we're not going to get a penny for circuit breaker for what's above circuit breaker is 65 to 75 percent and we would receive that the year after we incur the costs best practice is to budget on what you've received as circuit breaker in a given year plan to use it the next year which is what we've done in this budget we've planned to access some next year's circuit breaker money a little bit a portion of it which we uh typically do but we feel like we're in a position where we need to do that and i will talk more i think jeff and i felt like there's a lot of information to absorb tonight we want to talk about risks and opportunities at the january meeting there's some things that could be potentially additional expenses there's some things that we might we might identify ways to potentially pay for some of this we also might get new information that some of these costs are going to change so you know that'll be something to look at is you know can we access circuit breaker more in other words thank you the next item up here is the teachers union uh contractual increases um and that's uh 236 thousand that's for steps and lanes on the scales i think people have seen so steps and lanes plus we've assumed the two percent uh cost of living increase the next three lineups i'll talk about too because they're they're related the health care benefits we were given guidance that we should expect a little bit of a half year increase here this year based on our claim levels um they have formulas that look at our claims relative to our premiums and we're not doing we have significant claims so they estimated to suggested using eight percent it's possible that we'll get less i wouldn't imagine we'd get much more than that usually have a range um this also reflects changes in enrollment so we have factored in kind of the most up-to-date enrollment levels we have so these aren't necessarily all going up here for example berlin as memorials had less enrollment than we anticipated during the year so that's a lot less than a eight percent increase i should also note uh just format wise these percentages represent uh the the percent increase over last year's budget what they what they contribute to the overall increase of 6.4 so that's what these percentages mean they don't mean it's uh 3.9 more than last year um so the the reason for another another factor on the health care benefits is last year we had a free month of health care from our insurer they gave us a one-month premium holiday and we took that savings and we didn't just subtract it from the budget because then we'd have to add that this year plus we have to add these increases so what we did is we took that savings and used it to make a larger opeb contribution and we used it to fund the special ed reserve so these decreases of 121 000 kind of tie in with this increase this increase would be less if we had budgeted we had shipped in one month to to cover these two line items does that make sense okay uh so so the net of these is is overall a relatively small increase of uh fifty thousand dollars i think uh carol's gonna i'll talk about the last study and then carol's gonna talk about the the math tutors one that represents uh we just had some uh different changes in contractual uh pricing we've also used zoomed during the pandemic we're still using that we're using a filtering program for chromebooks for students at home previously they were in district and we've gone one to one and they're now students are taking them home and we're required for the child internet protection act to provide safe browsing environments so we have a program called bloxy that does that so um and we've also had a you may have experienced some problems calling into toronto we've had some challenges with the phone system it's old the wirings will have a vendor that will support all aspects of telecom that factors into the tonto increase so that's contributing 37 000 to the overall total um and then carol's going to talk about the the math tube and what that represents yeah the elementary math tutor math coach coordinator position has been in place this is the first year it's been in place the position was voted on by the school committee last year and that position essentially supports the elementary teachers works on instructional practices works on with the principles amongst the data and basically supports anything to do with the math um and it's also in this it's a new position that began this year and that person also works on building community engagement as i mentioned earlier so we're excited about the position and um this change represents a change in funding source so what and we'll invite a teacher to work with him and go in on observe that teacher look at the instructional practices ensure that that teacher is hitting specific standards for that grade level approaching strategies and skills in a certain way making sure that all the content is addressed it's that person becomes a confidant to the teacher they're not reporting to the principal they're not in a supervisory position they're really trying to build a capacity for better teaching in the classrooms that person might work also to provide professional development to groups of teachers and generally between the two schools of course are pretty busy oh so the cost is a decrease at berlin because the position uh last year was approved you know mid-year some point during the year the um the nineteen thousand dollar decrease at burlington represents um a shift at half of that math coach from berlin to boylston in the budget since it's being budgeted for the first time in fy23 it also represents some tutor support to the math coach previously the math coach was a specialist that provided direct services to students while their coaching teachers the tutors will provide direct uh supports direct services to students who have those uh those needs so um 48 000 represents mostly the shift of the costs and um and adding the tutors uh into both schools so that we had uh that partially uh budgeted previously so all in all it's um you know across the three you know that there's a total for each school you know again jeff mentioned this is uh you know we're going to continue to look at this but this is where we are at at first look um we have a requirement to present our budget december um there's still things that are estimates and and relatively hard to determine at this point we don't know what our state aid is when we do our presentation in february we'll have that information and we'll refine these figures so total increase of 7.3 percent uh level service next i think uh we're going to go over the uh i just want to say on this uh that was a vote by the skill of the school committee vote to develop that reserve and um and it was done so that as we build that resource we don't we don't see the as big hits when we get these um special education costs that that are unanticipated so again i think that was born last year yeah the the fund was approved two or three years ago it's the first year of last year this year's the first we were able to fund funded and there's fifty thousand dollars in the fund we're going to go through the level service increases next level service excuse me um somebody gonna address the teacher and the aides yeah so the first request above level 3's request for the teacher from boylston we have in grade 5 we have 34 students leaving this year the census says that we should have around 43 coming in as that predicts 53 students coming in next year uh nez deck has been domestic cadet projections that we use for our enrollment have been either accurate or slightly below so this year we had 267 students and and bes and dynasty projections in 2019 with 266 for this year's about 10 underwood actually showed up that project the early projections the next year at bbs total was three league um so you can see that you have 260 276 now if the if the nasdaq projections for the incoming class is correct that will cost about 300 and so you know we'll be within eight to ten students and again so an additional teacher will be needed at some point in order to keep those numbers down i do want to remind you that when i took this job there was a survey in the community and both the first and second item on what they want to see from the new superintendent is to keep the classroom numbers down so we think we've been able to do that but as as the enrollment begins to increase and we don't see any drop in that then there will be more more teachers the aids uh it should be pointed out and it's at number two there's actually a little graph there between 2014 and 2017.

