now because start strong replaces the nj sla for this past year it's a statutory requirement to meet the esea or elementary and secondary education act mandates as such we have to look at our data disaggregated by our ethnic subgroups and when we look at our ethnic subgroups we see typical performance for our students throughout the pandemic we have been speaking to the fact that our typical average general education student maintained or improved whether we were in remote instruction hybrid instruction or in person in areas of general content but we also said from our local assessments that our special needs students required additional support and start strong supports that statement for our current english language learners the same holds true our current english language learners need more support and needed it throughout the pandemic but on a bright note our former english language learners performed the same or better than our general education population we look at our economically disadvantaged students we see typical performance in line with our general population however the group that needs the most support are our homeless students and 45 homeless students are represented in this data this last slide is a resource for parents and parents will be getting this link before the holidays start strong took place at the beginning of the school year and now what we see is we're going to be getting what are called the isrs those are the individual student reports those will come with a letter that includes this link if parents would like to go to the state website and look deeper at the results now as i mentioned start strong is a standardized assessment that is just a single point in time much more important and meaningful to us are our local assessments typically in a normal school year our local assessments would look at one child compared to themselves from the beginning of the year to the end of the year but the last two years have been far from normal the last completely normal marking period our students had was the fall of 2019 marking period one in 2019 so we're going to be looking at our data a little differently this year we're going to be showing in some grades and some subjects a comparison just looking at 2021 and how students did compare to themselves but in other areas we're going to compare what did that 2019 baseline look like compared to the 2021 baseline is it radically different somewhat different so we're going to be looking at some different perspectives on our local assessment and we're going to start with language arts and kindergarten so in 2019 in the fall of 2019 the last time we had a normal school year our kindergarten average raw score on the brigance assessment that we used to screen our kindergartners was 71.

now two years later after a pandemic where this year's kindergartners had severely reduced impacted remote or no preschool our raw score is a 69. it's very close to the 71. our kindergartners are pretty much coming in very very similar to what they did in 2019 before the pandemic in first grade when we compare the fall of 2020 after a shutdown and when we're still starting off fully remote compared to this fall after we had a full semester of in-person instruction in february i'm sorry in the spring and now in the fall full day full-time instruction our data is actually very similar our first grader i'm sorry kindergartners came in and stayed pretty steady we see the same thing in first grade in foundational reading skills our first grade foundational reading skills throughout the pandemic have remained fairly consistent this is the part that i love the most this is our star reading data what you see from the blue to the yellow is scale score growth of students by cohort that means students in their cohort from 2019 to 2020 to 21.

and we see from grade 1 through 7 steady reading level growth what does this tell us this tells us that in reading in the elementary grades our students maintained or increased their performance when we look at the high school we're going to also add in writing our teachers worked so hard they worked tirelessly going back and forth first from a shutdown then to remote instruction hybrid instruction finally coming back in person in a hybrid format and now here we are again in person full day and full time our in language arts our language arts supervisor and coaches worked throughout this last two years with weekly meetings helping our teachers modify instruction in order to help our students do the best that we possibly could with the situation that was given my absolute favorite part of language arts is always independent reading in the past we would just look at accelerated reader we're now looking at raz kids my on and accelerated reader throughout last year our students still independently read to 336 books that's pretty close to our non-pandemic independent reading that's very impressive in the high school we looked at our writing writing was the area that we were showing to be the biggest challenge for our students when however when we look at our 9th graders 83 percent of our 9th graders in 1920 pass their writing quarterly with a 70 or higher this year for the right i'm sorry in 2021 the writing quarterly was 84 so our writing data was still fairly consistent in 10th grade we went from 80 passing in their writing quarterly in 2019 to 82 percent in 2020 2021 in 11th grade we did have a dip and this was one of the things that we had seen just in the results of the writing that was being produced by our students we went from 94 down to 79 percent at the beginning of this year however the 12th graders remained pretty steady at 90 and 89.

now we're looking at just marking period one you see 2019 2020 2021 there's that dip in 2020 but notice how 2021 marking period one at nearly every grade level we've recouped back to first marking period 2019 levels in language arts at the high school now we move to math in math we're looking just at last school year from 20 to 21 k to two and three to five from the turquoise to the purple we see either holding steady or an increase so this is looking at just mirroring what we thought our students maintained their major math content in grades k to two and grades three to five and when you look at grades six through eight at the top for general education at the bottom for our special needs population that we have shown to be struggling we still see growth or maintenance across the board now while this was happening we implemented the savas platform in k through 8 during the pandemic and we transitioned to the middle school to follow the envisions platform that we've been using in grades k through 5.

so while all this was going on our teachers were learning new materials new methods to be able to target the needs of our students our teachers worked really really hard in high school we're looking at the 2021 school year in marking period one 76 percent of our students passed with a 70 or better going to 70 percent by the end of the school year in marking period four in geometry we went from 43 percent of students passing with a 70 or better in marking period 1 to 64 by the end of the school year a significant increase and in algebra 2 76 percent passed with a 70 or better in marking period 1 jumping to 91 in marking period 4.

