it's it's clearly a majority that's what i wanted to hear very good that's all for me are there takeaways that we need to work on that i mean a lot of this seems like it's fairly positive are there things that we can build on or that we need to bolster a little bit but there's certainly things that were identified from all of the surveys but for example in terms of professional development that we can work with our support staff on and work with teachers so that's just one example of how we can use the data again the real value for me is in that individual student data but certainly that's going to better inform lots of interventions that we have in place whether it's you know c triple s whether it's programming in our access period or resource period i think that's where the the heart of it is in students of course but we'll have the strategic planning group study this data too and then identify areas for you know areas to improve as well so i think it's like gina said just another data set that we can examine as we develop the plan i just want to say three things first of all thank you great report you had great responses i mean numbers two and this is more i think for the board members who may not be aware of this but um right before cove the year before covet quite fortuitously we had really beefed up on the number of social workers and counselors we had we hired several more positions at each school and then coveted so that was quite fortuitous and i'm very thankful that we that administration had the foresight to do that not the foresight of colville but not the perspective yeah expanding student needs expanding needs for mental health and i would also say if you have not had last week or the week before i don't remember now the surgeon general came out with a report where he where he identified stressors and issues related to mental health among students and schools of course were one of those one of the areas that he identified one of many areas i was not limited to schools but this was is consistent with some of his recommendations and some of his queries so just thank you for all your work and it just came at just an excellent time thank you any other questions i'm gonna dial chris in real quick okay we're gonna dial uh chris espinoza in real quick i would offer to do it but it's technology helps if i dial it correctly see see you should have done it without me you want me to try and i can't start yeah it's just not making the call i'll do it from here hey chris we have you on speakerphone all right um next topic is uh the school report card oh i can i can do it you could do it yes i'm sorry not a habit gina i know so tonight i'm going to present on the school report card and i just want to say a few things before we start the school report card and the presentation tonight's going to be a little bit different than in previous years the school report card typically we present maybe november sometimes i think it goes even into december and i talk about and sometimes they've even demonstrated you know what you see when you log in it's a public reporter so anyone can go in and see the report for really any any public school typically there's an at a glance and that's a nice kind of summary of how the school is doing in several different areas that is that is not available for this year at least not yet and i have no reason to believe that it will be available at any at any time however the school report card is still interactive so you can go in and actually compare years you can look at different sub groups you can look at different topics so a lot of the report card is the same but some of it is different this year and was different last year as well the report card is always evaluating so what's released for example typically right around halloween typically on october 30th or right around halloween is the report card in full right and it takes you through many many many different topics everything from test scores to mobility rates to ninth grade on track graduation rate so on and so forth this year due to covid the illinois state board of education is releasing the report card in three phases the first one occurred right around halloween the second one occurred last week and then there'll be a third one later in the spring so that is a change releasing it in pieces is one change one other change is that we will not have a summative designation summative designation there's four possible designations they are not calculating it this year so when you log in for example or when you go into the site it will just say no summative designation calculated and just like last year when i presented there's language all over the report card in many different areas that either says possible covid 19 impact to 2021 data or that the 2021 data is delayed due to cova 19.

right but we're january 1 to december 31. that's right correct good question thank you any other questions so i have to so the voting one just confuses me so 167.1 up in the red and green thank you for the christmas colors you're welcome the last sentence says all votes taken during meeting conducted with least one member blah blah blah shall be by roll call so so is the very last sentence to cover all the options because the preceding paragraph requires a roll call yes all right so that was the one before us is speaking specifically to an electronic communication the vote all actually requiring a vote down the bottom because this is voting period so regardless of how your meetings are conducted so you wouldn't necessarily have to have a roll call tonight with all seven board members here physically present and so based upon then what makes and he could i mean we could go with just that and every time we vote it could be a roll call mr grimes how do you vote so forth right otherwise the way we've typically done it is just a show of hands or whatever so it gives the the presiding officer the opportunity to manage that okay but all of this is specific to special meetings not all meetings 167.1 i think it's both yeah i think as well but let me oh it's under emergency and electronic meetings that's why i'm confused but that won't be the first time i'm confused all right i think i got it i just yeah and the reason i so 167.1 voting is a bible that previously existed it's listed under this special update emergency electronic meetings because that's the reason for for the revision right so there's a new policy in here as well as revisions but this policy 167.1 will be about voting for any meeting we have whether it is a special one electronic one only or any other way that you are you are here so that again that last paragraph then would give you the opportunity to show of hands roll call or by voice giving an example tonight with all seven being here right right okay got it um dr bozeman i won't ask her hvac technicalities because they'll go right over my head anyway but i just generally the wild difference between the costs of at north and east i mean i know east well they're both new and special buildings but a part part of that difference is the personnel and the legwork the train would have that they would offer but more importantly the the complexities between the buildings north is is larger but it's very simple in design mechanically and you ask me not to get into all the nerdiness of that so i won't but it's very it's a very simple system and east is not okay for a whole variety of reasons is the bulk of the difference to your question so will there be efforts to simplify east in this investment or that's not possible if we were to yes and no it'll efficiencies will improve the simplification will improve because of the upgraded controls in order to completely overhaul it to make it as simple as some of the other buildings would be it would we would require all new chillers all new air handlers you know a whole new mechanic which we'll we'll get through eventually with her but obviously we're not going to do that all the one fell swoop so sure thank you i was just curious all right i'm done being curious there are other questions people have all right i'll call for the motion then all of those who approve items for a through i as they've been presented to us if you'd signify by saying i i those opposed all right dr roberts those have passed unanimously all right thank you so much sure dr pleague i request approval of the human resource recommendations as presented this evening all right thank you is there a motion for approval so moved thank you dr bills is there a second second thank you mr grimes any particular questions of dr please all right thank you all of those who approve the human resources recommendations as they've been presented to us if you'd signify by saying i i those opposed and you have them unanimously dr pleek all right oh my goodness i must be sad to see susie leave all right this is an opportunity for comments your input um here at our last meeting of the calendar year mr grimes i'll go quick um first thanks to uh dr jean hack and c4 for the uh for lack of a better term super cool happy holidays cards um c4 continues to do you know excellent things thanks to mrs day mr mahaffey for sharing the multi-sensory literacy work they're doing at schmidt congrats again to the individuals and the team at northside central and parkside the the spell bowl champions excellent and then lastly um i guess best wishes good luck to the winter teams at columbus north and east as they square off against one another throughout the course of uh throughout the course of this week and i believe that's it for me all right so on that one just real quick dr we do have boys and girls swimming and diving tomorrow at east wrestling on wednesday at north girls basketball at north on thursday and boys basketball at east on saturday so north versus east four nights in a row coming up wow all right miss wilden uh a couple things so the first year my first year on the school board um i'll share something in my reflections the length next next year but the team has been really welcoming as always i feel like i've learned a lot and next year i should do a lot with that okay so um so i i'm looking forward to working with everyone again and and even i i told dr said this today i had a terrible day at work like just the worst okay and so i came in here a little down um and and in every single one of these meetings even the tough ones you know even the ones that it might have been easy to not feel so good i still felt good because even those tough ones people were here because they cared like and they care because what we do matters and then how this team does it is also pretty remarkable so i don't i find these things uplifting i'm glad to be a part of it and i hope i'm being helpful and will continue to try to do that the second thing is i got covet a couple weeks ago and it's terrible guys okay so um i shared this because i also want to give a shout out to the schools that i worked with to help get my kids some got to go some didn't i was doing the at-home parenting thing but in in all of these situations it was it was really well done and teachers were making sure my kids were staying up with their things and there was just a lot of great care from the school system community alike so and i appreciated that and needed it so for those of you who may have friends family or likewise that um have it right now a phone call a text message anything would help because it stinks being alone okay you yes yesterday and what uh mr grimes and miss wilding said and although i didn't have coven but i do wish everyone a happy and safe holiday as we roll into you know the christmas and the new year and i hope that 2022 will come in and we can get a lot of this stuff behind us and and everybody start being kind and more social than we have these last two years so thank you mr stenner thank you echo everything i've heard and i'm glad that this photo is up here for this part of the meeting i made a note to myself to thank susie bruin for her work at the school foundation looking at the picture of mike jamerson i've been trying to calculate in my head i think mike was the president of the school board president of the school foundation board of directors when i first started attending meetings back in the uh is that an octagon building mike had just made a major accomplishment for the foundation at that point in time this is how long ago it was he had compiled three ring binders for all the board members with all of the background documents on the school corporation which of course now you could send in an email um and then so we lug those notebooks back and forth to the old admin building for a number of years and they're going stuff in the google folder now yes right the school foundation does amazing work and i know that they will miss susie brown but look forward to the work of nicole cunningham and the board members who are there please on behalf of this board of trustees thank that board of directors for us for the work they're doing it's really important indeed thank you dr bills i agree with what everyone has said this evening i also want to charge the bcsc everybody on the staff during the holidays to not to check your email and to shut off your zooms or teams or whatever you all are doing and and to relax and and have a wonderful holiday and a peaceful holiday lovely thank you mr brian happy holidays to everybody mr grimes would you make sure that mr boseman get that report on school safety as far as bus is concerned yeah you can learn a lot merry christmas thank you all right thank you all i do have to say we i i appreciate that miss wilden shared she had a horrible day er i've had my fair share but we do have to extend our thoughts and our prayers to those in mayfield kentucky and surrounding areas and we hope for all the best appreciate some in our local community who are going down there to assist so when you have bad days there are contexts in which to put them so thank everyone in our school corporation for what they do for the students in our community it's fabulous very very proud special place if you're into tax rates we've got you covered if you're into the variety of wonderful opportunities that we offer our learners we've got it all so thank you for all the work that individuals do for our learners dr roberts i have nothing else to add dr shedd except we do happy holidays to everyone and we do have two meetings scheduled for january we get back to two meetings with the first one being a reorganization meeting so john that'll be one of those where it's very business in terms of what we do there january 10th and then january 24th so looking forward to getting into the holidays and then starting the new year all right all right enjoy thank you very much you

i really don't have much energy to give to covet outside of work because of this but here i am to ask you to follow the governor's covid and quarantine guidelines i believe this board would acknowledge that the departments of health as the state as well as lake county has better training and knowledge of the covid 19 disease process spread and community impact so i was surprised and disappointed that you chose your own definition of unmasked close contact as well as not quarantining close contacts especially in light of high covid related hospitalizations in our local hospitals and with not giving children enough time to be fully vaccinated with the most recent eua for five to eleven-year-olds so while i trust you to follow standards for education set forth by the state i now ask you to reevaluate your coveted policies to respect the knowledge that has been put into the governor's policy that is supported by the cdc american academy of pediatrics the indiana state department of health as well as the lake county department of health thank you thank you megan brent holding hi uh brent holding 2576 west 127th avenue in crown point uh i want to echo a lot of the sentiments of the previous speaker i share a lot of the same concerns just about the timing and the execution of removing of the mask mandate in the schools uh with the holiday season coming up you know people are going to be going around loved ones ones they might not have seen all year that they're going to see for the first time in two years in many cases and it just seems like a very inopportune time to remove those mandates and potentially expose those people um you know this was something i was passionate about going into this school year uh you know we made a very hard decision to send my son and my daughter this year uh to lake street and uh you know my daughter ended up getting covered um luckily she she was okay um you know i got a very mild case despite being vaccinated and unfortunately my wife got a more severe case and is still dealing with some long coveted symptoms now and so you know that was with the mask policy in place so i just worry with the even looser rules that are happening now uh just more people are going to catch this and suffer unnecessarily when masking is so easy um i also just wanted to read quickly from you know the governor's executive order just to just make sure i understand and get my thoughts out about what the the rules should be if this rule is in place according to the lake county indiana health department what they sent out just just uh late last week directly from the governor's executive order unmasked students and staff who have become close contacts must complete the required quarantine students and staff that were exposed to a positive case within three feet in the classroom setting or six feet outside of the classroom setting she'll quarantine for 14 days with no test needed or 10 days after the date of the last exposure a little bit more about what the testing rules are there but um my understanding is that's not in place and that concerns me so i just wanted to mention that and bring that to the board's attention thank you thank you brent that concludes our patrons comments for this evening as some of you have been here before know that uh you know what what we we've had had the discussion in the past meetings that it's an opportunity to comment and the board hears the comments that are made however there's not an opportunity there for any back and forth discussion so thank you item four consent agenda dr terrell for your consideration this evening we have 4.1 multiple minutes from meetings that have taken place 4.2 course editions at the high school 4.3 year in business office procedures 4.4 personnel agenda and then 4.5 the voucher checks as listed thank you dr terrell i've heard a recommendation to prove the consent agenda has presented we have a motion to approve so moved second is that moved by mr smith and second by mr hoffman any questions or comments for dr chair on the consent agenda i'd just like to say it's pretty pretty nice that we can offer a class in marine biology in high school that's pretty cool all i got anyone else not all those in favor saying that by saying aye aye opposed motion carries 5-0 and uh thank you dr terrell uh item five to action 5.1 is approval to accept the funds from the blackbaud giving fund mr gene fermi thank you mr president uh colonel wheeler middle school received 80 from the blackbaud giving fund on behalf of ad buy employee engagement fund it is the administration's recommendation that the board accept the city dollar fund thank you mr g infirmity for the recommendation to prove to accept 80 from blackbaud giving fund on behalf of the abbvie employee engagement fund for colonel john wheeler middle school we have a motion to approve so moved second moved by mr hoffman in a second by mr angel any questions or comments from mr g for me on the 80 dollars not all those in favor signified by saying i oppose most carries five zero thank you and uh 5.2 superintendent contract approval mr keywood thank you mr president and board members in your packet is a proposed superintendent contract with the term of july 1st 2021 to july 30th 2024 with options for renewal as required by indiana code notice of the terms of the proposed contract published in the northwest indiana times and post-tribune and posted on the school corporation's website on december 6 2021 the board held the required public meeting to receive community input on the terms of the contract as such the board has completed the legal requisite are the requisite legal steps to consider action on the contract this evening thank you mr akiwa you have a motion to approve the superintendent contract as presented in our packet moved by mr hoffman and seconded by mr smith anybody have any questions or comments before vote no all those in favor signify by saying aye opposed motion carries 5-0 and 5.3 to 403 b plan restatement mr reese thank you mr president members of the board from time to time it becomes necessary to restate our 403 b plan many times it's due to irs changes they normally give you a year or two to implement those new requirements within the 403 b plans this one's also generated by the addition of the 403 contributions for the unused sick days that you approved a few months ago in the teacher agreement uh so with that we've uh utilized icemiller to help us restate our 403b plan you've seen the changes uh that are included in your packet and at this point i'd like to recommend approval of the crown point community school corporation 403 b plan effective january 1 2022.

