yeah yeah i did i hopefully everybody read through them we talked about it a little bit last month uh the key thing for me i think is just as a supportive time we've got them listed out here um i i i know whether or not the iasb recommend support or oppose i will bring up because we did not have a public comment we do have a person in our community that has spoken last year regarding the child safe gun storage i think like the last three years probably she's been here yeah but she isn't tonight she's been here longer than me the uh the point of that is is that the illinois association school boards recommends that we oppose the child safe gun storage and that sounds counterintuitive however it's because they believe that the the the the resolution that they're trying to lobby for is a law that would control inside of a house what happens inside of the house right an iasb is firmly saying we we should govern what happens inside of a school and not what happens in the local homes that's why they oppose this it's not that they want children to not be safe with guns but that's why they oppose it our community member is asked last year for us to support that uh we chose to oppose it i believe last year for the yeah and so um let's start with that one is there a a desire to divert from what iasb recommends or i actually just wanted to kind of second what you were stating it's it's not really you know i i support their position in opposing it uh because it's not our job as the board i mean even reading through the our board policy you know our rules and our governance has nothing you know it's basically stops with the school it's not in the homes it's not reaching out to the governing the community it's what we do at the schools for the kids you know and for the learning environment and you know to to support this resolution would be overreach and i think we've had enough of that recently are we talking about number two number 15 we are okay with actually let's just go in order real quick can we do that sure since there's enough of them we'll start with number one which is the pre-service teachers education licensing literacy and the recommendation is that we support that right the illinois state board says that their committee says you should support that is there anybody that disagrees i personally would not support that one because i think i'm kind of with adam i think we're a little uh mandate heavy and i think we're i i like local control personally i think it's up to the each individual board to figure out what you want your teachers to qualify for and do that so i wouldn't be opposed for it but i'm open to other one of some opinions yes exactly i was pretty neutral on that one actually so again i'm not i'm not real for one way or the other it's just my initial conceptually i think it's good but i think that like you said but then making it a state mandate is that's a whole other level so anybody else such a lively group tonight that's kind of neutral on that one too can we be neutral or do we have to go one way you've got to support or oppose well i guess we'll leave that to tammy when she votes about that no any input from the teachers that are here they probably don't know i mean yeah i don't know do you want to read it to him it's not very long you go out there and look at um our look for is iasb delegate uh delegate assembly for 2021 you should be able to find it where did we post it on our website and basically this one just says that it's our poster on our website as well yeah that's why we tabled it last month to this month so kim can post it oh it's on our website website it is pretty much requiring everybody uh education required pre-service teacher seeking license here in the areas list to complete at least one undergraduate level literacy education course solely dedicated to scientifically proven methods of reading instruction so and that i i don't remember but was that um k through eight yeah right not not high school if i remember correctly um i believe it was for elementary teachers yeah early childhood education for childhood special education elementary education english language arts middle grade language arts reading specialist reading teacher special education it comes down to does this board want to you know we agreed on the number 15 the child safe gun storage that was overreaching should local school boards have a say in what colleges teach to make our teachers better and again the last thing i'm going to say on this issue is my my biggest issue with it i was kind of for it before i was against it so uh so it puts me in the neutral category but i was worried about teachers coming from other states so if we have somebody that is trained in missouri or go to school in missouri trying to get an illinois license they have to go take a whole class just to teach in illinois we have a teacher shortage i think they have to take a class or two anyway how many taylor you have to take at least two to three and attack yeah yeah so it's not a big deal right yeah so i mean i get what you're saying we don't wanna so what's the teacher's opinion on that like i've been here 16 years would this be something new just for the new hires it could be pre-service teachers right would be the the courses you'd have to take in your college class would be more consistency across the state but i also agree with local control versus all these mandates and things this one would be better for kids and that's kind of what we're supposed to be looking out for so maybe i'm good with the with recommending if you guys are so excited i'm not real strong on it so are we all okay then with support it yes okay one down all right sorry about that try not to do this um the student safety and protection plan this is the one i believe that she was always opposed you know the public was opposed to in the past some of the people who were here it basically lets um it basically gives local control for districts to decide if they want to allow certain people to conceal carry firearms in the school it would be up to the districts the districts would again it's local control yep so to me i'm i'm good with it because it is it is based on local control and also some of these districts that look to do this you know they're very rural and don't have you know we're very fortunate to and yeah we're very fortunate just to have the police station right here and we have we have uh folks very very close but not available number three will be a good one for you all to discuss school board member compensation i agree with this as well i agree do not do not adopt do not adopt yeah the recommendation is to oppose this is there anybody that would like to i could occur you concur with the opposition correct and basically for everybody at home this is one that would allow school board members such as us to receive compensation for our time which uh yep i think we just double our pay and call it good so that would be there is no compensation right that goes with the with the recommendation but it's opposed correctly number okay yep is that a math test there greg that's right any number times zero exactly now number four is a support of the board member child care reimbursement and the rationale for this is that there are lots of people that cannot run for a board because they cannot do the child care and so to get more board involvement um districts that would need to would be able to provide child care or reimburse them for child care so i will say that i actually i concur with their stance of opposing because it's it while the head why the title says it's about child care they recognize that the child doesn't care it's about meals oh then i oppose that it's about child care of meals you get reimbursed for missing work um the fine print goes beyond child care reimbursement if they kept it to what the title was that'd be it i may have a different position but extending it to meals to you know cost of missing work and others so you are opposing of that i am opposed yes okay so you are changing from what yes and i i agree with that i changed from that as well change from there's no recommendation it's just another report for composition before you are opposed okay remote virtual school board open meetings number five the recommendation is that we would adopt this this one basically is currently like during covid we had to do a special dispensation to allow us to establish quorum because we weren't physically present our board policy says that we have to be physically present in order to establish a quorum this would just allow us to establish a quorum by remote instead of in person and it also talks about you know you have to be sick or because of work or not just because you feel like staying home right yeah right i mean if i read it correctly more of an accommodation process right number six all right this one is the rigor reorganization of the board from 28 days to 40 days so currently when we are elected the board is supposed to be sat within 28 days from another stand and this would extend it to 40.
do not have his name currently and luke mazza playing it back tomorrow looking for more no and it's cleared out by number 19 of canton up to volvino enzo mazzo with a nice bicycle touch pass to himself krugnali on defense and mazza is taken down from behind by volvino voldovino sends it up to mccabe stolen by stevens and giroux is going to clear it way up to brunel brunell a head ball up to sonny mazza and sent way out of bounds by ashton chateaut sonny mazzo with a quick throw in to ryan morneau mourinho across inside towards the pk mark colin evans chests it down creates some space a shot on that and it goes off the uprights what a play from colin evans some legit ball control there able to chest it down touch it to himself in the air a couple times and get a clean shot off unfortunately it's just over the crossbar and out of bounds a goal kick for gary dante bates takes down mccabe on the far side and mccabe is down slow to get up and he is not getting up seems to be in a bit of pain over on the sideline holding on to his left knee and jake mccabe down on the sideline but he's getting up and he seems to be all right so he is back in the game a throw-in dante bates now bates slings it up to evans ball now sonny mazza sit out some contact on mazza no call biggins fold the vino and that'll and that'll do it for the first half canton bulldogs up one nothing over the east long metal spartans so we have reached halftime jake mccabe the goal scorer was untouched around the top of the 18 able to dribble through multiple defenders and eventually got a clean shot on net buried at bottom left corner on ben drew so chad so far from what you've seen in this game what are some takeaways or some improvements that you'd like to see from east long metal i mean we've seen it before he saw meadow can make a comeback we saw last game down three goals it's only one goal it's a tight game still and is just got to pick up the pace a little bit and uh the goals will start pouring in once they get one yeah absolutely i've seen i'd like to see island metal get a couple more shots on net they love to take those far shots and route gary seems to be a very quick goaltender i'm not sure if those will work out today hopefully they can just start peppering ruger though test them a little bit more and hopefully bury one eventually as for canton canton their defense has been playing very solid clearing the ball out all the time not allowing islam to enter into the offensive zone and produce a scoring opportunity and obviously with route gary in the net able to back him up defense has been locked down so far also i'd like to see islametto capitalize on those corner kicks and throw-ins because you know with dante bates he's got that really long throw-in and he can throw it all the way inside of the six and when he gets there i mean head ball city you know hopefully we've seen it colin evans ryan mourinho sonny mazza hopefully they can get a head ball on it speed chad both teams have a lot of speed east longmeadow they've got mazza both mazes sunny mazza and luke mazza they've got brunel up top and for canton they've got mccabe voldevino and they have um i believe it is excuse me here let me just krignali they've got kubanale as well three players both sides up top that have a lot of speed i'd like to see them use that a little bit more as we continue into the second half now east longmeadow only down one nothing they were down three nothing in the last game able to come back so i'm hoping that they'll be able to you know get one early yeah and be able to use that energy to carry on further into the second half hopefully get another later on and put this game away going home happy on the bus eastern meadow has a little bit of time to reset here after that goal right before the half and that'll hopefully settle them down and uh get the nerves calmed down and then they're able to come into the second half with a little bit of energy hopefully their coach has some words to get them riled up here and absolutely fine looking for serafino's words of wisdom as they meet over towards the goal now chad with the second half obviously east longmeadow seems to be a bit at least the past couple games more of a second half playing team they have let up a couple goals here and there in the first half but then able to kind of reset themselves regather themselves and start attacking immediately right off the bat in the second half they were very offensively dominant in the second half against nasa high school in the previous elite eight game so i'm looking for that right off the bat coming into this second half so that'll do it for the lcat halftime show we'll be back in about seven minutes we'll see you shortly thank you [Music] welcome back to aztec stadium we are just about to kick off the second half of this final four soccer game between the canton bulldogs and your east long metal spartans i'm brady dobeck alongside chad o'brien and the score is currently one nothing bulldogs east longmeadow starting with possession early brunel looking for evans chasing the ball down and gary comes out of the net and scoops that one up and we do have a bit of information thanks to mrs morgado mike monroe seems to be out with a dislocated hip as of now and luke mazza forces mckinney to kick that ball out of bounds it's going to be jacob paschetto now with the throne he slung metal looking to bury one early get that momentum paschetta puts it inside towards the pk mark ryan brunell and it's cleared out by satout pullback move and mazza tries to get a shot and is blocked down by the canton defense cannon making their way up field now pachetta steps up brunel fighting with eagles and eagles wins that battle but touches it and they're gonna say a free kick for ken a little too much contact there for the field referee bulldogs free kick for zach dowling dowling head ball by voldovino and mckinney and pachetta dueling towards the sideline bushetto is able to clear evans chasing down satout kicks back to keller keller up and blocked down by pachetta pachetto's clear goes to mazda mazda evans evan goes out wide to brunel brunello one touch pass to coronary switches fields back over to luke mazza mazza has got some rum crosses and that ball goes way over the crossbar hits off the upright post some great ball movement by some meadow there you like to see that yeah back and forth across field one way and immediately back across the other field keeping the defense on their toes and rugeri will be taking the goal kick now sends it to half field enzo mazza a clear up to colin evans evans looking for more no moliani there block that pass enzo mazza a chip pass up over pasquernali to himself and passes up to brunel brunel back to corona corona back to brunel brunell the biggins biggins across inside looking for more no and satout is there to clear it out but it goes out of bounds on the goal line therefore is an east long metal corner kick for number 22 ryan mourinho mourneau with a nasty left foot we've seen it a lot this year looking to make a play across right to sonny mazza and mazza gets a head ball on it but a little too far outside doesn't have quite enough juice to get a pass through gary gary comes up with the save bushetto head ball mazza avali up to morneau and blocked down by mckinney and should have looks like to be a handball there but they're going to say no just an out of bounds call from the referee pashetto a heel pass back from evans to mourinho mourinho switches fields to biggins biggins a through ball to sonny mazza mazza going down towards the corner across the front to luke and luke scores east long meadow has tied this game four minutes into the second half what a look towards luke mazza to bury that just wide open that once the ball got crossed to him and he was able to easily bury that and a great hustle to get in that position what a goal for esau meadow sonny mazza with the cross to luke mazza and mazza no problem one touch right past rougary goal for east longmeadow this game is tied at once as you're saying we wanted to get that goal early for east long meadow and during the halftime report and there it is just under five minutes into the second half and they were able to bury one definitely the energy needed for east longmeadow can to continue throughout this second half and put some more on the board enzo mazza blocks down that cross clears it up for his brother sunny mazzle who's chasing it down and gets a low roll shot on net and was taken down was taken down by zach dowling no call of the play ball goes out of bounds goal kick for gary mckinney with the ball now cleared out by keller ends up right on karana's foot karana's contested by mccabe able to beat him sonny mazza moving in the middle passes out to paschetta pachettel back inside mazza mazza can't quite gain control chased down by koran on karana steals ryan mourinho a through ball up to luke mazza and mazda scores but they're gonna call it offsides no goal i don't know that was awfully close he saw meadow with a lot of momentum now i can nor confirm nor deny that mazza was off sides that was a lot of fast moving pieces for my eyes so i cannot really give my opinion on that one i'm gonna have to stick with the refs that mazzle was offside so that goal is called back this game is still one to one keller doing a good job of screening off mazza letting the ball go out of bounds a throw-in from mckinney luke mazzle with it now mccabe getting a little bit handsy on him and jacob paschetto steps up on mccabe and they're going to call a penalty on pachetta mccabe is down on the ground that was perhaps a retaliation after i mean what i thought was a blatant foul right before that yeah mccabe was really handsy all over mazza grabbing him by the shirt and the shoulders locking his legs a little bit with his feet i mean yeah certainly some physical contact there and pashetto just stepped right up into mccabe and hit him right to the ground mccabe is up and is okay good to see that and now zach dowling with the free kick on the near sideline just short of half field dowling far side looking for moliano and cleared out by enzo mazza up to ryan brunell and that ball goes out of bounds canton throwing oman karana touch up to evans evans to mourinho stolen at midfield mccabe chasing down a bit of a shoulder check there and they are going to book mccabe for that one canton's definitely some physical players who was that that got that fellow that was jake mccabe on the foul number 12 for the canton bulldogs enzo mazza sky high send and it's blocked down by keller keller sends it all the way up towards the flag looking for krugnali that ball goes out of bounds throwing now for enzo mazza and i can tell just by the change in side i was watching east long metal earlier there's definitely a wind going from our chad our right to our left so the viewers right to left route gary to giroud and ryan brunell with the ball and he's got a shot and it goes sailing over the crossbar again that's about the second one for him tonight that's gone over the crossbar can't quite get it under the crossbar hopefully he will be able to soon but a great play there from east long meadow brunell a great run up the sideline to get open for the through ball just over 30 remaining in this game it is still one to one if you're just joining us is a tight one so far one goal was called back three saw meadow recently directly after east lamotta's first goal was scored yes luke mazza called off sides so that goal is taken away also for those of you just joining us previously in the first half early in the first half mike monroe number one for east long meadow suffered a hip injury we believe that it is a dislocated hip so he was stretchered off of the field hopefully he is doing well and zomaza sends it inside of the 18 and [Music] some contact it's going to be a free kick for canton just outside of their own 18.
