dr stewart uh mr president and board members conversations with mike file the county superintendent who shared information with me from the county elections office is that because a an in-person election requires four poll workers at every voting poll and if you recall our district goes far north of lake mojave i'm sort of on the arizona side across from from searchlight so we have a very long district and there are a few voters up there we would have to have four poll workers there and four poll workers at every site here in bullhead city so the cost the estimated cost for an in-person election would be in the neighborhood of thirty thousand dollars uh the mail-in one uh the county says would be about twelve thousand um they did ask me about this uh two weeks ago and i said i would certainly get it on this agenda so that you could formalize but i told them that i suspected that given that difference in cost that you all would probably be in favor of the mail-in and the only reason they needed it then was so that they could start the process of creating ballots so i hope i did not misspeak and we certainly can change it if you need to and then the purpose of this is the to use our grant money um to construct our neighborhood affordable housing for our teachers um i just want to so so scotty i don't know if you're aware of this this is not going to be a tax burden upon our community this is not going to be raising taxes this is not what we're looking for we are looking at opportunities to retain excellent teachers bring in new ones and something that is sustainable for a very very long time our district has seen some very very rough times cost of housing in this community has skyrocketed over the last few years and it has become very difficult for teachers to afford housing here so we're looking at opportunities and this is a wonderful wonderful program where we can take an opportunity to not burden the taxpayers and provide something that no one else has so we're able to set ourselves apart from other districts in a way that will that will last for for decades to come this is a fantastic fantastic idea so i just hope you mentioned that you were against it and that hildy would be against it um i would hope that maybe if you had more questions you can always we can talk about that but this is something that when people understand what we're doing and how we're doing it it is an excellent thing for our community um this is something that is going to to change the way the way things are the way we're doing things um we are we gotta we got a wonderful wonderful opportunity here yes we are looking at it at an expense of twelve thousand dollars right is that what you said yes twelve twelve thousand dollars to do this um but our long-term benefit that twelve thousand dollars is a drop in the bucket for our long-term benefit and that is something that we pay out of our district um out of our budget so we're all aware of that that is something that would come out of our budget uh to cover that we're not that isn't something that the county pays for that isn't something that that is something we have to make funds for out of our budget to make this happen if the voters don't go for this then back to the drawing board we go and figure something else out but i think that once everybody understands what our plan is it's really hard to say no to to an opportunity to better the education environment in our community at zero cost pair zero monthly cost to the taxpayer it's really hard to say no to that so can we start getting some i mean as well as we vote on this to to when to send it to election and how to do it then we start putting some flyers out there and we start sharing so then there is more opportunity for those conversations yes i mean i'll be honest with you i know that good and bad we put it on facebook and you get the whoo-hoo this is no money to us and we're going to see some teachers coming in or out place for them and then we'll have the ones that go on there and make you know uh you know comments or questions about why we're doing this or how it's going to happen or really is this what but we leased conversation would start absolutely and and i would remind you that we are still exploring ways that we can proceed because the timeline of s or 3 is so tight although i will tell you that i completed a survey this past week from the um the national level uh association of school administrators uh and one of the questions was for your major capital projects that districts are looking for with us or three is that timeline too tight and of course i answered yes it is but but right now you know that is such a tight timeline that we need to start this as soon as we possibly can and so we are still exploring ways that we might be able to put buildings or build on our property that we are in escrow right now for that piece of property uh without having to have this vote and not do it illegally or anything but still put out the word of why we're doing it how we intend to do it that that it's not a a new expense for the community and all of those things so we kind of want to do this as a kind of like a railroad you know two tracks so we're trying to do it this way so we can move quickly because we need to uh but if that doesn't work we have this other opportunity to to make it happen so yes you're absolutely correct that that we we want to start putting the word out there and let people know and and to let people know how how difficult housing is to find in this community we all know our situation with kim and um and and housing was an issue the last place that we knew was available um a three-bedroom duplex and she called and uh it's eighteen hundred and fifty dollars a month for a small duplex uh that's ridiculous we lost a teacher a couple months before break due to housing yes we're losing teachers in the middle of school yes not just other employees right classified employees in the middle of school years because of not being able to find affordable housing we just are it's just the sad truth right now okay only people i think that really might not be aware are the people maybe if they already own their house you know they might not be paying attention to what's going on but i think like i hear about it all the time online like in social media facebook whatever where people are talking about like the cost of stuff and then someone will put a rental out and it's like that would have been 600 bucks a few years ago because it was so it's like one bedroom one bath and the person is trying to get 1500 1600 a month exactly and this and this conversation the same conversation took place today at the chamber of commerce uh government and business affairs committee of which i'm a member and and not just about educators i mean it's true for our firefighters our traveling nurses it extends even more into you know all the folks who come in and are buying properties and using them as our uh airbnb airbnb things and so the the issue is bigger than just ours we've had the issue for a while um well okay to its credit your this board has said we're not going to just complain about this anymore um we have the opportunity with funding that we probably will never ever have an opportunity again um to do something about it as opposed to just complain and um so yeah it behooves us to get the word out there uh about why we're doing it and how we're trying to do it so i appreciate you bringing that back up thank you so any other questions about the mail in black melon ballot so we need a motion i'll move that we use mail in ballot format for [Music] the 5.2 election on may 17th i'll think of that all in favor aye corey burgess hi amanda amen hi charlie and diaz so moved uh item 5.3 ballot wording for special election may 17 2022.

uh in option two it it in area two it increases to nineteen thousand thirty eight um and we'll look over the demographics so again the total population within the district is 399 455. the ideal trustee area size is 79 option 2 gives us the lowest variance at 2.1 percent well below the 10 allowable threshold we circle trusty area one under the c-vap column and trust the area two under the sea of app column to help identify that those are 50 or above to create those protected class areas at her previous special meeting there was a suggestion to bring sycamore junior high school and maintained that school within area one so we went ahead and created a scenario 2a to provide the demographics and the breakdown of that unfortunately due to the shape and the north side that is a lot of population so if we look at the actual census block and i'm going to go back a few slides to slide two just to to look at the census blocks if we look at the top right corner we see that the hispanic latino community there is very concentrated that means it's really dark right and the area where sycamore junior high school is it's a huge triangle census block so meaning we're we're not going to be able to divide that census block to bring it back into trustee area one because we have to keep the areas compact and contiguous and if we take that triangle we have to take the population above it again because we are not allowed to gerrymander or crack or pack we have to keep the areas con contiguous so if we go back to scenario 2a that is what we had to do there on the on the north side of trustee area one um north side of trustee area two so the whole like was uh sycamore junior high school and above had to be moved back into area one so what does that mean well scenario two was was a consideration to come to you know keeping the sycamore junior high school in area one and balancing the population between tristy ariel 1 and 2.

dr stewart mr president and board members i've presented to you the wording for the proposed wording for the ballot in english and spanish and for your approval and because it's fairly small up there the proposed wording is shall the governing board of bullhead city school district number 15 of mohave county arizona be authorized to expand school district monies to construct one or more buildings and or purchase and acquire real property to be used for a valid school purpose on its existing property using lease purchased proceeds available unrestricted capital funds grant funds and or other available funds with no increase to the tax rate all right i like it any questions concerns and this was vetted by the attorneys all right all right then i will move that we approve item 5.3 i'll second that motion charlene diaz all in favor aye corey burgess hi amanda amen hi charlene b hi anna boyd so moved item 5.4 purchase of one new bus dr stewart um mr president and board members one of the things that happens with any grant funding is that they're shifting a shifting around of funds as as the year goes along in use of the funds so some things cost less than we put you know than we estimated in the grant in other cases as with sr2 this year we had put into the grant some positions that we have not filled and and so the monies that we would have spent for first semester are now available so mrs lott looks at all of these things and she was pretty excited about a week and a half ago to be able to say that between our sr1 and sr2 sr1 rollover funds and sr2 funds that we actually have enough money to purchase a bus we had asked i had asked our transportation people to get a quote for a bus from one of the contract vendors and and it happened that what she came up with as money that we have available in those grants would be enough to purchase one bus and we're talking about about 184 thousand dollars it is i looked at it after scotty had his comments this one does happen to be a diesel bus this particular quote expires february 5th but if you would like us to consider other quotes we certainly can do that but we would like approval to purchase a bus with available grant funding how many quotes did we receive we only uh in this case because it's with a contracted one we only sought one we can look for we can search for other quotes and if you want us to look at gas and whatever we can do that as well uh well we definitely i wouldn't like to see a gasoline engine uh bus only because of torque and horsepower um we're better off with the diesel along with the running life uh natural gas might have been what you're thinking of right natural gas filling stations kind of run into a problem here in bullhead um the city tried that for a little while i don't even know what we have available anymore so we can look into that also um the high school is getting electric bus right um yeah yeah through yeah so the high school is getting an electric bus four hundred and fifty thousand million dollars 450 000.

the population variance complies with the 10 legal threshold however unlike scenario 2 we were not able to create the second majority protected class and that was shown on slide two when we talked about the population density up on the north side this particular scenario or scenario 2a has a variance of 7.4 and we circled trusty area 1 to show that that is the only majority area we created at a 55.7 percent um area two with those changes the c vap is at 49.7 percent so it's not above the 50 threshold to create it to create a protected class and then more recently we were tasked with trying to see if we can create a majority protected area for the asian population in area four and five however there are not enough voters eligible voters in those areas to be able to create a protected class while keeping the population balanced so that was not a so we didn't bring that scenario because it just was not a valid option and here we are in the process today we are at the first public hearing and then um on february 3rd we would be anticipating to adopt the final trustee area and with that i'll leave that to questions and mr mike toy is also here if anyone has any legal questions or if you have any questions for myself did we get any uh public comments oh uh we only received two so far and then it split uh someone suggested scenario one and another person suggested scenario two we did not get any submissions for maps so that that was all we have okay uh i'll open it up for questions no questions uh trustee run detail cersei pissy no no questions thank you smith very good presentation okay so i have some questions my questions are um sure so i suggested i i mean i i love the fact that or i love to have a trustee area 2 as a protected majority right a latino majority district there i'm i'm wondering and i see the demographics and then the census tract in terms of taking a look at the the northeast corner or the top corner of the map where we are having issues with sycamore to kind of accomplish that right i'm wondering because i definitely want to somebody who is representing trustee area one right now i definitely want to keep sycamore and anaheim in trustee area one right i am trying to see if we could accomplish because that could happen only with the current scenario uh one and no actually it doesn't happen with one it actually happens with the trustee area in the scenario two right correct two so trustee area uh the scenario two actually takes sycamore away from uh the trustee area one and puts it into trusty area two so with the scenario two a i am wondering if there is an option where we can actually go um i i'm assuming you probably played around with it uh quite enough to figure out that you can't have it but i'm just asking if there is a way if you see uh broadway right cut across there is that dark brown area which is a rectangular area which which i see uh which puts it at i think 80 to 100 percent right do you see the area that i'm talking about you're talking about the uh the west side of trustee area one right yes so right underneath lincoln yes i i know exactly what you're talking about so i'm wondering if you cut across there and still keeping sycamore and trusty area one if you could accomplish creating a second uh latino majority district in two i'm very glad you you asked that question uh we were able to create a second majority projected class area using that method however the variance was 36 percent so the the population balance was not below the 10 percent threshold and it just goes to how um usually um so as a demographer what i look at is where these protected classes reside and if there's any spec like special enclaves right you usually have like a downtown area or special areas where where the majority of those populations live however in this case it's just so dispersed within the two areas that it was it was this was the best scenario for option two to create that with keeping the population balance okay all right so i think we have two options so we still have opportunities if the community wanted to present maps they could present it at the uh given dates and then it will be presented back to us for the next public hearing in february yes absolutely so we actually make a decision on which map to go with yes so currently the school district has a link under the redistricting website that allows the community either to provide their input or any option that they would like to suggest and there's an additional link where they can upload their map in either a pdf format or a jpeg there's four other formats that are allowable for that the moment that we receive that will definitely generate the scenario and make sure that we provide that in advance for a council to review and provide to you for an option if it's viable so let me ask you uh is there a way to in uh scenario or 2a i should say right in scenario 2a we keeps you know we're not keeping sycamore well actually we are keeping sycamore in area one right barely yes uh that that triangle uh so where where the divider is between trusty area one and two and up to east la palma avenue that triangle that's just one census block it's uh that's how the census block was created for the 2020 um census redistricting and we that's what we have to follow and because it's such a large census block again it goes back to keeping the areas compact and contiguous had it been a smaller area then it would have been easier to kind of keep it in area one but because it's just it's really overpopulated census block it's uh that the whole north side has to go to either trusty area one or two so let me ask you the question of is there a way to maybe take trustee area two because i see a census block which is populated with uh 80 to 100 right on the um [Music] i think it's i i don't know if it's it's not euclid i think it's uh the dividing line there is right like cerritos maybe it's like by east uh southeast street i'm looking at ball in this area right here oh down there yeah down there okay so i'm wondering if you expand the trusty area too a little bit to go above on that side it will still create what we it wouldn't no it would not i think i sat down with council and and uh we went over our door options okay yeah um uh i i really the attempt was made in many different ways not only did i look at it i had my law my colleagues provide their input uh just to confirm what we're presenting today okay perfect well i think i've exhausted my my questions because i think i was trying to create something somewhere but it looks like you guys have looked at all those options which i'm sure you have we were definitely trying to at uh different ways and and making sure that we balance the population and create uh the suggested second cbap area thank you very much you're very well i don't think i have any questions looks like the board doesn't have any questions so thank you for the presentation thank you we look forward to the rest of the maps and uh or the same maps unless community presents more maps absolutely february second meeting okay well we'll see you then thank you have a good appreciate it thank you and should i close the uh well i think first we should invite whether there's any members of the public who would like to submit input otherwise yes we may close the public hearing sure is there anybody else who would like to speak on this particular public hearing regarding maps i don't see anybody rushing to the podium so i could assume that nobody is there so i close the public hearing all right thank you very much steph and now we go to public comments i got to read this uh public comments open session opportunities for public comments occur at the beginning of each agenda item and at this time for items not on the agenda persons wishing to address the board of trustees should complete a speaker request form this one available on the information table at the back of the room and submitted to the executive assistant prior to the meeting each speaker is limited to a maximum of five minutes