So once we get those they are working on that right now. Once we get those uh we'll be in contact with everybody if there are if there are additional dates in May that we may have to discuss and and or pass or do things with the budget. So nothing tonight. >> Great. Thank you. Um I actually would like to postpone item D again. Um, mostly because I think I was supposed to be bringing this as trying to resolve something that was brought up under the last chair, but I actually need to refresh my own self on what we're what we're actually doing with that motion uh before I present it to you. Um, so can I get a vote to uh postpone item D to May? >> So moved. >> Second. >> Great. Have a motion to second. >> Good one. >> Can you please call that vote?
Okay. That's enough time for you guys to meet? Oh. Oh, with a vacation in there? I'll meet the week we get back from break. Set up a calendar committee meeting the week we get back from break. >> And then we can include that on the agenda. We'll include that on the agenda for the special meeting. We'll have to vote on it I think at the end of April because The 27th. Yeah. Yeah, we'll include it on the agenda. Okay. Do you Is there language you want me to change in Do we want to take away the five days, February peace, President's Day and then just add anything past the 16th? We would take from April. Or the 18th or I don't know. Yeah, I think so. I think that's >> Well, I guess we talk about that if they're opposed to if they have changes, yeah.
And uh to be able to, I guess, maybe suggest that the CASs might be able to help with that. Uh a lot of the projects in my community, I have had to push forward on my own. I would say about a quarter of my office's time, resources, calls, follow-ups are on DOE projects to make sure that it's moving forward. Um and so, I would say my office, 25% of our job is doing your guys' job. So, when we're posing a proposal to reorg, it's because we cannot continue to hire people, at least not in my office, to do your folks' job. And so, as example, our Alps school, Papahanaumokuakea, if it wasn't for me pushing that thing forward, that thing would be dead and gone at this point. And we would have kids still operating out of a temporary space in Nānākuli. So, here I am, in my capacity with my office, having to follow up and make sure that the ball continues to move.
The single audit reporting package. Again, this is uh the reporting on the schedule of expenditure of federal boards. So, the federal dollars the district receives. Um there were no material weaknesses in internal controls noted. We did notate and report one significant deficiency related to a title one eligibility worksheet issue which I believe Miss Barry will touch on in a moment. The major federal programs that were the focus of our uh audit procedures this past year were title one special education cluster and supporting effective instruction state grants. So those specific federal grants that the district hadn't expended monies on and then finally USFR uniform system of financial records. So this is a approximately 170 questionnaire that we are required to fill out and answer yes or no for each question. It entails a host of different district operations mainly focusing on financial operations but not solely including uh governing board management procedures, accounting records, cash and revenue, uh reporting, procurement, student attendance, travel, credit cards, uh information technology, transportation.
>> No. Okay, >> it's like lost lost in my drive. Um, what does that bill? Oh, I have my motion pulled up. I'm I'm happy to read it to y'all. Please proceed. >> Okay. I move that the Greenfield School Committee create a resolution to convene a new Massachusetts Foundation budget review uh budget review commission and then send that resolution to the city council for approval and send it to Kumafford. So, this came from a public comment about um the Massachusetts Foundation Budget Review Commission, which was created in 2014 to evaluate and recommend updates to the chapter 70 school funding formula. So, this is about revisiting chapter 70. Um and we haven't done like the state has not done that in a very long time. And we have gone like we went to we went to the state house three three years I've went and talked to them about this.
>> Secretary Webb, I'm a yes. Vice Chair Childs, >> yes. >> Member Dene, >> yes. >> Member Dyman, >> yes. >> Member Goodwin, >> yes. >> Chair Ston, >> yes. >> Passes unanimously. >> All right. Um, okay. Revisiting item E. Motion from member Den to support the Mass Foundation Budget Review Commission. >> I think that this one is not in the materials again. which is fine. Um, I mean, I'm happy to read it. It'll just take me a second to find it. >> Why Why would that not be there? >> Uh, I sent it the month before and then it didn't make it in. So, I was saying, uh, this is based on the public comment that we received. We were all here for that public comment. >> Yeah. It's like lost lost in my drive. Um, what does that bill? I have my motion pulled up.
