linda speaking could you hold on for just a moment i'm wondering i would like to just see who all is on um i only see six so maybe it's something that in my zoom i'm not able to see everyone that's right that's right linda this is david it looks like we have six right now and we'll go on uh basically right now because it's four o'clock so okay great looks like we are now on the camera there um hello everyone it is four o'clock now is the time set for the board meeting the arizona state schools for the deaf and the blind um we have a uh special meeting thank you for everyone to take the time to come meet with us today and thank you for uh or to the media production staff to to make this happen on zoom uh once again uh we'll start with agenda item 1.01 call to order and roll call sue k could you take the role sir brittany buchanan i'm present linda bove presents lynn davison president mike gordon i'm present dean howard pv jantz myself sue k conifer is present david nigro and aaron wonders president david if you're speaking we can't hear you sorry about that um we can move on to 1.01 discussion and action item of the approval of the proposed lea bills you know this is a matter that we talked about at our last regular board meeting um the the proposed changes weren't uh exactly nailed down yet so that's why we call this meeting to go over the the proposal and just to set the context a bit as you know there were some statutory changes earlier in the year um that caused uh you know some changes in the way that the agency operates um in some regard and a few issues kind of arose because of that um you know relating to several issues transportation in key one but there are others uh so what we have here is a proposal from the agency uh to bring to the legislature to ask that they implement these changes to resolve some of those issues and with that i will turn it over to maria murphy to explain these documents good afternoon mr nigro members of the board this is maria murphy director of policy and government relations you have before you copies of the proposed changes of the draft bill that we would like to present to the arizona state legislature in january there are two components to this draft legislation the first is for section 1306 of title 15 and essentially what this proposes to do is to adopt permanently some of the things that were put into what's called session law with the last session so what it does is it makes it extremely clear that asdb is considered a district of responsibility as well as being a local um a local educational agency it um clarifies that we are responsible for faith a free and appropriate public education now what this is meant to do is it is meant to apply to the tucson and the phoenix campuses as well as the programs that are located at fbc as well as desert voices because they are considered asdb students they're considered enrolled in asdb it also makes very clear that if asdb is no longer considered the least restrictive environment the school that the student previously attended would need to re-enroll that particular student so it would also place on asdb the onus that our iep team would need to invite that charter or school district to any meetings that would determine a placement status and would determine potentially re-enrolling that student back in the public school are there any questions in regards to yes um uh d arizona state schools for the deaf and blind shall hold a placement meeting for pupils enrolled in a campus-based model at least annually to review the people's placement status and she'll invite a representative of people's home isn't that our annual iep meeting that we are required by law to have the iaea yes and it is um it is uh contemplated that we would be able to hold these meetings at the same time so we would not necessarily have to hold two different meetings we would just be holding the one meeting and that would satisfy for for both so this is a separate meeting from the iep isn't to review placement that's what you do at the iep meeting every year it's meant to be one meeting so the iep meeting and would it be more clear if we also addressed the iep meeting since that is by idea um required annually at least annually you can have one anytime but um it's required at least annually and that is a placement and least restrictive environment determination okay um just to make it clear so it doesn't sound like it's um the other question i had was in new h where it says a complete record of every person admitted shall be kept from the date of his admission to the date of his discharge or death um i think this is old language from when we were considered you know the institution um what is the discharge is that graduation um or death [Music] just asking okay so my apologies lin because i do not have it open right now let me go and open it so i can look at what you're at what you're saying my apologies uh okay i'm sorry now i'm at h could you just please repeat your question lin okay where it says a complete record of every person admitted shall be kept from the date of his admission to the date of his discharge or death what is his discharge okay so understand death yes yes so um i would presume and that's a dangerous thing to do when you're dealing with statute but that would mean um either the child has graduated or the child has potentially been released back to the local school district or the charter could we make that more clear yeah okay this is linda i agree i would like to clarify that this is sue k i would also like further clarity is as if those are the only two options i would think if they transferred or moved any of those would be considered discharged as well so we might want to get a little bit further clarity on what that definition is right it's not educationally educational lingo to discharge and um a little bit of an odd choice yeah um and just above that in g where at the end of that paragraph um uh they shall locate or establish a program to meet the child's needs in consultation with the department of education and any other appropriate agencies is this to look at other agencies um that are accepted by the ada for placement um this is a list of approved day schools what are we looking for at the department of education so i believe that this would be just other different day programs or other potential schools so we're talking about the home school district here and the superintendent of asdd so that would be to try and find another another appropriate placement making sure we're clear um now that i've got the floor i'll keep going um and i is if there's any question regarding the propriety of placement or admission of any person received in the schools a governing board of the home school district or the board of the schools shall make an investigation into such action as it deems taken isn't placement part of the i what the iet iep team does you would reconvene the iep team to determine um the placement before it goes to a board aaron can you help with that excuse me this is pv i just wanted to note for the record that i am present thank you yeah i guess the the way that i read it is that if there's if there's a question outside of the iep process so perhaps a parent raises a concern that it's a directive on looking into whether or not the placement was proper but that would be convenient through the iep meeting is my understanding right i think we need more clarity on that one because to make it sounds like you just go to the boards and that i've not heard of that i don't know if you have aaron but um think that needs to be made more clear so lynn what you would like to see then essentially isn't it is something clarifying that if there is any question regarding the propriety of the placement at the iep team meeting then this the governing boards would get involved is that what you're trying to to say well i know the iep team would be the first i've not heard of it going as far as a board aaron can you yeah i'm not i'm not sure what the escalation process is i thought that if there is concern it would go through like dispute resolution if there's some significant disagreement with the type of placement um but again i think the at least from my perspective looking at the language i think the the directive in this was trying to align some of the the changes in last year's legislation with the statute and not like that that piece wasn't one of the ones that was touched so i think that is potentially a question in terms of the drafting of legislation is to what extent is is there additional changes outside of that pathway this is linda i have a question thank you this is linda bove and thank you lynn for helping to clarify those sections that was helpful for me as well my question for maria is um has the um school's attorney general had an opportunity to review this proposed language um 13 no yeah yes okay and i was just um curious because the point was um brought up lynn and aaron um both mentioned some clarification that um is beneficial and i was wondering if the ag had any feedback on on any of the language to make sure that we're not overlooking any loopholes or something or overlooking anything that may be misinterpreted down the road due to a lack of clarity so um it's nice to have some some other people in authority on the same page so i do appreciate that having the extra set of eyes on it thank you maria you're welcome and if i may um i also just wanted to on behalf of the agency thank maria for her communication and the development of this language we we had the opportunity to to review it and um think that it meets the needs in terms of setting the pathway forward this is mike i have a question please bye chan um this is not necessarily around the wording of the statute but i'm curious when it comes to our contractors with that foundation of blind children and desert voices how many students are being served in those in those two uh partnerships and are those annual um annual contracts that are awarded or i mean how are how are those negotiated and or uh procured and just just curious because they're going to be included in this it's a it's a little different than our two brick and mortar schools uh per se certainly and um annette please feel free to jump in if i'm giving the wrong information but it is my understanding that currently desert voices has approximately three children and fbc has um somewhere in the realm of about 80 children yeah and mike this is david um we did an rfp process um for a couple of years ago two years ago uh and a contract was awarded to desert voices for five years um and uh we just again you know this year uh as a i believe was reported the last uh board meeting uh finalized a contract with fbc uh and that is a uh it's a one-year contract but it's renewable up to i believe four or five times if i i reviewed the last copy um that's uh that's where we are there so you know again they get renegotiated and or renewed um you know in the fpc case every year and and uh you know at the end of the five years from desert voices were already two years in um i maybe we'll do another rfp process or go through the state procurement process to renegotiate okay and is it the fbc is that a k-12 or k-6 or how what's the uh age group trader the uh fbc has um i mean fbc is as a institution has preschool through fourth grade uh we're really only talking about um children that uh i i as i understand it um yeah we're talking about you know above age three um so it would be you know not not the early uh intervention program where we send itineraries uh to the homes um but it would be children that are over age three like a preschool okay yeah three to five correct it's very yes in that thing that three to five right so at five you you'd enter kindergarten and nothing like that's being offered in uh tucson not at this time there's not currently a preschool for the blind in tucson okay thank you bye bye bye bye either fcc or the agency thank you answer my questions are those all the questions for 1306 um i i will go ahead then and that had her hand up oh i'm sorry and that i didn't see you this is annette speaking my question is for the board uh lynn recently asked for several revisions um so what does that mean at this point do we need to rewrite that and come back to the board for approval at a different time or uh do we make note in the vote um itself of the proposed revisions that the board wants this afternoon um or how do we move forward um and then i think those revisions are are minor and i i think that we can improve them you know with some leeway right i don't think we need to have word for word you know fidelity with what we passed i mean i think if we have the direction that because you know unless anyone on the board you know if we have a motion that includes um the proposed changes as uh as modified by lynn's comments then i think that would be okay is there any any disagreement on that this isn't it okay sounds good all right um please procedurally okay so um miss murphy if you can move on to the next the next document certainly so the next document is proposing to revise um title 15 1204 which is also called the special education voucher fund for state institutional placement and what we are proposing to do here is to revise the group a and group b weight fundings specifically for capital outlay as well as for transportation currently um capital outlay is funded at 100 per student and what we are doing is proposing to um to change that to a minimum of 450 dollars for preschoolers with disabilities to a maximum of five hundred and ninety dollars per student and that would be for grades nine through twelve um and what we did here is we because we were able to do the research and find that the state institutional voucher does not include any kind of additional assistance we believe that it was very reasonable for us to request this funding in a manner that would be consistent with what public school districts are receiving so what we did was we used the formula that would calculate the additional aid for school districts it's also known as the daa funding and this is what asdb would be receiving if it was being treated similarly to a school district um it also revises the group a and the group b funding from a flat fifty dollars per student to a rate of um five dollars and twenty three cents per root mile and our transportation department and director duff took a look at it and made these um calculations because in looking at tsl funding also called the transportation support level funding that money was actually insufficient for what asdb needed tsl funding is what school districts would be would be receiving and because of the unique nature of what it is that asdb does we would need additional funding which is why uh transportation calculated that 5.23 per root mile would essentially be able to to make us whole so that is in regards to transportation we then would be asking for additional funding of 69.68 for our high school students for textbooks related subject matter materials and again this is consistent with what school districts receive for their high school students um we may also if possible ask for certain additional funding for textbooks because of the additional costs of assistive technology and braille books particularly for our blind and low vision students and then the final thing that we did is that we were stipulating that the amounts for capital outlay and transportation would be increased subject to the growth rate um we're hopeful that that will pass because at this time public school districts do not have daa the district additional assistance um increased subject really to the to the growth rate so so this is everything that we are asking for um in 1204 the state institutional voucher this is linda i have a question speaking of the five dollars and change per mile that's per student um and so we have some students that live farther away so how are we calculating for distance can you explain a little bit more about how that works certainly um this is not being calculated per student it is being calculated per root mile so what we would do is literally calculate the number of miles that the bus is actually traveling and it would be five dollars and 23 cents per root mile for that student okay so we've got a lot of students that may live farther and some a few that live closer so i'm wondering about the difference in calculation um so it wouldn't really matter the number of students on a specific route i'm just wondering how that how exactly that place was so what we would be doing is we would be measuring the number of miles that the that the school bus is traveling the route mile okay i have one quick question this time um part d where it says the director of the division of special education shall develop requirements for the approval of vouchers who is that director of the division of special education um are you asking for a name no i did where is this ade is it yep yes it's my interest yeah who is that okay yes so um it's my understanding that that's um ade rec gary let me read this hang on let me go back and read it yeah that's my understanding as well is that the department sets requirements around the process for vouchers to be approved subject to the statutory provisions okay i just didn't know who this mysterious director of and my apologies because i want to make sure i'm reading all the sub sections to make sure that i have the appropriate context for you like that's my only question this time so okay okay that's a good question um are there any questions of tv yes this is pv jams i do have a few questions um i was waiting to see if uh if the others um answered questions on my behalf but now i will throw them at you so first question related to transportation cost is that a fixed rate i'm just wondering um once that legislation passes if it is approved if that rate will change if it does not change how will that impact our transportation budget five years down the road ten years down the road um even 20 years down the road as we account for for changes in the economy that's a great question and um right now it is fixed at five dollars and 23 cents per mile but what we have done is we did request that the transportation could be increased by the growth rate prescribed by law if that is appropriated so hopefully um with the growth rate we would be seeing um that number incrementally growing year by year okay and the growth rate meaning number of students or growth rate meaning inflation or cost of gas or what are we talking about inflation okay perfect i am happy to see that um and it would be great to make sure that that number stays in alignment with other districts secondly um that cost would be an estimate and then would also be considering if asdb needs more special buses with special equipment would that be built into that budget as because that you know as you know um that type of specialized equipment can be pretty costly compared to a regular school bus it is my understanding pv that um the transportation department took into account all of their costs including uh labor as well as materials to determine that 5.23 per root mile rate so that that is taken as a whole when we made that calculation okay wonderful third question um i wanted to go back to d um lynn had mentioned section d and i do see i haven't seen it in the document but i may have overlooked it um so i'm hoping for some clarification related to the statute where exactly parents go to register their students if they want their child to go to asdb okay so um that is actually covered in the other document which we have previously discussed which is 1306 that outlines the admissions process and it specifically states that that the iep team of the home school district and asdb together and the parents are represented in that iep team meeting determine where the appropriate placement is for for that student but that is in 1386 not in 1204.