each topic or item is limited to a total of 20 minutes and board members cannot immediately respond to public comments as stated on the speaker request form having said that the first speaker that i have is maza i'm going to have you come in [Applause] good night and it's happy new year and um i'm just very uh happy that as i drove this way i um psychologically it felt really really good inside to not see a image of a of a um many you can call them conquistador or a um pilgrim that represents to us a very negative stuff in our communities and not just in in this continent but throughout the world in africa and asia as well our asian brothers and sisters are also indigenous peoples but i want to thank you for what we uh decided the vote that you guys did was very powerful um i just came back from four different five different native american reservations just came in this today and a lot of those reservations are on the border there was never a border there on the u.s mexico side and they heard about this and they're very happy in the decisions that were made last year in december and the one vote we still have love for you smith and um but we still have a lot of work to do and adding the native american class is very important psychologically physically emotionally spiritually as a native person as a meshika and i keep saying the word latino hispanic but we know that the word hispanic is the conquistadors the colonists latino is also italian christopher columbus was in italian latino latin but with time we will change things and i know we still have um to have not when we have the uh native american class course i think it's also important to uh when we invite the tongues which would be virgina carmelo i know we're working with her and some of the uh high school teachers at anaheim high school there will be a book hopefully you guys can approve or push for that to be approved it's called uh the first angelinos and it's about the tangos and i think it's very important that the students learn that this is territory and and last i would like to um say that we're uh going to be here just a couple of us are here our ancestors are here and now there is a video of virginia camilla on youtube um somehow we're trying to find a way to email some of you i don't know if the emails are being sent we're being blocked and in that video we sent the video and as virginia carmelo says the word colonist is very degrading to us indigenous peoples the word colonists represents many negative things that we're not going to get into here and so we are here in a peaceful way and if we were hurting or the way we acted the way we did last meeting it was not because of um obviously not joy we're confused and we're still confused are we changing the name of the colonists or it's just it's just the mascot because we do demand they change both and there'll be more of us coming this year and we're going to come in a peaceful way not in a radical way and but i thank you a lot for what you did and i know it's hard for some of us to overstand because some of you still understand and you were taught maybe from a european perspective your eurocentric way of teaching we have our own native teachings we think circular family why is it that when our parents or grandparents they get old we take care of them in our native cultures as ethnic cultures and in the non-native anglo-saxon colonists they don't care about the elders that's just an example of how big our hearts are look grand big heart we're in the continent of turtle island and so the tribes are with us the tangos are not fairly recognized they only stayed recognized and the reason they're not coming here is because they have fear of not being federally recognized thank you so much thank you so much thank you and our next speaker is marianne almero hello once again board of trustees my name is marianne my native name is jetot it means creative woman and i come as an alumni of sunkist sycamore and anaheim high school and a 26-year resident of anaheim i come again to emphasize why it is not just the mascot that must be changed but the name colonists as well at the last meeting there was a woman who spoke in concern of the mental health crisis taking place amongst the students in the district the rise in cases of depression and suicide attempts she specifically addressed our movement and she stated she wished that we would use our energy to fight for something important like solving the mental health crisis instead of fighting for quote just a name but i'm here to remind you of why colonists is not just a name the name colonist is associated with the erasure and genocide of black and brown people period and the context by which colonists tie into the history of anaheim does not change that fact regardless of the arguments that have been brought up regardless of a money that was invested in a brand new pool the goal of the colonists has always been to erase to kill to remove indigenous people for profit anaheim's colonists are not exempt from this and so knowing this association the word colonists ties directly into the mental health crisis that we see in our children today i work in the mental health field as a counselor who works with our youth and the trauma that comes from the erasure of our identity and history the lack of acknowledgement for our loss and our pain the continued dismissal of the needs of black and brown communities all of these things are inherited and experienced by our children and it is why our children don't feel seen don't feel heard don't feel important and don't want to live the name colonist is automatically glorified when tied to an educational institution and with it comes the glorification of our genocide that's not what anaheim high school has ever stood for has it i'm genuinely asking because if this is what you stand for if this is what you want to represent if this is how you want our children to feel as if they're insignificant then by all means keep the name but if you care about the well-being of our children and the children that you serve specifically you would please reconsider this you did it for savannah it's time you did it for anaheim high school as well and until it's done i will be here and we will be here and i thank you for your time thank you and our final speaker for the night is maritza bermudez good evening i'm president javar and board members cabinet and everybody else who's present my name is marita bermudez parent from sycamore junior high school i wasn't going to speak this evening but i was listening to the biotech presentation and honestly i'm blown away like i am blown away with all the different stuff that's going on with um in within our district and with all these pathways what i would like to see is that these presentations be shared with parents with our community so we can highlight the great things that are happening president jabbar you said you know this is a great opportunity for a lot of our students that live in that community of anaheim high school in sycamore to have great opportunities that they might not have right so um just the other day somebody asked me about the pathways and um i've been trying to advocate i've been in contact with miss amanda bean with others in the district to see how we can connect the elementary schools with the high school so we can giving this information to the parents as early as tk preschool so they can see what information what opportunities there are for their students i'm just thinking i have you know my four kids still and i'm just looking at all the pathways all the information all the partners because i do sit on the anaheim collaborative and i like to mention i'm the only parent not that i'm collaborative so i get to know all this information and i'm always so excited and i try to share to the best of my capabilities but the district should be doing that they should be giving out more information at each school right now because of covet it's very difficult it's very different i know our sixth graders from anaheim elementary had a field trip to i believe it was savannah high school regarding the cte pathways but what about the parents and you know i'm a big advocate for parent involvement parent engagement and i feel that we're sometimes we lag a little bit on that piece of involving our parents and educating our parents because the feeling i get with all this information i'm like man i want other parents to know you know our even our community what's going on what are we doing uh um as a district and highlighting just everything the amazing stuff that's happening the opportunities so i ask you to please you know let's how can we work and i always say how can we work because i'm if i'm here speaking on it it's because i want to also to be part of that process right how do we engage our parents so they can get this information and be as excited that they can be with all the the great things that are happening and you know be that also that motivated for their students you know they're the ones that see the um you know the strengths of their child and say well maybe my child might not go to college right but there's this pathway on this or that and maybe they can benefit from that so i just urge you that we connect more parents with these presentations inform them i don't think we can ever over inform right um we can choose to ignore a message or a call but if we know we're persistent and we get that information out i think we can be more successful with the support for our students and that's all i wanted to come say and happy new year to everybody and i'm looking forward to working together for great things this coming year and um just remember that you know we're partners thank you thank you thank you marita all right we are going into items of business and first one on the agenda 10.1 resolution number 2021 slash hr national school counseling week so move second i have a motion and a second and this is a roll call vote and uh i just wanted to say national counseling week focuses on public attention on unique contributions of professional school counselors and how students benefit as a result of what school counselors do and you heard a couple of counselors come in and speak about their experience in the work that they do with our students so having said that i will take a vote oh well let me ask a question uh does anybody have any comments i just very uh propose we had two counselors tonight being so eloquent in in what they have done in students lives and it's not them just those two but it's throughout the whole district so this is wonderful recognition anybody else i would just like to say that you never know what another person's job is and what it entails and in schools people just think that kids go to school and they re and write and learn math science and history but they have no concept of the people that are part of the structure of these schools what their jobs entail and tonight these two ladies that shared their stories was a real eye-opener for people to understand more in depth what their jobs entail and in my opinion they're just angels do we have a resolution in hand to head out or no we don't okay all right i was going to invite if you have the two councillors sitting here but uh let's go ahead and take a vote mr o'neill hi miss randoltero aye conspiracy and i vote i and we will make sure that we get a resolution to apga thank you uh moving forward educational services 10.2 school-sponsored student motion passes unanimously business services agreement monahan law off law office and i have a motion on the floor in a second any question seeing none all in favor aye aye motion pa uh any opposed motion passes unanimously and 10.4 consulting agreement with eric hall and associates i am going to request that we actually uh pull this item and maybe bring this back if the board board members agree with me do you have any objection to moving this item to bring this back i wanna i had a few questions and uh i think we'll bring this back at uh future board meeting i'll second it yeah no problem all right perfect thank you i don't think uh mr vidal do we need a motion and a second to do that we don't right perfect all righty let's go to 10.5 consulting agreement with terry barnes walter boygon health lester and that's uh i have a motion on the floor i have a second any questions seeing none all in favor any opposed motion passes unanimously 10.6 award of public opinion research services true north research inc i'll entertain a motion i have a motion and a second any questions seeing none uh motion passes unanimously you didn't actually i didn't ask for the vote all in favor aye aye aye and your opposed motion passes unanimously all right educational services 10.7 revised board policy uh 0.11 music organizations first reading this is an information item do you great relationship perfect and thank you for those comments and uh all in favor aye aye any opposed motion passes unanimously 10.9 educational consulting agreement abigail northley james survived high school moved back second we have a motion and a second any questions i just um would like again a reminder of of why we have this uh uh requirement by the federal categorical is manuel or thank you i know just refresh my memory so we do receive federal funding in the form of title one as you know title ii etc and uh because our surrounding private schools do receive do have students in our community that fit that demographic um they uh they then have access to that funding okay thank you very simple thank you i appreciate that all right thank you and uh all in favor aye any oppose motion passes unanimously 10.10 educational consulting agreements brian hamilton and craig jordan so move second we have a motion and a second any questions seeing none all in favor any opposed motion passes unanimously 10.11 was actually pulled 10.12 public hearing disclosure of 2021-22 collective bargaining agreement with astar and this is an information item is that a public hearing yes yes i open public hearing anybody have any questions or any comments from the public seeing none close public hearing and we go to 10.13 adoption of 2021-22 collective bargaining agreement with astar action item second we have a motion second any questions or any comments seeing none all in favor aye any opposed motion passes unanimously perfect 10.14 proposed 20 22 23 2023 24 and 20 24 25 student teacher calendars so i moved second and a motionless second any questions yes i have comments and questions both sure okay i brought this up several times about the calendar and i think at the last meeting i brought up the fact that uh we are in this state you know nation of ours looking at climate change well climate change all over the world and i brought up the fact that we had changed our calendar to the point where we are here in southern california having our students start school in the hottest month almost the hottest month of the year second hottest because september will often beat it and i said you know i brought up the fact that we had some of our elementary schools adjust their calendars for the same reason well i find it criminal because these kids these young elementary schools are out in recess on blacktop in the heat of the day in the summer and you know it's just it's not necessary and then we hired an uh energy manager here at the camp on at the district several years ago to help bring down our energy costs and i ask for a comparison of what we spent on energy and i looked over these charts and we spend upwards of 600 and so probably 70 000 a month for the month of august and then september is about the same actually in 2019 september went down a little bit but 2019 was an unusual year but still looking at 17 18 and 19 august and september are anywhere from six hundred thousand a month to three hundred and fifty thousand a month and that was in 2020 when we were not in we weren't in school yet were we 20 yeah no we started school in august so august went up but then i look at the months of may and june and they're almost half so our costs in may and june are almost half of what they are in august and september so if we were being considerate of energy and how much we use why do we start school in august when we have to run our air conditioners full time to combat the outside heat and the heat of all the students inside as compared to when we had june where we wouldn't need to run the air conditioners as hard so it's a money-saving proposition if we would go back to starting in september i would prefer starting in october actually if i was going to be totally climate conscious but i just feel that we changed our calendar i think for a semi-valid reason in other words i voted for it but at the time i thought it was more important than i believe now and it was basically for our ap classes so they would have an additional month of learning time so when it came time to take the test they were better prepared that was my understanding okay and then i discover that all the so many of these ap students they take these tests and if you know a large number pass them with the three or better score but then not all colleges take the credits so then unless they go to a cal state school the chances are they will not be getting full credit for them a private colleges don't accept them that much i listened to a girl speaking a couple of years ago at this uh rope she was a graduate or she had been well she graduated from brigham young but she was talking about all her ap classes she took and she said they took none of them so she got no credit for you know in her college well i understand okay i brought this up this has been my one of my other things about that but i understand it's also a prestige thing that the more ap classes they take it looks better on the transcripts and i understand also that these kids don't have to take the class to take the test so a student may take an ap lit class and an ap science class but then they can take the ap math they can take you know language they can take any number of tests they want and what got me really surprised is when i looked at the check register a couple months ago and we spend over five hundred thousand that's a half a million dollars a year for ap tests they each cost about a hundred dollars right and so if a kid a kid can take four to seven tests if they want and we are paying for them okay that's a different battle but right now what i am saying is i do not agree on this calendar we started moving the calendar up one week at a time and i think it's back time we go back and i know one of the problems in going backward is going to be the teachers and the pay because right now they're paid at the end of august through the end of may okay well there's a way around that i've looked at it i marked up the calendar and i think i think we can go back a week for this next year's calendar for 22-23 we can go back a week don't start on the 10th but start on the 17th then on 23 we could then go back two weeks to the 30th so it's just two days before the new month of september and then so teachers would get paid then for september well that and then the year before because we went into june we would we would have in 22 ended june 9th then they could switch the pay to that instead so they're not going to be going a whole two three months without pay so there's a way around it and i want to see our bargaining team and others work on this because to me it makes sense let's think about our climate here let's think about saving money let's think about you know saving energy now it's not water which we have which is a big problem here in southern california and we need to conserve and i've done all kinds of things to conserve my water by you know the special irrigation things and low flow toilets and lofo shower heads so let's be climate aware like you know ecological and let's do something about our calendar i don't think it makes sense that's my personal opinion and that and i wanted to bring it up and so here's our opportunity to find out what the other others feel about about it and i think it's time we start talking about it and doing what we can i would like to say to you we can't hug anymore but i support and agree with you a thousand percent everything you said is valid thank you all right so let me ask a practical question i see that we have two board members who are looking at maybe not supporting the calendar logistically where we are at brad where are we at in terms of negotiation and going back and having a conversation or is this something that you would recommend go through with it and then maybe tours come back with a recommendation later on after discussing because this is a bargaining item well um so yeah so the