Cuz we don't have enough We don't have all the money in the world. If we did, yes, but we don't. And I think DOE somehow forget that because they just keep adding and your budget keeps growing. It's 1/3 of the budget. So. No, no, but exactly and to your point, that is the focus of the CLSD2 grant um, is to focus on what we call tier two and tier three, the students who didn't get it or are not getting it the first time and really honing in on those kids. So, so what you said um, just now is correct. Thank you. So, I'm going to ask you H. So, how would you recommend us amending this resolution? >> [laughter] >> I think that the recommendation is to think about how you integrate this type of learning across the curriculum. Another piece of the science of learning as I've come to understand in the last few days as we're learning about it is that for Hawaii, there's a lot to do with uh, second language students and multicultural learners that would be useful that isn't the underlying thrust of the science of learning curriculum, which is more of a national a national curriculum that doesn't think about the unique context of Hawaii.
Board of Education. My what I find kind of strange about that comment is if they're not qualified to evaluate the CASes, then how are they qualified to evaluate you? So, um I mean, seems S- Senator, so the >> Did they go to training to evaluate you? Um I do uh the board through a strategic plan um I'm accountable to the the board to uh to meet the indicators in our plan. >> not I'm talking about their qualifications. >> I I believe >> qualifications is they can't they're not qualified to do the CASes, then why would they be qualified to evaluate you? Um I I I can't speak to the that specific um rational from the However, I I I think I I'm thinking though, Sen- real quick. >> make it up. No, I'm not. I'm not. I'm not. Um I'm I'm thinking though when that statement was made uh complex area superintendents are in the going in the in the coordination support of schools.
Any questions or concerns? Hearing none. All those in favor do so signify by saying I. I. >> I. Opposed. >> Thank you. Next is an information item consideration for the entire policies 4113.02 school choice options provided by 95 left behind act and 5610 evaluation of the instructional program. >> Cameron back. for your information. In accordance with ISBA legal counsel and as part of the corporation's ongoing policy review and cleanup, the office of the chief of staff recommends that the board retire policies 4113.02 and 5610 respectively. The first implemented provisions of the No Child Left Behind Act, which has been superseded by the Every Student Succeeds Act, and the second, 5610, reflects an outdated program evaluation and accountability framework. Neither policy is required under current state or federal law.
So, definitely thankful for everything you do and Yeah. Thank you. Likewise. Thank you. Well, while the three of you here, before you go, um just Peggy and I took a walk around the schools today. We spent an hour. We wanted to make that intentional to go to each building um today and the smiles we saw, not only from the kids and the welcome back, but the the teachers, the staff, the stories of spring break was awesome. We in each building we both kind of mentioned the calm, the peace. There's not kids running around the hallways, right? And then we actually had that had that conversation of like, look how organized everything is. So, just a little kudos to you guys for your buildings on the first day back from spring break, you never know what you're going to get, right? But everyone was where they were supposed to be.
Williams, I think that's her hattick. If she scored the first goal, that's her hattick. But she just got two goals in a row when that one was mighty nice cuz she intercepted that pass from Amelia H and just took her to the house and made Amelia pay right after that. 7 to one now. 223 left to go in the second quarter. >> Panthers are in a bit of trouble. What can they do? But you know what? Earlier when I when I started announcing, I was saying the Raiders are looking like they're in like their top form already. They're just looking really good. And um it's pleasantly surprising, honestly. Usually, you know, teams don't come out looking this this good and just the chemistry and everything and looking like they're going to do things this year. Molly the Luscow and Lusca just missing the net. As I say that about the early season stuff, >> but look right back.
So, for us, I think what's important is to try to adapt those techniques to our local context. So, the if the there were amendments that allowed us to have that flexibility, I think it would be useful. >> don't you why don't you propose some language >> tomorrow. Okay. some language for this. That sounds good. Um, okay. Anybody need anything Okay, thank you. Moving on. Cuz I I don't just want to pass a res to pass a res. I want to make sure it has some teeth in it. Um, Sen- Senate Concurrent Resolution 14, SR 107. This is requesting the auditor to conduct quarterly performance and management audits of the Department of Education and its attached agencies. Uh, we have Keith Hayashi. Hello, Chair Kim. Senate Committee on Education. Keith Hayashi, Superintendent, testifying on behalf of the Department of Education. The department stands on its written testimony, which provides comments on this measure.
