we need to we need to know what we're doing in this decade thanks any other comments i would offer one and that is uh there was a webinar today on implementing a20 where both missy and the county presented and the county is drafting up its own plan obviously the county also includes ann arbor missy are you on the county group one of the stakeholders you're a speaker okay um because um peck your first your first uh suggestion was maybe something that could be done in the context of what the the county is doing and the commission and osi and others could potentially play a role in that you know obviously it's in our interest to support the rest of the county and a lot of the other county municipalities would benefit from what we're doing here in ann arbor so jointly working on that makes sense to me okay um i don't see any other hands raised so um we'll move on to the body of our agenda and the first thing that we wanted to review was a review of basically what is the commission's function um what is its structure and uh there the resource is the bylaws um hopefully all of you took a glance at the bylaws when we first joined the the commission and in the orientation that we've done at least the last couple of years but we posted to legistar a copy of the bylaws and missy also put together a high-level overview and missy i would appreciate it if you would lead us through that happy too thanks chair just bear with me for a second when i pull that up and um as chairmanship mentioned if you go to the legislature you can see the actual bylaws themselves so this is not fun and innovative presentation that's pulling directly from the bylaws uh so to start this i i was thinking about this earlier coming into the meeting and i thought it might be useful just to kind of frame the conversation and say for some of you this is going to be just refresher right like this you've looked at this you know this is what you signed on for for some it actually might feel restrictive you know like that's not what we want to be doing we want to be doing more um and for others i guess it's possible that it seems ambitious and not what you realized you had signed on for um so what i wanted to just say is what i'm going to share in the bylaws actually hasn't changed since the commission was formed we have made changes to the bylaws and you'll see if you looked at the bylaws we updated them last summer uh well that's when it finally got through council and really what changed uh sorry in a minute but what changed was the the purview of what the commission was really focusing on so it expanded because the world has expanded since the question was formed and we had a deep representation but the core things i'm about to share haven't actually changed uh so i just wanted to name that as we going so way too many words we always know this is true but here's verbatim from the bylaws just sections that i kind of pulled out if you haven't had a chance to review it so the energy commission is an advisory body to city council we talk about that a lot the commission's purpose is to advise city council and the city admin administrator on energy production and use so the energy commission as a body can and this is specifically in the bylaws we did make edits to this last year uh propose evaluate recommend and respond to energy policies and practice that practices that affect the city or its residents and again it's proposing evaluating recommending responding to council or to the city administrator recommend ways to engage the public on energy matters and encourage public action to further city energy goals the right recommending pathways to do the engagement review and advise on the ann arbor climate action plan and the sustainability framework there's an asterisk here just we updated it to include a20 since that's really the guiding plan so don't read that to be specific it's it's the plans that guide permeability and advise on the appropriate allocation of city resources to achieve energy efficiency renewable energy clean energy and others so this is what explicitly is called that in terms of kind of the purpose of the body and you'll see keywords propose recommend review advice other things before you leave that page i have a question and i think maybe it will help set uh or reset expectations and thoughts there is no mention here of the commission advising any departments including osi we are exclusively doing all these things um in the context of advising city council and the city administrator do you care to comment on that or does anybody else care to comment on that i think i would tee up our council members too but say my boss is the city administrator and so to the extent that you're working with staff you're really you know i i am in the city administrator's office for example and so osi like i see a direct connection there um but i might talk more about the process how that happens for the bylaws in a minute so i don't think that excludes it but i do think the keywords that i sort of come back to and when for those who don't know i was an environmental commissioner before i joined the study was really the the kind of leading verbs for the framing yeah and i would just say also i mean this language is consistent with even what council uses when when we direct staff on things or request things from staff we always request them of the city administrator because then it is his role to to to delegate that out to individual staff or offices thank you great great question thank you so much um and then i don't know if you find this as interesting but as i was reading through and acknowledging this kind of gets to process there were things in the violence that i sort of wanted to elucidate and offer maybe they're interesting maybe they're not um but things like annual disclosures are actually a requirement and to be honest i'm not sure that we do them as regularly as we should so i'll be fixing that so these are conflicts of interest that may exist um that's a separate one but it's who are you affiliated with right so that we know what we're bringing and we can address any conflicts and also leverage the expertise that you have kind of behind you um the chair we i know in the survey we asked about this the chair's role is to make sure that meetings are conducted in an efficient and respectful manner good job there uh that the commission can hold non-voting working meetings to carry on the work of the commission right so we could like work through it but we can't vote we do that through working groups often um all meetings this is one that we i saw in the public comment and i recognize many of you would like to change this but we cannot all meetings of the commission are open to the public and have to be conducted in accordance with the michigan open meetings act this is not a change the city could make this this is law friends so um we're gonna keep kind of pushing on this one a public comment is allowed at all meetings individuals can speak for three minutes on any item open for public comment and i think this is really interesting because that could mean if we're not discussing an item but the chair has the discretion to actually not have public comment on that uh although we may decide that's not good practice but i wanted to share that like there's space here and that the chair also has the discretion to extend someone's speaking time beyond three minutes so while i keep a timer if the chair were to say please allow them to continue that is completely up to the tears i'll pause because i see a hand raised um about the open meetings acts part i'm just curious um how like i mean i appreciate that we're still online but i'm curious as to why we're allowed to be virtual when city council has to go back in person yep because we're not a we're not a policy making body and so the state requires that those policy making boards and commissions have to be in person so that's the council and then things like the planning commission which is actually regulatory required to meet so all other bodies the vast majority are staying virtual uh at this time and if you want i can get you a more specific response uh because there's nuance there but that that's the general framework great question um and then just kind of as we mentioned before we can form committees and working groups so i thought it might be useful to talk a little bit about those uh and legal came a while ago some new commissioners may not have seen this uh i'll pause though mr clevy do you have a question on the last stuff before i get into this sorry um just on the last last point um so where the chairman can extend the individual speaking time at the chair's discretion um can individual members ask the chair to do that recommend to the chair to do it absolutely so procedurally what is the procedure we just say to john i think you know would you consider or something like that yeah so chair um there's no formal robert's rules that i know of on this i think it would be like chair can you please consider like extending that but then the the ultimate point i think here is the chair's discretion to accept that right so i think ken probably we we could have extended him for a half minute so we could have completed his thought because i thought his comments were pretty important given that the uh you know the energy code update this year and what the how that affects almost everything we're trying to do um so uh okay thank you very much yes so know that that's a tool that's available in the chairs toolbox and you as a commissioner any commissioner can recommend that um also don't fret i'm gonna pick up on ken's theme and the osi updates and tell you how you too can get involved in the state's building uh so we're not gonna we're gonna lose that then so then committees and working groups are actually two very different structures that exist i want to spend a minute on them because it actually is important in terms of how we support them so the commission can create standing or special committees to carry out the work standing continues as long as i mean it could be in perpetuity potentially and then special committees are very very focused so each committee has to have at least one member of the commission and of course can include non-members permission right um public uh that's at the commission's discretion as a body if you want to have a working group that is just the commissions you as a body have to decide that that is what you want they can't be one person's kind of will to say this is just a commission uh that's important so the body decides if they want to constrain that members of the committees are appointed by the chair and approved by the body so this is not something that i think most commissions actually uh have done recently and we we need to get back on us for our bylaws if we're forming for example the transportation electrification committee we need to be pretty explicit about who's on that uh committee make sure we don't forum issues know who's accountable to report back that's when we form so we'll probably want to do some cleanup at a future meeting and check that in creating each committee the commission uh shall this is for the bylaws consult with city staff to review the necessity of greeting that committee or i'm sorry that committee and whether adequate resources exist to support any this is uh again explicit language from the bylaws the creation of committees is subject to the city administrative policies and procedures you can't violate um when you become a committee uh a committee of this body pretty explicit right you are working at the behest of this body uh as a whole and you have to adhere to all the same administrative policies missy could you cover the next page about working groups and then may come open back the discussion on the two together oops whoa hello it looks like missy froze i can hear you john oh okay thanks um [Music] yeah she did i will text her so she knows thank you it looks like travis is the host now i just saw that message pop up it looks back in then travis are you able to um control the meeting then and pull up uh on legistar what missy was [Music] i'm presenting guess that she's gonna jump back in a second yeah she said working to get back in now okay so um while we're waiting for her uh one of the things that i wanted to mention is we have a shared google drive the energy commission has had one for several years um we've used it and referred to it in some of the orientation sessions we've been talking about a shared point drive but we don't have one um missy are you able to hear me now i am i'm sorry i'm gonna assume that that was technology allowing me to eat a bite of my dinner yeah yeah uh can you just share where i left off really quickly um so the last thing that we heard was um basically this slide related to committees you had yet to talk about working groups and i just brought up the point about materials being posted on sharepoint drive and that we don't have a sharepoint drive we do have a shared google folder um and i think the intent was always to move that to sharepoint um but we've been talking about doing that for roughly a year and a half so maybe you come back and cover on the sharepoint issue after you talk about working groups and we talk about the distinction between working groups and commission because i think actually the transportation electrification group is actually a working group it is not a um a special committee um okay and we'll we'll talk about that too um in just a second so great uh come back to sharepoint i assume then you heard the administrative policies that once you become a committee member and work as part of the board you were uh you have to adhere to the same administrative policies and procedures that i have to administer or adhere to yeah so jumping on then per cherimerski uh the committee needs to have very clearly defined tasks preferably in writing and except for standing committees that have a specific time frame in which to perform their tasks so these aren't in perpetuity the idea is to create a work plan uh be accountable to each other in the committee but also to the body itself of which you're kind of doing that work there uh very clearly this is from the bylaws limited to performing the tests delegated to them by the commission so when you form a committee you're giving it a call to purpose and that's the purpose of the group and the group should not move that work forward for example if they were to identify a new policy not to go to the city and start moving and advocating for that policy it is to bring it back to the body for consideration because you are a working group of this body um and say if you're you're responsible for adhering to administrative policies and procedures nothing will scare you in that space uh the commission can also create working groups or designated uh designate certain members to perform research or recommendations on a very narrow kind of specific topic these are really really specific time-bound kind of asks that the group may form a working group does not have the same requirements in terms of public uh meetings act as a committee would a working group might be two people who are researching on their own time maybe coming up with some general recommendations and coming back to the group so uh there's nuance here but it's an important distinction and then to kind of close out just some expectations this is for the clerk's office uh so this is not in bylaws you all do this i just want to name them that the role of all of the commission members regardless of if you're in a committee sitting on this body right now is um our objective is we should be acting courteously towards each other of course we're going to have disagreements on policy but the idea is let's remain civil and focus on the issues rather than our personal differences right so it's kind of centering those issues the expectation is we will arrive on time and then if you can't arrive you'll let the staff liaison and the chair know uh so that we perhaps we're not waiting for you or we understand things happen all the time feel free to let us know about that to the extent you can uh there's the expectation you'll come prepared reviewing minutes uh agenda packets and other information so that we can use our time together really wisely and effectively that you'll represent the border commission appropriately and i want to stop here and say no individual on this body has the right to represent this body no one has the right to go out and say i speak on behalf of the energy energy commission unless the energy commission as a body has given you that right so if you were the energy commission liaison to the environmental commission the body has appointed you and given you that right to speak on behalf of the body but you as an individual unless the body has given you that explicit right you do not have the right to go out and say i speak on behalf of the energy commission and i'm here to talk to you about how we get cheaper food and in our republic horrible example the point being um so you are a commissioner and that's important to kind of distinguish where you can speak on behalf of you as a resident versus the body has to give you the right to speak on half the body and be really careful because people are going to perceive you as someone who can speak on behalf of the city or this board or commission because they know that you're on that so it's really important in conversations not to leave that vague but to be very explicit when you are representing the commit the commission because that has been appointed versus when you're talking in your personal capacity but i also have to do this very very frequently and that's what i have so i'll stop there thank you very much um i'd like to back come back to the question that i posed about sharepoint and a sharepoint drive do we have access to a folder that we could then start to create subfolders should the need arise for subcommittees or for that matter for working groups where working groups want to have a common repository for the documentation that they generate yeah absolutely so this has this is an administrative task that i can set up if the body decides that's that's where we want to go i want to be really clear though every document created by this body is viable every document is in the public domain um so just just know that that's true anything we put in there is absolutely searchable uh nothing nefarious a foot but just want to reiterate that it's great i um if the body decides in our process chair mercury i'll create that probably yeah so maybe it would be helpful at least for me and i hope for others to refer to two groups that worked in the past and as i understood they worked essentially as committees i think we called them subcommittees at the time one was the subcommittee or committee working on the ann arbor lighting ordinance um that was a specific task i was a member of that for the energy commission it was uh limited in duration and scope that was well defined um i think the ev charging um ordinance drafting activity was handled in a similar way um missy and council liaisons do you see those as good examples of where committees where essentially committees were formed in line with the bylaws councilmember riggs for my part i do i think that particularly those two examples are um i mean i i'm happy to be corrected if you know there's kind of any different perspective from from staff um first perspective but i do think that there's um they've been great and they're actually pretty good model um committees to think about how commissions can work together and bring the expertise of multiple commissions so this is where you know examples of where energy commission was working with planning commission and that those recommendations ended up going through planning commission but really drawing upon the expertise that sits within this commission and i think that's a really great way for us to to bridge some of the work that's happening across the city and some of the expertise that exists within our within our commissions thank you missy yeah i agree with that and i want to caveat that i don't know all of the details about uh some of the predates my sitting on a staff liaison so it's hard for me to answer specifically but my assumption of what i know is yes they're they're really good examples i would say where it gets murky for me is now that we're moving kind of into the implementation space i don't know that we've had the we sort of admit that the point of the committee has been met drafting of the recommendations the ordinance we've seen it through and now i'm not sure like that that's where it gets a little bit fuzzier for me comments from other commissioners or council members commissioner calvin garcia thank you um so just to take what um missy was just saying as far as the committees i'm on the um transportation electrification committee and together with council member mursky we um co-authored and uh councilman home also was a part of that we co-authored the electric vehicle readiness ordinance uh that passed council and um so as far as once once like work is done on an ordinance we presented a commission commission recommends that to council council passes it then there's a transition period where where that recommendation is there's like a limbo that we're still kind of working our way through and i think that's where that's what missy was making reference to as far as like what happens next so like for example the lighting ordinance there's still aspects of it that need to be written into the um the development code that haven't been completed yet and so there's like a stewardship aspect of it that those those who are part of those the committees uh have continued to assist in and and and and you know make sure that the ordinances are fully implemented so that's kind of a gray area that i think you know we have to figure out how those of us in these committees um can understand what our are the need for us is and then our and are the desired role for us is by by a city council remember breaks yeah i think um both these committees are a good example i think with the lighting commission lighting ordinance it's actually a little bit more clear-cut it has been adopted it's in the udc um are there additional steps and perhaps but basically it's operational the the next steps are really pieces of that are that's that's the work of staff moving forward and are there going to be bumps along the way absolutely because we don't have code enforcement that works after night there's a whole lot of things that we can observe about maybe how we could improve as a city but um in terms of how we might see the the work of the subcommittee in that case moving forward i would imagine that that subcommittee probably um there's not a purpose for it i think i'm not sure what's happening on the electrification piece i could see if um staff asked for that commission to be that committee to continue there might be some use of it i know that as as the electrification ordinance has gone into place there's actually been there has been a learning curve and so the zoning board of appeals for example has been hearing a lot and granting a number of variances and so there are desires to i'm not exactly sure what's happening on the planning side of things but i know that there are some code changes happening and so um you know i could this may be able to happen entirely from staff and from our legal staff and there may not be the need for the committee um perhaps you know this is one that it's a little less clear for me i think this is where i would say that it's really important to take the direction of of staff in terms of is is there a need for an ongoing committee to continue providing advice on that um you know so i think those are my perspectives on that thank you missy carlene i think you your hand yeah okay good go ahead missy yeah this is a little bit of uh verbal processing so please don't take anything like i'm kind of working through this that what's super clear to me in the bylaws is that the body itself can can give purpose to the subcommittee but the subcommittee should not be creating its own purpose right because the subcommittee is not it should not exist outside of the full body and so from that standpoint if the full body were to say we collectively think there is a need for x that that that could certainly advance because as a body you're identifying a need you want to provide recommendations up to council that makes sense there's another pathway from the staff side which we do frequently as we're moving our sustainable food policy forward we form a working group of individuals and it's really staff driven but members of this group sit on that working group not as an energy commissioner but because they have expertise and so i think this is the transition period what is a word that is not in the bylaws is implement thank you other comments or questions so i will pose one and that is to counsel and to staff are there any examples where we have really done uh a poor job of adhering to the bylaws with regards to either committees or working groups particularly any ones that are that are egregious that come to mind okay i will take silence as golden in that case but i think this discussion was worthwhile and i would like to add one one note and that's in response to a comment in the survey we've hopefully made this clear at least in the last two orientation sessions for new commissioners but may not have made it clear in the past there is no expectation that people serve on committees or on working groups so it's it's not a requirement that people feel like they have to raise their hand and serve on one or two or x it's absolutely fine to fulfill your responsibilities as a commissioner just by attending these meetings um like the one we have tonight working sessions as well as regular meetings that's absolutely fine so um we can go back now maybe to um the agenda uh is before we do that does it oh council member breaks go ahead yeah i'm just processing this may come up later this doesn't so much relate to subcommittees and it's it's not um it's not exclusive to energy commission but maybe worth noting because of kind of the ome and the portion of our bylaws i think we have to be really careful as a commission um just to recognize that the there shouldn't be discussion between commissions in between commission meetings on email um that it should be that it's so easy for somebody to share something and that for that to kind of just desire for response and that's so easy for that to kind of turn into policy um discussion and so it happens on so many different of the commissions but um and also recognizing sort of the the position that that puts staff in as well in terms of just trying to filter all that information and figuring out what's going on so i think there's just just something to be mindful of and as we move forward in this year that it's it's a frustrating piece but an important piece just to keep the conversation at this table even though it moves things much slower and i recognize the problem of that and i forgot to mention i think you all pro i hope you know this your emails are followable too like doing commission business so if you did not know that please know that yeah so thank you of those reminders uh council member radina has also chimed in when we've gone outside the guardrail so i i appreciate everybody i'm reminding all of us to stay within those guidelines so now we want to really get into the meat of the discussion and i'm targeting also that we try to get done close to 8 o'clock and what we wanted to talk about were our 2022 priorities and what we hope primed the pump was the survey for you simply to think about in responding to it uh the the questions that were posed you know how how effective was the uh the commission um last year um what are some of the topics and things that we wanted to do um in 2022 hopefully that and the feedback that i summarized and provided to everyone has as i as i implied given you um pause to think about what we want to discuss in the next roughly hour and what we wanted to do is first start out because we are advising city council is to hear from our council liaisons if they have any particular priorities that they would like to have us consider as we go into this discussion and then we will turn it over to missy to do the same and then open things up with survey responses and talking about those and then hopefully get to at the end some interactive voting on the topics and the kinds of things that we think are particularly important um to accomplish in the coming year and we might take into consideration the suggestions made by commissioner peck as well as any new ones so i'll turn it over to our two council members i i don't i don't know that i necessarily have anything off the top of my head i think you know often often things might come up at council where we would [Music] think oh this is something we would like energy commission to weigh in on and so i think those might come in more on a rolling basis and i think to the extent that we'll just make sure that we maintain communication with with you chairmerski and and um to the extent i don't know that it always necessarily requires a formal resolution of counsel sometimes it's it's something depending on how it comes to counsel it might be something that can initiate here um and so as those things come up i think we'll just continue to communicate with you throughout um since you're setting the agenda um and then and then obviously you know i i think um some of the work that that is yet to come on some of the the the things that osi is doing um i i think as as they see fit for for advice as well i think they'll include you but i think missy can probably speak more to that it makes sense to me uh anything to add to that council member briggs well you know i think based on the the resolution that was passed at the last meeting i think that as we get information back on that we may you know it there may be pieces that um you know we'll have to see what information comes back there may be a need to to to wrestle with some of those those pieces um um and and providing some recommendations from energy commission we'll just have to kind of see what what comes next on in that phase um you know i i can imagine if our community passes a sustainability millage and and this would be towards the end of the year so maybe this is less of a 2022 more of a 2023.

