Hello and welcome everybody to this matchup. April 6, 2026. The Hollist Panthers coming into Norris Field at Nathaniel Froingham Stadium to face off against your do Sherban Raiders. I'm Brad Kandle alongside nobody except Elsa Suko the camera girl. We got CamRandle on doing the Instagram stories. Follow us DSCable TV. One word. Follow us. We'll follow you back. Um so what we got here today is a Raider team that has started off the season 2 and 0. They've been real good and already kind of looking like they're in their top form. On the other hand, we have Hollist who is looking pretty darn good as well. They are two and one. They have played one more game than us. And I mean, this could be anyone's game here. Hollison wearing their red jerseys. They're going to start off going right to left. The Raiders wearing their whites going left to right to start off.
So, these resolutions together. Uh starting off with requesting the University of Hawaii system in collaboration with the Hawaii Teacher Standards Board and other institutions of higher education to require completion of comprehensive coursework in the science of reading as a condition for graduation from any state approved educator preparation program leading to teachers licensure. And first we have Deborah Halbert, uh Dee Morita, Deborah? Uh-huh. Good afternoon, Chair Kam. My name is Debbie Halbert, Vice President for Academic Strategy. I have with us the Dean of the College of Education at the University of Hawaii at Manoa. We'll stand on our written testimony, but I do want to add that in addition to the materials and resources we discussed in our testimony, Hawaii P-20 along with the DOE and other partners have a statewide literacy plan as well as a literacy coalition. So, there is active work being done in this area.
Um starting with Keith Hayashi. Proposed CD1. What's up? Proposed SD1. Aloha Chair Dela Cruz, Chair Kim, Vice Chair Moriwaki, and Vice Chair Kidani. Keith Hayashi, superintendent, testifying on behalf of the Department of Education. The department stands on its written testimony, which provides comments on this measure. The Hawaii State Department of Education expresses concerns that HB 2567 proposed SD1 would hinder operational agility by restricting our ability to establish positions and strongly opposes uh provisions that would mandate boarding evaluations of complex area superintendents and on all legislative access to confidential personnel records. Thank you for the opportunity to testify. Thank you. Ian Robertson from the Department of Attorney General. Morning Chair, uh Vice Chairs. Um Ian Robertson, Deputy Attorney General. Uh our office submitted testimony uh indicating that uh the proposed SD1 may be exposed to risk of a challenge under League of Women Voters v. State.
As is a custom, I would ask you all to stand and join us in the pledge of allegiance, please. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Next, we have uh good news, Jason Whoopenberg. Good evening. >> Thank you very much, President Dutworth, Superintendent Hoover, members of the board. Once again, we have lots of good news to share in the EBSC since we were last together. So, uh, Vice President Moore, you had actually lifted this at the end of our last meeting um, about the Bossy Priettes and Bossy hadn't put a picture out yet and about a day or two later, they had that. So, we were able to share that on social media. But, in case you've forgotten about that, huge congratulations to them.
And those kids talk to Chief all the time, whether it's at lunch, whether it's in the hallway, and I think that's such a crucial point to what we do in education to keep our schools safe. Cuz the kids are going to know. Exactly. >> to know what's going to happen, and your connection that you have with them is fantastic. The one other thing you didn't mention was uh we've been working on our crisis teams at each individual school. What's that? He did it. Did I miss that one? Okay. I was I was working with the with with the computer, but that's um we've met with with the high school, we got the middle school and elementary to do yet. Um but that team's going to be important if there ever was a crisis. I think we met right after the tornado. Um you know, possibly was going to come here and did, and so we kind of had a little round table discussion of what would have you know, what would that next day look like or that evening look like, and it was really good feedback back and forth.
And by everyone I mean me, just me. And me. Yes, and you now. The infection. Anyway, um the players on the Cyber Tiger still standing uh four out of the eight still left in the playoffs. We have Emmett aka Lego Master, Bartolo aka xdarkninja, Jordan aka StrixyX1, and Hunter aka LazySoul7, the defending state champion looking to make it back. Now, if I remember from last year the semifinals and finals round are both at state, yeah? Yes. They are. So, this is the last round that we are playing this season here at the school. Anyone who wins tonight will punch their ticket to the arena. And starting shortly first seed of the entire tournament, the defending state champion Hunter, our very own, our second generation talent, is going to be going up against Obarosa, the eighth seed from Bloomington High School. Good luck to Hunter. Mhm.
12 minutes on the clock. And uh fun fact here um the Panthers didn't have a roster. So I took a picture of their score sheet and it's all first names. So that's interesting. So should be fun, right? Both teams getting ready to take the draw here. >> Got Maggie M taking the draw for Hollist and Norah Olsen going to be taking the draw for the Raiders. >> It is 47° outside. Feels a little colder, but should be good. All right, let's get ready to go. Ref is getting the ball in position and we are underway. Raiders now with possession, working it around that far side going behind the net right now. That was Yeah, I'll say it later. Yep, they're all working the ball around. Olsen to Mley back right now. It is Schneider with it. And I'm a little behind, but that's okay. Hollison takes it away.
