low is less than 30 and then you can also go negative your post test could be less than your pre-test so what you're seeing here for me anything to the left what as i'm looking at it anything from low to high is good at this point in time um by the end of the year when when i do this we'll be comparing it from pretest to the end of the year test i hope that we'll see the majority of our numbers in the typical or the high growth area the negative is the area that that concerns me the most because that means that our kids went backwards and do we have any idea how much of that is as a result of loss of learning due to covid i don't i would have to go in and i'd have to know which students were out and for how long and have to do a correlation and unfortunately i don't have access to that i'd have to do some work on that so third through eighth grade math positive here we went from zero to at least one in almost all of our grade levels again with math we have to remember that again i'm looking at a 75 percent or greater is proficiency ela all of those standards the way they work i'm working with them from kindergarten all the way up through 12th grade the same standards pretty much just more complex and scaffolded math these are brand new concepts and skills that kids learn in each grade level they don't spiral quite to the extent that that ela does so when we look at this it's not quite as surprising because a lot of the material that kids are working with are new and they're still working with material that they may not have ever seen before on these benchmarks here with the the average percent correct you can see against improvement for the most part in the average percent correct overall and then here's our growth numbers and again they look to me they look better than than what we did with the ela except for sixth grade that's the one that that is the most troubling out of all of these and then we see the same thing with our sixth grade math scores usually on on state assessments uh there's a lot of new stuff with math in sixth grade and it it's hard for kids ninth through eleventh grade though for high school we are assessing the uh priority standards and some supporting standards that that carry over from quarter to quarter of the quarter so this is a different assessment than what we're doing with our third through uh eighth graders um so it's an end of quarter standard space assessment we are creating this one rather than using a pre-built because they don't have one for high school pre-built again the window is the same window november 29th through december 17th for ela we're testing 9th 10th and 11th graders but in 11th grade we're not doing advanced placement because advanced placement has a different curriculum basically than what our state standards are so 9th and 10th grade you see honors kids embedded 11th grade those honors kids get pulled out because they're taking ap for math algebra 1 geometry and algebra 2 which is typically our freshman sophomore junior level course so here 9th grade ela we had the same percentage of kids passing the benchmark as we did in first quarter 10th grade we saw a significant decrease in number percentage of kids um that passing the the second quarter benchmark and then 11th grade we saw a good increase from six percent to 12 12 passing and again that passing is a 75 percent or higher average percent correct so we did see a decrease even though the the percent passing was the same in ninth grade we saw a decrease in the percent average percent correct 10th grade again we saw a decrease in the percent passing but they were pretty close in their average percent correct and then 11th grade again we saw a good increase in that average percent correct math not a whole lot of improvement between first quarter and second quarter except in algebra two we saw a few more kids passing and then the average percent correct pretty much stayed about the same in both algebra 1 and geometry with a little bit of an increase in algebra 2.

um and yeah there's about 10 acres in there it's basically a big field behind a bunch of arborvities i think a whole row of our bivariates right i think that's exactly where it is yeah and there's that there's also a long um uh on the uh what is it 691 um over toward waterbury there's an exit ramp that got changed a few years back the land where the road hit the state highway had been i believe that got seated to the town okay because they didn't use it anymore and it butted up to the dime savings property so it made sense as from a green space perspective so this sort of stuff happens you just need to get the right people paying attention to it i think and it can't happen um is there did either did faith or and did you have any other thoughts on anything are you on you you're a mute faith said you have mine there so i'm okay okay anything you wanted to mention in no i i just was going through uh the cabe agenda their legislative priorities just to sort of see where we stand on things i didn't see anything that wasn't i didn't see anything that we would be want to jump on or anything that we would take issue with so yeah okay okay okay all right i mean i think that's it then um do i have a second or yeah sure all right all those in favor aye thank you thank you for uh thank you for talking tonight yes thank you ben and thanks for thanks for being here everybody have a good night

so some next steps tomorrow our district level curriculum team is going to be meeting to we've got a three-hour block of time where we're going to dive into to these and have a discussion at the district level i have meetings scheduled with our site leadership and coaches to to dive in and start pulling this apart elementary will be february 1st after our leadership meeting middle school is going to be january 28th and the high school we're meeting with them on january 21st i've also shared with the principals what's known as the collaborative learning cycle and which is a way to look at data basically it says when we're we're diving into data and having a collaborative discussion around data we want to start with activating and engaging those people working with the data so first of all you don't show them any data and you try to pull out any assumptions biases predictions ahead of time before they start diving in and talking about it so you can have a conversation about those things that we have control over those things that we don't have control over and how might those influence what we actually are going to look at that second piece then is explore and discover so at that point in time you're trying to de-personalize the data they're looking at it but we're really look asking questions about what patterns or trends do you see what pops out to you rather than how did you do and then the last stage of that collaborative learning cycle is the organize and integrate stage which is we've taken these observations we've been able to pull out those things that we assumed or have a bias about related to the testing and all of that and now we're really diving in what's the root cause of what's happening so i've identified this is a pattern what does that mean and how what what can we what's causing that pattern to happen and then how do we take action once we've identified the root cause so i've shared that with principals as i work with those sites we'll go through that cycle with them to model it but we really wanted them to start having those conversations with their sites as well and gave them that support our content coaches are working with our site plc teams they continue to do that and again our district pl days continue to focus on providing support for staff on that standards literacy and transparency for students so any questions do we have enough professional development days and time left in order to make whatever course corrections need to be made and get that out so that people can start implementing them state testing is april um so time is limited um our challenge really with time is that there's lots of other demands on time so as you saw the the dates that i've set up that i've got a large team trying to come together and and trying to work with their calendar to because they are working with sites on a lot of that work so those were dates there the site was available as well as our district level team was available i look at this as it's a long term process we are this is our first experience with illuminate it's not our first experience with data but what we're trying to do is is develop a data literate culture and and that's not going to be a we're not going to see immediate impact but the more that we are able to do that do this work and dive in and and really train our leadership on how to do this work with their staff long term i believe it will have a significant impact any other questions can i ask a couple questions sure um i know it's hard since you can't see me and so you can't you can't read my body language or my face and i know that's hard when you're standing where you're standing because you're having to report something that i know you're you're uh you know it's it's tough to talk about these kind of numbers and i understand that um uh just a couple quick questions um so when we say priority standards uh could you explain what what do we mean by priority standards priority standard is there's a process that we go through to identify what a priority standard is um but they are standards that have leverage they have um there's a whole set of criteria and you just put me on the spot and i'm going to forget them all for math we use the work of larry ainsworth um in terms of curriculum mapping and identifying that priority standard so when we're working with a team they pull it apart they identify and then one of the the criteria in the domain so say measurement and data is um no at least half uh half of the standards have to be priority um and you can't have more than that um that can be priority because when teachers sit down and talk they talk about every single one of these standards is important everyone has to be taught and they all have to be given the same weight and the reality is if we did that we would need a whole lot more time than 180 days to get through them so priority standards really identifying which ones are the critical ones that have to be taught that transcend not just the content but also have connections to other content areas again we're also looking at state assessment and what's important for state assessment national assessments that kind of thing so uh that's i can give you some more detail about the criteria that we use but that's essentially what a priority standard is they're like the fence posts supporting standards are like the the crossbars on the fence uh so the priority students hold it up but you need those supporting standards in order to actually have your fence uh and keep that structure together yeah no that that's good i i was just curious where what because you know and i i get opportunities to talk to lots of different schools lots of different school districts and uh people call priority standards different things or they define it differently um just one thought the one thing about the arizona end of year assessment is that there is a blueprint that has been created where the the state has kind of said which uh you know which standards or which club what percentage of the test is going to be coming from a particular cluster i i would i would think that um it would probably be a good idea to to take a look at those blueprints and let that help guide our decision of what becomes the priority standards in our curriculum that the blueprints definitely are part of that conversation when we identify the priority standards but there are also some other criteria that we look at when we're identifying because the way that the blueprints are set up they're not standard specific they as you said they're cluster specific um so so for reading for literature there's there's uh dorsey helped me out nine standards for reading for literature i got it right um there are nine standards for reading for literature not all nine of those standards are going to be priority um and and but for the state they'll tell us that 30 of an assessment will be on reading for literature they won't dive down to a specific standard so we have to then take that and balance that out as to which of those standards really have to be emphasized while not discounting the other standards right i get one two three four six are the most important of those standards i i the um the other question i had was about illuminate and the assessment we have when we um when when we i i was trying to remember when we talked about getting illuminate and what we were going to do with illuminate um wasn't one of the fact one one of the the features of the pro of the platform or program was that we could if we wanted to create some of those benchmark assessments ourselves as as opposed to just using the canned questions that come along with illuminate correct that's what we're doing at the high school level at the elementary level the third through eighth grade because they have those mimics those have been gone through a process of them that they basically just turned the azmerit assessment that they've had that they've been able to evaluate and in terms of validity and reliability and translated that into aasa because they're the exact same test um at the high school level because uh we've moved away from a state assessment to a national assessment they don't have an act mimic as part of theirs and again because we want to focus on state standards we believe that if our students are successful with our state standards they will be successful with any national assessment that's the reason why at this high school level we're creating our own but we believe that the for for us at the district level and for our staff working with that mimic provides us with good data that we can then compare to other districts that are using the same same tool and and give us good information on how our students will perform on the state assessment okay yeah i know it's uh i i just think that if we you know those kind of tools whether it's galileo or illuminate whatever the tool is that that we're using in this case i remember when you were talking about when we decided to go with illuminate there was certain reasons why it was uh going to be good and i think sort of a lot of the tools that you've talked about um and and that's and that's awesome and i love that that you're using that tool and that we were thoughtful about selecting it as you as you get with your your groups to sit down and talk about and kind of break this down and look at it i just i would just encourage you to um you know like you said look at those blueprints and then maybe take a look at um what uh sorry take a look at the blueprints but also take a look at the possibility of looking at our curriculum map and making sure that that those benchmark assessments are actually helping us to know how the teachers did on the things that they actually taught um i know sometimes when they do these mimics and this cycle through a lot of the questions cover things that the teachers have not even taught yet um and and we say you know because by the end of the year we want to see how they're going to do by the end of the year i've just found that there's there's a lot more information and data that's helpful for instructional purposes and achievement purposes if if some of those benchmark assessments or short cycle assessments are based on the the exact you know the the precise standards that the teachers have been teaching and then that way it helps us to better understand how how well the kids are doing on the things that they're being taught sometimes these numbers are a little deceiving when we talk about things from illuminate or galileo things like that when they keep doing cumulative tests all the way through you know a lot of the questions are things that kids have not even seen yet um whereas if if like you said you're doing for the high school if the if we get in and use that illuminate as a tool a tool to to look at and have it be an assessment of our standards or of our priority standards according to our curriculum map i think that would be a helpful way just as a suggestion i think that would be a helpful way to for your team to start talking about how to help get data that will be helpful for the teachers and their instruction um it'll because it'll be more clear which of the of what they're teaching what what has been sinking in and what has not and i don't disagree i was actually out of sight today and and we were having that conversation the the power of illuminate is at the formative level and so you talk about short cycle assessment that's being done by the teachers at the site level and within their plcs and by the teachers and that's where um looking at how we're assessing how these items are measuring kids and having that conversation at the plc level that's really where the power of these district level benchmarks are for for teachers for us at the district level this is just providing us with data as to a 10 000 foot view and that's the purpose of those benchmarks at the district level at the site and at the teacher it's really using illuminate in a formative way and and checking in on kids learning at the moment and at the summative at the unit level um and so helping our staff to understand that these items and these questions are good questions and they are measuring student understanding at a much deeper level than galileo ever did or any tests that a teacher could write themselves and using that to inform their instruction that's where the power of illuminate is and that's where we'll have true change in terms of our instruction is when we see that culture change as well yeah no i agree and i you know i've just seen through the years that one of the things that helps with achievement the most is well two factors right the the quality of the teaching in the classroom and whether or not you know the how we you know how they structure the the curriculum what standards we call priority the the order and sequence in which that's done so i i know that we have awesome teachers and i know that the teachers with the hashtag forward teachers are learning a lot of great methodology the classrooms are well organized they've got some great things in there there's great things happening in the classrooms and so uh i don't i i just want to commend all the teachers and the principals that the hashtag forward and the way that things are going as far as on the quality of the instruction part i think we have some good instruction taking place the second aspect of that or the second part of that is just to make sure that we're that we're covering the right things so that our students are as well prepared as possible for the assessment that they're going to be given at the end of the year um i know that seems like that's what we would always be doing but sometimes it's not that simple and it's not that straightforward so yeah so i think that whatever you guys are gonna do and work on that just you're doing a good job we support you and uh want you to to know that because i know this is kind of a hard thing that to present this stuff to us and you're doing you're doing great job thank you very much any other questions okay we'll move on thank you thank you we'll move on to uh future agenda items you guys have any uh future agenda items that you would like to yes i have one uh term i might um i know with the legislature reconvening there's going to be a lot of discussion about the aggregated expenditure limit so if we could just have an update on any any movement in order to us not fall off the cliff in april that would be welcome news i'll make sure i put it in our super dennis report next month um maybe uh not maybe what about an update on that tutoring oh online we have we we have that on the list so we put it in there i'd like to you know just see how that's going yeah get some real hard numbers of what how that's being used anything else okay nope all right um i will make a motion to adjourn second all in favor aye aye aye motion carries five to zero at 7 13.

