But again, please in the meantime, let Wendy know if you have any questions on that. Um also just wanted to um point out uh the personnel report. Uh all the items in there are included in consent.
And they liked our plan so much that they said, "You should just take this and plop it right into your policy." which is what we've basically done here. Then at the same time, uh, shocking everyone, the new press policy update came and there was additional things that we were going to need to add to this title one policy. So Marielle, what you can see in there, Mr. Toyer has already done some of that with line outs. Correct. >> Yes. >> And then the part below in the red red below on page six and seven and eight is all our plan. Correct. So, we would ask the board to if you see that, review it. If you see anything that stands out to you as something that wouldn't jive, we're happy to review that. And um yeah, and we're excited. And then on the next policy group, the one I'm about to go to with two, I just I want to talk about how this was caught and inspired and we we found a forum or this is M.
Uh but we are uh we're managing that well. Uh so this approach uh seems to be working where we're not uh ordering things because a lot of times these supplies have a shelf life. Uh so we're ordering what we need uh and keeping that in there. So we had uh again six different uh biders that that came through uh with this. This is different than the copy paper in the fact that we we are looking at each line uh for that whereas the copy paper is the entire uh bid. So uh you can see the breakdown of the of the four different companies. It comes in just over $53,000 uh for uh each of those areas. All right. This is an action item tonight.
It obviously makes it a little bit challenging because real-world events tend to change. So, we have to go back and look at our grade 2 and 3 curriculum and we actually our biggest area of priority is our K-6 social studies curriculum. And we're starting before the school year ends, actually. We have some dates mapped out to uh really help teachers with that. So, right now it might look more like community-based, taking informative action, studying uh our own community, thinking about how decisions are made at the town level, thinking about how decisions are made at the school level. But like I said, it's not a consistent process because the standards were published in 2024. So, we have to go back and look at that. Uh we did um update a community uh unit in grade 2 where they get to build a town and think about needs and wants and resources.
Ask any questions about that now or later. We will not need an executive session following this meeting. And that takes us to >> boring and important or no what is it? Boring. >> Well, I created some quadrants and um >> you can grade me later. >> Okay. All right. So, >> but I I prefer I still prefer ABC and not 1 2 3 4. about it. >> Uh no, thank you. Um >> very important. >> It's always it's all good. Um uh tonight, uh we do have a couple of action items u but a lot of first readings as is usually the case as we get towards the end of the year. Some of them are very uh just annual in nature. Um and and I'll explain them as we go. Um but the first one is something that we did bring to um the board uh as a first reading back in March.
SL and her team or just you uh did a presentation to the parent advisory committee on this information. So >> and then I think we're meeting on the 7th. So if you guys want to send me anything you any questions you have before the 7th that would be great because we're going to sit down again and we should not leave out Muriel. She's been phenomenal and she is part of the team. We call her in. So she's >> and she has to put all this into the policy. So >> and change it twice because we switched systems and she had made all these changes, spent all this time and then there was confusion if it had changed over. So thank you for all your work on this. >> Tina, your deadline is May 7th. >> May 7th. If you guys can tell me anything on the first readings that you have questions on, we'll get answers because what I'm finding on some of the policies is like we're reading it and I'm not like I'm asking clarification on the policy so we actually understand the interpretation of the policy.
Any questions for Travis? All right. Uh now Jury gets to take over third quarter financial report. >> Okay. Well, tonight we are presenting the third quarter financial update for the 2526 fiscal year. Overall, the district's financial position remains stable. Revenues are approximately 94% collected and expenditures are at about 71% expended for the year, which is consistent where we were at this time last year. On the revenue side, do you Do you want to go >> just go to this slide? >> Sure. >> Yeah. >> So, on the revenue side, most categories are performing as we expected. Property taxes are fully collected at this time of the year, and both food service and federal revenues are on track. However, interest income is projected to come in about $400,000 below budget due to lower rates and state aid is also expected to be under budget primarily related to special education transportation reimbursement.
Uh but again, we we need to bring some alignment and consistency. >> to 4 through 6, I mean, take me Okay, and I got a better picture now of uh 2-3. Take me into 4 4 through 6 is our other priority area because one of the topics that switched in the newly aligned standards is the way that we teach 5th, 8th, and 10th. So, vertical alignment is an area that we're looking at and actually Kristen and I just mapped this out um last week, maybe. And then we're looking at 6, 7, and 9, and continuing those topics of instruction, so modern world history. So, we have some alignment and pieces we need to really look at so that that's continuous. But, that would be the um scope and sequence, if you will. And you can see that vertical alignment is reflected in our goals for the next 5 years.