so av went up and that brought our tax rate down even with you know those larger larger levees so overall a very very positive budget um which obviously is important if you can remember back to the building project you know one of the main selling points for the building project is we said it was going to be done with no tax rate increase and you can see that there is no tax rate increase that actually decreased slightly and that's based on the assessed evaluation so overall very very positive on that and we look to end this year in a positive manner and continue to build up some fund balances so we can just continue to move forward in a positive way with our finances those are the updates that i have for this month okay thank you next item on the agenda is old business and there is no old business so new business the first item is an approval request for the teacher appreciation grant mr gibbon yep so uh we each year we receive um teacher appreciation grant funds from the state to distribute to our teachers and our administrators are not included in that distribution and just like in years past we've typically provided the same stipend for our administrators as we did for the teachers and so before you as a recommendation to do that in the past we're able to use title 2 funds we don't have a title 2 fund allotment to do that so i'm seeking to do that simply from the education fund okay okay i get a motion to approve that plan yeah we'll make that motion a second promotion in a second any discussion or questions hearing none all in favor all opposed motion passes next item is an approval request for permission to pay late arriving 2021 invoices yeah so as you can see today december 13th is our board meeting and um we're going to have some invoices come in here after this board meeting and we just are simply seeking permission to pay those with funds earmarked in 2021 and of course we will provide a list list to you at our january board meeting next item is an approval request for some donations we have one from project lead the way to greencast community schools for two thousand one hundred dollars one from the putnam county community foundation to greencastle high school in the amount of one thousand dollars putnam county community foundation foundation to greencastle middle school in the amount of one thousand dollars putnam county community foundation to zonika's intermediate in the amount of 1 000 and the mary allison children's trust to deer metal primary in the amount of one thousand dollars yep since my recommendation the board accept these donations and we greatly thank the donors so move second yeah motion in a second to approve all the donations any questions comments thank you thank you thank you okay hearing none all more um all in favor aye all opposed motion passes next item is an approval request for some the second reading of several viola policies that we have looked through for two months now another board packet so yeah we've been chaired with the board both months they've been discussed with cabinet and discussed the association as well and now it's time for um approval and adoption of our new policies i will make a motion to approve the updated policies okay we have a motion and a second any questions or discussion hearing none all in favor all opposed motion passes next item on the agenda is the return to in-person plan mr gibney yeah so as is required by the federal government we have to allow public commentary on our return to in-person instruction plan every six months and so december is that six month time frame and i believe we'll be doing this all the way through since we have received esser funds from the federal government and i don't have anything new to report other than the information that we shared out with our families i don't remember when that exactly was but just just a couple of weeks ago that it's our plan wouldn't we come back in january to recommend masks but not require them as long as a building's positivity rate stays below five percent if it if it goes above five percent um then that building will wear masks until it drops below four percent and right now i know that even though there's community spread when you're looking at the county maps and looking at our numbers our numbers have not exploded within the schools so obviously we will continue to monitor all of that moving forwards well we send out kind of like you did the first time just maybe an email or something reminder after the first year reminding people yes before school starts yep absolutely we'll we'll definitely do that and then our dashboard will obviously look different because it'll be by building okay okay perfect okay next item on the agenda is other business and i have one item of other business jeff and i got a email from laurie hardwick today saying it's time for one of our appointments to the human relations committee commission um i guess you know the best way to do this because that the person that's in there now is not going to reapply or return so maybe send out an email to all staff saying you know anyone that lives we have to live within the greencastle school district yeah anyone interested willing to apply um if jared watches this sometime but you can put that in the article in the banner that it's not limited to school employees but anyone in the district right maybe send a letter of interest to you yeah i think until the 1st of february and we're going to appoint someone in february i think that makes sense yeah yeah you send out an email that'd be great we'll get someone in there okay anybody have the other business any other other business how was uh what was mr crane's visit it was good yeah it was good he saw a lot of good things in the fab lab had a lot of good conversations with the kids and just interactions with the students um and then certainly um in talking with mrs hamilton students where i wasn't a part of but i know that dr french participated in that i think overall it was well received i think the kids learned something which is nice it's important for them to learn about how their government works right on top of everything else and then kind of even leading up to that we had senator crane over here and we just had some good conversation about um you know just things taking place kind of needs and trying to obviously kind of set the stage for the future sure anyone else hearing none uh can i get a bush move here make a motion a second okay motion in a second to adjourn all in favor aye aye all opposed motion passes oh thank you all for coming all four of you thank you and happy holidays happy holidays be careful going home you

um that would be the best case scenario in regards to uh the telephone and pa systems are we looking at the whole district we looking at specific schools for that that money yeah so some of both so we've done some work already with some telephone replacements so we'd continue that process um throughout the district and the same thing with the intercom systems we would target the intercom systems that are you know the oldest in in the schools that aren't working the best and and basically do as much as we possibly can some of the estimating for this is somewhat challenging right sure because it's very hard to get equipment right now um so we don't you know it's it's in finding the vendors to do it finding the vendors to do it who who have the equipment but we'd like to do we'd like to make bring the whole district up to a high standard that's our goal makes complete sense to me i got one last question um i thought a couple of years back we had approved funds maybe we did and it was spent on for an upgrades to the dartmouth high school auditorium sound and lighting last year last year and is that still just is that project where are we at with that project because i only asked because i was in the auditorium watching the uh the winter concert and the holiday not the holiday concert the uh holiday um theater show and i noticed that the the sound and um it looks like it hasn't been touched yet yeah june of june of 21 it was voted at town meeting um we've done some work at getting estimates getting uh making sure that we have the right design for what we're looking for and that's about where it is right now we've not bid it out we've not um you know decided exactly on the specification at this point so it was i thought it was approved in june i thought we had approved it how much you know how much money that yeah it was uh let's see two hundred and forty thousand dollars okay so significant amount of money should fund the project i hope i mean i i would i would want to think so but yeah i was it was a great show and you know it's sitting there and i was like well we still have a sound person there and i'm like everything looks the same so i was just wondering where we're at with that so thank you very much you're welcome mr nunes yeah thank you madam chair uh a lot of a lot of good projects uh joints and everything that i had notes on from uh that mr oliver asked i'd like to kind of jump ahead a little bit and we maybe we've talked about these a little bit before but in 24 you've got high school track and then in 25 you've got uh athletic fields and i'm thinking that's the athletic feels mainly the baseball diamond you because of all the water that's down there so for the most part yes so that's kind of an exciting one for us obviously the the track needs to be maintained and we need to take care of that that's a that's clearly a priority that you know it was sort of we thought the track would be before the tennis courts but unfortunately the tennis courts are worse and have to go before the track so that's just the way it is um the athletic feels a little different our thought process is to consider a artificial turf field for the baseball field add a softball field and likely be able to have another field in the outfield for other sports for field sports not not baseball and softball so our thought is to to consider that down the road and obviously that's a big project and it needs a lot of we need a lot of support to get that done and um you know it's a couple years out in the capital improvement plan so we'd hope to sort of uh work through that a little bit and get and get a better idea of exactly what sports we would accommodate and how that would work you know one of our as we've had um my entire time here we've had several different committees looking at uh athletic fields in the town and one deficiency that besides the fact that there aren't enough fields and that the condition of the fields isn't great because there aren't enough fields and you can't maintain them because you have to use them all the time the other thing is that we we have to move kids all the time from this area to other fields in town and we'd love for the opportunity to limit that a little bit and there are some good examples of schools doing projects like that that really makes a difference in terms of you know being able to have multiple levels practicing on fields you know and obviously if it was right here it would be it would be fantastic that's a really exciting one for us but i think more to come on that okay yep all right thank you sir i'm good man would you miss amarillo so many great questions it's like the difficulty going uh somewhat last um yeah i would love just the yeah our deficiency in good fields is is is i want to say well it's a little embarrassing but anyway um i'll always try to do better right um i see here um like the plate playground improvement you know kind of separated that sort of like tackling one prioritizing perhaps i don't know what the equipment looks like at different schools but i know it's aging and i know it's an important project um it is and it's on the capital you i think what you're alluding to is the fact that it's on the capital improvement plan um a couple of times over the next few years and yeah it's some big projects that that really need to happen the the playground equipment isn't is not inexpensive um but we really have to look at the large playground installations at the schools and replace them it has to be done we can't let it go we can't have kids getting hurt on these things and the maintenance of them is becoming more difficult so we are maintaining them but it's becoming problematic and and we don't want it to you can't let it go so you need to plan for these projects and hopefully it'll be supported and we'll be able to take care of it and what we would do is prioritize the schools with the most difficult conditions first and and move around the district but take care of the entire district yeah thank you very schools really important project so it is appreciate you presenting this to us that's all i am thanks so much again the difficulty of going this is all the questions are taken but you know i'm going to be a broken record and draw draw attention to the question mark the big question mark at the end of this plan because we tend to be short-sighted and put 500 here a million there two million there and there are things like replacing windows and demelo and potter and we never ask the big picture question what are we going to do about demelo and potter what are we going to do you know the locker replacement at quinn i suspect some of these hvacs and floorings and all this are are significant chunks of change that we put in here and there to these buildings without ever looking at the fundamental question of what are we going to do about our aging schools right i mean this school is it's great right it's got a bad roof hopefully we're going to fix that right um it's 2002 right it's almost 20 years old now right um our elementary schools are are not very conducive we heard from that report to the sorts of of learning we want our children to be doing given the size of the classrooms and you know we all said we didn't want that facility master plan to sit on the shelf but it's sitting on the shelf and i just i don't know how to move this conversation forward with the i mean because we've got to involve the town side and there's got to be some plan in this community for how we replace not just our aging schools but other aging buildings and this community because at a certain point you're starting to hold them together with band-aids there's only so much you can do so i appreciate all of your planning that has gone into the long-term capital you know plan but i do want to point out that a lot of these things are perhaps investments we should not be making right and i was always hesitant about the middle school roof that always makes me nervous because when we get msba funding we say we are committing to using these buildings and right and now we're we're stuck with the middle school for 20 more years now that plan will probably still be gathering dust by them but i hope but you know we're ready to start talking about what to do about the middle school but that means we've got to tackle the elementary schools before that and i don't know if as a committee we want to try to arrange something with the town i don't know if anybody has any thoughts about what to do with this but it's just a little frustrating to me at times mr oliver maybe what we look at is the next time we're asked uh to attend a joint meeting that's our number one bullet yeah yeah i like that all right so we'll we'll talk to them about that mr kiley have some thoughts on this i do i i think that um before we move to the town side i i think that we need to revisit we haven't spent a lot of time with the plan in quite a while because i had a heart attack the first yeah yeah and those numbers are all stale right those numbers are probably 20 on why do you think i wasn't here for that meeting but uh you know i think it would behoove us to spend a little time with the plan either in a subcommittee format we do have a facilities subcommittee we could take a look at it that way and sort of make sure that we understand where we might want to go with it because there are recommendations in that plan that i think you know they're we need to consider them their recommendations they're not a this has to be the way the direction we had with it so um so maybe we could we could schedule the um the facility subcommittee i think that might be a good start yeah be happy to meet sometime in the new year and then you all can report out to the full committee about sort of your thoughts does that make sense with everyone i think that's fine okay i don't even know who's on the facility subcommittee i'll find out all right who's up right right all right so is any are there any other comments on the capital improvement plan no we don't need to approve this correct mr kylie we're good well you don't need to approve it but if you want to move this forward as it currently exists um then i would i would appreciate your okay um because you need proof because this is really a draft you're going to take it to cip anyway so yeah madam chair i'll make a motion that we approved the fy 23 to 27 uh cip plan as presented by the assistant superintendent of finance and operation i'll second it all right so we have a motion by mr newton's uh second by mr oliver is any further discussion on the motion hearing none all in favor opposed abstentions all right so that passes unanimously thank you thank you mr kylie all right uh dr gifford next we're on to the uh superintendent a couple of things all right just as i said i already talked about the audits that we have going on and a couple other things that is happening you all know mr ferrara retired semi retired he is working a little bit of part-time for us but mr kylie was able to um secure uh his replacement so he won't be starting till right after the holidays right yeah we're just finalizing paperwork so i haven't made any announcements that's right but um also as you know with the esser money we've been adding nurse help as well and then had one resign so we're back to we have another rn starting that again after the holidays and that leads into of course our covert discussion which um ms jodwin laurie jodwin in our office has been really working it's amazing how many as you remember back in when we first started the covert discussions and then the test and stay program how much time and energy it went into getting that going and now she just works it's non-stop every day contacting the nurses communicating with the schools of the number of cases we might have the contact tracing and how much we need for the next day for test and stay but again thanks to as we know mr misho as well as um our ambulance company that has been sending folks in the morning to help and then being able to move our nurses around it's going very well i mean it's work but it's going well so we're happy to be able to bring another nurse in after the holidays you know all the concerts we were a little hesitant some a little bit on the elementary concerts but they went went off so far and i know we have the middle school tonight and then uh off to the uh high school coming up there's also one tomorrow night yeah it's too much too much so all of it's going well um and parent conferences virtual parent conferences went well mr oliver and i just met on we had a number of applicants people that showed interest in being on our naming committee so we just met and went through those and we'll be alerting folks that you know we had so many but we need to keep it small we can't have 100 people on a committee so we'll be letting folks know um on that and trying to get that going right after the holidays and then the last thing is we had information from mass insights you recall that we partnered with them a couple years back all about stem and advanced placement etc and happy to note that two of our high school teachers arlen botcher ap bio and and fei field ap english and language comp have been chosen as recipients for the partners in excellence teaching award for exemplary work in ap stem and english and um that was uh there are two of 17 massachusetts educators that were chosen as for their like i said their exemplary work and that so they'll have a recognition ceremony and sometime in april at holy cross so that's exciting and and for all their hard work that they've done to be awarded like that so that's all i have for tonight thank you does anybody have any questions or comments we're dr gifford mr allen good to see our staff being work at night exactly yeah it's always nice right yes i'm sorry i feel like i'm doing a lot of talking tonight a couple of things one of the things um i thought it would be nice i had emailed dr gifford and dr jenkins earlier that at some point in the future if we could ask mr ferrara to come to one of our meetings for his 29 years of service to the school district he's been a tremendous asset to this town as well as to the to the school department i think it would be nice if uh you know he was recognized by the by this committee yeah i agree in addition um just a couple of things just one being well the number one thing um in your conversations with the health department and mr mishad has there been any any concern any thoughts about um doing more um remote meetings or anything with i'm just looking at the positivity of the recent the most recent numbers are 8.58 um are we still doing okay in the schools um and with the i know the testing test and stay program has been a tremendous asset but the potting has been going okay at the elementary level um but mr mishad still um still support it we just met with him might be wednesday or thursday i had all the principals join in just so kind of an update on just what the situation is but i'm still very pleased with what we're doing and he says all the time that we've done a really good job on keeping cases down and you know when we continue to emphasize the importance of not only people getting vaccinated but also mask wearing to keep people safe so um on another note i know the commissioner is having a zoom meeting this week i was actually in a meeting with the exec board last week where she attended and it did crack us up because he's going to have a zoo meeting this week just talking about as you know he had the january 15th mask mandate um letting us know i think this week that he hasn't made a decision about that yet so you know a meeting to let you know we don't know right so we'll just keep keep doing what we're doing and yeah see um i imagine as we all know that after christmas we're probably going to see another right spike in cases so but as far as in school transmission is extremely extremely low or not at all okay thank you any other questions yeah i mean i just i just want to follow up right with to to mr oliver with a couple questions related to kova one i mean i want a statement just yeah we need people to do their best over break right yeah because there was a it was a large surge of positive cases after thanksgiving and we'd like to avoid that yes um my second question is and i've this has been i'm telling lots of people about this so the state the state mandate is how are they calculating vaccination rates is it in the school or is it in the community with respect to the mass mandate oh you mean that 80 percent that he threw out in the beginning it would be within a school so they would actually count because yeah i've been saying this for months now the state data and vaccination rates in dartmouth is wrong you mentioned that the the denominator counts umass dartmouth students but the numerator does not so i just i really want them to use good data and making this decision if they ever make that if they have a change down right right right um so if you can keep us updated on that i mean i'll pay attention to what i see too but i just have concerns about how they're calculating that for this community um all right so moving on to my report i just have i don't i have one thing and this is more of a question for you all um ms genther has extended an invitation to the evoke um school committee members to join us at our next meeting and we're just going to have the two school committee members come because i think we want to have a conversation about right sort of dartmouth and dartmouth's interests in the vote i mean right there's a large overlap invoke and dartmouth interest but sometimes there can be some conflicts there so i think we want to have that conversation one of the things they want to know are the things that we want to talk to them about when they come so they can just kind of be prepared i know that i would like to talk to them about the new admissions policy i have concerns about how that may impact us because if we see a sudden surge and the number of students going to vote that's good for students but also can be very financially um difficult for us so i think we need to have that sort of conversation what other issues would you like to talk to them about mr nunes i've got well i had three you took care of one thank you uh when i watch you know sometimes watch their meetings on channel nine type of deal their audio is very tough to understand so i don't know if it's they don't have microphones or what they don't like we have here but i don't see them and and you can't get anything from the minutes either so i was just gonna say and that's my next question that's my next thing because the the you know thank you very much we got the minutes thank you very much okay there's nothing in them with all due respect agreed so i mean i agree i think when you read our minutes you can tell what happened at our meeting what the conversation was there's nothing in those minutes i kidded our secretary before the meeting that she you know she's working too hard on the minutes because there's too much information in there type of deal i 100 i agree with you mr news i appreciate believe me okay but i think those those are those are my three those were my three things okay and i think that the last two we can even bundle around sort of the issue of you know more open communication between you know our representatives the towns representative to the school committee and and the town us and the town there are representatives and so we need to have that regular communication and and one other thing too and they did it a lot a number of years ago i think mr shea was the uh the superintendent at the time and uh and uh they had town days the city days that they had the elected officials right you know in diamond there would be selectmen and school committee members take a tour of the school and walk through the school see what's going on the different shops the different you know things of that just so that we got a little bit of a hands-on you know you know the 50 cent tour i don't mean that you know in all honesty it was a great tour i enjoyed today i was under the impression that that was going to be extended again under mr watson um yeah so you talked with him i haven't yeah i had spoken to him over the i think in the spring or summer before he took the helm um and that was one of the things that he brought up so it would be nice yeah it would be nice to see that i mean in the spring that doesn't you know that that's fine type of deal but you know it was like one day and then a couple of weeks later dartmouth would be in and then and the benefit was right you know that that type of deal right mr oliver miss emerald do you have anything that you'd like to add to those items that we'd like to talk to the voc reps about no no no just just listening just as an overview you know um i would i would personally just like to hear from their perspective you know what they're doing to represent you know dartmouth and dartmouth's interests at our regional uh vocational high school yeah why is our assessment so high wow all right so um did you get that ms ganther okay so that's all i have um for my report any other matters that the committee might want to bring up yeah evan took care of all of mine so okay fabulous so um our next meeting is scheduled for um january 10th 2022.

