So a pedestrian indicated light versus the flashing constant flashing lights that are out there that kind of blend in and become white noise over time. >> Start ignoring them after a while. >> Yeah. >> And and actually that's that's exactly what they have in Medfield at the rail trail. They have those, you know, >> you hit the button, >> right? And it's it's on Forest Street right by Dober. So I think people should be accustomed to it. It works rather well. >> Yeah. >> All right. So I will continue. So I'm going to move to approve the scope of services between Dober and Tech for Chering Elementary School pedestrian assessment at a cost of $5,900. Second. >> All in favor? I >> I thank you. >> All right. >> It is a little bit more convenient even, >> right? >> So, the next item is the um a vote to declare surplus surplus surplus police department gear um or to to declare police department gear as surplus.
I think that um you know people uh have been pretty kind in not questioning the presence of a quorum. Um but yeah it's it's a certain it's everybody's right somebody could do it. >> Okay. >> And I think that's why you always tell people motions can be reconsidered. So stay till the end. >> Yeah. One of the things you'll note in my prefer my opening remarks um I'll mention that every motion can be reconsidered until we adjourn the town meeting. which is by the way another problem if we end up going into a separate night because technically the second night is a continuation of the first night. So everything that was voted on the first night can be brought up for reconsideration the second night. and and frequently I've been told from people in other towns that have gone into other nights that there isn't a significant overlap in the attendees and sometimes something that carried with a large majority the first night is overturned the second night because there's a different crowd present.
>> Second. >> Thank you, Mr. Brainer. Is there any discussion? I don't know if that's okay. All right. Okay. Uh if there's no discussion, then I'll call for a vote. Uh, all those in favor of appointing Johnny Sneaggle as principal of Mosc Mosquite Junior High for the 2026 2027 school year say I. >> I.
The next slide. Um, other budget drivers are continued trend budgeting for all other operating accounts and we need to remember that there are no debt costs at the region because we made a final payment on the middle school building of 710,000 that was made in FY25. As for student enrollments, projections are 403 for Pine Hill with an average class size of about 19 and 104 for the region. Um, Sherburn's regional assessment percentage for FY27 is 47.8% which is up from 47.3% in FY26. As stated earlier, we're moving to a different outofd calculation. The Sherburn school budget has historically carried all eligible special education out of district place students which are ages 3 to 22. and the department of early and secondary education DESIE has requested a change to account for the expenses in the respective district versus all at the town level for more accurate reporting.
And this is an annual item or just an ongoing item. You can't get rid of things unless the board of selectmen declares them a surplus. And getting rid of them is not throwing them in the trash. A lot of times they get sold at auction, but this cannot get done without the board of selectments. >> In this case, particularly in the trash, >> right, this is this is, you know, spring cleanup uh after some recent retirements. Um so yeah, pretty standard request. >> So I'm sure this is going to be sold on the government website. >> Uh yeah. Well, this one is actually um they uh get a credit with a dealer. Um >> Oh, great. So, they can purchase a new firearm for new officers and or firearm as well. >> Okay. >> Yeah. >> So, I'm going to move to deem a Glock 25 firearm serial number VZ235 as a surplus item.
So that's another reason to try to get some finality for the decisions. Any other questions or comments? Thank you. Well, let me thank you. Thank you for coming. Thank you for participating. Um, if anybody has any other questions or comments, feel free to contact me. Um, it's the my, uh, John has my email. I think Mr. Sage, do you have my email address now? Um, also you can call me at home 1056. Um, happy to talk to you. Okay. All right. Thank you.