move acceptance motion so said by leo secretary maryland and a discussion miss fitzgerald yes miss disler miss morada mr lamontagne yes miss mama and mr sorello terrible cheers consolidation cash reconciliation report has been handed out any questions on that here none revolving fund report any question has also been in your packet budget report okay communications superintendent so we received a donation from the coming property of one thousand dollars donated to be used for plumbing scholarships this year we have we had an article that was published on friday november 19th regarding some of our greater lawrence tech graduates uh taking part in the mass save clean energy internship so we had i believe seven one two three four five six six graduates both part of the evening program in our day program who have been part of an internship where they've been getting paid in the hvac program so they went to work for mass save contractors developed developing their hvac skills further after graduation with the hope of employment with the different companies that they went to work for so it was a program that started way back in the beginning of the fall season and a great opportunity for our graduates to go to work for good companies mr zhiro yes i had a question for the superintendent regarding the thousand dollar donation from the cummings uh property foundation i i know that they are all who i see it on their website they're always looking for um skilled electricians plumbers any of the construction type things did we have to apply for that or is that just something that they presented to us i was wondering if maybe we could come up with a great working relationship with them since they give to non-profits yeah i believe one of our plumbing and instructors had a relationship with them and then we have placed students with them over the years everything carpenters electricians plumbers so they hire all the construction trades as you know they're a huge property management company in woburn and we have had many of our graduates go to work there well i thank them and thank you any further questions moving right along the public participation saying none probably participation is closed right now um reports from the superintendent out of state travel so we're looking for one of our instructors um after communications report i'm seeing also um did we discuss greater lawrence tech graduates taking part in mass save oh it doesn't oh my god i'm losing we just did okay never mind you're saving okay gotta stay trouble so we have one out of state travel uh miss brenda cody from the special who is a special ed instructor is requesting an out of state travel to attend a seminar making best use of decimals to strengthen your math instruction in bedford new hampshire on january 7 2021 the cost is 311 dollars and 38 cents move the recommendation [Music] questions roll closer miss fitzgerald miss disler miss morata mr lamontagne yeah miss mama and mr sorello update on the dress code so um i'm not sure that the committee is aware we did have a concern from one of our parents regarding our that all our students were not following the dress code so we did address it we in the beginning of the year had issues with trying to get some of the uniforms so and also we had issues with trying to get all our ids for our students as we were having problems with the software in order to produce them since then we've been able to all the students do now have now have uniforms and have their ids so all students are expected and have been following the dress code since the over the last week or so and the regulations require all students to wear their shop uniform both on academic week and on shop week the issue was there were some students who were not totally wearing their sharp uniform on academic week but it's been resolved and but i did want to give an update to the committee that as i knew know that you were succeed on an email i have a couple of questions but i'm going to turn it over to the members [Music] vivian do you have a question comment um this student dress code is this what currently the students have in their handbook and that the reason why i asked because there's several typos that i've noticed off the bat then my second part of the question was i'm noticing the the dress code per shop is this what is required for their academic week as well the it depends for the most part it depends on the uh like in some of your specific programs like medical they don't need to wear that particular uniform on the academic week and in um culinary where they wear a specific outfit for the culinary in the kitchen they don't need to wear those specific but in terms of their sharp t-shirts and not that they do have to wear their sharp t-shirts and their and meet the requirements of the pants and the dress code for uh all their other uh wear that they uh use in the shop other than specific shops where you wouldn't expect them to wear scrubs in their academic week uh so for mo for the most part there are some exceptions uh to so to what you see based on a shop okay because some i'm seeing that the bottoms are khakis so they're required to wear khakis for academic week as well and then if they're safety boots are they required for safety boots they're not required to wear their safety booth boots on academic week okay just on shop week and then the bottoms how are the bottoms they can wear their khaki they need to wear pants khakis or jeans uh are acceptable they can't be ripped or torn they can't wear pajama bottoms or anything like that they have to be appropriate dress wear that i understand i don't know i just um when it comes to academic week i don't understand why um it's so specific um regarding the type of but like what does it matter if they're wearing jeans versus khakis so they could possibly be disciplined and i could i noticed that their tenants could be affected if they're disciplined by it over the type of pants that they're wearing um and i completely you know i'm definitely in the in the school's favor in regards to not allowing um the ripped jeans the pajamas like that's obviously um going a little overboard um but i just feel like um especially in the summer time i'm wondering if this could be considered excessive and um from my understanding there was a petition that was created and signed by over 500 students um is that something that you were aware of superintendent yeah um well in terms of our uniform uh regulations that we had a committee that was formed i don't know maybe four or five years ago to look at our dress code and take into considerations many issues that we thought that they thought were important at the time and their rationale for uh keeping consistency both in the classroom in the shop uh one of the reasons was that we had when we had the students who were in shop for half a day both our 10th graders and ninth graders we used to have kids that would be changing in the hallways in the middle of the day because they would go they'd be sharp in the morning academics in the afternoon and then they would be we had problems with kids that were changing in the in the shop so that i mean in the hallways it started to become a problem so we wanted to address that so we said you keep your uniforms on all day and so in order to have consistency across the board that was one of the reasons one of many reasons but that's one that comes to mind that i can remember off top of my head exactly and also having trying to keep equity within our school in terms of what was affordable for our kids and fair for all kids in terms of trying to have some equity with the with that part of the dress code as well in terms of the [Music] the petition that went out i do know that there was a petition that went out with four or five hundred students that petitioned to have the dress code chains and our principal uh mr linsky dealt with that issue she could probably fill you in a little more because she worked with them on that thank you i just i just want to respond and also acknowledge the typos because i noticed that too last year um you know the student handbook where we were out remotely it was just kind of there weren't many changes made at all there were a couple recommendations from our school council which we made however i this year the whole handbook will be gone through kind of with a fine toothed comb for those things a few of the things that we've discovered around the dress code is it really spells out what is required for the shop weeks but it's very it's not as specific or clear for academic week and when we sent out the emails to um start to have the dress code enforced i got a lot of questions for example if i'm in medical if i'm in you know medical assisting or health insisting are you saying i have to wear my scrubs because that's what it says here and in essence no you have to just wear like a medical sweatshirt or a t-shirt but it doesn't spell it out there so what we plan to do is have kind of like a smaller committee which has students staff and community members like from our school kind of take a look at this and make it clearer so there's no questions also like as you say it's unclear because it talks about khakis and jeans but there would never be someone that if they didn't have khakis on academic week that would have any type of disciplinary matter so it was brought to my attention that the students start a started a petition on change.org well there was a student it was anonymous there were over i think people that kind of signed on to it many of them were glts students others were just kind of interested and i applaud them for kind of their advocacy in that way we didn't have any issues as far as like a protest here where everyone showed up in their pajamas so it was done respectfully they put their voices out there so it is our plan after the holiday to meet with those student organizations such as school student council and some of the leaders say of the classes just to kind of start to talk about that a little bit um when you read through the comments some of that some of it is definitely we need to clear up some misinformation um but there's also some very very good comments that we need to have dialogues with our students on so we were aware that i let mr superintendent levoy know and it is our plan to meet with to start to have some students so they can have a voice in it and make sure that whatever we decide is also spelled out easily in our student handbook so it's able to um we're able to kind of like everyone's clear i got a lot of great questions also from parents and it just made me realize with the ques how many questions we got that it's not quite clear enough on academic weeks what we need to do so that is definitely a plan for this year in making sure that whatever our dress code turns out to be that we have it more clear for both shop week and academics um especially the typos as well um i also will say that um you know the first couple days we did have a couple incidents where students came and they still had ripped jeans and um there was not anything where we did anything punitive it was more like a warning and they were able to go down to the discipline office and if they weren't able to have someone bring them something we were able to provide them like alternate clothing until they could get something so we didn't keep anyone out of any classes or any learning because again this is a time where we just want to make sure that it's more of a mutual understanding of what we expect just to wait i would like to finalize my thoughts um upon hearing uh miss linsky's um take on what has happened with the dress code and i'm glad that this is going to be an ongoing discussion um and i read every comment that the students made in this petition and i think as committee members we should take that into account in listening to the students as well um obviously with a balance because there there needs to be rules so you know definitely in favor of a dress code policy but um as you were saying because of the fact that it is there's a gray area in the academic week um i think that kind of leaving it up to the discretion of the teacher on whether they find something an issue with what they're wearing when it potentially isn't like because from what i've heard is one teacher may have an issue with something versus another teacher may not find no problem at all um and then some of the comments that i read from the students were that um some of the reggie gear was quite expensive i'm not sure how much a shirt or a sweater cost but um i'm just glad to see that you guys would kind of also have students partake in this process and have their voices heard and hopefully we'll be able to take care of whatever the ongoing issue is with the dress code would you happen to know when they have gym class are they allowed to change to gym gear sweatpants or okay yeah so again through covid we did have a challenge typically all students would change for gym but then during covid we weren't having anyone change now we're encouraging students to change for gym especially when they're in our new gym making sure that they have the proper footwear and you know one of the things that i noticed through those comments and i've really had to reflect on it and i've talked a little bit about is that part of having a dress code is for equity so then you don't have someone that has you know some clothing that someone else might not feel well but that like feel bad about what they have on but then now the introduction of reggie gear brings another layer to it because that is available at our school store but you know depending on people's access to it so we are taking a look at all of that and want to make sure that we have you know something that i think that we found and there is research that shows that having some form of dress code it definitely does have many many benefits but we also want to um hear the students voice on those especially you know for the academic week so i'll be working closely with the superintendent and the students on that and we'll update you superintendent i did want to say that as soon as we um started having some issues with the uniforms and with the concerns of the students we did send an email out to uh all bulletin out to the students parents and everyone stating that they were going to have enough we were going to be putting a committee together with the students and the staff so we wanted them to be we expected them to follow the dress code but that we as soon as the holidays were done we're going to give them an opportunity to express their concerns and their voices through a committee where they would have some say in the dress code moving forward how many committee like so how many students are you guys willing or are able to participate we haven't made any decisions on the sides of the committee yet um so to me um one of the concerns i had from parents was won the price of the um rigid gear two a lot of parents can't come to the school so and i believe i asked mr superintendent and ms zielinski about the website um then i got the feedback well it's not working it's not up um then you send a email afterwards about where to call so those are two um two concerns and then the other one is what is considered reggie gear and speaking with a particular child who ended up having issues with that because he had what was con clothes that were reggie gear but the teacher was saying they're not appropriate uniforms or um closing to be worn so and and you're right this definitely needs to be um better clarified um especially for academics so we have to identify what is considered going to be considered reggie gear what are they going to be where what is it acceptable for them to wear um and try to see how we could figure out to um get the online store up and running for those parents that cannot come in person um mr you had your hand up i do want to let you know that i did hear from sue olette who does run our school store and i'm just waiting for the link she was able to um she has the new school store link up and running she's kind of beta testing it before she releases it to all the students and families but it will be easier access and ways to order once that store starts and i expect that to be right out right after the first of the year she got the link and she's just testing it thank you any further questions um thank you for the update and i went to hear what the students say okay mr superintendent um update a committee on opening up the school restaurant to the public when we put this out to the committee we sent out the packets i had a request to open the school restaurant and cosmetology shop after the holidays but at this time i would table this to see the uh what's happening with the virus between now and the end of the vacation before and bring the exact protocols procedures they're working on in order to open this school restaurant and cosmetology shop so those and they may change between now and january 1st so i'm going to table this until we see the transmission and what's happening in the city over the next few weeks before i have the committee vote on allowing this to happen to the table motion by leo seconded by vivian you second yeah ms fitzgerald miss disler miss morata mr lamontagne yes miss marmal and mr cirillo chair welch yes capital improvement request um end account so i just wanted to inform the school committee that the capital improvement committee met last week to look at uh some of the capital improvement projects that we've already presented to you to make sure we didn't miss any and to look at some potential projects that were not on there that we may want to utilize end account money for but we decided to table a request to the committee until we get more information on our end account because we haven't been able to finalize the number once we have a final number that we're going to get certified uh we can i will then bring you back more information about that but i did want the community to know that we have met so that you know that when we meet that you know that a meeting has happened can i get a motion to table i'm sorry ready for me any questions so miss fitzgerald yes mr tesla miss morata mr lamontagne yes miss mama and mr cirillo um corp report so you you should have uh you have a copy of our co-op report in your package at this present time we have 130 students out on co-op and there are 271 students that are eligible we continue to continue to put more students out to work that number continues to grow each week and we're probably a little bit ahead of where we've been in the past in terms of placing students so and the students that we've been placing this year we found are staying on the job uh for longer periods of time so uh that given the fact that many of the students who are going to work this year have had less hands-on experience because of covid last year where they weren't in our last year so we're pretty happy with the performance of the students who have been out working this year and have gotten back lots of great reports in terms of their attendance attitude and effort which is so important to so many of our employers so it's been so far a good year for co-op any questions and mr superintendent we only have one for stem that's out unfortunate one which program are you looking at sce steam steam at this time we only have one steam student out on co-op out of five who are eligible there are ten seniors in that particular engineering program that's typically been a difficult program to put place students on on co-op many of the students are taking a lot of the advanced courses because they're looking to be engineers so that's typically a low number we typically have for that particular program that's not unusual particularly at this time of year any other questions hearing none january calendar you have a january account that just lists some of the events and activities that are uh going on uh in january one in particular uh you might find interesting is that on um the to be determined is grade nine parent selection information right so we do a freshman information night with the parents just before they select their programs so which is an important night and we try to get every ninth grade parent involved in this particular uh event because it's so important for the parents to help guide the students in picking their career choice that will happen in the middle of january but we haven't picked a specific date at this time any questions i have a question um is that going to be impersonal is it going to be remote that'll probably be remote district committee priorities saying none hearing none policy adc smoking on school premises no changes can i get a motion don't move this question here or none miss fitzgerald yes miss disler miss morata yes mr lamontagne yes miss mama and mr cyrillo chairwold yes new business anybody wants anything for new business tablet matters all cleared um personal consideration report resignations it's the superintendent we have one resignation mr james christie our chemist chemistry teacher effective december 10 2021 no leaves of absence retirements uh appointments miss madison portorell part-time school committee recording secretary effective december 14th today which madison is here with us welcome madison thank you madison so uh we have uh two uh pre-native so we auto collision is going through a native accreditation process and so we're looking for one position at 45 hours to do the pre-work for natef certification that's to get the program certain atef certified the process is done every three years teachers uh hourly rate is 35 dollars an hour uh asap i want to start it very soon and it's a replacement position which we do every three years and and we uh have the same position in auto tech so moved hold on a second um under appointments john madison's one was enlisted oh it's not on everybody i didn't realize everyone didn't have it okay thank you there was a motion made by leo seconded by maryland ms fitzgerald yes ms disler miss morata mr lamontagne yes um there's a second position mr superintendent i've got two of us sit on here yeah this uh autotech is also a pre-native accreditation process so we're looking for one position again for 45 hours to do the pre-work for natef certification can i get emotional moved second discussion clothes evening ell adult advanced manufacturing instructor so the next seven positions are all evening workforce development programs that will be starting soon between now and march so we're looking for do you want me to just go do you want me to read each one of these fully or do you want me just give you the titles so we're looking at an evening el adult advanced manufacturing instructor and it's for 315 hours for our uh advanced manufacturing program in the evening can i get a motion discussion all in favor aye aye el pair professional for evening adult advanced manufacturing training and it's to support el students that will be in the evening program to help the instructor with el students can i get a second any discussion all in favor all right we're looking for an el teacher for el boot camp uh and it's to prepare many of our evening students who struggle with english to prepare them to take our evening programs and we find that when we offer this pre-program this boot camp that they're much more successful then we also include an el instructor in many of the programs to assist the instructors in the different programs so we're looking for someone to teach this boot camp can i get a motion and discussion uh i got this question mr superintendent are we evaluating what level they are coming in for english programs we do we do an assessment uh and we work with the math hire who we uh work with in terms of they make recommendations to us for the different instructors and they do an assessment as well so we get some feedback from them in terms of who needs to who would benefit by going into the boot camp um okay um vivian is this considered for the after dart program or is this the day time the adult program it's for the adult program at night that's what i meant to say okay um the motion by maybe leo seconded by marilyn anybody any further discussion though um all in favor all right osha osha 10 instructor for evening advance advanced manufactured training this is uh offer a 15-hour osha uh program so that students are in our advanced program uh receive a 10-hour osha card which helps them to for us to place them in jobs when they finish the 300-hour program second any discussion all in favor evening adult carpentry instructor so we're looking for a math instructor for evening bilingual advanced manufacturing training so this is a math teacher that works on the math aspect of the program that aligns to the advanced hands-on part of the manufacturing program question all in favor evening carpentry evening adult carpentry instructor for the 300-hour carpentry training program discussion all in favor evening a little hvac evening adult hvac instructor it's another 300 introductory to hvac training for unemployed and underemployed adults as well this question all in favor [Music] can you go over the van yeah so we there are uh did you get did they get handouts susan on these other three okay so so you have three other postings that didn't go out with your packet so i often struggle with whether bring this to the committee or not so the thing i would say i would be looking for a vote from the committee before you vote on this to be acceptable accepting the fact that there are times i get late postings that come out to me after the uh you get your packets but they're postings that are in most cases critical that we're looking for someone to uh for a certain position so i'll give an example this van mini bus driver for athletics so we we've been told by the bus company that they will have a hard time getting our students to uh games and and meets which track and not leave here before four o'clock instead of leaving here at three which makes them late to the event and also makes them uh often late to get back in time to get the bus home at night so i've got a request on monday for this particular position if we don't vote on it then we're at the mercy of the bus company whether we're going to be able to get students between now and the next time we have a meet which we'll have i mean now in our next meeting which we have different of basketball games or track meets or this allows us to use our minivans to drive students and and we would hire teachers and people from the school in order to drive these buses a lot of times the coaches will drive the buses to get the students there so i guess i would be looking for a vote from the committee with the fact that if the committee does not want me ever to bring late postings i need to know that and i won't do it anymore but because i struggle with this bringing late postings i know the committee doesn't particularly like it but i do it because i think it's important for a programmer for the students so i'm a little bit confused are you asking for motion for to bring in um to post late postings when they're important for student events or for positions that are important to the student learning who's the recommendation superintendent discussion mr cheryl then mrs marble i think it's unreasonable for us to think that everything goes the way we'd like it to that we'd have a two-week notice or whatever else this is a perfect example across the state events are being canceled athletic events because the primary goal of the bus companies is to get the kids to and from school from their homes and on the other end they're unable because of the driver shortage and everything else um and some places the athletic directors or the coaches are ending up having to drive so this is just an example of why john doesn't do this as a regular happening but when it happens it's a necessary thing so let's say a teacher resigned suddenly for whatever reason if we wait to post that job um when it's already a position it's not a new position we're hurting the children so i think this is a perfect example of why we should be able to entertain a late posting i just wanted clarity what was the motion to bring in um like postings do we need a motion for that we technically don't because at the end of the day it is within robert rules and it is up to the chair's discretion but he's going to allow as far as late postings but leo made i believe leo correctly romero made a motion maryland second it um anything further vivian um benzoyla loyola vivian you also okay um the late posting means that we're going to get this excuse i hold on i didn't hear what you said toilet i'm sorry posting as you are requesting that means we're going to get a paper afterwards that's what it means right we're still going to read it here we're still going to approve it i don't see a problem with that i mean we've been doing that all alone um and i think the reason why you're requesting this is because the discussion we have last meeting that it was a a request to approve something that wasn't even in the late posting that was the discussion that we had last time nothing to do with bringing something later as long as we had the paperwork to go for and approve did i understood that right yes but my my feeling is that um i want to be comfortable bringing in late postings knowing that the committee is comfortable with me bringing in late postings if the committee if you said to me we don't want any late postings then that allows me to know how to operate moving forward i get i've got a posting today in fact so and i had to make a decision whether i wanted to bring it to the committees at such a late time knowing that committee doesn't particularly like late postings but i brought it forward to the committee knowing how important it was in order to have the particular position posted because the need to support one of our special ed students that was going to be out doing sporting events and by regulation needed to have an assistant at that meeting so i just want to know i guess to be clear that it will happen from time to time if the cup the penny committee is comfortable with that if the committee doesn't feel like they need to vote on it that's fine but i just want to feel comfortable in doing that so here's my question um you had a blade person that came in today and you're questioning what to bring before the committee so at that point don't you think you should have called me to say this is um what i'm thinking and we met earlier today so yeah so it hasn't been a practice where i uh if i have a posting that i bring it to the chairman before i bring it to the committee but if that's something that the chairman would want me to do i'd be happy to call a chairman anytime i have a late posting if that's what you want me to do vivian ah actually so are you done yeah my comment is still the same as long as we get the information on paper of anything that coming late on the meeting i don't see any problem with that but we need to have the information and know all the time if all the information if this information that's critical for that posting for us to be able to approve or at least i'm talking about me obviously it's not going to happen but we as long as we have the the information and um and we can discuss it i don't see a problem with that at all i think that's fine we've been doing that all along like i said before yes um vivian yeah i just wanted to add um you know i i don't i don't have an issue uh as long as we have something written that i could read off of what the position is about and i think worst case scenario if there was ever a dispute or questions additional questions regarding that specific position you just end up tabling it until you know until whatever the question is is resolved um so yeah that was my take i didn't think we needed to make a motion to allow you to bring in postings well after the fact that an agenda has already been created that's all there's a motion until mailed by leo seconded by marilyn rojosu miss fitzgerald yes miss disler miss morata mr lamontagne miss marmal and mr cyrillo no and the van minibus driver athletic superintendent looking for a van mini bus driver for athletics this position is responsible for driving jlts fan minibus to away athletic events applicants must provide the following valid driving license complete necessary paperwork for massachusetts residents insurance company will access driving record for new hampshire residents new hampshire residents will need to provide driving records for local 1707 cba hourly position and this is a new position we've never done this before so move second what kind of insurance is licensed do we need to have to be driving these students um two and four games and are they going to be driving them to the house so but by law they can drive we can have hire drivers for driving many buses to an event to the house program to athletic events but we cannot drive them home and we cannot pick them up but we can drive them to different events and the reason they have to submit their driver's license we have to make sure they have a clean driver's license without any uh record or any issues on their driver's license before the insurance company will cover them to do such uh activity so that's why they turn in their their license and we do research insurance company does research on it to make sure they have a clean record in order to take them home they need a different license they need a regular drive bus license in order to bring them home or pick them up so we can only transport them to an event just not just regular driver's license not a cdl license this will just be per any time that a that a person needs to be hired to take them to the uh to a track meet or to a basketball game and bring them home so it's just an hourly position when they're needed okay vivian then marilyn deal you had your hand up no okay oh i'm sorry no um do we do background checks on uh bus drivers yes we do bet we do background checks in terms of uh well if they're not uh employees of the school we would do uh a story and a quarry on anybody that's going to do that as well as the driving uh record uh research work if they were not an employee we would do a story and a quarry on those um on those individuals before we would hire them as we do anybody that works at the school here so technically that wouldn't be the case since it would be a it would be an employee of glts if it's a employee of glts already then we just do a drivers check a driver's license check to make sure they have no outstanding record on on file i just want to add this is a this is um you know kind of a like as superintendent lavoy said this is a measure because we know that there's a potential where our student athletes will not be able to get to games and we're looking for current employees that we would be looking to do this kind of as like an extra duty yes i mean i would say if we didn't get anyone at all apply internally that would be something that the athletic director and i would discuss prior to putting it out to we're not looking to put this out to someone who's not employed right now yes the question was brought up about driving them home i would hope we would continue with our whether it's a real policy or not of at no time does a coach or teacher drive a student home um this goes back to the 80s and 90s we don't want to go backwards so i would just want that included that i don't care if the coach stays here till midnight waiting for the kids ride to come but not driving them home that that's a school policy we do not allow it even under this circumstance um there's a motion mile second in by maryland all in favor hello pose math enrichment non-agenda items this is an opportunity 7.1 for the public to address the board of education on agenda or non-agenda items individual speakers may be allowed up to three minutes to address the board of education on any agenda or non-agenda items when the public wishes to address the board on an agenda item they may fill out a blue card stand at the podium or raise their hand while in the zoom attendance the board will take blue card requests first followed in order by speakers at the podium then those in zoom attendant do we have anyone here in person who would uh any blue cards or anyone would like to speak yes we do mr sinclair welcome all right good evening board superintendent vega i'd first like to thank mark ballas of park prep for seven years for together hiring here and we've had a great collaboration um i've been watching the organization meetings from day one i like the direction the board is going in in terms of secondary level chances i just have two concerns the first concern is the timeline of i am only speaking about the secondary level school um i think waiting until the 23-24 school year would be a disservice for our students students at this moment in time you have the space and i believe we should have one high school one middle school starting by waiting an extra year students will get comfortable and have a routine if they're just wait they will be uprooted after two solid years of normalcy i believe it would be detrimental to their morale after the last year and a half our students have shown their resilience and ability to adapt pain let's make the largest group affected our oldest student be able to plant fruit one high school i also believe that many won't want weight they will make the move on their own example i'm an athlete uh teachers staff administration also would not have to wait another year wondering where they will be buying is hard when he change certain especially when you must a second concern is money being spent on rebounding in the high school not only is the district wasting enough tax payer money over the year the name of the school represents the city for example if we name it canyon city high school or any other team who's going to really know where that place azusa high school is branding for the city of azusa students take pride in representing their rebranding would only expect roughly 600 students to wait for the 2023-24 school year or 900 if quite the next it did some simple math at the last quarter meeting rebranding numbers were roughly 845 000 that would be 1400 to rebrand for those so i asked do not be brand thank you mr sinclair next we have mex develop can you hear me yes okay thank you good evening school board members cabinet and community my name is meg savella and i am the president of the azusa educators association i'm speaking today to share with you some of the statistics on which aea is facing its reasoning during negotiations but before sharing the statistics i want to say clearly that i'm not here to point a finger at you or anyone else i know that most of the decisions that led to our current state of salary and benefits were made long before several of you came to the board or even that superintendent ortega came into his position and we understand that our current circumstances are a product of decisions that have compounded over the years to create the place in which we find ourselves now and so using the data provided by latasha jamal our cta staff person ran a comparables report with 18 other local school districts including baldwin park benitez bassett charter oak covina valley dwardie almani city glendora haciendo fuente and nine others in the immediate area and if you'd like i can provide that report to you unfortunately azusa falls woefully short when it comes to our position amongst these 19 districts for salary and benefit as a percentage of our total outgo we rank 15 out of 19 for aea bargaining unit salaries only two steps above administration that ranks 17th in salary we rank 18th in overall benefits and if you combine salary and benefits together we rank 19th in the amount of money we spend for our employees as we look to reorganize and reimagine our district let's please remember the employees as an integral part of those plans let's include the changes that financially attract the best candidate and keep our amazing staff that has stayed loyal to azusa since before this reimagination let's set goals that bring our rankings and compromise up to the level of our neighbors just like we strive for the best for our children and our community let's strive for the best for our employees as well i ask you please think about our employees at a as a part of this reimagination and as we're reaching for the stars and striving to be that golden castle up on the hill where everyone wants to come to azusa let that be employees as well that they want to come and be in a place where they are valued and respected and a part of the strong district thank you meg and we have ron tressel all right good evening board members um i know there's been a lot of back and forth about the school reorganization and the rebranding of the high schools i can say that as a proud employee of gladstone high school that gladstone has definitely been such a wonderful family for me i've built a lot of good relationships there with the students parents teachers and administrative staff glastone uh bases itself on its pride we always talk about gladstone pride we talked about that tonight with our cross country runner riley riley of the room we're very proud of her we're very very proud of her effort gladstone pride means a lot to all the gladiator alumni i know this i've grown up in this design i know there's a lot of pride in this high school i know there's a lot of pride in gladstone high school the from what i understand and i could be wrong the money for the rebranding is there and it was set aside for this now we were told that if the high schools were to combine that we would rebrand azusa high school as canyon city high school all right now this would still be in the same location as azusa high school and this was done out of fairness to the gladstone gladiators now imagine what that's like for everyone that's attended gladstone or that is attending gladstone right now and how hard that move is for them and how much that gladiator pride means to them and then going over to azuza high school nothing against isuzu high school it is a great high school and a great part of our district but there is you know again that gladiator pride that we have we have to take that into consideration we have to take the thoughts of the gladstone alumni now i'm not a glaston alumni but someone who's worked there for 18 years i i think i can probably speak for them a little bit all right gladstone means a lot to them the name gladstone means a lot to them all right so i think you know i i know that it's hard that you know hey we have to pay attention to all those that have gone to azusa high school and i know how tough that for them it would be if they would lose that name azuza high school and i know you have a very tough job in terms of trying to rebrand the high schools and give them a name but i would implore you to use the money that's been set aside to go ahead and rebrand the high school as canyon city high school out of fairness to those who have gone to gladstone high school in the past all their alumni and their current students thank you very much and have a nice evening thank you mr tressel moving on then to 8.0 comments reports and requests by the board of education uh board member rodriguez pena good evening everyone i want to thank uh hannah thank you mr ortega then we'll move on to 10.0 general functions and specifically 10.1 uh public hearing uh where the board of education will convene a public hearing to receive public testimony concerning proposed trustee voting area plans associated with the district's transition to a buy trustee election system do we have a motion to open our public hearing move to open the public hearing so moved by board member beau and secretary board member ariana let's go in any discussion then we'll move to a vote opening and the motion passes five to zero and i i believe we have uh jonathan stalt and justin rich with us this evening good evening members of the board district staff and community i'm jonathan salt joined by justin rich give me one second here to share the screen can everyone see that okay okay thanks um tonight is a big night this has been a long time coming but this is the final public hearing uh for this election transition process the board adopted the idea to start this back in january and then the census wasn't released until late september maps were posted in october and there have been public hearings in november a few of them and now tonight is the final map public hearing um so after this public year and the next item on the agenda is a resolution where the board will vote to adopt one of the options to serve as the district's map option but let's go through sort of how we got here and especially if there's somebody new participating tonight who wants to sort of have their last chance to tell the board which option they like best here's sort of how we got to where we are why is this happening well the california voting rights act is why the cvra and it says that if you have an at-large election system which the district currently does and if that system impairs the ability of members of protected classes from influencing the outcome of an election or electing candidates of choice that system might violate the cvra because intent is not required under california law the way that it is under the federal voter rights act it's very easy for a plaintiff to bring an action against a city or a school district for having at large elections and those plaintiffs are entitled to recover attorneys fees and expert fees but if a school district or a city or county successfully were to be able to defend itself for having at large elections not afforded that same right the only system that is safe from a cvra claim is to transition to a buy trustee area or buy district or district-based election system where the district will be divided into five roughly equal population areas and one board member will be elected from each area only by the voters who live in that same area now importantly you've all been lawfully elected so every current board member serves out their full term regardless of where they live but ultimately over time there will be one board member elected from the residence of their neighborhood justin why don't you talk a little bit about the criteria for drawing the maps so following the release of the census data excuse me and also following the first two public hearings on uh this process our task as demographers was to go and draw the maps and there's a number of considerations that we take going into to drawing maps the primary one uh being balancing population uh based on uh based on the total population of the district and keeping those equal in each one of the five districts that that were drawn uh education code section one zero zero two uh memorializes that and says that we must create areas that are nearly equal in population we take that to mean based on uh legal precedence and case law uh less than ten percent variance uh we'll we'll talk a little bit more about that in a in a moment but the moral of the story is that they will not be perfectly equal but but close uh and and that meets the balanced population requirement next slide also article 21 of the california constitution or the the california constitution first it requires that we comply with u.s laws in the the u.s constitution like i mentioned we need to achieve population balance as as much as we can and then other considerations are complying with the federal voting rights act making sure that we're not impairing the ability of a protected class of voters to elect the candidate of their choice we all should we also should make districts that are contiguous and not islands and and separated by uh by boundaries uh we should consider communities of interest in in the california um the the california legislature that defines that as groups that have shared social and economic characteristics uh to the extent we can and the with with the caveat here we should try and keep areas as geographically compact as possible uh now that can be challenging just given the uh the overall boundaries of a district that we're working with and the varying degrees of population density so we we do that as much as we can they won't always be perfectly compact and then finally we cannot favor or discriminate against an incumbent political candidate or political party next slide on this screen we've uh included a map that shows the full extent of the district's boundaries uh up up into the mountainous regions as well and the colors uh that you'll see on the map represent the various cities in the district and in the surrounding uh in surrounding the district as well uh there is a note here the total population for the district based on that 2020 census is 69 804 so i think justin that would be about 13 900 or so per area that's correct on this slide we've included a couple of things it's important to note that as we go through this process there are two different data sets that we use the first is the census data which tells us the total population meaning that we count each and every person another data set that we use is the citizen voting age population which is a measure of the voting strength of minority groups in in order to be in compliance with the federal voting rights act uh we need to make sure we're not again impairing the ability of a protected class of voters uh to elect the candidate of their choice so the largest protected class in azusa unified is the hispanic uh latino voters and we've included a table that shows the uh the breakdown of the ethnic and racial categories within the district that's taken from the american community survey that's where we get this citizen voting age population data and on the left hand side we have a map we call it a color graduated map and it breaks the district into all of the various census blocks and based on the percentage uh the the higher the percentage the darker the color for each one of those census blocks uh the lower the percentage for the hispanic latino uh citizen voting age population the lighter the blocks next slide so i want to point out a couple of things here on on scenario one first just in terms of orienting ourselves on how this is laid out we've shown each one of the trustee areas in a unique or distinct color here uh down in the southwestern portion of the district uh you'll see in yellow is uh trustee area one uh and then moving really in a counterclockwise fashion uh trusty area 2 is in green trusty area 3 is in that pink color trusty area 4 is in that blue color and trusty area 5 is in sort of a purple or lilac color depending on whether you're looking at the physical map or what's on the screen here just a quick description of of this particular scenario trustee area one you'll see is generally west of azusa and south of the 210 it includes the the quarry as as part of that trustee area again in green trust area 2 is generally between azusa avenue and citrus avenue from first street to aero highway trustee area 3 again is in pink and that's really in the south eastern portion of the district north of first to pasadena avenue and south of baseline to citrus avenue in trustee area four uh you will see that um it it occupies that area that is east of azusa avenue or excuse me from san gabriel avenue up to sierra madre avenue uh and then trustee area five is on that side of the zeus avenue is north of sierra madre uh and it extends down and actually past the 210 freeway uh i will point out that the largest trustee area in this scenario is trustee area 3 and then the smallest is trustee area 5.