i've shown you this before too this is kind of a similar type of thing just looking at those fund balances specifically the education and operation fund balances which is that yellow and blue line this shows a comparison this indicator reflects the amount of revenue that the school corporation receives and the amount of expenditures that they pay out on a yearly basis and then that will represent any type of deficit or surplus uh throughout those years this is related to all funds okay so not just this is not a visual picture of just education fund you can go on the website and you can click on that little drop down menu and you can identify the different funds if you choose to to see that but this is just a representation of all funds and you can see that our surpluses have arisen out of all funds because our expenditures are less than our revenue right so we're gaining more money than we're spending this is a breakdown of just the education fund this is my own graph that i i use and i use this to compare the basic grant to the amount of revenue that we receive in our education fund along lines of our adm account so what i like to see is i like to see that our basic grant at least supports our expenditures because that is the state dollars that we're getting per atm we also have we also get other revenue streams for other things but i feel like as long as our basic grant is meeting our expenditure line then we're setting ourselves up in pretty good positions because the extra revenue then is i don't say it's gravy but it's helpful right so you keep a good balance that way this other indicator represents uh fund balances as a percent of expenditures and again this represents all funds and if you want to break it down by individual funds you can go to that drop down and do that but this represents all fund balances as a percent of expenditures which shows that our fund balances are sitting at 70 of our expenditures which is a pretty strong number for the most part this is revenue types so this just lays out the amount of revenue that we've earned or received over those years to see if there's any increases or decreases in any of those revenue streams this other indicator uh they like to look at if school corporations are relying on any type of referendums we have not pursued any type of referendum so that's why you see a zero line item there so those are the indicators that the do app puts out again that's all public knowledge you can go on you can look at any school district and you can look at all those different indicators uh to see any of those types of things so based on that report we're supposed to give you an idea of the strengths and weaknesses of the school corporation when it comes to those indicators i believe we've shared this before in the past this is just kind of updated based off of those indicators but we feel like some of the strengths of our district is our assessed valuation which we saw a huge improvement with that um for the 2020 year we also feel like uh the monies that we borrow we have been good stewards of those dollars to not get ourselves carried away uh with the amount that we're borrowing and the length that we're borrowing for those uh terms uh with that being said you know uh with the debt that we have incurred now we only have two remaining debt obligations and those one will expire at the end of 2022 and the other will expire at the end of 2023.

okay i'm good yes um yeah i think so so to be clear in february we'd have a meeting on the regular board meeting on feb first a governance workshop on feb 8 a regular meeting on the 15th and then a special meeting on the 22nd is that correct that's my understanding okay and so the 22nd what was the start time 5 30 pm yes i can do that okay so we've given direction here we'll we'll include that formally in 10.4 but uh it will include these items then we will not take any additional action on item 10.3 but we will hold a special meeting this upcoming tuesday the 18th to discuss things further then moving on to item 10.4 discussion and approval of the 2021 and 20 20 21 22 as well as the 22 23 uh calendar mr ortega do you want to kind of pick it up from where we just left off absolutely um i'll just uh i have one clarified question and then i'll summarize uh everything else um 118 right now when it was a study session was slated to begin at 5 30 p.m you want to keep 5 30 or do you want to do 7 p.m on 1 18.

so um yeah i nothing you know i'm nothing in particular is at the top of my head right now i'm glad you brought up the sustainability millet millage as i made as an editorial comment in the survey response feedback um that did not come up from any of the commissioners and that's potentially something that we may at some point uh want to have some presentations on in our commission meetings so that's just something we can take going forward missy i'd like to turn things over to you and i think you also have a document prepared that you may want to show to us at this time as well is that correct sorry i got booted again i assume that you were asking if we have staff priorities yes yeah sure so i i put out an attachment in uh but i'll share it just in case folks are visual like me may you find it this is uh not specific to the commission i want to clarify so what when um john carlin and i spoke you'd do was kind of to frame what are the priorities of the office for the coming year and then i i wanted to share that very transparently with all of you um some of these i think there's a there's a lot of space to collaborate others are very much like in the staff landscape uh so to kind of frame this broadly i want to make sure we have stable funding for the office and the programs and i'm really focused on three initiatives aging in place efficiently which is 100 grant funded and that funding runs out in august so i've got to figure out how to finance that our 10 000 trees program because it's wildly successful and the bryant neighborhood decarbonization work so that's all things uh i'm writing a grant i'm writing three grants right now uh in that landscape so that's full steam ahead if you are grant writer please call me uh and that gets to the second one which is the project that i want to see just resources put into and transformation take place is the bryant neighborhood project so we are starting to move into the assessment phase and i want to get to influencers in a way i want to fully stop the office and um it is part of that we need to have a sustainable staffing structure you all know that this work is really hard it is draining the average sustainability person is with either community and local government for less than three years uh there's high it's a high stress job it's a high like morally calling job so i want to make sure i also have a succession plan uh for turnover including for my position so that there's continuity in the operations and when i identify gaps i want to find partners and collaborators to help build that uh broadly speaking for project-based work i want to see the landfill solar project break ground uh this year and i'll be running at that doing the economics look good i want to finish installing four megawatts on city facilities plus uh sharing with you all this is up for public comment for consideration for the american rescue plan funding that starts tomorrow so you can learn more about the project there's a video online if you like it uh and you know what let's get two megawatts in one year of solar y'all here's a little tidbit 2.5 megawatt has been installed through solarize saving up front over a million dollars and 25 million dollars through that program in the lifetime installation that is just wickedly successful now we want to bring a commercial offering to the table because that's going to look different residential rates are different a few less things to share with you there's some strategy work we need to uh finalize their electric vehicle planning strategy so we talked about charging infrastructure but we have a whole bunch of goals around helping people adopt uh electric vehicles themselves and we are working on a pilot in multi-family for charging what does that look like it's wicked it's complicated uh we have a goal of decarbonizing of course city facilities and i want a really detailed strategy for how to do that but we can of course get into the cip same thing with our fleet i'd like the fleet to be fully decarbonized to be fair some of that's market right some vehicles are niche vehicles but i want to go as far as we can in that space i want the green rental housing policy and home energy rating disclosure policies adopted this year and i'd like to be moving into like this isn't a universe in which i can do this all myself like or the office can do it i don't acknowledge like this is not necessarily true there's a lot of policy we got to work with council but like these are the goals of the office uh we want to go no go decision on the seu and if it's a go setting up the solid foundation to be able to move that forward stronger with ann arbor public schools um washington county on the ride because there are really key stakeholders moving this forward you just heard about the county's work um i want to make sure that at least 20 percent of the public knows about and is engaging in some way shape or form and i really want to center front frontline fence line populations and communities in in that and have higher percentages of engagement with those constituencies i also want all city departments to be working on sustainability our first few years of existence was really making sure they knew we existed and we're there to help them but now i want to get to a point where the work that they do integrate sustainability values without having us have to be at the table all the time so i want to kind of do a culture shift and really institutionalize this and operations and then i want to keep growing the a20 collaborators network which this is a lie as of today we are in 103 organizations and growing so i want to not just grow that but i want to deepen that in the collaboration because we have such potential with those collaborators to go for the best so those are some of the priorities and then don't worry everything in a202 is still a priority video thank you very much um commissioner cleavy and then others missy would you mind leaving that up just so people have can read it um as they pose questions or think about proposing questions mark go ahead um so missy i want to just uh put congratulations on the solarize programs outstanding and as being the chair of the subcommittee that did the solar solar work on the 78 megawatts and i couldn't be happier that um you picked up that ball and run with it um just one thing you could um significantly expand that that 2.3 megawatt impact by um working with those people who have put solar on because most of them are not 100 solar because of the just lack of roof space so we could just by topping off each of those users with an scu either actual or virtual solar we could uh significantly increase the impact of that project and so i would encourage you to kind of move that to the top of the priority list um how can we you know top these guys off and leverage what what we've done with uh either a virtual um or a a actual an actual energy and i know the actual is going to be limited to microgrids but um certainly virtual would do it the other thing is i for an extra 85 a a year i bought mi migraine power and moved to 100 solar on my house in ann arbor so it was a it was an interesting investment of 85 dollars a year it's worth doing it be great if my property taxes rebated me the 85 dollars and that would be something something to consider also if we are forced to have to use mi green powers because um we mi uh dgu won't let us do microgrids but anyway um just an idea thank you commissioner commissioner peck yeah i love the idea of getting a tax rebate i do uh mi green power too and i and i question whether it's really a wise thing to do you know i'm not sure i like what's going on there but i'm doing it just because it makes my conscience better uh but i really would love to hear from missy uh more about what we can do to help you implement aside from advocating that ann arbor figure out a way to clone you generous sorry having dried mangoes in the background to keep the energy going over here uh yeah so i i had a sense this could come up and i don't fully want to bias the group here's here's a few things uh there is there's a there's a need for uh support in developing and finalizing certain ordinances right the home energy reading disclosure is really dang close um and it would probably be useful to have a subcommittee kind of revisit uh it and help make sure that we're ready strategically moving that forward the green rental efficiency work is another space that would be great to have someone kind of with us we have a landlord in the tenant committee that's been forming that uh through that process but it would be nice to have you know the body rep appoint one person to sit on that committee and kind of help bring that over so we have the energy commission's kind of voice in that landscape those are going to be big policies they're going to require a heavy lift and i think we could really use the body and that support the multi-family eb charging is another one and i think we could uh this is the distinction and i'm sorry that i'm rambling because there's a difference between what i see as the work and where i would pull in kind of a working group to help us or kind of bring commission liaisons and what the body would do as a whole the body i think it's really the resolution uh the kind of resolution space the helping of moving things in front of council to say we as a body endorses us we the body think this is what should happen that's kind of the body as a whole where we need a lot of work building codes is one we should be talking about that um and i'll tell you in our updates what we're doing i think a recommendation from this body on on how council could get involved in the building code work would be really powerful so there's this distinction between the body and then where we could take deputies kind of from the body to help support some of the work is that helpful distinction no thanks that that helped me as well somebody just got it okay councilmember oops yes excuse me councilmember briggs i just wanted to weigh in on that last point and i think sometimes it can feel like i don't know if an ordinance gets brought in front of this commission that it's and you're reviewing it and you don't necessarily see big changes that need to be made or you know that that's somehow not meaningful work but it it actually really is meaningful work i mean it's pretty imp it's pretty impactful to have something come i think from my perspective sitting on council it's impactful to have something come through be reviewed by kind of advisory body that's outside of staff and have that come through and say no you know this this feels solid you know you're because you're coming as a as a body it's a lens being able to come through and and um and with advocacy connections and different things like that bringing that forward to council feels like it's a much stronger um recommendation as well when we get it in front of us so even i think maybe there's a temptation sometimes if something comes here to feel like you have to like um really change it a lot or put your mark on it and sometimes you do because that's when you review it you find you find needs for that but sometimes just um reviewing something and finding that it's it's ready to move forward it's that's that's important for us moving forward too so i just want to make sure that's that's clear others i guess not so um then what i'd like to do is um open things up um maybe from commissioners uh i have um opened up um this the survey response that i sent to everyone um and i can read from that or i can simply hear from um those of us that are well essentially we have the old the entire commission attending so i'd like to hear from you um what you see as uh what you felt was key key feedback from the survey and relates to our priorities for the coming year would it help if i reread the survey responses on that i'm not getting any feedback yes commissioner peck i i was yeah i don't i think i'm i'm gonna stall here in case anyone hasn't read it already so they can read it because i think that'd be a more effective thing we could go through it one by one you know and everyone's read it so you don't have to read a whole thing but you know just sort of jar our brains but i was kind of interested in just the statistics at the very beginning and i can't remember what i responded it was like all year last year you know and uh but um it wasn't like everybody you know it was like people were pretty happy with things but not really happy and it would be really it would be interesting maybe to go around and see what it is that would make everyone happier with what we're doing or more fulfilling i can't remember the terminology you use it was fulfilling or something um it's an idea um well rather than debate it a long time i think i can answer it quickly so we had three questions um and they're on a scale of one to ten how effective do you think the energy commission has been in fulfilling its role how effective do you think the energy commission has been in contributing to significant eight to zero carbon neutrality outcomes and how rewarding has your time been on the commission the past year the first two the questions were somewhat similar so it's not surprising the average rating was the same 6.16 and as far as being rewarding it was 5.83 and the ranges were similar um for the first question it was two to nine for the second question as far as contributing to significant um 820 plan and carbon neutrality outcomes um the range was only four to nine so it's a little narrower and in terms of how rewarding it was viewed as the responses ranged from one to eight so um that is what the responses were i don't know if any does oh i put it this way does anybody want to comment on on any of those and how how we could be more effective in our work to support osi to support council to support the city administrator implementation of the plan etc i mean basically we're setting ourselves up similarly to last year um last year we brainstormed a lot of topics we prioritized those topics and we presented those in meetings and what i would hope that we would be able to do at the end of 2022 whether we do a survey or not is another matter is to be able to look back on the year and say that um the ratings if you will uh were higher than they were last year um but i'm not sure that that's going to be the case if the process is is very similar commissioner cleavy so i i guess i think the previous discussion is probably telling um you know i'll just sort of paraphrase we from the commissioners it's um well we we want you to be here and we'll let you know if there's something we want you to do and missy as well there's we're not sure what you can do collectively but as individuals um you can you know there's places where you know your expertise might be useful uh and the implementation phase i think one of the biggest strengths we have and i think it was very clear in the last year was that we can highlight an issue in front of the voters in front of the public in front of constituencies and thoroughly explore that so i think there's three things that i would like to see us thoroughly explore um and use that as a way to say let's look to see what we should get involved in i think there's three of those one is getting the sau done getting it implemented getting the ordinance passed and getting it moving second is the sustainability millage i think we should have at least one if not two major briefings on that so and invite the public to see it um and uh the other one is this energy code update it it has the ability to impact everything we're doing i was at the energy office when the building code that was to be adopted was locked up for five years by the michigan builders association who stopped implementation on the day that it was supposed to be implemented and had locked it in court for five years and the last day when uh they finally had to had to the judge was going to get a ruling they dropped the suit so you know building codes um you know they're not just some interesting thing they're critically important so having side would have to say the vast majority of people in arbor have no idea there's going to be a building code update or what it means but i can tell you that everybody who's against it knows what it means so i think that one of our greatest strengths and greatest success was showcasing and having really smart people come in and talk about facts and you know that gives us something we can do to impact you know everything that we're trying to do um otherwise i think i'm at a loss to say you know um you know wait wait till the commission asks us about something to review an ordinance or this or that or um you know the progress that missy's got um she sees there's a place for some of us to plug in and do some meaningful things um we can do that as energy commission members or we could all quit and be part of the process and probably be more effective doing that anyway so um i guess i would just say i think that's that strength we have i think if we deploy it effectively we can make a really big impact and i think that was probably one of the biggest impacts we made this year was doing just like that and i think councilman council person breaks bobby agrees with that that's that's something that's really important we can do that missy you have your hand raised and um commissioner hook um did as well but he seems to have dropped off so let me just make sure he's not in the waiting room no he's not yet okay um yeah i i really appreciate i appreciate what commissioner cleavy was saying and i just want to clarify that i actually think that there's a lot of things that we could use this body for um i want to sort of name that i saw tension in the survey responses that i'm struggling with in terms of what i sort of share with you and for those who didn't know i i used to be a pac commissioner and our role on pac was really to support staff and so we didn't always derive the agenda staff helped us kind of craft the agendas and we provided guidance to them on issues that they were advancing and so if i take that what i i mean what i could really love you don't have to do this but here's an offer what i could use help from and all of osi could is we need your review on things we need your input we need you to help us make things better and so we have a lot of content that we can bring forward and then we need your blessing on it you know as councilmember briggs was saying if this is a good policy and this body likes it having a resolution of support actually carries a lot of weight and so from the staff side we could curate presentations and updates get your feedback on the work we're doing in bryant the herd ordinance there's there's no shortage of things but i do want to name that sometimes i feel from the body as a whole that that feels insignificant and that is really tough for me because that actually is what i think the body's supposed to be doing and so there's tension here that i think commissioner cleavy just named and i saw it in the survey responses but there's purpose like there's real purpose behind this body and if we kind of refocus that we'll go further faster so i'll recognize um commission or council member briggs and then i would like to also note that myself included there's maybe five of us that have dominated the conversation this evening and so i would particularly like others who have thoughts um in their head uh to consider whether or not those are worth sharing with the rest of the group to bring some balance um and diversity to the discussion so council member breaks starting with you all right great um and i i i do i do think that that diving in deep and thoroughly exploring an issue is is a great idea i think that it lends to supporting what osi is trying to do in terms of educating more of the public around an issue because then you've got these really um wonderful presentations that can be shared further but they're also complemented by the questions that come out of this this commission and that are really educated um and so they're not just you know based you know they're not basic presentations either they dive in deeper um i do think that you know for my commission my experience prior to being on city council on planning commission what made that that work meaningful oftentimes was my my work on subcommittees and so um the ability to dive into one of those you know some of the the work that's happening um you know we've mentioned something around property taxes i think there's a lot of work that's maybe not at the forefront of um of osi's work but we know that we need to figure out how to incentivize this type of um actions across the city and so the more that we dive into to different areas or you know work collaboratively with like planning commission or transportation commissioner things like that i think they're they're really meaningful projects that can be moved forward and again those recommendations that come from ordinances are our impact you others um john i've had my hand up for a little while do you mind if i go sorry i missed that yeah um so uh i wanted to um remark on what missy just said about how um it sounds like it would be helpful to osi to have members of the commission review various things and um uh it sounded like there were situations where that had been asked of the commission or proposed to the commission and uh you didn't get a positive response missy and i'm not recalling those opportunities being extended to the commission i would certainly be more than willing to help with that if i was considered qualified to do that so i'm wondering if you can cite an example of a case where that opportunity was offered and declined i appreciate that i think that's just a misinterpretation or perhaps i misspoke no what i was thinking is the utility of things like presenting the eevee ordinance to the body having it be worked on and then brought to the full body to kind of bat with struggle with provide recommendations making it stronger and better and so we have opportunities with herd coming forward where we would do something comparable with the green rental efficiency standard where the body itself could really help us kind of collectively unpack that and provide recommendations to move forward so that was not a critique that it hasn't happened it's actually i think maybe elevating that i think it works really well when it does happen so the opposite anybody else have anything to share yes commissioner hook i'm glad you're back with us oops there you are good go ahead you're muted hopefully not anymore sorry about that so you mentioned earlier and this is a kind of a key topic i think going forward a number of us get approached by our citizens of the city they know who we represent um the sustainability millage is point of discussion in my community anyway and everybody wants to know what it's about and i would think this would be a perfect opportunity where we could act or facilitate with the city as things kind of devolve and and we understand them to be the sounding board for the community i mean we have what at least 12 14 people on this call we could be ambassadors for something like this really you know when i talk to my neighbors and they say we we dumped a bunch of tax money into fixing our roads kind of like what with governor whitmer basically promised and the city promised and our roads are pretty horrible still so why would we dump more money into something that we don't know what we're going to get the outcome from so i think we as a body could be helpful in this space to work with our our businesses in this community as well as our residences and owners to understand what we mean by this ordinance this millage why pay more tax if it's not going to make a difference so i think this body would be one that would be very good at hearing from council about what they're thinking about doing or who the sponsors of that millage might be to be the sounding board to say this is going to work or this isn't going to work this will add value to a20 or won't add value why not i mean it's a certain certainly a better body of knowledge maybe that exists elsewhere in the city and pretty um no there's no there's no agendas here we're trying to help and be a facilitator so i think that would be my suspicion would be acting more in that role to help the community understand energy issues the more we get into a20 and people want to understand what a greenhouse gas emission looks like we can be helpful in that space of helping missy and her mission better educate hit that 20 percent goal she threw at us how can we do that how can this body work in that route in that way a lot of us have that that community facing interest so i'll just throw that out there and be quiet thank you anybody else have any oh commissioner kerber uh yes so i mean it's easy to be very enthusiastic about the seu unfortunately i don't think it's sufficient to really accomplish our 2030 goals it's going to lead a lot more than that and we still have the major obstacle to moving the city towards a better greener future in fact the state and really the nation and really the world so part of what i struggle with is still how much power remains in one company over the city and what we can do to have a plan b because i even though i've been told that there's nothing that that power can do about the seu i'm not going to be convinced until i see it so i think it's important for us to keep thinking about what kinds of things we can do beyond the seo beyond municipal municipalization to better support distributed generation community solar micro grids all of these things even if it's a battle that's outside our own backyard the host the state needs to see the light about a greener future and we need to help them and i don't know i don't have any specifics on how to do that but i know that the obstacle the monopoly for profit monopoly is not going to go away they're going to continue to fight for their own interest which is not a better energy future for the state of michigan so i am thank you commissioner kerber before we leave that point um when we consider topics for next year um i think there were some suggestions about topics related to what you're talking about some of the things related to legislation that you mentioned are things that we should think about when we vote we i'm thinking also commissioner cleavy we had a presentation at the glra annual meeting about uh investor-owned utilities and um how they work in the state and it might be interesting to have something like that um here at a commission meeting and then to talk about how we take that information to decide if there's anything that we can do as a city in through council etc so that might be something that we talk about at some point later in the evening commissioner calvin garcia all right thank you very much um yes so i just wanna um acknowledge um what commissioner kermer and commissioner mccumber um have stated and so there i see you know those are two different things that um are being addressed one is it could be more like a process for how how would os sign how would city council like us to step up and and participate and give our input on one hand and then there's another aspect of what will we be taking on in the coming year and i just want to make sure that as we move forward we have a half an hour left uh before 8 o'clock and that we really make sure that we leave with at least you know some top to priority initiatives goals topics are going to be taking taken on this year as well as leaving us as a group familiar empowered knowledgeable confident in how we're get we can be we can we can have our our contribution uh utilized so maybe maybe if there's a quick little uh piece of um like advice that we can get from our council members or from from missy about how you know they would like our input initially we can just put that as a standing this is how we're going to proceed for now until you know we have something further in place as in terms of if it's going to be a procedural thing i i don't know it's up to it's up to the office the administrator's office and to console and then we can dive into what we're going to be taking on this year so i i have a proposal we have on the agenda a point that's called interactive voting on priorities and my sense is that discussion on which you just mentioned carlene could be informed by us taking a preliminary vote and then reacting to that and talking about it not only from commissioners but specifically from missy and from our two council members and i'm wondering how other people see that does that make sense to others that we sort of use that as a pulse taking approach and then sprint use that as a springboard for further discussion i'm seeing one thumbs up and some maybe and a couple of thumbs up and some nodding heads missy um do you have anything prepared that we can use for this vote taking process based on the survey results or something else that you had in mind or how do you want to do that i don't we'll have to probably do this more interactively and i apologize this is uh we have to know who votes for what and that i had a hard time finding a tool that made that pretty clear for her transparency in the operation so apologies uh okay okay a really quick comment uh uh so with regards to important things for us to attempt to accomplish in the year there are overlaps for three of the items um i counted 14 items and three of those overlap with the priorities with osi and then as far as topics that devoting time to this coming year um there were also three i think i counted there's like 21 total that were brought up three of those also overlapped with osi so i just wanted it quickly we can like right away maybe like put those to the top and then and and and address address other things perhaps as just a launching point and i can give you the specific ones if you would like me to go ahead go ahead okay so um for uh for us to accomplish next year there was overlaps with um supporting the advancement of seu concept that was one of them that overlapped another one was uh uh how how we put it was getting all city departments to include a20 and their operations and evaluations that uh synchronized with item g on the osi priority list and then um the third item for us to accomplish was advancing green rental and that i coincided with item e i think e4 on the osi priority list and then um as far as devoting time in our meetings to i have um looking into electrifying public fleets so osi has that as priority number e3 then assisting in the ann arbor landfill solar project that's on osi's item list number d1 and then reviewing the bryant neighborhood project and possible commission involvement that's item b on the osi priority list thank you for having done that overlap analysis my thought is that some of those are indeed topics that would be helpful for the commission to take up and commission meetings i think others are probably fit more under what missy talked about earlier where missy is working on something and then would come to the commission or individual commissioners and ask for input on those topics um missy any comment on that yeah i think i think that's absolutely right john in terms of framing and and there if the group was hungry to kind of like working group certain things there are things we could talk about from the working group structure as well i would add um i can't i can't advance the village from that standpoint but i heard that a lot from people on this call as a topic and i think i would love to come i've just got the floor to say we should be coming and i would love to come and do a presentation on that to this body and probably multiple uh presentations on that so would it be okay if i add that to the list of topics that they was going to vote on absolutely that that's something i endorse um i do as well definitely commissioner cleavy so i was going to say the same thing these things are not aren't on that list the the sustainability millage um the energy code update energy thing is isn't as well so i would suggest that that gets added in here somewhere as well and and i'm willing to drive the bus to take the entire energy commission down to lansing to testify at the hearings on this subject so on thursday [Laughter] so i would suggest we add the energy code update as well and to that list so i i jotted down um some things and maybe carlene again you can help me uh add to the list and then i thought maybe we'll take a show of hands for each one of these because we don't really have any other way of doing it as as missy said we can't we have to do this in an open and transparent way um through the open meeting act requirements so i wrote down first of all a possible discussion about ious and maybe together with that legislation um i'll then say related to that is legislation on the energy and building codes but i see those as sort of two different topics um then um advancing um the seu um you know we don't have to finalize these tonight we can do some we can maybe um together have a working group with missy to finalize these but to see how they sort of stack up the sustainability millage um commissioner pick i'm going to ask you to go back to what you proposed at the beginning of the meeting and ask you to comment on do you think that fits as a topic that we would do in a commission meeting or potentially as a task in a working group or a subcommittee or possibly do as i mentioned do it in conjunction with washington county i do think this how do you think your identity is at the beginning of the meeting um along with you know what technologies can be implemented now versus uh and and are economically feasible versus other ones that are not um do you want to add any of those to that list that i just mentioned that sounds great i like your idea of working with washington i think once u of m hires their you know executive leader of their effort um we can bring them in too right there's a lot there are a number of things that need to be coordinated between the counties city and university right to bring emu in too actually right okay so maybe we we table that now or put it in the parking lot but consider it um going forward um and maybe we have some outreach to the county to see how we might be able to piggyback on what they're doing right now and convey to them that there's a desire on our part to to work with them as well as the university on on doing those evaluations carlene what did i miss from from your list that maybe we um run through and just have a hand show of uh support um could you read those again to me i didn't take notes of those i was just listening sorry no worries okay so we have um scu we have um city departments in uh including eight to zero in their in their operations before you leave that yeah missy it's that seems to me a very very broad topic and something that there might be specific instances where something is brought to the commission but as a broad topic doesn't really seem appropriate for us to discuss in a commission meeting is that how do you see that yeah and i guess i have to ask for a point of clarification to be able to respond are we talking about the priorities of the body or the topics the body wants to to take on in the coming year which also relates to priorities just help me distinguish so i can answer your question i see them as going hand in glove um and i don't know how other people see it but that's i see this sort of two fitting together just wanted to clarify if that's um that's right so i could imagine then um defining it by the cip maybe to start as the way that sort of how sustainability is integrated into that process and then perhaps more specific discussions with others just kind of playing this out for example if we were to have transportation come and talk about vision zero and how that's zero traffic fatalities but also zero carbon emissions that may lead to a resolution of support and maybe a resolution asking you know the administrator to have other folks other departments do something comfortable like i made that up on this one but yeah that's what i'm doing it was very good i i particularly like um the the idea of the cip and us getting a presentation on that and i know commissioner cleavy has brought that up in the past and we've talked about it in past years so that might be something that we look at as a specific topic carlene i interrupted you um so we narrowed that down a little bit which i think yeah so the osi priorities also include you know with the master plan and things like that so better there's a lot of opportunity for integration too um all right so moving on is green rental as a topic so that could be as a topic and also and get you know different folks on the commission being engaged in it um let's see um another is um electrifying the public fleets and then uh can i can i jump in on that um we you know the energy commission a couple of years ago passed a clean green fleet's resolution um it requires um basically that i think there's at least within the city the city administrator has to provide an annual update so i know that missy talked about that as a goal particularly there's challenges in some of the heavy-duty vehicles i don't know that we need to have a specific um presentation on that i don't know how other people well we'll take a vote on these but i'll wrote it down um so you know basically the fleet conversion and there's also so with regards to the city fleet there's also you know like a mandate a city mandate for this for the green fleets right and and there are like i think there's at least annual reports maybe more frequent reports that are submitted uh to council on that as far as progress is concerned um that maybe we can you know they can we can share amongst each other or maybe we can have a small presentation who knows but this is an option so uh the other topic uh that i have on the list is um the landfill solar project i'm not certain you know if that's something that we can we can hear updates on and maybe some members of our of our group can contribute to uh then we have uh the bryant i am brian okay oh and the last one thank you for your patience uh commissioner cleavy you had your hand raised um you wanna comment now i just wanna comment on the cip thing um we actually had a subcommittee on that cip a couple years ago when we did a report we analyzed all of the capital improvement projects and how sustainability was reflected in those and and uh then sent that report in along with a recommendation that if the city was not going to change the cip process um that they should at least give bonus points to projects that met sustainability guidelines um so i think having a briefing on how house cip um i you know i'd like to see you know how how is sustainability being reflected in the cip um and you know how our recommendation we actually did a resolution and by on that that predated predated eight to zero right yes predated eight to zero um so i think uh again yes i think it's appropriate for us to get involved in certain city operations um we also got involved with the planning commission on ground-mounted solar ordnance if you recall so um i think that is quite appropriate it's we you know we have to stay within our guard rails of energy but that's pretty broad when you take into a into account a20s commissioner in 2021 we had a special committee using the right lingo involved in energy concierge with fong from the city osi and that seems to have gone off the guard rails either it's been sunsetted or we do we want to move it forward i know fong is still working on it um misty you want to comment on that and um as far as how that fits into topics and priorities accomplishments for the commission yeah i would say if we're talking about kind of the intersection of presentations and priorities for the commission that a logical consideration would be bringing that group back together to present to the body like here's where we are here's what we've done where do we see space for advancement yeah we have a refresh i think is always valuable and it is a piece of work that i have on my to-do list to review this week a 19-page scope for the energy concierge so it is moving i think it strikes me as the kind of thing we should bring back to the body okay uh councilmember riggs i just wanted to comment on the cip um report maybe it's possible i missed that but um as a former planning commissioner um in planning commission is the formerly adopts the the cip and then um that's it's one anyway i don't remember seeing that report as a planning commissioner it may have gotten lost a little i mean staff may have heard a lot of the input but it's important sometimes that these things go also to the um other other commissions as well to to grow and learn from um and i would agree the planning commission always is talking about kind of the metrics that we're using to prioritize um uh projects and and fund them um you know having us dive in and really think about the sustainability components you know maybe that maybe those recommendations have been have been implemented i knew no we have a new cip tools and processes in place right now but it would be interesting to read this at them thanks for those comments to expand on what i said earlier not only did this discussion about cip predate 820 i'm almost sure it predated missy's tenure as well so we were working with different staff and that could have explained one of the reasons why it didn't actually make it to planning and to other maybe appropriate priorities um so what what i noted down and what i thought maybe we can do is get sort of a share of show of hands on these topics and i maybe ask people to mentally or write down um which ones one of these are most important and maybe we take a minute to talk about dividing up this so that each person gets four votes or something like that but i'll read down what i noted and please let me know if i missed something don't you want me to share my screen okay do you have something written up then great great yes please but feel free to read them out and they're not in necessarily in the order presented because i was capturing very good excellent over back over to you as soon as i get this great okay electrifying public fleets is i had that um this should be all of them yeah okay um let me make it here there we go can you okay i'll see that okay yep i think everybody can see that now i would um say bryant neighborhood missing my understanding is that is a pilot for lmi low low and low and moderate income neighborhoods in general correct so when we talk about bryant it's it's not just bryant it's how can we use brian as a pilot and learn and as a springboard for doing that across the city for lmi neighborhoods and family units let's say right yeah it's more than that it's a for neighborhood work so not just lmi we're just starting in an lmi neighborhood so you're right yep right yep excellent so um i don't i can't see everybody maybe i can change so i can i'm gonna have to expand my so what i was hoping we could do is leave that up but also take a vote um and let's see we have one two three four five six seven eight nine ten eleven twelve um and to get a sense of priorities um what i think would help is maybe if each one of us voted for uh let's say four of them um and so i'd like each one of you to um think about which of the four are most important to you maybe you can jot those down i'll give everybody a second to do that and then what i thought i would do is go through those and then if we can get a a voice indication because i can't see that's everybody maybe at this i can try a little bit more let's i will help you john okay i totally will help and if people want to just click on the little raised hands that would be good we get a pop-up count if you do raise hands so if you could do that that will make it easier for me to have okay great okay okay so i'm in shermerski full disclosure i added um to this list which i should probably take off because i added that um i like the idea because um i i think it's extremely important as uh commissioner peck indicated and um uum is included in atu's ann arbor's greenhouse get um inventory greenhouse in greenhouse gas inventory excuse me and i think uh it's also worth mentioning almost everybody in the university except for the few that live in university housing they not only work at the university but they live in the community so they have a leg so to speak in both the community and the university so i i definitely like that idea so can i ask a question i just want to make sure i understand i see if we have four votes um but is there's also 12 and we have and we have 11 meetings left this year um conceivably we would have the ability to to have presentations on a fair amount of these so i just want to make sure i'm allocating um what you're thinking about with the importance of those four votes uh so my sense was with four votes um we're gonna get then some separation and with separation we can then say we prioritize some over others that means maybe they're earlier in the year i think to your point uh councilmember briggs that we do have an opportunity to cover all of these um some of them they may go later in the year and some of them we may even though they may be more important we move to later in the year because of timing so as uh commissioner peck mentioned the executive leader for the university has not yet been hired there is an interim one it could be a decision that we do this earlier with the interim executive leader it could be a decision to say no we're going to wait for the executive leader to be hired and i see a nodding head and table that till later in the year so that we can actually have the the person who's going to lead that effort presenting um and talking about uh collaboration and what the university is doing that does that help a little bit so maybe maybe what we can do is increase it to six votes that that gives us um still some separation um and um that then um yet gives opportunity for people to vote for more than just four items so let's do that let's say six votes um and what we'll do is go down each one of them and um you can then indicate your vote through raising your hand missy will see all of us and carlene i'm going to ask the two of you to um do that together with missy so that we can uh take both of your accounts and make sure that we got um this the right number and um what i'll do is i'll just simply re read down the list and ask you to raise your hand and we'll leave those up for maybe 30 seconds or a minute and then move on to the next one how does that sound any confusion there if so raise your hand or or speak up otherwise i'll proceed in that manner okay so the first is electrifying let's see i got to make sure that i can raise my hand here too um electrifying public fleets all of those for you who feel that that's something that's important and you would like to see presented raise your hand missy and carlene indicate when you feel we've got a good count five got it okay good okay so the next on the list everybody can see is landfill solar i just make sure everyone lowers their hand that wants to thank you thank you thank you thank you so lower your hand and raise it back up so let me know when you have a count wait cleavy you're in okay we're good we're good we're good i got it three okay okay i had four but if it's three chuckles and was up you don't have chuck there it's his hand is up he's not in that list well your back check okay i'm sorry when commissioner mccoy mentioned lower your hand i saw your hand go down thank you mark thank you chuck okay everybody lower their hands so advancing bryant neighborhood and neighborhood projects in general raise your hands i got 10.

