>> Yeah, that's what they they told me five minutes. So we we should be able to breeze through that. And they have contacted the owners um where the easements are located. So hopefully this will go through pretty quickly. Um, article >> 21 drainage easement termination for Whiting Road. Dick Malin will make the motion. Nina Green will second.
So that the business of the district is still getting done. Um so I am fine with the one business meeting and then if we can um get the governance and the budget training as a workshop um as a second meeting but with no extra um agenda items. And if we can all just make sure like we just focus on kids and we focus on the business that needs to be done. Um I think we can get back to a place like a year and a half two years ago when we could get through the board meetings in reasonable time. So I think it's important just to note that I believe we're all here for the kids. That's why we show up. There's no other reason to do this job. And the business of the board is essential and doing it at a reasonable hour is important.
More >> wait. >> Oh, and we also won a lot this year. Um, it was really fun. And so, so for us on cheer, we won the all girl D1 state title. We also won the D1 allgirl traditional title, which was the first in school history. So, us and Campo are kind of twins, making the first first state title wins in traditional together this year. Um, and then we got fourth at nationals, missing first by8 in game day. And then we won our all girl group stunt in USA nationals in California as well. So, overall a very exciting and very rewarding season. >> Um, hi, I'm Ashley Parcell. I'm the head coach of the Highland Hawkeyes. Um, this year we went to UDA Nationals and we won Palm, Jazz, and Game Day. And we actually made UDA history by being the first team ever to win all three in every division, which was super exciting.
So a yes vote on that consent agenda on the consent agenda supports advisor's motion of no action on that article. Okay. I will now read the number and title of each article. If you want us to consider an article separately, please call hold loudly when I read that article's number and name, and I will remove it from the consent agenda, and we'll we'll address it separately after all unheld articles in the consent agenda are voted. Article one, annual reports. Article two, fiscal year 2026 supplemental appropriations. Article three, action on prior year's bills. Article four, contribution to the OPED trust fund. Article five, revolving funds. Article six, transfers from free cash to stabilization funds. Article seven, resin prior borrowing from prior town meetings. And article eight, improvement and embellishment of cemeteries. So I don't hear any holds. Mr. Bond or does the advisory committee have a motion for the consent agenda comprising articles 1 through 8?
So, it takes a special type of person that wants to see more in their role than just a small sliver in a larger town. >> Correct. we have to take care of our own employees and uh with all the hiring that has happened over the last two years, this is not only not a surprise, it's like yeah, no kidding.
Um, if there are any questions on this, who should they go to? >> Um, I could answer them. Um, I don't this this just for background. This is um a homeowner's request to uh dissolve an existing drainage that we were meant to use um and it's impacting their property. >> So no cost to the town. >> Okay. And uh same thing with article 22 >> correct >> for tbreak. Okay. and article 23, we're going to um there's going to be consideration of an associate member for the board of health and um questions will be forwarded to UK. Is that right? Okay. Very good. >> K. Are you going to make a presentation or >> I don't think so. >> Okay. It's pretty straightforward. Okay. >> Good. All right. And then lastly, um, free cash. How are we looking for that? Are we going to be doing calculations during the meeting or >> already certified?
Um any discouragement to have discussion or to have input or even to have items added to the agenda should not be discouraged. It should be encouraged. Um and in light of we are here for the kids and all of our work is in light of that and in hope that we can bring the best educational setting for our kids to learn in. Um my last and my last request with the first two being denied is for a discussion information item continuing our understanding and uh striving for equity in our two high schools looking at intra and interdistrict transfers. Just curious about the numbers. If it's not going to be added as an agenda item, I would like permission from the board to get this information uh provided to us so that it can inform our decisions in light of our children. And that is something that when you emailed me the first time about this um that I followed up and I obviously couldn't talk to anybody else because I had your email.
And then we also won Palm and Game Day State and those were um four pets for us in those divisions. Um this is my fifth year as the head coach at Highland and our four-year seniors are leaving high school with 13 rings. So it's pretty awesome. Just >> your name and then your cheer and your name grade and what activity you are. >> Oh, okay. I'm Nikki Eddie and I'm a junior and I do cheer. I am Nia Morris. I'm a junior and I do cheer. I'm Truly Trace. I'm a junior and I do cheer. I'm Megan Millius. I'm a junior and I do cheer. I'm Ava Reese and I'm a senior and I do cheer. >> I'm Adela Job and I do cheer as well. >> I'm Leila Corman and I do cheer. >> I'm Hadley Wilkins. I'm a junior and I do cheer.
>> We do. I move that articles 1 through eight be considered and acted upon together as a consent agenda. These being routine matters not expected to require significant debate and that such articles be approved as set as set forth in the advisory committee report with the following additional information. Article one, annual reports that they be accepted. Article two, fiscal year 2026 supplemental appropriations. Current fiscal year that 390,000 be transferred from free cash in the treasury to supplement the following fiscal year 2026 budget lines. Snow and ice removal 300,000 legal council 90,000. Article three prior year bills that no action be taken. Article four, OPED liability trust fund. That 100,000 be transferred from free cash in the treasury into the OPED liability trust fund. Article five, revolving funds, fiscal year 2027, expenditure limits that the following departments and functions be authorized to expend up to these amounts from their respective revolving funds.
>> So, um I mean I don't have any questions on it because you know, >> you know, I thought that these were important questions. We know the answers to them, but people listening should under should understand, >> right? Absolutely. So, with that, I think I'm going to move to adopt the town of Dover's classification and compensation study report dated February 2026 as recommended by the personnel board. >> Second. >> All in favor? I >> I >> We can say it together. And I'd like to thank Robin and Mike and I'm sure Chris and the >> Jennifer >> C CSS for for all your work. And >> I know you can't let studies like these sit on the back burner for five years. They're fluid five or 10 years. So I'm sure we'll be reaching back out at some point. So thank you. Very, very thorough presentation.
