Um Mhm. I don't know. >> Absolutely. And that makes sense. Like >> I'm just I'm I'm spitballing. It makes sense and I'm not saying, you know, every single month is once. I'm just trying to think about how to be more efficient and what months could we potentially it's just that it's once a month. Again, I think not just me well, I haven't talked to anybody else about it, but I just want to underscore again that, you know, often times I am trying to make a decision if I can attend like this, you know, sport event versus I need to go to a board meeting and or a committee meeting or, you know, whatever the case may be. >> another option Please. I think Bren was going to say something earlier. I was just going to say I did do some research and I know that there are some surrounding districts that choose to do like one committee of the whole and then one board meeting per month.
So it was just plural. So I don't know with because I'm not on the CCIC I don't know um does Mr. green and then other security personnel usually participate in that. >> All of those groups are represented with the exception of the plural for board members. >> Okay. >> All those groups and I would just Mrs. Willen thank you for the for the comment. Um, I think it does make sense to do that work over the summer and have if there is a revised policy in place to have it in place for the start of the school year with just with just three weeks left in this school year and another board meeting in just three weeks from tonight. Um, would I would request that uh some grace in pushing that out to uh to the summer. >> Any other questions or comments? The motion is to approve items 7 A through E and item 7G.
>> No one is saying that an advisory committee isn't going to give urgent attention. I don't I'm no one is disagreeing that we need that. And I don't think that there's there's any objection to the advisory committee functioning that way. >> So we we currently have we voted last time on the ad hoc, is that right? We're looking to change it to an advisory. So we didn't have any other questions, comments, concerns. Someone like to make a motion? >> I can make a motion. >> Sure. No, I was just I was looking around now. Is that right? >> I move that the board change the special education ad hoc committee to an advisory committee of the superintendent of the Brookfield Board of Education. >> Okay. >> I'll second that. >> All right. Is there any other discussion on that? Okay, all those in >> Well, >> I'm sorry.
So, the committee of the whole is more or less to um introduce and to bring like new materials and presentations and that's where the discussion happens. It's more like informal, but it would be everybody all the board members would be present. Then the second meeting would be then you would vote on that and you would take action on that. So, the second meeting would be much shorter. Um and a lot of of I from what I've heard, I know Yorkville does that and it just kind of makes things more streamlined. It's more efficient. Um So, this this gets rid of it. It basically gets rid of the committee. >> It gets rid of the committee. So, you essentially would have your finance and facilities and um the equity learning and the policy and legislative. So, you would you'd present everything all at one one one time frame.
If we're ready to vote, I'll start. Mr. Glick with you. How would you vote tonight? >> I. >> Miss Lloyd, your vote. >> I. >> Chair votes I. Mr. Nan, your vote. >> I. >> Mr. Major, your vote. >> Yes. >> And Miss Wen, your vote. >> I. >> So, I think that passes again with Mr. Schultz's absence. 6 tonight. Uh remaining item that we pulled out is item 7F. >> Do we have a motion on the guaranteed maximum price for Mount Healthy? >> Move that we approve item 7F as presented tonight. >> Is there a second? >> Second. >> Thank you, Miss Wen, Mr. Nan.
Go ahead, Caroline. >> Sorry. I guess personally I don't feel like I guess I have enough information even with all the discussion we had. I know that sounds silly, but I I don't know enough historically on the functionality of regular committee versus ad hoc versus advisory to to know >> Okay. >> in an opinion what what is best suited. Um What more information would you want? Like how could we get that for you? >> Or then you just won't know. So, what happens if it gets voted down? Does it stay an ad hoc >> If it's not ad hoc, then he has to adjust everything, yep. >> And we'd have to pick a topic. >> inform the 33 folks that >> You'd pick a topic and then you'd resend everything else. >> know if I'd pick a topic. I I So, the board is requesting an ad hoc committee.
I know their's starts earlier. I think it's like five. I was going to say, yeah. And then, you know, it'll go typically for an hour and a half to two hours cuz a lot of discussion and and new materials and then the next meeting you'll vote on anything that needed to be voted on that and it would it would just be more or less like an action meeting would be the board meeting. So, it would be like comparable in time, but redistributed essentially. It would be like a long meeting and a short meeting instead of two meetings of fairly equal measure. Yes, and it would also release them the or would um you wouldn't have the committee meetings anymore. >> Right. Okay. Thank you. Uh So, do they do all of the and perhaps I just need to look at go to their docs, their board docs just to kind of follow their process.
