And and clearly picture that the track is empty right every night. So, that I'm just throwing that out there, okay? Yeah. Is it possible to do this program without doing the track? Not with this grant, no. That's That's what's held us up the last 3 years. This grant is not eligible. Oh, I'm sorry. Let me rephrase the question for just Is it possible to just do the field without the track? You're not getting a track either. You know, so it's not like like we have a use for it. I mean, we tried to get a track team last year and nobody signed up. I think I think in in my mind if I was a kid you you build a good program, you have a good facility, you have track and field. And it it goes with that dream or saying, if you build it, they will come.
Anybody else have any questions? Nope. All right. Thank you, Miss Daniels. All right. Mr. Livingston. >> Hi. >> Yes. Madam President, members of the board, administration, [cough] staff, ladies and gentlemen. Quick look at the month end March of 2026. our budget of 19.3 million for our operating fund. Uh spent 14.4 million as of that date. That's 75% of the year gone and that's 75% of the budget spent. And you can say that's a positive. We always like two or 3% lagging. We don't but that's where we're at. Exactly 75% of the year gone. Exactly 75% spent. Uh our capital budget is really tight 770,000 and we've got incumbrances there. In the past that's been over 2.4 million and this year it's 778,000. So we've got a lot of things to do with that capital budget and it looks like we're going to have perhaps 10,000 unspent out of that 778 on those uh capital fund.
Okay, is that better now? Oh, perfect. Perfect. As we present the third annual operations report, I want to start first-hand knowledge regarding our infrastructure. SD 308 is the seventh largest district in the state, maintaining 27 buildings across 65 square miles. However, the majority of our facilities have now crossed the 20-year mark with the four newest buildings finishing up their 18th year. For years we have operated under a significant funding constraints. While we have been resourceful, the simple truth is that buildings of this age, much like a 20-year-old home, require more than just daily repairs. They require a deep structural commitment to long-term health that our previous budget cycles haven't always been able to fully support. This brings us to our long-range facility plan. Because of the historical lack of dedicated capital funding, we no longer can afford to be reactive. We are currently moving through Oops, excuse me.
I'm biased um, but I I firmly believe that you know something best when you can teach it to others. When you can teach others to do actions, to change their behaviors, then you've unlocked a skill that opens up from everything from obviously teachers, but coaches, mentors, leaders, uh salespeople, um when you can call people to action and they then then they do it. Um so teaching people at a conference that's all about leadership um puts you in a in a category of um unlimited potential. Um so it's super impressive and we just want to thank you for representing Avon um in that capacity and anything you do in the future. Just a couple real quick questions. Chloe, what year are you? Freshman. Oh my goodness. How about that? And would you mind introducing who's next to you? Your sponsor. Yeah. Well, that's awesome. And someone else is next to you to your right.
U nobody was down for general public comments. So that moves us to administrative reports. Vicki, you got anything additional for us? Anything out of the ordinary or >> nothing? Any questions? >> All right. Um >> Paul, you got anything for us? pull up. >> So, out at the uh sports complex uh due to the heavy storms, our air fiber or internet got knocked out and uh I think I had told you all before that we signed a contract to have fiber ran out there anyway underground. So, I met with the uh engineers and the constru construction crew to get that handled and they're just designed in that. So, um hopefully within the next month, probably somewhere around June or the end of June, they'll be able to run that line and we'll have a solid internet out there instead of the issues that we've been running with in the past.
If to make changes so that it suits, for example, primary students more appropriately. Your principals can tell you there are some special needs for primary kids that uh moving into a older kids environment, it changes things, so some of that could take place. Right. By law, it doesn't have to take place. But again, that's part of why the process might take us three long years to put in place. Reassigning your staff, you have to as we said before, we needed to make sure we were optimizing it for budgetary resources as well as academic resources, but we have to figure out what are the changes in terms of which staff go where. You have plenty of staff licensed in the appropriate areas, but there's going to have to be some re-division of that. Some of that will be teachers who really want that to have happened, you know, we we get lucky in that the entire case.