in math once again when we look at the multi-year comparison from 2019 to 20 there's the dip but we seem to be really gaining now and finally in math imagine math is a platform that really helped our students throughout this year if you look at this stair step increase imagine math is a math platform that compares a student to themselves and it is individualized based on how a student answers you can see from the turquoise to the purple at every grade level k to five our students increased and improved compared to themselves throughout the school year based on these individualized learning paths in middle school we all we see either growth or consistency at most grade levels and at the high school the same thing so here's another fun one imagine math was so popular with our students we completed 500 math lessons 59 percent of our students completed their individual pathway clifton students solved eight million nine hundred and forty nine thousand one hundred and four questions they participated in three thousand two hundred and sixty live lessons and these are live lessons that you access when you're doing imagine math at home not during your school day this is after the school day imagine math the company gives charitable donations based on how students do using their program clifton students were number one for that company's charitable giving in the state of new jersey our students really worked hard they worked hard with their teachers we need to thank not just our teachers for what they went through last year but also our students now science so in biology at the high school we only look at science and social studies at the high school because that's where we have our major local assessments in science at the high school in marking period one for 2021 74.6 percent of the students scored with a 70 or better and in 2019 before the shutdown it was 71 percent so they held steady our honors kids however did struggle and we did talk about this and last year we provided extra tutoring to our honors classes which is something we had never done before our honors students did struggle and they went from an 84.4 average to 70.1 percent it's not a huge drop but that is a drop for an honors student in chemistry the general population held steady from 2019 to 2021 but once again in honors we see a dip from 80 percent 80.5 percent to 75.5 and in physics our general population went from 81.6 to 76.5 but the honors kids pretty much stayed kind of close now some highlights in science this is a huge change pre-pandemic that was our first year that we reorganized our social our science courses biology became the ninth grade science by going from bio in ninth to chem in tenth that put far far more students into physics in 11th so as a result last year during the pandemic we had almost 400 students taking physics as opposed to the previous year where we only had about we had 147 taking physics we still throughout the pandemic were able to have wipro scholars and when we had a first robotics virtual challenge and when you look at our ap scores six out of 12 scored three are better in physics 11 out of 19 scored three at or better on the ap bio and three out of ten scored three or better on the chemistry exam social studies surprisingly remain steady when you look at marking period 1 of 2019 to marketing period 1 of 2021 social studies remain pretty static in world history in american history and in american history too a real point of interest though is our ap results the mean score on ap for clifton high school was 3.23 the new jersey mean was 2.80 we beat the new jersey mean and we beat the global mean the global mean was only 2.52 so percent of our students scored three or higher in comparison to 56.3 in new jersey and 47.2 global our mean score in ap government and politics was also a three beating the new jersey score of 2.97 and beating the global score of 2.62 and those scoring three or higher we had 57.1 percent okay new jersey was 61.5 but the global score was only 50.4 so our students okay ap is the advanced placement assessment which means students are getting college credit this is basically taking a college course here in our high school our ap program parallels and goes hand in hand with our other dual enrollment programs that take place with many colleges also here on campus or off campus now our data is mixed we knew this coming in but our students are learning and doing well however they still need support this first marking period a full day full-time instruction was very challenging for all of us because our students don't have the resilience and the ability to sit through attentively and focus a full school day in person like they used to do the being at home made it a little harder to learn and it's taken this full marking period for our students to adjust so what have we been doing and what are we going to continue to do well we're going to use that start strong data that we saw at the beginning but as one data point together with our other assessments and our classroom performance we're going to keep reflecting on our data and make adjustments as needed do we have to change something postpone a test cancel a test speed something up we're constantly working with the teachers and the supervisors to make sure that we're giving our students what they need we're expanding our before and after school programs saturday and summer programs through 2024 and now that our kids are building that stamina back we will be adding more before and after school tutoring we're prioritizing small groups in reading and in math leveraging the technology lessons that we learned last year using our essar funds for support staff like counselors and intervention teachers and finally we're prioritizing our mental health and readiness to learn through pbsis mindfulness nurtured heart and trauma-informed instructional practices we are going to continue to address the whole child thank you very much mrs kusalevich next we're moving on to just uh for any questions from the board before you move on any questions mr daly yeah uh thank you mr casper miss kristolevich a very impressive report um i do have a kind of a general question just kind of absorbing what was going on in terms of our students who are struggling is there do the students i'm trying to get a feedback if if the students really come forward if they're struggling or some are reluctant to come forward in that in that vein what's your take on on that aspect of those who are struggling uh mr daley i'll i'll give my take but then i'll definitely ask mrs kusalevich to give her expert opinion so you naturally have those students who are willing to ask for help and then you have those who would never ask for help and you know under any circumstance but that's the reason why we have our local assessment data so our teachers know which of their students are struggling not only do they know if they're struggling they can dig down into the data to see where exactly they're struggling what standards they might be missing where in the curriculum they might need extra help so trusting the classroom teacher to identify those students who are struggling to provide that extra help contacting parents and letting them know hey we're going to have a saturday program we're going to have summer school uh programs we're going to have lunchtime tutoring after school tutoring i think that's how we identify those students janina you hit it spot on the only thing that i would add is that self-advocacy is something that's difficult for some students but it is something that is taught in our special needs class you know our special needs students need to advocate for themselves and that's one of the uh tools that our teachers work with them on so that when they do um get declassified they're able to advocate for themselves and ask for help if anything that's probably the one group that learns the best to advocate for themselves and speak up when they do need assistance but what dr robert tosi said is absolutely accurate that's one of the reasons we really focus on our feedback loop from our local assessment data yes thank you for that and um no i understand about the the um more efforts being put into this over the past couple years and obviously during the pandemic was very difficult uh but i was just curious what your your folks would take it on that and you know i do understand dr robertosi that uh there's some who seek and some who don't seek and you know that that can be problematic um and and that that not only goes to our particular in our school system but that also goes back to the parents that if they have a student who's struggling i think it's incumbent upon them to push their child that they're responsible and they need to step up there even if they're struggling so but thank you for your information dr danny thank you miss kusalavich you always put together such a comprehensive uh data sheet for us to understand i was just curious in the local assessment data is that the link it information also that is included in that or that's something separate sure first of all i want to thank all of my con the content supervisors that work so hard with our teaching staff and they're the ones that help drive this they create a lot of the assessments in teams with our teachers and many all of our local assessment data does go into linkit and we use link it to help evaluate it helps us you know identify which standards and strands as dr robertosi was saying earlier so everything does go through linkit so linkit had that program uh that data management system helps us kind of cut and paste and parse this data into the groups and some of what you saw came from linkit some of what you saw is developed directly by our supervisors but all the student assessment data does go into linkit for reporting purposes um thank you um and just to basically um state that i am an educator and i have you know spoken to many educators in regards to the testing and you're in the classroom um and mr daley just to kind of point to what you were saying um as an educator i mean i'm going to say this and i mean but it's true if you're a good teacher i mean i really i look at the data but before i even look at it i mean i know the students in my classroom and there are many educators that i've spoken to and as an educator you know the students in your classroom and you really do know what they're already struggling with because if you are a good educator that's what you spot right away i mean that's what you're trained to do it's like a doctor who you know when the patient comes in they know with the signs and symptoms what they need so i do want to give you know kudos to teachers because again i mean the test is great and you can look at it but really you know good teachers they know from being with their students in the classroom they know very quickly what they need and i think what's good about the test is that it could it provides the additional funding to help the teachers with resources to help the students in what they need so it helps i think if i'm saying that right correct with providing the funding but um again our teachers are doing a great job and they can spot it right away and then what it is is through these tests because obviously you need to show some sort of data to the state for the funding that funding then is used by the teachers not through direct ways they don't get it but indirectly through resources to help the students but again it's really the teachers the front line who if a student doesn't ask for help as an educator you can spot those students if you're good you know it and i would say our teachers are very good and again it's if you've been doing this you know what the child needs and what's great is to have those resources to help put them there i'm sorry i just had to you know that was my educator cap going on thank you mrs bassford um is this in addition to other standardized tests that we're administering and how long does this test take what's the time frame on it so thankfully start strong was actually a brief test they were only one instructional period each for math language arts and science this was the state's way of making up for last year not having njsla in 2020 we got a federal waiver for the entire nation for that they didn't give it in 2021 so this was the alternative but it was only one period long per class however the full njsla is on task for the spring and those tests usually were you know two to three days for 45 to 90 minutes each for language arts for math um and two days of 45 minutes each approximately for science we're still waiting to see what the time frames will be but that was the typical njsla standardized testing so yes this was in addition to this year but it was in lieu of last year so we don't have to worry about like we we used to have to transport the chromebooks the carts around to do all these kind of testing so we're all good with the one-on-one so it makes everything a lot smoother we don't have to do sections anymore we can do it all at once this is fabulous that is the best thing if there was any silver lining to the pandemic it's that it it that and the board deciding to move in that direction really helped us go one to one all at once and now we can test anywhere simultaneously start strong was pretty simultaneous k to eight were testing fully simultaneously uh the high school was pretty much they were the first to go but a few days later the rest of them started that has never happened here before it used to take us a month to do the standardized testing moving those chromebooks and shipping them etc now is there going to be a way that you can because these two tests are so obviously different there'll be a way that you can actually compare them comparing this start strong to njsla is probably not going to be possible the start strong was a short subset of only some standards the njsla will be more comprehensive however the doe claims that they can make connections um the one thing that we can connect is we can identify which questions and start strong tested a particular standard and strand and then we can go and look for those standards and strands in njsla so those little individual connections might be able to be made to like help a student but to do a global comparison i don't see how that's going to be possible it's comparing apples and oranges okay thank you for a very comprehensive report as always thank you go ahead mr kenobi um so the first question i had is so first of all i do want to say hats off to you this is a very extensive report there was an area there where you said that we were responsible for the most charitable giving for the the product that we were using do we have any say as to what charities that that money goes to do our kids get to vote and say like that goes somewhere or is that just up to the company where they want to donate um the company does tend to target charities that are state-based but they it's up to the company okay um so the other question i had was how does this data compare to other schools so i know and somewhere in here you talked about the main data and how some areas we beat other other just in general new jersey and then the global section do we have a report that actually lines them all up against each other so we could see all the stats on one screen essentially uh not really because again this is the state has not yet re released any kind of state comparison on start strong last year start strong was optional obviously there was no njsla when we take njsla the state does release comparative reports where we can compare ourselves to the state average the only comparisons i was able to give to other areas was the ap exam which is given by the college board and that is a national exam so on the a the college board did collect and report out comparative data by state and by the world which is not something that um was done with start strong and the new jersey department of ed has not released any comparative data like that at this time and then the other question i had was um sort of in line with mr daley's question uh looking at this data now is there anything that we could pull from there that we know worked better in this pandemic that maybe we could continue on or are there areas that we want to look at and use this data to then you know change our focus and and mend the students somewhere else and drive them to success so our teachers and the supervisors principals our whole administrative and instructional team i think we all found best practices and we're sticking we're really holding on to some of those best practices some certain things on the chromebook are best practices utilizing the google classroom to a greater degree across the board is a best practice uh that the using the imagine math program that really showed and demonstrated success so that's another best practice that we're going to continue to do our reading programs between or as kids my own reader accelerated reader those were very strong so wherever we found best practices things that were working we're holding on to those at the same time there are other things that work better in person um that we couldn't do last year which we are leveraging left hands-on activities using manipulatives so we're trying to leverage our best practices and every year we kind of look at and evaluate as part of our curricular revision cycle and our redoing of our pacing guides where we identify you know what's working and what's not right and then the only other thing i'll say is that i observe that um to me this report just reinforces the fact that we need to be in person because looking at the data we do see a dip you know when we did come into covert and then we come back out uh so i would just reinforce what dr robert tosi said we're you know i think it's it's better to be in person and we just have to take steps to make sure that we stay that way thank you anyone else all right thank you mrs kusalavich next up board committee reports okay i'll start with the delegate assembly i had the opportunity to attend the delegate assembly on november 20th 2021 the delegate assembly is uh was held virtually this year and it's where the delegates of each school board in the state meet to decide on matters that have come up in resolutions that come up to the new jersey school board association this was one of the quickest meetings i had sat through for the delegate assembly and um they're the only resolution that we did have on this this time around was um approving uh reapproving sections 3000 and 4000 of their policy handbook and that was approved uh unanimously from everybody um that was in attendance um i don't know if anybody else would have any ques go ahead mrs basford do you have anything all right is there any questions on on the delegate assembly mr casper good head mr daley yeah um uh in the notes here about the uh controversy with the national school boards i think uh 11 or 17 states are pulling their dues from the national school boards association was there any discussion at the meeting concerning that aspect about the new jersey school boards association holding their dues from the national school boards okay so what was discussed on our end for the new jersey school board association um hold on let me look where i am here okay so the stance of the new jersey school board association is that we are encouraging our members of the public to come to our school board meetings to express concerns to us um as of right now we there was no talk about withdrawing from the new jersey from the national school board association but we are encouraging the public and the um parents and citizens to come up and and speak as they wish mr casper um to through university daily uh new jersey school boards association is not attending the january conference in 2022 i'm not going to use the b word but they're not they're not going and they're going in they're not going in protest thank you okay we have mrs bassford for policy please provided sorry the committee with current status statistics on the district's homeschooling students discussion was held regarding possibility of amending these policies if there's a significant increase in the amount of students being home schooled a request was made to the board's legal counsel to review the policy and to add and to give us possible changes should it be necessary in the future the committee also then discussed bylaw 0167 public participation and board meetings the committee recommends changes to the bylaw to allow for remote participation by the public the proposed changes would read as follows requests by the public to address the board at public meetings may be done in person or via remote means providing the necessary electronic communication technology is available during said meeting individuals addressing the board remotely shall comply with and are subject to all the requirements rules and regulations as stated in this bylaw the meeting adjourned at 5 35 pm and mr ross submitted the minutes any questions okay so i hope i get this one correct is finance miss uh miss beltran okay mr daley thank you mr casper um minutes of the finance committee for the clifton board of education was held on december 7th in attendance so was miss beltran mr canova mr smith as well as myself administrations in attendance with dr robertosi mr jingaro mr uci mr schiada started at 205 and ended at 240 and was a short agenda first item that was discussed was the audit field that which is an annual task for for our board and for our audit firm or it will continue with that conference to occur in january and is due to the doe in february meeting second thing was meeting with department heads for budgets will commence next week which is i guess this week next was the teachers sub rate will be increased to 250 50 through may 22 and and sub power rates increased to 15 an hour and that was mentioned in uh dr robert tosi's superintendent's report uh sodiums will go to 15 an hour without a boilers license and 18 with boilers and a license and that was a three dollar increase if anybody has any questions i'd just like to also add that the um the audit is progressing a little quicker than we anticipated or the firm who audits us was on site and pretty much completed the on-site work and it's just doing their uh in the process of developing their report mr dilley i have a question through you to the superintendent um that we're increasing the amount of the sub pay but there are people that do substitute for us and they have other means that they can't make a certain amount of money on a case-to-case basis would we be allowed to accept a person at a lower rate for the subpay because they they need to not make a certain amount of money because of a of a retirement fund or something else like that would that be available to those people yes i've had one person reach out to me and i think we'll be able to make those accommodations thank you mr daly uh miss beltran uh facilities please okay uh facilities uh president was um mr daly myself um mr abedrabo and uh president jim smith and from administration was dr robertosi uh mr jangero mr uc mr she shot though i always say wrong i'm ed um mr marcion and mr uh doctor it was also a short meeting considering um how long our meetings normally are we talked about the boardroom renovation which hopefully should be done in february the issue is pandemic related supply chain issues so hopefully our furniture will come in and we'll be able to be there in february we discussed adding nets for the softbar field on the file tortory to make it safer for people who are there the board council will be reviewing the epic contract which uh dr robitozi spoke about we have a window project going to be getting started for this summer we're going to be using sr2 funds for that the bids will be going out in april where we have we discussed the tennis court banfield renovation we're going to be using capital reserve funds and the bids for that will be going out in march we talked about the th kitchen uh timeline for the hvac which is the last step and it hopefully should be done over holiday break that was also delayed due to um some parts that they couldn't get in and that was pretty much all we discussed anyone have any questions uh not a not a question i might just uh two additions um they're both seating one over at the softball field changing it from the back the um hormone fence to the side and then also i think also discuss soccer seating as well for the sides of the goals so thanks i could have that added yeah i don't remember discussing that too too much in length but anyone else no okay thank you i'll take uh the food service and transportation uh present were myself mr daley mr abu drabbo and president smith from administration we had dr reportozzi mr jingaro mr rusi mr shahada uh ms nick mr doctor and mr rosenberg our meeting started at 405 when went to five o'clock items of discussion for transportation discussion ensued about where new buses purchased through sr2 funds will be held administration will continue to search for a long-term solution of a new transportation property here in clifton also administration will develop a plan for a short-term solution of uh housing our newly purchased buses items of discussion for food service there was a food service overview pumped onion presented a possible edition of alternate meal options for students with religious and dietary restrictions administration will analyze the cost per the contract and relay options to the committee also administration stated the final major portion of the kitchen renovation is the hvac installation which should occur during the holiday break does anyone have any questions all right thank you very much okay mr president okay mr casper thank you um i will take the chair back for our public portion this portion of the meeting is open to the residents and non-residents of clifton for the purpose responsible and liable for their comments if you wish to address the board please do so at the podium in the center uh hi i'm donna popowicz from dalewood road and clifton the citizens of clifton passed a record-breaking referendum and it meant that taxes were going to increase but the people of clifton voted to make this happen because they deeply care about our schools and about our youth the citizens gave this board event a mandate to fix the infrastructure of our buildings adding ac and heating systems that will provide clean air and we will upgrade our facilities and the administration and the board have worked to make this become a reality by starting the process and hiring people to follow the process and ensure that everything is done correctly this was only possible because of the mandate of the citizens of this town this past year despite the overwhelming complete community support this board honestly has not been a happy place it's really apparent that there's issues among the board members meetings start late or an executive session as a power play to show us peons that we are peons let's take a look at tonight we showed up to showed up so i could make a statement i had other people who needed to make a statement it's nine o'clock it's two hours it took two hours to get to public session that's inexcusable in this town facebook has become the new independent prospector where board members throw shade on other board members this year we have delved into issues that have nothing to do with clifton schools which ended up with some really interesting public sessions but which also ended up limiting the time that i and others get to speak and even you as board members get to speak though frankly not all the board members get their time limited if you're sitting at home using your own timer you can see that it's time for this board to come together and address the issues that affect our schools i'd like to see some changes such as a much more diverse curriculum where teachers not just the ones who choose actually use the diversity books i'd love to see us moving more toward writing coaches and individual coaching just like they do in colleges this is one-on-one can't be done by the overburdened classroom teacher so i just want to make that clear we're talking about new professionals and new um positions there are so many other ideas and innovations which our district can initiate but only if we have the right leadership the board did an excellent job when they chose dr robertosi he is definitely the man to lead our district and now the board needs to step up and choose their own leader someone who can lead us through some new and innovative ideas the community has spoken and they have given their mandate through the ballot box in november overwhelmingly electing judy bassworth to the permission to the position of commissioner if you look at the election stats many of the votes from mrs bassword were bullet votes or twofers this community has sent all of you a mandate we have funded the infrastructure and we want to move on we want innovation it's time to work on other areas the community voted for mrs basford to be our leader and as the top vote getter the community issued a mandate that she become the next board of red president mrs badford's bassford has made our community a better place to live by strengthening our programs for youth families and as a community builder she has built the power and capacity to change our community and public policies for the better she's inspired and provided a vision for what is possible and yet week after week i sit here and i see her attacked every question she has is questions she has she has spoken over she is overlooked she is talked down to she is subject to mansplaining to the point that i really can't take it anymore i think i should be able to object from the floor every single time one of you mansplains an issue to her of which she is well aware on facebook she's called a witch now usually that's just a polite way of the b word but this person actually thinks she's a witch first of all which is practice wiccan which is an accepted religion in this country so if you're attacking someone and using the word witch in a derogatory term you are a bigot but more importantly the whole attack which continues to this day is ridiculous so you're saying this community elected people for this position who thinks that judy somehow has magical powers that she rode here on her uniform maybe she keeps bigfoot in the shed in the backyard i mean this is just ridiculous voodoo dolls aren't real people despite all these attacks from her fellow board of ed members and please do not think the community hasn't noticed the animosity you have towards her the negativity you show her the disrespect which no colleagues deserved and the outright nastiness despite your best effort to have miss bassford fail this community overwhelmingly elected her showing their beliefs and her abilities it's time for a change we want to see civility back it's time for the board to follow the mandate of the people not the decision of the group absolutely your five minutes have concluded is there anyone else wish to address the board and adhere by the rules good evening my name is lori lallama and i'm the cea president dr robertosi besides the wizards i want to know there's something called donkey basketball and i remember that from 1975 and that was a great thing to see people on a bat on a donkey playing basketball so you can still do that now for the springtime we can talk about that later i want to thank the superintendent and the board for raising the subpay that is so important and it shows the faith that you have in your staff they are overwhelmed past unbelievable belief my phone is on fire most days between text calls and emails they're asking what can they do how can they survive what why aren't there substitutes and anybody out there in the town of clifton if you are 21 years old and have 30 college credits please step up and become a sub because yours your teachers and paras and custodians and lunch ladies and everybody else they're exhausted and they are going to run out the last day of school and probably in their cars before any kids get into a bus it is really really really bad and i don't know as the president of my bargaining unit i don't have a magic wand for these people and they are working their butts off and they're doing a great job in their classroom for their kids so i want to reiterate what dr robertosi has said your staff is exhausted this has been very difficult not just here in clifton or not just new jersey but throughout the united states and covet is doing a bad job on everyone whether people believe it or not or think masks are important or not we need to take care of each other we have kids in the in the schools that can bring it home to their parents and the last thing i want to know is that abuelita is being flown back either in ashes or in a box and this is serious my kids my students are complaining they want to be they want to be protected at all times just like the staff does if you're going to have parties believe me everybody likes a party but maintain some sort of safe protocol when you go back into the building it has to be done i understand how difficult this has been on everybody but we need to look out for each other it's the end of the mimi me syndrome and looking out for one another because this has been so very difficult and any everybody and i really want to thank the board and dr robert tozie for all that you're doing and we sincerely appreciate it thank you and i wish everybody a wonderful holiday and i don't know how fast i'll be out but i'll be out pretty fast thank you anyone else wants to address the board mr smith scene of more propaganda for a public session motion to close by um mr abu drab second second by vice president casper okay we'll move on we have no unfinished business uh expression of condolence vice president casper would you mind reading that resolution please number 17. whereas on december 5th 2021 the community noted with sorrow the passing of mr robert bob sirlak and whereas mr saralak had served the board of education and children of clifton faithfully and conscientiously as a secretary for the special ed department for 10 years before retiring in 2009 contributing his talents for the betterment of the school the school system mr sirlak was a u.s navy veteran who proudly served the country during the vietnam war now therefore be resolved that this resolution be forwarded to his bereaved family to serve as an expression of great regard in which mr cerelike was held by the board of education the administration employees and peoples of the clifton public schools and be further resolved that the contents of this resolution be noted in their entirety in the official minutes of just like to say um frank thank you for your dedication for your time to all that you did with um new jersey school boards being a delegate and working diligently on that side to bring us information from new jersey school boards um you know personally i've become a friend of yours um and you're there for the children you care about the board and i'll miss you and thank you for your service and just lastly i'd like to say um wish everyone a happy and healthy holiday and a new year thank you thank you next we have um mr abhijava uh thank you president smith uh to legislative committee don't forget december 14th at 4 pm is our ledge committee meeting on tuesday if you can all send me concerns for a bullet point so we can send it over to the legislators by monday congrats to school 11 and thank you also to ms saragoza all the time for doing a great job chs music honors is collecting toys for tots and so is the power of one in the city the islamic center of state county has many toys that they want to give away so any organizations that are or departments or clubs for toys for tots for any purpose you can let superintendent know and he can put you in contact with the mosque clifton community band had an amazing event uh last week thank you to them for doing such a great job considering that many of our students are part of the clifton community band speaking of the band not only did our football team have a great performance so did our band during the beginning as well they have all year support all our teams and hats off to them for anybody that wants to know where all sports are going uh activity scheduler on your phone is easy to download easy to look at that's where all the sports stuff are on on the agenda there's the engineers tri-state average association of new jersey new york i'm sorry many of them are residents of new jersey many of them are on the board are actually friends of mine and i was happy to put them in connection with the superintendent for the 2 000 donation to the robotics team so hats off to them and thank you to them uh condolences to the sherlock family the miller family and commissioner i was not here tonight because he unfortunately his sister was six months pregnant and she lost her child and as well mr awadi say was rushed to the hospital fourth time in two weeks with back pain so that's why he's not here tonight um there's you know it's i said a comment um earlier some people don't like and i honestly don't care um the word propaganda during public session because that was just ridiculous um and honestly that's what leads to negativity in the city there's understanding what certain people are like and that's fine there's ways to look at and say somebody came out one two three four that's fine but i i called it for what it is um at that thank you mr smith thank you mr abhijava next we have mrs basford good evening um i'd like to congratulate the football team and the band for a great performance on sunday unfortunately things happen and people were screaming on my row um there was a gentleman behind us blow-by-blow description of the uh and i was glad that he was actually giving us his commentary on what was happening because it was making it easier for us to understand a little more um i want to thank the community for coming out and supporting the football team in the band on sunday it was a really great showing the stadium was pretty packed so i'm very grateful for everybody that came and journeyed their way down to rutgers thank you for mrs popowicz for your words although and thank you for the gift although there was a lot of misunderstandings you were able to articulate my feelings a hundred percent and i appreciate it and it was completely blown me away i didn't even know you were doing this so i'm i'm i'm a little shook up but to see that other people see it and to see that other people notice it is what makes me smile inside and that's something that nobody can kill is my joy from inside and i know that people appreciate me because i was ninth on the ballot and i came up to the front line was was enough for the community to tell me that they want me here for another three years so i thank them for that um christmas is going to be coming up in a couple of weeks so i want to say merry christmas and this is by gene k i still say merry christmas and i hope that you do too laws may change along the way but they can't change my point of view christmas is a sharing time of gifts loves joy and laughter a time for peace within our souls that's meant to last long after non-believers in christmas still look forward to the holiday a time to spend with loved ones in their own special way christmas music is beautiful sung in concerts this time of year appreciated by so many people a tradition they hold dear it's up to us individually to play to pass on good traditions to tell stories we believe in out living commercial transactions when i say merry christmas it's a loving thing to say as i wish you all well in all you do and a peace filled christmas day merry christmas to all and a happy new year thank you and have a great great holiday whatever you believe in enjoy the joy in the moment and bound in blue 002 proud of you uh thank you next we have um dana i'm sorry europe i can't read my list here no worries okay so i just like to say merry christmas and happy holidays to all celebrating any of the holidays that are coming up and the ones passed we hanukkah just ended um i feel sorry for our football players but i applaud you for taking a tough loss with grace i don't know if i would be able to take the loss like that i'm a pretty sour loser so um i really applaud you for not only you know using your voices through the newspaper articles and through videos i've seen but i'm not trashing the other team because it wasn't the other team's fault uh it was a bad calls by the refs uh frank we've had some good times on this board and i hope that you feel as appreciated as you are uh we're gonna miss you and um mr paris has big shoes to fill maybe the size of clown feet to phil but we look forward to welcoming him to the board but we're also sad to see frank go all right so now to what happened a couple minutes ago i'm not sure if the public could hear it or see it but mr aberdro to the the left of me decided to label the public's comments as propaganda he said and i quote i see no more people here to spread propaganda to end the session that is wildly inappropriate that is not robert's rules of order that is a lot of things in violation there but i mean that's something that we're we've come to expect from him um i take offense this statement propaganda is used to spread falsehoods nothing that the public has said tonight um came across to me as a propaganda um propaganda is used by communist fascists marxist nations throughout history uh he continues to mumble next me but as he said i don't care either um and perhaps you know people on this board need to start considering who they keep as bad fellows because you know the comments that are made are gonna be heard and one voice is one voice but there will be more that come and you know i i can only i can only applaud uh a floor everyone else um on this board to just you know think about it think about who you're seeing going around this think about who you consider as a friend and just hope that you know you can um you know influence them to act appropriately while at meetings and that's all i have to say and congratulations to judy's son who's a brand new police officer in jersey city now i have one more place that i can go out safely thank you mr kenova good evening first i want to congratulate our students of the month and and congratulations to school 11.

