one thing to note here the fy 22 expected annual revenue is about 11 million dollars higher from the prior year this is due in part to the classroom site fund increase that we saw this year also keep in mind this is a snapshot from the first quarter from both years so in 21 we were this this is a snapshot from the adopted budget and the same with 22 so our student numbers were very much in flux at this time also we'll go into revenue received so far a little bit of an uptick in federal due to medicaid payments you can see the state increase from 20 million to 21.4 due to the classroom site fund increase county was pretty level and the local increased slightly due to payments the timing of the payments this slide shows the same information as the previous slide is just presented a little bit differently you can see again the state and local compared year over year the local is down slightly because of our emino override in our student count the state is up again classroom site fund this is operating revenue by fund year-over-year comparison here you can see that the medicaid again we have received a payment this year in the first quarter classroom site fund on the bottom left is up because of the allocation from the state that's loud close to me and then emino is down slightly again due to student count some items to note on first quarter revenue mno revenue is expected to decrease due to the loss of the students in spite of the increases to the base level amount from the state much of the m o revenue decrease is expected to be offset by the budget balance carry forward increase classroom site fund this year increased 2.9 million from prior year on the total amount per student went from 425 to 733 which is pretty significant unrestricted capital is com comparable to prior year even though um the daa is now fully funded because of our student counts so and that will be stay pretty flat as well any questions before we go on to expenditures miss matt yes if i can dr santa cruz will you just remind me the increase to classroom site fund that was just a that's a one-time increase that's a one time or do we expect to see that year over year some of it is ongoing about 192 dollars is uh one time um the rest of it is ongoing okay thank you any other questions moving on to expenditures then please keep in mind that this is expenditures um true actual spend and encumbered not related to the budget at all so please keep that in mind as we go through this the total operating spend did go up 6.2 million dollars over prior year a large portion of that is due to our salaries you can see we went from 166.9 to 172.6 because of the compensation increase for all employees the benefits however went down slightly because we have fewer employees operating expenses went up this is due to our encumbering of our deductible for our risk and liability insurance this year we encumbered it last year was just after the first quarter so remember this is still the first quarter capital is down slightly from prior year last year the 8.1 million dollars included the final renovation to the transportation facility operating fund expenditures expended and encumbered versus expended this slide is a little bit different it shows the salaries and benefits operating in capital what has been spent and encumbered versus what has actually been spent because this is the first quarter you would think that 25 of our salaries would have been spent um please keep in mind that most of our folks came back in august so this is really two months of true spend that first orange bar there so second quarter expenses items to note first quarter district operating expenses went up 6.2 million from prior year due to salaries increased for all staff benefits decreased slightly operating expense increased through the encumbrance of the risk and liability deductibles and operating capital decreased because of the completion of the transportation facility any questions we're good all right thank you okay we'll move to item six point zero two thank you miss matinen which is fy 2022 monthly financial report here to date october 31 dr mccord miss pets back to you miss betts yep [Music] i guess this is a bad technology night for the finance department here you go okay here we go so as jackie completed the first quarter again as she mentioned the first quarter financial report is based upon the same way that we've be we have been presenting the quarterly financials this particular quarterly financials is based upon the current year year-to-date october 31st 2021.

so based upon that we are we have determined that we would share with you the uh result of the fact that we do know we have more students in the current year than we expected and we also know based upon the results of the afr that we have additional budget balance carry forward so we have added to this report a pending revised number two column that we are comparing our expenditures to so that we are keeping you up to date and apprised of the changes as quickly as we know that they are occurring okay so to begin we're going to talk about the operating funds our federal funds our state funds and then a little bit about the school-based funds so again the budgeted funds does reflect a fiscal year 2022 budget revision number two that is pending we expect to present that budget revision to you at the february 1st governing board meeting so again we have made some projections about what that revised budget number two would look like based upon the update for adm average daily membership or student counts based upon some slight increases due to proposition one two three as well as carry forward amounts and district additional assistance the cash funds the all the cash funds that are presented do reflect updated beginning balances that are based upon the fiscal year 2021 afr which you approved back on the 12th of october so that indicates our final spend for fiscal year 2021 compared against available budget resulting in a budget balance carry forward or a fund carry forward amount that we have reflected on this pending budget number two okay so to focus on three of our major funds under the operating funds maintenance operations classroom site fund and unrestricted capital outlay you can see that maintenance and operations we started out with an adopted budget of 260 nearly 261 million increased that slightly based upon an update in the final recalculation back in july and then finally note the revised budget number two pending going from an adopted budget of just under 261 million dollars up to 286 million dollars that is twofold based upon the budget balance carry forward that we um that we end that we realized due to the final uh expenditures on the fiscal year 2021 annual financial report as well as the additional student counts associated with the fact that year-over-year we expected a loss of 400 students and we actually gained 200 so a swing of over 600 students which is very good news so you can see that the percent expended and cumbered is now at just under 82 percent any questions before i go on to the classroom site fund as far as that goes okay great and then classroom site fund uh note again that the revised budget number two pending is actually a little bit less a couple of reasons for that there was less carryover than what what we adopted in june in addition in doing the adopted budget we pulled in a weighted student count that was not accurate so we have now revised and corrected that to reflect the appropriate weighted student count bringing the budget down from just under 40 million down to just under 35 million that budget reduction will not have a negative impact you can see that the year-to-date expended encumbered is just under 21 million dollars leaving a very healthy fund balance of about 14 million so we are still in a very good position regarding classroom site fund and then finally the unrestricted capital outlay you can see a very small increase about a hundred thousand dollars that is due to again the budget balance carry forward we have seen a less spend than anticipated in fiscal 2021 which resulted in an increase in budget balance carry forward resulting in a little bit of an increase in our budget capacity in the undistricted capital fund so are there any questions on any of those details okay great so again this is just capturing all of the information that i just provided to you just for the reader of the presentation next federal grants note that we have highlighted all of the what we would consider title and idea grants and all of these changes are due to again the results of the 2021 annual financial report showing the dollar amounts unspent in each of these funds and increasing the budget capacity in the current year to reflect the award of that unspent amount into 2022.

in general title does constrain how much title 1 funds do constrain how much we are allowed to carry over but due to the pandemic the federal government has again made an exception allowing us to carry forward the full amount of available resources that had been allocated to us last year any questions on any of that i have a question go ahead mrs wood thank you two questions miss betts do you anticipate that that at the end of this year i guess are we anticipating that we'll have that same ability to carry forward the title one funds or are we anticipating it we'll go back to pre-covet of how we need to um right now we are managing the title funds to ensure that we are spending all of them um available to us to make sure that we don't potentially lose any carryover going into 2023.

okay thanks and then i had a question as well i know that part of the title funds are assigned or all of the title funds are signed maybe correct me if i'm wrong by the application of for free and reduced lunch and i know that that's been a bit of a challenge since this year they continued that every student has a free lunch and breakfast at this point whether or not if you um qualify thank you for that so i just wondered what is our how are we going about getting those applications filled out and what's what's the progress on that um so i can tell you and i'd like to call on jason martin if he's available if he knows more details than i do but i do know that at all of our schools we have made a concerted effort to advertise and cajole and recommend to parents to please complete the free and reduced lunch applications i also know that nutrition services is working very hard at doing that because just so everyone is aware even though there's free breakfast and free lunch right now there are other available benefits to having that free and reduced lunch status as a family accessing internet capability that that may be free or less cost and other benefits throughout the arizona area so is there anything else you'd like to add jason to that so miss betts did a great job of explaining that but you are right that having free lunches and breakfast has reduced the need for many families to complete that application but we've been not just at our title 1 schools but all of our schools we've been explaining the importance like she said there's a lot of programs that are that students and families can get by receiving those services and also too our marketing communications department has put it out a couple of times as well too for our families as well at our title schools they're working particularly hard because of course they have a little more skin in the game being a title one school and so they've put out several principles that put out videos and screencastifies to their communities saying you know if we don't get our free and reduced percentages up we could stand to reduce a couple of teachers or support staff at those schools but the one thing we're also concentrating on is our non-title schools in gilbert because as we know that our esser funds and many of the other federal funds that we have received have been based on our free and reduced percentage district-wide and so it's important that everybody in the gilbert community fills out that application because it can sometimes help our district with other funding sources besides just title 1 specific is there a date or a deadline to that it's by the 100th day of school and so in january so the title schools are getting a report from food and nutrition services about every two weeks on where they're at with their free and reduced percentages trying to make sure now keep in mind that this past year we were able to go back to the january of 2020 the federal government allowed us to use free and reduced percentages amounts for that that we have not been told by the federal government yet or by ede if that would be a possibility for a second year in a row and last year we didn't find it out until after the 100th day had passed thanks any other questions performance bets go ahead i would like to share through october 31st and in comparison to last year at the same time nutrition services has has served over 1.3 million dollars a worth of 1.3 million reimbursable meals and last year it was less it was less than 400 400 000 so it's been a 400 percent increase for both breakfast and lunch due to the universal free breakfast and lunch so moving on um to the to the state grants so these are really state fund slash grants so we've always pointed out the classroom site fund performance pay remember that this year for the first time classroom site fund has been collapsed into one fund so all the activity that you for formerly saw under these state funds grants is now reflected in the operating funds which is another reason for the increases in classroom site fund that ms matin presented to you earlier in addition note the instructional improvement generally when it comes to instructional improvement we look at the carryover amounts and then we add it to the prior year's actual revenues received so we adopted a budget of 3.1 million dollars but we've revised that down to 2.9 million dollars and then finally the results-based funding we adopted a budget that included only the carry forward amounts because we were not anticipating seeing results-based funding because we did not have any testing in spring of however the state determined that they still wanted to continue funding it so we received notification last week no the week the week before the week the couple of days before thanksgiving indicating that we would receive results-based funding based upon the test results again so you will see probably in december a request to approve those payments and we anticipate that we will be sending those out in january okay and then school based we just wanted to point out the auxiliary operations we anticipated more beginning balance we have seen that that last year again due to the pandemic fewer revenues received very limited activity in the fall a year ago and so much of the balances were drawn down so you can see the available balance right now is about 3.8 million dollars so you may see throughout the year that the revenues will increase accordingly to the increased activity in all of our schools and then just a couple of announcements so in our bond funds we just presented a significant report to you in october regarding our bond and override results from 2021 so even though it is within your financial report the specific details on our two bond funds we did not include them in the presentation however due to the continued spend of our facility renewal funding amounts we are going to recommend to you the sale of 50 million dollars worth of bonds and the resolution will come to you for approval on the 14th of december and again the reason for that is wanting to take advantage of these still incredible low interest rates based upon conversations with our financial advisor the amount of bonds available for sale in the january time frame is very limited giving us a very good opportunity of seeing an even lower all-in interest cost than we have seen to date again the result of that is a savings to our taxpayer so that's first announcement and then the second announcement we again are trying to always be more efficient and more consistent as we present to you consent agenda items so our accounts payable and payroll vouchers we always present to you after the fact an approval after the fact but we've been grabbing the vouchers right at the last minute for the current month since we're presenting a monthly financial to you that's reflective of october 31st we wanted to change our reference to be the prior month vouchers as well so you will see under the consent agenda item there are some voucher references that you have actually already approved but we wanted to start that this month so that next month when we present to you the november 30th report you will receive the vouchers that are reflective of november 1st through november 30th just wanted to clarify that as you are going into the consent agenda as the next item on tonight's board meeting and that's all that i have today if you have any other questions or comments ms betts board members as it relates to the proposed bond sale resolution uh i suspect that we have earmarked those funds for particular categories or a particular category will we be getting that in the near future yes as a matter of fact as part of that bond sale process we do have to designate what our plans are for spending that full 50 million dollars and we are well on our way to the audio visual refresh we're well on our way towards the installation of all of our security cameras throughout the school district and finally some major projects that were anticipated when we requested the bond approval back in november of 19 was some some major added square footage to reflect a larger orchestra band practice area at highland high in particular knowing that they have over 350 participants in addition we're also considering discussions about converting long-term um portable facilities to bricks and mortar so the portable facilities are very energy inefficient they have a life of 25 to 30 years and considering uh whether it would be wise to convert some of those portable classrooms into bricks and mortar so you mean thank you additional classrooms uh replacement replacing portable classrooms with bricks and mortar classrooms okay but to me that's building classrooms we're building classes of a temporary 30 i mean we say temporary but they've been there 30 years it's finally um building out what we need for the school correct okay thank you board members additional questions miss wood yes one other question miss butz if i can go back to the federal grants i just had a question on the i see the esser one the sr2 their uh we've spent those they're not reflected in this at all because it's spent but the sr3 we have 22 million dollars basically in all the budget the adopted budget and the revised budget too and then i see that we have um year-to-day expended and covered under four million dollars so i just wanted to ask what i know that those funds are to help with the learning loss and to help help compensate for some of the things that happened during coved what you know what do we have in mind for that 18 million dollars what are we doing and what have we been doing so of the of the 22 million uh about 4 million it does is designated for learning loss so we don't encumber as an example we're considering intercessions for the 2023 school year as well as summer school this coming year to utilize some of the learning loss monies for that so those would not be encumbered at this point in time but the remaining 18 million or so that's more available for district uses recall that as part of your compensation increase you approved a three percent one-time stipend to be paid in december and in june so we are those are stipends so they're not encumbered through the payroll system and that has a a budget dollar amount of about 7.2 million dollars remember that we were looking at a competition of a five percent pay increase across our community here in the east valley with higley queen creek etc and knowing that we wanted to make a recommendation to you that would keep us competitive but keep our financial status sustainable we made the recommendation to have an ongoing two percent pay increase and then have a three percent one-time stipend so that is in that unencumbered available balance at this point in time okay thanks i think that's really important that we've tried to put our staff and paying our staff and employees as part of this and i still think that was a good priority as part of that i just had seen that 18 million and had forgotten all the details about that so thank you any additional questions none thank you ms betts for those reports and thank your staff for their efforts in making those reports so user-friendly thank you jackie and thank you ashley it's very much appreciated we move to item 7 consent agenda items 7.01 approval of consent agenda and before a motion i think dr mccord wants to reference one of the items i do thank you dr santa cruz governing board members on item number 7.03 under certified personnel for the employee megan communes it has her effective date for her resignation as december 17th we want to make sure that reflects december 1st so that could be put in your motion at some point thank you dr mccord with that rationale is there a motion regarding the consent agenda so move thank you mr parker is there a second i'll second and we have do we need to add that that we're changing the date on the one employee from the 17th to the first yes is that okay with you to yeah thank you so with the addition of the change of date for resignation on one employee on item 7.03 is there any additional discussion seeing that there is none we will vote on the consent agenda all those in favor please signify by saying aye aye those opposed the same consent agenda items passed five zero we're at item eight action items item 8.01 20 22 2023 course description books for high school junior high school and gilbert classical academy dr mcchord thank you dr santa cruz governing board members it's that time of year once again for course description book approvals i know there was a committee that spent several hours going through our course description book making edits additions and subtractions to it and i'll turn it over to dr newman for anything further regarding an introduction thank you good evening dr santa cruz governing board members and dr mccord every year i think you hear me tell you how impressed i am with this committee and i'm extremely thrilled to have dr christa cox join our team so she could lead this work she is here tonight she'll give you a brief summary and then she's available for any questions that you would also have thank you dr newman dr cox welcome should be on i think i saw him change out the microphone am i good yeah it's on okay thank you dr santa cruz members of the board and dr mccord good evening i would like to second what dr newman said in regard to our committee i would like to extend my gratitude the entire committee put in a lot of time and effort and without them this body of work would be impossible so for everybody that has been a part of that thank you and specifically thank you to dr newman for her support and guidance through this process being my first time leading the committee i've been a member of the committee but actually leading it is a task in itself so thank you for that guidance and support so to review the list of some of the summary that you have been provided with i would like to point out that in addition to the board docs you have been given a fee sheet that is reflective of some editing changes that mirror the course description book proposal and spreadsheet that you did receive with the board docs we just had to clean up some of the editing on that so that is the cleanest version of that and that will be attached to board docs following this meeting our committee this year received the least amount of submissions from the campuses and so that allowed the committee to dive into really going page by page of the course description book and looking at it through the lens of our students and our parents and making sure that over the years normally there are a lot of submissions and it's a lot of work there and so we wanted to use that time efficiently to maybe and i don't want to say improve the structure and the formatting of the book and so that started with the first 15 pages and restructuring those sections to make sure that as the years have gone on and we've had to add in different information that it is organized in a fashion that is user-friendly to anybody that is reading the book that also included adding a section of our diploma opportunities that our students are able to pursue which include our ib diploma our ap diploma and all of the four arizona department of ed proficiency seals in addition to that we went through the book and there are a few departments specifically our ell and our sped department that in order to be more inclusive we have pretty much put those courses within the core areas so that all students can look through that equally and the same and find the courses that they're looking for and and not have to flip to a section that maybe doesn't make them feel included so that was something we were very excited and proud of kind of looking through that in a different lens and in addition one of the goals that we had as a committee when we had less submissions we had kind of asked ourselves what is the goal that we want to accomplish and it repeatedly came from our committee and our cabinet that we wanted to eliminate gatekeeping and really go through class by class every single class that was in there to eliminate any prereq or if it said campus only any verbage that maybe when a student reads that makes them feel like it's something that they are unable to join or have access to and then further than that we were able to add several courses to grow and expand on our ib program and our a b course offerings within the district and the final thing that our committee did while we were going through is we did a course audit where we kind of analyzed the data over the last three years of all the courses that have been taken or even requested by students and we in an effort to clean up the course description book there are courses that have not been requested or taken by students in over three years and so we removed those courses from the description book where historically we wait for a campus to maybe propose removing those courses we tried to look at the data to show what courses naturally have been less and less utilized by our students in an effort to really promote the classes that we know our students are utilizing in addition to those expand expansion of our ab ib ap and honor classes to up the rigor and opportunities that our students can have access to are there any questions dr cox i just have one related to the access of courses uh and i like the philosophical platform platform that you were utilizing to pull this together but my question really relates to a student who is wanting a course that is offered at campus a and b but it does say that it's open to any student across the district how are we managing that logistically so that that student in fact does have access absolutely so there's there's a few answers to that first i will share that in classes that are not hands-on and maybe not a lab type science if we're talking i'll just give a brief example if it's an english class where we can use the technology that we have put into our classrooms every one of our secondary high schools have now a distance learning classroom where we can have them sink in so to speak and and do what we've been prepping for over the last couple of years so there's options like that in addition if you're looking at a more hands-on class if it's an agriculture course biomedical science we know that those are not ones that you want to just visually join on a computer and so the intent is if that is a class that is scheduled a hour or at the end of the day if the student is a senior and wants to do a release time and spend the second half of their day in a program just knowing that when they read that that it's not just oh it's only campo or it's only gilbert that there is that opportunity to ask their counselor that or to select that course and then that turns into a conversation some students that do have a vehicle and have that option if a family wanted to choose to drive their student we want to find opportunities and solutions to make it possible as opposed to not providing that so really those answers are going to come as situations come up and i know that those have happened campuses have worked together to do that but again with that verbiage changing in the course description book our hope is that more students when they see the the change in that that they do ask those questions and they do pursue those opportunities that are there that's great and i appreciate the fact that that all is under consideration and that we're just going to take it as the situations arise but opportunity for students is to access programs that appeared for have not been available to them is really great to see absolutely thank you miss wood thanks dr sanders i don't know dr cox were you going to specifically talk on anything about the fees or can i ask a question about that right now you're welcome too okay so can you just give us an update um on i only see a couple changes yes and i appreciate that and then just maybe explain the rationale for that um yes so similar to the submissions that we received for potential new courses or changes um we actually didn't receive many requests with fees i know that over the last few years dr newman that was part of her direction in trying to eliminate the addition of several courses i know that that's even been the focus of the governing board and so i think that that just naturally organically over the last few years that message has kind of made its point to the sites and so there were only a few requests the the few that are there you'll notice that it's very minimal and it's an increase of maybe five dollars and i i think the other one was for a new course and so with those um few increases it really came down to either being