in the table down at the bottom i'm going to point to a couple of uh things here that that i mentioned last time the smallest trustee area is area one and the largest trustee area is area two the total variance this is the difference between the smallest and the largest area is nine point nine point zero percent just as a reminder our threshold and what our target is less than 10 in order to be compliant with the law on this slide we have a table showing you again based on uh 2020 census data your district's demographics and we have various racial and ethnic categories as as provided by the census here i will point to the fact that your largest protected class is the hispanic latino population at just about 52 percent another data point that is important and relevant to this process is the citizen voting age population this is provided by the american community survey a division of the census and the citizen voting age population it's an estimate of eligible voters by wraith and race and ethnicity really what it is it's a measure of voting strength and so as we look at your current trustee areas and as we look at the the additional scenario that we've prepared for you we're going to pay close attention to how how the citizen voting age population percentages change and see if there might be any improvements in relation to the federal voting rights act and our our duty to not impair the ability of a protected class to elect the candidate of their choice so on the screen we have your current trustee map and that you're tonight we're going to be presenting or today i should say we're going to be presenting two options uh maintaining your your existing trusty areas as they are again you are currently within what is considered legal uh variants and in terms of population balance um but but we will compare that with the other scenario that we've created on the following slide we have the demographic breakdown of your current trustee areas again up in the right-hand corner i shared with you the variance is at 9.0 percent but then i'm going to go down to to the table below where we have both total population that's our metric for for measuring population balance and the citizen voting age population and these are listed for each of the trustee areas here there's a lot of data on this table so i just want to make sure you can follow along in terms of citizen voting age population what you'll notice is that for the largest protected class the hispanic latino voters you have a majority in trustee area 1 at just about 56 percent and in trustee area 2 you have a plurality which is nearly a majority at 49.0 percent so in trustee and excuse me in our scenario two that we've prepared for you all we've made some slight changes we've only made changes to trust areas one and two as you'll recall those are the smallest and largest areas and we haven't touched any of the other trustee areas for for this particular map scenario generally and and and we can dive in more to the the specific changes that were made but trustee area one shifted west and south and the in that's the boundary line between trustee area one and two and then just generally trustee area two shifted a little bit north and also dropped its northern boundary a little southward so this scenario was drawn in consideration first of balancing population uh and that's why the changes were made only between trustee area one and two and then i think just what's important to note here is that based on those changes we were able to create a second majority protected class district in trustee area 2 just by making those minor changes that's that's a positive development in terms of the federal voting rights act um and i think um something that we were excited to see frankly in terms of the population breakdown or the the demographic breakdown you'll notice that the variance up in the right-hand corner uh is now quite a bit lower at 2.1 percent and then again i'll direct you to the citizen voting age population for for the hispanic latino voters in trustee area one that's at 54.5 percent and for trustee area 2 it's right at 50 percent in terms of the timeline for the process where we're at today is the the review stage of these these initial scenarios what we plan to do next is next month gather community input through through a few different methods take that input that we receive not only from you but from the community and really synthesize that and report back to you all hold a public hearing in january take any additional feedback that we hear from that public hearing potentially create additional scenarios if that's necessary with the intention of adopting the final trustee area map in february following that we'll submit those maps to that map to the county to the accounting registrar voters so that it'll be implemented for the november 2022 election cycle i'll pause there for questions [Music] and look forward to hearing from you are there any questions by the board anne marie thank you for this information um in gathering this information is there a possibility of further growth just within the coming years since there was such a a big push is there do you have any knowledge of a population growth and just like recent coming years sure we know in the platinum triangle area there's going to continue to be more units constructed certainly there will be growth within the district that the challenge that we face is what sort of projection do we use for that and how do we apply that to the building blocks as as we create our maps which are the census blocks how much population is going to come from that what we've witnessed over the last 10 to 15 years is that there may be less population uh school-age children is is one group that comes to mind that may not be there so what we have to do is we have to comply with the law one person one vote um and so i think what you want to do today is to make sure that you're balanced based on that if there's a rationale for keeping one area slightly smaller because you know it'll grow over time that that might be something that is a valid consideration but you have to know that you will be coming back 10 years from now and doing this rebalancing act again so it's i i didn't completely answer your question i think it's uh our first charge is to comply with the law and be balanced uh and considering things like population growth can be taken into consideration as long as you meet that minimum threshold thank you welcome mr javar so i have a couple of questions where would be the uh or what will be the process for community input on this one now yeah we're we're working with your staff to to i think formalize those problems at minimum what we're doing now is we're putting forth a community input form uh which which will be on your website folks can can list that information uh i think we're we're trying to figure out whether or not we're gonna host an in-person or a virtual town hall meeting where people can show up and ask questions make suggestions and i think those are the key things i think that through the district's typical communication channels you know it's important to reach out to folks just to see if they have input on on these potential changes what is the process for if there are community members who are interested in submitting maps do we have an option to do that certainly they can submit those maps to us and we can recreate those and run the you know the statistical analysis just to see how that is and then present those back to you all so then mike the one of the other questions is now i i see your scenario two that you put together i already have some suggestions right so as a board member would that be my job to let you know in an open for open setting a public setting so that you make those changes and bring it up as scenario three or do we wait till the public has given that opportunity and then i come back and make those suggestions to be frank and i may uh i'll let mike talk about this as well districts have approached it in in any number of ways that you've you've described we can take that we can see what a map based on those changes may look like and if there's any additional improvement we can wait until later my my view is that the sooner we get that kind of input put into a map scenarios for the community to be able to see is probably best okay and when would that opportunity for me as a board member be now okay all right yes you could do that today or you could submit your comments as part of the community forum where if the community forum is not an official board meeting it's for the community so you would be presenting your map as a member of the community and then at the community meeting district staff could direct one or all of those suggested changes for board consideration i think at this point because the the the map scenarios are not right now part of an official board agenda you could submit your suggestions as part of the community process okay um so i'll let everybody else answer the questions while i kind of try to figure out my suggestion any other questions i have a question justin so on scenario two um just eyeballing it it looks like um sycamore junior high was sort of taken out of the natural feeder pattern into anaheim high school whereas you look at the current map that was going to be my part of that right you see so what is the rationale because it would seem to be logical to keep the feeder panel together it's it's simply a population balancing [Music] exercise and trying to do that in a way that we're able to create the second majority protected class district and so as we angela and our team went through a number of different moving census blocks around that was the best way for us to be able to create that second majority hispanic latino district that was that what you were thinking mr dubar uh yeah that was one of my things right because when i take a look at it i'm looking at the attendance boundaries itself so my suggestion for a third scenario would be to encompass all of the anaheim attendant high school attendance area which is depicted by the red outline so which is the current map takes it all the way up to state college but not really below or south of broadway so i want to encompass all of that so which basically means in this scenario two you will take all the way up to state college right and try to try to make that as much as possible incorporating the attendance area and then maybe some in terms of making sure that you uh have some kind of variance for population uh balancing right in terms of how you want to balance that out but but i i do want to emphasize um because in scenario two obviously we're having um one hispanic district which is area one and then we're making the second one fifty percent i would love to see that if possible maintained if that means tweaking a little bit here and there moving into district three i would like to see a map that depicts that and i was just in light of the fact that we have a bump in asian population uh in our district i also want to highlight that i think we do have a asian asian influence district in district four district four actually yeah i think not really a five has five is not a five falls into a thirty percent but i mean uh 28 right uh but yeah four um but if i don't know if that matters because i know as as a while looking at our county borders that was one of the biggest ask from especially asian communities in the area that we represent in the county they specifically asked for a asian influence district right so i think we're there with district four i don't know if that makes a difference in tweaking a little bit here and there to make that uh give that opportunity there are you saying to make them a plurality a plurality yes if that makes any if if that's i don't think that's a requirement of the requirement that we need to adhere to but i suspect that it's going to come out in community forums anyways so i'll reserve my comment to that but as of right now i'll just speak to the district 4 district 2 which is if you could come up with a scenario three which allows you to encompass all of anaheim high school or when i say anaheim the high school boundary line for anaheim high school incorporating sycamore junior high and then um i actually looked at some cleanup work but i think you guys have you've done it with scenario two except for that particular piece and then if need be to maintain a majority latino district for this uh d2 maybe we do a little bit of boundary adjustments with areas which are more latino influential in district 3 and district 2 to balance it out hopefully that made sense it it does make sense uh i will i will caution that as we move into trust area 3 potentially which is already under uh by 0.3 percent that then we will have to take some territory potentially it'll it'll be a little bit of a balancing act in order to to get that just right yeah at least maintain the 50 right so for me if we could maintain that 50 percent uh giving to latino districts yeah absolutely can i say something um i hear what you're saying mr javar but i think it gets so difficult to try to keep the right population percentage that i think the least important is attendance area because we're all you know representing all of our district and i know it's nice to have it all but i mean some of the other areas have divided attendance areas already and it doesn't hurt you know because we're next to each other we're all together so i think the population and the percentage of the of the minority group is more important than school attendance areas and so i i understand because i saw that i mean oh you know but yeah um you know i don't think when he goes to try to figure that out he's working with all those numbers and percentages that there comes something has to fall by the wayside and i think that attendance area might be one of those things that we kind of don't worry about as much right and i mean i i would agree to a certain extent but i think for me just because i've represented that area which i most likely won't be representing right after this term is but my interest is that obviously making sure that sycamore i i get the whole global global concept of everybody represents all the school district but i think for as a communities of interest that makes a big difference for a feeder school pattern to be actually included and for me i don't think even the current scenario that we have actually makes it 55 49 so that's why i didn't really think that there was much need to take that portion of the district out i know we went south but i don't think we needed to do that i think we could still maintain the same district that we have right now and just do the cleanup my request was going to be to actually keep the current district and bring the southern border all the way down right which kind of takes care of the boundary anyways but again i don't know how much of it will balance out with population versus uh even the uh ethnic population right sure so that's i think we can play around with it i've been having fun working with the county system so i know it's the same uh you guys use so i i would i think that there is an opportunity to do it without any issue so i will let you know that when we did that we were not able to to achieve that second okay um but we will try again based on the things that you've shared with us and uh share that with you yeah because i if at all so then my suggestion is if you can't do that at least keep the extension of all the way going to state college and i think you can accomplish it just based on the the community that i'm looking between east and broadway uh e street and broadway i think you can bring it all the way down in that area to accomplish what we need to accomplish and then i'm not necessarily wholly set on encompassing the entire high school attendance area so if we can go more to the uh side of state college and bring it down further from broadway i would suggest maybe i think it that next street is santana or even water street you can probably accomplish what we're looking to accomplish and not jeopardize the population balance because there's a good community there that could incorporate that okay and again i'm sure that there are because i've been already approached by a few folks who are looking to see if they could submit a map certainly and i think we're accomplishing what we need to accomplish but i'm sure the community has their ideas as well so okay anyone else have any comments all right seeing none thank you very much thank you very much okay public comments closed session items is there anyone that wishes to address the board of trustees regarding closed session items only at this time seeing none the board of trustees will now hold a closed session to discuss items 5.1 through 5.8 on the agenda it is now 3 30 pm and we will move to closed session
do we have a motion to approve i would like to bring it to the former discussion we have a motion to bring you to the floor do we have a second i'll say thank you mrs anderson and do we have any discussion well yes i've been pondering on a solution on how to break the communication barrier between members of this board and as a possible solution my suggestion is when we move to the new boardroom i highly or we should highly consider all members of the board being present in person i believe this will help with the board to work as a team and to bond and bridge this barrier in the new boardroom there will be enough space for staff and for members and administration cabinet and community so i i would motion to approve it this month and following months but when we get to the new lawyer we all meet the person and i also would like i don't think i did a very good job explaining my feelings last meeting but we have always parted ourselves to be a district that worked from top down when it came to setting rules and policies um in the past with budget cuts our administrators cut their paychecks before we cut the employees paychecks and that's the way we've always worked so if we're going to demand that our teachers be in the classroom i think it's the least the board can do to come to a meeting once a month um the teachers and students are required to be here i think that unless there's some kind of extenuating circumstance the board member should be here they could still go online and be a part of the meeting none of that's going to change all that's going to be there actually that is not correct in my discussions with the superintendent if ab361 is not approved the formatting for that now the board could discuss a hybrid of that if the board wants to meet and agrees to meet and pop in in the room however still provide that option for others that would be more of a hybrid type but if if the board does not approve if the board approves this resolution or does not approve this resolution then it would go back to the the current or existing brown act rules which would be uh public comment things like that would be done in person so we need to craft a hybrid of that right but they could be done in person on the computer uh not not if we don't do ab361 we would want to do a hi if we want to do a hybrid and say yes all board members are present or all whatever is present and then um if the board want to keep that option open you'd still have to adopt 361 with the conditions that the board members would would come and then we would keep that option open under 361 for for the policy okay i misunderstood is that have we talked to our legal advice legal about that being yeah it's a little questionable to me too that we would like break it up and make it required by some people and not required right so you you could uh i know some districts have tried it i would definitely run it by legal before we do anything and i would have them adapt the resolution for that nancy did you have more comment um no just just exactly when he said that if if the board member was sick they could still zoom in just like we've always been able to do right and then dr lee i believe you had a comment you started this yes um i was just going to thank trustee pope for making the recommendation about the meeting space um you know for everyone's health and well-being i think a more spacious area to meet in is something that would make a whole lot of people feel more comfortable and also i want to just address this issue that has been raised multiple times by trustee anderson that people aren't present i'm most definitely present um i've been present here at our meetings and um the modality through which i'm present doesn't make me any less present so i just want to point that out and i had a comment um uh notwithstanding this potential option to allow a hybrid um personally i feel that yes we are requiring teachers and students to be here in person that's based on the mandates and regulations that we've been provided um and i do i completely understand what you're saying about you know if they have to do it we should do it too on the other hand um keeping it as a zoom meeting not only keeps people safe that might not otherwise be safe but it allows for more participation from the public you know someone could be in their kitchen cooking dinner we're still gonna have lunch stop you know jump on the the zoom meeting make their public comment go back to helping their kids with homework or whatever you know it just it allows for more participation of the public which is as far as i'm concerned any part of any increase in participation by the public is a good thing so that's i mean i get what you're saying we're still going to do the live stream i still wanted to just like this live stream is going to always happen yeah the live stream but then people can't comment unless mr holbrook says that right so i would not recommend the board deviate from this and i don't think trustee pope was recommending that but if you want me to look into that i can come back at the next meeting with that and give you some options if that's something you you guys would want to to do um and again i would feel very uncomfortable saying we're gonna leave it open for parents and and community members to participate remotely but not one of our own i i just i would have to agree with both sides of the argument i would have to agree because a good example would be um i'm sorry mr bruno you said it probably so i'll say it mr burno was positive for covet a few meetings back he was able to participate as a board member as a result of that if we had any other conditions he would have he could participate but he would have to disclose his address which would also allow the public to come into his house where there is cobit in this case right so there is some there is some things there now if the board agrees that this is the practice that we want to do and we want to keep this open i can talk to our legal about the hybrid option um but i would not recommend altering it right now until i get that opportunity to to make that right i think that would be a totally different situation because he would be under quarantine kobe correct so you could have not be a 361 is not authorized or approved he would not be able to participate or he would have to open his home up but since he's under quarantine he could not open his house so he would be exploded in front of me and that's precisely the reason that i i lean towards keeping it as an emergency state at this point i think i think we could there would be some allowance for that you would have to create that in the resolution i do know that and i've actually talked to other districts about that because the same conversation has come up with other districts board members that said we all want to be there but what if or a family member has it you're on isolation you're in quarantine yeah there's got to be a way around that there does and that that's the same rationale for for the public okay do we have a motion to approve this decider-made or any further discussion sorry apologies um i like the idea of being able to watch it at home because we do have children and whatnot and being able to make a comment and have it so that you see the comment live not something that goes into a log yeah yeah and my name is stephen bush okay thank you sorry i have a recommendation please uh why don't you have a phone option for people to call in with the zoom you can you can call in zoom but if you were to take the let's talk about getting out of a state of emergency because that isn't necessary and keeping guidelines having people in a state of emergency to have these conveniences isn't convenient for everybody so what you should do is look at what the board of supervisors is they have a live stream going and they have a queue that people can call into and they have a clerk that has the the people patched in and they can make comments right about keeping them in a state of emergency to be able to keep the zoom so that's because that's not necessary no it it it is necessary though because the brown act requires it of us unless we pass that's why we're trying to pass this 360 right what she's saying is if we can talk to mr hobrick and that's a possibility as part of our hybrid solution oh yeah yeah yeah yeah absolutely um frankly i i do think it would be nice to follow up about this because when we come out of this honestly the ability for people to call in and participate when things are rosy and wonderful with the world i think is a good thing that encourages more participation so i would like to get clarification on yeah i think that's something we all want to keep but um and i apologize i didn't mean to sound like i was being argumentative what i'm saying is that with zoom you don't have to be on the computer they provide they actually have a phone number that you can call into so it's the same as if we had a separate phone line um and so if we are able to continue doing zoom that also is