on the sides of buildings the marquee sort of the the the sign right the gym floor it's the taking up the parquet and having a new logo on the hardwood floor right because we and we just put in new floors is that correct no the correction the gym floor is including the logo and a new gym floor both gym floors need to be modernized would it be modernized at gladstone high school in it was it bleachers it was bleachers both high schools not the floors okay so so just so to be clear you're talking removing lockers and kitchen those are the only two it's around it's about 1.2 million per high school yesterday okay 2.4 for two sites potentially so i'll just add again um now that we're actually looking at some of those numbers i it makes me uncomfortable to look at spending 2.4 million dollars for the purposes of rebranding because that you know in order to do that we are forgoing substantive upgrades to facilities on on across the across the district yeah now that i see the numbers yeah i i do i don't think that financially that we should um spend that on on the two of high schools then we could use it in other um programs or repair because i know i do know like i said we're going to have unforeseen things that need to be done um just like we did the last time we should use that money on on that and just for clarity um i i would i would say that it's 1.8 uh the 2.4 is we're adding the gym floors and the gym floors um we are proposing whether they're with the lean logo or with the old logo that's probably something that we should look at redoing because they need to be redone so if we just take the new branding the 235 the the overlay uh which is a 110 so call it uh 350 plus the 500 850 times two so 1.6 1.7 i'm sorry i would also like to throw in the locker room if you've walked into gladstone's locker room where those are ancient like about a thousand persons we would still need you know and then as we're as we're looking forward to um we would like i mean a souza hype would need some lights for friday night lights as well i mean it's we can if we're going to stay with you know if we're not going to go rebranding and you've already said the data speaks for itself there's other possibilities that you know we we can upgrade our our high school and make it a state of the art school competing with our surrounding district but even at glaston high school though you will still have to change high school right the word high school the market and some of the meanings but wherever there's just a local g we can keep that but anywhere that has the word high school printed yes that would have been would it be changed to middle school if that was the desire of the board yes so it seems like the majority um would like to go ahead and not go with the rebranding yes right right yes okay and that's what i'm hearing and so superintendent uh cabinet that's what the board has decided is to keep the names of asusa high school and gladstone middle school it would be change the buck middle school so the as we're looking for um as we're looking into the mascots ford would you like to go ahead and continue with the same mascot since the i think it makes sense to keep the statement right they they have their the gladiators on there and the aztecs on that is a highway and i i see the majority so that would be the same as we're moving forward with this here um and we're making this as a high the high school and gladstone high school into the middle school and keeping the name and keeping the mask up one of the things that i would like to go ahead and um would like um as we're looking into the programs right some of these programs such as and i'm just throwing this out there i i don't know if this like the baseball team right at azusa high or gladstone uh the football team band poor band they they're their outfits are like they're old i mean that's something that we also need to invest in as you know they just got them oh god was it gladstone azusa has a couple of years ago has new uniforms and i'm not sure about gloves but we're going to have a middle school band so that's something also too you know looking at those programs being able to invest in with this reconfiguration being able to invest in these programs that they have adequate equipment that they have added you know uniform our students deserve this any more comments on the middle school and high school remember both i'm looking at our next couple of meetings mr mall how quickly can you pull together a five-year projected budget based on just the changes we've talked about so consolidated middle school consolidated one one comprehensive high school um and add in line adding in light items for some of these specialized programs that we have on the cost of considerations adding in transportation um what does that timeline look like to look at a five-year projected budget i think that's that's the next piece okay you know we're getting consensus around big parts of programs and some of the site where does that land uh i'm just making sure i understand so we're saying for me to identify all the plans and costs that we will need and then you want me to divide that over the next five years to obtain it or am i just what is what is the five year projected budget the district's operating budget assuming all of these changes happened july 1st okay i think i'm not following i'm sorry if you could say it a different way so um when you present us the budget we look at our three-year budget so we have the current year year is year one year two is the next year year three is the following year when you do the the the first interim and the second interval right so i'm asking for that kind of presentation with a five instead of three year a five year i mean we're we're looking at we're entering into this conversation about school organization one major consideration is fiscal responsibility so as we make these changes to sites and staffing and programs we have to be grounded in what's our budget going to look like in five years are we going to be able to sustain these programs that we're talking about but based on our current funding i can give you a five-year budget we have a actually a six-year nyp already drafted so that would you like me to show but that would not account for any planned expenditures because right now we would plan to use that as a bond funding let me try to say it a different way uh so we have a six year nyp that's based on our current situation right now with 17 schools right but now we know that there's going to be only one high school and one middle school how does that affect the sixth year nyp because now we don't have two high schools and three middle schools correct yes and you know we've looked at some big line items like whether it's 2.5 or 2.8 for transportation i mean we haven't talked about transportation in detail but that's a number that should be incorporated into this to see what it looks like if that's that the highest most conservative projection for transportation and then adding in some of these other costs for example for continuing with dual immersion for implementing the ib at an elementary and at the middle school these costs are already identified but layering them into the projection so it will be helpful and this is just me speaking um so we're not overstating to truly identify what schools will be closing so i can also count that as a savings otherwise i would just be saying okay these are the costs that we need right now for these two schools but everything else will remain whole and i don't think that's what our plan is i don't want to overstate and give inflated numbers but if i knew exactly how many schools would be remaining even if we just say there will be x number elementary we know there's one middle there's one high school then we can look at staff and i would have to work in collaboration with jorge to say okay what will be the savings of staffing will be the savings on programs how much would we have to invest in each program that we're identifying so i can get that but i don't have enough information at this time to produce that i think it's in our best interest then as a board to have that conversation right now i mean we're asking you know we're this is what we have two more meetings and that's it so i think it's in our best interest to talk about these so one of the things that um that we're looking into it is the that we decided is not to have any date at least we know that um one of the things one of the um we have uh we have two elementaries um here which is the second uh because i only see one element here we have two which is ellington and lee and just as again this context the reason there's all incidentally there this came from the school reorganization team that's the only reason right that's that's what i was um looking at this right so you guys need to give me a minute i would i foreign that this is what came forward um you know from the from the reorganization team but again every person who i've spoken to was a part of the reorganization team though they were complicit in the final result i've heard no one uh expressed that they were you know extremely excited about the about the model entirely with that being said um i really think it's incumbent on us as a as a board to to do what we can to ensure that we're not kicking this can down the road so that five years later 10 years later we're needing to have this conversation again when we have the data that already communicates what's what's coming down um you know the pike here with with that being said with as we currently have uh i like two schools that are on the list it puts us at a at a i guess i don't have the final numbers because we have to make make some adjustments but it puts us in the low 70s um if i'm not mistaken the low 70s in regards to capacity and that will just continue to decrease as time goes goes on i think that there that we need to seriously consider at least at least one additional elementary school that we would consolidate um as well um so that we're not we're not needing to revisit this or put it on to the next iteration of the board to revisit this in x number of years [Music] i'd like to revisit my my previous request about the assets at each site but looking at the number of classrooms the auxiliary spaces and also the acreage so when i look at a district map i'm looking at schools in the north the south the east the west looking at if we are consolidating to something like a seven to to reach 70 75 80 capacity how do we ensure that we have room to grow in 20 years when enrollment comes back and that's why i wanted to ask about acreage right what would be our capacity to build up or to add portables or to build out on some of the larger site and that's something that i like to have a better understanding of before looking at just seat capacity per campus and maybe mr ortega or anyone here if you have a sense of which are the larger campuses so not just from a seat perspective but which are the the camp elementary campuses that have more land are there campuses that are landlocked or we could not expand are the campuses where we could expand board member vote you're also talking about fields correct where we can put portables and so forth right okay i mean just as a quick reaction i think um we are very blessed that our schools uh are large are on large properties i'm trying to think of the top of my head right now um i mean every school that i think of i mean we have i mean they are they're in terms of land um we are very fortunate that we do have uh big uh parcels of land again i'm trying to think of i'm trying to run through the elementary schools right now and every elementary school that i can think of has ginormous amounts of land and they do i can testify to that i've been to every school site and do their outside activities and we have plenty i mean if a student goes and plays you might lose them that they're so far at the other end i mean seriously i mean all the schools that they're like they're they're huge so that's one lens and i'd still like to see the the numbers all the land and they're all like and the second lens is what's the status of modernization at our elementary school are there some schools that have been more modernized are there schools that have had zero modernization so as we choose sites to remain open and invest in or sites that we've recently installed or upgraded what does that look like so one of the questions was asked if we did modernization at the elementary school i know that for a fact we did magnolia there was some at odds um and so the there's just um foothill had a full-on makeover full a brand new uh pe locker room from strat um so there's a lot of i know that there's um there's documentation where everything you could what which i've seen it before um where there is duck uh daddy's uh what has been done at every school what is what you know what is the potential um uh modernization they're waiting for and so and that is true and then for most of our elementaries um their modernization included underground utilities um hvac so not so much of the aesthetic um some could have been roofing um but with that i would i mean i will still provide the report but all of our facilities need to be upgraded all of our facilities need to be modernized so no matter what school we select it would be at the point that they all would have to be touched at this time one of the things that i i wanted to bring up was um you know one of the projections that has led us to where we are now right is the birth rate so people are not having six to ten kids like them right or even four kids nowadays you're not having four kids i have four kids we have four kids right but we're the exception as we look forward to i i think it's um you know as we look forward to when we look at this production right one of the things that i heard you say board member beau correct me if i'm wrong is that you would like to keep not go to three elementaries because the possibility of um you know uh birth or or having the extra room for additional for it for something that we may need right growth bro i'd like to consider you know what is our target if if board member agree if 70 is for 70 capacity you feel is too low what is the right number and how many schools you know if we close one more elementary school would that get 75 for capacity i mean what does that look like incrementally and and what is the cost savings we're trying to achieve i remember one of my first board meetings we looked at a projection and i think it was at the time looking out for years we were going to go over a 13 million dollar cliff so is that what we're that's what i'm trying to get to so if by making these changes are we also ensuring that we're realizing the cost savings to do it um yes the quick answer is yes um so this will take a collaboration on on all parts um we would need to ensure that based on the school that we're closing how we eliminate that um we're being strategic about the staff that we are keeping is based to fill need or future programs so that will take um that's a comprehensive plan but that is ultimately our goal so one of the questions was that what does the projection look like if we were to go ahead and close three elementaries right instead of two right here we're looking at two and if we can identify which tools then i can upgrade the capacity what's been right which one 73.71 capacity for model three yes one tka model three one tka do we have a sense from other districts that have consolidated schools what what capacity they landed on i on a low end the percentage has always been 75 percent um but when you start at 75 percent in your decline enrollment district you're quickly going to drop beyond that so the rule of thumb will be typically to try to get your school size to have a capacity of 85 percentage so that way you can project out what programs you're going to implement to attract students versus that decline coming right back to you and you're being below 75 and the projection um we don't have it in front of us but the projection in in what is it four years our enrollment here in our district was gonna be under was it four thousand i would have to get that i don't believe it's that low not four thousand i'm gonna share my screen if if it's helpful uh this is from an um a prior worksheet and so if we wanted to again uh punch in numbers this in a live manner uh would change your capacity right now this is the way it looks like uh from the school reorganization team so you see ellington and lee there at the at the bottom but again in a live manner we could change these changes around and i think these are even older older numbers this is this is now that i'm looking at this this was by when we started so if i was to update them um on our 10-year demographic um for president in four years our projected enrollment is six six one nine six six one nine yes ma'am okay thank you that's looking at twenty three twenty four i guess so 24 25 we're looking at six four two one maybe this is not working that's an old one i try sorry mr ortega would you be able to help us prepare that these worksheet with the different scenarios with the current data and looking at how we can get to 85 capacity yes remember career yeah that similar to that that was going to be my question if what if 85 capacity was our target then then what would that mean by way of school close consolidations or or you know we have two that are on the list is that three three schools at four schools um that were we're consolidating the others to get us at 85.

this is the energy generation side and um you know i think we we need to do a bunch of these things so i i guess i wouldn't support that i also have a comment about the resolve thing that started this i can come back around or i can do that now go ahead so um i think um i'm in favor of of us looking at the options that we have before us because i don't see of the 41 utilities municipal utilities that are out there and the models that we have that any of them meet the the goals that we're trying to achieve um and if you look at the history of them most of them were were done because there wasn't service available to them or it was an economic consideration but in large part um you know the decision was was financial we're we're looking at an emissions based decision tree here um trying to figure out how we can um you know zero out our emissions at the same time maintains levels of prosperity and all the other things that we're doing so to narrow this down to when we're going to look at two options i think or hurts us i think we need to look at how the options fit together so i'll just use myself as an example i have solar panels on my house but i don't generate sufficient energy because of my poorest foresight to be able to meet 100 of my electrical needs so i meet the rest of my green needs by buying power through my green power so between the combination of my green power and my solar systems i get 100 um i think we're going to need to to understand all of these options how they fit together at some point we may want to you know we got a 20 megawatt uh solar system up the street we're putting in boulder colorado showed us one thing that as you start moving down this track you get more leverage and perhaps we could induce dte to offer that to us through their migraine power at a reasonable and competitive discount that would meet our needs at some point or buy it outright or whatever but to say we don't need to look at anything but you know these two options traditional municipalization and scu and that's it i think we're we're cutting off our notices spider face um there's movement on on uh you know community choice aggregation there's there's movement on that last week there's movement on you know how we would do if we would need power purchase agreements or virtual power agreements if dte throws up a bunch of barriers virtual power is an issue we're going to have to understand this and it's part of the of the cost so to to me i think saying we're saying here you know we need to look at a20 energy related emission reduction and clean energy goals that should be driving this and these are the options that we have in front of us traditional municipal seu but all these other things are out there as well my green power itself we need to be able to unleash the innovation side of this program and let us come up with the optimum mix of these things so i'm not in favor of saying oh we're not going to look at these other things because it'll slow it down i you know i'm with chuck i think we need to be thorough and if something if next week something happens on community choice segregation that changes this thing a bit i want to have the i would be really mad if we say well we're not going to look at that we're going to go as fast as we can on this other model because we've agreed to that and we limited ourselves i'm not for limited in fact i'd be open to saying you know the combination of these and other options that impact us in the future i would expect that that missy and her team would look at all options and leave no stone unturned so i you know i appreciate the the drive to you know make this as simple as possible and get it done so we can you know hit the deadline which for for the election november but that's not my limitation my limitation is a two zero that's what i think should be driving us thank you um i think council member dina was next and then edie or right after thank you chair mursky um i'm gonna follow that up by by agreeing um almost entirely with with commissioner cleavy and in part with commissioner huckamaldo i also wouldn't support separating this out um i i as i read and and i welcome kind of other commissioner's thoughts because it seems that others maybe are interpreting this differently but as i read that second resolved clause i took it as as exactly what commissioner cleavy was suggesting which was that you know this is a complicated issue and there are likely going to be multiple solutions that we need to undertake in order to achieve our a20 goals it's not just going to be one that solves all of our problems and and so what i'm looking for in in particular as i look at kind of the second half of that first result clause what what our goals are in undertaking this feasibility study with an emphasis on the cost to power the utility with 100 renewable energy um the assessment of the quality of those assets and to repair and replace um all of those things um what we may come back with is a recommendation that there is a combination of these things that gets us there and and i think that's what this that final phrase there in the second result resolved clause emphasizes for me is we are truly interested in getting an answer on what is the best solution for ann arbor to get to 100 renewable and decarbonization by 2030.

that was as as of november 1st we updated today and board members do have the actual handout that we gave you that has the total at 41. so they did double non-campus student positive cases is at 22 that's the second column current staff positive cases is that 15 and the total coveted cases altogether are 78.