a new course or the cost of the technology or materials genuinely there was evidence and even though there were only a few requests we did additionally request that the schools that were proposing those showed us evidence that the that the cost truly did go up um and bring that back and so that conversation even within the committee was a little bit more extensive than it has been to maintain um the significance of not wanting to add fees for the sake of just adding fees and making sure that it's intentional with um how much our students have to already pay and again when we go back to limiting access we we all know that financial barriers are one that students are up against as well so we don't want to add that barrier there so yeah thank you you're welcome what what about a student that um would want to take a class but maybe feels like they can't afford that fee like a maybe student on free and reduced lunch what would be the process if they needed to ask for help they would just talk with their counselor and there are processes put in place that our guidance counselors are really really good about it as well as our administrators and knowing to guide them and what that looks like and how to either get them waived or reduced in those cases all right thank you you're very welcome anything else board members well i i just want to add that i spend an hour on the phone so when we make that motion um i think we should just add language that they can finish edits and corrections as needed um just because we're not quite to that final product yet but i think we're pretty close and and i i would second that thank you miss humphries i know that um with the blue and the red and we are kind of making those final touches nothing else will be added um everything that you see here and even the spreadsheet does include all of that but the the verbiage and just kind of proofreading it one last final time it's a daunting task like i said and so i would appreciate if that autonomy was given thank you dr cox please continue thank you or was that that's all i have that's the end of that okay i was looking at my board doc and it had high school junior high school and two other entities and i thought well we're going to go through each of those but we have them in in our possessions a brief summary yes you guys do and if there are further questions that do arise feel free to reach out at any point very good anything else it does go without saying that uh you're in need of this document by the end of january at the at the latest and uh edits will continue until it finally hits the press so that's that's normal procedure so we we understand that board members we are at item 6.01 or 8.01 course description booklets for 2022 is there a motion i move we adopt the 2022 2023 course description books for high schools junior highs and gilbert classical academy uh with edits um that uh i don't know how to work this with uh with continued editing aloud i guess that's the best way i can say it thank you ms humphreys is there a second second thank you mr parker it's been moved and seconded that we approve course description booklets as presented to us and with the appropriate editing as an ongoing sequence any additional discussion dr sanchez i am yes i'm comfortable with what you mentioned as the edits are i'm not totally comfortable with the motion just saying edits aloud i'm not trying to i'm not trying to split hairs i'm just saying and i i understand like you said there will be obviously grammar grammar you know grammatical and other things like that that happen i just i don't want an open end maybe non-substantive yeah maybe something like that i would feel better about that very good that's okay all right i accept that okay uh amendment to my motion and i feel great about that it's better to accept it as an addition to both the motion and the second board members any additional discussion and thank you miss wood that clarifies things uh substantially no additional discussion then we will vote on item 8.01 all those in favor please signify by saying aye aye those those oppose same motion carries 5-0 thank you dr cox dr newman item 8.02 policy development first read policy rib or bib board member development opportunities dr mccord anything by way of rationale thank you dr santa cruz governing board members item 8.02 policy development first read of policy bib board member development opportunities all the policies you see tonight have gone through our first read for the policy committee and all of them are in reference to um things that the legislature passed this summer and that we continue to include in our policies as we move forward for this particular policy there was addition that basically states no public monies can be used for training orientation or therapy that presents any form of blame or judgment on the basis of race ethnicity or sex this does not include any training on sexual harassment blame or judgment on the basis of race ethnicity or sex is defined in the statute by seven concepts and that is legal reference ars 41-1494 thank you dr mccord we are at item 8.02 ready to entertain a motion summift thank you miss humphreys is there a second a second thank you mr parker any discussion saying no discussion we are looking at a first read all those in favor of 8.02 please signify by saying aye aye those pose the same motion carries five zero 8.03 another first read policy development policy jlf dr mccord again another requirement through the state that we have to have in policy essentially this policy i won't read it all for you it states that we have to post and be clearly visible in public area readily accessible to students a sign that contains information about hotlines where they can report child abuse and instructions for 911 emergencies and directions for accessing the department of child safety website and we have already oh second thank you ms humphries been moved and seconded any discussion seeing no discussion then we will vote all those in favor of item 8.03 please signify by saying aye aye those opposed the same motion carries five zero item 8.04 policy development again first read policy jk dr mccord thank you dr santa cruz governing board members this again is requirements by the state essentially and there's there's a lot of addition to this i won't read through uh each area but basically this states that there are certain criteria for people for students kindergarten through fourth grade there's the criteria where they can and can't be suspended and again it's based on their grade level and there's certain criteria that those students have to meet in order to be suspended and in addition to that there's also a section regarding off-campus speech and essentially what the district or the school areas that they can go into in terms of disciplining at school based on off-campus activities related to this very good thank you for that rationale policy 8.04 policy first read jk is there a motion so moved thank you ms humphreys is there a second second thank you mr eugenie any discussion seeing no discussion we will vote on item 8.04 all those in favor please signify by saying aye those pose same motion carries 5-0 policy 8.05 first read policy j k d dr mccord thank you dr santa cruz this policy is basically um the portion of it that is added was from jk and that is to do with the student suspensions uh for students in grades k through four and because it's student discipline as well as student suspension they mirror each other in both policies those sections thank you dr mccord 8.05 first read policy jkd is there a motion so move thank you mr parker sarah second second thank you mr jetty any discussion there is no discussion because these are all for first read and because we have reviewed them in policy committee and they will go back to policy committee for review once again before they're brought back so all those in favor of item 8.05 please signify by saying aye those opposed same motion carries five zero item nine is request for future agenda items and those can be submitted to ms wilson so that we can consider those for a future agenda item 10 board committee reports gilbert education foundation miss humphreys um i wanted to let everyone know that the innovation grants um applications for that gilbert education foundation had put out have been closed and so we're going through that process of reading the applications and working out and awarding the funds that gef has fundraised for us there's also the applications for students and staff scholarship are now open on the website gef.org and we would really love to see a lot of people going there and filling out those applications that's a very exciting time to be able to award scholarships to both our students and our staff and then as was mentioned previously the business leaders breakfast will be on monday at seven o'clock here in this room and i just want to announce to my fellow board members and to the community that i have filled out the nomination forms and i will be running for the secretary position for the arizona school boards association i feel that i could be an important voice in that organization and really appreciate their professional development and activities and want to help guide that organization if possible it's uh could be quite competitive at this time there are only two candidates but people can run from the floor so we'll see what happens thank you mrs humphries and we wish you good luck thank you item 10.02 city of mesa liaison miss wood i don't have anything to report from that but if i might uh just take a personal privilege sure i just wanted to say as i was reflecting this in this season in the past week i just wanted to take a moment as a board member and as a parent to express my gratitude for all of our gps employees and as i reflected on the challenging and uncertainties this of this past year i just want to thank our teachers our staff our administrators for your commitment to our students and for caring for their learning and their well-being day in and day out you make a difference and impact on our students lives each day and i just wanted to acknowledge that and share my appreciation sincerely so thank you miss wood item 10.03 town of gilbert liaison we had a successful gilbert days parade it appears dr record anything to add to that nothing more to add to that at this time it was uh extraordinary l-39 schools are represented at the gilbert days parade you guys uh were able to be there we had a float put on by and developed by uh the student council from mesquite high and it was excellent so thank you to everyone and this is a big deal for me when it comes to the parade i think we have to represent gilbert public schools well and i think we did there indeed was a great deal of visibility of gilbert public schools item 10.04 finance and audit committee ms parker thank you the committee developed uh some operating guidelines which uh which we approved tonight in an item of 7.04 and essentially pertaining to public meetings and oversight thank you mr parker item 10.05 insurance trust representative miss eugenie thank you dr santa cruz there's nothing to report at this time but i would like to also um echo what miss wood said she did it much more eloquently than i could very good thank you item 10.06 legislative representative and i have nothing to add except to request that the board indulge uh me as i will not be attending the asba annual meeting this year i know that miss humphries is going to attend and we have need of representation and there will be some voting that occurs and i would uh request that we approve her as my proxy there is no motion necessary but that she be our designee thank you i would like to i would like us to have a vote there that day and i as well she and i have had a conversation and she will represent us well since i am unable to attend i move that mrs humphrey takes your place at the asba legislative we're fine mr eugetti i appreciate that but no motion is necessary just a simple consensus is all we were after and we will move forward with that so item 10.06 that concludes my portion of it item 11 is meeting dates 10.0 or 11.01 dr mccord thank you dr santa cruz governing board members our next meeting is december 7th that'll be a board work study and brief board business meeting and then we have our last we'll call the meeting to order at 903 a.m on december 2nd uh roll call commissioner hartwood president in ann arbor michigan commissioner hewitt president and also in ann arbor michigan commissioner geneva president ann arbor michigan commissioner pressel president ann arbor michigan and commissioner weiner president ann arbor michigan you have a quorum all right uh the approval of the agenda is the next item on our agenda uh weinert so moved court all in favor of approval of the agenda say aye aye all opposed all right uh the approval of the agenda has passed public comment all right we'll give them a minute as the feed is about a minute behind uh those who would like to speak a public comment please call the phone number appearing on your screen and enter the meeting id you'll then appear in my feed and i will be able to tap you to speak each person will have three minutes to speak and for those in case the number doesn't show up the number is eight seven seven eight five three five two four seven again eight seven seven and the meeting id is 983-7724-2069 again the meeting id 983-7724-2069 and i'm just letting the feed catch up here uh okay i'm not seeing anyone so i think we can move on all right the next item on our agenda uh the approval of the minutes did everyone have a chance to review the minutes from the last meeting you know if are you able to screen share those chris i remember the agenda i do not remember the minutes yep okay yeah yes thank you yeah that's right um can i get a motion for approval of the minutes so moved weiner my second in favor of approving the minutes from our last meeting say aye aye all opposed all right the approval of the minutes passes the next item on our agenda is commission business and chris you said something i think i don't know if juliet was here when you said that i don't think there's one so um an amendment a proposed amendment was circulated so if you want to consider that amendment should entertain a motion to amend the resolution and then you can discuss the amendment and then vote to approve or not okay i remove that we accept the amendment second excuse commissioner are we talking about all right i must be misunderstanding here um you subsequently send an amendment that i did not see perhaps nope it's the one that's been working on we still have the original resolution we never amended it i understand thank you all right i got it go ahead uh what we're talking about is moving to discuss to to discuss the amended version that has been exciting thank you thank you yes so we got into the motion and the motion in a second so all right so um i i think so we need to just agree just vote yeah yes all in favor of of considering the amended version of the resolution say i i all opposed okay uh would you like me to put it up yes please yes so this is the side by side is can everybody see this or is this too small it helps so i had set the salaries um using the 2.4 the average of the four factors still for the mayor's salary and then setting the council member salaries first in fy 23 to 52 and a half percent shown here on the last line of the last of the second page here and then in 2024 setting them to 55 and then we also had some uh changes in the whereas clauses here which are shown in track changes in red so these two and then part of the third whereas clause up here other than that it's the same is there any discussion that would anyone like to take the floor no i i comfortable with the uh the way it's written i am as well i just double checked the math uh sorry i just took not that i didn't trust me chris but uh just just to be careful oh brian i am really pleased with uh the way that this uh has evolved and i really appreciate the group process that that went into this i'm very comfortable with the resolution as written i agree and i want to especially commend eddie for having done the math there's always this part at the back of my mind that says but you haven't actually done the math and somebody has to and it's better off not being me so thank you i i also checked the map i also checked the map it looks just fine okay all right well um can i get a motion i move that we accept the resolution uh the amended resolution is written a second all in favor of accepting uh the resolution as it as it is on the screen hi all opposed and the resolution the motion to accept this resolution has passed okay okay community can you clarify when this actually go when will this actually go to city council and is there a cover memo that goes with it or is it just the resolution um this will go uh as soon as possible i'll send it this week um i i send a little something explaining what the process is um but just just the process that they would have to reject it if they chose to and um that is only if a council member chooses to introduce a resolution to reject and then it has to pass by two-thirds um i think it's within 30 days i don't have that up right now but i'm pretty sure it's 30 days um so if nobody introduces a resolution it takes effect automatically and if the resolution is introduced and fails still takes effect okay is there any way to convey in that in that cover memo that the this was a unanimous uh recommendation i think that adds a little weight to the to what's being proposed yep we'll do any communications from anyone i have mr hewitt yeah um first i'd like to say i i'm happy that we now have resolution that's that has very clear uh arithmetic methods of determining uh salaries and recommendations for the next commission um i believe i've been serving on this commission since 2003 i think my memory's a little foggy and uh i would like this to be my last uh membership on the commission so after this is we are adjourned i would like to uh i don't know what the formal process is but turn my resignation in yep you can just send me an email stating such okay thank you for your service it's been a pleasure working with all of you and i'm very happy with the results we've gotten and chris i want to particularly thank you for organizing organizing everything so well you're very welcome yeah i would say i don't know if it qualifies as any form of communication other than a thank you but i think you've done you've been uh tremendously helpful to us chris really appreciate your responsiveness and your willingness to pitch in and help us you know move things along and phrase things right it's been a great help so if we can help you get your salary doubled we'll do it yeah okay i'll work on i'll work on the state legislature hey and roger thank you for your involvement i've had the pleasure of working with you i think three times now and uh really appreciate the wisdom that you bring to the process well and i'm i'm very glad we've gotten into something that's that's pretty formulaic i think that makes it much easier for everyone to understand yes and i think this is my third time as well and and i do agree that i i feel that you've really helped us go in that direction and that your experience in on in past years on this commission really helped us go in the right direction on this thank you very much i appreciate it all right well i think we are at the last item on on our agenda i i don't want to cut this short but um parting is such sleep sorrow yeah it is it is can i get a motion to adjourn a move i move that will adjourn i second eddie i think you have to give that one to roger that's perfectly fine yep all right all in favor of a journey all opposed none opposed and we adjourn at 9 16 a.m thanks everyone thank you happy hanukkah happy new year happy kwanzaa all right bye now you

[Music] good evening everybody this is the brookfield board of education meeting of december 1st 2021. please join me for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice so this evening we have five members of our board of education here in person chairman fernandez is under covert quarantine protocol so is joining us remotely which is allowed by our bylaws and so you'll see mrs fernandez on the screen but she's asked me if i would share the meeting today since i'll be here in person i hope that's okay with the board yes okay and uh mrs greenstein will not be able to join us this evening um so first up on our agenda is uh the report from our student representative so so first off just um one event we had was the thanksgiving football game so that was the last football game of the season and the bobcats came away with a win for that one so that was exciting and then more recently we've had dr mcmorran the interim principal at vhs he's talked to me and shared some insight that he's had um he meeted with her hip with the peer counselor student government friends of rachel club and many other programs at bhs and said a lot of great things about them he said there are a lot of natural leaders across the school and we're a very close-knit community and he just wanted to touch on working to ensure that we stay vigilant during this time and continue proper mask wearing and social distancing to come combat any routine fatigue that students may be experiencing so as students are doing these things over and over for a while it might become redundant and they may feel like it's becoming too much but just sticking with it and continuing to do it is the key and then also he said which a lot of the students know about but um he just pointed out as the cold weather kicks in across the building temperature control has always been an issue um but it would probably require some attention and just saying that like some rooms are hot while those are cold and it's kind of hard to like room to room it's always different temperatures but um on a more positive note going into the clubs we have outdoors club the two upcoming ski trips one day trip to bromley mountain on saturday january 22nd and an overnight trip to killington from friday march 11th to sunday march 13th and just for anybody who's interested that's open to all students not just outdoors clubs so it would be talking to mr buckley or one of the officers in the club and finding out more information about that key club we have a new advisor that's going to be taking over miss beyond kerry since mrs donovan has left we just want to thank ms donovan for her several years of service to key club and the school as a whole and going off of that we had a successful thanksgiving food drive with key club which we got over 225 items donated which went to the brookfield food pantry for families over thanksgiving and mr davila's ilt won with the most number of food items and was awarded with a donut party and then with national honor society we had our blood drive on monday november 15th we had 50 donors sign up to participate unfortunately due to the widespread outage of red cross servers the red cross team only processed 16 units of blood which was 53 percent of the goal but still pretty impressive under the circumstances and our donations made an impact on the lives of 48 people in connecticut and then with peer counseling we've had a few events going on we had a teacher and staff appreciation kind of snack bar on wednesday november 10th a bunch of the teachers and staff were happy to see everyone together um finally having some sort of like connectivity event since we really haven't haven't had one with for counseling in a while and then in addition we had today after school an ice cream social for the students which was not only to fundraise for a charity but also increased publicity about the club since tomorrow we'll be having our informational meeting after school and then finally future teachers of america we are officially kicking off our word of the week for this year um next monday so that'll start off our first two words we've distributed to dr mcmorran mr ronda and a few other people that are involved with that so the students will start participating with that during their classes next week that's it thank you ben thanks ben yeah any uh questions for ben thank you so much mr belden for may i want to thank ben for um he's really working hard to get the report to us in advance in writing so we can have it distributed to the board and have a record of it as well so that's great that's a new tradition we're starting this year thanks to ben and his leadership in preparation in case i didn't catch anything you said this is really good [Applause] cool okay so next up on our uh on our agenda is written correspondence jessica jeska and dennis carderos wrote regarding the transition to candlewood lake elementary mark ferry marnie mcniff jody brennan jill grabko and sarah mcgovern wrote regarding concerns with the chair investigation and athletics policies and procedures and monique matthews wrote regarding the mass policy thank you next is approval board minutes i'll move the board approve the minutes from the budget roundtable on november 3rd the regular meeting on november 3rd and the special meeting on november 10th second okay you get to be official tonight um so so any any comments or questions on the minutes okay all in favor aye any opposed no all right so next up is the superintendent's update but before we jump in if you don't mind i'll take i'd like to take one moment um we have a board member who's having her last meeting this evening and i think as a board and i'll speak for the board we want to thank you right it's been great working with you you've been a huge value add to this board jen and uh and we'll miss you so thank you so much for everything you've done and everything you're going to be doing but uh please everyone join me in a round of applause for uh [Applause] and john we'd like to present you a traditional gift thank you very much for your service that's really nice i just i just i thought last month was my meeting so i said goodbye to everybody but rosa told me i have one more i just want to repeat what i said to my colleagues after the meeting was over that i just really appreciate appreciate all of you and i know we all have very busy professional and personal lives and that you've decided to dedicate what free time you have to the children of brookfield and so i'm really proud to serve alongside of you for the past four years and john really appreciate your leadership and the team on really i think make taking brookfield from a good to a great school district so thank you so much for all that thank you janet thank you for everything you've done to support us we really appreciate everything thank you um all right and also before i turn it over to you dr burrell i note that um mrs sharon bhutto who is our newly elected but not yet sworn in member of the board is here with us this evening and sharon if you'd be interested and willing i'd invite you to come join us at the table you we won't have a voting capability this evening but we'd love to this is a budget review this is a very important first meeting that you have a chance to sit through and we'd love to have you join us and for the board i apologize for breaking uh protocol but i thought it would be particularly given the timing of the swearing-in i thought that would be an appropriate thing to do so you're gonna if you're gonna shed your book yeah yeah we can look at we can look at ours together all right with that dr burrell i'll turn turn it to you for our uh your update thanks mr belden uh jen just so you know we work on the budget for eight months so we have plenty of time if you'd like to join us for any of these plenty of time um i'd i'd like to you know first start by uh thanking the board for their continued support um you know now now beyond the election and with ms patojo joining us um you know looking forward to really moving forward i'm going to talk a little bit about some organization we've done to get ready for strategic planning uh coming up after the holidays uh in addition to that i want to thank the the leadership team that is here this evening as we get ready to launch into budget for next year as well as strategic planning uh and thank them for their continued support and it's great when we talk about busy lives jen we've got a lot of parents here tonight which is great too because they've got busy lives and to take the time to come out on a cold night to be with us is always appreciated um so thank you to all of those folks um a couple of of updates that i want to get into a quick covet update uh which we've been doing monthly um we've had um wisconner had a number of cases uh over the last week and it really the the lagging over the last week indicator is that there was uh some significant infections uh probably about a week and a half ago and then there's been some continued uh i think the numbers are on 18 right now if we we hopefully have a slow down today we we've noted that as uh the first two days coming back from thanksgiving um that were behind them uh importantly uh for everyone to know uh we did inquire of dr garcia and dr sullivan and this time there's there's no action that they're recommending but we're keeping a very close eye on monitoring that we have not seen an uptick at the other three schools at this point um we have a quick update on vaccinations regarding five to 11 year olds dr sullivan shared with us that the information he has now is that 16 and a half percent of eligible students uh in that age range or 255 students um are in the vaccination process at this point um specifically when we talk about the five to 11 year olds we're talking about students um definitely first grade through fifth grade but even into sixth grade um so it involves center school huckleberry and wisconsin when we look at that um and so we're monitoring that a number of parents have shared vaccination status of their children at this point that they're in the process or are already there um we're gonna as we get closer on those um on that data i'll report that out to you how we're doing on that and we're still in that 75 ish range for our high school 9 through 12.