you can now mute yourself press star 9. we will come back caller and i think it's star six to a new just color ending in six six two hello can you hear me hello yes we hear you thank you okay cool um my name's jack suber i'm a lifelong resident of ann arbor i'm calling from ann arbor and i'm also in support of municipalization and a municipalization survey that is not done by dte like the previous caller said dte produces a lot of dirty power you know 59 coal and also municipalizing uh the power like you said will bring more jobs to set up such infrastructure and keep money in the community as well as be likely more reliable on average municipal power takes less time to get back online when it's knocked out by extreme you know weather events which will be more likely due to climate change and also uh i had one other thing uh cte often uh up charges uh for has charged over 350 million dollars in uh over than what could be saved if we use uh you know more clean power as coal is becoming less and less economically viable and dtd is also an investor owned utility and it doesn't really represent you know the uh beliefs and desires of the people around our community so that's why i'm in support of municipalization thank you thank you for calling in caller ending in 847 let's try again moving on let's go to caller ending two two eight hello can you hear me yes hello can you hear me yes awesome my name is greg woodring i am the president of ann arbor for public power and i'm calling in as well as the other callers today asking for you to support the municipalization resolution to fund a uh to recommend a feasibility study i also hope that you will pass the recommended amendments that would more firmly define the feasibility study as well as at a provision that any such feasibility study should factor in a just transition i think it's extremely important and this is the belief of ann arbor for public power generally that we make sure that labor is thought of first and foremost among the people that will be affected in such a transition municipalization has a fantastic ability to help labor we can help to expand the labor of the unionization of the solar contracting industry through large bulk buy programs and larger installation contracts that if gone through the city would be would fall under responsible contracting law which would help give unions a much stronger chance to earn those contracts furthermore we firmly believe that municipalization is the most uh is really the only realistic path currently in front of us to reach 100 renewable power many of the other suggested pathways will certainly help the seu is a great idea that you know public power pulley supports it will help us in the time between when we are able to acquire the infrastructure uh to move more aggressively towards 100 renewable power however it is not capable of reaching 100 renewable power within the city when the 820 plan was drafted it was known that power purchase agreements were the only weeds of effectively reaching 100 renewable power that's why cca was called for if we currently cca is illegal in michigan and it is not likely to change anytime soon if we want to be able to reach 100 renewable power densitization is the only realistic pathway for us to be able to execute power purchase agreements within the city of ann arbor and so therefore we should move forward with this planning to take a dual strategy of getting as far as we can with the seo and using municipalization to fill in the gaps i really hope that you'll support this going forward over 100 people have signed a petition calling for the energy commission and council to fund such a study and so i really enjoy i really look forward to the rest of this meeting thank you thanks for your comments for calling in caller ending in 884 i'm sorry 844 caller ending in 844 hello can you hear me yes we do all right thanks my name is ian robinson i live at 3435 brentwood court in ann arbor i'm speaking tonight as a long-term resident of ann arbor but also as president of the huron valley area labor federation afl-cio represents about 18 000 union workers belonging to about fifty locals in four counties uh washington county being one of them and the one in which most of those uh members live and work i wanna speak in favor of the two friendly amendments that have been proposed by commissioners george and mccoy to the municipal utility feasibility study resolution that you'll be discussing later tonight we think that it's critical to undertake this study and that we want to make sure that the study is done in such a way that the municipal utility option is thoroughly explored and we can fully evaluate the pros and cons of that option and i did want to just uh you know part of one of those resolutions is specifically about ensuring that there's just transition uh language and and intent and uh in the uh rfp that comes out of this process and i just wanted to let folks know that uh huron valley area labor federation has created a just transition committee to work out the details of what exactly that concept of just transition means in particular instances because as i'm sure you're all well aware the devil is in the details in these sort of things and the folks that do the work in the front lines uh electricity and and other aspects of construction and building of these projects have a command of those details of sort that the rest of us really um do not have so it's going to be vital i think for us to develop proposals around how just transition can work in particular instances aspects of energy transition and to work closely with the city the county and other entities that are participating in making those changes so thank you very much thank you for your service and have a good evening thank you for calling in caller ending in six six one color ending in six six one all right color ending in three one three hi um can you hear me we do okay thank you um my name is carol mcfarland and i live at 304 montgomery avenue and i'm also calling tonight to ask the energy commission to pass the resolution from ann arbor for public power that recommends the city council do a feasibility study for municipal electrical utility um i would like to see a thorough feasibility study done for the city-owned electric that completely reple replaces dte other communities in michigan have already done this and i would urge the city to build ours 100 renewable thank you ending in o2 oh hi everyone my name is ally i'm calling from 920 civil in ward 4.

okay have a second second for margaret all in favor that's all passport brenda thank you so much dave i'd like to add that brenda is the one that surfaced that it was posted incorrectly on the county side and she knew there was a 5 000 difference and she she found it so thank you brenda item 3.4 recommendation to review and approve the first revision of the fiscal year 2021-22 expenditure budget um dr wright or brenda would you like to say anything about that brenda i don't have anything else further to say unless you have any questions this is the presentation that she had just made yes and so they need the board's approval for the presentation in the adjusted amount any questions chuck i have a motion then to accept has written a second from our diana all in favor been a month thank you for all the hours brenda item 3.5 a recommendation to review and approve the november 2021 financial reports uh brenda do you want to go over those with us yes and this is the report i just put on your desks were put in front of you if you want to go to page three of the report i just gave you you'll see um at the bottom of page three the budget for maintenance and operation shows thirteen million nine hundred and fifty four thousand two hundred and thirty five dollars and that is reflective of what the board just adopted tonight as part of the budget revision number one the year-to-date expenditures as of november 30th is 5 million 182 936 dollars the encumbrance from july first through the end of november is eight million two hundred and seventy eight thousand one hundred and one dollars and this leaves a budget balance of four hundred and ninety three thousand one hundred and ninety seven dollars this also includes a transfer out that we still need to do of two hundred and thirty one thousand six hundred and sixty dollars the transfer is for the energy and water savings lease payment that we typically do at the end of the fiscal year i also want to mention that we are going to be doing some salaries and benefit transfers to sr3 three is the grant that was the five million dollar grant that we received through the federal government uh we have three custodial position yeah three custodial positions three counseling positions as well as two additional teaching positions will be transferring out from maintenance operation into that grant so we'll be reducing the year to date expenditures so the budget balance will actually be increasing so i'm not too concerned about expending or exceeding the budget so the next page on page four is the income and expense for fund 610 the budget adopted tonight is one million twenty seven thousand two hundred and eighty six dollars year to date expenses from july first through november thirtieth is a hundred and three thousand two hundred and eight dollars encumbrances are what we've issued purchase order for purchase order orders for is two hundred and twenty four thousand three hundred and sixty two dollars we currently have a budget balance in that fund of six hundred and ninety nine thousand seven hundred and fifteen dollars next page is the cash flow statement for maintenance and operation as of november 30th we have three million four hundred and twenty three thousand ten dollars in that account we have some cash flow or cash that still needs to be posted from the treasurer's office i'll show you here in a bit on what our cash flow currently is the cash flow statement for district additional assistance or capital fund as of november thirtieth is negative fifty seven thousand three hundred and seventy five dollars and then as of yesterday our cash at the county treasurer's office is six million three hundred and seventy two thousand one hundred and seventeen dollars and some change we have not borrowed any money through our line of credit so which is actually pretty good remember when the board adopted the budget we we set the budget based upon the 2000 students because of that reason we set our tax rates a little bit high for that reason we have a lot more cash coming in and we haven't borrowed any line of credit because of that so we have a lot more cash coming in for that reason we have not borrowed any line of credit so we're actually sitting pretty good as far as cash is concerned do you have any questions in regards to that we have a motion to accept the november report emotion from chuck second from diana all in favor thank you brenda that's makes it real clear sometimes okay next item is a recommendation a recommendation to review and approve the school year fundraiser events dr radio explain what that is this is a new requirement statutorily the board must approve all fundraisers and so we provided that list it's fairly exhausted oh it is exhaustive and it's long saw the legs most of it occurs at the junior high and the high school levels there are some at the elementary and in order to have a fundraiser it has to be board approved so you have the list and if we have more between now and january we'll add it to the january meeting any questions on that list we i know i looked at it pretty ambitious kids appreciate them hey then all we need is a motion to vote on item 3.6 which is the fundraiser events for 200 for 2021 and 22.