calendar so the the district and the bargaining team did engage in negotiations um on these calendars and came to a tentative agreement which is why they've come forward to the board um i would defer to the board in terms of whether or not the board wanted to take action on the calendars or or you know make direction to provide additional information or what have you i know that many of the factors that miss piercy uh mentioned um you know that the district did did consider she mentioned some of those things um you know there's a lot of factors to to consider including the fact that we're also currently aligned with several of our feeder school districts there are some instructional impacts as well and and obviously you know some of the some of the areas that miss piercy brought up are valid as well so but but this was this was what we negotiated this was this was the recommendation and i would i would defer to the board so here's my concern with that right because i think when we actually give direction a few years back to have this conversation we also had an agreement to ask our feeder school district to align with us if i'm not mistaken yes yes so so several of them do do exactly and then for us to actually make this drastic change by not voting on it right now and then not bringing them into the table to have that discussion well i think will put us at a uh put us at odd with the other district so what i would at least i know that we might not get the two votes but at my urging is maybe we vote this in and then have knowing that there is deferring uh and i mean those are valid concerns that conspiracy brings right to at least to have that in your mind when you go back to negotiations for the next calendars and then have that as a pointer to discuss even with our feeder districts so that giving them a heads up that this might be coming down the fight and that we make sure that we're prepared for it so i'll open it up for thank you can i say one more thing which i failed to bring up i've already spoken let's say with cypress elementary they are all in favor of going back they only went to this calendar because of their families who had kids in both cypress elementary and anaheim union so they did that they lined up so that the you know parents were not having two different start times because at one time i had a parent who had a kid in lexington and in the cypress elementary and at cypress college and they are all three had different vacations so when that family wanted to take a family vacation they had to take some kid out of you know because especially like um spring vacation they had to take some kid out of school in order to go take a family vacation so right now what i mean though is what i should have just stopped with is cypress elementary is in favor of going back they would like to bring their calendar back they only did it because we did it all right good to know and maybe you could take that into consideration mr uh jackson some of the other considerations that we discussed way back when is by changing the way we are not to now the semester starts ends at the break of winter break so when the student goes on their break they don't have to worry about any finals coming up in january you don't have the learning loss that the students lose during those two weeks and then this teacher has to in their classroom has to re-teach to bring the student back up to where they were before they walked out the door for their winter break so there is time lost in the classroom this it is the teacher doesn't have to worry about the finals it's already behind them they have a better um winter break because they don't they're going to start afresh when it comes after this fact we recommended the change to all the districts right and and they moved along with us at our desire and i i think you know going back now because of whatever the reason is you know i kind of question our leadership in that respect well um okay um and also looking at the temperatures yes august and september are hot that means august and uh yeah and september are hot but they've always been hot and i'm looking at a uh 10-year temperature average for anaheim august is 89 september is 88 that's a 10-year average a 30-year average august is 89 the same over a 30-year period and september is 87 so it's getting one degree in september over 30 years and it hasn't gained any in august so it's always been hot right my kids my kids played football they were out there sweating and and putting on their jerseys and helmets and and working you know themselves to a lot of sweat you know it wasn't any problem with them okay so but can i also add this uh you talk about the learning loss okay well let's get the other side what about the kids who you know need more time to finish you know something but the end of the semester is there christmas is coming up and if they had let's say two weeks to finish up something until the middle of january when the semester would end they would have time over those two weeks if they needed it to finish up and make up things before the end of the semester so there's two ways to look at that in other words because i'm thinking about those students that drag their feet and drag their feet and and you know this is okay so i understand there is some learning loss and maybe not but then that brings up another thing about coming back in the new semester but i won't go there but anyway there's many different ways to look at it okay but i just firmly believe that we don't need to be going to school in august okay because it is one of the hotter months okay we added a hot month for a cool month because june is not hot june has a much milder climate all right and if you you know you could i don't know where your calendar thing do you have the numbers would you finish are you finished what so do you have the numbers for june sure were you were you finished bro uh 10 years uh june is 82 30 year june is 81.

second uh who i'm sorry wilson yes it's like by me chris okay all in favor all right any opposition to the motion hearing then that will be the order approve the certificate certificated and classified personal actions as listed chris big dentist all in favor all right any opposition to the motion hearing then that'll be the order approve requested leave as noted so move dennis second i i'm sorry chris yes any discussion any opposition to the all all in favor aye aye any opposition to the motion that'll be the order okay moving on to jay consent calendar approved consent list it is recommended that the board of trustees consider approving a number of agenda items as a consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure conserves meeting time for a full discussion on significant issues move that we approve consent item 1-15 okay prior to that i want to read something here community member brought an error to our attention on item j3 approve comprehensive school safety plans within the consent agenda sandia academy and sitting bull academy comprehensive school safety plans have a map which was incorrectly inserted by the company that produces these plans on behalf on our behalf the plans can be approved in final format of the plans will reflect the correct map for sandia and sitting bull academy so we have a motion through for approval of one through 15 from mr so is there a second to that motion second second by chris is there any disc any we don't need discussion on any of these items um all in favor all right is there any opposition to the motion hearing then that'll be the order okay so we don't have any closed session continuation um so we'll move on to clerk will read any action taken in the closed session so we didn't have any further uh nothing to report on closed session uh moving right along um superintendent do you have any more comments just two quick things thank you um margaret hill long time educator in san bernardino county um has passed away and anybody who has worked in san bernardino county as an educator knows her whether you met her once or you met her 100 times you were her friend she cared deeply for children in this county and for the educators that represent the schools within this county and so i just wanted to make sure that we recognized her as a board and her contributions to education and then um january is school board recognition month and we appreciate your willingness to serve the school district in this community um [Music] there isn't a lot of appreciation for doing the work that you do sitting up here every month and in between each meeting and so i just wanted to um publicly acknowledge that this is um board member appreciation month so thank you didn't know that uh is there any more comments from the board board members wilson no maria no uh last board meeting i did a request that we get further information on child welfare and attendance staff report for this board meeting and i don't see it yeah i'm just wondering why that wasn't the case because i really specifically requested that that be presented at this board meeting or included in the staff report we believe we have included in the staff report it's just different than it used to look we've i'll let mr schlosser talk about how it's um now accounted for it's there yeah if you in the background to the cwa staff report i wrote that what we did is we reconfigured the tables to include what you asked for including home visits um contacts for re-engagement as required by the independent study law which we did we did include those for the semester up to that point but we will start now including those monthly but we we have been making those and then also other outreach where we've had for example students we couldn't make contact with found them in another state got connected to that state school agency made sure those children were engaged in school and closed out the case not technically a home visit we didn't go to florida and knock on a door but we found them made sure they were in school and got them all the way to a warm hand-off with another school agency so we reported those as um another column of resolved uh students it's kind of like a child fine so there's three new columns on the staff report that indicate all of those some of them can't be reported by school so i pulled it out of the by school category because they're not necessarily any longer connected to a school it's a family outreach for a family that may or may not be still ours so it's another it's an additional column off to the side of what is the kind of bottom left of that staff report has a section that is about um care solus to the right of that now includes what you asked for thank you just want to make sure that it was it was there because the reason i really wanted to know that is if we have this many students who are homeless or who are classified as foster we need to find out what we can do as a district because we are getting federal money or state money to support those families and and we need to be able to account for what we've done with it we need to be able to say we've gone to this many homes and these are the services that we have provided for those homes or for those children if we have had transportation issues that we have had to address for those kids we should be able to state that because when we sit out here and you know quite a few of us are not from the world of education and i am so i know what is supposed to be coming in i need to have that understanding of what have we done for those families if they needed counseling did we guide them to counseling if they needed shelter did we help them with shelter if they needed somebody to come in and and help them navigate the world of how the school system works what have we done i have been a homeless liaison for this district so i understand that language so when i'm asking the questions i'm not asking it because i want to make noise but i'm asking because i really want to know what are we doing in light of the world of covet because the world of covet is making things a little difficult to navigate because we can't go to their homes without putting ourselves in that place of danger but we can at least give it a get a good shot how many visits did we have our police people are they going to the homes and how many homes did they visit you know so those are very important for me because we're here to support every family that's all i have thank you thank you maria christopher i'm i'm all aired out thank you okay dennis i just want to comment on the sound system it's really great in here yeah screen is it's like wow it's come a long way so if any staff have anything to do with it good job jason thank you i like that all right finally february board meeting yeah i'm going to bring it up okay sorry okay i wasn't sure which one yeah i thought you might adjourn no no no no i said no so we got the february board meeting dennis uh and wilson are gonna be absent from that so we need to possibly change the uh the dates uh for that meeting um is there any preference so um because we have a published board um calendar board meeting calendar it will and we didn't know until tonight that we would have two board members we have a couple options one is you can maintain the date and the two that are not here in person could be virtual but i know that's difficult so we will look at the calendar you may have to have a quick special meeting to adopt an amended calendar for the next board meeting and um it would just be break one item change the date and then we can publish it and move on so we can do that virtually you could do it virtually just for the quick one yes could are going to be absent will they board you be back by february 10th they have both indicated they will but we can't take action tonight because it was not agenda is to do that if we had known we would have amended the agenda um for an emergency situation this is an emergency so we will have to just do it through a special board meeting okay board meeting night but my kids set it up we're all ronda boone in las vegas they're coming in from seattle new orleans columbus ohio somebody needs to give you a lot more money [Laughter] so we believe they will everybody will be back on the 10th so we'll try to organize how to do that we have some timelines to check having to do with some hearings that have occurred just so that we don't miss timelines so yeah okay okay perfect thank you okay so we're going to sign documents but we'll do that after the meeting here so um the next thing i'll make a motion to adjourn okay that's going to ask i'll second that dennis and maria is there any opposition to the uh all in favor aye all right all right so we'll adjourn the meeting at uh 7-eleven really good job miss williams don't leave yeah you

but which we would have to do too if we got an electric bus so so i love the idea and the technology for electric vehicles is incredible but we don't have enough we don't right now but we're going after agreement we're going after some other grants yes some other groups yes but with timelines we won't be able to wait for that grant to do this and we can always use more buses but i do want to see us go out to more vendors for bids um i know that they're an approved vendor but that just means that they're meeting the criteria to bid um and so i would like us to receive some more bids from from companies because when we're talking 180 000 bucks a 10 savings a 5 savings is huge could we make a motion that's said to go with a recommendation for the lowest bid receive more bids if it's already they meet the requirements because they're in in the contract sure and that way she doesn't have to wait till february to go get it sure absolutely can we go for it absolutely um but yeah that was just my my feeling on that the only the only sideline and you know natural gas is a great idea but i just don't know if there's feeling stations so maybe we want to look into that so let's see if that is available because the the running on that is a great thing it's just with our money electric right now just probably isn't going to be feasible um once we get that station in though that's a whole nother ball game uh once we get the the recharging station because that is so expensive so um what would it be i mean obviously we're not as shared services as we once were but we are in transportation yes we do that's what i was going with so oh what would be the cost of the bus if we didn't now i understand you know if you got hooked one up overnight you're hooking one up overnight right but maybe you can get an extra wand to charge and get an extra adjustment and we have enough time to look into that to see right sure so that's what i would so let's let's so i would like to make a motion then that we approve the purchase of a new bus based off of the grant funds um with the research done as far as electric natural gas and more quotes so we get the best price and we can leave that up to dr stewart to take care of at this point because we're approving 180 184 000 just under hundred eighty 184 thousand dollars a hundred oh it says sorry well i was i didn't have that this in hand when i put it in the let's do a hundred eighty five thousand dollars um that way we know we're good there uh that will be my motion um and then when we come in under that we'll all have big smiles on our faces um that will be my motion cory can you state that so that it says uh not to exceed 185 yes let me let me modify my motion then i would like to make a motion that we approve the purchase of a new bus based on our sr1 sr2 uh money after the research is done onto which would be the most cost effective for our district natural gas electric or diesel or diesel uh and additional quotes are received not to exceed 185 thousand dollars i'll second that motion amanda amen uh before i call for vote cory they will come so that's something we can look into yeah part of the research okay thank you all right uh all in favor aye corey burgess aye amanda ayman aye charlene diaz so i moved um item 5.5 science olympiad team overnight travel request dr stewart mr president and board members our fox creek junior high science olympiad team has participated in a huge number of events already and have placed in the top five in everything that they have part i think maybe the top ten in whatever they've participated in so their sponsor asked if we could kind of reward them by allowing them to go to the state olympia science olympics and and then this request is because they're also requesting an overnight so that they can also go to the arizona science museum while they're in phoenix i think this is a great opportunity for our junior high students both of those things to go to the museum and to participate in the state olympics so i recommend that you approve this travel yeah it's incredible that we got such awesome kids and i think they're only about i think they're only about six or seven of them so they do awesome yeah and sponsors that are taking this smaller teams then because um i know that fox creek science olympiad has been actively year after year placing in top ten top five individuals and team for the past you know as longer than my children were in it and that was you know because they're just amazing they are they're just amazing so congratulations to our students i i think that's us i think that's francis martin and uh kate burt hall or a couple of them that are involved in this yeah they've been with that program for a very long time too just shows that commitment consistency you know work any other questions on that i would like to move that we approve item 5.5 my second i'll second that motion all in favor aye corey burgess i'm amanda eamon aye charlene diaz hi anna boyd so moved item 5.6 new employee positions dr stewart uh mr president and board members um just like with any of our other grants during the school year grant sources fund grant fund sources spring some extra money for us mrs lot let each of our school sites know what they had for funding and bullhead city middle school would like to add two title one paris this is a title one money excuse me um for the remainder of this year with that extra funding and then um our life academy uh is very successful it's successful enough that it's full at the moment and we have a waiting list of students who for various reasons would benefit by being in that program however because it's full it would be very helpful to have an additional body in that program and so i'm requesting a permanent position but right now for the remainder of this year it could be paid for with our idea grant which is a special ed grant and then at the very least pay for it out of mno next year but we would also be looking for grant funding for next year