Creek shot it down. Monise shot it down. University Park voted in favor of it. Now, according to your agenda, you want to talk about some working cash bonds. The majority of those bonds are going to be used for schools in Creek. How much sense does that make? Creek voted down the referendum and now you want to use the working cash bonds to build up Creek. Doesn't make very much sense. What does Monae get out of it? I'm sure you're getting something out of it because you voted in favor of it. What does University Park get out of it? I wonder. Again, we believe we're moving in the wrong direction. Okay, but let's continue to move forward. I like to know the policy on posting of four years on the school's website. I looked for it, couldn't find it. Okay. I want to know why residents of a school district are treated differently.

the area that we scored higher in had to do with the use of context food and for lower it was irony analysis so um grade 10 for grade 10 um we scored higher um versus the state in the areas of use of literacy techniques claim evidence and reasoning and really this claim evidence and reasoning reasoning has to do with really a school wide focus um not only in the area of ela but also history as well as the sciences and that really is um about you know writing you know writing across across the curriculum um we outscored the state exceeding and meeting with 90 of our students scoring in these categories in comparison to 64 in the state uh 11 of our students scored partially meeting are not leading the pair to the states 36 percent um and we're very proud of the fact that we did not score below on the state in any category uh for a grade 10 ela and in fact our student growth percentile for this cohort in grade 10 was the second highest in the state so we're very proud of our of our current juniors so in terms of moving forward with ela both of our middle school and high school english and history departments um have worked together to determine actionable steps towards improvement across all the grade levels they're doing this for reading by recognizing important details and ideas and passages and also for reading looking at recognizing similarities and differences in multiple documents that address similar themes and utilizing similar literary and stylistic techniques for writing they're working towards supporting claims with evidence from multiple sources and providing reasoning for inclusion of specific evidence and they're doing this through teaching specific strategies and techniques for citing sources when providing textual evidence and also utilizing the state provided mcas writing uh rubric in ela and a very similar spy rubric in history and as was talking about to continue teaching the cer which is the claim evidence reason um as a basic writing strategy so that students consistently hear that same terminology from grade to grade and from the different topics um they're also working together to analyze mcas essays written by current juniors on last year's impasse exam because they are available on the pearson access webpage and they're examining the essays to determine how the state scored the essays and possible reasons for instance a score of a five compared to a score of three and for a deeper dive of analysis of this data there's a report there's a nice chart in the report that we changed now for mathematics right so for math as you know both john and ace are talking about um they're because math is a curriculum that builds upon itself um there definitely was a a decline scene with results for the whole entire state for toronto our sixth graders outscored the same in meeting and exceeding with 42 of our students compared to 34th in the state and 58 of our students uh sport leaders partially we were not meeting compared to 67 in the state and the areas that we scored higher than the stadium had to do with expressions and equations ratios of statistics and for lower it was integer inequality for seventh grade we outscored the satan exceeding our meeting with fifty percent of our students outscoring i mean scoring on these categories in comparison to thirty five percent in the state and forty nine percent of our students scored partially meeting or not meeting compared to the state 65.

so i'm gonna guess we meet in the 23rd then the thirty and the sixth and the the am i do i have the wrong date so it's like three weeks we're not meeting is that okay as well i think it's fine the seven and if something comes up we'll just meet again that's i mean again not the same yeah it's today's the the next one next one is the 23rd 23rd um but in between now you have thanksgiving um coming up then the 2014 and if there's anything in unless we meet the 30 and then the 14 and leave the the next i don't know i i like it the way it currently is um but i prefer to be the seventh because i have other family commitments there i are coming within that week but we'll leave it for the 14.

uh that that would be helpful that would be helpful to know to consider the the entire composition of school sites across the city but if i i heard as latasha jamal say she would like know what's bulls is it that would be helpful or option two is we can provide you um the board options of what schools to remain open and maintaining eighty-five percent of the past yes that could be work within the guidelines of what we've talked about one high school one middle school those sites no rebranding yeah and then what are the what puzzle pieces so how do you have the least amount of change you achieve the 85 percent capacity like and then putting putting that name to it but then we look at this map and say okay that means this do we need to close another school or or not or two more i mean we don't right to reach that 85 percent what do we need to do and that would be helpful to us to make that decision i remember career does he have a hand up he has that look like he wants to say something no no that's i i i said it in and uh remember rodriguez you reiterated it so those are my thoughts that's a clarifying question and we're solely just options to maximize 85 we're not looking east west just to make sure i'm building the request of the board fulfilling the requested report i'm sorry east-west i just want to make sure that's not a factor we're looking options variable options where we have 85 capacity and what that looks like i think i'm i'll all i'm in i think i think we bring options that do bring so we can bring option one eighty-five percent now we have in all four quadrants of the city uh option two and so i think we can just bring different looks and then we can also have a live sheet that we can manipulate live if we need to manipulate okay what if we just move this one school what would that do i think that that that is great having it live so that we can have a discussion and be able to put that up there one of the things that i i would like to ask the board is as as as we're looking right we're looking now now that we have decided the middle school the high score is going to be at one of the questions that we should be asking ourselves is right now we have sixth grade at the elementary's right so we're we're what does that look like to do that transition right of moving the sixth graders to the middle school and phasing out center foothill and boston when you know what does that look like and when can we make that transition like what is the timeline right and how does the time like what does that look like transition i mean even the students from one high school to another high school the middle schools do one high school you know it's going to take years or or i would like to just right i would not like to i would like to see it face you know phased out since we have our seventh and eighth grade this year right so for next year what what would happen to those seventh and eighth graders before we jump to that can i can i ask a question i have my hand raised about the previous subject the elementaries yeah thank you um so my my question arturo is so i i appreciate that we're going to do some thinking about this and do some live thinking about it my question is how much how much of this thinking has already been done and deliberated by the reorganization committee and really how how can you com and i know you've already presented multiple times what what they've what they sort of landed on so i'm just wondering how can we just be remind remind ourselves of all that effort that they already went through and the conclusion that they drew and why they do those conclusions right um to help guide guide that i guess journey that we're going to have looking at at different different options because it sounds to me like it's something that it sounds like very similar to what they already did yeah and i think we can as we build that we can have that voice in our head obviously there's a couple of things that we have things here that that weren't in their plans uh so tk5's one no tk8 uh number two uh but we can definitely keep that keep that voice uh that we heard as these models uh were being constructed um by the members board member career [Music] i have two comments one going back uh to what shielding just referenced and another one going forward so so going going back to just the composition of elementary schools and the potential 85 percent target or 85 as a target um i i would i would really hope that staff would be able to instead of merely looking at schools and moving things around in such a way that that just gets us to the 85 really looking at all of the different pieces and and factors and and in essence bring forward a recommendation with rationale so uh so based off of uh the some of the costs and what's known with upgrades that are needed at school campuses or based on where where school sites are located or you know based on some of these different things that we've talked around a little bit so so instead of merely coming forward and just move eliminating a school because it gets us to 85 but but actually doing some of that thinking as a starting point not an ending point but as a starting point for us to continue the conversation um and then the second thing i would i would throw out there as we're talking about implementation so this might be crazy and this this might make this might make stuff go crazy um but i would i would hope that we would look at no more than a two-year implementation uh of uh with with all these different changes that we're doing i would hope that it could be done with no more than a two-year and and only reason why i say two-year and not a one-year implementation is because i realize that it's november 9 2021 and and there are just things that that need to get done but um i hope yeah we're not pushing this into three and four years of a roll out our member greer i'm asking a clarifying question when you say two year are you talking about 22 23 23 24 that when we start the 25 year this is completely done i need to do my math here um yeah that's a good question i i suppose what would it look like for 2016 he's saying 22 23 23 24 that's two years yes correct starting in in the fall of 24 right that that even feels like an upper end i guess i'm i guess i'm wondering what would it look like 20 what is that then 23 24 um for foreign implementation as opposed to 24 23.

that should be the primary focus of what our work is is and what is driving this work and so i i think that's the important part for me if if that if i am i'm trying not to come at this with a with a an assumption of what the outcome of this feasibility study will be and in order to do that i want to make sure that we're exploring all of our options but also centering that in our goal our this body's goal the city's charge as laid out in the a20 plan that was adopted is not moving us towards publicly owned power while that may be a positive outcome of this work the primary responsibility that we've established for ourselves is renewable energy and decarbonization by 2030 and while i don't think those things have to be mutually exclusive in this case i think it's important for us to to emphasize that it could be an all-of-the-above approach and we should not put all of our eggs in one basket thank you mr juno thank you um yeah i have kind of three main points um following up a lot on what um mark said as well i think the first is right if we're undertaking a feasibility study um the marginal costs of adding on the different um things are it just seems like a better use of our funds and i don't think especially when we're just looking at the cca and mostly the legal aspects and with the seo at the ratepayer question or the rate analysis um you know i just don't think it's going to be double or triple right it's going to be a lesser investment um my second point is that i think that there's something to be said as well for presenting these in the same report and in the same resolution um uh with regard to public um knowledge public awareness public understanding of these issues um i think that it could be a disservice to separate them out and expect that um you know a lot of residents are going to have the time um and capacity to really fully dive into these multi-page reports right i think this is a public good when we can offer um and make this clear for for folks to understand um i think the last point i'd say i'm very sensitive though as well to embers point about we don't want to pose these as opposites and i think that that's probably a question that can be addressed within the framing of the report um at the discretion of our contractors or whoever is working on the report as well right and they might also have you know the ability to address some of the other questions about migraine power or vpas they don't have to put it all on the same plane um those can be shown as kind of you know supplementary aspects rather than a main pathway per se um so i just think that we do have some discretion probably that would happen anyway with um you know any experienced person undertaking this sort of analysis so just wanted to raise those points thanks very much um well i i'm not getting much support from my splitting so i won't bark at you all about that although i may sway my vote a little bit later but um i think a couple things missing in the current resolution if we focus it on singular um it doesn't really talk much about authority who makes decisions who who controls budgets who manages the effort who gets the results who interprets the results who makes recommendations to the city council there's a lot of authority slash accountability slash implementation i think we need to put in here it can be done without four thousand thousand words and accomplish what i'm i'm trying to state so i think that's really critical that we add some elements of that in here um there's some language in here about how osi and energy commission are going to work together that should be the fundamental i think if we if we don't do that we'll miss out on providing a valid recommendation um we talked a lot about one size doesn't fit all we may need to look at multiple steps here on what solution fits the bill i will tell you i've been working with michigan council on climate solutions their state-related activity on how do we solve the whole climate issue but as a state there are solutions that are going to come out of that the potentially may disrupt anything the city is doing um a classic example might be if you look at the offshore wind study that was done a number of years ago by michigan state that i was participated in we could generate all the energy we need in michigan with offshore wind and forget about local solar if we really wanted to that may be the cheapest alternative low-cost carbon solution and how does that fit into the structure of a municipality that we would that we would own an operator how might that work with an scu would we buy power from somebody that's generating offshore we don't want to shut off the future because the future may have quite a bit of different look than it does today and i think us as a little community is it's ambitious for us to do this we're leading the rest of the state right as far as what we're looking to do um we want to start a movement we want to start activity but i don't want to get ahead of the cart here i want the horse leading the cart and i want to be sure we're riding the right horse and and we're up against this time clock so we do we need to think thoroughly but let's not overlook um how we're going to do this and who's going to be accountable for this thank you thank you jen can i just respond to that really quick yeah yeah i think um i think there there's a lot of really good sentiment in what chuck shared um but i do think i have to reiterate that the energy commission is an advisory commission to council and that is sort of the role it's very clearly in the charter and i think that we should be doing this collaboratively but i think that is i just feel like you have to reiterate that there is a professional staff that will do this work with council and the commission as an advisory commission to help make strategic decisions and give information to council well taken i think just to combine those two points um and to to leverage off of or jump off of chuck's chuck we can always weigh in on chaffs on staff's analysis of the report that's something we can still do but i think missy's point is is we advise and staff is is going to be the primary entity which evaluates um the the feasibility study and comments on it that's that's my interpretation as well um commissioner mccoy and then commissioner 11.