we feel like our cash balances uh our strength those are areas that we've really improved uh one of our goals is the rainy day fund improving that cash balance which i'll talk about here in a little bit so we feel like that is another strength our circuit breakers have increased over a period of time i think when i first started here our circuit break losses were like thirty thousand dollars now we're in six figures so anticipated circuit breaker loss is two hundred thousand dollars so it is a little bit concerning to some degree but um we've been able we will hopefully be able to continue to uh keep that off a little bit just because of our fund balances and then our student transfers from out of district have improved over the last few years uh why that's important is because that is 80 then that has helped improve our revenue stream when it comes to adm is getting those students out of district to enroll with our schools so i feel like those are some of our strengths financially that have helped us over this period of time some of our weaknesses or some of the things that could impact our finances is just enrollment our capacity efficiencies in our buildings double services any type of programming that we may be doubling some of the facility updates that are needed in our buildings due to the age of the buildings or just uh due to some of the updates that need are needed a lack of a long-range facility plan like we've been able to do things on a capital project and we usually plan out for three years but we don't really have anything from a long term need which then can impact how we want to service out a debt plan for the future so those are some areas that i would consider as weaknesses but i also consider those as opportunities if you go to the next slide so we have the opportunity then to develop some of those types of plans with the low tax rate that we have in comparison i feel like that's a way that we can manage a a stronger tax rate uh in developing a longer range plan we can look at expanding our out of district transfers and try to find ways to improve on those as far as student accounts avms are concerned threats to the district enrollment can be a threat uh state legislation can be a threat uh as far as maybe the requirements that they put on us the unfunded mandates that they put on us uh the changes in how they fund uh abm dollars could be a threat um the changes in our facilities that we're going to need upgrades down the road some resistance to those could be potential threats tiffs which are growing areas could be potential threats additional required programming that the ido or state legislation requires for us obviously more programming costs additional dollars and sometimes those programmings are required because of graduation pathways or or whatever needs to be enforced there and then just those unexpected costs that you just don't always know are gonna happen that happen um you know growing costs with things such as coven 19 growing costs with fuel prices natural gas prices elect utility prices um you know our for example our property insurance went up 35 000 this year and that's not necessarily a cost due to anything that's our fault it's just a cost that has occurred across the nation because of things so those can always be threats some of the unknown factors so as far as financial goals are concerned uh one of our goals is that we want to maintain an education fund balance that is equivalent or better than three months of expenses uh throughout a year and we want to be able to manage that while increasing pay benefits and programming needs throughout the corporation so this is a comparison of what that looks like over the last two years so in 2020 our monthly average was 1.1 million dollars so in three months that would be a 3.6 million um fund balance that we would look to have well at the end of 2020 we are at six million dollars so we're exceeding that expectation 2021 monthly average was 1.2 which would be a three-point month average of 3.6 so at the end of 2021 we actually finished with a 7.3 million fund balance in our number two is a similar goal but in our operations fund uh so in 2021 our monthly average was about 500 000 of expenses so three month average would put you about 1.5 and our current at the end of 2020 was 4 million that one fluctuates a lot differently because we only get money at at the mid-year in june and at the end of december because that's when tax monies come in so we have a lot of expenses that come before we get our main revenue in the middle and end of the years and then 2021 we spent a little bit less and i i would say that's probably due to the fact that we weren't having to spend money into our self-insurance fund for 2021 which then will free up other things that we can do from a capitalist standpoint and then the last goal here is we just want we talked a little bit about this uh throughout the year last year is looking at increasing our rainy day fund to 10 of our education operation fund balance so our fund budget for 2021 for example was 21 million dollars 10 of that was 2 million or 2.1 million dollars and at the end of 2020 our rating day fund balance was 1.6 million so in 2022 our fund budget is 23 million dollars so of that would be 2.3 our current rainy day fund budget is 1.4 million dollars so our goal would be get that higher it may not get to 2.3 million dollars but i think if we can keep adding to that every year a little bit here and there eventually we can get that up to that 10 so it may take a few years to do that that concludes the financial meeting information okay any questions for them okay if not we're going to adjourn the board of finance meeting and hop right into the reorganization meeting so we're going to call that to order we don't have oh we do have uh a slight division through the end here on this one scholarship um both of office we don't have any new board members or reelected board members this particular year so just jump right into the new business we need to first look at electing the president for the board of education i don't nominate todd daisy any second nominations to the motion the second to nominate me again as the president for the board on favor say hi election of the vice president [Music] to elect kevin as the vice president of the board of families all right election of secretary i've never made that to nominate matt as our secretary of favor say hi liaison delegate to the isba annual convention motion is second to nominate me to be the legislative liaison to the convention this year on favor say hi representative to the heartland career center board member board of managers motion and secretary appointment our representative to the harvard career center board all if i ever say all right appointment of a corporation attorney an established retainer of 175 per hour i would like to recommend mr president we approve the law office of downstanding premium pc as attorneys at the rate of 175 per hour keeping me busy here so we have a motion and second to to uh continue on with downs uh between you and who else can you tandy that's right forgot i'm sorry jordan um all in favor say aye the appointment of corporation treasurer and deputy treasurer with the current bond said at 200 000 elementary what keepers and high school bookkeepers 20 000 and i'd like to recommend the appointment of dr chris kuhn as corporation treasurer and also recommend laura bear's deputy treasurer uh with the current bonds that you listed a second to approve the treasurer deputy treasurer all in favor say all right establish a board member salary so the current salary of board members is two thousand dollars with the heartland kirsten represented receiving an additional 25 per meeting not to exceed 12 meetings the maximum salary cannot exceed 2 000 that's my recommendation first i didn't hear it i recommended the mileage rate for all school employees be the same as the amount in the current teacher master contract which is 44 cents per mile so a question around a second second to establish the mileage reimbursement rate to be 44 cents okay to say hi board scholarship yes the tradition has started 1994 each board member contributed 200 annually toward a two 500 scholarships one each for northfield and southwood the board selects the recipients from the applications submitted each spring and we do appreciate the board doing that if you so move to elect to do this again this year [Laughter] appointment of a local education agency officer so i recommend that the board appoint the superintendent of mse in walrus county as a local education officer for the ensuring year the authority to file applications for federal funds on behalf of the school corporation our local education agency officer if you ever say aye aye saying what will adjourn well maybe not um select newspapers for legal advertising okay by law we require to place legal advertisements in our county newspaper i recommend that you officially approve the wabash plains so thanks motion on the second to select the wabash plain dealer to be our official legal advertisement newspaper all in favor say [Music] improve continued participation in wmap and heartland career center yes and i also recommend that we have a continued participation in both of those entities so motion and second to continue participation in wmap in the heartland correctional okay so that does it during our reorganization meeting and we will jump right into the regular scheduled meeting we'll skip the pledge of allegiance since we already did that at six regular board meetings are january 25th february 8th and february 22nd at our six o'clock time here at this building we did the staff spotlight and the school recognitions but we'll go with the public direct recognition we have a recommendation to approve a one thousand dollar donation from the early learning indiana quality program study for metro north little north preschool i'm going to do all these donations at the same time that's right a recommendation to approve a 200 donation from manchester alive for northfield ffa a recommendation to approve a 5 000 anonymous donation for southwood southpaw and a recommendation to approve a 50 donation from the girl century club to purchase books for the metro health library maybe 250 dollars in generous donations i think that's really great i moved here we approved these donations so yes watching them second to approve their donations all in favor say all right and i just get the school recognition staff spotlight um i will stop again for just a minute or so for again the item only public comment see if anybody's still watching after mrs peter we did have carol early chimed in and said about others so that she's an angel and so deserving and sherry ridgeway wanted to thank dr for the explanations and transparency on our finances right moving on to the consent agenda items uh approval of the minutes from our last meeting which was about a year ago december 14th motion and second to approve the minutes from our last more meeting on february um claims biggest claims you're going to see in there are probably the ones from the debt service payments payroll we have a couple payrolls the december 15th one is the one that will look uh not typical just because that's when we paid out the teacher appreciation grant dollars that we got through the state out to our teachers so you can see of that was through the teacher appreciation grant that the state case out to teachers that are uh highly qualified and once you have logical highly effective very effective and effective and then the one at the end of the year would represent more of the typical payroll financial summary you kind of gave us one at the beginning but i did and i don't need to go through all this stuff necessarily um so the first one is just the cash balance report at the end of december which would be that also the end of 2021 and where those uh fund balances ended up at the end of the year and if you go ahead then then there's the representation of the education fund uh cash flow and you have what it looks like at the end of 2021 as well as the end of 2020 as well as some other graphs that i did last year but this is just to kind of show you some things that i look at from a month-to-month basis i don't usually present on all of those month to month but since it's the end of the year i like to give that information so you can see it and really it's just more of a comparison of previous years and a comparison of what has happened over this past year so some of it mirrors our cash balances some of it mirrors the things that we do with our cash flow uh but more in a graph graph format so i don't need to go over anything pretty colors too yeah but you can kind of see how we planned out our budget where we ended up comparison to our budget uh you can also see some of those variances that might have occurred in our revenues and expenses throughout the year but again that's something that i look at on a monthly basis i don't always give all that information out on the month because usually the cash flow sheets that i give you is gives it all out right then and there for the most part this mike went through the operations one as well which is something that we look at this is how our transfers ended up throughout the year so we ended up transferring 12 of our revenue from the education fund operation fund remember the law is 15 and you can see through that 12 um there was a deficit as far as what we could have put into our operations fund um of 153 000 and to do that that would have just meant if you go over to the next one um we would have had to transfer 12.9 of our budget so we typically tried to stay between that 12 and 13 percent um and our operations fund obviously has been strong and so uh i think the last year we had a surplus of monies that we put into the operation fund so it really kind of almost balances out over the last two years with that and then along those lines i will anticipate increasing the amount of dollars we transfer into our education from our operations fund a little bit to offset some of those costs with the hopes that our revenue in our education fund still can keep us at that 12 to 13 right and if not we'll just make those adjustments as we did um that's really i think mike as far as the financial summary is concerned okay we'll move on to personnel under resignation we have elizabeth lorenz hh teacher at wmap employment mark mary lowry a cook at northfield high school dave hill paraprofessional professor through southwood high school tony mckellap attempt teacher at metro north elementary that's going to start on approximately march 20.

