Simon Um I heard the $1.4 million annual audit, $700,000 booster club capital, $700,000. And I shared with you right now that we we just simply do not have that amount of capital reserve. And that would be the case. That would concern me that it would be a lot of money or you have to wait that goes fast. I would worry about this one receiving money. And I really don't know a lot of any district that wants to put money to go to this new gym. Um So, question about that project still? Sure. Has anybody approached you before about this project? Yes. What about this project? Some of the other projects at the school. They They've given grants to the school that's funded other projects that too, presidents. So, and they said they couldn't fund the whole pool um because Agua isn't making money for them.
To be clear, I'm not asking that people are divulging specific investigations uh into public information, but rather publicizing how the district will handle it in the future. The fact that our local mom and parent pages on social media often have more information than our local news is unacceptable. Parents are asking to take action and asking for the administration to do both preventative work and disciplinary action. My kids are now all in college, but that does not lessen my concerns. They all went to Oswego schools from kindergarten through high school and more than once I had a concern about a teacher and or a coach and I was scared to report it. I was scared for the retribution that might come onto my child as an athlete. I was scared that no one would believe them or take them seriously. I regret those decisions and feel determined to make sure that current and future families and students are comfortable coming forward and feel safe to be honest about what is actually happening in our classrooms and in our schools.
>> Okay. Thank you. Mrs. Woodward, did you Okay. Anything else, board members, before we for a motion? >> All right. I will entertain a motion. I move that the board of school trustees approve the amended support staff matrix and pay recommendations to take effect with the start of the 2026 2027 school year. >> Second >> motion by Josh, seconded by Mike.
And so Cynthia Fry, Emily Graham, Tony Maple, Cass McManus. I knew him as a kid in in church. Um he's put a lot of years as a custodian up here and so I wish all those folks well in their next phases of their their lives, whatever that might be. Uh congratulations to all our recognition recipients tonight. And our um teacher of the month Mrs. Hilton sounds like I'm not going to be able to come up with the coach's name but the the coach who took over the women's program at Duke a few years ago was an analyst and then she became a coach at at Duke but she went into that saying we need to do hard better. It sounds like that's what Mrs. Hilton has taken the approach of. Uh we're not going to make it easy. >> [clears throat] >> We just need to do hard better.
So, those when you're thinking about those things, those are per occurrence. So, one occurrence, we would have enough in our budget to do that. Uh two occurrences, probably not. We'd be looking Again, please be thinking that that's not cash. We have more cash than that in our capital outlay, but our budget authority that we have, that's what we budgeted for this year for our authority to have. So, um just to kind of give you a little background on what that would look like moving in that direction. So, The two quotes, recall who are they from again? Yeah, one's from Tech Sports Lighting. And that we we put these on a board board agenda before, but this one this is Tech Sports Lighting. Um and I can't remember where this one's out of. Sorry. I was just going to kind of let you know where this one's out of, but you guys This one's actually out of Texas, okay?
They will fund the Marinsky field because Marinsky's currently not funded. Agua's a little tougher to get funding for something like that. So, they have like 150,000 they can give to all of Agua projects. And so, I think 65,000 last year went to the school for the playground. And then this year it went to baseball field fence, other things that were never needed, you know. If I can just share a few points before I close up. Yes, to your question, Mr. Gaddy, this is just for the social studies specialist. You asked how we open it up to get the grant. My understanding is this. There's other grants out there where you don't have to have a local matching fund or the district needs matching funds. So, that's what we're going to be looking over. I have a superintendent colleague somewhere in Arizona who was able to get a grant to fund their field out of the capital improvement money.
Please consider what is in place now and ask yourself if it's enough to make our students feel safe. If there's any hesitation in answering that question, we need to do more. We need to establish a proactive preventative plan to protect students and families. No more covering up to save district reputation, but instead taking a stand against this behavior and establishing firm action that will be taken to anyone who breaks these policies. We are the adults in the room. It's our job to protect the children. Thank you. Thank you. Are there any other public comments? Okay. Thank you, everybody. 9.1 student board member reports. Okay. Uh good afternoon. Actually, good evening, board. Um this evening, we just want to give you a brief update on what SSAC has accomplished. So, the biggest announcement that we have to make, I mean, we already uh presented at the last board meeting was the luncheon learn.
