and as you can see our graduation rate has pretty much been a little it's a little bit lower this year but it's been approximately 93 percent or within that and you'll also notice that the state went down by 2 percent we went down by 1.4 percent when you're comparing graduation cohorts or classes of students the five-year graduation rate we typically do not focus on as much we still look at it of course we still analyze the data but it's not necessarily a focus area these are actually students who entered in 2016. so when they calculate a graduation rate for the five year they're taking the students who were kind of left that didn't graduate and did they graduate in their fifth year this also includes special education students who go on for example to t99 while the student may have completed their graduation requirements while they were at north or south high school we cannot mark a student as graduated if we want the student and if the student's family obviously wants the student to go to t99 because once you mark a student has graduated they're no longer your student you can't have them as a student so for some of these students clearly not all of the students will be special education students that fall in the five-year and you can see we're pretty much in the range of where we've been and i want to point out a quick weird thing with what gina just mentioned about special education students those that aren't finishing their career in four years will always show in those fifth or sixth or seventh year data set but that means that your four-year data set can never be a hundred all right well they're not backed out because they don't back that out of the numbers they're included in the larger numbers so all of these students that are in the fifth year weren't in the fourth year and the great majority of those students are because they never had a four-year graduation plan to begin with right so the way that the state data it looks it's kind of weird that they don't back that set of students out and show you well these are the students we expected to graduate in four years and this is how many of those students actually did it is all students knowing that because of students specific individual plans it's never going to be 100 right you know we have 13 of our students in a special education program right the great majority of them still graduate in four years but there is a subset that never intended to that isn't the plan right right so i just want to make sure you know as people look at that it's like oh our goal should be 100.

you'll see on our revenue line we're projecting an increase in from the current year of 149.8 to the 2324 school year of 161.1 this is on the unrestricted side of the budget not the restricted so this is primarily our lcff our our main funding source for the district the expenditures again from 122 and a half to about 136 and you'll see the excess deficiency the line that's labeled net net contributions those are unrestricted contributions to restricted programs that is mainly our special education and routine restricted maintenance programs that are reflected in that contribution and you'll see net excess deficiency in the current year our unrestricted side of the budget is essentially balanced we have a fifty one thousand dollar deficit on a hundred and twenty two and a half million dollars of expenditures and 27 million dollars of transfers out and as we move to 24 you'll see the effect of each one of those years on our ending fund balance on the unrestricted side of the budget and again in june of 24 we are currently projecting about an 18.7 million dollar ending fund balance if i could have you turn to page six on the top slide on page six now this is the same information on the restricted side of our budget you'll see our revenues are actually projected to go down over the next three years that is the elimination of the federal coveted relief funding expenditures are also projected to go down as that revenue decreases we'll have to decrease those expenditures you'll see we are actually projecting this year to spend any of our carryover any of our excess restricted funds in the current year thus carrying none forward and expending all of our restricted funds over the 22 23 and 23 24 school year and contributing to the restricted side to maintain a zero ending fund balance so those two slides together culminate into the slide on the bottom of page six that's our combined budget over the next three years you'll see we're projecting a 6.3 million dollar combined deficit in the current year and that is primarily on the restricted side of the budget so in the 22 23 and 23 24 school years currently we're projecting a two million dollar surplus next year however a 5.1 million dollar deficit the following year and those primarily fall on the unrestricted side of the budget utilizing our current projections and again this is all based on our financials as of october 31st and what we know today and will change when we get to second interim next month uh turn to page seven the slide on the top of page seven merely talks about the components of the ending fund balance the most important being our three percent required reserve uh we are required by law to maintain a three percent unrestricted um balance in our ending in our ending fund balance and you'll see we do accommodate that and our economic uncertainties line straight across we do have our three percent reserve on the bottom of page seven you'll see av usd first interim the next budget milestones january is a big month governor newsome will get up and talk about his budget proposal for the next fiscal year and we'll close our books well we won't close our books i'm sorry we'll take an interim report at the end of january that i will present to you in march in march they negotiate up in sacramento as as i'm in front of you presenting our second interim in may the governor's may revision comes out and we formulate our estimated actuals in preparation for the adoption of next year's budget when we get to june of course we will adopt our budget most likely prior to the state adopting their budget by the june 30th deadline so we come back in august and we make adjustments to our budget based on what the state adopted and enacted and then september we'll close out the current yearbooks i apologize i didn't have a screen to project on but if if there's any questions i can answer for the board i'd be happy to do so any questions for uh hearing none thank you okay okay kylie do we have any um public comments we do not no speakers no speakers really okay then we'll move on to um superintendent comments um just briefly i think that the students that came up tonight and represented all three of our high schools did an excellent job highlighting um being back in person and some of the things and activities that they're enjoying um i really am proud that they are back in person here and being able to represent to the board we will continue to do those things and i just wish everybody a merry christmas and happy break as christy croft had indicated um everybody's ready for a break i know this i know that in normal circumstances teachers classified are ready for some downtime and i know the students are it amazes me that we are finishing our first semester our seniors are looking forward to a future and identifying what they're going to do after graduation which seems impossible to me but college applications are out kids are getting acceptance letters it's a really exciting time for those kids so um i appreciate ms okpara for her time as president of the board i'm excited to work with a new president and establishing some norms as well and i appreciate the work you all have done over the past semester thank you okay we'll move on to board comments uh dennis i'd like to comment compliment the teachers and the staff and everything going through this cobit this is a time vacation to recharge your batteries and i know in my case it's time to get with your family out of the sun and graduate from this high school who's coming home and i get to see a granddaughter i've never met so just enjoy your family thanks thank you dennis uh wilson yeah i want to thank the teachers staff and also the community for the patients it's been a difficult year i know a year with a couple parents communists but it's not about that is it this covet 19 has created so much stress in our community yeah the ice mentioned the kubernetes has created so much stress in our community and that's all hope whether we are good for the vaccination or against the vaccination that's all made the decision based on the information medical information provided to us correct information not just the fake informations you know i i have no negative impact on past flu shots so i took the vaccination way back in december a year ago and i about a month ago i just get a booster shot just to be safe because i especially i'm traveling to indianapolis to visit my baby daughter who is also my dentist so anyway let's hope everybody stay healthy and we'll look forward to have a better year in 2022. thank you okay thank you wilson nunes uh first i'd like to say congratulations uh president mr raleigh and to clerk uh bender and thank you so much to uh maria for your incredible service and uh and leadership over a very difficult year very much appreciate it um congratulations to mr ledbetter on being recognized this evening for your outstanding service i know that the apple value unified school district is incredibly robust with lots of folks that go above and beyond on a daily basis and i want you to know it doesn't go unnoticed we thank you so much to all of our credentialed staff our classified staff and our management staff at the district we really hope that you are able to take some time refresh enjoy some time with some family and friends remember this is the season to come together be together and stay focused on what really matters and that is taking care of each other lifting each other up and pushing ourselves forward to do better to do better for our kids to do better for our community and for our families so happy holidays to everyone and thank you uh maria well i've got to start by saying happy holidays to all of you that will be celebrating this holiday season kwanzaa hanukkah christmas and any other holiday that is out there that i failed to mention i didn't ignore it i just don't know the names yet um but i wish you all the very best as you get out and and celebrate with your loved ones um i also want to take the opportunity to thank the staff and the students and the teachers who are always in the front line sometimes we fail to re remember the bus drivers i want to be sure that i mentioned them this time around because they are the first group of people that meet those children before they make it to our schools i want you to please keep them in your thoughts every day when you see a school bus driver having to haul 90 students on the same bus taking them to school and back and to and and just say a quick prayer so that they can make those to take those children safely to their schools and bring them safely home to you i'd like to wish the community a safe and a safe holiday and hug your loved ones real hard this time around some of us don't have that to do this this year but if you do have a loved one still sitting around at home go home today and give them a nice tight hog just to think about some of us who lost ours um this has been an interesting year uh for um for our school district and i'm hoping that 2022 uh will be a better year when we return and we will look forward to what is great about apple valley what we like about apple valley not just the tumbleweeds we like a whole lot more about apple valley and i'm hoping that when we return we can find that back the the joys that we have um in our community um but i thank the my fellow board members and i thank the cabinet for um letting me be as quirky as possible sitting here for this one one year and wishing every one of you the best of times thank you so much thank you maria i just want to begin by thanking maria for her leadership uh it's been three it seems like short years but they've been long years that we've been on this board together we got elected at the same time and maria has really done an outstanding job as president she was really engaged a lot of poise in class and i she's a good confidant of mine and we had some some good conversations and for the most part the year was pretty smooth until the second half of the of the year but you know you really handled it well and um i have some big shoes to fill and i really look forward to 2022 and working with uh with everybody uh and with that um thank you maria thank you okay moving right along item g we don't have any public hearings and h we have no special meetings at this time and then we'll move on to so what do we need to uh since we've already announced these do we need to go over these again uh yeah yeah okay so discussion line is recommended the board of trustees discuss and take action on the following items and uh one number one is approve the recommendation of the administrative hearing chairperson effective immediately on expulsion case exp number 10 20 21 2022 so do we have a motion move okay a motion by dennis second by wilson um is all in favor aye okay is there any opposition to the motion okay hearing then that'll that'll be the order excuse me so you either are go ahead mr nunez you either are voting um to accept it as um written or to vote no not to accept it well it was to prove the recommendation of the administrative hearing chairperson right so you either accept it with yeses or you um vote to not accept it so it's okay so we voted not to accept well you know we wanted to take this single you had somebody that said yes so go back and make sure that they're understanding okay let's do a roll call vote then uh dennis no nunez no they didn't hear wilson voted uh no no okay item two approved certificate and classified personal actions as listed we have a motion i move that wheel second okay motion by maria second by dennis is there any um opposition to the motion no all in favors to say they're all in favor yeah okay okay [Music] approve the request on item three approve the requested leaves as noted i'll second it did you move it maria i'm sorry okay in a second by so all in favor aye aye okay no opposition okay consent calendars recommended the board of trustees consider approving a number of agenda items on consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure conserves meeting time for full discussion of significant issues so we have one through 36 on consent do we okay we have a motion by maria second by so all in favor aye okay so the motion passes [Music] and we don't have a reason for a second closed session so we can move right along and there's no action taken because we're not going back in so closing items do we have anything for future agenda items anybody um i would like to put something on the agenda about child welfare attendance i need to get some information regarding um their visits we don't have any data on home visits i'm sorry what was it yeah uh ms akparaz asked for data from child welfare and attendance on home visits okay any other items that anybody wants to place on future agenda okay thank you moving right along is there any other comments from the superintendent i just would like to recognize that this past saturday a group of students from granite hills high schools interact and apple valley high school interact along with the adult transition students from granite hills high school came to the district office along with several community members to pack meals for food insecure and so these are high calorie single serving and meals that um stay locally twenty thousand meals and um it was accomplished with the team in about two and a half hours and so the students made it enjoyable there was a bell that if you had the perfect measurements you could ring the bell so there was a little bit of a competition going on um but the fire department the police department and um the school district supported rotary in doing this so it was quite the accomplishment and it was fun to be part of thank you any other board comments nunes happy holidays and happy new year wilson dennis none maria all right okay so we're gonna uh actually we can go ahead and adjourn and then we'll sign documents um so do we have a motion to adjourn i make a motion we adjourn okay see you next year we have a second all right we're adjourned you

we're going to come back to you probably with a new salary schedule and increases for our classified staff hopefully enough to get us through this fiscal year no guarantees but that's what our plan is to provide additional raises july 1 for all of our existing staff and um additional well they get a raise everyone gets raised now 50 cents an hour and we'll talk about that in a second but they would get an additional raise um to accommodate the 2023 minimum wage along with a some kind of increase for just sticking with us yeah retention any other questions or comments okay again an action item we need a motion to approve the 2022 classified salary schedule i'll make a motion to approve the proposed 2022 classified salary second six all in favor aye aye item 9c is a teacher coordinator for the autism programs hello so yes i'd like to propose something um we have had a significant increase in our special education population it's definitely the highest it's been since i've been here and um we have also had a significant increase of students with severe autism and so typically what we've done in the past is we've sent them to a private day school called the send and press day and they are now full and they have been pretty much this entire school year we did have a couple of kids on a waiting list that we were able to get in but we still have children that are not able to be serviced there so we have been meeting and talking about how can we solve this and so we made the decision that the best thing that we could do to ensure that these children get the services that they deserve is to start our own program for them some of the kids that are currently innocent that have been there for years we would have to talk about each child actually individually they may potentially stay there because it can be very disruptive to them we don't want to do that but it's an individual decision you know for each iep team that being said we would like to propose hiring a teacher coordinator for an autism program to service the students that are not able to adequately be serviced in our current centers programs these are children with much higher needs and um so we have a proposal using federal stimulus money that was earmarked for sped there was 106 000 that was earmarked for it the proposed cost for this person that we'd like to hire is about 51 450 um and so i would like to request that position please to be approved so we can move forward in developing this program okay how many students are you talking one sorry right now we have about six that we could put in there thank you yeah yes and are these new students or are they just younger kids famous movie everything you just said okay yes we've had quite a few families move in with students that are high needs autism and we have some that are coming up from the preschool level that are high needs that we are needing to find a place to help service them to give you an example uh cindy