which is 91 and our goal is 94 or better so just to remind parents and students if we pull out the students who are on isolation and quarantine our percentage is 92.5 so boys and girls make your friends come to school the next three days okay we have a break coming up learning watch so we completed our second school-wide learning walk of the year and this is a model that came from the state department a couple years ago where we have teachers observing other teachers with our administrative team and giving feedback so we're looking for trends and best practices in inclusive learning environment instructional practices which means the what uh student interactions on the how what are we expecting students to do how do we want them to demonstrate their learning and student engagement in terms of the why and we have two more for the year and it was suggested by our teachers that our board members attend a learning walk if possible on the next two dates so we are expanding our team so we have next time we'll have three teams and we will observe a million teachers so our goal is that by the end of the year we'll have everybody observed and everybody else will do the observing so it's a pretty exciting process so board members we will check on dates for later time but february 8th and april 26th will be our next ones love and logic classes so i completed four weeks for 12 continental parents three sessions for kotamundi in rio ringo and a refresher for our preschool staff so the idea of love and logic is raising responsible children with emphasis on logical consequences and really empowering students to take responsibility for their behaviors and their learning and their actions veterans day we salute our veterans we had a great celebration so thank you to our veterans and our builders club for planning this special event that we do annually and we have our veterans who are on campus as well mr greg so thank you let's talk conference is sponsored by the better together coalition in green valley sawarita and we are part of a school resource team so we planned this day it was our second annual we had 25 of our students attend the day to discuss coping skills and assisted in identifying trends in student behavior and needs so we're firm believers that we have to hear from the students on what they need so that we can help them be successful again thank you to mrs gudford our counselor for organizing and chaperoning the trip thrive and send in so our kindergarten through fifth grade students finished our decline change chain challenge which circled the zen den with the kind chains and students had to write ways that others on campus were being kind to them so there were over 480 links that covered the room our thrive students wrapped up their semester presenting vision boards today to prepare for new year goals and thrive is a curriculum that our counselor is using in order to it's a self-esteem motivator goal setting so we have a group of students who have been through drive in the summer and we will start with the new cohort in general student advisory our student advisory kids when we meet with them they have been talking about their be kind efforts so what we do is they nominate an employee to receive the events bell awards so you'll see there mr stephen lewis he's new on our staff and he is jack of all trades he drives the bus helps he's helped covered in the nurse's office has helped supervised out on the playground to your left and the kids wrote little nice notes on why and they all vote and then they present and then we have mr jesus on the right who's our custodian who also is very patient kind loving and these are people who definitely work with our students and help ensure that their days go smoothly so i want to thank our student advisory and our employees holiday house thank you to ptc our foundation and our additional donors that was set up so all of you parents i'm sure you see the little wrap gifts that you'll be able to receive during christmas so thank you happy holidays continental staff and donors are amazing so there's just a list of all the outside help that we get for our students there's a few pictures if you were to come by the office you would see all the gifts um we provided five families thanksgiving food baskets that were sponsored by our admin team green valley rotary took 15 of our students shopping for clothes embassy tire donated two bicycles one for a girl and one for a boy our builders club provided christmas presents for a family of six children we did shop with the cop our madara church also adopted some families the church of jesus christ of latter-day saints members provided christmas food baskets for eight families and as a staff we had an angel tree with eight families 15 students and that's where you can see all the gifts and stuff that we have collected for them so we're super appreciative of all of our continued supporters and our staff builders club again rocks they did a diaper drive and they collected 2 350 diapers to donate we're hoping to make this an annual event and this over since kindergarten class won the cupcake party since they collected over 600 diapers a throw with continental school was donated by dick roberts one will be available at our swedar gala silent auction and so this was made by the green valley chamber and it has continental school on the top right hand side so we do have the throw that we will add to our wall and then we'll be able to bid on it at the siren auction at the street art data which is saturday february 12th if any of you know of some great site and auction items or knowing businesses that would donate different items for us at that time we greatly appreciate any needs that you have we our foundation provides scholarships money for our teachers grants in order to do special projects in the classrooms with kids that are out of the north again as a reminder if you um you can't ask specific questions but if you'd like for me to address something um specifically you can let his money but no one you can put it on as an agenda item in the future and we'd like to wish you all a safe and happy holiday there's our christmas card in the middle that went out to our board members and all of the other schools in pima county and all of our supporters and that is our student advisor advisory group so just wanted to show you our christmas card and a few pictures of our concerts that we have had so thank you for all of your continuing support thank you okay principal's reporters good evening everybody i hope you're all doing well we have we wrapped up benchmark week which is where we see where our students are progressing for the standards that they're taught from the start of the school year throughout to the very end and this is preliminary data because we are doing makeup testing this week for students who were not here so third grade right now i'm just going to show you so you know what the determinants are on map growth testing it'll tell us if our students how many are at high high average average low average and low high high average and average those students are at grade level or on track to being at grade level towards the end or at the end of the school year those who are low average some of them are on the cusp of being average so they're teeter-tottering to going up or going down so we have some more cut out for us and we've got to make sure that we move all of our students up so that they are where they need to be progressing so as we go through the slides we have a math and we have reading at the top of each slide it will say how many students were tested how many books are still needed and then when i give you the percentages just preliminary percentages i'm going to be talking about high high averaging average so students that are at grade level um or and on track so for third grade for math we have 61 percent of students who are at grade level and on track and for reading in third grade at this point of the school day for fourth grade we have 61 of students who are at rate level or on track we're on track for math and 67 for reading for fifth grade we have 51 percent of students who are at grade level or on track for mathematics and we have 60 percent who are on grade level for feeding sixth grade board members they're available on the slides that had been uploading there was some wrong numbers so these are the corrected slides um for sixth grade for mathematics we have 40 with the current students have tested we have 44 for a grade level for math we have 59 who are at grade level or on track for reading seventh grade we have 55 grade level or on track and 71 grade level and on track for reading eighth grade we have 73 percent of students who are grade level on track and for math and 72 for reading and that is working towards all of our benchmarks every time they're tested they're going to know more standards as the year progresses because due to our calendar our benchmark calendars so student progression data discussions and planning moving forward and continued school by data discussions on student academic needs based off of these current benchmarks will be taking place on wednesday january 5th site leadership planning and collaborative data talks will be taking place with each individual grade level team throughout the month of january so we can discuss these current benchmark outcomes as we strategically plan current math benchmark outcomes we're going to be looking at those passion formatives student work samples teacher observations and obtained attendance data which does factor a lot into the progression of our students our special education ell reading specialists are also going to be doing data planning they'll be studying the current benchmark data as well to plan and modify lessons unique to the needs of the students that they're also doing specialized interventions for so we can ensure that they're also progressing academically and those specialists are supporting our teachers in the classroom our class out of class interventions that are currently being employed are after school tutorials so currently we have 75 students kinder through 8th grade who are attending after school tutorials we have saturday school who we will also be planning based on the students that come to saturday school the specific standards based off of what their benchmark data is but right now saturday school the first two saturdays that we have were based off of grades so some of these students are high achieving but they're not turning in assignments they're not turning in work and they're receiving d's and f's some of them are struggling academically with their standards and the teachers are working on them with their interventions so we had 42 students who were referred our first saturday that we had this november 13th parents were called emails were sent i'm sorry an accidental mask email was sent to the whole entire school and within five minutes i saw that that happened and i had a lot of panicked parents but we fixed that so about 18 attended and 46 students were the december 4th saturday school and we had 15 who attended so our teachers were also reaching out to parents emails were sent and phone calls were also made we had people who were out of town who weren't able to make it and their students so we do have upcoming saturday school dates as well gifted education update our reading specialist miss roman alley has been officially trained to conduct the testing for our gifted education referred students students can be referred by their parents they can self-refer and they can also be referred by their teachers so ms romanelli would be the point of contact for that she has the forms and testing is going to begin in january so we'll have more information for all of you coming up we i wanted to share some special things community food bank art winners each fall the southern arizona community food bank sponsors an annual kids calendar art contest and the drawings are about nutrition hunger the importance of food in our lives and this year we had three students whose artwork was going to be showcased in the 2022 calendar and those students were laini karen olivia rojas and sabrina so we're very proud of them last week we've been having many professional development meetings and workshops with our new math curriculum review map last week was a really exciting workshop our teachers are receiving from our math coach math games that are tied to the curriculum that are tied to the standards and the units that the students are learning so we had a workshop where we were all together they were learning the games that went with word problems fractions all the way from first grade to fifth grade it was elementary workshop the teachers loved it they were able to leave with our math coach had created bins and boxes for them with all the materials needed for them to be able to go back into their classrooms and start utilizing those games with their students and then we had our wonderful i hope many of you i saw many faces at the band and orchestra and fire concerts that happened last week i want to thank you all for attending and supporting our students they did a phenomenal job it's always exciting to see them perform as we're going through you know the second quarter and hearing them practice and see everything civilization come to fruition we're very excited for everything that our band our jazz band our choir our orchestra that they all work so hard and it's amazing to hear them at the beginning of the school year so it's really good we're very proud of them i want to say i'm very proud of all of you who came and presented tonight i have had the pleasure of seeing you work on that social studies project i was able to see when the team leads were taking action and as mr davis stepped back and he handed over the reins to his students and it was so amazing to see you all go up there and lead each other and i saw those webs of your outlines where they had like 30 30 different topics that you were going to create your paragraphs for i've been seeing as you guys don't think you might you might not know but when you turn in a lot of your slides it sends me an alert too from your google classrooms so i've been seeing your work as you've been working on it i'm so proud of you and i'm so proud of you coming out tonight during your time to present so if we could give them one more round of applause administration continental staff students parents and community members for your continued support of continental and for always coming out and showing up for us we love you very much and we hope you all have a very happy holiday season do you have any questions thank you so now the best part of the jungle yes we can we have our pulse of so i'm gonna have you stand here and help me do these next awards because these are also just as important um here at south middle school we really like to recognize recognize the hard effort of our staff members and so something that we've done a few years back is created a golden horseshoe award um to recognize our staff it's kind of like the employee of the month if you will unfortunately one of our one of our employees we do one for classified one for certified um and so for our classified staff he wasn't able to make it this time so we're going to save that one and do that when she can be here next month so for today we're going to do our certified um this person who is nominated um and selected for for the month of november is somebody who really has been here at continental school a very long time and no matter what position they're at they really put their all under the job and they started off here doing kindergarten and have done many different place jobs ended up being the pe and health and then as they near the end of their career has decided to go back to the classroom and has accepted the challenge of kindergarten again during the pandemic which as you can if you can imagine um you can't have a lot of challenges um so miss tesla what are you coming up with that patty tessa and i we actually had the privilege of being pe teachers i was middle school and she was elementary for about seven years together so she was my my lady and what a pleasure it was to work with her this year in a pandemic i really really saw her step up when she came to admin and we actually approached the board and we haven't had um tutorial or homework help for kindergartners before and she came and said because of the pandemic i have kids that i would like to hand select and really work with starting with one-on-one and slowly grow the program and so she did that with just her class and now she's got them caught up she's reaching out to the other kindergartner teachers and working with some of their students who due to the pandemic didn't get that socialization didn't get you know the basics of education that is so vital to learn as a kindergartner and she's staying a couple days a week after school and running that tutorial program for kindergarten students and that just goes way above and beyond to put in that extra time and effort to make sure literally no student is left behind and everybody is there in chemical and receiving a quality education um so this is tesla you rock and we really appreciate having you [Music] i just want to ask mrs tessel what an inspiration you are she brings a smile to our faces we could be having a challenging day and miss tesla will come around the corner and she's like hey guys how's it going you know she's just she's so inspiring and it's wonderful to see her in action as a kindergarten teacher it's been an honor to see her transition back into that type of teaching and she's doing a phenomenal job her lessons are seamless she's just 20 years congratulations folks we'd love to have you stay if you'd like but you're more than welcome to we know you have things to do and energy thank you for coming congratulations thank you [Music] good job congratulations okay moving on to our consent agenda i'll attend a motion on the consensus [Music] yes yes sir so before you tonight you have the district financial report last wednesday that's the belief that's the day that i printed that off i'm also going to kind of give you an update on some sr3 spending that has been going on lately um we did have the well done so that was that that came out of the yes or three funds um yesterday on campus they came to start installing the new winches for the middle school gyms those electricians showed up today that's our lane conduit for the electrical um i spoke last week with the vendor doing the shade structures and they are currently just waiting on the actual shade structure to be manufactured before they set a date to come into an installation so that's where we're at with the sr3 funding so far as far as expenditures so i bring this tonight for your approval okay marshall please on the finance report how much we approve the december 14th okay any discussion no i'm surprised we're getting the electrical work and the work done on the gym given the supply chain things on some home improvement stuff i'm trying to do personally probably stuff you're trying to repair the ranch [Music] further discussion questions mrs kais yes mr oscar mr ellery yes and mr mcgivern yes thank you financial report passes uh copenhagen update please to eat so me too um in our last full board meeting it was discussed coveted updates and different things and per the board's request we have followed up with several of those things so our code task force did meet shortly thereafter we did discuss different things as well and so i just kind of talked first about what was discussed in that code task force meeting and all the stakeholders are involved in that so with that we have parents we have residents of green valley um we have teachers we have parents we have teachers on that as well as administration and school board members and so a lot of the conversation went back and forth with where we're at because we started to see if you remember a month ago a spike in our numbers here that we're starting to get a little bit uncomfortable and so per that discussion the very next day we decided to make a few minor changes that kind of goes not necessarily backwards but being safe with our students and so we really worked with our teachers for the recommendation of the task force to increase hand washing again um we increased spraying the playgrounds in between every single flight recessed area which we were doing a few times a day but not regularly at every single recess time we also decided to encourage and start checking the teachers spaces a student's proximity again to make sure that we're at a very minimal feet three feet or more preferably around that five or six range so we went back to teachers and said ask you just to spread that a little bit more and then especially encouraging our staff that when they're working in small groups to make sure that kids are wearing masks or making sure that they have that the proper spacing when working in a smaller uh space with students kind of that face-to-face to either minimize that or make sure we're taking the proper precautions when working in small groups so those are some things that we the task force at that time we didn't feel that we wanted to move back into phase two on the task force felt that we should stay in um in phase three but just kind of remind our teachers remind our students of the importance of following the simple basic things that help keep us all safe um the big concerns that were brought up in the task force that people have questions and concerns about a lot was the isolation and the quarantine that's happening because right now the current policy is that on day seven you can test if you are counted as a close contact so if i have um end up positive with covid um the protocol goes that anybody that i've been in close contact with then has to be quarantined well that means that oftentimes lots of kids are missing school and that's become a big issue as some of our students are now on their fourth corning team from school being anywhere from eight to ten days every time so do the math that really adds up for a kid even into the first semester has hardly been here and so with miss rico's permission the nurse started doing tests to stay kind of as a pilot thing we're programmed we're working on coming up with an actual statement that we hope to have at the january board meeting to have the board approve um as a plan moving forward of what that looks like so we're consistent all the way across the board instead of moving kind of from the pilot phase into the official school-wide phase um back to our our task force that was our biggest concerns is a lot of their kids um in the community are missing lots and lots and lots of school with having already missed lots and lots of school or point being digital learners and so we're really working on a solid plan to see if we can do it safely and one of the suggestions that we're kind of kicking around we're still fine-tuning we're working with our school nurse is test this day possibly instead of doing it on the first day doing it on the fifth day and then they would only have to test the fifth sixth seventh and on the eighth they can return without testing so instead of currently where you test this day on the first day you have to test all the way through that's challenging but on a weekend it wouldn't be you know five days we'll hit it somewhere with the weekend and that will greatly reduce the amount of days our students are missing um but also reduce the amount of tests that our nurses have to give on a daily basis which blocks her down okay so that's one of the updates the other um thing that is on i believe on the consent agenda that was already approved um as you'll see is a covenant don't if you can help me on the actual title of the position but it's a i believe a code that's underneath it so you'll get to there in a little bit but it will be before you tonight for a covet liaison to help the nurse um in filling out the paperwork for pima county because that's a big part of the back end where she was having to take the work home and work late through the evening trying to keep up on the paperwork every test that she administered um and so that's a great program that we do along with testing originally remember we talked about possibly going digital the first two weeks coming back from break our numbers have started to slow down and become more stable and steady so we're willing to continue our on-site learning for all of our students we are going to have a testing opportunity for our staff returning our tests are the 15-minute tests currently that you're already familiar with that we've been using in the district um and so we're going to do that on january 3rd starting at 7 a.m for staff members and it's not a requirement but it's here and most of our staff have been through testing many times and are willing to do that and so that's something that we're opening up for staff at this point and then if we turn here and this is our our code update um as far as our numbers so if we look back we saw that when we started to get really concerned was in november around the 8th we started to see some big jumps leading up and then if you look down it started to stabilize shortly thereafter go ahead and keep going for me okay and you see that we kind of started to even back out to where we were in the beginning and we're starting to see that that continues we can guess and speculate the reason for the big jumps we talked about it was right after um a significant break where lots of people go on vacation um we didn't see the huge spike after thanksgiving and so we're hoping to to continue with that trend and that's the reason why we as an administration team are recommending that we come back on site um after the winter break mr nathan and i'd like to add that we were doing the test to stay option originally pima county health has stated that we needed to be a mass mandated school in order to participate in the test to stay but pima county health has now allowed and released information for all schools to do the test to stay option which we were piloting um and it's similar to what we were doing and of course i know that some of the conversation was that our parents wanted us to allow tests to stay for everyone and to send out a statement but there's really a lot of things that we need to look at in terms of how many kids in the classroom did test positive how many were on quarantine did it come from the home or is it here at school so we will continue to do that but i'm pleased to announce that what we were piloting and what we were doing is now in effect for all the other schools and we'll continue with the test to stay option and test to stay starts from day one through day seven so um we'll continue to keep our kids in school thank you are there any questions any questions here have we had any um challenges from parents about quantity um absolutely so i i would kind of was surprised we didn't have more here tonight but last last month we had quite a few calls to the public that stated their concerns with quarantine because of the amount of time that their kids are missing and several of them that were here last month their kids have been quarantined three times um so you're looking at for some of them that was 30 days um that's that's an entire month of school so that's huge and so that's why we're working really really hard and that's why we're going to continue as a team to develop something that you can put out there so our parents are very clear on um what we're doing to move forward and we'll on that plan try to have all the variables so everyone could know um and we can just be up front and forward about that and have a better concrete plan doing the piloting program it wasn't available to everybody and so we had some people that were upset about that because why did you do it with just this class you know this class and you know we have our reasons because if you have to quarantine a class of 25 the nurse can't test them every day there's just not enough time in the day for her to be able to do that but if there's only three or four in a class then she can easily manage those numbers that's also one of the reasons that we're asking for um a go to liaison so that she has that help and assistance so that we can do that more efficiently and effectively and so we're always looking at how to improve that and how to help those parents and we also are listening to those parents and trying to come up with alternate alternatives and you know if they weren't accounted for the test this day program and they contact us and they give us a valid point we listen to that and we go to administration we talked about it and we have allowed some of those that have been quarantined for the fourth time to go test this day on day one because of that well i guess my point is according to the arizona revised statutes a person isolated or quarantined pursuant to this section may request a court hearing regarding the person's treatment and the conditions of quarantine or isolation and um that is paid for and i i mean we have to pay for the attorney right so far we've been able to work it out with all the parents through administration where all parties have been satisfied this far but one parent did want me to share that one of the hardships and this is a parent whose child was going on their fourth quarantined that the hardest part is work having to leave work and then no one wanting to watch their child for fear that well if they're close contact maybe we might get something if they end up getting copic so she did say you know it's it's also what a lot of our other parents are are sharing with us as well and i will add to that that in the task force most of our all of our teachers that were on the task force were in support of that as well finding an alternate because it's also very challenging for them to try to teach in person keep the kiddo who's out for eight to ten days this time and then they come back for a few days and then let them forget they're next to somebody else who ends up with cobit and then they're out again and the challenges of that so the teachers are also asking us to come up with a reasonable solution that's taken into the safety of all the students the ones on campus as well as the ones but especially the education of all of our students well it's a big issue and ars 36 789 addresses thank you very much thank you okay on the new business budget revision number two fiscal year 22.

so that bond and bond interest payable is represents that final payment so our total liabilities did increase slightly by three million dollars over last year again the large portion of that was the the bond sale where we incurred an additional 34 million dollars of debt also please note the tans notes payable last year we had an outstanding amount of 10 million dollars at june 30.

every pair of professional general power professional and then school was cut that was the result i don't know totally but on the projection there was a slight doubt of the threat which really never happened um and enrollment and so those little private professional professions work side by side with the teachers offering direct support to our students social emotional academic um and what uh bes is requesting is two um 0.45 pairs to be added um that still doesn't bring us up to you know you you think about us 2021 we're still not even at pre-2015 levels at that school within the increasing population so i'll talk about the money yeah so the uh the teacher um is 88 000 that represents the two percent that's um for a master's five plus benefits assumption uh the kindergarten aids is intentionally 0.45 so that we can avoid doubling the cost by adding benefits in so that's 23 000 and i also wanted to say that the the write-ups there's detailed write-ups that were given by the administrators and principals that talk about you know why these are important so we're verbally sharing it now but you can look at that on your own too you know that there's you know potentially if we don't have that teacher potentially impacting uh classrooms at the elementary school we have to consider other grades going from three to two classes so i just encourage people to we'll post this to read it and it's easier to take that away than our typical powerpoint presentation where you hear things and you don't necessarily it's hard to remember so that's what those two are and um karen so um the speech language pathologist is at boylston last year we started having more need for speech language pathology than we had several years ago our full-time speech pathologist at boylston was cut to 0.8 as a budget cut for money saving and by the end of last year we just couldn't cover services and we were scrapping to find a way to do it so this year we put in uh the rest of that time to bring her back to full time into our my special ed grant and we've been paying for it that way it's not kind of a long term plan but it got us through this year so we could get her back to full time and get everybody's services covered um so that's why that's in there for this year the floating nurse i think we've all heard with the increase in need with our nurses with uh they're running a contract tracing out of their offices on top of what they've done all this time and on top of that they have the test and stay program that they're managing they're not doing the actual testing finally we have people in place to do that but they still have to do some of that testing and they have to manage it and they have to know who's testing and they have to pull those students down so they've really just tripled their jobs these years so what we're asking for is to make the floating nurse that we have that's a temporary position this year that we have attempt service doing full-time to support all three buildings so when there's a need in one particular building when something's heavy duty and they need extra contract tracers they can go to that building if we don't have a substitute for a day we can use our person to cover the building and just to provide a higher level of safety for our students in the buildings and the last one is the special ed teacher at boylston boylston has a lower amount of teachers in comparison to the other schools for instance at middle school i know there's one special ed teacher at each grade level the teacher is part of that grade level they have time to consult with teachers they have time to follow up with parents and families at boylston they have one teacher for three grade levels and so they really struggling to do anything other than what they have to do in the ieps and they really want to be able to do a better job of being proactive working with families doing some investigation and so that's why we're asking for another position there is that it let me stop there bob there's a bs pre-school one a couple down let me do that one too sure so this one is starting to sound like a broken record i'm afraid but um ace and i always would we would very much like to see the bbs preschool go back to beat yes it's been not one of our highest priorities in the last few years but we think it's really important for the students to have access to speech and language pathologists not just for the half hour that they run from bes over here to do the services for the student but to have the speech and language pathologist in the building able to consult with their teachers and work with them throughout the day and see what's happening and the same with ot and pt it's difficult there's wonderful things about the preschool here but it's difficult for some of those students to get the full service that they could get if they were going to be yes as well as there are some students we would like to be able to have go into the kindergarten and do a little bit of time in the kindergarten that might be good for them while they're still in preschool but we don't have that option here so we would love to see it go back to bes at some point so i'll just talk about the costs on those um and i think also that one camera first we're going back to bes i think that um you know what we're representing here is it being added at bes and the tonto program being maintained the topka program is a is also a vocational trained early childhood education training program um but our heavy needs special ed students we would move to eds with a teacher our assumption that uh this is we'd have some paying students um students with ieps do not pay we're required to provide those services so we're assuming that paraprofessional would probably be covered by by the rest of you getting the program so that's 88 000 for the preschool program um includes salary and benefits for that position the cost of the speed language pathologist the costs are listed here uh for each of those positions um we felt like we also look we make assumptions about what what level of experience we hire and factor in benefits for those um the speech language pathologist you know we'll look at this more i mean that might be something we could again keep in the grant one more year um one thing we think about though is that when we when you the state has a rule that when you have professional staff in a grant you pay a actually nine percent tax so we would sacrifice nine percent of whatever we put in there and i think that it gets contributed to mtrs for pension costs um so we want to long term move it out but that might be the type of thing that we could push out one more year and leave it in the grant so those are the expenses associated with those idols the uh curriculum assistant straight in the middle layer this is an assistant for our assistant superintendent currently it's a part-time position you know aside from everything we do it can be boiled down to doing the business of teaching and learning and everything everything related everything related to teaching and learning superintendent and it's not as much of a sit behind and just position as you would think matter of fact we wanted to we want to in the buildings working directly with uh teacher groups working directly with principals working on everything related to teaching and learning and currently um the top contact is not able to do that she's in the office way too much and so when and really what she needs to be able to do is hand off four or five head of the day to an assistant and say i'll be back at three o'clock this is what i've been done and think again the schools the work of principals and work with the teachers so that they can have a great impact on students um so that they can as we move work and develop professional development it's going to impact students the positions um the central office split um like our central positions 50 25 25 50 time for 25 to each elementary school uh that cost represents uh a salary of 48 000 plus benefits minus what we already have budgeted for the existing part-time role that that part-time loan would go away and be replaced by this so that's the the 50-196 this is the um the total across all three schools the next position is the elementary literacy coach similar to the math coach coordinator and the the timing on this is significant and that there's a tremendous shift in the teaching of literacy particularly in the early grades you're doing the science of literacy um you'll see we talked about this at one of the other meetings with foundations integrity new skills and new strategies for teaching children how to learn to read and to write and to communicate so with that we need somebody who has the expertise in that area and can work with the teachers support them as they're shifting instructional practices and they're really learning as they're teaching the students we also have them three through five teachers who are moving into a new curriculum resource but they have to have training on that and continuous training continuous work in those areas staying up with them looking at assessments looking at that data and being able to take that data and put into action some of the intervention steps that we need to have in place for our children learning to read this is like the of everything if their children don't know how to appreciate they can't do anything else it is the most critical academic area that we need to focus on so we're looking for that position to fulfill that role to do professional developments incentive training to work with the teachers to work with the principals across both elementary schools and also to provide also to provide as a liaison to again to parent community and helping parents learn how to teach their children at home to support the work that's been done in these schools do you want some of the instruments down to that yeah so this you know in our district improvement plan we focus on the music department in one of our sections of teaching and learning and this area was brought to my attention by the by the music department um what we're trying to do is build you know we talk about equity build equitable opportunities for all of our students to be able to play instruments students who love music but may not be able to be afforded the opportunity because of the cost we have students who obviously rent their instruments but there are children who cannot afford to purchase or to rent those instruments as well we have instruments in the school but what the music department brought to my attention is these instruments have been here a long time both in the elementary schools middle and high school they either need to be replaced or refurbished at this point so what we tried to do is make it reasonable they set up a chart with me and they need a reasonable amount of suggestions for instruments specific instruments to be replaced over several years of time so that's what those numbers represent for this year we'll try to do that similar to what we do with the curriculum the content area resources that we purchase to do this over use a cycle we have a cycle of replacement or refurbishment that's what this represents so the cost for the la position again this is with benefits included is 105 the instrument repairs is 12 000.

um i am a social work student i'm a master's student i'm a member of geo um and i'm on their climate caucus um i'm really happy to be calling in today thank you all for the work that you're doing i also want to encourage you to support the two proposed amendments to the resolution um i would encourage you all to try to ensure that the feasibility study prioritizes the role of unionized labor um part of you know what we're doing with our climate efforts is trying to make our community safe and just for everyone and that really requires that we collaborate with unionized labor because i really think that part of the well-being of our community means that people have access to jobs that stay well and treat people with dignity and our climate efforts rely on this as well i also just want to reiterate that disassociating with cte is in the best interest of our community um i recently read a few articles that describe the immense amount of money that utility companies including dte have received from the taxpayers and pandemic bailouts um so nine companies i i'm reading from bailout watch nine companies receive tax bailouts totaling 1.12 billion dollars and it would have cost just 9.4 percent of that bailout money um to prevent every shutoff that was reported i i really don't think cte um as a company who is endlessly pursuing profits has our community's best interest in mind and it also angers me that my taxes are are going to a company like dte instead of helping my neighbors who maybe can't pay their utility bill or who are facing um shut off so i just wanted to um save those things uh yeah i think that's all thanks for thanks for all your work on that you for sharing your thoughts sorry trying to help commissioner cleavy uh bear with me for a second it was 847 that didn't make it no i have i have the list going don't worry i just different screens at different times um car ending in six three two hey there uh my name is amir i'm a um grad student and a union member geo um i think the recent blackouts that we've seen across the state show the urgent need for public power in ann arbor they do this in two ways both by demonstrating the looming threat of climate exchange and our responsibility to take action and also the failure of the private sector to make the investments needed to help keep our grid in good shape the day i'm calling to in to support both the feasibility study for municipalization and the amendments i proposed by commissioner mccoy um about the just transition so i think it's incredibly important to include language about a just transition for workers uh in anything about municipalization of power we're often presented with a false dichotomy between the interests of workers on the one hand and action to prevent or at least mitigate the effects of climate change on the other we need to put the two together and that's why i'm so glad to see uh commissioner mccoy's amendment truth is that workers will be put at far greater risk if we don't take action on climate change uh but to do that we need a plan that will make workers whole we can't save the planet on the backs of workers ann arbor is already a hard place to live for working people it's incredibly unaffordable municipalization taking the profit out of electricity a basic necessity will help make ann arbor a better place for working people to live that's part of the reason why geo supports municipalization and even more so a municipalization that prioritizes and protects the needs of organized labor we need the feasibility study we need to put people before profit and we need public power thanks very much thank you for calling in i think it's worth taking a moment to celebrate commissioner cleveley who's about to join us while you're saying that um i got a message about four five minutes ago saying it's still essentially impossible to listen on cpn so ctn um if there's anything you can do from your end um we hope you're successful with your magic excellent caller ending in two 4 5.