that would be a regular meeting at 5 30. okay then that's calendar number one right now we do have a calendar number two uh would it be advised to take separate action on each of these calendars i think that would provide for a clearer record okay so is there anyone brave enough to give to make a motion with those pieces in mind you don't want to take them together just calendar based off of the our council i'll stay let's let's continue to do them why aren't they two different agenda meeting items then on the agenda i said why aren't they two agenda items different agenda items so i make a motion to approve both the calendar from today to the end of the school year of 2023. like why do them separately if they're not they're already they're one agenda item there would be there would be a additional discussion to make changes to the 22-23 board calendar well then why don't we discuss them right now i think if you want to so i'm suggesting that we vote them that we vote on them separately based off of our legal counsel so if we do that we would we would vote right now on just the 21 22 calendar then we would have a subsequent conversation on the changes that are being requested for the 22-23 calendar and there's a motion on the floor to treat them together and there's emotion together but i retract that because i i just thought we're if we're going to discuss it further we don't need to vote on it yet is there a motion then for the 21 22 calendar uh i make a motion to um i hope i'm saying this right i'm making a motion for january 18 to have the reorganization meeting beginning at 7 pm and to move the study session lcff and lcap to february 22nd starting at 5 30 um p.m that's my motion and one more oh one more oh the um the next one is to add april 12 a special meeting starting at 5 30.

i am off sorry i got because i i thought i had i thought i'd seen six first and then there's uh there was six but we're at five okay yep but we were at five we are at five actually we are five actually okay yeah it was it was a hand that didn't go down okay all right okay great so what we'll do is go back through this and i think i may have not taken my hand down um so but we'll go back and if if it's meaningful we'll double check and see if someone voted more than one time if so then we'll clarify with that individual it may not be necessary because we seem to have pretty good separation anyhow um so i think that um [Music] pretty much takes us to the end of this discussion unless somebody has some summary remarks oops i need to put my hand down i've got to get my thing up here here we go um where my hand lower hand sorry okay sorry about that so um any any summary comments from anyone about this whole section reactions if not um we can move on to the osi report out and the last few things on the agenda hi john i have my hand up yes go ahead please um so just a clarifying question so we were just voting on topics that we want presentations on at energy commission meetings were we also voting on the topics that we think are most important because or was it one or the other i think i was sort of thinking it was both but just just to clarify it was my impression we were voting on both okay is that everybody's impression yeah okay good and if if there's if there's something that uh discussions between carlene and missy and i where we're concerned about the one not matching and being like i said hand in glove with the other then um we can come back to the commission as a whole and get your direction on priorities and potentially timing um so that uh we're we're covering the most important topics first okay sorry one more clarifying question by the quote the most important the ones that get the most votes yes that's my interpretation i just have one thought about that which is it seems like some of those could benefit from having sub-committees or special committees or whatever the lingo is that we're supposed to be using created and if we don't get a presentation until say october um it seems as though we are losing the opportunity to advance potentially advance work on a given topic i wonder if it might be worth our time at a meeting soon to perhaps look at that list and assess it for which items might benefit from having a work group created for them in order to have a subgroup of us perhaps start meeting and exploring it i like the suggestion i propose the following that carlene and i put our heads together looking at where there might be special committees or even working groups also look at timing and put together a maybe a more refined list of priorities and augmented by by those considerations and then bring that to missy and then bring um that discussion after coordination with missy back to the entire group before our next meeting how does that sound that sounds and can i suggest one more friendly amendment which i'm sorry i didn't suggest before we wrote that list the um item about building codes um i was really torn between that and the green rental housing which in my mind are pretty similar because i've been in subgroups that discussed rental housing in the past and a lot of it's centered around some of the building code and inspection frequency et cetera um and it seems as though those two things potentially could be combined i mean i could certainly see now they're different mechanisms the green rental uh standard is being advanced not through the building code but through safety enforcement so we're using different kind of legislative and regulatory tools right and the building and energy code applied to new construction and the green rental code would apply to existing so there's there's some separation there yeah okay good um again missy talked before about living plans this is a living plan as well so um we i want to re-emphasize that you know in every meeting we go over meeting agenda items for the next meeting and at the beginning of every meeting we talk about what the agenda is and we can look at is it two-pack or um do we need to add something else so we have multiple opportunities to iterate on this and to improve it and that applies to everybody that's not just misty carleen and me setting the agenda that's all of us taking a responsibility for for doing that so um we're already at 8 10.

so just like to go over some of these i may not read them all but um starting in january of course challenges continue uh quarantines resolutions new cdc guidelines um that's going to be a theme i put that on there every month because that has been a challenge for us but also then there's a lot of neat things that happened three-year-old preschool presentation approval that you approved in january um uh the continuation of looking at strategic plan number four the work session the swot analysis and the tour that you all took um also we had another lilly scholarship senior emma brainer won that and then uh one thing that uh dr cute is talking about the self-insurance fund has a zero balance so that always was something when i went through this i look at a lot of different things i look at my board updates i look at our board agendas i look at things through the schools and i could really spend probably a couple hours on all of the things in the schools too we're not going to do that but we highlight some of those things that are above and beyond maybe what other people can do because there's a lot of individual things students have done also so um in february of course the challenges continue we had a work session policy analytics of course we had tuck hopkins we had two new board members of course um they have already been here a whole year already so that's amazing how time flies uh the rise transition for 2021 taking on those students in our own buildings and then of course nhs wrestling individuals in semi-state up to 50 students on abn in february of 2021 the girls basketball team playing in the semi state and grant dale also swam in state so don't go with necessarily sectionals but regionals some way states and states to see the successes of those um you can see that i also then change this the challenges to opportunities um there are challenges and opportunities because we got additional funding through the cares act and sr2 at that time the honors band inquired back it was canceled in 2020 so that was that famous friday that we don't want to ever relive and then northfield always went to new york but of course they could not go but then they transitioned to go to florida and probably really loved it there too so robotic teams participate in state finals unfortunately virtually but they're still in the state finals uh the academic awards and recognitions that we didn't do the prior year kindergarten roundup back at our schools and what i mean by that is we typically did everything together uh but with coven we decided to go back to the schools and actually that's a little more intimate because then of course they can see in schools the parents can be there um and it's a good good situation um and then of course the south of boys basketball team playing is somewhat state there's a lot of a lot of things that happened last year with with that also additional funding with esser general assembly will provide increases to education fund that was actually a huge opportunity or a surprise for us because at one time we were going to be happy if they were just going to go status quo on the basic grant and actually it went up a lot more than what we thought uh the senior class of tennessee at southwood uh here again we had pandemic stipends and positions that were added so that was an opportunity really because of cohen um and also the house bill 108 competitive grant that was awarded to the y that actually helps our students for summer school and after care and then you know we took home three of the top three winning places the waters county innovate within pitch competition the daoe recognized sharp creek and norfolk for being family friendly brand new website was launched northwest south of 8th grade we went to washington dc moment of silence for school board meeting uh for a short period teacher chuck baird uh northfield south would want to track regionals the senior signs were delivered again this year third grade north students moving to sharp creek due to increased enrollment programming and then of course the 2021 geo bond acquired again it's sometimes hard to know how much to put on here but those are really some highlights and then in june you can see another opportunity we received the gear grant summer school i know dr kind of pushed that out there with mrs moore and some other people or some teachers with the minds of action bringing that back help me out what was it called many many years ago so minds in action uh and of course additional support for students over 200 students because of summer school because of the finances we were able to service a lot more students the south of boys baseball playing in the regional norfolk girls softball state final game and win state of course and we all have these nice shadow boxes with the picture and the metal which is really cool um and then the traditional graduation um from the year before that was very nice to have uh senior name jose senator zay introduced msdwc to the care portal which is going on right now which helps our students and our parents uh we participated in the legrove parade and five southwood high school students were selected to sing the 2021 indiana high school all-state honor choir what was really significant about that was there were five of them that actually auditioned all of them were selected and the state of indiana uh all-state choir actually reduced the number of students so that was quite an accomplishment there and then in july we started out you remember we had a re-entry plan of course we were at the fair and then indian teacher of the year program pam campbell was elementary uh winner and shelly myers the top 25 in the state for the secondary so that was awesome and then the fiber rewiring and ceiling tile replacement norfolk and southwood was completed again we had a lot of different things that happened with uh the challenges and opportunities a supplement to the re-entry plan we had food shortages reported by vendors i mean we never did not go out uh not have food but they had to change their menus all the time because of that and then the esser funds to hire two additional counselors and dean of students and substitute teachers at the elementary mscwc start school 2020 census was released which was not necessarily good news of losing the residents here in baldrige county uh 20 september 2021 uh usda continues to offer free breakfast and lunch to all students um you can see that all seventh grade students participated the august river defenders wallbase river wild field trip and then of course we we lost all of last year with the staff spotlight and you can see how tonight it was very awesome to see that parent and all the things that she wrote about mrs dieter and what we continue to do each month the terry hall body safety presentations resume welcome to my future event resumes e-learning resumes we had gear grant monies that we had pd we brought in dr adam drummond conor's day parade we participated that wrote brilliant parade and then of course the girls golf playing in regional in october we received another grant through august miami area program we have not started to spend those dollars yet we have a little bit more work to do with that but our share is over 110 000 uh teacher contract was approved with additional increases the two-year contract the ag ex-spoken uh resumed that's the fourth grade let me track was dedicated to northfield uh south of elementary sixth grade possible transition discussion was started josiah white's new name starting a new recovery services program msd will educate all those students and when i say all those students they have two different programs so the longer program is the one that they will do not the shoulder 30 day program adm increase in traditional buildings um msdwc offered paid and also paid for the sat for seniors in person a parent teacher conferences presumed because before it was not uh the southwest girls vlog ball played in the regional norfolk boys and girls random regional and southwood high school boy ran into regional it's good stuff of course the challenges continue just in november the winter street bank our banner contest our teachers is also excellent art mscwc took home um eight of the 14 grade level winners and three of the three sponsor choice winners and one of the one bob mccall award winner so i do keep track of that when i go there and mark them all down so that's how i know that one mscwc in an smp rating moved up to 8 plus due to very healthy financial status and then finally in december of course challenges continue with code of 19.