and about a year before that three of us were actually attending conferences at the state level trying to prepare for this and get out ahead of it and we get started really in 2015 with some very rudimentary tools i'll say it was really a spreadsheet it's how we were collecting at that point in time we could see the storm coming and so we started to prepare and gather our resources and hunters down at that point so we started to piece things together into just a very basic spreadsheet and the law itself was delayed twice it was eventually delayed to 2017 2018 and it finally went into into effect in 2018. so by that time we were already like moving and grooving and we had everything in place at that point i think we had already either taken on the learn platform or we're at least investigating and transitioning to the learning platform which is where we kind of house all our library of software and data platforms to prepare to be in compliance with and essentially we were in compliance at that point um out ahead of the law taking effect because we had two year head start three year rates so and unbeknownst to us the state was eventually going to adopt the learn platform as its state platform for uh public schools to maintain their libraries of software so on the back of this document there is a brief summary i'll say of the law because it's it's we don't want to get too much into the weed with it but it kind of outlines some of the major points within the law the fact that student record student information is not the property of the contractor it's really the property of the the students themselves that the board can take steps to request data be deleted if necessary um what the contractors are allowed to do with that information and how they can use it as well as outlining it and defining the notification of breach if something does happen what are the next steps and how quickly do they need to be taken and all the way to the end with data retention how long do we keep that data and what do we do with it when it's done and can the parents actually request to have that data either maintained or deleted because they can extend tasks if they choose to do so so i have a expensive id background but yeah i'm just defined uh contractor yes so the contractor in in this is the vendor with which we are providing student data and that could be anything you you'll hear the term personally identifiable information or pii for short and that could be anything from the student's first name last name email address that's it as soon as they have just those three pieces or one of those three pieces it's considered personally identifiable information if it's stored in their system it's considered student data and they have a right to maintain that privacy of that student um and so anyone that we enter into an agreement whether it be a digital or a physical written contract to share information that person or that vendor is considered the contract and this extends beyond software to contractors we have the company and provide services they have a list of kids they work with specific kids otp things such as that correct we have a very small list of meals as well yeah it's beyond just we're hosting some data in the cloud who has it who has access to it you know what control do we have over it goes beyond that to contractors so so one of the aspects of this is that we are required to maintain a very public facing library of the software and the platforms and the vendors in which we share our data and so that is done through the learn platform that is the second page you actually have a little bit of a screenshot two different views here one at the top is your broad facing public public-facing library you can go in and there's some search and some filter options that you can look at but as you look you'll see product names down the left the learn platform gives us a little bit of extra feature with the subject and the grade level that's not something that we necessarily do ourselves but the learn platform through its use of pulling this data in to their database they maintain for us but then as you move to the right the approval status and the privacy status is maintained by the district so the approval status is a product of a nine step process that we've developed over years here in cheshire public schools where we really thoroughly vet every aspect of the platform before we decide to utilize it and it goes from the initial person making the request to the application that they have to fill out to their teacher leader the curriculum office and then finally ends up with the technology leaders to make sure that it's viable in the district so that's the approval status and then we move to the privacy status during that process a privacy addendum a very specialized district privacy addendum is automatically sent out to the vendor and it says above and beyond your terms of service and your privacy policy do you agree to the cheshire public school's terms of addendum which is again saying that yes you're going to apply your privacy policy your terms of service but then there's a state law that says you have to agree to these key terms there was a boilerplate template that the state gave us back in 2016 that we have in turn given to our legal counsel who has kind of fine-tuned it and tweaked it over the years so we have a very specific set it'll look similar to other districts but there's a few key points that every district in this in the state has probably done just like we have to meet our needs and and what they feel is best practice so that gets sent out they can choose to either agree to those terms of service and sign it and return it back to us and if it does it gets tagged in and inserted into the public library if it's declined then it stops right there if they don't agree to the terms of service state law it's dead ended right we really can't proceed forward with that so everything on this list this this is public facing you can go onto our website you can scroll through all the software we use the only way they can get on this list is if it's data privacy compliant which means they agree to our terms or it doesn't contain pii so you will see some other more elementary software on there um that we use you know abc something or other programs just doesn't it doesn't require the kid to log in there is no piri and that's so fbi is not not personally in that file no personally identifiable so if uh if a teacher wants to give a link to an abc program and just not link and static list or a website that requires no login no personal identifiable information exchange and pii and so they get their own little separate color um and if you see we've do uh the second screen uh screenshots at the bottom is this code.org if you click on the actual resource you'll see a little bit more detailed view you'll see the actual privacy policy terms of service the addendum that we requested they sign is also attached here and being published as well as you can go right to the resource and you can see the privacy statuses and what they've pledged um throughout some nationally ranked programs so that is the learning platform that kind of helps us maintain that it's again a piece of the process that allows us to kind of maintain a catalog of platforms that we that we utilize across the district and it's extended from a conversation tonight we're talking about data privacy but there are millions of resources out there to use software we're looking at it from the standpoint of data privacy but we're also looking at how it fits into the czech recruitment there are resources out there that we've specifically may have the endeavor for but we don't use because the curriculum doesn't fit we also have certain software platforms that we've denied because they don't sign our contract and if they don't send a contract our staff does not use them we're talking about the standpoint of the curricular piece in the classroom but also special education software and data management and other resources that use all that's important so is this everything is this comprehensive no that is that is one snapshot of of applications that are on here and um the public facing one primarily shows those that are approved for use if you see the internal one the ones that our staff can look at and use as kind of a conversation startup well do we have something that meets these needs or can i use this application we encourage them to start here their view is a little bit more graphic than this meaning that the icons are a little bit larger and they have some links that they can go to directly to kind of you know look at the stuff they'll see it's a stop light green yellow red yellow is pending i mean someone's already ahead of you and we're looking into it green it's good to go red it's already been reviewed and denied so we kind of keep that at pace where they can kind of review it first uh this is good or it's not like so are we talking hundreds of thousands hundreds hundreds and has an application brought to you is that it do they do you get a sales person or do you have a teacher comes in driven by the teacher usually driven by the teacher right they'll fill out a form they'll probably start with a conversation with either another staff member or their department or grade level depending on where they're coming from and it'll start with them they'll submit a form with a google form where it all starts and that google form has a multi-page application process and from there the document goes to their teacher leader first so it could be a department head it could be a school principal a division leader they give kind of the first level of review and if they say yes it looks good curricularly it meets with this you know the ideals of the school or the grade level of the curriculum then they're going to push it off to the curriculum uh supervisor at that point they could be kevin marlene maureen uh and they'll take a look at it from a holistic approach across the either if it's at the elementary schools is it good for one school it might be good for all maybe this is a broader conversation that we should have um and then from there we'll actually get turned back over to us so that we can look at the viability with regard to can we offer this digitally um is it something that we can push out through the google apps platform or does it need to be pushed out through the ipads and we look for the viability on the network and our system resources and cost is obviously filtered in there as well if there is a fee and then once all that comes together and the approval goes back out to the teacher the teacher leader and everybody that was involved in the process we wanted the equity if there was a great resource out there that works for second grade we want to make sure it wasn't an island working in one school that every teacher that secretary level could benefit from it but also to make sure it was vetted we didn't want people going out to a dinner party or conference or talking to a friend or friend or cousin and coming back and wanting to use a resource that next day we want to make sure that it's vetted from the privacy standpoint from a curriculum standpoint from the cost standpoint as well as the software we have for the district also i think it's really important that the connection between technology and the coaches and the curriculum office is like this because back in 2018 we had to go out and make sure that every teacher in our district knew what pii was what they had to fill out in order to start this process and we had to educate everyone on the law i think the training that went into this and the ongoing training for any new staff is critical and those trainings that we did in each of the schools was to help impress upon those people the important you hold a lot of critical data about these students you are you are the guardian of that what you know while you're working there obviously there's a technology we have in place to help that as as well but you are entrusted with a lot of data that needs to be protected which is why we it leads to other best practices such as not sharing your password yeah is there are any of these just um like either faculty or administrative information or passcodes and not student not specifically student tasks if a teacher is using that resource and having students log into our homework assignment or a class assignment limitations just instructional software stuff that we use for plus or whatever spin all needs to go through that through that same process there's a lot of operational software that we use yeah there is a question in the process that asks who will be utilizing this what is the audience and if that's at that point that we catch all right where where is this directed is it the director that stu the staff all of them both of them because we have a wide variety mike do you want to speak to some of the vector training additional training that folks need around yes yeah we moved our our training mandated training for the staff online things from sexual harassment training all that stuff i think man i i did manage to get included in there three mandatory technology trainings that people think there's a password security basics there's a web browsing and there's an email one which lends itself to you know fishing and things like that so all of our staff does watch those um each year it's it's it's a separate it's a step in the right direction there's really only so much that you can do yeah secure [Music] our entire staff to see who we click on it and because you had k12 cc west emails you did probably yes real phishing emails come daily and we see them and unfortunately because of this training a lot of the staff members will now take a screenshot for you know fortunately not forward as the emails but they'll take screenshots of it and say what do you think of this and i love that because they're really skeptical and they're starting to recognize this doesn't look right so it's definitely working i mean we're seeing the fruits of the labor uh in that regard so i look at cloth drop communication is for everyone crosstalk empowers people to make their voices heard to me that just sounds like an open invitation to like spread no in reality some of the names said these are no but i'm just in terms of the intent of the website it's to get your voice out which means that you're going to so that actually is a special education software for students for communication purposes okay so not only is a regular led population connect with this we also look at the special education software that our ots and pc's are using yeah we write down to students that are non-verbal and use devices and i would dare say a high volume of some of our approved software is for a really targeted small number of students so one of the things that we talked about we yes this was comprehensive i said no it's just the seas there's a lot of very targeted small individual or small group software that's approved for use on it because that's appropriate for that student or a small group of specific students but we're not using it for broad use so oftentimes we look down here it looks longer than what our bright population students are actually using so context matters and that's right yeah and that's the original purpose of learn platform is not just somewhere to store all the titles that you use to prove that they're compliant with data privacy practices we look at that software and we can figure out how many licenses we have a particular software and how much is being used so we know can we scale back on a license for this or what's going on with this why is this being used do we need more professional development or we may see something that wasn't getting used it's now getting a ton of use because we went remote right we never thought but that's a great application for remote money so we can see all of those trends through learning platform which is the original purpose of the software itself if you go there when you do a top ten google docs google sheets powerschool where you're gonna get all the all the usual suspects that we use all day yeah on the other side of the coin we did have a piece of software that wasn't approved and that allowed us to have that leverage because more and more teachers were looking at the benefit of how the software was a phenomenal piece to use in the classroom and other school systems and finally that gave us leverage to work with the state of connecticut to speak with the vendor and eventually to get them around to assign it to them so that would be eventually clear so this is an ongoing process this isn't just a snapshot of time that's done we continually look at what's being used and how it's being used to do the best for our students in the classroom and i'm going to say our state edtech commissioner has been fantastic and helping districts with this we'll reach out and say there's three or four districts we're all trying to do this they will get into a conversation about why it's important to sign the the data privacy event and they also took care of the deities for us they got power schools we don't have a legal team to reach out to those people but they start wanting to modify our contract yeah so they've done a fantastic job casey the state specifically had really headed this up so so we can be pretty nimble if we have to get something quickly we went fully remote in two days with a device in every student's household you can't get more nipples so you guys actually read that we do [Music] more than several years ago i would say 10 years ago the town and the board started a joint technology steering committee that's i think it still means but by and large you guys are using apex solutions way early on but they'll get infrastructure while it's networking and a pet a really high-end uh secure prices that this team's been running with since uh for a long time now so i'm glad i'm glad it's gotten to this point here you get your uh processes almost mimic what we're doing utility level yeah you know against fishing tax security friends that being said uh with president biden's infrastructure bill i know connect is set to receive some money and the at least with the utility energy companies pushing for companies to ask for funding for cyber security not just like t but whole team technology so i was wondering if uh if if uh cps is for vincent's gonna be looking into tapping into some of that finally potentially shore up what you guys are doing around securities and price yeah yeah i don't think you're behind on anything but just curious i can't speak for a video on that but i'm sure that has been defined yet but it's kind of when it gets down to our level that we take advantage of a lot of this whether it be for security funding uh ecl funding i applied for this year to replace a bunch of our chromebooks so we're we're very there could be physical tournaments in there correct correct yeah it could be more training there are a lot of school districts of our size that haven't gone out and hired a cyber security professional on staff do you think that's my biggest concern is the big [Music] there are yeah there are certainly different um elements to google for k-12 education versus higher ed versus enterprise there are different standards within google's world if you really understand them and see them for who they are there are different there's disparity among what you can do in certain areas you know there's certain uh services that are held um they say there are core services that we don't get because we're in k-12 population and and we're cut off from those so we're not even supported to use them which means we don't they also just recently released this past june more stringent recommendation requirements with regard to students under age 18.

