you know and she's bubbly and happy she know and if you don't she teaches kindergarten she's just an amazing amazing uh educator but her service to this community has been you know for over 20 years has been incredible and she even went to school here so she uh totally represents this award uh the good news you know i know for many children santa claus is coming um well santa claus is the board of education and our uh student government working together uh today the rubber mulch arrived to our playground because the children always felt that you know keep our playground safer and in the long run uh it's gonna save us money because we revolt our playground every year it's very costly the rubber mulch should last as we've been told 10 plus years so they did it today the kids couldn't plan today but uh they're going to and so i have to give credit to the student government first because it was their idea and we said you know we'd help out and they raised over three thousand five hundred dollars to make that happen great student government uh annie is the name of our play this year we're so happy to have a playback we have over 60 children that will be involved in the play uh that play will happen uh march 24th uh the children are so excited that the play is back they're just so excited about the back and aren't we all glad that we could have something like that back uh on the flip side i sent to you our boys basketball program has been shut down from costa coven um we're doing everything to keep our building open you might have heard uh just up the street spring lake heights how to go total virtual until january we're staying healthy in this building it's the activities that are happening outside the building that have us concerned and so our numbers are ticking up i know many people thought this was going to go away we got to stay healthy we got to keep our building open um yet we do see the numbers rising especially in uh basketball we were one of the last schools uh anthro wall a few schools around here they were all shutting their vessel further down what are we doing right what are we doing right and yesterday the mass swamp basketball boys and our boys in the same hour shut down yeah and so um you know i just hope we're playing basketball you know january boys and girls we have a new honeywell alert system it's called in toronto uh so in case of inclement weather or any messages that we have to send that to the parents it's already been sent to the parents to sign up um food service uh our new food service uh company uh simplified we'll start january 3rd when the kids come back we're very excited about that since september except for i think maybe four days our kids have been eating outside every single day and playing outside every single day i know come january it won't happen as often but when the weather's nice you know we're getting our kids outside and they absolutely love that uh the pan portal is open because we went to tri-semester so that first tri-semester i can't believe it is over and also our winter enrichment we were not able to run a fall enrichment we just didn't get the enthusiasm for the program now we have it so as i talked about cam running it that program i hope gets bigger and bigger because the kids the teachers really love our winter or all of our enrichment after school programs and we like keeping the kids after school in great activities uh the final thing is uh i can't believe almost a week from now next thursday the children will be excused from school about 12 50 one o'clock for winter break i hope everyone here on the board and here whether you're virtually in or here in our audience everybody deserves a nice restful winter great make sure you're with your family and your friends and you're doing all the things that you you don't have the time to do because how busy we are on a day-to-day so i want you to enjoy your family and your friends i want our kids to have a restful winter break and have fun with degree uh same with my staff but most importantly um and then i just wanted to say i'm very happy food services coming back in january but i also wanted to say thank you for jimmy for helping us out um in the interim with uh providing some keep that hot lunch delivery for our students um it made the transition very smooth and uh again we couldn't do it without members our community like jimmy said to help with that so i wanted to share anybody have any questions yeah um just actually coming to dinner is looking i realized our uh menu is up on the website so that just led me to realize it appeared that the cost is very high where our cost is uh five dollars and twenty five cents for a student lunch and whereas manchester one using the same company is three dollars spring lake heights using the same company as three dollars and fifty cents and belmar elementary using the same company's four dollars just not consistent the pricing with using the same company with three other just you know three other schools in our center district and we're 525.

okay and there's an FFA field trip number yes number 10 number eight and number ten okay thank you all right is there anyone else that wishes to pull an item is there anyone in the audience that wanted to pull something from consent okay seeing none all right so may I have a motion then on the consent calendar I move approval of the items not pulled I'll second that okay and so our last vote was 5-0 so we can vote with a simple yes or no so all those in favor of the consent calendar with the two exceptions that would have been pulled please signify by saying aye aye aye aye all right thank you so it passes five to zero so now we move to item 10.8 which is the field trip request Chico Junior I mean Chico High School FFA yes thank you madam president um I don't have any um question regarding this what I have is for both 8 and 10 just to pull them to highlight what amazing opportunities these field trips are providing for the students involved um in leadership skills in all kinds of um there was a quote in the uh the leadership skills uh that I wanted to highlight um develop leadership communication public speaking and teamwork skills some of the most valuable things that we can give our young people today and in number 10 and all of the other field trips actually I would include in this comment we are providing opportunities for our young people to excel in sports in number 10 the chico High School um made for excellence program uh uh again it it's not part of their everyday class work even though the semar the CTE programs I I just wanted to say thank you to the staff that are providing these extra opportunities by volunteering to take on these extra positions that they are paid but they still have to sign up to do this extra work in the way of coaching or or teaching and I just want to say thank you to the staff for you know providing opportunities that our kids can't get any other way and I'm just wanting to say thank you okay skillsusa there it is I knew there was another one because the the PV skills USA group um which quite often places at the state level is uh also on there all right so would you like to make a motion oh I'm sorry yes I moved to approve um the two remaining items eight and ten all right second second that okay all right so um we have two items left to approve in the consent calendar all those in favor all right all right all right thank you okay so that moves us to discussion action calendar ed services uh the All-Star parent program overview so Ted Sullivan good evening uh we're excited to share a little bit um some of the feedback we just received kind of in the middle of the pandemic was that it was really difficult for parents to connect with each other and kind of know just strategies and ways to support their students going with things happening so we have a bunch our Jamie McLaughlin our tosa with homeless liaison position has done a great job kind of facilitating moving ahead with an All-Star parent program so she's here to share a little bit and she's also brought some of the parents in to kind of talk about the program what it looks like so I'm going to turn it over to Jamie and them and let them share a little bit and answer some questions for you guys okay um I actually prepared a little bit but I'm going to email you instead because I think what's more beneficial is to hear from the families that are part of our program and like I mentioned in the beginning we have a program in Spanish and a program in English for our families and I'm going to turn it over to one of our targeted case managers in a program from our Spanish okay buenas noches my number is good evening my name is Yesenia Avalos I have two students one actually Chico high school and one at Rosedale yeah I'm attending the highly capable kids classes my experience my experience in this course has showed me to get to know myself better as a mother of two children and to identify my my strengths and weaknesses as a mother that I didn't know that I had felices thank you in attending uh and attending and getting to know more parents that feel the same fear in having adolescent children it has helped me to know that there are different ways to to raise and and help our children and that they can they can be they can have high expectations for their growth and that they have security and confidence in themselves so they can be happy and productive children so I like going to the classes because I can talk in confidence of how I feel as a as a parent about my insecurities about how I raise my children and the best part is that I don't feel judged um guess I'm next I'm Jose Perez I do attend the class and the thing that I find beneficial of the class is that at 60 years old it's helped me recognize some of the things that I thought were normal and raising a child um not that I abused them or nothing like that but a lot of things I just didn't get and it helped me open up more um one of my wife's complaints is always I don't talk as much too much or on my communication skills so it's kind of helped me bring out some things on why I parent the way I do and um find you're not growing up in a different area you know we kind of raise kids differently they have to be raised a little bit different and I'm finding those fears I don't have to bring him up here with me um listening to Other Stories it's a it's a real eye-opener yeah and and uh sometimes I stutter stuff like if I get mixed up um so so it's helped me just really really understand a thing too uh in this class I think it it would be good even to have uh just stretch this out to um uh uh young adolescent parents and have them understand that there's help out there so um my my wife is shy so she don't another thing is you know they they feed us so so so so so that that means once a week I don't have to eat my wife's food um I'm just joking so it is a great class and it's I'm glad the district you know made it happen all right thank you hello I am Roshana Pollard this is RJ Pollard and Langston Pollard and we were also in the All-Star program um this kind of reminds us of how they used to have parent Cafe night which they no longer do because of the uh because of covid um but we we all still wear our masks and stuff like that so this reminds me of this um and it was very very awesome and we all got together and we all unplugged from our devices and we all just sat and talked and ate as a family and we got to meet new families and it was once a week and it was very awesome and we actually looked forward to going every single Wednesday um and there there is a break now and then they will be starting up again sometime in January which we will be attending as well again and it was just a great time for us to meet new families and to go ahead and enjoy our families as well without having any devices or anything like that so we love the All-Star program and it was very beneficial to us and we appreciate it all right thank you I'm so sorry we had your children sitting through such a lengthy meeting and thank you so much kids for staying here and now you can go home and put your jammies on I I do before we move on hello just making sure everybody's awake I do want to make sure we thank Jamie McLaughlin Jamie is our homeless Foster youth coordinator have she made all this happen we did not have this before Jamie arriving and so it was certainly a goal and she put our vision into action and I think that parents agree we are very fortunate to have her thank you with your permission I would like to excuse the families that have been here is that okay thank you thank you good night thank you guys all of you for hanging in there it's a family group I just would like to give a little brief overview of what we what we've done we like I said before it's a 13-week session we're halfway through and we service over 40 families and we have the two programs one in the morning and one in the in the evening we provide um food and child care in the evening time and we would and food in the morning time however The Mamas their kids are in school so they enjoyed to have a little break it we have a very diverse evening program we have moms and dads from quite a few different ethnic backgrounds and economic backgrounds so it is quite diverse so our conversations tend to go beyond when our time so we actually got permission to extend our program at night time by another half an hour in extend child care services because the parents wanted more time to collaborate and learn and so I I am grateful for the board and for our Administration for allowing us to be able to do that we do have plans to expand our program and we are off to a great start I do want to invite you date yet to be determined we will be having a graduation ceremony for all of our families and it'll be a dinner and graduation ceremony and we would love to for you guys to attend if you can and we will purposely not put it on a Wednesday night so that way you guys can come do you guys have any questions while I'm here um the program um when you developed it did you have a certain number of capacity um for for how many families would be served this first round yes we we because of covid we try to keep it small and we're learning the program um it's actually a program called um resilience kids re and it's raising highly capable kids and it's a curriculum that was already been developed so I cannot take credit for developing the curriculum just for organizing it and bringing it to our our community and getting the families there we purposely kept it smaller because of covid and and given us an opportunity to learn and the purpose of it is to help like the families that you've seen today to train and be able to help provide the program in the future with our support so they're in their first year and they and they get the opportunity to train with us and come back next year and be part of the training process and so and so it's it's currently serving 40 families you said yes and um so was there capacity to serve more than that this first time around there is um we actually have the opportunity to have more at our shelters for our homeless families however with what's going on with their reorganization and people are moving around so we're kind of caught up in that but it was offered and it is still offered to them we're just working on the logistics of getting the families there and for this year that will complete our expansion and that has been plenty awesome thank you um before you go sorry I just want to express my total support for this program I love this program I love that it's working I'm really excited thank you so much for you were trying to you know say you didn't make the the curriculum but putting it together is a huge feat and it's really one of the most valuable new programs I've seen in a long time um if we can do anything to support you in the future as we scale it up please ring into us and let us know all right and we did have another parent that was going to present tonight however the father got into a car accident and and then one of the families came and it's actually her husband's birthday so that's just I just wanted to let you know how much they really appreciate this program to be able to to stay and the kids I did offer them the ability to speak but they were all shy thank you thank you next time we'll have to have ice cream stickers or something thank you all right that was informational only so we're moving to 11 2 which is discussion action approval of the resolution number 1562-21 the Chico Unified District and Department California Department of Education preschool continued funding application so we're back to dead we are I'm just back before you seeking your approval to keep our relationship with CDE running our state-funded preschools and kind of keep that relationship intact and uh hopefully someday online we'll be able to expand also we haven't had that opportunity yet but the programs are running are all running at very full capacity we actually have a waiting list so we're just excuse me we're just kind of waiting for opportunities to expand and of course we'll start running some facility issues with that also but long story short we're looking for your blessing approval to keep that relationship intact and keep our state funded preschools operating I move approval of this item I'll second that motion all right so I have a motion and a second prove the continuing funding application it's resolution 1560.

so as you saw last time we have been able to sustain through those years with this plan the counseling and the mtss coordinator positions so those were approved as a reminder approved by the board back in March and I know there was concern about keeping those going forward especially counseling and this grant has enabled us to do that so I'm here for your action tonight all right so does anyone have any questions or comments they wouldn't want to ask all right does anyone in the audience have any questions or comments all right so seeing none I I have I'm sorry I have a question what are the two positions mtss coordinator and and to continue with our counselors say that again the additional counselors that were added in for this year any other questions may I have a motion then yes I move approval of this item thank you okay motions by Tom Lando I'll second that motion and I'd like to comment all right that um I'm really glad we sought this grant to hopefully extend our ability to fund all of the things we put into place earlier this year when we voted you know for for funding our priorities and thank you very much for your work Tina on getting this secured and before us thank you the ed services team felt very strongly as you did about any way we could sustain some of those great things we would like to do that all right so any further comments any comments from the audience okay so all those in favor of the educator Effectiveness block grant signify by saying aye aye aye okay pass this five to nothing Now we move to Business Services probably the densest report I've ever had to struggle through so this is resolution number 1563-21 approving the environmental impact report for the Inspire charter school edition to the Canyon View High School project Julie good evening thank you for your time this is actually the addendum to the environmental impact report the initial or um impact report was reviewed and approved in 2002 it was then amended again in 2014.