good evening again um before you deny his budget revision number two just to kind of get some background on this if you remember back in april and may when we were putting together our budget we had estimated a rather high and aggressive adm number to come in with the opening of the new lots in new housing within midair those numbers did not pan out like we had hoped um during this rico's report you've seen that we are down as of today 36 students from where we were last year so the adm figure that we had budgeted at is not where we came in so this is that december revision that i told you all that may be coming um as you can see in your package you've got the letter from arizona department of education had to cut out 691 thousand five hundred thirty five dollars from our mmo budget and a hundred and eighteen thousand nine hundred forty seven dollars from our capital budget that changes our budgeted amount to accept just over 7.2 million within our ml budget and just over 435 000 in our capital budget if you also remember during those times i told you that i had um place money in reserve in contingency because of this happening as a possibility as well with that other thing that's being held over our head with the aggregate limit so i was able to tap into that reserve make those revisions and that is what it's before you tonight entertainment question please on the budget revision how much we approve the budget revision is presented i'll second that discussion yeah i've got i got several questions greg um i mean i understand why we had to do this when we when we get a letter saying that we're going to be over the over the limit based on atm yes that the budget has got to be changed but that also means that we've got to make some significant decisions on spending we just took six hundred thousand dollars out of the regular ed budget now to me that could be seven or eight teachers please remember though that money was sitting aside within a contingency fund just in case this was to come about to happen so we had planned for this to happen in case our adm did not come in as we had estimated so it really hasn't taken away from anything it's just dragged our contingency clubs do you remember that large sum in this in the 6200 fund that i had sitting there i i do okay and that's where it came from but if that money is then available to spend in the regular ed budget we're going to go over this budgeted amount no sir no we won't be going over the budget amount because while it was in the budget set there as contingency it hadn't been touched it hadn't been allocated it wasn't going towards anything it was just sitting there as dead space i mean maybe greg maybe i'm just totally naive but but i'm seeing that that we're spending i mean this is six hundred thousand dollars down from the revision that we made in december in the regular ed budget in expenditures that that when it's budgeted at that amount that tells me that's the amount we're going to spend am i totally wrong in in this instance yes well then then the money that's coming that's why it was told in the very beginning then the money that's coming from the contingency budget to me i'll be able to go into the expenditure budget for the regular end if we didn't have to cut this money out of the budget it would have went into regular end this is what we could have used to get rather substantial raises in once we figure out what's going on to the aggregate limit we still have money sitting within our budget that is it that is has not been allocated we still have over 800 thousand dollars that is not incumbent we are still in a good spot so you don't believe that we need to change anything from the standpoint of what we're planning to spend for the year right now out of that budget no out of our capital budget we need to slow that way back because with the purchases of a bus purchase of curriculum you know that's that's half of our of our our capital budget remember that bus was i believe 150 686 thousand dollars so we do have to cut back on it we have to be very careful with what we're watching it's what we're spending within curriculum or i'm sorry within capital and we're doing that so we don't need to make any changes in the sped budget even though it's down by a hundred thousand dollars within fed the spen the spend is down by a hundred thousand no no okay no we don't okay hey greg this is just a contingency if we lose that funding this funding has already gone down it is already gone yes and this would have been in addition to the impact of the 301 money correct no that's what i mean but the 301 money is going into the aggregate limit now the 301 goes into the aggregate limit but this is two separate these are two separate um topics okay because we won't know anything on the aggregate limit until march they have to deal they have the legislature has to deal with that by march 1st okay so this so that's two separate conversations so this conversation is the one that we had back in april and may when we said we're going to have 700 adm or 760 adm and we came in at 645.

we are at zero we have not borrowed a tax anticipation note the tans are tax anticipation notes because of our very positive cash position we have not had to borrow these tax anticipate anticipation notes the last two years can i just ask a question about that so our um positive um cash sorry the word i forget the word you use but um the fact that we haven't had to borrow from and have by the tans is because number one we've had higher enrollment than we anticipated um so we had more money there and also we've had uh a lot of federal funds and that helped us as well areas that would also account for that and it's it's just primarily because over the last couple of years we have really actively uh worked at increasing our maximizing budget balance carry forward so not spending a lot of the money because of the the coronavirus pandemic we've been very careful about our spend so so therefore we have a lot of cash on hand that allows us to avoid having to borrow from the county to meet the immediate needs so remember that we are budget driven here in arizona so we are allowed to spend to budget whether the cash is there or not however not having cash on hand is a negative to our taxpayer because we do incur interest charges for that and that is generally passed on to our taxpayer so it's very positive that we have cash on hand right thank you very much and then these are your deferred inflow of resources and and just a summary table here you can see the unavailable revenues the property taxes so every year we account for our property taxes through august 31st but because we set the tax rate through through december 31st or or or because the tax revenues come in through december 31st there is an amount that we expect to get but have not received it yet from august 31st through december 31st so that property taxes represents that and then the intergovernmental under unavailable revenues these would be i think this is primarily and maybe jennifer you could help me but i think it's primarily due to the reimbursement of some of our federal funds yeah so you can see that that has increased substantially by 11 million dollars over the prior year so finally we are at our fund balance calculation which is looking at our total assets total liabilities total deferred inflows and creating a total fund balance so you can see year over year at our governmental fund level we have increased our fund balance by 33.1 million dollars so the reason why it's not 30 million as it was true on the net position is because from the governmental to the government wide are a lot of of adjusting journal entries that bring it from a modified accrual up to a full accrual basis so um this is very consistent with what you'd see across the nation so before i go any further are there any other questions on that okay so i thought it would be important because a large portion of our governmental funds is made up of mno and unrestricted capital is not part of our general fund though as a category it is part of our non-major special revenue funds however um because of our focus always throughout the year on the uh on maintenance and operations fund and the unrestricted capital we thought it would be important to share these pie graphs with you so please note that the fiscal year 2020 revenue was 200 just under 242 million in comparison to the 2021 revenue of 247 million so about 5 million dollars more we actually received in maintenance and operations and in unrestricted capital than we did in the prior year so now look at the pie chart below and i'd like you to focus your attention on the state box and the local box so see that the state revenue in 2020 was 143 million but the state revenue in 2021 was 133 million that's directly related to our loss in average daily membership during the 2021 school year alternatively though look at the local which was 87 which was 87.2 million in comparison to 101.2 million remember and sometimes it's hard to figure out when when did all this stuff happen but 2021 was the first year we had the 15 override so that accounts for 2020 we still had a 10 override in 2021 we had the 15 override and that's why you see the increase in the local okay any other any questions on that at all okay great so notable other fund results so food services fund performance this has been a huge change over the last two years due to the federal government requiring authorizing the universal free lunch program throughout the entire nation so i thought it was interesting to see back in 2019 which which would be what we would consider a normal year we've always done fairly well as a nutrition services department here in in gilbert but you can see in 2019 our fund balance was 3.8 million dollars in 2020 it was 2.5 you can see under your change in fund balance line the negative 1.4 million dollars remember that was during in which we were asked in the spring of please maintain all of your staff we have to make sure that you as an educational entity can sustain itself into the future so at that point in time we were not selling any meals we were providing meals to our families that came to pick them up but we kept all the staff on hand so that that was a natural drop in fund balance that occurred during the 2021 school year still ended up very positively though in the end of your fund balance and then finally in 2021 which is the most notable you can see our revenue increased by 4 million over 2020 and 2 million dollars over 2021 our expenses were roughly the same in all three years but the change in fund balance was that positive two point almost 2.5 million dollars which which we are reporting a positive fund balance of almost 5.1 million dollars in the nutrition services fund that's all due to the universal free lunch program and then another way to look at it we wanted to share the meal counts with you so you can see that that breakfast in comparison to 2020 breakfast nearly doubled again because it's free universal free breakfast and lunch and then the lunches you can see increased by almost a million a million lunches over the prior year and then notably the a la carte so because there's universal free there's not a big reason to be spending money on on a la carte offerings so that value plummeted from 400 and nearly 430 million in 2020 down to 58 000 i mean sorry 430 000 in 2020 and only 58 000 in 2021 so and the table below just shows the percent changes you can see that they were negative from 2020 from 2019 to 2020 but note the very positive changes 74 higher in breakfast 43 percent higher in lunches in 2021 in comparison to 2020.

we also might have ways to to look at potentially paying for some of this out of we have i think it's a donation fund and if we had some we do have a small amount budgeted for repairs in the budget right now so there's things we can look at for some of these but you know again to carol's point about equity we do want to have kind of a the ability to kind of maintain these instruments and kind of recycle or refurbish some annually each year again we are going to look at that further um the single sign-on software is uh we have a million um i'm not the expert on this but it was explained to me that we have a million different passwords and logons that we create and um john correct me if i'm wrong but this is a this is a program that would enable us to sign in i think using our google name and password and uh it would also kind of tie in with our desire to be secure and not have people keeping track of their names and passwords and places that they shouldn't yeah they actually allow kids to just take a qr code they don't have to remember anything they literally just get their little code um and that's six thousand two thousand for each school um school choice this is something we'll talk more about um at our next meeting um in january but this is this is we have healthy reserves of school choice the district receives five thousand dollars for every student the district takes in from another town in addition we receive an increment for special education costs depending on i don't know exactly how it's determined it's based on covering some of those incremental costs for special ed students that come into the district um the um the amount we so let's using rough numbers uh they don't have the exact numbers up ahead but for illustrative purposes we take in about 500 000 a year in school choice money right now we budget to spend a little bit over seven hundred thousand uh between seven and eight hundred thousand so we are budgeting to basically erode our reserves and we can afford to do this right now because we have healthy reserves but at some point we need to reduce that gap and basically we should be spending the revenue that we take in so this represents what i think would be a kind of a healthy step towards reducing the gap however when we come to kind of reviewing these that's one i would sacrifice early on given the large increases that we're seeing overall so but i didn't want to put it there it's in our district improvement plan it's something we think we need to address um and um and it would be 115 000.

in this scenario there are three majority protected class districts uh or areas in trustee areas one two and three um and so that is a change from the other two scenarios we shared so a few final thoughts these maps do not change the district boundaries they do not change where anybody goes to school um it doesn't even change how the board is governed each board member however elected still owes a duty to the entire district really all this does is change when one can run for board and whom would elect them in that election that's really all this does it's still one district with common goals and challenges this was our public hearing schedule like i said they were at the end of the line tonight so we are almost done um and you know the district has had all of this information posted and updated throughout trying to keep the community involved and with that justin and i will sit back and field public comment from the community and board we're happy to answer any questions anybody has so as we have convened this public hearing to receive testimony concerning proposed trustee voting area plans associated with the district's transition to a buy trustee area election system um under california election code section 10010 the board must hold at least two public hearings prior to holding a public hearing to adopt a final trustee voting area plan as part of this public hearing members of the public may submit comments on the establishment of voting area boundaries for the new trustee voting areas that will be established as part of the district's transition from an at-large election system to a buy trustee area election system speakers will be given three minutes to make comments on this matter and this matter only how many cards have we received or hands do we have raised we have no cards and no hands raised we have no hand space uh so there are no hands raised um but with that um i'll turn it over to our our board to see if there are any um any things to add actually i will let me let me first go ahead and close let me close our public hearing during public hearing okay so we'll keep we'll keep public hearing open um board members i have a question for the demographer and or the lawyer um did you guys get a chance to reach out to um our community organizations such as the rotary club the women's club to go ahead and get their input um to go ahead and share these scenarios with with these organizations i know that the district um well i think that the question might be for the superintendent i know that they're just taking out newspaper advertisements advertising each of the public hearings do i know who specifically was reached out to i know that the um the district stakeholders were contacted for the waiver that occurred a few months ago but perhaps that is best addressed but to the superintendent now all the public hearings uh as you noted jonathan were posted in the newspaper uh in addition to that uh we posted uh hard copies of the of the public uh input you happen since the library again in the public library and um they've been on our website and on our social media as well so they weren't contacted by the attorneys uh the demographer or the superintendent they were just posted as as you're saying right as far as from from the superintendent no it was in the paper it was posted in the public library uh our social media uh and our website so i have a question for the demographer did you get a chance to physically go and you know not just through google maps to physically go and see these communities how you went and you know you divided these trusty areas did you just do it by google maps making sure the numbers just equaled what they did or did you physically go and come into our community to get that feel of the streets and what each the area as you were doing these cuts and pace and so forth um did you come engage in our community no i i did not go and drive each one of the communities to see you know all of those boundaries what what we did do is we looked at ultimately this is a quantitative problem that we have and so looking at trying to as best as we can um divide the district up into five different areas uh and our scenarios took different approaches to to doing that uh we looked uh as as we've talked about before uh looking you know for for logical boundary lines uh whether they're major roads or uh freeways and and things of that nature uh but no i didn't i didn't go and drive each one of the boundaries i am familiar with your community but i did not go uh you know street by street to to do that um we we look to you all to to provide input and help us to understand if we are uh in in certain cases dividing communities that that we shouldn't um and so that's you know we we take the feedback and input that that you give to all of us uh we you know obviously as as part of the map drawing process there are limitations when we're not living in your community the same way that you do so um we're for the property of the value of homes were they taken into consideration when you were making this maps because we we only received three scenarios we didn't receive any more and um being equitable uh were those things you know in in the property values of these homes as these trusty areas are the ones that uh board members are gonna represent as their community uh did you get a chance to um take a look at that and consider that that's that's generally not a criteria that we would look at the property value of homes no i'm saying did you consider that consider the property value no no we did not okay i think the the number one criteria is getting the population balance within 10 that is a non-negotiable criteria and so then then we look at communities of interest citizen voting age population etc and as justin mentioned um you know at each of the meetings we've sort of solicited feedback you know you all know the community much better than we do and there there wasn't direction given at least that i recall for any changes made to the three options any other comments or questions from board members hi jonathan um can you speak to the um the impact of having fewer or more majority protected classes in any district yes so um you know looking at the three map options um district wide i think the latino citizen voting age population for example is 58.55 and so generally part of this process is looking to increase that number in certain trustee areas that's what those green circles were on each of the maps and so um majority minority district is is important um it's probably you know yeah i think map three only had three of them but the three of them were very large um so that you know it's kind of up to the board do you think that it's better to have three very very very strongly weighted communities that way or is four majorities a good way to go as well there's really not i don't see any major legal issues with going one way or the other and i think also looking at the maps there is some increase at least in one trustee area per map for the asian citizen voting age population which district wide is 11.5 i think it gets up into the high teens in a few of the options and then um while a much smaller portion of the community the african-american citizen voting age population district-wide 3.5 i think gets up into the fours or fives in some of the maps so um not major jumps there but um you know certainly something to consider but in terms of should you or should you not pick a map if there's four majorities versus three majorities i think that the demographics of the district are such that it should be okay either way and i do have a question jonathan can you speak to the um the variance right they think on one of the map it's much lower than the other two yes so the courts have found that you know look on any given day people move in and out of a jurisdiction and so it's impossible to have a perfectly even number uh which of course would be ideal right um that said courts have found that if it's 10 or less that that sort of meets the you know prime aphasia case of that it's even um and so my view is while of course as close to zero would be great there's nothing necessarily wrong with a higher number as long as it's less than 10.

call it ending in two four five you can unmute okay hello um good evening energy commissioners i am kathleen murphy i live at 315 in the vista street in ann arbor ward 5. i support ann arbor for public power app2 because it has well researched ideas for how our musical electric utility or muni could best meet an average ambitious goal of reaching carbon neutrality by 2030. to do this we need a feasibility study to see if immunity would be possible a resolution to this effect was introduced at the energy commission meeting back in july but the resolution to be voted on tonight no longer has language about a feasibility study for a possible meaning in its resolved clauses i believe however that this can be changed tonight and it sounds like the two amendments that previous speakers have cited if adopted would solve this problem the current resolution does your kitchenaid action on the sustainability energy utility or seu work on the sau should proceed it is complementary to the work that a muni could do they could work together but an sdu is limited in what it can accomplish because of the limits on the number of roofs suited for microgrids and it can't initiate power purchase agreements because it doesn't own the polls and wires vte does ann arbor for public power wants to replace vte which many and other residents view as unreliable in responding to power outages like the one many of us experienced for 24 hours or more this past weekend and residents are critical of bte getting 70 of its power sources from fossil fuels at a time when the whole world is trying to use less fossil fuels vte does not have timely plans for scaling package use thus fossil fuels would continue to be the source of anabolic energy except for the seu's installation of microgrids and those homes that opt for this new service in summary we need a feasibility study for our munis so it can be fairly considered as an alternative to the investor-owned utility bce that we have now and so it can work together with the sau thank you uh caller ending in one seven one hello can you hear me all right thank you very much my name is susan priller i reside at 1356 ravenwood in ann arbor i am in ward 5.