daniels and dr brad myself met with a family that just moved from california i believe and they have an autistic child that is non-verbal um and we would in violent and we were going to have to or one of the proposals we weren't going to have to but one of the proposals was to transport them to the verde valley on a daily basis where they have another autistic day school it would take three adults in a van to transport them this student there and back and they're back because if we send them out the adults would come back they'd go and pick pick him up and then come back so basically we'd have three full-time adults to um along with a vehicle that we would have to transport this child so um and i think he's on the way he's one of the ones on the waiting list right now for ascend because that's the best place we are servicing him in at home it's not the best placement for him but it's all we have we have to offer right now so it's it's students like him that this would benefit now um also nicole just how much does ascent cost on an annual basis for one student so it depends we pay if they need one para we pay a certain amount and then they need two pairs we pay a certain amount three pairs etc and so it can get up to sixty thousand dollars per child just for one child so that gives you an idea of what the the expense is that we pay for a child to go to ascend and we think we can do it much more efficiently and at the same time um they're closer to home um i think there's there's a long list of positive reasons to do this so we're talking about starting this next semester and we have a facility well we are talking we're trying to figure out where we could have this housed right now this would start july like uh for next school year for next school year so okay mr vogel the program itself would so hiring this teacher now allows her to also bring students to campus that were only serving at home you know whether it be like after school or to join the center's classroom i think the example that mr schull gave was really heart-wrenching in california the student has because of code hasn't been in school for two years almost and lost all his verbal skills and so has regressed significantly so starting she can start working with the kids we've been servicing home base while at the same time building the program hiring the ferrying out which of our kids will be best candidates for it so it gives us some good lead time to make sure it's super solid and ready to roll when we like open the doors so to speak on the facility for august and that kind of lead time is really crucial to the success so we have a candidate already yes they dropped out of the skype this one particular student was just transferred here our new staff person would go to their home to work with them children until next year well what we we call it home base but sometimes that means we don't necessarily go into their home they may be transported to the campus in a special room with other staff that can be there to be a one-on-one show one-on-one type of situation or one and so it gets really complicated and it takes time to properly prepare for this i mean there's all kinds of sensory materials we need there's all kinds of safety things we have to have in mind it's not something we can just put together like that so we thought about proposing hiring this particular individual that we feel would be an outstanding person to help us with this lots of experience so that we can start to prepare that this year and then have her start working with some of these children to get the familiarity with them and help them transition thanks you're welcome any other questions or comments i think it's a great idea i know we need a motion i'll make a motion to approve to hire a teacher slash coordinator for the autism program a second sure all in favor aye all right thank you thank you item 90 0.7 fte secretary to position to assist this district nurse so with the coveted surge that's happened our nurse is having difficulty keeping up with the contact tracing and so this position would help um her alleviate some of the burden of her so they basically be contacting parents staff um working with uh this uh this our school staff to figure out you know looking at seating charts seeing who was nearby basically helping with the contact tracing to help with the nurse relieve some of her time so she can actually do nurse stuff instead of covet stuff this would be funded through esser this would be a temporary position until it was no longer needed and so uh it's at 0.7 the position does not get benefits um but the idea is whoever would come to this position if once the position was gone we try to find another place somewhere in the district for the person so it's not like we laid the person off if we didn't have to so um we tend to have enough openings in the district that we could find someplace it may be difficult to find somebody at the part-time position but we're hoping that we can because this is a secretarial position what would be the job requirements for the person you're looking for because i presume it would not be secretarial skills well good phone skills um attention to detail ability we manage all of our contact tracing on google sheets so they have to have some spreadsheet ability so it really is kind of some there's a lot of secretary skills involved but really people a people person somebody that can easily talk on the phone to to somebody that that's is comfortable making those calls it's a fairly unique set of qualifications that you're looking for that it looks like yeah for the you know for the most part you know really these are things that we look for in just about any any of our support staff that we we want to hire yeah thank you so john why not offer uh health benefits uh savings you know that potentially on an annual basis off add seven thousand dollars to the position and it doesn't necessarily also the position isn't necessarily needed full time so it's not the the amount of time that we i asked i asked i went to catherine and said hey how can we help and this the 0.7 was actually the maximum that's uh what 28 hours she was thinking it may be you know and it would be a time sheet position so it may not be guaranteed at that it might be only 20 hours a week and then it might be 25 hours a week and it might be 22's that kind of thing depending on the the case load and things like that so according to catherine the district nurse these are the hours that she requested so two reasons the request can along with the uh substantial increase in cost if it becomes difficult to try and fill the part-time position would there be any room for a job sharing position somewhere within the district um to make it a full-time decision my question is are there any other employees that don't have health care insurance only if they refuse it right but they refuse it and then and then our casa workers are um only half uh they're 24 hours a week something like that because they they only work in the afternoons so they are not um and then some sometimes they help them you know we were using some of them um to do some of this contact tracing and also i think that um they were helping out in the uh office at heritage for a little while and so we do use some of them to try to get up pump them up a little bit but nothing to the point that would get them the 30 hours a week so 0.7 is very close to that it is this was the maximum number of hours that our nurse requested and i was pushing i i i guess i um uh of the mind and moved to um offer health insurances as much as possible in any case we can't at this point in time our only employees that are not are casa who are working less than 25 hours uh that's about what they work for 20 to 25 hours give or take right um we do have i think territorial there's one uh dr burdette do we have some aids that are less than half because of at the preschool yes yeah and that's just the need of the so this wouldn't create a precedent that all of a sudden we would have all sorts of if if we were to uh have the health benefit for this employee that would create a ripple effect that might impact our budget because to me we could find seven thousand dollars well it's coming out yesterday it would come out of well that's your funds but but i mean in reality there could be this position could not be needed eventually well it is a temporary position that's that's one thing and at the same time i i don't i don't want to bump up people's fpes for the sake of pumping up their needs that's the other the other thing if this is what the need is that's what i want to propose now if i could you know i'm willing to look and see if there's someplace else that we could well depend on the person if there's someplace else we can use them but right now there really isn't and obviously if we hire someone at 20 hours a week next month if we find out they're working 32 hours a week we can readdress this absolutely you know and again i hopefully this is you know something that we oh if we could find somebody hopefully it's only for a month or two you know temporary at temporary though well well then we you know we would hopefully find someplace else that they could go into the district that would be a permanent position over 0.7 most of our i think most of our classified or go from anywhere from point eight to two to one fte and also we could find someplace else for this person that would be more of a permanent position with benefits if that's what they want and in some cases we do find i think especially like the the perez at uh territorial in the preschool we find parents that is just the perfect schedule form and that's what they want is four hours a day or five hours a day or three hours a day and that works for what they want because of their allows them to be home with kids and you know other things going on so uh if if we can't find somebody for this we may come back to you and say hey can we make it full-time or something to that effect yeah it's too bad there isn't like a work study program we can tap into in college well i know we've talked to nadcog um working with me can be a bit um frustrating at times but um that is one opportunity that they may be anyone else [Music] fte secretary to position justice [Music] classified salary minimum wage adjustment all right as i mentioned emily just going up to address this amongst our hourly classified staff um we are proposing giving everyone a 50 cent per hour increase starting july 1.

the way the data works it'll never be 100. no do we know what like for the four-year plan do we know approximately what it is if you do back out those students we have not calculated it that way okay we we could i could go back and go student by student if you'd like me to do that i can do that we just haven't we haven't done that intuitively you know that the percentage would be higher it's going to be higher should be higher yeah but mind you some of these five year graduation rate are general education students they're not all special education students i don't want you to think that and we clearly have communicated at least my colleagues who deal with the state on data entry and looking at data how it would be nice if there was some way not to count those students who are going on for transitional services because we are meeting their need right and their success in most cases meeting the graduation requirements in four years but currently there is no way to do that because we cannot mark a student as graduated and then keep the student right so that's why you have that that impact and they do seven year but usually we look at four five and six year so again that's that's the sixth year and you can see actually we went up just a little bit in 2021 but again those are the students so for example these students for the sixth year would have entered in the fall of 2015.

and that's across the board we're not you know we want to make sure we the idea is we want to make all of our salaries um competitive and so if we just give the minimum wage people what you do is you bring that salary band closer together and the top end becomes less competitive so by giving everyone a 50 cent per hour increase it keeps all our positions competitive and then at the same time when we do our salary schedule we're not getting we're avoiding a majority of our leapfrogging problems by doing this as well now the cost just for so that the public knows there is a the cost to our mmo is about 94 000 and these are annualized numbers by the way so it's only going to be about 46.47 for the remainder of the school year and then um for our grants and other funds it's about 32 000.

okay and we're talking small numbers very small so one or two students can change a percentage yeah yeah so much substantially okay but those students aren't going to tcd i mean um transition [Music] yeah so both the fit the five year graduation rate and the six year graduation rate are impacted by that by by t99 okay we typically do not have many if any general education students that remain on for a sixth year because we look at alternatives for those students right like a gt type program or something along those lines so typically we're not seeing in the sixth year not to say it couldn't happen we might have even an el student for example who stays on to meet other requirements or improve language there could be some reasons but that's pretty rare it's pretty rare okay so ninth grade on track ninth grade on track is something we've been looking at and the buildings have been looking at extensively ninth grade on track used to be called freshman on track so if i use that interchangeably that is that is why i got used to years of calling a freshman on track for the state to consider a ninth grader to be on track they must earn five credits their freshman year does not count they do not count summer school and they cannot fail more than one semester of a core course and the state looks at core courses basically as english reading math social studies or science so we can have a student for example that might have six six and a half credits but if they failed a full year of a core course they would not be considered on track that student could go to summer school get the credit and in our way of looking at it be on track for sophomore year have the credits have passed all their classes but would not be considered a ninth grader on track so as we look at our ninth grade on track numbers and and this ninth grade on track is a key indicator of high school success it's very important that we intervene early with students there's definitely a correlation between students who enter as 9th graders and are on track by either this measure or internal measures and graduation rate there is a there is a direct link so we certainly want to intervene as as soon as we can and as you can see our numbers went up last year in 2020 as you know we basically with covid we many students were able to pass first spring remember that first spring the state eliminated failures and made a lot of changes in a result of that first spring but that was not the case last year so you'll notice that our freshman on track number went down to 90 percent so i looked at the 1208 freshmen that counted in our freshmen on track number we may have had at any given time in the year more than 1208 freshmen but they have to be with us for a certain period of time in order to count when i looked at those students and kind of backed out those that went to summer school which is not the way the state calculates it it's what i wanted to look at to see if those students made up enough credits and in the right courses in order to be considered on track for sophomore year mind you that's not going to show in our data i also looked at that in part because we had more than double the students in summer school last year so we would expect that to be a correlation we found that of those students about 20 almost 25 percent made up a credit or half a credit in a course that put them at five credits and only failing one semester or in some cases no semesters obviously not a semester of a core course if we were to calculate it that way we'd actually be at 93 percent which is consistent with what we were in the beginning i share that with the board because the board did decide to waive summer school tuition last year and i wanted to share that at least for this small subset i know it's a small set of subset of students they were able to recoup credit enough to be on track while not by this figure it's not going to appear on the report card but clearly going into their sophomore year that is very reassuring yeah it is because and we've decided administratively we're making our own metrics for 10th grade on track 11th grade on track so that we can track this cohort of students year by year now and then future groups and be able to start to provide our own internal metrics to the board as to you know this is a great benchmark but how do we continue to perform through you know the entire student's career so look for that in future years so as i said the school report card was is being released in three phases the second phase was a little more than a week ago on december 2nd they were supposed to release two major data sets one was preliminary assessment data for us that would be s.a.t you may recall that the state canceled psct 8 9 and 10 last year so we didn't even have an option to give them test we had an option to move a couple of tests if we wished s.a.t which we chose not to do we wanted juniors to have an affordable score to colleges so we made the decision the administration to do that test last april however we did decide to move the illinois science assessment which is not for college entrance it's not a college entrance exam and we did move that and administered that this fall so for this release we do have preliminary sat data for us the state is not calculating it the state's not calculating it yet because they're still assessments out there that are being count you know that are being graded obviously so a state average is not determined yet so when i show you this data i can't show you state data because it's just not available yet they were also supposed to release college career ready which is you may recall a series of indicators includes things like gpa attendance dual credit transition math classes and then a number of other career indicators for example students have to have a four year plan working two consecutive summers working during the school year community service a whole list of different indicators activities athletic i mean there's a ton of different and it was a huge data set we spent i will just say hundreds of hours working on those data sets to find out that they decided after the fact not to release the data and they decided not to release the data for a couple of reasons i'll talk about in in just a minute but those were the two things that were supposed to be released only sat data was released so this data here that i'm showing is just the last few years you'll notice 2020 is missing that's not because i forgot about 2020 that is because the sat was not given in 2020 meaning the state sponsored the state administered some students may have gone and taken the sat or the act even but it just wasn't administered as a state assessment in 2020 so that's why it is missing and while really we have to keep in mind that these are different cohorts of students okay so for example 2021 are juniors so that's the class of 2022.