and now we're asking the board to approve the third amendment because we are adding Inspire School of Arts and Sciences to the plan for the property John if you could bring up the first slide just real briefly I know that not everyone on the board has been as involved with the Canyon View Property over the years so I just wanted to show you this outlined in yellow is the 50 acre property that the district owns on Bruce road and it was purchased been planning for a new Comprehensive High School in Chico the area that shaded a little bit darker kind of we call it the flag is a seven acre portion of the property that the board previously had approved for inspire School of Arts and Sciences to move to as part of the master plan approval um I know that you are all provided the amendment it is very lengthy um I did re receive some feedback yesterday um a couple of three typographical errors were noted that are being corrected and there was also a question regarding the mitigation and monitoring plan the mitigation and monitoring plan is part of the original eir that was approved back in 2002 as you all may be aware there are wetlands habitat out in this area of town that is protected and that's why this mm-51 for protecting biological resources is included in this mitigation and monitoring plan we've actually already implemented this portion of the plan when we did grading about three years ago I think we did a large grading and drainage project on the property and we we utilized this monitoring system where we would go out and we fenced off all of the environmentally sensitive areas so to ensure that they aren't impacted by Construction in any way and this mitigation measure will also make sure that we don't um create drainage that impacts those environmentally sensitive areas during construction so I know that was a question that was raised by the board upon review of the document are there any other questions that I can help to answer tonight so it was noted concerned about waste removal and water quality I didn't remember a discussion of this site having a septic connection or a sewer connection yes it will have sewer connection to the city city sewer correct okay if you want to go to the next slide there John this is the original conceptual plan for Canyon View High School on the property and as you can see that flag portion although it's oriented a little bit different used to show that it was going to be sport Fields like quartz and it also had a drainage area this is kind of the lowest elevation in the area so all of the the storm water drains that direction and into the city stormwater collection at the the furthest south west corner of the property um back when this concept was drawn we would have had above ground water retention like a pool a pond that the stormwater would run to and now things are being done a little differently where we will be putting that under the parking lot so it will actually be subsurface and water will collect there be slowed down able for solids in that water to settle out and then slowly go into the storm drain system instead of all impacting it at one time the goal is to keep as much storm water on site as possible now if you can go to the very last slide just wanted to show you we did change the concept of the future Canyon View High School site because of the work that the city will be doing on Bruce Road they didn't desire to have a parking lot off of Bruce road because it's going to be it's going to have faster speeds that are safe to have turn offs on and it also shows that highlighted in yellow the portion of the property that will be for inspire are there any more questions that I can answer yes I mean um thank you Julie you mentioned the um the widening of Bruce Road and I agree that that that makes a traffic issue did we change our exit from our property to a a different exit Point other than Bruce Road how did we accommodate that traffic issue so the front of the school I'm just going to go point to real quickly is Webster Road which actually doesn't go through yet as part of that housing project called Stonegate Webster Road will be constructed so the school will actually face Webster and that will be its main Frontage where visitors and teachers will have parking lots off of Webster and then the student parking is over on the opposite side which is Rayleigh Boulevard ah what about the uh entrance to in the Inspire site Inspire will also have an entrance off of Rayleigh if you uh I'll Point again okay okay yeah all right so Fremont Street will be an entrance and exit as well as that roadway going out onto Rayleigh any other questions any questions from the audience um I was just impressed with the density and the complexity of the environmental impact report is quite uh quite in depth yes I think I'm sorry point of order we definitely need to ask about public comment right and and call for emotion we should be waiting for our president to call for a motion please okay I didn't ask for public comment so now I'll call for a motion yes thank you I move the approval of resolution under number 1563-21 second all right thank you Matt so we have a motion and a second any further discussion or questions on resolution 1563-21 all right so I'll call for a vote all those in favor say aye hi okay five to nothing thank you Julie uh and whoever again whoever did this was extremely thorough thank you pardon thank you yes so you're up again for number two Pleasant Valley High School engineering design and Manufacturing product development CTE projects we're supposed to get bits correct yes we received bids on December 9th this is the fourth and fifth CTE projects and final projects at Pleasant Valley High School that we have in the in the works right now um we received three very competitive bids the first bid was from Bobo construction at four million four hundred and seventy eight thousand the second bid was Geno construction from here in Chico four million 250 921 and the lowest responsive bidder was Slater and Son also from here in Chico at four million twenty one thousand one eighty three so they're all really close and we had good competition so we're very pleased with those bids and we're here tonight to request that the board authorized authorize us to enter contract with Slater and Sun that bid amount is within the budget all right any questions um I I don't know if I'm just not seeing it if I missed something but is there was there the numbers you just you just like gave us is there something for me to actually look at that no there isn't because the board agenda was due before it did okay so the information wasn't available can you remind me who the top two yes Bobo construction was the low or was the lowest oh Geno construction was second and Slater and sun was lowest gotcha you can I think I got confused with the order and then the just the numbers and yeah that's true and so Slater was the lowest and their local and and that's who you're recommending yes thank you all right any other questions okay uh may I have a motion then please uh I move approval of the staff recommendation to enter into an agreement with Slater and Sun based on their successful bid discussion all right all those in favor signify by saying aye aye all right five to nothing thank you thank you so Julie you can't run anywhere correct no yes I guess you can't yeah well now we have Jacqueline [Music] I'm not okay I thought John promised me it wouldn't happen again that's the third time there we go sorry I'm just gonna use gems okay Jacqueline we're talking about the financial update of the nutrition services program yes I want to bring before um you this evening there's there's a PDF John if you can launch that on this agenda item um Vincent Sarah who runs our nutrition services program and I've been talking a lot over the last couple months and he is seeing claims from a financial perspective that he has never seen in his tenure here at Chico Unified um the governor as part of his budget this year implemented meals for all for all kids so regardless of your economic status of your family's economic status you can participate in our breakfast and lunch program and so what I wanted to show was the volume of meals that have drastically increased in particular at the breakfast level this year so if you want to compare last year to the current year we have the we have through November obviously is the royal blue color and you can see that it is substantially jumped for our breakfast meal counts we do have it at several of our schools a second chance breakfast which allows kids at you know 9 9 30 to be able to participate in that so you can see that that large jump so we're seeing meal counseling we've never seen before and more importantly those kids are eating right who maybe didn't have the chance before didn't know about it there's no paperwork related to this every kid is served it's as easy as that so I want to just bring that forth to the board tonight um and I'll show you the lunch counts as well they are higher they're not quite as high as what we're seeing on the breakfast side as far as growth is concerned but we're still seeing more and more kids eating eating in our school lunch program and I bring this up because the next agenda item is our budget and with these increased meal counts and a slightly higher reimbursement rate from the state we have a zero contribution to the nutrition services program which is amazing because when we presented in June it was about eight hundred thousand dollars that was coming over from the unrestricted side of the general fund into our nutrition program and that's been eliminated so I thought it was really vital to bring this forth on two fronts one on the financial front but more importantly our kids are eating and they're participating in our program and I think it speaks volumes events in his team comments from from schools especially the later breakfast at the start that the change in attentiveness and the lack of discipline issues because the kids have gotten a chance to eat when they begin to get hungry at 9 30 10 o'clock it is just a noticed and the the impact on the kids is is wonderful I also uh have uh grandkids that are participating in the second breakfast and it is pretty amazing [Music] can't finish what they have for breakfast at home if they can go to school and have a second one it's because it's too early yeah wow we're too rushed or whatever um but the the thing that really really struck me is the total number of meals that kids are getting that we are providing it's just staggering and Incredibly I think helpful to our whole community and in case you haven't had the opportunity Vince just step forward so this is Vincent Cerro he's in charge of nutrition services if you haven't had the opportunity to meet him please do so I try not to inflate his head too much but this is pretty remarkable pretty remarkable and I would like to say that our nutrition services program is one of those programs that has had struggles getting Staffing and yet Vince and his team are able to pull this off a lot of extra work I know but it's been commendable as well to still make it happen for our kids yeah they're extremely positive workers I mean I've seen families coming with you know like a stroller kid that's obviously not in school the parent and two other kids walking but they're all coming together food really positive I think it's a remarkable to seeing it graphically thinking back about how our students were going without food and and and now they're being fed and it makes a big difference and you know looking back on those last four or five years wondering you know what other impacts could we have made even greater and those times if we were able to feed them and just the importance of continuing this to the greatest capacity thanks for all you do events uh Tom thanks two things one it was mentioned the correlation between food breakfast especially and discipline issues I would love it if it was possible to gather some you know site-by-site data on the increase in breakfast served and any uh change in the number of discipline issues I think it'd be really valuable better to have not just for us but for other programs as well my other comment was man Vince your passion for feeding our kids I love it every time you hear I'm going to say thank you because it just it's so good thank you so much for doing this I had a conversation with Vince when uh at the bakery and um he was so distressed because he had families at that point that weren't paying and you know their kids were eating and how what was he going to do and how was he going to get the money in that's such a heart-rendering situation to be in so I really really appreciate that the governor has recognized this as a critical need critical need all right so uh can I have a motion no I'm sorry you already did it okay I didn't put your name down little Tom I was like what oh informational only oh this is just to give you a fat head what the heck well I'm happy to be able to do that thank you okay so now we have the approval of the first interim budget and you have somebody new to it introduce don't you yes all right this is Cherise for Ali she's our new director of fiscal Services very good so John can you bring up the presentation for the next board agenda item please okay so we're here tonight to present the first interim budget this is the second time we've come to you at the 2122 budget um oh you can go to the next Slide John thank you um our original budget was presented last spring first interim allows us to evaluate where we are landing after the school year started Staffing is in place programs are running Etc so the major themes tonight average daily attendance hold harmless provision for 21.22 the effect of covid-19 on attendance percentages and projected enrollment covid relief funding and persiansters annual pension costs okay so this slide has a lot of numbers on it it's something that you guys have seen before just to draw your attention to some things um if you look at the First Column enrollment if you take a look at between 1920 and we are estimating that we'll be down 269 kids then if you look at the next column p2ada that's average daily attendance that's where we're actually funded we're estimating that we'll be down 632 Ada so why would that be well the reason is typically um for Ada projections we estimate that we would be at about 95.5 percent of enrolled kids attending every day if you look at 2122 we're estimating 92.6 this year and that's because we've had a lot of kids out because of quarantine also parents are just being really diligent about keeping their kids home when they're sick so this is our best estimate right now next slide oops there we go okay so this is a graphical look at this this is um actual Ada versus funded Ada um if you recall we're funded on the better of the current year or the prior year the whole harmless provision is why you're seeing in that 2122 column that we have we're being funded still at that 11 8 30 Ada from two years ago next year 22 23 will be funded on the better of 21 22 or 22 23.

so at this point we are estimating that there will be kind of a funding cliff all right next slide next Slide John thanks sorry um okay this is a slide that you guys haven't seen before this is just a really basic summary of our covid-19 relief dollars these are restricted dollars um they're made available by the government to prepare for respond to and prevent the spread of coven 19. we have to you know use those principles for everything that we spend this money on so we just kind of wanted to show you the total allocation that we had was 60 million we had very few expenditures 1920 the funding was really new then 21 2021 we spent around 12 million 21 22 17 is about what we'll be spending and I just wanted to tell you some of the things the highlights that we've spent this money on um extra counseling tutoring reading teachers at elementary sites block scheduling furniture for social distancing PPE personal protective equipment HVAC filtration technology purchases Chromebooks laptops viewsonics and we didn't have a really big summer learning program over the summer so um yes that 30.9 million that's remaining that those dollars have time limits for spending right yes and it just depends on which Grant they're coming from right we're looking to spend into the 23-24 fiscal year okay and then I have one more question and this is actually more like a this has come up a few times and I've never asked but um on the previous slide with this graph I just have a request and you don't actually have to do it sure um this is for everybody in financing but um I would like to just see um a preview slide that shows these bar graphs starting at zero and then zooming into this because it looks like you know when you if you for the layperson who doesn't read data a lot it looks like we've lost half of our students unless you start to really look at it yes we discussed that before I think so I think that's a change we can look into okay certainly just a image image wise thing definitely thanks and um we will be bringing a more detailed report on the covid spending and planning um early next year so um sit and Cherise will be up good evening board so just some major assumptions that we've taken into consideration when building this first interim budget so the local control funding formula is where we get most of our unrestricted funds from um that is it's based on the state adopted budget and the state estimated that we would have a cola of 5.07 so that was what they gave us in the fall so all of our lcff calculations are based on that cross of living adjustment um we also use our Ada you'll hear that a lot average daily attendance Marie addressed that in the previous slide and the as she um spoke about before uh the number we're using for this year for the 2122 school year is that 11 830.

