like right after the shutdown like they get it their freshman year that [Music] and so i know that and it was probably more than that but i think something with the parents has kind of fallen to the wayside and that really would be helpful i think so that's great all right um well we wrapped up our modern pie fundraiser which um was actually record high we did ridiculously well with that this year which made me very nervous that nobody was gonna pick them out because somehow we pulled it off though we actually had a record pickup too they were all gone by four o'clock usually we're there until 6 30 and it's literally in our freezers at home so that worked out really really well this year um we just finished up our spirit where we usually use custom ink not so happy with them this year it was not not their best performance we had some quality issues they should be wrong item replacement i mean it's then they came to pick it up without telling me they were coming to pick it up um it's been it's been a little stressful with them but most items are out a couple of stragglers that hopefully will come in soon um we are currently working on our holiday boutique super excited about that um it's a little kid's christmas shop really glad to be able to bring that and do that this year um we are still looking to schedule math science um which is something actually i kind of wanted to ask um i know i think other schools do use math science um i don't know if you guys are doing it virtually or hoping to get instructors and you were hoping not to do it virtually so i was wondering i said i figured there's a lot of schools if maybe we could possibly get them as like an approved vendor so i mean our principal said that he thought if it was the same instructor week after week and they got that person approved and they were vaccinated that he thought that would be something that we could probably do in the springtime which is when we usually do it anyway like same group of kids like group kids signs up same groups but obviously i didn't put the forms through right now yeah i mean they're pretty they're a pretty small shop that's probably the same person sarah i think it's normally like 10 or 15 kids that sign up for us anyway yeah and i'm just wondering if like they seem very willing to work with whatever criteria we need sending vaccinated staff doing math keeping business wondering if we work with them if they would be able to meet those accommodations for like any schools and kind of almost have them approved the vendor type level it would be more like a club like elementary school after school club well so this is like we usually bring in during the day during the classroom oh so ours is different we did after school yeah so we bring it in we've brought it in like all the classes get to experience it um like they do offer the virtual option it's a hands-on experiment so doing it virtually it's it's not as exciting yeah virtual influencers it's hard to interact through the screen so you know um that's what we're hoping to bring in history it was nature's classroom but it was a mobile thing it was supposed to be outdoors but then it monsoon the day that it happened so they had to bring it indoors and it was in each individual classroom for fourth grade and one day in fifth grade the next day so they did do it it worked out right so yeah i don't know like i said they're willing to they're pretty flexible so i don't know if that's something we could possibly do less paperwork to kind of do it on a broader school i thought um you said that was history or were my times classes maybe like they came mobile it was making it last year ais but outside it was actually amazing it was a full week uh they brought like a version of the program if they normally do like the sleep away but they brought it naked monday last year we were split into two groups so it's like one group had half the week in the other hybrid group had the other half of the week but um i was able to come and take pictures they did like seven different activities they did a dissection they did like a little walk in the forest it was really they loved it it was a good backup option if you have and don't want can you have a contact control yeah sure you used to reach out to them for sure um and then we're also looking for a history program if anybody's got any good because history so i'm sure that's something we want to get to maybe we'll stick with that [Laughter] kindergarten but it was a musical program that did songs of all the history like star-strangled banner it was like u.s history but it was really interesting because they dissected the songs that kids knew and taught like talked about the history behind the songs and then it was like do you know what that means so i'll see if i can find it yeah definitely it was different for sure um we're also trying to see if we can maybe for like late spring you know maybe may try to put together a talent show again that's something that we used to do i think i'm trying to do it outside and we did have some concerns with lighting and playground equipment and things like that um and also even maybe a stage i don't know anybody has any ideas on how we can sort of do a stage outside like um because the concern was basically if we just set up like on the blacktop no one's gonna see a you know second grader brookfield town parkfield town park i mean they have a park there too but um um [Music] doing that kids just love their you know their american idol for the whole few minutes if they're singing um yeah yeah i'm telling jokes or whatever and so that's basically i think everything i've got to report i'll find out about the dues for you and um i think their next ptm meeting is scheduled for january 6.

which is pretty quiet right now they look great they're still selling them they're also running a school store with holiday orders delivering soon they're trying to plan an outside social slash dance in the spring for the eighth graders some kids maybe something else for the whole school and their next meeting is the first thursday in february they just had a meeting last week and they're doing it um concurrently with the principal monthly meeting which started in uh colvin he started doing monthly meetings just to update parents and then the pto jumped on a tag team so they do it's still virtual but that's it from west side and i was not expecting it but we did um a profit of a thousand nine hundred so that was pretty good for something that's not expected so we're definitely doing it next year um we've had a couple of uh meetings and those are with mrs bradley next week we're going to have a busy week we'll be having a raffle extravaganza and it's going to be outside so we have some parent volunteers and so we have a lot of donations from businesses so the baskets will be outside it's going to be a lot of work you know to get them outside and bringing them back in but it you know we'll make it work um so we're looking forward to it and we have only 18 thanks to south street we're having the denmari patrick's hockey day so we're going to be doing a saturday then we're also having a holiday shop for the little guys and all those were donations by staff and businesses so we have quite quite a bit of stuff um and um so right now at the school we do have some clubs after school um we do have the art club and that's by um west hunt intern she's doing an art club once a month and then we have a science club twice a month and then we have the theater club that's going on and i don't know what that looks like but the kids know that we don't know if it's going to be you know outside i mean it's going to be may sometime um but we don't know what it looks like at this point but they're okay because they're all excited right and they're looking forward to it so that's what we have going on um we just finished paying off our murals we've needed five murals um inside the building to make them look nice and they look fabulous all right um we bought the month medals for each classroom for the school year and then we got to have our election day base sale this year which we didn't get last year we made like 860 dollars off of our bank sales which is really cool it was very sweet we had lots of our principal's been out the past month so there's not a lot to be doing um after the first of the year we'll have our yearbook cover contest and our yearbook sales will start and then for valentine's day we do carnation sales uh king street there's not really anything to report they haven't been we haven't had any meetings except for in september um um ais actually i can also do rogers uh rogers park had the debris hat tricks fundraiser which was very exciting they came to the school everybody loved it i don't know what the final tally is i like how much money we made or exactly how many tickets were sold but i know it created a lot of excitement roger spark also now has a green house hopefully everybody saw the photos online it's amazing the gardening club is putting it on and it it is just amazing to see how much time and effort the teachers put into all these things they mean black beans and rice which they grew the beans very cool um i think basically that's what's going on there and we're trying to get some like picnic tables and stuff to put in the greenhouse and things like that but those are the major things over there um ais has had quite a few things going on we did an outside book fair that was very well attended we had a very successful food drive we sold online spirit wear which is going to be delivered next week and we are also hopefully waiting on approval to do a um drive-through toy close donation um next week where we're also setting up these little it's almost gonna be like a drive-through winter not holiday winter viewing and this little drive through kind of a setup um so we're setting up these little like stations where kids can stay in their car and see like lights and little like signs and all these like doing scenes and sort of drop off your donation and you'll drive through and you'll get a little craft to take home and it should be very cute and for the spring we're looking forward to doing a bunch of different activities i think our major one will be the international fair which will be a set up outside and maybe different families sort of come and represent their heritage and they can basically do whatever they want we have we've had in the past very successful all different tables and people kind of come and stop so we're looking forward to doing that um and that's pretty much it so good evening everyone i want to start off by saying that uh and she got back just in time to celebrate her kids who were finalists to say uh this saturday they did an amazing job that's awesome so we will have a press release out on them soon they are incredible um and so obviously i'm sad sadly it did not get the same at rockefeller center but they really are remarkable and the teacher is amazing and given you know it's not as if we have a choir class where kids are pulled from different classes to go and get pulled to go to music class this is elementary school things are incredible so kudos to the teacher i got to meet her um again speaking a little bit more from the tree of these fabulous uh so that was really good to see this weekend i needed to start off with that before um and so on if you don't mind i like to just jump into it we had a busy couple of days school days including weekend we have learned that a number of our peers in the region are also struggling with some challenges as well i just got off the phone coming in you may have seen in the news they closed down for two days because they tried to three days thank you as they tried it they settled down apparently there was some unrest in the community where there were some incidents in the community so i think that contributed to them closing their building down and one of my cabinet members is doing an internship there so she's a little closer to what's going on that i also call no walk norwalk is also struggling with several incidents in their district connected to some folks there as well their their situation is really intense they had a threat there was a email right there was something in the bag uh you know weapons in the bag including the bomb in the back and so uh police actually bags were left behind at the school police came in the building and went back imaginable at the building until they were able to get all the bags to the school and the site safe they had a two-hour delay i believe it was this morning to try to provide social emotional the mental health support students and staff but as you might imagine had to be quite troubling i spoke to some teachers uh administrators that i used to work with at milwaukee high school as i'm trying to provide reassurance that they're going to be okay and here we are at noaa so just rewinding back to us on friday this brought our attention that one of our first it was looks like one of our teachers had received the message that was forwarded of course to the principle we began to address and deal with what was in front of us to the point where it was a little concerned because we just are not sure of who the person is we still don't know exactly i feel like we have a little bit more information that we had on friday but on friday we didn't have enough information we felt like it was it made sense to send our kids home to no staff home just kind of given the level of brexit we were dealing with one threat in the morning we needed some time to mobilize our buses i actually received an email from one of my parents who was very conservative the organization of the buses and i totally understood where she was coming from um but honestly our buses we i also think the bus is the bus company because folks don't work in between you know they drop off at the end of the day so we were pulling folks from child care we were pulling folks from doctors appointments working out in the gym taking a walk in the car i mean they could be doing anything and so we were as buses were coming into the parking lot on friday anyway we continued to keep us kids go to the buses that they were assigned to if it was a true emergency we would have just and don't get me wrong it wasn't urgent we probably would have done something different but we felt like it was controlled and that we got everyone out of the building um as quickly as possible we did not vote with the two o'clock assistant 130 distance of it was the building is dismissed as the buses come in get on the bus so i think we had four or five buses actually have to circle back because they left prematurely and if you've been up at the school you just kind of have like 50 something buses i believe it is and just kind of all lined up double bar so someone must have made a signal to give them to go i know i mean i was standing there watching them leave and their kids coming up to me they thought you know i had the power to give them what i did back and so it took a little bit longer than i would have liked i think we do an amazing job getting kids in and out of that building i think typically it takes nine to ten minutes with three thousand kids probably took more like 15 to 18 minutes on friday which felt like an eternity quite frankly looking back on it if we know that we may have to make a decision like this again and i'll fast forward to today in a minute um we will call the bus company further at the beginning and let them know as we're thinking about or even considering it we'll have them on deck and make sure they've pulled over people so we've learned from from what happened on friday to make sure they're at the table sooner in the process i think they gave them about 40 minutes of the time the majority of the buses were there in that 40 minutes but like i said we still had five plus buses that got there a little weight and left for the prayers so that's one the the threat was the threat itself was vague we didn't feel like it was credible and that we had enough to substantiate anything significant just in terms of we just didn't feel like it was credible however we didn't we also didn't feel like we had enough information to not send kids home and you know during this whole time of course we've collaborated with the police department with the city officials with the mayor as well today was a little different we received a threat late last night followed by another one this morning we have more information than we have on friday the police are pursuing a warrant to go to google and get the permission to find out who the career of the account was but at this time we don't know exactly who that is but given that there continues to be some action on that side meaning they continue to send emails out it's actually helpful for us we are making sure we do a better job shielding we have now the ability to shield the recipients of these emails there's an investigation going on but we're able to do a better job shielding our students and staff as these emails come in we don't want to stop the person from sending emails because we'll leave better chances of catching quite frankly so just know we feel pretty good about what we've done to shield our people i can't say much more than that but let me also say i struggled today not releasing the high school again i was in the building this morning for a couple of hours in the building at the end of the day for dismissal we went back and forth on what we should do we felt strongly like we needed to make it through the day um and not because just to prove a point it was really about we felt like we were safe given the new information that we had which was different from friday we continue to work with the police department we've asked the chief to maintain the presence that we have so we have five police officers in the building we have two sros who are stationed assigned here three additional officers they were amazing on friday they were in school they were working with our staff because we had some staff members that received these emails firsthand they were shaped up so we did whatever we could to support them kelly who's now our assistant superintendent of special education personnel she deployed social workers and her support staff to the building today to the high school but that support is available for staff and students district-wide it's only a request for any any kind of support and mental help support every bar they will be deployed to help us we know this is a really difficult time for us i'm doing everything that i can to make sure we have our bases covered and we have the support that we need to survive it was on the phone with the chief earlier this evening this shortly we will continue to maintain the half the fight that we have if we need more we can have a conversation um the five gives you pretty good presence at the high school so we're gonna go with the we'll maintain the five that we have like i said they were incredible on friday and the fact that we had people working his division working on the email exchanges and pursuing the warrant we're also really encouraged by that as well we're not at the place now where we're totally hands off so our i.t because it also has the ability to work and help as well so we're encouraged by the progress and monitoring and assessment that you saw in that email that i sent out that we're able to have a little different eyes on this situation that we had on friday with all of that said if the language and the breadth continue in the way that we feel like we need to do something different we will we'll do everything we can to continue to update folks and to update our parents and if for some reason we think it's enough just to keep his home whether it's a high school any other building we will do so and then deal with it on the other side just in terms of you know it's going to be a significant disruption particularly do that k5 or even six eight for that matter but we'd rather be safe but we felt really good today about who we were um we continue to feel like they're not credible threats but a threat is a threat and we understand the actions we have to take on friday all i can say right now is just given the information we have it felt a little bit better about not dismissing this so i understand that maybe questions after that but i just wanted to just share what i i can right now yes yes just i'm just curious you know what one side i have just gotten a call and an email as well um so you know the wording says you know these threats are not credible uh which is a good thing i'm just curious when they say i'm sorry this is west side but maybe just in general too when sort of disciplinary action they're saying has been taken i'm just curious what that looks like what's happening around those threats you know okay so the in for the family's parents here who are not aware of west side we had a student who made a concerning statement on friday on the heels of what happened at denver high school on friday so we learned about that on sunday night through a parent so this child may be safe on the bus on friday and i'm assuming that child who heard the statement that the parent know informed the principal sunday evening until we begin to see that motion um called a couple of other students they said that yes they also heard the statement almost word for word and so with that there's actually a code of comment if you make a threat it could be up to 10 days plus extra right including police involvement etcetera so when we say the cold content doesn't mean applied it's applicable here it's no different it'll really depend on the level of statement if there's a weapon you brought in like it's like an automatic 10 days depending on the statement or the level of the threat it could be the same so i'll just go here okay without bringing any attention okay i was told not to say too much because don't get the understanding but just know there's kind of a mask on what you can do off one kid at king street and a friend texted me saying there's like 20 cruises driving to the higher at the high school this is friday so i just texted my son i said are you okay and he very quickly responded back um he did not know that the school was in lockdown until they announced it in passing between first block and second block is that when it happened or you know where some parts of the building may be on soft lockdown or aware of it before other ones were i'm just kind of wondering what the process is because he was aware of being in lockdown for about five minutes so um i'm gonna answer in a couple ways so so one i was at the building when we released on friday i was in library i could barely hear the announcements um so that's one and so i can understand depending on where you are in the building depending on moving the school they may have made it hurt i don't know um i was in the office dan was making the announcement but i don't know what that means in terms of what you're hearing throughout the entire school you're actually sheltering place which is not a total lockdown but there's no movement which essentially means you can't come in until we're we don't the police department encourages not to use a few soft lock down the block but it's a very soft one um and it was literally maybe five minutes and not because i was there like from the front office by the time i sat down and got in and said okay where are we like we had just come off of the off the shelter clips yes and so what happened with this school we were assessing the whole time and we had made the decision i had made the decision every building is going to be a sheltering place until we have a better handle on what's going on and the chief of the police several police officers at the school and at that point had being the school safe so that decision was made it was in five or six minutes um in fact we hadn't even made all the calls to the principles i did the same thing with my son he's like yeah i'm fine i heard that and he's like yeah i heard the announcement it was like i don't go anywhere and he and today i asked him how it was just like i'm i was happy to stay in school all day like and he said i felt totally safe so he said he didn't feel any different he felt safe and he was happy to be in school all day but i got text messages from a friend as i was driving here saying are you keeping christian home from school and i said what no because i didn't know about until your message this afternoon i didn't know about anything else and um her daughter or another friend her mom picked her up this morning and she's not going to school which i i guess everyone heard a little bit differently but i just didn't even know about the continuing practice he said he said something there's more than a regular episode i have a question um i just want to know i assume that safety has always been something that you've been thinking about and trying to improve on but what specifically are we trying to do like maybe for the high school or for the other schools like to improve like i know i was part of cam street and i know they changed like the front and how you enter and things like that but are there still conversations going on about what we can do in the forefront so that we can try to figure this out i don't know metal detectors like you know just i've heard all kinds of things that people are talking about having you know more access to police for quicker response or something like that like i just i'm curious so this may or may not be what you're getting out you have to question some of the principles and i'm actually talking this morning it's time to revisit this see something to say something campaign that we have because i think more than ever this is really a time when we need to remind our students how important this is to keep our schools community safe it's language that's been somewhat removed from our community just kind of given that we don't have necessarily have the same momentum that we had in previous years so that proactively that is one thing that we've talked about doing i'm meeting with all the administrators tomorrow for a quick 30 minute check-in and that's something i'll be reiterating to all of every school you know different levels of engagement open years but everyone's familiar with the strategies and how to get kind of the full school school school community engaged so that's something that i'll be pushing pushing on all and then the other piece is really creating a sensible awareness through and to see something to say something is really important so i'm just gonna stay there for a second because i feel strongly if our kids see something they say something we're not going to really have any problems at this school because if it's something internal just feel like one there's going to be another student who knows what's going on and at the high school particularly we talked about the additional presence of police officers at the school we have additional facility we still have gaps you know we have personnel shortages as well and it's not just batteries in safety accidents unfortunately one of them here at the high school but i think we're trying to get to eight or nine i believe we have six or seven so we're trying to make sure we output all those positions but at the same time we have two additional teams this year and although their job is not necessarily to walk the hallways but certainly in between classes they certainly do and one of the things that i like they also have a caseload of students and so they have connections you know personal connections with a number of average students that potentially can help indicate lessons so i think that's also helpful for us the fact that we've hired the additional we will never will always know more but the fact that we've hired additional social workers and guidance counselors this last year i think also helps in times like this just to make sure we can get more kids in front of get more staff in front of kids and then last but not least particularly at the elevation level and what we've done is 612 as well we have intentional time carved out for building community and classrooms and i'm not suggesting in a community building activity someone's gonna say kathy did it right because i kind of suggest that's going to happen but if we've connected with the teacher in a way that does not mean folks you know kids in class talk about how they feel about what's going on in school how this is making them feel they could encourage someone to speak out to the teacher when everyone has left the room and so we feel like you're literally just continuing to be intentional without these practices can lead to being proactive and addressing these issues but just in terms of additional like hands-on security-like personnel is not something that we're looking at right now but doesn't mean it's not something it is important for me to make sure that we have the requisite number of attitudes at the building i don't feel like we'll ever have enough quite frankly and if we're budgeted for nine then i was born so i just met with the director today for security to see where we are we had a couple of hires we had a couple people leave and so it's just been kind of resulting just but that's i have a question in terms of communication so it seems like given the you know volume and the number of students here that potentially that there's a situation where it's too loud for a student to hear it could be a life-and-death message theoretically that's concerning i think in some ways um you know i know too because even like a lockdown is usually just like a one one shot you didn't hear it you didn't hear it um the message so i was just wondering like is that something that we can we're looking to address yeah and i know you're walking a fine line between you don't want to also cause hysteria but like well everyone needs to be quiet you know like similar to how the principles were communicated with you know something students could even opt into if they wanted to that they could get an alert on their phone it's like you know shelter like certain rooms or hallways or bathrooms even in the bathroom necessarily here there might be a speaker in there you know in addition to those practices are you familiar with rachel's challenge okay it's it came out of columbine and it's a really um impactful sort of assembly i guess if you will um i would i would encourage you to reach out to maybe mr dara over at west side he does a shorter version of it for the eighth graders he takes a group every trimester and my daughter