Both of those groups also promote and include tenants of the science of reading. If you have other questions, I'll be happy to defer to the subject matter experts on that including Dr. Stephanie Bolos who's with us. Thank you. Thank you. Why don't you just sit there? Anyone else That's the only person in person. Um that is not up to testify. Anyone else wishing to testify on this measure? If not, uh Dee Morita or whoever else want to sit and ask answer questions? Okay, so from the testimony, I'm gathering that you do not want to have this part of the graduation or that embedded into your curriculum or explain that to me. Um Yes, I We are um in our testimony, this uh course that the science of reading course alone, a standalone course. Um We feel it's We feel that it doesn't necessarily reflect the what we can do to impact the overall teacher literacy for our all our children because it's very interdisciplinary.
Thank you. Thank you. Hawaii State Board of Education. Osa Tui from HSTA. Milly. Good morning, Chairs and Vice Chairs. Sarah Milly on the left and on behalf of Osa Tui and the HSTA. Um uh you have our written comments, but we'd also just say we think this promotes accountability and transparency. And I'll also say as a classroom teacher, anything that can get funds to me in my classroom so I can use with my students, um we support. So thank you. Thank you. Um Janet Snelling on Zoom. Aloha, Janet. >> [laughter] >> computer, it will come from Okay, here we are. Okay. Why don't you deal with it and we'll come back to you. We have Lori Yatushiro on Zoom. Okay, Lori, go ahead. Aloha Aloha, Chairs and Vice Chairs and members of the committee. Mahalo for the opportunity to testify. We While we share the goal of fiscal responsibility, I'm sharing concerns about HB 2567 SD1 proposed specifically regarding the restrictions on the superintendent's managerial authority to create leadership positions.
What an accomplishment. They've worked so hard. They actually won the championship in their division. I believe it was over in Louisville, Kentucky. Um, and you can see uh from the students on the right, a lot of pride uh in that. So, congratulations to them and to Mossi High School. Uh, Evans School change makers. This was really an exciting thing to be a part of. I had the honor of going and seeing this. We had media coverage from this as well. But, uh, this is part of the change maker process. It really does provide student ownership. They're involved really every step of the way. Um, and that picture showing them working on landscaping projects around the school. It was a beautiful day the day they did this. Believe it was right before the day before spring break. It was a great time for students to be a part of this and they had literally things going on all day long in the school.
Any questions you guys have? I have a question. Sorry. You're stuck. So, how um like is there anything that you're still feel like that you need or missing or you know cuz you started it from scratch so I'm glad you brought that up. You're not going to prove anything. I'm just asking. But I was working on um uh having a fundraiser. I'm going to hold it at the middle school. It's going to be uh I found this company out of Avon, Indiana. Um it's laser tag. They bring in a big blow up. It's 40 by 40 ft. And inside it's different rooms where the kids will have a chance. There'll be two teams of six that will go in and go against each other. So I invited uh third fourth grade to go against each other. Fifth sixth will go against each other. And seventh and eighth will go against each other.
Good luck to both of them. Both of them, sure. Oh yeah, and this is the this is the match that is getting streamed on like the actual IHSE uh um like stream. More eyes are on Hunter than ever during one of these home games. Even more will be on him if he makes it past Obarosa or Barbosa. Don't want to mess up his name. And coming to you later tonight after this match, our third seed Jordan aka StrixyX1 is going to go up against AxSprout or ACCSprout, however you pronounce that, the 11th seed from Adams Central High School. And the final match of the night is going to be a sad one because it is Cyber Tiger versus Cyber Tiger. Our second seed Bartolo aka xdarkninja going up against seven seed Emmett aka Lego Master. Both Cyber Tigers. So, unfortunately we can't have an all Cyber Tiger playoff.
Hollis in. This is going to be Brooklyn L with it getting chased down. Getting chased down by two Raiders now. Low and Mley. And it's going to be a Hollist ball. Hollist trying to get some offense in. Game is still very early. This is going to be um Brooklyn L with it. Passing it off. Hust trying to get it. Raider coming up quick though, but Caroline W gets it. Caroline going through few Raiders. Ball knocks loose, but they're going to get a better look at it now. Trying to pass it off. Look at this. Hollison gets it. And this would be Luscow. And Claire Luscow bringing it down. She has just had an outstanding season. Oh, quick pass, but that one just goes over, but Molly picks it up. Molly coming towards the net. Molly Sopia Mley getting the first goal of the game. >> Oh, wait.