so that's our funded Ada another number that we use when we're doing these calculations is the unduplicated students these are identities identified subgroups and that percentage is 52.94 those subgroups include English Learners low-income and Foster students and this number has gone up by about 2.7 percent I'll address that in one of the later slides since we did the 45-day budget one of the other things that we use when we do this calculation is salaries and benefits so we build our vacancies and salaries and base benefits estimates based on what we had in the system as of November 1st yeah um sorry on the previous slide um I don't know why I'm not I don't understand but um what is the 52.94 a percent of that's our unduplicated percentage of students so that includes all of our English Learners Foster and low income I understand so they are but I don't understand what is a percentage of of the total population of students okay and so that falls into this for budgeting purposes yes so that's one of the numbers that the state uses when they calculate our local Patrol funding formula so we have our supplementary Grant is based on that unduplicated percentage okay thank you yeah you're welcome okay so now we're taking a look at the income statement that was built based on our budget so that First Column is your unrestricted dollars in the general fund the second column is your restricted dollars so those are grants like all the covid money that Marie was speaking about CTE grants federal grants like Title One those are all the restricted dollars and then the final column there's your total so unrestricted dollars that's primarily our local control funding formula I spoke about before we are estimating that on the unrestricted side that we're going to have a positive change in fund balance of 1.4 million dollars on the restricted side we believe that we're going to have a 5.2 million dollar deficit this number is a little tricky because they're all self-balancing all the grant funds that are in that restricted side but this takes into consideration carryover and dollars like that so we're not actually going to be spending down cash because like I said all those are restricted grants okay so this pie chart shows our unrestricted and restricted expenditures in the general fund so Chico Unified we're in the people business so most of our funds in the general fund are spent on salaries and benefits so you'll notice that those three green parts of the pie chart they all add up to 80 of our total expenditures and that's all of our staffing that we have across the district one of the things that I had noticed was the uh jump in the amount for books and supplies it seemed to be distinctive and different well that could have been because of the cares dollars it could be because of the covid funding because we have a lot of supplies that we've been purchasing with those covid funds I think I was misled because it said books and I was like no that's all of our supplies so that's equipment that we've purchased anything that is physical items that would be included in that supplies budget so it could be books it could be library books could be curriculum tangible books as well as supplies that are consumable within about a year okay okay so yes salaries and benefits expenses eighty percent of total expenses due in part to covid relief funding and you talked about this earlier I think you just mentioned that what we voted for on on earlier too but we have some added positions is what you're referring to this kind of came about as a result of that's correct the stuff increases that we've had with all those carriage dollars and other coveted funding yes any sense from the hip of what the percentage would be without that I'm on a typical year I'm not sure I want to say it's about 75 percent though our our general fund tends to be primarily spent on salaries and benefits yeah low to mid 70s is pretty typical so 80 is high because of the additional positions with the coveted relief dollars thanks yeah okay so this next chart is similar to the last one but this is just talking about unrestricted expenditures so that's primarily that local control funding formula that I spoke about before it also includes our special ed contribution and we include that which it also includes all of our Sellers and benefits that we pay for our special ed program as well so that's a part of our restricted funds but we do contribute to the special ed program on the restricted side out of our general fund to fund that program so in this graph you'll notice that the salaries and benefits have increased if you include that special ed contribution so it goes up to about 88 of the unrestricted yes I have a question because um I'm used to asking the question about special educations um um encroachment and how much is coming out of our general fund beyond what we're funded for special education and I can't compute the pie chart into that comparison the contributions about 17.2 million and I'll actually address that in the next slide okay yeah hopefully that helped okay so this slide talks about all of our other financing sources uses and contributions um in the general fund we have transfers in that come from our RDA pass-through revenues those are primarily used for restricted routine maintenance and that amount is going to be 3.5 million is what we're estimating that at this point developer fees admin support that comes from our developer fee funds and that's three percent of the amount of fees that we're expecting to collect that amount we're estimating to be about ninety thousand dollars this year as Jacqueline spoke about we usually have a transfer out a contribution to our general to our nutrition services fund we don't have any transfers out this year out of the general fund into any other funds and that's because of the program that Vince is running right now so you want to make him do something sure okay and then the contributions to restricted programs Eileen as I spoke about that special ed amount is right there at the top so it's 17 about 17.2 million dollars so that's the 17.2 is above and beyond that's correct okay yes that's the amount that Chico Unified is contributing to the special ed program fun continues I mean that funding level just continues to balloon the good news uh that was reported at our csba conference is that included in the buildback better bill that hasn't been passed yet there is a significant increase to special education funding right noting that it hasn't been passed yet yes um I would be interested to know um because I don't have that frame of reference assignment have not been observing the budget very long enough to see it ballooning right um to see how that translates into our number of caseloads because I I think that we're at a higher caseload right now too and that would also make sense why we're spending more that's correct the special ed program has definitely grown over the last few years for sure yeah at some point and actually maybe maybe part of the workshop to see that comparison about you know how much is being spent out of our general fund per case load um and and maybe that will give us a better idea of how the spending is taking place I'd be interested at least just to see it okay so there is a special ed Workshop in the spring and that that's the exact data that we'll bring forward so we call it the people count the challenge I think that chica unified has is overall our district is declining an enrollment but our special ed enrollment is increasing so it is a challenge for us um but we will see so what we'll see is is our graft the the SKU will shift um and it'll make it look like our special expenditures are ballooning even more when actually it's just that the population designation is is skewed so it's all it's all good data so you'll be seeing that data in the spring okay um so the other contributions we have to restrict Ed general fund expenditures so that amount we're estimating to be 5.2 almost 5.3 million this year and then the last one we have for contributions to restricted um it has to do with title III English learner this was related to our federal program monitoring that we had this fall it was determined that one of our prior year expenditures needed was not allowed and so we're basically reimbursing that restricted program out of the general fund okay so this is just a comparison of our 45-day update that we brought to you in August and then the current budget that we're bringing to you tonight the first interim and the variants as I spoke about before that unduplicated people percentage went up by about 2.79 percent so that increased our local control funding formula by almost 400 000.

um there are some other differences but the larger one that I wanted to bring to your attention was the expenditures this is due to those Staffing increases we talked about with the covid funds as well as the compensation increase that we gave across the board there were different percentages in each Union but it equals about three million dollars between those three lines the certificated salaries the classified salaries and employee benefits but you'll notice that in the first interim we still have a change in fund balance of positive amount so that's why we felt that it was appropriate to do the compensation increase yes so I noticed in a very thick budget thing that we are it wasn't clear to me we are paying the County Board of Ed Butte County more it seemed to me and I wasn't sure for what is that striking a bell not off the top of my head but I think what you may be alluding to is um that we have students of residents of Chico Unified who attend our the lead program at the Boys and Girls Club that's run by bcoe and so how that works is bcoe reports attendance on behalf of Chico Unified because they there are students geographically so the cash from the state comes into Chico Unified and then we turn around and we pay Butte County Office of Ed to serve those students so is that where the I think the term was tuition yes okay that makes sense because I was getting confused and then there was also a notification that we had our student enrollment being impacted by Charters a new Charter a chief came on this year as authorized under Chico Unified I don't believe it's accurate probably to say that our enrollment was drastically altered by a chief coming on under our authorization but they they are at the ninth Charter that's now authorized by Chico Unified effective July 1.

yes core has continued to grow from a competition perspective but we don't authorize them but yes okay so at this point I'm going to turn it over to Jack OBS go ahead doc remember Dolly sorry I'm a master not a doctor no pretentious totally doing it I've just been waiting for a chance to say that because because it's silly just wanted to cover it um the state revenues um decreased by 42 000 I'm you probably already said this but can you just remind me again why there was a little less than what we had expected um that I don't know off the top of my head that's going to be our Lottery Revenue that we receive related to Ada okay so as as we budget a decline in Ada then we receive less per pupil or per Ada in unrestricted Lottery dollars so that means in the day we the enrollment decline was more than what we had anticipated not so the enrollment the attendance percentage so at the 45 day update we didn't um I don't think we accurately forecasted the impact of the quarantine and how that was going to impact our Ada okay so at the 40 day Mark what we had anticipated being our our not enrollment that was a misspeak on my part um but our our attendance um was was just under yeah or yeah it was off okay thanks all right so moving forward um the other piece to our budget every year is our multi-year projection really important for planning purposes so I'm noted earlier when we did the enrollment um there's also the Ada piece and so we are estimated to decline um 19 next year and 36 the following year again we're getting into that tricky part where our enrollment is decreasing significantly but because of this adjustment and attendance percentage the Ada impact is less because the hope is that next year more kids attend more often so related to enrollment we'd have decreased certificate ft of six in 2223 and an additional 5 in 23 24.

so when we look at these projections for planning purposes we certainly look at step and column for staff are changes in our stirs and Purge rates insurance and utility costs we're all seeing it in the fuel area as well the other piece we always take into account that we do have some savings related to retirees they tend to be at the higher end of the pay scale and we hire staff with less than 15 years experience coming in and right now the cola estimate it for 2223 is 2.48 and 23 24 it's 3.11 as of right now I'm sorry I have another early this is a very basic question that I should know the answer to and I feel like I do but I think I might be wrong um when we're talking about our Ada funding um isn't it typically and I know that we are in some weird years um isn't it typically based on the prior year Ada so we're talking about next year's funding or am I misunderstanding that so school districts are funded on the greater of last year or current year okay so because we're declining we're basically funded on the prior year right so I'm thinking about next year um if we are working in the hope that we'll see a higher Ada next year because we'll have less quarantines and all those things that we'll be able to fund based on next year's Ada and not this year's possibly hopefully yeah hopefully yes I am a person of Hope yes and we'll say hopefully um so here is the unrestricted side of our MIP what I really want to point out that was alluded to earlier is that funding Cliff so in the current year our revenue is 124 million and you can really see that drop down to 120.6 million and that's related to we don't have that hold harmless anymore and so we'll be funded on a lesser Ada amount but relatively speaking our expenditures are pretty comparable um in all three years and then with the cola increases back in 23 24 the revenue goes up to 124 again so it's almost current equal to the current year Revenue so it would be obviously as we said before change in fund balance of the current year 1.4 million next year we would deficit spending 3.9 almost 4 million and then about 900 000 deficit spending in in the third year so I do want to point out we have very healthy reserves um currently in the in the current year we have 21 million that is undesignated fund balance at this point after the designations that the board has already approved and I'll speak to that in the next agenda item with the deficit spending we go to 17.8 and then 17.4 in that in that third year still very very healthy Reserves so the other piece that we're hoping to get legislative help with when the governor's budget comes out in January is the stirs and purrs impact so we did have a small reprieve on the stirs side last school year in 2021 the rate actually went down which is kind of unheard of but it is continuing to grow so these are year-over-year numbers of values that we have to continue to add into our budget related to person stirs so as of right now in 2324 the rate for stirs is not changing it will stay at 19.1 which is why there's a big zero in that far right column so just want to point it out this is a real real dollar impact to our budget and one that we have to plan for every year going forward so cash flow is always important we always bring it up you can have a lot of fund balance but if you don't have cash in the bank you got a problem so there aren't any deferrals right now so we're good with that and I will say that our healthy fund Reserve has helped keep a high cash balance year over year it's pretty cyclical of when the cash dips October November always our low months December spikes up because we get all our property taxes thank you for the taxpayers and then we usually have a small spike in April and May related to the taxes as well no concerns at this point so we are required to sort of self-certify this budget and it can be positive qualified or negative I'm happy to say that we are self-certifying as a positive budget going forward so we can make our obligations in the current year and the future years so pending board approval tonight we will submit this to bcoe tomorrow for their review so next steps anxiously waiting the governor's proposal in mid-January so hopefully about a month away we are hoping for some stirs and purrs reprieve we're hoping for meals for all I'm going forward and there is talk about increasing the base rate that we're getting per Ada so hopefully those will come to fruition and as always kind of a feedback loop we're always continuing to evaluate the program and make sure that our expenditures align with our lcap goals our district prior priorities and that we are conscious of our deficit spending so after we come back from the holiday break Ed services and fiscal services will be actively starting to talk about the educational program for the 22-23 year and so we will be reviewing the coveted relief spending plan that was brought to the brought to the board last spring and we'll probably be bringing that the February board meeting with some revisions based on the program that we'd like to implement in future years and then obviously very actively watching our enrollment we had our K registration so we'll continue to watch that we'll continue to watch our attendance percentage which is probably really really more important this year than any other year because it's going to probably determine our budget for next year from a funding perspective so we'll watch those two things in the early months of going forward before we come back in March with second interim is there any questions regarding the budget anybody have any questions um I I do have one um rtk does that count as enrollment for us and attendance yes from the state's perspective TK and K are the same so we do get Ada for TK so as the universal TK is rolled out and more and more four-year-olds participate we do get Ada for those okay uh but I would assume not for the preschool no we do not that's a whole separate funding stream um based on that resolution that you passed earlier with Ted Sullivan okay okay all right so it's informational only okay no we do need a motion tonight from the board 21 22 first enter and it's been moved seconded all right so uh any questions or comments I have a comment yes please fantastic job thank you so much