happened to be i was actually gonna knew before all this was just happening i was gonna reach out to you and tell you all this because i thought it was so profound for her that it should maybe be something that's available to you know um all of the eighth graders if you wanted to just pick a grade you know maybe you know at raptor's park and broadview as well um it was just really profound i mean i i could almost start to cry talking about it she came home in tears i'm like what is the matter she told me about this thing that mr dara had done and he asked all the kids to please not talk about it so that it stays very organic for the for the remaining groups but they basically have this circle of and i won't go into the whole thing but it's it starts out pretty basic you know are you in stem are you in global studies step forward if you are and then it gets a little heavier and heavier and before you know it you know they're starting to learn about their peers and some of the challenges that they might be having at home that they don't talk about didn't know about maybe it's a divorced family maybe somebody's dealing with alcoholism in the home and it it stayed with her i mean in a good way and i think for her um and for all the kids there it just sounded like it was very important right now to have that connection for these kids to have that sort of safe space to say like this is what i'm going through this is what's happening so i just would say i was really gonna reach out to you and all this stuff was going on i said oh my god um but it was i love that he's doing it and i wish it was more available to more of our students because i think it could be very similar to the say something see something i think it could be very um it's not gonna you know it's not gonna be the answer to everything but i think right now with especially off coping and just all this the mental health and the i know we've got these extra funds you know curtis does it because he does it but he's chosen to teach up a course and stuff and does it i don't know if that's something that we can get our other you know counselors to do with the other schools i don't know if it's something that you know you could hire these other people that do the rachel's challenge and really bring it in a big way as to my understanding as like an assembly um so just something to look into i think it goes it sounds like it aligns with what you're trying to to do i had a question um i just was wondering if um i saw and i don't know the credibility or anything but there is i'm sure you're aware i think you actually sent an email about what was going on over at the avid tech um is that part of what is going on here or is that something else um government over there around that piece um back to remote learning any other just some general questions about the stages there's some significant relationship in the state of the construction office so we're being with the new folks in charge of the construction office along with some city officials is you know we applied for this very unique application and from my perspective this should not be an no everything is okay but there have been two really important positions in the state construction office to folks that are no longer in that spot in that spot but there was one main creation there's enough paperwork out there to oh trust me they're working in there yes so i can hear it every single day i have two hopefully very easy questions um so when is the ais lottery in january it's open okay and then oh actually it's three questions sorry when do you the school calendar when it's like next year's done good question i i'm actually asking my team to put um so that would be three and anything on this open choice is that like kind of stall but the article the paper was like no one has signed up yes and so i know that they don't want to be part of us um go to our website because it's supposed to they are they have actually asked that all the inquiry any questions on open choice but they need these questions to go back to the state to say hey there's significant interest in damn barrier and i think they need perhaps a little more ammunition to push on their surrounding districts to open up seats for open choice that's that's just my like that was my takeaway we'll share it with you um is there any perks to another region going into this open choice i mean is that who you're waiting for to stay to entice it or so that the state is if you're a recipient district um there are some incentives for you you get additional monies um you know a couple of dollars extra per per student um student you get a couple of extra dollars to educate that child so they try to they try to make it really attractive to districts to participate in and then of course sending the student um we don't lose everything until this incentive actually for us to send because we're going to lose every single penny but as i said before has the apartment so i didn't say it was bridge field i believe it was their board there's a 1920 school here actually voted not to participate and i do not know what that means for brookfield i would argue they well they um and so i just wanted to go back to the friday incident phase incident obviously we will continue to update and immediately and make a decision quickly i that's the best that we can do but we'll do everything you can say just want to reiterate the police department was incredible um in addition that works with the emails and investigating that that area of this work they have every confidence that they're going to help us identify who the sender is a little delay over the weekend with everything going on with their funeral they have lost in the department feeling pretty good about where we are again we have a lot of information today that we did on friday afterwards so i'm really sorry about friday and today quite frankly but we'll continue to do everything we can sorry i was a little distracted tonight messages yeah think we're gonna happen we'll be in touch about the next stage it's like the third monday of the holidays have a good night i think generally though

meeting similarly to an in-person meeting however please be patient if there are technical issues to speak during public comment opportunities you'll be able to speak through the webinar link or by phone depending on your method of access to this meeting and the devices you have available to you both the phone number and the web link are available on the published agenda which is in the public notices section of the city website for phone access tonight if you are watching us and want to call in the dial-in number is 877-853-524 and then you enter meeting id 977 1226 this information is also available on the published agenda which i noted is on the city's website and it's on the broadcast of the meeting on ctn channel 19 and online at a2gov dot org slash watch ctn and you'd select the government channel item two is our roll call mr leonard could you please assist me with that i would be happy commissioner mills present in ann arbor commissioner gibb randall here in ann arbor commissioner sobe aaron ann arper commissioner abrams here in ann arbor commissioner hammerschmidt also here in ann arbor commissioner dish here in ann arbor commissioner lee here in ann arbor commissioner clark commissioner weich here in ann arbor ed you are our full quorum is at home and cozy and warm it's bitter out there tonight huh um all right number three is the approval of the agenda may i have a motion to approve the agenda moved by commissioner lee seconded by commissioner abrams any discussion of the motion all in favor please raise a hand or say yes i see all the hands the motion carries item four is minutes of the previous meeting may i have a motion to approve the minutes of two meetings um revisions to october 19 2021 and november 4th 2021 moved by commissioner hammerschmidt seconded by commissioner gibrandall are there any discussion of either of those minutes sets of minutes great all in favor of the motion please raise a hand or say yes that's all hands very good the motion carries um item five are all of the reports um [Music] commissioner council member dish do you have uh a report for us from last night i do and i might not be remembering everything but the big news is that the site review thresholds uh were passed on first reading so there will be a public hearing and probably um a fair amount of discussion at the second time but i think there was a really good discussion of this last night with a lot of understanding about what motivated us and how it will you know how we're facilitating um small and medium-sized projects and how really how we can trust the planning commission to work over these site plans as we do and get the benefits out of them for the community that we need and it doesn't need to go to council so it was a i thought that was a good discussion last night and not of direct interest but i'm sure of interest to all of you is that we did approve the community climate action millage it will be on the ballot in november and so um please vote please ask all your friends to vote and uh i'm not campaigning i'm offering public information sorry um and i can't remember if there was anything else of special interest to planning i can take it from there there was one other item the approval of 106 north forth the site plan for the um modest edition on the downtown development was approved as well um and then the last thing that i'll just for my report is in the working session for next week we have a pre-pud petition uh meeting with the planning commission for 415 west washington this is one of the sites that the city council has instructed the housing commission and city staff to pursue as potential redevelopment and affordable housing very good thank you do any other commissioner officers or committee liaisons have anything to report out commissioner gibrandal i'm from the dda partners i thought i might just give you a few updates on some of the different um downtown projects they have going on with roads especially as it relates to some of the things around uh bike lanes and things like that a division is nearly done um so that's exciting that we're going to have a protected bike lane there on uh along williams there's going to be there they're revising some things in there and you may have seen some barricades up and stuff like that so that's going to be um they're going to have a removable curb in part of it so that art fair can more seamlessly fit in with that state street is currently being redesigned and there's lots of meetings and public input going on with that so that's another thing that people can weigh in on and then miller and catherine are under redesign right now too um and i know again as we're thinking about transit and alternative ways um getting around town that those might be of interest to people as we you know have things come in and then the other thing is we got a a really nice long um uh presentation on the uh the transportation plan and the different scenarios that might come out of that um and you know obviously that relates a lot to kind of how we're thinking about things with uh a20 and with tc1 and things like that so um uh that's still in kind of probably towards the tail end of public input right now um but they uh there's a lot on their website if people want people want to know more um so um yeah that's that's i think pretty much it in terms of things that really directly thanks any others i'll report out that orc did meet two weeks ago last week was a fifth tuesday so we had the week off um and talked about uh the parking regulations mr leonard gave us a couple of different scenarios in terms of things that he that staff were thinking of um so that is moving incrementally forward um all right um um seeing no other hands or committee liaisons i'll move on then to item six which is audience participation this is an um next is an opportunity for public comment it's an opportunity for persons to speak for up to three minutes about an issue that's not listed as a public hearing on this agenda so for tonight we'll be holding dedicated public hearings on three items the village of ann arbor annexation the capital improvements plan and the ann arbor chinese christian church and special exception use permit if you'd like to address planning commission on any other matter now is an appropriate time to speak if you've already dialed in you can press star 9 on your phone if you've joined us through the web link you can use the raised hand button which is located at the center bottom of your screen if you are watching us and need to dial in or want to dial in now you can call 877-853-5247 and then enter our meeting id which is six six three four one two two six mr leonard we'll call on those who have raised your hand again you do that by pressing star nine or using the raised hand button um and he'll call on you by name if you've joined through the web link or the last three digits of your telephone number if you join by phone you'll hear an automated announcement when it's um when it's your turn to speak please move to a quiet area and mute any background sound including television um so that we can hear you clearly and please state your name and address at the beginning of your comments hopefully i gave enough time for the tv delay again star nine i don't see any indications of speakers all right then we will move on to item number seven and just letting people know there's an opportunity at the end of the meeting too to call in if you so desire um item seven are the public hearings for the next business meeting no new public hearings are scheduled for the december 21st planning commission meeting well hot dog we'll see if anything gets carried over but let's try to get through okay um uh item then we're on to regular business 8 a um is the village of ann arbor annexation for city council approval um as the development team comes in i will give the little blurb out on this this is a request to annex a number of parcels from ann arbor township into the city of ann arbor the total acreage is 65 acres um the agenda reference is rezoning but this recommendation won't be considered this evening it's the rezoning is to come with a future site plan so it sounds like we're just talking about annexation and we're talking about properties on pontiac trail and duvarin so um mr leonard is moving kinda the development team and planning staff in um our normal procedure is to have 10 minutes for the petitioner to make a presentation um and then mr khan can provide staff's presentation then we'll have the public hearing before our discussion uh tim will you be doing a visual presentation yes if i can share my screen that'd be great all right is there anybody else that needs to come in seeing everybody on your team yeah i believe so thank you all right so whenever you are ready to start uh we'll start the clock great thank you um so i'm tim lockren i'm the director of land acquisition for robertson brothers home robertson brothers homes uh nice to see you thank you for your time today uh we have some of our partners as well uh brett stuntz from sme and john woods from dtn management we also have atwell group is our engineer on the project first of all just want to thank you for your time i'm a fellow planning commissioner and i know that you do not get thinked often so i appreciate your time this evening if it's okay since i'm already into my 10 minutes i'm going to share my screen and my address for the record is 6905 telegraph road in bloomfield hills um so we're very excited to be here uh tonight um it's been a long road already um it's a large parcel of land um we're about 65 acres or so um and it is in technically um in the township today obviously so we're looking for an annexation um and then the rezone and site plan to follow so we're calling the the development the village of ann arbor if anybody's familiar um also probably know what is the brewer property it's also um there's also an assemblage of land with um the mann family the dufek family and the summers family the summers property is actually already in the city it is at uh basically the southeast corner of duvarn and pontiac trail just uh quickly on the project summary um and what we're really looking for here is more of a vision for a village concept hence the name village of ann arbor and i i'm happy to share some of these components again we're not looking for site plan tonight just the annexation but i think it's helpful um to to show you the project in an episode 67 gross acres um there is a landfill on the property which is why it's been sitting there for so long about nine acres or so we are not looking to do anything in that landfill area street if you go out there you wouldn't even know it's a landfill we're looking to keep that area natural and develop around that so it's about 56 net acres the master plan density um is designated for 7 to 10 units per acre we're proposing 564 total homes and that's a mix of for sale single family attached homes and townhomes and then also a highly amenitized apartment community which i'll go into a little bit of detail unit sizes you know it really does range quite a bit from 684 all the way up to 1850 square feet anywhere from one to three bedrooms we really wanted to to have a number of price points and different options um for uh home buyers so the village concept it really provides for multiple entry points and pricing this is what's really important to us we want to have a lot of different options for those that are in the um the new home market or the or the rental market we will have multiple open space areas this is very important to us so we'll have different pods within the village and those different pods will have open space areas and then they'll be all interconnected so this is something we've really concentrated on in addition to that we're going to have neighborhood connections from olson park to the north to leslie park to our east and we'll be providing vehicular access to leslie park whereas right now um there's only access through a private subdivision um duvarn on the park i think is the name of the subdivision um so this would open that up it would be private roads we would allow we would basically have a public access easement for anybody to access leslie park um and we would have the walking and biking trails we are proposing potentially if the environmental is permitted to have trails through the previous landfill area which again is a very well-treated amenity in our minds we believe it's an appropriate mix of land uses it's all residential but it really runs the gamut from high quality rental with smaller units to larger units and then smaller townhomes for sale townhomes larger townhomes and then what we call an attached single family feels like a single-family home they are attached um the use of the site it basically is a reclamation of as i mentioned the previous landfill property we're going to clean up a lot of that there's there's methane on the site that will be remediating um there there's just a lot that we're doing in regards to cleaning up the um the land which again there's a reason why so much land has been sitting there for so long so um we've tackled it we spent a couple of years by the way analyzing the site we're providing for family oriented plans um and then we'll also have the high quality owner occupied homes and amenitized apartment homes and um just a little shameless self promotion i'll get to this in a second here but robertson brothers homes um we've done a little bit in ann arbor it's been a while since we've been in the area um but you know i would put our reputation up against anyone um ask around you can see our projects around we do about uh we've got about 15 active sites right now that we're either delivering um in the middle of delivering or are closing out so we're very active and dtn um is as well um john woods is on any questions for dtn but they've they've been around for a very long time as well so you've got a good team here and i think what that's important because it shows um you've got a couple of developers here that are going to see the see this through and do what's right for the property and the community just quickly on experience i don't want to go too far into this but um we've been around a very long time uh robertson brothers has been around over 75 years we've built a lot of homes and again i think if you ask around i believe we have the best reputation in the market um we're we've got about 1200 homes in our land acquisition pipeline so um you know we're we're going to be around for a while um and what we really like is to build um infill type of communities um where there is walkable there's there's it's it's something unique to the property um vibrant that's what we look for we do not build out in the cornfields like other home builders so this is right up our alley we're very excited about the site um our partners dtn we're partnering 50 50 on the project um they're privately held they've been around for a very long time as well 50 years [Music] they've got a lot of properties as well lansing grand rapids all over the state and looks like they've developed over 8 000 residential units so we reached out to them we think they're a very quality apartment partner for us just a little bit of site context i'm sorry if this is difficult to read but i wanted to show where we fit in so um if you see uh you can see m14 to the to the left which is west um our basically left or western boundary is pontiac trail the north south and then the east west the top is duvarn we do not have much connection to either of those streets most of our land is in the center as you can see but what i think really this points out is a we're really matching the density of the overall area some of those are blurred as you can see i've got an overlay on it but there there's quite a bit of density in this area um town homes and that and and such so we think we're fitting in from a density standpoint and you can also see from here you can see the connections to leslie park which is on the right of our site the east side of our site that'll be a new connection to the park whereas there was no there was no connection really other than going through that private subdivision there so we think these are really good amenities for the overall area not just our project and that's something we're uh we're very proud of so again that's the overall olsen park to the north i don't know if i mentioned that this is the site concept plan i apologize if it's a little blurry um essentially the larger units on the south those are the dtn rental units i believe there is about 320 of those units and that's really on the southern end of our site so that east-west connector that's a new road we'll be building from pontiac trail connecting to leslie park and then the north south spine that goes to the north of that goes out to duvarn um and everything essentially on the um north side of that is a for sale product ranging from smaller townhomes to larger townhomes to this attached single family and also what we call towns over flats which allows some ranch style units on the first floor which we think would be a really good um product for uh for this area um how much about a minute okay i'll read up um just quickly this is the uh example of some of the town homes this would be more on the western portion this is what we built on the old tiger stadium recently this is the towns over flat building on duvarn so there'd be a multiple buildings of that and townhomes over on the first floor would be ranches they'd have covered parking these would be the attached single family units about 1850 square feet three bedrooms it really feels like a single family home again for sale just pictures of of the quality we we do if you go to any of our robertson models i think you'd find that quality throughout and then dtn's product um again on the south side of the uh of a project very high quality very high-end um um nice amenities um the amenities that we're providing in the clubhouse in the pool those would be shared for everybody in our community so the for sale and the rental which i think is really um interesting and unique potential for our home buyers there are some pictures of what btn does and i think that is my last slide so any questions i am very happy to answer and i'll put it back on the state plan very good thank you very much thank you mr khan report for us and actually probably will stop sharing this screen if you'll if you will um we'll come back to it i'm sure yes mills um i i don't have a lot to add to the proposal it's a it's a site that is very interesting from a number of standpoints um it has some challenges that the petitioner is attempting to mitigate and address it's also located in an area with a substantial amount of parkland leslie park the very substantial leslie park is located immediately to the east olson park is located pretty much immediately to the north uh and the fox fire system of parks is also is also nearby um so we look forward to bringing this petition to you um hopefully um fairly soon um where you can um contemplate the proposed r for a zoning district as well as um is the proposed cyclone that's that's all i have all right um we can open them the public hearing um this is an opportunity for persons to speak for up to three minutes about the proposed annexation if you wish to address the planning commission on this item and you've dialed in press star 9 on your phone if you've joined us through the web link you can use the raised hand button for phone access if you're watching us um our call-in number is 877-853-5247 and the meeting id is mr 977-6634-1226 we'll call on those who have raised their hand you do that again if you've called in by pressing star 9 if you've joined us through the web link through the raised hand button he'll call on you by the last three digits of your telephone number or by your name if you join through the web link you'll hear an automated announcement that the host is allowing you to speak please move to a quiet area and mute any background sound including the television so that we can hear you clearly and please also state your name and address at the beginning of your comments call it with the phone number ending with one three four you can uni there you go you have three minutes to address the planning commission thank you mr leonard and chair mills i'm ken garber 28 haverhill court ann arbor um i know this is an annexation not a site plan but the village is a huge project so it's not too early to bring up some design considerations as mr law firm did one is building electrification this is more a building issue than a planning or zoning issue but planning commission to its credit has addressed it in the past i assume mr lawford and his development team know by now that the city's 820 plan includes the following assumption quote all new residential and commercial buildings are designed and built to operate without the use of natural gas reducing the increased cost associated with retrofitting existing systems end quote we don't yet require this but recently approved large all-electric residential projects here with air source heat pumps include valhalla glen viridian 2111 packard and lockwood senior living those developers told us that electrification adds only an incremental additional cost if any to new construction and modern heat pumps are very efficient minimizing the difference in utility bills which is narrowing anyway as the price of natural gas rises making the village all electric will avoid major emissions let me quantify that in 2019 the average annual gas consumption per household in michigan was 103 million btus that's 100 000 cubic feet of gas or 1 000 therms at 13 kilograms co2 equivalent emissions per therm a conversion factor that takes into account upstream emissions that comes to 13 metric tons co2 emissions per household per year just from burning gas multiply that by these 564 units and you get 7 300 metric tons co2 per year that would be a 1.7 addition 1.7 percent addition to the city's current total residential emissions at 7 300 tons every year for at least 75 years and co2 stays in the atmosphere for centuries another consideration is fiscal for the city to achieve carbon neutrality it will need to offset those emissions i don't like offsets but they're in the 80 plan the highest quality offsets are currently priced at 47 per metric ton co2 so this project with gas will cost taxpayers about 343 000 a year to offset and by 2035 it will need to be retrofitted anyway with heat bumps because that's the last year by which rich countries like ours must fully decarbonize in order to keep to 1.5 degrees of freedom based on ipcc carbon budgets the village stands out because it's so big but the same principle applies to all new projects the forced air gas furnace is a technology that no longer has any role in residential new construction not in a world where atmospheric co2 is at 420 parts per million and still rising fast thank you thank you call it with the phone number ending with five three four caller with the phone number writing with five three four you have three minutes to adjust the planning commission good evening this is tom stalberg calling from lowertown in ann arbor uh it's nice to see this property come in for annexation i'm going to talk about more than just the annexation because it's hard to just do that with this property it's nice to see that this project is meeting the existing comprehensive plan as some others have not recently something to consider in this area the area was planned for a certain level of density with the anticipation of not having traditional single-family homes and just a lot of two-car commuters driving into town and that relies a lot on transportation alternative forms of transportation and we haven't seen that addressed yet as we've seen other developments coming in and we know there's been a lot of new development in pontiac trail devon nixon corridor and we know aaata has made some presentations recently about what they could do for increased service uh that relies on substantial millage increases as well though so as you evaluate this project uh please contemplate how we can achieve the density that this was planned for with the transportation needs so we don't just have a lot of commuters getting into cars and driving in which was the whole purpose of planning this for a higher density and some of their designs do certainly meet that