if we could do it does adding that that full-time position permanent full-time position allow us to add more yes or does it well it will take the strain off but we probably could put three to four more students in at this time um and just as a just as a side note ms sparrow adabi is working on a very strong you know program for that and we have other students who really would benefit by this alternate placement the idea is not to have students there for forever or for even a full year most of the time it is to put them in an alternative setting where they can learn some coping skills and some other skills that they need and then return to life skills to return to their classroom in their regular school but it also has provided us a really good alternative for some of our students who for disciplinary reasons and through hearings are on long-term suspension and so we probably will be looking at a recommendation or a proposal for next year to actually add another teacher and at least one more pera so that we can accommodate the students who really need it for a variety of reasons but that's that's in the future this is for right now any questions all right then we need a motion to approve 5.6 new employee positions for the temporary professionals i'll second that i'll second that motion holland favorite aye corey burgess hi amanda amen aye charlene diaz aye so moved all right item 5.7 calendar for the school year 2022 23 dr stewart mr president and board members last year we approved the school year calendar for this current year and so it seemed appropriate to present to you a possible calendar for school year 2223 i had this prepared and actually was in the draft agenda and then saw that the high school district had it on their agenda last night i don't know if it was approved i did not see in the newspaper whether it was approved or not they did not did they even did they discuss it yes okay so i've put in front of you also the copy of what they had on their agenda and and i gave you the copy that i'd circled a couple of things that were uh that i recognized as the differences so uh their proposal has them starting a few days earlier than we uh ending of course then a few days earlier and the only other difference is the week for spring break they have spring break a week later i included in notes to you in the agenda that board members see our reasons for maintaining the second or the first full week in march for spring break and it has to do with us being ready for testing and the and the testing window that we have so testing for science will start on the 21st probably it starts on the 21st this year and we're presuming that the testing window for next school year would be similar which means that we would only have four or five school days back from break to get kids back in the swing of things and ready for testing uh and if we had spring break a week later there wouldn't be any of that uh getting kids back in the swing of things so and there's some other reasons that have to do mostly with that testing one of the key factors is at this time even though the state is not using the grading system for schools and districts it's likely that that will return next year and a key factor in that grading system is that we test 90 at least 95 percent of our students so the tighter we make that testing schedule the less likely that we can meet that that criteria so a lot of reasons for you to consider that week on the other hand we recognize that there is definitely value in matching our calendar with the high school district so this is for your consideration you can either approve it tonight or you can table it and and have other ideas but i wanted at least to get it in front of you at this time i i had a few things if i might um that i would like to go over [Music] i would definitely like to align our calendars back with the high school like we did before we have so many families that have them on both sides um so maybe we could start that conversation with mr silk and see where we can go there when they understand our reasoning for our spring break maybe there's something we can work out we also have the differences in start and end dates i know we had to roll our calendar back this last year but we're not in that situation again this year well no but at the same point we would still have to do that so there's give and take so if we move this to move that to make it go i i i think we'd be willing to to see to look at these things but our parent teacher conferences didn't we talk about going to just one day for parent-teacher conferences i thought we did now this is the way we had it we do uh we have a day of school on so for instance in october on this calendar we have a day of school on the 20th and then we do evening conferences and then we do morning conferences on the 21st so that that way we've got a wide range of times for uh for parents with you know with different time schedules i believe that the comparison in this is the high school calendar has the high school conferences a week earlier that's really nice because then it lets parents be able to do both high school and elementary district unfortunately they overlap a bit on uh in february however we have that other half day that the high school district does not and i will tell you we cannot cut any days out of this calendar we must have 150 days of school so at the high school level though with the conferences that was brought up was that they normally have two half days at the high school level and they do conferences on wednesday night and then a half day on thursday so then those that have students in the elementary district can go and meet those conferences right and if you notice they cut off the 12th in october and they cut off the 15th of february otherwise we wouldn't once again there wouldn't be a problem with the overlapping because the 15th right the high school district would have theirs the 16th they would be off after the half day to go and meet with the teachers i'm not sure the reasoning for not having the two half days in parent teacher conference schedule like we had in the past one of the things that you need to consider too is that the high school because of the way high school time frame frames are are based on credit credit hours were based on days and clock hours so we had we have some more constraints than the high school has relative to those so um yeah and i think i think even if even if the high school has changed from the two half days um it still allows for the you know accommodation for parents who have kids at both schools and just one other thing is that the february one is a friday before the holiday weekend right but but our teachers would be released like at half day because you know so then it gives them a nice a nice uh you know a nice nice weekend after that so and that's what we did this year it was the same thing this year and they appreciated that it wouldn't be a red friday then that could be a discussion sure it could figure out why maybe sure yes sir yes ma'am question did uh meet and confer get to look over these count this calendar meeting first starts this month and has not uh has not met yet um and that was one reason that when i put it on this agenda for you all uh that i put it mostly as possible in discussion and you know and whatever to get your input before we go to that um so no they have not uh it actually is not it has it charlene it really is not a uh it is not an item that meet and confer can discuss because it's not salary or benefits it is an item that the superintendent's advi employee advisory committee can discuss okay okay so they will be then eventually looking at the calendars absolutely is that what you're saying yeah but we would have to table it to do that and that and that's fine and at this point that's really what i would like to do is table this item because i would like to realign the high school to get those in we have a lot of parents or at least try to see what we can do and we want input from our teachers on what what they would like to see also because we got to take into consideration all those things sure and i will tell you that i'm sure that the reason that crushed has the first day of school or has the teachers returning on the 20th of july is is their way for this year to address that not having a missing payday you know that we faced this year and that we took care of um but probably next year unless they want to just keep getting earlier and earlier and i will tell you that our folks really did like it that we didn't start until august this year um whether they still feel about that that way about it when i meet with that committee or not i don't know but the feedback this year was it was very nice that we didn't have students until you know august so um yeah we can we certainly can have all the discussions it's fine i just didn't want to go into this uh blind with from what your thoughts were all right i did want to point out one more thing though i know that you had talked about like because we do want to align the spring break and that's my biggest concern and i know that your concern was the testing but uh to be fair at the with the high school having that spring break the next week after it you're probably gonna we either at the high school are going to experience losing a bunch of kids that are going on vacation during when the elementary is on break or we're gonna exactly because the families are gonna go going to go because exactly when i usually take my kids somewhere absolutely and that was the one that concerned me the most the beginning and ending of school wasn't that big of a deal i didn't think it went and it worked out okay this year it seemed to work out fine you know we had concerns about it this year but it didn't seem to be that big of a deal and we're only talking about um three days difference as opposed to this year was five days difference um so that didn't concern me as much but i agree with you the spring break one is of concern yeah all right so i'd like to make a motion that we table item 5.7 i'll second that motion amanda amen all right all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna boyd so i moved um item six point our item six executive session uh we need a motion to go into executive session pursuant to ars 38 43103 a 3 ars 38 4 3103 a 4.

october 21st 2017 it was a hundred so um you know that just kind of spoke to me it and and someone who works in the elementary school district you know it it could vary at any month but as a parent of an oxford student anna that break is so greatly needed those kids before we changed they were trying to do term papers projects and and you know trying to drive somewhere you know to grandma's house and trying to do reader for a report to finish over your winter break we were getting complaints i remember we were getting um we were getting requests to change that teachers came i remember students came another thing that another reason i remember we changed it is because we have students who want to go to college in the summer time and i remember that if we if we were graduating in june they were missing that that deadline to go into that summer session and so you know those were the reasons i i really remember it was especially that having that winter break time for our students who were under so much pressure to try to get stuff done and then that uh having that advantage to get into that college in the summer time and those were those are the the reasons that i recall uh voting for the calendar okay but haven't the colleges change their starting times too so that they you know in other words they have gone later than what they used to be i i didn't look that up starting the college year yeah i'm not i'm not familiar with that but okay so having said that you know it looks like there is and i i support uh approving the calendar as is to all for all the reasons that mr o'neill and ms randall trevor mentioned although i see the validity i think part of it is looking at the data that you presented with energy consumption maybe that is something that we could take a look at uh from our department side to see what else can we do to save right and also to use i know we have prop right we have we have a whole lot of solar panels going in exactly so we got solar coming in so all that will come into frozen to help us out with those numbers coming down i know it's not going to be tomorrow but at least we're we have we have a pathway and we are thinking forward thinking in terms of those type of issues so having said that i'll call for about um i had one other thing that just came to my brain because when we start i mean when we start stop earlier we're able to have summer school in june and and just the beginning part of july for our students so that they're not going in the middle of you know the july it still happens who works in the summer time you know i've been enjoying that for the last couple of years well that's i understand that but you can also have you know july and august if you don't start in august so in other words you're just pushing it you know one one way or the other so it's still the same number of break months we you know we're not changing the number of break in the months but okay i've i put my opinion out there and that of the elementary school and and the other thing i'm gonna say okay i believe in education but i also believe we put every advantage to those going to college and not necessarily to those who want to just get a high school and then maybe a technical education afterwards so like i said earlier i am so glad we have more cte classes for kids that don't want to go to a four-year college everything we have done in the last several decades has been push push push to go to college thank god this district started opening their minds and their eyes to the fact that we need more than just four-year colleges we started doing more cte we have opportunities for our students now that they don't have to go to a four-year college they can go to a community college they can get out of high school and go to work we've had success stories already of students who have left this district and gone into a job right away making a decent salary and that's what i want to see more of we got away from our shop classes our automotive classes we've got one or two of them left they're not as prevalent as they were before but we're putting other things in biotechnology biomedical absolutely etc so anyway uh i i appreciate it i don't i mean i would agree but you know we'll see there's five of us so we'll take a boat and go from there we'll take a vote i mean always bring it up again absolutely um all in favor any opposed no no we have three two motion passes thank you all right 10 uh 10 15 initial contract proposal to auhd to ask me and that's a public hearing i open public hearing any so moved second just together okay you have a motion and a second any questions seeing none all in favor any opposed and abstentions i want so we have four one uh four zero one and eleven point sixteen we have a motion and a second and i just wanted to uh get more information uh uh more explanation of how we came to uh partner or get this this program and you don't have to talk about it now medval but uh i would just like maybe all the board members would like some more information about this program um i trust that it'll you know you've edited this uh i just was extremely curious uh and so i i just wanted to um uh get more information on this that's all okay so we could probably give a friday update to us on that one okay we have a motion and a second any other questions seeing none all in favor any opposed motion passes unanimously all right we are going to number 12 superintendent staff report mr superintendent staff seeing everybody nodding no report we'll go to board of trustees report mr o'neal no report no report it's rando trejo happy new year yes i was able to attend the aim uh fall celebration blown away by the student testimonials of mentorship and you know the stories of them giving them being given an opportunity to be mentored and then to turn around and and mentor other students in the district and this just speaks to volumes of of who we are as a district and uh it's just really wonderful to see in spite of um you know uh we're we're just over we're just toppling over uh of the opportunities with that we're giving our kids and in in spite of the challenges that we're facing and it's just amazing that um the students are coming up with innovative ideas because they've been given this leadership um uh uh opportunity uh and uh some of the things that they were coming up with you know um you know guitar lessons and you know draw you draw i mean just the the the volume of ideas that our students came up with with their mentees and uh i i'm just i'm so enamored uh you know anna you're talking about the opportunities that this district is giving our students you know something you would think is as small as just being able to make a connection with the student is so important so vital for our kids and i commend um uh scott if you're still here uh you know and everyone on the team um patty and mj they work so hard to bring these opportunities to bring these people in to collaborate with our students and it was just an honor as a trustee as as a community member in in this district to see the wonderful opportunities that our students are giving and for them to give back in the spirit of you know our servathon and i just want to say i'm so excited that our kids are are going to participate again in the servathon again it just speaks to the you know what we hold as a priority in this district and character and showing our kids that the world is huge but we can make a difference and they can make a difference so thank you michael and cabinet and everyone who who just you work so hard and and happy new year it's a we're off to a kind of a grim start because of all of the things going on but there are so many wonderful absolutely wonderful things going on and i want to thank everyone in the district for stepping up and pulling not only their weight but carrying others during this really tough transitional time so a heartfelt thank you to everyone thank you mr alter miss piercy okay um this month i've had the opportunity to do a few things of course since the last meeting we had christmas vacation and all i hope everyone had a nice holiday and a healthy one hopefully i attended the opening of schools task force meeting on online as well as the student discipline committee meeting and i wish i had brought my notes from those meetings to report but i didn't so i'll make it very brief then the other night i attended the csba budget briefing um on the the governor's new budget and in that uh seminar or zoom meeting they brought up some of the changes that newsom has made as far as substitutes trying to help the substitute situation and i have a request because they made the announcement that they were going to expand the number of days a substitute could work from 60 to 120 and that and something else a couple of different things about subs and i would like to know when the laws changed because when i retired from teaching in 05 i went straight over into september right june of 05 and in september of 05 i started subbing and there was no limitation for me not to have to wait six months so i want to know when that law came in if you guys could find out i'd appreciate it and also i know there had there was always a an earnings cap but i remember at that time a gentleman that i worked with retired a couple years before me and i talked to him about it and he said there's no way i can make that much money even if i subbed every single day so the cap was there but not this six months of waiting before you could do that and that's hurting us right now because we had all these teachers who did retire or whatever who you know could or administrators could come back if they didn't have to wait the six months so hopefully he's working on that yes yes trustee piercy yes so that in 2013 there was a pepper rule that went to play so the post retirement it got changed in 2013. so after that you know people that retire you they have to sit out and stuff like that so 2013 the pepper that's when it all these kind of started happening at that time okay thank you you're welcome because i was curious i didn't know it had to happen after 05 i know that or oh six i thought okay and then this morning i attended the career and life skills lecture series that is being put on by cypress high school they um the college and career access team set this up and they're going to have monthly lecture series at cypress high and this first the