and again that's annualized so it's about 16 000 um for the remainder of the school year does anyone have any questions on that being january personnel report there is a supplement so please refer to the supplement as well um there is a long list on the second page um minimum wage adjustments these are we're not on the prior page these are our classified substitutes so they are not our regular employees they just fill in for our hourly employees some of them are a lot of them are some are bus drivers some are um most of them are our paraprofessionals and that kind of thing and then we also have i'm trying to think the last classification would be bus drivers and that's pretty much what comparison are pretty much it for the most part far classified substitutes we have um one new certified which is that's the autistic program coordinator that we just were that dr bev just talked about she literally we posted it one day and within 24 hours she applied but looks like fell from heaven we were shocked yes and so um she is quite qualified has has the right experience um the right demeanor and we're very excited to work with her she lives in chino valley and she is an animal lover and took a private plane to fly all her animals from hawaii where she lived and flew them to prescott airport to bring all her animals with her so again excited to have her with us um new classified sub we have three resignations uh we have uh two well and some of the classified changes are duplicated because there is a um let's see i'm trying to see where where it would be doesn't look like i thought that some of them were because of the minimum wage increase and i think that's on the on the um supplement there's some going from 1250 to 13 hours 13 is the minimum wage adjustment then um classified change a bus driver a casa mentor um some others in there a couple bus drivers actually and then our long list of subs we have our coaches that are for the winter season and our youth basketball coordinator which we're offering again this year our youth basketball there is also a list of time sheets that we made separate just so that you can go through them at your leisure but again we have to approve any any kind of compensation means whether it be contract we need to have you all approved john can i ask you to define a term sure it is the term is applied liquid liquidity so these are two teachers that are asking to get out of their contract and as part of their contract there's a liquidated damages clause that says that they need to pay the district 750 to get out of their contract so that's what that is it sounds more legal than that i was afraid that the attorney put that in that was not something i put in that's that's an attorney verbiage that she um applied at the time bless the attorneys right yes i feel much better now because i read that credits oh my gosh and i didn't know whether we have to go to executive session or no no okay yes so when it comes and you know they're they're actually taking other positions outside of the state they're choosing to move in the miller contract that's this it's really a as a deterrent and in most cases we ask that this employee pay the center you do not have to accept the resignation because of the contract but you know we recommend that you do for um because they're going whether you like it or not to be honest the turn just scared me and now i'm much more okay before any other questions about liquidating people well i hadn't found that mike that sounds more interesting okay with that um if we could get a motion to approve tonight's personnel report i guess i probably yeah and the supplement i i do move to apply uh approve uh item nine f the first now report and the uh submitted supplement second thank you all in favor item 10 a the 2021 district expenditure budget revision number one approval thank you thank you president of the board so we discussed this briefly in the public hearing i'd just like to review four or four different accounts and projects and uh the changes in this budget i looked into carrying more at last year's ending budget compared to this year's first division now i'll just compare the adopted budget we did in july for slight increases and changes if there are any for a few funds and the operating budget if we jump from 15.5 million current to 16.3 million 800 000 increase capital fund adopted in july 16.

2019 right juniors in 2019 class of 2020. we're not comparing how a student did on for example psa t89 to psat 10 to sat that's a comparison of growth these are different cohorts of students so we really can't compare the data however i do know that the board likes to see how our sat our students are doing excuse me on the sat but they are different groups of students this isn't the same group of students it's not like they went down or up at any given point so it's really not comparable data sets but i wanted to show how our students did and again that was last spring some students are going or did take the schools that decided to push s.a.t to the fall those students scores may may be higher because students are a little older perhaps learned more but i can't say that that will be the case they could be higher they could be lower they could be the same so this is just an example of how our students did this is again the average all students and this is both evidence sorry i'm sorry do not cut in but just to say what gina just said differently you're looking at the end here for each of these student groups you don't know where each of these groups started right and with them gina mentioned earlier with the the state series being canceled over several years of the psat eight and nine we don't even have that data to know did they did this group of students perform as expected or go backwards or there's just it's data that's lost to time right now because of covid so it's impossible to extrapolate out did we do an amazing job with these this group of students because they started out much further behind or did we not you know but it's just it's information for information sake at this point so this is the combined average of there's two parts evidence-based reading and writing and the math section so that's combined and then i just wanted to give you a sense of ela and math scores again for and this is district and again averages so for example in 2021 for ela 530.9 and then 532.6 for math and again different cohorts so not necessarily comparative but just trying to give you a sense of how the class of 2022 did when they took it in the spring of 2021.

if we stick with the current numbers and that jumps to 1 million 130 there's a 70 000 increase classroom site fund we know last year was well we say the budget is basically the same as the annual revenue per year and then there's some other factors based on your prior year expenses that might increase your budget if you didn't spend everything in the prior year so that's 1.8 million basically the same as we add in in july and then what i've talked with mr tona on a few phone calls with is that if you look on the page 13 of the budget it's got all these other funds in one of 691 we've got really big plans for fund 691 that's our building renewal fund and we've had tremendous support in the last six months from building renewal program we just had a visit from darren boyer from emc to our architect they're about 70 done the design for these hvac units to go on they're still not sure if they want to recommend if they're designed to replace ceiling tiles and all the ducting and then reinforce the ceilings and the roofs or just put them on pads outside and then use air ducting to take care of that so we've got one 6.125 million budgeted for that you can budget 3 million more than you spend there but you better not budget less the auditors like it when you budget at least what you spend for more so whether we get all that done by the end of june of 2022 you're in i don't know but i feel comfortable budgeting that high because we've got a i guess it's a contractor price quote for 600 000 just to strengthen some roofs we've also in addition to the hvac updates we've got roof assessments to see if there's some things to strengthen our roofs and reinforce them and weatherization proposals well the roofing one came back in from three corp uh western roofing 600 000 to strengthen the roofs so that should be separate really if it goes that way and they want to put the hvac on the ground on cement pads and duct it up that would still mean six hundred thousand is proposed to like 150 000 per building basically every time you penetrate a roof it creates a potential water issue so we've got classrooms that have experienced that so that's part of the six million as well john i am concerned when you say that there's have not made that decision as to roof mounted versus pad mounted units we've talked about that three months ago uh and you know this is the for all the board you this is the design phase not the construction phase we're talking about we're not going to see this on the ground it sounds like beginning of next school year even or end of next school year what is this thinking unusually long this design phase that's a great question uh mr jonah i did bring that up with darren today and he's a he's an engineer and a marketing person so he does contacts and client services he's not a structural engineer so they've hired a team of electrical and structural engineers to design this he's not part of that team they've sub some of that out okay so that should have been from the beginning you have that team yeah sure that's that was his answer but he's he's not personally on tribute to those documents oh so he just doesn't know the answer that question is what you're saying it may have been determined but not yet shared i guess okay right you know in all seriousness this is an incredibly important project we've got the money uh but as all seriousness we had the same conversation three months ago about that basic design difference whether you put the units on the roof or on the ground that's kind of basic because your whole structural growth design depends on that even even getting rid of flaws and all the in the roof systems and so i when i hear this and i'm just getting frustrated that something is not moving somewhere so i just had to express my frustration and end of discussion this is a liquidating issue well hopefully i'm not the liquidated person but we talked about that earlier so on average the school facilities board has approved one school for the hvac study for the design study 128 000 the one school the highest is about 160.

and then looking just at ela scores again the same idea different cohort but to kind of give you an idea of where our students are how our students in general again in district average performed i realize state of illinois is missing but that's because they haven't calculated that yet as i said just a few minutes ago and then the same for math our ela scores i'm sure you noticed were pretty much i should have said that i'm sorry um pretty consistent and math did go down a little bit what are you doing with this with the data yeah other than just we definitely analyze the data we definitely look at the data um i don't do a lot with it at this kind of very global level but we tend to look at data more broken down by groups of students and we certainly can use that information as we're working with interventions and working with students we don't look a lot at this really global data right even even if you go into school report card you can go in and break it down in different groups of students so a drop of 40 points doesn't give you not without knowing where they were where they started from right and that's what we're typically looking at is almost down student by student level or student group level as to where did they start where did they go what did we do that might have impacted that but without that i mean obviously a dip in scores it's going to be impossible to separate our instructional practices from just the world of covet right right you know so what do we know from what we're looking at here if we look at what we expect out of students generally year to year although that's not the best comparison you know that where we typically are we're slightly lower now and it's a combination of the world probably that we're in you know but i can't tell you definitively that that's the case this could have been a group of students that overall started lower than this group it also could have been a group that started way higher and over knocked them down even further than we would have expected right so it's just it's it's an impossibility to extrapolate out really what this means instructionally for us it's just this is how this class did when we used to use the acts it was you know we had years and years of you know that whole series of tests and um so the data i don't think is as useful now as it used to be because because you had this group coming in in ninth grade right every year you had a different group of students coming in and you could test and say okay here's where they are today and then we we we were used to hearing reports of you know okay see you know here's where they are here's where they got to in the 10th grade and you're all in your and you can design your interventions and helps for those those cohorts around how they're progressing so that and you can project where you think they're going to be because we knew that what the projected growth for a student should be expected to be and then where they actually ended up and then we could look and figure out where did we go wrong or where did we get it right what really worked well and then you can use that again and without the longitudinal data this is very limited limited value to us you know um hopefully we you know this year we'll get back to that yeah that state series and now we can start rebuilding longitudinal data i think the data sets that are more important to us now whether it's the on-track data graduation rates those kinds of things because those are true metrics that we know are for kids kids that are progressing appropriately and then hitting the ultimate goal of graduating from high school so um you know this state data doesn't factor in all of the other things that are that are in place it's just one one data again like this is a this is a group of students who've had their schedules tossed and tossed around and sure absolutely and now and live through a pandemic and back and forth at school yeah so it just seems like if you don't have that data these students are sort of left hung out to dry without it's like 2020 there's no date without any metrics so you're right i mean a couple good things as dr thiele said we are planning to administer and the state has said this many times eight nine for freshmen in april 10 for sophomores and then of course the s.a.t so we'll be hopefully back for good to getting that and we can start looking at some comparisons in terms of growth of cohorts of students the other thing that i think was a wise decision that we made was in october giving the psat 10 nms qt which typically just a small group of students take to qualify for national merit but we through esser funds decided to administer a tall junior so at least they'll have had a experience of taking a college board assessment okay so i'm hopeful i've been saying we're we're not giving final exams we're not giving hour and a half or more tests so they aren't getting these environments you know to function in until it really matters for the student and that's what's i think kind of disappointing but yeah adding in the back that adding in the testing in the fall and then the state series moving forward brings that back into place yeah i also wonder if if um you know knowing that that the s.a.t and a.c.t that there's much less emphasis on that for college admission and in some cases not even needed it becomes less of a high-stakes test and a student's motivation to take that required test at school maybe they're not putting in as much effort because it's not as a high stakes i mean that that could factor and i'm just i'm speculating variables here but that that would also seem to be maybe a contributing factor as well that's why getting back to the series and would really help get student by student what happened versus what was expected and have those conversations is the the true data set that's valuable to us i mean this has this just shows you how they did on that one day right during the pandemic right you know and that that's that's what it is well i really i look forward to getting that series back because you know time and time again we were you know we were exceeding the projections we knew we were you know making a real difference in these students lives because we knew where they were and we knew where they were projected to be and then when they ended up outperforming that you you have some you know some satisfaction that all this hard work is really paying off um so i miss not being able to see that and wondering you know because this actually could be what for all we know this is a huge success comparatively i mean we don't know that don't know we don't know and as i said mike it could be a terrible loss we don't know i mean it's just impossible to guess or it could be spot on as to what would have been predicted there's no way to possibly know you know it's just a data set that is what it is okay so as i mentioned decided not to release the data i expect that next year the state will be ready to release data the reasons that they and it was originally scheduled for december 2nd and it wasn't until several about a week later in fact that we found out that it was not going to be released and these were just some of the reasons that they cited that it was the first year reported that there they were very complex data sets that there could be an impact in the data in kova 19 and that the preliminary data was proving not to be reliable or valid so they decided not to release that data so really this second release was really the preliminary and they're calling them preliminary not final okay preliminary sat scores so is this a delay or just a they're not releasing at all so we're not going to have any until 2022 probably i mean i can only assume that they will next year um this has been something that's been years in the making so i'm hopeful that if we're submitting all this data that they will then release the data um but i i can't speak for they also found this collection that some of the assumptions just as you always do when you gather data right some of the assumptions that they made going into that data set didn't reflect what they thought it did no you know so i think you might even see some changes in that readiness formula after they've had this dry run and they've seen you know now they've seen this large data set and how schools actually collect it and what it looks like i think you might see a few kinds of tweaks and changes uh in the assumptions that were made they expected to see a certain type of data come that didn't come and it comes back to the assumptions that were made and how it was collected at the beginning so i think you're