differentiation so i appreciate the developers variety of design that has an eye towards that uh while we're looking at this there's also r1e across the street and the polti development i believe that's the only built r1e project there was another one that was approved but that was never built uh and i think that when he went away with a consent judgment if i'm not mistaken um there's been calls before to evaluate rooney and see how it's working and not working i think this would be a good time to contemplate that do we want it on our books or not i don't believe this developer is proposing that but i'm not positive because this is just annexation at this point so overall this looks like a very good project that it's meeting the uh the plan the comprehensive language plan for the area and i hope to see all these issues at least talked about thank you thank you if anyone else would like to participate in the public hearing if you've dialed in you can press star 9 on your phone if you have joined us through the web link you can use the raised hand feature see no additional speakers all right very well then i will close the public hearing and read the motion the ann arbor city planning commission hereby recommends that the mayor and city council approve the annexation of 1680 duvarn road 2670 pontiac trail 2672 pontiac trail 2678 pontiac trail and 2682 pontiac trail moved by commissioner abram seconded by commissioner sovay discussion of the proposed motion anybody want to kick us off commissioner abrams thank you um i was hoping that either mr leonard or mr khan could review kind of um consideration for annexation so since we're not since this is not about the site plan or the zoning i think it would help me as a matter of process to clarify what things we should take into account when we're thinking about annexation thanks i'm happy to start off um commissioner abrams and then brett can jump in if you like um with regard to considerations i think one thing to consider is the agreement that we have with ann arbor township which was signed and i believe 1994 which spells out the ability for a private property owner to petition for annexation into the city of ann arbor in order to obtain city utilities like water and sanitary and that agreement says that the township will not contest um the annexation so um it is what is being proposed now is consistent with that agreement so i would think that that agreement would be one thing to uh one thing to consider another thing to consider would be the availability of water and sanitary which uh both of which are are available uh so i would say that those are the two things that that come into uh mind for me at this stage of the process which is uh just to review the annotation let me pause to see if brett had anything else he wanted to add now the only thing i would i would sort of add that is just a different way of framing i think what uh jeff has already stated is that in those agreements with the surrounding township including in this case ann arbor township um this area is part of our um planned utility service area so um in considering annexation of that property that is part of an ultimate geography that the city has counted on providing those services to the annexation obviously not only opens up the opportunity for those services to be provided to that but also brings that land into accessibility for all of the benefits that are available to properties within the city commissioner dish i realize that we're just considering the annexation and it seems a pretty straightforward case um i i really appreciate the design of this proposal and i appreciate the um the diversity of housing options if it isn't inappropriate i would like to carry a couple of things forward from the public meeting that happened on this i i can't remember if it was this summer or when it was in covid blurred time if that's not appropriate please tell me so i don't keep us here any later than we need to be if i'm quick okay okay i see from chairmills it's okay so i just wanted to say um following up on garber's comments that i that uh at the public meeting on this property we talked about how since it is a village concept since it is a pretty expansive development and a nicely dense development it would be great if you all would explore the options for electrification and in particular checking into whether geothermal is possible for you and cost effective for this site since you are servicing so many homes that might be a realistic way to approach it otherwise certainly electric appliances at a minimum hvac would be ideal heating would be ideal the other thing that i wanted to raise delighted to see that you're going to be providing this alternate entry to leslie park off of that will come off of pontiac that's going to take some pressure off that private association which is not happy with the traffic that it gets i can tell you um and i'd love it uh if you would uh be sure to consider to make both of those streets that you're putting in complete streets because this is an area where folks bike because there's so many parks and so we want to make sure that the streets that you're putting in not only have sidewalks but that they have biking amenities this is also a part of town which i live in that has incomplete or less generous than i would like bus service and so um a lot of folks really do bike up pontiac and in a town it's a really short and reasonable bike trip and so we'd want to make sure that your your village supports and encourages that option um and then the final thing which i'm not sure if oh whoops also please be sure to build um covered bike storage for the apartment portion of the property because you're going to have a lot of units there and i don't know what the garage situation will be for those units and also people don't like to carry their bicycles upstairs so um making sure that you have covered bike parking there would be really superb and then just finally um we are seeing such a traffic load on pontiac and there is no there is nothing to stop the traffic between us 23 and barton drive so though the speed limits decrease and people are supposed to slow down people actually whip through there at very fast speeds at a minimum i would love to see a four-way stop at the duvarin pontiac intersection which is your intersection in my wildest dreams i would love to see a a little roundabout but um i'm not sure obviously i'm not a traffic person so i'm not sure that that's feasible or warranted but um you know this will be the the third really kind of big development within a few blocks on up there on pontiac and so we really are seeing a lot more traffic and um i'm really hoping that we can do something to help control the speeds because the folks who live in arrowwood and then there's one other housing association immediately south of arrowwood on that same side of pontiac they can't get out of their driveway in the morning they can't get on the pontiac trail during the peak traffic times um because there's just such a flow of cars and a lot of the folks who live in the relatively expensive really nice homes that are right across the street right across pontiac from where you're developing they do drive they drive to the hospital they drive to the university so anything that we can do to take the load off of our neighbors in arrowwood would be really lovely by at least just providing a break in traffic other planning commissioners commissioner clark hey so thanks for bringing this part i agree it looks really um i live on pontiac trail directly on it right um down the street from this will be a new neighbor um i want a second at least sorry what commission commissioner dish said about um why try and provide alternative transport towards town it is really short bike rides down into town that's really straightforward it's just traffic speeds i've never um had a weird word directly on height trail i've never had it so bad that we can't back out of our driveway i have to say that's something i've not experienced but i can definitely say that there has been a massive increase in vehicle traffic so um i know it's kind of like a bigger picture thing but i agree with the need for there to be a better biking structure potentially a roundabout at jubaran um and anything like the shuttle buses i've seen from another development have been going up and down pontiac trails that seem to be pretty well utilized so i think there's a lot of room to explore there looking forward to seeing this progress other commissioner questions or comments commissioner hammerschmidt and then commissioner gibrandal thanks this should be quick um so i'm just trying to keep these things separate in my head the annexation and then the site plan so um the annexation so this is more of a i think a process question for staff so we approve the annexation something happens with the site plan god forbid because i think this looks like a great project it's still annexed into the city is that correct like nothing changes with that we're gonna bring it into the city and then whatever happens with the property in future dates happens with the property yeah what in just that's a good question it would become the city and we can't take any site plan action or zoning action on any property until it is part of the city in the event that it were annexed and something happened to the site plan um probably what at some point um then staff would come to the planning commission council with a recommendation for zoning um in an interim basis to memorialize a set of regulations that would be appropriate for this property so it's coming annexed without zoning it annexation is the first step um so this this typically you will see when this happens with single family properties for example we often present both the recommended zoning and the annexations to the planning commissions this time given the complexity of this and the time associated with that we have worked with this petitioner to consider the annexation first so that that could proceed to the city council to the state of michigan that because you can't take action on that site plan and zoning until such a time that that's complete so um so if this proposal would not to proceed but it is successfully annexed by the state of michigan moved from the township to the city we would then as staff come in and propose a zoning absent a site plan at that again just to apply regulations to this property uh for future consideration okay i think that's really helpful and this is probably in the staff report i apologize how long does it usually how long is the annexation process take like what are we looking at in terms of timeline um yeah sometimes it's quick and sometimes it's long jeff do you have a sense of beverage but that's correct on that it's hard for us to say um we get a sense that the office of the great seal um may review these in batches it's actually an engineer from mdot that that does the review to make sure that the um legal descriptions close and so it may be as is as fast as a month or two or it might be you know three to four months um so we typically like to get the annexation going so it doesn't hold up the whole process um but yeah it's hard to say typically one to four or five months all right we will just cross our fingers for speedier thanks commissioner gabriendel i know that there was a transportation study in the works for this area could staff let us know kind of where that is in the process and how that may or may not coincide with the development here in terms of um you know possible recommendations and things like that jeff you want to go ahead and address that i can start off yes there is a transportation study uh that started off with it being called the lower town transportation study that is looking at um from all the systems that are coming into the lower town area since there are a lot of uh major transportation um facilities coming into that area and it's looking um up the financial corridor to determine um you know what types of systems might make sense brad and i meet with a group of folks from our public services area um every um every quarter to to get an update on on where we stand we we were not we were not able to meet uh last quarter but we are meeting next week so we'll actually be able to have a more information next next week but um that's pretty much what i know in terms of where they are and i believe that they're going to be wrapping this up within the next few months brett did you have anything to add no that's my um i was actually just looking for the last update i received from our transportation department and i i can't find it but i that i i'm under the impression that they are close like early next year they were going to be presenting sort of recommendations and any conclusions publicly um i can follow up with the commission with a more sort of helpful and detailed analysis if that's what the schedule is anticipated and what the steps of rolling out that information is but in short that analysis i think is is coming to a close i think recommendations will be presented shortly um and if if not completed the traffic engineers will be reviewing this proposal will have the benefit of most of that work being completed as they consider the traffic any traffic mitigation impact would be necessary as part of this development that that would be really helpful i think because um as commissioner said i mean this this corridor has really just been uh i mean there's been a lot in a short period of time and the whole area that it dumps into is right near my work and it's it's just a it's a mess down in that area and so i would be very you know it it affects the immediate area but it also affects these these zones outside of it too and i i would really like to have the benefit of the recommendations from that i'm glad that it looks like it's possible to be able to get some of that information before the next iteration of that comes through because i would really be looking um to that study to understand what some of our possibilities are um for this um i would also like to just echo the desire to this is a this this is a lot of this is a lot of homes and um this is a real opportunity for us to be able to uh really make a difference in terms of sustainability and i would really like to see the developer um embrace that and uh because this is this is i think we need the housing i'm i'm very supportive of all of that but i would love to see you all um really rise to that challenge because i feel like we just have a huge opportunity here and um you know there's there's um you know there's there's just looking at the history of of this site you know this is pretty much big open farmland for a long time there's no like big old woods and things like that there as much as there have been on other parcels and so you have a lot of wide open and in terms of like solar access and things like that you really it would be great to really have you thinking about how to fine-tune things to be able to make your development set up to engage some of the practices that we are really encouraging people to consider and i know that we don't have the ultimate leverage to kind of make you do things but boy it's so much easier for us to be supportive if we see you um not dragging your feet on it but leaving with it and uh it's a real opportunity that i would love to see you be a leader on because i think that um combining that with some of the other amenities that you have would really i think that frankly i think the market here likes it so that's something for you to think about too is that it's not just what awesome planning commission what we're saying but it's it's a whole populist of people that are interested in this stuff and and i think that we're seeing that in some other developments around town that are engaging it and they are they are getting people to sign up for this and are who are interested in it and so i really see it as an opportunity for you to extend your market reach in some ways too in terms of who you might attract so um you know i'm sure because of the size of your organizations and things like that you are doing all kinds of market research and and you know do your do your research on kind of who ann harper is because it's not necessarily birmingham you know in terms of what people are interested in and i think that it's it's not just to have to but i think it's a want to in terms of what um what a lot of people here are interested in in terms of buying things so i think you have an opportunity there too to attract um you know a different kind of buyer it's close to town um you really can bike from here in a real way i do it along this area because my work and i think you have real opportunities there that make it like actually viable um that would really be exciting to see so thanks i it looks really interesting and good so please continue along that road and it would be great if you can consider some of the things that we're bringing up sure thanks we understand mr leonard i saw your if you want to jump in yeah thank you um because um the city's transportation engineer luke liu is awesomely responsive um the lower town traffic study report is in its uh review staff review phase we're anticipating uh a release of that in january or february of next year but what that means is all of the data that has been analyzed and the development this project will be fully benefited from the work that was done in that report that's not an if it will benefit from that so great um i see commissioners lined up i think it is helpful for the petitioner to hear um thoughts but i encourage us to be brief since we still have a full lineup and it is almost eight o'clock um so uh commissioner dishing commissioner super brief since you've already been spoke have already spoken and then commissioner weich yes super briefly i looked in my notes of course this hasn't been staff reviewed but at a briefing on the lower town traffic study they recommend uh a roundabout at duvarn and pontiac a light is warranted they say but a roundabout will do a better job of showing slowing people down so that was a briefing in september we don't know what staff will do with that commissioner watch go ahead i thought you were going to go to commissioner clark uh you're you're first on my list okay uh my question is just about the annexation um uh so going back to that if the petitioner still has their slides available could you show me on your um overview where the landfill is i don't know that that was um marked anywhere and if it was i'm sorry that i missed it um i'm seeing your cursor there to the upper right side is that right um it should be sharing my you see now yeah we can't yes so it is the area that says wooded open space with potential natural trail so this is around you can see my cursor over this about it's about eight to ten acres and then um for staff or mr leonard i was um just struck by commissioner schmidt's question around the annexation process so if we approve the annexation but the petitioner for some reason doesn't do the development and now the land is annexed in the city do we the city bear any responsibility for um any of the pollutants that may be present in the landfill to remediate that to clean that to address any of that um no the regulations around environmental conditions are actually statewide so the standards and measures by which they are evaluated are state standards they are not city standards in fact annexing the property into the city um not not that that avenue would be closed to ann arbor township but um the city is the member of the washington county brownfield redevelopment authority so it probably actually adds more tools should remediation be considered and that is a dialogue we are having with this petitioner about a potential brownfield plan to assist with that work that'll be considered ultimately by the city if they choose to pursue that option as well okay thank you commissioner clark just quick comment that um i just want to make sure it was like clear earlier when i say like with pontiac trail i think it's a corridor that's really well positioned for density uh the extra traffic on the road i don't think so much is like a problem of like having a new development all the new developments especially like was mentioned before this has been um land that really has been needing some abatement it's been kind of just sitting there for forever and i do think that the sustainability aspects of like all electric that would be kind of a nice like bonus and everything but i guess from my perspective i'm really excited to see this project move forward for one density and then it is just a straight shot down pontiac and that's kind of more of a city issue and that we can deliver these services pretty efficiently since this area is already that seems like a no-brainer to the annexation the annexation and yeah really looking forward to this one any other commissioners i'll chime in concurring with what others have said about sustainability features complete streets on the way to the park i have gotten lost on my way to try to figure out how to get to that park um uh so i think that that would be fantastic um also just to be very clear i'm excited um by the number of units here and i would encourage as many units as possible particularly if that helps your performa mean that you can reinvest that in sustainability in this area i mean this is what the this is what the comprehensive plan calls for um this is one of we keep on saying this but this really is one of the last few large properties in town where this will happen and so i hope that this becomes a village um i i i think that this is a great opportunity so please do not be at the low end of that band and please certainly do not undershoot the number of housing units that we can get in this particular area so thanks um any others all right mr leonard i think we're ready for a roll call then okay uh let's start with commissioner dish yes commissioner lee yes commissioner clark yes commissioner mills yes commissioner wage yes commissioner gibb randall yes commissioner soviet yes commissioner abrams yes commissioner hammerschmidt yes carries very good we'll look forward to seeing you when you come back for rezoning and site thank you we look forward to coming back soon thanks thank you all right next up is eight a or eight b sorry um this is the fiscal year 2023 to 2028 capital improvements plan or cip um as mr leonard moves folks in and out of the kind of discussion chamber um again the cip is comprised of updated financial data for fiscal year 2023 projects um that were already in the fiscal year 2022 to 2027 cip and there's changes to some project schedules and a few additions so the um this is a a city effective initiative and so we'll start with a presentation by ms goslin and then we'll have the public hearing all right thank you very much i'm going to be brief tonight um so the plan is covering fiscal years 23 to 28 however the focus tonight is on fiscal 23 primarily and 22 the current year as it affects 23.

she is the senior vice president for piper sandler and we also have us with us today mr bill davis and he's the managing director over there at piper assembly these are the folks that are going to be helping us out with our foreign finance well many thanks i appreciate you guys erica i will turn it over to you we have a microphone on that end so that way we can all hear you good afternoon thank you again for making to meet with us to discuss this refunding issue um so my name is erica coombs um i'm with paper sandler i've been in this business since 2005. i know phil's been in this business first yes since 80s so we mainly work with school districts and issuers in arizona throughout arizona and so it's our pleasure to um to be here this afternoon so we had prepared some information uh in regards to the refunding and so we'll just okay great so we'll just go to page three so i mean the district has does have bond issues outstanding and so those show up on the secondary property tax rate so there's the primary and the secondary and the bonds and the overrides are part of the secondary um the last election was in 2010 and that was for 16 million uh so this is still paying off those bonds and looking at a bond issue you could think of it similar to a mortgage um so in a mortgage you most of the time have a monthly um principal and interest payment that you make with a bond issue you've got two one in january and then one in july um so in this bond promise it's you're repaying the investor over a specific period of time and for school districts that's 20 years or shorter and that's by statute um they they're we're still on page three um so looking at there's a specific date that you make those payments and that's july 1st that's the first day of your fiscal year and there's a specific rate just like your mortgage has a rate so does each year of the bond issue has a specific rate and those are paid by specific revenues and that's the property taxes property taxes for anyone with us within the district's boundaries i mentioned the last time the districts went out for a new money bond issue was in 2010 and those bonds were last issued in 2013 um and so one of the things that you can do with the bond just like a lot of people have refinanced their mortgage because rates have been lower that's why we're here today and so there are two bond issues um that have savings um and so we're going to discuss those with you today so uh so yeah so now we'll go back to page four and any time that you've got questions please feel free to stop me we can go back and forth within the presentation um but yeah we'll just go through those so now we're on page four and that's just looking at selecting a financing team um so obviously you want to work with um with representatives that have the same interests as the district uh so our firm's been in arizona for since the 80s and bill and i have been working with school districts through our whole careers um as well as your bond council so you guys worked with gus rosenfeld and they're the same thing they've been in working with school districts for many many decades if not maybe a century for gus rosenfeld so we have a lot of experience working on general obligation bond issues and that's the type of this financing so it's paid by property taxes um and we definitely understand um the market and um being able to provide seamless service to the district and make it like turnkey so that's those are our goals um so going to page five just looking at what's the district's role in the financing um so obviously there are schools and objectives and if you are going out for a new money issue you may have projects that you want completed by a certain period of time for a refunding most of that time will have a goal or a target for savings and so that will be in our bond resolution which would be part of the documents that would be presented to the board for the action item related to this refunding another district school is disclosure so there's um a bond investor wants to be able to get timely information so the district you know you have your capper or annual report that's prepared every year um and that's got lots of information that would fulfill that requirement obviously overseeing the borrowing costs is important and then being a liaison for the poor so that's the some of the district's role in opinions are there in this adequate disclosure area are there other things besides the kafir that would be that an investor might request from our district um so in your three prior bond issues you have a continuing disclosure agreement and that's what you're promising to the investor every year and most of the time that information will be in your annual and annual report or cafer and a lot of times it's related to the district assessed value and so that's determined by the county assessor that i mean you know when you get your property tax bill you don't get to say how much it goes up or down as much as you want to um and that's for every property within the district and so that's the assessed value is an important the major taxpayers so they want to see have those changed um and they may look at that from now or in the past and then tax collections so a lot of times you'll include the percentages of um is there any default and a lot of times for school districts that number is probably 95 and then every year it gets larger so after a year or two it's like 98 98 percent um so they want to look at the delinquency so i mean those would be some of the main ones yeah i mean as eric mentioned most of the information you know can be found in your cafe but the issues that erica mentioned you know sometimes overlapping debt is is another disclosure requirement and your capital might not have that you know so that's county or any municipalities that are within the district boundaries their debt just those types of things would also be included in that disclosure all of which can be found in this offering document it gets prepared was prepared for your new money transactions you know potentially if it's if these refunding bonds are sold in capital markets another offering document would be prepared and include all of that and i mean we help clients all the time so if for some reason the audit doesn't include that information we know where all the source data is so that's something that we sometimes will help clients with um and so yes so now we will go to slide six so for any financing um whether it's a voter approved new money bond issue or refinancing these bond issues come up to the board and so the bond resolution is one of the big documents that's part of that packet uh that that would be part of the board meeting packet uh and that is um giving authorization to move forward and so for refunding some of the provisions in that are and not to exceed dollar amount for the bonds that fee to be issued and that would be in a new money fund issue as well um as i suggested before there's a minimum savings threshold so the general government finance officers association recommends three percent we've included six percent in the draft resolution but what based on current market rates we are double that so it's it's a lot larger but um normally you would see at least three percent sometimes you would see five in this case we just suggested six percent for that resolution uh and then it has terms of the bonds so in a refunding most of the time you would want the structure to be the same so the last issue of the refunding bond issue in this case it's 2031.