i'm looking forward to um not only talking about budget but the school project uh going to be scheduling some time lisa's been working with me and the the school pto leadership and we're getting scheduled times to be presenting to the ptos and engaging and answering questions and having some good conversations so we're getting those dates on the calendar really looking forward to that i mentioned strategic planning we have dates now working with mr costa the strategic planning consultant who's worked with the board before we're really excited we have some dates scheduled in february march and april for collaboration on the 15th of december our next board meeting i'll be asking the board to have on its agenda to establish an ad hoc strategic plan planning steering committee of board members that could work with me and the team and we can we can move things forward um and look at getting people from the community to help us with that um and what's really exciting about strategic planning is covet has really kept us on hold in a lot of ways and looking forward to more aspirational goals now and moving moving forward and away from this phase of the last 18 months that we've been dealing with um really excited about that and really looking at our instructional vision and what we want to do to engage students going forward so we're looking at the next five to ten years when we when we start to look at this plan so it's very important um bhs gymnastics have to thank the board um for all of their support last year in the budget process uh mr baldwin reports that 19 girls have signed up for gymnastics that may be the highest uh the largest enrollment on a team in the swc so we're really excited about that now it's only the beginning uh getting the season underway but we're really excited about that uh with a new sport and don't forget the board also supported volley uh boys volleyball for the spring and i've uh seen some of the the boys and they've been excited about sharing uh the working with mr baldwin on the new uniforms and things like that so it's it's exciting times at the high school for sure um board retreat just a reminder with the new board forming we have a board retreat scheduled for tuesday december 21st with dan murphy our board attorney and really focusing the the topics at that meeting will really be focused on board roles and responsibilities and getting organized as a coherent team going forward and then the last thing i have is actually like to invite mr post to the podium to talk about kronos which is our time and attendance implementation and uh that has really gone off tremendously in terms of tracking uh time and attendance so let's talk a little bit about it thank you members of the finance and facilities committee have heard about this off and on over the past couple of months the system is actually up and operating now to get it that way there was a lot of detailed hard time consuming work performed mostly by eric conklin joan reynolds and our payroll coordinator head the burner so they've really been leading the charge on this and i'm really really proud of the job they've done um we began our parallel testing a week and a half ago we run two week payroll cycles so we have another a few days to go before we have to produce a payroll and parallel means we're going to use the old old-fashioned time sheets to run the payroll and the new system and compare them and see what's working what's not working and then we will run another another two week parallel period following that and then on december 20th we will go live and do away with the manual timesheets and we will be on the new system and the town is doing this with us by the way their payroll cycle is a week off from ours so they started this week with the parallel whereas we started last week so they'll be one week behind us hopefully learning from any mistakes we make that's it ken thanks for all the work on that and that's all we have for the superintendent report bob okay any questions from the board i want that ring that sounds fun um okay so thank you very much we're going to move on to subcommittee reports so first up is facilities who's going to give the facilities i am all right there you go that's why you're staying there so the the committee reviewed the school dude reports um a number of work orders were for heating issues which as uh our student representative described could be classrooms too hot too cold uh on the whiskey near water situation mr caldwell reported that the treatment system is online and operating we continue doing testing and are waiting for the final sign off by the state and after that we will just have to do the normal routine testing that we do at all of our wells of capital projects the committee was updated on the status of all open capital projects most notably the rfp for the high school hvac project is about to be released which when that is completed will alleviate many of those issues that uh that been mentioned with the being full on or fall off for the wisconnier wall we have received specifications from the engineer on when to winterize the wall have not received any specifications on a final solution for it we sent the the specifications out to several contractors none of which so far are either interested or able to take the job so we're working with the town to see if we can identify other contractors to to to go after and see if they're interested and willing to take the job center school roof the problematic section of that roof has been replaced and there have been no leaks reported today the building conditions study we're still working with tacton to develop the specifications for an rfp for that the high school roof mr caldwell is working with a contractor to come up with an effective solution we got a couple of bids that were higher than we thought they should be so we're trying to to see what other options we have uh high school gym lights we have a situation now where we have a lot of the fluorescent lights in the big gym that are not working or not working well and it will actually be slightly only slightly more expensive to replace all of them with led fixtures and lights than it is to replace ballasts and lights uh in the existing and then continue replacing year after year after year so again depending on if we've we've talked to the vendor uh hopefully they said they think they can get the product for us but haven't yet so and then we're working with mr baldwin on the timing of when we can do that because it'll take the gym offline for a few days and finally uh mr caldwell reported that two small sidewalks had been paved at wisconier allowing for safe access to the parking lot from the two exits on the north side of the building across the uh the new bus loop that we put in there and that was it okay any questions for ken on the uh facilities committee okay thank you kevin you're welcome all right so next up is the finance committee and i'll give that report um we did meet on november 8th as a committee um and i'm going to be rather quick about it we went through the financials and mr post is currently projecting that we'll have a surplus of 114 000 that's an ever moving target as we have learnings this time of year so um i it does change every month this month we had the cost of the uh the interim principal at the high school was incorporated into the forecast and uh saw an increase in special education transportation costs so those were the two big drivers month-to-month you all have a copy of that financial report is in your package in the consent agenda section so you all could have it but that's kind of the net of it we did talk about the bus rfp we do need to go out for bid on the bus as we've talked about it prior meetings we expect that that rfp will go out shortly and we should have a bid back in january as what we would target bids back on that's important because it intercepts our budget cycle and we will need to have that information to finalize our budget for the coming year at least as best we can the we went through the student activity fund as you remember we do periodic reviews of the student activity fund and uh and we went through it and it all seemed in pretty good shape had discussions about how the cash treatment was being handled but we've asked mr post to continue to work with the principals to clear any dormant accounts out of that and return funds to the general fund where appropriate um and uh and then we talked about the budget process and i'm not going to spend a lot of time on that this evening um and it's a budget transfer on this evening's budget ken that you had brought to us or did we i don't think it is okay so that we did talk about doing a uh budget transfer uh for the policy so some of the small items we've approved in the last couple of months so that should be coming shortly and uh and that's pretty much it we got the an update on the time and attendance system if we just heard so so that was really it on the financials they're still in solid shape right now but as we all know december january february is when you see most of the exposures and opportunities actually coming to light so that's we watch that with care so any questions all right next up is the equity and inclusion committee okay so we met on november 11th and between our october and november meeting mrs holly had a meeting with mr andrew hill who advised that he needed to communicate with some statistical experts on how to best guide the committee in disaggregating the data for programmatic and achievement equity so right now the committee is focusing on stakeholder equity and teacher quality while we wait for some direction from him so we're breaking into two groups to look at those so we started by all breaking into groups of three and going into breakout rooms and each group contributed to a jam board with facts that they already know they think they already know about these topics some things that came up were like teacher certification the district's commitment to professional development the annual panorama surveys to staff and families the support of student organizations pto etc so we had did that then we had some discussion and questions sort of separating a fact from an opinion and then we broke into two groups to sort of delve into the teacher quality and stakeholder equity so each group looked at data the teacher quality was on ed site and that includes like staffing levels demographics and qualifications and for stakeholder equity we reviewed the data from the most recent panorama surveys for staff and families from last spring so each group started out additional jam boards where we're coming up with questions to interpret that data like this is what we know this is what we need to know so some questions that came out of that like we have 18 mental health counselors is that enough to to you know meet the needs of our district and for um like on the staff once at the high school if someone said drug use is a bit of a problem for the people that answer that well what are they basing that on you know so these are some questions that we're putting on is this an opinion is this coming from data that we can look at so those are sort of things that we're working on we just started to get into that and we ran out of time so everyone is either going to meet like in the stakeholder group we already had another zoom to sort of discuss things further and we're going to meet synchronously or asynchronously to try to sort of complete these gm boards and come up with this is what we know and this is what we need to know like three main questions on each of those so that we can sort of work on those and then eventually in a couple months present come and present to the board on those two on the teacher equity and the um the teacher equality and the stakeholder equity and that's basically what we're working on a lot of stuff going on there it is yeah a lot of data okay any questions for any all right and so the last of our committee meetings is the policy and communications committee okay we met on november 17th and it was actually a very exciting meeting because mr mastaro from cabe joined us he is working on our customized policy service so he really provided an overview of the process that we're going to go through to review the policies that need to be added to our policy handbook or need to be modified it's a lengthy process so there was a lot to digest in his presentation but it was very very helpful and we decided as a group that we will begin with reviewing the mandated policies that we do not currently have and most of those many of those i should say are mandated because of new legislation so there are things regarding title ix iep special education and health and medical records and hipaa regulations so that'll be what we dig our teeth into first we'll start um at our next meeting which will be on december 15th so we have a lot of reading to do but it's really great that it's so nicely organized for us and there's really a very clear road map as to how we need to proceed and what we should tackle in what order so it was very helpful okay that was it any questions for debbie hey before we're off the topic of subcommittees rosa and i uh chatted and we thought it would be one of the first things we'll have to do as we reconstitute um the board structure at our next meeting is because that's the first meeting after the new board is sworn in is each of we we need to understand what subcommittees people would like to report on or be on and i just ask or we would just ask that everybody look at what they're doing today and let us know if there's changes you would like and what we'll try and do is kind of package it all together and put together the committees you know that we will that we will live with so uh so i think it would be just good if i just ask each of you to just kind of go look at what you're doing today tell it tell us whether you'd like to change or not anything you'd like to add rosa to that no i think i think that um you know if you basically covered it yeah okay um it's just a matter of just getting information from everybody so okay so next up on our agenda is the consent agenda i'll move that the board approve the items on the consent agenda which are resignations new hires terminations and the october 2021 financials second okay move in seconded any uh any discussion on those items okay all in favor aye hi okay so now we'll move to new business and the first item on the business is the star of this evening's uh agenda is the presentation of the 2022-23 budget now i'm just going to pause while you're getting organized on the presentation material and remind the board and remind the public who's listening in this is the first of a number of discussions we will have on the budget the the school budget is usually presented and at dr barrels initiative at the first meeting in in december so that we can use the month of december and january to review the budget so we'll have three meetings as a board to go through and have questions come backs anything we'd like to do at the same time the finance committee does a deep dive into all the line items because that has proven to be very successful and really exercising the the budget so we're going to kick off on tonight as a kickoff if you will and for the public this is the first time the board is seeing what the proposal from the administration is for the budget for 2022 and 2023.