first one today was nick paglioccini who is a kfi a.m uh announcer broadcaster he does traffic weather whatever you know he's been with them a number of years and so he came in and answered a number of questions for the students and it was great and though i have to tell you something he said when they they asked him this question about you know at school what did you find was one of your most um relevant courses and you know what he said freshman focus when he was in cyprus high school he had to take freshman focus that's where they learned how to read a bank statement how to write a check if they you know of course those are ancient now but i mean he's been out of school for 20 some years um and credit and things like that he said basic life things is what he learned and he said that was that was the most valuable one of the most one of the most valuable classes he took and he remembered that so anyway he was very good he answered a number of questions and then that they had you know he um come up with for the speaker and then it was opened up to the audience and so being a late start day they started the lecture series at eight o'clock and so a lot of the zero period classes came in so and then any other students that wanted to come were you know were free to come in so it was uh it was the first one and he did a great job he really did he got the kids really involved and then of course there were a number of teachers who were still there uh that he had been they had been his teacher so they were talking and whatever so it was really nice and so then they did an exit survey and i haven't had a chance to read the exit survey yet but they were asking the students different questions about the validity of him coming in and how much they like this idea and thanks to mike uh matsuda our superintendent we're going to have neil sedota next month and he will be doing the speaker series so if any of you would like to come in it was very interesting i really enjoyed and it was really neat that this guy was a graduate of cypress high school so they started off the series with somebody who graduated so they're going to try to do them all and i thought that was really good i mean a great idea and and i think the students really got a lot out of it it's an opportunity to let them hear about occupations that are not the standard ones in other words that they know about because there's a lot of different things and he said you know he did he didn't have a degree or anything when he started out he just started out at the bottom rung and then he felt at one point he had to go back and get some more education so he did but it was very well done so and that's the basis of what i did this month so all right thank you mr happy new year everyone thank you miss piercy mr smith thank you well i uh the insurance committee was canceled and i did listen in on the discipline committee and lastly i'd like to refer to the young man that spoke here this evening because there was a comment made to me that the analogy that i used or example i used at the last board meeting that everybody has a story that nobody has the same story and um i've given this some thought when we were given the numbers of the votes by the students at the school that they did not want to change the name or the mascot and that was the reason that i felt that it should stay but the thought i've given to this and i asked this young man if he was going to stay he's not here and i gave him my phone number but what can this group of people do to get their story out and i am thinking that if they could get some a good-sized group of people together and formulate a committee and develop a an exhibit that could be displayed at the museum on the indigenous population i think that would be a wonderful way for people to understand and appreciate your history a lot of people don't know my story and my story i didn't tell in complete story i have always been heartfelt with indigenous and indian groups and when i was in college at the university of nevada in reno we were going through rush and i was at the sc sae house and as a 20 year old i asked the question why do you not have indians native indians in this fraternity and this fellow said to me because they can't drink and that stuck with me it was very very ugly to hear and i have seen over the years how our government has treated these groups i know of doctors that have volunteered their time to go and stay in these communities and work in the pediatric groups in medicine and all i can say is that these behaviors continue on generation after generation after generation and i haven't seen much good and my memory is that when it became time for the californians to vote on casinos islanders i asked why how is this all going to be and they said well it was to raise money for the indian communities to help them and support them and all i can say is where the hey has that money gone because i don't see it helping i'm sure it's like every other time every other generation the money goes to a small group of people so if you folks get a group together and discuss it i'd be more than willing to participate and just be a listener because i think the museo is a wonderful place to start here in our community to share your story so we could take our kids to this museum and see it firsthand but it's because you're putting it together you're making it happen your stories will be out there and i just say god love you for all of you people and so i hope it's a better year it's been a rough we're in our third year now it's been rough and difficult and so i just wish you all loved and i hope one day we can all hug again and i just want to tell you that i feel very fortunate to have been on this board these years not everybody is great but i can tell you that most everybody in this room i love and i cherish and it makes me sad manuel is going to be retiring i'm sad already and he's not even retired and that's the joy and the ups and downs of being in a job like that but i'm so blessed and i just want to thank all of you for the people you are for abdullah you're a wonderful young man you speak so well i'm so proud of you as listening to you tonight and i thought i'm going to be hearing more wonderful things about you in the future so thank you and thank you mike thank you miss smith um i'll just go ahead and report we we had an rop board meeting i know that uh trustee randall terry hortender with me and i also wanted to mention uh mr garcia from anaheim high school was actually featured or not featured he was actually participating in the rose parade and i wanted to see if we could get a clip maybe john and put it out there on social media just to highlight him because i think it was the band directors of uh either cal i think ben directors of california who actually went through his band yeah and he was uh he was pretty tall enough that he got highlighted in the picture so so i wanted to make sure that he gets highlighted too uh in the biotech uh video i know maritza is here but i just want mike to really emphasize the fact that you know we've got all these great programs let's engage our parents to make sure that we are talking about this in the community i know anaheim high school made the presentation during their parents parent meeting or coffee with the principal they usually do so i'm sure that it's going to come back again but let's make sure that we utilize it to engage our parents and i think that's a great idea to present it to our feeder district anaheim elementary as well so that they know that we have some great programs so let's make sure that that's front and center sure absolutely i'll take the lead on talking to the board president perfect well you know it would be a good thing for sixth graders to see a video of that because they you know are of a couple of different options so that they have the options of maybe different schools because of what's out there so absolutely all right perfect and then um i did attend the aim program uh it was very uh nice to see some of our students actually talk about their experience so again these are great things that we need to invite our parents to have conversations about um and i also passed by our on sunday morning passed by anaheim high school to see some great work from our staff members actually passing out our test kits so that we could get our test kits out so i want to thank all our staff who are doing some valuable work uh helping our students other than that i don't have anything uh we will go to next to the advanced planning advance planning we have future board meetings our next next board of trustee meetings on february 3rd at 6 pm and 14.2 any suggested agenda items thank you i do um so when we attended this last um aec school board convention our students were highlighted there and there was one student in particular at one of the general sessions who really had to fight to even get uh on their uh student trustee as as a trustee uh on their on their uh on the diocese on the the board and and really spoke about how you know across the you know their area that they really wanted to uh to highlight the students have capacity and capabilities of making you know making decisions and being part of the committees and while our district does highlight and we have you here it's a part you're a part of us and while we have them sitting on committees i just got to thinking that if if there's a little bit a little bit more um allowing our student trustee to to vote on certain things so my ask is if we could look into maybe uh seeing if there's a policy out there okay if uh you know what the policy is and if um our trustee could could actually vote on maybe like resolutions that we present there are certain limitations but they can do more yeah i mean you know can't can they can't uh you know personnel issues and things like that but um i just would so we'll bring that up idea if if we could look into that i will second that and uh maybe call we could take a look at bring that agenda item something else i think that's a great idea now what student were you thinking of which was it one of the general sessions or remember the student that was speaking it was actually a student panel there's a panel on the general session and remember he he had to fight and and is that the one from san diego yes he was a character awesome i had a question about that too because the way he spoke he was elected to the board i and i didn't understand how he met elected so we there are there are uh provisions like for example north orange county uh community college board right i was a student trustee and i had to get elected by the student body of cyprus to represent students uh at the board of trustees right so that's a election process which is already prescribed with the asb but i don't think we have that here we don't have which is obviously ours we call them ambassadors right so they are called student reps and i think that's another provision if you want to we could take a look at but i think that we should probably help for us i mean i i you know i'm i'm not i like our system because we give the kids the opportunity to apply for ambassador or and or board so that's i don't think they're you know we need to change that but i was just curious how that happened i mean i know the college is do it differently but i this was high school yeah so it was it was he was character he was really something he was all right okay all right we don't have anything else as agenda suggested agenda items uh well motion to mr o'neill is in a hurry to go move to go adjourn a second and i have a second all in favor hi hi all right well happy new year folks

well certainly could if if the committee would like to do that um al i don't know how you feel about about co-chairs you did ask me about vice you could you could set it up as co-chair or you could set it up as i'm okay with i'm sorry i say that again i said whatever the group decides is an aggregate i'm okay with but rich and i didn't bump into each other too bad and remind us were you were you and he co-chairs or was was rich a chair and you were vice chair correct i was vice chair the ladder yes would you like to handle it that way sure that works so given uh mr russo's experience already being involved with managing this committee um i would uh nominate him to be the chair if he's interested thank you kate um so there's a nomination on the floor is there a second oh second thank you lisa all those in favor saying i any opposed seeing none motion carries i will turn the meeting over to al and you can open the floor if you if you'd like for vice chair thank you rachel we have a motion on the floor by kate for uh for the position of vice chair i will try your minds to see if you all would like a vice chair uh i am good with what whatever the aggregate wants to decide we have a motion for a vice chair do i hear a second a second okay all in favor of vice chair signify by saying aye please hi hi hi any opposed all right the motion is carried we will we will now vote on advice to prove this position of vice chair i will open up the floor for nominations for vice chair i thought that's what you just did i'm sorry why like what i did the last time was just open up to see if the group is an aggregate one i see i am opening up the floor for okay the position of nominations to the position of vice chair i'll nominate kate for vice chair do i hear a second i second okay all in favor or the secretary cast one ballot according to robert's rules and artists but we don't have a secretary so named so moved congratulations kate kate now all right the first point on our agenda has been has been satisfied that the records show that uh for the next year i will be chair thank you very much for your support everyone and kate i look forward to working with you again as always not only we teammates but we're neighbors that we are oh yeah okay uh the second second item on our agenda is uh november and december financial reports um our finance team sent out some documents this morning thank you very much for your efforts a little bit different instead of just seeing someone screenshot we actually have the documents in front of us if we choose to open them up um john i'll give you the floor sir well thank you alan um we appreciate it um i think i'm gonna have uh eddie deliver uh at least talk briefly about the report in general that we made a couple revisions late today and and emailed that at maybe it was around five o'clock did people get that one or that's the one we'd like to talk from if no i don't know just just our um so our i our printers currently aren't working um they kind of went down around like 450 um so for us to scan some of the uh data or the updated documents i'm sorry um i plan on sharing it on this if you guys can see it and i'll zoom in and out if it's too hard to uh view um but i'll go through the first part john if if if you don't mind at least opening um the narrative um as we begin 2022 we know that uh the omicron variants has taken us out and we can't see it yet ed one moment edward eddie just uh for my personality the only one last one i got was from uh what around noon yeah i didn't have anything from five o'clock so could uh after the meeting if you could also email the committee out copies of those updated reports go ahead i'm sorry um i i will email it i'll email if i can right now the thing is i can't our like our email database is down so i have it kind of like screen shot of what i saved it at before the system went down um so i'm going to share it right now give me a quick second and uh just drag once the system goes back online that would be great as soon as no problem so we can as you say uh past two years i've looked at a screenshot and i'm just not comfortable with giving my lasting impression on a screenshot that goes away that i don't have anything to go back to look at but gotcha thank you can you guys uh let me see what are you guys looking at here can you see i'm sorry i'm using two different screens so i just want to make sure you can see can you see this so right now we can see that spreadsheet okay okay so i'm gonna i'm gonna tab into the dps uh budget summary i'll leave that up for right now i go through the narrative does that work for everyone sure okay um so like i was mentioning you know uh i go through the narrative real quick you have it in front of you um nothing changed from that uh in the beginning um you know we are at the end of december at this point this is the closing as of december 31st um for the 10-month school year have gone by our budget of 139 million 585 thousand one hundred fifty six dollars and six cents uh is what our budget was the adjustment is zero those are just transfers between line items so they'll stay at zero uh we just wanted to leave that up there so you guys could see it a little better on the sheets thank you kevin for doing that if that was kevin i think you're sharing the narrative correct it's mia okay thank you um the expenditures expense year to date that ytd is uh we've spent a little over 59 million dollars which is about 43 of our budget um we are about you know as i mentioned we are for the five months this or a little over 40 percent of our budget we've spent um the balance of 79 million it is encumbrance into many different things it's just what is left out there um that's that 79 million dollars and then i go into the point of the narrative where you know right now we had some difficulties in the first two weeks of the year in regards to staffing um with the omicron variants kind of having a surge in covet uh shortage and staff i know um that uh kevin and john mentioned is at the board meeting last week um you know we had anywhere from 300 people out to now to roughly about where we normally at about 1 30 to 140 as of today um and then we go into january we're beginning the budget season uh john um and the team kind of did a budget presentation for the schools uh earlier or late last week i'm sorry thursday friday of last week explaining uh the new budget process we've um implemented we're giving more of the schools to kind of uh create their own budgets and we'll be assisting them in that where in the prior past kind of everything was centralized um and then i'll share my screen now in regards to the breakdown of uh general fund and grant fund reports one quick question how many what is the total number of teachers in the whole district yes i would have to i don't know that number off the top of my head um kevin or john do you know if now we can reach out to kim we could have that morning i'm sure that's easy to get no i was just wondering you know what the number you're saying regularly out 130 140 out of what that's all okay i'll get you that number thank you okay i'm gonna take you guys line by line kind of on this this is the budget summary so that's the account description here's your budget uh in regards there's budget adjustments range to date year to date and then your balance that two hundred and one thousand dollars that's standing out there i left that there so i can go into it and discuss what that number is um in the past uh the athletics department at the high school around this time in january february they've exhausted all of their money for the budget um and what's happened in the past is uh they come to central office uh and ask for the money they need for busing for spring sports that begin in march first as we know right now is the time we need to be ordering things whether that's buses we need to get people on the payroll in regards to games um so what we did is we we transferred some monies from the workman's compensation line which would be the next tab and you'll see why um there was a big amount that was budgeted in the workman's compensation line and year-to-date we haven't even i think we've probably used about 10 or 20 percent of that so we took 200 000 out of the workman's compensation line and transferred it into different line items to cover our spring sports for high school um hey can you do can you do us a favor i don't know if this will show up on your screen but for view options at the top can you see if you can get to 150 and make it yes make it a little bigger for everyone the board but also people at home maybe 125 might fit on your screen better oh okay well maybe not that big i'm sorry i just clicked that zoom button that that zoom button should let you choose the percentage that's why the the dot in front of us would work out so much better than these little screen shots which was my problem last night 120 yeah they try 125 uh okay that might fit if that works for you that works that works for me how about everyone else does that work that's 150 that's 150.

