Uh, so with that, happy Cinco de Mayo. Be kind, be safe, and good night. >> Thank you, Commissioner Ragdale. Commissioner Ciano, >> thank you so much. Good evening, everyone. Thank you, Jenna, for the student rep report and congratulations on Cornell and your full scholarship. You're just a testament to our district. I Oh, I also want to thank the speakers from the public for sharing their thoughts with us. Uh before anything else, I want to extend a warm congratulations to Vice President Santiago and welcome in his newborn grandchild. I wish her nothing but health and happiness throughout her life. Since April is school library month, I just want to shout out our libraries and our local branches. They are a vital part of this community and their programs are truly incredible. As a proud library card holder, I urge everyone to visit and take advantage to all they have to offer.
Give the fe the fees versus the quality has got to change. Have we um you know I know that there was a point in time a year or so ago, maybe two years ago now, where we were having real trash issues with waste management on pickup and >> and stuff. Has the communication either gotten better from waste management or just the level of service in general? >> Kind of a combination, Brandy. Yep. It's been a it's been a combination of uh better communication um within waste management and their team, better communication between um uh waste management and the community and then better uh communication um between DPW and waste management in the community. So, and so all of those all of those have played a role. And I I got to give Doug uh Doug Small a lot of credit for that. And uh he um he he really went above and beyond in terms of making sure that that happened.
So we do have to treat it as a separate pot. Got it. >> So if if the preight principal want to take some money out of Bal the golf club and swim club and ASB student life student body approve that transfer, you could take some other clubs to cover this club. that wouldn't be fair to his other clubs. So even though technically overall we're not in the red, that line item is in the red. [cough] >> So a motion to approve. >> Are we approving the amendment? >> No. We're trying to get reimbured from it. >> It's already being done. >> Okay. You said >> well the transfer is what I'm requesting, correct? To transfer from the principal's funds, >> right? what you're talking about the money being held in an IRS account, fund, whatever, is a separate issue. >> Yeah, but that's what we're working on is try to get that done.
Thank you. >> Welcome. >> I was I'm referring to the student generation rate slide slide and um I was It was interesting looking at the affordable um housing. How it was the only area where there was a negative student generation rate. And you know, when I think about affordable housing, I would think that young families would be you know, uh that that's where anyway, I don't know that it's a question per se, but I just wondered if you had any like thoughts about this particular slide as far as those student generation rates. >> No, and I that it is interesting that that's the only type of housing that had a lower rate than when we looked at it last year, but even given that, it is still more than twice as high as any other type of housing. So, the extent to which there is below market or affordable rate housing being built is going to attract more younger families with school age kids than anything else.
Therapy dogs. Therapy dogs. Therapy dogs. Man, have I been saying that since I got on here? One in every school. I think that makes sense. And they are not expensive and they are invaluable. So, I would like to see that continue because this just shows how amazing they are. Uh, on a more somber note, I want to offer my deepest condolences to the family of William Stru. Bill was a great man and a proud veteran. I have wonderful memories of our conversation and his fantastic sense of humor. He's going to be deeply missed by everyone who had the pleasure of knowing him. Turning to town business, just addressing the upcoming tax reval, if you look at the neighboring towns going through this process, the resulting tax increases are alarming. Um there's quite a few towns going through this, but when I was able to research, we're talking Patterson.
>> I'm done with trash. And you thought you were going to be talking about trash. I ended up trash talking all night long. See what I did there? >> We like trash. >> There you go. >> But you said it with a smile on you. >> Oh, absolutely. >> All right. So, moving on to fields. >> Yep. >> All right. um fields as you can see um had a large uh decrease and that is due to as Michael mentioned before the restructuring of um the fields and shifting that over to the school. Um essentially this will be our last year of the enterprise fund is what we're planning for. Um but it takes time to close out an enterprise fund um through the legislation. So this would this budget um allows DPW to maintain Stone Park I believe would be the plan and um in the meantime dissolve that out.
>> Yeah, if they want to pay it back. >> So, moved and second. All those in favor? >> I motion carries. >> 618 resolution to increase developer fees as provided in the level one developer fee study. which was u 2 cents for commercial and 12 cents [clears throat] for residential from what I see. >> Not a huge, but it would allow us to be at the same levels that all districts across the state of California are going to be raised up. >> Um I was going to ask the question, Brandt, could you speak to um the the language here? It says what's projected is 33% of the 9 million that we'll need at the end of like the 25 year or within the next 25 years of needing modernization. What are the other funds that modernization would come from? But this is the developer fees would only cover 32%.