a phone call it's a conference call right is that am i not understanding the conversation all right i think yeah i think that's the question okay so uh i don't think that's an option but i i might be wrong we'll find out okay so we have everybody has had an opportunity to make comment do you have any further comments publicly or otherwise do we have a motion to approve item a i would say that in light of what our current requirements are i i would motion to approve this do we have a second a second thank you dr lee roll call vote dr lee hi mr rudolph hi this is hulk hi mrs anderson sorry i'm gonna vote i this time just pending legal thank you so much okay item 10 organizational reports the uta vanessa mason if you can please enlighten us as to what's happening with the teaching i'll try hi good evening um some little bits to share with the um school board chs north country and spinelli have been attending pbis training at um office of education over the next well the last two months and then over the upcoming school year could you could you uh stay with the acronym pbis uh positive behaviors interventions and supports thank you i hope i didn't make that up you're convinced um and then that means we'll have 100 of our schools um positive behavior support schools and that means it'll be a tk-12 program in our district and so we're looking forward to having that program um move from the elementary schools up to the high school middle school and high schools um so that we have this similar language the one thing that all seven schools have involvement positive behavior supports um and then just to reiterate we want to thank the school board and the district who have hired so many additional staff this year our teacher staff is up to 250 members which we've never had that many um ever um of course that additional staff like social workers counselors um has been amazing taking a load off of the teachers however the teachers are still under a great deal of unanticipated stress this year we thought we could just make it through last year it would be okay and then this year rolled through so um they're still under an unanticipated stress and you know the supports the bridge supports are starting to buckle so um anytime they can be given back to the staff whether it be fewer collaboration requirements from the administrators less staff meeting time more time for the teachers to record behavior information into aries or contact parents or work on grading it's the normal stuff that happens every year but this year the amount of documentation due to excessive behavior concerns at all of the school sites is um putting the staff under a great deal of stress and so that time is needed somewhere and it's not falling within the contracted work day so the contracted work day is seven and a quarter hours from bell to bell for the most part staff has 40 minutes that is not part of their work day and part of their school bell schedule which doesn't leave them very much time less than the contracted work day to do much so that time has to come from somewhere right now of course it's coming from weekends evenings watching tv tuning in to the board meeting they're grading papers um so if the staff can give that time if the administrative staff can give that time back to the teachers that would be greatly desired and that's my one request for the board this month everything else is peachy right yes it is absolutely thank you okay thank you miss thank you so much all right and marie huggins csea greetings hello hello everyone um just uh thought about next week happy thanksgiving to everyone hope you have a wonderful holiday and um this month at our chapter meeting we're going to be discussing some tentative agreements that we have that are going to need ratification and this is so that the district can post some new classification positions and also some changes to some existing positions these are items that will come to the board most likely in december i was kind of hoping they would come to the board this meeting with the um pending the approvals from the chapter since we do have some time sensitivity on hiring some new positions like the vacancy that will be coming up for the account receivable position in the district office that's going to be vacated as of december 30th and um with the short time frame on meetings and everything in december we're hoping that the chapter will ratify so that the board can then uh go ahead and approve that as well as some maintenance two position groundskeeper two position mechanic two positions that are um going to be helping us as a district to get us ready for uh revamping our uh salary schedule next year the negotiations team will start in january working and collaborating with the district to do some reorganization of the classified salary schedule which is greatly needed and will help toward parity um and so i know the negotiations team will be looking forward to that we will also be scheduling some regular new employee orientation opportunities so that csea has an opportunity to meet with new hires we've had probably 30 to 40 new hires in classified as we have also lost about 30 employees through retirements or [Music] resignations and we haven't had an opportunity to meet with some of the new hires to talk about union representation and so we're trying to now schedule new employee orientations a little more regularly so that we have that opportunity to make that offering to new employees and so um going forward it looks like we will have some some good opportunities to work with the district and i know that we look forward to continuing the relationship that we've had with the board and with the administration at the district to you and vanessa when i started i felt like i knew every single person in this history and i don't feel that way anymore i don't know anybody i know in other words our vp says i see new people every day and i've worked here for 20 years it's crazy so it's wonderful because look at all the new opportunities we have absolutely right absolutely i welcome them with open arms but i feel bad i need to get out there to the sites more and yet with the whole copic thing i feel like i'm a burden to you guys on the side come in you know so just can't go in the classroom any time you guys just will wave just let me know [Music] you know i have a solution for the vacancy on the ar position and that lapse between december and whenever we can fill the position you just get me you'll just have to stay oh well all right that's what i said you just have to stay sorry well they said i could come back for negotiations in january if i bring goodies [Laughter] my retirement's retiree you would be a retiree member we didn't accept it [Music] all right any questions for mrs huggins thanks maureen thank you thank you marie you've been a blessing to center school district that's very kind we're absolutely going to miss you all right moving on sorry about that moving on to item 11 reports and presentations uh we have a presentation from ryan miranda on student and family support services department report and ryan is with us via zoom i believe hello ryan are you there he evening everyone um and and good morning to our uh center community out there our our families um our parents our caregivers our students our staff um that are with us this evening and i wanted to take this opportunity real quick to uh really give a shout out to our entire community our school staff community beyond our partners uh the past two years have as we all know has has been difficult um but we have true we all come together uh to support one another and i know in my department student family support services we cannot do this work alone so from the top down um my team at cni my team here um in my office thank you thank you everyone and and again thank you for this opportunity so i am ryan miranda coordinator and homeless and foster liaison for the student and family support services office um many of you some of you none of you uh might know this department as a family resource center um came on board and went with that uh title for a couple years and thought you know we're so much more than a family resource center um we provide support to to students and and schools and and beyond and so i really wanted to highlight that um so student family support services we are a team of uh so myself the coordinator i have an office assistant um and then two student and family support assistants so marissa julia um and abby uh that's my team thank you so um brief brief snapshot of our services our our programs and how we support uh our students families and in schools um so tonight i'm going to dive a little deeper into our mckinney mentor program and that's the education of homeless and children uh youth program we also have our foster youth services uh program community and mental health resources linking our our families our parents our caregivers our students to those resources and our family engagement learning sessions and then program support to our school sites which includes social emotional learning sel support um through our bullying prevention work uh school climate work and then also our suicide prevention through uh question persuade and refer and other suicide prevention trainings out there so the mckinney mental program that is our uh education uh uh for homeless and children and and youth program tonight i wanted to raise awareness and educate everyone on this federal law and how it trickles down from fed to state to our local um school district and the importance of this law and and the work that we're doing to remove barriers for our students and families and really ensure a positive outcome for all of our students and so here's our federal definition and so it includes children and youth who lack a fixed regular and adequate nighttime residence they are considered homeless under the mckinney bento act and during this presentation tonight i'm going to do my best to refrain from identifying students and families as homeless because we know that is a static condition and homelessness does not or should not identif um represent someone for who they are it is a lived experience and so i will be referring to uh students and families as experiencing homelessness um or our mckinney-vento students and families um and so as you can see um students may be turn be determined eligible um as they self-identify uh and and their parents or caregivers on a housing questionnaire and we go through an intake and assessment process and what we're looking at is are those families uh sharing housing and we often refer to that as doubled up with others um because they need to uh there is a financial strain and burden and as we all know due to covet that's exacerbated um financial loss and housing loss and so are they facing eviction are they count surfing students and families living in motels hotels shelters or transitional housing some even in in our district living in in cars or even even parks and we're also uh looking at those students who are not living with their uh legal guardian and so can considering those students unaccompanied youth who are experiencing one of these living situations and the federal definition does recognize students or children actually it's 0 to 22 it's expanded that age range and so we look at preschool early head start students with special education needs and it also includes our students as they are transitioning to adult ed and so we want to make sure that we identify all of those students um in in that age age group and please chime in at any moment if you have a question to to break up me talking uh so what we like to focus on is our awareness or outreach and identification and i really can't stress that enough we cannot support our students and our families if we do not know who they are and so again we utilize a number of tools to identify students and and one of that tool one of those tools is the housing questionnaire and that housing questionnaire is accessible to students and families at the beginning beginning of the school year in the enrollment packets and as we've grown uh with our technology that is now accessible online and so we can send that out through a link um and families can click click click and that comes to me uh so we do that twice a year we do that again at the beginning of the year and then we'll do that again in january again we know that experiencing homelessness it transcends and so you may not be experiencing homelessness at the beginning of the school year when a situation arises say again in december or january we want to make sure that you're identified and we want to make sure that you're identified because you have the right to immediate enrollment you have the right to school stability so you have the right to stay in let's say the deadly elementary if for some reason you need to move to south sac we want you to know that you your student has the right to continue to attend dudley elementary and we want to do our best to keep our students in our district right we want to remove those barriers so there's transportation barriers to getting to school we want to do all we can to remove that barrier to that student getting to deadly um and and to touch on that at this point and we'll go into some numbers uh if we're looking at current school stability rate for our students experiencing homelessness um we've identified 308 students thus far we're in november we're at 308 last year we were at 305 so we've already topped that um and of that 308 students 21 of our students have left our student our school district for some reason or another so uh not not too too bad um but again we want to focus on that full stability rate and i know cde is um they're putting putting out data that is looking at school stability so that's going to be of the utmost importance for us to dig a little deeper into that data and again making sure that our students and our families know they have the right to stay here and and we want them to stay here um and then last but not least support for success and we really go straight to maslow's hierarchy of needs and we want to make sure that our students have those basic needs so school supplies totally tree items bedding air mattresses counseling supports medical assistance vision you name it we want to make sure that they get it because we know if they don't have that they may not be successful uh day to day so here you can see our mv account last year 305 students i identified as experiencing homelessness and then as of this year we're looking at sorry 308 we just got a couple uh identified this year and so if you remember if you look at we're looking at 0 to 22 and so 308 students have been identified within our district but that doesn't include the 60 either children or youth or young adults or adults that are living in those households so uh we're getting high into the 400s of students children youth young adults that are experiencing homelessness within our school district alone right do we know what the number was the year prior to cohen um so enrolled uh prior to covet i do unfortunately have that at my fingertips but i i will definitely get that data to you um i i will tell you we have seen within our district our number uh range all the way from 420 that was back in 2017-2018 school year and we have seen a a slow in decrease um so around the 300s and across the state we have seen the numbers decline and so that is so important for us that's the reason we want to raise awareness because we know these numbers are well underrepresented in our district county wide and statewide and so we're definitely on the decline um but we know there are students out there and so it's our job within our department and it's really everybody's job to help identify these students to give you some context we're looking at about 184 184 000 students identified in california public schools and then in sacramento county alone last year our numbers were about 5 500 and again that's that's a drastic increase compared to the previous years covered uh lack of immediate access to staff members to students to families and so we're really trying to bridge that gap and and identify those students and then here you have a look at our our living situation so i talked about uh those living situations and how we identify eligibility and the majority of students and families are doubled up so they're living with friends relatives we have some hotel motel we've seen as you can see we had a lot of families in hotels motels last year at this moment were we're at three um and if you know our area well enough you know that we don't have any hotels or motels in antelope and so those are on the outskirts of our county um and so again making sure that they have what they need and transportation as a barrier is removed for them to get here and so here's my lovely web of all the uh services that we have provided and are able to provide um it really runs the gamut and is based off need um and we really do uh a deep dive during that intake process when we're identifying students and families experiencing homelessness to uh to determine what their needs are um right yeah so it seems like you might be referring to some slides which we are not seeing on the screen um were you intending to be sharing i if not that's fine we have them in the binder but it sounds like there we go thank you that's great you guys i'm sorry it's okay we didn't miss the meeting yeah i'm so sorry about that all right so here's my web this is my web of uh student family centered services um again really runs the gamut of the services that we can provide to match and support the needs of our students and families last year we were able to provide close to 1400 services to our students and families at this point in time we are close to services provided to students and families i will say we have seen an increased need in immediate food access and so we are very fortunate to have partnered with the sacramento uh food bank to uh get immediate access to shelf stable grocery boxes and so getting those in the hands of our students and families and then also mental health support providing those resources and reform referrals for families to access community-based counseling and then again the the basics the school supplies the backpacks um hygiene products and clothing also and so um our services in action uh wanted to highlight just a couple so mentoring again we have our student and family support services uh staff members and that's julia and abby and they serve in a mentoring role um they serve as a positive a consistent positive adult uh role model for a select identified students in our school district and they're providing academics and attendance support some motivation some homework help social and life skills development working with students on building their resume how to get a job job interview skills how to sign up gain access to a driver's license and then also providing transition planning support for life after high school so for our high school students it's never too early to start that transition planning and establish some short and long term goals um and then i wanted to shout out canadian mental state represent right site representatives they are an extension of our mckinney-vento program and so really our point of contact our go-to contact um to help identify students and families and if we had trouble internally i'm getting in touch with families who have self-identified on a housing questionnaire i know i can go to my site representative and they can help make that connection for us and link us up so so uh they have been a great support to our department and then our community collaboration shout out to antelope lions club they are amazing um right now we are in uh winter holiday season and so working with them to uh support our families with thanksgiving meals um getting them and and their students access to warm clothing so we've received a very very kind donation of uh jackets and hoodies uh that are are stored in our clothing closet so thank you antelope lions club and again south sacramento food bank uh we have a drive-through event tomorrow from 11 30 to 4 30.
um now what we need in order to open up for board discussion is i need a motion associated with this agenda item so i'm open to recommendations madam president or from our parliamentarian or from staff i would like to propose a little amendment to this document if you put it on the floor sir yes you may do that okay in order to get it on the floor i'd like a motion to um no actually if you want to amend it before we um okay yeah i'll try that now your your motion to amend would be in order okay i'll i'll move to amend this draft resolution thank you madam president um and my motion would be to in my opinion strengthen if you will this resolution to the level that the durham resolution is at i think we would add a paragraph at the bottom of it saying kind of verbatim what's in the durham resolution that was on the agenda packet last time be it further resolved that the governing board of the chico unified school district will petition the state of california that the covid19 vaccine be a recommendation and not a requirement for students and staff um this word petition is not highly specific in my opinion i mean it could mean we're gonna send them another nasty letter it could mean we're going to take him to court i mean it's it's pretty pretty broad but um i would like to see this resolution go to that level and so i offered this as an is amendment a second i'd like to second the amendment um [Music] partially because i'd like clarification from staff um and so i think for the discussion it needs a second in order to discuss and ask for questions from the staff do we have that amendment written anywhere that we could have to use for discussion purposes it's on the last agenda packet under item okay you do have it yes i have a copy i have a paper copy of the derwon um any way of getting us access other than we can we can find it through getting on last week's agenda huh or two weeks ago mr tennis do you have that language it's right in front of me on the screen but do does somebody have the ability to manipulate what's on on this up here does somebody have the ability to open a new tab could you maybe pull up last our last agenda packet from november 3rd um if you go up on that go up sorry agendas the circle on the big the big dot right there on the top on the right hand side no it's a circle that says agendas on it yes just click on that wait a minute it's thinking just wait uh 1103 2021 scroll down through all the um fine print that that confuses everyone on these agendas sometimes me included there you go down right there right there six one one up a little bit right there click on that go to the right scroll all the way down and then it's on the it's the pdf on the to the right of that up one up one that's it right there nope nope too far that's it right there who's the one that's manipulating it's in the download folder there you go scroll down to the bottom page there it is right there that's it that's it be it further resolved that the governing board if you can make that larger of the durham unif of the chico unified school district will petition the state of california that the kovid 19 vaccine be a recommendation and not a requirement for students and staff [Applause] right there it says 76 percent ms dalby were you going to speak to mr tennis you want to speak to your um yeah let me just i'll just give you the hard sell again it's kind of like it's not highly specific it's just sort of you know we really don't want this and we'll take further action to petition the state if if you move toward a you know uncompromising universal mandate so my question um hopefully for staff to be able to clarify if you have insight because i know that you did not write this line that this is durham school district's um a piece of resolution the the concept of petitioning the state about a recommendation or requirement or mandate what what is that process or what does that look like or what does that mean that i do not know these were durham's uh words the petition so i i don't know what that means just looking it up it you know there's different definitions that are to gather signatures so you know i did not use the word petition just knowing that it was going to be the five board members that were signing but certainly it is the board's resolution so if the board wants to change that word by all means the board has the power to do so okay i'm going to refer to the language that we we have in the resolution before [Music] an amendment if the amendment were passed and it's the now therefore be it resolved that the governing board of the chico unified school district respectfully asked that the state of california legislature to not mandate the covid19 vaccine but to instead allow parents guardians and staff to make the decision best for them and their family in regards to medical procedures including the covid19 vaccine it seems to me mr tennis that we have done without the confusion of of a petitioning process that we don't even know what it is that we have in fact stated what you're asking it says to not mandate i mean i think that um you know it should say like uh we're going to sue you or something like that so i mean [Applause] i'm just i'm just proposing an amendment you know you don't have to vote for it madam president it's just just throwing it out there it's not me it's the board's decision yes i i understand okay we've had um an amendment a motion for an amendment and a second and discussion is there any further discussion all those in oh dr kaiser i just feel like that actually the language that we have in our result resolution is clearer and as strong because it's saying not to mandate but to allow parents and guardians and staff to make the