nice i don't need my glasses okay all right so if you could see the account description um their salaries benefits uh personal service property service other purchase services supplies program improvements and then it breaks it down to your total budget year-to-date and then the balance very similar to what we did on the in the narrative in the first page there's a key to terms um tab at the bottom right here so what does budget mean the original july first budget transfers are transfers between line items that we do on a monthly basis daily basis you have your gl report which is your general ledger report that we grabbed from our financial system tyler um range to date is very similar to a year to a year to date um so those are your expenditures uh your balance is your unspent funds and then your encumbrances your obligations that we haven't paid yet um salaries uh purchase orders etc etc i'm gonna click over to the next tab which is the budget detail um and i'll and i don't know if you guys have this in front of you but let me make it a little oh how's that is that good and you may you may want to go 125 we can't see the columns from left to right unless you want to maybe make see a little bit smaller so we can see everything how's that is that good okay all right so this is more of a detailed budget breakdown of where we're at as of december 31st as you can see it breaks it down into salaries your 500 51 000 series and then it gives each person you know assistant principal deputy superintendent principal superintendent the adjustments any of them made the year to date would be whatever has been paid out as of december 31st and what the balance is so i'm going to scroll real quickly down to the back to the bottom and i'll go back up to just point some things out that we're currently working on in this uh finance office so right here the same thing you know 139 million very similar to the budget summary what the year to date what we've spent that 43 of the 139 we spent and what's left over is the 57 which is the 79 million that's left over that's 79 million that's left over it's encumbrance amounts of salaries uh purchase orders etc etc that we haven't paid yet there are some line items as you guys will see that um there's a there's some negative numbers in there um john myself marie the finance team we are moving things that and and i say moving meaning that some people might have hit one light item which might have put that line item at a negative amount that should have been moved over to a different line i am we're currently working on everyone who's being paid in certain accounts whether that's general fund or grant funds and making sure we reclassify them to the correct line items so uh in the next you know day or two next week we'll be doing that and which we should hopefully have that ready for next month's budget uh our finance budget meeting for february and for the um board of ed meeting that is that is my update on my end um john do you have anything to add or did i miss anything are there any questions eddie i'm at 79 million um earlier report gave us at about a 300 000 lighter number you have 717 i'm sorry and i have 655 okay uh what changed which which number did you have this you had us now 79 million 717 000 in it and in my earlier report i have 79 million 655 um can you just give me an uh what changed what changed that number for tonight in a matter of a couple hours yeah i'm gonna pull up the original one quick sent quick second now um can you let me know which page that is i just pulled the original one up that was sent out earlier sure let me see oh yes is that the one you're looking at yes that correct gotcha uh that is the encumbrance amount so that's the amount that um we have an encumbrance there um very similar to the uh balanced budget it's like a difference of about a hundred and fifty thousand it looks like um hey can you scroll to the line item that mr russo is referring to i'm gonna have to i'm gonna share it from the original uh okay let me just download it real quick from the other email sorry i am i'm used to the weather changing rather rapidly but again i was just starting to digest these numbers and we got them earlier this afternoon and they've changed so i excuse me so kevin if you could because you're sharing it right now if you can do this is it this one okay if you can scroll down to the keep scrolling it's probably the second uh the fourth to last page so page number six or seven right there you could stop right there that's seventy nine six five five change the program improvement no this this uh second number to the end at the lab the 79655 is the one that's being questioned yes um i'll i can get back to you guys on that i don't know what exactly came from what i did to now i don't know i mean that's of course 1594 23 82 168.

all right one two and that that number that 79 million 655 number seems to be what the number that's inconsistent with all the other columns yeah 61 it saw 61 000. do you know if we did any adjustments within the last six hours i'm wondering i know we were we were adjusting a few things um in regards to individuals who were being paid in one line item versus the other um all right i don't i know sometimes in the software there are um things that are done retroactive on purpose for example in payroll if um they may have been making an adjustment for december uh on purpose even though it's january uh between the times we first ran the report in a second time but that's just an example of something that could happen i i don't know about this one all right yeah in the interest of time uh if you have a slack moment in the very near future like tomorrow if we could just file that if not we it's okay with me if it's okay with the rest of the committee to move forward okay good with that that's fine with me yeah just one quick question um in connection with equipment is there's um is there an inventory of when things are expired and it needs to be repurchased i mean is there a tracking across the board or is it just too much to do you just experience on the need as it comes you mean uh fix so when uh a machine something breaks and uh is there like a fixed asset inventory where someone is scanning and checking the uh equipment um you have so many copiers say you have 20 just say 20 across the system uh you know 10 are going to expire on such and such a date i mean do you keep track of that or is it as need happens no we keep track of it we do have a you know a contract with a aztec who's our services for the printer um and you know when a printer goes down or a few of them we kind of contact them and we renegotiate a contract for aztec i think john john did that happen already or are we in the process next year to renegotiate the contract for our printers as an example uh gina has some proposals uh to replace copiers but i think we're going to try and make those decisions as part of the budget decisions and maybe not change anything until we've gone through the process and do it in july or august so i i do know um they keep some good record keeping down in i.t of computers and things like that um but i'm i'm unfamiliar with other fixed asset record keeping that that might be going on uh perhaps if rich albert does some like that but i just haven't seen it yet thank you theresa i i just want to make sure i understand the question because at first i heard the question was that specifically around sports or just everything in the system in general in in general for the classes of equipment like the it laptops you know they're going to be only good for what five years uh you know and planning that down the road and and the i and the copiers you know you have uh 20 copiers and 10 are 10 years old uh plans to replace them or as it as they break down okay so so circling back to eda's response um we we do have contracts with these providers um there is a life expectancy is part of these contracts and of course it requires maintenance in between the life expectancy of the machines as an example with the copy machines so that's consistent for us i think throughout the school district and i think other industries use a similar kind of template um the laptops which is you know we've certainly grown considerably in our i t department you know given our one-to-one um initiative in the district and so what we have and i'll just start with our staff so our staff is currently kind of on a rotation so for the 2022-21-22 school year um our elementary our elementary staff or is all receiving new updated laptops this year and so we go through a cycle of elementary middle and high school and i believe that is a kind of a four year cycle and those chrome those laptops get updated every four years and so this is the on that wheel this is the year for elementary and for our students they will be on a similar type of wheel the chromebooks don't have the same type of lifespan um and and thank goodness they don't cost as much either don't have certainly the same like lifespan of the powerful um laptops that our teachers are using uh but we'll have a similar kind of model for elementary i believe the last model we use it was high school and then high school would be cycle recycled back to the elementary school i don't think that's a model we're going to be able to subscribe to if students are going to be using these devices longer term uh but just as examples in those two cases you know there are kind of cycles for replacements in place for um copy machines and laptops and chromebooks for the district thank you so much i have a quick question please um did i hear correctly about the sports that they um they are running in a deficit the high school that's correct they've they've ran into deficit from what we've seen in the last few years um part of our new budget process is to make sure that we give them what the each school needs um you know they've run in a deficit about 150 000 every around this time um in in the spring semester you know we've sat down with dan and chip at the high school and discussed this and did some stuff so that's why we moved that money around for now um but moving forward for you know fiscal year 23 and part of our budget process is to make sure they're budgeted correctly for the full three seasons of sports right and and lisa for clarification we run in a deficit because to ed's point like he just finished on uh we were not budgeted for all three seasons and we just budgeted for one season and so for the last couple of years um our athletic director and principal at the high school um they've had to come to district office and essentially you know annually really request money for the additional seasons um so what what what eddie and um john are trying to put in place make sure that the money is at their budget for for the additional season so this is not an ongoing issue for us so it's just been the last few years that they've had this issue or is this something that's been ongoing prior to that it appears uh from what i understand from john it's been a um ongoing practice that needed to be corrected okay thank you are there any other questions no but as a point of interest i'm operating on a screen that is on one of the chromebooks that our children are learning off of so that's a bigger font is better first and so if i ask questions and again or have trouble seeing something it's because of the size of screen that that i'm working with purposely so i can have empathy with our students thank you i have a question if no other committee members do we can i just clarify are we talking are we continuing with the presentation is there more to the presentation that you want to share with us or is this sort of like an open mic right am i taking this down now ed and now because i think we brought this up for a question that al had raised yep i mean al do you have any anything else good to move on at the moment thank you thank you it's okay to ask a question um so i'm wondering uh uh the um the financial report that we used to get had um projected encumbrances total projected expenditure and projected obligations that show by the end of the year we will have spent 100 of our budget um and i'm looking at this and i see a balance of two and a half million um do you expect that to move i mean is that what is that am i reading that correctly we have two and two and a half million that's that's just kind of floating out there unspent unused unencumbered right and if if i can answer that one um there's uh quite a few things that have not been encumbered or obligated yet uh many of those are just because it's um not the right time of year some examples of like grant expenses for graduation or even some of the money we moved into the athletic department buses for uh the sports i'll use the example if teams are going to the playoffs we don't know if they're gone and where so they're just things that happen um in the springtime that haven't been ordered yet um you have that but they're also um we've tried to catch up on some of the encumbering that should have been done in july one of the things you'll notice if you looked at last month's report it was a much bigger number because we had not reflected uh all of our health insurance that we expected to spend we hadn't reflected the school bus contract so in the last few weeks we've put some of those things on at least what would be for the the rest of the year uh but there's still some things that are not uh not encumbered yet uh that we know will happen uh every uh every month for example electricity and things like that so um right now we're not we're not expecting a balance uh on june 30th that could change uh but right now we're we're not seeing it and i'm hoping um each month uh to give a a little better look uh a little sharper focus of what june 30th should be looking like okay and i know we're we're in the middle in the process of hiring some some new staff backfilling some open open seats there but um is was there a reason why those like the projected encumbrances fell off the report and is it possible or or helpful to put it back on so that we can kind of see where we are where we're landing for the end of the year for clarification is it projected balanced or projected in conversation rejected encumbrances what because we looked at some last reports and i'm not seeing that in the other ones i don't know if that's something john you know we can add but i'm not seeing that in the old one we pulled we pulled uh what courtney and joe did in the last especially this month being you know the january first the beginning of the new calendar year um but there was nothing in regards to projected encumbrance in those reports i'm looking at one from january 22nd on from that board meeting of last year and it has the you know it has the budget has the um year-to-date expended and then also projected encumbrances total projected expenditure and then pre projected obligations in a percentage showing that you know it was foreseen that 100 of the budget would be spent by the end of the year he said january 22nd correct rachel yes right 21.