going to see a few changes over the course of this year just and consider that okay the state will consider that the dry run you know this has never been done before never been done before and when was it originally was this supposed to be the first this was supposed to be yeah yeah so so i just time it so i just listed some of the interventions just to show like i said about the summer school tuition that was something that the board supported obviously paper tutoring the number one area that we are seeing students using paper for is math we also have expanded our math programming we now have a second math specialist at south high school so we now have two math specialists one of one of whom actually works quite closely with students who are homebound for any reason if they're out of school he will actually work remotely with with the students um so that's a great support we are using the alex courseware and ppl with numerous thousands of students so i just put those up there to just kind of remind her that a lot of these are focused on math not all of them but but several are and then the final release is scheduled right now of course this is tentative but this is what isb is saying it will will be released on april 27th the final assessment data including the state level remember there was no bar there because we didn't have that s.a.t the isa illinois science assessment and then the dynamic learning maps which is we call it the dlm it's the alternative for those students who do not take those special needs students who do not take the sat so this is the next release that's expected in the spring and this once again won't look or correlate to anything in the past as you have groups of students like ours that we chose to give the assessment in the spring because that's what's best for kids to get that test under their belt to know if they want to take it again for a different score for any of those kinds of things um if we were looking out for us us as a school district we would have waited you could have just put that all off and done this here in the fall and giving kids a longer period of time to gain content get back into school get back into the flow into the mindset all of that and you would imagine that our scores just by doing that would be higher than they are right now so when we look at state average this will be a year that you can compare to no other yeah yeah yeah any other questions thank you are we going to look at summer school tuition uh yeah we look at that in january okay yep we'll have a summer school report for you at that point all right but good thank you gina good transition though okay we on the consent agenda tonight is a job description for a director of student experiences this is a new administrative position at the district level part of the salary for this position is being offset by transitioning our summer school coordinator into this position one of the board's long-term goals has been to expand summer school and summer school offerings we expanded it just by necessity a great deal last year so that is a key part of this position as well as a variety of things that support students throughout the day with activities athletics all kinds of support from the district level interventions and this is also the person that needs to start siphoning off gina's knowledge as she is in the retirement contract and uh we need to offload as much of gina's knowledge as possible before she rides off into the sunset so this uh starts creating a level of redundancy for that transition as well so if the board approves that under consent tonight probably at some point this week we'll get that job posting out before winter break so that we can get that out and start gathering interested professionals for that that opening any questions on that one no all right uh in november the board attended the joint annual conference uh this is the board meeting where traditionally board members have shared anything of interest that they took away from it i know we had a few folks in the room attend um anything that people want to be yeah i took a lot of notes notes i will share something administratively that came up uh one of the as the board knows this year we left the national school lunch program one of the and by all accounts students love the change in the menu and and everything that's there but one of the byproducts of that is last year when we were in the national school lunch program because of the support that's happening during kovid students were provided the opportunity to get meals for winter break and pick up a like a meal box and have that over break one of the conversations that came up at the conference was how are we supporting students with food needs over long extended breaks so as a result of that the administrative team came back and worked with chartwells our food service provider and jurie and jill put in a lot of work to find students that would be interested in that kind of support and then the district has provided that option for families to take advantage of this year so it you know got our wheels turning of hey last year at this time we provided this level of support should we do that again this year we decided that if we would have been in the food lunch program families would have had access to that so we we decided to offer that long term we're going to have discussions with community providers as to how we partner with you know the resources that are already here in the community and and support and promote those entities to help with uh with food over extended breaks so uh you know it's one of those things that got the wheels turning and we were able to pivot and and provide that kind of support to families that need it you say that was uh second general session that was the second general session yeah right i thought um so you know food insecurity for poor students being such a big issue for college students especially during their breaks and that was something that i hadn't i hadn't really thought about before you know when they tell the when they tell my kid they've got to be out by a certain date what happens if the kid doesn't have anywhere to go you know and it just it got me thinking too so [Music] i attended a session called what's race got to do with it and you know my takeaway from that was needing to understand my own personal experience and culture before i can really relate to others which i thought was interesting because i've never spent a lot of time thinking about my own you know culture um i attended a session on ihsa updates they talked about a 35 second clock maybe becoming maybe coming to basketball in 2022 or 2023 and there were a lot of issues around masks wearing some things that didn't make sense to me but and it seemed like some disconnection between ihsa and illinois department of public health um attended a session about tips for successful board policy committee members didn't get much out of that stuff i mostly knew another session called no week links fostering positive intra-board relationships and talking about us needing to have a strategic plan it should be a working document updated annually and he wrote here the rest of the meeting was just typical board role and conduct stuff that i already knew and then that third general session was entitled unconscious bias and education um and talked about unconscious bias being everywhere and being in everyone that we all inherently have some sort of unconscious bias that we're not really even aware of it just and you can't avoid it i mean everybody has it it's it's it's it's just how you were raised and the people you were around and that your life and your experience things that you haven't even thought about it just this is the way it is and then you go wait a minute that's so um they talked about she the presenter talked about um starting to say you know so what uh when you're evaluating choices so that um why is it a big deal you know you know if somebody somebody says something you should you should think about what's really behind that um and uh and it said here she also suggested i thought there was an interesting tip about trying to reverse your initial stereotype so like whatever your response is to something try to think about it like if my response was the exact opposite how would that make me feel about it sometimes i can change your perspective on what it is you know maybe reaching some empathy that you wouldn't have otherwise so um all in all uh it was actually a better um a better conference than i thought was going to be i have to confess i had kind of low expectations going into it because of uh kovid and and in those general sessions um typically um i look for something you know some really motivational stuff there and i didn't know that this would be so much but i thought it was and um and so all in all a good a good conference so i don't know if that sparked any other anybody else do you wanna see something for six months well no uh because um mike went to the same one and uh in fact i think our minds were like in a lot of the things because we we all went to some of the same presentations not planned no just working no we need to talk to each other about some of the same ones but because of where we are you know i thought a lot of it would be repetitious just because i i think that we're a very um uh responsive board and that we uh we communicate well and we and so some of those sessions were not necessary for what we well this board's done a lot of professional development outside of the conference you know there's a lot of sessions there that there's boards that that is their only professional development opportunity so i could see where you know some of the basic training and those kinds of things you've already received this and you know other workshops so i mean that's why you got the distinguished governance award right so all of those naturally none of you would would need to go to so you'd get funneled towards it i did go to the isha thing too and i thought it was a lot about football a lot of football and basketball a lot of football like you know when they're gonna start practicing and you know that kind of stuff so but uh i felt a lot of it was uh not voted on yet these were just right um things that they were bringing forward so getting ready for next year's seasons yeah yeah and uh you know how they were gonna um put schools into brackets you know because oh yes the unfairness dealing with some of the prizes you know i mean i look at my i look at my alma mater it's gone from you know three different um categories you know from you know 2a 3a 4a and so the competition is a lot different at each level and so chris and cheryl were both there as well so i don't know if christopher is still remote there but if he's got anything he wants to add possibly chris was there anything you wanted to add from the mental conference in student services session and i sat in on a student safety plan session sort of addressing some of the concerns that were in one of the resolutions that the iasp delegates voted on which was sort of like addressing how to creatively be prepared for situations in schools of violence especially at the time of having occurred yet but in light of everything that went on a couple weeks ago um that session was really interesting in how i think that yorkville attempted to address um active threats preemptively and sort of how they build relationships with students through some of their resource officers the whole thing was really interesting all right well thank you board members for attending and continuing to grow as board members we'll have a spring uh dupage uh offering and that will be at south high we'll be hosting it or north high are we at north carolina north north we'll be at northam yes yes all right employer requests uh we've had them and we're we respond to them and they're available up on the website okay we're going to move to the consent agenda but before we do ask for approval i would like to just recognize once again the district one of the elements on here is a acceptance of a donation from the district 99 education foundation grants the foundation came through once again with twelve hundred dollars for uh both both grants for south one for their fine arts program a guided study for program graduates and the other a crycut for the multi-needs program for special education so please share thank you again with the with the board does anybody uh else wish to pull something out of the consent agenda before we vote hearing none we need a motion for the board of education to approve the consent agenda as presented which includes the personnel report transfer position classified appointments classified leave of absence classified the personnel report retirements classified resignations classified the increased substitute wages for former full-time dg 99 cmg and support staff employees the financial pages excuse me the waiving of the first reading and adoption of board policy 3.70 director of student experiences and the acceptance of the donation of the district 99 education foundation grant still moved second terry and mike thank you terry pavich aye mike davenport aye christopher espinoza hi jenny heggstrom aye joanna vazquez drexler aye and nancy kupka aye the consent agenda carries next we'll move on to action items we need a motion for the board of education to approve the certificate of tax levy the certificate of certificate the certification of the certificate of tax levy and the certificate of compliance with the truth and taxation law is presented so moved second tyrion mike thank you gary pavich aye mike davenport aye christopher espinoza benny hegstrom aye joanna vazquez drexler aye and nancy kupka aye the motion carries i actually need a motion for the board of education to approve the 2022-2023 curriculum proposals is presented second joanna and terry thank you very much joanna vazquez drexler aye terry pavicich aye mike davenport aye christopher espinoza hi jenny heggstrom aye and nancy kupka aye the motion carries moving on is the reception of visitors public comment this is the second reception of visitors which is intended for audience members to address the board on any topic pertaining to community high school district 99 comments will be limited to three minutes to provide all visitors an equal opportunity to address the board individuals needing more time should submit their thoughts in writing to the board secretary mrs nydiak prior to addressing the board audience members should state their full name the proceedings are being tape recorded and live streamed for the purpose of producing accurate meeting minutes and is being live streamed and i reserve the right to modify these protocols if circumstances warrant audience observation these protocols is appreciated who do we have first all right we have uh seven slips at three minutes a piece we're definitely under the 30 minutes so i will just call them in the order in which they were submitted and not separate residents from non-residents so the first person up to speak is rich brennan followed by noel manley will be the next speaker i'm rich brennan of downers grove taxpayer every day resistance to mass mandates and forced vaccinations and rules that isolate children to supposedly stop that resistance is growing because medical news that opposes the anthony fauci method and policies is increasing daily for example very interesting brown university did a study that shows that there's a 23 decline in early in early childhood development under traditional social distancing and masking mandates interesting read the covet policies we follow here come from anthony fauci's national institute of health the same fountain who sent our tax dollars to the wuhan laboratory and successfully weaponized previously oscar bat viruses and then fauci lied about it so from the nih to the pritzker government here to district 99 there's a track for that and that explains why we don't trust a lot of the fouching pritzker followers on masking and vaccination recommendations typical the opposition literature julius rochelle from canada wrote about the snake oil salesman and the covid zerocon bait and switch he does a good job of explaining for example lockdowns mass vaccinations and mass booster shots interfere with our immune system's ability to protect us from 200 other respiratory viruses and it creates a dangerous set of circumstances that risk driving mutations that are more dangerous to the vaccinated and unvaccinated alike the promise of vaccines is a is the exit strategy it's really an ever-ending regiment of annual booster shots to replace our natural anti-virus security updates that come from handshakes hugs and children laughing in schools our immune systems depend on these challenges to get in small doses daily to get stronger especially children and a key example to check out yourselves in new zealand they're ultra-strict regulations their ultra-strict masking and quarantines and lockdowns have resulted in hospitals full of children with non-covet viruses because the government isolation policies left them fragile thanks next is noel manley followed by carol gene davis good evening my name is noel manley and i'm from deering illinois the united states is not a racist country and district 99 is not a racist community however the woke culture promoted by the d99 administration and school board would have you believe otherwise here is a list of the issues brought before the board over the last seven months that have been summarily dismissed or ignored so much so the boards unlawfully surrendered its authority regarding school board meeting attendance to the superintendent number one anti-police lessons in english and social study courses a biracial student being told by her english teacher to check her white privilege at the door blindly following governor pritzker's masked mandates with no challenge at all this administration will sacrifice student mental health in the face of state funding threats the textbook used in downers grove north government class openly advocates for open borders and downplays the atrocities of the russian revolution a student recently was removed by his class by awoke teacher because the student had a political slogan on a shirt with which the teacher disagreed this is it was so brazen that school administration and parents had to get involved the 105 page 27 000 2020 equity audit report which attempts to promote the tired concept of institutional racism as a primary issue facing the district who needs 60 years of racial progress in academic excellence when an equity curriculum will readily promote and review that every issue stems from race in every solution is race-based and then we have a sexually graphic gender queer another example of bulk activists throwing their agenda in front of children you will note there is no graphically heterosexual equivalent in the library shows of either downers growth north or downers growth south so perhaps our woke librarians may be interested in placing copies of the kamasutra or obvious metamorphoses on the d99 library shelves of course not placing such sexually explicit books on the on these shelves may be considered censorship