good evening and welcome to those of you who are here in the boardroom and those of you who are watching on live stream today is tuesday december 7th 2021 and we are in a work study and a brief board business meeting we'll call this meeting to order and before we actually get started with presentations i would like to exercise a point of personal privilege given that we are meeting on december the 7th i'd like to just take a moment and please remain seated where you are and take a moment of silence for all those souls who were lost at pearl harbor thank you and as always if i could speak on behalf of the board we thank our veterans and for the military community who work on behalf of this nation every day so we call the meaning to order we're at item two is a presentation and discussion of a topic a topic being elementary acceleration program item 2.01 dr mccord anything by way of introduction no just want to bring up jason martin and the executive director of elementary schools and mr patrick miller the principal of valve esti lakes elementary they're going to talk to you a little bit about some things that they've been working on and get your thoughts and feelings on it as we move forward so mr martin thank you dr mccord thank you dr santa cruz members of the governing board as well as the community we're excited tonight to present to you this proposal for a basically a pilot program for acceleration next year in gilbert public schools and so patrick and i will be going through the slides but just want to give a little bit of history most of us sitting around this table know the word acceleration is nothing new to gilbert schools but what we want to do is basically formalize what the acceleration program looks like historically in gilbert public schools at the elementary level gifted services and accelerated services have been kind of combined and the words have been intermeshed and what we're attempting to do this year and moving forward is to separate those because those are two different groups of students we have gifted programs that we're working on right now the teaching and learning department is leading a charge right now with a gifted committee so that we can further define what a gifted student means and the types of services but we also too want to ensure that we are opening pathways for our students k-12 with the acceleration model historically of course we called it accelerated learning program at the elementary level we've ceased to use that word about two years or those words two years ago trying to separate gifted and accelerated services and so now at the elementary level most elementary schools have 1.0 or if they're smaller with their gifted population might have a 0.5 gifted teacher and even those gifted services might look a little different from campus to campus based on the population needs of those students so that's a little bit of background of where we were and now i'll take you into where we're proposing to head into for this upcoming school year and i want to tell you that it's not just patrick and i working on this there's four other principals sitting back there elementary principles jason fayla amber bickus joan henry and chris stroud that are also committed to working through this program and they've been working with us the last two months jared ryan with strategic initiatives and community ed has also been working with us we're really looking at how we're ensuring that some of our pathways k-12 we're giving students the opportunity at the elementary level so that we can increase the number of students at the junior high and high school level receiving accelerated services and then of course the teaching learning department dr barbara newman brandi burton and some of the district coaches and coordinators have also been working on this so it's a team effort just like everything we do here in gilbert to move this new program model forward so one of the philosophies here of course is to provide a challenging learning environment for students with higher academic abilities as i shared we have many students that may not qualify for gifted services uh using the traditionally the cogat test or some other methods that we are now using but we have a lot of students that are motivated to do that and so really what our background or philosophy is to create those learning opportunities and experiences for above level instruction to happen for those students and a lot of these students too we want them to take ownership of their learning and one of the things that we talked about too is that articulation and that pace currently when students go to seventh grade there are some students that have the opportunity to take honors junior high or high school classes and historically those students have funneled in from our gifted program at the elementary level well that's usually three to five percent of students at each school which is a relatively large or small percentage of students and so by proposing to offer this acceleration model where we have more students k through six experiencing the accelerated curriculum they'll also have the opportunity in our secondary schools to move towards the honors classes and eventually in high school we hopefully will see more students in our ap classes as well too so might be asking well what's the placement in enrollment it's a little it's a little um less formal than gifted services where we have to by state statute uh have certain parameters in order for a student to be classified as gifted so what we're proposing here is that the placement would be based on parent and student request teacher recommendation review of appropriate placement will occur throughout the year and then also two the number of accelerated sections at a campus within each grade level would be decided upon the principle utilizing the parent preferences as well as class sizes in classroom space and if you think about a lot of this is going to look similar in terms of staffing of how we currently staff spectrum elementary and canyon rim elementary where we have the traditional program and the conventional program and this would be similar in that way or also as well gilbert elementary where we have the spanish dual language program and the conventional program we run two ftes basically simultaneously at that campus based on need and the principal supervisors working with otm and administrative services works to figure out each year how many sections are needed for those programs so at these five proposed campuses that's what would happen this upcoming year so just like i introduced the five principles before there's the five locations and we chose them strategically we didn't just pull them out of a hat of our 26 campuses uh first of all highland park and quartz hill have actually already been working for a couple of years actually highland park for five years and i believe quartz hill for three years on a primary acceleration model and so really we took what their they've been working on and have refined it and hopefully we're going to articulate it more so that we can also market it to our community because one of the things we know is that we're in a highly competitive environment with school choice and we want to be able to market this acceleration model to students that may be currently attending or will be attending charter schools or surrounding districts as well and so that goes to that other bullet point too as we pretty much strategically chose some of these schools too because they are near the borders of our surrounding districts so hopefully maybe we can take some mesa higley chandler or queen creek kids that are interested in having an accelerated curriculum i think the other main thing is too that these five principals are truly committed to working through this we know anytime you start a new program there's going to be dips and there's going to be challenges that lie ahead on this road to acceleration and all five of these readily volunteered to be part of this journey with us as well too and then also to strategically looking at it if you look at these five elementary schools they each feed into a different junior high school so also in terms of regionally across the district we're offering it equitably across the district as well by having one elementary feed into each junior high school and we know that if this is popular that in future years we might add more elementary schools that have the acceleration program but one thing we talked about is we have to start small in order to figure out what the program exactly will look like and work out those kinks and tweak it and so then we can move forward next slide i'm going to turn over to patrick to explain a little bit of what the model will look like all right so here there you go all right green light all right for math when we first started talking about it we had a lot of the principals that are on this committee had some questions and for math the math concepts will be a grade level ahead and i remember as a very simple word but it i felt good about it as far as moving a kids as the students a year ahead is that they would have a scope and sequence or pacing guide for those teachers to follow and also they use the word backfill which we know there's going to be concepts those students have missed the previous year and they're going to provide that those backfill concepts that we can hit before we move on so just to have the scope and sequence for the teachers as a principal i was looking at it like you know how is this going to work and them having that scope and sequence for us is really going to be helpful for their planning and then to be able to go back and teach those concepts that they're going to need that they know they've missed in the previous year so that's how the math will work as far as ela and social studies it is a district adopted curriculum we're still using is readygen but the pacing will be faster and that will allow some time for some standard based learning projects uh one example that someone shared with me that seemed to i wrapped my brain around it the first time hearing it was it in a normal traditional conventional model it might take four weeks to get through a unit with the accelerated classroom it might they might finish it in three and that would give a week for those standard based projects and so that kind of made sense to me how that would work and then once again having those pacing guides for the teachers and then also supplying some of those standard-based projects as well i think it would be great for those students fast-paced as far as i might be skipping a slide but one thing we've learned in our pd this year in in our administrative meetings and through my teachers have learned we've they've done a lot with pacing and in the beginning pacing um i'm trying to follow along and do this activity with principal friends at a table and we're just flying through this and i'm nervous like oh i'm behind i'm behind but i'm on task uh and that's pretty good uh for me to be on task so at those meetings thanks jason okay so we we kind of learned that that i've learned that that pacing is really good for the students as well it kind of eliminates some of that off-task behavior because they're given too much time to and it's more that wording was um procedure not what is it they're focused more on the procedure and not the product so that working quickly and i saw i've seen this in my classrooms now and the students are on task because the time is clicking and it is amazing to watch so i know that a lot of students will thrive with that fast-paced curriculum can i just ask so you mentioned ready jen is that going to be the ela curriculum or um is that what you're referring to yes okay and what's what will the math curriculum be the math will just be the grade level ahead okay yeah it'll be the hmh but a grade level ahead yeah okay thank you and then uh jason and patrick before you move on if i i could ask can you give us a sense of how you arrived at this model what's foundational to it from a from a research base how do we get here sure good question so working with the teaching and learning department we've looked at um math is some is is more sequential than ela obviously you can learn a math concept master it and move on and so when we've looked at some of the other models such as our traditional model where the acceleration in math using the saxon curriculum it's been quite beneficial we've also looked at some other models in other school districts chandler actually has an accelerated model that is not traditional and we've looked at what they've done and they've actually accelerated the math one year using their chandler adopted math curriculum and what that does is it sets them up to for success in the junior high and high school as well now going to the ela science and social studies as we talked about it's more interdisciplinary more project based going deeper with the standards as well patrick talked about they don't have to spend as much time on that ela standard that might be tied into science or social studies but we find that these students also are really adept at doing projects and and applying the critical thinking skills and so what our teaching and learning department is working on as patrick talked about is giving scope and sequence documents utilizing our curriculum materials so that teachers don't have to come up with it on their own they will have those documents in hand which is different than what like highland park and quartz hill have been doing as well too so we've seen some success models dr santa cruz and surrounding school districts okay yeah the bigger concern or bigger question is saxon ready gen any of those materials are refinements additions to our curriculum our curriculum is standard based if i'm correct if i'm incorrect please correct me but those materials are what we use to advance what we've determined is important for young people to know and so i always get just a little kind of concerned when we say that already generous saxon or whatever is our curriculum those are materials that we use to advance our curriculum and uh i'm just trying to wrap my head around uh how we decided that this was a good thing for a grouping of our student population so thank you so and and i i can definitely appreciate that when i was teaching sixth grade 25 years ago at valves the lakes we noticed that we had we had four sections and each one of our sections we had students that did not and could not qualify for alp but they needed something else and so um we developed a system within sixth grade to where one teacher would take a class and another teacher would take students from each classroom and supplement some of that curriculum that was going on in terms of math or science and we actually dipped into some former alp curriculum that was no longer being used but that we could we could modify a bit for the needs and i'll tell you what these students these families loved it they ate it up because they knew that their kid these kids were achievers they they were high scoring always things done but yet we could tell they were starving for a little bit more and so we provided something like that this is similar to that so that'll be good thank you for that dr gordon and i absolutely endorsed that that idea i'm just trying to get get what the foundational pieces were thank you this section here yeah so the next section there it says um what will be required by the students higher higher depth of knowledge required increased expectations and quality and composition daily academic extended learning activities and at home support and that's all of these things and since it's a pilot for a lot of us we'll have to work through these and when we when i was reading about extended learning activities and home support you know your mind goes a little bit towards um homework at the same time you know that's a discussion i'm gonna have with my staff like what kind of homework can we have that's actually helping these students move ahead not practice uh like your tip your typical homework it's more like maybe they have i'm thought this outside of what we talked about but i was thinking about it today sorry jason's like oh no here we go mike off no so like if maybe the teacher could they're going to have a discussion the next day so that the homework might be something about make some notes at home for some discussion points okay so that's not recall homework that's not homework that the parents have to sit with because the parents and we've learned through the covid season that parents are get frustrated at home working on homework because the teacher says it needs to be this way or that way so i think we could think about homework as actually legitimate work to help them move forward and so but that's all those things i'm kind of looking forward to like getting my staff together and discussing it because they have great ideas and i can facilitate that but they they live it every day so but that's an example of what i consider like home support and then assistance through interventions and support is needed we still have our enrichment time we still have supports and just because they're an accelerated classroom doesn't mean that they're going to need and we'll have probably some students that are struggling with the accelerated so they will need those interventions and those will be available to them as well dr sanchez yes i just so i had homework written down as one thing i because i don't know that just because their pace is a little faster does does it mean that they need to be loaded down with homework every night and then kind of create a a place where they don't love learning when they take it home with an extra i don't want it to be just like five extra worksheets you're in accelerated so five extra worksheets i don't think that will meet the needs at all so i'd love to hear your thoughts about that i agree and that's that's kind of what i was mentioning like sometimes there is some things to be done at home right but it could be you know so maybe some reading or skidding writing something yes um but yeah it's not um hey you're an accelerated student congratulations you have packets at home right they have things to do at home as well like we know in gilbert they're very involved i had two girls my own that were club volleyball and i didn't want them to have homework um and we've kind of i think district wide have talked about homework and the the bang for your buck for homework and we know it's low um it's a homework's actually a point two on hatties and how do you yeah that's what i thought we'd see and i don't i don't mind learning through homework and using it as like you're saying as a tool or reinforcement here and there or you know as we as you've deliberately decided but i just don't want this accelerated program to mean 10 extra worksheets and then that equals accelerate that that's not something sometimes people get rigor confused with the amount of work yeah and that's what we're trying to stay away from not just in a program like this but in in everything we do yeah so yeah thanks all right and then here we have what makes a successful accelerated student and once again it says increase expectations and quality and composition uh application of skill and then the characteristics of an accelerated student this we do have a form that i'll talk about in a minute but this is great as far as for students to look at parents to look at teachers to look at to kind of go through those and it gives you really kind of an idea of what a typical accelerated student we're looking for and i think the parents will need to have this and we have a form here that is a parent agreement and acknowledgement and i think some parents would think oh i think my student would do great with that but i really think they need to have kind of some guidelines or some bullet points for them to go through and i think once they read these they can really look at their kid and think wow my kid's awesome but it's not he's not really the accelerated student he doesn't really meet all of these and then some might think that they're close and and there's an opportunity for their child to try the accelerated program and even in this thing it says that with consultation with the principal and the teacher possible placement into a conventional classroom so there's always that you know that maybe that student that wants to try it and that parent wants to support them with that decision and then there's some parents and students that will read some of these expectations and just kind of know right away that i don't really think that's meant for me and so those are the characteristics and then in that you see it like a blue link and on that piece of paper it goes over expectations in the classrooms and then it also goes it says expectation for parents of students i fully support i fully understand and recognize i understand the expectations i understand the importance of attendance i understand if my child is struggling i will need to support my child and then in the event if it's get becoming too difficult then there's always that opportunity to move to the conventional classroom and all of you have a copy of that as well too um i have a question what about the student who might be ready for acceleration in say language arts does really with that but maybe in another area like math or spelling maybe they have more difficulty how are we going to manage that kind of a student because students are all over the board on every subject that's a great question well actually patrick's been thinking about this yeah so um like i think a good example to kind of think about would be that student that is in the accelerated program and then really struggles with math right and so i can see parents that uh they're gifted writers readers you know and they struggle in math um so that is going to be uh something a topic for discussion and what i see without thinking through it right because i really haven't presented this to my staff yet i could see that student being an accelerated model and then when it's math time they're in the conventional math class so i don't see why we move students now for intervention and enrichment um and so i don't see why we couldn't transition that student to conventional math you know grade level math um so i i think we'll have the autonomy to do that and so that would be do you see another there's lots of flexibility there because really the grade levels will be following the same master daily schedule so patrick's exactly right you can have kids coming and going between the different conventional and accelerated classrooms at that grade level we have that patrick's done a fabulous job for years he didn't have the alp or now called gifted teacher at val vista lakes and so they walked up to math even too and he made that work and we have schools doing that all over but one of the things is we can't market those things that they're doing because they're kind of organic we're here we can define this market it to our community as well but i exactly see that there will be students that move back and forth between the conventional and the uh accelerated classrooms okay thank you i have another question as well that that kind of brings up this idea of um how do we address uh those whose maybe whose students aren't in it accelerated and look at it as now am i in a lesser class am i getting a lesser education or i need to be in it for at least one or the other or how do we make sure that they know that they're getting the appropriate education for them and that they're they're moving along at a great pace we're gonna have great teachers for them we have you know great curriculum how do we make it something that it doesn't make somebody feel like they're you know having a lesser experience or yep so we've had this conversation and actually we've kind of been using the spectrum and canyon rim because we had kind of talked about that four years ago when we started implementing with families choosing the traditional model versus the conventional model at those campuses and first of all it's the mindset of the principal and the teachers too and mixing the kids during lunch and recess or different times and opportunities and not segregating the one group of students with classrooms you'll see that the classrooms at these campuses the teachers there will be one room right next to another room and there are different classrooms and so it's really the mindset of that and it starts with the adults and i don't see that the students when we've talked to the three campuses that have dual programs they have commented that they do not see any separation occurring and that really is a testament that they have to be more purposeful and articulate about that and making sure that kids don't feel like there's a a better than or a less than type of community among that and the good thing is in gps we have a robust rigorous curriculum and i think we tell parents that that no matter what what we're trying to do here is differentiate for all of our students and we have a multitude of services including special education services for other students that need extra services as well i like that we're trying to meet best meet the needs of the students on our campus and you know and i think you have if you try accelerated this year and it's not the best fit for you or you don't try it this year and then you want to try it next year i think there's that kind of opportunity too but we want to make sure that your students are at having the best opportunities to learn and grow for their needs and everyone's different everyone learns at different paces they're different ages they're different there's all different reasons why why they can be in different you know ahead of different needs so i think that's great when we've seen some of that where the kids even are walking up to another grade level to receive services and one thing i think we do here at least in the united states as we we get so age bound and grade level bound in here it's really about each student working at his or her pace and we as the school district and the schools meeting each student where they're at and moving them at the pace that they can handle just go ahead and go sorry i mean my thought is one of the things is that we do need more kids to go to college i mean the center for the future of arizona they've sent some benchmarks and i i didn't look at them today but i think it's the benchmark is to get 60 percent of our kids through college so that we're prepared for our future economy and have the kind of education for the jobs that will be available to kids and so whether they take the accelerated program or they take the regular classroom program which i like to call collaborative we need kids to go to college and get those skills for the future jobs that will be available or even if they choose a career track that they will get a post-secondary certificate and it's a huge concern that we're not getting enough kids prepared at that level and to do that and i think this is a great opportunity but every one of those kids whether they take a accelerated or the collaborative classroom or conventional classroom they need to be prepared for the jobs of the future which means more education post high school and that really ties into our next slide with that k-12 pathways that i had been talking about before you move to that i appreciate your question miss wood because i think the key to what i'm listening to in the accelerated program versus the uh typical program or conventional conventional program is that open entry the fluidity that we build into that so that parents and students have the opportunity to select in and out as they wish at strategic points in time obviously any kind of movement like that is a little disruptive but if you can manage that i think that will be the key the stratification is is real important because uh we we certainly don't want to move back to a track system of of any sort but at the same time it is absolutely imperative that we provide all possibilities for those who wish to maximize their opportunity to learn yeah and sorry well i think it's a great idea my only concern uh is that that we make sure that we monitor students real close particularly with something like math but if you're like me on in math if i get behind i'll never catch up again so conventional class wouldn't work for me if i got two four so uh yeah i mean for a lot of i think there are a lot of people like that i mean yeah and and math comes to mind it could be anything but that's what i was thinking and when talking about the students uh sometimes like there are students that think they can't do things right they're so they're students they're like oh this isn't for me but given the opportunity and sometimes it might be the parent giving them the opportunity and then they realize wow i can do it so it's not you know there are some students out there that can do it but would tell you straight up that uh that's really not for me and but once you get them in something like this and they're pushed and they're i've seen it i've seen it in classrooms that the teacher just reinforces that she has the smartest class what do you know she has the smartest class because she tells him every day and so i think it i think it is nice for those students to you know have that opportunity because sometimes they don't know themselves until they're pushed a lot of time it's like you said it's about mindset and also too we've talked a lot about here too we like to tend to when we enter programs gatekeep and have you know screeners or entry exams and the great thing about the acceleration model here is it's really open to any student and family that wants to try it out and like you said they can move in in and out over the years through the accelerated program if it works for them or doesn't and so i think that's a great opportunity as well too for our students and then tying into college and career readiness this next slide shows the k-12 pathways as we talked about that currently we want to see more students getting into those honors classes in our junior high schools and we have several classes offered in the core subject areas and then it moves into the high school area too so looking at our system pre-k through 12th grade what we can do to give more students so that then they have the opportunity to get maybe some of those ap classes or or dual credit classes so that then when they graduate high school they already have some college credit or their college bound ready to go so they would like in sixth grade they'd be taking seventh grade classes essentially so in sixth grade they would be taking seventh grade math they went would we bust the kids to the junior high or would they come the teachers come to the head the accelerated teachers would in sixth grade would provide the instruction but we have also talked about too actually someday if we get enough students of how could we get some junior high teachers down to the elementary level particularly in sixth grade so that we can get that feeder system in tracked in place too and one example one example in the math is like my sixth grade i have three sections so the sixth grade teacher would teach two conventional sixth grade sections and then one seventh grade section so that's what that would look like in the math so moving on to the curriculum here we've we've touched on this but we'll articulate it a little more so for math the academic standards are and the textbook that the students would be utilizing there's one grade level above and then in the other subject areas ela science and social studies we'd be using the grade level academic standards and the textbook with enrichment and extension that project-based leading learning as well as that rigor going more in depth in terms of report cards the math the accelerated grade level and right here for example our grade 5 student would be enrolled in a grade 6 math course in our infinite campus system this is similar to how we utilize it at spectrum canyon rim and neely right now when they're in an accelerated class and then the other subject areas of course would be on grade level reporting and then for the district and state assessments those students would take their on grade level assessment so going back to that example of the report card the fifth grade student even though they're learning sixth grade math standards they're going to take the state assessment and district assessments in fifth grade and then yeah i just don't think that that always shows the best of what they've learned because they're not focused on those standards just like dr santa cruz has said for fifth grade math there's fifth grade math standards but they will be learning they'll have learned that last year and they'll be learning sixth grade math standards right or whatever it is you know what i'm saying the grade ahead is there any option in that or is that the district assessments we can't we we've done things with the district assessment i think at the state level you want to be careful about what you do with that okay and we also want to show growth as well too with our students and so they typically do show high growth because they are accelerated in math by one grade level okay but we do have district assessments that are uh that we could give students as well that are at the actual grade level and that also ties to the plc and those common formative assessments that the teacher is utilizing and those really are the assessments that we use in in measuring student progress weekly and daily as well so our next steps uh is of course we want to present the information to each school community hosting this acceleration model so we're looking at starting to roll this out in january and february as parents start to think about the next school year and then marketing the program not only to gps families but our marketing department wants to market this in many