very thorough report presentation yeah you should feel that Jay welcome to the full you're running with some fast ponies over there okay uh what hey we may need to play the ponies you know things get rough you know okay so um we have a motion a second any further comments all right all those in favor of approving the 24 and 21 22 first and around budget hi all right all right okay yes Madam president could I ask a quick question the governor's uh first budget comes out in January is is it April before we have uh our first update so the governor comes out with his proposal for the 22-23 year in mid-January then we come back to the board in March with the second interim budget for the current year and then the governor will come back in May called the May revise with kind of his final revisions related to tax revenue that's been collected and we use that as our basis for the next year and the legislature uses that to pass the state budget all right so we move on to resolution 1565-21 committing fund balances and Jacqueline you're it again yeah so several years ago there was the state public school stabilization account was created at the state level it's essentially reserved for the state and part of that was if there are four criteria that are met the state is required to put a deposit into that account and according to all indications that's going to be met this year so the irony in that is that they the state is going to be putting money into this Reserve which triggers language that says school districts cannot have a reserve greater than 10 percent so of their assigned and unassigned So currently the district has 17 percent in our Reserve so one of the things that local school boards can do is commit which is the most restrictive action that the board can take fund balance for specific purposes and so those dollars can only be spent on those specific purposes and then that those dollars are then taken out of the calculation for Reserve so before you this evening is a resolution for uh 14.5 million to commit for four different areas to basically help us to earmark those dollars for the challenges that we have ahead as well as get us underneath that 10 percent Reserve cap so what are the four I can certainly read those so I've got four million set aside for our stirs and pers volatility going forward five million dollars for enrollment and attendance volatility 1.5 million for the transitional kindergarten implementation and four million related to unexpected and increased costs in our special education program this is basically a protective shield yeah correct yes all right thank you oh I didn't have a question I was just going to comment you know when when this thing passed the legislature the the idiocy of here's your money but if you save any of it we're going to take it away I just I mean the political deals that were made to set this up are Criminal I have a question end of comment I have the question of our presenter um so the decision to split the this money out the way that it has been split is based on previous circumstances or some kind of Trends or what is how are those dollars determined because person I mean actually I guess it'd be more discussion time for me to say what I would personally feel but that yeah so that's my question these are identified as kind of very large areas of volatility right which is why you have fund balance to to be able to weather the storm and volatile time periods so in looking at these areas we know that transitional kindergarten is going to be fully implemented in the next four years and so we're running into facility challenges with that the Staffing with that so money was set aside in order to accommodate for that should we need to dip into our reserves and be able to fully run that program the stirs improves volatility again is if the state kicks in money that relieves us as the local Lea from our rates increasing if they don't do that our rates increase and then that is part of our budget on an ongoing basis yeah I guess that was kind of my question is why we would put so much to stirs and purrs and maybe not as much to TK or even our special education program um I guess I'm just curious about the decision making process in in how that was allocated among the farm not I'm not I have no problem with the four criteria and I'm open to the board if the board wants discussion and wants to change the amounts we are certainly I guess I'm just wondering if I if I do want to like what was the process behind what how you came up with those numbers a lot of it was just estimation what's the impact and going out I look at I typically look at a multi-year projection so I'm looking three years out and so if our steers and pers liability is one to 1.2 million dollars every year I took it out three years and rounded up and same with our special ed our increase typically is about a million dollars a year or so but with our person stirs rates going up and compensation increases and stuff just being more tenured um again took it three years and rounded up okay thank you that's what I was looking for my understanding is these are effectively still reserved by another name that we just earmarked them for specific categories so basically restricted funds now yeah so there will be when you see our financial statements they will be called committed fundance versus right now um basically they're all in unassigned other than the action that the board has already taken like the additional two percent Reserve but they're still Yes they're still part of our Reserve they're just named something differently right Madam president might be recognized yes I think this looks like a level-headed responsible approach to all this um you know we've got sort of um one do you got your wants and your needs I think and you know respecting your stirs and pers volatility is is an as a need not a want you know it's it's a necessary planning thing um and then also in that category I think is planning for attendance and enrollment volatility and also in uh I think in that category maybe to a slightly lesser extent but you get into legal liability unexpected increased costs related to the special education program those are really really important security for the district things you know and helping out with transitional kindergarten implementation is on our wants list compared to the other three things I think on this this little breakdown and you know it's also the one that we're spending the least money on in this metric and so I mean I think this just seems like a really responsible way to spend this money all right so uh there's no comments from the audience questions oh yes Kevin I just have a question if so like with the stirs volatility because we all know what's going to happen if if this gets earmarked for that and let's say the the stirs contribution goes down can the board re-earmarket for something else absolutely so this is the most restrictive way to earmark fund balance but as it states in in the resolution the board takes action to commit these but the board has to take action to uncommit them in totality or to adjust them in any way so if that is the case then I would come back to the board taking off the stirs part should that be necessary but it would take board action to do that Kevin for all right so uh Madam president I'm sorry oh please come to the mic and give your name no hi I'm Jessica hunt and I am actually not speaking as the PTA rep I'm going to speak as a parent of special needs and one of the things I had to ask um that money that's being set aside cannot be used for Staffing yes absolutely so anything related to the special education program okay because there's a desperate need for Staffing and I know you guys know that but I don't think everybody knows how bad it's impacting our kids um my kids have lost AIDS being transferred out to cover other one aid went to go teach at Marsh which is great and Diane knows all of this I just want to let you guys know that this it's it's serious there's a lot of transition in that for a lot of those kids transitions really difficult for them so you have an aide that's been with them for a couple months and then is gone they have to make new Trust Bridges with somebody else so thanks yeah we've struggled for quite some time to hire sufficient number of AIDS we have a lot of open positions we recently recently negotiated with csca to increase the starting pay and that has turned around I mean as of today I know Diane was in interviews all day so it's turned around our our sum of our issues substantially so clear and Gem and all of his crew we did some work together to um speed up some processes by spreading some duties and we were able to move up interviews for AIDS we did interviews on Monday and today we interviewed 30 uh 28 people for 30 positions and so we filled all of those positions today and so those were those are positions that were open through covid because we didn't need people a lot of things fell away you know how hard it's been to get Staffing now and so I'm very excited thank you to your team that we were able to fill many many positions also I want to shout out to Jay and Jim and our whole ed services team we've been working with Chico State yeah and um have done some job affairs with them and are starting to recruit directly through Chico State and so Jim and Jay in particular got that going so we're we're starting to look ahead we're starting to get excited about the possibilities I do have a question that you probably could answer Diane or or the cabinet um with so with this influx of applicants was it directly correlated with the fact that we increased the starting pay absolutely and what was can you share what that change was um so yeah I can so for example instructional AIDS we moved starting pay from step one to step four and it's about two and a half dollars an hour more so we we started we were in competition with fast food at step one but we moved significantly above that and so we were able to get um right away significant numbers of applicants in immediately so it helped greatly that's awesome so it is good to note that that a little bit higher pay is going to fill our I also want to thank Diana and staff because that many interviews and successful hires and that a period of time is huge just huge and I do want to say that they were all qualified we went through the real process not Jay's process it and and they were all really highly qualified and we stole from some Charter Schools we stole from some agencies and some other places that this is just what they wanted to do it was a really really good sorry Jason said that all right hahaha my boss sorry congratulate really that's just wonderful news that's announcement worthy day and come on I'll just throw out there too I mean it's important for special ed but we also did significant um applicant pool for our custodians too which is has been huge we've been chronic shortages of custodians so good good and all fronts but I want to say you see what you started by getting up and making a statement that's your reward thank you that's all of our Rewards you gave us a little kick okay so um resolution 1565-21 we have a motion and a second I'll move the adoption of presidential 15 65-21 all right okay all right any other comments um I have a comment I'm just I I'm tempted to I don't know I guess I guess I'll just actually shut my mouth and just trust Jacqueline's judgment that's what I think all right so all those in favor say aye aye all right thank you Jacqueline saving our money okay so now we have the I'd like to make a point of privilege a point of privilege oh could we maybe take a five minute break please yeah thank you yeah all right five minute break enough we are back in session after uh slightly longer than five minute uh recess and we are back to the updated board bylaws and so um they are sequenced by being updated by being new and then again by being updated so um is there a particular policy that anyone not a president I'm sorry point of order yes we had tabled our previous discussion regarding the agenda to this point right we did except in discussions with Eileen she's thought and I thought we had actually pass the two proposals that we had no what we tabled was the discussion about um the timed items for our board workshops okay yeah so we had moved that to this agenda item I always want to clarify if we're going to do if we're going to address that after the board by laws we didn't specify at which point so Kelly when you when you came to me there's not none of the quote unquote policies here address agendas no so what I had asked Dr Kaiser if they would consider going ahead and going through the updated board bylaws the newborn policy and the updated board policies and then uh returned to the discussion about the agenda format and that way we can have staff and those that are waiting for to answer any questions you might have a board policies uh release them to go ahead and go okay and some of these reflect legal obligations the first one for example electronic communications that's the Brown act so they're extremely deliberate in the statements to make sure that everybody is aware and paying attention to the law so what I would suggest is how we have done the process in the past is that we ask if there are any of these board by laws policies that the board would like to pull and discuss further and then we would pull those and then pass the ones for which there's no discussion or no concerns and then come back and go in numerical order for the ones that were pulled well I'm gonna pull uh 90 12.

second nip okay so we have a motion in a second any discussion okay seeing none uh all those in favor signify by saying aye aye aye aye okay pass this five-year-old so the question I have on uh 9012 is about electronic communications and it's specifically notes on um Communications assets that are purchased or provided by the district like if the district was buying your phone or your computer and it says that if it's not on a district one you need to send a statement to the district communication systems so does that mean you have to use the laptop that District gave you to send the communication about you had a conversation now it means you need to use the district email so uh anything District email anything you use through the district email account then we can access and if there is a public records act or a subpoena then then we have that okay that's that's really helps with the clarification thank you okay that was my only question does anybody else have any other questions about this no I move approval of um 9-0 was it one two but I know one too okay second there all right second by Tom okay all those in favor aye aye aye aye all right thank you okay so now we move down to um zero four seven oh the covet mitigation plan and Matt thank you um yeah I think this thing is um just very over prescriptive I would personally um either eliminate this policy entirely or make it a very non-specific of what we will do if the law requires us to do something by all means we should go ahead and do it but I don't think we need to write a you know several pages of steps for ourselves um you know creating you know or or validating uh Etc just all these hoops for our staff and everybody to have to to jump through um we know that our community hates a lot of the things that are in this I mean certainly not universally there's different different opinions but we've heard most loudly from our constituents who you know hate things like um associated with the vaccine and testing mandates people don't like the masks you know if there's a law there that we need to abide by let's abide by it but we don't need to be spelling out in all this detail what we're going to do and how we're going to do it Kelly it's my understanding that these generally come to us from [Music] um legal uh opinions from so just as clarification our board policies come to us from California school boards Association they have a program called gamut and what they do is they go back and update policies when there are changes to law when there's been court cases that may impact things that are related to education so you know Mr tennis is accurate these the vast majority of this is a reciting of egg code these are laws that are in place regarding to covid that you know we will do whether or not they are in policy if it's Ed code we have to do it anyway but this does make it very clear you know what those expectations are I mean yeah my comment I I did go through and review this um quite closely to make sure that there wasn't something that left um our options other than following the law in question and I don't see any of that and I do believe that it is important for our own ability to um State why we are doing something that to not do it the way we're would be against the law that this is only lawful orders and I think it's important to have that in place as our backup so that we don't have people questioning why we're doing something we have stayed so closely aligned with what we lawfully have to follow that I think it's important for us to continue to state that that's where we are we are only following the law all right anyone else would like to comment um I was a little confused because I didn't know if there was a motion on the floor but um uh I just if we're commenting um what I think is beneficial about having this document as a board policy is that it does break down the Ed code and the government code into bite-sized pieces and just outlines you know where why these basically gives justification of why these are policies and then if anybody wants to get into the real legal jargon they can go see those policies rather than just say well we're following the law and that's what we're doing it helps to see It'll after after the strikeout stuff will be taken out it'll be about a two and a half page document if I'm reading through it correctly I am so I don't think it's too heavy and I think that it is helpful for our public who doesn't necessarily want to dive into the law or take us at our our word that we're following the law so so you know it it's fine um but that's just my interpretation here when you when you contrasted your um what we appear to be about to do with the alternative philosophy of just telling people well we're going to follow the law and that's what we're going to do I got this warm fuzzy feeling in my my insides like that really is about what I would like to say um you know I mean the posture that I want to have with respect to the Newsome Administration and cdph at this point