I think it's worth the time. Like I don't know, am I That's why we're discussing the safety of the students. Yeah. But there are concerns over how you do it and still maintain Yeah. the level of safety that I want to do. Yeah. What are the safety concerns right now? We really appreciate you the the booster club. I I over the years I've seen people create booster clubs and got nowhere, right? And you guys, what you've been able to accomplish over the last few years to support the the athletics in the school is just overwhelming. And don't think for a minute that you're not seen and you're not appreciated because you are, okay? You are. And we we appreciate very much what you do for the school. The things that we're saying right now, the way we're we're talking, it's just questions that need to be asked, right?
>> I will make that motion to approve the personnel report. >> Second. >> Yes. Go ahead. Go ahead. >> Second. >> All in favor? [cough] >> Okay. Moving along curricula. >> Um, I have benefits. >> Oh, okay. She's like, you're still you're still good. >> Yeah. Thank you. Um so we've done a comprehensive selection process looking at our um health benefits and the district staff is recommending that we go with ASPATE which is the Arizona Arizona school board association insurance trust. Um the medical insurance will be covered by Etna Choice which has a lot of um doctors and facilities that take Etna Choice. So we don't feel like we're um decreasing the amount of doctors or choices for our staff members in the local area. Um and then while um the move results in a 9.6% increase in premiums for the coming year, which is about 143,000 um we hold 500 I'm sorry 5 5,500 credit that'll be apply applied to the renewal.
I also wanted to send a special shout-out to our hiring committees. We have this evening, as you heard, approved the new principal for Oswego East and the assistant principal for Oswego East. And we recognize and I want to thank Dr. Mitchell and Dr. Kincaid for their leadership in working with our outside consultant, Dr. Craig, in their leadership of putting together really robust process that I know took a lot of time. And I want to thank the families and community members who are part of that process. It really does take a team to find the right person, and we want to also thank those individuals for joining us, and we're excited about what's to come. In recent academic news, our high schools administered the ACT and the pre-ACT testing this past week. We are grateful for our time to our staff for orchestrating and making sure that all these things go off in order to ensure our students Did you all participate in ACT?
Board members, any questions for Mrs. Glass? >> Thank you. >> All right, moving on to item nine on the agenda, which is new business. Um we'll start out with um first reading of board policy updates. Dr. Windub, >> thank you. Uh when I was talking about the exemplary governance um designation that the board received, one item I failed to neglect that has to be submitted is regular review of school board policies. And that's part of what the Indiana School Boards Association looks at when making that determination of boards that are exemplary. So, uh, we are continuing that, uh, trajectory by, uh, bringing you some updated policies, uh, for you to look at. Um, we work closely with the Indiana School Boards Association. They update policies periodically as state laws change or as guidance changes. Um, there are two new policies being recommended. Uh, and those changes are really based on the the recommendation from, uh, ISBA as well as, uh, the state board of accounts.
Any questions? Just just that it it's for each of you your first year in your role. Is it everything you thought it'd be or is it And some? Much more. >> [laughter] >> You learn a lot. I I can say since I mean, she's kind of been an admin, but like, you know, I came from teaching kindergarten for 16 years and for me, it was a I mean, I I learn something new every day. So, >> Yes. And I'm not afraid to ask like the questions or call and be like, "Hey, what's going on? Or hey, can you help me?" And um so, I just reach out to to my support staff, too. So, Same. Every day, I think I'm asking somebody for help. So, it's just survival until Aguilar? Is that right? Oh. Oh, yeah, that's Oh, yes, definitely. Josie. >> Can get there.

All right. >> Okay. Motion by Ms. Coughlin, second by Mr. Oliver. And Mr. Noons accepts. Vote. All in favor? I. >> I. Opposed? Unanimous. Madam chair, I guess we both have to start working on speeches. >> [laughter] >> You for the You for the high school and me for the middle school. Yes. Congratulations to you both. Thank you. Congratulations. Forward to it. Okay, now I call for um the election of a secretary. Um Is there a motion? Madam chair, make a motion that we even though she's not here and that's what happens when you're not here is uh we nominate Dr. June Saba Maguire as chair as uh secretary to the Dartmouth School Committee.
