so he's probably looking for information as they negotiate their agreement makes sense that's all i have tonight dr sorry um so we move on to the consent agenda can i please have a motion to approve the consent so moved you can thank you please pull the board [Music] oh hi [Music] oh it's cold outside it's frosty thank you all right everybody okay all right uh thank you everybody uh just a couple uh final items tonight under the informational report first you can see um the work that mark and our librarians in the communication arts division put in updating the library collection development policies so if you have any questions about that feel free to let myself or mark know also just in front of you for a little bit of light reading you can put on your nightstand is a fully updated open meetings act and freedom of information act uh pamphlet from um the uh i think attorney general's office so um school board iasb okay very good feel free to uh read that at your leisure um also just wanted to make note that uh we are going to be reaching out with some requests for dates for a site facilities committee meeting and possibly a finance committee meeting sean to discuss the summer of uh 2022 uh campus improvement 2022 2022 and 23 uh projects so hopefully sometime in february so we'll we'll send some um requests out for dates for that and then um given that uh we're i have all of our students back uh after a break uh we're still of this pandemic we thought it would be a good idea to school-wide spend a little time on providing students with continued emotional social emotional supports and so troy wanted to give just an update on what we're going to be doing this winter yeah so um we we're really excited to have the opportunity brought on by the state to provide all students with five mental health days and so um students can call in they can take a mental health tape it will be excused i won't show up in any way for the teachers or anybody else to know it's just an excuse day um they can make up their work and um the one thing that we it's actually in the statute and we also believe in is if students are taking multiple mental health days we're gonna we're gonna call them down and find out how we can help so um i think it's a it's a great opportunity for kids who feel the stress of school and worry about that perfect attendance and all those sorts of things to to take a day where they don't have to feel like they've got a doctor's note to support why they're staying home um and give them that space so we're it is five per year that's what's been allowed by the state but we're going with five for second semester because the law came into effect last week so count this as a year for the first time and quite honestly we could all use one right yeah this year certainly yeah and i think it'll be i think it'll be something that'll really help students okay how are we doing what's your sense of how we're doing and how the kids do it you know that's a great question the the kids are doing awesome the kids are happy to be in school and masks are uncomfortable but quite honestly our kids are pretty good at them now that's a you know they're used to it i was i have a young son he spent 20 of his life in a mask right like you think about what that looks like so they're pretty good at it and school has been a great outlet we've because we want to make sure that we've decreased the density of kids in the lunchroom we've expanded lunch into both the field house and the sports center and so you can really spread out there's some individual seats to take but it's still just great to walk through the launch room and see the group of kids in the lunch table having a chat right like that that is the best part um what's your sense of how they're handling the stress the stress of being different yeah i i think for them at this point they're so happy to be with their friends and after i think that i think that the year away that you know whatever was it was not a year six months and a half away really taught them the lesson of how important it is to be social and i i will they value i have kids tell me all the time like you know i didn't really want to get up this morning then i'm like you know what it's a great day to come to school like that they're in that place of being at school is it's way better than being on zoom about the staff so that i think here's the thing the staff i was worried coming back and they are um they're so dedicated to the work that they do with with our students and i couldn't be prouder of how hard it i know it's difficult for them and you know we have there's about 200 kids that are out on on quarantine right now um ish uh and that's about 100 180 about 180 now um and so you know that's a lot when you think about all those kids they each have five or six classes pretty much every teacher's got a zoom going on at some point in their day and they are they're just excited again they're a lot like they're a lot like the kids teachers really thrive on the interactions that they have with kids and that's why we do this job and i think there's a pretty healthy understanding of how much they missed on that last year and i think people are just happy to stand in front of their class and talk about stoichiometry or you know i'm always hocking you and eric about you're the two that have to know when the plate is too full and i trust you totally i just worry that uh it's silent suffering and uh it's a lot i'll tell you we're at the upper limit yeah we're i'm sure you are yeah the thanksgiving dinner right it's full like there's a lot of food on that plate there's a lot of stuff going on yeah but i i do think that people just have such an appreciation for being back and i will tell you there's some people that are scared right now you know with the numbers as high as they are of course they are um but they're they're doing such good work with our kids i just walked through the field house on the way out here and all at once there was fencing practice there was basketball practice the cheerleaders were practicing and there's a consortium choir i think or band concert something like that in the pac all that's what i walked by just to get here in one five minute period and they're just coming back we had we had 60 kids go to a ski trip this weekend um ski trip i i appreciate that you're keeping those things rolling and keeping all their activities and i think that is as important to them as sitting in class and you know to a lot of kids that's so meaningful so i think that's that's a great thing to just you know if you can be in school and wear a mask you can do those things and wear a mask and be safe and you know i i do applaud that there's not a lot of shifting and taking things away from them because i do think that helps to your point dave i think that you know you've got to keep things as normal as possible and i think that the kids really appreciate that they do is is there anything or can you come up with anything not now but down the road that will easily convey to the staff that we understand and we appreciate it we we've given that some thought we may ask you all to help us with that as well i mean it would go a long way for sure people that are really in combat here to know you're not alone we understand we wish there was something to do yeah we might deploy you for something well absolutely i'd like to say thank you in some meaningful way to say we appreciate it we understand even as simple as an email or something that we could send to the staff i mean anything you think yep i think we have some ideas we have some ideas we will yeah we will okay we'll talk about it and i think that's a really great point and we we normally have a little celebration right at the end of the semester and we did we'd do our prominent figure our uh super pats and our awards for faculty and we we didn't do it this semester because the numbers were getting worse and it was like probably no need to bring all of our staff together just i mean what if we get everyone sick that's probably not a great idea so um just you know we just keep missing some of those opportunities are are there so i suppose what i would really like is just to somehow convey that we understand yeah and we're not just sitting here with our heads in the ground or any other orifice that uh that we understand yeah and that goes a long way it did for me and i would like to just have them know we're in it with them as best as we can for sure that's probably what they need to hear that very thing thanks yeah thank you i'm troy i'm curious has if there's 180 kids out now i was talking with eric um i think the first day last week and i early last week you had about 150 so have the numbers been creeping up you know we're we're actually going we were able to um bring back about 50 kids today so we have a lot of kids who started the year on quarantine because of the over break so that number is actually coming back and it's going to bring the number down i think the number that you're seeing now is the highest it's going to get it's going to come down from here because we started the semester with a lot of kids coming off a quarantine yeah who were positive and so they're coming how about the teachers yeah that numbers are pretty good yeah the number we're we're in the 20s that number will come down significantly when we move from the 10 to the five day quarantine yeah 20 20 is a number or is a percent 20 is a number okay out of 350 yeah yeah it's pretty good but that's good yeah we're we're really happy and i think you know we have a lot of vaccinated teachers and i think that that's paying off i mean 98 of our folks are vaccinated so that's really paying off now when we got to this point it's helping them stay healthy tell the difference are we still providing the volunteering population test yes so whoever needs to get a test will be tested well the population type whoever wants to be part of the population testing can be part of the population test yes yeah and we have a sign up form we'll actually probably put that out again in a week or two here in the minuteman or the digest in case other people want to sign up but we'll just get you a bag full of test tubes and um and the stickers the labels that are for you you can't just show up on a tuesday and say like i'd like to start the test we have to gives us a day to get us the stuff together and we we advertised that a little bit uh over break or near the end of breaking god sean i forget exactly how many new kids and teachers but yeah we've got a couple hundred couple hundred new folks yeah so what would trigger a planting so a quarantine or the school going remote uh no like the 180 kids who are on quarantine so you you either have coppin you're a positive test so we would the if you come back on the flag on the on our saliva test we then ask you you have to take um either a binax test or a pcr test to get us a positive result and then if you have if you have covet um you will be out for five days and until your symptoms are done and you're one day fever-free so uh also if you are a close contact in there this one's pretty complicated there's a lot of ifs and hands so if you're a close contact and you weren't wearing masks or you live in the same home and uh you're vaccinated or unvaccinated all those things have different outcomes but they couldn't get you quarantined also so it's it's that so um i guess what i care is to do all those kits for quarantine get on the same links yeah so we are making sure we're it's it is a lot of working parts um because every kid has five or six classes and so all of those teachers we we do our best to protect everybody's privacy so we don't put it out in a big way we just send it directly to those teachers and they have to get the zoom link back to the kid and with the five day quarantine by the time we find out that they have covet and we get the zoom links out to them usually they only get the zoom links for about two or three days because you know normally you don't know you have coveted you go home you get a test you maybe you feel sick you stay home one day then you get a test you've already missed a day or two before we even know to give you the zoom lengths so it it's not perfect like they don't happen immediately but we're in a couple days to get it going getting you know once we get confirmation that you have covered we're getting the links and then uh you know we're also still counting those those are days that students are absent so um they're excused absences of course because of covid but we just have some questions about that too you're marked absent but you can watch class from home on game because you weren't here so so how's your feeling do you feel right now what we're going through is a worse well the worst isn't yeah the worst is an interesting word i i think i think it's going to get better i think we're in a place where we want to hear this it's going to get better from your mouth to god yep one last question yeah then i'll get off this there's six of you here tonight working for the company how are you doing you okay clay wise are you okay yes very good you guys okay oh yeah i'd like to know if you're not you do it sure we rely on each other it's a good team i mean i'll be honest i was out for a couple of days pending a test result and i was really just itching to get back well i appreciate that i just want to know that the stress is manageable i don't want to make mistakes when the when the oven gets too hot that's all i'm saying okay we're doing okay thank you anything else on that so uh last item you have in front of you a memo from uh the isbe specifically from uh jeremy duffy um who i believe works in council counselor's office for izb uh and this is a follow-up to the conversations that we've been having about um the residential placement uh issues and challenges that we've been having if you recall we had a lengthy conversation about that um we as a result of those conversations um really leaned on um our school district council and other resources and networks that we have and tried to collaborate with isb to see you know what exactly they're thinking behind not reimbursing those students uh for the residential placement in non-approved facilities when a hearing officer actually um uh requires us to to do so and isbe has turned a corner and actually has made the decision to reimburse districts for those non-approved facility placements um yeah does that include us that includes us wow so that is a big deal is this specific for the young man yes um and all other kids no i know yeah but but yes that's such a horrible story yeah and so we feel really grateful that is be listened i think they understand um the spot that they i think maybe inadvertently put districts in um and so they've been very very um it's the right thing no kidding so again i thought you might want to read that memo you have a copy of it in front of you it's really um i i just i was just really happy that they that they you know you we can complain a lot about you know the state and isb and things that happen this is something good that they did and they should be applauded for them so good good good news don't ask for a raise [Laughter] and that's all i have eric um i know you've been talking with joel and with dan yeah because i know dan was gonna do introduce some legislation for us he did mick duding yeah and we're gonna keep going with that is bees actually asked us to keep going with that so um they want to be part of it yeah they want to be part of it can i have a motion to adjourn so move second [Music] motion curious all right thank you everybody thank you everyone be safe you too steve

it was the same okay you know i am a science teacher and then for colon 165 was actually added that's a brand new policy so hold on let me make sure that was in here um oh wait did we not put that one on there i don't see 130. um so we had some questions on that one so that must be coming on the next one um we had some questions from maureen on that one that one is a new policy that has to do with um grooming behaviors um and it said k through eights and we were questioning on whether or not we could make it k-12 some other committee um where it says parents would be [Music] parents re-provided in a written notice of commencing um actually wrote check with faith which i clearly did not do and then we wondered if adding it to the syllabus covered that and then a maureen question was can we make it k through 12 or or is there some law about making it only k through eight and which section was that um that was four colon 165.