would be that of a you know angry offended turtle that would want to pull into its shell and um you know just just go about our business focusing on what we should be focused on which is giving the kids the best education experience that we can and not letting ourselves get into trouble but also not being all gushing out to the world about you know all these Myriad steps we're going to take to you know bow down and kowtow to cdph and Newsome and honor every single thing that they say the way that this document does so maybe that gives a hint of where I'm leaning on this this issue my contextual framework and I've I'm quoting Kelly now that we'll not go above the law but we won't go beneath it in terms of what's obligated for us to do and I think it's fair for parents and students to see where that direction comes from because I think a lot of times it isn't clear to people and um again these are obligations that we Face legally so I'm in favor of letting them to be able to read it themselves see what the direction is and then in fact the letter that we sent said basically in the letter that the yeah the one from the superintendent of the Butte County offset is basically let people know if they disagree about who to approach about changing it because these aren't within our power to change so I think it's it's fair that people see the direction know where it came from and then they'll know where they would like to Place pressure for change that would be my context so any other further comment anyone okay so we have the updated board policy zero four seven zero yes Eileen I'm of approval all right emotion um can I get a second sure I'll second that one too okay all right time seconds so all those in favor please indicate by saying aye aye ask for nose okay all right thank you Okay so now we would go back to item 4.6 Madam president yes that's the discussion I I I would motion that we table that to our next board meeting and have it just before items board member requests for agendas I have a question about um when our our next Workshop is and I don't have the schedule in front of me February 2nd gotcha so we we would be able to have this discussion before the next board Workshop this action got you yes okay so just it might help for clarification it certainly would for me is um what we're considering between now and then is the impacts of a timed agenda is that is that what the discussion is um we had a we had a motion and we had a second and then it got tabled and actually I don't know I don't know what the Rules of Order are at that point actually now we have a board memory request to move it to be agendized items to move it to a Time certain which is the next board agenda just before board member requests to agendize an item that would be uh January correct yes January okay do I have a second on that yep I'm going to second that too whenever you put in front of me okay so uh we have a motion uh uh to table to a Time search the table the the table of discussion of a time a agenda for workshops uh to January the 17th second yeah why are we tabling it [Music] why not discuss it right now and I think there was a lot of good discussion originally and I can't remember half of it quite frankly I'd like to come back when when we have a clean shot at making a good decision on this issue and it wouldn't be implemented until the February Workshop anyway so we I'll just say that Caitlyn has snow on the ground and no power at her house so and and I probably a child that's sleeping at daycare right now the only thing I would say is then there would not be a change in the layout and it does not sound like you wanted that anyway other than the removal of the negotiations item for our regular agenda it was never it was never going to be the regular gender but you are correct yeah what was there was two there was two changes we made what was the second change the negotiation to remove it and to provide clarity as to the start time oh right gotcha um would this be a point to say I think that we should use Bells instead of red and yellow paper for our speakers what that was another thing I was going to bring up for our for our meeting policies but yeah don't see right right I mean I don't know if that needs to be something that we like actually put into board policies we can take care of that Jim Jim get a bell okay it helps me you're like okay did we did we vote did we vote the table yet okay we're on we got a second well it goes to January 17th sorry we got a sec we have a motion and a second but we haven't voted yet no we haven't voted yet okay so the the motion was to move the discussion of a timed agenda Workshop to January the 17th 19th all right yeah yes thank you all right any further comments okay all those in favor aye aye okay so are there any items from the floor um Madam president there's informational number two oh I'm sorry and since that was my request when I was um still board president I'm asking that that also be not dealt with tonight but table to ask for a written I mean I'm I have notes what I was going to say I'm sure we all do if we could just share them with Erica so that they can be published with the next agenda and not take up time if that's agreeable I think we have to I think we have to actually approve that change so we need a motion in a second I think yes for that I put it in the form of a motion to table um I'll second to a written report at the connected with the the next uh agenda statement what's that report yeah do I have a second Tom Caitlyn did yeah okay huh okay my mistake any other comments all right all those in favor of moving the information obtained from the sessions at the California school board association annual Ed conference to a written statement to be presented January 19th correct that's correct all right signified by saying aye aye aye all right okay items from the floor we do see nobody raising their hands Okay so then presented um we've agendized uh two things for the next meeting uh anything else any other yes um I I would like to request information about our bus fleet about our bus fleet um so just updates bus bus fleet a fleet of buses oh Fleet of buses oh my God uh if I Tom no Bob on to Ferris did a report that I saw float through just recently it was when we were acquiring another electric bus that gave the dates and mileage of all of our buses so I could be more specific or a little more detailed and just if there if there wasn't included in that some of the information that was shared tonight from our speaker from the floor uh Mr Keane about where the buses are being allocated and to whom and um how how future spending is planned for our bus fleet for updates to our bus fleet to make sure that that we're making Equitable progress to our um improving our bus fleet I thought that was part of the report that I read if not I agree I thought we just got it though is it um Fair uh to ask that for January 19th or I don't think it has to necessarily be January excuse me we can work with the board president to schedule that at an appropriate time but if the information is available we'll certainly want to get it to you as soon as possible okay thank you okay okay any other requests to agenda is an item oh okay second okay all right any other discussion on that one all those information all right yeah Matt did you say thank you I couldn't look I was coughing too much okay we are ready to adjourn hip hip hooray

fall activities awards um this involves wrestling cross-country football volleyball and girls basketball um yeah so normally excited we're ready for christmas break i know the kids are and the teachers are as well um they've worked hard this year in their uh athletics and their academics but uh hopefully we're on our best behavior today please be respectful hold your applause guys until you know the whole group is up here okay um if they do receive an individual award that's fine go ahead and cheer them on um but i know everybody here and the sixth graders you guys kind of get to see what's going on for next year okay all the activities that these kids are involved and you're gonna see how many kids are actually participating in something and we know for a fact and i know we don't have our scholastic awards we get those at the end of the year but every year we're pretty distinguished about academics and the groups that we have that are performing you know athletically as well um so that's that's important this is something extra it's extracurricular we get to do it it's a privilege um so before we get started i just want to thank all of you guys supporting us give us this opportunity to get to coach you guys it's been a lot of fun uh but we're gonna start with wrestling and coach vader linden so let's give him a round of applause [Applause] hey good morning merry christmas happy holidays enjoy some time off and enjoy doing some great things with your family and friends if i could please have our five managers come down real quick we're going to start with those introductions while they're coming down just a little bit about our season we had a great season we had great numbers of young ladies and young men part of our team uh did a lot of things in second place in the largest middle school tournament in the state the burlington invitational birmington classic uh we took third place in the league we also took a second place in the rossville tournament which is kind of our mini state tournament and we also did something different that we're looking forward to doing next year here we actually went to uh on a monday night on a monday afternoon and we got to wrestle for an hour in front of the entire student body and for all the wrestlers that were there it was crazy it was crazy and to not be liked by that many people when burlington came in uh it was crazy it's not that they disliked us because they were behind their team and so i'm hoping next year seventh graders and sixth graders take advantage of that because the plan right now is to do the exact same thing right here in our gym about a year from now these managers were important to all the things that we do and i want to recognize them our managers this year brianna blair cameron davis evelyn monismed alexa ratzen and natalie stratton give them a hand [Music] this is one of our largest groups that we've had so far we're excited wrestling continues to grow and these girls did an outstanding job we had thanks to coach caldwell coach whitworth and coach anderson we were able to do something we've never tried before that was called dual sport where four of these girls got a chance to do both and try both our dual sport girls this year were eaten codney paige ferrara bailey hayes and patricia slaughterback [Applause] and then our full-time girls wrestled full-time wrestling with all the tournaments our full-time girls this year were bohannon naked getaway duvet myers adelia riggs corrid bowman and alex martin [Applause] [Music] [Applause] what's exciting is three of those girls out of our ten girls this year we're eighth graders the other seven are seventh graders so we're hoping to have them back as we continue to grow our girls wrestling program throughout the middle school and the high school now at this point it might get the seventh grade boys to come down and stand to my right please this group was not a real big group in terms of numbers but they definitely produced quality wise and had a lot of great performances our seventh grade wrestlers this year playing in hoper logan turner conor west and zane whitaker [Applause] we're hoping this group continues to grow we know they will tradition kind of shows that we get a smaller group when they're seventh graders and then they get a chance to talk about it and bring more along and hopefully they'll have the great leaders and bring along a lot of sixth graders with them as well my last group to bring up as i could are our eighth grade would come down this group was a great group of leaders um they along with our growing creators glenn by example they've worked hard they competed hard uh [Music] everything we asked them to do they would do which was awesome and not only that they let us on the mat but they let us off the mat in terms of the things they did i want to recognize this group it's a special group of kids they are kobe anchors eli grow coleman hazen ryan hoyt kaiser lehman jake weiser owen mccarty bowen mcintosh jesse milner tristan palmer grady pfeiffer camden plumber and lincoln wright that [Applause] our last group to recognize are some special award winners it is very difficult to be a league champion in our middle school league and often what we find is out of our league people who are able to place in the top three go on later into high school if they continue which i hope many many many of them will as they continue to wrestle they find themselves on the league podium in high school but many of our wrestlers from the pioneer league and when i say many truly many many of them find their way to the state podium from a wrestling perspective we had two girls pioneer league champions they've become our third and fourth of all time if i could have corinne and adelia please come forward [Applause] and on the guy's side our league champions this year jake wiser and lincoln wright [Music] what's exciting our girls were both first-time wrestlers so they came out and were league champions jake finished third as a seventh grader lincoln last year he didn't might be talking about it but lincoln as a seventh grader lost his match it was a tough match against an eighth grade kid lost in the last 15 seconds as a seventh grader in the league championship and i know one of his goals this year was to get back and become the league champion and he did that he dominated in fact he had three first period pins for his league championship title congratulations [Applause] and that is our group i'm super proud of these kids and i hope they have a merry christmas and a great 2022.

uh all right time is 701 we'll call the meeting to order welcome everyone we will start with our roll call please we have a quorum thank you very much next item is our pledge of allegiance be all withstand i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you mark welcome to the public especially individual welcome to you justin thank you for joining us and thank you for everybody that's joining us through youtube this evening do you have any public comments no all right easy enough we'll go on to the correspondence and that's probably getting passed around is there a correspondence no no all right makes that easy next time is our consent agenda if everybody's had a chance to look at the minutes and items on the consent agenda a couple things of note for the personnel um we did get a late resignation from francis esselmeyer who is a bus monitor so that's going to be a vacancy that we need as a bus monitor um we also got two extracurricular assignments tim barbie and doug van hoss to be the um the track coaches other than that i don't think that there's any changes really to the um consent agenda so the administration recommends the board approve the consent agenda is presented i have a question about the financials okay um was your credit card charged twice for that place it's got double charge in the report here at the convention i don't know but i can look into that there was a credit on the on the uh expense items for it's a double charge i think oh yeah it was double charged correctly two items i believe yeah okay that was from the chicago trip any other questions comments concerns restaurant but that's the only one i saw i saw two of them they were in the original packet duplicate payment hardware columbia there was a 67.96 page number is on page seven okay yeah it's a duplicate payment for ace hardware and then i thought they were i ordered nothing from ace well not exactly anything against ace oh there was a credit yeah 67.96 a for duplicate payment so the credit maybe the duplicate payment was the month before i saw two other difficult payments as well well when you find them okay let me know and i'll get julie to run those down mine's page two kim okay page two you said yeah page two okay okay any other comments questions concerns with that i'd make a motion to accept the consent agenda as i stated i'll make a motion yes perfect on to our communication reports and presentations like the enrollment report is in the packet any questions on that run right into our administrative reports our building report i think our special education director is joining us this evening welcome thank you um so this year i feel like it's going very well um i think part of that um is last year even though we were part-time and not in full-time huge effort was made to get our kids in early as soon as possible which kudos to teachers who said we want our kids in we'll figure it out we brought two kids in at a time we did this we did that but with that being said they got them in pretty quick and i think this year it was kind of like the kids were just like oh we've already been doing this we're all good you know so i think that helped this uh this year just transition pretty easily for our kiddos um you know talking to other directors i all i have to say is i we are blessed in this district there are so many school districts who cannot fully fund or staff their their buildings missing school sites missing speech and language pathologists happy to report we're we're all covered so that knock on wood that no one leaves us but we're doing good um so grateful for that um the other thing that i'm excited about this year that we've had to cancel for the last two years is our ace olympics that doesn't happen until april but i don't know if you don't know what that is it is our version of special olympics for our students and also students in four other districts so we have about 125 in the past student athletes who come and the really cool part is we get our gen ed athletes involved um and they just it's just such a cool cool event so i will keep you updated um when that is going to be set for sure but it's typically at the end of april love for you guys to come by and see it it's just really i mean our gen ed kids get as much out of it as our other kiddos would you agree with that absolutely yeah it's pretty cool i've hated to cancel it for the last two years but i think we're gonna make it roll um this year we should be able to do that so um so i had invited chelsea to kind of highlight our high school program and it was kind of cool timing because i was reading over the school improvement plan and a lot of our