If what? Like if they're opposed to Yom Kippur and Okay. Good Friday then Yeah, I mean that's all really long. March is a slog, you guys. You know it. And it's it's Sometimes a day off is good for everyone to refresh. Yeah. Kids, too. It's true. Agreed. I just didn't know That's federal, yeah. That's a federal, I believe. All right. Kids have half days uh for conferences so that that feels like a bit of a reprieve for them. But um but we we we really want to be mindful and that's probably why it's a good idea to go back to the calendar committee and see if they say like this will actually exhaust people. Absolutely. So I say that's a great idea and then we'll come back to it. We'll definitely have it on the agenda for the 27th, April 27th. Excellent. All right. I mean Can we remove the language that Can we remove the language that says, you know, if more than five days are lost during emergency?
Because when the department has unspent CIP funds of $2.7 billion, that just reflects that you folks are not responsible enough to move the projects forward. So, we have to find something. Um and adding more positions is not the answer. It's obvious that there has been more positions and the department is top-heavy and our schools are have just not progressed. If anything, we've declined. So, what is your response to that um when we have this resolution and to be fair, your testimony does say with comments, but it leans towards the unsupported tone. Because according to your testimony, it says that you folks and I'm paraphrasing here, that your folks system is in the process and it is working. Um and it's clearly not working. Uh and so, when you have a centralized system, as example the CAS, that's uh responsible for moving projects forward, uh you tend to have favoritism issues.
There's a host of different uh operations and departments that we work with. uh each year to ensure we can answer the questions yes or no. There were a few questions answered no. Uh I believe Miss Barry will touch on those and responses to those as well. That's my prepared remarks.
We've organized meetings with other school committees. We rallied the school committees. I won like an award for this. Like we went, we talked, we did, we dined, we lunched, all the senators, all the reps, like did the whole thing um to try to get momentum for reopening chapter 70. And Kafford wants to do this. I think that it would be really good if we as the county seat say yes. Yes, we've been fighting for this. We want this. Um the city council wants this. You know, we all want this. It will make other school committees in the surrounding areas also sit up and take notice, especially if um our local newspaper writes about it and says that we're willing to support this so that we can get a little bit more momentum on chapter 70 funding reform, which we badly badly badly need um in this budget crisis.
I'm I'm happy to read it to y'all. Please proceed. >> Okay. I move that the Greenfield School Committee create a resolution to convene a new Massachusetts Foundation budget review uh budget review commission and then send that resolution to the city council for approval and send it to Kumafford. Just get rid of it. I I did have that to bring back to the calendar committee and also changing the 30th to the 16th. Yeah. Just Just put that all out there. That was the discussion tonight. >> Yeah, I don't know. I'm pretty sure that we're going to end up We will see. All right. Where's my agenda? Thank you all for your feedback on that. Oh, yes. All right. I got it. Yeah, yeah, it's a All right. So we are moving on to and this is just an effort to be transparent um with everyone. Steven had a We did an MOU. I just want to read it to everyone if you hadn't had a chance to read it up regarding his cell phone. Just a slight change that kind of aligns with all the administration in the district and also our previous superintendent. So the current language states that the board shall provide the superintendent with all business supplies necessary for the conduct of his position including a school district mobile phone and a computer.
You tend to have maybe schools that get more than other schools and that is very >> We have We have a We definitely do not um have a favoritism. The The um board sets a policy that we follow about equity. And when we go through the process of We're just talking about deferred maintenance. When we go through the process of prioritizing deferred maintenance, which the Board of Education approves, we have a table to make sure that all the um complexes get about the same amount of money and the board approves the projects after the CASes and the principals have had an opportunity to prioritize and then we come to the ledge um for an appropriation. And if we get the appropriation, we we work on the projects. Okay, let me just trace back to my comment that I made uh with favoritism because that's exactly what's happening in my community.