so what are the results of this wool culture that 1999 is participating in and just look what's happening in the streets of dupage county carjackings are up weekly in fact there was one right down the street from downers grove north at bpm i don't go we've got gangs looting and hitting oakridge mall we have a downers grove north graduate working with chicago police officer murdered doing a routine traffic stop we have former campaign county democrat party media coordinator mary lemanski equating the waukesha christmas parade in massacre the jury verdict which we should not agree unhappily to her injury of 60 people in the murder of six including a child mr thank you the next speaker is carol jean davis followed by marcella cher good evening i district am and i wanted to make a comment on a climate service develop survey that was discussed tonight i am in favor of this type of survey it is very important to have data that provides a glimpse into both the working and learning environment as it is experienced by all of the players in the district the survey helps to point out deficits and can gain and can aid in targeted staff training and professional development even if it doesn't result in specific training it probably has an effect on how teachers relate to their students and hopefully all of the staff and faculty will read over the results i grew up in a dysfunctional family i remember after one particularly horrible incident i went to my high school guidance counselor who was incredibly incredibly uncomfortable and nervous by what i was telling him he was completely unprepared for what i unloaded on him and basically said he pretty much just helps people find colleges and i left disappointed but relieved because i finally told another adult later that day i was called back to the office and he was more helpful and he gave me some phone numbers to call which i did so to parents who are against surveys like this it gives me great cause maybe many of them just live in aussie and carry it live and have no idea how miserable some high school students are and that they need real help who knows but i will tell you this my life back then certainly needed interfering with and whether you like it or not teachers need to be trained and prepared to deal with all sorts of situations surveys like this help district districts prepare in a fact-based manner by identifying the biggest issues faced by staff teachers students and parents when students are upset by situations in their home life or their school life they cannot learn they cannot concentrate they are in a perpetual state of fight or flight in such a state they are at increased risk for drug and alcohol abuse and self-harming behavior they can manifest in a variety of ways schools need to know if students feel safe welcomed and valued and if they don't feel that way why don't they and students need to know that they are district parents that question this survey your input is also sought and unlike other participants you are afforded the opportunity to give free form responses and i hope that you take advantage of that opportunity i would also like to note that student participation in this survey is optional 1333 students responded it's clear to me that the students want to be heard and we should listen to them thank you next up marcela chervo followed by tabitha irvin my name is martella durdik cheray i'm a 26-year district resident i have children who graduated from down or south and grandchildren i hope will never set foot in this district during that time i've been labeled a conspiracy theorist though i've recently been promoted to domestic terrorists because i have the audacity to exercise my right to confront elected officials and state agencies in order to protect the rights of parents to make health decisions for their children it's nothing more than a desperate attempt to discredit and to humanize those of us who don't agree with overreaching policies a suppression tactic meant to dissuade citizens from participating in the democratic process the rhetoric and escalating aggression prove the covet narrative continues to collapse i will not apologize if any of you on the board or in this audience are uncomfortable or doing what i say is hateful it's not hate to speak the truth what's actually taking place is censorship it is used as a tool when lies finally lose their power schools are no longer educational institutions not by a long shot they've been hijacked by and are beholden to government basic forensic accounting and a quick perusal of the state code confirm it mandates have no place in a free society masks are a lie we know it you know it quarantine and lockdown without court order is false imprisonment forced and coerced vaccination is medical right breakthrough cases are not by any means a new phenomenon it's known as vaccine failure contact tracing is predatory disturbing and intrusive vaccine passports are a form of discrimination and segregation and sick until proven healthy is no less tyrannical than guilty until proven innocent it is pure cowardice to applaud these measures in the name of personal safety we should be standing in solidarity for freedom rather than bring in extra security and have reinforcements on standby as you did last month i'd suggest you commit to your safe spaces if the truth is too much for you to handle better yet step down let real americans those who value freedom and respect individual rights do the job of which you are clearly incapable up is tabitha irvin followed by eileen breiner okay so um hello my name is tabitha irvin and i am a junior at downers grove north and i'm here today just to briefly re reiterate what i spoke about at last month's board meeting um which is the topic of student representation and i will first once again thank jaden scarlett for their tenacity courage and commitment to representing dgn and dgs respectively and despite your amazing work i still believe that no two students can possibly and holistically represent a collective population of around 5000 students which is why i'm here today so to the board of education members thank you but i hope that you'll listen to what i say now with increased student representation many to most of your questions i believe can be easily answered have the new c triple s services actually made a difference in students mental health do students actually support the proposed hybrid schedule for next year and to what extent do students find sats and other standardized tests necessary for their academic success after high school and can we better analyze the results of these tests and what about the final exam schedule or lack thereof and do we find the content presented in our curriculums problematic or the books in our library offensive these the answers to these seemingly difficult questions with increased student board representation can be answered in accurate in-depth capacity after last month's board meeting i received a large amount of positive support from my speech and so in hopes of my message reaching a larger larger audience created a petition titled increased student representation at illinois district 99 board of education meetings which is circulating on the change.org platform it currently has 268 signatures and is still growing i personally witnessed multiple classmates on opposite sides of the political spectrum sign my petition which proves that increasing student representation at board of education meetings is not a partisan issue or one that should be subject to debate i believe that it's just common sense thank you next is eileen breiner followed by laura hoist president good evening first i'd like to express my extreme disappointment in superintendent hank feely's usurping the rights of residents by not following the open meetings act he took it upon himself to move the school board meeting to a location that allows only 20 seats for the public this district has multiple possible locations that are large enough to handle the citizens who want to attend this mandate was not presented to the board and voted on at a subsequent meeting i was at the november meeting i did not see violence or threats of violence this is just hyperbole from hank i'm asking for the resignation of superintendent thiele for this overreach of authority now on to what i originally planned to speak about and there is a similarity in the two scenarios by now you all know that in september the national school board association sent a letter to president biden requesting that he direct federal law enforcement to investigate parents as domestic terrorists on october 4th the u.s department of justice under mayor garland directed the fbi and u.s attorney's offices to investigate parents for harassment intimidation and threats of violence against school board members and school employees now 13 states including illinois have withdrawn membership from the national school board association and 13 more states have distanced themselves from the same in the years 2019 2020 and 2021 this district has paid the national school board association four thousand one hundred and sixty five dollars annually now that the illinois association of school boards have left the national school board association will this district cancel any further payments to the national school board association what did we ever get for the annual payments of four thousand one hundred and sixty five dollars the district also pays a lot of money to the illinois association of school boards in the past three years 99 has sent the illinois school board association mrs breiner your time next up is miss hoyce his voice will be our final speaker of the evening i'm laura sure i'm laura hoyes this board's decisions have forced students to learn remotely wear masks quarantine when they're not sick be shamed for conservative values and treated differently if they're not vaccinated these action actions violate due process and district 99's own no discrimination policies all under the guise of health and safety this is about control truly all while using covet as an excuse to take away constitutional rights and ignore the law this has caused great harm to our children since the year 2017 teachers have received training on seeking educational equity and diversity training also known as seed and white privileged guidance from gary howard we understandably want to know how this training affects our students we've asked how these culturally responsive social emotional learning equity changes affect curriculum you've answered very few of our questions telling us as little as possible while denying that these programs have all the tenants of critical race theory how has equity training and the national sex education standards affected what educators are being told to teach our kids in sex education and in all other classes we appreciate that you took the time to meet with us to answer our questions about what are you teaching in sex education but we walked away with no information except one sheet guidance on what the state says about sex ed but we were told that there are no sex ed books no videos no documents nothing to see here this board is aligned with the teachers unions plain and simple and you're working against the parents this board has limited public comment to at this meeting 20 people so it can avoid hearing parents concerns about the welfare of their children and conduct its business to satisfy the nea and the isbe public schools belong to us we the people own the schools we pay the educators to teach math and reading and merit not to indoctrinate students not to teach some you know racist far left focus on equity and sel as if it's none of our business you're not telling us how this is affecting our kids well it is our business last august district 99's anonymous complaint system which had students go to designated teachers to tell about a problem they're experiencing was replaced by a state program called safe2help illinois.com under this safe to help program students can call a trusted adult at one of several state agencies who offer assistance by 24 7 phone hotline on issues about bullying ms hoyce you're out of time thank you that concludes the reception of visitors thank you thank you all um okay moving on to communication announcements uh report on the legislative education network of dupage jenny there hasn't been any meeting since october uh joanna not really other than we continue to struggle with staffing and we're trying to fill those positions as soon as we can that's good yeah and we're meeting wednesday this education foundation is meeting wednesday and chris did you have anything to bring up from the iasb uh just from the the conference itself it went pretty smoothly a number of things we didn't end up voting on just because the committee decided that it wasn't worth um voting on um the two things that we spoke at at the two previous board meetings ago um uh resolution two and fifteen uh resolution two did not pass and resolution 15 was not voted on uh so yeah resolution two was the resolution allowing teachers to carry guns uh yes and resolution 15 15 was lowering the age of uh or raising the age of uh from 14 to 18.

so an average of about 140 000 right there's of the 6.1 million right there's 600 000 almost just for the design sure for the buildings and then you've got construction phase and that'll take a while with bidding that's my whole point i i wish we could speed things up a little bit because these have been awarded since since uh july last summer is when we first started talking about it i do i do want to say though that we have done more in the past nine months and that's when when mr levinson came on board more in the past nine months than we have in the past nine years towards getting hvac in our building so i do want to say i you know understanding your your frustration i am extremely happy with the progress because it's more than i've seen like i said since i've been uh in the district office for 12 years now and it's been it's been refreshing to see um the bulldog working to get this done with the sfb so um i do want to give some kudos to mr livingston for all the work that he's done no and i can't agree with you my comments are directed south to another city but you're right i mean we you know since i was first on the board we've known about this this issue and this problem and we've heard stories about what it's like in the classrooms in august uh for example uh and you know we got our expectations up and then all of a sudden you get it's hard not to get frustrated when you're hearing a basic design issue has not been made this far into the design process sorry i couldn't stop that when i share this information with staff i say we're probably a couple years out right and so i you know i tried not to get any hopes up because we are a um for the word the government working with another government entity so things are just going to be slow we're bureaucrats at uh and we're working at the bureaucratic we're dealing with bureaucrats and we're working with with uh at their time frame okay so enough sir that's all i had if there's any questions i'll be drilling into the individual anymore any other questions on the expenditure expenditure budget revision all right this is an action item with that we do need a motion well i guess i owe it to the board to make the motion for approval item 10a district expenditure budget revision number one the approval of the language of cusd cv usb 51 budget factors with the arizona department of education school finance unit second thank you all in favor aye aye aye thank you item tim b s our safe return to school plan okie dokie so esser 3 which was the american recovery plan money requires that we revisit our safe return to school plan every six months so we're at the six month mark so we're revisiting it and i'd like to point out a couple of things number one nothing changed except the date because it's still a good plan the template that you see in front of you the multi-color thing that is arizona department of education's template so around to that under the column heading that reads cdc safety recommendations every one of the items that you see under that column heading spread out over all the pages are pre-populated and then in the has the lea adopted a policy you know policies go through the whole second reading all that business so we put yrn in that column yes or no and then we say um what we're doing for either what's already in policy that was adopted last year or a practice because i found a lot of times that arizona part of education or usdoe calls things policies that they really mean procedures or practices not like a governing board adopted policy they really mean like a bunch of practice or what's your procedure so everything on here in the column that reads describe the lad policy are the practices that you all adopted 18 months ago maybe more so they all are consistent with what goes on in our schools every day and this is we have a chance for input through site council meetings staff meetings parent-teacher association meetings the superintendent's employees advisory council and through public input at regular governing board meetings so and we've had lots of public input over the last several months regarding things that we do in school we're covered related health practices we feel confident that and people call us all the time and ask questions or offer suggestions and so bring those to dlt and filter them against what's in this so i'm just asking for your approval after any questions that i might be able to answer and what happens to it from here is i upload it to the arizona department of education website and you can see like uh any school district in the whole state anybody that took us are three money you can see their thing and i wanted to let you know that they extended the first deadline because there are only five districts that had submitted on time and so i can already tell you we'll be one of the five that is in the third like the second six month mark so it's my intention if you approve it this evening to upload it on wednesday i'll give it a little live time to see if their system's ready yet for round two so that's good that's the gist of it sounds like a plan it is a safe return this is a safe return to school even though we have been in school right for a long long time all right this is an action item um all in favor aye aye oh thank you thank you very happy you can choose yes this is exciting well del rio is very excited and very appreciative of the funds that we're getting through results-based funding it's based on a combination of our demographics and results and it's going to be spent on staff staff professional development capital needs and curriculum needs that's listed here we're just in the beginning stage of collaborating with the teachers to know specifically how every penny is going to be spent but um we we do have currently two teachers on um on results-based funding that's being paid on the results based on you to reduce class sizes all right questions comments from this reader as we watch it for the sake of those watching on youtube i want you to let everyone know how much you got we got 164 000.