get simply get a pill from a friend that could take their life so it was very informative and something that needs as mr edgar out there was talking about a village this also needs a village to protect our children so um i enjoyed that presentation very much and so i look forward to what we will be having um as well other board comments uh mrs president reece i think uh several of us enjoyed the gilbert chamber of commerce um gilbert i never say it correctly excellence of gilbert gilbert excellence awards um they do a fantastic job over there uh jd is always entertaining we get the strolling orchestra which is amazing and the food's always good and of course seeing our very own on stage was awesome also honoring the police department was very touching so it was a great night yes that was thank you any other board comments all right with that we'll go on to request to speak we value input from our constituents this time has been set aside for anyone from the audience who wishes to address the board please remember this is not an appropriate venue to evaluate discuss or criticize district personnel policy keb provides a process for complaints about personnel speakers should be aware that fault statements about individuals may result in civil liability members of the board may not discuss items that are not specifically identified on the agenda therefore pursuant to ars 38-431.01h taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date we do ask that you limit your remarks to three minutes and we have mr scott hamilton all right thank you president reese members of the board dr foley thank you all for having me here today i appreciate it uh first of all i want to thank each and every one of you in this room um you all your the services you provide contribute to student success so thank you very much for doing that and i look forward to the impact higley graduates are going to make on gilbert where i've grown up my entire life my name is scott hamilton and i'm a member of the higley unified school district stakeholder community and i wanted to address an emerging gap in student services currently the district is experiencing a 17 percent decay in fafsa completion between both high schools individually higley high is experiencing a growth of 22 percent compared to last year williams field high is down 40 percent 4-0 compared to last year this is compounded even worse when you compare that to last uh the previous school year so the class of 2019 compared to the class of 2019 higley high is down 25 and higley williams field high is down 19 this is what we refer to as compounding fast for losses that we're experiencing because of the pandemic reporting from the previous two fafsa cycles shows us that nearly 41 of the class of 2021 and 48 of the class of 2020 completed their fafsa within the first nine weeks of it being available this friday marks the tenth week of the application being open um as a leading indicator for college enrollment fafsa completion is extremely important for every graduating senior across the district research shows that fafsa completion is strongly associated with post-secondary enrollment 92 percent of seniors who complete the fafsa enrolled by november following graduation first versus 51 of students who did not these emerging enrollment trends are diametrically opposed the idea that students will graduate from higley college and career ready independent and financially aware as we know statistics do not exist in a vacuum if these trends are being seen in fafsa completion it bears consideration that related factors such as application rates college entrance exam participation and student post-secondary intention should also be scrutinized these are all key factors in post-secondary matriculation and retention for students as such i'm asking that consideration to be given to what is being done at the school site level to increase fafsa completion and post-secondary pathway support and what as we what can we as a community do to support this initiative as well thank you and we have no other request to speak so thank you mr hamilton for coming with that we will going into executive session i move that we move into executive session for discussion or consultation for legal advice with the governing board's attorney pursuant to ars a 38-431.0383 and ars 38-43103a4 regarding potential consent judgment with the attorney general's office regarding procurement concerns second all those in favor aye aye that motion carries five zero we will return after executive session okay we're going to go ahead and resume our regular meeting this brings us to our consent agenda i move that we approve our consent agenda as it's presented second any questions or comments regarding our consent agenda all those in favor aye aye aye motion carries five zero all right we're gonna go on to 8.1 which is our budget timeline for fiscal year 2023 mr moore thank you president reese and members of the board i just want to acknowledge with that approval of the consent agenda item item 7.14 you approve the services for architectural architectural services for the higley high school project to glr group in attendance tonight is miss carmen uh wyckoff she's the lead architect for this project ms wyckoff and dlr brings a wealth of experience to this to this project and we were very excited to work with them a fun fact is they were actually the original architects to build higley high so kind of full circle again we're really excited to work with dlr in this project and you will see more information regarding that project in future board meetings so we're all very excited to have you thank you all right so fiscal year 22 budget calendar timeline um yes we are talking budget for 22 23 already um good evening president board president uh reese members of the board tonight you'll be going over a high level overview of our fiscal year 2223 budget calendar timeline uh this 10 diff calendar will cover several important board meeting dates and the information that will be presented on those dates i want to emphasize this is a moving calendar with various factors affecting budget and some of these dates on these calendars may be moved around all right january 2022 starting next year in january 2022 we have two board meetings scheduled uh the first january 12 2022 will bring the first review of a bond a 2022 bond proposal since the november election the district has been reviewing and revising several of the categories presented in the 2021 bond proposal within the process the district has consulted with the consulting agency to survey our voters the surveying has just recently begun and we have received a few complaints regarding the the survey and the content within the survey we have since paused the survey and working with the consulting agency to resolve those issues for the clear for clarification the survey is commonly done throughout the state and the intention of the district was to gather feedback from our community regarding the 2021 bond proposal we value our community's opinion and wants to take into consideration when asking for bond funding for our district so the intention of that survey again uh was to provide further guidance for our 22 proposal that you'll be reviewing or we'll take a first review on january 12th also in the first meeting of january we'll review our medical insurance and share some potential changes that we have coming we anticipate minimal changes to the employee in terms of plans offered and various coverages offered by the district lastly i mentioned earlier this calendar is tentative and that third item there the meet and confer update we're actually moving that to february 9th so very tentative lastly in the january 26 meeting we'll take a look at first review of the mno 2223 maintenance operation budget we'll talk a little bit about the second stipend we'll also discuss some of the legislative laws that are currently being discussed in terms of the aggregate expenditure limit there's several funding implications regarding that right now we'll review those if no changes have been made at that time we'll also talk about capital transfers we'll review a little bit about the lease transfer and several other factors affecting the 2223 budget and again that second item the action approval classroom site fund will be moved to february 26th all right february 9th um february will bring a first review of the 2223 capital outlay budget uh within this bud capital budget we'll discuss some of the implications of the bond not passing and a phase-down major project approach so a lot of that has affected the the capital budget so we'll review that in february 9th and you'll see again a lot of second reviews here so much like we did last fiscal year we'll bring these items multiple times information budget changes constantly even over months so we'll review those and make sure we update the board on any updates that we may have taken into consideration between each board meeting the fourth item down you'll see an information item a new contract language for all employees mrs martins will present the new fiscal year 22 23 contract language for all employee groups this is in preparation for march when employee contracts will be issued for next school year so again on that second board meeting um you'll see again a lot of the same information coming back to you you'll see a third review of the 2223 maintenance and operation budget um we put if needed again if none of the information changes and the board feels they have the information necessary moving into march well we'll ask for tentative approval we may pull that item the second item though you'll see an action item on the contract language for all employee groups and again miss martins will provide that action item and address any concerns or changes that may be made made from the first meeting in february as we move into march we only have one meeting in each of these months again you'll see a lot of the same information coming back to you in march we'll ask for tentative approval of our maintenance and operation budget this is again so we can issue contracts early this helps with staffing letting us know which employees are coming back it also helps with budgeting knowing which employees are coming back and budgeting for those particular employees we'll bring a second review of the capital outlay budget and then we'll also tentatively plan to bring a resolution for the 22 bond you'll note that this is a lot earlier than last year um a lot of our bond information we plan on rolling over into this proposal excuse me um again with reviewing and revising some of those implications that we get back or some of the feedback we get back from their community our stakeholders our principal group et cetera the reason this this bond proposal will be or we'll ask for a resolution early is so our pac can get out early and start that communication and april 20th we'll ask for tentative approval for the capital outlay budget this is a reminder to get out in front of those summer projects that need early procurement so we'll we'll have a tentative approval of the capital budget on april 20th and then [Music] may and june so on may 11th we'll bring back the medical insurance conversation may 11th was picked due in part to open enrollment being attended to plan for may 12th through the 27th if there is benefit changes we anticipate minimal we do plan to have that information available at that time and ms martin's will be available to present that information so we can make our employees aware of any changes or potential changes that may take place for next fiscal year and then we have some uh some fun public stuff so this is some annual stuff that we are obligated to do um by certain dates so we'll have our public hearing for our budget revision for fiscal year 22 our current year we are obligated to do that before may 15th and then june 8th and june 22nd we will have our proposed budget and a public hearing for our drops of budget for fiscal 23.