goals is to make kids independent help kids be lifelong learners help students get jobs and learn how to have jobs possibly college she does all that at our high school level which is kind of good timing so i'd love her to highlight a couple of our things that we do there okay i'm chelsea adair i like she said i'm the high school transition teacher and co-op teacher i do teach a lot of cross-categorical classes so therefore a lot of my students are self-contained as well and some of them are resource students so with that we do a lot of community skills training um we go out into the community quite a bit this year last year we weren't able to do any of that so i did see um a little regression in my students because they weren't able to go in the community and get that authentic experience like they had in the past so now we're reteaching some of those skills and adding on to what we do know and we're able to go in the community and get those authentic experiences the community responds really well to us coming in there into different shops restaurants all of that the kids love it as well we've also partnered with a lot of agencies in our community such as hss human support service out of waterloo there the students go in and they do work in a pays lab which stands for practical assessment exploration program they're learning lots of vocational and life skills um they're doing task boxes to learn those skills that they need for independent living we also partner with the ymca where they get to go in and work with a program called teamwork at the ymca they're there learning just new hobbies interacting with peers and then we also partner with mers goodwill columbia school district actually has a contract with merge goodwill where they'll hire three of our students after they've gone through a job training program they'll hire them and pay them i believe it's eleven dollars an hour and we currently have one student participating in that next investor we're going to have two students participating and what they do is they sign a contract with us i do a lot of the training on top of some of the work that merch goodwill does is as well and then we get them hired on as custodial positions they could work anywhere in our district but right now the only interest is custodial if there was anyone else interested we could also train for other positions anywhere in our school district we've also just finalized a contract with mac medical and we're going to have two students employed at mac medical getting paid through the mers goodwill program but we also receive outcomes through a division of rehabilitation services um whereas where we get some of our funding for our step program um that's about all we got going on working for us over the summer yes through the custodial program yes we had three working this summer and they were all getting paid through moore's goodwill yeah and so that was nice our custodians really enjoyed it because a we had kids learning job training skills b they were getting assistance unloading the rooms and everything like that and then with the doors program we get clicks for how many kids we have working and so then next year we get the same amount of funding and so it's a it really is a neat program that that that you can build on it and i really appreciate everything you've done for building that program so thank you thank you can that be expanded like with local businesses yes it can yes i'm looking to partner with any local businesses that are interested in having any students so um and my co-op work experience class is where they get the training from me how to get a job and maintain a job um and then once we go from there we do on-the-job training if needed we're able to send out job coaches to drain them to train them on the position and hopefully fade out that support to where they're working independently but yes we're looking to work with anyone in the community for those positions what type of hours would they be available um we do block off two hours during their uh school schedule if that allows some classes can't be arranged so we can't allow that but we do require that they have a minimum of 10 hours per week so they're able to work any monday through sunday 10 hours per week but it does have to uh kind of coincide with what they're doing in school like they can't work too many hours where it's interrupting their school learning interesting questions good job awesome thank you very much for that all right our next item is our assistant superintendent's report so um we're still doing the power standard review and helping that to build our curriculum maps so hopefully i'll be able to start bringing you kind of some rough draft versions of where we're at with that um but i am excited we have started now um the math curriculum review committee and so we are currently looking at what our math teachers are using in the classroom and do we want to continue with what we're doing and just make some improvements or do we want to find some new things bring in some new resources so we started the committee meeting yesterday had plenty of volunteers so it's 13 teachers from across the district in k 8 and then we have an additional high school teacher that is represented so that she can make sure that she feels like it's coinciding with what's going on through the high school and so yesterday we started building what we thought as school employees and teachers were kind of those must-haves so we can start building those rubrics and then today we sent out a parent survey um and i just checked before i came in we already have 127 responses to that parent survey so um i'm thrilled we're going to start over break i'm going to kind of desegregate that information and then share that out with the committee again when we meet again in january and build our rubrics and start evaluating some different things i know everyone was in agreement that we need to figure out some differentiating and some ways to challenge our higher students and we do a lot of great things for those struggling students in our classes but needing to challenge our higher students is something that we really want to look at and start working at and so that's definitely one of those key components on the rubric that we're going to start working on so kind of our timeline as we work through this i said we started before we left for break now and then by may i'll be able to bring to the board meeting for you what the recommendation is from the committee to kind of get your blessing as far as curriculum wise for us to continue on with next year and then that will allow us to start immediately providing professional development for the teachers so that they're ready to roll as soon as school starts in august any questions about that sounds great though that's exciting i'll say and then the other thing i wanted to add in kind of personal is i just wanted to thank you guys and appreciate the support and the understanding for me kind of missing out um on you know our last couple of board meetings i i greatly appreciate that sugar can tell you i was worried and thinking about you guys a lot and and that um but i appreciate your understanding and support so thank you guys thank you not to the big dog report um i did send out a letter home today regarding this tick-tock nonsense tick-tock challenge um the nation is expecting possible threats at schools um we didn't get hit too hard with the devious licks and i think a lot of students understood the seriousness of following social media so i'm really optimistic however we did meet with the police today in our administrative teams to go over our plans make sure everything's up to date even though it's supposed to be children making these threats we're going to take anything that gets said seriously and um and deal with it accordingly at this time we still don't have any threats you know it's just i wanted people to know that you know should we have to close the school down or you know the concern is is if you're looking you might have to send kids home early you know as you're as you're exploring this and and so it's um it's just an unfortunate situation that's i guess part of having that social media account so that's the first thing the second thing is the covet update test to stay is doing very very well i will say that we are currently struggling with a if you are a close contact you can test to stay and be at school however if you're at home even if the family has multiple levels and keeps the kids away from the sick individual like let's say that i was sick and my brother you know i'm sick so i'm staying in my bedroom my brother's on another floor not near me at all it's still a household person and so you can't test to stay you have to quarantine them or isolate them from schools that's not the standard that the health department has but it is the terms that the health department wants the schools to use and so that's been somewhat of frustration i just want to explain that if there is someone sick at your house you can't test to stay at this point in time um i did attend a webinar with i'm going to say it wrong but i believe it's pronounced ziki she's the idph director and she sounded like mid-january changes were happening which part of my brain said well that's right getting ready for the primaries however it's also after the cold and flu season and um and whatnot and so she seemed like mid-january might be some changes they want to see how it goes through the holiday seasons she did reference a few times the boss and and when she was referring to the boss she was talking about the governor who is in from her stance is calling a lot of the shock shots so uh politics will probably change things but right now we are still dealing with the covid situation that brings me to the lawsuit judge rayleen grishall is hearing the case in sangamon county it got moved to sangamon county when all the other school districts got added judge raylene grishau is hearing the case they had a status report a status meeting either today or tomorrow there's been a bunch of emails going through on filing of appearances and whatnot as i said before lawyers move at their own speed and state lawyers move at the speed of sludge it is still moving um but ever so slowly no offense to lawyers um those are really the key things i was hoping to be able to say you know we'll have a nice quick meeting and we'll do happy holidays but there are some personnel things i want to talk about so i do have to have a closed session today there's no action coming out of closed session but there is just some things i want to make sure you're up to date on with personnel that has occurred today so other than that happy holidays because our next meeting will be actually next year so any questions uh to add on to your start with this tick tock uh challenge or whatever it is a felony to call in a threat class iii felony and the district attorney says that he will prosecute to the extent that he can because it is a serious situation right so we need to convey that to our children i think that would help too so it was a very serious matter perfect any other questions comments move on for items for action the first one is to approve the public posting notice to sell our school buses we discussed this last year i did not get official permission i do not believe to sell the school buses i now have a gov deals account um and i've got a webinar set up with my sales rep on how to upload the the buses uh mr um lake is getting me the sheet of information about the buses and i'm gonna go out there probably tomorrow and take some pictures so that i can upload those next week but i i need your permission to actually sell those buses on gov deals and so my recommendation is that you allow me to sell the two buses as we discussed previously and i did a little research myself on there's three basic forms that public entities use to sell buses and assets this gov deals public surplus and purple wave the purp wave is open to everybody the public surplus and gov deals are only for municipalities gov deals is averages 22 percent higher than public surplus does and has a longer contract concentration in our area so my recommendation to chris was to perform the gov deals basically i think the prices we were going to get was a thousand dollars for one and nothing nothing so the small bus average selling price is 8 on there so versus nothing however we do have a possible head gasket issue so that has a duramax 6.6 liter diesel in it which are known for bad head studs so they put arp head studs we do that in our buses so there's going to be a repair so that might not be the average we might get a little bit less but i think it's worth worth going that was still the bus that we were going to get zero for correct right right so i i my prediction is going gonna at least get half of that so i would think it's gonna get around four um the others are um really it's it's a great engine in it but without air conditioning the market is there's there's a lot of them but i think we'll do much better than a thousand personally so but i think this is the most fair way to do it it's it gives us the most attention of the most most uh advertising on them so so would anybody like to make a motion to list our buses for sale on gov deals i'll do that thank you tyson for a second okay i'm sorry another discussion like i went right into the motions so okay perfect all right emotion in a second um this isn't to spend money so we can just do a ina i've seen so all in favor any opposed any extensions matter carries all right next is our approval of the early graduation for students and this is a yearly action item we've got four that will that have made the the standards for being able to graduate and so the recommendation is for the board to approve the four students listed for early graduation permanent recommendation all right perfect motion two approved or second second tax in seconds all in favor aye any opposed and abstentions perfect question carries all right item c is approved by our holder horticultural production and management course for proposed 2022-2023 yeah this would be open to juniors and seniors it does come with swic credit so it would be a dual credit class the recommendation is that we approve it as presented so that we can see if we get enough students to sign up we do believe that we'll have at least one section of it based on kind of our ag program and what um the students are talking about so questions on that one right now entertain a motion to approve i'll make you that motion scott beat you up he did it all right let's go make them emotional here a second second thank you lisa all in favor all right any opposed any extensions perfect margin carries will be listed in our curriculum thank you all right item d is the proof of our intergovernment mental cooperation agreement with southwestern illinois college involving the running start program and the dual credit courses for the 2022-2023 school year yeah and this is one of those yearly things i like that we're doing it nice and early this year um we just approved a class that would get sweet credit this is the second part of that the recommendation is that we approve our partnership with swic we're in our governmental agreement do we have any um students that are participating in the running start right now we do yeah good this might be the first year maybe last year was the first year for someone i don't know good all right anybody like to make a motion to approve or answer any other questions i'll make the motion thank you save me thank you all right i made a motion do i hear a second a second 10 seconds all in favor all right all right any opposed any extensions all right i know when the emotion passes item e is our approval for the school improvement plan yeah um yearly you usually have a school improvement plan where we look at um our test scores we set a goal for the next one we look at a lot of our our initiatives we weren't going to do it this year because we need to kind of reboot and restart with the state testing the state test was not given during the year of covid the 2020 year and in 2021 they gave it but they said don't look at the data so for the last two years we really haven't had any of the metrics that we normally have our goals linked with and so i thought well we haven't you know there's no way for us to come up with a goal because we're not using the data however we do get a grant for our middle school because of our iep students that were identified many many years back as soon as they start looking at the data again we will no longer qualify for these funds but we do currently and i want my funds from the state when i can get them and so i need to submit an approved plan and so what i did was uh working with alissa there was um last year's plan that you approved and then alyssa can talk about any minor changes that she made but really i don't think there were anything the key thing is i need this to submit to the state for the middle school grant that i've got um next year you'll see an a more deeply thought through school improvement plan this is i'm just gonna be honest with you more of a procedural bureaucratic step so what's the amount of twenty thousand dollars enough to approve the to the plan to actually write one any questions discussions concerns that entertain a motion to approve the school improvement plan as presented i'll make a motion to approve the school improvement plan thank you andrea second go ahead lisa a second at least a second all in favor aye any opposed any extension motion passes f is the approval for the 2021 tax levy yeah last month we discussed the um the fact that we are extending um for an amount of money more than what we got last year every year you ask for that more money um and it's a 4.95 in the extension uh there's been absolutely no comments concerns or anything from the community um me and miss lambert spent many a day talking about tax levies but uh that aside there's been no nobody saying that we shouldn't be doing this or that there's any problems with this so the administration recommends the board that approves the the tax levy and i will then have it filed with the county before the end of the month any questions comments but then entertain a motion to approve the 2021 tax levy i'll make the motion thank you tammy go here a second one second right second thank you very much this is a money one so would you need a roll call vote please [Music] all right item g is the approval for the first reading of the board press policy issue 108.