no where am i oh two i'm sorry to delete april 5th board meeting study session and move to april 12 at 5 30 p.m that is my motion i second the motion any additional discussion then we will go ahead and vote um we'll do a hand hand vote uh board member rodriguez pena yes board number beau yes board member cruz gonzalez yes board member adianas yes and i am also a yes so that motion passes five to zero continuing on in 10.4 we have the 2223 board meeting calendar which there is a uh recommended shift based off of direction that we gave last time around um mr ortega yes uh so we brought this uh calendar forward per board request there have been a conversation that may be moving forward the the board governance meeting that we typically have in february that that be shifted instead to january and so we bring forth the calendar if that is the desire of the board to shift board governance uh moving forward to january and can you tell me what was that purpose i do remember the thinking behind it was as we look at as we look at the the the timeline in which new board members are elected and then and then appoint or sworn in that a january governance would allow them earlier access to a governance meeting um to to become more acquainted with yes thank you i recall thank so you there a motion is there a motion on the floor for the 22-23 calendar so i i make a motion to move the february 14th governance workshop starting at 5 30 um through january do we have a date i'm sorry i apologize for that uh yes right now we currently have a meeting on the 10th and the 17th uh so the possibilities if we want to move it to and keep the tuesdays it would be the 24th or the 31st and um to move february 14th valentine's day workshop a governance workshop to january 24th at 5 30 p.m that is my motion is that during your superintendent conference you attend that i don't i don't think so usually it's usually the one usually that week that would be the way coming up and i'm i'm not aware there's a motion we have a second second any additional discussion hearing none we will move to a vote and we can vote online and the motion passes four yes the one note moving on to item 10.5 we have yeah i would like to retract my vote to a yes i don't know what i pressed okay but that's five yes five motion passes five zero thank you moving on then to item 10.5 approval ratification of resolution 21 22 12 certification of signature is there a motion on the floor i'm making a motion to approve 10.5 by second any additional discussion then we can move to a vote and the motion passes five to zero moving on to item 11.0 consent calendar and 11.1 approval of consent calendar all matters listed under the consent calendar are considered by the board of education to be routine and will be enacted in one motion there will be no discussion on these items unless requested by a board member if a board member requests a discussion that item will be removed from the consent calendar and considered separately is there a motion on the floor i make a motion to approve um 11.2 to 11.9 consent calendar i second the motion any additional discussion hearing none we'll move to a vote and the motion passes five to zero moving on to 13.0 business and finance 13.1 ratification approval of contract agreement between azusa unified school district and ryland school business consulting is there a motion on the floor i make a motion to approve 13.1 moved by board member rodriguez pena do we have a second second by board member cruz gonzalez any discussion yes uh my question is for mr mall mr mo on um looking at the one page contract and then looking at the board note in um online it says that the the cost is not to exceed 168 thousand dollars and will be paid from the unrestricted general fund um but i don't see that cap on costs in the contract itself um can you give some detail on that um let me see what you're you're referring to not seeing the cost in the contract the cap on fees it said the cost so in in the contract itself i i'm reading it's a 175 hourly for the professional services and for travel time um and i don't see a cap on those fees however in the notes online it indicates that the cost not to exceed 168 000 will be paid from the unrestricted general fund i i've never brought a contract to the board um that identified the cap inside the contract language um that would be a change for me not comfortable approving a contract that on the one hand if information is being presented to us that says the cost will not exceed 168 000 what control do we have over that if we're approving this contract we would do that internally and that's what we do with all our contracts and so when we do the purchase order the purchase order cannot exceed 100 the amount that's on here without board approval so that's the control we have in place the laker wouldn't even approve a payment beyond the amount that's on this board agenda i have a separate question and that is um how did you come how did you come to estimating that amount um we utilized the uh remaining working days that we have in this year and so that's the max that it would be but our goal is not to even come close to that and that's subtracting out any holidays um and the actual work days that we would utilize the individual up into budget development so in terms of the working days how many so how many is this one person how many how many positions is this would this be utilized for this will be covering several uh positions but there's only one person and is there travel time contemplated yes well they're actually staying in the airbnb so they will not be commuting daily i actually would like to table this item until we do have a contract because also in front of me i don't have any figures other than what you're telling me uh mr mall so could you help me understand what i would need to provide in the contract it identifies the hourly rate um and this is through june 30th and it would not exceed the amount that's um and that's on the agenda but i can do an addendum just let me know what i need to provide and i can give that for you i can provide the calculation of the number of days that we projected to come up with the full amount if that helps but just let me know and i'll be happy to provide it well i i personally would like to have it in front of me before i make a vote on on this um on 13.1 okay i understand there's a motion to postpone the current main motion is there a second second any additional discussion yes i do um so uh just to help me understand and you can i mean i can have a discussion later so this would this one person is going to be feeling doing the work of how many positions we have internally in your like because you talk about extended vacancies and the vacancy of accounting supervisor yes and so we currently do not have our county supervisor we're without our financial analyst we currently have a payroll clerk that's out so we would utilize this person they have several levels and grades of expertise to help fill in the gaps until we have our positions field okay could i ask why we're paying the airbnb for this individual until june 30th uh june 30th no that's not what we're saying we're saying that we won't have travel time because the person will be staying in the airbnb so we don't have to pay them from traveling from let's say from los angeles to get to azusa board board member rodriguez pena i just wanted to ask a clarifying question did you have a specific date a board meeting date for which to want to postpone it um just for those staff would know when that matter would come back if you don't have a particular date then the board president yes i would like to leave it up to the board president and the superintendent because they set the calendar thank you for asking okay so the motion on the floor then and is to table this and that mr ortega and myself will determine when to bring this back but we will if there's no further discussion we'll go ahead and vote and the motion passes five to zero that brings us to 14.0 curriculum and instruction 14.1 approval of the partnership between the azusa unified school district and step up tutoring we have a motion i make a motion to approve 14.1 i'll second move by board member rodriguez pena second by board member beau do we have any additional discussion yes i have questions um so how does this fit in with the other tutoring that we approved at previous board meetings i can go ahead and take that question thank you for that question so um this is uh this was recommended to us through laco and the community schools initiative and so we see this as kind of a part of a comprehensive tutoring support so we'll have in-person tutoring support during the day this would be for additional students this would be for uh this is going to be after school so it's online it's for students to have homework help it also includes mentoring it has some additional um like um enrichment activities and so this is just again providing another layer to make sure that we have a very comprehensive tutoring program and then so is it how does it align with our approach of having high dosage tutoring is it do they get the same tutor assigned to them i mean is it like a program they sign up for or is it just like is it just you know as an ad needed basis how does it how does it function yeah um so i think what i hear you asking is how are we going to coordinate this so it would be the same the same type of coordination in terms of identifying students who we think would benefit for this kind of a you know tutoring support um a little different than the high dosage uh high dosage again we are going to be selecting students who would be receiving ongoing tutoring with the same tutors and this would be this would be very similar but this the difference is that this would be after school students would be able to get homework help this wouldn't be you know in in school but they'd also get a component where they would get mentoring and then some enrichment i think they are going to be doing some coding activities with students too some group activities so i think it's a really great opportunity to provide some tutoring and some mentoring as well i think it also aligns with um you know community schools initiative as well to answer your question yes like that and they will be meeting with the students uh during their school time they take them out of the classroom or how they work not yeah not this one the other one that you approved previously they're gonna those tutors will be going into the classrooms and pushing in they wouldn't be pulling students out this step up tutoring program is um where it would be online and it would be after school and so um and the and the tutors you know partner with the teachers and with families and really determining maybe students are having a difficult time at home by the time they get home and they need more help with their with their homework in addition to that um the tutors really do develop relationships and provide mentoring to the to the students as well um sometimes after school because you know the parents are able to participate just like they did when the online learning how parents were speaking how they were working with their students and they enjoyed that because they never had that opportunity in the past yeah i i agree with you um and this uh this organization um at this time it is it's it's not at any cost to us um but they'll also be um collecting you know data along the way to see to what extent is it helpful is it effective how are students benefiting what do families think about it so um again just an another kind of a layered approach to this you know providing additional support to uh to our kids so we're really excited about it um this is a program that they've been doing in lausd and they've found some success there and so they were looking for uh you know a smaller district in which to partner so i met with them several times to to really learn about it and understand um you know the types of support they're providing and um i think it sounds like it's going to be a really a great idea and how will we um monitor uh these tutors or knowing how it's working for us and for the end for the uh students and families yeah that's a great question so um one of the ways is again to be able to look at um to look at data to see how students are doing on for example their reading or mathematics assessment another way a great way to find out is through qualitative analysis talking to the kids talking to the families why is it that students for example if they go home and they don't they're not doing their homework maybe they don't have you know maybe don't have anybody that is able to provide that support maybe they need some motivation maybe they need to find some connectedness but a way to look at the data is both quantitatively and qualitatively as well so um i think they they do have a pretty good comprehensive plan to be able to um you know to collect data for their own purposes as well because i do believe they're i think they've been grant funded so i think they've got a process that they go through as well and who will be working with these um parents their families you know they don't speak english or they speak another language yeah that's one of the things we um we talked about is that we wanted to also make sure that we have um uh tutors who um who speak spanish for example right and so um they know that that's definitely something that is um a desire for us and so they're very open to that um they've got tutors who are either have college degrees or they're working on their college degrees um they provide them with some training so they've got a they've got a um i think a pretty good system that they have developed as well so we're excited about um making sure that we have um uh you know tutors who are um who speak spanish as well that can communicate with our our students and our families and not only spanish and um you know also the students we do have vietnamese students in our schools at this time we also have the students that have a different dialect that is not spanish right yeah like right yeah yes that's yes yeah you know you bring up a really good point um because i know it's very difficult to you know to find um uh those that speak that dialect so that's something i can talk to them about too as well to make sure that we can get a wide variety so thank you for bringing that up any additional comments or questions okay then we'll move to a vote and the motion passes 5-0 moving on to 15.0 human resources 15.1 approval of tiebreaker resolution 21-22-11 adult education is there a motion to approve i make a motion to approve 15.1 moved by board member rodriguez pena well second second by board member beau any additional discussion then we will move to a vote and the motion passes five to zero moving on to 15.2 approval of tiebreaker resolution 21 22 12 certificated employee is there a motion on the floor make a motion to approve 15.2 false second move by board member rodriguez pena second by board member bo any discussion and let's vote the motion passes five to zero now we have 15.3 approval to establish the purchasing specialist position and job description is there a motion make a motion to approve 15.3 moved by board member rodriguez pena we have a second a second second by board member cruz gonzalez any discussion um can we get some background on um the creation of this new position and how the job description was developed yes of course then thank you for for the question uh this is a new position to the district uh purchasing specialist position is a uh would be a non-management position previously this uh this role was a management position that overstalled federal uh department uh with the uh decline of enrollment in our in our contractual schools uh we saw the need to uh reinstitute this position as a as a non-management position um and so the um as we do with the new positions uh we looked at positions that are similar to this in other districts and we took uh we worked with our business services department uh who helped us put together this this uh this job description and then the subsequent step was to work with the um bargaining team from csda the position was ultimately approved by csta and ratified it now it's being brought here to the board of education any additional discussion then we'll move to a vote the motion passes five to zero moving to 15.4 approval to establish the fiscal analyst position and job description is there a motion make a motion to approve 15.4 second moved by board member rodriguez pena seconded by board member cruz gonzalez any discussion same question yes sorry i was anticipating that thank you uh so the this is a a generally new position to the district um and the position will perform a variety of technical and analytical um fiscal functions that will support the district administration of grant and entitlement i will see if i miss jamal wants to add to what i've just described and similarly um we brought this uh job description to uh the was developed in the same way um by looking at some of the positions in other districts we also interacted with our bargaining team um it was approved by the csd bargaining team and ultimately voted on by members and now it's being projected to the port of it i have a question for mr mall so this fiscal analyst position is this one of the vacancies contemplated to be filled by the ryland consultancy yes actually both of these positions are are listed as the vacancies that we need assistance with in purchasing as well as in a financial analyst have these positions already been posted no we can't post till we get board approval thank you it will be posted tomorrow if the board of education approved any additional discussion then we'll move to a vote and the motion passes five to zero which brings us to 16.0 16.1 adjournment is there a motion on the floor make a motion to flew 16.1 adjournment second uh moved by board member rodriguez pena seconded by board member bo any discussion by i would add actually that will be closed in honor of mr jorge rosales yes with that let's go ahead and vote the motion passes five to zero and so we close our meeting at 905 in honor of mr jorge rason

it was my goal to be done at 8 o'clock that won't we meet that but we do have a couple of brief things on the agenda that i think are important to cover and missy the first is an update from osi um and then update from commissioners and then public comment yeah and in respecting time let me share that we released last week our newsletter which is moving to bi-monthly and so i'll send that to the full body so you can see a more holistic update of the things that we're working on so just some really quick things to tee up that are more time sensitive um just to kind of again respect your time uh our public commenter ken garber talked about the building code uh process right now lara is in public comment and so the city has submitted comments we actually submitted revisions and language as part of the code process we worked even further upstream with icc to draft code language and so now uh we will be present at public meetings across the state talking about this we'll submit comment there is an opportunity for every commissioner and even for the body itself to provide some recommendations on the code and what you hope to see adopted in that so i could imagine that's something we could prepare for the next meeting to kind of move up the ranks itself but this is a really unique window of opportunity to inform the code process building codes in michigan are effectively the ceiling and the floor there is not a lot of room [Music] when does this opportunity close uh the whole plan is not fully clear there's a public meeting i believe it's thursday the next one is in kalamazoo and then there's a series of meetings that laura is announcing across the state uh so we'll have a presence um and i can send this around to the full body uh but this is an area that from a staff perspective we are actively engaging with the building department we go together it's not just osi it's our our actual code enforcement folks kind of stepping forward hand in hand on this uh and we're gonna we're we're moving towards zero i mean we want zero code appendix adopted and we've been pretty vocal about that we've also been working with a coalition of others to identify if that doesn't happen what the priorities are electric ready battery ready solar ready elements of it that are necessary to enter our goals uh so that's really important uh i did also want to share that i am uh so excited 2022 is the year of transformation in osi we are doubling down on that we're saying it to the universe uh in the first week and changed back in the office you've already identified and asked to move forward on three grants uh from small potentially actually installing solar in a house or two in the bryant neighborhood because the funders really excited about that project which would be really powerful for those neighbors to get the solar and also build kind of momentum and demonstration for others unfolding uh to talking about really big dollars that might be able to help transform uh kind of our energy system locally uh and i am excited to see that we're partnering with the county on a grant for weatherization expansion and really getting low-income households to carbon neutrality not just energy efficiency work but like deep energy efficiency with electrification and storage that concept note is due in a week so we're running at that uh really fast and furious but hopefully we unlock that funding uh which also would be centered most likely in the bryan neighborhood just because uh there are lots and lots of other things uh i don't i think i did share the shout out to julie in the polarized program did i end this call because i know we talked about it okay great there's so much going on there's one other thing that i thought might be an efficient way of you updating the commission and that is you recently made a presentation to city council at their work session and i don't know how many commissioners have seen that would you mind sharing the link of that with the commission that covers a lot of a lot of territory um and um i know you reported on some of that at the webinar uh earlier today so maybe that that also serves to uh update people and shorten the discussion tonight brilliant there is one last thing about the floor i want to share and i'll leave it to the council members to talk about the draft resolution and where it stands that came out of the body in december but i wanted to share there was language that had to be removed because it is illegal in michigan and that is assessing the feasibilities uh the feasibility and the gener revenue generation potential of potential utility no matter what that structure is michigan law prohibits you from generating revenue from a utility that is not legal that has to go out of your resolution um it is rate it has to go towards the utility itself and the services of that utility it's been tested time and time again in court courts so i wanted to share that with the body and i can give more details about that but i'll just you worked really hard on it and i want you to know that everything looks really good that is not legal so would we still be able to use our money as dark money to lobby the way dte does oh just not going to attempt to answer that question missy missy i have um one other remark i noticed when we were halfway through our vote and it was too late then um but um the we had talked about uh you carlene and i an update to the time of market or home energy audit disclosure um i'm wondering if we can um include that as a presentation topic at some point or if you can give a brief update right now i hope we do because zach is on deck and he's been working on a presentation for you for next month okay because we had talked about actually trying to do it last month and we didn't feel we could fit it in so great okay good um anything else from you if not uh council members i am happy to jump in um the the language for both of your resolutions that you passed last month were on our last council meetings agenda so that um all of council had access to them i used my council comment time at the end of the meeting to draw attention to them for any folks who may have missed them um and then thanks to the hard work of staff council member briggs and i will be sponsoring uh the actual resolution directing the feasibility study at our next meeting i don't know if that has yet made it on to legistar on the public side i know that we've submitted it but they only updated a few times throughout the week so um at some point that will that will live there as well but it has been sent to the clerk's office excellent does that resolution include the city adopting an seu ordinance or is that separate my understanding was the seo ordinance was separate from the authorization of the feasibility study that was my understanding right this is this is not this is not the ordinance itself it does have fbu language in it um so but it is essentially um i think missy did we did we land on uh requesting the administrator to draft necessary yeah yeah so it it's almost verbatim with the body passed at the meeting advancing the seou kind of the the logical next steps drafting of the ordinance but not adoption of an ordinance so what so i don't understand so will we have the city adopt an ordinance is part of this vote on the city council or not no so they'll ask for the creation of an ordinance for consideration it authorizes the creation of an ordinance okay yes this um how can we take a look at the last the last resolved clause um yeah no no i remember i was in there so that was my question whether or not it's being drafted and adopted along with this uh motion to authorize funding for a feasibility study or is uh so we do we need two things or does this empower the city to craft an ordinance and move forward without another council vote i mean i'm not it's not clear to me what the staging of this is missy do you want to or i can but go ahead sure yeah so the the resolution i think uh can change on the floor so as drafted at this moment uh move toward the i sort of think about as three things that the commission talked about the options analysis kind of a study of all the different pathways a study of a traditional municipal utility and all the criteria that we talked about and then the next steps for the seo which include recruiting people understanding and generating a waitlist the drafting of the ordinance exploration of staffing and governance structures basically getting the it's all information it's getting information so we can bring it to council for consideration yep excellent thank you councilmember briggs yeah i don't know that i have too much to add to that i think just the piece that um it won't be the resolution will be um significantly different than um i mean there are some tweaks as we've gotten information from legal staff and different things like that but um then what you saw what came out of energy commission um but to the point of like the ordinance that would empower staff to to start working on that but then after that work is done then it would need to come back to city council for um public hearings and adoption and that's how head of ordnance adoptions work so you can't you know it takes a little while for for that process to play out as would other elements of this come back to counsel in different different ways and you know different elements will likely come back here to energy commission for for feedback as well great uh so any updates from commissioners that are important to share at this time or um and i'd also remind everybody that we don't have to share updates like this verbally if in case like this where people are concerned about timing um updates can be also shared in writing um so anything that anybody wants to share or comment on it that we've heard from either osi or from our council members or of developments related to work that you're doing i don't see any hands so any working group updates that are appropriate at this time i also don't see any comments uh or hands raised so we will move on then to public comment uh and then to items for the next agenda which i think basically we covered um but let me pull my script out here go through my pages here to find it yeah here we are okay so this is an opportunity for public input and persons to speak for up to three minutes if you are watching on ctn call 888-788-0099 or 877-853-5247 and enter meeting id 937-67516819 that information is also displayed on the meeting agenda and the video feed city staff will select callers that have raised their hand one by one using the last three digits of your phone number in order to electronically raise your hand to indicate your desire to speak please press star nine on your phone you will hear an automated message announcement that the host is allowing you to speak and when speaking please mute your any background noise and then finally state your name and your address at the beginning of your comments thanks dr stultz tara mursky ken garber again 28 hammer hill court um i'll be brief uh good discussion tonight i really appreciate this group's collective expertise and its commitment to climate action i want to inject a sense of urgency not that you need it the rhodium group reported last week that u.s emissions rose 6 in 2021 from the previous year this at a time when we need sustained 15 to 20 emissions reductions annually to have any chance to stay within 1.5 or 2 degrees celsius heating which itself would expose the world's vulnerable populations to large-scale deadly events i read this news in an associated press story that quoted commissioner overpeck on the recent spate of not-so-natural disasters that's exactly what i'd expect with climate change because climate change is essentially supercharging many types of extreme weather making heat waves droughts wildfires intense rainfall flooding and storms more severe destructive and deadly said jonathan overpeck dean of environmental studies at the university of michigan who wasn't part of the reports end quote so we are failing as a country and i think we're failing as a city we need to take an unblinkered quantitative view of our emissions and i've been hoping to read the 2021 greenhouse gas inventory covering the city's 2020 emissions but i haven't yet seen it i don't know if that came out i may have missed mention of it tonight but that's a question i have for staff thanks thanks for your comments mr gerber any other comments or missy do you want to respond to that this time no uh no other commenters and in terms of response we do our inventory annually but we do it in those in the summer and so we won't have closed out because we report on a fiscal year so yeah great no other comments then uh the last point on the agenda is topics for the next meeting does anybody have anything that they want to raise that may have eluded the previous discussion again if not make suggestions at the following meeting and knowing that missy carlene and i meet eight days ahead of our meeting you're free to contact any or all of us to submit ideas uh prior to that and frankly at any time so with that it is 8 25 p.m and um oops over dean peck you know i just couldn't not do this john i thought it'd be good for us to thank you for all the work you're doing and how you've organized things and you know it's i've been on zillions of committees and i and i really appreciate your democratization of uh this committee and thanks anyhow let's let's wrap it up sorry i appreciate that commissioner juno i just want a second then and thank um oh john carlene and missy all for all the hard work and and organizing all the responses and everything that you put into this meeting so thank you very much you're welcome there's quite a bit of time in the background to do that so i we i appreciate the feedback and i speak also for the time that carlene and missy collaborate with me in doing that so thanks very much so thanks again for your service and thanks again for your survey responses and your participation tonight together we are better and together we need to rise to the challenge that mr gerber um keeps on putting a mirror to our each other and to the city and other entities we have a long road to ho and uh we need to start making progress faster as the are my former chair used to say we have to keep on thinking about the area under the time versus emissions curve and we're not doing a very good job of that right now so collectively at a national international and even probably at a local level so thanks very much again it is 8 27 pm and i hereby call this meeting adjourned thanks again and have a great rest of your evening thank you bye you

two residential tips districts are approved by the listed uwc school board we have rail resolution the tick tock challenge had to put that in there uh created disruptions across the schools in the u.s obviously some disruptions with us too and the roofing sections of norfolk and southwest were completed and again i apologize if there's anything i missed because i know i'm sure i did there's a lot more things i could have done but it's been a very good 2021 despite some of those challenges and we're going to look forward to continuing with our strategic plan which is listed up there we'll read that and then of course we provide a strong product determined by our surveys and results our goal is to strengthen our msdw options amidst the changing environment and sustain it for many years to come and finally 2022 here we come we're already in the 11th day so the state of msd wc review 2021.

so that's all my all right thank you for it curriculum and instruction report mr greg i'm going to go ahead and allot my time to instigate their dr king and you missed a key favor tonight okay i mean all right we'll skip down to new business then recommendation to approve the 2022 uh budget reduction resolution from the 1782 minutes yeah so i gave you in the board packet the 1780 1782 notice that we actually received from the dlgf um there were just one uh reduction in appropriation and that was in the rain day fund and so my recommendation we have to approve the 2022 budget um based off the 1782 nose which means we have to reduce the rainy day 132 000 [Music] to make it match the 1782 notice from what we submitted so question second to approve the 2022 budget reduction resolution for [Music] recommendation to approve the local income tax distribution resolution so every month we get a local income tax distribution from the state from the uh county auditor we have typically put that into our tax distributed funds which would be the operation and that service fund just to offset any of those tax rates and then we just divide that up by the tax rate for that calendar year in determining how much of that would go into the operational fund how much of that will go into the debt service fund so total it's usually about 19 that well at least this year it's going to be about 19 000 a month and so the recommendation is to continue the practice of putting it into those debt service and operation funds broken down by the tax rate percentage of both of those funds to approve the recommendations of the local income tax distribution resolution all in favor say all right recommendation to approve the disbursements from education fund to operations fund now so every year we have to determine how much money we're going to allow to be transferred from education operation fund so i tried to budget out how much that would be over the course of the year which is about 2.2 million dollars to keep us under that 15 percent so that would equate to about 185 000 a month right now we've only been doing 160 000 a month and i will probably start this year at 165 000 a month but it is not to exceed 185 000 a month without future board approval so motion in a second to approve the recommendation for the disbursements from education funding to operations on all kinds recommendation to approve the resolution authorizing the treasurer to pay pay claims we typically do this in the board for me in january just in the case that we don't have a board meeting on a regular schedule time we are still allowed to make the necessary payments to claims and so forth which would then get approved at the preceding to approve the recommendation for the resolution authorizing the treasurer recommendation to approve the update to re-entry plan and supplement 2021-2022 so for next year when we have the state of msdwc review of 2022 we'll start out with if you approve this tonight another change or an update to our reentry plan and so my recommendation is as per what is listed in your board packet the quarantine timelines that would change and so this is a supplement or this is an update to our re-entry plan and supplements just kind of go over this for people who are watching on facebook that may not necessarily caught what we're about to vote on i'll explain it my best understanding and if there are things that you want to change feel free to do that mr keith currently our quarantine policy is that if you a student or staff member test positive they're quarantined for 10 days this will allow us to allow them to return after five days but starting a day sixth if they're asymptomatic or their symptoms are resolving they can return on day six as long as they wear a mask from the remaining five days of that original attack that gets them back into school quicker also fever-free for 24 hours without medication extracurriculars may resume after the fifth day as long as six days wear a mask at all times except for when actively performing or actively playing during that extracurricular activity so that does give us the option of coming back on day six instead of making you wait 10 days the other part of this is the close contacts to a positive household member that if you are close contact to somebody that's tested positive you may also return on day six after only a five day quarantine as long as you are willing to wear that mask for days five through ten again extracurriculars would be uh similar to wear a mask on may 6th except for when you're actively performing or actively playing in that that extracurricular activity so we are making this i guess the cdc has changed that apparently the science has changed so based on cdc recommendations we are doing this in an attempt to get students back into the classroom and staff members back into the classroom quickly more quickly so we do have again tell me who that i forget okay so we have a recommendation to approve that update uh to the re-entry plan and supplement all in favor say aye all right okay that's what it is uh we have no unfinished business no forward policy any items from public comment to the second thing yeah bounce off the satellites sure okay the items from board members all right