december which means most certificated members need a break from the non-stop holiday chaos with their classes avuda participated in the apple valley christmas tree lighting last tuesday it was so much fun seeing the kids out of school and for me seeing some of my former students who now have graduated married and have babies it is always a delight to see former students and their family however it does make me feel old in teacher years um a buddha gave out poppets which are the new fidgets and uh to the kids at the christmas tree lighting which made everybody happy the kids who get to play and the parents and teachers love them because they are silent it was great to see two board members come and participate thank you mr nunez and miss oppara it is a great way to meet parents students and staff outside of our elements i had many opportunities at the event to talk to parents and potential potential preschool students because most people don't know if if you financially qualify their kids can go to preschool with avusd for free i know that the teachers appreciate a head start in education and learning classroom and expectations early on for the students i think this would be a great opportunity next year for preschool and our family centers to attend because we have great programs here at avusd avosd should advertise themselves more so that parents become friends instead of enemies community involvement is my favorite thing to do as president of abuta lastly i would like to wish you all a happy holiday and each board school board member has a great gift from avuta to show our appreciation thank you for the opportunity tonight to speak to each of you thank you so much [Applause] closed session reports okay we have quite a bit to read out tonight so bear yeah that's i mean but it's gonna what are we talking about the grand scheme of things as a percentage if we accept 10 kids on a class of 400 500 600 it's a convenience percentage yes this building has at any point in time so right and each year the classes that are coming up are getting bigger and bigger yeah yeah but we're those eight kids students excuse me we're talking about less than two you know it's one point three percent i think it's it's minuscule i'm assuming the applications are freshmen retainees about 240 our freshman class makes something about 37 percent of our building the president but this is the biggest year of attainment yeah probably so these eight to ten applications are for upcoming freshmen right so eight readers what are the eight what's eighth grade yeah what are the what's the eighth what's your name one more number what's the graduating senior class that's leaving the building with graduation what's your senior class this year probably close to 130 right so that is some questions that gain is going to be significant right yeah right especially students that are being maintained like i want to make sure that their class sizes are small enough to make the difference really let's look at four years from now we say you know we left one more because this year yeah those eight kids may fit but four if we have four more classes that continue to grow year over year you know those eight kids as small as that number maybe you might yeah [Music] but if you have seven or ten applications that are already on your desk and i understand that um you have to understand we have to have those applications down because we were old we have more applications that we have seats we have to run a lottery next week i don't think we're at that i think we're dead even with the applicants the number of seats so we don't have to run a lot of them and again it doesn't bother me one way or another where we go i'm just giving you the facts so you have the facts and then you guys can tell me how you would like to proceed i mean if in the long run we're phasing this out i'm just saying you know if you have whatever you have on your desk at the end of at 7 30 tonight that's it so whatever we you know and then going forward i think that that's because in the long run you're not getting those numbers year after year after year we're talking 10 kids that are on your desk the understanding is that those are 10 students that bound broke 8th graders that you know we're looking at space so but when you their applications were presented they were put forward already those students took time to fill things out to want to come here so i mean i i think maybe a negotiation on this would be let those students at least whoever's on your desk go and then going forward i mean these children they want to come to our district i already applied they should all right so my show hands who would prefer to just keep the seven that are already on the desk ready to go and this will be our last year can i answer questions what was the original deadline for them to apply is that passed or not yeah okay okay because it's not like we're saying oh the deadline needs to be three weeks and now no sorry it has to be in this okay okay good so they they've already applied met the deadline and they're waiting and then they have an assumption that their application is going to be looked at yeah actually yeah first i mean i feel for them we don't know what a moment is going to look like for residents it may make a difference well four years so it's going to make a difference when they get done with all this housing i mean we're in four years we're not gonna have the space for for what they're building in town we don't have the space now but this these students didn't do anything wrong they did everything right i'm not saying that we need do you use your exact point though yes we want to support our own children but doesn't the money that this program brings in do that in a different way doesn't it doesn't doesn't that help immensely as well i mean it's not like you're taking them and getting nothing out of it you know we are getting funds for that that are used for all the students tell that to a couple teachers who cost oh well you know what i'm dr gallagher yes i i have to review my original position i think this is a compromise right i think there's there's stop the program continue the program this is in the middle right we're going to stop we're going to end the program but give it one more year of the students have already applied i think it's a conference listen so we work with the board and the majority as the rule to make a vote [Music] um [Music] borough is now going to start a own large collection that they can basically get hours um so there'll be no outside companies um so i have been told that they're going to be picking up our garden and that [Music] when i get details but again um i have notified at four o'clock today so my only question is i think it was presented at council as a network for the town in general were you given any kind of indication about whether we would pay more or less in your arrangement i don't know until you know this um you know and again years ago the rope that somewhere along the line in the last year and a half we were not prone to garbage and then the last six months we were back on the counter gardens and now everything's changing again i don't have a really good answer for you um [Music] i just don't know what that number is [Music] and we missed you retirement means that i'm home with my husband all day i need her i'm sorry um i'm not sure that this is the right point for me to make the comment i actually wanted to comment about something that uh that you said michelle during the president's comments sure is this the right time for it is it is something in general well this is the president's comment so is that an agenda item then because it was her her president's comment section is in the agenda according to the lawyer well i guess you guys are going to have to wait for it what a cheese i haven't even put my name down [Music] yes [Music] i need to abstain there's morris yes just for somalia this is tom south yes this is that yes mr zucker yes mr fazbear i'm staying or comments that somebody social justice club was identified say that again yes [Music] yes seven personnel resolutions midland elementary resolved [Music] can i get a motion motion this is mars can i get a second section um any questions or comments yes on seven two on the retirement of mr lee i know i abstain and mr lee was the first one who challenged her mind with with uh [Music] science and i just want to thank him and and the district and our robotics program is is very strong because we're bringing up junior robotics people because mr lee's love of everything science and it's it's a mr lee can't retire so if you hear this you're not mr alcante i have a position somewhere for you in this there's something for you here in the district and there's something you know i just want to thank mr lee um that the robotics have come back down to the elementary school a newspaper school council spanish it's just wonderful so i'm very happy to see all those things yeah definitely all right yes as outlined in education district and high school 8.2 to 8.7 can i get a motion mr thompson mr bell any questions or comments yeah on the course selection for the ap classes do we know how our students did uh i asked this every year how we're doing on the ap classes [Music] do we know what our overall pass fail on the ap classes where last year uh the results weren't that promising given but they were down across the state because yeah um whether they cancer fail i know you know my husband teaches ap and set on uh students that go through his class even if they don't pass when they get to college they are more than well prepared to take those classes so whether they get credits ahead of time or whether they just use that as like a really strong uh foundation for their college career i think it's a wonderful thing but don't also at least for english correct me if i'm wrong when i was at school we had certain schools both won't take yeah exactly so so just one quick comment on that i found that the audit documentation was on the 11 19 weekend report i was only listening so that's my fault yeah bit better i um that and then i will make sure they're saying they're attached i'll find out [Music] is outlined in education resolutions under middle and elementary schools nine point two two nine points i believe seven no five nine point five i'm sorry any questions or comments i'd just like to thank whoever is arranging the uh yeah whoever's in charge of that or the reason why thank you very much for that is elliott yes this is daddy uh mrs zucker yes mr fabio yes yes motion okay number 10 policies resolve the federal board of education the resolution is outlined in policy resolutions under district and high school 10.2 can i get a motion motion second mr excuse me correctly it's if um the state declares correct the state the health department of the glacier emergency levels yes and then that is in a provision in there um and again i know just branching out too much but if we're out for three consecutive snow days from virtual right or if we get permission on the snow needs to go vertical and again i don't have all of the particulars covet or restart or grow back plan is gonna have to phase out to this new plan and i think that this was the start of that i guess my question is i'm reading a lot that staffingly what happens if we have to close a building what does that mean what does that mean if um [Applause] [Music] um when it first started they were full day with a lunch and then we moved last year into a fast day there's no determination on that 11 special services resolutions resolved with our report of education across any questions or comments hearing none can i get a roll call mr mayor yes mrs yes ms mark yes number 12 finance resolutions resolve about the board of education improves the resolutions is that financial resolution 12.2 the 12.12 um eight one six from twelve point five and then abstaining from twelve point seven twelve point nine and twelve point ten so you know seven nine [Music] uh at this point is there anyone on the board that has something that and my boyfriend's happy today we'll get extra [Applause] definitely get money different perspective um discussions you just sign the book as well sounds good thank you you can get one for the record [Music] yep [Music] all right so uh good evening uh members of the board my name is lopez perez and i am a former english teacher at boundary high school i'm here to comment on my resignation as well as share with my experience of being here for a year and three months in this district and i wanted to begin by reading my resignation letter um uh by reading my resignation letter to its attendance recipient which would have been all of you members of the elected board so elect the members of the board so dear bomber board of education this letter is to inform you of my intent to resign my position as an english language teacher effective today december 2nd 2021 well i appreciate the opportunities that the vampire school district offered me when i was hired i found that the lack of support and protection as an employee is both disappointing and unsettling well i have the pleasant experience in the classroom i find that i can no longer trust leadership through justified blinded episodes of harassment sincerely lopez campus elected members of the board in your hand who will find a signed letter from the superintendent addressed to me it is a threat of arrest should i show up at school grounds at any time that was given to me when i submitted that reservation letter all i had asked for was a safe working environment and i was punished for doing so by being made to feel criminal while this isn't settling i'm not surprised that i received the sign letter from the superintendent in the year and three months that i've served here even i could see that bullying and retaliation is not just the norm of this district but it is aborted the only mistake i ever made while serving at gunport was believing that it could trust its leadership to do the right thing when i made a formal complaint about how a person in a position of power laid their hands on me in three separate incidents i was met with victim blaming and gaslighting i was gaslight to believe that the harassment i received was somehow my own fault i asked the board is it not enough to say publicly in a room amongst your own colleagues my colleagues at a fundamental meeting that i am someone who wants their professional and personal boundaries respected and i'm quoting myself why was this assertion not enough to stop this person in a position of power from grabbing my shoulder and threatening me with the words i can be very wrestling why was i then objectified and used as a prop by this person who chose to reach directly from my ear and whisper into it why was my stating my boundaries not enough to stop this person from running their fingers through my hair once more i asked the board what if school leadership recommended that you speak directly with your harasser as a resolution to the issue what was i being made a learning opportunity for this person in a position of power at my own expense wherein my own humanity was ignored and theirs recognized rewarded and mistakes forgiven well i reject this victim blaming i reject this objectification and i am not a learning opportunity for anyone and neither are bound brooks students neither myself or any of these students should have to demand safety and respect and while i could resign from and leave this place of toxic control these students can't my recommendation to the board is that they revisit the procedures set in place in this district for harassment cases or any other cases like mine i find it unsettling that an internal investigation can be done by the accused peers and that any appeal made must go through the superintendent reflect on the power structures that exist currently at this district and ask yourself if it is truly just to defer to the opinion of a single person that's all i have to say and thank you for listening have a great day thank you [Music] [Applause] huh hello so i wanted to go back and revisit something because to be honest with you i think it has a connection to um what mr lopez perez uh just articulated um a couple of years ago i think it's probably about three years ago i think i stood in front of the board and um addressed a teacher who felt victimized at the hands of some students and felt that her issue was not truly recognized by the district and i remember on the speech to be honest with you i probably have it in one of the 18 000 boxes that are now in my basement from all of my files that i swept home the last day of school and i remember thinking to myself this is not my district i'm kind of ashamed that my district would allow something like this to happen um and i'm certainly not pointing fingers and i'm not asking for um change well i'm asking for lots of change but um one of the things michelle that you said in your speech was that we're going to do all kinds of things because we're recognizing that students feel disenfranchised they're angry they're upset they're taking to the streets and they're protesting which i i have to say i think is a great opportunity for them to learn a life lesson and i have to say i applaud them because i think that they did it in the most responsible way that they could they organized they planned um and there was no violence it was done peacefully and so i think that they learned something in their classes about um let's say the civil rights movement and passive resistance but one of the things that you addressed in your speech was that committees were going to be formed with students to try to get to the heart of this problem to give these students a voice and then you use the term student leader and while i love all of my students i recognize that a huge percentage of my students are not the leaders they are not the academic circle of ten they are not recognized let's say on the sports field and coached by um you know by a teacher or an adult who will champion whatever cause they are these are students that actually have to look at the stickers on the door windows to find that safe space because they don't feel as though they know where else to go and those are the students that need to be part of this change and they're the students that you need to contact and have as part of that committee the student leaders are wonderful and i applaud them and yes they are going places but it's the other of the population that feels they have no voice feel that they're not recognized feel that they're not supported and feel like they're not protected and apparently that also goes for some of the teachers that uh walk the halls and if i were here i promise you this would not have happened come on you know what this should not happen it shouldn't happen and i can't believe that it's still happening three years later we haven't grown we haven't grown but i implore you to involve the students that are not the ones that are all whose pictures are in frames or who are protected by adults in the district and therefore have the freedom to stay and do what they feel they need to these are the kids that don't have a voice and that's where the problem lies in this district is those kids are pushed aside because they're not headlines they're not the kids that are going to bring good press to our district but they're the lifeblood of our district and they deserve better um i do believe when i mean student leaders there i believe correct me on the wrong mistake but when mr smith was talking about the people that he was choosing to be on the leaders of the people who felt disenfranchised not excellent not necessarily school leaders it has no academic understanding that's not what's not he went to the people that were organizing those walk outs and went to them directly because that's you're right that is absolutely where we need to be because that's where the issue needs to be dealt with excellent thank you i appreciate your time thank you i wanted to make a comment [Music] my name is rebecca and i am a parent of two of your students in the high school last name is ado norte um i wanted to make a comment based on president on your comments in the beginning in light of um the stand that our students took our our students took this past year um this past week and i again i also applaud what they did in the courage that they had to stand up for what was right and what they but their heart was telling them to do um as you were talking you were talking about diversity equity and inclusivity and i know that brown brook what was that last year or in the past i know you've put out documents about doing this in your school as i look at the board i see nobody here that represents my children i have a i'm my children are mixed blood i see nobody who represents my children their their perspective or their friends perspectives and i would encourage the board as you move forward um to take the time to make sure that you are you are working with people of a broader perspective so that when you are looking at how to resolve the problems it's not from our limited perspective i always speak as a white person it's not from a limited perspective from the white perspective but we are taking the time and i know that many of the leaders who went out during the demonstration definitely are are beautiful people of color and they will give us a perspective that we need to hear because there are many things that we we miss because of our perspective and i'm calling you to to con to to move forward and to use that and to you've already put yourself forward as saying you're going to work on diversity equity inclusivity and i challenge you to make sure that that really happens right that's why when we were speaking about different ways to kind of include those students we as a board decided that we also wanted to be part of meeting with those students so that we can get their employees right because how you and i have lived is different than how many of them have lived and we need to make sure that we hear their voices and we understand thank you let the superintendent have your name and i have three things written so i would appreciate you guys just first i didn't get you're tall and online um i'm janae baskerville i'm a senior at the high school and i would greatly appreciate it for just listen to what i have to say uh [Music] hello hello my name is janae bassinger and i'm a senior at the high school and i have three things written really listen yeah so first and foremost this is a testimony from an alumni high school named olia saline who also faced many events that we had to face while being at high school and i quote as new details are emerging about a teacher being harassed and racially discriminated by a long brook school district supervisor i wanted to express how proud i am of barbara high school students progressively advocating for change in my school their voices deserve to be heard many of you have heard and known about racial incidents that took place in 2020 once when i received the principles of ward and other times throughout the school year even after there are still incidents circulating around racism and homophobia and it being ignored without any questions for said individuals i am utterly disgusted with the district's response to handling the situation there have been a history of many teachers leaving the district due to harassment and bullying students are tired of these incidents simply being swept under the rug the staff in fear losing their jobs for doing the right thing voicing their support for students this is absolutely unacceptable the district needs to take a serious look into who they are hiring and thoroughly investigate such allegations and hold any individuals accountable regardless of their higher depositions good students good staff and good teachers deserve to be protected and valued at all costs that's the first part i have to say okay the second part is something that i personally wrote to the news while doing the sit-in because i felt like we weren't being hurt i mean you guys have been over here for out of time it's my first board reading but it's not like this is brand new news so local town bomber high school protests as a well-loved teacher has switched districts due to feeling unsafe at the hands of he was wronged put through a bonus trial and sent to family and one second the students don't have to walk past an excuse i cannot mean let me do a few of your questions i three men every day they don't feel safe we safe at my high school that's not the i don't feel only case of injustice the accused man has been known to say racial things in a class full of people of color most of the teachers have this high school one specific teacher in high school even has a blue life matter that uh hanging out with big and bold is fight for black students our teacher is not supposed to get political and if that is true why is there many departments at this high school including the financial courses and whatnot constantly made with racist rights why is there an account on instagram most where dedicated to bachelor of black students in the black community in general in broward high school there are also endless amounts of sexism and homophobia in this school and the amount is sickening you report it and it is discarded they tried to walk out and they threatened us with suspension so they will sit here quietly it will be silent but the injustices speak for themselves and then i provided bits from the protests and i said the only thing this minister cares about is the media and how they are perceived please i am asking and begging for you to help us you are the best hope at getting changed although the people who are supposed to be helping us may not care at all i pray that you do and this is something that i also personally uh said the walk out um and then i passed a lot just to say he personally brown brook high school has shown us time and time again that they do not genuinely care about us between the blue lives matter flags and teacher science slurs we are not people we are numbers a teacher once told me and now i'm telling you that we are our same flow of income seven cars there is a skipped amount of us here and we have seven clocks we were threatening to come out here today and i not see all of these teachers through all these racist and blatantly hateful things get threatened with seven cops are they doing what they're doing or even after the fact when it was reported but you're being taunted and go up into the halls and cannot go from class to class without being taunted by people who knew they've done hateful things to our community and they know how uncomfortable it is making us smiling laughing at our discomfort and it's not something that's continuing to happen with other teachers and the exact same thing will continue to happen because they don't care and they perceive us as just some rebellious emotional kids that's all we are we should be worried about stupid high school things we should be worried about drama and who likes who and whose hair looks bad and not what hallway to avoid because every class in there has a racist teacher you know there these aren't incidents that children should have to deal with most people got to our children under 18.