so overall students in quarantine the days we have had 287 students in quarantine overall staff in 14 28 and the total is 315 days that staff and students have for a team so when we uploaded this on thursday the numbers have changed as of today so they have increased we do update the dashboard every monday and it's available on our website so if you go to the website under coven information and you click on that the dashboard comes up and you can see the exact table that is presented tonight so again this school year looking at our cases fall break occurred the week of october 4th through the 8th so three weeks following yeah okay so three weeks following the break reduce the highest number of positive coping cases which cause students to quarantine and isolate positive coping cases have primarily originated from outside our school from close contacts from parents and siblings who have contracted covenant from their places of employment or family gatherings as well as from community events and extracurricular activities outside of our school due to the increase in cases after fall break we're going to be requiring teachers to separate the desk and go back to our semi-mitigation plan where we had students a little bit more separate right now they are working in groups um separating desks and limiting group project work for maybe two weeks after thanksgiving and winter break um truly continuing to emphasize hand sanitizing and hand washing we will continue to work on that we do have our um electrostatic sprayer in the classrooms and they're sprayed three times a week and all classrooms have common areas have operating hippo filters which we did perfuse with esser funding we purchased all those hepa filters for every classroom and the main common areas and speaking of quarantine we did we have had some cases where students have had to double quarantine based on either staff positive case or students we did offer in that case a test to state option in terms of just closed contacts not actual positive cases so on a case-by-case basis we will continue to sort of look at that this week we were very affected by fifth grade students who were passing it around but also it started with this gathering that we know the students were at during fall break which caused um the fifth grade situation so mr nathan and mrs do you want to just share a little bit of where we are with fifth grade and what our thoughts are moving forward so currently we have two teachers and and a substitute teacher who's been working in fifth grade who have are getting overcoiled or webbed in diagnosed with cholesterol tested positive we have seven students eleven that are in quarantine seven that have tested positive and then we had another one yesterday so right now we have 29 students total out of the 70 either on quarantine or isolation in our fifth grade and we have 40 that are still here on campus we were contemplating and thinking about if this continues because this is going into week three would we should we move forward with virtual learning from last week or week and a half to try to stop the spread in that particular grade level and hopefully not have it spread throughout the rest of our campus because our goal is to keep our campus open so those are just things that we're thinking of and we're still following to see if we're going to still have more cases and more students that are testing positive in that grade level thank you and also looking at classroom coverage we have like we mentioned with miss birth of ambrilla we have our specialists we have elementary music pe and librarian and in the case of no substitutes available and the teachers being out we've had to cancel specials for the elementary classes so our specialists can cover and we have used our out of the classroom teachers to also cover at different times so our school counselor has covered so we really are all hands on debt prepared to help cover these classes because we do want to keep our students in school the last thing we want to do is obviously close the school and have them be instructed virtually what i will be proposing at the next board meeting is that we look at how many teachers have lost planning time and how many even have middle school teachers who during their planning time will go cover a class um that we can look at a budget with a compensation plan to just kind of an extra thank you for covering classes and lots of planning time because teachers give up their planning time they still have to plan on their own time um and sometimes it's you know just a hardship but everybody is really doing a great job in trying to mitigate and keep each other safe did you want to add anything else yes so per discussion or an administrator earlier today and just have a few questions if you will for the board that i'd like you to consider and one of those is at what point do we bring back the task force to consider looking at mitigation steps and moving back into possibly phase two or phase one so that's one thing that as we see an increase is that something that boards would like us is happening to consider another question is last year um we did see an increase after a thanksgiving break as well as after christmas break um not in particular to students but to staff we saw that in flux we have been holding on for our bootstraps all week just to keep people in the classrooms um to the point that we've been covering as well and just spread super super thin so we're really concerned of if that trend continues for us like we saw last year um staffing needs are substitutes we've done really really well this year thanks to miss monica who oversees ourselves and keeping them in the classroom but we've kind of hit the end now where we have two or three positions open every day and no subs to fill them which then we're kind of you know dropping peter to pay paul and eventually that's going to catch up to us and so we really need to ask the board to be mindful of that as we move forward um coming into thanksgiving and christmas break and not that we would stop teaching but if we did go that route like we did last year we did um after christmas break two weeks of digital learning and then all the students returned back on campus we also last year required that our staff be home and more or less isolating with their immediate family non-extended family because they're on the clock um doing that so that's one of the things that we asked last year to help mitigate the spread one thing that we've also talked about doing is before we come back to have testing centers that last year pigment county put on this year we actually have our own testing site but be able to test our our staff before coming back from those breaks is something that we are considering moving forward so let me make sure um two two more things one of the things that we saw tonight um in our call to the public we have lots of parents that have lots of questions um if we continue to see this trend of upswing i would recommend that we have a study session where we can have an open dialogue with our community as we saw that they want have a voice and they want that voice heard um where the board can go back and forth and communicate answer questions ask questions of our community as well to really get the entire pulse of what our community is wanting us to do as we are here as superintendent and principal and assistant principal to serve our community and it would help us to be able to make those educated decisions based off of their wants their needs as well as a time for us to hear our staff openly as well as that our staff communicate with you as well and then the last thing is with all of this going on i know i talked about it earlier when we nominated our nurse last year for um the golden horseshoe award she's done um this lady has gone way above and beyond and i can't believe that she walks in here every day and continues to test and it is too much for her and we definitely need to look at adding if it you know she's doing all the jobs she's done on a normal year plus the coco testing she's trained me to help her but there's only so much i can do and do my position and we really need to look at at least with her window this year giving her an assistant to help her in the nurse's office and so i know we're dealt with this huge deficit budget um but if we want to continue to stay open we've got to make sure that our school nurse is healthy and also has the assistance and help that she needs and so if there's anything i can do as an administrator is to plead for our nurse and say we gotta get this place and we gotta fix it fast um because she's literally a trooper marine sportsman trooper but everyone has a break-in with it and we need to make sure that she doesn't lose yours because what she does for our kids is she keeps them in school and so if that means that we're going to do tests to stay you're asking her to test tons and tons of kids right now it can be 40 a day we did what this week we did about 15 and it took about three or four of us an hour to do 15 kids through the process um and so we need help and with that their consumer county health department paperwork so with all the reports of the tests there's like 20 to 25 four page reports that need to be uploaded into we have 24 hours to get all of that clerical work put in and we've all been trying to help maureen with that but she takes it all home on the weekends and is working late at night yeah i think what you all see is me out there the 17 i did that's that's nothing that's nothing that's the ones that happened in that first hour continues to test throughout the day and keep our staff um healthy if any of them are feeling sick immediately they come even if it's a headache and test so we can either put them back in or get them out for the safety of their so like i said my last plug is you really need help with her um and so that's something that we all need to figure out where and how but we need to make that that happen first and foremost and that's my all of my items well i i want to say this whole like super super long two day week that we've had um really goes to show how strong our leadership is and everyone is on board to fill in the gaps and pick up the ball and everyone is substituting there's substitute teacher shortages all over the country and we're maxed out in a community of retirees without full-time jobs here we are some of us are trying to volunteer to and sacrifice our income in our career to substitute um it's really kind of surprising that we have a substitute teacher shortage here in green valley but um just the fact that all of your specials everyone's jumping in and that's amazing and here we are trying to figure out how to close the achievement gap but we're taking away the planning time away from our teachers that's inappropriate to ask to our teachers our nurses taking paperwork home on the weekends to complete it that's inappropriate for us to ask of you we can't afford to have you experience burnout and leave us oh i'm not you say that now but i i think it's a war we need to keep all of these things in mind that these are human beings with limits and um thank you so much for keeping the team together and everyone has a very strong picture of the common goal of keeping our school open and the kids in the classrooms um but as far as the uh um increase in um cases goes what are you hearing from the teachers about that because they're my my concern where i'm going with this is there have been school districts across the country where teachers have said i don't feel safe coming to school so i'm not going to and if that happens we have to close our campus so i want to do whatever i can to keep the teachers feeling good about coming to work every day so we can keep our kids in the classrooms so i think they should have a really loud voice on what we do with this and our teachers i hope there i know many of them are listening and some of you are here but we're very very grateful to have the teachers that we have on staff because they want our campus to stay open and they've been we got numerous emails and text messages last night about planning for today and how people could help and that was our teachers and our support staff so tomorrow we will have a meeting and get to hear more as we talk about some safety protocols we're going to be employing in the coming days and coming weeks but we will be able to hear more from our teachers as we know right now their biggest concern is their students and their families so when we talk specifically about the fifth grade we've kind of asked them because we were having that discussion they obviously understand the importance of kids on campus but they also feel very confident in their ability to teach virtually which we didn't have that confidence two years ago and so they were confident in doing that as well if needed and i think all of our teachers are in that position where they're honestly ready to do whatever we ask and whatever we need to keep kids learning but ultimately everyone wants to stay here at school if that is the safest thing for students and staff we had our student advisory meet this morning and we spoke to the teachers about during thanksgiving we typically have parents come in and have lunch thanksgiving lunch and pie with our students and we had already said we weren't going to allow that we're holding off on our volunteers on coming in until two weeks after january just to kind of let things settle but teachers you know they're torn also because they want to be here they want to be here for kids but in the sense there's still that urgency of we want to make sure our students are safe and that they're safe and so we did they were happy when we said we're going to allow you to separate the desk a little bit more make sure you're ensuring hand washing we will limit the number of visitors coming in we are planning our veterans day activity but we did separate kids and they are in cohorts with their classrooms we're going to be discussing tomorrow tomorrow our winter concerts because we we want to keep running school but we have to just really think it through and make sure that everybody feels safe while they are here removing our open house to the spring so it'll be a celebration of learning for now but people should be posted on that and then our ptc also um has decided to postpone the grandparents bingo night that was going to take place next friday 19th and we will also come into the spring and our veterans day celebration will be held outside as well we're just getting creative with the way we're doing things just to keep us and we normally allow parents and community members to come to our veterans day celebration but we're asking this year that we just limit it to our presenters and so our kids can be part of it and we won't be so congested two questions steve so the problem with that question is when you talk about it asymptomatic so every one of these cases these positive cases has shown symptoms what you're talking about the majority of our students who have tested positive are experiencing minimal i'd say i mean everyone every class the ones that are tested positive that are completely asymptomatic most of the children i'll just be honest one of them is mine he had a day and a half of a headache and was bouncing off the walls for the rest of the eight and a half nine days of his quarantine time okay um and so you know i'm not in the homes of all of the students but all of our students have returned after their 10-day quarantine look at the current student cases that we have on campus i can speak for them out of the 20 that are current this week i would say um 15 12 to 15 of them had mild symptoms and then the symptoms worsened after i did the test and they went home and then they really started having symptoms a couple days i've only had about three or four of those kids that had absolutely no symptoms at all and were at school and why they ended up getting tested because a parent or they were close contact and they would be tested just to see how they were all possible so non student cases i only have three and those were all due to close contacts at times so um most of the kids have some symptoms but maybe just um 20 of those symptoms at all and the only reason i need to test this because i get a phone call saying somebody at home has it okay and second question uh out of the 41 student cases we've had this academic year so far any hospitalizations um emergency room visits no long-term stay thank you and it was due to an underlying condition well fortu i i know there was a lot of talk a few uh months back when um some of the mutations were coming on uh how it may affect kids worse and i think fortunately that hasn't been the case at least not to be for like a uh stay and that those children had something already and i i don't i'm very very grateful for that and i know most of our cases are students but we also cannot forget that those students go home to susceptible adults and we have susceptible adults as staff members and faculty and you know the kids should always be in the forefront of all of our decisions but we can't service our kids if we don't have the faculty or staff and so a lot of our decisions um and the protocols and all of that are to protect the adults that are susceptible to it um i think i guess i kind of assumed you were always kind of watching this mitigation plan kind of moving along i um so i have no problems against you starting that back up and i i do not i i don't love the idea of wearing masks but i do love a lot of the other things you guys did i've said it so many times we didn't have pink eye in my house we didn't have scrap throat last year we didn't have colds it was awesome so so what we will do is continue to monitor daily working with miss wormy to determine what needs to happen if we feel that the next board meeting is december 14 that it is a tuesday so we have december and january meetings are on tuesdays and then the rest will be on mondays but december 14th if we need to have a study session but we will continue to look at what we can do to continue to mitigate the situation here on campus does caisson any questions thank you i have to when will we see the request for the nurse's assistant on the agenda export me thank you got a good answer and then the other is um thank goodness we've got our buses going if maybe you've been to any of our um sporting events a lot of the schools are renting charter buses because they don't have drivers so i gave steve a hard time like why don't we have these custom coaches i need to inform people we don't know because we have drivers and our buses so i can't imagine the cost of that but it's it's not pretty i'm sure i'd also like to mention that because we are keeping my bus riders healthy and keeping the buses empty we are actually helping neighboring school districts with their field trips as well oh right cool and that's revenue coming into the district because instead of paying their charter they're paying us to travel and then the only other thing is is how can we help the substitute shortage if it gets super critical um is there a i know you've got to do the background checks is there a emergency provision something something that we could do to if you meet a b and c then you can help sub i don't know how that looks there i would think there would be something might be something looking to look into that that and we do have a scroll of um substitutes and i go through the list a lot of them are already filling in after they're walled in or solid some of them are choosing not to come into the school right because they are elderly i have a son who tested positive and she's our normal sub so she can't have more confidence um just various reasons like that that and we do have a pretty good list of people right we currently have 35 um so it sounds like a lot and it is it's probably more than i had like last year i had left but you're getting in trouble and the staff is overloaded you know i'm i'll just say me i mean i got some bandwidth but i don't have the background check and all that stuff that they have to go through can get the kids to certify right yes you can you can okay so push down to shove you can call in the backup whatever you might want to call well that's good to know so okay but just so you know we are certified to serve lunch remember last year yeah okay thank you any further discussion questions thank you okay on to the asba proposed bylaw change um just a point of clarification is huge you had a question about um uh core beliefs and violence and bylaws and it looks like we uh looked it up it looks like the bylaws are the core beliefs same thing they okay so um we have a proposed change to the bylaws of asba so i will entertain a motion to uh on this and then we will have discussion i'll move that we vote yes for the um proposed by law change do i have a second a second okay discussion uh mrs kais do you have some discussion no i'm concerned about it okay so um and i raised the issue last month a little bit i think people know where i stand on this i've served on the board for almost two years now and over the past two years i've probably participated in a dozen webinars and on-site or on-site trainings of the arizona school board association and i can maybe count on one finger the number of those webinars and training sessions that had anything to do with what the board can do to help our kids progress academically they don't talk about it i think it's time for the asba to start helping school boards learn what we can do to help kids progress academically and achieve and not spend their time and resources in allocating board seats on the asba board on whose eligibility is totally and solely based on the color of somebody's skin there's nothing in this amendment to me that's inclusive it divides people further based completely on the color of their skin every school board in the state has an opportunity to elect members to the arizona school board association every county has a representative on the arizona school board association fema and and maricopa county have an additional seat navajo county has already elected a native american to the school board yuma and maricopa county have hispanic members and there's probably more hispanic members on the on the arizona school board association than than sometimes what you can tell so they are already have representation on the board and i think it's time to stop this designated seats on the basis of race they need to concentrate on helping our kids perform academically that's the way it should be i think this amendment is contrary to the values of equality and treating people as individuals and not mere group members and i strongly urge this continental board to reject this motion well i i have um [Music] something you said about dividing them by solely on the color of their skin right now the hispanics and the native americans share a seat and they're pretty much by and large the same shade of brown what we are proposing to split this seat for is not the color of their skin since they're pretty much the same color um but their their demographics um you mentioned that some of the counties have um ethnic representatives they are on the board and i may be wrong if i if i don't get this right let me know um but they they are sitting on the board not to represent the special interests of these demographics but to represent their counties and then these caucus board uh seats would represent the special interests of these particular demographics um i committed myself personally to be a lifelong learner i'm not afraid of hearing anyone's opinion i think i can learn something from anybody i'm not worried about them having an additional voice on the board i'm not worried about being so gullible that i'm going to be persuaded by something if they're wrong about something um i've i've got enough confidence in my own discernment i think there are many thought leaders out there who welcome the idea of listening to different types of people um and to your point mr ulri um how can we help improve the education of our kids how can we increase these ever important test scores um ell has not always been taught in the elementary level my mom when i was a kid she taught it at the adult level through a community college um and it was called english as a second language is what it's called back then um and back then it was not taught in any public schools especially not at the elementary level um however i would have no idea the number of children that do not have high perfection proficiency in english and even though we have um these spanish immersion classes all of the core subject matter is taught exclusively in english and if we do not give those kids that don't have high proficiency in english um that extra time out of the classroom with their ell instructor to help strengthen that they're going to do pretty damn poor on those standardized tests wouldn't you say so helping them learn english increase their test scores and that helps us that helps our school look better we have um 49 of our children are hispanic now most of those i'm sure their families are very proficient in english and all of that stuff but there are some that aren't and i i don't know the answer to this question i'm proposing it rhetorically i guess um who do you think championed the idea of bringing ell to uh schools at the elementary level do you know his rico by chance who that was no i i don't know either i probably should have tried to look it up but i would i would be willing to vet real money that it wasn't an old white guy um it was probably a special interest uh hispanic group that championed that and got it in and it got all test scores across arizona because of our high percentage of families that don't have high proficiency in english it help test scores across the state i think they deserve a seat at the table every year not just every other year and they still have a seat at the table no matter what if we vote this down and the whole state votes this down they still have a seat at the table the only thing we're voting on is giving them a seat every year instead of every other year um i think we would be doing a disservice to 49 of our constituents our constituents are the students and i i know i am very ignorant to many of their problems and if there's a tiny chance that i'm going to learn more about their individual problems i would be more than willing to hear it and [Music] native americans have probably so many more challenges living on the reservation um not having access to internet you look at the internet availability in navajo county and just our reservations right up the road here um that puts kids at a huge disadvantage do you think some white guys sitting on the board on the gilbert school district is going to try to champion and uh reduce cost internet access to school children because that's a thing now you can get reduced cost internet access through cox if you meet certain um stipulations um i really doubt that was championed by some old white guy too and that low-cost internet access has helped our test scores here in continental it has helped test scores in children all across the state so mr albree you talk about test scores a lot and you talk about how can we help our kids how can we help our kids now here's a group of people saying hey we have ideas i want to listen to their ideas they may be wrong and i'm okay with that i don't have to vote or agree with everything they say but i'm still going to take the opportunity to better myself and listen to them every year not every other year um well i have a couple of things so one thing i would say the asba conference is coming up the first day is how can the board help the academic um of the school and is their first all-day agenda what that said is to get back to the subject just let me give you some stats and i'll get to my point the report i have out of 654 students here at continental um 319 are hispanic 24 or multi-ethnic five native american eight asian nine black one pacific islander and 280 white so but we go back to the representation representation and equity that for students parents members of the community i mean i can say all day long yes i can represent a hispanic a pacific islander an american indian student and look out for their best but i've never walked a mile in their shoes you know i mean it i that's the only best way i can say it um so to add an additional seat on the asba board so both all three caucuses of the major minorities it's an oxymoron kind of right but um so they have representation and equity um because people like me have not walked them out on their shoes i could say all day long i will protect your kid but i don't know what it's like to walk into you know i grew up in a 98 all-white middle-class school on the east coast um and our board almost represents that right um so it's it's just as kind of a scary thought not to support this issue so with that i will pass on him again okay i i think it's important to explain my vote a little bit um i've been here on this board i will be starting my ninth year and i can assure you i guess if i were to [Music] put a title on it i say eat purpose of them i think that we all need to come together as one to work together for everyone i know that's easier said than done i know that's a challenge but i can assure you roughly nine years ago when i started at the board level i wasn't thinking that when a child comes in here i'm only going to give them 110 based on their skin color um it's it's my if i'm going to be a part of education in any capacity i don't care if i'm it doesn't matter what i'm doing in public education i owe every child that comes through that door 110 of my effort and i could care less what their skin color is that's how i feel about it so i look at this as a little bit slightly different direction but um i absolutely realize and respect the fact that they have unique circumstances absolutely of course they do but i promise you i can knock on every front door of every child every single child in this district and they each every and every one of them has a unique circumstance every single one of them so at what point do we say okay are we gonna work for you or you or just some of you or in my mind you better be working like i said 110 for every single one i get it it's an imperfect science i get it there's there will be some children that maybe don't get the what they the coverage they need i i actually think that there's a uh is the rural caucus right i think in my mind that makes more sense because you're you're you're covering the rural needs as as a group you're not singling out well i'm going to cover that for you and that for you and that for you and great if you can that's i mean if you can cover all those things great but let's talk about the logistics of all this talk about the red tape let's get let's get a little realistic here folks i just i realize and respect they have unique circumstances um frankly i'm tired of division i'm tired of it sick and tired of it yes not only at the school level but um you can go from school boards all the way to the present united states there's division everywhere you look i'm tired of at university levels and it's like they it's almost like they're they they want to go into a room and put you there and you there you there you there um i'm not sure what that accomplishes other than more division more conflict and frankly i'm sick and tired of it and that's that's that's my view on this i think that we are far stronger united far stronger again there are issues with this hispanic neighborhoods or issues with native american areas they had better be addressed absolutely and if their person that they have elected at the state level to represent them at the county so take give me a county naval county whatever it may be if that particular person is not addressing those needs then you have the wrong person doing the job frankly but i just i just i i don't think that adding another level of bureaucracy is going to accomplish something i simply do not it's not another level of bureaucracy it's another seat at the table that exists understood but as a whole another director for each county two secretaries and something else for each one of those seats to me that's about that's a that's a whole palette full of red tape but they already have that they only get to sit at the table every other year so now we're just letting apparently that's not the case with what i don't mr ellery did the homework on who's on the on the board now but i i simply don't think it's going to accomplish anything i just don't i don't think it's uh um i don't but there i you know i'm i'm really sick of the division and the last couple years the news has been full of race talk and these people against these people and these people have problems with that and i i want to i want to walk away from it too i want to i want to stop all of this and then you have to start somewhere i have the luxury of ignoring it i do roxanna do you have that luxury no money that you have that luxury no i don't think any of us could ignore it you i don't think a parent continental could ignore it i don't know i you know we're obviously a disagreement and ignore it and not listen to any potential problems they have so i think that is i think that is um i think that's absolutely incorrect i think if we vote no on this it's it's it's not we're just going to put up our blinds and forget about it oh that's that's absurd well they are they obviously need a voice every year or they wouldn't be asking for it so all they're doing they're bringing information to us and i've said my piece thank you anybody else the only other comment i would have if we want to continue this then there ought to be an asian seat on the board there ought to be a pacific island proceed on the board there ought to be a hawaiian island proceed on the board we're going to truly asians represent almost the percentage of the population in arizona as native americans what's their graduation rate compared to native americans and um hispanic populations are roughly 50 percent less than everyone else asians have a drastically lower graduation rate than i think and i think we ought to do everything that we can to close the achievement gap for those minorities in the school we absolutely need to do that we can listen to you know as as uh probably the one sitting on the board that has been a public education teacher i just want to say that one of the things i know that i experienced as as a public school teacher from myself as well as all my colleagues is that when we go into the classroom i think if you were to ask us how many of your students are native american african-american wife i don't think anybody can answer that question because we don't look at our activities as a category we look at our students as people that we love as people that we want to nurture as people that we want to teach and the people that we want to grow into a community with us and as we continue this discussion about how many of this and how many of that well if we're going to do that why don't we proportionately just take a look at what the population is and divide it up by that so it's 50 of our tax paying constituents in our school district are white there's let's have a school board with 50 percent white do we really want to go down that path i must say that i find this whole discussion somewhat disturbing because i think it's time for all five of us to just accept the fact that we're dealing with human beings and learn how to listen to each of us each of us regardless of what our race our religious religion there are many many federal laws that have been intact to ensure that we do not discriminate and that we listen to each other and i don't think we have to assign seeks to do that mr president i'll call the vote okay i would can i just say something real quick um as the superintendent it's my obligation to always advocate for all students especially with regard to issues of equity as with all governing boards across the state considering this action this item is brought for your consideration in exactly the same spirit of advocating for equity this caucus the purpose of the caucus is to promote legislation to improve educational opportunities for hispanic native american and other students of color in public schools and being that i sit on the amupat board and when major universities are looking at graduation rates college graduation rates for our minority students in arizona and they're at 17 i really feel that something does need to be done because if we did have it figured out in arizona if our asba had it figured out our percentages of college graduates would not be what it is for all students so um i just for the record i would just like to make that statement thank you very much i'm sorry let's just okay no motion details okay uh 12b additional paraprofessional position please sir when you say the motion failed so why are we not going to go or if you want me to go in do i do that a motion to approve an additional any discussion on that okay this is alan yes yes thank you emotion passes okay mr grave you still on board we are authorization to issue a purchase order to waxy sanitary supply would you give us a background please all right so we had a vendor come to us to show us the uv angel system which is a uv is an um aerial disinfection system it gets rid of all the pathogens in the air if you take a look up at the feelings above you and i'm watching so on those who do it or not if you didn't look at the ceiling above you in those grids what you would see is a unit part of a room like this who would be if you take it that grit and break up into a third you have an air intake system on that first third it would be collect in that middle third and then there would be an exit air system on the other side so what's what happens the air comes in it gets sucked up in it goes over the uv lighting kills off all the pathogen and circulates out good air um if you're taking that same grid as it was a light grid in a classroom or a hallway that middle section would be lighting this is a no cost option for the desert we started working with fema to get a drink for this but working with the arizona department of emergency and military affairs and everything that being one doesn't sponsor this but somebody from the department of health services does so we're working with federal agencies to get grants for this so this is an authorization that you write the po when and if we get that grant funding from one of those federal agencies so it's conditional on that ground yeah correct okay i'll entertain a motion to authorize the issue of a purchase order to waxy sanitary supply um if the grant comes from a from any particular from one of several sources yeah okay should be brought back to the board okay so we can do that to look at uh have a look is that uh mr greg is that likely to be in the next 30 60 90 days roughly or is there a time frame i honestly like honestly i don't know we're still working with fema to find out why they were funding this and they're no longer funding it so we've got conversations coming up the whole reason to bring it before you now is that way once it actually is approved by one of those government agencies that we can go ahead and just move forward with the project that's why it's been brought to you now until once the grant was actually approved so we're trying to be proactive and not have to try and call a special meeting to do this mr president i made a friendly amendment to the motion of a friendly yes okay so uh when and if we get this a grant from the unknown source government source we will bring this back at the next board meeting whenever that may be as soon as possible to make sure this uh gets on the uh potentially in the next two or three weeks depending on their board meeting schedules we have to do a mid-month board meeting or not yes okay 12d vouchers excuse me point of order what potion just have the the amended motion the original 12 seed so the amendment had been voted on before and that passed so there wasn't the cheese to vote on the second motion okay well my understanding that the amendment was voted yes and it was changed to the new amended version is that not the case that is what it will be okay uh vouchers 12 d [Music] yeah i i ask that this being removed from the consent agenda i guess anytime that i'm being asked to put a stamp of approval on over a million dollars of expenditures i struggle when it's on the consent agenda um but i've just got a few questions uh greg and and uh i mean i'm assuming you've got the district financial report in front of you um i have the consent agenda up in front of me oh okay i'm just um about your 9009 page three there's fifty six hundred dollars of expenditures for social emotional learning that's charged to the capital account can you explain that to me [Music] um i gotta find the actual expenditure in the report i'm working on my phone so please start with me understand well code 6643 are for books so these are some sort of a book i i don't have since i don't have my computer here with me i hope i can't say exactly what those books if you could just let i'm just interested in why church capital i guess but um if it's if it's a if it's a curriculum book it has to go to capital okay if you could just confirm that i'd appreciate it page five there's it says repair and maintenance twelve thousand dollars there's no explanation of what it's for scene voucher yeah it's about your still voucher 9009 page five okay so this is our hvac system okay i just uh again uh as much explanation as you can give um about your nine zero one five page two foundation students and teachers forty six hundred which went to esser funds but what just what is foundation student and teachers that's the wilson foundation the the um athletes the wilson foundations and the reading curriculum missouri go back and forth it's our wilson foundations it fundations it's our intervention program okay thank you um the last question i have um well i have two on the payroll vouchers one of them is dated september 21st then october 1st and then october 19th is there any reason that we didn't get the september 21st and the october first vouchers to be approved at the last meeting [Music] [Applause] okay and then lastly i just want to understand a little bit greg about how you're handling the blank vouchers that we sign every week last month we signed one two three four five six seven eight blank vouchers and in looking at all the expense vouchers here there's still four of those that are outstanding and haven't been matched up with with the actual expenditures and that's uh 22-24 25 27 and 28.