i agree with dr robert tosi that that is the best part of this job is seeing people do well and be successful and it's the most rewarding mr casper so as you know a lot of time and effort goes into these board meetings and you put your whole heart into it you go to the ngisba meetings you do all your uh your certified board member you do all the work that you need to do behind the scenes um and i thank you for in our community thanks you for it um you know it's been a pleasure working with you you've been great to me to us to in all meetings very professional and i wish you well on anything you do and i just want to thank you for your service to our district but the last thing i want to talk about is the football game so while dana said that other students have been taking it well i'm pretty sour on this um so as a parent you try to teach your kids to be honest and if they do something bad you think they should apologize and you tell them that you know if you can't make this this wrong thing right you should unfortunately though i don't see that happening so where it's very clear that we did make that touchdown i i mean we saw the videos online i'm sure you did um i wish we could post them on our social media hint um but you see the football go over the line and the rules are as long as the the ball threat comes comes across that threshold that's a touchdown so whatever he did after the fact taking the ball and running it back play was already done so um in my mind what should happen was they should have reviewed that footage right there on the spot and overturned it and even if they didn't which they did not do and there was definitely a huge error there um what they should have done was after the fact review the footage that is being sent to them and take a look at that and understand that there's something that's wrong here now in my mind clifton is up six points um and we should either continue playing the rest of the game or if it is ended here then clifton has declared the winner now even if they don't want to do that i think at minimum we should share the first place championship there should not be a second place winner there should be two first place winners because to me i know what happened i saw the footage and we're in first place right now so on behalf of me i want to congratulate the team on winning first place unless nj saa wants to come here and talk at a board meeting and speak to the public on on why that is the incorrect statement you know i welcome them to come here and explain to the kids i think we should have our football team here if they come in and they should explain to the public why that is that they are not the winners so i just want to you know reach out my congratulations to them on the state championship wish everyone a merry christmas happy hanukkah that past happy holidays and happy new year thank you thank you mr daley thank you mr president um just to follow up on the football uh issue number one congratulations to the team and to the game as a whole was really a well-played game very interesting very skillful i think both teams in terms of how they played and conducted themselves deserve congratulations however with the screw up for lack of a better description i'm in agreement with mr canova should be a dual championship because clearly neither team deserved to lose that game because it wasn't played out to according to the rules and according to what the actual events happened on the field but i do look forward to celebrating uh with the the teams both the football team the soccer team when they're here at the at a board meeting and they deserve all the credit in the world and they should never need to bow their heads they should all be proud of what they've accomplished second thing i'd like to talk about very shortly mention at the next next delegate assembly whenever that is i would think whoever our delegate is down there should uh raise or put on have put on the agenda discussion about whether the new jersey school boards association can should continue to contribute to the national school board associations we can get into that at another time um thirdly i'd like to thank miss roberto robergozi rosa excuse me and miss kusalevich for fine report um we were criticized a little bit there's a little twix in between here um obviously those reports took some time to present as well as to put together and the public deserves to hear that as well as us so you know if you want to truncate that and then the public doesn't hear that and they may want to comment or follow up with a question they don't have that ability and that's after so uh i think we do the best we can under those circumstances these are reports are very detailed and they do take uh time uh next is um i'd like to wish everybody a merry christmas and a happy new year and those who have celebrated hanukkah which ended on the on the 6th wish them a great season lastly but not least uh mr casper you came here i didn't know you as men other board members from all the wall and um you've really added a lot to the board and to my life i've got introduced to a very creative caring person and i think that's the two words that come to mind is heart and caring and i'll always remember you and i'll still be in touch with you regardless because that's what you brought to my relationship with that i'll sorry i went a little bit over but i wanted to conclude my comments with mr casper's uh heartfelt congratulations for his service and to the board and to the city and to our students and staff thank you the chair granted you that extra time mr daley no problem uh next um vice president mr casper so i always like to start off with um thanking our retirees so donna crum thank you for your service um to our district i saw you were the only one on our list this evening i'd also like to send my deepest condolences to the suralac family uh you earned my thoughts and prayers during this time of loss i always like to thank our donors for making our district a better place for our students i'd like to congratulate our students of the month as well as our football team for doing the best that they did and making it as far as they did mr awad you are also in my thoughts i hope for a speedy recovery lastly thank you all so very much for your kind words these past four years have been such a great opportunity for me to work with you as well as our public and i thank you for your support through these past four years while i was on the board it was a great pleasure to serve you and trust me i will be back you will see me around and i wish everybody a happy and safe holiday whatever you may be celebrating this holiday season thank you thank you vice president casper to our football team and our band as a sitting board member and as a resident of the city of clifton i could not have been more proud standing in those stands i say standing because i don't think anyone was sitting maybe one person but i don't think anyone was sitting the whole game we were all up on our feet we were all cheering it was such a sense of community to support these young people and unfortunately at the end of any event you're going to have a winner you're going to have a loser it's part of the process of competing but in the process of competing there are rules and guidelines and regulations and when those rules and guidelines and regulations aren't followed there doesn't become a winner and a loser there becomes a group that is happy because they've been declared the winner and there becomes a a group who didn't win because someone declared them not winning by not abiding by the rules and regulations we are entrusted as commissioners we take an oath we abide by rules guidelines many of them are mandated many of them we don't have a say on and yet an organization like the njsia who runs the athletics for board of educations greatly failed and did a disservice not only to clifton but as well as to east orange it was such a well-played game it was going to be upsetting when somebody lost but did it fairly on the field clearly that did not take place now any of us when we do something wrong in life we admit to it we apologize we correct it and we move and strive not to do that mistake again the njsia has not done any of those things as of yet they have not apologized to both teams for getting it wrong they have not apologized to clifton for the travesty that they caused by getting it wrong they have not refunded money because they paid professionals referees and replay people paid them money to officiate the game that they messed up and didn't abide by their rules and guidelines and regulations if anything i would have expected at this point a public apology from the organization to both sides but specifically in clifton that is the first thing they should have done when they recognize their mistake and i agree to wholeheartedly with mr kanova mr daley and i'm sure many other board members agree immediately both teams should be re awarded the championship as co-winners because this organization messed it up now i don't know going forward what this board can do about being part of this organization i know and i don't mean any negative towards you dr roberto i know you're part of the committee as well as our athletic director and i know you voiced your displeasure at at the meeting on uh the other day but action needs to be taken immediately a public apology needs to be made and co-champions need to be declared i'm not i'm not asking to take anything away from east orange this wasn't their fault they didn't cause this neither did our kids did our coaches did our band and our band leader i i can't tell you how proud i was when we saw our band go on the field at the beginning and do the national anthem it just amazed me and it shouldn't amaze me but it just put chills to my spine how proud we all are of our athletes of our coaches of the band clifton was well represented and some adults who are paid money messed this up and they better correct it and now i recently found out and i'm sorry board members but i will extend my my time a little bit i recently found out that the new york giants sponsored that game and this saturday the new york giants are holding a parade in east orange to honor the champions i've asked dr robitosi to reach out to the giants to inform them of the travesty that happened and to see if the giants would be willing to come and do something for our kids who deserve it just as much again i have to reiterate i'm not sitting here putting blame on east orange at all it was this is not their fault but our clifton kids are seniors who will some of them may never play football again who work so hard to achieve this and yet a week is almost here and we haven't received an apology and admittance to their wrongdoing and the way that they can correct it is by declaring the co-winners i congratulate the players i congratulate the coaches the trainers the medical staff equipment manager and to our wonderful band and the band director and the co-directors everyone that did such a great job and to the fans of clifton that came out in great numbers to drive 40 minutes away when we could have driven 10 minutes to metlife stadium which is another thing that boggles my mind and should be addressed makes a lot of sense to take two north teams to bring them down and bring south teams up to play her it just makes no sense to me so like the national school boards i think we need to put the njsia on notice that we are not happy we are not accepting this and we will fight for our kids as long as it takes you know i thought about this being the last meeting before we reorganized and i thought about coming today and and listing um the accomplishments that this board made over the past year and this board accomplished a tremendous amount of things and i said to myself you know what i don't have to come out and do that this board knows what we accomplished the public sees what we have accomplished and we did this as a team each of us working together but somebody had to be elected had to be appointed by its board members to be the leader i did my very best throughout the entire year to be a fair open and compassionate leader and i know that i can hold my head up high as president that we accomplished a tremendous amount this year and i appreciate each and every one of you for the work that you did and for those who supported me as president and supported me throughout the year i truly am grateful and thankful to you and that those who didn't that's your opinion and your right to do so unlike the city council who elects their mayor as the top vote getter board of education doesn't operate like that so it doesn't matter if you get 4 300 votes or 25 000 votes the board decides on who will be their leaders and again i'm not going to sit here and prolong the accomplishment this board made but we as a board accomplished a great deal this year and the town should be very proud of those accomplishments it's a very hard night for me tonight to say goodbye to mr casper as a board member and no reflection on mr paris at all as the new board member but this board is losing probably one of the most hardworking energetic outgoing dedicated board member he worked so hard for the four years he's an educator has educator knowledge to bring back to the board this town loses a tremendous board member but i know there are great things in your future mr casper that this probably was a blessing in disguise but i thank you for all that you have done for this board for myself not only were we colleagues we are friends and we will remain friends and i thank you for the term that you filled as vice president for your backing for your assistance it truly is greatly appreciated and know that we will miss you but i know that you will not be far away and i wish you uh all the best in your endeavors so uh at this time if the board members would join me out front we make a small presentation to mr casper on our thanks for him for his four years of dedication i think all right so this is the uh sorry someone hold that box thank you uh it reads uh presented to frank w casper in appreciation for your years of service to the children of clifton for your leadership dedication and commitment to excellence as a clifton board of education member from 2018 through 2021 the clifton school district applaud you for your unselfishness devotion and loyalty the clifton board of education december 2021 thank you so much [Applause] we may have to do two lines in the back in the middle all right come on turn around all right no that actually uh lastly uh to wish everyone uh on behalf of the clifton board of education um all the very best for a happy and healthy holiday and may the new year please bring us a change a change to achieve so much better things a change in health and happiness and a great continued clifton school district thank you all i just have one uh comment to make it an elite legal maybe you can help us with this uh so uh in your p resolutions um on board docs p p 17 was pulled for executive session however on the printed copy um it is p [Music] because superintendent pulled p8 earlier in the day and uh they didn't get shifted so how do we legally do this mr smith just so just to be clear what happened yeah earlier um brought to my attention that i wasn't quite happy with it didn't have an amount of money it didn't have a it just wasn't clear enough i removed it but i must have removed it after the paper um was already go by what's on board docs so i i believe our official agenda is what's on board docs not the printed copy well they get this too it's on the podium so board docs was adopted at some point in time as our official so it would be what it is these were printed before the changes andy just turn on your microphone um so because let's as mike suggested let's just give these names so we've officially approved the termination but not the administrative leave no the termination of employee is what we're pulling for executive session but we've already voted on no we did not that's the one we didn't vote on yet it's just the numbers that are different so i think we're good as long as we mentioned number 17 when we went to pull it right so it's according to what we were all looking at was board docs we were i wasn't looking at papers so i'm just concerned that right but my understanding is that we said termination of them i just want to make sure we're legally doing what's right so andy on our official agenda p17 is the agenda item that we pulled for executive okay and p17 on the official agenda is the administrative leave or the termination determination okay so the administration voted that yeah i would you know what that would be my kind of my suggestion is just sort of he can't imagine it's voted on so you need a motion for reconsideration which you're allowed to do the same night if it's a correction and i would make a motion to undo whatever it is that we need to do and then vote correctly on the new item but we did vote correctly i just want to be clear the board voted correctly on everything on personnel it's just a number it's a number change with the accept but but there's actually no change because we no not to us right now to us we pulled p17 which is the correct on on the agenda board docs is our official agenda the board pulled piece 17 the termination of employee so everything else was voted on and approved and we pulled piece 17 for executive session my opinion i believe we are good it sounds like we're good if that's what we did then yes i i will make a motion to uh retire into an executive session to consider item 17 termination of employee for executive session second okay that will work can i add something to executive session well we don't have we we need to vote on the motions business or sorry yeah we're not yet we're not there yet guys sorry isn't it going like that i just wanted i just wanted to clarify this before we moved on so okay so we're good we're going to go by what is on aboard docks which is our official agenda okay uh roll call now there is no resolution because that's pulled for executive no unless i made a motion to go into executive strength i got it i got it i got to say out of order because we still haven't done new business yet oh i'm sorry not that i don't want to go to executive session but okay i will draw mine is there any new business on the floor i have one yes okay through you mr president mr daily the board of direct um the delegates assembly will meet again in may of 2022 so it would be the recommendation of this board to um to submit a resolution saying to recommend that we pull out the money for national school boards association so we have some time to write it right so i think that's what we should think about in january is sending that down as well so that it's may i looked it up on the calendar sounds good to me okay and also uh mr mr president may i just take a moment i i forgot to thank mr kasper for his board membership i'm sorry um that i omitted that before thank you for your county work you worked on unsung heroes last year you were vice president of the new jersey school boards association you got your certification and you were an active member and a valued member at the county level so thank you very much and also on the state frank for some reason always was able to get the motion in on the state level as well so he's on the docket that way so thank you frank good luck to you okay so now mr president i will yeah new business new business okay uh through youtube superintendent i have two things one thing is there is an individual this whole season uh during sports that showed up to every single event took photos never asked for anything did it on his own shared it with the booster club shared it online and i'd like to i guess make a recommendation to put a resolution together for mr stephen cohen who i think has done an incredible job not only this season but past seasons he doesn't work for the district he does it on his own posts on facebook gives it to the booster clubs does everything he can and never asks for a penny whether no matter what the weather is so i think that's the least we can do and the second thing is um you know the football team did did well the soccer team did well track other sports i think we need to find a way to try to start a new tradition in the city whether the giants want to do a parade or not do a parade maybe to work with the council on doing an all sports parade to celebrate all of our accomplishments in the district on the sports side and by sports side i even maybe even clubs as well mechanical mustangs they're doing phenomenal others doing phenomenal to show the appreciation and really not just give certificates to people up at these days but also you know be proud of them officially and publicly so thank you all right any other new business yes ms belchon i would just like to uh be able to talk an executive session about open claims uh insurance claims that are currently going on in the district we'll add that to executive session that's a attorney-client privilege all right now mr daly make a motion to go into executive sessions to discuss the items that were outlined by ms beltran as well as uh p17 termination of employee that's posted on our board jacques addenda second okay it was a motion by mr daley second by mr abu drabbo um the board may or may not take action may or may not take action when we resume um and we're going to ask the board to stay here for executive session and ask the public when we go into executive session if you wouldn't mind uh vacating the room um so motion for executive session roll call please mr abhidravo yes miss basford yes ms beltran yes mr canova yes mr daley yes dr danny yes vice president casper yes president smith yes uh yeah i'm sorry executive session should uh take about i'm gonna say 20 minutes it'll be longer oh we'll be longer i'm sorry because i expect questions okay so 45 minutes that fair okay the board will try and be back from executive session in 45 minutes we'll take a five minute bathroom break and uh we'll resume thank you public for uh for leaving and it prevents us from having to move thank you