you got it um miss duncan yeah mr good thing mr hopkins mr president mrs robertson yeah doctor dooley here dr chabot here president [Music] one nation under god indivisible with liberty and justice on the board thank you mr president i want to thank the board for allowing us or putting up with the scheduling that had that hour early i think it's important to have some time and last night just saying driving back to rural valley you have a long night so we appreciate you coming in also i appreciate the board as the last board being improving to use asba i think it's a very professional way to do things and have experience to help help out make a good decision very few items arizona legislature opened yesterday i'm sorry we could go monday on the third today i was looking at the work there's 32 bills already in the hopper we have some bills that are anti what they're calling critical race theory there's bills opposed to quarantining uh there's bills composing vaccinations um there's no funds for education except some capital funds um the funds for this and the governor's bragging i'm frustrated with the governor right now he's bragging about the money he has in the rainy day fund which in my opinion he got a lot of that the year we were shut down 55 000 students the previous year they were public school students they were charter school students in arizona that weren't that opt out just like we lost 30 students a year uh that went to another system so that was a lot of money that the state saved they didn't pay for uh for uh student support i did the math at the time and i wish i still had it was it was staggering the number of zeros uh undermine the state saved the good of education right here but we didn't get it back almost is to be commended for it wasn't bob dooley i wish it was but when i came here aho had full day uh that was not paid for by the state and i paid for half of it so every half of that came out of the district down the middle budget half of it was paid for by adm governor napolitano hermann changed the law it was instrumental in changing the law and during her administration we were funded for full day k so however many students we have an adm if we have 30 students we don't get paid for 15 because we haven't fulfilled the state as far as have to what i did at that time then following governor did away with what i did at that time for one year we funded only half day k the following year since we it was a new program in essence the next year we were able to use title money to pay for all decades protect our own olympics so we continue to have all the cake the they're going to try to there's a bill that's going to propose that kindergartners that aren't paid for right now are going to be called group b students on the budget when you hear whoever our business manager is trying to talk about group b students we may have 430 kids in the school but we may be funded for 600 kids i'm just pulling those numbers out of the air not the 430 is pretty close but depending on the child's special education needs or i believe second language needs they may rank more than one person for example i know a blind child counts for five children this is the cost and getting people out here in the need to have a regular special ed kid that's wearing disabled by definition those students have to have average intelligence or they couldn't be ld they may get funded at 1.2 but it does help fund so there's a bill to i've never seen this happen before it'll be interesting to fund the rest of the kindergarten at with group b um our capital monies used to be two groups of monies and the legislature and the governor bragged about seven years ago that we're helping schools out we're only we're putting them all in one bucket it's called daa district additional assistance the only thing they did that helped districts is they made us have fewer reports on how we spend the money for capital before it was sizable projects like um [Music] buying curtains for dikes school buses were on the same budget for some reason as workbooks or textbooks so that was called supplemental and the other one's regular regular capital they have not they've been in the legislature have not part of the law when they did that was saying they would keep up with the inflation rate every year they haven't gotten close i was subpoenaed about two or three years ago now to give a deposition um about our funding and about our lack of capital in fact last year's law conference was a picture of our rock wall out here so talking about the lack of school security in rural schools and so there's a lawsuit coming up i thought it would be filed by now against the state and it's being promoted by the educational alphabet aspa asa i think even ada education association so all of a sudden the legislatures and i don't see how they can win the lawsuit they lost the last one it was 20 25 years ago they have a different executive director from the organizations to ensuing but they're saying we're going to pass a law they have to give us 22 more money every year well that's great unless we have a six percent inflation rate or five percent inflation rate if that does pass it won't take effect until 23 24 uh fiscal year um asba's being targeted by legislators by some legislators asba cannot be political so they have a sub organization that they pay people individually pay a different membership to to be to support candidates if they think or supporting public education what they're trying to do is pass a law and say public says apology that says public education funds cannot be used for a district to join aspa or send any of you or mean or lance or whoever to a conference that aspa is sponsoring that if that passes it will really hurt the organization i think it's unfortunate in my experience in the last number of years as an administrator i've been involved in asa which is arizona school administrators and since i've been here at asba in my opinion i'm going to go to an asba conference than an asa conference because number one as the asa conference is getting better because i know the executive director well uh he used to be a good old way network you give guys uh a chance to go play golf and they're playing the only c once a year that's not that's not what we're there for but i have a lot of respect for uh for asba i mentioned curtin critical race theory uh there's some laws that they're putting forth that say we have to make sure that be careful how to use race and so on and so forth when we're teaching kids uh so i people say race critical race theory doesn't exist some people think it does uh there was a question and i hope i'm not jumping ahead on the agenda about massing at the last meeting and talking with other administrators and dr jim boltz and i talking some districts are not even trying because they know the kids who yeah i'm going to make money with that my parents say i don't have to it becomes a strong a heavy distant problem so after the last board meeting uh dr chabots and i talked and i appreciate him taking the effort um so this is what we've done to inform people and try to enforce this but because the board voted for twice he has talked to the whole staff and during staff meetings he's talked to them today about the board's concern that some people aren't complying it's been on the morning announcements numerous times since the holiday talking students that aren't masked emailing teachers who are enforcing who we only have warranty teachers that are unasking yesterday's when dr boltz hit every classroom on campus let's talk about it and check it out only three teachers were not masked and he walked in their classroom and something like 92 percent of the students were so those are not perfect but they're they're pretty good lots i have i at the last board meeting i had received an email from [Music] mr hopkins over christmas about board policy and student handbook and i hope you got my email and i responded and i said i'll put we'll put this on uh like that i've responded the david came back the third i'll put this on entering a spreadsheet for for agenda items to come so when when you mentioned that the other night i wasn't even close to being prepared i was planning on doing that over the next three weeks we have a board being three weeks from day because this sport being late because the holiday um but if you folks email me or the email angelina if you have specific questions that you're worried about with aligning policy and handbook this is unusual because typically handbooks are strictly the domain school principle as a principal for 27 years i never had a superintendent or a board member look at my handbook i rewrote it every time i went to a new school pardon me the longer i was there the more it evolved because things would work or not work excuse me who might say longer is there longer than that school but if you have specific questions um the um the policy book i don't know the number of pages angela walked in i was majoring the part of the policy book that deals with student issues is one and three quarters one and a half inches thick that's a lot of paper the part because board responsibilities is not half inch but the handbook is 51 pages i have i've started i'm not done i hope i hope my goal excuse me it's not doing things in february it's going to be a meeting um i want to have it so i could make a report to you on on february um i have probably selected 20 policies already and i'm not i'm not trying to be glittered about this but if i go over 20 policies with you it's going to be 10 o'clock and you're going to be lucky they're not rich not privileged but i do believe everything i've looked at so far i feel pretty confident and so if you read anything you can do to help when lance's involved before we're done we will be here because i want to make sure it's not saying what we're following in the handbook the handbook at this point is kind of like the new confer document it grows with age one principle several years ago but all this philosophical philosophical flowery stuff in there there's nothing wrong with it it was pretty good but it took a lot of space next drums did away with most of it and so being coming to work and having hit the ground running with code no first year principal i've had the divine recollection has changed the student handbook now the second year of the year or the third year i see changes but not typically in the first year so any any specific question you have that would help us i will do my best to get it done and be able to answer that question that concludes on the important screen you're correct that almost never happens for first-year principles to change the studio yeah it's not unique i'm not picking him up he's not but we also have paper product institutes thank you mr president thank you and we have a motion to about the consensus all right first item personnel classified employment paraprofessional teachers aid and our law schools emma vasquez a former teacher's aide and secretary of oahu schools has been interviewed and referenced completed to a teacher's day position at office schools i'll second i'm mr hopkins all right mr guthrie aye ms robertson aye ms stephanie next personality vacant classified physician teachers um board voted to hire megan mejia as a teacher's aide during the december board meeting unfortunately due to family issues mayor mejia was not able to be located the administration is recommending this physician be declared basis may i have a motion second employment paraprofessional teachers aide anna gonzalez anna gonzalez has been interviewed and referenced checked completely for a teacher's acquisition with aqua schools the superintendent recommends that anna gonzalez is employment be approved as a teacher's aide for awkward schools mr hopkins [Music] has been interviewed and reference checks completed for a teacher's acquisition at all high schools he was recommended by superintendent by crystal pacheco's employment be approved as a teacher's aide for our home schools classified employment maintenance custodian rafael eduardo flores rafael aguano flora is a former employee at ahu schools has been interviewed and referred checks completed for a maintenance custodial position at the school and recommended by the superintendent that rafael orbado flores is importantly improved as a maintenance customer so is he going to be uh one of the paradise or is he going to be a classroom and he's going to be like he'll start starting nights and uh work uh his custodial initially will bring we've had for 20 months as near as i can count we've got two shortages in the maintenance department and so it um eduardo's position and he he left here because he probably made more money but he also found that leading big benefits so he wanted to come back he's a good guy um when the weather warms up jose and i didn't talk about it i'd like to get him on and do the more grounds work uh but he's gonna start out as a cleaner we'll bring one of the cleaners we have three cleaners and jose's here by himself during the day which isn't safe and so that way we'll have three at night and two during the day we'll bring one of the night cleaners down so may i have a motion on his employment motion mr guthrie hi robertson hi mr rocket hi also you know kind of an office of the ground once mark left and we start having minimum wage um minute of course minimum wage 1280 um positions open the shop i'm just getting overwhelmed with applicants and i don't know why they would come work for me and not come work for school i i you know i don't know what the issue is there but we're making the same salary yeah same salary one of the things i have contemplated is maybe making because if you drive anywhere when i go to prescott on the weekends some of the begins major businesses all have science four by eight we're hiring we're hiring where's the construction site or whether it's walmart and everybody's looking for somebody right now well i shouldn't say that a lot of people are looking for someone right now and i know sometimes it looks like we have a high turnover and we have a hard time we want to but it's not good enough so uh i don't believe so i thought about trying to raise maintenance up a little bit that's something i'm interested in are we doing the minimum wage discussion right now all i did just inform him that i'm getting a lot of applicants so maybe like he said that he advertises not really advertising something maybe we'll get more applicants for the for the um the maintenance positions there's people out there wanting jobs is what i'm trying to say yeah and i don't know why they're not coming to the school because it's going to be the place to work so well that ties into our first business approval of the minimum wage for the arizona voters approved minimum wage increase ahold unified school district must increase minimum wage to 12.86 an hour attached to our 22 district employees who will have their wages increased by 65 cents because of the voter approved law the superintendent recommends approval of the wage increase for the list of 22 staff members effective january of 2020.

spirit conference for all the daart student councils to attend we look forward to sharing more information and more accomplishments with you thank you thank you thank you Jocelyn next we move to superintendent update Dr CIS thank you madam president members of the board and members of cabinet um first of all I'd like to welcome everybody back happy New Year it was nice to have the break and to be able to take a breather as I say that with lots of uh reservations about breathing but uh it was nice to to take a breath and to um reset for the the rest of the school year which we are off and running um also U congratulate uh Mrs Pritchard for your selection as president look forward to working with you and Miss Densmore it was a pleasure working with you as board president thank you for the time in that position uh speaking of board members this is the national school board Rec recognition month so to all of you I say thank you for your volunteer time and it's um it's just amazing how much effort it goes into serve you have to work really hard just to have the opportunity to serve and that shouldn't be the case but we appreciate your service um we as you have seen in the media there's been a lot of attention to the amount of the extraordinary amount of work that staff are doing extra to cover for absente isms and for illnesses and I just want to extend a a very heartfelt thank you to all employees every position is doing double work to help their peers who are out and for covering in areas that you are just asked to do again and again thank you so very very much to everybody um was listening to a presentation today and they were indicating that things are going to probably spike in the next week and then we'll start to see a decline so um there is hope on the horizon but I appreciate all the employees and what what you do that's all I have to report thank you next we move to governing board update um just welcome everybody back hope everybody had a good relaxing and healthy Break um and with that I'll open it up to any of the board members that have any updates we go um gosh it's been so long I had to really go back and look at my calendar um I visited Sunset Hills uh simmeron Springs and Canyon Ridge and um I want to give a thank you to Mr Hicks and his Department last month last year um there was a question about some voucher uh purchases of bath bombs and sunglasses Etc thank you for the prompt response at all of these were for certain science projects at various schools in the district so thank you for that um I also want to give a shout out to the HR department um these folks are doing their normal and I know everybody in the district is doing their normal job I get in above and beyond but the HR department is not only doing their normal job but also Manning the co hotline and that means they're working weekends and nights so thank you very much uh Dr Cotto to your employees for all that they've been doing lately that's so I am definitely looking forward to it and I will apologize again right now if you hear this crazy lady singing in the back of the auditorium that is me because I like singing so just be prepared thank you Tracy I couldn't hear you were youing with the choir yes yes we'll go ahead and move to um item F motion to approve consent agenda items I move that the board approve consent agenda items as presented second motion made by Christine Pritchard second by Joe Grant right motion carries next um information and discussion items H1 board monitoring of adopted policy section 7 Personnel sections 7.33 to 7.68 and sections eight meet and confer Dr Callis thank you madam president members of the board and members of cabinet Dr Cotto will introduce this item thank you Dr Kellis Madame President members of the board superintend Kellis cabinet and guests tonight we continue on our policy monitoring with uh sections 7.33 to 7.68 uh in monitoring those policies we do have a change uh to section uh 7.52 I believe it is um support staff fringe benefits it is uh if you take a look in the green part it is when staff members are eligible for benefits so we needed to change language uh it used to be on the first day of the month now they're eligible for benefits depending on the day they start so if it's the first to the um 15th and it's on the 1st of the next month it's the 16th through the end of the month it's the first of the second month so not the following month and that's the way practice is so this policy needs to be brought up to date uh to reflect our practice other than that there are no changes in in the rest of the the policies any discussion from the board thank you next we move to H2 school reports rancha Gabriella Elementary in Valley Vista High School Dr Callis thank you madam president members of the board and members of cabinet Dr P and Dr Dean will introduce these thank you Dr kis Madam president members of the board cabinet and audience I'd like to call up Mr Scott kirp principal at ranchel Gabriella for a school report good evening um newly elected president M Pritchard um congratulations um board members um cabinet members thank you Dr Kellis my name is Scott Kerr I'm the inter principal at Rancho Gabriella elementary school and I'm excited to be here um we have a little data and other things to go over so we're gonna all right can do well I can certainly cover the first slide no problem we have about 740 students prek through fourth grade um our our colors are orange and black our mascot is the Rattler we're dual language uh school which is kind of interesting for an elementary you don't see that very often so that's nice we have Spanish on our campus and every kid gets received Spanish we have some opportunities I'm just going to keep going I'm good with that opportunities um so I think what you have to know is I POS these questions to my staff and so by and large these answers are my staff answering which I'm happy to report um common culture one of the opportunities that we have um as our K our prek4 and our five eight schools were put together um we kind of swapped some teachers and within that we have to have next slide please um common culture we have to build that and that's built through building relationships with all the staff and through well when you do that you build trust and that's very much needed let's see there we go all right um staff growth and change we want to make sure that we are adapting to our students needs when we came off of the year that we came off of Not only was there just a lot of change on Rancho's campus and some other campuses with staff but now we are looking at students who some of them didn't go to kinder in our first grade some really didn't go to first grade earned second grade um and so on and so forth I can tell you um that that process of learning is so so so critical with the young kids it's so important for us to get it right when they're young so as they get older that those gaps don't grow on them and we need to be focused we need to make sure we're adapting to what students need and there are needs um and I'll I'll discuss one of those needs with you here in a minute strengthen our ability to work together um what is nice about combining two campuses is now you have twice as many ideas that's a that's a great advantage and so taking advantage of those opportunities and hearing voices of everyone matters um to be able to build us again our culture and our trust and our relationships is extremely important we also need to be student focused in our ability to work together we want to work together for a common goal that common goal are our students and their learning period that's number one we want to make sure that we use our professional learning communities plc's to help strengthen that the PLC I'd call it the Mantra is this what do we want want students to know really important question really important question you know what they are we want them to know the standards that's what we want them to know so as teachers we have to know them too as administrators we have to know them too so that we can convey them to kids we also want to make sure we understand and check assess if you want to call it what students know so we need to make sure not only do we have have a focus on what we're teaching them but we also have to check on that to make sure they're learning what they are supposed to be learning because if they don't we need to do something about that so there are two final steps that we have to take care of and one is what do we do with students who don't know and what do we do with students who do know we have to address those in our school and we do help Stu students grow academically and socially so here's one of the facts I'll I'll let you know of our students are behind I haven't seen these kind of numbers at ranchel before I have one reading interventionist she sees 45 kids five kids at a shot nine rotations of kids through the day that's 45 students she is able to help help them read those are kids that on Dibbles are are in the red or in the yellow which is not very good we don't want them there we want them being green being able to read I have 175 kids that are yellow and red that's a lot and I'm obviously not meeting that right now with that one interventionist so we got to think of ways outside the box to help meet those kids' needs we also have to make sure that we're addressing the needs of kids that have been out have been looking at devices for who knows what reason but being with other people has not what they've been doing so making sure that that we BR take that social awkwardness out we teach them the skills that they need walking in lines uh taking turns you know not hitting someone when they get in front of us in line that type of stuff and that's really really important um to have a a safe and orderly campus early intervention again is also critical we have to intervene early which means at Rancho not when they get to sorin Heights last thing is a curricular Focus again we have to know the standards and we have to we have to um deliver those standards as teachers to kids at the correct level of rigor let's try that there we go some of our celebrations you know what we are seeing victories with our students we're seeing growth and we like to see that we want to see that growth and that's happening our teachers are doing a great job I'm so proud of them um our staff works extremely hard and um as was eluded taking breaths is dangerous or whatever and it's difficult and all that kind of stuff we have several staff members out several but you know what we have other staff members that are picking it up and taking care of business including ourselves um I I'm my poor kindergarteners I was in a Kindergarten class for two hours today and um I I'm here so that's good not tied up somewhere um so I'm happy for that and and I feel like I was successful but that's the type of thing that needs to happen we all need to pull together and work together um we're in person with students that is so important um research shows that putting a student in front of a excellent a good to excellent teacher will overcome things that kids experience like poverty poverty like single parent homes like no parent homes like a parent who's in jail or whatever the case might be you put a good teacher in front of a student those things disappear it's so important for us to make sure we have kids in front of teachers period not on screens they have to be live team building we want to make sure we have competitions to help build morale community events that bring our community together and we can um work with them have fun with them enjoy the things around us ice breakers and activities and out of school activities we want to incorporate all those things to help build our team collaborating and working together we want to make sure we're again in just improving our plc's and making sure we're focusing on student learning um helping students grow academically and socially um learning through our benchmark scores what we need to do and um students interacting with each other and staff is again building that social awkwardness out and helping our kids develop what we want to focus on we want to focus on number one answer I was so happy to see this over and over from my teachers number one answer student growth learning at high level that was our number one answer from our staff building kids social skills we're k for we have a lot of little ones they need to be helped um creating a common culture and family atmosphere at our school not we're not two different sets of teachers or three different sets of teachers we're one set of teachers one set of Staff we're all together writing complete objectives and using academic conversation for student growth and learning which is what we're focusing on in our CIP but it's also what we're being trained in with West Ed and I was happy to see our teachers respond with this response and last but not least using our data to differentiate learning groups so with that we'll open for some questions if you have any thank you so much I really enjoyed your presentation and it's good to have you back you've always had a very um close group at Rancho very good culture and you guys all seem to grow together so I'm sure they're happy to have you back and you guys can continue your work together um I do like the fact how you had had said that you like to involve your staff with like okay what are our opportunities because then there's always that buy in so I love that and then I also liked um in your presentation how you talked about wanting to make sure everybody's on track before they get to sorin so it's just kind of like that accountability to not just your students um but also to your colleagues over at Sonoran and just so I just and our high schools too yeah I appreciate that so thank you anyone else um I did have something uh Mr Kerr it is awesome to have you back and um good to see you it's good to see you and um I remember years ago we uh uh a board member from another school district and I would banter once in a while that he said he was going to come back over here and steal you back and and I would tell him no he's not so um uh he didn't he didn't he didn't he didn't and and you know why he didn't um so thank you for coming back um I did have uh one question for you and it did have to do with the reading interventionist um 45 students and you said nine rotations um what type of ideas are you great question I was hoping you'd ask okay so one of the things we're doing right now and it's involving a lot of different people which is great um we're coming together and some people are doing some things in on our campus that are above and beyond which is great um our third and fourth grade are our heaviest especially fourth grade heavy testing grade for us and um label that's most of our label is going to come from fourth grade third grade also so what do we do we have some problems we're looking at benchmark scores we're looking at growth scores and we're talking about what we can do so we um involve our specials team in helping meet the needs of kids and what we do is we we are desire is to break down groups of kids to smaller groups so that we can manage that and help kids right where they need it the only way we can do that is we have the resources we need and now resources are people and so I'm going to put a plugin a couple of them for my reading interventionist and for my social worker because they both work hard at helping us in areas that we need help so what we do is we take our kids our our like for instance fourth grade gets together and our six teachers talk about kids and they look at their scores and they look at what they want to improve upon now kids who there are plenty of kids who have mastered that the these skills so what do we do with them they go to specials and it's kind of a reward for them it's a little different than just the regular specials for PE or for art or whatever it's a little different it's a little more interesting and motivating I would say but part of what they have to do in that group as an extension it's a three-week period they have to um take a standard from fourth grade and use it to write about what they learned about in PE art or music so there's a writing component to that that meets the standards of fourth grade in language arts what the teachers do in language arts since those kids are out of the way we take some of our special ed students we take some of our regular students we send them off to an aid to maybe a special ed teacher and now our six teachers have smaller groups of kids they have a choice they can um work on those skills as individuals or together so they take three language arts skills three math skills they're going to work on them and they're going to drill on them with the group of maybe 10 kids in the room now um rotating them through the three-week period where you have small group during our wi time which means what I need as a student and we are pushing that really hard right now so that is one of the ideas that we've come up with and involves a lot of teachers and a lot of resources on our campus um that help us with that so so did you start this at the beginning of the year or um meaning the beginning of school year not in this fashion no um but there was some structures put in place so that we are able to um we have done wind time at Rancho for a number of years now and it's evolved and we're kind of putting some things in place because our campus is a little different now than what it was is a K8 a pre8 sorry Chris um so you know we have to again change adapt and attack what needs to be delivered for our kids I'd be interested to see how it will come look well okay no but I would be really interested to see how after your you know a couple of the 3- we rotations um to see how um they have progressed right in that y okay I will I'll come over good thank you very much thank you you mentioned um the device overload for some of your students how do you manage that when they when they are in the classroom with Chromebooks for a big portion of their day do you try to limit the Chromebook experience as much as possible so that's a great question and on K4 campus it's not students are ignorant of Chromebooks right um but it is harder for them um as you're in Kinder first second third grade kids are learning how to read and fourth grade they're using their reading to learn um kind of transitioning then and write about then anyways so when you come to our campus you're going to see a lot more paper and pencil we want kids to write we want them to read um we want them to read books um bigger print is nice sometimes that font on the computer screen can be really small um so we um do have we do we do use our Chromebooks but not like you would probably see in a high school not probably like you'd see in a middle school okay is that fair yes thank you okay that's all I have okay well my first question to you is how was your Kinder experience today so here's what you need to understand my background is a high school math teacher for 16 years that's awesome but the math it was a math lesson so I was very successful with that um it was fun it really was the kids were great um I talked to um the teacher next door and I said Miss soy this is it just wasn't like your class I'm just telling you that right now and she goes no Mr Kurt you did pretty good so I was like bam um it was fun I it's a classroom that you know if I have to I'll go into do I want to that's another issue um but I've been in our fourth grade classrooms teaching language arts which is not my forte either but I if I have to do it I will um prior to that you know at when we were K8 I love to clear my schedule if I could and go into a seventh grade math class or an eighth grade math class and help out there so it's really important to be able to pitch in I want my staff to see that because I'm going to ask the same things of them and if I'm not doing it why should they I really appreciate that I appreciate your willingness to go in amid your staff shortage and go into a classroom and say well nobody's here I'm going to cover this you um I think that shows really good leadership you know not only stepping in to help you know for your students but also setting that example for your staff right and we have a lot of good leaders on our campus because a lot of our teachers are doing that too well and I would also like to point out that I really appreciate how you're using your special areas as the extension my my stance will always be special areas and electives we're not AIDS we're not babysitters we're not just your prep so I love how that your special areas are teaching their special areas in a different in a different manner kind of so your specials aren't a reward Bo but this extra special is yeah so they can do something even more that they don't get to do in the regular PE class and that we want that to be the intent I think that's awesome and I love how you're using that you're using your special areas in their fores this is what they know and the kids are also getting that extra experience and they're diving deeper into those standards and I love how you're tying it into the fourth grade reading where they're using these standards to write about what they learned so I love that connection there too right well without Miss Ashby who thought of that idea back at the beginning of the year and without our language arts teachers back here in fourth grade say hi and without our specials teachers like Mrs Mendoza over here that wouldn't be possible because they make it happen and and it's easy too it's not like oh you're asking me to do this or I don't want to do that it's yeah let's let's do it Scott what how can we do this what do we need help us well and it's always fun when you have a smaller group of students where you can really specialize that just makes it even more fun for the teacher too and that's what we want to do thank you yep good thank you very much thank you appreciate it guys have a great night too Madame President members of the governing board Dr Kell and members of cabinet it is my pleasure this evening to Welcome to the podium Dr Adam Wolf the principal at Martinez on the left and our athletic director all the way in the back Mr gelic um I was not in a Kindergarten class today I'm not sure I can handle a Kindergarten class but I was in a Spanish class A couple days ago and it was a ton of fun um we're we're in some tough times now uh and we do have teachers out and I want to just first start off with the shout out to my staff and all their hard work um and for making this possible um they're continuing to step up daily covering classes um and I just cannot thank them enough for all their hard work and their efforts with that being said let's talk about Valley Vista High School so slide all right it's working so our current enrollment is 2345 students who arrive daily with Bright Smiles on their face ready to go every day at 7 11:15 a.m.