different ways to our non-gps families we believe there is a niche out there um amongst charter school and surrounding districts that families would come to one of these five schools to partake in the acceleration program and then of course principals will continue to work these five principles with otm and administrative services on determining the number of teachers that are needed and the class section needs at each campus just like we've done with all of our other programs curriculum development is already starting patrick alluded to their scope and sequence documents that are being uh already worked on by our curriculum department and and then in the spring also too we want for those teachers that are selected to teach the accelerated classrooms we want to start offering them training prior to them leaving in the summer so that they are ready to go and understand what it is they're teaching we know teachers like to plan well ahead and then also give them the summer opportunities as well to come in and collaborate in preparation for the kickoff of this program and of course we know that this will be a refinement it's a work in progress just like we started the dual programs at spectrum and canyon rim four years ago you learn as you go along the way and the wonderful thing is we have five principals here that are committed to making this model work but also making it the refinements and and changes as needed and that we will come back and continue to meet as a committee and report back to everyone how it's going um as we roll this out in the coming months and for the 22-23 school year thank you jason any additional questions i have one mr jenny um how does this address that some of those the gifted kids that don't fit in these categories because there's a lot of those kids out there who get lost in the shuffle and you know sometimes don't graduate from high school etc and they're the truly gifted kids and they're not necessarily motivated in this ways how are we addressing that so i think that's also too uh sheila also looking at our gifted program as well too because we're trying to articulate that and as i said in the coming months you'll learn more about what we our refinements or any changes we want with the gifted program we see some students will be in the gifted program some students will be in the accelerated program and some students will also be in both programs as well based on what that child needs are go ahead ms wood thanks so i had a question about the applications if we start i know that quartz hill and highland park have done some even pre-kindergarten like before kindergarten starts to have those classes kind of figure out how many students will be in a class so they can have some staffing patterns ready so i was just wondering if we're looking at it across the district at these five schools what do we have a time when the applications would be available and is there a deadline or something so that we can have appropriate staffing so we're not scrambling at the last minute trying to figure out right how many students are here there and if we have enough teachers or and those parents do have to make that decision yeah you know prior to school starting yeah and then that's that are we thinking in the spring then the spring and i would say we'll have a good idea based on what we've done at these other schools if we know prior to the end of the school year then on staffing patterns we we have a good idea of how many class sections would be accelerated at each school within each grade level and so we'll be giving informational what i foresee is we'll be giving informational sessions as well as when they're doing the tours at their schools which we found the tours are one of the best ways because then you can answer individual family questions they will be marketing this and asking families at that time to make a decision as they're registering their child for kindergarten and then of course this first year it's first through sixth graders two also working with each teacher at these campuses to identify which students would make up a good profile of an accelerated student so that's why we want to start sooner than later so families can make decisions ask questions so then we can plan accordingly and also with the uh the families we also have building restrictions you know exactly yeah that's what we call a classroom yeah we so there's a lot a lot involved and that's i think when we first met that's you know some of our questions because we're kind of overseeing it you know and when we're given uh the opportunity to do something like this and i know they probably don't want me to speak for the other principles like you take it like hey they've asked me to do this and they have faith i can do this and so we're going to do everything we can to make success successful but there are a lot of little pieces you know that you know that we'll be dealing with and the families and everyone but but those are all great questions what i'd love to see is that was the lakes is filled next year and so then all of a sudden i have to go pioneer or sonoma ranch we need an acceleration model at your campus as well several of the campuses such as quartz hill and meridian and playa del rey do have capacity to grow those types of things so although we also selected them strategically because of the space utilization capabilities at their campuses right now and i think too when you said teachers will help in this whole process for next year so that that makes a lot of sense if that's it's not like just this no yeah you know yeah like this blind rush of one thing or another it's there's there's a process and there's gonna be communication between our current students and families and teachers and then we might have some new students and then kindergarten will be interesting but yeah i advanvista and i talked to jason about this but i talked to him about doing k3 next year okay okay and then so that's it's new it's a pilot and to do you know my campus my community k-6 so i'm going to focus on k-3 and then i can learn from the other schools as well what uh how four six went you know what some of their some things to look for and so year two then i could do uh four six and then so i'm gonna take it in in half so i'm you know working with four classes four grade levels thank you other board members well i think it's a an interesting option and i i think it could be very popular but again i think whatever your child needs if they're in a class where they're progressing too fast and they're not understanding it that's not going to help them learn so they need to be where they will excel and get the best education and hopefully at the end we'll they'll be pretty much in the same place because we do need those um secondary post-secondary education and college graduates so that we can have the economy we need in 20 years so thank you well jason and patrick thank you for the presentation also would like to thank cadre of elementary principles who are seated at the back of the room here uh for your diligence and your work uh i predict that you're going to have a real interest among the other campuses once you establish the method in the mode in which you're going to operate so congratulations and good luck dr mccord nope just a big thank you to these two gentlemen and all four of you back there and mr ryan for all the work going into this again you know there's some unknowns that we'll work through but we think this will be just another option for students as we move forward so thank you guys thank you thank you well having previewed that presentation we move to item three which is adjournment of the work study session again thank you to jason and our elementary principals for their work and if there are no concerns we will adjourn the work study session and move into the brief board business meeting okay we stand adjourned for the work study and we move to item 4 and item 4.01 is a call to order and we will do that and we will ask miss wilson to please call the row under item 4.02 dr charles santa cruz here miss laurie wood here miss sheila eugetti here miss jill humphries here mr bill parker here mr president all board members are present you have a quorum thank you mrs wilson move to item 4.03 is approval of tonight's agenda for this brief board business meeting is there a motion i mean that we approved the agenda as presented thank you miss humphries is there a second second thank you mr jenny it's been moved and seconded any discussion seeing that there is no discussion we will vote on approving this evening's agenda all those in favor please signify by saying aye aye those oppose the same motion carries five zero removed item five which is the consent agenda items you have had an opportunity to review all items in your board packet is there a motion i move that we approve the consent agenda items as presented thank you mr jetty is there a second second thank you mr parker it's been moved and seconded to approve the consent agenda and the associated items as presented any discussion i just i wanted to just bring up my appreciation as part of 5.02 for all the employees who work in our vik in our community education and who have been a critical part in the last year and a half of providing services to our students in need and i'm glad that we are able to take care of them through this child stabilization grant and give them some appreciation for their their diligent work well said ms wood anything else seeing no additional discussion we will vote all those in favor of the consent agenda please signify by saying aye aye those oppose the same motion carries five zero we move to item six which is action items item 6.01 i will defer to dr mccord thank you dr santa cruz governing board members um tonight we bring before you an opportunity as you know we closed houston elementary last year and we moved neely elementary of the traditional academy over to the building where houston elementary currently resides which left us a building and and some land to figure out what we're going to do with and we have determined that we are able to sell this property uh to the town of gilbert and they are very interested buyers and uh tonight we present to you a resolution related to that and a purchase agreement uh with the town of gilbert to move this transaction forward and so that we have mr uh our our attorney curtis is here to help answer any questions as well as bonnie and jason who were instrumental in making this happen so that is our presentation thank you dr mccord board members you have item 6.01 in front of you uh and it is discussion and possible approval resolution to approve sale of real property located at 321 west juniper avenue gilbert arizona 85233 formerly the site neale elementary to the town of gilbert the board may vote to go into executive session pursuant to 38.431 dollar dash for 31.03 a 3 and 7 to receive legal advice from the attorney and discuss consult with the representatives in order to consider its position and instruct attorney and the representatives regarding negotiations for the real sale of property all of that has already occurred in previous executive sessions i am simply reading the item as it is presented on our agenda is there a motion i move that we approve the the resolution and sale of property um as listed thank you miss humphries is there a second so i could thank you mr parker it's been moved and seconded uh is there a discussion i i would like to say a few words i think this for me it's a little hard to watch us sell a piece of property that's been in our district for so many years and i know i'm sure it's hard for others but we have to be fiscally responsible and you know it was it was hard to close houston elementary it was there for many years in a a great school but we again we have to be fiscally responsible and use our resources to the best we can for every student and i really think that the students at neely needed a bigger campus the students who chose to go to burke elementary or other places in the district are getting a wonderful education and we were able to place all those teachers and staff in other positions and um it is kind of the closing of an era you know we used to be building schools like every other year or every year um and our demographics and our the age of our town has changed to the point where we have to deal with the issues of not having as many students as we had prior and so i this to me is a great opportunity because we're giving we're selling this to the town they have some needs that they can use that property for and it will benefit our community and it benefits us to receive those tax dollars back into our coffers and then be able to use them for our students and as hard as that was i think we're in a better place for all of our students to to receive a wonderful education and i look forward to you know going to uh kneely traditional in the new location and see how they're doing to touch base at burke and see how those students are doing and to go to islands and see um how islands is doing under samphias so i think i think this is a great opportunity but but it is i think it's hard for all of us to to watch this change concur with that thank you both my kids went to neely yeah and that stuff at that location uh but you're right i mean change has to come and this is a win-win situation i think for the district as well as the town of gilbert dr mccord i see that the resolution is posted there was there anything you needed to add uh if you don't mind i'll add a couple things and actually just read the resolution if that's all right please do that just so you know the district we did obtain two appraisals on the property and uh the proposed sale price is 6.85 million dollars and it's equal to the highest appraisal received by the district the town of gilbert has indicated that the property is required for a public purpose the sale of the property will not affect the normal operations of the district and the cell is authorized pursuant of ars section 15-3 here's the resolution a resolution of the governing board of the gilbert uh unified school district approving the sale of real property located at 321 west juniper avenue gilbert arizona whereas the governing board of gilbert unified school district number 41 the district has been presented with a purchase agreement for the sale of real property owned by the gilbert district located at 321 west juniper avenue gilbert arizona the former location of neely elementary school to the town of gilbert and whereas the sale of the property will not affect the normal operations of the district and town of gilbert requires the property for public purpose the governing board of the district has the authority to sell the property in accordance with the ars 15-342-7 and whereas the district desires to approve the sale of property in accordance with the terms of the purchase agreement and authorized district representatives to sign the purchase agreement now therefore it is hereby resolved that the governing board of gilbert unified school district number 41 makes the following approvals and resolutions the sale of the property in accordance with the terms of the purchase agreement is hereby approved by the superintendent dr shane mcquarter assistant superintendent of business services bonnie j betts as are authorized to sign the purchase agreement along with the authority to sign any other ancillary documents to effectuate to sell the property including but not limited to the conveyance deed and any closing settlement statements two the district superintendent dr shane mccord or assistant superintendent of business services bonnie j betts are authorized to take all other appropriate and necessary actions to evacuate the sale of the property in accordance with the terms of the purchase agreement three all actions of the mayor all actions of the members of the governing board officers employees and agents of the district which are in conformity with the purposes and intent of this resolution whether heretofore or hereafter taken shall be and are truth and taxation um public hearing for the 2021 tax levy could i get a motion to open the hearing for the truth and taxation law hearing for the 2021 tax levy galbraith moved sandy second roll call please brown is an eye dr hall aye mr s sewallis aye mrs walters aye mrs galbraith aye vice president ruth aye president albrecht aye motion carries um so with that i'll turn it over to mr cirma thank you president albrecht good evening board uh dr cara staff public and also those that are out there watching uh we do have the presentation i have given the board and dr cara a hard copy of the presentation if you want to follow along that way we have posted this also out there under the board agenda so it is out there for the public to also view and follow on at the same time this is the truth and taxation hearing for the 21 2021 levy so it is a requirement that we have and so we want to share with the public and see if there's any comment about it concerning the amount of money that would be levity levy for property taxes so i am going to talk about two things tonight though uh one is the actual levy itself for property taxes that are going to be paid in 2022 but i also am going to talk about the property tax relief grant because it may have an effect on our district this coming year um i don't know that i don't know what the chance is well i should say the chances are going to be a little bit slim but it's something i want to share and talk about and i'll get into that a little bit later than that so again we'll talk about the tax levy and there's a couple of things again this presentation is very similar to what i've done in previous years but again i want to put some definitions out there because there's some terms i'm going to be talking about so that everybody really understands first is equalize assessed value or eav what we refer to which is really the result of the state legalization factor of assessed value on a part piece of property in world county usually it's a third of what the property is valued at so if you have a house that is worth approximately 150 000 divided by a third your eav is 50 000 that's an important amount because that's used in the calculation of determining what a person's property taxes are the second term is tax levy and this really is the amount that the school district requests in property taxes in our operating funds it's not all of our funds it's just our operating funds which is really five funds uh doesn't really include our debt service and that and you'll see the five the funds listed there there's actually six funds so you'll see all of those listed there and um it's the amount of money requested that does not mean we're going to get all that money and there's things such as ballooning i'm going to talk about and all of that because there's a lot of estimations that go on when we do the tax levy especially when it talks about easy the third term is a tax extension so the levy is what we ask for the extension is really the money that we get and it's the it's the county clerk determines actually the tax rate by using all these calculations and then that determines what the money we get we know this amount in usually around the end of march is when we finally know this amount because it's based a lot on your eav that isn't determined yet we're only estimating kind of what the end year eav is going to be the tax assessor does not have all of that until about february and that so again we're doing a lot of estimating so that when we talk about tax extension that you'll see it's really again something that i'm estimating in that but it's going to be the actual money that we get in march and then the last term is your tax rate and that's the multiplier that's used on your tax bill that's determined by the county clerk and that's the multiplier that's used on your eap to determine how much property taxes you're paying to the school district now keep in mind there are a variety of entities that you pay taxes on it's not just the school district the school district is the largest part of your tax bill however there are a whole bunch of entities if you look at your tax bill you'll see a number of entities municipalities maybe library districts maybe fire departments uh townships that you pay taxes too but the tax rate determines all that and each entity municipality net has their own tax rate and determines their own way by a lot of these same calculations so these are some of the requirements for the tax limit i'm just going to go through the tax extension again which is the money that received can only be a maximum of five percent or cpi over the previous year's extension whichever is less so again cpi uh is 1.4 it's based on last year's cpi which is 1.4 so in essence taxes can only go up 1.4 percent can't go up any higher because that's a lesser amount however there is new construction i'm going to talk about dissolving tips there are no dissolving tips this year but there are some new construction that i'll talk about those are in addition to that requirement it's one of the things in the law that allows you to have new construction in addition too if the levy is more than five percent of the previous year's extension the truth and taxation hearing must be held that's what we're doing right now our levy is more than five percent again it's because we ballooned the levy in order to capture everything and i'll talk about that a little bit later uh we have published notification in our school newspaper it has to be within 15 days of levy adoption so we published that notification of this hearing on november 30th in the chicago tribune hey can i ask yes for you for a little clarification you said on that cpi which is 1.4 percent that the homeowner's taxes would not go up no more than 1.4 percent i'm not sure if that's a i know what you're saying we cannot get no more from the taxpayers more than 1.4 percent that's a good point mr brown and that it's not that they necessarily won't go up only 1.4 they could go up a little bit more based on new construction and all of that yes but again the money that the extension that we get cannot be more than one point the overall pot of money cannot be more than 1.4 because in the past a statement like that was made and citizens and taxpayers came here and said you know you told me my taxes was not going to go up past this point but in reality if cpi was two percent my taxes went up seven percent and eight percent and they came after the school board and said hey what's going on sure just wanted to throw it out you're right on that yes okay thank you and then the last point is once approved the tax levy must be filed with the county court by the last uh tuesday of december which is december 28th again this is going to be on for approval on the 14th which is at the regular meeting next week will be the approval levy if that is done i usually take it out there on the 15th so just to make sure we're covered on the whole thing okay and one more thing uh with the cpi you said last year this is a cpi for last year or was it actually from this january it was from it was from this january but it's the previous 12 months got it so it ended in december of what am i in here 2020 it ended in december of 20 but you don't get that until january okay and do we expect cpi what is it trending it's it's probably much more than what this is now it is a lot more and i'll tell you i i did not look at it but i'll have that number for you next tuesday so okay i think it's about four it's almost five percent i think it's going to be four or five percent i agree with you mr brown yes yeah i think it's gonna be pretty so i mean it could realistically be where first time i've seen in a while where it could possibly go where we levy the the five percent right because cpi could be possibly high it's a possibility and you know saying that and that's why this whole property tax relief grant is going to be very important and i'll talk about that a little bit later mr brown but i agree sure you know in that that you know as that number goes up that means you know we can we can bring in more revenue you know that which which hurts the taxpayers quite honestly yes yes yes okay so these are the questions i'm hopefully going to ask is first off how much should we levy to capture all property which is again the tax levy if property if all property is captured how much tax revenue will we receive in the district which is the tax extension again i'm estimating those numbers and lastly what's the impact on the district property owner which is really the tax rate times the eav so i'm going to try and answer those questions i think i can and i'm going to try to answer that as well this is just a historical chart that i wanted to share with you and kind of the way things work and so what you'll see in this chart is over the last five six years you'll see eav here that steadily increases and this is the way the tax system in the state of illinois should work as eav increases your tax rate should be going down on that and that's what this shows so historically last year our actual tax rate ended up 8.11 or you know under the previous year under under under so that's really the way it should work and that all right so in creating the tax levy these are the things that i have to look at and the information that i gather you'll see first up on the top here all of the levy tax extension and tax rate from 2020 a year ago i need to look at that i need to see that so i can see how the cpi or five percent is going to be affecting us i also have to estimate the equalized assessed value you will see here last year's equalized assessed value of 676 million dollars i'm estimating it out at 691 i believe that's about a two to two and a half percent increase from that again i'm just estimating and i'm just using numbers now go ahead no no brian had given me a number of 890 000 roughly for our eav that was just a month ago so 890 i mean 898 million okay that sounds high to me that sounds right yeah because i thought it was about well well here's what i'll say mr brown here's what i'll say that may include tips also it could include tips yeah so that does include all your tips and you you won't include your tips in this because you're not collecting all of the revenue if you remember right you're not collecting that includes your incremental eav and your tips so you're not collecting that the the district is not collecting that nor is this determined on that amount so you have to be careful with that okay okay do you understand that do you understand what i'm saying mr brown on that okay all right so so this eav when you said with the homes and i think i'm i think i know the answer here but with the homes the eav is a third of the fair market value equalize assist value is a third of the exact so in this particular case really the fair market value of our homes i'm just using i'll run it off to 700 700 million so that's a third of point one about a third of that yeah so the fair market value is about 2.1 billion they're about so so the eav is applicable overall right and it's the same as we use for homes is when you determine when you determine the revenue that's coming into the district you just got to make sure you don't use the incremental eav in your tiffs that's all okay which again will increase the overall eav you know like brian said the amount is 800 and some million dollars and that includes your incremental eav okay which number did we use to calculate how much we could borrow lending power we have for working cash you take a percentage of eav is that this number no you use the total eav which is what it's in our bond documents so in our bond it's an 800 and whatever brian amount is that's the amount that you can use for your debt service because you include that as part of it however in determining your levy you can't include your incremental eav because you're not collecting the revenue on that okay that's what these numbers are see yeah it is it is a little bit confusing i agree i agree with you mr brown and that so that's when for the purposes of the levy you're using this number that number yes okay okay thanks for the clarity yep down at the bottom here you're going to see new construction so there's an estimated new construction in our school district of a little over a million dollars that came right from the assessor's office in september i think that's going to be a little effect i know it's probably going to be a little bit higher but for calculation purposes i really just use that number because that's the definite number that i know and then again cpi consumer price index you'll see last year the 2020 cpi uh you'll see the 2.3 percent and now it's as i said the 1.4 percent so here is a chart and i put in yellow the levy of ballooning of levy and that but you'll see the comparison of years of all of our levies starting in 2016 all the way to this this current year of what our levy is so i'm recommending our levy to be 48 million 120 thousand dollars that's actually the levy amount this is bond and interest which uh the county clerk does that automatically so we're only levying in these areas now we're doing a thing called what again and i'm going to go back to this term when i say balloon the levy because you are estimating all of your eav and that it is wise and it has been the district's policy to over levy and that to make sure you capture everything because again if you don't do that you're going to you're going to do what's called leaving money on the table and that has a compounding effect from year to year and that of leaving that so you continue to leave that on the table you can never recapture that in the future that's all right but being said you said earlier that we as a district cannot go more than two cpi or five percent whichever one is less okay so when you just say cpi is 2.5 and you go ahead and do a balloon out there and you end up capturing the new construction and all of that that two point whatever the cpi could it could eventually be higher than is that correct so so let me let me go back to 77 mr brown the 1.4 which is cpi yes on the tax extension not your levy you can levy whatever you want okay i can love you 100 million dollars if i wanted but at the end of the day that percentage could be higher than cpi it could be higher than cpi because of new construction and tif dissolution grabbing being able to capture exactly right yes okay and most times but that's based on the tax extension not the levy it's the tax extension yes okay yes exactly right okay yes that's what we're looking for that's what we're looking to levy yes okay it's all right i didn't have my mic on that's right from 2020 to 2021 we're only going with six thousand dollars more in the levee is that right yes that's all we're going in the lobby yes okay and that that that's plenty and what you'll see on the next page is what the extension what i'm estimating the extension is going to be so the extension on the next page is 43.5 million dollars and that that's what i think that's what i'm estimating we're going to get but we're levying 48 so in essence we're over we're ballooning by 5 million dollars which i think is completely adequate so that's the the real number that i want to pay attention to then is the extension the extension is the real number that you're going to want to pay not the levy not the levy okay thank you didn't get that thank you yep yes and the previous year without what i will tell you on this previous year of this balloon is because there was a i believe there was a tif that did roll off in one of our communities and so i'm just going to use this term and you want to over over balloon to make sure you capture all of that and so i think this number was a little bit high and i think this one is is i i like this number and and that too and that that's why you don't have to i don't have to do a lot more because like you'll see a difference here about million dollars i don't think we need that because there's no tips rolling off at this point so again the next page what you'll see is the actual extension and again this is the money that would be coming into the school district on property taxes you'll see a little bit over 43.5 million dollars and you'll see historically what has come in in previous years again this is an estimate on my part through my calculations uh but it'll just kind of give you an idea ken have we gotten all the tax money now because there were the four payments right we actually have ryan and i were we were looking at that today and i i do i'm just going to take a little sidetrack here it's one of the reasons why i love our financials now is that brian and i you know he came to me today after he just kind of ran we just closed november up and uh we just ran some numbers and so we were looking and there are still two um disbursements of property taxes in december that we're going to be getting uh we're short of about a million dollars on our projections uh and you'll see that when you get your financials next week but we already analyzed and looked at it there's two more that we're going to get so we should we should be spot-on yeah yeah there's two more yet i haven't heard anything about how they're going to collect in 22 yet i don't know i haven't i haven't heard if they're going to have uh the four payments or not mr have you heard anything about that about four payments or anything and anything no okay yeah so i i haven't heard anything yeah um and then you'll you'll also see tax rates and again remember what i said on how tax rates continue to go down you will see that i'm estimating the tax rate to be 8.0357 which again is going to be uh lower than what it was than that and this is this is a this is the key number along with eav and that's what determines your bill so we want to try and get this as well as possible and and can point out here that our tax rate has gone down every year since 2017.

