you convert to those options and then then before you know it, you're completely um beholdened to whatever rate increase that they decide and there's no, you know, it's not based on your usage per se or or your your profile. It's based on um whatever the market is bearing and and the cost. So, it's tough. >> Insurance Yeah, that's a weird insurance is a tough tough game. >> Yeah. the the the tricky part for us too is any any you know self-managed plan is a lot more work on our on our end to you know to to keep up with the es and flows of that and you you know you hope that you've got a good projection um and then you know we've had some volatility so that has played into to things um but you know it hasn't been horrible compared to what what I'm hearing my superintendent colleagues have talked about in terms of some of their experiences with other companies and and their renewal rates that were through the roof.
I think it's important to notice that when you ask a question about numbers, unlike years ago, the team actually knows not only how many kids took the test, but how many kids need to move to achieve the goal. They haven't kept that a secret to themselves, so that's a little preview for later. >> [laughter] >> Um I I if we just go back, I know that I had talked to Mr. Mann about this in my um one-on-one, and it was explained to me that there may have been a correction somewhere, but when I looked through my emails, I didn't see that, so maybe it's like a published correction. But in the first report for interim measure 3.2, there's a data point for '25-'26 fall that says 13, and then in this it says eight and then six, and so I just don't remember what happened there, why it went from 13 to eight, or what the issue was there.
Thank you for everything that you do for our students and our profession. We're almost there. Let's finish the school year strong. Solidarity forever indeed. Peace, love, and bulldogs. Good night. Good luck. Thank you, Mr. Ray. Item six on the agenda is public comment. Holly, do you have anyone wishing to address the board this evening? >> Yes, we have seven. All right. Welcome to the meeting of the Board of Education. If anyone wishes to address the board this evening, please see our recording secretary submit a form for addressing the board. Please put your full name and address on the form, which apparently seven of you have done this evening. In general, the board will not answer questions or engage in dialogue during public comment. This does not mean we do not take your concerns or comments seriously. The board values active community participation in the district's endeavors and encourages people to engage with the district using the appropriate channels and systems designed with your input in mind.
Any questions or comments? Hearing none. Roll call, please, Madam Secretary. Mr. Sawalesh. >> Aye. Dr. Hall. Aye. Ms. Woolfolk. >> Aye. Ms. Venegas. >> Aye. Zeit Stern versus and I. Gallegos Um Mr. Brown I Motion carried. Progressing forward number eight, action report number A alpha on the personnel and culture number three Can I have a motion to approve the potential disciplinary action against a non-licensed employee? Move. Second. Use her name? Yes, for this one. Okay. So, I got a motion. Just clarifying the motion. Um This motion is to dis- dismiss a teacher assistant The name Veronica Tansey for the reasons discussed in our closed session uh last week, April the 14th, 2026. That's the motion that's out there. And that's the motion that has been moved.
She was retired and then decided to come out of retirement to come back, and she was with us for 3 years. And so, again, we're thankful for the time that we had with her. I would like to share that I think the feeling is very mutual. She had some very kind words to say as well about our staff and our administration and our students and our school. And so, I think she as well has enjoyed her time here. So, we'd like to thank her and recognize what she has done for us. It just leaves one one more dungeon girl to Yol Gene is the last last of the dungeon girls.
It's If you never if if you never if if what Excuse me, if it was never brought to your attention you probably didn't notice it but once you someone said look at the paint ooh, it looked bad. So this small project but just showing that there's just you know, we're touching a lot of areas here and that's also at the high school upper level in the main gym. This band practice surface is amazing. It serves as a we still do you can see the runway there. There is still some school related traffic that takes place at arrival and dismissal. Band tower's out there. I didn't take a picture of the band tower. It's the same tower. We're able to use the same one and just shift it over. But our band is just thrilled to death that they have that. We are going to get lighting for that.
So, you know, this year, you know, we did reduce the headcount so that offset, you know, considerable rate increases. So, you know, next year it's definitely, you know, I'm definitely concerned once once we stabilize like what that percentage is going to look like. Um, people have been bouncing in and out of the state plan as well. Um, that also fluctuates pretty greatly, too. So, it's a tough it's a tough nugget. >> Thank you. Okay, I don't think we have any other questions, so if you want to move on. >> Okay, Ken, can you pull up the um agenda for this evening? So, I can see what the second item is. I don't have it open in front of me. >> Did we want to talk about the onetime expenditures or did we want to just >> I think that's one of the items on the I'm trying to pull it up now.