for bcsc so drilling all the way down to our school corporation specifically first semester we ended with 960 cases the first nine weeks had 514 you see the breakdown of 453 students and 61 staff members a little bit a fewer number of cases for the second nine weeks overall 446 ratio changed a little bit 365 students but actually more staff members than the prior nine weeks and that's that's been a trend we've seen it is is that adults picking up a little bit more than they had been at the beginning of the school year at least during the first semester our peak week in terms of number of cases in a week was the one after thanksgiving so november 27th to december the third that was 112 cases that included 90 students and 22 staff members if we catch up with now where we are today so the cfc positive cases that is the week by week tally since the beginning of the school year the most recent week we've had uh we're actually counting from january 1st through january the 7th and though we were only in school a few days we were having information turned into us obviously as it was determined whether or not somebody could be at school and so you see that number of cases pretty high the only number higher than it for a week is the peak week that i just cited on the previous slide and then this is the number of students out which as actually although there's a decent number there for the week that we're just finishing um it's it's not a bad story in the sense that although we just had a week that was about as high as well as next to the highest that we've had the number of people actually out of the buildings there were many weeks nine of them i believe that had more people out of the buildings and that does go back to after fall break when we adjusted our quarantine protocols and followed the recent at that time recent department of health indiana department of health guideline change and that did allow us to keep students in school we did not have to quarantine if we had a mask environment and so we had maintained that and that is has helped us in terms of just the number of kids out of the building this is recent information this is the last slide on this update but this is recent information so the flow chart on the left gets into the various guidance for isolation which means a person has tested positive and how long they need to stay out of the building as well as quarantine which means a person has been identified as a close contact and how long they must stay out of the building i have taken the part about quarantined guidance for close contacts exposed at school and without symptoms blown that up a little bit and that's the piece on the right that bottom right hand corner of the graph on the left or flow chart on the left is just blown up zoomed in and that's what's on the right and so again this is coming from the department of health and everyone mask positive case and close contact mass if we have a close contact within three feet they do have to stay home for five days monitor for symptoms the five days is a change from ten so reminder that when we went back here and made the change after fall break we went from 14 days to 10 and we had then the situation where we could keep kids in school if we did not have or with the mask environment here we're now taking the 10 to five within three feet do have to be out for those five days but close contacts identified within six feet or outside of that three feet area may remain in school as long as they remain asymptomatic anyone unmasked closed contacts within six feet of the positive case must quarantine for the five days so that difference and again coming from the department of health is is that within three feet any close contact is still going to go home for five days but outside of that three feet to six feet identified as a close contact mask environment allowed to stay in school unmask environment not so it just changes the number of kids that potentially could be in the school building so that's that's the update on the flow chart i think that you're all aware of that recent change that was enacted as we began uh second semester so as moving forward and that again i believe is the last slide that i have i'll take any questions in regards to the information i've provided dr roberts i was wondering if bcsc is seeing a difference between the numbers from i guess 20 20 20 21 as far as quarantine and the number of days and if students are i know that we were close for you know a period of time and had online learning but when we came back i'm wondering um our students being in school more i guess is my bottom line with the with the court with the the only five day quarantine since yeah a good question dr biltz and and we'll see the we'll need a few days to really be able to understand the data coming out of break and and how many cases we have and the number of of close contacts able to stay in school or have to be at home to be able to compare but certainly the difference starting this semester with everybody in school impacts the numbers for both of those compared to a year ago so more cases more people out of school a reminder to all we started second semester last year we did bring back the elementary students but we were in a hybrid model for for high school so going back and forth two days at a time with our middle school and secondary students and that certainly helped in terms of just the number of cases we had and then a number of days any one person missed even if they had to close if they had a quarantine because of close contact because most of the week they were still at home so just just a tough apples to apples comparison because of the way that we had school last year yeah thank you you're welcome mr dr roberts i know it's only been three days but do you have any observations on the new uh guidelines any difference that you see in in in terms of moving from ten days to five yeah so uh it's i wouldn't be able to comment in terms of what changes if any that would have on contracting you know the virus and and with our nurses principles identifying people and keeping people in school versus not um that number's basically the same in terms of the number of people we're just getting them back in in half the time and and with five days it you're barely going to get outside of a whole week right i mean if you're identified today as a close contact and you not to be out for the next five days the worst case scenario is you're back next monday and and if you're outside if you're identified tomorrow then you're just missing maybe three or four days so it's possible to miss a whole week five days based on when you're identified as a close contact but that's gonna be the maximum number of days that a person's out because otherwise you're sandwiching a weekend around that time so oftentimes might be three days which is certainly helpful to the that accumulated number of time that people are going to miss school i do appreciate that you didn't ask this question necessarily mr stenner but in in terms of the impact and i mentioned that the number of kids is still going to be basically the same as identified because it didn't change that we have re-emphasized that as we've gotten started in the second semester about the physical distancing and a reminder that that three feet is really key here to somebody not being identified as a close contact and having to go home so with every possibility where it's feasible practicable practical outside of three feet is going to help our kids because they can stay in school so you know we might gather on the floor do some things we may be just at least measuring off that that distance to try to maintain um spacing so that when we go back to the flow chart that's been put in place more kids are in school thank you you're welcome dr roberts one more question on this topic have you seen an increase in the number of cases contracted on site since we went to the policy of not identifying use of close contact that's a good going into fall break we have not seen that percentage change significantly all right thank you you're welcome thank you it's better news we'll get there now's the opportunity on our agenda for public comment and we have two individuals who've signed up so i'll call you all in order so mr grow i'll turn to you all right so i've been coming to these meetings for a little while now i'm an attempt to communicate with you basically my strategy has been to kind of lower the threshold to bring up more agreeable topics dial back my intensity on some topics and and points that maybe deserve a lot of intensity but that's all in an attempt to kind of find the table where we can at least start an attempt to make some progress somewhere and hopefully build off of that and tonight i'm going to continue with that strategy well i'm going to continue with that strategy and until i can find that table basically so every one of you has the opportunity at the end of the school board meetings to speak freely so tonight i just have two simple straightforward asks on topics that i think are important enough on their own but probably more importantly your constituents their concerns for your constituents and um they deserve to know your stances on these issues so first could each of you take a moment to publicly comment on your stance regarding the removal of the books brought up at the november 15th meeting maybe someone can comment on what hazard hasn't been done but please everyone let us know you know what your your stance is on on that issue and then two will each of you take a few seconds to let your constituents know if it were proposed would you support code vaccine mandates for our students or would you oppose them thank you for your time and i look forward to answers thank you mr grow so next on our list is mike is it zekes thank you i apologize um i wanted to you can hit the timer i want to have a moment to talk about the information you disclosed about the covid data that you're taking one it i want to say one of the key things to all this is to critically think seen that said about several universities and other establishments that have to do with education one of the key things is to that is a lot with religion which is you know hey faith that has to do with your ability to come to think about what is true and right you don't have any hope unless you have that working first i happen to think that that's in order otherwise you tend to do things that are emotionally done and a lot of times we get caught up in doing the same thing over and over again not realizing that we're just following a process without thinking about it and he collected data and a lot of that was really interesting i saw something underneath the whole thing was is that we're collecting this but we're not asking any questions can we really control this we went from six feet to three feet um the data for testing for pcr has that changed in your graphs do you mark that anywhere to even know whether it had any effect on it and when did you mark those on your graphs when you did that these kids go outside of school and get possibly get this you really think you can control this all from school um it really seems focused on something like we can control it we are people we have strong beliefs and well we should and we should think about them and i would hope your answer if there was a question about vaccine mandates it should tell you a lot about it now if you're really looking at data not just from single sources in the mainstream media because this is a new variant you're not you can jab up all you want but it's not for those proteins on that particular virus no one's talking about it looking at it but we'll just follow the leader and keep doing the same thing over and over again and as an educational source i think that's kind of disheartening and these kids are probably hurt the most you know there are other control groups out there in the world that didn't lock down and do all this if you ask anyone what's to sweden you can look at the overall death rates for that nation it's not as bad as here they didn't do the lockdowns i think they only had a mask up maybe once in their travels around once during the beginning of this yes vaccines if you really think that that's going to work for you but [Applause] i think that's a key thing is that you allow people the time to decide for themselves and to force a mandate quite honestly in history class you should have taught people about the nuremberg trials and the nuremberg code that happened which was done after that medical experimentation and these vaccines are still experimental i know that someone will say well not pfizer but to be quite honestly you didn't look at the fine print because commerci is actually released they have to do a bunch of data and studies to find out what it is and quite honestly when you saw the cdc director say well or the fda approval say well we're just going to have to test it on our kids to find out that's i don't know how it's not that i'm disgusted anyone here but overall i can see why a lot of people are disgusted by this should give you something to think about thank you very much i appreciate your comments so we only have the two individuals that have signed up so i will continue continue what it is all about that we have our reorganization meeting so there i'll i'll go through this series i'm not going to read absolutely every single one but first we have a reorganization of our business services and you'll see that we have four important appointments and approvals to offer related to our business services and they are listed here i will accept a motion to approve them as they are presented to us thank you mr bryant is there a second second thank you miss day hof dwyer are there any particular questions individuals have of mr phillips uh regarding these four all right all of those who approve these appointments the authorization and the approval regarding school treasurer bonds if you'd signify by saying i i those opposed all right mr phillips we've got business services reorganized next that we are required to do has to do with establishing our board meetings our remuneration as well as required notices the details are listed here so i'll accept a motion to approve these three items regarding our meetings remuneration and required notices so moved thank you dr bills is there a second second thank you mr bryant are there any particular questions individuals have about these three elements i might just mention dr shedd that the remuneration is set by state law so those those numbers are coming from statute and then the newspaper is the republic that's the designation so didn't have that typed up there but it's just additional information for everybody saying thank you all right i'll um all of those who are in favor of our established board remuneration the republic has our designated newspaper and the date of our school board meetings and locations if you would signify by saying i i i opposed all right we got that one thank you up next there are two sets of board appointments and approvals that we have first is the board appointments to these four organizations committees which serve our school corporation and which has always had a school board member on them the proposed members are listed here and i'd be more than happy to have a motion to approve these four proposed memberships on these committees as they're presented to you move approval thank you mr stenner is there a second second thank you miss dayhoftwire there any particular questions about these four i would just remind the board doctor shed that these are internal committees that uh serve the school corporation and meet at least quarterly um i think the business advisory council actually meets monthly but they're routine groups that from a continuous improvement standpoint are helping us on a routine basis absolutely thank you very much so all those who approve these four proposed board appointments if you signify by saying i i those opposed all right thank you very much those who pass unanimously oh goody so this is this is a two-page screen correct i think it's three actually okay so we have um a number of internal committees and councils that serve the work of our school corporation as well as you will see listed [Music] also commissions here in our city and county that have requested having a school board representation so there is a list here of a through n and we can go through those so everyone can see them it the first group there so and these are appointments of board members as liaisons and in that role that they might respond to questions that individuals have as to a perspective from the school board as well as having a responsibility to share the discussion that happens in each of these committees with colleagues because we all can't be there so i'll entertain a motion to approve the board members as liaisons on our committees a through n so moo thank you miss day hofdwyer is there a second thank you dr bills any particular questions about these awesome all of those in favor of these liaison appointments if you would signify by saying i i those opposed yay we have those down for the year next is we are annually asked about recommendations for public disco disclosures of conflict of interest we have received all of those in our packets and i'll entertain a motion for approval of those recommendations thank you mr bryant is there a second second thank you miss dayhof dwyer are there questions that individuals have about those all right so all those in favor of the public disclosures of conflict of interest that were presented to us if you would signify by saying i those opposed all right those have been approved unanimously as presented to us next is the request for approvals of items that we typically see as well as appointments that we have to make so i'll turn to dr roberts thank you dr shed so typically we have at least a through e on here and then other items and we have just a handful of additional ones this time so we have minutes of the regular school board meeting from december the 13th supplemental contracts the field trips and professional leaves lists as well as school fundraisers i think there are two in this times packet claims in payroll we had a claims for january 10th that today's date that totaled just over sixty nine thousand dollars in pre-run which covered the month of december was actually a little over 32 million dollars in claims and then we have uh payroll two different sets of payroll that total a little over 6.3 million dollars the december 17th one covered the work dates of november 22 through december 5th and was a normal one with the addition of some stipends specifically the teacher appreciation grant which is another statutory piece dollars that we receive and then have to provide it out distributed out in a specific way and then the december 31st payroll covered the work dates of the 6th through the 19th that was normal for nine-month support staff but for bus drivers certified staff members and 260-day employees year-round staff members this payroll only had deductions for taxes 403 b hsas and perfect turf with no deductions for health and dental so just we always have some variations it seems like in just about every payroll so giving you that information and then we do going back to the appointments and reorganizations each year we add these we do use dr roy good as a school physician for consultations on specific circumstances or situations we also have mr monroe as the interim school attorney i'll return to that in just a second and then we do have a service the information services center which is our technology building located over by columbus north schmidt elementary school just off home avenue used to be the administration building we're doing a roofing replacement at that building so we have a contract for you i think that is at your places but additionally at your places you have because that was just updated you have that roofing replacement contract as well as the letter from mr monroe so chris has been with us for a little over five years now his position is going to to step aside when he has the opportunity but we're not letting him yet we're going to keep him on his interim until we get that position posted and and uh have the opportunity to to bring in another school board attorney but chris has agreed to stay on as an interest so thank you for that agreed to do that chris so those are my items a through h number seven on the agenda all right thank you very much so first i'll ask for a motion to prove items seven a through h as they've been presented to us so moved thank you miss wielding is there a second a second our second from miss day hofdwyer are there any particular questions that individuals have about these items all right with none i'll ask for approval of items 7 a through h as they're presented to us those in favor if you'd signify by saying i i and those opposed all right dr roberts those were passed unanimously thank you it is dr pleek's turn i request approval of the hr recommendations as presented this evening all right thank you do i have a motion for approval of the human resources recommendations we received so move thank you miss day hofdwyer is there a second thank you dr bills any particular questions for dr pleek as to the recommendations she set before us all right i'll ask all of those in favor of the human resources recommendations we've received if you'd signify by saying i i and those opposed all right dr bleak those pass unanimously so now to our what which is a great way to talk about policy reviews yes it is and we have quite quite a number of them for you so um move it past t okay there we go um several items there that you see 9 10 11 and 12 we're going to hit number nine with a with a group of slides and then return to board accommodations couple member reports and the cabinet reports so as you know we work with neola closely to to make sure we understand the changes that are necessary with policies and on the heels of different court cases or federal law changes or legislative sessions there are things will change and sometimes it's just a citation indiana code or something like that other times it's additional wording but these recommendations most of them are actually on the heels of last year's legislative session so we will rush to the degree necessary to get things implemented as quickly as we can but policy does does take a while to get ironed out sometimes so there are a variety of things in here and i'll just go through each of them and then take any questions that you have but in your set of bylaws which in our policy manual the very first chapter i guess would be even though it starts with a zero um is just your organization and we've spent a lot of time tonight on reorganizing the board but also looking at just the public participation making sure it's clear as to the policy and the practice that we have going on now doesn't change but just been revised to reflect that that process of public participation at a school board meeting the employment of the superintendent um and the employment administrators in addition to the superintendent are listed here this was a senate enrolled act regarding in regards to school referendums from last year that indicated you could not issue bonuses or other incentives to administrators as a result of a favorable outcome on a referendum so we have some policies revised on employment of those positions and we've made sure to update 1520 with all the list of administrators we have in our corporation the state of indiana defines administrators maybe one way pretty narrow we we have additional positions we see in that light so we've added them to 15 20.

so in summary which is kind of the purpose of what we're trying to cover with this report uh as i've looked at this and this is somewhat a matter of opinion but i think our enrollment is in an excellent position we're very pleased with our position on cash balance when you look at the expenditure versus revenue chart i think we're in an excellent position on that uh our tax rate we're very pleased with what we've done there and our assessed value has just i i think been we've been so fortunate to have those increases so that's the summary of the financial condition uh there's no board action required on this this evening but obviously i'd be happy to answer any questions that anyone might have mhm

he will see how much of the expand that we went because you know to get the full point you get 95 to 100. now you get seventy five two hundred you get more money so so we down in the low grade in for more opportunities for students that are bes students so then uh attendance is obviously important next page very important to us um but we realize that you know things do come up things do happen it's divided between the seventh grade and the eighth grade this the seventh grade is worth seven points and that could be um up to nine um uh absences zero to nine absences giving them a total of seven okay and then it falls down as expected 8th grade 18 points and they would they could have zero to four absences and get 18 the full 18 points oh based on a half a year thank you um school behavior we had the committee had a lot of discussion about the fact that you know some sometimes um students are a little bit mischievous and we don't want to hold kids back from not being able to gain opportunities simply because they've been silly in class and they've got a very strict teacher and you know things have kind of gone so that was something that we were really going to look at a little bit closely so number of suspensions if there were no suspensions it would be a total of five points one suspension 3.75 and that's in at the seventh grade at the eighth grade zero would be zero absence zero suspensions would be a worth 20 points and it would go debt one suspension is 15.