good afternoon that was absolutely horrible good afternoon ten percent better how many remember me from years past okay i'm going to make this short and sweet we're looking at statistics at the fbi academy the other day and we're finding that sexual assault is on the rise it's the biggest crime done to young people but the least reported can anybody here help me out and tell me why you'll tell if someone steals your car steals your uh money or or hits you but you don't tell about sexual assault that's a crime also so why why is there a difference why do you tell about one and not the other can anybody tell me please it is embarrassing i get it and that's the biggest reason young people don't tell not threats or anything else it's because of embarrassment now when you do tell though we have found 90 of you at your age tell their very best friend and then they tell them not to tell so my question to you today is and you teach me and i go back to the fbi academy and we get in a think tank about helping young people we we put out these ideas on how to make these programs better so you tell me if your very best friend came up to you today and said hey what that terry hall guy was talking about at school today that's happening to me but you're my very best friend please don't say anything how many would not tell if their very best friend begged them not to just be honest how many would not tell okay it looks like about five those five people if i ask them why do they not tell they would say i don't want to lose my friend isn't that kind of selfish your friends being sexually assaulted or been sexually assaulted and you don't want to lose a friend that's the reason your friend was sexually assaulted because somebody else's friend didn't tell and someone else's friend didn't tell i arrested a person up in tipton indiana he confessed to me he had sexually assaulted 300 young people in a 30-year period somebody in this room tell me how you can get to 300 young people and me the police not find out about it because 299 didn't tell it's a simple simple answer 299 didn't tell so when you say i'm not going to tell you're really telling your friend you're i don't want to lose your friendship and yes i know you've been sexually assaulted and i know the person who assaulted you is going to assault other kids but but you know i just don't want to lose your friendship if you're my friend i tell you this you got three choices one you and i go the counselor together two i go by myself are three you go be yourself why because i played that game when i was in high school in shelbyville i had a friend of mine that i discovered was on drugs he said he's only taking drugs when they're when he's stressed out and he's stressed out about some tests coming up i said okay so i was a good friend i kept the secret two years later he died of a drug overdose let me see the hands that somebody thought i was a good friend see a good friend makes better decisions now good friend says man this person's getting addicted to drugs i need to step up i need to help them what i had to tell yep could he have gotten trouble yep could he be alive today yep he sure could be his family today still will not speak to me because they know that me and a couple of his friends knew and did not step up and get him some help so see and then when you do tell what makes me angry as adults don't believe you just because you're teenagers i get really upset by that but then what do you do your little brothers and sisters come up and tell you about a sexual assault and you don't believe them you don't know how many elementary kids i talk to and i ask them have you told anyone else about this at the end of the interview and they go yes my big brother in high school or my big sister and they thought i was lying people you know how embarrassing it is to talk about this to you what do you think a little kid how embarrassing is to talk to them and should they have that information if they're telling you graphic details about sexual assault there's only one way they should know that information that's a learned behavior that means they have seen it or experienced it and they'll tell you before they were their parents because you get in trouble just like they do and they bond to you quicker so please don't sell them down the river then we come up to another thing with sexual assault is we think this is a girls issue it's always girls well you know i got to be careful girls you know more boys are sexually assaulted than girls girls tell three times more than boys that's why when we looked at the statistics we used to thought this was a girl problem but then after we started finding mass molestations they were almost always boys why because a pedophile child molester if they're a serial molester that doesn't mean they're touching a raisin bran or something like that means they're touching at least a hundred kids before they're caught if they're a serial molester they want the gender that tells the least that's boys and they want the gender that's above suspicion when they're around them since 80 of the molesters are men and twenty percent or so are women then uh you know it's a good chance if you are molested it would be by a male but if males who have alternative lifestyle they're engaged with males not children or not young people or kids so if it has happened to you and by this age level it's probably already happened if it has uh don't think there's something wrong with you when i was eight years old i was sexually assaulted by a family member a family member from greensburg i lived in shelbyville that person lived here and this person was great just loved kids was always buying us things and doing things for us and when i told my family divided right down the middle half of them said there's no way that person could ever touch you because they're great with kids and they never charge us to babysit duh [Music] and then the other half said they got you two i thought i was the only one so 14 members of my family were molested while i was waiting to tell and believe me that's a burden that i'll carry till my death i know it wasn't my fault i know that it was something i didn't understand and at eight years old what was i supposed to do but i still feel that guilt when we talk about being your fault sexual assault at this age level is not the guy jumping out of a white van with ninja clothes on and numb chucks touching your private parts and driving off into the sunset like uh elementary kids think it's usually done in a much much more much easier way by getting you doing something wrong at this age level you're not real fan of the rules most of our sexual assault that comes by people your age usually come from someone getting you to do something that you wouldn't normally do for instance we had some high school guys in indianapolis they were taking freshman girls they would have them come to a party and they would have them drink some beer and they'd have them smoke a joint maybe experiment with a little meth then they would sexually assault these girls do you think any of those girls are going to come into my office at the police police station and say hey sergeant hall i was out smoking a dope and i was a drinking underage and i was doing this and that and then i was sexually assaulted can you help me out i want everyone in this room to know as a law enforcement officer there's no way i'm going to say well served your right to get sexually assaulted you shouldn't done this or you shouldn't have done that i understand that these predators uh they have a procurement process and while the procurement process is getting you doing things wrong so you'll think the sexual assault's your fault it can never ever be your fault i don't care what you do i even had some uh freshman girls were talked into uh some high school guys breaking into outbuildings the police are not suspicious as if four girls are walking through the neighborhood as they would be four guys walking through the neighborhood during school time these girls cut school and they would break into out buildings and steal stuff they would take it to pawn shops and sell it and then they'd have a big party the party consisted of two girls and 10 guys and they didn't know that until they got there then sexual assault would happen you think these girls are going to come in my office say hey i was out breaking into outbuildings and stealing stuff so we could have a big party then i was sexually assaulted gang it's i am smart enough to know that you're lured into doing some of these things and we're not going to be faulting you we're not going to appreciate your choices don't get me wrong but at the same time the sexual assault's never your fault sexual harassment can be that's one of the biggest problems we're having right now is sexual harassment and they're taking it out of the hands of police and they're civil suing you and your parents uh we had a young man that uh was playing a ball tagging game and a purple nurple just hitting boys in the groin and stuff like that we had a young man that was hitting the groin he fell back in the school bathroom hit his head on the corner of the sink took eight stitches to close the hole in his head that's that's aggravated assault when you do something like that don't come in and tell me oh i was just playing the ball tagging game and it got out of hand or whatever no when you hit someone in a private part of the body and then they're injured you're in some serious serious trouble and believe me it's hard to get good jobs anyway good paying jobs and when you're getting a job 50 bucks an hour and they're asking you have you ever been arrested and you say nah just that just that sexual battery case i had on me when do i start you're not going to get that job you guys aren't little bitty kids anymore you're young men and young women i in my job at the intelligence unit the last 19 years of the police department i did dignitary protection as a liaison to the secret service i've met and talked to six different presidents of the united states i have a top security clearance you think i'd got that top security clearance if they'd found that i'd been arrested for sexual harassment and then that's not enough you guys are taking your cell phones you call nudes or you call them sexting we call it disseminating child pornography via public airwaves in other words if you take a picture of your own private parts and send it that's what you could be charged with and i don't i don't really grasp it and then when i get to your house i knock on the door and say sergeant hall indianapolis police department have a search warrant for your phone 99 of you say this wait a minute sergeant hall you don't understand i didn't take that picture somebody else took it and sent it to me and all i did was send it on thank you for your confession put your hands behind your back you're coming with me when you push that send button you bought a piece of that problem and i don't grasp how you think that we can't find that stuff out we have we have computer forensic experts that do nothing but track back those i p addresses and then the other day we had cyber bullying to the point where a a a high schooler about your age was sending things like you're stupid you're fat you're dumb you're ugly and then sin why don't you kill yourself if that student does kill yourself we'll be visiting you and i cannot believe the amount which gives musical expression to a season of the year they were written around 1716 and 1717 and published in 1725 in amsterdam the fourth season is the best known of bibaldi's work they were a revolution and musical conception in them the baldy represented flowing creeks birds a shepherd and a sparking dog buzzing flies storms dancers hunting parties from both the hunters and the praise point of view frozen landscapes and more winter fires the concert therefore stands as one of the earliest examples of what would come to be called program music for example music with the narrative thank you um and today i'd like to open up our meeting in honor of all of those working on the front lines whether it's our teachers um our nurses um all of those continuing to do the work um with no break whether it was some of us that were able to work from home for some time there or some of us that are still maybe able to work from home but you know those that need to continue to show up to their office to the workplace without a break uh know that you're not alone um some of us are doing it right alongside and um i know it's not easy um i hear a lot of stories of uh to the point of its uh despair sometimes but know that there's definitely resources reach out if it gets too hard you're not alone somebody's there if you get tired or if it becomes too much um you don't have to carry the load um i'm getting feedback so i'm not sure if that's me i'll talk a little lower um so yeah just want to open honor of all those working at the front lines one more and then go ahead and try to madam present before before you start yes mr pam i i think we we might i i think that it would be appropriate to uh since today is the 7th of december we we should mark the uh the 80th anniversary of the attack on you know in memory of those who perished in the attack on pearl harbor harbor thank you mr from yes we'll also um open it up in honor of that and maribel if we can please record that as well thank you for pointing that out mr fabric i mean i'm sorry i will record that thank you um and then i'm gonna just uh ask us to mute ourselves if we're not talking the feedback um for some reason today is just coming back um a lot more so as soon as i get myself uh if i'm not talking i'll put myself from you as well um so we'll go ahead and move on to item educator effectiveness block grant eebg informational me dr bauer thank you madam president i'm going to ask mr rene sanchez to present this item thank you dr bauer uh president uh board members um today we wanted to give you a brief overview of some of the work that has been done around this block grant this block grant was this is the educator effectiveness block grant and it is to provide professional learning opportunities for all those that work with students directly both teachers and administrators as well as professionals and other support staff that work directly with students i'm going to ask that we allow miss barbara campbell to share a little overview of some of the work some of the planning that's taking place and share with you the actual plan up to this point uh today it is here for information only so that way we can share the work that's been done so far and you know if there's an opportunity for um feedback from both the community and the board so miss campbell thank you can you see my screen yes okay thank you good evening board president board member superintendent dr bauran community i'm here tonight to share with you our educator effectiveness block grant plan today's presentation is information and input and then at a subsequent meeting we are to get approval which will happen at next week's meeting as you can see on this slide the educator effectiveness block grant provides funds to school districts to provide professional learning for certified teachers administrators para educators classified staff that work directly with students to promote educator equity quality and effectiveness these funds may be expended during these following years that are on the slide it is a five year we have up to five years for to spend these funds sorry so the next i wanted to share is some these are some of the areas that these are the areas that you were allowed to spend this money on some of the pieces i wanted to kind of point out for allowable use of these funds are coaching and mentoring for staff for beginning teachers and administrators strategies to improve inclusive practices programs to lead to effective standard aligned instruction improving social emotional learning engagement strategies to that leads to accelerating learning for students and also possibility of professional learning communities as some of the ideas that the state has given us the opportunity to include in this plan so in order to get some input for this plan uh we sent out a survey to teachers to classified staff that work with teacher with students and our administrators and with some guiding questions around what what kind of supports that they need and what are some of the areas of need for professional development included in that plan was also ideas of what was the delivery model for the for the that they best learn uh in for their professional development in addition to surveying the staff we i asked the leads from each each unit to give me uh two teachers or two people to join a focus group to look over the survey data and give some additional input that they might have for us to consider on the bottom of this slide you'll see some of the trends that we found from the surveys in the focus group we had a lot of need for classroom management behavior supports and sel positive school climate we also had a high need from the different groups around differentiation strategies and strategies to support the specific academic needs of students along with that were inclusion strategies such as under under uh universal design for learning which are techniques specifically to support uh students with disability that are in the inclusive situ uh settings there was a lot quite a bit of conversation about mentoring and coaching support for newer uh teachers up to five years and and administrators uh some support for standards aligned uh instructions to improve literacy there was some information there was some need for um really identifying foundational skills and looking at multi-test multi-tiered systems of support and then for our classified staff there was a lot of need for technology skilled training and applications to be able to support the teachers better in the classroom so again our plan um what we did is we taking some of the key pieces that we really folk that we really found continuous uh repeated continuously in the survey um are with how we came up with our plan so under the area of the focus area for coaching and mentoring of staff we have again developing a mentoring system of support for beginning teachers and administrators providing administrator coaching support and then a bits a new teacher mentor to help coordinate and support those teachers so that there's that organizational piece so that we know who they are and how much support they need next under inclusive practices and this is in order to really make sure that all our students that have in the ieps have access one is around we have a lot of schools that are doing inclusion so really looking at universal design for learning as a professional development in kind of running parallel to what um anthony colon our director of special ed is providing for his teachers at our working inclusion so for inclusive sites really providing that support for those teachers too and then again back around differentiation strategies and instructional supports to help students that need the additional support and you can see how we spread out the use of the funds next we really focused on positive school climate because there was a lot of need for that so again looking at different um theories for professional development to support not just our teachers but our para educators and our classified staff that work directly with students on classroom management creating positive school climates and different sel strategies and then finally again around standards aligned instruction to improve instruction is really looking at professional development in general around standards aligned pieces stipends to provide to allow the teachers to do our online aludo platform which is um has a whole series of self-guided professional development in areas that we had a team identify that was the need and then again technology basic basics and classroom integration for our para educators substitutes and certificated staff and that kind of where we allotted our money for our professional development and jen again i just wanted to end my little brief presentation kind of with a quote of continuous personal and professional development is the key to our future you know we as as educators and learning being the key to what we do we need to continue to grow and learn as educators ourselves thank you so much um i do see trustee vacarano's hand up um go ahead okay well i guess first i'll ask if we're gonna um take public comment after the our comments and questions or how are you gonna go about it madam president yeah typically i'll go into a public comment but i saw your hand up so i just wanted to turn it over to you before we did that i'm uh i'm okay to wait i mean i know that's the way you usually do it so i just put my hand up in readiness so okay yay all right we'll pick you first when we come back all right thank you i'll take note thank you uh trustee put it down thank you okay um and today we have uh daniel who's gonna be helping us with our public comments so i'm going to go ahead and turn it to mr pena at this time to help us with public comment mr penani members of the public wishing to address the board on this item hello board president uh currently there are no speakers okay we'll wait a few seconds any no no okay all right so we'll go ahead and come back to the trustees trustee okay thank you so i um in reading through the materials and in the presentation i'm pretty sure i this was clear to me but i just want to make sure um so the way that these fun these funds are available to us um is it accurate that they cannot be used for or can they be used for um for salaries or any portion of them for just straight salaries it is all for professional learning opportunities for the staff that work directly with students okay and then i guess the kind of connected or follow-up question to that is and this may be more to dr bauer or the team or whoever but um are there things that we are currently paying for through other funds funding sources that could fall under this grant that would then free up um money that might uh help us with looking at salaries in the district in any significant way i mean maybe there's opportunities here and there but i'm talking about is there an opportunity to have a significant impact if indeed that was even possible to kind of switch stuff into this grant and free up those monies if that's clear thank you trustee vegeta i'm gonna have colvera answer that question if i may is that okay uh academic services thank you it's also spills over to other areas of the budget um just to be very clear with everybody yeah at this point we haven't identified any existing salaries or expenditures that we can replace using this money but again this is really um just kind of a new grant that was proposed by the state this year so the intention is mainly for professional development and supplemental programs to enhance um you know the um experience for all the all the staff that's involved okay i think i think that i mean that was pretty clear to me and what i read i just wanted to make sure i kind of lifted up those those stones and see if there's anything under there but um you know i'm sure that you had all thought of that before me and it's just a matter of process i guess in me asking it now so thank you for the presentation thank you trustee um i see trustee pam uh you know question to academic services or business services whichever department feels that that it is the most appropriate to answer uh so the the programs funded by this educator affecting this block grant these funds are so our our is this to uh pay for uh professional development above what we have already budgeted for uh professional development in in those fiscal years indicated that is correct okay so so so so i guess uh maybe i i'm restating uh trustee baehran's question or i i didn't get it quite correctly so basically these uh what is spent on this block grant cannot uh cannot substitute for any existing professional development so we can't kind of so we cannot say uh reduces we cannot reduce already budgeted professional development expenditures uh they uh per the amounts [Music] provided for in this block grant am i correct the idea behind the block grant is to enhance and supplement yeah it is not to supplant what is currently being offered so this is uh with it with the idea that we will be offering more an additional professional development to those staff members that don't have those opportunities or in areas that we haven't had the opportunity to provide professional development in with um monies that have been available uh in other areas oh okay so this so basically this is an expansion of uh a state-funded uh supplement to uh you know in addition to our professional development efforts that is correct um i don't know if you wanted to add something you had your hand up i did and just to um emphasize the intention of the grant is that um you know this is more broad in terms of opportunities for other staff it's not just for certificate certificated staff but it's also for administrators and classified staff who are working directly with uh with our students and typically um you know classified staff and pair educator educator but administrators um usually don't have an allocation for pd's or professional development or at least to that to this um to this magnitude um and a focus on it okay well you know but in any case uh thank you very much renee and colvira and also thank you very much barbara for getting our application in and getting not getting this a hard one educator affecting this block grant to to to strengthen our ability to provide professional development beyond that beyond that which we are already offering thank you trustyfam and i don't see any other hands up um okay cnn uh yes all the questions that i had uh were asked thank you for that very detailed information i agree with uh mr pham you know thank you for taking the time to fill out the grant i mean these are friends that you think would just be handed over that our common sense that we need but unfortunately we have to you know go through that process so thank you all for taking that time and also you know part of the reason why we're here today for the special board meeting to ensure that we have this um on the agenda before we move on as uh barbara mentioned so thank you so much um with that we'll go ahead and move on to the next item on our agenda item uh 301 a proof contract amendment for legal services with danny's vol woliver kelly dwk dr bauer i'm asking respectfully asking the board to allow us to amend the contract with the wk to allow us to work with them to do some charter work that's specifically every time we have a contract we have to be very specific with the services that they're going to provide and this is specific to help for them to help us in some charter work that we need done in the district all right at this time i'm going to open it up for public comment mr pena if you can please let us know if you have any members of the public wishing to address the board on this item for president there are no speakers okay well wait a few seconds do we know there are no speakers okay thank you so much now i'll go ahead and open it up to the trustees at this time any questions comments concerns uh trustee vahrano yes thank you uh dr bart can you did you you said this um it allows us to do charter work is that what you're saying any items that involve charters so if there are any and we have some um upcoming um items with charters so we want to be prepared um we also have to finally you know to have a cycle of evaluating the charters that we have approved as a district so that's the kind of work that we're asking dwk to assist us with okay so i know that when we selected them you know obviously we had a particular type of legal counsel in mind that we were looking for and that's the basis of you know primarily how we selected them so we're adding this piece on it sounds like or we're potentially adding this on tonight um and i guess my question that goes along with that then is are there any other types of legal work um that the this firm would be able to assist with or we would have the need for such that we would need to open it up even more than charter work or would we just if that came up we could do it on an um case-by-case basis in the future if it ever came up so every time we amend any contract and specifically for legal services it's best practice to bring to allow you know to to notify the board so this is our way of asking the board for that um support and that's just you know that's just the nature of a contract so just because the contract itself as it exists specifically denotes specific types of work it doesn't preclude us in the future if we need to from kind of going through this process again and you know getting what we need in a hypothetical future with a hypothetical need correct okay thank you rogelio do you wanna yes thank you i just wanted to clarify real quick that the administration is working on bringing a proposal for a bond council services so that's another area of specialized legal services that will be coming back to the board for approval as well in the near future thank you okay i see trustee femme yes a question to administration so uh you know so basically um where in what aspects of uh charter charter review uh you know uh would would uh dwk assist us with please if you could elaborate as i mentioned has to do with evaluating the performance okay that is something that we as the district are responsible for conducting a formal evaluation of the charters that the district charter okay uh also um you know would it uh would it also extend to say issues with uh least compliance with the existing charters that are on district property correct okay all areas you know of performance okay very good and so i you know so i wanted to some people you know if i may i'll take this off and even make my comment you know i've heard uh you know people have written to me about their concerns about dwk but you know upon review of the documents and the uh analysis provided by administration um we need all the help we can get in regards to regulating the charter schools here and uh my new song you know uh i've said it publicly that i i believe that some of these charters have behaved more like uh more like burglars than uh educational partners so uh i'll be voting yes on this and i urge my colleagues to vote also vote yes on this so as to ensure that we have proper representation when we review the not only the performance of charter school but also ensuring that the those that are existing on district property are taking care of the property as they should have thank you trust fam uh trustee chavez i see your hand up but one second um trustyfam you brought up some i think for me like red flags when you say some issues with dwk so i'm not sure what those are what the emails are about but i just you know i mean i i haven't heard any issues and i know i personally don't have any issues or haven't been open to any issues but if there are i trust that you would bring them for if they needed to be at that time i just wanted to say that because i know in the past we've had issues and maybe there were known maybe they were not known but when you bring that up for me it's a red flag and i just feel like i need to say that about that so i trust you trustee pam and i know that if there was anything that you thought should be brought forward that you would bring that forward no no madame for if i need point of order to to clarify that no uh some people have just written to me that they don't like the law firm that is all so i should have rephrased that but i also wanted to make sure that you know that again this is a reputable law