Yes, um Vice President McLean Gibson, we did quite the deep dive along with Tyson, um who is our assessment coordinator, to go back in time to remember for us as well what were those changes. So, I'm going to read some of my notes to make sure I get this correct, um because there was confusion for us as well. There were a few nuances um in that first presentation um back in September. Initially, it's um when we first shared it with you, I think it was September 20- sixth or something to that effect. Yes, 9/26/25. Initially, it stated um a target goal of 13 with a rec- I'm sorry, with a initial score of 13 with a recommended goal of 16 because we felt the 14 that was there was a little um too within reach, so we wanted to create a stretch goal. However, we then also realized that the data pull included students who were low risk, not just students who were at the 50th percentile.
Board members are not involved in the day-to-day operations of the district and cannot engage in district business individually. If you have specific questions or would like to further engage with the district, you may submit your questions using the link on the website and the appropriate staff member will communicate with you. Holly, would you like to start us off? Yes, thank you, Vice President Coburn. Um, speakers will be called up in order of form submission. The first form received is the first person invited to speak. When your name is called, please come to the podium so that you can be heard. All individuals speaking will be limited to 3 minutes. A 3-minute timer will be dis- will be started once you are settled at the podium. Speakers should conduct themselves with civility and respect towards others. Our first speaker is Alexia Cesaroni. >> Thank you. If I cry though, that timer should All right, well, thank you.
Any questions or comments? If not, roll call, please, Madam Secretary. Mr. Swalesh >> Hi. Dr. Hall Oh, I have a question. I know I second it and then we I don't know if we went through Did we have to go through that again? The motion on second. Well, for clarity, maybe? Yes. Because I didn't mention the name the first time anyway. >> Right. Probably just in case >> Just in case. I mean, if we want to backtrack, do it again? Yeah, I'm good I'm good with that. I'll make the motion. And I'll second it. So, the verbiage will say >> Just so that we understand the name and everything. Yeah, sorry, Dr. And then So, let me start the vote again as well. I'll double vote. Okay. So, Mr. Sawalesh. >> Hi. Thank you. Dr. Hall. Hi. Ms. Woolfolk. >> Hi. Ms. Venegas. Hi. Zeit Stumbers is an I.
So, any questions regarding Anita Hart's resignation? Just thank her for coming back out of retirement and helping helping our students. >> She's been a big help. So, I'll make a motion to accept the resignation for Anita Hart. I'll second that. All in favor say aye. Aye. Uh next on the agenda is employment recommendation for a band director. Yes, so we are recommending tonight that Anthony Richardson be hired for our band director for the upcoming school year. So, he is from Spencer Indiana, and he has uh he went to Ellettsville, and so we've got good recommendations on him, and he is graduating this spring from Manchester University. He's been very involved in the band program there. He's has marching band experience. He has show choir experience. He's directed multiple events. We're very excited for him to be able to start his teaching career here with us.
We do have the footers and the electricity run. We don't have the lights up yet but this was in use all fall and of course for our band invitational in September. We were the envy of many many schools came to see us and that was a huge event. If you came out for that it was packed. So great use of that facility already this year this fall. This is a great picture of our soccer press box and concession stand. You can see the rotted wood. This was long overdue. I think that door has on the back side has been abandoned. We actually had a maintenance person many many years ago. I wasn't in charge at the time. But had a little accident and ran into the stairwell that was out there and that got taken down and I think that's where they stopped. So we were able to get that resided with a with a barn black and red just like we did at the softball and the middle school softball or soccer team is out there right now playing on it.
>> Wasn't sure if we added that as part of the financial report or just um as a separate item. Okay, I'll just share my screen then um and show you what we have Everyone see that? I know it's kind of small. >> So, in the in the financial package for the last couple months, we've been talking about one-time spending and um I wanted to put some context behind what that spending is. Um, one of the things that we tried to do is um t take into account things that might be needed for next year since next year is going to be so sparse. Um, and we did have um um a a small over uh a small surplus this year going into to the midyear um to start using that um as a way of kind of um keeping the the next year's ask responsible, trying to keep it at that um amount that we did.