I submitted two foyers. One had to do with open meetings act when information was relayed about a letter that was sent to the mayor of university park about tiff funds. I forward the information. Yes, I did receive it within the time period but it wasn't posted on the website. I submitted another for you about the company that's demolishing the dome. Yes, I did receive the information in the time period allotted, but it wasn't posted on the website. What I did see post on the website was a big critic of the school district even during the days of the consent decree that wanted to know about information about a particular current school board member that had been redacted by the board attorney. So I want to know why why is it that we can post her information and her colleagues information but you can't post the information that I requested.

the 7th grade scored higher in the areas of expressions and equations and also number systems about the lower than the state with fractions in geometry and for grade eight we outscored the state in exceeding a meeting of 39 percent of our students scoring in these categories in comparison to 31 with the state and 61 percent of our students started partially meeting or not meeting to the state 67. the areas we scored higher in had to do with functions of geometry there and from lower with expressions and equations so the things that grades six through eight are doing to work on um improving math scores moving forward further is um that there are um interventions providing during a special block we have in the sixth grade called quest block uh they're also using flexible grouping of students and teach me teaching skills in small groups they're using data from if selene to have to identify and address the gaps that are needed to be looked at and they're creating video lessons to supplement what students are expected to know and then students with substantial deficiencies are either recommended or already in our math labs going back to the grade 10 on mcast results in comparison to the state we outscored the state in the exceeding a meeting category with 77 of our students in those categories as compared to 52 in the state uh 23 of our students scored partially meeting or not meeting compared to the state's 48 um we scored higher in the state in the areas of algebra and modeling and modeling is about um you know using mathematics to help really solve everyday problems and apply on mathematics in our everyday life and we scored slightly lower than the state in the areas of um geometry which is interesting because grade eight we were higher so you know i i know yeah why um one thing i do want to say uh grade 10 with this cohort again um standard gross uh percentile we were um seventh in the state for growth on in mathematics this cohort um so again um congratulations to our to our 11th graders and so what is the high school um or mathematics department doing um so all of the teachers and in all of our different math classes in the high school through pre-assessment um to identify gaps as the students enter their new courses i'm providing additional practice problems regardless of what course students are involved in on basic mathematical computations and number sense on scaffolding with additional and relevant math materials and then designing assessments that address the standards and that are a minute and cast open response um questions and even in math there's there is writing that is involved in mathematics as well all right so next we are moving on to science technology and engineering so for the eighth grade test you can see that there's four um forming categories that are all represented equally earth and space science life science physical science and technology and engineering so for the eighth grade um test results we had 65 of our students within the exceeding remediate category versus the state's 41.