So, if your projection, let's just say grade five level is 60 instead of 59, maybe you not accept anybody? Well, if you look at the bottom of the chart below, where we have one open spot. Yes. So, let's say we have three kids apply for that one open spot, it becomes what we call a lottery draw. Put three kids' names in the hat, pull out whichever, and that's the way it works. >> saying the projection is 59, if that was 60, if you had 60 in there Yes. Yes, we we would not probably It would be a zero number there. >> That's what I was That's what I was asking. There There Yeah, there could be. We talked also about the larger class sizes in terms of, let's say, if you look at uh high school juniors and sophomores at 65. We put in a few there just because, again, and if some people do want to come our way, if we put zero there, guys, we don't accept anybody.
Any opposed, same sign. Motion passes. I move to approve Charlene Pierson as a full-time bus driver. Second. Motion by Allison and second by Josh. All those in favor say I. I.
I don't think any of us are against having the football field fixed. None of us are, right? We just want to make sure that we can do it in a way that is safe for the kids, that we can afford, right? So, that's why I'm asking questions like do we have to do the track? Do we have to do the lights? Can we do the field? What what can we do, you know, to make the project maybe a little cheaper? And and uh are there any ways that we can look at the community using other than opening up the the fence? And Although the mop the mop line that is over there in the oleanders giving to the more immediate money. And how long is And they have to leave us. What's the point of this if they can't practice? Yeah. No, that that's that's really fair.
And so we're still going to offer three plans. Um, and you can see on my sheet there, um, there's the classic silver co-op pay plan, the HDA plan, and the HDB. And the one that the district will be, [snorts] um, paying the full amount is for the HGHP plan B, which is 62350. our current um amount that we pay through Chyros is 690 which was going to go up immensely next year. Um and then also um we have dental and vision insurance will be voluntary as it is now. Um the employee will play the employee will cover the entire premium just so that some of our staff know that our asp will be BSP and currently we pay 719 next year will be seven even so we'll save a little bit there 19 cents. Um dental will go up about [cough] a dollar um 90 cents almost $2 um for dental.
Okay, so there we go. And thank you for being here. So, we know that that there's a lot of effort that goes into this, and we know that our certain our students will meet those expectations and beyond. This week, we have a momentous event. We are hosting our college and career fair at our high school in Oswego East. This is April 16th. This evening will kick off with a Schoolinks information session for parents and guardians at 5:00 p.m. with the college and career fair to follow from 6:00 to 8:00. All are invited to join for this great opportunity for students to meet with a college and career professional to plan their futures. Dr. Kincaid, did you want to add a little bit about this? I know that Mr. Owen has been working very closely, and I think this is a a really a momentous opportunity for our district for all of our students in the high schools.
Those two new policies uh really pertain to Mrs. Glass's department and fi in and school finance and some of the the lessons that uh state board of accounts has passed on uh to school districts and considerations for their policies. Then uh you'll also see eight revised policies. Those revisions pertain to changes to Indiana law such as schoolboard vacancies, habitual truent policies as well as some other ISBA recommendations based on state board of accounts audits for the policies such as internal controls uh accounting systems for fixed assets and then some policies were recommending revisions just simply to update our processes such as the transfer students policy. Appreciate that the board uh has been looking these over Mrs. Woodward in as you were looking them over, you had shared um a suggestion on policy 4322 habitual truent that we clarify that language to make it clear that that was 11 days in a school year.