firm with experience in that experience in those areas we need assistance written that we uh as i said i'm voting in favor of the agenda items so that we can move forward with uh regulating the charters more effectively thank you trustee fam trustee linda thomas you're on mute linda okay thank you uh so mr rogelio our council for the district referred to the bond council services that we're going to be needing later so in in asking for this retainer now um is there a time limit like a year is there going to be some kind of time limit on it and also um he what was mentioned was voting and assisting uh us on charters as well as bond council services so are we doing the bond count is that now that that they will represent us is or is it just now for the charters and i see dr bauer going no no no so uh there's several questions did you want to go ahead and answer that dr bauer and can i have the floor after you do thank you i mean if you wanna ask i was just reacting because the it's very specifically around the charter we already have the contract the initial contract with dwk it's about other contracts right that was the the original ask now this other piece about charters came to us and that we needed to do that and we felt that it was appropriate to bring that to the board for transparency to us to say this is some extra support we need that's it nothing else bond counsel is not part of this at all we're gonna go to the same process we went through in terms of selecting the board is going to you know colvera is going with an rfp firms have uh responded to that we're going to bring that whole process again for the board to select born council okay because before i feel that we did not have at um firms were supposed to pick from three so their answer you cut off linda so i'm not sure um dr bauer did you understand your question can you repeat your question trustee chavez uh my internet keeps going unstable and it keeps just move on to the next person please thank you okay any other trustees want to address this issue questions comments concerns okay um the information that we have is very detailed um you know for what and the additional amount which is important um and we definitely need it as a trustee as a as a district i'm sorry and so as a trustee i will be supporting this as well so i'll go ahead and call for the vote at this time as i see you on my screen trustyfam you can mute yourself hi hi uh hold on i see dr bauer's hands up was it moved a second not yet to approve move to approved by trustee bacharano second second by trustee fan thank you dr bauer okay now we'll uh go ahead and call for the vote trustee fem hi jesse vergarano aye trustee chavez no vice president quintero hi and myself i all right thank you moving on to item 302 facilities update for information only dr bauer thank you madam president this is an update for the board on the direction you gave us regarding facilities and i'm going to ask mr cheng to present the update good evening can you hear me yes thank you good evening uh madam board president members of the board and superintendent dr bauer tonight i'll be giving a brief um update regarding our facilities and potential partnership um with that as you may recall on october 26 2021 the board authorized the administration to seek potential partnership with the goal to generate streams of revenue with those partnerships which includes a partnership with the charter schools since then the administration has engaged with two potential partners the first one is goodwill of silicon valley and the second one is san juan batista child development center um with respect to the goodwill of silicon valley um some of the services that we've been talking uh that could be rendered to the families of of arlen rock includes the following uh workforce development center which includes which covers um constructions hvac and potential electric electricians um we'll also be bringing some wellness programs access to public benefits financial literacy education and coaching and recreational programs both indoors and outdoors with regards to sjb child development centers the two programs that we have been uh discussing about is surrounding infant and toddlers program um and also expanding um their before and after school program for school-aged people which they're currently running um already at uh at one of our site at casell um again all of these are very preliminary and early stages of conversation um so once once we have uh more information and things start to materialize more then we'll bring more updates to the board but at this time this is where we're at and i'll be happy to take any questions that the board has thank you mr chang at this time i'll open it up for any questions or comments from the board concerns all right i don't uh trust you yeah can you hear me i could okay yeah i just want to say i'm excited about um this work i want to thank the team for moving on the direction that we provided and you know i think we provided that direction a specific direction recently but this work is some you know it's something that we've been working on individually and as a team for for a long time i was just looking at actually some pictures popped up on my stuff from prior to the pandemic and dr bauer and i were kind of starting to visit and talk with some people about workforce development and i know she's been doing a lot of work around that even during covid and then you know it's also reflective of some of the the feedback or or the what we received from our 7-eleven committee about the types of repurposing that they would like to see which we said at the time aligned with what we were working on already so i think it's you know it's shaping up nicely obviously preliminary but again thank you to the team for continuing to push this forward as it i think it reflects where you know what we what we put into our vision and mission statements it reflects what the community feedback has been and and i personally think it reflects um you know a very good option for our families and our on our students here in the district so thank you thank you trusted and i was so excited like you are that i forgot to go to public comment first so i'm going to do public comment after um so yes i see trustee pam and trustee chavez will go in that order trustee family uh i too want to express uh one this auspicious news and that that we're able to uh put put our uh you know put our facilities to uh to serve a greater public purpose but also while ensuring that uh you know our our district uh is also a a beneficiary of this partnership uh and that i i look forward uh to you know to further progress in in our uh and our continuing ability to uh provide crucial public services uh to our community with our resources in a uh you know in a fiscally sustainable manner thank you trustee family trustee travis uh yes i wanted to ask if you could send us a little more in-depth information on what these two partnerships how they these partnerships operate uh such as a a business um model or something that that they have so uh we can know a little bit more about them and how they're going to help the community thank you thank you trustee chavez um see no other hands i'll go ahead and um include my comments oh i see vice president i just want to thank the administration for the work they've done on having these conversations i'm looking forward to seeing uh them proceeding and seeing what uh proposals come forth to make sure that uh we can go ahead and move forward to win win for the district for the community um for for everyone so um looking uh forward just to see what the future holds thank you so much um and with that you know i was going to mention it with trustee chavez but you know i think on this we're all in the same page and um i look forward to i know we asked for you all to come and give us just an update and so you did thank you so much and like trustee chavez mentioned i know that the next steps will include some of these things you know um in regards to possible plans partnerships the next step um to ensure that we bring partners to our district that have you know our children right in our communities at the center of um what we will represent together because it will be a partnership and so you know something that they can align with perfect timing we're going through our strategic planning as well um to continue to refine what that looks like for our communities right what it looked like 90 years ago 30 years ago 10 years ago five years ago doesn't look like what it looks like today and so this is just an exciting time um you know trusty vegano mentioned this is something that we've been working towards and uh here we are um and you know i know we're in the middle of our strategic planning so it's just it's really exciting of where we're at and the conversations that we're having and the partnerships that you know are saying yes we want to partner with you um because unfortunately i remember at a time where they were like we want nothing to do with you know you all so you know i'm glad that things have changed and um we're looking forward to seeing who that is the best partner um would be for our our district for our children for our future generations once we're all gone right and um past that uh it's something that is sustainable um and so i look forward like trusted child was mentioned right what those plans look like what that uh partnership will look like to ensure that those uh partners that we bring in and the services that are provided through our buildings the land you know uh that are continuous um till you know maybe i don't know 30 60 70 years when it needs to maybe change at that time because services might you know be uh the needs might be different and so yeah i'm excited thank you so much um and i look forward to the next conversations to what that can look like thank you mr chang and thank you dr bauer um and i'm gonna go ahead and open it up for public comment at this time before we move on to the next item uh mr pena if you can help me with public comment on this item what president there are no speakers okay we'll wait a couple seconds any now no speakers at the time okay okay thank you so much and now we'll move on to item 401 um approve the district governance handbook um and before we come to public comment i know this is an item that we've brought up several times maybe fourth fifth time i remember we started when uh you know board trustee chavez was board president at the time we did a lot of work when trustee hirano was board president um and i know that we've also done a lot of work on it now that i've been here um and i just think it's time that we finalize it and that we get it done um you know until it's time again to revisit and so um what i'll do is i'll open it up for public comment uh go back to consistency here on this item and then um and then we'll open it up to the trustees uh mr pena any members of the board wishing i'm sorry public wishing to address support on this item there are no speakers currently okay we'll wait a couple seconds any no no okay okay so i'll go ahead and open it up for the trustees to see if they have any questions comments concerns i have some suggestions and but i'll wait to hear from the rest of the board if i don't see any hands up then i can make my suggestions and then hear from you all after to see what you think okay i don't see any hands up so i'm gonna i'm gonna share my suggestions um i did get a chance to share that with trustee carano um i wanted to obviously um connect with at least one of you uh before the meeting and so i sent those to him and he did have some suggestions so i apologize trustee uh but i know that i i what i have right now i'm gonna reflect on the screen i don't have your edits reflected so um i'll just open it up for any comments and then maybe if agreed then we can add those okay can you see my screen yeah okay all right hmm that's kind of let me minimize this all right uh so on page nine um these are the areas that are when i went through it again i noticed were unfinished so my suggestions are what i'm proposing is on page nine on the top after it states we agree that we include the board by law 9200 so basically to include the language to follow the provisions of board by law 9200 and then state 9200 after that which is what's on my screen here so that's on page nine on the top and then um [Music] obviously we delete the language in parentheses and then that language word states developing key messages about the topic so that's on page 9 and then on page 11 my suggestion is to include these four bullet points after we agree [Music] and if you'd like me to read it out loud i'm happy to do that uh please let me know otherwise it's on the screen um so i know the the first one is the board by law 9200 which is a little longer and i'm happy to read it out loud um after we agree i propose to include to follow the provisions of in board by law 9200 the board of trustees recognizes that the board is the unit of authority over the district and that a board member has no individual authority board members shall hold the education of students above any partisan principle group interest or personal interest and then it has in parentheses political process role of the board governance standards conflict of interest and meeting conduct unless agreed to by the board as a whole individual members of the board shall not exercise any administrative responsibility with respect to the schools or command the services of any school employee individual board members shall submit requests for information to the superintendent board members shall refer board related correspondence to the superintendent for forwarding to the board or for re uh placement on the board's agenda as appropriate so that's for page 9 and then page 11 after we agree i propose to include all communications should provide general factual information to the public all communications shall not involve deliberation debate or decision making regard regarding district business all communications pertaining to the district including personnel must be directed to the superintendent to be addressed by the appropriate staff and all communications should be clear that they are the response of an individual not of the board okay please stop sharing so i can see you all all right um any thoughts comments concerns questions yeah thank you so um as you know i i had a just a quick chance to oops can you hear me i don't know if you could hear me okay um i had a quick chance between work and the meeting to look over what you the work you did thank you for um you know doing this work and and sharing it um and i the first part the the part on page nine i i i like all that i'm i'm i'm good with all that i'm good with all of it um but on page 11 those bullet points i just had some the way it's written um i don't i don't think my suggestions change the um the intent or the content but i guess the best way for me to to share that will just be to read what i have for them unless you would like me to do something different or have a different suggestion i think if you read it out loud it would be good because yeah i'm with your edits or or if you have specific edits whatever you think is appropriate i think it makes most sense if i just read each bullet point and i'll be as quick as i can so the first bullet point actually can you be slow so that money can hardly be okay well i can send i mean if we whatever the sec direction we decide to go i can send whatever i have to maribel um but i'll pace myself okay so the first bullet point i have all communications from board members to the public should endeavor to provide only general comma factual information period and then number two board member communication with the public should never include deliberation comma debate comma or suggest that any particular decision will be made or action taken regarding district business and then number three all communications pertaining to the business of the district comma including personnel comma must be directed to the superintendent capitalized to be addressed by the appropriate staff and the last one all communications from individual board members should clearly indicate that they represent the perspective of that individual board member comma and not of the board as a whole period so those are my little tweaks kind of i i appreciate the sentiment and all of the bullet points as they were um put forth by you president erlotta and i just those are just my suggestions and minor tweaks but i don't think they i don't think they change what um the intent is so and i can repeat whatever is needed if necessary thank you um what i'm gonna do is try to because you did send those to me in writing so i'm gonna try to see if i can kind of pay them paste them and put them also on the screen so that we can all see them if necessary um but in the meantime i'm gonna open it up for any comments questions concerns from the rest of the trustees okay see none i see trustee fam is a muted like he's about to say something no no no no thank you okay so just give me a few seconds to see if i can um do that um unless you all feel good of what you heard i know some of us are more visual so i'm gonna do my best to put that on the screen as you're doing that madam president if i can um just make a comment so i i think that um the reason why i appreciate you putting this here is because i do think with so much going on in our district in all different facets from programming to academics to you know stuff with parents i think it's key um to that we provide a consistent message that lines up with the the facts and and um you know actual [Music] uh decisions that have been made by the board and so i i do think you know because we get so many emails as board members and i'm sure staff as well or different types of contact contact that we get it's easy to to want to try to respond to everybody and and and in doing so i think sometimes that leaves open the potential for um conflicting messages or varying little slight variances and messages so that you know maria who emailed on thursday gets a slightly different version than jose who emailed on tuesday and next week that someone might get it another different version and in a couple of weeks we have a lot of different stuff out there and so you know i understand that we as board members should have the ability and and do have the right to speak as individual board members and provide our our perspectives and i think that's important part of our role so that the community knows where we stand on any particular issue but i do think that it's equally important that we put some focus some intentionality on trying to ensure that the messaging that we put out is um you know is consistent across board members and is reflective of um either the powers that we have as board members or the decisions that have already been taken in a public meeting so um i guess i'm kind of trying to stall for time while while you're doing all that but i also think that for me those are why it's important that we um include this in in our in our handbook here so those are my comments on that and that's all i can stop i don't know and you know the internet whether it's right here in this hole that i'm at it's just not working for me so i'm wondering can you just share your screen if we if that's possible if anybody needs it maybe we don't and maybe we have a motion and maybe trustee because wanted to add to that and then you can go from there um with what we have oh there you go oh nice yeah so it's this obviously this bottom part here and red [Music] i'd like to make a motion to accept this as is after the red with the red okay motion by trustee uh chavez oh second second by vice president quintero okay yeah thank you so much that was easy trust me i don't know if that was much what i was trying to do okay um so with that i'm gonna um i already opened it up for public comment i think so all right let's um let's go to the boat as i see you on my screen you changed all of a sudden trust your fam i see with herano hi mr chavez hi vice president quinteno hi and myself i nice all right thank you so much um i just returned from csva and this was like huge you know as a governing you know a district we know you know we've been going to trainings some of us have been going more than others some of us have been asking for more so that was huge so thank you so much um trustee bauer you want to add something well superintendent bauer and it's not even that late i just want to be very clear you guys accepted those uh edits and i just wanted to be clear even once those edits are added are you uh approving the handbook as is so that we can publish it and put it on our website because that's the main thing about approving it yes actually my most sorry i i i thought you stopped um so my motion was to approve it as is with the red correction edits that was my motion travis i just wanted to be very clear that everybody is clear that this is the entire handbook yes thank you trusted chavez for including that language okay um great and with that we'll go ahead and adjourn our meeting at 7 27 pm thank you have a good night good night good night so are we going to go on a separate link yes dr bauer

tonight well we do we have amber fish okay can you hear me yeah wonderful um i first i want to say thank you for your time this evening um on these special reorganization meetings i know this has been a lot of work and a lot of um challenges have come from it i i'm reaching out today because in preparation for your meeting tonight i was able to take a moment to look over uh the slides that will be presented and i noticed that longfellow seems to be on the chopping block on those slides and i i was taken aback a bit because as a part of the reorganization committee we were told not to look at longfellow that it wasn't something we were going to be worried about and had as a parent i would have if we would have known that it was going to be a possibility for closure i feel like we would have taken a few more steps to really look at that as a possibility during the committee longfellow offers such great programs for our young students um special education programs they have the dual immersion it's a safe little space for preschool students and i just feel like it's really important to our community that it stays open i also have heard from some board members there's a desire to have a day-long day day-long preschools and longfellow offers the perfect location for that because it's a little location you could you could possibly leave it open longer um to have the full day daycare uh hodge is a block away and i know many of the parents drop off their littles at longfellow and then walk their children over to hodge um i saw that hodges being considered a preschool through fifth grade um we i feel like maybe if we could look at hodge is keeping it as a tk through five and keeping maybe longfellow is like our extension preschool that that would be a very viable option for the district and very viable for our community a lot of people choose to send their children to a long fellow even though we do have several preschools in the community uh at each location and i feel like for hajj incurring those extra funds to to upgrade our facilities to have a place for preschools just seems like a little bit of a waste of resources when when the perfect little preschool is right down the street um i know that they have to be completely separated from all others fences built in they need their own little toilets it just personally feels like unnecessary expenses when we're looking at consolidating so thank you for your time this evening thank you miss fish next we have miss louisa hello thank you good evening esteem board superintendent cabinet i hope you're all doing well upon overviewing tonight's agenda i saw the newest examples for reorganization to be presented tonight i noted on all the examples one of the schools to close his longfellow i understand that these might be examples and specifics of schools may not be a factor at the moment but i still wanted to speak tonight i also want to be transparent that i have a child attending now at fellow in the dual immersion program however she is leaving next year the outcome of this decision does not impact my family i am speaking from a place considering the district and future families i would like to ask the board to consider removing longfellow completely from consideration of removal and the current conversation of reorganizing my reasons are the following firstly the rationale of reorganization as stated on today's agenda is quote this is a unified school district has been working on school reorganization as a means to improve and maximize programs and facilities the board of education has received recommendations from the school reorganization team and will discuss and assign next steps if this is true at the start of the reorganization conversations with the reorganization team it was stated that longfellow was not included in this and was not to be considered at all therefore all of the feedback surveys etc from community did not consider the school and is not part of any of the recommendations or community discussions also if this is true and reorganization is a means to improve and maximize programs longfellow is a school with a multitude of successful programs with ausd's early education special education program and early dual immersion program secondly considering lcap goal number one of engaging relevant rigorous 21st century learning environments positive safe and supportive school climates longfellow is meeting this el capital through its consistent success leadership innovation teacher collaborations and positive school climate just as developmentally high school middle schools need their own spaces the same is true for early education finally closing long fellow would mean closing one of the greater contributing schools to drawing more students to our district and would be one of the least use of vacant building purposes with the lack of parking and size of facilities i invite the board to at a later time consider expanding and supporting longfellow instead and becoming a full day preschool to drive even more students to our district as we lose many families who need full day and go to other districts and fall into the k-12 education system because of this longfellow would serve as an excellent pilot to a full-day preschool program in our district to end and state clearly my request to the board please close conversation on longfellow and reorganizing and instead consider if longfellow is so successful how can we in fact replicate its successes at a different location and grow into it grow in the future to a full day preschool program thank you for your time good evening lika do we have anybody else on zoom raising their hand we have no other hands raised okay great thank you we'll go ahead and move on to general functions in our agenda 4.1 school reorganization thank you board president um let me share my screen okay um what i want to do is i want to walk um the board of education through some models um that we put together based on uh what we thought what some of the things that we thought we heard in discussion uh with the board of education uh these are um just models to consider as we are talking about uh the elementary school side of these models uh so we're really looking at the left-hand side uh of these models uh all three of these uh samples uh have been named and so i'm just gonna share them in alphabetical order not in any priority order or anything anything like that and then i'll explain how they were created and then turn it back over to the board of education for further discussion so the first model is called the largest capacity model this model takes only into account our largest capacity schools this does not take into account where they are located it does not take into account uh what they're close to or not close to this is strictly looking at what are our largest sites and those would be the ones that uh remain open so here on the left hand side in this model you'll see that hodge magnolia murray paramount and valley deal which are the largest of our school sites would be the school sites that remain open in this particular example what we did in addition to this graphic that we've seen many iterations of we have also uh placed it on a map um just to give a different view so here you'll see this model represented on a map and so uh you might say or you might [Music] observe that by doing this model there are four schools south of the 210 and only one school north of the 210.

you all have had a copy of the draft in your packets it was also available the draft to the public in a couple of places both through the systems planning cip website and then of course through the attachments to the agenda for tonight's meeting and for your convenience and the publix we just used simple colors to help highlight where things had changed and we look at projects in the 2223 window where the schedule changed or the dollars needed change or both and then also a very small number of new projects would have been added we basically do not make changes to the outer years and this keeps us in alignment with the upcoming fiscal 23 capital budget that council will next consider uh in the early months of 20. next year 22. uh so just some very quick highlights um there were 206 projects active in 22 or 23 and we're adding 19 new projects four are getting eliminated and then some moved in and out of the window so the net number of active projects is 217 in this proposed plan so not much of a change in that regard dollar wise the original funding need in the current plan 423 specifically was approximately 111.4 million the total adjusted funding proposed for fiscal 23 is approximately 97.6 million so that's a decrease of about 13.8 million which amounts to about a 12 decrease and you know when i first crunch the number i'm like wow it seems like everything's going up and yet that number went down and certainly when you look at funding adjustments you're going to see a lot of individual project costs went up however there were four things that i highlighted for you and we'll just go through very briefly since this is a public hearing that had big dollar implications that affected this window the first thing was housing commission projects as you know with the passage of the local housing commission millage the city has a very ambitious plan for converting city-owned properties such as surface lots to become affordable housing projects however due to lots of things going on you know covered related things happening on state level the planning and design is being pushed back um a bit on three of the larger projects and that had the effect of taking some large construction spends out of 23.

we're not trying to extend those bonds out to 20 40. um so that's that's one of the parameters we have a maximum rate that's on it that we include in the resolution and it's also providing authority for the district administration to do all the little things that have to happen um between before pricing at pricing and post pricing for closing and when the funds are deposited um so yeah so that would be the main yeah i might add that erica mentioned you know that bonds are similar to mortgages which they are but they're different too and you know most of our mortgages we could choose to prepay and refinance them at any time anytime you want bonds are sold with what's called prepayment provisions and the bonds the new money bonds that you've sold today have what's called a call date where you know the district has promised via contract to the investors that you can't pre-pay them prior to a certain date and time in this case it's july 1 2022.