it was motion maryland as i said i just threw it out there for discussion it doesn't i and it makes no difference to me which day i'll come to all of them so i just want everybody to be here and be happy so i don't i'm thinking that because i'll be here anyways no matter what so then it's good [Music] miss fitzgerald yes miss dessler miss morata mr lamontagne miss marmal and mr cirillo chairboards yes so this is whoops will me meaning december will be the 14th instead of the seven and none on the 21st no seventh or twenty one only the fourteen uh co-op report mr superintendent right now right now on uh we have 103 students on co-op so we continue to increase the number of students on co-op we uh have a lot of students uh in the pipeline right now to send out so we expect to see well we expect to see a increase a substantial increase over the next few weeks on the amount of students go out on co-op we have a lot of co-op employers looking for students but processing them it's been going to be sped up over the next couple of weeks so it's actually going very well and um a high percentage almost all students are in fact all students are eligible given the process we use for term one um and so it's going very well and i think electrical right now uh has the most students out with 12 students um but i think dental assistant has the highest percentage with 10 students so it's going well thank you mr superintendent miss marmo superintend do you mind giving a little more details regarding what uh or how uh we're going to improve those numbers um because i know it's still early on in the school year so i'm just wondering how you know what what is the school stance um on how we're reaching out to employers to hire our students so um we do we reach out to employers in a few different ways many of the uh of our shop teachers have uh relationships and contacts with many employers and so uh most of the time employers are reaching out to us if we have a program where um we're not getting a lot of calls or corporations aren't reaching out to us then instructors sometimes may reach out to their contacts and the co-op employer would then do some research on corporations or different companies a lot of small companies uh would do some research on who's hired students in the past who may reach out to those companies but right now we have actually don't have to be reaching out we have more companies contacting us then we've had time to process the the numbers uh we um our co so it's been more of a challenge getting everybody out there on time what we do i am or we have talked about uh providing our co-op uh director some clerical support that would help him uh with some of the paperwork which slows down the process so we're assigning one of our clerical persons to assist him over the next few weeks so that he can spend more time dealing and communicating with the employers themselves and the uh clerical person will do some of the paperwork that it takes so that's what's going to help push up the numbers a little more quickly so would you say that the challenges that we face is uh pure paperwork stuff right well the last few weeks that's been the biggest challenge trying to get all the paperwork done in a timely way between the paperwork we what because when we are dealing with companies they have to sign a contract with us uh we have to reach out to them if there are any changes that need to be made on the contract and then the students have to meet with the co-op director uh we have to uh get permission from parents in many cases so the paperwork has to go out to the parents so it's just a process that takes time thank you superintendent um update on the capital improvement projects superintendent um a few of the i want to give you an update on a few of the capital improvement projects that we've been uh that have gotten off the ground already cosmetology we've had the staff we've involved the teachers themselves to to work with a architect that specializes in cosmetology shops both in the private industry and in schools so they've met with him they have another meeting coming up the administrative staff supervisors of those programs as well as our cte director has met with the architect as well so the what we're trying to do is make some a fi have a final blueprint done for december so we can start costing out the project and also some items particularly these days there are lots of things that need to that are long-term orders like uh furniture cabinetry and all that um you need to order that stuff early so we've after the holidays really have to start thinking about ordering some of the materials and items we need so they'll be ready to go when school closes in june because we'll only have two months to get the project done so we're putting timelines and doing a lot of work preparing for that project now the tennis court project the contractor was in today he is actually we'll be starting on monday i think this week they're taking some of the fencing down and then the contract will start on monday they are going to do all the the base work the gravel get everything done take up the old hot top and have it all ready for hot tops so in the spring quickly in late march early april they can do the do the finish work so it's ready for the season so weeks we have a timeline and targeted date uh to be open in time for the opening of this of the spring season at this time still the barn has been uh underway uh the carpentry students have the two two gable ends up and the two uh sidewalls are ready to be raised tomorrow actually so there'll be four walls up and um they'll be ready for the tresses that won't be in for another four weeks so they'll continue to uh they can actually start doing some of the um wash shingling and everything on the outside walls even though the roof may not be on so the students will stay on that project uh through the winter work outside through the winter they hope expect the barn to be done for spring and then automotive the trees have been cut down where that edition's going these blueprints are totally completed the engineering's all done we rob put in a request or the application for the permit it takes about a week to get that process through so we should be ready to start digging next week so we can get the foundation in before the winter hits on the automotive edition and machine tech expansion uh the engineer is doing the electrical engineering work which is the first step in uh planning and getting ready for that project so those are projects that are on their way any questions i was out there with john today looking at the bond project and it looks actually really good um update on the youtube of the archiving the committee meetings on youtube john okay on the uh youtube i i know the chair asked our director of uh technology to be here but he's been out sick for the last all last almost the last week and this week he's uh we expect him to be out again this week here so he's not able to attend but i did communicate with him the youtube is now automatically will be streaming every meeting from now on he missed it last week he should have had it running but for some reason he didn't uh have it working but he said in from this day forward that it is it's set on automatic so it automatically will uh be uh in place and working every for every meeting questions miss marmal okay um i did notice that after it was like that one time incident where it wasn't um being streamed on the youtube channel um but i wanted to take the opportunity to actually mention um yesterday's uh meeting slash interview that took place that wasn't in uh neither platforms which was the glc the fate the glts facebook or the youtube so does that have to do with the fact that he's been out and if that's the case um i think you mentioned it's now set on a timer so there's so what if we were to have a special meeting which is not conducted on a regular regularly scheduled tuesday meeting is there going to be an issue if he's not around and like how how would that work so no as long as we would just have to notify him and he'll make sure that it's in place the reason last night's is wasn't on there today is they are editing some of it um from last night the some of them between the meetings there was there was some gaps and they're trying to fix they were trying to work that uh fix that so it should be back on tomorrow morning it's gonna they're gonna put it back on tomorrow morning they were working on it today uh just some of the issues between the interviews that were a problem that they were editing and so it'll be back up and running tomorrow morning with the two uh interviewers uh on on our website are we allowed to edit um the the video or should it be as is it could be it could be just the um the minutes when we took the breaks yeah it's editing the time that we were on break that not any while the meeting was going on is not being edited the only thing being edited is the time when nobody was in the sessions ready for a discussion update on the busing difficulties john the bus and blues as it was are still having some difficulties with the late i mean the buses after school so tomorrow um bill vogel who oversees the uh works with the bus company on all the busing issues um i know the principal and myself will be meeting with the bus company tomorrow they have four members from the bus company coming coming in tomorrow um we're insisting that they get this result because it's uh inexcusable the amount of time we've been waiting to get this resolved so we have a meeting with some of their key people tomorrow to figure out they've got to come up with a plan for us that's suitable uh to uh solve this problem uh we um we have some staff members that are willing to work with the bus company to get a license to support them a little bit uh so they're supposed to be trying to work out a um a program a course in which uh some of our own staff are willing to get the license and then um when they can work after school when they're off the clock and provide some services to try to prevent this but that's uh that may be a long-term solution but not the immediate solution so we're meeting tomorrow any questions um yeah that might that's a long conversation and covert report john i gave the covert report as part of the badge report there when i gave the numbers all the numbers on our covet i went through all the data on the coven thank you update on the business administrator appointment john the committee uh met last night to make a attentive you two candidates came up with uh made an offer to one of the candidates um and um let me give the name frank so the candidate that was offered the position was charles dembrowski uh who um and all the chairman spoke to him last night is excited about this opportunity uh he's coming in on friday to talk a little bit about his strategy to work with his scholars with his district that he's working for now to uh shorten his um commitment to uh his contract so he can start uh more quickly than we originally expected and uh to take a look at so that he can see some meet some of the members that we some of the staff who'll be working for him and start trying to plan a transition of coming in and starting the position so he'll be doing that on friday um and then uh possibly opening up an opportunity to talk a little bit about um moving forward on some kind of a contract with them mr fitzgerald yes i i would just guess i would remind this group that we said that we didn't care if it took six weeks or six months we wanted the right person and i think when we left the meeting last night we felt we had the right person so hopefully he can shorten the time commitment that he has in his present contract because obviously he must have a contract um and come to us but i just want to be mindful of the fact that we all believe we've chosen the right person thank you but we also can't wait six months especially with budget time coming around the corner to have this person in place that's why i mentioned that hopefully we could negotiate a way out of the contract he's in to get him here sooner rather than later but um we definitely we don't want to be back at square one we definitely don't at this stage in the game where um budget is right around the corner thank you mr superintendent the english language learners recruitment grant so i think last night i reported we did get a grant from dsc for 130 000 dollars hold on a second um i just want to miss this yes thank you mr chair about the other candidate that we did we reach out to him and explain to him everything the hr did contact him and explain to him that we had selected a candidate that it wasn't him that we still had to go through a process in order to finalize this so as of right now we feel like we have our candidate thank you i just want to make sure we did that already the english language learner recruitment grant so we did get a grant from department of department dsc for 130 thousand dollars to work on in increasing the amount of ell students that come to glts and so as step one we have to uh part of that grant was requiring us to hire a somebody to work on trying to come up with strategies and methods and in order to try to recruit more al students to try to get more students interested in coming to glts or at least applying we do blind admittance in our emissions policy process so it will require i think us to try to have more student ell students apply to glts in order to meet the standards in which the department of ed would we be acceptable to the department of education so you'll see in our postings that we're looking to post for that particular position questions uh what are the what are our numbers right now um ls i don't have the percentage here with me uh sue may know probably know more about how many l students we have or what our percentages uh as she oversaw that department for the last few years i think our numbers went down a little bit in uh english learners we have a currently i think approximately 140 138 english learners um almost twice that in former english learners but it's a little less than 10 at this time what is um the department of ed and i know i should know this but i can't think of the top of my head what are their requirements we're required to have the same percentage of el students as our sending communities uh percentage would be we have to align with their percentages is our target so we have to align with all four communities i mean methuen method i know lawrence by itself might be is up there in numbers and then methuen is rising i don't think andover or north andover are there yet so we have to match both communities together i believe that's the standard in which we have to uh reach i think in looking at the grant they're looking for us to have similar like you know like not exactly a line or match but like again looking at those similar populations to some of our communities which would as superintendents said it would even out but they're looking to they're looking at our admissions and our acceptance rates for english learners in our communities to say you know is there a despair is there a large difference and that's why we're looking to increase those numbers of students and have access thank you mr linsky thank you john any other questions one does it okay is there a none report of the committee disagreement district community committee priorities here none this one item we're going to have to vote on which is the new amendments to the um to the policy which is section a a d one section a d and a d that's when are recommended to one document are combined to one document the document is now called ada educational policy any comments or questions can i get a motion so moved can i get a second comments discussions roll call soon miss fitzgerald yes mrs disler miss morata mr lamontagne yes miss marmal and mr cirillo chairwood chess new business anything on your business miss um marmo um not sure if this is new business but i just wanted to take the moment to speak on it during this section of our agenda and maybe it's more of a learning curve on my end and i'm glad marilyn during this meeting there was a moment where you questioned um if it is even required to table something and the reason why i wanted to bring it up is because um on our september 28th meeting and uh maybe a couple meetings that we've had prior to that we talked about the the staff retention rate and it was tabled upon our chairman and um committee member angelo moretta had requested some additional stuff and it is understood that i guess especially on my end there isn't an expectation for you to provide superintendent a report or data the very next meeting that's on my end it's not expected so the question is whenever as a committee member we're asking for any additional data or information wouldn't it be considered old business uh because usually it shows up in the agenda um when we request something to be added under new business it's usually added in the agenda under reports of the superintendent director and for that example i'm assuming it it it's tabled because we're going we're expecting additional information regardless of when we'll receive it so what shouldn't that be under old business until um it gets removed once we receive the information that was requested or once uh the item has been resolved no it wouldn't be on the whole business it would be under his own item which says tabled tabled tabled matters yes because then it would need to be a motion to remove from the table to become an open item again and the reason why i say this because i you know we we discussed so many items and it's expected that we're we're going to forget i don't remember everything and i know superintendent you're not going to remember every single thing that we're asking um of you or of your staff to provide us uh with information so that's why i just wanted to gain an understanding of whenever you know if something is removed from the agenda um if it isn't for a school committee member to bring it up again under new business or like the chairman said it should be under its own entity um as tabled matters so i don't know this is something i just wanted to bring up because i'm not sure going forward how to maneuver how to maneuver this just a comment on whether it's an item oftentimes we ask the superintendent to provide us with additional information and he will say i will have that sent out in an email and then that's completed and as far as i'm concerned once i receive that in an email attachment or whatever else that issue is done because we received what we asked so i'm not sure if that's what you're talking about so uh no it was never discussed as to how it was never mentioned that he was going to provide us and this is sticking to the topic of the retention rates um our last meeting which it was on the 28th of september um was the last time we discussed retention rates and when it was discussed um two committee members requested additional information so it was never stated from the superintendent's end that he will provide it to us via email via whatever platform um it just we just knew that we were gonna wait on the additional information and from my understanding would have been on a future district committee meeting john and no maryland you're actually right because i never got that information and that's not the only information i have asked um that i still haven't received so if it is typo it matter it should be labeled tabled and then removed from the table when the information is here um and if you have gotten information and you feel comfortable with that information then that's a choice that each member makes but if it's a table matter it definitely needs to be on the agenda as a table item um marilyn you're all set correct miss disler then john yes i'm going to agree that we should have a table matter and if that needs to be put in form of emotion so that we can add that to the whole agenda and we there we can keep all the items that we are waiting for information until they we satisfy and then they can be removed if that needs to be put into motion i'll put a motion for it because i agree with there's a lot of information that we forget to go back and say and check that whether we got it or not and like vivian said i'm sure that mr lavoie with everything that he has he also is going to forget and it's normal so if we have a formal way of following up on this request and make sure that they are accomplished that will work for everybody got a motion can i get a second john i was just going to say maybe i'm a little confused but if it was tabled with a request to provide more information i guess i'm not sure if i'm providing more information it's tabled until it comes off the table and wants me to provide it so either way if more information is needed or wanted i'm certainly happy to do that i may just need some clarification on exactly what that information is that the committee's looking for regarding retention rate mrs disler i just want to be clear we're talking that was one subject but i believe we are talking generally of information that's asked during meetings any information i mean if i'm in if i'm offline let me know but i think that's what we're talking about so at any given meeting we're going to have items that we need information we're going to table it and it's going to go into these table matters i believe that's what we're looking for case important today we were talking about the um contact tracing badges which we tabled for more information so that would be one example the retention rate is how many staff have we retained throughout the last couple years to make sure that we don't have a higher turnaround rate of staff because that plays a big role in what we do and i want to say we have us small turnaround rate but i can't really say that because one of the reasons that is important is because that's how we make policies to make sure that we are retaining the the best qualified staff as possible um ms marmol um i'm just trying to review the minutes that uh took place on the 28th of september and i remember specifically the chairman requested um and i believe maryland as well we discussed how we couldn't tell regarding the rates which ones were so maryland specifically said not using the word termination as opposed to not being asked back um non-renewed so that i believe that was part of the information that the last time we met was requested and i obviously need more time to review the conversation that took place because i know angel had asked for something so um again it was discussed and mentioned what each committee member wanted as additional information as to what was already submitted um i just obviously right now i don't want to take up the time to to review the whole thing i think it's something we could do afterwards that way you're better able to inform us with what's being requested the motion on right now is to add tabled matters onto the agenda it was made by miss dislo seconded by miss um marmo miss fitzgerald yes miss disler yes miss morata mr lamontagne yes miss marmal yes and mr cirillo yes watson passes um personnel consideration report um i don't see any okay as one voice right and back to my question was you know what does that look like right would two years be you know sufficient um it's one of these things that i i think it's it's important that um you know for example i had a couple parents call me today and say hey so when you guys decided to make the one height you know one middle school yes my daughter's in fourth grade so in two years first you're gonna go that that's that's an honest question parents want to know so i think it's important that we are able to to have that timeline ready for our parents to know where their kids are you know how are we going to transition are we going to make this transition um are we going to when do we the elementaries are i think are a little bit easier right but with the high school and the middle school that's going to take some planning are we going to use foothill middle school as a you know as a layover are we going to use another elementary as a layover for the seventh and eighth as we're doing this transition those are you know questions that the community has for president can we ask staff as they look at the capacity numbers to also outline an implementation plan and for us to do for them to do the deep thinking around okay when we move this it has impact here what that looks like you know over eight what would happen for example what changes would be in effect july 1 2022 and what changes would be in effect july 1 2023 as we stand what does that look like right i'd like to be able to digest and react with that proposal absolutely i would agree and staffing too what does that look like for our staff because that also will impact our employees well it looks like we had a lot to converse about we had real talk and i appreciate my colleagues here tonight um whether on zoom or here in person about being able to have this conversation it's important and it should be a priority at this point and i thank you guys for watching all of you guys that are watching listening as we are processing as as you guys know we don't talk about these things until we come to the dias so i don't know what my colleagues are thinking and therefore it's literally a raw conversation and i appreciate my colleagues for this time that we have allowed ourselves to have a special meaning and i look forward to continuing um our this conversation with the information that we have requested and have provided that you guys will provide for us i i just want to um just want to um just throw it out there that board colleagues if if we feel that we still need more information i i i think it's important that we do take our time the process and like you said before we wrote digest because this it's going to have a domino effect and one of the things to consider is how is this going to affect this how is that going to affect that and if we have a conversation here with cabinet ford all together right i it it doesn't create that unexpected oh well we're going to you know do a 1.2 million dollar dollar uh parking lot here at gladstone uh former gladstone um you know um what is it field right at the elementary right so these these are good conversations that we're having and i and i thank you cabinet for writing all your notes down as we're processing and requesting and asking all these questions all at once because i know that we're asking a lot of questions and for a lot of things so thank you for that and you know for being on this journey with us because this is a journey and for you guys too at home for all of you guys listening this is our journey we're in this together so before uh moving on to our next item does anyone have anything else they would like to ask for cabinet yeah i would just like to ask cabinet is are there are there any additional clarifying questions that you that you might have um or or do do you feel uh fully prepared and informed enough to take the next steps because because you all got a lot of homework from this meeting i think i think we have enough clarity but i also would never [Music] stop myself for ourselves from seeking clarity if we get to a point where the chicken scratches look like wait was this this or this and then just reaching out and say hey just for clarity um you know this is what we were talking about i think that's um we we definitely can do that if we get to a point uh where we feel stuck or or not clear well you have our number superintendent ortega and your addresses oh yeah you know where we live too thank you everyone i want to thank the reorganization committee that really got this all started um that really helped us out and also the cabinet for working so hard and getting the figures um for us and i know a lot of work but and we really appreciate because it's a very hard decision i think we really need to ask these questions and have the information in order for us also to make the right decision for this community one more thing i would like to just uh thank all my colleagues today for their questions i i think um we're as we work together in a collaborative way towards this i think we will reach much better results and so i thank you for that seeing that there's no more questions or comments i will go ahead and move on to our next item actually our last item of the night which is item 5.1 our german can i please get a motion to adjourn i move to adjourn go ahead yolanda i make a motion to adjourn 5.1 and i second i have a first by board member rodriguez pena i have a second by board member bo and are we all logged in oh and let's go ahead and do our hand vote board member grier yes board member cruz gonzalez yes board member rodriguez pena board member beau yes and myself yes 5-0 we are done have a great night we'll see you guys at our next board meet