we see student council at del rio 3800 and less seven more expenses still not a lot of expenses in student activity and i would say that reflects the focus on academics thank you any questions from mr livingston that was just a discussion item so with that we'll move into item eight a through g and this is our consent agenda with nothing beautiful we have a motion to accept the next piece of agenda probably promotion to accept tonight's consent second all in favor thank you item nine a is our administrator and director salary schedules mr schultz so many many years ago before any of us i think worked for the district um policy gcbb was implemented which is the the policy that tells us how much administrators get paid and it is a calculation and there's reasons why i think it was put in but in order to provide more transparency and to make it easier to understand uh what i did was took basically the this using these this calculation as a basis and turn it into salary schedules which is what we're used to using and people seen and just as a warning all of the salaries scheduled to use whether it be administrative or classified staff which is our hourly staff or certified staff teachers they are entry salary schedules so one that all that does is tell us how much a person is going to make when they get hired and it's never used again because we get percentages or flat increases that always are beyond what the salary schedule says and that's what our goal is otherwise we get leap frogging and some other some other issues going on so i took these and then there's a list of some of the things that i changed the base went from increased 2.8 percent this was last done in 2015 six years ago so a 2.8 percent increase over six years is rather paltry so it's it's reasonable um there was a change in the special services director we had to adjust our our current special services director almost a year ago or quite quite a while ago because it's just too low for what the responsibility is and the number of special ed students that we have right now so that was adjusted as well um the middle school assistant principal i actually decreased it because i wanted to make sure that there was a significant difference between principal and assistant principal at least ten thousand dollars based on the responsibility um and then uh there's some other things in there about what how to how to go down on the salary schedule and over on the salary schedule and so there is a all of the salaries here so all eight of them are provided to you for you to take a look at the uh one that was different that i added um that was separate is the classified director salary schedule that was not on the calculated or on the in the policy originally and so i added that and those would be our id director our district nurse maintenance and facility director our um am i leaving out transportation [Music] so and then also our business manager those are considered classified directors and so that salary schedule was added um we've been using it for a while and i think it's been approved before but it would just add the home to this so again the reason being this is this has gone through and been reviewed by the superintendent's employee advisory committee it's always already as well as being approved by the district leadership team and comments and so forth that were collected during those two groups kind of taking put some eyeballs on it so um not a ton of changes there is also in the last page in that packet there is a salary comparison with other districts both locally humboldt and prescott along with some that are similar sized elsewhere that'd be like cottonwood and then also payson and then some that are kind of ways away much bigger than us that'd be flagstaff in deer valley but that kind of gives you an idea of where we're at and we're pretty much in line for the most part yes um questions concerns comments and this was very very interesting good reading but the bottom line is right now we're based on asda formula that we're locked into other than when we've had to add stuff what you're suggesting is that our base salary schedule will now be something that the board can adopt on an annual or whatever basis uh tailored to the charts that you've shown here right and it could always have been changed in the past because there have been times where that base amount to 4800 something was adjusted um and with the last adjustment happening in 2015 but knows that what aspa did or what we did that the board did that oh okay so the board can always change its policy it just takes two reasons to do that so and that's been done past um but this is i so you know what would happen is with the new policy that i'm proposing that's the first reading later it would be just like all of our other salary schedules right it would come to you to be approved if there was any changes because our whole package and then salaries would be those that we the administration the board has approved and not have to worry about changes that asba made or should make and have to go through that administrative process of changing that to change the policy right yeah i think it'd be interesting to know of all these schools that are listed um which schools are closest in the num and the number of students probably cottonwood and peso as far as districts go every other district is larger than this okay so we don't look as bad actually the number of students than that you know okay thank you any questions on this side you know the comments on this side okay so this is an action item so we need a motion to approve the proposed administrative director's salary schedule and president i will so move as i mentioned earlier i think this makes sense to make our salary policies consistent with across the board so the administrators and both both our classes of staff are done through this board action and the administration rather than have to go through the process of amending the asda once on regular or irregular basis so i will move this approval perfect motion on the floor second or second all in favor item 9b is another action item while we're on salary schedules the 2022 classified sellers so this is a classified salary schedule what i was talking about just a few just a moment ago this gives you an idea the minimum wage is increasing july 1.

um so a little difference there and this is in line now with what we would charge during the regular school year of 350 um so tonight we are asking the board of education to authorize student fees for the 22 23 school year at 350 for each student summer school fees for the summer of 22 to remain at 350 dollars per course and then increasing the drivers education behind the wheel fee for summer school from 325 dollars to 350 dollars dollars motion it was amy and then gary just really um i'm sorry so questions were shown in the fees why are we increasing this only this one why are we only increasing the driver's ed fee yeah um the uh do we want to make the summer school fee uh in line with the regular um school year fee for behind the wheel to keep that consistent um the other fees at this point we wanted to keep steady um as we kind of look at and continue to evaluate the various practices that we have but remember that our fees go to cover of a wide variety of things including textbooks a lot of our technological needs supplies and then do help offset our athletic and co-curricular um activities as well so the behind the wheel fee right now is higher it's higher during the school year than it is the summer yeah not exactly sure how to let that happen but yeah so they're just making it consistent yeah and there are programs in place for anybody who needs assistance with that so absolutely and um if it's not behind the wheel for the classroom part because that is a graduation requirement we would there's no fee associated with that you need other questions would you please pull the board certainly frost all right whisper all right all right well person all right i know hi shane hi harry's steve as you alluded to we do have a first reading out there for our auditing services a request for proposal uh we sent it out to nine different um uh accounting firms or auditing firms um we've heard back from four um already um with um interest and telling us that they will be submitting um our proposal as well so we think that this will be highly competitive um and good for the district i'd look to see i didn't see a list can i not put the list in there i'll give you i'll send out that list okay um sean when do you expect our hope is that we will actually present this to the board and um do you want a board member on that committee who interviewed sure somebody would like to be absolutely i'd love to have a finance um if you don't have someone i'll volunteer to help if someone else wants to do it okay of course so why we're going on are we doing a request for proposal um we one of the things that negotia are necessitated to change was the fact that when we changed our accounting method from a cash basis to modified accrual basis we felt like it was a good opportunity to also take a look at how many are or what of the other auditors out there and services that they offered that they could offer for us we've also been with evoy jacobs and cam chilty for many many many many years and while they do in fact change the team that comes out and audits us i think it is good practice to open that up and look for a different set of eyes to ensure that we're still following problems and generally accepted accounting principles well and i think it's somebody else to take a look at our internal controls and practices to make sure that always we're we're doing the right stuff they were very helpful years ago in helping us to set up internal cash checks and balances correct but i think it's time to give they might end up being the best candidate after the fact anyway so we don't know and then of course you see the foyer requests that we received as well we can have a motion for the uh consent agenda yes do you think that's okay what um would you pull the board under any questions for eric and the consent agenda nothing okay um and then i just have a couple items for tonight oh go ahead fire away um i just want to bring the board up today we've had we had two meetings um we had a second facilities meeting last thursday that many of you were able to attend on the vernon township um energy commission which is something that the township is organizing so that all the governmental entities in the township can kind of coordinate more together on the infrastructure projects that are coming down the road because of the recent federal legislation after our meeting on thursday faye and i went to the commission meeting on sunday night and that included representatives from long growth buffalo grove a couple a number of the other uh actual governmental entities and um i made some notes from the meeting i think that the best thing to tell you is that we're kind of moving forward i'm not sure you know we need to talk to sean uh about the virgie the company that they want us to look at uh some of the other districts already have their own vendors that help them with their energy projects so the stuff that we talked about in site facilities as to whether we all do this together whether we have the synergies or not it's still an open question and i just want you know we're trying to set up another meeting on thursday right now for the school districts it won't be a formal second facilities meeting so actually we can't have more than a couple of people from the school there because we're not going to notice it and have a full site facilities meeting but we're going to continue the discussions and try and move this forward the plan is for the commission to have another meeting in january and to really move quickly to try and see what we're going to have because the the assumption is that we'll have to do an audit figure out what we want to do within the next four or five weeks and at that point we'll have to essentially do the grant writing and apply for these grants all very quickly within the first quarter of next year so this is going to move real you know real quickly but we'll keep you surprised and quite vancouver keeping sean and eric in the loop and making sure that we're not missing something here but i just want you to let you know that that's going on one of the things that john mentioned at the meeting on sunday is he said did we stevenson want to have a student intern working with the township and i asked him if he'd be willing to have somebody there um i don't i think that i'll have to wait until after break um and we'll have to figure out kind of who we would ask to be a representative so is it a i'd like to just be a student who might be interested just to observe okay just it sounds like such an amazing you know opportunity for a kid who's really passionate about i think both civics and environmental issues you know if that that one kid is out there who has a passion about both and john is willing to let the student observe some of the meetings that'd be great that's it that's all i was interested in i would like to be on the record with mr gorsuch that i tried to slip in nuclear but nobody was interested we could try again though again i tried but nobody was interested okay i just wanted to uh technically its fuels all right uh i just have two items um the first is um every year we send you away um with a copy of our course book um and please bring it back if you decide that you don't want a copy because as jamie will tell you we can always use them however um you know this is our bread and butter right this is why we're here these are all the courses that we offer um and you know i think it's just something that you might be interested in to see kind of what you know as a school we're offering our students um in terms of curriculum so all that work that goes into letters of intent and then course proposals that cycle which we're going to begin again in march and april and may all results in this course book kids are already registering for courses for next year [Music] and this is just every year a monumental project so also take this opportunity to thank jamie and her team course book looks great and uh we all want to go to school here really well done yeah it it makes makes makes your high school look really shabby yeah yeah yeah anyway um can you uh photograph mine and have mr gobble autographed mine too even though your autograph is on the first page i would like to have it anyway all right and then from e.t with that said um [Music] let's see uh with that said uh this is just an article um that i thought you might be interested in regarding the topic that we have recently discussed we will leave it at that and that is all i have for this evening you didn't happen to hand out a whole lot of paper after i reported on our energy yeah yeah we if you don't mind waiting until the middle of march we can reload well we can give you for next year oh my god you just want them right now you want this here yeah it doesn't i'm just curious sure you can do that trey be happy to get that for you tomorrow morning that's exam 6 30's i'm just kidding can i have a motion to adjourn please all in favor aye

so to give you an example possible cova 19 impact on data we know that the data may be impacted by the learning models that we had by student attendance all those factors so that's the first one the second one what's actually the third one there but the first possible impact to the data right the second one relates more so to assessments so in the spring the state board of education gave schools the choice we could either give for example the high school level the sat we could either give it last spring to juniors or give it in the fall to seniors again because the juniors were supposed to take it in in the spring so schools had a choice wasn't just for that assessment it was also for the illinois science assessment and access which tests for el students we opted to give the sat in the spring to our juniors so tonight i'm going to present some preliminary sat data for some schools that just gave it this fall their data may not be there because they just gave the assessment a month or two ago so that's why you see two different data kind of disclaimers on the report card so the three main parts that were released in october were graduation rates which i talk about every year with the board ninth grade on track which i also talk about with the board and they made it a point to say mobility rates i'm going to talk tonight about graduation rates and 9th grade on track as i always do not really going to touch on mobility rates because even with covid our mobility rates are flat so in other words there's not a difference from previous years we typically range somewhere between four and six percent so not much of a change and there hasn't been we don't see huge variances so we'll talk about graduation rates and we'll talk about ninth grade on track graduation rates looking at obviously the last five years we know that last year's rates 2020 also had the covid19 disclaimer about the data and i know i presented that last year the state does a four-year five-year and a six-year graduation rate so for the four-year rate these are students who entered in the year 2017 entered school in the fall of 2017.

