I'm not going to make that motion. And that's 21. >> So like I said, it's non action. >> There's no second. >> There's no action. No action. So >> all consent items [clears throat] then correct or >> no that's just 5.2 that portion and the rest we can vote on you just want Mr. Right. >> Yeah. I think it's fair that we do it separately because that's the only people here. >> So we did not we did not you did not win but there's no action to be taken. >> So last time you guys broke out the FFA teacher to speak about that separately. So I think that's what she's wanting to do is to speak about each individual one separately. And you did do that for the FFA teacher. >> You did that with grand too. We pulled them separately. >> Okay. >> On that that meeting because it was so chaotic.
Um, but he texted me the night he put all the calculations together and was like, "Hey, we're going to save money. This is a really good thing." So, I just want to, uh, double shout out to Vincent his team for for putting this together. >> Amen. >> Yeah, Alejandro and his team, they they check in product, they send product back that's not acceptable. Um, it's a hard thing to do sometimes for them to stop what they're doing and go check in the products, but, um, we send back an awful lot of products and they get a little bit irritated that we do. So, we start to see better products as they come through. Mostly produce is what I'm talking about, but um he's he and he and his drivers have done an amazing job of like, "Nope, we're not taking that. That's not coming off of my truck." So, they take it super seriously and and want the best for for the sites that they they deliver to.
Thank you. >> Any other questions, Commissioner Rexel? Yes, because yes, I am going to ask the other question that and I know I asked you this before as well when I saw the policy itself. I I think one of the concerning points of the policy is is the restroom situation and one of the important parts of the statement though is that this identity has to be consistently asserted. So if and that's something I did not know actually and that's why I had asked you because that was something that did stand out. So if you can just explain that that process so that people at home also understand what it is. I know you gave me a certain number of how things are now. I don't know if you can say that there but just how minuscule it is. >> Yeah. The the the policy and and the law for obvious reasons say that the gender has to be consistently asserted.
So we put a new kid in they sing nightly. Is it nightly every night? um you know we we move a kid in um man that kid's parents you know he's a senior doesn't know anything about when graduation's coming up you know whatever we send something out we don't have to worry about having Johnny he's already in the in the in the population group so um so some some big um that is not as you can see that is a little bit more expensive the first year that number is a little off because it's a flat per dollar kid rate it's I think it's $5 per student per year and and they estimated a little high I think they put it at86 68 on the quote and I think we're at 855 right now. Um so that number may fluctuate a little bit. [snorts] Um and then there's obviously some first year training but then the next year there is savings actually and and that was one honestly that whether or not there was savings on that one I was that's not what I was looking for.
>> Thank you. >> Um so revenue portion of it. Um and then the expense portion of it goes in with most other things just rising cost. Um and we've just tried to become as lean as we could um going into FY27 without increasing any rates. Just in terms of retained earnings, I know that appears on a lot of these, right? It that's money that's been raised through these means and then hasn't needed to be spent. >> Um, so retained earnings would be more of like if there was a surplus. So FY25 we had 428,000 was a surplus. Um, so at the end of the year that closes out to retained earnings. >> Okay. And then >> essentially like free cash but >> right. Okay. just for the enterprise fund. >> Okay. So it goes into free cash at that point. >> Retained earnings essentially is free cash but it's only to be used >> for that enterprise for the Yes.
We also failed to approve the agenda. So you're saying you want to pull one then vote on the rest of them separately. >> Mhm. >> Okay. Long as we vote on the rest of them separately. >> As a group. Okay. So >> So we know we just had 28 30 minutes discussion on the topic. when we pull it, we'll vote on the remaining items on the HR report and then we'll have the board discuss it now because the communities already discuss that. >> Correct. >> Okay. So, can I get a motion to approve the other seven people on that consent? >> A motion to approve. >> I second. Okay. >> Move a second. All those in favor? I I that's unanimous. Bringing out Justin. discussion. >> Yeah, I um I vote to not approve because there is a lack of confidence in the community of favoritism.
