Um some things have been said about me have been said for me and I want to make sure to address them. Um I speak facts. At no time have I ever slandered somebody, spread false accusations, accused anybody of misappropriation of funds, malfeence, or done any sort of personal attacks. >> Are you serious? You're going to sit there and say that? >> You can look through the tapes. The board meetings are taped. >> How many time I sit next to you? I listen to it. I sit in close session. I sit up here. I don't need to re look at tapes. >> You can peruse my spreadsheets. Check them against district reports. >> Renee, >> there have been many things said about me, said for me. None of them are true. There was numbers that I gave you. Have you looked at them? >> District up to liability for slander.
It's an open you up for it. No, that would be you, President Raleigh. You named me as the unnamed member in this resolution. >> President, please. >> I've been watching the numbers. Is it legal to put money there where we have? Yes. >> You know, you can't slander a elected official. >> The threshold's very high for that. >> Job, you take the heat that goes with it. >> According to our governance handbook, President um Mr. Roly, you shouldn't be interrupting me on repeat. >> All right, I'll shut up. >> I've been watching the numbers. Is it legal to put money there? >> Yes. Was it necessary to put money there? That's our job as board members. The county does not count money. There was $33 million deficit spending projected and we ended up having 12 million. We see truth one time a year. It is found in the unodudited actuals.
>> Madam President, can we get on with the vote? >> As a board, >> this overhearing the same story she's been telling for the last year. >> I addressed untruth spoken about me. I addressed words that were put in my mouth. President Rowley, if you check our governance handbook, you'll see your behavior is unacceptable to this board. >> I'm just calling for the question. >> Okay, let's call for the vote on the floor. Um, >> the same thing. >> We'll take the vote via roll call. Mrs. Longore, >> um, I made a motion to table this resolution so the board could consider the impact of this decision on our community. There was a second on it. I believe it's still on the table. >> Yeah, except that there was one that was already seconded before that. And so we go in order. >> I would encourage you to check Robert's rules of order.
>> Understood. How would you like to vote? >> My motion is still on the table and it's got a >> Mr. Raleigh. >> I >> Mrs. Tucker. >> No. >> Miss Apara. >> We can't support the >> uh and Miss Buchanan I. So the motion passes 31. All right. Okay. Item three, approve the tenative agreement between Apple Valley Unified School District and the Apple Valley Unified Teachers Association dated February 12th, 2026. >> I move. >> You move it. Okay. I'll second.
Any discussion? Right. Call for the vote. Mrs. Longore. >> I. Mr. Raleigh. >> Hi. >> Mrs. Tucker. >> I. Miss Apara. >> Hi. >> Miss Buchanan. I. Item four, approve the certificated and classified personnel actions as listed. So moved. >> I'll second.
>> Any discussion? >> All right. There'll be via Yes. So, so sorry. I just want to point out to the board we are establishing a new position a speech and language pathologist >> and we are increasing one para educator's hours um from 6.5 to 6.75 as of January 2026 while voluntarily um receiving a voluntary decrease of a another pair's hours from 6.75 to 650. Thank you. >> Okay. We'll be taking the vote via roll call. Mrs. Longshore. >> Yes. Mr. Raleigh. >> Hi, >> Mrs. Tucker. >> Hi, >> Miss Zakara. >> Hi. >> And I'm I approve the recommendations for requested leave as noted. That's item five. >> I move. >> Right. I'll second.
Any discussion? Calling for the vote. Mrs. Longore. >> I. >> Mr. Raleigh. >> Hi. >> Mrs. Tucker. I. >> Ms. Apara. >> I. >> And Miss Buchanan. I number six. Approve the recommendation of the administrative hearing chairperson effectively effective immediately. I put those together. Sorry. Effective immediately on um EXP number 17, 2025 26 through EXP number 19, 2025 26. Expulsion case stip number 5 202526 and admissions case AD number one 202526 move right made the motion. I'll second.