and the story i always give them is when i was in high school i got a tattoo of a dolphin on my stomach and now i'm fat and it's a whale yeah oh you got a tattoo i said no i really don't i just want you to know that what you want now is not what you're going to want when you're 30 is not what you're going to want when you're 40 50. all right that's all going to change yeah so you know i got one of my wrestlers on my team got and he's already regretting it two tattoos on his leg um and when he he re he was wearing like stirrup workout pants in practice because he did not want me to see him because he knew i was not gonna hold back right so then when he does weigh-ins i see these and i'm like what's wrong with you i know one of them's a wrestling tattoo and another one's just a saying from wrestling i said three years from now four years from now none of this is going to matter to you you're now you've got this big united states symbol on your leg with two wrestlers in the middle of the usa wrestling symbol covering half of your thigh you're done wrestling in one more year if you don't make it if you make it to college yeah what four more years and then none of that's gonna matter and you got huge so i'm not quiet when i express my feelings on those stuff as those of you know me know that i'm not quiet when i share that stuff but they don't understand and it's not what's important but it is a conversation that yes does happen whether it's covered or not um i just need to for my own personal i need to know that there are limitations because i've seen too many times where we've sat in a meeting with whatever situation discipline whatever it may be that's not your policy it's not what it says and i don't need that i don't need that problem i want it more specific and i think we're getting there i think we're getting there you know so limitations would be a great one um i think that's a must for me um adding in that whole clothing because that basically covers everything and the nice thing with the clothing is it covers a lot of a lot of this stuff literally covering a lot of things so miss diaz anything you wanted to share with us because i feel like i'm taking up too much yeah no if i was hearing correctly um the consensus was no tattoos on the face or head is that what um what's that nothing from the collar bone up the corner bone on a yeah that's fine and what about the hands what about the hands i mean i think it's pretty i don't want to say it's pretty common but you do see a lot of the wedding rings okay with the exception of a wedding band just because i just don't think that um uh what i'm hearing uh and what charlie was saying also um did i here to just hear you all say uh wrist nothing below the rhythm is that maybe a wedding band is that what i heard [Music] a staff member right now who had something more than a ring on their finger would we grandfather them in aren't they already covering it yeah probably demanding yeah they're still governed they need to cover it so if it is something on their hand or above their collarbone they would have to have to continue to cover it yeah okay um i also had a thought um because there's still a porous issue of indecent vulgar i've seen and how we monitored that um in the clothing section it actually says uh profanity vulgar nudity or depicts violence or is sexual enraged by words or symbols and you think that's got that coverage because what i was going to offer as a solution to that would be kind of like what we talk about bullying or harassment bullying and or harassment or in the view of the beholder or the person who's being bullied or harassed but if this [Music] because i could just walk in one day and say butterflies offend me and now we got a problem and now we got a problem [Music] weapons on clothing now anyways right okay yeah in our clothing yes so if we're matching the clothing one in graphic violence so like when i hear that i think of like zombies because like everyone's like zombie stuff so you could like wrapping vinyl would be like the zombie eating like kills or something yeah like you already need something like so crappy would that zombie be allowed in school i mean even outerwear i know your outerwear policy is different than ours they can't wear it in the building right yeah so if it's their outerwear and it's got two zombies eating each other and you allow that on the playground yeah so that's once again it's clothing that's just the stuff that we came up with no those are great ethnic slurs [Music] can we agree that ethnic square would fall under profanity yeah [Music] the military there says sexist racist extremist so like let's watch it right about and indeed but indeed sure so you want nothing political well once again because like we have a teacher he's got like constitutional that would be black the american flag i don't know patriotic patriotic politically political because i think it's so like the constitution and the flag is patriotic i think it all said your extremist and shirt and tire sales position they come back to work in short sleeve when they have the ss on their own we never saw that it's like oh you're done you're done right i don't need you here so you can still get through a hiring process and cover that that fingerprint doesn't always tell you what that's going to do either you would hope but but even you'll get some situations somebody's got something and you you may not see it right away so i think these are great having all these things on there and you would hope it would get caught in the interview process but that doesn't mean it's good what's up sorry especially when we do so many interviews virtually now right all you see is this because you don't know that you never know what you're trying to do that's right uh there is a a staff member who has his i guess would be his military insignia kind of in between the thumb and forefinger would that be well is he he's covering it now supposed to be so he should still be covering it so if we're gonna have that rule it needs to be that rule now if there's a r like i think that uh miss boyd said something that should be uh in any policy is if i think it already is that if there's a religious exemption there's i think a forum can actually fill out for a religious exemption um because there are tattoos that will be below the hand that are religious exemptions so there are some stuff that that could be that is a religious exemption and that's i mean you're not maybe just a thought because like that like is a military insignia like for him that's probably a religion thing you know like military members are very out the full crowd right so could they do that and somewhere on here at the discretion of the superintendent i fear i'm saying like i don't think we have a form but i certainly think we could create a form i feel like this is something because it could be appealed just like anything else like do that because of someone you know for that it's not large i mean it's i'm i'm totally fine with that because you could i just don't want to blanketly say that oh i had it before no but like there they can fill out the form and at the discretion of doctor stuart and then then they can always appeal to the border yeah just like any appeal process so i just don't want it coming to the board personally for every every tattoo that comes on so yeah that's second hand yeah yeah okay i need to tell you something 10 years ago dr stewart was my principal and i have a tattoo that i will cover and she whispered to me oh it's my religion she backed off like whoa and yet i had um a little boy that hit pika and ate everything and he kept eating tearing my band-aid to eat it and i catch him on it so then she was like it's okay so there's always that ass trick with yeah i think just about anything on policy has that process that you can go through and if it's a situation that she finds now that's really not acceptable and they still want to go further they go to the board and see and see how that goes yeah so that would be great anything else so what i will do is take all of this information and i will work on that one that's visible tattoos i will send it out to the committee for you to give me feedback okay and then um but we need to do well if you want this in place quickly you'll respond quickly so we can maybe have it on the agenda for thursdays yeah um uh otherwise it will be in the february meeting but um i'll work with you too quickly so now yeah because it has to be it has to be ready it is [Music] okay [Music] as long as it feels good yeah i'm fine with that okay from the sounds of the last meeting i was the only real hold up so you were grumpy that meeting too i have to say that you came across a little the the whole thing we could police ourselves really set me wrong yeah and it was people i talked to yeah really and then it kind of made me like rawr the next day when i watched it i was like oh corey [Music] i have my moments i have my moments but it was it was not a malicious thing on my part it was just i was trying to explain how while she's trying to explain how i felt she goes well he'll just police himself no no no no no that's not how this works that's not how this works so that's really and i'm easy you've only ever seen angry likes three or four dozen other times [Laughter] thank you for taking time to participate this evening and um [Music] thank you all for your time thank you for asking me with us and not just saying no i really wanted to in that meeting i really wanted to oh [Laughter] thank you [Music] so [Music] you

that was providing parents information about the sexual grooming content um and then hold on there was a lot there was a lot of policies there was some general updates ken miller had some stuff that he updated um our counselor changed our wording back to school counselor i believe oh on personality five colon 250 which is also not on there so i'll skip it um hold on five column 330 is also going on there did i screw this up some of these we might not have finished our changes to i guess that's it i'm gonna assume that that's all of them okay that we went through because we stopped on five colon 100. sounds like it was a very busy meeting it was it was a lot of work oh and then nope also not on there never mind i think the other positive thing that came out of our committee meeting is that we really spoke a lot about using or crossing over with our different committees and working together to make sure that all of committees are working towards forward progress so that if we have questions that really don't belong that we're not sure of in policy make sure that we work with the other committee members to get their feedback so that we're not putting a policy forward and then going backwards to say well what does somebody think about it so i thought that was excellent and i think the other thing that is very important is that um this is a five-year review so we're going to be doing a lot of this this year reviewing a lot of policies so you'll get to see a lot of them and teaching and learning and teaching and learning well i'm not going to steal um the stellquist stage tonight but we spoke about social emotional learning and where we're at with that and um we really spoke about what we wanted to do uh next month so i'm not gonna really belabor that and i'll let her discuss our sel update sounds good thank you you're up dr spartan all right well good evening and happy new year board i hope that everyone had a nice holiday season and i'd like to welcome everyone back students and staff to the second semester of the 21-22 school year uh tonight my comments are going to start on a sad note um this past weekend we were informed that oe freshman madeline letuca passed away is with deep sadness that school district 308 joins at oswego east family staff members and students to extend our heartfelt sympathies to the family and friends of madeleine we are deeply saddened by this tragedy and our support is extended to all individuals and families who knew her the loss of life is difficult but the loss of someone so young is most challenging i ask that we keep her family and friends and our thoughts at this very sad time very difficult time for her family and friends i do have a few items that i would like to share with the board this evening i'd like to start off by saying that i'm very proud of the class of 2022 they had illinois state scholars between our two high schools so congratulations to all the students who received that honor the second item i wanted to highlight is the open interview process that we will we will be continuing in the new year if you recall we did this in october and november and we had success in filling many of our open positions we'll continue that process on january 13th so that's this thursday from five to seven door number two at the district administrative center located at 4175 route 71 in oswego so if you like working with kids and if you want a job in district 308 chances are we have a position for you and we look forward to continuing this process to filling our open positions tonight dr pajasic will be providing the board with a presentation on social emotional learning i'm very proud of the work that we'll be sharing this this evening that we're doing on this and our district on this very important topic student learning and student support for student learning are two of the four quadrants outlined in our five-year strategic plan and vision 308 these are two areas that have always been important in 308 and i think they are even more so right now diversity and equity inclusion are extremely important components of providing a holistic education to our 308 students and diversity is the intentional appreciation of differences which are expressed in countless forms including race and ethnicity gender and gender identity sexual orientation socioeconomic status language culture national origin just to name a few equity is the practice of intentionally working to ensure that individual or social circumstances are not obstacles to achieving one's potential which is reflected through our board approved equity statements and policies which acknowledge the need to actively remove barriers and create opportunities for the success of all of our students and inclusion is the intentional commitment to be a school district where individual differences are welcomed honored and student voices are not only heard but they are listened to we know that students learn best when they feel cared for where they feel supported in an environment where they not only feel safe but in an atmosphere of equity and inclusiveness that provides the opportunity to fulfill our district mission of educating all students to reach their highest potential our community is rich with diversity which is the strength of ours we are working to embrace that diversity in all aspects of our educational program and our co-curricular program so tonight's presentation for dr pajasic will highlight some of the areas that we're that we are seeing to accomplish this goal reaching this goal begins with the board of education making it a goal from having a full-time position and a director of dei and family engagement to improving our district equity statements to creating the additional board of equity committee and to the implementation of our student ambassadors to the board of education you have made it a priority in our district and i'm very proud of our efforts to make this a reality my final item that i want to speak to this evening is regards to covet as we all know the positivity rate in our region is at an all-time high and it's important for us to be prepared to change directions if a classroom an individual school or or us as a district needs to go in a different direction it's important that we are committed to keeping it's important to state i should say that we are committed to keeping our schools open and doing everything we can to maintain in-person instruction last week we sent information to all staff and parents on the importance of following our mitigation strategies getting tested if you're not feeling well and for parents to not send students to school if they are exhibiting any types of signs of covet as a parent i fully understand that keeping your child home can cause an inconvenience but we all must be vigilant in doing what we can to limit the spread of the virus to keep our kids our staff our school and our community health and safety healthy and safe at this time i want you to know that we do have plans if we need to have any classroom schools or the full district to take an adaptive pause or go on remote so the junior high and senior high levels we are completely one to one so if we needed to take an adept applause at any school at this level we would transition to remote to remote and students would follow the normal schedule in our conversations for early childhood through fifth grade we've created three different scenarios that could take place in scenario one we have uh is where we if if we were to have one two or maybe even three buildings that needed to go to remote we have enough devices at the district offices at the district office and for the effective school grades so that students all students could have a device here we would deploy the devices from the district office and the teachers would be able to start teaching remotely immediately scenario two if we had in multiple schools at this level that needed an adaptive pause and we did not have enough devices at the district office for the affected schools for all students to have a device we would move to emergency day choice boards for a few days while we group devices and check those devices out for the start of remote learning and then have the teachers follow uh teachers uh teach remotely for the rest of the and students follow the regular schedule in scenario three if we were directed by the governor's office to completely go remote or shut down we would move to emergency day choice boards for the few for the few days while we group the group and issue devices for the start of remote learning and the teachers would follow their and students would follow their normal schedule and in this in this scenario we'd be deploying all of our uh all of our devices from the district as well as from the schools during the time we are in a remote status so it's important to note though that i have no have received no indication of any kind of any type of shutdown happening but if that were to happen that would be our course of action i also like to point out that we're currently working on as what with special education in our self-contained special education classrooms would look like and that all this information that i'm speaking to this evening will be located on the district website so what i've just shared with you is what school uh would look like if we had to change at any level as i just said in six through 12 for one to one we would instantly go to remote learning and ec through ec through fifth grade we would make those decisions as needed so again if we had one two or three schools uh we have the devices we could instantly deploy those and we could go right into remote learning and if we had more schools that needed to take an adaptive pause we would use choice boards for a few days as we disseminate those devices and continue on with their education and again all this information will be on the website uh within the week and that is my report for this evening thank you i know it was lengthy but i had a lot to say great thank you okay the student ambassador reports thank you first off colt and i hope everyone had a wonderful winter break and are very excited to start our second semester on that note our student advisory committee is looking forward to continuing our research for the remainder of this school year emphasizing sexual harassment responsiveness and mental health awareness within our schools last year we discussed and began drafting ideas for short student surveys to continue our research on sexual harassment we also focused on refining our problem statements and research questions about the issue which had centered upon responsiveness to sexual harassment and education needed to recognize it in schools in the next few weeks our student advisory committee plans to work on these objectives further develop our analysis of sexual harassment in schools and extend our work to the topic of mental health among our students thank you anya thank you so much for doing that work it's so important and we are just so grateful to have the student input on these important issues so thank you both of you all right item 8.1 is an informational presentation and social emotional learning that will be done by dr pajasik our director of social emotional learning and family engagement so doctors over the last several years but it's something that we've been working on for a very long time so i'm excited to talk about our cats our friends and our future so social social emotional learning um as of the 2003 illinois children's mental health act um and at that time the act required the development and implementation of social emotional learning standards to be created and then implemented by area school districts all of three of those goals represent five key areas um and the third is to demonstrate thank you the third is to demonstrate decision making skills and responsible behaviors in a variety of contexts both in school and out of school and beyond school after our students graduate so our district once those standards were adopted by the state of illinois our district adopted them as well and began the work of understanding the standards for social emotional learning and then implementing them in a variety of ways so while the topic of social emotional learning has been something that we've talked the last couple of years about more and more frequently it's actually been a part of our education world since at least 2003.

policy 2262 is latchkey programs it's just new options available through hea during declared emergencies and so these options are available to corporations when you're providing school-age child care and we do have before and after school care through our eye care program the indiana course access program is pursuant to state statute and the ido and this is in regards to students who are pursuing a diploma or maybe maybe industry certification their ability to take advantage of the state board's indiana course access program and the nursing changes in terms of the student requested participation the school decided that that didn't really fit that student's needs or schedule or whatever how they had to respond to that so we've included that information from hea 1438 last year policy 2603 is school performance internet dashboard this is a new policy still to be tweaked but we wanted to go ahead and get something in as that work continues but going back to house bill 1514 of last year and then worked through the state board of education dashboards are going to change and there will be a combination of required items on the dashboard from the state of indiana and then indicators that can be chosen locally so language was built into policy 2603 to indicate how that could work these three policies oftentimes will have wording changed and we'll just stack that up so here you'll see wording for personnel who would be certified and then personnel who would be support staff and then coaches and with these policies it's referring to changes about what areas or sponsors need to be trained in recognizing increased risk of sudden cardiac arrest and participate in training around that so marching band leader has been added specifically to that and then any other activity sponsor where there might be that sudden risk have to go through some additional training so not just coaches of sports maybe as it was worded previously so just clarification those three this we've been doing but just getting into policy because it's already statute but a public hearing before commencement of collective bargaining so prior to starting bargaining you have to have a public hearing about that we have a public notice have the hearing and then start the bargaining process so that was through hca 1549 staff gifts it's frowned upon in terms of receiving gifts but but there's just some wording to reflect that sometimes teachers might get gifts for example around christmas time or something like that so it tries to just separate that from getting a gift because somebody's trying to benefit from giving you that gift with a contract for example for roof versus a child in a classroom so just revising that to reflect all the holidays for which gifts might be offered to staff members in a very benign way versus how people sometimes might think about a staff gift and again you'll see there's two policies that reflects the various kinds of staff members we have certified and then support staff staff evaluation policy 3220 revisions made there regarding the components because of just stuff over the last couple of years we are not allowed to include the objective measures from statewide assessments on the certificate employees performance evaluation so just with the challenges of the standardized assessments that were given in the last couple of years and then the legislators decision to then hold schools harmless for any results from that because we were held harmless from our letter grade we also have to hold teachers harmless and their performance evaluation for that specific piece that score from the standardized tests so that's been built into policy 3220.