i i have it in front of me that's the i think you know one of the uh one of the points i think we were trying to make in the cover man we wanted to want to do something that was pretty much an executive summary or um you know i had to had to keep the major point and um on our first page this month i think we showed 43 was it that had been spent and um and that's after uh four of ten school months i i thought i heard uh eddie say we're on track so we we thought that percentage might be a good way to look at things for the rest of the year but it doesn't have to be that way we just felt that was a good no that's true that makes sense it was just nice to see that the rest of the year projected out that we're we'll have spent our budget that was it for me yeah thank you john or eddie in your earlier report there was there was detail on on grant expenditures do you have anything to add with that for tonight's presentation yep those are the last three pages them again let me see here what as he's getting one if i may uh just jump in one of one of the things we'd like to do is um just provide reports that come right out of the system that are not um not things where we take the data uh uh use the words type it into a report and then uh give it out we like things coming mechanically and you know it's it's a new system uh a lot of the reports have to be written uh we've done that i think uh we made some strides this month what you will see when we send it out to you is uh those are i'll call them machine totals they're the real thing um but it's uh we can make it a lot cleaner i think with uh you know you see those uh dark lines that are throughout i think we can do a much better job eliminating those uh but that's why it looks the way it does you guys can see this correct okay so yeah as john mentioned you know you see this danbury public schools like i'm unable this is grabbing from tyler um infinite uh systems so when it exports it into excel as this is excel it shoots it this way and copies it so you know we're working on it we're going to fix it and make it very cl a lot cleaner um a lot more uh readable but basically as you can tell you know has the descriptions the budget for example title three you know budget we go by budget numbers in regards to budget 11 is title three then your big ones are your essers uh one two three your alliance your title one um and then you can see what the budget is for example s or two 11 million what we've spent and what the balance is encumbrance per se um sr2 we have till uh september of 2024 correct kevin and john is that correct that's a that's a two-year grant the i think our plan is to spend half uh this year and a half next year and then another big one is the biggest one of the users is the sr3 which is that 25 million dollars and we have till uh 20 24 25 to spend is there any way to put the expiration dates in we can do that just for you know how much we have left how much time we have left to spend i'll do that teresa thank you and as you guys as you can see that i'm sorry kate no go ahead eddie uh as you can see i'll scroll all the way down and it gives you the balance of you know how much money how much money we're receiving in grants um and can you send to your screen we we can't see the whole thing just maybe shift it over we can see e through m but we can't see like i think you can scroll from the bottom or just slide it over from the top if you grab it is that better no um i'm seeing it okay on my end actually you can okay yeah right yeah i think i think it depends on each uh the monitor size it looks like okay i think i just did something okay and you can see at the bottom right here this can you see this 57 mil 58 million really can you see this column column m yes so this is our grand total of our grants but as mentioned teresa as you mentioned um i'm sorry i moved i moved you guys over here so as mentioned uh i'll put the expiration date on the next line so we can see how many years we have we could do two is see how much uh you know like s or is two years that's your guess three years and just kind of put you know beginning to end for each grant that would be great thank you any other questions i'm question eddie um as far as the the grants that have a zero balance in them are those some of the ones that that mr wilson referred to last time as uh grants were waiting to receive let me grab one for example here uh i'm gonna scroll up real quick so like for example the title three english language one [Music] yeah so that one would be ones that we haven't received or haven't begun yet um as mentioned i think would be very helpful is putting the beginning of when they begin and when they end so we have an idea of when uh that money will begin to be able to spend if you drop down a few lines eddie i'm looking at like the um the grants project family resource center tuition for preschool mainstream which are both zero balances and it looks like we've spent money out of both of those um already line 60 and somewhere around there yeah yeah 296 dollars and 41 cents yeah those are very similar to we're identifying going back and seeing to make sure that they hit the right line item something like that is interesting to see that only is it only dollars that hit that line item what was the budget for that line item as we can tell through the infinite system it shows that there was no budget ever in there but year to date we spent 296 dollars so things like that are ones that were identifying and making sure that it did hit the right line item um you know there's a process we're working with very similar to our salaries and benefits majority our salaries to make sure that individuals are being paid in the right line items so something like this is something we're making sure that it's identified and uh it's hitting the right line item i guess i'm not fully following since this is the grant section um and maybe i'm maybe i'm looking at it incorrectly these these line items that appear under the grant section are those grants that we are actively getting or pursuing or are these just things that are these are line items that are covered by grants so these these are a lot these are grants that we have received um the tuition uh for preschool mainstream 15 i would have to do get more uh information on that very similar to the family resources center because i'm looking at it now and i'm wondering why on the gl side there's no uh budget as mentioned as john mentioned we pull this from our uh financial system so there may be a disconnect between what was entered and what wasn't entered or what was transferred over um so this will be one of them if not there's a few of them as i'm looking at it right now and and i and as an example i can speak to the family resource center um grant so we like like most of these grants they're competitive grants um and or annually we have to submit a proposal and rationale for the grants um on behalf of the district and so often times you know some of these grants might be in the negative because as an example with title one john and eddie are both very familiar with title two title three um we have commitments the school year starts and you know for us in september we have positions coming out of these grants annually we have programs coming out of these grants annually materials coming out of these grants annually that all of us many of our schools rely on however the application period doesn't start until october and so often times these grants are being charged to areas where we haven't received the monies or they haven't been released yet and then once they're released we're able to backfill some of those areas specifically the one for tuition for preschool mainstream i'm not sure but i can tell you in cases like perkins perkins title four title four um family resource center um there was a sizable award uh from the state like i think it's close to a hundred thousand dollar award for the family resource center grant and those monies are probably spent against that grant to date and so in some cases although i don't see any here right now um and john will attest to this oftentimes particularly in title one title two title three will start the year in the negative um and then we can pay those accounts back as the year progresses on because we've actually received officially received the award uh because it's finally been released so you maybe see some discrepancies at this point of the year because the grants have been just started um and to teresa's point it might be helpful um as part of our education to the board to the finance committee to board on the public to have some maybe start dates many of these grants um to your question are annual uh but some of them you know do have a um a termination date um you know i i.e um the essa grants that um eddie was speaking to earlier so i i just thought i'd provide that little update i'm certainly aware of those things okay thanks kevin i just wanted to make sure that that my understanding was what you had explained and you explained this last time so i appreciate you repeating it um i just want to make sure that you know we have an understanding of that as a board that uh we're assuming that we are being awarded these grants and they are necessary to you know the operations that we have at our schools john can you can explain your brief explanation online to grant number 036 extended learning program where we have a gl of again zeros right um that has to be a um a wrong account for that kind of money this early in the year it's um i think the wrong grant number is being used well not most of these expenses like with our school budget are for payroll for teachers and things like that and it it was um a struggle i'm told um in august and early september with so many new people coming in and some shortages here in the business office to get everybody accounted for in the right places so if it's all right let me um along with these other questions i'll uh i'd like to have a better answer on that in the morning all right thank you want to look at who's there yeah as we noticed again there's several several lines with in the gl budget line with zeros thank you very much and as as kevin indicated what um one thing we do try and do you know the um people you have to keep your grant money and your budget money separate you can't mingle them together uh the state won't let you do that the city auditors check to make sure you're not doing that and um so if we we may know someone's going to be paid from grants not know the particular grant we'll we'll pay them with grant money rather than tax dollars and then assign the correct grant later it's harder if you you've put them in the wrong fund to go back it's just an accounting entry if if they're already there i ask um a couple quick questions just about the uh the new plan for for you know determining the budget um i know that you guys are trying to figure out how to go to all the the different school leaders to you know get an individual sort of building based assessment for the budget uh which i i commend you i think that's a great idea um can you talk a little bit about how you got to the dollar figures that are going to be given to you you know per student to each level of school she talked about i think like a 75 per student john if you're speaking around mute there um so what we did is we looked at what was being paid what what's in the budgets today uh i'll use the middle school as an example we had um two schools with about a hundred thousand dollars each and one with 70.

and it didn't make sense so what i did was i took the uh i added the three amounts up uh 200 came to 270 uh added something uh for inflation came up with so a slightly higher number because it's for next year and then uh divided by the number of uh expected students uh from our um latest uh demographer and uh came out with a figure is actually higher uh in milk it than the 75 dollars but what we realized was that some of those building budgets are we're actually and are actually being used by uh central office people where there's some uh central purchasing done for supplies to uh keep the curriculum uh the same from school to school so after we um uh got what was in there now we took a took out the uh amount that represented the centralized purchasing and left with just what uh we think uh the principals make decisions on uh plus a little inflation um middle school program is a little more complex you know has a few more electives uh has electives i should say in in the high school even more than that so just a more expensive programs to run thanks that's helpful um kevin if i may we're still there or john john i know you have we have a community forum it's seven o'clock yep roughly seven minutes if if we could yes plenty of time i could possibly button this up and and i i i know we're all aware that there needs to be this needs to be cleaned up a little bit uh or modified i'm sorry well i'll just it needs to be modified a little bit if if you could uh uh i don't know i'd say at least two or three days before our next board meeting uh send us the the new and improved documents so we can look them over so we can make a or a recogni recommendation to the board to accept the numbers um i realize it's a new program and and there's a lot of been a lot of change in our district but uh this is a jumping-off place to start and and yeah i i do have some additional questions but i'd like to see the final numbers before before i raise them so when does at least you think you could give us a uh a 2.0 of this mr russo we will definitely have them available for the board packet um at the latest and probably at the earliest um thursdays before we send them out um we can have that information ready but all right sir thank you and then um i am prepared to take a motion to adjourn for now so we can go on to our next meeting so moved i hear it kate thank you kate all in favor aye aye so moved hey we'll see you all soon very soon thank you we're obviously you soon thank you all right everyone good night [Music] alright that was dirty come on

we'd like to call this meeting order and we'll start with a pledge of allegiance and i myself will offer that i mean lead us in that pledge allegiance all right thank you um this last round of covet has really struck the school district with uh closely and has taken some people that we were pretty close with and i think it'd be appropriate if we just took a few minutes to just pause in silence and i'll read the names of the families that have been affected so closely to our blue ridge family that would be the the ellsworth's the greens the hearsts the jacksons and everingham family so if we just take a a moment of silence then we'll begin our meeting after that thank you we'll begin our board meeting today with a special presentation from jessie reek and jesse would just like you to take the podium and take a mic and we'll turn time over you for however long you need thank you so much there it goes thank you so much thank you for having me um i am an english teacher here at the high school and i also uh the last couple of years has been have been serving as the avid district director for the district um and among all the chaos of kovid we've had some really great leaders uh step up and say yes we want to bring avid to the district and so we haven't yet had a chance to present it to you all and so we're excited to come here tonight i do have a special additional guest who will come up a little later and share a little bit about his experience with the program so far because we started looking into this in the spring of 2020 it's been a sort of hobbled start a slow start but we have some really great aspects running at all three of the campuses this year and it's just a little taste of where we hope to go but i want to present a little bit about the program what it looks like here now and the vision that we hope to to see fulfilled okay magic so avid stands for advancement via individual determination it is a long established program it's been around nationally and internationally for over 40 years in your board packets there are some informational handouts that are kind of snapshots of both avid national and what avid looks like in arizona it's just to give you a taste of what the program the kind of impacts the program has on a large scale and what we why we trust the program and what we hope to see some of what we hope to see it accomplish here at blue ridge so you can see that it's it's very well established in arizona the first exposure that i had to it was back in north carolina many moons ago but then i came i've been out here now 15 years and have been at the school for at the high school for three years and teaching ap classes and just wanting to see kids feel better equipped for the kind of rigor that they're exposed to in ap classes and then of course in college and beyond and so i started trying to think like how how can we do this how can we support kids and get more kids into our honors programs more kids into our dual enrollment programs and a wider variety of kids from all over our our district all over our student body and it brought me back to this program that i had heard about and so i went down to north high school in the valley to a showcase there i spoke with mr webb about it i said i remember this program i've looked at their website but i'd like to see what it can actually look like and was able to go down not long before covet shut everything down and and see at north high school down there what it looks like and it's really this robust school-wide program that is energizing a lot more of their students to be successful in college and career and so with that in mind i started reaching out to avid and we were able to to run a planning year and now we're in our first implementation year at the campuses avid's mission is to close the opportunity gap by preparing all students for college and career readiness and success in a global society and i love this phrase that they've shifted to this opportunity gap where the focus is on providing opportunities for students k-12 exposure to what's out there the possibilities and the opportunity to develop the skills and strategies they need to be successful in a classroom and in their careers so this is the avid college and career readiness framework and at the top you can see kind of the idea of what students need that they need rigorous academic preparedness and this is true whether it's happening you know whether they're on track to go to a trade school whether they're on track to go to a university or whether they're going to go straight into the workforce they need rigor they need to be challenged they need that opportunity to to succeed and thrive opportunity knowledge they need to know what's out there and then that student agency piece which is something that in the classroom we've just been desperately grabbing for especially these last couple of years that that they need to feel empowered to take ownership of their and to take responsibility for that and to feel capable of thriving in the classroom and so we as educators and the bottom half of that pyramid there we need to insist on rigor break down barriers align the work and advocate for students and avid provides kind of a structure a programmatic structure and framework for us to be able to do that in those four outside domains instruction systems leadership and culture so this is kind of the big lens we're trying to to institute through this program so what do we do with this we are trying to continually remind both our staff and our students that we need to be future focused we're using it to provide more vertical integration from the elementary school through the junior high into the high school with consistent expectations and support for students we are using it to provide the support and alignment with district and campus goals and a lot of that is happening through our own ownership of in-house fully supported pds through the avid program so right now what it looks like at the high school at the high school we have both school-wide approach and an elective approach and so with school-wide this is for all of our staff and all of our students our professional development has been avid based and avid focused all of this year so dr megan dorsett and i have been trained in giving avid professional development and in alignment with our high school goals we have been doing professional development roughly every six weeks providing that for our staff and it's allowed us to give training that's really specific to our needs to our aims to our goals and at no additional cost to our school we can do all of that in-house we offer the freshman foundations class to almost all of our freshmen and this year that curriculum has shifted over to avid curriculum avid provides this elective correct curriculum that's all about um you know study skills organizational skills uh you know how to be an engaged learner what do my post high school diploma options look like what should i be pursuing in that and to be prepared for that and that curriculum we've put that into our foundations course so that all of our freshmen are having some exposure to this and and getting off on the right foot as they start in at the high school we're also this semester really trying to focus our counseling department on getting some organized system for promote systems for promoting college and career awareness so we've had some some pieces joyce cox has done amazing career fairs for us we have college reps come in sometimes but it's not organized systematically enough to catch every student and make sure that they're on track with what they need and so we're using avid to help structure that we also have the avid elective and so in ninth and tenth grade we have a cohort in each grade of students that was recruited they applied they interviewed and were selected to be in this class and these groups we have around 27 in each class our students that are getting full wrap around support so they're in one of our skinnies those little 45-minute classes every semester for all of their high school career so with this our goal was to attract students that might possibly be first-generation college students students that are right now getting a's b's and c's in regular classes