so it's it's informative for us but i wouldn't expect there's a lot that we certainly can ask questions as we go but we do have we have to absorb this right there's a big book and for those of you who've never seen a budget book this is this is what a budget book looks like and it gets thicker as the process goes on posting notes and the posters notes coming out of every side of it there's a lot of reading for us to do to really understand the budget so so this uh feel free we should ask questions as we go along let dr barrel have a say on what the budget looks like and then we can have some q a but again i don't want expectations to be that we're going to solve all the final budget this evening we do have multiple shots at this over the next month we do bob and thanks thanks for that introduction you you kind of took it's going to move my presentation a little uh faster i think it's slide three i go through some of the budget process but it's important bob on what you said for people to know after tonight there are three regular board of education meetings on the calendar and we could always schedule a special meeting there are six finance committee meetings on the calendar um between now and the end of january and there's also a public budget hearing so i if on my count there that's about 10 scheduled meetings in the next two months and in that two months there's the the holiday break the winter break that that uh we we're in so you know a few years ago we moved the the present this presentation up uh two weeks so it gave us this kind of time to really vet the budget and like i said earlier it's an eight-month process what you'll see tonight is a culmination of two months of work with the with the from the the teachers giving information to the to an input to the principals and the administrative team uh up through central office culminating and fine-tuning what we have uh uh this evening as a matter of fact when we talk about vetting and adjusting and really looking and exercising the budget you'll see a couple of adjustments to the status quo budget that mr post shared with you prior to the thanksgiving break there's already a couple of adjustments so we were working you know over the last week continuing to do that so it's always fine tuning and context is always evolving so we want to be responsive to them and i'll just add that that gets us to a budget submission at the end of january then there's a a process where the first selectmen reviews the budget then the board of selectmen reviews the budget then the board of finance reviews the budget there's public hearings at the board of finance level and then a town meeting and then a vote so the process goes all the way to may uh into may and assuming that the budget gets passed in in the referendum in may and sometimes it goes past that so uh so it's a uh it is a long process um and with a lot of players and a lot of scrutiny on this budget before we're done so and i think i will say for all of us that we appreciate the level of scrutiny that goes on because having our eyes on it and then having the board of finances eyes on the board of selectmen's eyes and the public's eyes and giving us all the input we can we get we've had a number of years in a row where we've had good budgets so um and uh appreciate everybody's uh really real engagement in this so all right thanks bob um so so it's a very uh tight presentation it's about 15 slides um and all this talk about process um i'll i'll be able to move quickly through that slide but it's be there for reference for everyone so one one uh phrase that i always talk about when you develop the budget is that the budget is a financial statement of our values about educating our students and this also has to be in alignment with um our goals and our priorities and um specifically what i mean by priorities is you know we have priorities and as we've all talked about over the years um i think this is your seven uh my seventh budget with with the district now you can't do everything at once for two reasons the district doesn't have the capacity uh to to do that and train people and move things forward and we also don't have the financial capacity to just do all these things at once we want to do them with care and we want to do them well so we have to strategically time them and calendar them through so that's just important reminder for everybody having said that um always a reminder to come back to our mission remember i just talked about strategic planning and things we're trying to achieve to inspire challenge and prepare all students to lead meaningful and productive lives and we do that through the vision and getting to the skill sets of our portrait of the graduate which is critical and creative thinking the kids becoming tremendous communicators collaborators and change makers this is the budget development process that mr belden was just leading us through we've broken it down by month as you can see what happens in october is um initial work begins with the administration they seek input from their staff and bring that all the way up through uh initial meetings uh to present priorities to the board of education which were approved in october late october we have meetings in early november and we continue to work through a public budget roundtable and we start to put the budget together in december we present the budget and then we have those scheduled meetings as we talked about in december and january and then uh in january and february as mr belden indicated there's lots of process going through with the board of selectmen board of finance and the public so um we'll move through that side slide quickly as i always do right away i put the numbers up there we don't wait for the end of the presentation although i will at the end of the presentation bring this slide back up and click on that yellow bar at the bottom which will provide us with some more detail to talk about as we round out the presentation but just so everybody knows we always start in brookfield with a status quo budget so you can see the first line at the top uh the current 2122 budget is uh 46 million 800 thousand that this current budget was a three percent increase over the 2021 budget so to keep business as usual with exactly everything we have we have what's called a status quo budget so our base status quo budget which is all of the bargaining unit uh contracts other contracts we have with service providers um and the kind of natural inflationary cost of doing business takes us to a 2.49 uh increase of 1.1 million dollars then we had some significant uh inflationary items which i'll go into detail at the end of the presentation um including fuel oil uh and so forth in addition to some contractual things that have been been adjusted as the year has evolved and then there's some operational integrity to make sure we're providing services in a quality manner that we need to uh incorporate into next year's budget then there's some required legislation that has a cost of 91 000 as you can see there and then from the spring the american rescue plan funds uh the grant monies we had some we have some grant funded positions and opportunities this year and for next year some of those are going to be phased in we had a phase in plan we talked about uh in the spring the summer and even had some reminders earlier this fall that we're going to start phasing in into this budget uh for next year so you've got that to consider and then we have two specific strategic investments uh one involving mathematics at the elementary school uh and another involving further support in kindergarten at the center school so we'll be taking a look at that um at the end um the increase uh that i'm proposing tonight and again as mr belton said this is just the beginning is a 4.2 increase or 1.9 million dollars so we always have our annual goals to organize our budget and how we move through things the first goal is to maintain class size within our guidelines while adjusting staffing patterns to reflect enrollment changes and achieve efficiencies so the first part of that goal is really important for people to think about is we always are looking at our enrollment patterns and staffing patterns that go along with that um to make sure we're maintaining class size but also um being realistic and responsible and good stewards of the taxpayers dollars and obviously looking to achieve efficiencies in any way we can the second goal is to provide for teaching and learning to make sure our professional development our curriculum materials are continued and involving curriculum development for the self-navigating learner continue that that's our core business teaching and learning uh and that's why we're so excited about getting the strategic planning process underway uh the third is maintaining and continuing to enhance programs while remaining responsive to changing needs we talk about being an agile organization being ready ready to move when we need to with changing student needs and evolving context whether it's you know federal local local um state legislation whatever it might be we need to be ready for it um and obviously continuing to build on programs and you'll you'll see the details in just a minute uh the fourth goal is to provide the technology infrastructure that effectively supports student success in our digital environment um all of these obviously are linked to the things we're trying to do with our strategic plan and then finally providing all the necessary resources we can to meet the needs of all of our students and making sure we're in alignment with state and federal law which is ever evolving as we all know so goal number one maintaining class size and adjusting staffing patterns and taking a look at enrollment we have two adjustments that we're going to make we are going to the proposal is to reduce one fte at wiscon in grade five currently we have uh nine sections we would reduce that to eight sections and that would continue to keep us in the class size guideline range and then the second is in addition to kindergarten at center school which was discussed at the budget round table and also worked on with mrs diamond principal center school and her teachers to bring in a half paraprofessional for each of the nine sections to support learning and we'll talk a little bit more detail about that later mrs diamond is prepared to share a little bit about that and so we would bring that in as an addition in that goal goal number two continuing to uh enhance our teaching and learning um and so you can see there's a number of things we're going to continue to do here uh advancing the integration of technology um and technology resources into daily instruction i took a walk around brookfield high school with dr mcmoren yesterday and technology was abound it was everywhere it was really great to see making sure we support access to digital texts we were already moving in that direction and through the pandemic and remote learning we really invested in that and so we're going to continue to make sure we support that ongoing support of the faculty's capacity development aligned to student assessments uh and teacher evaluation data we've got to make sure we support that we want to advance our assessment literacy for the professional staff and for parents and there's a lot of engagement there we also want to make sure we're expanding our curriculum development aligned with state standards specifically for social studies um and we're advancing we've really made strides at the elementary school and we're advancing up through the middle school now additionally we need to develop standards alliance assessment to support standards-based grading we have that in grades k through four and now we're going to matriculate up through the up up through uh grade five ongoing revision and alignment of the bhs science and k-12 social studies uh curriculum uh making sure we're aligned to the ngss standards and the connective frameworks for social studies and then the last two um we it's time those board members who've been around uh quite a while might remember that early on we had committees put together and we brought in new math k-8 math programs and k english language arts programs we need to take a look at those now to make sure they're not outdated that we might need to enhance them do we need new programs there's a lot of work to do so we're going to convene some committees under dr ruby's leadership and make sure that's happening next year not that we're purchasing for next year but that we're convening the committees and the release time and the work that needs to go in for the following years and we'll see where that goes plan ongoing professional development for instructional coaching and curriculum development and of course content area support third goal maintain and continue to enhance programs while remaining responsive to changing needs so one of the things we need to do there is uh mrs labrizano has proposed that we bring in a full-time math interventionist a certified teacher who is a math interventionist to support mathematics at huckleberry part of the offset to bring that in is currently we have two regular education paraprofessionals that provide that intervention and as we look at the transitory nature of those positions as well as gaining expertise in mathematics through a certified teacher um that's the direction uh mrs labriciano and the team think would be best for the school and and i agree and so we're proposing that we also need to transition arcade this is part of operational integrity our k-8 principal secretary positions are 11-month we're going to transition those to 12 months and we could talk about the reasons for that we'd like to do that uh our athletic director we're going to move from an 11-month to a 12-month position um there's just so much work that happens over the the summer and and that actually was contractually negotiated um agreement uh to move that position to 12 months transition the athletic trainer from contracted services to a school employee uh contracted services we are we transitioned from a school employee who was here with us for 18 years we a few years ago to try to save some money it is very difficult through contracted services to keep someone uh with us and so uh one of the things we're thinking about doing is is moving back to a employee and we certainly talk about that through the budget deliberation process at center school we want to increase the 0.7 ftes for both art and music to 1.0 and there are some things we are considering there part of it is uh retention we continue to lose people with these part-time positions and we want to make sure we keep them because we're preparing in next year to get ready for the transition to candlewid lake elementary where we will need them with the extra grade to be full time and as we train people we put a lot of resources into our people and we develop them we don't want to lose them their the balance of their work would be to be in an intervention role to support students if they're not teaching necessarily math or music so we've got some some ideas and some plans there we're pretty excited about and then of course um there's some courses that have been proposed by our uh curriculum leads at the high school um uh mrs holly uh is uh proposing that we move forward on a french honors class uh level five uh in uh business we wanna have a social media and marketing course as well as an introduction uh to marketing and we certainly um have lots of backup to talk about why we to do that the fourth goal providing technology infrastructure to effectively support student success in a digital learning environment we're going to maintain support for digital curricular tools necessary for our blended personalized teaching and learning continue advancing the integration of tech and resources into daily instruction which we talked about earlier upgrading our classroom presentation stations uh specifically uh at wisconsin we've made great advancements here at the high school with the investments the board has supported and the community has supported continue to invest in our chromebooks toward completion of our one-to-one uh device initiative and something we're really looking forward to is adopting a new adaptive website platform to provide more enhanced communication and a better user experience finally in goal number five i'll provide the necessary resources to meet the needs of all of our students in alignment with state and federal law through the second meeting in october we talked about our budget priorities and we talked about a lot of the legislative updates that were there so this this will be very familiar uh to all of you uh adding a full-time bilingual teacher at huckleberry required by state law once you have 20 students speaking of the same language at a school the next year you're obligated to have a bilingual program so we need to be prepared for that because this year we have that number of students at bhs the the state department of education has developed the black and latino studies course and that is by legislation needs to be offered as an elective so we have to offer that as an elective course for students grades 6 through 12 success plans that has to do with family engagement and so budget wise there may be a need for substitutes so teach teachers can meet more frequently with parents and so forth so there's a lot that goes on in that regard similarly with social and emotional learning there's an assessment that we need to do one of those things when we do such surveys want to make sure we send such a survey we vet it through the team but we also send its parents so they know in advance and so we make sure they're all appropriate questions and so forth and then we need to finalize the talent and gifted identification process and work with the police department on making sure our school resource officers are trained in social emotional learning so these are all legislated policy implication type items as well as budget so those are the five goals and the main things we're focusing on enrollment is always very important it's important on these enrollment slides this is as of october one the enrollment changes every single day you know there's usually not a grade in the district where there's a student moving out a student moving in something changing somebody injured and on homebound there's all kinds of circumstances that go on pre-k through 12.

and so um this is as of october 1. and you could see the light blue is is the current and the dark blue is our projections for next year and while there's some uh changes it's pretty stable as you can see if you look at the bottom you could see that our projection for next year is that we'll be up about three students total and last year you see a big jump there um that the there was a year-to-date change of uh uh from last year to this year of 58 students obviously that had to do with the pandemic a lot of the younger children who stayed home who weren't registered with us now have registered so that that that's an anomaly as i think we all understand special education is down uh by about eight students as compared to the current year as we project for next year which is a trend we we hope to continue through all the intervention work we do uh i want to make sure i can see everything here english language learners our students are uh projected to be uh they're up 14 this year and so uh that's a tough one to project with the way things change in the middle of the school year um and so forth and and taking a look and then finally you can see free and reduced lunches down by a two i wanted to make sure i saw that said that right and uh we're projecting out place uh out placements being down out placements for special education that is a cost center i know mike and i've talked about that the finance committee keeps an eye on that monthly so we thank you folks for that and this is why gonic comes to the meetings period periodically to share what's going on there so keeping an eye very very close eye on enrollment and matching our our resources to our enrollment is it's significant yeah and you'll see in the slide where i bring up some of the detail um with the actual budget figures there there's a little slight change already in there that we started to talk about and uh some for positive to the budget and some more difficult to the budget and then this is our class size average range chart uh going all the way back to 2013-14 school year um white for the most part indicates that we are in in the range of the um uh board of ed guidelines board of ed guidelines are up in the right-hand corner they're up there and you can see that uh over the years we've done quite well with maintaining a class size within the range and we're very honest about it we even if we're 0.3 students over the range we color it red so we can note it um remember we talked about paraprofessionals added to kindergarten that's in lieu of adding a section to reduce the class size so that was one of the pieces there um and actually in grade seven you can see that um we are actually below the the class size range all right so i wanted to go back to this sheet here eric is there can you click on that that yellow bar for me because that's going to pull up a detail sheet um that's important structurally and mechanically to walk through and obviously once we get through that we really near the end of the presentation there's a way to get the whole thing there there we go you'll scroll there you go so like i said at the beginning we had the preliminary status quo which was salaries health benefits kind of natural inflation some of the things that's about a two and a half percent increase and then we had some significant inflation issues that we're going to talk about uh some contract pieces that i mentioned and some operational integrity that we discussed that kind of fit into this next category so we really had a great deal this year dollar sixty a gallon for fuel so um we we anticipated and this is the town as well right ken um that that the cost would go up but no one i think um could have could have seen what what's coming you know what has come with the cost of fuel and where it's skyrocketing to so there's a really big jump there and fuel uh and heating oil um then the 12-month secretaries there's just a lot of work that happens in the summer and again we can talk about the details of that i want to move this along so questions can be answered for operational integrity it cost us about fifteen thousand dollars for the three secretaries to work the extra month in the summer uh to make sure our offices are open and more available to families um you know new family moves in they show up on uh june 30th or july 4th uh july 5th they they can't wait three weeks to be registered you know and and that happens now because we just don't have the support staff in place and that's just one example of many of the things that are our evil secretaries would be able to do in the uh in the summertime um the athletic director i talked about that's a contractual negotiated agreement between the board and the administrative union to move that from 11 to 12 months you can see that there the art and music fte increase uh the mr beldon talked about the transportation there is a significant increase there um it's definitely more than the the typical uh increase because the uh whatever bus company we go with likely and again that's mid-january um but we're we're estimating um i think would you base it on can seven and a half or five percent what was the increase yeah seven and a half because there was a it was a five to ten so we looked at just a logic for now to start in the middle because if we stayed with all-star or go with another one at the beginning of a five-year contract they're going to have to update their fleet and that's very costly to a company and they pass that on to the customer um then we talked about special education um in a recently newly uh projected outplay student and the cost for that um and then the athletic trainer minus the service cost but what it would cost for an employee and the balance would be about thirty three thousand dollars we also have the required legislation of the bilingual teacher uh so with health benefits that gets us around uh ninety one thousand dollars uh health benefits are very costly as we know and can basis that on a middle of the salary step range when we average out a teacher for an estimate the other piece is the american rescue plan funds the grant that's paying for the social studies instructional coach position and a partial on the technology integration specialist positions phasing those from the grant into next year's budget and you can see the cost there and then finally strategic investments what's new uh the the paraprofessionals to support kindergarten is new and you can see the cost there um basically the 4.5 so four and a half pair of professional positions has about the same cost as a full-time teacher uh the way we average it out so it's instead of having a new section to keep the class size guidelines lower um the teachers and mrs diamond really worked that through and we talked about it but you'll recall the budget roundtable um to have another set of hands to do a lot of instructional work and we also would build in training before the school year started for those pairs to set up expectations seven people right what's that one four point five seven people perhaps they would be there will there be there would be 4.5 positions and it would be a half half day in each classroom because there's nine sections right so how many people how many people is that four and a half also four and a half oh i'm sorry so so you would have four full-time people and a half-time person okay thanks for asking mike to make sure that's clear and then the math interventionist at the at huckleberry hill and like i talked about there's an offset of the two regular ed paraprofessionals and so there'd be uh you know the net cost there would be about seventy thousand dollars that gets us to a point four point two four percent increase uh over last year's budget and eric i think that was the last slide yes that is it i thank you for your attention and your time a different number two point four nine percent yeah it says 2.57 for the preliminary stats can you look at your book uh different than what we had there ken just got run off today so i don't know if it was a older version or not yeah last week yeah but that's been adjusted since last week that's what i'm saying it's really just the status quo yeah the numbers down below yeah um could you bring back up the budget drivers thing sure yeah sure that'll probably be a good sheet to leave up i think we should leave it up i know that was a lot of information coming at everybody but try to keep it brief tight take a lot of complicated information and really boil it down so it's it's simplified and and digestible do you have a question yes um so one thing i didn't notice on there was the summer school so are we that's still being paid in the grant rosa for next year okay yep because we had that we had that as transitioning into the budget and that's one of the things that we were planning to talk at the finance committee next week ken and i were looking to be as responsible as we could with bringing forth the proposal and so we were looking at timing in the grant um and so we could show you that specifically um as we dig deeper on monday night okay now on this on this one just looking at the sheet the question i had which i'm just it's a words and music question because your your enrollment said special ed out placement is down in terms of number of kids but the cost is up for one additional outplay students by 124 000 here is it up or is it down or is it is there some dynamic that we need to understand actually ken if you could come and talk to that a little bit for us that'd be really helpful what was your mic on bob yeah it's it's in addition to the over and above the projection of 30.