you do have the list if i might add mr president this is in total this is about a 275 to 300 000 hit since the beginning of the minimum wage increase and so it is it is fairly significant like everyone else i don't know that has as much as an impact because you're having to pay you're having to compete we'll talk later about transportation and some of the struggles we're having in buses and the plane will have in january for that it's just it's becoming more difficult to hire folks so but there's some real this is a this is a baked in fixed cost now it's a tough mr walden uh just for clarification i want i'm assuming that all this is unfunded mandate so absolutely true to arizona funding legislature said you have to do it but they didn't give us anything we'll give you money to do it you have to do it exactly is this causing any salary compression in other parts oh absolutely if i might add in 2016 we went through an exhaustive study and we looked and we suffered a lot of compression among the teaching staff during the years of 2009 through we're seeing some of that not to the same extent we're seeing some of that on the classified side we don't have the budget capacity to do anything about it right now but it is something that we're well aware of and in many cases the market's taking care of that i mean if you remember we increased bust wages bus driver wages fairly significantly three years ago we did that because that was the market it's what it takes to hire and so those positions that are in high demand are likely going to go up any other comments or we have a motion in to accept the recommendation of the minimum wage requirements item 3.8 as written a motion from margaret a second from jennifer all in favor thank you item 3.9 a recommendation to review and approve the school year proposition in the 301 uh first portion of performance payments dr wright you want to explain that yes sir also you bet the the reason that this amount is pretty static although we've had on paper we've had a much larger contribution from the state for performance pay in 301 is they're still in question the statutory spending limit so the state if you remember because of the influx of cova dollars and the reduction of about 52 000 students statewide there's more revenue than they had the expenditures had dropped and the revenue had increased so the state has to approve an increase in an artificially established spending limit that was set in i think 1982 and so our i'm pretty confident they'll do that we've we've been all the superintendent statewide our lobbying for that if you recall a group of us met with the speaker of the house and the senate president both of whom were very willing to support it and understood the need especially impacted rural schools so we're confident that'll happen the 301 payout the first one would be a thousand dollars if this is rectified the spending limit is increased we'll make good on the higher amount that we represented earlier this year so it could be a much larger more substantial payment in the spring if the legislature does what we're hoping to do and approve that but for the first one the teachers have met the requirements the principals have reviewed it and the folks that have qualified for this have been listed and that list has been provided for the board and requires your approval any questions comments about that if not then we have a recommendation to approve the first portion of the performance payment for 301 as written in item 3.9 i have a motion from the chuck segment from diane all in favor thank you that also passed okay item 3.10 recommendation to review and approve the early graduation one of our high school students mr webb do you want to explain that we don't have to discuss the name of that person but uh has that person required fulfilled all the requirements we have all that information but i'd like to hear your recommendation there's two students in there that were recommending early graduation for they both have fulfilled all the requirements for graduation receiving their diplomas so we're in support of their request to graduate earlier with their plans which hopefully will one wants to start schooling in the next semester and then the other was working as a veterinary assistant and preparing for colleges and for the fall semester and but yeah definitely approved their we at the high school approved their request to very granular growth that's what we're bringing it to the board to see your approval thank you any any comments from we have a motion to accept the early graduation for those two students i have a motion from chuck second from margaret all in favor that would pass also item 3.11 a recommendation to review and approve blue ridge professional housing policy gcbda and tenant lease agreement which we've reviewed it's pretty lengthy this is for those two teachers yes it will be the same agreement lease agreement we use for all of our tenants for any of the future housing that's created it's gone through legal mary spent an inordinate amount of time gathering information our legal one of our attorneys looked at it and approved it and i think it's the board had a chance to look at it as well and comment provide some i think insightful ideas and so i think we have it buttoned down pretty well i'm sure we're missing something but it's not glaring that's for sure it's not it's substantially more than a handshake right yeah it's pretty straightforward yes ma'am yeah all right any questions about that or any comments or anything so we have a motion to accept that as written in item 3.11 second sure okay all in favor that was also passed okay item 3.12 a discussion and possible approval to move the board meeting date to the third tuesday of every month this comes up at the request of dr wright because there are so many meetings he has to attend on on tuesday that pull him away and he ends up you haven't got a ticket yet have you no sir i just when i just had go for my i couldn't i ran and i don't run fast enough to get a ticket right for my office if i may mr president we i serve on a couple of committees one is the board of education for the professional practices advisory committee and i had to excuse myself early today so they're having to carry it over tomorrow because i've got to be here for the hearing and so it's it's pretty rigid because they have people's lives in the balance and their certifications there's attorneys involved that meeting always happens on the second tuesday on the on the commission for post-secondary education it's always on the second tuesday and then on the other things that we have for our professional communities most of those meetings occur on tuesday as well so if if the board would be so gracious to move it one week later it still gives finance time it doesn't change the day and it would be very much appreciated any problems with anybody i mean one tuesday's as good as another tuesday i mean so if there's no problems should we have a motion to vote on moving the board meeting to the third tuesday of every month instead of from the second tuesday of every month i have a motion promotion from chuck a second from diana all in favor that is also pastor unanimously new year's too it's always so quick okay item 3.13 is uh piggybacked with the one that we just did this actually moves the next board meeting to january 11th 18th sorry no jokes anyway so if uh if there are no concerns about moving the meeting to january 18th we have a motion to move it so what to january 18th a motion from jennifer a second from margaret all in favor that's good thank you all right the last item uh 3.14 would be dr wright giving his a kind of a preview and a report of what needs to be done yes sir thank you the first one i want to recognize the certificate of achievement for excellence for financial reporting brenda and her team are again recognized for this has been several years in a row i will add that i had met with the latest team heinfield and meech the lead auditor on that and you have to understand if you look at the for instance let's look at the the opportunities you have to make a mistake every day teachers take attendance we have 750 kids in high school that have four classes and every class takes attendance over the period of 185 days there's a lot of opportunities for a mistake the same is true with our purchase orders and our requisitions and payments all those things are made and posted and out of an entire year when they're looking at it we come down to maybe eight or twelve findings now i'm always telling her i'm not asking her to be perfect and have to be perfectly fine if we had no fraud the bills are being paid on time and there's mistakes once in a while it's okay but she strives for perfection um and they're coming very close to it and i just wanted to make sure that the board knew that's not a a normal outcome one thing i can assure you of this we don't have to worry about wearing orange uh suits don't look good orange margaret does i don't and we're jennifer does see you're getting them all mixed up too there you go salmon but i'm very i'm very pleased with the the level of professionalism of her staff brenda's also in addition to the chief financial officer she is the she directs the operations of transportation and food service i handle the day to day on transportation denise reports directly to me all of the reporting and all the all the other things run through brenda's office so she and her team are very busy and they're very good at what they do and i just would be remiss if i hadn't taken the time to recognize them for their efforts thank you thanks brenda i saw your certificate the next one is i want to just i really want to recognize a couple of people one chuck had an idea four or five years ago why don't we have teacher housing and it was just sort of left rhetorical until he and i were walking around campus i think it was last june and we ran into the office and he said hey my old office work chuck for those who don't know has had a lifelong and life career in construction and so through the efforts of mr webb cody blake and a good class of cte kids this this is a very nice apartment it is not uh it doesn't look like an old office check when it's done lauren's gonna show you and give you a tour but that was a great idea we've also identified since then three other buildings that we could use and this is professional housing meaning teachers or administrators that we otherwise wouldn't probably get without that support and so it's a it's a great idea that was brought through to realization and uh i can tell you mr webb probably has 50 hours at least maybe 75 and tape and texture and flooring and unfortunately he can fix things and so he had a he has that tax he's done a great job with it his brothers have helped his wife has helped and cody blake and his his team have put a lot of time we've been very blessed to have home depot lowe's mountain mattress a lot of these other folks stepping up and helping us to say nothing of the other resources that are coming in and so it's been really neat to see the idea and then to see it brought to life and so i thank you mr walder for that and lauren for your efforts in the teacher housing we're going to continue to expand that next if are there any questions mr president on that one before we go on how how soon will this one be finished i i've met one of the ladies that teaches at the high school and she's anxious yes sir so was lauren so his lord this friday friday does she know that and he's not a contractor so that's right that's that that's that's accurate if his contract you had two or three weeks but that's true that's good i'll just go on record here we're not slamming contract that's right [Laughter] you might need one something i do i have one the school safety this is a serious topic and it is something that this district has invested a substantial amount of human power capital and effort in i'm proud of the efforts that have been made since 2015 for a district of our size we are we're well prepared you're never completely prepared and you're never done it's always an ongoing effort i will tell you the principles and administrators and teachers take the effort seriously they take it seriously our kids are doing a good job of taking it seriously we've worked with jesus via hermosa one of the foremost experts in this capacity nationwide and he's been a pleasure to work with he'll come back in march for a two day thing some with kids community members and staff when you see the oxford shooting you have a little bit of a reminder that could happen here i reminded a number of folks and i was just talking to one of our community members we had the sad event of officer darren reed being shot point blank and murdered four years ago or so and that assailant came down to lake of the woods a half an hour after school got out what if that had been half an hour earlier and school was in session maybe he'd have kept going i don't know point is you can it could happen here it could happen here and by the way the rural areas are at much greater risk than the city areas for these types of events while we're well prepared we're nowhere near done so we're going to continue to prepare our staff and our students harden our facility and the exterior envelope we have made one concession requested by the teachers and i think it makes perfect sense and i believe we'll carry it forward and that is this the doors are locked all the doors are locked if you remember every door in this facility that has a student or an office has a lock on it all of them that was about a hundred thousand dollar effort and months in the making getting done we're allowing those to be up propped open because they're locked which is fine because even in the protocol if it's a lockdown the first thing the teacher would do if the doors open a shot rather is open it up sweep it get everybody in shut the door and they don't open after that a law officer law enforcement or fire has a key and then we're quiet it's quiet the lights are on we're away from the door and we're quiet and so there are a number of other things that are have sort of creeped in uh with this accident and i hate to jump on and i won't criticize our brothers and sisters from michigan the fact is though there's some pretty serious mistakes made that will cost that district dearly and so one of them is that the child was never searched student was never searched the bag was never searched police was never called our police would be called the bag would be searched we would have reasonable suspicion and so those protocols are in place we're taking it a step further though and say okay we have a we have a potential we are a report of a student that might have a weapon what do we do right now we have a protocol that's okay we want to got to get it to the point where it's really buttoned down and so we're going to work on that intervention component and so there are some pieces that we've surfaced every time one of these things happened it it hits you like a ton of bricks and so we take the time to research it to study it to learn what mistakes were made what could have been done differently what should have been done differently what would we do how would we respond and we get a little bit better those efforts will continue the covid the vaccine effort is is is here again tonight they're here to six o'clock got two more minutes to get your shot no and they get eight more minutes and you have uh but we're leaving the doors open to enhance the ventilation and frankly the teachers wanted it and it seemed like a reasonable give back the fact that you open the door anyway if you're on lockdown it made sense and so we'll stay with that and are there any questions on this aspect of safety protocol or any other concerns the board might have like it may i might address yes sir um well i was wondering about metal detectors like the one in oxford kid came in with a pack pack had a gun in it is there any thought about that i don't know what they cost or whatever but the if they're staffed appropriately there's two things you have to ask yourself the board would have to decide is that the type of environment we want is do we feel like that's going to be a a device that's going to limit it and really eliminate shooting jesus is feeling as if you had a staff of people that were well trained and you had the capacity to do it of course that would be the and your school was designed to do that that would be the best possible outcome but no one had very few people have that type of a facility our facilities just using this one as an example has so many points of entry and i would say it's not it's it's impractical i i don't think that i think there are other ways of creating a safe environment with having to go to that extent at least into in the present in element where we're at right now one other thing i know we were working hard to get school resource officers and we had some here do we still have them or i know there's a number of school districts in the state that have done away with them we had a grant issued we had an officer that we extended an offer in these instances you worked with the local police department when the police department did their background check he failed the background check kind of ironic it ended up costing his job as where he was at when it surfaced so he had some in his background and he was serving as an sro so we don't have a school resource officer we are not going to get one this late in the game unless somebody moves in in january when the grant will expire soon and we can't we've even looked at taking that and transferring it to counseling unfortunately that's not available it's a federal grant and they don't allow it to be re-characterized so it like everybody else officers are hiring as well given the climate of law enforcement i would think we would be hard pressed now we do live in pinetop lakeside though and it is an area that people like to live so i'm not saying there's no way we'll find one but i'm i will i will suggest it'd be difficult okay and then i think uh i just want to add our appreciation to the health care workers the doctors nurses practitioners all of those folks that are working tirelessly our hospitals are at are above capacity we we have a county call every wednesday that cova deaths are higher now than they've ever been here locally and there are roughly a very high high percentage of the people that are getting sick are not vaccinated and that's just the fact not a political statement it's just a fact and so we're continuing to offer those vaccinations we'll have another one after the beginning of the year i think it's the 4th mary january 4th and then we'll have another one in the spring so we're doing our part thankfully the participation is increasing locally but there are i mean we've all probably had i've had a good friend that passed away from a 53 so it's just a it's a tough deal we want to thank though our our health care workers and doctors and first responders they're working i mean i i talked to dr smithson you know he's i don't think he has had a day off since i don't know march of 2020 and i don't think that's unique i think a lot of them are working margaret's son is an emergency medicine doctor and he's working all the time so we our heart goes out to more appreciative of their efforts and i'm also thankful for the efforts our staff puts in jb's team works really well with our leadership teams to make sure our facility's as clean as we can be and our teachers are doing a great job of staying healthy and and doing their best to support kids and i think that's important to note and with that i don't have any other information unless the board has a question that's on this list questions thank you we have an announcement that our regular board meeting will be january 18th at five o'clock this location we brought back call to the public this meeting uh just i'll go over the outline of call the public public is invited to make comments too or requests of the government board regarding items that are not listed at this time elsewhere on the agenda those wishing to address the board are asked to submit a request to address the governing board to the governing board form available from the secretary of the governing board which is mary ford members of the board may not discuss items that are not on the agenda therefore action taken as a result of public comment will be limited to directing staff to to study the matter or scheduling the matter for further consideration and discussion at a later date the operating rules of the public are as follows individual time limit is three minutes per person and cannot be seated to another individuals so if anybody would like to address the board at this time we'd be happy to hear you you're welcome to do that and uh just give your name i think there might be a forum at the back you can leave do we have a mic do you have a mic good evening thank you so much um the question i have we're just following up is uh last um grace talked about your enrollment was kind of down and you were talking about truancy officer i'm just trying to recollect um if you can just kind of give me an idea of how that has improved within the last month that would be one thing i would just like to know if you dr right you want to address that or you want to talk personally to her about that later i i think i think we'd have to put it on i could uh put it on the next agenda yeah but it's not it's not an item on the current one uh we'll we'll open that up next month and discuss that thank you any others if there's no others we have a motion to adjourn i have a motion from chuck the second from margaret all in favor and also being endless so

so we didn't experience the growth that we were expecting we didn't see the the number of students coming back from digital platforms or other areas that they had gone to to get their education we just didn't see that and we were expecting you know a lot more digital students to come back in we were expecting you know housing to um bring in more students so there was a lot of things that went into us thinking that we were going to be getting more students and it just didn't materialize so one example would be like mr mcadams and i went to wakefield to look at the library renovations and the maker space rooms and the um different types of seating that they have for students so had had we had this money available then that would have been something we could have used to purchase furniture for the library you know sky's the pipe you know pie in the sky let's just order all this cool stuff so now we have to just be more frugal and be patient and not spend money on furniture and equipment that and where we the good thing is that our students have their chromebooks they have the furniture we have desks chairs we have the material that we need to continue to operate and even as far as some capital items go to light computers we are getting grants from outside sources that are providing us with money to purchase computers uh mr magnion has just received a grant and all we're responsible for is about three thousand dollars and we're going to get how many laptops that i've had so there's 70 laptops that's gonna cost us three thousand dollars mr president so if i understand this correctly greg we had a budget not a cost-based budget but just a budget a guess based on projections which didn't come through regardless of the fact that we met with the mayor of sarita we talked to developers yes the kids didn't show up our kids didn't come back to school so you had built in there about 600 000 in education that you just said would have been nice to give raises whereby my calculation would have been about twelve thousand dollars a teacher which would have been a nice raise but the money was really just sitting there just in case yes ma'am and so the just in case happened yes the money is gone and we now have to be a little bit more aware of our expenditures particularly in the area of curriculum based on the uh discussion that we heard tonight where many of our we've in some cases we've got 50 percent of our students not performing at grade level in math and reading so now we need to be a little bit fiscally conservative here as we move forward so because this isn't a cost-based budget this is more of a just an estimate at what point are you going to be able to show us where we are and where our projections were over or under and what your assumptions are moving forward as far as so let me ask you to answer your question with questions are you asking for as far as a student account goes or are you talking as a line-item budget item fiscally both both i so within your your um your district financial report it it tells you how much of that money is left within each one of those those categories so yeah so you have that in front of you monthly um i can give you i can drill it down as far as you'd like me to drill it down and get it to you that way if you would just let me know exactly what it is that you're looking for i can give you that information i'd like to see proposed uh student count and proposed expenditures on a monthly basis from now to the end of the school year and i would like to clarify that are in order to close the achievement gap and increase student achievement our after-school tutorials are all covered through tax credit funding so that's not going to affect our students who are at risk who need additional help and our saturday school is coming out of our sr3 funds which has already been approved so that's not going to affect our work with the students and paying teachers and supporting our kids further questions greg what's your any feeling on what's gonna happen in march with the i honestly right now i got no update for you i i couldn't tell you one way or the other i i know that there's still organizations and groups that are lobbying to have something done but outside of that i've got no new information for you okay i don't know if miss kais has any insight with her connections at the legislature as to how that's going but maybe she could answer that better than i could i really don't have anything at this time do quarantine students count against our adm no they do not so there used to be a thing called average daily attendance which was taken into account within the budget that was taken out 12 13 years ago so there's the the attendance does not is not a factor it's how many days of membership and when's the 100th day january 20th and the students have to unenroll by january 20th for us to not be able to count them is that correct so any student that leaves by january 20th it's like they weren't even here that's so they but they have to unenroll prior to january i mean i've had parents say i'm going to keep my kids home on that day well that's not going to do anything right i mean keep them home it doesn't do anything right you're still active and so as long as we have not owned a role with students they still count for their that's the point okay anything else the only other comment greg i would make is is this this letter from the department of education was sent on october 28th um to me this this should have been shared with the board almost immediately so that we could at least grasp the possible gravity of this thing and and maybe in in conjunction with you and the rest of the administration we could have talked about this a little bit on our study session um uh just to understand uh this situation a little bit and to be perfectly honest with you i didn't pull this letter until after that study session it was just before we went out on um the thanksgiving break when i actually pulled this off the ad website took a month for this to get it to us it took a month for me to get to it to pull it down it's not they don't send it in the mail okay how do they send it they don't it's just on the on the ad website and you go in there when you check your reports but it's addressed to us it's addressed to the district governing board of continental elementary district and i didn't know that i should be checking and this and you normally wouldn't it's not something like i said it's not something that comes out in the mail it's just one of those reports that you have to dig for within the ad website to find in your house well but it's not a report it's a letter to the governing board it's this letter is in with the budget inc reports that's what i'm trying to tell you so our budget 55 reporter bugs 25 reporter buddy 75 reporter our el reports our fed reports it's all in there with those reports well i think charlie martin probably needs to know that we didn't get it and you can't hold us accountable for things that we don't get and so i'm a little bit concerned about that yes thank you passes a health court position any background know we had just discussed at the last board meeting that we um we're going to seek additional support for this morning and now that we are doing test to station have some additional help in the reports for abc i mean i obviously added this they're heavily switched on the agenda because i wanted to understand the impact on the budget of adding another staff person when we're taking that much out of the budget i understand totally the need for this position um but uh given the need as my colleague ms kai says that we're going to have to look at some things a little bit more conservatively hopefully that contingency fund is so if i could try and set your mind at ease just a touch there is still about eight hundred thousand dollars in uncovered funds within our mmo budget okay out of that 800 000 roughly 120 000 sits in the category where this position would be paid from okay i'm surprised it's been this long since we've fulfilled this position that we haven't done it a year ago and god bless maureen and thank you very much you're not here but any further discussion mrs yes ms mr yes yes motion passes thank you okay on to our bond refinancing now before we actually discussion i'll entertain a motion to adopt a resolution author authorizing the issuance and sale of refunding bonds on the district and adopting certain post issuance continuing disclosure procedures and issuance and post-issuance tax compliance procedures i'll move to approve the resolution second okay discussion i have some questions um if you don't mind i'd like to go ahead and introduce our guests so that she's on here i'd like to present to you tonight is erica combs she is a vice president with piper sandler the resolution book before you tonight was put together by james deal and his team from the law firm of gus rosenfeld so now now that we all know who erica is please ask away okay um we've talked about at the study session i remember originally that the minimum savings was we wanted to establish was at a very minimum three percent yet the resolution calls for six um i'm not overly concerned about that given the net present value savings at least are projected around 14 now but i do get concerned if all of a sudden that would drop to five and this resolution would go away um yet we would still be in the position of possibly saving some money for the taxpayers i mean if the board would like to make it five percent we could write that in um in this resolution and move forward uh we will be providing additional updates to the district uh and so if we if we are getting closer and closer i would say if we get below 10 i would immediately be sharing that information um but i mean if if everyone would be more comfortable we can make that change in the resolution and make it five percent that's um that there would be no no questions um like i said before three percent is um would be a minimum best practice uh we had doubled that i feel pretty confident that we are gonna achieve that what's in the resolution right now so i mean that i would think we have bigger world problems going on if if we see this savings dramatically um and at that point maybe we decide we want to hold off and a couple months and see what happens in the markets so that's a possibility as well so i think we had this discussion at the last meeting that that's something we could bring up between now and the time of the issues on the bonds correct we could have we could have a meeting to make that adjustment if you felt that maybe that was i don't know at this point it would be six percent and if it's anything above that this resolution is going to give authority to move forward um if if we were looking at a situation that was going to be under those parameters we would be coming back to the board um with the new resolution right okay that was my yes so that's what would happen well we require a new resolution we couldn't just amend this it would be a new resolution yeah go ahead on page 14 and talk about bond insurance or credit enhancement do you see absolutely any situation that would cause us to be obligated to provide that that's that's a wonderful question and um we are looking right now at a private placement and working with the bank directly and that would not be an option um if we were going into the capital markets and doing a negotiated sale which the district has done previously three times with that 2010 bond election um it would only lead to the benefit of the district so if we purchased the credit enhancement um the cost of it would over weigh the the benefit so the only way that we would move forward that would be if it gave the district a lower cost of borrowing um and in the last um three bond sales that what that was the case the credit enhancement gives a double a credit and the district's in the a category so it's a higher rating um but there would be an analysis to make sure that the the cost of that is going to make sure that the district's getting better rates yeah i i just want to say for those that are here in attendance and then the millions of us that are watching online i just kind of wanted to give a quick little background on why we're doing this um about a month or so after i had started here it was brought to my attention that we should look at boundary financing so we went ahead and we had those conversations and at that time the the recommendation was to wait a year so that we can add this whole other series of bonds within that so that that's the kind of the back story as to where we're at now um the way that these bonds and this refinancing is set up and how it benefits our community i know it doesn't sound like a lot but it's going to save our taxpayers roughly three cents on their on their tax bill towards you know paying for the bonds that we got backstage so i just kind of wanted to give a little bit of that back story for for the couple hundred people here in attendance so if i could follow up with that absolutely sure so four questions or from if i remember right from last week so currently just ballpark our current rate of the bonds is four and a half to five percent give or take yeah there's one series that's a little higher yeah so some are a little higher a little less and then the new bond is going to be below two given current rates today so that's a significant change there right so that's where you come to 14 16 okay so which then translates into ballpark again 16 well we're not doing all 16 million we're doing how much in the first round eight million baby quarter yeah yeah which is ballpark 140 150 000 a year savings back to our tax base which goes to three cents per yeah right so unfortunately we can't use that here at the school because i invest so it all goes back to the taxpayer which you know we're just trying to do the right thing to you know save everybody money um and that so is that that's the right kind of synopsis of what we're doing yeah it would be savings on the district's debt service and that's part of the tax bills um so it would it would automatically make everyone's tax bill in future years at a lower um a lower tax rate for the bonds than it was and then there's one future bond issue that isn't available for refinancing for another year or two it's and it'll be available next spring i guess there's change in federal legislation so and it is available now but it would be at a higher cost right because there's free payment penalties so there's like a five year prepayment and yeah it's a taxable rate versus taxing them so yes higher rates so yes we're recommending waiting until closer to that next spring to look at that one so the thousands of you listening to good pr at the school we're giving 150 000 back to the community yes right yes over 1.1 million aggregate i like that that's yes that's the that's the current estimate further questions just a comment it's this is fascinating to go through this it is it is i learned a whole new word called defeasage yeah and i would really like one of our english teachers to come to look at one of the sentences in that clause that has 181 words in one sentence it absolutely blew me away and i it's absolutely a full employment for our attorneys you have too much time on your hands sir i know i know it's unbelievable okay with that thank you very holidays thank much very much for providing additional information thank you and she will be hanging around after the meeting because she is taking some documents that some board members will have to sign okay boarding school events it's hard to believe here at the end of the year yes i'd like to just remind you to please join us for breakfast on friday at 8 30 if possible and we are having our staff new year kickoff at 1 p.m on january 5th something that mr olerie um mr osterly started a couple of years ago so we'd like to continue to celebrate on the new year so we'll look at what we're going to serve dustin williams has agreed to come and be our guest speaker to kind of give our teachers some kudos and energize them to stay the course for the rest of the school year so we can discuss how what we want to serve and what board members will help us with for that new year kickoff so in the past some of us have cooked and brought things down yes just saying yes fairly certain you don't want me to do that it was pretty amazing if we're gonna have a chicken we might have to have something all right we can just get pizza okay your running board information just casually you know what there are new maps being drawn right now for redistricting and why that might be important to us is we're one of those districts that is split between the current legislative district 2 and the current legislative district 14.