gosh that's wonderful [Music] that's great all right any other questions sir anything wonderful again this is another action item and we will need a motion to approve the this friendly topic motion to approve the del rio school results based funding plan oh second so all in favor aye thank you thank you item 11a is a first reading to policy gcvb so this is the policy that i was referring to earlier when you approve the salary schedules this is administrative staff contracts and compensation salary schedules i provided a redline version so you can see what was added is in the underlined red which is standard language taken from other districts and just about every district in the state has that language we were kind of an oddball when it came to um to the our policy and then i just took out all of the other stuff that was part of the old policy and again this is a first reading we can make corrections we can add we can take off um before it's approved in hopefully january but i wanted to give any questions or answer any questions give me comments or concerns that you may have i didn't want to ask any questions on the first reading it's discussion only we do not have to take action on this this evening we will not take action all right then we're going to move on to item 12a the board calendar for 2022 and january 2020.

so this is the basically deciding what days we or you all are going to be uh it's the second monday of the month with the exception of march which is the second wednesday because of on the second monday is during spring break and october which is the first wednesday because the second monday is during fall break and i think it was taken off and i need to look at a calendar it came off we also want to schedule the january meeting for january of 2023 and the reason it is not going to be the second monday is i believe that is during fall break or winter break um or it's like the monday that we get back from winter break actually is what i think it is um yeah because the second monday is the ninth which is our first day back from break um we're requesting like the 11th which would be the um this would be 1 11 20 23 which would be our january board meeting for that first year that would um be after the election so we'd have to um you all would choose your new president or aid for existing presidents there be a president and vice president election of the board at that time everyone okay with those dates yeah i'll make the approval of dates and time except for 2022 and january 2023 for the cbusd board meeting second all in favor next is item 12b and this will be an executive session so we do need a motion to go on your executive session i'll make a motion to go ahead and and just for those in the audience we'll go into executive session it'll probably be like an hour or so we do have to come back out you're welcome to stay we're going to go into my office to meet for executive session and they're going to come out there's one item one agenda item which is to approve um the superintendent's uh performance-based compensation so you're welcome to stay for that or you're welcome

call this meeting to order and we'll start with the pledge of allegiance and we've asked jane estes to lead us with that i pledge allegiance to the life of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right the first item on the agenda is to recognize we have an incomplete board a complete board not an incomplete board here today we've been struggling with uh births of twins right margaret now margaret didn't have the twins but her daughter-in-law had twins and so that took a lot of work i want to make that perfectly clear a lot of miles back and forth so we were here our first item on the agenda would be uh annual presentation of the navit programs by matt webber and matt you're here i think you have everything you need all right appreciate the opportunity to be here tonight i know that you've got a full agenda and so i promise i'll be brief because i want to be invited back uh just want to first start out saying thank you and we are grateful for our partnership with blue ridge schools appreciate working with superintendent bryant and chris slaughter your cte director amber lopez and appreciate working with lauren we are grateful for for working with you and being to provide funding for your district and providing central programs for those who can so let me just kind of skip forward here to the two primary reasons that we exist the first is to bring you that funding stream and remember that funding stream that comes to you is based upon your students in your programs your cte programs here for the rich high school and so we'll go over those finances here just a minute and then second of all for those who have the time to leave for a three-hour walk we do offer central programs for your students we'll take a quick glance at that there we go let's just jump right into these numbers so if we look real closely at these and it looks like i'm going to need to start making additional columns here so these are numbers that the public can see but our estimate for fy22 and as you were just expressing in your budget here you are you are in some declining enrollment uh but still uh in fy 22 we're estimating you to bring in 311 000 and i think one of the main things that i wanted to emphasize this evening is that as you as you look at that 311 000 you know where does that get spent well it gets spent in your cte programs i guess i'm just a real spas with this clear yeah okay so if we look at your programs there you have an addition there you do have cody blake who's teaching construction and so the districts that are looking at is constantly about looking at balancing the number of programs you have for the number of students you have but to be able to add a new program with these circumstances it's wonderful and that says a lot for the vision of your administration wanting to make sure that you're providing as many opportunities as you can here at blues high schools once again this dictates how much money that nava can send you and so as you look at all the programs that you offer of all the three schools that we serve you offer the most programs i want to jump back there so if we look here at blue ridge high school and notice that several of your teachers actually offer more than one program and so you're maximizing the the amount of money that you can bring in by having them teach more than one program where it's peaceful it's not always feasible but for those that can they do and that really really helps you one thing i want to really emphasize tonight is how much we appreciate your high school career and technical education teachers i don't want to spend a lot of time on covet but i do want to mention that they have been stellar in terms of offering meaningful curriculum to their students through all that and then on top of that they come back to a new year and we say oh by the way you need to get training here here and here because we're being monitored by the department of education and it's it's an intense amount of time to be a regular teacher in the classroom and then say oh by the way you're going to need to spend somewhere between 60 to 80 hours on top of that you know to get ready for add monitoring and your teachers have come to our district office they've been trained we've provided them examples and help so that they can be prepared the final day is coming up real quick is january 11th to have everything submitted and uh but i know that chris has submitted you're looking great uh she's already gotten feedback from ade and so once again it's something to be proud of this is not an easy business to be in career technical education it's very challenging and any time the legislature changes it up which they regularly do and what they require your teachers to do and to have documentation that's something that your teachers have to respond to so go ahead to that next slide so for those students then that have time to take off for a three-hour block and come to the college campus they do have access to cosmetology nursing assistant welding fire science medical assistant and those are other than fire sex these are all available right right here in the show area so once again our main focus this year has been how do we help your teachers get prepared and so we provided the nccr training and that involves jim rice cody blake the teacher training i've mentioned there's also instructional best practices your teachers have access to turnkey curriculum in all of their different cte areas and by going through these instructional best practices that gives them access to all those turnkey lessons we also provide the c10 soft capital funding we always hold our breath every year that's supposed to be a one year offering and we're in your fight with that but we just don't ask questions we just accept the money and distribute some good also i just want to make sure that you understand that we will continue to work with your teachers and i'm expected to hear great things in fact i did have one of the directors that ate called me and said that they appreciated blue ridge's tenacity and making their submissions chris had to submit district level data but all your teachers have to submit their teacher level data and uh they they're saying that they're grateful for schools like blu-rays that are willing to jump in and get things submitted and not wait to the last minute and so they're seeing a lot of that because nav is not the only sea tennis league there's anything like that so once again i think to just wrap it up to emphasize you're going to be receiving around the 300 000 range uh you're just under 7.5 million and uh that's what she brought in by being a member of david uh since she came in which is one of the american original five and we absolutely appreciate working with you with your administrators and appreciate your students and so with that i'll entertain any questions i only have a comment mr merrill we appreciate the support that you've offered our programs and and just to make it clear one of the goals we had in 2015 if you remember is to increase ct participation we're at an all-time low when we were funded about 192 000 we're on target for about 311 000 and that's on fewer students so uh mr webb and his team have really focused on that and i want to let the audience know these dollars can only be used for cta cte career and technical education programs they cannot be used for any other purpose and so it grows that program and the program at some point becomes self-sustaining it wasn't that case though so the board supported using mno to keep our career and technology programs viable and now they're growing and soon they'll be self-sustaining so thank you for your efforts in that and for your guidance and direction matt thank you chuck matt um do you and navid have any anticipation of adding any more central campus programs in the future anyone at this point i appreciate this computer repair and maintenance you know we'll see they're going to start recruiting just just after the holidays on that we just sent out with your director chris was there in our director's meeting on monday and we do have a year a year-long program and so the students will be eligible to take the certification test for a plus network plus and so that's that is a year-long program so that's the main new one um you know as that skill center gets completed for those of you unaware they did break ground for that uh when you look at the road you think that's a beautiful retaining wall but where's the building it will be coming you'll be able to see right now it's just so overwhelming to look at that retaining wall but once that gets completed i'm anticipating it well done others are still in the talks but at least for this coming school year that's the main central program that we're looking at offering at the white house well are all the programs in chilo going to be at that new facility yes okay uh i think that they're looking at it in august well i think that they're they're initially saying december of 22 i'm i'm thinking it'll be the fall of 23.

[Music] so [Music] so [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] that point yet do you want to call him right now well yeah because all we're going to do is roll call okay please hey we're good to go i called to order the workshop of bullhead city elementary school board on tuesday december 14th 2021 at 5 30 p.m roll call corey burgess here amanda amen here charlene is here here we're moving on to item 1.3 snyder electric electric design phase mid-term report we're getting the representative on the phone right now so while we're waiting hello he's brandon hold on one second so this is brandon woodward who is one of the two people we work closely with from schneider electric uh you met tom milroy a month ago tom is uh tonight presenting preliminary kinds of information to mojave valley elementary district they're about six months behind us in this process so he couldn't be here tonight brandon is here on the phone and we have his slide deck and he's going to share with you the mid-phase report prior to us bringing a proposal next month to the board so brandon have at it all right perfect thanks for the intro uh well president burgess members of the board dr stewart and whoever else is on the call appreciate the opportunity to give you an update on the project and kind of where we're at and i understand that doing this over the phone is a little less than ideal but we appreciate you guys being flexible uh after the the date change on the board meeting so um as you're all aware we're working on a modernization project for the district focused largely on hvac uh and what we want to do tonight is give you a quick update on the large amount of progress we've made over the last two or three months and kind of what some of the next steps are that we're looking at to get us to that uh end goal of a summer install with some of this air conditioning units so as this is a workshop i would love your feedback and questions as i'm walking through this so please don't hesitate to to stop me and ask questions as we go along uh and as dr stewart mentioned my name is brandon woodward i have not had the pleasure of presenting to you guys in person but i have been working behind the scenes with dr stewart and jen james tom from my team um working behind the scenes so i'm intimately familiar with this project uh but haven't had the chance of meeting in person so appreciate the opportunity any questions before i walk through this no questions all right next slide please so looking at the timeline like i shared for the last couple months we've been working on the design phase of this project we know that there's a big need for the district and the hvac side so since september we've been in the design phase trying to figure out where do where does the district focus its energy and some of its escrow dollars to address some of those most concerning needs we've been doing that since about late september and last week the green section on there we did a midterm meeting with the district to share some of our preliminary numbers that we've received back from uh after we we've connected with a few subcontractors on this and that leads us to the last piece on there tonight we've got an update on kind of what we shared what we've done so far and what we shared with the district last week and then i will end this presentation with this same slide showing some more the last couple steps there moving to the right next slide please uh and before we take a look at our progress so far we always want to take a take a step back and look at why are we doing this what's the the goal of this uh yes it's to change air conditioning units but there's a lot more to this so these are the three project goals we've identified with the school district and number one and we continue to come back to this it's providing safe and healthy learning environments for your students so as we look at replacing these old units how can we do that but also bring in additional resources to improve the learning environment improve indoor air quality improve health and safety in in the in those environments number two this is the big one financial stewardship you've got some some one-time funding through esser funds so how are we able to turn some of that cash into cash flow invest in modernizations that are going to generate some long-term recurring revenue for the district in in the terms of energy savings it's a big one and lastly long-term planning support and training so that you don't get you've been in a reactive phase on your hvac for many many years because of the limited funding how can we set the district up for success to to have guaranteed savings on this project but also looking out to uh this is just the tip of the iceberg on some of the the units we're taking care of how do we start planning helping the district to plan for future phases for the next uh several hundred units that need to be replaced in the short future so those are the project goals we've been uh kept in the background mind or the forefront of our mind as we have been working through this and any questions before i dive into the scope nope you guys are too easy on me all right next slide please and this should be a familiar but painful graph that you guys have seen a few times i know tom has shared this dr stewart as well this is a look at the age of your hvac equipment and i know you've seen this many times i won't spend too much time on it but the average lifespan of an air commission unit is about 14 years and so if you look on this donut chart the everything in in orange and everything in red is either 14 years or older that's 72 percent of your total hvac units that are past their useful life which is concerning but also impressive that you've kept some of these units running uh 25 26 years that uh that's some of the oldest that i've seen in arizona and i've been doing this for a long time so uh you've got a lot of needs there on the hvac side and our goal with this project is taking a look at those in the red column not replacing all of them but looking at the ones that are over 20 years old as you can see some examples from fox creek in coyote canyon units that are 20 22 25 years old replacing some of the oldest least efficient and oftentimes most challenging units from a comfort side replacing those with new