so we're objecting 30 now we're going to have 31. but what was in the budget was the prior year budget was 34 correct uh we actually have 34 right now i don't know off the top of my head how many were in the budget okay we need to compare budget to new budget right so we're real clear on that okay maybe we could do that at the finance committee detail review yeah okay so john broad question you said the number of items when you were going through the presentation you said we could go through the details and we probably don't have time to do it this evening could we schedule in our next session just a deep dive on each of those items where there's additional people or additional months right and why we think we need it and what's the underlying driver of cost and things like that absolutely and one of the things we want to do by the end of the week bob would like to get it to the board prior to the weekend is joy had asked at a previous meeting um to actually look at the proposals from uh the either the departments or the principals so we're going to put that package together um and those the rationales are developed there as well as uh what you're asking for so we want to make sure we're going to carry this budget forward we all need to understand absolutely details of you know why is it you know i've kind of go through your presentation i just was a number of areas that were i'll tell you more right and so we have probably ought to go through that sure and you can line up whatever speakers we need on that absolutely and if there's any specific burning question tonight someone's really interested in you know we brought the team with me as well so we can you know talk through that okay you know whatever works with the schedule no okay um well four percent it's a tough budget so what do we know about these inflationary drivers i mean i said for example as the heating and fuel oil cost and the diesel cost is it based on hard contracts do we have a buy out there are we planning to engage with our procurement to figure out how we get leverage on that cost i mean what's the status of it great question and we work with our purchasing agent as well on this just this week we discussed that on monday when we were meeting with the first election and the town controller and the purchasing agent uh we have not gone out to uh bid yet the thinking is that uh that they believe the even our supplier believes that prices will come down over time the number that i have in the budget right now is based on his latest estimate of what it would be if we locked in now which would be about two dollars and 39 cents a gallon uh and we locked in at 1.61 for this year so we knew we got a bargain and we were gonna have an increase but we didn't didn't know it would be this large so it's not based on anything more concrete than his estimate of based on the market today okay and the second question which is related is you're on the biggest unknown we usually have about this time is benefits what information do we have on benefits costs for next year we're doing the same thing we did last year at the beginning and that's taking the the opeb actuaries estimate of increase plus 0.5 percent so their increased estimate was 6.5 percent so we're using 7 percent and the town is doing the same thing at this point until we get better information and is there a timing when we think we would get better information does that get us before our january 31st submission or does it happen after that generally after okay all right and and you and marsha are working on the same assumptions absolutely okay that's good we haven't always done that okay we do and if we if um it was a real christmas present last year it made the budget all come together it really did yeah and when we do decide to go out to bid like on oil and gas we will do it with them okay and uh the and the busing contract you said you've gotten a range and you just use the midpoint of the range yes then and that's from our existing provider correct okay and did he his is his drivers mostly salary of drivers and because of the shortages or is it mostly because of a bus equipment and he gives you his what are the words that match the storyline uh both he's already ordered new buses for next year which are 12 to 15 000 per bus more than he paid previously he's got a couple of years left on their union contract with the drivers and expects there to be quite a bit of upward pressure on wages which again he'll have to factor in or any any company will have to factor in because it's a five-year contract okay and we're planning to take it out broadly to rfp right we're not being uh caught with a single provider here no we will we will actually physically send it to the other providers that we know are in the area okay okay well look i i'm looking forward to an extensive set of discussions i'm thinking at the board meeting we all need to hear about some of the programmatics absolutely john and so you know what are we doing and so what could you propose oh here's a list of topics we would sure you would suggest we talk about absolutely and i would just ask the board members to look at that and look at as you're looking through the book if there's things we want to add this is our chance to add those right and we just go through them one at a time and if the board members have any questions about any of those proposals please send them to us we're more than happy to get prepared for that for the december 15th meeting now have you set up the process for taking questions from board members and providing answers like we did last year we are ready to go so um we will have a google doc established and we'll have the questions submitted and we'll work on those as best we can in real time okay start them with the questions go ahead rosa um since the finance committee is going to be doing a deep dive and i assume we're going to use the same process that we did last year because i think that worked really well do you want to maybe have board members filter their questions to that committee so that if it goes under like a particular area of the budget or a particular line item we can keep all that organized i'm okay with that whatever the board would like to do we're more than happy i'm okay with that i think that i think if we i think of the board members all send questions into the central thing can you could you could then parse it into the different line items as we talked about the different sections and get it to what we did last year is we divvied it up amongst the three board representatives and we went through each one through line items you want to stay and and help someone yeah who's taking over for me if i got job that's one of the room we have to decide that at our next meeting so so right now it's just you and me rosa so i'll point out that according to the budget calendar our first our next finance committee meeting will be next monday yes yes i know that um your calendar is already full by my calendar these six meetings are weighing heavily so um but i think that's a great idea and ken i could use your help in you know parsing questions into different categories so that we take them into account as we're going through the line items it's a great idea rosa okay any other questions for this evening that we want to talk about mike john i had a question on the so the athletic trainer minus i just want to understand the minus service so this is in addition to the salary currently provided so we you want to give the detail on that ken or so go ahead you can walk it through thanks that would be the incremental cost we would incur if we hire an employee with benefits and don't have to pay for the service anymore gotcha okay so ken before you leave that i mean are we satisfied with the service we're getting do we have a good trainer right now uh we don't have one right now we don't have one come on steve so so it when we get when we actually have a trainer many times we are satisfied the problem is the way the services compensate the trainers they leave quite quickly and there's a lot of turnovers so that's that's part of our issue here but steve i'll let you take the rest of it so when um john and i got here we got at the same time we had a trainer um jen cole packard she was here for 18 years and she was fantastic and then we couldn't find one right away so then we tried select physical therapy and they provide us with trainers and it's just become a revolving door because we pay the service you know their people it's like their first job out of college and then they leave it's like our last trainer friend was outstanding great she left to get a job at university of bridgeport so and we've always had gaps so now we have a gap right now season's starting and we don't have a trainer so that's not good looking at you know how it was before you know we tried to save money and go with the training service that a lot of schools do use it's better that we get our own sorry i'm very nasty short term in terms of this year right is there anything that we should be doing to make sure you have proper training for what we need okay go ahead you want to comment on that no you could you could share what we're doing um so ken and i talked and john and we posted it as our own and we've already gotten two applicants one of which was our former trainer who left select because she didn't like the company went somewhere else and now it wants to come back so we are we are working to fill that void and that is a finance committee conversation in a personnel negotiations uh committee so you're obviously i would say we would implement this approach this year for next year you know to get us through with the proposal for next year yeah letting the applicant know that if it doesn't yes budget then the position pretends correct so what's what's like the hard number fear for for athletic trainer just because i know 33 thousand dollars is not no so that what we were paying was 45 so it would be 45 plus 33 and that would cover the salary benefits and everything else so that's where that that's where the i don't know the exact number the 33 000 plus on what that number really means to my cue of uh you're you're kind of in that world what do you think about 78 000 as a cost of with benefits that's not so bad yeah okay well what does the hours entail with benefits yeah it's not so bad yeah i think i think it was it was the salary of 60 and then everything else you know the benefits we were getting correct and there would be an 11 month we we used we looked back at the contract we had from 2015.

so we were paying select 45k correct and when the trainer left at that time 2015 i think when we looked at the contract today it might have been 56 000 or something back then okay yep joy it sounded like you had a question you wanted that i was going to say what was the time and these are 11 months under that during the day too or just after it would be about 40 hours a week and then you know cover obviously all the games saturdays you know we would yeah i would work with her and or him or her and decide the schedule for the week because it would change every week so this hour doesn't change with overtime like there's no that's all include 11 months i'm sorry that that's so it's 11-month position regardless of saturdays and correct possible sundays yeah yeah and the veterans is just how you schedule it yes i got it which is is it's much needed not having a trainer is brutal for us no i agree i just wanted to get all the what does all the numbers mean because yeah minus the service in 33k and i'm like okay what's the give me the full picture so does the trainer work with all the teams yes have we have we considered like an athletic training like shadow program too a lot of schools do that what do you mean so you have let's say you hire athletic trainer do you have i mean would we consider in the future somebody who's interested in physical therapy i think oh yeah as our students yeah right oh yeah definitely work i thought you might bring somebody in it would be easy i would say probably easier to work that program with someone on staff correct so there's a little bit of a non financial yeah benefit to that and i agree that's a nice little sell there too for that kind of hard to do when you have a service correct right doing it yeah you can't do it we have a permanent employee who's establishing history and relationships and and becomes part of the fabric of the community you can definitely do what mike's talking about and then they're here longer and they get to work with the nurses too so you get more of a bond there okay all right thank you thanks steve thank you steve all right yeah i'm interested at the social studies instructional coach do we currently have that and it's paid under our password correct it's if that's paid under our best or now and that's part of the phase in plan to next year's budget i think we ought to uh near list of topics for next time we ought to bring up that whole phase out our what's covered in our best or yeah phase i think that's a really important thing and i've updated that sheet and we definitely want to share that with the finance committee and so that we can but we ought to do it here at the board oh yeah so it might just be good to hear like how's that instructional coach going and what are the benefits so the board could feel if they felt like that was something they could advocate for they'd have some good information we're going to start with the cape committee next week or on the 15th but no next week yeah the eighth next week there's a there's a committee that can be talking about in the instructional coaches in an update there so it's natural to be brought to the board meeting on the 15th well so the cape committee ought to come with an opinion right when we meet next on the importance of that project so i'm very happy to see the possibility of the um music and art position at center school go back to a full-time position absolutely i remember when that was actually gonna be my question debbie yeah i remember when that was reduced to a 0.7 and i just think it's so much better for the district and and to help us retain attract and retain really superior teachers that that be a full-time position yeah thank you all right so look i'm going to want to get considering we have a bunch of parents who would like to speak tonight i think we ought to curtail the discussion on the budget for this evening um start reading and sending your questions in um through uh can we submit it as an email to you or is it gonna be a sheet where we can just post them a google doc of some sort okay i just uh we ought to just submit all those questions um and we ought to get instructions on how to how you want them okay um and then at our next meeting john i think you propose what the topics would be based on the things we didn't talk about and i just urge everybody to take a look at them and uh and say what do you want to hear more about right and depending how many of those topics there are we can do it in the next meeting or the next two meetings sure right so because by the end of january we have to advocate for this budget oh yeah or whatever and yeah it's to that point but there's just so much that comes at a board on that for on the first night here with with all this information you know i like to keep it as crisp as i can and then answer the questions that are that are of interest but people need time to digest it's a lot of information yeah and uh there are some good questions here tonight so this is i think it's a start as we saw last year our board's very engaged on the budget so bob i just had a thought uh as we're welcoming sharon onto the board remember how overwhelming it was all for all of us at our first meeting when we learned about the budget and anything we could do to support sharon like what types of questions might you ask you know so she sort of understands how to enter into the uh budget process i think would be really helpful even like what are some best practices and what's worked in the past so i found like that was really tough my first year so anything we could do to support our new member i think would be that's a great job and i always think put you in charge because you're the finances well i've already talked to sharon and i offered that after we got the budget she and i could sit down and we could walk through as simple as how do you read this book right you know there's a lot of information in here um it's very could be very overwhelming so i'll do that sharon anytime you're ready we could spend we could spend an hour or two and just kind of kind of slowly go through how's the budget look and what are the pieces of it and you know how do you connect the stuff in the presentation to the stuff in the book you have so um because let's take some knowledge of how those columns work they can ken puts a lot of information on there and ken you're tied out with mrs marion right in terms of the baseline numbers that so when she presents her budget it's the same base numbers as we do right no no in terms of what last year's current year budget is and because uh sometimes we found that to be out of kilter and we just need to make sure that stays in kilter john one last question on the uh the 4.5 full time so we're reducing the one full-time uh middle school teach middle school teacher at fifth grade but they're really just getting repurposed we're not actually letting them get well at this point it's so early in the process and so you know just so you know how i thought that was yeah it's um you can't automatically say we're going to reallocate that fte to x position um it's december 1st it is there's another six months to go in in the year before teachers get their contracts for next year there's retirements resignations um there's a math interventionist position that you know hopefully passes through the board and through the budget process maybe someone you know a veteran teacher from from internally would be interested in that position we just don't know so much goes on um in this particular case fifth grade is at the middle school so mr ren has already worked with his team i also work with mr petrino who's the teacher union president to let people know this is not the time to get nervous about it um we we talk about ftes and positions we don't talk about people because there's so much that goes on also certifications and what grade levels of where people can teach so there's there's a lot of time left and in the years three months underway we've got plenty of time okay so with that why don't we uh finish the discussion here on the the superintendent's budget proposal uh move to the next item uh which is item b the postponement of start times for the 2022-23 school year i will move that the board postponed the start times for the 2022-2023 school year as approved on june 3rd 2020 and as recommended by superintendent dr john burrell and director of operations ken post second all right so it's been moved in second and then uh dr burrell i'll turn it over to you to kind of talk through what concern and rationale is yeah so bob the rationale um i'm glad you asked for that is we as we talked about i think was the november 3rd meeting a month ago um we we are um not able to be fully um or even partially you know into the school the new school candlewood lake to start the school year next year the huckleberry students if everything goes according to the plan now with the supply chain delay on the roofing materials our huckleberry students will be in staff will be getting ready at this time next year to move in in january that's the plan so the kids will start at huckleberry this is important just to explain again anyway i think for people um the kids will start the year at huckleberry and then when the when candlewood lake is ready to accept them and it's finished and we have a certificate of occupancy the students and staff will be moved into candlewood lake then the demolition process begins with the school which as we all know doesn't just happen in a few weeks there's a lot of materials to be removed and so forth once the building's down then the the development of the property to get the parking lot driveway and everything situated so there'll be temporary lots and you know just enough parking for the three grades that'll be in there the rest of the year will progress the parking lot will be finished by the by june uh june july and then can center school will move in in fall of 23 we'll have everyone there so the thought process is we really from a logistical standpoint um the fifth graders will still be at the middle school they will not be joined at candlewood lake so um that it just doesn't work on top of that when you have that extra grade in the second tier of how we would do the busing fifth grade not just sixth grade through twelve but fifth that has a significant additional cost count i think of three hundred thousand dollars to have enough of bus fleet to um make that work uh rather than having the more even split with the bus fleet so you wouldn't need those additional buses so um for for financial and logistical the rationale is we wait on the start times okay any questions from the world together we always said that the the start times would go in when we had the new school up so it's a little awkward next year isn't it so um did we actually how hard did we exercise that could you run the two sets of bus runs did that was that a formal cost estimate um ken if you want to come to the mic so you can explain because i know you work directly with all-star on that no that was an estimate just based on their their experience doing they did not reroute everything to see to see how it would look that's a massive massive project okay and then the concept right now we're running if i remember we're running the center school and huckleberry schools kind of in tandem as it is right um and so this the old the change would be running the high school and the middle school in tandem correct and a second time that's how you would do the two times right that we talked about and like with the fifth grade still at the middle school that's just too much is that what you're saying that's what adds the extra buses no because because because you got eight great okay i got it yeah the other thing that's interesting in context and we don't have a formal survey on that but talking with mrs lavroshano and um uh mrs diamond many parents uh even though we're talking about starting times uh it's pretty much the same for for the elementary grade um and looking to be healthier for the older kids and a little bit later um many of our parents of younger children are talking to parks and rec ymca and us about can you offer before school um care so they're they're not interested in a little extra sleep um they've got work schedules and family demands so you know looking at how we might be able to accommodate so just an interesting piece to the context and obviously we can survey and work on that as an additional opportunity to utilize our buildings wisely and help families all right all right so any uh any further discussion on the motion on the table okay all in favor all right any opposed all right passes unanimously all right um so there's no old business uh um there's a next on the agenda before public comment it's just an update on the candlewood uh project canada lake elementary school project so rosa do you want to give any updates that we have yeah i can give a small update um you know as we actually just talked about on with the delayed opening um you know in the earliest students not getting in there until or at least all the students not getting in there until um you know at least the winter of 23.