yeah thanks um yes and sorry chuck i agree i think that they should remain in the same um in the same resolution and i also think that like you know i think your concerns are valid about like not wanting anything to hold up any one other thing but i i that's also why i appreciate like part of the resolution around the seo is is saying specifically you know to urge um city council to you know start looking into these other components that they can right now so i think we can also consider that what we're asking for in one resolution also might come out in different places when city council like takes it from us as well um and i think erica made those points as well but um i think you know having having similar issues talked about for us in one place is helpful um i appreciate all all of what all of you said a lot of you said about um you know wanting to make sure we have a thorough analysis that looks at all of our different options and like i said at the beginning too i think a lot of these different things are very likely components of each other and i think looking at different pathways is important i just wonder if what is posed in this resolution gets away from what like a feasibility study is and what it's needed for for a municipal electric utility and gets more towards like a desirability analysis you know like the goals of a municipal feasibility study are to look at these like very specific things some of which are laid out in the resolve class prior um you know being able to to look at the legal um analysis looking at the cost of acquiring the wires like you know if we're able to do that down the line um and it's not necessarily coming into like choosing that as the option still so i i feel like that's where my concerns still lie in that second resolve clause is that it moves away from a feasibility study in that sense and that i think we do need to figure out how these different pieces are components of a potential you know traditional utility of the future if you will right like mark says there's not one like even what we're proposing here um but how it moves away from like the technical needs of a feasibility study for a municipal utility um and in if looking at this multiple pathways approach and looking at these higher analysis of you know michigan green power community choice aggregation is like something that we don't want to be saying is a part of this feasibility study if that makes sense and so i wonder how the wording you know even could be changed to like rethink that if not removed entirely thanks um i have a number of others and i'd like to maybe jump in after um edie so noah mark edie chuck me okay so initially what we were tasked with here was just whether or not we want to recommend to city council to do a feasibility study i think we're without polling everybody i think we're kind of on the same page that we want to do that it's just i don't think we need to lay out exactly what the feasibility study is going to look like it sounds like the sort of consensus is that we want to not just have it you know originally we're talking about municipal utility but now we want to expand it and say we don't at the very i don't think we i guess what i'm trying to say is we don't need to over complicate this too much in order to get it to city council at this stage maybe later on um when the rfp goes out or whatever you know the request to get the study especially city staff would be more directly involved in tailoring exactly what we want at that point but maybe at this stage all we really need to say is that we want a feasibility study and we want to generally consider the various options that we have and then we can kind of indicate you know the ones that we think might be good to look at and maybe whoever does the feasibility study can also have their you know throw in their possibilities and in the end i think what we want though is maybe not one thing this is what you should do but here are a couple different options and here's the pros and cons of each of them and but like i said i don't think we need to get too hung up right now because this is just saying city council we want this study to be done thanks noah mark so i think that's exactly what the second clause does first of all it is part of the feasibility say if you look at the results it says it says we want ann arbor to authorize and fund to study to determine feasibility of establishing municipal electric utility including sms gtes reverend da da da and the second one says you know those the study recommends that this study that we just talked about in resolution one also look at the other pathways and other options that could impact this so i it's hard for me to i i would never vote for a feasibility study that said we're not going to look at other pathways and options that could impact the cost of this project um we're not saying go out and do a my green power feasibility study and spend 150 000 studying my green power i i no one says that it is these are the these are the things that are happening and they'll be other things that will come up while we're doing this and we should factor them into the feasibility study that we do that talks about that and ann arbor recommends that ann arbor city council authorize and fund a study you want to inject the word feasibility study in front of study okay but it says study to determine the feasibility of establishing these things and it says look at these other things that should be part of the feasibility study i don't i don't see how this is i don't get i i don't understand the concern here um it doesn't make sense to me to say let's do a feasibility study but don't don't study the feasibility of these things in writing in a resolution we're saying don't do it i'm seems crazy to me i'm missing something i'm you know maybe somebody could elucidate me better i don't get it uh chuck and erica and then i'll chime in mark i think we're missing what are we what are we recommending um you know a feasibility study this could be a billion dollar feasibility study what are we asking them to look at specifically all the technical this could be an endless barrage of activity and i think we really need to be more crisp about what this feasibility is expected to deliver to us it will eventually lead to a scope document that is written for an rfp i suspect for consultants to bid on who will then will select from right and i'd like to have some visibility in this as it was pointed out if we're an advisory committee to or commissioned to the city council hopefully they trust us a little bit to have a neutral voice in how this shapes up and moves forward i think that's pretty critical i agree with you i agree with you i would why don't can you give us language in the first resolve that would say a you know a stage one scope feasibility study or let's let's put a label on this that has you know that's that's recognizable by all parties of what it is we're talking about we can use a stage gate approach which is pretty common in industry to do this it's a stage one activity we can be very precise about it i think we also need to be realistic about what kind of schedule are we requesting here you know i think the city council is looking for us to to recommend a study but you know how this is not a three year event we need this to be done pretty quickly how does this get done and we should recommend in this resolution somehow what the end date should be and how do we get there what's the pathway to get this done there's nothing on schedule in here and everything i do in my life is schedule dictated thanks um i did just kind of want to go back to the resolution that council passed in terms of what was asked for out of um energy commission and i don't read fully every resolved clause but from the ones that are pertinent pertinent is that you know we're asking whether or not the commission believes city council should undertake a visibility to understand options related to creating a municipal utility including traditional and non-traditional models so that's kind of that does lead to some of these other components that are earth within this resolution that the resolution explicitly discusses how the utility aligns with our with our goals the criteria that's in one of here and that um you know it's explicitly discusses how it's um it aligns with our values which is also in here so council has asked for the commission to weigh in kind of you know potentially on both traditional and non-traditional i guess a question to um missy if you don't mind i think council also will have a little bit of discussion around this and i anticipate this is what you would be um staff would be working on next in terms of um there are questions here around kind of scope and how that might balloon into cost and and schedule and so kind of how do you anticipate you know this um this is fairly broadly worded right now um you know making sure that when if the commission approves this and then council ultimately approves this um the staff has enough guidance to make sure that this isn't a monster study with no timeline yeah so the way that i can think about there's a lot sort of in there which is a great question one that these studies happen so we're not sort of writing something from scratch we have a lot of template language to be able to pull from from others who have done traditional municipal utility feasibility studies we're adding an options analysis but we're saying do a parallel like robust analysis of things and this resolution actually does a lot of things to us about the things we're going to ask for we're going to ask for them to evaluate it based on the energy principles and criteria we're going to ask for them to evaluate it based on timeline we're going to ask for them to evaluate it based on transformation and equity and sustainability as values we actually have a lot um inherent in this resolution that gives direction about what it is we're going to write in an rfp and send out tickets to get bids on but i don't feel a lot of ambiguity i think that the ambiguity i have is about what else is in the requests that we put out to the market and and i think that sort of centers are we doing an options analysis or are we really evaluating one thing and that's where i think i'm looking for direction from this body amber go ahead and then i'll i'll comment after you yeah um sorry i was switching between i have notes in two different places but um yeah i mean i think i think mark or sorry i mean chuck articulated like some of the concerns i have around like um like it does this become a billion dollar study right or like a study that takes three years is if if we're not defining the specificity of like what feasibility study means for the other options like so the the first resolve clause no i lost word oh it's in my word document okay the first resolve clause like very specifically um like articulates some of the things that are needed for a feasibility study of a traditional municipal utility but not necessarily all of those things make sense for the other options so it says like it also like it becomes more broad for what we're looking for for the other option so i think that's something that could be written refined more that like mitigates some of my concerns about like what is analyzing the feasibility of michigan green power mean right and i think that's where i still like don't understand or like what is analyzing the technical feasibility of like community choice aggregation mean and maybe to noah's point like those things don't need to be articulated in this specific resolution but it also means like how do we control then like this spiraling from something that we think might cost 120 000 and could take you know less than six months to something that could be much more and i think that's still where like i don't understand like you know where where that difference lies um or like the fact that you know missy said that we don't really need an scu feasibility analysis because we already have that from the technical experts so but we're asking for that in this study or in this resolution as it's written right now and so i see some like questions and dissonance in in those places um and i think just what missy what you were just saying also made me think like you know i think we want to evaluate these options against like the a20 goals against um you know the other things you were saying the timeline and things like that but one thing that i had originally written in is like we also want to um determine the feasibility of a municipal utility based on um you know it's its ability to plot a supply power relative to dte and also like thinking about the revenue that's coming in from the city so i think that's also something that could be re-added around like you know we're also still at the end of the day dte is still the current provider that we need that we need to be also basing off of these options i think too which michigan green power being a component of that but not the only component go ahead edie it's okay john you can go first oh that's all right um i guess one thing that um i'm hearing kind of from what ember's saying and and what others are saying you know is there's a lack of clarity around on the second clause you know is it a feasibility study or is it not for these additional components and so maybe there's a language modification we can make that really indicates that it's more like like you were saying number a desirability uh comparison or something that's specified that it's more like legal framework and technical capacity of these subsequent things and not a full feasibility study to kind of um reduce concerns around ballooning costs and timelines um maybe that's you know maybe a little bit of clarity there um because i don't i do agree it doesn't seem to say feasibility study so i don't think we should read that into it necessarily but maybe we could be more clear to to really um indicate that that's not a full feasibility analysis for those other options so if i may weigh in before you commissioner george hopefully it'll help uh bring us to some um closer resolution to this point um so i think maybe just going back in history we were requested by a2p2 to look at a feasibility study of municipalization through condemnation period and i think we're now from what i'm hearing at a different point and that different point is something that frankly i'm used to um having worked in industry and um when things like this come forward typically what is done is we're asking for a some experts who do this all the time to weigh in and provide us the relative value propositions of the options that they feel are the strongest and best options for us with input from from from us of course and to evaluate that proposition on a number of parameters based on the values and the criteria that you know that missy talked about that was passed by council last december um talking about carbon neutrality by 2030 i think something that chuck stated earlier is very important um there are other parameters like the reliability that's important like the cost that's important etc and to provide us a an analysis of the various options that they think are the best without us being in my view overly prescriptive because if we're overly prescriptive then the experts then are not in a position to be able to say this is what we recommended you know i mean they may still do that anyhow but if we're overly prescriptive they're less likely to do that and i think we we want them to give us what the value propositions are what the relative risks and um pros and cons are and the way we bound that is by putting a price tag on it which basically tells them how much resources that they can put into it and we also bound it by putting a time frame on it and that's as somebody else said earlier exactly what happens in business and industry is someone says we need an analysis along these lines you tell us what the best options are you tell us the relative uh value propositions are you tell us what the risks are you tell us you know the likelihood of success you know including for example you know if we do municipalization by condemnation i think we also want analysis of what's the likelihood of success how much money are we going to have to put into this upfront um in terms of education in terms of marketing in terms of trying to convince the residents of ann arbor to vote for condemnation i mean i think all these things are are a part of this value proposition and so my my sense is is that somewhere in the wording we want to talk about the relative um what a bunch of what are the different options that that the the the party that does the analysis lays out various options tells us what those very various value propositions are and they do it in a certain time frame within a certain budget and then we sort of leave it at that we don't tell them just to do one option like we were talking about at the very beginning but we asked them to tell us with all of their experience what's the best way forward commissioner george thank you mr chairman um i appreciate all the debate that has been had on this um i would like us to come to some sort of resolution to this conversation uh i think that we've uh highlighted that there is some uh disagreement over what the language is uh i think you know the question on this is whether we want to vote this through as it is as it stands tonight or are we gonna take another month and have the folks that have been shepherding this uh continue to work on some of this language to try and get and make everybody happy so you know i prefer we move to that conversation so that we can continue to move this process along i personally think that you know i'm very torn at the moment uh i i think that i i i would be i could vote for as it stands right now i could vote for it in a month um i you know i do uh hear some of the concerns that have been raised but um you know i think that we really need to make sure that we're staying on topic here about what is exactly in front of us and are we actually going to take action on this tonight or are we going to punt it for another month and have more language tweaks as a number of folks have suggested so i would encourage us to steer towards that conversation thanks for bringing that into focus um commissioner peck and then commissioner cleavy commissioner mccoy and i think we should all take commissioner george's uh advice into consideration so go ahead yeah so i will i'll agree with that and i also really liked what you had to say john but everyone here has had uh some very valuable comments so it's a thoughtful conversation um just for a reflection uh i compare this with what we did at u-verse 2 michigan for our carbon neutrality effort and we did put out our rfp asking for a consultant firm who does this for a living to weigh all the options and give us the pros and cons but also to do it in a way that was uh give-and-take and discussion with uh our team and missy was involved in this um so she could has a firsthand idea of how it can get a little frustrating at times but at the same time how it could really work and i do believe we have uh staff uh particularly missy but her other you know other staff and other members of this team even um who can interact if we write the rfp right uh and i don't think we should be writing the rfp tonight or ever i think we should leave that up to the staff uh we just want to say let's get it out and uh let's consider all the alternatives and let's have a option while we're doing that whoever's doing it uh to to be able to um present and then be enqueried and then provide answers to those queries because i think if we do that staff will get the information city council needs to move forward with our advice thank you commissioner george i very much appreciate what you're saying and so i gonna offer a suggestion so my suggestion is this we take these resolve one and we take resolved two we take resolved one and we say resolve that the anarch energy commission recommends that the city of ann arbor authorize and fund to study two and eliminate everything else that's in that section drop down to the next section take out take out the first line of that second result and begin pick up and say to second line analyze and propose multiple potential pathways the city could meet take to meet its a20 energy-related emissions reductions and clean energy goals period and eliminate everything after that and and we take that and we vote it through so again take the first resolved keep everything keep the first line and the second line up to the word to kill off everything else in the first resolved drop down kill off the first sentence of the second resolved pick up two analyzed and proposed multiple potential pathways the city could take to meet its a20 gold mission goals reduction clean energy goals period kill off everything else and resolved number two keep everything after that and we send it on i think that meets all of our the needs we were talking about where we've already made the decision we're not going to endorse a a resolution that was given to us um that is calls for a single uh traditional municipal utility feasibility study and nothing else so we'd be pretty clear that we don't want to do that so with this it it ties us to 820 it says let's do a study and find the best pathways and if doing that study we're going to be looking at rates values we're going to look at everything polls we're going to analyze everything and come up with a decision about the best way to achieve that goal that's my suggestion we're seeing this for one clarification just to make sure i get this edit before it's considered um mr clean what was the first two that you ended in the first resolve clause was it after sorry after the word after the word two mid-sentence second line um to and fund a study two and end at study and at the end at two t-o and take out everything else in that i don't think that sentence makes sense in the first resolve clause resolve that the ann arbor energy commission recommends the ann arbor city council authorize and fund a study to and then eliminate everything else after that and the first line of the second resolved so then it reads to analyze and propose multiple potential pathways so it's one resolved merged into two it's one resolved emerging the two throw out the stuff that uh amber is concerned about the excess detail it leaves it open enough that we can look at multiple pathways we d we say and the other ones you know do a thorough study pick a decent contractor make sure that the whatever it is the goal the community wide carbon neutrality by 2030 820 plan and energy criterion principles that those things are included and then we say and we don't want to wait so we want to move on the sau now and here's what we want to do right now because you know it's further developed than these other options and we don't we don't want to wait and it's compatible with as far as we understand is compatible with any other option we're going to look at including traditional municipal utilities missy i have a question are you able to work in word and modify this with strikeout or whatever so that we can actually look at something just before we vote uh if if the commission wants to take this one out for sure i just i just made the changes in a separate document um i'm not sure if it's friendly to the body so i have it sort of as a side but yeah i can do that if we feel like we're close yeah so chuck may have a friendly amendment to add some some technical language about stage gate or whatever if you want to put some some scope around that study that would be a welcome addition that's my suggestion commissioner mccoy commissioner hook um commissioner juno yeah i was also going to recommend something based on what robert had said but it was different in that i was going to suggest we um like move the conversation and vote on this in december um but one thing that i i found challenging over the course of the last month was like only having the conversation via email with like a couple people due to the open meetings act limitations like i couldn't get feedback on some of the additions or like why people wanted certain things because i couldn't talk to other commissioners about it so i was gonna suggest trying to move to have a public like working session sometime between now and the december meeting um to work on this for like a subgroup of people who want to contribute to it um uh so that we could do it not like offline um in a way that could like the conversation can continue with the people who want to and can contribute to it um and then vote in december okay before we leave your suggestion can we take that up briefly my understanding is is that we could have a subgroup that does the editing if we decide indeed to take that path forward but it would have to be less than a quorum of the commission is that not correct or is that correct so we could agree tonight that you know persons a b c d and e could meet to hammer this out and then bring it back for a vote in december is that is that i just wanted to clarify that that's possible is it not i saw a few nods but i didn't okay it sounds like it's possible okay so commissioner will come yeah john to capture your thoughts i think we also in this in this sharpening the spa to use another stephen covey word we should add something in there something along the lines the energy commission recommends a maximum budget of 200 000 to be applied and that this work be completed by june 1 2022 as bookends the council can take us up on it or they can change the numbers but at least we're recommending this get done in a reasonable timeline for a reasonable budget i'm open to changing some of the numbers i could probably go lower and faster but i think we need to give bookends in the recommendation i would support that too um i i want to throw out one other proposal um and that is that we can uh craft a resolution vote on it approve it but that doesn't mean that that has to be exactly the same resolution that our council liaisons take to council that's my understanding um they they would most likely present our our resolution but the final resolution that council votes on could potentially um if we're if we're really trying to accelerate this process we could vote on something tonight that is uh you know a 90 solution and then take this offline in a smaller group that then works uh with council to draft the final resolution where council would be able to say this is the product of the energy commission um we we recognized that we wanted to move forward quickly and therefore we didn't try to craft the 99.99 solution but we did we took it to this point and um these are some of the open potential issues and we're going to include those and address those in the final resolution that's considered by council so i'd like to throw that out there as another option and council member radina go ahead and riff off of that or anything else you want to talk about yeah i mean i i think i just wanted to to comment briefly on the idea of kind of going into a work session and then coming back in december and and i think my thought on that is i i think everybody at the at this table this virtual table has expressed a lot of of thought and interest in this topic and and i guess even if we were to take some additional time and have a work session a sub quarantine working on something i guess i wonder to the extent that the december meeting is different than the conversation we're having tonight where folks who weren't at the table might have additional thoughts and want to change things and tweak things um and so i i guess i i in part agree with the sentiment that um i think you can probably work out a solution and keep this moving forward on an expedited timeline to the extent possible um i would also add just