of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay there's uh in the opening items there's one item on there for an addition to the agenda i would make a motion to separate principal contractor drills into individual agenda items okay there's a motion four and that individual item is eight charlie we're gonna look on the agenda item and motion to separate i'll go ahead a second and uh do you have something for everybody wanting to do for this okay so come on everyone on computer for this uh the motion does not pass one to five so the agenda will stay as it is move on to consent agenda commons discussions on consent agenda that's a i see there's a generous donation to the girls learning center that's pretty awesome yes thank you for the titus it's just a grant that promotes again a number of different things in education it's one of those that came across an email we received one last year from them uh to help out with uh like for example items related to coated whether it be masks or cleaning supplies and so on so forth this year we uh we addressed it towards the early learning center so yes all right thanks i'll send them a thank you as well i'll move to approve the consent agenda as presented all those okay motion passes 5-1 move on to public comments section for public comments this evening okay so i am reaching out to you guys as a parent of somebody a child who is enrolled in the early learning center i'm here not just representing myself and my vision and daughter but also numerous parents that have reached out to me as well as staff members that are currently still there and staff members that were there between the opening and now um i wanted to bring some matters to your attention regarding the safety of our children who have attended or are currently intending although i've spoken to the director as well as mr marshall here i've seen things kind of degrade i wrote to mr marshall on october 8th about 24 safety concerns 21 of over safety three of them were admin building the app things like that he did write back and said that he would review those with haley however 11 days later i received a response and it just didn't really address all of them said that some of them were getting addressed she talked to some of the staff members but nothing completely those issues included blistering diaper rashes lack of diaper cream or rash ointment use skipped feedings uh only offering one feeding over an eight period eight hour period which happened numerous times to numerous children it wasn't just me as a crazy mom um and i have in there some conversations from parents asking if their children were fed i know it's tricky keeping track of stuff on the app but if the parents asking again and again and again then probably experience where their child was not fed regularly i know in my experience i sent three bottles eight hours later two bottles came home with me the refrigerator previously warmed up melt the side doors being unlocked all day i was told they'd only be unlocked during pickup and drop-off hours they're unlocked all day open food and drink containers accessible to the children their staff members drinks time drinks things like that no identification checks teachers leaving children unattended a couple times and then lack of communication appearance on the rsv and the copa exposures that happen although these issues are dangerous uh it's now come to my attention that children are being injured regularly while at the daycare over the last few months i have several photos and even more stories from other parents about children getting bit to the point of blistering or drawing blood although this might be a fighting is a behavioral issue but it's easily to guide and redirect it's not just because a kid's a bad kid that's a training issue for staff members but it's easy enough to teach them and if it's not taken seriously it can lead to a plethora of health issues um with the bacteria that's in human saliva as well as blood transmitted diseases currently there's no consistency in procedures being followed by staff or parents regarding the biting kids that fight are still there all day they come back the next day one parent was not informed that her child was injured and only found out about it when she brought her children her child home and stripped him down for bedtime i had some pictures through pundit c and d and then two weeks ago it came to my attention that two young children were found in the parking lot between the elementary school and the courthouse and the two children were found and brought back into the daycare and from my sources uh that parent was not told until the following day i don't think i need to reiterate how dangerous it is for having two-year-olds running around in a parking lot i not only moved to burlington for the school district but for the community i lived in colorado springs code hit i wanted a change of life and a sense of community so i came here because i was told the school district was great i eagerly enrolled my daughter into the learning center after hearing about their blind curriculum and being a new building with the hopes of finding a community to ensure my child's success as well as her safety due to these serious issues i've chosen to pull my daughter out and attempt to find other daycare options countless parents are pulling their children out and attempting to find daycare options and some are unable to pull out their children because there's so few options in town this learning center is a necessity for our community and it's critical that our children's safety is taken seriously a teacher took the issues to the superintendent and was told children get hurt it happens she was terminated after that when she reached out to the state a few teachers have quit after their concerns were swept under the rug a mother is afraid to make comments and she's afraid of retaliation from the school district another mother mother whose child was significantly bitten to the marks of leaving bloodless blisters and bite marks took the matter to the superintendent and was told that he could not guarantee her child's safety so my question to you guys is if you can't guarantee my child's safety what are you doing and that's all i have i just wanted it to be addressed and on record so that if something did happen thank you very no much this is my sister-in-law in the back she's currently watching my daughter so thank you guys so much okay we'll move on to communications you have a number of communications uh that are in your your packet we also have one additional uh one that came in just today michelle as well as the ones that you have noted a lot of people are very very happy again with the option that we come up with for premium pay and very thankful also for the staff appreciation gifts last week or last month in november so again a lot of nice responses move on to administrative reports starting with elementary bes report questions or comments or anything from nova the blue got fully installed this last week they came down and trained us on how to get that thing going and kathy's been using it and the kids are letting in so uh we thank you for letting us get that piece of equipment next time you guys are out on tour we'll have to fire it up because it's pretty fun so courtney was there when we did the training and i could see a lot of different uses for that so is i love that you came here wearing the camera i thought about changing then i was helping you do some math and work at my house am i gonna have time to change the house another questions or comments move on to the middle school report they are the music vocal concert uh both him and mr reed are there as well if you have any questions they may be here depending upon the length of the meeting all good information there anything um if you might have even seen uh i think there might have been a twitter message out i think matt spring was the grinch at the middle school right here that was cool and uh mr watkins mr reed both ended up with pies in the face due to a great generous donation for block the door that occurred for god's storehouse an incredible amount of you know canned goods and food i was just going to add on that on the food drive one of the most significant ones we've had we had over 1200 in cash donations from our student body faculty plus over a thousand items so that will get delivered tomorrow i will say matt did scare the heck out of my daughter no she just was walking down the hallway looking down and came around the corner and she said where was the grinch and the other very professional jeff jenny anderson trap club are there two participants or how many people were signed up like actively doing that now we have we had 14 sign up initially i think in the first practice there were nine yeah and it's just kind of kind of and they kind of held off they really talked like we're going to try to hit it on the spring bring them that's what the actual state competitions are so we're looking to come back ammunition has been a big so it was like he was trying to get both and then there were other i mean there were so many things okay we'll move on special education report i'll just comment the staffing although we've had a couple wires um remains that's what we talk about every every month yeah so we've got at least two this one started one starting after the first of the year but we're interviewing everybody that comes in and trying to stay on top of it technology report and doug is with little kids wrestling the rec tournament is happening tonight so there's a lot happening at the high school with the band vocal middle school high school and little kids wreck wrestling so he said if you have anything please let me know and i'll be happy to share it with him and he can we can respond back to you for december report okay remember we do have a linkage meeting with our recent graduates that's going to be the monday january 3rd date instead of the regular january 10th board meeting we'll do that about 5 45 we'll have dinner here and we'll start about six o'clock and so just in case they end up leaving to go back to college um we'll get a chance to meet with them and so um that will be monday january 3rd we recently have some really good news from the state we received some awards from the kansas can recognition program and again we have a bronze star recognition for post-secondary success nice brand certificate here a copper star for academically prepared for post-secondary and then also a bronze star for high school graduation and we received some deeds in the past and this is kind of taking the place of if you remember the standard of excellences that occurred in buildings in the past we even have a middle school gym still has some of those standards of excellences listed in there we're going to work on hopefully this summer getting our middle school gym painted to take those off the walls because it's a it's an old program that the state no longer recognizes so again these awards are a reflection on an entire district and our staff our students and our families just a wonderful community that we have here so everybody should rejoice and be thankful and very very proud of those awards i want to review health and absence guidelines real quick very very small i guess adjustment potentially that you guys could look at we received information from lindsay payer and dr sawyer that we can decrease the quarantine for close contact to seven days as long as they are asymptomatic engine and managing testing and masking so again going from instead of ten days goes to seven days i think christie's pulling that up real quick on the so again we'd be following kdhe and um coffee county health department guidelines if we go this direction i don't know if you guys have any questions or comments a lot of places move in that direction right now and the numbers are there 10 and 11 as what they say now yeah i will just say well we have money in the county uh covington in the county uh we're still less than like some of the counties surrounding us so we've actually decreased a little versus the counties around us have increased a little bit so we're constantly watching that possibly i will save this uh there's some information from laurie coming into in october we had 50 staffing students that were tested five tested positive at school antigen testing and four of those were in quarantine testing again due to home contacts november 90 staff and students anagen tested 10 tested positive at school antigen testing five of those doing quarantine testing due to home contacts and then i'm going to actually do some december information just changed so they just got an update from her today so um before today there were 14 staff for students who have tested as of uh 11th of december at this point no one had tested positive at school antigen testing but today we did have an additional 14 students that tested this mornings that brought a total or total of 28 for december and we had one positive this morning so student was placing quarantine due to being a classroom contact so anyway overall i mean our health our health numbers are tremendous we were very very fortunate so i'm very appreciative of lori herman and all of our health staff all throughout the coffee county health department dr sawyer and everybody at coffee health systems that are helping us out as well as the pharmacy auburn pharmacy and other places we're just very fortunate to have a lot of really good people helping us out so i don't know if you want if we want to take a like make a motion and vote on this adjusted health and absence guideline we can if we just want to continue it with this adjustment as our crack i mean it's up to you i don't think we haven't voted on it before on any of our adjustments yes and i kind of think that's what we've said is okay and then the last item i have um uh sean miner's here mr sean myers from meridian roofing they have worked on our actually our high school roof project a summer ago and then this this summer and into the fall on our middle school roof project we've been in touch we've been in touch with sean throughout the project as well as clark clark simpson and i can call part tonight on the phone he's available by phone if you have any questions for him basically over this project over the time frame of this project i think we've dealt with material issues as far as getting materials here material pricing we dealt with transportation and shipping and freight on materials and so on so forth with that being said i want to turn it over to sean he has some information he'd like to share with you about the middle school project and then just uh to discuss the you know the potential of maybe working with our contingency amount that we have again we did not use any contingency funds on this project at all which was tremendous and that was a twenty thousand dollar amount to maybe help out with the increased costs and increased costs that we've had with this project so sean i'll turn it over to you okay um thank you for letting me talk this is kind of an unusual situation for me i've never been in this situation to have to come back to a customer like this but this year's presented some challenges and we did this project back in march normally pricing doesn't fluctuate that much but we've been getting hit almost every every other week on some items and then every month on some others so whereas like the high school roof everything worked out fine no problem this one this one we're taking kind of a hit and i just want to come and feel like a better term just looking for some help maybe from the district to help offsets on this cost there were some other things that went wrong with this one that we're going to address um that also kind of compounded things for us with that swim blown through is there any insurance [Music] we elected to not go that route because our insurance was going to go back on you guys so we just we had stovers come in and do the restoration we paid them just this week and then we just covered the cost of the damage that ceiling tire they picked up our panels and threw them all over the place it damaged the roof that we put on we had to tear that up we just will take care of that labor just the way it is but what i'm really looking for help on is just the materials that have just escalated out of control moving forward with districts just so you guys know a lot of bids that are coming out right now they're having contractors submit an actual like quote from our suppliers so that you can see okay it costs this much this time well then next summer that might be 40 more so then you can submit a quote at that time to the school districts and we're also putting in buffers now for i mean i just did one that i just threw 30 materials all right it's an arbitrary number i didn't know what else to do but project's not going to happen until the summer of next year so those are the things that we're doing moving forward unfortunately with this one have been out earlier this year we had no idea that this was going to happen so i guess that's that's all i want to be having questions for you so i appreciate you coming so i have a couple questions for you so you bid this in march is that right and then so when you purchase your materials from march or you wait and kill the project so the material for purchase and this goes what craig was talking about with um this year we're having a real problem getting materials here so even though we put in the order but normally would have taken four weeks or even six it took months for us to get like i didn't get the metal roofing material and i ordered it after we submitted the submittals to clark and we put in the order i didn't get it until the end of summer it was like september around that time through that they won't hold the pricing so they they're telling us that they're just gonna whatever that time when we ship it when it leaves the dock that's gonna be the price i guess i kind of understand the price increase i'm still i'm struggling with the fact that in fact if you purchase the material yeah and although the vendor could not get you the material that they're not going to hold their price and they're just going to increase their price they're going to say because xyz i believe but how do i how can i verify that you're not just gonna call just a little bit and say hey sir give me this extra for this how do i know that all of that truly happened like that i could provide order sheets from our suppliers that show the time that i ordered it to maybe when we actually got it on site i can i mean i can provide whatever i can that is something i i would like to see because i you know and i just went through this with another vendor on my personal side and they said i ordered it they didn't order for five months and then also the pressure left and i was like oh okay so and then then we couldn't get it so yeah so i hear what you're saying yeah from from our standpoint we're putting in orders as quickly as we get them even sometimes before we get a contract right now because of this problem um i mean if you guys had your bid out right now and you said hey let's do the middle school roof you're not getting it for a year even if i put in the order right now and you're going to pass yourself to cover some information with you in the document that shawn shared with me some some information regarding purchasing uh and price increases and according to clark simpson also our our architect with gibson mancini carmichael nelson clark and sean are both reiterating that roofing costs for example getting this done this year was a huge benefit to the district because it could be anywhere from 15 to a 40 increase so take 750 5 000 project and add 50 year roofs again so that's good news for us and we did get help from from uh we had to change some of the scope of work that clark had had put out to different materials so that we could even get it yeah so they they were great with working on that and again i've never been in this population i don't know what i don't know what to provide you if you ask me for it i'm gonna get you it um whatever i need to do i guess i don't know why you could do just a little bit what we talked about says okay you did this in march show me that you ordered this in march or april or whatever and provide those to create and you know you didn't order this in september when you get right right and then you know so and then i mean if you can provide that to craig i mean i guess i'm okay with providing these contingency allowance so yeah i would feel that same way when you're talking 15 to 40 percent increase this is like 1.8 so it's not even one word but yeah i understand has a question like this or has this ever happened with our board before if it was i would like to know what the board's recommendation was at that time i yeah overall has just caused it to be crazy everywhere i mean so we experience that hospital in lots of places the prices are fluctuating today well like i said in the letter um i've been doing this for almost 20 years not never never experienced anything like this so what's the dollar figure of help you're asking for well i'm really asking for anything the spreadsheet as you can see it's 49 000 difference that i'm eating right now there was a 20 000 allowance in the contract for the contingency that and i will say this i'm sorry go ahead oh i said we have the contingency if you know we can get those documents like james asks okay uh i will say meridian has been terrific to work with on both projects as well as taking care of storm damage in a very very timely manner um again their their people have been really good nice they've been good to work with and we're pleased we're pleased with them and they were originally with the original bidding process that we did back in march they were 80 000 low on the project to start with so um having said that it sounds like from what your direction you're giving me is to maybe get those submittals to show that they did put in those orders in that timely manner march april and if that happens then we will go ahead and do the contingency twenty thousand dollars to them for this you see the documents before you write the check sure okay sean can you get those to me yeah sooner the better yes so so what you're proposing so i'm proposing 20 000 but we're going to get the documents and the ambers we're all going to look at them separately as you send them out to us and say yeah nate and then you write him a check that will be fine um whatever the board is whatever the board's wishes are yeah i'm on board with seeing the documents and understanding that this time frames happened right okay i'll send them to you friday on a friday note scenario and and then i will give her about i'll talk with you as needed and we'll work on getting that taken care of so every time we step out and do something new we're set at presents so remember that when you left how in dire straits are we on this roofing job i mean is the roof falling apart do we have time just thinking ahead if we decided not to do it the project actually started late may early june somewhere in that neighborhood if i remember correction yeah i think i think yeah we felt like moving forward with the roof even though it was going to i talked to a number of contact construction people and contractors said you're not going to get this price again on this roof you need to take it away you can't you may be inconvenienced a little bit but again 15 to 40 on 755 000 roof that takes you into the millions you know it makes you into the million dollar range possibly so we felt like we needed to do that financially speaking so we use our money for other things so are the ruts fixed in the back of them and then we're going to give the district credit for the other damaged concrete circumstances all right and that's all i have okay move on to board member items any more reports any information like sure well i'd like to bring up i didn't add it to the agenda but i would like to talk about once again about the video taping or i don't want to say live streaming of ball games so i've got a lot of community requests about you know is i think you guys can't live stream i said well we talked about it once but we decided not to but it seems like it's increasing at least weekly that i'm getting people asked and then you know i gave them some reasons why maybe not but i think we need to revisit that and uh i had someone ask as well isn't there a way we can like have people pay yes i mean can't we have a payday view that's what i do yeah i'm going to ask dave to join in on the topic so again if you remember i think i shared with you in maybe october one of the friday notes in october about we as administration directors got together and talked about this and and we talked about the pros and the cons so if you're live streaming again people at home can't stay at home and watch and then of course they're not paying a fee to come in you know an admission fee and it does hurt you know gait for high school especially high school activities um you do run into scenarios too of okay if you go to a pay-per-view piece which you can do a pay-per-view and i'll let uh i'll let dave talk a little bit more about that but it becomes it does become a challenge when you're asking people to pay for something and let's say they have i know this is an extreme let's say they have a dial-up modem for internet connectivity and they don't get a connection there so then all of a sudden grandma in florida has got her dial up internet connection and she's not seeing what she's paid for and she's going to want to be refund refunded her universe you want somebody to refund it so there is therein lies those issues that we deal with we all of a sudden i guess they were like espn now and we're trying to provide video services uh dave before to turn and i really didn't think anything about this so much when we talked about now you know it's okay but i literally had three people in a row three people not related whatsoever and says i need this so the grandparents could watch and they live three states away and i was like oh i never thought about that i oh i thought about oh they're not going to go to the gate you know we're not going to make anyone but these people want to see and then they're saying they're we're going to other schools and those people are live streaming and the grandparents are calling into those and that's the only time you get to what you're granted that hurts so i had a grandparent ask me too um i guess one of the things that we also talked about is especially for grandparents or family members and i'm going to address basketball football volleyball uses it um we use hubble as our video platform our coaches allow our kids access to their once the game is loaded into the huddle system it's in the library they give kids that access once those kids have access to that game that they can share so they can share that game or show that link to grandma and grandpa in california it's not live it's still the game that's on so we actually have that capability right now so what's the reason we stopped just because okay now the school's open and nobody has to wear a mask or whatever one that's that's one of one of the reasons another reason is what credit we can have and it happened last year during the code epidemic i got a call said i can't see it it's not streaming well actually my parents can't see it they can't see it i said worse i pulled it up on my phone so it's an issue on their connection side so it could be their internet provider it could just be something within their computer whatever so you have those technical issues that we can't address because we're not even on our side the other issue that comes i guess from is staffing and i'm going to call it title 9 i don't know it would be title 9 but once you start you really need i guess we're right we've got to do it all we don't only have to do basketball we're going to do seven nights in wrestling how are we doing baseball how are we doing softball how are we doing track how we're doing football how we doing across country it opens that huge pandora's box that we've got to figure out a way to stream all this and staff it to be an illustrator are we a district that can't figure that out we can't we they're doing tick tock videos all the time and then you might as well start doing them but part part of that too i understand what you're saying but part of that too again you have to remember that we have a lot of kids involved in a lot of different activities so they may be wrestling or you know cross-country or yeah you get the idea of basketball so back to the james's question yet can we do it we can do it we've done it before and but part of that problem is now okay we we've done it once so now people expect it yeah what size can you send out [Music] or they're using nfhs which is the pixel last year nfhs oversold they had more video cameras and that's that's nationwide because it's the national high school federation there were people paying 70 for their membership and never getting gained because their server was overloaded they had too much coming in so they didn't deal with it exactly what i agreed a little bit what selena said you put a disclaimer out there for that it says they'll get on there but i just say that i think that the administrators put your heads together and figure out if it's basketball somebody from basketball needs to be able to do that but you say you're you're already you're already doing hugs so you're already doing for those things yes but so i'm just saying somebody's already doing that it's it's within the system because the camera's mounted they're on the wall yeah basketball basketball is the least least word wrestling if you do it so you can have a high camera feeding wrestling but now you've got four mats and you've got little stick people what they're gonna look like on that bench we had nine the other night you can cover all the mats in the gym but now you're also going to have to have ipads along every other mac in the wrestling room because we don't have a pedal camera there to cover those mats and that extra is it doable yes my issue is the parents that our parents grandparents that are coming now how do we also figure out those parents grandparents whatever they want to see baseball they want to see softball they want to see someone throw the jab on and how do we get covered i mean coverage with wireless connection out in the middle of our practice field that's going to be i mean doable gas so those huddle videos you said that students can share them correct so why and we all know how well high school students share things so why don't we just put that on our website because then you have to have access it's a protected system so when if if you're justin logan's basketball player he gives you access to that library now you can't actually share that you can't have a comment can we just have a common one where it's like hey here's last night's basketball game check it out to just a generic login so what's our expense that cost to pay people to do it to find what you know like you're what people talked about having people pay and see it right what is the real expense the cost of labor the cost of labor and finding those workers right right but not up not live stream does not cost us like we already pay for internet a lot so there's no feeling like if i'm paying to watch the game i'm asking you there's gonna be a software there has to be a software that you think [Music] and i don't know if courtney can answer that and probably i don't know that we have a license with youtube to have that fee but that was also from the indoor sports correct correct yeah indoor sports we live streamed it to youtube for no cost except for we paid for it and we have to pay for a hubble subscription right but you're doing that right correct that's causing the cost maybe i'm being do something yeah but so if you were to say wrestling if you put a camera in the corner of the gym and look over all the wrestling mats and you hook that camera to youtube they're watching the thing live and they may not zero in on their grandson but they're gonna pick them out of the crowd over there and say hey that's my grandson i don't know i don't know because last year i tried to watch when we had a burlington duel here our former neighbor kid was wrestling for silverlake and i had the thing up on my deal and it was just like i was like trying to guess which match he was i couldn't tell who any of them were carter i mean you know like i so i feel like definitely if you have a one camera thing no way because like that thing you could like they all look the same with those suits to me you know they have those things on their heads yeah in our in our tournament that we didn't say yeah this was my favorite table here yeah right there just last year i couldn't tell but yeah then every distance throw every jumper every yeah and that's my fear is you open it you should i mean i feel like you should cover it all and that's that's where it gets real nice sounds like a full-time broadcast you're going to say maybe well i was going to finish what i was saying um every year at state tournament you can go into the software website and it's developed where you find your kid what bracket he's in what maddie's going to be on you click on that and that there's an ipad on that table i mean it wouldn't be hard we've already got laptops at each table we've got wi-fi in the buildings how can we just set the system up like that um and that's pretty much the same with all the indoor sports the outdoor sports is where you're gonna get complicated um but i think that's the big deal for wrestling and basketball is just you know set up something with a wide angle yeah to where you're going to see it so you have an ipad next to the computer yeah it just sits on the score it sits yeah mike said wrestling basketball football one that's when we have the camera mounted that will be taken care of it's volleyball creates an issue because depending on which court varsity at your university you're going to be filming both courts and you're not going to have a good view of either one so that creates an issue with volleyball cross capturing so i brought this up now it might get complicated but maybe it is complicated but uh i think my administrator got enough smarts to try to figure out something if you can't then bring it back and say there's a way we can do it so one thing we talked about and i shared with you i think back in october when we were discussing this and whether we to live stream or not live stream as you can tell there's a lot more than just hey there's a camera watch and and when you throw in pay-per-view people are expecting a return for their investment and they want they want they want to see the game if you're charging them twenty dollars a game you know to watch but also too we talked about if we are limiting attendance at an event we will livestream so for example the veterans day program we did a live stream for veterans day program because we limited attendance that not everybody could come in we just felt like that was happening during the school day with that happening during the school day we wanted to take health safety precautions and into consideration for all of our students and our staff so that was the reason that we live streamed the cert against certain events when you limit attendance and then we say because we're not limiting attendance right now for basketball wrestling volleyball football that type of thing and that's your choice to attend then again we just we decided not to live stream those events it sounds it might be catching from you guys you guys would like to have us dive in more so into this and see if there's a way we can provide this yes i'm i think it should be live stream and i also think that we should not charge people because that is our out if it messes up and doesn't work oh well i mean you know it did it's happened right you're a corner like we try get messed up battery died whatever i don't know we're not about anything you know well and i would put that in your left your list or question that you send out you know since you've been live streaming have you seen a drop in how much has it affected your ticket sales you know whatever i mean have that that's part of your we don't have to worry about it i don't think firmware has to worry about i don't think i think it'll be your people who are far away mr watkins might feel a little differently because that helps [Music] because again funding we do we try not to use this we try to use as little as possible from our general fund to fund certain things like for example he ends up paying for gate receipts official costs workers all basic event event issues i try to do something a lot better what might help you is if you don't charge people but you give them the option to donate fortnite we charge more to get in or come ask us for money i mean we you know we're really happy about it i mean i don't know if we never said no yeah the unfortunate thing with dave is we're dictated by the league but outside [Music] and it's pretty quiet because i was under it and you can't even hear it come down i was like ooh the first yeah friday night i did have one of the officials saying it's bigger than anderson county so i'm gonna go live i think he's broken no it was nice okay any other member items if not we'll move on to contracts approvals appointments for drivers educational fees correct and here's some information uh that i'm sharing with you in preparation for next year's driver's education program there are a number of districts that again that do not offer driver's education program so we're very fortunate to have that be the case here i shared with you some information again in that public context one thing and this this will not be voted on this will be something we have to go through negotiations we're probably going to have to look at improving our driver education hourly pay for our instructors uh christie and i did some research into not only league schools but also throughout the state what what people are paying driver's ed teachers and we're so far behind guys 22.50 is currently the amount it said pay at same pay as a summer school that we pay summer school instructors we are so far behind guys it's not even it's not even funny league schools are paying 25 25 an hour or more and if you look at the ksbe site when we looked at that information we saw anywhere i'm going to say from 25 to 50 an hour um it's part of the negotiated agreement but for what we're doing tonight we're approving the fee structure and i i'm fearful in talking with mr reed mr watkins both we we will only right now have one driver's head teacher for next year because two people most likely will not what one person is going to teach elsewhere for 35 an hour in another district and this is that i mean it's just it's a special mental commitment right so having said that we're probably going to have to look to increase that amount but again we're not voting on that tonight just want to make sure you understand that what we're looking at doing is setting our feed rates for in resident student resident students as well as non-resident students and um but i just want to make you guys aware of that i know for me personally i'm first and my son and my daughter had to go to salina to do driver's education because mcpherson school district got rid of the driver's head program so we had to make a 30 minute plus trip throughout you know the times that they needed to be this if we don't keep our driver's ed program growing him going here we could end up having parents that have to go to ottawa topeka emporia kansas city for driver's education so we probably want to try to do that to me as much as possible as much as we can to make that happen for local drivers education if we improve our fee structure you know salary structure for um for driver's head teachers we may be able to keep that going do we get a lot of non-residents um last year i don't think we had a single one we did not have a single one i think we've had a few in the past couple of years so again the fee structure set up is what we're looking at i'm sorry it's a 300 i think for non-residents yeah yeah i don't think the negotiator negotiations i don't think that well again it'll be something we'll bring up at negotiations i would hope that they would be happy that we're looking to pay our staff more that are interested in doing this so other ques other questions or comments about this information regarding driver's education reimbursed we didn't yes and that is was it 122.