hello chris cooper superintendent of clearwater schools here with a brief update on january 14th i know you've heard about other schools and some situations with covet and what they're having to do unfortunately some districts happen to close down so i wanted to give you an update about where we are here in clearwater the good news is we're not in a crisis situation at this point our numbers might be trending a little above average but um we're not in an extraordinary situation right now uh today for instance that we're aware of we have 21 students out because of covid we have another 46 students that were absent today because they have a co-ed positive case in the households we're asking them to um to stay home for a period of time because we know the likelihood of household contacts becoming positive is pretty high overall we did have 135 students absent today that's a little above average for this time of year but not an alarming rate on the teacher side we had 14 teachers out today seven of whom were because of illness which could be coveted could be other things could be family illness so seven of those uh were because of illness the other seven were due to uh professional development things like maybe maternity leave those type of things that were non-illness related so again we're not in a crisis situation and i would just ask for your continued support as a community and parents to um keep sick kids at home uh keep as many uh issues as we can out of our schools so we can keep on keeping on i also wanted to update you on something that the state board acted on on wednesday you may have already heard about it if you've been watching the news but the allowance for a temporary emergency substitute teaching a license so if you go to our webpage home site our home page there is a article there that will lead you through the process if you're interested in that the requirements one thing that we've added in our district to to complete a a brief interview because as a district i'll have to sign off on we're going to employ this person to get so they can get the license and uh to feel good about doing that i want to have a conversation with all these folks before we complete that application process i want to remind everybody that there's no school next monday it was a scheduled professional development day so kids have a three-day weekend coming up here we are expecting some wintry weather this weekend as a superintendent i love it when it snows on the weekend because i don't have to worry about calling snow days but uh just a reminder that we are likely to get some winter weather at some point make sure that your information is up to date in powerschool your phone numbers and those type of things and so you can do that if you've changed numbers you can update that by letting our school offices know that also places to keep an eye on for school closings and if there's inclement weather weather the area the areas new stations of cake and ksn and kwch would be a good place to look i will obviously also send out a parent notification of phone call and email in the case of closure due to inclement weather so just wanted to update you on a few things here on this friday again our community's done a great job throughout this pandemic of dealing with it coming together and working uh things out so again we ask for your support and your help by uh not sending uh sick students uh to school with that that's really all i have for today this mr cooper signing off needs to sign off of when i was a principal for years and years work hard have fun and be your best self

the upcoming budget before we get into it mr zenski could have a real call for quorum please here thank you carol i ask that we stand for the pledge of allegiance welcome everyone i i thank our teachers administrators out there for staying late today at work and come out to this very uh invigorating which typically is i'm being not being sarcastic but i know i know we have a missing budget presentation so thank you uh before we actually get the actual presentation if there's anyone from the audience that would like to address the board of ed we're happy to hear from you now okay that being said dr sullin uh the presentation is all yours and the vincent's uh the board can stay up here we can watch from back of the screen something we don't like you folks but we have a binder we're going to have a lot of questions so we'll be watching as long as you are so no i just kind of went to sleep for a second okay thank you very much mr paragini i want to echo your sentiments and welcome our friends and administrators who are here this evening especially good looking crowd this evening for our board meeting appreciate you guys coming out i want to also take this opportunity to thank them our administrative team as well as our other central office administrators and teachers and countless others who've been part of this budget preparation process uh i'd be remiss if i didn't single out mr massiana who spends countless hours working through numbers reports and uh then doing it again and again in order for us to reach this place tonight uh of course he does that with his team led with by uh executive assistant heather santi our finance director greg gibbons uh i also want to thank my executive assistant carol jaczynski as well as our assistant superintendent marlene solano and pps director robin ann carey who i know you'll look forward to hearing from later in this process for their work it really is a team effort to come up with this budget for the school year it's also a very fluid process right from the outset is we're continually processing new information and considering what the needs of our students are as well as the changes that occur in our budget environment within the state within the district and so this process will remain fluid all the way until you ultimately adopt a budget in the late spring for the 22-23 school year so with that understanding in mind i'm excited to kick it off and talk about what we provide through our budget this just kind of gives a perspective for the board and community as to what it is that we do with this budget and why it is so comprehensive uh we're not just providing instruction to our 4200 plus students of course that's a critical component but we do so much more and more responsible for so much more including the mental health nutrition medical care uh the health services athletics and music and arts and activities transportation um so there really is uh this is really a comprehensive process and a rollout because we do so much and we're responsible for so much for our students and you know really that's it that's why we provide this work our students are at the heart of what we do and we try and keep them at the center of this process so board member responsibility i you know we only go through this process once a year so i like to try and cover this annually and this is dictated by connecticut general statutes that indicate that board members are responsible of course for providing adequate educational materials but also equitable allocation among schools and proper maintenance of facilities in a safe setting it's pretty generic and pretty um pretty light in terms of the definition and i see my responsibility is to collaborate with our district leaders and design a fiscally responsible budget that ensures equitable and developmentally appropriate educational experiences between our schools of course a safe and clean learning environment fulfilling all statutory obligations but ultimately advancing your goals our community goals as a board of education as you know we established complex thinking and social emotional learning those are the crossroads of what we try and do every day in our school system to develop our skills for our student skills for complex thinking and social emotional learning and i don't know that there's ever been a time where that's more critical of course we are reviewing our goals through the course of this year and in looking at making adjustments but reflecting on social emotional learning when you read those bullet points that uh reflect the growth that students make with strong social emotional skills it's really paramount paramount during the course of the pandemic here that students have these skills and certainly that exists beyond the pandemic as well i love this quote from justin trudeau i use it regularly that the pace of change has never been this fast yet it will never be this slow again and he said that at the world economic forum back at the turn of of 2018 in january of 2018 and you think about how much change has occurred in the world in the four years subsequent to those remarks and it's it's really mind-boggling and so when we think about developing students as complex thinkers we want to instill in them the creativity the capacity to solve problems synthesize and evaluate information from different sources and again i don't know that there's ever been a time where that's more critical so the budget environment you know we don't do this in a vacuum there are a lot of factors that influence the development of our budget internally we have things like student enrollment contractual uh relationships with both our employees and vendors uh of course special education we're well aware of our aging facilities medical benefits are a critical issue externally this year we don't have to be as concerned with the state of the state because we're in the second year of a biennial budget so the numbers that we have are are static it's always much more difficult when we don't know the money that we're going to be getting from the state so at least that's a in a good place but those three items in red are really critical factors in our you know current work and certainly the budget moving forward and we're going to talk in greater detail about those a little bit of a retrospective over the last six years our budget uh average increase has been 1.51 per year and you know we've we've done a great job i think as a school system focusing on what's most important which has allowed us to continue to strive and make great gains while um you know managing a rather uh comparative fiscally uh tight budget but i think we we walk that line really well as we should so you know just looking back uh for 2021 which is the most recent data the connecticut per pupil expenditure on average was twenty thousand seven hundred and seven dollars and cheshire's per pupil expenditure as you see is eighteen thousand one fifty six when you multiply that difference twenty five fifty one by our number of students our budget would have to increase by 10 million dollars in order to reach the state average at the durgby level our budget would increase by 5 million over the average durgby schools which is communities that are similar demographically to cheshire so i think what this reflects is that we do a tremendous job being focused in how we spend our money and delivering great results for an incredible value over those last six years when we've seen the the 1.5 percent budget increases there were spending management strategies that we employed obviously we want to maintain our focus on social emotional learning and complex thinking but in order to do so we had to find other ways to reduce expenditures and we used some of these things that are redlined which are no longer available to us where we have grown is through the use of shared services we hate to go to participation fees which we haven't raised in several years but this year in particular we've we've really worked hard to secure competitive grants of course you know we're going to receive certain grants from the state educational cost sharing for example but this what i'm speaking to here is are going out and seeking out resources in order to improve the quality of experience for our kids and staff in the community and we've done a great job of that and i know vin will elaborate on that as we go on next week and into the future i talked about enrollment being a key driver in this budget and i think this slide really says it all the slide in the upper left hand corner illustrates the last 10 years a rather precipitous decline in enrollment the slide in the bottom is the forecast for the next 10 years which is obviously steep growth we've hit the bottom of the trough that trough is behind us we are we are climbing uh and and growing significantly and i'll elaborate on that for you here the top line is our projected enrollment for this current year based on birth rates that we received from new england school development council our pre-k 12 projection for this year was 41.52 on october 1st we were at 41.45 already almost you know 100 more students than were projected for the year the projection for next year is 41.50 well we're almost there already and we know that the birth rates are increasing i don't think it's really far-fetched for us to you know exceed that 41.50 by a big stretch not only because of birth rates which we have actual data on but because of significant development that's occurring within our community i saw just another um housing development approved on coleman road today in the newspaper so we recognize that you know as i i've said it numerous times people don't move here for the night life and so when we're building these you know large homes that are multi-bedroom homes we can anticipate that that's certainly going to impact our enrollment so our october 1st enrollment our projected enrollment and again to no surprise our current enrollment absent students who participate in open choice is already in excess of our projected enrollment for next year so obviously is those of us here everyone in this room has a hand in the budget process is we plan for that it's something that we need to be aware of sensitive to and recognize that we're going to need to make some adjustments to accommodate this newfound growth this just provides greater detail on the [Music] grade by grade enrollment which i appreciate is nearly impossible to read but it's a great time for me to share that this presentation will be on our website uh tomorrow if not sooner and that those of you who have a packet or a budget book this sort of information is in there which is a little bit easier to read so i talked about really those two key drivers of our budget this year one being enrollment growth the other being medical benefits so within last year's budget process as you'll recall the council you know we worked collaboratively that with them reduced our operating budget by 1.5 uh to 1.5 million that is and they infused one and a half million of federal money into that to kind of uh stabilize tax growth well our current reserve sits at 1.73 months of claims is those of you who are who are more seasoned on the board recognize we we like to be at least between one and a half and and three at the least so our budget is it's being presented tonight infuses another 1.5 million dollars basically and covers future claim projections i want it to be clear that that money does not do anything to the reserve so if we matched exactly i mean again this is all forecasted you can't know it for sure but if the claims came in exactly as we have them budgeted at the end of next year our reserve would still be 1.73 the the budget here does nothing to bolster that reserve and when i talked about this being a fluid process you know we the 1.73 is based on claims through november and it's not i mean there are many months left before we finalize budget it could be significantly different by the time we get to the spring but that's where we stand right now we are also working with the town to unify a protocol around metal medical benefit management and so i talked about funding that account on par with what the projection for claims will be and then you know perhaps building a pool off of that so um the finance committee of the council is taking that item up and so i can anticipate in the near future that we will be closer to finalizing what we will be committing to i i hope as a community i may have said this 17 times already but in case you missed it climbing enrollment and medical benefits are the key drivers in this budget and you'll see momentarily just how much so so we start this process soliciting feedback from you know the various talented educators in our school system and that funnels up to our administrative team who makes recommendations and requests at the end of that process tempering those requests we were at a 7.62 budget increase so i'll go back to what i said earlier about my responsibility to ensure we put forth a financially responsible budget i just didn't feel like 7.6 was a financially responsible budget i also uh spent a lot of time reflecting on the the idea that you know we we could do take numerous approaches to this budget um i didn't feel particularly under the circumstances with growing in enrollment and the fact that our students are coming off of two plus years where their lives have really been upended by the pandemic that cutting services would make a lot of sense in that scenario without being substantially detrimental to our community so i'm left with maintain our services as is we could always try and move forward a bit and restore services places perhaps we've cut or flatlined in the past or ultimately advance with new programming um ultimately it felt it was most responsible to maintain our services and within that you can see this breakdown that our last year's current this current budget is 77 million roughly the recommendation is to go to 81 million in that 4 million dollar increase 2.2 million of that is exclusively medical benefits all other contractual increases amount to 1.8 million ultimately our budget without mental medical benefits is 2.44 is presented i mean that's a pretty responsible budget the the medical benefit increases is really hitting us and frankly with all other increases that includes a significant number of positions that we have to add to maintain class sizes where they are in terms of ratios so we have to obviously when our enrollment grows to maintain the ratio we have to add staff i when i first started engaging in the budget process many years ago i would always hear not necessarily within this room but more broadly that oh you know the it's just superintendent rubber stamps the requests the the board ultimately shoot rubber stamps the superintendent's request and i think this slide is illustrative of the fact that there are certainly places that this body the board has even approved in the past that we just haven't been able to to ultimately finalize and so not certainly not everything uh and in this case this year really nothing gets added in um because again we're trying to sustain a something that's financially responsible so again we're maintaining class size special ed services discretionary accounts are flat uh as you'll see soon in spite of our enrollment increases it's it really just boils down to that medical benefits um there was a minor increase i mean i think moderate is probably a little generous uh with respect to maintenance and i'll illustrate that momentarily here this pie chart really says it all contractual and medical benefit increases one hundred and eleven thousand on an 80 million dollar budget uh is dedicated to restoring services with maintenance um so you know there's it's really rather straightforward on my part the recommended budget um where that where those requests come from we are a very labor-intensive business and we have responsible ratios as we work between our students and staff and you know we this is where the money gets spent basically in a school system and we've done a lot over the years to hold lines around you know support services and our other areas that that aren't based in ratios and and directly meeting the needs of kids and so here's where we stand the line items of that have changed by a hundred thousand dollars or more are the things that basically i've already talked about the teacher contractual increase next year is 1.23 on a general wage increase and that's that's uh maybe even south to modest and yet our that increase is 26 percent of our overall increase really because we're adding staff to maintain the ratios that we've had our medical benefits uh that's obviously the lion's share 54 of our overall increase so our increase by category you know as i talked about 55 percent dedicated to medical benefits you kind of see where other areas fall instructional supplies one percent support services two percent maintenance four percent these other areas are seeing you know certainly benefits of the most substantial increase over this year that's that's right there is driving our budget so our enrollment um and how does this play out in terms of our our students per teacher in our class size uh for next year this is the elementary k through six level if you bear with me for a second because that's uh even to find a font for me to read from here yes i am 18.7 this year and 18.9 next year now i i just wanna indicate on that and thank you vin for being my eyes there eighteen point nine percent next year is predicated on our enrollment projection as you know that's five students beyond what we currently have i wouldn't be shocked to see that in by the end of next month that we've eclipsed that number already and when i say this is a fluid process that's part of what i mean you know that come april and we'll even have a better better sense of of where that lies this slide also includes our 7th and 8th grade class sizes i highlighted the 26.3 because with our enrollment and our staffing because we had reduced staff at the middle school about three years ago the 26.3 is the highest grade seven or eight class size average we've had in either grade in seven years it's not wildly different um not wildly beyond where we were but it's relevant and i i i would be remiss if i didn't point that out um again it might be a place of concern as we start next year but we adjust budgets i mean certainly in the past we've hired people going into the school year based on changes in enrollment it just means we have to make adjustments in other places as part of managing the finances and why we have vin he's so good at that cps class size trend data this illustrates the seventh eighth in elementary grades as i indicated the uh 26.3 is the highest that we've had in the middle school over the last actually it's the last decade not just the last seven years but at the elementary grade 18.9 is also the highest we've had in a decade so if there's a question about you know is this budget inflated is it too much i you know without going beyond record highs where we already are uh you know there's a hard it's hard pressed to squeeze more out of it to be honest with you treasure high school staffing students for gen ed teacher this is the red there to the right of your screen two-thirds of the way in is cheshire high school and this is student per certified teacher it's a little bit of skew because of the fact that you know with counselors other staff that there are people that calculate into this but this is apples to apples against all the other durgby high schools uh and you'll see we're 14th out of 21 in dirk b in terms of students per teacher and this is in a lot of respects intentional for those of you who've been on the board for a bit uh and remember that we negotiated a contract with the teachers union i i if we weren't one of only a couple i mean we may have been one of a couple but i think we were the only high school in connecticut that had six teachers teaching six classes and so that was going to be a significant leverage point in negotiations in rather than dramatically increasing salaries you know we ultimately decided it was better for kids and better for our community to adjust that to five classes and we're slowly phasing that in this chair was the first of three years where we're doing that and that was an intentional decision on the part of the you know the leadership in our community because we knew that with enrollment adjusting we could without [Music] and we're successfully doing that but again because we're engaging in that process this isn't a place where i could say all right well let's just maybe we can make reductions there so ultimately you know looking at the enrollment factors this is what has been baked into the budget with respect we have to add a teacher at chapman highland and norton to accommodate that in order to deliver our music curriculum when you know marlene and her team evaluated our specials teachers at the elementary level realized that we need to add a half music position at that level in order to address the curricular needs there um you know thankfully creatively places like art and and pe they don't we were able to work through that but music unfortunately we're we're too lean to be able to accommodate the additional number of sections we have at darcy uh we're seeing an uptick in demand there with the increase in in people in our community uh for birth to three support the good news is there that uh that expenditure uh we all of that is billable hours so we get reimbursed and so really that should be a flat cost to us and then ultimately uh the last item i have there is a coordinator and evaluator for the transition programs which you know i know a lot of you are familiar with our quinnipiac program and some of our other post-secondary programming this the law the interpretation of the law where we provide services to 21 has recently changed so you know typically a student that's in a transition program might leave cheshire high at 19 and then we provide additional transition services as required by law until they were 21.