So, I'm I'm super proud to be a part of it and I'm happy that we went out to bid. >> [laughter] >> So, any questions? Other questions? >> Questions? Public comment? >> Good job. >> Thank you so much. >> Thank you very >> Thank you. >> Yeah, awesome. Public comment? All right, this is action, so we'll need a a motion by a board member. >> I move to approve. >> I'll second that motion. And I mentioned that that we did we get a lot of input >> [clears throat] >> since from the students at our uh El Cap students input meetings, so you're you're getting feedback at that level. >> Yeah, that's awesome. And we do hear back from a uh we kind of trickles down here. We hear about it. >> All right, we had a motion um by member Hayes and a second by Robinson.
Meaning you can't you're not changing genders every day. You want to go into the boy's bathroom today, so you say you're a boy. Tomorrow you want to go into the girl's restroom, you say you're a girl. Uh the fact of the matter is that the words consistently asserted mean you have to be consistent in what you're saying you are. Um and we have a plan in place for as the policy states. There is a there's a plan that's put in place with the counselor um for this type of of thing that happens. and we have uh we make individual on a case- by case basis plans for bathroom. So there's not going to be a time where au where a a a male is walking into a female bathroom. We have genderneutral restrooms. We have a restroom as you probably remember when you were a student alliance.
I was looking at more like can we streamline services um and and try to be better communicators with our families. So >> does that also hit final forms? Will that be gone as well? >> You know that's a good question. I don't think so because final in the final form is your physical piece with the [clears throat] doctor. >> There's so much stuff that's why I was curious on that one. >> I don't they there there is so I I I actually was just talking to the lady yesterday from parent square and they have two different versions. They have I don't know what they call it and then they have the premium. Let's just call it the premium. I don't remember but it had secured forms and user par parent forms or something like that. There was there was two other pieces to it. So in there you could send like um if a student had an individualized education plan you could send it through parent square.
Okay. And um so is there a number that we try to keep do we in retained earnings do we have a little target or do we not? >> No we don't. Um that is something that uh we wanted to to work on um when Britney was here and uh that's something that we were we were going to try to do. Um but unfortunately we probably will not be able to get to that for for a while. >> So for the retained earnings for water if I remember correctly and I could be not remembering correctly. So um but when I think it was last year or the year before when we when we ended up raising the rates for water I think we were talking about um that we couldn't use ret that basically retained earnings was um not a good option because we need it for maintenance and if like there's water mane breaks and things like that or am I not remembering correctly?
Um it's not personal. It it just um well, everyone has their opinion um and I'm entitled to mine. What have you thought? >> So, um I'm I'm voting to deny if that's what we're doing or are we not taking an action? >> It's on the consent. It was pulled so it has to be voted on. But like I said, if it's a unanimous no, then it's no. If it's unanimous yes, it's yes. If it's split, there's no action taken at all. >> So that means we'll move that on till next month. >> I still I still think you should pull a vote just just to do it. All those in favor of testim. >> No. [laughter] >> Either way, can I abain? >> Doesn't make any difference, but yes. I'll >> stayain and I will vote yes. So therefore, it carries on till next month.
Let's go ahead and vote together. All those in favor, signify by saying I. >> I. >> Opposed? All right, this passes 5 to 0. >> Thank you. All right, um moving along to 9B3, discussion action. Um we'll be hearing tonight from um Julie Kessler about the demographic analysis. >> Hi, good evening. Um thank you for this opportunity. Um every year at round this time, um February or March, we bring forward our demographic study um that has been um created by King Consulting. Um this document has been provided to everyone for their review and we do have Rob here tonight to give just a general overview um of the of the study. This study is very very important tool for our district to utilize to look into the future. What what are the trends? Where are our our facilities being used? Where are our needs coming up?
We have a genderneutral restroom where it's just it's a single restroom. We also have accommodations where certain students can use the nurse's office if necessary. So that is one of the problematic areas that a lot of people have had problems with the whole restroom issue. It's not it's not an issue at Clipton High School. >> And and then just just finally, although we're voting on this today, prior to today, that's been the procedure done. >> Nothing's changing, >> right, >> in our in our administrative procedures. >> Okay. >> With that, I'm going to vote yes. >> Any uh Commissioner S. voting yes to everything except EA5. And I'd love the state to come in. I could tell them how awful this thing has been written. >> Commissioner Suarez, >> yes. >> I'm taking over your role. >> Sorry. >> Vice President Santiago. >> Yes. President Basford.