Yeah, yeah, she'll be joining us in June when we when we start, you know, our admin our admin time pre pre-kids. So, and Josie's going to do summer school. So, she's going to be doing that with Mil May the summer. So, yeah. So, we're we're setting her up for success, too. And it and it'll and Josie will put a different twist to it. I mean, she, you know, like Ashley, Dana, and I found out our like rhythm first semester with each other and we were we were really rocking. And so, we're we had to adjust, but as Mrs. Sharkey said, "You guys will be fine." And I'm like, I know I I'm like going, "I know we'll be fine." It's it's going to just going to be different, you know? And so, um but we've not had to go in there's not been any like, "Hey, we're grounded over here." But Josie coming on back and bringing her strengths, it it'll change up our team some more.
Do I have second? Second. Okay, motion by John Noons, uh second by Chris Oliver. Um all in favor? I. >> I. Opposed? Unanimous. And then we have to um talk about subcommittees and we have our assignments current assignments in our materials. Yep. Yep. Um Does anyone want to make any um changes to their committee assignments? Or is or are folks happy with them as is? I'm happy. I'm good where I am. >> I'm good. I'm happy where I am. >> Okay, and I'm okay with where I am. So um all committees will remain the same as listed on the attachment we have. Perfect. I like that. That was easy. That was very easy. Appreciate it. Okay. Um we now move on to old business. Uh the FY27 budget uh for further discussion and a vote. I'm going to turn it over to Mr. Kylie to discuss um what he provided to us uh this week in terms of um a revised budget.
But we may have some kids that decide they want to come. We didn't have We never did put zero in in any of these. We We at least wanted to have the ability to accept some kids and to, you know, to be able to have um have kids join us. Now, again, if if if one of those non-resident students come to us and they are not attending, they're not uh showing up there tardy, their grades are bad, their behaviors We we can only accept them for a year and things don't go well, we can decide to pass. But we have to have We've got We've got those parameters in place per board policy that allows us to return the sender a student not in good standing. Questions on the charts? So you said you said high school was 65. The juniors and the sophomores were projected for next year 65.
Any opposed, same sign. Motion passes. I move to approve Carla Hurley as the food service director and district secretary. Second. Motion by Allison and second by Dalton. All those in favor say I. I. I abstain. So, it's 5 to 0 to 1. Got it. I move to approve Toby Holmes as a driver's education teacher for the summer of 2026. I'll second. Motion by Allison and second by Josh. All those in favor say I. I.
I mean, I I I get that. Let me ask you a question about the field. What's the duration of that field? My thinking is that the the grant opened it up to the public and then a year within a year it was causing major problems and they had to stop the or you're in violation of the grant when you come. Yeah. And only do it for a year and then something we have to pay back the computer. unions. We got to talk money. I don't know the direction, but I think you're right. If in a year you've seen too many problems, you would have to pay that back somehow. So, I should find out the direction of it. If you know that sooner, not later, kind of dealing with putting Right. Yeah. So, Julian, are you The funding is 1,400 for the grass, the field, the track, and lights.
Um so um we feel like we've uh made um with the help of our um uh committee and I have to give a lot of credit to Shelley Daly, our HR specialist who did a tremendous amount of work putting this all together and working with um the vendors to see what would be the best. Um, we'll also still continue to pay for $20,000 in employee life insurance for our employees and we will continue with offering retirees dental insurance. Of course, there's Cobra, but they would have to pay for that, but they will also be able to to continue with dental.
So, we have about 125 colleges, and they were working in the community to have like 40 to 60 careers also represented. So, it is a kind of comprehensive focus on both college and careers, and we are very excited to have the opportunity, as you mentioned our Schoolinks training, it is a new opportunity for parents to really dive into and receive additional information about not only what their student experiences, but how they can help their student through the use of Schoolinks. So, we would encourage parents to attend that session also. We want to thank This is April That's Thursday night. It's Thursday, April 16th here at Oswego East. Correct. 6:00 to 8:00 p.m. 6:00 to 8:00? 5:00 is the Schoolinks presentation. Sorry to put you on the spot there. Come on out again. Well, we we should all be interested. It's actually very important. Okay. >> [laughter] >> We're here for you, Mr.
So you'll see that we did capture that change our previous policy. It was just kind of assumed that it was a school year. So I appreciated that edit to make that more clear.