Is there any discussion? All those in favor? That motion passes 5-0. Um, next item on the agenda, approval of 2026 2027 school meal prices. Dr. Finley up again. >> We've recommended the PE meal prices stay the same for the 2026 27 school year and that we've also recommended an increase in the vended meal prices. We still serve meals to our Shepherd Lutheran school, but we actually deliver those meals. So, there is some um transportation and fuel cost involved with that. So, we've increased that or we're recommending an increase of 10 cents just for transportation costs. Board members, I'll entertain a motion when you're ready. I move that the board of school trustees approve the 202627 school mill prices as presented. >> Second >> motion by Jennifer, seconded by Josh.
And then this one is Game Game Day Lighting, and this one's out of Kansas City, Missouri. So, these are these were the two. So, Now, okay, so so I'll kind of backing up to go forward. Yeah. And I I shared I shared that with them today, so they should have that. Um Okay, so on your sheet that you made, so you're saying going down the side, you've color-coded them, but if we did all of those, that total at the bottom is what you would expend. Yes, so so just really just um when you talk about our unencumbered balance on 410, we have unencumbered budget balance, not cash, okay? A little over $700,000, okay? All of the amounts that we have on here between the modular canopy, the fire alarm system, the fire alarm blueprints, security cameras, lockers, and then we went ahead and budgeted $45,000 for our technology rotation, but we're not ready to pull the trigger on that yet.
And he shared with me hundreds of thousands of dollars of water we could save through the deal as a district for for the water line down to the main city. So, I'm just sharing that this is something that we should really look at. And so, uh You guys stated in the Frankie in the the AASA with the school superintendents association code of ethics, the educational leader makes the edu- education well-being of students the fundamental value of all decision making and students stand by our safety of the students and staff and families has to be top priority at all times. We will continue to our value this position with you. We are good at that right now. We just want to put where we don't have any problem and we're not using any funds. We're using the Can I just clarify something since we're on the same topic still?
And um there was actually an equity learning and innovation meeting that uh most of you board members were able to attend. And we basically presented SSAC's work for this year. We shared the journey of SSAC over the years. We guided our our work this year, and we grounded SSAC in rightful presence, youth participatory action research, all these concepts, the district's strategic plan even had an uh an effect in that. Student-teacher relationships was a big part of SSAC, as well as the portrait of a learner. So, all these qualities um really grounded SSAC into what we accomplished this year. So. And then um the second thing we want to um express today is the student perspective. So, um in terms of, you know, rightful presence, student-teacher relationships, and what SSAC stands for, you know, the when we look at, you know, students that at CV East, um the environment and setting, you know, we've realized are big factors contributing to their behavior.
Is there any discussion? All those in favor. That motion carries 5-0. Next up is the approval of preschool to 8th grade whole childcurricular materials. This is all day. So, we have several um motions and um this evening. So, I was going to give some basic overview information before we go into each one. Um you know, curricular material adoption is a really important um component of our school district. It provides the resources that we're using with our children um to teach all the different areas. And we take this um this task really seriously. And it's it's been going on for months um in places. And um one of the things most proud of is each year we have created trans more and more transparency to this process. Uh we have you know you'll see a lot of staff members involved in this but what we really have worked is our parent our transparency with our parents and our community.
Football field lights are on there at 160. Transportation to replace the bus or vans on there at 70. Modular payment, we're going to pay the June and July payment out of this year's budget to put us further ahead for next year's budget. Other purchase orders within the district, uh tables, if we buy new health tables uh to put up top over here for an extra classroom space, shot clocks, the modular gutters, moving the gas line, modular furnishings, uh code footprint for the fire marshal for the modular, and then the new fire alarm panel here at the high school. If you add all those items up, um we are at $467,000. So, when you take our unencumbered balance of 700 704,000 and you subtract those, that gives us our budget remaining at $237,657. That's not cash, that's the budget authority we would have left to spend, okay?