celebration but we've not had [Music] hey [Music] thank you [Music] no [Music] hello [Music] [Applause] me [Music] no no [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] of silence with our student representative to the board abdullah fatah to lead us ready the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all that we've had as a country but it's also time that we look at how we've grown and the work that we've all played and to show that example students have led for years now across the district uh martin luther king's goals and dreams did not die that we still hold them in our hearts so i just want to take a moment to think about how our community is working towards what our goals are and how we're working together and how we continue to for the rest of this year thank you abdullah all right next uh we're going into closed session report and clerk of the board will report thank you mr president 4.1 no reportable action taken regarding public employee performance evaluation superintendent 4.2 no reportable action taken regarding negotiations 4.3 no reportable action taken regarding personnel 4.4 the board of trustees by a vote of 4-1 with mrs percy dissenting voted to suspend without pay for 15 days and to involuntarily uh laterally transfer work location of employee hr 2021-22-06 4.5 the board of trustees unanimously voted to accept the agreement with h with employee hr 2021-22-07 4.6 the board of trustees unanimously voted to accept the agreement with employee hr dash 2021-22-08 that's it all right thank you mr o'neal all right and then i'm gonna i know i don't have a good view of who is in the audience in the back room but i know that i saw a grand schuster or asked a president who was here and then i'm not sure if adrian priyoto is here but i also see shannon yeager our csca president and jennifer hippolito the acting president of csea and i don't think i see anybody else here and then we also want to recognize dr beverly young the director of colston family foundation which moves me to 6.1 which is she's back our 6.1 which is recognitions and that is our carlson family foundation award i'm assuming we will go ahead and uh i don't need to go up there do i uh john can i do it from here and then come for a picture yep all right so then we have bevel young executive director will present a check to julianne so the board of trustees and carlson family foundation would like to honor julian riel anaheim high school teacher for being selected as one of five 20 21 outstanding teachers of america the selection of the award-winning california teacher was based on nominations by former students who are currently attending or have graduated from four-year colleges and universities and who believe their former teacher had a significant positive and lasting impact on their lives both personally as well as academically honorees received a cash award which included a five thousand dollar grant to be distributed to the honorary school site so thank you very much to the carlson family foundation i would invite um dr beverly young to come up front and also julianne well let's come on down well first i'll get uh dr beverly young do you want to say a few words and then we'll have julianne say a few words and then we'll take a picture okay thank you very much um i just want to say you all should be very proud that you have julian real in your school district she's worked at anaheim high school for 18 years counting her student teaching year she was a student teacher with you and then went on to be a teacher she's the e-learning coordinator and the computer multimedia technology teacher set class computer science um julianne was selected along with four other high school teacher public school teachers in california after a really rigorous um identification process where former students in julianne's case several former students contacted us to tell us how julianne's teaching and her caring impacted their lives changed their lives the specific teacher or the specific student that nominated julianne that spoke at our banquet in november is now a fourth year science or excuse me math teacher out in lake elsinore but she told a wonderful story of how julian impacted her so we are really happy uh we gave julianna check for 15 000 but we're also giving her a check for five thousand dollars to be spent at anaheim high school but julianne gets to decide what it's been on so great you we are very proud of her joining the crosston family cadre of honorees you all should be very proud of her too as one of your teachers absolutely [Applause] um i just want to say thank you this this um this recognition from carlston family foundation made me really humble for you know uh for doing the work i do um thank you carlson family foundation for um valuing my work that i do in the classroom um another thing i do want to say is to thank the district for always valuing our students future and goals and trying to be innovative to support their future next is i do want to thank my my colleagues and the support staff and the amazing teachers that i work with from their support that's where you know we all worked as a community to help our students to be successful and it's not just me it's it's a whole community and lastly my students um they're amazing and oh my gosh they do listen and here we are you know trying to help them and guide them and thinking that they're not listening but they they are and so i hope um you know i i i'm just so happy to see them from when they're in high school and now they're all professionals and you know moving on and so it's very very rewarding so i want to thank everyone for supporting my career as a teacher and and our students thank you thank you very much so i'm going to invite the board and the superintendent and julian and dr young to come in and let's take a picture and after that i understand we also have a fourth district uh representative and also a former student who's going to be presenting a certificate from supervisor doug chafee's office so let's just take a picture and then i'll have our representative come back and julia's husband and daughter are here too as well as some of her colleagues and former students oh i forget them okay [Applause] all right we also have jessica guerrero who is the fourth district policy advisor for supervisor doug chafee and also a former student who happened to have nominated uh her former teacher so go ahead jessica good evening board of trustees superintendent district staff uh miss riel um and everyone watching my name is jessica girl i'm a policy advisor and field representative for the office of chairman zak tafe but most importantly i'm a former student of miss rio and i just wanted to share a little bit so the carlston family foundation is a non-profit organization who identifies california high school teachers who have had profound and life-changing academic influence on their students and honors these teachers with recognition miss rio is definitely one of those profound teachers that has made life-changing influences on her students and that is why i meet myself and four other students including salali jocelyn artru and melissa nominated her for this award i had the honor of having miss brielle as my freshman high school avid teacher and my senior avid high school teacher where she helped my classmates and i applied to college through the entire college application process from applying to college getting the acceptance and making that final choice of which school to attend she truly cares about seeing her students succeed and if she wasn't tired of us yet she continued to mentor us while we were her avid tutors and she was our boss and continued to really be that person that we could come to with advice through the undergrad process she was there for me through my graduate school process being a mentor role model and a friend she knows what it means to be a first generation college student and ensure that her students were not alone in that process of making college decisions and i'm very honored to have been a student of hers and thank the carlson family foundation for selecting her to be a recipient and part of my day job i get to recognize community leaders business owners but this might be my favorite certificate i've ever presented um so much real on behalf of my boss the chairman of the orange county board of supervisors there's a certificate of recognition [Applause] all right thank you very much all right well our second uh recognition is uh to honor our outgoing board president so on behalf of our board we would like to thank trustee piercy for her service as boarded uh trustee for anaheim union high school district and i believe we have the okay and i'll open it up for our board members to uh make any comments everybody's rushing we're we're breathless miss percy just want to thank you for your time in service this last year uh it has been a difficult time uh knowing full well what we have just gone through and uh we're not out of the woods yet but i thank you for your for your service and your leadership and guidance so thank you i just want to say i know how difficult it was to go through this uh as i was the predecessor and so thank you it's very it's been it's been challenging for all of us but i know being at the helm is is uh you know you get you get all of it and so thank you for your service thank you for being lighthearted and making us laugh through this uh you know last year and um and keeping us moving forward as you always have and thank you for your continued service with our our district many many years so thank you so much we appreciate you thank you kathy well i would like to ditto what mr o'neill and mrs randall trejo said that you have been a wonderful person to work with and it's been a joy under extremely difficult times and i would like for you to mandate that everybody can hug everybody so that we can get back to life as normal but thank you so much so uh go ahead and then i'll reserve my comments here go ahead yeah trustee piercy on behalf of the entire staff that the board led but under your leadership really having your involvement and your capital your relational capital with so many of the staff members and community members was so vital in helping us navigate through very difficult times and making difficult decisions for the board in the district but then in hindsight they were the right decisions and very challenging decisions but your leadership made a difference on all of us you know in terms of what the district stands for in the past and the president and going forward into the future thank you very much thank you mike so i'll go from there to say i know anna both you and i have now probably seen eye to eye on some of the issues but i can tell you one thing is that i've always come out of it appreciating your passion and your dedication for our students and our district so i want to tell you that i watched you leading this district as a president and i hope that i will be you know doing something similar or better at the end of the day i want to say that i think thank you on behalf of all of our students and our parents because last year was uh one of the most difficult years for any school board member on top of that you led the district so thank you for that appreciate it thank you come back out and take a picture oh sorry go ahead abdullah [Music] all right well i'm sure i haven't known uh you as closely as as the rest of the board has or as long but um i still remember the first time when you interviewed me for this position and i remember how kind you were and how comfortable you made me feeling in this uh definitely scary position and the first time i got to talk to you so thank you for being so welcoming and kind to me especially as someone coming so new and i really appreciate so much how much you've helped me during this process especially learning all these new terms and all these new things i have to do so thank you for being that support thank you present a certificate right i seen the gavel [Applause] all right so we now go into our reports and our student representative report abdullah you're next all right thank you mr al-jabbar um so i'm not gonna lie it's the start of the year so i don't have too much to report on uh but a little bit's been going on so at anaheim high school their link crew decorated some christmas ornaments with students from our special education classes uh to make students feel more included with the new year and all across the district as i'm sure you all know of there were lots of covid at home test kits passed out to students these were 15 minute tests and all students were able to receive them and if they weren't they can receive more in the future working with the cypress police students at cyprus are working to to do an active shooter drill sometime in the end of january or beginning of february uh to kind of prepare and in what school is this in oh sorry this is all schools they got to present uh to elementary schools and middle schoolers at kind of a showcase and all the ambassadors were there so we were really excited to see all those young kids um there's an international show at luwera and one coming up at western as well from january 24th to the 28th and at oxford academy they just had their whole homecoming spirit week we do things a little bit differently there because we don't have a football team so we use our basketball team sadly cypress high school and oxford academy's dances were just postponed due to kova 19.

[Laughter] there you go there you go it's a good life though isn't it yeah well yeah i was just going to say if she wanted to give any background i mean for us we we know her but i charlene do you have any questions or need anything no i had the pleasure working with uh melinda at fox creek quite a few years ago but i'm happy to have her on the board thank you thank you shirley yeah it was a happy day to see your letter so okay um oh and with one candidate for me i don't have a lot of you know questions to kind of differentiate so i've served with you and it was a pleasure be glad to have you back so i'd like to make a motion too you can't give a workshop workshop oh dang it no let's just get on it uh who's doing this remotely asked if and sort of what amanda mentioned a second ago if melinda could give a brief description of her background oh my goodness i don't even remember when i was first elected do you remember when i was first elected um i've worked with the district since 1974 i've been here they they hired me on when i was fresh out of uh peace corps actually and i've been here i've taught science and science and spanish and math and computer science and everything else that i was asked to teach i've served as principal at both the junior high and the ann fox creek i worked on the board 2013 yeah okay that makes sense and when the district split i basically uh took myself off the board other than that i've lived in the community for the better part of my life almost 50 years so i'm embedded this is where i live is is that good enough okay awesome okay that's me okay any other questions that i can answer i'm glad you're here thank you thank you um all right item 1.4 we review a policy d a through d e c this looks like a really long list mr president and board members but most of them are pretty easy and i don't have any recommendations for any changes but i thought it was uh if you wanted to continue with our review of the 700 plus board policies and exhibits and regulations and all that stuff that we should move on so uh we can kind of look at each one if you want and we have we have a few minutes to do that these all happen to have d section d all has to do with uh money management of the district so this has to do with the goals the a has to do with the goals it looks like there wasn't many changes to anything really and then they're all they're all vetted they're all vetted they are all vetted yeah and these all happen to be uh copyrighted ones so if there had been for instance i think there are a couple that have years uh mentioned beyond date of manual adoption and i'm sure that those years are as a result of changes in the law and that kind of thing so it's not like this sort of thing changes very often yeah so um so uh do you want to go through every one of them or not did anybody have any specific questions on them okay yeah okay no changes to them and i didn't see anything and bit them all vetted through the lawyers i definitely didn't have any questions charlene did you have any questions no i didn't have any questions they're pretty clear-cut the only one to me that was um that i had to think about was dd-e [Music] uh that had is a very specific resolution that has to do with title one and that kind of thing i don't know if this is one we have to you know if this is a document we do every year obviously we had to do it at some point but i thought it was kind of interesting that it was listed in here as an exhibit it's okay that it is i just thought it was kind of interesting and the only other one that i was there was one about um oh my goodness i thought it was uh maybe not oh um no so i think that was the one that i you know found kind of interesting because i didn't know that we were doing those things so if you don't want to go through the rest that's fine no questions and so they won't be on the agenda next time we only put on the agenda uh for the next meeting anything that you've requested changes in or consideration for changes right so that's our last workshop item so if nothing else we need a motion to adjourn the workshop i make a motion to adjourn the workshop i'll second that i'll second that [Laughter] all in favor aye corey burgess i'm amanda eamon hi charlene diaz hi anna so i moved all right we are adjourned from the workshop we will pick back up our meeting at six o'clock [Music] [Applause] foreign [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Laughter] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] hmm [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Laughter] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] do [Music] so [Music] oh i called to order the regular meeting of bullhead city elementary school board thursday january 13th 6 pm uh roll call corey burgess here amanda amen here charlene diaz here anna boyd here hey please join me for the pledge i pledge allegiance to the flag to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all citizens president please sign in in the back item 2.5 election of board officers okay here's where the fun begins being that it is a new year it's time we get to uh put in place a board president and clerk so we are the bolt the floor is open for nominations i nominate corey burgess for board president i second that nomination anna boyd okay we have a motion in a second do do we have any other nominations all right all in favor aye corey burgess hi amanda pushing that now to 22 the interpretational lies change that we have to provide those services to the age of their their 22nd birth that's the equivalent of increasing our enrollment in that program by 33 by adding another year so the demand has certainly increased there um and the the need is is significant our projected revenue revenues are um money that flows into the community as a result of education and goes in our the way our community uh system is set up this money goes to the town so the any revenue that is generated through these sources goes to the town they consider this in our budget process to the tune of about 10 and a half million dollars next year is the forecast we have increased our smart start line here as we've seen significant growth there we're in a great place we're doing a great job i'll talk a little bit about that later but that's a increased revenue line item for us of course we also have covid grant funding uh esser and sr1 and uh coronavirus release relief fund are items that were expended through the last year and uh as vinid pointed out you know our shift we've really shifted our focus away from just protective measures mitigation measures in those you know first two grants i know you'll recall our bounce forward plan where we really focus on supporting students and addressing learning loss and away from exclusively really health and safety initially to addressing that learning loss the trick in this is that you know the money that we were um this year has been compromised i'm not to think that at the end of the summer i felt like we're turning the corner we're kind of we're going to kind of be through this and i i know our administrative team will attest to the fact it's anything but um it's become incredibly more difficult the omicron variant has really been a significant challenge for society and certainly in education as well this year we weren't necessarily intending on it but we budgeted to protect ourselves three hundred thousand dollars this fall in covid mitigation strategies predominantly tents and clean cleaning services so you know as much as we budget these things we really have to be flexible to be able to make changes i mentioned the bounce forward plan these are grant uh funded or grant reimbursed positions and you know so these are things that we have this current year and into next year and so you know just taking a a snapshot of derrick b how do we compare to our peers uh i shared earlier that you know on it i'm looking at the per pupil expenditure we'd have to elevate our budget by 5 million dollars to be in the middle of that pack and i think what we do is deliver in our community and a tremendous value and that starts with our board leadership and uh trickles down certainly the the people in the room tonight have an incredible influence on that success and i'm really proud of them and the job that they do record high student achievement sustained over the course of several years now among the best in connecticut which makes us among the best nationally we have multiple elementary schools of distinction including a national blue ribbon school just recently uh we're one of the top communities in america for music our students are very invested in their school at cheshire high and 93 plus participating in extracurricular activities that's um and they do it pretty successfully they demonstrate tremendous sportsmanship winning in character we we basically win the ciac michael's cup recognition on an almost annual basis um i look back through the last several years and like i think going back 10 years maybe we didn't win it once and it's not offered to many districts like 15 to 19 of the 166 so kudos to our our high school students in the our athletic department there highland was named the first connecticut elementary school as a special olympics champion school which is really awesome uh one of the top best buddy buddies chapters in the country we have won the national award but also the connecticut award and i think that speaks to the well-rounded nature of our focus here in the school system and then the breaking news as of today i know some of the board probably can't see kim's smile through her mask or she's the one levitating off the chair in joy today because our darcy preschool program received the national association for the education of young children accreditation today so congratulations to you and your team kim that's great great stuff and uh shout out to our friend chris santi their graduate last year a little picture so i do want to remind the community i i know that the people in this room certainly embrace and understand this but an investment in our school system is an investment in cheshire i you'll probably hear me say that a gazillion times between now and hopefully when we go to referendum on school modernization but our budget is is one facet of that invest investment and that's not me saying it it's not my suggestion it's research based and you know half the home buying population is willing to pay more than their intended budget to get into the right school district and more than half would give up other amenities by providing our community with one of the best educational experiences in connecticut i would argue the nation we're providing home prices so that when you sell your house regardless if you have no kids or 14 kids and you move out of cheshire you're more