um recommendation now one comment on these if you look at the old it is we use the word incidents so that could be you written up because you came in class late so you had five write-ups because five times you cl so we changed the word incidents to take away the minor offenses and they're using the word suspensions now so i think that was a huge change because there were a lot of kids that maybe never got suspended but would get rid of because of being still in class whatever so that was a big step that dr marlon was on that committee to say no that's going to happen with kids so it is suspensions now not instances so we've opened up the local school recommendation so basically a student could have a guidance counselor a teacher someone affiliated with their middle school uh do some sort of an evaluation with them and we've actually got the criteria here so that you know a lot of these guidance counselors towards the end of the year they're kind of overwhelmed but a pers a percentage here too um if a kid was excellent that would be worth two points average below average and so um and that would be based on study habits personal responsibility positive attitude so on and so forth so so that's um very very condensed but 500 students would come in during that process of of um this modified yeah um and then 65 students would go into the lottery and we feel that's something that we could track we could start to see what if there's any trends as far as um you know the the population that we're going to be working with are there any gaps that we didn't think about previously that we could have worked on a little bit more so the 65 would be within the lottery and as i said before all of this is in line with what the what deci is looking for we worked pretty diligently on coming up with the process um so what else just add a few things before questions um the recommendation the big thing that came out was guidance councils were the only ones doing that and the guidance council sometimes didn't know the whole kit right they saw the student in a different light now it could be one teacher that the kids did well in it might be you know the secretary it might be anybody within the school system that knows that child better and i think that the better rating system be very honest with you so we'll do that i think with the this has been submitted as a december 17th to the department of education and desi and some schools have received theirs back with red highlights in other words please work on this area we have not received ours back yet we've heard it is looking good but again if it comes back next week with some areas we'll go back to drawing board and that superintend superintendent watson has told us a number of times we don't really have data on the way we did things in the past so this is i think a big opening with grades big opening with attendance big opening with recommendations it's not perfect so we're going to start tracking kids on how it works and how how do you get in and if you don't get into 500 every child that wants to is going to get interviewed there may be things in there that we didn't know about that was not brought to our attention so that will then then they'll come to part of the lottery but we're we're learning this process but it definitely opens up more kids will be able to get into school but we also have more applications so i mean but more kids are going to get higher points so i think that's it i like what changes questions mr nunes yeah thank you thank you very much mr shay dr mylon marlon a couple of questions one just for curiosity how many students apply every year roughly i want to say a number then i'm going to look over my shoulder i say we have over a thousand okay okay thank you okay close to a thousand sometimes 900 or okay that's a lot wow okay now this admission policy is up at dessie right so all things being considered if you know dusty sprinkles holy water on it this will be go for next year if they kick it back because they don't like the way this tea is crossed or the eye is dotted does the old policy still come into play are you going to use a a hybrid this is for the class of 2026.

social emotional learning is the process through which children and adults acquire knowledge skills and attitudes in order to implement a variety of skills and strategies into their lives so to recognize and manage emotions demonstrate empathy and concern for others establish and maintain and enhance positive relationships handle difficult situations constructively and it's embedded into the classroom in a variety of ways that we will talk about tonight but the most important part is we continue to to grow our work in social emotional learning so that our kids have the opportunity to not only develop these skills but practice it on a daily basis so that they will live those skills outside of our school walls as well as inside of our school walls in the classroom the benefits of social emotional learning have been documented in research over time there was a foundational study in 2011 so they followed a number of different school districts that were implementing social emotional learning and they did a meta-analysis of all of that data that was coming out of school districts and then re-did that study again in 2018 at the university of loyola and at university of illinois at chicago and they found consistent themes at both times so in 2011 and 2018 that implementing social emotional learning implicitly and explicitly in schools increases the development of social skills improves student attitudes about self and others and school increases positive behavior in the classroom but also has an 11 percentile point gain on academic achievement so we while we might focus explicitly on relationships on recognizing and managing our emotions understanding stress and how to how to deal with that it translates to improved academic achievement at the same time it reduces risk taking behaviors and and students who are at risk of a variety of different behaviors within both the school setting and within the community and the interesting thing is the studies in 2011 and 2018 continued to confirm um that research and the and the benefits of social emotional learning i think one of the other important benefits of social emotional learning is that it supports the overall mental health and wellness of all humans so sometimes we use those two terms interchangeably we will say social emotional learning when we are talking about mental health and and we'll use them interchangeably but they're two very different things in a lot of ways one supports the other so while social emotional learning focuses on direct teaching of specific skills and competencies and those goals that we talked about a couple slides ago those strategies are essential protective factors important for mental health and wellness so for example physical education class in standards is not the same thing as as overall physical health and wellness social emotional learning is not the same as mental health and wellness but it supports those skills and strategies and supports that we need in order to maintain a positive mental mental health and wellness it also strengthens the coordination of school-based community and medical supports for mental health concerns and crises when they do arise so while we do not treat mental health disorders or mental illness we have the opportunity to refer to community-based agencies we have the opportunity for students to identify more early when they might be experiencing concerns and know where to go for help and social emotional learning as a part of the climate for learning framework that we've talked about at various board meetings and implemented in our district creates a safe and supportive environment that reduces the stigma associated with mental health and i think that's one of the most important things is the more we continue to have the conversation at the student level in the classrooms in the community at the district level it continues to reduce that stigma and more people are able to focus on their own mental health and well-being and i know personally over the last 20 years i've seen a difference in education and the way my students 20 years ago talked about things like stress or anxiety or depression and the way students talk about it now i think they're much more in tune both with themselves and their peers they're more willing to talk about it at home or with with school personnel and they have a better um vocabulary and knowledge base with which to do that and i look forward to that continuing to grow as we know mental health is a nationwide concern for for all people right now so our current work in school district 308 we've had a lot of different things happening over the last several years related to social emotional learning our district adopted a climate for learning framework in which we emphasize social emotional learning and we talk about both explicit and implicit integrated or implicit classroom curriculum and instruction for social emotional learning skills so one way that we do that explicitly is we have direct curriculum which is second step at the early childhood through eighth grade and then we've just started implementing the beginning steps of the believe in you curriculum at the high school which directly teaches skills and strategies for for all of those five competencies that we talked about earlier the most important piece of social emotional learning instruction is the way that it can be integrated though into the classroom and into the content areas so an example of that could be when you are in english class or when students are reading a novel or a teacher is reading a book aloud and you talk about the emotional world of the character you talk about the decisions that the character is facing the conflicts happening in the story um and then personalize it for kids so talk about you know how would you feel if you were in that character's shoes what would you do if that was a friend how would you um how would you have made a decision the same or different from the character in the book we can in a variety of different subjects um also build the skills that tie social emotional learning with college and career readiness so when we teach kids how to set goals um and follow the steps and how to achieve those when we talk to them about their passions and the things that they are interested in all of all of those skills that we might practice in different content areas builds their social emotional learning awareness and and development of those skills we have prevention programming that we implement early childhood through eighth grade in a variety of different areas we implement erin's law fully we have just started implementing the signs of suicide program consistently across all five of our junior highs and we completed the first steps of that as of the end of first semester um and it went very well and successfully at all five of our junior highs and then we as a part of our social emotional learning curriculum we have bullying and harassment um prevention built in we do provide a variety of individual and group interventions for students so when they are struggling in various areas of social emotional development or social emotional learning they have the opportunity to receive direct intervention and instruction in those areas family and community partnerships and events are some of the most important i think components of social emotional learning and we're continuing to increase the opportunities for those we've held to several parent university options this year last year we had a number of parent coffees in a virtual format and then we have a variety of options for staff professional learning that both builds their knowledge and understanding and skills in social emotional learning also we have some professional development options that allow them to work on their own sel and mental mental health and wellness we started a number of things additional at the start of the school year once we knew what in-person learning would bring us and what some of those challenges will be so we started the year hiring additional staff members at various levels different additional interventionists additional administrators of additional counselors and social workers in order to support our students we are expanding partnerships with outside mental health agencies to provide a variety of support options to students and staff so we have a system that allows us to provide personalized referrals for different community agencies based on parent need parent of um things like insurance and availability distance specialization and then we are also starting in a couple of weeks to implement psychoeducational groups in the school run by clinical mental health practitioners at family counseling services and we can also provide individual referrals to family counseling services for students and families that are interested in pursuing that opportunity we are hosting additional family and community communication and events i have been meeting with a couple of different groups so we have two events so far that we're planning for 2022 one will be a mental health symposia um in partnership with us we go plain field wellness and rush pathway hospital and the other will be with nami kdk and family services of greater elgin one will be a panel discussion the other will be a direct presentation and narrative opportunity and then amplifying student voice and feedback in a variety of formats is important so we have our student ambassadors who have identified mental health as a priority for our students in our district we also i'm very excited we are starting a student leadership group focused on social emotional learning and mental health and wellness we had over 30 students apply to be a part of that group and we're going through those applications right now but the goal for that will be to build their skills in advocating for mental wellness and social emotional learning in the community as a part of as social emotional learning has been a part of our district for a long time i'm thrilled that is it is now a part of our strategic plan and our priorities for the district and in vision 308 so this is what um we anticipate social emotional learning um to look like by 2026 um so the priority is to create a district-wide plan to support behavioral social emotional health of all students and in 2026 that reflects curriculum in place and a variety of ways to measure the effectiveness of that curriculum the sel standards are reinforced daily for academics and there's a full system of intervention and support for both internalizing and externalizing behaviors so we tend sometimes in support to focus on more visible outward behaviors but we also have a large number of students who internalize their social emotional needs so things like anxiety depression stress um some of those areas so what that looks like in current progress is we have updated our social emotional learning curriculum resources um for k-8 we implemented the new second step digital elementary in second step middle school which was revised in 2021 we had the original version of that curriculum for almost a decade and we have now updated to the oops to the um newest version and then we have in our explorer mindfulness program we're creating common behavioral expectations at the school level um implementing the the beginnings of the believe in you program at the high school during student support time we're training on reviewing discipline data with a variety of admin groups and then have developed a district restorative practices leadership team those members have been identified and we are scheduled to begin training in february so indicators of success a year from now so we're going to build on the work that we're currently doing um that full sel curriculum will be in place early childhood through high school level schools will have us both established but also taught and positively reinforce their common behavior expectations we have a process for reviewing behavioral data regularly that district leadership team for assorted practices will be trained and start to develop and implement a multi-year plan and our social emotional learning intervention resources are being catalogued and then gaps in our resource needs will be identified and addressed social emotional learning also lives in the support for student learning area of envision 308 this is very small but i did highlight for you the aspects of that goal of maintaining safe and nurturing learning environments that relates directly to social emotional learning um so i'm gonna jump ahead here so by 2026 we will have all of our staff trained in strategies to support mental and social emotional safety and wellness of students students will have multiple opportunities to learn different skills and strategies to support their own mental and social emotional safety and also that of their peers so um for this year the current progress is the signs of suicide program which i spoke about earlier we will be we have continued to develop and establish relationships with local organizations to identify student education options and then we will be administering the illinois youth survey to eighth graders during second semester that's a state a free survey that is provided by the state of illinois that looks at a variety of different self-reporting features of students so students will talk about you know risk they'll be asked about risk-taking behaviors but also things that are important to them how they feel at school have they experienced bullying and harassment what do they do to take care of themselves and we'll be able to use that data to identify um areas of improvement so a year from now we will expand the science of suicide program to the high school level a staff training plan will be created and the first steps of implementation will be in place to provide staff with systematic training in how to identify and respond to student needs in the social emotional learning and mental health area the illinois use survey data will be analyzed for areas of need and that survey is provided every two years so our current eighth graders will take it again in tenth grade take it again in 12th grade and we'll be looking for positive growth in what they are reporting and then additional education programs will be identified and selected based in part upon that youth survey data so taking that survey opens up the opportunities for a variety of different programs um in different social emotional learning areas that can be implemented in our schools so that's a lot um and i really appreciate the opportunity to talk with all of you about that tonight so what questions do you have i just have a a quick question i apologize for not asking it before but um have we looked into bringing in um mental health first aid training yes that is actually the training i was referring to so as a part of a grant we received back in 2018 which is the um know the signs of mental health grant i was able to receive or allocate some of that funding towards having district staff trained as trainers and use mental health first aid and then implement that with our staff and then long-term goals would be to implement the teen mental health first aid component of that once we have a certain percentage of our staff trained in um the adult version the adult curriculum um which is something they create the organization created two years ago and is a lot of our area districts are finding success yeah it's a fantastic program really glad to hear that we're moving towards that thank you thank you thank you so much for the presentation i had five questions but you answered them all i just want to thank you dr pajasec i i wasn't sure that you were presenting i thought mrs douglas was but thank you very much i got a question yeah all right so i have a high schooler yeah so i on slide six you talked about can you go to six for a minute yep one slide seven you talked about a survey for eighth graders and i know that we have our student ambassadors who are also asking questions but a concern for me is i don't i don't i can appreciate that when we talk about it on an adult level we say how good this is going to be for them for the rest of their life but the reality is half of our prob probably a minimum i may be lowballing are during these kinds of presentations they're on their phone and on playing games and they're texting and they're snappy chatting and they're doing all the other things that tiki talking and then they do but like so i can appreciate that a lot of our staff and i have talked to a lot of staff are doing it with fidelity yeah i mean and they're really trying to get the kids to buy in and they tell them to put their phones away my concern is that hey you got to get your staff to buy in if you want your kids to buy in and the fact that it's not very interactive for me means that i know my kid's going to zone out like as much as he needs to hear it from somebody other than mom because if i say it it's wrong no matter what but somebody else could say the same thing and be right but like i guess what i'm looking for is a way to make it more interactive always so that when we're doing this like maybe at the end of the month like i don't know how you guys feel when you're sitting through the through these presentations what are like you know every other week i mean you'd be honest with us like i like i don't want you to be talked to i want you to be talked with and i want you to i want you to be a part of it and i like you know as a as a mom and a teacher looking in i feel like it's a lot of talking too instead of talking about you guys tell me if i'm wrong i mean yeah i would completely agree with that like in our sel days or i mean our student support times and stuff like that every other week it does kind of have that tone of not really as a group in that classroom interacting with each other um i know you know me personally you know i'm not always the most attentive to those things and it's just being a student that's not i appreciate your honesty yeah you know it's it's not saying that it's not interesting it's not needed it's just i don't know maybe the way that it's being given to us i mean like you brought up it's it's it's being told to us not we're not interacting with each other with the teacher it's kind of just okay this was given to us and we're supposed to give it to you right i think um in middle school i think i was in sixth or seventh grade and we did get a presentation on how to identify sexual harassment and how to respond to it accordingly to keep yourself and others safe but i do remember you're exactly right it is a lot of talking too and i feel like that leads to people zoning out it leads to people understanding that it's an important issue there are like i would like to say that no student dismisses it as a problem but it's not taken seriously enough especially with the student survey results that we got that so many students were concerned about it and we didn't really get that interactive instruction that we needed to make students feel like oh i'm safe in my learning environment so i definitely agree having a more interactive uh teaching process for issues like this is really important especially in that safety aspect right and i like i realized that i just threw this right out of left field for you oh no but like i mean like i spent a lot of my time all day long doing differentiation and how do you get kids engaged and how are we talking to each other and you know again it's a skill and not every teacher has it and i i think a big part of this is training with the staff but i think another big part of this is it has to include the kids i think even this committee would be a fantastic sounding board like you know here's what we're planning for seo like how could we make this you know more interactive how could we engage the students more like you have a whole group of kids who like are looking for a way to kind of reach out and engage other kids and i think that if we're really going to do this and we're going to really spend some time on it and do it with a lot of fidelity we have to we have to have their voice in it absolutely yeah i agree with you and i really appreciate the student ambassador survey that was done this fall um dr roller has shared with me some of the results and the topics of conversation revolving around mental health and has asked me to be a more an active part once you move into that component i agree also i think it comes down to a lot of teacher conversation support training a lot of our teachers are doing an absolutely fantastic job we also have other teachers who you know even even if they they may implement some of those interactive strategies in their content area um it's it's new and unchartered territory for them to have topics of of this caliber of conversation and i think um you know continuing to support them and help them with that we're in the very baby stages of a direct curriculum at the high school level um until now there's been a dearth of resources so here's my fear with that right so like i 100 percent get that we're in the baby stages but what happens this year when they zone out and now next year oh it's that again and by the third year like stick a fork in it you know what i mean like i and again like i realized you're probably talking what 15 not even 15 more days of this like eight or nine probably right but i just there has to be some kind of way to i don't care if it's a kahoot i don't care if it's i don't like i don't care if it's role playing i don't care if it's a conversation i don't care if it's you know a google form but there has to be some way of engaging these kids they're just i mean otherwise we're going to lose them and we're not going to get them back and this you're right this is important and i did find i'm sorry one one part of a question this just brought it back up my question was how do you communicate these events the events and the partnerships and i think that the fundamentally what i'm really asking or saying is i want to be sure that the people slash communities who need it most understand and associate these events with support for themselves and their kids and so if there's a way to even include the parents so that the parents understand what's being taught and they can reinforce it with the kids it just may be a way for them to not only attend excuse me attend the events but also to help support us in communicating with them and i just don't know how it's being communicated i see it yeah in email but is that the most effective way yeah like i asked him you know hey would you guys talk about science and suicide today and he's like yeah you know we did something yeah like i you know so i i appreciate all the work that has gone into it yeah it's great i just like i need a little bit more i need a little bit more engagement with the kids right and i also need by that same token i need a little bit more engagement with the staff right like i need them to be able to feel comfortable talking about sexual abuse and i realize that they all will not no right or bullying and you know everybody sees bullying a little bit differently everybody sees signs of suicides a little bit differently but like i need it i need it i need to know what the kids are thinking and i don't think right now we know what the kids are thinking because i don't think we're asking i think we're just telling them what you know the lesson of the week is and i would agree with you that we have work to do across all instructional areas sel math literacy all those pieces of being more collaborative and giving time for students to reflect that some of the work around expectations for engagement with creating collaborative structures building in time for election for reflection building in times for student voice we do have a lot of professional development to do with some of our staff in order to have them do that so heidi and i will continue to to work on that as you'd see with the classroom walkthroughs that are happening again this week that's some of the focus in all the different areas so we have to make sure our staff is is comfortable with giving time to that pieces not only in the areas that they're traditionally comfortable with with curriculum content but then doing it for sel and more difficult conversations um as well so but how are we but how are we as a district taking that information and you know identifying either identifying kids who need help identifying kids who need to be in a group i don't you know what i mean like and i by the same token i want the kids to feel like they can say whatever they want to say because i i want them to be honest about it but by the same token what are we doing with it i mean if we're just talking at a bunch of kids for an hour for you know 40 minutes twice a month then are you talking about students that raise concerns and how we're working for small groups because we have started that work just recently with having calming rooms that are being established at each of the high schools and then also bringing in community groups our partnerships where we are doing some group counseling and pieces for students that have either self-identified or identified by staff by office referrals or by other other means but that's not tier one instruction what we've really been talking about today is tier one instruction that's going on with all students there are additional pieces and reports that we could be able to give you around what we're doing for small group supports we've had a lot of meetings within the last six weeks before school started sometimes twice a week with high school staff about how to rethink some of our counseling services and student support services to meet needs of more students i get that i just i'm looking for your tier one to be more interactive i guess in a nutshell if i if i had to say it smaller if the kids aren't engaged then they're not they're getting maybe a quarter of what you're saying right it's more of a conversation than a lesson right yeah and again i i don't know how i do it right like i'm i'm not saying you know what i mean like i just i you know i think asking the kids is your first step you know i think i just it has to be it has to get more interactive it has to be more than somebody talking to me for 20 minutes about something that you know half the kids in the room are like well this is never going to happen to me because they're teenagers and that's what they think yeah because i think the first thing that has to be done i was reading a study about how the number one priority for students is building strong relationships with their teachers in the classroom so maintaining safe and nurturing learning environments is is crucial right to that building and you know they have that saying now you know students don't care what teachers know until they know that teachers care so this is this is a really important aspect of getting students to learn so absolutely thank you for the work that you all are doing yeah thank you i just want to touch on one more thing that came out of our teaching class teaching and learning committee and heidi touched on it in the presentation um and i'm sad that we have to discuss this but um the signs of suicide um you have a very uh interesting role because you interact with a lot of different constituents one of them being parents and community members and that you are working towards some outside or community related meetings or or what have you where you will start to help parents and community members also understand those signs of suicide so we can all be on the lookout to support the students and children in our community so i want to thank you for that i think it's incredibly important work and with this pandemic ongoing and not and us needing to collectively figure out how to live with it um sadly we're going to have to continue that work so i thank you for that but i also wanted to highlight it because i know that you're working on bringing those workshops to the community so thank you thank you i just want to share a quick request that i got from a parent today actually that when we do these you know educational forums for parents if they could be recorded for parents who can't be there and that could be part of our you know library of sel so absolutely and one of them um the plan right now is for it to be a hybrid event so people could choose to participate either in person or um virtually if they're more comfortable and then we'll record and share that the other will be fully virtual um and we'll use the zoom platform to record perfect thank you okay thank you thank you thank you sorry can i have a motion to approve the consent agenda please i make a motion to approve all items under consent agenda 9.1 minutes of the board of education meeting from december 6 2021 open and closed session and 9.2 to approve the references and legal updates of the following board policies section 2 school board 2 colon 105 section 4 operational services 4 colon for colon 120 section 5 general personnel 5 colon 220 section 6 instruction 6 colon 15 6 colon 20 6 colon 300 and 6 colon 340 section 7 students 7-10 7-20 7-190 and 7-340 and section 8 community relations 8 colon 70 and eight colon one hundred second mr gatewood aye dr marino aye mrs simonton aye mrs swanson aye mrs doyle aye mrs johnson aye motion passes 6-0 item 10.1 is financial statements are there any questions on this evening's financial statements no but thank you for answering those and sending them out to everybody you're most welcome i appreciate that item uh 10.2 our board of education policies for first read all the policies that are presented this evening have gone through the board's policy committee prior to being brought forward are there any questions regarding to the regarding the policies that have been provided to the board this evening all right so hold on real quick because maureen and i are going to tag team here um just so you guys know so two 105 the committees were updated which is what the policy committee asked for um for 110 there wasn't any for 120 there wasn't any um six five yeah that's the one you just asked earlier did we pull that one four one six five it was always there with respect to okay yeah so four one six five was the awareness of sexual grooming right and you guys did change that to k-12 no no k-8 okay is what the law allows okay so the comprehensive health education instruction has to occur from k-12 but a specific law in article 27 article 27 hyphen 13.2 uh allows for students in grades k-8 to be exempted out from their parents but not for students in high school okay so that's okay so that was that one and then five 120 we were goods minor changes um that were made same with five one eight five um can we pull five to fifty from here is that i don't know why i'm seeing them in one place but i'm not seeing them in the other so you're saying it should not be in here well so at the committee meeting we talked about and that one talks about leaves and why you take leaves and at the committee meeting we um talked about adding leaves for child military deployment which i realize there's not a lot of us that that category falls into and i don't work here so clearly it's not me but it does happen it recently scared the crap out of me so i just thought and i don't know if that was one that we had to talk to the union about if we added days for adelie for like if your child is in the military and he gets deployed you should be able if time allows you should be able to go see him before he goes and that's that is in the law so you don't necessarily have to have it reflected in the statute it would make me feel better though yeah we can certainly pull it and add it yeah so i would like to pull it i also wanted to pull five i don't know if we need to pull five colon 330 but we did fix that one on page first page last paragraph a maximum of three bereavement days and then one place it says two on the other it says three so that might just be a typo we need to fix so do i need to pull it to fix that or that's five colon 330.