Um and that is the renewal of our space at the Corporate Woods uh Parkway right up in Vernon Hills next to the ELC. This is an extension of our lease that we use for in essence um a large amount of our storage that we need three four times a year um but then have access such as the band uniforms um and then the sizing we just don't have the space on campus to store the stuff. So uh we entered into this agreement three years ago. it is continuing to work um for us as uh a central off-site storage facility. Um and is you know if you recall back three years ago we eliminated many of the individual rentals that we were having at like a self storage or a public storage. Um so tonight um we are uh asking the board uh to approve the lease um the renewal lease for 954 corporate Woods Parkway um as it presented and you can see the cost breakdown in there.
Yep. Do you want to lead us into the second? >> Yes, I have qu I have a question. Did you say that um meal expenses number 3B there was an error and is the error that there are no amounts listed? >> Exactly. Thank you. >> So we'll be leaning on Eugene now when that's gone because she pointed that out to me. So >> this one I can still prove I will be sending her. >> Oh yeah, we >> this next one's exciting. I'm Dr. talked about this. >> Okay. >> Um because we had that robust conversation a couple meetings back about committees and um the knowledge of the group is that our school board follows a liaison process. So each school board member is assigned a a cabinet member uh and or an area of you know expertise. So Miss Duckman works with Kathleen Kelly Golden on personnel matters.
On the expenditure side, I wasn't ready for your queue. On the expenditure side, most areas remain aligned with expectations. Salaries are tracking as planned, as they normally do. However, we are seeing some pressure in benefits due to higher than normal claims in our self-insured PO plan. Along with our purchase services um line item, it's trending a little higher due to unanticipated maintenance and repair costs that we've had in the buildings this year. All other major categories including supplies and capital outlay and tuition are expected to finish close to budget. >> So if you want to go >> where's the uh roof replacement fall in there? It does not >> yet. >> It's not within our operational. >> Well, you're saying >> for right now it has not been expended through the third quarter. >> Okay. >> So we have just started the work. So, we expect to be build in May and then we're thinking that at the May board meeting is what we're hoping to bring everything back for all those big capital projects.
What the state sent out in 20 23, right? Wasn't it? October 2023, and officially released it. Weren't there on each grade level like broad topics? >> Correct. Yeah. Correct. Every grade level had suggested topics that districts needed to look at. We don't necessarily have to adopt them, but they are recommended and suggested. So, when we look at what we currently have, there is some alignment that needs to occur. So, for example, the study of Cheshire has been moved to grade three, which is appropriate, so that's one of our new units this year. A study of regions will be grade four. But, again, because we have to align with the middle school, there are some tweaks and adjustments that need to be made. So, K-6 will be a priority area for social studies moving forward because of those shifts. And even the draft document of 2015, the first standards, we began writing at the middle school level, and we over a course of a couple summers, we did make some gains.
It is uh an increase of um CPI. They do a blended model of CPI. Um it's very standardized in all of their contracts and very similar to what's presented to the ELC. So that whole weird calculation in the fle is just basically a fancy way of calculating CPI. >> Yes. Exactly. Exactly. And in speaking with Habib, I'm like, "Yeah, you got to give me more than just the renewal. You need to do a cost breakdown." So the cost breakdown is a little easier to digest on exactly what um the lease might cost. Correct. That's how they do it. >> That's correct. Is there any chance of bringing this? >> Yes. >> Oh, we need >> Do we Let's do a motion first. Sorry. Can I get a motion to move? >> Second. >> Okay. Sorry. Go ahead. >> I was just going to ask, is there um a potential at the next renewal to before that to see how it gets brought in house?
So we've done, you know, Mr. Herring works with the EST, the educational services team. So each person has an assigned role. Uh and Miss Garrett, sorry, uh has been doing policy with me and we're we're really working hard on that. And so the upside was we had this long conversation about committees and our committee recommendation for the second reading is that we eliminated the number one because our board does not operate currently. we can always put it back if the board changes style. We work under a liaison based process and not a committee's driven. Um so removing that one was specific and then also the numbering would change and adding civil offenses to was that coming out of press policy? I can't quite recall, but the word civil was a recommendation to add. But I would tell the board the upside to really close reading this and and some of the discourse was that it's changing our practice in real time.