equipment has been a large focus of this project and next slide please so that's existing conditions on the hvac side where we're at on the recommendations for this project and let me reiterate this is all preliminary we are continuing to um evaluate and re-evaluate what's included where do we focus the the effort and energy what units do we replace but as of right now we are looking at replacing about 60 units across three schools desert valley fox creek and coyote canyon and that's that's the easy part replacing units is the easy part the challenging part and where the finesse comes in is on some of these other items that i listed down there below and circling back to those original goals of our we're replacing hvac but how do we make sure that we're as we're doing that we're creating a healthier safer learning environment for our students so doing things like evaluating bipolar ionization on these new units installing higher merv filters merv 13 filters which is filters out a lot more of the particulates than the standard units you currently have and then also adjusting repairing and replacing some of the outside air dampers bringing in fresh outside air for uh for the units that we're placing so that yes we're saving energy with the units we are increasing comfort but you can see those three there with the green pluses those indicate things that are helping to push that safe healthy schools initiative further down the road and last piece all actually two more pieces i'll target on here one is that last bullet of targeting local contractors this is i hate to say supply chain uh because i think that there is that's something that every district is complaining about right now but it's a real challenge is getting people to bid on equipment and getting it done in a in an efficient amount of time is really challenging we pulled out all the stops on this to bring in local and regional contractors and also national contractors to competitively bid out the hvac piece of this and we've been very very fortunate to to get i think we've got three bids back on this we we weren't sure we could get one to be honest it's been a really challenging time but we received three bids on this a couple of those were local which uh was is really um a positive for us so i know the more that we can keep this local the more that helps with warranty and uh keeping the the money local within bullhead so big win there and then the last piece i'll touch on is to the right as we in addition to replacing these about 60 units looking at the the rest of the units that need to be replaced how do you put that on some sort of capital asset planning schedule to move from a reactive replacement of units to being proactive and getting the district caught up on some of this these deferred maintenance needs you've had on the hvat side so that is that's a focus on the hvac scope so far i'll pause there for a second for any questions or clarifications is our esser is these numbers 60 that's all we're looking at currently is replacing 60 units yes we're looking at the 60 partly because of our our guess at the beginning of what these might cost okay and uh and then uh the engineers uh snyder has a team of engineers that came out and actually looked at units walked our sites and looked at units with our inventory list and identified ones that from these sites that are first of all are the oldest but are in places where we need to replace so we're trying this is part of the reason that this is preliminary for you all because when we get to the end you're going to see some bad news and then but i want you all to have all of the information working from what we originally planned uh and put out there and then to think about okay what do we need to draw back on so this is an opportunity if you i don't know if you saw a recent article about conflicting information about ion bipolar ionization so i called brandon and i said okay tell me about this and they have looked into that uh the merv i think uh isn't as brandon isn't standard eight yes merv eight okay and then isn't there like is the next one merv 11 something like that there's one between that yeah okay um and so you know this is the highest level of filtration so that gives us some wiggle room to decide whether that's what we want in these systems or not and then adjusting or the air dampers and that kind of thing so some wiggle room for you all to weigh in on what you what you feel is important or most important in this project okay okay yeah i'll kind of echo what dr stewart said there uh with everything we're doing our job is to be the innovation expert on this and to bring bring all the information to the table get bids and look at several different options for the district and ultimately put that decision in your hands give you uh maybe a bad analogy but the name your price tool to figure out what what do you want to bite up do you want to do more units less units do we want to focus on bipolar ionization and really figuring out where what are the priorities on all of these items and how does that fit in with your existing ester budget so that's one thing we'll talk about more detail here shortly upcoming slide that's one thing we're currently working with district on to figure out um where do we want to prioritize some of these items and brandon i will stick in that at the very beginning of these conversations so last june june early july we were talking 70 um we all know what's happened with pricing so you know we could we could still think about that many but then we'd have to draw back on some of the features for them um so it's always a trade-off so that's why that's why you all need to weigh in on some of this uh before we decide where we're going to uh trim some trim some of the plan to come back in january thanks brandon yeah thank you all right let's move on to the other piece of this scope uh so in addition to the hvac something else we're looking at is integrating a district-wide building automation system with the hvac and here's here's what you currently have you can see the pictures on there of your current uh system of how you control this i think you've seen some of these before you have a hodgepodge of units that have been installed over the last uh 30 years and what this means is you have you've got a big break coming up so thursday i think is your last day of school and you've got two options for for winter break option one is you leave it as it is and your 300 plus air conditioning units will continue to run for the next two weeks and condition several hundred thousand square feet of space straining your already old equipment and increasing your utility bill so that's option one is just leave it running and and come back and you're you're good to go in january option two is have your facilities team go around on thursday afternoon to all 320 something thermostats in the district we'll reprogram them so that you they'll be off the next two weeks and then come january 2nd before students are back go back and redo every 300 plus thermostats so neither one is a good option oftentimes uh the latter doesn't happen because you don't have the resources to to do that for all of the the shorter holidays at least so what we're doing is looking at replacing all of that with a district-wide building automation system that you schedule ahead of time or if you forget the schedule in about two minutes you can reschedule every every thermostat in the entire district to be off or set back for the holiday break and ultimately what this is doing is helping to um it's helping to keep things turned off when they're not in use that's the one of the big benefits of the building automation system if you can go to the next slide uh there's kind of a graphic of what this looks like you can see by individual school and individual building individual classroom as what is on what's off what are temperature set points um and so in addition to being to turning things off when they're not in use and the huge energy and cost savings that come with that the two green check marks on there this really helps improve indoor air quality with better control of your outside air which currently you do not have and also comfort is a big part of a healthy and safe classroom and i in bulkhead city it gets a little toasty so being able to provide consistent cooling for those classrooms is another big big factor here this building automation system allows for that and allows for the ability to diagnose and see problems long before the abm staff ever even hears about them so that's a look at what the building automation system does and this is this is driving the vast majority of the savings hvac does have some savings associated with going to newer equipment but it's also expensive hvac is it doesn't have a great payback the the payback on this is much more attractive and helps to kind of carry the weight of some of your hvac and this is what's really helping when i talk about turning that cash your extra dollars turning that cash into cash flow this will generate um tens of thousands if not a hundred thousand dollars in in um energy savings a year for the district brandon if i could interrupt for just a second uh unfortunately what's showing up on our screens because our monitors are older uh is we're not seeing the complete slide so on the slide that had the thermostats i think there were six pictures of different thermostats that we have in the district and on this slide uh what you should be seeing is a whole building and seeing part where the you know where the green where one set of temperatures is set the pink where a different one is set and um blue or gray that one is a different one so that's what that visual or that graphic is perfect thanks for clarifying so are you only seeing the left half of the slide uh we're seeing uh clear to about the middle of the sun in the logo good to know so it sounds like uh if we're fortunate enough to do a phase two uh technology refresh might be something we can help with we're already working on that yeah i imagine i imagine uh james is way ahead of me on that uh any questions on on that on the building automation system and then the the last piece of this um is this is something tom has touted from day one is the partnership piece of this and i know you can't see the whole slide but three things i'll touch on one is the ongoing monitoring and optimization and this is what this is it's far more than just replacing air conditioning how are we also providing the district with the best long-term solution resource advisor in capital asset planning so you can plan for these next phases and also making sure we've got measurement and verification to if we say we're gonna save you eighty thousand dollars where we are actually saving you that eighty thousand dollars um and then some of the smaller things that uh also uh that get me excited student engagement you can see two examples there doing green energy pledges or uh solar car racing something i did a few of this this summer with some districts out here getting the students involved in everything we're doing teaching them about sustainability and energy efficiency and is a large part of what we do and then on the right side the community engagement piece i'll focus on the bottom half first the publications making sure we're commuting communicating your good news stories to the daily news we're getting posts out there working with your pio on um publications and social media posts signage at the district all of that and then the moving to the top piece there this is one that is kind of different and unique and you probably don't think fits within an air conditioning replacement project but schneider is a big company we have fantastic national marketing resources and in talking with the district you're you're working towards losing the elementary piece of bullhead city school district and you're also doing a website refresh so through all this looking at refreshing your your your logo so we take this over to our team and said hey throw throw together some sample logos what might this look like if we were to help refresh the the district's logo use our national resources that we have at our disposal to do some of this and here's just three of the the six that they came up with actually saw some new ones today that came in that i'll be able to share with you but uh these are some of the outside the box things that go beyond like tom has touted from day one beyond just changing your recognition helping the district uh to to go deeper on some of these things on the student and community engagement so um that's all i've got for scope any questions there before we start talking about the cost and savings piece of this nope brandon you have about five minutes so uh think about that i've got two slides should be easy three minutes uh all right so uh next slide please so here's what we're looking at uh the scope that we've developed for this is a preliminary numbers right at about 2.45 million dollars for the scope we just shared with you uh with a life cycle savings of about four million dollars the thing is this is more than self-funding you're taking those escrow dollars turning it into cash flow but as dr stewart alluded to earlier the original number placeholder number that the district had for this project was about 2 million so this is something that we could definitely use the the governing board's input and advice on as we're looking at this project we've got a handful of options as designed we're at about 2.4 so there's a handful of levers we can pull in here that we need your help focusing on priorities of is something like bipolar ionization important to you do we pull something like that out do we look at doing less units do we there's a handful of things we can do i would love some of your that we would love your feedback as we look at this do we start scaling some of this back a little bit or do we look at expanding the astra dollars allocating additional lesser dollars or other budget dollars from elsewhere to take care of some of this so this is this is kind of what we look at again big picture about 2.4 in cost and 4 million in life cycle savings questions on this i think they may need to give me their feedback later to share with you as we move into it's a chunk and isn't there one more slide there is one more slide uh i think he has one more slide but i'm kind of paying attention to the time for you all and we go from there yeah so i'll let you guys uh circle back and with dr stewart and talk through some of that but as i mentioned uh there's a handful of things in in this that we can value engineer and look at removing some of the things or editing the scope to get down to that 2 million or work at finding additional funds to get to that 2.4 so lastly real quick just to give you an update on where we're headed if you go to the next slide our next steps we will have this polished up sometime in january and look for final project approval after we get some insight from the board and from district leadership we should be bringing this back sometime in at a january board meeting and that will give us plenty of time with long lead times to get the hvc equipment time for that uh that summer window that we're targeting not targeting that we will hit so that's a look at a quick update on where we're at where we're headed uh i know we're out of time but any questions i could answer quickly any questions nope all right we'll give you guys kind of give her some ideas on where we think we should go and get back on this at a little bit later time thanks brandon perfect yeah my pleasure best luck to you guys we'll chat soon thank you and they're about two months ahead of the original timeline that they thought they would have uh because their engineers have really been all over this so to have something for you about the third week in january is pretty wonderful i think okay all right moving on to 1.4 okay very quickly the dress code i put this it's back on the agenda uh the committee sorry the committee considered uh the conversations that you all had at the last board meeting and uh so there are some additional recommended changes from the committee i put those in green so you could see them as different from the the previous one they considered the jewelry one and then they did consider the visible tattoos they heard corey's concerns and they said that they felt like we could handle things so they did not want to change that so i just wanted to be sure that there was an opportunity for you to look at it and during this before we got to the hearing it will now because it has additional changes it will be a first reading again so well we don't have a lot of time so does anybody else have anything they wanted okay um my problem is still there um i thought we talked about being a little bit more descriptive on the tattoo and they didn't want to do it so my recommendation is when we do our first reading go back to what we had before for our tattoos do our first reading there get our second reading we'll leave the other changes they had and move forward if they're not wanting to take our consideration they're then we pass up the policy we see fit so i mean we can still give another shot though then it becomes another first then it becomes another first reading so give them the opportunity and stuff like that personally i think that they're adult enough to um release themselves i get that part but but it's more than just policing himself we're also dealing with six seven eight nine and ten-year-olds and those tattoos are creating conversations that families may not be ready to have with their six-year-old their five-year-old that we're putting into that situation we're not dealing with high school kids we're not dealing with you know junior high kids we're dealing with elementary kids and my request was pretty simple but they didn't want they said oh no that's not a problem what you consider like that would start those conversations because that could be the best i'm trying to figure out what you consider would start those conversations and i'm not quite sure if what's in my brain is what's in your brain so maybe you can outline what's in your brain what's in my brain whether that tattoo be a butterfly or a lollipop that is still something that is being shown to a child that may not know anything about skin art and that might not be part of their family so now that conversation is