likely to get top dollar for your home uh under those circumstances so it's not just an investment in our kids which is critically important obviously but it's it's an investment in the whole community so you know really there are three elements of that investment as i see it obviously the operational budget as we discuss it tonight capital budget is vin will address later on because if you recall the town has adjusted we used to do the capital budget over the summer we're now doing that as part of this budget process and then as i mentioned school modernization so the key takeaways i promise this will be the last time you hear me say it tonight but have you heard that climbing enrollment and medical benefits are drivers of this uh budget increase you may have heard that we are uh recommending funding at the projected rate as a strategy employed in concert with the town when it comes to medical benefits and so you know that's a recommendation um certainly far from a requirement it's something that i think our our town leaders you and the the council will hopefully work through and and make it easier on everybody to at least have a game plan around medical benefits many years we've kind of vacillated on how we're going to tackle that so the remaining 45 percent of the budget increase is really grounded in preserving current service levels and what i mean by that is you know ratios staffing ratios um when you look through our line items and our budget you'll see that where it says you know 2023 increase over 2020 uh 2122 it's zero um really because going back to that fiscal responsibility i really i really couldn't justify increasing those lines knowing the demands we have for staffing and the number where the number already was so again we're an outstanding value i think for our community i'm really proud of the job our our kids have done our parents and our certainly our staff to find such success and not having to spend the additional five million dollars to get there uh and then you know uh i i didn't think certainly not on march 19 2020 or march 13 2020 that i'd be talking about kovid today but i didn't think that we'd be talking about kobit today on august 1st 2021 either but the reality is it's still here and it's impacting our kids and our community and our everybody's well-being and and as such i talked about all the services we provide at the outset uh we really have to be conscious of that so again you know i talked about the various players that uh lead to our success in the cheshire public school system i just want to take again another opportunity to express our gratitude for our parent involvement uh and the way that they support our staff and our students our community support obviously is is uh tremendous and it'll be called upon not just through this budget process but through school modernization our students are phenomenal and they bring a lot of joy to our lives and we're so incredibly proud of the success that they've had uh through their commitment hard work and and character but you know at the heart of that is also our education team that's our everybody who works in the cheshire public school system plays a critical role in in our success and we're so proud of the job and appreciate the job that they do to to get us to where we are today so the much awaited i know you're excited to put these in your calendar and pen uh would not miss this uh excitement um on january 18th and 20th next week actually we have decided to move those meetings to virtual given the influence that uh kovit has had additionally we find that um you know on the broadcast there that the audio is great we've been able to be uh quite successful shout out to mike salamini and his his work there to to help us with those um the subsequent meetings the 25th and thereafter the locations of that will be determined really on a week by week basis so with that i think that wraps up my presentation officially and i will certainly pass it off to any questions from the board thank you for your attention through all of that for the record i did ask our administrators to hold their applause so that they don't embarrass me before that's that's why i'm sure you're wondering so thank you for that no oh no please guys so uh before i turn over to the board with some questions dr sullin i you know i know it's i know it's more than just you and everyone in this room uh mr massiana and marlene and his staff and carol thank you for preparing this i know it's not an easy process especially with the evolving experience last few years with both financial and covert hardship uh but dr sullin i i i this is my personal opinion i appreciate the fact that you've been uh very financially um responsible in preparing every budget not just this one i am a little not disappointed but i see that you know we're not advancing anything and i understand your rationale i guess what i would look for in the budget workshops is what would advancing look like in a budget for you next fiscal year if it's just one thing or two things or two three items that you know you think the board should look at i'd love to hear that uh because and learning around this past year or two i don't recall ever receiving requests from you or your team saying hey we were looking at doing more languages elementor next year or some other project so loving what those things are that if you didn't have a limit next year and something that you feel that your staff could do with appropriate staffing laws etc what is that yeah i i first of all i just want to express how much i appreciate you sharing that and so when i talk about community sport on that one of the second to last slide there this is exactly what i'm talking about that it would be really easy to not ask that question uh but you did and that really is uh at the heart of what i what i reference with community support here that there is a curiosity there is a question and maybe we can creatively make that happen so you know i'll talk to our team about you know you saw a bit of a menu up there but um perhaps a more prioritized list for you well those features some of those were positions the board wanted to see in past budgets right that right haven't happened yet but you know i guess it'd be good for the community to know not just the board what advancing would look like right um you know based on some priorities i'm not saying it's going to happen but it's important because we you know always say oh we're not spending enough to advance but advance what i think community should know some of the things that if it can't be done the next fiscal year in coming years she should plan for it so i just want to but i appreciate you raising the question i understand you know look at that online number why you do what you did so sure so thank you i know it's not an easy question so that's what i wanted to say i just turn over board members with any comments first of all thank you for that and i i would just like to extend a huge thank you to your administrative staff and and all those who showed up tonight with their masks on we really do appreciate seeing you at the meetings and and we do acknowledge your work in all of this and putting a budget together every year so thank you and uh also jeff i appreciate you um staying on message with the the two driving factors for this budget this year and i just wanted to also say that i agree with tony and in fact i think tony just took my words from last budget year about you know as a school district we really do need to always be thinking about how we're going to advance our um educational objectives so i like tony would like to see some of those things and and prioritizing them is is really great as well so sure thank you for tonight's presentation thanks a lot i appreciate that and but i i just want to clarify when i said maybe advance is not the right choice of language because um i know that you know we've made tremendous advances in the last two years during covet um ironically the the jargon that is used for what we are doing is called acceleration and we talk about advancement acceleration um and i think our staff and our uh you know our teachers our administrative spent a lot of time working on advancing our school system and i think that's why we were successful last year marlene has her kevin they've worked incredibly hard to advance our school system we've definitely done advancement maybe the right term would be enhancement um because i know that you know we've also used our grant money to enhance and in advance so um i will definitely you know go back with our team and look at a prioritized list but i don't want to leave here with leave the message i know you guys appreciate it because you know the day-to-day but anybody watching i don't want them to think that well geez we haven't done anything to advance in the last couple of years because that really would is far from the case no i appreciate that and uh i didn't mean to make it no no i know you're not sure but i you know i know there's a broader audience too but i just want to make sure that that isn't misconstrued thank you uh mr dr solon uh just like to say again uh thank you and your staff for putting together this budget we know it's all incredibly complicated and i look forward to going through this entire thing i guess two questions is um firstly it's frustrating to see that we're still having the medical benefit trust fund problem and i hope that we'll be able to work with the town to be able to to come up with a solution so this um problem can be solved maybe even this year so that we don't have to worry about that going into the future because i mean that is a huge huge number for this budget yeah um secondly i know um at least from attending uh several conferences this year that there was a stress on using technology for i believe it's synchronous learning if uh if i recall i was wondering if there was anything built in here to for training for teachers or for um uh purchases of additional technology to kind of uh bolster what we already have um are you aware of anything yeah so first of all i know that some people would say i look forward to going through the budget book as a turn of phrase you you could not be more sincere and i appreciate that about you that you really are looking forward to the budget book but anyway um with respect to technology our staff had uh you know thrown into the fire course over the course of at least three months on how to engage in remote learning and then last year the full year engaging in synchronous learning they have those skills they possess those skills we are definitely advancing technology when i reference those competitive grants vin's going to elaborate on some of the really awesome stuff that we're able to provide uh in next year uh we're really looking forward to sharing that with you so absolutely stay tuned just like to say thank you to you and van and everyone here for putting this together i know it's not an easy task um i was just our first time seeing this tonight i do have to say i'm not surprised with the uh increase because of the amount of new students that we coming on the heels of the planet committee meeting the other night so look forward going through this line by line not as much as adam but um this is our first of several several sessions so uh i'll save my comments and questions appreciate your honesty yeah absolutely so oh stan um i want to thank everybody all you guys and jeff marlene and then thank you so much for what i know we're very long nights and long weekends and um it's not easy to put together these numbers like adam i am just kind of stumped by the whole medical benefit um number and i guess i'm getting a little angry about it too and i think maybe i'm sorry but we one of the things that i would like to go into when we finally get here is why are we still in this position we have been asking for an examination of the formulas and um the methods and and we're still every month coming up short and i'm just going to say it here maybe it's just time to get a little bit more forceful and share the risk a little bit more with our uh underwriters something but this this can't go on because it's taking away from the classroom and it's just not right so um you know that's that's one of my big concerns and um the only one i guess i'm not as enthusiastic either about it is atomos but being on the budget committee we're in so but thanks you guys thank you faith you know i would just say with with respect to our medical benefits this year this really was a calculated decision last year to in essence smooth the tax increase but you know with the infusion of that federal money and maybe something like that is available again this year i i don't know that's something that we're going to have to talk to the town about but i fully agree with you and we've been pursuing with the town a more uniform process in management of the medical benefits account because this isn't because of a dramatic increase in our medical claims as much as it is a calculated decision to smooth tax rates last year so we definitely need to have a long-term strategy you know i know vin and myself and jim jascott sean and you know we've been working with that the town council should take that or the finance committee of the council will be taking that up let's hope that we have perhaps at least a proposal on the table if not a full resolution by the time that we all have to decide on a board of ed budget because i agree that you know this isn't sustainable adam just you know express the frustration with it i appreciate your frustration we've lived it as well so uh i'm hopeful that we can get there soon i just want to clarify i'm not putting this on those who are making the claims but i i oh no no i just this is um yeah you know i don't know if it's the underwriter who who is where we're missing the boat that's my concern it's more on the administrative end is nothing to do right yeah i appreciate that okay so so just turn understand a second just to clarify so i get there's a gimmick so to speak that you know you tap into the medical reserve to offset things in the budget which you know we're not going to do anymore but the other given it too is the grant because in a way that's same thing it's yes we all use it to uh ease into some increases that's going to be gone yeah so it's not just funding the medical reserve but really digging into why our claims went from seven eight hundred thousand a month projected to nine a million a million one a million two and no matter what we do the trust fund the that other part of it and i don't know you know if we're working together with the the town and claims experience and with our um underwriter citizen but that's the other part too i'm curious about is the actual claims themselves well i'm happy to share with you then that um our underwriting service usi will have a representative tom qualtric is our representative who works with us and vin already secured him for an upcoming meet is that tuesday or thursday tuesday night yeah so he'll be with us tuesday hopefully that'll provide some greater insight for everybody about you know where we are at least with respect to the claims process i think the finance process is one thing but you said the claims it's multi-headed yeah exactly i actually had similar comments regarding the medical and i'm asking as a rookie right now um just to kind of give me the background and i hear what you're saying but i do think i still have that question of why are we still here and what is our long-term strategy um and so if you're saying that he's the representative will come and present to us tuesday great my second um ask is i know you added a lot of positions would we be able to get roles and responsibilities justifying why what those positions would cover and what would they alleviate from existing teachers or staff complements now sure that's pretty straightforward actually the first three positions that were listed were all classroom teacher positions at the elementary school to address enrollment enrollment the fourth one that was listed off memory as a half-time music teacher again connected to the enrollment so we have x number of music teachers who deliver the music curriculum across k through 6.

and um we have servathon which i just mentioned this monday and there's stuff going all across the district there's like battery recycling sandwiches being made for the homeless all across the district and at the end of last year before we went for a break i talked briefly about it but students created a little mental health initiative where they got to do different activities and it was all run by students that was really great um western key club along with key clubs across the district got to work on the rose flow at the rose at the rose float parade in pasadena that was on december 29th and lastly there were two more summits at kennedy and magnolia and they went really well despite kova 19 issues but we got to have some people at school and kind of do a district-wide summit so that was really great to see that's it thank you all right thank you for your comprehensive reporter appreciate it thank you i have a question abdullah is there a list of all the different activities at the different schools um that's been posted so people would know yeah they're i mean not really a list but the all the ambassadors give me what happens i just kind of narrow it down to the big key ones but i could definitely like send out a list to anyone are you talking about the serverathon oh sir we can probably ask their superintendent to give us a list of uh activities that are going on throughout the district so that way if board members want to attend they could right actually that was what i was wondering if that was already one made uh i think there is okay thank you hilda not just for western for everyone okay okay all right okay perfect well thank you thank you i appreciate that i know i'm gonna be at uh i believe sycamore so there are a couple of events going on there so all right perfect thank you so i'm glad to see the next item which is we we asked it at the last board meeting basically to have this item for student speakers and uh i am not seeing any student speakers that was presented to me i'm assuming in the background we don't have anybody who is a student speaker correct all right well thank you very much and thank you call for actually putting this on the agenda and making sure that we recognize that as student speakers all right 7.3 reports of association and i'm going to call first our asta president grant shuster good evening president jabar uh trustees cabinet and our community at home um i never could have imagined when we finished up last winter and the the wave of covert that we went through that we could be back in a position like we are now i've spent several days the last few weeks out on campuses covering classes myself dealing with the situation and it really has been two of the most difficult weeks just because of the logistics and trying to deal with this since the beginning of the pandemic incredibly we're seeing just adaptive teaching and learning going on on every campus all of our district employees led by teachers in the classrooms have stepped up above and beyond reasonable expectation to provide our students and community with anything they need during this continued crisis and they deserve our admiration and respect i want to focus tonight on what all of us as leaders can do to make sure it continues on a daily basis for the near term there is nothing more important to educators students and staff then they feel supported it's not about long-term vision or new programs this month it is about day-to-day operation of sites what's currently most important it's making sure that merv filters are the people see the merv filters being switched out on the roofs and feel confident in the air quality in their classrooms when the little red light goes on on the air purifier it's knowing that someone's going to show up to take out the secondary filter and make them feel comfortable in the classroom it's walking to your mailbox and finding a half a dozen k and 95 masks that make you feel just a little bit better when you're going into the classroom in a situation like this and it's seeing as i did when i was out teaching at catella and anaheim and dale seeing site and district administrators heads popping out of the doors next to you because they're out there covering classes as well making us all feel that we are in this together and supporting each other safety air quality ppe helping with class coverage these are a few examples of what we need to do as a district in the short term to weather this storm we hope that the pandemic wave is peaking this week but if not we also need to make sure plans are in place if a campus doesn't have enough staff to open for the day knowing that and understanding a plan is in place brings confidence to people and they understand that the struggle won't last forever and won't get any worse beyond the current situation i also want to praise again this month the asta and auhsd bargaining teams for getting through a quick and difficult pro and efficient process with a tentative agreement that recognized the value of teachers nurses speech language pathologists and all other district employees during this most difficult time our membership ratified the tentative agreement with a 94 approval rate we look forward this spring to getting through the current public health crisis and moving forward with the lcap process with community school development uh and community school development which are just two areas where both asta and the auhsd are becoming national models until we get there i just encourage everyone in leadership and all of our staff on campuses to stay safe and take care of each other until we can get to the other side of this that concludes my report thank you mr schuster all right we're going to invite um i know adrian prieto is probably not here i don't see him am i inviting jennifer hippolotano why napolitano came to mind sorry my bad name correctly it's okay so that i get a pass sharon correct her name please thank you i know it now i'm actually before i speak i'm going to let sharon speak to you because she is giving us a farewell i didn't know she was going to be here we've uh in the past we've held the meetings on the third the second thursday of every month at workshop 5 30 our regular meeting at 6. at this time does that still seem as a good date for everyone all right then we will do our best to get to that schedule um if things do arise our problems do come up we do understand and we will work best we can to accommodate okay item 2.7 call to the public this is the time the public may speak to the governing board regarding issues in the jurisdiction the governing board and subject to reasonable time space and manner restrictions the governing board may establish comments will be limited to three minutes per individual unless specifically weighed by the governing board at the conclusion of the call the public individual members of the governing board may respond to criticism made by those that have addressed the board may ask a staff to review a matter or mass of the matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed as advance in advance as part of the agenda uh we have one call to the public scotty mcclure [Music] uh scotty from bullhead i'm gonna ask you guys as i did last night at the other board meeting uh that you please do not schedule any of your emergency meetings on tuesday nights that the school that the city hall has a meeting on you guys did it and then the next council meeting the other board did it and i can't remember which one did whatever but i can't go to both board meetings there's only four or five of you including these guys are required to go that's their job but i think that you can figure out something with only five board members on another night that doesn't go against the city council meetings i'm just requesting that i know there's i've it's just four or five of you um should i go against this uh mail-in ballot now um when we get to that point we'll we'll talk a little more and it might answer a lot of your questions that you have okay i wrote on i wanted to address 