But yes, we will certainly keep an eye on that because what that maybe anecdotally tells me is that of some of the newest affordable housing that was built not not as much of it is going to the young families. And so, we'll see if this was again last year was kind of a one-off blip in terms of everything across the board not having as many kids in it when we looked at it. And so, we'll see the next time we're back what's happening with your dedicated affordable housing. But again, even with that little dip this year, it still remains the most dependable sort of housing to bring younger families into your district. >> The other question the other comment is it seemed to me like and and again, I I look at this and I go, well, maybe I'm just not understanding, but it seemed like these differences, these positive differences of you know, 32.4% or 24.7% that those are pretty big differences, pretty substantial.
We're seeing residents hit with increases of$4 to $6,000. When combined with other rising costs of taxes, they're actively pricing people out of our state. In my profession, I see this every single day. People aren't just selling to downsize or upgrade. They are being forced to move because they simply cannot afford these sudden hikes. We must take this seriously to understand the severe impact it has on our residents. I also want to acknowledge a few important dates. Today, fun fact, sad fact. 114 years since the Titanic sank in 1912. Did you guys know that? Profound moment in history worth remembering. Additionally, I want to wish our community a happy holding. It's celebrated on March 4. This fourth, this vibrant Hindu festival of colors beautifully celebrates the arrival of spring and the triumph of good over evil. Okay. On a personal note, thank you to everyone who reached out to me regarding the passing of my 16-year-old Maltis Molly.
>> So the schools have their own enterprise fund for this >> uh no a revolving >> a revolving fund. Um I should point out um this is this is a good opportunity that the reason um we would just be getting the and receiving funding from Stone Park is because we have a number of organizations in town that maintain like Brenell um for Ashlin youth baseball and softball and then Ashlin youth soccer for the community center field. I mean, they do they they have primary use of those facilities, but they also maintain them. Um, and then Metro West Sports does just an amazing job of of helping all of our fields as well. >> Any other questions on fields? >> All right. >> We never get as many questions when the when when the budget goes down. Um and so then we move into cable access.
>> I can touch on that. um in the next 25 years, you know, things will change, priorities will change, but to offset that uh difference, we would use modernization money from the state. Um we could apply for a bond. Um we could use deferred maintenance on the smaller projects. There's other, you know, avenues to offset that money. And if we were to do a bond, what's the timeline that we would need to put that up for the public? >> Um, I've talked to Brian about that. Um, we'd probably need it probably like a year in advance to prep for it. Do we have any idea of what we would be asking for? >> Say that again. Do we have any idea of what we would ask for what the [cough and clears throat] amount that bond measure will be? So in t last time we passed the bond years ago we we had community input [clears throat] a survey told them what we thought we needed then we asked them what they thought we needed and come up to the consensus because if you don't have consensus on what you're being taxed on you know people aren't going to go for it >> right >> the the usually the company you hire to do your bond funding does the survey through all of the public questionnaires phone calls and they give the study to you.
So, I it puzzled me how we're seeing the student generation rate go up, but overall enrollment go down. And I wondered if you could explain that. >> Of course. And and that really is what you're really seeing there is the rebound back to The only reason you're having 32% growth is the when you dip down to for example in the single family detached down to 219 last year, that was the real elaboration where we said we had better really keep an eye on this. And uh cuz you also had something like 30-something percent decrease that year. So, it's more this was your return back to your I would say normal range of what we would see. It >> Kind of a big looks like >> It just looks like a big increase, but that was only because you you you you had you had fallen down so far you had this room to have this big increase returning back to your normal levels.
She gave me the best life and I was incredibly lucky to have her. Losing an animal is one of the heaviest feelings imaginable. A quote that I always think of is, "I have loved you your entire life, and I will miss you for the rest of mine." Uh, I'm going to end tonight by sending my best to my friends Bill Gibson and Robert Papawitch. I hope each passing day brings both of you closer to a full recovery. Have a wonderful evening. Be good to yourselves, your fur babies, and each other. Thanks. Thank you, Commissioner Ciano. Commissioner Suarez, please. >> Thank you, President Bassford.