hospitality events and her efforts have not gone unnoticed we appreciate you okay thank you all right and this next person is also a very special vip addison hoover would you please join me all right this young lady is a fifth grade student on our campus in the shark tank and she was nominated by several teachers across our campus not just your amazing team who's here tonight she is a great leader on campus she's an amazing friend to other students and she always has a smile on her face she certainly leads by example we are very proud of you and thank you for being a leader [Applause] thank you chaparral sharks now we would like to invite mr armstrong and mr griggs to come up to celebrate our coronado points of pride [Applause] all right good evening president kaler vice president miss anderson now congratulations superintendency thank you for having us tonight we're super excited about this tonight we have to change ours up a little bit so we're going to introduce our parent first because this individual has to get out of here her children are performing for in a theater event tonight so we're going to work really hard and i'll try to be as fast as possible so bear with me we're going to go ahead and recognize our pto president the one and only miss brooke hewing so she can come on up [Applause] mrs ewing is i i don't have enough words to describe her she during the time of two years where we have battled various things the one thing miss healing came to me every every day about is what can we do to ensure that we keep our community close and we're still hosting events during a time where we can't be together and throughout this entire time miss ewing was able to get a team together of parents come up with ideas execute the ideas and bring our community together so that we can continue to have that we are one belief within coronado and she made it happen on very limited resources and gathering input from parents ms ewing you are an asset to our community you're an asset to our school and we thank you so very much we appreciate you hold on she she's going to go ahead and introduce who's here tonight so that we can recognize them as well who's here what do you mean there's like so many people here oh my husband well my husband but also all of the staff that's here at coronado we couldn't do what we do without them we rely so much on teachers and staff so thank you so much i'm going to introduce our actually classified staff she's unable to make it um today she knows how awesome i think she is but i need you guys to know how awesome she is um so elsa arvado she's one of our paraprofessionals as coronado coyotes we have a shared belief of commitment to students being first we have a commitment to excellence and a commitment to each other elsa demonstrates that she is one that continually works one-on-one with students she is one that is even branches out into working to make sure that her students integrate with the campus as a whole she is one that does whatever it takes to make sure that students succeed and is what we expect of every coronado coyote and we're so proud of elsa [Applause] all right we're going to go ahead and recognize our certified staff member who is miss alex dougherty come on down ms doherty is a third grade teacher on our campus and at coronado we have four core beliefs being student centered compassion commitment and integrity all four of those core beliefs are proven in class is shown by ms daugherty when we talk about being student centered she will do absolutely anything and everything for her students during contract time and outside of contract time when we talk about compassion ms dougherty's compassion for the care and the the well-being and social aspects of her students goes above and beyond and we cannot thank you enough for everything that you do at coronado being a part of the coyote nation you're an amazing teacher and we are so grateful for you thank you [Applause] and then finally i would like to recognize our student ron l davis come on up ronnel [Applause] so this is the model of a coronado coyote so ronnelle davis demonstrates our pause so every morning we talk about what it means to be a coronado coyote it's that footprint that you want to leave it's the positive perseverance acting respectfully working a potential and staying safe it's the pause that you leave on the world ronald demonstrates that with that positive perseverance he is one that knows no matter what problem faces him he has the skills to be able to meet it head-on he is one of the most respectful students that i have ever met and and that's not just hyperbole that's not me just saying it right now every single day hello mr griggs how are you mr griggs thank you mr griggs he is a very respectful individual i know that i'm not isolated in that many many teachers recognize your respect and he is definitely someone who is that model for other students so thank you for being that model i look forward to not only middle school and high school but how you're going to change the world for a positive difference nice job ronald [Applause] we want to thank all the points of pride for coming tonight we encourage you to stay if you'd like to stay but we also know you're very busy so if you'd like to leave at this time we do understand [Music] okay okay president kaler members of the board have a few more things for superintendent's report that i'd like to talk with you about um as you can see um up on the screen we have several upcoming events this is the interesting time of year when there ends up being multiple things on similar nights and lots of events happening but as you can see we have several meetings visits opportunities that are scheduled for the month of january um in the superintendent's report today too i'd like to include just a little update um for some just some information for context of awareness of this past friday afternoon i was fortunate to have the opportunity to be one of a thousand superintendents across the entire nation um that had the that had that an opportunity to be on a zoom call i was on a zoom call with united states secretary of education dr cardona department of education chief of staff christian rhodes united states surgeon general dr murthy public health advisor for education for center disease control for the education division john netherland and senior education policy advisor for the white house mary hall i have a picture of my screenshot it was kind of impressive i've never been in a zoo meeting with such high-ranking officials invited to talk directly not to governors not to um departments of education but to superintendents who are leading schools these national leaders and experts were speaking directly to school leaders and they warned that we are going to see a surge in the number of cases within our communities during the next few weeks and then the next few weeks ahead may be difficult and this is due to the variant of omnicron in this discussion they had with the leaders a thousand leaders from across the united states they said do not panic please do not panic what is known about this variant is that it is usually milder and doesn't last as long and that individuals are usually feeling better within a few days again they stress this is not every case but this is what is being documented for a majority of the cases that they are seeing they reassured us that more testing is coming and this is a good way to help minimize spread we do have testing and obviously one of the things they cautioned is that this cannot become the next toilet paper issue do not hoard testing more supplies are coming use it as you need it and they are on their way we do have some we are we are distributing quite frequently but we don't have we don't have enough to hoard but we do have enough to use and we have been reassured more is coming they have shared that we've learned a lot over the last uh past two years we are now on our third variant of coven and our collective knowledge allows us to be more precise and allows us to reduce the number of days and work that is missed because of what we know and are knowing about this variant this is why the most recent cdc guidance was changed to allow for isolation to be reduced when when symptoms allow the caveat being when symptoms allow the maricopa department of health and the arizona department of education have also supported and shifted to this recommendation they discussed the importance of keeping kids in school and they acknowledged that this can be challenging with increased illness the impact this has on everyone particularly staffing when we think about higley i want to thank everyone who is stepping up to help sub and cover as needed so that we are able to ensure our students are able to learn we have a good team and we are appreciating everybody's flexibility currently we are aware that there are increased cases within our community as a whole and we are closely monitoring this situation while we work with the health department on each and every case that's reported within our schools as we have previously shared in our mitigation plan if we see increased and sustained cases at a campus we will work with each site administration to determine if or which mitigation strategies we need to add back if we begin to see concern at any given case and of course we work directly with the health department and will do as directed mostly the most important thing we need to remind everybody is to please stay home when you are not feeling well one of the things they shared in this call was that because it is milder people think oh i probably just have a cold or or it's not it can't be that big i don't feel that bad they said stay home wait test sometimes people test too early and this is one of the things they said is if you can stress to your community stay home if you are not feeling well we are going to need everyone to be vigilant to stay home to the greatest extent possible so we can keep this off campuses we also encourage please reach out to your schools if you have individual concerns or questions reach out so that we can work with our health department we can work with our our team to answer questions explicitly as possible so that was information that was shared with me on this call and again more information is continuing to be circulated we are continuing to include this in our communication with our families and we'll be rescinding a reminder at the end of the week about the importance of yes this is happening yes we are aware please stay vigilant by staying thank you that concludes the superintendent's report thank you dr foley appreciate that extra information for everybody to ponder we are going to move on to board comments president taylor yes mrs wilson um before break which seems so long ago i was able to visit uh two different schools for their jingle jog both hta and gateway point and hta brought back coach um to run that and i just wanted to spend send a special thank you to him to come all the way down to you know he's been retired but he came down to help and uh just help that new coach get her feet wet with that um and then last night i was actually able to also go to hta and view their abandoned orchestra concert which was fabulous hearing those fifth and sixth graders perform on their instruments um some of them who have only had an instrument for six months or less so just thank you to both those schools thank you any other comments mrs kaler mrs reese last week we had the opportunity for the grand opening for the williamsfield athletic center and um i wanted to thank mayor peterson for joining us it was really exciting to see the athletic center and there was a lot of conversation on making sure that we were forward thinking and that we were not just doing things for today that with some of the um direction that they went was for future based on what they predict will happen how it will happen things like that so um it was it was great to be there i finally got to to see the facility it's amazing and i look forward more to come as we continue to expand thank you mrs reese i know i was unable to attend but um did talk to mayor peterson as well and she was so impressed with everything that was shown to her so thank you anybody else this is anderson oops sorry i just wanted to say thank you for sharing that bit about your conversation and what you learned in the meeting that you had and you made good points about how everybody's going to be affected by this and um first day back in 2019 2020 i can't remember when we went back into person or when we were trying to teach over in queen creek and what we needed to remind each other was have grace and it's not i don't think anybody's not stopped giving grace i think we remind ourselves because in the classroom it's hard i'm averaging probably four to six students out every class um i was telling dr foley that we had 24 teachers out on monday and we've been covering every during our preps uh all this week and we keep telling each other it's probably only going to get worse and so it's it's grace with the students they're the ones that are coming back from being out for a few days or those that are showing up with what they think are allergies or whatever they have they're they're not thinking well they're tired they're not performing well in class they're turning in assignments late i'm sure their families at home aren't able to help as they can they're staying home from work so it's just a rough time and for every every staff member in the district and everybody in the homes out there so thank you for reminding us about everybody involved in information thank you mrs anderson anything else no request to speak this is reach okay we're going to move on to six point one and i move that we approve the consent agenda items as presented second any comments or questions i do want to notate the um generous donation from i believe it's williamsfield blackhawk band boosters did some very large donations for their washington trip and their dc trip also coronado was able to get some window graphics for beautification and also um coronado received from aaron floman academy mortgage company corporation some money for snacks for the staff so and staff always love snacks so thank you for those generous donations all those in favor aye aye motion carries 5-0 is it too late to make a comment i just wanted to thank hr i noticed there are quite a few new bus drivers hired and para jobs failed so great job i can't imagine the work that took that's unexpected thank you vice president anderson mr crosby is also very happy about that was that part of the um referral program is that what drove good evening president kaler vice president anderson board member schultz i think it was a combination of a number of things so not only did we have the recruitment incentive we had the increase in pay as well as we did do a mini job fair for bus drivers and transportation department only so we got two to three individuals from those areas which was great i will say we're still struggling and having challenges for a variety of reasons of which you're all familiar with that's happening across our state and nationwide but hey more employees we're excited to bring on and continue to bring on wherever we can thank you very much we're going to move on to 7.1 and this is going to be a an update from mrs martens thank you again and good evening again president kaler vice president anderson members of the board this is an update in relation to our educational services inc which is our vendor in which provides district-wide permanent and certified substitutes as well as classified subs in our custodial and health aid area if applicable primarily more in the health aid area when we can find it so you'll see on their expenditures this is second quarter where we've spent and where we're at and what the board approved back in july of 21 21 2021 in terms of the larger 1.2 million dollar budget you'll see that we're trending um in terms of about a little less than half you know we look to probably think that some of that's because of the fact that we are having low sub-fill rates but i will say that we are seeing that the benefit of our increasing to higher rates on mondays and fridays has helped us and has been helpful for a number of individuals and they've been excited and have come back and said appreciate the increase just even at that 20 dollars so i'll entertain any questions if there are i was going to ask that very question mrs martens if our monday and fridays we're getting a little more attention so thank you for sharing that and i echo what mrs anderson said vice president anderson said is that we just have to be so thankful to our staff right now they're filling in everywhere and anywhere including our district office our coaches everybody is pitching in so i'm very grateful for all the help that everybody's putting forth right now any other questions or comments for mrs martins thank you very much next step i believe we're going to have an information video 7.2 for a first review of the 2022 bond proposal and i believe that because mr moore's not here he's going to president can share with us president kaler members of the board this evening mr moore is unable to join us however he has recorded the presentation that he had hoped to deliver tonight in person so that you have an opportunity to hear it is important to know that this is a high level overview this is going to be a conversation that we will be having with you for several meetings now as we as we begin to seek some additional information from our community which we will outline in this presentation tonight as well to kind of discuss a why why are we having these conversations and why would we be bringing these topics uh to you for the next several meetings as we discuss this for higley so we will watch the video and then at the end have any conversation and discussion good evening board president and members of the board this evening i will present the first review of the 2022 bond proposal this first review will take a high level look at the why higley is proposing to go out for another bond and outline the next steps of this bond cycle as noted this presentation will discuss why italy is proposing to go out for another bond this year first i will briefly discuss why school districts ask taxpayers for bonding authorization a lot of that has to do with the state and which we live in as i've noted several times arizona is one of the worst ranked states regarding education funding second i will discuss why does higley need a bond i will review the elephant in the room the middle school lease obligation higley currently has as an obligation each year i will discuss the current facilities and what the next five to ten years of projected maintenance needs are i will review the district's historical and projected enrollment over the past 10 years higley is one of the fastest growing school districts in the state and we are still projecting enrollment growth over the next five to 10 years i will also discuss the projected bonding capacity and show how the continued growth within higley has affected the last four years of total property third i will talk about how the district is committed to listening to our stakeholders and providing them an avenue to provide feedback and input into and lastly i will discuss the next steps for the bond and highlight some important dates along the way why bond typically school districts that ask voters for bonding authorization have large funding needs such as major cap multi-year capital projects and programs these can include new construction additions and or improvements to new and existing schools general facilities and grounds improvements safety and security technology furniture and equipment and people transportation now that we have discussed why school districts go out for bonds let's discuss why higley is going up for bond again in first the elephant in the room is the middle school leases as noted in almost every budget conversation the middle school leases play a large role in the district's financials as a reminder the district does not own the two middle schools under previous administration husd agreed to a charter school lease structure to fund this construction of the two middle schools sasebo middle school and cooley middle school husd does not own these schools nor writes to the lease as it is managed by a third party for the agreement now looking at the graph presented on the screen the green bars starting from fiscal year and continuing until this current fiscal year indicate husd's lease payment obligation every year and the amount of 4.4 million dollars the red line indicates the total payments compounded year after year to date husd has paid an approximate 44 million in lease payments from its state allocated capital budget husd has 31 more years of payments remaining totaling approximately 168 million so why is this a bonding problem first the district annually receives approximately six million dollars in capital funding from the state as noted the district has a 4.4 million dollar lease payment obligation every year that legally must be paid from its capital budget doing the math approximately 73 of the district's capital budget is spent on the annual lease payment as a reminder the capital budget is intended to support the annual upkeep of the district's facilities as well as technology and furniture and equipment among other things so for the last 10 fiscal years husd has operated with only 26 percent of its capital budget and has been forced to rely on transferring maintenance and operations funding which is funding used to pay for salaries and benefits of our district employees with less capital husd is forced to prioritize capital dollars to the highest need this in turn has already started to create a long-term financial problem where preventative maintenance on buildings facilities and equipment cannot be funded due to the need to prioritize what little capital funding is left after the annual lease payment in summary while the district is still in the research phase to determine if the middle school leases will be proposed as a category the 2022 bond what is clear is that the middle school leases will continue to play a large role in the district's annual budget until they are paid off which is currently set for fiscal year 2053.