2021-12-17 Bartholomew County, IN YouTube / Bartholomew Consolidated School Corporation transcript source: youtube Columbus East vs Columbus North Girls Basketball (JV & Varsi… · passage 1
oh so good evening ladies and gentlemen and welcome to tonight's live stream here on the bcsc youtube channel we are live here once again at columbus north high school for the crosstown showdown and girls basketball we are about six minutes and 30 seconds away from tip off here for the jv game and varsity will follow that so we are grateful to be able to bring both games tonight and we want to give a big shout out to our sponsor force construction for sponsoring all of our live streams this year we also want to thank you guys for tuning in at home it's a crosstown rivalry week so once again we've had swimming and congratulations to the east girls swim team and the boys swimming team from columbus north as they picked up their wins earlier this week on tuesday and last night we had the crosstown showdown and wrestling congratulations to the columbus east wrestling team as they had a big win over their crosstown rival the columbus north bulldogs and we are set for action here tonight for girls basketball and to finish the sh the rivalry will be uh live at columbus east and the gym over there in the orange pit for men's basketball with jv and varsity the fans are slowly but surely filling up here as last year we did not have that many fans so i'm anxious to see how many fans we will have here tonight at columbus north and i wonder if the home court's advantage will be playing a factory at all in any of these games here tonight as well [Music] according to max preps north's jv basketball team is their record is 9-1 and max preps is not up to date with the columbus east jv basketball team but i know they were victorious in their last game as they were facing jeffersonville and once again we will be streaming both games here tonight jv tip off is at six and varsity will follow approximately at 7 30 so sit back and relax and watch some good basketball here tonight both games should be a good one we are about four minutes away here from the tip-off for the jv game and we will take a short break and be back shortly so just welcome back to the live stream here as you can see on your screen the columbus east olympians women's jv basketball team is warming up on their respected ends there is no freshman game at the girls level it looks like east does not have enough numbers to participate with a freshman team so this is our first action here at columbus north high school this evening two minutes still tip off and i don't know about you all but i'm very excited to be able to call this game and bring it to you if you were the ones watching at home and not able to make it and then you can see the columbus north cheerleaders dancing to their school's fight song [Music] and there your columbus north bulldogs basketball team making their way to the bench that's a good sign for all of us fans it's getting closer till tip-off here at columbus north high school [Music] and the clock is ticking under a minute to go and just the feel for having fans back in a big rivalry game like this is there's nothing like it that something columbus is very grateful for is both high schools and the crosstown rivalry it brings to the town a lot of support and there's nothing like it as a former columbus east football player that crosstown showdown against the bulldogs something you look forward to every year gives you motivation in the off season so we should have a good one here tonight and the buzzer will be going off here soon and we should be ready for tip off [Music] uh [Music] [Applause] servers [Music] [Applause] [Music] [Applause] foreign [Applause] foreign [Applause] so there we have it ladies and gentlemen our starting lineups for each team here tonight fans are on their feet coaches cheerleaders and everybody's ready to go here at columbus north high school seven minutes is on the clock and we are seconds away from tip-off [Music] and the olympians win that's it see if the olympians can attack first she looks like north's in a 2-3 zone to start out the jv game attacks puts up the floater no good and rebounded by the bulldogs so the first shot for the olympians is up and no good and looks like the olympians will be doing the same here on defense and it is a turnover by the bulldogs and olympians will be looking to get on the board here first once again and the ball went out of bounds will be east basketball as they get it inbounds here and tipped out remains east basketball gets it down low on the low block spin move and shot as no good and rebounded by the bulldogs three-point shot is on its way and no good with five fifth remaining here we are still scoreless at zero as looks like the olympians look to push the ball down the court on the right wing attacks inside shot is no good and a strong rebound by the bulldogs a nice crossover floater on its way and good gets the bulldogs on the board first with 506 remaining here in the first the free throw jump shot is good for the olympians ties it up and good hustle by the olympians but went out of bounds my fault it looks like it's still going to be east basketball hesitation floater off the backboard no good but an offensive rebound by the olympians keeps the possession alive three ball shot is up and no good looked good from up here but it decided not to fall and north looks to push the ball down the court and the left-handed floater leaves it short and offensive rebound by the bulldogs and no good getting physical down low inside and here comes the olympians [Music] a long three-point shot it's on its way and no good and the long rebound goes to the bulldogs four minutes here on the clock at columbus north high school in the first quarter 2-2 is still our score he's still remaining in their 2-3 zone throws it across court the free throw jump shot was in and out and rebounded here by the olympians [Music] north looks like they're going to more of a man-to-man look here and the floater is off the mark and rebounded once again by the bulldogs coming up on 315 here in the first and we're gonna have another turnover and we're gonna have a sub in for the bulldogs cross over to her left and draws the foul and looks like she'll be on the line shooting too looks like we have an injured olympian holding her ankle hopefully everything is all right looks like she is allison craig is at the line shooting too the first one is up and good breaks the tie here see if she can go two for two at the line for the o's and the second one is long but a strong offensive rebound by the olympians and a great defensive stop there by the bulldogs will stay on this end for the o's great basketball there by both teams on that possession both teams are doing a great job attacking inside and trying to draw those fouls only one's been called here tonight maybe both teams looking to see more get called as the night goes on drives baseline throws it up a strong pass the shot is up and no good but draws the foul and it looks like number four jenna goose will be at the line shooting two for the o's that gives north two team fouls here and the first one is up and good for the olympians 2 43 remaining here in the first and the second one goes through two to five is our score looks like east trying to do a little bit of a full court press pass tad bit too high that start over committed by the bulldogs and north looks like they're gonna answer back with their own press here see if the olympians can break it it looks like they're just gonna fall back to their man-to-man defense spin move inside good pass down low to the block but a great block there by the bulldogs olympians keep it alive though keeps it on their end looked like it was tipped by the bulldog crossover goodson's side to the right and a great job by the bulldogs to commit that turnover there and they look like to answer on their end tries to split the double team does not work out it was a three on one and the three point shot it's on his way and good [Applause] that was a big time shot punt fake went to her right and fired it away make the score 8-2 here at columbus north high school and it will stay the bulldog basketball 139 remaining here in the first looks like columbus north will take a time out 30 second time out here and we will also take a 30 second break oh [Music] well there's our buzzer to get ready back in action columbus north is slowly but surely filling up here getting ready for the varsity matchup we have after this game the north basketball coming out of the timeout 139 remaining eight to two is our score the olympians going to a zone here and we're going to have our first foul committed by the olympians give them their first team foul [Music] so we're back where we started when we came out of the timeout see if the bulldogs can get something going here offensively a great job by the o's get the trap in the corner good find by the bulldogs pump faked and off the mark the bulldogs looking for a foul and didn't get it and the olympians can they keep their hot streak going a three-point shot it's on its way and no good and a strong rebound by olivia johnson for the bulldogs and another turnover here that's been the issue for the bulldogs this first quarter and but we will have a jump ball possession arrow goes to the bulldogs 45.3 seconds remaining here in the first quarter see if north elects to hold it for one last shot here 40 seconds is a long time to try to keep the ball on their end and that's not a spot you want to be if your bulldog but she does a good job to get out of the trap and that shot is off the mark coming up on 25 seconds here in the first once again east does not have a girls freshman basketball team looks like north's also playing a lot of freshmen here tonight good pass in the low block and it is up and good for the olympians north will have it for one last shot here coming up on five seconds and the shot rolls in and that should do it here for the first quarter and we through one quarter your olympians lead 10-4 over the columbus north bulldogs [Music] there was a well played first half by both teams excuse me first quarter we still got one more quarter to go so the first half is complete my apologies the olympians are up 10-4 [Music] going into the second each team attacking hard driving fast trying to draw that foul team fouls north has committed two east has only committed one but east basketball is to start the second quarter and they get it in and we're gonna have a foul looks like we'll be on the bulldog possibly because it's gonna be [Music] east basketball on the baseline the foul is on 20.

2021-12-17 Naugatuck Valley Planning Region, CT YouTube / CPS Video transcript source: youtube Board of Education 12-16-21 · passage 1
here miss ham mr harrigan here mr martelly yeah mr jean here mrs rosenberg yeah mr white not here you do have a quorum of the planning committee all right thank you let's stand for the pledges please to reply from the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay i don't see any members of the public here public speaking do we have any emails uh dr song we do not regarding that thank you all right with that um i am number three ben you want to get right into the capital body with you i do thank you and good evening everyone i did provide copies of three documents that i want to talk about with regard to the 22 23 through 26 27 couple budget this is an initial discussion of the capital budget which does need to get planned committee on board approval ultimately we're not looking for approval tonight but i thought it would be helpful to present what the capital budget is starting to look like for the next five years and so i did want to start with this the first sheet which has the um information then right on the right hand side i also have it here on the small board but i know it's a little bit far for everybody to see it's kind of small so what we're looking at here is what the board approved as the capital plant types in one corner what the five-year capital plan that was approved by the board of ed in february of 2021 and then over on the far side these are the reductions that were made and these reductions were specifically because the school modernization plan was was in discussion and going forward and so the plan as was being discussed for the two new elementary schools meant that we could take out any of the capital budget requests for chapman for darcy for norton and for hummingston and central office so i'm going to just scroll to the bottom because we don't need to go through all the detail i think the the major point is this that to do what we needed to do over the next five years to keep our buildings i will say in good maintenance repair making sure we're taking care of roofs masonry cafeterias paving sidewalks windows that need to be replaced that request was 37.7 million for the entire district however when you pull out the costs related to chapman darcy morton and hummus then that totaled 9 million dollars 9.3 million so the revised capital budget that the town council ultimately approved for five years is 28.3 million dollars okay so just keep in mind we pulled out from last year's approved capital budget every request for those four schools just do you understand is that sam's new here okay just speak up if we need to pause everybody i think you know that so the next sheet which is uh the smaller sheet with the two pie charts what i've done here is really summarize the capital budget request for the next five years and so if we start on the left side you can see that the total is 26 million 497 hundred and so i've left out of this request any requests for those four schools that will come offline under school modernization okay so the starting point for the new five-year capital plan is last year less what was approved which is about two million dollars worth of improvements that we'll be doing over the course of this year in the summer so that's the starting point for the new five-year plan and so to go through it quickly of the 26.49 million 7.7 million is for window replacements for the remaining schools 5.1 million is for roofing primarily but also paving sidewalk masonry improvements that's about 19 we need another 5 million dollars for cafeteria improvements of that the big number is 4.2 million for cheshire high school hvac improvements across the district 2.9 million about 11 and then the rest is you could read it for yourself i don't need to go through all the details so the the thing about the request for the five year capital plan is it's no frills it's just the things that we need to keep the schools in good repair you know certainly starting with roots and hvhc improvements are necessary in our schools at this point and then the next set of columns over is just of the 26.49 million how much are we requesting to be allocated for the first fiscal year on the plan um and the town council although they approve a five-year plan they only approve funding for the first year of the plan okay so the request you could see is 5.44 million and of that the top line or the largest percentage of the request is for window replacements and we'll go through a little bit of the detail in a minute so this is just overall for the district the next largest percentage is for cafeteria improvements that's 845 000.

without further ado because we don't have a ton of time i want to introduce elky from mcca thank you principal davidson good morning d'ambree high school students and staff my name is elky kaleroswini i'm the director of prevention services at mcca i would like to thank caitlyn lewis jennifer ondeck principal chris davidson and the danbury high school staff for organizing the freshman forum humanitarian award i could say more amazing things about dr santucci's work however we have limited time so i would like to introduce to our danbury staff students and community dr karen santucci good morning everyone and and elky thank you so much for that lovely introduction you did a great job that was fantastic um and i so very much appreciate the invitation to speak with all of you this morning i wish i could see you i was just saying it's so important to be able to sort of pick up on your audience and to get a sense of whether or not there's a question i'm gonna do the very best that i can and i really need for you to know um that this is just about the most important half an hour that i can spend during my year um and that is very much because of who i am what i do where i work um working in an emergency department seeing what i see and my colleagues seeing what they see this is top of mind for us to try to get information out there um knowledge is very much power and i'm so hoping to share some knowledge with you in just a brief time period about 15 maybe maximally 20 minutes and then hopefully having an opportunity for some questions so we'll dive right in but thank you so much for allowing me to speak with you what we're going to talk about over the next few moments is a little bit about the science of the adolescent brain so basically your brain and what makes your brain different from an old brain like mine the impact of things like underage nicotine use and that can be related to either cigarette use or vaping marijuana and alcohol use the effects of those types of substances basically toxins on a healthy developing brain some of the consequences of underage drinking and we're actually going to present a case scenario related to that an actual patient that i hope to take care of in the emergency department at yale new haven children's hospital that's a pediatric emergency department where we see about 38 to 40 000 children a year so a busy emergency department and then as a pediatrician as an emergency medicine physician and also as a mom i am privileged enough to have two children but what happens when there is an untoward and unfortunate event that occurs related to something like alcohol and someone's not okay a patient is not okay and what that feels like to either make a phone call or go out into our waiting room in the emergency department to share information with a family information that you would never want to give to anyone so to start off the adolescent brain this is sick sick in a good way and that the adolescent brain is absolutely amazing and you're going to hear a little bit about why but i wanted to have you think about something what age group first of all do we care for in pediatrics some folks might think you know dr santucci probably from birth because we know about neonatologists and you start right when someone's born and maybe up until about 18 years of age or so so when most people are graduating from high school most people are going off to college the really interesting answer to that to sort of set the stage for what we're going to talk about today is the adolescent brain a developing brain a brain that is being pruned a brain that's evolving a brain that's getting better all the time a brain that's developing and expanding its capability that goes on according to neuroscientists until about 25 to 27 years of age and in particular a part of our brains called the frontal lobe um and that's in the front part of your head there's something called the frontal lobe and the prefrontal cortex right where your forehead is that's the area that we're very much dependent on for its full development at 25 to 27 years of age for what most people would categorize as executive function and we're going to talk about that in just a moment so what's special about your brain the adolescent brain absolutely everything is special about your brain you can learn things much more quickly than i can you can remember things so much better than i can your plasticity your capacity the ability of your brain is absolutely immense and you may have heard from people and some of you may be taking language classes like spanish or italian or french you can pick up a new language so much more quickly than someone who's a little bit older and it's not just that we're older but it's truly related to the fact that an older person's brain is very different from a younger person's brain and that the capacity is that much greater and why is it that much greater because what you're doing with your brain really really matters and almost like a muscle like your biceps muscle or your gastroc for those of you who are athletes the more you use those muscles the better they get the stronger they get the bigger they get for your brain as a developing brain this is the neuroscience of cognition and your brain the more you use your brain in a healthy way reading thinking studying on eating healthy listening to music learning a new language um you may have heard about people doing crossword puzzles just thinking a little bit outside the box the more you use your brain in a healthy way very much like using your muscles in a healthy way you're developing your brain and allowing your brain to be that much better but the converse of that is that you're if you're doing something