school transfer options just making sure to comply with the provisions of the elementary and secondary schools act there was a slight amendment with essa and then any current ideal procedures so just ensuring that schools have safe schools to choose and not turning kids away if they're coming from an environment that may be deemed unsafe 5340.01 is student concussions in sudden cardiac arrest some of the language here is similar to what was reported earlier with the marching band leader for example or other sponsors of activities in which a student has an increased risk of cardiac arrest having to have some additional work done in this particular policy it gets into the forms the acknowledgment forms that students have to fill out to be able to participate in those activities you may notice with each of these changes oftentimes there's increased responsibility to somebody to now make sure those forms are available and out collected and checked off graduation requirements is policy 5460 pursuant to sca 101 this policy is revised for the graduation plan it's just making sure that we're not withholding a diploma for failure to have a graduation plan but we each child is supposed to have one as per statute as they roll through their middle and secondary school years but it's not to be withheld from a student for failure to somehow some way to not have a graduation plan in place policy 5540 the schools and governmental agency revised to also account for this this is a situation where if dcsc comes to the school and wishes to interview a student there's a process involved there and that was a pretty lengthy conversation last year's legislative session about how that process should be and how administrators should respond to that but that does build that into policy 6105 is authorization to accept and distribute electronic records and to use electronic signatures there's really just a technical correction there where statutory citation is being added cost principles spending federal funds this is just updating our policy to make sure it reflects federal requirements with in particular given all the federal funds that schools have received over the last 18 months and so it's bringing that policy up to par with with federal guidelines and specifically we reference their esser which is the elementary and secondary school emergency relief funds budget preparation 6220 this is just a strikethrough of content that refers to things that are no longer required part of budget preparation so it goes back to the changes and accounts that we've had over the last couple of years and some things that could be struck from the requirements of that budget hearing this one just gets into if a referendum levy is included in the budget the spending plan must also be included so from a policy standpoint mr phillips make sure to do that and we would be doing that anyway we committed to that from a transparency standpoint when we rolled out that referendum this position of real property is policy 7300 so pursuant again to a change in statute revisions being made to the cell or least of unused or vacant property there's just a lot of language that was added last couple of years to make sure that unused or vacant buildings were made available to the public we do not have any unused or vacant property necessarily at this point in time but they're we're making sure that our policy is in line in case somehow sometime that would become a need uh disposition of surplus property it is the obligation of the board to develop a plan related to preservation of certain things it must be then posted the website for public inspection if we're going to allow for surplus property to be gathered by others property inventory this is just a drafting note to note the federal threshold of five thousand dollars for differentiating between supplies materials and capital expenditures for equipment purposes equipment purchases then a couple of more regards to student technology acceptable use and then staff technology acceptable use so a couple of sub policies under 7540 revised to include language reflecting state law requirements that specifically prohibit the sending receiving viewing or downloading of materials harmful to minors and it mandates that the content must be posted on the corporation website so that's from a technology standpoint information security gets into the cyber security and to make sure to revise that language that we're working to protect data from attack vectors and the categories have been identified and then we need to outline a method for maintaining a repository of any incidents and then those we're required to submit that information if we have an incident to the state transportation revised in terms of our ability if we would choose to enter to a fleet contract or permit contractors drivers to be eligible for life and health insurance benefits so this just gives us flexibility it's not necessarily the way we approach our transportation at this moment but the latest last legislative session did that provide that flexibility and that is a pretty exhaustive list of policies for you to to gather you have these strikethrough versions editions subtractions at your or in your electronic package so you should have those in detail i'd be glad to entertain any questions at this time mr stenner i i did have a question about the disposition of real property and the certification that's going to come from the attorney general okay um i can't remember the number yeah i'm just going to go back to the thousands there it is 73.

ellie when you say poet are you going to take it back to the policy commander are we going to ask us to make adjustments just to bring it back we can just make an adjustment let's do that yeah all right then let's do that um and then oh my gosh i think the other ones we were okay with correct me if i'm wrong the student which one the rest the i mean that's all of them except for those bottom right the student the student behavior one i think we talked about adding goal to that specifically but that's clearly in another stack of policies which is escaping me right now i think otherwise we were good i have for future discussion you did what i did for future discussion in my notes it's not in here yeah okay then we pulled it for that um so the seven one seven one ninety it's not in here because it's on my all right let me reload oh that's weird all right then we're good i'm student oh the other one was the student mask policy which maureen said we have to revisit every year because clearly some of us would like to get rid of the masks and some of us would not so we will revisit that yearly that was my only comment on that one all right yeah that um the first sentence and that says that the board of education has adopted a safety plan for the 21 22 school year so the question is i mean that's that gets us through maybe yeah so um so when would we redo that one seniors crossed we won't need this in the fall but i mean we should keep it on our list and i know there's several more policy committee meetings in the spring yeah yeah all right that was it for me morgan did you get a notation of the policies that needed to be updated then so when we bring these back at the next meeting for approval okay all right there you go all right item 10.3 is uh information in regards to enter enter fund loans and transfers dr pesce do you have anything to present on this to this evening or no no um just the information that i provided the board um for background on why we're looking at doing the interfund loan transfer we're not actually doing it we're preparing for and asking for permission as we continue to monitor the cash flow are there any questions regarding this item okay item 10.4 is an informational item regarding the issuance of tax anticipation warrants in anticipation of the collection of taxis taxes levied for year 2021 dr patsy do you have anything to add today this evening no very similar we would uh this again is an annual occurrence that we're looking at monitoring cash flow and it would be issuing working cash funds uh working cash bonds and then the the inter interfund loan and transfer would allow us to move those funds into the appropriate funds that are needed so i had a lot of support on this and we actually have a guest in the audience so jason from pma uh who also works with bob lewis at pma you couldn't be here tonight but we've had a lot of a lot of conversations a lot of involvement on this so appreciate the board uh taking a look at that and when can we stop doing this hopefully and hopefully in about four years yeah about four years five years wow but uh during that time period we hopefully will see that we will see that number decrease as last year was 25 million and this year you're talking about 20 million correct for the parameter is up to 20 million but as we monitor cash flow we'll monitor how much we really need and only issue what we need but you can't ask for 20 and then do it for 25.