>> Any opposed? And that passes. Thank you very much. Congratulations, Principal Steaggle. Why don't you come on up and say a few words. Thank you, President Thompson, Dr. McCord, uh governing board members. Thank you guys for this opportunity. Um I'm thankful for uh some support I got here from Mosquite Junior High currently. They came out and supported me as well as the support from my wonderful wife who's at home right now with uh my two beautiful daughters, Skyler and Cody. Uh I'm thankful for the opportunity to uh come before you guys and uh be presented and appointed as the principal's next school year. I've had the great opportunity um to be led by a lot of great leaders um through Gilbert Public Schools and I'm very appreciative that my family um even my mom was a teacher for 38 years in Mesa Public Schools. Um even being over there at Mesa Public Schools, she still moved us over to Gilbert to make sure that we're part of the Gilbert public schools um and the education that was provided here.
So for FY27 expenses are now reflected in both the Sherburn school and the regional schools budgets as applicable. So total Sherburn placements budgeted for FY27 is 14 consistent with FY26. Next slide. Financial statistics for the region is a total proposed IND district operating budget of $30,13,188. Um, this includes the salaries and benefits and other expenditures, transportation and building and grounds. As you can see how it's broken down, this represents a budget increase of 1 million$15,842, which is 3.49% over fiscal year 26. 93% is projected for contractual salary increases. Revenues from the state for chapter 7 and 71, which is our transportation budget, along with the use of excess and deficiency funds and fees for various student activities, contributes 4,388,128, which is 14.6% to the operating budget. So Sherburn's assessment based on enrollment is 12,242,713 um or which is 3.77%. So the net do and Sherburn taxpayer cost per in district pupil estimated is $25,613 and that includes all the costs and benefits.
>> Second. >> All in favor? I. >> I. >> All right. So then the next item is board of selectmen um updates. When did we meet last? Cuz I feel like I don't have a lot of updates other than >> other other than trying to prepare for town meeting. Um Dave, do you have any? >> Uh most of what I will share is going to be an executive. So I'm just going to defer. >> Um I've been sort of try looking at a few different issues. Um I my attention was drawn to the the community preservation act. Um and uh I was curious as to why we we weren't taking advantage of it. and um and then I discovered um that um voted down there was a history uh to this that I I wasn't uh familiar with um but I still would like to sort of work out whether it might make sense to run out of it again sometime in the next uh couple of years um because it does seem to offer some opportunities for us to benefit from um from state funds um in certain programs.
And so you I'm very thankful for the opportunity to now be one of those that leads others into Gilbert public schools and to continue the tradition of excellence that we do have here um in Gilbert. Some of the other things too is I'm very thankful, you know, we've had great opportunities to be part of the progress that was happening through the '90s of Gilbert Public Schools as they expanded and I'm excited to continue that over at Mosquite Jr. and what has taken place. But I do know as we move forward at Mosquite and we continue the great things um you'll continue to hear great recognition come out of Mosquite Jr. Um while I'm over there and I thank you guys for your time. So thank you. >> All right. Thank you and congratulations. 9.02 02 appointment of Erica Hellfrey as principal of Campo Verie High for the 2026 2027 school year.
And the net cost for the outofd district expenses for Sherman residents ages 6th grade through 22 years of age placed outside of the Milan high schools is1,125,000 and that represents 10 placements. So the total Sherburn FY27 regional assessment for that would be 13,000 13,367,713. Hi everybody. U Mayor Kadiala, chair, I'm sorry, secretary of the Sherburn school committee. Um just uh focusing on Sherburn uh on this slide, our total proposed in district operating budget for um this next year is 7,387,291. Um this is an increase of $104,6 which is 1.43. 43 from fiscal year 26. Um the breakdown is really across salaries, other expenditures, transportation and building maintenance. Um the revenue from the state for chapter 7 revenue is uh that will offset taxpayer costs is around 97 935,000. So with all that taken into account, the estimated net taxpayer cost per indistrict pupil is 15,911 and that is um as mentioned net of chapter 70 exclusive of benefits and other costs budgeted at the town level.
just another way of of getting state funds to um to support it. I know that both Robin and Carol were somewhat burnt by the process last time um and >> and George Chime he he championed it. It was unbelievable that so you know we can go back and look at town meeting and look at the presentations. I don't I I put it out of my mind because I was just I'll >> take a look at not believe that it got turned down. >> Um yeah, I would I would just like to take a further look at that. >> And you could talk to George He may remember I mean he really championed it that that's how I met him. >> Okay. Yeah. >> Good. Um the other one, another one on the sort of con conservation side of things. Um uh the town resident um pointed out to me that um the Claybrook Road um um Calbertt is is now uh starting to attract beavers to uh to start blocking it up again.