Just to make it clear, the the grant doesn't require the school to put any money. It just we have to come up somehow even with volunteer hours that will count towards the matching requirement. So, if Booster Club was prepared to hey, let's do the brick fundraiser to come up with the matching, it would just alleviate the the burden on community members if the school could put towards some. They'd be happy to put in whatever it is that you guys decide to do, but it's not a requirement of the grant to get it. And then secondly, it is an open campus. I don't I don't like that word because you're right that that to me brick raises red flags. It's a controlled environment and so we we want to have a fence up still and just control access. That's that's what we're going for, not open campus.
So, like, when students enter different settings, you know, they have to feel comfortable. They have to or like, if they don't feel comfortable, if they have, you know, any of these issues, they they'll have trouble maintaining focus or grasping what the teacher is actually saying. So, it's really those small details that makes a difference. Um like an example of this is like, for example, like teachers greeting students as they walk in, like, you know, that makes them feel more comfortable. That makes them more encouraged to learn in class. And again, that just, you know, re-emphasizes that that idea that these little details do make a difference. And that improves the overall student-teacher relationship. And then um yeah, many students were talking about like this past week. We're talking about how they feel different depending on, you know, like like a lot of variables play into how they feel when they enter a class or depending on the teacher they have, and even what time it is.
Um a several years back we opened up I have we started having an openhouse where we have that process we have every all of our materials um available. We added evening hours were able to come in and review and provide feedback to us. Um, and you know, before that it was just we would invite a couple we would invite a couple individual parents and we really went away from that invitation and when it's time for a curricular review, we send it out and invite anyone who could be involved in that process. Um, in addition, we know sometimes the time commitment doesn't work for families if you're a working family sometimes when we do the work. So, we anything that is um is ver if it's a virtual material, we're just sending it out and saying review it and give us feedback. Um we put that in place.
Cash balance in our capital outlay account, um again, this is cash. We don't have the authority to spend all this, okay? Cash balance was $1,195,814, okay? We don't have the ability to spend all that, and quite honestly, we don't want the ability to spend on spend all that because we want that to be able to roll over to next year to be able to help with items for next year as well. So, if we do expend that $467,000, that takes our cash balances down to $728,000. We will get a tax distribution check in June for around $280,000, which puts the total cash just over a million dollars. Whenever we presented you guys with the uh project budget summary earlier this year, we had projected to have in cash at the end of this year $1,000,000 and six $1,016,000. With this projection, that puts us at $1,008,000.
Hey Ronnie, yeah, I was going to ask you couldn't really hear you. Yeah, can you hear me okay? Yep. Good. Yeah, can you hear me now? Yep. Okay, I was listening on YouTube to see if I could hear it better, so I heard perfectly. Um Are you Did you already have your thing or is that all the comments on that last Yeah, I just did my comments. Um I I appreciate the booster club putting the information presenting to us. I really appreciate the administration, you know, especially Dr. Soltero with all the walking on the campus safety-wise, you know, beautifying the campus and everything. Um I And I really appreciate everybody listening to what they had to say. I just wish it wasn't buried into another agenda item of reports because when I had asked, it was supposed to be a standalone agenda item. Um but I do appreciate everybody's work on this and I think the community involvement is fantastic.
All these factors really play a big impact into what their mood is. And you know, that that at the end of the day affects their ability to learn. So, the biggest thing is it impacts the the relationship between the students and teachers. So, these factors is what, you know, I've been learning from my student like um some of my peers this week. So, the one thing I want to emphasize is that like, you know, students and teachers, they both have expectations for themselves and each other. And both students and teachers, you know, they need to be on the same wavelength in order for the process to work. Students have to switch classes constantly. You know, their mind when they get to the next class is still in the previous one, right? And then by the end of the day, students will begin slowing down, and this will affect their, you know, productivity, right?