um does it so i think we're required and our policy will say that we need to ask for the certification from the attorney general's office it doesn't seem to matter whether or not we actually ever get that certification it's our request that is important am i reading that right that's my understanding mr phillips do you have any additional and i am pulling up that policy as you speak mr senator so i can get to the exact language i don't dr roberts i'd have to look at it okay yeah i'm pulling that up here it just it just seems curious dr roberts or mr phillips are you aware of any other instances in which we've got to ask for certification no there's no other language in the policy mr stenner except required to request certification okay there are other questions that individuals have so to provide a context i think we read about 70 pages of changes and they were clearly delineated for us as to the language that was being changed and then how it aligned with various either acts or changes to indiana code and it did reflect in my mind that we were certainly just up to date with current code rather than um significant changes to the way we do things that is true dr said there were no policies that internally we said from a continuous improvement standpoint or some some recent happening that that indicated we needed to revise a policy this is a the standard six m every six months we are updating our policies based upon changes we've seen statutorily just to ensure that our policies are as up to speed up to date as possible and reflects the proper citations uh legally so that that drove this list of policies that you that you have all right thank you and i'll remind us all that we always go through two readings of our policy so this was our first and to read it all to hear dr roberts elaboration and summary of it and again as we might have the opportunity to review them again for our next meeting we would be voting on them for those changes at our next meeting on january 24th yes so thank you for all of that you're welcome thank you now's an opportunity for board commendations that individuals might have so mr grimes isn't here okay i did a little homework to make sure that i was representing appropriately for the board okay so one thing i did and you're the right board member to do i am the right board member well good thank you for that so i did um i did read there was a an email communication this week about four bcsc students who earn honors in the bicentennial essay contest so i will list those students names um samantha sparks valeria cortez lilly wells and mugatti lily wells used the word contra distincted in her essay i read them today and i had to look it up because i wasn't sure it was a word it is a word i've never used it before but this little girl knew it was word so she taught me something today i really appreciated reading those and the perspectives they're very diverse perspectives from those four children great job now you're gonna put me on the spot okay that was it right thank you so much for that are there others yes mr sten uh i actually got an email from mr grimes [Laughter] i would like to give several commendations tonight commendations to the hr department and dr pleek doing everything they can to fill our empty slots for substitute teachers we've noticed radio ads encouraging folks that may be interested in that position to explore the opportunity mr grimes and i would like to congratulate the boys and girls varsity bowling teams at north high school for recent success and advancing on to regional competitions to congratulate east senior corinne greewey for four years of hard work she recently became the leading girls scorer in the history of east high school surpassing a record that happens to have been said by former indiana miss basketball maria stack back in 1980 so 31 years ago that record was set this year it was broken congratulations to miss greeweek east wrestling team and their coach chris cooper for all their hard work of course but especially for recently winning their first class 3a state duels team championship congratulations to the 10 finalists but especially to the north high school seniors megan allman and ashley lara for becoming lilly scholars this year which if anybody's not familiar with the lilly scholarship it's four years everything paid for at any indiana college or university i'd also like to give commendations to mr grimes who i think we noted earlier is absent because he is participating in the national anthem and the holding of the american flag and the college football championships up at lucas oil stadium tonight that's pretty cool is that happening tonight yes it is mr bryan yeah is that why you keep looking at your watch and in addition there are a number of teachers participating in ceremonies at the college championships tonight who have been named teachers of the year at a variety of districts including our own mindy summers who was our bcsc teacher of the year i hope i didn't steal any thunder from anybody else those are the commendations that mr grimes and i came up with i would just add to mr stenner's remarks there with the last two that on so on the field tonight bcsc has two individuals todd teaches at greenfield but is our school board member lives in our community and and there to hold the american flag i think there are 56 individuals that are holding the american flag as they stretch it across the field for the national anthem tonight and then mindy's one of 18 so bcs he can claim two of the 74 teachers from around the state of indiana that are on the field that's kind of exciting so good stuff thanks for sharing that mr it is exciting so can i just take commendations to really thank you mr monroe for being our school attorney for the past five years it's been most helpful to us and to the rest of us in the school corporation so we've valued all of your guidance it's been great to have you at each of our meetings and thank you for hanging in there for a little bit longer until we name a new school attorney but we really truly have appreciated all of your service to us so thank you very much are there school board member reports yeah i've got a couple um i would let school board members know as well as members of the public that the council for youth development and its latest incarnation is celebrating five years with its executive director heather carson they are celebrating by helping the public understand their progress against their master plan for youth and what they've accomplished in the last five years this is also a time for input from all stakeholders on a survey on the website that will allow them to help set direction for the future so council for youth development and then mr grimes noted that the school foundation has two big events coming up first is a trivia contest called share the love it's a opportunity for remote or virtual participation in a trigger contest that will help them raise funds for the work of the foundation that's set for saturday february 12th and you can register on the school foundation website and then in the next one are you participating this year and march 6th when the harlem wizards will be playing here in columbus dr roberts i will probably have some role in that activity that sounds exciting sunday march 6th the harlem wizards will be here for a fundraiser for the school foundation those are the reports from cyd and the school foundation all right thank you so very much others all right cabinet reports i believe i get to turn to you mr phillips we do have a slide or two for mr phillips for this thank you dr shed just a couple of annual reports we do this one is actually semi-annual this is the extracurricular balance report nothing of significance from a change standpoint i did look just to go back to pre-covert days and look at the fall of 2019 to make a comparison the balances are pretty consistent with that time frame but receipts are down about 40 percent and expenditure is about 35 compared to the fall of 2019 so we're still not seeing the level of activity basically from extracurriculars and kids doing things from fundraisers uh all the way to field trips and those kinds of things i'll pause there just ask if there are any brief questions on the extracurricular account report that we do at the end of each semester i appreciate the thoroughness of reporting four cents at johnson center that's right and it hasn't changed in two years so the the next is the annual board of finance report i apologize for the heir there the secretary would be mr stinner and we the board of finance just authorizes us to it's a technicality that we report each year on our investments but we use the same officers as the board for the officers of the board of finance a review of our investment policy is part of this required annual report we have three allowed investment tools us treasury bills or notes the two years two years or less same thing for cds and then the sweep accounts in the money market that happen every evening at first financial bank uh in 2021 we did not invest in any cds or treasuries as their rates were worse than the 0.15 we were getting at the sweep account at first financial bank and that those low rates are reflected here in the income earned from investment so interest earned was lower than it has been since 2014 as that was the last time that rates were or as low as they've been since that was the the recovery after the great recession and then uh the additional report that they've asked us to do each each year to the board of finance is just a review of the distressed unit appeals board again this is a reaction to two specific districts in the state of indiana that had some financial difficulties a few years ago and the legislature created a regulatory tool called the distressed unit appeals board actually that that unit already existed but they created some school indicators some fiscal indicators and qualitative indicators these when they took place in 2019 they've revised them at least once if not twice and they're very lagging the indicators that came out last month were all the way from 2020 so they just released the indicators if we were ever to be identified there is a long process and it's confidential before the public would find out about it the board would be notified if we were ever identified as being in danger of being a distressed unit we have no concerns any questions on the board of finance or do ab report any questions it's just the bottom line is very important that we have no concerns in our school corporation so thank you all right this is opportunity for our members to offer their input or their comments turn to you mr bryant all right thank you dr bills pass mr stenner thank you dr should i echo your comments and nice words about mr monroe it's been a pleasure to work with him for the last five years and uh you will be missed thank you you stay off twitter well congratulations to our new four board officers once well partially once we rotate the chairs and um i ditto about mr monroe he will be missed but he'll still be around i'm sure so thank you all right thank you miss wilton um the only thing i'll say and and and i do appreciate our speakers and mr grove you're still here i'm i'm not going to exactly do what you asked me to okay but i'm going to say a couple of things just i i'm really sick of coping like my personal opinion i don't like to wear masks i don't like that our kids wear masks and and i am vaccinated and my family is vaccinated but we had a lot of conversations about that but i think more importantly it's important to note that my personal views and how i weigh in sometimes here may be different you know so i do think it's good for us to have conversations and i'd be happy to do that with you or anyone else here but no it's different what i may do at home versus what i think is the best thing for the school district and our kids in schools you know there's there's a distinct a distinction there that i take pretty seriously but i appreciate the questions being asked and the positions and the information being shared so thank you very much for participating tonight and i'd also like to say in catching up on some late emails as mr brian pointed out i didn't know there was a game tonight guys until i saw a picture of a flag and mr grimes was like i'm going to be holding the flag right here and i thought that looks like lucas oil stadium what's going on in lucas oil stadium oh my gosh people did not know so i'm a little embarrassed about this so then i said i have a lot of catching up to do and so it started catching up one point that you came across over 3 500 schools are closed right now across our country there are 3 500 school districts that had to close across the united states and we didn't like our kids are in school so i do i do appreciate that we're doing enough that our kids get to go to school every day that's the most important thing and i will watch the game tonight mr bryant okay i can't promise you i'll stay up until it's over but i'll watch what i can i'm just curious which one he's going to be cheering for the georgia roll tide [Laughter] well thank you for that i also want to thank dr bills and mr bryant and pat for serving with me last year you guys were awesome as you might imagine pat always kept us honest so i appreciate both of y'all's service and i look forward to working with you nikki and rich so thank you very much and i appreciate your confidence that you would have me do this again even though i don't like this thing to your questions mr grow i want to say we do have a policy about removing books from our library and that is initiated by anyone in our community so i would encourage you to do that if you have concerns about particular books that's not something that i as a board member would particularly initiate given particular books but you do have the opportunity to initiate that review process and as far as vaccine mandates at some level i agree with miss wilden my personal views are are not what i have been elected to bring to this board i've been elected to take care of over 11 000 students and all the staff that we have in our buildings and to be sure they're all safe and we have i have before me the guidance that we have federally and locally and here within our state so i can't say that i would do one thing and never another i have assumed the responsibility to take care of the health and safety of everyone in bcsc so as we would get any guidance that would be what i would consider as extreme as vaccine mandates i would have to take that advice and make the best decision for the health of our school corporation i appreciate you always bringing it up it is important that we be mindful as to what's best for the health and safety and the learning of all the students in our school corporation so thank you i think i have one more assignment our next school board meeting will be monday january 24th we'll be here again at 6 30 before please and because it was brought up as a commendation we did capture corrin hitting this shot that broke the record over columbus josh was able to squeeze it into our presentation so just highlighted that because it was brought up as a as a combination earlier so congratulations will you be sure that mr mr grimes sees sure yeah yeah well he will get he'll get the copy after tonight's meeting soon as we'll all staff yes awesome wonderful well thank you all very much i appreciate those who are here with us personally and those who have been watching us on live stream so with that i'll call this meeting adjourned you

okay thank you that's all i have madam chair thank you thank you other questions comments mr oliver well first of all thank you both i i appreciate the um the slides as well as the explanation um on things just a couple of points um that i took away from this i think looking when you're looking at school behavior i think that's for some many students that may make a big difference based on the fact that like you said mr shea incidents versus suspensions because i you know if that was the case from i you know myself my after schools or those things that uh those write-ups uh you know you expound on that please no comment just to confirm though for suspensions are we referring to number of days are we referring to individual incidents for suspensions so the instance is right whether you get three days or five days does not affect that how many suspensions you have in the individual incidents of suspensions okay and that's great because when we're talking about transparency that that information is relayed to the department of education with the school safety discipline reports that the public can very can very simply just just look up online if there's any questions around that and then my my last piece is at the end of the day when we're looking at um i also the the um the recommendations i think is great too i i think the way that has done that has um been ex expanded on to not because i'll tell you that my you know my daughters have had guidance councils that they really don't know who they are but they've had wonderful relationships with teachers um so i think that's huge but as far as so there's a thought approximately give or take a thousand applications each year and then 565 students are allowed in now across the city and the two towns i guess i'm just trying to understand this is there any minimum of say new bedford students that have to be enrolled any minimum of dartmouth or for haven students or it's it's essentially this is what this is the admissions policy it's based off this you know weighted criteria and there there's no minimum like the new bedford should expect or dartmouth should expect um as far as just being equal everything equal yeah you cr there is no number they give you a little history lesson back in the 80s it was 70 percent new bedford 15 dartmouth 15 for haven that was in the bylaws then at one point jesse came out and said you can't do that anymore you're discriminating against other people so this is for applications you may have 200 kids from from donathapply and get in you might have a hundred kids because of the numbers so there is no number per district if whoever falls into the point system is where the cutoff is right now it's been very historically around 70 to 72 percent from the bedford year in the year out i think right now last year i think fame was at 12 point something for him was at 15.3 i think so it's been closed but it will vary on the point system okay no that that makes sense thank you can i follow up on that because i think you know from our perspective that can be a real challenge um the per pupil funding for voc is significantly higher than what we have to spend per pupil and when we have considerable fluctuations in the number of students from dartmouth who are accepted to vogue it it's a problem for our budget we we have issues in the in the school and in the town because of those fluctuations and i think that's been somewhat of a concern that you know when we have a bump of 20 students i think your budget is maybe i'm looking at mr nunes because he knows stuff like five ten thousand dollars more per student it's a significant amount of money for us um and so it can be a real challenge for our budget when we see the numbers going like this or in some years in particular when we have a bump right it's like how are we going to cut how are we going to come up with that money and we don't have a choice in that and so i don't want to say that we don't want dartmouth students there but that fluctuation is is very difficult for us in terms of budgeting and planning um when those fluctuations occur and that's i think something that we need to you know continue to have open conversations about because it is a challenge for us um with respect to our finances in managing those fluctuations and and i don't know what's possible if there's some way to smooth that or what but i'm looking at dr gifford on this it can be a challenge for our budgeting and our planning on the town side but then ultimately that comes back to us right i mean it doesn't just come out of some magic money on the town side we ultimately end up getting less and so i think that's something that we need to communicate with and wrestle now that we don't have those percentages how can we how can we plan and smooth this out to make sure it doesn't come as a shock to the town's budget well those percentages have been there for i mean they're gone for like i said in 80s or not early 90s but but i think it's been very very consistent except for a few years i remember you know dartmouth you know had less kids and they got more money less money to pay us and behaving went up drastically and now haven has gone down to 12 percent more so than around 15.