[Applause] for the district jail award um he was nominated by a staff member so i will read what she wrote i would like the nomination tomorrow for the gym award he went out of his way helped me achieve my job and members of [Music] and the importance of it he has been truly remarkable and a part of a wonderful team mr demarco is the best director or boss i've had i cannot express to you in an email how much he has helped me out i so this month's report goes to mr demarco [Applause] [Music] [Applause] all right we're going to take a we're going to take a five minute break um it was just to give you a little bit of a refresher of what's in the audit yeah could you yeah i was going to say i don't know if they can hear yeah you don't know is that yeah thank you sorry um yeah so our the audit is actually comprised of two documents there is a large ground club and there is a smaller small management report um the large book which is your capper it's actually broken into four main sections and i just want to highlight a couple of those sections the first one's an introductory section it's a little bit smaller of a section it talks about a little bit of information about principles the uh information of the district a little bit about your consultants your advisors and that type of thing there's a large financial section which talks about all of our auditors opinions our financial statements and all of the notes that relate to those financial statements there is a third section which is labeled the js which is actually a really informative section it's called the statistical section it's 10 years comparative data it's a really good source of information it has 10 years comparable data of not only the district and its finances but it also has information about your enrollment your the uh town of foundry county somerset there's a lot of good information in that document and then lastly there's a single audit section which is talks about all the important requirements and your reporting for those the separate small book is our report to the board which details all of our comments suggestions recommendations and things we found during our while while that being said that's a very large document the biggest highlight of the document we only refer to is what we refer to as the audit schedule c1 that c1 is actually your budget it's a cross block of your budget it's about a um 14 page schedule that basically walks you through all of your finances and gets you to the end of the day when we say what is your financial picture so the district ended the year was just a little over 6.6 million dollars in what we call fund balances which is that is then broken into several different components of that money about 2.7 million is in a capital reserve which is set aside for future capital projects you have an additional 950 000 in a maintenance reserve um there's an additional 250 thousand eight sixty nine set aside as an emergency reserve then you have some additional excesses which have been utilized to support the twenty budget that you're in right now and that was about four hundred and eighty two thousand new this year in this number is an additional 260 thousand dollars which due to the accountants changing their formats we now were reporting their unemployment as card under a fund balance picture where previous years it was no longer was not included and then you have about 585 000 of encumbrances which are unpaid bills that carolyn specifically here leaving you with 1.3 million by 555 of what you refer to as your unassigned free balance so another few financial highlights about 3.3 million dollars worth of federal state and local grants went through the district in the during the school year of 2021 that there's still a large number of grants that are going through the districts now even more than usual as in you're getting all of your cares act money your sr funds there's going to be a lot of grant funding flowing through the local district and so we just want to be everyone to be aware of that um your food service fund actually has a fund balance of about 830 000 which is actually an increase of about 85 000 from last year that increase is contributing to largely the change in the federal funding of your lunch program all students are getting an old federal reimbursement on their lunches or before you've got portions of it or um a reduced lunch and or like so you actually know the state change that model of federal government um as for the management report we have a few recommendations in the report this year and i have them sort of there are five of them in the report but i've broken them into three different two groups because three of them go hand in hand together and the other two go together so there are five um one of the first three that are moved together really relate to the record-keeping um payroll agency we have some analysis of agency balances that need to be detailed um we've continued to make modifications and expenditures large number of adjustments are being made to the budget going on on a cycle meeting adopting the budget we're constantly changing that budget doing a lot of transfers so we have to work on making a better budget to begin with so that there's less adjustments and bank reconciliations also should be reviewed monthly you currently have your treasurer school monies whose does reconciliations independent of your business office but those recommendations on his bank reconciliations are a number of reconciling items that keep carrying month after month so we're just suggesting that he get cleaned up then the other two that sort of go together are the areas of transfers um there are two rules of transfers any budget transfer that's greater than 10 in any specific category requires county superintendent approval not all instances where those approvals obtained and then lastly related to your preschool education program there's a third level of oversight on that program alone any transfers or budget modifications you make the department of debt needs to be reviewed and see those transfers and those who aren't always obtained so you'll have to do a corrective action which um the district has ready for you to approve to go forward and now unlike most years what we also do is we try to put suggestions to management into our report or future things coming up to give everybody a heads up um one of them is a new standard once again i stand before the boards and tell them i'm going to change the numbers again this new one is actually in the area of leases it's actually a very lengthy complicated standard um it won't just be a simple reclassification it will be requiring the auditors to go in and review every piece in place that the district might have from not just from buses and copiers but we're talking now machines that you have for proper reporting um additionally as i said earlier there's a large number of federal funding that's coming through all of the coded funds and all of the um stimulus packages with that we are saying that there's going to be the likelihood of outside auditors in addition to myself coming in to do desk reviews um with all respects to those areas we are saying be very cautious when you spend document document document be careful of areas in german and ensure that those funds are being accounted for properly because we want the best reviewers to come in and ask you to return any of those phones and then lastly is in the area of lego contracts one of the areas of the hot topic on the town side not so much on the school side but if there was an area where um looking at compensated accesses payouts sick time and a number of towns were caught picking up a review of overpaying based on the change in state laws so our recommendation is to speak with your labor attorneys and have them move into your contracts just to make sure that you're in compliance so that if these states are distributing school levels they will be available and in good shape thank you again for the opportunity i'm glad we have any questions if anybody has any you mentioned you you mentioned an overall uh picture of how we were doing physically so you're in bridge you're in very good financials you have reserves you were able to put money aside and future projects future capital you put another 1.8 million dollars with your capital reserve so you are doing well um we found that's consistent with a lot of number of school districts that this year you will manage very well so even with change in personnel and everything the district still came out very financially strong yep [Music] where you can set that money aside for future things and do a lot of capital which you can do right on your own versus that you're able to put that money aside and use it to continue right for the um for lafayette because they came in at almost 700 per square foot which was like 3.7 million dollars on a projected project [Music] the first one has to do with some of the risks associated with the comments that you made specifically about uh budget accuracy and uh fund transfers so what are the implications if those things are not addressed uh for the district there are no implications it's really us following guidelines um the best that is to really look at those budgets and make sure that i mean that's really plans always change but when we see large number of transfers repeatedly makes us question did we have the way plans when we put them together i think we were putting districts we're putting we've seen this comment and a number of reports this year in them a lot of people will put a lot of districts putting budgets together that best way plans did not go as planned this year we were a lot of districts were implementing things on the fly and there were a number of changes so that kind of that transfers and those expenditures are much better than they have been last year this was a repeat comment from last year it was improved but there was still movement on this one so that's why we left the recommendation to leave it in okay going forward but this is a repeat from last year it's a much better than we were last year but not as not a complete correction and on the bank reconciliation side do you have an idea or can you share an idea of what the order of magnitude of the reconciling items in that balance was they are very small a lot of them come down to areas of void checks and that's what happens is those checks get voided by the system and that information is not communicated to your treasury monies and therefore he he's carrying them right as reconciling items because they're not matching up but they're mostly in the area of sale dated employee checks and then just a general question um for this report are we going to have access to uh either of the two reports don't usually yeah they are available in hardcover in the district and electronic great thank you and i'm available with any other questions when you have a chance to review [Music] didn't use as much likes or spending because our funds are getting um we're getting paid back from the government um how big of an issue is that this year would found recommend compared everywhere else um actually we do have to do an evaluation on the lunch program when we look at your life program to make sure that you're if you're not allowed to maintain in the lunch program fund anything greater than an average of three months expenditures so you take a look at your whole expenses for the year and if you had been greater than the allotment there would have been a comment in the report also they have over funding we are seeing this comment this was actually a reversal of what our thought process was going to be with the pandemic because we felt that we saw last year a large number of school districts food service dropping off drastically because we were serving lunches and worrying about it we were making sure every child was getting fed breakfast lunch we were delivering them during covid and then now the federal government realized that a lot of that's happening and the funds started to carry so we are seeing that this is a common one where they're capturing that number we do not know how long the sum this program may change the program to the summer seamless is what they're calling it and it's funded at a different rate how long will that summer seamless stay on until they revert back in which case then you'll have a different and not just partially due to the operations in the cafeteria also their operations are completely different student purchases lunches we're not seeing those revenues any longer what we're seeing in revenue is [Music] on that we did um somewhat of a high balance in there because we were going to buy all of the new uh cafeteria for the new cafeteria we were supposed to build in that box so obviously just [Music] a little bit so that you'll be able to capture some of those equipment because it can't and it continues to trend up or you could max out and then we'd be standing in front of you telling you the problem because you've maxed over so with the transfers this this report is from last night this is yeah we have the transfers at the beginning of this year stabilized yes thank you yes you did a large number when we were here during the audit over the summer there were a lot of changes being made to that budget which then stabilized it right so it's okay i'm i'm optimistic that that corrective action that didn't quite get completed last year will be completed by team for responsibility i think it's important to add throughout the world one of the things you're talking about transfers is money will be transferred out of county to account b and then later on we're going back from b back to a so we're hitting the same um you know just so you know going forward that you checked in those things and it also kind of ties with making sure when you're purchasing they're being paid for in the council which you originally intended to budget them for versus charging in one place and budgeting elsewhere and then playing catch-up is what was happening okay any other questions [Music] uh [Music] my name is i am the hiv coordinator for the school district a state requirement is for us to conduct uh hiv self assessments at each school and then report out at a board of ed meeting so each school conducts a self-assessment on their hiv practices um this is for the last school year 2020 the areas that each school reports on their eight core elements on their programs for students their training for staff other staff instruction ongoing instruction reporting investigation procedure and reporting overall okay each school each school does the assessment and the scores out of a possible 78 points the score for the high school was 76.

[Music] i'm wiley and i'm marlo and you're watching cat tv news today there will be a peer leadership outreach with all the freshmen all other students will have class meetings and you will be called to an assigned location by an announcement the bell schedule returns to normal starting at 5th period the national honor society has invited a new group of students to apply for next year grade point those who applied natural sciences is in the midst of an annual fundraiser that involves making natural reads and other items cat tv reporter sophia had the chance to talk to some of the students here she is with the interview hi i'm sophia and i'm here with natural sciences i'm rebecca and i'm tyler what are you guys doing in class today well for the past few weeks we've been making wreaths and like this one and grape blankets yup so these kinds you can lay on um like graves in the place of um flowers and so in the middle we're going to put bows we just haven't made those yet and then we also just do regular wreaths for people's houses for example this one's an eastern red cedar and some the different types of wreaths we do are there's 18 inch 12 inch there's decorated ones which you could have like uh like christmas tree like ornaments on there or like regular ones which we'll just have yep and there's a difference in thickness too because as you can see this one is kind of just like an amalgamation of wood pieces so it kind of gives it out like a little bit thicker whereas if you see on the side here this one's a lot like thinner but it's like on that angle and the different type of frames for the wreath is as he's shown this one is a like hey a wood chip one or there's a wired one and for the gray blankets um they're made right in the boathouse with just like they're just made um so if you're selling these uh how much does it go for and is it benefiting anyone um normally they're around like 30 to 20 dollars and the like it goes to like the ffa so like anyone who i'd like to call this uh governing board public hearing to to to notice this is a public meeting to review the changes in the budget for fiscal year 2021-22 and we'll just turn we have a full quorum here today a full board nobody is absent brenda will just turn time to you okay all right thank you governing board members okay i have a presentation to sit real close to that okay i'm short what can i say okay i have a presentation up on the screen for you and i also have a presentation for the board to follow as well as per arizona revised statute 15-905 e school districts that receive notice to revise the budget have to do so by note by december 15th blue ridge did receive notice that we had to revise the budget for maintenance and operation it indicated from ade that we have a deficit of one point five million one point one million five hundred and forty thousand nine hundred and forty five dollars that we have to reduce the m o budget by the unrestricted capital budget was we have a deficit of six thousand eight hundred and five dollars so because emino is over by more than one percent of the general budget limit we have to reduce that budget line item capital we don't have to but we're going to go ahead and reduce capital anyway since we're reducing emino so here are the changes that we've made on page seven of eight for the general budget limit you'll notice that up in the top right hand corner the version number has now been changed to revise budget number one the revenue control limit is now eleven million eight hundred and one thousand four hundred and eighty eight dollars and the primary reason for the revision is because of declining enrollment when we set the budget back in july we remember the budget is based upon current enrollment we didn't know how many kids were going to walk through that door so we estimated we're going to be looking at about two thousand kids right now we're looking at about seven hundred seventeen eighty so we had to reduce the budget by approximately three hundred students and also we didn't know at the time what the state was going to do in regards to transportation the state didn't know if they were going to hold us harmless to the 1920 transportation route miles or whether they were going to reduce us to the 2021 route miles the 1920 route miles showed that we had about 900 students that were transporting but because of covid we're only transporting about 550 students per day for the 2021 and also we also were only driving about 300 miles per day versus 1920 of about 2 1200 miles per day so because of that reason we're hoping that they were going to hold us harmless to the 1920.