Any questions or discussion on item 7F? Yeah, this is this is really a hard one for me. Um I think that uh I've I've been a detractor for the new school for some time now. Mainly because all of our projections that we've shown have shown that we're going to have a reduction in enrollment over a 10-year period from around 2021 to 22 to 203122 of about 4 to 600 students. Uh we've talked several times about each school being no greater than around 700 students. Uh today uh based on the November 17th, 2025 ADM count, we had 329 kids at Mount Healthy and 836 at Southside. So if we think about the west side of town right now, we have just say around 1,200ish kids. Uh that means we would need two 600 person schools, student schools. Uh when we add uh uh Maple Grove, we're going to add another six to 700 student capacity on the west side of town.
But again, that request is prior to us talking about an actual problem we're trying to solve. And not just >> So, maybe that needs to >> like there has to be a a problem, right? That we're trying to solve. So, I think >> A specific goal. >> After whatever happens tonight, we we would then next meeting want to talk about that. Like, what is it we're trying to solve? >> we talk about that right now so that everyone can feel more fully informed? What is If it stays an ad hoc committee, what is the one topic that we would have them focus on? Cuz it has to be something specific. It would be, for example, the Cubs um in-house program next year. And they would simply look at how would it function, where's the funding going to come from, what is it going to look like.
Yes, and I I've started to create a document, too, and I reached out to their EA there, as well. So, when I get some more information, I can share it share it with the board electronically, so that you guys can take a look at it and see. And then the Yeah, so there's administrative considerations, obviously, um cuz we would probably need like a committee of a whole. We would need those agendas much sooner. Mhm. Because we'd have to get to that meeting you know, like super prepared. All the questions answered. Um Right. I'm not saying that we're not super prepared. I just wanted a conversation. >> Yeah. Yeah. Well, I I yeah. I'm glad you brought it up. But I also like yes, and I know some of our like I think it was our last finance facilities meeting was 10 minutes. It was it was pretty short cuz I I was like, "Oh, it's a good thing I got here on time, or else I would have missed the whole thing this time." >> [laughter] >> But um yeah, so I think while while yes, it would be uh you know, like a greater need for I think efficiency and you know, careful use of time, I don't think it would always be that pressing.
And we're talking about redistricting basically to to take some load off of a couple of schools here, but to also fill that school up because there's not enough kids on that side of town to fill that school up. Now, even if you took uh 200 kids off of Southside and got down to 636, you still need 400 kids to fill up Maple Grove. So, um rather than uh this is the hard part, rather than spending $18 million on bonds, plus we never talk about the financing cost, which we've demonstrated in the past is about 40% of the cost. So, you're looking about somewhere between 24 and $25 million fully loaded with financing on Mount Healthy. Um, I think there needs to really be more discussion about how we want to manage the west side of town uh with three schools where uh based on our own recommendations of around 6 to 700 kids a per school.
They would not look at uh you know, me having more specialists at the high school or, you know, the IEP programs or anything like that. They would simply look at developing the Cubs program that we weren't able to do this year. If we want it to be, you know, the IE IEPs and how that uh our best way of how that functions. If we want it That has to be a topic. If we want it to be we want more reading specialists or like there has to be a very specific thing that this committee is looking at. >> Right. >> To be fair, that also might change who wants to be involved, right? So, as of right now, the way Steven presented it as an advisory committee, it's going to be to discuss how to look at the special ed programs within our schools and get feedback on how to not only improve, but how to move things forward.
Um cuz I'm sure it would ebb and flow, just like it does in our committee meetings. Mhm. I think what you're describing would take what I'm I'm open to trying new things. It would take a lot of some systems relearning, you know, like how quick beforehand you need to get this stuff, do we need when are we reviewing things? So, it's just something to think about as we move forward. Um I don't ever feel like I guess if I reflect, I'm never feeling like I'm at a board meeting and I'm not seeing or voting or listening something that's important, although some of the proposals we do listen to and sit through I've already sat through once Mhm. on the different committees. And so, that is something to consider, you know, um And we can I was going to say it would be nice. Like I know that um I personally feel like it would be nice to hear what happens in the committees that I'm not on um and just to have that representation.