or something never got my mind foreign [Applause] i oh [Music] so good evening all right thank you good evening everyone and it is my pleasure to welcome you all to dodge middle school my name is john paracino and i'm the assistant principal here and it has not lost on me that this is probably the first time a lot of you have come back into the schools in a while and it just feels so great to welcome parents back into our school that has been um an enormous missing piece and uh i i will have to ask you to forgive me for a moment because i would also welcome our people that are joining us and watching online especially my kids asked for a shout out john john jamie lynn and jacob you gotta be listening to your grandmother um so forgive me they think now that i'm because i'm on youtube that i'm a celebrity so this is pretty awesome for me but uh all joking aside it's one of my favorite times of year to be able to all come together and really celebrate the hard work of our incredible directors of our music program too and especially the incredible hard work and especially over these last couple years the resiliency of our students i think tonight you can rest assured when the night is over that our music program is alive in our music program as well and that we have some unbelievably talented students and staff here at dodd middle school so before we get started i just um i said well i have to mention our fire exits so if you're looking at our pants to there to the left of the van um we can exit out and then both at the back side of the gymnasium if there was an emergency if you see me walking you're good if you see me running you know it's a little bit more emergency but all joking aside really the back of the gym is probably our best bet and calmly safely walk out we should be good i hope you enjoy tonight and without further ado the director of roseanne miss winston [Applause] [Music] [Applause] i think you're in for quite a treat today i know you'll be impressed with your children i do need to start out i think the physical education and athletic departments because we are in their not been able to space regular classes for a couple days and they've been very business about it i also want to thank the boys basketball team the coach mr baker our seventh grade percussionist custodians and a bunch of other little classes here have done some work out in this area to set things up um in the last couple days so this doesn't happen with just one or two people yours your kids have done a lot too so our first piece is called lightning by todd skelter it's fast-paced and exciting and our protection section is [Applause] my [Music] so [Music] uh [Music] don't [Music] oh [Applause] hard to believe that they had any interruption to their new mitigation last year uh they have just worked on uh eighth grade same thing last week they put in the last couple months um they never play together they've only done that once for one hour on monday there are two halves of the band every other day um and they come together dress rehearsal and they do this they glance at it sound like they've been playing with each other for a very long time so uh keep that in mind as you're listening to this next piece and all the rest of these pieces and realize that they are adolescents and adjusting on the fly and doing things like that is quite a challenge when they make it look easy so here we go with our next song it's called winter holidays it's a memory of joy to the world daredevil jingle bells okay so [Music] foreign [Music] oh [Applause] i'm having a lot of fun i think they are i think you guys have too so i'm glad you're here today this has been uh okay our next piece is called top secrets uh it has a subtitle of this piece will self-destruct gives you an idea uh it has some danger [Applause] uh [Music] so [Music] now [Music] quack [Music] foreign [Music] foreign [Music] uh [Applause] well i can't believe this is almost over yeah we have a lot more money for you this spring we share this um [Music] before we play our last piece it's important that i thank people that make this happen um and that would be of course our word [Music] every week he likes his expertise [Applause] he [Applause] um [Music] they tell me what i'm supposed to be asking them for they seem to just know what i need what the band needs [Music] so talk really loudly thank you for encouraging the state music it's really important that we have groups like this as big as possible so they have a very special experience so keep them involved we have uh eighth grade course selection coming up in a month or two keep them in the program so that they can continue to grow as a really special unit our cheshire music staff you know they just came up from the elementary school only a couple months ago and we have a pretty fabulous elementary music pro from our general music to our elementary band director mr zolcheski is here tonight supporting the kids as he always says this is marisol we're grateful today we're very lucky in this town i have two wonderful colleagues here dr yana and mrs odell and this is some of the dance classes with me and speaking of them their concerts are to come so the orchestra's in here at 7 30 and your children need to clear not everything but a lot of stuff off the stage all of the professional equipment and stands back there and a few more stamps do need to come out tonight before the office comes in here so you could be a little patient for your percussionists um and some of your great citizens here who will probably want to stick around but we've got to get it ready for the orchestra and then the forest is in the cafeteria and at eight o'clock uh as you can tell i'm very proud of these kiddos i have many reasons to be you're hearing that tonight i push and they just keep rising and rising again um i'm trying to stay present tonight as i imagine there's spring concert i hope you're thinking of that too it should be a wonderful rest of our year together um our last piece uh was probably their most challenging and yet also their most favorite for many of them this is called celtic air and dance we hope you enjoy [Applause] uh [Music] like [Music] so [Music] this [Music] right [Music] [Applause] so [Applause] thank you for your support um [Applause]

2021-12-09 Pima County, AZ YouTube / Ajo Unified School District transcript source: youtube December 2021 Regular Session Board Meeting · passage 2
in the late 1800s there was a group called an anti-vaccination leak to fight any form of vaccination because they didn't trust what the vaccine would do in 1905 the supreme court ruled that individual liberty is of absolute and uh is not absolutely subject to state regulations in other words if the state said for example the board report and voted double code means go to have masking while inside on campus we're we are an entity of the state according to that 1905 supreme court ruling we have a right to do that because a person doesn't have absolutely about 58 of the people they predict for the cope at 19 will be vaccinated by january 22. that's with me enough slowly but it is helping a little bit dr dooley i just got a text from eric saying that he's going on a call so he's going to listen as long as he can but we might move him um in 1955 you know i hear in my era we heard about the salt vaccine being the salvation for polio um it started uh of people fighting and thinking it was wrong um by 1979 even though they used the vaccine there were questions polio would eradicate the united states not earthly writing capable of why it was eradicated so that's something when we hear people being asked asking questions about safety it's not new i think it's important to pay attention to science sometimes facebook is not research based you use the internet and so i think the only way we're going to combat this is to kind of continue to be safe in these things that science is telling us uh to change subjects um on the agenda tonight we have uh motion to accept a gentleman as our drama a coach he's having to play in the first place if you would like to make a call please try your call again if you need help hang up and call your operator for assistance uh that play will be monday and tuesday i believe and tonight is up and i met um with the representative arts council this week and they have applied for and received a grant which we appreciate the grant covers artwork in three genres of art painting printmaking and ceramics they want to work with us and our students we're looking at 13 to 18 year old students that have one session a week after school they'd be at the ceremony early school or i think an art gallery for painting i'm not sure where the print maybe would be each program lasts one month so they have a month of painting a month of print making a month of ceramics the classes are two hours each and so the lady we met with and and we will work together and bring the word out to kids and getting kids signed up for that um it's not as good as having a full-time art program but it helps keep our kids involved in heart a little bit i'm going to have it excuse me i'm going over some board policies how you all couldn't be here for the board coaching for the aspa lady last week some of these were touched upon there um that type of book policy bpaa first it basically says all power of the board is only at a board meeting and that's awkward because you might be at shell or an olsons or get a call from a frustrated staff member or a frustrated parent that has concern about something that's happening here at school the board has no power to deal with that you have power to deal with it's an agenda at a board meeting um the right answer is to have you call the teacher it's a concern about a teacher have you called the principal have you called superintendent let go of the food chain um the second i did my lectures was policy bhd board communications to the the recommendation is a board member who's exhausted the opportunity to discuss in the matter with the administration many communicates the board of light no anonymous communication a member of the community which is progressive in person obviously obviously can do that in public as you as we say every time you employ you there is no action of working take the report refers as you well know back to the principle of superintendent to try to investigate or take some action on or meet with it with a community member and any official communication to that community member is supposed to be given by the superintendent uh board communications with staff members um and small town is probably perhaps i should say happens more than it does in large districts policy again is very similar to what it is with community members no anonymous communication will be received or be considered if an employee comes to a board member uh the directions from the board you're supposed to talk to the teacher if you talk to the principal you talk to the superintendent and again the person may uh do it called the public but the official communications uh for policy has come from the superintendent and uh that's that can be frustrating for more because you don't just want to be proud of themselves but it's important that um that follow policy because that's what we as doctor is uh final one is cbi evaluation superintendent superintendent we'll do that later tonight an executive session but evaluation superintendent is impacted by all policies at least those i just referred to i don't want to mention those case you really want to talk about that at a later point that concludes my report for this evening president my first order of business then it's a certified contentment of a math teacher and to me i know um manny amy hillary the consent agenda there wasn't anything in there so if it wasn't anything right do you want us to vote on it no but it's imi okay that's all we're sleeping this young man is a experienced math teacher he's an international teacher with the kobe back up in several countries it's taking a little longer to bring international teachers in than we'd like to see dr chibols and i interviewed him we were impressed reference checks were strong and so we're recommending him for employment teach a lot of schools now i hear a motion to uh hire a team anti mino uh main vote as a math teacher secondary math yes the next daughter in business is a certified in front of teachers kevin wolfgram kenneth will graham has been interviewed and referenced checks completed the position of secondary math um just as a side issue kevin wilson is in california right now and it's not going to take him months to get here either like the other math people i can't imagine this but i would when i told anyone's going to recommend him to the board to consider hiring i said we'd like to see you at least by the first day after the christmas court which is in january something like that and he said well if i find out i can be there the following monday after board meeting so he can drive where he's at about eight hours but uh he's got apartments packed up too so i will notify him later tonight or tomorrow morning if the world is action regardless may i hear a motion to employ kevin wolfgram as a teacher [Music] the next item is certified employment after-school tutoring the following certified staff has been recommended to provide 2d tutoring monday tuesday and thursday january to early may pay will be 25 per hour the teachers are married to bell training for special ed ronakota in the garden anna silvano second grade jennifer keller fourth grade rayleigh burma fifth and sixth grade character seventh and eighth science panel of the la cruz uh also special ed caroline rodriguez first grade alice cadez third grade richard uh fifth and sixth grade asian um cal balor seventh and eighth grade math and chili aerocon seventh and eight ela who's cara stalker i don't know some crazy lady required all right i have a motion to employ the list of teachers that i have just read the next order of business is a classified resignation of teacher aide jessna augustine justin augustine submitted her regular uh for resignation with her on november 8th 2021 the 15th of record 22nd 2021.

2021-12-09 Pima County, AZ YouTube / asdbazgov transcript source: youtube ASDB Special Board Meeting (12/08/2021) · passage 2
okay um if you don't mind then i would like to revisit 1306 really briefly just to get some clarification okay um so does that mean that every year the iep team has to determine whether a child can go to asdb campus before they're able to register for the following school year so it is my understanding that the iep team is supposed to convene every year and one of the questions that the iep team um discusses every year is is asdb still the appropriate placement are are we still the least restrictive environment for the students so that's something that should be happening every year anyway annette please correct me if i'm wrong you're correct this isn't that's correct and this is pv um allow me to rephrase the question what exactly will be the registration process annually after the iep team has agreed on placement after the iep team agrees on placement then the student would be registered directly with asdb we would not have to go through the process of having the local home school district registering the child which is what was happening previously the child would be registering with asdb okay um can you show me or point out to me where in the language that is um so i can just kind of get a better handle on the meaning behind that sure let me go back it never opens when you want it to reopen sorry i'm having difficulty opening it up hold on one moment let me try this again there we go okay totally get it i i'm so sorry the amazon internet issues i i beg your pardon okay and i and i'm toggling back and forth between two different documents so we are talking about 1342 admissions and what we're talking about is that evaluation and consideration of placement shall be made under the direction of the chief administrative official of the home school district and um it also notes that if a parent directly refers to asdb that we have an obligation to refer back to the holden school district and arrange for the establishment of the iep placement team to do an iep team meeting and then b specifically states that the iep team would determine what is the appropriate educational placement for the child and under that it talks about everybody who is specifically supposed to be in the iep team meeting making sure that there's somebody from the home school district the parents a certified teacher um and somebody from asdb as well as if appropriate the child him or herself okay i'm still not seeing where that list is in terms of who's responsible for registration of the student after placement is determined um i don't believe that registration would specifically be in the statute me go to okay then how would how is registration determined by other school districts well typically it's a it's a process or a procedure so i that's how it's been done in the past annette can you help me with this one sure this is a net our statute um in admissions um is not is admissions not registration is a technical process um for you know going into um paperwork and um all of that but the admissions is what's in the statute when the iep team has determined placement that if if asdb will be the place and we agree to take that student it has to be consensus and it has to be agreed on by the iep team during that meeting then that student is admitted to asdb they have been accepted into asdb by the um iep team and then the registrations process takes over from there and that is not in statute i just went