So we did give access to the office you know our little our key our key cards our badges our teachers didn't have badges to be able to badge into the office and so we made sure this year we started off day one everybody had a badge so they could get into the office at any time. And before they could only get into the office from 7:30 to 3:30 now they can get in there 23 hours a day. I just asked for them one hour for the custodians to be able to clean without somebody in there from 6:00 to 7:00. So through 23 hours a day they now can get in the office to get to use our special copiers our laminators to get in their mailboxes whatever you know whatever they need they now can do that and now people are coming to the office and we want them to come to the office.
And that's challenging work. So I'll say you know we have our curriculum teams and Dr. Tibo has his sort of discipline teams at the high school and there are curriculum teams at the middle school. And so if we have holes we will purposely try to fill them and it is important for us to get a cross-section of of educators. Make sure that we have special ed folks that are on this team. Um I've been very fortunate to have the some of the interventionists and the coaches be really involved with this work as well. So um it is it is very important that we have a representative cross-section of folks who are making that decision. Um the other the other thing that we try to do we were able to do and I I would hope that we would be able to do is we went to visit um Barrington, Rhode Island who was implementing one of the programs that we piloted actually the program that we didn't end up going with.
But but yeah, but that we use KASB we can't do that. Just hang them really high. So, So, we are waiting for a little bit more information. You know, we had talked about, you know, okay, we're just not allowing them to come. But then, you know, or they need to leave them at home or in their car. Well, that doesn't work with middle schoolers. You know, middle schoolers don't drive here. So, you know, when they're trying to contact after practice at 5:30 p.m., you know, for a pick-up or whatever, uh you know, that doesn't that doesn't work. So, you know, we may have to come up with some sort of system that, you know, the middle school differently than we would the high school, differently than we would the elementary. So, uh we are we are working on working on that. >> get pricey if you did for example if you put a cell jammer around this building.
So. >> [clears throat] >> Uh Miss President, I move that the board go into executive session pursuant to the Kansas Open Meetings Act to discuss non-elected personnel for the topic of resignations, classified staff, and certified staff to protect the privacy of individuals to be discussed with Mr. Murphy present, and return to open session in this room. Is that a timeline? Yes, 20 minutes. Uh in this room at 6:50. >> [snorts] >> Motion by Josh. Second. Seconded by Allison. All those in favor say aye. Aye.
Like I I do believe that the skinny track also can get open up opportunities for like cheerleaders or other things to use a good track for training. I think football players I think soccer players I think you know, other athletic programs can can utilize track if it was a safe But I do see a need for both track and field. You could start with just the field but then you risk damaging that while building the track, you know? So, we're trying to just do both of them. So, let me interrupt that. I'm sorry. Yeah. Let me rephrase the question. So, you're talking about an artificial turf field? I know. I'm doing I'm saying natural. The artificial turf is be too expensive, and for all those distance to repairs and stuff from Phoenix, it just isn't going to be cost effective to do synthetic turf. So, I was proposing natural grass.
Uh we've talked a little bit in the past about our 620 fund adjacent ways to the project to the north. Um when we get our new classrooms built out there, there will be some fire lanes. We don't call them parking lots. We call them fire lanes in case of a fire. Where would the fire truck drive and be able to get around on that will probably be our nickel to pay for those? And those dollars will come from 620 fund for the state likes to say you want to have fire lanes, we'll let you raise those funds locally and then use them for that dedicated purpose. So right now there's this this year's levy is another 500,000 coming into fund 620. A quick look at a couple other funds. Um we have fund 580. I just wanted to mention fund 580 real quickly. That's the one that's set up by the auditor general for collecting fees when we have our own teacherage and we have these 10 houses by Del Rio.
We are currently moving through a three-phase approach. Phase one was a comprehensive facility condition assessment to identify every deficiency and life cycle forecast. Phase two was our educational assessment to ensure our spaces are actually support modern learning. And the third phase is a road map itself. This plan isn't just a list of wants. It is a data-driven necessity. It allows us to stop firefighting and start investing where it matters most, ensuring that despite limited funds, every dollar is spent that prevents a more expensive failure down the road. Excuse me. >> [clears throat] >> When the master plan looks to the future, our operations team is winning the battle in the present. I want to highlight the incredible work of our custodial, maintenance, and ground staff. In 308, we use computer maintenance management program to track all of the work. Repairs needed in 308 buildings. Since March of 2025, our team has closed 5,773 tickets.