we'll do it again good evening welcome everyone to december's chino valley unified school district's governing board meeting if you would let's stand and have a pledge of allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you i could have a motion to adopt tonight's city jim though please second all in favor thank you next we have call of the public i did not see any slips so we're gonna move right along item six is a public hearing let's make sure i have all of this right public hearing for the 2021 the 22 december budget division number one president i think we need to have a motion to go into the hearing and the motion to come out of the hearing you know that's what these notes down here online when papers say you are correct i'll make a motion to go to the public hearing thank ladies and gentlemen we do have a an opportunity to align ourselves i believe it's you could do it six times a year if you wanted to but we have to stop this alignment by may 15th that's the last time we get a chance so this is the district's opportunity to look at all the data especially student attendance and membership that has been kept since school open i think august 4th and that goes up and down right now we've got about 2415 students that comes down to or is was weighted down to 2215 students on the 30th of november that was the number that i took since then that's changed from day to day because we do virtual student uploads with our adms system i saw one in christopher's office two weeks ago at 2200 not 22.15 but 22.22 so that does go up and down those adm numbers and until the end of today is my understanding uh we are supposed to come as close as we can to ade's numbers so there's no surprises come the 100th day which i believe is in march of 2022.

because i get to have fun and spread positivity throughout my community what i like about being on the warrior news is that i you know can learn stuff along the way and learn new things with my friends on the news team what i also like is that this is going to help me in the future with sports journalism because you know reading scripts and you know making videos off of them is really helpful for me all right so thank you for your time and i can't wait to be back at school [Music] i'm sorry very good you guys this uh this work that you're doing has been it's really brought like i lance was let's give lance around applause i'm gonna read exactly what was said about lance i thought i thought it was worth reading uh lance is the best of what it means to be a big hollow warrior in addition to coming to class each day ready to learn leading small group discussions and offering to share his ideas during whole class discussions he spends his time during breaks and after class to make big hollow a better environment for all of us he routinely stays after to clean his classmates mess on two separate occasions he noticed graffiti in the bathroom and asked for for a time to clean it when perform when informed that it's not his responsibility to do that he tells us that it's the right thing to do his daily display of empathy is truly an act of courage mr buckwalter so that's a pretty good testament to you and your family can we get a picture here thank you lance [Applause] and then mrs olney can you come on up congratulations mrs olney and greta can i have you come up and uh do you mind first of all let's give miss only a round of applause miss adam's uh recommended gret or recommendedness only so i'm share well she got the primary building together to support mrs servant and if you've ever had to do anything for with a bunch of teachers we are not the easiest crew to organize and get something done so aaron took care of making sure that we were very supportive and got ourselves together and they actually looked like we looked like a collective unit so good job aaron aaron uh really took it upon herself to help a staff member who's in uh going through a challenging time and it's really what makes big hall a pretty special place that you have people that support each other and care for each other outside of our daily activities at school so we appreciate it and this is very very well deserved for this month so thank you very much aaron get a picture thank you and sorry to make you wait all again all right item eight board member code of conduct gary i will strive to keep my board focused on its primary work of clarifying the district's purpose direction and goals and monitoring district performance all right does anybody have any questions on the consent agenda nope okay please have a motion to approve the consent agenda potion second very vivian yes peter yes yes we have any public comments no superintendent's report mr gold all right i'm gonna i'm gonna be a little bit brief since we ran late so far tonight um the covid impact update i wanted to share i'm just going to go through a few things real quick we're at the midpoint of the school year and uh i want to hit a few important topics we've been dealing with first of all masks is a big issue but in the community and actually in the state not necessarily our community i would say all in all that has not been an issue with our with our students obviously we have uh there are some cases where uh we're dealing with it daily but not not a large issue for our administration at this time in our staff i think in the coming weeks it's going to be a challenge across the state and i just want to give you the heads up i don't see the masked mandate lifting after i was on a call with dr with the element department of public health this last friday with all superintendents in illinois and they did not give us any inclination that that was going to be lifted but i do see this is what i want to give you heads up on because it's going to put us in an awkward position at some point i do see some districts stemming mainly from downstate teaming together and probably jumping ship off the mandate i think they're thinking that they do in large numbers that there's not a lot that can be done so we're going to see how that plays out but you could see that coming and if that starts happening it's going to cause right now i don't have a lot of resistance in the community because we're under a mandate so it's just kind of we're all dealing with it if if if a large number of school districts across the state start ignoring the mandate there could be some pressure on our end to make some decisions so just so you know that's out there uh about six weeks ago i would have told you i thought maybe mid january early january we'd be able to like not require masks with all the cases in the last month i think that it's going to be harder to do sooner than i thought it would be so or at the time that i thought i would be able to to lift that off so that's that's kind of where masks are at right now the quarantines in our district have been minimal we're trying everything we can to keep kids in school that are kids who are not symptomatic we try we're trying to keep them in school so our nursing staff and our administration is doing a very good job of the buildings and uh so we we've had i would say our our quarantines are mainly because students are either tested positive for covert or they got a close contact at home that's got coveted they did acknowledge that the idph they did acknowledge that they're seeing very little evidence of conversion happening at school which that's the case we're seeing here is we have very very little evidence of students transferring covid to students or staff very very very mental we have maybe two situations this year that we can attribute to that the test to stay program has been really helpful to keep kids here we currently have 70 students testing voluntarily every week we have about 40 staff who are not vaccinated or also testing every week the idph is going to be releasing something but it's a slow process they're going to be releasing some new guidelines i think in january about letting us test to stay more individuals we're already experimenting with some things ourselves but there's probably new guidelines coming i i am concerned about our staff and that includes the whole staff across the board uh just there's an exhaustion level and and uh there's a lot going on um they're they're working very hard and i'm very appreciative of it um kids are doing really well i'm trying to get into a lot of classrooms and i'm really seeing it's just for the kids it's like like things haven't changed i mean they're doing really well in a lot of aspects there has been a you know with every school district it's been the transition was hard but i think it's getting better but our staff we're dealing with a lot of you know there's mental health issues there's learning gap issues um and just to deal with the transition you know through this pandemic but they're doing a great job with it but i just be remiss to say that you know there is some exhaustion that we're trying to find ways that we can kind of relieve stress across the district um you know the only you know on the call with the idph i would just tell you there's really no in-game plan yet which is kind of discouraging but there's just no in-game plan so we're just gonna have to uh you know right now we're just kind of rolling with it and uh things are functioning well right now we have 22 as of today i think we have 22 cases on campus of covid uh that's a pretty high number from where we've been usually we've been between zero and five uh and then the last few weeks we've really ticked up so 22 cases today is where we're at and we're just hoping to get through this week and not see anything too drastic and as long as we're not seeing transmission or conversion on campus then i think that we're doing everything we can we can't help what happens outside of school so if we start seeing a lot of conversion on campus then we got to really look at what we're doing here and see what we can do better but right now we're seeing very very little evidence all the kids we quarantine kids we do test to stay they're not coming back positive we've had like i said two situations that could possibly be drawn back to school that that we know of now there could be something slippery cracks but what i know of does anybody have any questions on that anything that's been stirring in your head about all the covet stuff and want to ask me about all right um custodial services update very briefly i just want to let you know we are in the process of uh i'm in the process of working with our cleaning company on getting out of the contract uh we're we've got one more year in their contracts uh they're not it's it's been poor performance um and uh this is the third cleaning company in my seven years here and and we haven't been satisfied with any one of them so i think we're talking the building grounds committee we're at the point where we want to try to take over our own cleaning so that's going to require hiring our own custodial staff nighttime employees and going into next year so i'm working with the current company on just on getting out of that contract and we're going to look at transition and i'll work through the building grounds committee on that process too so i just want to make the whole board aware though any questions on that one so we would start that next year yes and then how many custodians were you looking to hide i don't have that number for sure yet that's part of the uh process but i i'm gonna say anywhere between six and eight probably to get both buildings cleaned every night right now they're sending maybe four and uh it's not doing it there's just no way that's not what they they're not able to meet the requirements of the bid because with four people they're not able to do that four people total for all three bills wow four people a night is what i think we're getting and i'm not sure the four people i'm pretty sure they're not even eight hours so it's just there's just no way to do what we need to get done every night with what they're sending us so we got some tough negotiations coming up because i'm still paying uh i'm trying to negotiate lowering the bill because we're not getting all of our requirements met we've had to add a few requirements because of covid stuff so they've kind of justified it that way but we're going to have to work on that coming up so discussion on the recent recurring issue recent and recurring issues with the fire sprinkler systems this was asked to be put on the agenda we had an issue last week at the prime at the elementary building again um with a what's what happens is our sprinkler heads will freeze and here's the two issues and i we did i did meet with uh someone from the fire department today to talk about it as well but we've got the way that built when the buildings were built there's four foot overhangs i'll be brief on this but there's four foot overhangs on each building and with the with a four foot overhang you have to have a sprinkler out outs out under the eave so those are the sprinklers that get cold and uh they'll freeze the other issue is that the way it was designed usually a sprinkler head would be the pipe would come in and the sprinkler the pipe would go up and the sprinkler had to be at the top ours are designed and it's it's a little weird but the pipe comes in i looked at it today over at the other building the pipe comes in and then it kind of elbows around and then it goes down and the sprinkler heads down so condens even if we do drain the lines which we are changing some things on that when you drain the lines you're still there's still water that's going to condensation that's going to get in those pipes and when there's freezing and cold and there's condensation gets in there and it gets down on that head and it's in the eve and that kind of it gets water down there and it freezes and blows the head and when it blows the head the water just that's when we lose it so it's happened three times since i've been here um all in the elementary one thing we're going to try to do is we're having the guys now drain the lines every two weeks in the cold so from october till march they're going to drain lines every two weeks but i still when i look at the design of it and this is what the fire department pointed out to me they said that they think that's a bad design when i look at the design i don't know how even drain the lines how that's going to get the water off some of those heads but we're going to try it the other option is and i did talk to them about it today if this doesn't work we can go the guys who work on our sprinkler systems said agree that these eve these uh fire or these heads that are out the sprinkler heads out in the eaves are doing no good at all there's no reason to have them there it's just we have to have a four foot overhang and that's the that's the code at four feet you have to have it so but they said they're doing no no there's no positive having them out there so they want to our our company that works on these wants to cap all of them off we just want to shut them all off so there's no water going out to those um and the problem is we would not be meeting fire codes so i got if we do that i've got to get the state fire marshal to sign off on that so i am going to work on that if the draining of the lines doesn't work i'm going to work on going that route because we can't keep having these problems can we just fix it so it's done right tap them off or what i mean i don't don't want to violate oh violating code is a good idea turn them all over whatever yeah fix them so they're all facing the right i mean i don't know anything about this but it needs to be common sense that if they're facing the wrong way we could pay someone to him yeah for some reason the design was was weird and uh and the interesting thing is i don't know so there's other schools around here that have the same architects and one of them is gray's lake and they had a pipe bus last week same day we had ours because our adjuster came out and he also was at their building they had the same i just don't know what the root of their problem was but i know they had a sprinkler problem in their building too uh so yeah kevin uh if this drainage thing doesn't work then we're gonna have to fix it well i mean god forbid like somebody takes off a day and then it's not drained and then it blows again i mean i would just at least get a cost and see what it would cost to fix yeah at least for me yep i'll do that means that was a i don't know if we lost any chromebooks or the amount of damage was pretty substantial and i can't imagine kevin was over there he was in my we were meeting and he had to go over there it looked like a shower was on in a classroom yeah how is it that they end up primed in the first place that you have to drain them what's that how are they ending up primed where you have to drain them in the first place when you say prime do you mean full of water oh they think it's just uh like condensation that gets in the lines from heat and cold from the design yeah and the condensation the water is going to find the lowest spot the lines are set up so that there's places where we have drains yeah and they're set up to but then but then if it doesn't make sense because i looked at it today you look at it and and they got the drains but then over here the heads down here so the water is going to find that spot yeah so 16.