5.2 and 5.3 and 5.4 you can address those sure go ahead at that time um well if you have something you need to address about those items this is the time to do that okay i'll do it because i'm kind of um the this purchase of one new school bus can you go electric or gas i don't know how your grant or however your money is going to do that and i we a few years ago went to a gas bus in my school district where i'm from and 10 years ago they wouldn't go up a hill you know but they have improved them and i think you're going to be required these buses these diesel ones are going to last 20 years depending on how much you run it they're going to be obsolete they may require you to do this so please look into that alternative big time they are good ones now they will run up to catherine's landing i would suggest you do riviera lazy harry's on it but uh or freeway you know but uh anyway they they run pretty good and they're easier and cheaper they're easier to work on okay enough of that this mailing ballot election you guys have to go to the board of supervisors to get this approved don't you okay i have a feeling guilty is going to slam you why aren't you waiting until a regular election it costs you less the 415 that we took over epcor cost over 80 000 for a special election mail-in you have to mail the heck out of people that hey you know like 20 000 people whatever uh if you'd only wait like another month or two you might make it but you just shot one down down there in the elementary district again hilda's against this stuff and so am i so i guess that takes care of 5.32 no meetings and you know you can spend this 2 million dollars on the havoc 7.2 and the dress code this will be my last thing this is a grade school i read the paper okay this is a grade school not a junior high or a high school it is different than having this dress code for the high school students well some are just common sense anyway would you do half this stuff go to a first grade class and teach it come on it's it's this is crazy that we have to have these rules to start with uh footwear that is unsafe i think your insurance company will like that one i've worked in the woods i've worked longer and you know i've done climbing telephone poles i've been caught up with telephone pole flip-flops on and if osha would have walked by guess what a small stud in one nostril i don't like any thing through somebody's nose none should be what they're gonna why give an exception i guess it's a cool thing for the younger generation to do i'm not against tattoos i almost got one i was stationed in norfolk you know downtown and the guy said we don't do drunks come back tomorrow and i'm embarrassed about that because it was 3.2 beer how can i get drunk i don't know if you guys know that that was yeah anyway you hadn't had a beer since you know basic this visible tattoo tattoos which are visible above the collarbone you need to make an exception that you didn't put on here for tribal where i'm from we had a hoopa high school district and it was a hoopa indian reservation which included weberville for your information that's where bigfoot lives so anyway but she had facial tattoos so you need to accept those so you need to include that in there or you will get your butt suit i guarantee you and i think india if you have somebody that's has a red dot you know there's certain tribal and ethnic things that you need that you did not include in this part here alcoholic beverages okay i can go for that geez ah glad i quit drinking hats inside the buildings i guess that's for staff only because i taken my hat off and i do have hair thank you all right item 2.8 adoption of the agenda do we have a motion to adopt the agenda i'll second that motion all in favor aye corey burgess i'm amanda ayman aye charlene hi anna boyk so moved item 2.9 donations uh we want to thank all of those in the community that step ups and um uh the second was uh mistias all those in the community that step up and help our schools out it is greatly appreciated sunrise elementary received a 250 in starbucks gift cards and breakfast from desert shores community baptist three tossa gift cards for 15 from adk alpha zeta chapter four spring clips bird seed at an estimated amount of 31 and 55 cents from tri-state uh ace desert valley received 550 of uh massages from depressed massage uh 358.81 school picture commission from life touch national school studio um you did have a question yeah i just had a question um i mean we've got a quite a few of the donations on there but i was noticing when i was reading the um administrator reports there was donations in the lines of the administrators reports but they weren't all reflected in there and i just want to make sure that we're definitely hitting everybody and thinking everyone who makes those donations and so i just wanted to see and the tax information tax information for them part of the problem is that our new administrators don't understand that they need to send that paperwork through to us to get in this list as well so we we're working on educating some of our new people those are kinds of things that never get presented in course work you do as a principal and that kind of thing so we're working on that to make sure we get those listed yeah i was just noticing there was like a cup there was like i think three for desert valley for instance and we only have two on there and i just want to make sure yeah there's another 40 donation for something i just want to make sure that we're getting them their tax information and properly thanking them because we do appreciate it and we don't want anybody to feel like we missed them or we left them out on purpose we do appreciate it and if we forget you we're sorry it's not on purpose right absolutely thank you um 2.10 superintendent reports dr stewart mr president and board members you have a number of reports there nothing to update in that i will add uh additional information uh this has been quite a weak uh really hard hit to our district for covid and other illnesses uh today we had 80 confirmed 84 students out with covid confirmed covid and 27 employees we have about 12 or 13 employees awaiting test results it hit for employees it's hit really hard at desert valley and diamondback both of those schools have been short one-fourth of their employees this week so they've been very active in figuring out how to cover classes and do those kinds of things for students it's hit fox creek very hard 44 students there and 158 students absent today that's 28 percent of the student body so we've been hit hard this week and various things with transportation you all know that we're short of drivers to begin with and we've had a number of illnesses and and various things going on there so the good news is that our folks are wonderful about stepping up and taking care of what needs to be taken care of but it's it's been an issue this week and that's the only update that i have for you a huge thank you to our staff for doing so in in very tough times so they are much much much appreciated thank you very much 2.11 board member updates do we have any updates from board members this time no item three the consent agenda we get a motion to adopt the consent agenda as submitted i'll move that we can adopt the consent agenda i will second that all in favor aye corey burgess hi amanda eamon hi charlene diaz hi anna boyd so moved item 4.1 covid protocols for students and adults dr stewart mr president and board members i'll start with the protocols for students as you know the cdc came out with some changes and updates in the protocols we waited until we had the direct information from arizona department of health services and so on page two of i'm sorry page three excuse me of the protocols you can see in red the things that we have updated to match the current adhs protocols i will point out to you that there is a definite connection with the masks and even though we can't require masks for most people the cdc and the adhs are very clear that if we allow students to come back after five days that they must be masked for the next five because they are they may still be contagious so that's one of the things that i wanted to point out and then you notice the corresponding change for when when students have been sent home or with with symptoms or there is someone in their household who is contagious and then there is the change for who's not required to quarantine that's a whole new section at the end so if you have any specific questions i'll try to answer them this was a very confusing document and i tried to simplify it in a way that folks would that are health attendants first of all would understand and in a way that we could make it understandable to the public so i guess like one of my first questions is if we can't require mass to be worn in the schools how can we mandate them to wear them when they come back well considering that the uh the courts have overturned the governor's uh uh the part of the governor's statement that and the and the legislature's law uh forbidding requirement of masks that allows us to do it in this circumstance so it's not like we're saying everybody has to mask it's conditional upon this so it is legal we've talked with the attorneys in fact several of the attorney groups have given us this information also through both the trust and asba okay so nicely okay so the only thing that i see well i mean i'm not gonna get into all the things that's wrong yeah yeah uh but i will say that in the very first part this is the same one with the employees i noticed that you have this as well um for the first part you have symptomatic or asymptomatic right but asymptomatic people would not have a fever they wouldn't have first symptoms they wouldn't have any symptoms so that whole part there could just be about asymptomatic students basically that who test positive for coveting me code 19 may return to school sites uh when um you know after they've quarantined for five days and they continue to wear masks for five days but having symptomatic in the first part and then have an entire section on if you have symptoms is kind of uh redundant and actually quite unaccurate yes and that's part of what's so confusing about the document that came to us really the only time that there would be a situation where an asymptomatic student might have been isolated or quarantined in the home is because somebody else in the home had you know has coveted so yes if you'd like me to take out the or asymptomatic in that first line i certainly can do that because that's the symptomatic piece you're correct is what applies to the first three bullets i can't do it on the screen so i'm going to make notes if that's what you all want us to do well that would make more sense because technically i mean asymptomatic people have symptoms so if you have something specifically for asexual people we don't we don't other than there was in that long document that i tried to make more sense of if if the asymptomatic person is kind student in this case is coming to school and then develop symptoms of course they're supposed to stay home and do whatever i guess i would say that's common sense but common sense doesn't always apply in in certain circumstances but i think it makes i think you're right and it makes sense to take or asymptomatic out of there i don't know i just kind of get confused when i start reading all this and it's it's not for but stuff like students with covid 19 like symptoms have you looked at the list of copied 19 symptoms yes and we expect that we for our yes but we also know because we're staying on top of this and we knew from the from the other list so students must have multiple ones before we would send them home probably three but if they have a fever they're going home regardless but if they have if they have three of the others that's when we send them home but is there like is there like a place of logic and understanding in those three because i when i first read the list six of those i get uh when mother nature shows up which i wouldn't complain about as a student but i'm just saying well that's where that's where the knowledge of the health attack because it's the health attendant who makes this decision and uh and we've worked hard to have them trained and have them be consistent uh from school to school so that and of course with the older students middle school and junior high um you know the they've talked about those kinds of things so there has to be some logic attached to that and we can't list all of those kinds of exceptions in this kind of a you know this would be six pages the the document that i used to update this was five pages and i was working very hard to not make it be you know it's too confusing to do that and i and i think you're right but it's it tends to be the more uh specific ones so does the student have a sore throat does the student the fever obviously we're gonna it doesn't matter what illness the student has if they have a fever they're going home you know the flu it has a fever a strep throat has a fever anybody who has a fever is contagious with something so that has been in our protocols for health for sending students home for many many many years the sore throat the the dry cough for children it tends to be a very runny nose those kinds of things so there have to be at least three okay and then one other concern in regards to when they quarantine due to exposure to code 19 because this is also on the employee one as well um after the five days they have to get tested and if the test is negative they may you know return to being a student or work or whatever like that um but how does this address some of the uh reports from the cdc that are showing that people can test positive and not actually have it like they not have active if they had it but it's gone it's pretty much gone out of their system but there's just enough in there that it's making tests turn positive because now you you're dealing with students and teachers that are having to stay home in a time when well i mean students one thing and then of course like employees it's like lovely teacher shortage and they have to stay away more and more and they may not actually have it i mean i don't know how many people i know that had one person that had it in their family and nobody else got it right and then and that's fairly common to address the first part of your question uh which is um which was um about them getting tested oh getting in their house tested it and if it goes if it's positive and stuff and now they have to be out well they would have to if they if they now are positive now if they had been positive so we now know that there are breakthrough cases but we also know that any anybody who has had covid at some point in the past may continue to test positive for so if we know they've already had it and they're testing again that has to be taken into into account if they don't have if they test again and it says positive but they have no symptoms and we know they've already had covet they're coming back that's part of all of that confusion in that mold that multi-page document of if this then that if this then that you have to have evidence there has to be evidence like that they had previously tested yes because what if they were sick over christmas break and they got themselves tested and now they're going to get tested in february and they get tested positive but what if they keep getting tested positive well if but if they once they've tested positive so maybe they were sick over break and they didn't tell us or and they didn't test or whatever so the first time they test positive and they have symptoms they need to they need to follow the the protocol well first of all first first of all if they're in a in a household with somebody who has covid they have to quarantine i mean they have to that's part of all of the regulations is you know all of these the protocols is that the family then is quarantined for at least the five days we address every single situation individually we look at whatever evidence we have for each of each of those situations the health attendant you know is the one who's right on the front line and knows what's going on when the families talk with us about it we're not trying to keep kids out of school and as it turns out your your decision at the beginning of the year not to quarantine our students or our employees because of exposure has been a good one um uh in this case though where we have situations where kids are presenting with symptoms this makes sense like symptoms i understand it's just the asymptomatic cases and the and those are yeah and and the thing is with asymptomatic cases those may be the cases that are that are exposing other people you know whether it's in the classroom or with staff or whatever and we don't have any way of tracking that we have no way of knowing about that so if they're asymptomatic they're not likely to test and they're likely to be in school i don't know that that's i i don't know if that helps answer your question or not it's just become such a strange yes strange situation i mean we have high schools yeah we just have a situation in in the world we live in now that i mean we've always had illness this time of year it's always been a situation always been a problem people are always going out sick yes but i mean of those 84 how many of them were ill for one day but they tested sick now they're out for a week well the thing is whether you have if or didn't test it because they were exposed so they did the right thing right got tested came up positive it doesn't matter though if they can they can still transmit the disease right you can not have any symptoms and treatments i just want to go back and forth yeah and that's the problem we've got is we never know what we're every time we turn around it's another story every time we got something of it is not going anywhere it's your stay and we gotta either figure out are we gonna move forward with our lives or are we going to deal with what we've got you also notice that the the mortality rate is significantly dropped um compared to what it was exactly and um so water i mean i just i just don't i just don't know it's almost non-existent i've been thinking about this the other day and in 2019 more children died of the flu then have died of colon combined like it's the entire time so it's it's just not high risk for them i understand that there are some some adults that are high risk you know what i mean and stuff and we want to care for them but there has to be a place where we can allow that care for them while also allowing our kids to keep having a normal a normal life and not be like live in this place of fear all the time because they might get the sniffles and and let me present it this way the current protocol that is approved that you all have approved is the 10-day protocol and and and this is shortening that and this is you know this is trying to step back um because i agree with corey you know we're going to live with this for a long time and at the same time we don't want to step back to nothing you know we this is this is kind of an in between this is okay we had a very strict 10-day protocol and we've been enforcing that clear through today because we hadn't presented this to the board yet um but i've been telling my you know my leadership folks and anybody who asked that we were presenting this because we wanted to step back a step um and and move us in the in the right direction um so you know that that's really the intent here is for us to be less restrictive than we had have been first semester uh or in the past you know or last year for that matter no defense no offense no no no and it's okay and i'm not trying to be critical i'm just trying to give some perspective on this so that uh so the public also understands that we're trying to you know we're trying to be less uh um restrictive if you will then we have been get our kids back sooner get our get our staff back sooner but also make sure we're still keeping people safe any other discussion okay do we have a motion for 4.1 whether there are two parts to it i put them both together well it says 4.1 on mine is students and adults yeah well this then we have the separate protocol for the adults so you have it in front of you also yeah all right it is very similar um uh based on what you've already said i will remove or asymptomatic from the first one it's very much the same covet like symptoms yeah i think as we were talking about under the kobit like symptoms um again um how how will we determine the magic number i'm obviously a fever we all know that a fever is indicative of an infection whether it's pelvic strep flu whatever um but without covet-19 testing the employee must stay out of work for at least five days and may return to work if symptoms have improved and continued to wear a mask for five days or provide that they had something else right um if they're just feeling under the weather if they have a stomach maybe they ate something bad like i don't nausea diarrhea vomiting those are all now on covet 19 symptoms but they're on there they may be on there we a whole lot in terms of our employees a whole lot of it has to do with the conversation between the health attendant the principal and the employee or the supervisor and the employee and so our in fact this week because we've had a number of adults it depends a whole lot on what the what the employee is reporting and we're not making them go okay unless they have the fever and because the fever could be flu or some other things so say must stay out of work so if we're telling them to must stay out of work i i just worry about the wording only simply because um i know that when we require our employees to go do something then we're required to cover that in certain cases like if we were to if i have a kid who drug tests and um i tell him hey you need help then the school now has to pay for that because i told him he needed help are we with that must now telling them with no with with covid like symptoms without testing and we're telling them they must stay out of work for five days is that on us or is that on them in all of our covid cases we asked you as a board last year to extend what had been originally proposed originally covered by the federal government up through december of 2020.