beginning and we're putting them in that situation for somebody that they respect situation to put some parents into because those are the people that they're going to encounter in the real world are you when they're older correct but we don't get to make that decision that's what i'm saying are you concerned with like maybe a specific age group like would you be willing to consider like cave i don't know would be ones that are not i would be willing to consider lots of things and that's why we put it back to them but they were like no we're good well that's really not how the policy works we make the policy they don't so if you don't want to do the recommendations that we have then we just don't change it and we leave our policy where it was um that's i i probably shouldn't get as upset as i do on situations like that but i am not a fan of tattoos never have been but that's a personal opinion i have and i was willing to discuss this and they're like nope don't want to okay then we don't then we just take it off so i was asking let's talk about what is actually indecent vulgar and obscene now we can place it well what do we do when you don't well we talked about now we've got a problem your feelings of vulgar indecent and obscene may be different than mine correct so then whose is correct so i know we talked about that too and what happens when somebody says well i don't find that vulgar or obscene and a parent does now we have an old another ball game here that didn't want to be addressed so just thinking that excuse me just thinking that this might take a while maybe if we had a chance to sit down with them or something like that and then we could list and come to an agreement of what you might consider because like i said this would take forever going back and forth just to kick in that might be totally okay with that [Laughter] i am totally okay with that so i just and just for the purposes of discussion this is policy so there can always be a regulation that has more description or more of how the process that we would use to determine what these things are um so you know you can this is true for any of our policies the policies are okay here's kind of the rule now how do what are the procedures we use to uh to address those rules what are you know what are the steps that we go through or what are the definitions for things so that's something for you to consider as well that there could be a regulation that has whatever we're out of time anyway and you can still discuss in the meeting yes we can still discuss this in the meeting so uh we do need to move forward because we are out of time so i need a motion to adjourn the workshop i'll motion to it during the workshop amanda amen i'll second that all in favor aye corey burgess i'm amanda eamon hi charlene diaz hi anna boyd so moved all right moving right into our meeting no you have the hearing oh that's right dang it even though you're starting or late you can still you still should have your five minutes yeah it's three number three no we go to number two yeah it's called oh i'm sorry oh that's why i was all right i was confused it's not embarrassing that's not the order i am embarrassed i'm sorry corey okay um i like to call to order a regular meeting of the bullhead city elementary school board on tuesday december 14 2021 at 6 02 p.m roll call corey burgess here amanda ayman here charlene diaz here anna boyd here we are just missing miss portland uh have you joined me for a pledge of allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice thank you now 3.1 uh conveying public hearing pursuant to ars 15 948 c and d fifteen nine o five fifteen nine o five one zero one fifteen nine sixty two d and fifteen one one zero three c for review of the proposed fiscal year 2022 expenditure budget revision number two at this time we open this up for public comment mr president if i may so the public understands we had a budget that was approved in july for the year we had some changes in september for reasons that needed to happen at that time this change is to we didn't have to have this one except that we needed to reallocate some of the money between m o and capitals unrestricted capital so that we had funding if we want to purchase that property just had to wiggle some money back and forth those are the only two budgets in our 38 budgets where we can move money back and forth if we need to so primarily the change in this is having moved 150 000 from mno over into unrestricted capital all right moving on item 4.1 we need a motion to adjourn the public hearing i'll move that during the public hearing i'll second that amanda ayman all in favor aye corey burgess hi amanda amen uh charlene diaz hi anna boyd so moved item 5.1 citizens present if you please sign in in the back on our attendance sheet item 5.2 call to the public this is the time that the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time space and manner restrictions as the governing board may establish comments will be limited to three minutes per individual unless the government unless specifically waived by the governing board at the conclusion of the call to public individual members of the governing board may respond to criticism made by those who address the board may ask staff to review a matter or may ask the matter be placed on future agenda however the governing board cannot take action on matters that have not been noticed in advance as part in advance as part of the agenda do we have any calls the public no all right moving on to item 5.3 adoption of the agenda we have a motion to adopt the agenda i'll make a motion to adopt the agenda charlene yes i'll second that motion and avoid all in favor aye corey burgess i'm amanda eamon hi charlene diaz i anna boyd so moved item 5.4 superintendent reports dr stewart mr president excuse me mr president and board members you have my written reports the only updates i have i did attend in person today the county superintendents meeting in lake havasu there were a couple of presentations at that meeting one of which gives some information that at some point we will be presenting to the board for some consideration in the future otherwise i don't have any other updates i will be going however to asba asa conference leaving tomorrow afternoon and that conference is thursday and friday so i'm looking forward to that any questions on reports did i see something in the transportation report that was about buses and grants because i i know that crush district just went and got that really awesome grant what do we got to do and they're getting new buses they're getting a charging station electric bus we can look into it can we yes we can i know that we're kind of in a similar situation with ailing buses so jenna has a comment jen might have some information yes good because i want to make sure i mean that's awesome for the high school district i mean we all need it we share a lot of things so in transportation so it would be really nice if we could get some of those as well without just having to you know buy from esser or whatever that we happen to have right and i as i had indicated to you in some updates that i send you regularly idaho i had been hopeful that some rollover money that we had from messer1 and some money that we have in in unrestricted capital that is designated for transportation that we could have come up with enough for a bus but like everything else the prices have gone up considerably so we don't have enough funding for that at this time but we'll keep looking because as we save some dollars in some of the other grants we you know we can roll those pieces in any other questions all right moving on to 5.5 donations we'd like to thank the community as they step up and donate to our schools as they often do we received for mckinney-vento at 10 20 gift cards to safe light 78 insulated reusable water bottles and seven winter jackets at an estimated amount of 557.4 cents from spirit life church desert valley received 240 bottles of hand sanitizer estimated value of 500 from the boys and girls club fox creek junior high received a 300 check towards a music program transportation one wheelchair estimated value of 500 from river fund uh district office received 3 126 bottles of hand sanitizer an estimated value of six thousand dollars from tri-state ace hardware 18 cases of hand sanitizer an estimated amount of 1800 from the boys and girls club several first aid kits with an estimated value of three thousand six hundred dollars from the colorado river colorado river women's council pope committee and advanced animal care um amazing for all the donations that we we receive once again thank you to our community members who help us out so greatly item 5.6 board member updates are there any board member updates at this time okay then item six point uh item six our consent agenda need a motion to adopt the consent agenda as submitted move that we adopt the consent agenda as presented i'll second that motion and a boy all in favor aye corey burgess i'm amanda eamon i'm charlene diaz hi anna boyd so moved item 7.1 policy g-b-e-b-a staff dress code i would like to table this item at this time since we are wanting to have more discussion so we don't have to continue to have first readings is everyone okay with that yeah okay yep um mr president would you like to have a a meeting with uh either all of the board members some of the board members with the actual committee sure okay i will get that set up sounds good it will be after winter break i'm sure sounds good okay all right item 8.1 the fiscal year 2022 budget revision number two dr stewart mr president board members as i explained uh this is our second revision of the budget for this year um excuse me it was fairly easy to move uh just move some money around we have some teaching positions that have not been filled unfortunately and so you know we had a piece a little bit here and a little bit there was would allow me to move some money so that's the major change in the two any questions on that all right i would like to move that we approve vitamin 8.1 the fiscal year 2022 budget revision number two oh second that amanda amen all in favor aye corey burgess hi amanda ayman aye charlene diaz aye anna boyd so moved item 8.2 possible action to call an election for voter approval of construction of buildings on property owned by the district using grant or alternate funding that does not raise the tax rate dr stewart mr president and board members we've discussed uh for a while now the purchase of property and you all directed me last month to proceed with that on the condition that we don't have to use rsr funding to replace the aggregate spending limit cuts that we might face so i've been working with the realtor on that the law says that under ordinary circumstances we would have to go to a vote of the public to actually put buildings on a property that we own there are some exceptions to that so we continue to explore other ways to do what we need to do or what we want to do with that esser funding for an employee housing neighborhood but ultimately if those other things don't work out we would need to go to the vote there the law says that we have to notify the county 150 days before an election that we intend to have something on the ballot that date would be december 17th for a may 17th election there are only four election dates in each calendar year so the 17th is this week and so uh we want to cover all the bases so we have if you are willing to do that we have a resolution for corey to read and for you to approve that we notify the county of our intent to have an election regarding putting buildings on our property and the election would be may 17th so cory needs to read it and you can decide how you want to proceed resolution calling for the providing calling for and providing notice of a special election to be held on may 17 in and for bullhead city school district number 15 of mohave county arizona to request the mohave county school superintendent mohave county election department to set an election for the purpose of obtaining voter approval for the expenditure of school district monies for the purpose of constructing school buildings and or purchasing and acquiring real property to be used for a valid school purpose if approved the construction and or purchase will not result in any tax increase to the school district property owners whereas the needs and best interest of bullhead city school district number 15 of mohave county arizona the district will be served by providing for an election to enable the district to expend monies for the construction of school buildings and or purchase real property and whereas if approved the expenditure of district funds will not result in an increase of taxes for district residents and whereas by this resolution mohave county school superintendent and mohave county lecturers elections department are requested to take any and all necessary act any and all actions necessary to cause an election to be placed on the ballot for the above stated purpose now wherefore it be resolved by the governing board bullhead city school district number 15 of mohave county arizona that a special election be called for may 17 2022 for the purpose of obtaining voter approval for the expenditure of district funds for the construction of school buildings and or purchase of real property for a valid school purpose passed and approved by the governing board of bullhead city school district number 15 of mojave county arizona on december 14 2021 signed by your governing president of the governing board um we need to make action if this is the resolution we want to send to the county any questions no i think that's great i think we should pretty clear so yeah yeah it's we're not asking the taxpayers for an increase it won't cost the taxpayers anything but it's we're covering all of our bases um so i would move that we proceed with sending passing the resolution uh as presented i'll second that motion all in favor aye corey burgess hi amanda ayman hi charlene diaz hi anna boyd so moved all right item 8.3 e-rate request for proposals dr stewart mr president and board members we've talked with you about e-rate in the past this has to do with purchase of certain parts of technology equipment and i'm not the one who's best versed in this but you have a pretty good summary there from mr mcnutt we have existing services that the contracts will expire and so he's proposing that we go out for bids or go out to get the things that we need to continue those services if you have questions i would defer to mrs sterming not to answer your questions relative to use of e-rate any questions the only thing i would remind you is e-rate pays uh 85 of uh any of these purchases so we're responsible for 15 pretty good deal if there are no questions i motionly approve item 8.3 i'll second that amanda amen all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna boyd so i moved item 8.4 um is it three 7.3 uh fte title 1 professionals dr stewart mr president and board members we have some additional title one funding that happens every year we get the initial budget and then they send us some give us some extra money one of the sites is requesting that we use their portion of this funding for part-time paraprofessionals for the remainder of the year so this is three new positions they are 0.3 which is about seven hours a day and uh would be for the rest of this year dr so this so it wouldn't be something that would carry on it's just for this year it's for this year only okay okay unless the funding were to come through but and the thing is that it probably isn't i mean it's a one one time deal for this part correct jen yeah okay okay any questions all right i move that we approve item 8.4 i'll second that motion all in favor aye corey burgess hi amanda eamon hi charlotte hi anna boyd so moved item 8.5 resignation of a board member dr stewart mr president and board members we've received a resignation from jeanne borland effective immediately she did not put a date on the resignation because she was not sure when the meeting was actually going to occur but kim did talk with her on the phone and she said effective immediately so your action would be approving or not approving the resignation and if you do approve then deciding how you want to go about replacing this board member so first we should take action on yeah um i'll move that we accept uh jeannie borland's resignation as a board member i'll second that motion anna boyd all in favor aye corey burgess hi amanda hi charlene hi anna boyd so moved um in the past we've put it out to uh in the paper let the public know that we have an opening uh have some people who are interested send us in some information uh what is the time frame usually it's you have you have about 30 days to take action it has to be done within 30 days so so probably what you want is to get the information out get information back from people who are interested and then consider uh consider them at your next meeting which would be in january so that then you can make a recommendation to the county superintendent at least that's consistent with what you've done in the past is everybody okay with that yeah so we can just give dr stewart direction uh to proceed that way all right item yeah yes [Laughter] item nine executive session um we need a motion to go into executive session i'll move that we go into executive session amanda amen i'll second that motion all in favor aye corey burgess aye amanda ayman aye charlene diaz oh i anna boyd we are in executive session [Music] [Applause] [Music] [Applause] [Music] do [Music] so [Music] so okay item 9.2 superintendent evaluation uh there's no discussion at this time needed moving on to 9.3 to close executive session can we have a motion to close executive session command amen uh i'll second them emotion all in favor sorry all in favor aye corey burgess i'm amanda eamon i'm charlie diaz hi anna boyd so i moved uh item 10.1 reconvene to open session i move we reconvene to our open session meeting i second that amanda amen all in favor aye corey burgess hi man i'm charlene diaz hi anna boyd item 10.2 future topics any topics that we want placed on the next agenda if something does come up just send over an email and we'll get it on there for you um 10.3 board events you can see the long list of items going on what is our date december 14th oh that's today dang it see i