mike davenport i am here christopher espinoza he will be joining us by phone shortly we hope if we can grab him oh okay thank you jenny hagstrom here terry pavich here joanna vazquez drexler here nancy kupka here scarlett o'hara here jade palodano here thank you we have a quorum let's stand for the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay we're going to start with student board members questions and comments i'm saying close the stores thank you since i last updated the board many things been going on at south winter sports are in full swing we've all started our seasons so we wish all the teams good luck as they continue their seasons one event that i want to highlight in athletics happened this past saturday december 4th it was our evan's elves night hosted by our boys basketball program emma malo unfortunately passed away during a couple years ago in the summer so he was part of the football and basketball program to the basketball program honored his memory by collecting donations of gift cards and toys to give to local families in need during the holiday season uh this past week was full of concerts and art shows by our many students in the fine arts department so it was amazing to see all of them show their talents i would also like to congratulate the cast and crew of our winter play which was rose in the rhine it was amazing it was very unique and a different experience i know many of the students enjoyed seeing it and then finally i would like to congratulate the 210 d 99 students who are recognized as illinois state scholars it's an amazing accomplishment and we're all proud of them and this week all our students are gearing up for that last final push of the semester it's finals week and i know we're all looking forward to that break so just good luck to all our students as they take their final exams and we can't wait to see all that we accomplished in the new year fabulous okay so i haven't updated you all since november so it's been a while so back in november we had our veterans day event which is something that we always do at north and due to covet we did have to change it up a little bit but it was still awesome to be able to accommodate some veterans from our community into our school and be able to sit down with them and understand their stories i helped organize the event and it was a great opportunity it's always one of my favorite events of the year so that was great and then also our fall sports did come to an end and they all did fantastically well and i'm very proud of them and our winter sports have started up too and they are doing so well as we start this season um going into our fine arts programs our one act plays the black box chaos did very well um our cast and crew did very well in that we're very proud of them um also in our fine arts we got the official invitation to london's new year's day parade which is very exciting for all our fine arts the band and choir programs will be joining that event which is something that i think is such a great educational opportunity for us to be able to give our students i know the last time it was done was my freshman year and a lot of my friends did it and it was a great opportunity for them and i'm very excited that we got to do this again um last week mosaic week best week of the year in my opinion it was great yes it really was um i think within our fine arts it's so amazing to be able to see how our fine arts programs unite with between both schools to be able to do these concerts like i know especially our orchestras do both concerts and north and south it's a busy week but it's so worthwhile because you get to see people from our community come in to see these concerts and also just former alumni come back and support their friends and their teachers and the programs overall and i think that is something so amazing that we were able to do we also had our congressional district representative come and visit us last a couple weeks ago sean caston i got to see him speak during our fourth period it was a very educational opportunity i think it's great that our students are able to meet with our congressional representative and understand and ask questions and be informed about how everything's working within our government and i think that's a very valuable experience yesterday north hosted a vaccination clinic which i know our superintendent was at i saw a picture of a bunch of our superintendents locally volunteering so thank you for doing that dr thiele um also last month we did lose one of our students at dgn senior daniel figueroa era baron passed away leaving a community morning and our school culture has always shown great resilience kindness and a deep sense of empathy and that's something that i'm always thankful for so my deepest condolences go out to the fergaroa era baron family and they're in our thoughts and as scarlett also said it's our final week one more push we're just doing our finals a lot of exams it's stressful but after this it's going to be a recharge to start off next semester strongly and i think we got this and similarly congratulations to the 210 um d999 students recognized as illinois state scholars i know you were one of them yeah that's it nobody was surprised by that shocker i know um no i think but it shows like how much like effort our students put into our academics and i think that's something to be extremely proud of so yeah absolutely all right any questions or comments for jade or scarlet i just want to say the mosaic concert was fabulous thank you so much it was really great and i was sorry i couldn't make it to south high but i did make it to north high yes north was amazing south was so good too it's always amazing to me how much channel we have oh and how many students are involved i mean it's not it's the all the music students but it's the quiet it's it's displaying it's just an amazing it's the majority of our student body is really it was wonderful and it was wonderful to experience the south hike concert in the auditorium in the fine arts center instead of the gymnasium yeah so then i got to hear jade perform there as well as my my niece so it's excellent i 100 agree because i feel like in the new space in the auditorium the sound quality is just yep amazing it really is it is yeah i have to concur it was fantastic but i also want to say hearing both your reports especially during these times with is a breath of fresh air you are so uplifting and positive thank you i love it you're here yes absolutely thank you ladies okay we're going on to the the board audience members should state their full name the proceedings are being tape recorded for the purpose of producing accurate meeting minutes and are being streamed and i reserve the right to modify these protocols as circumstances warned audience observation of these protocols is appreciated so do we have anybody who wishes to speak i don't know if anybody else was planning on turning in a slip we have seven so far only one checked for the first item but it isn't for an item that is listed as an action item so that'll move to the second reception of visitors otherwise we have nobody that's indicated a action item that they wish to discuss okay we'll move on to the recommendations and reports of the superintendent the 22 23 curriculum proposals all right i'll turn this over to gina thank you dr seedly so i'm excited to say that we have four courses coming to the board this year we have a science course two coming out of our cte department and an intervention course these courses we bring new courses every year to the board in december as students begin signing up for courses very soon after we return so the first course is environmental sustainability environmental sustainability and i have mike hines our donors grove north science department chair who will share information with you about this new course good evening board of education thank you for once again allowing us to come to present to you a course in which we uh want to expand the opportunities for students in the science area in d99 um we've been to you a few times in the past few years i would like you to if you would look at the description of what we have here where we find ourselves today with the environment and the concerns that our students present to us and that's out in the community we feel that the more that we can do to bring environmental not just topics to students but an opportunity for them to come up with innovative ways for solution based class in which we have healthy food healthy water clean air clean soil oftentimes when students are problem solving they're not encumbered by a lot of the baggage that we as adults come with and so they are often open-minded and come up with really neat creative ways to solve problems um please again this is rather than if you think about environmental design i don't want you to think about it on the macro scale where we're doing engineering this is more of a biotechnology course in which we're looking at electrophoresis dna extraction like that we have right now we have p glow it's a way to look at possible new ways of designing foods that grow better a way of soil cleaning um in which we use native plants maybe to pull out heavy metals from soils that's what we're looking at along these lines with the biotech component of this they'll design and engineer solutions for drinking water food supply and renewable energy this is a course that we would like you to think of we have a bio two right now bio2 research topics this will be replacing that course that course while it is a topic oriented course um it's not so much the uh innovative solutions that we find in the project lead the way courses and so that's really what we want to do is grab this curriculum from there as you know we already have a biomedical careers pathway on the books where we have principles of biomedical science and human body systems we've had very good success with our students jumping into these classes and really really enjoying these and what not just how that's presented but what the materials that they're getting really do create career pathways for students so that's really why we're really super excited about this um people say well why wouldn't they just take ap environmental science this is a non-ap level class in which students can um get in and work with students of all all ranges and levels and then again just a description of the difference as you know college board at the end of the ap course they can take an ap course to get college credit um project lead the way also offers college credit for an end of the course assessment um it's not the same as the ap college board given that credit but it is from a college or university that then they can transfer the credits to at the end of the course all right questions for mike questions why is it non-credit mike excuse me why is it non-credit non-credit to graduate yeah the reason that we do that is as you look at the illinois learning standards it doesn't cover all of those performance expectations that the illinois learning standards set forth for us and that's why we hold the biology and chemistry and as our core courses in which students gain credit for graduation any other questions for mike thank you thank you our next course is a cte course accelerator for entrepreneurs and with that i will turn it over to patrick fardy he is our cte department chair at south high school hi everyone thanks for uh thanks for having us tonight again thanks for as mike said thanks for allowing us to come in and talk about some of the classes that we want to be able to you know add for our students um the class that i want to talk about tonight the accelerator edu is based on a second year course built in after the students take the incubator edu course that we brought up last year the students right now are taking the incubator class for the first time they are loving it they've had some great ideas i'll give you a quick example i know it's south one of the groups they have an idea of trying to sync up books to movies like you like certain genres of books what movies might you like and they actually reached out and got in touch with netflix and netflix said yeah we'd love to talk to you so just some really good things are happening in that class so the way that accelerator works is that it's based on this idea that once a student at the end of the incubator class um they've done their pitch and they're you know sharks this is a great class they've got an opportunity to even get seed money uh potentially for their idea they accelerated the second year in the program where now they can actually during the class period they run their actual business so they're growing customers they're learning about creating an llc from this customer idea they're learning how to create contracts and agreements with their customers and they're really building up that business throughout wow so as you can see again the three kind of components for the curriculum is the formation of the company establishing the legal entity um customer acquisition the production of the product um and then the process that they go through with the business the market traction figure out how they're going to actually educate and connect with potential uh target customers and then obviously iterate and scale their company as needed to keep it sustainable growth uh in order to take the class the students had to have taken incubator and they also had to have received funding for at the end or they may be hired on by a team that got funny so sometimes what may happen is you may have a group that goes on but maybe two of their members were seniors and they graduated well there could be a junior who is in another group and really wants to take accelerator that opportunity so they can get hired on let's say by the other group enjoying to kind of be in that accelerator program still so again it's it's for juniors and seniors only and the idea that the way it's built in is that most likely it will fit within the incubator class so we're talking about a smaller group of students generally that will move on so most likely we see it as kind of that um the class within the incubator class the accelerator incubator will probably both be within the same period of students okay so and then can i use this question i know the incubator class was really popular about how many about how many students do we have in it so the incubator at south right now we currently have one section of it um and then which is about 24 students and then north has two sections of it well about double so and they're both pretty full from my understanding yeah yes thank you and they're they're presenting uh i think which is wednesday wednesday and thursday to the foundation i know and other groups to get funding for this so this is really exciting yeah absolutely i'm very excited my daughters all right our second cte course that's being proposed is 3d design and animation studio and with that we have melissa damewood she is our cte department chair at downers grove north high school and with that i'll turn it over to melissa thanks um so we're really excited about this class this is our 3d design and so when we put this together we wanted to put in a few examples so whoever the clicker if you feel like clicking on the videos we can see a little bit of that with this animation at play but if not then that's okay you know life isn't perfect let's see if it works we'll see but basically um oh see this is slow you guys oh well so anyway what we noticed is this is our capstone course in the digital media graphic animation career pathway this pathway is exploding when we looked at the data and statistics on what this career path would look like for our students we were even blown away uh and so we're really excited to offer this a little background currently at south they already are offering this as kind of a an independent study and so we already knew that we had a lot of students that were interested in this so we felt really good about bringing it on as a class at both schools and so you can see some of our possible areas and then i put a little quote down there on what we know is going to happen for them because we're looking at movies video games visual effects in general everything's animated all we have to do is notice that every single one person here probably has their phone all that phone has a graphic animation next slide so what we wanted to be able to show you is kind of how the progression so most students would start out at 3d design animation one on occasion we'll have a student come in with already a background where we might start them into but it's rare it could happen so in general they started 3d design animation one we use professional software so we're using the 3ds max software this is what every professional is using in the industry so this is a huge piece of software it takes time so then we offer a 3d design animation too where we build and then we offer 3d design studio in general our students right now who are taking this as the independent study it is where they're building their portfolio to apply to colleges and universities we're really pleased to report that our students who are doing this right now are getting into really rigorous high-end design programs at the collegiate level because they're coming in with this great portfolio of work next slide please so our stats so uh in general 3d design studio is eligible for grades 10 through 12 12 but i'll be honest it's typically seniors and juniors who are taking this class uh the credit is about a half credit but they can repeat it they need to have taken 3d design one and two and if need be it can be collapsed into one or two just to make sure that we're meeting every student's needs but we're still keeping our course numbers at a healthy place and i'm sorry that my animation's not working someone's pretty cool but i'll tell you what stop by and uh it could also be happening oh there we go so this is all yeah i was gonna say the kids created all of that so they have to create all those pieces to come together so we're really really proud of them super excited to bring on this course oh there you go it's perfect timing any questions that i could answer for us we feel pretty good all right well thank you guys so much for your time thank you cool stuff so our last course that's being proposed you may recall several years ago we proposed freshman sophomore seminar this is to complement that series advanced seminar and i have associate principal aaron ludwick who dr erin newly doctor aaron ludwig [Applause] from downers grove north high school to talk to us about it tonight good evening um so advanced seminar it would be a course that's in our intervention strands both at north and south um and as gina said it is a compliment to our freshman sophomore seminar strands those are really courses that are meant for students who need executive functioning support daily and need that kind of advocate and during check-in during the day so it's designed for students who have a continued need there's not a student who maybe has moments throughout the school year where they need the support ctrl s member can check in with them or we have some groups that we're running too that do executive functioning supports these would be students who have shown a need for a little bit more for a daily check-in we look at it as a flexible and continuous intervention so what i mean by that is a student could take that and then graduate out it could take one semester for those skills really to become a solid part of who they are as a student but there's other students who one semester is may not be enough and we need a little bit more practice and a little more support a little scaffolding to get out of the nest um and so we want students to be able to take them again if they need to because it's part of our freshman sophomore strand there could be a student who is taking seminar for a couple years um as they are at north and kind of getting that skill set set i can speak specifically at north that we found advanced seminar because we did do a pilot last school year we found it to be really really beneficial for our juniors and senior transfer students because what we were finding is that the transition of being a transfer student itself can cause some recalibration of your student success and like getting the lay of the land and what it means to be successful at the school but then also it was a better placement than trying to place a transfer student who was older in a freshman sophomore seminar class different skill sets different levels of maturity and so it really gave us a place to support those students who are a little bit older and like i said we pilot it in 2122.

2021-12-14 Bartholomew County, IN YouTube / Bartholomew Consolidated School Corporation transcript source: youtube 12/13/2021 BCSC School Board Meeting · passage 1
all right oh it's so nice to see everyone we welcome you to the regular meeting of the of the board of school trustees for bartholomew consolidated school corporation so it's very nice to have you those of you who are here in the room with us and those who are watching us on our streaming we do start each of our meetings with reflections from one of our board colleagues and tonight i'll be turning to mr rich stenner thank you dr shed hello everyone tonight i'll be offering some of my own reflections on democracy and community something two things that i've been thinking quite a lot about recently mary parker follett was one of the first management consultants in north america she was a proponent of participatory democracy and a believer in working with people to get things done one of her quotes that i like is we have an instinct for democracy because we have an instinct for wholeness we get wholeness only through reciprocal relations through infinitely expanding reciprocal relations i think democracy can be thought of as a form of collective problem solving it's the art of problem solving that hinges on developing and using civic capacity that includes government but is not limited to government goes beyond government an important idea about democracy is that democracy requires a community or a society of citizens that can work together to address their common problems it is one way and i think the best way that citizens of a community a state or a nation can address the issues and problems that they're facing problems like natural disasters poverty violence pandemics gaps in educational achievement all these require citizens communities and institutions to work together strong and healthy communities are necessary to this notion of working together and therefore necessary to democracy without strong communities democracy can be reduced to a set of impersonal institutions and artificial techniques while some scholars lament the decline or collapse of community in our society like robert putnam did in his book bowling alone other researchers are finding that most citizens do yearn to shape the future of their communities and this yearning needs to be encouraged democracy is not just about the practice of voting of serving in office of passing laws or governing democracy must be lived out in our communities in real and deep ways that allow the community to solve its own problems we're lucky to have good strong organizations in columbus like the lincoln central neighborhood community center like the east side community center where neighbors work together to solve problems i think of our city and county governments our township and school corporations are also examples of communities shaping their own futures through democratic actions i'll close my reflections with a quote from john dewey who was an advocate in the 1900s for education and education reform in america here's what he said about democracy and community democracy is not an alternative to other principles of government or an associated life democracy is the idea of community life itself thank you very much so i'll ask if you're able if you would stand and join us in the pledge of allegiance [Laughter] one nation under god indivisible with liberty and justice all right all seven members of your school board are here tonight so i can say that indeed we have a quorum and i'll call this meeting to order you'll see here on a screen and also behind us a listing of the mission and vision for this school corporation and which provides guidelines to us for all the decisions that we have to make this evening additionally here is the list of high expectation objectives which further guide our deliberations we always love to start with the who and the why and to offer the opportunities for some wonderful recognitions so i will turn to dr roberts for our united way presentation all right thank you dr now it is a wonderful evening in terms of our opportunity to celebrate and recognize quite a few people as we see as we have in the audience here tonight we're going to start with the united way bcsc does participate in the united way campaign each year we're very happy to be able to engage our staff and students in the effort to raise dollars for such an important organization in our community the united way we see as a true partner in working with our school corporation to serve the youth of this community so we always look forward to the opportunity to earn some dollars and provide those dollars to united way so this year's campaign we had 23 different individuals individual campaigns run throughout our school corporation and we had 44 champions in total supporting that campaign meaning 44 different individuals organizing those 23 campaigns to make sure that we were squeezing blood out of the turnip in some cases to get as much dollars as we possibly could to provide to the united way 11 of those 44 champions were student champions so we had 11 individual students helping us out with that so as we conclude our fundraising campaign and offer a check to united way we would like to do so in the amount of 33 399 dollars so our school corporation from its staff and students and the campaign that starts in november we shoot for a week it usually takes us about two weeks to conclude and get the money calculated and gathered and calculated and then ready but 33 thousand three hundred ninety nine dollars that's more than we have raised in the last six years so given everything going on we thought that was quite the success so if i could if i could invite the representatives from united way up in front of the screen here i will step up here with you [Laughter] thanks again to our partners at the united way for all the work that you do on behalf of the students of our community it's greatly appreciated absolutely thank you so i'll turn to you dr roberts again as we turn to mary and mark and wendy ellwood thank you dr shed we would also like to recognize the mark and wendy ellwood foundation so if i could have mark and wendy maybe just stand up here for just a second come a little forward as i read a couple of things and based upon the help that they have provided us so this is mark and wendy elwood of the mark and wendy elwood foundation beginning 2019 the mark and wendy elwood foundation began generously providing funding to create opportunities to support our k-6 students in making positive choices especially when it comes to drugs this project became known as project prevent since the introduction of this program all first and fourth grade classrooms now have a dedicated time to guide students through the steps to making positive life choices as well as teaching students how to care for their own mental health as reported by a bcsc student the lesson that helped me the most was self-esteem it helped me the most because sometimes i think i can't do something because it is difficult now i calm down and don't get mad at myself for getting a question wrong the self-esteem lesson was very important bcsc is grateful to the elwood foundation for helping us launch this important instruction to our young students we look forward to seeing these positive results in our schools and community as our students continue to grow and understand the importance of their mental well-being thank you mark and wendy for your continued contributions to our school corporation and therefore the kids of our community thank you [Laughter] mr stenner and his reflections was talking about democracy and as he talked about that he talked about the strength of community and i think that we have a couple of great examples here of that with our partnership again with united way it's important important contributions to our students and then people like mark and wendy who are willing and able to to help us out as we try to help the the many students we have about 11 500 we have some wonderful ones here tonight to celebrate and i think dr shev we can start maybe moving to that recognition of our students sounds wonderful so we would like to honor and celebrate our state spell bowl champions first i'll turn to mr j payne from central middle school okay i shall not all right let's move to mrs dixon okay amy dixon from northside middle school good evening thank you for giving me the chance to recognize two outstanding spartans sarah ross is an 8th grade english teacher on our mosaic team she sponsors our yearbook does after school tutoring on mondays tuesdays and thursdays and is our english academic team coach this year vincia lee is on our math academic team on mondays math counts on fridays in band and will be part of our science academic team outside the school vincia is a figure skater and plays the piano with all of those activities spellbol met before school four days a week for 30 minutes each day the list has about 1600 words and some of them sound the same so students must know their definitions to spell the correct word i am honored to say that vincia got a perfect score 9 out of 9 at the area competition to qualify for the state competition and then got all 72 words correct at the state level competition wow yeah before you run off uh vince congratulations uh that's outstanding to spell 72 words correctly in a row and then i understand with this particular competition you maybe didn't have the chance this time to ask all those important clarifying questions right like country of origin and all that kind of stuff yeah but normally in like spell ball competitions we don't really do that either so yeah yeah you just had to hear them as they were and spell it yeah yeah all right well congratulations outstanding [Laughter] well we're in the process of looking for mr payne but he's not here um is a central coach here by champs okay i know we have some central students here come on up come on come on [Laughter] what i'm going to ask you to do is introduce yourself and tell a little bit about what the competition is like i'm romwell agape uh i mean the competition is kind of stressful but fun at the same time it's it's it's it's a relief to be done but at the same time i kind of miss it yeah well we thank you very much we're very proud of you at bcsc as with with the north side students as well so thank you very much for staying with us and working with us to be here tonight before you take off so so same competition right it's exact same competition nine words felt correctly i think in the initial round to get to the state and then 72 straight words that you spelled correctly correct it's just outstanding congratulations again congratulations all right i'll turn to mr smith to share with us our spellers from parkside thank you board and thank you cabinet for having us here tonight to celebrate this what i would consider an amazing feat actually mrs logsdon needy logs since the coach of the spellboat team so i asked her to be up here with me tonight the competition for the elementary students a little different they have a team it's they work as a team they have 750 words that they have to learn and not so easy words two very difficult words i looked at the list today and i there were a lot of them i didn't know how to spell before i looked at it so it's pretty amazing because they get together as a team and you think individual well individually they can learn 750 words maybe but then for the parkside team to do what they did all these kids to learn 750 words and all these kids to get perfect scores to get a perfect score as a team at the state level and be the only i believe the only team in the state to get a perfect score i couldn't be more proud and anytime we can celebrate hard work commitment and achievement in front of this group of people or in front of anybody for the students at parkside i'm proud to do that and i'm proud that i'm their principal so i'll turn it over to mrs logsdon she's a fantastic coach by the way she she she spells them all too so here she is no i don't have to spell them so that's good i can i can use my little cheat sheet i want to just say that this year was really challenging um in in multiple ways for spillable and these kids were super excited to get to go to south side and sit in a standing room only gym which then did not happen and so we um decided that we would have our own little mini spell bowl in the forum at parkside elementary and we invited all of our parents to be there and i am telling you these parents that we have are second to none they um they're the ones who really deserve an applause so give them an applause thank you so much parents the amount of energy and enthusiasm and encouragement um that these kids get through their parents just as contagious as they come every week um to different to different types of practices um this was a tough year because i have we we start with just kind of an open spell group like a club maybe and everyone spells all 750 words and then if you miss a word that goes on the missed word list nobody knows which word who misses but then the you have the missed word list that we just keep repeating until that falls off so literally it's an hour of spelling words as fast as you can after school they made it so much fun every week we had to cut the team down to just 15 and so those 15 really spurred each other on i will say that between kevin chen and lucy so kevin is a fourth grader and lucy nevins is a sixth grader they were being chased the whole time they set the bar really high they never missed a word a single word and so everyone was chasing them in the spirit of good fun competition and that is what i just love about the academic bowls in general we make learning fun instead of kind of drudgery and so um everybody was rooting for each other one because they didn't have to spell their missed words but two because they really genuinely care about their teammates so i'd like to um introduce all of them again all of them even if they didn't spell they knew all of those words and they were ready so i just as i call your name if you'll come and stand this way and we'll face this way and then we'll turn and face that way i think that's a good plan okay so kevin is not here today we have ushma gandhi i will say we have seven fourth graders this year out of the 15.