Any discussion? We'll take the vote via roll call. Mrs. Longshore I. >> Mr. Raleigh I. >> Mrs. Tucker I. >> Miss Apara I. >> And Mrs. Buchanan I. Okay, we're going to move on to item J, the consent agenda. It's recommended that the board of trustees consider approving a number of agenda items as a consent list. Consent items are routine in nature and can be enacted in one motion without further discussion. This procedure conserves meeting time for a full discussion of significant issues. Are there any items anyone would like to pull? Yes. I'd like to pull items 8, 18, 24, and 25. Was there one after 18 before? >> I'm sorry. Which ones did you say again? >> Okay. So, it's Let me just confirm. Number eight, number 18, number 24, and number 25. >> Yes. >> Okay. Are there any others? >> Yes. I would like to pull items 1 2 7 22 23 >> and we already have 24 pulled >> I'm sorry what' you have after seven >> 22 and 23 >> okay thank you are there any others all right so I make a motion that We approve consent items number 3 through six, 9 through 17, 19 through 21, 26 through 49.
Can I get a second? >> So, >> okay, we'll be taking the vote via roll call. Mrs. Longore, >> I. >> Mr. Raleigh, >> I. >> Mrs. Tucker, >> I. Miss Akara. >> Hi. >> Mrs. Buchanan. I >> Okay. Do we want to go in numerical order or do we want to go by who pulled? >> Take good. >> Okay. Mrs. Longore number one. >> Um, yes. Thank you. For consent agenda item number one. It says adopt resolution board compensation for missed meetings. But the attached document said human resources report. in the agenda. I'm looking at it right now. Adopt resolution 252614 is called resolution board compensation for board meeting. >> Right. So if you click on it and Oh, okay. I stand corrected. Thank you so much. >> Do we want to vote on that one now or do you want to go on to number two?
Yes, we can. It's up to the board. >> Just go into the number two. Let's finish all of them. >> Okay. Number two. Um so in approving the minutes uh of February 5th board meeting I just I know I had spoken on it. I just want to reiterate um having the minutes in a more timely fashion would help with accuracy. There have been a couple breaks um in between that time. So in February I was I think two days off. Um March obviously a week. So, I know in spring it does get a little bit pushed out, but that's because our staff is not always in the office as much as some of the other months, but I'm sure that Kylie gets them to us as quickly as possible. Yes, thank you. I know she addressed it as I as I brought it up last.
I just want to make sure that um since the concern still exists that we're just noting it. >> Okay. Do we want to look at number seven? >> Um, yes. So, it says, "Approve the agreement between Fresno State Pacific University and Apple Valley Unified School District." And I just have to say, this is my alumni, Fresno Pacific University, um, not Fresno State Pacific University. Um, and that's just a sunbird in me going h >> is that how it's is is it supposed to be listed that way or if you wanted to list is it listed? >> Well, I just wanted to bring it to the attention of the board. I don't know if we have to do anything to correct it before we >> however way >> the actual document that is attached says Fresno Pacific University. >> The attached document that you're approving tonight says that.
So, it's a clerical error. >> Yes. And there is not anything that needs to be done unless you don't want to approve it. >> Okay. No, I just wanted to check. I wanted to make sure we were okay moving forward with that, you know, sunburn's rule. >> Thank you. >> Maria, do you want to talk about number eight? >> Number eight. When I went to number eight, um, it was a clinical practice agreement between San Diego State and Apple Valley Unified School District. But when I opened up the document, uh, it was showing that this this contract was from 2021 24. >> I I can speak to that. Um, we learned that we had a student completing a program there and for the university to award them credit, they had to have copy of a record that we were in support of the teacher retroactively.
So, we did have to put the 2024 date on there to cover the teacher and their program. >> Okay. Yes. You didn't think I'll catch that, huh? >> Yeah. >> Yes. >> Okay. >> I had a feeling. >> Thank you. >> But I'm still embarrassed about the Fresno Pacific University. I do apologize to the board for for that. I know. >> Okay. Then I go to number 18. >> Uh on number 18, when I was reading the the packet, um let me get out of this one. When I was reading the packet, I got to um I read the draft. Should I be reading the draft or should I be reading the proposed proposal? We have been including the draft from the first read so that you can see where the changes were and then the proposal is the actual clean copy that would then imp um implement those changes.
>> Okay. >> Because you you saw that I saw something on the draft. That's what got my attention. As I read the draft, I saw a person's name. So, I didn't know why there was a person's name on the draft. >> Person's name. >> You want me to tell you the page number where it was? >> Yes. >> Let me go. It's It's on the >> I I can respond to that. It's on uh page three. It's the person that was >> working the draft. >> Sometimes in the system, it will make notes. Um, as you can tell, when they're in a work progress, they're very messy. That's why they have the green and the red and the bold and all that. So, it looks like the system made a a note of who did that. Put that CSBA note in there for you guys' review.