this also is a forecast to what's going to happen when we present to you on the 2022 results which are even higher there the the meal counts are even higher than what we're presenting to you from fiscal year 2021 any questions on that okay great so the other notable fund we wanted to share is the employee benefit trust and i and i know mrs eugetti has been sharing with you the financial the positive financial results of the employee benefit trust thought it would be notable to share the the results over time so looking back to 2019 so note the fund balance at the beginning of the year in 2019 was a negative 3 million dollars but but in 19 where we'll turn it around to have a positive fund balance of just under 2 million in 2020 again this is largely due to the pandemic everything was shut down from what march 10th through june 30 and all of the all the doctors offices were shut down and normally our biggest spend or biggest claim claims come in during the summer where our our employees have an opportunity to to go to the doctor get all of their care taken care of while they're not working so it was in 2020 that our change in fund balance was so positive at 9.3 million dollars bringing us up to a fund balance of 11.2 million and then you can see during 2021 still not as high necessarily well actually if you look the the expenses have been relatively the same it's our revenue has increased a bit over the time over the time but you can see that our fund balance at the beginning of the year of 2021 was 11 million and then we were positive of about 6 million dollars to a total fund balance end of year of 17 million dollars reported remember that it was due to these very positive financial results that we that we thought it would be a good idea to do the premium holiday and that premium holiday will occur this last pay period in december so the all of the deductions for medical premiums are turned off for both employees and employers the same thing will occur in the first pay period in january which is paid on january 4th and then they will be turned on again we expect that because of that decision it will draw down fund balance to 2.5 to 3 million dollars any questions on any of that before i go further okay and then other items to note because we were having the other discussion later today about the bond resolution and the sale as well as the decision that you all made last week regarding agreeing to sell the neely property i wanted to share our outstanding bond principle as of june 30 is 132 million dollars due within one year so presuming that we are going to be paying that principal down 20.4 uh 24.4 million dollars and then anticipating that we'll have this bond sale approved and sold this spring of 50 million dollars that would that would give us a projected outstanding principal balance of 162 million dollars which is still extraordinarily low in comparison to our peers remember that over a long time i mean over 10 years i think that the administration has had the philosophy of trying to amortize the debt as quickly as possible and that's why our outstanding general obligation bond debt is so low then if you look underneath the assessed value so know that statute regarding how we can use the proceeds from the sale of a piece of property is based upon that outstanding debt and how it relates to our assessed value so note that our total valuation is 2.4 million so 162 million divided by i'm sorry 2.4 billion 162 million divided by 2.4 billion results in a 6.6 ratio and we are per statute we have to be below 14 in order to be able to spend the the sale of a piece of property on unrestricted capital needs so any questions on that okay great and then compensated absences generally we have we have reported this to you annually so we do have sick leave and vacation leave payouts upon separation of our employees and so you can see that our balance was 9.1 million dollars as of june 30 2020 and due to the activity during the year it is now a little bit higher at 10.4 million dollars this is an ongoing liability for gilbert public schools so if we had everyone retire and leave at the same time that was eligible we would have to come up with 10.4 million dollars to pay out all those long-term liabilities and then finally arizona state retirement we haven't talked about this very much in the past two years and i don't believe but it was notable this year so we our net liability is now 289 million which is a little bit higher than what it's been in the past and our district proportionate share has gone up as well by 0.01 percent and then i thought it was um interesting to see how the discount rate plays a role in what our ongoing liability could be so note the current discount rate is 7.5 and our liability is 289 million if we had a discount if we had a discount rate that was one percent less our liability would go up to 395 million dollars over 100 million dollars of an increase in liability if our if our discount rate went up by one percent alternatively we would have a liability that was 90 million dollars less to 200 million so it just gives you an idea of how the investment market and how the discount rates impact uh the actuary actuarial calculation associated with our net pension liability and finally the reason that i thought it was interesting to share arizona state retirement our all indications are that arizona state retirement is in a good position and as an example we have already been notified that arizona state retirement contributions will decrease for the first time in many years next year that has an impact of saving not only the school district and all of our funds throughout gilbert public schools but each employee as well will see greater take-home pay in their pay next year in comparison to the current year and that is the end of our report board members questions comments i just have a comment to make and for you and your staff it's uh kudos to you guys for a clean um audit result i know how much work that is and especially when you're talking about the size of our budget so thank you and thank you miss shields too thank you anyone else miss bets and finance team we echo those sentiments uh we are quite proud of where we are at this point in our financial reporting and in our finance department and the overall finances of the district we are in a strong position due in large part to your work so we appreciate that and i promise next month we'll get the right monthly report grid on the monthly reports that'll be just fine as bets anything else thank you for those reports bets appreciate that we'll now move to item eight eight is the consent agenda items items for consideration discussion direction appointment of ms melinda murphy as director of professional growth and development please signify by saying aye aye those oppose the same motion carries 4-0 congratulations miss murphy congrats come on up and say a few words [Applause] thank you i had to make notes um governing board president dr santa cruz governing board members and dr mccord first i just want to thank you for this opportunity um i've had kind of an amazing journey in gilbert public schools i started as an english teacher at desert ridge high school and then was fortunate enough to move into an administrative role there and then eight years ago was offered the job at highland high school and it has been quite a journey the highland staff my administrative team and the families and students that i've worked with there have been remarkable parts of my life for the last eight years and i'm going to have a really hard time saying goodbye to them at the end of this school year but it is also time for new opportunities and i'm really excited for this one so very quickly i just have a couple of thank yous the first one is to marcy taylor she's been the best boss that i could have asked for she's been an encourager she's been supportive she's mentored me in so many ways i've learned a ton from her about leadership and what it takes to be a high school principal the next person is the next people i should say are my family it takes a lot to run a high school the size of highland and they have been incredibly supportive of the time that it's taken but probably most of all my husband tom he's given me support through this whole thing he was the person that encouraged me to even apply for the job at highland and then again to apply for this job he's my biggest cheerleader and my biggest fan and i honestly wouldn't be able to do what i've done the last 16 years without him i'm excited for a new challenge but at the same time i'm incredibly grateful for the time i've had at highland it it is really an amazing place to be the community there is incredibly supportive the families are great and i couldn't ask for a better group of students to work with so thank you all though for the opportunity to continue my career with gilbert public schools i love being here and i'm glad that i can be a part of this amazing district thank you mrs murphy thank you congratulations to you and we acknowledge your husband sitting at the back of the room there he deserves it so thank you for that congratulations [Applause] dr santa cruz like take one second please huh just to note uh mrs murphy is replacing miss vicki jones please stand up in the back there i know you like to hide you're i'm still your boss so you gotta do what i say [Laughter] thank you vicky for everything you've done for us this is i mean it's only december so we're gonna we're gonna do this a lot more this spring but thank you and uh i know you're looking forward to your next endeavor which is probably remodeling something so thank you ms jones we echo that sentiment and we wish you well we thank you for the next several months that you will be working to the bone next is item 9.02 is acceptance of the fy 2021 annual comprehensive financial report and the fy 2021 single audit package roll count roll call vote is required is my instruction there so i just thought i'd read them to remind myself all well first entertain a motion 9.02 i move that we accept the 2021 annual comprehensive financial report and fy 2021 single audit report package roll call vote was required that's not part of my motion is there a second second thank you mr parker been moved and seconded is there any discussion i'm very happy to present again if you like him that's a no thank you dr mccord with that we will vote on a roll call basis we will begin with mr parker i miss you jetty aye ms humphries aye and my vote is i roll call vote is completed motion carries 4-0 again we reiterate that ms wood is unavailable because she is out of state working with young people from highland in chicago i item 9.03 is adopt a resolution authorizing the issuance and sale of school improvement bonds dr mccord anything by way of rationale uh no i'll turn it over to miss bets here in a second we're just bringing this forward because the timing is right and when you have um interest rates and and the the quality of the market right now for bonds is is excellent for us which in the long run could help our community we bring this forward to you so miss betts thank you miss betts okay so first um it's did they get all the gabby has the preliminary official statement for all of you it'll be some great reading for you tonight as you're getting ready to fall asleep we are required to have that with you when you approve we are required that you have that when you approve the resolution also i wanted to introduce mr bill davis from piper sandler he's here to help me present this evening he's in the second row right there so uh i just wanted to share oh i'm not i'm not projection hold on a second just wanted to share quickly our results okay so you've seen this grid before it's our fiscal year 2019 bond authorization bond spending estimates that was included with the bond campaign election information that we provided to the voters way back in november of 2019 so we are following this grid pretty closely again just a reminder the bond fund 630 has available 7.7 million dollars at this point in time indicating the need for a second another sale in order to meet our ongoing capital needs and with that i would like to hand it over to mr davis to talk through the levy and tax rate analysis that he's he has prepared for us tonight thank you mr davis welcome good evening dr santa cruz members of the board uh dr mccord it's a pleasure to be here again um as miss betts mentioned the resolution that you have before you tonight is for not to exceed 50 million it's a little bit of head of schedule and if i may just take a couple minutes to kind of walk through these next several slides to kind of understand and you know kind of circle back to how attractive interest rates are as well we wanted to start with this schedule this is the schedule that was provided to voters in the election pamphlet back in and it projected out the sales if approved of the 100 million dollars and so we're you know if you will this is the second series of that voter authorization and i want to bring your attention to the column on the far right and that provided the voters with an estimate on what the tax rate impact would be if they were to approve the authorization and you kind of notice if we focus on 2022 that dollar 12 and then 92 cents for the next six or seven years so just kind of file that in your mind and then we'll jump to the next slide and you can see that this is really where we are today columns four and five we're proposing if you decide to approve the resolution tonight we'll sell the 50 million um we'll talk a little bit about the timing on the next slide but you can see how it is kind of layered into your existing debt we're proposing you know in this example to sell the remaining 18 million in 2024 to meet your capital needs but again focusing on that column to the far right the projected tax rates of the actual tax rate if you look down under current instead of a dollar 12 that we had estimated back in 2019 we're at a dollar six that's your actual tax rate um even with the sale of of this 50 million in early 2022 the projected tax rate is going to be at or below 91 cents so again remembering the previous slide where we had 92 cents so we are going to be able to achieve that and and probably improve upon that and you can see that it the tax rate actually decreases faster than originally projected so a lot of the reason for this is the low interest rates and the fact that there has been so much growth in the district and your assessed valuation is growing faster than was projected or that basically statute required us to project in that election pamphlet just a couple details here you can see and i think of of note miss beth mentioned it earlier but we're continuing with the strategy of amortizing your debt as quickly as we possibly can you can see that we're proposing to have a final maturity of this 50 million in 2031 so really it's about less than 10 years what that does as you can see if you look at column 10 too this will enable the district should the need arise for a future bond election to go to the voters illustrate that it's not going to have a significant impact on their tax rate and you'll be able to layer any potential new debt into that without you know really going over what your current debt service levy is today so it it's going to preserve the district's flexibility into the future and then lastly i think we just want to talk a little bit about the timeline if you do approve the resolution tonight we're proposing to get to get busy we have provided and prepared you know an initial draft of the official statement we're proposing to send that out to the rating agencies in early january with the hope of getting into the bond market in mid-february-ish something like that so we'll get bond ratings you know with with the positive news on your kafir i'm i'm optimistic hopeful that we might get an upgrade from standard and poor's so we've got our fingers crossed on that we'll get those ratings get to the market hopefully sell the bonds in february and then have bond proceeds delivered to the district in early march so that's kind of the time frame that we're on as scheduled and then with that i'll turn it back over to to miss pat okay to continue with the presentation then um so always it's important that you as a governing board understand what we plan to spend over the next three to four years with this 50 million dollars so security we have begun the implementation of the security cameras and we're well on the way to to getting them installed over the next year or two so about 2.35 million dollars of this will be designated to complete that project and then note that mr castellano has begun the the classroom audio visual project we did do some pilots at neely as we were removing the building from the old juniper site to the houston elementary site at houston and burke and so it's anticipated that there will be a need of 10 to 11 million dollars to complete that project so we'll be designating about eight million dollars right now uh to that to to complete that project and then this um the next picture was presented today oh hold on a second put it on the slideshow so this gives you an idea of what that um that classroom audio visual will go to and the only difference here according to mr castellano is that the sound bar will not be included on the top this is really an example of the distance learning classroom at one of our high schools okay and then the other the other dollars will be spent on various facilities upgrades and renewals a total of 39.65 million will be left over we haven't figured out all of the spend totally albert and i have met over the last couple of days so you can see that pot of 13.8 million dollars it still needs to be allocated a couple of notable uh notable projects though we wanted to move into another energy project with led lighting if you recall we improved many of our indoor lighting areas gymnasiums and then the multi-purpose room at gilbert l with a lighting project back in the fall of so we engaged with one of our providers again to come up with a game plan on what would be next and so the lighting upgrades in our stadiums and varsity athletics that would be at all of our comprehensive high schools as well as some additional lighting upgrades at canyon valley and gca so that is a total cost of just under five million dollars and then in addition we wanted to begin the process of doing some smart irrigation again to to have equipment that will tell us when watering does not need to occur because we had a rain the night before um and then also to allow albert as he is able to control all of the the hvac equipment from his laptop from from wherever he is the smart irrigation would also allow him to do that from his laptop and not just him but all of his staff and then in addition the concept of adding artificial turf in some key areas throughout the school district and i'll show you some of those so first of all this is the led athletic field lighting project so you can see the type of light pole and lighting available for stadiums on the right hand side and the left is just an example of how the led lighting lights up a field so there's lots of savings associated with this particular project presently albert lets me know that they go in i don't know once or twice a year and they rent a lift that'll take them up i don't know albert 150 feet or something yeah and and so so then what happens they have to have a semi truck come in and bring the lift in so we're renting the lifts um and they go through and change all the light bulbs that they think they need to change and then the very next day a light bulb could go out and so it's just they're out of luck with the led lighting the led light bulbs are supposed to last in 20 years or more but also as part of the project they warranty the lights through 20 years so if they do fail the provider will come out and replace the the light bulb on there on their dime and their equipment as opposed to ours so that's a huge advantage i think for for gilbert throughout all of our major stadiums i have just a couple questions about the lights um so albert if you could come up because i'm sure i'm not going to be able to answer these questions just my concern is light pollution and um i know that you know we're working in arizona to keep our skies dark um for places like flagstaff and tucson that have the observatories so what is the effect of these new lights is there some um attempt to uh focus that light downward so it doesn't contribute to light pollution yeah and we do sorry my uh voice is hoarse so i think it's two days you know yesterday i was at the game and to no avail i don't think i did any any uh due diligence to the cardinals winning i did on saturday for highland um so yes so we do follow the the dark sky ordinance um and that is taking into consideration just to your point to limit light pollution um not only in our skies but into our neighboring communities the good thing with led they are directional so you actually do focus and capture more of that lighting onto your focused area so we do have that flexibility so what you have now it won't bleed out any further than what we have now it actually probably be more contained into our focused uh area of field or directional lighting so okay that's good to know i i know um a few years ago when one of the car dealerships went in someone was complaining about the amount of lighting and yes they really did they haven't really followed that so i i want to be careful that we're doing that and doing to to be good citizens and and keep our high night skies dark and and a good point our neighborhood's around definitely it's in taking consideration and prior to any lighting project specifically exterior as well as interior um we they do perform a photometric so then they we view so we get the proper coverage without any excess of bleeding into um unneeded areas okay thank you i appreciate that don't leave you yeah let's understand tight yours is there are there any uh cost or utility savings with led uh yes there is because with the with anything else uh led let's just say our current bulbs uh let's just say one pole at highland high in the stadium has uh 20 fixtures each one of those fixtures is 15 15 100 watts so there'd be a total reduction in kilowatt savings kilowatt hour savings because we're going to not only maintain the same uh uh efficiency of lighting or effective efficacy of lighting um we're going to maintain it but we're also going to drop the kwh the wattage used to to maintain that lighting thank you the the proposal that was presented by the provider indicated that we could see an annual savings of both maintenance as well as utilities of in excess of 450 000 so the project is about 5.9 million dollars which is almost you know really close to a 10 million dollar payback which is really very good and i just want to note real quick to miss bets earlier comment about our rentals so we do rent them we try to perform a maintenance but it is because of the size of the units of the lifts like i said uh every every facility uses 135 foot mesquite high uses or needs 150 foot it needs to be come on a um on a flatbed trailer something we can't we can't facilitate ourselves that cost for the week is seven thousand dollars close to eight thousand dollars and that's because they have to transport it as well provide for fuel and that doesn't go into the cost of the bulbs as well as the maintenance that's provided for it so thank you mr dutch over and then i just wanted to show a couple of pictures of what could be at mesquite high and desert ridge high you can see around the campus the artificial turf in key areas to improve the curb appeal uh in addition it's not just about improving the curb appeal it also is about not watering the parking lot so as you can many in many of our in our facilities we're actually running sprinklers and they're putting much of the water onto the parking lot or onto our fencing causing damage to our fencing having the fences deteriorate earlier requiring replacement earlier so this is another part of this this project and then you can see at gilbert classical academy they have that front area there that is a real grass we would propose that we would replace it with the artificial turf you see on the right hand side of this picture you can see how that could make a big difference and we have already if you're looking to take a look at it if you go out to the new neely location we have added the artificial turf at the parent drop off underneath the the uh awnings that were put in there on the parent drop off lane it looks real sharp so as these projects come to us for approval i'd really like to know what the water savings are and and that kind of thing you bet because that's that's a major interest too um we know water is just going to get more expensive and there's going to be less of it so i'd appreciate that and that ends our report thank you miss betts so we are at 9.03 related to adopting the resolution is there a motion i move to adopt a resolution authorizing the issue and sale of school improvement bonds thank you miss humphries is there a second second thank you mr parker any discussion well i i do have a couple points i i want to just mention i really appreciate the work that's gone into this and um actually i think i do have a couple questions once we sell this 50 million dollar bond how long do we have to spend that is there a statutory time limit on that dr santa cruz board member humphreys there is federal tax law that applies to the spending down of tax-exempt bond proceeds and there's really two levels the first is the reasonable expectation that you'll be able to spend it in three years if three years down the road if not every dollar or not you know more than um five percent are still available you'll have an additional two years so there's a total of five the goal is to try to spend it in three okay thank you very much i appreciate that um i feel like there's been a lot of work done on this and i appreciate that we're keeping our debt level low and keeping our tax rate low um for our our taxpayers and um you know one of the things i i have mentioned several times is that it's important that our students have pride that they go to a school that is well cared for and is updated and i think it just makes us all proud when we see those schools and and that they have curb appeal and that that inside students are in a building that functions well that has good heating and cooling and doesn't leak and i know that takes a lot of work and i appreciate all that albert does and overseeing all of that and and mrs betts as well so um i we've discussed a lot of money tonight but um our kids are very they are our treasures and we want them to have the the facilities that they need and the things that they need for their education and so i i think we need to go forward with this bond sale especially as it is very advantageous at this time board members anything additionally seeing none we will vote on item 9.03 all those in favor please signify by saying aye aye those opposed the same motion carries 4-0 we're at item 10 request for future agenda items as is my standing proposal if you have nothing this evening please make sure that you get a hold of mrs wilson and she will take your information so we can consider the item for future agenda we move to item 11 board committee reports item 11.01 gilbert education foundation ms humphreys um we have closed our innovation grants and have been reading through those and really are excited about moving forward and i believe um sometime this week those those who have won one of those grants will be notified and we just really appreciate that so many are interested in putting in an application to to the to something that is needed in their classroom and often it includes extra work on behalf of the teacher to um use that grant money and to provide that special activity or that uh place for students that that will be advantageous to them and we'll also i think our scholarship applications for staff and students are opening up soon and we would encourage applications for that thank you mrs humphries item 11.02 ms wood is not here dr mccord is there anything that you're aware of that needs to be reported no sir thank you sir item 11.03 same question for town of gilbert they are in the process of approving the sale of neely traditional academy property this evening thank you sir item 11.04 finance and audit committee mr parker nothing nothing to add 11.05 insurance trust representative miss eugetti i don't have anything to add other than just to say that as you saw in the financials that the job that we've done in the trust not me so much but the staff we really are in a good position very good item 11.06 legislative representative and i have nothing to add item 12 is meeting dates dr mccord 12.01 dr santa cruz governing board members as we kick off the year calendar year we have a meeting on january 4th a board organizational meeting along with the board work study slash brief business meeting january 11th is a board policy committee meeting and january 25th is a regular board business meeting thank you sir we're at item 13 item 13.01 uh would be a motion for adjournment uh make a motion for german thank you mr parker is there a second second thank you miss humphries been moved and seconded that we adjourn is there any discussion seeing that there is no discussion we will vote on item 13.01 adjournment all those in favor please signify by saying aye aye those oppose the same we are adjourned but not without wishing all of you on live stream and in the building here this evening the happiest of holidays thank you