Um and cable access is primarily their revenue source is sub subscriber fees um for Verizon and Comcast. Um and as you can probably assume those are going down um with more people not subscribing to um those. So subscriber revenue is going down and so thus we're using some of retained earnings to help offset any of those um additional costs. >> Michael, I understand there's a possibility I think there's discussion right now that uh Cable is looking for a new location. I I know that they have um or are exploring that um their lease will be coming up uh soon and they feel like um the the current owner of the building will probably increase what they're paying for rent and then concurrently the we're seeing the declining revenues because people were switching over from um you know from cable to other means. Um, so as part of their, you know, cost efficiency measures, they're they're exploring other spaces.
It doesn't that study doesn't cost us any money. The companies that doing the bond pays for that. Fast college is doing one right now and it's a process. So like you said takes over a year to get all back together started. >> So if we want if it takes a year to get together and we want to put this on the ballot for 2028 and we would start this process next year, right? Well, we'd have to take it to the ballot in November of next year. And I just don't think it I think this is too further notice. >> She said it' be later than that. >> 2029. >> 298. >> Yeah. >> But then that would require us to start at 2027. Correct. >> So can we >> I can reach out to the study service that Joe talking about and see what their timeline is.
>> I see. >> So, that's >> That makes sense. >> That's really what you're seeing there. Yeah, so if I actually that might do that next time I present this if instead of just showing the previous year and the current year we kind of let's let's go back and look at a few years so you can really kind of see the range >> Yeah. >> that we've looked at for you. Yeah, so we we just happened to catch that that's almost yeah, pretty much the definition of an outlier and so I'm glad you asked that so in case anyone else had seen it and wondered I we got to explain that. So, thank you. >> Thank you. And I also want to say that even though I haven't been here in front of you often, um I too found this fascinating. I I watched online and I always enjoyed your presentations so found it very fascinating.
Um, good evening everyone. Uh, Jenna, Jenna, what wonderful news. Congratulations on your full ride to Cornell. Very welld deserved. Uh, and I also want to shout out school 8, Mrs. Munoz and the fourth grade teachers for an outstanding event today. I had the privilege of witnessing brilliant and beautiful students become historical figures during their living wax museum presentations. It was so evident how hard the students worked. Their posters were stellar, their costumes were sharp, and they all had fantastic monologues to recite to their visitors. The students stayed in character and were just a true pleasure to see them showcase their hard work. Um, also, thank you to Miss Teen for detailing how the substitute plan is currently impacting students and staff. I know and trust that the administration here made the best decision they could given the budget. But still, it is very helpful and insightful to understand how the substitute plan manifests on a daily basis.
Just it was just interesting. I I heard a rumor. I I don't want to spread it around right now, but they may they may be negotiating with a with another agency in town. We'll see if that's if that's fair enough to say, you know, >> want to throw anything out there. >> I hope it happens, you know, because they're they're a vital uh vital activity in our community, provide some great services to to all of us. >> Yeah. >> Thank you. >> Any more questions on cable? No. and storm water. Um so storm water uh we have revenues pretty much staying the same. Um and use of some of the retained earnings. Um some of the increases is to permanent positions which the salaries um for mainly union um increases. Um, and then looks like it cut out some of the my print out and same thing uh transfer to general fund.
>> Yeah, let's do that. I want to make sure that we just fill in the gaps of what would be. >> So further sheet. Sorry. >> Can I get a motion on 618? >> Motion to approve. >> Second. All those in favor. >> I unanimous reports and comments. CSC CPA. Do they have a representative here? [clears throat] >> Don't see anybody responding. Superintendent. >> Yeah. Uh so it is difficult to conduct business. We only have three board members. I I understand that trying to follow the process legally. Um because believe me, we're under a lot of scrutiny right now and some things happened in the previous meeting because it was very chaotic. A lot of obscinity being thrown out. got a little distracted and we we didn't approve the HR report. I haven't got pulled off it. So, I just want to make sure that things were done properly procedurally.
Thank you. Yeah. All right. Any other questions? Public comment? All right. Okay. This is um discussion action. Um so, at this time um is there a board member that has a motion associated with this agenda item? >> Sure. I will move that we adopt the demographic analysis for 25-26. >> I'll second that. >> All right, we have a motion. >> motion. >> By member Lando and a second by member Robinson. Let's go ahead and vote at this time.