Um uh I'll take a pause if you have any questions for me at this time. Otherwise, I'll pass it to Miss. >> Any questions from our board? Miss Mossa, >> little question. >> All right, I think we'll go back to Miss Barry. Thank you so much, Josh. I appreciate it. >> Well, Madam President, members of the board. All right, so you got to hear a little bit about the um annual financial reports. Um, a couple things I want to talk about are the compliance questionnaires. So, um Josh's team comes on board for about two weeks uh in the summer and then comes back in the fall to finish up um our audit. It's a pretty comprehensive audit and so their team works on site to review and go through the comprehensive um compliance questionnaire and there are findings within those and I always think audits are really good because you take a look at what are you doing your best practices and then how can you improve um there are a couple different findings and so I wanted to talk about each of those.
So, I added the bill tracker, I believe, or no, this one doesn't have a bill tracker. I'm sorry. I added the bill number so that you can look it over. I hope everybody looked it over. Um I'd sure love to do this, you know. Um so that's my motion. >> I guess I need a second. >> Second. >> Yes. Member Goodwin. >> So I've been writing to people. I'm all over this. This I feel like I dream about chapter 70 formulas. Um I just think there might be a different name. Does it have a different name? Like the the group that's saying redo chapter 70. I thought it was more I don't know. I'll go with it if that's what you think it's called. But I just wasn't sure because I thought it had the title like it was more >> down with chapter 70.
Like we went, we talked, we did, we dined, we lunched all the senators, all the reps, like did the whole thing um to try to get momentum for reopening chapter 70. and comed wants to do this. I think that it would be really good if we as the county seat say yes, yes, we've been fighting for this. So, I added the bill tracker, I believe, or no, this one doesn't have a bill tracker.
All expenses related to the maintenance of such devices shall be administered by the business office. The revised language states reimbursement for mobile telephone plan. The board shall provide the superintendent up to $50 and no cents per month for the use of his telephone service for school district business. The board shall continue to provide superintendent with a computer necessary to conduct his Excuse me. necessary for the conduct of his position and all expenses related to the maintenance of said computer shall be administered by the business office. So I just want to share that with everyone. I'll be signing this with Steven at the end of the day. It actually saves us money and it's also aligns with everything that's uh all the other administration in the districts. So I just want to share that with everyone. No, it's just more of an just like an FYI.
And for you to tell me that that's not happening is very offensive to me because I see it firsthand with my own eyes. I'm in touch with every single head custodian of my class of my district, so they report to me, but they can't do it in public because they're afraid of retaliation. So, if you're here disputing my real-life experience with actual workers on the property, it just goes to show that you're not open to the discussion. So, for you to speak on behalf of my community and say that is not what's happening is very offensive and it's very insulting to not just myself, but the people that are on the property and to the parents that have to send their schools. So, I would caution you the next time that you want to uh disregard a senator's comments based on her real-life experiences. So, please reserve your opinions when I'm speaking on facts.
There's five. Um the first one is related to the budget. Um it our budget is required to be posted in a notification uh on the Arizona Department of Education's website. Now when I first started 26 years ago, we had to post it in the newspaper um certain days ahead of time on a certain size with a certain font. They do not require us to do that anymore, but you have to post a link um in uh the on the Department of Education's website. Um, and you do that with your proposed budget and adopt the budget, but then when you revise your budget. So, in December, um, the link or the file to upload to say that your budget was posted was not posted until the 14th when we presented on the 11th. So, um, that's just an oversight. So, there just needs to be two sets of eyes to make sure that that that gets the little link and upload gets done on that piece, but you need to upload it.
It was sort of like >> oh >> a little more aggressive. >> I don't know. This is what prompted my resolutions thing because I was talking to member Dykeman about it and we were like we got to write a thing >> and I sent a letter to Senator Cumberford and she's like please write a thing. >> Write the thing on a formal thing. put your like header on it and GPS on it and like do the thing and we had no like formal way to do that. >> So I was like okay so here we are trying to do this stuff we don't have a way to do it. So this is the very first one that bumped me up against that and but when I wrote to them I used foundation budget review com commission and they wrote back and were like yeah the foundation budget review commission and in public comment they use that.