back to double check and registration is not anywhere in the statute but admission is mrs pb thank you superintendent i appreciate your clarification related to admissions what will set the procedure or clarify the understanding that once the iep team has reached consensus and asdb has accepted that student then what then the student would be considered to be admitted and we would start the the registration process and then make sure that we were holding the at least annual iep team meetings to determine placement to determine progress towards the iep goals etc so ms murphy in your opinion regarding that language is this language sufficient so that if the legislature legislator approves it then we will not face that registration or admissions issue again in the future as we have in the past um so petey it is um not just necessarily my opinion but it has been run by our assistant's attorney general it has been run by the department of education and our subject matter experts internally as well and we are all in agreement that this should be sufficient to prevent those problems in the future wonderful that is what i wanted to know and make sure that we are crystal clear on that point so thank you for your time and um going into more detail about that for me of course i i wouldn't ever want to just rely on my opinion my opinion is just one person's opinion so i want to make sure that we have the subject matter experts looking at it as well perfect this is um pv again the funny for thing for me um is that you are very well versed in your job and i have always appreciated the information that you've shared with us and what you've presented to the board well you all have asked what you've been explaining um and what you've provided is very satisfactory um and i'm happy to know that hopefully uh the community will be able to um see that a lot of work and a lot of effort has been put into this to develop it in a manner that addresses all of those issues those admissions and registration issues that we have faced and talked about for a very long time now hopefully that will hopefully the community will be satisfied with that explanation as well so again um thank you for that due diligence and for that extensive research i appreciate it thank you for the uh for the very kind words and this was absolutely a team effort and it was a cross-agency effort with um the attorney general's office with ade as well as our own subject matter experts within asdb so uh and actually i think that the input that the board has offered me today is very very helpful as well so thanks to all of you wonderful thank you are there any other questions about transportation and i think we should know that you know even though you know this statute would provide you know an additional revenue stream for the agency uh the agency is the new responsibilities of transportation that we were not bearing before that was formed by the school district so you know these students were all transported uh by their school districts to uh the agency schools those school districts were receiving funds as ms murby has noted through the daa support through the tsl level support those school districts will you know then lose those funds that are associated with transportation for those students and now the statute allows the agency to access funds to transport those students now because of the route miles and some other factors it may not be dollar for dollar but the the end result is the school districts won't have responsibility and won't receive funding for those students for transportation uh and that's going to be moved over for the agency um you know to provide that service uh yes this is tv thank you president nigro um you brought up an excellent point um and that i wanted to go back if you don't mind to the transportation route mileage issue and i'm wondering if that includes potential transportation for assistance on the routes for nurses for additional staff that may need to be transported to care for our students that is an excellent question and yes um labor was contemplated in this and we specifically went back and looked to see if the additional students in terms of the foundation for blind children as well as their desert voices was going to change our calculation of the 5.23 cents per mile and transportation determined that it does not change it but yes it absolutely does include our costs for labor as well and that's not just drivers that's chaperones nurses etc okay um is there um anything built in or a cushion um for let's say if one year asubb happens to have multiple admissions of students who need transportation additional assistance like nursing or something like that is there a cushion in the budget to allow us to cover that cost or another way to get another way to cover that cost um i just want to make sure that i understand the question that you're asking are you asking whether the 5.23 cents per root mile builds in a cushion i'm asking if for example one year we have an increased admissions and we happen to have a lot of extra students that need transportation support services like nursing or additional staff on those routes to support those students is that cost that potential increase of cost covered based on the number of students enrolled or how is the agency planning to cover that potential cost and is there some kind of built-in consideration for a potential increase in that cost that aligns with that specialized services that some students may need annette do you want to take this yes this isn't it okay this isn't that um that is a budgetary question and it's not really something that we can put into the proposed legislation we are asking for five dollars and change um per route mile um and that was based on a calculation that um we believe will cover our costs um if we're talking about a a year that's a little bit off from our norm that five dollars in change cannot change to accommodate any increased expenditure in a given year but we have done our best calculation with potential costs based on the factors that we that we know of but know that that cost is not allowed for um flexibility from uh year to year based on any changes we may have in enrollment that's why we're asking um for that inflation consideration so hopefully we will continue continue to get that inflated rate as necessary the question that you're asking is more related to our budget which we wouldn't be addressing in legislation that will be a separate conversation pv said okay thank you right and uh uh this is david i was uh just to follow that the you know because it's per route mile you know the amount of funding will scale with the number of students that we need to transport but it's not one to one it really depends on the route mile so if the students are if they all live close to each other and they're close to the school then you know that we're not going to see much more uh increase in route miles but if they're further away and we can't fit them on the same routes then that's going to be a little bit larger so it really depends on transportation but you know the key to this is that this scheme of transportation support mirrors what school districts get uh so school districts face this problem as well um you know or this issue uh this logistical issue will face it as well but uh we are are you know with these changes should they go through uh the idea is that we would uh have a funding stream that was comparable to uh the school districts where we don't have that right now um tv if you're asking about the the nursing services you're right that as an lea there are additional nursing costs with some students who need it that are shifted to the agency from the school districts um in a you know a non-trivial amount for this year and that will amount will change as the student enrollment changes and the students needs change um but as superintendent argument mentioned that's really an appropriation issue uh that we'll deal with on on that side that doesn't really require a statutory change um you know like like the transportation there just isn't a statutory scheme to provide transportation support to asdb because the school districts were you know we're formerly doing this um are there any other comments about either of these uh either of these items no so i think you know at this point we probably want to entertain a motion to uh to support uh these changes at the legislature subject to lin's comments lynn i don't know if you want to summarize those two points so that we're we have a more clear record of what they are i mean we have a record we have the record of this meeting um but if you'd like to say we we if you want to if you can summarize them in like three sentences and say um that we support uh these changes um with modifications uh to address those issues there um maria maybe you can i i saw you writing so so so i actually and i apologize for interrupting you lynn i actually counted four items um that you had brought up and the first was to make sure that we were adding additional clarity to the language that what that the iep meeting and the placement meeting could be one meeting and not separate meetings um then uh in part h that we need to make uh discharge clearer uh that discharge would be either graduation um aging out or potential removal from the school um and that i beg your pardon and then the third one would be uh what what happens if there is a disagreement between the different members of the iep team um about where the appropriate placement is so what happens if it is if it is escalated so does it go to dispute resolution or would it go to the asdv board or the home school district board so did i get everything lynn yes what she said okay thank you okay yeah um excellent um so at this point would would anyone like to move that we adopt uh the uh that we adopt uh support or that we we support uh presenting the legends the proposed legislation to the legislature uh subject to the comments of uh that maria has summarized david this is lynn i'll i'll move that we uh support this legislation with the um minor changes and clarifications basically it's not really a change it's more of a clarification to this legislation okay um this is pv yeah second okay um all in favor you can you can say i or turn on your video uh and give a thumbs up say hi okay and i i'm recording um yeses for everyone except for aaron um and then the next i'll take any uh nays and i'll be abstaining and then any abstentions right so okay so then aaron uh great um excellent thank you we can move on to our next item and the next item on the agenda 1.03 discussion possible action item change of work study session dates um i know um you know for for this one uh there's some thinking that we might want to change the date of the work study that we have set for april um that based on our on our itinerant services is there does that have any comments on that um my comment would be that um i'd like to see it moved up to january or february sometime sooner since we've heard um you know some of the issues that are going on we heard at the last board meeting and i think it would be behoove us to address it sooner than later this is linda i agree with you lynn i would like to learn more about how the itinerary programs are being run i haven't heard much i think in maybe a year or so about the itinerant services and um what is happening there what some of the concerns are so i would like to learn more about that so that we can provide appropriate support to our programs um and if if there are concerns if there's something that the board can do to to make it right so um i would like to know uh what is going on in our itinerant programs and i agree i would like to have that discussion earlier mrs pb i would like to ask for a clarification can you please share the current dates on our calendar and the topic for each upcoming work study session i'm not seeing that on the agenda um i think we have well those dates aren't on this agenda those dates were set at the the last board meeting um and i don't know that i have a list of that right here handy leticia do you happen to have that list i know it's in april but i don't know the the particular date this isn't it we have april 14th or the itinerant services discussion um that is a work study session um and the earlier one is in february that one is regarding our budget and finances um check in my calendar here so i mean superintendent right then this is uh david i mean would it be possible if we if we just swap the the topics um from april to february um does that that work so our dates we've already cleared yes um and we get that up earlier i know you know that we we want to uh take a look at that sooner rather than later and and you know it's february um you know that that right with us yes february 10th i believe february 10th right uh my video might be frozen can you still hear we can swap those your video is frozen david but we can still hear you okay great um excellent so any any comments about that about about um you know the proposal to change those topics so we have we keep the same dates but we we change topics okay um all right well i can i can move that we change the topics for the work study sessions in april and february so we do finance in april and we do itinerant services in february the dates already already scheduled any seconds this is lynn ii okay all in favor uh we can well apparently my video doesn't work but i'm saying hi uh any eyes uh looks like we have one if my video will start any uh any no's there i am no nays and any abstentions great um okay so we'll we'll change those the topics of those and then the next item is the german lin would you like to move to adjourn when you're muted uh she's muted but i i yeah he can read my um i moved that we adjourned this meeting any seconds uh brittany has uh affected all a favor all right and any opposed no okay um thank you so much everyone for this uh this special meeting i'm glad we were able to get that accomplished uh and thank you so much come back next year so happy holidays everyone thank you mariah

I know that a lot of people came for the budget revision so I was going to be very brief but I'll extend it out and spend a little more time on it as you probably already know if you've heard this many times every time that we revise a budget of public hearings required anytime we touch the RCL and that changes and so this applies and we're having the public hearing the the changes this year or for this revision are very minor before that I would like to just thank miss meredel spadel our Director of Finance and her team for all the work that goes into putting the budget revision together doing all the work and getting all the forms put together so I appreciate all the hard work that goes in there is very minor changes so I'll go through them essentially all the changes for all the funds you're looking at a combination of one of a few of these we have the annual financial report that was approved in October that adjusted all of our estimates to actuals and so that had a change we had a change in our current year ADM average daily membership we had a change in last year's ADM after we revised the budget last year and so some of these are going up some of these are going down in all of these levers we had a carry forward increases and we had audit adjustment and then the reduction from last year's ADM was probably a little bit more substantial and so the only reason I mentioned that is that was because there was a component of students that were online and as you're online there's a requirement to spend a certain amount of time online and they failed to meet that time and so they moved from a full-time student to a part-time student and so although that happened last year that negative reduction happens this year and then we had a large increase in our special ed weight so so our categories of students receiving special ed services and so then all of those changes then matriculate into this 600 plus thousand dollar increase and so they're very small increases across the mno budget in those categories Capital the same changes for the capital apply to this revision going up just a few hundred thousand dollars the emergency building renewal grant program that is the Arizona school facilities board program that we submit all of our projects through and you can see that increase from the adopted it really could go up to five million dollars at the halfway mark as we're submitting but I will say that just looking at the school facilities board projects they're going to run out of money they ran out last March so we would not hit 5 million because they'll run out of money they'll just hold our projects until the following year and then they get funded the next year so would not surprise me if we get over 3 million before they run out of money classroom site funds this also adjusted because of carry forward and ADM coming down and you can see previously we used to track everything by the three different funds but last year's legislative um session actually was the year before legislative session removed all the different buckets and does require us to continue to pay performance plan but it does not require the 20 40 split we still implement the 20 40 split we haven't put a committee together to make any major changes on that recommendation so it's still continuing as it has been for the last 20 years special projects funds are federal grants this is so large because of all the Esser funding and it is going up because when we finalized and did the AFR the unspent money last year rolls into this year and so that gets added to this year and so that moved up to the 63.