We already used the state system anyway. So to me that seemed like a little overkill. I was like let's not go that route for now because it was like a add-on of like a$150 a kit or something whatever. And I was like can I always add that later if I want you know if there's other things that we find we would use it for. The other one was where you could literally like do polls and you could um like if you wanted to poll the senior parents about when we're going to have the sunrise breakfast or something like that. I'm like we can just do that through a Google form like you know what I mean? Um I don't know that we need to pay money for that service, right? So there was some other pieces but yeah like the the event link like event link would still be there.
was going to ask that. >> Yeah, you you want it you want to keep an amount in retained earnings for a couple of different reasons. Um number one, just as a cushion in case you do have an emergency and you know something hits on the expense side and you need some additional additional money. Um and the other thing is if you want to use it for uh cap start building it up for capital purchases, future capital purchases. Um, so you wouldn't necessarily have to borrow as much. >> And then there is a line item where it shows a transfer to the general fund. >> Yes. So that is for our indirect cost. So most of that is the uh cost of health insurance for >> for those employees. All right. So it's still going towards >> Yes, it's also >> the use of water but >> yeah like portion of our audit um is charged to that indirect cost.
>> Doesn't make any difference. estate doesn't count, but it was still going to be a one-1 tie. It was no action taken, >> right? Either way, it has to be majority of the five pound board, which is 30 vote. So, it wasn't passed, but it wasn't failed either. So, it'll be on the next month agenda. >> Okay. So, you know, I' I'd like to say something. It'd be nice to have all board members present um when we do these meetings. They have to be here once a month, >> you know. Um, this is the second time we've had only three board members here. It's kind of ridiculous. >> You know, and if other board members are serving on other boards, that's interfering with it. Maybe that should be looked at. >> Agreed. [applause] Moving on to uh 6.2 administrative items, transportation staffing update. first in house bus driver hired in over 20 years information.
Um and we use this as a tool to help us be prepared, you know, for what changes are coming in the future. Um you all know that making changes to facilities can take 3 to 5 years. So we really have to use this document to forecast um you know, what what are we looking forward to. Um so without further ado, I will let Rob come up and give you the summary of the study and we are asking for uh adoption of the study afterwards. Thank you. >> Hey, thank you, Julie and good evening. It's always a pleasure to be back in Chico and I get to be here while the sun is out for the first time in a few years. So thank you for bumping me up to April from February. Uh so as Julie said, there's a lot of information in the report.
>> Yes. >> Motions carry. >> Mrs. Bass, may I just address Mr. Bren? I guess is correct with what Miss Miller said at the last meeting and there was some confusion over on the policy. the check box that says mandated, monitored, and other and what that meant. And we had done some research. Mr. Doctor had sent sent that out. It's still not very clear in my opinion. Um, a monitored policy is policy topics addressed in the monitoring process when we get monitored by the state. A mandated policies explicit explicitly required by statute, administrative code or state board resolutions. And critical other reasons which this one falls under is policies that are indicated as necessary, including those mandated in court or commissioner decisions, implicitly mandated by a legal requirement to develop rules and regulations, or which address other necessary or sensitive aspects of district or charter school operations.
That's how we contract with other schools and things like that. Um the final forms piece. >> So >> I wouldn't think so. I don't know. I don't I don't do anything >> it is not because of the secure document it has to >> I mean if we had the secure document piece maybe we could take place of final forms but I don't yeah I I don't know >> so the internet says while parent square and final forms have overlapping features regarding digital forms and communications they are designed for different primary purposes and not cannot fully replace each other square is primarily a communication platform final forms is a specialized compliance and forms management platform >> and primarily only use that for athletic physical >> student athletes for football last year. We got a grade that each of these things have to be checked from the athletic department that it's all been received to >> make sure kids are eligible.
Thank you. That makes perfect sense. >> And so for water, like we have um there's 700,000 in permanent positions that get paid out through the enterprise fund. Um how many people how many people is that? >> I don't have that off the top of my head, but I could get it for you. >> Okay. >> Brandy, what was the question again? So, under under the water enterprise fund, >> um permanent positions, >> um it says $700,000 as for the budget line item. >> Um just seeing how many positions that that funds is that like is it like split between sewer and water because there's 700,000 in sewer. So I'm just trying to un understand how the positions are are are build to the enterprise funds. >> Many of the employees that are charged are charged as like a 5050 to water severity. >> Okay. Okay.