>> Okay. That's why I was asking if I was supposed to be see looking at the draft or the proposed. >> So, thank you. uh >> you know, but I I think that I would be curious to know I guess I can work with it because that's it's not on my screen. So apparently it's a software Adobe thing that I'm going to have to make sure I'm using this the right >> version so that I can be so I can see that too >> on page three. >> Page three. I have I have no indicators of anything on my >> Okay, perfect. >> Okay, then item number 18. Um I am on just having the the only thing that I >> wasn't 18 what you just said >> 18 was the one you just 24 >> 22 >> somebody has 22 >> 22 is >> I think that was the official baton being passed to me >> that's you you're 22 and 23 >> okay um I noticed uh for to approve this agreement we would have a cost of $340,000.
Um, is this an increase of cost? Uh, that's something that we uh already approved earlier in the year. As it explains in the background, we had approved several contracts to service students with speech and language needs that some of the contracts did were not able to provide us speech and language pathologists. IA is able to for us to finish out the year. So, it's a shift of cost. It's not an a new cost. Does that make sense? I had a contract that we had, but in order to add more speech and language pathologists because they have been responsive, we are shifting the funds from those that are not able to and they will be closed. >> Understood. Thank you. So, a a shift of funds, not an increase. >> Correct. And that's in the background. >> Thank you. Um, so then for 23, same idea.
Um it's a cost of $221,000 um for speech and language and LBN staffing for the remainder of this year. Is it the same? Is it just a shift of cost? >> It is. That's correct. >> Thank you so much. >> That brings me to number 24. My number 24 is not actually um I'm not asking a serious question, but I'm just um um think I was thinking out loud. um about um some of our retired reading specialists if we've thought about getting them to come and do some reading specialist material instead of sending it out to an outside vendor uh to see if we could use them uh to help us at these schools because they are retired and >> like me. Yeah, this is a third quest >> and and the cost of it, we would not be able to hire a reading specialist to do the work that is for $5,000 cost um to do the work that is happening in Third Quest and the amazing outcome students are having from Yakaloma.
So um this is their site funds. This is their um they have been paying for this out of their site funds. We had piloted it. It is now being put on the um agenda as an adopted reading intervention program for them so that it can be an official program, not just the pilot. >> Wait, and I have a question on 24. >> Okay. And yeah, go ahead. And then I've got one on 24 also actually. >> Oh, you can go first. >> Um I just was going to say and I the name is slipping me right now. The other program that's above third quest, do you know it? Hall Pass. >> I think the new one for above third quest is Hall Pass. And then there's the other one that's the journey. Some kind of a journey. >> Yeah, it's the journey one. I can't think of the name and they're probably in Oregon getting really mad at us now that we um I used it last year with some of my struggling middle schoolers and the jump they made in their words per minute and their reading lifestyle level.
It was phenomenal. So, I just It's the same company. Yeah. >> But it's the older kid version. Um, >> it really helped them. >> Good. Yeah. They're getting good results at Yakaloma. >> Okay. >> Um, so I guess that sort of answered my question because I too was thinking of our safe and civil trip up to Oregon. And the third quest, as soon as I read it, I thought, "Oh, I think that's the reading intervention program that they were telling us about while we were up there." >> Absolutely. I can't remember the name at all, but the kids get like timeraveled and it's all sorts of prehistoric. It's great. >> Yeah. >> Then I go to number 25. 25 is uh one of those uh eyeopening uh spots and I didn't want it to go by without saying how that made me feel. Uh these are incredible courses.
I wish I was there a lot younger uh to avail myself of such an experience that is being offered right here in our own backyard. >> Yeah, I'll mention that we're not offering all of those. That's the course list we can select from. >> It's an opening is it's a door that's open and many students do take advantage. It's an amazing opportunity. I will be I just >> I was just going to say go ahead >> bringing this item back for amendment. It seems to be an April May every year. We bring it in April and then I amend it in May because something happens at BBC where there's a slight change. So we'll get to celebrate again this list at the May board meeting. >> So but the qu these are the things questions that that I'm asking. Are the credits equivalent to the high school credits or are they going to be college credits when they get it?