thank you mr reese for the recommendation to prove that cronkite news school corporation 403 b plan effective january 1 2022 we have a motion to approve so moved second moved by mr angel in second by mr babjack do you have any questions or comments from mr reese you answered one of my questions before i asked it and that's with whom we consulted regarding this and so i appreciate that information thank you any other questions or comments mr reese not all those in favor signify by saying aye opposed motion carries 5-0 thank you mr reese and uh some information information items this evening we have a superintendent of discussion groups uh maybe mr smith or mr hoffman anything from uh stuff in the community to nothing too pertinent cedar lake has allocated 80 000 for facade grants next year um i don't even know if they're meeting this month for for christmas but um that's uh that's virtually it nothing that would pertain to our to our corporation directly crown point redevelopment commission has been primarily focused on facade grants these last few months but the mayor did announce at the last meeting that this week 109th avenue will be reopened so that's good news for everybody before they probably go the next phase and close something else down but at least it's scheduled for reopening this week um also the there there are discussions being had about making further improvements to bulldog park with the involvement of this between the school corporation the city and those details will be forthcoming hopefully in the near future but it's an exciting opportunity to to benefit the the users of that facility as as well as the public thanks rafa let's move to director of elementary education ms ramirez thank you mr president and board members i would just like to take this opportunity to wish really happy holidays to everybody involved in crown point community school corporation and just to share my thanks to everyone who participates on a daily basis in making our corporation the success that it is supporting our students and meeting their needs from our custodial staff to transportation to food services our paris interventionists teachers administrators it really does take a village and i just am so inspired every day by everybody's dedication and genuine desire to do what's right and do what's best for our kids so i just wish everybody a happy holiday thank you same to you director of secondary education mr gene fermi can i say what she said i just the same thing nothing to add tonight but but just wishing everybody happy holidays and and hopefully very happy new year's to all you and and our whole school community thank you mr jim fermi happy house of you also uh director of exceptional education mrs pasquez good evening mr warner members of the board i do have a little update we recently received our results driven accountability determination and that is almost like a grade that comes it's a federal requirement that the state gives the special education department each year and it examines a multitude of factors how our students with ieps do on state assessment how many are spending most of their day in gen ed and then also just some compliance pieces like our state reaping for submitting that on time so we met requirements we got the highest you could get rating on that last year we had gotten needs assistance and it's always from the results from the year previous so we moved up that's good thank you miss passage chief human resource officer mr akiva thank you mr warney um just a couple of items here uh from my area first also continuing with the thankfulness and bucket filling over there you know we'd like to show our appreciation for our custodial staff food service staff tech staff and especially the transportation our bus drivers we've had a challenge you know with a very thin staff over there and they just done an incredible job with all hands on deck attitude to make sure our students get to and from school safely every day looking forward to next year already i can tell you that we're already setting meetings right now to take a look at enrollment and roll up in the next year to start analyzing our staffing needs i know that seems crazy but it's time to start doing that so as we come back from our break we'll be taking a hard look at our student accounts as we roll them up into the next grade level to see where our pressure points are and what our staffing needs might be as we enter into uh the spring hiring season and finally also when we return we've been circling back on school safety here in the last two months uh in the crown point community school corporation when you're away from college you forget some of the protocols and practices and we're back in the building we need to get get those fresh back in our minds on our in-service learning day we had an entire support staff meeting at the crown point high school auditorium to review our safety protocols with cafeteria staff bus drivers secretaries and then we're going to further drill down on that here for our roles here at central office so when we return uh on our teacher workday we'll be having a working uh meeting and lunch here uh to again review our protocols for safety and response protocols for our school corporation so not always the best topics but certainly necessary for us to dig into and make sure that we're staying on top of this and keeping those protocols in the front of our minds is we come to work every day so thank you very much just out of curiosity we're we're local law enforcement involved in those programs or just our staff members they're they're involved in everything we do now they may not be present in all of our meetings but for example dave coulson director of safety and security back there he is a major liaison between the city and so a lot of the information that he gathers and we gather in our meetings with our local responders we bring in and share during our meetings with our staff so we we invite them in as much as possible to to be a part of our meetings with all of our faculty and staff thanks well tom mr q before we before we move to the bismar i want to say it's not it's not a congratulations but with uh reading about mrs akiva and the newspaper and uh her being able to hand over her um scoring record being broken uh this past week or broken a couple weeks ago but uh the only thing that i could think of when i read that article and i'm a handful of years younger than yourself but the role models that the kiwis have been in the community and that article just it's that's all that article oohs to me was the idea of you're all in education and that opportunity role models at the same time is pretty amazing and it's i think that the two of you is like that article is a perfect uh wrap-up of what you've done for all of us thank you i appreciate it dave and honestly i mean uh my wife's been an inspiration to a lot of folks in the community not just for sports but you know through her role as a teacher but you know for uh you know she inspires me i mean because she's just a great great individual so i appreciate the comments i don't want to get into when she graduated high school but i would point out that there was no three-point line that's right yeah that's right master the mid-range jumper [Laughter] i know she would never say that no mr reese anything from the business department this evening i'm gonna keep the trend going and uh i have nothing this evening thank you and uh director of communications ms allen hi good evening i want to say thank you to lindsay eastling at winfield elementary as we've started to prepare information for kindergarten pre-registration in february i was thinking it might be kind of fun to see kindergarten through a kindergartener's eyes and so mrs eastlin graciously welcomed our digital media specialist and i enter her classroom over the course of two days where her students have been wearing a gopro camera so that we can put it together in a video and see what kindergarten looks like um the footage has been really fun to watch the first day i left and sat down in the car and said kindergarten is exhausting and it was but it's been a lot of fun and i really appreciate her inviting us to her classroom welcome to the big people's table yeah and uh sound i i don't remember if i mentioned this last last board meeting but when we had the ground breaking out it uh for the new taft middle school did you guys catch the um the thank you that we received with the did you see the the barcode on the back or the scanner on the back thank you but i don't remember okay so yeah i was thinking it could get slipped past pretty easily but um so she went to thank you there's a picture thank you for joining the ceremony and what they did was you can you can go to the what is it qr code and um see several other pictures maybe not so cool for us i mean me but i'm assuming that some of the students that were involved received the same same thing that they could share with their their families so i know these little touches that um you know i feel like each meeting we've kind of uh complimented you for something i think it's well deserved but these little touches that you know keep being added to um what goes out is pretty neat so thank you um so you missed the you missed it i don't like that at restaurants i don't see them i was handed over to superintendent of schools dr terrell thank you this evening while we're meeting our plans for the high school are actually going to the planning committee tonight with the city so we're excited about that and we'll start seeing progress there if you've been around the high school recently you'll notice that skillman's trailer has been set up so it's about to get real real very quickly here so looking forward to the beginning of what is going to extend over the next several years as we expand the high school as well also looking at our middle school plans taft is is going uh well and on schedule the elementary plans for both macarthur and timothy ball are in the final stages and then we're beginning our work on wheeler with some meetings tomorrow looking at several possibilities there also with the addition of an auditorium at wheeler middle school as well which will be a really nice asset for our students and teachers there as was mentioned before just thankful for the mayor and his leadership as we continue our partnership and growing that with the city i look forward to some opportunities that we'll be sharing with you in the coming months once we get into the new year there and again following suit with as was mentioned already want to thank our teachers and staff also really feel need to point out our nurses again it seems like every time we talk about people who are going above and beyond they're the ones that come up and they continue to do that so we want to thank them as well and uh just wish everybody a merry christmas and a happy new year and hopefully everybody get a couple of weeks to just kind of get away from everything take a deep breath reconnect with family and come back january ready to go thank you talk about uh not wanting to mention when i graduated and so forth but it's it's suggests maybe i've been around too long when we're remodeling all these schools that we're brand new schools since i've been on this board and it kind of reminds me of having been a graduate of lowell high school i still refer to that as the new high school down low and it's it's over 50 years old thank you drill uh other business of the border school trustees uh we have the schedule reorganization meeting in january uh dr terrell would you like us to throw some dates out this evening to kind of get to to consider that now yeah if you wouldn't mind yeah i think the rule is it has to be within we usually do it somewhere around the sixth seventh or eighth uh let's see we have has to be before the 15th so and while we're all together one we could get a tentative date out there and then confirm it um see january 5th or 6th would be a wednesday or thursday to start the year do a morning meeting 7 30 meetings so we could ask works for me asked miss green to just get a con from out there for some time between now and then january 6 7 30 in the morning diane okay as we've discussed before um we could develop a rotation of our positions or have further conversation about whatever may take place there but it's always open for discussion uh how about other business anything else that we'd like to cover this evening i think we could have a share a couple thoughts yeah i just i just want to make a comment for todd and just thank you for i know we handled your contract tonight but i want to thank you for trusting us in this process too you know almost three years ago and you're on the low end of the scale for league schools and you know we ask that you come aboard and prove yourself to some degree and you've done that and i i feel you know it's been well earned and deserved and appreciate your efforts for everything you've done for the school corporation so well done thank you if anybody else is you know thinking at the moment i i do have a thought i just want to kind of take a step back the meetings went quick this time between november and december but i would like to keep pushing for a retreat um in [Music] february march mr hoffman i think we'd we'd like to kind of work around whether if you may be on heading out of town for a little bit um and then you know also just throw the thought out there brian you i'd uh i think you watched a meeting last month you weren't able to be here but you know just that my idea is still that it's an opportunity to have a conversation not so much asking for administrators to present these plans and spend time on you know preparing for us but just to sit down and have some conversation about things that are taking place so you know i'd be happy to filter those to dr terrell if anybody has you know ideas in the next couple weeks to send them to me and we've all discussed you know that i think we all agree that um short-term long-term budget discussion is it something that you know needs to be discussed just be responsible for all the spending that's taking place i think we're in good position we've been totally good position but we want to have that that extra um you know conversation about it it's mr reese i know that that'll be you know something that we ask for your help with i think that one of the other topics that is on the kind of for me is this the follow through on the special audit that took place and i think some not necessarily because the comments that came up tonight but definitely they push forward that we while doing that review you know let's get a little bit of a review of our our bulldog buddy program at the same time um some assuming ms pascus would be involved that even with that and just all the random yeah i think this is i'd like to see um you know we kind of approve the we've got the bonds everything for the school improvement project that's going to be going on it's going to be touching every school i'd kind of like a refresh of like what that schedule looks like in each one of just a 30 000 foot view of kind of a reminder of what schools are getting what um because everybody's every building is i think we'll probably probably want to have some just open discussion discussion about the sizes of the buildings and when this is all done where you know where things are going to shake out with the hopeful enrollment and yeah how that might be accomplished like in some cases we're adding levels to buildings right in some cases playgrounds all that stuff i just kind of like to see a quick snapshot of that again yeah so if uh if we can get those bullets more formal and push them through to dr terrell's to you know hey what's just a discussion with somebody verse actually asking for information to be presented with that's i think something we've learned from our past is uh not to ask the administrators to it's kind of not the right choice words but to waste energy presenting something when all we're looking for is a little bit of a conversation so um dr terrell can you take a you've explained it well to the board but can you give us one more explanation of the um if we hit a trigger on our current um plan we hit the two percent trigger with the seven with the 14 days and the seven day rolling average yeah uh can you refresh us on how that would take place if uh yes i i can and i'll actually ask artie and brooke to jump in here as they're dealing with this daily making sure that we keep track of it in essence what we're doing is in each building as we as positive cases are reported to the buildings we then do our contact tracing with that we're keeping track of the number of positive cases within the building and if that were to hit that two percent mark of the population of the building then that would trigger mass being worn for that period of time until we see and that the the clock does not start until it drops below that two percent mark so if it takes three days to drop below then it would start on that fourth day artie brook would you guys jump in there with any additional information that you can provide no i think the biggest transition in understanding the data i think is i've worked with employees and individuals that have called is helping them understand that it's not the day the information is reported to our office then i can transfer it over to brooke to get put up on the chart it has to do with the last day of exposure so there were times when we would get in the past like 10 or 12 sheets in one day you know and that would go up in the chart and the way we used to do it and you would think that all that happened on that day with those exposures kind of reach back to two days prior when that all started if you will so we're we're trying to attach it to the last day of exposure to understand that um actual impact on the building and when it when it happened and again just kind of sliding back to what dr terrell was saying about the nurses i mean it's just a it's really just the nurses in the front office um i was at macarthur today doing a reading in a classroom and um you know they really do work so hard to run the schools up there in front and then work with with this uh data tracking mechanism to get to us at central office and then up to brooke to get up on the web so it's it's just a it's been a really big big process but i think our office staffs have just been doing a tremendous job turning it around as fast as they can i think i want i just honestly wanted to bring it up this evening because we have received some emails to the board um there's some people that are obviously not present this evening and if anybody is watching to some clarity about the you know when the when the trigger takes place um and i think with the break coming up um you know it's it's the break's gonna solve you know theoretically solve the 14-day problem for us in the near future but when we get back in january um as you said dr terrell you you know we we hit the 2 trigger and we're not going to start our 14-day count until we fall below that if we go for five more days and it happens to spike above it again well it's going to keep rolling rolling rolling until that amount of time that would be accomplished to be mass optional once again i could add one thing so we've had two buildings who have had to go back to mass being required i want to thank our parents and our students it's been a smooth process as we've gone through that the messaging has gone out and students have responded rather quickly and appropriately with that reports coming in from the rest of our buildings we have students we have staff members who are still choosing to wear a mask and that's going well i know there's some concern about if students are getting bullied over mask or what that would look like kids are kids and there are times that i'm sure things have been said but we're not seeing that as a as a large issue right now i think one of the things that covett has taught us with our kids is they're usually the quickest to adjust to different things and uh they continue to be so even in this area so having been at choir concerts orchestra concerts band concerts athletic events drama productions in the last few weeks some of our kids choose to wear mask even while they're performing and doing different things there and that's okay and accepted as it is so again proud of the way that our our students our teachers staff members are responding to yet another challenge as we continue to move through this before we go to board statements appreciation any other other business there just opportunity to have a conversation you know just to follow up on that i think the um plan with with the masking is the first time we've seen it where it's an objective standard there there's a standard in place that uh there's no argument there's no worrying about do we have cases do we not have cases it's very simple if there's cases and it's rising we mask up you know throughout the history of our schools since we've been doing this with masking there have been times when some schools have one positive case and every every child in the school is massed up i'm not sure uh if that makes the most sense under those under those guidelines and i feel you know for me the more and more i think about this it seems to make sense as positive cases go up you you take measures what we call control measures and we've seen that the governors use that order to adjust accordingly and there are other times when we have quarantined many many kids that is extremely disruptive and had many emails and complaints from parents by quarantining healthy children and that's not that's not good for education or the students so the more i've considered this and watch this unfold with the two schools i'm more comfortable with it not less and i believe it is the proper the proper plan and i felt the need to respond i know we have many people who come and comment here uh both ways over the last few months and i just want everyone to know we do listen to you we do see your emails we you know we can't always respond directly at you but if anybody's ever felt offended or as if we're not paying attention or not listening i know we received one email in particular where where that was raised that you know we were being rude