correct correct and we won't need to well we've been at 25 for the last several years so going down anything is kind of welcome news i think it's i think it's three years where i think i think so um so yeah that's heading in the right direction we've done it might be a little confu we've done it in two issuance so we've done like a 16 million and nine million and this is just up to 25 million all right item 10.5 is an informational item which is a draft pool rental agreement for renting out the pool facility in the future dr petsky yeah so after our last conversation um what i ended up is the the board of education knows we have a a facility rental process but since we've had a delta aquatics program that we've run we've never had to build a we never had to build in the rent of the pool facility into our rental agreement so in addition to that there's a lot of questions about transitioning away from a district owned swimming program so what i what i did is i put together a contract to kind of take a look at what we could share with different vendors to say this is what we're looking for it's been taken a look at by maureen as well so she helped me to look at this and and put it together for the board's best interest as well and what this really allows me is the opportunity to go to swim clubs with a contract in hand from the board to say this is our expectation for a community run swim program with along with our rental facility agreement so um and uh so i put that out there for the board to review and i guess what i would ask the board is if there's anything that you that we've been talking about that you would like to see reflected in this agreement it's easier to kind of take a look at this and provide me some feedback so i can develop that for you so my only my only question on this was the year number five which is page starts on page the bottom of page three i think um i have a little bit of concern that it's the oehs athletic director especially since we've replaced the oehs athletic director several times over the past five years that i know of i think there have been three over the last five maybe i could be wrong i'm pretty sure it's three so i guess yeah we've had so we've had a few athletic directors we didn't replace them they've left for on their own accord well i mean like again like i i'm not saying that we fired anybody okay right i'm just saying that there have been it's been kind of a little bit of a revolving door and this is a this is a pretty big part of that job that doesn't exist over at ohs so i that's a that's a little bit of a concern for me that now we're putting this on one guy but we're not doing it on the other guy because this guy has the pool in his house well here's what i would ask we rent out the field house does the ohs athletic director have that as a job responsibility the rental day-to-day operations because that would be the theoretical equivalent they oversee it as part of the school grounds they oversee it if there's any issues or any problems custodial staff and they it's more on the day-to-day are you know if there are problems with the rental or then we can work that out through both the um the athletic director but also with with my position as well so but just a very quick one-line answer does the ohs athletic director serve as the primary day-to-day facility contact for the field house rentals not that i'm aware of okay and that speaks to ali's concern if we're not having that position handle the day-to-day facility rental at one high school why would we have the athletic director handle it at the other high school yeah that doesn't answer the question of who's going to do it no no no i just that was my question this is one and i appreciate the fever this is one we can flush out a little bit more and say what would that look like for instance we can ask mr miller right now what what is your interaction with the swim program how does that look and and what concerns would they have from the school perspective with the facility so and that kind of speaks to my other question about this which is the ranging from 35 to 160 per hour yeah i i feel like we're talking about having some kind of standardization for all of our rentals i can't remember when we talked about that but because i know that each contract for the field houses for the fields for the pool for the theater for all the different things that we routinely rent out to others do we have kind of a standard boilerplate rental fee for these as well or just for the classrooms and buildings and how do you get such a big range for the pool yeah and how are you ensuring that everybody who's renting facilities is actually paying for facilities and that's for instance if they just use a classroom at a school or a gym at the school it depends on the impact of that usage right and we have that written now so we have that that kind of written out what those fees will be in a facility rental request so i guess but not in turn not in terms of the pool like what we do have is what i think what you're referring to lori is class one class one a class b class one is if it's a school sanctioned program which is i'm dealt aquatics right now is our school program so there is no rental fee but there is maintenance and uh maintenance and stuff like that just just in the interest of time i'm i'm just looking for like a quicker answer on like a shorter version it differs so a class 1a is a non-profit no with 70 of our district kids they're charged a lesser amount than a non-profit that is none of our right that's that's getting way into the weeds of what i'm trying to ask for i apologize but um i understand what the differences in the categories are that we have the concept being we have that and we have categories that very clearly are fleshed out as you were just starting to demonstrate um do we have that for all of our other types of rentals such as the field house at ohs the pool at this obviously we're talking about the pool now the theater at both of them gets rented out pretty regularly um do we have anything standard for that because i know that that has been an issue in the past where i believe we had one organization renting it for something like 25 a year or something for like the field how for like 20 years or something crazy so that's what i'm trying to address is making sure that when i see a range like 35 to 160 per hour that's a pretty big range um can you in about one or two lines kind of share how you got to that range um just uh surrounding districts and what they charge for instance indian prairie charges fifty dollars for non-profit they charge 150 to profits okay so it's it's really it's that so it's not a range it's just two specific dollar amounts and it could be a range in between there for instance the difference between like a class one uh class one a or a category two that's kind of how we're set up with our performing arts centers too now is uh if we have outside community groups using it for profit versus if it's a student sanctioned club or there's there's more attendance for students there's a tier of pricing for that so i can definitely share more information with the board on how our fees are structured for the rentals based on the different categories because i would expect that those reflect the the costs associated with running those facilities for those rentals and i think i'd like to see something a little bit more standardized for the pool rather than just i don't know it could be between 35 and 160 dollars that to me i'm gonna look for the 35 um but if i qualify for the 160 i'm gonna try for a hundred and we need to know what it costs us to rent it not just what the category is okay so that's what i would like to see thank you okay i just have two questions regarding a back again to the athletic director is this on top of their one percent full-time equivalent 1.0 full-time equivalent so is this okay and then how is that compensated does it self-liquify from the fees that we earn it's it's really more of a coordination like can they have the pool are there other events going on or is there parking it's like a day-to-day is this going to cause a conflict with other things that are happening around the school so that that would kind of be overseeing the athletic director would know everything happening at the school uh and with those events and would also have that insight into the facility the pool as well i almost start to wonder with all of these different types of rentals because as you're saying we have that same issue with someone getting the field house say at the other high school i almost wonder if um you're saying i think i'm understanding that what you're saying is that some of those are handled by facilities some of those are handled by an athletic director in this case that's what you're recommending um who else could be possibly responsible and is it going to be to our benefit to maybe um kind of consolidate that a little bit so that we don't have all the different conflicting layers of responsibility if one person says yes and another person says nope for example like yes they can use it there won't be a conflict and someone else is saying whoa whoa whoa that's great that you don't have sports events but we've got you know five dance recitals or something like that so is there somebody that consolidates between the groups there's a calendar online yeah which then i think goes to gravel yeah so he monitors the facilities but he doesn't yeah so he monitors checking out the facilities to the different groups and make sure that they go through the process and the insurance is handled and all that so and that would be the same for the aquatics program then um yes yep but again they would rent the facility through it but this is and that's where too it's like to to um there's the rental fees and and whatnot and then there's our expectations of how the program runs if there's if there are issues with how the program is run if it's on a day-to-day if it's a if it's a new owner coming in they can walk out some of the expectations that we have they can work that out with the school through the athletic director through the facilities um and then and then through our office coordinating the facilities there's a conversation that can be had there okay that's all my questions tada next thank you dr petsky for putting that together i think it really reflects what we asked you to do good i was going to say what i'll do is i'll i'll take this again and now i'll start approaching i know some of you would mention some contacts that you might have that you would want me to talk with and uh and looking at other other organizations and see where where interest lies in the program great thank you okay so 11.1 um approval of bills for payment can i have a motion to approve the bills for payment please i make a motion to authorize the payment of the bills in the amount of 2 million and 80 cents as presented second dr marino aye mrs johnson aye mr gatewood aye mrs swanson aye ms doyle aye mrs simultan aye motion passes 6-0 uh approval of stewart farm lease extension can i have a motion to approve the stewart farm lease extension please i make a motion to approve the steward farm lease extension for a two-year term ending january 29th 2024.