So, when we look at the risk bands as a district, we also um set our percentiles a little differently than the typical um state reporting of low risk, some risk, high risk. So, that was an adjustment that was made, and it was ultimately amended prior to that October board meeting. So, what you are probably looking back on were the initial slides that Hilda had sent out prior to the board meeting, but when the actual board meeting took place in October, the information was corrected with the starting point at 8% with a recommended spring goal of 12% of the students scoring at the 50th percentile. Okay, cuz yeah, I had said that we received the same slide both on the 26th and the seventh, so then I thought I was losing my mind. >> Nope. Okay. Not for that reason. >> [laughter] >> But thank you for your careful attention because it did cause us to really draw back as well.
I stand before you tonight to put a face to the name on the honorable dismissal letter you signed last week. My name is Alexia Cesaroni and I am the current enrichment instructor at HC Storm Elementary. Regardless of today's outcome, my goal is both an employee and as a parent in this district remains the same. For BPS 101 to thrive because when our schools thrive, so will my two sons and our entire community. Two years ago, I made a life-changing decision. While owning my own business, I began volunteering in Batavia classrooms with Chad Clary and other veteran teachers. I quickly discovered a passion for teaching. When volunteering wasn't enough for me, I obtained my substitute teaching license. And when the enrichment position opened, I fully committed closing my business to pursue education. Now in my second year as enrichment instructor, I've been entrusted with a total of 75 kindergarten students and received ratings of excellent on the Vespa evaluation tool.
Mr. Gallegos. Hi. Mr. Brown. I motion carry middle secretary. May that be made for the last time or what? I'm like, what you doing? I just wanted to say middle secretary maybe for the Okay. Moving on to number eight bravo, Board of Education action item number eight bravo one Charlie. May I have a motion to approve Jamie Zeit Stumbers as Board of Education vice president through I think I need to reconfirm it first. >> resign. Yeah, I think Sorry, I uh B1 ah Yeah, I skipped I skipped I went I went fast right. Why, thank you for that. We should do this the right way. >> Okay. So, so I think you good up until this point, Jamie. No, all right. Number eight bravo, Board of Education reorganization of the board one alpha Can I have a motion to approve the resignation of the board vice president?
So, when so Noah's he's going to South Bend, right? Correct. All right. Any questions regarding band booster recommendations? So, what's the process for like the transition there? I mean, well, I know Noah has several people to help the transition, but what just kind of describe the process for us. >> So, Noah has been very gracious. And so, Noah, knowing that he's leaving at this time, he's been able to start making sure he has everything in order, and he has his activities and everything lined up. The band position is unique in the fact that they do have a very active band boosters program. And so, the band boosters, a lot of the events that we put on, the band boosters are very involved in those. So, again, a lot of the um working with the Festival of Bands and the concerts and things. Misty Mosby's been very good as well to be working with Noah during this time so that she can learn some of the transition pieces as well.
This is a project I'm very proud of. It doesn't look like much. That's a new era Siemens voice fire system. If you recall board members years ago we had a bid and I think it was 1.1 1.2 million to put voice activated fire system in the high school. We did this project for about $65,000. So that's a nice safety feature that we put in the high school and that was done that's been up for just about not quite a year. Not quite a year. I forgot to get a picture of band. Sorry Miss Vaughn but I know you know that very well. I should have. This was a 2022 project at the high school where we did some upgrades to our ag. Those are all brand new welding stations. We also had the band department that came in with all that equipment to the students in the classroom over there.
There were I want to say three main areas that that we attacked. One was the uh IT infrastructure. Um that IT team is overseen by um Gina Jasmine and she kind of took uh all of her purchases and put them in a list for us with the amount and kind of an explanation. Some of it uh the explanation is a little bit techy. I'm not sure I understand all of it. Um but this is the first uh group and I tried to um organize them so that the bigger items are uh up top. But um needless to say a lot of these uh IT items that we were spending on had to do with rewiring and access points and increasing the uh the network the the availability and speed of the network. So um I can I can publish this. I should have probably had this published with the uh financial package, but you'll see the that here there's a list of uh several items totaling 4 and a.5 uh million almost 4.6 million and in the financials the the question will be well I see that we're over uh 6 million what's the difference?
So, you're saying at the October board meeting, we were presented with eight, and then we voted on switching from 16 to or from 14 to 12. Correct. Okay. Thanks. You're welcome. And I think I think that was it. Sorry, I want to go Sorry, just to go go back. Um Well, are we addressing I'm confused on whether we're actually addressing the questions we submitted even though they were submitted late or at the end? >> We haven't got there.