decision for their families and themselves in regards to medical procedures so i really don't see what the proposed amendment adds at all i think that the resolution as drafted is good and i like it okay i don't want to i don't you want to withdraw no i don't i don't want to withdraw i like i like my proposed amendment okay yes you don't have to withdraw if you don't okay any further discussion all those in favor of the amendment aye all those opposed no it fails three to two okay back on the original um resolution as proposed so do i need to make a motion on that or have already done that sir you can do any number of amendments you wish you're not restricted if you want to move to approve the resolution as presented now would be a time to do that if that's your desire i move to approve the resolution as presented second thank you i've had a motion by mr tennis a second by dr kaiser is there any further discussion are we ready to vote okay all those in favor signify by saying i i'm sorry caitlyn did i miss yeah it's a roll call vote do you want to oh because the last one was not about what i want but yes no you are correct um because the last one was was split we do have to take a roll call so we'll begin mr tennis on the resolution approval as presented hi lando i robinson i dolby i thank you that's 5-0 to approve and thank you staff for the work you put in to hear what we said at the last meeting and bring us language that met the needs of what we expected thank you okay i would like to also thank everybody in the audience for taking the time to be here tonight i invite you to stay for our next item i accidentally dismissed you too early last time but we are talking about districting maps and public input is always appropriate and appreciated and also that with all of your feelings um and beliefs and you know well well meant for your children's health concerns to please send your comments uh to the the powers that be as well i'm sure you are but you know it's it's all about a unified front and making sure that everybody's heard at every level thank you yes please do stay i also have a brief comment for the public if it's okay yes sir um thank you for your involvement and participation um i think this is a good resolution i think it sends a good message and i'm i'm proud to have been a part of it as you all should be too so um i'm happy with with this i want everybody to know thank you okay the next is a public hearing information on the second presentation of draft trustee area maps to be published in regard to implementation of district-based elections superintendent staley yes i'm going to go ahead and invite rob from king and associates up to uh take us through once again our trustee area maps but can we hold on a moment yeah yeah i've been going yes it's like a five minute recess yes wolf do a five minute recess like we're ready to start again and we were at the uh hearing from rob okay it's my uh honor to introduce rob murray from king consulting got the name clarified help thank you superintendent board president members of the board and staff and members of the public so sorry you just get me tonight you'll get jamie again next time that we are here but we are here tonight to hold our second required public hearing after displaying the draft maps and see do we have the uh presentation that we can put up because there is a little bit of uh some new information that was requested uh at our last meeting that uh so that's kind of loaded in the front of this presentation if we still want to look at any of the previously presented slides with those maps and other data that was originally released we can do that but for now we can go ahead and so we'll just review that timeline really quickly and then look at our new data so our timeline we are here at our second hearing so following tonight uh and then depending on what input we receive uh the final map options will be available by a week from today uh we'll have those i believe on our website so that that is visible for everybody and then we will come back actually in january so that the board will have its opportunity to move on a particular map option at that that would be the first opportunity to do that after having some good time there to see what comes in from public input on the website and have your own time to really digest what these options are so that said on to our next slide which was yes sorry just for clarification originally that the date was going to be the 15th of december correct and we just pushed it back a month so that we could allow more time for public input yes that's that's that's one big part of it yes great thank you okay so one of the questions that i thought was actually really interesting that came up last time you know really enjoyed the opportunity to just poke around and some new data sets on these but was the correlation of the registered voters who live in this area with that population aged 18 and over and so you can see looking across uh just that top you know like we've referred to as the control but the district wide you have about just over 72 percent of the 18 plus population is registered as voters in butte county and we again just as a reminder we've looked at that by if you just go on to the butte county elections commission you have the voter totals by precinct and was able to and actually those precincts do correspond fairly well with the census blocks so it did make it a pretty clean analysis to come up with this uh kind of deep dive into how that stacks up and you can see there is some variation the blue map option does have the most balance you definitely do have uh you know parts of your district with a much higher or much lower relative percentage down to the purple map being the uh with the biggest uh disparity with uh one trustee option at 51.5 percent being the lowest that shows up anywhere of the 18 plus population also being registered voters dr kaiser yeah rob what uh what i mean i was really struck by this disparity so what is the context that you have if you have any about why in two cases it was district three in one case it was district four with the blue map why there's such a dramatic difference i mean to go from 92 percent to 60 in the blue map and um 87 to 58 in the green map and uh 87 to 51 and the purple map they were quite striking i thought yeah if you want to go ahead and speak on that sorry you're probably going to say this but i just thought it was really interesting because i'm looking at them if you were to layer them the overlap between those districts is the same area which is chico high to highway 32 or 8th and 9th streets which is their whole downtown and university area right and yeah that was speculated some at the previous meeting and it appears the data does bear out that there are you know a lot of the 18 plus population who lives on or near campus is not registered as voters in butte county and so to the extent that that has any bearing on how you look at these map options if it encourages you to suggest uh any potential uh you know tweaks or revisions it's something that we can look into or if it's just data that helps inform your feelings on these map options but that was in terms of why it is so much higher in the area that you say tops you know is over 20 higher than the district average that i have less context for but that is tending towards the uh kind of north eastern and central northern parts of the district seem to be where that uh really heavy concentration of you know the vast majority of people being potential voters are registered but couldn't tell you exactly why some areas are just significantly higher but certainly the areas that are consistently among the lowest as trust or board member dalby stated are correlated with downtown and csu and then one other bit of information we can go ahead and go on to the next slide uh we just did want to also look at the hispanic latino population as recorded by the census in 2010 and 2020 and that is uh just as we had indicated but uh so we had already looked at the general population but then among the chico usd students based on the data that we have through the california department of education uh increased from just over 20 percent to a little over 25 percent in that same time span and then looking at the census data but just at the south campus neighborhood which was a question that came up you see a particularly large increase in the population living in that neighborhood from 15.7 to 26.7 percent who identify on their census forms as hispanic or latino well chico state became a latina serving uh campus yeah you know that's the last decade and i think if we go on to the next slide yes then we're just into the presentation that you have seen before again if anyone would like to revisit any material from that i'm happy to go back into it but i know you've all seen it at least twice by now and so i will leave just at your discretion for anything else that you want to go over with the draft maps which are still the same ones that were originally presented two meetings ago and from which we had the first public hearing at our last meeting i just can make a comment um about how impressed i am with the work that you've done even though i've asked some struggle questions as i'm coming to terms with all of this not to compare us with any other governing body but it is interesting to see how each governing body in our region goes about it differently and i feel like this has been a very well informed straightforward process for us without a whole lot of contention and i owe it a lot of that to just your ability to answer questions about data and really sticking with you know what the law is supposed to be and going from there and so um just huge kudos and thank you so much thank you i appreciate that i'm certainly open to all the comments anyone has along those lines happy to receive those but of course if we must yeah but anything else anyone wants to say but thank you board member dolby were you going to walk through um any additional stuff the rest of the material in the presentation is all ground that we've covered before again i'm happy to do a if we want to do a quick fly through of it again uh just to see those maps uh one more time i think that might be so again just a quick recap the blue map is the one that uh following input goes uh stick uses the high school boundary between chico high and pleasant valley high as the uh primary uh way to divide trustee areas with two in one high school boundary and three and the other as the population actually perfectly supports that and then using elementary boundaries as closely as possible to then uh divide each high school boundary into either the two or the three areas uh the green option uh makes sure that every trustee area spans both high school boundaries and then the purple option was another one that just without really looking at the high school boundary used those elementary boundaries and neighborhoods as one of the primary ways to start informing the shapes of the boundaries while then of course making sure that population requirements and voting rights act considerations were followed and met so we can just take a quick look at those one more time we can go ahead and click through let's see there's our reminder of the neighborhood definitions that we are using and we refer to those and then going through uh just a reminder of what those boundaries currently look like for your high school and for your elementaries on the next slide and then as we go a reminder of some of the criteria that have to some degree inform these maps and data for which is provided and then we can go into again uh while the hispanic and latino population is generally well distributed through your district uh the one part where you have multiple census blocks that are majority hispanic latino which we make sure are not split up and then we'll go ahead and get into the map options a quick reminder about the census data that we're using the census blocks which can't be subdivided there we go and then uh yep so that so we have the blue green and purple options which i've just gone over broadly how those can be defined and then on to uh so again just the blue option you can see there uh areas one and two in one high school boundary three four and five and the other so you see how it uh maybe not perfectly but very closely follows that high school boundary line and then elementary boundary so the green option once you get in the next map where you see the high school boundary on you see that all five areas uh managed to cover both high schools and then to the extent after following that following elementary boundaries and then lastly with the purple option and you can just see these maps kind of see the areas and just see what looks sensible and might be reasonable boundaries to use for the election of the school board beginning in the november 2022 election and then as we move on uh we just have the detailed breakdown of census data of race and ethnicity both for the total population and the voting age population we have the socio-economic data by a census median income a student free and reduced lunch percentages and the percentage of owners and renters and then looking at the neighborhoods just a quick summary of how those neighborhoods are entirely within or split between trustee areas under different options we wanted to look at the enrollment analysis which again shows the percent of students who live in a trustee area by what school they attend again you have students attending every single school who live in every possible area but obviously you have a lot of correlation the schools that are in those areas will also tend to make up the most enrollment and then we just also had the breakdown by enrollment or residents of those elementary school free and reduced lunch counts just so that that can be considered in some next steps again uh so and my apologies i did not update the date i did not make it down to this slide obviously when i was january updating that meeting of january january 19th yes the um board members do you have anything that you'd like to register in the way of support or contin on any of the maps i have a i'm going to jump in then because i have a couple of things that over the years we have talked about when we first considered what we were going to have to do with the district maps and one of the things that dr kaiser brought up that i then thought was really significant and that was the um the balancing of the median household income within the you know the the different trustee areas and blue is the one that that seems to have balanced that the best and i know that that is one of the things that when we were looking at some of our lower socioeconomic schools even though they change over time and they're not always the same schools but in knowing the you know the processes that of the kind of support as they move in and out of title 1 and other things that that that is a consideration and i also like that the identified neighborhoods are contained within a single trusty area those that that seem to also add some cohesiveness i thought to um what would be good in the trusty areas anyone have any other thoughts on that um i i guess i can add to that if we're going down this road a little bit and for the same reasons that you've mentioned um i i have been favoring the blue and the purple maps um a little bit more unless i were to receive additional input especially from our hispanic population um with the blue map there's there's actually two um two areas where the hispanic population is over 20 percent in the other two options there's only one trusty area with those over 20 and actually over 22 percent in in green and purple and so where i'm starting to question uh is you know is is it ideal to have um two trustee areas where we have a reasonably high number of hispanic voters that's voting age population or a map that has one that's even a little bit more robust with our hispanic numbers that is not a question for me to answer i am not a hispanic voter so it would be nice to be able to hear from a hispanic voter on that perspective if that makes a difference in which way these maps should be weighed thank you for being here so my question is um and i i don't know if this is splitting hairs that's you know i don't have a hispanic perspective um so in one map out of five trustee areas two of them are um just over 20 hispanic voting age population um in the other two maps and those are like the highest then it's um 18 16 and 12.
[Music] elizabeth i'm curious to hear your thoughts well you know i i think that it is important to think about obviously the impact on the budget i my kind of gut reaction to it like i said before is that it seems like because this is not really a part-time job for the council members um or the mayor for that matter uh it it's a little low uh but i but i think that going with uh the 5.4 i i don't know actually you know what what do does anyone know what the city non-union um benefits are are they more are do they exist or how are they in comparison to any benefits that the city council members might have council members get no benefits but non-union city council people are excuse me non-union city employees get benefits that are not uncomparable to union benefits is that right i mean you try and keep them a little bit not sure about this but i know that washtenaw county does with the county what the union what the chief union gets the non-union employees typically get as well is there is that true of the city or not take this one yeah so our fringe benefits if that helps is about 33 so if you take salary it's about an additional 33 in benefits um they have been comparable um i would say over the last couple years though because as an attempt to stabilize the budget non-union hasn't been receiving the same increases or benefits that the unions have and we have a vaccine mandate which has also increased some benefits for unions and not non-union because we've negotiated the mandate with the unions we're taking into account the non-union wage change as well your i know your question was about benefits elizabeth but um i mean when you have one set of people who have no benefits whatsoever and their salaries are at the whim of people like ourselves it's just they really are in a separate category i'm just wondering if it um if it kind of unbalances the scale so to speak to add to to add in something that is really not comparable because if you're getting a three percent wage change but you also have 33 percent of your salary and benefits you have a you have more than a leg up on a person who doesn't have 33 percent of their salary and benefits that's a good point can i can i get just a point of clarification so the um the non-union city employees uh did you say they do get benefits but the city council members do not get benefits is that correct that's correct and that's because the city council members are not technically employees of the city correct they're not employees okay i just i just want to make sure i understood that correctly and then the union then the that 30 percent they were talking about that's that's for the union employees or is that that part of the salary of the non-non-union employees it's an average across all our employee groups is about 33 um like if i'm paid ten dollars you add on you know three dollars and thirty cents to that because our compensation our benefits package is worth about three thirty three percent okay thank you thanks what would go ahead i'm sorry i just went back kind of to my that very first question i was asking about whether the city council members were like employees um or not or full-time or part-time i think that might have been kind of in my head from a conversation we're having around the similar topic at our last meeting um i believe if they're being paid they're an employee but i think by law they're prohibited from getting benefits elected officials are that's my understanding anyway yeah that's true oh thank you so i i guess to fully answer the question about what i think um i'm wondering if we are applying the the non-union wage change um you know maybe it's maybe it's not really maybe it's skewing the accuracy of what we're trying to do which is give people a little more money and and make this a position that is palatable for and possible for people who don't have a very nice well-paying job otherwise um and if that really is um going to be part of the resolution that we want to make this we want to open these positions up for people who you know aren't um financially in a position to spend 30 hours a week on a job that pays them less than 25 000 a year you know maybe we should be increasing it just by the fiscal year cpi change so that would be the are you looking at like that for 5.4 percent elizabeth yes okay and you are you saying that because then uh that extra the extra amounts is kind of making up for the cost of benefits that the city council is not not getting or just in general it helps increase the amount uh more you know i don't know that there's a way that we could possibly make up for the lack of 33 in benefits that seems like a maybe i think that if we made that proposal i think the city council would shoot it down that's kind of like what juliet was saying you know i think that that's a thing that uh would not be in anyone's best interest um but maybe taking small bites at you know of the apple just to just to give a little bit of an increase um if that is the if that 5.4 is is the the cpi um for 2020 to 2021 then maybe that's maybe that is an appropriate increase um it's not a bridge too far and yeah i don't think that it would i don't think that we could do anything to make up for the 33 of benefits that's that would be a lot of money yeah i i i totally agree i mean i i was just just kind of trying to figure out because my only concern would be um if you so we had a kind of an unusually high cpi year-over-year and we'll continue the next month or so and maybe even the first quarter of next year and then after that it's gonna more likely than not tail off the the percentage increases if there are they they likely won't be as big right so um uh i guess if if we kind of get rid of that wage increase that's built into the non-union employees in this framework and cpi goes let's say one percent but then uh employees wages are you know three or four percent increase those out years are we going back to then kind of which is fine i'm not saying that it's not okay but then with the idea to be to kind of go back and relook look at the framework again kind of change that um i mean what are your thoughts on on that yeah i mean i that's i'm sitting here thinking well we don't have you know if we if we make a set in stone okay we're always going to use the cpi i i don't know that i would suggest that i would say that generally you know anything under a three percent increase in wage for the year is really low i mean it's really such a it turns into such an insignificant amount of money for a person um you know that i don't know if if if it would be right to go you know any to go much below that in the future but i think that's maybe a future discussion to have and i wouldn't suggest setting this in stone like i guess what i'm i'm thinking is that the next you know the last couple years have been very strange and the workload for people has been the learning curve has been steep and the workload has been hard it's been harder um in general so i i don't know but i'm i'm open to to certainly to other ideas about it i just i you know i keep going back to these these folks are not doing a part-time job you know listening to all this and looking at the numbers um if you use the formula we did in the past shows it's a 2.4 percent increase if we just take the 2021 numbers to 4.2 percent increase that difference comes out to about a year difference between the two i don't think that's going to have any impact on who runs or who doesn't run for council if we really want to attract a broader group to council we have we'd have to dramatically increase the wages for the amount of hours they're putting in these people are doing it because they want to do it and i don't think the money is that important i think symbolically it'd be better to keep with the average of the two years as we've done in the past at 4.2 because it sends a a message of fiscal responsibility to the rest of the city employees that do have a huge impact financially on the city budget so yeah we are in a strange situation yeah there's been a big jump in inflation it probably won't continue um probably may not even continue by the time the people start receiving these but the difference between uh taking two years versus one year's average is not enough money to make a difference really to probably anybody over the course of two years so i guess where i'm coming down is i would support keeping the um formula the way we did it uh two years ago which would be the average roger of the of the four the four percentages over the two years oh you're on mute sorry um yes that would be the average of the two of the if you're looking at the screen there the top of that second page average percentage change is 2.4 versus if we did just the 2000 2021 it would be 4.2 um at this this level i don't think that amount of money is going to have any impact on the individuals or iron council or may be considering running for council i'm kind of inclined to agree at this point although uh elizabeth my sympathies do lie with at least increasing the city council members salaries um this is not disrespect to the mayor but it's a lot of money that he gets and we are if we continue to do what we did from two years ago we are pegging the uh city council members salaries to his and so they aren't going to actually get we're going to increase his salary by whatever percentage