And so, um Deputy Armstrong, myself, uh we work closely with complex area superintendents. Know what they do, we visit schools, we talk to principals and teachers and so forth. Look at curriculum, look at data. Those are a a lot of info- that's a lot of information and connections that we make, so >> they're qualified to evaluate you which I'm not sure what kind of training they have to actually determine that they're qualified to to evaluate you then what makes that I know I just don't see the difference. I do have to sup- I do have to provide information to the board um for for them to make a decision on um whether how I evaluate progress. But but I I believe that it's important for to comp- to evaluate complex area superintendents that uh those who are doing that evaluation also have the time to get out to the different schools to talk with stakeholders and and so forth.
Be happy to answer any questions you do have about that tonight. We'll bring that back for your action at the next board meeting. Any questions at this time for Mr. Cameron? >> Okay. >> Thank you, sir. >> Thank you. >> Just a second. Right. Yes. Uh got a question. >> Mr. Cameron, I apologize. Good evening. I do have a question. >> Uh with everything now on social media, i.e. especially Tik Tok, um you see a lot of videos, not particularly in this area, right? or even with any families with EBSC, but I've seen a lot of videos where parents have went to schools and they're recording um you know disciplining their children. Have you seen I guess maybe an an increase in num I don't want to say in numbers but have you seen maybe an increase um trying to think of the right word because I know I stated it hasn't been here but I've seen like I stated I've seen videos of children being disciplined in other school areas different states have you've had any phone I should say have you had any phone calls regarding hey I've seen student B who goes to a local school here in town and mom or dad or someone has disciplined the child and >> I really have not >> I don't know that those calls would come directly to our office, >> but I see Dr.
It was quiet, it was calm. They were doing what they were supposed to. So, I just want to thank you guys Thank you. Thanks. Thanks. Appreciate it. Yes, I'm glad you brought that up, too. So, thank you. All right, stay healthy. Wonderful. All right, let's go on to item number eight, public comments. And we do not have any public comments, so we'll move on to item nine, personnel report. Any resignations? Superintendent recommends the board approve approve resignations as listed on the personnel report. Item B, FMLA. Superintendent recommends the board approve the FMLA as listed on the personnel report. Item C, terminations. Superintendent recommends the board approve the termination as listed on the personnel report. And item D, new hires. Superintendent recommends the board approve new hires as listed on that report. Superintendent recommends the board approve items A, B, C, and D. Do I have a motion?
So I mean as I say that and then all of a sudden it just lynched to sex. >> I think it was it might have been >> might have been Olen who scored. >> Did you see who scored? >> Oh my gosh. >> Did you see who scored that one? Huh? >> Did you see who scored that one? >> It's okay. >> Uh, you know, I think it was Olen, but you know, give me bear with me, folks. I had a rough night. [snorts] Um, and plus it's like it's helpful when you have the second second person looking. Look at that. Oh, Mley just gets it taken away. >> All right, working it. >> Williams coming down. Williams. Oh, good save from Amelia. Amelia H that is. And look at that. Luscow picking it up. We got a minute. Oh, what happened? They're saying she stepped up.
The WASC Department of Education supports the overall the oversight goals of SCR 114 and SR 107, but urges the legislature to narrowly define the scope of the proposed performance and management audit to minimize the diversion of resources away from the department's primary educational mission. Thank you for the opportunity to testify. Thank you. Office of the Auditor. Les Kondo, [clears throat] thank you for being here. Good afternoon. Afternoon. I'm Les Kondo, I'm the auditor. Um, this this resolution requests that we do four performance audits every year of the Department of Education. >> to see you four times a year. I don't think [laughter] I think the department is welcome to see me more often. Um, uh, the next resolution that you're considering is also another request to do a performance audit Department of Education at different levels of upper management positions. There's a resolution on Wednesday that also asks us to do audit of the Department of Education's CIP projects.
The the board would just have to go through the same training so that they could properly evaluate. Yeah, um I think that might be difficult, Senator, because we have we do have 258 schools that are complex area superintendents oversee. Any other questions, members? If not, we're going to decision-making. Ready? Okay. Um members, the recommendation is to uh amend HB 2567 House Draft 1 to the proposed SD 1 with additional um amendments that we will change the wording on page 3, line B um I'm sorry, line 10 under B. Every 2 years the board it says shall, I will will change that to may conduct written performance evaluation of each complex superintendent, and this would be based on reports from the deputy superintendents that will give the board um more knowledge about that, and it shall not include any personnel personal information in the release or any kind of request that comes out from the legislature.