the number of you know k-6 students has risen significantly we've had to add we add more sections of of k through six so we need more a little bit more music staff to be able to cover that the next halftime position there is a birth to three uh teacher half time that's because of demand for birth to three services in our community we're one of the few districts maybe even the only only that is a state contracted birth to three service provider we do that because we realize that those students with the most intensive needs in our community could only benefit tremendously by us providing that service we do that and build the state it's all billable hours that halftime position is a position that we know based on demand right now real time that we will recoup that money based on the demand and the service that will provide the last position was the position of transition coordinator evaluator given the fact that the state increased the age limit there we have that many more students engaged in that process now rob and anne carey our you know pps director will be giving a presentation about the special ed element of the budget it's a pretty significant portion of our budget so i'm sure she will address that piece for you there but really i mean this is not alleviating responsibilities from anybody else it's it's keeping the class size ratio even though it's the highest in a decade as close as we can to what we currently have by adding those positions at the three elementary teachers great i just want as we move along this process um kind of little chunks of clarifying of if robin's going to do that later that's that's wonderful as well too um i thought i saw a 912 but that you're referring the 912 coordinator as to the transitional position i don't have the powerpoint on there's a um yeah there's a list of what if wish wish list basically that wish list but things that we think would enhance the programming and i think that's what tony's asking okay and the others are asking um you know can you elaborate on those needs and then i you know definitely we can we can put that forth later so i think you're asking the same thing with maybe the misconception that those were included in our budget they are not none of those things are included those would allow us to accelerate in my opinion okay all right thank you sure tim thanks tony so our budget's around 80 million dollars correct proposed budget that includes about 10 million dollars of ecs funding the education cost sharing formula the money we get from the state with regard to that formula does it incorporate the number of students so the first of all the ecs formula that 10 million dollars is not we're not spending 90 million but getting 10 million from the state sure no i just want to clarify for everybody we're spending 80 million and what we saw in revenue goes back to the town so it's a net of 70 as they calculated the ecs calculation we were having this debate earlier today or at least discussion it wasn't really a debate but um the we'll provide you with the ecs formula uh reflects but it's not necessarily a student count driven formula because i was hopeful that you know geez with our increased enrollment is there anywhere where we get more money as a result of that and it's not through the ecs formula that's driven by you know grand list and um you know community wealth and it's not necessarily to our knowledge driven by student but like i said i will get you that for tuesday there will be a myriad of questions that come up over the course of this process that you know we do our best to try and catalog every single one of them and be able to you know get that back to you as quickly as possible and i'll definitely get you the ecs formula it doesn't sound logical i'm completely baffled by that i honestly thought the answer was gonna be yes of course it does tim right like you know but um we're gonna explore that a little further and get it back because like i said we were having just like what 5 30 this afternoon that sort of debate we're pretty sure it doesn't but we will look into it yeah sure and and i guess the the key thing what i was thinking would be critical is what's the measurement date i know you measure for a lot of your records you do october first first yeah i mean if that's a rolling target you're already above your what your two your projected enrollment we're above that for two years from now if i read this correctly yeah that projected enrollment it was the nasdaq projected enrollment that would throw it out you know ten years but um for next year's projected nasdaq enrollment we're five students short of next year's projection today okay and you know scott jeffrey is like the ticker he tells me every day when when the enrollment comes out we got five new kids today and you know they broke 800 students at highland for the first time in a long time um right after the holiday so you know again i wouldn't be shocked to see us break that projection at the end of this month and so on october 1 next year would be the new state calculation and i understand it the state can't be just taking random days from everybody on october 1 what's everybody's enrollment and that's how they decide on a lot of stuff but um yeah we'll get you more information on the ecs grant thank you and just the one other point terms of medical benefits if there's anything that we could get that relates us to other towns i mean there's got to be other towns that are in a similar situation and just curious to see as a benchmark and when i say similar i you know um total population faculty and staff similar ages similar whatever it might be however it's defined by the actuaries i just wonder if it's normal what we're experiencing right here right now the difficulty in doing a comparison is that every every plan is going to be different but tom kwalchek represents many towns in addition to cheshire so you know i'll ask kevin yeah i mean i get it there's there's a ton of details that can throw everything off but in a macro picture i'm thinking there's got to be some sort of trends out there where we're either in line with it or not and that's what i'm curious about i mean some of the information that we get from cigna shows that our plans are not running out of norm as a total town and quarterback of mine you know there's two things there's two factors i know we're going to go through a lot of detail sure tonight it's one we've not been funding to the expected claims level right last year we funded 800 000 a month or so we knew our claims expectation was 900 000 they're coming in above that so part of the gap that is this 2.2 million is because we underfunded last year so if you want to fund up this year you have to make that up plus your expected increase in actual claims so but again a good portion of the presentation tuesday night will be the benefits medical benefits in particular so i'll ask tom if he could bring whatever information he has and i'll pull some of the data from that as well okay yeah and i am interested in that in terms of uh what you were saying about the underfunding over funding anything like that but it's really the not the 800 that we funded with the 900 expectation but our 900 expectation against other towns anyway thank you sorry dr solomon i just i i guess what i'm trying to get out of my previous question was your what-if wish list i was hoping to kind of see more of um staff that would impact students meaning you know we have learning loss it our kids haven't all of a sudden caught up they're still learning loss and so going forward you know what are we doing to provide any additional services and support to accelerate our kiddos because the wish list doesn't seem to have those types of staff members that will do that well i will send you our bounce forward plan from last year which really addresses that component of it thank you i think that's it dr song thank you guys thank you appreciate your time and attention so before i move to during the meeting just uh i'm not going to be the entire budget meeting schedule but uh next week january 18th at 7 pm is um start a public budget review uh with a review of accounts mystery accounts that's led by the finance committee uh and usually the whole board is there to see uh the detailed presentations and plenty of q a there on january 20th at 7 30 p.m is a boarvat business meeting january 27th we continue the public budget review uh on january 27th we also have some responses to the superintendent's budget from the board depending on how things go and then if necessary in february third uh if everybody's ready we'll have a special meeting in the board of ed to adopt the budget we essentially need a key frame to date but we must move a budget over to the town manager is about usually by february 15th yeah so so the meetings may be added on as we go along but we'll see that being said uh they have a motion to adjourn a meeting uh faith seconded by sam all those in favor thank you to meetings adjourn thank you

before i begin i would like to acknowledge my predecessors jackie brock and sharon yeager their many years of dedication continued support and efforts have ensured that our members meet the needs of the district i am also here to present the anaheim high csea chapter number 74 initial contract reopener proposal as we go into negotiations for the 2021-22 school year they have already been submitted the board has them um some of the articles include health and welfare working hours wages and items related to wages vacations and association rights that we'll be negotiating with the district finally as we are dealing with the adverse effects from the covid pandemic i would like to remind the board that many of our employees continue to remain vigilant in providing service to the students and parents of our community as many of our employees students and parents are being inundated with illness we thank our district for continuing with the most current and stringent safety protocols thank you jennifer hey polito there you go she's going to be a fantastic csa president she's she makes me very proud good good sharon we'll see you at your retirement party but i wanted officially thank you uh you've been great for the district and thank you since i've known you you always put the interest of our students in the district first so thank you very much and give our give our love to jackie thank you you guys just need to pray very much we will absolutely thank you all right and then i'm going to invite hilda vazquez the 28th is her retirement place good evening everybody it's great to see you happy new year president javar bore trustees superintendent matsuda executive cabinet and esteemed guest joining us students parents staff and community members it's great to see you tonight and give you a short report a lot of what has been said by our student trustee and also for the other unions i just want to reiterate how busy we are already this year we're two weeks into the second semester but everything is in the full swing of things we are in the middle of winter season for sports so as you heard everyone is working diligently to make sure that all of our services all of our athletics all of our activities are happening and i definitely want to recognize and we are incredibly grateful for everyone going above and beyond to cover making sure that all of our services and everything happening on the site is happening and so as you heard earlier it has definitely been a busy two weeks and yes we've already cleared our schedules for tomorrow counselors at my side administrators to make sure we have classes covered um we want to make sure we're there to support each other we know we're going to get through this it's just a little bit difficult right now so we just want to let you know that we're doing everything in our power to make sure everyone is safe and also making sure that our protocols are in place and that students and classes are happening um as you know because we do have some students at home uh we also have begun some discussions and creative discussions about maybe online tutoring or supports from counselors office hours during the day things like that and also even possibly doing some during the day portfolios or even doing some of the fafsa applications and so even if they are home giving them the opportunity to continue not to only work on the content but on the things that they need the services for from every school site and so we're working on that and coming up with some creative ideas um also as mentioned earlier we are preparing for our servathon there is a list the activities directors have a list of all the activities for the sites and as you notice a really wonderful event for our students to give back some sites have moved the servathon day because of the staff to saturday which is great it's an opportunity also for students to come and so we do have ongoing activities on some sites monday some other activities on saturday paired up with saturday academy we also have been passing out the testing kits at the school sites at the comprehensive high schools we did that on sunday this past week so i want to thank the district staff all the people that worked on sunday to provide that those kits for our communities and our students and lastly i want to thank you i know that this is a school board appreciation month and as many of you have echoed trustee piercy your leadership last year and instrumental but every single one of you your voice on the way that you empower our students and the way that you continue to lead our district uh is really powerful for everyone here and so i want to thank you for your service and that is all for my report have a great evening thank you all right our next item is our ptsa report and i don't see anybody from ptsa here nobody right okay we'll move on to our presentations oh my god apga you say we had somebody else here i know that's a guy somebody new good evening thank you for having us i'm michelle bennett i'm representing apga tonight um i'm also representing kennedy uh for a story a student story and i'm jamie nguyen i am the lead counselor at walker junior high and i am here to share a story about walker students thank you so i'm going to actually talk about a student i had in 1999 when i started at south and the reason is because this student actually has been a driving force for me all these years even when after i've been transferred to kennedy and with any student i've worked with in the district and so in 1999 after columbine a principal had referred a student to me because of staff and teachers being very concerned about his behavior and when i started working with him he just did not talk at all he did not express himself at all or anything continued to work with him and he liked to draw so i just let him come into my office and let him do artwork i noticed his artwork there was a lot of disturbing things he was drawing a lot of killing a lot of blood a lot and this was concerning after columbine right so very high alert he still never spoke and it took a few months and we made it talking points and he finally started expressing himself and i know this seems like a very extreme story but i have a point to it he started expressing um all the disturbing things of why he was expressing this his mom was a prostitute his older brothers were beating him with a baseball bat his uncles were abusing him so this brought us as a school team together to how to help this student and you know we got law enforcement together we got child protective services and it really took a team to help the student and we did and a few years later i got transferred to kennedy and i got a phone call from a group home and a caseworker told me that this particular student wanted to thank me and south junior high for helping him save his life and so i know this seems extreme but it is really a driving force for me because there are impossible cases the student would not talk at all and um it's still a little bit emotional for me so bigger picture i feel very blessed to be a counselor in this district because we have the we're able to have the position and all the skills to collaborate with so many people we collaborate with district we collaborate with administration teachers social workers school psychologists law enforcement outside agencies like so many people but that's our job and we're able to do this and we're able to help students academically social emotionally and just being able to survive so um that's my story so yeah yeah so thank you thank you to the board for supporting counselors thank you for the district personnel to supporting counselors thank you very shallow so i'll kind of piggyback on on her story i think collaboration is is a big thing that counselors work and we we all know it takes a village to take care of a student to raise to raise a child and i think we're part of that village we're kind of the coordinator of the village in a sense so my story comes from a couple years ago as well right shortly after school started a student showed up to enroll in seventh grade he came with his grandmother who was also his foster mom at the time he had been removed from his home from his mom for safety issues come to find out when i was sitting down to register him and kind of get his background story his mom had not had him in school for several years because she was homeschooling him at home which didn't really sound like he was getting much of an education so i strategically scheduled him into classes where i knew that there would be teachers that could support him extra instructional aides that might be in there to offer support since he was missing out on some vital skills uh we started school he started off in classes and immediately was overwhelmed not only did you know the the academic work you know become too difficult for him but just the day-to-day sitting in a classroom and understanding that you can't get up when you want you can't shout out you have to raise your hand he didn't have any of those skills so he would come to me crying overwhelmed my job was to try to figure out how to calm him down how to get him support so we did a lot of breathing exercises grounding exercises journaling trying just to get him to the point where he could go back into class i ended up collaborating with our emt team and we decided eventually to test him for special ed which he ended up qualifying for so we were able to give him some more support he left for summer come back as an eighth grader almost a completely different student he was thriving he had friends he had confidence so just watching the dynamic in him change watching him become successful watching him make friends it was it was you know heartwarming for me he's somebody i still think about i do know currently he's a sophomore in our district and he has a 3.71 gpa so despite you know where he started he's come a long way and i just i love the opportunity to be able to see that happen with students to be able to be part of a team that's pushing students in the right direction to get them all the supports that they need so thank you guys so much for listening i do have a gift for you because it is national school board month so on behalf of our kindness club and our five seas coaches i have a hand sanitizer and a stress ball for each of you thank you so much thank you very much [Music] again thank you for sharing the stories i think apga does a fantastic job of actually explaining and getting counselors to come out and speak so i appreciate the stories thank you very much all right thank you and i want to say also it is amazing having been a teacher uh counselor even more so touches so many lives in so many ways and to be able to look back on how you really helped a student is always phenomenal and it's such a good feeling and to to be able to keep track of them too and when they come back once in a while that's when you really find out they don't always come back so you don't always know but it's really heartwarming to hear your story thank you both of you thank you thank you very much i'm using the stress ball all so nice thank you all right uh next are presentations and i'm gonna invite uh mr manuel colon to make the presentation or introduce the presentation thank you thank you president jabbar and board of trustees it is my honor and pleasure to introduce and bring up our uh anaheim high school biotechnology pathway who uh you're going to be treated and amazed at how far it is and and the wonderful work that is being done at anaheim high school i don't want to steal any of their thunder so to introduce and uh the presentation and also introduce the presenters i'm going to bring up our coordinator a 21st century career readiness mr scott rendell thank you ma'am well so good evening board of trustees cabinet members of our audience and community members i'm proud to introduce our team from anaheim high school and sycamore junior high school to uh representing the biotechnology exclusive pathway in the next few minutes you'll hear about their progress which represents a great example of one of our our most important 5cs collaboration you'll see that represented in their presentation and in the results that they've achieved and that they're presenting to you tonight and that's that's very evident tonight and very proud of the work that they've done at this time i'd like to invite principal robert saldivar of anaheim high school to tell you more and to continue the presentation thank you all right good evening everyone glad to be back let us see everyone happy new year to everyone okay my name is already underdo so let's not go off script with me tonight is our all-star biotechnology leadership team that will soon be introduced as well some of you might be wondering what is biotechnology while there are long and formal definitions what really matters is how biotechnology is a plot can be applied so that it's relevant to our students and it matters to our students if we go to the perfect next slide awesome here at anaheim high school we have endeavored to build a biotechnology pathway that will generate a high caliber workforce versatile and skilled to work in the countless areas of biotechnology world we are one of only 13 k-12 schools recognized in the state of california by innovate bio a national network that provides leadership in biotechnology technical technical education including support for the development and sharing of best practices and emerging technologies and biotechnology workforce two of these schools are located here in our district i want to take this moment to acknowledge and thank our board of trustees and our district for having the vision and surrounding us with more than enough support to make this happen north orange county rop for believing in the vision and immediately coming on board to help build this program and again our all-star teams both at sycamore junior high school and anaheim high school for all of the hard work dedication and commitment in successfully getting this program off the ground now allison conrad our assistant principal overseeing career technical education and career pathways for anaheim high school will further explain thank you everyone thank you and good evening as simon snack says our why is not the result or the product it's our purpose our cause it's our belief and inspired organizations think and work from the inside out using the career preparedness systems framework auhc's leading model for workforce development in our pledge as the blueprint the biotechnology leadership team was created and began planning in the spring of twenty twenty despite the challenges of the covid pandemic our team persevered in creating a robust support infrastructure this has included locating and equipping a lab recruiting an industry-based educational professional implementing a sequence of courses for a two-year pathway developing a logo and a marketing plan vertically aligning from elementary outreach through post-secondary options collaborating to integrate with a rigorous core of academic courses we make decisions with our students in mind they are at the center of these critical skills outlined in the cps framework the 21st century skills the technical skills the cultivation of student voice and purpose anaheim students are effective communicators and collaborators they think critically to solve relevant issues and have meaningful and creative solutions to problems they act globally using their own civic voice to take informed action to better themselves their school and their communities and our students do all of this with compassion and upstanding character these are the cornerstones of instruction and reflection throughout ahsd courses and our extracurricular opportunities and they're deeply embedded in the development of the anaheim high school biotechnology campus our future looks bright as we're building the necessary framework to support our students all the way from sycamore junior high school to senior high school with us at anaheim and through to post-secondary options students can look at three ways to access relevant career opportunities in biotechnology there are opportunities they can access directly out of high school or that they can undertake while concurrently enrolled at one of our community colleges such as fullerton college there are also career options after they complete their associate degree and technical certifications and finally students can opt to complete their biotechnology focused bachelor's degree at a traditional university or miracosta college while some options are locally listed here there are many others that are available and now i have the honor to introduce one of our collaborative partners gail kairis from north orange county rop good evening and thank you for the opportunity to partner with you in this innovative and very exciting venture um as alison was talking about the wise the biggest why or purpose whenever we're planning a career education pathway is to ensure that there's meaningful sustainable and lucrative job opportunities for students at the end of the program and so for this we looked at the labor market data the 2021 california economic impact report which references the fiscal year 2020.