so these will be budgets that we have reviewed throughout all throughout the year from january to march and so this will be the official time in which those budgets are adopted and again at that same time we'll bring some of our annual purchasing renewals several our co-op contracts and if we have any rfps that we're renewing for next fiscal year we'll also bring that as well so in short that is a quick highlight of what next year entails in terms of budget again we'll have information coming to you in terms of status as well as we'll be in front of you multiple times regarding the same information so if there's any questions i'll be happy to president reese mrs wilson dr foley if we're getting closer to that april time frame and it's still looking like it did this year with construction costs and all that please feel free i think from my standpoint to push it up to that march date so you can get that procurement so we can have those things ordered because i know last year we struggled having some items in time so if that happens to be the case this year as it seems like it might be already in december that you know we push that up to make sure that our crews are working through the summer president race vice president wilson thank you for the feedback i'd like to also and i it's really important to see this is kind of this is a big deal the every little bullet on here is hundreds of hours of work behind that and it gives you an idea too so that you can have an understanding of what we're bringing and why and when and you'll also begin seeing these details also in status reports so that you can ask questions and that that way we can come prepared and again we always try to provide the information and information before you vote and it's really important too because we start early as tyler did a great job of explaining you're kind of building this as you're flying it and different things come from the state and change and and what we do is we take our forecasts and we begin to get clearer and clearer and clearer about what our reality is and again a lot of work is going into this but so that you can see we have a a very detailed timeline you should see the behind the scenes what when where how much what needs to be done for each of our meetings for preparing for this and then providing for status so just know that we have a lot of work to do but you have a great team who's working really hard to get information so that we can be progressive and thoughtful in all of the proposals that we bring to you thank you and mr moore thank you for all the work and time and effort you put into this i can tell you with going through the same process and having these dates and knowing um what we were going to be talking about that you went over it over and over again which was great i'm not saying it was very helpful so um while this past year our information didn't change a whole lot we knew we were waiting on some federal funding and different things like that i have to tell you i felt so much informed so much more informed on our budget and what we were doing where we were going how this was happening and then like dr foley said some of the why why are we doing this and why are we doing that so i appreciate i know that's a lot of time that you put into not necessarily the powerpoint but like dr foley said everything that goes behind that and i can tell you i appreciate that um with the information you provide and you give us ample opportunity to ask questions and to be informed so thank you any other questions perfect thank you all right we'll go on to 8.2 on our substitute daily rates miss martens good evening president reece vice president wilson members of the governing board and my fellow colleagues and community tonight we're going to be discussing our substitute daily rates some of what preempted this was the fact that actually i was at the arizona school personnel association conference back just before the thanksgiving holiday and in that we learned about some other districts and what they were doing to get people taking assignments because we still are we are still observing or having low fill rates and i'll talk about those percentages as we move forward but i oh it would be help if you turned it on so thank you that's user error on my part i apologize um so currently and if you recall back in april of 2021 the board approved an increase to our daily sub rates from what we had previously had we had been one of the lower districts in doing a survey across the district with an effective date of july 1 of 2021 moving to a daily rate from 100 to 125 a long term rate to 120 to 145 um and incentivizing the higley retirees from 100 145 actually kind of put this right up there with the exception of a neighboring very large district so we were feeling very good about that but just as we're struggling in many areas with our labor shortage we're struggling in this area in terms of sub pools too and noticing that again like i mentioned earlier our fill rates weren't very high and then of course as we're doing this and presenting and looking to this there was a release in the newspaper the same week from a district not too far away in the east valley that raised their subs from 115 a day to 175 so that was a bit of a sulking sober moment for us in the bigger picture but we still think there's value in doing this in the larger picture because of the fact that you know we continue to have shortages as i said um pre-covert our fill rates were in the 90 percentile and currently our fill rates average in the 60 to 70 percentile and our hardest field days are mondays and fridays so at the conference we had heard from some of the other districts not necessarily within the valley but other areas in which they offer higher rates on their hard to fill days and have found that that has proven some value for them and i thought well what a great idea um to do that uh and we hadn't done that in the past and so in consulting with cabinet as well as consulting with our attorney um thought it was best to come to the board and do a session as well as an action item so that way we can offer that higher rate on fridays and mondays in the bigger picture we certainly don't know whether or not we'll see an increase in our fill rates but we think that if we can make any effort that we can this is the way to go and i was just talking um with sam our chartwell's director just now as you know were cons commiserating in terms of hard to fill and then hearing something and then you think you're doing good and like i said then you kind of feel sober at the moment when you hear the news about something else where it's almost 50 higher than what you're paying currently um but we still think it's important and we're looking at just fridays and mondays because we're already in our budget cycle and we know that on fridays and mondays when we think about cushion and where we're at it's likely that we can comfortably go that way in our budget versus a large overhaul and looking at increasing for all of our days across the board as you recall and you'll get a info item here in january late january you know we do our subs through educational service incorporated esi and you know our budget is in the million dollar range so if we were to look at doing this in a larger picture it would have a much larger budget impact and we're just not comfortable with that right now it's something we could potentially assess if we see this as positive and moving in the right direction and looking at what we're expending and how much we're expending as we move forward so um you know we can't move too quickly but again hoping this will incentivize in the bigger picture with that recommendation and you'll see that action item today so we can move there and like i said it's not a number that we don't have currently it's a active daily rate number that we have it's just incentivizing and doing on other days that we had not been doing it and with that i'll entertain any questions i just have one question um so there's not a shortage of people right it's a shortage of people accepting correct correct so the esi yes i right correct yeah they have enough people it's just okay so our pool our pool in higley is probably about two to three hundred but we probably have only about a hundred of those that actually take assignments during the covid the heart of covid we did a survey and the survey showed that people just weren't comfortable still in taking the assignments and that's what we still feel is happening as well as the fact that you know on fridays and mondays individuals like long weekends across the board and that's something that we have to address in a big picture in terms of our employees and what's happening on those days too but you know there are still things that are happening whether it's something personal it's being pre-approved or there's different district assignments that are happening with sports and teachers that have to be gone um so we need to make sure that we're still able to offer the services that we need for our current community and then support them through this capacity too uh president reese i have a question for sanders mom um are you guys receiving feedback from the guest teachers on their experiences are there are y'all tracking numbers of maybe there's people just aren't returning because of that experience or not they're not prepared and we talked about this before about having things and access to online i don't know how do we how do you guys do it here do the teachers like like where we're at if we're absent we're like go to go to our google classroom everything's there now like there's no more making copies it's all just online and and almost remote is that the same or do you all have the same capabilities in the classrooms here so board member anderson it's a good question and correct we did dialogue a little bit about this um so are what we term rescue subs or permanent subs which we created in the heart right before covet or during covid um you know i still am using the excuse it's all a blur but um those rescue subs get training um in regards to our canvas page access um and they have more access and rights because they're there on a daily basis at our various sites from our elementaries to our secondary schools so our one-off subs those subs that just do a day here a day there at multiple sites at various sites they don't have the same access rights but we do make sure that there is a packet of information available to them you raise a good question and this actually came up probably about i would say three to four weeks ago where we did receive some communication from some of our subs that the experience is very different from one site to another site so we have a new hr specialist who oversees our sub area and i've talked with her about surveying and taking a look at the schools that have received positive feedback about their sub experience and how we can model that in other areas we additionally want to make sure that in addition to what esi is providing for training which they're doing globally because they serve multiple districts so um you know they're not niching necessarily specifically but what can we do to offer a supplemental to that to have it niche specifically for higley so our new subspecialist who just started probably about a month ago once she gets a little bit more acclimated we'll start to look into that too president reece when you when you talk about this sub rate there's going to be teachers leaving the field to go be a sub at this point it's it's kind of scary to me that that would be you know the fee so anyways thanks for bringing this to us yeah board member taylor actually as we were sitting here i received a text from a certified teacher um which another school district here in the east valley is now incentivizing their subs as long as they work 60 days a year they can receive a thousand dollar supplemental so we're trying it just goes to show how dire it is right and you say that the fill rate's so different but what are the numbers of the absences like how much of those increased so it's 90 percent before but now you know people just feel more obligated to be out because they're just so worried you know so just to sneeze a headache you know just even a fear of having anything dishes out their children for everything though yeah board member anderson we did do our diligence in regards to looking at uh last school year and compared to previous school years best was pre-covered to look at our absences and our totals and for the most part we're trending in the same direction um there wasn't anything more and there had been some questions from some of our our constituents in regards to is it individuals who are not interested in returning and utilizing time as they depart and we were seeing average use of rates at the same for those who were returning versus those who were not returning so there wasn't any difference in the bigger picture so it's good too thank you for looking into all of that i mean substitutes is another part of the labor pool that we continue to struggle with everywhere and you know i appreciate you trying to be creative the other problem of it is our other teachers get burnt out because when we can't find substitutes we we pull who we can from the site and then we pull who we can from at the district level and then at that point if it's in elementary school those classes have to be broken up and go with other teachers so other teachers are getting more kids at the high schools they're missing their their prep time they're compensated for it but when it's over and over and over again they're missing their prep time for their own class and they're covering other classes so it that creates another it's just the domino effect that creates another concern on teachers are already stretched thin and when we can't find substitutes that makes it more difficult so um i'm hopeful that this is short-lived i hope um but i'm also fearful of this back and forth competitive where does it end where do we land and then what is our new number coming back from this so that budgets can support so thank you for bringing this and and coming up with an alternative solution at least for our hard to fill days i appreciate that all right any other questions okay so we will go on to our action items all right so we'll go on to 9.1 i move that we approve entering into a consent judgment with the attorney general's office regarding procurement concerns and authorize the district administration to execute any necessary documents second any questions or comments nope all right all those in favor aye aye that motion carries five zero thank you all right so we will go on to 9.2 sorry i'm having some technical difficulties i know it's oh it's at the bottom thanks all right we're going to 9.2 it's december it's something um i move that we approve the um oh my gosh i'm so sorry all right i move that we approve the increase of pay for the classified staff and the increase to the classified salary schedule as it's presented second any questions or comments regarding the salary schedule okay all those in favor aye motion carries five zero anyone else wants to jump in go for it president reece i move that the government overproved me down to 9.3 i move that the governing board approves the modified contract for our managers supervisors and coordinators second any questions comments concerns all those in favor aye aye aye that motion carries five zero go on to 9.4 i move that we approve the uh the 2022 2023 course guide for high school middle school and the higley virtual academy as it's presented second all right uh any questions comments yes president reese i wasn't here for the presentation but i did watch it online and thoroughly reviewed the um the guidebooks or the the course guide books and i'm very pleased that there are some new math options for our students thank you very much for that we've been asking for that for a little bit of time so i appreciate that i also am very grateful for american sign language online i can retire now so i'm really pleased to see that at higley hi any other questions or comments i i did miss the presentation as well i was at science camp but um i i reviewed everything too and it looks great to me perfect all those in favor aye that motion carries 5-0 president reece one more comment on the guidebook i love the fact too that we have that i don't know exactly what it's called off the top of my head but in high school for the kind of study we called it like study hour but it's for kids that just need that extra time in a class with some supervision i always had that growing up in high school and i always wondered why we didn't have it here in arizona so thank you for bringing that i think that is an exceptional class and needed we used to somewhere along the way it went away with many other things all right we're going to go on to 9.5 i move that we approve for teacher absences on fridays and mondays our daily substitute rate is goes to 145 per day versus our current 125 per day second was that okay i thought so all right any questions or comments okay all those in favor aye aye that motion carries five zero all right anyone have any future agenda items we still have ours listed sounds like we're good there all right i move that we adjourned president reece uh mrs king one moment i'm sorry nothing for a future agenda item but i do agree with um mr hamilton that spoke tonight that fafsa um it's a difficult process it's not easy to navigate um it's it's just not easy to be honest and there's all these different steps and so any times that we can have you know those i know parents don't always come but we offer them to come to the high school campus and get that training i don't know if we can advertise it more or whatnot but i do agree that you know it's it's a difficult process and it's hard for those new parents especially those with their first time once you do it once it's that first time college student that first graduate that we really need to um reach those parents so whatever you can do board member taylor absolutely and one of the things too as you see is we have one of our upcoming agenda items is how we prepare students beyond one of the things in our portrait of the graduate one of the things that is available that hasn't been available to us before i've been working with joe o'reilly who now works with asu and he also works with um helios one of the things that they have done is created a dashboard that allows us to go back to 2017 and actually track how all of our graduates are doing in each of the program areas how well they are doing how well we have additional data to us that has just come out that has never been available for us i mean we've had the um clearinghouse data but we have new tools and dashboards that have just come out in fact we were just playing with these passwords a week ago on going in and in fact one of the things they've identified is that higley actually has one of the best in the states students who do well in engineering we have data for us that we hadn't even seen before so in addition to fafsa completion we now have some post-secondary how are our kids doing where are we doing well maybe not as well that hadn't existed before so i think this is a larger conversation that a lot of pieces are being worked on and it'll be part i i think you'll see more of us share more information about what we've learned and what we're doing when we come to you in may as part of that portrait of a graduate and as part of how we're preparing students for life beyond and literally data available to us about our own graduates and how they're doing across than we never had before sounds great it sounds like it's a lot more information than a phone call saying hey are they there did they graduate what are they doing so this data dashboard is amazing and you can track it down and monitor how they're doing and what program areas and even how they did in certain classes by their grades so this is a part of a grant with arizona arizona state university and helios but it tracks across regardless of where they've gone so a cool new thing that is coming out um and will be a big piece for us as we look at that um so beyond just fafsa completion right but actually how are kids doing and um if they're doing well why and if not why why are not thank you and i agree with mrs kaler fafsa is not easy so all right then with that i move that we adjourn second all those in favor have happy holidays and everyone we will see you after the first of the year that motion carries five zero you

the state grants moved up because we received results-based funding for four schools based on the performance of the state test and our food service fund stays the same and so as always we post all of our budgets and all of our financial information on our website so I always like to reference that so if people like to learn more information or see some information please do as always I'd like to create the produce the rainbow report for the governing board this is our own internal report it just gives us a little Benchmark I call it the 20 000 foot view not the 30 000 foot view so we have a little bit more detail but just are we trending in the right direction allows us to Benchmark it or compare it to the bottom half is the actual auditor general calculation of dollars in the classroom and the above is just limited to those limited funds and so it's just a different way to view it not a lot of changes because we didn't have a lot of changes from our adopted budget to this budget revision so I will not go through this report in detail and we could stand for any questions or comments from the public and then that will conclude our public hearing and at this time I'll open it up and up all right thank you so much thank you all right now we'll begin our regular meeting beginning with recognitions and celebrations Dr Kellis thank you madam President we obviously are very happy the winter break we wish everybody very happy holidays a very safe and healthy holidays this earlier this evening I sent out a voice message to our community imploring our parents to please have conversations with students about the the critical importance of not posting inappropriate messages online or otherwise we want our students to be in school feeling safe and it's important that um everybody take responsibility for that and so we know that it's a very difficult time but we also know that there's a lot to celebrate and a lot to be happy about so I wish everybody the very best 21 and 22. I am referring to item 22.