you know so because the number is a lot right and more kids from a cushion it are going to for haven or they go to old colony vote so that that christian number helps for him but doesn't doesn't come to us so we understand that it is a the policy where we thought we originally had back when 15 you know 70 15 15 everybody kind of configured that number but the state said no you have to you have to do this and some people want a full lottery for us and i think that's even more disastrous because that could have every every kid that applied no matter what get in and that would be you won't know that until like april so i think beyonce it does fluctuate and i i understand john's concerned but very rarely we'll go like 15 to 18 percent or it'll go anywhere from like 16 to 13 around that area at least to my knowledge correct yeah okay i can speak to that if you want right i guess i guess my point is is that even one to two percent is that yes we understand is a big number for us right because we don't have the town's got low tax rates so we don't have a lot of extra money and so a small percentage fluctuation right two percent is is ten students right that's a big deal for us so it's just you know maybe having communication about about that and being aware of that would be helpful sorry i interrupted you no i was actually just i was done but now i've got two more questions that just got raised sorry that's all right so i know that on the municipal law you know mr colley's not here tonight uh but under municipal law there's a lot a special education stabilization fund is allowed is there any anything under municipal law that would allow for uh the town or municipality to have a vocational stabilization fund i don't know yeah i'm looking i'm looking at the only uh i think you i think you could because the town of dartmouth has had that you know they've put money when they haven't had contracts settled they've taken money and they've put it in a stabilization fund for future salary increases but that would that be that would that be escrow like an escrow like yeah because in other words if you know a contract isn't settled or they don't anticipate a contract being settled uh by june 30th okay right uh they'll put money aside in the budget this year at the town meeting and say we want to put sure so much money into a stabilization fund so that it's already probably already been budgeted for this year yeah but it's not going to be spent so what they want to do is they want to put it aside they don't want it to to fall out into free cash right no so they so they put that they put that into a stabilization fund and then they come back it when the contracts get settled they come back and tell me to appropriate out of that but my understanding of stabilization funds is that it's got a towel meeting has to approve the foundation of the stabilization and disperse materials but we have one of those we have a kindergarten stabilization fund that was great that's a revolving fund isn't that involved when we created kindergarten there was the stabilization fund that was going on for just that express purpose that when we created kindergarten if i think mr watson's not his head because i think he was on the slack but if by chance we weren't able to fund kindergarten for a year the idea was the stabilization fund would be used for that so that may be something that we can think about looking at the data as a way to sort of smooth things out just something to think about and one one last thing and this is just for my own knowledge is the vocational for um uh funding formula or financial the portion that and i know it's different between the city and haven and dartmouth and what each municipality pays but is it just with is it individual to the regional district or is it across the like across the state it's the same or every every vocational school district has a different formula i i'm not sure that question the answer no that's it's it's vocational funding is it's a formula that's for all vocational schools and it's based on right it's based on your mix of students so if you've got a more english learners or more people on iep so the formula is generic but the calculations are based on the student population that that enrolls yeah but yeah all right that makes sense so it actually it takes into consideration every regional vocational district takes into consideration those factors socioeconomic status special education status okay thank you all right miss wait do you have comments i just had it more of a kind of a question too and first thank you for this you know and i have to echo what uh mr oliver said i do think that you know just the way it's been broken down especially for the teacher recommendations including the teachers i think is is going to be a game changer so i appreciate that um i did i'm just curious you know because i'm not as familiar with the process when someone is applying to vogue are they choosing are they coming in with a specific shop and is there a preference for students who have a higher point accumulation to get into a specific shop so as part of the admissions process so i'm curious like so if i have the highest i'm you know i've gotten all the most amount of points why have a better chance of getting into this preferred shop it's all about no all by point system and so if the before the 99 95 to 100 had higher points usually so that's right on the application they pre they ask you for six shops that you are interested in we have an exploratory program the first half a year freshman year where they visit i believe all of them 15 shops you know they have a six week six day they go three day and three then you go to class three days three days class and so we try to give everybody the top three choices you know most of the time that works sometimes it may not we'll try to give you four or five but at the end of the exploratory program the kids get much not on their talent right but on their effort and the attitude within those three days so even you don't like welding and you don't as long as you do your best you score well at the end of the half year everybody the point system goes from top to bottom and we what did that person want medical assistant next person automotive next person so we go down until shops are filled okay but those points just for clarification are accumulated at the half here they they don't have anything to do with these this this is completely separate so everyone comes in basically undeclared everybody that walks in is on the same playing field day one okay thank you right okay okay i appreciate that thank you thank you good miss amarill thank you oh i hear myself can you hear me sorry it's awkward um i'll just continue um so thank you for being here again uh i know this you know came down from dusty and uh but i want to you know thank you for your thoughtfulness and your um the way in which you've approached this really excited to see the weight the weighing of the different criterias um changing because you know historically i think of students who you know have you know an underlying sort of a social emotional need that may have during their middle school years developed into like a school refusal or a behavioral issue i'm really interested to see and hopeful to see how that transfers into um you know the students that you will uh starting class of 2026 if desi approves of your plan how that works out and um i'm a little far removed from the day-to-day with families but that was something that i would hear often is you know students who did have issue with school refusal who based on their um anxieties and mental health challenges that that translated into them having less of a chance to enter the trade school and such a shame because as we've witnessed in our own middle school when we engage students in a way that meets their um their level of excitement to in in their engage in a way that you know students who wouldn't be the ones to stand in front of the room to you know read or raise their hand to be the first one to answer a question uh when they're allowed to do a project that involves using their musical or their artistic talent it's incredible the things that we've seen as a school committee be brought in front of us so i see that as a a wonderful sort of uh hopeful hopefully you'll see that too that those you know those missing class or those unexplainable um unexplained absences if it's scoring lower it's less apt to kind of preclude them from being accepted and i'm excited to see hopefully that those students who then engage in the in the trade school a place where they are going to find some their niche and really excel how that's going to work out in in the fruit of that change i i look forward to seeing and that's all i just appreciate all the work and dedication that you put into this document and um um i'm grateful for it thank you miss amorel so you know i'll just say i'm very appreciative that you have made the move towards being more open to students right to lowering sort of academic performance because you know i teach at a university but i really firmly believe in vocational education that for so many students it's a real path to the middle class and um i see a lot in dartmouth sometimes i know mr newton says stay off facebook but i'm still going to say on social media right that people say oh i'm gonna send my kid to vote because it's a leg up in college now every kid who goes to vogue should have the opportunity to go to college period but at the same point in time i have been deeply worried that that mentality is crowding out students who are not engaged in a traditional educational setting and so they don't perform well in middle school and they're being shut out by kids who are doing this because they want to get you know a better chance to get into college um instead of you know going and pursuing a trade so i'm i'm very grateful that you've made these changes personally i would have preferred even more of those changes that's just sort of my mo i am exci happy to see that you are doing a lottery um it would be my hope that you are able to expand the lottery um ideally i would like to see a floor um that you have to meet these to get in and then once you meet that floor it is a lottery that would be my preferred system we're not there yet my preferences i don't get a vote on that but i want to say i'm super glad that you have put in that lottery and that you do plan to evaluate that i will also say this i hope that the evaluation is not well they don't do as well so we can't do the lauder anymore i hope that as teachers and educators our concern is these kids are getting in and we're not doing right by them so how do we do better right that that we don't do away with that lottery that we hopefully expand it and we figure out ways to give everyone access to a vocational education particularly for those students for whom college is not the right choice um and so i'm just i really i really believe in what you all do and i just want to make sure that we're serving the students really serving the students who would fully benefit from a vocational education and so you know i think one of the things that we've talked about tonight is partnership like we want to work in partnership with you and so i hope we continue to keep these lines of communication open um and we will invite you back on on other occasions to have conversations i think this has been good though so thank you and just to end it i want to thank you again and um again cindy was more involved with this admission policy than i was she was represented diamond on that so kudos to her for many many many long hours beyond what the meetings are and also any members committee you know can if there's something you have questions please call me or please call dr marilyn because a lot of times if we pick up something as school game members you know we can act on before it becomes an issue so you know we're glad to listen we may not always agree but that's okay we'll just we'll listen and move forward and again the last thing is that you know cindy and i were talking as cookie members it's been tough two years you know with all the teachers and everything and uh just both of us hats off to you guys for the job you do and keeping it going you know i've talked to dr gifford a number of times and again what she does and for all the teachers in dartmouth it's been a crazy crazy few years but i hear good things coming out of dartmouth uh i keep my ears to it i got a little connection here so so i just want to say thank you to you guys for what you do every day thank you thank you thanks all right so the next item on our agenda is the 22-23 calendar um dr griffin is there anything you want to say here i mean i think it's a pretty standard calendar yeah it's pretty standard so take a peek and um this will be the first read on that if you have any questions about the calendar no i'm just glad to see that i'd like to see that uh the second as that monday i'm glad that that monday is is off i think that's important for you know kids to recover everybody to recover and have a day to travel if you're seeing family and yeah so i'm glad to see that well new year's day is a sunday anyway so that makes it a monday holiday yeah yeah but even still i i would hope that's helpful we try to we try to maintain because that hasn't always been the case where in some cases they've gone back on the second yeah so yeah and we we changed that recently and i would like to i think we'd like to keep it i think we're all in agreement that to mary's point it does allow the students to recover and everyone come in for the first day of january well rested and ready to go right right other questions or comments we don't need a motion on this you know that's the first reason all right okay okay so um the next sign of the agenda is the masc resolution that we're going to skip um it's fine we haven't gotten the wording to that yet we're all very busy we get that we'll come back around to that one um so the next item on the agenda is the superintendent update sure so i have a couple of things obviously um so some fun things that are happening i just wanted to let you know that cushman has received another two thousand dollars from the feinstein foundation so they're keeping that that going um this is about their kindness tree which they have hanging and then the little uh suggestions that kiddos can put up how they uh help out how they're kind and one sample that was sent to me was you know helping mom and dad with their groceries and things like that so um as you know the feinstein foundation's basic premise is just to really instilling kids the power of kindness so our cushman school is is continuing that and is one of the top schools so they're working hard at it so that's good um our sale program kicked off and we have 16 unique sessions that are being offered by teachers across the elementary schools and our cushman students are bused to de mello to partake in that and um the sessions were self selected by the teachers were invited to propose something they would like to offer whatever it might be robotics or knitting i mean whatever it might be that the teacher had interest in so that just kicked off recently as well we're working right now on our pre-k and k registration details so we'll be getting information out on that soon it'll be time for folks to get their kiddos registered of course we always like our kindergarten to register as soon as possible so as we move into budget season and we're looking at staffing and sections at the schools it's important to know our incoming students uh you mentioned the audits etc so we're continuing to gather documents in preparation for that we haven't received any further details as far as dates or any of that yet but we're working on accumulating the documents needed for that um mr kylie and i have been scheduling budgeting meetings those um you know as you know he's been out ill so but we're looking forward to hopefully starting those this week with our principals and our department heads everybody has submitted their budgets their preliminary budget requests so now we'll be meeting with all of them individually to discuss their requests and this wednesday is an early release day and once again we're continuing the master teacher platform that we used last year that received a lot of good feedback from teachers it's self-selected so they have numerous numerous choices of professional development and then they can accumulate uh 10 pdp pdps to help with their recertifications and also this year our its teachers have developed a platform with technology um really aligning what our existing platforms are helping people hone their skills on things we're already using so they've offered that out as well and again people can self-select what pd they'll be attending and along the its teams uh its people we're also assembling teams that's going to continue to support you know as we had the one year position this year um helping integrate and and create units that um various content areas can integrate the technology digital technology standards into the curriculum so we have teams being assembled that we're going to be helping create create those units etc so we've been doing a lot of work with the elementary but we're expanding it to the secondary level a little bit more and then um as you pr as i told you last week we did pause our athletics for the week uh continuing to monitor that our intent is to restart that tomorrow with practices we really as you heard evan say uh hockey has a game this weekend so we're hoping that that works out well it's at gillette stadium but with the five-day day comeback with the new guidance that's helpful as well to get folks back in whether it's teachers coaches students athletes whatever it might be so i did talk to andy christopher today and matter of fact he just texted me something i haven't had a chance to see it probably a letter that he's sending to the parents about updates on various things the mia did take a vote to limit fans for two per student with the indoor um anything on our facility so he's working on deciding how to how to go about that and what we'll do to start off i'm sorry i just missed that could you just repeat what you just said i'm sorry to limit what two per student super athlete just to start off the mia okay yeah okay i think that's smart yeah so he'll be looking into that um no decision here of how that's working right now but as i said he's really on top of communicating with parents on what the changes are and and as we continue to let people know too if a student athlete is uh positive with cova this they are required to bring a medical clearance from their their doctor as well just to be able to re-participate so it's not just the coming back of kovid but it's their doctor clearance as well as you know there's issues with kiddos that are then coming back to play that we want to be extra careful about that so um we'll continue that's a monitoring every day we can't we said it again it's fluid and flexible if something happens that we can't then then we pause um let's see uh of course i've resent information to parents last week about reminding them do not send kids to school sick we did have an issue here at the high school it was becoming quite evident that people were coming off the bus to use the nurse's office as a testing program and it's i just keep saying it's not okay you know it overburdens our personnel our resources etc so um i can't stop giving kudos to the nursing department that's working way over time to um help out and of course our extra people are partners with the stat ambulance they've been here pretty much every day at the high school especially but but it's but it was better today so that's that's good news i guess and as you know the desi did update the guidance last week we we decided to hold off for a week to get everybody used to things bring our nurses back from the holiday break and get used to it and we are we have now implemented it as of today so people that have tested positive can return on day six seeing that they have 24 hours at least with no fever and symptoms improved symptoms we have had folks that luckily they said you know i'm still not feeling that great they don't come back so that's what we want to encourage that it's okay to come back when you're feeling well but by all means don't don't come back if you're not so um let me see i think that's about it on my and then absences you mentioned as i said um we had fewer today we've had we've had some in the past even without coping to tell you the truth but last week when i sent you that email it was one of our biggest obviously nervous times if you will a little bit anxious of can we can we manage the district but we were able to pull it off we've stopped into all the schools between all of us and um sent as i said secretaries around and helping out and it worked so we're okay for now we're okay for now but today's absences were much less than last week so we're happy to hear that but of course we've just come off another long weekend if you will so we'll see what happens are you is that both staff and students yes yes yes yes yes i'm trying to look for that data i just had today um and the one thing we are looking at i'm looking at the drive for um the positive cases as i think i told you last week for the week we've reported positive students and 44 staff members and since last thursday i hate to give the numbers out but it's all public oh goodness yeah um 695 100 probably up another 120 or so so um so we'll see what happens but we as you know we watch it every day so school's functioning um obviously it's difficult for everybody at this point but that's it questions mr oliver thank you madam chair um so i i just have a couple of questions on what you presented dr gifford um i guess i'll start with since we were just talking about covid right i guess i guess we'll start with that so are there any yeah and i know everything's fluid right are there any like even rough metrics in place as to covert numbers in specific whether it's classrooms whether it's after school programs or sports i guess that the district or your office will in consultation with desi would be like all right maybe we need to look into closing this classroom down because i i know that remote learning days has the dusty has made it clear that you know that's not counted towards time on learning right so but are there any and i know it's on a case by cave my understanding is that it's on a case-by-case scenario in which um the school districts have to have conversations i guess there's a point of contact at jesse right that um that you're able to speak to has there been any close encounters with that because i don't as a school i i know that you're always good with keeping us up to date that that there hasn't to date there hasn't been any closures of classrooms or anything but has there been any close calls how how is the district looking at those numbers like if it's a specific classroom like well there's there's five students out of say 19 out that's a concern we really need to we need to make that phone call to desi yeah i actually did call desi last week but it was really a concern more of um because i had spoken with the principals of staffing we were concerned of the next day whether we were going to be able to maintain one of the schools anyway but um their answer of course was you would have to call a snow day a no school day and no remote and to call them with any other they can't help but they pretend they can help right but i guess to your um to your question really it's the ongoing conversations with i can't say it mr misho again when we have those kinds of questions uh or we meet with our nurses and so we haven't really had that instance where we're fearful about the whole class and i think why really that's helpful is because of the exemptions with the vaccination status for testing but also that we do have the test and stay so that we're able to continue to monitor those kids even if it was say a five kids out of a 20 class or something 20 student class that we're able to to monitor that on a daily basis i think that's if we didn't have that in place i think then we'd be more fearful and make that decision to which we did last year if you recall especially when we had our smaller group program kiddos and um a couple of times we had to do that so with the test and stay as much as it's a lot of work um i think it's just very helpful that we're able to keep everybody that we can functioning and in school absolutely no i i certainly agree with you and then my other question my follow-up to that is with the test and stay program do you are we keeping track of i'd be really curious to know um how many tests and stay how many tests have been administered and then how many how many positives how you know is it obviously it's worthwhile right but how many positives it's found yep i i wouldn't be able to give that to you tonight no that's fine but we do have that data so we keep a big spreadsheet not only on the positives per completely the nurses put it in every single day and we have access to it it's a google drive of course and we also have a spreadsheet that by each school all the testing stays and they'll they'll map it out whatever the if it was a ten day five day whatever it might be and um then they put whether it was negative the kid was absent so they keeping really good records on that do we have some sometimes that pop positive yes matter of fact today at the high school we did so some that came down for it and came out positive so again thankfully we have that because right so often it's asymptomatic so we do have that data i it's just too complex to you know speak to and i i didn't ask ahead of time so no no problem but yeah as you were talking i was like i was just i'm just curious yeah yeah but it's there yeah absolutely and i just want to mention lori jodwin who's our assistant special education administrator because she when she was hired one of her duties was supervising the nursing department and i don't think she really knew was going to come to this but for the last two years she's just it's daily daily daily she and i obviously communicate daily we're in each other's office all the time because of this and um she's on the phones or texting with the nurses with mr misha with ryan from stat and does you know the inventory with the testing kits we just had to order more uh how many testing stays we have for the next day do we need ryan do we need somebody else to help out etc um so she's i just want to commend her for the work she's done not only with her out of district work and all the other things that she's working on but this is obviously as you know has taken a lot of time so i just wanted to commend her thank you for that and absolutely and you know i'll echo that yeah just being in education myself um it's just it's a monumental task what the what the districts are are being asked to do right now um and and we're pulling together and you know for the most part people are doing it with a smile on their face yeah it's constantly changing it's constantly being fluid uh so i i do have to send a huge shout out a huge thank you to you know starting with you dr gifford and everyone us especially our our educators our faculty our staff our our teaching assistants um everyone true it is um there's i'm you know there's certainly a lot of concern with with burnout right um and i won't get into it but i read a a a really good article in forbes uh over the weekend about there's a you know there's certainly some things to be concerned of in the future yeah i agree in the near future with what's happening yeah and i'll just leave with this uh in regards to the its position that was created uh tricia leary i believe being on assignment this year how is that because i know that was created i believe with astr funds right um how's that going uh are we going to be able to see something in the future as to what we're doing yeah i i i think it's going fantastic she's fit right in and doing a great job and she um i know for example one thing she came over here at the high school you know an elementary teacher kind of coming into the secondary level was like but i remember having a conversation with her that people were so happy she fit right in and is helpful and it's the great personality for that work um and really knows their stuff of course so absolutely we'll have you know we'll we'll have to check in later as the year goes on and see what the product about how that integration is going on and what what's in rubicon atlas and our curriculum and all of that so yeah we're happy to have it right yep thank you very much welcome ms wait do you have any questions um you know not not for say i guess well i would say the one thing i am curious about as you know we kind of saw that it was the boosters were opened up last week to a you know another population the 12 to 16 year olds um and as i think about the students who are coming in and they're having the test and stay how do the nurses know those students who are i mean is it you know are do they have access to those records and know that these students are vaccinated or they because i know in our case you know our students it's on their medical records but i'm not right everyone's like how do they are they taking parents words for it like how and are we seeing an increasing number of students who are vaccinated so less actually have to go through the test in the state program so there's a couple of different things there but i'm curious to know how that actually yeah works i think most of the time the parents are just very forthcoming with the nurses you know they have submitted the cards or whatever it might be for the vaccinations and um i i'm i'm actually surprised sometimes that the number that aren't that so don't you know or either they aren't so they um are in the test and stay or that they refuse the testing stay too sometimes i'm surprised at that so right there's no rhyme no reason i think there's no trend that i could say you know this so many is is our intestines day or vaccinated it's sometimes i'm just surprised right by what i hear each day yeah yeah and well there's students who are and then you know as we think about the vaccinations increasing then meeting the booster um well that then when we get to a point and this maybe isn't probably a question for chris which shows that well we need to have make sure that if you've been exposed well we get to a point where you also have had to have a booster or you have to go through test and stay because again right now we're saying if you're vaccinated but you know how much the vaccine you know how long are we going to count vaccination status without a booster like to support it so yeah yeah because the definition for the vax is still at first we thought they were going to include the booster right and we were like oh my goodness that's going to do a job on our website but they didn't i don't know i don't know you know according to data you know from the cbs the five to 11 year old in dartmouth it's 17 percent vaccinated um and 12 to 15 year olds is 56 our rates are really low yeah but that doesn't include the booster of those 12 to you know and again i know that was just available last week so yeah it is it is very low but i just uh yeah i was curious but i did want to echo what um mr oliver said that you know i just thought over this past week i mean my just you know whether i was at you know any doctor's office hawthorne i know they're overwrought you know and just overwhelmed and have and then have us your teachers too last week i just you know and yet we were receiving emails from the teachers saying what can i do to support your children who are in court i have to give them so much credit because they're doing it going above and beyond and really trying to keep this you know in a personalized way to reach out to students who are quarantining who are doing this and that and it's just in having different students coming in and out and the amount of work that that creates and you know to your point about burnout i just you know and staying positive and that that energy it's it's it's a lot on us so i i'm really appreciative of all the leadership and everything else but i'm aware you know again that there you know as dr jenkins said again and again that there's gonna be something right each day we just say another day you know i know going forward how's everybody doing and uh as long as we can cover the classes and yeah keep it going so samuel do you have any questions or comments no i don't thank you for that information dr gifford i will just echo my colleagues you know going moving under the report of the chair and saying thank you um it's been it's been rough and you know every time we think we're out of the woods something new comes along so i can remember that brief shining moment and what was it july yeah we had mr brown and we were like enjoy your vacation all right oh it's gonna be great well as you might know friday's snow call was the easiest snow call we ever made not even a quick there's a snowflake cancelled school yes and then it was so early that was another thing everyone was so grateful it was great we needed it i mean like i was out and i happened to have wbz radio on at noontime and they had our she had already the superintendent had already or the mayor i'm sorry my fault right the mayor had closed schools in boston noon time for friday it was like we were just fearful we were looking to have staff yeah no dartmouth was one of the earliest in the area to call done i'd say the middle schoolers ran out i was waiting in the middle school they were like yeah they just announced it as they were leaving so they were just like joyful and put a smile on her that was great it was good so thank you it was a good move the only thing that i'm going to add my report of the chair is that about the dartmouth education foundation spelling bee we're hopeful that we're going to be able to move forward with it it's not until march so we have some time hopefully for things to calm down it's thursday march 24th from seven to nine here at the high school um the flyer went out to all the principals about putting in teams and i'll remember um first in early flight for getting your teams in and you can go to dartmoutheducationfoundation.org for information about donating to the spelling bee and also for putting a team in the last thing on our agenda is the other matters that might not have been anticipated the time agenda posting does anybody have anything they'd like to share mr nunes i have yeah evan took one of mine which was fine about the fall sports teams you know in the standard times but also uh over the next couple of weeks our deca students are going to be competing uh again virtual this year that was supposed to be uh live in person tomorrow i was all set to go to hyannis and judge but uh got an email uh middle of last week that they decided to go virtual so they're just revamping everything and such so i know we're going to have a bunch of students in the different categories and you know it's always an honor and a privilege to to do not only see our students but students from everywhere other all the other area schools and it's something that i enjoy so i'm looking forward to it but i mean they're you know good luck to our students as they move forward with this thank you thank you mr newton's anyone else mr oliver i would just ask that uh i know we've done it in the past i don't think we've done it the past couple of years but um in regards to the spelling bee i know we've um we've sponsored teams before so i'll throw it out there that i would be more than happy to uh with my colleagues um sponsor a team yeah that'd be great i'm good with that yeah so just as long as we don't have to spell i think one year we spell yeah we don't let's not go that was the year that the final was the school committee versus the finance committee and the school committee won i was in the finance committee then and i was like oh you made to the finals and i was like yes because the woman at lisa i can't remember lisa's last name because she was an english teacher it's like it was all her listening it was all right it's not me spelling is not my forte so as long as we don't put together a team that we sponsored i agree perfectly okay i'm good with that perfect thank you anything else yeah just one last thing would be um you know i think it would be it's just important that whether it's the next school committee meeting or the following one i'd really like to see um it coming up on the agenda the dartmouth indian and in that you know where we're at with i think that was on me i haven't had a difficult um fall semester dealing with all of this sort of stuff and so um it's on me to move that forward and i can there hasn't been much to report so we'll see where we are um but yeah i've had a i've had a lot on my plate yeah as we all have and so that has fallen all by the way be fine thank you thank you thank you um yeah so our next meeting is uh i have january 24th at 6 30. um the good news is we do not need an executive session this evening so i will simply entertain a motion to adjourn so move madam champ second all right i have a motion by mr nunes the second time this way can i have a roll call please miss cantha shannon jenkins yes mary wait there we go yes yes absolutely amaral john nunes yes chris oliver yes thank you everyone the meeting is a journey [Music] she was sitting there