um but that doesn't mean and this is an important thing for parents to understand is that it doesn't mean that construction has stopped things are still buzzing over there construction is still moving along they've got concrete and steel still going in in some of the sections and they're still working on the tall walls and some of those more forward um pre-k administration gymnasium that those whole all those areas and actually if you you drive over there during non-school hours you'll kind of see some of that stuff coming together some of the roofing materials did get delivered this week so that's good but definitely not all that we need um and some is due to come in next week as well so um you know that's that's the structural stuff and it's still moving along um and the only other thing is uh furniture fixtures and equipment and um dr brill i know you had worked with um some of those teams putting those um materials together so maybe you have like an uh just a very brief update um i was actually working with uh tech town right before the holiday break to get a confirmation meeting oh one ready to go and so i haven't had a chance to send a notification to uh mary rose and and melissa um uh regarding getting together with uh eddie and the interior designer from tecton for one final uh confirmation meeting to go over the shelving and the furniture and so forth um we're hoping to get that in the next two to three weeks prior to the holiday break because they still want to get out to bid on schedule for the furniture again supply chain delay we want to be moving into a school next january with new furniture we don't want to have to have a short term repurpose of furniture or anything like that while we move into the new school so important to stay on time with all of this uh the other reminder for everybody it's it's most people would say of course that's the case but a good reminder to to let everybody know about is obviously if you can't roof the building you slow down the work because you can't enclose the envelope of the building and therefore can't work on the inside work that needs to be done everything obviously be exposed to the elements and would be ruined so that's really the the gist of the roofing material issues and mr cecco was here to explain that at the last meeting so that's all i have okay thank you rosa thank you john welcome right next on our agenda is public comment um so i'm just going to read our our general statement on the on public comment the board of education welcomes public comment individuals or groups can address the board concerning any subject with it that was in within the board's jurisdiction three minutes will be allotted to each speaker comments and questions at a regular meeting may deal with any topic related to the board's management of the schools discussion of personnel or individual members of the board shall not be considered appropriate so we have a uh sign up sheet that uh per our guidelines um with six speakers um for those of you who are going to speak we have these handy-dandy uh little hourglasses i've timed them 17 times over they're three minutes a piece um what i will do is as you speak first i'd like your you to give your name and address right so for the record and once you start speaking i'll start the hourglass just keep your eye gently on it and um and i'll when it when it runs out i'll just give you a reminder that three minutes is up so and we'll see if we could then finish your thought and uh and uh and we'll move on to the next speaker so and uh we welcome your input so thank you all so first up is uh warren fentress oh you've got you're kind of i'm here and i will tell you that we've spoken to our health director is when you're speaking if you're uncomfortable you can remove your mask while you're speaking that's uh that's allowable in general it's a masks on in the school but he said for a speaker in front of a microphone you're welcome to pull your mask down or you know whatever but then please put it back on after thank you mr fentress i've read um can i start name and address warren ventress 173 barton um okay can i start now yes i've read about issues like crt and other concerning topics being pushed in the schools that seem highly inappropriate to my values uh so if things like bogus racist claims or the sexualization of our children are seriously being considered here then we as parents need to let the board know how we feel and i have to tell you i feel kind of let down by the school management that seems unconcerned with truth which should be our highest ideal with science and with common sense and we should be following the law emergency use authorizations are prohibited from mandates according to federal law keep that in mind as a graduate of simsbury high many years ago i was taught to question authority and speak truth to power because truth matters the truth is real yet what i see in the news in the schools is an abdication of truth of rationality and common sense the politicians politicize facts to push a narrative that serves them not our children and this isn't a right versus versus left issue this is right versus wrong this is good versus evil which we're being confronted with in society right now this kovacs fraud and it is a fraud has people really confused because we're being lied to by people we thought we could trust doctors scientists even lawyers and legislators history teaches we should never blindly trust those in power especially when they are puppets of this new world order which is ultimately a satanic cult but i digress these new world order perverts eugenicists like bill gates and klaus schwab of the world economic forum have presented the public with a fraudulent pandemic and bad science all to push an agenda of genocide this is not just criminal it's pure evil this is what we're being confronted with what's the truth masks do practically nothing to stop infection this is what the science proves this so-called vaccine is in fact a poison it's not just killing our children it's causing injury and death on a scale never seen with a vaccine this has been proven by scientists like nobel laureate luke montane and doctors like david e martin this pandemic is actually an illuminati plot which i read about from a book written in 1991 by bill cooper called behold a pale horse he's described the what we're seeing right now to a t i reviewed the cdc data including the vaccine adverse event reporting system data over the past two years and myself as a former medical device engineer and pfizer executive the data proves covit is a fraud it's just the flu and it's been renamed covet the cdc data if if accurate is definitive you have to realize that there are compromised people in our government who are trying to kill us and our children you can ignore you need to ignore the state board of education rules that are giving you because these are coming down from an illegal group of orders that's based on lies you're abusing our children by making them wear masks which do nothing but cause psychological effects and they have to rebreathe their co2 this is no justification for them there's no justification for them on healthy people requiring masks is simply tyranny any rules that violate the constitution or the nuremberg code can be ignored this includes masks faxes and mandates the state department of education policy may provide you with misguided rationale for requiring masks but i don't care what these unethical bureaucrats say i care about the science and the truth there's no justification for the masks for the vaccine all this is is another holocaust understand that these perverse corrupt elites and their minions are the enemy it's not left to right it is the new world order this corruption is all over the place and if you're supporting them you're either criminal stupid or corrupt yourself your time's up sir don't think you're going to get out of jail free by pushing these masked mandates you're going to have to take a stand this is good versus evil you're going to have to choose which side you're on thank you all right next up is uh i'm handwriting's a little off awkward sean sheridan did i get that right sean yeah all right perfect couldn't tell if that was an iron l hello everybody i'm sean sheridan uh i'm at 96 perry drive into milford my daughter attends brookfield high school she's an athlete on the cheer team and i want to use this public forum to address my concern that members of the team expressed their concern over bullying in the team an investigation was performed by the school the conclusion of which omitted critical testimony and unfortunately i don't believe that anything was really done about the concerns of the students and now we're in a situation where there's a program of reconciliation where presumably students who had quit the team and have been absent from the team for six months are going to be admitted back onto the team something i don't believe would happen in any other athletic program in the school but the small number of students who did not quit the team remained with it will be penalized in two ways first of all they're being forced to accept people that were essentially bullies back onto the team um and in this interim period where it looks like there will be no competition cheer for the athletes on the team they won't be permitted to pursue composite competition teams outside of the school so the students that did not quit the team are going to be penalized in two different ways and i find this to be unacceptable and i would like to see a solution which would include allowing these athletes to do competition outside of the sideline share program which looks like the only thing that will be available them to them for the rest of the year and i would like to see the students that decided they were going to quit to be barred from rejoining the team because that's unfair to the students that stuck it out that's what i have to say on the topic thank you thank you okay next on the sign up list is mark ferry my name is mark ferry i live at 52 optus road south i'm coming to talk to you about partly about the cheer issue but more on what i think is a systemic failure within the schools to address complaints that are brought to the school i am the person who filed the complaint which was uh responded to with a with an attorney that honestly the cost of the attorney i'm pretty sure was more money than i pay in taxes so you basically took my entire tax bill to come up with a lawyer to tell me that i don't know what i'm talking about i have worked at mental health for over 25 years i've conducted over 500 abuse and neglect allegation investigations including some that ended in death i've never led with an attorney before i've never done what you've done which is to refuse to speak to me it is now 57 days since i filed that complaint and i still have not spoken to anybody at the school about this other than dr mcmorran on october 11th when he was brought in and then after that i was written by both the board of education and the superintendent saying that you're not going to discuss this with me there are several children who've come forward and said that they said what happened to them and it was not in the investigation report everything our kids said the investigation said were lies or didn't include it at all your reaction to it what i expected and i actually wrote to you several times in this which you've never responded to me what i expected was i was going to notify you of a concern i had you're going to bring me in with my daughter and have a meeting with me you would do an investigation using a clinical specialist not an attorney and probably do some sort of retraining of the employee and that would have taken care of everything probably within a week and i told you that that that was what i expected instead you responded with an attorney the attorney told me that nobody was going to talk to me only them she was misrepresented as an independent investigator but i don't see an independent investigator excluding testimony of several young girls about serious incidents such as abuse so what you've done essentially is you have silenced all of these girls and you continue to silence all of these girls as recently as last week you met with a parent and told them to date you still have not received any other complaints you we have all seen the emails that have been sent to you because we all share them and then you say well it didn't have the word complaint in it okay well title nine has some pretty strict rules that says that it doesn't have to say the word complaint in it the minute you become aware of it as a mandated reporter you have to do something and you have not done anything what instead what you did is you issued a press release that made it sound like our girls were having sex with employees mr fairy time's up and they were bullied and you were notified of that bullying and nobody contacted us about that nobody did an investigation on the bullying and you're supposed to have somebody called a climate specialist as an employee the town and they're supposed to be in charge of that and nobody has heard of this person so what are you doing [Applause] okay next on the uh sign up list is marnie mcniff mrs mcnamara okay then next up is grace perry you pass okay and last is irene korea irene korea 45 west wisconia road i read the redacted report of the cheer investigation i found several lincoln's history inconsistencies and missing information and inconsistencies and dates the original complaint was a 13-page document and the investigation the investigator only submitted a 16-page report i would ask the boe not to accept the report as written and ask follow-up questions tax dollars were used to prepare that report which was completely inadequate and incomplete i also found the conclusion published in the news times as unprofessional the district owed the families an email as the report's findings thank you thank you [Applause] so that's it for public comment i'd like to thank all the speakers this evening for giving us your input um i think that that takes us on the uh on the agenda to three main points okay i was thinking of um just doing a brief covet update based on dr brill's latest information to us then going through the budget presentation and then as the third point i would combine our postponement of the school start times with the candlewood lake elementary school building project update sounds good any other suggestions i had good all right good done um all right um then upcoming events all ancestral traditional and contemporary lands of the anishinabe including the odawa ojibwe and bodhi wagnee and wyandotte peoples i further acknowledge that our city stands like almost all property in in the united states on lands obtained generally in unconscionable ways from indigenous people the taking of this land was formalized by the treaty of detroit in 1807 knowing where we live work study and recreate does not change past but a thorough understanding of the ongoing consequences of this past can empower us in our work to create a future that supports human flourishing and justice for all individuals and this is the land heritage statement thank you galen um would you like to do the roll call now i'm going to check the uh queue i think someone's trying to get in oh okay uh a funny order now or at least the one that i have um the uh the the um the refutation of false claims about deer management is under solid waste challenges and strategy from staff's perspective no on yours john it's not the most recent one that came from galen earlier today okay i took mine from the um thank you i took mine from the public thanks john yeah we have two attachments um the wrong legislator uh for the deer call and then there's two for solid waste okay um lisa did you have a further comment okay um um are there any uh suggestions to to modify the agenda hearing and seeing none back to the traditional uh means of just you know mentioning what topics were discussed and what happened because people anybody can refer back to the uh video recordings if they want to know exactly what happened okay so um so um are there any questions or any discussion do i have a motion for discussion of the minutes okay i hear i hear in c9 so let's vote on it um if you whoever approves the minutes as the draft limits as presented here on legislator raise their hands or say aye aye any of any opposed hearing and seeing none any abstentions here and see none so the minutes as posted on for the first time and we have a new solid waste coordinator i think the title is here in the city um sarah mason is here as well so um we'll have you guys introduce yourselves on during the committee reports and uh during the presentation uh for you sarah okay well let's see um [Music] anybody raise their hand yet caleb on the line uh no okay well this ends the public commentary period um let's move on to unfinished business the first item is the gelman plume the status of the ms4 notice of violation rita do you want to um thanks steve um this is just a short uh update i have had a conversation with evan pratt our county water resources commissioner and um the status is that there hasn't been any change in the plan for the galman plume resolution of the 1-4 dioxane infiltration of the allen creek drain that goes through through town through west park he will be contacting the county legal team to address additional comments there's some just confusion about responsibility and so i have invited him to attend our meeting in january so um i'll expect him then and we'll have a better update than this that i'm providing but there is a concern that there's still some one-four dioxin flowing there and then it hasn't been addressed thank you rita are there any other news about the gilman plume that anybody wants to share just raise your hand okay i hear in cmed so let's move on to the next item which is uh the deer management resolution um chris uh you have the floor chris graham so i think you all have in your hands a couple of documents that i'm presenting this evening hopefully for your support um one is a full two-page resolution um with a memorandum that precedes it that addresses um concerns those of us who who have long felt too many deer in ann arbor has been a very serious problem that we made great progress over over the five years that we're doing calling we cannot stop it we know we need to go back and keep doing it on a regular basis and the second document addresses the paper tigers that were thrown up uh five years ago or six years ago um suggesting what i call falsehoods about why the course that the city took wasn't a good one and i'm extremely grateful the city did what it did um my neighborhood probably benefited the most that was not intentional it had to do with the fact that the university allowed calling in the arboretum and of course the golf course here in hills and the surrounding native forest fragment woodlands near it parklands were outstanding locations to call deer and that made a unbelievable dent in the 100th deer or so that were roaming this neighborhood we went from being overrun to four lovely ladies who were sterilized running around and the change was unbelievable however uh one of my guys left the gate into my backyard open and one of those lovely ladies went back there and i went back there after her and chased her out and came back indoors and found a black-legged deer tick crawling down full sized female crawling down my arm sitting in my drawing studio i've lived in on this property via my family since 1960 i've never had any tick on my body working outdoors hundreds of thousands of hours in 60 years and to find a deer tick immediately after a deer went through my backyard is very alarming some of you may have friends who live in connecticut and long island or wisconsin who have gotten sick from the five or six different one of the five or six different bacterial diseases that deer ticks carry um [Music] and and you probably know some of them have never recovered or have had many many months of very difficult health problems from the most famous of these bacterium is called lyme disease i this critter these ticks are now very much in ann arbor and they were not here um when i was a kid uh there weren't any deer in ann arbor or anywhere near you'd have to go out in the farm fields well out in the country to find deer and then not very many because out there hunters can work with them but slowly the population is built up in a very amazing success story and they found very highly nutritious food in the city all of our wonderful landscape plants they've found cover they've found an area where they cannot be hunted um it's a very difficult problem to understand what to do with and there's some people who are um well i won't use i'll read the read the document that's been presented to your second document's been presented to you that make arguments that are very difficult to work with the most important of them is using rifles to kill animals in in the city is dangerous and unacceptable um generally speaking i agree however the professionals that we hired um use a handmade ammunition that breaks apart if it gets a leaf they use their weapons in restricted areas at night with night vision equipment with silencers they use their weapons only where deer come to bait piles that they have put out there and they are extremely close to those deer there's absolutely no room for error a lot of people say well why don't you use boats that would make us feel better well it's very difficult to be certain that you're going to kill a deer with a bow with an arrow um and if you don't then you're having to track a deer probably on the private property until you can find it and that's also not acceptable and would be cause for great alarm they take one shot the deer falls on the ground the meat is eaten by food gatherers and distributed there are people who process the meat at much reduced cost so it can be given away very inexpensively and there probably is not a better meat protein to eat than deer it's extremely lean meat very low fat um very good for people if you eat meat um so i'm going to stop spouting i'm i'm hoping that um someone will second the motion here and that we can approve it and request then that the council go back and reconsider its decision to eliminate this work from the budget last spring i'll put the motion on the table well chloe do i have a uh a second okay brian how about needing seconded so let's open the floor for discussion uh please raise your hand if you would like to make a comment about um i i just wanted to thank commissioner graham for uh picking up the the ball on this uh after i dropped it somewhat uh due to some uh family issues um and i appreciate uh all the hard work that's gone into the the resolution before us tonight um i it it seems very clear to me based on what we've heard from professor dick and others that uh the deer population is is currently at a level that's doing serious long-term harm to our ecosystem and i i think the call is a regrettable necessity at this point that's that's what it comes down to for me john you have the floor yeah uh thanks also i also want to add my thanks to chris for putting this together just had two items on the resolution one a question and one a friendly suggestion one of the most compelling things i found was the statue included about the natural area programs impact and i'm wondering if that can be backed up with any documentation or explanation i went back to your may 2021 message to council and saw it there but i was looking looking for something else just to kind of bolster that that fact so that can be um further explained how you got to 15 million or referenced with some type of you know documentation that would be great and then in the fourth paragraph [Applause] that begins it is difficult my suggestion just to kind of keep people you know invite people into this i would suggest rewriting that to say in order to better understand how deer browsing can impact ann arbor's treasured natural areas comma the city hired and then the data are clear so just a friendly suggestion on editing that there the city passed a millage back in the early 1990s and it's a very interesting story to tell you that because it was the beginning very beginnings of protecting natural features in the city and um there were a group of baroques growing east of the veterans administration hospital that were placed smack in the way of a relocation of fuller road and oakway that used to go up in the middle of the hospital and there was a meeting where we got the mayor and most of the council out there to look at these trees and out of that came an agreement with the university to move the road to the east and save the trees but also out of that meeting came in a recognition because we looked at the understory under the trees completely full of very mature buckthorn and hammer honeysuckle that our parks were in big trouble from invasion by invasive shrubs and from that recognition came uh leadership from the sierra club members of those of that group were at this meeting who then asked the council to support a millage to start the naturalize program in the parks department of the city it's it's that amount of money that has been spent by the people of ann arbor through the millage supporting that program since then that amounts to 15 million or so and of course a lot of the work at clearing invasive species from our parks in order of their importance to our biological diversity has come from volunteers and dave bourneman estimated what the number of hours of volunteer help has been over all these 30 years so the this number comes from these numbers come from the horse's mouth we've had one leader of the natural areas program since the beginning dave bourneman um he's been very special and i can only quantify that by saying when i first started and back then almost no one in ann arbor knew about invasive species almost no one knew about buckthorn or hammer honeysuckle and now i don't encounter anybody who does not know about invasive species now we have many more garlic mustard is very famous i appreciate that all that i still think it needs to be clear in the document it's so that we don't get pushback on it uh okay so um thanks john so that was a friendly amendment um chris uh are you gonna amend the uh resolution that's suggested um i'm not sure i can write it on the spot but if you trust me to do so i will okay yeah before you submit it to galen right um um shannon your name is uh your hand is up um i am fully in support of of uh the work that chris did here and i would just like to share one um anecdote um that ties some of these things together that i i think is a powerful story which is um i moved into my house that backs up to a ravine that is connected to west park about 18 years ago and i have been the park steward for this natural area for that whole time and there's been a kind of a small group of us that have been working on this area and um we have systematically been in the beginning it was garbage and things like that and and we have removed all kinds of invasive species and part of the joy of doing that is that we um introduced sunlight onto the forest floor in this area and we started getting a really wonderful display of our native wood and wildflowers that came in through here um specifically hundreds and hundreds of blood root which are one of the first wildflowers to bloom in the spring and are extremely important uh food for overwintering uh bumblebee queens because they come they hibernate and they come out and that's like their first food they're not they're not going into the daffodils the non-native things they're going into these native wildflowers and that's probably the first one that comes up and uh it was a real joy to see all of this happen and respond with all the work that the volunteers and i have done over the years starting about four years ago um they just depleted one year and we saw dear prince all over and we are now down to about four or five blood roots in an area that had hundreds and hundreds of them all over the hillside so there really is no way to be able to calculate the impact of what that has on our ecosystems not just the plants but all those relationships that happen with the um with the other critters that are part of our systems and uh i see this in my work all the time i can go into a woods and just tell you the deer is browsing everything because there's only about five native wildflowers that grow that tolerate the deer and normally i would see 25 or 30 different species it really is just having a huge huge impact on our ecosystems so it's not just people's hostas in their yards it's really our natural areas too so i really urge us to be able to take this next step and try to get this in front of um our city council and in front of the um the people of ann arbor again to be able to um really take the bull by the horns and try to make this happen so shannon's probably in a neighborhood where there's not enough room to be safe to call oh probably not um so uh yes it is like right in right near west park um i definitely saw a difference in the call in the outer areas and especially the areas along the river in in clients yards on the landscape arctic and i saw that um i saw a big impact in that way but there's areas within the city that are a little tight in terms of being able to have the call happen there um but i think all of it makes a big difference though i really truly believe that so um you know i know some areas will not benefit as much as others but i know also that it's not just my little ravine it's important it's it's all these other areas around too so i feel like it's super important to have this call happen so i'm hoping that if we have an established program that doesn't go away that a couple of things will go on one is that we'll work with surrounding townships from which a lot of deer come into the city and get them on board to doing the management that's needed to slow this whole infiltration process down which is slow but sure the second problem is that everything to do with what we do or anybody does with wildlife in michigan is absolutely controlled by the wildlife division of the department of natural resources and they are on the whole uh i won't say controlled but led by the interests of hunters and hunters don't like anybody killing deer if it's not them for their purposes i don't think there's any chance that we're ever going to have open hunting in the city so how do we solve this problem of many parts of the city having an uncontrolled herd of deer well one way would be to allow the people who do this work to shoot them with darts and essentially knock them down with a sedative and then euthanize them that's anathema so far to the dnr and to hunters but how do you solve this problem of not wanting to use rifles but still needing to get deer out of here or at least down to numbers that are sustainable part of the problem about euthanizing the deer is that um well part the issue about darting them is you're using a drug and at least so far it is said that the drugs that are used are leave the meat unedible and that's not a good answer either so we really need to find a way that darts can be used and um and still have the meat be edible and still get agreement from hunters and that's a difficult political problem but i'm hoping the city of ann arbor as it did with sterilization in the first go-round can lead the way in the state all right thank you chris and any other comments please raise your hand rita i also support this um approach um again and i agree with the reluctance on on the actual killing aspect of it but when we think about the the many interconnections and i think that shannon's description of what she observed firsthand um is really a powerful one and as as one of many of us who support pollinators that's that's a huge huge observation in addition i know that the studies that were done focused a great deal on oak seedlings and their their potential regeneration or browsing by deer and since oaks are acknowledged to support a lot of insect life that is life for birds and squirrels and other things the opportunity for us to support the regeneration of of any forest is really an important thing and especially as we move forward in climate change we know we need to have our forest for carbon sequestration we need to protect the big trees but we also have to foster the trees that will follow them and so that's yet another reason i think to support this approach the initial tier management plan also included some monitoring by air identifying locations that have the most heavily um are most heavily populated by deer and i think that can help us uh move forward and maybe with the the other ideas that chris mentioned um their ways to to do this that's effective um and makes things uh approach what we want in terms of a balance and it is a balance that we want that's it thank thank you um are there any other questions or comments i don't see any so i'll have i have one chris and that is that um um both the county and the university owned property within the city limits um so how how is this coordinated um with the county and the university um very closely with the university they've been very helpful and very cooperative and and um have even done better enforcement against people trying to interfere than our own city police have done um the county has not been able to get to it yet um it would be very helpful if if something could be done in county farm park there's a big vegetable garden there there's a very wonderful development whose gardens around this new really interesting low-income housing project is going to be astonishingly quickly destroyed by deer in county farm park it would be very helpful if they would work with us there and in surrounding county properties they have many natural areas that are close to the city and i'm confident they're having at least the problem we are okay what about um i think what about concordia college uh there's a very large deer population in marshall park and along the river east town [Music] and it would be very helpful if they would allow activity on that property away from the buildings chris have you has there been any um connection with um barton hills barton village not a cooperative connection but barton did the first calling beginning in the 90s the dnr gave them a permit for about a hundred deer a year they did a study um prior to being granted that permit to see how many deer were coming and going through barton hills and it was um through the property it's about two square miles the forest preserves in chicago did a study of the carrying capacity of deer in order to have one foot tall trillium which is pretty healthy trillium 12 deer square mile um darren hill's got between 60 and 100 deer out of there every year for more than a decade trillium were beginning to come back to barton hills there were when i was young great wraths of it out there and they had all disappeared and now we're back in the same soup there was a whole new set of board members and a whole new set of owners out there that are much younger with kids and so a lot of concerns and [Music] and wild rest was getting old and so they stopped now it's back on again and they're slowly ramping up the number of deer they can take each year that was the first place i saw deer in or near the city in barton hills about 1975.