[laughter] >> Okay. All right. Very good. Okay. >> A month ago. Really? Yeah. >> We always have to do calculations because if things don't pass. >> Yeah. >> That will be some adjustments. Okay. And then uh the last one will be the uh motion to adjourn the meeting. >> Okay. >> My favorite. >> All right. So, um >> at 10 p.m. >> I'm sorry. >> At 10 p.m. [laughter] >> at 10 p.m. Somebody said we can only hope. Okay.
Um but it seemed by what you wrote that you just wanted that information and um I think given that the main meetings are both going to be um heavy with items that my personal opinion providing that information to the board is fine with me. Um No, how do we >> get this information before the cuz you you agendaized this a couple of times but Yeah, so this is a continuing discussion. Thank you for bringing that up, Mr. Rowley. Um so every year this uh our district um accepts applications for and and then uh responds back to any inter- and intra-district transfers. So this would be an updated information uh applications I believe were submitted in January. I'm not sure have uh the people who submitted applications heard back as far as if they were granted inter- and intra-district transfers. Is that information available? Some have received because they were able to pull the principals together and do the meeting that is required in order to identify how many spaces they have for each grade level.
I'm Paige Bradman and I'm a junior and I also do cheer. >> I'm a junior, too. >> I'm Chloe Bailey. I'm a junior and I do palm. My name is Delila Hes and I'm a junior and I'm also on palm. >> I'm Laney. I'm a senior and I do palm. >> I'm Brighton Nelson. I'm a senior and I do palm. I'm Breen Sparks and I'm a junior and I also do palm. I'm Ameilia Bonham. I'm a junior and I do palm. I'm Macy Pullman. I'm a junior and I do palm. I'm Haley Sears. I'm a junior and I do palm. I'm Milan Padulla. I'm a junior and I do palm. I'm Ellie Duffin. I'm a junior and I also do palm. >> I'm Shane McCord and I do superintendent. It's fun. Well, I got to tell you, um, I've I've read all about you. I've seen all kinds of things out there on social media.
Council on Aging 75,000. Board of Health 20,000. Town farest 35,000 farm pond 160,000 ambulance 205,000 elder housing 500,000 parks and recreation 300,000 DPW fire police surplus equipment 50,000 article six stabilization funds that the following transfers be made 50,000 from free cash in the treasury to the general stabilization fund 300 00,000 from free cash in the treasury to the capital stabilization fund and 100,000 from the lead certification account to the capital stabilization fund. >> Thank you so much. Thank you. >> Thanks. >> Have a good day. Thank you. >> All right. So, the next item on the agenda, which is item 1.2, is to award a bid for the townwide landscaping island maintenance to zero Kbonian Sons. I hope I didn't butcher their names. of Newtonville, Massachusetts. And Kevin is going to give us um some information. >> Yeah. So, as you summarize, looking for the board's approval tonight for our townwide uh landscaping bid. Um this uh it was actually probably my most soughtafter contract. We had 29 plan holders, but surprisingly only four bids. Um this is work we've done forever. Um it's just we uh exceeded the contract threshold um that we needed a contract and so it was just a little housekeeping that we did to to actually memorialize and put a contract um put it out to bid.
Um any questions about the procedure? Now dur during the meeting if there if somebody has questions one thing that came up last meeting we have some very competent lawyers in town and and they're very skilled at cross-examination. Um town meeting is not the place for crossexamination.
Um and so I'm more than happy to have Mr. Schlosser's office put together a memo that we can send out to the board so you have that data. There are still families that will not hear until after we um get through the summer. And that's the traditional trend of this. So yes, the window has closed and yes, some families have been notified based on um the order which they came and the space and following policy. And when will the rest of our families be notified? It depends on um enrollment. So some of them don't hear until after the school year starts. They are told that they have to begin at their other school and if there becomes space, they let them know. But if families don't drop and remain on our enrollment, we have to allow them um so many days before we drop them from the system.
Just the accomplishments both teams have had. Uh you guys have had a great run over there at Highland High. So we're really really proud of you. Again, we know the work that you put in. We know the time and I think it's important to recognize the families that sacrifice their lives so you guys can do what you do. So um thank you to all of them. Let's give them one more hand if you guys would shake hands and we'll figure out a picture. coaches at school or used to coach. His name's Ernie. >> Hey, you're a junior, right? >> Congratulations. go to impact dance. >> Congratulations. >> Are any of the seniors wearing all 13? >> Thank you. >> Now picture. >> All right. your position. >> You're doing good. >> Chad, if you'd like to lay down right up front like this. >> Would I like to?
>> Second. >> There has been a motion and a second and now we will vote on all of the uh articles in the consent agenda, articles 1 through eight together. This requires a majority vote. Please vote now. Okay, looks like voting has slowed. Uh so we'll we'll stop voting and the article passes. Okay, so that was uh articles one through eight and we're on to the budget, >> but we have only 16 articles, so we're really halfway done if you look at it that way. Okay. Article 9 is the fiscal year 27 omnibus budget. >> It requires a majority vote. Our town administrator, Jeremy Marcett, will make a presentation on the budget. >> Jeremy's going to be down here in front. >> Thank you, Mr. Thank you, Mr. Moderator. Jeremy Marcet, town administrator. Uh the fiscal year 2027 budget development process began last September with the guidance issued by the advisory committee.
Um Cairo car bones and Sons the reviews came back excellent. Um they actually do the per uh the marathon route in Newton. So that's kind of like the so so um uh and the contract is three-year renewable option. also seeking the board's approval for the contract in the subsequent years.