we choose and then they get half of that so they do get slightly more a slightly higher uh increase than what it looks like when we set the percent change but yes you're right roger doing math always helps put things in perspective so i guess my next question is um if we're if we all know that we're not really making a change that would allow a person that would that would broaden the the spectrum of people who would be able to take the jobs if that needs to be removed from the resolution i mean if that if that goal is not being met by the resolution then does that need to be removed from it or is it just more of a hope like is it is it worded like a like a goal and this is the exact language from last year so um whatever changes you would like to make you can certainly do is a fair question i will tell you that um people are self-selecting for city council and um i did actually support someone in my uh neck of the woods that had a much lower income than his competitors but it didn't make any difference to him what what people were getting paid was not what mattered what mattered was whether he thought he could make a difference whether he thought his views would be of assistance to the government and so we we want to be more inclusive we look at ourselves and we recognize that the people who serve on council tend to be drawn from relatively well to do uh sections of the city but we're kind of making a stab when we say well we wanted to be more appealing to people for whom the financial incentive that could make it or break it i i think in fact the financial incentive is probably the last on the list of considerations in reality i've just never heard anybody say yeah if they paid another two or three thousand dollars on it because really it isn't just the service on city council which i think appeals to a lot of people it's the fact that you have to run you have to get support you have to get financial support and there are a lot of city politics that you know determine whether or not you're in or or otherwise so it really has to do more with what encourages people to throw their hats on the ring to begin with i wouldn't take it out because it is a hope that we have but i don't know there's any way to prove that it would make a difference is what i'm saying i mean i see it does say wish yeah i suppose that does indicate a hope yes yeah i agree for for myself personally i think it would be great if um if it was more money i think to to your point elizabeth so that it's more of like a a wage of a full-time job but to julie's point well two things one to julie's point is you know this a lot of people that are running for council aren't doing it just because that i granted i know that there's probably some people that don't run because of that um but from the financial perspective of it i i don't think that i can as a commissioner recommend that we increase it all the way up to that level without knowing what kind of leeway we have in the budget or what i mean you talk about basically like doubling the i know you're not giving that number but if you got up to that number of like what would be a full-time wage for that number of hours you you'd be up there pretty pretty good and um i don't think that i feel comfortable doing that without seeing hey from the city uh staff like yeah look here's a budget you got this much room to go if you want to you know go up there and it works knock yourself out but just from maybe that's because i'm a business owner and i know that i work in a different world right where like i have a budget and that's that might be part of it but at the same time i wish i could pay my employees more as well and if i could i would and maybe that's for next time or maybe chris can get a set but i'm pretty sure it sounds like the budget's set so um and that obviously can change my personal feeling is i i don't feel comfortable bumping it up that high but certainly having this framework and then at least moving it up with with cpi plus and or with our formula i think is a good start and the wish and hope that we can get up there would be great maybe we can one day maybe it'll be next year who knows for the following year i guess it would be two years from now i just wanted to be clear the budget is is not set yet the city administrator is still would be developing it at this point um and it would be set by the city administrator his recommended budget and then it goes to council in remember when it is february or march or april and uh then the council has the ability to then change it but um city administrator would take whatever determination was made by the llcc now and that would be incorporated into the budget so the money would be there there just there would be you know that much less money for the other things that's just it's not a problem to get into the budget i guess okay thank you i appreciate that so we're kind of going we're kind of going uh backwards instead of starting from the budget going down working our way into that budget line we're kind of saying here's what we want to spend work it into our overall budget that you're working on so how i understand it yeah i mean it's just effect it's just a fact for them that council salaries exist and so whatever they are that goes in the budget and then you work around it so if we say let's double just just throwing out a number let's just double the amount as our recommendation then the city administrator says okay now i'm going to double that amount in the budget for those salaries is that even before the city council um votes okay all right i think he's recommended it would be in his recommended budget gotcha okay if the council does not adopt would then become the budget so that's the fallback if council it's also the ability to look at the budget and change things but if they can't agree and don't adopt a final budget the city administrator's budget is the default and it goes into effect okay i hope that cleared up for everybody else like it did for me i think we need to also consider that if we were to suggest an increase that was that this ends up being a political decision on the part of sitting city council members and i think if if we come in with too large of a proposed increase it will make it very difficult for them politically to um let it let it slide basically let it become uh approved so you know and i i just thinking personally i think if we if we were to recommend something over five percent frankly i think we run the risk that that politically it becomes tough for council members to accept what it is that we're recommending so i just want to throw that into the mix that this is ultimately a political decision as well and and council members need to need to um assess you know how how how large of increase they're willing to accept before they feel like the political pressure is there for them to reject the increase that we're recommending what if we were to recommend a lower percentage and increase the um council member salaries increase the that 50 number to maybe and and use that as the kind of the standard that's a good question does anybody remember how we came up with the 50 number of the mayor's salary was that maybe based on that survey we did of hours spent no again it had to do with the fact that when we were dealing with a across the board standard percentage increase whatever it was that it wound up widening the gap between the mayor's salary and the city council members rather than narrowing it or even keeping it the same because as i said earlier three percent increase to 45 000 is substantially more than a three percent increase to fifteen thousand dollars and i'm i'm just pulling numbers out here but what we were trying to do was make sure that the gap didn't widen more than fifty percent so in fact whatever whatever increase in uh whatever percentage increase we would give the mayor it actually would have a slightly higher effect on the city council people i i think that some of us are troubled again no slam against mayor i think some of us are told about the gap between the city council members and the mayor precisely because the mayor is himself a city council person and what he does over and above being a city council person is i don't know i don't want to say largely honorific because he may be doing things that i that go beyond that but i personally would support very strongly any mechanism by which we could increase the relative um pay of the city council members just because i think that we're marching toward fifty thousand dollars for the mayor eventually and i kind of i don't care if we go there but i kind of like to see the city council pace catch up um i just we have to come up with a rationale that is acceptable to people the fairness i suppose hearing this could i suggest we keep our formula for determining the percentage increase which would be [Music] come out to the 2.4 percent but we increase the city council percentage of the mayors from 50 percent to 55 percent i could back that that makes me feel a lot more comfortable with with kind of the direction this is headed and supporting what we're trying to to achieve that that wish and i think that we're this that seems like it's more in line with supporting what we're what we're actually trying to achieve in which case what we want to build into our resolution is this specific goal that we recognize the disparity we have to say it nicely about disparity between what the city council members are getting paid and what the mayor's getting paid as kind of the city person with an extra crown um and that we want to narrow that gap because we see that as inequitable however we favor it i think that that needs to be part of the resolution because that explains why we're bumping it up because you know even we don't follow what we do every two years without reminders nobody else is going to know so saying it straightforwardly helps i'm sorry go ahead roger i'll just say i i think you know the focus generally tends to be on what the mayor's getting paid he's getting a 2.4 increase everybody else is the same percentage i don't know if people will even even notice that but i it does if we put that in the resolution make it clear what our intentions are going forward i think i don't have any problem if if the mayor has more responsibilities to get to get paid more that's that shouldn't be a problem i think elizabeth and roger that those ideas to increase that city council's percentage of what the mayor is getting is a really simple solution while keeping that same framework um because that gap i think that julie was concerned with earlier won't won't get any bigger uh it'll be proportional along the way with if we keep that formula in place um i don't in 55 again i'm not sure how we came up with the 50 of the mayor's salary versus the 55 in the first place or the 60 i can't remember if that was because we did that survey of hours or if it was just maybe more of an arbitrary like that start here um i i think 55 or 60 is a fine number to start with but keep a framework i when when i joined the the local officers compensation commission there wasn't a framework at all it was um entered the fault of no one but it was just here's what the salaries were here's what other um municipalities are are being are paying city council and mayors then for new people coming in like myself and like you elizabeth's kind of like how are you coming up with these how did you come up with these numbers and so at least it's a good place to start and i think it's helped this year i don't know if everybody else would agree but i think it's nice to have i appreciate the sentiment however i did some quick math uh under the assumption of increasing city council from 50 to 55 this is not going to be exactly right but it looks like it's about a 11 or 12 percent pay increase for city council members and i just think that's personally way over what uh politically would be um acceptable i'm sorry i'm just being kind of math blind i'm trying to follow this if we take the same approach as we did two years ago which is to say that the city council members are to be paid no less than 50 percent of what the mayor's paid and we give the mayor an increase of 2.4 are you sure that this means an 11 increase for the city council members if we're saying that in addition to the formula that we are now paying council members 55 of what the mayor makes under this new with this cost of living or this increase but now we're paying 55 instead of 50 it's that change that is the the vast majority of the reason that that uh net compensation the council goes up by that kind of percentage roughly 10 or so it looks to me like it's about point eight eight i mean like eight point eight eight percent i think if we do a 2.4 increase to the 47 452 63 which was the 2021 compensation i know everybody should be doing this math along with me so that i'm not the only one but but it looked like um then that if you divide that number in half i mean not in half but if you if you make if you take 55 percent of that number and then divide that divide the 2021 compensation by that number i come up with 0.8878162 but maybe that's wrong it would me i got 10 am i in but um i just did the difference so i did 55 of the mayor's salary in 2021 was 26 098.95 versus what it's at right now at 23 7 26 32.
all right okay so i'd like to make a motion that um d1 notion that the board of education includes the following policies and regulations on the second reading and on d2 a notion that the board of education recruits the following policies yes so d3 we have 2422 and do we also have just just that just 20 to the one that we have the 5751 oh [Music] um i'd like to make a motion um that the board proves d3 24 22 um for first three so i have a second [Music] and trust that this will be vetted properly and presented yes thank you visitors business visitors are permitted to comment on agenda and non-agenda items at this time address the topic of mass so just to clarify on that there's been no criteria still communicated as to what the decision basis will be made on it's still just the governor's say so that's where we're at has there been any communication yet on vaccination in regards to students having to be required to take cover vaccination yeah mandated vision so um i think it's something we need to stay on top of and i appreciate that that's what the communication has been thus far but i think we need to be watching every step of the way and be mindful that it's use your expressions on a very sensitive topic thank you um and then i would just like to thank everybody for the discussion on that uh policy tonight uh the explanation was very helpful the process thank you for that and i appreciate the idea that even if it's mandated you have to make sure your concerns are heard and the only way to do that is to vote no and get legal advice on how to communicate that back to the state and then figure out how to comply with it so thank you for the encouragement on getting the community involved because there's a huge difference between a math curriculum and a gender identity social emotional all those words you use there for second graders and i think getting ahead of that is a very important thing to do so thank you to everybody for that i don't have any discussion for this evening other than the one that we had earlier which is very intellectual and helpful for the process of how the board works which i appreciate all board members for that um discussion these two ladies i'd like to get your impressions your feelings your thoughts i think i think that uh as ms carlson said uh with people like yourself that volunteers what makes everything work and work properly it might not always work the way i like it but i know i really do appreciate it you said it so well yeah so we'll have plenty of time to talk thank you all right can you pay the bills for me please [Music] mr baker yeah yes this is mr valencia yes um there is no executive session planned for this evening so i'd like to use the motion to adjourn exactly and get the uh apparently this is one that exists but no i think it's actually um something is filled in there and it should be taken off so um there is no executive version i'm sorry for that confusion um okay let's try this again i like to make a motion to adjourn oh please yes have a good night [Applause]
those will be half day sessions for those students so that parents can come into the building and possibly do it virtually but have the opportunity to meet with classroom teachers regarding student progress so that'll be december 7th 8th 9th a letter has gone home to the parent and it's also posted up on our our website uh page 9 we're approving a bus drill which we do each year um as per mandated by the guidelines from the department of education two drills took place one on the 27th of september one on october uh 12th that's in our policy that we do that each school year uh page 10 we're approving um tentatively and again this is just a five-year preschool program plan that the department of ed education is asking most districts to do and uh this is just a resolution that the board is approving the plan for submission and then at some point it will be approved and uh once i submit that plan to the department of that i will um email a plan to the uh board for you to just look through but basically it's similar to the plans we've submitted in the past as far as different guidelines that we're adhering to regarding our pre-k program we're also part of or participating in once again a program called seal of bi-literacy uh that we do each year for our ell students um georgette van vliet oversees that program and we usually have uh a a nice participation in terms of the number whose students who take advantage of that buildings and grounds i did highlight the robotic program this this saturday on the program it does say 7 a.m beginning but that's just set up the actual program begins at 9am as i mentioned uh mr founder you have anything on finance do you want to point out a couple items just roman gino we just completed our 2020 online audit like to say was a very successful audit i want to thank the business office the overall staff support from the board and support for mr roman gino it went very well our audit we are now engaged in uh 2223 budget which obviously starts on july 1st 2022 we've had dialogue with the board and staff in regard to potential capital projects potential new roofs a new administrative office for the high school so we'll keep everyone posted on that those are bid projects that go out the public bid we're also engaging in some equipment orders potentially again it's based on how the budget shakes out some snow removal equipment and potentially a new 54 passenger bus and we are full go ahead in regard to our winter preparations in regard to doing our due diligence on our blowers our salters and our plows to get ready for mother nature hopefully mother nature cooperates but again you never know and then on in regard to the 2223 budget on page 17 we are approving the budget calendar process and procedures that is a uh njdoe requirement and a qsac requirement that's pretty much it mr roman gino okay very good um at this time any before i ask for a motion to accept any questions from the public or the board on the consent agenda i know we're streaming our meeting tonight and the public does have an opportunity to ask questions but we don't have any at this time so if not i'll ask for a motion to accept i'll make a motion is that mr capano yes uh was that mr shelley yes okay thank you both uh i'd like to take a vote if i may mrs abreu yes mr capano yes mrs freda yeah mr garcia yes dr pantaliano yeah mr raincourt yeah mr shelley yes still move mr roman gina okay uh before we adjourn uh just a reminder december 15th we have our work session december 22nd is our board meeting uh before i adjourn than any other questions from the community okay i just want to wish everybody a happy thanksgiving yes um a safe thanksgiving uh as we move forward and uh a motion to adjourn mr founder that's mr garcia may i have a second please second that's mr
the problem they're saying is that 20 days sometimes you have to have a special meeting and that sort of thing and depending on how long it takes for your county to canvas the votes correct yeah so they support this are we all in support of that i i do yeah because can make a 60. we had a small yeah because we had a very small window to meet after the votes were canvassed number seven the indigenous people curriculum inclusion native american indigenous people for social studies contents and us history the recommendation is that they would that we would support the included of this into our curriculum i'm sorry that the assistant superintendent smith isn't here i'd like to know if we have other include inclusionary is that the word language for for other groups and things like that yeah there's um there's stuff for holocaust there is stuff for african-american there's there's there's other inclusionary groups i'm a little hesitant in going down this path i mean this is not too far off from crt in my view i mean you're you're picking out a certain group of people above everybody else and concentrating on them like i just if where do you stop it where do you start it i think this is the start of it personally so you're in a position i would be opposed to this one knowing that there's other groups that are currently in our curriculum are you supporting or opposing sir um if there are other groups that that is similar to this that they're forcing they're forcing talking about i would say there's no reason to exclude this group i'm not saying exclude him i think it's important to learn about this but i just i have a problem mandating one group over another that's okay i think it's important for us to learn about all cultures and differences and everything else and to keep politics out of school i support only because i know there are other groups and if you're going to do it this is a big part of our history i don't understand why it's not why they have a list of them that already are mandated right yeah this is not tough so if you're going to mandate others i think this is one i would support that i mean i don't feel like this group of people was excluded from my education at columbia high school and it was there um what are we wanting to talk for an entire semester about native americans i'm just asking yeah and honestly our curriculum probably wouldn't change um it's whether or not as a board that they they would want to see schools that don't have it included make it included so yeah but i'm glad to hear that we've already included them because i do like to think that we are rather well-rounded where are we i know they do in middle school because my daughter brought home a whole section of work on it so support it with the recommendation or oppose it against the recommendation support number eight science and reading curriculum this was the one that does reading again but it says it's scientifically based correct k through 5.
rougary will be taking it gary sends it way past half field and it's headed out of bounds and no signal from any referee as to who that went out off of i don't think anyone knew and that ball is headed out of bounds by enzo mazza jake mccabe will be taking the throw-in now for the canned bulldogs jake mccabe scoring the lone goal for canton in the first half a beautiful move by him to get rounds get around several defenders in bury it low left side on ben giroux and luke mazzo with the long goal for east long meadow got across from i believe uh who who got the cr who did he get across from chad was it brunel um i didn't catch that even while the goal i think i want to say brunel but i was able to one touch it into the net excuse me sonny mazza it was sonny mazza yeah and across from mazza right on to luke mazz's foot and mazza buried it no problem enzo mazza beat by kugali krugnali tries to chip it over giroux and that ball goes sailing over the net a break there for east long metal defense and benjaroo perhaps drew's uh aggression working out for him a little bit he had to cut off the angle and he had to go with the chip shot and he put a little bit too much power on and it went right over the net ben drew certainly using his aggressiveness and it worked out for them for him there giroud with the goal kick now just short of midfield ryan brunel with the ball on the far sideline just around midfield dante bates trying to get a quick touch pass to moreno but he slips down more no a little push in the back on volvino and they're gonna book him for that canton will have a free kick at just around the the 35 yard line excuse me they were backing them way up 45-yard line and dowling will be taking the free kick he sends it far corner and giroux scoops it up and we'll have a goal kick as that ball went out of bounds decent turnout tonight fan wise both sides the sections seem to be i don't know maybe 75 80 percent full but obviously it's a little chilly out so we don't blame those of you who are staying at home watching this game in a nice with a nice roaring fire and ben giroux forced to come out of the net there and voldovino makes a little contact with drew might have taken a step outside of the 18 and canton wants a penalty call there which would be i believe a penalty kick but uh not really enough theirs especially if if giroud did get a little contact from a canton player now mckinney ball on the sideline passes it back to baird bared back again to keller keller switching fields to dowling dowling chased down by morneau able to make a quick pass inside to sit out and a through ball up to sonny mazza dowling's able to clear it out again towards midfield krugnali passing it back and volavino chasing it down and ben jerus comes out of his net and scoops that ball up inside the 18.