well as i recall the the home range of female deer is something like two miles probably less than that um probably a neighborhood they don't go very far and their kids stay close it's the bucks that go two miles or three miles or all the way to long island where all the bucks are sterile because there are a lot of fertile girls up there sorry that's a joke i probably should explain new york spending new york is spending millions to sterilize the bucks on staten island which is an interesting approach yeah um so i only have one more thing to add and that is that um i mean i personally have a good friend who lives in new york and who whose face was paralyzed for six months because of lyme disease and i've worked with another young woman who um was paralyzed probably for life from the waist down from lyme disease and i and i i spent a lot of time in the woods and um and um this year this summer though walking through the yard i have found a deer ticks on me after going through their pathways on the uh in the art so um you know i think we ought to all be mindful of that as well so the baby the baby deer ticks are about the size of a pinhead they can jump from a plant onto your pant leg and they can carry the bacterium yeah i i recognize them the black legged ones exotics and they um but i what startled me is whenever i find one i always find a couple more yep you go through a patch of them yeah so um this is this is another public health concern i've been saying that's the biggest concern all along although i'm as you know very married to that protecting natural features in ann arbor and really re restoring them and and we've suffered terrific damage already and we've spent all this money and time clearing the invasive shrubs away and letting more light on the forest floor so our what was once a very rich wildflower flora on the fourth floor and come back and then the theories are eating it all right well um thank you is there are there any other comments people would like to make um so let's end the discussion and move to a vote uh do i have a monkey to vote anybody uh lisa how's it a second yeah okay rita um so all who all who uh all who approve of this resolution requesting a deer call uh be reinstated for the city uh please raise your hand or say hi hi hi hi um any new means cena i see it here none any abstentions i seen here none so the resolution to be amended as discussed earlier uh passed unanimously so thank you chris and bob thank you thank you all very much i continue to be available to answer questions from any commissioners that wonder about things um we started in on this six or seven years ago and and the understanding and knowledge is deep okay so let's move on to new business so the first item is the quarterly solid waste fund report um let's see who wants to take that on molly excuse me curtis i see a hand from kathy griswold oh kathy i'm sorry hi i was having audio problems previously i just wanted to say i'm calling in from lake tahoe holy mackerels okay got some skis out there no but i'm watching the sunset [Music] okay thank you so um let's see um okay so um molly do you want to present the solid waste just give us the bottom line i think maybe i'm a little confused on the agenda i apologize uh hi i'm i really want to be um for them to provide all of the updates um be acceptable to the commission oh i'm sorry you're breaking up quite a bit molly i couldn't understand you uh video your video's frozen and your voice is breaking up can you do you want to try one more time hear me yeah a little bit um no you're still breaking out if it's all right i and molly if you're hearing this um please step in if if your audio comes back through but i can i can step in because i believe i understand what molly where she was headed with this as we talked about the agenda previously the solid waste report the fund report that was provided is provided as a communication item you have that in your agenda materials and what we had hoped to go into is molly was going to cover an introduction for sarah mason for myself for those of you who have not met before um i think in the interest of keeping the meeting moving and i hope um you know if molly joins back in she can interject and correct redirect us if needed but i'll say you know for myself i'm kayla coleman i'm a community engagement specialist with the city of ann arbor and i have been helping out in the solid waste world over the last few months when we with the departure of the previous resource recovery manager i helped to fill that gap while we were working to find sarah mason and bring her on board as the new resource recovery manager and i'll have some continuing involvement in solid waste programs for the time being so i've been asked to to join your meeting tonight and help with covering some of the updates and um updates for solid waste it looks like molly's back end so let's see are you do you want to try again molly i can i don't know if anybody can hear me now we can't get better that's good i am not tahoe sadly um i'm just right at home and i have apparently poor service so i don't know um but kayla it sounds actually i heard everything um so um take it over i guess from here all right thanks molly so i i had just introduced myself and i was gonna turn it over to sarah perhaps if you want to introduce yourself as i said sarah is our new resource recovery manager we welcome her and are excited to have her so sarah please feel free to introduce yourself hey thank you kayla good evening everyone i've met a couple of you um excited to be here and meet everybody else as kayla mentioned i'm sarah mason i'm the new resource recovery manager with the city uh started a few weeks ago remotely from houston texas and then i moved up here the i guess just the weekend before thanksgiving so just in time for snow which is a nice welcome uh to the north i am coming to you i worked for the city of houston for 15 years doing local environmental programming had the opportunity to touch on a few different things urban forestry and air quality but spent the bulk of my career doing waste reduction and recycling programs i spent the last 12 years with the houston solid waste management department and my last role there was as the recycling manager managing our drop-off operations and doing a contract administration for our recycling and diversion program so i have a lot of knowledge about solid waste and recycling cycling generally uh but i am new to ann arbor and new to the programs here so it's been great um kayla's been a really excellent resource on getting me up to speed and you know it's been nice to meet the team and get started so just excited to be here welcome to ann arbor thank you sarah for providing that introduction and uh the next where we planned ahead from here was i'll cover some of the challenges uh talk a little bit about what the solid waste program area has been experiencing both recently over the last few months that i've been involved in this area and challenge longer term challenges as well as some updates on current initiatives that sarah and i will give you know speak briefly about together and then hand it over to jenny for a circular economy discussion and time for question and answers uh following that so if that sounds all right i'm gonna go ahead and jump in to some challenges so one that i wanted to highlight is of course staffing shortages this is not unique to ann arbor or to solid waste it's obviously a nationwide challenge and it certainly has affected us we've seen turnover both on the side of administration and programming as well as operations with the vacancy for the resource recovery manager being one of those those turnover positions but also we currently have an intern position that we're trying to hire for and uh trying to hire for a new contract compliance specialist um so with all of the shortages and and outages of staffing some that have been short-term some that are longer term um it certainly creates strain on the existing staff to keep up with all of the competing demands and then also just the transition process of bringing new people on board and up to speed i experienced that myself joining um the solid waste group back in at the end of august and i think sarah's you know gone through that herself in the last few weeks getting acclimated to a new a new area another challenge i just wanted to highlight are all the contract changes we've experienced the timelines for many of our major solid waste contracts have come up for renewal or have expired within a pretty short time frame uh contract scoping and negotiations can be a pretty lengthy process especially when you add on stakeholder engagement leading up to that to help scope out envision for a new contract so all of those are time consuming the the timing such that they happened in a in quick succession has certainly um been a strain again on resources and even once a contract is adopted there's usually an adjustment period where um both the staff and the contractor is getting adjusted to new things like changes to invoicing or reporting or other practices and we've certainly seen the um you know the pull on us for that service limitations and ongoing service issues with particular properties or pickups is a concern in the solid waste area that is very familiar and is near and dear to hearts of anyone who's worked in this area um collection timing and frequency can be challenging and some of that is governed by the contracts that we currently operate with them um and there's opportunity to make improvements with new contracts coming up such as with commercial franchise uh contract update we hope to to tackle some of those but we're also looking at mid-term or near-term solutions so in relation to service frequency and timing of service i wanted to note the work that staff did to negotiate sunday service for the downtown area with waste management uh it is now an option that is available but it does require a minimum buy-in from downtown customers in order for us to achieve that and we've not yet been able to get enough buy-in to implement uh implement that sunday service but we think that it could really help with some of the challenges we see i'll wrap it up i just got a couple more here on challenges i wanted to know enforcement this is an important piece of a multi-disciplinary approach to how we can tackle some of our solid waste operation issues but again they have their own staffing shortages and limitations and with the limited number of community standards officers that we have we also face competing demands for their time but we have been able to leverage them to help with enforcement for trash on the ground and bulky waste especially around student move-in at the beginning of the semester and in relation to football saturdays finally last last one on challenges is just to know it's comp it's a fall leaf collection and compost heavy season and that of course presents challenges with the the fall leaf pickup sometimes there are properties that may have upward of a hundred bags of leaves on the curb at one time and when service trucks come through and get entirely loaded down from a single parcel it really presents challenges uh for for us to continue to deliver continuous service across all parcels of the city so i'm trying to space out when bags get put on the curb can really help um and then something we can't really control for but just to know that it's a challenge is with our changing climate seeing things like the snow that we got earlier this week and having compost bags in the snow banks and then seeing weather like today with snow melt and ending up with heavy wet bags of leaves all of those create a lot of challenges for staff and that so this is just sort of to paint the picture of the reality that we're working with then but also um you know to move on to some of the updates and initiatives that we're working on i'm going to talk about one that i've been heavily involved with and then i'll turn it over to sarah here in a moment but in terms of updates um we're working heavily on our education contract so many of you know you may likely know that the city has in the past contracted with the ecology center for educational programming to k-12 students and with the expiration of that contract we've been looking more broadly at what our education needs are for community-wide to have a community-wide impact on education and looking beyond k-12 students but what else could we do with marketing um outreach engagement and other forms of education so that's been again a very resource intense process we we scheduled a series of stakeholder engagement sessions we had the pleasure of talking with council member dish and commissioner callawar as part of that process representatives from the zero waste working group so thank you both for participating in that process we also spoke with service providers some of our folks from waste waste management we care recycle ann arbor as well as representatives from ann arbor public schools so we could get a first-hand response from educators in the classrooms um other internal operations so thinking of customer service enforcement public works what are they seeing and hearing and trying to really think broadly about what our needs are for education what priority messages and priority audiences do we need to reach so we are now in discussions with the ecology center working to develop a scope for that and we do hope to have a contract in place possibly by this spring and if not that then for the start of the 2022 school year so i'm going to now hand it over to sarah to cover a couple of other updates so on to you sarah thank you um thank you kayla yes uh just a couple of other items to provide you an update on one is the commercial franchise contract in the downtown service area kayla mentioned this a bit and the challenges and some of the things that we're trying to address the solid waste resource management plan had recommended improvements to that service area especially in downtown and the city's current commercial franchise contract was extended but it does expire in june 2023 and so we're beginning now to engage stakeholders particularly the downtown district and others to work on developing an rfp to get a new contract in place prior to the expiration of the current contract and in that new rfp we're looking to emphasize like improved vendor communication service options service timing and reporting options and so due to this uh the complexity of this contract we want to go ahead and get started now so that we have time to do that stakeholder engagement and make sure we've got the feedback we need to compile a scope of work that's going to address some of the issues that we've had ongoing and this had intended i think to be started a little bit earlier this fall however because of some of the staff turnover and other challenges that we've talked about we had a little bit of a delayed start but we're looking to start that stakeholder engagement either later this month or in early in the new year and then the other update that i wanted to give was around year-round compost collection i know that this is a um something that's been of big interest that was also mentioned in the plan that was also mentioned in the previous comprehensive organics management plan so we're excited to share that we are going to be doing that as a soft launch this year we'll be doing a monthly collection for january february and march and we're taking this opportunity to kind of learn about doing that organics collection during the winter months it will be in the carts only so because of the issues with picking up leaves and bundles of branches in the winter weather we'll just be doing the cart collection and so that will start in january and we'll have a little bit more information to come the specific details on this schedule and um some recommended uh like things that you need to do to put your food in the cart to keep it from basically freezing to the side of the cart so the collection will still be efficient um and yes i think that is everything i had to share so up next in our presentation will be um jenny to share an update on the our presentation on the circular economy paper hi everyone i'm jenny patoski i'm the solid waste outreach and compliance specialist i'm going to share my screen kaelin you got to let me do it should be good all right so back in may 2020 uh the online journal sustainability pro approached uh dr stoltz about contributing to an a special issue around the circular economy and cities reached out to public works and management and staff decided that we did want to work on collaborating to write a paper together so we wrote this paper envisioning a circular economy the journey of one mid-sized midwestern city you can see all the contributors there um galen myself missy uh our former resource recovery manager eileen naples and then a lot of interns and a equity fellow as well so why did we want to write this paper we thought it would be a good way to generate interest around this really amorphous idea of what is the circular economy we thought it would also build and better cement the partnership between the office of sustainability and innovation and the department of public works and we got a lot of things out of this you know first of all we're published this is a published paper so that was really awesome we also started uh we were able to showcase the things that we've already done in the city of ann arbor because we've done a lot in this realm and we're also able to start generating a lot of momentum around what is circular economy and it also set us up for grant funding which i'll talk about it set us up to do recruitment i don't know if this is true but i hope it's part of what brought sarah here um so i i want to talk about what the circular economy is i can't see you all but if you'd raise your hand if you know what the circular economy is like your physical hand i would appreciate that okay i see a few of you you know what it is so bait thank you so basically the circular economy is the idea of moving back towards a culture that is regenerative this is if you knew anybody who was around during the great depression they saved everything because things had value our throwaway culture has really only been around since after world war ii so we want to move back towards that culture where things have value and you can see this pyramid here has um some ideas of how we use our resources and the best ways to use our resources and the least best ways to use our resources so removing the need for that resource is the best way to deal with that resource so if you think about like the strawless campaign did you do this foreign campaign if you did you remove the need for that resource and then um reducing this is like thinking of things like printing on double sided both sides of your paper so you reduce the need for paper resourcing it's um this is changing our source of things so this is moving from fossil fuels to renewable energy reuse you're using something in the same flow so this might be i'm getting rid of a cabinet in my house and i'm gonna put it in my garage for you so not reusing it and then down here we get to recycle so recycle is not the best use we have all these other uses of our resources that are better and a real key here is redesign we have to think about these things from the beginning thinking about our waste from the back end as waste is not beneficial we need to start thinking about how we design these things out so our paper we know that there's all these practices out there regarding circular economy there's some in the united states there's a lot more in europe we know that there's this theory that there's all these practices people writing about the circular economy and we really wanted to look at both of these and pull them in and see what the city of ann arbor could potentially do in this realm so for the purpose of this paper we use the ellen macarthur foundation definition they're very big organization in this realm so a circular economy aims to redefine growth focusing on positive society-wide benefits it entails decoupling economic activity from the consumption of finite resources and designing waste out of the system underpinned by a transition to renewable energy sources the circular model built economic natural and social capital so when we were thinking about the circular economy we we saw all these different things that we could do and we wanted to provide some kind of categorization so we used this classification system from dr stones's previous research and we said you need to have actions from all 12 of these categories in order to have a successful cultural shift from a consumptive economy to one that is circular and the next parts of this presentation are going to talk about most of these top most of these categories collaboration and partnerships so when we talk about the circular economy we're talking about a complete cultural shift we cannot do a cultural shift in a vacuum we need collaboration we need partnerships um one thing that we're working to become part of is the washington regional resource management authority it's seven communities in washington county they work together to align on messaging to leverage their combined energies we are also working with washington county we're part of their plan implementation advisory committee for their solid waste plan so they ask for our input on how to help implement their solid waste plan as um kayla mentioned we have contracts with recycle ann arbor for curbside residential recycling we work with be care denali for composting just south of the city um is our compost facility a lot of organ a lot of municipalities don't have a compost facility that close and working with the ecology center as kayla said in the future we'd really like to leverage the a20 partners network to in regards to the circular economy we'd also like to work with spark in washington community college to incubate circular economy businesses we want to work with new to incubate circular economy non-profits district 2030 if you don't know what they are they are an organization that aims to reduce emissions and water usage in buildings we could potentially work with them to work on waste within buildings we're working with environment great lakes and energy that's a michigan department at the state level they have a materials marketplace this is a place if you're an organization or a municipality or a business you can go here and you can buy and you can sell goods so it's like a reuse marketplace um when i talk about collaboration we're gonna need to work with industry groups even though we may traditionally see them as as the enemy or the opposition we feel we really need to work together so for instance the recycling partnership is a organization of a lot of very large plastics producers um but they're really working to improve recycling in the united states so they fund things like recycling carts for municipalities and tagging programs to improve the contamination rate in the recycling the product stewardship institute they're working on extended producer responsibility legislation this is the idea where the manufacturer is responsible for the good at the end of its life rather than the consumer or the municipality we're also working with italy which is local units of government for sustainability in fact we are part of their circle city scan tool pilot 2.0 so in this pilot we're looking at the goods and services coming into the city of ann arbor and those going out and helping to focus on what will have that most impact on the circular economy so there's only four organic four cities that they asked to participate in this it was denver colorado cupertino california maui city hawaii and the city of ann arbor and then we're also part of the urban sustainability directors network funding funding is always an issue what do we have right now we have the sustaining ann arbor together grants this is up to ten thousand dollars available to an organization um that's working on some kind of sustainability initiative in the city in the future we want to keep promoting those grants um we'd also like to do a holistic assessment of what kind of funding is out there for instance can we use city funding to leverage industry grants or foundational funds what does that framework really look like um what have we done we've recently applied for an eagle infrastructure grant so our drop-off station where we accept um recycling that is not accepted curbside it's located on a landfill and the landfill is sinking but it's not all syncing at the same rate so our our building is kind of doing something like this so we would like to move that building to a more stable location and to expand the services that are offered there and we're doing that in collaboration with recycle ann arbor and washtenaw county as i said the recycling partnership has this tagging program i think we've applied for a grant for to be part of that we're also working on this next cycle this is an initiative put out by the state of michigan it's based on a colorado model but ours is more innovative and has more challenge tracks and we have applied for quite a few grants so um raise your hand if you're familiar with the reusable takeout container pilot few of you so the city of ann arbor started this pilot where there's i think three participating restaurants that i have reusable takeout containers for their food and we are have done a first phase and now we're looking at phase two so we applied for a grant out of the micros track we've also applied for a grant for our metrics creation we want to our current metrics around resource management focus on end of life composting recycling versus trash and what we really want to start looking at is how do we elevate what's being done regarding reuse regarding repair regarding refurbishment what are our local businesses doing how can we measure that inventory and then promote it so we've applied for a grant