Um what what is the future going to look like if our enrollment continues to drop by another 600 kids? That's one full school that we lose in the next eight years. We've already shown in the last year that it's well over 200. We hope that that doesn't continue to go that path. But I would I would actually like to have more discussion around this so that we can understand uh better how we're going to staff three schools on that side of town. understand the total cost associated with that and then um understand whether there's a recommendation to maintain uh Mount Healthy as a school on that side of town or to move those kids uh through redistricting to Southside and some of the kids from Southside to uh Maple Grove so that we don't have kids crossing uh I65 every day to go to school.
How do, you know, think outside the box? Where's funding going to come from? So, if we now say we're now in a it's it's going to stay an ad hoc committee as we voted on, and this is now going to be the topic for the foreseeable future, that may people might be like, "Oh, wait, I didn't that wasn't necessarily what I wanted to talk about, so I'm going to step down from that." So, if we're looking to involve as many people as possible, it might make more sense to keep it broad and allow it to be an advisory committee, so that they can change. Out of a meeting of the advisory committee might come a whole other topic. Might come a specialist. Might come a grant that nobody knew about. That could not necessarily be pursued within the ad hoc committee if it didn't pertain to the subject that they are talking about.
And I mean I know I know I attend as a No. But I think it would be nice to to all get that information. Mhm. Um because like you said sometimes you know, you're hearing it for the second time at a board meeting and other times uh you know, some other board members are hearing it for the second time and you're getting kind of kind of getting caught up. So one of the uh So one of the one of the reasons that we have our committees is for board feedback and then to incorporate any changes, you know, any any you know, you brought up board member badging which I'm okay with. I'm good with and I think it's a good good idea. I was just surprised to see it. Yeah. Um So You're talking about board members with badges. >> We're going to have to We're going to wear badges, yeah.
So my recommendation would be to uh have a work session for discussion on how to move forward with uh uh the understanding that enrollment is potentially going to decline based on all of our past projections. requesting to table this or >> have a work discussion to understand how we're going to uh manage long-term uh 12 elementary schools with declining enrollment and birth rate. We I the hard part about this is is we keep talking about this, but we talk about it for five minutes here and then we go on and we continue to spend money and we sit and talk about how the community is is uh uh strapped for money. The other thing that would be awesome to do would be to have a a countywide meeting, not necessarily countywide, but um include city city council, county council, and BCSC in some discussions on how to best manage the tax money in this community so that we're not uh in a situation where people feel like every time they turn around, they're just getting taxed to death.
Whatever that subject that we we assign is. So, if we assign So, what subject would we want the ad hoc committee to focus on? Cuz it >> Well, I feel like I don't want to talk about that because I don't want I don't want the ad hoc committee. Like, I'm voting for something, but I don't want the ad hoc. Like, I My recommendations, I would like it to be a standing subcommittee of the board. So, I would like to make a motion for that. Like, that's why >> Then let's just have the motion on the table and see where where it goes. >> Okay. Um we have a motion to change the special education ad hoc committee to the special education advisory committee of the superintendent. All those in favor, please indicate by saying I. >> I. >> One, two, three. Okay. All those that do not want to change it, indicate by saying nay.
Yeah, we're going to wear badges. Um unless we're going in as a as a parent, correct? Um and then we'll wear a visitor badge, right? Um But this That's why yeah, I mean we would have to give an opportunity for administration to incorporate those changes for the next meeting and then have everybody you know, like so it kind of has to be it's it is a little different way of So I have a feeling that these committee of the whole might say very long. Mhm. >> Um Yeah. Yeah. Yeah. I also think about building a rhythm for these practices, right? So I think tonight's presentation by Jeremy Wachter might be responsible. Is a good example where in our second, third year now, where he's anticipating pretty early on the kind of community engagement he wants to do to get to tonight, right? So, he's already thinking this is a cycle So, there are cyclical things where we are getting deeper and deeper into type of feedback we're going to go after as we're planning for them.
And so we're really good about um pumping up revenue, but we're not always great about talking about cost. >> I um want to jump in here and say I don't I don't think it's totally fair to say that we talk about it five minutes here. We have had meetings through this whole process where we looked at enrollment not just in those three schools but but in all of our elementary schools. And I um also want to add that I appreciate that the the three sessions that um that were put forth for the public about redistricting really looked at enrollment um across the district. In fact, not just elementary but middle school and high school. And while I don't have numbers in front of me, I do know I mean you mentioned three schools, but Schmidt is the overcrowding at Schmidt is playing a very big role in this whole thing too.