we also didn't take in school choice students in boston last year so part of this also is kind of a reminder to us uh in the schools um we are going to create uh some budget challenges um if we don't accept school choice students but continue to rely on this funding there's kind of a balance there um so that's something that that we try to look at the last item is the tanto counseling department and tonto stem teacher first i should also say because diane's not here she has five why why am i last why am i two items last um these are not in any priority order these are um listed they're all here they have not been prioritized yet um so i wanted to clarify that and jeffy are you going to talk about last two yeah um so when i took the job here one of the things i i think it can't come up with friends and expensive one of the first things he said to me was we lose kids so i'm going to find out why and then i wanted to do something about it and find a way that we can separate ourselves from our schools a lot of the high-performing schools of the area so one of the things we've been working on is the development of an internship shadowing um experience for uh juniors and scenes to allow them in the junior senior year to leave the building for some part of the time and [Music] visit have shadowing internship experience of various technology companies in the area we have someone this year was working on a database of those companies who would accept students from us at the same time covert comes along and we see just an explosion of anxiety and depression in students and things that we really need to deal with so this gave us an opportunity to expand the counseling department we currently have we currently have true guidance counselors for seven grades so what we're what we're proposing here is the addition of one more guidance counselor so that we could have one dedicated to grade six to eight and deal with because that's what we've seen a lot of the social emotional issues in those grades um especially that transition from elementary to middle school um one council for grades nine and ten and then one for eleven and twelve that would also pick up the internship shadowing job so the career the career council constant increase so that's that's the addition of one guiding one ft guidance consequences and then the other thing is we have we have i think it's roughly 10 teachers who teach outside the content contract to teach six courses instead of five it severely limits the um the expansion of our programming in the district uh and it's a structural deficit we really do need to do something about uh that we need to chip away with um adding a one ftp stem teacher this is really a two for one adding um one stem teacher and then it allows us to take our athletic directive who who actually teaches three math courses removed all his teaching all his teaching roles and it would be a full-time ad and then an additional full-time stem teacher but the other the other the other great thing about this is that we want to expand the role of the athletic director we want the fbi director as you know coaches like america we have a lot of kids play sports have a big impact on children so we watch ead to start offering workshops on leadership workshops on fair play collegiality all of these things that are important to their emotional growth so that one's really the two for one um well the cost of this uh two positions are 88 000 change and 105 this we made an assumption that we want to find somebody ideally with multiple licenses so they can teach for example engineering and have classes so we assumed a little bit more of an advanced placement on our salary schedule than some of the other positions and so in total that would bring the above level service request to 4.9 percent or 880 000 relative to last year's budget uh if you know if everything was funded you know dream world obviously but you know everything was funded we'd be looking at a 12.2 percent increase in those of the increases by schools but again we thought it was important to outline what these things are and why we want to do them and get feedback and certainly get feedback from the towns as well and then we have some time between now we will actually be meeting with um it's both the towns before the the open budget hearing um and we'll continue to to look at this make uh revisions and prioritize bob can you just cover the uh there are people expensive so the districts on this slide uh if you uh go on the department of elementary and secondary ed's website i believe this is the dart tool these are the districts it calls as uh it identifies as peer districts or comparable districts they're not exactly the same they're between a thousand and two thousand i think between a thousand and twenty one hundred students similar demographics for the most part and i'm familiar with some of these towns mount greylock is probably the closest in size so this shows you uh what our per pupil spending is relative to other districts it is a little bit different by school as well we don't have um through the information provided by the state it doesn't have a school of breakout but we know from when we were prior to regionalizing the elementary schools that berlin would have been higher than the highest there building memorial in part because your fixed costs of the building including the administration all the maintenance costs are spread over a smaller number of students if you look at just the instructional piece it would actually be pretty comparable to to boylston wilson previously was in the bottom seven percent of the state boston elementary and i think we saw that right at the end of when we were utilizing they were up to somewhere in the 20s high 20s so we made some progress there and tahanto was slightly below the median in the state so this shows where we are uh we are below the uh the state median and we'll uh we'll share this again next meeting i'll probably add a state media in which i should have included there i thought that was helpful to put give you some context about our budget and with a thousand students um you know we looked at kind of the middle i don't know c conc which is uh about half a million dollars half a hundred thousand five hundred thousand dollars more than here five hundred thousand times a thousand students five hundred student excuse me five hundred dollars times a thousand students is about five hundred thousand dollars so to get to the median of this group we have a have to increase our budget by 500 000 so that's just some context for where we are it's also wanted to point out mom graylock it's probably the most like us was based on so about that does um include regional transportation or transportation costs in the per pupil cost because i'm i'm thinking that you know some of these districts have much wider geographic areas and so transportation costs would be higher and things like that i just didn't know if if it includes that or not i could check that i know that med school spending which is a different number does not include it i am not 100 certain if per pupil expenditures conclusion or not i don't think it does um but i'll confirm and get back to you via email i'm just curious i do know that nellis c cronk i live in millis littleton are similar to our towns where it's within town so the transportation will be similar midway mount greylock might be different manchester aztecs might be different the next slide is just the showing what upcoming dates we have related to the budget and significant events i want to point out in january one of the things i did was check with other districts on the timing of their budget presentation we don't get uh we receive chapter 70 revenue information uh in january from the state that's when they release it that has a significant significant impact on the assessments that the towns get berlin pays for the berlin memorial school boylston pace for the wells elementary school tejanto is split and there are minimum contributions that are defined for municipalities by desi based on your wealth based on the number of students in your district all of these have significant impacts on the budget not necessarily the spending this is the only one that's spending related we don't have a lot of optics to which of ours to to people in our towns uh that are going to uh choice and charter so we get updates on that in january um we know the students that are coming in but not as much about the students that have gone out if somebody move into town can you continue to go to another uh continue to go to where they were and pay a school choice sending district so that's significant expense we find out about in the revenue we get from chapter 71 and chapter 7071 is transportation those are significant inputs as well we have heard that um the revenue picture is a little bit better at the state level but whether that translates to anything we'll see um it's there's uh not going to go into the details but chapter 74 feels pretty complicated and it's set up in a way that doesn't penalize you if you um i'm gonna not go into it but basically we're getting minim minimal increases each of the last five uh to six years um with the student opportunity act for changing the funding for chapter 70 in the foundation budget and there's a chance that it could result in us getting more chapter 70 revenue so we'll we'll see that certainly would help the towns have been taking much most of our increases are coming in the form of assessments not chapter 78 so this is a potential opportunity that we could see in the budget process the open public budget hearing is in mid-february um and this will allow the time between this and the march 8th meeting will allow time for comments feedback into the district to kind of absorb that information and we'll either present the same budget in february 15th or take uh feedback into consideration and potentially make an adjustment for the march 8th meeting um so i know one of the questions was is this the the final budget that we're going to get um not necessarily um i think we um are going to look for feedback we get from the towns between now and february and try to work towards a place that we think balances what the town's feedback is and balances what the school's needs are but again we do have the opportunity to make adjustments here and the town meetings are these two dates are at the bottom please [Music] okay can we talk about that timeline again um i was just wondering and this is probably horribly more of a learning question for me we're going to work on the contract negotiations in what march april may how are we going to have this pretty much is this number already set since the budget is going to be finalized in march it can't be we would be not negotiating your faith if we didn't go into negotiations we have to negotiate the contract so we can just make an estimate unless we actually have to sign the contract the number that's in our budget's an estimate and subject to change this happens every three years it's typically a three-year contract once we have this one done it will be easy to budget the next two years it's a challenge this year we budgeted what we what is typical which is two percent it could be higher could be lower and when we talk about risks and opportunities in january we'll talk about that i can share like what is the impact of an additional 1 um but no that's a good question and uh you know the timing is such that it has to be an estimate um for the february march presentation it's a three-year contract so we can get close to the estimate for this budget so we'll have an idea of the number by february march yeah well you know we go into the negotiations you know the negotiations so powerful american foils and finances so mike check my comment to you here is the above level service request can you clarify in all future documentation whether that's a one-time charge or an ongoing charge so in other words let's say you pick one of these things up let's use single sign on it i assume that's an annual cost for the license so if you're going to do this you're going to be continuing to do this year over here it'd be nice to know here which of these are going to be a single hit to the budget add it on or this has now become a fixed expense going forward i assume when you're hiring features and other things you're not going to fire from the next year you're going to continue i i can't address that i in my i talk to the principals about this anything that's one time i try not to budget um so um yeah let's use the musical instruments i heard it may be a three to five year program to do an upgrade and then it would drop off that type of information would be very useful that's a good question on that one we have to look at more howard um i you know we will have to look at that more if it turns out that there's an element of that that's one time i mean there's a number of instruments and they want to repair some um there might be a certain number they repair every year as specific a single instrument is actually more expensive than every allies um so we would when we budget this one budget just the recurring costs okay thank you well any other questions [Music] i'm just full of questions um so my question is on a couple of the positions covet has clearly had an impact and i and i feel for the schools and you know we in front-line service have have um really borne the grunt um of copen and um trying to work with that so you mentioned covid um with respect to the floating nurse and covet was also mentioned as part of the uh addition to the hondo counseling department are you up and i know the state just passed legislation yesterday for covet funding broad covert funding are you aware of any funding in that package that could potentially provide seed funding or um or some future funding for these positions not yet i mean we're looking into that i mean one of the things like so we don't know in terms of tests let's just take the nurse for example we don't know in terms of testing what it's going to be like next year we don't know if the test is still going to be required and if we have so currently we have underestimated that we have um do the top of the bed we have a company that provides a health care professional that helps our nurses with the testing takes an enormous amount of time to do their testing so we have some someone who does that and that's that's not of course that's provided to the state um if we didn't have that the nurses would have to do all of that we don't know if we're if the state's going to have that contract so what we're waiting to see on some of this to see so if we if we did have that contract with cic next year maybe we could get away without that in there so but we don't know that again we have superintendents have meetings with the commission of living week or two and you know these are the kind of updates for guest services we know we have a contract we'll know if we have additional money or if we have additional grant money for um the in the counseling department to deal with the social emotional stuff but our plan was to expand the guidance department all of these problems that we're seeing we're just seeing more of them it's not like we didn't see them before um so and another one that it would span that position of the internship shadow shadow in person again we're working on a database this year hoping to have that position put in so um these were things that we were a lot of them they wanted pipelines we were working on this should just push some stuff to the forefront so anything that has to do with social emotional learning anxiety or any of that kind of stuff it sort of got pushed up a notch just because we need to deal with it you know but we'll keep you posted on you know additional funding as it comes in and margaret did you have more questions on your list i'm all set thank you we're gonna see you tomorrow that's right so that now from just part of the regular budget process we didn't have school years like does that matter or well originally what we were budgeting this world wasn't just for um when that you could put this at full time as a fourth nurse or effort or to do another floating nurse for a year the problem is the problem becomes and either of those would sort of work at this at this moment probably become in order to get a floater this would really have to go to a contracting agency people are going to take a nurse who can get a job anyway this isn't going to want to take one for a year so if you go through a contract you end up paying more so it's a 70 000 position now um and they're not even your nurse really they just you know they're high at hand cost would be a lot less of course you're doing it every year so that's that's something we're going to need to consider yeah a few squads is it gonna be maybe in the next presentation uh more of a presentation you know you see a voters that are taxpayers he's paul upset so what the hell are you getting twelve 12 you see you know 30 40 in some cases 70 and a lot of categories on those tests and i know you know a lot of stock in last year's mcas but still in some cases 70 percent of kids won't even meet expectations and now we have a 12 percent increase and we're going to specifically tell them how that's going to improve that numbers on tests just an improvement overall we don't put a lot of stock in that guest but they are something you have to do yeah i mean we made projections but certainly the principles and we're not going to have to speak to it tonight you know the coaching rules how much does that increase the numbers you know a lot of it's tough to quantify i mean you know you get 10 and you get just you know a lot of [Music] well i think i think you have to wait till we actually have an m test that's done in that question you know so is that it's a valid that's a valid question i think that's a such a shocking number yeah no i you know that it's not just that it's all of these things that you think yeah like a lot of things that [Music] um but i like that like but things like that are you going to do another future presentation to highlight all these things this is what we're doing we're not going to say we're going to go from 70 to 40 but we're expecting significant improvement in this that just these numbers say okay we're going to hire this teacher that this role cost this much you know that's fine you can imagine what another future what to actually see are you going to actually tell us that did you control the question so some of these things and the answering questions directly as we start to prioritize these things we'll start to determine which ones we need to know right now um [Music] think about as a district what are the things we're going to need to move uh to give our students what they need over the next one to three years so again we're going to have to stop for advertising okay so so on that one i think we should thank you for joining us um [Music] requesting the school committee approved earlier during the business intersection meeting our insurance company has a risk management grant and outlined basically the intent of them giving this grant is for us to engage in activities that reduce our exposure to a claim and they win by not having to pay out for a claim what we have we received the grant uh it's four thousand nine hundred nineteen dollars and eighty-five cents we're gonna use it for a cyber security risk assessment uh just under four thousand dollars and offers some material handling equipment so we can um avoid like something like a back injury or you know for occupational safety so that's what that is um this is an annual grant that we can apply for cyber security risk assessment we can third party standards is something that our honor is recommended and we're able to get it paid for from this grant the second item that i want to go over is a summer programming reinforcement grant margaret earlier asked a question about france um this is something that just cropped up they weren't expecting it and um i think carol and karen and jeff and i occasionally had some surprises this year we can grant some of them small but this one's for 15 000.