And what we are recommending is that we would just fold that expense right into that $14 million in debt certificates. >> Okay. >> To take the stress off the operating budget. >> Okay. >> Thank you. >> Sure. So, our combined fund balance as of March 31st is 36.1 million, which is about $600,000 lower than it was last year at this time. At this point, we do anticipate ending the year with a slightly larger decrease in fund balance than originally projected due to the some of the modest revenue shortfalls and our expenditure pressures that we've been seeing. So, we plan to continue closely monitoring these areas and we would bring anything of concern back to the to the board as we always do. So, would you like to go over anything in more detail on the revenues or the expenditures? >> Any other questions for jury?
We call our units by the topics you're describing. We name them by the topics, our units. So, then in 2024, or we got a peek in 2023, so we knew that some of what we had written at the seventh grade level no longer was the topics suggested for seventh grade. They might have fit more with sixth grade. So, there's still, you know, that kind of alignment in where missing in seventh grade, economics. They They shifted away from heavy emphasis on geography in the seventh grade, and instead pushed the emphasis more on economics. So, we have curriculum to write, and that's why that goal of K-12 really is I know it's heavy in the elementary, but it really is even beyond. So, the new schedules that started in the high school and will be implemented in the middle >> is there any No? Yes? Well, it It will depend on whether we get the schedule.
Um yes, uh there's always the opportunity to look at other opportunities. Um the village of Buffalo Grove did inquire. They they have a new facility and asked us to lease from them instead of from Vernon Hills. Um but on campus um short of building another storage facility, we wouldn't there is not that space here in the campus. Um, we used to keep it in little tucked off closets, if you will. Um, and we started to get, um, scrutinized by our fire department and our fire marshal for putting things in areas that they didn't belong. >> Like packrats, >> it's one way. >> Calling stuff out was a challenge, too. I've heard. >> Yes, it it is. I think it's one of those costs of doing business when we have a million square feet under roof and still not enough space. >> I've been to the warehouse band forms like I go at the start of every marching band season and it's a lot of space and it's really well organized.
And I would tell you that um we've been meeting with the parent leaders group for some time u and have talked to them about student behavior. We talk about kind of all the stuff that falls underneath the parent teacher advisory, but we didn't have enough teachers in the room. And so we invited teachers this year and we made a change uh to our practice and we were reporting uh m just Dr. D. Christopharo and Miss Siguel came to the meeting along with Mr. Bear uh to give presentation to our current leaders group. of the PTC presidents and we also had uh teachers group our teachers representative uh in the meeting also presenting but also listening and I think it was probably the most informative meeting we've had with parents group to date I mean and they appreciated hearing some of it and then with the second group behavioral interventions committee Dr.
>> I might point out about our health insurance, our PO self insurance. It's um it's running really higher than what we had anticipated. Um right now we have had to borrow $850,000 from our ED fund to pay the claims. Um we anticipate being able to pay back some of that, but we don't know if we'll be able to pay back all of it. So if that's the case, we would be ending the year in the red for our insurance fund. So that's that's one of our biggest stressors that we have felt this year >> and this is due to more claims, the higher cost of claims, higher volume of claims. >> Yes. Yes. >> We have an insurance committee meeting this week to take a look at that investigate going on. >> Okay. All right. Um, the next one is, oh, eight years ago, we entered into an abatement agreement with Rexnord as an economic driver in our community.
Oh, yeah. No, I I realize that it's contingent upon other um But, I've heard from many social studies teachers that they do need more time. Yes? Um More time for what? In the Longer class. instructional >> Oh. Oh. So, I'm just wondering, how does that fit in? And I don't know if it's definitely needed or not, but I have heard that. I mean, how What does it look like with your new schedule? Because they they um What the state sent out is a lot, right, to cover? So, I think I'll speak to the high school schedule first. When we adjusted the schedule, we didn't necessarily adjust total minutes on the year. We just redistributed it so they were shorter chunks more frequently. I think the workload issue has come to the high school when you don't have an every other day schedule. So, when you have three consecutive classes in a row, the teachers are adjusting to You might have had two evenings to like situate yourself with this assignment.