Hoover shaking her head that she has not had >> and I should say not not cutting you off um especially if it happens on school grounds, right? And again, it's just different videos from different states that I've seen where this has taken place and people are just, you know, they're videoing. And of course, social media is like, yeah, >> the official news of of everyone's >> Yeah. And since you mentioned that, I have noticed too local some local media outlets that are grabbing news that is specific to school corporations in other states. Uh but the headline or the it tagline you got to click on it to find out oh that's not Evansville or that's not Indiana. >> Uh but I have seen a lot of that and I don't know if it's trying to drum up. People are interested in what happens in a school corporation and especially if something goes wrong uh they want to know about it so that they can take appropriate action.
Motion. Wayne makes a motion. Is there a second? Second. Jason seconds. Is there any discussion? So, um we'd like to welcome uh Ms. Jamie McDonald to the middle school. Uh she was supposed to be on this board um as a sub um but um she is being hired in as our secretary/treasurer at the middle school. She's done a great job of of stepping in and helping us out with her background knowledge. Uh not only from us, but previous schools has been uh fantastic. I think she's filled that role uh very well. So, uh thank you and welcome to her. I'm also welcome to uh Ms. Lindsey Sherosch, who uh joins us. Um she is the associate head principal at the middle school. Um after going through that interview process, she um was teacher at Plymouth. Uh then she worked at New Tech. Uh for how long?
So, a minute left to go. Let's see if Hollison can get a goal. They need to >> Yeah, Hollison needs to try to get something going. get some momentum back in this game. It's >> number nine, Isabella B. Isabella B bringing it up. Isabella B just getting hassled by Lynch and Luscow. Ref says, "Okay, you got it." Gives it back to Hollist. Now, this would be Bridget M trying to work her way out of her zone and just excellent pressure from Mley. But once again, they're going to give it to Holl as time is just about to expire. And that is the end of the half, folks. The end of two quarters. Raiders are in the lead, 8 to one right now. Hollson just could not score. Couldn't get really anything going. This Raiders defensive like crew just a nightmare for any team right now.
We can't do it all. We don't even have the capacity to do the audit that's the four audits that's requested annually in this resolution. Uh, I do have a suggestion. >> Mhm. So, we have issued three two audits and a report about the Department of Education, different programs, different aspects, small programs within the last year or so, starting with the report about the Department of Education's implementation of the air conditioning initiative. I know my time is up. Go ahead. Continue. Um, and we issued another report about the Department of Education's driver education program, an audit of that program, and more recently an audit of the department's farm-to-school program or or achieving the meals mandate that the legislature established. That one was issued about a month or so ago, a little over a month ago. In all three uh, reports, uh, the primary finding that's consistent in all three is we found the department did not have any any controls, no policies, no procedures with respect to any three of those programs that they're in charge of or charged to implement.
I'll further amend this to say that the superintendent, while these positions are capped, in the event of a declared emergency, the superintendent will be able to declare a temporary position for the 1 year or until the until the um emergency has ceased to exist.
But I think that's what uh uh Jason calls uh clickbait. >> Okay. Yeah. Yeah. Thank you. Thank you. >> Yes. >> Okay. What is this to uh continued business? Dr. board members. >> I'll start. So um spring is in full swing, right? We get back from spring break and I think we're seven weeks now here. So it becomes, you know, the high school person in me, it feels like a march to commencement, which is such an exciting time um for all educators and students and families. Uh spring sports are underway. Um we'll we'll be in testing season in large part for uh in our buildings. And so um an important time, but also this is such a fun time at the end of the year. Three of our schools have been invited to go this week to um Indianapolis to celebrate having reached the 95% on their iid.
Six years. Six years um at New Tech, which is a nationwide um foreign corporation um basically on the uh educational practices. Uh we're excited to to have you here and bring that knowledge here. She's been at North White as assistant principal there for last uh what? Two, three? Three. Um three years um and then we were able to bring her on um as the assistant principal at the high school to help Sam for the rest of the school year. Um so, we're we're excited to uh to have you. And thank you for joining our team and welcome to the family. Thank you. I'm excited. May I May I say a couple things? So, this one this one is special for me. Uh it's an opportunity to bring a local kid back home. I had Lindsay's brother and sister in school uh years ago. Lindsay was a 06 graduate.
They are just all over you as soon as you get the ball. So, both teams going into the half. Going to talk about it. We got 440 left to go before more game action. I'll be back with some audio real soon for you. All right. Second half is about to begin as both teams take the field. Um, I want to make a announcement, an important announcement. Both of the goals that I was questioning was scored by the freshman Elizabeth Williams. So, I mean that that puts her at four goals from on my stat sheet at least. So, that's just unbelievable. You have a player like um Spalding who can just light it up as a freshman and you have and you have Williams, man. Bright future for this team. This is Molly coming down. Molly. Oh, good stick poke. And yeah, thank you so much, Karen, for letting us know about that.