to updating you in the months ahead remember sunderland pride is contagious [Applause] we'll move on to reports california school employees association cse four pages huh the payroll department which is already overly inundated have worked hard at getting their errors fixed even coming in on their way member absences from covid and cova corticals are stressing the subsystem which means that members have been taking extra students in classes many members have to sub on their prep period or take on additional classes just so the school can operate continue to operate some members are even working during their duty-free lunch to help out with lunch and yp tables or being a proster and they aren't doing it for their 25 seconds every employee classified a certificate wants what's best for the school and the students however this means they have no time to prepare create or contact parents until after duty hours i have never been so concerned with member burnout but this year i see and hear from members just trying to provide access for professional development and conferences are being cancelled because our system cannot handle the day-to-day needs of our profession we are expected to be superheroes but the district admin gets to go home at a decent time even if their work isn't done it wouldn't be a problem but they are not doing their job i lost my friends and we are the ones that have suffered i know that district employees are substituting that five dedicated but they leave their jobs undone and no one is staying late to finish their meeting again drive by any school in this district and you will find cars that are late into the evening and often on weekends drive by the district at 5 pm and you will only see mine in the janitors i fear that most of our teachers will quit our new teachers will quit this year because of the number of hours and lack of support as they learn the district and their jobs in december we have six members for from one high school resigned due to various reasons but a six percent turnover halfway through the school year at one site is a cost for conservation a buddha realizes that cobit is no one's fault but something has to give we understand that the district cannot go virtual within the financial life loss but we need we do need to do something for these hard-working employees we need to feel appreciated and we are not appreciation can be many things delivering lunch to a site once a week school board members um visiting the site and working along with us a simple thank you note that is individual to everyone not a math thank you you can hear all the problems but you don't always understand until you experience them in person i went into a classroom this week and helped out this bed classroom was down in eighth so the other age who should have been helping the whole class have to spend time focusing on one student who needs a one-on-one aid but doesn't have one i worked with that student for three hours and i was exhausted imagine trying to do the job of two people day after day it gets this healthy we ask that you spend some time and think about all these concerns and what can be done to make employees feel appreciated and to ensure that employees get their pay on time and correctly there is no excuse for that something has to be done because this cannot be the theme we have to come up with a plan or we are going to have to close full sites because we don't have enough people to run them we appreciate you hearing our concerns and hope you understand what everyone is doing and without appreciation this district has asked us time and time again during the school year to give them great as they navigate the bumps in the road for high employee turnover and training new people where is that great for us the employees on the ground face to face with the students on a daily basis thank you for listening and have a good night okay moving on to item four closed session reports if i can get the clerk we'll report on the actions taken in closed session dennis in closed session the board of trustees took action in support of the following recommendation from the superintendent on a motion by maria appara second by rick raleigh 5-0 vote we appointed priscilla avila as assistant principal elementary setting bull academy range 7 column 1 on the certificated management salary approve the memorandum of understanding with the california school employees association cse chapter number 828 dated december 7th 2021 regarding the covet 19 leave and testing thank you that's it thank you moving right along adoption of item five will adoption of the agenda the board may approve the agenda as is or add or pull items from the consent agenda for discussion or action so we will need uh a motion to approve the agenda as is so move okay we have a motion by uh dennis a second and a second by maria is there uh all in favor of the uh approval all right is there any opposition hearing then it'll be the order thank you i'm moving on to item can't wait kylie do we have any uh public comments we do have one okay and um before i move on i always like to read this here as provided in our public comment card speakers are requested to please limit the comments to a maximum of three minutes if more than one person wishes to speak on the same topic speakers should limit their remarks to new information only public comments shall be limited to a maximum of 20 minutes per item in a situation where the additional public comments have exceeded the 20-minute maximum time per item members of our community will be able to submit electronic public comments to kylie cadell avusd.org by monday january 17 2022 at 12 p.m these public comments will be publicly posted and distributed to all members of the board of trustees and information card with information is available at the signing table uh with that said we have the the speaker will be uh i'm sorry here that's um williams yes been waiting patiently since five o'clock and you're up don't pull that down we hear you better thank you my name is michael williams being a former student within the alpha valley unified school district graduating from jefferson elementary apple valley middle school and later album valley high school in 2014 i continued my education and graduated from san jose state university with my ba degree in african american studies i am currently pursuing my mpaa in public administration i have a seven-year-old sister who currently attends the upcoming elevation that's fine okay you need to start over so i have a seven-year-old sister who currently attends yakuloma elementary school um and she's attending that school around the same age that i attended it's important to shine light on the void that i had as a child and one i hope my little sister doesn't have to experience and that being a lack of representation in all aspects concerning african-american contributions to this country and society at large since the brown versus board decision in many african-american educators counselors and principals were displaced and with the lack of black educators in california institutions especially many black children aren't given the proper understanding concerning their cultural background and contributions to society causing these self-destructive behaviors we see in black americans today i think a solution would be dedicating aspects of our standard core curriculum to educating all students k through 12 on the countless black inventors who have pioneered programs like stem science technology engineering and math introducing the ingenuity when discussing historically black persons aside from rosa parks and martin luther king although these are great individuals we need to broaden our scope on black history and introduce black innovators like marie brown who invented the home security system um [Music] granville t woods who invented the telephone system and paul e williams who invented the first useful helicopter these three black american pioneers and many more have yet to be uh to receive the acknowledgments that they deserve and um one way we can implement is to use the budget to get quality and qualifying black educators on board to teach i think representation in the classroom matters images of black inventors should be placed around the classroom with their names and inventions attached i think two black inventors per classroom should be taught students should be quizzed on their contributions and write papers about them so i think this will begin the necessary dialogue our education so desperately needs many black parents have no idea about the numerous contributions their fellow black men or black women have made primarily because after the brown versus board decision it was never taught in their school systems go ahead finish up yeah so i think this would be a great first step and i'll stop there thank you thank you ms williams for your comments oh is that it kylie for the public comments that's very good thank you thanks for waiting an hour and a half appreciate your time moving on to superintendent come on so trenay yeah i do thank you um miss williams um i'm sure there's people at the dios that will be making contact with you to talk about what you've presented and we love hearing from alumni who have success and some expertise so thank you for the comments um we're also getting ready as a community to send out a thought exchange um sb 328 requires high school start times to change effective next year no high school can begin before 8 30 in the morning and middle schools middle grade students cannot attend school that start before 8 am because of our transportation flights this causes a complete shift of times for the entire system and so right now we want to hear from our families and i do want you to know that they're the only way that we don't change is because of um being designated as rural our current district does not have a designation as rural even though we bus over 200 square miles um we don't have walkable roads we don't have sidewalks street lights and so that's not taken into consideration student safety was not part of this senate bill however because of that rural implication one high school one elementary school is identified that way we are seeking an appeal a waiver um process for this and we'll do that parallel to making plans for a change if we don't are not granted the waiver um but we believe that student safety should come first at this point and the littlest kids would be out on the streets at dark either in the morning or late in the afternoon and so um just doesn't make sense people don't live in our area they don't really know how this works the second thing is after returning from break we met with student advisory fourth through eighth grade from throughout the district um the students are always giving extremely authentic feedback about school sites about what we all as adults can do better their feedback is what we seek because those are the students the people that we serve in this district throughout the process they were actively involved in problem solving but even as much as we thought we had it nailed their favorite part was when the nutrition services department showed up with a taste test for new menu items and let them vote on what they thought was the best so um it was the same thing the year prior they they gave us feedback and told us what they wanted and um so we love having students back in person and being able to do that and we will do the same process at both high schools um to gather a greater impact at each school site and then i just want to say how grateful i am for the opportunity the past two weeks the willingness of staff i know ms croft spoke about not being appreciated the attitude of the absd family has been incredible people are doing things they would not normally do everyone has subbed across students in crosswalks tested staff to get them back on property or german bands to get kids to school so whether the statement of appreciation is not good enough i appreciate everybody in this district assumptions of what people do what time they leave from the office aren't necessarily accurate and so i just want to say i know people are working really hard and i know that it is everybody in this district that is working hard to do that and support our children including the parents who got their kids to school after 10 rounds were cancelled so um that said we're hopeful to get through this um surge and this weekend we will celebrate martin luther king day on monday and have a holiday staff will have the day off um several of us will be working to support return to work any employee that would like to be tested we will have a plan to get that done over the weekend if they so choose um and that's all i have right now thank you thank you tony uh wilson yeah i wanna briefly i reached a comment on about apple high school alumni said at the conference uh san diego i did chris newney and i attend a session presented by a gentleman from san bernardino san marino's city unified and the idea is that we do need to provide history to black students about the hard working and and so there's really no correct textbook in terms but i think what we can do is it's more of a couple new class and start working with students at a certain age and start talking about how the pioneers how they what they went through to suffer okay and then how does the african-americans even asian americans how do we overcome all the obstacles to make ourselves successful and these are very important and so we we're going to i'll be talking to mr silas to see what in coming year we can implement something like that okay but it's a very good input thank you thank you wilson that's all real oh god um well i'm going to start by by the announcement on the um where the comments are and it says that the um [Music] the electronic documentation needs to be to kylie on the 17th if i may i would like it to be on the 18th since the 17th is a public holiday so to move it to tuesday the 18th as opposed to monday the 17th since it's a holiday and then secondly um i would like to thank the thank you dr and mrs gillette for an outstanding performance that i attended at desert known school to see how engaged the children were and the teachers also participated and i felt that the students were very attentive to science versus hocus pocus so the the kids were able to tell the difference between what science really is and why science is important and i thought they learned quite a bit and then uh thirdly um i was impressed with what dr croft had to say about the situation uh in the district um uh it is unfortunate that this is the the different sides of the story that i'm i'm hearing right now but i have to say though that i have watched or i have talked to district personnel and they work even into sunday and saturday and sunday trying to make things get things right i have also volunteered my time i actually got ready as early as five o'clock one morning and i sent a text to the superintendent because i'm ready yeah and uh because i was ready to go and do crossing guard because that didn't require my credentials and i figured i can cross case across the street however she said that they had it all covered and sometimes when we have these conversations we really don't see the full picture of the whole district and um my daughter who works in la unified i gave her the the information and she and i said our assistant superintendents and the superintendent and the directors are crossing guard they are ready to get into their cars and pick up kids and go to the bus stops those are things that we don't see what we know is happening because community is telling us so the community is out there letting us know that these people yes they're not in their offices but they're crossing the kids they're making sure that that kid who couldn't get on the bus that their parents are informed to be sure that their children are safe so kids first paper second that's how i was taught by an outgoing superintendent when he was leaving and he told me don't worry about the papers worry about the kids and that was my guiding force then i go back to the african-american history i saved the best of last because obviously when you look here you will see that i'm african-american and and i am troubled by what education has done to the history of the african-american or even to the history of the asian-american or even to the history of the hispanic american education hasn't been fair to them and we would like to see it a little bit fairer than what it is i would like to see textbooks that are written by african americans textbooks that are written by asian americans textbooks that are written by hispanic americans not textbook written by the conqueror because the conqueror tells the story because he knows exactly how he got his prey so i would like to see a textbook that addresses all of that and there are also white america that is uncomfortable with the history so as we begin to have those conversations we need to be aware of the fact that history hasn't been fit to any of the races but we need to be serious we should get out of talking and get into the business of doing so hopefully this school year that we are going into will begin to have that conversation about where are we going and we don't have to wait till high school for a kid to know about their history they can start knowing as early as in kindergarten to begin to hear their stories i thank you so much for taking the time to come and i thank all of the speakers for coming in and having the audacity to speak up because that's what we want thank you again for your time okay thank you maria christopher nunes thank you um let's start off actually echoing uh a big congratulations and thank you to dr and mrs gillette i also was able to attend um at desert knowles the stem assembly and it was it was for those of you who couldn't be there i'll i'll let you live cathartically through me it was uh tk through second graders who were sitting in their very first assembly ever and it was an amazing experience and a true testament to why what all of our staff and faculty are doing going so far above and beyond clearly it's not for for their compensation it's not because there's any glory in it it is truly because they care about our students and our kids and they are doing anything and everything that they can to keep them in school which is the safest and most productive place for them to be you guys are going out of control i know i've spoken with several teachers and and classified staff this week and you're tired you are emotionally exhausted you're physically exhausted thank you doesn't cut it but i'll tell you what the families and our students it is everything so thank you for that um to our students stay focused please you guys are doing great every time i visit a school site i'm so impressed with the advancement that the classes are still making the engagement that is still there and the activities that are happening i think from our reports we're able to see that we're still making things happen great things to our family and parents i want to thank you for your support it was so encouraging this week i know obviously we have lots of staffing shortages and we're very disheartened to see where things are at with our transportation but it was outstanding to see so many parents posting online and organizing carpools to get their students to school and their neighbor their neighborhood kids to school so thank you all so much for that support um a special thank you to avudo appreciate the cup for christmas that was a wonderful little treat i hope you all enjoyed the holidays and i know this isn't the new year that we wanted to start off with the surge but we can also surge in other ways and our pride in our activity and of course in taking care of each other so thank you all and keep that in mind thank you chris yeah mine isn't going to be that long i'd like to give a shout out to the our administrators our teachers our staff our bus drivers for getting us through this coveted mess if you'd have been like the chicago teachers on the landing craft at d-day you wouldn't have got out of the boat thank you dennis um you know the whole the whole country is stressed out about this cobot and unfortunately the two hardest hit organizations with kobe there are hospitals and schools and uh you know we're right in the middle of it and uh i uh we get there's a lot of behind the scenes that goes on that as the board members we get updates from the from the office from trenay and what's going on and you know we as board members hear from from parents through text messages or facebook or just phone calls or knocking on the door and everybody is ready for this to end and um it's um it's disheartening to you know have some of our government officials that we don't believe we're getting the support that we should be getting um for the kids but on the most part though we're making progress so i just want to say because i noticed or i remember christy got up and mentioned that you know teachers are stressed and everybody's on edge and but we do appreciate it and we're hoping that if you believe what you read that this whole wave is going to level out in the next couple of weeks and hopefully there'll be could be some getting back to a little bit more normal normal you know normal if there's even a normal anymore you know what is normal anymore you know but uh but we appreciate it and uh i want to thank she does a fantastic job of keeping me personally i believe that she does with everybody else updated on what's going on in the district and whether it's something minor like today somebody lit a locker on fire at the school i get a text on that so there's a lot goes on behind closing you know and and she made it clear that matt schlosser was driving a bus and i thought i'll stay off the road what did i say i am not qualified to operate a bus however i am qualified to drive a van and go around and pick up some of our students and get them to school yes sir well anyway we appreciate it okay moving right along so what we need to do is we have a special meeting so i need to uh a motion to adjourn this meeting and open the special public facilities corporation for new business as deemed necessary okay so we have a motion by uh maria a second the second by chris and is there all in favor of uh adjourning because we're going to come back again so for now okay there's no opposition and the time is 6 55.

we asked the board to approve uh regulations in our policy book that when there are things that seem to be covid related that we would consider those leaves outside of pto and so we continue to pay up to 10 days and those kinds of things so in a sense yes we are paying and you all have you know you all agreed to do that i would like to add then make sure to when it when is the covet like symptoms cleared through site administrator or health attendant with communication yeah because then because then we don't get sure runny nose i mean pepto bismol commercial and and i'm i'm out i'm out for 10 days now right with pay yeah and we are doing that because what we're doing is saying okay you've got these symptoms and they tell us you know i feel terrible i need i really need to go okay please go test we're not requiring anybody to test please go test and we give them the covid leave until they get the test result if the covid test result comes back negative any leave that they take after that is going to be pto it's not going to be the covid paid days so uh and nobody has argued about that that's just kind of the the way we've we've managed that corey where would you where did you want that statement about return to school protocol i mean you have employees covered like symptoms may not return until one of the following occurred um it can be in there okay so when cleared through site administration frustration um well where's the part about the employee must stay out of work for at least five days it could even could be there when cleared through site administration or through supervisor through supervisor uh okay are you okay if i figure out where to put that as long as it's in there somewhere okay dr stewart yes can you hear me okay um somebody had and i don't know who it was somebody had said something about um you know all the symptoms can we put a specific number on it so can we say if if a a employee or student have three or more symptoms that way if it's just a runny nose then we know okay it's just the runny nose but um that way we're not sending everybody home for just one symptom does that make sense yeah we haven't sent anybody home for one symptom other than fever other than fever yeah we haven't sent anybody home for well the fever yeah but we've always done that we've not been yet home for fevers yeah now we haven't seen anybody home we haven't sent anybody home who's had fewer than three symptoms other than fever right so can we put that in there sure and i would say if we do have that though to still have that with the discretion of like the metal medical people because you don't want someone who like like i said like in seventh grade like oh my gosh right and then they have like four or five symptoms i'm just saying okay i'll take your word for it i can work that in do you want me to work that into both protocols the students and the employees yes okay absolutely can do that i'll figure out where it fits if you're all okay with me figuring out where it fits okay so that's uh employees and students so we need a motion for 4.1 i'll make the motion that we accept 4.1 with the revisions we discussed we have a second second that motion and a boy all in favor aye corey burgess hi amanda amen aye charlene diaz hi anna boyd so moved uh item 4.2 policy g-b-e-b-a staff dress code dr stewart mr president and board members the workshop session on monday with board members and the employee the superintendent's employee advisory committee was lively but it was pleasant and civil and i think they came up with some some things that should satisfy you relative to particularly the tattoos that you were interested in i will call your attention to paragraph two on the page on the first page because it addresses uh the concern that scotty has and that you all had mentioned reasonable accommodation shall be made for those employees who because of religious belief cultural heritage or medical reason request a waiver of part of this policy for dress or appearance and that's been in the policy for a long time so that would allow then for an employee to approach their supervisor and say i have this tattoo above my collarbones or below my wrist for these reasons so uh and and then it you know it just it allows requests for any of the items on this list for consideration so the changes the original changes recommended by the superintendent's advisory committee are in red and uh the newer changes are in green uh from the discussions the other day i was at the uh advisory meeting and uh very enlightening uh we got an amazing group that does that um i i think i came a long way [Laughter] it went yes you have yeah it went well um so uh we actually all of these suggestions were theirs um they uh i i listened they had some some excellent ideas um they even came up with things i would have never even thought of so they they did a they did a fantastic job so at the couple of them had even done extensive research yes yes they they were very very prepared for what was what we were what we were discussing so um i know i was a big hold up last meeting um but i can tell you after that meeting i am okay with what we've got i like how they listed out the tattoos and we're specific um that definitely does help so that looks that looks a lot lot better yep do we have any more discussion for item 4.2 then i will move we approve item 4.2 policy gb eba staff dress code as presented yes and i'm sorry i didn't put that on the agenda that way this is first reading and it will have to be kim 2.0 kim 2.0 i know [Laughter] i just got demoted i just got demoted um all right okay that is our first reading that will yes i withdraw that motion that is our first reading we will come back to that next month thank you mrs lott um we probably had some people cheering on that one oh yeah all right item 5.1 recommendation of new board member to complete the term vacated by miss jeannie borland in our workshop we all got to meet our applicant mrs sabrowski i think that any and all questions that we may have had at that time were answered so at this time i'd like to make a motion that we forward on a recommendation to mr feil to have melinda zabrowski fill the vacated seat on our school board i'll second that motion and avoid all in favor aye corey burgess i'm amanda eamon hi charlene diaz hi anna boyd so moved congratulations welcome back you're back uh item 5.2 uh mail-in ballot or in-person election for may 17 2022.