and not listening and i want to comment on that and say that you know i'm sorry if if that was me or any other board member i don't think that's the intentions of the board we do want to listen and i want to thank those who spoke tonight because i thought it was very civil very professional and i'm proud of crown point because i feel like overall crown point throughout the last two years has has handled themselves very well and and that makes me proud to live in this community uh and to live amongst you guys and serve you guys so i just felt the need to say to make that statement um you know circumstances could change and the board could review the plan again and you know that could happen and so i think the one thing with this board in particular and is that we've we've always been willing to reconsider and willing to change um you know it's it's not this is not an easy process and so um i just felt a need to add that to make those make those comments thanks well we're on the point of prior comments uh i don't know if it was last meeting but we were asked why we require people to state their address and i tried to explain because our policy requires the person who wishes to speak to be a member of this community we get emails from the indiana school boards association on a daily basis with magazine articles or newspaper articles from school corporations throughout the state and in reading through those today there were at least three school corporations who had reported that there were outside groups having no affiliation with their school corporation showing up at their school board meetings wanting to talk on various topics and so that's that's part of the justification for limiting it to our people we want to know what concerns you not what somebody's agenda might be coming in from the outside so we appreciate your your willingness to abide by that restriction okay thank you let's move forward to board statements of appreciation and recognition let's start with mr smith thank you david just want to wish everyone a merry christmas wish all our administrators our teachers our students parents just merry christmas to everybody i hope everybody has a blessed christmas good time away refresh and just again am pleased to be a part of seeing what's occurring in crown point and i know sometimes we get distracted and have had many distractions over the last 18 months but it's phenomenal what's been accomplished and where the direction of the corporation's going uh the the hard work that's been done i think our teachers are as good as any uh for a long way for miles and miles and miles so uh we are blessed to have the the the school corporation we have and the people and the individuals we have to work in the corporation and i think they deserve to be honored especially before the christmas holiday so that's it thank you merry christmas and happy new year that's all i got hope everybody gets uh enjoys their time with their families healthy uh healthy and happy thank you while this time of year is traditionally observed as a christian holiday i want to reach out to people of other faiths and encourage them to feel free to to celebrate their own religious events or holidays uh having just recently concluded hanukkah my significant other is is of the jewish faith and so you have to come to appreciate other other people's religious beliefs and their celebrations of wealth we want to welcome those things within our school corporation as far as the commendation award uh what had the opportunity on on wednesday of last week to hear the crown point high school choir under the direction of mr woods come to our local rotary club meeting which they do every year at christmas time and put on just a wonderful program um each year it seems to get better and i don't know how it can because it's it's so good to start with so i wanted to give them a shout out um recently we received i don't know if it's official yet but uh coach migrate our girls soccer coach for the last 14 years somewhere around there i might have the years wrong but i know diana look it up before she sends it out we want to congratulate him on his retirement um from girls he's done wonderful things with those ladies my daughter being one of those a few years back so congratulations coach migrant i know he's got kids entering those ages where um you hustle and move and shake every day of the week and so i think he's part of that had to do with that decision so just uh congratulations coach michael for the university put in teaching our girls in the crown port community and if anything i know uh there's sentiments exactly but if we haven't learned anything in the last two years of this covet it's not to take anything for granted so i would just pass that along and never know when something might occur such as tornadoes in kentucky and things like that so just make sure you uh acknowledge those that are close to you and you say what you need to say to those individuals on a daily basis so you don't feel regrets later on so that's all i have thank you uh for myself just uh keeping up with the news and our our wrestling program continues to do awesome things uh um the cathedral uh getting over the hurdle of cathedral recently i know it was a big deal and uh i love hearing the kids with their comments of them knowing that that was a hurdle and knowing what they needed to accomplish and the the pride of uh getting it done the way they did it's uh a great program and wish them the best rest the the rest of the year as well as all of our sports programs doing you know good things this this winter as well um and uh for myself also merry christmas to everybody have a happy new year i want to i will admit that at the beginning of the school year i was one of the board members not so happy with the calendar i thought that maybe we should push somewhere a little further and take all the all the opportunity we could of the summer but um the feedback i think recently might have ran into mr g fermi somewhere the other the other day to just to wrap up the semester before the break is pretty pretty neat i think everybody's very appreciative of that and i think uh as we see here now it's a really happy to be on that calendar um and uh just for myself i i i say it often and it's it's not just to say it but um just proud to be a part of the team and happy to be a part of the the the educational team here in crown point it really means a lot to me and uh with that so merry christmas to everybody anything else this evening motion to adjourn we'll move on move by mr angel second by mr hoffman i was the favorite thing if i was saying aye aye opposed both carries by zero you

we had to go in and clearly define who falls under that category now excuse me was 13 and we decided to put it right at the top level so even our seniors senior class and now they're considered all 13 and under which means they lose access to certain abilities within the platform and it's kind of just a better best practice at that point to say let's lump them all in and try to maintain two different tiers so they are releasing more measures you know as they can as they're sought after and we're obligated to comply with a bunch of other federal there's coppa which is the japanese online privacy protection pacific compliance so we have tools in place that will meet all those requirements meet and exceed i should say i think our security here i'll put it up against any other district from the state and we're constantly reading you know and and staying abreast of what's new and what's really you know relatable out there what can we do to further enhance what we've already done so we're on top of that as it's hitting or at least before it gets us over out ahead of that you had some questions on the phone when we talked about devices and how we protect kids once we hand them a device did you want to ask any of those well i had two more that i wanted to go and i i'm just i'm cognizant of everyone's time so my guess is i know we have them here and now i know again just pretty much we don't want to get a chance to talk to you which is unfortunate and i'm very proud it's a relatively easy process so that's spelled out in the handbook as to how to access data you want to access their students data yeah what's your request it's just a request yeah it's just a request to the board event developer i'm assuming before we're further guidelines yeah i guess it depends on what type of data you're you're talking about because we're talking about a lot of different kinds of data like there's the data and information that's in their file there's their assessment data there's you know the parent doesn't apparent until at a certain age of the child have access to all that yes but depending on what you're seeking you know the first thing i would ask you as a mom is yeah happy to give you any of that data what what are you looking for i just want to be specific yeah if it's related to the learn platform and the software that we use and they're asking well what does this application share on my student we can go in and we can say based on what we do and how we roster this platform with our student information system i can tell you that they're getting your first name the child's last name and their email address 90 of the platforms are getting those three things that's really all they need to be able to know who the child is by first and last name and their email address to grant them access and then that also ties the student to the teacher right so they're they're they're scheduled together in that student information system so those three pieces of data tie that together and maybe a student id number that's kind of in the back end so four pieces of information most of the time if a parent called and said what does x platform share you know personally identifiable here's the four details we can go in and we can tell you exactly what's being shared at any given time on any one of these platforms or if we need to we can reach out to the vendor we can read the fine print because in that fine print that's exactly what they're saying okay so you're talking about personal identification at this point how many times my kid is accessing this site or that side yeah no we don't necessarily have those metrics um we could potentially find some of those metrics if we really needed to um we don't necessarily have access to all those metrics but with regard to the law it's a parent can request what type of information is being shared between cheshire public schools and that vendor and we can tell them either from our own experience in knowledge or from the fine print right because we read that by and when that student turns 18 they're allowed to maintain that actually that their data in that platform so if we sever ties with that platform with that child and they go up and graduate the parent can actually write for the law to the vendor and say i'd like to maintain uh you know for x number of months or years after as long as you're allowing and the vendor can do that do we're talking about students have a school now all students from school so they're not ever using their well we should clarify that all students have a an account right uh grades three through twelve have an email and and on top of that only grades three through uh ten have internal email access only grades 11 and 12 are allowed external for the purpose of uh college applications and internships so not everybody has an email address it looks like an email address but it's actually just an account username that looks like an email address so when that kindergartner reaches that grade level then they too will have one but for middle school purposes especially with google classroom the teacher can email students and students can email the teacher because we're in the same domain yep and notifications automatic so it's a wall it's a walled garden scenario and that's both ways emails in and emails out the external does not occur to grades 11 as well yeah because i mean because you do have high school kids who have other accounts yeah but they're not ever used for any of this stuff right if they choose to use their channels right it might be for naviance which comes in as an external even though it's an internal application it's coming from an external source so we need to allow access to that we'll let that tunnel in things like that but they're very controlled and a very viewing number and so you know it's been a three or four years since we actually covered this topic but being that they have an email address in our system uh at least when they're logged into google classroom or here on the network or device it goes through firewalls and philippine device know filtering software so you know you know things like that um you have a question like when they're given a device we might as well we're yeah but yeah but it's true i mean you they these emails are filtered and monitored and well carefully monitored it's not like they're reading emails but in terms of monitoring and traffic [Music] human intelligence for instances of questionable content critical situation yeah so it scans more than just their email it scans their draw anything within the google apps for education world so that could be drive docs sheets slides it could be their activity on youtube it could be gmail if they're in their classroom um and yeah it starts with an algorithm that's looking for keywords and key phrases and then if it gets flagged it gets stepped up to hume interaction human interaction then gets to a tier two um and then they'll determine whether or not it meets one of the criteria for a four phase you know notification protocol um and it could be just an email to the student at the higher grade levels hey we've noticed you've used this word within the context of your writing just be you know level one warning there could be a level two warning um and then there could also be escalated where it goes to an administrator um or it's the highest level it could go to the cheshire police department first and then come right back to the board event notify that there's a possible student situation something that might be of imminent threat and danger mm-hmm so it's and we're reviewing that data each year at the end of the year to see where we are as far as are we improving certain areas what grade levels may be an issue or whatever but we have disturbing instances that were picked up on there so anything on that firewall thing about kids and using their yeah i i just you know and i think you've gone over it before and we do have policy on it but just the use of the phones and i know you block access to uh or kids they're blocked you don't block anything on the phone only on the current device right they're on a a data plan by a communications company that we can't that's that's you can't get into that well she's logged into the wireless network at the high school and yes traffic is monitored so okay and we have going back foreign we could go see everything that you've gone through in the last 60 days we hardly ever get we'll have a case where we're kind of we're mandated to do it for whatever reason the whole thing about the the security and safety of protecting kids from whatever's got everywhere everyone's walking around the internet in their pocket and we have no control over that you take that you turn it into a hot spot you use that as you're wearing those connections now you're not filtered you can't really stay ahead of that taking our phones away correct we have some software allow teachers to to push out websites to students for lockdown homework or mock or some other content and i think a lot of this the one key piece we're missing is there's also those conversations that happen too you know we put as much technology in place too but our teachers are also having those conversations with students abroad appropriate technology and balance of time and staying on task how to appropriately you know be themselves on an internet based device that's the biggest things you want that to progress from kindergarten through grade 12 so students leave here and they become good citizens it's not the technology that's protected only that's also what our teachers are doing in the classroom to help benefit that also and that starts in the upper brains right it starts with our teachers and our librarians our school counselors who are having these discussions and very planned lessons to make sure that they understand all the benefits and the dangers of what's out there did you teach digital citizenship can't start can't start early enough well and when school was just invented when i started so you know but i mean the technology consisted of nasty notes passed back and forth i mean it happened although we did talk about it during the public shutdown was that it might be maybe the best suited to to talk about this but we're handing everybody a device the same way we hand them the textbook that they need and that device is set up do you want to speak to that a little bit for the board numbers devices home one to one the ability for us to manage those remotely not that we want to look and see what everybody's doing nobody has time to look at all those logs but we have control over those devices and we can easily maintain them we have ipads at the kindergarten level we have a piece of software that is able to manage those push out adjust the software they need take a bunch of stuff away that they don't need so it allows us to target it for target the the device for each grade level so that it's appropriate whether it's a tablet or it's a touch-based device or if it's a device with a uh or if it's a device with a keyboard but as far as the the chromebooks themselves a piece of software that we put in place that's made a big difference which tom just referenced called go guardian is uh and this was in regards to requests by teachers i have 18 kids coming in they all turn on their chromebooks i can't see what everybody's doing they switch windows faster than right now now they can set up what's called a scene so if i'm going in and i'm teaching i want you to read this article there's some other research on this tab and then you open up google docs because you're going to write a response to it when you go into that teacher's class and you log on those are the only three tabs that you get pushed to you that's it there is no search window there is nothing it gives you a little more control over the environment so it's evolving that's all i can say but here's the reason why why we want our own devices so the kids bring in their other devices we don't have to we don't have those monitoring tools and we don't know what else is on their machine and we're only allowing them on the guest network it's slower it's more filtered we provide a device for every student it's an essential piece of your education here no they're not on it all the time but it is essential for you to get to get the job done let's face it there was no remote going without this we fast forwarded these last two years it felt like 10 years certainly felt like that for me i can tell you that but um i think we're at a point now we've done it and we have controls in place now and we've established more controls that we are we're bringing it forward the way the way that it used to be as opposed to just giving a kid a device and saying that thank you thank you for hanging out yeah thank you [Music] you can stick around and listen to field trips and that happened in between our last meeting on the 18th and the last is that um there is a trip for the winter guard regional competition and that will be in salem mass in early february so how we've been handling it is for any field trips that come up we are working with maura at jaspercot to make sure that given whatever the status is at the time that we're following the right protocols but our kids remain masked no matter where we go we've also been able to bring some events here versus bringing our kids out but as we talked about last time we still have washington d.c planned but we're not making all the details for that because we don't know what what the spring will bring hopefully it'll bring a lot better news so just if they go into an area that does not have our mass policy do they have to follow our policy or their policy that's a really good question but at this time any place our kids are going they're staying masked they're masked on the bus because that's what our school policies are okay great well we could wish them luck yeah [Music] you have an 18 tech group here yeah we do yes obviously coming from various districts they always talk about mike always like he's the number one guy in the states if i if i could [Music] um we didn't get any emails um [Music] oh danger