Is there a motion? >> I move to appoint uh the uh Erica Helffrey Hellfrey as principal of Camp Over High for the 2026 2027 school year. >> Thank you, Miss Murray. Is there a second? >> Second. >> Thank you, Dr. Robinson.
Um the so looking into all of that it comes out to the the um sorry I just mentioned that piece sorry cost of out of district expenses for Sherman residents ages three through fifth grade as Angie had mentioned um due to the movement of those um of that budget is 455,000 which is net of 70k through our circuit breaker reimbursement and that is four placements which is just for Sherburn. Um so all in our total Sherburn school FY27 proposed budget is 7,842,291. Um and just wanted to take a moment to kind of thank everybody who's been involved in helping put this together. Um thank you to all the community groups for the ongoing support to both broaden and enhance our Sherburn student experience. This includes our financial and inkind donations that were received to date from the Pineh Hill CSA, the SAN fund, MS Positive, the high school PTO, boosters, um, FOPA, and all the other private donors.
Um and uh >> as he is a beaver, >> we have a new exactly >> surplus and and and knowing that we've invested quite a lot of money in into that, not just our money, but state money uh into into that project, I'd like to see some way of trying to sustain that without getting flooding on on Clay Rock again. Um, and so it looks like we've got the choice of either sending um our uh DPW staff in to clean it out, which isn't exactly an easy chore. And it's not without its risks if they've got to go into the culvert and and pull out um sticks that have been poked in there uh by the beavers. And um so that's one option. Um, and another one would be to follow what the trustees have done in Noanet and put in one of these beaver the deceivers that evidently can be done with very short money.
Uh is there any discussion? Okay, then I'll call for the vote. All those in favor of appointing Erica Hleffrey as principal of Campo Verie High for the 2026 2027 school year say I. >> I.
Um, and overall just wanted to take a moment to thank the entire town of Sherburn and their residents for their continued support in educating our students. Thank you. >> Thank Thank you very much. And now we'll uh move on to the motion on the budget. Um fisc fiscal year 27 budget. Wait till the uh slide gets restored here. There we go. Uh Mr. Bonder, uh do you have a motion? >> I do. Mr. Moderator, I will now make a motion for the fiscal year 2027 omnibus budget.
Basically, the idea is to get rid of the the flowing water sound because that's what really attracts u the beavers and so that if they can't hear the water flowing through it then they then they don't try and stop the flow. Um so um I I I would like to explore that as as a possibility and I think I'll follow up with Kevin. The question was um that this um fronts onto uh land trust property and there we've got a little bit of a of a potential conflict because um the land trust is quite happy to have the beavers doing their their thing because they like to keep the the the water there and and you know attracting the beavers. Um although I I have had a a chat with Amy Moot and she has said that she would be open to the idea of the the town doing something.
Any opposed? And that passes. Congratulations. >> Congratulations. Principal Humphrey, come on up. >> Johnny is much taller than me, so Let's go ahead and adjust this. All right. Board President Thompson, members of the governing board, Dr. McCord, and Dr. Ryan, and cabinet members, thank you for the trust you placed in me. I understand the weight of this responsibility, and it's something that I do not step into casually. I step into this with 10 years of investment within our campus, within its people, and its mission. I want to begin by acknowledging the person who made this moment possible. Not just for me, but for all of our students, staff members, and family who have called Campo Verde a home. Tyler Dumis has led this campus with integrity, with vision, and with the standard of excellence that has made Campo one of the most special places in Gilbert public schools.