again that's tomorrow here at the district office annex um family students can come by and pick up again shelf stable grocery boxes for them to take with them and that is free for our cjusd families and students and then also recognizing our sacramento county office of education for the support that they provide to us the technical assistance and as laws are being discussed um they're keeping us in the loop and so we we appreciate them a lot for their support and technical assistance so that concludes my uh presentation update sorry for the mishap with my presentation powerpoint i apologize uh any questions i do have a question just maybe if you know i have a garage full of almost new toys do you have any idea who might take those for handy now similar to my question ryan what is needed what kind of donations do you need so so we we truly uh appreciate um all the support any support we can get but we know right now um winter it's cold uh we had a lot of rain we don't have any right now uh but warm clothing is is is a need right now and and again talking about those sleeping bags that the air mattresses um [Music] you know we have students without without bends um and so getting them uh the the basics would would be ideal um scarves you know gloves things of that nature we we would appreciate is it possible to get that out to this town this time of year there's quite a few of us looking for something that's a good idea of course do you accept new and used or do you want them all new or um we we we accept uh new and and gently use yes yes mr miranda i don't know if you heard the public comment from miss woods but she was asking if it's possible to send an email out to staff uh requesting the items that you need yeah we can i can i can certainly do that yes all right mr perfect what company is he with or organization uh universal district foreign we have a family resource center within the district okay so it's for our own homeless kids so so so i um we serve all students and and families um and we want to ensure that uh students all students um have access to our services we do prioritize our our students experiencing homelessness and and our students in in foster care um but definitely we want to support all how many students did we lose from last year to this year for not lose um 20 registration wise 21.
in the other two maps there's only one trustee area that is um that has a higher percentage uh higher than 20 percent um voting age hispanic and 20 is just an arbitrary like number that i've i've had in my head can you go to the page she's referring to which i think is probably page 27.
i think that difference divided by the 23 7 26 32 and i got 10 percent that sounds right actually i think because i was using the i i used it i used one of the wrong one of the wrong numbers okay but it's called it's close enough right i think to to the earlier point that it's just it's a much bigger increase my question is uh as far as the like political um the politics of it do you think that the city council would just see that then and flat out like just reject it because they don't think it's politically feasible and um should should we as a as a commission be taking that into account uh um and i'm not saying that we should we shouldn't necessarily but is that just something that our commission is uh supposed to be you know factoring into our decision i don't maybe you can talk on that chris there's no parameters really okay i can tell you can consider whatever you want yeah i think that we pitch and they either catch or they throw it away it's up to them it's a two-part thing in a way we're kind of we're fail-safe because if they don't like it they can vote it down um the numbers do make a difference though maybe something a little less than 55 but you know eddie you'd asked about this before we picked 50 because it was already clear that we were approaching something that wasn't so far away from a one-third and we wanted to make sure that they that the city council members didn't continue to be left in the dust because we were applying a pure percentage scale so i could go with sticking with the 50 i could go with increasing it or 55 comes out to be too high an increase for people's uh appetites we could go with less i kind of like to increase it from 50 just because um even though we do not bind future commissions i like the fact that we've got a bit of a pattern here and people can see where we're going [Music] so i'd be open to 55 i feel a little less than 55 i would say we do need to stick with no less than 50 i i could definitely support 55.
yeah and they're recommending that this is does not be adopted maybe i need some more reading help but i've had a hard time understanding this one honestly i put a big question mark next to it too you know i didn't walk you through this one yeah so um are we okay with opposing this one i guess i just focused on how they said it was more restrictive than previous resolution as it requires changes to local curriculum in contrast to changes in teacher preparation i would i would say yeah i'd go with the iasb so we concur with the opposition just on the fact it's not clear enough for me about them all right number nine health and sex education curriculum and the recommendation is that we would adopt this do we vote in agreement or do we and this this is um local district control correct if i'm reading this correctly yes okay that iasb would support and advocate for local school district control of content and curriculum for health and sex education courses offered in the district so we are supportive yes [Music] another nice one cannabis sales not on campus [Laughter] correct and what this one basically comes down to is 20 of the tax should go to education um they are saying we should support this is there anybody that wants to isn't that what the law said when they no actually that start with that's what recurrent is this is to distribute more money to disadvantaged districts so this would be taking money away from us so these funds should be divided across the state based on the disproportionately impacted area maps that determine there are three funding so you're losing money on that one yes exactly yep equally based on the the prophecy of practice are we in opposition i am totally in the position of this one you're in opposition mr hampton as am i me too yeah we don't want to lose money i mean when they when they passed it in the state it was that all districts would get it was right it's kind of like lottery how it started out and now they're doing we want to distribute it based on an equitable fashion instead of everybody gates no thanks everybody good with that perfect 11 clean energy infrastructure federal funding so this is basically um asking the feds for money for uh clean energy solar so geothermal thermal we currently have two buildings on geothermal you know would we want the feds to help us get that third building on geothermal is it you know my thought on this one is we're probably ahead of the curve more than most districts and i don't think we would get our fair share so you're in opposition as is the is this big iasb so you're in agreement with them as to oppose this i am yes anybody else going once and twice we will oppose number 11.
a punt towards midfield and two we saw metal players go down on the play baird went up for the head ball dowling chests it down ends up right on colin evans colin evans looking for a through ball looking for joe president running up the sideline and a great defensive play made by keller keller sends it up to volvino jacob paschetta with the head ball dante bates and they're going to call penalty on volvino or baird not sure who east lawnmower will have a free kick just short of midfield and enzo mazza will be taking the kick looks like voldovino was called for that penalty mazza looking for joe presnell it's headed out by keller up to mckinney mckinney clears it way out and krugnali chasing it down and enzo mazza with a touch up to himself and kurt nolly heads it into the 18 and ben biggins clears it to the sideline to ryan brunell brunel gets beat by mccabe and then the ball goes out of bounds oh yikes off of an east long metal player uh i guess and it's gonna be can't throw in mccabe and here comes ben drew out of his goal voldavino back to mccabe mccabe inside towards the pk hash and it's cleared out ryan brunell with it now and he'll send it way out wide up to sonny mazza naza blocks down the clear from keller keller's clear goes right to dante bate's head a nice touch pass move from kyle evans back down to his foot through ball up to sonny mazza he blocks it down plays it out why did joe presidential prescott move inside a through ball looking for ryan morneau well defended by dowling and the ball ends up outside towards the sideline to mckinney cross inside the 18 from pachetto headed out to baird and baird's going to clear it to the far sideline east long metal throwing and we do have a sub coming in for east long meadow number five luke mazza looks like we'll be replacing ryan brunell and joe president shifts over to the left side as luke mazza takes control of the right side dante bates with the throwing inside of the 18 a great play by satout and that ball is booted way up field by eagles ben giroux comes out of the net and clears it enzo mazzo wanted drew to come out bit of a miscommunication there luckily nothing bad happened voldovino with the ball on the far sideline cuts around mazza and cleared out heavily by stevens throwing now for jake mccabe mccabe back to eagles mccabe a rollover move trying to get past president does so but then contested by morneau moreno's able to clear sunday mazda chasing down the ball now so playing back to his teammate keller that ball deflects out of bounds mckinney throwing to krugnali mazza tries to touch it around mckinney and a little too much on it goes out of bounds mckinney's throwing goes over the head of mccabe and enzo mazza clears it towards midfield where it's blocked down by emiliano and mccabe a cup move inside another one and a little too much on the second cut and dante bates takes control joe president now chasing down mccabe mckay but he'll touch pass looking for i believe eagles on the sideline and now mccabe gets taken down by bates and there's gonna be a free kick for the cannon bulldogs just around the 35 yard line of their own defensive zone 21-35 remaining in the second half of this soccer game score is 1-1 joe presnell back to biggins begins to clear up towards midfield and the ball goes out of bounds just around midfield and a canton bulldogs throwing four eagles eagles a light throw into moliano miliani excuse me i believe it's moliani do not have the paper in front of me right now so i'm guessing but krug nollie with the ball now touch back to eagles out wide to mccabe ball stolen by colin evans islam metal making their way up field just around midfield bates passes it back to evans evans able to beat baird bear and a pass played out wide to luke mazzle and rougary comes out of the net and dives on the ball mazzle looking for sonny mazza inside of the six a great defensive play there from giovanni rougary and he's able to make the save banjo-roo comes all the way out of his net now nice little dog fight between goalies there quick transition from canon able to get an offensive attack quickly off of the save from mugari now east long meadow and looks to be offside i believe on east long meadow as signaled by the cantons or excuse me by the sideline referee dowling with the free kick playing it towards the flag and ben giroux smart play by him to touch it inside of his 18 so he can pick it up and allows his team to reset giroux with a far punt way past midfield headed down by dowling patrick stevens trying to clear can't mccabe looking for volvino luke mazza touched to colin evans evans switch of fields towards the far sideline and some miscommunication by ken joe president looking to capitalize but is beat by eagles and now moliani up to krugnalli krugnali battling at midfield with more no and ball goes out of bounds off of east long meadow and dowling's clear ends up right on colin evans foot evans a through ball to luke mazza chasing down keller and rougary comes all the way out of the net and scoops up and rolls that wide towards dowling smart play there from rougary ball sent up full voldavani voldavino excuse me plays out wide to mckinney mckinney back up top to mccabe mccabe looking to send it to baird and stolen by colin evans after it was deflected slightly evans to mourneau mourinho plays it quickly out wide to luke mazza and dante bates is a little that ball was a little bit out of his reach for the vino back to baird baird switching fields looking for the overlapping eagles that ball is too far out of reach some subs coming in now for east longmeadow ryan brunell and oman corona will be will be replacing dante bates and benjamin biggins as luke mazza drops back to the left side defender and it looks like on the next whistle as well canton will be having a sub come in luke mazzle with the throwing and mourinho sends it up the sideline out of bounds off of his send hannah throwing now for canton just over 17 minutes remaining in the second half of this final four game still one to one meadow and canton in a tight matchup as regulation is beginning to tick down to the final moments sonny mazza a cup move past three defenders and he is contested by keller and keller makes an outstanding defensive play to clear it out of the zone and his clear goes to patrick stevens colin evans with it now evans looking for sonny mazza just behind him mccabe saying it out wide to volvino voldemino's got some running room and he is played one-on-one by enzo mazza mazza takes down volvino and they're gonna call a whistle on volvino excuse me on mazzo as voldevino goes down free kick for canton just outside of east long meadows 18.
so was 21 out of the 308 who were identified as experiencing homelessness how many children out of the district from last year to this year i think he was referring to ryan were you referring to homeless or total district numbers so we yeah so those those were uh homeless number right so district wide we're pretty flat to our projections so as far as losing students uh from our 4300 our base is is pretty much a wash we did not see a significant we did see students enter into independent study which is still part of the district any other questions or comments from mr students just thank you ryan for all you do in your team um i believe that once we get the panoramic survey fully implemented um your work with your students and mr jackson's work with his students with chronic absenteeism working with mr jordan's team of social workers counselors and firms firms is educational related mental health services um i think working together we'll be able to capture these students that are having struggles um earlier than what we did before so great work with all you guys mr jordan mr jackson and your team mr miranda thank you and and i i second that and it's definitely a team approach and as stated earlier uh our new social workers and and you know our whole counseling support team um they have been amazing and uh it really is going to take all of us to come together and so appreciate uh appreciating that work um that we've been doing yeah and i just wanted to reiterate that although mr miranda's presentation was focused uh heavily on uh those experience homelessness it is definitely uh student and community services for for everyone not just for our mckinney-vento students so particularly foster people with mental health needs struggling financially what all different types of needs they provide wonderful services to our community so um thank you thank you thanks for the presentation too all right um moving right along and next is our comments from the audience regarding items not on the agenda i'm just going to read the statement anyone may address the board regarding any item that is within the subject matter jurisdiction however the board may not discuss or take action on any item which is not on this agenda except as authorized by government code section 54954.2 a speaker shall be limited to three minutes all public comments on items listed on this on this agenda will be heard at the time the board is discussing that particular item i do have a couple of public comments here first we have before you go on the back can i tweet something out the resolution that we passed earlier um [Music] about the covenant and the board meetings and stuff that's something that we'll have to pass every month from now on if we're going to continue it so it will come back next month to be discussed again and legal opinions and all of this stuff that we talked about i just didn't know if you guys understood that every month we'll be doing that thank you for watching that nancy yeah we're required to approve it each month um based on findings i don't see that part in the agenda for today is that on the agenda today it was business item a which was near the beginning of the agenda the very first item age two okay um public comments we have mr steve bush from envelope if you would like to speak hello again hello i was here last month i have a seven and a nine-year-old grandson both autistic both with speech apraxia i wanted to give you an update i'm also here to support my daughter who would like to have a couple of minutes of your time i'm also here for a request um i would like what we're proposing to you to be put on an agenda because we're not getting to where we need to be my children uh grandchildren of speech practice we finally got a date set for an iep which will be early december so that puts us four months into the school year which makes it 40 of the school year the grandchildren have not received any speech in my understanding public schools are responsible for this um so we've already waylaid 40 of their school year at the time my wife and i were my better half we are paying for them to get speech because it's going on way too long okay so i p i just received the proposed iep today uh this morning was given to me the district is proposing that an slp speech language pathologist provided the speech for my voice the district employs an apraxia speech pathologist certified in that field but the district is not offering that person why that's my question let me ask you this let's say you have a child you go to the doctor something's wrong with your child doctor says well let's run some tests you run some tests turn a tooth and there's something wrong with your child doctor says well i'm going to get hold of the specialist and i'll take care of this and we'll run it from there are you gonna accept that as a parent are you gonna say no doctor i want to take my child to the specialist just saying what you're gonna do so my daughter has something to say and i hope you listen thank you thank you um i'm sorry is that you yeah go ahead come on this is fun have a continuation can i come up with her support okay wish you could provide your name i'm kayla holloway oh i'm sorry that's already but um um hello board members thank you for serving um i'm here on behalf of my sons who you just saw my sons have apraxia a speech in our tip and are autistic we have an upcoming iep and an slp has been offered it has been made clear to us that the aspraxia apraxia of speech teacher is not on the table she is available to oversee but not to teach this is not acceptable um my family and i am not willing to go backwards not willing to watch or even take a chance and let this district gamble that my son this one will lose his speech again it has been in the past that he has we have tried this before and he has lost his speech um i'm not willing to watch him lose the reading skills and the confidence he has gained thus far from working five days a week for 45 minutes for those five days every single day for seven of his nine years of life i am not willing to watch him go back to thinking he is dumb and stupid and the world hates him because his brilliant thoughts cannot make it from his brain to his mouth that is what a speech what speech apraxia is um it's a motor function you have a teacher specialized in this and you're not allowed to take that away from my son or any other apraxia child when you have a resource in your district that is not being used to for these children so we ask that you stop boasting that you're for every child and believe in diversity but make sure it happens and start right now i request this board mr lauer mr jordan this district to make the apraxia speech teachers hired available for my son and all approximate children in this district not to oversee their speech but to teach them because that is what they need otherwise i asked mr lauer to make a special request to this district for a special waiver for the general funds to be used to pay for an individualized contract with an npa with the mpa that we've been using who has 40 years of experience and who's been able to reach my child and make it so that he can speak from his non-verbalism um we're not going backwards and lastly i actually have a question for the board and uh something that my seven and nine-year-old would like to ask of all of you they would like to know why they are asked at school to be kind and to behave if those bosses on the computer get to act like crazy people and argue and fight why do adults make rules they don't follow and lastly they said are they coming to our school because we hope they aren't that is all thank you thank you scott why why was the insurance requirement raised with that so one thing i would i'm hesitant to go into it what i can do is i [Music] absolutely you can say whatever you like okay [Music] and it's based on um what let's just say misconduct of people touching children or whatever okay am i close okay so we want to do it online it's been very successful with my children through this so we're asking however you do it let's continue it's five days a week after school they don't have to get disrupted in their art class because we don't want to take them out of core classes let's do it now can you please put it on the agenda i guess what i heard what i was asking is who's requiring is it school services is it so far district is it so again i'm sorry nancy we really cannot discuss it because it's not agenda i think that's probably sufficient but we can't we can't have questions can be asked right so what i would do is i'll follow up with mr jordan i know we have an iep coming up we've heard both of you and thank you both for yeah i will be asking for restitution by the way yeah from yeah i assume and so i i would want to make sure that we follow up and follow the process because student matters in public are also a different matter too so we want to be a little cautious on that but i would uh work with mr jordan