[Music] this is vegas dear come on guys come on charlie oh my god what kind of look was that oh my lantern we have three of the five companies have submitted material for language arts adoption so we have um on the left side is benchmark advanced which is last friday we're really impressed with the writing portion of advanced benchmark this one is amplified um teachers have gone through and looked at the curriculum our curriculum committees and so we're going to narrow it down to the top two the third one is um in the library of wonders and we're still waiting for the other two to respond so as a committee as they look at the material then we'll narrow it down to the top two and have the presentations like we did for math we'll have the vendors committed january and then um whatever we decide to go with whether it's the one or the two we'll display the top two for the 60 days and then we'll read

it has gone down every year since 2017. yes yes so if all things being equal if a person's uh assessed value did not change they should have seen a reduction they should have seen reduction if it goes up it's for reasons outside of the school board's control right exactly you know and even you you know you'll see a little bit of a bump here but now you're what you're going to see as you start going out here even in bonded interest you're going to see that going down too and that's so there's there's a continuation of it of it going down on that which is which is a good sign yeah your rate can go down but that doesn't necessarily mean the people taxes are going to go down with it no but that's what i was saying i mean if if the tax assessor increases the value of the property they're going to pay more but from what we've done we've got if all things being equal and if they're if their assessed value doesn't go on up they're paying less in property taxes for the school district that is correct i do have one other question here looking at this what happened to all of our working cash why is it only showing here our working cash it's been only like 500 000 because that's the new money that you're going to be getting in it's under the old money it's not a balance it's not a balance mr brown it's just the tax extension of the money we're getting in coming in additional additional got it okay okay good um this chart you'll see on the next page it's just kind of a comparison i just just put this in from historical standpoint the blue is the levee the gold is the actual extension so this is what we request this is what we i use for this year estimated that we're going to be getting in so again you'll see historically the balloon of the levy um as as we have done that through over a year so just to kind of share that i think this is probably the biggest chart that's out there and you know again what's the impact of the homeowner and so what you'll see i'll go over here by the 100 000 home for a hundred thousand dollar home yeah [Laughter] all right i'll take it but but again from a hundred thousand dollar home you'll see again what what so what you see again from uh levy year 20 which was last year you'll see what the taxes were based on the uh tax rate and again this is a two percent increase in eav and then with our tax rate you'll see an increase of 28.54 and then you'll see that on each home so you know i have thousand hundred fifty two hundred thousand two hundred fifty thousand dollar home what the increase is now again i wanna be very clear on this is that this is just the district's portion of your tax bill there are other entities there that will either raise or lower your taxes that have a lot of bearing on this so again this is this is again just the just the district's portion of the tax bill okay but again back on that slide you're estimating that the home value went up two percent yes and that's driving the tax increase not our the district's rate right not the district's right okay want to keep counting that home sure so again this is just a summary chart that i have here of the 2021 tax levy compared to the tax extension comparing what the tax rate is going to be and again the estimated tax increase on each on each value of the home equalize assessed value of each of the homes you know and that okay comments questions suggestions okay i think but maybe that's okay which one on what does it mean to a property owner and you did the hundred thousand hundred fifty whatever it says decreased on each one of those decreased well i put increase or decrease because sometimes it may decrease so it's just increasing all right so that line by decrease didn't mean it decreased no that's why i was confused on the next page there was a minus sign here would be a decrease so i just put increase the equation okay so they really yeah that line next to it didn't mean that that okay that's why i was confused thank you sure okay let me talk about the property tax relief grant and this is something that came up actually a couple years ago it did not take place last year but again this was established as part of the evidence-based funding model and what the state does is state sets aside 50 million dollars to assist those districts that have low etvs and high tax rates and that and you have to apply for it uh school districts you'll see the second point school districts with high tax rates an opportunity to lower tax burden by replacing the portion of transportation state funds which in essence means you're abating property taxes and that and i and i can talk a little bit about that for you to try and understand that we currently rank there's a ranking that came out that we are the 40th district on the list to get the money if you total up all the money that can be gotten with the other 39 districts it's 56 million dollars now they only have 50 million dollars so the only way we can get something next year is that maybe somebody doesn't apply or you know they say no to them or something like that however i believe it's worth applying for that okay so uh you'll see the maximum amount we can get is 4.15 million dollars or we could get a portion of it you know and then more of it the following year hey can you say that and there are 40 school districts yes in the state of illinois there's 40 above us yes 40 above us well 39 of us we're four 39 above us mr brown oh okay but it's like 860 school districts it's about 860.

they take it out of your salary i don't have to ask you for it they'll go to court and any job you get a partial of that paycheck will be going to that family for the counseling for their kid and gang if you are so mean that you've got to make another young person feel bad to make yourself feel good when you get out of that chair today you go to your counselor and say i have a problem i need to make other students feel bad so i feel good about myself i have spent 40 years in law enforcement arresting and locking up people who hurt people your age and younger i don't want you to have these problems i want you to grow up healthy and happy i don't want you to to to have be victimized by something like this and what do you do you do it to each other i really don't grasp that it's it's it's not funny it never was and it's against the law now you better hope that if you're doing sexual harassment that your staff here to school call the police and let us get involved because here's what's been happening you walk by there's a girl walking in a hallway you pinch her on her breast everybody thinks it's funny all of a sudden she goes home and tells her dad her dad just got out of afghanistan as a marine sniper how's your day going you better hope they call the police because i've had parents fathers and big brothers go insane and they deal out their own meter of justice and it doesn't involve the police until after it's done guys sexual assault is not something that's funny it's something that can change your whole entire life when i was sexually assaulted i run away from school my grades went from a's and b's to d's and f's i became a teacher's nightmare because i was angry at all adults because i thought all adults could do that you have to understand that when when this happens you need that help you need to go get some counseling or you need to go talk to somebody there's not a weakness there it just means that you need some help plus finding out who the predator is helps other young people i don't i just don't like it when i have a kid come in and tell me about a predator and then i found out 10 or 15 kids knew all along but no one has said anything and that's a victim after victim after victim now let's talk about the internet for a little bit the internet all you guys get on the internet and a lot of you guys play video games we're having a lot of predators get on the internet play video games and stuff and they start gleaning information from you you're smart enough to know at this age level you don't put information out there but i'm asking you today to watch your brothers and sisters i had a a case where a 12 year old little girl had been trained by her brother in high school never ever to give your your uh address out she wasn't but she was bragging to all her friends she was talking to a 15 year old boy on the weekends and that 15 year old boy was really a 50 year old child molester that just got out of prison what does she do she doesn't give her address but as she's chatting with him she says hey i can't chat with you any longer i got to meet my friends across the street at garfield park now we were monitoring this bad person otherwise we'd have never known this how long do you think it'd take that predator drive to that park right away that person was there in 15 minutes and already knows what she looks like because she's posted her picture online so you guys are smart enough to know what to do and what not to do but please help your little brothers and sisters too that you know more about computers and your cell phones than your your mom and dad does believe me i have a 15 year old grandson that's my my iphone expert i call him all the time i'm having trouble so please take that knowledge and turn it for good and make sure you monitor your brothers and sisters about it uh any questions about sexual assault any questions about cell phone issues any questions about uh internet and any questions about uh sexual harassment that i can answer for you today i'm here for one reason today and that's because your school thought 30 minutes out of your time was important because if just one of you out there needs help this is the day to get it i'd be glad to talk to any of you i think you're going to get some slips today if i'm not mistaken and you can check out i need to talk to someone or i don't need to talk to someone you don't have to have those slips you can talk to anybody at all if it's specifically for me then you'd have to tell your teacher on the way out uh when it when it happens to you you're called a survivor because it's not going to stop your life but it does make you more sensitive to what young people are going through and you guys got enough on your plate there's no way believe it or not that if i had a wish that i'd come back to be your age i just it's just too much out there that's that's against you and the school here and the school ministries are trying to get you a good education so you can handle this stuff on the outside and one of these things is knowing that you can go to people and talk to them especially about sexual assault if it happens you guys are getting ready to go to college and boy colleges are just like small towns there's murders on campus there's burglaries on campus there's rapes on campus so be aware that when you go to these places take care of yourself and make sure who you're hanging out with i have a college question for you my daughter went to a university of southern indiana to get her education a very fine school she was asleep and at two o'clock in the morning a roommate walked woke her up and said she got a wrong number on their phone and she got to talking to the person they seemed like a really nice person so she invited them over at two o'clock in the morning i want you to be my daughter for a second tell me what you would do in that situation i want to see where your mindset is what would you do in that situation yes lock the door so they have to kick it in right okay anybody else got any suggestions yes get everyone out of there and and and they're waiting outside for you anybody else call the po-po yeah get on the phone and call security and that's exactly what my daughter did she got on the phone and she said hey i just realized my roommate's an idiot and invited somebody over at two o'clock in the morning can you send someone by security came over sitting a lot and the person never showed up i bet they showed up and saw security and then changed their mind but see that's the kind of kind of things you got to make decisions on i've had high schoolers say uh yeah i'd get a steak knife and sit in front of the door okay or i i take off outside all right you got to you got to get you know authorities involved somebody that can be there to protect you because you never know what these people are going to do and the person could have been a great guy no i don't know but why take the chance just do level-headed thinking when you're in school and in these situations arise any other questions whatsoever thanks for taking time to listen i know you've heard this over and over and over but please if this has happened to you even if it was in the second grade i guarantee you that predator is still out there sexually assaulting young people tell today let someone know let us take a look and see what they're doing are they involved in kids are they volunteering for kids programs or whatever so we can stop this because it does change people's lives give yourselves a hand thanks for being courteous [Applause]

right if this is if this was if this was if we were just going to base it on the largest schools um then as as a result of that um this is what this is what happened not saying this is good or bad just pointed out as a as a matter of as a matter of fact um we additionally uh heard uh the desire to see uh we we have been uh keeping our ears to the ground that um we we wish this to go uh faster uh rather than slower and so again this is not something that is a finished product in no way shape or form but this is an idea of how this might be implemented over the course of two years you'll notice that there are no actual years labeled here and that is by design the year one may be 2223 and year two could be 23-24 um it could be split where the secondary goes and then the elementary goes or vice versa but this is this is how uh it possibly can happen over a two-year span in essence what happens at the elementary level is the schools that will eventually close would take no new enrollment in year one and then in year two they would be completely shut down uh in essence that's what that's what this that's what this does at the secondary level uh in essence what this does is uh the azusa high school campus um would take on all ninth graders so gladstone high school would not take on any new enrollment either and then the following year it would be closed and shut down at the middle school level we at the board level there was a an idea a suggestion if you will that foothill middle school can become part of the azusa high school campus and we think that there is great benefit to that and so in year one we can either close a foothill middle school down and leave center in slauson open or because it's such a small school for year one maybe we can even uh co-exist for uh for a year before it's before it shuts down so this is just again an idea of how this possibly can happen over two years um but but the the emphasis or the majority of the conversation really is about about this model or the sample model uh up here i just kind of want to give you how this how this flows and the and the three different uh attachments that are here uh so again this is the largest capacity so then our second model is titled uh northwest north east that's the question yes ma'am so um you mentioned about the high schools how the ninth graders will not um register they would register at the azusa high school campus right but but that's the same for the elements you're right for the pre-k pknk would go into the schools that um we're going to try to understand that is correct including kinder oh yes one through six correct okay thank you yeah absolutely so this the second um model uh to kind of consider or think about again this one's called northwest northeast southwest southeast uh unlike the first model here we're not looking at just the size of our buildings our school sites but we're actually looking at location as well so here in this model dalton hodge murray paramount and valley deal are the school sites that would remain open and again if you look at the map in this in this particular model we did want to make sure that in in the for that there was a school in all four uh quadrant uh you will notice uh just uh to show that in the quadrant one or the north um northwest where victor hodges that's the only school in that quadrant in the north east side you do have dalton lee and powell so i will explain why why we chose uh dalton for this model again that doesn't mean that the way we're thinking is correct but we can we can explain why um of the three schools how is the smallest school of those three schools and so so then that one was not considered if you look at lee and dalton lee is actually a larger school than dalton but lee is further behind in terms of modernization compared to dalton and so this this north west corner can easily be dalton or lee uh or powell if that was the wishes of the board uh but in terms of lee there is that consideration or that factor that um in terms of modernization there would be uh more investment than than would at dalton because they're ahead in terms of the schedule they're further along than li and that's why dalton was chosen in that quadrant in the south west con quadrant there is only murray so that makes it like hajj that's easy and then in the south east quadrant there are three schools and those are paramount valley dale uh and ellington and on this one uh it was uh just because of sight so valleydale and paramount are the larger schools and that's why those schools were chosen for this particular model again these are not sandstone these are just examples for the board to to consider and and and think about the third model that we created we named proximity um in this model you see that dalton hodge magnolia murray paramount and valley dale are the schools that remain open you will notice that this model unlike the first two this model does have one more school open compared to the first two models so this one has six schools open the first two models only had five schools open so let me explain how how we came about this particular model and this thinking so for this one what we try to do is we tried to look at schools that were close in proximity uh and had potential for closing because they were either smaller in size or further along in modernization so the first schools that we paired together were dalton and lee again because of how close they are they're both on the west side of azusa and they're both in the north side of the 210 again very much like the northwest northeast southwest southeast uh here even though lee is larger and we typically would have chosen the larger school here we went with dalton because how far lee is in terms of modernization so we took those two schools and we said which one which which one would we keep open dalton then we paired up pow and magnolia again very close in proximity to each other that one was purely because of size magnolia is a larger campus compared to powell uh paramount and murray we did not touch uh those are large campuses um with quite a bit of students there already so we looked at valleydale and ellington as our next pair um and so again looking at valley dale and ellington in terms of schools that are close in proximity um valley dale is a larger campus with more capacity and that is why we chose valley dale compared to ellington um so so really again the the these are the these are three um samples if you will uh models for the board to consider discuss hey maybe we like this model but let's swap these schools all right any of that obviously is is uh um is agreeable we can definitely do we just wanted to give the board something to to chew on and to have uh and it was a request of the board that we came with with some samples of what this might look like and so um i turned it back over to uh board president thank you mr arthur ortega for presenting these as we have had some time to take a look at this and now that you've explained i i think it's appropriate for us to be able to go ahead and open this up for questions uh comments from the board we'll go ahead and start with board member rodriguez pena okay so as i'm looking at the three models i see that um i just like the idea of the model 3 for the purpose of that if we're looking at the students from um how the closest food to them would be magnolia if magnolia was not there then i'm assuming they would go to um murray and that's a distance and i'm thinking about distance and that's the same thing i feel about the students from lee um then they go to dalton i don't want an overcrowded school either you know we need to have room for growth so i like the way this map looks and the proximity of we'll say ellington um to valleydale i'm sorry intern did you say you do like and just for clarification it's model three proximity the one that's on the board right now yes model three proximity that's what i'm talking about yeah because and then and then i i feel again that you know we have some schools in the north side and the south side they're not all focusing on one um particular area so it's it's like in this is unified it's like it's north east southwest and i also like that idea too thank you you did a really good job on um knowing what we kind of were looking looking at thank you we have board member bo thank you um i have a couple of uh questions to ask regarding the calculations of capacity and also in terms of um any build-out needed to um meet future needs mr ortega for i know when we started this discussion we talked about having carveout spaces at elementary sites and i think we had previously identified four spaces library innovation lab sped and a parent move is that correct uh that is correct uh subsequent to um meetings uh we have uh gone back uh walked the campuses um one more time we have the capacity that was given to us uh what's the name of the company on sasha decision insight decision insight who who walked the campuses mapped them out and so right now these school sites capacities actually have a carve out of six classroom six classrooms um and so what decision insight uh was doing was basically already carving out uh the library in the computer lab and so we went and carved out four additional rooms and so right now these capacities include a carve out of six quote-unquote rooms that technically could be used as classrooms but we have carved them out to not be used as classrooms for things like innovation lab parent center um you know sped services and those kinds of things that's a long way to answer your question pretty close to yes sure well i would like to add to that mix then and so i'm glad to hear that we're we're reserving space um not reserving space at each of the elementaries um can you tell me if there's been any thought given to ensuring that each elementary school has a carve out space for a vapa classroom or evapo instructional space yeah um definitely heard that and so we do have uh services currently uh at the elementary school uh for uh for band and and vocal um and yes at some sites sometimes that becomes a pressure point and so we're looking at um the cafetorium or you know the stage on there um so yeah as we look to envision those six rooms i mean that's definitely uh a possibility and it has come up in our conversation okay i think it's critically important that when we i know that we have already have flex spaces like a cafetorium or a multi-purpose room and i think as we're creating these um you know the the schools that we vision into taking us into the future that if we're saying that you know art and language are important um i would hope that we can create those dedicated spaces rather than depending on the availability of flex spaces to serve um visual and performing arts yeah and those spaces can also be multi-use uh as well um but but yes we we definitely hear that okay um i i have several questions but i'll just ask one for this round and i know we're going to keep going yes i'm going to share your want me to answer your second question sure yes okay um as we have as we have uh stated uh in the past facilities uh all of our facilities no matter what schools remain or which have been modernized or not modernized we feel that there's still investment and so you know we're looking forward to uh thinking about the bond and how that how that helps uh one of the things uh right off the bat uh that we envision um is going to be needed is adequate parking uh and possible cutouts uh for uh kind of like uh drop off and pick up um because that is something that uh all of our schools uh struggle with and so kind of envisioning that uh adequate parking and and how we can envision cutouts uh to the campus uh for the community to be able to uh drop off and pick up their students uh in a in a better way than we that we currently have and my follow-on question again and this will be my last for this round is that have you also applied that thinking to renovation of campuses to include preschool spaces using bond money yeah we're very fortunate that right now only hodge and ellington do not have uh preschool uh faces uh but yes as we as we uh double back and loop back on all of her facilities uh can use um investments uh that includes uh the preschool space as well thank you so much board member bo if you have other questions um feel free to ask them i'm happy to to go around i wanted to give you that courtesy we have i don't have any hands raised um and i'll step in um i i have a a concern one of the things that we were talking about at our last meeting was um you know the possibility of because we have not decided on this it was just a topic of conversation and that was to to keep the names of asusa high school and gladstone high school and i i have a concern i have been bombarded with emails texts phone calls not just from parents or community members but from students i met with a group of student they're concerned as we are seeing right now in both the three um presentations that are presented to us now we would like to go ahead and get this as soon as possible and make this transition the concern that these students have are that they're going to be halfway through their you know middle of their high school experience asking them to turn around and completely immerse themselves into a school on the other side so i asked these students what do you think would be a possible solution and their response was branding we would feel more comfortable going into the asusa campus if it was rebranded i think it is important that yes the conversation was about there there's uh you know lifelong residents that would like to go ahead and keep this i i've been here my you know over 40 years my sisters went to a souza high i actually called them as well and i said hey what do you think about this and they said you know what we've already had we've already had our turn we've already been there what matters are the students right now how they feel it's their turn so being able to have these conversations with these group of students not only my family members that have gone to asusa i went to gladstone i think it would be in our best interest to go ahead and rebrand and invest in the rebranding there was a word that there was a um talk about it costing five million dollars so uh miss latasha jamal could you please clear that up and oh and by the way there was another rumor that it was going to be 10 because we were going to do a middle school and a high school and that number is correct but when we were originally considering the 7 12 model to rebrand and to add modulars that's where the 10 million dollar came from but just for clarification rebranding was not 10 million correct it was 10 million dollars to do model 4 which included new classrooms like included the gym floors including a whole bunch of stuff that had nothing to do with quote unquote brandy so can i just comment on this one then um i was gonna ask that question but you started um so what is the exact problem we heard 10 and we are five and then now you know um whatever the cost is going to be um i feel the same way because i have been getting phone calls and people i spoke to students and and and pretty much the answers is you know you know you know one of my colleagues mentioned that it was only fair for the um students of the alums from azusa high to keep the name and what have you well guess what we forgot about the gladiators i mean how do we feel about them i mean fair is fair we have to look at both sides and not just only one i had spoke to students then i'll just put some words out of it they told me you know how do you feel about it number one awkward just walk into a school that they know that they've been you know rivals it's been that way and it's that and it's not a secret you know number two they feel out of place they're feeling you're moving us but now we have to go into another now you're forcing us to have to um use that same name as a high school and i i feel that you know we're gonna if we're going to reorganize and we're going to start new we should start new what's the new name what a fresh name what everyone's going to feel and even if we had a contest in the community or involve the community to make that change it's this is historical and they'll feel you know we made that name it's not like just the same school the same name but you're forcing the rivals to go into this boom so we have to think about kids come to the house kiss them without alums what have you we're gonna think of everyone not just one you know and and i wasn't done with some of the things you know they said you know awkward they feel out of place they say it's not fair the word rival scared you know and um i i guess you're moving us but now you're well we're board members they're sending it because we're the decision makers that we are forcing them to go there but we're also also forcing them to go there with it with the name of this is a high and that's true i mean they're like well we don't want to go there you know in in its history that's how it's finished it's not a secret so i think to be fair with everyone and i'm sorry i know we didn't get done with the cost but you know there's a way whatever um you know can we get grants for it and we get a lower cost and we look at other bids because that was my big thing at the beginning saying okay well we'll keep it because of course i'm not gonna spend five thousand five million dollars uh you know for myself um as a board member you know uh fiscally solvent that's not it but i hear it's even less than that but can we get new bids you know there's something else we can do i don't know fundraise i'm not sure but is there something we can do so we can make it happen so we can everyone can feel there and want to go there and it's going to be brand new to everybody yes ma'am and so thank you yes i'm sorry there's always options and just to um clarify the number that we presented again the 10 million was for model 4 and that was the total cost to implement model 4.