>> Oh, hi there. Hi, Mom. Well, thank you. >> It it it's a community. It's teachers, it's parents, it's everyone. So, congrats, >> Chloe. For those that aren't familiar, can you explain what FCCLA is? I'll just say that learned something new careers teaching strategies has helped me out pretty well. So >> I'm a proponent. >> Thank you. Thank you for coming back in. >> Board members, any con any comments for our saludiatoran? >> I have to get out in front of this one because anybody else who speaks is probably going to do better. Um, I feel uh like uh huge accolades and and all of the respect to you. Um, I I fear that the commenation may be longer than my resume and I'd like to consider myself as a professional. >> Um, uh, such impressive uh work, especially given uh your time. Um, I don't know how you fit it in.
>> Okay. >> Cool. You any reports from Ross at all about anything? >> Well, yeah, they're not very good, though. Um when the storm hit um we the high jump pit or the high jump mat ended up on the other side of the baseball field and they just realized I think at the track meet that it broke the >> clips which could possibly mean that we have to have a whole new mat. >> Um and then we still haven't found the the pole for the pole vault team. It's probably in a corn field or somewhere but >> there were no kids on the back. That's that's >> No, there was none. And the >> Well, they were using it tonight. it seemed just fine. So, >> um it's still missing, but So, we did have I know it was a lot worse than So, um those are a few things.
Otherwise, you're going to have a process in place to determine how that's going to work. Again, part of our three-year long steps. Your current instructional and supplemental programs have the staffing they need. You guys have the programs in place wait in order to make sure your curriculum fits, that you're providing the instruction that needs uh it's just a question again of providing it in different locations or setting up schedules between the three buildings for shared staff if it's needed. The bus routes, the biggest advantage of that would be saving time for kids on the buses. In my opinion, there's also a safety factor there. Less time on the bus is safer situation for this at least from the school's perspective, right? So, we not only save transportation costs, time for our staff, but also um distributing the kids evenly between the different buildings. Now, as I've mentioned a couple times, should you decide, you know, you want to go that direction, the whole process requires extensive planning and involvement of stakeholders, certainly.
We want them to integrate with us and our office staff and make connections with us. Is there anything that they shouldn't have access to within the office? So we have it we yes. I mean you're you're locked up. Yeah so it's just I did a we did a lot of talking to other administrators what they do in their buildings but they their their teach one it was a big complaint from our staff that they didn't have access to the office to do things. So they come in on the weekend to do some laminating or copying and they wanted maybe do some things on the color copier it's only the color copier is only in the um office. And so there was some a lot of frustration there and so there we we don't mind you know there there it and it's we just talked about it today again because people are coming in and they're they're informing us about things in the morning and you know things that need to be done and then they go and they go and do what they need to do and whatever they need to do need to tell us it's off their chest and then they can move on.
Um and I think part of the reason that folks were I think it just was really really eye-opening for them about the using the program um above and beyond what you hear from a publishing company who is trying to sell you something, right? So making sure that we are talking to folks that are using the programs that they're you know and and getting that insight from people who are doing it is also very important. The only other piece I would add um to your question Beth is um I almost caught one. Is that there's genuine excitement or genuine enthusiasm I think for the opportunity for our middle and high school folks to also engage with elementary folks around the same curriculum area. Um that's not always easy to accomplish um and it's and yet it's extremely important to making sure we have that coherent progression from pre-K all the way up through 12.
But, yet our administrators may need it and some kids who have medical issues with, let's say, diabetic situations where again there will be some exceptions. Um you could have students check them in and we could have them hanging in the buildings and then at the end of the day mass check out at the high school, for example, 250 kids all of a sudden wanting their cell they want now cuz they got to get to practice or they got to get to work or whatever. That would be utterly chaotic. So, yeah, the thought process on this bill the again like Craig said Good intentions. Yeah, they they didn't necessarily do the due diligence. But, anyway. I know there are schools in our league that have a no cell policy. So, we can Yeah, let's ask ask them and see what they've done. And part of that I think we need to make sure we keep the communications with the public open so they're not shocked at enrollment which they they probably still will be.
Any opposed, same sign. Sorry. >> Mhm. >> And the motion by Allison and second by Josh. All those in favor say I. I. Any opposed, same sign. Motion passes. I move to approve the resignation of Aaron Gonzales as high school boys assistant basketball coach. I'll second. Motion by Allison and second by Josh. All those in favor say I. I.