second was Dawn motion passes thank you next we have item information item H1 Dr Kellis thank you madam president members of the board and members of cabinet Dr crota will introduce this item thank you Dr Kellis Madam president members of the board superintendent callus cabinet and guests tonight we continue on with our policy monitoring with Section seven we have two changes recommended changes to 7.28 and 7.32 in 7.28 we are changing the language to match the legal language which as our attorney has given us for this where we must use a crude leave when you're on FMLA leave so we are changing C2 with the proper language to reflect that because currently it does not and we also are scratching the language in um I believe it's D3 that prohibits us from using the leaves so that's the change on 728 and on 732 it's a simple title change we're scratching some of the title there to reflect the correct name in the policy and with that I'll stand for any questions thank you hearing no questions I just they will appear on the second read in January for approval do a question I I'll read I might just maybe I have marching band in my head still I don't know but don't we on the first read don't we still see the edits normally that's correct okay we should be there like on page on page three am I are you what are you signed in did I lose it it's possible okay hold on maybe signed in okay let me try to read do this oh he said they disappear that's on page three it scared me for a second sorry the computer no I'm like am I crazy why am I not seeing an edit okay hold on let me try to get back in here I think I got bumped out yes she did okay can I go down here and go to public meetings thank you hold on public meetings thank you thank you that was the only question I had I'm so sorry okay actually in the meeting thank you everyone for your patience um moving to H2 Dr Kellis thank you madam president members of the board of members of cabinet Dr Credo will also introduce this item mine just crashed too um do you have it there I'm so happy it wasn't just me Madam president members board superintendent Kellis uh cabinet guest tonight we are revising our policies pursuant to asba recommendations our first read There are three policies in this area 768 professional staff are professional support staff orientation and training teaching about controversial sensitive issues 9.45 and 10.49 which is immunization of students these were changed because of a law that was put into place and then struck that law was struck by the Arizona Supreme Court so it is no longer a law so we're reverting back to how our policy originally read and those changes you will see there on the on seven six eight it is the uh redlined out the 15 717-202 and the violation part that is no longer part of the law um as well as 9.45 you will see the redlining of the additions that we made outlining employee of a district or schools involved with students and teachers in grades preschool through 12th grade may not use public monies for instruction that prevents any form of blame or judgment on the basis of race ethnicity or sex you can continue to read that was put into place that was struck down also so it is no longer in law and the last one is 10.49 immunization of students and that it was a stipulation in 15 34205 that a school district or Charter School may not require student or teacher to receive a vaccine for covet 19.

i think it's money well invested i know uh mr curry's rich and i had talked you know number one was about about this and he was um he was interested in that because what i just said they have experience today as i mentioned monday night they'll give you i was told they'll give you candidates i have three echelons and uh supported to have probably going to do the process how to get huge interviews and resume recommendations and added some information from each candidate that the sba thinks is going my recommendation is to do it so that we can have as smooth as possible all right do i hear a motion that we vote to use asba services for our superintendent research hello and the next daughter of business is the first reading governing board policy b-e-d-b-a quote numbers that requested changes to policy d-e-d-b-a attached is our priority conversion and a preparedness version of the policy once discussion is complete policy changes will be submitted to a district lawyer upon approval as is from the district area second leading approval will be on the january regular explorer and no action is necessary as this is uh just we just haven't had three but you know i just copied his page i took what robbie gave me i pasted it into a board policy and then compare the two so it's the same thing i found that policy in amphitheater some other school it was word for word so i copied and pasted it into our policy and then saved and compared the two and then that's what you see with the red cross style and then the screen is spinning or the blue is the new whatever so all i did was copy and paste okay so if um i see linda friends um any board member desire to place an item will notify the superintendent and of the particular item and this one has the superintendent and or president of the particular item i must have found exactly i regret i find it difficult to say board members have requests to change the policy i don't think that we should say some board members but not all of them are a board member it wasn't an anatomist we did never even voted now well it would be it would read the superintendent or a board member may place items on the agenda that's what you're saying no the superintendent or board members may place items on the agenda oh uh with the approval of the board president on behalf of the governing board as a whole i don't see anything wrong with it it's one of those that's slightly different yes it is but i i think that if that is happening i'm sorry mr hawkins but i started to talk all right i think that that is our broad policies have served us very well and i don't think we should be changing policies just to fit certain board members but that's my opinion we have been using those same policies for a long time and they never worked and i'd like to see them continue without changes so [Music] what you're saying is you would leave the wording in red that's been crossed out you'd leave that in yes i would i would like to say all the policies have been approved by the aspa and the board and why change them to just make it easier for certain board members to get what they want so i remember the lady from that dr dooley quoted earlier very explicitly saying that the board president was not the gatekeeper of the of the agenda that board members had a right to put things on the i'm not saying they don't on the board on the deal i don't see what this policy this new policy is so bad what's the same that you don't agree with i think that they should be able to put either pay and board members see it says here our board members may place items on the agenda it's written right there and that's what that's what he's asking is that is that what you find objectionable no i objected having crossed out with the approval of the board president on behalf of the governing board as a whole or board members take place i mean i'd like to see it to stay the way it was without having to yes because just like you said it was not the whole board he was asking for this change it's not the whole part of his asking to not change it and that's why we have the first meeting in the second meeting that's fine i don't know we haven't bought it but no no no we want tonight no but in the front it said board members have requested well i think it should say support number six but okay that's easy to change there is with the changes i know you got the control policy and you eliminated what wasn't in the new one and then put the new ones in blue well see the the policy of the screenshot that you sent me it's a screenshot and it didn't say what's working from yeah so i went through i searched for that policy on every school in asba and i went through and when i found one that matched actually the one that i found said seven days and i was like okay that's fine so i just copied and pasted it and put it into our board agenda and change the seven to five so it's not exactly your policy but it's word for word other than it's not though that's that was my point right this one which is the green one right i do you know what school you got that from i could find it easily yeah i didn't know what school you got that from it's not marked on there i'm trying to say what the difference is that between if this one says any board member desiring to place an item on it and we'll notify the superintendent of the particular item of the business at least five working days before they needed what this one specifies is that any board member for designing item must notify the superintendent and the board president of the particular item i don't know she has she is one position and people i talked to in the policy they wanted to they supported mrs duncan's position going on the current status and when i talked to nikki before she came down she said we as an organization uh as we've talked about several times is it's crazy frustration the first paragraph says the superintendent and the board president will organize the court agenda then the second paragraph i don't have that policy from that's real policy but it's something that if we infer to say board members other than what president may had uh doesn't say will rochelle or the board president superintendent will shout so that's the whole difference one paragraph says we do it next year that's basically says all board members can contribute it doesn't say they have to be had to be placed under candidates so just for qualifications there's this my point is it's not just a split understanding of this policy that's having the asb as well well you'll say that since it's not in safe place we've had this policy in place without a problem for a long time i will point out that the reason it's been proposed is that they have been brought into your recently at least observed by this state yes and so that's why and it's not been problematic for i don't have a number but there's probably 220 districts 201 districts in the state that have this policy it's been it's not been probably problematic but i've been told for a long time because i know how many districts are in the state i talked to asba and the person i talked to indicated this is the coaching idea of superintendents and boards so there's no way those numbers are accurate because i know for a fact that that over 200 forms have adopted our current policy because when i did a policy review of many many school districts that adopted very similar screenshot that you said to dr dooley so i couldn't find just a name on it so so if this was the one that was there any reason why we shouldn't just call the green one the one that we are acknowledging as a first reading we said there's only two differences the green one doesn't say notify the superintendent became president and it's five billion days before instead of prior i have a little bit of a concern with the fact that ford president is in there um not because we shouldn't do it we often do send requests to the president and that's different but there may be situations in which you don't want to involve a board member um for all reasons why wouldn't you require that a community law wouldn't retain and i think i i would be very uncomfortable putting something on the gender without a board officer forgiving these tests no no i'm not suggesting that i'm just going to require the justification goes maybe it's not a problem so i can make changes with anybody the policy that has the edits um looks a little bit different than the one we've seen before uh it is it's really helpful to have those so thank you for doing that to have the one the parts that are lined out um but to be able to have that direct comparison is really helpful the third paragraph of the green copy um i know i've had uh some disagreement on this what i'm going to say that the way i read that from mr hopkins who says the board will have the policy um what me and they're referring to is that you see that as a first religious second meeting on the third line agenda on sporting material shall be distributed board members nonetheless 24 meeting are you talking about the first reading and the second one first year she talked about items that are going to be on the agenda that's you know what because what the law says all we have to do for 24-hour hexane is have the agenda posted we have the agenda in the board book now what our lawyers said repeatedly it's nice to get the materials to you sometimes she gets very busy but the superintendent just gets very busy and we can't get up the trails materials because we find out at 5 20 and we change agenda that's why sometimes you get new agenda and you get back up materials sometimes it just happens so i wouldn't worry about that i'd worry about being able to abide by that policy but that's what that's something should be said and i i i'm not for the new policy anyways but um a lot of times there are police requests for agenda that do not fit into what we are doing at that point and it has to be a time that we know that people on the board has to know that that agenda may not even get on these or that proposal did not get on the agenda hopefully so what am i what am i thinking [Music] yes i'm just wondering if we change one or two words we then lose the copyright endorsement of escrow uh it shouldn't have a copyright date on there until it's voted on anyways given a chance to say it's okay yep oh anyway um that should be angelina would you mind reading uh reading it like out loud i i'm having a hard time saying it oh the superintendent will prepare for leading agendas in consultation with the board president the superintendent or board members requests items on the agenda any board member desiring to place an item on the agenda will notify the superintendent of the particular item of business at least five working days before the meeting the agenda and support of interior shall be distributed to the board members not less than 24 hours prior to me sometimes they're good upon requests copies of the agenda shall be available to the public and the first now that everything under especially you can change right that's exactly the thing so let me read it thank you everyone is that was that thank you for finding them okay and then if that's what comfortable yep so it's the exact same as what i just read and this is [Music] keep going back and forth yeah even when you look at our policies it doesn't say our schools like if yeah right it used to happen when they turned to them paper but if i print this if i if this is just a random policy if it gets printed it doesn't say almost on it anymore the only reason i know i'm in all schools is because i'm under our school yeah like that that's changed when they started the policy bridge it's confusing sometimes when you you look for policy it gives you everybody's policy so the only way to turn that off is to click the particular school and then search and it'll give us all of our policies but if you forget to click that it'll give you every policy from every school that has that policy yeah i learned that the hard way so well you were requesting on the the 24 hour notice that going to say before we know that this one's already been copyrighted approved by hasbro if you were to change that wording a little bit you would need to go back to hasbro to get that processing yeah i think so this is kind of what i was asking for is the last the last sentence on group on the green page is addressing special meanings but that can also happen i have to send it to asba after we whether they send us a policy advisory or not i still have to send it to them for approval regardless of what if we change that term for our knowledge or not okay i don't know if it would put it interpreting but i still have i still would have to do it i think they would accept that they wouldn't copyright it if it wasn't if they thought there was something not aligned with case law or uh statute i would think we could add wording in here that basically come into account we you know not less than 24 hours prior to the meeting when that is possible yeah [Music] um i'm not changing the subject actually um did you all get a chance to look at the summary uh that nikki really sent to us based on the training because there's there's a section in there um about that and so so we bring that up but i haven't had a chance to look at it or wasn't at the time she created a summary of things that were discussed and highlighted in areas that she's recommending we look at and come to an agreement about board members um and there's there's quite a lot of content for summary about this specific topic um it's a lot of detail though so it's not something that would necessarily be incorporated into the policy it's more of a regulation so and that's what she suggests that to to get into the lady versus details of how we want it to happen we should write what amounts to a regulation and it can be published in our policy document but it doesn't have to be it can be something that we all agree on that's kept on a drive somewhere that we acknowledge us that we would do things like something like bylaws so one with questions about agenda items for supporting materials oh there was something about supporting documents are you getting off of the agenda i don't know so this is this is all about yes but that doesn't help us on the agenda but it is on the agenda of this specific thing right we're talking about about the supreme supply supporting government trying foreign somewhere that that addresses that exactly why don't you find it and then the next time i'm not talking i will tell you the next time we meet you and bring it up so we can move on okay so anyway what what what i am going to suggest is that we have a separate discussion that looks at this document in great detail because it does have information about the 24 hours and a lot of other things and come to some agreements about what our expectations okay that knows just move on that is the first leading right does the governing board have agendas to add don't you have there would be no change and i would put it in anyway but if you want to wait until eric's here then you can table it it comes to you we can address this january organization yeah yeah let's say here i should be here since he was the one who recommended it so i'd like to make a motion to table that um to the next meeting you can also have like when we open up the organizational meeting we have discussion and then it's a special meeting so there's no agenda then you have to make another number okay like we can move things around we can't add anything so yeah it's awkward to have it just just before just to plan for it just before you do it uh is there ancient airport so yeah if he if he was able to come on he would have i assume oh now i'm a liar i touched my texting is 620.