for that we're also a stakeholder in the urban wood reuse um program so this was a flows track which has to do around organics management and it's really trying to find a way to create markets for urban wood and we've been asked to be a stakeholder there infrastructure i mentioned before we have the drop-off station the compost facility the materials recovery facility uh is being refurbished and i think is about ready to open i believe they're going to have their official launch on earth day 2022 we work with the county on the household hazardous waste and again there's a lot of reuse rental and repair facilities in the city and in the county at large and the county has a trash to treasures guide that lists all of these types of businesses you can see the the materials recovery facilities opening we want to do that expanded drop-off station i mentioned earlier for those of you who don't know our libraries rent more than just books they rent um games they rent musical equipment musical instruments so we want to really promote that and like to expand that so the idea that we don't need to buy something is that we can just go borrow it from the library there's also these things called repair cafes and fix-it clinics these are really things that can be done at the neighborhood level so let's say i have a shirt that's ripped and i wanted to get it fixed so i could come to a repair cafe and there would be a local volunteer there who would sell my shirt while i sit there and talk with them um a fix-it clinic i would bring the shirt and they would show me how to sew it rather than they would do it for me so this builds um resilience in the community it builds community itself and it helps to re to create more value in our goods and then i also want to talk about the swap days so sister lakes association has done these they've done two of them the idea is you take your goods that you no longer want but that are still in a good shape and you put them out at the road and people in the community can come and take them if they want and then at the end of the day you're responsible for bringing those things back into your own home that didn't get taken so this is again a way to build resilience and community plans the city of ann arbor has eight to zero for those of you don't know there's strategy five um which is change the way we use reuse and dispose of materials part of that includes moving towards a circular economy we have our latest solid waste resource management plan also known as the schwarm so that really built on our 2016 comprehensive organics management plan in the future it's going to be really important to integrate our plans the city has lots of different plans we're hoping h zero can kind of be a way to integrate all those plans so for instance when you talk about permitting you could bring in things like materials usage are people buying goods that for their permits that are made from recycled materials when you look at zoning you can talk about prioritizing a low carbon lifestyle capital improvements again one are those materials being used and also what are those materials that are deconstructed what's happening with those materials when you talk about land use and regional solutions we talk about supply chains local supply chains create less greenhouse gas emissions than very large global supply chains outreach and education kayla mentioned we are working with the ecology center we do fairs galen knows about this a20 ambassadors program galen started this it brings together and trains interested people around climate change around 820 with the idea that those members then go back out into the community and talk to the community about what they've learned in the future we want to continue to leverage that program we're also potentially looking at a green business challenge which would be recognizing businesses for doing things in alignment with a20 we could look at staff awareness stress training we could also look at integrating um circular economy and sustainability issues into school curriculums we could work a spark on um really incubating those circular economy businesses and in fact we are working to spark on that we could also work with professional chapters to help people understand what the circular economy is and vocational programs could be something do people know how to repair do they know how to refurbish policies and laws so in 2013 the city adopted the sustainability framework it's integrated into the city's master plan it includes an environmentally preferred purchasing policy this allows us to make decisions on when we purchase goods on other things than just the bottom the dollar amount and we have a commitment to power all municipal electricity by 2035 with renewables in the future we could talk about supporting state and federal laws such as extended producer responsibility in the schwerm we have um construction and demolition debris guidance it specifically wants to write an ordinance that would require providing information on how much demolition debris you have and then the next set of ordinances after we collect that data would be creating um landfill guidance of trying to remove that waste from the landfill we could expand our environmental preferable purchasing policy we could repeal the ban on bans currently we can't ban single-use items we can't ban plastic bags because the state has forbid that another thing we could do is require compost and city infrastructure projects and gardens when we talk about programs and practices so we're already doing this composting and in 2013 we started accepting food scraps that's all food scraps according to the schwarm a lot of people don't know that we in the city of ann arbor don't know that we collect food scraps when i say that i include meat bones eggs bread so that's something that can be shared widely and will be very beneficial we give out free wood chips and mulch so instead of putting those in the compost give them to people to use we also have an obsolete products policy whereby things don't get thrown away instead they get sold for reuse in the future i talked about that green business challenge we could talk about expanding our materials programs like composting um community solar energy efficiency programs and then working with things like spark to incentivize recruitment of sustainable manufacturing and businesses social equity and inclusion right now a20 is based on three tenants it's equity sustainability and transformation we also have some technology called cityworks this is a works management program it includes it increases transparency so anybody who requests a service from the city it goes into this work management program and then it also includes when we responded when we closed the issue so there's transparency around who gets what we can go back and look at that we have an engagement toolkit um kayla was talking about our engagement process earlier that has a list of probably over 100 organizations that we could potentially outreach to for any project we're doing so that really helps us to be expansive and thoughtful about who we're reaching then over the last three years we've had some equity trainings in the future we could ground our work in targeted universalism uh this would be to ensure that the greatest and first benefit of our circular economy would go to those who have been most negatively impacted we could also evaluate all our actions as to their equity and justice information studies assessments and monitoring this is important you know what gets measured gets attention so what have we currently been looking at as i said before we've been looking at end of life we've been looking at waste to landfill versus waste to recycling versus waste to composting this is called a diversion rate um we've also been looking at our uh our recycling stream with um audits regular audits of how contaminated they are and our contamination rate is around 10 which is very low for our for any community in the future we'd like to do like a materials flow assessment as i mentioned from that uh pilot that we're doing we'd like to look at all the goods and services coming into the city and those going out to help us determine where to focus we want to move towards those front end metrics as i mentioned how do we inventory and measure what repair and reuse etc are doing technology i said we have the city works technology the other benefit of city works technology is you can schedule preventive maintenance and predictive maintenance and when you do preventive maintenance your goods your your things last longer so when i get an oil change which is preventive maintenance on my car my core car lasts longer when you get a checkup on your hvac system regularly your hvac system lasts longer so city bricks makes that automated and extends the life of our goods which means we have to purchase less goods and we're using our resources more efficiently um we have these things called big bellies you might have seen these downtown these are uh you can touch this pedal down here and it opens it and it's a trash compacting and it's powered by solar power and when it's compacting the trash you're supposed to be able to realize efficiencies in your pickup schedule um it's also a platform for other 5g technology if that's desired in the future we'd like to have we'd like to take all those businesses that in the circular economy that we've inventoried and we'd like to put them in an app so that the average person can have access to them and they can see where they are we'd also like to put it on a dashboard so that policymakers and commissioners can have access to them and they can see them again what gets measured its attention potentially expanding big belly containers cameras in solid waste vehicles or containers to help us pinpoint contamination um and then business process innovation this is this is really important when we talk about the circular economy we're talking not just about like repair and refurbishment but what is the technology and the business processes that support that so for instance like thredup is a is an online retailer for used clothing there has to be a new business process to get those clothes back you know they go out and how do you get them back and what is the technology that allows you to support that so there's a lot of innovation and technology in that realm and that's what i have as far as the presentation if i would like to open it up to kind of talk about some of this if you all feel like it for instance what are you doing that's circular what about this interests you how can we build in equity and what can we do to support that work if that makes sense to talk about this and that that completes the staff presentations that we had planned so it's really open for questions and discussion on um anything that that i had shared sarah or jenny as well okay yeah thanks you all um thanks all of you uh are there any questions please raise your hand uh chris graham um i'm very impressed with this and and sort of stunned about how far and how deep you've gone into how to do it in my view plastics are the hardest thing right now to get a grip on um in my business i purchase nearly all plant material except bald trees in one sort or another plastic container with one sword or another of a plastic label um [Music] i'm sure i wasn't supposed to be putting them in the recycle bins a while ago i finally figured out i shouldn't so they're going in the trash bin um because none of the vendors from whom i buy plant materials will take them back [Music] the presentation we had at the last meeting i think or one before that from a plastics guy who was saying well now we have plastics that have different coatings on the inside of bottles so they can't be recycled and on and on he went how can we are you working with the people making plastics that we have close by one of the big ones is abso pure to see what policy changes might be made in order to bring the problem into manageable scale um we don't have to have so many different kinds of plastic most of the plant material can go in polyethylene containers just plain polyethylene containers and that those could be recycled eminently i've changed from pvc pipes for drain tiles to polyethylene pipes um even in circumstances where um i used schedule 40 the very hard wall pvc pipes i've changed again to double wall polyethylene pipes just as strong way more recyclable way more safe to make um forgive me for pushing on that lever but for me to join you in being better at a circular economy the plastics problem is acute let's see any other any response to that um okay any other questions yeah raise your hand bob meet him uh not a question just a quick comment i appreciate all the information from all of you and i just wanted to pick up on on one nugget amongst it but um i'm really happy that we're getting to the soft launch of the year-round composting i think that's huge and um appreciated you know congratulations and thanks to everyone who's making that happen that's so exciting just please be patient with us we are learning this year um john callaway just a little follow up on that you say soft launch is it going to be citywide or are you thinking it's going to be certain parts of the city to start just curious what type of scale you're going to start with sure can you hear me yes oh great okay um no it will be city-wide uh when i say soft launch it's just trial and error we know the challenge educate everybody to you know properly hold their you know put their food waste in containers that won't freeze and stick to the carts um and service could be just a little slow uh if we get a big snow thank you um chris you have your hand up on your muted you're muted if you talk about a circular economy that was awfully useful right and you know we put a lot of stuff out on our curb and it gets picked up and people take it off but

foreign you welcome to greensburg community high school we're bringing live action to you tonight greensburg pirates versus the batesville bulldogs it's grant peters and scott moore on the call here hey hopefully you uh can buckle in and enjoy the action and put up with our commentary as we go through this evening tonight should be entertaining you know what for some for some yeah sure absolutely um first off gonna go through some some personnel here maybe some stats we will also have the national anthem coming up where we'll we'll go silent for a minute while we do that and then we'll we'll come back live but uh starters can you run through starters yeah yeah yeah so for green i'm sorry let's start with batesville batesville guard cody moore number 12 at forward eli pearson number 20. at center coal pride number 21 at forward thomas raver number 22 and at the leather guard kade kaiser number 25 for greensburg we have number 12 colin cummer number 14 kai dyer number 24 addison barnes pettit number 32 brandon stanley and number 34 dakota walters a lot of those guys look like they have returned for greensburg yes familiar names for sure your names yes for sure obviously the one we're losing from last year's lane sparks but otherwise the other four guys are all relatively uh returning starters absolutely um i was doing a little digging before we got on tonight and looking at batesville here specifically who we're less familiar with they lost a tough one in overtime to jackson dell double overtime 80-82 and for them some of those names cole werner who comes off the bench um who's not starting at least what i show right now he scored 14 points for them against jackson dale so we don't want to sleep on him but going to our starters cody moore he scored 20.

thomas raver scored 19 and kate kaiser scored 17. cole pride led them in rebounds with six um oh actually sorry about that cole warner did with eight and cole pride came with the six rebounds so pretty balanced team um for the six guys or seven guys that they'll play and we'll keep you posted as we get substitutions in for our very own hometown pirates here we have dakota walters he came in with 17 points uh kai dyer scored 14 colin cummer dropped 25 and their opener against north decatur and of course came out on the victorious end of that so um also a balanced lineup but we know colin cummer's our go-to guy he's been groomed for this and we're excited to see him develop as our as our leader and and our go-to guys yeah and obviously like we talked earlier that uh you know a lot of these guys started and played significant minutes last year so be interested to see how how much more developed they are this year than than last year and uh um you know very young end of the season a lot of mistakes are i'm sure are going to be made but uh um be interested to see how deep our bench is if we if we have to get that far and how well we play defensively early in the year yeah you know it it's always um it's great to see a team early on but i think that some of those mistakes you're talking about we may see some of that and how the team responds is gonna tell a lot about our team and our characters so it's exciting to see our kids in this environment too uh it's great to play a rivalry team and well it's great to be back in the gym it's great it's great to be able to witness a rivalry you know where last year we we didn't even have a student section for almost the whole season i think and um and it's uh it's it's good to be able to at least be in the gym and and um win lose or draw sure it's good to be here sure it's good for the kids good good just to kind of get this going so our looks like our our choir is going to do the national anthem the full fire so we got several kids getting ready to do that absolutely we will step away now for the national anthem we'll pause for a minute we'll come back on uh once that's complete absolutely sportsmanship is our national anthem is foreign is [Applause] all right we're back on live here great rendition of national anthem bar choir so shout out to heather simpson for that as they go through starting lineups here scott and we i just kind of get the the audience ready for this uh i'm interested to see that the pace that we come out and defend with early on in the season not being ready yeah i think that that's that's one of the unknowns that coach meyer probably is curious about himself you know with only having one game being against north decatur and being what nine days ago um you don't really know where you're at yet but um you know i think these first couple minutes with being a rivalry you'll have some adrenaline flowing through but once you get midway through the first quarter i think you're going to want to start seeing things that you've worked on in practice you've worked on in the preseason and uh that you used to your favor i would think yeah and i'm sure our kids are all juiced all hyped up all ready to go at least they should be it's just channeling that energy yeah into getting stops getting rebounds and also you know getting good shots [Music] along with a little metallica yeah just drink it in everybody yeah just a drink absolutely you know as i sit here and i'm calling the game and i'm i'm also wearing the principal hat a little bit watching what's going on it's just kind of good to be it's good to be playing ball yeah it's good to hear vince here and it's good to see our kids in the cheer block so you know and over the last year and a half i get tired of hearing the world word normalcy but this this feels normal you know i think our kids are having a good time they've been geeked up all week about this you know hopefully hopefully the game doesn't disappoint [Music] okay any surprises on starting lineups as we get going here nope nope i don't think so 25 22 21 20.

yep [Music] i do think you know talking with coach meyer a little bit during the week that the raver kid is a pretty athletic kid number 22 that number 21 there the coal pride kid he's he's got some length and some uh some boy he's kevin mchale-esque not every day you get a kevin mchale reference why wouldn't all right greensburg with the tip here we go dyer has it on the way through starting right off in a 2-3 pass down the corner surveys looks dire thought about it colin brings it out patience here by the pirates survey comer drives nice good oh good hustle there collin nice now nice nice two points barnes pet it addison a sophomore returning batesville now with it greensburg into man-to-man oh you know that's one thing brendan's got to be careful about he he's you know notoriously known for getting himself in a little bit of foul trouble got to be careful one minute into the game he's already got a foul raver for batesville inbounding throws in the back court to kaiser facing a little ball pressure here seems to handle it just fine baseball trying to get into their half court offense back to raver up top to more more drives cut off by dyer kaiser jump shot up and no good ball out of bounds going to greensburg coach meyers calling for a set batesville still in that 2-3 zone i'm going to guess the ball gets thrown to the elbow here well they said elbow so there was the pick there's oh they had him dakota missed brendan coming down to the block greensburg reversing dakota walters skipped past the cummer thought about it nothing there back to stanley and up and no good raver rebound taking it full length of the court raver with the quick three no good ball stays with batesville it appears that batesville is also being very deliberate offensively uh not going to not going to push it too hard you know both these teams too past the eye candy test look very athletic we look very very skilled yeah and well coached yeah yes usually this game comes down to about two or three possessions raver for three he shot the first one like he could make it yep second one is up and good that did not look like he lacked confidence no not at all greensburg back now facing the 2-3 zone they've already reversed it a couple times short corner to barnes pettit he skips it cummer for three first of many of the year for colin cummer 5-3 greensburg here early on in the first quarter batesville running there half court and passport offense and turn it over greensburg starts in a double stack looking for a double screen on the opposite side nothing there reverse it quickly good flash brendan stanley strong can't get it to fall raver once again with it brings it up and kicks it out ball finds its way is that stanley to kizer and it's no good greensburg with the rebound kick ahead kai dyer for three that one's off what do you what do you kai has an open look is that too quick is it too quick of a shot is it is that a good shot is that is that in the flow of what what we're trying to do i i think early on it's okay if he proves he can't can't make it consistently he might get throttled back a little bit but i think early on we got to test the waters a little bit we got a sub in number two nope yeah number 23 case and use in for batesville yeah batesville for three no good colin commerce secures the rebound oh pushes ahead madison barnes paddock grabs it that's gotta get knocked down to walters no good case in use with the rebound kicked ahead 12 more for three no good walters with the rebound greensburg back in transition comers got it dumped down to aston bard's pat it out to dyer no good good rebound by wall they're gonna call that off of dakota's leg i think that's a good call there yeah unfortunately five to three with 333 to go into first baseville walks it up oh nice block there by walters ball the dyer dakota walters with it it's swung over to kai looks in corner now throws it there skip pass nice good look stanley on the other side nice brandon finally gets one to fall batesville patient here we also have zach wade in the game now for batesville ball down on the wing a little bit of dribbling on the on the wing there lob pass in good help side by addison and nothing there greensburg converting dyer's got it oh colin coming for three yep that's colin's second three-pointer gonna have a full-time out here 10-3 in favor of the pirates 210 to go here in the first quarter we're going to step away for just a hot second and we'll come back right after this commercial [Music] we carry a full line of jameson mattresses featuring living and dining room furniture local to indiana and appliances for your kitchen and laundry [Music] you can contact us at the store at 812 [Music] all right we're back live with you after that commercial break baseville getting ready to inbound it take it the full length of the floor reminds you it's 10-3 in favor of the pirates 2 10 to go we're back to action coach garrett taking his first timeout after colin comer hit his second three of the first quarter batesville has a little shuffle cut in nothing there coach garrett didn't like it too much now they're into their half court motion dribble drive good rebound by addison we have our first sub in jeter edwards is in and for brendan stanley trying this handle a little bit thankfully it stays with the pirates look at that camrich camera coverage that's that's top notch jacobs get it yeah it's good work i think we confused him pirates in their traditional motion kai dyer good finish fateful went to a man-to-man there on the sideline out of bounds good defense there colin jeter with the rebound kicks it to walters and they settle in a little bit barnes pet it for three oh nice good rebound good foot back comer there to clean it up that's his eighth point of the first quarter greensburg pushes and that is a smart basketball play by jeter didn't have many options and was able to throw it off a batesville player so they retained possession greensburg ball out of bounds underneath their own bucket in a line play here of some sort screen in for cummer oh and he gets fouled on the jump shot on the arm gonna shoot two they calling that on somebody still waiting to hear he called it on officials are having a conference eli pearson's first team first first one up and good for colin batesville has a couple subs coming in number 21.