our representative our report tonight yes i am yeah all right thank you go right ahead so my name is evan garcia and i am a senior here at dartmouth high school i will be serving as the high school student representative to the school committee for the next few months i had this honor last year and i really enjoyed it i think it's so great that our administrators and school committee really value the voices of students and i can't wait to update you at this meeting in our future meetings as well dartmouth high school's fall athletic season is now over i concluded on thanksgiving it was a very successful season across many different sports we were able to honor all of our fall athletes by holding our first pep rally in over two years it was very successful all of the covert policies were followed by and large and it was very nice to be back in that you know in the gym cheering on all of my classmates i think it was really great that that could happen again dartmouth's winter sports season is now underway with student athletes competing in indoor track in basketball in cheerleading ice hockey and unified bowling in addition dartmouth's arts programs are strong as always dartmouth high school's theater company had an extremely successful production of christmas in new england this was an original show and it found a really large audience proving to be very popular and all of those involved from the actors and actresses to the tech and stage crew did a great job on wednesday dartmouth high school will host its holiday pops concert at 7pm each performer can bring four guests and the poetry out loud competition will be live streamed on wednesday the 22nd during the school day and a link to that will be added to the description of this meeting so our arts program is going very well dartmouth high school's counseling department offered the asvab test recently to help students explore their college and career interests the test was optional and several students took advantage of the opportunity on december 9th dartmouth high school had two students in a dhs tv media program recognized for their outstanding video submissions to the massachusetts department of transportation safe streets smart trips high schools video contests natalie gonzalez and jj esterlin had their video selected as one of the top three submissions in the state so congratulations to natalie and jj there's so much happening at dhs i can personally attest to that and i think it's so great that there's a sense of normalcy the issue that has unfortunately been lacking as a result of the covert 19 pandemics thank you to any of my committee members have a question or a comment welcome back thank you thank you good to see you good to see you a lot going on yeah it is it's good to see you evan and i will i will obviously send an invitation for you to stay if you would like but of course if you would like to go we understand that you're busy but if you if you would like to stay we're we're welcome you're welcome to stay and and you know have input yeah i have a big test tomorrow so i think i have to study for that thank you so much dr john yeah go study thank you good luck okay so moving on our agenda we're on to old business and we talk about the superintendent evaluation and the smart goals i will admit you know there's some things that you just can't ever wrap your brain around this is one of them it is not the most straightforward thing definitely going to hand it over to dr gifford to direct this conversation [Laughter] well if you don't know then maybe that's a good thing right anyway mr nunes and i met unfortunately miss amarillo was not unable to attend our meeting that we had to prepare for this but um we did uh well we talked about four goals and let's start i don't know how you have it but the student learning goal and i'll back up a little bit because we'll be putting this all in the drive like we did like maybe last year with covert i forget what was what but be in the drive and if you take a peek at the student learning goal for example our process or our goal will be to continue to roll out the bridges in math that we've been working on starting this year with the elementary schools so the comprehensive pre-k through five curriculum there's a lot of professional development that's been going on and coaches are helping teachers implement this program as well and we put it'll be a two-year goal because obviously this is just the preparation year the professional development year and um teachers learning to use the manipulative manipulatives and the resources etc so we have some outcomes that we're hoping to be able to look forward to in the second year um which includes some of the basic test scores etc um and also we'd like to take a peek over not that probably i'll be doing it because it'll be with seeing high school kiddos over time how many um kids continue to enroll in the higher level math courses etc so this is um the goal we have if you look at these we haven't finished i haven't finished detailing all of the action steps that we'll be engaged in but um this is just some of the sample things that we'll be doing and on the right side all of these will be links like last year that you'll be able to look at those documents so that's the student learning goal the district we did develop and i say we because as we always say it takes a team to do all of this obviously district improvement goal one will be continuing to work on the accelerated learning that we talked about all the principals talked about that when they presented their school improvement plans and as you recall like if you look at this document the three core principles that we wanted everyone to create action steps and practices around of the foster the sense of belonging and partnership with families and students monitoring students understanding throughout the entire year and then ensuring the great appropriate instruction and as you might recall deci came up with this whole plan mostly in response to obviously the covid what they were looking at as learning gaps etc and how can we continue to meet kiddos where they are and not step back in time per se and and start all over again but meet them where they are and monitor their learning by provi and also providing a lot of scaffolding and resources so that's our goal to see how we do with that and again on the right side will be some of the things for example we have the self-assessment that we've asked the schools to do etc etc so that's district improvement goal one and then number two which i was going to talk a little bit about in my update as well unfortunately we've been chosen i guess fortunately i'll say fortunately we're so happy to be chosen by desi for a comprehensive district review this year we have already met with um as some of these things attended webinars with dussy to learn about the process deci has engaged with a research center the american institute for research and we'll be coming not only are we required to upload multiple documents having to deal with everything from instruction to human resources to finance for them to look at and analyze and also they'll be coming to do on-site meetings interviews you might all get called because they're talking about school committee staff etc so as i said they'll then give us a report on how well they think we're doing and fortunately i guess this report is not like the tfm the tiered focus monitoring one with the civil rights and special ed which were also having to undergo i'll get to that one as in my report later pandemic yeah and um this one the comprehensive one it doesn't require a corrective action plan for anything that they might deem is not acceptable or whatever it might be so anyway it will just be a report and we'll see i think we don't have a date of one start for um as far as them coming to the district we have already started collecting information we've met with the leadership team everybody has a task etc but i think we'll probably be around march or so that the actual them on site will will happen and then the third one the fourth goal is the professional practice goal and having discussions with our group we just thought that since we started the professional development site um going back now a year and a half two years ago to really try to gather everything that we do and offer and pd and and offer lots of different choices for teachers we would maintain and keep that site up and one of the major pieces that we're doing with that is the master teacher platform which we started last year and really received really great feedback from the teachers because it's self-driven we can they can go ahead and engage in it online but they also then get their pdps etc etc so we want to continue to update that resource for folks as part of the professional development plan so those are the four goals and as i said the action steps some of them are in draft form right now and and it will all be in the drive as we move along so the other thing we talked about during our meeting was the indicators which you might have this document similar from desi you've seen it before and it was under the four standards and um mr nunes and i had a discussion about it and i know in the past we've chosen a few from each we didn't mr news you can kind of speak to that but we didn't think it was necessary that perhaps we just look it as a holistic like we have in the past view of the work that goes on in the district so with that said i'll i'll stop and your your discussion and your um i would ask that you vote for the smart goals and then you can discuss whether you think it's a good idea to just avoid choosing from these indicators and going ahead and just looking at this whole evaluation process as more of a holistic approach all right thoughts mr nunes might i might start with you because i know you already sort of discussed on the um some of this so maybe you can share some of your thoughts and thinking with us yeah you know dr giffen and i did meet and uh we kind of went over everything including the uh the rubric evaluation and such i agree with my colleague here with everything that's going on the pandemic and that type of deal now you're going to have you know deci coming in to do all kinds of review work on things you know somebody's got way too much time up there i think but that's my opinion but i agree with what the superintendent said with regards to the goals to look at and you know the uh rubrics just uh just to have them as an indicator type of deal thoughts comments mr oliver so i'm i'm fine either way if if someone can refresh my memory when we met with dorothy presser from masc i i know that there was a reason originally that we looked at pulling out certain indicators to i don't know if maybe that was originally the original intention was to make it a little bit easier for the school committee to evaluate dr gifford however i'm okay either way you know i think doing the whole [Music] whole holistic approach as dr gifford has said i think that makes sense this year i'm fine with that one of the things i would like to ask is with some of these take for example i think it was the student goal the bridges program is is for evidence of uh implementation and i don't know if this would make sense with the rest of the committee is there any kind of feedback i'd like to hear what the whether it's the math coaches or staff in general just their take on the implementation of the program you know and that's just one piece of it because i know we invest hundreds of thousands of dollars in curriculum and i think it's important that we look at a big the big picture here in in solicit some feedback or through you dr gifford as to the implementation of it sure that would be my only um my only thought to follow up if i remember correctly about sort of these indicators i don't think it will be a problem here but i think one of the reasons why she suggested that you pick one or two was such that the superintendent didn't feel like she had to provide evidence for all of them right and if you have a contentious relationship on the school committee you might be like aha there is no evidence for this one thing here therefore bad right so i can see how that that balance but you know that we don't want you to again to mr nunes point in a pandemic doing all of these other things to feel like you have to upload evidence for every single one so i think if we're going to do a holistic review i think that we as a committee ought to agree that we don't engage in that sort of behavior that we don't say oh there's not you know something on number five subsection six therefore that it will be holistic and that we can't do you know what i mean there has to be an agreement that we're all gonna approach it the same way yeah that that's i mean and just to follow your point i know it's this is amarillo and i that get to do this again uh lucky guys but uh very seriously i mean if there's something you know when dr gifford puts everything out there if there's something that's missing or you think you'd like to see let us know and we can approach the superintendent and say listen can you upload xyz yes because you know members are looking for something on this right yeah you know i don't think that would be an issue but to put a whole kitten caboodle of stuff out there i just don't want her to feel like she has to up right for every single thing right exactly a lot of work that's that's what i'm thinking yeah like standard one is the one a one b one all the way to f so you yeah yeah right so i'm fine with making it holistic so long as we all can sort of agree that we're not going to look for evidence for for necessarily for every single indicator or if we think something's missing that we should ask right that's i'm fine yeah go ahead chris i think you know the past history with the committee when this administration i think speaks for it speaks for itself in which you know since we have doc since we've had dr gifford as well as many of us on the committee um there hasn't been a climate or a gotcha um climate and i think it starts right at the top of the school committee and you know we set the example so right yeah uh miss amaral yeah no i mean i don't disagree with anyone i uh you know in in having gone through this in the preliminary stages in the past you know i i like that the thought of having a holistic approach because in looking at it oftentimes it's you know one leads into the other so and we're really fortunate that you know the evidence that you provide us whatever it may be aligned with this approach are things that we're familiar with so to shannon's point of wow this is like okay something that just isn't clicking in terms of well it's we get to see all that and i i've appreciated that in my tenure having you know see what we need to see during these meetings but then also um having you do that work i feel like your rubric is sort of like oh gosh i feel like it's a cheat sheet right and easy access to what we need to see which is extremely helpful um the the review and monitoring is that just something new that they or is this something that's been i'm just not familiar with it as a separate entity from the regulator reporting i remember years ago i was on another school district and was on the team that actually like a that implemented it but i hadn't heard about it in a number of years whether just covert got in the way and yeah they're trying to catch up yeah um so yeah it's pretty comprehensive and again on top of it we have which i might as well just i was going to do it on my report but i might as well just talk about the audits themselves um so the tiered focus monitoring you've you've seen that report in the past the civil rights and the special education so we're on for that one as well we haven't the self-assessment needs to be um submitted sometime very soon i can't remember the exact date i think was the spring and then we just got word and just got word this week another email that we have a tiered focus monitoring in english language learner development wow so i'm assuming that deci has a million departments that aren't talking to each other so that's three audits and each one of these monitoring systems when you have to do either your self-assessment or beginning of submitting materials is a lot yeah you have to submit it all up into a um so we have that a lot in regular time yeah and i did bring it up to our executive board recently and you know tom scott the executive director did bring it up to the commissioner and because they said what are some of the topics right the overabundance of data and and audits so um it is what it is they must be looking for things to do i know right i mean this is this has been my frustration with with destiny throughout the pandemic right is that the lack of recognition for the added burden of work that comes with the pandemic and then putting stuff like no release from paperwork or reporting and i know this data is important but at the same point in time like something's got to give right i also think you know one of the things that we can do as a school committee is advocate for things like you've suggested through our state representatives and our state senators to communicate to them that perhaps there should be some sort of policy that you only do one audit per year or two audits per year the luck of the random draw maybe that you end up but there we can put rules to prohibit the bad luck of the random draw so i i will communicate with our state rep and our state senator on that but if anyone else would like to also reach out to them and mention that i think that might be helpful and they've been they've always been i will say responsive when we send emails and talk to them about that so that's good and that's part of that relationship mr oliver i think the other piece too that maybe we should consider is um passing a resolution that we can forward to masc through advocacy as well um as far as being opposed to all these things at once coming down yeah just something else to think about and i can certainly look and draw it up and for the next meeting if you'd like that would be great sure would you do i would like to like that as well yep okay if you could do that that would be fabulous mr oliver um and so we just need to make sure ms catherine can you make a note to put that on the agenda for our next meeting so that we can we can talk about that other comments about the evaluation and smart goals all right so i will entertain a motion to approve these smart goals as they were presented by dr gifford this evening make that motion that we approve those smart goals for second all right so i have a motion by miss a second by mr nunes any further discussion on the issue hearing none all in favor aye opposed abstentions thank you all right i remember thank you those past unanimously all right the next item on the old business is the student representation to the school committee um i am going to suggest miss uh wait was unable to be with us this evening she had some personal matters to attend to um she has some definite sort of thoughts and opinions about how we might structure this role and it's not like we're going to get a student representative in the next two weeks of december the first week of january so i don't feel like it's we must make this decision this evening so i'd like to ask the committee if you're okay with sort of punting on that one until the next meeting i'm seeing had nothing by me okay all right so the next item on our agenda moving on to new business is a capital improvement plan i will turn it over to mr kiley thank you dr jenkins so last week we forwarded over the fy 23 through 27 capital improvement plan draft to you there's 40 projects on that list totaling about 15 million and that includes one that has kind of a question mark that would be a lot more than that so we've done a lot in this district over the last you know 11 years that i've been here but there's still things that need attention the things that we've included in the current year's request at this point are things that we recognize may or may not be able to be supported depending on things like free cash and the town's ability to borrow and i'll talk a little bit more about some other factors that may play a role in whether or not we move forward with some of these but i think i'd like to start by looking at what we've prioritized in fy 23 and the first project is door and window replacement and security related improvements so this is something that we've spent money on in the past we continue to you know our buildings are they're they're old they're aging and we need to continue to maintain them um there are constantly things that break down deteriorate that we need to address internal external doors windows and and obviously security is is a high priority item for us so we need to be sure that we have funding to to complete that project as we as needed high school tennis court reconstruction so this one's moved up on the list and it's it's basically because there's some pretty big gaps on the tennis court out there and they've they've only gotten bigger uh you know through through the last uh year or two um it's at the point now where it's becoming uh an issue as to whether it'll be playable or not so we really need to address that technology hardware so this is sort of our keeping up with improvements replacements really not so much improvements more replacements so we need to continue that process um you know we've i think we were positioned very well uh going into the pandemic compared to i think some of our some of our peers because the town has supported funding and our one-to-one initiative and we also used school choice funding to support the one-to-one initiative in the past so that put us in a in a really good place uh you know to start at the beginning of the pandemic and we have received some federal grant funding that supported um continued one-to-one sort of district-wide which was not where we were at the start of the pandemic so that's great but we we need to keep up with that so the town has con has supported us in the past with 200 000 a year that is actually um not coming out of the other pool of of free cash and capital improvement funds it's really coming out of the operating budget so we hope that they'll continue to do that the big one on the list is the high school roof replacement so i've estimated that at four million four hundred and fifty thousand dollars so complicated project for sure so um the the building the roof uh i believe was installed in 2001.

[Music] foreign [Music] [Applause] [Music] [Applause] i have a few student announcers that are going to come up and announce some of the songs for us so first i would like to um have olivia come on and tell us about our next song this traditional hanukkah song is a song that we have learned in fifth grade without the bow and i brought it back this year to play faster and with the bell when we played it this time last year it was the hardest song in our assignments this year we were surprised to see how far we've come please enjoy our journal uh [Music] so [Music] [Applause] okay the next song i would like to introduce because we have a student soloist who has been taking private lessons and working very hard you might notice some fifth grade faces with us um these students are invited to play with us because they've risen to the challenge and they were ready to play a few of our fifth grade songs so i would like to introduce sonia burpado playing a little bit of hallelujah [Music] me [Music] a thanksgiving song is a traditional four-part english book song this song uses long flowing phrases and passes the melody to different instruments throughout their arrangement here is a thanksgiving song [Applause] [Music] foreign [Music] [Applause] [Music] hmm [Music] bye [Music] hmm [Music] [Applause] [Music] [Applause] our next song is a traditional christmas song popular to colleague all right jolly old saint nicholas [Music] [Applause] [Music] [Applause] okay [Applause] so the group we're going to here next is our sixth grade band they have worked very hard last year they were beginners and some of them started remotely i kind of want those people who did start recovery last year like raise your hand raise your hand if you started to look over last year put those hands down raise your hand if at any point in your beginning here fifth grade you were remote last year i want you to really think back to what the spring concert sounded like because i am incredibly proud of the growth that these students have made and it is because of the hard work and dedication of not only the students but the work that's going on at home as well so we're greatly greatly appreciative of everything that you have done the grit the perseverance everything that you've done in this past year is going to show in this conference today and we're so happy that you guys are able to watch at home um in a normal year the students would have been coming up and announcing and we're trying to like make sure that everybody stays in their space today especially since they're playing instruments where their masks are coming up and down so i will be announcing our first piece today is going to be repo march and it is only going to select a um it's only going to feature a select group of people so i'm going to have those ah [Music] wow [Music] now [Music] uh our next piece is going to feature sophie otterson who actually just started on clarinet this past september and olivia rocchio they're going to play um lightly row on clara [Music] me [Applause] is going to start on piano and then move to flute this is actually a benchmark assessment for our sixth grade student um sixth grade students it is an expectation that they are able to play this by the fall of their uh spring sorry by the fall in the first semester of their sixth grade year and everybody in this room today has accomplished that goal despite the fact that we started last year full of remote so without further ado sawmill creek by bruce pierce [Music] um uh [Music] foreign [Music] uh [Music] foreign [Music] we're going to feature the clarinets one more time and narrowly we roll along [Music] my [Music] [Applause] our next piece is entitled christmas greetings and it features the tune up on the french cup and good paying rentals okay [Music] huh [Music] uh [Music] foreign [Music] ah [Music] [Laughter] and our final piece this evening was definitely a challenge for us but it pushed us to play in numerous parts it pushed us to listen within our sessions and play like a band it's in this past year we've done a lot of unison pieces we've heard a couple of unison pieces tonight um but i am really proud of the work that this band has put in in their ability to play within the sounds of the people around them and to work as a team to accomplish a piece that's difficult so our final piece of the evening before i dismiss the students when we start cleaning up is going to be packed victory [Music] uh [Music] foreign [Music] foreign [Music] uh [Music] bruh [Music] uh [Music] [Applause] and thank you for all of your help and support this year we are going to start coming up now and dismissal for our students will happen anywhere between for yeah around four o'clock around four o'clock i know that some of my students are coming closer to 4 have a great evening everybody