so that is no longer the case and we are reverting back to our original policies on those three and I will stand for any questions that you may have I I just would I just need a clarification if you would just repeat what you said on nine point four five teaching about controversial and sensitive issues so this was passed this last legislative session or this last one okay correct and then it went went to court and the court said no correct did I understand you correctly it was ruled unconstitutional okay that's what I wanted to make this was part of a budget Bill correct that they signed it into law and then the court said it's not Contra it's not constitutional because it's part of the budget and so that's how that's great so it was taken out right yeah sure I heard you correctly thank you so I have a question why can't we bring it back and in 9.45 we've been very adamant about not teaching any critical race Theory or assigning blame on you know individual basis of ethnicity or sex there's nothing in this wording that goes against a state law why can't we continue to adopt this policy as it was Madam president you the board certainly can do that okay so I would like policy to continue to keep the red letters on 9.45 so I do have a question with that um we would need to seek legal advice correct Mr Excuse me Dr croto Madam president um members of the board yes I would say we would seek legal advice there is no reference to law in here but I would feel more comfortable if we asked our attorney her opinion on this before we put it through and that can that can be done that can be done before the next meeting so can you tell me why we need legal advice if this does not break a law and president anytime that we make major changes to policy we seek legal advice so the way this stands now um striking all of this information out of the policy then that means um teacher if you left it in place then it's teachers or administrators or an employee the school district would be able to speak about or provide instruction regarding One race ethnic group group or sex is inherently morally or intellectually Superior to another race that's basically what we're saying if we say we're taking that out then we're saying that that's now okay to do is the way I'm reading that is that correct because that's the reason why it was if we're saying that if we're taking that out then we're saying that now that's okay Madam president miss uh Miss Pritchard there are other policies that regulate ethics and certainly those also come into play and how a teacher presents a lesson and the content of that this obviously specifies it and the legislature put this in for a purpose their intent here I'm not going to get into this evening but just because this isn't stated if this was pulled out that doesn't mean that it's okay there are other policies that apply on a very specific implicit language this makes it very very clear what can and can be done Richard that's that's Dr Kellis said this is very specific and it makes it very clear that this cannot be done so I I like having the wording because I also share Miss pritchard's concerned that if we take it out because we see teachers who are already trying to take liberties with us and insert different things um I feel like if we had this policy in place it would just be very clear there's no questions about it and then Any teacher who does teach you know that one race ethnic group or sex is inherently morally intellectually Superior than another they would be violating policy and then subject to reprimand so we're going to talk to our attorney about it kind of president Mr Pritchard yes [Music] 0.45 um I would also like to make it a policy that we do not require students or teachers to receive a vaccine for covid-19 or wear a face covering to participate in in-person instruction I understand that there is a mandate that has been struck down by a federal appeals court you know mandates are not laws and even if the Mandate was upheld that would be a different story but right now I would also if we need to seek legal advice I would like to do that because again I do not want to require students or teachers to receive a covid-19 vaccine I don't think that's fair to our students or our teachers to require them I would agree with that and since we're seeking legal advice anyway I think it's a good idea to have that conversation and president miss Chaffin thank you and yes we definitely would do that mandates are not laws but they do have consequences and so we would want that legal opinion can I ask you a question just for clarification on that vaccine piece because I know you know we talk about in that first paragraph about requiring those vaccinations just and I don't know if you can answer Dr Kellis but how is it that the law can can specify certain vaccines and not others I mean not really related to covid-19 I'm just saying legally because I know that's a completely different issue with the um current Administration everything that's still being held up in the courts but just in general it just seems Like An All or Nothing is it just because of the type of like one is a disease and one's a virus or like I'm just curious if you knew the background of course I guess varicella is actually virus so just curious I just didn't know how they how that came about isn't it stay low um but you can have exemptions from it too yeah that was my next exceptions though in medical exemptions because I know a lot of people are exempting their kids and not getting them the measles vaccines and different other things well we don't have you know billions of measles tests out there either you know down at the corner Walgreens yeah I'm just curious I'm sorry Dr Carlos I don't know if you were going to answer her question or not my question yeah it really doesn't matter my mind was just thinking about the science behind it and like what the difference really was and and how they drafted that but it I don't need to take up the board's time with it all figure it out did you have anything on the other are we good um you know I just I like the fact that we're not using public monies for training orientation or therapy that presents any blame or judgment on the you know one thing I have a concern about and we can um potentially talk about this more at our our next meeting but just to plant it in your head whatever I'm thinking on 7.68 so we say that we need parent opt-in for any kind of sex ed um and this is talking about you know sexual harassment blame or judgment on the basis of race ethnicity or sex but we also have some backdoor operations going on with gay straight alliances in our schools that do not require parent approval and some of the conversations that are happening in those groups I think potentially could be violating this and and maybe others policies that we have in place Madam president I am not sure exactly what you're referencing with with your term of doing clubs are sponsored by staff thank you for that clarification there are U.S Supreme Court decisions about student clubs and um yes you are correct there are clubs that are allowed in public schools that address a host of topics religious political gender that to put it in a sentence if you allow one then you must allow others as well as long as there are um obviously you wouldn't have things where they would have a drinking party it can't be illegal right but um short of being illegal the U.S Supreme Court has made some of those rulings that allow for those that diversity of clubs on a school campus but if it was illegal to provide certain types of mirror materials to underage people then that would be a violation Madam president I mean depending on the circumstances depending on the circumstances the age the materials um I'm not sure what materials specifically you're referencing if it was illegal materials some materials that a parent might find to be pornographic opinion based okay I just think it's an important conversation to have in our country when this comes back in our clubs you're saying there's been no no okay no okay no no I know okay so if you had a heterosexual Club what would that look like what would be different about it would be nothing different it would just be whatever so if you have a gay straight lesbian whatever Club what are you talking about so again I'm not saying that anything like this is happening in our district but I am hearing sometimes at a national level where these things are happening where they might have a book club going on within it and some materials are being provided to students sometimes by the sponsor sometimes by other students and this is happening in our schools so not our schools our schools Nationwide so Dr Kellis isn't um and I'm thinking of accountability um don't our club sponsors have a guideline and rules that they need to follow when a club is either created or is in existence for a year um there's specifics that are in that type of guideline and I'm just curious Madam president Mr sink Bill yes you're correct so regardless of the club it could be a science club it could be a fellowship of Christian athletes it could be a lgbtq club there must be a an adult sponsor who is an employee of the district okay and the the role of that adult sponsor depending on the club there are again referring back to the U.S Supreme Court decisions they may or may not participate depending on the club if it's a it's a co-curricular type club like a science club then yes they can if it is a religious based Club then the U.S Supreme Court has ruled that they cannot be participants they're there only to monitor to make sure that everybody's safe um that they aren't doing things that they shouldn't be doing not based on the sponsor's personal judgment but on the established behaviors of students on a school ground um so to your appointment sorry seat belt yes every Club must have a an adult present I would it would be my expectation that if there were any inappropriate materials that that sponsor would raise that to a higher level of attention and that that would be reviewed to determine if that was appropriate not to say that we would get into um judging whether a religious text is appropriate to present in a fellowship at Christian athletes Club we're not going to censor passages that might be presented or readings but if there are items that are of a question to a student's safety then absolutely those those would be raised to a higher level of review and the clubs go through Dr Dean correct or is it split up between Dr Dean and Dr Poling Madam president typically our clubs are in the middle schools and high schools that Dr Dean supervises there are some clubs at the seventh eighth grade level and arcades but generally that's the case thank you does anyone else have any comments on that I will get the work done and bring those back for a discussion at the next meeting thank you very much Dakota item H3 school reports Dr Kellis thank you madam president members of the board and members of cabinet Dr pulling will introduce this item see Madam president members of the board cabinet and audience it's my pleasure to introduce Ms Tim Brooks principal at Kingswood Elementary for a school report tonight I think I've got it I'm sorry um good evening Madam president members of the board Dr kellison cabinet I'm Mary Lee Tim Brooks the principal of Kingswood and at Kingswood we are the proud purple and silver Knights so I'm here to share a little bit about Kingswood and who we are just a little bit about Kingswood we are a pre-k through eighth grade um Title 1 School oh I have to forward that there we go and our campus how houses several special programs including for ESS the Aspire program along with structure teaching classrooms we are also fortunate to have the 21st century Grant on our campus which provides academic tutoring and enrichment opportunities for our students before both before and after school and currently we have over 100 students that are participating in those programs so just to give you an idea of some of those different types of programs we have six seventh eighth grade math tutoring happening algebra tutoring science tutoring enrichment includes brain games we've just started Japanese reading nights the mathematical mathematicians club we have an Esports Club I should say course class our student Nightly News broadcast Rachel's Challenge we have hip hop dancing theater troupe and that's just to name a few of the opportunities that our students have through that 21st century so at Kingswood student achievement is our number one priority and we are committed to building strong structures that are going to support student growth student achievement for all of our students so according this year we've been looking at our data and according to student growth and achievement charts that are in Galileo where we compare Benchmark one and Benchmark two data this year in our Ela over 50 percent of our students in each grade level are showing higher levels of growth compared to the growth that's expected by ati's research team so we we know we're on the right track and we're making that growth in math we're showing higher levels of growth in grades three six and seven um so as a result we're going to continue to focus on growth for all students in all subjects but with that emphasis on math for grades four five and eight other opportunities this year are incorporating multi-tiered systems of support we utilize RTI which is response to intervention we have RTI teams we have Behavior success teams that focus on creating intervention plans for our struggling students our weekly prep connect meetings focus on both RTI and data talks this year we've reorganized the way the those meetings happen on the calendar so the meeting schedule is differentiated by grade level which allows us to analyze unit and module data during prep connect immediately after assessments are given so differentiating our prep connects provides us that opportunity to implement interventions and support students as soon as possible giving that most recent data so really looking at assessment data right after students have completed that and using that data to inform instructional decisions okay we have many celebrations so as you can see I'm not going to read them all to you but we have a lot to be proud of at Kingswood um so I do want to mention just a few highlights of our celebrations including our strong Community Partnership with Cross Church they have always been willing to help support our families and our teachers when in need I'm also really proud as a community we're very proud of our students and all that they are involved in and accomplishing this year so I think I mentioned earlier we we have an outstanding Student News Network our Rachel's Challenge club which um is an opportunity for students in all of our grade levels for all ages and we also have strong athletic teams at Kingswood and actually tonight our girls volleyball team is playing in the district playoff games I think they might have already played so I'm not sure what the outcome of that is but we're really proud of the things that our students are doing so our Focus this year among many things includes increasing student academic growth shared leadership and professional learning for our teachers and also nurturing a positive and um positive culture and climate in our school and in our community part of what the shared leadership piece includes is working with our instructional cabinet members we're focusing on helping them to become the activators in our plcs as we continue to learn and collaborate as teams we are also very proud of our identity at Kingswood and the many Traditions that we have in place such as right now it has become an annual tradition to have the annual Polar Express drive-through event and that is actually scheduled tomorrow night we're hoping for the rain to come a little bit later and we want you to we want you to know you're welcome you're invited to come on by tomorrow night experience our dazzling light display which is a combined effort with different community members and our students and our staff our teachers will be there with special greetings and surprises and who knows you may even encounter some snow as you are driving through our Polar Express so those are just a few highlights of things that are happening at Kingswood and at this time I'd be happy to take any questions that you have thank you for the presentation um can you tell me specifically what kinds of What kinds of interventions you're putting in place for specifically fifth grade math I know sixth seventh eighth as well but but specifically fifth grade math to help them so we we have what we call win time as part of our masters it's in our master schedule it's protected time every day which is where we have the opportunity to provide those tier two interventions and part of the conversations that we're having in our data meetings with our teams our data Specialists is involved in those conversations our teaching learning specialist is involved Administration our teams we use that data to look at where those needs are those immediate needs to go back and adjust instructional or to provide additional