and are capable of succeeding in more rigorous classes but maybe are a little scared or don't feel like they have the skills to support that to get those students and to provide that full wrap around support it's sort of a chance to pick up kids that often are middle kids fall through the cracks because we're focused on providing the ap experience or we're focused on providing interventions for kids that are really struggling and our big chunk of kids in the middle don't get that special attention and so these are about providing that that wrap around experience that wrap around support and we have fantastic teachers with the ninth graders and the tenth graders and they're into their second semester right now of this avid elective so i asked billy to come speak a little bit he's one of our freshmen and he was in my honors english class last semester is in avid so billy you want to come share a little bit so um i'm billy wafthouse i'm ninth grade avid student this is my second semester like she said um this class has just i don't know made it easier for me to focus and manage my time in school and i guess with notes especially because notes are hard for me to comprehend most of time because i usually use pictures to think and remember things so it helps with that a lot and helped with social skills actually because we have to speak in front of the class a few times in class we have to um socratic seminars which we talk about questions that our class has stuff like that and i don't know just made it easier awesome thank you so we have a whole group of freshmen several of whom are off at the basketball games right now or are still working on their willingness to speak in front of people so i really appreciate billy coming to share just a little bit about his experience at the junior high we're also making this school-wide push jessie before you go on to the junior high i have a question can you tell me how this program relates to the boss moss class because it sounds like some of the competencies are parallel or interrelated yeah so boss moss is focused on right like building sort of more business related skills um and avid certainly opens the door to that but they're more of the soft skills versus the hard skills that boss moss is going to provide they're the soft skills of you know speaking in front of people having that confidence so in terms of the business related field and then lots of awareness so they have guest speakers come in and talk about their careers and the educational background that got them to that point and a lot on study skills so a lot on note-taking organization planning calendaring making sure you know when due dates are and ideally our elective develops right now especially again recovering from covid they've had a couple days of week that are designated as tutorial days and for our freshmen and sophomores those days have been a lot of what's getting lost from your school work right now and how do we catch up and make sure that you're getting through the assignments and balancing that workload ultimately these tutorial days develop to days in which they're working in small groups and they're asking questions that clarify their own points of confusion and then develop their own agency to be able to find within their resources and within their peers the resources that they need to be successful in the class so it's more of an academic focus and there's certainly a broad push towards college awareness and college readiness but there are also students in that class that will be on the navit track or students that will be you know in other avenues that go straight to career um because they are skills you know we want to teach these transferable skills note-taking and you know learning terminology and all of these things as i always tell them in my english class whatever job you're going to have you're going to have to learn vocabulary for it right so we need to know how to learn yeah can i share a person like an example because i have my youngest daughter so my youngest daughter just because she's the youngest and parents kind of forget that kids have to be taught to learn so my other kids you know are very successful in school and then she really struggled bees and sometimes sees and it was devastating for her but she just didn't she couldn't advocate for herself and she expected us to just if she's very much of a passive learner so in the avid program she's taught how to self-advocate and then one example is they say what do you want to do in your life so you have to create a powerpoint presentation so she decided she wanted to do graphic arts and design with animation so she had to do a research project on how much would it cost how can you get there and then they have to supply goals for the year so she comes home from school and she says mom there's this school called massachusetts institute of technology i'm like uh-uh you're not going there one fifty thousand dollars a year but she developed a plan that if she gets her associate's degree at um the local school here and she can graduate with some of her dual enrollment credits so they showed her how to do the dual enrollment credits for class and so she's taking all the robotics and she's doing all the nasa and so she'll be graduating with her associates probably a semester after she graduates from high school and then she's like i can afford a hundred thousand dollars of education in comparison to two hundred thousand dollars of education because then she also was taught well how can you pay for that so she decided that she's going to do door-to-door sales but that's really funny but um but she thought during the summer if i can make ten thousand dollars for three summers i can pay for thirty thousand dollars of that and if i have a savings account so she now is on track to go to a university that i would tell her absolutely no but she could have an opportunity so that's kind of they show them like life skills and how to figure out how to make your goals successful and then how to advocate for yourself so now she's in a lot of honors classes and so she'll take the additional time to go in early to talk to teachers so she made straight a's this last semester and one of them was honors geometry and that's really hard and she ended up getting like a 98 or before she was a year behind in her math classes so it really just changed her perspective and her confidence so now she's like i'm going to massachusetts institute of technology i'm like it's called mit daughter and think of other opportunities so she has three schools that she wants to go to and she has a plan so she's selling chicken eggs she's like you know she's doing all these things because she was taught take taking the time to teach in this program on how to be self-sufficient and how to accomplish your goals so it's pretty amazing i think it's a great program and it was working earlier i had a question about how are kids identified and how do they get into this class if they want to or are their kids just getting left behind right because i i maybe you said and i just missed it but that was one of the questions i had how how are students identified and how can they access the whole program yeah that's a great question um so last year because it was so new we did a big push both to our freshmen and then to the eighth graders and we just kind of put it out there and announced it we did it at registration events we went down to every single one of the eighth grade english classes and talked to them about what the avid program was and posted flyers and passed out the information about the application and so they then applied and then we followed up with that with an interview before we selected the cohorts we also had teacher recommendations for us that's what i was going to ask are there are is the other route where a teacher can recommend a student that probably wouldn't have taken that step on their own because of lack of confidence yes absolutely and it was nice last year because um we knew the freshmen and so we were able to reach out directly to the freshmen that were going that were rising sophomores and say hey you need to be in this class and we tried to get that message to the junior high teachers and i think this year they are more familiar with it because avid's in their school as well and so we'll have a better response from them in terms of recommendations and even throughout the year you know the first semester we had some students that got in the class and said i actually don't want to do this and it is an elective it's a choice it's a voluntary thing we think it has the potential to be really awesome for a lot of kids but it's not something we're going to force on them because a big part of it is you're with those kids all four years every day you have to be able to get along and and so we've had some kids drop and we've had other kids either reach out or we've had teachers say this kid should really be in the program and we've recruited them so we've had some kids join this semester as well so this next year we won't recruit from any of the high school you know unless a teacher says this kid needs to be in there or a kid individually says hey my friend's in there i want in you know that looks cool then we might add a few students but at the eighth grade we are taking teacher recommendations and then any individual student that has interest as well yeah any other questions so our high school staff has been a little bit more familiar with it we've been building to the launch um this year and our junior high in elementary we just got started this year we had several a large group of teachers uh that were in training and administrators in training this summer and now at the junior high we have kind of two pieces one is again that pd piece so we have some folks there that have been trained to give pd and i am also going to spend some time down there doing pd with them and so we're focusing there our pd focus at the high school first semester was on note taking focus note taking and so that's where we're going to start at the junior high 2 again building that vertical integration it looks different at the junior high but if they're exposed to it there it builds to the high school and again just promoting that college awareness and you know what are the opportunities that are out there through career days college fairs that sort of thing at the junior high with their schedule they run the enrichment wheel and right now all of their seventh and eighth graders all their students go through one little four-week enrichment wheel of avid and we're fine-tuning the curriculum there because it's so much shorter we really are trying to figure out all right what are the best pieces of this curriculum uh to use and ones that maybe aren't being touched on in other aspects of you know their capstone or their english classes or whatever else so we're fine-tuning that but it does mean that all of those students are getting just a little taste of what that kind of support could be like we hope eventually to build it into one of their elective classes but right now it's in the enrichment wheel and at seventh and eighth grade level and then those students have the opportunity to join the elective cohort at the high school at the elementary school it's much more kind of school-wide again they've really loved the idea that a big part of it is just making kids aware at that age that college is a thing that some people go to college and so all of the elementary teachers have put up their diplomas and they have during their spirit weeks they'll have like wear a college color day in things like this we have in the sixth grade where the sixth graders thankfully mrs wright was willing to share a little bit of her time and expertise to implement some of those avid skills and strategies into her elective time sixth graders are not always the most willing to stand up and sing but they do need a little bit more academic support so she's been mixing that in there and went through their training this summer to be to be able to provide some of those strategies and to encourage their students in organization and planning and all of those kind of academic fundamentals we also sent a group of three third grade teachers to their training this summer and they are implementing a lot of the average strategies in that classroom our hope is to kind of uh you know grade up level up every year so next year to send some for or this year now to send some fourth grade teachers and progress up so that those students that are starting to get those avid fundamentals in third grade will be able to grow into those as they move up and then those teams those that third grade team can share you know that those first three can share it with the rest of the third grade team um and so forth to expand um there's even you know kind of specific trainings and programs and support that avid offers for little kindergartners um but a lot of schools start at the third grade and we decided that would be a good place to kind of start that more intense like all right let's think about how we organize what we write down when we're learning so that's what it's looking like at the elementary school as well any other questions on those i just wanted to add the power of a teacher taking an interest in a student the impact of that at an early age it can be profound i in our family our father was homeless and and was uh lived in west texas and a fifth grade teacher said hey his name was billy as well and he said you're smart what are you going to do you you know you can do this you're smart and you started helping him and tutoring him and then he had a high school teacher that said you should go to university you're a very bright kid and so it's through college athletics that he had his avenue to go through but there were teachers that planted that seed that put it that had a belief in him because he didn't have any other adult contact and so the impact that you can have on the students that are living on the margin and the students that are in high sociod income can be profound teachers make a huge difference and by the way you and adam are among our finest thank you so in terms of building from here we are working on finalizing a site visit down to wilson unified school district in the valley in february we're hoping it'll work out it's still of course there haven't been any showcases in arizona for two years but right now wilson is saying they would be willing to let some of our teachers and administrators come down the tentative date is february 16th right now and if any of you are interested in joining to see what these established schools are doing they have a an elementary or junior high and then a fully avid high school right across the street from each other so i'm i'll pass on that information once we have it finalized in case anybody wants to join us we'll have a group of teachers and administrators going down to sort of catch that vision it's been hard because you know everything's virtual right now so our training this summer was virtual and we haven't been able to visit schools there are some other schools in the area payson and holbrook have also recently implemented avid so they're getting started like we are too but there aren't any ones that are more established very close to here so it'll be a trip down to the valley um we have ongoing professional development happening at all three campuses and and leaders that have been trained at all of the campuses to provide that professional development so it's been a really nice thing this year to get back to meeting regularly as a staff at the high school and talking about what's happening in our classrooms and and what strategies we can use to increase student achievement there we are constantly trying to make sure that we're aligning it with our site and our district initiatives so every time that you guys make a plan or our administrative team makes a plan then i'm going back with our site teams to say all right how do we use avid to support this and and support the district goals here we are of course continuing to expand awareness of the program and the supports that we have available and brad pico has been fantastic this whole time in helping us secure funding we can use title funding and targeted school improvement funding for the avid program because it is supporting so many of our vulnerable populations and at this point we've done the bulk of the training but there with avid there is an an annual licensing fee that we pay um and we do lots of training for ourselves in-house for free and they offer lots of free online trainings but we will continue to have staff that will want to go to in-person trainings when they become available again or to longer more extended trainings and and we're going to continue to try to find the funding to send send them and build that excitement and that expertise and knowledge okay i think that's all i have any other questions just so i have an understanding of the overall program is a kind of like a self-discipline so a student would learn to discipline themselves into doing things that are hard and they're not comfortable and they're not used to doing and they get support how do they have an opportunity do they have opportunities to come back and report on their their uh successes and how is that report given to their peers or to the training and the training how does that happen yeah i think that is a big part of it is figuring out okay how do i actually put myself together enough to do what i want to do i know you know i or figure out what i want to do and then what are the pieces that are going to help me make the steps take the steps necessarily necessary to be successful in that so it is um you know those four domains on that first you know pyramid slideshow says you know instruction part of it is just teaching students how to access instruction better through organization through learning tools through study tools and in terms of staff professional development how to provide instruction that their big focus is wicker that provides writing inquiry collaboration organization and reading how do our lessons support that so that every student is getting opportunities to access rigorous curriculum so we have that instruction piece we have the culture piece of becoming aware of the opportunities and building that personal culture of how do i discipline myself to this how do i hold myself accountable and then the systems and the leadership are kind of on the back side in terms of counseling administration schedules you know all of registration how do we make make sure students are able to access the opportunities that we have and and have the support to to do that well um so it it tries to tackle all of those pieces but absolutely that self-discipline discipline is a part of it there's a huge bunch of reporting that i do back to avid central which is kind of nice it's a hassle to do like we look at all of these demographics and we look at you know where the group's coming from and what classes are they taking and what grades are they getting and how how many days were they absent all of these things to see like are we seeing impacts are we seeing that the students that are long term in the elective are being more successful are we seeing the impacts as we expand the number of teachers that have been trained and are using these strategies so in that way we report back to avid central and then we have that data to process at all of our sites and students eventually yes like right now we only have 9th and 10th graders and we start small by asking them to come present at board meetings but ultimately as they become juniors and seniors they have roles to play in the younger grades and in those classes and then even as they graduate we continue to attract them after they graduate and they we create sort of systems for them to come back and talk to the younger students as well thank you i feel like i'm the only one asking questions i have another question too about balance you know in my way of thinking it could get a little out of balance not encouraging kids to to get the full experience in high school about extracurricular things are they encouraged to expand into clubs and and different programs that are available to them banned orchestra and that kind of stuff yes absolutely they have pl they have time for that they don't have to make a choice between avid or choir or avid and and and the play that we're going to do that kind of thing right no um you know ideally the master schedule works perfectly for everyone and it never does but so there will always be some conflicts we've tried our best to work those out like for example this fall with our our freshmen we had a conflict with freshman football uh and and the avid elective because they had a freshman football pe class um so there are things there they're going to be little kinks like that that we have to work out and we did our best with the coaches to work out like all right how can we do this if a kid really wants to be an avid they want to do football we want to encourage that because i'm a huge proponent of extracurricular activities for lots of different reasons one just because i love the arts and i love sports uh and and loved having that access in high school but it also right all of those have really important development pieces for for our students um and their experiences that they need to have and so yeah we will do our best to encourage the schedule makers to to fit it in where it doesn't have serious conflicts um there are bound to be some but but we'll do our best that's one of those breaking down the barriers pieces that we try to stay really aware of thank you you've been patient with me i appreciate that any other questions for anybody chuck jesse you mentioned that there was a fee membership or registration fee can you tell us what that is yeah it varies um at this point roughly the licensure fee will be between two and three thousand dollars or two thousand and thirty five hundred per site um the elementary ones are cheaper this year the junior high is registered as an elementary school because they don't have an avid elective and that will be true next year as well so theirs is around 2 000 in terms of just the licensing fee and the high schools is closer to 3 500.