simply to i appreciate um commissioner hookum's comment about kind of adding some bookends to to this i guess the the other thing i will add is while i would ultimately encourage us to to emphasize kind of the the the urgency with which we want this completed i am also hesitant to support a a date where we are dictating to to the person that we're doing this work to by when it needs to be completed because i think we want complete work i don't i don't think we want to be rushing towards a specific date um while i would like it as quickly as possible um unless we are certain that something can be done by a certain timeline i i would hate to put an arbitrary deadline on it that that couldn't be met it breaks yeah i would concur with what councilmember rodina suggested which is you know i think the budget will somewhat be limiting limited by our available funds um and uh you know i i i worry about studying a kind of an arbitrary date because i'm not sure exactly when the rfp is going to end up going out and you know i think there's some challenges around that but um it sounds like to me in terms of kind of there's there's been a lot of potential wordsmithing around this but ultimately um i've only heard i guess i've heard a lot of different sentiments but it seems like the major struggle has been around around considering if if the second resolve clause creates um with sort of the options um listed in that if that is too broad or or not and i think that's something the commission needs to wrestle with and and should wrestle with tonight i mean it's um you know are our folks comfortable with with um with asking with asking council to do more than a traditional um feasibility study or or do we just does the energy commission want to see to see more out of that study um those are that's sort of i think at least part of the advice that that i'm i'm seeking to take back to council commissioner yeah councilwoman briggs could you give a little guidance there on budget and what kind of limitations we have i mean do we have funding to get to 200 000 or is that a big stretch we have some precedence about what other consultants have charged other cities for similar studies we know that what that looks like is that something in the realm or are we talking about 50 000 or something different i might punt that a little bit more to dr stoltz here who's been probably thinking a little bit more about the budgetary impacts and and where that might come from so i don't know do you mind speaking to that yeah well one we should say that this was never budgeted right period any of these studies a traditional utility what we're talking about now didn't that that's not in the budget so whatever we do we're going to have to find the money for period uh so to the extent you want me to give you an estimate of what that's gonna cost i can't uh right now but it has become very clear you know i've started to look at the budget to find space for this kind of a study and i assume this will come from our office's budget so mr when you said whatever we do but but that does not include moving forward on the seu because we can work move forward on that within budget correct right with the exception that i still would want to do a technical study on the micro grid yeah yeah but everything else no we can move forward with existing budget if i can also just jump in really briefly on that point because this is something that i i talked to our acting administrator about and it's something that i is on my agenda to talk with our interim administrator about um i am also interested in trying to pursue budget options that do not take away from the existing work that osi is already doing um and so i i would um i am going to encourage us to explore other funding options as well and other other places in the budget where we might be able to to find some savings so that we are minimizing the impact that a feasibility with study would have on all of the other competing work that that osi is doing and so i think that is an ongoing conversation is i guess all i'm trying to add to that i i think it's a good discussion i think we just all have to realize that there is some opportunity cost somewhere at the end of this equation you know it's coming out of somebody's budget it's coming out of um you know cities reserves or it's taking away from the city being able to do something completely potentially unrelated to 820 so it's not that this is just um you know money that's uh falling from heaven to be able to just to fund this and i think that's one of the things we need to consider as council certainly will so i what i'm going to ask missy is that if you could put up the document based on what i consider to be um some in the form of friendly amendments we haven't actually voted on them and then we can maybe um actually after looking at something um see whether or not we can get a vote on a friendly amendment and move forward on this or if people just feel uncomfortable with resolving this tonight and prefer to take this offline with a smaller group where we're still within the bounds of open meeting act and come back in december with a an alternative formulation so um my understanding is we haven't changed anything um in any of the resolved classes other than the one or two little things that were mentioned at the very beginning of this discussion and i think the main thing that we see here is what commissioner cleavy has recommended although commissioner cleavy i don't what i saw on red wasn't i don't think exactly what you said let's see this is the original formulation right so this is this is what i suggest that we do yes oh okay okay this is it right so fold in those two like that and that's that's what i'm recommending we do because we've mentioned we said above it you know there's a people have said the whereas about doing a traditional utility and then there's a whereas about this of sustainability and whereas these are not mutually exclusive or collectively exhaustive but both necessitate additional investigation typically conducted then we say okay so therefore and this is the new resolve that follows on that so it's both broadening and narrowing we're not dictating exactly what that means but we know what we want to end up with can i get a motion to consider this and discuss it with some potential tweaks can i do that yes well i think i did right i put forth that motion section george um so comments on this mr mccoy um yeah and thank you for putting this on the screen this makes it easier um so i think this is this is now actually back to like what was originally sent to me when when i think after missy um compiled a bunch of commissioner's comments it's very similar to what i saw a couple weeks ago and the reason that we added like i asked to add the paragraph that's now removed the resolve clause that's now removed um which i don't know which you gotta miss if you can show what you deleted all right this is confusing um yeah so the reason i asked to add those things is to ensure like those are like those are important components of a traditional municipalization feasibility study and so like i i wanted to make sure they were named and like those are things that are going to be assessed in that component of the feasibility study um and so that's why like i inserted that paragraph last week um so i think like i understand like the streamlining of it but i would just want to ensure that like that's still a component of the feasibility study that like those pieces that are unique to a traditional municipal utility um are still a part of the feasibility study that is funded by the city um and then it doesn't just become an actions analysis so like i i think it's also just like a difference in knowing that like uh a shorter resolution from us that has less detail like also means that there's more like things up for interpretation right and and so i think and i think that's also some of the conversations that have circled tonight it's like we're reading the same piece of paper differently right and so i think that's like where some of my concern comes in is just like wanting to make sure that those pieces that are essential to a traditional municipal feasibility study and are unique to this are still part of whatever ultimately comes through at the end of the line no matter what the language is and what our resolution passes tonight if that makes sense can i offer something i know there are other hands so i apologize and then yeah mr cleavy after that go ahead commissioner real quick one thought would be i think i really appreciate what you're saying is there a workaround where we take the sentiment that's highlighted right now that gets to that specificity and put it in a whereas clause so it's defined what we mean by a feasibility study and so that way the results can be more succinct but the the description is above draw from mccoy you have a thought on that yeah i mean i think that makes sense if we say like where is a it's like hard for me to think about um like yeah if we say like whereas like a traditional municipal feasibility study like like we define what that means for that component i think that would work yes so we know that those are the components when we say we want a traditional municipal feasibility study you know including all these things that aren't are we all we mean that's what we mean yeah sorry the words are not coming to me very very well so i just let me throw my two cents in on that so i think of the of all of us sitting here the only person that's ever done a feasibility study on a traditional utility is chuck hookum so i guess i have two questions to chuck one is do we need to actually tell you how to do your job or tell somebody else how to do the job um that does this and by by being this specific um are we actually limiting ourselves because we're leaving out important things i mean is there is there a it seems to me that feasibility study of a municipal utility is is a is probably you could find that in textbooks and it would describe it so do we have to do we have to do this do we have to describe this i don't we don't describe how a solar cell works um so i'll turn that over to chuck it's a question to chuck i'll do i'll go with whatever chuck says i'll be glad i'm sure missy and her staff could probably put together the right words to make this happen i was trying to understand what our budget limit was because this is getting pretty specific and pretty detailed and will take time and budget to get done i also would like to take this moment to say i think we're still mincing words and shaking things around a bit and it's nine o'clock at night and i don't have little kiddos to put to bed but i'm mindful of everybody else and i would suggest we're not under any time crunch let's have a small group get this pulled together offline and have it ready for december that's in a better form commissioner briggs thanks um i am struggling a little bit to understand why we would um remove those first two resolved clauses in in the in the way that they currently were i think um they provided some clarity to the to the community and into council about what exactly the energy commission was expecting out of um out of the study and it it it takes a lot of the meat out of that so i i understand it's it's providing it trying to not create any artificial limits to the study to the options analysis potentially but um i'm worried that it's i guess i i have a few concerns around that but i'll i will this is recommendation to council so i will listen to wherever energy commission goes on commissioner george uh so just from a process standpoint we have the amendment uh the language amendment on the floor uh i think that we should either take a motion to table uh insofar as what commissioner hook um said to allow this whole thing to be brought up back in december for a further vote uh and discussion after a working group has been has met and so forth or we take a vote on the uh friendly amendment uh and that goes up or down and then we then take a vote on this um so i would encourage us um to make that decision so mr chairman i would encourage you to uh uh ask uh for a vote one way or another uh i think council member briggs you had your hand up from before right so i think that's a good counsel i think the way that you presented it was maybe first to take a vote on tabling the issue and taking it back up after a smaller group works on this in our december meeting um robert's rules we have a motion on the floor for an amendment and we need to vote on that which is uh what marked this language the mark proposed so i think we have to do that first okay so um we have a motion we have a second on on mark's amendment i don't know that we did everything second second okay george seconded okay so um all those in favor of making the changes as we see not here is this i guess this is it as shown here everything crossed out right you were toggling between two different documents so i think this this is what we're voting on i was toggling between two different views of the document so this is the same document it's in crossout is what's been merged into the if it is here i can try this okay yeah there you go there we go yep so um all those in favor of adopting this language um in this this case i'm going to ask that you go off speaker and so that we can and also but to raise your hand so we can get a better sense and see all those in favor of this this change um say i and raise your hand hi i'm sorry can you keep your hands up i gotta do a roll call on this one okay got it all those so i'm gonna ask who's against and then just uh for abstention so those those who are against please raise your hand bye can you keep your hands up okay okay got it so i i guess i have a question are we voting on this as a resolution pass or fail or are we going or we also have a resolution we also need an amendment it was only the event only the amendment okay right yep okay good so as i understand that the amendment passes for me there are six against that's and there were seven four so now we can call the question which i do because so then then there's the second the second question um do we table this look at what we have discussed tonight in a smaller group bring it back in our uh december meeting potentially in the exact same form as it is right now potentially modified um and then vote on it in our december meeting edie you have a comment first yeah just a process question because i i mean i guess since that just passed what would we do going forward um in terms of the work group i i guess there might be a lack of clarity there too i guess that that's essentially what we would be voting on is do people want to recraft this and tweak it a little bit or do people feel comfortable um as it is i mean some of the things that are still on the table that haven't been considered in this amendment are is are we putting a limit on this in terms of budget are we putting eliminated on in terms of timetable um are we taking into account um changing the whereas clause we didn't we cut it out um it was one suggestion of potentially moving it into a whereas clause um that was ember's suggestion so those kinds of things potentially would be considered and potentially others um between now and december does that answer your question that's at least my my understanding amber go ahead well edie can answer if it answered your question first or me i i didn't know if there was a response from ed first no um yeah i was just gonna motion to table this into a working group to talk about those questions that you just outlined john so that's a motion do we have a second second from bridging okay we have some couple of seconds so um the motion is to table this tonight to take it to a working group and bring it back in potentially exactly the same form or another form addressing some of the the questions that i outlined potentially others for consideration by the commission in our december meeting all of those in favor of tabling uh raise your hand and say i can i please have hands back up again this is gonna be a good one thank you oh man the oh man i'm not sure what that counts as a boy okay so all those against you can also abstain or so against one more time just to see it's um commissioner george radina did you get commissioner juno i i'm not sure where commissioner juno were you uh he's a guest against did someone have stain okay i think we have to do a roll call though because i think we just i think we got a 7-7 so roll call do you want to do a roll call then this year i guess i do the roll call uh if you can do roll call i can capture notes yup that's that's easier so i'm just going to go as people appear on my screen i'm gonna go last on commissioner cleavy no this is um no yes yes to table and no means to take take a vote and finalize this tonight commissioner no no commissioner mccomber yes commissioner george no commissioner garcia yes no i was that a no does it know no commissioner stevenson yes mr juno no mr hook um yes mr mccoy yes councilmember breaks yes mr levin no no mr kerber no commissioner over peck yes and i vote also yes uh motion uh passes so um what what i would then ask since um this essentially is tabled now is could we get agreement on who would be interested in working in this subgroup i'd maybe like to keep it to i mean missy i would obviously like to include you i think um and i would recommend maybe we keep it to something like four commissioners does that sound about right so who who would be interested in in doing so i would be wanna just raise your hands so commissioner cleavy commissioner mccoy commissioner hook um i'd be interested as well anybody else has a burning desire that doesn't mean you won't have an opportunity to weigh in in the december meeting obviously and we would get this out well in advance so that you can consider it so i think we have four people um plus missy to do this i just want to be really transparent that there is not a lot of free time on osi's side for these meetings to take place so we're going to we're going to have to be really creative as a working group to make this happen this is above and beyond at the point well it's almost we can do a christmas that's not far off from the availability i have uh yeah merry christmas that we are interested in entertaining okay so um we're going to table this and um i i will take it um as a task to set up a a meeting i'll put out a when to meet poll and hopefully we can get at least an hour to to work on this and to uh whittle this down hopefully maybe i'll even try to set up two meetings um so that we we can get through this well in advance of december so that's it with um our two um agenda points so now we have a couple of other things as sort of cleanup i'll just go ahead and read them all off reports from osi and news from commissioners and it's not mentioned explicitly but also city council liaisons working group updates and report from the environmental commission and then public input and then items for the next agenda so missy do you want to start first with reports from osi maybe you can keep this short by just saying you issued a report correct you just issued a newsletter yesterday you all should have received it please enjoy updates from osi at your reading pleasure so news from commissioners anything burning from commissioners uh news from and announcements whatever from city council liaisons yes i guess uh just uh on the embodied carbon we're we're working on uh finalizing some language and um chairmaski should probably see something there soon i would appreciate that because we've talked before in the other context about limiting living this time wise and this has been in discussion since also july so june actually i think so yes i would appreciate that okay um working group updates and from the environmental commission um carlene anything to report of substance from transportation electrification no not at this time okay um i don't think well there is a small working group that's working on energy concierge services very briefly um we have a meeting with boulder tomorrow to talk about some ideas and so we'll be able to give you some feedback in the next meeting we have what we think is maybe a creative approach and hopefully it resonates with the folks at boulder that already have such a service in place um edie can you give us update uh with highlights from the environmental commission yeah thank you um at the last environmental commission we had some presentations on plastics use in the city and also a presentation on um sort of operationalizing or making more tangible some of our zero waste goals which certainly would play into um some of the city's energy goals um but i think that should cover the report out for today thank you any questions people feel free to circle back to edie um so next is public input i'll get my old script here just a second somewhere let's see where is it here we go so this is an opportunity for persons to speak up to three minutes if you're watching on ctn please call 888.7 or 877-853-5247 and enter meeting id five 937-6751 six eight one nine this information is also displayed on the meeting agenda and the video feed city staff will select callers that have raised their hand one by one using the now if there weren't uh but we also approved 30 and 31 which which were after that so i'm just wondering how you handle those in sequence so all those vouchers are are locked up in our state right now okay um some of those vouchers are being currently worked on where we needed to get other vouchers done beforehand so that's why you may be but those four have not been presented to us for final approval with the actual expenditures attached to them no not again but they haven't gone through yet okay thank you and just in your notes you're welcome i have a comment on all the vouchers that are being presented to you for signature every night there's a copy of the blank voucher that you signed with the corresponding number so so that you know that they are being utilized okay thank you any further discussion this guy's any questions oh no okay any comments questions okay mrs allen yes mrs kite is joshua yes miss valerie yes nice to meet you yes thank you okay we have uh quite a few events boarding school events yes and just to know um like we mentioned open house is going to be rescheduled to the spring for celebration of learning which is november 17th we cancelled november 19th ptc grandparent eagle and we will be meeting with teachers tomorrow and the music department to see how we're going to manage the musical presentations for winter concerts so stay tuned okay okay thank you so we will um hope we have some uh building board information discussion this is i'm enjoying my voice [Music] um yeah i don't know who got to go to the trump retreat this last couple weeks ago i think it was the best way i've ever had it was awesome um i there were so many teachers and staff out there volunteering their time to entertain our kids on a friday night and it was it was so much fun i heard a lot of great things about it i got a lot of really good feedback so thank you so much for our passionate staff for helping um make that a success um i've also got a friend who's um involved with the linus project we don't know what that is um they make blankets for kids in the hospital for maternity wards they have to go on for any extended stays for cancer treatments or anything like that and they have traditionally made um quilt squares you know you sew together um and they take them to schools to be decorated by school kids and they have not been able to do that because of co-fitness like i know a guy um so i would love to see that maybe um for our art class or maybe some um just class projects or something mrs cooley does a sewing club here at our school so how cool definitely connect us thank you i had just two things got this in the mail this week um arizona school tax credit um to me this is an absolute total no-brainer and you know i just number one i think we ought to do this again and send it out more toward tax season next year um i mean this is nothing out of the pockets of people there's not i mean they can give 400 to continental school and and the state just gives it right back to them it's a beautiful way of rerouting some of the money that you normally send to phoenix and said at the con middle school amen and that's all it is this is fantastic let's do it again uh i think that we can we can double the amount of money that comes into continental from something like this and lastly um i'm looking forward tomorrow i believe greg uh that we're meeting with the bond refinance people at 11 o'clock well i'm going to be here greg and so uh uh here we're here to find my new button here here is an absolute fabulous thing that i think we can do for the taxpayers of this district um uh uh to save hopefully close to a million dollars for the taxpayers on your laundry finance so i'm looking forward to that meeting tomorrow great and mr larry i just want to reiterate that all of our tutorials clubs um and sports and athletics are sustained by our tax credit funding so we really do appreciate all of our tax credit donors yeah i agree that i mean i agree with you it's a no-brainer but people don't understand it even educated people tax people don't understand it i don't think accountants push it that's which is unfortunate so to get it out there i mean a lot of people don't understand the tax credit or even now that the federal government is giving us child care tax credit and oh well look at this they don't realize that's money that they were going to owe next year but that that's a whole other subject but i would make two a suggestion is that we move earlier in the agenda possibly the um cults of the month i think it's a long time for them to sit through i know we originally wanted to kind of see how a board meeting goes and i get that but it's it's a lot of people in a little room for a long time and i think the reason why we did do it that way is that with the superintendent's report it is about the kids and about their families and with what mr nathan and mrs cuevas present on teaching and learning and discipline it is about the students as well so i think when we talk about students and parents having to help us to meet our goals but we did if you notice we're going to rotate mrs and mr nathan so they're not both presenting on the same night so they're not that long but we will try to continue to keep them a little bit short but i think it's important that kids hear that we're discussing kids and that parents here that we're talking about their attendance and their progress or not with the students and maybe more exercises mrs cravos and i also we talked about that like as we were doing it today yeah um one of our questions and we're not quite as familiar with the robert's rules or procedures but it's something that the call to the public can be moved after that event instead of going in the beginning because at a time where the students aren't as involved in that um and can we move that further back following the cult of the month recipients i think that's a good idea because it is good for parents to hear those reports right not so much we're talking about the kids we're talking about their athletic presentations we're talking about their discipline presentations we're talking about all the good things that btc does in those reports that's good for parents to see but the call to the public i think is something that we could um it's really follows the business part of the meeting and so i think that mr kravos and i thought that that would be a way to just save time there as well just a little tweak somewhere to help get the kiddos out to use your kids okay with that i think we will recess to sign documents think about it looks like a lot of them