support for specific students that are struggling in those areas so we do um have a Cycles three week rotations where we divide our students out based on those very strategic identified needs of the students and different teachers are focusing that instruction based on those identified standards and we have different different kinds of programs that we use sometimes we are using um we have achieved math which is a great standards-based program so teachers can provide that targeted instruction and then students have opportunities for that practice and it's a good way for us to monitor their progress at the end of those Cycles we do assess at the end of each three-week cycle so we know if the students are making that growth if they're mastering those standards and then that helps inform our decisions for that next cycle based on new data that we may have at that time and how their the progress that they're making so that's for math specifically and fifth grade we are using that achieve along with just some teacher created things and going back and utilizing curriculum that's already in place as well sometimes students just need that extra time they may need that material presented in a different way and we're finding by being very strategic and targeting those specific skills with that that data those logical tests that we have I think that's where we're seeing the growth in those grade levels that are growing and we know we're going to get there with those other grade levels as well I like to hear that your um you're reassessing every three weeks so it seems like you're going to know fairly soon you know if you need to change approaches or you know different interventions for different students so I'm glad that you're not waiting you know until mid-semester or end of the semester to figure out okay is what we're doing working so that's refreshing to them yeah thank you and then um so and you're coming in I appreciate you coming in um mid-year or well mid-semester I guess it is and and just kind of hitting the ground running um what are you doing just to kind of help you you mentioned that in your last slide too as far as positive like growing a good positive culture at Kingswood have you found some things are successful and um what kinds of things are you doing to kind of pull staff and yes so one of the things I noticed immediately is just how friendly everybody is and you know you can feel when you walk in the building there is that that tight-knit feeling of a family and Kingswood has been around for a little while and there truly are established Traditions that are going on there and families that have kids that have come up and since kindergarten and multiple children and their families and you get to know them and you can see that with our staff and how they interact and how our upfront office interacts we do have PBIS at Kingswood which is positive behavior intervention and so we really focus on finding those celebrations for students that are demonstrating those core values the positive reinforcing the positive we do a lot of student recognition and drawings um the school store and sharing that information back out with the community we you know work on our weekly Communications and this year we're up since I've arrived we've really been working on that social media piece and and taking those pictures of just the little snapshots of quick things that are happening and we've received some great feedback from our our community just knowing what's happening at school hearing from me hearing from our teachers and staying focused on our students and our families and and and the teachers are amazing and and I I every meeting that I have and every encounter that I have with a team or a teacher or a parent we're always talking about what is best for the students and what our goals are and how we're focusing to move them forward thank you so much hey oh no hold up come on Miss ten Brooks thank you for presenting tonight and I also see Dr Romero out there in the audience so thank you for being here um just two things uh with the 21st century program what can we do to boost that number I know that a hundred is a little over a hundred is a good number to work with but um what can we do to boost that so that is a conversation I actually was just having this week with our 21st century coordinator so we do have a coordinator that oversees that program and as I Was preparing for this presentation presentation really looking at the things that we offer um part of the challenge has been I think in motivating our staff to want to offer more things but the more that we Spotlight what is happening in the program I think the more that we're going to see that participation increase and so that's something that we've listed as a priority on increasing those numbers and we have a pretty good balance between enrichment and tutoring and we're approaching specifically approaching teachers to provide tutoring in those strategic areas like fifth grade math Miss Pritchard we know where those needs are and so now it's really I think the more that our teachers are seeing the data and understanding that they're willing to to be available and then we can just promote that and and communicating with parents is that that's an opportunity for them okay maybe somehow you can tie the Nightly News into getting more of the students in the 21st century hint um and last but not least um I know you you know Kingswood has a phenomenal program especially for the special ed students over there and um the times that I have gone through and seeing the students and the teachers engaged in there is totally awesome so I thank you for everything that that um that you do and that they do with them thank you I feel very fortunate to be there and to be able to work with an amazing a really amazing team at Kingsville so thank you okay thank you Mrs Tim Brooks thank you appreciate that and at this time I will ask Mrs Miller to come up the principal at Mountain View School I have to make a small adjustment here we go it'll stay up let's see there we go um good evening Madam president governing board Dr Kellis and board we are one of the largest elementary schools in the district and continuing to grow we are home of the mountain lions and we are proud to have our signature program be steam through CTE attendance academic gaps and positive behavioral intervention system are three opportunities that have ignited our staff to grow and develop professionally the increase in absentee rates and academic gaps have made each of us modify and adjust our planning and teaching practices to better meet those needs for example our teachers have learned to plan ahead on how to teach to those that are absent and need additional learning opportunities they have included backwards design planning to ensure that the students have the prior skills necessary for the concepts we have to look at our data deeply and frequently to support instructional decisions there is a need to teach and re-teach expectations explicitly to maximize those instructional minutes the PBIS leadership team provides lessons and videos to teach expectations monitor data for Trends in area of needs and also to provide feedback to teachers we are extremely proud of the partnership with our PTA and our community our PTA is highly involved with building and supporting the school climate and culture our fall festival had over 2 000 participants with Ottawa University students volunteering PTA has their goals aligned to support students and staff at Mountain View they include all staff in their recognitions and activities they are active in our steam events and provide coffee and food trucks every other Friday which is key very important for us we had our fall Steam Community event where our PTA had their very own steam activity and also provided and funded for all of our student prizes I'm proud of our staff for all the additional hours that they put in to support our activities around academics arts and Athletics and of course this is even beyond the school day our athletic teams are doing amazing we had the we also have a K-8 morning mile activity or I call it Club but in the Arts our students participate in contests and even our yearbook our students facilitate and our choir has performed at the school and will also be performing at the Coyotes game this Friday so if you're going you will be able to hear them there and of course our band has already been playing and they have a concert tonight over at Shadow Ridge High School tutoring robotics little learner or little learner lab we even have little robots we have all of these to enhance our academics we have a book club where that's different than any book club you guys were talking about um this is where we definitely focus on our little literacy and our parents come and they're involved too and they make books and read stories together so it's a wonderful event history Club anything that we can do to get students in those contests and competitions Statewide and National leadership opportunities of course our student council njhs but we're very proud to have a middle school skills USA our chief science officers we've consistently had five of those since we started with our Steam and of course kindness Club and many others if you come to school after school on a Wednesday it's like you're coming at arrival it's amazing how many students attend after school activities um a major focus of course for our year is closing that academic Gap our student data is not consistently where we want it to be and our students need our full attention to their success a few examples of some data points are in October for science all four of our fourth grade teachers ranked in the top eight of all fourth grade teachers in the district with a 76 percent average a third grade teacher ranked third at 79 and a sixth grade teacher ranked number one at 61.

math and Ela for third grade unit assessments average in the mid 80s to 90s consistently our K3 95 phonics core program teachers are teaching with fidelity and they are seeing the positive impact on our young readers we do have many challenges though and inconsistencies one of our major challenges is in our middle school math where Concepts get more difficult and challenging the last unit assessment in our Middle School percent was average at 63 or lower um teachers are frequently reviewing data and adjusting their instruction we're working towards more effective plcs through professional development conducting data talks using a consistent structure and process provided by West Ed in the training that we get we do targeted professional development and of course we utilize our RTI and school and District level expertise having a focus on our PBIS implementation and our school's climate and culture also contributes to closing those gaps and providing opportunities to succeed them thank you and I'm happy to answer any questions you may have I'll start I have a question good to see you good to see you good to see you thank you um just a quick question on your integrated action plan under professional development you had math instruction will be a focus yeah you kind of touched on that towards the end as far as some of the scores so um do you have any specifics you can share as far as how is it your focused like what have you determined to be effective and what are you utilizing for yes one of we're actually utilizing our West Ed coach and that today was actually a perfect example of that we had our West Ed coach out all day long and um he's been meeting with individual grade level groups and providing specific math professional development to them as well as working with the PLC on effective PLC practice so we are constantly using him throughout the year and that's just one of the ways that we're supporting our school with the math knowledge and pedagogy that they need you're welcome so it yes Miss Miller is always good to see you thank you um your steam event the other night or what two weeks ago three weeks ago yes um you have a teacher that will be riding in the Fiesta Bowl Parade correct correct her name is Mrs Lopez she has won the Fiesta Grant she is one of my grant writers on campus and this year she has already received two one through the def um and also through the fiesta Grant yes so we're very excited about that because that funding goes straight into our signature Focus and to our students and that is totally awesome um so as far as and you're gonna have to correct me if I'm wrong um the accreditation this is there an accreditation for the steam yes for you um how often does that recycle five years five years okay yeah I just wanted to make sure and we are and I always like to tell people if they ask what um how amazing going through that process is to really reflect and refine your practices and so we were just very fortunate um that when they came and did their visit they we were the 10th school to receive that honor but also we were the first to get top scores so that is we have set that bar high and we will continue to achieve that see and that's a big celebration for you thank you thank you very much you're welcome thank you I just wanted to thank you for clarifying um that it was not that type of book I really appreciate it I tried to throw in a little humor because I've been learning from Dr Dean yes that's great thank you thank you I'm just going to wait just a moment while miss Chaffin stepped away just so she doesn't miss anything I know that we have quite a bit of time does anyone need a recess we're good okay let me know throw something at me want to go foreign not that kind of recess all right moving to item H4 Dr Kellis thank you madam president members of the board and members of cabinet uh this evening Administration is happy to present to the board some information about where our high school where our high school students go and how they do After High School and so miss Sammy Harton director of research and accountability will present this information I'm going to move it up just even a little bit more Gail I don't get to say that very often good evening Madam president members of the boarding cabinet um I'm happy to spend some time this evening sharing with you some of as Dr Kella said post Heist um High School Success data with you as we know our first goal is to make sure that our students are College and Career ready and have the skills and knowledge to be successful so we're going to share some information with you about that um the information this evening comes from a couple different sources and represents a couple different cohorts so when we go through you'll see some data is a couple years old and some is relatively new and it depends on where that data source of information comes from so the first set of data we're going to look at comes from the national Clearinghouse and it's important oh where's my all right we're gonna have to go next slide I turned it off now it buzzed at me right it buzzed so I thought it was it's always me all right there you go oh all right what right oh no I have my copy all right so I'll go ahead and just there we go um so this first part of information comes from the national clearing house and it's really important to know that when kids go to college they can opt out of the Clearinghouse so we may not get every student from our District's information because they can choose to opt out of that um Clearinghouse when they and have their information not shared back with their schools um this first slide shares with you the percent of students from the class of 2020 the far right is 2020.

um their enrollment in college the fall after graduation they this is our covet group this is the group who we were in shut down from March until their graduation they all got a July drive through graduation and then we're supposed to go to college um you can see there was a slight drop-off not surprising lots of kids Nationwide didn't necessarily enroll right away because of on the situation we were in at that time so next slide you can see this one breaks it down a little bit further it gives you the green line is the number of students the percent that went to um four-year universities and then two-year universities and if you look at that drop off between 19 and 20 one of them is three and one is four so it was consistent between whether or not it was a two or a four year um that drop in students who were enrolling um in school in that fall of 2020.

so this is the number of our students in each of our high school programs and then District as a whole and for that um the percent who enrolled in college and that includes that's inclusive two and four-year programs and the number of students who were in that cohort so you can see our range goes from 32 percent um up to 49 for the class of 2020 um and you can see that drop reflected by each of those campuses from 2019 to 2021 and this data obviously is all um a year behind because of the way it's reported so this is the next piece of that persistence so when students enroll freshman year how long do they do they make it to their second year so the national average is 79 and our district was just a little bit below that for that class of 2019.