Cuts across multiple subject areas. Uh and so I think we uh you know, we feel strong that it is important, but we also feel that you know, it's it's not it's not like a one-size-fits-all kind of thing. So, there should be different approaches and one of which is is certainly this area called science of reading. Okay, so you folks have the science of reading already embedded in in your curriculum? >> components of the science of reading such as phonetic awareness, comprehension, uh those kinds of strategies that are already embedded across that we're currently teaching, yes. But we don't call it the science of reading. We have components of the science of reading. Okay, and is it comprehensive enough to be considered that they've had um training in the science of reading? Well, I don't know if it's uh comprehensive enough. Uh I do know that that, you know, there there are different strategies that they do use.
In times of crisis, leadership flexibility is not a luxury, it's a necessity. Had this prove Had this provision been in place during the '23 Maui wildfires, our response would have been severely compromised. The two complex area superintendents were able to temporarily appoint deputy CASs to manage the immense surge in community needs. These leaders provided boots on the ground, large volume coordination that required two executive level positions to support students and families, manage transitions for displaced displaced staff and students, and maintain 24/7 communication between school leadership and MEMA. This allowed principals to focus on their school communities. These temporary positions have since sunsetted. However, statutory cap on superintendent positions would have created an administrative barrier to this responsive leadership, directly impacting our ability to serve our community during its darkest hours. Furthermore, these roles are vital for seamless leadership transitions. As a former deputy CAS, the opportunity to receive on-the-job training and historical context ensured that when I stepped into leadership, there was no lapse in support for my schools.
But I mean, these students took ownership. They were really into this and taking a lot of pride in it. Uh, and it turned out great, too. It really did look nice when they were done. So, congratulations to all of the students uh, and the staff at Evans for that. Uh more congratulations are in order. Once again, we have such great fine arts programs across the board, certainly at North High School. Um their percussion team, which is part of course of their larger uh marching band of the Green Brigade, but their percussion team uh won their division in Indiana for the state percussion championship. So that's actually a competition with some large high schools all across the state of Indiana. And so for them to win that, that was quite an accomplishment. Then they got to perform for the entire student body. Uh we had media coverage on this also the other day.
And uh think was it the 17th, Jim? Who? I think it's the 17th of this month. I think you're right. 17th So from 3:00 >> And a lot of kids already talking about it, but I want to let the board know. So what's the fundraiser? What What's the need Like what's her needs? Like where are where are you at? Like what what are you looking to help to do to improve? Like >> Well well what I'd like to get right now is uh when I get some money is to get a uh a gun rack for my patrol vehicle. That way it's locked secure securely in the vehicle when I got it in there. Then down the road, you know, maybe a radar or something that way we have problems or complaints uh vehicle speeding in the school zone. But other than that I'm doing good.
It would have been sick. But sadly we must see one of these players from our own squad go. Have any of those other ones been Is this a second time for a chance at state? Um I believe I can't remember if Jordan went last year, but Bartolo did. So, both Hunter and Bartolo I know are fighting to get another state run. Okay, and state is when? State is the 26th. That's a Saturday, yeah? Okay. It's the 25th or the 26th. I don't remember which one. It's the Saturday. Oh, it's the 25th. The 25th. Thank you so much. How much practice does normally goes into preparing for these tournaments? Well, um specifically the Tetris team, they have Monday and Wednesday, I believe, practices. Um normal practices last half an hour, so 3:00 to 4:30. Game days last all the way till up to 6:00. If we don't have a game on a day that would be a game day, sometimes practice still does go for that extra hour and a half.
No, I think they're giving it to her. Not sure why, but there you go. >> So, >> still 000 right now. 950 on the clock. >> This is Hollister now bringing it. Bring They're on the 35. They're going to pass it off. Brooklyn now with it. Brooklyn on this near side 20. Brooklyn switches hands. going dishes it back to Eliza. Eliza to Caroline. Caroline W. That is now Abby L has it. I might just go by numbers here, but we'll see. H now up top passing it around. >> Good defense though from Williams. H trying to work it behind the goal line. Looking like they're coming up. Good defense. This is Maggie M with it. She just dished it off. >> It's number 15 Abby L. >> Guarded. She's trying to go in. Sworn by a couple Raiders and the ref blows the whistle and Holl's going to have a decent look.
Um and one of which, you know, of course the phonetic awareness and comprehension and um word identification, etc. are critical components of reading. And you know, we do teach those components along with, you know, uh you know, text rich context to, you know, have that kind of of of comprehension for students to absorb. So, Okay, do you think that you might be more emphasis on that or further Well, I I do I do think as we do a a redesign, uh just let me preface, I am speaking strictly from Manoa perspective. Uh as we do our redesign, we are currently in that process of working closely with the department in in uh revisiting and actually revising our literacy content as we speak. >> Okay. Okay, why don't you sit down and ask uh superintendent to come up? >> Okay. So, maybe um Dean, don't go far, Dean.