So I'd like to know and this is the form in which we come to share our opinions. But let's again let's continue to move forward. Okay. Number three, there's been conversation open in open session about destroying the IB curriculum program at Ketta Scott King Magnet School. Please don't do that. That program has always been working. I was on the school board, excuse me, I was on the committee from the community that turned Hickory Elementary School into Kretta Scott King Magnet School. that school has always been performing academically. It was brought to my attention and I went online and I found an article from the US News and World Report and I want to say it's dated in October, but you can Google it. It's the US world US News and World Report that recognized Kretta Scott King magnet school as being a top performing IB elementary school in the state of Illinois.

and we have 34 with partially meeting or not meeting versus 51. um the areas that we uh scored higher on were um selected response questions which has to do with multiple choice questions in the area of technology and engineering physical science and open space science but they look scored below the state in areas of constructive response questions in writing some more of the essay type writing earth space science concepts and the science practices and also evidence of reasoning so uh working towards improving the middle school science results um the departments are um looking at release questions and reviewing them for their content and their question style um they're identifying issues and developing strategies to support the content and the ability for students you know their test taking skills in general also open response language and understanding what words mean in context will be a focus of their work and also to organize review session so that um the previous grade can review with students before they take the test thank you so high school biology exam this was probably i think the um the subject area and uh that had the biggest change as far as mcas was concerned for last year so typically on mcas high school science um to honda we do we test in the area of biology and um typically the student whether you're in 9th grade 10th grade or 11th grade if you transferred in from another school in a different state at the end of your biology course at the end of that year that is when you would take your ste high school mcas exam on because of the pandemic um in the interruption the state decided that um only students who are currently enrolled in the sciences as freshmen for full year courses would be required to take the high school science all other students sophomores juniors and any senior who had not met their um their requirement for the science or mcas for graduation purposes uh went through the competency determination um group for um a high school diploma and so only our ninth graders 45 of them that took a full year biology course took the exam so the exam was made up of um you know five different reporting categories um and again with biology they were supposed to all the standards are supposed to be the next the updated standards and the exam was supposed to be a next generation online exam about a month or two into school the department of education sort of put the brakes on that and said we're going to go back to the old standards and we're going back to paper and pencil that shifted a lot of a lot of the teaching for you know all of the um science teachers across the continental there were no release of questions or contents just standards for so there is basically when you go into edwin analytics and you try to get all the nice scraps that they have for math and english they're not available so um pretty much what i what i had um just stated um and so it was very it's it's very very big you can't we couldn't do much data analysis on this exam whatsoever um but what we do know on is that 91 of our students scored proficient in advance on actually i mean 71 of our students scored in advance that was fourth in um in the state we had no students on in the warning or failing category for um for biology addressing deficits even though we did perform so well there were standards that um you know we realized we're not as strong as um as others um and so the um biology teachers will be focusing on literacy on scientific literacy for on for our writing as well as modeling exercises to promote student construction and knowledge for application processes and moving forward with high school biology on you know the open response questions again yield in weakness um and so there'll be additional writing in the biology classes we do hold on review sessions prior to the mcas and the mcas in biology is always the last exam and that is the first week in june um which is great because you get the extra content time but not so great because the kids are like it's 80 degrees outside and i don't want to be sitting alive so um and again and we will continue to provide biology and class review sessions um after school as well for um for our students so that is our presentation um do you have any questions at all yes congratulations i think the numbers that you presented here tonight are fantastic i can tell you that my old family will be looking where we wanted to move coming into this area looked at the percentage of students that met or exceeded expectations in that 10th grade level historically i know the student has done extraordinarily well at the honda it looks like that's continued which is awesome the one question i had when we look at some of those groupings between those that are meeting or those that are partially meeting a lot of students in those two buckets and my question is do we know at all let's take the partially needed work are they closer to being needed or are they close to being monogamy we think about where they could go in the future is there another numerical value that tells us like how we are within that particular group it is not easily accessible to us um you know we would have to but you know what we do what's interestingly enough is that when we look at our for dental school when we look at those students on who we recommend for our labs lab classes in either math or ela typically they are you know those students that are on the cusp and it could be honestly a matter you know between one question and four questions that sort of you know brings them um you know over to the meeting side um and so with that and that varies um according to the number of um you know students of how they score for that particular exam you know with this year's scores honestly because as ace and john had stated you know we had students that that didn't take the exam um you know we had other students that um you know maybe show them for ela and not for math um some students and and we did not have any students but in the you know commonwealth some districts had students that took their outcasts at home online um and so there's so many variables that again i i would hesitate to to make you know a educated guess on that i would you know think that taking a look at this year's the 2022 for and you know compare it to you know like the 20 um or 2023 would give us a better understanding but i know historically um you know i would probably say it's about a you know a 65 35 split 65 being in that like four questions you know versus because i mean i think that you would see historically our middle school scores are fairly similar to that and then once they get up to the 10th grade um we we typically outperform the state pretty significant that's great i think i hate to see the state put science sometimes as what feels like a third priority after reading the map especially given what we've all gone through the last 18 months or two years right awesome results on the biology side of the science side from both the elementary and the high school level um but i hate that it sometimes gives it an afterthought after reading that it's not you guys that's well you know what next time i'm going to put science first any other questions i just like what i have said about science um science background biology specifically our kids are always talking about how important science is how much i love to do science volcanoes every day and all that um i know we're focusing on stem but one of the main themes i saw here for all schools was both geometry and then just writing in every subject right to me that's not just a covet issue with these mcas tests i deal with college grads coming into the accounting world finance world and we're constantly getting feedback from the directors these kids don't know how to write they can't write to a client they don't know what they're doing i can't have them send an email to a client because they don't know what they're doing so i just think you've already recognized it and you're doing something about it but it's such an important thing that kids these days if it's because of phones or texting or whatever it is even coming out of school working in a real job with clients you know working on million dollar accounts they can't write so whatever you can do to fix that do it don't worry yeah any final comments for danielle thank you very much and i know that those presentations in the handouts represent a lot of programs in part just analyzing the data but also taking the time to present it fairly to us and to the public we really appreciate the effort [Music] absolutely thanks susan um so election subcommittee i don't want to try to say this even but there are some documents that you've seen related to the timeline for the upcoming election um the timeline is really fit into three different phases we're currently in people referring to a community engagement phase that goes through march followed by a nomination phase where people will be able to even take out papers that were working you know present themselves to the community sometimes after they take out combination papers and is much more detailed um timeline of that i don't know if student or lori won't speak at all about your presentation this information to the selection or if that was clear on the agenda uh yeah no i think we just we didn't have any questions particularly about the timeline i think they were just uh commenting on these things in terms of engagement that we've asked them their opinions about um but the timeline was clear and i think they then the only other election related thing that you're also talking about later in business is we developed a set of frequently asked questions one group of those questions is very geared towards questions we expect a voter to ask the other questions related to questions we think a potential candidate would ask so you'll see as we talk about those later we've developed those they expect to continue adding more frequently asked questions as those questions become simple they asked and really will add them on the goal there is for us all of the committee to have a document we can point to when others ask this about the election we can answer the questions any questions about the documents that the election subcommittee is putting forward this is supposed to be locked it's a faq draft is that only for you to see or should we be able to see it so we can see did you all right as well all right if you have other questions that come up that you think should be added to this faq email um uh or suggestions of other kinds of tools like this that would be good to put out to a problem so this appropriate to also suggest that other members of the committee or administration ask new questions about the election that they can refer those questions yeah i mean i think um i wouldn't even say that informally we probably should vote on that with these strategies next in december or december the first read but when you put out the strategies for uh community engagement that would be otherwise included up there this is fantastic adam really like it it's just wonderful that you're thinking about what they might ask of you know a potential member and then what they i just really appreciate you very organized really thoughtful um together as well thank you because um the the we used some of the frequently asked questions in our presentation last night numbers three and four and uh we are going to the berlin selectmen next monday and we'll do similarly they they all have copies of the final timeline and we'll speak to them uh drawing from some of the frequently asked questions information policy subcommittee mike yeah we have a few policies here for first ladies and gents and the remaining policies for the employment policies that god gave us a lot of feedback on [Music] right oh that's yes the jeff spoke earlier the occasional policy any questions on policy or on the first read materials okay superintendent evaluation lauren so um everybody has their hope who has their binder um great work so if you open it up you'll notice on the left-hand side of the pocket are some sticky notes just pass it as you go through if possible to write in a sticky note and write them in there i'm gonna try to reuse as much of this there's some things will be updated next year but um it might just might help you also to put tabs in different places um and then if you want to just open up it's going to go to a couple places really quickly if you open up to the orange section you flip over to november we're very much on our timeline and i want to call your attention to january because that's when um jeff will be giving basically an update on where he feels he is how he feels it's going that's a really important presentation where i would suggest you take notes and things like that it'll help you when you write the evaluation but he's also going to give you an idea of where he feels he is and at that point it's i remember last year susan asked jeff that he felt that he didn't have time given that kobe took so much of our of our time um and there was a back and forth about that so it's really just that that was a really important meeting or an important item on that timeline and then if you just want to open up to the red section this is the red tab yes i apologize the red tab is the end of cycle it's the evaluation that you're actually going to follow and we're going to have a training on this so i'm not going to go through and go over everything but susan did a great job it was very hard to convert this into google and word and i tried two different times and then she took over into the fabulous job you'll notice if you if you flip to page um four of seven there's a chart there that has all of the standards and they're highlighted in different colors green and orange and pink and then as you go through she highlights where those would be that you would fill in later on this will make more sense when we have um our training but it's very it makes it so much easier movement proficient and exemplary that so these two tabs are really going to be your most helpful when it's time to do the evaluation so put these in a safe place because you will use them thank you questions for the for uh tools in here okay so it's safe from a contact lord i mean yeah if you have questions about things that you're seeing in here okay so let's see we're doing 755 great we have a few follow-up discussions to try to complete several tasks the first is each actually each of these tasks the first and third is these who need protocols dashboard are on the business section for votes tonight the school committee goals coordinator that outreach is a first breed so we're going to treat these just a little a little bit differently so the first one uh schoolmate protocols uh conversation first is does is decide whether we think this accurately reflects the whole community's perspective and can you each agree to every statement there because basically you're you're committing to those statements when you approve this and final protocols um and then the discussion should inform them when we get to votes if there are any amendments that are proposed they would they shouldn't be surprised that you should hear them in this discussion if there's anything that needs to be uh modified this is a chance to kind of talk about that uh before we get into the work section so let's just make protocols so susan can i ask for some clarification um just because i'm sure we knew what i want to write i went to our um the policy handbook through the mis yes and i'm wondering i'm just and again i could have missed it why we need this document when a lot of the things are addressing here are i feel like a lot of them fell under different um there's bda e which is norms and standards from school community and that's basically what is being rewritten there because that was written for a different committee okay that's not to say that that the committee could decide those are assets for us and we want to go with those rather than what's been on the table [Music] fit in so it's not actually the policy properties the policy that act um but it's currently in our in our files but not doesn't show in our policy manual and the one that we're looking at tonight is that e2sc is that what's up right now u2 so it's the one that you see oh i'm sorry i didn't you were okay so there's e1 sc and then e2 as these with e1 like well yes the final document the other one shows compared to the previous document okay and so that one shows where the chains were made question on the table right now does does the current version accurately reflect the committee's perspective uh for protocols operating during calls correct the one that's on the table tonight is revised too much complexity and duplication of documents when policies may already address some of these things and by putting in place of protocol and also we have policies somewhat related to to me the process seeking a lot i would prefer to rather revisit existing policies and adjust that and then you create a new protocol which then led to additional protocols down the line just a beast of keeping track of it adam i spent a lot of time working on this writing this and i don't agree with you [Music] i was kind of silently thinking that to myself why why because i don't think we need it i think like absolutely funny policies discovery and most of this is uh it also adds to complexity i agree with adam said it's just more sometimes less is better just in case anything contradicts in the slightest verbiage where there could be you know something we're kind of led into this path by how agreements for how you're going to work together that's the function of that um so it's gone well over the last 20 years so uh what i'm hearing you say adam is that we would want want the policy committee to go back and find the policies that cover this stuff and take a look at those i would say the policy committee is important to change um regardless of what we're talking about right so if that's something the policy really wants to take up i think that's actually but i'd rather see that come out of politics and i'd rather say one of the policies that we can try our policies of the faulty document okay um julie um i think she has a lot of wisdom and expertise in this area so agree with dorothy meaning what we need to do it to do it this way to bring this out to us right not necessarily just him policy but i don't know because i haven't had as much work as you must have with it actually this version was not done by uh adam um because we thought that that was going to happen when we left the meeting but um all right so does anybody want to comment further do you feel like you well there's we have some difference of opinion it sounds like in terms of whether to use and continue working on this or to go to existing policy and revisit that within the policy of bringing meaning forward that needs to be revised or discussed those seem to be the two places we are and i'm just wondering if anybody wants to make that piece um or their perspective again or to stand in the other side consider that i mean i i i agree with with adam and i think like we brought up a lot of great discussion i feel like this wasn't an exercise of futility even though i can't imagine with you on the time and after that went into it for my to write it um my goodness um i guess i just i i would i would use the same questions that adam used i just don't know i don't i don't feel looking at our other one that we you know especially where we made the statement about the um the school boards like i think the towns know how we feel about um you know their input and how they how they share with us and different things like that i guess i just don't see anything really new one here that i think needs to be put in there this is going to sound like a really dumb question but i feel like i need to ask it because yes i think that's a good question because currently um the existing normal protocols are not in the manual they're as an exhibit so they're they're a um as a living document of the committees not the policy per se so then so what if we all accept this these protocols in our vote what happens next are they added to the to the policy manual or it's just a set of protocols that we're agreeing on the body right that's right oh so it's not like this isn't getting added to the policy this is just not the not the way it's currently framed all right and they um and so there are just the straight policies in there um so you'll see that when you go to dba it's just a short policy right it doesn't explain all the norms um so it becomes a document that the school made uses themselves and can modify and you know often do get modified in use or from year to year as the community looks at them so um it's a more of an operational document yeah so i think it still makes sense to vote on and accept it then i don't it's not we're not saying that we're it's just an exhibit this is kind of almost like calling out susan to have possible committees like this like other well that's what you're seeing on the dashboard okay just last year yeah my point of fact we have a very well organized easy research easy easy to find information and policy and if we're going to add additional protocols i'd like to more clearly understand where they fit into the policy manual and that they don't conflict with other policies that are pre-existing in the policy manual section b of the policy manual has by my eyes close to 40 or 50 different specific policies that are inactive as part of the school committee they're they're in the policy being publicly available i don't see where the protocols are becoming being held or whatever whatever it is here and i'd rather us if we wanted to lose in place do it as a policy and put them in the same place and make sure that there's no conflict between this document and other pre-existing policies yeah i don't i don't think it's intended to be a policy nothing because it's it's not like long standing it's for the current committee to adopt and so it will technically change or even change just by depending on march that you want to change something protocols so it's meant to be more a living document than a policy long-standing policy document but that's not to say that it's not worthwhile to look at what's addressed in the current policies that overlaps in this i'm wondering if people um feel like they have thought about this enough that someone can make a motion when they get to this in the business items and more able to work work off of that okay any other perspective you want to put out all right so let's move on to the next item which is this a breakout today is the first redial inside coordinated outreach for the school committee goal first goal statement um that says by december we'll have a coordinated approach to engaging existing groups already so what i tried to do there was to define that a little bit let's find the outreach goal it is f2 um to define the group of the votes and they use the first roots f2 and so what this tries to do is to define the groups that we're talking about the pre-existing groups and then to define uh in some way the liaisons role and so this is just on the table too for feedback it's a first read it does this job with where you'd like to see this particular goal go or would you approach it have we accepted this goal or yeah yeah we're getting into the results oh the goal itself is itself what is this berlin pto slash [Music] across the district yeah is that commitment um they have i believe something like 95 members not all of them active members 95.

i've been listening into the discussion and and appreciate everyone's thoughts on this issue um one thing that it seemed like there was some differences on that it didn't seem like there were a lot of clarity to me is what our technical questions that a consultant for the city should be answering versus what are political questions that that voters or their elected representatives should be deciding so for instance it could be that there's more than one way to meet the 820 goals and maybe some of those ways are more expensive but might provide benefits in terms of electric reliability and others are cheaper and might not have those benefits and i think a consultant in a study would be well suited to explaining those trade-offs but in terms of like recommending the best approach i don't think that's what a feasibility study or any other kind of study should focus on i think that's the decision either through for voters through a referendum or for city council and i would just encourage that to be taken in mind going forward thanks thank you good input caller ending in two four five color oh okay uh this is tattoo murphy speaking um i live at 3 15 in the vicious street in ward 5 and i've spoken to you before about some of these matters and um i've been following very carefully the uh discussion tonight and um it seems like it's gotten very complex and it looks like people are trying very hard to um get to the bottom of it and align things so we can everybody can be pleased with what comes out in the end i just want to say that um i have originally been very much involved in the support for you know municipalization feasible studies and um because i think we need to know if it makes economic sense in an arbor and i hope that the um resolution as it's now worded will be able to get at that i think one of the things that i mean maybe i should first say the discussion um in the presentation that you just felt about the sau was beautifully done and the people in ann arbor for public power also believe it's a good thing and should go forward right away but i think also that the um the things that we had thought about for what was what you're calling the traditional means would be that um uh it would it would take it would um let the community manage and responsibly service the ratepayers and it takes the elected grid out of the hands of bte which is cooling unreliable and has very limited plans for getting rid of fossil fuels as sources of energy communities could also give back the money it earns to service the ratepayers rather than a dte giving it back to investors that is it could stay in the city and not be paid out to shareholders this last year in lansing and traverse city earned over a million dollars each which they could reinvest in their communities the muni in winter power florida which um spoke at the energy commission meeting last month they use the money they earn to start undergrounding lines so i think these concerns relative to dte and really relative to concerns about fossil fuels should be should stay in the conversation so i look forward to the meeting next month thank you very much thank you anyone else missy a car ending in 134 yeah thank you dr saltz and chair mursky this is ken garber 28 haverhill court uh i appreciate the serious discussion tonight the problem with the options analysis is it conflates feasibility with desirability as commissioner mccoy said first let's find out if a muni is feasible that's a technical analysis then only if it is we can decide if it's desirable especially since we should be pursuing all options for the foreseeable future we don't need to choose certainly not at this stage an seu we know from dr steltz's great presentation is both feasible and highly desirable we also know it's not enough often told you back in march that only 10 to 20 percent of buildings are optimal sites for microgrids and seu can help us meet our clean grid goal but it can't get us all the way there we're probably even close the muni on the other hand can execute power purchase agreements including for offshore wind to meet that shortfall which the seu cannot do because it lacks the necessary polls and wires so the s eu and the muni are complementary cca is currently illegal in michigan that can wait and vpbas and migraine power aren't a big part of any clean grid solution the muni feasibility study has to be well done with defined scope as commissioner hookum pointed out it should include a detailed engineering assessment and system analysis engineers make site visits to all dte substations also look for transformers look at transformers and lines to evaluate their age and their condition economists will calculate average and peak system loads based on regulatory filings and city data they'll apply ferc and mpsc filings to evaluation using both income and cost approaches now model future coal gas renewable prices and derive comparative cost and cash flow for dte versus muni scenarios all this must be done accurately so you can trust the results very few consulting firms out there have the necessary knowledge and experience there is ees and new gen and maybe a few others the idea that they can do this new expanded study for under 200 000 or even half a million is wishful thinking and there's no need because we should pursue every option at this stage not spend scarce funds comparing them the muni is the only one whose economic feasibility we don't know let's find that out while advancing the seu so any resolution should be about feasibility thank you that's all anyone else missy nope nope okay lots of good discussion lots of good insights good comments at the end um thanks everybody for hanging um with all of us through the whole evening and hopefully we bring back to you a refined resolution in december that resonates with everybody and we can get this on the council so thanks very much and with that it is 9 20 what is it 24 and i adjourn this meeting thanks very much thank you you

Now, if you remember correctly, the school board dumped millions of thousands of dollars to educate teachers, certify them, and certify the school as a IB curriculum school, middle grade, sixth, seventh, and eth. Ketta Scott King Magnet School is the only elementary school that feeds into that program. Our students are getting a head start. It would not make sense to try to destroy that program. Just last month, the school board agreed to release Dr. Condise from doing the evaluation that program. Well, you as far as this article is concerned, you can just take that off her plate. It's not even necessary. We know that the program is working. We know that it's the only elementary school that feeds into the middle school in which you wanted the middle school to be IB certified. Okay. So, here's my recommendations. Number one, leave the dome alone. The dome can benefit everybody in the school district, every interested party.