these numbers reflect significant economic and labor market impact of the biotechnology throughout our state as you can see there's 1.37 million total jobs that's direct and indirect generated by this industry that puts 131 billion dollars into the households of californians in 2020 when we were going through difficult economic times the biotechnology industry jumped 19.6 percent on this index but more importantly to us as we prepare our students is that the public and private investments of venture capital grants and patents are indicators of only the beginning of the future of this particular industry and pathway here in orange county we had a total of 162 000 jobs again direct and indirect generated by biotechnology with an average salary of 122 000 again putting 15 billion dollars into the pockets of our orange county households this chart evidence is the earlier slide that was marking orange county as a hub for both medical device and biopharmaceuticals as your partner in career education we specialize in recruiting training and supporting highly qualified professionals from industry so in this case our scientist works collaboratively with academic professionals at the high school they deliver a rigorous course of study but importantly in a real world context giving our students a unique advantage of just essentially growing up in an environment where they have those technical or hard skills that we talk about in the career preparedness framework and those hard skills and the soft skills that we know that are so crucial to life's success and so next i proudly introduce to you our teaching scientist miss stephanie spangler good evening my name is stephanie spingler i'm the biotechnology instructor at anaheim high school i'm very excited to be part of this exciting new pathway i recently departed my laboratory position in the pharmaceutical industry this past july following the completion of my masters of arts and teaching so the continually changing environment of the pandemic serves as a constant reminder just how vital the study and application of biotechnology is at the present time and in the future recently my classes have looked at various aspects of biotechnology careers bioethics antibiotics vaccines gain of function research laboratory safety and human anatomy students have engaged in learning the complex world of these antibiotics and vaccines by exploring their historical impact on society as well as their tremendous advancement in the field of medicine one of the key skills students have focused on this term is acknowledging both sides of the controversy and debate over vaccines and antibiotic resistance students also had multiple opportunities to explore and discuss while expressing their thoughts on how best to educate themselves when making decisions about their health and well-being so our biotech students continue to progress in their exploration of pipetting and microscopy skills and they have most recently completed the process of running their first gel electrophoresis so this spring term we're looking forward to working with bacterial cells in microscopy we are also looking forward to chromatography and dna extraction and students will also have the opportunity to join the spring medical innovations research entrepreneurship also known as meijer with university lab partners to further explore the world of biotechnology and earn credits while collaborating on designing a pediatric innovation with other students so our students embody the talent needed for a continually evolving world and biotech and with the help of this program they can jump start their careers with confidence and industry knowledge thank you so next i'm going to introduce allison loper who will discuss the curricular alignments being built to support our students thank you good evening oh sorry good evening my name is allison loper and i am the biotechnology exclusive pathway coordinator i have been working on developing a biotechnology campus at anaheim we are developing systems of support across many curricular areas as we recognize that biotechnology touches all areas of education really as such we have formed a team of teachers who work closely to align and intertwine curriculums because biotechnology has the flexibility to integrate itself into all curriculums we are exercising the english curriculum with a biotechnology view mrs naranjo is teaching innovation to commercialization english and product development with an emphasis on biotechnology and mr flores is teaching english 9 reading writing and research in social entrepreneurship as they look for biotechnological solutions to real world problems in our world mr duarte a math teacher has worked on developing a math related data analytics class with the ultimate goal of providing students the opportunity to earn a google data analytics certification now mrs metcalf and myself have been preparing for the 2022-23 launch of a both of both biology and chemistry with biotechnology entwined finally but not least all of us are collaborating with miss fingler to support students in the biotechnology cte pathway additionally biotechnology is also working on creating a virtual hub where teachers across the campus can access articles and relevant media materials to augment any curriculum with a biotechnology lens this is just one more tool to enhance anaheim high school's biotechnology campus anaheim high school has also been developing vertical alignment with the schools associated with anaheim sycamore junior high has been working closely with tiger woods foundation to develop a curriculum that is relevant and pertinent to biotechnology sycamore will provide introductory skill set development so students in both grade levels will become familiar and gain exposure to biotechnology before they come to anaheim anaheim high school will provide opportunities for students to learn more deeply about the various aspects of biotechnology now this high school experience may include dual enrollment with collision college professors providing the opportunity for our students to start their biotechnology one certification prior to entering the community college pretty exciting once students complete the pathway at anaheim high school they will be ready to continue their education at fullerton college where they will complete the biotechnology level 1 certificate or they may strive for further proficiency in biotechnology should students wish to receive a bachelor's degree in biotechnology they may continue their education at miracosta community college a ba from a community college y'all this is really amazing so um truly the wave of the future is here now and now i turn it back to miss conrad for the conclusion of our presentation next you will see a video that was produced by the auhsd team under the leadership of john bautista and we hope the sheriff's to show you everything we've been describing to you [Music] so biotechnology is a very broad area that covers many many aspects that we're looking at biology in general and how biology in general to kind of work for our own benefits so kind of like that kind of place foreign all of that kind of plays into the big broad area of what biotechnology is and how we can use it as a society biotechnology is a process of utilizing advanced technology developed from biology to solve real-world problems we're looking at a lot of different areas that biotechnology can actually lead into including coming up with solutions for diseases there's also genetic engineering where we can use microbial genetics in order to produce products like medicine even biology to solve real world problems we also we're looking at a lot of different areas that biotechnology can actually reach into including coming up with solutions for diseases there's also genetic engineering where we can use microbial genetics in order to produce products like medicine even things like insulin and various proteins we also use biotechnology in agriculture and helping us develop food that has the correct nutrients in it so that we can create a much healthier food product so at anaheim high school here our biotech 1 and 2 will prepare students for a career in biotech they will be getting hands-on experience using lab equipment that they would use in industry they'll also be focusing on the five c's so we'll be working with learning how to have patience while doing things like gel electrophoresis learning how to work as a team learning how you can explore your careers things like bioethics and how that plays into the jobs and the market that is going to be so very big and influential in biotech so they're getting a really hands-on feel for what it's like to work in a lab students will be on the cutting edge of some of the biggest jobs that are going to start showing up in industry we're already seeing especially with the pandemic a tremendous pull for public health new research and pharmaceuticals new research and vaccines and health so students will really be engaged in the next cutting edge of jobs and all kinds of fields that are going to be popping up with biotechnology i heard it was a new class here in anaheim high school and it caught my interest that i had the opportunity to learn a little more about medicine and technology and how it can help our everyday life we started really looking at the vertical alignment and recognizing that if we want kids to really enjoy the truth of science we've got to start now so we went out to a showcase and we talked to elementary school students and it was fascinating to see how excited they got when they were able to micropipette students really need to be exposed and have an idea you know what do i want to do when i grow up and science is such an exciting field that they can go into especially biotech these are very specific jobs and different careers they can do so to get some first-hand knowledge it was really fun to work with colleagues we had a lot of students from fullerton some techs helping us out students will be coming in from the variety of anaheim city elementary but the junior highs that are going to be promoting and supporting the biotechnology program start with sycamore junior high i got into biotechnology in eighth grade uh thanks to my teacher miss clavis so in her class we did a lot of labs that mimic kind of what scientists do on a daily basis in labs and when we were doing them i really enjoyed it and i knew that that's kind of something that i wanted to continue doing so i signed up for the class here at night so middle school we start our career explorations and then start exploring the pathways and all the different jobs that are available in biotech they also in the junior high will be learning some of the the mainstays the central dogma if they can start learning that part in junior high once they come into the high school level then we can really start digging into the technical components of biotechnology there's four different certificates that they can get once they've gone through the biotechnology pathway at sycamore and anaheim i would totally recommend this class because it's a great way to get experience and especially if you're interested in the medical field if you like to do medicine if you like to do dissections if you like the human anatomy and stuff like that then i would consider joining it because it's actually really fun i would strongly encourage them to try it out at least if they're not sure if they like science or not we do a lot of labs we also learn about modern technology and how it's applied in the real world there are also a lot of career options that they could apply for based off the experience they gain in the class after this last semester ended i started thinking what are my options what am i going to do for college and i'm considering something about it really start preparing for that career we start working with fullerton college we have a dual enrollment with them so students can come right about out of our classes very well prepared to go into fullerton college work in a biotech lab they'll feel comfortable using the equipment they will have gained a lot of great skills working in the lab and just have a really good background on everything that they can do with biotech [Applause] so hopefully you got to see a little bit and as you saw our students presenting and also what you saw them doing in action in the classroom so we want to really thank you board of trustees cabinet and all those present here to hear about the biotechnology career pathway development updates and the exciting opportunities at anaheim high school's biotechnology campus we also want to thank our district leadership whose innovation really made this pathway possible i know that principal saldivar spoke about it earlier but truly your vision your guidance you've offered us unlimited support so we can help our students reach their unlimited potential to avail themselves of unlimited opportunities it truly is unlimited you and we thank you especially also to scott rendell amanda bean and carlos hernandez you've made the cps framework real for us and real for students additionally we want to acknowledge and show great appreciation for all of the collaborative partners that you can see shown here who have joined us along this journey we have full confidence in the future of our world we know that we're sending anaheim students going out there prepared for meaningful and purposeful jobs in our community thank you so much and good evening all right thank you very much for that really awesome presentation i'll reserve my comments but i'll start off with uh mr o'neil do you have any questions or uh a wonderful presentation really enjoyed seeing um what our students are able to get their hands into now and really a hands-on learning experience sort of like cal poly learn you know hands-on learning uh i'm assuming mr rendell that that not only is it anaheim but it this is sort of paralleled over to oxford so it's similar but different in what they're going through [Laughter] so yeah there's definitely parallels and and collaboration on the curriculum because it's north orange county rop that's providing the curriculum but at anaheim high school um a a little bit of a different approach on product innovation and pharmacology so so it may evolve and look a little different than oxford and and of course that collaboration allows uh both schools to to continue to improve and get better a great opportunity we're giving our students thank you so much thank you miss uh trailer so uh did i hear correctly some of the steps that you said uh robert that there are only 13 of these type of pathway collaborative process schools that are in in this in statewide correct recognized by innovate bio yes 13 and two here in our district okay so they have there may be some but they haven't been recognized in that way correct and this collaborative team started in so yes so we we just we're talking about how you know we obviously we didn't point that out um the conversation started with you know mr mike masuda prior to the pandemic and division that cabinet and our district had and with the support of our board of trustees and then we hit the pandemic and all of this happened during the pandemic and and into present time you know present day um so we're super excited for what the future holds when you know when we don't have these challenges in front of us these adversities that we're facing um obviously you know there's things that have come up that we want to continue to have conversations with cabinet and then with your support you know to sustain this momentum that we have moving forward um so i'll make sure i book an appointment with mr matuta for that conversation but you know we have some ideas we have some ideas and i'm sure you guys will be in full support but it's it's it was during the pandemic that a lot of this was a lot of the building blocks and the foundation was being laid but thank you again for the support you know and the vision that you know mr mike matsuda and cabinet have brought to the district and with your support obviously this is what we're producing so thank you we've built capacity through our work at magnolia high school with cyber security obviously we've built capacity at kennedy high school with artificial intelligence and with the ilab we are forging ahead and these types of partnerships we could not do it without rop without fullerton cypress college that uc irvine and of course all of our business and aim partners as well wow this is a certainly a tremendous demonstration of the unlimited you um i got chills i had to put my sweater on this is just an amazing amazing feat that you all had accomplished and i i know how much this means to you robert and and everybody thank you for your collaboration and all your efforts and uh this is an amazing amazing future for our students an opportunity for them so thank you i wish i went back to high school and couldn't participate in this just think wow how to get the word out to the public of what we just saw yep yeah that's amazing let me uh right person no go ahead go ahead i'll raise my coffee's good will you let me go first oh gee thank you okay now this is phenomenal okay and this is a proof that our district is forward thinking we keep adding more and more pathways that are evidence of training for the 21st and 22nd century we're not stuck in the past i've been with this school district for many years and i've always felt we are forward thinking and we are still forward thinking and the fact that we have two of 13 of the pathways that just says you know scores of things and i and it's great and i'm really glad to hear what's going on at anaheim because as mike had said we started the cyber security and we got the artificial intelligence and we have you know different ones they know legal and law and legal whatever but this is great because we are giving our students an opportunity to learn and then immediately either go into a job or study further to go up more on the ladder so we're not pushing all of our students to a four-year university we're giving them options and that's phenomenal and that's what i want to see more of and i'm very proud that this district keeps coming up with new and great cte pathways and thank you too for the rop for working with us and allowing us to do this because i don't think we could do it without the cooperation of rop because they really give us that ability to bring in scientists and you know and that type of thing so thank you very much that's great i am so glad to hear about all this thank you thank you miss piercy miss smith i often think that the word exciting is overused in this day and age but i am truly excited to learn about the exposure and the experience that these young people it's not cookie cutter this is so way out of the box of just when i was in school or when the folks running the school district were in school and beyond anything that you have done is just almost unimaginable and i want to thank you from the bottom of my hearts and i know there will be students that will come back and say years from now thank you for just offering this it is truly exciting and i from my heart thank you it's just a joy to see you all thank you miss smith well i'll just uh i think everything has been told about the program but i'll just tell you that the video came out i believe on thursday last thursday or was it last last week and ever since that video was published on facebook i've been getting a lot of people who have been not only talking about it but very excited and sharing it and i just wanted to clarify because some of the people who asked that question i said that it was our students and john i think you did the video right yeah myself all the clips on that video with students using the technology and you know the every single clip in there was from our classrooms and that's what i wanted to like really emphasize because some of the folks who thought that we took like stock clips from the website and just put it in there and i said no that's really happening in our classroom so i want to thank the teachers uh first and foremost for actually creating that environment you know a student wearing that white lab coat is you know we might think that it's just a lab coat but mindset for a student who wants to pursue that career is huge wearing that lab coat and then seeing you you know putting that in the beaker the the little uh i don't know i i'll leave the the technical works to you guys but you know it's just amazing to watch it and i want to definitely come into a classroom and see when it's safe for us to walk into a classroom uh and then the other part is the stakeholder collaboration right the the fact that sycamore junior high is part of it with tiger woods foundation and then the fact that rop is part of it the fact that fullerton college is part of it with our pledge partners and then finding out that a student could actually go to miracles to college and get a bachelor's degree right huge for a community auhsd but huge for anaheim high school and that community and that is what i wanted to emphasize is because students who come from that neighborhood probably wouldn't have an opportunity to get and feel what we're doing and i'm glad that we're providing that opportunity as a district thank you very much for that thank you mike for coming up with the vision and i'm glad that you know uh we we have uh forward-thinking folks in our district who are looking at it and making sure that we provide this opportunity for our students so thank you and welcome back robert we're glad that you're back thank you thank you everyone [Applause] all right so next we have on our agenda is 8.2 that's the public hearing on our trustee area maps and that's going to be call making the presentation or introducing the presentation uh yes if you'd like to open the public hearing we can go ahead and do that um all right i open the public hearing thank you president jabbar trustees uh i'd like to welcome this evening angela vanqualos with cooperative strategies as well as michael toy an attorney with parker and covert they'll be here tonight to introduce the public hearing which of course is an opportunity for members of our community to share any input they have on the redistricting process that we're going through right now as a district just as a reminder to the trustees in the community auhsd does have five trustees each trustee has its own geographic area that it serves the education code requires us every 10 years in alignment with the federal census to make sure that our boundaries remain uh proportionate so that there are proportional numbers of people within each of the boundary areas that is served by each of you as trustees with that i will turn it over to angela she will be presenting some information to us tonight about community input that has been received so far she'll also present the status of where we are in the process and of course take any questions that trustees may have thank you evening members of the board and the executive cabinet again my name is angela banuelos i'm the associate director at cooperative strategies i'm the demographer who assisted with the scenarios that i will be presenting tonight so just a quick recap that my colleague justin rich has presented at the previous board meetings uh currently within the district change of the 2010 census and the 2020 census data there has been a change of 3.3 percent for a total of 13 000 inhabitants so that means that the population increased over the last 10 years and then we're going to be talking about like what does that mean currently so here we provided a color graduated map that provides the density of population for the largest protected class voters in this case the latino hispanic community we provided this because this is what assists us with identifying the those protect the class voters and where they reside and also assisting with the balance of population uh here you can see that the darker the area the more dense in population the lighter the area the less dense i'd like you to note the top right corner of the district boundary map and we will discuss that further in the next few slides so the current variance for the district in comparison of the 2010 and 2020 census data is nine percent the allowable threshold allowed with this process is being below ten percent so the district's current boundaries are again at a nine percent variance so in each scenario we're going to be seeing that trusty area number one is gonna be the yellow trusty area two it's gonna be the green trust area three is the pink or coral color trusty area 4 is the blue and trusty area 5 is the purple color on slide four we have the demographic of the current scenario which is option one uh here again the total population that means that everyone who lives within the district uh regardless of age citizenship status just every body within the school district boundaries is 455 inhabitants so in order to get the ideal trusty area size so what the ideal trusty area size is is the the number of inhabitants that we're trying to get close to for each area so in order to get that number we take the whole population and we divide that by five in this case which is five trustee board members and again the total variance is nine percent and then so how do we calculate the variance so we take the most populated area and we get the difference of the least populated area and we divide that by the trustio the the the ideal trustee area size to give us that variance currently in trustee area 1 if we look at the citizen voting age population which is the cvap we see that the hispanic latino community has the voting power of 55.8 percent so what does that mean well when we're trying to create majority protected class areas when they protect the class voter demographic is above 50 that classifies as a protected majority area when the total population is above 50 percent that means it's a plural district meaning that the representation for the total population is the protected class however that does not classify as a protected class area because those are not voters that is just the total population and cvap are the actual people eligible to vote based on earlier recommendations we were asked to try and create a second majority protected class area for the latino hispanic community currently i have here a snapshot of the scenario option two the current boundaries of the of the current trustee areas are outlined in purple and the high school attendance boundaries are outlined in red just to easily identify where those changes occurred so in scenario in option two this was drawn again in consideration of balancing the population between trustee area one and two and a noteworthy detail is we were able to accomplish that second majority protected class district uh in trustee area two and based on c-vap data there are two majority areas area one and two again another detail that i'd like to point out based on uh our previous meeting was a sycamore junior high school boundary uh the population decreased from and 55 seven uh to forty five thousand nine hundred and ninety one so what does that mean that is the total population within just the sycamore junior high school boundary that's just the difference we can see that in scenario one uh currently there's 55 inhabitants within that area and then in area 2 there's 9 9132 if we look at scenario 2 or option 2 the representation within the sycamore junior high school boundaries attendance boundaries is 45 ninety 991.