and then we'll work with the family to see if we can come up with and possibly if online is an option we can we can explore that through our cell phone but um i would like to say thank you for coming to the board i know it's hard mr bush you were here last month though i was not but i did see you on live stream um kayla kyle this is your first time that i know so i appreciate that it takes a lot of um guts to come up and speak freely about your children so it's appreciated and as miss kelly said we are not able to discuss in public because it is student matters however reassured this will not be dropped thank you knowing not to see children [Music] i know how hard it is for them to change any change whatsoever oh yeah you have my sympathies it's uh thank you all for hearing us good evening my name is sharon hawkins um and there is an event that happened um a couple weeks ago regarding a parent teacher conference that i had at center high school with uh mr ferguson it didn't end well so i wrote a letter to mr lore and i just wanted to read it to you because now i've got no response dear mr lore i wanted to make you aware of an incident that happened last week regarding one of the teachers at center high on november 3rd i had a parent-teacher conference with mr ferguson and mr lollistol regarding lack of communication and the unresolved status of a missing grade from my son i have reached out to mr lovell on multiple occasions for assistance and was not receiving consistent responses the missing assignment in question was from september 3rd i made several more attempts in trying to get clarity with no success so i reached out to my son's counselor ken bilianka i'm butchering the names of predictions on tuesday october 26th after reading my email kim advised me to contact the vice principal mr peterson i contacted mr peterson the same day and never got a response i reached out again on thursday november 8th to confirm receipt of the email and still receive no response at that point i reached out to mr ferguson who promptly reached out to mr stall and mr peterson to schedule a conference we decided on a wednesday wednesday november 3rd at 8 30 for the conference on monday i received an email from mr peterson apologizing for the delay in the response of my original email from october 26th he stated that he was going to reach out to mr lavistol about my concerns clearly not realizing that a meeting was already scheduled for wednesday when i arrived on wednesday mr lonsdale did not greet me he raised his hand in acknowledgment prior to the discussion mr lobster prefaced that he was dealing with personal issues with his son that had previously attended center and was not now he stated that he had run away and had just returned the previous night he also said that him being at the conference was a big deal since he was dealing with personal issues mr ferguson also chimed in stating there was a testimony to mr larson's dedication as a teacher that he was president for the conference i thanked everyone for their time and the opportunity to get some clarity regarding my issues during this time i produced my documentation of all of the interactions with mr lovellsault and myself since the beginning of school including the dates and the responses or lackhoes this seemed to upset mr lolstall and he replied that he replied he responded a lot and that he's been slammed i then inquired about the missing grade from september 3rd that i've been trying to get clarity about since the fall break mr lobelstahl pulled out his phone and looked up the grave he said that my son had turned it in but not really i asked what that meant and he explained that my son did not push the send button i asked why it has taken two months to finally get this explanation and replied i'm doing the best that i can he then started talking about how none of the students wanted to fill out their chromebooks and then he must constantly remind them to wear their mask and went on to say that he provides cheat sheets for the students to assist them in the tests as part of the solution mr ferguson suggested that the grade could be weighed since it was too late to be made up mr ferguson also stated that a substitute could be assigned to mr lobster to assist him with catching up with his work neither of these suggestions worked for me as i was looking for solutions and accountability i explained to mr lobster that as a teacher he had not provided my son with the tools and resources for him to be successful in his class i let mr lowesto know that my son had put in significant time studying for the last test and still failed i also asked for additional resources information to assist him with taking future tests and i received no response in addition to his lack of communication that had caused me to lose faith in his ability to teach effectively i asked for my son to be assigned to another teacher right after my request mr lofsa said he was being attacked and that he was done he told me to knock myself up got up stormed out of the meeting but before he left he turned around and looked at me and said your kid doesn't do i was so shocked and stunned by his unprofessional and disrespectful behavior i looked at mr ferguson who was still sitting at the table and said that he couldn't control him he said that he had empathy for mr lovaso but agreed his behavior was unacceptable i am disgusted and deeply disturbed and mr lovells though cowley attack on life on my child instead of directing his concerns that me as a competent teacher would he instinctively chose to go after my son that is a problem mr lobster is not in the mindset to teach young adults and is clearly unhinged and erratic his toxic unstable behavior needs to be addressed and have consequences i got the distinct impression that this was not mr lopes first time acting out like this he seemed very comfortable with his behavior no student should have to deal with such unstable and toxic teacher that can't complete a parent-teacher conference without storming away while i appreciate mr quick action in moving my son to another teacher i do not appreciate the attempt of being trying to be pacified by a great waiver or a promise to increase staff to assist mr lobstoll with controlling his class i asked why mr lausa was not on leave and mr ferguson replied that it would take him twice as long to catch up i'd like to know the next steps for mr lavista and how the district intends on assisting this teacher that is clearly in need of help thank you for the time i look forward to hearing from you and as of now i've got no response thank you thank you for your time um sure so that email was sent to mr letter yes it was could you forward that to the board please can you give me an email address to follow um they're all on the website i'll go under four members i'll give you i um i did not receive the email so that is i i i just the first heard of this so i actually remember we'll be contacting you tomorrow i use the email that was on the uh you know and i'm and i'm sorry i i'm very good on my mail and i i do not even know the story so i wrote a note i will reject it tomorrow i i did not so i will go ahead and reach out with you either myself or our hr department to talk with you to hear more about the concerns you have so absolutely thank you for bringing it and i'm sorry that you uh felt like i didn't respond because unfortunately i'm i'm really really good at responding you would have got something from me saying i received it so i'm apologize for that i would be totally shocked yes yeah i had seen and again they're on the website other board members and it has their email address i would say though it may become part of a complaint process so there might be the appropriate channel to go through it sounds like we we haven't been here it is so i would want uh let me let me work if the board's okay let me work with hawkins and then as long as we receive some sort of an update as to what's happening that would be great i understand us not wanting to see all the details prior in case it does come before us uh yes i'm not getting another context but uh yeah certainly certainly i'm not saying don't email the board i was just saying with that i will be the one to work with our hr department to help you through that process so i apologize that you felt like we did not respond so i will make sure that i get your contact and we'll reach out to you tomorrow today ms hawkins um i just wanted to express to you um you know um my sincere apologies for the disrespect the disrespect disrespectful language that you were subjected to and the and the disrespectful um actions that you have communicated to the board and i will also be looking with most great interests in following up on this item it's so important that every single student in our district and family feels heard and included and i just want to just express again to you my sorrow with hearing what you shared with the board this evening thank you i appreciate that because at the very least um i was expecting some kind of apology on behalf of the school or the teacher even though he didn't have the wherewithal to do that but the fact that mr ferguson basically said very comfortably thank you so much for coming again it's it's hard to come to the board and talk about your own childhood hi i'm uh sarah ping i'm a visual art teacher at wilson heroes at the last board meeting uh kelly kelly for proclaim that we cannot go against what is handed down to us today i would like to speak on board policy and the responsibility that board members hold to address public and staff members members concerns board policy 4030 personnel the governing board is determined to provide a state positive environment where all district employees are assured of full and equal employment access and opportunities protection from harassment and intimidation and freedom from any fear or reprisal or retribution for asserting their employment rights in accordance with all four purposes of this policy employees include job of the first interns volunteers and persons who contracted with the district to provide services as applicable my understanding is that the mandate is not alone our civil liberties are still very much fair and exist they are protected rights at our last meeting scott made it sound so easy for parents and staff members to get a religious or medical exemption from these unconstitutional mandates i am an admin of a facebook group it is comprised of over 1.7 000 teachers across the state of california not one member has stated that they have successfully received an exemption from their district for proven 19 testing or vaccination i have created a group within center joint unified where those who nations should be of choice are welcome i have over 20 members of staff so far with no help from my admin i had to send out each email individually i was not able to send a mass email to the district many of whom are seeking medical or religious exemptions thousands of teachers have lost their jobs due to these mandates and thousands more will begin to walk out if you do not take action thousands of students have decided homeschooling is the best option to refrain from constant intensity and quarantine requirements it is a sad feeling seeing one of my students who took the time to express to me her concerns over the mandate now become disenrolled this week thousands more will move to homeschooling if school boards continue forcing vaccination from last board meeting i'm safe to assume that multiple if not all members of the board have been vaccinated that was your choice we all should have a choice and the right to that choice students and staff are included the great thing about america is that we have the right to disagree without discrimination or retaliation i encourage the board to take responsibility for their part of enforcing these mandates and write a letter to the state addressing opposition to forcing vaccinations on the students as well as staff thank you thank you thank you do you have any other public comments hi my name is james anderson i'm a parent of two lovely kids 10 and 8.
and then maybe um ms dalby would you be willing to point to the the boxes that you're referring to um i i could try to point it's so it's this column here so in this column here for voting age populations um rather than looking at total population it's the voters who will be making the decisions on the election the blue map option has uh two trusty areas three and four that have just slightly over twenty percent of the total voting population is um and then the green map option has just district area trustee area one um and then the other ones are um less than twenty percent again twenty percent is a made up arbitrary number in my head as like a threshold that i i thought made it more significant so by insignificant in theory you would want them to all say 20 across the board is that what you're saying no no what i'm saying is when we're talking about they're being close to so um so i guess over 17.5 percent which is the average um would be a a greater proportion than the average of the whole population and uh feel free to jump in and explain this better than i know and so i think in this case how you're saying this is so district-wide of the voting age population 17.5 indicated on their census that they were hispanic or latino and so using 20 as a nice round number that is just noticeably higher than the district-wide total you're saying that under the blue map you at least have two trustee areas that meet that kind of what's your personal eyeball test of this is creating a enough of a increased concentration uh while you have a single higher concentration and the and the green and the purple and your question is uh would someone who represents the hispanic voting population feel that one or the other of those is more beneficial yes thank you well rob wouldn't [Music] a miss public person [Laughter] would one of the things that i i saw that same thing and i thought that uh that to do things any differently than what we've done in the blue would be what would normally be called gerrymandering we'd be creating a false [Music] area you know we don't want it all equal we want it to represent the reality of what is in our community and make sure that that our populations our hispanic population is is recognized where they are and what doing this district mapping will do what it will do is present two trustee areas with a 20 population i don't see that as as a anything other than just represent the representing the reality if we tried to change that i think it would um it would be if effectively gerrymandering to get a false representation of what what our community how it exists mr tennis ms dalby are you thinking that you would empower the hispanic population a little bit by by kind of boosting if you will these two areas with a slightly higher representation of hispanic voters not not in that way no i'm just comparing between maps i'm not saying to change any of the maps and i just want to know if the hispanic population would feel more empowered and more represented with with one trustee area that has a slightly higher representation of the total population as opposed to two trustee areas that have a slightly less representation less weight in the voting population so let me try to distill this question for any hispanics in the room who might want to comment on this i think that she's been trying to comment actually would you rather stack hispanics a little bit in one district or would you rather kind of stack hispanics in two districts that would have a lower population of hispanics than the scenario where you did the one i think having like looking at these numbers from a hispanic perspective but i think like miss albi says having just one compact that represents the we're nearly a quarter it's 23.8 nearly a quarter of the voting population in district 2 is hispanic district rob is that not kind of consistent with the spirit of this law thank you anticipated what i was going to say and and part of that is there's two things here one of which is this these numbers all being i mean within a couple of percentage points really is really indicative of the like i said relatively even distribution of the hispanic population that resides in this district uh and that it was not uh at all easy short of like i said the kind of gerrymandering that we absolutely aren't supposed to be uh doing to find any way to create a district that had just a significantly higher hispanic and latino population but yes to the extent these that we can the spirit of this is to find those classes of the population in this case we're looking at that by the censuses race and ethnicity data and allow that population should that community entirely favor a certain candidate at some point have a better chance of electing their preferred candidate that is kind of the language that i have heard doing this for you know over a few years for numerous districts that is as you said the the spirit of in the attention and the rationale for the move and so this just shows you the extent to which the numbers bear out how that would uh could look for various of the potential protected classes that live in this district dr kaiser i'm going to argue that the other aspect of the blue that is potentially powerful is that it has the most balanced income levels by households and all the neighborhoods are within a single trustee area so we're not splitting up neighborhoods because that way there are two areas where 20 percent are identified as hispanic so to me that that seems to really [Music] make the blue map have other things just besides ethnicity that might help communities unite around who they'd want to represent them i would almost counter the point about in the household income being equal and that might not actually play out in the favor of of of what what you're saying um almost like that would be like saying let's make sure all of the hispanic vote percentages are equal and that's not what we're saying here either households with a lower income may have a different perspective and vote a different way than houses with an extremely high income so if we're evening out the the this is like kind of getting into the weeds but i feel in my opinion if we're evening out you know the districts based on their sorry my words right now um if we're going for even household median income across all districts then we're definitely if we were to have the data of how that voting has happened in the past we probably would see some some you know misrepresentation by certain socioeconomic classes but i'm not going to get into that because that's not what this conversation's about but that i'm just trying to say like i see i see it the opposite um when we're talking about um income do you want to make there's a lot of words to say not very much sorry i do want to mention um on zoom joining us on zoom tonight is jessica hunt our district 13 pta representative and i believe she has her hand up hi can you hear me yes i just wanted to say that i have lost the sound can you hear me yeah i just wanted to say that i have lost the sound i just wanted to say [Music] thank you jessica i'm looking at our tech guys oh got it okay she may have to listen on z on youtube okay that makes sense our zoom is why we hate to use it okay any other questions for rob and rob we'll fix that date yes we'll fix that date and then we'll uh go ahead and we'll make some large format uh pdf map so that people can zoom in with aerials that hold up and all the streets labeled uh so that everyone's very clear on exactly where every boundary is relative to where they are should anyone want to get on the website and really take a close look at these superintendents daily i'm sorry mr tennis could you um write up a little summary of what i think this little substantive conversation that we had um that involved um this member of the public out here and ms dalby and you don't have to name a bunch of names but just just kind of highlighting and sort of memorializing this conversation about the one versus two one versus two high density latinos you know yeah i think that's yes i have my notes on that and i'll submit that to staff uh for them to know how to get it out to where it needs to go yeah superintendents daily um have we registered any comments on the website now that the maps have been published um at all in the way of feedback we did have one it was prior to the last board meeting so i i have not checked to see if we've had any prior recording i don't know if you have seen any rob okay not that i have we need to make sure that we do go in and get that information to us before the january meeting yeah erica has confirmed the comments are posted on the website okay thank you on the redistricting page okay this is um i i didn't open and close the public hearing i will open the public hearing and the public that's here did we ever get the 13th district pta person back on connected i believe she was just letting us know that she couldn't hear through the zoom so we're going to have her go ahead and listen through the uh youtube channel i did i couldn't hear what you said she was letting letting us know that she could not hear through the zoom okay and she can i actually can hear now she's bad do you have any comment uh adam 13th district pta representative i do not i'm still waiting for comments from our pta board they're supposed to be looking at the maps um but i haven't gotten any feedback yet and you know that the timeline now is that the 24th of january 19th of january is is when our next meeting to discuss this will be yes i do and i will make that known to them okay great thank you so much for your help with this thank you okay um are we all set on what what we've requested coming forward looks like we're we're good um i'm going to close the public hearing okay when and it will be at the january regular board meeting to discuss uh all this stuff thank you so much everyone ford for your insightful questions um next is thank you good night oh rob i'm sorry yes thank you oh yeah okay next is the um educational services information educator effectiveness block grant tina keene and there she is hello yes that's a mouthful it's nice to see everybody tonight we received word in august our pardon in october rather october 21st almost just a month ago that there would be more money coming out to school districts in the form of the educator effectiveness block grant a condition of accepting the funds is that an expenditure plan has to be developed and approved by december 30th 2021 with a public hearing included so it's a pretty fast process we do have a slide slider show here perfect i know i know you are yeah thank you you can go to the next slide all right as you can see it's a five-year bunch of money coming through from the year this year 2021 through 25 26.