that could potentially hurt your brain like introducing your brain to something like a toxin and a toxin is something that can hurt you and oftentimes we don't think about things like cigarettes or alcohol or marijuana or e-cigarettes or vaping as introducing a toxin to our brains but i'm here today to tell you that that's exactly what's happening and those toxins affect our adolescents our teenagers brains differently than they affect the brain of an adult and why is that it's because a teenager's brain is different it's evolving it's sensitive it's growing and because it's literally growing that growth can arrest it can stop and there can actually even be this is crazy but shrinkage of the size of someone's brain it can get smaller there can be fewer nerve cells based on the introduction of some of these toxins and then the other thing is because an adolescent brain is different than an adult brain it's more sensitive to different chemicals and the way we respond to different chemicals as an adolescent is very different there's higher sensitivity the feedback loop that we have with our neurons and our nerve cells and our neural transmitters things like dopamine and norepinephrine and things like that serotonin the way that our brains respond when there's an introduction of a toxin is very very different in adolescence than it is in adults and very much related to that some people may be surprised to hear that when there's an introduction of something like alcohol at an earlier age so the legal age of drinking is 21 right and there's a reason for that it should probably be 25 in reality as a pediatrician i would say that but the legal age that we have in connecticut is 21 when someone starts drinking alcohol and it may start off very innocently tasting something having some wine drinking beer something that starts early on the earlier someone actually starts to drink alcohol or smoke cigarettes or use marijuana because the adolescent brain is different than the adult brain the actual likelihood of developing a dependency or an addiction is much much greater and so there have been very good studies that have been published in medicine in neuroscience that if someone's older when they start to drink 21 22 23 even if they might have a genetic predisposition towards dependency or alcoholism and that does exist in certain families even if there might be a genetic propensity towards that folks if they start drinking later are much less likely to develop a dependency or an addiction and this information this knowledge is incredibly powerful and so if you were to ask me dr santucci so does that mean you know as a parent if i could keep my child from drinking until they're older from experimenting with having alcohol or even um some people say you know i have let my child have a glass of wine or a beer you know they're 16 17 years old they're in my house it's controlled here's the issue that actually is dangerous to do something like that because you're introducing something to a brain that doesn't exactly know how to handle it and is much more vulnerable than an adult brain so there are hazards associated associated with that okay to recap the adolescent brain keeps growing and developing and evolving until about 25 to 27 years of age this younger brain has a tremendous capacity to learn things very very quickly languages math dance steps amazingly quickly the connections between different sections of our brain as an adolescent are not fully developed yet and the adolescent brain the developing brain is constantly going through alterations really good alterations pruning and rewiring of these nerve cells of these neurons making it better when given the opportunity when not being exposed to a toxin the amygdala a little almond sized and almond shaped area of the brain in teenagers is being hyper stimulated hyper triggered by hormones there's a lot going on in adolescence there's a lot going on in middle school and in high school related to the brain related to hormones there are so many changes some children will grow six eight inches in one year it's an amazing time period for transformation and the brain is no different there's a lot going on there and the fact that the amygdala which helps us temper things like our responses to external stimuli if someone gives us feedback is very very sensitive and so we're sensitive to others and this area is also very very sensitive to the chemicals associated with things like cigarette smoking alcohol marijuana additionally that prefrontal cortex that we spoke about a little while ago right where your forehead is this is the last area to fully develop and make its connections and i had mentioned that this area is responsible for executive function that's stuff like making the right decision exercising really good judgment and so if we have an adolescent brain and if that area isn't fully developed yet we may not make the best decisions baseline but then imagine if we're not making the best decisions baseline because we truly aren't capable when we're 13 14 15 years of age but then what if you superimpose on top of that something like a toxin something like a chemical that's going to impede that even farther and for any adults who are listening right now the fact that the prefrontal cortex the frontal cortex isn't fully developed yet um if you've ever been in a situation where your child your son your daughter your niece your nephew has done something and you're like what the heck were they thinking the fact of the matter is when you're thinking oh my gosh what a knucklehead the fact of the matter is yes that's what's happening their prefrontal cortex the frontal cortex isn't fully developed yet so for most of the time a good part of the time they're struggling with really trying to make the very best decision because that prefrontal cortex isn't fully developed yet so they don't really have the capability to make the very best decisions and that's why having really good relationships with adults with mentors with coaches with colleagues with the folks who've organized this session is so critically important because that mentoring as their brain is developing is allowing them to make the right decisions okay so a couple of cartoons that allow you to see the structure of the brain i don't know if you can see my cursor or not but they're labeled and so there's a side view on the left the front of the brain the frontal cortex we were talking about the back of the brain is the cerebellum and this is a cross-sectional view you can see the little brown almond shaped um object there the amygdala and right below that the green object is called the hippocampus that structure hippocampus is actually affected by things like alcohol as well and that the hippocampus along with partially the amygdala also um allows us to lay down memory and so you'll hear when someone has had a fair amount of alcohol they may not actually remember an event you may see that on tv you may have heard stories about that but that's why that happens because the effects of alcohol on the hippocampus that green structure that you see um there's one on each side the left and the right um hemispheres so some of the effects of alcohol we know now based on what we just discussed that teenagers are more vulnerable to the effects of alcohol than adults are for a whole host of reasons but predominantly because a teenager's brain is still evolving growing being pruned setting down networks there is good data now in medicine from functional mris magnetic resonance imaging that folks who drink alcohol start drinking alcohol early and with some degree of consistency will actually have smaller brains less capable brains than folks who avoid alcohol during high school and the early parts of college and the right side of the slide you'll see the alcoholic brain and the dark that you're seeing these are ventricles within the center of these images of the brain and that's cerebral spinal fluid so that's fluid the bright white that you see in these images is brain white and gray matter now if you go down to the lower panel on the right hand side that's a normal brain there's far less of that central black the central black is fluid what that means is that's a lack of brain structure that's a lack of neurons that's that's there a diminished amount so we have data that we didn't have 20 30 40 years ago to support on all of this information that i'm providing unto you today so some of the consequences of underage drinking you may have heard about folks who had a little bit too much to drink they will get nauseated and will have vomiting in reality what that is that's the body saying oh my god oh my god oh my god my body just took in too much alcohol if i don't make my body throw up and vomit that alcohol can actually kill me that's really what's happening when someone drinks too much alcohol there can be depression of the respiratory center and with depression of the respiratory center someone can actually slow down their respirations their breathing rate to the point where they stop breathing and die and so as a pediatric emergency medicine physician when someone calls 9-1-1 because a friend or a colleague has had too much to drink and they're afraid they're afraid to call someone for help but they're like oh my god i'm scared i say to them thank you you did the right thing because if you leave someone alone after drinking too much alcohol and they have depression of that respiratory center they can actually stop breathing and can die and i would like to say that that's never happened and i've never experienced that in my emergency department but that does happen and we never want something like that to happen again before getting to that point where there's something that severe someone may have an unsteady gait may not be able to really walk in a straight line they may start to talk a little bit more than they normally would and feel kind of disinhibited and many people are like oh my god they're so funny when they drink that's this inhibition that's happening and the other thing related to the adolescent brain teenagers are less likely to get kind of sleepy after alcohol they get a little bit more revved up and think they can do almost anything whereas adults when they drink will get a little bit more tired and then kind of sort of stop drinking and probably watch a movie at home and go to sleep or something like that but if you're disinhibited and you're not realizing exactly what's happening as a teenager you're much more likely to have risk-taking behavior things like saying you know what i just got my license i'm 17 years old i can drive there's nothing wrong but you're not recognizing that there really is a major problem and that your decision-making processes are impaired and you may not have the best judgment so if someone says i'm taking your keys you want to let them take your keys especially if they're that designated driver okay i have promised folks i would just touch for a moment on vaping people think that vaping is safe it's not there's nicotine and what's the point here aside from the nicotine and a whole host of other toxins the potential for addiction and much more potential for addiction and dependency with the adolescent brain rather than an adult brain and the other thing is with essen cigarettes and vaping devices these products are being marketed towards children folks are making a gazillion dollars off of middle school students high school students college students with developing brains developing different types of flavors for these devices these are being marketed towards children and people are spending money on this and becoming addicted to it and it's very very dangerous important to be aware of that i just wanted to throw a few pictures up about what some of these devices look like some of them may look like a car charger for your phone some of them may look like a flash drive and if i have you focus your eyes to the lower left of this slide you'll see that vaping is dangerous and can affect your brain can affect your lungs can affect your organs and people have died from the effects of vaping okay let's talk about a case this is related to alcohol someone that i saw in the emergency department his name is jeremy this was towards june he came in was brought into the emergency department and i'll tell you why in just a moment jeremy was a great student he got a full scholarship to college he was also an athlete he had the entire rest of his life ahead of him jeremy had graduation at school got a bunch of gift cards from his family grandma grandpa they could not have been more proud his future could not be more bright after having a little bit of a barbecue with the family he asked if it was okay to hang out with his buddies on towards the evening and his parents said you know what you earn that absolutely go out and have a good time so he went out unbeknownst to his family and actually even unbeknownst to jeremy um he and his buddies um his friends had brought along some marijuana as well as some alcohol they went to an area in connecticut climbed some rocks and sat up on a ledge and they were feeling great they just graduated they were a little bit disinhibited they were laughing they were talking they were smiling it was like the best day ever until jeremy stood up was a bit disinhibited probably shouldn't have he was on top of a ledge he lost his balance he fell back and he landed on a boulder about mid-back his buddies called 9-1-1 he was transported to our emergency department and this is a picture of our trauma room and you can see there's a lot of equipment there there are overhead monitors overhead lights there's a stretcher in the center there's actually um a breathing machine a ventilator in the back um and jeremy jeremy was brought in awake and alert but he could not move his legs he could not move his lower extremities this is considered to be a full trauma we had surgeons anesthesiologists orthopedists anesthesia respiratory therapy we had everybody in the room including pediatric emergency medicine everything was done right for jeremy in the hospital and how is it possible that with everything being done correctly things could be so very wrong the damage was done already because of one mistake the rest of his life his entire trajectory was altered jeremy was paralyzed from the weight that the waist down and jeremy was admitted to the hospital and left our hospital in a wheelchair without a hope of ever being able to walk again we knew that the dye had been cast already had to walk out into the waiting room to give this news to his mom and his aunt to share with them what had transpired not only jeremy's life but their lives were changed forever i've seen jeremy multiple times since then he's come into the emergency department with depression with urinary tract infections with hopelessness and we can't go back we can only try to go forward this was devastating for jeremy as well as for his family sometimes in healthcare we can't make a difference but sometimes in the world we can and that's why i'm so grateful to be here today because sometimes we can give someone a second chance if you are walking and talking and getting ready for your gym class and going into your cafeteria for lunch and tomorrow morning when you wake up in the morning actually it's saturday you might get up a little bit later when you place your feet on the floor when you get up from bed and you stand up and you're like i can walk that's a gift and you're healthy so we can actually make a difference armed with this information that we have so a day like today a partnership with the community like your school has parents like you have who care about you and really smart kids like yourself we can really make a difference you only have one body please take care of it we only have one life please take care of yours and you only have one brain and it's a very very special brain it's evolving it's growing it has tremendous capacity please develop it and use it wisely and i thank you so very much never underestimate the power of one and just how powerful you are we might have like three minutes for questions and i thank you all so very much thank you dr santucci this is not extremely questions in from our students you know so i'm just checking refreshing everything nothing yet but we were um i was just wondering um if you have seen an increase in er cases since civilization so so yes jen unfortunately especially with the pandemic where folks are so very stressed we've seen an uptick of utilization of things like marijuana as well as alcohol um you know and i'll just share one very brief um study with you some of you may be familiar with it called the rat park where there was a study related to rats now rats are not humans but there are some similarities where um rats being offered either water or alcohol um in terms of where they are and being fed um when they're alone they will prefer to go towards alcohol you have rats in a rat park where they're with other rats they are stimulated they are we think happy it's hard to tell if a rat is happy but they're interacting and they're socializing when water is available to them and alcohol is available to them the rats will drink the water and avoid the alcohol now i only bring this up because it's really really really important to have relationships to socialize we're so fortunate that at least even if we can't get out and about we can actually facetime our friends even if say someone today finds out they're coded positive and they have to be quarantined at home you might be like oh my gosh i can't even see my friends i can't talk to anyone we can still use our phones we can call each other we can facetime that in and of itself is an intervention to keep us healthy and to keep our brains healthy and to do the right thing shorter answer is we have seen an uptick yes thank you i do have a couple questions um the first one does weight affect tolerance level oh like someone's body weight does that affect tolerance level so um adipose tissue which is which is um fat probably not so so much but weight in and of itself like if there's a six foot two sophomore compared with a 4 foot 11 sophomore um liver being smaller in the 4 foot 11 person smaller body mass lean body mass overall um the smaller person may not be able to tolerate quote-unquote as much as a larger person now that being said i would be remiss if i didn't say that each individual is just that an individual and the way someone metabolizes alcohol can be very different the enzymatic levels of people things like alcohol dehydrogenase can be very different in certain populations there may be folks of asian descent who cannot metabolize alcohol and can become incredibly ill based on that and people who may be much more sensitive to alcohol so as a general rule of thumb with a disparity like that four foot eleven six foot one or two yes overall you could say that but then you've got the individualization of each person to consider as well um and so just very very important to know thank you that was a great question thank you um one last question what happens to your brain if you only smoke marijuana one time so another wonderful question i would say if someone has only smoked marijuana once i would say and if this were my daughter my son and they were like oh my god mom i can't believe i did that i'm gonna die i would say you know what first of all thank you so much for telling me that was so important and for parents just being able to listen to hear you know to talk about this someone smokes marijuana once your brain is going to be absolutely fine the problem that we have is because people are genetically different we call that genetic loading and there may be histories and genetic loading where there is dependency and addiction and that's a genetic predisposition within a family if someone smokes marijuana once and they're like oh and then they have a situation where they might be able to have it again and then it's a very slippery slope we call marijuana a gateway drug where it can lead to more more severe addictions dependency and utilization of other things like crack cocaine heroin things like that um we've got to be super careful about that because it can be a gateway drug and be a slippery slope but for someone who might have had it once your brain is okay you're not going to have brain damage the worry something is having it once and then your brain not being able to manage it and then developing a dependency and utilizing it and developing that feedback loop where it's a really slippery slope and leads to other problems i hope that helped that was a really good question yeah that did for sure thank you so much so welcome thank you all right dr santucci thank you so much for your time today as always very informative and very valuable thanks again for for coming on thank you very much dr santucci thank you elky and everyone happy happy holidays make sure you wear your mask be safe okay be safe and god bless you all take good care thank you thank you happy holidays everyone thank you