okay bye hey is he back to roping yet sorry i just say that because i know i know ropers i'm not i'm just asking i'm not poking the bear i'm just saying that um like i don't i know guys i mean people rope until they okay and it's not me oh okay i'm going to call the meeting to order at six o'clock i need a motion to adopt the agenda i move to a jobs agenda i'll second all in favor aye aye aye you're on guys hi one more chad i'm here chad okay i got a motion from four to zero we'll get back to him all right thank you guys for attending um today's meeting we do have two of our revenue board members online so we'll be it'll be challenging let's go ahead and do the uh pledge of [Music] it allegiance one nation under god indivisible with liberty and justice for all okay we have board minutes let's see yeah approval of the uh meeting minutes i moved to approve the minutes from the previous meeting as presented second all in favor aye aye aye i got an eye okay motion carries five to zero um all right so we will move into superintendent report thank you mr president um a couple things uh just a reminder that asba does have board operations and leadership training that's known as boltz training uh it's been adjusted a little bit i think they're now the tucson trip uh got moved by the tucson training got moved up here and they pushed it back out a little bit but if it is something that you're interested in attending uh just let mrs costano will get you signed up uh just uh over a couple overall uh impressions on enrollment uh in comparison to december we're about the same i think we're up maybe six or seven kids after two days i haven't looked at it for this week uh it's a little bit less than what it was last year at this time but if you recall last year at this time we we had a little bit of an influx uh at christmas after christmas coming back to the district just by the way kobe uh worked out so so you see 342 is a difference between the two and and prior to that we were running about 400 and that's just the influx of of kids that came back last year um midway through the year due to covet um the other piece that's in there for the first time you'll see that our alternative school for the middle school we have seven students as our alternative middle school um uh students there and that's the first time you've seen that other than that everything's been pretty much the same um in terms of in terms of numbers let's see a couple things going on i want to let you know that right before christmas the sports medicine program at the high school is recognized by the national athletic trainers association as a safe sports school what they need to do to get that award is to create a positive athletic health care administrative system provide and coordinate pre-participation physical exams promote safe and appropriate practices and competition facilities plan for selection fit for function and proper maintenance of athletic equipment provide a permanent appropriate equipped area to evaluate treat injured athletes develop injury and illness prevention strategies including protocols for environmental conditions provide and facilitate in an injury intervention create and rehearse venue specific emergency action plans provide or facilitate psychosocial consults consultation and nutritional counseling and education and then be sure that athletes and parents are educated about potential benefits and risk of the sports as well we'll get a banner but more importantly we're the only school district or only high school in the state that receive this award uh depending on and looking at past history um one or two schools in the state are all that receiving it on an annual basis so it's a pretty prestigious award it speaks uh very highly of mr nelson in the job he's doing it at the high school so and that's a very that's a very good program that's taking place up there we also had the combs ffa did their first district competition uh in december they'll have some other ones coming up in the spring uh did fantastic the ag mechanics team placed first the livestock judging team uh also was first and the horse evaluation team was third um uh this is just the first uh competition there are other competitions that will be coming up uh and then this uh this week uh the e4t conference is a conference at asu poly that kind of is for area high school kids so queen creek ourselves ala ben franklin and it's a chance to kind of work on uh possible career paths as juniors and uh we sent over 200 students that which was more than any other school uh schools that that went and they they had a chance to go through different breakout sessions and learn about different careers and and resume writing and all those kind of things that you need as part of as part of uh choosing careers and then they had a chance to go in and talk to different vendors and also they had post-secondary schools there that they could talk about you know what happens in the future there's your junior so a little bit of planning prior to your senior year uh and i didn't want to uh give out a shout out to mr scrogum i talked to uh uh chris clark who's the executive of the queen creek chamber and this was put on primarily by the queen creek chamber this morning at an event i was at and he just uh sung mr chris grogan's praise that he knows that when we're involved and john's involved that everything gets done and taken care of without hesitation in the right way and and very much a positive reflection on our district and on our school and so i do want to shout out to john and thank him for for everything he's done with that because it's a pretty good job and then just a reminder i know that all the kids in the audience will be just massively disappointed but this monday we won't have school because we have civil rights day uh and then we will have obviously our next board meeting in february uh next thing i have each month what we try to do is recognize different employee groups or individuals in the school district and january has been recognized as for school boards for national school boards i would say uh if you're not aware the three people up here and the two people on the on the phone um we pay them handsomely which is they get no money whatsoever so it's really easy on the budget um yeah there you go snickers um but they do take on a lot of challenges every uh every month and they they take a look at what's best for the school district and what's best for the kids we're in a time right now that there's a lot of complex issues out there there's a lot of different things happening with school boards recently and yet you have people that are willing to volunteer it's a four-year term there's some people that think they want to volunteer for school board and they get elected and then after the first school board meeting they think they have their agenda done and then someone says yeah now you have the rest of the three and a half years to go and it's like it's how long and so it's it's a significant commitment uh trying to understand the complexities of very complex system-like schools many people in the audience may be used to running businesses given all the rules and regulations that school districts have it's not quite the same as running a business it's much more complex and to come on board and try to learn all that takes quite a bit of time and their efforts and the amount of information they get from us as we try to explain what's taking place it's much more than just showing up once a month to meeting and so as january being a school board recognition month we wanted to take a moment and thank them for what they do for our staff for a community for our kids we have uh what's called the blue apple awards in this district as yes so so we got a special blue apple for each of you to say thank you for everything you've you've done yeah we don't need to get up you don't need to get up and take a picture thank you even though kayla's not here we'll still get a picture so if we get on the board [Applause] this is exciting right this is so awesome thank you so much yes thank you [Applause] yeah it is oh yeah thank you that's my report for today very nice okay we have um school and staff recognition mrs schaffner from cta if you come up please good evening madam president members of the board dr wyman and members of the audience i'm so excited to talk about cta i'm a new principal to your district but it's been super exciting to be a part of the community and the family we have lots of people here to talk about some programs that we have on campus so first i just want to get right to it and i'm sorry if we take a lot of time so be prepared so first up i'd like to introduce lisa allison and erica gonzalez they are our two kinder teachers and they are going to talk about some of the program that they put together to help some of our kindergartners you know we got a lot of preschoolers in that didn't get a chance to attend preschool or struggled and so they decided on their own a program that they wanted to put together so i'm going to let them talk super quick all right good evening everybody i'm lisa allison and i teach kindergarten at cta along with erica gonzalez and before the school year started we had talked about maybe starting some sort of club for our kindergartners we often work with kids after school to help them get caught up or tutor them for those who needed but we wanted to provide something that would be available for all of our kindergartners we decided to put together our reading enrichment club for that we it's not like your typical club like nhs or student council because we only offered it to kindergarten this year because of covid and it was our first time doing it and we wanted to see what kind of attendance we would get we just offered it to the kinders this year but we are looking to hopefully be able to maybe include first or second graders in the future we started it back in september and just ended right before christmas break and we're just trying to decide what we're going to do for the rest of the year if we want to start it back up or if we want to work with those kids who might need a little extra help and we actually got half of our kindergartners to attend which was about 22 kids and it uh we did it every tuesday until four o'clock after school so ms gonzalez is going to share a little bit about what that looked like so good evening and everybody um like miss allison had said we did want to try to give our students the kindergartners something to look forward to you know everybody else all the older grades that get you know some fun stuff so that's what we wanted was to make this fun for them so it wasn't anything to help them with their reading but it was just to help them love reading and be able to get a book and not just have it read to them or them read it but really look into the book and what is the book made out of so we did concentrate on characters and settings and you know the plot what could we do to make this story different that kind of thing and then we always incorporated some kind of activity for the kids to do after we read and talked about the book so it was just a way for them to dive deeper into the book instead of just reading it and see what the words were nice hang on just a second so they're always there really early really late so here's to get you some coffee have you seen them i made some salsa with your peppers and there's also a gift card in there for you guys to buy some books for your kindergartners she's always buying a skit i'm not crazy you're welcome we appreciate your support oh you bet they're not talking it up enough they really work hard with those kinders to really bring them some opportunities and it's been really great for them so thank you guys for doing that i appreciate it next up i'm going to have mrs heath come forward and she's got two of her students from nehs that are going to talk a little bit about what they're doing on campus for their program so come on i have emma butler and abby butler they're going to talk a little bit about um they're going to talk a little bit about what they've been doing on campus as well to um support our campus see i was smart i brought somebody else to talk so i'll give you just a little background on nehs my name is sherry heath and i teach sixth grade at cta and nhs was established in 1921 for high schools and it was a nationwide program including territories that lie outside the united states continental area it was based on four pillars that's i have to get these right service scholarship leadership and character and so they have to go through kind of a rigorous sorting through process to be able to qualify for the club um it started with nhs which was in the high schools and then it went to njhs which is in the junior high which we have a chapter here in our district and then finally trickled down to nehs national elementary honor society um the students are required to do several uh not several hours of community service volunteer hours some nothing you can get paid for so if you babysit your brother and sister and get paid you don't get any hours for that um but then they can they accumulate those hours throughout the year and then at the end we celebrate those hours and where they've uh where they've served other areas in their community whether that's church or school or uh at uh out just out in the community all right so i'm gonna let them tell you what we've done in the past it's a little bit tougher with covid because you can't get out there and really do a lot of community service um however we've been very creative with that and i tell you things that we've done in the past and things that we are doing this year so abigail hello my name is abigail butler and i'm the president of our nhs club this year the club is open to 5th and 6th graders currently we have 12 members nhs stands for national elementary honor society students have to go through an application process which includes writing an essay explaining why they would be a good candidate and get recommendations from three of their teachers you must also maintain all a's and b's and be good role models we do activities that benefit our school and community prior to covid we had sponsored activities for our school and families like carnivals and dances since covid we have focused on our students and staff last year we made ornaments for the staff honored our principal and counselor with posters and encouraging notes we held the virtual talent show the telethon which raised over 800 dollars for school chromebooks we also wrote letters to veterans and made posters for them this year we held a fundraiser called boograms students could send letters to their friends and nahs would deliver them we used some of the proceeds to purchase a pine tree for our school garden and bird feeders emma will tell you more about that my name is emma butler and i have been in nehs for two years we meet weekly and have a lot of fun this year our focus has been on our school on our school garden we have worked hard on creating a space for each grade level we painted the planters our school colors and did lots of weeding raking and rearranging one meeting we tried to make stepping stones but that didn't work out too well we made signs for each grades area and prepared their planters we also purchased bird blocks and feeders and supporting are supporting quite a few birds this winter this week we'll be scheduling grade level tours so students can start planning their spring planting next year we plan on starting a com posing program most of our sixth grade members plan on applying for njhs national juniors honor society when they come to the middle school next year so we can continue to contribute to our community thank you they're both very involved in school and so i might have played some trickery just in case you're wondering um so um mrs heath if you'll come up a little closer mrs is not only just one of our sixth grade teachers she one of her partner in sixth grade was out on leave and she had to jump in and help with the sub she does nehs she does the garden club we had some staff out during our veterans day celebration and she jumped in to help with that she's always super excited on campus every morning when the buses come in she's like buses are all in have a great day um so i wanted to make sure and honor you this month with a blue apple award i'm not going to take it out oh okay but i wanted to make sure and honor you with that because i i appreciate what you're doing very much you're always there no matter what um and you guys mentioned you guys have your gardening stuff so here's a couple of gardening tools um and a gift card for you guys to get some more stuff for your garden and some other things that you're doing thank you yeah it will break so don't drop that i'll try anyway [Applause] at sunshine club oh she makes sure everybody gets something for their birthday if they're dealing with a difficult situation like she is there all the time making sure and a lot of times she does that out of her own pocket so i really appreciate when she does that um even though i know she's spinning a lot next up i'd like mrs tapia she is our library assistant part-time and recently took on our part-time para position we lost a special ed teacher and we needed support for our students receiving special ed services we kept kind of scrambling around going what are we going to do what are we going to do and we thought oh the one that helps everybody let's ask her so come on up she um decided to take that position she doesn't want to talk she thinks she's here to present as well but she's not um she took that position on and she comes in every day we don't cry after six she's always happy it doesn't matter what time i text her she always goes i got this it doesn't matter where i put her doesn't matter what i do she always says i'll do whatever you need me to do just tell me where you need me to go so she misses out on library quite a bit for our poor kids but i will tell you that she just has always just got such a great attitude she's always super bubbly she's always super helpful so you don't have to speak tonight but she is doing a lot of help with our sped students by making sure that they get some services in the meantime and collaborating with the teachers to do that so this is your blue apple award you're very welcome tricked her husband into doing it too but he didn't make it so some office supplies some gift cards for you to be able to get some more stuff to help you out as well so i just wanted to say thank you so much you're very welcome so you don't have to speak yes [Laughter] i know i should she i told her you can just stand behind me and i'll just say the word you want me to say um but she really does she works really hard um so along with that trickery if i could have miss shauna skrogham come up [Applause] so shawna and i always john is a cta member by the way he is a knight with us sean is my admin assistant a lot of times people will say well it's because you guys work together every day no we really think we were siblings from other parents we're just not sure when i came on to cta shauna did nothing but accept me 100 she met me at the interview process she was kind polite she took me in she taught me a lot of things about what was happening at cta she challenges me sometimes to think about other things like sure you don't want to think about it this way she 100 percent has the back of our campus she supports me and every day she what do you need me to do she jumps in and helps with kovic she jumps in and helps with finding subs she jumps she just jumps in a hundred percent and she supports our staff she supports our kids just to talk to all the parents um and i think that she's always thought you know i just want to make sure that you're okay doing what you're doing and i'm like nope i've got this you just send those people my way and i'll talk to whoever you need me to talk to happy angry sad it doesn't matter um so this was just a way for me to to say thank you to you we don't cry after 6 p.m on our campus um so here's your blue apple glass of work don't break it it's very fragile so make sure i have your plan um there's your little plant she's a so delicious kind of freak a little bit um we try not to eat out a lot john but we do uh we try really hard um but i gotta get you some stuff so that you can have some fun and enjoy things that you deserve you're very welcome you can kill me tomorrow she's she's she's tad bit nosy so she's always like what's going on what are you doing why do i gotta go what's happening why do i i just need you to help me so on behalf of our campus i'd like to thank you for letting us honor our campus they are amazing staff and i love being a part of it so thank you very much [Applause] okay miss tuffy and i had some a lot of uh good conversations in the parking lot at pre-kinder [Laughter] um okay so we're over a student of the month dr buses madam president board members dr wyman again thank you for this opportunity as i say every time i'm up here this is the best part of my day and i sincerely mean that partly because of the great students that we have but also because i get to see my colleagues which i don't get to see a lot of times during the day so thank you could i have abigail wall come up from combs center of success we will celebrate abigail at a later date could i have kaylie compa come up from combs high school right over here kaylee was nominated by mrs goodrich and she said that she kaylee is the fccla president and she is one of the most caring students i have ever met she always tries to make sure people are included and feels good about and feels good about themselves as an example is when we went to conference and even though she was a senior and had a lot of friends at the conference she made sure our freshman students were not alone and she felt and tried to include them at all times kaylee is kind and shows her caring and paying attention to other people's needs congratulations kaylee could i have david sokovia pina come up from the middle school okay we will celebrate him next time could i have audrey castillo come up from cones traditional academy she was nominated by mrs kepp when i think about a character trait of respect audrey castillo immediately comes to mind audrey honors the rules of our school and classroom and is always working towards helping us reach our class vision she's polite and courteous and respectful and respects all the differences of others she's careful with student property and other items that friends may borrow of hers or of others when a conflict or a misunderstanding arises she's empathetic and tries to view things from the perspective of other parties involved she exemplifies the characteristic of respect in every aspect and mrs kepp is so proud to nominate you as a student of the month congratulations audrey could i have aiden perry come up from combs judicial academy [Applause] so for those of you turn around for those of you that were wondering why there's two this week it's because last week last time last month i apologize aidan couldn't make it so we're celebrating aiden tonight aidan is the most kind-hearted caring young man i know according to mrs nino he is sensitive to others emotions and genuinely cares if they are upset he gives kind and encouraging words to help friends through tough situation and he cares with his whole heart my opinion you're going to make a great teacher someday congratulations could i have anthony sanchez come up from ellsworth could i have all of her graves come up from harmon elementary okay he was nominated by the second grade team oliver is an amazing student he goes above and beyond showing the respect trait everywhere he is we are happy to have oliver as part of the second grade and we look forward to great things in the future with oliver congratulations oliver [Applause] could i have haley thatcher come up from ranch i love the hat love the hat my son has one too so when i was asked to think of a student this was by mrs hardo when i was asked to think of a student who showed the characteristics of respect mr thatcher immediately came to mind he's amazing and kind-hearted young man and he always treats others with respect uses good manners and is considerate of others feelings he is courteous and polite to everyone and he respects values and the feelings and thoughts of others he is always asking if he can make me and others and consistently help me and others and consistently demonstrates respect to adults and his peers congratulations haley and finally could i have mason lucas come up from symington oh i take that back we found out that mason was not going to be here tonight so that's our students of the month thank you we'll take some pictures we'll take a couple pictures real quick and then we'll continue on with the board meeting parents it's a great opportunity for you to take pictures and you don't have to stay for the rest of the meeting unless you feel like you want to is okay [Music] huh laugh or cry take your pick it's all good [Music] that was part of the problem and then the other one the lettering was tiny you what [Music] oh my god [Music] yeah i i couldn't help myself i kept looking out there and i wanted to go get a picture of it show up shelley i look out as i'm taking pictures i said board meetings got me like is that not the cutest thing you've ever seen in your life is what is he noticing okay we're going to go ahead and get started with the rest of this meeting so we can uh get on home so um do we have any um governing board updates anybody want to update on anything anything they've done no i i attended a uh combs clay crusher uh [Laughter] meet that was fun so my son's on there but anyway they did good um any them too do we have lisa chad nothing i have nothing okay public comments we don't have any oh interesting um okay so we have any um questions comments on the consent agenda no okay well then i will take a motion as presented on the mic now i move to approve the consent agenda as presented second all in favor look at you two motion carries five to zero look at that i'm all excited um okay so we have action items eight point 8.1 discussion and consideration of approval of a purchase of the 184 passenger bus and 214 mini buses now go ahead and introduce this and then if you have any questions for mr anderson he's there we're just looking uh we have uh in the 2016 bond uh there's still dollars that are available as we've taken a look at some of the issues we have with transportation uh we're looking to see if we get a couple more buses i know there's a number of buses bought uh the the first time around um but they're still dollars available uh what we're looking at with the minibuses is uh and especially if you start to like it look at the next couple years uh our uh sports teams as an example will be relatively speaking fairly close in the in the league with poston beauty eastmark ac h and chandler and and close trips alas and when we don't have enough buses we have to go ahead and go commercial and that is extremely expensive we've had some situations this year especially at the middle school where we're we're paying it for a significant amount of dollars to basically transport kids two miles uh and back and so we think this would be a good use of dollars to to go ahead and be able to transport kids you don't need a cdl license uh many of the rural communities this is the way they get kids around and coaches as an example could drive or anybody that that works for us could drive and so that's why we're recommending two of those at the same time we also run into situations with uh the lack of drivers and so trying to get another big bus might be able to help consolidate if we need to consolidate we would not look at these getting these buses for i mean would order them now but they probably would be coming in we hope it will be by the beginning of the year new year meaning july uh it just depends on supply chain issues and stuff like that so we'll look to pay for a chunk of this out of the bond money and then the differential will be out of daa for capital purchases i don't know if there's anything you need to talk with mr anderson he's talked with joan about this and so we're ready to move forward i think it's a great idea all right um no further questions i'll take a motion okay i moved to approve the purchase of one 84 passenger bus and two 14 passenger minibuses utilizing mojave contracts as presented second all in favor motion carries five to zero i'm liking you guys on top of this all right um 8.2 um discussion consideration for approval of additional qualified evaluator for combs unified school district for the 2122.