i know that it it comes out to 10 but i think that if the city council members i don't think they should feel like it is not politically feasible to accept because it it's a really hard job and and maybe that isn't clear to everyone it certainly is clear to me you know when you have people on average spending 30 hours a week giving them 55 of the mayor's salary doesn't seem like like it's it's too much chris can you clarify if council were to reject our recommendation or take up action on it does that mean they would get zero percent for the next two years stays the same do it just stay the same that's the risk is that we actually yeah it would still be our face yeah you're saying it would stay the same as what we have in that draft resolution or what what we had before yeah the current fy 22 salaries you know and i i wouldn't couch it as risk exactly i suppose if you were going to think of it in terms of risk you know our credibility might be a little bit in the tank but you know this is the way it's supposed to work if we feel that you know if we feel that we can endorse a recommendation and they feel well that's nice but we don't need it that's the way it's supposed to work commissioner weiner do you think that it would be more palatable for it to be a if we did a smaller step up maybe a 53 instead of a 55 potentially um you know the other thing that troubles me a little bit and you know i know any percentage that we set even when we you know um approve the 50 of what the mayor makes someone could argue well what are you basing that right so any percentage we would select could raise questions about well why why did you choose 52.5 or why did you choose 55 right and there really is no solid and there's no methodology there's not a formula like we have with the cpi and the non-union compensation that's one of the reasons i like the kind of where we're at we've we've made the precedent with the 50 we've made the precedent with the combination of the two um formulas to come up with uh annual escalator that's where i i kind of come down thinking we are in a decent place um with with a structure that is defensible there's precedent for it um so that's why my collision and to recognize the current inflationary pressures to just to use the one year instead of the two-year average at least boost it to 4.2 for the upcoming two-year period i guess that's where i end up coming down is that i like the structure of where we're at like the president of the 50 um i just and politically i think it's that that's a an increase that would i think by most uh objective people looking at it would say that's that's a reasonable that's a reasonable increase to be providing so it passes the kind of the smell test of this yeah this seems like a reasonable uh number to to be at and in a process by which we determine that increase [Music] so really what it comes down to is do we keep the structure of a system that we have sort of put together over the last four years that's kind of working it's limping along at least does better than what we had before versus address what is an issue that we all recognize which is the gap between the mayor and the remainder of the city council people um it's certainly true that if we put in our resolution that we're going to go we'll just pick a number 55 that it's for the purpose of narrowing the disparity because the council recognizes that the work that each of these city council people puts in is enormous it's definitely beyond what any part-time job calls for so that's really what we're kind of risking if you will as we're saying we like what we've done so far but there's still this traditional thing that we want to do this sense of fairness equity parity whatever so this is the direction we want to go in and that's kind of where we're sticking out our necks so to speak i don't mind doing it um but i understand your position yeah i think i think we went back and kind of did the mayor's salary based on looking at those other uh cities and townships right and like who was part-time and not and but to your point uh commissioner weinert is that 50 percent uh what's other than we want to close the gap like julie said how did how are we coming up with 53 55 60 right other than that particular reason um i i totally understand that point as well i think if if you say the reason is to just close the gap that's that's one thing right and uh and go with it but um it's kind of an arbitrary pick at this point right because if you're looking at 55 percent of the mayor's salary that's like a 10 increase if you look at 53 that's like a six percent increase so what's the objective i guess and maybe as a commission we just need to say what we're what our objective is so one one weakness that i see in terms of buttressing our support for closing the gap and i'm not really talking about closing the gap but just minimizing the disparity um is that two years ago when we did solicit this information uh i don't want to say it was done on the fly it's more of the case that every time that you ask city council people what their estimates are of people uh somebody like chris sends out emails and half answer them and half don't ever or you know a quarter of them answer late and they're again in my estimation they were all under estimates but at least we had some data kind of on the fly to work with when we set that 50 percent mark and it was in recognition that they were working so hard we don't have that data at this point now we could hope we could if we wanted to ask for that data again if only because we have a lot of new city council people and it would be interesting to see what their estimates are uh that of course means that we would continue this meeting after that data had been received and then make a decision at that point i don't know from a practical standpoint uh how much burden that would be on you chris especially since we would certainly ask that with less than 45 days before the end of the year that you not only send out these emails but chase people down you know which means assigning people to nae [Laughter] yeah i can certainly do it um i mean i have the kind of the template from last time i can dig that up because certainly i do not want as i think about it if we're trying to make a case for making more than 50 okay uh it doesn't help to rely on the data from two years ago even if it were identical to what we received today from the current city council members would just want to have fresh information i hope that nobody was underestimating as drastically as they were last time so that would be a way of sitting on it and thinking about it and seeing if we can get more information but i guess if a fair question at this point is if the majority of the commission at this point is not inclined to change from the 50 then it's not worth going out to make the effort to collect that information if uh the majority of the commission is willing to at least consider the possibility of a more than 50 percent increase to compensate people fairly for the amount of time they're putting in then we want that information so should we take a straw vote and whether there's support for keeping the cpi and the formula was used in the past but increasing the percentage something above 50 percent i would be willing to do that okay i would be willing to do that i would be willing to do that i i think i would be willing to do it if we capped it to 53 only because that's a six percent increase and if you look at the october cpi year over year that's six percent uh so does two things it closes the gap slightly with the mayor's salary but it doesn't move it any higher than what the the current october to october cpi number was for 2021 to 2020 on the october bls i think it was uh it was 6.2 percent um so you're not increasing any more than that for for this one time this one year we're closing the gap and then keeping our framework in four years going forward i would be in support of that but to go any higher than the 53 percent um i think the commissioner weiner's point probably that's probably pushing it without any further data and i don't think we really need to do that at this point i appreciate this i i think we'll end up in the same place i i guess where i'm coming from is rather than changing that 50 percent uh um threshold um to to set it to a formula and we could choose to say let's look at what the current cpi is of 6.2 or whatever it is and approve uh uh that 6.2 based on a conscious decision of a formula in this case whatever the current cpi is rather than arbitrarily changing the percentage from 50 to 52.5 or 54.7 um to keep it at 50 but then let's let's just look at the the the formula this time given the inflationary pressure is to acknowledge the 6.2 or whatever it is and we're making the decision based on that rather than adjusting the 50 percent are you suggesting making a a 6.2 increase to the city council and making a smaller increase to the mayor i guess i'd be suggesting a 6.2 for the mayor and then uh council would get you know 50 of whatever that ends up being that number ends up being for the mayor so to me it that is not helping us do what we what we're trying to do i think in part which is i'm hearing i'm hearing other people express that they want to reduce that gap between the city council and the mayor salaries and i think the only way to do that is to start saying okay every year or every two years we are going to look at this and address it and consider a blank increase of that percentage so be it a two and a half percent increase or a two percent increase or a three percent increase whatever it is that we come up with today maybe it's just something that we have uh for the future for other people i mean if you know if if some of us aren't here um or if the commission changes maybe we have that um in the minutes so we can look back and say okay that's part of what we did that's that's what we decided we decided that we would start considering every time we meet to make that gradual the gradual increase and i i i appreciate that i guess my question would then be what's the end game that we eventually get up to and i understand that the commission will change over time but to get to 60 to get 65 percent what what are we what are we ultimately trying to achieve here other than kind of philosophically say let's get council closer to what the mayor is making i'm afraid i have to leave for at least a few minutes to open up my business i'm gonna have to leave in in five minutes or so for a meeting commitment i have may i ask uh we did a straw vote on who would support a percentage increase at least with conditions uh i am hearing less enthusiasm perhaps for gathering information again is that correct or do we think that that might be helpful if we wanted to try and buttress the argument of an increase [Music] i personally i i'm not sure unless we know what we're going to do with the data to take the time to to collect it um i'm not sure we need to do that unless we have a specific reason for doing it and then using that data to make a decision if we're just going to collect the data and look at it and kind of just i don't know just look at it and kind of debate it i'm i again i don't know if that takes i think to to commissioner miner's point is like more importantly what's the end goal of of of closing that gap like do you stop at a certain point or do you you go all the way at some point and maybe that's what the data that you're looking for julie is going to point you to but you know that to some point we can set that maybe idea in our in our our resolution but those future commissions will have to determine that as well so my personal preference is not to collect any more data but maybe just set this idea that commissioner weiner is saying is do we have an end goal an idea of what that might be and then determine if we're going to do this increase and how much it is okay i'm fine with that i just felt you know if you're trying to make a stronger case sometimes it helps to say yeah we did this again and this is what people said but yeah it's it's a lot of uh work to go to if we're already feeling like we can justify it without i mean considering the the numbers that we're dealing with i don't know how strong a case we need to make people either like the recommendation of the loan so i'm fine with that so do we think we can make a decision today or is this something that given the time constraints we should come back and do another session i guess i would appreciate since i have to leave very shortly here and maybe to just give us a little time to just think about all the issues that have been raised today and then maybe chris as staff if you could uh at least do some calculations on if we did increase the the relative percentage uh at one percent increments or something what what the implications of that would be in terms of the overall compensation uh for the mayor and for council members so at least we have the kind of the the fiscal data to look at as part of this and just be able to think about it a little bit come back in a week or so or maybe up right after thanksgiving and um and try to finalize it at that time would you be looking you'd be looking for like between 50 and 55 what would each of those that would be my sense unless somebody else wants to push it beyond the 55 no no 55 is the most anybody's probably going to give us yeah i mean i would even say 50 to 53 is probably adequately high enough and again as long as we include in our resolution the explanation for it you know you've set forth your basis yeah yeah i would suggest somebody uh work on a draft of that for circulation for next time so that we could have that if that was the way you wanted to go [Music] the rationale that is sure all right i need to go i apologize um i don't know chris if you can maybe just do a a follow-up doodle or something uh even today to get our next meeting scheduled if that can work for folks yeah is after thanksgiving what people are sure that would be the first week of december right yep i'll look there is anybody not able to meet i guess we have the november 29th and 30th that's monday and tuesday yeah yeah well this is urgent so uh is roger going to be surprised when we find out that the meeting's over you folks are welcome to stay on i just need to i need to go so can we do a motion to postpone to the next meeting please how do we have enough people yeah yep we do okay okay and then uh communications anybody have any communications no and so then motion will entertain a motion to adjourn so moved yeah i think we second uh if not i say all favor i think we did this but okay i mean it's adjourned okay thank you all hey good conversation people appreciate it all right take care you
number 12 electric school buses charging stations federal funding so this again isb recommends the uh opposite opposition of this one are we in agreement with the opposition of the electric school buses and federal funds thirteen more federal funds to legit for for landscaping and they are actually recommending this one to be passed i'm okay with that recommendation to support landscaping for flood areas this was another one where they they really merged two different initiatives together but that's one reason i'm even hesitant but i'm okay with it is there anybody that's less okay than mr hempkin put that one down as a support because it's not just landscaping yeah public use areas wow walks bike paths yeah that's not they didn't those aren't landscaping initiatives they didn't put really good titles on these right landscape federal funding and the other one was cannabis sales right yes i mean if it was you know for soil erosion for you know planting of trees for rain gardens environmental environmental stuff that's one that's one whole subject sidewalks bike paths covered bike parking i mean that's a whole other subject in my opinion but none of them are bad i just don't think they're all right number 14 expand broadband internet access the association would say we should support it are we in agreement with that i know i am yeah i don't see any reason why that would be is child safe gun storage and we had already talked about that that we are in opposition correct yes school code review which is a delicious title i would love our school code to be reviewed modified edited they're saying do not adopt and that's because they want the iasb to lobby the state board to do an in-depth of school code and make rest medic recommendations for systemic education change to the general assembly so it doesn't sound like they're going to reduce the code right so are we in agreement that we should oppose this all right new resolutions are there number 17.
benjaroo directing traffic looks like jake mccabe will be taking the kick for canton as east longmeadow forms a wall [Music] mccabe a shot goes just left of the posteroo who might have been there to save that i think he was but he didn't have to some subs being made now number 32 i think you have yes number 32 for canton brian shea back into the game and drew sends a line drive goal kick retail mon carano at midfield karana chased down by mccabe but able to make a nice quick touch pass out wide to perez presnel and now evans presnel battling on the ground comes out to sonny mazza mazza a chip up to ryan brunell and rook harry there's gonna be actually it looks like a penalty was called behind the play east longmeadow will have a free kick about 40 yards out from rugeri ryan morneau will be taking the kick mourinho eyeing it up kicks it and sends it right to the post and out of bounds rougary with the goal kick and a quick one as usual ryan brunell steals the through ball excuse me the clear from keller and can't do much with it there looking for through ball up to mazza or evans and rougary will now have a goal kick under 14 minutes remaining here in the second half of regulation for this final four game if you're just joining us it's still one to one and right at the beginning of this half east meadow scored one goal and then a second one came shortly after that but it was called back and now canton with a throwing in their own defensive zone dowling with it clears it up short of midfield i'm on carano with a nice one-two and stolen by canton as they make their way up field here comes baird baird a beautiful through ball up to krugnalli krugnali a cutback move inside gets a shot on that and it goes off the post i believe giroud oh no he did not get to him i thought he got a hand on that well right off the outside right off the outside of that post another great look for canton ben giroux with the goal kick now [Music] and he sends it short of midfield jake mccabe heads it and mon carano will return the favor mccabe now looking to send it up to krugnalli enzo mazza contesting with baird and a beautiful play by mazza looking to send it up to sunny mazza in a great defensive play made by satout luke mazza plays it out wide to joe prezzel and overlaps president sends a through ball way out wide to ryan burnell and brunell sends an absolute missile over the crossbar that's his third one tonight just a little underneath just gotta get over that ball that ball on the volley brunell has sent the ball over the crossbar three times tonight just and two of which just barely over the crossbar that one mile high he's gotten that opportunity a few times he's just gotta lean over that ball a little bit and put it a little bit lower and he'll that opportunity will brunello absolutely brunell is certainly due in this game he's been playing well all night hopefully he'll be able to bury one soon and ben giroux with a sky-high punt a lot of backspin didn't make it very far for the vino stolen by patrick stevens mccabe kicks back out to baird baird nice touch move outside to mckinney mckinney back to baird baird looks to send it inside to kugnali and cleared out by iman karana and now dowling takes down evans corona to mourinho morneau trying to sneak it past sit out and sit out blocks it down with his knee colin evans grabbed onto by mccabe and they are gonna book mccabe for that one mccabe grabbed right on to evans i believe his jersey and tried to pull him back mccabe's gotten away with a couple of those tonight so you know 50 50 shot for him at this point he's been booked for a couple but he's also gotten away with a couple [Music] enzo mazza with the free kick he'll send it far post and ru gary comes up with a beautiful save grew gary's punt goes right to midfield luke mazza chasing down krugnali and they're going to say there's some extra contact between mazza and krugnali midfield under 10 remaining in the second half here still one to one luke mazza with the ball on the far sideline sends it back to enzo mazza and mazza plays it out wide switching fields to jacob pachetta's touch it's a little firm but he's able to get past makini and pacino trying to get a shot on that but it's actually a cross to the corner and presle back to luke bazza matthew gets a shot on net and oh save by giovanni rougary to keep this game tied and substitutions now coming in east el meadow bringing in dante bates and ben biggins and they are taking out amman karana as well as jacob pachetto ryan morneau now setting up here for the corner kick an amazing save from rougary the shot an outstanding shot as well or knows cross goes to the front post and keller heads that one out of bounds a little bit extra insurance on it and ryan morneau will have a second attempt here mourinho sets up launches it front post again and then send it out right back to more no's foot more no another cross it's a shot on that and it skids across the goal line and dante baits there for the rebound unable to get a foot on it and it's cleared out by canton cross inside to luke mazza well defended by dowling what an offensive rush from east longmeadow there dante bates there on the back post for the rebound but that ball had a lot of mustard on it and unfortunately skidded right past bates before he had time to react bates with a long throw and looking for sonny mazza and it's headed out by chateau a great slide tackle play who joe president will rip a shot on that but it goes way over the crossbar he saw meadow now with a ton of momentum a few quick shots on net and a lot of scoring opportunities especially especially for bates on that goal line right there and they're looking to bury one now i mean that a lot of opportunities and the opportunity for a goal will soon arise and brew gary midfield dante bates heads it over to presnel colin evans well defended by satou and satout gains possession and has plenty of room to make a play sends it out wide to eagles and luke madison to defend krugnali dante bates tries to put it out wide and mccabe steals it sends it to volvo vino and luke mazza chases down volvino and a great defensive play by luke mazza and kicks it out of bounds it will be a canton corner kick for jake mccabe mccabe waiting for his team to set up across towards the top of the pk mark a head ball from shay shay round two can't quite get a lot of power on it patrick stevens now contested by voldevino and shea and that ball goes out of bounds canton wants a handball in the play and their crowd is certainly upset keller a throw-in to baird and that ball is blocked reflected out of bounds by colin evans mckinney with a throw in for canton 550 remaining brunell that ball goes off of his face he chases down krugnalli ben bingham steps up and hits the ball out of bounds now mccabe with the throw in on the near sideline directing traffic looks for his options stores inside to mckinney but there's a whistle on the play mccabe once again cheating up the sideline trying to get some extra yardage closer towards the net but ref caught him on that one and backs him up mccabe taking his time looking for his options throws inside to baird baird loses the possession of the ball a little bit and dante bates able to capitalize and clear it out bates able to get a full foot on that one looking up to sonny mazza krugnalli playing out wide and stolen by luke mazza luke mazza being chased down by eagles and shea luke mazza using his speed over on the sideline and shea is just going to step up into him and force that ball out of bounds east long metal throwing for luke mazza mazza a quick throw into dante bates bates looking for his options he has plenty of space a through ball looking for colin evans inside bates ball ends up out wide towards luke mazza luke mazza fake cross and then does so to sonny mazza and they are going to call him offsides but rougary comes up with the save sonny mazzle was offsides on that play so if anything were to happen there it would have been called back ben biggins to dante bates bates switches fields towards midfield to ryan morneau moreno towards the sideline and we have officially reached the five minute mark brought to you by hot table panini [Music] and almost four minutes remaining now the time is being kept on the field chad or i no longer have the exact time we can give you an estimate as the game goes on jake mccabe looking for a call really nothing there and looks to be dante bates down on the play and jake mccabe kind of trying to draw a call there [Music] but obviously the refs are going to be paying some serious attention now to the plays and certainly did not read into that so no call in the play but dante bates is down holding on to his left leg and we will let you know exactly what happens and he is up [Applause] and walking with the help of coach serafino ben drew there to tap him on the back and we are probably under four minutes remaining in this soccer game we are still tied at 1-1 goal scored for canton by jake mccabe in the first half and tying goal from east longmeadow scored by number five luke mazza [Music] and islamera will be should be taking a live ball [Music] and looks like patrick stevens will be taking the kick and he passes it to morneau mourinho inside to evans evans to kirana karana playing towards the sideline to president president towards the top of the 18.