favor all right okay we have a recognition and presentation um [Music] i am hi mike check there we go ford this is mr cliff ledbetter we have been starting all of our meetings with administration directors sharing out any employee or representation of our core values in the district either service community authenticity um or dignity and i just have to say that starting out last month cliff was spoken about by several people at a director's meeting and he wasn't even there to um hear the accolades that were provided so the director of fiscal in administrative services in the business office spoke about cliff and she apologized for not being here tonight to cheer him on but she is at home watching when she was asked if anyone came to mind to demonstrate outstanding service authenticity community or dignity cliff immediately came to mind cliff has always been a great member of the awsd family his cheerful demeanor wherever he goes in the district can instantly put a smile on your face and make you laugh even in the middle of a challenging day there's never a time that cliff walks past anybody in the district without saying hello or checking in on them during this pandemic he's gone above and beyond he's identified places in the warehouse to put all of the sanitizer that's been delivered and all of the things that have been donated she says even if he grumbles a bit he still grumbles with a smile but the first thing that is most important to him is service to the school sites and getting those items delivered recently cliff has been picking up and delivering food from various businesses within our community um to supply our food pantry our district food pantry several weeks ago he and his wife of the year received some very rough and challenging news regarding her health and he was asked to take some time off to deal with all that comes along with something like that in speaking with him cindy was trying to coordinate schedules to cover things and make sure that he had time to be at home and deal with um and help and support his wife who's also a teacher in our district he stopped and said that he was going to come to work that thursday and friday because that was his morning pickup for the food pantry and i quote from cindy what cliff said to her that day people are depending on me this is important by people who is referring not only to mrs torres and her staff who run the pantry but the people who show up every friday depending on the district to help feed their families the past several weeks have been pretty rough on them he and his wife but he continues to make this a priority and has not yet missed a week of supplying to the food pantry he is an exemplary example of what it means to be part of the awsd family and our core values so we wanted to take time this board meeting and you will see these in future board meetings where we are representing an individual within the district that is one does an outstanding job regarding our core values and so tonight cliff you are the first recipient of a certificate of recognition that says in recognition of your demonstration representation and dedication to the apple valley unified school district core values of dignity community authenticity and service and i don't know jennifer is at home watching and thrilled and we're sorry we kept you so long from her so congratulations [Applause] congratulations do i need to wear a mask okay you know this is all yours now i think you aspire [Applause] would you join me in front of the audience so during our annual recognition meeting um annual reorganization meeting it is always the um honor of the superintendent to provide the board president um the recognition for serving as board president for the past year and so tonight it is my honor because i don't think we really got to do this in person last year it is my honor to recognize miss maria oppara for her dedication to the apple valley unified school district as a board trustee and for serving as the president for the 2021 school year and helping keep us sane during coveted times thank you so much thank you [Applause] [Laughter] [Music] thank you [Laughter] i think it's really cool that her daughter's in the audience tonight um happens to be her from new york let's see her stand up because there she is you can uh come up here and get a picture with her for your mother no she says she's okay okay before i sit down i need to at least say something before i step away from being the board president when i came to apple valley it was a it was for a job i stayed to raise my children here with apple valley school district i fell madly in love with the people with all their differences i have created lifelong relationships in apple valley and they have become my family in more ways than months each of us must come to care about everyone else's children we must recognize that the welfare of our children and grandchildren is ultimately linked to the welfare of all other people's children after all when one of our children needs life-saving surgery someone else's child will perform it if one of our children is threatened or harmed by violence someone else's child will be responsible for the violent act the good life for our own children can be secured only if a good life is also secure for all other people's children i sincerely thank you for the opportunity to serve as the president of apple valley unified school district this past year thank you so much for your time [Applause] okay we're moving right along we have a presentation on first interim from matthew schulenberg thank you mr raleigh if i could refer the board without a screen to do my normal projection i did provide each of the board members with a paper copy i'll do my best to refer to which slides i'm talking about so on page one on the bottom there you'll see the first interim report is really our financials as of as of this year as of october 31st but we're looking at our current year and then the next two years all the way out to june of 2024 in this particular report everybody have a copy okay all right so as i was saying the interim is our financials as of october 31st for the current and the next two fiscal years uh i'll be back up in front of you sometime in march talking about second interim and of course we always build in a multi-year projection and we utilized last year's unaudited actuals which does affect this year's starting point as we make those adjustments we post any appropriate carry over from 20 20 21 and of course we make appropriate revenue and expenditure adjustments so if the board will look at page two the top slide there are three certifications possible when in an interim reporting period positive qualified and negative positive means the district will meet its financial obligations qualified means it may not and negative means a district will not we self-certify our own financials and we send to our san bernardino county superintendent of schools for their review and they either can concur with our self-certify or they can make adjustments in my 11 years in this office they have never never changed our self-certification in applevale unified the bottom slide there on page two you'll see we will be filing a positive certification and you'll see that reflected in the agenda item on the consent agenda for your consideration to approve the interim report with that positive certification i'll refer you to page 3 the top slide our current year budget assumptions and adjustments we did make some assumptions when we adopted the budget last june but we've made some adjustments as we've gotten to first interim you'll see our budgeted ada was the hold harmless the 12510 which was actually back to our 1920 funded ada the state has held districts harmless throughout the coveted pandemic but this is the final year of that current hold harmless so next year we're back on our ada either the p2ada of the current year or the previous year whichever is higher you'll see the first interim adjustments we did adjust next year 22 23 and 23 24 slightly we adjusted them up and we're adjusting them up because our enrollment is currently trending higher you'll see a three-year trend there on the bottom of that slide two years ago in december of 2019 pre-pandemic we were 13 263 students in apple valley unified school district you'll see that twelve thousand eight hundred was in the middle of the pandemic a year ago and tonight uh the official enrollment report that came out earlier today has us at thirteen thousand three hundred and eighty three one hundred and twenty students higher than pre-pandemic enrollment levels that is great news in terms of enrollment however what is suffering slightly as we work through this year is our ada we typically are about 95 ada and we're struggling to reach the high 80s currently it's a common problem throughout the state of california throughout the majority of the school districts and the state is considering altering the way they calculate ada rather than a one-year number they're contemplating a three-year rolling average is one of the topics that is being discussed at the state level no determination yet but something they're considering the bottom on page three there the bottom slide you'll see the colas from our target grant colas at budget adoption 5.07 cola now that did include a few different things for this year the statutory cola for the current year was calculated at 1.7 percent the state augmented that by one percent and then they gave us the 2.31 percent unfunded cola from last year and compounded that those three factors together resulted in a slightly over five percent cola at budget adoption and you'll see the colas have not changed as we've moved from budgeted up from adoption to first interim now we will get some updates for the out years when we hear the governor's budget proposal next month and we're looking at next year's cola that was originally predicted at a 2.48 possibly will be over 5 for next year uh moving to page four you'll see these are some the actual numbers on our lcff sources the slide on the top of the page there is our revenues you'll see we've adjusted up slightly in our lcff that was from adopted the first interim mainly due to the increase in the concentration grant funding that the state provided for apple valley unified and several other districts across the state we did make some significant adjustments in our federal revenues and that's the way the state is accounting for and sending most of the federal one-time coveted relief funds to us so we had to change the way we accounted for some of that you'll see slide adjustments in the other state and other local revenue on the bottom slide on page four you'll see uh same kind of format for our first interim projections on our expenses you'll see adjustments all in each of those particular categories beginning with certificated salaries all the way down to capital outlay total expenditures adjusted from 197 to 240 million again primarily due to how the state and the feds want us to account for the one-time covet relief funding and turn to page five please the slide on top you'll see this is a just another summary of adopted to first interim adjustments total revenues uh expenditures what's what we've projected in our net increase or decrease in fund balance and the effect on our ending fund balance so as a first interim we are projecting an ending fund balance this year of just about 22 million dollars 21.9 million the slide on the bottom of page five is the first slide that looks at our multi-year projections and this is the current year plus two so it looks out to june of 24.

having our own personal stories of racism with these staff members we twisted in order in order to help us and to hear us and i know now that you hear me we don't ask for much we just ask for change that's what i said but this is also good to you guys personally i am jamaican one woman i had my first european teacher my sophomore year weeks into meeting her hateful students created a petition to get her deported obviously it wouldn't really do anything that was stupid nonetheless it was signaling and it's also a perfect example of what i am talking about not only are students mistreated but teachers as well imagine if your children went to this school that you run scared to walk down certain halls serve teachers and students imagine your child coming home crying in your arms because of the racist teachers showing and perpetuating hateful things to your community whether it be sexuality race or gender your child going home crying because the class may call them remains and for us it isn't just names it's racial slurs and slurs against your sexuality and all these other things that really just shouldn't be happening in the halls and classes of high school it makes no sense i may not be your child but i am someone's child i am someone's sister i'm someone's grandchild and future parent and as a child i am tired of losing trusted adults because i find out they said something hateful i'm tired of being too emotionally trained or even going to the school to celebrate my life because this home as a proper sister should and as a grandchild i'm sick of my stories being so similar to my grandmother's hateful events time has advanced but has a school we have posters we have clubs we have all these other things but it's almost like another fight there's no real reinforcement behind the tears that i see from the teachers who hear these speeches and staff members you can apply all of these to me but your tears don't lay nearly the same amount as i've cried and continued to cry gone to a school full of so much hate and injustice all the small children i saw here earlier today i was once them i've been through lafayette and smalling and throughout all those great and all those goals i've received racist comments actually comes from my skin and my body and not just shouldn't be happening in a school especially not something that falls off my head learning here i never formally learned what racism is what homophobia is what transphobia is and just hate in general more specifically why it's wrong why it's unacceptable none of these kids did i learned through the halls of these schools what all these things are i never questioned myself behind enemy until i was around age eight i hid from the sun for months and ordinary darker especially the darker you get it's like the worse your treatment gets here those who are supposed to make you feel comfort do nothing stop those who cause the severe discomfort and it is not necessarily your fault that these children are hateful but you are a perfect problem when you allow faithfulness to spread into high school and in all the schools in general you may not necessarily see this a very good situation although it would become concerning if you didn't see the severity we see it we see because we walk through these halls five days a week and the leniency given to the hate in this high school is absurd i was filmed to speak to the board of education about how i feel and how i collectively feel my hair asks because i've always had severe anxiety and i can never even imagine myself here tonight what can you do to help the students at brownbrook high school feel a little bit more comfortable or in all those schools in this district in general there's no reason that children going off to teens should be spreading hate like this and their children want to team and there's no reason that the staff members should be feeling hate like this and just look like this it's completely unfair to everybody who has to step foot in this building okay thank you so much [Applause] i'm going to pin up your died yeah that's okay i promise of it okay [Music] this by saying that i am one of the members on the committee signed by mr smith i am here on the student voicemail to reiterate a series of concerning issues and our home needs to be addressed it is the perennial and back of my school's infrastructure but first before i begin i want to tell you a story the first time i stepped foot into this school immediately from my entrance i was told by multiple colored and lgb lgbtq plus students how to choose where your school was more importantly i was showing how most disciplinary incidents were not taken with the serious regard necessary for such acts thus most of these traumatic and triggering experiences were seemingly swept under the rug my newfound peers felt unsafe in such an alignment can you imagine my emotions upon hearing this constantly within the short five weeks i set foot into this building i was instantly made aware of the viral issues of crying in his face if i came here for five weeks and already made aware of this i'm lost that's how you as members of the foreign principal vice principal and superintendent have been here countless amount of years or even here we can see the student body in the public that you'll have unaware of what's occurring as you are doing all your power and stylizing happening that was my freshman year my freshman year i am now a junior finally after countless media stories student breakdowns and protests you're only being acknowledged you shouldn't take this being outside have to do this because children feel safe in that environment that reaches safety i shouldn't have to stand and find an entire teaching faculty and give a speech scrolling under their childish and prejudice behavior i shouldn't even be here today i am i am because every day i have to walk as a teacher who has not worked with neighbors on my face i had to enter that the same way i also had to enjoy being told that the impossible solution to this repulsive incident was a restorative circle now there's nothing that can be done because it was a youtube book that he wasn't even reading him temporary change temporary head knowledge and temporary materials won't do anymore you don't need to perform foreign thank you so much [Music] [Applause] thank you good evening my name is as a concerned parent and community member i'd like to just say here we are again once again a wonderful teacher that is not only respected by his fears but adored by his students a teacher that is making a difference in students lives is suddenly resigning due to a toxic work environment and before i get questioned as to why we're speaking i'm personally concerned because my children will be attending high school as a parent i would obviously like for them to be educated in a safe and respectful environment an environment where they see their teachers being respected and respectful to each other respect is one of the most important foundational factors in the development of a healthy learning environment [Music] now we are hearing of this teacher being threatened of arrest if he steps foot on school property really the only thing these teachers want is a respectful peaceful work environment i would think that anyone can see that the students are the ones affected the most here you can't tell them you support them you support your teachers and staff and that you're focused on these issues when what they see every day is the opposite it's not real actions speak louder than words and as you witness these kids protested and they are here today they're showing you in action is their discontent there is already enough hate and chaos in the world we are in today why is mr lopez paris here today i'll ask this question again how many times does this need to happen to catch your attention how many teachers staff and students need to come here and tell or retail their horrible experience in this district until it's humanly impossible for the board to ignore what is it going to take to make it stop none of this makes sense this is not normal are you waiting on an even more serious scenario what is the cap because the community is seriously worried why is administration so eager to impose themselves over these victims soon we'll have teachers thinking that bankrupt is famous for retaliation and bullying and will and will not want to teach in this district if small children can understand the word stop know and enough i find it hard to believe that adults do not my wish is to revisit your investigations and aim to be fair without protecting friendships or supervisors no one should be afraid of their workspace let alone threatened thank you [Applause] is there anyone else that i i didn't want to reiterate from earlier i thank you all for coming we do hear you uh we are going to move forward in the direction that we talked about including student voices that of students that felt disenfranchised that were part of that walkout and hopefully between the administration the superintendent and the board and having those three different committees to meet with those students we can make a change at this time i need a motion oh sorry so all three are from middle school teachers uh i sent out a um regarding some school issues regarding school safety and some issues um it was a summary letter that i sent out for four different incidents over two different buildings so basically the teacher asks how come the notification letter was sent out to um teachers and not staff they're on the front lines they used to be notified and you know they they need to know this information in advance um that's for your building principle to do that when those issues occur they should be talking the principal should be talking with their staff my letter goes out of the community i'm not in okay um we i need a motion to go into executive session under the three material the disclosure of which constitutes an unwarranted invasion of individual privacy number seven pending or anticipated litigation or contract negotiations or any or matters of retirement permit by number eight specific perspective or current employees unless all who could be adversely affected in question can i get a motion is [Music] oh all right nice because you have nothing else to do [Music] um yes i have to abstain from 17.2 17.2 for not being at that yes education the approval of the resolutions and elementary schools 18.2 and 18.3 can i get a motion mister now yes 2.

either i'm sorry january january 1st so in less than a month and what two and a half weeks and it's going from right now it's 12 15 an hour and we had done raises in july hoping that we could accomp the races that we gave would get us through the fiscal year all the way to next july one but who would imagine the the inflation that we're seeing right now and the minimum wage will end up more than five percent and that's what happened it's going up 65 cents an hour to 12 and 80 cents an hour and so what um we have are proposing is that we change the district's minimum wage to 13 an hour it is now 12.50 an hour so it's always been over the minimum wage so to 13 an hour and then with that the salary schedule was adjusted accordingly the only other change other than adding 50 cents to all of the starting classifications starting to pay for the classifications is that we increased the um minimum pay for bus drivers to 15 an hour and that's just because we can't find bus drivers and you've talked to us about that before yeah and so that is one hopefully that will help bring in some bus drivers at 15 bucks an hour don't know but at least it's a start um i may come back to you later about bus drivers proposing maybe a um like a signing bonus or something to that effect but that'll be in the future this is just a start to try to provide you know it's supply and demand and our demand is high and the supply is low and we need to pay more will there be anyone that is not left behind but will there be some catching up to do with some leapfrog yes and so um we anticipate on a few we're talking less than a handful of bus drivers being uh making less now than other new but they will also be subject to an increase july 1 that will bring them back in well in line over what the new people would be making so that that will be adjusted july 1.
